I beg to move, that the Bill be now read a Second time.

Pensions are a fundamental part of everyone’s future. They offer security later in life and can provide much-needed investment to help to build the sustainable future we need. This Bill delivers on our manifesto commitments to legislate for a new style of pension scheme, establish pensions dashboards and tackle those who try to plunder the pension pots of hard-working employees. It creates a new style of pension scheme that has the potential to increase future returns for millions of working people while being more sustainable for employees and employers alike. The Bill has consumer interests at its heart. It strengthens protections for savers by extending the Pensions Regulator’s sanctions regime—prison for pension pot pinchers will, I hope, deter reckless bosses from running schemes into the ground.

The Bill transforms the way people get information about their retirement savings, bringing pensions into the digital age by allowing people to see all their pension information in one place, at the touch of a button. Importantly, it will ensure that individual savers can be told exactly how their pensions will be affected by the increases in the global temperature and what their scheme contributes to carbon emissions.

Through the Bill, the UK will be among the very first countries in the world to put climate change reporting for pension funds into law. That is a crucial step in meeting the Government’s net zero ambition. It will ensure that pension funds play a leading role in the decarbonisation agenda.

My hon. Friend has one of the constituencies with the highest number of pensioners in the country, but for his future pensioners this is an important Bill. It will bring transparency for the first time about what is happening with individual investments. This Government are not in favour of trying to force divestment of different elements of fossil fuels and similar—I am conscious that he has Bacton in his constituency. But the Bill is about making sure that the trustees—effectively, the way in which pension funds will be used—are clear about how they can contribute to ensuring that we tackle climate change and how their investments can play a part in making that happen.

This unprecedented period that we have been experiencing has shown more than ever the need for financial resilience but also the need to focus on future resilience. Helping workers to achieve greater financial resilience for themselves for the long term is a crucial part of our economic recovery. Improving the financial resilience of the public is a personal priority for me and I am proud that the Bill is designed to help pension savers across the country. The Government have already taken action to ensure that there is support for pension contributions under automatic enrolment in the coronavirus job retention scheme. How important that policy is to us is demonstrated by the fact that we will be paying for pension contributions for kickstarters.

There are five parts to the Bill. Parts 1 and 2 set out the regulatory framework for new collective money purchase schemes, also known as collective defined contributions or CDCs. Interest in the CDC schemes is growing, as both members and employers look for options beyond the more traditional choices currently available to them to build long-term resilience. The schemes will provide employers with a new way of providing a pension where employers and employees can work together to deliver mutually beneficial outcomes.

The schemes will enable contributions to be pooled and invested, to give members a target benefit level. Investment risk is borne across the membership, rather than by individual members, delivering a good income in retirement without the cost of guarantees and without placing future liabilities on the employer. The Bill will ensure that the schemes are well run and we will require good member communications, so that members understand how their scheme works, including the risk-sharing features of CDC schemes, and that benefit levels may fluctuate.

Part 3 strengthens the powers of the Pensions Regulator. That fulfils our manifesto commitment to tackle those who think they can plunder the savings of hard-working employees. No more. The Bill introduces criminal sentences, so that the worst offenders could end up in jail for seven years, ensuring that those who play fast and loose with hard-working people’s pensions face justice. These important measures introduce the power to issue civil penalties of up to £1 million, as well as creating three new criminal offences for individuals found to be acting wilfully or recklessly.

Some concern has been expressed in the other place that the scope of the powers is too wide and might deter people from becoming trustees. Let me reassure hon. and right hon. Members in this House and the other place that our objective is not to stop or interfere with routine business activity, or to deter people from becoming trustees. We have been clear that businesses must be allowed to make the right decisions to allow them to develop and grow. These new laws underline the importance of being trusted with the stewardship of members’ retirement savings and ensure that people’s hard-earned financial resilience is protected.

Our objective is to provide a sufficient deterrent to make individuals think twice before acting in a way that puts members’ savings at risk. The key point is that the Bill makes it crystal clear that an offence is committed only if the person did not have a reasonable excuse for their behaviour or for engaging in that particular course of conduct. It will be for the regulator to prove that the act was not reasonable. The Pensions Regulator will publish specific guidance on these powers after consulting with the industry.

Part 4 of the Bill delivers on our manifesto commitment to legislate for pensions dashboards. The world of work is changing, and people now have an average of 11 jobs in their lifetime. Pension savings built up during this time are often with different providers, and many people struggle to keep track of their pensions and find it difficult to make informed decisions about their retirement. The provisions in the Bill will bring pensions into the digital age and help individuals to make informed decisions about their financial futures. Pensions dashboards will provide an online service, helping people to reconnect with their pension pots, enabling them to find lost pensions and allowing them to view all their pension information, including the state pension, in a single place.

I welcome the Bill, and part 4 in particular, including the bit that my right hon. Friend has just outlined about pension dashboards. It is such a minefield for our constituents to find all this information in one place, although people can do so very easily, for instance, via the HMRC dashboard in respect of tax. The Bill talks about compelling schemes to participate and to provide good quality data in a timely manner. Could she just expand on that compulsion? What exactly does that mean in legal terms?

The Bill will require the pension schemes to provide all the data that they have available, so that it can be brought together to provide that information. I am conscious that this is further data, which may take a little time to come together, but this has been worked on for some time and we have made careful progress with the industry to get to this point. If my hon. Friend has any more detailed questions, my excellent Pensions Minister, the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Hexham (Guy Opperman), will be able to pursue this either in later interventions or in Committee.

We welcome this part of the Bill in particular. We support informing savers about their savings landscape, but one concern we have is that the amendment in the Lords that allows for the public dashboard to be bedded in for a year before commercial dashboards come in could be removed in Committee. Can the Secretary of State confirm now that she has no intention of watering that down? If that were to happen, it would be met with the vigorous opposition from the Opposition.

Our aim is to empower consumers through dashboards and the Government believe that they are best served through multiple dashboards. Of course we have listened carefully to the concerns expressed in the other House as well as in this place. We are still on Second Reading, and I think it is fair to say that we will be considering the contributions carefully and that any matters that may need to be looked into further can be considered in Committee.

I welcome the Bill, particularly the part that my right hon. Friend is referring to at present. Sometimes, when people have multiple pensions with various pension schemes, they wish to put them into one pot, or two or three pots, rather than having to deal with so many. When that happens, some pension schemes seek to charge administrative costs when passing the funds on. Is there any mechanism to ensure that those administrative costs can be kept to a reasonable level, rather than being extortionate, which would ultimately impact on the pension pot for the individual?

My hon. Friend is right to say that dashboards could encourage more people to consider consolidating their pension pots. There is guidance out there, and the Pensions Minister assures me that we are continuing to review the costs and charges that can happen in that regard. There is an element of administration cost that comes with such transfers, but I can assure my hon. Friend that we are on the side of the consumers who are saving to ensure that their money goes as far as possible for their future.

The Bill sets out the legislative framework for dashboards and makes provision to compel pension schemes to participate and provide good-quality data in a timely manner. The Pensions Regulator and the Financial Conduct Authority will be responsible for ensuring compliance by schemes. In the other place—this is perhaps covering a little of what has already been said—we introduced Government amendments to make it crystal clear that there will be a public dashboard, which will be overseen by the Money and Pensions Service. As I have already shared with the House, we want to ensure that we increase people’s engagement with their pensions, so it is important that the dashboards are accessible to as many people as possible. Some 52 million UK adults have pensions savings, involving over 40,000 schemes. That is why I believe that having multiple dashboards is the best option, ensuring people can easily access information to manage their financial affairs for today and tomorrow.

Part 5 covers a range of policies. Clause 123 and schedule 10 introduce new provisions with regard to scheme funding. Most sponsors and trustees work well together and use the flexibilities of the current scheme funding regime reasonably, but good practice is not universal. The scheme funding provisions seek to help trustees of defined benefit schemes to improve the way they manage scheme funding and investment. They will also enable the pensions regulator to take action more efficiently to safeguard members’ pensions and to mitigate risks to the Pension Protection Fund.

Climate risk is a key worry and concern for many people in this country. The Government are resolute in how we want to help to tackle emissions to achieve our commitment to net zero by 2050. The Bill will make the pensions system greener and support the commitment to get to net zero by 2050. Clause 124 contains regulation-making powers to require scheme trustees and managers, for the purpose of managing climate-related risks, to take climate change goals, including the Government’s net-zero target and the Paris agreement temperature goal, into account. The clause enables regulations to be made mandating pension schemes to adopt and report against the recommendations of the taskforce on climate-related financial disclosures. This will ensure that occupational pension schemes take into account climate change and the response to climate change in the Government’s risk management and investment strategy, and report on how they have done so. Such measures will ensure that occupational pension schemes take climate change into account and require that trustees disclose progress to their scheme members and the public.

Climate change is one of the defining challenges facing the planet for this and future generations, and the trillions invested in pension funds worldwide offers an enormous opportunity to build back better, greener and sustainably. I am extremely proud that we are at the forefront of efforts to effect real and lasting change. These pension measures are among the first of their kind on the international stage.

Does the Minister agree that the responsibility for pension scheme trustees goes further than just reporting having a strategy? Once they have invested, they need to engage and to monitor their investments to ensure they actually comply with their obligations to try to drive through that performance change.

I understand exactly the point my hon. Friend makes. My understanding is that the Financial Conduct Authority is changing its guidance or approach to make sure that asset managers are also getting on board. We are trying to ensure that asset managers, as well as trustees, are aware, so we have that collaborative arrangement to make sure we can make progress on this important use of pension funds.

One big concern people have relates to scams. Clause 125 further protects savers from falling victim to unscrupulous scammers when considering transferring their pension pots. The measures allow us to place conditions on a scheme member’s right to transfer their pension savings to another pension scheme. This will protect members from pension scams by giving trustees of occupational pension schemes a level of confidence that transfers of pension savings are made to safe, not fraudulent, schemes. Regulations will proscribe the circumstances where there is a high risk of a transfer to a fraudulent scheme and could require scheme members to obtain information or guidance before transferring.

I welcome this measure in the Bill, reflecting changes in the other place. As the Secretary of State said, the intention is to require, in certain circumstances, savers to take advice before they move their pension savings into what might be a scam. I wonder whether she agrees with me that we should go further and allow trustees to prevent a transfer where it looks as though the savings are going into a scam.

I know that the right hon. Gentleman and his Select Committee are looking at this matter carefully, and I appreciate that he has been in discussions with my hon. Friend the Under-Secretary of State for Work and Pensions, who I believe wrote to the right hon. Gentleman yesterday. It is certainly an issue on which we want to continue to work to identify circumstances that could raise red flags, and legislate to enable trustees to act when they appear. The powers in the clause are broad enough to cover some of the scenarios about which the right hon. Gentleman is concerned.

I welcome the intervention from the Chair of the Select Committee. During the passage of the Financial Guidance and Claims Act 2018, the SNP tabled a number of relevant amendments that may well have covered some of these problems, which are a hangover from pension freedoms. Would the Secretary of State and the Minister be willing to look at some of those amendments again in Committee to make sure that some of those issues, particularly in respect of advice and guidance, are tied up?

My hon. Friend the Under-Secretary of State for Work and Pensions has just told me he will share with the hon. Gentleman the letter that he sent to the Chair of the Select Committee. Generally, pensions legislation has broad support across the House, in recognition of the fact that these are long-term decisions, so of course the Government will look carefully at any amendments in Committee and any points made by the hon. Gentleman. We want to make sure that, going forward, we have conference in the long-term objectives of the changes that the Bill will bring in.

In conclusion, I pay tribute to my hon. Friend the Under-Secretary who is passionate about pensions, exceptionally assiduous and, in my humble opinion, the best Pensions Minister we have had in a very considerable period of time. I hope the House will agree that having safer, greener and better pension schemes is good for our constituents, as we encourage people to invest in themselves today to prepare for a comfortable retirement, and help to make them better informed about how their money is growing and being used for them and the planet. I commend the Bill to the House.

I am pleased to introduce the Social Security (Up-rating of Benefits) Bill. It makes technical changes for one year only that will ensure that state pensions can still potentially be uprated, despite the likely fall in earnings. This will allow the Government to maintain a manifesto commitment to the pensions triple lock policy, providing peace of mind to pensioners about their financial health. It will also allow for potential increases for the poorest pensioners who are in receipt of pension credit, as well as uprating widows’ and widowers’ benefit in industrial death benefit.

As I set out with the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Hexham (Guy Opperman), in our letter to all right hon. and hon. Members last week, each year the Secretary of State for Work and Pensions, my good self, is required by law to conduct a review of certain benefit and pension rates to determine whether they have retained their value in relation to the general level of earnings. If there is a rise, then there is a requirement to uprate the state pension and benefits at least in line with that increase.

In accordance with the usual process, I will undertake that review of social security rates shortly and will report to Parliament on the outcome of the review in November. However, if there has been no increase in the general level of earnings, there are currently no legal powers for the Government to bring forward an uprating order. Since 2011, the Government have used average weekly earnings growth from May to July as the basis for the review. The provisional figure for that period, published by the Office for National Statistics on 15 September 2020, shows a decline in earnings of 1% due to the economic impacts of covid-19. Confirmed figures will be published later this month. Owing to the challenging economic circumstances, average weekly earnings are expected, unfortunately, to show no growth this year. Therefore, this Bill will temporarily amend the Social Security Administration Act 1992 for one year only to grant discretionary powers to increase these rates irrespective of the growth or indeed fall in earnings.

The Bill covers the basic state pension, the new state pension, the standard minimum guarantee in pension credit, and widows’ and widowers’ benefits in industrial death benefit. Those benefits are linked in primary legislation to earnings. The Bill does not extend to benefits that are linked to prices. I will review those under the existing powers in the 1992 Act.

The Bill largely covers reserved matters for Great Britain. On the one element that is devolved to Scotland, Scottish Ministers laid a legislative consent motion, which was passed by the Scottish Parliament yesterday. Under the Social Security Administration (Northern Ireland) Act 1992, the Department for Communities has the power to mirror the uprating order made under the Act that applies in Great Britain. The Northern Ireland Executive can make a corresponding order under their existing power, which mirrors the outcome of the Secretary of State’s review without the need for new primary legislation in Northern Ireland.

The Bill must receive Royal Assent by mid-November to allow the review to be completed. If the Bill does not receive Royal Assent ahead of this deadline, the current legislation will apply, and state pensions will almost certainly remain frozen.

I thank the Secretary of State for giving way; I know that she has other business this afternoon. As well as uprating, many of us in the House have a concern about the lack of uptake of pension credit. Will she tell us what measures her Department will take to ensure that there is a better uptake of that particular benefit?

The hon. Gentleman raises an important point. We always want to encourage people to take up benefits to which they are entitled. There was an extensive amount of advertising earlier in the year, which was linked into GP surgeries and other public places, in order to encourage that uptake. The changes that the BBC has made in regard to the TV licence has also encouraged some people to take that up. We will continue to try to encourage people to access the benefits to which they are entitled.

If the Bill does not receive Royal Assent ahead of the deadline, the current legislation will apply and it is almost certain that state pensions will remain frozen. The prompt passage of the Bill is essential, which is why I am grateful to the usual channels and the House for expediting this important legislation. In our discussions with the shadow Front-Bench team, we were able to highlight that there has been similar legislation, with a clause in the Welfare Reform Act 2009, to give similar flexibility to the then Secretary of State in consideration of uplifting benefits.

I have set out that this is a technical but important Bill. The Government have worked hard to protect people of all ages during the pandemic by strengthening the welfare safety net, introducing furlough and income protection schemes, as well as supporting those who have lost their jobs to try to help them get back into work. It is right that we also provide protection to our pensioners. Provided the Bill has passed into law by the time I conduct my annual review next month, those pensions and benefits need not remain frozen next year and we will provide our pensioners with important peace of mind.

The furlough scheme, as we have heard, has been a huge success in helping millions of employees to keep their link to their employer, as well as providing other opportunities for people who are self-employed, with support through grants or through the benefit scheme. Our plan for jobs is a cross-Government initiative that will promote employment opportunities for people of all ages. Our local jobcentres are fully reopened, and we will provide additional support to claimants by doubling the number of work coaches. We are also expanding SWAPs, the sector-based work academy programme, and we have launched our ambitious kickstart scheme, which will provide a vital first step on the jobs ladder for many young people.

I am very supportive of the recent action the Government have taken to help young people into work. I have, however, had a number of older constituents contact me, as they have unfortunately lost their jobs because of covid-19. I would therefore be interested to know what steps the Government will take to encourage employers not to overlook the skills and experience that those in their 50s and 60s can bring to the workplace when they are hiring.

My hon. Friend is absolutely right to highlight the value that experience can bring to the workplace and to a potential new employer. The SWAPs programme allows those looking to pivot into new rules to gain experience in that new area, and in the coming months our job-finding support package will draw on private sector expertise to help those who have recently lost their job, while our job entry targeted support scheme—JETS—will provide extra help to individuals who have been unemployed for three months or more and find themselves at risk of long-term unemployment.

The residents of Hastings and Rye are full of potential and talent that needs to be unleashed, but the recent pandemic has put pressure on local jobs. The kickstart scheme is engineered to help people between the ages of 16 and 25 to gain skills and employment. May I ask what my right hon. Friend is doing to help people over the age of 25 to get the skills and training they need?

Our £30 billion plan for jobs will see us support people of all ages in building the skills they may need to return to work. One of the key elements is what we are calling SWAPs—the sector-based work academy programme, which is expanding the opportunities in priority areas such as construction, infrastructure and social care, and which can provide training, work experience and a guaranteed job interview to those people ready to start a job. Of course, older workers will be eligible for this and can gain important new skills to pivot into sectors to secure employment.

I welcome my right hon. Friend’s response. There is no doubt that we must ensure that the younger generation gets the best chance in life post covid-19, but in North Devon we have a slightly older population. Many of my constituents have also lost their jobs and need additional help and support to retrain. Will she assure the House that those who are a little bit older will not be forgotten?

Indeed, and key to identifying those important opportunities and ways to help people over the age of 25 will be our network of empowered work coaches who engage proactively with claimants to help them to identify the options they need to help to build their skills, increase their confidence and return to employment. We are already doubling the number of work coaches, and my hon. Friend will be interested to know that, in North Devon in particular, we have launched a new 14-week IT connect 50-plus programme, an initiative supporting those over the age of 50 to develop digital skills and apply for jobs online.

The Secretary of State said in July that work coaches were the ones who could help to tease out the great skills that people have and what makes a good fit for a new role. She was right, but the pledge she made in July for 4,500 new work coaches to be in post by October has resulted in only 300 being in post to date, as was revealed last week. The crisis has now gone on for six months, and average work coach caseloads are already over 200, so can she tell the House what is going on and why, since April, she has been so slow to act?

The hon. Lady is perhaps far from what is going on. I think she has very recently visited her local jobcentre to discuss this. I want to encourage her by saying that a number of people can be on-boarded into the Department at any one time, given the comprehensive amount of training that is needed to be a work coach. We have also done this in such a way that many existing DWP civil servants can move from being in the service centres in order to get promoted to being a work coach, building on their valuable experience. I can assure her that we are well on track for making sure that we have the right number of work coaches, and indeed replacement decision makers, on the agreed timescale.

Applications only started on 2 September, and already thousands of employers have expressed interest in providing kickstart opportunities for young people. We are working hard to deliver the scheme. We have not yet developed data on the local level, but I am confident that the management information will start to become available so that we can identify right across the country exactly how we are providing support.

I strongly welcome the kickstart scheme and the incentives it gives businesses to employ young people in my constituency of Harlow and across the country. Will my right hon. It is important that a wide range of choice is available to young people, in particular, as they set out in their career, so we will be having kickstart but we will also be having aspects of apprenticeships. My right hon. Friend the Secretary of State for Education announced an additional £2,000 of support for each new apprentice hired from the age of 25. In Harlow specifically, our jobcentre has been running virtual academies and designing SWAP—sector-based work academy programme—schemes to support claimants, working with local employers, including the civil service. Additional funding for the National Careers Service will also mean that over a quarter of a million more people will receive individualised advice on training and careers through their local jobcentre.

It has been less than two weeks since the Government launched the kickstart scheme, which will help thousands of young people on to a vital step on the jobs ladder. Thousands of employers have already expressed an interest and I am pleased that several have already had funding approved. Smaller organisations that do not expect to take on more than 30 kickstarters during the scheme will gain access to funding through an intermediary. I know that several organisations are applying to that gateway, for example Suffolk County Council and Suffolk chamber of commerce. We are having productive discussions with the Federation of Small Businesses, which very much wants to be part of the solution for small businesses and young people.

This is a Great Britain-wide £30 billion plan for jobs. I know that the Scottish Government are undertaking their own initiatives, but I am sure that my hon. Friend will want to ensure that we put the full efforts of the UK Government into helping people in Scotland get back into work.

My hon. Friend is right to point out that Scotland was already starting to struggle with unemployment rates compared with other parts of the United Kingdom, but I want to assure him that we will not only work with kickstart, but ensure that we have a Scotland-specific job entry: targeted support—JETS—programme so that we can tackle people who perhaps need either support to pivot into different sectors, or intense support which recognises that they may have been unemployed for some time. We will ensure that the people of Scotland get the full support of the UK Government.

It is a tragic consequence of the pandemic that some families of NHS key workers have lost their loved ones to covid-19 after they contracted the virus while serving on the frontline. It is absolutely right that they receive compensation for that. May I ask the Secretary of State to justify the news that low-paid relatives who receive the compensation payment are to be stripped of their benefits? That is not the case with comparable payments such as the Grenfell and Windrush compensation schemes, so why are NHS families being treated in that way?

The hon. Gentleman will know that when people have a substantial amount of money—and I recognise the route he indicated on how they have received that—it usually takes them over the £16,000 threshold for support through the welfare system. He specifically referred to some other programmes, where it is absolutely acknowledged that there has been a complete failure within Government in that regard. I suggest to the hon. Gentleman that that is not the case regarding the NHS, but I am sure, as the NHS is a separate employer from the Government, it will continue to work with its employees and the relatives of people who have sadly died.

I find that answer lacking in reason and compassion. There was news this morning that the country’s largest food bank network has warned that UK destitution rates are set to double by Christmas. We know that the Government believe they deserve praise for the fact that universal credit has not collapsed like the test and trace system, but the real test of a social security system is whether it gives people the support they need. The food bank statistics prove that this is just not happening at the moment. Clearly that will get worse as the furlough scheme ends. We have set out our further suggestions on how to prevent the looming disaster. What are the Government’s plans to prevent it?

We have set out the unprecedented steps we took to ensure that vulnerable people would not go hungry as a result of the pandemic, focusing especially on children. While schools were closed to most children, free school meal vouchers were still in operation if schools could not provide a meal. Further support was given through the summer food fund, money was provided to food charities to help get food to people who were struggling, and 4.5 million food boxes were given to vulnerable people who were shielding. Together with the extra £9.3 billion in welfare support that has been given to households across the country, we believe that this is a strong way to have supported people in these difficult times.

It is understandable that the CMS team has helped the fantastic DWP efforts on universal credit during the pandemic. The pandemic is still having an obvious impact and it is really important to have Government Departments working well together. What conversations has my right hon. Friend had with the Department for Business, Energy and Industrial Strategy, the Department for Education and the business community to ensure that there are opportunities for individuals in Bosworth and across the UK to get into education or work following covid?

My hon. Friend asks an important question about our work with the business community and across the Government. The DWP has been an integral player in the development of the plan for jobs. Together with my right hon. Friends the Secretaries of State for BEIS and for Education, we have had several roundtables with the business community and others to ensure that people who are looking to enter employment can develop skills and have additional funding, going down the apprenticeship or traineeship route, as well as kickstart. I am also in regular discussions with other Cabinet colleagues on the creation of new opportunities wherever possible.

I spoke yesterday with the manager of Brixton and Norwood food bank, who told me it had delivered as many parcels in the five-month period from April to August as they would normally deliver in a year—an extraordinary effort from a dedicated team of staff and volunteers for which our whole community is deeply grateful. However, they are very worried about the planned withdrawal of the £20 uplift in universal credit at the end of March, which would result in thousands more families across the country being unable to make ends meet indefinitely. Will the Secretary of State act now and confirm that the uplift will continue, or will she expect food banks up and down the country to scale up their efforts even further after March to continue to backfill for the Government’s failure to stop food poverty?

Yesterday, the Government launched our new kickstart scheme, as set out in the written ministerial statement and the letter sent to all Members of both Houses. This £2 billion programme will fund the direct creation of thousands of additional jobs for young people at risk of long-term unemployment, to improve their chances of progressing to find long-term, rewarding and sustainable work.

As we build back our economy and return fully to work, a lack of work experience can be a barrier to stepping on to the jobs ladder, which is why, through kickstart, employers will be supported to access a massive recruitment pool of young people who want to work and are bursting with potential. Employers from all industries and across the private, public and voluntary sectors are eligible if they can meet our simple criteria on the provision of roles. Employers will need to show that these are additional jobs which provide the experience and support a young person needs to improve their chances of permanent employment. These need to be new roles that do not simply replace staff recently made redundant.

Funding available for each job covers the relevant national minimum wage rate for 25 hours a week, the associated employer national insurance contributions, and employer minimum automatic enrolment contributions, as well as £1,500 for wraparound support. There is no limit to the number of jobs that can be created, and organisations of all sizes are encouraged to participate.

If a business wants to offer only one or two kickstart jobs, as set out in the online guidance, employers can contact their local employer support managers with an expression of interest, and we will work to link them to an appropriate intermediary. These intermediaries could include local enterprise partnerships, local authorities or business groups, ensuring the necessary support is in place to deliver placements effectively. We will continue to be proactive on involving employers and intermediaries following the scheme’s launch yesterday.

We have already undertaken substantial engagement on our labour market strategy. I want to pay tribute to our civil servants in DWP and the Treasury who have brought this scheme to fruition, and I particularly want to thank and recognise my hon. Friend the Member for Mid Sussex (Mims Davies), the Minister for employment, who has worked tirelessly with her usual passion for helping young people get on in life and who I know will continue to do so.

Kickstart is a key strand of our plan for jobs focused on young people and will be a boost for the British economy. I want to encourage businesses and organisations all to take advantage of the most ambitious youth employment programme in our history and help kickstart to become a flying start for our young people.

Since the crisis began, we have been urging the Government to introduce a scheme based on the last Labour Government’s hugely successful future jobs fund to get as many young people into work as possible. We therefore welcome the kickstart scheme in principle, but we want assurances that it will be delivered in a way that maximises its impact. On that note, it is disappointing that it has taken until September for the scheme to be launched, and it is disappointing to have to summon Ministers via an urgent question just to ask basic questions on how the scheme will work.

In July of this year, there were already over 1 million young people not in full-time education or full-time employment. This is an urgent problem and we believe that the three key tests of this scheme are: whether the jobs it provides are real, quality jobs; whether it is available to support smaller businesses as well as larger ones; and whether it provides opportunities for long-term employment beyond the initial subsidised placement.

I ask the Secretary of State, first, how the Government will ensure that the jobs provided under this scheme are genuinely new, additional jobs. That is essential for the scheme to be a success, but how will it be evidenced? Secondly, given the existing scale of need, how will the Government ensure that the jobs that are created go to those who need them most? Even if, say, 200,000 new jobs were created, we could reasonably expect over 1 million young people to be eligible for those jobs. We need those jobs to go where they will have the biggest impact.

Thirdly, what feedback have the Government already received on the arrangements the Secretary of State has outlined for small businesses to participate in the scheme, given that the minimum number of jobs that can be created from a bid is 30? I hope she understands the considerable strength of feeling that already exists from small businesses in relation to that point. Fourthly, the jobs will be for a minimum of only 25 hours a week, but the Secretary of State has already brought back conditionality and sanctions, expecting people to look for work for 35 hours a week. If the Government’s expectation is that everyone should be working 35 hours a week, why are the jobs that the Government themselves are creating not for 35 hours a week?

Finally, while welcoming the scheme, I was alarmed by the Prime Minister’s presentation yesterday of kickstart as an alternative to providing continued targeted furlough support. The furlough scheme was there to ensure that people had jobs to return to when the alternative for many people would have been redundancy if their employers did not have the revenue to meet their payroll. Those circumstances still exist in some businesses—not in all, but in some—and that is why countries such as Germany, France and Ireland are continuing their furlough schemes until 2021. Needed as this scheme is, it cannot be a replacement in those sectors that do not have the ability to train and recruit new staff yet, and I strongly urge the Secretary of State to acknowledge that point too.

I thank the hon. Gentleman for his sort of support for the kickstart scheme. I really think that across the House we should see this as an opportunity for us all to help young people in our constituencies. On the principles of the future jobs fund, we have actually taken some learnings from that, on where it worked and where it did not. He referred to the fact that it had taken so long to get here, but we had the pandemic in March and this approach was announced in July. We have worked tirelessly on it and, as I say, I pay tribute to my civil servants in that regard. This is actually quite a contrast to the financial crisis of the late noughties, because I think I am right in saying that that placement scheme did not get going until October 2009. It was a long time before that happened, so we have worked at pace.

There are other elements from last time that we have learned from. Hardly any private sector businesses were involved, and the criteria were so stringent in different ways that, frankly, that scheme was very limited. I know that it is not about setting targets for these things, but the consequence of that was that the future jobs fund achieved just over 100,000 placements, although the ambition had been higher. So we have simplified the criteria.

The hon. Gentleman points to the threshold for small employers to get involved, but it is exactly the same threshold that applied to the future jobs fund, where businesses could only get involved by going through their local councils. We are opening this up in a different way, and I think we will start to see local enterprise partnerships and chambers of commerce getting involved as intermediary bodies, as well as councils. There is also a lot of support for this from many of the mayoral combined authorities.

The hon. Gentleman mentioned the number of hours per week. The reason for this is that this is not just about rebates like the coronavirus furlough scheme. Young people will be expected, with their employers, to do more to prepare themselves for the world of work, and that may include work search in additional time. So that is another reason why intermediaries are going to be a key element in helping some of our small businesses to provide these placements, as well as the wraparound support that will be required. On the other elements to which he referred, I know that he has tabled several written questions and he will be answered.

I thank the Secretary of State for a very helpful update. By way of some instant feedback, I found in my inbox this morning many questions from employers in Warrington South who are already keen to be part of the kickstart scheme. Can my right hon. Friend confirm that the Government will pay 100% of the cost of wages, national insurance and pension schemes, so there is no reason why businesses in Warrington South cannot sign up and create new jobs for young people?

My hon. Friend is right: we are paying 100% for 25 hours a week, which is the minimum hours that we would expect people to be working. Of course, if employers want to pay more and do more, they can. This is not a limitation on the ambitions of organisations or the relevant contributions. I am pleased to say that people can go on gov.uk/kickstart today and see the online guidance. If they are a small business and cannot offer 30 jobs over the next 18 months, they can go straight to a contact in the DWP, and we will do that linking for them. More than 6,000 people had already started an application yesterday. That is very encouraging, and I am excited about it.

We welcome any intervention that can protect jobs and secure the future of young people across these isles. The most effective intervention would, of course, be to extend the furlough scheme. I have three clear questions to ask in the time I have. First, why have the UK Government failed to respond to Scottish Government correspondence asking to work together on the implementation of the kickstart scheme, which is for Scotland, England and Wales? The Scottish Government have introduced a £60 million youth guarantee, which will guarantee every young person an opportunity for education, a job or training, backed by additional funding for apprenticeships and the new job start payment.

Secondly, why have the UK Government set as a minimum to qualify for the kickstart scheme that employers need to take on 30 new employees? Adding the bureaucracy set out yesterday will not help small businesses or young people in Airdrie and Shotts, and there is deep concern from the Federation of Small Businesses about this being a barrier, so why is there a 30-job minimum? Finally, will kickstart participants be paid the real living wage? I understand that they will not —why not?

The hon. Member may not be clear on the elements of the scheme, so I encourage him to read the written ministerial statement, the “Dear colleague” letter and what is on gov.uk. It is not a case that an employer has to come forward with a minimum of 30 placements over the lifetime of the scheme. That is if they want direct access to the DWP and a direct relationship, which is completely different from what happened under the future jobs fund. Small businesses can go through intermediaries, and that is why we have those links.

In terms of working with the Scottish Government, I am very conscious, and it is right, that the Scottish Government should be doing elements of this. Scotland has the highest unemployment rate in the UK, so it is no surprise that they are trying to fix that. It is important that we have the scheme consistently across Great Britain. In Northern Ireland, this is entirely devolved, but we will be working closely with it. It is important that we have a national framework and local delivery, and I am pleased that our jobcentres in Scotland are already on the case.

The kickstart scheme is a brilliant example of the lengths that this Government are going to in order to support employment across the whole country. Will my right hon. My hon. Friend is so right. He is a great champion for the young people of Blackpool, as well as people of all ages. This scheme is really important to help communities such as Blackpool, and I am pleased that he is taking a lead in promoting it. It is key that we have a wide range of placements available. Of course, all referrals will be through the Jobcentre Plus network. It is that local partnership between our jobcentres and local employers, as well as the national approach that can be taken by larger organisations, that will mean that this reaches every part of the country, from coast to coast.

I opposed the closure of the future jobs fund in 2011. The Work and Pensions Committee, in its report in June, highlighted what a great job that scheme did 10 years ago, and I warmly welcome and applaud its return. Will the Secretary of State encourage charities, as happened last time, to take full advantage of the scheme, because they can create jobs that will give many young people a great start to their working lives? What will she do to ensure that disabled young people can take full advantage of it? Will she ensure the collection of sufficient data to allow a thorough evaluation subsequently, like the one published by her Department in November 2012?

I welcome the endorsement of the Select Committee Chairman. He will recognise some similarities to the future jobs fund, but ours is a much more ambitious programme and we are opening up more gateways into making sure that young people can access work and support. Of course the scheme is open to charitable organisations, which have been part of aspects of our engagement in considering the design of the programme and can be a very useful source here. My ministerial colleague in the Lords, Baroness Stedman-Scott, has great experience from her previous organisation and is already being an active ambassador with not only a variety of companies but other institutions, as is the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Mid Sussex (Mims Davies).

Does my right hon. Friend agree that the young people of this country are our future and that the kickstart scheme is both a huge help to them in securing work and gaining valuable experience and immensely helpful to businesses that are coming out of lockdown and getting back to business, as it helps them to add to their workforce?

I agree with my hon. Friend that this is a mutually beneficial arrangement for young people and employers. The amount of money that has already been set aside is £2 billion of investment over, in effect, the next two years. We know that unlimited placements can be generated, and I am conscious that we need to try to get those partnerships going quickly, so that we can help young people to get on that first rung of the ladder.

What safeguards has the Secretary of State put in place to ensure that disabled young people are fully able to benefit from the kickstart programme? The employment rate for them stands at 37%, which compares with a figure of 57% for non-disabled people, so will she ensure that this new programme supports disabled young people?

The Minister for Disabled People, Health and Work has, as with all DWP Ministers, been a key part of making sure we work at this as an entire Department. We have also been working with colleagues right across government, so we are taking a whole-government approach. Ensuring that we keep monitoring this issue has a role to play in this. In answer to the right hon. Member for East Ham (Stephen Timms), let me say that we will be keeping this scheme going and trying to learn from it as we go, to make sure that we are reaching all parts of not only the country but our communities.

I welcome the opportunity for young people to gain work experience, but the objective of kickstart must be sustained employment. Will my right hon. Friend tell me how kickstart will help young people into work beyond the six-month placement?

It is widely recognised that getting is job is easier once someone has had work experience and is in a job already. This creation of thousands of additional jobs through this scheme will, in itself, help to stimulate young people’s chances of getting future long-term employment. This is only one of the offers being made to the young people in our country today—there will be different routes that people might take—but we are particularly focusing here on kickstart, where we are trying to avoid the long-term scarring that could happen if people do not get any work at all.

Cyber College Cymru in Blaenau Gwent gives opportunities for young people in the digital security sector, where there is strong employer demand. That industry will be vital to our future economy. Boosting jobs for young people is the right thing to do, but this needs to deliver long-term job security. Will the Minister clarify how many jobs will be created by the scheme and over what period?

We have currently set aside £2 billion to support this scheme, so well over 200,000 jobs could be created, but, as I have said, the number is unlimited. On different sectors, government itself is not going to create lots of jobs, although I am sure there may well be opportunities in aspects of the civil service and similar. This is about working with different sectors. We know there are growth sectors where we need more people to go into them. The hon. Gentleman recognises that there are shortages of certain skills, and indeed he refers to his local college. There will be opportunities for local employers who are needing those skills to take this scheme as an opportunity to bring a young person on, as well as help with training.

I welcome the opportunity that the kickstart scheme provides for many young people in Stoke-on-Trent Central whose employment prospects have been affected disproportionately in this pandemic. It is a great opportunity for them to get a foot on the jobs ladder. I thank my right hon. Friend for confirming that kickstart is open to employers from all sectors—large and small—businesses and charities. Will she confirm that information about this great scheme is readily accessible both to employers and to young people themselves?

I thank my hon. Friend. I know that she is a huge champion of getting young people to become entrepreneurs and that this is a passion of hers. Yes, the information is there on gov.uk/kickstart. Of course, if, in feedback, we hear that more information is needed, we will continue to update that. Our jobcentres are ready to help a large number of people to try to find that placement, and I genuinely believe that she, along with her hon. Friends in Stoke, will be helping to get more employers and other organisations involved.

The award-winning Tayport Distillery in my constituency is very keen to take part in the kickstart scheme, but it is much harder for small businesses to apply, as they cannot do so directly if they are not taking on more than 30 people, and, frankly, intermediary bodies’ information seems to be, at best, in development. Given the delays already experienced—we still have a couple of months until the first participants start the scheme—will the Secretary of State make it easier for small businesses, which are the lifeblood of many economies, by allowing them to apply directly?

The scheme is being set up at pace, so I do not agree with the hon. Lady’s assertions. On small businesses, it is far easier than it has ever been for them to participate in this sort of job creation scheme. I am pleased that she already has businesses showing interest, and I encourage her to direct them to gov.uk/kickstart from where they will be able to get the links to their local employment manager.

It has been truly inspirational telephoning large and small local businesses in Derbyshire Dales, as there is quite a level of excitement about the scheme. I know that she is determined to help young people across the country. It is crucial to their lives. The Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Mid Sussex, has held a roundtable meeting in Derbyshire. That has been part of the engagement. My hon. Friend the Member for Derbyshire Dales (Miss Dines) is right to suggest that there are other alternatives. Of course apprenticeships are available, which was further confirmed yesterday with the announcement of additional support, providing a longer-term relationship between young people and an employer. There are traineeships as well. So there are many opportunities available to try to help our young people get into the world of work.

Paying some 17-year-olds £4.55 an hour for a three-day week for six months is welcome as far as it goes, but it is not going to avert the looming jobs crisis. The best way to avert that crisis is to extend the job retention scheme. Does the Secretary of State agree that that scheme should be extended, and if not, is this not less kickstart and more a kick in the teeth for millions of other workers living in the UK?

I do not know the hon. Member very well, but I am disappointed by his attitude. Candidly, millions of jobs have been protected by the furlough scheme, and we have extended that once already. He will be aware that Scotland has the highest unemployment rate in the UK. That is not a record for the SNP Government to be proud of, which is why we are ensuring that the kickstart scheme reaches all parts of Scotland. I hope that he will join in and try to make this a success in his great city of Aberdeen.

I welcome this outstanding scheme to get the young people and the lifeblood of our future economic prosperity into work. I am slightly concerned, however, that some unscrupulous employers may use this scheme to reduce the hours of people already on their books, or potentially not to give the hours to people who are already with them on flexible contracts. Will my right hon. Friend explain what safeguards are in place in the scheme to stop employers from doing that and to make sure that the rights of existing workers are also respected?

My hon. Friend is right to talk about existing workers. We have been clear in our guidance, and will continue to be so in our assessment of applications, that this is not simply displacing existing roles. I am confident that, in particular on small businesses, with the involvement of the intermediaries, that extra quality assurance will be there. I am sure that when he is out and about in his lovely constituency, he will be able to champion the scheme and show how people can get that link.

The hon. Gentleman is right that part of building back better is about building back greener. In several of the sectors where we have been encouraging ways to get involved in kickstart as well as apprenticeships, it will be about that green recovery. As I said earlier, it is not that we can create in every individual job. That is why we are working with organisations and businesses to try to do that. I believe that this boost of paying wages for 25 hours a week for a young person who is bursting with potential and wanting to get into the world of work will be a boost to those companies in and around his constituency who want to have that green recovery.

I very much welcome yesterday’s launch of the kickstart scheme, which can do much to help young people across Great Britain get into work. Since the launch, I have heard from a number of small business owners such as Hal Holmes-Pierce, who runs an independent shoe shop in Prestatyn and is keen to be involved. Will the Secretary of State reassure me that business owners such as Hal will be able to take part in the scheme?

I am sure my hon. Friend will be pleased that we are establishing a youth hub in Rhyl in his constituency, which will be part of an important link between our Jobcentre Plus network and local businesses such as those to which he refers. I am sure we can get under way with more webinars and similar so that we can bring employers into this exciting opportunity for young people in his constituency.

As my right hon. Friend the Member for East Ham (Stephen Timms) and my hon. Friend the Member for Luton South (Rachel Hopkins) highlighted, young disabled people are far more likely to experience unemployment. Even before the pandemic, 29% of disabled 16 to 24-year-olds were not in education, employment or training compared to 9% of their non-disabled peers. If they are black or working class, they are even more likely to experience unemployment. I heard what the Secretary of State said, but will she be clearer about what specific measures her Department is taking to ensure that the kickstart programme targets those who most need support? There is a real danger that they will be left completely behind and suffer even greater disadvantage during the pandemic.

Actually, the employment gap between disabled people and people without disabilities has narrowed under the Government since 2010. That is a record of which we are proud, but we know there is still more to do. In terms of a national framework, it is clearly important to try to help people with disabilities get into work. There is already a wide range of funds, so I am conscious that local jobcentres will be working with potential employers or other organisations to try to ensure that everybody who needs the most support and who would be away from the employment market for the longest without that intervention, will be covered.

I am absolutely sold on this superb initiative and it received a ringing endorsement yesterday from our hard-working jobcentres in east Berkshire. Could I please ask the Secretary of State how the Government intend to convince our perennial doomsters about its full utility and longevity?

I appreciate my hon. Friend’s enthusiasm and endorsement. He is right to be enthusiastic about this opportunity for young people. The scheme is intended to take applications up to December 2021 to roll into summer 2022. Of course, this is just one element of our Government’s plan for jobs, but the ambition is unprecedented. I can think of a whole series of large employers in his constituency such as 3M and Waitrose headquarters who I am confident can join, but it is also bristling with smaller employers who I hope will be able to join the scheme, too.

It is good to see the Secretary of State learning not only from the Future Jobs Fund example but the Jobs Growth Wales example set by the Welsh Labour Government over the past few years. It is so crucial that this leads to long-term employment, not just temporary employment, so will she agree to work closely with the Welsh Government to dovetail this scheme with the existing Jobs Growth Wales scheme, the apprenticeship scheme, the traineeship scheme and the ReAct scheme, which are already in place, to ensure that there is a full package for young people in particular to stay in work? Will she look again at the 30-person limit? SMEs are a much bigger part of the economy in Wales and we need to ensure that they are able to benefit as much as they can from the scheme.

The Government already have close relationships on aspects of trying to help people get into work. It is worth pointing out that the Welsh Labour Government’s own report into Job Growth Wales, published in June this year, found that the programme suffered from a lack of clarity and momentum. It does not matter who provides the support to get people into work, whether it is the Welsh Government or the United Kingdom Government. I want to make sure that we focus on the young people for whom it is intended, rather than some of the bureaucracy that may come in other ways.

I support the general principle of the Government intervening to help young people into work in this way and I was really disappointed in 2010 when the Government dropped the Future Jobs Fund. I am slightly disappointed that this scheme has been allowed to be designed in such a way that it is for the convenience of the Department, rather than small businesses. Having been a Government Minister I know how this works in the Department for Work and Pensions, but could the Minister, in all seriousness, go back and talk to officials and see if there is any way of making this more friendly to small businesses?

The hon. Gentleman talks about the Future Jobs Fund. It was a failure in getting the private sector involved. It was a failure in getting much smaller businesses involved. That is why we have stripped back the criteria to focus on what really matters for the young person, rather than a tick-box exercise on all sorts of different benefits that needed to be created. I am not trashing the Future Jobs Fund, because the intention was absolutely right, but we want to make sure that this has a wider ambition. There is already a youth hub in Cardiff. We have already had approaches about wanting to get involved. That is why the gateway for small businesses is much simpler than it has ever been in previous similar schemes. I am confident that we will make it a success.

Charities and social enterprises delivered over 60% of placements under the Future Jobs Fund, with over half retaining employment after six months. However, most organisations can only take on one or two young people due to capacity. The Labour Government worked closely with the sector to make it easily deliverable, yet this Government’s engagement with charities and social enterprises has been insufficient. Will the Secretary of State commit today to meet sector leaders from organisations such as the Association of Chief Executives of Voluntary Organisations, the National Council for Voluntary Organisations and Social Enterprise UK to ensure that every job that can be found is found and that young people are given real hope and a future?

The hon. Lady should be aware that there have been 330 stakeholder engagements with a mixture of groups and of course social enterprises will be a key element of that. The important thing is that we make sure we have good jobs for young people to go into. I absolutely believe that social enterprises will be an important part of that. When I was at Canary Wharf yesterday at the launch of the scheme, the social enterprise around the Canary Wharf Group was expressing interest in how it can bring together a number of different organisations in Canary Wharf to make sure a wide variety of businesses can be involved. That absolutely has to be the way forward.

Some 72% of the population in my constituency are from black, Asian and minority ethnic backgrounds. What reassurances can the Secretary of State give me that measures will be taken to ensure that young people from minority backgrounds have equality of access and opportunity under the scheme, and that the systemic inequality we all know exists in our employment market will not be allowed to be a feature of the scheme?

The hon. Lady is right to focus on the young people in her constituency and their challenges to employment. There is already a youth hub in Birmingham. We are learning from the employability coaches who are already in place. The West Midlands Combined Authority is very keen. The Mayor and the chief executive, Deborah Cadman, are very engaged in wanting to make this happen. My officials will be meeting the West Midlands Combined Authority again today.

I think the hon. Gentleman was in a roundtable with my hon. Friend the Minister for Employment that focused on that issue. Part of our approach is about having a national framework but a lot of local deliverability, with very local connections, so it is part of the local recovery. I am sure that he and several other Mayors who have been in those roundtables are very up for that. Of course, trying to level up across the country is a key priority for the Government, and we will be straining every sinew to help people like the hon. Gentleman, with his local community, to try to generate those jobs.

By giving them opportunities to get their foot in the door, this scheme demonstrates that this Government are really going to help young people get on in life. I have already started discussions with my local chamber of commerce, because I am keen to work with businesses in Crewe and Nantwich that are really keen to get involved. Will the Secretary of State confirm how small businesses are able to take part in the scheme, to push away some of the negativity we hear, which is not based in reality?

My hon. Friend is absolutely right. I assure him that the British Chambers of Commerce has been heavily involved in this. Of course the full details came out yesterday. I know that individual chambers of commerce may well be set up as intermediaries. They need to do what is right for them. I have made it clear that that cannot be only for their members; the organisations that they reach have to be broader than that. I am confident that we will get those intermediary bodies that are not already established up and running very quickly, and I encourage him to make sure that his local chamber is one of them.

My hon. Friend is right; the future jobs fund did have some good achievements, and we have learned from what worked well and what did not work so well. The main thing I would point out is that this is a much bigger programme with a much wider range of involvement and, even if some of that is through an intermediary, every organisation can easily get involved. We have simplified the criteria. We are still making sure that these are new additional roles, but it is important that we try to get some of these placements under way. I am sure that we will have some very lively kickstarters starting their new jobs before the end of the year.

This is a very welcome scheme, but it does not apply to Northern Ireland. Under devolution, we have the opportunity to develop a local scheme with a Barnett consequential; however, it was only this morning that our Department for Communities indicated its intention to do so. Can the Secretary of State confirm that her officials are willing to help Northern Ireland to develop its response?

I was in Northern Ireland last week meeting senior people from the Department for Communities as part of a fact-finding mission. Our officials are in regular contact, but the hon. Gentleman is absolutely right that this is a devolved matter. If the Department for Communities would like our help as part of the mutual relationship that we already share, we would be happy to support, but it is important to state that this is devolved, and we absolutely respect that.

Three jobcentres serve my constituency: in Barton, Immingham and Grimsby. I visited the Grimsby site a couple of weeks ago, and the staff there are enthusiastic about the work they are doing to encourage young people. One thing that cannot happen under the present arrangements, of course, is the usual programme of job fairs and similar group undertakings. Will the Secretary of State acknowledge that we need close links between jobcentres and further education colleges, for example, in order to encourage our young people into this scheme?

There are usually already very good relationships between colleges and jobcentres. There are actually some virtual job fairs happening already; there is a particularly big one in London today focused on accounting. That is the not quite the new normal, but it is to try to engage a wider group of people. I will ask the local area manager to follow up with my hon. Friend to make sure that he is fully aware of all the virtual job fairs that are available.

Midlothian is the fastest-growing region of Scotland, with record growth in new businesses operating there. They would welcome the chance to use the kickstarter scheme, but 93% of them are SMEs and cannot access the funding directly. Why is the Minister putting big business first and putting bureaucratic blocks in the road for small businesses, who are the backbone of the economy?

I was also in Scotland last week, talking about the potential of this in helping young people right across Scotland. Barriers have actually been removed from previous designs of schemes. This is a straightforward way to try to help people to get involved, but it is important that the extra support that goes to help these young people is delivered at good quality. That will be important for the employer but also for the intermediary, who will often have a greater amount of experience to help to ensure that this is fully effective.

Tourism is vital to north Devon, and many small tourism businesses such as Mill Park caravan and campsite in Berrynarbor are enthusiastic about recruiting local young people through the kickstart scheme. Will my right hon. Friend detail how smaller businesses wanting to take on just one or two young people in rural areas like north Devon can participate, when we are currently lacking any intermediaries?

I am pleased to hear that people in my hon. Friend’s constituency are keen to get involved in offering these opportunities for young people. The best way, if they have an expression of interest, is for them to contact the local jobcentre or directly email their expression of interest to the contact, which is set out on gov.uk/kickstart with one simple link to go from there.

In terms of access, there will be an opportunity for potential umbrella organisations that may include her destination marketing organisation as a way of co-ordinating this approach. We are also expecting local enterprise partnerships to get heavily involved. I know that many discussions are already under way.

Today we are launching the kick-start scheme, which was announced by the Chancellor as part of our plan for jobs in his statement on 8 July. This £2 billion programme will fund the direct creation of additional jobs focused on young people at risk of long-term unemployment to improve their chances of progressing to find long-term, sustainable work.

As we build back our economy and return to work we know that for many young people a lack of work experience can be a barrier to taking that first step on the jobs’ ladder. That is why we are taking steps to help young people gain experience through the kick-start scheme and a foothold in the world of work.

The scheme is open to employers from across the private, public and voluntary sectors. Through the scheme, employers will be able to access a large pool of young people with lots to offer, ready for an opportunity. Organisations of all sizes are encouraged to participate. Organisations with a small number of placements will be expected to bid through intermediaries or umbrella organisations like local enterprise partnerships, business trade associations or local Government, ensuring the necessary support is in place to enable them to deliver placements effectively.

Employers will need to show that these are additional jobs and that the kick-start role will provide the experience and support a young person needs to improve their chances of permanent employment. People will be referred through the Jobcentre Plus network. Employers will be able to interview candidates for the roles they offer.

Funding available for each job will cover the relevant national minimum wage (NMW) rate for 25 hours a week, plus the associated employer National Insurance contributions, and employer minimum automatic enrolment contributions. It will also include £1,500 for start-up and wraparound support for people of a kick-start placement.

Today we are calling for employers to bid to be involved in the scheme, with the first job placements expected to begin in November. The bid application and information to support employers will be available online through www.gov.uk/kickstart.

I want to praise our excellent jobcentre staff and all Department for Work and Pensions staff and contractors for their tireless work through this emergency in supporting an unprecedented level of new claimants as well as existing claimants. To assist this effort, we redeployed thousands of staff and streamlined our processes where possible. Looking forward, we are now working with local managers to start fully reopening jobcentres in July to help get Britain back into work. Over 17,00 people are now working remotely, and we have already recruited new people into DWP to help with the increased demand.

Unemployment in Wolverhampton is above the country average, and covid-19 will have an impact on these figures. Does my right hon. Friend agree that the local jobcentre staff, who have been working tirelessly through this pandemic, will play an integral part in making sure our great city is not left behind?

My hon. Friend is right to pay tribute to staff at his local jobcentre. Without the success of the furlough scheme introduced by my right hon. Friend the Chancellor, this could have been far worse. We are working hard across Government to help people in these challenging times to get back into work as soon as possible and to support an economic recovery that levels up all parts of the country, including Wolverhampton. I am sure he can refer people to the two new websites, job help and employer help, to signpost people to live vacancies and online support.

My hon. Friend is spot on. The Department has acted at incredible pace to bring in measures as quickly as possible to help those most financially disadvantaged as a result of c-19. Through the digital universal credit system, we have enabled those changes while meeting that unprecedented demand. The legacy system, which was heavily paper-based, would simply have been unable to cope.

I also pay tribute to all the frontline staff at the DWP for the way they have processed so many claims for support since the beginning of the crisis. It is important to recognise, however, that the universal credit they have been processing so far in this crisis is a significantly different product from usual. In particular, all sanctions and conditionality have been temporarily suspended. That suspension is due to end tomorrow. At a time when unemployment has risen sharply, the number of vacancies has dropped, people are shielding and schools have not yet gone back, threatening people with reducing their financial support if they do not look for jobs is surely untenable, so will the Secretary of State announce an immediate extension?

It is important that as the jobcentres fully reopen this week we reinstate the need for a claimant commitment. It is an essential part of the contract to help people start to reconsider what vacancies there are, but I know that I can trust the work coaches and jobcentre managers, who are empowered to act proactively with people. There will be some people right now who have not had to look for a job for the last 20 to 30 years, and they will need careful support, tailored to make sure they can start to look for the jobs that are available and which I hope will soon become available.

I am already actively working with a number of my Cabinet colleagues, particularly the Chancellor and the Secretaries of State for Education, for Business, Energy and Industrial Strategy, for Digital, Culture, Media and Sport, for Transport, and for Housing, Communities and Local Government—and of course the Prime Minister. This is a joined-up Government that is working hard to help people, in these challenging times, to get back into work as soon as possible.

Many of us are concerned about jobs in the aviation sector, particularly British Airways, which is not only making up to 12,500 redundancies but firing and rehiring virtually the remainder of the workforce, despite its group putting €1 billion into a new airline and BA staff putting 66% of profits into that group. What can the Government do to ensure that our employers do the right thing by the workforce who have previously delivered those profits?

As my right hon. Friend the Prime Minister has previously said to my hon. Friend, we are concerned about the way that some companies are treating their workforce and we are actively looking into the issue. The furlough scheme has been a huge success in keeping over 9 million employees connected to their jobs, but companies should not be using it cynically to keep people on their books just to then get rid of them. The whole point of the furlough scheme is to help people to get back into their jobs and the country back on its feet.

New analysis suggests that up to 1 million people could be added to the current jobless total unless more support is provided from August, with sectors like aviation being harder hit. We have learned from covid to plan early and to work together. However, last week’s DWP Committee report said that the Secretary of State has not provided any persuasive reason for her refusal to share her economic downturn plans. Why is a plan that is the basis of how we get millions of people back into work such a secret? Will she now work with her colleagues for a back-to-work budget so that local partnerships can plan together for what is coming?

I think the hon. Lady is confusing the element in the Select Committee report with the emergency contingency plan, which is an operational document that is prepared by all Departments in the event of the sort of emergency that requires, for example, redeployment within the Department. In terms of her broader question on what I think she was really referring to, I assure her that, as I pointed out, I am actively working with Ministers across the Government to make sure that we will be there to help people get into the new jobs that we rely on the private sector to create, but will be working across the public sector too.

I congratulate my hon. Friend the Member for Stretford and Urmston (Kate Green) on her promotion to the shadow Cabinet.

The Government say that the aim of the benefit cap is to make people work more hours or move to cheaper accommodation. Neither of those options has been possible during the covid crisis, so what possible justification have the Government got for persisting with that policy, which prevents families from receiving what the Department for Work and Pensions itself believes to be necessary?

The benefit cap does play an important part, but the hon. Gentleman may not aware of the exemptions to it. New and existing claimants can benefit from a nine-month grace period when their benefit will not be capped if they have a sustained work history. Since 2013, nearly 220,000 households which were subject to the benefit cap are now no longer capped.

I have regular conversations with my right hon. Friend the Chancellor, who is responsible for the coronavirus job retention scheme and the self-employment income support scheme, which have supported 9.2 million and 2.6 million people respectively—nearly 12 million people in total. He has set out how the schemes will be phased out during the autumn. The furlough scheme continues until the end of October.

The position for people in the visitor economy in my constituency is particularly acute because of the highly seasonal nature of the trade. It has been described to me as being like three winters in a row. Does the Secretary of State accept, and will she prosecute the case within Government, that if some industries in some areas are to have a viable future, there will need to be special consideration?

I too have a coastal constituency with a significant tourism economy. As my right hon. Friend the Secretary of State for Digital, Culture, Media and Sport said, we are looking to get the tourist sector up and running as strong as possible, and extending it for as long as we can. That is a key part of the campaign. When it is back, we will invest heavily and ensure that we have a major campaign to encourage British people to take British staycations.

To echo my hon. Friend, the Government are committed to ensuring that older people are able to live with the dignity and respect that they deserve. The state pension is a foundation of state support. In April, full amounts of the basic and new state pensions increased by 3.9% to £134.25 and £175.20 per week respectively. We continue to work with the Post Office to ensure that vulnerable customers have access to cash when shielding.

As I outlined earlier, we want to ensure that we have that ongoing local support between jobcentres and businesses. I know that in Beaconsfield the local jobcentre staff are working with the local enterprise partnership to explore how they can collaboratively support people back into work. I am sure that the company to which my hon. Friend refers will also be looking at the Employer Help website, which provides a range of guidance and advice, including on identifying transferable skills, promoting opportunities to work in different sectors of the economy, and supporting staff.

Last week, the Pensions Regulator introduced an interim regime to cover so-called superfunds, which are funds that aim to bring together several corporate pension schemes to be run collectively. This is a sensitive area, because breaking the link between an employer and their pension scheme means that the employer cannot in future be called upon to fill any deficits. Given that sensitivity, will the Secretary of State explain, first, why the Government have not legislated for this area in the current Pension Schemes Bill; secondly, why the regulatory requirements for these superfunds are so much lower than they are for a buy-out from an insurance company; and, thirdly, whether the Governor of the Bank of England is right to say that this lack of action by the Government is a potential risk to the UK’s financial stability?

The independent Pensions Regulator published guidance on an interim regime for pensions superfunds. I want to stress that this is an interim regime, and that the Government will continue to develop the permanent regime before legislating with full and proper parliamentary scrutiny in the usual way. Market participants are well aware that they should not assume that the interim regime will automatically transfer into the permanent regime.

The Government are absolutely committed to fulfilling their manifesto commitments. It is fair to say that we have some situations ahead of us, but it is something I am in discussions about. This is not about abandoning the triple lock in any way, but I assure the hon. Gentleman that there are some consequences—of which he may not be aware—if average earnings fall during this year. We may need to rectify things to make sure that aspects of the law that are already in place cannot be set aside.

With permission, Mr Speaker, I will make a statement updating the House on the work of my Department. First, I want to pay tribute to the civil servants in my Department as well as our contractors and partners, who have been working tirelessly to provide help and support to those in need. They are the hidden heroes for many people in this country, and they should take great pride in their hard work in and dedication to supporting people through these difficult times.

From16 March to the end of April, we received over 1.8 million claims for universal credit, over 250,000 claims for jobseeker’s allowance, and over 20,000 claims for employment and support allowance. Overall, that is six times the volume that we would typically experience, and in one week we had a tenfold increase. The rate for UC claims appears to have stabilised at about 20,000 to 25,000 a day, which is double that of a standard week pre-covid-19. I am pleased that my Department is standing up to the challenge. We have redeployed a significant number of DWP staff—about 8,000 so far—and staff from other Government Departments, about 500 so far, to process these claims. Our payment timeliness for universal credit is running at a record high.

We have also issued almost 700,000 advances to claimants who felt that they could not wait for their first routine payment, and the vast majority of those claimants received money within 72 hours. Where possible, and mindful of risk, we have streamlined our processes. We will consider learnings carefully from this time in the response phase, and whether any of them can be made permanent.

We have also sought to make it possible for people to work from home, and have deployed 10,000 computers. We are now at a level of deploying 750 new devices a day to enable working from home, and have added to the IT capacity for remote users. However, if staff need to continue to work at the office, we are applying social distancing. Making sure that our claimants and civil servants are safe is a key priority. From 17 March we suspended all face-to-face assessments for health and disability benefits. We automatically extended awards for existing claimants that were due to be reassessed by three months, and will only undertake reviews or reassessments when claimants notify us of changes that could lead to a higher payment. Any claim made under the special rules for terminal illness continues to be fast-tracked—it takes an average of six days to process those claims.

Since 24 March, job centres have not been open for regular appointments, but we continue to offer face-to-face appointments in exceptional circumstances if claimants would not otherwise be able to receive support. Claimants can continue to receive support over the phone or through their online journals. All local jobcentres have been turned into virtual processing teams, prioritising advances and the registration and payment of new claims. We have also paired jobcentres across the country to support one another with processing, using fully our network capacity.

That focus on the processing of claims means that we have stopped checking the claimant commitment on looking for and being available for work for three months. We do, however, want claimants to continue to look for work wherever they are able to do so. Ministers are working hard to make sure that existing vacancies can be accessed by people who have become unemployed. We will continue to support those people while they are waiting for the opportunity for work. We have created a new website to guide people—jobhelp.dwp.gov.uk—and we are advertising 58,200 vacancies.

Although our IT systems have worked—thanks to extensive work by the universal credit team, including our contractors—I know that some claimants experienced significant delays in the verification of their identity. Identity checks are crucial to reduce fraud risk, so we worked closely with the Cabinet Office to increase substantially the capacity of the online Verify system, and average wait times are now below five minutes.

Call volumes have been extremely high, with more than 2.2 million calls in one day at the peak. Having recognised the delays that people were experiencing—or, indeed, that they were not able to get through at all—we turned it around with our “Don’t call us—we’ll call you” campaign. A bolstered frontline team now proactively calls claimants when we need to check any information provided as part of a claim. This has been successful in freeing up capacity and reducing the time that customers need to spend on the phone.

In respect of other departmental operations, although we have redeployed staff we have kept critical work ongoing in child maintenance and bereavement. We are monitoring our performance and will return staff to these areas if the response rate is unacceptable. We have cancelled the pension levy increase, supported defined contributions through the job retention scheme, and worked with regulators to assist defined benefit pensions and to combat scams.

It is worth reminding the House of our financial injection of more than £6.5 billion into the welfare system so that it can act as a safety net for the poorest in society. We have focused on changes that could be made quickly and would have significant positive impact. We have increased the standard rate of universal credit and working tax credit for the next 12 months by around £1,000 per year; we increased the local housing allowance rates for universal credit and housing benefit claimants, so they now cover the lowest 30% of local rents; and we increased the national maximum caps, so claimants in inner and central London should also see an increase in their housing support payments. I have been made aware that some councils have not made the adjustment in housing benefit, and my Department is communicating with them all this week. Furthermore, across England we had already increased the discretionary housing payment by an extra £40 million for this financial year.

The 1.7% benefit uplift was implemented in April, ending the benefits freeze, and the state pension rose by 3.9%, as per the triple lock, reflecting last year’s substantial rise in average earnings. We have introduced regulations to ease access to benefits: we legislated to allow access to employment and support allowance from day one of a claim; we relaxed the minimum income floor so that the self-employed can access universal credit more readily; we have made it easier to access ESA by launching an ESA portal for online applications; and we legislated to ensure that statutory sick pay was available for employees from day one of sickness or self-isolation due to covid-19. I remind the House that statutory sick pay is the legal minimum.

We will continue to look at issues that arise—for example, we are ensuring that maternity pay is based on standard pay, not furlough pay levels—and see what we can do quickly and straightforwardly to fix either unintended consequences or unforeseen issues, but it is not my intention to change the fundamental principles or application of universal credit.

We have undertaken a significant project to support the Ministry of Housing, Communities and Local Government and the national shielding service by establishing the outbound contact centre. Furthermore, we use the contact centre to contact proactively our most vulnerable customers who receive their benefits or pensions solely through Post Office card accounts. I thank the Post Office for helping us to support this group of customers. We have been able to provide contact-free cash payments by Royal Mail special delivery, and we were able to signpost people to extra support from their local council.

I can inform to the House today that the DWP will stop any new benefit and pension claimants from using the Post Office card account from 11 May, as we prepare for the end of the contract. The uptake of accounts in the past year has been exceptionally low, but, in any event, given that we believe the vast majority of people using POCA already have a bank account, the cost of the contract is poor value for taxpayers. Existing customers who currently receive payment through a Post Office card account will see no change and will continue to receive payment into their accounts for the remainder of the contract period. We can use the HMG payment exception service for people who cannot access any bank account.

I thank the Health and Safety Executive—an arm’s length body for Great Britain that is sponsored by my Department—for its work on covid-19. It has been doing crucial work with the Department for Business, Energy and Industrial Strategy and Public Health England to provide guidelines for employers to adhere to once restrictions can begin to be eased. The HSE is working hard, along with local authorities, to enable work to continue safely in the sectors for which it is responsible. It has developed practical guidance on the enforcement of the law where workers are being exposed to unnecessary risk.

In conclusion, my Department is standing up to the challenge of unprecedented demand for its services, and we are getting support to those who need it. We will continue to work across Government to help the nation get through this health emergency. I commend this statement to the House.

I thank the Secretary of State for advance notice of her statement. May I add my thanks to the dedicated frontline staff of the Department for Work and Pensions for everything they have done and are doing during this crisis to ensure that we can process the unprecedented volume of claims that have been made?

I welcome the measures the Secretary of State has announced so far. The social security system we had going into this crisis was a safety net with too many holes in it, and it is good that the Government have recognised that. My questions for the Secretary of State are about how we can widen that net so that everyone who needs support gets it, and about the steps that will need to be taken as we move from response to recovery.

First, the Government have significantly increased universal credit, but people on legacy benefits such as jobseeker’s allowance and employment and support allowance have not seen a corresponding increase in their benefit. More than 100 charities have pointed out that that discriminates against disabled people in particular. When will those benefits be uprated?

Secondly, there are now 100,000 families who will not be able to receive this increase because they are still limited by the benefit cap. The Government say the benefit cap exists to force people to work more hours or move to cheaper housing, both of which are clearly impossible during the crisis. Almost every organisation, from the Institute for Fiscal Studies to the Resolution Foundation and the Child Poverty Action Group, believes it should be temporarily suspended. Does the Secretary of State agree?

Thirdly, anyone who has been saving for a housing deposit, for a rainy day or for a substantial item could find themselves ineligible for universal credit because of those savings. Those people paid into the system when they were in work; should it not be there for them now? I do not believe we should punish those savers, and I believe those saving limits should also be suspended.

Fourthly, the Government say the two-child limit exists so people supported by social security have to make the same family choices as those who are not, but this crisis shows how absurd that claim is. People could not have been expected to make family choices three years ago based on the likelihood of a global pandemic shutting down our economy. The Government have suspended sanctions during the crisis, but the two-child limit is effectively an 18-year sanction on the third and fourth child in a family. Surely it should go too.

Fifthly and finally, those people who are eligible for support from universal credit will still have to wait five weeks for their money or take an advance that will be deducted from future payments. Many people do not appreciate that if they claim universal credit before they receive their final salary payment, their income means they have no entitlement for their first month and could have to wait as long as nine weeks for any payment. Since it was introduced, the five-week wait has been the single biggest driver of housing arrears, short-term debt and food bank use in the country. It should not exist at all, but in this crisis it is particularly egregious, and it simply must go.

May I also raise a very specific issue with the Secretary of State? It has come to light that the universal credit regulations treat maternity allowance, which is received mainly by low-paid women, as unearned income but statutory maternity pay as earnings, which are disregarded by the work allowance. That could result in a low-paid pregnant woman being as much as £4,000 a year worse off. Why is that? Will it change?

I turn to preparations for the recovery. As the Cabinet Minister responsible for the Health and Safety Executive, what conversations has the Secretary of State had with it about the process by which workplaces will be made safe when people are asked to return to work? When the lockdown began, most MPs were inundated with questions from constituents still in work about whether their workplace sounded safe. That simply will not do when lockdown ends. There must be a clear process agreed by the workforce and management, not least because a failure to do so would likely result in significant litigation.

This crisis has confirmed in terms what the UK’s unequal and unfair labour market really means. Although some people have been able to work from home on full pay, others have faced having to go into work and risk their health, or have lost their job through no fault of their own and will receive social security or sick pay set at just a fifth of the UK’s weekly median income. More than 4 million British children grow up in poverty, living in poor accommodation and perhaps without the internet connections many of us take for granted. The lockdown will have a severe impact on their wellbeing. Many have likened our response to coronavirus to fighting a war. If that is true, the aftermath should be equally so, with a renewed national effort to fight the inequality, poverty and insecurity that should have no place in this country at any time.

I thank the hon. Gentleman and welcome him to his position. We are in an unusual place today—literally, as he is appearing virtually for our first exchange in a statement—but we will be seeing each other again next Monday at questions.

On legacy benefits, I should stress that the increase to working tax credits and universal credit is only temporary —until 12 months from when it was applied. There are two things here. First, we have a digital UC system. The working tax credit system is digital. It is far more straightforward and it was quick to change that. It would take quite some time to change the legacy benefits system—I am talking about several months—with the process we have. When we make changes to benefits, they tend to happen four or five months before the actual changes come through, because that is how long it takes our computer systems to work.

Secondly, the statutory sick pay weekly rate is about £95. The change to UC is about £94. We anticipate and hope that people will be on UC for a quite a short time while we go through this significant emergency. It was, as I pointed out, straightforward to change that. There are other things that people will benefit from, including the work we have been doing on mortgage holidays, on stopping renters being evicted due to issues connected to covid-19, and on electricity pre-payment. No utility supplier will restrict supply due to issues at this time.

On the benefit cap, I said in my statement that it is not the intention to change fundamentally the process, principles or application of universal credit. I am conscious of the benefit cap, but we are still talking about a potential yearly income outside London of £20,000, or £23,000 in London, being given to benefits claimants. I am conscious that that could effectively be something like a £25,000 to £30,000 take-home salary after we take into account taxation and similar, so I do not think it is necessary right now to change the benefit cap. What I do want to point out to the hon. Gentleman is that claimants may benefit from a nine-month grace period, where their UC will not be capped if they have a sustained work record.

On the savings threshold, there is no universal credit eligibility where people have savings of £16,000. UC is designed to help the poorest in society. I am conscious that, if any changes were contemplated, they would have taken some time to process. We have decided to focus our efforts on those who are the poorest in society. I should also say that money saved for taxation payments, such as by the self-employed, will effectively be treated as business assets, and so would not be included for consideration or be deemed personal savings.

On the five-week wait, there is no intention to change that. In fact, in terms of the largest number of people who have claimed, this will be our biggest payment week going ahead. I am aware of what the hon. Gentleman says about people who have been paid in the last month. My understanding is that there is a phasing issue in terms of the calculation of universal credit payments that people would be entitled to with regard to the standard allowance. One of the benefits of having the advance is that it is designed to spread an annual income over 13 payments, instead of 12. For people who are going through that right now, my recommendation is that they should consider getting the advance. As I say, the total annual payment will be spread over the year.

On universal credit regulations relating to maternity allowance and statutory maternity pay, I will look into that for the hon. Gentleman and write to him. I know that quite a lot of consideration has been given to the different rates supporting people in maternity, but I will write to him on that.

On people only receiving statutory sick pay, I point out to the House that that is a legal minimum, but one of the purposes of the furlough scheme was that people, instead of being made unemployed, had this opportunity. Of course, if people are sick, an employer is entitled to do statutory sick pay. I should also point out that the furlough scheme can be applied straightaway for people who have been shielded and cannot go to work and cannot work from home, and we are encouraging employers to do so.

The extraordinary level of support that my right hon. Friend has described is certainly welcome in Aylesbury and it is undoubtedly assisting thousands of households. I join others in paying tribute to all the staff in the Department and branches of Jobcentre Plus for making that happen.

It would be helpful if my right hon. Friend could describe the ways in which these unprecedented levels of support from the DWP can help owner-directors of small limited companies, many of whom have written to me because they are mainly paid by dividends, so they are not entitled to the assistance scheme for the self-employed. To be clear, these are not multimillionaires, but hard-working hairdressers, make-up artists, decorators and electricians. They have lost their income and would really welcome her assistance.

My hon. Friend is right to speak up for the people he represents, and especially small business owners, who have set up their companies in particular ways—I am sure that they were well advised by accountants at the time on the optimal way to do that. It is fair to say that the self-employed income support scheme is expected to cover 95% of people who receive the majority of their income from self-employment, but if not, I recommend that those other people look online at their potential eligibility for universal credit. We have removed the minimum income floor—an assumed level of income in universal credit for self-employed people—so that should no longer be considered when trying to calculate the benefits for which they may be eligible.

I thank the Secretary of State for advance sight of her statement. I wish to put on record my thanks to the DWP staff, who are continuing to work hard to deliver social security benefits as quickly as possible in very difficult circumstances, but the circumstances have been made more difficult by the decisions of the UK Government, who have introduced bureaucratic support schemes instead of a far simpler universal basic payment with a longer view towards universal basic income. Millions have been forced on to still inadequate universal credit, and despite DWP staff being moved to cope with the UC demand, over 200,000 people had their UC claim paid late, according to the UK Government’s best estimate. Because DWP staff have been moved to help process UC claims, MPs and other advice organisations are not getting casework inquiries answered in the normal way, which is also causing unfair hardship.

On the last day that I contributed in this House—18 March—before lockdown, I said that people needed help in hours, not days, yet the people applying for universal credit in that week will have only just received their first payment a few days ago. The British Government must finally stop the five-week wait. They claimed that they cannot solve it by making the advance payment system a grant rather than a loan because of vulnerability to fraud, so why not make the advance a grant when the applicant is confirmed as eligible for universal credit? I would appreciate proper consideration of that proposal. Airdrie food bank in my constituency has reported a 47% increase in demand for its services since the onset of covid-19. That should focus minds.

The Prime Minister said that nobody would get left behind, so why has there not been an uplift in legacy benefits, such as employment and support allowance, as there has been to universal credit? Finally, will the Government scrap the immoral, poverty-inducing two-child limit, the bedroom tax and the benefit cap, and will they uprate all benefits to make up for the years of cuts that came through the benefit freeze? 1.7% just does not come close.

I thank the hon. Gentleman for his questions. In terms of bureaucratic schemes, the Government have worked at pace to introduce brand new schemes in order to protect people right across the country. We have seen the success of the job retention scheme. The self-employed scheme is under way. Significant flexibility has been put into that system to help people who may not have had three years of earnings to give them time to submit their latest tax return promptly to get support.

There is a variety of analysis on universal basic income. The latest report I saw estimated it would cost over £400 billion a year. It is not targeted at the poorest in society and is not an appropriate way for us to try to distribute money. Instead, our schemes are focused on making sure that the poorest do get help.

On DWP staff being moved from department to department, we have made sure that we are monitoring performance and where there are increases in how long it takes to process certain kinds of payments I have made it clear to my officials that we then need to move people back. We are in the key peak of payments this week, with the largest uptake of applications, and I am confident that we will get through that with at least 90%, if not an even higher rate, of people getting their payments on time.

I have already answered the question about why the legacy benefits have not increased. On the question about making an advance a grant, that comes back to the principle that getting an advance effectively means people have 13 payments in a year instead of 12 to cover the annual allocation to which people are entitled. Nearly 700,000 people have received an advance, while nearly 1.8 million people have applied for universal credit and those others have not sought to have an advance. So it would not be fair to the other new claimants if one group of people got more money than they did simply because they had applied for an advance.

On the increasing use of food banks, extensive work is going on across Government. The Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Colchester (Will Quince), is involved in a taskforce on helping vulnerable people. I am conscious of the increase in food bank usage and the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Banbury (Victoria Prentis), and my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs are doing excellent work in making sure we can work with them to ensure food can get to the most vulnerable people in society. While recognising the increase in food bank usage, I point out that we have had a sixfold increase in the number of people claiming UC and we are making sure we get our money to them.

The impact of coronavirus means more people in Bishop Auckland and across the country have been applying for UC, so what steps is my right hon. Friend taking to ensure that new claimants in Bishop Auckland and beyond receive their first payments swiftly?

The UC approach remains the same: we make an assessment of people’s incomes, and those already on UC whose income fell substantially will have seen their UC payment increase as a result. So it is working for new claimants once they have got through the initial claim. That is straightforward. I appreciate that there were difficulties early on in getting online identity verification, but the process should be very smooth now, and for those people who cannot make ends meet the advance option is there, and people can get that money very quickly.

I join the Secretary of State and others in commending the Department’s staff for handling the recent surge. I also welcome higher UC, working tax credit and local housing allowance, and it sounds from the Secretary of State’s earlier answer that she agrees that jobseeker’s allowance and employment and support allowance should have been increased as well; it is unfair that they have not been. The unchanged benefit cap is now blocking increased support the Government have decided people should receive, and that is having a particular effect in London. It could be increased, so will the Government now be more consistent in supporting people’s extra costs during this crisis?

I should point out to the right hon. Gentleman that we were trying to make a short-term increase, we went through with the Treasury how we could do this quickly, and the quickest ways were by increasing the local housing allowance and UC, rather than other benefits, as I have mentioned. On the situation in London, I am conscious that aspects of the housing benefit regulations went through a month ago, but not all councils have applied them. What we have done with the thresholds means that people in London should be able to see an increase in the amount of money they get in housing support, but otherwise it is not the Government’s intention to change the current threshold of the benefit cap.

I wish to follow on from the point made by my hon. Friend the Member for Aylesbury (Rob Butler) about directors of small companies. The Government have done very well to protect people on PAYE and people who are self-employed, but directors of small companies fall through the cracks and it really is not good enough just to say, “They can fall back on universal credit”, because in many cases they will not qualify and because we have protected other sectors. We must do better, and we must sort out how we are going to protect the directors of small companies.

My hon. Friend will know, having been an accountant, that a variety of people will potentially receive dividends from a company, and it is not currently possible for Her Majesty’s Revenue and Customs to know whether somebody has given this to themselves in lieu of a salary or whether it is a payment to an investor. It is a different situation where people have chosen to finance their income from the business in that way, and he will be aware that the rate of tax on paying dividends is 7.5%, once someone goes above the dividends allowance. How people who are self-employed through a normal PAYE scheme would pay aspects of national insurance and tax directly is quite different. The Treasury, in devising the scheme, has sought to try to identify as many people as possible it could help, and achieving that for 95% of self-employed people is a pretty good outcome.

There is growing support for a recovery universal basic income, and it is being considered in other parts of the world. I would dispute what the Secretary of State has said about the costings, and stress to her that it can be supported through wider changes to the taxation system. Given the current cliff edge on the job retention scheme, the danger of vast redundancies, pressures on UC and the need to inject spending into the recovery to kick-start recovery, will she at least urgently work with the Treasury to explore that option?

No, I will not, and I have already set out why I do not think a universal basic income is the right approach. The hon. Gentleman is a Northern Ireland Member and will be aware that responsibility for welfare is devolved, so if he wanted he could lobby the Northern Ireland Executive, and they might be able to devise a scheme that they think is more appropriate locally.

May I join in thanking all the staff at the DWP, and indeed the Secretary of State and her team, and in particular, the staff at Epsom jobcentre, for dealing with the current crisis as effectively as they have? Will she look again at the issue of LHA for the areas immediately outside London, as there are still anomalies that particularly affect my constituency, and of course there will be a greater need for housing support. Will she look at the level of support to make sure that it really is related to the local rental market?

LHA is done on the basis of certain housing areas, and the Chancellor announced a significant change in order to bring this up to the 30th percentile. I say to my right hon. Friend that councils across the country have been receiving discretionary housing payments—separate from the hardship fund. That was ongoing, and we added £40 million to it for this financial year prior to this situation. I encourage anyone who is still struggling in his local area to go directly to the council for some support.

During this crisis, the Government have rightly stopped recovering overpayments from universal credit recipients, but they are still deducting money from those who are given an advance payment. We need the five-week wait to be scrapped, so that people do not need advance payments. Will the Secretary of State confirm today that the Government will defer any recovery of advance payments until after the crisis has passed?

The way that advance payments are recovered is by treating it in effect as a phasing issue, so that people have 13 payments over a year, instead of 12. As a consequence, elements will be removed from the following 12 payments so that the annual total is the same.

May I begin by heartily congratulating the Secretary of State and all the staff at the DWP on the astonishing achievement of handling 1.8 million applicants for universal credit and clearing 1 million? I draw her attention to those people, many of them self-employed, on working tax credits. They were encouraged by the Government to apply for universal credit, not knowing that at the moment they applied for universal credit, they automatically lost by law working tax credit. Some of them now find that because they have been prudent—they had set aside money for pensions and they had savings—they do not qualify under current rules for universal credit and cannot go back and claim for working tax credits. I have had letters from her Department talking about new-style employment and support allowance and the new self-employment income support scheme, which are very welcome. Will she go back to those people and make it clear that they have the right to apply for these schemes, because many of them are not accustomed to dealing with the benefits system and only went through the process under Government encouragement?

First, I thank my right hon. Friend for praising staff at the DWP. He is right to do so, and I thank him for that. I am very aware of the issue he is bringing to my attention, and I am actively looking at that particular scenario, where people, not realising some of the eligibility rules, have then made the application and are no longer effectively going to receive working tax credits. I cannot give an answer to my right hon. Friend or the House today, but I assure him that I am looking very carefully into what changes we could make to address that situation. I have already asked for the website to be updated, so that people are crystal clear when they apply.

May I, too, thank the staff at the DWP for their very hard work? The hospitality, arts and tourism sectors, which are vital industries in my constituency, will not recover overnight, even when the restrictions are lifted. Many of my constituents will have no option but to go on universal credit, with no job prospects any time soon. Does the Secretary of State think—she has even been reminding company directors of their eligibility for universal credit —that the current universal credit allowance of just under £5,000 a year for the over-25s is enough to live a dignified life?

With regard to the hospitality and tourism sector, the hon. Lady will be aware of the generous approach taken by the Government, whether that is grants, the furlough scheme or the other reliefs that are being applied. The figure that she quotes is solely the standard allowance. There are other elements of universal credit that people may be entitled to, such as if they have children or housing costs. It is the rolling up of six benefits into one. She focuses only on one, which equates currently to about £94 a week. I think that is a reasonable assumption, disregarding the other costs.

My hon. Friend is right to praise people who have been undertaking that role. My Department has introduced two important temporary measures to recognise changes to caring during the current emergency. First, unpaid carers will be able to continue to claim carer’s allowance if they have a temporary break in caring because they or the person they care for gets coronavirus or has to isolate because of it. We have also made sure that, rather than just more traditional forms of care, providing emotional support to a disabled person will now count towards the carer’s allowance threshold of 35 hours of care a week. This recognises that the nature of caring might have to change during the current emergency.

Thank you, Mr Speaker; it is always a pleasure to ask a question. I thank the Secretary of State for her energy and commitment and her responses to the questions so far. I also thank the DWP staff across the United Kingdom of Great Britain and Northern Ireland, and in particular those in Strangford, who have done a whole lot to help people.

The Secretary of State referred to self-employed directors. Hospitality, retail, fishing, construction and bus companies invest their profit back into their companies, as well as self-employed directors. Many of these are family businesses creating many jobs in the high street. Exactly what can be done to help the self-employed directors in shops in Newtownards, Comber, Ballynahinch, Saintfield and villages across the constituency of Strangford?

It is good to see my hon. Friend doing well over in Northern Ireland. I want to stress again that the scheme established by the Treasury will cover about 95% of people who receive the majority of their income from self-employment. I have tried to share with the House some of the approach taken in order to support people who pay themselves only, in effect, by dividends. As I pointed out earlier, a small percentage of people get the majority of their income in that way, on which, in effect, they pay only 7.5% tax. I am conscious that it cannot be decided whether dividends are solely for substitute pay or whether they are a return on investment, but I encourage those people to consider other forms of support that may be available at this time.

I join the acknowledgement of the superb effort of all the staff at the DWP, who have processed 1.8 million universal credit applications. I also want to acknowledge all the financial support that the Treasury has brought forward, including the bounce-back loans today. Will my right hon. Friend please look at what can be done to support self-employed limited company directors, as well as freelancers and those who started a new job in March and therefore cannot be furloughed? There are other groups who need extra support.

Several of those groups of people who are seeking support may well be able to get support through universal credit. I am conscious that the design of the furlough scheme and the self-employed scheme does not address every single worker or self-employed person in this country. I know that the Treasury worked at pace to establish those schemes, and they do cover the vast majority of people who are now seeking support.

Last week, I was contacted by a constituent who has a heart condition. He is also immobile because of a problem with his spine, and he has had a liver transplant. He applied for personal independence payments in October 2019 and has still not had a reply. When I contacted the DWP, I was told that, because of covid-19, there would be delays in responding to me, but that application was from October. I am sure the Secretary of State agrees that that is unacceptable, so what is she going to do to ensure that benefits are processed in a reasonable timeframe?

In the light of what has been happening, we have tried to streamline the process. I do not know the details of the individual case to which the hon. Lady refers, and I am sure that my hon. Friend the Minister for Disabled People, Health and Work would be happy to look into that situation. I do not know whether no assessment had been made at all or whether the outcome was being contested. I want to make sure that we are not ignoring situations and that new claims are still being processed, but I accept that there may be people we need to follow up on, and I would be happy for my hon. Friend to do that on the hon. Lady’s behalf.

I am pleased that we have added to the jobs website on dwp.gov.uk, and there are about 58,000 vacancies currently advertised there. I am supportive of all the work that has gone on under my right hon. Friend the Secretary of State for Education, such as on how people can get new skills, including through courses that are being made available online. There are, therefore, opportunities to consider upskilling while people are, sadly, not working, and people can also speak to their work coaches about potential further assistance.

It cannot be fair that families on the benefit cap are not benefiting from the uprating of payments that has happened during this crisis. The Resolution Foundation has predicted that, in over two thirds of local authority areas, a couple with two children in an average three-bedroom house will be affected by the cap. We know that covid-19 will affect poorer families more than other sections of our community. Is it not time that we moved the benefit cap to stop this situation getting worse?

As I have already said to the House, there may be claimants who could benefit from a nine-month grace period, where their universal credit will not be capped if they have a sustained work record. On other raises that have happened in terms of housing, changes have been made that should help people, particularly in central and outer London. However, in general, the principle is not to remove the benefit cap.

We rightly hail all our health workers for the amazing job they are doing, but it is good that we are hearing praise for DWP staff this afternoon. Down in Bexhill and Hastings, they have been absolutely amazing, as they have been across the country. When I asked my office what cases we had outstanding, the answer was zero. When I asked how the performance level rated, I was told, “Better than ever.” On that basis, will the Secretary of State look at whether we are using more discretion now that could also be used in future? Obviously, we have to keep a cost-control mindset and commonality of decision making, but it seems there are positive lessons that can be learned, and I thank my right hon. Friend and her team for everything they have done.

Many of my constituents suffered financial hardship and poverty before covid-19 struck, with the delays in universal credit, the processing of personal independence payments, the child benefit cap, low wages and insecure employment. That has been multiplied by the coronavirus, with communities, individuals and businesses seriously affected. Our local citizens advice bureau has been inundated with welfare benefit queries, and I thank it and all local agencies for their hard work. It is time the Government began to face the financial realities and hardship of people’s lives. Will the Minister please agree to consider introducing a recovery universal basic income to help achieve a sustained economic recovery? It could become the foundation for a future social security system that provides financial security for everyone.

Rugby jobcentre plus was one of the first to go to full-service universal credit, and the staff there have been providing support to their colleagues in other offices, which is very important at a time when registrations are running at six times their usual level. I know the Secretary of State will join me in thanking all the staff for their hard work to make certain that the system runs smoothly. What is her assessment of what might have happened if we had not taken the tough decisions to modernise and streamline the welfare system and we were still operating under the highly complicated legacy system?

I have to say some unkind words: judging by my hon. Friend’s new attire, I wonder whether he is seeking his pension. However, he asks a serious question which deserves a serious answer. The reality is that—and I have been told this by my senior officials—there is no way that the legacy benefits system would have been able to cope. The move to universal credit has been successful. We still want to make sure that it rolls out universally, but I think it has shown that it has absolutely stood the biggest test of all.

Small increases in universal credit allowances are not enough, particularly because many people will lose that uplift due to the benefit cap. I appreciate that the Secretary of State has noted in previous answers that she sees no need to move the benefit cap, but I see the need for it in my constituency of East Dunbartonshire. Will she review the decision and finally lift the benefit cap so that people will actually receive the temporary increase in support that they so desperately need?

I thank the Secretary of State for visiting the Longbridge jobcentre with me back in March. We both saw at first hand that work coaches do a fantastic job supporting people into employment, but their ability to meet people in person has, quite rightly, been restricted due to the lockdown. Can my right hon. Friend update the House on the support being given to work coaches so that they can continue to provide support to claimants despite those restrictions?

As well as having a relationship with claimants, many work coaches have been deployed into processing claims. Both those things are critical to making sure that the 1.8 million people can get paid on time, and they deserve a tribute for that. As we get over this peak, I think we will see work coaches being able to resume other work with their claimants.

There have been more than 82,000 new claims for universal credit in Wales. That is unprecedented and I echo the thanks to DWP staff, but some people are still struggling to get support with their new claims, including the constituent who could not get through on the phone and had to walk for 45 minutes to get help because she cannot afford internet access. May I urge the Secretary of State to make it much easier to access support with new claims, including by ending the five-week wait?

We do not intend to end the five-week wait—that is where advances can help. The hon. Lady is right to point out the difficulties people have with telephony. We have turned that system around, so it should be more straightforward now that the DWP calls claimants rather than the other way around.

Recently the Secretary of State said that she was confident that the system was working. Prior to this pandemic, more than 8 million people struggled to access food, and now a further 8 million households with children have lost their income. With food banks reporting increased footfall of more than 100%, can she please explain what possible grounds she had for that misplaced confidence and her continued justification for the five-week wait for universal credit, the two-child policy and the benefit cap?

The fundamentals of universal credit do not change. The reason for the assessment period is to understand people’s general income and use that as a basis, but that is where the advances come in: to help people who cannot make ends meet in between. As I said, fewer than half of people who have applied for universal credit have also wanted an advance. We are getting the vast majority of that money to people within three days and I think that that shows that the system is flexible enough to help those who need it most.

The Secretary of State has made very clear how the system is working, and it is working very well, but will she take the chance to address some of the issues for self-employed people, who are still waiting for money from the announcement, and to reiterate the rules and the way in which they will be paid over the next few months? I think that it would be useful and helpful to let people understand just what the Government are doing to make sure that they are looked after and paid for the long term.

My hon. Friend will be aware that self-employed people will have 80% of their profits reimbursed in the form of a grant. I know that it will take some time for the system to be delivered; my understanding is that payments will start within a month, but in the meantime, there may be people who are currently self-employed who could seek support from universal credit.

I was horrified to discover that, contrary to the announcement that personal independence payment recipients would be entitled to a three-month extension, my constituent—a lone parent with severe mental health problems—will not be. Why not? Because, as the PIP hotline confirmed to my caseworker, if someone’s award was decided by a tribunal—in other words, if they were forced to fight the DWP for that lifeline and that entitlement —they will again be treated differently from all other PIP recipients, and the three-month safeguard will not apply to them. Can that seriously be true? If so, why?

As I set out, where people were due to have a reassessment, the situation would arise in which we extend the award automatically by just three months. People who are in a tribunal process are those who have challenged the decisions; therefore the question of what award they have received will be the one that is under debate and review.

We know that coronavirus has seen the loss of loved ones in many families across the UK. What steps are being taken to ensure that widows, widowers and their families are being supported? What improvements are being made to bereavement benefits for widows and widowers?

The bereavement support payment supports working-age people who have lost a spouse or civil partner after 6 April 2017 by contributing to the more immediate additional costs associated with bereavement. People without children get an initial payment of £2,500 and 18 subsequent monthly payments of £100; those with children receive an initial payment of £3,500 and 18 subsequent payments of £350. Bereavement support payment is not taxable, and the least well-off will gain the most, as they receive the payment in full alongside any other benefit entitlements.

Mental and physical health conditions should not be a barrier to finding work. That is why, working with the Department for Work and Pensions, we launched Working Win, an employment programme that has now helped 3,000 people across South Yorkshire. Does the Secretary of State recognise the value of programmes such as Working Win? Will she commit to providing funding to support our most vulnerable workers through the covid-19 crisis?

The Department supports a number of schemes around the country; I am not aware of the specific one to which the hon. Gentleman refers. They will continue, I am sure, to be supported more broadly, but each and every one will be evaluated, because we need to make sure that the money that we have has the best reach. It is clear that confusion remains about who can and cannot go to work. I receive questions every day about whether any given company is essential and, if it is not, whether it should be closed. My hon. Friend is right to raise that matter. Our communication about staying at home has been very effective, but we have also said from the start that people should try to work from home, but that if they cannot and are able to go to work, they should go to work. The Government will provide further advice in the coming weeks to employers and trade unions about how to make workplaces safer. We have set out how work must be done in the workplace, including tailored advice for different scenarios, as examples of how employers might implement social distancing and other measures to help protect their workforce and customers. I am pleased to hear that the Secretary of State is fixing some of the glitches in universal credit—a system that many of us thought was woefully inadequate, and we have perhaps the biggest unemployment increase since the ’30s on the way. Will the right hon. Lady consider the matter in the round and do two small things: relax the savings threshold, because many people losing their businesses find that prohibitive; and replenish some of our reservoirs for discretionary housing payment in Ealing? A housing crisis was already under way in Ealing, Acton and Chiswick, and it is only getting worse.

On the question about the self-employed, where people have assets—for example, savings set aside for paying tax—they need to check carefully and go through that as they make their claim, because it will not be considered part of savings with regard to the £16,000 threshold. On housing, we have increased the local housing allowance, and I am sure that the discretionary housing payments have gone to Ealing Council. It is open for councils to come back to central Government if they would like that to be raised substantially.

It is clear from the Secretary of State’s statement and her answers to questions from Members that universal credit has been much more effective at scaling up to deal with the unprecedented level of claims arising from the coronavirus pandemic. I know from my constituents’ experience that we get half the number of problems that we got with the legacy benefits. May I therefore take the opportunity to thank all the staff, including those in my constituency, who have delivered universal credit? May they continue to do so.

My right hon. Friend is right. The old system would not have coped with what universal credit has done. It has helped more than 1.8 million people making that claim.

May I remind the House that back in March, when I wrote to the Secretary of State to ask what emergency measures were in place to allow the Department to cope with the increase in new universal credit claims, I was told that the Department would redeploy staff and review priority of work? The Secretary of State has repeated that today. However, I am afraid to say that, months into the crisis, I still have constituents who are being told that the waiting time is eight hours when calling the claim line. As a result, many have been forced to use food banks for the first time. Given the ongoing issues that my constituents are experiencing, will the Secretary of State give resolving the technical and capacity issues the highest priority by providing clearer guidance to the public and the hard-working DWP staff on the correct process for making digital and non-digital universal credit claims?

We did have telephony issues, but I am led to believe that they have been significantly addressed, particularly with the “Don’t call us—we’ll call you” campaign. I recommend that the hon. Lady considers asking her constituents to use the journal when necessary. I appreciate that they do not all have internet access, but the average waiting time should now be considerably lower. The last I heard, it was, on average, about five minutes. I ask her to look into that.

May I add my thanks to the DWP team, particularly those based in Warrington, who have helped process claims swiftly for my constituents in the last six weeks? On Friday, I visited Warrington foodbank to meet the volunteers who are working hard to support families in my constituency who have fallen on difficult times. One of the concerns they raised is the speed of recovery when universal credit is advanced. Does my right hon. Friend agree that it is important to ensure that anyone who receives an advance of their benefits is given a reasonable timeframe to pay it back?

The advance is currently recovered over 12 months, so in a year, somebody will get 13 payments instead of 12. I should also point out to my hon. Friend that any deductions are made at a maximum of 30% of the UC payable. That will help several people as well.

Many people have had to apply for universal credit for the first time, but it is clear that, despite DWP staff working hard, the system simply cannot cope, and it was never intended to operate under such extreme circumstances. Constituents are waiting weeks for DWP phone calls and those unable to verify their identity online are told that the application does not exist, and therefore they cannot claim. What is the Secretary of State doing to prioritise new claims for universal credit, many of which are from people who have paid money into the system for decades and now find that their contribution means next to nothing?

I do not agree with the hon. Gentleman; I think UC has reacted very well to the increased challenge. However, I would say to him that there were initially problems with the online verification. There is an additional scheme called “Confirm your identity”, and between that and “Verify” it should be very straightforward for people to get through that part of the claim. I can assure him that he can also arrange for constituents to contact the DWP helpline and be processed that way, too.

Our new estimates are being published today or tomorrow, I believe, so I will refer my right hon. Friend to that for the particular element of delegated spend. Overall, however, we estimate an increase of about £6.5 billion in welfare benefits for the nation.

The Department for Work and Pensions is establishing an In-work Progression Commission in order to increase its evidence base and support policy development on helping people to progress in work. The commission will define the barriers individuals and groups face to progressing and moving into higher paid work. It will advise Government on how to support individuals to overcome these barriers. To inform the work of the commission, a call for evidence will seek examples from employers and the third sector about what makes a difference in helping people to progress.

The work will be led by Baroness McGregor-Smith and supported by an advisory panel and officials in the Department for Work and Pensions. It will report to me in the coming months.

Parliamentary approval for additional resources of £1,500,000,000 will be sought in a supplementary estimate for the Department for Work and Pensions. Pending that approval, urgent expenditure estimated at £1,500,000,000 will be met by a repayable cash advance from the Contingencies Fund.

This is not a request for additional funding but is to meet the Department’s cash requirements pending Royal Assent of the supplementary estimate 2019-20 and will enable the Department to continue to deliver an effective welfare system for our citizens.

There are 743,000 fewer children in workless households compared with 2010. The evidence shows that work is the best route out of poverty, and a child living in a household where all adults work is about five times less likely to be in poverty than children in households where nobody works.

I thank the Secretary of State for that reply. The Child Poverty Action Group has published a study that detailed the lives of children who go hungry and the impact on their health, education and friendships. It showed that some were ashamed to invite friends home because they have no food to offer them. When will the Government give child poverty the priority that it needs?

I am conscious of CPAG’s report, which tends to use the relative “after housing costs” poverty measure. However, it is important to say this about the relative element; if we go back just over 10 years, we can see that just having a recession reduces relative poverty. We need to keep focused on what is really happening to families. That is why, if we use the absolute poverty measure, we will see that fewer people are in poverty than was the case 10 years ago. We will continue to work with parents to ensure that they try to earn the amount of money that they need so that they can continue support their children.

Childcare costs place a huge strain on family finances. Will my right hon. Friend outline what help is being given to families with up-front costs of childcare?

The way universal credit works is for people to have payments in arrears, but 85% of eligible childcare costs are covered, compared with 70% under the legacy system. It is also important to stress that the flexible support fund can be used to help with those sorts of costs, but we need to ensure that people are paying according to their salaries, as opposed to our simply giving grants up front.

According to the Department’s own figures, the majority of households hit by the two-child limit are in work but on low incomes. This policy pushes working families further into poverty, when our social security system should be giving people a route out. Will the Minister have a strong word with the Chancellor and end this pernicious policy in this week’s Budget, and why not support the Daily Mirror’s “Give Me Five” campaign while he is at it?

The hon. Gentleman will be aware that child benefit continues to be paid for all children, as well as an additional amount for any disabled children. He is hitting the wrong note here, as is the Daily Mirror, when it comes to the “Give Me Five” campaign, as this is not a targeted policy to reduce child poverty. I simply say that, by keeping the two-child policy, providing support for a maximum of two children ensures fairness between claimants and those who support themselves and their families solely through work.

I work closely with my right hon. Friend the Lord Chancellor as does the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Colchester (Will Quince). The Under-Secretary also works with the Minister of State, Ministry of Justice, my hon. and learned Friend the Member for South East Cambridgeshire (Lucy Frazer). We have visited HMP Downview to see at first hand the excellent work of our prison work coaches, of which there are 130 based across the country. We have identified prisons that currently do not have a work coach as part of delivering on our manifesto commitment to break the cycle of crime.

I am grateful for that progress, but can the Secretary of State tell me when we will be in a position where all prisons will have this provision? Will she also tell me what progress there has been in ensuring that all prisoners are able to claim universal credit before the end of their sentence, because it is well established that access to a job or honest, legitimate benefits is one of the best means of preventing reoffending?

The Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Colchester, is working carefully on the pilot scheme that is currently being rolled out in certain Scottish prisons, and we are working with the Prison Service to ensure that universal credit claims are made in a safe way. This includes booking appointments at the jobcentre in advance by using a telephony-based system to avoid the risk of IT crime that could happen as a consequence.

The Secretary of State will know that many prisoners have conditions that are not seen as a disability upfront. For example, they might be on the autism spectrum or have special educational needs—indeed, they may well not be numerate or literate. As someone comes up for release from prison, could the Department work to identify the real talents that many of these people have and support them in these?

The hon. Gentleman will be aware that it is primarily the role of the Ministry of Justice to consider these issues and help people to prepare for release. We are keen to have a work coach in every prison so that when people do leave they can get back into the world of work as quickly as possible. This issue is very much front and centre, and the Prime Minister has set up a specific taskforce, which he chairs, to ensure that we try to crack this cycle of crime, especially when people leave prison.

I commend my right hon. Friend for his passion and work on this particularly important issue. The year 2020 is crucial for our work on disability with not only the Green Paper, but the cross-Government national strategy. Of course, I will continue to speak to my Cabinet colleagues about supporting people with disabilities into work, making them wealthier in their own right and helping them live fulfilling, independent lives.

What assistance are the Government giving to apprentices with disabilities to help them with their travel costs or any other costs they may incur, and what are the Government doing—specifically and currently —to get more people with disabilities to do apprenticeships?

My right hon. Friend may not be aware of this, but people with disabilities undertaking an apprenticeship can receive assistance from the Access to Work scheme to overcome workplace barriers. In addition, our flexible support fund can support eligible claimants with a variety of the costs associated with starting work, whether initial travel costs or, indeed, things like clothing.

The coronavirus is currently dominating my work at the DWP. The Department is fully prepared for all eventualities and has conducted extensive planning against reasonable worst-case scenarios. I have been in discussions with the Chancellor and will continue to work across Government to prepare. If claimants cannot attend their jobcentre appointment in person because of self-isolation, work coaches can exercise discretion, so claimants should engage with them—they will not be sanctioned as long as they let us know before the appointment.

As my right hon. Friend the Prime Minister set out last week, nobody should be penalised for doing the right thing. That is why the Government safety net also extends to those who are self-employed or who work in the gig economy. They can apply for universal credit or new-style ESA, and advances are available for universal credit immediately. These are exceptional circumstances and we will support workers to do the right thing for the protection of their health and public health.

The local housing allowance is designed to cover the cheapest third of rents, but in Lewisham claimants face on average a shortfall of £40.22 per week between their rent and their benefits, and that is the case up and down the country. Has the Minister made any representations to the Chancellor ahead of the Budget to ensure that the local housing allowance once again reflects the true cost of renting?

LHAs will of course go up by 1%; I signed that off last year. The hon. Lady will also be aware of the discretionary housing payments that we have been making widely available to councils across the country. But let us face the reality: the Mayor should be building more homes in London.

The Government tried to justify introducing the new bereavement support payment in April 2017 on the grounds that it modernises support, but couples who are not married or not in a civil partnership are not eligible. Last month, the High Court in England found that that is incompatible with human rights legislation and discriminates against children of unmarried parents. The Prime Minister has admitted that that is an injustice, so when will the Government put it right?

T3. May I take up the Secretary of State on her comment at the beginning on sanctions in the context of coronavirus? Currently, jobseeker’s allowance requires claimants to attend jobcentres in person every two weeks and prove that they have been looking for work—they must show evidence that they have been applying for jobs and going to interviews. Claimants can be sanctioned if they fail to attend the jobcentre, turn down a training course or fail to go to an interview. The Secretary of State said that the sanctions will not be applied if jobcentres are informed in advance, but the process of going through self-isolation may be shocking to the people involved; it may be disorganising what may already be disorganised lives. Can the Secretary of State tell the House that the Department will retain sufficient flexibility to ensure that people will not be punished for doing what the Government recommend?

I have tried to make clear to the House that people will not be penalised for doing the right thing. It is important that people have that conversation with their work coach. As I emphasised to the House, work coaches can exercise discretion but the important thing is a claimant’s ongoing conversation with their work coach.

T4. I am not sure that anyone will be desperately reassured by the idea of exercising discretion on something quite so fundamental. The Government need to be much more robust in their advice. When will that advice be published for jobseekers, advisers and those us whose job it is to scrutinise what the Government do?

We are working, right across Government, on a number of different scenarios. We are preparing guidance carefully and I assure the hon. Gentleman that rapid progress is being made. The Government will always be guided by the advice of our chief medical officer and the chief scientific adviser, particularly on self-isolation.

T10. The Health Secretary has said that changes will be made to provide financial support to workers currently ineligible for statutory sick pay. Will the Minister confirm that those changes will include emergency legislation to remove the £118-a-week threshold that currently excludes 1.8 million low-paid workers from receiving sick pay—a measure supported by both the TUC and the Confederation of British Industry?

The hon. Lady will be aware that the £118 a week is an average over eight weeks, and it will swing about whether people are eligible or not. I have tried to make it clear to the House, reinforcing the comments of my right hon. Friend the Prime Minister, the Chancellor and the Health Secretary, that people who are working will not be penalised because they cannot work in this regard. We continue to work across Government to bring forward the necessary legislation or other changes required.

It was encouraging to hear about the work coaches programme in prison. Do Ministers agree about the importance of independent civil society organisations, as well as DWP staff, in supporting prisoners who are preparing for release? Will they work with the Ministry of Justice to ensure that more prisons can give access to local community groups?

My constituent, Jennifer Bell, was made redundant following the collapse of Thomas Cook, but secured a job with Jet2 late last year, which fell through given the DWP’s refusal to pay for a training course. She has now landed a job with Virgin Atlantic, which involves five and a half weeks’ training in Crawley. However, her application to the flexible support fund at Renfrew jobcentre for accommodation costs has been denied, despite other former colleagues having secured funding at other jobcentres. Will the Minister please look into this discrepancy for Jennifer?
