make provision for the daily issuance of Fixed Penalty Notices against a utility company which has committed certain offences under the New Roads and Street Works Act 1991; to require the minimum amount of any such penalty to be equal to the costs associated with the issuance of the related Fixed Penalty Notice; and for connected purposes.
