I beg to move, That the Bill be now read a Second time.

From day one, this Government have put the safety and the interests of the law-abiding majority first. We have put 13,500 more police on the streets, and we are on track to reach nearly 20,000 new police officers by March next year.

I think I will make some progress, if that is okay.

This Conservative Government understand that if we are to cut crime, level up the country and make sure that people feel safe in their homes, on public transport and on the street, we need to back our police officers by giving them the powers and the tools they need to fight crime and protect the public. That was one of the main purposes of the Police, Crime, Sentencing and Courts Act 2022, which Opposition Members voted against. It also requires proper investment, which is why we are funding the police to the tune of almost £17 billion this year. We are helping the police to tackle violence against women and girls through major investment in safer streets measures—closed circuit television and more street lighting—and initiatives across the country. Earlier this month, I announced that I am strengthening stop-and-search powers, because stop and search is vital to get knives and weapons off our streets and save lives. Each weapon removed from our streets is a potential life saved. More than 50,000 weapons have been seized since 2019 already. I have also authorised special constables to carry and use Tasers.

The police service is not just an institution, but a collection of professional and dedicated people. They are extremely brave, as are their families. The introduction of the police covenant ensures that we will do right by officers and their loved ones, who do so much to support them.

Recently, we have seen a rise in criminal, disruptive and self-defeating tactics from a supremely selfish minority. Their actions divert police resources away from the communities where they are needed most to prevent serious violence and neighbourhood crime. We are seeing parts of the country grind to a halt. Transport networks have been stopped, printing presses blocked and fuel supplies disrupted. People have been unable to get to work and go about their lives free from harassment. Shamefully, they have even been prevented from getting to hospital. This is reprehensible behaviour and I will not tolerate it.

I am particularly interested in seeing whether this Bill will target people such as Extinction Rebellion founder Roger Hallam. I was reading about him recently. He said that he would block an ambulance carrying a dying patient in order to make his political point. Will the Home Secretary ensure that people who would go to those extremes will be properly targeted by that legislation and thrown in jail if they carry out such actions?

My hon. Friend is absolutely right. We should not tolerate behaviour that prevents people from going about their day-to-day business and stops them getting to hospital and living their lives.

We brought forward measures to address some of these matters in the Police, Crime, Sentencing and Courts Bill. While the Bill was enacted last month, the unelected other place blocked several measures, egged on by Opposition Members. We should not be surprised: Labour is weak on crime and weak on the causes of crime. It seems to care only about the rights of criminals.

Since January 2019, more than 10,000 foreign national offenders have been removed from the United Kingdom. In the past month alone, flights have gone to Albania, Romania, Poland, Lithuania and Jamaica. It was actually a Labour Government who oversaw the UK Borders Act 2007, which requires a deportation order to be made when a foreign national has been convicted of an offence in the UK and sentenced to 12 months or more, unless an exception applies. However, Labour Members, including members of the shadow Cabinet, now demand that we stop the removal of dangerous foreign criminals. They refused to support the Nationality and Borders Act 2022, which makes it easier to remove people with no right to be here, including foreign national offenders.

Many dangerous criminals, including paedophiles, murderers and rapists, are still in this country because of Labour Members. It is no surprise that Labour thinks mobs should be allowed to run riot, but I will not stand by and let antisocial individuals participate in criminal damage and disruptive activity that stops people living their lives and causes chaos and misery. The Public Order Bill will empower the police to take more proactive action to protect the public’s right to go about their lives in peace.

I thank the Home Secretary for giving way, and I hope she gives way to my Front-Bench colleague, my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper), in due course.

I have been listening carefully to the Home Secretary. In the context of this cost of living emergency, the Government are threatening anti-trade union legislation and pursuing voter suppression through voter ID, and draconian anti-protest laws are now being brought in. Will the Home Secretary come clean and admit that this Government know that their economic policies will be increasingly unpopular, so they want to remove everyone’s right to resist and fight back, whether through voting, industrial action or peaceful protest?

Order. The hon. Gentleman indicated to me that he would like to speak in the debate, and that he would like to speak not at the end of the debate. He has just made half of his speech, which puts me in rather a difficult position, and I hope everyone else will remember that. Interventions are good for debate, but they must be short.

Let me put the hon. Gentleman’s remarks into context. First and foremost, the right to protest is part of the freedom and democracy that we all cherish in our country, and no one should interfere with that right at all. But I suggest to all hon. Members on the Opposition Benches—some of them write to me frequently to complain about the removal of criminals, foreign national offenders and so forth—that the types of protest specific to the Bill are those where a significant amount of disruption has been caused. He speaks about economic policies, the cost of living and costs to taxpayers. The protests around High Speed 2 have led to an estimated cost of £122 million. Policing Extinction Rebellion protests between April and October 2019 cost the public purse £37 million. The “Just Stop Oil” protests—as Essex Members of Parliament, Madam Deputy Speaker, we will appreciate this, along with our constituents—left Essex police alone with costs of £4.6 million. That is resource from the frontline that is used elsewhere. That resource could be used to protect our communities. That is why these measures are so important.

We all passionately believe in causes. The hon. Gentleman and others on both sides of the House speak with passion on a range of causes—we in this House are advocates and representatives of the people—but we do not make policy as a country through mob rule, or disruption in the way in which we have seen. No democracy can do that. No democracy needs to do that. The protesters involved in the examples that I presented have better, alternative routes to make their voices heard, and they know that.

I thank my hon. Friend for his intervention. Again, as a country and as a House, we are confronted with challenges around livelihoods, wellbeing and cost of living right now. These protesters are not doing a great deal to support individuals to get to work and to go out and support their families. We must be very conscious about all that.

I thank the Home Secretary for giving way. In the Trident retail park in my constituency, a young woman has just been beaten senseless. Her jaw has been broken in four places. The Home Secretary spoke about mob rule. A bunch—a minority—of young people believe that they are given free rein. There is a lack of neighbourhood and community policing. Cuts have consequences. Twenty-two thousand police were cut over 12 years and that has serious consequences for people’s lives. What is the Home Secretary going to do about that? That is a real noise in communities.

The hon. Gentleman highlights an absolutely appalling case of serious violence against his constituent —an appalling level of violence. No, we should not tolerate that at all. But with all respect to him, he represents a party that has voted against the Government’s work on police, crime, sentencing and courts as well as the resources that we put into policing. He asked what we are doing about that. Our unequivocal support and backing of the police is absolutely based on that, along with ensuring that criminal sentencing and prosecutions go up, working with the Ministry of Justice and, alongside that, ensuring that we provide the resources to ensure that perpetrators are brought to justice. With respect, the Labour party has repeatedly voted against that.

I prefer the cheery version of the Home Secretary, if I am honest. In my constituency, we have a high level of domestic abuse—it is higher than in any neighbouring constituency—and the local police want to do something about it, working with all the other agencies, but one of the problems is that, because of shift patterns, often, the police officer who starts dealing with a case is not the one available when the victim of the domestic abuse has to get back in touch. How can we restructure the police so that we really tackle the big issues that affect places such as the Rhondda?

First, let me thank the hon. Gentleman for his intervention. If I may, I am going to offer him the chance to come and have a conversation with me about local policing in his area. There are a couple of points I want to make here first. He asks a useful question about structuring policing. A lot of work is taking place right now on domestic abuse and domestic violence. We want consistency across all police forces on how victims are treated, how to address the whole issue around perpetrators, the support that goes directly to the frontline and raising the bar. He is very welcome to come and have further conversations about that but, in the context of the Bill, if the police were not having to use the amount of resourcing that these protesters are consuming, there would be more policing in the community and more support for his and all our constituents. That is something we would all welcome.

Five years ago, in the run-up to the 2017 general election, an organised group of people forced their way on to my property, where my family were living. We had just had a baby and we were forced out for three days under police protection while the group stayed on top of our roof with loudhailers. Unfortunately, the police were not able to move them on because at that time trespass was just a civil matter. Although we have strengthened the law since then, what is in the Bill that could help people who may find themselves in, if not exactly that situation, a similar situation, which is very distressing and harassing for people on their own private property?

I thank my hon. Friend for his question. He highlights the appalling nature of what we see. That is not peaceful protest at all, but threatening and intimidating. He will know only too well, as someone in public life, the implications of that. He asks directly about the Bill. Serious disruption prevention orders will help hugely with that, which is why the Bill is so significant. Protesters have routes to have their voices heard, and with that better routes and avenues to change policy, and they know that.

A free society does not tolerate interference in our democratic free press, and in the printing or distribution of our newspapers. As we know, we have also seen that in the last few years. Nobody civilised would dream of stopping someone getting to work or children going to school, let alone blocking ambulances. I am afraid we have seen all those examples all too frequently. So we will not be deterred from backing the police and standing up for the law-abiding majority, and that is what this Public Order Bill does.

First, the Bill introduces a new offence for locking on and going equipped to lock on, criminalising the protest tactic of people intentionally causing pandemonium by locking themselves on to busy roads, a building or scaffolding. Locking on can be an extremely dangerous and disruptive tactic. Protesters locking on from great heights place at risk not only themselves but police removal teams. I spent a great deal of time with specialist, highly trained and equipped police removal teams. The tactics they are experiencing are heavily dangerous and, as we touched on, drain a significant amount of police time and resources.

On the offence of locking on, the Bill states:

“It is a defence for a person charged…to prove that they had a reasonable excuse for the act mentioned”.

If their excuse is that they were trying to stop the destruction of a historic building or to protect a site of special scientific interest from destruction, would that be reasonable? Would that be a defence of the purported crime of locking on?

The right hon. Gentleman naturally raises the type of questions that will also be brought up in the Bill Committee. To use a recent example, which he may be familiar with, during the High Speed 2 work, specific sites and all sorts of significant places were targeted under the guise of environmental concerns. The Bill has to, and should, take such considerations into account in terms of police commitments, the level of violence and the serious disruption that some of these tactics also bring.

Secondly, we are strengthening the security of our transport networks, oil terminals and printing presses by creating new criminal offences of obstructing major transport works and interfering with key national infrastructure.

Yes, and my hon. Friend highlights just some of the tactics that are used. I have seen the sheer manpower and excessive resource used by our specialist policing teams to literally de-glue protesters. It takes hours and hours and comes with a significant cost and use of resources. That is just one example, along with the example of locking on.

We cannot be passive when individuals target our infrastructure and major infrastructure works and projects. I mentioned HS2; HS2 Ltd estimates that ongoing protester action has already cost it more than £122 million. The recent action by Just Stop Oil against oil terminals and fuel stations, including forecourts, have shown further that the police need additional powers to deal with and combat that.

Thirdly, we are providing the police with the power to stop and search people for equipment used for certain public order offences, so that they can prevent the disruption from happening in the first place. I am sure the House will be interested to hear that during the last year—in fact, in just over a year—the police have found the equivalent of training camps, where these tactics and groups come together and where they hoard and harvest equipment. The police now have the powers to disrupt that type of activity in the first place.

The police have indicated that these powers will help them practically to prevent the disruption that offences such as locking on can cause, while the suspicion-less stop-and-search powers will help the police to respond quickly in a fast-paced protest.

I am really concerned that the Bill will allow police officers to stop and search protesters without suspicion. Does the Secretary of State really think that it is fair and right that innocent people should be—or are allowed to be—stopped and searched when there is no suspicion? Does she also think that that is the best use of police time and resources?

To put this into context, I remind the House that Her Majesty’s inspectorate of constabulary and fire and rescue services has argued that stop-and-search powers would be an effective tool for the police in this case. Stop and search is a critical tool in policing and, as I highlighted, is absolutely crucial when it comes to saving lives and preventing the loss of life.

I am a little concerned about the point raised by the right hon. Member for Dundee East (Stewart Hosie), because many, if not most, of these protesters feel that their cause is the most important thing in the world—in fact, some of them think that they are saving the world. If, therefore, they can give excuses of that sort by way of a reasonable explanation of what they are doing, is not the legislation leaving a loophole? In particular, I have in mind some previous cases where anti-nuclear protesters broke into military bases and damaged military equipment, and certain courts felt that they should be acquitted because their motives were to try to prevent nuclear war, even if, in fact, it has the opposite effect.

Outcomes will be for the court to decide, but it is worth noting the numbers of arrests at recent protests: more than 4,000 with Extinction Rebellion, more than 1,000 with Insulate Britain and more than 800 with Just Stop Oil. I have already touched on the cost of policing, but there is also an associated level of criminality and criminal damage, which is why those cases have gone further.

The fourth measure that we are introducing is a new preventive court order. The serious disruption prevention order will target protesters who are determined to inflict disruption repeatedly on the public and cause serious criminal damage, which is one of the most recent disruptive features that we have been seeing. I have to say that there have also been threats to public safety, particularly at oil protests. I have recently visited some of the sites and been in touch with companies whose sites have been targeted. The threats to life and threats to local areas from the tactics being used are very serious.

For a serious disruption prevention order, an individual will have to have been convicted of two or more protest-related offences or instances of behaviour at protests that caused, or could have caused, serious disruption. Courts will have the discretion to impose any requirements and prohibitions that they deem necessary to prevent individuals from inflicting further serious disruption at protests.

Is the Home Secretary aware that there is a direct comparison between the Russian law on assemblies that has been passed by Putin, and the measures that she is proposing? [Interruption.] Conservative Members can chunter, but these measures go further than Vladimir Putin’s laws on assembly. Is the Home Secretary not slightly embarrassed and uncomfortable about that comparison?

With respect to the hon. Gentleman, equating the actions of the Russian state to suppress the views of brave Russian citizens who speak out to oppose Putin’s brutal war with our proportionate updating of the long-established legal framework for policing protests is just wrong and misguided. Let me be very clear: these measures are not about clamping down on free speech, but about protecting the public from serious disruption of their daily lives by harmful protests.

My constituents are horrified by disruption that prevents people from getting to hospital or work and children from getting to school, but they are also concerned about the huge economic impact. Can the Home Secretary tell us how much these policing operations have cost? My constituents and I believe that the money could be much better spent on proper policing, rather than on having to police protesters causing disruption.

My hon. Friend is absolutely right; her constituents are right to be outraged and concerned, and she is voicing their concerns as their representative in the House. In 2019 alone, the cost to the public purse of the Extinction Rebellion protests was £37 million. The cost of the HS2 protests is estimated at £122 million. In my county of Essex, where I have spent a great deal of time with the amazing teams, the cost has been more than £4.6 million. When I visited the Navigator site, I met police officers from Scotland, Wales, Devon and Cornwall, such is the extent of the resources that have to be brought in to police these protests.

I may be the sole dissenting voice on the Government Benches about some of these provisions. When my right hon. Friend talks about specific examples, particularly those relating to infrastructure, the population can get strongly behind her points. However, several clauses of the Bill are drawn very broadly and there is legitimate concern about how they will be applied. What reassurance can she give me that she seeks a tightly scripted Bill, rather than a general threat to our individual freedoms?

I thank my hon. Friend for his question and comments; he is absolutely right. That is the purpose of scrutiny of the Bill. We know from the past two years of protest activity that the police are seeking clarification about certain requests and powers. We are looking at how the courts can work much better to take action, and how to ensure that policing resources are not being cannibalised or used in this way. That is why I think we are right to focus on the core aspects of disruption and the key tenets that need to be addressed, and the Policing Minister has been working on that in particular.

Finally, we are lowering the rank of officer to whom the commissioners of the City of London and Metropolitan Police Forces can delegate powers to prohibit or set conditions on protests. The rank is being lowered from assistant commissioner to commander. That is very significant in London, because of the extent of the activity that we have seen there. It will bring London forces into line with forces across England, Wales and Scotland, whose chief officers can already delegate their powers to the commander-equivalent rank of assistant chief constable.

It is not only criminals who have rights. The public need Parliament to put the law-abiding majority first, and that means backing the Bill, which will enable that law-abiding majority to go about their day-to-day business and live their lives freely.

Tackling violence against women and girls—VAWG—is a Government priority and these crimes have no place in our society. Last July, we published our new cross-Government “Tackling violence against women and girls strategy” to help ensure that women and girls are safe everywhere—at home, online and on the streets. We are committed to radically changing how we end VAWG with a whole-system approach focusing on prioritising prevention, supporting survivors and pursuing perpetrators. And in March we published the first ever dedicated and complementary “Tackling Domestic Abuse Plan”, which seeks to transform the whole of society’s response to domestic abuse.

The Council of Europe convention on combating violence against women and domestic violence, commonly known as the Istanbul convention, is a gold-standard international charter for the protection of women and girls. This Government were proud to sign it in 2012, to signal our strong commitment to tackling VAWG. The Government have always remained committed to ratifying the convention and since signing it we have worked to significantly strengthen our legislative framework and have introduced a wide range of tools to protect victims better. Our measures to protect women and girls from violence are some of the most robust in the world, and in some respects we go further than the convention requires.

The Government are now satisfied that they have the legislative framework and other necessary measures in place to meet the requirements of the convention. I am therefore now pleased to confirm, as required by section 1(3)(a) of the Preventing and Combating Violence Against Women and Domestic Violence (Ratification of Convention) Act 2017, that the UK is compliant with the Istanbul convention and in a position to seek Parliament’s approval to ratify it. Ratification will send a strong message to women and girls in this country that the Government are committed to ensuring their safety and to ending VAWG. It will also send an equally strong message to our partners internationally which confirms that the UK remains at the forefront of tackling VAWG across the globe.

I am pleased also to confirm that the Government are today laying the text of the Istanbul convention in the form of a Command Paper in both Houses, alongside an explanatory memorandum. If no objections are raised to ratification of the convention in either House within the next 21 joint sitting days, the Government will arrange to deposit their instrument of ratification. In line with the requirement under section 1(3)(b) of the 2017 Act, I can therefore confirm that I would expect the UK to have ratified the convention by 31 July 2022.

Article 78(2) of the convention allows countries to make a reservation on certain provisions of the convention. This means that the country will not be bound by that particular provision. The Government have decided to make reservations on two of those provisions. We will be applying a reservation on part of article 44, which relates to the prosecution of UK residents for committing acts in another country which are crimes in UK law but not under the law of that other country, and which reflects the provisions of the Sexual Offences Act 2003 and the Domestic Abuse Act 2021. We will also be applying a reservation on article 59, which relates to migrant victims, to enable us to ratify the convention before the evaluation of the Support for Migrant Victims scheme concludes, at which point we will consider the policy issues involved substantively, and whether that reservation should continue. Further detail on the reservations is contained within the explanatory memorandum published today.

I know that ratifying this convention will send a strong message about the UK’s commitment to tackling domestic abuse and violence against women and girls, and will help us to continue to lead the way in tackling these terrible crimes.

I am pleased to say that my Department has introduced a National Security Bill to the House of Commons. This Bill brings together a suite of new measures to further protect our national security, the safety of the public and our vital interests from the hostile activities of foreign states.

This activity is a growing concern, even though it often takes place away from the public eye. The harm, which includes espionage and sabotage, foreign interference in our political system, and even attempted assassinations, is significant. This foundational legislation will provide tools and powers for our fight against state threats for years to come. It will keep our country safe by delivering the biggest overhaul of UK state threats legislation for a generation. Its measures will make it even harder for those working on behalf of foreign states to undermine our national security, economy and democracy. And while the core of the Bill focuses on countering hostile activity from foreign states, it will also include measures to combat the enduring threat of terrorism through reforms to restrict the access of convicted terrorists to civil legal aid.

The National Security Bill:

Further protects our national security, the safety of the British public and safeguards our national interests from hostile activity from foreign states.

Addresses the new state threats our country faces including from espionage and interference, sabotage and disinformation.

Ensures our world class security and intelligence agencies and police have the modern tools, powers and protections they need to counter those who seek to do us harm.

Protects us and makes the UK even harder target for those would attack or interfere with our national security, our vital interests and our democracy.

The Home Office has developed the Bill in partnership with wider Government and our world-class law enforcement and intelligence agencies, building on the support expressed for work to improve our toolkit in the public consultation we ran last year. In detail, the core state threats measures in the legislation will:

For the first time, make it an offence to work covertly for a foreign intelligence service in the UK.

Create a modern set of offences to protect the UK against espionage and other harmful conduct, focusing on the obtaining and disclosure of protected information and trade secrets, and the assisting of foreign intelligence service offences referred to above. It repeals and replaces existing espionage laws which were primarily designed to counter the threat from German spies before and after the first world war.

Provide our law enforcement and intelligence agencies with new offences, tools and powers to detect, deter and disrupt threats from those acting on behalf of foreign states with a harmful purpose in the UK. For example, this includes seeking, by illegitimate means, to influence public figures or stealing our trade secrets.

Modernise the regime which governs access to, in and around the UK’s sensitive sites that require higher levels of deterrence against unlawful access.

Modernise the existing search warrant power to enable the police to obtain evidence of state threats activities.

Create new offences to tackle state-backed sabotage and foreign interference, as well as a preparatory conduct offence that will allow disruptive action to be taken at an earlier stage (thereby reducing the harm done).

Require sentences for other offences where there is a state link (e.g. kidnap) to be aggravated (increased) to reflect the additional seriousness of the issue.

Introduce a new suite of state threat “prevention and investigation measures” to use as a tool of last resort to manage those who pose a threat but whom it has not been possible to prosecute.

Improve existing powers which grant police officers the ability to stop individuals at ports to ascertain their involvement in hostile activity by foreign states.

To further strengthen our defence against foreign influence, we will bring forward a foreign influence registration scheme requiring individuals to register certain arrangements with foreign Governments to deter and disrupt state threats activity in the UK. This scheme will be brought forward by Government amendment to the National Security Bill as soon as possible. The Government are considering the scheme’s requirements to ensure it is effective in dealing with the current threat and protects the interests of the UK.

The core of the Bill focuses on countering hostile activity from foreign states, and these proposals will apply UK-wide, as will measures to further enable the courts to freeze or limit civil damages being paid to convicted terrorists where these funds might support further acts of terrorism.

The Bill will also make minor reforms to the Serious Crime Act 2007 relating to the protections of those executing the functions of intelligence, law enforcement and defence when engaged in authorised information exchanges.

It is an honour to open today’s Queen’s Speech debate on behalf of Her Majesty’s Government.

Keeping citizens safe is the first duty of any Government and, although it is not the only duty, meeting every other duty depends on it. Whenever fear and crime flourish, people cannot, and nor can our economy or our democracy. The Conservative party is the party of law and order. Unlike some, we understand that freedom includes the freedom of the law-abiding majority to go about their business free from harm. Those on the Opposition Benches are eager to defend the murderers, paedophiles, rapists, thugs and people with no right to be here. They cheer on selfish protestors who cause chaos and endanger lives. They back people who thwart the removal of foreign national offenders from our country.

In the last Session, opposition parties voted against the Police, Crime, Sentencing and Courts Bill and the measures to stop the likes of Insulate Britain ruining the lives of ordinary working people going about their daily business.

Opposition parties voted against tougher sentences for killer drivers, greater powers to monitor terrorists, and an end to the automatic release of dangerous criminals. They are much less curious about the rights of everyone else to go about their everyday business free from molestation. It amazes me that the Labour party dares to hold a debate on crime just after having voted against the PCSC Bill. If Labour Members really cared, they would have backed the Bill.

This Government and this party back the police, our intelligence and security services and the law-abiding majority. We have reformed the criminal justice system so that it better supports victims and ensures that criminals are not only caught, but punished.

While the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper) voted repeatedly against boosting police funding, we have given the police the investment they need. An increase of £1.1 billion has taken the spending to nearly £17 billion a year.

I am very grateful to the Home Secretary for giving way. I want to engage not in the to and fro on which she started her contribution, but on a subject where I think there is unity across the House, which is in the fight against economic crime. Does she agree that if we are to be effective in fighting economic crime, we must have measures that introduce better transparency, that properly fund our enforcement agencies, because, at the moment, they are not fit for purpose, and that also hold to account the enablers of economic crime for the actions that they take?

The right hon. Lady is absolutely right. I will come onto the forthcoming economic crime Bill, which speaks very specifically not just about how we do better and more, but how we target our resources to stamp out fraud and go after the permissive environment and the individuals who occupy that space and commit the most appalling economic crimes.

Since I became Home Secretary, an additional 13,500 police officers have been recruited. We are well on the way to our target of 20,000 more police officers by next March. Following the incredible response to our public consultation—

I am extremely grateful to the Home Secretary for giving way. May I reinforce the cross-party nature of what the right hon. Member for Barking (Dame Margaret Hodge) has just said? She will know that the right hon. Lady and I have done quite a lot in the House to support the points that she has just made. I very much hope that, when the right moment comes in the economic crime Bill, she will listen carefully to the work that has already been done to try to reinforce the very point that she has just made.

My right hon. Friend is correct on this. I know that, for many years, he has been a champion of many of the reforms, some of which have been put in place. We have had part 1—the Economic Crime (Transparency and Enforcement) Act 2022 and sanctions—but the next Bill will also tackle Companies House and many of the wider issues that have been raised.

The Home Secretary has talked about the extra 13,000 officers recruited across the UK. It perhaps helps to break the figures down. Cheshire has had 189 new officers, and we are seeing results from those additional recruits. There has been a striking improvement in the number of arrests in relation to child abuse cases. Those officers increased from 10 to 46, and last month, we saw 28 extra arrests in Cheshire. Does she agree that that sort of increase makes a significant difference? It is not just about having fluorescent jackets on the streets; it is about the work of investigators tackling terrible crimes such as child abuse.

My hon. Friend is right. There are a number of points to make on that. I know that the Minister for Crime and Policing recently visited that team. First and foremost, when it comes to the most appalling crimes of child abuse and sexual exploitation, a number of significant measures were passed through Parliament in the Police, Crime, Sentencing and Courts Bill, including tougher sentences, which, as I have already said, the Labour party voted against.

Let me make a bit more progress.

Following the incredible response to our public consultation, we published the violence against women and girls strategy. The Government have passed the Domestic Abuse Act 2021 and launched the multi-year “Enough” campaign to challenge and change misogynistic attitudes. These are terrible crimes that disproportionately affect women and girls, such as domestic abuse, sexual violence, stalking and female genital mutilation. Addressing them is our priority and responsibility. The Government’s rape review found a steep decline in the number of cases reaching court since 2016. One of the key reasons for this was the number of victims withdrawing from the criminal justice process, and in too many instances the criminal justice system has simply not been good enough and has failed victims. Across Government, my colleagues and I intend to transform support for victims by ensuring that cases are investigated fully and pursued vigorously through the courts.

I will come on to that as well, but first I want to speak about the rape action plan. We will increase the number of cases reaching court back to 2016 levels, which means reducing the number of victims who withdraw from the process and putting more rapists behind bars.

Crucial in how the Government will do this is not just money but investment in capabilities and the court system. The Government are investing over £80 million in the Crown Prosecution Service to tackle backlogs and recruit more prosecutors across the entire the country, because we need to start tackling this inequality. There is a significant inequality; that is in part a result of factors such as the way charges have been made and prosecutions brought, but there are other challenges as well.

The other factor in terms of policing is the increase in the volume of digital evidence, and a vast amount of work is taking place across policing and the CPS now looking at how we can have an end-to-end approach across the criminal justice system to assess digital evidence. Also, for the first time the criminal justice system is now going to be held to account through performance scorecards through the crime and justice taskforce and also through the MOJ as well as the Home Office.

I thank the right hon. Lady for giving way. Is she aware, among student victims of sexual assault, of the use of gagging clauses and non-disclosure agreements in university non-contact agreements? I am in touch with various victims, particularly from Oxford university. One college, Lady Margaret Hall, has now signed a pledge to no longer use these but none of the other colleges has. Will the right hon. Lady join me and the universities Minister, the right hon. Member for Chippenham (Michelle Donelan), in asking other colleges to do the same, and will she consider meeting me so that I can relay to her the thoughts of victims in these cases?

The hon. Lady is absolutely right. [Interruption.] I hear calls for more legislation from Labour Members, but, frankly, they also vote against all Government legislation. The hon. Lady raises a serious point. Through the crime and justice taskforce particularly, which is a cross-Government endeavour, the Education Secretary and other parts of Government are working with the MOJ to address and tackle these issues. The CPS has an important role to play here as well. I would be delighted to meet the hon. Lady and to speak to the universities Minister about this, because it is simply not right. Frankly, some of the practices being used are immoral, because they are effectively denying victims their right to have a voice.

I am very grateful to the Home Secretary. On the issue of convictions for rape and serious sexual assault, one of the recommendations from the Home Affairs Committee was to have RASSO—rape and serious sexual offences—units in all police forces. Will the Home Secretary ensure that all police forces now have those specialist units, because we know if that is the case, it is more likely that investigations will be more thorough, victims will be treated better and convictions will follow?

The right hon. Lady is absolutely right, and she will be aware of Operation Soteria, which does that. I will come on to wider support through the courts system and independent gender violence advocates, but the system is working now in a much more joined-up way, which I am sure the right hon. Member for Normanton, Pontefract and Castleford will also welcome. These measures have to be integrated not only with policing, but with the CPS, so that we have an end-to-end approach on prosecution.

The Home Secretary talked about passports. Constituents are telling me that the long delays at the Passport Office could both badly affect the travel industry and ruin family holidays. We need action now. Will she ensure the backlog is dealt with in the coming weeks?

If the hon. Gentleman has a particular case, I have been speaking to other hon. Members—[Interruption.] No, please send it to me. There has been a problem with Teleperformance, the company that runs the helpline on this, but I would be happy to address his points. There is a great deal of work taking place operationally with Her Majesty’s Passport Office in dealing with passports and applications, and we are about to have yet another record month of passport delivery.

The fourth round of the proven safer streets fund is worth £50 million and will help to reclaim spaces so that people across our communities and streets are safe. Alongside that initiative, the Government have worked assiduously to combat issues such as drugs and county lines. While we know that Opposition Members are weak on combating drugs, this Government have overseen the arrest of 7,400 people as part of the county lines drug programme, and 1,500 lines have been closed. Drug seizures by police officers and Border Force in England and Wales in 2020-21 increased by 21% on the previous year. The 10-year drugs strategy is underpinned by £30 million of new investment to tackle that scourge.

The Police, Crime, Sentencing and Courts Act 2022 backs the police with improved powers and more support for officers and their families in recognition of the unique and enormous sacrifices they make. It means tougher sentences for the worst offenders and modernises the criminal justice system with an overhaul of court and tribunal processes.

I thank my right hon. Friend the Home Secretary for the Police, Crime, Sentencing and Courts Act. When I brought to this House the Desecration of War Memorials Bill, she immediately picked it up and ran with it and included it in the policing Bill, despite the mocking from the Labour party, including the Leader of the Opposition, saying that we were trying to protect statues rather than war graves and the war memorials to our glorious dead. Thank you, Home Secretary.

I thank my hon. Friend for his support in making the Police, Crime, Sentencing and Courts Bill an Act of Parliament. It is through that work that we are now able not only to protect and stand with our officers and back the police, but to have tougher sentences for the worst offenders and to modernise the criminal justice system. The most serious sexual and violent offenders will spend longer in prison. The maximum sentence for assaulting an emergency worker has doubled, and whole-life orders for those who commit premeditated murder of a child will be extended. Those are all key features of the Act.

This Government are also investing £4 billion to create 20,000 additional prison places by the mid-2020s, and the GPS tagging of 10,000 burglars, robbers and thieves over the next three years will deter further offending and support the police in pinning down criminals at the scene of their crime. That is why this Government will not stop. The beating crime plan is exactly the plan to cut rates of serious violence, homicide and neighbourhood crime.

If the Home Secretary will allow me to intervene, I co-chair with the hon. Member for Bromley and Chislehurst (Sir Robert Neill) the all-party parliamentary group on miscarriages of justice. We are looking at the real problems with forensic science since its privatisation. If we are going to catch more criminals and have a more effective criminal justice system, will the Home Secretary make it a priority to ensure that forensic science in every part of the country is as good as it can be?

I pay tribute to the hon. Gentleman and the work of that group. Forensic science and the investment that goes into it is absolutely crucial to making sure that justice is served, and that victims receive the justice that they deserve. I would be happy, perhaps with Ministers, to organise a meeting on this, because there is a great deal of investment and work in forensic science. That is primarily because crime types evolve, and, in terms of the way in which sexual violence cases such as rape take place, digital evidence needs to be treated in a very different way, with the time that digital downloads take and the implications for forensic use. We would be happy to meet and have further discussion, and perhaps share any information and any good practice that we are experiencing in this evolving area.

The beating crime plan includes £130 million to tackle serious violence and knife crime. This complements the improved stop-and-search powers that we have given the police so that they can do what is necessary to keep people safe. This law and order Conservative Government are introducing several Bills in this parliamentary Session that will further help to prevent crime and deliver justice. The Police, Crime, Sentencing and Courts Act was a major step forward, but elements were frustrated by the unelected other place, urged on by Opposition Members. We will not be deterred from our duty to protect the law-abiding majority from the mob rule and the thuggery that we have seen. The public order Bill will combat the guerrilla tactics that bring such misery to the hard-working public, disrupt businesses, interfere with emergency services, cost taxpayers millions, and put life at risk.

The public order Bill, as the Home Secretary knows, will be music to the ears of many residents in Ashfield. We have seen these eco whatever-they-ares with their little hammers smashing up petrol stations. Does she think it is a good idea to give them bigger hammers and other tools and put them to work seven days a week like the rest of us?

My hon. Friend, like me, believes in work, and that is effectively what we are doing in this Government—we are cracking on with the job, basically, in delivering on the British people’s priorities.

It is important to reflect on this point: the dangerous nature of these protests should not be lost on anyone in this House. We saw in particular the recent Just Stop Oil protest, and there are other sites and oil refineries where these protesters impose themselves. It really is a miracle that somebody has not been killed or injured through the tactics that are being used. To give one example, in the county of Essex, £3.5 million was spent just on policing overtime to deal with those protesters, draining the resources of Essex police so that it could not protect citizens across the county, and at the same time it had to call for mutual aid from Scotland, Wales, and Devon and Cornwall.

Despite Labour and the Lib Dems ganging up to prevent those measures from being included in the PCSC Act, we will act to support ordinary working people because we are on their side. The public order Bill will prevent our major transport projects and infrastructure from being targeted by protesters and introduce a new criminal offence of locking on and going equipped to lock on, criminalising the act of attaching oneself to other people, objects or buildings to cause serious disruption and harm. The Bill also extends stop-and-search powers for the police to search for and seize articles related to protest-related offences and introduces serious disruption prevention orders—a new preventive court order targeting protesters who are determined to repeatedly inflict disruption on the public. The breach of those orders will be a criminal offence.

Modern slavery is something that rightly exercises this House. It is a damning indictment of humanity that this ancient evil has not gone away. This Government will follow previous Conservative Governments in doing everything that we can to identify it and stamp it out. The new modern slavery Bill will strengthen the protection and support for victims of human trafficking and modern slavery. It will place greater demands on companies and other organisations to keep modern slavery out of their supply chains. The Bill will enshrine in domestic law the Government’s international obligations to victims of modern slavery, especially regarding their rights to assistance and support, and it will provide greater legal certainty for victims accessing needs-based support. Law enforcement agencies will have stronger tools to prevent modern slavery, protect victims, and bring those engaged in this obscene trade to justice.

In response to Putin’s appalling and barbaric war on Ukraine, this House passed an economic crime Bill within a day so that we could sanction those with ties to Putin. The UK is an outstanding country to do business in, in no small part because dirty money is not welcome here. An additional economic crime and corporate transparency Bill will mean that we can crack down even harder on the kleptocrats, criminals and terrorists who abuse our open economy. There will be greater protections for customers, consumers and businesses from economic crime such as fraud and money laundering. Companies House will be supported in delivering a better service for over 4 million UK companies, with improved collection of data to inform business transactions and lending decisions throughout our economy.

The Online Safety Bill will tackle fraud and scams by requiring large social media platforms and search engines to prevent the publication of fraudulent paid-for advertising. It will address the most serious illegal content, including child sexual exploitation and abuse, much of which beggars belief and is utterly sickening. Public trust will be restored by making companies responsible for their users’ safety online. Communication offences will reflect the modern world, with updated laws on threatening communication online, as well as criminalising cyber-flashing.

The Home Secretary has expressed her outrage and disgust at the crime and abuse that is to be found online. Why has her party done nothing about it for the past 12 years?

First, the hon. Lady and her party spend a great deal of time voting against the measures that we do bring forward on this. Secondly, the passage of the Online Safety Bill will give her and her party every opportunity to support us in keeping the public safe through some of the new offences that will be brought in.

This Government were elected with a manifesto commitment to update the Human Rights Act 1998 so that we enjoy the right balance between the rights of individuals, national security, and effective government. The UK is a global leader with ancient and proud traditions of freedom and human rights. Our Bill of Rights will reinforce freedom of speech and recognise trial by jury. It will strengthen our common-law traditions and reduce our reliance on Strasbourg case law. Crucially, the Bill of Rights will restore public confidence and curb the abuse of the human rights framework by criminals. This is a welcome and much-needed update, 20 years after the Human Rights Act came into force, and it will apply to the whole of the United Kingdom. Human rights are not something that should only be extended to criminals. In what has to be the most twisted logic I have seen as Home Secretary, I have lost count of the number of representations I have received from immigration lawyers and Labour Members begging me not to deport dangerous foreign criminals. The Conservative party stands firmly with the law-abiding majority.

The most vulnerable among us are not murderers, sex offenders and violent thugs, but their victims. Our victims Bill will mean that victims are at the heart of the criminal justice system, that they will get the right support at the right time, and that when they report a crime, the system will deliver a fair and speedy outcome. The victims code will be placed into law, giving a clear signal of what they have a right to expect. There will be more transparent and better oversight of how criminal justice agencies support victims so that we can identify problems, drive up standards, and give the public confidence. We are increasing the funding for victim support services to £185 million by 2024-25. That will mean more independent sexual and domestic violence advisers and new key services such as a crisis helpline.

I very much welcome the measures to put the victims code on a statutory footing, because these are very basic rights that need to be upheld for anyone who is a victim of crime. One of the other consequences of being a victim of crime is often the mental health fall-out from being involved in that crime and what follows afterwards—the trial or other matters. During what is Mental Health Awareness Week, I ask: what can be done to add to the victims code to ensure that those who find themselves in that unenviable position get the support they need so that they can get their mental health back as well as the rest of their life?

My hon. Friend makes probably one of the most important points about support for victims, and also about how we can help victims to rebuild their lives and live their lives with confidence going forward.

Within this work and the framework is the question of how we integrate many of our mental health service supports and the NHS more widely. The funding for victims, particularly in the areas of independent sexual violence and domestic violence advisers, is just one part of that. Legislation is only part of the solution. It is about how we deliver integrated services within our communities and also how much of the triaging takes place, whether that is through police and crime commissioners, the Victims’ Commissioner or even local policing, as well as mental health services in the community.

I thank the Home Secretary for giving way. She mentioned £187 million, I think, for victim support. Will some of that money come to Northern Ireland? Will it be new money? Will it be part of the Barnett consequentials? How will it filter through?

Many of these issues are devolved matters, but this is such important work—a lot of good work is taking place through the integrated end-to-end approach, and also through the scorecards that we are now setting up—that I would be very happy for the hon. Gentleman to speak to our Ministers about best practice, learnings and how the work can come to Northern Ireland. There is, it is fair to say, a great deal more that we do need to do in Northern Ireland, and I know we have had these conversations many times.

The data reform Bill will modernise the Information Commissioner’s Office so that it can take stronger action against organisations that breach data rules. We now have more than 490 Crown court places available for use, which is comparable to pre-pandemic levels, and more than 700 courtrooms that can safely hold face-to-face hearings are open across the civil and family justice system. An additional 250 rooms are available for virtual hearings. In March, we announced the extension of 30 Nightingale courtrooms, and we have opened two new super-courtrooms in Manchester and Loughborough. Furthermore, we are ensuring sufficient judicial capacity by expanding our plans for judicial recruitment.

The Nationality and Borders Act 2022 will mean that we can focus our support on those who need it most, not on those who can afford to pay the evil people-smuggling gangs to come into our country. The Act increases the sentences for those coming here illegally and means that people-smugglers face life behind bars. It also makes it easier for us to remove dangerous foreign criminals, as demanded by the British public but not by those on the Opposition Benches or those lawyers working to undermine the will of the public. The British public’s priorities are those of this Government. We are on their side, and we will continue to do everything we can by making this Act viable and workable and delivering for the British people.

We are hospitable and charitable as a country, but our capacity to support the more than 80 million people worldwide who are on the move is not limitless. Many Labour Members and others on the Opposition Benches do not seem to understand that, but we do. It is why we have developed our world-leading migration and economic development partnership with Rwanda to deter illegal entry. We are providing solutions to the global migration challenges that countries across the world are facing. As ever, we hear very little from the Opposition, who seem to support the same old broken system and uncontrolled migration to our country.

Two terrorist incidents highlight how we can never be complacent. The attack outside Liverpool Women’s Hospital last year would have been a disaster, had it not been for the incredible quick thinking and courage of the taxi driver involved on the scene. The terrible murder of our dear friend Sir David Amess was shocking, but not without precedent. We have worked closely together, Mr Speaker, to tighten security for Members, and we will continue to do so, and this Government will continue to work with our Five Eyes partners to keep the United Kingdom and our allies safe.

The “National Cyber Strategy 2022” outlines my approach to tackling cyber-crime. We have terrorist activity committed online and information circulated by terrorist individuals and organisations. Going further, the G7 forum on ransomware launched new programmes, such as our work on economic crime, to counter illicit finance and commodities. Improving our international partners’ ability to disrupt organised crime and terrorist activity is a priority to which this Government are committed.

In the past 12 months, we have completed a review of police firearms licensing procedures in response to the terrible and tragic shootings in Plymouth last August. New statutory guidance came into force in November. It improves firearms licensing safety standards and will ensure greater consistency in decision-making. The measures in the national security Bill will further protect our national security, the British public and our vital interests from those who seek to harm the UK. It delivers on our manifesto commitment to ensure that the security services have the powers they need.

The Bill represents the biggest overhaul of state threats legislation for a generation. We have world-class law enforcement and intelligence agencies, but they face an ever-present and increasingly sophisticated threat. The Bill gives them an enhanced range of tools, powers and protections to tackle the full range of state threats that have evolved since we last legislated in this area. It will also prevent the exploitation of civil legal aid and civil damage payments by convicted terrorists. The Bill enhances our ability to deter, detect and disrupt state actors who target the UK, preventing spies from harming our strategic interests and stealing our innovations and inventions.

The Bill also repeals and replaces existing espionage laws, many of which were primarily designed to counter the threat from German spies around the time of the first world war. It will introduce new offences to address state-backed sabotage, foreign interference, the theft of trade secrets and the assisting of a foreign intelligence service. The Bill will for the first time make it an offence to be a covert foreign spy on our soil. A foreign influence registration scheme will require individuals to register certain arrangements with foreign Governments, to help prevent damaging or hostile influence being exerted by them here.

Can the Home Secretary confirm whether the national security Bill will clarify whether it would have been inappropriate or unlawful for a Foreign Secretary to have met a former KGB officer, as we understand the Prime Minister did back in April 2018?

If I may, I will not comment on that specific example that has been given. Actually, I think the focus should be on the legislation that is coming forward in this House, where there are plenty of debates to be had, rather than making a point like that. I think it speaks to how the Opposition treat matters of national security, and the disdain that they show to the significance of the threats posed.

I will not, because I need to make progress so that others can come in.

The national security Bill provides us with powers to tackle state threats at an earlier stage by criminalising conduct in preparation for state threats activity. It will also mean that other offences committed by those acting for a foreign state can be labelled as state threats and those responsible sentenced accordingly. When sentencing for offences outside of the Bill, judges will be required to consider any connection to state threat activity and reflect the seriousness of that when handing down a sentence. There is also a new range of measures to manage those who pose a threat but it has not been possible to prosecute them. The use of these measures will be subject to rigorous checks and balances, including from the courts, but we cannot be passive, sitting around until someone does something awful.

The Manchester bombing tore into the fabric of our freedom. It was a truly evil act that targeted people, many of them young or children, who were doing something that should have been a simple pleasure—attending a concert. The protect Bill will keep people safe by introducing new security requirements for certain public locations and venues to ensure preparedness for and protection from terrorist attacks. It will provide clarity on protective security and preparedness responsibilities for organisations as part of the protect duty, and it will bring an inspection and enforcement regime that will seek to educate, advise and ensure compliance with the duty. We have worked closely across Government with partners and victims’ groups, and I pay particular tribute to Figen Murray and the Martyn’s law campaign team for developing the proposals and working with us.

These Bills further establish the Conservative party as the party of law and order, as do all the actions I have taken since I became Home Secretary. The people’s priorities are our priorities. Those on the Opposition Benches have only two responses, which they alternate between. Whether we hear splenetic outrage or total silence, their warped worldview means they have plenty to say about the rights of lawbreakers, but nothing to offer the law-abiding majority. We await their plan for a fair and firm immigration system that rewards those in need, not evil people-smugglers.

I will not; I am wrapping up. We await the Opposition’s plan to beat crime. We await their plan for a criminal justice system that protects victims and punishes the guilty. We will wait in vain, while the Government get on and do the job of delivering on the people’s priorities.

The right to protest peacefully, for people to exercise their rights to freedom of speech and assembly, is a cornerstone of our democratic values and will always be defended by this Government. However, the rights of protesters must be balanced with the rights of the general public to go about their daily lives free from serious disruption or harm. In recent months, we have seen a minority of protestors using guerrilla tactics that cause misery to the hard-working public, disrupt businesses, interfere with emergency services, cost millions in taxpayers’ money, divert the police from tackling crime and put lives at risk.

The Public Order Bill, introduced in the House of Commons today, builds on the public order measures in part 3 of the Police, Crime, Sentencing and Courts Act 2022 which, among other things, updates the powers in the Public Order Act 1986 enabling the police to impose conditions on a protest, provides for a statutory offence of intentionally or recklessly causing public nuisance and increases the maximum penalty for the offence of wilful obstruction of a highway. The Government had originally sought to include the majority of the new measures announced today in the Police, Crime, Sentencing and Courts Bill, but the Government’s amendments to that Bill were blocked by the House of Lords. Since then, we have seen the Just Stop Oil protests which threatened fuel shortages across the country.

The Public Order Bill includes the following measures:

Offences related to locking on—creating two new offences designed to deter individuals from “locking on” and “going equipped to lock on”. Locking-on is the tactic in which protesters attach themselves to other individuals, objects or land, or attach objects together or to land, creating an obstruction which is capable of causing serious disruption and is difficult and time consuming for the police to remove.

Obstruction of major transport works—creating a new offence of obstructing the construction or maintenance of major transport works

Interference with key national infrastructure—creating a new offence which covers any behaviour which prevents or significantly delays the use or operation of key infrastructure, such as roads, railways, airports, oil refineries (which we have seen an increase of in the last few months), gas installations, power plants and printing presses.

Powers to stop and search—extending existing stop and search powers to allow the police to search and seize objects made, adapted, or intended for use in the course of specified protest- related offences (including the new offences listed above). There will be both a suspicion-led power, amending section 1 of the Police and Criminal Evidence Act 1984, and a suspicion-less power, based on section 60 of the Criminal Justice and Public Order Act 1994.

Serious disruption prevention orders—introducing a new preventative court order—the serious disruption prevention order (SDPO), aimed at tackling repeated highly disruptive behaviour by prolific protestors. The new Bill now includes provision for the electronic tagging of persons subject to an SDPO.

Power of chief officers of police to delegate certain functions under the Public Order Act 1986—equalising the seniority of police officer in London who may attach conditions to an upcoming protest or prohibit a trespassory assembly to match that applicable in forces outside of London. The current minimum rank of assistant commissioner will be changed to that of commander, which is equivalent to assistant chief constables outside of London. This is a new measure included in this Bill.

The Government have introduced two new safe and legal routes for Ukrainian nationals: the Ukraine family scheme and the Homes for Ukraine scheme. As of 21 April, more than 71,000 visas had been issued under both schemes. Under the schemes, neither route is capped, and the Ukraine extension scheme permits Ukrainians who are already in the UK to extend their stay.

Members from throughout the House have called on the Government to make it easier for people from Ukraine to seek sanctuary in the UK. Will the Home Secretary explain why the schemes for those who try to flee the Taliban are so limited and why, according to her own Department, the Nationality and Borders Bill does not establish safe and legal routes for those fleeing war, conflict or persecution?

First, the new plan for immigration spells out absolutely the Government’s approach to safe and legal routes. As I have said many times in the House, every safe and legal route needs to be bespoke, based on the crisis that we are seeking to address.

Secondly, in response to the hon. Lady’s question about Afghanistan, she will know that under the Afghan citizens resettlement scheme we will welcome up to 20,000 at-risk people who have been affected by the most appalling events in Afghanistan. That scheme was announced last year and will include women and girls and members of minority groups, given their vulnerability.

A family who are still in Ukraine have been reporting back to their Homes for Ukraine sponsors in Halifax that they have been able to hear the bombs getting closer every day of their 29-days-and-counting wait for a visa. The family in Ukraine have twins under the age of 10 who have, remarkably, had their visas processed at different speeds. A Home Office whistleblower has described the scheme as “designed to fail”. Government figures show that 40,000 visas have been issued under the Homes for Ukraine scheme, yet just 6,600 Ukrainians have actually arrived in the UK, because families who need to travel together cannot do so because the visa of just one family member, often a child, is delayed. Will the Home Secretary explain why, if 40,000 visas have been issued, so few Ukrainians have arrived in the UK? What is she doing to correct the situation?

I thank the hon. Lady for her question because she makes an important point. There are a number of points to make in response.

First, on the reason why low numbers have come to the UK, as I have already said, more than 71,000 visas for both schemes have been granted. The Minister for Refugees, Lord Harrington, went to the region just 10 days ago to find out why and what more could be done to bring over families who have been granted their visas to come over. First and foremost, as we have heard repeatedly from the Ukrainian Government and from Governments in the region—[Interruption.] Would the hon. Lady like to stand up and respond? First of all, those families want to stay in region. That is a fact and that is exactly why we are working with the various Governments in region.

The hon. Lady made an important point about families and younger children. Much of that is down to the checks, because they are not always travelling with parents. Safeguarding checks are being undertaken to ensure that they are all linked members of families. They are important checks that have to take place.

Less than half of 1% of Ukrainians fleeing Putin’s war have so far found shelter in the United Kingdom. There are currently more sheltered in Ireland than are sheltered here, despite our neighbours being 13 times smaller in terms of population. The real reason for this situation is the unnecessary, inappropriate and shambolic visa system that the Home Secretary has decided to impose. Approximately 140 other countries allow visa-free access. Surely, even at this late stage, the Home Secretary must lift visa requirements for all, or at least some, Ukrainians fleeing Putin’s war and get things moving.

I have repeated many times the reason why we have checks and visas. I appreciate the political difference between the Government and the hon. Gentleman’s party, but we are not members of the EU; we do not have open borders. I acknowledge that he has a fundamentally different point of view when it comes to open borders and not having checks on those who come to our country but, in this case, security checks are vital.

Border Force officers work tirelessly, not just to secure our borders but on all sorts of security work to safeguard our borders, and to intercept illicit and counterfeit goods at airports and at sea. That work covers more than 140 major sea and airports across the UK. I have commissioned an independent review of Border Force to identify ways in which its operation can be improved.

My Ynys Môn constituents are concerned about illegal immigration. Will my right hon. Friend thank Border Force—its staff in Holyhead have increased from 20 to 60—for its work? Can she reassure people across Anglesey that the Government remain committed to giving refuge to all those who need it, while acting compassionately and swiftly to remove those who do not?

My hon. Friend is absolutely right. I, too, have seen the work under way and what the teams do at Holyhead, which is incredible on many fronts; there is not only passenger work, but commercial work. She is right to highlight the issue of illegal migration and the work that Border Force does on that. The House has discussed some of that today. Holyhead is the second busiest port in the UK, and as a result of Brexit the team has expanded—she will know that; she has met them, as have I—from 20 to 60, meaning more skilled local jobs for her constituents.

My hon. Friend is absolutely right. First and foremost, we have security checks for very good reasons to do with the domestic safety of our homeland. At the same time, work is under way, as he will be aware, on the digitalisation of our borders, which is part of the post-Brexit global Britain work that is taking place. In fact, all Ministers from not just the Home Office but the Cabinet Office are heavily involved in that work.

The policy of sending asylum seekers to Rwanda is unworkable and unethical, and it will either cost billions or result in so few people being sent to Rwanda that it will not act as a deterrent to all the evil people smugglers. Will the Home Secretary tell me how much the policy will cost per person, or what her maximum budget is?

We have discussed this several times in the House in the last week. The UK is providing an initial investment of £120 million of support for the partnership as part of the new economic transformation and integration fund. I heard what the hon. Member’s party said—Labour Front Bench Members were chuntering about this last week—in calling the policy extortionate and unworkable. Of course, that is completely illogical because if it is not workable, it will not cost the British taxpayer money.

The Home Secretary deserves immense credit for her plan and her robust approach to deterring illegal immigration. The fact that we have not seen any small boat crossings in the last three days is evidence that some of the pull factors are being removed. Does she agree that if that trend continues, the cost of the policy will take care of itself?

I thank my hon. Friend for his question and comments. First, Labour is still trying to work out that doing nothing is not an option at all, because people have died. Secondly, the policy is exactly that: it is all about deterrence as well as ensuring that we can provide the right safe and humane approach for people who need our asylum system while cracking down on people smuggling gangs.

The Nationality and Borders Bill is the vehicle for the new plan for immigration. That is how we will address the challenge of illegal migration for the first time in over two decades through comprehensive reform of our asylum system. Illegal migration is facilitated by evil people smugglers, and the British public despise those people smugglers and want their Government to act to remove foreign criminals as well as deal with the whole issue of illegal migration. The Bill will mean that we can better protect and support those in need of asylum, deter illegal and dangerous routes of entry to the UK and, of course, remove more easily those with no right to be here. The Bill has already been strongly endorsed by the elected House, and it is vital that the other place now works to ensure that it becomes law.

Last week, I met directors of the Lancaster business improvement district to discuss antisocial behaviour in our city centre. Will the Home Secretary accept my invitation to come to Lancaster to meet the directors of Lancaster BID and hear about the work they are doing to fund a BID warden to support police in Lancaster city centre to reduce antisocial behaviour?

I thank the hon. Lady for her question. If I may, I would like to pay tribute to both her police force and the police and crime commissioner, Andrew Snowden. I was in Lancaster recently, about a month ago. I would be delighted to visit again, I really would. I want to emphasise the power of business improvement districts in dealing with issues such as antisocial behaviour, giving businesses the confidence they need and ensuring they have police support so they can carry on investing in their businesses and creating jobs locally.

My hon. Friend is absolutely right. This is a point to reflect on the United Kingdom’s contribution to the Ukraine effort. As well as the long-standing aid and military support, the Government’s commitment and the Prime Minister’s leadership, over 70,000 visas have been granted, and rightly so, to people who are fleeing war and persecution. And, of course, our schemes are completely uncapped.

I have been contacted about a pensioner who found nothing was done about serious harassment by her neighbours; shop owners who said nothing was done about someone who repeatedly smashed their windows; a burglary victim given nothing more than a crime number, and a rape victim who found herself being investigated rather than the rapist until the case was dropped—victims who are all being badly let down. Under the Conservatives, even though more crimes are being reported to the police, arrests and prosecutions have gone down sharply. Why is the Home Secretary letting so many more criminals off?

On the contrary, the right hon. Lady may want to back our Police, Crime, Sentencing and Courts Bill when it comes to police, crime, courts and sentencing. She will also reflect on the fact that when the statistics for crime in England and Wales for year ending September 2021 were published, neighbourhood crime was 33% lower than the previous year, burglary offences were lower than the previous year, and other offences including robbery, vehicle offences and theft from the person were also down. This is a Government who have invested record sums in policing and training. Look at the work we are doing with police and crime commissioners across the country. There are a few other points that, if I may, Mr Speaker, I would like to make to the right hon. Lady. When it comes to courts—

T4.   Since Putin’s evil invasion of Ukraine, Poland has given refuge to well over 2 million people. When members of the British Group of the Inter-Parliamentary Union met our Polish counterparts recently, they said that one way in which we could help here was by setting up mayor-to-mayor twinning links. In the light of that, does the Home Secretary welcome the twinning arrangement between Pershore in West Worcestershire and Wyry in Poland?

T5. In 2017, the UK Government introduced a visa concession for offshore wind farm workers, which was extended for one year in July 2021. That visa concession effectively allows offshore wind farm companies to undercut the pay and conditions of British seafarers and exploit overseas workers. A few weeks ago, the Prime Minister committed to expanding offshore wind farms. In the light of the disgraceful decision by P&O Ferries to sack 786 British seafarers and replace them with exploited foreign labour, will the Home Office commit to ending the offshore wind farm worker concession to ensure that UK seafarers can compete fairly for these jobs?

The main response to this issue should be safe and legal routes. The Government keep saying that they have them. I submitted a written question asking for the detail of all the routes available, and the detail of those routes fits on half a page, because there are practically none for the entire world.

If the hon. Lady has read the new plan for immigration—I hope she has—she will be very clear about the Government’s policy on safe and legal routes. I have outlined today a number of safe and legal routes to which the Government have committed, including two routes for Ukrainian nationals and the two routes for those who fled Afghanistan last year.

T7. People smugglers are evil. People have been exploited, beaten, robbed, raped and have even died, and we need to do everything that we can to stamp out this evil trade. Does my right hon. Friend agree with me and the vast majority of Rother Valley residents that the Rwanda plan is not only the right thing to do, because it will cut down on illegal immigration and reduce pressure on public services, but will ultimately save lives?

My hon. Friend is absolutely right. Although Opposition Members yell about the lack of support, I will come back to a number of points. First, doing nothing is not an option. We have to do everything that we possibly can to break up these evil people smugglers, who are unhinged and will stop at nothing to exploit individuals. Secondly, through the new plan for immigration and our wider work through the Nationality and Borders Bill, which is coming back to the House tomorrow, we want to bring our plan together and deliver for the British people.

On 31 March, Lord Harrington had to apologise for inadvertently misleading the other place when he said that a drop-down arrow was available on the form for Ukrainian refugees in the Ukrainian language. When he apologised, he said that that was “in train”. Will the Home Secretary ‘fess up and confirm that it is Home Office policy not to have a translated version of the form, or if it is, where is Lord Harrington’s severely delayed train?

Today, my constituent Graham Hughes is doing his latest humanitarian run to Poland. He hopes to return with a Ukrainian refugee and her 11-year-old daughter, who recently managed to escape the horrors of Mariupol shortly before the evacuation routes closed but are now waiting anxiously in Lviv. Despite Graham and his partner having applied to sponsor them nearly a month ago, they have yet to be granted passage to the UK. Graham and Katherine are ready to bring these people to safety in Durham. Will the Home Secretary do everything possible to expedite that?

Friend join me in congratulating Nottinghamshire police on hitting their recruitment uplift target a year ahead of schedule, so we now have more police officers in Nottinghamshire than at any time in the past 10 years? Can she commit to a date when the long-promised police funding formula review will start?

I commend Nottinghamshire police and their outstanding chief constable for all the work that the team have been doing. They have been really focusing on driving down crime through recruitment and the training of new officers. My hon. Friend rightly asks about the police funding formula, which is under way through the Minister for Crime and Policing. It is deeply complicated, as my hon. Friend will be well aware, but we are happy to report back on it.

One mother from Barnsley submitted her daughter’s passport application in January, five months in advance of their holiday next week, but she is yet to receive it. My office has had to wait two hours to speak to someone at the Home Office today. What is the Home Secretary doing to address the unacceptable delays in passport applications?

The hon. Lady will have heard the comments from the Under-Secretary of State, my hon. Friend the Member for Torbay (Kevin Foster), about work at the Passport Office. The hon. Lady said that her constituent submitted her passport application in January. If we can have the details, we will pick the case up, but that is a very unusual delay—there must be a problem.

Now then: the world-class Rwanda plan has been welcomed by anybody who actually lives in the real world, because it saves lives in the channel. Unfortunately, that lot opposite do not live in the real world. Does the Home Secretary agree that the Labour party now has a chance to either back the plan or back the criminals?

My hon. Friend, as ever, is very clear. It is world-class and a world first, and we are proud of it. It is a partnership that our partners in Rwanda are proud of as well; they have an exceptional history of resettlement of refugees. My hon. Friend is absolutely right; the British people want change—they absolutely do. We say to everyone today, “Back the plan, but also back the Nationality and Borders Bill.”

I am extremely concerned about the safeguarding of our young people at outdoor music festivals, which attract more than 7.1 million people, many of whom are under 18. There is currently more licensing provision for the recycling of a plastic cup than for our young people, who have suffered serious sexual assault, including rape, by spiking. Will the Minister work with me and others to create a gold standard of licensing for these events in order to protect our young people?

I have been alarmed to hear of large-scale and dangerous hare coursing in my constituency. Heavily armed people are coming on to farmers’ land and then livestreaming the chases to China, where they are the subject of heavy betting. Will my right hon. Friend support Thames Valley police in their efforts to tackle this appalling offence, and reassure farmers in Buckinghamshire that rural crime will always be taken seriously by this Government?

My hon. Friend is absolutely right to raise this issue. He knows of the strength of feeling about it among Front Benchers and others on our side of the House, which is why we have the Police, Crime, Sentencing and Courts Bill—we are urging all Members to back it. I commend Thames Valley police in particular for all that they are doing on this.

With permission, Mr Speaker, I will make a statement on the United Kingdom’s approach to the global migration challenge.

The United Kingdom has a long and proud history of offering sanctuary to refugees. In recent years alone, we have welcomed more than 185,000 people through safe and legal routes, including from Syria, Hong Kong, Afghanistan and, more recently, Ukraine. In addition, we have welcomed more than 40,000 people in recent years through our refugee family reunion routes. This Government have done more than any other in recent history to support those fleeing persecution, conflict or instability.

But we cannot focus our support on those who need it most or effectively control our borders without tackling illegal migration, which is facilitated by people smugglers—serious organised criminals who profit from human misery, who do not care about people drowning in the channel or suffocating in the back of containers. We must break their lethal and evil business model by removing the demand for their repugnant activities. This type of illegal migration puts unsustainable pressures on our public services and local communities. Every day, the broken asylum system costs the taxpayer almost £5 million in hotel accommodation alone. The cost of the asylum system is the highest in over two decades at over £1.5 billion.

As the Prime Minister said last week:

“We cannot sustain a parallel illegal system. Our compassion may be infinite, but our capacity to help people is not.”

That is why the new plan for immigration and its legislative vehicle—the Nationality and Borders Bill—are so vital. Once again, I urge hon. Members and Members in the other place to follow this elected House in backing the Bill.

At the heart of this Government’s approach is a simple principle: fairness. Access to the UK’s asylum system should be based on need, not on the ability to pay people smugglers. More than 80 million people around the world are displaced. Others are on the move because they want a better life. There is a global migration crisis that demands innovative and international solutions, and this Government are taking firm action.

When we published the new plan for immigration back in March last year, we set out three very clear objectives: to increase the fairness and efficacy of our system so that we can better protect and support those in genuine need of asylum; to deter illegal and dangerous routes of entry to the UK, thereby breaking the business model of criminal smuggling networks and protecting the lives of those they endanger; and to remove more easily from the UK those with no right to be here.

The Ministry of Defence has taken command of small boat operations in the channel. Every small boat incident will be investigated to determine who piloted the boat and could therefore be liable for prosecution. These reforms are a truly cross-government effort, including the Home Office, the Ministry of Defence, the Crown Prosecution Service, Border Force and the Ministry of Justice.

A nationwide dispersal system will be introduced so that asylum pressures are more equally spread across local authorities. Currently, 53% of local authorities in England, Scotland and Wales do not accommodate asylum seekers under the dispersal system. It is simply unfair that a national burden should be felt disproportionately by certain areas of the country.

For the first time, the Government are building asylum reception centres to end the practice of housing asylum seekers in expensive hotels. A new reception centre in Linton-on-Ouse in North Yorkshire will open shortly. Far from being outlandish, as some in the Opposition have commented, asylum reception centres are already operational in safe EU countries such as Greece and they are funded by the EU.

Just last week, I signed a new world-leading migration and economic development partnership with Rwanda. Under this partnership, those who travel to the UK by illegal and dangerous routes, including by small boats across the channel, may be relocated to Rwanda, where they will have their asylum claims considered. Those in need of protection will be given up to five years of support, including education and employment training and help with integration, accommodation and healthcare, so that they can thrive there. The UK is supporting this investment in Rwanda over five years, boosting the Rwandan economy and increasing opportunities for people living there, further cementing the trading and diplomatic relationship between our countries.

This is a bespoke international agreement reached last week with Rwanda; I came to Parliament as soon as was reasonably practicable following the conclusion of that agreement. The agreement is compatible with all our domestic and international legal obligations. Rwanda is a state party to the 1951 United Nations refugee convention and the seven core United Nations human rights conventions, and has a strong system for refugee resettlement. The United Nations has used Rwanda for several years to relocate refugees, and of course it was the European Union that first funded that.

This agreement deals a major blow to the people smugglers and their evil trade in human cargo. Everyone who is considered for relocation will be screened and interviewed—that will include an age assessment—and will have access to legal services. In relation to accounting officer advice, contrary to reports in the newspapers, the permanent secretary did not oppose this agreement; nor did he assert that it is poor value for money. Rather, he stated in his role as accounting officer that the policy is regular, proper and feasible, but that there is not currently sufficient evidence to demonstrate value for money.

It is the job of Ministers to take decisions—more often than not, tough decisions—in the interests of our country. Existing approaches have failed, and there is no single solution to these problems—something that I think Opposition Members may have encountered in the past as well. Change is needed, because people are dying attempting to come to the UK by illegal and dangerous routes. This partnership is the type of international co-operation needed to make the global immigration system fairer, keep people safe and give them opportunities to flourish. This will help to break the people smugglers’ business model and prevent loss of life, while ensuring protection for those who are genuinely vulnerable.

This Government are delivering the first comprehensive overhaul of the asylum system and of this type of illegal migration in decades. At the heart of this approach is fairness. Access to the UK’s asylum system must be based on need, not on the ability to pay people smugglers. The demands on the current system, the cost to British taxpayers and the scandalous abuses are increasing. The British public have rightly had enough. Our new plan for immigration will improve support for those directly fleeing oppression, persecution and tyranny through safe and legal routes. It will deter illegal and dangerous routes of entry to the UK, make it easier to remove those with no right to be in the UK and provide a common-sense approach to controlling immigration, both legal and illegal. I commend this statement to the House.

We have seen, over the past week, this unworkable, shameful and desperate attempt to distract from the Prime Minister’s lawbreaking. The Home Secretary should not go along with it, because she is undermining not just respect for the rule of law, but her office, by providing cover for him. The policies that she has announced today are unworkable, unethical and extortionate in their cost to the British taxpayer.

There was no information from the Home Secretary about the costs today. Will she admit that the £120 million that she has announced does not pay for a single person to be transferred? She has not actually got an agreement on the price for each person; in fact, £120 million is the eye-watering price that the Home Office is paying just for a press release. What is the rest of the cost? What is this year’s budget? How many people will it cover? The Home Office has briefed that it might be £30,000 per person to cover up to three months’ accommodation, but that is already three times more than the ordinary cost of dealing with an asylum case in the UK.

The Home Secretary said in her statement that she would provide five years of costs. In Australia, offshoring costs £1.7 million per person, which is over 100 times more than the ordinary asylum cost here. Where will all the money come from to fund the plan? She says that she will save money on hotels, but the only reason why we are paying a fortune in hotel costs is that Home Office decision making has totally collapsed. On the Home Secretary’s watch, the Home Office is taking only 14,000 initial asylum decisions a year, half as many as it was taking five years ago. It is taking fewer decisions than Belgium, the Netherlands and Austria, never mind France and Germany. The costs to the UK taxpayer have soared by hundreds of millions of pounds because the Home Secretary is not capable of taking basic asylum decisions—and because she is not capable of taking those decisions, she is trying to pay Rwanda to take them instead. Whether or not people are refugees, whether or not they are victims of modern slavery, whether or not they have family members in the UK and whether or not they have come from Afghanistan, Syria or even Ukraine, the Home Secretary is asking Rwanda to do the job that she is not capable of doing.

The Home Secretary says that this policy will deter boats and traffickers, but the permanent secretary says otherwise: he says that there is no evidence of a deterrent effect, and that there has been a total failure to crack down on the criminal gangs that are at the heart of this problem. The number of prosecutions for human trafficking and non-sexual exploitation has fallen from 59 in 2015 to just two in 2020. The criminals will not be deterred because someone whom they exploited was sent to Rwanda. They do not give money-back guarantees under which they lose money if their victims end up somewhere else instead. They will just spin more lies. The Home Secretary is totally failing to crack down on criminal gangs. Why does she not get on with her basic job, crack down on human traffickers, do the serious work with France and Belgium to prevent the boats from setting out in the first place—which she did not even mention in her statement—and make decisions fast?

The Home Secretary is using this policy to distract people from years of failure. She promised three years ago to halve the number of crossings, but it has increased tenfold, and this will make trafficking worse. The top police chief and anti-slavery commissioner has said that the Home Secretary’s legislation will make it harder to prosecute traffickers. When Israel tried paying Rwanda to take refugees and asylum seekers a few years ago, independent reports showed that that increased people-smuggling and increased the action of the criminal gangs. This is the damage that the Home Secretary is doing. She is making things easier for the criminal gangs and harder for those who need support, at a time when people across our country have come forward to help those who are fleeing Ukraine—to help desperate refugees. Instead of working properly with other countries, the Home Secretary is doing the opposite. All she is doing is making things easier for the criminal gangs.

Will the Home Secretary tell us the facts? Will she tell us about the real costs of this policy, and the real damage that it will do in respect of human trafficking and people- smuggling? Will she come clean to the public, and come clean to the House?

That response to my statement was, if I may say so, wholly predictable. It is important to say to everyone in the House that we cannot put a price on saving human lives, and I think everyone will respect that completely.

The right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper) was a Minister in the Blair Government when the powers that give this Government the legal basis for this policy were introduced. When she occupied a seat in the Blair Government, I do not remember her exploding in synthetic rage when all those policies were implemented, after Acts were passed in 1999, 2002 and 2004 to bring about similar partnerships —the same partnerships, by the way, that were used to establish the Dublin regulations to return inadmissible asylum seekers to EU member states. The right hon. Lady has gone on record multiple times attacking the Government for abandoning those regulations, and at the same time calling for a replacement. Now she is attacking the Government for using the very powers that only a few weeks ago she said we could still be using if we had not left the EU.

What we have heard today from the right hon. Lady and the Opposition demonstrates their absolute inability to understand this issue—the differentiation between legal and illegal migration. They should be honest about their policies. They stand for open borders and uncontrolled immigration. I will, if I may, go even further: the right hon. Lady described the policy as unworkable and extortionate. If it is unworkable, it cannot be extortionate. We will make payments based on delivery. That is the point of our scheme. Nowhere in her response to the statement did the right hon. Lady put forward an alternative that would actually seek to deal with people-trafficking and deaths in the channel. Importantly, the Labour party is being exposed today as having no policy, and no idea how to stop people-smuggling.

With respect to my right hon. Friend, from what I have heard and seen so far of the removal to Rwanda policy, I do not support it on the grounds of legality, practicality or efficacy. I want to ask her about one specific issue. I understand that only young men, and not families, will be removed. The Home Secretary is shaking her head, so I have obviously misunderstood the policy in that sense. If it is the case that families will not be broken up—the Home Secretary is nodding—where is her evidence that this will not simply lead to an increase in the trafficking of women and children?

I am happy to meet my right hon. Friend to discuss this further, and to give her further information —[Interruption.] Calm down and listen. First and foremost, the policy is legal and a memorandum of understanding has been published that states very clearly—[Interruption.] Members are not even listening, so there is no point. The MOU states clearly in terms of the legal—[Interruption.] If Members are interested in listening to the responses, please do. The MOU that has been published spells out in full detail the legalities and the nature of the agreement. I think my right hon. Friend the Member for Maidenhead (Mrs May) would respect the fact that I am not going to speak about the eligibility criteria on the Floor of the House. [Hon. Members: “Why not?”] Because, as my right hon. Friend will know very well, those types of criteria are used by the smuggling gangs to exploit various loopholes in our laws to do with, for example, legal action to prevent removals. Opposition Members write to me frequently asking me not to remove some of the failed asylum seekers and foreign national offenders who have no legal basis for remaining in our country. I will be happy to meet my right hon. Friend to discuss this further.

This is a cruel and catastrophic policy. It will not hurt smugglers, but it will further seriously harm people who have fled persecution. It will do untold damage to the international system of refugee protection, and to what little remains of the UK’s reputation for upholding international law. This is worse than temporary offshoring; it is offloading responsibility altogether. As the United Nations High Commissioner for Refugees has said, people fleeing persecution should not be “traded like commodities”, and in words of the Refugee Council, this is nothing short of cash for deportations. We know that 85% of refugees are in the developing or least developed countries, yet here is the wealthy UK offering them cash to take some more. So much for global Britain.

The only thing that is transparent about this policy is its dodgy timing and grubby political motivation. In the interests of proper transparency, will the Home Secretary finally publish a detailed estimate of how many billions this policy will cost? She was chuntering that she had the deal sorted out, so she should now announce it to Members of the House. And for what are we paying this money? Can she say what percentage of asylum seekers coming to the UK will be subjected to this abysmal treatment? Reports from Rwanda suggest capacity for probably around1%, but certainly less than 5%. Is that correct? We are told people will be screened before transfer, but how can a pathetic screening interview possibly pick out trafficking survivors, torture victims or LGBT people? Quite simply, it cannot, so is she happy to see those people subjected to this treatment?

Why are women and children within the scope of this policy? Will people going through the screening process be able to access legal advice? Why are we not allowed to see the criteria for deciding who will be sent? Where is the transparency in that? How will she monitor their treatment? Her Government have completely failed to stop abuses in UK detention centres, never mind in centres that are 5,000 miles away. In short, this disastrous policy has nothing to do with the global migration crisis and everything to do with distracting from the Prime Minister’s political crises. It is absolutely sickening, for all that.

Just for the record, I think the hon. Gentleman’s latter comment was absolutely unacceptable. It does a great disservice not just to this Government and the officials who have worked for over nine months on this partnership, but also to our counterparts in Rwanda who have been working with us, to my international counterparts who are working collectively to tackle the issues of illegal migration, and to some counterparts in the EU as well.

To answer some specific points, I think it is shameful that the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald) is playing party political games on that point, just like the Labour party. [Interruption.] If the hon. Gentleman lets me answer the question, I will.

The other point is that Rwanda has successfully resettled more than 130,000 refugees. I think the hon. Gentleman’s comments are a slur on the successful efforts of our partners in Rwanda. Rwanda is a safe and secure country with respect for the rule of law. I think hon. Members should listen to the undercurrent of their tone towards Rwanda, which has done a great deal to provide safety, refuge, security and a new life to many refugees from around the world.

The hon. Gentleman asked about the approach we will take. Everyone considered for relocation will be screened and interviewed, they will have access to legal advice, and decisions will be made on a case-by-case basis. Nobody will be removed if it would be unsafe or inappropriate for them.

The hon. Gentleman is not the first hon. Member to mention legal obligations and the legalities. Rwanda is beholden to the same legal obligations on human rights as the United Kingdom and I make the point again that I think there is something really quite unpleasant about the undercurrent of the tone towards Rwanda.

The latest figures suggest that, in December, more than 7,000 people in Birmingham were claiming asylum support amounting to tens of millions of pounds. Does my right hon. Friend agree that this partnership with Rwanda will reduce the reliance on hotels and reduce the number of small boat crossings?

There are a number of things—[Interruption.] If the right hon. Member for Islington South and Finsbury (Emily Thornberry) were less hysterical and actually listened, she might learn something about the new plan for immigration.

It is important to reflect on a number of points. The answer to my hon. Friend’s question is yes, because we do not want people to be in hotel accommodation. It is a cheap point for Opposition Members to make, but we had to use hotel accommodation to protect people during the pandemic, and Public Health England guidance spoke to that.

On decision making—[Interruption.] If the right hon. Member for Islington South and Finsbury chooses to listen, the new plan for immigration is about speeding up asylum decisions and processing through legislation and the digitalisation of the system. I have to add that, because every single Opposition Member voted against this policy, they clearly want open borders. They just want to have uncontrolled migration, and they have done nothing to come up with an alternative plan on this issue.

The announcement made last week, when Parliament was not sitting, has caused a great deal of confusion about what this policy actually entails. Unfortunately, the Home Secretary turned her head away from the microphone when she responded to the right hon. Member for Maidenhead (Mrs May), so I wonder whether she will answer the question of who will actually be eligible to be sent to Rwanda. Will it be single young men, or will it be women and children? What percentage of asylum seekers does she think will be sent to Rwanda?

On eligibility, as I have already said, everyone considered for relocation will be screened and interviewed and have the right access to legal advice and services, and decisions will be made on a case-by-case basis. That is absolutely right and proper, but the fundamental principle in relation to this policy and the new plan for immigration, in which I am sure the right hon. The asylum reception centre to which my right hon. Friend referred will be at Linton-on-Ouse in my constituency. I am not a nimby in any shape or form but, nevertheless, the RAF base on which it will be situated is at the centre of that small rural village. Local people are understandably concerned that this is not an appropriate place to put such a reception centre. Will she meet me to discuss that decision and to see what can be done?

The Home Secretary asserts that Labour Members do not understand the issue, but she will be aware that a former permanent secretary at the Home Office, Sir David Normington, said last week about her Rwanda policy:

First, I am surprised that the right hon. Lady is using Sir David’s name in vain, given that a former Labour Home Secretary infamously and discourteously described the Home Office leadership and management as “not fit for purpose” during Sir David’s tenure. Things have moved on in terms of the asylum system. Her party and other Opposition Members continuously vote against the new plan for immigration, but they have no plan to deal with these important and difficult issues. It will bring in the reform that our country needs, while making sure that we preserve the efficacy of safe and legal routes for people fleeing persecution to come to our country and get the support they need.

My right hon. Friend deserves great personal credit for seeking to tackle the dreadful crisis that exists in the channel, but does she accept that many of us have grave concerns that the policy she has announced simply will not work? On the cost, can she confirm that she will not be using expensive military aircraft to make the 9,000-mile round trip? Also on cost, will she ensure that before the House of Commons votes on this matter tomorrow we know the cost per asylum seeker of those she is sending to Rwanda?

My right hon. Friend knows Rwanda incredibly well. We have had many discussions about it and I am very happy to meet him to have further discussions. We will not be using military planes for any removals. He will, like many Members of this House, be pretty familiar with the approach we take to removing failed asylum seekers and foreign national offenders to return them to their country of origin or to third countries. There is a whole process around this, which involves a lot of operational work and detail. I am happy to talk to him privately about that because the ways in which we can do this are complicated. He makes further points that I am happy to discuss with him as well.

I am incredibly proud of this country and this Government’s track record in providing a safe welcome to more than 185,000 asylum seekers and refugees since 2015, but I hope that my right hon. Friend will be ramping up the welcome for Ukrainian refugees—I know she will be working flat out at it. What I find abhorrent and inexplicable is the way in which many Opposition Members, and even those in the top echelons in the Church of England and in other faiths, seem to have completely forgotten the images of children lying drowned on our beaches. How can they not seek to try to remedy that appalling situation? These people are not refugees and asylum seekers—they are coming from France.

I thank my right hon. Friend for her comments and observations. She will be well aware of the work that our noble Friend Lord Harrington is currently doing in the other place on the Ukrainian scheme in terms of resettling people and bringing people over for the Homes for Ukraine scheme.

The left in particular like to preach compassion, but there is little compassion when they do not have the backbone to make difficult decisions when it comes to the protection of human life. For months and months, they have talked about saving lives and lost lives, and now that there is the prospect of action to save lives and to go after the evil people smugglers, they wring their hands and choose to play party political games.

Members throughout this House are desperately concerned about the children who are often on these boats, so can we have a straight answer from the Home Secretary? Does she intend one of the criteria that prevents somebody from being sent to Rwanda to be their being under 18? Crucially, where will the processing and the decision making as to whether or not somebody is under 18 take place? Please, Home Secretary, be straight and honest with us about what you intend to do with these children. We all deserve better.

The shadow Home Secretary, the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper), was slightly wrong when she talked about human trafficking. This is not human trafficking; this is people smuggling. This is about evil gangs being paid money to take people across the channel. They do not care about the lives of these individuals. The only way we are going to stop the people smuggling is if we reduce the demand for it, and the Home Secretary’s Rwanda policy is absolutely right. Does she agree that her policy is morally the right thing to do?

My hon. Friend is absolutely right that there is a distinction and a significant difference between people trafficking and smuggling. It is the people-smuggling gangs that we are trying to stop. We are trying to break up their business model and end their evil trade, and it is absolutely right that we do so. When it comes to cases of human trafficking, it is a well-known fact that it is down to the work of my right hon. Friend the Member for Maidenhead (Mrs May) with the Modern Slavery Act 2015, and the work of this Government, that we have stood up the legalities and the proper processes to give those people who have been trafficked the legal protection and the safety and security that they need in our country.

Will the Home Secretary tell the House how many people she expects to send to Rwanda in the first 12 months of the scheme? She will be aware that Rwandan Government Ministers are on the record as saying that they expect their capacity to be in the hundreds, with a few thousand over the five-year period. Given that 28,000 people crossed the channel last year, does the Home Secretary really think the scheme is going to have the deterrent effect that she claims for it?

The Home Secretary is quite properly focused on saving lives, so may I ask her a practical question? The World Bank has said that Rwanda has one of the highest incidences of malaria in the world. Our own Government website warns travellers about hepatitis A and B, tetanus, typhoid, cholera and tuberculosis, not to mention rabies and dengue fever, which cannot be vaccinated against. What are the Government going to do, both from an ethical and moral point of view and to protect the British taxpayer against compensation claims, to protect the asylum seekers who go to Rwanda?

The proposal to treat refugees differently based on how they arrived in the UK undermines a key principle of refugee protection. Such an approach weakens the very foundation of the 1951 refugee convention and contradicts the steps agreed to by the UK upon signing up to the global compact on refugees. What legal assurances did the Government seek about the protection of people in Rwanda, which has an authoritarian regime with one person in power for 30 years?

I have already been very clear that Rwanda is a safe country. People arriving in the United Kingdom are coming here illegally from safe countries, which is where they should claim asylum in the first place. Rwanda is not just a safe country, as I have said, but one that has resettled over 100,000 refugees. I appreciate that the hon. Lady just mentioned countries in both the EU and UN, both of which have deemed it safe to send asylum seekers to Rwanda, and Rwanda is beholden to the same legal obligations on human rights as the United Kingdom. The hon. Lady’s tone towards Rwanda is deeply offensive in the light of our partnership relationship.

My hon. Friend is absolutely right. I pay tribute to her work with the Home Office as the Member of Parliament for Dover, which has been at the forefront of receiving people coming to the UK, and to her county council, which has been under significant pressure for many years. The dispersal policy, which was first proposed by the leader of Kent County Council, has taken time to be pushed forward, but it will not only have a significant impact on the people and taxpayers of Kent, but see the principle of fairness applied to people who rightly come to our country through legal routes as opposed to those with no legal basis to be in the UK.

This afternoon the Home Secretary has described Rwanda as a safe and secure country, saying that to suggest otherwise is a slur. However, on at least two occasions only last year, the United Kingdom called for an investigation at the United Nations into torture, deaths in custody, extrajudicial killings and forced disappearances in Rwanda. Was that a slur by the UK, or was it a well-founded request? What was the outcome of the request? What legal assurances has she obtained from Rwanda regarding the treatment of any asylum seekers sent there?

Under this agreement, as I have said, Rwanda will process claims in accordance with the UN refugee convention and national and international human rights laws. Importantly, it will ensure that individuals are resettled in the right way. Over 130,000 refugees have been resettled in Rwanda, and it is not just a safe country, but one where both the UNHCR and the EU have resettled individuals. Finally, with all partnerships—[Interruption.] If hon. Members would like to listen, I will answer the question. We have thorough discussions in all partnerships, and in these negotiations, including those on human rights, we have worked closely with the Rwandan Government on the need to protect vulnerable people seeking safety and a new life.

The Home Secretary is right to deal with the issue of criminal people trafficking and to recognise the frustration of many at the length of time it takes to remove people who are here unlawfully from this country. The caveat many of us would enter, however, is whether this scheme will achieve either of those objectives. Can she tell me how she can assume that a set of criteria to determine claims, as clearly must be drawn up, is likely to be free from legal challenge, if the criteria are not published and transparently available? Would it not be much better to invest the significant amounts of money we are talking about in speeding up the work of our current immigration system, in recruiting more immigration tribunal judges and in more investigative resource for the Home Office, so that we can achieve the objectives without the financial and potential legal risks that the current scheme involves?

We are doing both. My hon. Friend will know that the legislation for the new plan for immigration does exactly that by introducing the one-stop shop for immigration courts and tribunals, stopping the merry-go-round of various legal practices being used to prevent the removal of individuals with no legal right to be in the United Kingdom and the constant right of appeal in the immigration courts, which slows down the processing of cases. That is the purpose of the new plan for immigration. There are clauses in the Nationality and Borders Bill that, I repeat for the benefit of the House, the entire Opposition voted against, because they do not want to see the issue of illegal migration and reform of the asylum system addressed at all. Those are many of the challenges we are confronted with every single day.

I alluded to that in my statement earlier. This is exactly what is required to break up the evil people-smuggling gangs. We are bringing in that deterrent effect, but I have been clear that there is no single solution. Frankly, those on the Opposition Benches can scream hysterically as much as they want, but they do not have a plan. They have supported for decades uncontrolled migration through whatever route. There is a degree of dishonesty now with the British public, at a time when we could come together to support the proposals, now that we have proposals in the Nationality and Borders Bill and a safe third country, which many called for in debates as the Bill went through this House and the other place. Now they just wring their hands and, typically, just oppose any option or solution that could make a difference.

The Home Secretary has been pressed several times on the question of who will and who will not be liable to be included in this scheme, and specifically whether it will include women and children. She has refused to say, despite having been asked by the Chair of the Home Affairs Committee and the former Prime Minister, the right hon. Member for Maidenhead (Mrs May). If the Home Secretary knows how many people she believes will be included in the scheme over the coming months, surely she knows what the criteria will be. If so, is it not her duty to inform this House of them?

I have made the point several times about those who are inadmissible to the asylum system, which is those who come to our country through illegal routes. We have made abundantly clear time and again that we are bringing in these reforms to stop that illegal trade in people smuggling, by creating safe and legal routes for women, children and families so that they do not have to be put in the hands of the evil people smugglers. As I have said, we will consider everyone for relocation through the process I have outlined on a case-by-case basis, and no one will be sent to the third country if it is unsafe or inappropriate for them.

My right hon. Friend makes the most important point about safe and legal routes. As I announced in my statement, we have resettled over 180,000 people through safe and legal routes—more than any Government in recent years. Those routes include Syria, Afghanistan, Hong Kong and now Ukraine. We will continue to do exactly that. I have said in the House on a number of occasions that safe and legal routes should be bespoke because every single crisis is unique. It is right that we work with the right international partners to make sure that we provide safety and security for those fleeing persecution and oppression.

I know the Home Secretary has worked tirelessly with our European partners to try to stop vile people smugglers, but it is evident that more measures are urgently needed. My hon. Friend is absolutely right. We see the scale of not just the global migration challenge but the level of criminality that has been associated with migration and illegal migration for decades. This is not a new phenomenon, as I have repeatedly said in the House many, many times. It is right that we absolutely go after the individuals who are responsible for this trade in people smuggling and stop these routes being viable. We cannot do this on our own. We have to work internationally with our partners in the EU, but other international partners as well, who want to step up and be part of the solution, and also to demonstrate to other countries around the world how we can resettle refugees in a good, proper way.

The permanent secretary at the Home Office concluded that he could not tell whether this was value for money, but on every number and every question of cost, the Home Secretary has failed to answer. Can she answer the point made by the right hon. Member for Maidenhead (Mrs May)? If this deters certain people from crossing, surely the people traffickers and smugglers will just load the dinghies up with women and children and make sure that they get their money somehow; it does not break the business model.

I am sorry, but I want to dispute that point. It is our moral responsibility and duty not to just wring our hands and let the people-smugglers carry on trading in human misery. We have a responsibility to find solutions. It is disappointing, as I have repeatedly said, that the Opposition just sit on the sidelines carping and playing political games. The message to the British people is obviously that they just want uncontrolled immigration, they do not have a solution to this problem, and they are not prepared to work with the Government to stop this awful and evil trade of people smuggling.

I suspect that there are more asylum seekers housed in my constituency than in those of many who have been hectoring the Secretary of State this afternoon. I have heard their stories, and I know of the misery caused by people trafficking and of the desperation of those who hand over huge amounts of money and risk their lives to get into the United Kingdom. I therefore support the Secretary of State’s aim to wreck this evil trade. However, if after a lengthy procedure only a very small percentage of those processed will have left the country, will not the people smugglers still be able to argue, “It’s worth your while handing money over to us and risking your lives”?

The right hon. Gentleman has made a number of points, and made them incredibly well, about the human misery. The way in which people’s lives are put at risk is absolutely shocking and tragic. We want to stop that and break it, and we have to do so upstream. It is not good enough to wait for it to come to the shores of the United Kingdom or the coastline of France, because that is simply too late. That is why a whole array of work has been redoubled, working with intelligence and security partners upstream, and with different Governments, so that we can target, intercept and prosecute the gangs—not just in our country, but in other countries further upstream.

My hon. Friend is absolutely right. I come back to two points about the issue of criminal gangs and people smuggling. This is not a new phenomenon; it is well established. We have to work not only with our international partners to break the model and have the right level of prosecutions domestically, but with our counterparts on intelligence, intelligence sharing and prosecutions outside the United Kingdom. Much of that is in the new plan for immigration and the Nationality and Borders Bill, which Members on the Government side of the House support but Opposition Members do not. My hon. Friend is also absolutely right to say that it is unfair that a handful of local authorities across the United Kingdom—in England and Wales—have stood up to provide housing accommodation and meet the needs of asylum seekers. That is a shameful reflection on many other local authorities, but that will now be remedied through the dispersal policy.

I cannot accept that the Secretary of State believes that this policy is about protecting people, when we all know that it is utterly harmful. The Archbishops of Canterbury and York were right to speak out against the Government’s unworkable plan to send asylum seekers and refugees to Rwanda. The Government’s language criminalises vulnerable and traumatised people. The Archbishop of York was right to say that

“there is, in law, no such thing as an illegal asylum seeker. It is the people who exploit them that we need to crack down on”.

This policy will also cost the UK taxpayer billions of pounds, as has happened in Australia—is that not correct?

Following the previous question, does my right hon. Friend agree that the un-godly thing to do would be to do nothing and have a mass drowning of children in the channel this winter? Given that there is no end of people who want to cross the channel—however many we let in legally—is it not morally incumbent on those who oppose the policy to explain to the House how they will break the business model that once someone gets here, they are put in a hotel and never sent back?

I thank my hon. Friend for his very sensible question. The House will be very well aware of the new age assessment work that will come forward under the Nationality and Borders Bill. This is an important piece of work that will help to ensure greater efficacy in the asylum system and support local authorities in determining the age of young people claiming asylum. For too long we have had some of the most egregious abuses, whereby young men have masqueraded as children and posed a safeguarding threat in our schools and social services. This is important and serious work that is taking place right now, and that will provide everyone with assurance about the age of those youngsters coming to our country and claiming asylum.

She said that she knew the costs involved in chartering aircraft from examples of our existing removals scheme, so can she tell us today what the cost will be of chartering one return flight to Rwanda and what the cost will be per person deported? Will she admit that this policy will cost far in excess of the £120 million that she said was just for development costs?

First of all, the hon. Gentleman is absolutely wrong. As for the costs of removing individuals, for the record, it is worth reflecting upon the number of Opposition Members who frequently write to me to stop the removal of individuals with no legal basis to be in the country when we are chartering planes to remove failed asylum seekers and foreign national offenders. Those costs are marginal compared with the long-term cost of housing people with no legal basis to be in this country and the wider cost to society, through our public services, healthcare, and housing and wider accommodation.

Global Britain used to be a byword for bad trade deals; now it is an excuse to outsource our asylum system to Rwanda. Of course, we all stand, do we not, with the people of Ukraine in their fight to repel one dictator, but the Home Secretary is yoking the UK’s reputation to another. The Welsh and Scottish Governments have long asked for talks on a solution and on the establishment of safe routes for refugees. Did she engage with those two Governments, or does she only talk with dictators?

If I may say so, I think the right hon. Lady will be very well aware of the engagement that has taken place in Government on our safe and legal route for Ukrainian nationals coming over to the United Kingdom, and those discussions have taken place across the devolved Administrations. I should also say for the record that the number of people who have come to our country through safe and legal routes stands at over 180,000 right now. Global Britain is doing more than its fair share in the world, and we are leading the world when it comes to safe and legal routes. Finally, I conclude by saying that, when it comes to safe and legal routes, it is those from the right hon. Lady’s party and every party on the Opposition Benches who have voted against the Nationality and Borders Bill, which actually puts safe and legal routes into statute.

My right hon. Friend has highlighted the opening of a reception centre at the former RAF base at Linton-on-Ouse, located between Harrogate and York. Can she give us a bit more information about that—for example, when might it open, what is its capacity and how many local jobs will be created?

I can confirm that the centre will be opening in the next six weeks. Work has been undertaken for several months on the development of the site, including capacity at the site and all the various measures required for the housing and accommodation for asylum seekers.

Between 2015 and 2020, the number of asylum applications decided early stayed constant at about 30,000, but the proportion decided within the Secretary of State’s six-month target plummeted from 80% to 17%, despite doubling the number of caseworkers. Is it not the truth that her asylum processing system is broken—sending refugees to Rwanda will not fix that—and that she is using those fleeing from the worst atrocities of war as a shield for her incompetence?

The asylum system is completely broken. That is the only fact that the hon. Lady is correct on. I am changing the asylum system, as per the Nationality and Borders Bill, which the hon. Lady has voted against and every Opposition Member has voted against. This includes turning around asylum decision making in a faster way with digitalisation of the process, and also making sure that the immigration courts and tribunals hear more cases in a faster time, which is a point I made to a colleague in the House earlier. It is important that all these aspects of the reformed asylum system come together—

Ever since this policy was announced over the bank holiday weekend, we have heard some very strong rhetoric from the Opposition parties, leaning into some very lazy tropes about Africa and dripping with European exceptionalism. Can I ask my right hon. Friend whether she agrees with me in condemning that kind of language when talking about Rwanda, and can I advise her to keep on this course, because when I was talking to my constituents over the weekend, the one phrase everyone was using was “not before time”?

I thank my hon. Friend for his comments, and I refer to some of the undercurrents of the tone that has been used—not just in this House today, but more broadly—about our partnership with Rwanda. I could go so far as to say that some of this is quite xenophobic and, quite frankly, I think it is deeply egregious. Rwanda is one of the fastest growing countries in Africa, and we have an incredible partnership with it. Rwanda will be the host of the Commonwealth Heads of Government meeting later this year, and it is leading the way on the international stage on many international issues. I actually think this is pretty distasteful, and it says a great deal about Opposition Members’ understanding of global Britain and internationalism.

Recently my right hon. Friend the Member for Leeds Central (Hilary Benn) joined many others throughout this statement in asking for evidence that this policy could possibly work in some way or another. In each case the right hon. Lady has declined to provide that evidence, so will she put in the Library of the House of Commons all the internal Government advice she has received on the legality, workability and cost of the scheme? That way, at least we will be able to assess what the evidence-base is.

I refer to the comments I made earlier on the legal and legislative basis, which was all put in place under the previous Labour Government. Indeed, this scheme and proposal were also looked at under the previous Labour Government, and had it been operational back then we might not be having this debate today as more people would be claiming asylum in safe countries in the EU and the people-smuggling gangs would have been broken up.

My hon. Friend makes an important point. One answer will be in the policy working and the removal of people to Rwanda. It will also be in overcoming many of the obstacles and hurdles, some of which colleagues have touched on this afternoon, including the legal and other barriers we face in removing those with no legal basis to be in the United Kingdom. The other point to make is that the long-term impact has to be to start disrupting the business model of the people smugglers by breaking up the evil people-smuggling gangs and going after them with more prosecutions, making sure the pilots of those small boats are prosecuted in the way I explained earlier in my statement. That not only takes a whole-of-Government approach, but also means we have to work with our international partners across Europe and further afield.

My constituents want none of this despicable plan. As the chair of the all-party group on immigration detention I went to Napier barracks. It is not fit for purpose: it is cold, bleak and lacking in dignity and privacy. Vulnerable people struggle to get medical, social and legal support but at least we could visit. Can the Home Secretary tell me how facilities in Rwanda will be scrutinised, particularly given that Human Rights Watch says of Rwanda:

“Arbitrary detention, ill-treatment, and torture in official and unofficial detention facilities is commonplace”?

That is part of the monitoring work the Home Office and technical officials have established and is part of the memorandum of understanding—as if she has read the details in the MOU. It seems to me that some actively celebrate the porosity of the French border. That weakness has seen 28,000 irregular crossings, a huge number of appalling deaths and a trade that is bigger than the drugs trade. Contrast that with my right hon. Friend’s new policy, which will normalise proper immigration rules, taking people to safe countries for proper processing in the right way. Can she understand my confusion that people are not celebrating this new policy?

I thank my hon. Friend for his support and his comments. As I said earlier, I think the Opposition should just be honest about their position. They clearly stand for open borders; they do not believe in controlled immigration. We have a points-based immigration system that provides legal routes for people to come to the United Kingdom. As I said earlier, there is a difference between trafficking cases and those who have been smuggled through the people smuggling routes. When it comes to cases of trafficking, we have all the legal bases to provide support and to go after the traffickers for the abuses that they have committed. The hon. Lady will be very familiar with all of that. Not only that, I say again that every case is determined case by case. That means the right kind of legal support, both in this country and in Rwanda.

People smuggling does not start at Calais; it can go through five different countries before people get to Calais. Then we have the abhorrence of people drowning in the Channel. I understand the concerns of the House about sending people to Rwanda, but we have one champion in the House who sadly is not in his place at this moment in time. When he was the shadow Secretary of State for International Development and became the Secretary of State for International Development, my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell) had a lot to do with Rwanda and he has the utmost respect from their Government. Will my right hon. Friend utilise his talents and use him in some ambassadorial way to allay the fears of Members of this House?

May I challenge this lazy and probably sexist assumption that all young men are economic migrants? Does the Home Secretary not understand that in conflict situations—especially civil wars, whether in Afghanistan, Syria, Libya, Ethiopia or Sudan—one side will come to a town or village and either press gang all the young men to fight for them or kill them and then the other side will come and do exactly the same? These young men are not economic migrants but people trying to flee a war they want nothing to do with.

That is exactly why we are proposing safe and legal routes, as we have done with Syria and Afghanistan. These are bespoke routes that help those fleeing persecution. There is an important point that the hon. Gentleman has made in there, which is also why our case-by-case approach and assessment when it comes to those seeking asylum is absolutely applied in the right kind of way. The new plan for immigration and the Nationality and Borders Bill are trying to do exactly that by bringing efficacy to our asylum system to make sure that we can help those in genuine need.

The EU uses Rwanda for refugee settlement. The United Nations uses Rwanda for refugee settlement. Even the Labour Government legislated to use safe third countries to process asylum claims. Given this, does my right hon. Friend agree that exactly the same approach lies behind this partnership with Rwanda?

My hon. Friend is absolutely right. It goes without saying that it seems to be fine, depending on your political persuasion, to say it is fine for the EU, it is fine for the UN, but it is not fine for the British Government. That is simply not acceptable. This has worked in the past. I come back to the fundamental principle that doing nothing is not an option while people are drowning not just in the channel but in the Mediterranean. People are taking dangerous journeys, often through Libya, making difficult and dangerous crossings across the Mediterranean and then across the channel. That is what we want to stop and we have a moral duty to do everything we possibly can to break up that model.

We know that two-thirds of migrants arriving by dangerous routes have a legitimate claim for asylum. On the remainder, can the Home Secretary please tell us what new agreement she has struck with the top five countries of origin for economic migrants in respect of returning migrants, improving visa application processes and tackling people smuggling at source?

Well, of course, tackling people smugglers at source is exactly what our country and Government are leading on right now. We are leading on that work with our intelligence and security partners, and through law enforcement co-operation. We are doing that through our EU near-neighbours such as France, Belgium and the Netherlands, but also countries further upstream, including Italy and Greece. It is right that we do that. This is difficult, difficult work and we are supporting them. My final comments very much come back to the hon. Lady’s question, but also to points made by others. Speeding up processes is exactly what the Nationality and Borders Bill is about: making sure we can speed up asylum claims and stop the merry-go-round of going to the courts and tribunal again and again and again, and ensuring we can bring efficacy to the asylum system.

I very much welcome measures that will offer a proper deterrent to those who are seeking to come to this country illegally. I also particularly welcome action to ensure that people are dispersed more fairly right across the country. Does my right hon. Friend agree that for far too long areas like Stoke-on-Trent have taken far more than their fair share and that it is about time other parts of the country did their part?

My hon. Friend is absolutely right. I pay tribute to Stoke Council and to all parliamentary colleagues from Stoke-on-Trent who have made representations over a long period of time many, many times with great strength and feeling. The dispersal policy is important. I have touched on it already. It is a complete and utter shame that the nationalists have been howling about this policy, while at the same time only one local authority has actually supported the dispersal policy. In the principle of fairness and a sense of fairness across the country, and to British taxpayers, we must make sure that every local authority participates in the scheme.

Can I try to get a clear answer to the question that others have asked? The Home Office factsheet on this proposal explains:

“Every person who comes to the UK illegally, or by dangerous or unnecessary methods…will be considered for relocation to Rwanda.”

The Home Secretary seemed to confirm that in her earlier comments. Will she confirm now that women and children who come to the UK through irregular routes fleeing conflict and repression will be eligible for transfer to Rwanda, and not just the adult men, as her Department briefed the media?

May I warmly congratulate my right hon. Friend the Home Secretary on this fantastic policy which people overwhelmingly supported when they voted for Brexit in 2016 and when they overwhelmingly voted for the Conservative party in Stoke-on-Trent for the first time across the board? Does she agree with me that it is about time that other local authorities did their bit, particularly in Scotland, and that the north Islington wokerati are more than welcome to come to Stoke-on-Trent and explain why they oppose it? Perhaps they should send the hon. Member for Bury South (Christian Wakeford) to explain why.

I think it is fair to say that my hon. Friend has made a very powerful and compelling case for the dispersal policy, but equally for why doing nothing is no longer an issue when it comes to reform of the asylum system and to dealing with how we remove individuals with no legal basis to be in the UK, particularly those who have travelled to the United Kingdom illegally through dangerous crossings from safe European countries.

I agree with the right hon. Member that our asylum system is broken and that the £5 million cost is too much. This includes the people who are staying in hotels in my constituency on South Lambeth Road—the many people I am trying to help with their asylum claims. So many people in Vauxhall have contacted me because they are worried about this policy. The FCDO website states that Rwanda is not a safe place and that it is frowned on for people to be LGBT. There are many LGBT people who claim asylum. Can the Home Secretary guarantee that those people will still be safe and not sent to a country where they could be at harm?

My hon. Friend is absolutely right. I will repeat what I said earlier: this is the same party opposite that writes letters to me frequently to stop us removing people with no legal basis to be in the UK, including many foreign national offenders—rapists, murderers, paedophiles, you name it—along with asylum seekers. That speaks volumes —it really does—when it comes to protecting our country and protecting British citizens.

Like me, the Home Secretary is the daughter of east African Indian immigrants whose family sought sanctuary and a better life in this country, so does she not feel, as I do, a personal moral responsibility to extend the generosity that was shown by the British Government to our communities in the ’60s and ’70s by providing further safe and legal routes to the UK for refugees, rather than shipping them off to Rwanda?

Today we are publishing the “Windrush Lessons Learned Review - Progress Update” which focuses on the work undertaken by the Home Office over the past two years in response to the initial Windrush lessons learned review. I am grateful to Wendy Williams as independent adviser and her team for returning to assess the Home Office’s progress since the publication of her original report in March 2020.

The initial Windrush review exposed unacceptable failings in the Home Office and an “institutional ignorance and thoughtlessness towards the issue of race, and the history of the Windrush generation”. I accepted Wendy Williams’ findings when the original report was published and I continue to repeat both my sincere heartfelt apology to those impacted from the Windrush generation and the wider Commonwealth and my commitment to righting the wrongs so that the mistakes of the past are not repeated.

I published a comprehensive improvement plan in September 2020 which set out the actions we intended to take in response to the Windrush lessons learned review. I am pleased that, in reviewing progress, Wendy Williams concludes that we have risen to the challenge she set us. She states that there are several areas where very good progress has been made and structures have been put in place which should provide appropriate levels of oversight of the Department in the future. She has also seen excellent behaviour and initiatives from members of staff and teams.

I am confident that we have started to deliver the meaningful change that the Windrush generation and wider public expect and deserve from the Home Office. I also believe that we have already made significant progress in creating the culture shift that Wendy Williams challenged us to bring about. I am proud of the work that we have already undertaken in response to the Windrush lessons learned review.

We have now offered £45 million through the Windrush compensation scheme, with £37.7 million paid across 993 claims. We have also provided over 14,800 individuals with documentation confirming their status or British citizenship.

Whilst commending our overall progress and commitment, Wendy Williams has identified areas where we still need to go further. She recognises the major programme of work which has taken place, and that the scale of our ambition to achieve genuine cultural change requires ongoing reflection, commitment to constant improvement and time. I welcome this progress update and we will continue to build on the progress which has been made.

It remains our mission to make the Home Office a better place to serve the public. I am grateful to my permanent secretaries and senior officials whose dedication to improving the department and making amends remains resolute. I extend my gratitude to the civil servants in the Home Office and across government who continue to rise to the challenge that the Windrush lessons learned review has set us all, and who work tirelessly every single day in challenging and demanding roles to keep the public and our country safe. Like me, they recognise that there is much work still to deliver the vision set out in our comprehensive improvement plan. I am confident that together we can achieve that.

On 25 May 2021 the Grand Chamber of the European Court of Human Rights handed down its judgment in the case of Big Brother Watch and others v. UK (BBW). The case concerned the lawfulness of the historic legal frameworks for bulk interception and targeted acquisition of communications data in the Regulation of Investigatory Powers Act 2000 (RIPA) as well as the receipt of intelligence from international partners.

Crucially, the judgment found that bulk interception is not in itself a violation of the European convention on human rights (ECHR) and indeed noted its critical importance as a tool for identifying threats to our national security. The judgment also endorsed the arrangements for international sharing of intelligence.

There were some deficiencies identified in the function of the regime under RIPA, most of which have already been rectified with the introduction of the Investigatory Powers Act 2016 (IPA), and I write today to set out how the Government plan to deal with the remaining issues.

First, the Court found that an application for a bulk interception warrant should set out the types or categories of selectors that may be liable for selection following interception to provide extra context to the decision maker approving the warrant. When the IPA came into force, it introduced a list of “operational purposes”, in effect the reasons for which an agency may select data for examination once obtained under a bulk warrant. The list is provided to the Intelligence and Security Committee of Parliament every three months and is reviewed by the Prime Minister every year.

The Government consider that these operational purposes are sufficient to satisfy the requirement imposed by the Court. Furthermore, my officials, in conjunction with those in the security and intelligence agencies, are undertaking a review of the operational purposes with this requirement in mind.

Secondly, the Court found that the use of certain “strong” selectors such as a personal email address or mobile telephone number clearly linking to an identified person, should be subject to prior internal authorisation, on top of the existing requirements to demonstrate each is used only where strictly necessary and proportionate in relation to bulk interception and is in accordance with all other applicable safeguards.

The security and intelligence agencies use strong selectors to select data acquired under bulk interception warrants under part 6, chapter 1 of the IPA. Where those strong selectors are applied to identifiable individuals, prior internal authorisation will be required. Plans to implement this additional step are already well-developed and are soon due to be incorporated into the systems used by the analysts within the security and intelligence agencies. This will be accompanied by additional guidance and training.

Thirdly, the Court ruled that in order to be compliant with article 10 ECHR, prior judicial authorisation should be sought where targeting with strong selectors using bulk interception will lead to the targeting of journalists or the acquisition and retention of confidential journalistic material. This additional robust safeguard will provide further enhancements to the protections for journalists and sources. My officials have been working with the security and intelligence agencies and with the Investigatory Powers Commissioners Office to establish the process for prior judicial authorisation and we will be making necessary changes to primary legislation and codes of practice in due course.
