Commons ChamberWith permission, Mr Speaker, I would like to make a statement on last week’s European Council.
The focus of this Council was migration, and there were also important conclusions on security and defence. The UK made a substantive contribution on both, and our continued co-operation after we have left the EU will be in everyone’s interests, helping to ensure the long-term prosperity and security of the whole continent. The consequences of mass uncontrolled immigration are one of the most serious challenges confronting Europe today. The problem is felt especially acutely by countries on the Mediterranean and the Aegean, which are often where migrants first arrive, but this is a shared challenge, which affects us all. More than anything, the situation is a tragedy for the migrants themselves, thousands of whom have now lost their lives. At the core of all our efforts must be trying to prevent others from doing so.
The UK has long argued for a comprehensive, whole-of-route approach to tackling migration, and the Council agreed actions in each of the three areas that we have championed. First, there will be more work upstream to reduce the number of people who undertake such perilous journeys in the first place. This includes providing more opportunities in the countries where economic migrants are coming from, and helping to ensure that refugees claim asylum in the first safe country that they reach. To support this, the UK will continue to invest for the long term in education, jobs and services, both in countries of origin and transit.
We are also committed to the second tranche of the EU Facility for Refugees in Turkey, provided that we can agree an appropriate mechanism for managing the funds. We made a further commitment at this Council of €15 million to support the EU Trust Fund for Africa. Both are delivering on the UK’s call for more support for countries of transit and origin on the main routes into Europe, which is vital if we are to achieve the solutions we need to mass uncontrolled migration. Alongside our economic development and humanitarian support, we have also been stepping up our communications effort upstream so that more potential migrants understand the grave dangers of the journeys they might undertake and the criminal people smugglers who are waiting to exploit them.
Secondly, there will be more work to distinguish between genuine refugees and illegal economic migrants. This includes exploring the concept of regional disembarkation platforms. It was agreed at the Council that these could be established on a voluntary basis. Key to their success would be operating in full respect of international law and without creating a pull factor for further migration. There is clearly much more work to be done, with the support of the United Nations High Commissioner for Refugees and the International Organisation for Migration, to establish whether such proposals are practically and legally viable, but we do need to be prepared to look again at new solutions, given the gravity and intractability of this challenge.
Thirdly, there will be further efforts to strengthen borders to help to prevent illegal migration. Last week I agreed with Prime Minister Tsipras of Greece that we would work towards a new action plan of UK support for Greek and European efforts, including a further Border Force patrol vessel to work with the Greek coastguard. The UK now has law enforcement officers in 17 EU and African countries as part of our organised immigration crime taskforce. UK and French officers are also working together to build links between counter-trafficking agencies in Nigeria and Niger to strengthen this key border on the central route. I am keen that we should replicate this model with other states.
This is a challenge that faces the whole of our continent. As I said at the Council, we will continue playing our full part in working together with the EU to meet that challenge both now and after we have left, for that is in our national interest and in the interests of Europe as a whole.
The same is true for security and defence, which was why at this Council I made the case for a new security partnership between the UK and the EU after we have left. We have seen over recent weeks and months that Russia and other hostile state and non-state actors are trying to sow disunity, destabilise our democracies and test our resolve. We must work together to adapt our current defences to the new normal, and take responsibility for protecting international norms and institutions. In this context, I thanked our European partners for their solidarity in the wake of the appalling nerve agent attack in Salisbury. The unprecedented co-ordinated expulsion of undeclared Russian intelligence officers demonstrated our unity in response to this kind of disregard for global norms and rules that poses a threat to us all.
At the March Council, we agreed to do more to strengthen our resilience against such threats. Since then, the UK has led work with our European partners to propose a package of measures to step up our strategic communications against online disinformation, strengthen our capabilities against cyber-security threats and further reduce the threat from hostile intelligence activities. This Council agreed measures in all these areas, including an action plan by December that must go even further in co-ordinating our response to the challenge of disinformation.
This effort to adapt our defences to protecting international norms should also enable us to respond robustly to events beyond Europe when they threaten our security interests, so this Council welcomed the agreement reached by my right hon. Friend the Foreign Secretary in The Hague last week, enabling the Organisation for the Prohibition of Chemical Weapons to attribute responsibility for chemical weapons use. The Council reinforced this by agreeing with President Macron and myself in calling for the adoption of a new EU sanctions regime to address the use and proliferation of chemical weapons. The Council also agreed to roll over current sanctions on Russia in the light of its failure to fully implement the Minsk agreements in Ukraine. In the context of online threats from the full range of state and non-state actors, President Macron and I joined together in pushing for further action to tackle illegal online content, especially terrorist content.
Finally, on security, we looked ahead to our NATO summit next week, which will be an important moment to demonstrate western unity. The NATO Secretary-General joined this discussion at the Council, where we agreed that Europe must take greater responsibility for its own security while complementing and reinforcing the activities of NATO. Far too few of our allies are currently meeting the commitment to spend 2% of GDP on defence. At this Council, I urged them to do so, in order that, together, we can meet the full range of targets that challenge our interests. For our own part, we have the biggest defence budget in Europe and the biggest in NATO after the United States. We are investing more than £179 billion on new equipment. That means, among other items, new aircraft carriers and submarines for the Navy, new cutting-edge F-35B aircraft for the RAF, and new Ajax armoured vehicles for the Army. We are leading throughout NATO, whether that is through deployed forces in the Mediterranean, air policing in eastern Europe, or our troops providing an enhanced forward presence in Estonia.
We are operating with our allies to defend our interests all over the world. In April, RAF aircraft took action to degrade the Syrian regime’s chemical weapons capability and deter their future use. Over 1,000 personnel are deployed in the fight against Daesh, and we are the second largest contributor to the coalition air campaign in Iraq and Syria. In Africa, UK troops have built and now operate a hospital in South Sudan supporting the UN mission there. They are training security forces in Nigeria, and our Chinook helicopters are deploying to Mali in support of the French this week. Two Royal Navy vessels are deployed in Asia in support of sanctions enforcement on North Korea, working closely with the US, Japan and others, with another to follow—the first Royal Navy deployments to the Pacific since 2013. Our submarines are silently patrolling the seas, giving us a nuclear deterrent every minute of every hour, as they have done for 50 years. Our modernising defence programme will ensure that our capabilities remain as potent in countering the threats of tomorrow as they are in keeping us safe today. We are the leading military power in Europe, with the capabilities to protect our people, defend our interests and project our values, supporting the global rules-based system—and the Government who I lead will ensure that that is exactly how we remain.
Turning to Brexit, I updated my fellow leaders on the negotiations, and the 27 other member states welcomed the further progress that had been made on the withdrawal agreement. With the exception of the protocol relating to Northern Ireland, we now have agreement or are close to doing so. There remain some real differences between us and the European Commission on Northern Ireland. So, on the protocol on Northern Ireland, I want to be very clear. We have put forward proposals and will produce further proposals so that if a temporary backstop is needed, there will be no hard border between Northern Ireland and the Republic of Ireland. We are absolutely committed to the avoidance of such a border, and we are equally committed to the avoidance of a hard border between Northern Ireland and the rest of the United Kingdom. Northern Ireland is an integral part of our country and we will never accept the imposition of a border within our United Kingdom.
We all agreed that we must now urgently intensify and accelerate the pace of negotiations on our future relationship. I warned EU leaders that I do not think this Parliament will approve the withdrawal agreement in the autumn unless we have clarity about our future relationship alongside it. I will hold a meeting of the Cabinet at Chequers on Friday, and we will publish our White Paper on the future partnership with the EU next week. The EU and its member states will want to consider our proposals seriously. We both need to show flexibility to build the deep relationship after we have left that is in the interests of both our peoples. Our White Paper will set out detailed proposals for a sustainable and close future relationship between the UK and the EU—a partnership that means that the UK will leave the single market and customs union, but a partnership which supports our shared prosperity and security. It will mark an important step in delivering the decision of the British people. I commend this statement to the House.
I thank the Prime Minister for an advance copy of her statement. The statement was nearly 2,000 words, and all the Prime Minister says on Brexit is that we need
“clarity about our future relationship”.
Yes, we do—we have been waiting for over two years for any clarity from this Government.
Let me first address the issue of migration. I hope that the whole House shares my concern about the direction in which those on the hard right seem determined to take Europe’s migration and asylum policy. There was evidence of that only a few weeks ago when the new Italian Interior Minister exploited the plight of 600 migrant refugees on the rescue ship Aquarius to make a callous political point. That incident has made it clear that, more than ever, we need strong leadership across Europe to uphold the right to asylum and treat all migrants with dignity and respect. It is right that EU countries should help migrants rescued in the Mediterranean and also take action to alleviate the burden on Italy and Greece. What commitments or support has the Prime Minister made or offered in that respect?
We understand that the EU plan now is to swiftly explore the idea of processing centres in north Africa. Can the Prime Minister confirm whether any non-European Union countries have indicated that they would sign up to that deal? In the face of a very worrying surge in far-right rhetoric across the EU, I urge the Prime Minister to stand up for humanitarian values and ensure that Britain is on the right side of this debate, ready to stand up to those who try to use the plight and suffering of tens of thousands of people to incite division and hate anywhere across this continent. On the issue of security and challenging disinformation, I look forward to the December action plan and to debating the NATO summit next week.
When it comes to Brexit, this Government have mishandled the negotiations every step of the way. Another summit has gone and another opportunity has been missed. The division and infighting in the Cabinet is having a debilitating effect on this country, and threatens jobs and communities in every part of the UK. I do not envy the Prime Minister as she prepares for her Chequers sleepover. She has many loud and competing voices in her Cabinet—competing not to do the best for this country, but to do the best for themselves. The Prime Minister’s primary duty is not to manage the latest division within her Cabinet, but to negotiate a deal that will safeguard jobs and living standards for decades to come.
We look forward to the much-vaunted third way on customs that the Prime Minister hopes will unite her Cabinet, because the current chaos at the heart of government leaves us facing crucial unanswered questions. First, will UK trade be greater outside a customs union? If the Government believe that it will, can they show us how they reached that conclusion? In recent days, one major business after another has lined up to say that it is vital for Britain to be in a customs union, as have many trade unions. The Government’s published impact assessments show that potential new trade deals come nowhere near replacing the advantages of being in a customs union, leaving every region and every nation worse off. What evidence do this Government have to suggest that rejecting any form of customs union with our biggest trading partner is the best way of protecting jobs here in Britain? Even the NHS is now having to plan for multiple scenarios because there is no clarity from Government.
Secondly, how do the Government intend to prevent a hard border in Ireland if we are not in a customs union? They say they have been working on finding “flexible and imaginative solutions”, so where are those solutions? The people of Northern Ireland deserve honesty.
Thirdly, what will our future relationship with our biggest trading partner look like? The problem is that the Prime Minister is stuck in the middle of two warring factions, but she now needs to pick a side. Does she want—[Interruption.] The question is quite simply: does she want a close trading relationship with the EU, with aligned rights and regulations, or does she believe in the visions of those on her Benches who see Britain’s future as a low-regulated, low-investment tax haven?
Fourthly, will potential options for Britain’s future immigration policy be included in the Brexit White Paper? We know freedom of movement will change when we leave the EU, but we are still no clearer about what will come next. Recent figures show that migration of EU nationals is continuing to fall, with some sectors suffering shortages, including in the national health service.
Finally, is the Prime Minister still confident she can get a deal? At this stage, it is not clear that the Prime Minister can even get a deal with her Cabinet, which is why—after two years—the White Paper is nowhere to be seen. The divisions and open warfare at the highest levels of her Government are holding this country back. Even her own Cabinet members are openly saying a deal cannot be done before the transition period, and they are already saying that the transition period will have to be extended.
The Prime Minister has for too long hidden behind a series of soundbites, including “No deal is better than a bad deal.” No deal is a bad deal and would represent historic failure. The Prime Minister must choose: will she rein in the egos of her Cabinet, or negotiate a deal that works for the people of this country and those worried about their jobs, their future and their communities?
First, the right hon. Gentleman talked about the issues raised in relation to migration. As I said, uncontrolled migration and the numbers of people we have seen attempting to come to Europe, some of whom have lost their lives in that attempt, do pose a serious challenge to Europe, and we have been working with our European colleagues to be able to address these issues.
The right hon. Gentleman talked about the right to claim asylum. In 2016, when I went to the United Nations, I set out the three principles that we believe underlie these issues: first, that people should claim asylum in the first safe country that they come to; secondly, that it should be possible to differentiate better between economic migrants and refugees, which I think will enable more support to be available for refugees; and thirdly, that countries have a right to be able to defend their borders, but they must also accept returns of those individuals who have gone illegally elsewhere and should be returned to those countries.
The right hon. Gentleman asked about the alleviation of the burden on Italy and Greece. We have been working for some time now with both Italy and Greece in a number of ways to alleviate the burden on them. In particular, we have had Border Force staff working in Greece to help in terms of the processes there for claiming asylum and identifying refugees and others. We have been working similarly in Italy, but also working, as I indicated in my statement in relation to the organised immigration crime taskforce, to ensure that we are identifying the people smugglers who are the people behind the misery that so many individual migrants find themselves subjected to.
These people smugglers have no care for the humanity—for the lives—of the people that they are dealing with; they are quite happy to put them into boats that they know will sink and send them off from the Libyan coast. That is why we have been part of the search and rescue operation in the Mediterranean and, as I say, we are working to identify those smuggling groups. As I said in my statement, I agreed with Prime Minister Tsipras that we are going to work towards further action—a new action plan of UK support for Greek and European efforts—and that will include a further Border Force patrol vessel, which will be working with the Greek coastguard.
The right hon. Gentleman then came on to reference the issue of Brexit. He talked about the issue of whether or not there had been progress on Brexit. I have to say that, at virtually every stage, Labour Members have said that there was no progress on Brexit; at every stage, we have delivered. They said we would not deliver article 50 —we did. They said we would not, but I laid out our plans at Lancaster House, at Florence, at Munich and in the Mansion House speech. We got agreement on phase 1 in December, and we got agreement in March to an implementation period. We are on schedule. The question is: why does the Labour party spend all its time trying to frustrate Brexit and stop the vote of the British people?
The right hon. Gentleman asked about trade. Yes, we do want to ensure that we continue to have a good trading relationship with the European Union, but we also want to ensure that we have an independent trade policy that allows us to get good trade deals with the rest of the world. That will be for the prosperity and benefit of people and jobs here in this country.
The right hon. Gentleman talks about the national health service. Well, months ago Labour were complaining that the national health service was not preparing for a no deal, and now they are complaining that it is. Labour really need to get themselves straight on what they are talking about. When it comes to getting a position straight, the right hon. Gentleman wanted to trigger article 50 the day after the referendum, but now he refuses to rule out a second referendum. It is not just a question of who in the Labour party agrees with who else; the right hon. Gentleman cannot even agree with himself on his Brexit policy.
Finally, the right hon. Gentleman said that I should pick a side. I am very clear: I have picked the side of the British people, and they will be the ones I deliver for.
Will the Prime Minister table urgently a full free trade agreement, covering both goods and services, and ask the EU whether they want that or no deal? Either way, we must take back control of our laws, our money and our borders.
We will be taking back the control that my right hon. Friend sets out; that is what people voted for in the referendum, and that is what we will deliver. We will be setting out, in greater detail than we have done so far, our proposals for that trade agreement with the European Union, making very clear to it the options that now lie on the table.
I thank the Prime Minister for advance sight of her statement. How embarrassing it must have been for her last week in Brussels, when the most oft-heard words were, “Time is running out.” We learnt that this year the Brexit Secretary has spent only four hours in talks with Michel Barnier. The EU’s chief negotiator has warned that
“huge and serious divergence remains, in particular on Ireland and Northern Ireland.”
The UK is inching ever closer to a cliff edge, but the Prime Minister cannot even negotiate with her own Cabinet, let alone—[Interruption.] I hear the guffawing and laughter coming from the Conservative Benches, including from the Prime Minister. They should reflect on the fact that this is about the jobs and security of our people; they deserve to have these important matters taken seriously, not treated like a Punch and Judy show by the Conservatives.
In a worrying development, EU officials yesterday warned that the deal might not be ready until December at the earliest. The Irish Prime Minister summed up the situation perfectly when he said:
“I think it would have been helpful to have that white paper two years ago. You would have thought they’d have had that before people voted.”
To go to a European Council meeting with nothing to negotiate on and then to come back and hold a Cabinet summit beggars belief. Talk about putting the cart before the horse. On Friday, the Prime Minister will face her Cabinet. Goodness knows where she will be with Brexit this time next week. More than two years on from the Brexit vote, we are no clearer on what the Government want—two years wasted, with no vision and no plan. The result is that jobs and investment are at risk from lack of a coherent plan. Where is the leadership? Where is the recognition of the responsibility that the Prime Minister has to protect jobs? Mr Speaker, you could not make this up. No wonder businesses, communities and the devolved Administrations are speaking out.
Can the Prime Minister tell the House whether December is her new deal deadline for negotiations? Does she think it is right that NHS England is preparing for no deal and working to secure medicine and equipment because she cannot give simple reassurances? To protect the NHS and to protect jobs and investment, will she commit now to keeping the United Kingdom in the single market and in the customs union to protect our communities?
I set out clearly the progress made in our talks since we triggered article 50. The right hon. Gentleman says it is wrong for the national health service to prepare for no deal. Actually, it is right that contingency arrangements are being put in place across the Government, because the negotiations have not yet been completed. The European Union itself—we agreed with this—is looking to the October deadline. As I said in my statement—if he noticed that paragraph in my statement—I believe it is right that, when this House looks at the details of the withdrawal agreement, it should have sufficient detail about our future relationship with the European Union to be able to make that decision. Finally, he talks about role of the United Kingdom and the importance of jobs in the future. I say very simply to him—I have said it before, but I will continue to repeat it—that if he is interested in jobs in Scotland then he should make sure that Scotland stays in the United Kingdom.
First, I congratulate my right hon. Friend on Royal Assent being granted to the European Union (Withdrawal) Act 2018, which repeals the European Communities Act 1972 in line with the wishes of the voters in the referendum. This repeal, as my right hon. Friend knows, means no freedom of movement, no customs union, no single market and no European Court of Justice. It is a sovereign Act returning to this country self-government and is the law of the land. There are, however, some disturbing reports in parts of the press that the Government may have in mind proposals for some form of legal re-entry into a form European unity of some description—for example, in the context of the European economic area. This is preposterous, and I simply ask my right hon. Friend to dismiss those reports, as they are completely unfounded and would undermine trust in our democracy if they were true.
In relation to the point my hon. Friend makes about the EEA, I have been clear from the start that that is one of the things the European Commission suggested was on the table. The EEA is not right, because it would not deliver—particularly in the form the European Commission proposed it—on the vote of the referendum and the vote of the British people.
Since the Prime Minister has now wisely accepted that we would be willing to respect the remit of the European Court of Justice when it comes to co-operation on security and EU agencies, will she please explain to the House why she is so opposed in principle to doing the same when it comes to participation in the internal market and the customs union?
I set out in my Mansion House speech that if we are a member of an EU agency that is governed by the European Court of Justice and we continue to have a role in it, that of course has implications for the actions of that agency. That is different from the jurisdiction of the European Court of Justice, which will be ended in the United Kingdom.
People are fed up with not just Brexit but fudge, so on Friday the Cabinet must agree and settle its policy on Brexit. May I assure the Prime Minister that if the agreement meets the needs of British business she will command support not just across the Government Benches but across the country at large?
I thank my right hon. Friend for her comments and I assure her that that is exactly what the Cabinet intends to do on Friday.
In managing the internal debate on Brexit in the Government, they have developed a very flexible, elastic approach to the idea of collective Cabinet responsibility, even more than in the Government the Prime Minister and I were a part of. What are the red lines that Ministers cannot now cross for fear of being dismissed for disloyalty?
That is a very interesting contribution from the right hon. Gentleman. I seem to remember when we were in the coalition Government one or two occasions when I woke up as Home Secretary to discover statements he had made from his position, which certainly did not reflect Cabinet collective responsibility.
Will Brexit be recognisable as Brexit?
There has been much jocularity around the term “Brexit means Brexit,” but it does mean Brexit. People want to ensure that we take back control of our borders and our laws, and that we no longer continue to send vast sums of money to the European Union each year. We will be coming out of the common agricultural policy and the common fisheries policy, but we will be ensuring that we are able to trade with the European Union and set an independent trade policy that enables us to negotiate good trade deals around the rest of the world.
This weekend, the Prime Minister criticised the Commission’s approach to security, and I think the Commission is being too rigid, but I have to say to her that her red lines—that she just reaffirmed—on the European Court of Justice and on the charter of fundamental rights are also causing huge problems in getting a security deal. Frankly, from the outside, it look as though no one is listening to the police. Will she now accept that we are running out of time, and will she confirm that she will not stick with those red lines if they get in the way of a security partnership?
I set out our ambition on a security partnership in my Munich speech and negotiations have been started with the European Union on this particular issue. What I want to see in the security partnership for the future is our ability to maintain operational capabilities. That is not something that is being put in jeopardy by the position that the Government are taking on the European Court of Justice. We are working and will work to ensure that those operational capabilities are maintained in the future.
In recognising that this deal will probably not be completed until the very last minute, as we have seen in previous deals, I urge my right hon. Friend not to be too specific in the White Paper and to keep the negotiating hand that she will need in those negotiations, ever mindful of the fact that this country has been incredibly successful in attracting inward investment, because this has been the place to invest. I urge her to have that in her mind for the long-term future of the country.
I thank my right hon. Friend. He may recall that right at the beginning of this process I said that we would not be giving a running commentary on negotiations. It is absolutely right that in a negotiation, there are certain aspects on which it is necessary to ensure that we have flexibility. On his second point, he is absolutely right: we continue to see international companies investing in and creating new jobs in this country. That is because this is a great place to do business and it will continue to be so.
To lose one unworkable customs variant may be regarded as misfortune, but to lose both looks like carelessness. Would it not be far simpler if the Prime Minister just admitted that it is impossible to avoid a hard border in Ireland unless we are in the single market and the customs union?
No, I will not accept that, because it is not the case. We can do it, and we can do it in a variety of ways, but we remain committed to no hard border between Northern Ireland and Ireland.
It is very clear that a no-deal Brexit would carry a high risk, both for our economy and our security, so I urge my right hon. Friend to continue to listen to British businesses and other stakeholders and to continue fighting for practical and pragmatic solutions that safeguard jobs and security.
We have indeed been listening to British business. We have also listened to European businesses that are investing here in the United Kingdom. I want to see a good Brexit deal, which not only ensures that we maintain prosperity and jobs here in the UK, but gives us the freedom to be able to extend those trade deals around the world in our interests, and not in the interests of Brussels, as has been the case in the past.
If we are to be legally bound by the withdrawal agreement on the £35 billion to £40 billion and other issues such as the backstop on Northern Ireland, surely we need something more than clarity about our future relationship alongside it. Surely we need the same level of legal certainty, as with the withdrawal agreement before this Parliament voted the money through.
The right hon. Gentleman raises an important point. We have always seen our agreement on the future relationship and the withdrawal agreement running alongside each other. That is why I am clear, as is the Secretary of State for Exiting the European Union, that when the House considers the withdrawal agreement, it will need to have sufficient detail about the future relationship to be able to judge that. We see the withdrawal agreement and the future relationship as linked. The EU itself has said that nothing is agreed until everything is agreed.
Will my right hon. Friend confirm that at the end of the implementation period the United Kingdom will leave the customs union and will no longer be subject to the common external tariff?
We are going to be leaving the customs union. We have, of course, as my hon. Friend will be well aware, set out the alternative proposal for a backstop in relation to the situation in Northern Ireland and Ireland which would come into play were there any delay in putting our future customs relationship into full operation and into place. I am clear that we should be doing everything we can to ensure that at the end of December 2020 our future relationship, including our future customs relationship, is in place such that the backstop is not necessary.
How likely is it that our customs arrangements will not be in place by the end of the transition period?
As I just said, we are working to ensure that they can and will be in place.
Rather than listening to arbitrary red lines, set down, as we have just heard, by Members such as those for North East Somerset (Mr Rees-Mogg) and for Wokingham (John Redwood), will the Prime Minister do what Conservative Prime Ministers over the ages have done and find a pragmatic, sensible and flexible Brexit that delivers on the referendum result of two years ago, which we have done through the European Union (Withdrawal) Act 2018, while protecting business, jobs, the economy and entrepreneurs? If we do otherwise we will not be thanked for the mess we end up in.
I and the whole Government are working for a Brexit arrangement and deal that will ensure prosperity for our economy into the future and a Brexit deal behind which the whole country can unite.
Are there any circumstances in which the Prime Minister would support the extension of either the article 50 period or the transition period?
On a different subject, will the Prime Minister accept that, while she has secured the future of the nuclear deterrent submarines, and while she has invested, rightly and heavily, in intelligence, security and cyber, if a black hole is found in the conventional defence budget, we will need to fill it, if we are to fulfil the ambitious programme she set out in her statement?
As my right hon. Friend knows, and as I referred to in my statement, we are committed to spending 2% of GDP on defence, but we are also committed to increasing the amount we spend on defence by 0.5% above inflation every year, which I did not refer to in my statement. Then there is the £179 billion we will be spending on equipment. The whole point of the modernising defence programme is to look at the defence of the future and the threats we now face, and to make sure that we have the capabilities to meet those threats.
On Northern Ireland, the Prime Minister said: “I want to be very clear. We have put forward proposals and will produce further proposals”. Could she be a little clearer now and tell the House what those further proposals are?
We will publish next week a White Paper with details about the proposals for our future relationship, and that will include matters relating to customs and Northern Ireland.
Michel Barnier tells us that we should not cherry-pick, yet we import 850,000 cars from Germany every year, we drink more champagne than the French and we import a lot of cherries from Spain. We will want to continue to do that post-Brexit. Does my right hon. Friend believe as I do that it is in the interests of the EU, where a lot of countries have high unemployment, to do a trade deal with the UK?
It is absolutely in the interests of the other countries in the European Union, which will be remaining in the European Union, to do that trade deal with the UK. I have always said that I think a good deal for us would be a good deal for them.
As the hon. Member for Ribble Valley (Mr Evans) has just referred to cherries, it seems timely for me to call Joanna Cherry.
Thank you, Mr Speaker. This is, from my point of view, one occasion on which cherry-picking is in order.
We are advised that the EU27 are so united in their approach to Brexit that they spent only 10 minutes discussing it last week. Can the Prime Minister give us an estimate of how long she thinks the members of her Cabinet will spend discussing matters next Friday at Chequers before they reach agreement on Brexit?
The Cabinet will meet, and the Cabinet will reach an agreement on this important matter, which is in our national interest.
Does my right hon. Friend believe that Chancellor Merkel, with the benefit of hindsight, now regrets her decision in 2015 to open the European Union’s borders unilaterally to uncontrolled mass migration?
In fact, the majority of the time at the Council was spent discussing migration. It is important, because this is an issue that affects the whole of Europe. We have seen movements coming into Europe before the date to which my hon. Friend has referred, and, indeed, after it. We now need to ensure that we are taking some of the steps that the UK encouraged the EU to take at an earlier stage in relation to, for example, further action upstream. That is, I think, the best way in which to ensure that we do not see people in the hands of people-smugglers, making perilous journeys and risking their lives.
The Jaguar plant in Erdington is a jewel in the crown of manufacturing excellence that is the 800,000-strong automotive industry. There is grave and growing concern in the plants and among the companies about the potential of a hard Brexit, which would be catastrophic for a world-leading industry. Would the Prime Minister be prepared to meet Members of Parliament across parties to hear the concerns being expressed about the future of our vital automotive industry?
I do meet Members of Parliament and hear their concerns on a regular basis, and I am happy to do that. However, I also hear from the automotive industry directly, because I sit round the table with businesses and hear their views on this particular issue. We are delivering on Brexit for the British people, and I want to do so in a way that ensures that we have a good trading relationship with Europe, which is important to sectors such as the automotive industry.
There are 650 different opinions on Brexit in the House, but the only opinion, and the only office with any authority and a mandate to deliver for all our constituents, is that those of the Prime Minister. Does she agree that it is time for all of us to get behind her position, and give all our constituents the best possible chance of prosperity and a future with our European neighbours?
I think that the overwhelming view of the British public is that they took a vote, they want the Government to deliver on it, and they want us to get on with delivering on it. That is exactly what we are doing.
Section 10 of the European Union (Withdrawal) Act 2018 very clearly makes it unlawful for Ministers to do anything that would lead to any form of physical customs border on the island of Ireland. The Solicitor General has confirmed that to exit with no deal and to trade under World Trade Organisation rules would necessitate such a border. Will the Prime Minister therefore specifically confirm the following? She has said that no deal would be better than a bad deal, but no deal would actually be unlawful under the Act.
I have to say to the hon. Gentleman that his interpretation is not correct. In a no-deal situation, it will of course be up to the United Kingdom to determine what it does in relation to the border in Northern Ireland.
As we get closer to setting out our priorities for future trade relationships with our European partners, we have reasonably heard more from business, including the fact that modern integrated supply chains call for those relationships to be as frictionless as possible. That is certainly a message that the Business, Energy and Industrial Strategy Committee has heard, not just in relation to the automotive industry but in relation to pharmaceuticals, food and drink, and aerospace. Does the Prime Minister agree that in this matter, business has been consistent?
Certainly it is the case that business has been expressing its views to Government and elsewhere on these matters for some time, but we should recognise that there are businesses around the UK that have integrated supply chains with countries in the EU, businesses that will be exporting to the EU without those integrated supply chains, and businesses that will be exporting to the rest of the world and who want to see us negotiating trade deals around the rest of the world. We are looking for a deal and deals in future trade that are in the best of the interests of the UK, and that includes business and jobs here.
Jobs at risk, scientific research threatened, and now people may not be able to receive the vital medicines they need when they are needed: Brexit is an unfolding disaster. Did the Prime Minister bring back any answers to these essential questions?
Of course it is right that, as I said earlier, across Government preparations are being made for every contingency, which includes the possibility of no deal being reached with the EU. The hon. Lady talks about issues relating to jobs: we are continuing to see new jobs being created in this country by firms that are investing here and looking ahead to a bright future for Britain and for our economy.
After a very good lunch with my right hon. Friend, I asked her whether leaving the EU meant leaving, no ifs, no buts; she gave me that assurance. Will she very kindly give some of my constituents who are concerned at the direction of travel the assurance that we are indeed going to leave the EU and not remain in any way a vassal state?
We will be leaving the EU; I want my hon. Friend and his constituents to be very clear that we will be leaving the EU on 29 March 2019. As we do that, we are negotiating a future relationship with the member states that will remain in the EU, which will continue to ensure jobs and prosperity here in the UK but also enable us to increase jobs and prosperity as a result of the trade deals we will be free to make as an independent trade country with countries around the rest of the world.
The Prime Minister mentioned regional disembarkation platforms, but what will she do specifically to increase capacity for refugees to be processed closer to conflicts and increase the number of refugees eligible for resettlement, thereby creating safe and legal routes for people fleeing war and persecution?
We have already taken steps in the work we do to resettle Syrian refugees here in the UK. We work with the UNHCR and the International Organisation for Migration in region to ensure the conditions are met and we can process those claims and cases as well as possible.
The hon. Lady mentioned the regional disembarkation centres and platforms that have been talked about. The precise point of those, which is why the discussions are taking place with the UNHCR and the IOM, is to ensure that people can be prevented from making the dangerous journeys across the Mediterranean that lead to loss of lives, and that proper circumstances can be set up in which their situation can be assessed. That is why we must look at the practicality and legal viability of this, but it is important that we work with the IOM and UNHCR in doing so.
I speak to constituents who voted leave and constituents who voted remain, and they are pretty much all of the same opinion: that this Government and this House as a whole should work towards delivering on the will of the people. Will my right hon. Friend reassure me of the Government’s willingness to accelerate these negotiations, and say more about the response from the EU Commission and the EU leaders in that regard?
We stand absolutely ready to accelerate those negotiations, and of course the EU at its Council meeting last week also agreed it was necessary to accelerate them. It takes two sides to do this: we are ready; they should be, too.
According to the Society of Motor Manufacturers and Traders, investment in new models, equipment and facilities in the UK was just £347 million in the first half of the year compared with £647 million in the same period of 2017, and that is on top of foreign direct investment plummeting by 90% since 2016. This is not “Project Fear”; it is happening right here, right now, to our jobs and to our economy. Does the Prime Minister not recognise that if she were to commit to the European economic area, she would stop the rot?
If the hon. Gentleman looks at foreign direct investment in the United Kingdom, he will see that we remain the No. 1 destination for FDI in Europe.
Will the Prime Minister confirm that she believes that we can reach a deep and special partnership with the European Union that safeguards and improves our economic prosperity up and down the country and in Redditch?
I am happy to give my hon. Friend that assurance. We are looking not just to reach that deep and special partnership but to ensure as we do so—through other steps that the Government are taking, such as our modern industrial strategy—that we are a country that works for everyone and that the advantages and benefits of our future trade relationships are felt up and down the country, including in Redditch.
Children are increasingly the victims of cross-border crime, cyber-crime and trafficking, and our ability to ensure that we protect them and bring criminals to justice depends on our relations with other European criminal justice agencies. Will the Prime Minister guarantee that children will remain her first priority in the deal that she negotiates on security, if necessary by accepting the continued jurisdiction of the European Court of Justice, at least for a time, to ensure that those criminal justice instruments can continue to protect children?
We are looking to maintain our operational capabilities, and the hon. Lady is right to say that there will be many cases involving the protection of children. We are taking many steps, not just with the EU. I referred in my statement to the steps we have been taking with France, with President Macron, in relation to online abuse and particularly to terrorist content. We have also been working on the wider issue of the inappropriate use of materials online. We will continue to ensure that we are working towards having those operational capabilities, so that we can do as the hon. Lady asks and continue to protect children and others from criminal activity across borders.
The terrorist threat to the UK and across Europe is becoming more complex and is evolving quickly. Does the Prime Minister agree that it is in the UK’s national interest and in the interest of the European Union to come to an agreement quickly on shared security arrangements as we prepare to leave the European Union?
My hon. Friend is absolutely right. The focus in these questions is usually on our future economic partnership, but the security partnership is equally important. As he suggests, that covers not only terrorist activity across borders but the activity of organised crime gangs and others, as well as online activity, as I have just said. We are confident that we will be able to reach a partnership on our security relationships because that is in the operational interests of all the EU27 states as well as of the UK.
Over the past weeks, Airbus, BMW and Siemens have echoed the warning of the trade unions that the Government’s Brexit strategy is putting thousands of jobs at risk. Will the Prime Minister listen to business and to the trade unions, and commit to keeping the UK in a customs union?
I have said on many occasions that we will be leaving the customs union, but we will of course be putting in place customs arrangements with the European Union that will match the ambition of our trade relationship in the future.
My constituents were very clear on what they were voting for in 2016, and that would not be delivered by a Norway-style agreement. Can the Prime Minister guarantee that, whatever our future arrangement with the EU is, it will not circumscribe our ability to strike free trade deals or to end free movement?
As my hon. Friend makes absolutely clear, the future relationship must enable us to strike those trade deals and have an independent trade policy, and also to bring an end to free movement.
The squabbling, back-stabbing and leadership positioning in the Prime Minister’s Cabinet is marching us towards a no deal Brexit. Will she and the Leader of the Opposition accept that the only way of getting us out of this mess is, as advocated by the British Medical Association and members of the Unite union, to provide the people with a final say on the deal and a chance to exit from Brexit?
The right hon. Gentleman might not have noticed, but at the last general election, around 80% of people voted for parties that supported our leaving the European Union.
The press speculation today is that the Prime Minister is in receipt of senior civil service advice that the European Union will not accept a bespoke deal. For any deal to be better than no deal, will the Prime Minister confirm that it needs to be a bespoke arrangement to suit the special needs of the fifth-largest economy in the world? Will she also confirm that we will not be forced to take an off-the-shelf option, such as the Norwegian model, and that the Department for Exiting the European Union and the Department for International Trade have been working their socks off to ensure that we get the bespoke arrangement that our country needs?
I can give my hon. Friend that assurance. In fact, looking at the operation of the European Union in terms of its trade negotiations and the economic partnerships that it forms with a variety of countries around the world, each of those is a bespoke arrangement, and it is right that the UK’s deal will be a bespoke arrangement. We are ambitious as to what that can contain, and I look forward to receiving the same degree of ambition from the European Union.
The Prime Minister referred to the discussions with NATO’s Secretary-General, which are welcome, and mentioned Russia’s failure to implement the Minsk agreement and the extension of EU sanctions against Russia. Was any concern expressed about what President Trump might do in his bilateral meeting with President Putin and about the danger of him selling out Ukraine and therefore European interests?
We discussed the importance of transatlantic unity and the importance of NATO’s role and of ensuring, as I pointed out, that other European Union members in NATO step up and deliver their commitment to spend 2% of GDP on defence. The focus of our discussions was transatlantic unity and the continued operation of NATO as the bedrock of our defence and security in Europe.
Does my right hon. Friend agree that our holistic approach of predominately focusing our aid in the region means that we maximise the number of refugees that we help while minimising the number of perilous journeys undertaken? Is she encouraging other European leaders to follow suit?
My hon. Friend is absolutely right. At the beginning of the situation in Syria, the UK took a view that it was right to help people in region through our aid budget to help far more people there, and that is exactly what we have done. It also means that people are not encouraged to make dangerous journeys across the Mediterranean at the hands of people smugglers. Our position is absolutely right, and I have encouraged others to do the same.
Does the Prime Minister believe that frictionless trade and regulatory alignment are a particular concern of the fashionable metropolitan elite or a priority for manufacturing across the nation?
As we look for our future trading relationship, I have been clear that what the hon. Lady and I have referred to as “as frictionless trade as possible” is one of our objectives in the negotiations.
Is it not the case that the British Government would find themselves in an extremely weak and vulnerable position if they sought to negotiate the detail of our future relationship when outside the EU?
As I made clear earlier, we should be negotiating for sufficient detail of our future relationship, such that that will be clear at the point at which we are asking for agreement on the withdrawal agreement and before we leave the European Union.
At the weekend, Simon Stevens said that the NHS is now planning explicitly for a no deal Brexit scenario so that vital medical supplies can still get through. Will the Prime Minister explain how much that is costing the NHS and whether the money is coming out of the budget for treating patients?
It is entirely right and proper that, like every organisation, the NHS considers what future contingencies should be. The NHS is no different from any other organisation.
In this brave new world, does the Prime Minister expect us to remain a member of the European agency Europol?
As I have said in today’s statement and previously, we are looking to negotiate a security partnership that enables us to maintain operational capabilities. I have previously cited Europol as one of the agencies of which we may wish to be a member. We are a significant contributor to Europol, and I think it is in the interest of the EU27 that we are able to continue to have a relationship with Europol in the future.
Does the Prime Minister accept that future UK immigration policy will have to form part of the overall negotiations on the future UK-EU relationship? Will we finally see a decent outline of her immigration proposals in next week’s White Paper?
One of the things people voted for when they voted to leave the European Union was to bring an end to free movement, and that will be the case. The hon. Gentleman may be aware that the Migration Advisory Committee has been asked to advise the Home Office on the question of the contribution made to our economy by workers from within the European Union, and it will be reporting on that later this year.
The Prime Minister has recognised that, in the national interest, we will need to continue to recognise the jurisdiction of the European Court of Justice in a number of areas after the end of the implementation period at the end of 2020. Does she agree that data privacy regulation is one of those areas—she has acknowledged the importance of that—and that Europol is another? Will she set out some of the other areas in which we will need to continue to recognise that jurisdiction?
As the right hon. Gentleman knows, I indicated in my Mansion House speech and subsequently that what he says may pertain in future where we continue to remain a member of a European Union agency, but the arrangements for that membership, that partnership, that association would still have to be negotiated.
Like Northern Ireland, Gibraltar is an integral part of our country. Can the Prime Minister update the House on what progress has been made in negotiations on the Gibraltarian border?
Negotiations have been taking place on Gibraltar, and we maintain our steadfast support for the people of Gibraltar. We have been clear that Gibraltar is covered by our exit negotiations. We are committed to fully involving Gibraltar as we exit the EU, and we have been involving the Government of Gibraltar in these matters. We are looking for a deal that works for the whole UK family, and it must work for Gibraltar, too. We support the territorial scope of the draft withdrawal agreement, which explicitly includes Gibraltar.
I thank the Prime Minister for standing firm. This morning, in the local press back home, the EU Agriculture Commissioner, Phil Hogan, stated that the Republic of Ireland is preparing for a no deal Brexit. The Republic of Ireland has notified 70 stakeholders to ready themselves for just that. We would like an accommodation with the EU, but does the EU really want an agreement, or should we prepare for a no deal Brexit?
It is right that everyone should make contingency arrangements for all eventualities. That is what the Government are doing here, and it is what others will be doing, too. We are working to get that deal. As I said in response to my hon. Friend the Member for Ribble Valley (Mr Evans), I believe a deal that is good for the UK will be a deal that is good for the EU27, and we continue to work on that basis.

Written StatementsThe Government agreed with the Intelligence and Security Committee of Parliament (ISC) in December 2013 that it would inquire into the themes and issues identified in Sir Peter Gibson’s detainee inquiry report, take further evidence and produce a report. The ISC has now concluded its work and its report on detainee mistreatment and rendition issues has today been laid in Parliament. It is in two parts: the first on the period 2001 to 2010; the second on current issues.
The Government welcome the publication of the ISC’s reports. It is important to begin by noting the context in which the Government, including the security and intelligence agencies and armed forces, was working in the immediate aftermath of 11 September 2001 and the deployments of armed forces personnel to Iraq and Afghanistan. The UK responded, alongside its international partners, to the tragic events of 9/11 with the aim of doing everything possible to prevent further loss of innocent life, both here and overseas. In Iraq and Afghanistan, the priority again was preventing loss of life.
With the benefit of hindsight, it is clear that UK personnel were working within a new and challenging operating environment for which, in some cases, they were not prepared. It took too long to recognise that guidance and training for staff was inadequate, and too long to understand fully and take appropriate action on the risks arising from our engagement with international partners on detainee issues. The agencies responded to what they thought were isolated allegations and incidents of mistreatment, but the ISC concludes that they should have realised the extent to which others were using unacceptable practices as part of a systematic programme. The agencies acknowledge that they did not fully understand this quickly enough and they regret not doing so.
UK personnel are bound by applicable principles of domestic and international law. The Government do not participate in, solicit, encourage or condone the use of torture or cruel, inhuman or degrading treatment (CIDT) for any purpose. The ISC has noted, in the context of its historical report, a number of cases where intelligence and armed forces personnel are alleged to have threatened individuals in foreign detention. Such alleged behaviour is clearly unacceptable and the ISC’s current issues report recognises that improvements have been made to operational processes, fostering a greater awareness of risks and establishing enhanced oversight in relation to detainee issues.
Since 2010, UK intelligence and armed forces personnel have operated under the published consolidated guidance. It provides direction for UK personnel and governs their interaction with detainees held by others overseas and the handling of intelligence derived from them. As the ISC acknowledges, very few countries in the world have attempted to set out their approach to these matters, and let themselves be held accountable in this manner, and it is to the security and intelligence agencies’ and Ministry of Defence’s credit that they have embedded these procedures and ensure that their personnel follow them carefully when dealing with detainees held by others. It is coupled with a world-leading independent oversight regime, underpinned by the Justice and Security Act 2013 and the Investigatory Powers Act 2016. This has given enhanced powers to the Intelligence and Security Committee to oversee the activities of the security and intelligence agencies, alongside the statutory role of the Investigatory Powers Commissioner, Sir Adrian Fulford.
Working closely with international partners is an essential part of keeping this country and its people safe. In doing so UK personnel seek assurances from those countries on their treatment of individuals and make clear the UK’s position on torture and CIDT. Detainee-related work remains important and at times difficult, but intelligence and armed forces personnel are now much better placed to meet that challenge. The lessons from what happened in the aftermath of the appalling terrorist attacks of 11 September 2001 are to be found in improved operational policy and practice, better guidance and training, and an enhanced oversight and legal framework. We should be proud of the work done by our intelligence and service personnel, often in the most difficult circumstances, but it is only right that they should be held to the highest possible standards in protecting our national security.
The Government will give further consideration to the ISC’s conclusions and recommendations, noting that it has expressed a number of concerns about the consolidated guidance, but has said that these should be read in the spirit of continuous improvement. Formal oversight responsibility for the consolidated guidance rests with the Investigatory Powers Commissioner, following my direction to him under section 230 of the Investigatory Powers Act 2016, with effect from 1 September 2017. I am therefore inviting Sir Adrian to make proposals to the Government about how the guidance could be improved, taking account of the ISC’s views and those of civil society.
The Government will consider the reports in full and respond formally in due course.

Commons ChamberThis week is Armed Forces Week, and I know that Members from across the House will attend events on Saturday to celebrate Armed Forces Day. This will provide an opportunity to recognise the source of pride and inspiration that our serving men and women are to us. Today is also Reserves Day, and I pay tribute to reservists, including hon. Members, for the integral and vital role that they play in maintaining this country’s security here and overseas, balancing their civilian lives alongside their military careers.
This morning I had meetings with ministerial colleagues and others. In addition to my duties in the House I shall have further such meetings later today.
The Prime Minister is right: we all celebrate the huge contribution our armed forces and reserves make.
Last year the Prime Minister promised that no school would see a cut in its budget, yet half the schools in Bishop Auckland continue to face real cuts, some of more than £1,000 per child. Does she not understand the damage this does to children’s life chances?
As the hon. Lady knows, we are putting extra funding into schools. We are making extra money available for schools, and the fairer national funding formula that we have introduced is ensuring that some of the schools that have previously been among the worst funded in this country are seeing increases in their funding to help to redress the balance.
We are considering a number of issues in relation to Northern Ireland at the moment, in the context of both Brexit and the devolved Administration. We hope that the Administration and the Assembly will get back up and running. I can say to my hon. Friend that I hope to visit Northern Ireland in the next few weeks.
I join the Prime Minister in paying tribute to Armed Forces Day and Reserves Day. I hope that we also recognise that we need to do far more to address veterans’ housing and health needs.
I also pay tribute to the firefighters tackling the blaze on Saddleworth moor. I am sure all our thoughts are with them, and their communities and families, and my hon. Friend the Member for Stalybridge and Hyde (Jonathan Reynolds) is there today to support them.
On Brexit, the Business Secretary believes that business
“is entitled to be listened to with respect.”—[Official Report, 25 June 2018; Vol. 643, c. 609.]
I am sorry to see that the Foreign Secretary is not with us today. He takes a very different view, using an Anglo-Saxon term to make his point. Which is the Prime Minister’s view?
This party and this Government have always backed business and we will continue to back business. And we back business because it is businesses that create millions of jobs for people in our country and provide billions of pounds in tax that we can spend on our public services; and because it is businesses that are the backbone of our prosperity. I say to the right hon. Gentleman that if he wants to start talking in favourable terms about business, he has a decision to make. He can either back business or he can want to overthrow capitalism; he cannot do both.
I take the Prime Minister’s response as a thumbs-down to the Foreign Secretary.
In recent days, an unprecedented number of concerns have been raised by trade unions, business and even some Cabinet Ministers. Today the CBI director general said:
“Facts ignored today mean jobs lost tomorrow.”
Airbus supports 110,000 jobs in the UK supply chain, many of which are very highly skilled, well paid and unionised. The company says that no deal
“would force Airbus to reconsider its footprint in the country, its investments”
and its
“dependency on the UK.”
Can the Prime Minister reassure thousands of workers today, and take the phoney threat of no deal off the negotiating table?
The right hon. Gentleman has raised the question of Airbus. If he is so concerned about our aerospace and aviation industry, why did he not back the expansion of Heathrow in this Chamber? [Interruption.]
Order. [Interruption.] Order. Mr Snell, calm yourself. Acquire the quality of an aspiring statesperson. Calm! The question has been asked, and the answer from the Prime Minister must, and will, be heard.
I do not normally agree with the secretary general of Unite, but on this occasion I actually do agree with him, because he says that backing the expansion—the third runway—at Heathrow would ensure that our country
“remains a world leader in aviation and aerospace”.
Well, the Foreign Secretary did not back it either, but in his own way, he was helping the aviation industry: by spending 14 hours in a plane for a 10-minute meeting in Afghanistan.
The Government are not threatening the EU with their ridiculous position; they are threatening skilled jobs in this country. But at least one Government Minister understands this: the Under-Secretary of State for Defence, the hon. Member for Aberconwy (Guto Bebb). He has asked this question, which I think is about the Health and Foreign Secretaries:
“Do the leadership aspirations of multi-millionaires trump the need to listen to the employers and employees of this country?”
Well, apparently they do. The head of BMW, which directly employs more than 8,000 workers—that is 8,000 jobs—in this country, has said that he needs to know the Government’s plans for customs. He says:
“If we don’t get clarity in the next couple of months we have to start making those contingency plans”—[Interruption.]
We have been meeting with business and we are listening to business. That is why we are very clear on our customs arrangement that we want to ensure not just that we deliver on our commitment in Northern Ireland, with trade as frictionless as possible, but that we can trade around the rest of the world. If we are talking about Government plans for business, it is this Government who have brought the deficit down and it is this Government who are seeing employment at record levels. What would Labour’s three-point plan for business be? A 7% rise in corporation tax, nationalisation without compensation and a run on the pound. That is not backing business; it is a plan to break Britain.
It is very interesting that even those Brexiteers who have made Brexit their life’s work are concerned about their own financial interests. The hon. Member for North East Somerset (Mr Rees-Mogg), for example, is relocating his hedge fund to the eurozone, and the right hon. Member for Wokingham (John Redwood) is advising his clients to disinvest in Britain. Meanwhile, in the real world, Andrew, who works for Honda in Swindon, wrote to me—[Laughter.] I would not laugh if I were you. These are real people with real jobs and real concerns.
Andrew writes:
“I have seen nothing that gives me confidence that the government is going to deliver a trade agreement allowing the seamless flow of goods through Europe’s borders. My job along with many others in manufacturing, suppliers and the supply chain hang on this”.
So will the Prime Minister ignore her Foreign Secretary, listen to workers, and secure an agreement that safeguards jobs in this country?
We are putting jobs at the heart of what we do in relation to Brexit. We are putting jobs at the heart of what we do as a Government through our modern industrial strategy and we are ensuring that, when we deliver Brexit, we deliver a Brexit that is good for our economy, good for jobs and good for people up and down this country.
Through most of his career, the right hon. Gentleman has been rather a Brexiteer himself. Why is it then that at every stage he and the Labour party are trying to frustrate Brexit in this House?
The Labour party’s priority is defending jobs in this country. I doubt that Andrew from Swindon is alone among skilled workers when he goes on to say:
“I will hold the Prime Minister and her party culpable if my job and those of my colleagues at Honda end up being under threat.”
The Cabinet was split in two apparently on options for future customs arrangements with the EU. The Prime Minister’s preferred option was a customs partnership. We have had no official feedback on that working party, so did the Leader of the House speak for the Government when she said on Monday:
“I think the customs partnership looks quite bureaucratic and unwieldy”?
Is that option now ruled out as well?
As I have made clear on a number of occasions in the House, we are looking at both options in relation to customs because we want to ensure that we deliver as frictionless trade as possible with the European Union and the ability for us to negotiate trade deals around the rest of the world. That is what we should be looking for. It is what we are doing as a Government. The right hon. Gentleman says that the Labour party’s interest is in delivering jobs. Why is it then that every Labour Government leave office with more people out of work than when they went in?
Coming from a Prime Minister who presides over an economy in which 1 million people are on zero-hours contracts, that is very rich. She rules out a customs union, the Leader of the House rules out the Prime Minister’s preferred option and reality rules out a maximum facilitation model. That leaves only no deal, which she refuses to rule out. She is putting jobs at risk. Sadly, it is not those of the warring egos in her Cabinet—they have now been rewarded with an invite to a pyjama party at Chequers. Meanwhile, thousands of skilled manufacturing jobs and the future of whole industries in Britain are at stake. The Prime Minister continues to promote the fallacy that no deal is better than a bad deal. No deal is a bad deal. Is not the truth that real jobs—[Interruption.]

No deal is a bad deal, but is not the truth that the real risk to jobs in our country is a Prime Minister who is having to negotiate round the clock with her own Cabinet to stop it falling apart rather than negotiating to defend the jobs of workers in this country?
I will tell the right hon. Gentleman what I and this Government are delivering. We are delivering a successor to Trident; stamp duty slashed for first-time buyers; a modern industrial strategy for jobs and growth; action on childhood obesity; 1.9 million more children in good or outstanding schools; fairer schools funding; new technical education; improved mental health services; expansion of Heathrow; record levels of employment—record levels of employment; falling borrowing; and rising real wages. We have triggered article 50, we have agreed an implementation period and we have passed the EU (Withdrawal) Bill: a Britain fit for the future and leaving the European Union on 29 March 2019.
First of all, I congratulate all the workers at British Land Rover on 70 years of production. My hon. Friend is absolutely right. Leaving the European Union gives us an opportunity to be in a position to conduct our own trade policy and to sign our own trade agreements with countries around the world.
My hon. Friend raises a specific point about cleaner diesel engines, which can play an important part in reducing CO2 emissions from road transport and could reduce CO2 emissions further while meeting ever more stringent air quality standards during the transition to zero-emissions vehicles. This country is leading on the issue of zero-emissions vehicles, and Land Rover is playing its part.
I commend the armed forces and our reservists for the fine job they do for our country.
Airbus, Honda, BMW, the CBI, the TUC and the Society of Motor Manufacturers and Traders—this Government have completely failed to listen to business, have insulted the business community and have left companies in the dark. Can the Prime Minister tell the House why 186,000 car manufacturing jobs are disposable to her?
We have been consistently listening to business throughout the negotiations so far. Business said it wants us to give priority to EU citizens’ rights here in the UK, and we did just that. Business said it wants an implementation period so there is not a cliff edge next March, and we have negotiated an implementation period so there will be a smooth and orderly Brexit. Business said it wants as frictionless trade as possible, so we are putting forward proposals to ensure we provide that frictionless trade with the European Union.
Alongside that, we will be developing a global Britain, looking out around the world and signing trade deals around the world. If the right hon. Gentleman thinks trade and business is so important, why did he not support Heathrow expansion?
Not for the first time, the Prime Minister has failed to answer the question, and the cost is that investment in Britain is being turned off by a Government who refuse to listen. More than a year ago, the Scottish Government presented a plan for the United Kingdom to remain in the single market and the customs union to give certainty to business. Just this week, Scotland’s First Minister took a trade delegation from Scotland to Berlin.
Every step of the way, the Scottish Government have been seeking to protect jobs and our economic interests. Two years on from the EU referendum, and with the clock ticking down, the Prime Minister has done nothing but increase uncertainty. Has she completed any economic analysis of jobs and the economy were the UK to stay in the single market and the customs union? If not, why not?
The right hon. Gentleman talks about investment into the United Kingdom. Last year, the United Kingdom remained the preferred country for foreign direct investment in Europe. Last year we saw 76,000 jobs being created as a result of foreign investment here in the United Kingdom, more than in the previous year.
If the right hon. Gentleman wants to talk about further confidence from business, he should just look at the fact that this month we have seen £2.3 billion of investment announced by the tech industry as part of London Tech Week, creating another 1,600 jobs, and I could give him more examples. If he wants to listen to business, he should listen to Scottish business, because its message is very clear: stay in the United Kingdom.
First, I congratulate my hon. Friend for completing the London marathon earlier this year and, I know, raising money for a very worthy local cause. I am happy to join him in wishing Alan Bowler, the Halesowen and Rowley Regis rotary club, and all those taking part in Sunday’s fun run the very best of luck. They are doing it for good causes and we congratulate them and wish them well.
We take the issue of the safe storage and disposal of nuclear submarines very seriously indeed. There is capacity for safely storing all remaining operational Trafalgar-class submarines at Devonport following their decommissioning, and work has started on the dismantling of the first submarine, Swiftsure, with more than 50 tonnes of radioactive waste having been removed by the end of May. I believe that the hon. Gentleman and other Members have written to me about this issue; I will respond to him in further detail in due course and ask the relevant Minister to meet him to discuss the issue further.
I thank my hon. Friend for raising that important issue. We know that conflict is a key driver of educational exclusion. Our education in emergencies work supports greater community awareness of how to protect children in education, by teaching students and teachers about peacebuilding and strategies for conflict resolution. We view compliance with international humanitarian law as the primary basis to protect schools and educational facilities. We are also encouraging international partners to endorse the declaration, most recently Germany, which signed up last month. We take this issue very seriously and we are acting on that. We are supporting the United Nations’ work and I am pleased to say that we are the largest single financial contributor to the Office of the Special Representative of the Secretary-General for Children and Armed Conflict.
The hon. Gentleman raises an important point about the mid-Wales growth deal. As he knows, I was happy to sign the Swansea city growth deal, the city deal for the Cardiff region, and one for north Wales as well. I understand from my right hon. Friend the Secretary of State for Wales that we are in discussions about the mid-Wales deal and will involve the hon. Gentleman in that.
I am happy to congratulate Geraint Edwards on the excellent work that he is doing as headteacher of the Priory School. We are committed to helping those children who have special educational needs to achieve well in their education, find employment and, obviously, lead happy and fulfilled lives, so we are implementing the biggest changes to the special educational needs and disabilities system in a generation, to improve these children’s lives, and we are investing £391 million to support the reforms.
Anti-Muslim discrimination is wrong. There is no place for it in our society. That is why, when I was Home Secretary, I required the police specifically to record anti-Muslim hate crime so that we could understand better what was happening and better tackle the issue. We have introduced a new code of conduct in the party. I understand that my right hon. Friend the Member for Great Yarmouth (Brandon Lewis), the chairman of the party, has met Tell MAMA. We investigate any allegations of Islamophobia that are made relating to members of the party. Action is taken and, in some cases, members have been suspended or expelled from the party as a result.
I was very happy to visit my hon. Friend’s constituency and to highlight the opportunities that the Ayrshire growth deal gives us. As he says, it is important locally, regionally and nationally because of the economic benefit that it can bring. Negotiations have now commenced between both Governments and the Ayrshire councils on how to implement the deal. I understand that officials met on Monday this week to discuss aerospace and proposals for Prestwick, and the work is ongoing across Ayrshire. Therefore, the work is continuing and I can assure him that we recognise the importance of the Ayrshire growth deal.
I say to the hon. Lady, as I have said many times in this House before, that we are pursuing a Brexit that will be a good deal for the UK, a good deal for business, a good deal for citizens, and a good deal for jobs. I believe that we will achieve that because it will be good not only for the United Kingdom, but for the European Union.
My hon. Friend will be aware of the action that we have taken as a Government in relation to the social sector and to local authorities, but we are calling on building owners in the private sector to follow the example set by the social sector in taking action to remove unsafe cladding. Some in the sector—I could name Barratt Developments, Legal & General and Taylor Wimpey—are doing the right thing and taking responsibility, but we want others to follow their lead and we will continue to encourage them to do so. They must do the right thing, and if they do not, we are not ruling anything out at this stage.
A number of decisions are being made to ensure that we have the defence estate that is right for our future capabilities and requirements. I will ensure that the hon. and learned Lady’s point about not yet receiving a reply from the Secretary of State is brought to the attention of the Ministry of Defence.
We all need to keep our election pledges, whether we made those pledges one year ago or nine years ago, so will the Prime Minister update us on our Conservative manifesto election pledges to leave the single market, leave the customs union and pursue an independent trade policy?
I thank my right hon. Friend for the service that he has given to the Government over the past seven years, most recently in an important role on the very topic that he has just raised—as Minister of State at the Department for International Trade—and also in his time as Minister for London. He conducted all these jobs with great ability and distinction, and I thank him for all the work that he has done.
My right hon. Friend is right that we want to ensure that we can negotiate independent trade deals around the rest of the world. We will be leaving the single market and the customs union so that we can do exactly that—have an independent trade policy and negotiate our own trade deals with the rest of the world.
This was a terrible fire, damaging one of Glasgow’s iconic landmarks, which was rightly regarded as a building of great architectural significance.
Yes, I am coming to the issue that the hon. Lady has raised. I just wanted to take this opportunity to give my heartfelt thanks to the work of the emergency services, which did their best in addressing the fire. The hon. Lady has raised a specific issue about insurance and ensuring that others can return to their buildings that are close by. I will ensure that the Secretary of State for Scotland is aware of that question, and we will look at what can be done.
At 6.49 am my constituent, James Wheatcroft, emailed me to say:
“I am currently standing at Shepreth station. 06.40 has just arrived. 05.38, 06.10 and 07.25 bus cancelled so this is on the ONLY train to London this morning until the 8.10…Five people have been on the platform for over an hour and…miss their Eurostar connection the station car park is totally empty—people giving up and working from home.”
At 7.29 am he sent another message:
“Our train has now broken down…Another train has arrived but there is not enough room for everyone.”
At 7.59 am, he said that the rest of the passengers had to get a train back north, there was no room for them on that either and that
“people simply decided to go home.”
Please, Prime Minister—assurances from Govia Thameslink Railway are not enough. We need a taskforce to micro- manage these contracts back to performance. Will she please commit to that?
I recognise the concerns expressed by my hon. Friend. The performance provided for passengers has been unacceptable. The Department for Transport has been working on this issue with GTR, and it is working to provide a new timetable, which will provide more capacity on the services, but it is not the same timetable that was originally introduced in May. The Department for Transport will continue to work to ensure that the rail company is providing the performance that passengers rightly expect and deserve.
On Saturday, around 100,000 people gathered in Parliament Square to demand a people’s vote on the final Brexit deal. I did not see the Prime Minister among the many Conservatives in the crowd, and the Leader of the Opposition was in the middle east avoiding the many Labour supporters. Since the Prime Minister—[Interruption.] Since the Prime Minister has such confidence that she will produce a good Brexit deal, why is she so afraid of allowing the final say to the public to endorse it?
The Liberal Democrats have argued in the past that we should have a referendum to give people the choice about whether to stay in the European Union. We gave the people a choice, they have voted and we will deliver on it.
Will the Prime Minister confirm to the House today that she is absolutely committed to this country retaining its tier 1 military status, and equally open to the idea that increased threats require increased resources, but also committed to reforming the Department so that we end the narrative of constant decline of UK military capability when the truth is in fact the complete reverse?
We are absolutely committed to this country remaining a leading military power. There is no question but that the Government will do what they need to do to ensure that we are a leading military power, but we need to ensure that we look at the threats that we are now facing and the capabilities we need as these threats change. That is what the modernising defence programme is about. My hon. Friend makes the important point that this is also about making sure that our Ministry of Defence is operating as cost-effectively as it can so that we ensure that we are providing for the brave men and women in our armed forces, but also addressing the needs of the future. What do we need the Ministry of Defence and our armed forces to look like in 2030? That is the question, but we are committed to remaining a leading military power.
On Saturday, I was at BMW Cowley with 15,000 people, all of them BMW workers and their families. Just two days later, we had the starkest warning yet from BMW about the damage of a chaotic deal on Brexit for customs processes. When will the Prime Minister’s Government ditch the ideology and in-fighting and prioritise reaching a workable deal on customs?
We are doing exactly that. We are putting forward proposals—[Interruption.] We are putting forward proposals to ensure that we can have as frictionless a trade with the European Union as possible. That is the aim of this Government, that is what we are working on, and that is what I am sure we will deliver on.
Across the country, people are taking great pride in the disciplined performance of Gareth Southgate’s young and diverse team. Will my right hon. Friend signal her Government’s support for their campaign during the play-offs by asking public buildings across England to fly the St George’s cross, alongside the Union Jack if they want? Will she also offer especial help to the right hon. Member for Islington South and Finsbury (Emily Thornberry) in raising her own St George’s cross to support our World cup campaign?
On the issue of flying flags, as I am sure my hon. Friend will appreciate, we are flying the armed forces flag at No. 10 this week, but I do want to join him in congratulating the England team on making it through to the next round in the World cup. I can assure him that No. 10 will be flying the England flag on the day of each of England’s matches from now on, and we will be encouraging other Government Departments to do the same. I can also say that I am going to go further than my predecessors: next year we will do the same for the women’s World cup.
Social care workers up and down the country are being paid less than the minimum wage as a result of incorrect Government guidance. We are repeatedly told that the Government are in talks with the EU to resolve this issue. Why are the talks taking so long? Will the Prime Minister do the right thing and commit to paying the workers what they are owed, directly through an HMRC scheme?
The hon. Lady raises an issue about people being paid the minimum wage. Obviously, there are rules in place to ensure that exactly that happens.
We are aware of the issue that the hon. Lady has raised. There have been discussions taking place in relation to that. We have been working to ensure that this matter can be dealt with not just in the interests, obviously, of those who are working in the social care sector but also in having a care for the impact that it will have on the charities that are working in that sector.
In matters relating to my constituency, education, defence and local government are all in need of more funding. Can the Prime Minister assure me that the very welcome allocation of more money to the NHS does not crowd everything else out?
My hon. Friend is right to stand up and speak on behalf of his constituents and their interests, as other Members of the House do. As I made clear when I made the announcement about the NHS funding, other Departments’ budgets will all be considered in the spending review.
Everyone knows that Black country brewers brew the best beer in Britain. Holden’s in Dudley has been bottling beer continuously for 75 years, even through the war, but along with other producers, it has had to cease production this week because of the European CO2 shortage. What are the Government doing to sort that out, so that we can all enjoy a beer during the World cup?
The hon. Gentleman will be aware that that is predominantly a commercial matter for the companies affected—the producers and suppliers. I am aware of the reports of shortages across Europe, and I know that industry is working on the solution. Although it is an issue for industry, the Government are in regular contact with the UK producer, distribution and consumer companies and trade associations, including those in the food and drink sector. He has made his point well, and I am sure that all those involved are working hard to ensure that his aim can be achieved.
This morning the Supreme Court ruled that the Government had created inequality in not extending civil partnerships to everyone when they passed the equal marriage legislation back in 2013, and that discrimination needs to be addressed urgently. Will the Prime Minister now support an amendment to my Civil Partnerships, Marriages and Deaths (Registration Etc.) Bill when it goes into Committee next month, as the quickest way to resolve this illegal inequality and extend civil partnerships to everyone?
We are very well aware of our legal obligations, and we will obviously need to consider the judgment of the Supreme Court with great care. We also recognise the sensitive and personal issues that are involved in this case, and we acknowledge the genuine convictions of the couple involved. My hon. Friend refers to his private Member’s Bill. As he will know, we have committed to undertake a full review of the operation of civil partnerships. I know that there has been a lot of discussion with him about his Bill. We are supporting his private Member’s Bill, which would enshrine that commitment in law.
Over 100 firefighters are tackling fires across Saddleworth moors, spread over 7 square miles in my constituency and the constituency of my hon. Friend the Member for Stalybridge and Hyde (Jonathan Reynolds). Will the Prime Minister join me in commending members of the Greater Manchester fire and rescue service and Greater Manchester police and the many others who have volunteered and contributed to bringing the fires under control? Will she commit to allocate contingency funds to those authorities affected, in recognition of the huge impact of this major incident on their resources?
I am sure that the sympathies of Members across the whole House are with everyone affected by the fire, and I join the hon. Lady in commending the emergency services and all the volunteers and others who have been working to deal with the fire and fight it. I can reassure her that the Home Office is monitoring the situation closely with the National Resilience Assurance Team. So far, no request for Government support has been made by the Greater Manchester fire and rescue service, but we are keeping this under constant review, and operational policy arrangements are in place to provide support if required.
All Rolls-Royce motorcars—an iconic global brand—are made in my constituency. Every day, 150 trucks arrive from Europe to supply BMW plants, and 120 trucks leave the UK headed for Europe. We are the only serious party of business, so can the Prime Minister give some certainty and confidence to the largest employer in my constituency and businesses up and down the country that they can continue their seamless operating model as we leave the EU?
My hon. Friend is absolutely right to raise that issue. Obviously Rolls-Royce plays a very important role in her constituency, but also in our country. It is an iconic brand for our country. We want to have the greatest possible tariff-free and frictionless trade with the European Union. That is what we are working on. At the same time, we want to ensure that we can negotiate other trade deals around the rest of the world. We want UK companies to have the maximum freedom to be able to continue to trade with and operate within European markets, while letting European businesses do the same here in the UK, but we also want to encourage our excellent, iconic businesses to have better opportunities to trade around the rest of the world.
Two Select Committees—the Housing, Communities and Local Government Committee and the Health and Social Care Committee—have today released a joint report describing a vision of a social care system where quality personal care is delivered free at the point of need, separated from the ability to pay, and how to achieve that vision. The Committees’ citizens jury said this was a system they were prepared to pay for. Does the Prime Minister share that vision?
We will obviously look very carefully at reports that have been produced by Select Committees of the House. We are committed to producing a social care Green Paper in the autumn.

Commons ChamberTomorrow marks one year on from the Grenfell Tower fire. I know that Members on both sides of the House will join me in saying that this unimaginable tragedy remains at the forefront of our minds. On Monday, I had the privilege to attend the very moving vigil in memory of those who were lost that night, and I was honoured to take part in an iftar with members of the local community. Let me again reassure the House that we are doing everything we can to see that the survivors of Grenfell get the homes and support that they need and the truth and justice that they deserve.
I would also like to take this opportunity to wish the England men’s football team the very best in the upcoming World cup.
This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
I am sure the whole House will want to echo the Prime Minister’s comments about the Grenfell tragedy 12 months ago. My constituents certainly will want me to echo her good wishes to the England football team.
Last year, the top five co-operatives in our country paid more than four times the corporation tax of Amazon, Facebook, eBay, Starbucks and E.ON. I am sure the Prime Minister will want to praise the patriotism of those who have signed up to the Fair Tax Mark campaign. Might this not be an opportunity to encourage the Department for Business, Energy and Industrial Strategy and the Treasury to take a more proactive and supportive interest in the growth of co-operative and mutual businesses?
I thank the hon. Gentleman for his comments about his constituents’ support and thoughts for all those affected by the Grenfell Tower fire.
On the issue of taxation, the hon. Gentleman may have noticed that Her Majesty’s Revenue and Customs has been requiring some of the large companies that he referenced to pay more tax and has ensured we get that tax from them. It looks fairly across all types of institution that operate in this country.
I absolutely agree with my right hon. Friend. The Labour party used to say that it wanted control of our borders. Now what it wants is free movement. We will take back control of our borders.
I wish the England team all the best in the tournament in Russia and hope that it goes really, really well—[Interruption]—and that England win!
This week is national Carers Week, and I want to take this opportunity to pay tribute to the thousands of usually unpaid carers whose commitment to family and friends too often goes unrecognised.
As the Prime Minister pointed out, tomorrow marks the one-year anniversary of the Grenfell Tower fire. I will be meeting families again tomorrow at their silent march. The sad truth and reality is that many of them are still waiting for the security of a permanent home one year on from that disaster.
When the Prime Minister met President Donald Trump last week, did she do as the Foreign Secretary suggested and ask him to take over the Brexit negotiations?
Order. Mr Geraint Davies, you are a senior and supposedly cerebral Member of the House—in a leap year anyway—and you must attempt to recover your composure, man. I am worried about you, and I am worried for you.
On the Brexit negotiations, I might remind the right hon. Gentleman that, before December, Labour cast doubt on whether we would get a joint report agreed—we did—and before March, he cast doubt on whether we would get an implementation period, and we did.
I wanted, if I may, just to respond to the comment that the right hon. Gentleman made about the very important subject of providing those who were the victims of the Grenfell Tower fire with permanent homes. Just so that I can make it clear to the House: 203 households were in need of a new home; every household has received an offer of temporary or permanent accommodation; and 183 have accepted an offer of a permanent home.
I just wanted to say this, because it is not just about the buildings; it is not just about the bricks and mortar of a home. People who suffered that night are having to rebuild their lives. Many of them lost somebody—members of their families—with whom they had been living and making a home for years. They lost all their possessions; they lost their mementoes; and they lost anything that reminds them of the person they loved. When they move into that new home, they will be restarting their lives, and I wanted to pay tribute to all the victims of the Grenfell Tower fire for the strength and dignity that they have shown.
I, too, pay tribute to the families for all they have been through and all the fortitude they have shown, but, sadly, the reality is that some of them have still not got a permanent home to move into. It is very important for the mental wellbeing of everybody that they have somewhere they can call home and they know it is their home.
Last week, the Prime Minister confirmed we would leave the European Union in March 2019 and the transition would end in December 2020, but we now know the Government are working on the basis that the transition could continue for a further year, till December 2021. Could she be clearer today? Which December are we talking about?
No, the right hon. Gentleman is quite wrong in the way he has put this to the House, so let me be clear to the House. I think what he is trying to talk about is the backstop arrangement that we have agreed. Let us be very clear what this backstop is: this is an arrangement that will be put in place in the circumstances in which it is not possible to put the future new customs arrangement in place by 1 January 2021. It is there to ensure that, if those new customs arrangements are not in place, we are able to continue on the basis that there is no hard border between Northern Ireland and Ireland. We are working to make sure that the future customs arrangements overall deal with the issue of ensuring no hard border between Northern Ireland and Ireland. We do not want the backstop to be necessary. We are working to ensure that we can have our future customs arrangements in place on 1 January 2021.
I am not really sure whether it is a backstop or a backslide that the Prime Minister is talking about here.
Last week, I asked the Prime Minister about this, and I am sorry to bring this subject up again because it is probably quite painful for her, but when is the Government’s Brexit White Paper going to be published? She did say it would be published before the June EU Council summit. Is that still the case?
No, I did not actually say that. I said the White Paper would be published, and we will be publishing it. We will be bringing Ministers together. [Hon. Members: “When?”] Just calm down. We will be bringing Ministers together after the June Council, and the White Paper will be published thereafter.
It gets ever more confusing, because at the weekend the Minister for the Cabinet Office told the BBC that it would not now be until July. Can I offer a solution to the Prime Minister? Instead of worrying about this White Paper, on which the Cabinet would have to agree, how about making it a Green Paper in which all their disagreements are in the open, and we can all comment on it? If the Government do not, as looks likely, have their detailed proposals ready for the June summit, surely the Prime Minister cannot be going to Brussels without anything to negotiate on, so is she going to seek a delay to that summit while the Government decide what their position actually is?
Perhaps I could just help the right hon. Gentleman. The June European Council is not a summit about the Brexit negotiations. There will be many issues that the European Union leaders will be discussing at the June European summit, including the important issue of sanctions against Russia. I will be pressing to ensure that we maintain sanctions against Russia, because the Minsk agreements have not been put in place, and indeed I think there are some areas where we should be enhancing that sanctions regime.
The right hon. Gentleman says that my right hon. Friend the Chancellor of the Duchy of Lancaster and Minister for the Cabinet Office said that the White Paper would be published in July and that that is different from what I have just said. I have to say to him that after the June European Council is July. But if he wants to talk about differences of opinion, I will tell him what division really is: it is Labour Members—[Interruption.] It is all very well the deputy leader of the Labour party pointing like that. Division is members of the Labour party circulating instruction manuals on how to deselect all the Labour MPs sitting behind him.
“You’ve got to face the fact there may now be a meltdown.” They are not actually my words, but those of the Foreign Secretary, even as his fellow Cabinet Ministers are preparing people for the Government's negotiations, which he clearly thinks are going to end in disaster. Last week, he also took aim at the Treasury—the Chancellor is sitting absolutely next to him—calling them “the heart of remain”. He criticised them, saying:
“What they don’t want is friction at the borders. They don’t want any disruption of the economy”.
Does the Prime Minister back the Foreign Secretary in wanting more friction and more disruption to the economy?
Let’s talk about the positions on this issue. Labour said it wanted to do new trade deals—[Interruption.]
Order. I want to hear both the questions and the answers, and as the record shows—[Interruption.] Order. I do not require any assistance in this matter. As the record shows, that will always happen, however long it takes. There is a lot of noise and much gesticulation from Members on both sides of the House, but I want to hear the questions and I want to hear the answers.
Answer the questions—you’re in government.
The hon. Member for Bolsover (Mr Skinner) is absolutely right: we are in government, not Labour. We have set out our position on the border, but what we see is a Labour party that said it wanted to do trade deals, and now wants to be in a customs union that would stop that. They said they wanted to control our borders, and now they want free movement. They said they would respect the referendum, and now they will not rule out a second referendum. That is the difference between us: the Conservative party in government is going to deliver on the will of the British people.
In the parallel universe inhabited by the Foreign Secretary, we are apparently not respecting the referendum result unless we want friction at the borders and disruption of the economy.
The Cabinet is divided, and they are briefing against each other—they are even whispering during Prime Minister’s Question Time. The Prime Minister has been left with no White Paper on which to negotiate. Last week the transition period was delayed by a year, in the space of 24 hours. Yesterday a deal with her Back Benchers was reneged on within hours. Meanwhile, the economy is weakening and industry is increasingly alarmed at the sheer ineptitude of her Government. How much more damage is the Prime Minister going to do to this country before she realises that the important thing is to get a deal for the people of this country, not one to appease the clashing giant egos of her Cabinet?
It is the Labour party in opposition which is trying to frustrate Brexit. It is the Labour party which is trying to stop us getting a deal for the British people. This Government will deliver on Brexit. This Government will deliver a Brexit for jobs. This Government will deliver a Brexit that is good for Britain. If the right hon. Gentleman wants to talk about the economy, the last Labour Government left office with half a million more people out of work than when they went into office. What has happened under the Conservatives? We have seen nearly half a million more people in work just over the past year: that is the Conservatives delivering on a Britain that is fit for the future.
I have heard that the right hon. Gentleman is trying to organise a music festival, Labour Live. I will pass over the fact that it is going to have a “solidarity tent”, which obviously won’t have any Labour MPs in it. I do not know if all Members of the House are aware of the headline act at Labour Live. The headline act at Labour Live are the shadow Chancellor and the Magic Numbers—that just about sums them up.
I commend my hon. Friend for his work. I know he has worked hard on the issue of flood defences. I am sure, however, he will understand that Ministers need to consider the various options for allocations of the fund very carefully. We need to ensure we are getting the best possible outcomes across the whole country. The scheme to which he refers is on the list of projects being considered for the £40 million fund. It is intended to support high risk communities and I can tell him that we anticipate the decision will be made by summer 2018.
The Prime Minister gave a commitment that she would treat Scotland as part of a union of equals, yet last night she pressed ahead with a power grab in direct opposition to Scotland’s elected Parliament. The Prime Minister silenced Scotland’s voice. Having broken constitutional convention and plunged Scotland into a constitutional crisis, will the Prime Minister now commit to bringing forward emergency legislation, so that the will of the Scottish Parliament can be heard and, more importantly, respected?
We expect—and it will happen—that the outcome of the whole process of Brexit is going to be a significant increase in Holyrood’s decision-making power. It is not the case that this is in any way a power grab. More than 80 areas of decision-making responsibility will flow directly to Holyrood. Only the Scottish National party could say that was a power grab. If the right hon. Gentleman is concerned about the legislative process the House has followed, he should really ask why the Labour party used procedural manoeuvres last night to ensure that there was no debate on the amendments that referred to Scotland.
I really hope that the people of Scotland listened very carefully to what the Prime Minister said. The reality is that powers enshrined under the Scotland Act 1998 are being grabbed back by this House—it is a power grab—and MPs from Scotland were not given the courtesy even of being allowed to debate the matter last night. It is a democratic outrage. The people of Scotland will not be disrespected by this Parliament. In the circumstances, given the disrespect shown, I have no option but to ask that this House now sit in private.
Order. I always admit of the maximum number of votes and Divisions, as the right hon. Gentleman should know from his experience in the House, and I hope that he will trust that I know of what I speak. There can be a Division, and it will be at the end of questions, not now. That is the end of the matter. I call the Prime Minister.

Youth unemployment in Thornbury and Yate has fallen by 23% in the last year, and the scrapping of stamp duty for more than 80% of first-time buyers means that more people in south Gloucestershire can afford a home of their own. Does the Prime Minister agree that while the Labour party can offer only higher taxes, fewer jobs and broken promises on student debt, this Government will focus on finding opportunities for young people up and down the country?
I am pleased to hear that a significant number of young people in Thornbury and Yate now have jobs. If we look at the figures, we see that, nationally, youth unemployment has fallen by about 141 every single day since 2010. However, my hon. Friend is absolutely right: it is not just about ensuring that young people are in jobs, but about helping them get on the housing ladder so that they can get a home of their own. That is why we are building more homes, and that is why the cut in stamp duty has been so good for young people, enabling them to be in work and to have their own home.
I am not aware of the particular circumstances of the former Mayor of Ipswich. However, what we have done in relation to the European Union citizens who are living here in the United Kingdom as we leave the European Union is to negotiate very good arrangements which will ensure that their rights here are protected.

May I join my right hon. Friend in remembering the anniversary of the Grenfell fire and commend her for the way she has established the inquiry looking into that tragedy. May I testify to her, having met victims of the Grenfell fire, as she has, that they are showing growing confidence that the findings of that inquiry will be what they want, to make sure that such a thing never happens again? That is a testament to my right hon. Friend’s personal courage and persistence in making sure that the inquiry was not blown off course by the understandable anger that immediately followed the tragedy.
I add my personal congratulations to my hon. Friend on his knighthood. I absolutely agree with him about the importance of ensuring that the inquiry into the Grenfell Tower fire is able to provide the truth, to get to the answers of exactly why what happened happened and to ensure that justice is provided for the victims and survivors. It is a statutory inquiry; it has the power to compel witnesses and the production of evidence, which is important, and anyone who is found to have misled the inquiry would face prosecution. I hope this gives confidence to the survivors and people in the local community that this inquiry will indeed get to the truth.
The hon. Lady has raised a specific case and I am sure that she will understand that I do not have the details to address it, and it would not be right to do so here in this Chamber. What I can assure her and other Members is that individual cases that are raised with me in Prime Minister’s questions are taken extremely seriously and this one will be no exception. So I will ensure that the case is looked at urgently by the relevant Minister; obviously cases are complex and multifaceted, but this case will be looked at urgently.
My constituents have been incredibly tolerant in the face of the fiasco of their commuter journeys following the reorganisation of the timetables. However, added to their misery is the fact that when trains do turn up they are incredibly overcrowded. I have written to Govia three times asking it to conduct a risk assessment on the safety of my constituents who are their passengers as they come into London, and three times Govia has refused to answer me. Will the Prime Minister please use her good offices to ensure that our passengers travelling on overcrowded trains at the moment and suffering because of the rail delays are safe?
My hon. Friend raises an important issue, and the experience of passengers of Govia Thameslink and also Northern as a result of the change in timetables and the way that was done is simply unacceptable. It is important that they improve the services, and they have plans in place. I think, for example, that Govia Thameslink is introducing a new timetable that is better than the pre-May timetable and will have 200 more planned journeys. But of course passengers want to feel that they can travel in trains that are not too crowded, and I am sure that Govia Thameslink will be looking at that issue very seriously. The Department for Transport is working with that company and Northern to ensure that we can provide the services that people deserve; they pay for a ticket—they book a ticket, they pay for a season ticket—and they deserve to have a decent journey.
Of course it is important that people are able to have their appeals heard in a timely fashion. My right hon. Friend the Work and Pensions Secretary is looking at exactly this issue to see what can be done in the tribunal system to ensure that people get a more timely result.
Will my right hon. Friend join me in welcoming the Speaker of the Ukrainian Parliament, Mr Andriy Parubiy, to Westminster—although I suspect that he is utterly mystified by the events that took place 10 minutes ago? Will she take this opportunity to reaffirm the support of the UK for Ukraine, which is in the frontline against Russian aggression? Does she share the concern of Ukraine, along with Lithuania and Poland, about the strategic threat of the Nord Stream 2 Russian gas pipeline?
I am very happy to reaffirm the United Kingdom’s commitment to and support for Ukraine. Only a matter of weeks ago, I was pleased to be able to have a further conversation with President Poroshenko about the support that we are able to give to Ukraine, and about the work we are doing with Ukraine on the reforms that are being put through. Also, as I mentioned in response to a previous question, it is important that the European Union should maintain the sanctions on Russia, because the Minsk agreements have not been put in place and fully implemented. We need to continue to show the Russians that we do not accept what they have done in Ukraine.
The hon. Lady raises a number of aspects of this issue. The domestic violence and abuse Bill will be published in draft first. We have been taking our time, through the consultation, to work with those involved in working with victims of domestic violence and abuse, and to hear from victims and survivors, because we want to ensure that, as we bring this legislation together in the new Bill, we are getting it right for people. She refers to the issue of abortion. I believe it is absolutely right that a woman should have the right to a safe and legal abortion. As regards Northern Ireland, I believe that the best way—and my preferred way—is for that decision to be taken by the elected politicians in Northern Ireland, because it is a devolved matter. As regards votes on abortion in this House, they have always been treated as conscience matters and they will therefore be subject to a free vote.
This month, the National Institute for Health and Care Excellence—NICE—will decide whether to fund a new treatment for neuroblastoma, a vicious childhood cancer that is affecting my constituent, Isla Caton. Will the Prime Minister encourage NICE and the drugs companies to do a deal to provide new treatments for children in Britain, so that their families do not have to fundraise for them to receive those treatments in America?
I know that my hon. Friend has raised this issue on behalf of her constituents; I believe that she has a constituency case involving the issue. NICE is developing guidelines for the NHS on the use of dinutuximab beta—I am not sure if I pronounced that correctly—for the treatment of high-risk neuroblastoma. It has not been able to recommend the drug as a clinically and cost-effective use of resources in its draft guidance, but it has consulted stakeholders on its draft recommendations. This is an ongoing NICE appraisal, and it is not for the Government to intervene in that, but NICE will obviously take all comments into account in its final guidance. I think that the manufacturer of the drug is currently making it available to some NHS patients through a compassionate use scheme, and has agreed to continue the scheme for patients who are currently receiving the treatment.
Vernon Bogdanor called the noble Lord, Lord Hailsham’s amendment, which we rejected yesterday, a “constitutional absurdity”. While it is essential that this House should hold the Government to account and have meaningful votes on many things, does my right hon. Friend agree that it is absolutely essential that the separation of powers should be observed, and that it should be made clear in any compromise amendment that the job of the Government and the job of Parliament are different?
I am happy to be clear about this situation. We have seen concerns raised about the role of Parliament in relation to the Brexit process. What I agreed yesterday is that, as the Bill goes back to the Lords, we will have further discussions with colleagues over those concerns. This morning, I have agreed with the Brexit Secretary that we will bring forward an amendment in the Lords, and there are a number of things that will guide our approach in doing so.
My hon. Friend is absolutely right about the separation of powers and the different roles of Government and Parliament. As my right hon. Friend the Brexit Secretary made clear in the House yesterday, the Government’s hand in the negotiations cannot be tied by Parliament, but the Government must be accountable to Parliament. Government determines policy, and we then need parliamentary support to be able to implement that policy.
The other aspect of this that I am absolutely clear on is that I cannot countenance Parliament being able to overturn the will of the British people. Parliament gave the decision to the British people, the British people voted to leave the European Union and, as Prime Minister, I am determined to deliver that.
Fifteen months ago, the then Secretary of State for Communities and Local Government, my right hon. Friend the Member for Bromsgrove (Sajid Javid), called in the planned expansion of the Mall at Cribbs Causeway in my constituency. The plan represents huge economic benefit to the Bristol and south Gloucestershire area, and there are 3,000 construction jobs, 3,750 permanent jobs and 150 new homes at stake, as well as a significant amount of infrastructure investment. Will the Prime Minister urge the new Secretary of State for Housing, Communities and Local Government to start as he means to go on and make a good decision quickly?
Obviously, my hon. Friend refers to the independent public inquiry, and after that took place the then Communities and Local Government Secretary called in the decision, and the new Housing, Communities and Local Government Secretary is considering the inspector’s report. I understand that the Secretary of State hopes to issue his decision on or before the published target date of 2 August.
We have given Transport for the North unprecedented powers to influence decisions about transport investment in the north, but what is more we have backed it up with £260 million of Government funding. It has the powers to deliver a transport strategy, which the Government must formally consider, to fund organisations and to deliver transport projects. Those and its other powers are exactly what Transport for the North requested.
The Prime Minister is, I know, aware of the severe difficulties that my constituents have faced with recent delays to train services. Will the Prime Minister reassure me and my constituents that the Government will do everything they can to ensure that Govia Thameslink Railway and Network Rail get into shape to ensure a better-quality train service both now and into the future?
As I said in response to the earlier question from my hon. Friend the Member for Mid Bedfordshire (Ms Dorries), the immediate priority is to ensure that we see an improvement in services for Govia Thameslink passengers. That is why it has introduced a new timetable that is not the final timetable, but it is better than the pre-May timetable. We also need to ensure that GTR takes action so that it can bring forward the proposed new timetable, which will provide more services and better services for passengers. In the long term, the Government are working to bring train and track together so that we do not see problems like this in the future.

All these Opposition opportunities are being lost, and I think that should not continue.
The Prime Minister will be aware that schools are often targeted in warzones. A couple of months ago, I met year 7 students from Lees Brook School in my constituency, and they implored me to ask the Prime Minister to sign the safe schools declaration, which I understand has subsequently been signed. Does that declaration mean that she will now veto future arms sales to brutal regimes such as Saudi Arabia, which has been targeting schools as part of its military campaign in Yemen?
The issue of the education of girls and boys in conflict zones is an important one, and it is one that was addressed at the G7 summit. We have been clear, as the United Kingdom Government, that we are providing financial support to ensure 12 years of quality education for girls, particularly in developing countries, and the G7 summit gave its commitment not only in financial terms, as we are contributing more to provide for quality education, but to focus on areas where there are conflict zones and particular action needs to be taken to ensure that education can be provided.
Very sadly, my constituent Gena Turgel lost her life last week, aged 95. Gena survived the Krakow ghetto, Auschwitz-Birkenau and Buchenwald, and she became known as the bride of Belsen when she married her liberator. Will my right hon. Friend join me in celebrating the life of Gena, who dedicated her life to informing young people about the horrors of the holocaust, and in ensuring that, although a light has gone out, her legacy lives on?
I am happy to join my hon. Friend in paying tribute to Gena Turgel and to the work she did over so many years. She was one of the first survivors to go into schools to share her story. I have seen, as I am sure other hon. and right hon. Members have, the impact on young people of a survivor of the holocaust going into schools to explain what happened. It is moving, and she showed considerable determination and strength. Her example is truly humbling.
It is right that Gena Turgel is going to live on in the national holocaust memorial and in the accompanying education centre, which will house her testimony for generations to come. We must never forget what Gena taught us. We must fight hatred and prejudice in all its forms.
When I go walking in Wales I tend to walk up and down hills, rather than on the beaches, but I know that Wales has some fantastic beaches. The hon. Lady raises the important issue of marine plastic. The UK public, as well as Members across the House, have shown great energy in picking up this cause and in wanting to fight against plastic waste.
Indeed, the UK is going to be leading, jointly with Vanuatu, the newly formed Commonwealth Clean Oceans Alliance, and we are committing £61 million to fund global research and to improve waste management in developing countries to tackle plastic pollution. Again, this is another issue we took forward at the G7 summit and we got commitments on dealing with plastic waste.
I say to the hon. Lady that, with the greatest of respect, I am sorry but I think my diary has already been slightly changed as a result of what has been happening in the Chamber today. I regret that I will not be able to sit and listen to her speak to her Bill.
Does the Prime Minister agree that those people who want a meaningful vote in this House which would allow the House to vote to stay in the European Union would be betraying the result of the referendum? That shows how much the Labour party has lost touch with working-class people up and down this country. Does she further agree that those people who want to take no deal from the Government’s negotiating hand would only incentivise the European Union not to negotiate in any meaningful way, and would betray not only the result of the referendum but the best interests of the British people?
As we go ahead with these Brexit negotiations, we are of course ensuring that we make preparations for all eventualities. That is entirely right and proper for the Government to do but, as I set out in response to my hon. Friend the Member for North East Somerset (Mr Rees-Mogg), I am also clear that I cannot countenance Parliament overturning the will of the British people. The British people were given the choice on whether to stay in the European Union, and they were given that choice through the overwhelming vote of this Parliament. It is right that we listen to the British people and deliver what they asked us to do, which is to leave the European Union.
For a number of years we held a march in Islwyn to commemorate the service of test veterans to our country. Last week, test veterans were in the House of Commons to campaign for a medal for their service. Will the Prime Minister look at their campaign with a view to giving them a medal for the service they have given to this country?
I think this is the first time the issue has been raised with me, and I will look carefully at what the hon. Gentleman has said in the House.
As a father of twin girls who, as they are happily growing up in Clacton, enjoy a very equal upbringing and education, I celebrate the announcement of the G7 supporting girls’ education. Does my right hon. Friend agree that we should support equality for women across the globe?
I am very happy to join my hon. Friend in agreeing with that and in saying that there are many ways in which we can express that and put it into practice, not just in supporting girls’ education but in the work we are doing on modern slavery. Modern slavery affects men as well as women, but we see many women from around the globe being trafficked into other countries for sexual or labour exploitation, and we are leading the fight to ensure they have equality and are not put into that position.

The president of the CBI has said today that sections of the UK car industry face “extinction” unless the UK stays in the EU customs union. Is there any level of damage inflicted by Brexit that would cause the Prime Minister to consider supporting the people having a final say on the deal and a chance to exit from a disastrous Brexit? I could also put that to the Leader of the Opposition.
As I have said many times in this House, we are looking to ensure that our future customs arrangement with the European Union enables us to have as frictionless trade with the European Union as possible and no hard border between Northern Ireland and Ireland, while also enabling us to have an independent trade policy and to negotiate trade deals around the world. I have been clear in a number of my answers that I and this Government will deliver on the vote of the British people to leave the European Union. I seem to remember there was a time when the Liberal Democrats thought that the people should have the choice.
Today marks the Princess Diana Award’s Stand Up to Bullying Day. Although much progress has been made, too many young people take their own life as a result of bullying in schools. Will the Prime Minister congratulate the people at the Diana Award on their work, and recommit her Government to tackling this scourge?
I thank my hon. Friend for raising this. I am happy to join him in congratulating the work of all those involved in the Diana Award. He raises a really important issue. We have made progress but, as he has pointed out, too many young people are bullied in schools, and sadly that sometimes has tragic consequences. We are providing £1.7 million of funding over the next two years for anti-bullying organisations, one of which is the Diana Award, but more needs to be done. We will continue to press hard on this issue and to work hard to eliminate bullying.
I must say to the House, before we come to points of order, that for all the turbulence and discord of today’s proceedings, the little baby who has been observing them has been a model of impeccable behaviour from start to finish. [Applause.] I have just been advised that the father is the hon. Member for Norwich South (Clive Lewis). I am not going to go so far as to say that his behaviour is always impeccable, but the little baby has been impeccable, and we salute that—the future of our democracy and the future of our country. Commons ChamberWith permission, Mr Speaker, I would like to make a statement on the G7 summit in Quebec. The G7 is a forum that allows close allies with shared history and values to discuss issues that affect the security and prosperity of our people, and of the world at large. Discussion at this year’s summit focused on our shared efforts to promote the rules-based international order; to advance free and fair global trade by making the global economy work for everyone; to strive for equal opportunities for all our citizens; and to drive further action to protect the environment, and, in particular, our oceans.
As was clear over the weekend, there was strong debate and disagreement on some issues. But after detailed discussions between both leaders and our teams, we were able to find common ground and draw up a communiqué that reflected those discussions and the agreements we reached. I want to pay a particular tribute to Prime Minister Trudeau for his leadership and skilful chairing, which enabled us, after two days of negotiation between leaders, to agree actions and a shared approach on some of the most pressing challenges facing the international community and our citizens. The United Kingdom fully intends to honour the commitments we have made.
Recent events have underlined the importance of a strong international response to malign state activity. We cannot stand by when international law is undermined, when the security of our citizens is compromised and when foreign interference in our democratic institutions threatens the values and interests that we share. So at this summit we agreed to establish a new rapid response mechanism. As a result, G7 nations will work together to share intelligence, co-ordinate action and develop new strategies to tackle this growing threat. We also agreed that we must maintain the global norm against the use of chemical weapons and that we will strengthen the ability of the Organisation for the Prohibition of Chemical Weapons to attribute responsibility for chemical weapons attacks. We all agreed in our discussions and our communiqué that we need to maintain sanctions on Russia, in the light of its failure to fully implement the Minsk agreements in Ukraine, and that we stand ready to take further restrictive measures if necessary.
Turning to trade and the global economy, it is clear that in many of our countries some people feel left behind by globalisation, and not all countries are playing by the rules. We must address that. We need to make the international rules-based trading system work better, so that the benefits of free trade can be felt by all. That includes encouraging the World Trade Organisation to operate more effectively in supporting a global economy that works for everyone. Multilateral action is the right way to achieve this; it cannot be done by taking unilateral action against our partners. So at this summit we expressed deep disappointment at the unjustified decision of the United States to apply tariffs to steel and aluminium imports. The loss of trade through tariffs undermines competition, reduces productivity, removes the incentive to innovate and, ultimately, makes everyone poorer. In response, the EU will impose countermeasures, but we need to avoid a continued tit-for-tat escalation. That is why it was right that we had such an open and direct discussion at this summit and why, as a champion of free trade, the UK will continue to support a constructive dialogue. As long-standing allies, we do not make progress by ignoring each other’s concerns; rather, we do so by addressing them together.
Turning to equality, there was a special session at this summit focused on empowering and supporting women and girls around the world. Efforts to tackle global poverty are fundamentally undermined for as long as millions of girls are not getting the education they deserve, so at this summit the United Kingdom announced £187 million of new funding to support over 400,000 girls in developing countries in getting 12 years of quality education.
We also called for new action to prevent gender-based violence, abuse and harassment online. Women and girls must be able to use the internet without fear of being subjected to online rape threats, harassment, cyber-stalking, blackmail and more.
Following the UK’s call for action last year, tech companies have made real advances in tackling online terrorist propaganda, so in Canada I called for this work to be extended to end the abuse targeted specifically at women and girls. We committed in particular to new joint working on stopping the internet being used to facilitate people trafficking for the purposes of sexual exploitation.
Finally, on World Oceans Day, the UK sought to build on the international agreements we reached at the Commonwealth summit in April by calling for a global effort to protect our oceans from avoidable plastic waste. This is one of the great environmental challenges facing the world today. The summit recognised the need for global action, including work with business, industry and non-governmental organisations, to find innovative solutions. The UK is continuing to lead by example at home through our 25-year environment plan, and on Friday we proposed to extend the blue belt protecting sea life around the English coast with a further 41 new marine conservation zones.
This was a difficult summit with, at times, some very candid discussions, but the conclusion I draw is that it is only through continued dialogue that we can find ways to work together to resolve the challenges we face. The countries round the G7 table have been pillars of the rules-based international order, which has benefited all our citizens and, I believe, the world as a whole. The United Kingdom, with our allies and partners, will continue to play our part in promoting that order to the benefit of all. I commend this statement to the House.
I thank the Prime Minister for an advance copy of her statement. In her last couple of sentences, she almost gave us an inkling of the atmosphere there must have been at the summit. We could do with more.
The G7 meeting can only be described as a failure, and the blame for that lies with the current incumbent of the White House. In the past, the G7 has played a positive role in responding to the global financial crisis, and indeed in pushing forward the millennium development goals and now the sustainable development goals. The problem facing leaders is that the White House is inhabited by a President committed to his slogan, “America first”. That has meant a dismantling of multilateral agreements, pulling out of the Paris climate change accords, the destabilisation of the Iran nuclear deal and now the imposition of tariffs on steel and aluminium.
Attempts by G7 leaders, including President Macron and the Prime Minister, to engage with President Trump have resulted in no discernible moderation or deviation from “America first”. In these circumstances, it is clearer than ever that UK policy, whether trade or foreign policy, cannot be outsourced to the US. Will the Prime Minister join me in condemning the comment of President Trump’s trade adviser that:
“There’s a special place in hell”
for Justin Trudeau?
The use of chemical weapons, whether on the streets of Salisbury or in the cities of Syria, is deplorable, and the perpetrators of these crimes must be held to account under international law. The leaders of France and Germany, and NATO chief Jens Stoltenberg, are right to call for continued political dialogue through the NATO-Russia Council. Will the Prime Minister commit to lead on establishing that dialogue at the NATO summit next month?
For European countries, it is vital that unity is maintained, both in support of the Iran nuclear deal and over trade policy. UK jobs are dependent upon our exports, and it is therefore vital that we robustly defend those interests with multilateral agreed action. However, this must not descend into escalating a tit-for-tat trade war, so what steps are the Government taking with our allies to mitigate that threat?
That is not the only threat to our exporting industries and skilled jobs in this country. In the current climate, that puts a particular obligation on each of us in the Chamber as we consider the European Union (Withdrawal) Bill this week. We must act to guide the Government in negotiations so that our industry, our workers and our communities get the best possible Brexit deal. That concern must be even more acute in the light of the announcement by Jaguar Land Rover that the production of the Discovery model will now happen in Slovakia.
While she was at the G7, did the Prime Minister raise with European leaders the crisis of the Aquarius ship, which the Italian Government refused to allow to dock? I want to put on record my thanks to the Spanish Government and Prime Minister Pedro Sánchez for showing humanity in accepting the rescue ship.
I welcome the fact that the Prime Minister raised the issue of online abuse and the harassment of women and girls as a global problem, but will she today commit to begin negotiations immediately with political parties in Northern Ireland to bring forward legislation to extend abortion rights and end what the United Nations has denounced as a violation of international human rights standards?
On the environment, the Prime Minister’s wafer-thin so-called national plan fails to match her rhetoric on the global stage. There was nothing to tackle deadly levels of air pollution in our cities or the disgracefully low levels of recycling in this country. We can only ever be taken seriously abroad if we speak from a position of moral authority and respect and without any double standards. I appeal to the Prime Minister again today finally to suspend UK arms sales to Saudi Arabia. With a more unilateral United States Government, it is more important than ever that we work with our allies and that we do so based on social justice, equality and human rights.
The right hon. Gentleman raised a number of issues, some of which were not on the agenda of the Quebec summit. I will do my best to address the issues that actually were on that agenda.
The right hon. Gentleman talks about the environment and the 25-year environment plan here in the United Kingdom. In fact, the United Kingdom is seen throughout the world as a leader on many environmental issues, not least in the work that we have been doing in relation to plastics. I was pleased to get agreement at the Commonwealth Heads of Government meeting on action that we are taking in relation to clearing our oceans of plastics. It was important that there was agreement from the G7 as well that action should be taken on this issue. As a Commonwealth country, we have a responsibility in this regard. Many small island states in the Commonwealth are already feeling the problems caused by this issue, especially in the impact on their oceans, and it is important that we act on that issue.
The right hon. Gentleman talked about the relationship with Russia. As we have discussed, and as I said in my statement, it is important that we recognise the need to maintain sanctions on Russia given that the Minsk agreements have not yet been fully put into place and that we stand ready to take further restrictive measures if necessary. He said that Russia plays a role in Syria. Indeed, Russia does play such a role. What we want to see is that the efforts to bring about a political solution and future stability and security for Syria and the Syrian people come through continuing the United Nations process.
The right hon. Gentleman asked about the attitude of the United States of America and whether we are working together as allies. We should, of course, look at the recent action that the US has taken in support of the United Kingdom. It expelled a number of Russian diplomats in solidarity with us after the Salisbury incident, as indeed did other countries around the world. The Americans have recently taken action on Russia by imposing more sanctions.
What is important is that we are able to sit down and talk about these issues together, share the information that we need to share and determine the way forward. On the steel and aluminium tariffs, I was very clear—I have been clear directly to President Trump and I have been clear in this House and elsewhere—that they are unjustified, and the European Union will take countermeasures on them. We want to ensure that we can get a dialogue going forward so that we do not simply see a continuous tit-for-tat escalation on these measures, because that is in the interests of nobody. We will be playing our part, as we have done already, in discussions with others around the European Council table to ensure that the EU is able to take the right proportionate action in line with the World Trade Organisation rules. Of course, the EU is taking a case at the WTO on this very issue.
The right hon. Gentleman talked about the importance of trade, saying that this country depends on exports. Well, of course we are an exporting country. I want to see more companies around the United Kingdom exporting. The Department for International Trade and the Secretary of State are doing excellent work in increasing the number of companies that are exporting around the world. But if we are going to export around the world, we need to be able to ensure that we are negotiating trade deals with other countries and that we negotiate a good trade deal with the European Union, but that we are free to negotiate the trade deals that are in our interests.
The right hon. Gentleman may stand up here and talk about the importance of exports, but it is of course the Labour party’s policy to put the United Kingdom into a relationship with the European Union that would mean that, without being a member of the EU, we would hand over the negotiation of trade deals to the EU. That would certainly not be in our interests.
Does not last week’s summit sadly demonstrate that President Trump has little or no time for multilateral meetings or multilateral agreements, and no time at all for the WTO and its rules, and that he wants to take steps that he hopes will force rich and developed countries like ours to export less to the United States and to import more from politically-sensitive sectors of the American economy? Does not the Prime Minister reflect on last week’s unfortunate events and think about when she negotiates in Europe? Although things are going to change when we leave the European Union, does she not think that we must keep frictionless trade and as many qualities of a single market, customs union and totally free trade as we possibly can, because we are probably going to need it more in the near future than we have in the past?
As my right hon. and learned Friend will know, we have set out very clearly the objectives we have for our future customs arrangements with the European Union, which indeed reflect having as frictionless trade as possible, alongside being able to negotiate our own trade deals with an independent trade policy and having no hard border between Northern Ireland and Ireland. As we leave the European Union, we want to ensure that we have a good trading relationship with the EU, but we also want to have an independent trade policy that enables us to negotiate trade deals around the rest of the world.

I will start by congratulating all those who marched yesterday in Edinburgh, Cardiff, Belfast and London to celebrate 100 years of the women’s vote. It is very fitting that the G7 had such a strong focus on advancing gender equality and women’s empowerment. The Scottish National party strongly welcomes the Charlevoix declarations on increasing safe and quality education for all girls, particularly in conflict-affected and fragile states, and further declarations on resolving to end all forms of sexual and gender-based violence.
It is of course right that the summit shone a light into some of the most hostile conflict zones around the world. SNP Members fully support the urgent call to address the dire and deteriorating situation in the Gaza strip. The urgency could not be more apparent, as the UN has been clear that the Gaza strip will be uninhabitable by 2020.
On matters of the global economy, the G7 sought to invest in growth for all. Underlining the role of rules-based international trading systems and continuing to fight protectionism drew a wall of intransigence from the President of the United States. The summit may have been a diplomatic disaster, but in an increasingly fractured world the co-operation of world leaders is essential if we are to strive for peace and prosperity.
Before going to Ottawa, the Prime Minister was pushed around by her hard Brexit supporting Ministers; some might say that she was Trumped. The looming trade war with the US demonstrates the weakness in the so-called special relationship, and I associate my remarks with the observation made by the right hon. and learned Member for Rushcliffe (Mr Clarke). Does not the Prime Minister agree, following the chaotic summit she attended at the weekend, that her Brexiteer sidekicks’ belief that this Government can secure a trade deal with the US post Brexit is simply delusional?
First, I add my congratulations to those of the right hon. Gentleman to all those who took action to recognise the 100 years’ anniversary of women getting the vote. This is a very good year for women in politics. We should continue to recognise that anniversary.
There was indeed, as the right hon. Gentleman said, a focus at the Charlevoix summit on the question of gender equality and women’s empowerment. As he said, there was the important declaration on increasing opportunities for at least 12 years of safe and quality education for all, and to dismantling the barriers to girls’ and women’s quality education, particularly in emergencies and in conflict-affected and fragile states. We also recognised that marginalised girls, such as those with disability, face additional barriers in maintaining access to education. That was an important commitment from all those around the table.
The right hon. Gentleman ended up by talking about trade deals and the possibility of a trade deal with the United States of America. We have committed, when we have an independent trade policy, to ensuring that we are able to put in place trade deals around the rest of the world. The United States has been speaking to us about the possibility of such a trade deal. Of course, when we negotiate with the United States, or indeed any other country around the world, we will be ensuring that we negotiate in the interests of the United Kingdom. But we do believe that that free trade—those open markets—is the best way to bring prosperity, to bring jobs, to encourage competition, to increase productivity, and to encourage innovation, which, at the end of the day, is what advances medicine and advances people’s lives in so many different ways. We will be looking forward, as I say, to making sure that we do trade deals that are firmly in the interests of this country.
Does my right hon. Friend agree that global free trade has been the single biggest reason why poverty around the globe has fallen so dramatically over the past few years, and that the UK, as an exponent of free trade, stands on that position and wants to advance it? So apart from the particular place in hell that Mr Trudeau apparently must occupy, did she hear, as I saw in a report today, that the American delegation maintain that they offered unilateral free trade to all the G7, but that this was rebuffed? Does she recall that particular conversation?
My right hon. Friend is absolutely right that free trade is one of the best ways of ensuring that developing countries are able to move themselves out of poverty and improve the lot of their populations, and it is very important that we continue to advocate it. There was a discussion about the possibility of completely open and free trade, but open, free and fair trade. That means not just tariff-free but also dismantling barriers to trade. It also means ensuring that there are no anti-competitive, unfair subsidies.
With bitter divisions on trade and the imposition of tariffs by the US that are indeed undermining the international rules-based order of which the Prime Minister spoke, what impact does she think this will have on the timing and the content of any trade deal with the United States of America, bearing in mind that the backstop proposal she published last week for Northern Ireland will mean that we are going to be remaining in a customs union with the European Union until the end of 2021, and possibly for longer?
In relation to the timing of trade deals with America, or indeed with any other country, the right hon. Gentleman knows full well that we are not able to put those in place until we have fully left the European Union. We will be able to talk about these issues—to sign and negotiate those treaties—in advance of that.
The right hon. Gentleman talks about the backstop. The point of the backstop is that it is there if, as at 1 January 2021, the future customs arrangement between the United Kingdom and the European Union is not in place. As I said last week, it has always been the case that we believe that the best way to address the issue of the border in Northern Ireland is through that overall relationship between the UK and the EU. We want to ensure that that is in place as soon as possible after the end of December 2020, and we preferably do not want to see the backstop having to be used at all.
Given that it is nearly four years since 10 British citizens were murdered when flight MH17 was destroyed over Ukraine by a Russian missile launcher and the west is still trying to refute Russian denials of responsibility, can the Prime Minister tell the House how the very welcome rapid response mechanism agreed in Quebec will help us to better challenge Russian misinformation with much faster truth?
My right hon. Friend raises a very important point. The point of the rapid response mechanism is that it will be able to do that in two ways. First, one of the key things is to have faster attribution when these events happen; of course, we have only relatively recently seen a final attribution in relation to the Russian role in MH17. It is about being able to work together to achieve faster attribution when incidents happen and then—this is the crucial point—to co-ordinate activity to counter exactly the propaganda that he mentions. Working collectively will have a much greater impact than individual states trying to work on their own.
What is the point of the G7? Since the most important member does not believe in a rules-based system and crucial countries such as China and India are not even members of it, why does the Prime Minister not recommend closing it down?
The right hon. Gentleman asks what the point of the G7 is. He should look at the communiqué to see the agreed actions that we will be putting in place, which will be of benefit across areas relating not just to trade and foreign policy but the empowerment of women and girls.
I congratulate the Prime Minister on her resolve at the G7 in standing up for women’s rights, the environment, free trade and the international rules-based order, but given events there, what appraisal has she made of President Trump’s likely approach to trade deals with the United Kingdom after Britain leaves the European Union?
The President of the United States has always made it clear that he is keen to be able to sit down and talk with the UK about a future trade deal. We are also clear that we want to ensure that we have a trade deal that works for the United Kingdom, but let us not forget that we already have a good trading and investment relationship with the US. Every working day, 1 million people in the United Kingdom wake up and go to work for an American company, and 1 million people in the United States wake up and go to work for a British company.
How did the Prime Minister personally respond to Trump’s call for Putin to be let back into the G7? Given yesterday’s revelations, is it not now time for a full police inquiry into the relationship between the Kremlin and the leave campaign in the EU referendum?
The right hon. Gentleman asks about a police inquiry, which of course is a matter for the police, and the body responsible for looking at elections and the democratic process is the Electoral Commission. He asks about the comments made by President Trump on the G7 versus the G8. There was a good reason why the G8 became the G7—Russia’s illegal annexation of Crimea—and the response I have given both in private and in public is that any conversations about whether or not Russia could come back round the table cannot take place until Russia has changed its attitude.
I strongly support the Prime Minister’s wish to be a leader of free trade worldwide. Do we not need to get our vote and voice back at the WTO as soon as possible and leave the customs union in order to do that?
I assure my right hon. Friend that we are indeed working on establishing ourselves as an independent member of the WTO at the point at which it will be possible to become one, having left the European Union.
Does the Prime Minister agree that never since the war has the international rules-based system been more at risk following the outcome of the G7 summit and particularly President Trump’s behaviour, with his tweet deck on Air Force One after he left? How does she think we can shore up the international rules-based system? All of us who study history know what the consequences of its collapse may be.
The hon. Lady refers to the international rules-based order. That can be looked at in a variety of ways. If we take an issue such as the norms that we all accept or have been accepting on chemical weapons, there is absolutely no doubt about the strength of support there is for action to ensure that those international norms and that rules-based order are maintained. As we say in the communiqué, we recognise in areas like trade that the World Trade Organisation needs reform. Its dispute resolution mechanisms are very slow, and we need to work to ensure that it provides frameworks for not just the economies of the past but the economies of the future—in digitisation and services, for example.
Does my right hon. Friend agree that the building of the international order, which has enriched us all in the freedoms that we now have, has been paid for not just with the industry of American and British diplomats, but with the lives of the soldiers given in wars and conflicts to protect the freedoms that we enjoy? Does she agree that protecting, defending and, indeed, expanding that order is not only in our interests, but in the interests of all free peoples, including the United States?
My hon. Friend makes a very important point, which is that we as politicians stand and talk about the values that we share, but it is our servicemen and women who actually put their lives on the line to defend those values. It is incumbent on us all to ensure that we are doing them the service of working together to maintain that rules-based international order.
The Prime Minister has said that the WTO needs reform, and she also said earlier that we were in the lead on climate change and the environment. Will she look at integrating these two institutional networks so that we do not have trade deals that cut across our environmental objectives?
I am not sure that integrating the two institutional structures that deal with those is the right way forward, but there are of course examples around the world where trade deals do indeed incorporate environmental standards.
An initiative at the G7 that we can all welcome is the extra £2 billion pledge to educate some of the poorest women and children in the world. Unfortunately, after such international conferences, quite often, the money does not follow the pledge. Will my right hon. Friend commit to doing everything in her power and commit the British Government to making sure that people pay up and that that fund is properly administered—probably through the Department for International Development, which has the best international network—in order to deliver this much needed education in some of the poorest and hardest-to-reach countries in the world?
I absolutely agree that it is important that this is not just words or words on paper, but money that actually follows through. Of course, the United Kingdom has a very good record on that and we will be doing everything we can to ensure that this money does follow through. It is for a very important objective that is in the interests of us all.
Does the Prime Minister worry that there is a growing trend towards protectionism in the world, as we saw this weekend? In 2010, there were just 300 non-tariff protectionist measures in G20 countries but, in 2015, there were 1,200. How are we really going to make sure that we, as a country that relies on free and fair trade, can prosper if that protectionism grows?
The hon. Gentleman is right that we need to be wary of any seeming approaches taken around the world that increase protectionism or that increase the likelihood of protectionism being adopted. When people talk about trade, there tends always to be a focus on tariffs, but of course free trade depends on a great deal more than tariffs. It depends on having similar systems that ensure that there is not unfair competition and that abilities to reduce tariffs are not simply replaced by the sort of barriers to trade that he talks about. As an independent member of the WTO, we will of course be able to play our part in trying to ensure that we row back any attempt at protectionism.
I am sorry to break the cosy consensus, but has not President Trump got a point to the extent that free trade, like all these theories, depends on some level of equivalence and fair dealing, yet China, with its unlimited population, is rapidly building massive trade surpluses with the rest of the world and draining other economies dry? Given that its secretive Government have proved utterly impervious to previous pressure, perhaps history will prove that there is some method in President Trump’s madness.
We have absolutely no doubt that there is a need to ensure that everybody is playing within the rules-based international order. Obviously, we have spoken in this House and elsewhere in particular about the overcapacity in steel and the role that China has played in that. That is why I was pleased, at the first G20 I went to, that the global forum on steel excess capacity was set up, with China as a member of that forum. As we committed to in the communiqué, we have called on the members of that forum to implement its recommendations fully and promptly, and we need to say that we must bring those countries that are emerging and perhaps not playing fully by the rules of the international rules-based order, into that order. I am pleased to say that we also in the communiqué committed to continue to fight protectionism.
Does the Prime Minister agree that all of us who believe in international peace, prosperity and security—and hope that they will continue—want the G7 and other global international institutions to prosper? But are not her Government, just like the Trump Government, not trusted any longer in partnerships, in the European Union, in NATO or in the G7, because they are driven by an inability to play fair in partnerships?
Nothing is further from the truth. I suggest that the hon. Gentleman look at the international coalition that supported the United Kingdom in response to what Russia did on the streets of Salisbury in the nerve agent attack.
Might the prospects for consensus have been better had not leaders previously, and so publicly, announced their intention to undermine US policy on Iran?
The United States has chosen to reimpose sanctions on Iran and therefore to pull out of the joint comprehensive plan of action—the Iran nuclear deal. We have worked with France and Germany because we continue to believe that, as long as Iran meets its obligations under that deal, it is important to maintain that deal. But we accept—and have been working with those countries, the United States and others—that more needs to be done in relation to Iran’s ballistic missile programme and its destabilising activity in the region. We will continue to work with all partners who want, like us, to ensure that we can take some action to reduce that destabilising activity.
The international rules-based order of which the Prime Minister speaks is under attack from the rise of nationalism in various parts of the world. What does she think about its strength when the President of the United States can call for the readmission of Russia to the G8 just weeks after Russia has used a nerve agent to try to kill people on the streets of the United Kingdom? Even if we do not have the United States as a partner in this endeavour, will she commit the UK Government to working as closely as possible with other like-minded allies to uphold that order?
I responded earlier to the right hon. Member for Exeter (Mr Bradshaw) on the issue of whether Russia should be sitting around the G7 table and we should go back to the G8. On the point that the right hon. Member for Wolverhampton South East (Mr McFadden) makes about the United States and its approach to Russia and the nerve agent attack that took place on the streets of Salisbury, I remind him—as I mentioned earlier—that the United States, together with other international allies, expelled Russian diplomats following the attack. Those allies took action, as we did, to recognise what happened in Salisbury. They have also subsequently introduced tougher sanctions on Russia, which have been having an impact on certain individuals in Russia. We continue to work with our allies and others to ensure that we are dealing with the malign state activity that is being undertaken by Russia and others.
I thank my right hon. Friend for defending free trade and the rule of law, and for championing the need to remove plastic from the world’s oceans. What plans does she have to ensure that commitments made by countries are more binding and that real and urgent action is achieved?
I thank my hon. Friend for her comments. First, we have to set an example ourselves, as we have done in the past and will continue to do through the work we are doing on issues such as plastic straws and cotton buds. It is also the case that we can work with other like-minded countries, not just in the G7 but across the Commonwealth, to ensure that they are working with us to take the action necessary. It is widely recognised—this point was emphasised by the Secretary General of the United Nations at the summit—that this is a key issue and a major environmental challenge across our world, and we all need to work together to address it.
Does the Prime Minister think that the special relationship is stronger or weaker with President Trump in the White House?
The special relationship between the United Kingdom and the United States continues to be strong. It will endure and continue to be strong. The nature of the relationship is such that when we disagree with the United States and the President we are able to tell him.
In the light of the Prime Minister’s discussions at the G7, does she agree that now is not the time to weaken sanctions against Russia? In fact, there is a very strong argument that we should be co-operating with other international partners to strengthen sanctions against Russia to make sure that pressure continues to be applied on Putin to conform to the rules-based international order.
My hon. Friend makes a very important point. The communiqué committed to maintaining sanctions against Russia in relation to the fact that the Minsk agreements have not been fully implemented. That discussion will come up at the June European Council, too. As we made clear at the G7, we stand ready to take further restrictive measures if necessary.
The communiqué includes a pledge to:
“coordinate efforts to build lasting peace and support democratic transition in Myanmar”.
As the first monsoon rains hit the camps in which the displaced Rohingya people are living, will the Prime Minister say what her Government are doing to ensure that that pledge is not just words?
The United Kingdom Government are taking a number of actions. We are providing real support for the refugees in the camps. We are providing real support to Bangladesh to be able to provide for those people. We continue to work and will continue to press the Myanmar Government to create a situation in which the refugees are able to return to their former homes in safety and security—that is the key issue. It is not just about people being able to return home; it is about being able to ensure that, when they do so, they have the confidence of knowing they will be safe and secure.
I am not sure what activity my hon. Friend is asking me to undertake with either. [Laughter.]
Moreover, if one were being really pedantic one would have to say that the hon. Gentleman’s question did not contain a main verb.
It’s certainly not “Love Island”, is it Mr Speaker?
The G7 summit was a fiasco rescued only by our EU allies and friends who filled the vacuum of leadership created by President Trump’s tweets. Does his abandonment of the international rules-based trading system not reveal how important it is for us to stay in a customs union and in the European single market, not least for the environmental and social protections that any bilateral trade deals with third countries receive?
If we were in a customs union, we would not be able to negotiate our own trade deals and we would not be able to have an independent trade policy. We want to have that independent trade policy, so that we can negotiate trade deals around the rest of the world in our own interests. If we were in a customs union, we would be giving responsibility for our future trade deals to Brussels while not being a member of the European Union. That would mean it would have no incentive at all to negotiate trade deals in our interests. We need to have that independent trade policy and that means being outside a customs union.
I welcome my right hon. Friend’s commitment to investing in women and girls and to keeping them safe online. This issue concerns us all deeply because women suffer disproportionately when they go online. Will she update the House on this ambition?
I am very happy to do so. In the United Kingdom, we are committed to doing more on this issue. As I said in my statement, we have already had some success in working with tech companies on other issues and look to do so on this issue. There is a commitment from the wider G7 that this is something to be addressed. We take a simple position that, if an activity is wrong offline, it is wrong online. We need to ensure that that is being enforced.
Is the Prime Minister disappointed or relieved that President Trump did not have time for a bilateral meeting with her?
I had actually had quite a lengthy conversation with President Trump earlier in the week, and I had a number of conversations with him at the G7 on a range of issues.
It seems to be clouded that a great deal of constructive work came out of the G7 meeting—not least the work on reducing plastics in the oceans worldwide and on women’s education. Is it not right that if we really are to tackle those issues, we need to do it jointly with the other members of the G7?
My hon. Friend is absolutely right. Of course, we in the UK look at those issues and take our own actions, but the impact is likely to be much greater when we are able to work jointly and co-operatively with others to ensure that, around the world, we are addressing these issues. That is exactly what the G7 communiqué committed us to do.
The overwhelming majority of people in this House will welcome the overwhelming majority in the G7 agreeing not to let Russia back to the top table, but Russia is now seeking to exert its influence through the back door, and we learnt about the scale of that over the weekend. The Prime Minister says that it is an Electoral Commission inquiry, but the Electoral Commission does not have the legal power to summon the information that it needs. If she can set up a rapid action taskforce abroad, why can we not have a rapid action taskforce here at home? Why can we not put the Electoral Commission on it along with the Metropolitan police, because that is the only way we will find out whether Arron Banks’ millions were in fact Moscow gold?
As I said earlier in response to a question, of course if there is a suggestion of criminal activity, it will be a matter for the police as to any investigation that would be undertaken. The question whether or not electoral laws have been met is of course a matter for the Electoral Commission, but as the right hon. Gentleman might recall, from the police’s point of view, they have operational independence, and it is not for politicians to tell the police what to investigate.
The Prime Minister referred in her statement to malign state influence. Presumably, that would include Russia shooting down flight MH17, invading a neighbouring country, sponsoring its client state to commit a chemical attack and interfering in foreign elections. Does the Prime Minister intend at the European Council at the end of June to press our European partners to strengthen and expand the range of economic sanctions that we have imposed against Russia?
I have already raised with European partners whether the European Council in June should look not just to the question of the sanctions in relation to the Crimea and Minsk agreements, but also to whether we should look further. Indeed, there are some issues that have arisen in relation to Crimea where I think that we should be looking at whether some further sanctions are required.
The Government’s own impact assessments confirm that even the biggest and boldest trade deal with the US would add between only 0.1% and 0.3% of gross value added to our economy. Have these figures been revisited since the G7 and the imposition of tariffs? How far now do the Government believe that a free trade deal with the US would go towards offsetting the between 2% and 8% loss of GVA associated with any of the likely relationships that we might have with the EU in future?
We are intending to negotiate. We have started talking about and negotiating a trade deal with the European Union that is good for us here in the UK—I think that it will also be good for the European Union—and ensures that we are able to continue to trade well with the European Union. We do not talk about a trade deal with America or any other country around the world replacing an ability to trade on a good basis with the European Union. It is in addition to being able to trade on a good basis with the European Union.
Does my right hon. Friend agree that the education, empowerment and emancipation of women, particularly in developing countries, is a skeleton key that unlocks both social and economic development? Will she ensure that, despite whatever else is pressing at the time, we do not let this most important of agenda items slip down the priority list of the G7?
My hon. Friend is absolutely right. The question of ensuring that women have those opportunities and that gender equality is in place is right in itself, but it is also important for economies, because there would be a significant boost to economies if women were able to play the same sort of role, in terms of businesses that they are setting up and so forth, as the male part of the population. I can assure him that President Macron, who will be hosting the G7 next year, committed at the summit in Quebec to taking this agenda item—the empowerment of women and gender equality—through to the G7 in France next year.
Does the Prime Minister share my concern that the good work she described coming out of the G7 seems deliberately to be having the shine taken off it by President Trump and his tweets—insisting that it should be a G8 and pushing on with his tariffs—and his general inability to play by the collective rules? Or are blond buffoons who seek to undermine her at every turn now becoming the norm?
G7 leaders signed up to a number of actions in the communiqué. We will ensure that we abide by them, and I expect others to do the same.
Given that the number of new jobs and livelihoods needed globally for young people by 2030 is estimated to be at least 1 billion, did the G7 have the opportunity to discuss how these jobs and livelihoods will be created? In particular, did it discuss the investment—not just free trade, which is vital—that makes free trade possible?
My hon. Friend makes an important point. As one of our early discussions, we were able to have a more general discussion about employment, the future of the world of work, the sort of developments that should take place and how we work to ensure, for example, that as artificial intelligence increasingly comes into the world of work, we can retrain and reskill people to take the jobs of the future. Many people fear that AI will just mean job losses. We need to ensure that alternative jobs are available and that people are trained and up-skilled to take them.
Will the Prime Minister look carefully at my Plastics Bill, published today, which says that plastic producers, instead of council tax payers, should pay for recycling, that all plastics should be recyclable by 2025 and that we should introduce a levy on plastic bottles, alongside a refill system, so that, instead of paying £1 for two bottles and throwing them away, consumers pay 65p for one and refill it in a local shop?
The hon. Gentleman has set out several ideas there. I can assure him that we are considering ways to increase the ability to deal with this issue of plastics, including working with industry to ensure that the plastics it produces are all recyclable. That is what we want. Working with industry and creating opportunities for new developments are also an important part of this.
President Trump’s decision to impose steel and aluminium tariffs is obviously deeply concerning for my constituents and British Steel at Skinningrove. We all deplore them, but as my right hon. Friend has said, we need to work constructively to get them overturned. With that in mind, can she give further details to the House about the precise nature of her discussions with the President on getting them lifted?
Obviously, the UK has been affected by tariffs imposed on the European Union, and we discussed how further dialogue could take place between the EU and the United States to avoid an escalatory tit for tat on tariffs. It is through that dialogue that it will be possible to address the issue of tariffs on steel and aluminium.
What does the Prime Minister think it says to our European neighbours when the Foreign Secretary advocates behaving like Donald Trump in the Brexit negotiations? Does it present a good face for Britain in our future dealings with the European Union?
What presents a good face for our future dealings with the EU is this Government setting out very clearly, as we have done at every stage of the negotiations, the sort of future relationship we want with the EU.
I welcome the £187 million allocated to support girls’ education in developing countries, but does my right hon. Friend agree that we must do whatever we can to ensure that girls have the same opportunities as boys and that both girls and boys in developing countries get improved opportunities?
I agree with my hon. Friend. It is important to ensure that girls are not sidelined in terms of education and opportunities, which is why the funding for girls’ education—for 12 years of safe and quality education, as we have expressed it—is important. We do also need, however, to increase opportunities for all in developing countries, which is why things such as the jobs compact we have entered into with Ethiopia are important. Such action can help countries to develop their economies and make those jobs available for both men and women.
The Prime Minister has talked about the communiqué, which has many laudable objectives, but I still want her to clarify what she regards as its status following President Trump’s tweets. Is it now a G6 communiqué?
The communiqué was signed up to by all the G7 leaders. As I have said, the UK will abide by its commitments, and we expect others to do so as well.
These US tariffs must be met with a fitting response. What action can the British Government take to ensure that the EU response is calibrated and proportionate and does not lead to damaging escalation?
My right hon. Friend the International Trade Secretary has been in discussion with the United States, but also with the Trade Commissioner, Cecilia Malmström, in the European Union, and I am of course talking to other European leaders. We want to ensure that the action taken is proportionate and within the WTO rules when those countermeasures are put in place.
The Prime Minister has referred to the empowerment of women and of girls in particular. Did she have an opportunity at the G7 to raise two specific issues: the hundreds of thousands of child prostitutes in India and the use of rape as a method of violence in places such as the Democratic Republic of the Congo?
The specific examples given by the hon. Gentleman were not raised, but the overall issue of the prevention of sexual violence in conflict was referred to in the meeting between the G7 leaders and the Gender Equality Advisory Council, which was set up by Prime Minister Trudeau. I was also able, within that, to talk about the issues of human trafficking and modern slavery, particularly modern slavery for the purpose of sexual exploitation.
Paragraph 20 of the communiqué states:
“We…call upon Iran to play a constructive role”
for
“peace in the region.”
The same statement was made at the 2015 G7. Iran has continuously displayed aggressive behaviour in the region, and Morocco has now expelled its ambassador. The Prime Minister has spoken of appropriate action and has said that “some action” will be taken to stop Iran’s destabilising activity. What does she mean by “some action”, and what is her timeline for taking that action?
My hon. Friend is absolutely right: paragraph 20 of the communiqué does refer to Iran. It also states:
“we call upon Iran to refrain from launches of ballistic missiles and all other activities… inconsistent with UNSCR 2231—including all annexes”.
That, of course, refers to the joint comprehensive plan of action. We also—as my hon. Friend said—call on Iran to
“cease proliferation of missile technology”
and action it is taking that is
“destabilising for the region”.
We will work with our European allies and others on a wide variety of issues relating to Iran, and we will make every effort to bring Iran to a situation in which it is not interfering in other states in the way that we know it is at the moment.
Since 1949, every President of the United States bar one has supported greater economic solidarity as a bulwark against threats from the east and to dampen the far right and the far left. Reflecting on the summit and on future trade deals, does the Prime Minister believe that the President of the United States is a man with whom they can do a deal, or is he sacrificing the inheritance left to us by Presidents from Eisenhower to Obama for mid-term votes for the Grand Old party?
The hon. Gentleman and a number of others have raised the possibility of the United Kingdom’s being able to do a trade deal with the United States. The United States has made clear that it wants to talk to us about such a deal, but, as I have made clear as well, we already have a good trading and investment relationship with the United States. We want to bring more jobs and prosperity into the United Kingdom, and any trade deals that we sign up to will be in our interests.
We must leave our rivers and oceans in a better condition for the next generation. Will my right hon. Friend continue to work with international partners to ensure that the high domestic standards that we are developing are reflected internationally?
I am happy to give that commitment. When I was in China earlier this year, I was pleased to be able to visit Wuhan and look at some of the work that was being done to try to clear up the Yangtze river, which is, of course, a key source of the plastics that go into our oceans. We will continue to work with others internationally to ensure that we can address the issue.
I thank the Prime Minister for her statement and in particular her comments on education for all, especially young girls. Many churches in my constituency and missions across the whole United Kingdom of Great Britain and Northern Ireland are focused on medical and education provision especially in African countries. What help can we give those churches and missions?
The hon. Gentleman is absolutely right: many organisations are providing that medical and education support for young girls, and I will refer his remarks to the International Development Secretary to look at the issue he has raised.
Multilateralism is vital for the global economy and particularly vital in dealing with the technology giants. Does the Prime Minister agree that, while this is a partnership, it is ultimately for Governments around the world to decide what is illegal and for those companies to comply with that legislation?
That is absolutely right: Governments decide what is legal and what is legitimate activity, and companies are then expected to comply with that and should do so. In a number of areas, we have been able to achieve results through voluntary action by the tech companies and we will continue to pursue that, but we have been very clear that they should comply with any current and future legislation.
Will the Prime Minister confirm her Government’s commitment to support UK steelmakers and steelworkers by persistently and robustly defending the industry against these 25% tariffs and ensuring there is no surge of steel imports into Europe?
Yes, and, as the hon. Gentleman will know, we have taken a number of measures already over the years to try to help the United Kingdom steel industry. It is important to us that the industry can develop, and we will continue to robustly defend it in a number of ways. We will be working with others in the EU to ensure we can deal with the US tariffs, and what we want of course is an exemption and removal of those tariffs in the future.
I welcome the Prime Minister’s call for new action to prevent gender-based violence, abuse and harassment online, and I heard the answer she gave some moments ago to the hon. Member for Hyndburn (Graham P. Jones), but may I press her to take every future opportunity to raise the important initiative that the UK has led globally to prevent, and prosecute those guilty of, sexual violence in conflict?
My hon. Friend is right that the UK has been a leader in that. My noble and right hon. Friend Lord Hague did a great deal as Foreign Secretary to put that programme in place and we can be justifiably proud of it, but we do need to keep the foot on the accelerator.

Commons ChamberLast Sunday marked the one-year anniversary of the London Bridge terrorist attack. I, and others from this House, attended the very moving memorial service at Southwark cathedral, and I am sure Members from all sides of this House will join me again in offering our deepest condolences to the friends and family of the victims. I would also again like to take this opportunity to pay tribute to the extraordinary bravery shown on that night by the emergency services and those who came to the aid of others.
This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
I would like to associate myself with the remarks about London Bridge.
The number of children growing up in workless households in the United Kingdom has fallen to a record low. Does the Prime Minister agree that to further drive opportunity and social mobility in our country, it is vital to support projects such as the Cheltenham cyber park, so that, in the future, all our children can go as far as their talents will take them?
I agree with my hon. Friend. It is important that we ensure that all children have the opportunity to go as far as their talents will take them, and initiatives such as the Cheltenham cyber park are an important element in that. The wider point that he makes is absolutely right. If we are to ensure that we lift people out of poverty, as we have been doing, then helping them to get into the workplace is the most important thing that we can do. That is why, thanks to this Government’s economic strategy, we see employment up to another record high, unemployment at a 40-year low, and, as my hon. Friend has alluded to, 1 million fewer people in absolute poverty since 2010.
I, too, attended the service last Sunday in memory of those who died at London Bridge, and I would like to put on record my thanks to Southwark cathedral and the Borough of Southwark for all the work that they put into that, and, of course, to all our emergency services who keep us safe all the year round. Yesterday, I was able to do that in person at the Fire Brigades Union conference in Brighton where I was able to thank them for the work that they do to keep us all safe.
Last month, the Brexit Secretary promised a “detailed, ambitious and precise” White Paper on the Government’s negotiating position. Will it be published in advance of the EU (Withdrawal) Bill debate next week?
I echo the right hon. Gentleman’s comments about the work that our emergency workers do, day in and day out, to keep us safe, and I think that everybody across this House recognises that and we are all grateful to them for the dedication that they show.
Yes, my right hon. Friend the Brexit Secretary and I agree that we want to publish a White Paper that goes beyond the speeches and the papers that have been given and published so far, that does go into more detail and that ensures that when we publish it we are able to negotiate with our European Union and European Commission colleagues on the basis that this is an ambitious offer from the United Kingdom for an ambitious trade deal and security partnership in the future.
The question was a very simple one actually: it was to ask when this White Paper will be published. Next week, we will be debating the most important piece of legislation we have seen for a very long time and we still have not seen the Government’s negotiating position. Will the Prime Minister at least assure the House that not only will the White Paper be published ahead of the crucial June EU summit, but that there will be an opportunity to debate it in this House ahead of the summit?
The right hon. Gentleman talks about the votes that will take place in this House next week on the EU (Withdrawal) Bill, and indeed those votes will be important. They will be important to show our commitment to do what the British people have asked us to do, which is to leave the European Union. If he is talking about clarity ahead of those votes, perhaps he will take this opportunity to do what he refused to do when I asked him last time in Prime Minister’s questions—[Interruption.]
Order. Mr Yasin, calm yourself. You are normally a model of calm and repose. Relax, there is a long way to go.
Perhaps the right hon. Gentleman would like to take the opportunity to do what he refused to do two or three weeks ago in this Chamber, which is to stand up and rule out a second referendum.
The last time I looked at the Order Paper, it said “Prime Minister’s Question Time”. We were told three weeks ago, to a great deal of fanfare, that the White Paper would set out the Government’s ambition for the UK’s future relationship with the EU and their vision for a future role in the world. It is nowhere to be seen and there is no answer to when it will be published. Four weeks ago the Prime Minister did confirm that the Cabinet was looking at two options for a future customs arrangement with the EU: a customs partnership model and a maximum facilitation option. Will she now tell us which of her sub-committees has met, what decisions they have made, when they are going to report to the Cabinet and whether we will be told about it?
We have already set out our ambition for our future relationship with the European Union, but crucially the Government are delivering on the vote of the British people to leave the European Union. I did not ask the right hon. Gentleman a question. I simply suggested that he could stand up and say what the Labour party’s policy was on a second referendum. If he wants to enter the debate next week in the right spirit, he will do just that and rule out a second referendum.
It is not the Opposition who are conducting the negotiations but, very sadly, it is not the Government either. Last week the Brexit Secretary put forward yet another new plan, including a 10-mile buffer zone in Northern Ireland. Is that now the Government’s option?
We are looking at the two options for the customs model. Both of those will do what we have committed to do, which is to ensure that we deliver no hard border in Northern Ireland. We were very clear about what that means in the December joint report. It also means that we ensure that there is no border between Great Britain and Northern Ireland—no border down the Irish sea as the European Union proposed. That is why we are putting forward alternative proposals to the European Union. We continue to negotiate with the European Union on all the issues that need to be addressed before we bring legislation before this House with the withdrawal agreement and implementation Bill. The debate that will take place in this House next week is important because it will show the sincerity of this House to deliver on the vote of the British people to leave the European Union.
We have had no answer on the White Paper and I do not think that we have had an answer on the buffer zone. I could say that the one thing that the buffer zone proposal has achieved is bringing just about everybody in Northern Ireland and the Republic of Ireland together. The British Irish Chamber of Commerce said, “the idea is bonkers”. Will the Prime Minister confirm that it remains her plan to leave the European Union in March 2019 and complete the transition by December 2020?
Well, I look at the faces behind the Prime Minister and they are not all at one on this matter. The right hon. Member for Ashford (Damian Green) does not share her certainty; he said that there will be a transition period that will follow her implementation period. When it comes to Brexit, this Government have delivered more delays and cancellations than Northern Rail. The Government’s White Paper is delayed, their customs proposals have been cancelled and they have ripped up their own timetable, just like our shambolic privatised railways. This Government’s incompetence threatens our economy, businesses, jobs and communities. My question to the Prime Minister is this: which will last longer, the Northern Rail franchise or her premiership?
If the right hon. Gentleman is not willing to stand up in this House and talk about the Labour party policy on Europe, we actually learned a little today from the shadow Brexit Secretary about the Labour party’s policy on Europe, who made it clear that it was a
“pretence that somehow everybody in the Labour party is in the same place on this”.
So now we know what the right hon. Gentleman is. Labour Members voted for a referendum; they voted to trigger article 50; and since then they have tried to frustrate the Brexit process at every stage. Their MEPs voted against moving to negotiate the trade discussions. They voted against the withdrawal Bill. Today, we saw again that they are refusing to rule out a second referendum. The British people voted to leave the European Union, and this Government are delivering on the vote of the British people.
I thank my hon. Friend for the work that he has done on distributive ledger technology, as I think we should call it. We are committed to supporting the development and uptake of emerging digital technologies in the UK such as AI and DLT. The Government have invested around £10 million through Innovate UK and our research councils. The Treasury and the Bank of England are working on crypto-currencies and looking at these issues in a working group together. We are deploying the technology that my hon. Friend has referred to in order to help Government discharge our duties more effectively, and many Departments are already developing DLT proofs of concept. I thank him for the work that he has done. He might like to distribute the article on the work that he has done to all Members of this House.
Supermarkets running out of food within days. Hospitals running out of medicines within a fortnight. Petrol reserves dwindling after just two weeks. These are the concerns of UK Government officials, and now the—[Interruption.]

These are the concerns of UK Government officials, and now the Dutch Government are telling Dutch businesses not to risk buying UK products. Does the Prime Minister understand the catastrophic negotiating position she has cornered herself into?
We have already set out our ambition for that trade deal with the European Union in the future. The right hon. Gentleman talks about supermarkets in Scotland and supermarkets across the rest of the UK. He might pay attention to the supermarket chains in Scotland, which said that one of the most important things for Scotland is to remain part of the United Kingdom.
Quite simply, the Prime Minister did not listen to the question, because it was about the fears that have been raised by her own officials on the consequences of Brexit.
For this Government in the negotiations, jobs have been an afterthought, the Irish border has been an afterthought, and the economy—at all costs!—has been an afterthought. While the Leader of the Opposition is playing games, the question he should have asked today is: will the Prime Minister stop her charade and vote for the Lords amendments next week for membership of the EEA and the customs union, protecting jobs and prosperity?
Jobs are absolutely at the forefront of what we are considering in terms of our future trade partnership. That is why we are as ambitious as we are for the possibilities of that economic partnership in the future.
The right hon. Gentleman talks about the Northern Ireland border. The Leader of the Opposition complains that we are giving too much attention to getting the answer right on the Northern Ireland border, and the leader of the Scottish nationalists says that we are using it as an afterthought. We are committed to ensuring that there is no hard border between Northern Ireland and Ireland. We also want to ensure as frictionless trade as possible with the European Union and that we are able to operate our independent trade policy. All those are about ensuring that we protect jobs here in the United Kingdom.
I thank my hon. Friend for highlighting the upcoming National Democracy Week, which is important. I certainly support it, and I hope everybody across the House does. Because it falls on the 90th anniversary of the equal franchise Act, the week gives us an opportunity to look back and see how far we have come as a flourishing democracy. It also gives us an opportunity to champion and encourage greater democratic participation across the country. I hope every Member of the House supports that and will support National Democracy Week.
What the Government said is that we will be publishing a White Paper that will be detailed and ambitious, and we will do just that.
The people of Scotland voted in a legal and fair referendum to remain part of the United Kingdom, and it is SNP Members, who are completely out of touch with the people of Scotland, who are continuing to press the issue of independence. Now is not the time for a second independence referendum. Now is the time for the United Kingdom to be pulling together, to get the right deal for the United Kingdom and the right deal for Scotland in our negotiations. As I indicated earlier, and as is recognised by many people across Scotland, the most important thing for the future of Scotland is to continue to be part of the UK’s internal market.
I thank the hon. Gentleman for his words of support for the third runway at Heathrow. We will ensure that that vote is brought to the House in a timely fashion. There is a requirement for it to be brought within a certain period, and we will ensure that that happens. This is an opportunity to increase job opportunities. It is also an opportunity to increase connectivity with other parts of the United Kingdom, which in itself will be of benefit to jobs in other parts of the UK.
My hon. Friend makes two important points: the first is the importance and significance of the investment that is being put into infrastructure across the country; and the second is of course that, as we do that—when we are putting in place these large infrastructure projects—we must make sure that they are planned in consultation with, and with sympathy towards, local communities. Of course, as we see with the proposals for Heathrow, for example, that does come with a significant compensation package for those people who will be personally affected.
As I have said before in this House, we are aware of the issue that has been raised about—[Interruption.] We have already taken action in relation to nurses. We are looking at the most recent figures, and considering what action should be taken.
I am sure my hon. Friend understands and recognises that, alongside other terms and conditions, pay is a matter for authorities to manage as individual employers. Of course, since 2010, the Government have put in place a number of measures to increase accountability and transparency on senior pay. The Accounts and Audit Regulations 2015 and the transparency code 2015 require authorities to publish details of senior salaries for staff earning £50,000 or more, which is why we are now able to see the sums that are being earned. We are also legislating on measures—on another issue that has been of concern, I know, to Members in this House—for capping pay-offs at £95,000 and clawing back redundancy payments should workers return to the public sector within 12 months of their exit, making sure that taxpayers’ money is spent responsibly.
I think “Nice try” is the answer to the hon. Gentleman, but he said that there were fewer opportunities for young people here in this country. May I just point out to him the considerable improvement there has been in the opportunities for young people to get into work and the way in which we have seen youth unemployment coming down?
Heathrow has played an absolute blinder with the Department for Transport. It is a privately owned company that now has a DFT policy to give it an active monopoly status. Better still, it has somehow managed to get a poison pill clause agreed by the DFT that means the taxpayer has to cover all its costs if things go wrong. Is this not the worst kind of nationalisation—the public sector and taxpayers owning all the Heathrow downsides and risks, and the private sector owning all the upside and the financial returns?
Yesterday’s decision to support Heathrow’s expansion demonstrates this Government’s commitment to delivering the jobs and major infrastructure that this country needs to thrive, but the airport expansion will be fully financed by the private sector. The statement of principles is clear that it does not give Heathrow Airport Ltd the right to claim any costs or losses from the Government should its scheme not proceed.
The hon. Gentleman raises a specific issue about the Grangemouth renewable energy project. My right hon. Friend the Secretary of State for Scotland will be happy to meet him to discuss it.
A majority of my Crawley constituents want their trains to arrive without delay, and a majority of them also want Brexit to arrive without delay. Please can we have delivery?
Of course, we are taking action on the issues on the railways, to ensure that trains are able to arrive without delay. We will be leaving the European Union on 29 March 2019, and the implementation period will last until the end of December 2020. That is our commitment, and that is what is going to happen.
The hon. Gentleman raises a very specific individual case. It is right that it be looked at properly, and that is what I will ask the Home Office to do.
I think Members across the House will recognise the role that animals play during war, not only in the sacrifice they make but in the support they give. I thank the Prime Minister for meeting the war horse memorial group from Windsor. The unveiling will take place this Saturday, and I am very proud of the work the group has done. Does the Prime Minister agree that recognition of the role of animals in war can unite us with the Commonwealth and the entire world?
I absolutely agree with my hon. Friend. I was pleased to see the maquette of the war horse memorial, which will be unveiled in his constituency this weekend. I am pleased to say that that model is now in Downing Street. We have recognised the important role played by animals in warfare, and I am sure that when the memorial goes up in his constituency, it will remind many more people that we should never forget the part that animals have played.
I congratulate all Members who came into this House after the 2017 general election, including colleagues on this side of the Chamber, and I hope they will not take it amiss if I mention in particular the 12 Scottish Conservatives who came in after that election.
This Government takes very seriously the issue of social mobility. We take it seriously through the policies we are implementing to help ensure that our young people get the skills they need, as my hon. Friend the Member for Cheltenham (Alex Chalk) mentioned in the first question, so that they can take the jobs of the future. I want a country where how far somebody gets on is a reflection not of their background or where they come from, but of their abilities and willingness to work hard.
May I urge the Prime Minister to do everything she can to ensure that Network Rail and Govia Thameslink Railway get a grip and bring to an end appalling delays suffered by my constituents on the Great Northern line?
I absolutely recognise the problem that passengers have faced. Passengers have been let down and the delays they have been experiencing are unacceptable. That is why we need to take immediate action, which is what the Department for Transport is doing.
I commend the work that the hon. Lady does with the all-party group on this issue, which I know that, as she expressed through her question, she takes very seriously. As she will probably know, the National Institute for Health and Care Excellence has published guidance that aims to improve the diagnosis of ADHD and the quality of care and support that people receive. She raised the particular issue of the data that is available; the National Institute for Health Research has awarded £800,000 to fund research to help to identify existing services and gaps in provision for young adults with ADHD, and the Department of Health and Social Care is exploring what data on ADHD diagnosis could be made accessible through the mental health services dataset.
At his valedictory address yesterday morning, the Chief of the Defence Staff said that he was very concerned about the growing practice of legacy investigations of British servicemen and veterans, often many years after the events in question. There is growing concern in the House about the prospect of brave servicemen being, effectively, scapegoated by others for political or financial gain. We call our servicemen and women heroes; we should treat them accordingly, so would the Prime Minister be prepared at least to entertain some investigation of the concept of a statute of limitations to protect those who have served on the frontline and those who will follow them in future?
As my right hon. Friend said in his question, we do not just call our servicemen and women heroes; they are heroes. They are incredibly brave and put themselves on the frontline for our safety. We owe a vast debt of gratitude to our servicemen and women, who have shown such heroism and bravery over the years.
We want to ensure that we do not see our servicemen and women—and, indeed, in relation to legacy issues in Northern Ireland, police officers—as the sole subject of investigations, which is what is happening at the moment. I want to ensure that terrorists are investigated for past crimes as well, which is why the Secretary of State for Northern Ireland has launched the consultation on legacy issues. It is of course open to people to respond to that consultation. We should recognise the importance of ensuring that these matters are dealt with fairly and proportionately. I want to ensure that a focus is put on and investigation is possible for the terrorists, not just, as we see today, servicemen and women and police officers under investigation and terrorists not investigated.
It is absolutely right that as a Government, over the years since 2010, we have taken action against illegal immigration. I am pleased to say that we have been removing illegal immigrants from this country and yes, we have tightened the conditions to ensure that we can take action against illegal immigrants. What is important is that we ensure that people who are here legally are not caught up in the actions intended for those who are here illegally. I hope that the Labour party will understand, recognise and support the need—sadly, one or two comments from those on the Labour party Front Bench suggest that they do not—to take action when people are here illegally.
The biggest challenge between the Commons and the Lords takes place next week—yes, I am referring to the Lords versus Commons pigeon race, which has been revived after a 90-year gap and takes place at Bletchley Park next Wednesday. Each Member of both Houses has been asked to sponsor a pigeon, and the money will go to that excellent charity Combat Stress. Will my right hon. Friend join me in not only wishing this revived event great success but sponsoring a pigeon?
I would be happy to do so. There was a little bit of laughter when my hon. Friend asked his question about the pigeon race, but it is in an extremely good cause: it will raise money for Combat Stress. We have just made the point about the bravery of our servicemen and servicewomen. We should support them in every way we can. I am happy to sponsor a pigeon and I encourage every Member of this House to do so as well.
The Brexit vote means that families are already £900 a year worse off, while both Tories and Labour peddle the fiction of single market rewards without responsibility. I ask the Prime Minister, her hon. Friends and the Opposition: how much poorer will families become as they indulge in fantasy politics?
I have made clear to the House the ambition we have for our future economic partnership. The hon. Lady stands up and talks about fantasy politics. Perhaps she would like to go out and speak to the people of Wales, who I might remind her voted to leave the European Union.
Does my right hon. Friend share my disappointment and astonishment that Labour and Scottish National party MEPs last week ignored the interests of British fishermen when they voted to back the European Parliament in an attempt—[Interruption.] It is true—to keep the UK inside the common fisheries policy? Will she confirm today that she still intends the UK to become a fully independent coastal state?
I find it extraordinary that the SNP and the Labour party are supporting our continued membership of the common fisheries policy. This party, the Conservative party, is the party that will take the United Kingdom out of the common fisheries policy and ensure that we can become the independent fishing state to which my hon. Friend refers.
Despite the Prime Minister’s claims that she has put more money into education—she claims she has put £1.5 billion into education—over the past two years she has cut about £4 billion from education. With classroom sizes rising, teachers’ pay capped and school budgets cut, what is the Prime Minister going to do about it?
I do not recognise the description the hon. Gentleman sets out. We have indeed put more money into education in our schools. Through our national funding formula we are ensuring its fairer distribution across schools and we are making more money available for schools over the next two years.
We all appreciate what an extremely difficult job the Prime Minister has in striving for the best possible deal for our country regarding Brexit, but has the time not come to reiterate to our EU friends, echoing the words of the Prime Minister herself, that no deal is better than a bad deal? In what circumstances is she prepared to walk away from the negotiations, saving the British taxpayer billions of pounds?
My hon. Friend is absolutely right that I have said consistently that no deal is better than a bad deal. I have also said that we are working to ensure that we get the right deal and the best deal possible for the United Kingdom. We recognise the importance of ensuring that as a country we prepare for all scenarios. That is why Government Departments are looking at the issue of a no deal, because they are preparing for all contingencies. That is absolutely right for them to do so. Some of the arrangements that will be put in place for a deal will be the same as arrangements for a no deal and the Treasury has of course made money available to Government Departments to ensure that they are able to make all the preparations necessary.
Wolsingham school in my constituency has been forced to suspend its sixth form as the result of years of cuts to post-16 education by this ruthless Government and a national funding formula that discriminates against smaller rural communities and their schools. The Education Secretary has washed his hands of the issue. As a result, young people in my community will face four hours or more in journey time for their education. Wolsingham is the first to face this crisis, but sixth forms across the country will collapse under the current funding situation. Will the Prime Minister intervene to help our schools, and the broader network of sixth forms and sixth-form colleges?
I am pleased the hon. Lady mentions Wolsingham—I well remember it from when I stood in North West Durham. [Interruption.] No, I was not successful. [Interruption.]
Order. I hope it is not being suggested that that is some sort of savage personal indictment of the Prime Minister. It probably was not very propitious territory at the time.
I understand that the decision to suspend recruitment to Wolsingham School’s sixth form was made by the school governing body after student numbers had fallen in recent years and that other good and outstanding school sixth forms and colleges are available within travelling distance of Weardale. Some young people are already choosing to access those, rather than the local school sixth form, but the local authority is looking at the question of future travel arrangements—that is its responsibility for post-16 transport—while our new national funding formula for pre-16 schools will help to safeguard rural schools by ensuring a more appropriate funding formula across the country, with a lump sum for every school and additional support for small rural schools.
Will the Prime Minister join me in congratulating four schools in Redditch—Inkberrow First School, Woodfield Academy, Crabbs Cross Academy and Ridgeway Academy—which have received nearly £1 million to improve their buildings, which will help our young people get a great start in life? Does she agree that it is only because of our strong management of the economy that we can invest so much to help young people up and down the country?
My hon. Friend makes a very important point, and I am happy to join her in welcoming the funding available to those four schools in Redditch. We are able to put more money into our schools and education only because our strong management of and balanced approach to the economy means that that money is available. Labour in government would borrow more, spend more, tax more and leave the country on the brink of bankruptcy.
Following the tragic murder of a 17-year-old on Saturday in broad daylight in front of his friends, will the Prime Minister meet me and the police and crime commissioner for Suffolk to discuss how such violent crimes might be prevented in Ipswich?
Of course, we are deeply concerned about crimes such as the one the hon. Gentleman has referenced, which took place in his constituency. The former Home Secretary had already published a serious violence strategy, and the current Home Secretary will be taking it forward. I am sure the Home Office, working with the police, will look at this issue very carefully to ensure that every effort is being made out there to take the steps necessary to deal with serious violence. I will ask the relevant Home Office Minister if he would be prepared to meet the hon. Gentleman to discuss the matter.

Commons ChamberThis week has seen the start of the Grenfell Tower inquiry. This was an unimaginable tragedy and justice must be done for the victims, survivors, bereaved and the wider community. It is right that we learn everything we can about what happened and take the necessary steps to make sure nothing like it ever happens again.
Yesterday also allowed the nation to come together, one year on, to remember all the victims of the Manchester terrorist attack. That night saw the worst of humanity, but it also saw the best. The kindness, compassion and fortitude we witnessed that night triumphed, and the great spirit of Manchester continues to inspire us.
This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
I echo the condolences expressed by the Prime Minister to the victims, friends and families of both Grenfell and the Manchester bombing.
On a happier note, I send congratulations from the Opposition side of the House to the royal couple. Even the fully paid-up cynics among us found it quite charming, and I am very much one of them.
A not so welcome American import is the fact that Britain now has a higher proportion of children classed as obese at the age of 11 than America. Yesterday’s Public Health England report shows the dismal failure of the first-year target on cutting sugar, at only 2%, compared with the 11% drop in sugar following the tax on sugary drinks. Will the Prime Minister admit that the voluntary approach is simply not working, and will not work, and that what we want to see in chapter 2 of the childhood obesity plan are mandatory targets and a ban on junk food discounts?
I welcome the hon. Lady’s good wishes for the royal couple. We expressed our good wishes in the House last week, and indeed it was a perfect day and a perfect wedding. Windsor did the couple proud.
We know that childhood obesity is one of the greatest health challenges we face, and we are determined to tackle it. That is why nowhere in the world is setting more stringent sugar reduction targets than the Government have set. We are, as the hon. Lady says, taxing sugary drinks, and we are doing more. It is not just about sugar in food and drink; it is about helping children to exercise more. It is also about the funding we are putting into research on junk food advertising, and it is about cutting sugar and calories in food. We have made good progress on the sugar reduction target. Sugar in drinks has been reduced by 11% and the average calories have been reduced by 6% in response to the soft drinks industry levy. More needs to be done, which is why an updated plan is currently being worked up, and we will be in a position to say more on that shortly.
The deeply moving testimonies we have already heard and will continue to hear this week from survivors and the bereaved leave absolutely no room for doubt. We must learn everything we can about what happened, and we must take the strongest possible action to stop such an unimaginable tragedy from ever happening again.
As my hon. Friend says, Dame Judith Hackitt’s recommendations do not include banning inflammable cladding. We are minded to go further by banning combustible materials in cladding on high-rise buildings. We are meeting our legal duty to consult on these proposals, and we will not delay any necessary action.
Indeed it is almost a year since the Grenfell tragedy, and sadly justice has not yet been done. Many of those families have still not been rehoused and many are still living in tower blocks. People across the country are worried about the safety of cladding. More needs to be done more quickly.
I agree with what the Prime Minister says about the anniversary of the Manchester bomb. We were there at the service yesterday, and I pay tribute to the people of Manchester for the fantastic event they held last night in Albert Square, which brought all communities across Manchester together. That is the answer to terrorism, that is the answer to threats: bring people together.
In 2010, £4 billion of NHS services were outsourced to private companies. How much is it today?
First, I echo the right hon. Gentleman’s comments. Terrorists attacked in Manchester, and we sadly saw a number of other terrorist attacks in this country last year. They were trying to divide us, and I think the response of all communities, whether here in London or in Manchester, has shown that we will not be divided by the terrorists. We will not let the terrorists win. We will defeat them.
The right hon. Gentleman asks about the outsourcing of services within the NHS. Of course, what we do know is that spend on the independent sector nearly doubled in the last four years of a Labour Government.
My question was about the amount spent now. NHS budgets have increased by just 1% per year under this Government, but it is jackpot time for the privateers, whose share is up by 100% to over £9 billion per year. We have also learned that Surrey NHS has just paid Virgin Care £1.5 million, not for any service that it has delivered, but because its bid was not chosen—£1.5 million wasted on Virgin Care that should have been spent on healthcare. Is the Prime Minister concerned that the National Audit Office said this week that NHS England’s handling of private contractors had put
“patients at risk of serious harm”?
The NAO report said that
“no actual harm has been identified.”
It is also the case that, in relation to the contracts that the NAO was talking about, the savings that have been made have all been reinvested into frontline NHS patient care and have helped to fund the equivalent of an extra 30,000 operations. The right hon. Gentleman talks about the percentage of money that has been spent on the private sector, and I must say that the proportion of spend in the NHS in England that was outsourced to the private sector last year did not go up at all. There was somewhere where it went up by 0.8%. Ah yes—Wales.
The NAO criticised NHS England’s Capita contract, saying that it had put
“patients at risk of serious harm”.
Thousands of women were dropped from the national cervical cancer screening programmes. Another element of the contract handed over to Capita was for GP services, which resulted in two thirds of GP practices receiving incorrect medical records, and 500,000 new patient letters were left unsent. Is that not the inevitable consequence of this Government tearing up the founding principles of the NHS and putting private profit before public service?
At every general election since the NHS was formed, the Labour party has scaremongered about the Conservative approach to the NHS. At every general election, Labour has made claims about privatisation and about funding cuts. What has every elected Conservative Government done? We have protected the NHS; we have improved NHS services; we have put more funding into the NHS; and we have ensured that we remain true to the founding principle of the NHS: that it is free at the point of delivery.
From the party that opposed the NHS in the first place, that is a bit rich. [Interruption.]
The Royal College of General Practitioners says:
“The long list of failures made by Capita have been incredibly frustrating for GPs and our teams, and we are still dealing with the fallout”.
Public servants are bearing the brunt of private failure. GPs are leaving the profession in despair—4,000 have retired early in the past five years, which is one in 10. In 2015, the Health Secretary said that he would hire another 5,000 GPs. How many more GPs are there than there were in 2015?
We now have more than 14,900 more doctors in our NHS than we had in 2010. We are indeed committed to delivering 5,000 more GPs. We have increased the number training to be GPs. The right hon. Gentleman talks about the private sector being used in the national health service, but he might ask the shadow Health Secretary for his view. The shadow Health Secretary has said, “We are still going to buy from the private sector where we haven’t got capacity in the NHS.” The right hon. Gentleman’s shadow Health Secretary is committed to it.
The shadow Health Secretary has a very good understanding of the needs of patients and will always put them first. He will not be the one putting the private sector first.
The reality is that there are 1,000 fewer GPs and the number is falling. It is no wonder that more and more people are writing to me every week saying how difficult it is to get a GP appointment. GPs are the bedrock of the NHS. We need more of them.
I had a letter this week from Anne, who is retired. Until recently, she cared for her mother at home. She wrote:
“The NHS pay a private nursing home for mum’s care…day after day we experience a catalogue of disasters. I can’t leave my mum knowing that her needs aren’t catered for, so I spend hours at the nursing home”.
What action are the Government taking to deal with the substandard care that providers give in the private care sector, which is so upsetting for so many people?
I say to the right hon. Gentleman and to Anne that I fully understand that people want to have the confidence and reassurance of knowing that the care their loved ones receive is of a good quality. That is why this Government have put in place the various steps to ensure that we are looking into the quality of care provided in those sectors.
The right hon. Gentleman talks about the shadow Health Secretary recognising the needs of patients. I think he was saying that he recognises the needs of patients, which is why the private sector will be used in some cases. The former Health Secretary, now the Mayor of Manchester, said that
“the private sector puts its capacity into the NHS for the benefit of NHS patients, which I think most people in this country would celebrate”.
The shadow Health Secretary is dedicated to the NHS, not to handing it over to private contractors. That is the difference.
The Care Quality Commission said last year that
“there is too much poor care”.
A fifth of care providers require improvement. Year after year, private sector care providers are letting down our elderly.
This year is the 70th birthday of the national health service—I pay tribute to all its staff over all of those 70 years—but the NHS reaches that milestone with the worst A&E waits on record, the worst delays for cancer referrals on record, falling numbers of GPs, falling numbers of nurses and the longest funding squeeze in its history, while this Government open the door to even more profiteering. Why does the Prime Minister not act now to end the siphoning off of billions of pounds from patient care and give the NHS the funding it needs?
We do indeed pay tribute to all those who have worked in the NHS over its 70 years and those who work there today. We want to see a bright future for the NHS, which is why we will be coming forward with a long-term plan for it. What we see today is a national health service not only with more funding going into it, but, crucially, with more people being treated and more operations being undertaken. There are people alive today who have suffered from cancer and would not have been alive just eight years ago, because our cancer outcomes have improved. That is the reality of our national health service. What we also see is that this Government can put money into the NHS only because we have a balanced approach to our economy. What did we learn this week that the Labour party and the shadow Chancellor want to do? They want to “overthrow capitalism”. What would that mean? It would mean families paying higher taxes—[Interruption.] It is supported by parts of the Labour party; now we know where the Labour party really stands on this issue. I say to the shadow Chancellor and others: what would this mean? It would mean families paying higher taxes; more debt for our children in future; fewer people in jobs; and less money for our schools and hospitals. A Labour party that would bankrupt our economy would do lasting damage to our national health service.
My hon. Friend has put in a good bid and is a good champion for Cornwall on this issue. He is absolutely right to say that our industrial strategy identifies the role of new markets, such as space launch, in driving growth across the UK. That is why we are delivering a programme to ensure that companies can offer small satellite launch and sub-orbital space flight from UK spaceports. On the specific issue relating to Newquay and Cornwall, strong enthusiasm for this new opportunity is being shown by Newquay airport and other locations around the UK, which is why in March the Government brought forward the Space Industry Act 2018 to support them and we have made £50 million available to enable small satellite launch and sub-orbital flight from UK spaceports. The space agency is considering funding to help kick-start promising projects and will be making announcements shortly.
May I associate myself with the remarks of the Prime Minister on both Manchester and Grenfell?
The Windrush scandal has taught us that the UK Government’s “hostile environment” policy has targeted those who legally live here; young people who have grown up in the UK and know of nothing else face losing their lawful settled status because they simply cannot afford the paperwork. Home Office fees have increased by 148% since 2014. These children have the right to be here; the UK is their home. I am giving the Prime Minister the opportunity today: will she scrap these fees for young people, as she has done for the Windrush generation?
A minor who has indefinite leave to remain will have access to benefits and entitlements that put them on an equal footing to their British citizen peers, so a grant of British citizenship is not therefore required. Of course specific exemptions from application fees are provided to several groups with limited means, such as stateless people, victims of modern slavery or domestic abuse, asylum applicants and children who are looked after by a local authority. And the Children Act 1989 imposes a general duty on local authorities to promote the upbringing of children in need by providing a range and level of services appropriate to those children’s needs, regardless of their status.
That simply is not good enough. We are talking about up to 120,000 young people in this country. We are talking about young people who live here, who have to wait 10 years and pay up to £10,000 to achieve permanent right to remain. It is shocking. The Government are guilty of creating a generation of undocumented citizens without the rights that many of us take for granted. Will the Prime Minister change her policies that target young people, and will she meet me and my hon. Friend the Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald) to resolve this issue?
First, the right hon. Gentleman cites a figure that I certainly do not recognise as the cost that he suggests applies for an application for citizenship here in the United Kingdom. I repeat the point that I have made: a minor who has indefinite leave to remain will have access to the benefits and entitlements that put them on an equal footing to their British citizen peers. A grant of British citizenship is not required in order for someone to access those rights and benefits.
The daily mile is an excellent programme. It is simple and inclusive, and as my hon. Friend says, it can successfully engage in physical activity children who would otherwise not undertake that physical activity. This gives me the opportunity to congratulate my hon. Friend on running the London marathon for two of his local charities: Corby Nightlight and Crazy Hats Breast Cancer Appeal. Well done to my hon. Friend for doing that. I certainly agree that we want more schools to adopt the active approach and the daily mile.

After all these defeats, apparently we need the right type of crony. There are now more than 800 cronies, donors and aristocrats in that circus down the corridor, embarrassing this nation and mocking any notion of democracy. How many more is the Prime Minister going to appoint? When will enough be enough?
Actually, the total size of the House of Lords has fallen since I took office in July 2016. From the sound of what he says, I think the hon. Gentleman is making a bid for himself to be put in the House of Lords. He needs to speak to his leader.
I thank my right hon. Friend for raising what is a very important issue. I am sure that Members on all sides of this House will join me in offering our deepest sympathies and condolences to Councillor Miriam Lewis and the right hon. Member for Chorley (Sir Lindsay Hoyle). [Hon. Members: “Hear, hear.”] I thank my right hon. Friend for bringing this website in memory of Natalie to my attention. I am happy to offer my full support to the project, which I am sure will provide much-needed help and advice to those who are in the most difficult and painful of circumstances.
We have, of course, changed the law to introduce a new domestic abuse offence of coercion and control in intimate and familial relationships. Since the introduction of that offence, there have been almost 300 successful prosecutions. That shows what a problem this issue is out there. We are always looking for what more can be done, and in our consultation on transforming the law on domestic abuse and violence, we are currently looking for ideas on how the offence can be further strengthened, to ensure that perpetrators are brought to justice.
Of course, as we are building more homes—and we need to build more homes for people—we want to ensure that those homes are fit for purpose. There are standards that house builders have to abide by, and also a number of ways in which it is possible to raise these issues, including where there are defects in the homes that are being built.
We now have the highest cancer survival rates ever, as I mentioned earlier. The latest figures show that an estimated 7,000 or more people are surviving cancer after successful NHS cancer treatment compared with three years ago, but there is still more to be done. My hon. Friend is absolutely right that early diagnosis is an important element of that. We are looking at how the development of smart technologies, which allow us to analyse great quantities of data quickly and with a higher degree of accuracy than we have through the intervention of human beings, can be used to ensure that we get that earlier diagnosis. By 2033, we want to see at least 50,000 more people each year being diagnosed at an early stage of prostate, ovarian, lung or bowel cancer.
As the hon. Lady will know, it is for the local NHS to make decisions about the future of local health services; these matters are not determined in Whitehall. I understand that the Sunderland and the South Tyneside hospital trusts have formed an alliance to improve the sustainability, quality and performance of hospital services. Local commissioners did consult the public and they agreed a number of service changes in February, which will improve services for patients.
As my hon. Friend says, on Monday, I did announce that we will use data, artificial intelligence and innovation to transform the prevention, early diagnosis and treatment of chronic diseases by 2030. I have just referenced, in response to my hon. Friend the Member for York Outer (Julian Sturdy), the fact that we want to see at least 50,000 more people each year being diagnosed at an early stage of prostate, ovarian, lung or bowel cancer. That will mean that, every year, around 22,000 fewer people will die within five years of their diagnosis compared with today. We are also committed to the highest possible standards in using data, which is why we brought forward the Data Protection Bill and have announced our intention to create a new centre for data ethics and innovation. Big data gives us a huge opportunity to improve services to patients in the NHS, but, of course, we must use that data very carefully, and patients need to have the confidence that it is being used carefully, and that is what we will do.
I look forward to meeting the hon. Gentleman, with the young carers, and I am sure that that will be a really interesting meeting. I am pleased that we will have the opportunity to hear directly from them.
On school funding, as the hon. Gentleman knows, the new national funding formula is providing for a cash increase for every school in every region, as well as protected funding for those with additional needs, but it is important that the Department for Education is helping to bear down on costs that schools are experiencing. That is exactly what my right hon. Friend the Secretary of State for Education is doing—ensuring that the Department is giving support to schools where it is needed.
My hon. Friend draws attention to a very important sector in our economy. The motor industry does play a very significant role in our economy.
Our exit from the EU provides us with an opportunity to forge a new role for ourselves, to become that great global trading nation and to have those other trade deals around the world, but we also need to ensure that we provide as much certainty as we can at an early stage. That is why we are working with businesses and other stakeholders, including the motor industry, and looking for as free and frictionless trade as possible between the UK and the EU—because we want to see that trade flowing freely and those integrated supply chains being able to work as well as possible. That is what we are working for in our future partnership.
I think that I answered comments about the national health service in response to the Leader of the Opposition, but I will just reiterate: this Government are committed. We are putting extra funding into our national health service; we are committed to a long-term plan for our national health service that will give it certainty and sustainability over a longer period of time than through the annual budget-making process; and we are committed to a national health service that remains free at the point of delivery.
The Prime Minister knows that stem cell transplants are the only lifeline for leukaemia patients. Tragically, children such as five-year-old Kaiya and 11-year-old Rajie, whose families are in Parliament today for a donor awareness event, have only a 21% chance of finding a donor match because there are simply not enough donors registered from an Asian background. Childhood leukaemia affects children of every ethnic group. Will the Prime Minister commit to leading a nationwide donor registration drive to help to save the lives of hundreds of children suffering from leukaemia, like Kaiya and Rajie?
I thank my right hon. Friend for raising this issue and for highlighting it with the experience of children like Kaiya and Rajie. I know that she is doing a lot of work to raise awareness of the lack of donors from Asian backgrounds, particularly with her event today in Parliament. We support efforts to raise awareness of the need to recruit more stem cell donors from black, Asian and minority ethnic backgrounds. More than £20 million has been provided to NHS Blood and Transplant and Anthony Nolan for stem cell donations since 2015, and that includes very specific stipulations about the numbers of newly registered donors with units stored in the UK cord blood bank who must be from BAME backgrounds, and specific funding to support the recruitment of donors from BAME backgrounds. Of course more needs to be done. I am happy to voice my support for my right hon. Friend’s event, which I think is continuing to raise awareness of this important issue.
That is a decision for the owners of Wembley. It is a private matter; it is not a matter for the Government.
Just over five years ago, the Francis report was published, at the instigation of my hon. Friend the Member for Stone (Sir William Cash), and since then there have been major improvements in patient safety throughout the NHS. Just in relation to County Hospital in Stafford, will my right hon. Friend congratulate the staff there, who have seen a great improvement over the years, with the result that in A&E we are now seeing more patients a day over 14 hours —I wish it was 24 hours—than we did previously over 24 hours and the 95%-plus target being met on a weekly basis?
The Francis report was very important. It highlighted an area of deep concern about what had been happening at the local hospital. I welcome what my hon. Friend says about County Hospital and the work that is being done there. Excellent work is being done to provide safety to patients, to provide more treatments for patients and to provide those services to his constituents and others.
May I paraphrase our former colleague, the late, great Eric Forth? Prime Minister, I believe in the free market, I believe in individual freedom and individual responsibility, and I am suspicious of the nanny state. Am I still a Conservative?
The Prime Minister and the Labour Leader of the Opposition—[Interruption.]
The Prime Minister and the Labour Leader of the Opposition both agree that we should leave the single market and leave the European Union customs union and that the public should not have a final say on the Brexit deal, so will the Prime Minister dispense with our tradition of party political point scoring and, in the spirit that I am setting, publicly thank the leadership of the Labour party for its help and support in making Brexit happen?
First of all, I am not sure about the position of the Labour party, because it is talking about a second referendum. Secondly, can I just say to the right hon. Gentleman that there is nobody in this House who knows more about party political point scoring than the Liberal Democrats?

Prime Minister, how are the European Union negotiations going?
They are going with purpose, and with good intent and good will on both sides. We have negotiators in Brussels this week doing further work on those negotiations, and we are determined to deliver a good Brexit for the United Kingdom.
Mental health is now the No. 1 public health concern for a third of our country. Its importance has jumped 16 percentage points in the past year alone, yet the joint report published last week by the Health Committee and the Education Committee said that the Government’s strategy for young people’s mental health “lacks any ambition” and will fail a generation. Will the Prime Minister commit to think again and go back to the drawing board to ensure that we afford every young person in our country the best start in life?
We have committed to ensure that 70,000 more children and young people have access to high-quality NHS mental health care by 2020-21. We recognise the importance of young people’s mental health because something like half of mental health problems later in life started before the age of 14. That is why one of the initiatives the Government have taken is to ensure that staff in schools are trained to better identify mental health problems and are better able to ensure that young people with mental health problems get the treatment and support that they need.
It is important, as the hon. Lady says, that mental health has risen up the scale of people’s concerns. I would like to think that that is partly because we have ensured that there is greater awareness of the issue of mental health. Everybody in the House has a job to ensure that we remove the stigma attached to mental health so that people feel able to come forward when they have mental health problems.
Does my right hon. Friend share the surprise that I felt, as a former Marks & Spencer employee, at the news that the Scottish National party Administration have bullied Marks & Spencer over the use of the word “British” and the Union flag on British produce? Will she stand with me against that petty bullying and support companies that are proud of Scottish and British produce?
I absolutely agree with my hon. Friend. We should all be proud of Scottish and British produce and of produce from any part of our United Kingdom. It is frankly appalling that the Scottish Government did not want to see the Union flag and the word “British” on produce. It is not only appalling; it fails to reflect the vote that took place in Scotland, which showed that people in Scotland want to stay part of the United Kingdom.
Mid Yorkshire Hospitals NHS Trust is struggling to recruit doctors because of immigration rules. One example is an experienced paediatric doctor who has applied for a visa every month for six months, but has now given up because he has been rejected six times. What can the Prime Minister say to my constituents to reassure them that Home Office delays will not impact on the safety and health of their loved ones at this time of greatest need?
We keep the issue of tier 2 visas in relation to the health service under review. We have already taken steps. We took steps a while back to ensure that the numbers could be adjusted to reflect the need for nurses, and we continue to look at the situation in relation to doctors.

Commons ChamberI am sure that the whole House will wish to join me in offering our best wishes to His Royal Highness Prince Harry and Meghan Markle for their wedding this Saturday, and in wishing the very best for their future lives together. It is also Mental Health Awareness Week, and it is fitting that we mark Prince Harry’s tireless work to raise awareness of the ongoing challenges faced by service personnel making the transition to civilian life, including of support for their mental health.
Mr Speaker, may I say how appropriate it is for the House to recognise the bravery and hard work of PC Jonathan Wright and PC Craig Nicholls in apprehending the killer of Jo Cox? When Jo Cox was killed, this House lost one of its best.
This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
Animal welfare and environmental standards are clearly key for British agriculture, but will my right hon. Friend reassure UK farmers that food security and food production will be recognised and at the heart of future UK agriculture policy?
My hon. Friend raises an important point—he is absolutely right to do so. As we leave the European Union, as he will know, we will have the opportunity to deliver a farming policy that works for the whole industry. That is why we are asking for the views of everyone involved or with an interest about the development of a policy that reflects the reality of life for food producers and farmers, the opportunity to improve our farmed environment and the issues that my hon. Friend raises. Our food has a great reputation—a very high reputation—for quality that is built on high animal welfare standards, strong environmental protections, and the dedication of farmers and growers right across this country.
Thank you for welcoming PC Wright and PC Nicholls to the Chamber today, Mr Speaker. They did great work, as indeed do police officers all over the country. It was right that you should recognise them on behalf of all of us.
It is Mental Health Awareness Week. I join the Prime Minister in wishing Harry and Meghan all the best, and I thank Harry for his work to highlight the need to challenge the stigma surrounding mental health, and the ability for us all to talk about mental health to ensure that people do not suffer in silence on their own—particularly young people, who are often so grievously affected by this.
When the Prime Minister wrote at the weekend that she wanted
“as little friction as possible”,
was she talking about EU trade or the next Cabinet meeting? [Laughter.]
I think the right hon. Gentleman knows full well that this Government have a policy of leaving the customs union and of ensuring that, as we do so, we have as frictionless trade as possible with the EU, we have a solution that ensures we have no hard border between Northern Ireland and Ireland, and we have an independent trade policy. But if he is talking about friction, perhaps he could reflect on the fact that this month, the shadow Health Minister in the Lords voted for a second referendum; that at the weekend, the shadow Brexit Secretary refused to rule out a second referendum; and that on Monday, the shadow International Development Minister tweeted in favour of a second referendum. Perhaps when he stands up he could put the minds of the British people and this House at rest and rule out a second referendum.
The divisions in the Cabinet mean that there has been no progress in negotiations for five months. The reality is that members of the Cabinet are more interested in negotiating with each other than with the European Union. The Prime Minister’s promise of
“as little friction as possible”
is in stark contrast with the earlier commitment that this would be “friction-free”, so will she explain how much friction she is willing to accept? Businesses and workers in those companies need to know.
We want to ensure that we can continue to trade in as frictionless a way as possible. The suggestion that trade is entirely frictionless at the moment is not actually correct. We have set three very simple objectives for a future customs union. I will say to the House that achieving those objectives, which I have just set out, will not be easy—it will be difficult. Some will say, “Forget about an independent trade policy”—that is not the position of this Government. Some might say, “Don’t worry about the Northern Irish border”—that is not the position of this Government. It is absolutely right that we aim to achieve those three objectives. The right hon. Gentleman talks about progress. We will be publishing a White Paper in a few weeks showing how much progress we are making.
Ministers are no nearer to agreeing a White Paper than they are a strategy for going forward. I remind the Prime Minister that UK has the slowest economic growth of all major economies, and its growth overall is slower than that of the eurozone. The Government’s uncertainty and recklessness are putting jobs and investment at risk. Last week, Airbus confirmed that its space contract would move abroad post Brexit and that it was considering its overall position in the UK because of the Government’s complete lack of clarity. How many other businesses have warned her that they too are considering their future in this country?
The right hon. Gentleman talks about preparations for the negotiations and the White Paper. Let us remember what his position was—[Interruption.] His position was that we should have triggered article 50 immediately after the referendum, with no work having been done in preparation for the negotiations. He would not even have had a white page, let alone a White Paper, to base his negotiations on. What would that have led to? It would have led to what Labour does every time it is in government—it would have sold Britain out.
The problem is that the Prime Minister’s own position is not even supported by her Cabinet. Rolls-Royce has said:
“We’re worried about border checks…we need to be thoughtful and careful about”
future investments. Ford has said:
“any sort of border restrictions or customs friction is going to be an inhibitor to us continuing”.
Vauxhall says:
“We cannot invest in a world of uncertainty”.
Businesses are understandably frustrated by the Government. This week, the Environment Secretary gave his view on the Prime Minister’s preferred customs partnership model. He said that
“there have to be significant question marks over the deliverability of it on time”
as it “has flaws”. Well, at least he didn’t call it “crazy”, as the Foreign Secretary did. If the Prime Minister cannot convince even her own Cabinet of her strategy, what chance does she have with 27 other European countries?
The right hon. Gentleman has taken this view of our position in the negotiations before. Before December, he said we would not get a joint report, and we did. Before March, he said we would not get an implementation period, and we did, and we continue to negotiate. He asks what British businesses are doing. I will tell him what they are doing. They are creating more jobs in this country, meaning that we now have record levels of employment. What did we see under Labour? Half a million more people unemployed—because Labour Governments always leave office with more people out of work than when they went in.
May I congratulate the Prime Minister on record numbers of zero-hours contracts, record numbers of people in in-work poverty, and a record of wages lower today than 10 years ago? May I also congratulate her on formally dividing her Cabinet into rival camps—as if it needed doing—to consider two different models? As a process of parliamentary scrutiny, I hope that both Sub-Committees will report directly to the House so that we can all make up our minds on the rival factions in her Cabinet.
While the Prime Minister’s Government dither, the Dutch Government have now begun training the first batch of extra customs officials to deal with the reintroduction of customs checks for British goods at Dutch borders. In October, the Prime Minister’s official spokesperson said, “HMRC”—[Interruption.]
Thank you, Mr Speaker. It is a very straightforward question. How many additional HMRC staff have been recruited to deal with Brexit?
As the right hon. Gentleman knows, we are indeed making preparations for all contingencies, and the Chancellor of the Exchequer has announced money which has been allocated to Departments to make those necessary preparations.
May I correct what the right hon. Gentleman said at the beginning of his question? He referred to zero-hours contracts. In fact, if we look at the figures, we see that almost two thirds of the increase in employment in the past year has been in full-time work, more than three quarters of the growth in employment since 2010 has been in full-time work, and about 70% of the rise in employment since 2010 has been in highly skilled work. Perhaps, when he stands up, the right hon. Gentleman will welcome the jobs that have been created under this Government.
The question that I asked the Prime Minister was, “How many more HMRC officials have been recruited?” She has not answered it. Let me help her, and say that if more are being recruited, as is being claimed, they will not even make up for the cuts made in the last eight years. It seems that the Dutch Government are more prepared for dealing with Brexit than the British Government.
We have had 23 months since the referendum. We have just 10 months in which to complete negotiations, and the Government are in complete disarray. On both sides of the negotiations, the reality is dawning that deadlines are at risk of not being met. More and more jobs are at risk as more and more businesses openly consider the options for relocating their jobs. The Government are so busy negotiating with themselves that they cannot negotiate with anyone else. If the Prime Minister cannot negotiate a good deal for Britain, why does she not step aside and let Labour negotiate a comprehensive new customs union and living standards backed by trade unions and business in this country? Step aside, and make way for those who will negotiate it.
What we have seen under this Government are more jobs being created, and more high-paid jobs being created. We have delivered on our December joint report on Brexit, and in March on the implementation period. Let us look at what we would see from the Labour party. With Labour Members, you simply cannot trust a word that they say. They said that they would strike new trade deals, but what do they want? They want to be in a customs union that would ensure that they could not strike new trade deals. Promise broken. They said that they would scrap student debt, but after the election they went back on that. Promise broken. They said that they would tackle anti-Semitism. Promise broken. Only the Conservative party can be trusted by the British people to deliver a Brexit that is in the interests of British people, and to deliver opportunity for all in a Britain that is fit for the future.
I am very happy to join my hon. Friend in welcoming the good economic news, not just that more people are in employment but that real wages are up. I note that when I challenged him to do so, the Leader of the Opposition was unwilling to welcome the number of jobs that have been created in this country that mean there are more people with a regular income to look after their families. And as my hon. Friend says, the news that real wages are up means more money in people’s pockets under the Conservatives.
I am sure the whole House will wish to join me in wishing Ramadan Mubarak to all Muslims preparing to start the month of Ramadan today.
Last night the Scottish Parliament voted by 93 votes to 30 to refuse consent to the withdrawal Bill. The Scottish National party, the Labour party, the Liberal Democrats and the Greens all voted to refuse consent. The Conservatives are isolated and out of touch with the people of Scotland. Will the Prime Minister respect the will of the Scottish Parliament and work with the Scottish Government to amend the withdrawal Bill?
We have been working with the Scottish Government for some time now, as we have been working with the Welsh Government, on this issue. First, decisions that the devolved Administrations are able to make before exit will continue to be able to be made by them after exit. What the Bill does is set out a mechanism that respects devolution and lets us maintain the integrity of our own common market as we work out the long-term solutions. That is a reasonable and sensible way forward. The Welsh Government and now the Welsh Assembly, including Labour and Liberal Democrat Members of the Welsh Assembly, agree with that. I think it is right that we go ahead with measures that not only respect devolution, but ensure we maintain the integrity of our common market.
If the Prime Minister wishes to respect the Scottish Parliament, she should respect last night’s vote. It is very simple: the Tories are seeking to veto the democratic wishes of the Scottish Parliament. This is absolutely unprecedented. If this Government force through the legislation without the consent of the Scottish Parliament, the Prime Minister will be doing so in the full knowledge that they are breaking the 20-year-old devolution settlement. Will the Prime Minister reassure the House that the withdrawal Bill will not go through without the consent of the Scottish Parliament?
Of course we are disappointed that the Scottish Parliament has not granted its consent; we have been working hard in recent months to find a way through on this issue and clause, and the effort put into this has been shown by the fact that the Welsh Government and Assembly have given their consent to this Bill. I say to the right hon. Gentleman that we want to ensure the integrity of the United Kingdom’s common market, and when he talks about the democratic will he might wish to recall the fact that it was the democratic will of the Scottish people to remain in the United Kingdom.
My hon. Friend is absolutely right to be raising this issue on behalf of her constituents in the way that she is. I understand this issue is currently being considered by the Independent Reconfiguration Panel, which will then advise my right hon. Friend the Health Secretary. I am sure my hon. Friend will recognise that, as the issue is under an independent review at present, I will not go into further detail on the specifics, but on the general point I wholeheartedly agree with her that community hospitals are a vital part of the range of services we want to see in our NHS.
The hon. Lady will know that we have been doing much to improve the facilities of treatment for those people with mental health problems. We are putting record levels of money into mental health. We are also making a number of changes—for example, increasing the training of teachers and other members of staff in schools better to identify mental health problems among young people and to ensure that they can be properly dealt with. Is there more for us to do? Yes there is, because for too many years in this country, Government after Government did not treat mental health problems in the way that they should have done. We have recognised the need to raise awareness of mental health issues earlier, and this Government are putting more money and facilities in to ensure that those with mental health problems are properly treated and given the treatment they deserve.
I absolutely agree with my hon. Friend. As she will know, we have protected police funding since 2015. For 2018-19, including council tax, there will be an additional £460 million investment available to policing, and we have been able to do that because of the balanced approach that we have taken to our economy. As she points out, however, it is police and crime commissioners who are locally accountable for the decisions that they make, and she is absolutely right to raise this issue and the decisions made by her local police and crime commissioner on behalf of her constituents.
Order. I am sorry; this is an extremely important question, but Members really do need to be sensitive to the fact that lots of other people want to ask questions.
If the hon. Gentleman looks at what we have seen in the past few months, he will see company after company announcing investment in this country, which is leading to more jobs here. Yes, as we look ahead to leaving the European Union, we need to ensure that our customs arrangements will meet the three tests that I set out earlier: an independent trade policy enabling us to do trade deals around the world; as frictionless as possible a border with the EU; and ensuring that there is no hard border between Northern Ireland and Ireland. That is exactly what the Government are working to produce.
As we approach the anniversary of the appalling tragedy that was the Grenfell Tower fire, our thoughts are with the victims and survivors and all those affected by that tragedy. My hon. Friend refers to rehousing. There are 210 households in total that are in need of a new home, and I understand that 201 households have accepted an offer of either temporary or permanent accommodation.
On the issue of the safety of buildings, the fire and rescue services have visited more than 1,250 high-rise buildings, and immediate action has been taken to ensure the safety of every resident. Councils and housing associations must remove dangerous cladding quickly, but paying for these works must not undermine their ability to do important maintenance and repair work. I have worked closely with my right hon. Friends the Chancellor and the Housing Secretary, and I can today confirm that the Government will fully fund the removal and replacement of dangerous cladding by councils and housing associations, estimated at £400 million. The Housing Secretary will set out further details later this week.
We all recognise the significant contribution that the late Baroness Jowell made in the various roles that she undertook in government and to the various issues that she championed. Sure Start centres remain a key part of delivering the best start in life for every child, but we have built on that legacy by introducing 15 hours of free childcare for disadvantaged two-year-olds and 30 hours of free childcare for three and four-year-olds. Just as importantly, we are focusing on quality, with 94% of early years providers now rated good or outstanding, the result of which is a record number of children ready for school. We will continue to work to ensure that every child gets the best start in life.

Thank you, Mr Speaker. I want to register my heartfelt thanks to all the staff at the Midland Centre for Spinal Injuries at the Robert Jones and Agnes Hunt Orthopaedic Hospital in my constituency. Without their extraordinary skill, professionalism and simple human kindness, I would not be here today.
The House of Commons Library confirms that an estimated 63% of Members of this House represent constituencies that voted leave. Does the Prime Minister agree that should those Members not support her by voting for her programme of taking back control by leaving the single market, the customs union—any customs union—and the remit of the European Court of Justice, they will be denying the democratic vote of their constituents and doing lasting damage to our democracy?
I am happy to join my right hon. Friend in commending the work of all at the Midland Centre for Spinal Injuries, and we are pleased to see him back in his place in the Chamber.
My right hon. Friend is absolutely right that this Government are delivering on the vote of the British people, which was to leave the European Union. As we do that, we will ensure that we get the best Brexit deal for the United Kingdom. I consider it to be a matter of politicians’ integrity that having given the choice to the British people we should then deliver for them on that choice.
The hon. Lady raises an important issue. Cystic fibrosis is obviously a terrible, life-limiting condition, and it is right that patients should have access to cost-effective, innovative medicines and technologies. The issue has been taken up by Members from across the House and, as the hon. Lady mentioned, there is an ongoing dialogue between NHS England and Vertex, but I am keen to see a speedy resolution to the negotiations. I understand that several Members have asked to see me about the issue, and I am happy for that to happen.
The freedom of the press was upheld in a series of votes in this place last week. Does my right hon. Friend agree that it is still important to hold newspapers’ feet to the fire on standards? Will she join me in encouraging further progress in this area?
My hon. Friend is absolutely right. This House has voted to uphold the freedom of the press, which is an important underpinning of our democracy. Of course we expect high standards from our press and, as he will know, arrangements have been put in place to ensure there is that opportunity, through various bodies, to deal with the issue. It is important that everybody in this House is ready to accept—although we do not always agree with what the press say, and sometimes what they say is uncomfortable—that the freedom of the press is an important part of our democracy.
It remains true that, to uphold its principles, we are putting more money into the national health service. In November 2017 my right hon. Friend the Chancellor announced that a further £10 billion is going into the national health service. I have said that we will have a review for a long-term plan for the national health service, which will include multi-year funding. The hon. Lady refers to the numbers of doctors and nurses, and we have more nurses and more doctors in our national health service today than we did when we came into government.
A growing number of university students are struggling with their mental health and, tragically, suicide has risen among students. My right hon. Friend has shown her commitment to mental health among young people with the plans for mental healthcare in schools. Will she make the mental health of university students her next priority?
My hon. Friend of course raises an important point. As she says, we have put a focus on the mental health of children in schools because we know that a significant proportion of mental health problems start before a child reaches the age of 14. She makes an important point about university students, and that is certainly something I will look into.
We have not forgotten about Erasmus, or indeed a number of other programmes that give opportunities for universities and students here in the United Kingdom. We have said there are certain programmes that we wish to remain part of when we leave the European Union, and Erasmus is one of those we have cited that we may wish to remain part of, but of course we are in a negotiation with the European Union and we will be dealing with these matters in that negotiation.
Mr Speaker, you are looking resplendent in your Arsenal tie.
I was fortunate enough to go to Djibouti, an African country with great challenges, with UNICEF. I am sure everybody in this House will want to see the UK do more with trade in Africa. Given that 485 of us voted to allow the Prime Minister to trigger article 50, does she agree that we should support her leadership and support the UK in getting the best deal so that we can trade with Africans and help lift them out of poverty?
My hon. Friend raises a very important point. When we leave the European Union we will be able to negotiate those trade deals in our interest, and not rely on Brussels negotiating trade deals for us. We will have that independent trade policy, and certainly we will be looking to do trade deals with a number of countries in Africa. I took the opportunity at the Commonwealth Heads of Government meeting to speak to a number of leaders from Africa about just this issue.
I say to the right hon. Gentleman that, obviously, we were all appalled at the revelations of what had happened in terms of CSE in Rotherham and, sadly, in other parts of the country. I will ask the Home Secretary to look at the issue. As the right hon. Gentleman will know, certainly as regards police funding, there are arrangements whereby bids can be put in to the Home Office. Those are properly considered and discussed with the police force in question, with decisions taken on that basis.
My constituent Sharon Hollman went through the devastating loss of her teenage son, who committed suicide. She is seeking a serious case review by Kent County Council about multi-agency failings that meant he did not get appropriate mental health support. This week is Mental Health Awareness Week. What reassurance can the Prime Minister give to my constituent and others about the need to ensure that we have appropriate mental health support for children and that lessons are learned from this tragic loss?
I am sure the sympathies of the whole House will be with Sharon, because no parent should have to endure the agony of burying their child. May I reassure my hon. Friend that we are absolutely committed to seeing mental health services improve on the ground? That is why we have committed to making an additional £1.4 billion available to improve children and young people’s mental health services, and we have committed to ensuring that by 2020-21, 70,000 more children and young people each year will have access to high-quality NHS mental health care. On the specific case she has raised, I know that my right hon. Friends the Education and Communities Secretaries will be happy to look into the detail of it in order to ensure that lessons are indeed learned.
I will look into the specific issue the hon. Gentleman has raised and ensure that the appropriate Secretary of State meets him to discuss the issue with him.
Russian military naval activity in the north Atlantic is at its highest level since the 1980s. Will my right hon. Friend update the House on the funding of the Royal Navy under this Government?
I am pleased to make the House aware, once again, of the significant funding that is going into our defence forces—into our armed forces—including a significant investment in the ships of the Royal Navy. I am pleased to have been on the Queen Elizabeth, the new aircraft carrier, which is a fine representation of the commitment we put into our defence spending. As my hon. Friend will know, a modernising defence programme review is taking place, involving the Ministry of Defence, the Treasury and No. 10. We will be looking, in due course, at any changes that need to be made to ensure that our defence capabilities do indeed meet the threats we face.
This House has had and will continue to have many opportunities to debate these issues in relation to the European Union and the United Kingdom’s future relationship with it. There will be not only the meaningful vote that has been promised, but the voting on the European withdrawal agreement and implementation Bill that will come before this House and on a number of other relevant Bills for our Brexit.
Thousands more homes across North Yorkshire will receive access to superfast broadband thanks to the Government’s investment in North Yorkshire County Council. Much of that will be connected with fibre direct to the premises. Does the Prime Minister agree that fibre represents gold-standard broadband and that local authorities must use all their powers to ensure that developers install fibre broadband when building new homes?
My hon. Friend makes the very important point that access to superfast broadband is important not only for individuals but for people who run businesses from home and in his community. It is important that we look ahead and that, when local authorities put these arrangements in place, they provide the best opportunity for people so that not only people’s personal interest in accessing broadband but the interests of the local economy can be met.
I will ensure that the Home Secretary looks carefully at the case and is in touch with the hon. Gentleman.
Does my right hon. Friend share my disappointment and regret that we did not secure a legislative consent memorandum in the Scottish Parliament? Does she share my concern that Scottish Labour and Scottish Liberal Democrats have become the midwives for the Scottish National party’s crusade to tear apart the Union, leaving only the Scottish Conservatives as the party that wants to get on and make a success of Brexit?
I share my hon. Friend’s disappointment. As I said in response to the right hon. Member for Ross, Skye and Lochaber (Ian Blackford), we have worked long and hard with the Scottish Government and the Welsh Government on those proposals. The Welsh Government and the Welsh Assembly have accepted them; Labour and the Liberal Democrats in the Welsh Assembly voted for them. It is a shame that it was not possible in the Scottish Parliament for agreement to be reached with the Scottish Government. As my hon. Friend said, we all want to deliver a Brexit that is good for the whole of the United Kingdom.
Following the completion at the end of the year of the Boundary Commission’s review, which will apply to the whole of the United Kingdom, reducing the number of constituencies and Members in this House, has the Prime Minister further considered the resulting relative increase in the size of the Executive in this place? May I urge her not to apply the policy that is currently being applied to Northern Ireland of not having any Ministers, refusing to appoint any and allowing civil servants to run the place?
Obviously we will look at the consequences of the proposals for the number of elected Members of Parliament in this House. I wish to see Ministers in Northern Ireland, able to take decisions for Northern Ireland. As the right hon. Gentleman knows, that depends on our being able to get agreement among the parties for reinstating the Northern Ireland Executive and allowing the Northern Ireland Assembly to play its full part in the affairs of Northern Ireland. We will continue to work with all parties because I believe that it is in the best interests of the people of Northern Ireland for that devolved Executive to be reinstated.
This year of all years, millions of people wish to remember the sacrifices of our servicemen and women in conflicts around the world, but in my constituency, Hillmorton branch of the Royal British Legion tells me that there is a danger that its annual parade will not take place because of challenges in arranging road closures. Will the Prime Minister meet me to see how that situation and perhaps others across the country might be resolved?
We absolutely agree that it is right that we commemorate the contribution of British and Commonwealth military and civilian servicemen and women involved in the two world wars and later conflicts. As I understand it, the Department for Digital, Culture, Media and Sport co-ordinates the event in London, but perhaps the Secretary of State for Transport will need to meet my hon. Friend to discuss the matter, although I suspect that it also involves local authorities and the police in his area. I encourage those discussions. We do not want any of the commemorative events not to take place because of a lack of arrangements being put in place for them.
The Lakes line from Oxenholme to Windermere has seen 160 cancellations in the month of April and 72 cancellations in the first week of May alone, risking the potential futures of GCSE students as they try to get to school and are left stranded, people trying to get to work, and the hundreds and hundreds of people visiting what is Britain’s second biggest tourist and visitor destination. Will the Prime Minister join me in saying that that is an outrage; will she use her office to ensure that Northern has the franchise removed from it; and will she undo the damage to the Lakes line by keeping the Government’s initial promise to electrify that line?
My right hon. Friend the Transport Secretary is aware of the issue that the hon. Gentleman has raised. I understand that the Department for Transport is working with Northern Rail to identify the nature of these issues and to see a quick resolution of them.
Despite clear evidence of potentially criminal wrongdoing, our regulators and law enforcement agencies seem unwilling or unable to take action against those at the highest level responsible for the business banking scandals at RBS, Lloyds and HBOS. Will the Prime Minister do everything that she can to make sure that those people are held to account regardless of their status, seniority or background?
This is an issue that my hon. Friend has not only raised today but been a tireless campaigner on, and he is absolutely right. Small businesses are the backbone of our economy, and it is vital that lessons are learned from what happened at RBS and at HBOS in Reading. As he will know, the Financial Conduct Authority has reported that there were areas of widespread inappropriate treatment of firms by RBS. That was unacceptable. He will also know that the events at HBOS in Reading constituted criminal activity for which those responsible were brought to justice. The independent FCA is currently investigating matters arising from both of those cases. I look forward to receiving its conclusions, but it is important that we do ensure that this matter is fully addressed, and addressed properly, so that it does not happen again.
If, like Jane, the Prime Minister had worked nights at Sainsbury’s for the past 30 years, how would she regard its plans to cut her pay by £2,000 as one of 13,000 people due a pay cut in 2020? Does she agree with boss Mike Coupe that those people are “in the money”, or does she see it as an insult to Jane’s hard work, her determination, and her abilities in just about managing?
We recognise the hard work that many people such as the hon. Lady’s constituent put in day in, day out to keep our economy going. I will look at the issue that she has raised, but these are commercial decisions that are taken by the employer and by Sainsbury’s.
