Written StatementsFollowing the meeting between the Prime Minister, my right hon. and learned Friend the Member for Holborn and St Pancras, and the Prime Minister of Mauritius on 23 July, the UK and Mauritius have agreed to continue the negotiations on the exercise of sovereignty over the British Indian Ocean Territory/Chagos archipelago launched under the previous Government in November 2022. An agreed resolution to this long-standing, complex and important issue is in the interest of both parties and the best way to protect the UK’s national interests. Working in close co-ordination with the United States, the UK will endeavour to expeditiously reach a negotiated agreement that protects and preserves vital security interests on Diego Garcia, respects Chagossian communities, enhances environmental co-operation and builds a long-term strategic partnership with Mauritius as a close Commonwealth partner. To enhance these efforts, Mr Jonathan Powell has been appointed as the Prime Minister’s envoy to the BIOT/Chagos sovereignty negotiation.

Commons ChamberWith permission, Mr Speaker, I will make a statement on the middle east.
On taking office in July, I told the House that this Government’s priority in the region will be to advance the cause of peace. That continues to be our mission on every front: in Israel, in the west bank, in Lebanon, in the Red sea and, of course, in Gaza, where we need an immediate ceasefire, the protection of civilians, the immediate release of all hostages and more aid getting into Gaza.
Over the summer, we faced the prospect of full-scale war breaking out between Lebanese Hezbollah and Israel. On each of my three visits to the region, including alongside my right hon. Friend the Defence Secretary and, most recently, my joint visit with French Foreign Minister Séjourné, I have urged Lebanese Hezbollah, the Lebanese Government and Israel to engage with the US-led discussions to resolve their disagreements diplomatically and to reach a peaceful resolution through the implementation of UN Security Council resolution 1701.
As we continue to work with our allies and partners to push for a diplomatic solution, we none the less stand ready for the worst-case scenario, including the potential evacuation of British nationals. Our message to those still in Lebanon remains clear: leave now.
Our common goal of peace in the middle east will never be lasting until there is safety, security and sovereignty for both Israel and a Palestinian state. We must all keep at the forefront of our mind the pain, the anguish and the horror this conflict has caused for so many ordinary civilians. The victims of the 7 October atrocity. The hostages and all those still enduring unimaginable suffering, whether they are hoping to see their loved ones again or are mourning their loss, as the tragic events of this weekend illustrate with the recovery of the bodies of six murdered hostages. The Israeli people still living under rocket fire, not only from Hamas but from other hostile actors explicitly dedicated to Israel’s annihilation, and fighting an enemy in Hamas whose appalling tactics endanger countless civilian lives. And the innocent Palestinians, with tens of thousands killed in the fighting, their numbers growing by the day, including distressing numbers of women and children. Many mothers are so malnourished that they cannot produce milk for their babies, and families are struggling to keep their children alive—disease and famine loom ever larger.
Heroic humanitarians are putting their lives on the line to help others, including the brave aid workers I met from the United Nations agencies and at the Palestine Red Crescent Society warehouse I visited alongside France’s Foreign Minister last month. Indeed, last Thursday, the UK led a session at the United Nations Security Council encouraging a continued global focus on the protection of civilians in Gaza, including the need for action on polio.
The escalation we are now seeing in the west bank, as well as in Gaza, is deeply worrying, with many communities facing settler violence amid an ongoing occupation, and so many on either side of this terrible conflict convinced that the world does not grasp the reality of Israel’s predicament, or the depth of Palestinian suffering.
Throughout my life, I have been a friend of Israel: a liberal, progressive Zionist who believes in Israel as a democratic state and a homeland for the Jewish people, which has the right both to exist and to defend itself. But I believe also that Israel will only exist in safety and security if there is a two-state solution that guarantees the rights of all Israeli citizens and their Palestinian neighbours, who have their own inalienable right to self-determination and security.
As concern at the horrifying scenes in Gaza has risen, many in this House, as well as esteemed lawyers and international organisations, have raised British arms export licensing to Israel. After raising my own concerns from Opposition, on taking office, I immediately sought to update the review. On my first appearance as Foreign Secretary in this House, I committed to sharing the review’s conclusions.
We have rigorously followed every stage of the process established by the previous Conservative Government. Let me first be clear on the review’s scope. This Government are not an international court. We have not, and could not, arbitrate on whether or not Israel has breached international humanitarian law. This is a forward-looking evaluation, not a determination of innocence or guilt, and it does not prejudge any future determinations by the competent courts.
However, facing a conflict such as this, it is this Government’s legal duty to review export licences. Criterion 2C of the strategic export licensing criteria states that the Government will
“not issue export licences if there is a clear risk that the items might be used to commit or facilitate serious violations of international humanitarian law”.
It is with regret that I inform the House today that the assessment I have received leaves me unable to conclude anything other than that, for certain UK arms exports to Israel, there exists a clear risk that they might be used to commit or facilitate a serious violation of international humanitarian law.
I have informed my right hon. Friend the Business and Trade Secretary. Therefore, he is today announcing the suspension of around 30 licences, from a total of approximately 350, to Israel, as required under the Export Control Act 2002. These include licences for equipment that we assess is for use in the current conflict in Gaza, such as important components that go into military aircraft, including fighter aircraft, helicopters and drones, as well as items that facilitate ground targeting. For transparency, the Government are publishing a summary of our assessment.
Today, I want to underline four points about these decisions. First, Israel’s actions in Gaza continue to lead to immense loss of civilian life, widespread destruction to civilian infrastructure and immense suffering. In many cases, it has not been possible to reach a determinative conclusion on allegations regarding Israel’s conduct of hostilities, in part because there is insufficient information either from Israel or other reliable sources to verify such claims. Nevertheless, it is the assessment of His Majesty’s Government that Israel could reasonably do more to ensure that lifesaving food and medical supplies reach civilians in Gaza, in the light of the appalling humanitarian situation.
This Government are also deeply concerned by credible claims of mistreatment of detainees, which the International Committee of the Red Cross cannot investigate after being denied access to places of detention. Both my predecessor and all our major allies have repeatedly and forcefully raised these concerns with the Israeli Government. Regrettably, those concerns have not been addressed satisfactorily.
Secondly, there can be no doubt that Hamas pay not the slightest heed to international humanitarian law and endanger civilians by embedding themselves in the tightly concentrated civilian population and in civilian infrastructure. There is no equivalence between Hamas terrorists—or indeed Iran and its partners and proxies—and Israel’s democratic Government, but to license arms exports to Israel we must assess its compliance with international humanitarian law, notwithstanding the abhorrence of its opponents’ tactics and ideology.
Thirdly, this is not a blanket ban or an arms embargo. The suspension targets around 30 of approximately 350 licences to Israel in total, for items that could be used in the current conflict in Gaza. The rest will continue. The action we are taking will not have a material impact on Israel’s security. This suspension covers only items that might be used in the current conflict. There are a number of export licences that we have assessed are not for military use in the current conflict and therefore do not require suspension. They include items that are not being used by the Israel Defence Forces in the current conflict, such as trainer aircraft or other naval equipment. They also include export licences for civilian use, covering a range of products such as food-testing chemicals, telecoms, and data equipment. This suspension will not prejudice the international, collaborative, global F-35 programme that supplies aircraft for more than 20 countries, which is crucial to wider peace and security. Indeed, the effects of suspending all licences for the F-35 programme would undermine the global F-35 supply chain that is vital for the security of the UK, our allies and NATO. Therefore, the Business and Trade Secretary has exempted these licences from his decision.
Fourthly, the Government will keep our position under review. Commitment to comply with international humanitarian law is not the only criterion in making export-licensing decisions. We will continue to work with our allies to improve the situation. Foreign policy, of course, involves tough choices, but I will always seek to take such decisions in line with our principles and I will keep the House updated, in line with my previous commitment.
Mr Speaker, we do not take this decision lightly, but we note that, on previous occasions, Ministers from all parts of the House—Labour, Conservative and Liberal Democrat—chose not to license exports to Israel. In 1982, Margaret Thatcher imposed a full arms embargo and an oil embargo on Israel as it fought in Lebanon. Conflicts in Gaza prompted Gordon Brown to suspend five licences in 2009, and Vince Cable chose not to issue new licences while conducting a review in 2014. Like them, this Government take seriously their role in applying export licensing law, reflecting the published criteria and the specific circumstances. But let me leave this House in no doubt: the UK continues to support Israel’s right to self-defence in accordance with international law.
In April, British fighter jets intercepted Iranian missiles aimed at Israel, preventing significant loss of civilian life. We supported robust action against the Iranian-backed Houthis in Yemen, who have attacked Israel directly as well as Israeli-linked shipping. Iran should be in no doubt of our commitment to challenge its reckless and destabilising activity in the region and across the world. We will continue to work hand in glove with our international partners to stand up to Iranian aggression and malign activity wherever it is found, and we continue to hold Iran to account, including through extensive sanctions.
Today, we are doing so again. We are announcing new sanctions on four Islamic Revolutionary Guard Corps force targets, which have a role in supporting Iranian proxy actions in Iraq, Syria, and Lebanon. Through the UK’s dedicated Iran sanctions regime we have sanctioned more than 400 Iranian individuals and entities. And through our work with partners, we are exposing and containing Iran’s destabilising weapons development, where soon we will be introducing further regulations to bolster existing bans on the export of goods and technology significant to Iran’s production of drones and missiles.
Let me be clear: we will continue to work with Israel and our partners to tackle the threat from Iran across the region. This Government will continue to stand for Israel’s security, and we will always do so in a manner consistent with our obligations to domestic and international law. Mr Speaker, I commend this statement to the House.
I thank the Foreign Secretary for advance sight of his statement. Over the weekend, we were once again reminded of the tragic human toll of this conflict, with Israel recovering the bodies of six more innocent hostages murdered by Hamas. The only way this conflict will be brought to an end, and for the suffering to end, is through the release of those hostages. This cruel captivity has lasted almost a year. Their suffering and jeopardy is intolerable for Israel, and it should be intolerable for anyone who cares about human rights and human dignity. Many of us in this House have met with the families of the hostages. Even in the midst of unimaginable pain and anxiety, they keep the torch burning for their loved ones, publicly highlighting their plight and tremendous bravery.
Let us be clear that the onus is on Hamas. They are using the Palestinian people as human shields. Hamas have no humanity and no shame. As Hamas inflict terrible suffering on both the Israeli and the Palestinian people, it should not be forgotten that another Iranian-backed proxy—Hezbollah—is engaged in continuous attacks on Israel’s northern border, with the risk of further and yet more dangerous escalation across the blue line. Our support for Israel’s security is rock solid in the face of threats from those who wish it serious harm, as we showed in April this year when British personnel and weaponry were used to counter Iran’s massive missile attack. We will look carefully at the limited arms embargo memorandum that the Foreign Secretary has promised the House. While he rightly does not publish his legal advice, we are grateful that he is honouring the promise that I made to the Business and Trade Committee to publish as much as possible on this. He will, I know, and as he said, be careful not to indicate, in any way at all, any moral equivalence between Hamas and the democratically elected Government of Israel.
In Government, we introduced sanctions to undermine Hamas and Palestinian Islamic Jihad. We also sanctioned extremist Israeli settlers who committed human rights abuses against Palestinian communities in the west bank, and we welcome the new sanctions that the Foreign Secretary has announced on four IRGC-Quds Force targets. Implementation of the UN Security Council resolution 1701 remains our best hope of de-escalation and peace along the blue line. Resolution 1701 provides a road map that everyone should seek to follow, and we welcome the Government’s reaffirmation of their support for it. In relation to British nationals in Lebanon, it is very much our hope that since the House last considered this matter, shortly before the recess, the number of Brits who have registered their presence in Lebanon and departed from the country has risen. I reiterate that the situation in the west bank has also deteriorated and become yet more tense. While Israel must protect its vital security interests, we urge the Netanyahu Government to do so in such a way that minimises the risk of yet further instability and escalation.
Turning finally to the humanitarian crisis in Gaza, we convey our thanks to the World Health Organisation and UNICEF staff who have been racing to get polio vaccinations administered across Gaza. They are doing vital work during this agreed pause. Pauses offer not only the potential to get much-needed humanitarian aid in but a window to get the hostages out, and pauses can help to create the conditions necessary to bring about a sustainable peace. On the distribution of aid, we strongly support calls for watertight deconfliction processes and the utmost protection of aid workers. Humanitarian aid can make a difference only if it is properly and safely distributed. Guaranteed deconfliction for aid convoys and other humanitarian work is absolutely essential. It is by road and truck that aid must be able to reach Gaza by all routes. This should make humanitarian aid delivery by air and sea unnecessary. Can the Foreign Secretary provide the House with more detail about how we are playing our part in international efforts to get more aid over the border to desperate people?
We all want the terrible suffering of both the Israeli and Palestinian people to end. It feels as if we are at a point where this conflict could go in two radically different directions. Although the region faces a potential conflagration, it is also possible that cooler heads on all sides might prevail. Britain’s role must be to help facilitate a sustainable end to the current suffering. It is only then that we can achieve our aim of lifting people’s eyes to the prospect of a different horizon in the future.
I am grateful to the shadow Foreign Secretary for the tone of his response. He will know as well as anyone that these are complex and sober questions, and it is right that the House can debate them in the appropriate tone and spirit this afternoon. I recall that Lord Cameron said that he was concerned that Israel had violated international humanitarian law. The shadow Foreign Secretary himself has repeatedly called on Israel to abide by international humanitarian law and said that in certain actions it may not have complied with international humanitarian law. In April, the shadow Minister—the hon. Member for Rutland and Stamford (Alicia Kearns), who was in her seat slightly earlier—said that the UK had no choice but to suspend arms, so the shadow Foreign Secretary can recognise that this is not a partisan issue. I am very grateful for the tone that he has taken in this debate.
I have provided the House today with a summary of the way in which I have made the assessment. In doing so, I have been more transparent than any Government have been in the past about such decisions, because I recognise the exceptional public interest that there is in this debate. The shadow Foreign Secretary is right, like me, to underline that there is no moral equivalence between Hamas, who began this atrocity on 7 October, and Israel’s prosecution of getting the hostages out and defending itself, even though I have said that there is a clear risk in relation to our export licensing regime. He is right to talk about the context in Lebanon and indeed to support the Government’s message that UK nationals should leave. Let me assure him that I have not just visited Lebanon, now and on many occasions, but spoken with the Lebanese Prime Minister on three occasions just in the last few weeks.
In the west bank, of course we recognise the important security concerns of Israel, but we are deeply concerned with the way that we have seen these actions being prosecuted over the last few days, and we call for de-escalation. On the situation in Gaza, successive Foreign Secretaries have now raised with the Israelis—I raised it directly with Prime Minister Netanyahu—that not enough trucks are getting in. It is still the case today, after 11 months of conflict, that not enough trucks are getting in. The Minister for Development was assessing the situation from Jordan, as I was, just before that, with the Red Crescent.
It has been important for us to demonstrate leadership in the UN and to press for pauses so that the children of Gaza can be vaccinated against polio. We have that pause in place, I think between 8 am and 2 pm, so that those children can get the vaccinations they need so that they do not suffer.
I thank the Secretary of State for his important statement. I agree with the shadow Secretary of State that it is clear that Hamas have no humanity and no shame. Some have said that there is only a pause to vaccinate children because polio may spread beyond Gaza. With so many children killed in this war, I understand why some may say that. The World Health Organisation says that at least 90% of children under 10 must be immunised in a very short period of time. With that in mind, can the Secretary of State please tell the House what measures the Government are taking to ensure further agreements are made to have a pause for as long as possible and that both sides can adhere to?
I was very pleased to meet—alongside the Minister for Development, my right hon. Friend the Member for Oxford East (Anneliese Dodds)—Dr Tedros, who leads the World Health Organisation, to discuss those issues and his particular concerns about disease and polio in the area. We continue to press for a ceasefire and are working with all colleagues to get it. Just before I came to the House, President Biden confirmed that the ceasefire is in reach. I urge all sides now to make that ceasefire happen, bring these horrors to an end and get the hostages out.
This week, we received the terrible news of the deaths of six Israeli hostages. Among them was Hersh Goldberg-Polin, whose mother Rachel I met when I was last in Jerusalem. I cannot imagine her pain. That pain is not diluted by the pain of so many others, including, yes, the families of other Israeli hostages, but also thousands of families in Gaza, for the dead there. I am sure we send our deepest condolences to all.
We have seen horrific violence in the west bank. Israeli forces launched an operation inside refugee camps, terrifying children in their beds, and have been accused of breaking their own codes of conduct. The situation seems to go only from bad to worse, so I welcome the Foreign Secretary’s remarks about the suspension of some licences for arms export to the Israel Defence Forces, but given the seriousness of the International Criminal Court and International Court of Justice cases, questions remain about the many hundreds of other such licences, so I look forward to reading the published summary. I urge the Government to go further. Will they ban goods produced in the illegal Israeli settlements? If the settlements are illegal, why are we allowing trade with them? Will the Government sanction Ben Gvir and Smotrich, as the European Union’s Josep Borrell is considering? Can the Foreign Secretary say at least that, when it comes to violent extremists, nothing and no one is off the table?
Hersh’s mother Rachel said to the UN Assembly in December of last year:
“We are at a crossroads, and when I say we, I don’t mean…Jews Muslims or Christians, Americans, Palestinians, Europeans, Israelis, Ukrainians, Russians. I mean we humans… We can keep dividing the world into the paradigm of them versus us or we can start thinking about those who are willing and those who are not”.
This could have been so different. Imagine if the world had listened to her in December. I urge the Government to be bolder. That is the only way to make that promise of peace a reality, and it must start, rather than end, with an immediate ceasefire.
I am grateful to the hon. Lady. I have now personally spoken to or met all the families of British and UK-linked hostages and have heard for myself the suffering that they have endured since their loved ones were taken on 7 October. There needs to be an end to this nightmare. I see the tremendous grief, pain and trauma whenever I visit Israel and meet hostages’ families, as I have continued to do.
The hon. Lady is right to raise the issues on the west bank. We are deeply concerned about the ongoing IDF military operation in the occupied west bank and the attacks from Palestinian militants. We recognise, of course, Israel’s need to defend itself against security threats, but we are deeply worried about the methods that Israel has employed and by reports of civilian casualties and the destruction of civilian infrastructure in particular. It is in no one’s interest for further conflict and instability to spread to the west bank. We condemn the settler expansion—particularly the record levels this year—and the increase in settler violence. I condemn the language that has been used by Ministers in the Israeli Government—Smotrich and Ben Gvir—in relation to that in particular. It is entirely unacceptable language, and should be condemned by the Israeli Government as a whole.
The hon. Lady has raised important issues. Of course, she will recognise that we label goods from settlements based on the 1967 borders, but the issues are very complex.
The escalation of military violence in the west bank has led to the reported deaths of Palestinians and increased settler violence, resulting in illegal occupation and violent land theft. Amid this escalation, the US has imposed sanctions on Israeli groups. Medical Aid for Palestinians has claimed that the UK Government have not acted with due urgency, so can the Foreign Secretary clarify the Government’s position on this issue and what immediate actions they will be taking, other than condemnation of this action?
I reassure my hon. Friend that we are keeping this issue under review. We are in dialogue with our closest allies on this issue, and we will not flinch from dealing with the issues at hand if we need to.
Can the Foreign Secretary assure the House that what appears to be a carefully calibrated response to a dreadful situation will not in any way impair the valuable co-operation between Israel and the United Kingdom where the sharing of intelligence about international terrorist activity is concerned?
The right hon. Gentleman is among the very few in this House who understand the breadth, depth, and importance for our own national security of that relationship. We have a very important people-to-people relationship with Israel—250,000 Jewish people in this country—and a very important trading relationship with Israel, but our intelligence, military and security co-operation is essential, not just to our national interest but to the security of much of the world.
As such, I have made this decision with regret. It is in sorrow, not in anger, and the right hon. Gentleman will know that other Governments—Conservative Governments —have gone for a full arms embargo. We have not done that today, because we recognise that with Hezbollah, the Houthis and Hamas, it is right that Israel has the means to defend itself.
Could my right hon. Friend reiterate the very important point that this is not an arms embargo on Israel? We continue to support Israel’s right to defend itself and will continue to sell it arms, but the rules underpinning our control of arms are as they have always been: the UK will not permit the sale of arms if they might be used for internal repression or international aggression. For that reason, we have cut the number of arms export licences by 30.
My right hon. Friend spent a few more years at the Bar than I did, and she knows that this very sober assessment is based on a clear risk. On the basis of that clear risk, we have sought to suspend export licences for arms and weaponry that may be used in Gaza, amounting to around 30 licences. Of course, it is our sincere hope that we will get to that ceasefire, and to a sustained position that will allow us to resume working in the way that we would normally work with our Israeli friends.
I, too, met the mother of Hersh Goldberg-Polin in Jerusalem. It is a terrible tragedy that his name has joined the list of many thousands of innocents on both sides who have died in this conflict over the last few months.
The Secretary of State will know that I have long been concerned about the situation in the west bank. I understand that the measures that he has taken today, and indeed sanctions generally, are not purely performative —he wants them to have some bite—so I wanted to ask about the case of the Hilltop Youth. That violent settler organisation was sanctioned by the previous Government earlier this year and was recently described as a bunch of terrorists by the head of the internal security service in Israel, yet our sanctions have seemingly had no impact on its behaviour and conduct or on the violent persecution that it is visiting upon innocent Palestinians in the west bank.
Will the Secretary of State consider extending our sanctions to those who support and sustain that organisation and others, both within Israel and externally? If we are to be taken seriously on the international stage, whether in the case of Iran or these violent organisations, our measures have to have bite and effect. At the moment, seemingly, they do not.
The right hon. Gentleman, who has raised these issues consistently in the House over many years, is absolutely right to draw our focus to what is happening on the west bank. Not because of the immediate violence that we have seen in the last two days, but because the level of violence—the expansion and the sense of impunity that one sees when one is in the west bank—is of huge concern. I reassure him that I continue to work with allies and to keep these matters under close review.
I thank the Foreign Secretary for his statement. I speak as a long-term friend of Palestine and an advocate of a two-state solution. I am sure that he will agree that we want to see all hostages released in their hundreds and thousands.
What assessment has the Foreign Secretary made of the impact of his suspension of 30 licences? Israel has shown little sign of responding to pressure from the outside world, so along with the hon. Member for Oxford West and Abingdon (Layla Moran), I ask what further steps he is prepared to take. We see those egregious behaviours in the west bank, so is it really conscionable that Israel will respond favourably to his limited but welcome announcement today?
May I say that I know the strength with which my hon. Friend talks about these issues, and has talked about them consistently over many years? Let me make it clear that the announcement that I have made today follows a process, which was set up by the last Government in 2021. We have followed that process to the letter, which is why I am here today. The point of the process is in no way to punish Israel, but to make sure that our export licensing regime remains among the most robust in the world. I recognise what he says about the west bank particularly, which is why I went to the region again just a few weeks ago.
I thank the Foreign Secretary for prior sight of the statement, and of course we welcome anything that reduces the appalling death toll in Gaza and, increasingly, sadly, in the west bank. The statement raises many questions, however, that I will write to him about later.
I will press the Foreign Secretary on the issue of the UK recognising that the Netanyahu Government’s use of UK weapons poses a “clear risk” of the violation of international humanitarian law. He will be aware that there is no legal definition of what is an offensive weapon and what is a defensive weapon, so why and on what basis, if there is a “clear risk”—in his words—of the violation of international humanitarian law, has he not imposed a blanket ban on Israel until that risk has gone away completely?
We have one of the most robust export licensing regimes in the world. The process requires us to make an assessment of the clear risk in the theatre of conflict, which in this case is Gaza. We therefore made an assessment of the licences that could be used in Gaza, and I made this announcement today. Notwithstanding the concerns around international humanitarian law in that theatre of action, the hon. Gentleman should recognise the real threats that Israel faces from Lebanese Hezbollah, recognise what the Houthis are doing in the Red sea—in just the last few days, we saw a terrible attack on a Greek oil tanker—and recognise the long-standing relationship that this country has with Israel, particularly as regards the intelligence and military co-operation that keeps much of the middle east and the world safe. On that basis, my remarks are measured, and I defend that.
I welcome the Foreign Secretary’s decision to suspend certain arms sales to Israel. I also appreciate his acknowledgment that Israel could do much more to allow aid to reach people in Gaza. What further conversations has he had with the Israeli Government to ask them to ensure that aid workers can do their vital work safely and effectively, and that aid can get to those who desperately need it?
I have raised the issue of aid workers, and the tremendous loss of aid workers’ lives in this conflict, directly in all my meetings with the Israeli Government. Another issue sits alongside this: the issue of deconfliction. In any war, there are rules, and one of the rules is that aid workers should be able to get medical supplies and aid to the civilians who need it. There have been real issues with deconfliction zones, and the number of aid workers and UN workers who have died in this conflict, and my hon. Friend is absolutely right to raise that.
The only people who will be overjoyed by this decision are the Hamas terrorists who murdered six hostages in cold blood at the weekend. They have been handed the hope that this Government will not stand firm in their defence of Israel’s right to defend itself.
Let us look at the threadbare arguments that the Foreign Secretary has used. He says that these arms might be used to breach international humanitarian law, yet he admits that the Government cannot arbitrate on whether Israel has done so to date. He says that civilian deaths have been caused, yet hardly a couple of paragraphs later in his statement he states that the civilian deaths are the result of Hamas embedding itself in the civilian population, with no regard for the people affected. The last reason he gives for his decision is that Israel is responsible for those deaths, but he then admits that it is not possible to determine who is responsible for the deaths—or, indeed, how many deaths there have been; in most cases, we rely on Hamas propaganda for that number.
I say to the Foreign Secretary that this is a bad decision, which we will live to regret. I believe that it is, unfortunately, the result of the pressure that Labour MPs have felt in their constituencies from pro-Gaza protests.
I say to the right hon. Gentleman that this party supported British fighters taking to the skies on 13 April in the defence of Israel when missiles were being delivered from Iran. This party supported the last Government in their defence of Israel following the attacks from the Houthis in the Red sea. I remind him that I have not gone as far as Margaret Thatcher went in 1982. Governments of both types—including under Vince Cable, a Liberal Democrat, and Gordon Brown—have had to make these difficult decisions. I stand by a party and, I hope, a Chamber that recognises the importance of international humanitarian law, and the clear risk assessment that we have been required to make to ensure that this country is not in breach of that law.
I welcome the Government’s decision to suspend certain licences to sell arms to Israel; my constituents are horrified by the unimaginable and unacceptable suffering in Gaza, and certainly would not want any British exports to contribute to it. My constituents are also horrified by the unimaginable and unacceptable suffering of the hostages who have been held for over 11 months, many of whom have been killed.
The Foreign Secretary will have seen the protests in Tel Aviv last night, and the strikes called by Israeli labour unions to try to persuade the Israeli Government to make a deal and bring hostages home. From his discussions with the Israeli Government, what does he think are the main obstacles to a deal that brings the hostages home and delivers a ceasefire in Gaza?
My hon. Friend asks a very good question, and she is absolutely right: what brings this to an end is a ceasefire. The issues boil down to the security of Israel once we get to that ceasefire. She will no doubt have read about the issues around the Philadelphi corridor, and Israel’s insistence that it should still be present in Gaza; that is a matter of discussion. There have been issues around the hostages, who must come out—that is absolutely right—and the prisoners in Israel’s prisons, the Palestinians in particular. We are reaching a decisive point, as Joe Biden has said. We can get there, and we need to get there to bring to an end this horror, which has gone on for many, many months.
The Foreign Secretary will be well aware of the decisions made by the International Court of Justice and the International Criminal Court. He will also be well aware that the world has condemned Israel for its illegal occupation of the west bank, the settlement policy and the killing of 40,000 people in Gaza. On the suspension of some arms contracts, can he explain what effect that will actually have on Israel’s ability to continue the bombardment of Gaza, or will it continue unabated? Will he also explain what role, legally or otherwise, Britain has played in overflying Gaza with surveillance aircraft, and explain the use of RAF Akrotiri as a staging post for aircraft going to Israel, which many people believe are carrying weapons to be used to bomb Gaza?
I know that the right hon. Gentleman is informed on many aspects of these issues. He must know that our arms exports to Israel amount to about 1% of its arms; in fact, the United States, Germany and others are much more engaged in selling arms to Israel, so when he asks about the effect, he can draw his own conclusions. I am very comfortable with the support that we give to Israel, and as he would expect, I will not comment on operational issues from this Dispatch Box.
Israeli military F-16 aircraft have dropped thousands of bombs on civilians in Gaza in the last 11 months. UN weapons inspectors confirmed that this includes bombing the premises of the aid agencies Medical Aid for Palestinians and the International Rescue Committee, which housed Palestinian aid workers, international aid workers and doctors, in January of this year. F- 16s have further killed thousands of Palestinian civilians who had fled their homes to what the Israeli military had designated a safe zone in al-Mawasi. May I ask the Foreign Secretary to confirm that this arms ban will include licences related to the F-16, and if it does, that this is in service of upholding UK and international law and protecting civilian lives?
May I also express extreme concern at the ongoing Israeli military action in the west bank? Earlier this year, I was in Tulkarm refugee camp after a military raid, and last year I was in Jenin refugee camp, days after a military raid. Both those raids were much smaller than what is happening now. The west bank and Jerusalem are at boiling point, and that is alongside the horrors in Gaza. What action is the Foreign Secretary taking to uphold international law there, too?
My hon. Friend brings tremendous expertise to the House on the issues on the ground, particularly in Gaza and the west bank. I reassure her that we have fully assessed the export licensing regime, and weapons that might be used in the conflict—including those that she mentions—have been excluded. She is right to raise the issues of deconfliction, and the aid workers who have lost their lives. I reassure her that I have raised those issues with the Prime Minister in Israel and other members of the Government, and pressed them hard. When I came into this role, I knew that the former Foreign Secretary had done exactly the same. It is on that basis that we have, sadly and regrettably, come to this assessment today.
We have had some very strong words from the Foreign Secretary today about the need for this war to end, and we have heard how important a ceasefire is for that, and I take him at his word. Looking forward, however, what levers does he have, and when will he pull them?
The hon. Gentleman is new to this House, so I will tread very gently. I urge him to reflect on the fact that to bring about peace, as we saw in Northern Ireland, we need partners for peace. The principal partners here are Benjamin Netanyahu and Sinwar. The deal we have on the table could bring about that peace. In my past eight or nine weeks in office, I have spent more time on this issue, pressing to get that ceasefire, than any other.
We have seen the most serious incursions into the west bank for 20 years. It is under cover of the horror happening in Gaza; otherwise it would be leading the news. Towns such as Jenin are completely cut off, with the water supply cut and the streets ploughed up. What is the Government’s specific response to that, which is really a form of collective punishment? Has the Foreign Secretary looked at whether arms and equipment are being used specifically in the west bank?
I say to my very good friend that the UK position is clear: settlements are completely unacceptable and illegal under international law. They present an obstacle to peace, and they threaten the physical viability of a two-state solution. That is why we take this matter so seriously, and it is why we condemn the settler violence and remarks of incitement, such as those made by Israel’s National Security Minister Mr Ben-Gvir and Finance Minister Smotrich. We keep all these issues under review, and I discuss them all with our closest allies.
Amid the devastation of the bombardment and the collapse in civilian infrastructure, civilians in Gaza must now contend with polio. As has been mentioned this afternoon, to be effective, the UN vaccination programme needs to attain some 90% coverage of the population. What is the Foreign Secretary’s assessment of the initial progress on the scheme? What steps are his Government taking to facilitate a swift and hopefully effective roll-out?
I am grateful for the question. It is horrendous that polio has returned after two decades of absence in Gaza. We convened and pressed to get this pause in Gaza to get children vaccinated so that we do not see a new flowering of that horrendous disease and affliction. I hope that the hon. Member will commend the leadership that we have shown as well as that we saw at the UN Security Council to bring about this vaccination programme in the last few days.
We are all desperate to see an end to the suffering on all sides in this conflict. The Iranian regime and their proxies are one of the biggest barriers to ending that conflict and achieving a sustainable ceasefire. Does the Secretary of State agree that tackling the threat from Iran is vital? Will he update us on his plans to proscribe the IRGC?
I am grateful for the question, and I would not want the House to lose sight of the further sanctions on four individuals that I announced in the House this afternoon; Members can revisit my statement to be abreast of that. My hon. Friend is absolutely right about the dangers that the IRGC poses. Indeed, it has been important for me in these early weeks in office to engage with my Iranian counterpart and to urge de-escalation, particularly in relation to any action that Iran is contemplating. This remains the very biggest and most important of issues for us in the UK, and it is absolutely right to keep it centre stage.
The news about the suspension of some export licences is indeed welcome, and I know that many in my constituency and across the country will be glad to hear it, but I am alarmed that the principle underpinning criterion 2C seems to have been inconsistently applied. In particular, the justification that the Foreign Secretary offered for not suspending licences for the F-35 appears inconsistent. There appears to be clear evidence of risk—I understand that there are online posts from the Israel Defence Forces indicating that F-35s have been used in bombing Gaza—so I urge him to review the case again and to suspend those licences. Will he also clarify whether licensing continues for R902(W) Wankel engines, which were involved in the attack on World Central Kitchen humanitarian workers?
The hon. Lady asked important questions about the F-35. In looking at the F-35, it is important to understand that there is a global supply chain. She will recognise the very serious threats that exist across much of the globe in other terrible theatres of conflict. I think that, were she in my situation, she too would make the judgment that we should do nothing to equip those who would cause tremendous harm in relation to this decision. That has been important—never mind the ability to distinguish, across those multiple supply chains that involve many nations, the particular bits of armoury that she talked about.
The children of Gaza have faced an onslaught from above and now face the spread of disease. Will the Foreign Secretary consider once again bringing those who are most vulnerable to the UK for medical treatment? Polio has a lasting impact, and those who have been infected could need a lot more support with lifelong disabilities. We also see children who need amputations and life-altering operations but have not been able to access the right quality of care because the hospitals have not been there. Can we look at this again? Other countries are doing so; let us be a part of that.
My hon. Friend raises a very important issue. My right hon. Friend the Member for Oxford East (Anneliese Dodds) and I made statements in our first weeks in office on supporting UK-Med and restoring the funding to UNRWA, to ensure that those children get the medical aid they need at this time. I am afraid my assessment is that, across Gaza, it is not sufficient, for the reasons that I have discussed, but it was important that we put all the aid and money we could into that endeavour, particularly on behalf of those young children. Another issue that I am tremendously concerned about is the amount of young people who are not in school. This has gone on for months, and young people must be in school.
I thank the Foreign Secretary for his answers. I defend the right of Israel to protect all its people, as the United Kingdom of Great Britain and Northern Ireland did for its own citizens against IRA terrorism, and as Ukraine has done against Russian aggression. I am ever mindful of that. Our hearts ache for those hostage families who have received the news that they feared and dreaded for almost a year. That even more forcibly underlines the need to ensure that either the hostages or their remains are brought home, and that steps be taken for peace in the middle east, which is the goal of the Foreign Secretary and everyone in this House. Will he outline what further steps can be taken along with our allies to bring about this much-needed peace?
Today’s decision relates to an independent process concerning our strategic export licensing criteria. It comes on yet another day of tremendous pain for those hostage families—I am acutely aware of that. It is why I have sought to speak to those families—those who have a relationship with our own country, and those beyond as well—and to meet them when I have been in Israel. My heart bleeds for them. The pain and suffering that they are going through is torturous. That there are so many left is unbelievable. To have gone so many months not knowing whether their loved one is alive or dead is horrific. Anyone who looks at the front pages of the international news can see those beautiful young people who have been taken from us in the most horrific of ways; frankly, it brings tears to the eyes. I offer my deepest condolences—all of us do—to those families who have learned that they have lost their loved ones over the last few days.
The Foreign Secretary announced that 30 of approximately 350 arms export licences will now be suspended. That is still less than 10% of the total number of arms export licences to Israel. Given that over 40,000 Palestinians have now been killed, Israel is expanding its military operations in the occupied west bank and a Foreign Office official has resigned, stating that
“it’s actually quite clear…that…Israel is perpetuating war crimes in plain sight”,
will the UK Government ensure that the UK is not complicit in Israel’s war crimes, and will they suspend all arms sales to Israel?
I have followed the quasi-legal process that we have in this country—one of the most robust regimes in the world. I stand by the decision that I have made that approximately 30 export licences to Israel should be suspended at this time. Yes, that represents 10%, because it is the 10% that could be used in the theatre of conflict that we are concerned with. I gently say to the hon. Lady that we might sell many things, but I do not think anyone would suggest that we should not sell a helmet or goggles to one of our closest allies. We made that assessment in a measured and sober way on behalf of the British people, and I am satisfied with the assessment that has been made.
I welcome the Foreign Secretary’s decision to withdraw some arms export licences. I am confident that, even though our arms trade is insignificant, it is bound to have a repercussion on other countries that provide arms licences, so I certainly welcome the move. What steps can he take, in liaising with his Israeli counterparts, in relation to the Palestinian children who will now receive polio vaccinations and are being moved from pillar to post, without a real safe zone? Will the Foreign Secretary seek assurances that they will be given a safe zone and not be blown away after being given their vaccinations?
I thank the Foreign Secretary for his statement. I absolutely share his pain, horror and dismay at the number of innocent civilians killed in Gaza. I recently received a letter from constituents under the banner of Families for a Ceasefire, signed by over 70 families in Monmouthshire, calling for a ceasefire and a ban on all arms sales to Israel, so I welcome the suspension of 30 arms licences. Will my right hon. Friend share with us when a further review of the remaining licences will be available? Will he consider encouraging other countries around the world to do as we have done and suspend their licences to Israel?
I recognise that this is a really big issue for my hon. Friend’s constituents. I recall being in Wales a few months ago and the issue being raised with us both, when I was speaking on behalf of the Opposition. Our regime is our regime; different countries will have different arrangements. It is for them to democratically determine those arrangements, and they will have made a range of different assessments. She will also understand that, as I said, there are really only two or three countries that sell substantial amounts to Israel and, in truth, we are not one of them. I think the assessment that has regrettably been reached today should satisfy all those who have been concerned with any breaches of international humanitarian law on the basis of a clear risk, which is the export licensing criteria. As I said in my statement, it is not a judgment. It is not for me, the Government or any of us in this place to act as judge and jury. That is a matter for the appropriate international courts and must be determined in the usual way. I emphasise that it is the clear risk judgment of our export licensing criteria that has required me to make this judgment.
I welcome the Government’s statement and I know that many in my constituency will as well. Our overwhelming priority must be an immediate ceasefire in Gaza. Does the Foreign Secretary agree that both sides must come to the table to end the conflict, and will the Foreign Office strain every diplomatic sinew to effect that?
Yes. We need a ceasefire now. It is in the hands of the major actors to bring that about, and to get those hostages out and get that hostage deal. So many families in Israel want to see that hostage deal and to bring the suffering of the Palestinian people to an end, so the aid can get in in the quantities required. It is within our reach. I will be honest with my hon. Friend: I had hoped that we would have reached that point by now, but we must still reach to get there over the coming days.
We have been talking about polio today because, tragically, we have learnt that that infectious disease is taking a grip in Gaza. However, there are many other communicable diseases in Gaza which are spreading. Therefore, just focusing on polio will not be sufficient to save lives. What further steps can my right hon. Friend take to ensure that windows of vaccination, treatment and cure can be extended so that more lives can be saved?
I assure my hon. Friend that both the Minister for Development, my right hon. Friend the Member for Oxford East (Anneliese Dodds), and I are working on these issues, and that our support for all medical aid in Gaza is paramount. Of course, sitting alongside the medical context is the nutritional context—including the threat of famine and starvation, which leads to so many medical ailments. My hon. Friend is right to emphasise these matters, and I can only say to her that we in the UK in particular continue to work on this front.
The Foreign Secretary rightly said in his statement that famine was looming ever larger in Gaza, and he has just mentioned the issue of hunger and malnutrition. The World Food Programme has managed to bring in only half the aid needed, and, indeed, recently suspended movements of its staff after they came under attack. Will the Foreign Secretary expand on the assessment of hunger and malnutrition levels in Gaza, and on the specific action that the Government are taking to push for unimpeded access to food aid?
It is of tremendous concern that over the last few days the World Food Programme has suspended its activities in Gaza because its own workers have come under attack in connection with issues of deconfliction that have already been raised today. That has prompted tremendous concern on both sides of the House about nutrition, about starvation and about famine. We will be redoubling our efforts over the coming days, and working with international partners to see that people do not go without the food that would keep them from famine status.
I welcome the Foreign Secretary’s call for an immediate ceasefire, because that is the route for hostages to be returned home and for aid to flow into all corners of Gaza, and I welcome his call for a two-state solution, because that is the only route to a lasting peace in the region. I also welcome the clarity about the fact that there is no moral equivalence between the Israeli Government and the heinous action and intent of Hamas. May I ask the Foreign Secretary what steps can be taken to stop, or stem, the flow of money, aid and weapons from Iran to its proxies, who are so determined to bring about Israel’s total destruction?
I am grateful for the tone of my hon. Friend’s remarks. He is entirely right to put the spotlight on Iran. That is why I have announced further sanctions today, it is why we keep the position of the IRGC under close review, and it is why I have spoken to the Iranians twice in the last two weeks and urged de-escalation. It is also why I have been to Lebanon and met its Prime Minister, its Speaker and others, including those who could convey messages to Hezbollah. We have military intelligence capability that is among the best in the world, working with our partners, and these are issues of the utmost importance in relation to global security.

May I associate myself with your remarks, Mr Speaker, about John the Doorkeeper? Who knew that we had the same love of ’70s disco?
I thank my right hon. Friend for his reply. I must press him further on Government recognition of a Palestinian state. That should have been a starting point 30 years ago. I believe that recognition would level the playing field and kick-start the peace process, as has been recognised by so many of our European counterparts. Recognition should not come at the conclusion. What will the Government do if Israel refuses to entertain any moves towards a two-state solution, which it has persistently and vocally rejected?
I know that my hon. Friend has pressed these issues, which are of huge importance to her constituents, for many years. No one has a veto on recognition. As I said, we want it to be part of a process; it does not deliver a two-state solution in and of itself. But it is absolutely right that the Palestinians are enabled to have a sovereign state. It is a just cause, and we will work with other partners to bring that about.
Order. Can I just say to everybody that Members are meant to speak through the Chair? Please look towards me or the mics might not pick you up.
I hear what the Secretary of State said, but does he agree that the immediate recognition of the state of Palestine is vital to the UK’s commitment to uphold international law and norms, vital to the processes required to bring about an immediate and just peace, and vital to the notion that diplomatic means and not violence are the way to resolve the conflict? Does he agree that failure to recognise the state of Palestine has had and continues to have catastrophic implications for the people of Palestine, as they face what the International Criminal Court has described as plausible genocide?
The hon. Gentleman is right that peace will be achieved through a political solution, not through military means. But I disagree that recognition itself will bring about peace. The Biden plan is on the table at the moment, and we would like Hamas and the Israeli leadership to accept it. That is what will give us a ceasefire and get us to a place where we can achieve that two-state solution.
May I welcome the Foreign Secretary to his new position, since this is the first time that we have met across the Dispatch Box since we swapped sides? I welcome all his team, especially the hon. Member for Lincoln (Hamish Falconer), who was previously a respected and effective official in both the Ministries in which I served as a Cabinet Minister.
I urge the Foreign Secretary to avoid any suggestion of some sort of international legal-moral equivalence between a terrorist murderer and the elected head of a democratic state. In any question of an arms embargo, I remind him that just a few weeks ago, British arms and military personnel were defending our ally Israel from missiles launched by Iran.
Let me begin by welcoming the right hon. Gentleman to his position. It is great to see him where he is, and not on the Government Benches. He will know that these are very serious issues, and that the test under criterion 2c is whether there is a “clear risk”. That is based on very careful assessments of the law. He would expect me to pursue that with all sobriety and integrity, and that is what I intend to do.
The Secretary of State will get bored of me continuing to press him on the recognition of the state of Palestine. I hope not to test his patience, but I know in my heart that it is what Palestinians need to ignite hope. Two states cannot happen without that hope to unite Palestinians behind a final cause that will stop the killing for good. War has to stop, but that is not peace. Peace is two states. He knows that Netanyahu rejects it, so when he spoke to Netanyahu, did he talk about the two-state solution, and in particular the recognition of Palestine? Does he accept that if the UK followed the other 140 countries that have done this, that would send a powerful message to both the Palestinian people and Netanyahu?
Let me reassure the hon. Lady that raising this issue does not test my patience. She is absolutely right. I reject and disagree with those in Israel who say that there can be no two-state solution. If there is no two-state solution, there is either one state or no state at all. I recognise why this is a pressing issue and why she raises it, but as I have said, we will do it at the appropriate moment, hopefully working with other partners as a road to the two states that we desire.
In my second week in the role I travelled to Israel and to the west bank and called for an immediate ceasefire—something that none of my predecessors had done. In my meetings with both leaders I called for an immediate ceasefire and made the urgent case, as has been described, for a credible and irreversible pathway towards a two-state solution.
I welcome my right hon. Friend and all the team to their place. I thank him for calling for a ceasefire when he visited Israel; that has had a profound impact in my constituency. Does he agree that a permanent ceasefire in Gaza is essential for the future of the people in Gaza, and would help to cool tensions in the middle east, in particular given the attack on the Golan Heights and the escalating tensions between Hezbollah and Israel, and even the Houthis?
My hon. Friend is right. The death and destruction in Gaza in intolerable. The war needs to end now. It is also the case that, given the escalation of tensions in the region, if the Biden plan is adopted by both sides, we would see that escalation come down. For life in Gaza and across the region, it is important that that plan is adopted now.
I met my Indian counterpart, Dr Jaishankar, in Delhi on 24 July. We discussed how to unlock the potential of the UK-India relationship for economic growth and to develop a stronger, deeper partnership to reinvigorate that relationship. I was very pleased to launch the tech and security initiative, which brings together businesses across our two countries working in those areas.
I thank my right hon. Friend for his response. I recently met a number of members of the growing Indian population in my constituency of Livingston, and they were very clear with me that if we get our India-UK relations right over the coming four or five years, it will be of huge benefit to both countries. Does the Foreign Secretary agree that the signing of the technology and security initiative within just a month of coming into office shows that we are working internationally to drive our economy and secure our country?
My hon. Friend will be pleased to hear that the Trade Secretary announced the Government’s intention to continue trade talks with India just yesterday, and I am sure there is more we can do to reduce barriers between our two countries.
The right hon. Gentleman has visited India, and he will know that the previous Government had clearly got a long way towards a free trade agreement but that it was stalled because of the Indian general election and then our general election. There are some sticking points, and I wonder if he could update the House on his discussions on removing those sticking points so that we can unlock the free trade deal that those on both sides of this House want to see.
The hon. Gentleman has great experience in these matters, but I disagree with him slightly. He will remember that the previous Government set a timetable and said that we would have a trade agreement by Diwali, but I am afraid the question is which one, because successive Diwalis passed and we did not get one. I am very pleased that the Trade Secretary has set out that we are going to continue negotiations, and of course these issues came up with my counterpart in Delhi.
Thank you, Mr Speaker. The Foreign Secretary rightly visited India to discuss a trade agreement between our countries. The Labour party regularly called for human rights to be part of that UK-India trade deal. Will he therefore update the House on whether he secured said agreement during his visit?
On human rights, we on the Conservative Benches welcome the fact that the Foreign Secretary raised with his counterparts the case of Jagtar Singh Johal, a British national whom the UN has determined to be arbitrarily detained, with reports that he was subject to torture. Will the Foreign Secretary confirm before the House today that he still believes, as he did a month ago, that Jagtar is being arbitrarily detained? Will he today publicly call for Jagtar’s release, just as, from this Dispatch Box, he repeatedly urged the last Foreign Secretary to do? Will he meet Jagtar’s family, as Lord Cameron did? Finally, having adopted the Foreign Affairs Committee’s recommendation of a special envoy for Britain’s wrongly detained abroad, when will he announce that somebody has been appointed?
The hon. Lady has raised these issues over many years, and this is a very serious case. I remain absolutely committed to pushing for faster progress and to resolving this issue. I of course raised it with the Minister of External Affairs in India last week. We continue to raise our concerns, particularly about allegations of torture and the right to a fair trial. Of course I will meet the family over the coming weeks.
One of my predecessors, Ernest Bevin, was instrumental in setting up NATO, and that is why our commitment to NATO is unshakeable. The Washington summit demonstrated that NATO is bigger, stronger and more united than ever. The Prime Minister and the Defence Secretary continue to engage with allies, and we are pleased to make our commitment to 2.5% of GDP for defence spending.
Some of my proudest moments in my admittedly reasonably short time as an MP so far have been joining my communities in Shefford to commemorate the incredible role played not just by British troops but by allied troops based in our local bases in supporting our way of life through the wars. In that spirit, I welcome and celebrate Britain’s renewed commitment to NATO under Labour. However, with the previous Government having failed to deliver that crucial 2.5% of GDP spending commitment, will the Secretary of State commit to working with Ministers as soon as the defence review is completed to ensure we have a timeline to deliver on that, as soon as financially possible?
My hon. Friend is absolutely right to pay tribute to the work of our armed services and all of our veterans; I thank him for doing that in the House today. We have undertaken a strategic defence review and we will ensure at an appropriate fiscal event in the coming months that we set out a timetable to get to that 2.5% of GDP.
Does the Foreign Secretary share my concern that the dominant strand in the US Republican party is, at the moment, falling into the trap of renewed isolationism? What can we do to try to impress on our American allies that if they turn away from NATO they will only postpone a conflict that could otherwise be avoided completely?
I know that the right hon. Gentleman speaks from immense experience on these matters. He will recognise that there are range of opinions on these issues within both political parties in the United States. I was very pleased that Donald Trump spoke recently to President Zelensky and that a supplemental $61 billion of aid to Ukraine was found recently.
Does the Foreign Secretary agree that Ukraine joining NATO is vital not only to Ukraine’s security but to the security of all European countries?
It was absolutely right that at the NATO summit we were able to set out that irreversible pathway to membership for Ukraine, and that NATO was able to come together and speak with one voice.
I am proud to have served on NATO operations in both Bosnia and Kosovo. The 2.5% of GDP commitment will strengthen our ties within NATO. Will the Foreign Secretary commit to a timeline at the earliest opportunity to ensure that we do not have to cancel any defence projects and that we have the 2.5% of GDP on defence spending as soon as possible?
I thank the hon. Gentleman and my hon. Friend the Member for Plymouth Moor View (Fred Thomas) for their service. I gently remind the hon. Gentleman that the last Government to get to 2.5% of GDP spending on defence was a Labour Government. We intend to get back there and those plans will be announced at a fiscal event in the future.
As soon as I came into office, I commissioned new advice on Israel’s compliance with international humanitarian law in the context of war in Gaza. We are obliged to look at that advice under criterion 2C for items exported. That is an ongoing process. I pledge to update the House as soon as I can on this very serious matter.
I welcome the Government’s changing approach to the devastating conflict in Gaza and the fact that the review was ordered soon after the Foreign Secretary’s appointment. Will the Foreign Secretary confirm that, if the review were to conclude that Israel was breaching international law, all actions including halting arms sales would be considered as part of the Government’s proportional response?
Criterion 2C of our strategic export licensing criteria is a clear risk of breach of international humanitarian law. Careful assessments have to be made. There is a then a legal process to enable us to reach a conclusion. Of course, with all sobriety and integrity, I intend to do that and I will update the House as soon as I can.
I was pleased that at the NATO conference, all nations were able to come together to reaffirm our commitment to Ukraine. We took great heart from Zelensky speaking to the Cabinet for the first time, and we were united in continuing to stand with the people of Ukraine.
Of course I welcome the Secretary of State’s and the Government’s commitment to supporting Ukraine, and the provision of military and humanitarian aid is important, but sadly it will not be enough to secure long-term peace. Will he reassure me that if and when the Ukrainians seek peace talks, the UK will stand by them, and support them absolutely in their efforts to bring this wasteful and terrible war to a conclusion?
I welcome the Ukrainians’ desire to have peace summits, and to see so many nations come together to discuss the issues that are pertinent to getting that peace. The hon. Lady knows that the best way to achieve peace is for Russia to leave, for us to continue to stand with Ukraine, and for this to be a cross-party issue, which is just what we committed to in opposition. I am very grateful to the shadow Foreign Office team for ensuring that this remains a bipartisan issue in the UK Parliament.
I welcome the Secretary of State and all Ministers to the Front Bench, and I look forward to working with them. Can the Secretary of State reassure the House that he is working flat out, as were the last Government, on making sure that the roughly £2 billion of funds generated from the sale of Chelsea football club gets distributed urgently, and reaches those in desperate need of humanitarian assistance due to Russia’s illegal invasion of Ukraine? Does he agree that Chelsea FC is effectively now one of the largest charitable organisations in the country, and that the sooner the funds are mobilised, the better?
This is an ongoing and complex issue. We endeavour to do the best that we can, at pace, and are unpicking much that happened under the previous Government.
The Government are reconnecting Britain with the world in European capitals, in NATO and at Blenheim, and I have been resetting relations with Europe and reinforcing support for Ukraine. I have also deepened partnerships with the global south to tackle the climate crisis and unlock economic growth, and I am taking a balanced approach on the middle east, calling for an immediate ceasefire, the release of all hostages and more aid into Gaza.
A builder living on Portland, a B&B owner in Weymouth and a shopkeeper on Swanage high street all pay their fair share of tax, yet some individuals take advantage of offshore tax havens such as the British Virgin Islands to avoid paying their fair share. My constituents play by the rules; we ought to know a bit more about those who choose not to. Can the Secretary of State set out what steps his Department is taking to throw open the books in British tax havens and implement public registers of beneficial ownership?
I raised this issue in opposition—I think it was the subject of the last speech I gave before the election—and it is an issue that I intend to take up with full vigour. We were concerned that parts of the last Government were turning a blind eye to these issues. I hope to come forward with further proposals in the coming weeks.
The Foreign Secretary will get full support from the Opposition in imposing open registers of beneficial ownership on the overseas territories.
Can I ask the Foreign Secretary to pay special attention to Sudan, which is suffering the largest displacement crisis in the world? There is clear evidence of ethnic cleansing once again in Darfur, and the human misery that I saw on the border with Chad earlier this year was among the most harrowing that I have ever seen.
I am very grateful to the right hon. Gentleman. I was able to raise the issue of Sudan with G7 Foreign Ministers in my first days in office, and I continue to hold discussions with the United States, which, as he will know, has summoned a gathering in Switzerland to try to achieve peace.
Both main parties committed in their manifestos to restoring the 0.7% international development target. As the Foreign Secretary will have seen, last year we reached nearly 0.6%. Will he discuss with the Treasury returning to 0.7%, not in one bite, but over the next two years? That would secure the best value for money for British taxpayers and also help those most in need.
I paid tribute to the right hon. Gentleman earlier, but this is one area that was left in a mess. Frankly, £3.4 billion being spent on refugees in hotels is the lion’s share of that amount. That is a lot for me and my hon. Friend the Minister with responsibility for development to deal with, but we will do all we can to get back to that 0.7% as soon as possible.
This weekend, we saw an escalation across the UN blue line when Hezbollah and Israel exchanged rocket fire and 12 Druze children tragically lost their lives. One child dying in war is too many, no matter what nationality they may be, but this region is a tinderbox. What is the Foreign Secretary doing to calm the area now that we have seen an escalation, because surely that could be a disaster for the region?
The hon. Lady is right: the situation on the de facto border between Lebanon and Israel is very concerning. We urge all parties to act with caution. The UK condemns the strike in the Golan heights, which has tragically claimed the lives of 12 people. Hezbollah must cease its acts and its destabilising activity. I was pleased to speak to the Prime Minister yesterday, and I will say more on Lebanon in the coming hours.
The US has committed over £135 billion in support for Ukraine, including the supplemental $61 billion, and we thank it for that. I was very pleased to meet with J. D. Vance at the Munich conference and subsequently in Washington DC, and I continue to have good conversations with him about these very important issues.
There is absolutely no abandonment of our close ties and relationship with Israel, and it was hugely important for me to speak to both the Prime Minister and the President to reiterate that. But in reflecting on the work of Madame Colonna and her report—I urge the right hon. Gentleman to read that report and its recommendations—it was also right that we came forward with the funding, like all the rest of our international allies. We did that with an extra £21 million, and I remind the right hon. Gentleman that £1 million of that funding is to ensure that those recommendations are implemented to ensure the neutrality of UNRWA.
My hon. Friend has taken up these issues time and again in the House. Let me make it clear that the expansion we have seen this year is entirely unacceptable—it is more than the last 20 years combined. We are keeping these issues under review and, of course, I raised them with Prime Minister Netanyahu when I saw him in Israel.
I think the hon. Lady speaks for the whole House in the way that she put her comments, and I give her that undertaking.
What steps are being taken to support peace and human rights in Colombia? The UK is the UN Security Council penholder for Colombia, so will the Minister say more about what steps the Government can take, or any new initiatives, to support the full implementation of the 2016 Colombian peace agreement?
What steps will the British Government be taking, following the highly disputed result in Venezuela of the election of President Maduro, to work with our American colleagues over the disputed land in Guyana to prevent any incursion there?
I thank the hon. Gentleman for raising that issue. The disputed election in the last few days is of huge concern, and I issued a statement on it yesterday. There are ongoing discussions with our American friends, and indeed with the state of Guyana, given the threats from Maduro in the past.
It has just been revealed that the UK has fallen out of the top 10 manufacturers globally. Does my right hon. Friend agree that strengthening our country’s trading relationship with the European Union, in respect of goods as well as services, needs to be an essential part of achieving the Government’s ambitions for growing the economy?
My hon. Friend is absolutely right that our biggest trading relationship is with the European Union. He knows that the former Prime Minister, Boris Johnson, got the paper-thin deal that he did. We do not yet have a new Commission in place. We are absolutely committed to a new veterinary deal and to dealing with the issues of qualifications in particular, but we will take forward discussions with the European Union in good spirit in the coming months, as soon as the Commission is in place.
Ethiopia is on the cusp of recognising the Republic of Somaliland. Will the Minister look at where British policy is, to make sure that it reflects the new reality? Might she have time to meet me to discuss how we can strengthen and deepen the relationship between Britain and the Republic of Somaliland?
Has the Foreign Secretary had an opportunity to meet his counterpart in the Irish Republic, given the ministerial statements there in recent months regarding the thousands of people they believe to be there illegally, who they say have come from the United Kingdom? What can be done to try to resolve that matter in a way that will satisfy both nations?
I was very pleased, alongside the Prime Minister, to meet the Irish Taoiseach and to discuss that and other issues.
Mr Speaker, you and I are both old enough to remember Tiananmen Square. The use of lethal force on student protesters in Bangladesh has rightly been condemned by our Government. I urge the Government to put pressure on the Bangladeshi investigation, so that it has an international element, because a country that can just turn off all communications with the outside world and that controls all institutions, right down to its stormtrooper-like police, should not be allowed to mark its own homework.
I thank the Foreign Secretary and his team for the £500,000 committed to the Caribbean after the devastation on Grenada and Carriacou as a result of Hurricane Beryl, but can I press him and the team on the fact that the Caribbean is at the sharp end of the climate crisis? Will he tell the House what plans he has to advocate at COP29 for a replacement of the $100 billion climate finance deal?
I am grateful to my hon. Friend for taking up such issues from the Back Benches. He will know that I was dealing with these matters on day one in office. Very sadly, this is the beginning of the hurricane season across the region, so I will keep in close touch with my Caribbean colleagues, and I expect to have further conversations later today. We of course want to take up those issues as we head to COP.
I am sure the House will agree that the situation in Gaza, particularly for children, is absolutely horrific, with reports estimating that up to 50,000 children require health-related treatment—and that is not even including conflict-related injuries. Does the Secretary of State agree that, along with international partners, we must secure a mechanism that allows these children to be treated here in the UK, especially as many hospital facilities in Gaza have been erased?
All of us here want to see an end to the conflict in Gaza and Israel, and that means getting to a lasting peace as soon as possible. There is growing concern that we are seeing rising hostilities in the north of Israel with Hezbollah, with a deadly increase in attacks targeted against civilians. Hezbollah is, of course, an Iranian-funded terror group that has entrenched itself in southern Lebanon. Will the Foreign Secretary reassure us that Britain will play a full part in working with Israel and other allies to counter the threat?
Further escalation is in nobody’s interests. I reassure my hon. Friend that we understand who sits behind Hezbollah—that is Iran. It has been engaged in a lot of activity to drive forward escalation in the region, so I of course want to give him that reassurance.
In Gaza, 111 hostages are unaccounted for. Some are foreign nationals, but most are Israeli citizens. Recently, bodies were recovered from under the city of Khan Yunis, demonstrating that Hamas have complete contempt for humanitarian areas. What action is the Foreign Secretary taking to secure the release of the hostages? Will he guarantee that Hamas will play no further part in the governance of a state of Palestine?
It was very important for me to meet the hostage families when I was in Israel, and I have spoken to hostage families since returning back to the country. We are of course giving all the assistance we can to the Israeli authorities to ensure that the hostages get out. I want the hon. Gentleman to understand that we have this as a No. 1 concern. Those hostages need to be returned.

Commons ChamberWith permission, Madam Deputy Speaker, I shall make a statement on the situation in Lebanon.
On 27 July, Hezbollah launched a series of rockets into northern Israel and the occupied Golan Heights. Tragically, in Majdal Shams, one strike killed at least 12 civilians—young people, one just 10-years-old, who were playing football. I extend my deepest sympathies to their families and to the Jewish community as they grieve for their loved ones. The Government are unequivocal in condemning this horrific attack and calling on Hezbollah to cease its rocket strikes. This atrocity is a consequence of indiscriminate firing and paying no heed at all to civilian life. This attack is part of an intensifying pattern of fighting around the Israeli-Lebanese border. For months now, we have been teetering on the brink. The risk of further escalation and regional destabilisation is now more acute than ever.
At the end of my first week in office I spoke to Lebanese Prime Minister Mikati, and yesterday I called him again to express my concern at this latest incident. I have also visited Israel and discussed the situation with Prime Minister Netanyahu and Foreign Minister Katz. I shall visit Lebanon as soon as the security circumstances allow. We support Israel’s right to defend itself in line with international humanitarian law. As I have said before, it is in a tough neighbourhood, threatened by those who want to see its annihilation. More than 40 people, including 24 civilians, have now been killed by Hezbollah strikes in northern Israel and the Golan Heights, and tens of thousands of Israelis have been displaced from the area, while in Lebanon more than 100 civilians have died and almost 100,000 are displaced.
A widening of the conflict is in nobody’s interest. Indeed, the consequences could be catastrophic. That is why we continue to press for a diplomatic solution based on UN Security Council resolution 1701, which called for a long-term solution based on the disarmament of all armed groups in Lebanon, no foreign forces in Lebanon without its Government’s consent, and no armed forces, other than the UN and the Lebanese Government troops, deployed south of the Litani river, near the border with Israel. It is why, even in the face of serious provocation, our counsel is restraint.
We welcome the Lebanese Government’s statement condemning violence against civilians and urging the cessation of all violence. We continue to support the Lebanese armed forces, and the UK has provided more training and equipment to four of Lebanon’s land border regiments. We are working intensively with the United Nations and our partners, including the United States and France, to encourage de-escalation.
With our partners we will do all we can to prevent the outbreak of full-scale conflict, but the risk is rising. I therefore want to underline the Government’s advice to British nationals. We advise against all travel to the north of Israel and the north of the Golan Heights, and against all travel to Lebanon. There are frequent artillery exchanges and airstrikes. Tensions are high and the situation could deteriorate rapidly.
My right hon. Friend the Prime Minister chaired a Cobra meeting this morning, and I am working with Foreign Office consular teams to make sure that we are prepared for all scenarios. However, if the conflict escalates, the Government cannot guarantee that we will be able to evacuate everybody immediately. People may be forced to shelter in place. History teaches us that in a crisis such as this one, it is far safer to leave while commercial flights are still running, rather than run the risk of becoming trapped in a war zone. My message to British nationals in Lebanon is quite simple: leave.
The tensions on the Israeli-Lebanese border are one aspect of a wider crisis in the middle east. Across the region we see evidence of malign Iranian activity—in their support for Hezbollah, Hamas, Houthis and other groups whose actions destabilise the region, and who show scant regard for the death and destruction that this causes. This Government are committed to working alongside our partners to counter Iranian threats.
Meanwhile, in Gaza, fighting continues. The scenes at the Khadija schools—civilians killed and shocking images of injured children—underline the desperate conditions endured by civilians. The reports of the humanitarian situation remain sobering, with the threat of disease and famine looming ever larger. This Government continue to do all they can to provide relief to Palestinian civilians. I recently announced new funding for field hospitals run by UK-Med, which has treated more than 60,000 Gazans since the conflict began. We have restored funding for the United Nations Relief and Works Agency, providing £21 million in new funds to the agency that is able to deliver aid at the scale needed.
What is urgently needed is an immediate ceasefire. All the hostages must be freed. The fighting must end, and much, much more aid must get into Gaza. A ceasefire would not only alleviate the suffering in Gaza and secure the hostages’ release but reduce tensions across the region, helping to prevent an escalatory cycle in Lebanon, and it would offer hope of renewed peace processes between Israel and Palestinians.
As I said in my first appearance at this Dispatch Box as Foreign Secretary, we are committed to playing a full diplomatic role in efforts to secure a just and lasting peace. Our overarching goal is clear: a viable sovereign Palestinian state alongside a safe and secure Israel. We do not want to see more civilians killed or more innocent lives cut short, but the risks are clear. We are urging the de-escalation of the current crisis while ensuring that we are prepared if diplomatic efforts do not succeed, with a clear call today for all British nationals in Lebanon to leave immediately. I commend this statement to the House.

This is indeed a matter of profound concern and gravity for us all. The tragic and senseless attack in the Golan Heights over the weekend must be met with full, unequivocal condemnation. Children and young people innocently playing football, with bright futures and the rich tapestry of life ahead of them, had their lives cruelly snatched away. My thoughts, and I am sure the thoughts of the whole House, are with their parents, siblings and friends, and all those affected by this monstrous act.
The risk of further escalation across the blue line is real and the Government are right to take it seriously. We do not want to see a widening of this painful conflict, and the opening of a new front would be in nobody’s interest. If we are to avoid it, all involved need to show restraint. We should be crystal clear that that includes Hezbollah. Let nobody forget that this is a proscribed terrorist organisation that has no regard for human life, human dignity or human rights. Nobody should be in any doubt about Hezbollah’s intention towards the world’s only Jewish state. And Hezbollah supports Hamas, another proscribed terrorist organisation, which has also inflicted appalling suffering, with the worst atrocity committed against Jewish people since the Holocaust and the second world war.
Hezbollah must cease its attacks right now. That message must be aimed at Tehran, too. The Government must use the communication channels that we have with Iran to be extremely firm with the regime. Iran must use its influence to rein in its proxies and stop destabilising the middle east. Beyond stern words, we must use all the tools at our disposal, including tough sanctions, to disrupt malign behaviour by Iran and its proxies such as Hezbollah, and to crack down on finance sources and flows of weapons. Sanctions must also demonstrate that terror group leaders cannot escape the consequences of their actions. The Government must rally the international community to collectively reaffirm its commitment to the implementation of UN Security Council resolution 1701, which is critical for a long-term peace.
If I may press the Foreign Secretary on three specific points, what steps is he taking to amplify the advice that he has already and rightly given so clearly that British nationals in Lebanon should leave now? What is he doing in-country to get the message across and to make information on how to leave quickly easily accessible? What steps is he taking to look after the interests of the Foreign Office staff and other dependants in Lebanon? Secondly, does he have an estimate of how many Brits are actually in Lebanon? Thirdly, what discussions has he had with key partners in the region who, like us, wish to see a destabilising escalation averted?
I conclude with a broader point. We are clearly at a critical point in this conflict. We could see Hamas accept the deal on the table, which would see a pause in the fighting, the return of the hostages, a flood of aid and the space created to bring about the conditions for a sustainable peace, or we could see the suffering in Gaza grind on and a dangerous escalation along the blue line. This is the time to be putting maximum pressure on Hamas, as we have been discussing today, and on Hezbollah.
This is also the time to remain in close dialogue with Israel and maintain our position as a trusted partner. That is critical whether for getting more aid into Gaza, or for urging restraint by Israel. The Foreign Secretary will have heard concerns in recent days about what many of us perceive as a shift in the Government’s approach to our close ally Israel, including in relation to the International Criminal Court. He gave me an answer on that point at oral questions earlier today.
We should make it clear that, while recognition of Palestine is important and does not need to come at the end of the process, it equally cannot come at the start of the process, where it could be seen as a reward for violence and for terror. I hope that the Government will not only continue to work to avoid an escalation along the blue line, but maintain that close relationship with Israel. The trust and friendship that exist between the UK and Israel matter, because they allow us candidly to discuss all aspects of the current conflict with Israeli counterparts at the very highest levels, in addition to using our influence as a member of the United Nations Security Council.
I am grateful to the right hon. Gentleman for the tone and cross-party nature of his remarks. He knows better than many in this House how serious it is to be dealing with any crisis that might escalate at this time. He is absolutely right to draw out the relationship between Hezbollah, Hamas and the Houthis and Iran. Of course we keep our sanctions regime under review, but he is right to press the case about the axis and he is absolutely right that of course we keep open all the channels that we have with Iran. He will be pleased to know I spoke to Prime Minister Mikati and we talked about the blue line. He will also recall that I was in Lebanon a few months before the election was called and I indicated at oral questions earlier that it is my hope to get to the region once more, while taking all the advice that he would expect me to take.
I reassure the right hon. Gentleman that it has of course been important to communicate our advice to leave Lebanon, and for people who are in the UK at this time not to travel to Lebanon, and to convey that advice across all channels. That has been taking place since last night and it will be taking place over the coming days to communicate that very loudly in-country as well. He will also note we have begun the registration scheme that allows UK nationals to register their presence in Lebanon so that we know where they are. Of course we keep the safety of our consular staff under close review, particularly with the dangers that exist with missiles being fired in this way on both sides.
Our estimation is that about 16,000 UK nationals are in the region, but asking people to register enables us to know who is there. We urge people to leave on the many commercial flights that are currently available from Lebanon and to make their way to Europe and back home. Of course we are working with our international partners; the right hon. Gentleman will know that the US, Germany and Canada are all upping their travel advice along the lines that we first began yesterday.
I welcome the statement by the Foreign Secretary. He referred to countering the Iranian threats; in his short time in office, has he made any assessment yet about how successful they have been?
We are clear-eyed about the fact that Iran continues to destabilise the middle east through its military, financial and political support for its proxies and partners, including Iranian-aligned militia groups in Iraq and Syria, Hezbollah in Lebanon and the Houthis in Yemen. We continue to work with international partners to encourage de-escalation and long-term peace and security in the middle east.
I welcome the Foreign Secretary’s statement and his advice to British nationals, which seems like a very wise precaution and could prevent our having to evacuate British citizens in the future. I join him in condemning the Hezbollah strike in the Golan Heights, which killed 12 Druze children. Our thoughts go out to their families.
However, now we find the region on the precipice that many of us have feared since 7 October last year: the escalation of this dire conflict to another front, with Israel’s Minister Smotrich warning of an all-out war with Hezbollah. The UN special co-ordinator for the middle east peace process has urged “maximum restraint” and the immediate cessation of rocket fire across the blue line. We welcome that call and urge the UK Government to work closely with regional powers to do whatever we can to de-escalate the situation. My question to the Foreign Secretary is this: has he, and have his colleagues, engaged with the UN special co-ordinator? If not, will they do so, given the special co-ordinator’s vital role in moments such as this?
The Liberal Democrats welcome the Foreign Secretary’s call for an immediate bilateral ceasefire to end the humanitarian devastation in Gaza, to get the hostages home and to open the door to a two-state solution. This is a deeply insecure region and that insecurity is felt by everybody who lives there: Israelis, Palestinians and others. A two-state solution will deliver the dignity and security they need, and I am reassured to hear that he will be making those calls on regional powers when he next visits the region.
I am very grateful to the Lib Dem spokesman for the tone and manner of his remarks. I can reassure him that I have been in touch with the UN special envoy, Amos Hochstein. I have spoken to him several times and I intend to speak to him again over the coming days. As I have indicated, it is my hope to get to the region if the security situation allows.
The hon. Gentleman is absolutely right that an immediate ceasefire is what we need. We need those hostages out and we need the aid in. If we get that immediate ceasefire, if the Biden plan is adopted, it will allow de-escalation across the region. That is why we need to see that plan adopted by both sides as soon as possible.

I welcome the Foreign Secretary’s statement on Hezbollah’s horrific attack and his condemnation of the awful strike in Majdal Shams. What steps will he take to put maximum pressure on Hezbollah to cease its rocket attacks for good?
We have a long-standing no-contact policy with Hezbollah. However, we of course continue to speak to the Government in Lebanon, as fragile as that Government is. We condemn Hezbollah’s destabilising activity. We do, obviously, co-ordinate very closely with regional partners, some of whom are in contact with Hezbollah.
I welcome the right hon. Gentleman to his place; he is not technically a right hon. Friend, but he has been a personal friend of mine since my original attempt to stop him being elected in Tottenham many years ago. I thank him for his statement today.
The right hon. Gentleman knows well that there are many moderate and measured voices in Lebanon and in the Lebanese diaspora. I am glad that he has emphasised the close relationship between our Government and armed forces and the Lebanese army. Will he agree to meet a small group of people associated with the all-party parliamentary group for Lebanon, which I have chaired? The all-party groups are re-forming as we speak, but a group of parliamentarians have been part of that one, and it would be very useful for us to meet the right hon. Gentleman to discuss what more can be done across the House to support the efforts that he has described today.
Over my 24 years in this place, the strangest of friendships have been struck up across party lines. Of course I will meet the right hon. Gentleman and the group, because this is a very serious cross-party issue and I know that all Members of this House want to see de-escalation.
I welcome my right hon. Friend’s statement. We must deplore the loss of civilian life, particularly of children, on either side of the divide, so I welcome his calls for de-escalation in Lebanon and repeated calls for an immediate ceasefire in Gaza.
Looking ahead to long-term peace and to a two-state solution, how does my right hon. Friend deal with the comments of the Israeli Prime Minister, who said the other day that Samaria and Judea are an integral part of Israel and that they are not occupying the west bank? In that situation, have the Government not got to get on with recognising a Palestinian state, rather than waiting for the Israelis to come round to the view that it is acceptable to them?
I am grateful to my very good friend, who has been championing these issues for many, many years. This last period has, of course, been of huge concern to him and his constituents. I was horrified by the degree of expansion that I saw in the west bank a few weeks ago: there has been more in the past year than we have seen in 20 years. The violence is unacceptable, and the tone, rhetoric and statements from some members of the Government are very alarming indeed. As my hon. Friend would expect, I pressed these issues with both the Israeli Prime Minister and the Israeli President, and we keep the situation in the west bank under close review.
I thank the Secretary of State for prior sight of his statement and share his deep concern about where the region currently finds itself. He will not need reminding that, in the immediate aftermath of the Hamas atrocity on 7 October, the international community allowed Israel to blur the vital lines between legitimate self-defence and a lust for revenge. As a result, Israel has acted with impunity, 40,000 civilians are dead and Gaza has been reduced to rubble. What discussions has he had with Israel and our international partners to ensure that—heaven forbid—should this conflict escalate further, all those involved know, understand and accept that revenge and legitimate self-defence are not the same thing under international law, so that we avoid having another 40,000 civilian casualties in nine months’ time?
It was very important for me to visit the occupied territories and Israel within the first week in office. We said this in opposition and we say it again in government: of course, given the hostages who are still in Israel, Israel has a right to defend itself, but it is a qualified right—it has always been, within international humanitarian law. The scale of civilian loss of life—the children and the women who have lost their lives, the aid workers who have lost their lives—against a backdrop in which journalists are not allowed into the country has been a matter of deep concern and worry across the international community, so of course I have raised these issues. It was also important to meet hostage families and to be absolutely clear that we want to see those hostages returned.

I am sure my right hon. Friend agrees that the escalation of violence can be reduced if we look at ending the suffering in Gaza. At a briefing that I attended today with Oxfam and Medical Aid for Palestinians, they talked about how Israel was using water as a weapon of war. People have 4.7 litres of water per day to wash, clean and cook. That is less than a toilet flush. I welcome the position that we have taken—we have moved greatly—but does my right hon. Friend agree that we need to go much further and much faster?
My hon. Friend is right to raise the issue of water. We have waterborne disease—we now have polio setting in—and of course we have had the famine. The lack of desalination is a very serious issue. That is why it was important to take the decision, in our first days in office, to restore aid to UNRWA, to increase the funds available to UK-Med and to do more to open up field medical sites across Gaza. We will continue to press the aid issue in Gaza. I think it is also important that the Rafah crossing be opened, which would alleviate a lot of suffering.
I thank the Foreign Secretary for his calls for de-escalation and a ceasefire, which of course should include the release of all hostages, to ensure that we get more humanitarian aid in and a two-state solution, but we also need to look at the flow of arms, training and finances from the Iranian regime to the terror proxies of Hezbollah, Hamas and the Houthis, who are working tirelessly to ensure that there is not peace in the region. Does he agree that we should be helping Israel as much as we can to defend itself from these groups and their attacks?
My hon. Friend is right. When we look at the scale of rocket fire and missiles and the damage that they are doing, and when we think about these poor people away from their homes in northern Israel, who have been boarded up in hotels for months and months, it is important to have in clear view who is supporting these proxies and the arms and weaponry that is driving a lot of conflict in the region—including by Hamas, by the way. For all those reasons, we keep sanctions under review.
I thank the Foreign Secretary for his statement. Obviously yet more deaths is a tragedy—every mother and every father grieves for lost children, as do all relatives—but there is an issue here: unless the Government and Israel and others accept the International Court of Justice’s opinions and judgments about the illegal nature of the occupation of the west bank and Gaza, and of course the illegal nature of the occupation of the Golan heights, we are in danger of the conflict getting much worse. The UN Secretary-General has called for restraint. Will the British Government join him in doing so? Will they also join him in trying to convene some sort of regional peace initiative in order to prevent this whole thing from escalating completely out of control? Finally, do the Government reject the Israeli occupation of the Golan heights?
I am grateful to the right hon. Gentleman, who I know has taken up these issues over many years in this Parliament. Let me be clear: what I saw and what I continue to see in the occupied territories is unacceptable. He will know that the community who experience this violence in the Golan heights are Druze in background, and that this is occupation of the Golan heights—I do recognise that. I want to see de-escalation across the board and a solution along the lines of Oslo and 1967. A two-state solution is what we all want to get to, and we will achieve that if we have an immediate ceasefire and get back to political dialogue and conversation.
The hon. Gentleman knows a lot about the issue of terrorism, and for that reason he has always used his position on the Back Benches to raise these issues. He is absolutely right: there will be many people in our Jewish diaspora in this country looking with real fear at the prospect of escalation and worrying about their loved ones. We have updated the travel advice in relation to Israel, particularly northern Israel, and of course we continue to work in partnership with our close ally at what is a very challenging moment.
Illegal Israeli settlements are imperilling the future viability of a Palestinian state. They undermine the two-state solution. Will the Secretary of State consider issuing a statement saying that if Israel continues to expand illegal settlements, the UK will immediately recognise the Palestinian state?
I recognise the huge concern in this House and across the world about the nature of both the expansion and the violence. I have also said that recognition is important as a pathway to peace, and no country has a veto on when and how we do that, working with partners. However, I do not think that bringing those two things into proximity is the right way to go about things diplomatically, and I suspect that if we did, we would struggle to find partners that would support us.

Commons ChamberWith permission, Mr Speaker, I shall make a statement on the middle east. I was very disappointed to miss yesterday’s foreign affairs debate due to the European Political Community summit, and I welcome this early opportunity to come to the House.
Last weekend, I visited Israel and the Occupied Palestinian Territories, meeting leaders on both sides. My right hon. Friend the Prime Minister has also spoken to both Prime Minister Netanyahu and President Abbas, and I have discussed the issue with colleagues from the G7 and, of course, the region. This has been a priority from day one because of the desperate situation in Gaza, and the serious risk of escalation in Lebanon in particular. I must be frank: Britain wants an immediate ceasefire. The fighting must stop. The hostages must be released. Much, much more aid must enter Gaza—Israel promised a “flood of aid” back in April, but imposes impossible and unacceptable restrictions—and there must be de-escalation on the Israeli-Lebanese border. I sincerely hope the parties will agree a ceasefire as a matter of urgency.
I have been discussing with partners the need for planning for what follows, on reconstruction, governance and security, and for reforming and empowering the Palestinian Authority, but President Biden presented his proposals nearly two months ago, so we in this new Government have not sought to cloak our position in qualifications or conditions. This horror must end now.
My visit brought home the conflict’s appalling impact. I met the families of those murdered and taken hostage so cruelly by Hamas, now separated from their loved ones for so long. I told them that the UK would continue to push for the immediate release of all hostages. I also met Palestinians displaced by settlers. Settlement expansion and settler violence have reached record levels. The Israeli Government have seized more of the west bank in 2024 than in the past 20 years. That is completely unacceptable. This Government will challenge those who undermine a two-state solution.
Finally, I met aid workers from the United Nations agencies operating in Gaza. More aid workers have been killed in Gaza than in every other conflict globally combined this year. Those who risk their life to save others are heroes. With journalists banned from entering, aid agencies are a vital source of information from the Gaza strip, and their reports are devastating: almost 40,000 killed, mothers so malnourished that they cannot produce milk for their babies, rivers of sewage in the streets, a surge in disease among children—with 40 times the normal rate of diarrhoea, and with polio now detected—and looting; one aid truck driver was killed only yesterday. I announced on my visit new funding for field hospitals run by UK-Med, which has treated more than 60,000 Gazans since the conflict began.
Humanitarian aid is a moral necessity in the face of such a catastrophe, and it is aid agencies that ensure that UK support reaches civilians on the ground. UNRWA is absolutely central to those efforts; no other agency can deliver aid on the scale needed. It is already feeding over half of Gaza’s population. It will be vital for future reconstruction, and it provides critical services to Palestinian refugees in the region. I was appalled by the allegations that UNRWA staff were involved in the 7 October attacks, but the UN took those allegations seriously. I have spoken to UN Secretary-General Guterres and Commissioner-General Lazzarini. Following Catherine Colonna’s independent review, we are reassured that UNRWA is ensuring that it meets the highest standards of neutrality and is strengthening its procedures, including on vetting.
UNRWA has acted. Partners such as Japan, the European Union and Norway have also now acted, and this Government will act too. I can confirm to the House that we are overturning the suspension of UNRWA funding. Britain will provide £21 million in new funds, with some directed at supporting the management reforms recommended by the Colonna review. UNRWA supports more than 5.5 million Palestinians, and almost 200 of its staff have died in this conflict. I thank the agency for its lifesaving work.
As we look for a pathway out of the wider crisis, I am conscious of this conflict’s complexities and am determined to listen to all sides. I approach every decision I must take carefully. Our overarching goal is clear: a viable and sovereign Palestinian state, alongside a safe and secure Israel. There is no way out of this crisis without a route to both Palestinians and Israelis enjoying security, justice and opportunity in lands that they can call their own. We are committed to playing a full diplomatic role in a renewed peace process, and to contributing to that process by recognising a Palestinian state at a time determined by us, not anyone else.
I know that other aspects of this crisis are of great interest to the House, including the Government’s assessment of Israel’s compliance with international humanitarian law in Gaza, the investigation by the International Criminal Court, and what further measures might help to deter malign activity by the Iranian regime. Let me reassure the House that I take those issues extremely seriously. Our commitment to international law is clear, and we are following the necessary processes. As soon as I took office, I tasked officials with a comprehensive review of Israel’s compliance with international humanitarian law, and that process is now under way. I will update the House again once the process is complete.
Twenty-four years ago, just weeks after I first joined the House, President Clinton hosted the Camp David summit—a reminder that this tragedy has lasted far too long. There are those in this House who, like me, represent constituents who are convinced that the world does not understand Israel’s predicament. To them I say that Israel is in a tough neighbourhood and is threatened by those who want it annihilated. There is no equivalence between Israel’s democratic Government and Hamas, a terrorist organisation responsible for an act of barbarism on 7 October that sought to kill countless Israelis and provoke wider conflict with Palestinians. I fully supported the UK’s role in defending Israel when Iran launched its unprecedented attack, and I utterly condemn the Houthi attack on Tel Aviv overnight.
There are also those who, like me, represent constituents who are convinced that the world does not understand the depth of Palestinian suffering. To them I say that civilians in Gaza are trapped in hell on earth. The Palestinian people have been in purgatory for decades, and have been denied the state that is their inalienable right.
As Foreign Secretary, I understand both those perspectives. I recognise the pain and anguish felt on all sides. It makes me only more determined to do all I can in this office to advance the cause of peace. I commend this statement to the House.
May I start by welcoming the Secretary of State and his team to their places? They take up their roles in one of the greatest offices of state, which is committed to shaping the future and the safety of our country. That is, after all, the foremost duty of our Government.
I take this opportunity to put on record my thanks to Lord Cameron, Lord Ahmad and, of course, the shadow Foreign Secretary, my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell), for their steadfast determination to end this conflict, and for the humanity that they displayed when faced with a situation of untold horror. I also thank them for keeping me—in my previous role as Chair of the Foreign Affairs Committee —and both Opposition Front Benches fully updated. I am sure that the current Government will continue with that collaborative approach.
I thank the Secretary of State for advance sight of his statement, although I cannot say that it prepared me fully to find myself on the Front Bench on a Friday morning. He will know the extensive work that we undertook while in government, following the horrific terrorist attack suffered by Israel on 7 October and the crimes against humanity suffered by her people. I welcome his visit to the region. Israel did suffer an appalling terrorist attack—the deadliest in its history. As we said from the outset, Israel has the right to defend itself in accordance with international humanitarian law, and we must remove Hamas’s capacity to launch attacks against Israel.
As the right hon. Gentleman rightly set out, the situation in Gaza is desperate. Too many Palestinian civilians have been killed. We continue to see strikes on humanitarian infrastructure and the humanitarian situation is unforgivable. The index on famine states that Gaza is now in just that: full famine. I saw this when I went on my own visit to the Egyptian border with Gaza and met families who had had to be evacuated due to the severity of the harm caused to them. We need an immediate end to the fighting and to secure the release of the hostages, whose families continue to suffer unbearable torment on a daily basis, so will the right hon. Gentleman please provide an update to the House on reassurances he has received on the safety of the hostages?
On aid, in his meetings has the Foreign Secretary secured any reassurances to increase the number of trucks going into Gaza? Seventy-odd a day is just not enough. In government, we did everything we could to urge Israel to let more humanitarian aid into Gaza and open more crossings, including through Rafah, and we trebled our own aid commitment within the last financial year, doing everything we could to get aid there by land, sea or air. We had success in getting the Ashdod port open, as well as Kerem Shalom, and helped get 11 airdrops into Gaza. The field hospital provided by UK aid funding to UK-Med has treated thousands of patients. We also supported and helped to set up a maritime aid corridor to Gaza. The right hon. Gentleman announced today the return of funding to UNRWA. Can he please advise the House on the timeline for that, and provide assurances that taxpayers’ funding will be directed with due regard?
Only an end to the fighting will enable a significant scaling up of humanitarian aid. The right hon. Gentleman rightly stated that Biden set forward a proposal backed by Israel and the UN Security Council to end the hostilities. What action is he taking to move that proposal forward? Can he also provide us with any reassurances he has secured in his meetings with Netanyahu? He rightly raised the case of extremist settlers; we were one of the first Governments to put in place sanctions against some of them. Can he assure us that he raised this issue with the Israeli Government, and whether more sanctions will be forthcoming?
The risk of escalation remains high, particularly with Hezbollah in Lebanon, so can I please ask whether his Department assesses any change in Iranian intent, activities or funding following the sham election of the Iranian President? When they sat on the Opposition Benches, both the right hon. Gentleman and the now Home Secretary were crystal clear that, were they in government, they would proscribe the Islamic Revolutionary Guard Corps, so can we please now have the timing for this proscription?
We all want to see an end to this devastating situation, which threatens the stability and security of so many. As His Majesty’s loyal Opposition, our priority will be to work with the Government, but also to challenge and scrutinise them as needed. Ultimately, we can assure the Government that we will always work in the national interest because it is foreign policy that keeps our people safe at home, and that is our foremost duty.
I am grateful to the hon. Member for her remarks and for her work previously on the Foreign Affairs Committee, in which she was a stalwart champion for international humanitarian law. She raised these issues frequently in the House, challenging both sides on the issues she thought were important, and I am pleased to see her elevated to this position. I am grateful for the work that I was able to do with the former Foreign Secretary, Lord Cameron, and the way in which he kept us—in opposition, in those days—up to date with what was happening in our national interests. I also thank the shadow Foreign Secretary, the right hon. Member for Sutton Coldfield (Mr Mitchell), for all his work when he was in office, particularly on the issue of development.
The hon. Member asked me about the safety of the hostages. That is of primary concern. Of course, we were engaged in detailed conversation with Prime Minister Netanyahu on what support we can offer to assist in the business of getting those hostages out. I met hostage families—many of them UK hostage families—to discuss the plight of those hostages. They remain paramount in the Government’s mind as we head, I hope, towards the ceasefire that we all want.
The hon. Member was right to centre her remarks on the question of aid. Seventy trucks a day, when we know there should be 500, is not enough. The whole House recognises the word “flood”, and we were told in April that Gaza would be flooded with aid. Seventy trucks is nowhere near enough. As a consequence, we hear stories of disease—now including polio—setting in, which is horrific and troubles us all deeply.
Let me reassure the hon. Member that we allocated an extra £5.5 million to support UK-Med in Gaza because those field sites are so important against a backdrop in which hospitals and medical facilities have been pummelled and bombed into the ground. She is right to focus on the Biden plan, which we would like to see adopted in the next few days. The plan dominated discussion with G7 Foreign Ministers in Washington DC last week and the conversations I have had with Arab partners, and all of us want to see the deal done. I sincerely hope that we get to that point by the end of the month.
There is a sticking point with prisoner release as well as with hostage release: what happens on the day after? Israel’s security is paramount. Hamas cannot remain in charge of Gaza. But equally, the Israel Defence Forces cannot remain situated in Gaza. There has to be a new paradigm. It will involve, I suspect, Arab partners and others who can give security guarantees to Israel. It is a complicated picture. We have to work at pace on what comes afterwards.
The hon. Member is right to raise the terrible situation on the west bank. It was important for me to meet the new Prime Minister on the west bank to discuss the finances that have been withdrawn and the febrile situation we saw against a backdrop of an unbelievable expansion, which breaches international law that the House stands by. I press the Israeli Prime Minister on that issue greatly. We are of course looking closely at those issues.
On the role that Iran plays in sponsoring Hamas, sponsoring Hezbollah and engaging in malign activity, we keep a close eye. I stand by what I said at the Dispatch Box when I was Opposition spokesman on these matters, and I will work over the coming months to review the context of terrorist activity and state threats with the Home Secretary.
I welcome my right hon. Friend to his position. What discussions has he had on a deal to secure the release of the hostages? Can he inform the House of the welfare of the remaining hostages?
It has now been many months indeed, and it is sadly possible that some of the hostages are no longer alive—there are reports that some have lost their lives. I have spoken to hostage families, aware that, in this case, their sons may no longer be with us. Of course, like any parent, they want the body returned. There are also hostages still in tunnels, and their parents, brothers, sisters and families are unaware of their health at this point in time. We will continue to do all we can, working with the Israeli authorities and with nations, such as Qatar, that, importantly, are able to speak to Hamas in a way that this Government cannot, in order to ensure their release.
I welcome the Foreign Secretary to his place.
The situation in Gaza is, frankly, soul shattering. It has been nearly 300 days, and the death toll stands at 38,000, with the vast majority of those killed being women and children. Only three days ago, 22 people lost their lives in a strike on a UN-run school—the fifth attack on or near a school in the last eight days. Those who survive the bombings are at severe risk of disease and malnutrition, against the backdrop of a medical system that has been completely decimated. I warmly welcome the restoration of funding to UNRWA as a backbone of Gazan society, but the number of deaths will only increase exponentially now that polio has been found—The Lancet estimates that the number might reach 186,000.
This has to end now. We need an immediate ceasefire, but we also need the hostages out and the aid in. It is also right that we should start thinking about not just the next day, but how we stop this ever happening again. There is only one viable answer, which is a two-state solution. That is our north star, and it is the keystone to stability in the region.
I have to express disappointment that the Foreign Secretary refuses to pull the lever that would best signify our commitment to a two-state solution, which is to recognise the Palestinian state on 1967 borders. Ireland, Spain and Norway did it in May. Will he consider it? If not, why not? Prime Minister Netanyahu of Israel actively rejects a Palestinian state, and we know that the fact a Palestinian state does not exist is Hamas’s rallying cry. We must prove them wrong, so what is the Foreign Secretary doing to ensure that it happens?
The ICC has issued arrest warrants for Netanyahu, Gallant and Hamas leaders, but there is confusion about the Foreign Secretary’s position on the block. Will he clarify that for the House today? Finally, will he consider meeting me so that we can work together across the House to advance the cause of an immediate ceasefire and, most importantly, an enduring peace and a two-state solution?
I am grateful to the hon. Lady not just for her remarks, but for how she took up these issues in the last Parliament, which I am sure she will continue in this Parliament. We are all reminded of her family’s plight in Gaza, particularly in those early months. I welcome her support for restoring funding to UNRWA. Many of our allies made that decision months ago, back in April and May, and I am sorry that it has taken a change of Government to look at it clearly and reach this point. She is absolutely right to raise the huge concern about polio now taking hold in Gaza, alongside the tremendous growth in respiratory disease and diarrhoea, which can both lead to death if untreated.
There is no confusion on this party’s position on Palestinian recognition. We are committed to Palestinian recognition. We hope to work with partners to achieve that, when the circumstances are right. I say to the hon. Lady that it is my sincere hope that the Biden plan is adopted in the coming weeks, and that we get the immediate ceasefire that this party has been calling for—it is now a good almost eight months since we have been calling for an immediate ceasefire. Under those circumstances we can work with others, because Palestinian recognition is not the end, in and of itself; it is actually a two-state solution that is the end that we want to achieve.
The hon. Lady is right that the chief prosecutor at the ICC has made his intention clear in relation to arrest warrants, but she will know that there are further hearings to determine whether they will actually be issued. We have been two weeks in office. It is right that I allow Treasury solicitors, lawyers and the Attorney General to assist me in any judgments that we have to make in relation to that. I said in my statement that there is a process; it is a quasi-legal process that must be followed with all integrity, and I intend to do that.
I welcome the Foreign Secretary’s statement. It is a real relief, particularly his description of the hell hole that is Gaza. Many of my constituents in Rochdale feel deeply appalled by the ongoing deaths and suffering of the Palestinian people in Gaza, but they are also deeply appalled by the rising tide of settler violence and expansion in the west bank. Many of them are desperate for peace in the region, as are many of us in this House today. What specific steps is the Foreign Secretary taking to actively promote and uphold the independence of the International Criminal Court and the International Court of Justice?
I welcome my hon. Friend to his place. It is great to see him here—I know he long held an ambition to move from journalism to this House. We are clear that the International Criminal Court is the primary international institution for investigating and prosecuting the most serious international crimes. We fully respect the rules-based order and the ICC’s independence and impartiality. We are aware that the ICJ is likely to issue an advisory opinion shortly and we will consider it very carefully.
I welcome the right hon. Member to his role. Members on both sides of the House want to see critical aid getting through where it is needed, but I am concerned by the Government’s decision to resume funding to UNRWA. UNRWA schools have been repeatedly used by terrorists both to store weapons and to launch attacks, and over 100 UNRWA staff have had links to terrorist groups in the region. Is the right hon. Gentleman able to give UK taxpayers an unequivocal assurance that Hamas have no links to UNRWA in Gaza?
I had the pleasure of meeting Catherine Colonna in her role as the Foreign Secretary of France. She is a woman of tremendous capability and integrity. She looked at these issues in depth, she reported and all our allies have continued to fund UNRWA. She did make a series of recommendations. That is why I spoke to the UN Secretary-General and to Commissioner-General Lazzarini, who is responsible for UNRWA, to ensure that they are implementing the action plan that came out as a consequence of that review. In finding the money available for UNRWA and restoring its funding, I have also ensured that there is £1 million of funding to support the implementation of those recommendations.
I thank the Foreign Secretary for his work on moving Government policy on this issue and for putting the situation in Gaza at the top of his agenda. In particular, I commend the fact that he and the Prime Minister have consistently called for international law to be followed in the conflict. When will he publish the Government’s assessment of whether any party has breached international law since 7 October and what the consequences of any such breaches should be?
I am grateful to my hon. Friend for that question. I know that he has championed the Palestinian cause and the Palestinian people in this House for many, many years. He pushes me on an important subject. May I say to him—he is an esteemed lawyer, so he understands why I am choosing my words carefully—that this is a quasi-legal process and it is important that I follow the actions in the appropriate way, with all probity and integrity? I will consider those assessments when they are made available to me. I instigated a process on my first day in office. I am supported in that by our Attorney General, and I hope to be able to make my views known with full accountability and transparency.
I welcome the Foreign Secretary to his place and I welcome the decision to restore UNRWA funding and the overall change of tone from his predecessors on this issue. The Liberal Democrats have long called for arms sales to Israel to be suspended while there are questions over its human rights record. As shadow Foreign Secretary, he called on the Conservative Government to publish the legal advice that they had received on this matter. Will he commit to doing so now?
The hon. Lady will have heard what was just said to my hon. Friend the Member for Hammersmith and Fulham—[Interruption.] The boundaries have changed and he is now my hon. Friend the Member for Hammersmith and Chiswick (Andy Slaughter)—Hammersmith has gone more upmarket! [Interruption.] Members will understand that, as the Member for Tottenham, I think that I can get away with that.
In all seriousness, because this is a very serious point, I will seek to make my decision with full accountability and transparency.
I welcome the Foreign Secretary’s announcement on UNRWA, whose work I know well. It saves lives in the face of unbearable horror, and we must be careful about believing any misinformation about its work.
Earlier this year, in one of the only hospitals still functioning in Gaza, I met a mother whose child had been injured by an Israeli airstrike. With almost 40,000 killed, she asked me to tell the world what was being done to the Palestinians of Gaza. She assumed that we did not know, because if we knew, surely we would have acted to stop it. Does the Foreign Secretary agree that, as well as an immediate and lasting ceasefire, accountability is essential in upholding international law, and that the International Criminal Court and International Court of Justice are doing vital work on Israel and the Occupied Palestinian Territories that must be supported and acted on? Will he meet me to discuss those issues?
I am grateful to my hon. Friend for her question. Many in this House will know of her considerable work and the work of her colleagues on behalf of those suffering in Gaza over the past few months. They will also know just how hard and unbearable it has been for many, many of those working on the ground.
My hon. Friend makes an important statement about the independence of the work of the ICC and the ICJ. I believe in the separation of powers, as I think do all democrats in this House. It is for judges and the judiciary to have the time to reflect and make their considerations and for politicians to step back and respect them in that process. That is the case in our own country and it must be the case in international courts of law. Of course I will meet my hon. Friend and other colleagues and keep them updated.
I welcome the Foreign Secretary and his team to their places. I also welcome the statement, in particular the emphasis on the need for an immediate ceasefire, for the immediate release of all hostages and for a stop to settler violence and expansion in the west bank. I welcome the resumption of funding to UNRWA.
I add my voice to the calls that a couple of hon. Members have made for the Foreign Secretary to commit to publishing the comprehensive review of Israel’s compliance or non-compliance with international humanitarian law, as soon as officials have completed it. In the meantime, will he apply the precautionary principle and act to stop all UK arms exports to Israel, given the already widespread evidence of considerable breaches of international law?
I am grateful to the hon. Lady for her remarks; I welcome her, the Green party’s representative for North Herefordshire, to the House.
As I said in my remarks, this is one of the toughest neighbourhoods in the world. Israel is surrounded by people who would see its annihilation—it is being attacked by the Houthis, Hezbollah are firing missiles and Hamas want to wipe it off the map. For those reasons, it would not be right to have a blanket ban between our countries and Israel; what is right is for me to consider in the normal way the issues in relation to offensive weapons in Gaza, following the quasi-judicial process that I have outlined.
I welcome my right hon. Friend to his place and congratulate him, on behalf of my constituents in Warwick and Leamington, on giving priority to this issue. I commend him for today’s announcement. The restoration of funding to UNRWA is long overdue; as we have heard, many other nations did this many months ago. Given its importance in the supply of 60% of aid and 50% of food into Gaza, the 70 trucks a day we have heard about are way insufficient—an estimated 500 are needed.
My right hon. Friend may be aware of the Oxfam report showing that the IDF has almost systematically weaponised water in Gaza; there has been a 94% reduction in the water supply, to just five litres per person per day. My right hon. Friend spoke about dysentery and polio. What does he believe the UK can do to assist the restoration of the water supply in Gaza?
I am grateful for my hon. Friend’s continued championing of these issues. He is right to mention the importance of water. I think it is now half a million people who are at category 5—the definition that constitutes starvation and famine—and in large part that is due to there being no access to clean water. He knows of the scenes of sewage getting into the system. The lack of clean water is a desperate situation. In the end, what we need is a ceasefire, because only with a ceasefire can reconstruction work begin.
My right hon. Friend was absolutely right to speak of the need for an immediate ceasefire and the need to restore funding to UNRWA. I welcome both those moves. He also spoke of the Government’s needing to make an assessment of Israeli compliance with international humanitarian law in Gaza, but the question then arises: after that assessment has been made, what is going to happen? He said in his statement that the horror must end now, and indeed it must, but he has just explained to the hon. Member for North Herefordshire (Ellie Chowns) that to cease supplying arms to Israel would cause, as he sees it, a greater problem. What is the leverage that he has? If the horror must end now, and it must, then this Government must be able to take some actions once they have reviewed and received the legal assessment that he has called for. I am prepared to give him time to get that assessment, but I want to know what he is going to do once he has got it.
My hon. Friend is very experienced, experienced enough to know that the minute any individual describes their leverage, that leverage is lost. Therefore, if he will forgive me, I will not share that at the Dispatch Box at this stage. However, the passion that lies behind his question is a concern that, for nine months, Foreign Secretaries have stood at this Dispatch Box and said that the aid must get in and that we must follow international humanitarian law—and now, months later, there is a new Foreign Secretary at the Dispatch Box and there are still serious concerns about international humanitarian law and the aid has simply not got in in the quantities needed. He shares my frustration, and it was frustration indeed that I shared with leaders in Israel.
My hon. Friend has got off to a good start. She is right, first, because we have seen so many aid workers lose their lives and, secondly, because her emphasis on the partnerships that we have to strike with allies across the world is essential if we are to see the change that we need, particularly in Gaza but also in the Occupied Territories.
It is very welcome to see the Secretary of State and his team on the Front Bench as Britain’s voice in the world. That has a particular significance for me, as one of my predecessors in the Livingston constituency was Robin Cook. I know Robin Cook’s time in office and his thinking did much to inform the Secretary of State’s approach to his new role. This statement is incredibly welcome, although it set out the horrific situation on the ground in Gaza. Does the Secretary of State agree that there is no peace without a two-state solution, and that opposing a two-state solution is wrong for both Israelis and the Palestinian people?
I am very grateful to have been asked a question by the new occupant of Robin Cook’s seat. He was a stalwart and a champion of this cause. I was grateful to come into this House when he was serving as Foreign Secretary, and in an article I wrote recently in Foreign Affairs I paid tribute to his work over many years.
The vote by the Knesset yesterday was hugely disappointing. We believe passionately in two states. I say to those who reject two states, “If you are a proponent of one state, you have to explain how everyone enjoys equality under the law. And if you are a proponent of no state, you are effectively suggesting that occupation continues.” That is unacceptable, I would have thought, to all Members of this House.
I congratulate my right hon. Friend on becoming Foreign Secretary, and I welcome his statement outlining the restoration of UNRWA funding, for which Labour Members have been calling for a long time. He will remember that many of us have raised the issue of humanitarian aid. We met many aid organisations throughout the last Parliament, including Islamic Relief, which is based in my constituency, who told me, two days after 7 October, the harrowing story of losing contact with all their staff on the ground. We know that blockades and restrictions are key issues, so will he outline how they will be lifted so that urgent aid can get to the people who need it?
I am grateful to my hon. Friend for her question, and may I congratulate her on her remarkable speech at the beginning of the debate on the Address? She has also raised these issues before. We certainly share a Christian faith and have talked about our deep concern as people of faith, and I pay tribute to Islamic Relief for its work. One issue is that Rafah is now closed, and it needs to reopen. Another issue is not just the trucks getting across but the distribution once they are there. Very sadly, the picture that is now being painted is one of lawlessness in Gaza: widespread looting from the trucks that get across, and, very sadly, a driver losing his life yesterday. Her question is, as the people of Vauxhall and Camberwell Green would say, on point.
I welcome my right hon. Friend to his position and the restoration of funding to UNRWA. It is good to see that when we talked about change at the election, we also meant in the international approach of the Government. I know that he will share the House’s revulsion at the ongoing horror faced by hostages, their families and the innocent civilians in Gaza facing this enduring crisis. That revulsion is shared by many people in my Peterborough constituency. It is a privilege to be a voice for them in calling for a ceasefire, the release of hostages, peace and a complete solution to recognise Palestine. What message would he send to constituents of mine—who have for too long heard discussions about a two-state solution—to say that this time, with a new Government, we have a new approach to deal with the immediate crisis and achieve the recognition of Palestine?
My hon. Friend knows that I know Peterborough very well, having spent seven years of my life in that great cathedral city. I have knocked on doors with him and know that this is an issue of great concern there. We are absolutely committed to the two-state solution. The global community has, for too many years, talked about it but not acted, and I recognise that there is now almost tremendous cynicism when that phrase is used, but there is no way out of this crisis without a plan for afterwards. That plan must, of course, guarantee the security of Israel, but the Palestinian cause is a just cause, and we must work with Arab partners and build up the Palestinian Authority. I spoke to them at length about what more we can do to assist them with the reforms that they need to make so that we can realise that. My hon. Friend is absolutely right to put on record our deep concern for the hostages, their families and their plight. If they were released, we could end this now.
I warmly welcome my right hon. Friend to his position as the first Labour Foreign Secretary for 14 years, which is very welcome. Does he agree that the UK’s extensive, long-standing diplomatic, economic, cultural and defence ties with the Gulf Arab and other middle eastern Governments mean that we are better placed to bring our influence to bear and work in co-operation with our international partners, in order to achieve a two-state solution that ensures a safe and secure Israel and a viable, sovereign and—one day, we hope—prosperous Palestinian state? Can he also assure me that all will be done to enable British organisations and companies to play their fullest role in rebuilding Gaza’s infrastructure and economy?
I say to my hon. Friend, the new Member for Rugby, that that is a very good question. That is why in opposition, I spent so much time with partners in the region, talking to them about the future. All of them want to be engaged, want peace and want to move towards a process of normalisation, but they are all crystal clear that that cannot happen by ignoring the plight of the Palestinian people, or without setting up a road map to two states. They are not prepared to reconstruct Gaza for this to happen yet again in 25 years’ time, so we have to work with them. They play a critical role, but we must now get that immediate ceasefire.
I welcome the Foreign Secretary and his team to their places, and strongly welcome the decision announced today to restore funding for UNRWA, which will be recognised by many people in south Birmingham as an important step—among many others—towards ending the horror that we see today in Gaza. The Israeli Government’s decision to end the legal routes for Palestinians to work in Israel has played an important role in the entrenchment of poverty and political instability in the west bank, alongside the illegal settlements programme. Will the Foreign Secretary make representations on this important matter, recognising that both the Israeli Histadrut and the Palestinian General Federation of Trade Unions, as pillars of civil society in both nations, have an important role to play in the establishment of a lasting peace?
I am grateful to my hon. Friend for his question, which gives me an opportunity to talk about what I saw on the west bank. The situation is febrile—it is anxious. There is tremendous hardship because of the withdrawal of those funds. It is phenomenally tense, and against that backdrop, people are watching their land being taken from them before their eyes. As such, the representations that my hon. Friend has asked me to make are absolutely the representations I made when I spoke to the leadership in Israel, because this simply cannot continue, and we must act to stop it.
I welcome the Foreign Secretary and the whole Front-Bench team to their place—it is wonderful to see. I also welcome the visit that the Foreign Secretary made to the middle east, and thank him for the time he spent visiting the families of the hostages who have been held in Gaza for nine months now. I ask him to commit to do everything he can to ensure those hostages are released immediately.
I welcome my hon. Friend and north London colleague to his seat. He represents a part of the country with a significant Jewish population; in my own constituency, I am very proud of the Stamford Hill area of Tottenham, which is also a historic home of the Jewish population. They are hugely concerned about the plight of hostages, and they worry that the discussion about hostages has fallen off the lips of so many people. They worry that the horrors of 7 October have been forgotten against the backdrop of this unfolding crisis and this war, and I want to reassure them and my hon. Friend that they have not been forgotten. The British Government—and this is a cross-party issue—are working very closely with the Israelis and others to see the hostages released.

Commons ChamberI thank the Minister for advance sight of his statement. The conflict has now gone on for 226 days. That is 226 days of destruction; 226 days of Israeli hostages still in chains; 226 days that have led to 35,000 Palestinian deaths; and 226 days where the risk of further regional escalation worsens every day. We will keep repeating our call until it happens: there must be an immediate ceasefire, as this House supported through Labour’s motion and as demanded by the United Nations Security Council resolution. Diplomatic pressure must now go into overdrive to bring the fighting to an end.
Labour has been opposed to an Israeli offensive in Rafah for months. The UK Government should now work with the United States to try to prevent a full-scale Rafah offensive, by being clear that they will assess UK exports and, if it goes ahead, join our American allies in suspending weapons or components that could be used in that offensive.
When we last met on this subject, I asked the Deputy Foreign Secretary to confirm whether he or the Foreign Secretary had received from Foreign, Commonwealth and Development Office officials any assessment or policy advice—not legal advice—that the threshold had already been met. He dodged the question, and did not answer. I repeat that question to him today. The whole House will be interested in his response.
Last November in this House, the Deputy Foreign Secretary appeared to row back on Boris Johnson’s shameful abandonment of the International Criminal Court when he said:
“It is not for Ministers to seek to state where the ICC has jurisdiction”.—[Official Report, 14 November 2023; Vol. 740, c. 513.]
The Prime Minister followed up in December when he said:
“we are a strong and long-standing supporter of the International Criminal Court.”—[Official Report, 6 December 2023; Vol. 742, c. 336.]
But in today’s statement, the Government have backtracked, U-turning on one of the Britain’s most fundamental principles: respect for the rule of law. Labour has been clear throughout this conflict that international law must be upheld, the independence of international courts must be respected, and all sides must be accountable for their actions. I ask the Minister very simply: does he agree?
Arrest warrants are not a conviction or a determination of guilt, but they do reflect the evidence, and the judgment of the prosecutor about the grounds for individual criminal responsibility. Labour’s position is that the ICC chief prosecutor’s decision to apply for arrest warrants is an independent matter for the Court and the prosecutor. Does the Minister agree? Labour believes that the ICC’s independence must be upheld and respected, and that it is right that the conduct of all parties is addressed by the Court. Does the Minister agree? Labour believes that the focus of politicians should be on achieving an immediate ceasefire, in order to end the war in Gaza, free the hostages, alleviate the humanitarian crisis and create a pathway towards a lasting political solution. Does the Minister agree? Labour believes the UK and all parties to the Rome statute have a legal obligation to comply with orders and warrants issued by the ICC. Democracies that believe in the rule of law must submit themselves to it. Does the Minister agree?
Labour supports the ICC as a cornerstone of the international legal system. That support applies regardless of the Court’s focus, whether it is in Ukraine, Sudan, Syria or Gaza. Does the Minister agree? This gets to the heart of a simple question. Does the Conservative party —the party of Churchill, who was one of the founders of our international legal framework—believe in the international rule of law or not?
I start by assuring the shadow Foreign Secretary that the Government’s answer to his final question is, as he would expect, yes. It is worth stating that if one looks carefully at his high-flown oratory this afternoon, we do not see very much distinction between the positions of His Majesty’s Opposition and the Government, as I will set out.
The right hon. Gentleman starts off by saying that this is day 226 of the incarceration of the hostages, of the destruction that has taken place, and of the risks of escalation. I completely agree with what he says. He says that the diplomatic pressure must rise. I can tell him that the diplomatic pressure is intense on all counts and in all places. He says that we must work closely with the United States of America. Let me assure him that we are working intensively and closely with the United States.
The right hon. Gentleman asks me about the advice we receive, and suggests that I dodged the question on the earlier occasion. I certainly had no intention of doing so. I can tell him that we receive all sorts of advice from all sorts of places, but we do not—as is the custom and practice, as he knows well—disclose our legal advice. We are always careful to follow it meticulously; that is my answer to his question.
The right hon. Gentleman asks: is this a matter on which the International Criminal Court should act independently? My answer is that of course it is, but we do not necessarily have to stay silent on what the court is doing, and we certainly are not doing so. On his question about the letter from a former Prime Minister, as we have said from the outset, we do not think that the ICC has jurisdiction in this case. The UK has not recognised Palestine as a state, and Israel is not a state party to the Rome statute.
As I say, if we split away some of what the right hon. Gentleman said today from the oratory that he customarily displays in this place, we see that the positions of the Opposition Front Bench and the Government remain very closely aligned.

Commons ChamberI thank the Deputy Foreign Secretary for advance sight of his statement, and the Foreign Secretary for his help in facilitating my visit to Ukraine last week with the shadow Defence Secretary, my right hon. Friend the Member for Wentworth and Dearne (John Healey). As Russia’s new Kharkiv offensive began, we visited Kyiv to show our solidarity with the Ukrainian people and their Government. They have shown incredible courage throughout the war. On both sides of the House and across the United Kingdom, we are united behind Ukraine.
I must tell the House how important it is to face down Putin for what he has done outside of the capital. I drove with the shadow Defence Secretary to Bucha and Irpin, where hundreds were killed and where mass graves were discovered. We spoke with children kidnapped from Kherson and sent to Russian camps—children who were told that Ukraine no longer exists. This is Vladimir Putin’s intention. More than 800 days on, Ukraine is still standing and still fighting. Ukrainian soldiers and civilians alike have shown courage and bravery that demonstrates a 21st-century blitz spirit. They have successfully taken back over 50% of Russian-held territory and destroyed a third of Russia’s Black sea fleet. This is more than Ukrainian resilience; this is Ukrainian success. We saw that in Kyiv. We saw innovation flourishing. Start-ups are flourishing, driving forward advances in defence, health and veterans’ support. I only wish our media covered more of what the Ukrainian people are doing on the ground, every single one of them. We met mothers and daughters whose fathers are at the front, doing all they can to help in the defence of their nation.
We had one simple message on our visit: if there is a change in Government and we are successful at the election later this year, there will be no change in Britain’s resolve to stand with Ukraine, confront Russian aggression and pursue Putin for his war crimes. We told Defence Minister Umerov, Foreign Minister Kuleba and President Zelensky’s head of office, Yermak, that this is Labour’s guarantee to Ukraine, and that is why we have fully backed the Government’s increased commitment for Ukraine this year and in the years ahead.
The conflict, as the Deputy Foreign Secretary has said, is at a critical moment, not only because of Putin’s new attacks around Kharkiv and across the frontline, but because this is an election year here in the United Kingdom, across much of Europe and, of course, in the United States. I have said this before at the Dispatch Box, but it is clear that Putin sees democracy as the weakness of the west and believes, frankly, that he can outlast us. We must show him that our democracy is, in fact, our strength and we do not give in to any short-termism in our approach, and that it is our determination to defend freedom that will keep us united with our allies and behind Ukraine.
As has been said, Putin’s war is not only a military one, but a diplomatic, economic and, most definitely, an industrial one. He has successfully moved his industry on to a wartime footing and is now spending 40% of his Government’s budget on defence. We have seen him deepening bonds in Beijing, Tehran and Pyongyang, and China is increasing its support for the Russian war machine. China is coming perilously close to throwing its lot in with Putin’s coalition. That is the truth about Vladimir Putin and why I called him recently
“the ringleader of a new form of fascism”.
He will never make peace if he thinks that he can win on the battlefield, and he will never stop if he is not defeated in Ukraine. Now is the time for us to show our commitment to supporting Ukraine and that that commitment runs deeper that Putin’s commitment to invading it.
Is the Minister ready to join with Labour and take three immediate steps that Ukrainians asked us to take back to London? First, they said to us that, across the board, deliveries need to speed up and reach the frontline, especially the welcome packages of military aid from the UK and the United States that were promised in recent weeks. Ukrainians are especially in need of air defences, deep-strike missiles and ammunition—not tomorrow, next week or next month, but now. NATO allies that can send more, frankly should send more.
Secondly, does the Deputy Foreign Secretary agree that UK diplomacy should be accelerated to maintain unity for Ukraine and further isolate Putin? We are entering a vital period of diplomacy in the next few weeks, including at the G7, NATO 75, the UK-led European Political Community at Blenheim Palace and Ukraine’s peace summit, in which Ukraine is putting so much stock. At that peace summit, it is vital that we see members from the global south strengthening support for Ukraine, seizing frozen Russian state assets for Ukraine’s recovery and closing the sanctions loopholes, which many hon. Members from across the House have raised during the debate. These must be priorities for our Prime Minister.
I noted what the Deputy Foreign Secretary said about that peace summit, but will he confirm whether our Prime Minister has finally committed to attending Ukraine’s peace summit next month? He must not only attend, but use Britain’s diplomatic leverage to encourage the widest possible coalition of countries to join. It is important that countries such as India and Brazil are there in sufficient numbers.
Last June, Labour passed a motion in this House calling on the Government finally to set out, within 90 days, how they intend to seize, rather than just freeze, Russian state assets for the purpose of supporting Ukraine’s reconstruction. The United States, Canada and other countries are moving forward on that. The UK appears to be watching, so will the Deputy Foreign Secretary set out what steps are being taken, in concert with our G7 partners, to move this forward finally and make clear to the international community that we will hold Russia responsible for the perpetration of this illegal war?
My right hon. Friend will know that it is perfectly possible that if there is some kind of agreement at the G7, for which we are hopeful, we might need legislation. My anxiety is that we would want to get the legislation on the statute book as fast as possible, although, obviously, we would want to get it right. On the Labour Benches, we would want to do everything to help the Government, if necessary, to get legislation through before the summer recess, or certainly before a general election. I hope I am not speaking above my pay grade, from the Back Benches, but I hope that that is the position the Labour Party will adopt.
My hon. Friend is right to press this issue, as he has for many months, and it is why I press the Deputy Foreign Secretary. We as an Opposition would have thought that we would be further forward at this stage. We recognise that the G7 meeting is critical, and the Government have our undertaking to support that endeavour, but as we hurtle towards the recess and anticipate a general election later this year, we all understand that we are running out of time. That makes my point and that of my hon. Friend absolutely fundamental. I hope the Deputy Foreign Secretary will say a bit more about that.
I thank the shadow Foreign Secretary for making a speech that shows the unity of the House. Quite rightly, he is pressing the Government on a number of issues. When the Opposition support the Government in a matter as important as this, it gives much added force and emphasis. On his specific questions, my hon. Friend the Minister for Armed Forces will respond when he comes to wind up the debate—I think the House has heard enough from me today—but if there are any remaining issues, the right hon. Gentleman and I will be able to speak behind the Speaker’s Chair. On all these points, particularly on sanctions and moving together with other countries to try to ensure we are able to impose very serious financial penalties on Russia, I give him my assurance that we are moving as fast as we can. It involves many complex legal issues and getting agreement across the G7, and wider. We are doing everything we possibly can.
I am grateful to the right hon. Gentleman for that undertaking, which the whole House will have heard.
The Office of Financial Sanctions Implementation website reflects that the latest financial penalty levied on any UK sanction target in the regime was in August last year. It is the only penalty issued on the Russian regime since the war began. I say to the Deputy Foreign Secretary, how can that be? Having just come back from Ukraine, it is clear that we have to do better than delivering just rhetoric and statements from the Dispatch Box; there has to be action. Just one penalty has been issued since the war began, so will the Minister address that point, which the whole House needs to hear about?
It is not a surprise that the right hon. Gentleman is asking precisely the same questions that I, as the Minister, ask of OFSI. OFSI says that financial investigations take a frustrating length of time to deliver. It assesses every report of new complaints. However, I expect the first monetary penalties to come during this year. We must comply with the law, but as a result of my asking exactly the same questions that he asks, I am told that those financial penalties are in the mix and that we will hear shortly—in any case, during this year.
I know the Deputy Foreign Secretary is doing his best. On the issue of repurposing state assets, we are told, “Just wait, we will get there. We have a G7 meeting, we will get there.” I say to him very gently that we are the country of the rule of law; we do not wait for others to get there. With the City of London, we must be able to do better than this. I put him on notice that if we win the next general election, we will review these powers, because we are determined to see that enforcement happen. If our allies in the United States can do it at speed, this great country can do it at speed as well.
It is clear from the evidence that many NGOs already have that exports from this country and other parts of Europe go through Turkey, Azerbaijan and China, for example, which are clearly not end-user destinations. Those exports are then being moved to Russia. For example, I am told that Bentley cars are still available in Moscow. If that is the case, where are they being exported through? Quite clearly, it will be places such as China and Azerbaijan.
My right hon. Friend conveys the loophole after loophole that countless journalists have pointed out, and that countless members of the public can see. The Deputy Foreign Secretary knows that it is rather embarrassing, when we are in Ukraine with people who are putting their lives on the line, that it is still happening. We have to crack it, we can crack it, and I hope that we will now crack it at speed.
Thirdly, does the Deputy Foreign Secretary agree that we have to boost defence industrial production? The shadow Defence Secretary, my right hon. Friend the Member for Wentworth and Dearne, has returned to this subject over and over again. The £2 billion for restocking Ukraine and our armed forces must be fast-tracked. The UK’s defence industrial strategy must be rebooted to grow our defence base at home and drive collaboration with our allies. In particular, United Kingdom and Ukrainian defence companies should be launching new programmes at this time to jointly supply the most advanced technology to both our countries.
This election year, the Labour party is committed to taking the politics out of support for Ukraine. I push the Deputy Foreign Secretary and the Government on these issues in a spirit of working together, and we will remain determined to work together on this issue. He will have sensed that these questions are coming from both sides of the House. We will stand with Ukraine for as long as it takes to win. That is our commitment from the Labour Benches. We are determined that Vladimir Putin will not get his way.

Commons Chamber(Urgent Question): To ask the Deputy Foreign Secretary to make a statement on the war in Gaza.
I thank the shadow Foreign Secretary for his urgent question.
We want to see an end to the fighting as soon as possible. Well over six months since Hamas’s terror attack against Israel, it is appalling that the hostages are still being held. Very many civilians are also dying in Gaza, and this weekend Hamas rockets killed four Israeli Defence Forces soldiers and injured others. As we have said, the fastest way to end the conflict is to secure a deal that gets the hostages out and allows for a pause in the fighting in Gaza. We must then turn that pause into a sustainable, permanent ceasefire.
Regarding the situation in Rafah, our position has been consistent. We are deeply concerned about the prospect of a military incursion, given the number of civilians who are sheltering there and the importance of that entry point for aid. Entry points for humanitarian aid, including Kerem Shalom, must be reopened quickly to allow aid in. Israel must facilitate immediate, uninterrupted humanitarian access in the south, especially the entry of fuel, and ensure the protection of civilians and safe passage for those who wish to leave Rafah. As yet, we have not seen a credible plan to protect civilians.
We are, of course, following closely the latest developments on the hostage talks. At this stage, while events are still shifting, I cannot—as the House will understand—provide a detailed running commentary. As the British Government have said, we want to see a deal agreed that would ensure the release of hostages and a pause in the fighting. A generous offer was on the table last week, proposed by Egypt and accepted by Israel. We need to see Hamas accept a viable deal and we can start building the momentum towards a permanent sustained ceasefire.
In parallel, we continue to push as hard as we can to get much-needed aid into Gaza via vital land routes, alongside sea and air, to alleviate the suffering. Israel has now committed to significant steps to increase the amount of aid getting into Gaza. We now need to see that turned into action to ensure that aid actually gets over the border, and that it is safely and properly distributed. We look to Israel to meet its commitments to flood Gaza with aid.
Ultimately, we need a long-term solution to this crisis. This means the release of all hostages; Hamas’s rule dismantled; their ability to attack Israel removed; a new Palestinian Government for the west bank and Gaza; and a political horizon to a two-state solution. Israelis and Palestinians should be able to live together side by side, in peace and security. This is our goal. We will continue working tirelessly to achieve it.
Thank you, Mr Speaker, for granting this urgent question, but I have to say that it is extraordinary that the Government did not come forward with a statement today. This is a profoundly concerning moment in this awful war. Ceasefire negotiations appear to be going backwards. Today the war is not just continuing, but escalating.
Labour has been clear for months that we oppose an offensive in Rafah, which risks catastrophic consequences. The United States has said that it would be a disaster, the European Union has said that the world must prevent it, and the United Nations Security Council has called for an immediate ceasefire. Benjamin Netanyahu is ignoring the warnings of Israel’s allies and partners, the United Kingdom included.
So can the Minister tell me what the consequences will be? We are already seeing the consequences for civilians: airstrikes in densely packed areas; the Rafah crossing—as well as Kerem Shalom, shamelessly attacked by Hamas—now closed; aid reportedly being blocked; and northern Gaza in full-blown famine. Some 1.4 million people are sheltering in Rafah, many of them ordered to go there by the IDF in the first place. Half the children in Gaza are in Rafah. Where can they go to be safe? The French Government said yesterday that the forced displacement of any civilian population is a war crime. Does the Minister agree?
Hamas are a terrorist organisation and their cowardly tactics are reprehensible, but that does not change Israel’s obligation to follow the rules of war, or the Government’s obligations on arms exports, so can the Minister say why he thinks that an attack on Rafah does not present a clear risk of a serious breach of international humanitarian law? Can he also confirm whether he has received any assessment—not legal advice, but any assessment or policy advice—from Foreign, Commonwealth and Development Office officials that the threshold has already been met? Now more than ever, we need an immediate ceasefire, the release of all hostages and unimpeded aid to Gaza.
The shadow Foreign Secretary has set out in eloquent terms what is effectively the policy of the Government and the entire House. He chided the Government for not offering a statement today, but I suggest that the Government have not been slow in coming to the House with frequent statements and responses to urgent questions, and we will of course continue to do so.
The right hon. Gentleman asked about the Government’s discussions with Prime Minister Netanyahu. The Prime Minister, the Foreign Secretary and, indeed, the entire Government have been very clear about our advice to Prime Minister Netanyahu, and I have set it out repeatedly in the House. When I last answered questions from the right hon. Gentleman here, I made very clear our position on Rafah as well. He asked about the consequences and how we deal with those. Britain and our allies, through the United Nations—and I remind him that Britain was pivotal in securing Security Council resolutions 2020 and 2028—are working together to try to improve what is a terrible situation, and we will continue to do just that with, I hope, the support of the whole House.

Commons ChamberMore than 30,000 Palestinians are dead, more than 100 Israeli hostages are still unaccounted for and Gaza is facing famine. The war must end now with an immediate ceasefire. That needs both sides to agree. It was Hamas, not Israel, who rejected the last internationally brokered ceasefire deal. Now a new offer is on the table, and Hamas now have the power to stop the fighting. Does the Minister agree that Hamas should accept this deal and avert a catastrophic continuation of this war?
Yes. The right hon. Gentleman makes a very good point and, although these negotiations are fluid at the moment, he is right to say that Hamas should accept the deal that has been put on the table.
Last week the US Congress agreed a new $61 billion aid package for Ukraine. The bipartisan co-operation led by Mike Johnson is essential if Ukraine is to continue to defend against Putin’s illegal invasion. I am proud that this House will stand united on Ukraine for as long as it takes to win. Will the Minister update the House on progress with our G7 allies to seize and repurpose frozen Russian state assets in the UK, to support the reconstruction of Ukraine?
The Government are seeking agreement on a way of advancing this matter with the G7. The right hon. Gentleman is right about the mechanism, and we are doing everything we can with our allies to achieve precisely what he describes.

(Urgent Question): To ask the Secretary of State for Foreign, Commonwealth and Development Affairs if he will make a statement on the humanitarian situation in Gaza.
The deputy Foreign Secretary is regrettably unable to respond to this question in person, as he is at the World Bank spring meetings in Washington. I will respond on his behalf. Earlier this month, we passed a grim milestone: six months since Hamas’s horrific terrorist attack on Israel. The UK Government have been working with partners across the region to secure the release of hostages, including British nationals. We want to see the release of all hostages.
Palestinian civilians have spent these months suffering, with conditions worsening by the day. The humanitarian situation in Gaza is dire. The Iran attack and our support for Israel have not changed our focus on ensuring that Israel meets its commitments to enable at least 500 aid trucks a day to enter Gaza; to open Ashdod port for aid deliveries; to expand the Jordan land corridor; to open a crossing into northern Gaza; and to extend hours at Kerem Shalom and Nitzana. We are pushing as hard as we can to get aid to Palestinian civilians. As this House knows, we have been urging Israel at the highest levels to take immediate action on the bottlenecks holding up humanitarian relief. We have recently seen a small increase in the number of aid trucks being allowed to enter Gaza, but not all of them are full, and numbers are not yet close to reaching the levels required given the severity of the humanitarian situation that we now see.
We will continue to press Israel to take immediate action to open Ashdod fully for humanitarian aid. Meanwhile, we recently announced new support for a life-saving aid corridor by sea to Gaza, including the deployment of a Royal Navy ship, which has now arrived in the Mediterranean and is ready to integrate with the US pier, and provide a command and control platform.
We are also committing up to £9.7 million for aid deliveries through that corridor, as well as providing logistical expertise and equipment. In recent weeks, the Royal Air Force has conducted seven airdrops along the Gazan coast, delivering more than 58 tonnes of food. The UK-Med field hospital, funded by the UK, is up and running in Gaza and has already treated more than 8,000 people, a high proportion of them children. We need to see the operating environment in Gaza improve, so that more aid gets in and can be distributed quickly, safely and effectively. Israel must ensure that the UN has the access, equipment and staff that it needs to do that.
We were horrified by the attack on the World Central Kitchen convoy, which killed seven aid workers, including three very dedicated British nationals. Israel must do more to protect aid workers, including through guaranteed deconfliction for aid convoys and other humanitarian work to ensure that they can operate safely. The findings of Israel’s investigation must be published in full, and followed up with a wholly independent review, to ensure the utmost transparency and accountability.
Six months on, however much we might wish otherwise, the fighting has not yet come to an end. We cannot and will not stand by. The Foreign Secretary is in the region this week, pressing for further action.

Conditions in Gaza are desperate and intolerable. Famine is taking hold, sewage is pooling in the streets and the water has still not been switched back on. Almost nothing is reaching northern Gaza, where people are already dying of starvation. The healthcare system has been utterly devastated. Yesterday, leading non-governmental organisations told me about specific blocks and restrictions that they face from Israeli authorities in doing their life-saving work. Aid is sat waiting, unable to reach those in need, with some rotting where it stood. Items are removed from trucks without explanation, and doctors are reusing single-use medical equipment taken from patients who have died. Today, a UN report says that 10,000 women have been killed. That is a description of hell on earth. It cannot go on.
For months, we have demanded that aid flow without restrictions—unfettered and unimpeded—at a level that meets humanitarian need. The UN Security Council has demanded it; the International Court of Justice has ordered it. However, despite the pledges that have been made, UN figures show that more aid went in on some days in January than went in yesterday, so I have three questions for the Government.
First, can the Minster be clear that Israel is not meeting its commitments, and about what pressure the Government are applying to change that? Secondly, why have the Government not yet announced that they are restoring future funding to the United Nations Relief and Works Agency? It is shocking that, in the face of famine, the UK is one of the last major donors yet to resume funding, without explanation. Thirdly, why are the Government seemingly softening their message to Netanyahu on Rafah? Let us be clear: 1.5 million Palestinians sheltering there have nowhere safe to go.
There can be no humanitarian operation to meet the scale of need without an immediate ceasefire now. Both sides must agree to comply. We note that it was Hamas and their leader, Sinwar, who rejected the latest ceasefire deal. Both sides must urgently agree to end this war now to prevent the further loss of innocent life, to free the hostages still cruelly held by Hamas, and to allow a surge of aid into Gaza.
Important points have been made. It is important to welcome Israel’s commitments to increase the amount of aid getting into Gaza, and the limited steps that have been made, but—and this is an important but—more must be done, as the right hon. Gentleman said, to realise those commitments, and we continue to urge that that happens. As I said, the Foreign Secretary is in the region, and we are working hard on those issues.
The right hon. Gentleman also talked about UNRWA. The final report from Catherine Colonna is due at the end of April. We will review that and make a decision on future funding. We recognise the important role that UNRWA plays. On the wider, more strategic point about our approach, it is clear that we want to see a humanitarian pause before then pushing for the conditions for a sustainable ceasefire.
