Written StatementsThe establishment of the higher education restructuring regime in response to covid-19 has been announced today.
On 4 May, I put forward a higher education (HE) stabilisation package which reprofiled public funding and introduced measures to stabilise admissions with a view to mitigating the impact of covid-19 on HE providers’ finances. This package, along with the Government-backed business support schemes, provided substantial support to the HE sector. On 27 June, the Department for Business, Energy and Industrial Strategy announced further support to preserve research capacity and capability in the research stabilisation package.
Many providers may continue to be affected by income losses across teaching, research, commercial and other activities resulting from covid-19. There remains significant uncertainty around the extent of financial challenge providers will face and the full picture of this will not become clear until the autumn term.
I recognised at the time of my announcement in May that there may be a case for Government intervention to support an otherwise sustainable provider’s efforts to restructure its business and overcome ongoing financial threats caused by covid-19.
That is why I am announcing today the establishment of the higher education restructuring regime to support, in the right circumstances, individual HE providers in England at risk of market exit as a result of covid-19 and to intervene where there is a case to do so.
Providers in scope for consideration for support through this regime are those on the Office for Students register in the approved (fee cap) category.
The Government’s intention is not to provide a blanket bail-out to the sector. It is not a guarantee that no organisation will fail. Instead, the Government will consider supporting restructuring of providers as a last resort and provided there is an economic case to do so. Restructuring plans will need to combine financial rigour and business efficiency with a strong focus on emerging from the challenges of covid-19 to deliver higher-quality provision to meet the needs of our economy and society.
The regime will take into account the following overarching policy objectives which will guide my Department’s assessment of cases:
Protecting the welfare of current students.
Preserving the sector’s internationally outstanding science base.
Supporting the role that HE providers play in regional and local economies through the provision of high-quality courses aligned with economic and societal needs.
Providers facing financial difficulties should continue to engage with the Office for Students as the regulator for HE in England. They may choose to approach the new DFE restructuring unit to begin discussion about potentially becoming engaged in the HE restructuring regime.
I will receive advice to support my decision on whether the Government should intervene in the case of an individual provider and the nature of the intervention from an independent restructuring regime board. This board will include experts on restructuring and the HE sector. Any financial support will be in the form of a repayable loan with clear conditions that support Government objectives. An assessment of the individual provider’s business model and restructuring plan will determine the precise terms and conditions to be attached to any public funding.

Written StatementsToday, I am pleased to launch the Government’s new reforms of higher technical education in England.
Take up of higher technical education in England is low and has been falling, leading to skills shortages across our economy. Employers are struggling to access the higher technical skills they need to grow and thrive and learners are missing out on the opportunities that a higher technical education can bring. To build a more prosperous, productive and fairer country, that needs to change.
We are already taking action to strengthen technical education, with the roll-out of T-levels, investment in our further education colleges and up to £290 million for flagship institutes of technology. Now we need to take the next step in levelling up our skills system and reverse the generational decline in higher technical education.
Our vision is for higher technical education to be a popular and prestigious choice that delivers the skills employers and learners need. We want to encourage more students to continue studying after T-levels or A-levels, and we want higher technical education to attract workers of all ages looking to upskill and retrain.
At the moment, there are thousands of higher technical qualifications, with no national assurance that they provide the skills employers need. Some qualifications and courses are excellent, but overall there is low awareness and varying quality. The range of terminology, qualifications and provider types creates a complex landscape that is hard for employers and learners to navigate.
We will be establishing a high-quality system of higher technical education where learners and employers can have confidence in high-quality courses, whether they are taught in a further education college, a university or an independent training provider. The reforms being set out today are a vital first step in achieving that.
We will introduce a national scheme to approve higher technical qualifications that provide the skills that employers need, starting with digital qualifications, and followed by health and science and construction qualifications. This scheme will be delivered through the Institute for Apprenticeships and Technical Education, and the institute will be guided by employer-led national standards.
We want providers offering high-quality higher technical courses to have access to industry standard facilities and equipment, teachers with relevant industrial experience and pedagogical expertise, and close links to employers. At the heart of this are our flagship institutes of technology and our national colleges. We will work with the Office for Students and Ofsted, drawing on their regulatory expertise, to ensure that higher technical education best meets the needs of learners and employers and provides value for money.
Finally, we will raise the profile and understanding of the best higher technical education courses through a Government-backed brand, a communications campaign and improvements to information, advice and guidance.
Reforming and growing higher technical education will be a long-term endeavour. We will continue to develop and implement our reforms carefully and work closely with everyone who shares our goal of improving higher technical education. Together we can transform higher technical education and better support learners and employers across England.

Ministerial CorrectionsI welcome the Secretary of State’s statement, but I would be grateful if he could set out the financial support that will be provided to further education and sixth-form colleges such as East Coast College in my constituency. That is vital, particularly to coastal towns, if we are not to let down a whole generation.

Friend will be aware, over the last year we have seen lots of additional support going into the college sector, including an increase of £450 million for this financial year in the basic level of money that every college gets, plus the £1.5 billion that is going into capital funding in the college sector, £200 million of which has been brought forward into this financial year. Commons ChamberWith permission, Mr Speaker, I would like to make a statement regarding the full opening of our schools and colleges to all pupils in September.
I know that these past three months have been some of the most challenging that schools, parents and, most of all, children have faced. What schools have achieved to make sure that children and young people are kept safe and can continue to learn during this period is remarkable, and I think all of us in this House are deeply grateful for those efforts. But we all know the impact that lost time in education can have on our children’s outcomes.
Every child and young person in the country has experienced unprecedented disruption to their learning as a result of coronavirus, with those from the most vulnerable and disadvantaged backgrounds among the hardest hit. Education recovery is critical for this generation of schoolchildren. Returning to normal educational routines as quickly as possible is critical to our national recovery, too. That is why we have been working to ensure that all pupils will be able to go back to schools and colleges full time in September, with covid-secure measures in place, so that they have the opportunity to thrive and fulfil their full potential.
Today, the Government have published detailed plans for nurseries, schools and colleges that set out what is needed to plan for a full return, as well as reassuring parents and carers about what to expect for their children. The guidance has been developed with medical experts from Public Health England and follows regular engagement throughout the outbreak between the Government and the education sector.
We continue to work closely with the country’s best scientific and medical experts to ensure that both children and staff are always as safe as possible. Schools will continue minimising contact between children, including through grouping children together in bubbles and encouraging older children to distance. At a minimum, this will mean keeping whole year groups in schools and colleges separate. This is in addition to the other protective measures that we know are so important for infection control, such as regular cleaning and hand washing. We are also ensuring that testing is readily available, so that parents, teachers and students can return with confidence. All staff, pupils and their families will continue to have access to testing if they develop covid-19 symptoms.
By the start of the autumn term, we will provide all schools and colleges with a small number of home testing kits, which will be taken home by children or staff who develop symptoms while on site but who would struggle to access a testing centre. This is so that they can have a test quickly and get the results back quickly. All schools will have access to direct support and advice from their local Public Health England health protection team to deal with any cases that may occur. They will be advised on what steps need to be taken.
In these challenging times, we are committed to ensuring that the nation’s children have not only a safe education, but an excellent one. From September, we are asking schools and colleges to return to a broad and balanced curriculum, so that all pupils continue to be taught in a wide range of subjects, maintaining their choices for further study and employment. We expect exams to go ahead in the summer of 2021. We understand the additional pressures on teaching staff to deliver such high standards of education in this difficult period. As such, as Ofsted inspectors are preparing to visit schools in the autumn, it will be to discuss how they are managing the return to full education of all their pupils. The insight that inspectors gather will also be aggregated nationally to share learning with the whole sector, the Government and the wider public. It is our intention for full inspections to return from January.
We are also providing significant financial support to help pupils catch up on lost learning. As I announced in June, we will be providing a £1 billion covid catch-up package, including a £650 million catch-up premium for state-funded primary, secondary and special schools, and a £350 million national tutoring programme for the most disadvantaged pupils. Evidence shows that six to 12 weeks of tutoring for a disadvantaged pupil can result in five months of catch-up. Schools are held accountable for the outcomes they achieve with their funding, including through Ofsted inspections, and the covid catch-up funding will be no exception to this.
It is critical to ensure that no child loses more time in education and that, from September, all children who can be at school are at school. Schools and colleges will need to work with families to secure regular attendance from the start of the new academic year, with the reintroduction of mandatory attendance. Our intention is that those with education, health and care plans or special educational needs will also be back in school or college in September. Since May, as a result of the pandemic, it has been necessary to modify the duty on local authorities and health commissioners so that they could use their reasonable endeavours to secure or arrange the provision for those on EHC plans. I am committed to removing these flexibilities as soon as possible, so that children and young people can receive the support they need to return to school. As such, unless the evidence changes, I will not be issuing further national notices to modify the EHC duties. We will, however, consider whether any such flexibilities may be required locally, to respond to outbreaks in different parts of the country. In addition, I am pleased to announce that, as we continue on the road to recovery and infection rates continue to fall, from 20 July nurseries, childminders and other childcare providers will no longer be required to place limits on the group size of children who can play and learn together.
I would like to take this opportunity to thank those parts of the sector that have already opened their doors to more children and who are doing a phenomenal job to help our children and young people settle back into their usual routines. Since schools and nurseries began to open more widely on 1 June, we have seen the number of children attending school steadily rise, with over 1.6 million pupils already back in school. I am sure, Mr Speaker, that I will be joined by the House as I express my thanks to all childcare, school and further education staff who have gone above and beyond since March, and who will continue to do so as we prepare to welcome all of our children and young people back to school and college in September. I commend this statement to the House.
Thank you very much, Mr Speaker. I thank the Secretary of State for his statement and for an advance copy of it. I also thank him for his call last night. I very much look forward to working with him.
Mr Speaker, every child must be safely back in school in September. By then, many children will have experienced nearly six months’ gap in their education. Some have been able to maintain their learning during that period, but there has been a huge gap in learning for others, especially the most disadvantaged. A senior official in the Secretary of State’s own Department has warned that the attainment gap could widen by as much as 75% as a result of the crisis. Today’s announcement finally recognises the desperate pleas of heads, staff and governors for information and certainty about plans for the next academic year. For too long, the Government have been asleep at the wheel. The announcement today comes just three weeks before the end of term, and an immense amount needs to be done to prepare.
Staff have been working flat out since February half term and I, too, want to thank teachers, school leaders and everyone who works in our education settings for their exceptional efforts during these unprecedented times. Over the summer they will need a break, and as they prepare plans for return, they will also need the active support of the Department. It cannot be left to heads to struggle through on their own. So I have a number of questions for the right hon. Gentleman. What consultation has been undertaken in preparing this guidance with heads, teachers and school staff, governors and unions, who have made many sensible and practical suggestions for students’ return? The Government need to learn from their previous mistakes. That is why Labour suggested a taskforce of school leaders, which would have meant we could bring children back to school sooner.
Can the Secretary of State guarantee that every school will have full access to testing and tracing, and all the personal protective equipment and other resources that they need to open safely? The Government’s track record has not been impressive so far, and we cannot allow any further failure to supply the safety essentials to prevent children’s return. I support the Secretary of State in reintroducing compulsory attendance, but fining poor parents will not serve the best interests of their children. Parents need reassurance that their children will be safe, especially in communities, including ethnic minority communities, where the prevalence of covid is higher. Many children will have found the past few months unsettling, even traumatic. What is needed is a trauma-informed approach to school and to families.
Staggered starts may present difficult challenges for parents. Can the Secretary of State say more about wraparound care for families and about transport arrangements for children to travel to school? Can he confirm that all children are expected to be safe in school in September? Will there be a delay in incoming reception children starting school?
In relation to early years, what financial support will be available for parents or childcare providers to protect their viability if children cannot attend, or if settings are forced to close?
I welcome the recognition of the needs of children with special educational needs and disabilities, and the assurances on education, health and care plans. Will the Secretary of State guarantee to the House that the needs of those children will be met in full?
Does the Secretary of State agree that a broad curriculum, including arts and humanities, supports children’s attainment in the core subjects, too? What discussions have taken place with further education providers about how they will provide the “full education” envisaged?
Will the Secretary of State say a little more about plans for students who are due to sit exams? What about home-schooled children whom schools refuse to assess? A huge divide is opening up between children who have had a good study experience at home and those who have lacked the resources to learn. Ofqual must address that in its recommendations for arrangements for exams next year.
The announcement of the £1 billion of catch-up funding is welcome, but can the Secretary of State confirm that it is all new money and will not be funded by cuts elsewhere? What guarantee can he give of the availability of sufficient high-quality tutoring capacity with tutors expert in the subjects they will teach? Does he share my concern that requiring schools to contribute 25% of the cost of the national tutoring programme advantages the better-off schools? Why have post-16 students been excluded from catch-up funding support?
On Tuesday, it was reported that the 230,000 laptops that had been promised for children who lacked full digital access had not been delivered in full, as promised, by the end of June; when will they arrive?
Finally, the six-week-long summer holiday always widens the attainment gap, and this year that will be exacerbated by the time already spent out of school. What activities and support are being put in place for the summer break? The funding for pupils on free school meals is welcome, but what about children who become eligible for free school meals during the summer holiday? Will the Secretary of State guarantee that no eligible child will miss out?
I congratulate the hon. Lady on her new role. I very much look forward to working with her on some of the great challenges that our nation faces over the coming months as we focus on the recovery for our education sector after this pandemic.
I assure the hon. Lady that it is important that the curriculum is full, broad and balanced and includes the arts and humanities, sports and so much else, because we recognise that to give children the best opportunity to succeed in life, they have to have that breadth of curriculum. We should not be seen to be dumbing down or reducing it. We have to give children choices; it is good for their future attainment and life chances, and for their mental health as well. They should have that breadth that is so vital for them to succeed.
The hon. Lady is absolutely right to highlight the importance of those children with special educational needs and how we need to support and help them. We have seen some brilliant examples, especially in some of our special schools, which have gone so far and above in terms of help not just for children but for parents at this most difficult and challenging time. As all schools return, it is vital that it has to be clear that education, health and care plans are properly adhered to by local authorities. That is why we have got to have the proper and full return of those obligations that local authorities have to be held to.
I assure the hon. Lady that there is new money for the covid catch-up fund. We are looking forward to sharing more details on that with schools and will be looking forward to working with schools, as we have been working with the Education Endowment Foundation, to make sure that that money is properly channelled into the areas that are going to make a real difference to children.
It is right that everyone in the House recognises the challenges and the significant loss that children have suffered as a result of not being in school. That is why we have to bring all children back into school at the earliest possible opportunity. Equally, it is about making sure that the £1 billion is properly spent. That is why £350 million of it is being specially ring-fenced to make sure that it is going to children from the most disadvantaged backgrounds. It will be focused on the evidence-based actions that we know will make a difference for those children.
In terms of consultation, we have and will continue to consult widely within the sector. We have established a school stakeholder group with the Trades Union Congress and other unions, but, more importantly, we have had a much wider dialogue with people, not just trade unions. We have consulted many other stakeholders and, most importantly, those who are delivering education on the ground. That is something we have continually been doing ever since the moment we had to close schools, and we will continue to do so as we move forward.
I strongly welcome the statement today and the guidance to help schools open fully in September. The plans for children with special educational needs are very good news, as is the £1 billion catch-up fund. We need to get our children learning again. Given that University College London has said that 2 million children during the lockdown have done virtually no school work and that the National Foundation for Educational Research has reported that four in 10 pupils are not in regular contact with their teacher, will the Secretary of State examine why that has occurred and look to Ofsted and local authorities to work closely with schools and set clear guidance on online learning, homework and contact with teachers?
My right hon. Friend is right to point to the importance of accountability measures that need to sit with schools at all stages. I will be asking Ofsted to look at the issue and examine closely what schools are doing in terms of actions in order to ensure that we have continuity of education at all stages. It will continue to be important to do that, because we will see situations in this country where we have local lockdowns, and we need to ensure that there is always continuity of education in those communities.
I add my voice to those who have congratulated my hon. Friend the Member for Stretford and Urmston (Kate Green) and welcomed her to her new position. I just want to pick up on a point that she raised, which is the issue of laptops. We are well aware that the most disadvantaged children in our schools are at such a disadvantage in the educational setting. We know, though, that all children have been impacted by the failure to provide laptops. In answer to my written question on 10 June, I was told that 230,000 laptops had been ordered on 19 April. Government documents as of this week show that the first order was in fact placed on 15 May. Which is correct?
I will write to the hon. Gentleman with clarification on that matter.
The new shadow Education Secretary used her first public statement to say that she looks forward to working with the unions. She talks about delays. Does my right hon. Friend know whether that means she agreed with the National Education Union’s orders to not engage with the Government’s plan to get children back to school?
Order. These are questions that should be directed to the Secretary of State. Secretary of State, I am sure you will find a way of answering that appropriately.
I know that my hon. Friend shares my passion to see every child back in school and every school right across the country getting their full curriculum in every class. I hope that those people who have occasionally been tempted to try to block the full return of schools and those who have tried to frustrate the best efforts of headteachers and so many other teachers in their desire to see every child back will recognise that it is important and absolutely vital that we do everything to see all children enjoying that first-class education that we all want them to have.
The coronavirus pandemic threatens to undo 20 years of hard work by teachers, parents and governors in my constituency in successfully narrowing the attainment gap. It is widening and deepening existing disadvantage and disproportionately impacting BAME communities. The number of laptops so far provided by the Government to enable online teaching barely scratches the surface of digital exclusion in Lambeth, Southwark and across the country. How will tutoring take place over the summer months when many of the most disadvantaged children still do not have access to home IT equipment?
Conservative Members have always been clear that we want to see every child back in school at the earliest opportunity, because we know that the best way of delivering education is in the classroom with the teacher at the front. Not only have we had the incredibly ambitious plan to roll-out laptops— 202,000 of those laptops have already been provided—but we accept that we want to do more. That is why have the covid catch-up premium, and tutoring plans, and those are to be conducted within schools and with the support of teachers, all based on the Education Endowment Foundation’s clear evidence on how we can deliver change and improvement for those children.
I am delighted that the Secretary of State is now talking to teachers’ representatives and their trade unions, but for too long Ministers have denigrated teachers from the Dispatch Box, which has led to people not believing the Government when they talk about people being safe to return to schools. If the Secretary of State is now consulting with the wider school community, will he say whether he has spoken to headteachers about the practicalities of every child going back, which must happen in September, and about children being able to stay in bubbles and separate year groups? What is the practicality of that in our schools?
I assure the hon. Gentleman that we have had extensive discussions with headteachers about those plans, and consulted widely. I also assure him that I have met unions every week all the way through this crisis, and made sure that we have had a regular dialogue to share our plans. This should not be about trade unions dictating what we are doing that is best for our children. We want to work with trade unions and the whole sector, including staff, to deliver the best education for all children. We will continue to have that dialogue. We have done that in the past, and we will in the future.
I welcome my right hon. Friend’s statement that all children will be back in school in September. Despite the valiant efforts of parents, pupils and teachers, the majority of children have fallen behind, at least to some extent, especially those with special educational needs or from disadvantaged backgrounds. Will my right hon. Friend outline how he intends to help those children to catch up, while ensuring that those who made more progress can continue to do so, so that every child can reach their full potential?
That is why we took the decision to ensure that in our covid catch-up plans there was money specifically targeted at the most disadvantaged children and those who are the greatest challenge for schools. We are working closely with the sector to ensure targeted interventions for children with special educational needs, while equally recognising that all children, whatever their background and wherever they come from in the country, will face challenges in terms of the loss of education. That is why we have done such an extensive £1 billion package to support schools in doing that.
Will the Secretary of State guarantee that every child who needs a laptop will have one? Does he recognise that to create high-quality online lessons takes skill? What is he doing to ensure that best practice is spread among all schools before the summer holiday, so that as teachers make their plans, we know that in September high-quality learning will be available to all?
I absolutely assure the hon. Lady of the work to endeavour to ensure that that high-quality online teaching is there. We have seen that through the creation of the Oak National Academy. She may have noticed the announcement a few days ago about the expansion of that academy, so that it can continue to provide a full and total curriculum across all year groups and every subject. That is a brilliant innovation, and I very much encourage the hon. Lady and her constituents to take advantage of it.
Our teachers are critical if we are to look after the next generation and deliver our levelling up agenda. How is the Secretary of State supporting our hard-working supply teachers at this exceptional time, and how is he ensuring that our supply teachers are receiving appropriate remuneration?
My hon. Friend has raised with me the concern that a number of supply teachers in her constituency of Anglesey have suffered as a result of not being able to access the furlough scheme. In England, many agencies have been working closely with the Treasury to access the furlough scheme. I encourage the Welsh Government to support agencies to help their supply staff to be able to access that as well.
I agree that all who can be at school should be. St Anne’s Primary School in Denton was built in 1888. It is a small single-entry school. There are no spare classrooms, and its rooms all open on to the small school hall, which is also used as the dining area. It has a very small outside yard, and no playing fields where temporary classrooms can be located. It is one example of many similar across England. What assessment has the Secretary of State made of the number of schools that will physically struggle to accommodate all their pupils under the social distancing or educational bubble rules, and how does he plan to help them educate all children, and do so safely?
When the hon. Gentleman has the opportunity to read the guidance, he will see the importance of having flexibilities for schools, such as the one he outlines, that are operating in a very different type of estate from that in which larger schools may be able to operate. We are trying to create a clear framework of how we can give schools good advice so that they can ensure the education of every single pupil, but if he has particular issues or is particularly concerned about any of his schools, I know that the Minister for School Standards would be happy to discuss them with him.
Schools in my constituency of Warrington South are some of the best in England, and I join my right hon. Friend in paying tribute to the work that heads, teachers and support staff have done over the lockdown period to care for and support children. I know that parents and children in my constituency, particularly the children, will really welcome the steps that are being announced today—children want to get back to school. However, can the Secretary of State confirm that his approach is in line with that of other countries around Europe that have begun to bring pre-school and younger children back first, in a phased way?
My hon. Friend is absolutely right to pay tribute to the teachers and all the staff in schools, nurseries and colleges in Warrington South. They have been doing a fantastic job. The approach that we are taking is very much in line with that of other nations. We all understand that, within education settings, there are constraints and restrictions under which teachers and headteachers have to operate, and we have to find practical solutions for that. That is why we have taken a lot of time to look at how this is being done in other countries and copy the very best practice as a result.
Primary headteachers in my constituency tell me that there are pinch points at the start and end of each school day as children and parents come together. Our school leaders are planning how to mitigate this problem, but it may require adaptation, so they are asking: will the Secretary of State set aside funding to ensure that schools can access money to avoid the problem of people coming together?
The hon. Lady raises an important point about reducing the chances of people meeting and increasing the likelihood of transmission. That is why we have asked schools to look at the option of staggered starts for year groups to mitigate those chances.
Birmingham, Northfield has the highest proportion of free school meals of any constituency across the country. That is why it is so important that young people are back in school and back in colleges learning again. Can I ask my right hon. Friend to ensure that as many young people as possible benefit from the covid-19 catch-up package to make sure that some of our most disadvantaged pupils are given the greatest gift of all, which is a quality education?
My hon. Friend, in his many conversations with me, has been a great champion of his schools and what is happening in his constituency. He is right about the importance of making sure that this money is properly targeted at the children who most need it. That is why £350 million of it has been ring-fenced for the most disadvantaged, and his constituency will be one of the biggest beneficiaries of that.
In my constituency, Durham University is a major player and it contributes massively to the local economy, the culture of our city and the community. So far during this crisis, the lack of Government support for universities has been scandalous, quite frankly. Universities, the staff who work for them and current and future students need to know that higher education is valued by this Government and will be protected by them. What financial aid will the Government be offering universities like Durham so that they can survive the coronavirus pandemic?
We continue to work very closely with the higher education sector. We recognise the important role that it has in many communities, including the city of Durham. A number of weeks ago, we announced a stabilisation package. We have also set up a taskforce on research funding with the university sector, the Treasury, the devolved Administrations, the Department for Business, Energy and Industrial Strategy, and the Department for Education. We continue to work closely with the sector to make sure that there is stability within it but it also has the ability to recover and thrive in the future.
[Inaudible]—across Harrow have continued to remain open so that children of key workers and those with special educational needs can continue their education, but there are still large numbers of children whose education has slipped. Will the Secretary of State join me in congratulating and thanking the teachers and headteachers who have carried out and continued to provide education throughout this period? Will he set out what assessment is going to be made of those children who have fallen behind so that the catch-up package is used to their best possible advantage to get them back to where they should be?
I apologise to my hon. Friend: I missed the very start of his question because he was on mute, but it was without doubt the best part of it, I am sure. I would very much like to join him in thanking all the teachers, teaching assistants and school support staff who, through the very height of this pandemic, went into school every single day, opened the doors and welcomed the children of critical workers and the most vulnerable children. He picks up on a really important point. This is why we are working so closely with headteachers and teachers on making sure that we identify the real needs of every single child so that the catch-up package and the tutoring is absolutely targeted at their needs and delivers what they need in order for them to be able to catch up. We need the class teachers to be able to make those assessments for children in order to make sure that there is the most effective delivery for them.
We all want schools to reopen in September, but only if it is safe for pupils, teachers and the wider community. Only this week, the Health Secretary acknowledged that an unusually high rate of coronavirus infections among children in Leicester was part of the reason for reimposing restrictions there. In my constituency, there have been reports of coronavirus in three primary schools. School reopening must be safe and led by the science, so can the Secretary of State confirm that the measures he has announced today will be signed off as safe by the Government scientists?
Sadly, the hon. Gentleman was not on mute. I can absolutely assure him that Public Health England has signed off all this advice. He might take the opportunity to read what Public Health England recently said about Leicester. It stated that while there had been
“good provision of primary school access for children”
since the beginning of June, researchers said they could find no “analytical link” between this and
“any real or apparent rise in new infections”
in Leicester. Conservative Members are all committed to opening all schools for all children of all year groups. I look forward to working with the hon. Gentleman and many Opposition Members who are equally committed to doing the same. We are only doing this because we know it is safe to do so.
Recognising, as my right hon. Friend says, the evidence shows that the risks to and connected with children are very low, mums and dads around the country will have noticed the very stringent protective measures that are being put in place in education and childcare settings, supported by his Department and implemented by multi-academy trusts and local authorities. Could my right hon. Friend enlarge a little on his comments in his opening statement about further measures that he might have in mind to ensure that those risks are effectively managed when children return to their educational settings in September?
Absolutely, I certainly can do. We have created a strict set of controls that we expect schools to follow as an absolute minimum, as children return. We have worked closely with Public Health England on those measures, which include making sure that schools have good hygiene and good cleaning, and reduce the amount of contact between pupils. The creation of bubbles has worked successfully and, as a result, as I have touched on, we have seen over 1.6 million children benefit from returning to school from 1 June. But we do accept that more needs to be done with every child coming back, and that is why we have produced such detailed guidance and will continue to support schools to bring every child back in a safe way—not just safe for the children, but safe for those who work in schools.
May I ask the Secretary of State about the broad and balanced curriculum, specifically the physical education and sport premium and whether this will be guaranteed for September? It is July. Decisions needed to be taken before now about sport and PE. If headteachers and parents find out that that financial commitment has been held up for purely political reasons—so that the Chancellor can announce it next week—I cannot imagine how cross they will be.
Speaking for myself, one thing I know I certainly gained during the lockdown was, sadly, weight. I recognise that, as children get back into school, it is incredibly important to make sure that they have that broad and balanced curriculum and proper and full access to sporting activities. The hon. Lady will just have to pause a little, because we will be bringing absolute clarity for all schools on this issue exceptionally shortly.
Parents across West Sussex will welcome today’s announcement, particularly as it relates to children with special educational needs. Can I also congratulate the shadow Education Secretary on her recent appointment? Does the Secretary of State agree that no one wants to see children used as political pawns and that we may now see a more constructive approach from the Opposition?
I very much hope that we have a broad and exceptionally constructive approach from all sectors of society. We are all united in the desire to see that every child gets the brilliant education that so many of us have benefited from, and we will always work together, and my door is always open to anyone, to ensure that we deliver the very best education for every child. That is what I will continue to do.
I would like to pay tribute to the heroic teachers who have been working so hard across schools in my constituency of Twickenham, and to the September for Schools campaign, led by my constituent, Fiona Forbes, who has tried to make the voice of parents heard in this whole debate. Many of those parents are wondering what provision and plans will be made for wraparound care.
They are on their knees, juggling work and home schooling and wondering whether after-school clubs and other such provision will be available come the autumn.
The hon. Lady raises an important point and, as part of the guidance that we have issued, we have set out clear guidance about schools being able to offer wraparound care, because we know how incredibly important that is for so many working parents and how it supports them in being able to do their work.
As the Member of Parliament for Ipswich and an avid Newcastle United fan, I cannot think of a better name for a school than the Sir Bobby Robson School, which will open its doors in September. I have become an associate governor. It will specifically support children with complex emotional and mental needs. Its approach will be to have a transition period, almost a therapeutic approach, where it will try to re-socialise vulnerable young adults so that they can reintegrate and catch up. Will my right hon. Friend join me in wishing the Sir Bobby Robson School all the best for the future and provide it and other special schools with the support and external expertise they need to make sure that vulnerable young adults have the best chance to crack on and have a bright future?
Order. If we are going to get everybody in, it is important that we have short punchy questions to the Secretary of State, and short answers too.
I congratulate my hon. Friend on his work with the Sir Bobby Robson School although, as a Wolves fan, I am not sure if he was quite the right person to name it after. I look forward to working with him and the school to make sure that, as it brings children back, they have the best education, and assisting it and him in terms of delivering that for those children.
I am sure that the Secretary of State agrees with the 15,000 parents in the Rock the Cotswolds group, who will be disappointed if any of their children cannot go back into school in September. Will he therefore consider doing two things? As well as issuing the comprehensive guidelines, he should ask every head to produce a back to school plan, preferably by the end of the summer term.
My hon. Friend raises an important point. That is very much what heads will be doing to ensure that there is full education across all year groups in all classes for every child, including in his constituency.
Further education institutions were already struggling prior to the crisis, and that will only have become worse in recent months. Those same institutions will have to make a Herculean effort if they are to get their learners ready for those vital qualifications in the next academic year. Can the Secretary of State explain to further education leaders in my community why they were excluded from the covid catch-up fund and what support will be available instead?
We continue to work closely with the vital sector as we look towards the economic recovery that we are going to be building towards as we come out of the pandemic. We will work closely with it in terms of the actions and support it needs to help youngsters who need to catch up, but equally, to ensure that every further education college is fully open for September.
My right hon. Friend has already made the point that our schools make a significant contribution to the general wellbeing of our children, as well as to their academic education. I ask him to recognise the sad likelihood, however, that as children return to school in September, more of them than usual will report to teachers and others in school the disturbing or abusive experiences, physical or virtual, that they have had during the lockdown period. Can he confirm that our schools will have the support they need to deal effectively with those reports?
My right hon. and learned Friend touches on an incredibly sensitive and important issue. We have been working closely with not just schools but local authorities and the police to establish local partnerships to support schools as they deal with some of the consequences of children not having the protection that schools have often wrapped around them. We recognise the sensitivity of the issue. I pay tribute to the Home Office and the work that the police have done in terms of forging new partnerships with schools and local authorities, so that action can be taken much swifter where there are fears and concerns about the wellbeing of children.
As more children return to school, what extra support is being provided to disabled children, so that they can catch up following the covid-19 pandemic? Can the Secretary of State confirm whether assistive technology is being offered as part of the distribution of laptops and tablets to pupils working from home? If he is unaware, can he follow up and commit to writing to me with an answer?
We have had a broad range of measures to assist all children, including children who have special needs. Many children in the sector have benefited from free laptops, and key elements of a covid catch-up will be about helping those children to catch up on what they have lost. I will happily write to the hon. Lady with further details, as she appears to be signalling to me to do.
Fully reopening schools in September is absolutely the right thing to do. For some children, the experience of lockdown will have been characterised by social isolation, lack of routine and, in some cases, trauma. What is my right hon. Friend doing, through the guidance published today and other measures, to help schools with an increase in poor behaviour from September? May I encourage him to bring forward recommendations in the Timpson review of school exclusion so we do not see children removed from school when they have only just returned?
That review did have a very thoughtful author, and we will certainly move forward on that. Our guidance does recognise some of the real challenges that many children will face as they come back into school as they will not have had the same structures of behaviour and discipline built around them. It is vital that we re-establish proper behaviour and discipline practices for all children, and I know schools are working closely on how they build that around those children, but we must understand that where there are good behaviour and discipline policies, there are vastly reduced numbers of those children excluded from schools. We will work with schools to deliver that. I pay tribute to Tom Bennett and the behaviour hubs for the work they do to establish strong behaviour practices in some of the most challenging schools.
I welcome my right hon. Friend’s statement on the autumn opening of education settings. Going to university is an important milestone for many of our young people, but there are real worries about starting or restarting courses this autumn. What measures is he taking and what reassurance can he give to those students?
I reassure both my right hon. Friend and students who are looking forward to the prospect of going to university in the next academic year about the importance we place on not just the educational offer of universities but the whole experience of going to university. We are working closely with Universities UK and the whole sector to ensure that we have a full and wide, proper opening of all universities so that they can welcome students through their gates. We are seeing a positive increase in the number of young people applying to go to university, and we will work with the sector to deliver on that. As a point of note, revised guidance for the HE sector will be issued later today.
At the outset of the pandemic, the Government ignored the warnings from other countries about the seriousness of coronavirus. As a result, measures implemented were too late and cost lives. The World Health Organisation director for Europe has said that schools reopening has led to local flare-ups of cases right across member states, even with social distancing in place. Will the Secretary of State publish the scientific advice he is relying on that states that social distancing is not needed any more in our primary classes?
As the hon. Lady will probably know, the Scientific Advisory Group for Emergencies regularly produces and publishes its advice and evidence, and we have been completely open on that. I am not quite sure what she is suggesting. Should we never open schools? Will we deprive our children forever more of an education and accept that, until there is a vaccine, children will not be able to go back to school? We recognise there are big challenges ahead, which is why we have worked closely with the sector, because we understand the consequences to children of not getting back into school are great. That is why we will continue to strain every sinew to ensure that every child is back in school.
I welcome the Secretary of State’s statement, but I would be grateful if he could set out the financial support that will be provided to further education and sixth-form colleges such as East Coast College in my constituency. That is vital, particularly to coastal towns, if we are not to let down a whole generation.
As I am sure my hon. Friend will be aware, over the last year we have seen lots of additional support going into the college sector, including an increase of £450 million for this financial year in the basic level of money that every college gets, plus the £1.5 billion that is going into capital funding in the college sector, £200 million of which has been brought forward into this financial year. We will continue to work closely with the college sector—both further education colleges and sixth forms—on what additional support we can give it as we move into the next phase of dealing with this global pandemic and ensuring that every child is able to catch up.[Official Report, 9 July 2020, Vol. 678, c. 6MC.]
I welcome my friend and neighbour the hon. Member for Stretford and Urmston (Kate Green) to her new role. For families who qualify, free school meal vouchers will be a crucial lifeline across the summer, but a school in my constituency faces having to pay for the cost themselves because they are using vouchers from the Co-op rather than the Edenred scheme. Will the Secretary of State guarantee that every school is reimbursed for the full cost of providing free school meal vouchers to their pupils this summer, wherever they get their vouchers from?
We have set up a wide-ranging system of support for schools to access through the Edenred scheme. If there are exceptional circumstances where there are no local supermarkets included in the Edenred scheme that a school can access, we are able to look at how we can support the school and reimburse their costs if there are no alternatives.
I reiterate the many calls from Members today and from our heads that they really need clear, unambiguous and timely guidance. Linked to that, is not one of the biggest scandals of recent months how few children on education, health and care plans have been accepted back into school, even when their parents want them to go? For that cohort, catch-up will be crucial, particularly to regularise being back in a school environment after six months out of it. The Secretary of State talked about tutors. Will he also consider the idea that I put forward—to use the cohort of students who are deferring going to university, so that they can come into schools to work alongside those children and give them intensive mentoring, not just academically but to get them back in the habit of being in school and learning again?
As my hon. Friend is probably aware, in the first guidance that we issued on school closures, we highlighted that children with EHC plans would have continued access to schools all the way through this. I would be happy to organise a meeting between him and the Education Endowment Foundation, which is working with us to stand up our tutoring programme and looking at a whole range of options to mobilise that.
What extra support can the Secretary of State give to holiday schemes—not the free school meal side of things, but things such as Bristol’s healthy holidays scheme, which involves play schemes, forest school and physical activities? That would be an excellent way of children socialising again and becoming acclimatised to the idea that they are going back to school. Can he try to support some of those local initiatives?
The hon. Lady raises a valuable point. We often talk about the learning loss, but there are other things that children have missed out on, such as the socialisation, physical activity and sports that they would have so often enjoyed. We have invested £9 million in a holiday activity plan, which we rolled out across a large number of local authority areas. We have also been working closely with the National Citizen Service to repurpose a lot of the activity it does through its traditional schemes for local schools. I would be happy to put her in touch with the National Citizen Service, to see whether it could work closely with some of her schools on that.
I thank the Secretary of State for his statement. It is certainly very welcome news that schools will be reopening, especially for those with special educational needs and disability, and the most disadvantaged pupils. The National Education Union threatened to name and shame headteachers who were working to reopen their schools previously. Will my right hon. Friend join me in condemning this attitude, and ask Labour Members if they will condemn it too?
As I am sure that my hon. Friend, who has a deep knowledge of the education sector, knows, this is the time for every person to come together and work together to ensure that every child is back. We have seen headteachers under incredibly great pressure from certain levels of activism. As we look forward to full opening in September, I hope that everyone comes together to work out how we can get every child—in every class and every year group—back in school. I have no doubt that every union will also be doing that and working with us.
I am glad that the Secretary of State has bothered to start engaging with frontline staff via their representatives in the unions. But Britain will face a huge economic downturn, and many parents may have lost their jobs or have reduced salaries. Will the Secretary of State follow the leadership of Brighton & Hove City Council, which has issued guidance on school uniforms and other costs so that no parent is forced into poverty and no child is excluded from school because they cannot afford the right equipment? Will the Secretary of State give guidance to all schools to ensure that those costs are capped?
The hon. Gentleman obviously has not noticed that we have already issued guidance about keeping uniform costs low, but I would be happy to share it with him so that he can take the time to read it.
Does my right hon. Friend agree that getting all children back to school in September is particularly important for the poorest children, and that if people try to obstruct that return, they are standing in the way of both social mobility and social justice for our most disadvantaged?
My hon. Friend is absolutely right. Those who stand in the way of children being able to return to school are standing in the way of the best interests of children from the most deprived backgrounds, who need the most help and support. That is why we will get every child back in the new term.
Clearly it is vital to get children back into school now that the infection rates of this virus are falling, but will the Secretary of State inform the House of what preparations the Department for Education is carrying out in case there is a second wave of the virus? We all obviously hope and pray that that does not happen, but how is the Department preparing should that happen in the autumn or winter?
The guidance that we have issued includes a heavy emphasis on continuity of education so that children would not suffer any form of disruption to learning patterns if we were in a position of having to put in place local lockdowns in different communities or areas that would mean schools were not able to remain open.
I have to announce a correction to the Division result. I have received a report from the Tellers in the Aye Lobby informing me that there was an error in the result announced to the House of the Division held yesterday on new clause 1 to the Finance Bill. The number of Members who voted Aye was 252, not 232 as reported. The discrepancy was a result of human error by the Tellers. It was not related to the pass reader recording system. There is no change to the outcome of the Division. I will direct the Clerk of the House to ensure that the Journal is corrected accordingly.

Written StatementsToday, the Government are announcing a transformative, 10-year school rebuilding programme as part of ambitious plans that will benefit schools and colleges across England.
Investing in our school and college buildings is vital to delivering the world-class education and training needed to get the country back on its feet.
We are committing to a 10-year, multi-wave rebuilding programme for schools. This will replace poor-condition and ageing school buildings, with modern, energy-efficient designs, transforming education for thousands of pupils.
We will start with 50 schools in the most need of repair, supported by over £1 billion in capital funding—with full details of these projects and the wider, long-term programme to be set out following the spending review. We expect construction on the first sites to begin from autumn 2021.
We are also providing £560 million of additional condition funding for the school system this year to help support essential maintenance projects. We will set out details of how this additional capital funding will be allocated shortly. This is on top of the £1.4 billion already provided for school maintenance in financial year 2020-21.
Part of the £1.4 billion funding for 2020-21 announced in April is provided through the Condition Improvement Fund (CIF), to support essential maintenance projects in schools across England. Today, I am announcing the outcome of the 2020-21 CIF bidding round. Over £434 million will fund 1,476 CIF projects across 1,243 eligible academies, sixth-form colleges and voluntary aided schools.
Details of today’s CIF announcement are being sent to all CIF applicants and a list of successful projects will be published on www.gov.uk. Copies will be placed in the House Library.
In March this year, the Chancellor announced that we are going to transform FE colleges across the country, investing £1.5 billion of new capital over the next five years, starting in 2021.
Today, we are announcing that the Department for Education will bring forward £200 million of this capital funding to this year. This will enable FE colleges in England to undertake immediate remedial work in this financial year to upgrade the condition of their buildings and estates. We will set out further plans on capital investment to upgrade the FE college estate in England in due course.

Commons ChamberBefore I begin, may I take this opportunity to express my deepest condolences to the family of James Furlong and the other victims of the terrorist attack in Reading? We have heard so many young people talk about the amazing impact James had on their lives, the real appreciation they felt and the loss that they now feel. Our hearts go out to all those who have been affected by this most terrible of tragedies. It was an appalling attack, and the Home Secretary will update the House later today.
We are focused on doing whatever we can to ensure that no child falls behind as a result of coronavirus. That is why this Government have announced a package of support worth £1 billion to tackle the impact of lost teaching time due to covid-19.
Order. We were very good at the beginning. This is important, but lots of Members want to speak, and it is not fair to take all the time. When I stand up, it means that I want to bring in the Secretary of State.
I would very much like to associate myself with the hon. Member’s comments about the sad passing of Fred Jarvis, and I am sure all Government Members would wish to do the same.
This is the party and the Government that are absolutely committed to closing the gap between those who are most advantaged and those who are most disadvantaged. That is why we are not just talking about it, like the Labour party did—we are driving up standards in education and schools. That is why we are spending an extra £1 billion to raise standards and help those youngsters who have been impacted by this.
I fully associate myself with my right hon. Friend’s comments about the tragic events in Reading. He might have heard the suggestion I made about moving the 2021 exam season from May to July, to allow students and teachers more time in the classroom to complete the curriculum. Has he given consideration to that or to other ways of getting extra teaching time in before the exam season?
One key element of the £1 billion package is ensuring that children from the most disadvantaged backgrounds have extra support through one-on-one tutoring and tutoring in small groups. My right hon. Friend raises an important point about providing more teaching time. That is why we will consult Ofqual on how we can move exams back, giving children extra time to learn, flourish and do incredibly well.
I welcome the additional £350 million announced last week for catch-up tutoring, but the Secretary of State is aware that schools with already badly overstretched budgets will have to find a quarter of that cost. Will he give an unequivocal commitment that schools, which are best placed to know their pupils’ needs, will be able to target those funds in the most appropriate way for them?
I am pleased to report that Knowsley Council has seen good sense and is working with the Department to ensure that all schools in Knowsley are opening up, which is a welcome development. The whole purpose of our very targeted approach is that it is evidence-based—we know that direct tutoring of children from disadvantaged backgrounds has the single biggest impact on driving their attainment. As I am sure the right hon. Gentleman will be aware, the other element of the package—£650 million—gives schools flexibility to look at how they can drive improvement, and I urge him to look at the work done by the Education Endowment Foundation to guide how they spend that money.
I welcome the Government’s £1 billion support package, which will be essential in helping children catch up on their academic education. However, our children are not just missing out academically; they are suffering emotionally.
Increasingly, I am hearing from parents of children with autism in my constituency, who report that being away from the structure and routine of the school day is having a devastating impact on their children’s behaviour and mental health. Some of those children are not being allowed back into school because of concerns about social distancing. What can my right hon. Friend do to get autistic children back to school as quickly as possible to ensure that this crisis does not have a permanent effect on their wellbeing?
The best thing we can do for every child is to welcome them back to school at the earliest possible opportunity, when it is safe. I herald the wonderful work done by the Autism Education Trust, which the Department has decided to give extra funding and resource to this year, so that it can work with more teachers, helping them and training them to create the best environment to welcome all children back into school, where they can develop.
I have spoken to many headteachers across Ashfield who want to get back to full service as soon as possible. One way to begin to do that is to encourage all kids who can go back to school to do so, because it is safe. I deeply regret that last week, the Leader of the Opposition refused to say publicly that schools are safe to go back to. Will my right hon. Friend remind colleagues across the House that the education and welfare of our children come before any political point scoring?
I very much agree with my hon. Friend. He will know from his constituency the real benefits that schools are bringing to the children who are going back, and we need to expand that. Schools are a safe environment not just for children, but for those who work in them. It is a shame the Leader of the Opposition does not acknowledge that, but I hope the shadow Secretary of State will acknowledge how important it is to get all children back and what a safe environment schools are.
I share the Secretary of State’s comments about James Furlong and send my condolences to his family and to all those who were affected by the horrific events in Reading on Saturday. I also echo the comments made by my hon. Friend the Member for Ilford North (Wes Streeting) about Fred Jarvis, the former general secretary of the National Union of Teachers, who recently passed away at the ripe old age of 95.
Last Thursday evening, the Government issued a press release clearly stating that £700 million would be
“shared across early years, schools and 16 to 19 providers”.
Of course, it was not the strategic national education plan that I and many across the sector were hoping for, but it was a start none the less and I welcomed it. Less than an hour later, the Government amended the press release: the funding was not for early years and 16 to 19; it was £650 million, not £700 million; and it would not be available until September. Now I hear that schools will need to find 25% of the tuition funding themselves. I ask the Secretary of State: what on earth happened?
I was getting rather optimistic that the hon. Lady would say that she believed it was safe for children for go back to school, but she missed out on the opportunity. The difference between our scheme and the hon. Lady’s is that ours will deliver results and make a difference. Our scheme is for £1 billion extra to go to schools and for £350 million to be targeted at children from the most disadvantaged backgrounds. It will close the gap in terms of attainment much more effectively than any of the Labour party’s proposals. It would be nice if the hon. Lady welcomed such proposals.
Can I just say that it is the Opposition who ask the questions, not the other way round?
May I confirm, Mr Speaker, that I would never blame you?
The hon. Lady asked a number of questions. The reality is that Government Members are committed to getting every child back into school. We understand that that is where they are going to benefit. If it was up to the Labour party, we would not see any children going back into the classroom, but what have we already got? We have got nursery back, reception back, year 1 back, year 6 back, and years 10 and 12 as well. We have given schools extra flexibility to get more children in and we have made it clear that next week we will outline plans for the full return of every single child in every year group. We will always listen to the whole sector, whether it is trade unions, those running the schools, or parents and children themselves—
I strongly welcome the Government’s catch-up announcement, which will make a huge difference to the left-behind children. Will my right hon. Friend confirm that out of that £1 billion, money can be used to set up summer schools or camps? Will the Department for Education work with Essex County Council, which is considering setting up summer camps across the county?
I thank my right hon. Friend for his input, advice and thoughts about how we can make sure that any intervention delivers the very best results. I can confirm that we would be happy to work with Essex County Council. In the Education Endowment Foundation’s guidance on how the money can be targeted to deliver the best educational advantage, summer camps are one of the schemes suggested.
We have published guidance and resources for parents and schools on how to support children’s mental wellbeing while they are not at school. We have given schools the flexibility to have a face-to-face check-up with all pupils during the summer term. Returning to school is the most vital factor in the wellbeing of pupils and educational progress. We have recently produced new training for teachers on how to teach about mental health issues as pupils go back to school.
Covid-19 has had a significant impact on the provision of child and adolescent mental health services throughout the UK. Will the Secretary of State please confirm what is happening right now to reduce the backlog?
My hon. Friend champions the mental wellbeing of young people and all his constituents often and regularly. I would be happy to meet him to discuss how we can do more to help. We are working closely with both Public Health England and NHS England on how we can help and support them to reduce CAMHS waiting times. In addition, I will raise the issue with the Secretary of State for Health and Social Care.
Calls to Childline are rising, and YoungMinds has found that around four in five children with pre-existing mental health problems have had those problems worsened in this crisis, yet referrals to CAMHS have been down by as much as 50% in some areas. How do the Government plan to deal with the inevitable rise in demand for mental health services, as identified by teachers in Portsmouth?
There is a great deal of cross-party consensus on this issue and how important it is. Often, people approach schools as almost the first port of call—the easiest way to access services. It is about how we integrate health services with educational services ever more closely. We have put in an additional £5 million-worth of mental health support, but we do recognise that in lot of areas we can make sure that interventions come earlier so it does not get to crisis point.
The first weeks in school are really important for helping four-year-old children settle in and form positive relationships. University College London’s study of the Government’s pilot of the reception baseline assessment last year found that the test caused anxiety, stress and a sense of failure in many children—and we are talking about four-year-olds here. Will the Government do the right thing and abandon their plans to bring in reception baseline assessments?
My hon. Friend is right to raise the important role of destinations data. It is great to see that King Alfred’s Academy in his constituency has seen 91% of 2017 leavers go on to further education, employment or an apprenticeship, which is above the average for England.
Does my right hon. Friend agree that destinations data is particularly important in the light of covid, and that we need our schools focused on helping young people to the destinations to which they were on track before lockdown, and our colleges, universities and employers taking due account of the loss of learning when making their decisions?
We must never lose sight of how important it is to know what youngsters end up going on to do. Yes, we want them to leave school, college or university as well-rounded individuals with all the tools they need to succeed in life, but they have to be tools that lead them into employment so that they can continue to succeed. That is why destinations data is so important, and why it is quite right that Ofsted attaches such high importance to it.
I know that every child and young person in this country has experienced unprecedented disruption to their education as a result of coronavirus. The Government are committed to doing everything possible to ensure they have the support they need to make up for that lost time in education. That is why on Friday I announced a £1 billion catch-up plan to lift outcomes for all pupils but with targeted support for those from the most disadvantaged backgrounds who are most at risk.
I thank the Government for their recent U-turn on free school meals over the summer months, but what cross-departmental communications has the Secretary of State undertaken with the Ministry of Housing, Communities and Local Government to clarify if that will be extended to those children whose parents are newly subjected to the “no recourse to public funds” restriction?
I will take up this matter with the Secretary of State for Housing, Communities and Local Government and write to the hon. Lady in response.
In Wolverhampton, we have several outstanding special educational needs and disability—SEND—schools, including Penn Hall and Tettenhall Wood. What is my right hon. Friend doing to help vulnerable children to return to education safely in those schools?
My hon. Friend is a great champion of those schools. I would like to mention Wightwick Hall, a school on the border between his constituency and mine. We recognise that it is really important to ensure that we get the guidance right, and we have been working closely with the sector to ensure that the specialist needs of many of those children, who sometimes have particularly complex health conditions, are met and that they have the ability to return to school at the very earliest opportunity if that is in line with their health needs as well. I hope to have the opportunity to join my hon. Friend on a visit to one of those schools in the not-too-distant future.
I would be absolutely delighted to join my hon. Friend to visit schools in his constituency in the very near future. It is really important that we understand the vital role that Ofsted plays in making sure that we have strong accountability in schools. One of the aspects that I will ask Ofsted to look at as we are making this significant investment of £1 billion to support youngsters to catch up and support schools is how it has been implemented and how children have been supported in their catch-up plans.
The right hon. Gentleman makes a very important and very thoughtful point. It is really important that we look at different ways in which we can expand the capacity to train doctors, nurses and all those working in the caring professions. I look forward to working very closely with my right hon. Friend the Secretary of State for Health and Social Care to be able to deliver on that.
My hon. Friend is absolutely right that there are some natural restrictions on how far schools can go in welcoming children back. Last week, we gave schools added flexibilities to be able to welcome more children back into the classroom. As guidance changes, we will look within Government at how we do everything that needs to be put in place so that every child is back in the classroom in September.
By the nature of the crisis, sadly, guidance, which we always want to get out at the greatest of speed, has always faced quite considerable time pressures, but I can assure my hon. Friend that we very much take his words to heart. As we issue guidance for schools about the full return of all pupils in September, we will ensure that this goes out in plenty of time before schools rise for the summer.

Written StatementsEvery pupil in the country has experienced unprecedented disruption to their education as a result of coronavirus (covid-19). Those from the most vulnerable and disadvantaged backgrounds will be among those hardest hit. The aggregate impact of lost time in education will be substantial: the scale of our response must match the scale of the challenge. Returning to normal educational routines as quickly as possible will be critical to our national recovery, which is why the Government are working towards all pupils returning to school in September.
To further support pupils to catch up, the Government have announced a package worth £1 billion to ensure that schools have the resources they need to help all pupils make up for lost teaching time, with extra support for those who need it most.
Six-hundred-and-fifty million pounds will be spent on ensuring all pupils have the chance to catch up and supporting schools to rise to the challenge. While headteachers will decide how the money is spent, the Education Endowment Foundation has published guidance on effective interventions to support schools to make the best use of resources.
Alongside this universal offer, we will roll out a national tutoring programme, worth £350 million, which will deliver proven and successful interventions to the most disadvantaged young people, accelerating their academic progress and preventing the gap between them and their more affluent peers widening. The evidence shows that tutoring is an effective way to accelerate learning, and we therefore believe a targeted tutoring offer is the best way to narrow the gaps that risk opening up due to school closures.

Commons ChamberIn this House we all understand the profound impact that this pandemic has had on people’s lives. Supporting those on lower incomes and vulnerable families is at the heart of everything that we do as a Government. We have taken unprecedented action to support individuals and also to support families. We stepped in to pay the wages of over 9 million people through one of the most generous schemes anywhere in the world. We have launched self-employed income support schemes. We have increased universal credit and working tax credit by over £1,000 a year, injecting more than £6.5 billion into the welfare system. This Government have been firmly and wholeheartedly on the side of those who need help and support at every stage of this pandemic. We have provided millions of families with the support they need to pay their bills, keep their homes and feed their families. At times of crisis, we must think, above all, about the most vulnerable in our society. No one in this House, on either side of the Chamber, ever wants to see a child go hungry. We are all united in that simple view.
Let me remind hon. Members of the Conservative party’s record on free school meals. From 2014, free school meals were offered to further education students for the first time ever in the history of the free school meals programme. We extended free school meals to all infant children in England’s state schools, and an extra 1.5 million children are now receiving a healthy school lunch as a result of that decision. In our response to covid-19, we have for the first time provided free school meals for those who are currently at home.
We must remember that free school meals are not about providing financial support for families; they are there to support a child’s education. Receiving a healthy, nourishing meal is a critical way of helping a child to focus and to learn in school. It helps to enable a child to fulfil their potential, which is essential if we want to break the cycle of poverty from which far too many children right across the country suffer.
My right hon. Friend is correct to say that the will to support these vulnerable children is felt across the House and that it unites us all. I have one concern that I hope he will alleviate. Many of the most vulnerable children do not live in happy, healthy households. We often find that those children—the ones that schools normally look out for—are in a position where their parents are not necessarily going to use those vouchers in the right way, and the current system seems to have no safeguards against that. My constituency has one of the highest levels of domestic abuse and one of the highest levels of addiction anywhere in the country. Can we add, before the summer, a mechanism to ensure that the vouchers are used for healthy meals for vulnerable children?
I can assure my hon. Friend that measures are in place to ensure that the vouchers are not used for things such as alcohol, cigarettes or gambling. That is an important protection. He touches on an important point, because one of the greatest strengths of our free school meals system, where children get a free meal at their school, is ensuring that it is a healthy meal and it is there to support the child.
I just want to press the Secretary of State on the same point that I asked the hon. Member for Salford and Eccles (Rebecca Long Bailey) about. The issue with free school meal vouchers, particularly in rural communities such as mine, is that someone may live in Sedbergh and not have a supermarket for which they have voucher within 10 miles. Can we look again to make sure that this U-turn, which I massively welcome, is valuable to every child, no matter where they live?
The hon. Gentleman is probably aware that we have already made it clear to schools that they have flexibility on this and that they would be reimbursed any costs if they needed to procure vouchers from a different retailer.
I will make some progress.
It may be that the retailer was in a sparse area and there were no other retailers that the family were able to use, or the family were in an area where there was not a list of available retailers.
I ask hon. Members to give me the opportunity to make some progress.
We have understood that, in holiday time, there is a need to offer a wide range of support. This summer, tens of thousands of disadvantaged children will receive additional support through our holiday activities and food programme, which is available thanks to £9 million of Government funding.
I am incredibly grateful that disadvantaged youngsters in my area will benefit from this support, but my local council was recently unsuccessful in a bid to the holiday activities fund; will my right hon. Friend review that bid and meet me so that we can guarantee that the most disadvantaged youngsters across Stockton benefit from a summer of experiences and opportunities?
I would be more than happy to meet my hon. Friend to discuss that issue. What we have been doing on the holiday activities programmes is an important step forward. To pick up on something that the shadow Secretary of State mentioned, it is not just about feeding; it is about supporting young people in so many different aspects of their learning and broader health outcomes.
My right hon. Friend will be well aware that in Stoke-on-Trent we have the wonderful Hubb Foundation, run by Carol Shanahan, the owner of Port Vale football club. Linking with the comments of my hon. Friend the Member for Stockton South (Matt Vickers), I urge the Secretary of State to look into how we can expand the holiday programmes so that every town, city and village has some access to great programmes that not only help with health and wellbeing but do educational work to help the most disadvantaged in our communities.
I am very familiar with the schemes that have been run in Stoke-on-Trent and have had the opportunity to meet Mrs Shanahan, whom I commend, as well as a Stoke-on-Trent City Council and its leader Councillor Abi Brown, who have played such an important role in the opportunity area that we have established in Stoke-on-Trent, which is making a real difference to so many children’s lives. I would be happy to discuss in more detail with my hon. Friend, as well as my hon. Friend the Member for Stockton South (Matt Vickers), how we can make sure that, with holiday activity programmes, we can make a difference to children’s lives, not just through food but through activities.
Further to the point made earlier by my hon. Friend the Member for Mansfield (Ben Bradley), the Government have done a huge amount on free school meals over the past 10 years and we should be proud of that. These are unprecedented measures for unprecedented times, but the best place for free school meals is in school, so will the Secretary of State confirm his intention to get all pupils back to school in September?
My hon. Friend is absolutely right, as we would always expect from a Staffordshire Member of Parliament. He is right that the best place for free school meals to be delivered is in schools, where we can ensure that the very best is given to the child, and that emotional and educational support is wrapped around that child. That is why we need to ensure that every effort is made to ensure that all schoolchildren are back in schools for September.
Does my right hon. Friend agree that having children in school is essential to closing the inequality gap? I wish to highlight the excellent work of the Lighthouse in Bourne End, which works with children with learning disabilities and helps them with their summer programme. We need more programmes like that to help people to get back on track and to help vulnerable children. We do not need to throw extra things at children so that they can work at home; we need them back in school with their teachers, learning in a secure environment where they can grow and the inequality gap can close.
My hon. Friend is correct in her assessment: the best place to really benefit children is school. She is also right to highlight the amazing work that is done by so many voluntary organisations throughout the country.
The Secretary of State will perhaps recall that last year the Children’s Future Food inquiry was published. One of its recommendations was that an independent UK watchdog for children’s food should be established immediately, so that we have committed and energetic leadership to deliver for children. Such a watchdog has not been established; are there are any plans to establish one? What are the obstacles to doing so?
I should make some progress, if my hon. Friend will forgive me, because I am very conscious that Mr Deputy Speaker requested that we keep our speeches short.
Next summer, I want to be looking at how we can do so much more to support our children by making sure that we see a greater and larger roll-out of our holiday activities programme, including through the new £1 billion fund that we pledged in our manifesto to help to create more high-quality childcare, after-school clubs and support during holidays. But I think we all understand that this is not a normal year. Schools have been closed as part of the essential measures that we have taken to defeat this deadly virus. We took that action in order to save lives, but I knew when we took that decision that our focus had to be on those who were most disadvantaged. That is why we were one of the first countries in the world to keep schools open for children from the most vulnerable backgrounds; it is why we invested more than £100 million in remote education, including delivering laptops and internet access to some of the most disadvantaged children so that they can continue learning—I very much want to look at how we can start to expand that and do more to ensure that all children have the support they need; and it is why we took swift and decisive action to ensure that we could continue free school meals for eligible children who were staying at home.
On behalf of the 13,532 vulnerable children on free school meals in Kirklees, I thank my right hon. Friend for his announcement today about continuing free school meals through the summer. As Marcus Rashford said, this is not about politics; it is about doing the right thing for vulnerable children and their families. Will my right hon. Friend continue to focus on doing the right thing for these children?
I assure my hon. Friend that I will continue to focus on doing the right thing. That will be the key aim of all this.
My hon. Friend makes a really important point about the vulnerable children right across society. I would like to take the opportunity to thank the many teachers and teaching assistants, the social workers who have worked so closely with schools, and the police who have identified some of the children who are most vulnerable—those who needed someone to take the opportunity to reach out to them and make sure that they came into school and had a safe place to come. They have done a magnificent job, and I think everyone in the House is deeply grateful for the triumphant and heroic efforts that they have all made.
Does my right hon. Friend agree that the support that teachers and schools have offered to vulnerable people goes much further than just a free school meal? Some of the most vulnerable children in schools in Peterborough have received regular phone calls from their teachers making sure that they are okay and they are looked after during this difficult time.
This is where we need to drive things further, to build up layer upon layer of support for children who are not in school to make sure that they are constantly learning, that they do not fall behind and that they constantly move forward in their education and benefit from the world-class education we have in this country.
Many schools have done an amazing job of keeping free school meals going through either food collections or deliveries. Where schools were unable to do that, we set up the national free school meals voucher. That scheme was established at pace, and over £150 million-worth of vouchers have been redeemed through it.
Alongside the voucher scheme, we continue to provide schools with all their expected funding, including funding to cover free school meals, and most schools right across the country have continued provision in school for those children who are most vulnerable. On top of that, the Department for Environment, Food and Rural Affairs has provided an additional £63 million for local authorities to help those who are struggling financially to pay not just for food but for other necessities at this incredibly difficult time.
Although many children are now returning to school thanks to the outstanding efforts of hard-working teachers and all those who work in schools, we are not yet out of this crisis. In schools, homes, workplaces and, above all, the NHS, people up and down the country are still making extraordinary sacrifices to overcome this deadly disease.
Free school meals have always been a term-time provision, and that is what they should be, but while we are in extraordinary times, we must not be bound by the constraints of what normally happens. A Government should always listen to the people who need them most. I would like to extend my particular thanks to Marcus Rashford for using his public position to amplify the voices of those who must and should be heard. By speaking out for the less fortunate and raising the phenomenal total of over £20 million in just a few days, he represents the best of Britain and is a role model for all the children who look up to him for inspiration.
We should never be ashamed to listen. I am pleased to announce that we will provide additional funding for a covid summer food fund, to enable children who are eligible for free school meals to claim a six-week voucher. As we prepare for schools to reopen fully in September, we will ensure that no child goes hungry. As we move forward, we will continue to do all we can to support disadvantaged children through not just free school meals but a long-term and sustained programme of catch-up activities, to close the educational gap, which has widened during this period, and ensure that every child in this country can achieve their full potential. We are finalising those plans, and I will shortly be in a position to outline them to the House. We will not be moving our amendment, and I commend this motion to the House.

Commons ChamberWith permission, Madam Deputy Speaker, I would like to make a statement regarding the wider opening of nurseries, schools and colleges as part of our response to the covid-19 pandemic.
It is now over two and a half months since we asked schools, further education colleges and nurseries to remain open only for vulnerable children and those of critical workers. I continue to be immensely grateful for the way that our teachers and parents have responded to these challenging circumstances. I would like to say a big thank you to all those working in education, childcare and children’s social care for the huge efforts they are making on a daily basis to support families and make sure our children do not miss out on their education.
We all know how important it is for children and young people to be in education and childcare, and it is vital that we get them back there as soon as the scientific advice indicates that we can. I am very pleased that last week we were able to take the first cautious step towards that. As the Prime Minister confirmed on 28 May, the Government’s five tests are being met and we are beginning to ease the lockdown restrictions across England. Based on all the evidence, this means that nurseries and other early years providers, including childminders, have been able to welcome back children of all ages. Pupils in reception, year 1 and year 6 have been returning in smaller class sizes, alongside the children of critical workers and vulnerable children of all ages, who continue to be able to attend.
Ninety-seven per cent. of schools that submitted data to the Department for Education were open at the end of last week. Last week, we saw the number of primaries taking nursery, reception, year 1 or year 6 pupils steadily rise as part of the phased, cautious wider reopening of schools. By the end of the week, more than half of primary schools were taking pupils from these year groups, and as of yesterday that had risen to over 70% of primaries that had responded.
I know that schools need time to put in place the strict protective measures that we have asked for and we continue to work with the sector to make sure that any schools experiencing difficulties are supported to open more widely as soon as possible. Some schools, in areas such as the north-west, are concerned about local rates of transmission. I can assure them that SAGE’s R estimate for the whole of the UK is below 1. If robust data shows that local action needs to be taken, we will not hesitate to do so, but we are not in that position. I know that the House will be as impressed as I have been by the work and efforts of headteachers, teachers and childcare staff, who are finding ways to make the necessary changes while still ensuring that schools and nurseries are a welcoming place for children, as well as reassuring families who may be worried about sending their children back.
The next step of our phased approach will enable secondary schools and colleges to provide some face-to-face support from 15 June for years 10 and 12 and 16-to-19 students in the first year of a two-year study programme, who are due to take key exams next year. This is such a critical time for those students and this extra support will be in addition to their remote education, which will continue to be the main method of education for them this term, as only a quarter of this cohort will be able to attend at any one time to limit the risk of transmission. Children of critical workers and vulnerable children in all secondary year groups will continue to be able to attend full-time.
We have published guidance for secondary schools and ensured that schools have the flexibility to decide how they want to use face-to-face support in the best interests of their pupils. Since the announcement of our proposals on 10 May, my Department has published detailed guidance for settings on how to prepare. This includes planning guides for early years providers and primary schools, and further guidance for secondary schools and colleges. Crucially, we have provided detailed guidance on the protective measures that schools and other settings need to take to reduce the risk of transmission. This includes restricting class sizes, limiting mixing between groups and encouraging regular handwashing and frequent cleaning. This advice was developed in close consultation with Public Health England.
The safety of our children, young people and staff remains my top priority. That is why all staff and children, including the under-fives, will have access to testing if they develop symptoms of coronavirus. This will enable the right response where a case is confirmed, including using a test-and-trace approach to rapidly identify people most at risk of having been exposed to the virus, so that they can take action, too.
We continue to follow the best scientific advice and believe that this cautious, phased return is the most sensible course of action to take. While we are not able to welcome all primary children back for a full month before the summer, we continue to work with the sector on the next steps, where we would like schools that have the capacity to bring back more children—in those smaller class sizes—to do so if they are able to before the summer holidays.
We will be working to bring all children back to school in September. I know that students who are due to take exams in 2021 will have experienced considerable disruption to their education this year, and we are committed to doing all we can to minimise the effects of this. Exams will take place next year, and we are working with Ofqual and the exam boards on our approach to these. While these are the first steps, they are the best way to ensure that all children can get back into the classroom as soon as possible.
I want to end by thanking the childcare, school and FE staff who have gone above and beyond over the past eight weeks, and who are now working so incredibly hard to welcome our children and young people back, while also continuing to support those who remain at home. I commend this statement to the House.
I thank the Secretary of State for advance sight of his statement, and I join him in thanking parents and all those working in education and childcare at this difficult time.
For weeks, headteachers, education unions, school staff and many parents have warned that the plan to open whole primary schools before the summer was simply impractical while implementing social distancing safely, so I welcome the Secretary of State’s decision to roll back from that today. However, I must state my dismay at the way this has been handled. If the Government had brought together everyone involved in implementing these plans from the outset and really taken on board what they had to say, they would not be in the situation of having to roll back at all. But what is done is done, and now it is imperative that the Government look ahead to what the education system needs over the coming months and years.
Children and young people’s education and wellbeing will have been impacted cruelly by such a prolonged period away from school and their friends, and the situation at home may have been extremely stressful. Indeed, the Children’s Commissioner has said to me today,
“The risk I am most concerned about is that of a generation of children losing over six months of formal education, socialising with friends and structured routine. I’m also concerned about a deepening education disadvantage gap that could leave millions of children without education they need to progress in life.
The Government need to face-up to the scale of damage this is doing to children and scale-up their response. The starting point for this needs to be rapid action to support summer schemes for this summer’’.
Like the commissioner, I believe a crisis in education and children’s attainment and wellbeing could come at us incredibly quickly if we do not step in and mitigate it now.
There needs to be a national plan for education, so will the Secretary of State commit today to bringing together children’s organisations, trade unions, parents associations, health and psychological experts, Ofqual, school leaders and headteachers to develop that plan? Of course, he will say that he has met these groups. However, politely listening to concerns and not acting on most of them is very different from the creation of a formal taskforce where these groups play a key role in setting the principles of a national plan.
In the immediate term, will the Secretary of State consider issuing guidance that all children of compulsory school age should have a one-on-one meeting with a teacher from their school and parents, if appropriate, before the summer holidays start? Alongside that support, will he commit to increasing the resources available for summer schemes to help re-engage children socially and emotionally? On academic support, the Government must support blended learning with more resources and targeted tuition; significantly increase support for disadvantaged children, including considering a greatly enhanced pupil premium; and roll out devices and free access to the internet for all pupils who need them. For those in years 10 and 12 who are worried sick about their exams next year, the Government must work with Ofqual to redesign GCSE and A-level qualifications to reflect the impact that time away from school has had.
Longer term, the plan must cover all possible scenarios, including the possibility of a second wave, not least as Public Health England confirmed on Friday that the R rate was over 1 in some regions. Indeed, the Government have set out that keeping that rate below 1 is critical in stopping the spread of the virus. But the Government do not appear to have issued any direction to schools in those regions. So what is the Secretary of State’s safety advice? Should schools pause plans for wider reopening? Do they need to take additional measures, or is it acceptable to simply carry on bringing in additional pupils with an R rate above 1? Today, the Secretary of State infers the latter—that local action does not need to be taken. So I ask him to publish the scientific modelling to support such an assertion and reassure schools in these regions.
Finally, the Government have confirmed that the free school meal voucher scheme will not continue over the summer holidays. With 200,000 more children expected to be living below the poverty line by the end of the year as job losses hit family incomes, this is a deeply callous move by the Government. Will the Secretary of State change his mind today and commit to funding free school meals over the summer holidays?
I would hope that the hon. Lady and I are completely united in our concern to make sure that a generation of children do not miss out. We recognise and understand the truly extraordinary times in which we are living, and in which we are asking children to learn, teachers to teach and all those who support them to work. We also recognise that we need to be bringing schools back and pupils back into the classroom. Had it been left to the hon. Lady, she would not have been bringing children back into the classroom until the National Education Union said that she was allowed to do so. We will continue to work with all. We recognise how incredibly important it is to do the best for every single child. That is why it is so welcome to see so many schools opening their doors, welcoming children in and giving them the very best of what they can offer.
The hon. Lady raises an important point about summer schemes, but we need to lift our eyes higher and to be more ambitious. She is right to highlight the fact that there are real challenges that children have suffered as a consequence of this lockdown. But to put that right, we need to take a longer-term approach on how we can support children over a longer period of time. That is what we will be working towards and what we will be delivering. And, yes, we will continue to work with groups and organisations right across the spectrum to ensure that the policies are evidence-based and that they will deliver for children. We will not be doing virtue signalling; we will be taking the actions that will make a real improvement and a real difference to children’s lives.
The hon. Lady is right to highlight the importance of working with Ofqual. That is what we are doing, including with representative organisations of schools and teachers, to make sure that next year’s exams—whether they be GCSEs, A-levels, T-levels or BTECs and other qualifications—are fair and reflect the hard work of the children.
The hon. Lady mentioned the issue of SAGE and its data and Public Health England. That is not within my control, as it is an independent body. SAGE regularly publishes all its data and will be doing so with reference to this. When it comes to local authorities across the country, whether they are in the north-west, the north-east, the south-east, or the south-west, we will work with all of them where they have concerns, and with Public Health England, so that they get the best advice, because the interests of children and of those who work in schools are my primary interest and my focus in making sure that we can bring schools back. We will work with those local authorities’ We need to bring all schools back in every part of this country. If the evidence starts to point to the fact that we need to close down schools in small clusters as a result of this, obviously that is the action that we will take, but only on the best advice from PHE. At the moment, the advice from PHE and SAGE is that all schools can open and that they should open.
We now go to the Chair of the Education Committee.
Why can we turn a blind eye to thousands of demonstrators and campaign for pubs and garden centres to open, yet it is so hard to reopen our schools? We know that about 700,000 disadvantaged children are not doing school homework and 700,000 do not have proper access to computers for the internet, so what are the Government doing to help those disadvantaged children to learn again and avoid an epidemic of educational poverty? Can we have a long-term plan for a catch-up premium for education to look after those left-behind children? Will the Secretary of State reconsider ensuring that those children get free school meals over the summer, given the financial anxieties their families are facing during the pandemic?
My right hon. Friend will be aware that we are already in the process of rolling out IT equipment across the school estate, as well as to the most vulnerable children. Some 100,000 of those laptops have already been distributed to the most vulnerable and most disadvantaged children. We took the decision to ensure that children who have social workers are prioritised over and above schools. A further 75,000 computers will be distributed to schools in the coming weeks. We are on schedule to distribute the full 230,000 computers over the coming month.
My right hon. Friend is right to highlight that we need a long-term plan. That is what we are doing. We recognise that the learning loss will not be corrected over just a few weeks and that action needs to be taken over a long period of time. That is the approach we are taking.
I thank the Secretary of State for advance sight of his statement. Lourdes Secondary School in Glasgow tragically lost two pupils this week, and I am sure that the whole House will join me in offering our condolences to their families, friends and the entire school community at Lourdes.
During the urgent question on school reopening last month, I asked the Secretary of State where, with a maximum of 15 pupils per class, the additional rooms and teachers would come from. He stuck his head in the sand and ignored my question and the concerns raised by the teaching profession and parents, so it is no surprise that we are back here, less than four weeks later, having found that the Government’s own social distancing rules make it impossible for primary schools in England to admit all pupils before the summer holidays. Why has it taken the Government so long to recognise what was blindingly obvious?
We now need a proper plan for education along the lines being developed by the Scottish Government. It should cover all possible scenarios and focus on blended learning, with greatly increased support for disadvantaged children. Is the Secretary of State planning, as Scotland has done, to use public buildings, such as libraries and council offices, to relieve pressure on classroom space? What consultation will take place with the teaching profession to ensure that the Government’s plans for reopening are realistic? Will he commit to publishing the modelling of the increased number of covid cases that could be seen in school-based staff as a result of reopening schools? Finally, will he ensure that any decisions taken are based on published scientific advice, with the agreement of local councils and school leaders, rather than simply forcing through what has been described as delivering the impossible?
I join the hon. Lady in passing on my deep condolences to the families, schools and communities who have lost loved ones, as she highlighted at the start of her question. We will continue to work with teachers’ unions, as well as school representative organisations, as we look to expand the number of children who are able to attend primary schools and have more pupils attending schools, including those in years 10 and 12 and further education colleges, who start next week, the week commencing 15 June.
As we welcome more children into the classroom, with more children having the opportunity to learn in different year groups, we will see the real benefit of children being with their teachers and friends once more. The hon. Lady is right to highlight the fact that we have limitations. The limit of 15 children per class obviously limits the ability to have as many year groups in school as we would like, but as that is changed, we will have the ability to slowly and cautiously move forward and welcome more children back to school when it is the right time.
Every two months represent more than 1% of a child’s childhood. Come September, many children will have been out of school for almost six months, and we fear that it may be even longer. The impact on those from the most deprived backgrounds will be considerable. Will the Secretary of State look at catch-up schemes over the summer, perhaps using National Citizen Service youth workers who have been stood down from the summer programme? Over the next year, will he look at mobilising the many students who are now delaying going to university and will find it hard to travel or get a job, by getting them to work alongside some of these children in a national mentoring scheme modelled on the charity City Year, for example?
My hon. Friend makes an important point. We are certainly looking at this, but we are looking at something much wider and more long-term, because we do not believe that purely looking at the summer period is enough to assist children to get the catch-up that they truly need.
The Secretary of State talked about the availability of laptops and computer equipment to disadvantaged pupils. Two months ago, he promised that that equipment would be available. I spoke to my schools this morning, and they have not received any. The Government talk easily about a levelling up agenda, but while private schools have access to that sort of equipment, as do their staff, it is not available in our state sector. Is it the case that the public rightly believe that the Government are failing them?
I apologise to the hon. Gentleman; he obviously did not hear my response earlier, in which I explained that we have taken a policy decision to ensure that the first wave of laptops we received were going to be targeted at the children who are most vulnerable and have a social worker. The second wave of laptops, which we have just received, are then going to schools and academies through local authorities or multi-academy trusts. We are on schedule to receive all those laptops and get them distributed by the end of the month, and I would like to take the opportunity to thank Computacenter, which has done so much work to ensure that those laptops are distributed.
I thank the Secretary of State for enabling some primary school children to go back to school last week, not least because I am the father of a four-year-old who was desperate to get back to school and has enjoyed the education and the wellbeing that she needed; I am sure I speak for many parents across the country when I say that. Teachers in North Norfolk have been phenomenal in their efforts to get students and little children back to school. What reassurances can he give to vulnerable children who cannot go back at the moment and are remote learning that they are getting an equitable education, so that they do not fall further behind?
Order. I want to try to get everybody in, so we need quite short questions and answers.
I share my hon. Friend’s desire to see all children return to school in a phased way as swiftly as possible. He highlights some really important challenges, especially for vulnerable children who are not necessarily able to access education by going into school. I was particularly delighted to see the progress we have made with the Oak National Academy. By just a few days ago, it had delivered over 10 million lessons to children, and part of that package is lessons and support for children with special educational needs.
A decade ago, I sat in a Cabinet Office briefing room discussing the then threatened pandemic. We were discussing the closure of schools then. So it beggars belief that the Secretary of State can come to the House today with no clear plan for getting the delayed laptops out. That was not planned in advance.
It is late, Secretary of State—for the record, he is shaking his head. This is already late for vulnerable pupils. I find myself in complete accord with the right hon. Member for Harlow (Robert Halfon) and the hon. Member for East Worthing and Shoreham (Tim Loughton) in their desire for a catch-up plan for the many vulnerable students. Can the Secretary of State seriously not give us more information today? There must have been planning. If there has not, he has been asleep on the job.
The hon. Lady is inaccurate. The laptops that we promised to get out to vulnerable children and those who face exams in year 10 are on schedule. We said that they would all be distributed by the end of June and we are on target to do that. We decided to prioritise the most vulnerable children and I still think that that was the right decision. On a catch-up plan, this is not something that is just over a few weeks; the approach has to be over a full year and more. That is what we are putting in place and how we will support children in the long term.
All schools and teachers have worked incredibly hard over this period, but some schools have managed to deliver whole-class direct teaching live through video. Does my right hon. Friend agree that sadly, some children in this country have received no online direct teaching at all and many have received very little because the teaching unions have opposed the practice, often with the support of Opposition Members? If the return to school is to be delayed further, what can we do to ensure that more children receive direct teaching?
Where children are not in a position to return to school, we will set out clearly to all schools the basic minimum curriculum requirements we expect them to deliver for all children. That is to be expected and we hope that all schools follow that. It is not just through online learning, but through sharing resources with children. We have seen some excellent practice, but we want to keep driving up all schools to the very highest standards for all children.
Education authorities in England, which have to implement the decisions, knew nothing about the now delayed planned return to full schooling until the Government bounced them into it last month. What steps has the Secretary of State taken to make sure that in future, local authorities, headteachers and unions are kept fully informed about developments, and that schools are given adequate time to prepare for each stage of their pupils’ return?
We always have and will continue to have regular meetings with them to share our most up-to-date plans.
I appreciate that health and safety issues are paramount when deciding to reopen primary schools to all children and I welcome the flexibility in my right hon. Friend’s statement today. However, I share concerns about the serious impact that the lack of schooling will have on many disadvantaged children from poor households. I welcome his commitment that they will be a top priority. Will he reaffirm that for me?
I absolutely reaffirm that to my right hon. Friend, and the importance of ensuring that pupils are back in full-time schooling at the earliest possible moment. We will continue to work with schools to bring more children back into that formal education environment as swiftly as we possibly can.
I echo the thanks to the profession for what they have done so far. I would like to clarify some of the numbers that the Secretary of State used. The Chair of the Select Committee on Education said that there were 700,000 children without devices. The Secretary of State said that 100,000 had been distributed with 230,000 still to come. Seven hundred thousand minus 100,000 minus 230,000 makes 370,000 children without an internet device. Have I got that wrong? If so, will the Secretary of State please clarify? If I am right, will he explain how that squares with prioritising the most disadvantaged children and learning?
In terms of the distribution of laptops, we prioritised key groups that we felt were most vulnerable and most in need of them. A total of 230,000 laptops will be going out as part of that programme as well as tens of thousands of routers to help children from some of the most vulnerable families, who perhaps have some limited resources at home, but do not have the internet access that they need to access the online learning that we want them to enjoy.
Many children commute into the Hendon constituency to access the high-quality education provided by the London Borough of Barnet. As those children travel by public transport, they will be required to wear masks and take other precautions. Will the Secretary of State outline what precautions he believes there should be for children who use school transport provided by the local authority? Will they be required to take the same precautions as others by wearing masks on their journeys? When they get to school, will they simply disregard those masks?
People will be required to follow the same regulations on both home-to-school transport and general public transport. The approach we have taken to bringing schools back has had safety at its very heart, making sure that classes are in small bubbles to ensure that we reduce the chances of transmission. We believe that such a cautious, phased approach is the right one.[Official Report, 15 June 2020, Vol. 677, c. 2MC.]
The Secretary of State has spent time in my constituency and will know that at least one in three children in my constituency live in poverty and are at risk of falling the furthest behind because of not being in school. It is clear that we need a strategic plan, just as the Government have had for the economy and with the same focus, but in the meantime it is really important that the Secretary of State commits today to a major campaign over the summer for catch-up education for children and to an urgent roll-out of the laptops he has promised. Finally, I wish he would address the issue of free school meal vouchers carrying on over the summer. Please, Secretary of State, think again about the callous decision that was made last week.
As I have stated previously, we are going to ensure that we look not just at children’s needs over the summer in terms of how they can take steps and work with schools so that they can catch up on the work that they have missed if they have not been able to sustain that learning at home. We are looking not only at the summer but much more over the longer term. We have never traditionally provided free school meals all the way through the summer, but the DWP has put in an extra £6.5 billion to support those families who are most vulnerable. We will continue to work with the DWP, the Ministry of Housing, Communities and Local Government and the Department for Environment, Food and Rural Affairs to continue to support those families who are most vulnerable.
Across the country, the children of key workers have been enabled to continue to attend school. In my constituency, we have a large concentration of key workers and schools have often interpreted the rules as being that both parents have to be key workers before the children will be allowed to attend school. That has necessitated lengthy discussions with headteachers and others in the schools. Can my right hon. Friend confirm that the position will be that children of key workers will continue to be able to attend full-time education, to enable those key workers to provide the key services that we all need in this desperate time?
I can absolutely confirm that. Just for clarity, as was outlined in our guidance back in March, if the family has one key worker, they have access to those critical-worker places.
In the light of exam cancellations, GCSEs and A-levels will now be predicted by teachers. An upcoming report by the Equality Act Review has highlighted the concerns of students and parents, particularly those from black and minority ethnic backgrounds, about this situation. Has the Secretary of State assessed how predicted grades will further worsen the attainment gap?
The hon. Gentleman raises a vital point. We took this issue into account in our work with Ofqual and the exam boards to make sure that people from black and ethnic minority communities are not disadvantaged in that way.
Children in the communities I used to teach in will have been most disadvantaged over the past few weeks, and to catch up they need access to qualified practitioners. As well-meaning as a summer school programme might sound, it needs to be longer term. Will my right hon. Friend assure me that, whatever programme is delivered in the longer term, it will be delivered by qualified practitioners?
My hon. Friend makes a vital point. This should not be a short-term measure; it must be about people who are qualified and understand the issues, and who ensure that what they teach children fits in with everything that those children need to learn, as they move through the school and towards their exams. This must be an evidence-based approach, and we are working with organisations, including the Education Endowment Foundation, and others, to ensure that anything we do is focused on the best interests of the child, and ensuring that they close that gap.
In Scotland, shielding has been extended to the end of July, but in England there is not the same clarity. There is a risk that vulnerable teaching staff might feel pressure to return to work before it is safe to do so. What are the Government’s plans to enable staff who are shielding to continue to work remotely and deliver lessons in a safe environment?
We are asking those who are extremely vulnerable and not in a position to return to work to provide their important work through remote learning and supporting the schools in what they do. That seems not a dissimilar approach to what is happening in Scotland.
I thank the Secretary of State for his statement. I have spoken with many headteachers in my constituency over the past few weeks, and all our schools across Stoke-on-Trent have been able to remain open throughout the pandemic. A number of schools have seen unexpected costs during this time, particularly with gaps in their budgets from lost income, and many will still have to pay exam fees despite there being no exams. Will my right hon. Friend join me in thanking all our teachers for the incredible work they have done, and consider what can be done to try to plug some of those costs?
I join my hon. Friend in thanking all the teachers in Stoke-on-Trent. It has been great that schools there not only stayed open all the way through the pandemic for those children who are most vulnerable, and the children of critical workers, but that so many of them opened up last week and so many children came back. My hon. Friend mentioned unexpected costs as a result of coronavirus. Secondary and primary schools are able to bid into a fund to recover some of the costs that they might have experienced as a result of the pandemic.
I was shocked and alarmed to learn that children at a school that I support in my constituency have endured physical and violent instances of racism on their walk home. This week we have seen renewed calls for our schools to teach the true, brutal history of the British empire, and the legacy of imperialism and colonialism, rooted in racism, which continues to have a generational impact today. Given the ongoing systematic, systemic, and structural inequalities and state-sanctioned racism, will the Government reassure my constituents, including those children who are victims of racist abuse, by introducing a curriculum that educates all children and young people about the enduring history of racism?
We would all expect respect and tolerance to be very much at the heart of what happens in every one of our schools in every part of the country. That tolerance and respect for all, whatever someone’s background, is incredibly important in education. The national curriculum already ensures that people are able to teach what happened under the British empire, not just in history lessons but in English and in personal, social, health and economic education. There is an amazing range of resources, and we encourage all schools to look at those, and to ensure that children have an education that is able to reflect the rich and diverse nature of this truly wonderful country.
Recognising that it will not be possible to bring back whole-school cohorts in primary schools until September, will the Secretary of State confirm that he will support and be flexible with those schools that would wish to bring back more than just the minimum number of children, where they are able to do so and they have the space and the staff to do that? Will he help them? Secondly, will he lay out for the parents of those children who now will not be going back until September exactly what their childcare options are to enable them to get back to work?
We are working to devise a priority list so that schools are able, where they do have extra capacity, to welcome back more children. That enables them to support children’s learning, but also their communities, including parents, who of course need to be going out to work as well.
A full physical return seems some way off and may well be subject to further interruption. Given that we know there are still hundreds of thousands of children who are not able to access education remotely, will the Secretary of State redouble his efforts to spread out as far as possible electronic means of education? Will he give a date by which he can guarantee that every child will be able to access their education electronically?
We aim to get all the computers that we have purchased out by the end of June, and we are on course to be able to do that. We also recognise the importance of supporting children through not just online learning, but additional learning that we can provide for them through schools. We are making sure that we have also supported schools to be able to have Microsoft Teams and Google platforms in order to help them deliver more learning online and, for physical learning, we are ensuring that they can deliver by sending resources to pupils directly as well.
Attending school supports not only children’s education, but their wellbeing. Returning to normal routine will be immensely beneficial. Will my right hon. Friend therefore also look at reintroducing the vital school fruit and vegetable scheme as soon as possible for schools such as Lee Chapel Primary School to ensure that the most vulnerable children get access to fresh, nutritious food?
My hon. Friend makes the important point that getting children back into routine is vital, and getting as many children as we can back into the classroom is a top priority for all of us. The fruit and vegetable scheme is led by the Department of Health and Social Care, but I will be in contact with it to have discussions, and I will get back to my hon. Friend on the matter.
Nurseries and early years centres in my constituency tell me they are facing losses of up to £50,000 this term alone. If the Government do not act soon, there will not be many nurseries left to send children to. When does the Secretary of State hope to come forward with a realistic plan to protect essential nurseries and early years provision?
We have had an unprecedented package to support nursery and early years provision. There is the continued commitment to paying money through local authorities to support them, there is the furlough scheme and there is rates relief. We constantly talk with those in the sector about how we can do more to support them and how we can support them in the long term to achieve our aim of delivering a rich environment in which children can learn in those early years. Whether they are in the charity sector or the commercial sector, those providers should continue to be able to succeed and create a stable environment for all children.
A number of schools have got quite a few pupils who are children of critical workers or the children themselves are vulnerable. As a result, it is difficult for those schools to accept other pupils. Is there anything the Government can do to help those schools and any advice they can give them? They are anxious to move on, but are having problems doing so.
My hon. Friend highlights an issue that a number of schools are facing, and we are looking at working with them to add extra flexibility. They can perhaps look at using different facilities and different resources that may be available to them in order to be able to expand provision within a school.
I noted the Secretary of State’s throw-away criticism of my hon. Friend the shadow Education Secretary about the National Education Union. I found it a tad ironic when he did not even consult the National Association of Head Teachers, the headteachers professional association, regarding the original 1 June restart date. We all want to get our children back into school, but far too many parents currently still do not regard it as safe, and that is understandable and hardly surprising when, in parts of my region, the north-east, the incidence of covid-19 is five times greater than in parts of the south-west. A one-size-fits-all policy should never have been considered. Will the Secretary of State properly consider that when moving forward?
That is why, as I stated earlier, we want to work with local authorities that have concerns to make sure they are in a position to open all their schools and, where they face practical problems or issues, to discuss that with them to ensure that all their schools are open. If we have to close schools, we will do that in conjunction with Public Health England, but it is vital that we get all schools open for these year groups, while always recognising that there might be clusters of schools that have to close for short periods.
I remind colleagues that I would like to get everybody in, but that means short questions and short answers.
When the Children’s Commissioner appeared before the Education Committee last week, she said that if no further children went back to school before September, 8 million children will have missed six months of learning. Given what we know already happens over the summer holidays, does my right hon. Friend agree that that is too long and that any school that conceivably can open should do so?
I want to see all schools open, and that is why we will continue to work with all schools to look at how they can accept more and more pupils, making sure that all children have the amazing opportunity of learning from their teachers. I am very optimistic that we will see more children returning to school and the number of children attending school increasing week upon week.
The Secretary of State mentioned colleges in his statement, but does he recognise the important role that universities are playing as well in providing additional support for young people, particularly disadvantaged young people? I think, for example, of the summer school being run by the University of Glasgow, which incidentally has just been rated No. 1 by the Complete University Guide. What support is he making available to that sector, given the funding gap it is facing, so that it can respond to the whole range of challenges that covid is presenting to education?
I congratulate the University of Glasgow on that great success. I know the leadership there is truly outstanding. We will continue to work with the universities sector, including on how it can support us in our response to covid. We have seen brilliant work on testing and the development of vaccines as well as supporting NHS workers with the provision of accommodation. That is why we brought out the stabilisation package for universities just a few weeks ago. We continue to work with the sector on how we can do more and continue to support them.
My right hon. Friend is acutely conscious of the detriment caused by this extended period away from school, educationally, socially and for mental and physical health, so can we have maximum flexibility for those schools that could welcome back more children—for example, with rotas for the use of suitable additional premises or even by having year 6 pupils doing extended transition time in their soon-to-be secondary school if and where schools locally believe they can do that?
My right hon. Friend is absolutely correct. We want to give schools the maximum flexibility to get as many children as possible through the doors before the summer holidays so that we can maximise their learning opportunities as a result.
At the end of May, the respected director of public health in Sheffield, Greg Fell, wrote to all Sheffield schools strongly advising against opening because, among other issues, he had concerns about the availability of personal protective equipment and was not convinced about the effectiveness of the test, track and trace system then in place. Does the Secretary of State agree that schools, as on this occasion, should follow the advice of their local based directors of public health and not seek to second guess that advice and think they know better about public health issues?
We encourage all schools to return and open their doors to pupils. As I think we all recognise, children gain vast benefits—both physically and mentally, as well as in their learning—from being able to return. We very much encourage Sheffield City Council to engage with us to ensure that it is supporting schools to open their doors and get children learning once again.
Children at Wombourne High School in the Secretary of State’s own constituency are very fortunate because they continue to enjoy virtual lessons. What will the Secretary of State do to make sure that all children can have that?
My hon. Friend is right to highlight the brilliant work of Wombourne High School in supporting pupils in my constituency of South Staffordshire. We want to see that replicated across all schools. That is why we will set minimum expectations for curriculum delivery for the remaining weeks of this term. We are also working with schools to make sure that the bar is set as high as possible for those children who are not able to go back to school, perhaps because they are shielding, in our minimum expectations for what they should be learning at all times.
Many people in the BAME community living in multigenerational households are not planning to send their children to school because they are afraid that they will bring the virus home to their grandparents. How is the Secretary of State going to persuade parents from disadvantaged backgrounds and from the black and minority ethnic community to send their children to school?
Of course, the best advert for why children should be going back to school is those incredibly powerful images of children returning to school for the first time. We see absolute joy across their faces, their passion for learning and the fact that they are so pleased to see their teachers and friends once more. And they come back from school having had the opportunity to learn. That, for me, is the very best advert for what we are doing.
The hon. Lady highlights the important issue of black and ethnic minority communities. We continue to work with Public Health England and the Scientific Advisory Group for Emergencies to make sure that we do everything we can to assuage the concerns of all communities. The best place for children is back in school.
My right hon. Friend has tried very hard to get as many children as possible back to school, particularly vulnerable children. Does he agree not only that education supports social factors and wellbeing, but that it is immensely important to get those in non-accessible areas, including rural areas such as Derbyshire Dales, back to school as soon as possible, when it is safe?
My hon. Friend hits the nail on the head. We need to get every child back to school. We should not stint in our ambition to see all children back in school and learning at the very earliest opportunity. I do not want the return to school to be delayed. Picking up on the points made by my right hon. Friend the Member for East Hampshire (Damian Hinds), it is important to look at different ways to bring more children back so that they have the opportunity to learn and to be set new tasks and new learning goals by their teachers before the summer.
At sixth-form and further education colleges in areas such as mine, many young people get to college by bus. Indeed, Mark Robertson, the principal of Cambridge Regional College, tells me that more than half of his pupils are in that position. Given that only one in four places on buses are now viable, the huge extra cost is a major obstacle to returning. What is the Department doing to help?
We continue to work on this issue with the Department for Transport, the Local Government Association, local authorities and the Ministry of Housing, Communities and Local Government. We recognise the challenges of home-to-school transport and will look at how we can provide support to bring more children back, especially as we move into the September period.
If we are going to bring back early years settings, does my right hon. Friend recognise the financial pressure on those that operate as charities, and would he like to set out what we are going to do for them?
This is why it was vital that we immediately made it clear to those organisations that we will continue to support them with grant funding for those children who access those settings. Those organisations receive money from Government. On top of that, there is the furlough scheme and we have been able to offer rates relief to many of those organisations. We continue to work with the sector to find long-term solutions to some of the challenges they face.
More than 80,000 children and young people across the north-east receive free school meal vouchers. Bearing in mind that the children who are entitled to those vouchers are most likely to be in poverty and that we are currently living through a pandemic, what are the Secretary of State’s plans to ensure that no child goes hungry during the summer holidays and that no parent or carer will have to rely on food banks?
We continue to work with the Department for Work and Pensions, MHCLG and the Department for Environment, Food and Rural Affairs on this. I talked about the unprecedented £6.5 billion extra that the DWP was distributing. We also have the holiday activities and food fund, which we are looking to continue to run this summer.
The Secretary of State rightly identified year 6s as one of the groups that should be in the early phase of pupils being brought back to school because they are about to transition to a new school. Of course, in areas with infant schools, there are children in year 2 who are in the same position. Will he confirm—and, indeed, give guidance—that he will allow those schools, if they can, to bring back some year 2s ahead of the transition this summer?
We are looking at giving schools much more flexibility to bring the maximum amount of pupils into schools. Where transition years fall slightly differently in different areas, one of the conversations we will be having with those schools is about how we can prioritise those pupils.
The Scottish Government took the decision in May not to send pupils back to school until after summer, so it is welcome that the UK Government have joined us with similar thinking. However, at the same time, the Scottish Government took practical steps to combat digital exclusion by ensuring that vulnerable families were equipped with laptops and digital services. Will the Secretary of State outline what similar practical steps he has planned for the summer, on top of the laptops he has already mentioned?
I do not wish to disagree with the hon. Lady, but I think that we have a much more ambitious plan than Scotland in terms of actually wanting to see schools open. We have seen literally thousands of schools open right across the country, offering children face-to-face lessons and support from teachers, teaching assistants and everyone else. I think that is far better than anything that can be delivered digitally. There is no substitute for a brilliant teacher in a classroom inspiring a child. However, as I touched on, we will continue to develop our digital platforms. The Oak National Academy has delivered more than 10 million lessons over the last few weeks. That is an amazing success and we want to build on it.
As my right hon. Friend the Member for Epsom and Ewell (Chris Grayling) just said, children who are transitioning into a new school must have extra support over the next few months so that they feel comfortable about entering their new school. Has my right hon. Friend the Secretary of State given any consideration to allowing those in year 6 to spend time this term in their new secondary school so that they are fully prepared for September?
My hon. Friend highlights an important benefit that can be given to children—the opportunity to spend vital time in a setting that will become their new school—and asks how we can help facilitate that. There is also the question of how we can relieve some of the pressures that may exist in the primary school system so that primary schools can look at bringing more children in. This is one of the options as part of the increasingly flexible approach that we will be taking to getting more children into school and more children benefiting from education.
I and Members across the House wrote to the Secretary of State asking for an extension of free school meals over the summer holidays. Already, more than 200,000 children have gone without meals during this pandemic. He knows full well that the holiday activities and food programme will target only 4% of the children eligible. Throughout the statement, he has referred to a long-term plan. What is in it, and where do hungry children fit into it?
As at every stage, the interests of children and care for children in education is at the heart of it, but our focus as a Department has been how we can support schools in supporting their children. That is what we have seen over the last few weeks and that is what we will continue to do. The holiday activities resources that we are looking at rolling out will be an important step in helping local authorities to do that.
Will the Secretary of State update the House on the progress that has been made to open universities? Online lectures can be very useful but they are no substitute for face-to-face lectures and lectures that require some practical work.
My hon. Friend highlights the importance of ensuring that universities are able to deliver lectures not just virtually but for practical steps, and of opening up research facilities in universities. That is what we are working with Universities UK on, to ensure that they are able to return to normal as rapidly as possible, so that not only do students get the best, but the wider community of the UK gets the best from all universities being open.
Sadly, Tower Hamlets has seen the fourth-highest age-adjusted death rate in the country and the Government’s own report shows that black, Asian and minority ethnic communities are at greater risk, with Bangladeshis twice as likely to face death because of the coronavirus pandemic. Parents are caught in a dilemma of survival versus education, because they do not have confidence in what the Government have done so far on school opening. Will the Secretary of State publish a risk assessment, area by area, so that there is transparency, with parents able to feel more confident that the Government actually have a proper plan, and that there is action to provide free school meals in some of the poorest communities in our country?
At every stage, we will take the maximum cautious approach on how we bring schools back. Every step, whether it is making sure children are able to come back to much smaller class sizes, so that we reduce the risk of transmission, or making sure that contact between children is absolutely minimised—although these things are incredibly challenging for schools and reduce the ease of operating schools—has been taken to reduce the chances of transmission. SAGE always publishes all its papers and makes them public, and I imagine it will continue to do so.
Will my right hon. Friend acknowledge the international evidence that looking at the R rate, either locally or regionally, becomes less useful as case numbers fall and that perhaps we should be looking at the prevalence data from the Office for National Statistics? In that light, will he commit to working with the sector to get all children back to school in September and supporting them to make up for the lost time?
My absolute ambition is to see all children back in September but over the coming weeks it is to maximise the number of children who are able to benefit by going into schools. My hon. Friend raises an important point: this is about not just the R rate, but what we are doing on track and trace, and everything we can do to minimise transmission within schools to make them a safe environment for people to work in and learn in.
The problem, listening to the Education Secretary, is that he just does not convey any sense that the Government have a grip or a proper plan for the future. Let me ask him specifically: what support is he going to guarantee for the 16 to 18-year-olds, who feel particularly let down? They have lost their final term, when they might have been getting additional support to get an apprenticeship, a course or a place for the future. Currently, they are getting nothing. When will the guarantee for them be in place?
It is vital to be able to support that age group, and not just in their choices as to whether they want to go on to university, a further education college or an apprenticeship. We are doing a lot of work on skills to make sure we are able to support them in their next step of that journey. We are also working, through the National Careers Service, to make sure they are getting the best advice and guidance, so that they can make the choices that are right for them.
I am sure we are all concerned to hear about the attainment gap between richer and poorer students widening during time off school. What measures will my right hon. Friend take to close that gap and reassure parents that this Government want every child, from every background, to reach their full potential, regardless of covid?
My hon. Friend and neighbour is correct about how we support these students. As I keep saying, there is no magic, simple solution whereby we can put something in place for a short period. This has to be done over a long period—how we support their learning and how we close the gap to make sure that children, whatever background they come from, have the maximum number of opportunities as they go through the school system, and especially as they face exams in the near future.
Long before the coronavirus pandemic, Glasgow City Council had an ambitious programme in place to tackle holiday hunger. Why can children in Shettleston in my constituency be fed during the summer holidays whereas those in the South Staffordshire constituency that the Secretary of State represents will not be under his plan?
As I have said, not only through the Department for Work and Pensions but MHCLG and DEFRA, we continue to look at how we can support the families who are most vulnerable and most in need of support.
It is undoubtedly the case that pupils from disadvantaged backgrounds are losing out the most while schools remain closed. Over the past 10 years, we have made fantastic progress in closing the attainment gap between children from poorer backgrounds and their more affluent peers, which has greatly improved the life chances of children in Blackpool. Does my right hon. Friend agree that we risk undermining this excellent progress if the schools that are able to reopen safely choose not to do so?
The biggest impact that we can have on any child is making sure that schools are open and welcoming back the maximum number of pupils into their classroom to have the opportunity to be in front of their teacher and to learn from them. That is how we can help them more than anything else—more than any other intervention. But we recognise that we have to do more on top of that, and that is what we are going to do, opening the doors to schools and making sure that as many children as possible are able to go in and to learn. That is how we will close the gap, more than anything else.
At last Thursday’s business questions the Leader of the House suggested that I should direct my question to the Secretary of State this week. The cap on the number of English students at universities in the devolved nations, including St Andrews University in my constituency, has been applied without consultation and will further financially impact on institutions that have already made placing offers as they deal with covid-19. Will he commit to meeting me, or at least to engaging with the Governments of the devolved nations and bodies such as Universities Scotland, to mitigate this impact?
The hon. Lady will be pleased to hear that we have continued to engage with the Scottish Government over this and will continue to do so going forward. It was very much part of our stability package that we put in to help universities. We hope that by working with the Scottish, Welsh and Northern Irish Governments we will do everything we can to support this vital sector.
Will my right hon. Friend insist that Public Health England, local authorities and schools work together seamlessly when there is an outbreak of covid among members of staff?
It is absolutely vital that they work seamlessly together if there is such an instance, because we want to protect the children and those who are working in the schools to the maximum of our ability, and ensure that when it is safe to do so, those schools can reopen as swiftly as possible.
