Commons ChamberBefore I begin today’s statement, I would like to say a few words about the sickening attack that took place yesterday morning outside Liverpool Women’s Hospital. On behalf of the whole House, I want to pay tribute to the swift and professional response by the extraordinary men and women of the emergency services, who, once again, showed themselves to be the very best among us.
The Joint Terrorism Analysis Centre has today raised the nationwide threat level from substantial to severe, meaning that an attack is highly likely. The police are keeping both myself and the Home Secretary informed on developments and we will, in turn, keep the House updated on the investigation as it continues.
And now, Madam Deputy Speaker, with your permission I should like to make a statement on the United Nations Climate Change Conference, better known as COP26, which took place in the magnificent city of Glasgow over the past two weeks. It was the biggest political gathering of any kind ever held in the United Kingdom. One hundred and ninety four countries were represented. We had around 120 heads of state and heads of government, 38,000 accredited delegates, and countless tens of thousands more in the streets, parks and venues outside.
It was a summit that many people predicted would fail, and a summit, I fear, that some quietly wanted to fail. Yet it was a summit that proved the doubters and the cynics wrong, because COP26 succeeded not just in keeping 1.5 alive, but in doing something that no UN climate conference has ever done before by uniting the world in calling time on coal. In 25 previous COPs, all the way back to Berlin in 1995, not one delivered a mandate to remove so much as a single lump of coal from one power station boiler. For decades, tackling the single biggest cause of carbon emissions proved as challenging as eating the proverbial elephant—it was just so big that nobody knew quite where to start. In Glasgow, we took the first bite. We have secured a global commitment to phasing down coal. As John Kerry pointed out, we cannot phase out coal without first phasing it down, as we transition to other cleaner energy sources. We also have, for the first time, a worldwide recognition that we will not get climate change under control as long as our power stations are consuming vast quantities of the sedimentary super-polluter that is coal. That alone is a great achievement, but we have not just signalled the beginning of the end for coal; we have ticked our boxes on cars, cash and trees as well.
The companies that build a quarter of the world’s automobiles have agreed to stop building carbon emission vehicles by 2035, and cities from São Paulo to Seattle have pledged to ban them from their streets. We have pioneered a whole new model—an intellectual breakthrough —that sees billions in climate finance, development bank investment and so forth being used to trigger trillions from the private sector to drive the big decarbonisation programmes in countries such as South Africa. And we have done something that absolutely none of the commentators saw coming, by building a coalition of more than 130 countries to protect up to 90% of our forests around the world—those great natural soakers of carbon.
None of this was a happy accident or inevitability. The fact that we were there at all, in the face of a global pandemic, is in itself the result of a vast and complex effort involving countless moving parts. Right until the very end, there was the real prospect that no agreement would be reached. What has been achieved has only come about thanks to month after month of concerted British diplomacy—the countless meetings; the innumerable phone calls; the banging of heads at the United Nations General Assembly, the Petersberg dialogue, President Biden’s climate summit, the Security Council, the G7 and the G20—and the setting of several examples by the UK, because again and again the task of our negotiators was made easier by the fact that the UK was not asking anyone to do anything that we are not doing ourselves.
We have slashed our use of coal so much that our last two coal-fired power stations will go offline for good in 2024. We have more than doubled our climate finance, providing vital support for poor and vulnerable nations around the world. We have made a legally binding commitment to reach net zero—the first major economy to do so. We have set a date at which hydrocarbon internal combustion engines will reach the end of the road. We have shown the world that it is possible to grow an economy while cutting carbon, creating markets for clean technology, and delivering new green jobs that reduce emissions and increase prosperity.
Every one of those achievements was not just great news for our country and our planet, but another arrow in the quiver of our fantastic team in Glasgow—a team led by the COP26 President, my right hon. Friend the Member for Reading West (Alok Sharma). From the moment that he picked up the COP reins, he has been absolutely tireless in his efforts to secure the change that we need. Although I am pretty sure that what he really needs now is a well-earned break, I do not think that any of us here is going to be able to hold him back as he sets off pushing countries to go further still, and ensuring that the promises made in Glasgow are delivered and not diluted.
But success has many parents, so I want to say a huge thank you to the officials—in our own COP unit, in Downing Street and across Government, in UK embassies around the world and at the United Nations—who pulled out all the stops to make the event work and to shepherd through the agreements that have been reached. I also thank everybody on the ground at the Scottish Event Campus in Glasgow—security, catering, transport, the relentlessly cheery volunteers, the police from across the whole country who kept everybody safe from harm, the public health authorities who kept us safe from covid—and everyone in the Scottish Government. Above all, I want to say a big, big thank you to the people of Glasgow, who had to put up with so much disruption in their city and who welcomed the world all the same. I say to them: we could not have done it without you.
Is there still more to do? Well, of course there is. I am not for one moment suggesting that we can safely close the book on climate change. In fact, I can think of nothing more dangerous than patting ourselves on the back and telling ourselves that the job is done—because this job will not be complete until the whole world has not only set off on the goal to reach net zero but arrived at that destination: a goal that, even with the best of intentions from all actors, cannot be achieved overnight. While COP26 has filled me with optimism about our ability to get there, I cannot now claim to be certain that we will, because we have seen some countries that really should know better dragging their heels on their Paris commitments. But if—and it is still a massive if—they make good on their pledges, then I believe that Glasgow will be remembered as the place where we secured a historic agreement and the world began to turn the tide. Before Paris, we were on course for 4° of warming. After Paris, that number fell to a still catastrophically dangerous 3°. This afternoon, after the Glasgow climate pact, it stands close to 2°. It is still too high—the numbers are still too hot, the warming still excessive—but it is closer than we have ever been to the relative safety of 1.5°, and now we have an all-new roadmap to help us get there.
Aristotle taught us that virtue comes not from reasoning and instruction but from habit and from practice. So the success of the Glasgow climate pact lies not just in the promises but in the move that the whole world has now made from setting abstract targets to adopting the nuts-and-bolts programme of work to meet those targets and to reduce CO2 emissions. We are now talking about the how rather than the what, and getting into a habit of cutting CO2 that is catching on not just with Governments and businesses but with billions of people around the world. It is for that reason that I believe that COP26 in Glasgow has been a success and that 1.5° is still alive. That is something I believe that every person in our United Kingdom can and should take immense pride in, and I commend this statement to the House.
I join the Prime Minister in extending our thoughts across the House to the people of Liverpool who are in shock at yesterday’s events, and pay tribute to the response of the emergency services.
Let me start by paying tribute to the COP President. Whatever the shortcomings of the deal, his diligence, his integrity and his commitment to the climate are clear for all to see. I also pay tribute to his team of civil servants. Their dedication, expertise and service was never in doubt but always remarkable. They knew that COP26 was the most important international summit ever hosted on these shores. Why? The simple maths of the climate crisis. At Paris we set out the goal of limiting global warming to 1.5°. That is the tipping point beyond which the world is set to see billions of people facing extreme heatwaves, countless millions displaced from their homes, and the destruction of natural wonders like the world’s coral reefs. The science does not negotiate and no politician can move the goalposts. To have any hope of 1.5°, we must halve global emissions by 2030. The task at Glasgow was to set out credible plans for delivering that.
Although the summit has been one of modest progress, we cannot kid ourselves: plans to cut emissions are still way short. The pledges made in Glasgow for 2030, even if all fully implemented, represent less than 25% of the ambition required. Rather than a manageable 1.5°, they put us on track for a devastating 2.4°. That is why, according to the Secretary-General of the United Nations, the goal of 1.5° is now on “life support”. We need to deliver intensive care, and that starts by being honest about what has gone wrong.
International negotiations are complex and difficult, and those who have dragged their feet the most bear the greatest responsibility, but the summit was held back by the Prime Minister’s guileless boosterism, which only served to embolden the big emitters. The Prime Minister praised inadequate net zero plans. He called the Australian plans heroic, even though their plan was so slow that it was in line with 4° of global warming. By providing this cover, the Prime Minister had little chance of exerting influence over the other big emitters, and we saw many more disappointing national plans.
The Prime Minister also dressed up modest sectoral commitments as being transformational. Earlier in COP, the Government claimed that 190 countries and organisations had agreed to end coal. On closer inspection, only 46 of them were countries. Of those, only 23 were new signatories and 10 do not even use coal. The 13 that remain do not include the biggest coal users: China, the US, India and Australia.
As things moved forward with no public pressure, the big emitters were emboldened. They clubbed together later in COP to gut the main deal’s wording on coal. Only someone who thinks that promises are meaningless could now argue that an agreement to “phase down” coal is the same as an agreement to phase it out.
Then there was the long overdue £100 billion in climate finance. It is still not being delivered, even though that money was promised to developing countries more than a decade ago. Failure to deliver has damaged trust and created a huge obstacle to building the coalition, which can drive climate action, between the most vulnerable developing countries and ambitious developed countries. That coalition was the foundation of the landmark Paris agreement in 2015, creating the pincer movement to maximise pressure on the world’s biggest emitters, including China. It is deeply regrettable that at Glasgow, we did not see a repeat. Instead, developing countries were still having to make the case for the long-promised $100 billion in the final hours of the summit.
Given all that, and the imperative to revive 1.5° from life support, what will be different in the next year in the run-up to COP27? Britain has a special and particular responsibility as COP president. First, we need to reassemble the Paris climate coalition and build trust with the developing world. Cutting overseas aid does not build trust; it destroys it. Will the Prime Minister therefore immediately commit to reversing those cuts?
Secondly, there can be no free passes for major emitters, including our friends. We are doing a trade deal with Australia where we have allowed it to drop Paris temperature commitments. That was a mistake. Will the Prime Minister put it right?
Thirdly, the Prime Minister is right to say that we need to power past coal and phase out fossil fuels, but his ability to lead on the issue internationally has been hampered by his actions at home. It has never made sense for the Government to be flirting with a new coal mine or to greenlight the Cambo oilfield. Will he rewrite the planning framework to rule out coal, and will he now say no to Cambo?
Finally, will the Prime Minister sort out the Chancellor? The Budget was delivered in the week before COP26 as world leaders began to arrive on these shores, but it did not even mention climate change. It gave a tax break for domestic flights and fell woefully short of the investment needed to deliver green jobs and a fair transition.
The Prime Minister has been the wrong man in the wrong place at the wrong time. Glasgow has been a missed opportunity—a stumble forward when we needed to make great strides, and more climate delay when we needed delivery—and 1.5° is now on life support. We still have the chance to keep 1.5° alive, but only with intensive care. We must speak honestly about the challenge that we face to rebuild the coalition that we need and to take on the big emitters. We can, and we must, change course.
If I may say so, Madam Deputy Speaker, that was the usual pathetic attempt by the Leader of the Opposition to suck and blow at once. He was trying to congratulate the UK Government on success at COP but somehow attack me, and I think it is pathetic. Let me take the right hon. and learned Gentleman’s points in turn.
On Australia, it has signed up to net zero for the first time ever. On coal, no COP has mentioned phasing out coal before; 65 countries have now committed to phasing it out altogether by 2040, including the four biggest users of coal-fired power stations: Poland, Indonesia and others. He talks about climate finance and the UK Government rescinding their commitments, which is simply untrue. We have doubled our commitments to tackling climate change around the world and helping the developed world, with £12.6 billion, as he knows full well. That commitment way outstrips that of most other countries.
The right hon. and learned Gentleman talks about UK leadership. The UK, throughout the campaign—which has been going on for two years—to get the right result and keep 1.5° alive, has been way out in front under this Government. We were the first major economy to legislate for net zero; 90% of the world has now followed us. At COP, we had one of the most ambitious nationally determined contributions of any country. If it had not been for the UK Government, nothing at all would have been included to do with nature and protecting forests. The world listened to us at COP because they knew that our 10-point plan was not only cutting emissions but helping to generate hundreds of thousands of new high-wage, high-skill jobs. They can see that that programme will enable them to power past carbon and develop their economies.
As a result of everything that we have done at COP, we have been able to keep 1.5° alive. As I listen to the right hon. and learned Gentleman, I feel that he is finding it very difficult to reconcile himself to the fact of a United Kingdom diplomatic and environmental success. If he really meant all those fine words with which he began about UK negotiators and the COP, he should stick to that script, because that was the right one.
I refer the House to my entry in the Register of Members’ Financial Interests. May I first echo the remarks made by my right hon. Friend about the appalling attack in Liverpool? The thoughts of everybody in the House are with the people of Liverpool.
I congratulate the UK presidency on the significant commitments made at COP26, notably by Governments on deforestation and methane but also by individual businesses on their work to achieve net zero. I am sure my right hon. Friend agrees that there is much more to be done—he said it in his statement. With the COP presidency, the UK has a critical role over the next year in ensuring that the commitments made are delivered on and in bringing the intransigent countries—notably, China, Russia and India—back round the table to raise their sights on what they are willing to achieve. Will he agree with that and set out what the Government’s immediate plans are for that work?
My right hon. Friend is absolutely right about the vital importance of the private sector. I think that this COP was a breakthrough in many ways, but not least because of the emphasis that it placed on getting the private sector in to help developing countries in particular to meet their carbon targets. She is also right in what she says about the role of the COP presidency, because my right hon. Friend the COP26 President continues in his office for a year, and we will use that period—working with our Egyptian friends, who take over for COP27—to hold our friends and partners around the world to account for what they have promised, because it is only if they keep to what they have promised that we will be able to deliver for our children, and that is what we intend to do.
May I associate myself with the remarks of the Prime Minister on the terror attack that we saw in Liverpool yesterday? We all stand together against those who would perpetuate such crimes.
Let me thank the Prime Minister for the advance copy of his statement, and I am delighted that today the Prime Minister has remembered that COP happened in Glasgow, rather than in Edinburgh, as he said last night. Maybe he could have led more from the front at COP, and he would actually have known which Scottish city the conference was taking place in.
In fairness, however, it is right to acknowledge that there was at least one member of the UK Government who committed themselves passionately to the Glasgow conference, and the UK COP26 President deserves credit and thanks for the role that he has played over the course of the last few weeks and months.
We all know that the Glasgow climate pact is far from everything it should be, but it does contain many positives for us to build on. Whether or not it succeeds now depends entirely on whether countries deliver on the commitments they made, and we need to hold them to those. That is the only way to truly keep the 1.5° C target alive, and we must make sure, ultimately, that we accept all of our responsibilities to deliver on that. If that urgent leadership is to be shown, then the example of that leadership needs to begin at home.
The Scottish Government led on climate justice through-out COP. We were the first country to pledge funds for loss and damage to help those vulnerable countries that have contributed least to climate change but are suffering its worst effects. This is about reparation, not charity, so will the Prime Minister reverse his cuts to international aid, follow our First Minister’s lead, and back and contribute to the creation of a loss and damage facility?
The Glasgow climate pact also contains a commitment to increase nationally determined contributions by the end of 2022, so can the Prime Minister confirm that the UK will urgently update its own NDC commitments?
Meeting our targets also means rapidly increasing investment in green jobs. Prior to recess, the Prime Minister made a commitment to go and look again at the issue of investment in tidal stream energy. Now that he has presumably looked into this, can he today commit to a ringfenced fund of £71 million for tidal stream energy as part of the contracts for difference process?
Finally, on carbon capture and storage—I know that the Prime Minister is expecting a question, and I make no apology for the fact that I will keeping asking these questions until the promises made to Scotland’s north-east are finally delivered—let us not forget that the UK Exchequer has taken £350 billion of tax revenues out of North sea oil, and it is now our responsibility to make sure that we invest in carbon capture and storage. Last week, INEOS added its voice to the growing shock and anger that track 1 status for the Acorn project was rejected by the UK Government, so will the Prime Minister reverse this devastating decision and back the Scottish cluster?
I thank the right hon. Gentleman. I should say, taking his points in reverse order, that of course the Acorn project remains a strong contender, as I have told him several times from this Dispatch Box. He should not give up hope. It is a very interesting project, and we will look at it.
On our NDCs, the UK is already compliant with 1.5° C, as a result of the pledges we have made, both by 2030 and 2035, so if we can deliver on those, then we believe that we will be able to restrain our emissions.
I have told the right hon. Gentleman before that I am interested in tidal power and contracts for difference for tidal power, and he is right that the Government should invest in making sure we have a tidal power industry in this country, as we have wind power and solar power industries, because all the evidence is that the costs come down, and that is the role of Government.
Finally, on the right hon. Gentleman’s point about the whereabouts of COP, as he will well understand, it would never have been in Scotland at all had Scotland not been part of the United Kingdom.
May I join the warm congratulations to the COP President and his team, and, on the location, acknowledge the role of my right hon. Friend the Member for Maidenhead (Mrs May) in securing COP in the UK and Glasgow, to give us the opportunity for this great exercise of British diplomacy?
Will the Prime Minister recognise that in the year ahead, as well as holding countries to their contributions, there is the important opportunity to make scientific progress and progress in innovation, which will be at least as important in securing the ambitions that were inked in Glasgow, and will he say a bit about how UK leadership over the year ahead can advance our ambitions on that score as well?
I thank my right hon. Friend. As he knows, the UK has virtually doubled our investment in R&D, and Sir Patrick Vallance, the Government chief scientific adviser, has said we want to focus on climate change and green technology under the national Council for Science and Technology. That is why we are putting £22 billion into R&D. The opportunities are immense, and the opportunity to reduce the cost to the consumer of heat pumps, electric vehicles and other green technology is also immense.
May I associate myself and my party with the Prime Minister’s remarks on the horrific attacks in Liverpool?
We had all hoped that the UK would lead the world to a bold agreement at Glasgow, to turn the tide on dangerous climate change. Despite the efforts of the COP President and the excellent UK negotiating team, regrettably, the agreement fell short, potentially dangerously so, yet there is still an opportunity for the UK to drive global climate action by cleaning up the City of London. Fossil fuel investors raise billions of pounds in this very city for coal and oil projects around the world. While China and India stopped a better deal on fossil fuels at COP, they cannot stop the Prime Minister showing leadership here in London, so will he stop dirty fossil fuel money for global coal and oil projects being raised here in the City of London?
The right hon. Gentleman knows very well that, after UK leadership, we secured at COP an end to the international financing of coal around the world. China has done that, leading to a number of other countries immediately following suit, so progress is being made. As I said in my opening statement, the UK is also abandoning exports of hydrocarbons and we are going to be followed in that by other countries.
It is clear that the COP in Glasgow has gone better than many of us feared, but, as I am sure my right hon. Friend would agree, there are no possible grounds for complacency. Will he use the remainder of the UK presidency to redouble efforts to share excess vaccine doses with developing countries? Quite apart from making us safer in the UK, it will also bolster internationalism and British international leadership in the meetings ahead envisaged in the Glasgow agreement.
Yes, indeed; although vaccines per se were not discussed at COP, there was a long discussion at the G20 in Rome, and the UK has a fantastic record of supporting at-cost vaccines around the world—the 1.5 billion AstraZeneca doses, to say nothing of the huge contributions the UK has made to both Gavi and COVAX to ensure that people around the world get vaccinated, because nobody is safe until everybody is safe.
I thank the Prime Minister for the comments he made about the appalling attack in Liverpool yesterday. Having spent some years on the Intelligence and Security Committee, I am aware that in many attacks, those involved—I know it is too early to say at this point—were on the radar of the security services. If that proves to be the case in this incident, will the Prime Minister undertake to look at how those cases are kept under review?
On COP26, I add my voice to those of others who have said that it is really important that those who are currently standing outside the tent of those who agree are brought into it. Can the Prime Minister give us some indication of his strategy for doing that?
I thank the right hon. Gentleman. On his point about picking up potential terrorists earlier, he is absolutely right. He will know from his work on the ISC that the potential for cross-referring between the various data points that we have is, I think, the way forward, and that may help us, if we can do it in a sensitive way, to predict more of the problems that have been cropping up.
As for bringing people into the tent, I think the right hon. Gentleman is referring to ensuring that everybody in the developing world feels that they are being properly represented in these conversations. Is that what—
I see; he is talking about India, China and others. [Interruption.] I am sorry, Madam Deputy Speaker. I think the House will forgive me; it was not entirely clear from his question which people he wanted. I want everybody brought into the tent, for the avoidance of doubt.
With India in particular, we need to work with the Indian Government, who are already doing some very impressive things, to show how, with new technology, we can help that country to power past coal. With the One Sun One World One Grid project, it has a huge amount of renewables already going, but the UK can take a leading role, with partners around the world, in building the coalitions of support and investment by the private sector to help even an economy as huge as India’s to make this transition, and make it much faster than people currently think possible. Look at the speed with which the UK has done it; other countries around the world can do the same.
I congratulate the Prime Minister on his Glasgow achievements. Can he say what is being done to remedy the international shortage of critical minerals to make semiconductors, without which the achievement of our 2035 targets will be impossible? What more can he do to grow our own silicon valleys to reduce our reliance on China and Taiwan?
My right hon. Friend makes an extremely important point. The resources are there. There are adequate supplies; the problem lies in the supply chains. That is an issue that we are working on, together with our American friends and other partners around the world, to ensure that there is no disruption in those supplies of critical things, particularly semi-conductors.
First, may I pay tribute to the right hon. Member for Reading West (Alok Sharma)? He has gained enormous international respect for the diligent, courteous and tenacious way in which he conducted the negotiations as COP26 President.
Given that article IV of the Glasgow climate pact requires us to accelerate the phasing out of fossil fuel subsidies, can the Prime Minister tell us whether the 130% tax super deduction announced by the Chancellor will now have a climate filter imposed so that the taxpayer does not end up paying the full cost of projects such as the Cambo oilfield, and whether the Government will use the $27.5 billion windfall from the International Monetary Fund special drawing rights to significantly scale up their provision of climate finance to developing countries, as demanded under articles III and V?
What I can certainly tell the hon. Gentleman is that the 125% super deduction he rightly refers to will be of great assistance to companies across the whole of the UK in investing in new clean, green technology. That is the way forward.
One of the most significant diplomatic achievements of the COP was getting 130 countries, including the US and the BRIC—Brazil, Russia, India and China—economies, to agree to halt and reverse deforestation by 2030. However, we have been here before with the New York declaration in 2014, which was ultimately unsuccessful because it lacked any enforcement mechanism. Will my right hon. Friend say how he thinks we can ensure it will be different this time?
Yes. My hon. Friend makes an absolutely crucial point. This time it will be different, because at COP26 in Glasgow about 40 leading global financial institutions pledged that they would no longer invest in companies that supported or made their money out of deforestation. We also had the companies themselves, big commodities companies whose names I am sure my hon. Friend will be familiar with, saying they would no longer invest in products grown as a result of deforestation across the world. The agency for holding those sets of businesses to account, both banks—financial institutions—and companies, will be customers, account holders and consumers across the whole world, who will take their investment away from companies if they fail to honour those commitments. That is a huge change taking place across the world.
There was a welcome acknowledgement at COP that the world cannot decarbonise without steel, whether it be for wind turbines, electric vehicles, energy-efficient buildings or infrastructure. It was therefore very disappointing that in the Budget there was little to support the steel industry to decarbonise, little help with energy prices, and no mention of the already small green steel fund. What, practically, are the Government going to do to support our industry—nuts and bolts, as the Prime Minister said earlier?
It is always worth remembering that steel output fell by 50% under the Labour Government because of their reckless mismanagement of the energy issue. What we have done is put about £600 million into relief for the steel industry to help it to cope with high energy costs, and a £315 million fund to transform steel and help it to move towards clean, green energy. That is what is needed.
I thank the Prime Minister, the COP26 President, my right hon. Friend the Member for Reading West (Alok Sharma) and all the teams for the enormous work they have done in putting together a great programme as the UK hosted COP26, in partnership with Italy. May I ask the Prime Minister to reassure the good people of South Leicestershire, and for that matter the country, that the agreement his Government have entered into, and the policies and Bills he will bring before Parliament, will not just help to improve the climate, but bring brilliant jobs to the people of South Leicestershire as part of the green deal economy that we are all looking forward to?
Yes. I thank my hon. Friend. I should have renewed my thanks for the Italian presidency of the G20 and co-presidency of COP, and to Mario Draghi, who did an outstanding job throughout the period. My hon. Friend is totally right on the green industrial revolution. In the year since the 10-point plan was put forward to business around the world, £15 billion of investment in green technology has been secured in this country and many tens of thousands of high-wage, high-skilled jobs. That is the future.
New Delhi is now heading into a pollution lockdown because of the emissions affecting the people there. The poorest people in the poorest places all around the world suffer the worst from pollution. Will the Prime Minister tell us what he is seriously going to do to bring China, Russia, Australia and others on board to get rid of their coal production? The answer he gave to the right hon. Member for Kingston and Surbiton (Ed Davey) was less than clear. Will he now be absolutely clear that there will be no British financing whatever for any new fossil fuel industries anywhere in the world?
On the right hon. Gentleman’s last point, yes, of course that it is right. We are abandoning export finance—I made that clear earlier—for the hydro-carbon industry. That massive change has been difficult because businesses in this country have benefited from export finance for many years, but we are making that change because we want the world to move away from hydrocarbons.
As for what the right hon. Gentleman said about India, I accept the points that he made, but, as I think I said, we will help the Indian Government in any way we can to move beyond coal as fast as they can. Of course, it was disappointing to see the language changed from “phase out” to “phase down”, but we have never had any commitments whatever on coal in COP before. I think that what will now happen is that the global peer pressure on countries to move away from coal will intensify very rapidly and the change will happen much faster than people think.
After the downfall of the Soviet Union, it was discovered that various multilateral agreements that we thought we had over things such as biological weapons had been systematically flouted. What confidence can we have if open societies observe the rules but closed societies cheat? Is there a regime in play to make sure that we would discover that?
One of the things that we agreed at this COP—and one of the reasons why I believe it is so historic—is, finally, the Paris rulebook, which contains, among other things, provisions for transparency and agreement about how we measure what we are trying to do around the world. That is immensely significant and it gives a tool to everybody who cares about it. Even in closed societies—about which my right hon. Friend knows a great deal—where they may not take voters very seriously, there are consumers whom they take seriously and people who are willing to protest, whom they take seriously as well.
The COP26 President has undoubtedly done an excellent job, but frankly, that is no thanks to the Prime Minister, who has consistently undermined climate leadership, whether that is by going ahead with an oilfield at Cambo or cutting aid—1.5 °C is hanging by a thread and the vulnerable countries feel betrayed, so a little bit more humility might be in order. He says that we are not asking others to do anything that we are not doing ourselves. Will he demonstrate that that is the case by requesting an urgent and transparent audit by the Office for Budget Responsibility, independent of the Treasury, of all our own domestic fossil fuel subsidies, with a view to phasing them out as soon as possible—yes or no?
The hon. Lady, again, rather like the right hon. and learned Member for Holborn and St Pancras (Keir Starmer), is trying to have it both ways: to suck and blow at once. She cannot say that it was a successful COP and somehow attack the UK Government; I simply fail to see the logic. [Interruption.] What we are also doing is moving beyond coal by 2024. [Interruption.]
Order. Hon. Members must not shout at the Prime Minister. Everyone will have a chance to ask their question—
I urge the Prime Minister and other world leaders not to get ahead of public opinion on this. The people of Gainsborough South West ward, which I represent—the 27th most deprived ward in the entire country—are worried not so much about the future of the Great Barrier Reef in 50 years’ time, but about their great big bloody heating bills now. They are heavily reliant on gas, of which we have an abundant supply. Manufacturers in northern levelling-up towns are worried about their competitiveness with China, as more and more regulations are imposed on them. To be fair to India, in Uttar Pradesh, there are millions living in dire poverty whose emissions are very low. Do we represent them? Their whole future depends now—this minute—on fossil fuels; otherwise, they might literally starve. Be realistic.
I am grateful to my right hon. Friend. Of course we must be realistic, but we have seen that it is entirely realistic to move very rapidly to renewable energy and see the cost of that renewable energy fall vertiginously, as it has done—the cost of wind has fallen 60% just since 2015, and solar likewise.
I urge my right hon. Friend to tell his wonderful electorate in Gainsborough that this is a massive opportunity for us. We have first mover advantage, as we did in the first industrial revolution. We are going with this green industrial revolution now; I believe that it will be of massive long-term benefit to people across this country.
Does the Prime Minister agree that if we are to have any hope of keeping 1.5° alive, we need to liberate the COP26 President to lead, with all parties’ support, a kind of revolution across our country, working together across parties to involve every community, every town and every city? If we do not grasp this opportunity with our constituents and the people we represent, we will not get there. It is vital that this becomes a campaign with great leadership, but with the full support of every community in the land.
I am grateful to the hon. Gentleman. If he is offering full support to the Government from the Opposition Benches, I think he is absolutely right.
Does not the landmark agreement to support South Africa’s just transition show that even economies that are heavily dependent on coal can seize a bright and sustainable future and strengthen themselves as well as the UK economy?
I thank my hon. Friend, who is the trade envoy to South Africa. I also thank the Government of South Africa, led by Cyril Ramaphosa, who has taken an extraordinary step and built an international coalition for South Africa to decarbonise its energy system. It will not necessarily be easy, but it is a way that we can have a just transition for South Africa. Countries around the world, including the UK, are coming together to do that. That is the model for progress that we can make with so many of the big emitters; as the right hon. Member for Knowsley (Sir George Howarth) was saying, that is the way forward with the big emitters around the world.
All the commitments that countries have made in Glasgow have credibility only to the extent that they are backed up by plans at home to deliver the promised emissions reductions. It is now a question of counting.
Let us take an example. Eventually, all of the 22 million or 23 million gas boilers in this country will have to go. The Government say that their target is for 600,000 heat pumps a year to be installed by 2028. The recently published heat and buildings strategy provides enough funding to help support the installation of 30,000 a year. Why is the Government’s plan for decarbonising home heating so far short of what is required?
The right hon. Gentleman makes an important point about the need to decarbonise our heating, but it can be done. There is great variety in the housing stock of the UK, and I believe that if we keep on track with investment, supporting and priming the market, we will be able to bring down radically the cost of ground source heat pumps and all the other ways to give people the heating that they need in a clean, green way. That is what we are going to do.
I congratulate the Prime Minister, the COP26 President and their teams on their historic achievements in Glasgow. For me, it was reassuring to attend the conference and see nature and sustainable farming at the heart of the programme. Does my right hon. Friend agree that food production and looking after the environment go hand in hand—and that that is what our fantastic British farmers do each and every day?
I passionately agree: I know that UK farming is getting cleaner and greener all the time. I pay tribute to the UK farming industry, which leads the world in setting standards.
Commitments are one thing; actions are another. For the UK to deliver on its promises and commitments in the COP26 agreement, a transition to renewable energy must occur, and must be supported by the Government. Will the Prime Minister commit himself to at least matching the Scottish Government’s £500 million just transition fund to drive the move to renewable energy and meet the UK’s emissions reduction obligations, while also ensuring that workers are not left behind?
The hon. Lady is right to say that a just transition is vital, but that is why we are investing £12.6 billion around the world and £26 billion in this country, to help the transition to a clean, green economy, while creating 440,000 new, high-quality jobs.
I congratulate the Prime Minister and the President of COP26 on their leadership in Glasgow. Does the Prime Minister agree that we can continue to show leadership by continuing to reduce our carbon emissions, getting cars and freight off the roads and reducing the need for domestic flights? We can do that by investing in high-speed rail, investing in east-west connectivity, investing in Northern Powerhouse Rail, and investing in local rail connections such as the Huddersfield-Penistone-Sheffield line.
I congratulate my hon. Friend on his plug for the Huddersfield-Penistone-Sheffield line. As he knows, I am a passionate enthusiast for new rail schemes, and he will be hearing a lot more in the integrated rail plan later this week.
The Prime Minister was sent to Glasgow to keep 1.5 alive, and left it in intensive care. A year ago he committed himself to the BioYorkshire project, Yorkshire’s green new deal, but in a year not a penny or a green new deal job has been delivered. Will he turn his words into action and support the green new deal?
I do not think that any Government in history have done more to support green technology and green jobs across the whole country. As I just said to the hon. Member for Edinburgh North and Leith (Deidre Brock), we are creating 440,000 new jobs as a result of the investments we are making. We are transforming the UK, including Yorkshire, with a green industrial revolution, and that is how we are going to continue.
The Prime Minister is right to say that the whole country should take pride in the manner in which the UK has hosted the COP talks in the last few weeks. One of the elements that distinguished COP26 from previous COPs was the much greater and more meaningful involvement of business. How can we ensure that that continues and becomes one of the defining characteristics of the remainder of the UK’s COP presidency?
My right hon. Friend makes an excellent point. I think that that was one of the most important defining characteristics of this COP, and the role of business is now seen to be critical by partners around the world. The new country platforms that we are creating will only be possible with the help of the trillions of private sector investment.
Will the Prime Minister take this opportunity to show that Britain leads by her actions, not by her words, and reopen the UK-Australia trade deal, which notoriously relegated climate commitments to get the deal over the line?
Australia has made its first ever commitment to net zero, and if you want to look at UK leadership, Madam Deputy Speaker, ours was the first country—the first major economy—to commit itself to net zero. Now, 90% of the world is committed to it. It is pretty clear, even from the grudging, mealy-mouthed words we have heard from the Opposition, that the overwhelming impression, even on the Opposition Benches, is that COP26 in Glasgow was a considerable success.
The United Kingdom has an enviable record of phasing out coal because of the success of our renewables sector. I should know about this, because, as the Prime Minister has said before, the north Norfolk coast is the capital of the Saudi of wind-powered generation. With that in mind, will my right hon. Friend act with extreme speed to get the regulatory and legal framework changed so that we can implement an offshore transmission network and stop the damaging cable corridors that connect piecemeal to our national grid?
My hon. Friend is absolutely right. We have proceeded at such a pace that the cables come ashore in a way that is confused and very far from optimal. We need to ensure that we work with the regulator to develop a proper grid to bring the energy onshore in an organised way, and that work is under way.
I was not expecting that, Madam Deputy Speaker. First, I thank the COP26 President’s parliamentary team, who were there in Glasgow, for helping MPs to navigate their way around the event. A number of commitments were made on aviation at COP, acknowledging the need for change to be sustainable for the industry. I have raised many times the financial difficulties the industry faces at present. What will the Government do to support it in decarbonising and meeting jet zero without that becoming too great a financial burden?
I thank the hon. Lady very much. We are supporting the campaign for jet zero; we want the UK to lead the world in making sure that planes can fly without using tonnes of kerosene, and there are many attractive technologies. It will not be easy, but we want the whole world to come together to fix this. We are setting an ambitious target of getting more sustainable aviation fuel into tanks by 2030, and going for electric planes for short haul.
May I add my thanks to the Prime Minister and the unflappable, unstoppable COP26 President sitting beside him? It is plain to hear that they have really put themselves out there, and they have done the country and the world a great service. The agreement on coal is welcome. They have both been honest that it could have been better, but does the Prime Minister concur that the direction of travel on coal is now crystal clear, and that the pressure on India, China and the other coal-addicted nations will only increase now? Will he commit his Government to using every resource at our disposal to finish the job on coal?
Yes. I thank my hon. Friend, who is totally right. The way to finish the job on coal is to show countries that are having difficulties powering past coal that the technology does exist, and to use our new country platforms to bring in the private sector to help us to fix it. That is what is going to happen.
We have been considering this subject now for an hour, which is the normal time for a statement. As this is a historically important statement, I would like to ensure that everybody who wishes to ask a question has the opportunity to do so, but they really will have to be short questions now. I am slightly concerned about the Prime Minister’s voice; I am sure he is not concerned, but I am concerned about his voice. It would be a terrible thing if he were prevented from other things on which he has to make speeches in the near future because we kept him at the Dispatch Box for too long—[Interruption.] The Prime Minister is not concerned; nevertheless we will be as quick as possible now, because there is other business to get on to.
The Prime Minister probably admits that the weakest link of the deal was the lack of progress on defunding the polluters. The catchily-named GFANZ—Glasgow Financial Alliance for Net Zero—initiative disappointed many. That now means that 1,400 of the world’s 2,000 biggest companies do not have net zero targets. Their combined turnover is nearly $15 trillion, but most pension savers are funding them, because the information is not there in their accounts. When will that great deficit be fixed?
The right hon. Gentleman makes an important point. The power of consumers, pension holders and investors is enormous. We are looking at everything we can do to encourage all companies to follow suit. Peer pressure and social pressure will have a massive influence.
Real progress has been made at COP26, and we should all be grateful to its president and the Prime Minister for achieving so much. However, the Prime Minister will be aware that we must keep countries’ feet close to the fire. What reassurance can he provide that the annual progress reports have real teeth, so that leaders can be held accountable for the progress required in the short term, in order to ensure that climate change targets are
The most important tool we have now is transparent data. We agreed the Paris rulebook, so people will not be able to evade their obligations. The data will be there for all to see, and we will hold them to account.
I add my voice to those calling for urgent climate justice reparations for the least-developed countries. They have had a collective slap in the face, in conjunction with the cuts in development funding. In the new planning framework, will the Prime Minister be ruling out fossil fuel developments?
We want to move beyond coal. We will have no more coal from 2024, and around the world we are no longer investing in fossil fuels.
At COP in Glasgow, I picked up some frustration from developing countries about the $100 billion of climate finance. Will the Prime Minister outline how, over the next year, the UK will help to set out how this money will reach developing countries? Who will allocate it and make sure that we hold businesses’ and countries’ feet to the fire to make sure it happens?
We will make sure that we hold the developed world’s feet to the fire. We got very close to the $100 billion, and we will get there or thereabouts by 2023. Frankly, that is much better than seemed possible earlier in the negotiations.
The Prime Minister has dodged the issue of turning the City of London into the capital of green investment. The UK represents 1% of global emissions, but the City of London’s corporations and financial institutions represent 15% of global emissions. Where is his plan to ensure they commit to 1.5° and zero emissions?
The City of London is already the global centre of green investment, and its lead is continually growing.
Will the Prime Minister join me in thanking the COP26 President’s Parliamentary Private Secretary, my hon. Friend the Member for South Ribble (Katherine Fletcher)? There could have been no better Back-Bench champion to gently corral and encourage us all to fight for the environmental issues she holds so dear.
Will the Prime Minister give further information on the £210 million for small nuclear technology? If we had left it to the Opposition, we would have no nuclear technology or nuclear capacity to speak of.
My hon. Friend is absolutely right. I pay tribute to the COP26 President’s brilliant Parliamentary Private Secretary, and I confirm that we are putting another £200 million into supporting small modular reactors.
The UK’s leadership of COP26 was undermined by climate hypocrisy at home, but we still have the COP presidency and a change of policy now could still influence others. In that spirit, will the Government stop drilling in the Cambo oilfield, scrap plans for a new coalmine in Cumbria and cancel the tax cuts on domestic flights—yes or no?
This country has already shown unbelievable leadership in powering beyond coal, and the countries of the world can see that.
As my right hon. Friend is aware, northern Lincolnshire and the Humber are major centres of our renewable energy sector and can play a major part in spearheading our achievement of the COP26 targets. Will he reaffirm the Government’s support for developing the industry, not just in northern Lincolnshire but elsewhere, which would have the added benefit of levelling up many of our industrial areas?
Yes. I congratulate my hon. Friend on what he is doing to support low-carbon industries across the north-east. That has immense potential throughout the country—he is quite right.
I noticed that the Prime Minister mentioned Aristotle in his statement, so could he explain how breaking his own manifesto promise to the poorest people in the world, those worst affected by climate change, could possibly be consistent with the actions of the virtuous person?
Because we have not. What we are doing is continuing—[Interruption.] Opposition Members must really retract this, because what we are doing is not only committing £11.6 billion, which I announced and which was a doubling of the previous commitment, but adding, as soon as we can, as soon as the numbers will allow us, another £1 billion, taking it to £12.6 billion. That is one of the biggest commitments to tackling climate change around the world of any country in the world and the hon. Member should be proud of it.
I congratulate the Prime Minister and the COP President on the incredible achievements at the COP summit. Does my right hon. Friend agree that it is science, technology, research and development that will get us through this mess, but that that is going to need a huge workforce skilled in STEM? Could he update the House on the work the Government are doing not only to improve and enhance careers and training in STEM, but to break down barriers for women and people from marginalised backgrounds to taking on those careers?
My hon. Friend is making a very important point. We have not only to train more people up in STEM—and we are investing hugely in skills— but to make sure that people with existing skills in hydrocarbon-intensive means of propulsion are trained to work with EVs and other low-carbon technologies. That is what we are doing as well.
We know that the COP26 agreement is the bare minimum in terms of what needs to be done to tackle the climate emergency already claiming lives around the world. Last week, Wales joined as a core member of the Beyond Oil & Gas Alliance. At the same time, news came that the Conservative party, under this Prime Minister, has pocketed £1.5 million in donations from oil and gas interests. He can redeem his reputation by joining Wales, France, Denmark and others as a core member of the Beyond Oil & Gas Alliance—will he?
I thank the right hon. Lady for that, but we are going beyond hydrocarbons faster than virtually any other country in the world and she should be proud of that.
I pay tribute to the COP President for his work. Will the Prime Minister now indicate how he is going to put pressure on the major coal producers and importers, and indeed how he will use UK trade policy to achieve that?
We will hold all coal producers, importers and mining countries around the world to their commitments to reduce our global dependence on coal. They have made them in black and white in the Glasgow climate pact and we will hold them to account.
I am sorry to cast a shadow on the mutual backslapping here today, but there has been widespread concern that the Prime Minister simply lacked the leadership we needed to see, given that he had the presidency of COP26 and the G7 chair. Does he not recognise that we are a country that now routinely threatens to renege on its international commitments and that has cut international aid—what it is putting back does not make up for the cut and we are one of the only G7 countries to do that? Does he not recognise that he simply lacks the credibility and trust that we currently need to lead on this issue and that he needs to sort that out?
The Opposition have had a very tough job this afternoon, because they have tried time and again to congratulate the UK Government on achieving a success at COP26, while simultaneously attacking the UK Government for whatever failings they see——I think they should stick with their initial script.
I was pleased to attend a part of COP26 as a member of the Environmental Audit Committee. It was a particular privilege to meet members of the Ugandan delegation who took part in an event that we hosted. I have to say that the Prime Minister’s statement is completely tone deaf in the face of the frustration and desperation of countries of the global south at the failure of this COP to deliver on the 12-year-old promise of $100 billion a year for climate finance. Will he accept that his decision to persist with indefensible cuts to UK aid effectively tied the hands of his own negotiating committee on this vital issue?
The hon. Member is talking total rubbish. We have doubled—[Interruption.] No, Opposition Members literally do not know what they are talking about. We have doubled climate finance for developing countries. The reason why the vulnerable countries accepted the deal, finally, was because we have got a commitment to $100 billion. Yes, I would have liked it faster, but it is there in black and white. Maybe she has not read it.
Bristol was the first local authority in the country to declare a climate and ecological emergency. We have set out a city-wide strategy to make Bristol carbon neutral, climate resilient and wildlife rich by 2030—the nuts and bolts, if you like—but Bristol and other cities need investment, and the Government’s funding model currently makes us compete with other cities. The UK Government cannot reach their targets using that funding model, so will they look at it again and help us with the private investment that we need to make a massive contribution to the Government’s own national targets?
I thank Bristol for what it is doing. We are committed to regional plans for net zero. It should be possible within the funding envelope that Bristol has, but we will certainly look at it.
The Department of Energy and Climate Change, which was under Lib Dem leadership until 2015, was a huge driver towards decarbonisation across the board. There are now renewed calls to bring back such a Department, but there seem to be sources in the Treasury who are against such a move, saying that it would become
“the biggest begging bowl in Whitehall outside the NHS”.
Does the Prime Minister agree that we should bring back the Department of Energy and Climate Change, or does he agree with the Treasury?
The hon. Lady is totally wrong, because we need to integrate business into the fight against climate change. That is the way to do it, as we have done with wind power, and we also need nuclear power.
The Government say they are now following the science—they said it during covid and they are saying it on climate—but over the weekend they managed to alienate the entire scientific community of this nation with leaks to the press saying that the UK is about to be wrenched out of three different multibillion-pound international research and infrastructure projects that tackle exactly those two things, because they are backed by the EU scientific budget. Will the Prime Minister confirm that we need a joined-up approach on these things and that it is not about settling old scores? Can he tell us that those reports are truly media tittle-tattle?
I do not know quite what relevance that has to COP, but the UK is investing massively. We have doubled our commitment to R&D, funding for science is going up to £22 billion and we have set up a new advanced research and invention agency, which is based on the model of the US Defense Advanced Research Projects Agency and is unlike anything that any previous Government have done.
At COP26, the Prime Minister said we were at one minute to midnight; I am afraid his clock might be a bit slow. The action that has been set out is not enough. Aristotle asked whether hope is a waking dream; I would really like to hear from the Prime Minister that he is going to stop Cambo and halt the Cumbria coalmine.
The reason why we have been able to get considerable success at COP is because the whole world can see that we are moving beyond coal and the pace at which we have done it.
The review commissioned by the Treasury and carried out by Professor Dasgupta of the University of Cambridge highlighted the importance of nature-based solutions to the tackling of environmental challenges. Will the Prime Minister tell us what the UK Government did at COP26 to pursue those conclusions and whether they will be pursued at the COP15 biodiversity talks?
I am grateful to Professor Dasgupta. At COP26 we had not only an immense agreement on forests, which are vital habitats for untold manner of wildlife, but a negotiation with our Chinese partners that will continue through till their Kunming biodiversity summit. COP26 achieved an integration of high climate science with nature. It is the first time that has happened.
A potential barrier to the accelerated move towards 100% zero emission vehicles that the Prime Minister mentioned in his statement is grid capacity, particularly in rural areas such as Carmarthenshire. What are the British Government doing to ensure that the grid will be resilient enough to meet expected demand?
One of the most important things is to ensure that we have enough baseload electricity, which is why we are investing in nuclear as well.
In order to meet our commitments on net zero, the Humber energy estuary will play a vital role. So I am at a bit of a loss to understand why, in all the briefings over the weekend about the integrated rail review, we in the Humber will get nothing in terms of greener, faster connectivity. There will be no coast-to-coast Northern Powerhouse Rail, despite what the Prime Minister has promised in the past, and no benefit from HS2 to the east of Leeds. So, Prime Minister, I just wondered whether you could comment on the fact that the Humber is not getting much—
I congratulate the Humber and the whole region on what they are doing in green technology and carbon capture and storage. We will ensure that this country builds on their lead with clean, green technology around the whole country.
In the run-up to COP, the Prime Minister spoke about Kermit the Frog. On the first day of COP, he spoke about cows belching before disappearing up a closie for the next two weeks, instead focusing his time on trying to cover up Conservative party corruption. So can I ask the Prime Minister: when the world needed climate leadership, does he believe that he was a help or a hindrance?
As I say, the Opposition have struggled all afternoon with the appalling fact that COP26 has been a success. In all humility, they should recognise that, congratulate the negotiators and thank all the countries of the UN that came together to do something very difficult and very remarkable. I am grateful to all the parties involved.
I have been at many COPs and each one agrees on more ambition, but we are yet to see the action that is needed. The world is currently on track for 2.4°—a death sentence for millions and devastation for the planet. How can we believe that this Prime Minister will take the action needed when this Government continue to use loopholes to fund fossil fuel projects overseas, locking communities into that fossil-fuel era for decades?
I cannot believe that the hon. Member has been at that many COPs because no previous COP has agreed on anything about coal, or about cars, or about trees. It has not agreed anything like the solid granular commitments that the countries of the world made, including no new support for overseas coal-fired power stations. They did it because this Government are leading the way in cutting support for hydrocarbons overseas and they could see it plain as a pikestaff.
Glasgow is a proud host of COP. I thank my constituents, Glasgow businesses and COP volunteers who made the world so welcome. To all our new friends, Scotland says, “Haste ye back”. Will the Prime Minister act to support and incentivise the investment in innovative start-ups such as Katrick Technologies in my constituency, which is growing in developing world-leading green energy technology in Glasgow?
I have seen some wonderful new technologies being developed by people and businesses in Glasgow. Where it is useful and appropriate for us to give support, we will.
I was at COP representing the Inter-Parliamentary Union as the global co-rapporteur for COP26. The global Parliaments delivered a very strong document. While I was there, I met the Speaker of the Tuvalu Parliament, Samuelu Teo, who told me that donor countries had provided enough finance for them to build a seawall, but the consultants from the donor countries could not agree on how to build the seawall. This is one of the really difficult issues—we promise but we cannot deliver. Will we deliver the adaptation measures that small and developing states need so that they do not go under the ocean?
The hon. Gentleman makes an excellent point. The next Egyptian presidency of COP will focus on adaptation measures and what we all need to do to support them.
The Glasgow climate pact included a request that countries return next year with stronger targets for 2030, yet within hours the Australian Government had issued a statement saying that they were not intending to strengthen their target. What will the Government do over the remainder of the COP presidency to ensure that countries such as Australia that do not meet their NDC commitments are encouraged to raise their standards and ensure that they deliver for the world?
Australia did make a commitment to net zero. Electorates and consumers around the world are now going to hold Governments to account for the promises that they have made.
When we consider energy efficiency, the UK has some of the draughtiest homes in Europe. A national retrofit programme would not only drive down emissions, but create thousands of jobs for people around our country and save families £400 on their annual energy bills, so will the Prime Minister tell us why he scrapped his green homes grant?
We are committed to retrofitting homes around the whole UK. As I said earlier, the housing stock is very various, so we need different approaches in different places. We are supporting households across the country to go green and thereby to save on their fuel bills as well. That is the Government’s approach.
Rather than self-congratulations today, surely the time to judge the historical significance of the Glasgow COP will be in 2050. Given that climate change is a truly global issue, does the Prime Minister recognise that one of its impacts will be more migration of peoples around the world, and, sadly, more conflicts in many places around the world? In that context, surely the UK should be doing more to lead on international aid and to have a more progressive asylum policy at home.
I think the whole House will agree that 2050 is frankly far too late. That is why we are making the commitments that we have made now. The way to avert crisis in the next decade is to make the changes that we are making now. On the hon. Gentleman’s point about climate finance, I simply repeat what I said earlier: I really think that Opposition Members should look at what the UK is spending, as it sets an example and benchmark for the rest of the world to follow.

Commons ChamberAs the House will be in recess next week, I am sure that colleagues will join me in looking ahead to Armistice Day and remembering those men and women who have served and lost their lives in the service of this country. We also thank the members of our armed forces who continue to do so today.
This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
The Prime Minister has been busy preaching urgency this week at COP26, and I hope that he has caught up with his sleep. When he sits down with his grandchildren one day and they ask, “What did you do in that week of COP26?”, will he be able to outline one action that was in his gift that had an immediate impact? Will he be consistent with what he has always said and done and take on the biggest emitter of CO2 in the whole of Europe, which greedily and voraciously wants more? Will he ditch his predecessor’s damaging, daft, pre-levelling up, pre-Zoom and pre-90%-drop-in-demand proposal and have a fresh vote in this House to kill off the third runway at Heathrow?
What this Government are going to do, rather than taking steps to damage the economy of this country, which is what Labour would do, is get to net zero aviation. That is the future for this country: clean, green aviation. And by the way, that has every chance of arriving a lot earlier than a third runway at Heathrow.
I know that my hon. Friend does a huge amount of work for his constituents. I have seen the pictures that he describes. I can tell him that the application is in from the hospital in his constituency and that it is under consideration. We aim to make our final decision in the spring of next year.
We now come to the deputy leader of the Labour party, Angela Rayner.
Thank you, Mr Speaker. Can I share the Prime Minister’s opening words regarding our armed forces and the tremendous work that they do? I also send my best wishes to all those recovering in Salisbury and give our sincere thanks to the emergency services that responded on that day. I would also like to wish all those who are celebrating tomorrow a very happy and peaceful Diwali.
Let me start with something on which there should be agreement on both sides of the House. The independent standards process found that a Member broke the rules on paid lobbying. Surely the Prime Minister accepts that this is, and should be, a serious offence, yet we have seen reports that he will respond by scrapping the independent process and overturning its verdict. In no other profession in our country could someone be found guilty by an independent process and just have their mates vote them back into the job. Surely the Prime Minister and this Government are not going to do that today.
No, of course we are not going to do that, because paid lobbying, paid advocacy, in this House is wrong. I make absolutely no bones about that. Members who are found guilty of it should apologise and pay the necessary penalties, but that is not the issue in this case or in the vote befor us today.
The issue in this case, which involves a serious family tragedy, is whether a Member of this House had a fair opportunity to make representations and whether, as a matter of natural justice, our procedures in this House allow for a proper appeal, which is something that should be of interest to Members across this House and should be approached properly in a spirit of moderation and compassion.
Let me put it simply. If it was a police officer, a teacher or a doctor, we would expect the independent process to be followed and not changed after the verdict. It is one rule for Conservative Members and another rule for the rest of us.
When a Conservative Member was found guilty of sexual harassment but let off on a loophole, they said the rules could not be changed after the event. So they cannot change the rules to stop sexual harassment, but they can change the rules to allow cash for access. Why is the Prime Minister making it up as he goes along?
All the professions that she mentions have a right of appeal, which is what the House needs to consider. I respectfully say to her that, instead of playing of politics on this issue, which is what Opposition Members are doing, she needs to consider the procedures of this House in a spirit of fairness. Instead of playing politics, we are getting on with delivering on the people’s priorities: 40 more hospitals, 20,000 more police officers and wages up, growth up and jobs up across this country. Those are our priorities. [Interruption.]
Order. Mr Perkins, I do not want to see any more of that.
It is not about playing politics in this place; it is about playing by the rules. As we can see, it is one rule for everybody else and another rule for the Conservatives. When they break the rules, they just remake the rules. I know Donald Trump is the Prime Minister’s hero, but I say to him in all seriousness that he should learn the lesson that, if he keeps cheating the public, it will catch up with him in the end. While the Conservatives are wallowing in sleaze, the rest of the country faces higher bills, rising costs and damaging tax rises. Can he tell us the projected tax increase per household over the next five years?
What I can tell her is that the recent Budget took cash from those who can afford to pay the most and made very substantial tax cuts for the hardest working and poorest families in this country. We cut £1,000 with the universal credit taper relief for hard-working families in this country—2 million families had a £1,000 tax cut—and we are lifting the living wage across the whole country. We are also ensuring that this country gets on with a high-wage, high-skill, jobs-led recovery, and never let it be forgotten that had we listened to the Opposition we would have none of those things because we would still be in lockdown.
I think the Prime Minister missed out the number, so let me help him out. The Resolution Foundation found that by 2026 taxes will be £3,000 more per household since he took office. My constituents and his are feeling the pinch, and they are worried about Christmas as well. Their bills are going up every week and the Budget did nothing to help them. So can the Prime Minister tell them: how much was the tax cut that he gave to the banks instead?
As the right hon. Lady knows very well, it is the banks and the bankers who are paying far more proportionately as a result of our tax measures to cover the cost of the NHS. It is a very moot point because, of the £36 billion, 50% comes from the 14% who are the richest in this country—overwhelmingly, from the banks and financial services industry—who can pay the most. The astonishing thing is that, when it came to voting for that £36 billion increase—for 48 new hospitals, 50,000 more nurses and looking after our public services—the Opposition voted against it.
According to the Prime Minister’s own Budget documents, it was £4 billion in tax cuts to the bankers and £3,000 of tax rises per household. That is good news for the donor who gave his party half a million pounds—his bank got a bonus of nearly £8 million—but not so good news for the rest of us.
This month, as the Prime Minister said, we remember and celebrate all those who serve our great country, all those who have lost their lives, leaving behind loved ones, and those who have sustained life-changing injuries and live every day with the consequences of their sacrifice. Yet hidden in the small print of the Budget was a £1 billion cut to day-to-day defence spending. So will our servicemen and women face pay cuts, or will there be fewer of them, with less support?
I think it is quite incredible that we are now hearing this from the Labour party, when they would have pulled us out of NATO. I think the hon. Member for Wigan (Lisa Nandy) actually wanted to abolish the Army. The woman sitting next to the right hon. Lady wanted to abolish the Army. What you have got with this Government is spending on defence that is the highest since the cold war; it is the biggest uplift since the cold war and an increase that has restored confidence in this country around the world, in our ability to defend not just our own shores, but our friends and partners. That is what this Government are doing.
The Prime Minister knows that I asked him about the annual defence budget, which his own Budget documents show will drop by £1.3 billion. I hear his fine words, and I am from a military family myself, but I will not take party political lectures from him, because too often the Government’s actions do not match their words. I think of my constituent who fought in Afghanistan, yet was threatened with sanctions because he was unable to physically travel miles to the nearest Department for Work and Pensions office. The Prime Minister’s tax cut for short-haul flights last week cost £30 million—that is 50% more than the Government spend on supporting veterans’ mental health each year. The charity Combat Stress has lost £6 million in funding this year, even as calls to its helpline have doubled. So will the Prime Minister match our proposal to reinvest the £35 million saved from cancelled Ministry of Defence contracts to support our veterans, who surely deserve it?
It is because we have been able to run a strong economy and take our economy out of lockdown that we have been able to invest massively in the NHS, to lift spending on defence to record levels and to keep supporting our fantastic public services. That is what this Government are able to do.
I enjoy my conversations with the right hon. Lady, in spite of the insults and party political points that she directs towards the Government. I do not want to cause any further dissension on the Opposition Benches, but I think you will agree, Mr Speaker, that she has about a gigawatt more energy than the right hon. and learned Member for Holborn and St Pancras (Keir Starmer). I am just putting that out there. But it is the same old Labour: no plan and no ideas. We are getting on with delivering on the people’s priorities and taking this country forward. Growth is up, jobs are up, wages are up and productivity is up. All Labour does is play politics while we deliver.
As my hon. Friend knows, I am a fanatic about buses. We are putting £1.2 billion more into bus funding, and I know that Stoke-on-Trent has applied for that. I urge my hon. Friend to take up his suggestion immediately with my right hon. Friend the Secretary of State for Transport.
As we look forward to Remembrance Sunday, may I, too, commend those who have served and the military and security services that protect us all for the job that they continue to do?
Sir David Attenborough’s powerful opening statement to COP26 told us that the journey to net zero means:
“We must recapture billions of tons of carbon from the air.”
The Climate Change Committee has been clear that carbon capture and storage
“is a necessity not an option”
to achieve the planet’s net zero targets.
This week, Scotland’s world-leading climate targets have received widespread praise from, among others, the UN Secretary-General. Scotland is finding partners around the world to tackle the climate emergency, but in Westminster there is not even a willing partner to deliver the long-promised carbon-capture project. Scotland’s north-east has now been waiting weeks for a clear reason for exactly why the Scottish cluster bid was rejected. There have been no clear answers, and not even clear excuses, so perhaps the Prime Minister will answer this simple question: does he know exactly how much of the UK’s CO2 storage the Scottish cluster could deliver?
I am a massive enthusiast for carbon capture and storage around the whole UK. As the right hon. Gentleman knows, the Acorn project in Aberdeen remains on the reserve list. He should not give up: we will come back to this issue and, of course, we want to make sure that we have a fantastic industry generating clean hydrogen around the country. The right hon. Gentleman should not despair. In the meantime, we are supporting amazing Scottish plans to get clean energy from wind, hydrogen and all sorts of means. I thank the people of Scotland and the people of Glasgow for the way they have helped to produce what has been, so far, a fantastically well-organised summit.
It is bad enough that the Prime Minister rejected the Scottish cluster a week before COP, but what is worse is that he clearly does not even know or understand what his Government were rejecting. Let me tell him: the Scottish cluster bid would have stored 30% of the UK’s CO2 emissions and supported the creation of around 20,000 jobs in green industries. It was far and away the best bid, Prime Minister. If the decision was based on science alone, it would have been approved on the spot. It is obvious that there was a political decision in Westminster to reject it. With days left at the COP summit, will the Prime Minister now reverse his Government’s massive own goal in rejecting the Scottish cluster?
I am trying to encourage the right hon. Gentleman to be a little bit less gloomy about the prospects of this initiative. I understand exactly what he says, and we are working with the Scottish Government, whom I thank for their co-operation and all their support for COP in the past few days and weeks and for what they are doing. We will come back to this issue. What I think is working well is the spirit of co-operation among all levels of government in this country, and what does not work is confrontation.
I know how strongly my hon. Friend and other colleagues across the south-west feel about this issue. That is why we have legislated to introduce higher rates of stamp duty on second homes. We will ensure that only genuine holiday businesses can access small business rates relief, but I am certainly happy to meet colleagues to discuss what further we may do to ensure that local people get the homes that they need.
In the words of the Minister of State for Business, Energy and Clean Growth:
“Scotland is vital for the UK’s energy needs, both currently and in the future…It is also vital for our future offshore wind capabilities, and other low-carbon and renewable energies.”—[Official Report, 19 October 2021; Vol. 701, c. 615.]
As he confirms, it is the rest of the UK that is dependent on Scotland, not the other way round. Does the Prime Minister not realise that his failure to invest in carbon capture and storage at St Fergus in Grangemouth and to feed the potential at Mossmorran in my constituency, is regarded as an act of deliberate economic vandalism, casting himself less as Bond and more as Blofeld the villain, for all the COP26 world to see?
What the COP26 world can see is the astonishing achievements of Scotland and the rest of the UK in developing clean energy sources. I have said to the right hon. Gentleman, the leader of the hon. Gentleman’s party in Westminster, that we will come back to the Aberdeen—[Interruption.] Sorry, forgive me, the hon. Gentleman is a member of a different party, but it has substantially the same agenda. We will come back to this. What I have found encouraging about the past few days is the spirit of co-operation and joint enterprise that I now detect that will enable us to deliver massive carbon cuts across this whole country.
I thank my hon. Friend for everything that he has done for Darlington. He should wait for the interim rail plan to come out, but, in the meantime, we are upgrading Darlington station. There are plans in place and my right hon. Friend the Chancellor announced £310 million of funding over the next five years to transform local transport networks in the Tees Valley.
The hon. Lady must wait for the integrated rail plan, but the north-east will be the beneficiary of the biggest investment in our rail infrastructure beyond HS2 that we have seen for a century. We will be putting in about £96 billion more, and we want the local and regional authorities to work with us to ensure that we promote the projects that the people really want.
Yes, I have listened to my right hon. Friend over many years on this issue and she is 100% right in what she says about the importance of early years. That is why we are investing £500 million to support families and children, including £82 million to create a network of family hubs to bring together services for children of all ages. We are going to continue to invest in children’s early years—for example, the offer of 15 hours of early education for disadvantaged two-year-olds that has already benefited 1.1 million disadvantaged kids since 2013.
The hon. Member describes a truly tragic and appalling case. I am sure that the whole House will share the revulsion that she has expressed at the outcome of the law’s processes. We will certainly need to have a meeting to see what we can do to address that loophole.
My right hon. Friend is absolutely right that we have to ensure that our NHS has the staff that it needs. That is why there are 50,000 more healthcare professionals in the NHS this year than there were last year—12,000 more nurses. In addition, there are 60,000 nurses in training—[Interruption.] Somebody on the Opposition Benches asks, “Why are there waiting lists?”. It is because we have been through a pandemic. We are fixing those waiting lists with £36 billion of investment, which the Labour party voted against.
This is a very difficult issue, as the whole House knows. The case of the WASPI women is not easily addressed. As the hon. Gentleman knows, the expenditure involved is very considerable and the tax that would have to be raised would be very considerable. We continue to reflect on all the options to ensure that people across this country get fair pensions.
As a mother, I cannot begin to imagine the pain and torment of losing a child. Richard Lee, a constituent of mine and veteran who served with distinction in the British Army, has been living with this pain every day of his life since 28 November 1981. On that day, his daughter, Katrice Lee, went missing from a military shopping complex near Paderborn in Germany. It was Katrice’s second birthday, and her family are still searching. The 40th anniversary of Katrice’s disappearance is coming up at the end of this month. It will undoubtedly be an exceptionally painful event for the entire Lee family. Will the Prime Minister please agree to meet Mr Lee, father to father, and reassure him that Katrice has not been forgotten?
Yes, I thank my hon. Friend for raising this absolutely tragic case. I know that the thoughts of the whole House will be with Katrice Lee’s family. Of course I will agree to my hon. Friend’s request and meet Mr Lee, father to father.
The hon. Lady raises a very interesting aspect of research into epilepsy. We are funding epilepsy research with another £54 million over the last few years. The issue that she raises of any particular link between hot weather or climate change and epilepsy is certainly one that we will be going into.
Last week, an independent inquiry into Lib Dem-run Sutton Council’s own heat network found that it was set up on false assumptions, including funding that was never obtained and homes that do not exist—and now my constituents are going to be left footing the bill. Does the Prime Minister agree that this latest failure shows that the Lib Dems are just not fit to govern and that those responsible should go?
It is not the first time that the Lib Dems have campaigned on homes that do not exist or will never exist, if I think of their campaign in Chesham and Amersham. I will certainly look into the matter that my hon. Friend raises.
I have every sympathy with the hon. Gentleman’s constituent—[Interruption.] I certainly do. I have every sympathy, but what I think is unfair is that people such as her are placed in a position of unnecessary anxiety about their homes when they should be reassured.
I sympathise deeply with people who have to pay for waking watches and other such things. I think it is absurd. But what people should be doing is making sure that we do not unnecessarily undermine the confidence of the market and of people in these homes, because they are not unsafe. Many millions of homes are not unsafe—and the hon. Gentleman should have the courage to say so.
The new police and crime commissioner for the West Midlands has chosen to cut back on stop and search across the region. Can the Prime Minister confirm that while stops and searches must be proportionate and not discriminatory, they remain an important part of keeping our streets and communities safe?
Yes, I certainly agree with that. It was a point that I raised recently with the Labour Mayor of London. We agreed on many things—he was very much out of line with the current Labour policy on lockdown, for instance—but I certainly thought that he was wrong about stop and search. We need to make sure that stop and search is part of the armoury of police options when it comes to stopping knife crime. If it is done sensitively and in accordance with the law, I believe it can be extremely valuable.
We are investing in 48 new hospitals and rebuilds. What is the hon. Lady’s job, frankly, is to vote for £36 billion of investment in the NHS, which will allow us to take our health services forward. Why would she not do that?
I commend the Prime Minister on his diplomatic efforts in recent weeks and ask him about another serious and grave issue that was raised at the G20 in Rome: the strong likelihood of a nuclear-ready Iran within a matter of weeks or months. What will the UK do with our international partners to tackle that? If it is via an agreement, will it be stronger and more enduring than the last one? If it is not, as many people suspect, what is our plan B?
I thank my right hon. Friend for his question on an issue that he knows a great deal about. This is a case of making it clear to the Iranians that there is an opportunity for them to do something that would be massively in the interests of their people and of Iran: to come back to the table and do a further agreement—a son of the joint comprehensive plan of action—and restore the JCPOA at the Vienna talks. That is what needs to happen. That is the posture of the G20 and of our friends and allies around the world.
What we have done with universal credit is abolish the old system, which unfairly taxed people on universal credit, and help people with a £1 billion tax cut. What we on this side of the House believe in is rewarding work. That is what the people of this country want to see. That is why we have put the tax cut on those who are on universal credit and that is why we are lifting the living wage. What is the Opposition’s policy on universal credit? It is not nothing; they want to abolish universal credit.
The Mayor of London is refusing to rule out the so-called outer London charge, which would apply to all vehicles registered outside Greater London that cross the Greater London boundary. That would have terrible consequences for my Orpington constituents and those who live in the neighbouring constituency of Old Bexley and Sidcup. Louie French, the excellent local candidate for the by-election, has pledged to fight that appalling proposal. Will my right hon. Friend join me in wishing Louie French luck with that and ensure that this silly move from the Mayor of London is stopped in its tracks?
I certainly do agree with my hon. Friend, who is an old friend of mine; I have worked closely with him on London issues for many years. I know where Labour’s instincts are. It always wants to put taxes up, particularly on motorists, and I think a checkpoint Chigwell would hit working families. What the Labour Mayor of London needs to do is get a grip on TfL’s finances and stop whacking up the taxes on ordinary people in the capital city.
The Prime Minister is very much aware of my constituent, Jagtar Singh Johal, who was abducted by plainclothes officers while shopping with his new wife in the city of Jalandhar, Punjab, on 4 November 2017. The intervening years have seen allegations of torture overlooked, and ostensibly strong words from the Prime Minister’s Government about the case overshadowed by excitement over a trade deal with the Republic of India.
As we approach the fourth anniversary of Jagtar’s arrest tomorrow with no charges having been brought in the case by the Government of India, can the Prime Minister’s Government grant the smallest of favours to Jagtar’s wife and his family in Dumbarton and declare his detention an arbitrary one?
I thank the hon. Gentleman for the campaign that he has been running for Jagtar Singh for a long time. I say to him that the closeness of our relationship with India in no way diminishes our willingness to raise that case with the Government of India. Indeed, my right hon. Friend the Foreign Secretary raised it the last time she was in India.
Unlike the Opposition, I welcome the record investment in the NHS announced in the Budget. Will my right hon. Friend support my campaign for a new health centre in the village of East Leake in my constituency, where the current building is no longer big enough to serve the population? It will soon need to accommodate 3,000 new patients from new building.
I am sure that my right hon. Friend the Health Secretary will do his utmost, in the course of the coming decisions, to oblige my hon. Friend the Member for Rushcliffe (Ruth Edwards) in her justified campaign for Rushcliffe and its hospital. How incredible that Labour Members continue to catcall and attack the Government when they voted against the tax rising measures that are necessary to fund our NHS! They are completely inconsistent. They have absolutely no plans and no idea.

Commons ChamberWith permission, Mr Speaker, I will make a statement about the G20 summit in Rome and update the House on COP26 in Glasgow.
Almost 30 years ago, the world acknowledged the gathering danger of climate change and agreed to do what would once have been inconceivable: to regulate the atmosphere of the planet itself by curbing greenhouse gas emissions. One declaration succeeded another until, in Paris in 2015, we all agreed to seek to restrain the rise in world temperatures to 1.5° C.
Now, after all the targets and promises, and after yet more warnings from our scientists about the peril staring us in the face, we come to the reckoning. This is the moment when we must turn words into action. If we fail, Paris will have failed, and every summit going back to Rio de Janeiro in 1992 will have failed, because we will have allowed our shared aim of 1.5° to escape our grasp.
Even half a degree of extra warming would have tragic consequences. If global temperatures were to rise by 2°, our scientists forecast that we will lose virtually all the world’s coral reefs. The Great Barrier Reef and countless other living marvels would dissolve into an ever warmer and ever more acidic ocean, returning the terrible verdict that human beings lacked the will to preserve the wonders of the natural world.
In the end, it is a question of will. We have the technology to do what is necessary; all that remains in question is our resolve. The G20 summit convened by our Italian friends and COP26 partner last weekend provided encouraging evidence that the political will exists, which is vital for the simple reason that the G20 accounts for 80% of the world economy and 75% of greenhouse gas emissions. Britain was the first G20 nation to promise in law to wipe out our contribution to climate change by achieving net zero; as recently as 2019, only one other member had made a comparable pledge.
Today, 18 countries in the G20 have made specific commitments to achieve net zero and in the Rome declaration last Sunday every member acknowledged
“the key relevance of achieving global net zero greenhouse gas emissions or carbon neutrality by or around mid-century”.
To that end, the G20, including China, agreed to stop financing new international unabated coal projects by the end of this year—a vital step towards consigning coal to history—and every member repeated their commitment to the Paris target of 1.5°.
In a spirit of co-operation, the summit reached other important agreements. The G20 will levy a minimum corporation tax rate of 15%, ensuring that multinational companies make a fair contribution wherever they operate. Over 130 countries and jurisdictions have now joined the arrangement, showing what we can achieve together when the will exists.
The G20 adopted a target of vaccinating 70% of the world’s population against covid by the middle of next year, and the UK is on track to provide 100 million doses to that effort. By the end of the year, we will have donated over 30 million doses of the Oxford-AstraZeneca vaccine, and at least another 20 million will follow next year along with all 20 million doses of the Janssen vaccine ordered by the Government. The G20 also resolved to work together to ease the supply chain disruptions that have affected every member as demand recovers and the world economy gets back on its feet. I pay tribute to Prime Minister Mario Draghi for his expert handling of the summit.
But everyone will accept that far more needs to be done to spare humanity from catastrophic climate change. In the meantime, global warming is already contributing to droughts, brushfires and hurricanes, summoning an awful vision of what lies ahead if we fail to act in the time that remains. So the biggest summit that the United Kingdom has ever hosted is now under way in Glasgow, bringing together 120 world leaders with the aim of translating aspirations into action to keep the ambition of 1.5° alive. I am grateful to Glasgow City Council, Police Scotland, police across the whole of the UK and our public health bodies for making the occasion possible and for all their hard work. For millions across the world, the outcome is literally a matter of life or death. For some island states in the Pacific and the Caribbean, it is a question of national survival.
The negotiations in Glasgow have almost two weeks to run, but we can take heart from what has been achieved so far. Nations that together comprise 90% of the world economy are now committed to net zero, up from 30% when the UK took over the reins of COP. Yesterday alone, the United States and over 100 other countries agreed to cut their emissions of methane—one of the most destructive greenhouse gases—by 30% by 2030, and 122 countries with over 85% of the world’s forests agreed to end and reverse deforestation by the same deadline, backed by the greatest ever commitment of public funds to the cause. I hope that will trigger even more from the private sector.
India has agreed to transform her energy system to derive half her power from renewable sources, keeping a billion tonnes of carbon out of the atmosphere. The UK has doubled our commitment to international climate finance to £11.6 billion, and we will contribute another £1 billion if the economy grows as is forecast. We have launched our clean green initiative, which will help the developing world to build new infrastructure in an environmentally friendly way, and we will invest £3 billion of public money to unlock billions more from the private sector.
The UK has asked the world for action on coal, cars, cash and trees, and we have begun to make substantial, palpable progress on three out of the four, but the negotiations in Glasgow have a long way to go and far more must be done. Whether we can summon the collective wisdom and will to save ourselves from an avoidable disaster still hangs in the balance. We will press on with the hard work until the last hour.
I thank the Prime Minister for advance sight of this statement, and for updating the House on the G20 summit in Rome. It cannot be overstated how crucial the next week and a half is. I am pleased that there has been some progress as the Prime Minister outlined, but the next 10 days need to move beyond prepacked announcements. This is an opportunity for Britain, alongside our friends and allies around the world, to deliver historic change. By taking action to reduce emissions right now in this decade, we can avoid the worst effects of climate change. That cannot just be a political ambition; it is a necessity for humanity.
As the G20 ends and COP26 continues, I assure the Prime Minister that all Labour Members are desperate for it to be a success. We hope that our negotiations can bring people together and deliver urgent solutions to the biggest challenge our world has ever faced. However, there is some cause for concern. The G20 needed to be a springboard to COP26, and a real opportunity to show Britain’s diplomatic strength in bringing people together and applying pressure where it is needed. We need to convince the big polluters to meet the commitment to 1.5°, to find solutions to phase out fossil fuels, to ensure a just transition for workers, and to create a fairer and greener economy. However, the G20 did not achieve that, and the Prime Minister is failing in his efforts to convince world leaders that more must be done. He has welcomed commitments for the distant future, and I accept that, but he knows all too well that we need to halve carbon emissions now, and at least by the end of this decade, if we are to keep global temperatures down. It is time for urgent climate action now, not more climate delay.
We all know how difficult it is to convince the world to curtail carbon emissions, but it is our responsibility to do so. It is the Prime Minister’s responsibility to influence world leaders and lead by example. As we try to convince other countries to phase out coal, the Government are refusing to make their mind up about coalmines within their borders. They could have followed the lead of the Welsh Labour Government and changed planning policy to ensure that no new coalmines were developed, but they did not. As we try to convince big emitters to do more on reducing emissions, unfortunately this Government are agreeing a trade deal with Australia that removes key climate pledges. They are undermining our messages by giving a free pass to our friends. When Britain must convince the wealthiest nations in the world to pledge more money to help developing countries cut their emissions and adapt to climate change, what have this Government done? They cut development aid that would have funded vital climate projects. How does the Prime Minister expect to convince others to do more, when he is setting such a poor example?
I also want to raise global vaccinations. Last week the G20 agreed a vague promise to explore ways to accelerate global vaccination against covid-19, yet in some of the world’s poorest countries, less than 3% of people have received even one dose of the vaccine. We all know that we live in a globalised world, where the more the virus spreads, the greater the threat of new variants. We are not safe from covid here until people are safe from covid everywhere. There is no more time for rhetoric; it is time for action. The Prime Minister mentioned our efforts on vaccines, but last week it was revealed that the UK is lagging behind all other G7 countries bar one in sharing surplus vaccines with poor countries. That is shameful. Our fantastic scientists who developed the Oxford AstraZeneca vaccine are being let down by our Prime Minister’s actions. We need booster jabs in Manchester, and vaccines shared with Madagascar. It is now time for actions, not words. As the world gathers over the next two weeks, we all hope for the breakthrough that we need. Britain has a proud history of building alliances and standing up for what is right, and I have no doubt we will be able to do that again. I wish the Prime Minister well in his efforts, and I ask him to pay attention and go for the detail on this. If he fails to deliver the change we need through this conference, we will all pay the price.
The right hon. Lady asks me to go for the detail, but having said some kind things about her approach just now, after listening to that I think I prefer the forensic—or the pseudo-forensic—approach of the right hon. and learned Member for Holborn and St Pancras (Keir Starmer). She is completely in ignorance of the basic facts. We have cut our CO2 emissions by 44% on 1990 levels, largely by moving from 80% dependence on coal 50 years ago to about 1% or 2% today. It is a massive cut.
We have not cut our investment in overseas development aid for climate change funding—[Interruption.] No, we have not. We have kept it at £11.6 billion. I do not know whether the right hon. Lady was paying attention to the news, but only the other day we announced another £1 billion, which we were able to do because of the growth in the economy. She is completely wrong about the facts. As for what she said about vaccines, I am afraid it is an insult to the incredible work done by the UK vaccine roll-out programme across the world. One and a half billion people have had access to cost-price vaccines, thanks to the deal that this Government did with Oxford AstraZeneca—a record no other country in the world has—to say nothing of the £548 million extra that we put into Gavi, or the extra 100 million vaccines that we are donating by June next year. This country has an absolutely outstanding record in supporting vaccination around the world. If the right hon. Lady wants to look at the detail, I urge her to go off and study it.
I welcome the broad thrust of what the right hon. Lady said about COP26. I think she was saying that she sees signs of progress but there is a lot more to do, and frankly, there she is right. Perhaps I can point to the things that have happened since G20, and draw her attention to India’s massive commitment to cut CO2 by 2030 by cleaning up its power system. I can point to the $10 billion from Japan over the next five years to support developing countries around the world, and I point also not just to Brazil, but to Russia, China and 110 countries around the world that have signed up to the forestry declaration to halt and reverse deforestation by 2030. That considerable achievement will make a huge difference, and we will use consumer power, and the power of corporations and the private sector around the world, to effect that change.
For me, the single most important thing that came out of COP was an agreement around the world about the basic intellectual approach now being taken by the UK through the clean green initiative and what Joe Biden calls the build back better world initiative. That is the thing that offers greatest hope for humanity. We are not just putting in Government money to help countries around the world clean up, and putting in development aid money—although we are massively supporting that—but we are now leveraging in tens, perhaps hundreds, of trillions of private sector investment. That is the way to make the difference, and if we can get that right at this COP it will be a truly remarkable thing. As I say, however, there is still a long way to go.
Given that we are now taxing people at a higher rate than at any time since we were impoverished under the Attlee Government, and given that despite the fact that we produce only 1% of global emissions and China produces 27% we are now loading further controls on our industry that are not being matched in China or India, further eroding our competitive advantage, will the Prime Minister grip all his spending Departments and ensure that we root out waste and incompetence and create a genuine enterprise, low-tax economy?
Yes, and that is why we still have among the lowest corporation taxes in the OECD, in spite of the measures that we have been obliged to take because of the pandemic. That is why we put in, for instance, the 125% super deduction for companies to invest in capital, invest in infrastructure and expand their businesses. The results—the benefits—are already being seen, just in gigabit broadband alone.

The G20 was an opportunity to build momentum ahead of the COP summit, but I think even the Prime Minister would admit that it largely failed to meet people’s demand and desire for increased global co-operation. If we are to meet the global challenges that all of humanity now faces, that needs to change, and change very quickly, with a meaningful agreement in Glasgow over the course of the coming week. All of us hope that that will be the case.
On climate change, we know that the G20 is responsible for 80% of global greenhouse gas emissions, so it is right that the G20 members bear the biggest responsibility. Countries that have contributed the least to this climate crisis must not be left to pay the biggest price. That is why there has to be a commitment to climate justice and why that is so important.
In Scotland, we recently doubled our climate justice fund to £6 million per year, providing £24 million over the Scottish Parliament Session. But the commitments from the largest nations in the G20 always seem to be heavily caveated. On Monday, the Prime Minister promised £1 billion in UK aid for climate finance, but—here is the catch—only if the UK economy grows as forecast. Exactly the same excuse is presented when it comes to the Government’s disgraceful policy of cuts to overseas aid. When will the UK Government stop caveating their commitment to climate justice, follow Scotland’s leadership and establish a climate justice fund?
On Afghanistan, what concrete actions and timelines were agreed to help end the terrible famine that is ripping through that country? Finally, on covid, what specific targets and timelines were agreed to rapidly increase vaccine roll-out to those nations that are being left behind in the suppression of the virus?
First, on climate finance for the world, the right hon. Gentleman makes a valid point, because it is essential that the developed world supports the developing world on the path to decarbonisation. That is why the $100 billion per year is so important. Contributions such as the one we saw from the Japanese yesterday, what the French have done, what the Germans have done and what Joe Biden did the other day are important steps, but there is much more to be done. But be in no doubt: the right hon. Gentleman should be very proud of what the UK is committing—the £11.6 billion that we committed two years ago, plus another billion the day before yesterday. These are big sums now that the UK is giving, and we are way out in front.
The right hon. Gentleman is right to raise Afghanistan. We had sad but good discussions about Afghanistan, and we are determined to work together to concert our humanitarian relief to do what we can, notwithstanding the difficulties that there are obviously going to be with our relations with the Taliban.
On the global vaccine roll-out, the right hon. Gentleman will have heard the commitments made by countries around the world. I think the UK can be very proud of what we are doing on top of the 1.5 billion AstraZeneca doses, with another 100 million doses by June next year.
To what extent does the success of the entire enterprise depend upon the promised finance to the developing world?
I thank the Prime Minister for all his efforts to try to make COP26 a success. For many of us, halting climate change has been the passion of our lives. May I ask the Prime Minister to confirm reports I have heard that the British negotiating team in Glasgow is seriously concerned that China’s proposed contribution to cutting emissions, particularly on coal, goes nowhere near fast enough or far enough? If that is the case, will he commit to working with all our partners in the west and across the world, particularly those vulnerable countries that are already watching the waves of climate change hit their shores, to take any necessary action to pressure China to make the right decision?
I want to thank the right hon. Gentleman, because his political record shows that he has done a huge amount of good in this area. That is the truth of the matter, and I thank him for what he has done.
What is happening with China is very important, but it is a mixed picture and it is important not to be too negative at present. The right hon. Gentleman is right about domestic Chinese coal-fired production, and we are hoping for progress there. We are hoping that when China says that it can peak in carbon dioxide output before 2030, that date of “before” is correct and it is considerably nearer now than 2030. That is where the work is being done.
But what is interesting is that when China made the commitment to stop overseas financing for coal, that had an instant impact on many of China’s friends and partners around the Asia-Pacific region, which took the signal and have also stopped overseas financing for coal. It is that climate of the power of the room in the COP that is starting to make a difference, but whether it is going to be possible at this COP to get China to make the commitments that are really necessary, I am afraid it is just too early to say.
I welcome all the progress made so far at COP26 and congratulate all those involved, including my right hon. Friend, but what will we do if we do not get agreement on article 6 and persuade countries such as China to properly price carbon into their economies? Our businesses in the UK are carrying their share of costs to deal with climate change. Why should we allow them to be undercut by competitors that keep their prices down by using highly polluting industrial production techniques? Surely that is not something that the free world economies can tolerate.
My right hon. Friend knows a great deal about this issue, and he is right to draw attention to article 6 and the carbon credit issue. That is something on which our negotiators will be working flat out until the final hour of COP.
One of the terrible effects of climate change is felt in south Wales valleys seats, where extreme weather conditions and heavy rain have destabilised some of the disused coal tips. People live in terror of another Aberfan, and I know the Prime Minister shares that fear. The majority of the dangerous tips are in my local authority area. I just wonder whether he would be prepared to meet me, the leader of the local council and the other Members from Rhondda Cynon Taf, specifically to discuss how we can make sure that all those tips are safe. I really do ask him for that meeting.
I thank the hon. Gentleman. He has raised this issue with me several times. I will see what I can do to oblige him. This is something that I do want to try to fix, but it is primarily something that the Welsh Government should be addressing themselves. I will talk to the Welsh Government and come back to him.
I strongly congratulate the Prime Minister on throwing his heart and soul at COP26; no one can have worked harder.
The UK is responsible for 1% of global carbon emissions; China is responsible for 28%. Since 2000, two thirds of the increase in global carbon emissions has come from China. Is China’s commitment to reach peak coal in 2030 an aspiration or a binding target?
I think what President Xi Jinping would say is that China keeps its promises. We will have to hope that that is true. I think the people of the world will want to hold all of us, all Governments, to account, but my hon. Friend is completely right to focus on the particular pressure that China faces from us and from the whole world.
I welcome the Prime Minister’s recent conversion to the climate cause. I agree with him that the clock is indeed at one minute to midnight, which begs the question as to why his snooze button was on for so long. He will know that the first rule of diplomacy is to walk the talk. Will he now take this opportunity to put real credibility behind his stirring words to lead by example and to commit now, finally, to reversing the decision on the Cambo oilfield—yes or no? Very simple.
What I can tell the hon. Lady is that we continue to reduce our dependence on fossil fuels of all kinds, and we will be going for complete net zero in our power production by 2035, moving beyond coal by 2024. I think it was a Scottish National party Minister who said that oil was still a part of Scotland’s future. I will say nothing about the Cambo oilfield. What I will say is that there is a future for hydrocarbons in so far as we can liberate hydrogen and make clean energy.
I congratulate my right hon. Friend on his leadership of COP, particularly the achievement of getting 100 countries to sign up to the methane pledge. He will know, however, that some of the biggest emitters have not signed up. When will the power of the room, which he described a moment ago, be on those countries to sign up to the pledge as well?
Now. We are just going to keep going. This is a rolling series of negotiations. We are ringing people up the whole time. COP is in full flow at the moment.
The Prime Minister has not yet mentioned water resilience, yet it is at the top of the agenda for many of the countries most affected by the climate emergency. What is his assessment of funding for water resilience projects? Will he commit not to cut but increase funding for water resilience?
We support water resilience projects around the world, as part of the Foreign, Commonwealth and Development Office, and had a good discussion on the issue of water resilience and other aspects of climate change resilience with vulnerable countries over the last few days.
The Prime Minister knows very well that the north of Scotland is closer to the Arctic circle than it is to London. For any delegate at COP26 who doubts the climate emergency, all they have to do is glance at the retreating ice or the melting cover frost, and the methane being released as a result, to be convinced that this emergency really is happening. The Chinese in particular will benefit from the withdrawal of ice as the northern sea route opens up, particularly for bulk carriers carrying coal. Does the Prime Minister therefore not agree with me that the Chinese have a doubly important moral obligation to stick by their commitment to reduce the production of coal in China, otherwise we in the west will be burning their coal?
My hon. Friend is completely right to point out the consequences for the world of the retreat of the ice towards the north pole. I am afraid that will offer opportunities not just for China but ourselves. Scapa Flow and other parts of Scotland will potentially become very important for sea traffic of a clean, green variety.
In pursuit of dramatic reductions in the miniscule carbon dioxide emissions produced by this country, ordinary people are facing higher petrol prices, higher energy prices, restrictions on what they can drive, the replacement of gas boilers and higher green taxes with declining incomes. Can the Prime Minister understand their frustration and disdain that those who tell them that they must bear those burdens fly into Glasgow in private jets and ferry around town in gas-guzzling cavalcades? More fundamentally, does he really believe, given the huge natural forces that continually change the world’s climate, that by reducing carbon dioxide we can somehow or other turn the world’s thermostat up and down at will?
First of all, this country is moving to zero-emission vehicles. The right hon. Gentleman talks about gas-guzzlers; we are supporting jet zero aviation. His big objection is to the science. He is obviously a complete climate sceptic. He should look at the graph that David Attenborough produced on the first day of the summit, showing the clear correlation between the huge anthropogenic spike in CO2 and the current rise in temperatures, and the way that temperatures have tracked CO2 volumes in the air over the last thousands of years. The science is absolutely clear. I think the people of this country know that it would be an economic disaster not to address it. What the people of this country know is that clean, green technology can deliver higher wages and fantastic jobs for generations to come. They see a great future in this.
I want to reinforce the point the Prime Minister has just made. Will he reassure my constituents that the goal of achieving net zero is not a burden to be borne, but an opportunity to be grasped to create new innovative jobs and new sectors in which we can lead the world?
Our green industrial revolution alone, the £26 billion we are putting in, generates 440,000 more jobs in battery technology, electric vehicle manufacture, wind farms and maintenance. The opportunities are vast for this country and we are at the cutting edge.
I welcome the statement today, but does the Prime Minister believe, like I do, that it is important to encourage more people to use rail, instead of other carbon-intensive transport methods? If so, why is he cutting duty on domestic flights, or will he now rethink that decision?
There is a very clear climate reason for putting up duty on long-haul flights, because they account for 96% of emissions. In the case of our own United Kingdom, with its far flung islands represented by some distinguished Members on the Opposition Benches, it is a useful thing to remove barriers to movement.
Given the phenomenal success to end and reverse deforestation, I was tempted to tease my right hon. Friend about build back beavers. However, will he meet me to discuss what can be done, using institutions such as Kew Gardens, to reverse the spread of deserts through the better planting of trees?
I thank my hon. Friend. That is a brilliant idea. Kew has played an amazing midwife role over the centuries in taking plants from one part of the world, nurturing them and then planting them with huge advantage in other parts of the world. That is certainly something I would be happy to take up with him.
The Prime Minister is absolutely right that this is a moment for turning words into action. One very important but quite small action that he and his Government could take now is the creation of a ringfenced pot for the development of tidal stream energy in the next round of contract for difference options. This is a decision that has to be taken by the end of this month. Will the Prime Minister talk to his colleagues in the Department for Business, Energy and Industrial Strategy and the Treasury to make sure that that happens?
This is a point I have now heard several times from those on the Opposition Benches. Without having perhaps all the technical expertise, I am very impressed by the tidal proposals I have seen. What I will undertake to the right hon. Gentleman is not an absolute commitment on contract for difference or the strike price for tidal power, but I will certainly go away and look at it again.
Well done, Prime Minister, on motivating people and delivering that which others were saying could not be delivered at COP26 so far, just a couple of days into a two-week programme. May I invite him to visit Rolls-Royce, which is working on developing a 100% sustainable fuel jet engine for aviation, and to put his considerable weight—I do not mean that in a personal manner; I mean as Prime Minister—behind the gigafactory proposal for Coventry in the West Midlands Combined Authority?
I thank my hon. Friend. It was, in fact, only a couple of weeks ago that the entire Cabinet was in Bristol with Rolls-Royce, looking at what it is doing with GKN and other companies on sustainable aviation. We are also looking actively at what we can do to support a gigafactory in the Coventry area, but obviously, there are commercial discussions under way.
As Chair of the G7 and of COP, the Prime Minister will know that the world community is $20 billion short of what is needed for the vaccination programme, and we have missed the target of $100 billion promised for climate finance. The International Monetary Fund has given the world a shot in the arm with $650 billion of special drawing rights, which the Prime Minister helped to push for. The UK has been given £20 billion, more than the entire community of low-income countries put together, but why are we being so slow and sluggish in recycling that money back to the IMF so that it can be put to good use? We are behind France and America; we are a laggard when we should be leading.
What we are doing is putting hard cash into supporting countries around the world. The right hon. Gentleman makes a good point about the SDRs. We are looking at that as well, but we are prioritising cash up front.
My right hon. Friend knows that I am a fervent supporter of his efforts for the UK to lead the world in decarbonisation, and I know that he would not wish to impoverish anyone here or abroad on the way. No country has yet leapfrogged our path to prosperity from wood, coal and gas to nuclear. In asking developing countries to consign coal power to history, my concern is that we risk sustaining their poverty if we do not provide an alternative. Does he agree that, with his historic climate finance agreements and our existing development aid, we have a huge opportunity to export UK small modular reactor technology around the world to hasten their path to prosperity instead?
I thank my hon. Friend for an exceedingly thoughtful question. He is absolutely right in the logic of what he says. We must help the developing world to leapfrog. All sorts of technologies are very attractive, including the one that he suggests. The opportunity there is to generate fantastic British jobs as well.
Open Democracy recently reported the Prime Minister’s former colleague in the EU Vote Leave campaign, Nigel Farage, as saying that a referendum on green taxes
“could well be my latest campaign”.
We are hearing increasingly loud objections from the so-called net zero scrutiny group from among his ranks of MPs. The Institute of Economic Affairs said recently that it would
“continue to challenge the ropey economics”
of net zero. What will the Prime Minister do to challenge those siren voices from among his supporters?
I study the people’s feelings about this. What so changed in this COP from Paris, which I attended, or from Copenhagen, which I was also at, is that this time, it is from the public. I have great respect for colleagues around the House who say that this is all going too far, too fast and that people cannot afford it. Actually, I do not think that we can afford not to do it. I also think that it is economically a massive opportunity for this country and that that is where people increasingly are. Calls for a referendum on this will fall on stony ground.
I spent the past couple of days at COP26 with south-east Asian nations’ representatives. The situation is exactly as the Prime Minister described, with real progress on cash, coal and trees and particularly momentum in signing up to the forestry declaration. My right hon. Friend will know that the UK pavilion is symbolically opposite next year’s G20 Chair, Indonesia. Does he agree that using the clean, green finance initiative is a real opportunity for us to do more to help them to transition from coal-fired energy to renewable energy, often in collaboration with UK partners on wind, solar and marine energy?
I thank my hon. Friend for everything that he has done with ASEAN—Association of Southeast Asian Nations—partners. He has absolutely been leading the charge for us in that region, particularly with Indonesia, and they are great partners of ours. What is coming out of COP is the idea that countries who are finding it tough, as he said, to move beyond coal need a coalition of countries to help them, with a portfolio of programmes that they need to get done, whether it is hydropower or carbon capture and storage—whatever it is—that we can help to finance and de-risk, in order to leverage in the trillions from the private sector, as we did with wind power in our country. People are seeing this model as the way we can do it—not with endless grants and handouts from Governments in the richer countries around the world, but through stimulating the private sector to come in and deliver a quantum leap in the infrastructure concerned.
GKN-Melrose has announced its intention to proceed with the closure of the Erdington plant, which employs 519 loyal, long-serving workers in an area with the fifth-highest level of deprivation in Britain, and to export production to Poland, which is still burning coal on a grand scale for years to come. Does the Prime Minister therefore understand the dismay of the workers concerned? With the automotive industry in transition to an electric future, does he agree that we need a supply chain here in Britain, employing workers here in Britain, manufacturing here in Britain, as part of a green industrial revolution here in Britain?
Yes, I passionately agree with that. GKN does an amazing job across the country, particularly in delivering some of the most difficult solutions, such as sustainable aviation. We need to ensure that we have the ecosystem of gigafactories and electric vehicle manufacturing capabilities, and all the supply chains here in Britain, but with an energy cost that allows those businesses to be competitive. That applies to steel, automotive and everybody else, and I am afraid that, at the moment, the differential between our domestic users’ electricity costs and industrial energy costs is too high, and we have to fix it.
As chair of the all-party group for woods and trees, I thank the Prime Minister and the negotiating teams for their fantastic work in tackling deforestation. I also welcome the Government’s continued commitment to the northern forest, planting 50 million trees across the north, hopefully with many of them in South Yorkshire. Will he join me in appealing to community groups and schools to get involved with the Queen’s Green Canopy project, as we all plant a tree for the jubilee?
My hon. Friend is completely right. Planting a tree for the jubilee is a wonderful thing to do; we should all be doing it. We want to plant 36,000 hectares of trees every year as part of our contribution—one of the many ways we are contributing—to the fight against climate change, and to beautify our landscape.
As chair of the all-party group on small island developing states, I welcome the fact that the Prime Minister acknowledged the imminent threat to them in his statement. Two things would really help them: one is to have access to the finance that hopefully is now on the table—because, as countries with very limited resources, it is very difficult, they tell me, to get their hands on the money and to do the bids—and the other is to develop blue finance. We know that the City of London leads on green finance. Blue finance for the blue economy and marine conservation would really help them, and we could take a lead on that.
The hon. Lady is completely right about the imperative to help the small island states. I must say that, at COP and in the last few months, they have been incredibly valuable in getting the world to focus—the Maldives, the Seychelles, Bangladesh, where people face catastrophic flooding, Mauritius and Barbados, which was brilliant the other day. They are helping to focus minds on the issue and attract massive sums of investment.
The UK can be very proud of the commitments that we have already made, but some of our actions are in danger of making our manufacturing and particularly our heavy industry uncompetitive. May I ask the Prime Minister once again whether there is any significance in the absence from COP26 of leaders of our industrial competitors such as China and Russia? Is he confident that they can be persuaded to do more after the conference to provide a more level playing field?
I thank my hon. Friend for the point that he makes, and I understand why he should be anxious, but I talked to both President Xi and President Putin and it was clear: they said that the pandemic precluded them from coming. I understand the situation that they are in. They have very senior negotiators in Glasgow as we speak—Xie is a very senior operative in the Chinese system—and we have to hope for results. In the end, the change is going to be driven not just by the feelings of people in the western democracies, but by the political pressure and the pressure from business that is already being felt in China, and in Russia as well.
I was pleased to see reference in the Prime Minister’s statement to action on trees. He will be aware that in Scotland we produce 80% of woodland planting across these islands, not least because of small groups such as the one at Mount Vernon community hall, which has made a real effort on biodiversity. What more can the Prime Minister do elsewhere in the UK to try to get action on tree planting and follow the lead of Scotland, and indeed of Mount Vernon?
I congratulate Scottish tree-planting groups on the initiatives that they have taken. The hon. Gentleman is absolutely right that huge numbers of trees are planted in Scotland. We want to see the rest of the UK catch up and do better; I am afraid that the rates did decline a bit during the pandemic. We have to accelerate. What my hon. Friend the Member for Colne Valley (Jason McCartney) said just now about “Plant a tree for the jubilee” is absolutely right.
Later today in this Chamber, we will talk about nuclear. That shows that the Government are now looking forward to the future—we have two nuclear power stations in Heysham—but I would also like to draw to the Prime Minister’s attention the wondrous work that we are doing to prepare for the Eden project in Morecambe. I know that I invited him last week at Prime Minister’s questions, but I am still pushing it: Boris, come and see us in Morecambe.
I thank my hon. Friend for his unrelenting invitation. Of course I will do my utmost to oblige him; he is a great campaigner for clean power. As he knows, we are taking forward plans for SMRs as well.
Transport makes up the largest share of UK carbon emissions, but rail travel is clean and green, so I ask again: why on earth is the Prime Minister choosing to make it cheaper to take domestic flights, while failing to set out a proper plan for rail electrification, failing to confirm a high-speed rail line to the east midlands and the north, and putting up rail fares?
We are investing massively in rail in the way that I described at PMQs earlier, not just with HS2, but with Northern Powerhouse Rail and the integrated rail plan. The hon. Lady objects to domestic air travel, but the vision that she should support is the idea of moving away from using tonnes of kerosene to hurl planes into the air. We can do it with other approaches, and that is what we should be following.
I welcome the Prime Minister’s leadership around the world, particularly in getting the world’s biggest polluters to reduce their carbon footprint. My constituents are keen to move forward and transition to a decarbonised lifestyle. Does he agree that getting information to them is key? There are many times when all of us, as consumers, purchase things from China that may well be available here in the UK, but we do not understand their in-built carbon footprint. Does he agree that information about carbon on items that we purchase is important for consumers?
Schools in Cornwall that I have been talking to have a fantastic understanding of what Cornwall is doing to cut carbon. There are amazing projects in Cornwall, and we are also making sure that in education—in classes—kids understand the in-built carbon cost of the goods that they buy.
At present, the UK does not yet have measures in place to reach carbon neutrality by the year 2050. Indeed, last week, the Chancellor could not even mention climate change once in an hour-long speech on the Budget. Surely the UK should be offering leadership in this area by putting in place a comprehensive green new deal that combines economic and social policy, alongside measures to combat climate change.
I do not know what planet the hon. Gentleman has been on. He is totally wrong. This Government have helped to cut the UK’s emissions of carbon dioxide by almost half from 1990 levels, which is an astonishing thing to have done. We have the most ambitious nationally determined contribution of any country in the EU—78% by 2035 on 1990 levels—and we are doing it through all the measures that he knows. Has he not heard about what we are going to do on zero-emission vehicles or what we are doing on our power emissions? I think he needs to look at what is happening. Yes, of course there is more to do. As for green bonds, we issued one the other day and got £10 billion out of it—so just keep up.
As well as cars, the world will need clean, smart urban transport if we are to meet the climate challenge. Companies such as the one behind the Westfield PODs in Dudley South are developing products that can succeed, thrive and help us to decarbonise, but too often the regulatory framework lags behind the innovation. Will the Prime Minister work with Ministers and our international partners to develop international type approval standards so that these products can succeed and we can decarbonise transport on an urban level as well as lead on personal cars?
I agree 100%. I am looking forward to seeing the Westfield PODs and their means of conveying human beings around, although I cannot quite imagine what they are. What we want in this country is regulators for growth, and for green growth. We need a much more proactive approach that engages with brilliant ideas like that.
Moving to rail travel and away from more carbon-intensive forms of transport will be essential if we are to meet our ambitions to tackle the climate emergency. Two years ago, the Prime Minister visited Poulton and announced his commitment to reopen the railway line to Fleetwood. Can he tell my Fleetwood constituents what progress he is making with that, and when they can expect to catch the train from Fleetwood to the entire national rail network?
What we are doing is a general programme of Beeching reversals around the country. I will get back to the hon. Lady as soon as I can about what is happening in Poulton, but this is the biggest investment in rail for a century or more.
An estimated 15% of global carbon emissions come from livestock production around the world—more than all transportation put together. On the former, what discussions have been had at COP26 with our international partners on reductions? On the latter, what discussions have there been about the rest of the world taking the lead from the United Kingdom in sustainable aviation technology?
On livestock emissions, my hon. Friend is right that methane is a very powerful greenhouse gas. It degrades quite fast, so it is not as bad as CO2 in some ways, but we do need to cut methane emissions and we have committed to doing it by 30%. Agriculture is a particularly difficult problem, but there are ways of doing that, without moving away from livestock farming. There are things we can do with breeding and other techniques to reduce methane emissions and we are certainly looking at that.
The Prime Minister is right to tell the House, and indeed the world, how exciting these promises on reforestation and methane reduction are. However, he will recall that, 12 years ago, when the rich countries committed themselves to transferring $100 billion to the poor countries every year, there was no mechanism for measuring the progress of that transfer, and the world failed. Can the Prime Minister tell us what the legacy will be, particularly in respect of deforestation? Will there be a proper mechanism to hold to account President Bolsonaro, or the Indonesians, or any other country, wherever it may be?
The hon. Gentleman has made an incredibly important point. There are two ways of holding Governments to account, whether they are the Governments of China, Brazil or Russia, or indeed ourselves. First, it is not only the Governments who have signed up, but corporations—the big commodities corporations, such as Cargill. They have agreed no longer to use products that are sourced as a result of deforestation, and consumers will hold them to account, as well as Governments, for what they do.
Secondly, the financial institutions, worth trillions—Barclays, Aviva, and many others around the world—have agreed that they will not finance projects that depend on deforestation. Again, their investors and shareholders, and everyone involved with them, will hold them to account for what they do. If they cheat and invest in deforestation, they will suffer, because, as I said to the House earlier, what is changing now is the power of the consumer, the power of the voters, the power of the world —the power of those who want their Governments to do the right thing now.
Will the Prime Minister join me in congratulating the staff and pupils at Ysgol Dinas Brân school in Llangollen, whom I visited recently, on the excellent work that they are doing in studying climate change and working closely with Denbighshire County Council to ensure that their school operates on a carbon-neutral basis?
It gives me great pleasure to congratulate Ysgol Dinas Brân, which I know from my own abortive attempt to win the seat that my hon. Friend now represents so well. I thank those at the school for what they are doing, and I think they are quite right to set the example they are setting. All new schools in our country are carbon-neutral.
I thank the Prime Minister for his updates on the G20 summit and COP26, and also for listening so carefully to the suggestions from these Benches. I am sure that he, too, is disappointed that the G20 could not agree on an end date for domestic fossil fuel use. Will he be brave, show leadership, and set an end date for the extraction and domestic use of all fossil fuels in the UK?
We will have no fossil fuels at all in our power generation system from 2035 onwards.
Six per cent. of global GDP is spent on fossil fuel subsidies, which is destroying our planet, and China spends more on them than the United States, Russia and the European Union combined. Will the Prime Minister take leadership in reducing fossil fuel subsidies? In particular, will he support the carbon border taxes that are being promoted by the EU, so that, for instance, UK steel made in Wales is not displaced by Chinese steel made from coal, which has twice the carbon footprint, and we can protect local jobs and save the planet through greener trade?
I think that our steel companies have done a great job in trying to reduce their carbon footprint. That is extremely hard for steel corporations, because they are one of the biggest emitters that we have. We must move towards zero-carbon steelmaking, while keeping a steelmaking industry in this country. The measures that the hon. Gentleman has described—such as the carbon border adjustment levy—are certainly worth considering.
The United Nations Secretary-General has said that it will be very difficult to secure the commitment needed for the 1.5° goal, and, in relation to new fossil fuel excavations, that
“we don’t need more oil and gas”.
Will the Prime Minister tell us what engagement his Government are having with the oil and gas industries to support them in their efforts to decarbonise sustainably?
We talk all the time to the oil and gas industry, which has a great and proud history in this country. I believe that the future for the industry—for hydrocarbons—is moving beyond the old combustion approach and towards the extraction of clean power. That is the direction in which we should be going.
It seems that we are in the last chance saloon if we are to make an impact on limiting the effect of climate change. Does the Prime Minister share my disappointment that China and India have failed to match many other countries’ commitments to reach net zero by 2050, placing their targets 10 and 20 years later? Does he agree that if the remainder of COP26 is to be a success, we need to get some movement from them on that as well?
We will continue to push on the net zero dates. Although I agree with the hon. Gentleman’s characterisation of those countries’ targets, I think we also need to look at what both of them are saying about what they will do pre-2030. As the right hon. Member for Ashton-under-Lyne (Angela Rayner) pointed out, that is the key issue on which we need to focus. The Indians have now made a big commitment to decarbonising their power system by 2030, and the hon. Gentleman has heard what we have already said in the House about the Chinese commitment to “peak” CO2 output in 2030 or before. The question is, how long before? Both those countries have made substantial progress, but obviously it is not yet enough.
In his statement, the Prime Minister said:
“We have the technology to do what is necessary: all that remains in question is our resolve.”
With that in mind, why do the British Government not extend the favourable financing model being proposed for nuclear energy generation to other technologies, such as the proposed Swansea tidal lagoon?
As the hon. Gentleman knows, I was very attracted to the Swansea tidal lagoon model, but it is extremely expensive for the energy it produces. I see Opposition Members shaking their heads. If they can produce plans that show a more economical way of doing it, I shall be only too happy to study them.
Earlier today at COP26, young people from the group Green New Deal Rising tried to ask the Chancellor directly why he was continuing to subsidise fossil fuels and the fossil fuel industry to such an extent. Instead of engaging with those young people, whose generation could be the first to die from climate change rather than old age, the Chancellor promptly banned them from attending his talk. I wonder whether the Prime Minister and the Chancellor could instead engage with that generation of young people, and move on from greenwash towards a green new deal to raise Britain up and meet our climate obligations.
It is precisely for the sake of that generation—with whom, by the way, every member of this Government and, I am sure, Members throughout the House engage all the time on this issue—that we are doing this.
I am actually starting to think that we can fix this. I was pretty gloomy a while back, but I do now think that we have the technology, and we certainly have the finance. I think we have a growing package of solutions that we can bring to bear, and I think it will be of massive benefit to young children growing up in this country. I hope so, because one of the things I worry about is that young people in this country are mentally very badly affected by the prospect of serious climate change. I think that it preys on their minds. We need to lift that burden from them and show them that there is a more hopeful alternative—and I really think that it is starting to appear.

Commons ChamberThis morning I had meetings with ministerial colleagues and others, in addition to my duties in this House. I shall have further such meetings later today.
David Amess and James Brokenshire were both tragically taken from us. Both served this place with integrity and served their constituents well. As we offer our heartfelt love and prayers to their families, their families have offered us a new path to a new politics, built on kindness and love.
Sarah Everard and Claudia Lawrence were both from York. Right now, women are feeling unsafe—many women are unsafe—and the very people who should be protecting us are telling us to engage with potential perpetrators to identify them, to flag down a bus or to know the laws of arrest better. That has taken a toll on confidence in the police. As women, we are confident and determined to change that, so that every girl and every woman can live at home without fear, can go to school or work without harassment, can go online without objectification and can walk our streets safely again. What steps will the Prime Minister take to ensure that women with lived experience can lead on this work, and by when?
I thank the hon. Lady very much for her question. She raises a most important issue—one of the most important issues that this country faces. I want all people in this country, particularly women, to feel confident in our police force, and I believe that they can and should. What we are doing now, to ensure that women in particular feel safe at night, is investing in safer streets, better street lighting and more CCTV, but as I think the whole House understands, what we must also do is deal with the systemic problems in the criminal justice system. We must ensure that men—I am afraid it is almost always men—get prosecuted for rape and for crimes of serious sexual and domestic violence in the way that they should, that we secure the convictions that we should, and that when we secure those convictions, those individuals get the tough sentencing they deserve. That is what this side of the House believes in.
I will make sure that my hon. Friend has the relevant meeting as fast as we can organise it. I know that many parents, particularly those who have premature and sick babies, feel that the current system is not working well for them. That is why, I can tell my hon. Friend, we will legislate to allow parents of children in neonatal care to take extended leave. Details of the policy were published last year and we will bring forward the legislation as soon as possible.
Can I pay tribute to Ernie Ross, a formidable campaigner who served this place and his constituents with great distinction for three decades? I will pay my respects and tribute to James Brokenshire immediately after Prime Minister’s questions.
I thank the whole House for the way the tributes to Sir David were handled on Monday. We saw the best of this House, and I want to see if we can use that collaborative spirit to make progress on one of the issues that was raised on Monday: tackling violent extremism. It is three years since the Government promised an online safety Bill, but it is not yet before the House. Meanwhile, the damage caused by harmful content online is worse than ever with dangerous algorithms on Facebook and Instagram. Hope not Hate has shown me an example of violent Islamism and far-right propaganda on TikTok. What I was shown has been reported to the moderators but it stayed online because, apparently, it did not contravene the guidelines. I have to say, I find that hard to believe.
Will the Prime Minister build on the desire shown by this House on Monday to get things done and commit to bring forward the Second Reading of the online safety Bill by the end of this calendar year? If he does, we will support it.
I thank the right hon. and learned Gentleman for the spirit in which he has approached this issue. I echo what he says about the need for co-operation across the House, because the safety of MPs—indeed, of all public servants and everybody who engages with the public—is of vital importance. The online safety Bill is of huge importance and is one of the most important tools in our armoury. What we are doing is ensuring that we crack down on companies that promote illegal and dangerous content, and we will be toughening up those provisions.
What we will also do is ensure that the online safety Bill completes its stages in the House before Christmas—or rather, that we bring it forward before Christmas in the way that the right hon. and learned Gentleman suggests. I am delighted that he is offering his support and we look forward to that.
I think from that—this is not a challenge; it is to clarify—that the pre-legislative scrutiny will be finished in early December and the Second Reading could be before the end of this calendar year. We do need to get on with it.
Telegram has been described as the “app of choice” for extremists. If you can believe it, Mr Speaker, as we were paying tribute to Sir David on Monday—as we were paying our respects—Telegram users were able to access videos of murders and violent threats against politicians, the LGBT community, women and Jews. Some of those posts are illegal; all of them are harmful. Hope not Hate and the Board of Deputies have said that Telegram
“has facilitated and nurtured a subculture that cheerleads for…terrorists”.
Tough sanctions are clearly needed, yet under the Government’s current proposals, directors of platforms failing to crack down on extremism would still not face criminal sanctions. Why is that?
This Government have brought forward an online harms Bill and the right hon. and learned Gentleman has heard what I have said about the Second Reading before Christmas. In the collegiate spirit in which he began his questioning, I can tell him that we will continue to look at ways in which we can toughen up those provisions and come down hard on those who irresponsibly allow dangerous and extremist content to permeate the internet. I am delighted that he is taking this new tough line and I very much hope that he will get the rest of his party to join him in the Lobby with us.
I did start in a collegiate spirit, and I will continue in a collegiate spirit, because I listened hard to what was being said on the Government Benches on Monday about the concerns about this issue. We need to recognise the measures in the Bill, but we need tough and effective sanctions—that means criminal sanctions—and that does matter. It is, frankly, beyond belief that, as the Mirror reported yesterday, 40 hours of hateful content from Anjem Choudary could be easily accessed online. The Prime Minister and the Government could stop this by making it clear that directors of companies are criminally liable for failing to tackle this type of material on their sites. We do not need to delay, so in the collaborative spirit we saw in this House on Monday, will the Prime Minister commit to taking this away, looking at it again and working with all of us to strengthen his proposed legislation?
I have already said that we are willing to look at anything to strengthen the legislation. I have said that we are willing to bring it forward, and we will bring it forward to Second Reading before Christmas. Yes, of course we will have criminal sanctions with tough sentences for those who are responsible for allowing this foul content to permeate the internet, but what we hope for also is that, no matter how tough the proposals we produce, the Opposition will support it.
We are making progress. We have the Second Reading committed to before Christmas—that is a good thing—and I think the Prime Minister has now committed to criminal sanctions. At the moment, they are a fallback position at the discretion of the Minister. They should, in my view, be on the face of the Bill as the automatic default for the failure to act. If we are making progress on that, then we are beginning to address some of the issues that were identified across the House on Monday.
I turn now to the report of the commission for countering extremism, which was set up in the wake of the horrific Manchester bombings. Eight months ago, that commission made recommendations to plug gaps in existing legislation and strategy—gaps that extremists have been able to exploit and are continuing to exploit—yet Sir Mark Rowley, formerly head of our counter-terrorism policing, who led on those recommendations, said just this week:
“I have had no feedback from the Home Office on their plans in relation to our report on the absence of a coherent legal framework to tackle hateful extremism”.
Given the seriousness of the matter and the clear need for action, why have the Government not responded to this important work? Will the Prime Minister now commit to act swiftly on the commission’s recommendations?
The Government and my right hon. Friend the Home Secretary work with all parties to tackle violent extremism. The UK has one of the strongest counter-terrorism and counter-extremism systems in the world, as a consequence of which we have foiled 31 terrorist plots since 2017. I pay tribute to the work of Sir Mark Rowley, with whom I worked extremely closely while I was in London, and all those who were involved in foiling those terrorist plots. I can tell you, Mr Speaker, that they will receive the complete support of this House and of this Government; nor will we allow those who are convicted to be released early from prison, because that was one of the most important things that this Government passed and which the Labour party opposed.
Really, after the week we have just had, I do not want to descend to that kind of knockabout. [Interruption.] Either we take this seriously—I am taking my lead from what those on the Government Benches were saying on Monday about the need to tackle this—and go forward together, or we do a disservice to those we pay tributes to.
There are clearly problems with the Government’s counter-extremism strategy. Internet users are increasingly likely to come across extremist content online. The Government’s own independent reviewer has said that there is “no evidence” that the Government’s key deradicalisation programme is effective—that is the Government’s independent reviewer saying that—and we have seen a spate of lone-attack killings, with the perpetrator invariably radicalised online. We all, across this House, want to stop this, but at the moment things are getting worse not better, so what urgent plans does the Prime Minister have to fix these glaring problems?
I am all in favour of a collegiate and co-operative approach, in which case I think it would be a fine thing if the Opposition would withdraw their opposition to our measures to stop the early release of serious extremists and violent offenders. That is all I am trying to say, in a collegiate approach, and I am sure that that is what the people of this country would wish to see. But we will continue to do everything that we can to strengthen our counter-terrorism operation and to support all those who are involved in keeping us safe. Obviously, it is too early to draw any particular conclusions from the appalling killing of our colleague, but we will draw all relevant conclusions from that investigation.
The inescapable desire of this House on Monday finally to clamp down on the extremism, hate and abuse that festers online is incredibly welcome. However, closing down anonymous accounts would not have prevented the murder of Jo Cox or of PC Keith Palmer and, although we do not know the full circumstances surrounding his death, neither would it have saved Sir David. If we are to get serious about stopping violent attacks, we must stop online spaces being safe spaces for terrorists. We must ensure that unaccountable and arrogant social media companies take responsibility for their platforms. We must end the delays, get on with the legislation, and clean out the cesspit once and for all.
I have prosecuted terrorists and I have prosecuted extremists. I have worked with Sir Mark and others. Dozens of Labour MPs have worked hard on tackling social media companies on these issues. I started collegiately, and I will continue collegiately: we know what it takes, and we can help. Will the Prime Minister now capture the spirit that we have seen this week, and agree to work with us on a cross-party basis so that we can tackle violent extremism, and its enablers, together?
I am delighted to join the right hon. and learned Gentleman in committing to tackle online harms and violent extremism together, and that is what the Government are doing. That is why we brought forward the online harms Bill, and that is why we are investing record sums in counter-terrorism. In addition, I think what the whole country and the whole House would certainly want to see—and I say this to the right hon. and learned Gentleman in a collegiate spirit—is a commitment by the Labour party in future to support measures, and not to allow the early release of terrorists and those convicted of such offences from prison. If we hear that from the Labour party, I think it would be a fine thing.
I thank my hon. Friend, who I know has a very active interest in this area. We will consider recent advice from the Advisory Council on the Misuse of Drugs on reducing barriers to research with controlled drugs, such as the one he describes, and we will be getting back to him as soon as possible.
May I join the Leader of the Opposition in sending condolences to the family of Ernie Ross?
In 11 short days, world leaders will gather in Glasgow for COP26. This is our best chance, and very likely our last chance, to confront the climate emergency faced by our planet. That is why it was such a devastating blow that, on the eve of COP26, the UK Government rejected the Scottish cluster bid to gain track 1 status for carbon capture and storage. Today, The Press and Journal, has said that there is
“no valid reason and no acceptable excuse”
for that decision, and it has called for an immediate U-turn on that colossal mistake. We know that the decision was not made on technical or logical grounds; this devastating decision was purely political. Scotland’s north-east was promised that investment in 2014, but it is a promise that has been broken time and again. Will the Prime Minister finally live up to those promises, or are they simply not worth the Tory election leaflets they are written on?
We remain absolutely committed to helping industrial clusters to decarbonise across the whole country, of course including Scotland. I know that there was disappointment about the Acorn bid in Aberdeen. That is why it has been selected as a reserve cluster. There can be no more vivid testimony to this Government’s commitment to Scotland, or indeed to fighting climate change, than the fact that the whole world is about to come to Scotland to look at what Scotland is doing to help tackle climate change. I congratulate the people of Scotland on their efforts.
People across Scotland are looking for answers today, and they are getting none. All they see is yet another Tory broken promise. It is bad enough that this UK Government are holding back carbon capture in Scotland, but they are proving an active barrier to renewable energy opportunities across the board. Tidal stream energy has the potential to generate 20% of UK generation capacity—exactly the same as nuclear. All the industry needs is a ringfenced budget of £71 million, a drop in the ocean compared with the £23 billion that this Government are throwing at the nuclear plant at Hinkley. But the UK Government are failing to give that support, threatening shovel-ready projects such as MeyGen in the north of Scotland. At the very least, Prime Minister, stand up today and guarantee a ringfenced budget for tidal stream energy and save that renewable industry from being lost overseas.
Actually, do you know what, Mr Speaker? I congratulate the right hon. Gentleman on raising tidal energy. He is absolutely right. I have seen the amazing projects that are under way. I think the House will acknowledge that we are putting huge sums into clean, green energy generation. The right hon. Gentleman is far too gloomy about the prospects of Acorn in Aberdeen. I think he needs to be seized with an unaccustomed spirit of optimism, because the Acorn project still has strong potential, and that is why it has been selected as a reserve cluster. He should keep hope alive rather than spreading gloom in the way that he does.
I thank my hon. Friend for what he is doing for fishing, for coastal communities and for Brixham in particular. I understand that the fish market in Brixham was outstandingly successful the other day. We are going to make sure that we continue to support fishing and the seafood business across the country. The scheme has approved funding in Brixham, Salcombe and Dartmouth, and a further £100 million is being made available through the UK seafood fund to support our fisheries.

If COP26 is to be successful, people must be at the heart of our net zero emissions strategy. For too long, the UK economy has left too many people behind, with wealth and investment hoarded in the south-east of England. Devolving powers over the Crown Estate would bring half a billion pounds-worth of offshore wind and tidal stream potential—assets, of course, currently controlled by Westminster—under Welsh control. Scotland, meanwhile, already has those powers. Will the Prime Minister support my Bill to devolve the management of the Crown Estate to Wales?
As the right hon. Lady already knows, the Crown Estate works closely with the Welsh Government and Natural Resources Wales. I am sorry to have to tell her that my view is that the devolution of the Crown Estate in Wales would fragment the market, complicate existing processes and make it more difficult for Wales, as well as the whole UK, to move forward to net zero.
Well, Mr Speaker, I am not surprised to say that my hon. Friend is completely right. This Government are determined to give the people of this country the homes they need. We are building record numbers of homes, but we owe it to our kinder, gentler politics to be accurate about what is going on in our constituencies. This Government do not set local housing targets. I understand that the draft Bassetlaw local plan is subject to consultation. I encourage him and his constituents to make their views known.
I thank the hon. Lady for raising this anniversary. She is right to commemorate the victims of the Clarkston disaster. Our thoughts and our condolences continue to be with the families of those who lost loved ones. Of course, we must do everything in our power to make sure that no such tragedy is repeated.
Yes. It is vital that people should have the confidence to speak up against wrongdoing wherever they find it, particularly, of course, in the police. I believe that the people of Greater Manchester deserve better. I support and agree with what my hon. Friend says.
I will just say one thing. It is the responsibility of the Mayor of Greater Manchester to ensure that the police force acts—not a point that will be taken up on the Labour Benches—swiftly and decisively to address the failures that his constituents are currently finding.
What we are doing is ensuring that we keep the costs of heating down with the price cap. We have increased the warm homes allowance by £150 for 780,000 homes. We have just given local councils another half a billion pounds to help poorer families over the winter. The most important thing that is happening in this country is that wages are going up. There is a huge jobs boom now, thanks to the policies that this Government have pursued.
My hon. Friend is a passionate campaigner on this issue and he has done a lot of good things in this area. No one should be criminalised simply for having nowhere to live, and I think the time has come to reconsider the Vagrancy Act—and also to redouble our efforts to fight homelessness, as I think we have done successfully over the pandemic but must continue to do.
I join the hon. Lady absolutely in condemning attacks on all public servants and particularly on NHS staff, who are trying to save people and help people in their lives. What we are doing—what we have already done—is to toughen the sentences for those who assault or harass public servants.
Given the recent tragic circumstances, there has inevitably been a focus on the security of Members and their staff. One aspect that is often overlooked is the fact that it is our staff who are on the frontline in receiving the abusive emails and correspondence, and they take the hostile phone calls. They are private citizens, simply trying to earn a living, put food on the table and pay for their rent or their mortgage, yet they are caught up in this vicious cycle of venom and abuse that is directed towards us. Will my right hon. Friend take this opportunity to acknowledge the fantastic work that our staff do and give them the credit that they so rightly deserve?
I think that my hon. Friend spoke there for the entire House of Commons, because we all know that it is our staff, our caseworkers and our office managers who are so often in the frontline, who have to deal with anger, with intemperate behaviour and with abuse, and they cope with it magnificently. We all know the risks that they run in their daily lives and, indeed, we have seen how some House of Commons staff have paid for their sacrifice even with their lives. I thoroughly echo, support and concur with what my hon. Friend said.

Commons ChamberOn a point of order, Mr Speaker. I am sure that the whole House will join me and you in expressing our deep sorrow over the tragically early death of James Brokenshire and in sending our heartfelt condolences to his wife Cathy and their three children Sophie, Jemma and Ben, who are with us today, for the loss of a beloved husband and father. The many tributes paid to James are a testament to the affection, respect and esteem with which he is remembered and to his skill as an able and effective politician who served his country under three Prime Ministers in some of the most sensitive and demanding positions in government.
I worked closely with James for the first time when I was Mayor of London and he was the hon. Member for Hornchurch and then for Old Bexley and Sidcup. I saw how much he cared for the interests of his constituents, always taking the time to stop and talk to people and listen to what they had to say. He was unflappable, earnest and sincere, and he brought those same down-to-earth qualities into other areas of his life—being photographed baking cakes in his kitchen or starting a Twitter frenzy on the vital question of whether he owned two ovens or four. Once, when challenged by an interviewer to choose between Southend and the south of France, his reply was swift:
“Southend. I’m an Essex boy and proud of my roots.”
He would be delighted to know that his birthplace has now achieved city status in tribute to his friend Sir David Amess, whose campaign he supported.
It was James’s diligence, composure and experience as a lawyer, steeped in the art of negotiating last-minute deals, that proved so valuable to the Government. He held five ministerial jobs, including two in Cabinet as Secretary of State for Northern Ireland and for Housing, Communities and Local Government, and every one of them was fraught with traps for the unwary and opportunities for error. The fact that he improved his reputation in each post shows that we have lost an astute politician of rare ability.
James served with particular distinction in the Home Office as security and immigration Minister, where he was fondly known by civil servants as JB: “Oh good,” they would say, “we’ve got JB on this one.” He often reflected that to work at the Home Office was to be on the receiving end of incessant incoming fire from the media. It usually fell to him to brave the barrage when things got really sticky, so it is no wonder that on his last day officials presented James with an authentic military-grade tin hat.
During that tumultuous period, which I remember well, James helped to keep our country safe. He oversaw the superb security operation that protected the London Olympic and Paralympic games in 2012; he was central to getting rid of Abu Qatada, sending him packing after more than a decade of legal wrangles; and he steered the groundbreaking Modern Slavery Bill through Parliament, giving the police and law enforcement agencies the powers that they need to combat some of the most dangerous and repellent criminals of all. Through all this, he would help individuals in need, and that included taking the time to meet people with direct experience of Government decisions. It was after a conversation with a homeless man in Bristol that he acted to strengthen the rights of tenants and give them a greater sense of security in their homes. We can only imagine how much more good he would have done if he had been given the chance.
James was in the prime of life, with a huge amount still to offer his country, and it was the cruellest of fates that he, a non-smoker, should have been struck down by lung cancer. His tenacious fight showed the depths of his courage and his character. As colleagues will remember, after his first bout with the disease he was back in this House within weeks, serving in Government and helping his constituents. He campaigned for better lung cancer screening, becoming the first Member to secure a debate on this issue in the House. He sought to dispel the stigma and misperceptions surrounding the disease, and when he fell sick again earlier this year, even in the midst of his ordeal he summoned the strength to record a video message encouraging others to seek help and early treatment. Every member of this House willed him then to pull through, but sadly it was not to be.
James was a gentleman politician, and I hope that my right hon. Friend the Member for Maidenhead (Mrs May) will allow me to quote her words:
“Politics and parliament would be the better if there were more people of his calibre involved and politics and parliament are the weaker for his loss.”
I could not agree more. James’s absence will be sorely felt in this House, in the great Departments where he served, and by all the people whose lives he touched.

The passing of 72 hours has done little to numb the shock and sadness we all felt when we heard of the tragic and senseless death of Sir David Amess. This House has lost a steadfast servant, we have lost a dear friend and colleague, and Julia and her children have lost a loving husband and devoted father. Nothing I or anyone else can say will lessen the pain, the grief, the anger they must feel at this darkest of times. We hold them in our hearts today. We mourn with them and we grieve alongside them.
Sir David was taken from us in a contemptible act of violence, striking at the core of what it is to be a Member of this House, and violating the sanctity both of the church in which he was killed and the constituency surgery that is so essential to our representative democracy. But we will not allow the manner of Sir David’s death in any way to detract from his accomplishments as a politician or as a human being. Sir David was a patriot who believed passionately in this country, in its people, in its future. He was also one of the nicest, kindest and most gentle individuals ever to grace these Benches; a man who used his decades of experience to offer friendship and support to new Members of all parties, whose views often confounded expectation and defied easy stereotype, and who believed not just in pointing out what was wrong with society but in getting on and doing something about it.
It was that determination to make this country a better place that inspired his outstanding record on behalf of the vulnerable and the voiceless. The master of the private Member’s Bill and 10-minute rule Bill, he passed legislation on subjects as diverse as animal welfare, fuel poverty and the registration of driving instructors. He was a prodigious campaigner for children with learning disabilities and for women with endometriosis, a condition on which he became an expert after meeting a woman at one of his constituency surgeries.
Behind the famous and irresistible beam lay a seasoned campaigner of verve and grit, whether he was demanding freedom for the people of Iran or courting votes in the Westminster Dog of the Year contest, whether he was battling for Brexit or fighting his way to the front of the parliamentary pancake race. And as every Member of this House will know, and as you have just confirmed, Mr Speaker, he never once witnessed any achievement by any resident of Southend that could not somehow be cited in his bid to secure city status for that distinguished town. Highlights of that bulging folder included: a world record for playing the most triangles at once; a group of stilt-walkers travelling non-stop from the Essex coast to Downing Street; and a visiting foreign dignitary allegedly flouting protocol by saying he liked Southend more than Cleethorpes—a compelling case, Mr Speaker. As it is only a short time since Sir David last put that very case to me in this Chamber, I am happy to announce that Her Majesty has agreed that Southend will be accorded the city status it so clearly deserves. [Hon. Members: “Hear, hear.”]
That Sir David spent almost 40 years in this House but not one day in ministerial office tells everything about where his priorities lay. He was not a man in awe of this Chamber, nor a man who sought patronage or advancement; he simply wanted to serve the people of Essex, first in Basildon and then in Southend. It was in the act of serving his constituents that he was so cruelly killed. In his recent memoir, Sir David called surgeries a part of
“the great British tradition of the people openly meeting their elected politicians”.
Even after the murder of Jo Cox and the savage attacks on the right hon. Member for East Ham (Stephen Timms) and Nigel Jones, he refused to accept that he should be in any way deterred from speaking face to face with his constituents. So when he died, he was doing what he firmly believed was the most important part of any MP’s job: offering help to those in need.
In the awful moments before we knew the full horror of the tragedy, a member of Sir David’s constituency association, her voice breaking with emotion, told an interviewer that
“we need him…the country needs him”—
and we do. This country needs people like Sir David, this House needs people like Sir David, and our politics needs people like Sir David: dedicated, passionate, firm in his beliefs but never anything less than respectful for those who thought differently. Those are the values he brought to a lifetime of public service. There can be few among us more justified than him in his deep faith in the resurrection and the life to come. And while his death leaves a vacuum that will not and can never be filled, we will cherish his memory, we will celebrate his legacy, and we will never allow those who commit acts of evil to triumph over the democracy and the Parliament that Sir David Amess loved so much.

Written StatementsI am making this statement to bring to the House’s attention the following machinery of government change.
Responsibility for driving forward the levelling up agenda and elections and UK governance and devolution policy is being moved to create a new Department for Levelling Up, Housing and Communities. This change will embed levelling up commitments and policy on governance in the United Kingdom and elections within a single Department which already manages relationships with local communities, local government and the housing sector. Bringing these responsibilities together will allow the Secretary of State to embed ever closer working with the territorial offices and lead co-ordination with the devolved Administrations on my behalf.
The new Department will consist of staff previously employed by the Ministry of Housing, Communities and Local Government and staff from the Union and Constitution Group in the Cabinet Office in support of cross-Whitehall efforts aimed at delivering tangible improvements in every part of the UK. A levelling up taskforce has also been established which will report jointly to me and the Secretary of State for Levelling Up, Housing and Communities.

Commons ChamberWith permission, Mr Speaker, I will make a statement about our friendship with Australia and the United States, and the security of the Indo-Pacific.
Yesterday I joined President Biden and Prime Minister Morrison to create a new trilateral defence partnership between our countries known as AUKUS. Australia has, for the first time, taken the momentous decision to acquire a fleet of nuclear-powered submarines, and it has asked for our help in achieving this ambition. I am delighted to tell the House that we have agreed to this request and we shall place the UK’s expertise in this field, amassed over decades, at the assistance of our Australian friends. The first task of AUKUS will be an 18-month trilateral collaboration to determine the best way of delivering advanced nuclear submarines for Australia—emphasising, of course, that they will be powered by nuclear reactors, not armed with nuclear weapons, so the nuclear non-proliferation treaty places no prohibition on that work. The House will understand how Australia’s future possession of that capability will help safeguard the peace and security of the Indo-Pacific.
Nuclear submarines are the capital ships of our age, propelled by an effectively inexhaustible source of energy, allowing them to circumnavigate the world without surfacing, deriving oxygen and fresh water from the sea around them. While on patrol, they keep silent watch over vast expanses of ocean, protecting shipping, gathering intelligence, deterring adversaries, and guarding the trade routes on which our livelihoods depend.
To design, build, operate and then safely decommission a nuclear submarine ranks among the most complex and technically demanding enterprises yet devised. Only six nations possess nuclear-powered submarines, and to help another country join this tiny circle is a decision of the utmost gravity, requiring perhaps the closest relationship of trust that can exist between sovereign states. I hope that I speak for the House when I say that I have no hesitation about trusting Australia, a fellow maritime democracy, joined to us by blood and history, which stood by Britain through two world wars at immense sacrifice.
Today, the UK and Australia defend the same interests, promote the same values and face the same threats: we are as closely aligned in international policy as any two countries in the world. One of the great prizes of this enterprise is that Australia, the UK and the US will become inseparable partners in a project that will last for decades, creating opportunities for still greater defence and industrial co-operation.
The integrated review of foreign and defence policy described Britain’s renewed focus on the Indo-Pacific, a region that is fast becoming the geopolitical centre of the world, and ever more important for British trade and therefore British jobs and British livelihoods. If there were ever any question about what global Britain’s tilt towards the Indo-Pacific would mean in reality, or what capabilities we might offer, this partnership with Australia and the US provides the answer. It amounts to a new pillar of our strategy, demonstrating Britain’s generational commitment to the security of the Indo-Pacific and showing exactly how we can help one of our oldest friends to preserve regional stability. It comes after the UK’s success in becoming a dialogue partner of the Association of Southeast Asian Nations and our application to join the trans-Pacific free trade area.
At the same time, this project will create hundreds of highly skilled jobs across the UK, including in Scotland, the north of England and the midlands, reinforcing our industrial base and our national scientific expertise, exemplified by the British companies participating in this week’s Defence and Security Equipment International event.
A nuclear submarine programme exists within a different realm of engineering from any other marine project, requiring a mastery of disciplines ranging from propulsion to acoustics. In these fields and many others, we will have a new opportunity to strengthen Britain’s position as a science and technology superpower, and by generating economies of scale, this project could reduce the cost of the next generation of nuclear submarines for the Royal Navy, helping us to renew our own capabilities.
While our partnership will begin with nuclear-powered submarines, now that we have created AUKUS, we expect to accelerate the development of other advanced defence systems, including in cyber, artificial intelligence, quantum computing and undersea capabilities. This partnership will open a new chapter in Britain’s friendship with our closest allies, help to safeguard the security of the Indo-Pacific, create jobs at home and reinforce our country’s place at the leading edge of technology. I commend this statement to the House.
I thank the Prime Minister for an advance copy of his statement. The recent events in Afghanistan show us how precarious international stability can be. New challenges can emerge and issues in faraway corners of the globe can quickly turn into threats at home, so Labour welcomes increased co-operation with our allies. Australia and America are two of our closest security partners. Sharing resources and intelligence with them and enhancing capabilities makes them safer, makes Britain safer, and makes the world safer.
The lesson of the past few weeks is that Britain must look after our most important relationships, or our influence and security quickly decline. Labour welcomes this announcement, but may I ask the Prime Minister to outline in a bit more detail what the agreement means in practice? The strategic review identified China as a “systemic competitor”. China’s assertiveness does pose risks to UK interests in a secure Pacific region, in stable trading environments and in democracy and human rights. We need to deal with those risks, defend our values and defend our interests, but the same review also rightly stated that the UK must maintain a commercial relationship with China, and we must work with them on the defining global issues of the day, such as climate change and pandemic preparedness. Without diplomatic strategy and skill, those goals will come into conflict. So what plan does the Prime Minister have to ensure that this new arrangement increases, rather than decreases our ability to influence China?
In order to protect our security and interests, we also need to look after our broader alliances. NATO remains our most important strategic alliance. It is also the most successful, having delivered peace and security in Europe for three quarters of a century. Whatever the merits of an Indo-Pacific tilt, maintaining security in Europe must remain our primary objective. Will the Prime Minister guarantee that the arrangement will not see resources redirected from Europe and the high north to the Pacific? Will he also guarantee that the arrangement will strengthen rather than weaken the NATO alliance, including our indispensable bilateral relationship with France? We are also in the Five Eyes intelligence-sharing arrangements with Canada, New Zealand, Australia and the US, which is vital to our security. Will the Prime Minister assure the House that this new trilateral arrangement will not weaken our intelligence capabilities by producing a two-tier Five Eyes operation?
Finally, the arrangement clearly brings potential economic opportunities for Britain. We need the well-paid, high-skilled jobs that the defence industry provides in every corner of Britain. The Prime Minister said that the project will create hundreds of skilled jobs. Will he give more detail on what he has done to ensure that Britain gets its fair share of any contracts that come out of the arrangements? What will he do to ensure that no region or nation in Britain misses out on any job opportunities that the arrangement may bring?
I thank the right hon. and learned Gentleman for welcoming the statement and AUKUS. I will answer some of the detailed points that he made.
The right hon. and learned Gentleman began by asking whether AUKUS was in any sense adversarial to China and how we will manage the relationship with China. It is important for the House to understand that it is not intended to be adversarial towards any other power; it merely reflects how the close relationship that we have with the United States and Australia, the shared values that we have and the sheer level of trust between us enables us to go to the extraordinary extent of sharing nuclear technology in the way in which we propose. Obviously, we also have a shared interest in promoting democracy, human rights, freedom of navigation and freedom of trade around the world, which are values and perspectives that I hope the whole House will support.
On the right hon. and learned Gentleman’s point about NATO, the House should be in no doubt that the Government’s commitment to NATO is absolutely unshakeable and indeed has been strengthened by the massive commitments that we have made. With the biggest uplift in defence spending since the cold war—£24 billion—2.2% of our GDP now goes on defence spending. He rightly raises the question of our military relationship with France, which, again, is rock-solid. We stand shoulder to shoulder with the French, whether in the Sahel, where we are running a joint operation against terrorists in Mali, or in Estonia, where we have the largest NATO operation.
The right hon. and learned Gentleman asked reasonably about the jobs that this great project will unquestionably produce. What I can say is that there will be an 18-month scoping exercise to establish where the work should go between the three partners, but clearly there are deep pools of expertise throughout the United Kingdom, whether in Derby, Plymouth, Scotland or Barrow. I have no doubt whatever that it will bring hundreds of high-skilled, high-wage jobs of the kind that we want to see, and increasingly are seeing, in our country.
Finally, it is a pleasure to hear the right hon. and learned Gentleman’s change of heart about NATO—I had to say this, Mr Speaker, pain me though it does—after he only recently campaigned to install a Prime Minister who wanted us to withdraw from NATO.
We must work with but stand up to China. This is about a more co-ordinated, long-term strategy in challenging China’s increasing, hostile dominance in the South China sea. But as the Prime Minister says, it is also a reminder of how we must work with alliances and rekindle an appetite to robustly defend international standards, so we cannot gloss over how bruised NATO now feels after the withdrawal from Afghanistan. I hope the Prime Minister would agree that there is an opportunity for Britain to help shape western thinking and reinvigorate international resolve in what we stand for and are willing to defend. Would he agree today that this initiative is in response to the increasing, constant competition that we now face? I hope he now recognises that our peacetime defence budget is no longer adequate, and we will soon need to increase it to 3% of GDP if we are to contain the threats that now we face.
I thank my right hon. Friend very much. The increase that we have seen in our defence spending is unparalleled in modern times. It is the biggest uplift since the cold war—£24 billion. I think everybody can see the value of that and the importance of that, and, by the way, it is enabling us to take part in this historic partnership in the way that we are. On his point about our relationship with China, I just want to be clear with the House. Yes, it is true that this a huge increase in the levels of trust between the US, the UK and Australia—it is a fantastic defence technology partnership that we are building—but from the perspective of our friends and partners around the world, it is not actually revolutionary. We already have been co-operating over, for instance, the Collins class submarines in Australia.
Let me begin by thanking the Prime Minister for advance sight of the statement and for the briefing from the National Security Adviser that was arranged last night.
Over the course of the last number of weeks and months, we have all witnessed on the streets of Kabul the devastating consequences of failure when international co-operation falters. Deepening co-operation and advancing agreements with allies that seek to aid stability and security is an important step, especially if past mistakes are never to be repeated, and I welcome this announcement. In particular, the recognition of the growing cyber-threat in this agreement may be overdue but it is none the less welcome. I would hope that the extent of this co-operation on cyber-security can and will be extended to include our other key allies, especially in Europe.
There are a number of points and questions I would like to raise about how this agreement was reached and what has been agreed. First, can the Prime Minister inform us as to what discussions have been held with other NATO allies in advance of this announcement and what interaction there will be with this initiative? Were these allies informed that this agreement was being progressed at the recent G7 summit in Cornwall?
Secondly, on the nuclear agreements, I understand and welcome the fact that the Australian Prime Minister has firmly ruled out any development of any nuclear weaponry, but in terms of future obligations under nuclear non-proliferation treaties, can the Prime Minister give a cast-iron guarantee that this agreement can never be used as a stepping stone to nuclear weaponry if any future Australian Administration were to change this approach?
Finally, on the broader geopolitical positioning that this agreement signals, a number of military experts, including the US Defence Secretary, have previously stated that the resources of allies on the European continent would be better targeted regionally rather than risk being stretched thinly across the Pacific. With all the focus of this agreement on the Indo-Pacific, what risks are there that vigilant eyes are taken off the threats closer to home, specifically from the Putin regime in Moscow, or indeed matching up the UK and the EU strategic interest in shoring up stability and providing the humanitarian assistance that is needed in parts of Africa?
I thank the right hon. Gentleman for what I think was a broad welcome of this AUKUS agreement. It is historic and it is good for the whole of the United Kingdom. There is no conflict with NATO; NATO members are obviously fully up to speed with what is happening and this in no way affects the NATO relationships, which are absolutely fundamental for our security. There is also no prospect of its breaking the nuclear non-proliferation treaty, as I informed the House earlier, and no risk at all that it will mean that the United Kingdom or any of our allies take our eye off the ball on the threat from the Putin regime or Russia. The House should therefore understand that this is a defence technology agreement that is very sensible given the huge geopolitical weight now to be found in the Indo-Pacific region; the economic growth in that area is phenomenal and the security issues there are very important for our country—such as in the maintenance of trade flows—and that is why it is vital that we take part in this agreement.
My right hon. Friend said yesterday that this partnership has
“the aim of working hand in glove to preserve security and stability in the Indo-Pacific.”
What are the implications of this pact for the stance and response the United Kingdom would take should China attempt to invade Taiwan?
The United Kingdom remains determined to defend international law, and that is the strong advice we would give to our friends across the world and the strong advice we would give to the Government in Beijing.
I warmly welcome this agreement on nuclear technology co-operation with Australia, but what steps are being taken to develop defence partnership and technology agreements with other countries such as India, Japan, South Korea and Singapore, who have a lot to offer in terms of technology that we could gain from for our own defence?
The right hon. Gentleman makes an important point, and we are currently developing partnerships around the world including in the Indo-Pacific region. For instance, we may wish to develop the future combat air system—FCAS—with our Japanese friends.
This par is enormously welcome because it makes us safer in an area of the world where there are particular challenges to our ability to trade, secure our interests and protect our allies. Those who serve on our submarines do mission-critical work, but because they are our silent protectors they are often forgotten. So will my right hon. Friend join me in thanking them because they keep us safe every hour of every day, and will he confirm this is the first step towards further upgrading our presence in the Indo-Pacific?
I pay tribute to our submariners, who have had a particularly difficult time during covid, when the necessity of protecting submarines has been particularly acute. My hon. Friend makes a good point about the further steps we can take now within the context of AUKUS; this is just the beginning of collaboration on defence technology. I have mentioned some of the areas in which we now wish to go further such as cyber, AI and undersea defences; there are many areas now where countries with shared values and a shared belief in democracy will want to take collaboration much further.
As consistent internationalists, Liberal Democrats welcome this enhanced co-operation with our Australian allies, especially because it is for our mutual security. Just because the Prime Minister has failed on past occasions to effectively co-operate internationally does not mean we will not give him credit on occasions like this. But further to his answer to the right hon. Member for North Durham (Mr Jones), in the context of standing up for our national interests against threats from China, Russia or elsewhere will the Prime Minister confirm that the UK is seeking to enhance co-operation with other allies in the Indo-Pacific region such as India, Japan and South Korea, and will he give more detail on that or at least commit to the House to come back with more detail?
What I can tell the House is that, as the right hon. Gentleman knows, the carrier strike group is now in that region, and it has been doing exercises with a total of 40 other countries—friends and partners around the world—from India right the way through to Japan. I am not going to give much more detail now about FCAS, for reasons that I am sure the House will appreciate, but the UK will be developing friendships and partnerships throughout that region, for the very good political, security and economic reasons that I have given the House.
I very much welcome the Prime Minister’s announcement. One of the reasons that some of us have opposed our foreign interventions since 2003 is that we felt they acted as a distraction from many greater dangers around the world, including in Indochina, so this agreement is very welcome. Will the Prime Minister confirm, though, the extent to which jobs and skills in this country will be reinforced, if not enhanced? For example, are the 12 submarines that are presently within the French contract going to be re-bid for?
I do not want to go into the details of the contracts, but the House will understand that what we are doing is seeking, with our American friends and our Australian friends, to help the Royal Australian Navy to acquire the type of nuclear submarines that are appropriate for the current geopolitical situation they find themselves in. I have absolutely no doubt that the skills and expertise that are available in this country—across the whole UK—will be called upon extensively to fulfil that objective.
It is important that we maintain a diplomatic dialogue with China. Without it, solving some of the world’s greatest challenges, such as climate change, will not be achievable. Will the Prime Minister tell the House what is being done to increase our influence with China, and what impact this alliance might have on COP26 negotiations later in the year?
I can tell the hon. Lady that the President-designate of COP, my right hon. Friend the Member for Reading West (Alok Sharma), was in Beijing recently and had very productive conversations with his Chinese counterparts. We are hopeful that China will be able to go even further than its current commitment to get to net zero by 2060. We are hoping that we will see a very productive commitment from China.
I welcome the news of this partnership. Will the Prime Minister look at using it to drive forward closer working with our allies towards a more secure and resilient supply chain for digital technology so that we can be less reliant on countries such as China, which the Government have quite rightly identified as a competitor in this space?
Yes, and the opportunities are boundless. We are building on firm foundations. It is 50 years since the five power defence arrangements, the oldest defence agreement in the Pacific, which colleagues will know involves Malaysia, Singapore, Australia, New Zealand and the UK. There are already structures in that region. AUKUS adds a new structure and a deeply intensified level of co-operation, on a scale that has not been seen before.
I warmly welcome the deepening of our defence and security relationships with our long-standing friends and allies, Australia and the United States, and the bipartisan support for that, not only here but in Australia. At its base, must not this agreement ultimately also be part of the defence not only of our interests but of the rules-based international order, democracy and human rights, and an alliance of democracies? Does the Prime Minister accept that foreign aid soft power is an important component of that too?
Yes, it certainly is. That is why I think the UK can be very proud of the massive commitments that we make—£10 billion this year alone in official development assistance spending. The right hon. Gentleman is absolutely right that this enhanced defence agreement between the UK, Australia and the US is founded on shared values.
Does the Prime Minister agree that this new partnership with Australia, which builds on the recently announced trade deal that will boost jobs and businesses across the country, including the east midlands, shows the huge opportunities available to global Britain as we look beyond our friends and allies in Europe to become a truly global power on the world stage?
Yes, I think is the short answer to that superb question. [Laughter.] I really do not think I could have put it better myself.
The recognition that cyber-warfare is as much a part of modern conflict as troops on the ground is reassuring, but the statement was a bit light on mentions of industrialised weaponised misinformation which has caused so much damage over recent years. What reassurance can the Prime Minister give that cyber-troops based here and in hostile states will be high on the AUKUS agenda?
The Five Eyes partnership is also of huge importance. We share intelligence on a very, very free basis with our Five Eyes friends, but cyber, AI and so on will now be progressed within the AUKUS context as well.
Will the Prime Minister accept the thanks of the House for deepening collaboration with some of our oldest allies and putting flesh on the bones of global Britain? In that vein, will he join me in welcoming to London Mohamed bin Zayed to not only deepen further links, but unleash economic benefits as well as tackling issues such as defence, climate change and regional instability?
Yes. I will indeed be seeing Mohamed bin Zayed very shortly—in fact, just after I leave the House today. I think I am right in saying—my right hon. Friend the Foreign Secretary will correct me—that our relationship with the Gulf States is our single fastest growing market.

Maintaining and strengthening our alliances is now more important than ever. I welcome today’s announcement, but can the Prime Minister answer the question posed by the Leader of the Opposition, my right hon. and learned Friend the Member for Holborn and St Pancras (Keir Starmer), which was how this trilateral agreement sits with our Five Eyes relationships, and whether it will strengthen them and not weaken them?
It sits within the Five Eyes arrangement. The Five Eyes arrangement obviously comprises Canada and New Zealand as well. They, for various reasons, are not part of this very greatly intensified technological partnership. The Five Eyes intelligence-sharing partnership is of absolutely huge value to the security of the western world. It remains one of the pillars of our strategic defence.
In welcoming AUKUS, which is a fantastic opportunity for new jobs and development to come to the north-west of England, does my right hon. Friend agree that it also dovetails nicely with our ambitions towards the comprehensive and progressive agreement for trans-Pacific partnership, and shows our intent towards a stronger presence in our tilt towards the Indo-Pacific?
Yes. The whole Indo-Pacific tilt, of which this is a part, is a recognition of the fact that the CPTPP area my hon. Friend talks about is a £9 trillion trade area in which the UK has an increasing diplomatic and commercial presence.
I welcome the statement. China’s assertiveness in the Indo-Pacific region can be destabilising, particularly in the South China sea. What support will be given to Taiwan at this difficult time?
We vindicate international law. One of the reasons we have sent the carrier strike group to that part of the world is to make that point.
Does the Prime Minister agree that this new partnership is an absolutely golden opportunity for jobs across the country, including at home in the midlands? It not only gives people the opportunity to defend our shared interests and values across the world, but the opportunity of a high-skilled job and the security of a pay packet.
Yes, that is exactly right, and I thank my hon. Friend. The UK leads the world in some of these technologies. The factories, plants, ports and docks that make this stuff are distributed across the United Kingdom. There are opportunities for high-wage, high-skilled jobs that will last a generation and more.
The human rights atrocities against the Uyghur people in China have yet to abate. They continue with such brutality. While co-operation is welcome, how will this new strategy make protecting human rights more possible since escalation of operations can have a chilling impact on diplomacy?
I think it is very important that we continue to engage with our Chinese partners, but to engage very firmly on the points that we care about, whether it is human rights in Hong Kong, democracy in Hong Kong or the treatment of the Uyghurs. The UK, as the hon. Lady knows, has imposed sanctions on those who exploit forced labour in Xinjiang and taken many other steps besides.
For 60 years, we have been manufacturing nuclear submarines and we are a world leader. I can confirm that this is a great Union story, with the supply chain even finding its way to the landlocked Montgomeryshire in the middle of Wales. May I ask the Prime Minister to confirm that, while, of course, the security and the safety of the world is foremost, this will be great for jobs across the United Kingdom?
I can certainly assure my hon. Friend that this will be great for jobs across the United Kingdom, but as I said, there is an 18-month scoping programme to work out exactly how the labour is going to be divvied up.
I have listened very carefully to the Prime Minister’s statement. He mentioned the new well-paid jobs, which we all welcome, and all countries of the UK, but he did not mention Wales. Will he tell me why Wales has been left out of this jobs fest?
All parts of the United Kingdom, including the great Principality of Wales, will—I have no doubt—benefit from this agreement.
I welcome the Prime Minister’s statement. It is right, in an ever-changing geopolitical landscape, that we review and, where possible, strengthen our links with like-minded countries around the world. Will he confirm that this new partnership will help us to continue to protect the rules-based international system in the region? I am thinking particularly of Hong Kong.
What this does is allow the three countries that share very close perspectives on human rights, the rule of law, free trade and international shipping to come together and, above all, to uphold our belief in democracy. We do not wish to be adversarial towards any other global power, but we wish to underscore that we work together to uphold those values, whether in our military co-operation or in technological transfer.
The New Zealand Prime Minister, Jacinda Ardern, has said that Australia’s new nuclear submarine would not be allowed in its waters due to a nuclear-free policy, yet under this great Union, Trident nuclear submarines are forced on Scotland. Indeed, we recently read that senior MOD officials have been looking at where to base its Trident fleet when Scotland becomes independent. Although France and the US were mentioned, will the Prime Minister confirm that they are not looking at the proposal of an “imperial days of empire” solution of creating a British overseas territory in Scotland?
I think most commonsensical people will welcome the arrival of jobs across the whole of the United Kingdom, particularly in Scotland. By the way, the Type 26 frigate programme, which I have seen being built in Govan, is worth £19.5 billion to this country and, like the nuclear submarine programme, will generate jobs for decades and decades to come. It is a great thing for the whole of the UK.
The Prime Minister will know the glorious tourism, hospitality and history offered by Hastings and Rye, but he may not know that we have some fantastic defence manufacturing and vacuum engineering businesses—a sector that I would like to see growing in Hastings and Rye, because we really need to expand those well-paid jobs. Will he promise to consider those sorts of jobs in Hastings and Rye as we move forward under this amazing partnership?
Absolutely. Of course, Hastings and Rye was the last place in which this island suffered a reversal at the hands of the French, but our relations with the French remain very good. My hon. Friend is certainly right about the benefits that this will bring throughout the UK, including, I hope, Hastings and Rye.
I welcome this development in the light of the strategic challenge posed by an increasingly assertive China, but the Prime Minister will be aware of the sensitivities in relation to the timing of the announcement, given the launch of the EU’s Indo-Pacific strategy today. What further reassurance can he provide that the new partnership will not come at the expense of defence co-operation with our European NATO allies?
This is not zero-sum. I have spoken to the House already about the depth of our co-operation with the French—which has a nuclear dimension as well—whether it is in Estonia or in Mali. One of the potential winners from this technological partnership is the French company Talis, which of course has many people working in this country.
I welcome the agreement, which shows the depth of our relationship with one of our oldest and closest allies, but can the Prime Minister confirm that it allows us to expand it into even more areas for the protection of our people and those of our allies?
My hon. Friend is absolutely right. AUKUS is a big, big leap forward in terms of trust—agreeing to share nuclear propulsion systems is a giant step—but what this means now is that we will build on that platform to co-operate on cyber, artificial intelligence and all the other types of technology in respect of which it is vital that we stick together.
We welcome co-operation with our allies for mutual security, and we welcome co-ordinated action in the Indo-Pacific, but today in relation to Hong Kong the Government have failed to uphold their duty under the joint declaration at a time when democratic values have effectively been snuffed out. Because of our special obligations to Hongkongers, if we lead the way by imposing Magnitsky sanctions on those involved in this crackdown, our allies will follow. Will the Prime Minister finally take meaningful action on Hong Kong?
I think most people in this country would consider that a bit bizarre. We have not only stood up for human rights in Hong Kong, but have taken the step of welcoming the British nationals (overseas), 30,000 of whom are coming to this country. We should be very proud of what we are doing to protect and help them, and we will continue to do so.
I warmly welcome this alliance. Does my right hon. Friend agree that it shows that we are successfully delivering the integrated review, and are deepening our foreign policy, defence and security relationships with our global allies?
Yes. I wish to repeat that this makes visible and incarnates the Indo-Pacific tilt that we have been talking about. It is an incredibly important development for our relations in the Indo-Pacific. However, it in no way detracts from our commitment to the north Atlantic area, to the European theatre and to our overall security.
Obviously we have an interest in maintaining a peaceful region in the Indo-Pacific, so I welcome this, but will the Prime Minister make something clear? He has described the agreement as being essentially about technological transfer, not about a major commitment of military assets. Can he guarantee that that is where we are going, and that no overstretch will be involved as a result of this agreement?
Yes, of course, although I remind the House that the carrier strike group is out there expressing British influence—hard power and soft power—8,000 miles away, which is something that very few other countries can do.
I note that our friends from New Zealand have already announced that the new submarines will be banned from their waters, but can I press my right hon. Friend on the opportunities to expand co-operation with India, which is a key strategic partner in the region?
I should stress to the House that what New Zealand has said is its historic position; it has been in that place for 30 years or more. What my hon. Friend says about India is absolutely right. Again, there is a great deal of community of interest and values, and we should pursue that.
I am pleased that the Government recognise the importance of protecting and growing sovereign and allied strategic capability, especially given their recent attempt to hand over domestic nuclear power capability to the Chinese. During the passage of the National Security and Investment Bill and the Telecoms (Security) Bill, Labour called for just such partnerships with countries that share our values to develop key technologies such as 6G. Can the Prime Minister set out how he plans to develop further partnerships, and whether European countries might be included?
Yes, we will continue to pursue that type of partnership with every other country where we think that it can be done without any threat to our critical national infrastructure. I think that is what the House would support.
I am pleased to hear the Prime Minister’s commitment to Welsh workers and that they will be eligible for these opportunities, because workers in Pontypridd have already lost their jobs at BA in Llantrisant and GE in Nantgarw. I urge the Prime Minister to meet the leaders of the devolved nations, because he clearly needs a constitutional lesson. Wales is not a principality; it is a country—a country that has been forgotten by this Westminster Government. Will he commit to meeting them to look at contract opportunities for Welsh workers?
There will be jobs and growth across the whole of the UK as a result of this partnership, but above all as a result of the policies that this Government have been pursuing, which are leading to higher wages and higher skills—a policy that I am afraid the Labour party continually opposes.
I thank the Prime Minister for his statement. He will know that Northern Ireland plays an integral part in the procurement and manufacture of defence products; we have the highest technical and scientific manufacturers. We wish to be part of this move, and I know the Prime Minister wishes Northern Ireland to be part of the United Kingdom of Great Britain and Northern Ireland, better together, but we need to be assured. Will he tell us today in the Chamber that Northern Ireland will play its part?
Of course Northern Ireland will play its part, not least in the shipbuilding strategy that will follow after the spending review. I should have made more of that. I am delighted to say that Harland and Wolff has, as I understand it, just taken on another 1,000 apprentices for the first time in a very long time to get ready for exactly that strategy.
