A Bill to implement, and make other provision in connection with, the agreement between the United Kingdom and the EU under Article 50(2) of the Treaty on European Union which sets out the arrangements for the United Kingdom’s withdrawal from the EU.

This Bill received Royal Assent on Thursday 23rd January 2020 and was enacted into law.


5 Bills in Ping Pong

Ping Pong is the final stage of the Bill Process. Amendments made by the Second House are reconciled to the text originally produced by the First House.

The First House will vote on whether to accept, reject or offer their own amendments in lieu of the Second House Amendments, which are then sent back to the Second House.

In turn, the Second House can accept, reject, withdraw or offer their own amendments in lieu. Newly proposed amendments in lieu are then returned to the First House, where the cycle repeats.

The back and forward exchange inspires the name 'Ping Pong'. Ping Pong continues until either mutually agreeable final text is created or (extremely rarely) the Bill is abandoned.


To make provision in connection with the internal market for goods and services in the United Kingdom (including provision about the recognition of professional and other qualifications); to make provision in connection with provisions of the Northern Ireland Protocol relating to trade and state aid; to authorise the provision of financial assistance by Ministers of the Crown in connection with economic development, infrastructure, culture, sport and educational or training activities and exchanges; to make regulation of the provision of distortive or harmful subsidies a reserved or excepted matter; and for connected purposes.
