Yesterday, Wednesday 12 July, HS2 Ltd announced that its Chief Executive Officer Mark Thurston would step down after six and a half years at the helm of Europe’s largest infrastructure project.

I want to thank him for his work over the last six years on progressing Britain’s most transformative rail project. He successfully oversaw the start of construction and drove the project to full scale with HS2 supporting tens of thousands of jobs, including apprenticeships, across the country. The Government and I are grateful for his service.

HS2 continues to represent a strategic investment into our national infrastructure, connecting our biggest cities and injecting more innovation and skills into the UK’s construction sector.

Mark will leave HS2 Ltd at the end of September this year, when Sir Jon Thompson will become Executive Chair for an interim period while a new Chief Executive is recruited.

The private sector has played an integral role in improving our railways over the past quarter of a century, delivering a doubling in passenger journeys and an expansion of services on offer. The current railways industry structure is in clear need of simplification and reform. Under a revitalised public-private partnership, we will deliver a joined-up, customer-focused railway, with an enhanced role for the private sector, working in partnership with Great British Railways, to deliver for customers.

The UK Government have now nationalised twice as many rail lines as the Scottish Government, but continue to cling to the ideological view that privatisation has not failed rail services. Why will the UK Government not finally admit what everyone else has known for over 30 years, which is that the disastrous experiment with privatisation has been a disaster—a disaster for passengers, taxpayers and the rail network?

Because the facts simply do not support the hon. Lady’s contention. On the eve of the pandemic, passenger numbers had more than doubled since privatisation, services had increased by a third and investment had doubled, including more than £1 billion of private sector investment, while the UK had one of the best safety records for rail in Europe. There have clearly been challenges because of the pandemic, and that is one reason why we need to have reform. This Government do not have an ideological view. We have already said, and I have said, that we want a public-private partnership. There is a role for the state, working with the private sector, to deliver the best services for passengers. That is the right approach, and it is the one we will continue to deliver.

Before I answer the right hon. Gentleman’s question, I hope you will give me permission, Mr Speaker, to inform the House, if it has not already noticed, that HS2 Ltd announced yesterday that Mark Thurston, its chief executive officer, will stand down in September. I want to thank him on the record, in the House, for his work over the last six years on progressing Britain’s most transformative rail project. He successfully oversaw the start of construction, and he ensured that HS2 has created tens of thousands of skilled jobs and apprenticeships across the country. The Government and I are grateful for his exemplary service.

To answer the right hon. Gentleman’s question, HS2 is a railway for the country’s long-term prosperity, and it is already bringing significant economic benefits to his constituents in the west midlands, where businesses have already won £1.7 billion-worth of work delivering HS2.

I thank the Secretary of State for that waffle. I actually asked him about the basic planning assumptions for this project, because the ongoing case for HS2 would have had to be based on estimates of future passenger numbers, particularly for business travel and inter-city commuting. Following the pandemic, we all know there has been a major change because of video conferencing and working from home. What are his Department’s latest projections of inter-city passenger numbers, and how do they affect the viability of the HS2 project, quite apart from the escalating construction costs? Will he publish those figures?

I think the right hon. Gentleman fundamentally misunderstands. First, HS2 is a railway for the coming decades, not for the next few years. What happened during the pandemic should not affect the case for HS2. Also, he assumes that business travellers are the only people who will use HS2. It is true that business and commuter traffic is down following the pandemic, but we have seen leisure services rebound very strongly, with passenger numbers higher than they were pre-pandemic.

When I was in Japan recently, I saw that high-speed trains are not only used by business users; they are used by everyone who uses the railway. HS2 will free up enormous capacity for the right hon. Gentleman’s constituents on the west coast main line, and it will get more freight off the roads and on to our rail network. He should welcome all those things.

Earlier this year, I set out my vision to modernise the railway industry as part of my Bradshaw address. This includes ambitions for a customer-focused, commercially led rail industry and the creation of Great British Railways as its new guiding mind. We continue to invest record sums in improving infrastructure and, just last week, I was pleased to officially open the latest phase of the south-west rail resilience programme at Dawlish, part of a £165 million investment to date, which I know the hon. Gentleman is about to welcome.

The Secretary of State is right that I welcome the programme.

This week, the charity Devon in Sight sent an email to its supporters, including me, titled, “Proposed closures to Railway Ticket Offices.” The email about the consultation was short:

“Please find attached a letter from us detailing how you can make an objection.”

Why does the Secretary of State suppose that a Devon charity that looks out for blind people should presume that its supporters would want to object?

I am not entirely certain exactly what the hon. Gentleman is asking. The rail Minister, my hon. Friend the Member for Bexhill and Battle (Huw Merriman), set out the purpose of the rail companies’ proposals very well. The rail companies are consulting on the proposals, the purpose of which is to recognise the changed reality that most passengers purchase their tickets either online or from a ticket machine, and most of them do not go near a ticket office. It is about getting the staff out of offices and into the station, so they can support all passengers, including those who are older or disabled and who need assistance, rather than having them stuck in a ticket office. That is the point of the proposals, and there will be a detailed consultation. I am sure the hon. Gentleman will respond to the consultation, which the rail companies can take into account as they pursue their proposals.

The requirement for people working at sea to have a medical fitness certificate applies to vessels of every size, in every other commercial sector. However, Ministers are listening carefully to the views of colleagues across the House on the best way to progress this issue and I look forward to the hon. Lady’s follow-up question.

There is real anxiety up and down the country among fishermen as a result of the Government’s policy, which is seen to be expensive and onerous. My constituent Bob is one of those fishermen who has worked on fishing vessels his whole life. I am pleased to hear that the Secretary of State is listening carefully. I hope he will meet fishing representatives to hear their concerns.

Either I or the maritime Minister will be pleased to do that. I hope I can reassure the hon. Member’s constituent that, of the 99 cases that have been through the MCA’s medical assessors, no fisherman has been failed, except one who did not provide the evidence required. She will also know that there are grandfather provisions for those fisherman already in the industry if they obtain their medical certificate before 30 November, and I urge them to do so. If she writes to either me or the maritime Minister, I will make sure that one of us meets her and her constituents.

Tomorrow marks two years since the Government published their decarbonisation plan, our road map to clean travel. In that time, we have come a long way. We have agreed international targets for aviation decarbonisation, allowing aviation to grow without harming the climate. As the Minister of State, Department for Transport, my right hon. Friend the Member for Hereford and South Herefordshire (Jesse Norman), said, just last week at the International Maritime Organisation, we worked with our partners to secure the agreement of 174 other member states for net zero shipping by 2050. Our zero emission vehicle mandate will see this country continue to lead the world’s major economies in decarbonising road transport, opening the door to not only significant reductions in carbon emissions, but investment and manufacturing opportunities to turbocharge British business. On every mode of transport, we are working to cut our carbon emissions, grow the economy and business, and give people across the country the freedom to travel when they need to, in the way that suits them best, without having to worry about the environmental impact of doing so.

I praise the roads Minister, my hon. Friend the Member for North West Durham (Mr Holden), for taking an active interest in the A5. I have met with him multiple times, including last week, when we were dealing with the A5 yet again. I understand why the RIS3 programme has been pushed back. However, the A5 acts as a construction for prosperity, growth and housing in our area. Four points on the A5 were pinpointed as being narrow. Can he let me know where they were, as National Highways said it would do that? Can he give an indication of how I can move National Highways forward to try to release the strangulation on our area?

I am grateful for my hon. Friend’s question and for his kind comments about my hon. Friend the roads Minister. Between the M42 and M6, the A5 is a key artery for business and motorists and, as he says, it is integral to local growth plans. National Highways continues to develop options to upgrade the route, as part of the pipeline of its potential future schemes, including considering measures that address stretches of the route where safety issues are of greatest concern, such as the pinch points that he talks about. Outputs from that work will feed into priorities for future investment strategies.

Does the Secretary of State think it is acceptable that the villages of Little Ouseburn and Beal, in the Selby and Ainsty constituency, have no bus service either in the evenings or on Sundays? Who does he hold responsible for that? Is it the Tory Government, which completely snubbed Selby and Ainsty in their bus strategy, the Tory council, which cut 1 million km of subsidised bus routes, or the previous Tory MP, who mentioned buses just three times in over 13 years? Does he not agree that it is time for Selby and Ainsty to have a fresh start, with Keir Mather?

It will not surprise you, Mr Speaker, that I do not think that at all. North Yorkshire Council, the local transport authority for Selby, was allocated £1.4 million as part of the bus service improvement plan plus funding. That means it has the resources to deliver the ambitions plans that it needs to carry out. On her second point, I think Claire Holmes, who is deeply rooted in Yorkshire and has lived there for her entire life, is the best candidate. I was there last week, delivering leaflets for her, and I will be there later today. She will make a fantastic Member of Parliament and I look forward to welcoming her to the House.

It is not a sudden leaving of his job—the chief executive has announced that he is going to go in September. We have a clear plan in place: the experienced chair of HS2 will step up to be executive chairman for the period while we are searching for a successor, so the leadership of the organisation will be in hand. As I said, Mark Thurston has done a very good job in getting the organisation into delivery of phase 1, and he himself has said he wants to hand over at this point to enable continuity as the project moves into the next phase of delivery.

Scots are used to getting a poor and unreliable cross-border rail service, but recently the cross-border air service provided by British Airways, particularly from Glasgow, has been awful. That said, we need to get on with decarbonising aviation, so when will we see the airspace modernisation process simplified and accelerated, not decelerated? When will the Government bring forward price stability plans for sustainable aviation fuels, which everyone bar the Treasury knows has to happen?

On the hon. Member’s first point, the work on airspace modernisation is under way, as he knows. On his second point, this Government are leading the progress on sustainable aviation fuels worldwide. We published the new report, which set out some clear plans, and we published our response to it. We are taking that forward and we are at the leading edge of this work globally, setting the agenda, as I hope he would welcome.

As we approach the end of the school year, many families will be looking forward to setting off on their summer holidays, but there are concerns that industrial action in Europe will lead to flight cancellations and delays. People will also be mindful of the disruption at our ports and airports in recent times. What assurance can the Secretary of State give me and those families that the system will be resilient to ensure that they can get away?

I am sure that my hon. Friend’s question was prompted by one airline making some modest changes to its flight schedule during the summer. No other airline has indicated to the Department that it will be cancelling flights ahead of the summer. We will continue to engage with airlines on that matter. The Aviation Minister is meeting with the chief executive officer of EasyJet later today to discuss its announcement. My team is meeting with the CEO of National Air Traffic Services to get an update on its operational readiness. We have already worked with the aviation industry to make sure that, this year, it is prepared for the busy summer period so that we avoid the problems that we had last year. We have received appropriate assurances, but I hope that we can reassure those whom my hon. Friend referred to in his question.

All right. I think I know what the hon. Lady was driving at on that question. We said in response to the new report that we would continue to talk to the industry and, if required, consult on a mechanism—an industry-funded mechanism. That work is under way, but we continue to have the ambition to get those SAF plants developed in this country and I am glad that she supports that work.

What can the Government do about the Driver and Vehicle Licensing Agency and the police chasing drivers who have correctly sent in their forms after they have disposed of a vehicle and who then get notices of intended prosecution for a vehicle that they no longer own when they have done the right thing? It seems to turn on its head the principle of innocence.

T3. Can I go back to the astonishingly feeble answer from the Minister of State, the right hon. Member for Hereford and South Herefordshire (Jesse Norman), about Heathrow, which is a major international hub, a major export centre, the biggest single site employer, with, I am pleased to say, a well-organised union workforce, and vital for west London? How can the Government not have a view or a policy on this vital national infrastructure, or is it just another case of they haven’t got a clue?

I know that the right hon. Gentleman likes to hear from me, so I will answer this question. He can then think of a way of insulting whatever I say in response. The point that my right hon. Friend was making is that any proposal for a third runway at Heathrow will be a private sector proposal from that airport and, as last time, we would expect it to be funded by the airport. He knows that, if it brings forward such a proposal, the Government would have to take a quasi-judicial planning decision, which is why it is important that I do not take a pre-judged position so I can take that quasi-judicial decision appropriately. At the moment, however, we have not seen such a proposal from Heathrow. If it has one in due course, we will respond accordingly.

Despite billions being invested in buses across the country and £31.7 million going specifically into Stoke-on-Trent, First Bus continues to cut routes, harming 21-year-old carers such as Charlie Preston in Chell who may now have to quit her job. This Government have done their bit—is it not time that First Bus does its bit?

With your indulgence, Mr Speaker, I will begin by sending my heartfelt condolences to the people of India, who, in the eastern state of Odisha on Friday, suffered the country’s deadliest rail crash in over two decades. The death toll stands at 288, with over 1,000 people injured. It was caused by the collision of two passenger trains and a stationary goods train. I have written to the Indian Rail Minister expressing our deepest sympathies, and I believe I speak for the whole House when I say that our thoughts are with the victims and their families, as well as with the emergency services as they continue to respond to the tragedy.

Turning to the question, the Government’s ambition is for a customer-focused, commercially-led industry, with the creation of Great British Railways as a new guiding mind for the sector. We are working closely with the GBR Transition Team, the wider rail sector and other Departments to move forward with reform, and I was pleased to recently announce Derby as the location of GBR’s headquarters.

On behalf of Opposition Members, may I associate myself with the Secretary of State’s comments in respect of the people of India?

In the north-west, we were hoping that the formation of GBR might have been on track by now to help us deal with the chronically underperforming Avanti West Coast, but we see no sign of the legislation. Parliament certainly has the time to deal with it—we finished after a couple of hours on Tuesday—and it is certainly not a question of money, as we know £50 million has already been spent on the project. What exactly is the problem with bringing the matter before the House? Is it a lack of political will, or is it a lack of competence?

The Government remain committed to GBR. As I have said, we have already announced that the HQ will be in Derby. Many of the benefits can be achieved without legislation, and we are getting on with them. It is worth noting, based on statistics published this morning by the Office of Rail and Road, that we still face a massive challenge with the rail industry: leisure is now much more important than commuting and business; and passenger revenue is still 28% down on the pre-pandemic level. A successful railway needs to change to reflect passenger demand, and that is exactly what this Government are going to deliver.

In the absence of legislation, will my right hon. Friend consider setting up GBR as a shadow authority. That could, for example, end the unsustainable practice of costs sitting with one part of the industry and revenue with another. The rail industry has a great appetite to move forward, so will he consider something like a shadow GBR?

My hon. Friend, who ably chairs the Select Committee, makes a good point. Joining up the profit and loss account, revenues, and costs can be done without legislation, and we are actively working to do that. I have tasked my officials to move at pace on this, and we are identifying where in Derby the GBR HQ will be. We will continue to deliver rail reform every day to ensure that we can respond to market conditions and have a successful, thriving railway, and I want everyone in the sector to join us in that endeavour.

It is hugely frustrating that we still do not have an integrated system. Does the Secretary of State agree with me and others about the importance of projects such as the Ely area capacity improvement? When are we going to get some progress on such projects?

The hon. Gentleman will know that we have set out a significant amount of rail investment. We will be investing £40 billion overall across the transport portfolio over the next two years, and we do have to make choices about how to spend that money sensibly. The Labour party is making unfunded spending pledges, with £44 billion on rail and, interestingly, nothing on buses or on roads.

I congratulate my right hon. Friend on his service in the House. This campaign may be coming to a successful conclusion. He has been working closely with the Minister of State, my hon. Friend the Member for Bexhill and Battle (Huw Merriman), and we hope to be able to implement the change in the next timetable update. My hon. Friend is working carefully to ensure that none of the things that have hitherto stopped it will prevent it from happening this time. I hope that there will be a successful conclusion.

I associate the Opposition with the Secretary of State’s comments. We send our thoughts and prayers to the victims of the terrible tragedy in India.

Over the past year, passengers have faced total chaos on our railways. Cancellations rose to their highest ever levels. Strikes have disrupted countless journeys, while the Transport Secretary still refuses to sit down with the unions. The fourth franchise in five years has just been brought into public ownership. And now we hear that the lucky few who actually manage to get a train will not have the luxury of using wi-fi. The Prime Minister might not be aware of this, given his preference for private jets, but will the Secretary of State at least admit that our railways are fundamentally broken?

They really are not broken. If the hon. Lady looks at the numbers from the Office of Rail and Road this morning, she will see that leisure travel has rebounded very strongly, but there has been a real change in passenger demand for the railways post pandemic, which is why we need to deliver change.

As far as industrial action is concerned, there is an offer on the table that the trade union leaders need to put to their members in the democratic way in which they should operate. That is what the hon. Lady should be pushing for. She has been part of Labour Front Benchers’ efforts to make unfunded commitments, which the Institute for Fiscal Studies says will drive up taxes and inflation. Interestingly, I note that Labour has massive unfunded pledges on rail but nothing on buses and roads, the modes of transport used by the vast majority of people living in this country.

The Secretary of State has some nerve accusing Labour of tax rises and interest rate rises after his party crashed the economy last year, presided over funding cuts to buses and pushed most of the road-building projects promised in his manifesto to later down the line.

The Secretary of State’s predecessor, the right hon. Member for Welwyn Hatfield (Grant Shapps), admitted that our rail system is broken when he first announced Great British Railways more than two years ago. The bare minimum the Secretary of State could do is bring forward the legislation his Government promised, and that industry and investors have made clear is required. It is a simple question: will he bring forward legislation to establish Great British Railways before the end of this Parliament—yes or no?

It is interesting to note that the hon. Lady is interested in what investors think. I thought her policy was to nationalise the rail industry and take it away from investors. People will have noted that with great interest.

We remain committed, as I said in answer to the hon. Member for Ellesmere Port and Neston (Justin Madders), to moving forward on delivering Great British Railways. Much of it can be delivered without legislation. Legislation plans will be set out in the King’s Speech in the autumn, in the usual way. We are getting on with making sure that we have a rail system that reflects the needs of passengers, post pandemic, as we deliver the transport system across the country, delivering economic growth.

The Government have invested more than £3.5 billion in buses since March 2020, including our recently announced package of up to £300 million to protect and improve services long term, and up to £200 million to continue capping bus fares on thousands of routes in England outside London until November next year. That funding is helping to ensure that those who use the bus every day to live, work and travel can continue to do so for less.

The Government recently announced huge investment to improve and protect bus services, but in my part of the world Arriva has chosen to cherry-pick the most profitable routes, ditching others such as the 17 and leaving youngsters unable to get to school, adults unable get to work and pensioners cut off from health services. Will my right hon. Friend work with me to prevent bus operators from putting profit before people and to see what can be done to protect services in Stockton South?

I am confident that my hon. Friend will campaign in his area to protect those bus services. The additional £300 million includes £1.5 million for the Tees Valley, which will help local transport authorities and bus operators to protect and improve their services. We expect them to work together to deliver sustainable networks. I know he will campaign strongly to ensure that a share of that extra money from Government goes to protect services to his constituents.

In January, I was glad to hear that Transport North East’s decarbonisation bid for our bus services had been successful. I now understand that subsidy control procedures mean that none of the electric buses have yet been ordered, let alone delivered, and I fear we may run out of time under the terms of the grant or get fewer buses for our money because of inflation. We need those electric buses in the north-east, so will the Secretary of State meet me to ensure we get them on the road as soon as possible?

I am glad that the hon. Lady gives me an opportunity to remind the House that Transport North East has been awarded £19.5 million as part of round 2 of the levelling up fund, which delivers those buses. There are some appropriate checks that must take place, and I hope she will also welcome the fact that the North East and North of Tyne Combined Authorities got £117.8 million for their bus service improvement plans to deliver better bus services for her constituents.

Rural bus services such as the 84, 85 and 622 services in south Gloucestershire are vital for residents to commute to work, get to school and attend health appointments, but they are under real pressure. South Gloucestershire Council has stepped in to provide a temporary fix for the 84 and 85 services, but will the Secretary of State urge the council and the West of England Mayor to work together to find a permanent solution for those services, using the improvement plan subsidies provided to them, so that residents in villages such as Charfield, Wickwar, Hawkesbury Upton, Rangeworthy and Tytherington are not cut off from having any bus services at all?

As the Environment Secretary set out earlier this week, the Government are committed to unlocking opportunities in rural areas in particular, and local transport connectivity is crucial to that. The extra money we set out will help to protect services, and I can confirm that I would expect local councils and the West of England Mayor to work together to deliver those. I forgot to say in my previous answer to the hon. Member for Blaydon (Liz Twist) that I will of course make sure that the roads Minister meets her to talk about her specific question about her buses.

Recently, Arriva gave up its subsidised 57A route, which goes through my constituency. The council has struggled to find an alternative operator because the Government have banned it from creating its own bus company—one that could serve the local community, which is left struggling to access key local services and even to get to work. Does the Minister agree that it is long overdue and common sense to end the ideological ban on municipal bus companies?

The hon. Lady should recognise that, as I said in answer to the previous question, the North East Combined Authority and the North of Tyne Combined Authority were awarded £117.8 million to deliver their ambitious bus service improvement plan. That is the mechanism that we have set up for local authorities to have ambitious plans to work with bus operators to deliver better services for constituents, properly funded from central Government. I hope that they use that revenue and those powers to deliver the improved bus services that she wants.

I am pleased that the Government’s latest bus deal lasts longer than the usual three months, but as ever, there are winners and losers. Last year, both Southampton and Swindon applied for zero-emission bus funding. They got nothing. They applied for BSIP funding, and how much did they get, Secretary of State? Nothing. Last month, every council finally received something, but Southampton and Swindon got barely £1 million between them, amounting to a pathetic £2 per person. Can he explain why areas such as Southampton and Swindon have got so little to fix their broken bus systems?

I am pleased that, in his question, the hon. Gentleman sort of welcomed the £500 million that we made available for buses in our announcement last month, which was welcome and provides money to every local authority and to bus companies. There is a formula by which that money is awarded—it is not awarded on a whim; it is based on mileage and usage, and is done in a sensible way—and the money was awarded fairly under that process. As I said in answer to the previous question, it is all very well criticising us, but we set out clear plans to support bus services in our announcement last month. Labour Members have made no pledges on buses; it is all on rail. Is that because ASLEF pays their wages and they are not interested in buses, which twice as many people use compared with rail services?

We know that buses are a social and economic lifeline for millions across the country. That is why we are keeping fares down and keeping vital bus routes open. We have extended our popular £2 bus fare cap until the end of October, followed by a £2.50 cap until November next year. On top of the £2 billion in support we have provided to the sector since the pandemic, we are investing £300 million to support essential services and routes for the next two years. This is giving the sector certainty, helping people with the cost of living and delivering against our priority to halve inflation, as well as protecting the vital role that buses play in growing our economy.

Overcrowding on Chiltern services from stations such as Haddenham and Thame Parkway and Princes Risborough has become beyond unacceptable. That will only get worse if Chiltern is forced to discontinue the Class 68 loco-hauled trains, as expected. Will my right hon. Friend agree to enable the continued use of these trains until Chiltern can complete its full planned fleet renewal?

Due to the UK’s out-of-date and inefficient airspace, designed in the 1960s, the average flight from Luton to Jersey emits 24% more carbon than necessary. Modernising UK airspace is the quickest and most effective way to save carbon in the UK aviation sector. The process is so slow and bureaucratic that it is going to be the 2060s before this is sorted. Is it not time the Secretary of State stepped up to the plate?

I agree with the hon. Gentleman about the importance of airspace modernisation, which is exactly why we are getting on with it. I have had recent discussions with National Air Traffic Services on the work it is doing and discussions with the Civil Aviation Authority. That work is under way, and we are looking at it in the UK, but also working with our international partners to make sure this plays a part in decarbonisation. It was something I discussed in the US when I co-chaired a summit with the US Transportation Secretary, and we talked about these issues with important players in the aviation sector globally.

British Transport Police highlighted that instances of sexual harassment and sexual offences on public transport have soared by a shocking 175% between 2019 and 2020. We need our women and girls to feel safe to use public transport, and to use it so that we can tackle the climate emergency. Labour is committed to halving violence against women and girls. When will the Government match that commitment and make sure that our women and girls feel safe to use public transport?

The hon. Lady is right to focus on this. That is why the Government published our cross-Government “Tackling violence against women and girls strategy”, which the Department for Transport is fundamentally involved with. Since 2019 the BTP, which the hon. Lady mentioned specifically, has enhanced its approach to combating violence against women and girls, complemented by the BTP chief constable’s personal commitment and drive on this subject.

T6. I have heard concerns from many constituents who are business users of Heathrow airport that it is now by some margin the most expensive airport in the world. Will my right hon. Friend consider looking at the regulatory model, bringing it more into line with other airports in the United Kingdom to ensure that its charges become much more competitive in future?

Recognising Heathrow’s significant market power, it is economically regulated by the Civil Aviation Authority, including capping Heathrow’s charges. The CAA published its 2022 to 2026 settlement decision in March. The Competition and Markets Authority is considering appeals against that decision and I hope my hon. Friend will recognise that I cannot comment on that ongoing process. Separately, the Department aims to publish the independent review of the CAA by the summer and will consider any economic regulation-related recommendations at that time.

My constituent Vance applied for a medical driving licence in April 2022; 14 months later, after delays, he has been told he needs to reapply. This is having a direct impact on his job. Why is any constituent experiencing such delays, and can the Minister explain what is being done to address them?

Generally, medical cases are taking longer to get sorted out than general cases following both the pandemic and industrial action, but we are well on our way to getting that on track. T7. Junction 11 of the M65 currently only allows traffic to join going eastwards towards Colne, where the motorway ends, and not westwards towards the M6, opening up the whole country. The result is a majorly congested Burnley town centre and a limit to economic opportunity. Could my right hon. Friend set out what funding opportunities are available for a viability study into a westwards slip road?

I refer the House to my entry in the Register of Members’ Financial Interests. There is real frustration because the Secretary of State and the rail Minister will not talk and settle the dispute between the trade unions and the operators. No talks have been held since the beginning of the year. When I speak to the rail companies, they say they want to do a deal and they believe that there is a pathway to end the dispute. When I speak to the trade unions—ASLEF and RMT—they say the same. So why will he not get round the table and end the dispute?

As I said, the table, which the hon. Lady refers to, has an offer on it. All it requires is for the RMT—[Interruption.] The hon. Member for Sheffield, Heeley (Louise Haigh) on the Front Bench says that they have not accepted it. The members of those unions—the members—have not been given the opportunity to vote on it. The deal is on the table. The union leaders should put it to their members and ask them what they think.

I thank the Minister for coming to Sheringham and seeing the A148-Holway road junction for himself, the congestion at that important junction into Sheringham, which is a key tourist destination in my constituency, and the rat-running in the neighbouring towns and villages. May I ask the Secretary of State to squeeze the Transport Department’s coffers just one last time to find some important money to try to improve that junction?

I am grateful to my hon. Friend for what he has said. I am sure that the roads Minister will be happy to meet him to discuss that further. I understand that Norfolk County Council has completed the feasibility study into the improvements at that junction and has committed funds to continue the development of the scheme. That puts Norfolk in a strong position to submit a bid, should funding opportunities arise. I know that he will press that case strongly.

As the hon. Lady knows, the decision about whether to build a third runway is one for Heathrow. The funding has to come from Heathrow. She knows that if, at some point in the future, it wants to proceed with that, a significant process has to get under way. She would not expect me to express an opinion on it because there is obviously a clear judicial process to follow, but it is up to Heathrow to make the first move and we wait with interest to see whether it does so.

Is the Secretary of State aware of the anecdotally large number of learner drivers who deliver pizzas and that sort of stuff? They have learner plates. They have had no training. Is he worried? We have all heard anecdotally that there are lots of casualties and deaths. Has he any hard facts on that?

As chair of the all-party parliamentary group on Malawi, I often hear from stakeholders, both business and civil society, about their frustration over the lack of direct flights between the UK and Malawi. I appreciate that that is largely a commercial decision for operators, but what role can the Department for Transport play in bringing together interested parties to discuss what options might be available?

East West Rail offers a huge opportunity to unlock productivity in the Oxford-Cambridge region, boosting economic growth both locally and nationally through improved connectivity and access to jobs, education and training, housing, and leisure. In particular, the region plays host to research and development hubs across a variety of highly skilled and highly productive sectors such as life sciences research at the Cambridge Biomedical Campus. East West Rail will allow us to connect these vital sites with a much greater talent pool and allow the region to retain and grow its reputation globally. The first stage of the railway is currently in delivery and services will begin to run from 2025.

The autumn statement in November 2022 recommitted to the Government’s transformative growth plans for our railways, including the intention to deliver the remainder of the East West Rail project between Bletchley and Cambridge. The Budget delivered by this Government in March 2023 further underlined the Government’s commitment to the project, setting out plans for a route update announcement and the next steps for the project in May 2023.

This announcement has been made and confirms the proposals which will be taken forward for further development. These include:

Confirming a preferred route alignment between Bedford and Cambridge, including new stations which would serve Tempsford and Cambourne, and a southern approach to Cambridge.

Revised service frequencies along the line of route to best meet demand.

Six-tracking of the midland mainline at Bedford to boost capacity and improve resilience.

Relocation of Bedford St. John’s station to better serve Bedford Hospital.

Potential level crossing changes and closures which account for increased EWR traffic but preserve public access.

The launch of a “need to sell” property support scheme to help affected homeowners.

The East West Rail Company will consult further on its proposals as part of a statutory consultation ahead of an application for a development consent order. This consultation is due to take place in 2024.

Taking forward these next steps for the East West Rail scheme exemplifies this Government’s commitment to long-term economic growth supported by improved connectivity, and the access to the skills, education and jobs needed to deliver national growth and individual prosperity.

Mr Deputy Speaker, that is a very helpful point for you to have made on behalf of Mr Speaker. As you know, I completely agree with that. [Interruption.] I can hear some chuntering from those on the Opposition Benches, but they should understand this. Once we notified FirstGroup of my decision, there was obviously market-sensitive information that it was obligated by law to disclose to the stock exchange as soon as the markets opened this morning and that meant the decision was in the public domain. We issued a press notice, but other than that no other information has been put into the public domain and I have therefore kept all of our remarks until the House was able to be updated. But in market-sensitive cases, I know that Mr Speaker will understand that certain things have to be disclosed to the outside world and cannot wait until they are notified to the House.

I start by thanking the entire transport industry and officials across Government for their professionalism and hard work over the last weekend. Tens of thousands of people travelled to Windsor and central London for the coronation of His Majesty King Charles III and Her Majesty Queen Camilla. Getting the public around efficiently and safely took months of planning and preparation, and special thanks must go to Great Western Railway for putting on additional services as well as Network Rail and South Western Railway, which facilitated the biggest movement of military personnel by the rail industry in more than 50 years for the coronation. It meant that people from across the UK and, indeed, around the world were able to unite in celebration during what was a truly historic moment.

In my most recent oral statement to the House, I made clear the Government’s commitment to deliver a railway that works for passengers, businesses and the taxpayer. Where services are not up to scratch, we are holding operators to account, and where there are systemic weaknesses in the industry, we are pushing ahead with reform. So I wish to update the House today on our progress, starting with the future operator of the TransPennine Express contract.

Since I took office, I have been clear that First TransPennine Express’s service levels have for too long been unacceptable. Passengers, including many hon. and right hon. Members across this House, have faced significant disruption, including regular cancellations and poor levels of communication. The underlying reasons behind this vary, but what is clear is that the twin challenges of covid and industrial action have left their mark. First TPE’s driver training backlog now stretches to nearly 4,000 days, which means that, at any one time, it can only draw upon 80% of its total driver workforce. Add to that a breakdown in relations between the operator and the driver union ASLEF, all told, there simply have not been enough drivers to run the planned timetable. Inevitably, passengers have borne the brunt, facing cancellation rates of up to 23% on Monday to Friday services and gaps in services on some routes of up to six hours. That clearly is not good enough, a point I have made directly with FirstGroup, which owns First TPE, and which the Rail Minister—the Minister of State, Department for Transport, my hon. Friend the Member for Bexhill and Battle (Huw Merriman)—has made in weekly meetings with the Rail North Partnership, where Transport for the North jointly manages First TPE’s contract with the Department for Transport.

We will always hold operators to account for matters within their control. We will give them a chance to put things right, but despite a recovery plan put in place since February, there remain significant challenges underpinned by ASLEF’s distinct lack of co-operation. To achieve the performance levels I expect, passengers deserve and the northern economy needs, it is clear that both the contract and the underlying relationships must be reset. I have therefore decided not to renew or extend First TPE’s contract when it ends on 28 May. Instead, I am exercising my operator of last resort duties and directly awarding a new TPE contract to a public sector operator that will manage it on my behalf.

As Transport Secretary, my obligation, first and foremost, is to secure passenger rail services on which TPE passengers can rely. That requires a new approach, and one that the OLR is best placed to deliver in these circumstances. Most significantly, it provides an opportunity to reset relations between management and all stakeholders—from passengers to trade unions. I have also asked my officials to review services in the north to help drive efficiency and find better ways to deliver for passengers across the region, and I will ask all interested parties, including the northern Mayors and Transport for the North, to engage with the Government on this work.

While today’s decision will be welcomed by many and while it shows a Government alive to the concerns of passengers, as my hon. Friend the Rail Minister and I have made clear, it would be misguided for anyone to think this is an instant solution. The problems First TPE faced will not disappear overnight. Any operator facing industrial action and a union co-ordinated ban on overtime working will struggle to run a reliable service. So I invite those who have long called for today’s decision, including unions, northern Mayors and colleagues across the House, to work constructively with me and the Rail Minister to fix the underlying problems and help return the service levels to where they should be. The OLR is just the next stop on the line—it is not the terminus station—and once market conditions allow, we intend to subject this and indeed all contracts, both private sector and those under the OLR, to competitive tendering.

There will be some, unfortunately, who use today’s decision to further their ideological ends, and to argue that this justifies all rail contracts being brought under public control. That would be a mistake. The majority of taxpayers do not use the railways regularly, but they could be saddled with the huge costs of nationalisation, only to inherit the industry’s problems with no plan to fix them. Nationalisation is a soundbite, not a solution, and this Government will always be guided by the evidence to help make the best decisions for passengers. That is why, earlier this year, having seen the noticeable improvements on Avanti West Coast, I resisted calls to bring the franchise into public ownership. I extended Avanti’s contract by six months—a decision vindicated, with Avanti-caused cancellation rates at the end of March falling to 1.4% from 13.2% in January, and continuing to improve, despite ongoing challenges.

Let me now turn to industrial action. For months, the Rail Minister and I have worked hard to change the tone of the dispute, and help facilitate fair and reasonable pay offers for workers. In negotiations with train operating companies, the RMT and ASLEF are refusing to even put those pay offers to a vote of their members, despite RMT members who work for Network Rail voting overwhelmingly to accept a similar deal earlier this year. Instead, the RMT has balloted for yet more industrial action and, along with ASLEF, it has cynically called strikes that will cripple the network during the Eurovision song contest this week. We are hosting Eurovision because last year’s winner, Ukraine, cannot. It will be an event attended by displaced Ukrainians who have fled Putin’s war, and the House has just been hearing about that threat, so it beggars belief that unions have chosen to disrupt such an internationally symbolic event—one that not only presents a united front against Russia’s aggression, but shows solidarity with Ukraine’s resistance. So my message on behalf of fed-up passengers is to say to the union leaders, “Call off your strikes, put the fair and reasonable pay offers to a vote and give your members a say on their future.”

With or without the unions’ support, the industry must modernise to avoid permanent decline, and we are building unstoppable momentum towards rail reform, as I set out in my Bradshaw address in February. I have announced that Derby will be the location for Great British Railways’ new headquarters, and today I can report progress against the commitment I made to extend single leg pricing to the rest of the London North Eastern Railway network. Tickets will go on sale from 14 May for travel from 11 June, and it means LNER passengers will benefit from simpler, more flexible and better-value ticketing, removing the frustration that a single ticket can cost almost as much as a return.

In conclusion, since becoming Transport Secretary, my approach has been to listen to the experts, weigh up the evidence and make decisions in the interests of the travelling public. Today’s announcements show a Government tuned in to the concerns of passengers in the north, unafraid to take tough decisions to deliver better services and relentlessly focused on modernising our railways while protecting passengers from the effects of industrial action. That is what the British people deserve, it is what we are delivering and I commend this statement to the House.

First, the hon. Lady’s point about the timing is straightforward. The TPE contract expires on 28 May, and I noticed this morning that the hon. Lady, in another flip-flopping of Labour’s policy, knows that the contract expiry is a sensible point at which to take decisions because that is point at which she is going to nationalise rail services—she will wait for the contracts to expire. So that is a faux complaint.

Let me turn to the hon. Lady’s more substantive points. I will set out my position on industrial action very clearly. When I took this job, I changed the tone of the debate: I met the rail union leaders and ensured that the employers were facilitated to make fair and reasonable offers. On Network Rail, a fair and reasonable offer was made of pay and reform—importantly reform, which is how these offers are being funded. That was put to the RMT members who work for Network Rail and they voted overwhelmingly to accept. Those are not my words; they are the RMT’s own words—there was a 90% turnout and 76% were in favour. Fair and reasonable offers have been made by the train operating companies, under their umbrella group, the Rail Delivery Group, to RMT members working for the train operating companies: broadly comparable offers in value, also with reform. The RMT, for reasons I really do not understand, has refused to put those offers to its members. So offers are on the table and are waiting to be put to members, and the unions will not put those offers to their members. ASLEF has an offer on the table which would take the average salary of a train driver from around £60,000 a year to £65,000. So I have been doing my job. Offers are on the table; they need to be put to the members of those unions so that they can make a decision.

The focus from the hon. Lady is not surprising, however, because the rail unions have donated a total of just over £1 million to the Labour party or Labour office holders over the last five years. The general secretary of ASLEF is chair of Labour Unions, the group of unions affiliated to the Labour party, and sits on Labour’s national executive, and the hon. Lady said that she would be working hand in glove with ASLEF. She should suggest to ASLEF that it uses this opportunity to do rest day working—[Interruption.] I have made those points to the unions, but if the hon. Lady is working hand in glove with them, she should say that and tell them to call off their strike at the weekend. She should tell them to stop focusing on damaging the Eurovision contest that we are hosting for Ukraine and work in hand in glove with them on that. If she fails to do so, people will see she is all talk and no action.

My right hon. Friend will know that the TPE level of service has caused absolute havoc for my constituents—I have had people struggling to get to college or to work—so I congratulate him on his leadership and on this decision. I am really glad he has taken this step, and I know my mum will be as well as she was stranded by TPE a few months ago. I understand that this is not a silver bullet: it will take time, and of course he will have my support, but can he say a little more about when he expects the service to reach the levels my constituents in Scunthorpe deserve?

I am grateful to my hon. Friend who has over a long period raised these issues on behalf of her constituents, and I thank her for doing so. As I said in my statement, we are not going to see overnight change. This is an important decision to reset those relationships; how quickly we can improve services will depend on the response of others to those reset relationships and how the new management of the company uses that. I hope we will see early results, but I have been clear to the House, both when I made my previous statement on Avanti and today, that there is not a magic wand, but I hope this is an opportunity to reset those relationships and get things moving in the right direction.

Back in January I said to the rail Minister, the hon. Member for Bexhill and Battle (Huw Merriman), that in the prior week TPE could not point to a single day when it ran the emergency timetable promised. The improvements have been glacial and the Government have finally taken the action so many of us called for some time ago. TPE blamed anyone but itself, including workers and the unions, for the chronically poor service. The truth is it remains the worst performer and action had to be taken.

It is good to see another England-based operator nationalised; slowly but surely the UK Government are following in Scotland’s footsteps. The Secretary of State said that nationalisation is a “soundbite, not a solution”—despite it being the solution the Government have gone for. I would gently say to him that privatisation has been a bourach not a benefit.

We welcome the UK Government following the lead of the Scottish Government in nationalising an under- performing rail service and would note that this means this anti-nationalisation Tory party has now nationalised four rail services in five years. The Tories are as confused as the Leader of the Opposition, who pledged to nationalise the railways but then recently seemed to backtrack on that; it has at the very least hit signal failures.

Only 10% of people in the UK support private ownership of the railways, and even among Tory voters only 13% support privatised railways. The UK Government’s privatisation obsession is out of step with both the wider public and their own voters’ desires. Is it not time therefore for the Government to listen to the experts, the workers and the voters, and end the failed experiment of privatisation?

Disputes involving the unions and the Scottish Government were resolved very quickly, yet Scots passengers have faced disruption due to this Government’s unwillingness and inability to resolve disputes. Why does the Secretary of State think that Scotland has managed to resolve strikes so much more efficiently than this Government?

I think there were two substantive questions there and I will deal with both of them, but, first, I will accept the hon. Gentleman’s welcome for my decision— I think there was a welcome there.

On industrial action, it does take two to reach a deal. From our side, fair and reasonable offers have been put on the table. They are broadly in line with the offers made to the RMT staff who work for Network Rail which, when put to the members of the union, were accepted overwhelmingly, with a 90% turnout and 76% in favour. Similar value offers with reform have been made to RMT staff working for the train operating companies and have not been put to the members. So the clear outstanding issue is not a new offer but for the offers to be put to the members of the trade unions to enable them to make a decision. There is also an offer on the table for train drivers in the ASLEF union, which has not been put to members. As I said, that would take their average salaries to £65,000 a year. I think that offer is at least worth putting to them. That is the outstanding piece of work that needs to take place. We have done our bit of that job.

The reason why the Scottish Government reached conclusions was that they caved in. They have not delivered reform, and I think they have overpaid with taxpayers’ money. There is a balance to strike in offers that are fair and reasonable to the workers in the industry and the passengers it serves, as well as to the taxpayer. That is a responsibility that I take very seriously.

I have repeatedly called out in the Chamber the appalling levels of service that my constituents at Lockerbie station have received over a long period from TransPennine Express and the failure of its management to address those issues. Therefore, I and my constituents very much welcome the decision, because they had no confidence that TransPennine would be able to turn the situation round. As the Secretary of State says, this is a reset, where all stakeholders, including those in Scotland, can come together so that passengers can have the level of service that they both need and expect. Will he expand a little on what he will be doing to ensure that that reset can produce results?

Gladly. My right hon. Friend has indeed raised this issue on a number of occasions. First, my officials will be working with officials in the Scottish Government. This morning, I spoke to Kevin Stewart MSP, the Scottish Transport Minister, to explain the decision and how we will be working with the Scottish Government, looking at services currently under the operator of last resort, which cover the whole of the north of England, as well as cross-border services, which are important to my right hon. Friend. I also spoke to the elected Mayors in the North of England who cover those areas to explain the decision and confirm that we will be working closely with them on the best possible pattern of services going forward. I hope that that demonstrates the Government’s intention to use this reset moment as constructively as possible. I hope that everyone else will respond in like manner.

I refer the House to my entry in the Register of Members’ Financial Interests as a proud trade union member. It is interesting to hear the Secretary of State talk about renewal dates. In March, when the shambolic Avanti West Coast contract was renewed, 9.1% of its services were cancelled. In the same month, only 6.6% of TransPennine services were cancelled. Why is he punishing some operators for their failures and not others? Is it not time to fix the broken system once and for all and for him to put his own ideology aside and embrace Labour’s plans to bring our railways into public ownership?

I think that I answered that question in my statement, if the hon. Lady was listening. When I made my statement about Avanti, I resisted calls to bring it into public ownership for very good reason: it was delivering on its recovery plan, and I said that I had confidence that it would continue to do so when I extended its contract by six months. Since I did that, its cancellation rate for cancellations it caused has fallen to 1.4% from 13.2% in January. It is continuing to improve, demonstrating that that was the correct decision and that I was right not to listen to calls from Labour to do the opposite.

The difficulties for people living in Grimsby and Cleethorpes in accessing London via Doncaster on TransPennine surely underlines, does it not, the importance of the campaign led by me and my hon. Friend the Member for Cleethorpes (Martin Vickers) to get a new service run by London North Eastern Railway direct to London from Grimsby and Cleethorpes through Market Rasen in my constituency and Lincoln? That is a much better route. We are delighted with the Minister of State, Department for Transport, my hon. Friend the Member for Bexhill and Battle (Huw Merriman) —the Secretary of State’s excellent rail Minister—who has been listening to us, but we want his boss to give him full support and get that service, not least because rural people demand a better service.

The Secretary of State will be aware that many constituents across the country do not have access to any rail services at all. That is the case for residents in the east of Cardiff, which is why I have been a long-term campaigner for a station to be built at St Mellons. Indeed, that would also benefit the constituents of my hon. Friend the Member for Cardiff Central (Jo Stevens), who is in her place on the Front Bench. However, crucial works need to be done to make that a reality, including relief lines on that line. We also need the proposed connection between Cardiff Central and Cardiff Bay, which the Secretary of State visited, to improve services there. Will he meet me to discuss how we can move those projects along and get improved rail services for my constituents?

The hon. Gentleman rightly speaks up for his constituents. I remember how, when we announced the levelling-up fund bid for the connection between Cardiff Central and Cardiff Bay, he welcomed that on behalf of his constituents and the city he represents. Either I or the rail Minister will be pleased to meet him to discuss what more we can do to deliver services. I am keen that we deliver improved rail services across the whole of the United Kingdom, and we will do what we can to help.

I welcome my right hon. Friend’s decision. To have renewed the franchise would have been to reward failure. Over the last 18 months, the TransPennine service between Cleethorpes and Manchester could be said on a good day to be unreliable and, on a bad day, totally appalling. I very much agree with him that now is the time for the unions to step forward. Let us get round the table and reach agreement on rest-day working so that my constituents can have a proper hourly service between Cleethorpes and Manchester, which is what TransPennine should have been providing for the last 18 months.

I thank my hon. Friend for that comment. Again, he is a colleague who has been raising these issues on a regular basis. It is important to recognise that this is an opportunity for people to respond accordingly. He referred to the opportunity for the unions to agree a new rest-day working contract. What is disappointing is the cynical way in which they behaved. ASLEF agreed that rest-day working contract and then immediately said it would take action short of a strike and withdrew any co-operation at all. I hope that they will respond to the decision in the right way. It is an opportunity to reset those relationships and do what we are all supposed to do, which is to deliver a better railway for the passengers who use it. I hope that they take that opportunity. If they do, they will find a willing partner in me.

Rail companies across the country are failing rail customers with fare hikes, cancellations and delays. Great Western Railway, whose line I use between Bath and London, is no better. Between July and October 2022, it saw an increase of 179% in delay compensation claims compared with the previous year. The Government have promised to fix the system and create Great British Railways in law. When will they?

I am familiar with the GWR service as I use it frequently. There have been a number of problems on the western route, which, to be fair, are often caused not by GWR but by Network Rail. However, I accept that that inconveniences passengers just the same. That is partly why we are bringing track and train together under GBR. I will continue having that focus on performance. In fact, I am seeing Network Rail’s leadership team this afternoon, and one thing we will be talking about is its performance on the western route. I will raise the hon. Lady’s specific concerns with it.

I have spoken to the rail Minister about my concerns about the service provided by Avanti and Arriva Trains Wales on many occasions. When many services are cancelled, we are informed that it is due to staff illness or sickness and people not turning up to work. Why are there such extraordinarily high levels of sickness in the sector? What is the Secretary of State doing to work with trade unions and the bosses of the train companies to understand and deal with that?

My hon. Friend raises some good points on behalf of his constituents. He recently had an update by way of a written answer about services being withdrawn by Transport for Wales and some of the infrastructure issues. I hope that was helpful. On his specific question about workforce, I have made it clear that I want a thriving, successful railway with increasing patronage and revenue coming in through the farebox. I want high-quality, well-paid jobs. We will not see those things if we do not drive up patronage, and we will not see that if there is continued industrial action. I repeat what I said: let the unions put the pay deal to their members, to see what they think. The sooner we can settle these disputes and have the rail service be successful in attracting new passengers, the better for everyone—those working in it and those using it.

I am glad the hon. Lady talked about the evidence. She is not right that other services were brought into the operator of last resort because of failures in passenger services; it was largely because of financial issues. This is the first one to be brought into the OLR for failing to deliver appropriate passenger services. As I said, I do not take decisions for ideological reasons. I look at the evidence, and I will always be motivated by making the right decisions for passengers. That is what these services are designed to deliver, and that is what I will always put first.

I welcome the announcement, but the operator of last resort should have been brought in months ago. As a regular user of the Avanti west coast main line, I find that services have improved but they are still really bad. How many more second chances does Avanti deserve? When will the Secretary of State say that enough is enough and take the contract away from it?

I do not think the hon. Gentleman is right on Avanti. The services have improved. They are not completely where they need to be, but they are now up with the rest of the industry and they need to continue to improve. I made that clear when I extended the contract; I said that it had made progress and needed to continue that. I will have to make a decision later this year about what we do when it comes up for renewal again. That will depend, as it did last time, on its performance. I hope Avanti will continue to keep increasing its performance and demonstrating that it can deliver for passengers. That will be important when I make that decision.

The Secretary of State mentioned Avanti in his statement and the improvements that it is apparently making, but my constituent Zoe contacted me to say that she has been trying to book an advance standard premium ticket from London Euston to Glasgow for weeks. She needs it for the end of this month, and although she can book her ticket to London she cannot come home again because the tickets have not been released yet. What kind of a service is that, if people cannot predict how to get home? How can that possibly build confidence in the service and get people travelling?

I obviously do not know what has happened in the hon. Lady’s specific example, but if she gives the details to my hon. Friend the rail Minister, we will look into that. If we look at Avanti’s performance overall, we see that it has made considerable progress both earlier this year and since I extended the contract. As I said in answer to the previous question, I want that performance to continue to improve for constituents such as the hon. Lady’s.

Many of my constituents in south Manchester will breathe a sigh of relief that there is finally light at the end of the tunnel for trans-Pennine services. As my hon. Friend the Member for Sheffield, Heeley (Louise Haigh) set out so well earlier, TransPennine Express is not the only company failing passengers. The Secretary of State says that he does not think that public ownership is the answer, so what is the answer for those failing operators? When will the Government come forward with a proper plan for the fundamental reform and improvement of the operators that we need?

I set out a clear plan in my George Bradshaw address earlier this year, which was published in the White Paper, on bringing together track and train in GBR so that there is a guiding mind to look at the overall structure of the industry. I announced that the headquarters of GBR will be in Derby, which was welcomed. We will continue making progress to deliver on that plan, which is the right plan to have a successful thriving rail industry both for passenger customers and, importantly, for freight customers. We will set a target later this year to move a certain amount of freight off our roads and on to our railways, which is good both for railways and for our environment.

Across the Humber we welcome today’s announcement, but many fed-up passengers will say, “After years of terrible service, why has it taken so long?” Could the Secretary of State confirm that it will mean that TPE’s penny pinching and mismanagement of our beautiful Victorian Paragon station in Hull, and the five-year saga of the substandard toilets it installed, will be over? Will the Secretary of State agree to meet Humber MPs and businesses to discuss the rail electrification that is still missing from the integrated rail review, and projects such as the reinstallation of the line between Hull and York?

On the specific question of the toilets at the station, I do not have the details to hand, but on that and her specific request to meet MPs from the Humber area, I will make sure that the rail Minister responds accordingly and sets up that meeting, at which she can discuss that issue and other colleagues can discuss appropriate issues for their areas.

Privatisation has led to the break-up of not just track and train but infrastructure, such as at Luton station. I am thankful that the rail Minister visited and has seen it for himself. He knows that I am very passionate about standing up for my constituents, and we will soon get our lifts installed. The leaks in the roof have impacted a small local business —the café—and commuters cannot get their cup of tea in the morning. Despite that, the small business moved back in, with the leaking roof, in order to survive. Will the Secretary of State please press upon Network Rail to at least fix the leaks in the roof at the station, if nothing else?

My constituents in Yorkshire are brassed off with the fact that public transport is so badly damaged that it is not unavailable. There are 20,000-odd people in my area with no access to a private car, but only 3,000 use public transport. That is because the Government have an ideological drive to privatisation, even though every time those private companies get into trouble the state comes in to support them. It is also because the Government have a pathological hatred of the trade unions. Is it not time that the Government stood aside and made way for a different, better system that serves the public rather than the interests of a particular ideological group in the Tory party?

That question is so far removed from reality I do not know where to start. On the first point, the response to what has happened is that the contract has not been extended. The service has been taken into the operator of last resort because I think it is necessary to reset those relationships.

The hon. Gentleman’s second point about trade unions is fundamentally wrong. When I took this job I decided that it was important to change the tone of the debate. I met all the rail union leaders. I have a perfectly constructive relationship with them. I facilitated fair and reasonable pay offers, which settled the dispute on Network Rail and which was overwhelmingly accepted by members of the RMT. There are fair and reasonable offers on the table for RMT workers working for the train operating companies and the train drivers. All I hope is that those offers get put to the members of the trade unions—those whom the general secretaries are supposed to work for—to allow them to make a decision on what I believe are fair and reasonable pay offers.

Good morning, Mr Speaker. The Department for Transport is engaging with the Welsh Government and other stakeholders to deliver transport connectivity improvements, and we will publish our response to Lord Hendy’s Union connectivity review in due course. In February, we announced a £2.7 million investment to develop options for new stations and services on the south Wales main line, and connectivity between south Wales and south-west England was boosted in 2021 by through services between Cardiff and Penzance.

The UK’s connectivity review, the Burns commission and the western gateway rail review, which the Secretary of State will be acquainted with, all highlight the very real need for real investment on the south Wales main line. Transport in London is devolved to the Mayor of London, and he is accountable to the electorate for the decisions that he makes, including those regarding road schemes that charge users. We have been clear that Government grant funding, via the longer term funding settlement, cannot be used to cover the cost of implementing the scheme.

Several outer London boroughs have refused to enter into section 8 agreements with Transport for London to allow ULEZ cameras to be installed on their roads. Sadiq Khan believes that he can override the boroughs and install his hated ULEZ expansion without their permission. Ministers have previously said that they would get legal advice on that. What advice has been received?

My hon. Friend has been campaigning strongly on behalf of his constituents against the expansion of the ULEZ scheme. Under schedule 23 of the Greater London Authority Act 1999, the Mayor of London and Transport for London have the relevant statutory powers to install the infrastructure required for the expansion without obtaining the London boroughs’ consent. That reinforces my earlier answer that the Mayor of London is accountable. If electors in London do not like what is going on, they have the power to deal with it at the ballot box.

Properly funded scrappage schemes make a massive difference to ensuring that people transition to low-emission vehicles. This Government have provided funding for clean air zones and scrappage schemes in Bristol, Bath, Sheffield, Birmingham, Portsmouth and other areas around the country. The previous Conservative Mayor of London supported the London clean air zone, and it is recognised in the Government’s air quality strategy, so why have the Government not provided a single penny of scrappage funding for London since the introduction of the ULEZ in 2019?

Frankly, it is a bit rich for the hon. Lady to talk about this Government’s support for Transport for London. The latest TfL settlement supports almost £3.6 billion-worth of projects. This Government’s total funding to TfL has been more than £6 billion since the start of the pandemic. There are significant resources. The Mayor of London is expanding his ULEZ scheme—that is his decision, and it is therefore for him to fund the necessary scrappage scheme. If he does not want to fund a proper scrappage scheme, he should not be expanding the ULEZ.

In February this year I set out our commitment to reforming the railways. Last month I was pleased to be able to visit Derby and announce its success in being named as the location of the headquarters of Great British Railways. We will publish our response to the rail reform legislation consultation before the summer recess. Meanwhile, we are continuing to deliver rail reform, including the roll-out of pay-as-you-go technology across the network, simplifying industry processes and developing the long-term strategy for rail.

I welcome the Government’s commitment to railway reform, but the Secretary of State will know from my recent meeting with the Rail Minister, my hon. Friend the Member for Bexhill and Battle (Huw Merriman), that my constituency is heavily impacted by the construction of HS2. We have always been promised that the Handsacre link will bring economic benefits to Stafford, but given the recent push to find savings in this project, concerns have been raised that the link will be scrapped. Will my right hon. Friend confirm that it will indeed go ahead?

My hon. Friend never misses an opportunity to raise her constituents’ concerns about HS2, both with me and with the Rail Minister, thus doing the job that she was elected to do extremely well. Our priority is to deliver the opening stage of HS2 on schedule and to ensure that high-speed services from Old Oak Common to Birmingham Curzon Street begin between 2029 and 2033, but I have made it clear that phase 1 construction works north of Birmingham from Delta Junction to Fradley—including works at Handsacre—will continue to progress.

In Scotland, through our publicly owned ScotRail franchise, peak fare rail travel will be scrapped for six months from October. This progressive reform would not have been possible without those powers being with the Scottish Parliament. Does the Minister welcome a measure that will aid hard-pressed families in this cost of living crisis, or does he agree with his arch-Brexiteer colleague who said this morning that devolution should be reversed?

This Government strongly support devolution, and not just to Scotland, Wales and Northern Ireland, but through what we are doing with combined authorities across England, because we think that having decisions taken more locally is a good thing for the country. The Scottish Government have an enormous number of powers and they should use them widely. I am pleased to see that in the past couple of weeks they are starting to be held to account for their decision making.

When it comes to railway reform, the Conservative Government seem to know only two approaches—hike up fares and cut railways back to the bone. They are not content with slashing services, cancelling investment and reducing reliability: a leaked Network Rail report reveals that the Government want to cut funding to such a dangerous level that it will be unable to “operate, maintain and renew” tracks and bridges. On top of that, a £3 billion risk fund to help in emergencies such as severe weather will also be cut. Fewer repairs mean more obstructions, risking more delays and accidents and more compensation to private operators. Why are Ministers so passionately committed to making our railways less reliable and ever more expensive? Have the public not suffered enough already?

That was an extraordinary question, containing not a single fact. The Government have provided a record £44.1 billion settlement for Network Rail in control period 7—in English, that is between April 2024 to March 2029. Compared with the previous control period, that is a 4% increase in real terms when compared on a like-for-like basis, and an above-inflation settlement during a highly challenging fiscal environment. That demonstrates our continued commitment to running and maintaining vital railway infrastructure.

HS2 is a transformational project, and the Government remain fully committed to building the line from Euston to Manchester. HS2 is being delivered in stages, with cost estimates published for each phase of the programme. We remain transparent on the emerging cost position of HS2, and we publish six-monthly reports to Parliament. The recent announcement will clearly require us to work through adjustments for certain phases, and we will provide updated estimates in due course, including through those six-monthly reports.

Tens of thousands of jobs and billions of pounds in economic growth depend on building HS2. The National Audit Office has noted that the decision to delay HS2 by another two years will increase the costs of the project yet again. The Institution of Civil Engineers says that delaying HS2 could make the building process

“more difficult as construction firms shift their focus to other countries.”

Is it not time that the Government came clean with the public that HS2 is happening, and stopped the dither and delay that will only cost the taxpayer more money?

As my hon. Friend points out, the Liberal Democrats have different views on HS2 in different parts of the country, which would not be the first time.

The Government remain fully committed to HS2. Picking up the point made by the hon. Member for Bath (Wera Hobhouse) about the supply chain, I made it clear in my statement to the House that we are going full steam ahead on phase 1 from Curzon Street to just north of Birmingham, precisely to make sure we protect jobs and the supply chain, and to demonstrate clearly that the project is going to happen. We see the transformation it is having in the west midlands, as Andy Street never tires of telling me, in generating economic growth in Birmingham. We want to see more of that across the country and across the route.

Last month I announced measures to decarbonise transport, to help ensure that the UK continues to lead the international fight against climate change. That included the second round of the advanced fuels fund and further measures to progress the 2025 sustainable aviation fuel mandate, to help us fly sustainably. Earlier this week, we published Phil New’s independent report on attracting more sustainable aviation fuel investment to the UK, which I discussed with the industry and academia while chairing the Jet Zero Council on Monday.

The House will also be aware that we announced the zero-emission vehicle mandate, demonstrating how our post-Brexit regulatory freedom allows us to do more and to be more ambitious than our European Union partners. This will enable us to provide the green growth we need to grow the economy and to create better-paid jobs and opportunity across the country.

The establishment of the Cromarty Firth freeport will hopefully mean more freight travels through Invergordon, which has a railhead. Our railway network is one of the UK’s greatest national assets. What are the Government doing to make sure more freight is taken off the roads and on to rail? The establishment of HS2 will surely mean that capacity is freed up on other lines that could be used to move freight.

I am grateful to the hon. Gentleman for his question, to which I have two responses. First, HS2, as I frequently say but is not always well understood, is about freeing up capacity on the west coast main line both for passenger services and for freight. In my George Bradshaw address, I made it clear that later this year Great British Railways will set a freight target to get more freight off our roads and on to our railway network to help decarbonise our transport system.

T3. For disabled people, access to public transport is often the difference between having a job and not, between socialising and not, and between living independently and not. In my constituency, in Burnley and Padiham, a brilliant young man called Joe Skinner has made it his mission to improve disabled access on buses, whose current design does not take account of modern wheelchair sizes. So may I ask my right hon. Friend when disabled access requirements were last reviewed, whether he would come to Burnley to meet Joe and talk about this, and whether he would praise Joe for the work he does, not just for disabled people in Burnley, but for people right across the country?

Last year, the Prime Minister said:

“Smart motorways are unpopular because they are unsafe.”

Yet last week he confirmed that he would leave 400 miles- worth in place. Will the Secretary of State tell the House how many breakdowns were missed by the stationary vehicle detection system on our smart motorway network last year?

It is worth saying to the House that smart motorways remain the safest roads on the strategic road network, which is why the existing smart motorways are going to remain in place and we are finishing the construction of the two that are almost completed. However, it is also worth saying that the public do not have as much confidence in smart motorways as we would hope, which is why the Prime Minister delivered on the promise he made to cancel future smart motorways. That is a sensible, balanced position that we have taken, one that I strongly endorse in the House.

The combination of smart motorways and faulty technology is giving drivers serious cause for concern. Last year, more than 4,000 breakdowns were missed by that faulty technology. That shocking statistic shows that motorists have been left at risk by the Government’s shambolic roll-out of smart motorways. Will the Secretary of State do the right thing and urgently reinstate the hard shoulder?

This is a very good example of why the Labour party is not fit for government. The hon Lady does not want to face up to difficult choices. If she wants to reinstate the hard shoulder and maintain the capacity of the road network, that would mean spending billions of pounds on road improvements and she has no plan to pay for that. If she is not doing that, it means massive congestion on the motorway network, which will force people off that network and on to less safe A roads, and that will lead to more people losing their lives, not fewer. That is a choice she is not willing to face up to.

T4. In recent times, we have had a good number of fatal road accidents in West Dorset: on the A3066, at Mosterton; on the A30 between Sherborne and Yeovil; and on the A35. A year or so ago, I lost one of my best friends from primary school in a fatal car accident between Sherborne and Dorchester. Recently, I have set out and set up my road safety taskforce in West Dorset to address this issue. May I ask the Minister to confirm the standards and conditions he would expect local authorities and indeed National Highways to meet when it comes to white lines, cat’s eyes, signage and the like?

If the Minister’s Portillo-style tour of the railways takes him north of the border, will he reflect on the eye-watering track access charges paid by ScotRail and the eye-watering disruption caused to ScotRail services by problems with that track? Is it not just common sense that train tracks as well as train services should be fully devolved to Scotland?

The hon. Gentleman I hope knows that the way track access charges are paid for is in two parts. If he looks at the total charges paid for track access by ScotRail, he will see that they are done on the same basis as in the rest of the United Kingdom. It is a very fair deal for ScotRail, and I do not think that there is anything for the hon. Gentleman to complain about.

The Government have announced that all plans for new smart motorways have been cancelled.

This will mean that the 11 schemes already paused from the second road investment strategy (2020-25) and the three earmarked for construction during the third road investment strategy (2025-30) will be removed from the Government’s road building plans in recognition of the current lack of public confidence felt by drivers and cost pressures.

While no new stretches will be converted, work on the M56 J6-8 and M6 J21a-26 will go ahead as planned given they are already over three quarters constructed.

The Government and National Highways will continue to invest £900 million in further safety improvements on existing smart motorways. This includes installing stopped vehicle detection technology on every all lane running smart motorway which has now been completed, adding an additional 150 emergency areas across the network by 2025, and investing in giving motorists clear advice when using existing smart motorways.

The Government will also continue to deliver against their other commitments as set out in their response to the Transport Select Committee in January 2022.

This Government will continue to ensure that our roads remain among the safest in the world—helping drivers not just to be safe, but crucially, to feel safe and confident when driving.

Today, I am pleased to provide an update on this Government’s plans to reform our railways. I am announcing the location chosen to be the national headquarters of Great British Railways (GBR), providing further detail on GBR’s regionalised approach including how GBR will benefit the whole of Great Britain, as well as offering more detail on the role of GBR.

From a shortlist of six locations announced last summer, Derby has been chosen as the city to be the future headquarters of GBR.

Among an exceptional list of shortlisted applicants, Derby scored highest in the expression of interest stage of the competition, which analysed its suitability against six published criteria: levelling up, connectivity, opportunities for GBR, value for money, heritage and public support. It also scored highest in the six-week public vote, attracting 45,600 votes, more than 5,000 ahead of the second placed location in a total vote of 205,000.

Derby will become the heart of Great Britain’s rail industry, bringing together track and train, as well as revenue and cost. This means we will finally treat the railway as the whole system it should be rather than the web of disparate interests that it has become. Passengers will no longer face the excuse-making and blame-shifting of years past. Instead, GBR will be wholeheartedly customer-focused, serving as the single point of accountability for the performance of the railway. The rail campus, led by GBR HQ, will help position the industry to achieve this.

GBR will put customers at the heart of its reforms. It will reinvigorate the role of the private sector to help drive innovation with an unrelenting focus on quality, customer service and experience. Under GBR, rail journeys, buying tickets and ticket prices will be easier, simpler and fairer.

While GBR’s headquarters will be in Derby, other towns and cities will also benefit from hosting empowered regional GBR hubs equipped with decision making and investment powers aimed at benefiting their local communities. GBR will support jobs spanning across Great Britain including the north, south-east, south- west and London. The GBR HQ will share learning, partnerships, connections and opportunities across these centres of excellence.

GBR’s Transition Team will now work with Derby to identify the site for the HQ within the city, which will represent value for money for the taxpayer. The midlands is already a transport supercluster for Britain: with DFT and HS2 based in Birmingham, bringing GBR HQ to Derby represents a further boost to the region’s transport sector and demonstrates our commitment to levelling up the country.

With permission, Mr Speaker, I wish to make a statement on the progress the Government are making in improving rail services for passengers.

Let me begin by saying how pleased I am that, today, members of the National Union of Rail, Maritime and Transport Workers at Network Rail have voted to accept a 5% plus 4% pay offer over two years. Seventy-six per cent. of members voted to accept the offer, on a turnout of nearly 90%, showing just how many of them wanted to call time on this long-running dispute.

From the moment I became Transport Secretary, the Rail Minister and I have worked tirelessly to change the tone of the dispute. We sat down with all the rail union leaders and facilitated fair and reasonable pay offers. Now, all Network Rail union members have resolved their disputes, voting for a reasonable pay increase and accepting the need for a modern railway.

But not every rail worker is being given that chance. Despite the Rail Delivery Group putting a similar fair and reasonable offer on the table on behalf of the train operating companies, the RMT has refused to put it to a vote. It refused to suspend last week’s strike action even to consider it. Such a lack of co-operation is disappointing—and what does it achieve? It deprives the RMT’s own members of a democratic vote, denies them the pay rise they deserve and, most importantly, delivers more disruption to the travelling public.

My message to the RMT is simple: call off your strikes, put the RDG offer to a vote and give all your members a say because it is clear from the vote today—the “overwhelming” vote, in the RMT’s own words—that its members understand that it is time to accept a deal that works, not only for their interests, but for passengers.

Let me turn to the steps we are taking to help passengers and fix the issues on the west coast main line. Members will know that rest-day working, or overtime, is a common way for operators to run a normal timetable. However, last July, drivers for Avanti West Coast, who overwhelmingly belong to the ASLEF union, simultaneously and with no warning stopped volunteering to work overtime. Without enough drivers, Avanti had little choice but to run a much-reduced timetable, with fewer trains per hour from London to destinations in the midlands and the north. Passengers, businesses and communities along vital routes up and down the west coast main line rightly felt let down, facing cancelled services, overcrowded trains and poor customer information. Put simply, it has not been good enough.

While the removal of rest-day working was the main contributing factor, my hon. Friend the Rail Minister and I repeatedly made it clear to Avanti’s owning groups, Trenitalia and First Group, that their performance needed to improve, too, because we should always hold train operators to account for matters within their control. That accountability should come with the chance to put things right. That is why my predecessor, my right hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan), extended Avanti’s contract by six months in October. She rightly set a clear expectation that performance had to improve—no ifs and no buts.

I am pleased to say that not only was Avanti’s recovery plan welcomed by the Office of Rail and Road, but it has led to improvements on the network, with weekday services rising from 180 to 264 trains per day, the highest level in over two years, and cancellation rates falling from around 25% to an average of 4.2% in early March, the lowest level in 12 months. Nearly 90% of Avanti’s trains now arrive within 15 minutes of their scheduled time, over 100 additional drivers have been recruited, reducing reliance on union-controlled overtime working, and it is very pleasing to see Avanti’s new discounted ticketing scheme benefiting passengers on certain routes.

As you would expect me to say, Mr Speaker, there is much more still to do to ensure that Avanti restores services to the level we expect and to earn back the trust that passengers have lost, but we should welcome those improvements and recognise the hard work undertaken to get to this point. The Rail Minister in particular has overseen weekly meetings on Avanti for months and kept hon. Members from both sides of the House regularly informed. He deserves credit, along with Avanti, for that turnaround.

October’s extension was not popular, least of all in parts of this House, but it was the right decision and Avanti is turning a corner. Its recovery so far has given me sufficient confidence to confirm that today we will extend its contract by a further six months, running until 15 October. However, that short-term contract comes with the expectation that it will continue to win back the confidence of passengers, with a particular focus on more reliable weekend services, continued reductions in cancellations, and improvements in passenger information during planned and unplanned disruption. My Department will continue to work closely with Avanti to restore reliability and punctuality to levels that passengers have long demanded and have a right to expect.

I realise some hon. Members will also want to hear about TransPennine Express. I will update the House separately about TransPennine Express ahead of the contract expiring at the end of May, but let me be clear: its current service levels are, frankly, unacceptable and we will hold it to account on its recovery plan. We have made it clear that, unless passengers see significant improvements, like we have on Avanti, all options regarding that contract remain on the table.

I spoke earlier about holding operators to account, but if we stand here and rightly criticise poor operator performance, we should also recognise that across the industry train operating companies have few levers to change it. Avanti, like others, relies on driver good will to run a reliable seven-day-a-week railway. Like others, it is at the mercy of infrastructure issues out of its control. In fact, seven separate infrastructure issues affected Avanti’s performance in the first week of March alone.

Outdated working practices and track resilience are why predictable calls for nationalisation wildly miss the point. Any operator would face those constraints and struggle to run a reliable service. Ideological debates about ownership are therefore a distraction, like wanting to paint your car a new colour when what it needs is a new engine. Only fundamental reform will fix rail’s systemic issues, which is what the Government are delivering, bringing track and train together under the remit of Great British Railways, taking a whole system approach to cost, revenue and efficiency, and freeing up the private sector to innovate and prioritise passengers. Having set out my vision for rail last month, very soon, I will announce the location of the headquarters of Great British Railways, another clear sign of the momentum we are building on reform.

We are getting on with the job of delivering a better railway. It is why we are finally seeing improvements along the west coast main line, as we continue to hold Avanti to account. It is why we are making progress on rail reform. It is why we will always defend the travelling public from unnecessary strike action. And it is why we will always play our part in resolving disputes in a way that is fair to rail workers, the travelling public and the taxpayer. Unlike others, I am not interested in pointless ideological debates about privatisation and nationalisation. The Government are focused on gripping the long-standing issues facing the industry for the benefit of its customers—freight customers and passengers—taking the tough but responsible decisions in the national interest, and building the growing, financially sustainable and modern railway Britain deserves. I commend this statement to the House.

I thank the Secretary of State for advance sight of his statement. What a relief it is to see him in his place. Since he announced huge changes on HS2, affecting billions of pounds of investment and jobs, costs to the taxpayer and particularly affecting the north of England, this is the first we have seen or heard from him. You can call the search party off, Mr Speaker.

I welcome the deal on Network Rail, but it is overdue. After 10 months in which the Government refused to negotiate and, according to the chief executive of Network Rail, engaged in “noisy political rhetoric” that had been “counterproductive” to negotiations, a compromise has finally been made. However, passengers across the midlands, the north and Scotland, Members from both sides of the House, and possibly you, Mr Speaker, will be looking on in disbelief today as millions more in taxpayer cash is handed to an operator that is so demonstrably failing passengers. For the Secretary of State to stand at the Dispatch Box and hail a turnaround in the service demonstrates how staggeringly out of touch he is with the lived reality of people in this country.

The figures speak for themselves. Over the past six months, under the Secretary of State’s intensive improvement plan, Avanti West Coast has broken several records—records for delays and cancellations: the highest ever number of trains more than 15 minutes late and the highest single month of cancellations since records began. In one month, almost a quarter of services were badly delayed. That is higher than during the chaos in August and during the height of the pandemic.

That is not all. Under the Secretary of State’s so-called improvement plan, the number of trains on time actually fell to just one third. If that is what success looks like to the Government, is it any wonder that people question whether anything in this country works any more? They look on in disbelief as the answer to this prolonged failure is always millions more in taxpayers’ cash.

This issue matters because across the north, services remain in chaos. Today alone, more than 35 services have been cancelled on TransPennine Express. This has been an issue for not months but years. Six years ago, TransPennine Express had exactly the same issues that it faces today. Then, as now, it blamed staff shortages and the unions. It said then that it would recruit drivers and improve resilience. Then, as now, the Government shrugged their shoulders and let it off the hook as performance plummeted. The Secretary of State dismisses as pointless debates about the future of railways—little wonder, when the answer to the enormous challenges facing the railways is always more of the status quo.

The Conservatives promised competition that would serve passengers and lower fares; instead, as is happening today, contracts are awarded without the faintest hint of competition while fares rise again and again, and passengers suffer. Their answer to it all is more of the same: the same failing operators; the same waste and fragmentation; the same broken system. Labour will end the fractured, fragmented system holding our railways back and put passengers back at the heart of our rail network, prioritising long-term decision making. But the message that today’s decision sends could not be clearer. Under the Conservatives, our broken railways are here to stay. Under the Conservatives, passengers will always come last.

The hon. Lady must have been listening to a completely different statement; what she just said bears very little relationship to either facts or the things I set out. Let me take her points in turn. I am pleased that she welcomed the acceptance by RMT members of the deal on Network Rail, and that—she obviously did not say this—she recognises that my approach since I became Transport Secretary has clearly been the right one, having helped lead to the situation we are in today. I did not expect her to pay me any credit for that, but I note that she welcomed the result.

The hon. Lady said that the Avanti figures speak for themselves, and they absolutely do. Weekday services have risen in the new timetable since December to 264 trains a day. The cancellation rate that she talked about was last year; the most recent rate is down to 4.2%, the lowest level in 12 months. That is a clear improvement. I have said that it needs to be sustained, which is why Avanti has an extension only until October. Some 90% of its trains now arrive within 15 minutes of their scheduled time, which is not good enough—it is in the pack with the other train operating companies, but at the bottom of the pack. I have been clear that Avanti needs to deliver improvement in the next six-month period. But the figures do speak for themselves: they demonstrate an operator that is turning things around but still has more to do, which was exactly what I said in my statement.

I was clear that TPE’s current service levels are unacceptable and that no options were off the table. I am interested in the hon. Lady’s focus on guarding taxpayers’ money. If I have added this up correctly, she and her Front-Bench colleagues have made unfunded promises of £62 billion of rail spending with no demonstrable means to pay for them. I am afraid that she will have excuse me for finding her professed concern for the taxpayer a little incredible.

Finally, I was surprised that the hon. Lady does not seem to have noticed that far from talking about the status quo, last month I set out in detail a clear set of proposals for reform to bring track and train together in Great British Railways, which I reiterated in my statement. That is what we will continue doing: not having an ideological debate about who owns the railways but talking about delivering better services for passengers. That will remain our relentless focus.

May I start by welcoming the resolution of the industrial dispute? I congratulate my right hon. Friend and the Rail Minister on their constructive work to bring that about.

In his statement, my right hon. Friend rightly pointed out that there are many reasons behind train cancellations and delays, including infrastructure works and failures, industrial action and the weather, as well as those that are the responsibility of the train operating companies. Would it not help scrutiny and accountability of those operators—not just Avanti and TransPennine Express, but all operators—to have available a clear breakdown of the reasons behind poor performance, so that we can hold to account those who are responsible for which bits of the delays?

I would say two things about that. I will look carefully at whether there is more we can do to show the public clearly and transparently the reasons for delays, so that they can understand their cause. To some extent, I do not think that it is that important to passengers, because they do not really care whether the train operating company or Network Rail has caused the problem—they want it to be fixed. My hon. Friend makes the case for reform. It is exactly why we need to bring together the guiding mind on track and train operators—to join up the system, make better decisions for passengers and, ultimately, deliver a better service, which is what passengers are interested in.

While the Secretary of State was finishing writing his statement before coming to the House, Avanti was doing what it does best—causing more chaos to the west coast. I was glad that I got the London North Eastern Railway down, rather than Avanti. Avanti was far and away the worst-performing company for cancellations in period 11 and the second worst in period 12, according to Office of Rail and Road tables. It was beaten in period 12 only by TransPennine Express. Coincidentally, both franchises involve FirstGroup. By contrast, ScotRail is by far the best performing major operator for cancellation percentages, and it runs eight times as many trains as Avanti.

Since the much heralded Government intervention, ORR data for periods 8 to 11 shows that the number of trains arriving on time is lower, and hovers around 32% to 35%. The Secretary of State talks about facts, but the fact is that still only a third of trains are arriving on time. Does he really think that merits coming to the Despatch Box and bragging about a turnaround? Even on Avanti’s 15-minute threshold for arrival, performance has been consistently lower than in earlier years. In period 10, a quarter of trains arrived outside that 15-minute window. Period 11 was only marginally better. Yet again, ScotRail significantly outperforms it. LNER has had its own issues, but it still outperforms Avanti by some distance. There is no shareholder dividend system for ScotRail or LNER. Despite the Secretary of State saying that there is ideological battle on this issue, why are the Government still so opposed to nationalising rail companies and giving them public sector ownership?

The Secretary of State mentioned discounted ticketing, yet no one north of Preston benefits from that, so passengers in Scotland are paying full whack for services that barely exist to cross-subsidise tickets for trains that stop 200 miles away. Scottish commuters have seen plans to shelve the Golborne link for HS2, with no replacement identified, and further delays to the Euston link. Even when HS2 comes into being, our trains will be slower on the west coast main line than Avanti’s are at present. Despite the rhetoric about rhetoric, is it not the case that this Government just do not care?

Let me deal with those questions in order. First, it important to focus on the facts. To take today’s Avanti service, 95.5% of services were running within 15 minutes of their planned time. There was a service issue today, which I know at least one hon. Member was affected by. There was a Network Rail points failure between Carstairs and Carlisle, which resulted in the delay and part-cancellation of two services, including the 0939 from Lancaster, which started instead from Preston and arrived three minutes late at Euston. It is interesting that the issue was caused by the bit of the industry that is, of course, owned by the taxpayer, so that does not demonstrate the hon. Gentleman’s case for nationalisation.

Secondly, on timekeeping, I said in my statement that Avanti’s punctuality was now within the pack of the train operating companies, but that it was at the bottom of the pack and there was more work still to do. I was very clear that Avanti has improved its performance but it is not where it needs to be, which is why I have sufficient confidence only to extend the contract until October. Both I and the Rail Minister have been clear that Avanti needs to continue to deliver improved performance.

On LNER, on the east coast, in my view one of the reasons why good performance is delivered on that route is that there are open-access operators providing competition and choice to passengers. It is important for us to bear that in mind when we think about the future shape of the rail service.

On the hon. Gentleman’s points about HS2, because I have to consider the interests of the taxpayer and the fact that inflation is significantly high at the moment, I had to make difficult decisions. The choice I made was to continue delivering phase 1, in order to ensure we deliver it as promised; to have a short delay to phase 2a, to continue to deliver phase 2b on track; and to look again at delivering a station at Euston, within the budget that has been set. I think those were the right decisions to deliver improved infrastructure, to benefit the country over decades to come.

I warmly congratulate my right hon. Friend the Secretary of State, the Rail Minister and the leadership team of Network Rail on bringing this prolonged period of industrial action to a close. Does my right hon. Friend agree that when an offer is put to members of the RMT and employees, it must be clear that they indeed want it and accept it? Does he agree that it is right that the RMT should now put the offer to the train operators to its members as well?

I very much agree with my hon. Friend. The offers that have been made by both Network Rail and the train operating companies—broadly the same value of offers—are fair and reasonable, balancing the interests of the workers on the railways, the passengers and the taxpayer. It is important that the staff themselves get to make a judgment about whether they think those offers are fair, and I urge the RMT to put the offer to the train operating companies to its members, and to let the members decide. Surely that is the right thing for it to do.

I was very frank with the House that the service last summer and autumn was completely unacceptable. Avanti brought in a new timetable in December. For the first month, we did not really see any improvement because there was sustained industrial action on the railways. Since then, it has delivered improved performance. Is it good enough? No, it is not—I have made that clear—but I believe that it has demonstrated that it has turned things around enough to justify giving it the chance of a further six months to show that it can do the job. We will see whether it does that job in the next six months, but it has demonstrated that it can turn things around.

As the Secretary of State suggests, things have started to improve on Avanti West Coast, including through Stoke-on-Trent, but we need to see further improvements, particularly when it comes to services and delays. But that is not just down to the operators: as the Office of Rail and Road suggests, every single Network Rail region has seen more delays attributed to Network Rail than in the previous period. Does the Secretary of State agree that we must focus on track as well as train if we are to get the improvements we need?

I very much agree. The Rail Minister has met Network Rail to raise the specific issues that my hon. Friend raises and others, but let me say two other things. First, now that we have resolved all the industrial disputes on Network Rail, the company’s management can now focus 100% on delivering improved performance rather than on dealing with an industrial dispute. Secondly, it has ambitious plans for reform to deliver improved maintenance of the network in a safer way for the people who work on it and at a lower cost for the taxpayer, all of which will deliver better services for my hon. Friend’s constituents.

I assume from the Secretary of State’s earlier comments that he is aware of my Twitter thread about my cancelled and then delayed journey to London this morning. It will have come as no surprise to my constituents, whose lives have been disrupted by this train company for far, far too long. Today’s announcement of the contract extension has been met with anger by my constituents. I have to say that Avanti really did take the biscuit today when it even managed to serve mouldy food in its on-board shop. My constituents would like to know what on earth Avanti has to do, other than be the worst-performing rail operator in the country, to actually lose the contract.

I would say a couple of things. First, I did see the hon. Lady’s tweet, which is why I set out clearly the position with respect to the train service that was disrupted this morning: there were two services that were part-cancelled, and the rest of Avanti’s services this morning were running perfectly all right. The issue with the cancellation was to do not with Avanti, but with Network Rail’s performance.

On the hon. Lady’s second point, I come back to what I said earlier. I am not pretending that Avanti has fixed its performance or that it is up there with the best-performing train operating companies—far from it—but the question I faced was whether it had done enough to demonstrate that it was capable of turning its services around. I have set that out, and I will not try the patience of the House by saying it all again. It has made a significant improvement—enough to justify an extension until October. Is there more to do? There absolutely is. The hon. Lady is right to make that strong argument on behalf of her constituents, and we will hold the company to account.

My right hon. Friend is the antithesis of the Fat Controller, but may I thank him very much indeed for all his efforts in securing a satisfactory agreement with the unions recently? Owing to the complete shambles that at times we see from Avanti, which purportedly seeks to run a rail service, there will be concern among my constituents. Has my right hon. Friend reflected on the question of over-promising in bidding for franchises? Will his judgment of Avanti’s success or otherwise over the next six months be conditional on improvements such as the ability to book tickets further in advance than is currently possible?

My hon. Friend is quite right, and I will take his initial comment in the spirit that I am sure he intended. We will judge Avanti in the same way that it is judged on the fee that it earns: on its operational performance; on the experience of its customers; on its financial management; on how it works with Network Rail, other train operating companies and other stakeholders; and on the fundamental performance that it delivers in its timekeeping, its punctuality and its level of cancellations. It will also be judged on its customer service experience. It is quite right to say that it has had some issues with the ability to book tickets ahead, and over the past week it has had some issues with its website. It knows that it needs to fix those issues and that we will hold it to account, as will my hon. Friend.

I just cannot reconcile the Secretary of State’s statement that services have improved with my own experience as a passenger over the past month, from today’s minor inconvenience of no food being available on the long journey from Bangor to London, to the delays in last week’s trains, to what happened the previous week when the trains did not turn up at all—and that is on top of the withdrawal of direct services on the vital Irish route through my constituency and Ynys Môn to Holyhead. How can the Secretary of State have any confidence that in six months’ time the service from Avanti will be any better?

There has been an improvement over time. Last year, I made it very clear that services were completely unacceptable. Avanti introduced a new timetable in December, but it was impossible to see any improvement during the first month of its operation owing to sustained industrial action affecting either the train operating companies or Network Rail. Avanti has since improved its performance, but I accept that it is not all the way there, which is why I extended its contract by only six months. Those at Avanti are well aware that they are still on probation and have more work to do, and I shall expect to see sustained improvement on punctuality and timekeeping, on cancellations, and on the way they work with their customers. We will be holding them to account, and my hon. Friend the Rail Minister will continue his regular meetings with them to ensure that their performance continues to improve, for the benefit of the hon. Gentleman and his constituents.

I am pleased to see that the cancellation rate has fallen to 4.2%, but one swallow does not a summer make, and this service has been letting my constituents and me down for a prolonged period of time. What will the Secretary of State be looking for during those six months, and will he be able to publish the precise metrics of what he would consider to be a success in order to allow the contract to be refreshed in future?

I do not disagree with my hon. Friend. I said in my statement that performance had been poor, but improvements had been made. This will be a question of punctuality and timekeeping—of whether Avanti hits the required on-time performance—the number of cancellations, and how easy its customers find it to deal with the service. I will also have to judge it on the basis of what is going on in the industry. It would be much easier to judge the performance of train operating companies if their staff were not going on strike, which I why I think that if the RMT puts its deal to the members, we can resolve the industrial dispute. The issue of holding management to account would then be very clear, because it would be the only thing left on which we can focus. It is very difficult to hold management to account when the workers keep going on strike and disrupting the service for passengers.

The Secretary of State said that the contract would be extended with the “expectation” that Avanti would win back the confidence of customers. I have to say that my constituents in south Manchester are a long way from having confidence in Avanti. I speak regularly to people who are driving rather than taking the train because they know it is the only way in which they can guarantee that they will arrive at their destination on time. Leaving aside the cancellation statistics, how will the Secretary of State measure the confidence of customers in Avanti’s currently shambolic service?

I made it very clear that Avanti would have to earn back the trust of its customers, which, for rather obvious reasons, it has lost over the past year. The only way to win back the trust of customers in a service business such as passenger rail is to deliver sustained performance improvement over time. During the most recent period for which we have statistics, the cancellation figures clearly improved, but Avanti still has more work to do. It needs to sustain that performance, making the trains more punctual and reducing the number of cancellations for a sustained period. If it does that, it will win back the trust of its customers. If it does not, it will not, and we will make decisions accordingly.

I congratulate my right hon. Friend on his statement. The arrangements that will hopefully end the strikes are very good news, and the RMT should certainly ballot its members. As for Avanti West Coast, my constituents who use Lichfield Trent Valley station will be pleased to see what has been done, but we do need more improvement. He has used the phrase “Great British Railways” a number of times. I am really looking forward to any announcement that its headquarters might be in Derby.

The Secretary of State seems to be celebrating a 4% cancellation rate on Avanti. May I invite him to look at the cancellation rate on Thameslink trains from St Albans City station, which is 8%? In fact, only 47% of our trains run on time, and our tickets are almost a third more expensive per mile than the average London commuter route, which means that St Albans is now rated the worst commuter station into London. Will the Secretary of State look at those cancellation rates and tell me when the prices affecting my constituency will go down and when reliability will go up?

We look at the performance of the rail network overall but, as the Chairman of the Transport Committee said, we need more transparent information. The most important thing is that lots of the issues to do with the performance of train operating companies are partly to do with infrastructure. Passengers do not care what causes the problems, which is why GBR, with its new regional structure, will ensure that we deliver a more joined-up system and better overall performance, which is what is ultimately important for the hon. Lady’s constituents.

I welcome my right hon. Friend’s statement. It is very positive that RMT employees at Network Rail are ready to accept the offer, and therefore disappointing that those who work for the train operating companies have not been given a chance to express their views. On the specific points in the negotiations, does he agree that reforms to working practices in order to modernise and bring greater efficiency to the railways are critical to their future? Can he confirm that this is central to the negotiations taking place?

I welcome my hon. Friend’s support for reform in general, but this is also part of the deals that have been accepted. On Network Rail, the modernising maintenance programme is central to delivering the savings that will help to fund the pay offer that has been made. We need to see similar reforms in the train operating companies in order to deliver a reliable, seven-days-a-week rail service that is better for passengers, particularly given that we have seen a bounce-back in leisure travel at the expense of commuter rail, which I do not think is going to come back post-pandemic. We need to see a more flexible railway delivering for passengers.

Last year we saw £4.1 million in bonus payouts despite the worst performance figures for all rail operators. Today we see contract extensions despite the Office of Rail Regulation showing that 17% of trains had been cancelled since December. Does the Minister think that rewarding failure on this scale is justifiable to the UK taxpayer or, indeed, to passengers?

I do not think the hon. Lady listened very carefully to what I said. I did not say that Avanti had fixed all the problems, but it has delivered an improvement in performance compared with last year. As I have said, since it introduced its timetable in December, we did not see much improvement in the first month because either train operating company staff or Network Rail staff were on strike, but since then it has delivered an improved performance. Has it improved as far as it needs to go? No, it has not—I was clear about that. We need to see that performance sustained over the coming months, and that is how we will judge its performance when we make a decision towards the end of this next six-month period.

The vast majority of my constituents who use rail rely on Chiltern Railways, and passengers have faced massive and dangerous overcrowding on services to stations such as Haddenham and Thame Parkway and Princes Risborough at commuter times and at weekends. That is due in no small part to customers frustrated with Avanti who would ordinarily choose Avanti to go from Birmingham to London being displaced on to the Chiltern line instead. What assessment has my right hon. Friend made of the impact of Avanti’s failures on overcrowding on other railways, and what can he do to alleviate that pressure?

I have not made a specific assessment of the extent to which Avanti’s poor performance, particularly last year, has led to the effects that my hon. Friend describes, but he has set them out clearly. If the improved performance that has taken place over the past few months is sustained, it will enable a reverse of that effect, which will deliver better services not only for those who use Avanti but for his constituents who use Chiltern’s services, for whom the level of overcrowding will reduce.

Frankly, we could do with a Secretary of State who has to use Avanti West Coast twice a week, as many of us in this Chamber do. I must be the unluckiest rail user in this place, because I always seem to be on a train that he says is one of the 10% that triggers delay repay. Avanti has failed, and it has failed spectacularly. Even by the Government’s own admission, Avanti has failed to the point that my constituents genuinely do not understand why it was allowed to have £4 million of bonuses and £12 million of dividends. Can he explain to my constituents why we have a rail service that allows and rewards abject failure?

I used Avanti when, for example, I went to Manchester to meet the northern Mayors to discuss Avanti’s performance when it needed improving. Since I met them, Avanti’s performance has significantly improved.

On bonuses, the hon. Gentleman is talking about a period that predates last year’s extremely poor performance. We have not yet seen the published figures to assess the period since last year.

Finally, the hon. Gentleman is right that we need to see sustained performance improvement. As I said in my statement, we will make sure Avanti has done that when we come to make a decision about the period after October.

I am concerned that the Government have extended the Avanti West Coast contract to 15 October 2023. My Ynys Môn constituents and businesses are at their wits’ end over Avanti’s terrible and unreliable service to Holyhead, which is the UK’s second busiest port. The Minister mentioned that more than 100 additional drivers have been recruited, reducing reliance on overtime. Is there a target figure that Avanti needs to recruit by 15 October for the contract to be extended?

The majority of pre-covid services to the north Wales coast have been restored, and there are five trains a day in each direction between London and Holyhead. Avanti has recruited more than 100 new drivers, which needs to be sustained for it to continue delivering a reliable timetable without depending on rest-day working. We will work closely with Avanti to make sure that performance continues over the coming months.

During the period of Avanti’s improvement plan, the operator had the highest proportion on record of trains running more than 15 minutes late. By the Secretary of State’s own admission, Avanti has also lost the confidence of its customers. Why are the Government rewarding this gross incompetence with yet another six-month extension?

I was clear in my statement about the facts on Avanti’s punctuality. Although it is now back in the pack with the other train operating companies, it is at the bottom of the pack and still has more work to do. The question for me, as I said in my statement and as I said in answer to the shadow Secretary of State, the hon. Member for Sheffield, Heeley (Louise Haigh), is about whether Avanti’s performance has improved enough to demonstrate it can continue improving. The statistics I read out show that Avanti is clearly running a much better service, with 40% more trains, and has significantly reduced cancellations in the past few months, but I was very frank that its performance is not good enough today. Avanti needs to continue delivering service improvements for us to give it a further contract. That is what we will judge Avanti by as we run forward to October.

I must confess that I was disappointed to hear from my right hon. Friend that he has decided to extend Avanti’s contract by six months. Avanti has been letting down the people of north Wales for far too long and I had hoped that he would be coming here to say that he was terminating that contract. It would appear that the progress Avanti has made is that it is no longer delivering a truly deplorable service and instead is delivering something rather less than a mediocre one. Will he confirm that he will expect Avanti to be delivering an excellent service by October, failing which it will be stripped of its franchise?

I think my right hon. Friend is being a little unfair in not recognising the performance improvements Avanti has made. I completely accept that its performance last summer and autumn was terrible, and I said that, but it has made significant improvements. It needs to continue those improvements, particularly in delivering reduced cancellations, improvements at weekends—its weekday services are better than its weekend ones—and improvements in how it deals with its customers. All those things absolutely need to continue happening for both him, and me, to be satisfied with Avanti.

Today, more than 30 services were cancelled by TransPennine Express. The Minister has outlined his concern about the service, so will he reassure the House that when performance figures are published we will find that TPE will not have received a penny in performance bonuses, given the misery that millions are facing?

The rail Minister and I met its senior leadership and made it clear that the current performance was unacceptable. As I said at this Dispatch Box, if there is not considerable improvement, all options are on the table.

Staying with TPE, the Secretary of State will know that I have raised this issue on more occasions than I would wish to do so. The service out of Cleethorpes is supposed to be hourly through to Doncaster, Sheffield and Manchester, but today there was a six-hour gap between 8.20 and 14.20, and 10 days ago there was an eight-hour gap between trains. This is having a terrible effect on business and leisure facilities, and tourism to Cleethorpes, and it has been going on for 16 months, so it is not something new. When he comes to make a decision on TPE, will he please take an extremely robust position?

I know that my hon. Friend has had a particularly difficult time on the route that serves his constituents. I was clear at the Dispatch Box that TPE’s service is not acceptable, to put it mildly, and it needs to improve. The one thing I would say is that it is overly dependent on rest-day working. When I met northern Mayors, who made this point to me clearly, I ensured that a refreshed, more generous offer on rest-day working was made to ASLEF, but again, it did not even put it to its members. That offer would have made a significant difference in the performance delivered to his constituents. I ask ASLEF to look again at the offer that has been made on rest-day working and take it up, so that we can do the most important thing: deliver improved services to passengers, rather than continue an unnecessary dispute.

Avanti’s abysmal performance is not just demoralising its own hard-working staff on stations and on trains, but causing a huge blow to our economy. The Lakes is the second biggest visitor destination in the country, and it is connected with the biggest, here in London, and the impact on the economy is huge and massively damaging. During this six-month probation period we are talking about, Avanti has recorded almost one in five trains cancelled, with almost one in two delayed. What appalling additional reduction in the quality of service must Avanti do to lose the contract? People in Cumbria will be appalled at the apparent low standards.

The hon. Gentleman will have to forgive me if I have this wrong, but I do not think he was here for the whole of my statement, so he may have missed the bit where I set out the improvement that Avanti had delivered. It weekday services have risen from 180 to 264 trains a day, and cancellations were down to 4.2%. I made it clear that Avanti had demonstrated enough improvement to justify the extension until October, but it absolutely has more work to do to deliver for his constituents and others who use the service. That is what the Rail Minister and I will be expecting Avanti to do in the months running up to October.

The ideologically driven actions of the RMT have brought chaos to the wider economy. Rail strikes alone cost the UK hospitality sector £1.5 billion in December—that affects jobs and livelihoods. Will my right hon. Friend reassure me that the Conservative party will always be the champion of the public and their right to get on with their daily lives—even in the face of the RMT’s actions?

That is a very well-aimed question, because it demonstrates that, when we have rail strikes, there is an immediate impact on not just passengers but the wider economy. I reiterate that, with a 90% turnout and a 76% acceptance of the offer, Network Rail’s RMT staff have demonstrated that they thought it was fair and reasonable in all the circumstances. They have accepted it, which seems to me to justify the RMT putting a very similar offer to its members working in the train operating companies. I would urge it to do so, and to do so quickly, so that it can call off next week’s strikes. That probably needs to happen by the middle of this week so that we do not damage the passengers, or the businesses that depend on them, any more than they already have been.

The people of Stockport have to suffer the extremely poor services provided by Avanti and TransPennine Express. It is extremely frustrating that the Government have decided to extend Avanti’s contract by six months. The Secretary of State pretends that Avanti was an excellent service provider before last summer, but in 2021-22 it had the most complaints of any operator. Why do new figures prove that the Government sanctioned a £12 million dividend for Avanti shareholders, and will the Secretary of State demand that money back?

I think I am right in saying that the hon. Gentleman is talking about the period before the very poor service last year. However, he will also know that the judgment about whether train operating companies have hit the performance targets they have been given is reached independently, not by me, and I think that is a good safeguard.

On the hon. Gentleman’s general point about Avanti’s and TransPennine’s performance, and whether it is good enough, I was clear that TP’s performance is not good enough at the moment. If TP does not demonstrate improved performance, all options remain on the table.

I congratulate the Secretary of State and the Rail Minister on successfully working their way through the Network Rail strike. They have rightly mentioned winning back the trust of customers, so as they start to consider whether Avanti, TransPennine Express and others have successfully improved their performance, will they also consider that open-access operators—which the Secretary of State mentioned as a shining example of good practice and which have maintained their customers’ affection—may be the answer for both these routes? Why do we not have more of them and fewer monumental, single provider-dominant contracts?

I welcome my hon. Friend’s question. On the point about drivers, almost 100 drivers have been recruited—I said more than 100 earlier, but it is almost 100, and I would like to correct the record at this early opportunity.

My hon. Friend’s point about open-access operators is right. As I said in answer to a previous question, that competition and choice are welcome, but we can only have that when we have sufficient capacity—that is important. I also note that Avanti’s announcement today makes it clear that the new managing director it has brought in to grip its performance and to continue delivering improved performance has been responsible for two of those very successful open-access operators. I think that bodes well for Avanti’s customers.

I have to tell the Secretary of State that the only cancellation my constituents would welcome is the cancellation of the Avanti contract. He mentioned the five services a day between Holyhead and Crewe, but he may not be aware that two of them have been cancelled today. For communities in Chester and north Wales, this ongoing nightmare is affecting lives and economic performance. When will the Secretary of State stop rewarding failure and get a grip on this service?

I think the hon. Lady’s question would be fairer if I had pretended there was not more work to do. Avanti has delivered performance improvement, running 40% more services, reducing the rate of cancellations to 4.2% and running significantly more trains on time, but I was very clear that it needs to do better on punctuality and deliver sustained improvement on cancellations. I know how much cancellations inconvenience passengers—not just those who wanted to catch the cancelled services, but passengers on other services that are then overcrowded. Avanti has work to do, but I think it has done enough so far to justify a six-month extension. We will consider whether it has sustained that performance when we have to make a further decision later this year.

The service my constituents endured from Stoke-on-Trent last year was truly appalling, as my right hon. Friend acknowledged earlier. Does he agree that, although things have been better this year—I can testify myself that there are more services, they are less crowded, and most of them turn up on time—it is still not good enough, and 4.2% is not an acceptable cancellation rate? Will he hold Avanti to account before extending the contract any further?

I welcome my hon. Friend’s words, which paint a balanced picture. He recognises that there has been improvement, and I have talked to colleagues in this House and outside who have recognised that improvement, but there is more to do. Avanti has more to do on driving down cancellations and on punctuality, where it is at least now in the pack with the other train operating companies, but at the bottom of the pack. That is why we have only extended the contract for another six months. Avanti must demonstrate to our satisfaction that it can deliver that improved performance in a sustained way, which is what is important for my hon. Friend and his constituents.

TransPennine’s performance is rubbish. Its cancellation rates are appalling, Members on both sides of the House have lost confidence in it, and it cannot even run the toilets at Hull Paragon station properly. Why do we have to wait until May for a decision on the future of TransPennine?

I think I was very clear in my characterisation of TransPennine’s performance. I was perhaps a little more diplomatic than the right hon. Lady, who was franker in her assessment, but I said that its performance was not acceptable. The contract expires on 23 May; I will have to make a decision ahead of that and, as I have said, all options remain on the table if TransPennine does not improve its performance.

It is five years since the newly refurbished London Bridge opened; apart from teething problems at the start, it ran relatively smoothly until the Government-imposed timetable changes came in in December. Since then, we have seen several very dangerous situations occur at London Bridge. At a stakeholder meeting a couple of weeks ago, Southeastern stated that one of the problems is that it has to make £10 million-worth of savings, imposed by the Government. The Secretary of State may not be a portly controller, but he is the controller none the less. Is it not the tinkering of this Government that is leading to a chaotic railway service, whether on Southeastern or Avanti?

The particular set of circumstances the hon. Gentleman talks about requires Network Rail to work closely with Transport for London, as it is doing, to look at those circumstances. I know there have been issues with the timetable on his particular line and I remember a conversation he had with my hon. Friend the Rail Minister at the last set of oral questions, where my hon. Friend was able to supply the House with some positive news. I have listened carefully to what the hon. Gentleman says, and I will take that away and look at it to see whether there is more we need to do in the short term to improve performance for his constituents.

Many of my constituents are unfortunate enough to have to rely on Avanti. They thought the Secretary of State’s predecessor should not have extended the contract last time, let alone this time. I want to look at some of his claims about improved performance, because they do not stand up to scrutiny over any extended period of time. Everybody knows what is going on here, because they have experienced the service for themselves. The average number of cancellations between September 2022 and March 2023 was just as high as over the previous six months, and Avanti had the highest proportion of trains more than 15 minutes late on record. The travelling public know it, we know it, and I suspect he knows it too: Avanti should be stripped of its franchise.

I think we should judge Avanti’s performance fairly. The hon. Gentleman is mashing periods together. Before December, I was quite clear that Avanti absolutely had to deliver an improved timetable—that did not start until December. Of course, as I said in response to previous questions, the first month or so of that was disrupted enormously by industrial action either in the train operating company or in Network Rail, or in both. Since Avanti brought it its new timetable, it has delivered 40% more services. Yes, it has not delivered sustained reductions in cancellations, but it has delivered reductions more recently.

There is no point in looking at the performance last summer and autumn, which I have accepted was terrible. There was a problem to fix, which is why Avanti needed to bring in its new timetable. Since it has done that, it has delivered improvements. Are they good enough? No, which is why I have extended it for a further six months only. Avanti is very clear that it has to deliver sustained performance improvement, and I judged that that was the best way to deliver improved performance for the hon. Gentleman’s constituents and those of other hon. Members.

The performance and service of York-based LNER is the best across the network. That service is under the operator of last resort. By contrast, TransPennine Express, which is operated by FirstGroup, is failing my constituents abysmally. Will the Secretary of State look at bringing TPE under the same public ownership as LNER, and draw on York’s advanced rail and digital rail cluster to make TPE an effective and efficient service?

TPE’s contract expires on 28 May, not 23 May. I recognise what the hon. Lady says about the excellent skills that are available in York. On LNER, that franchise often delivered very good performance. The reasons why it ended up being brough under the control of the OLR were to do with financial performance —the operational performance was very good. On TPE, we are carefully considering the performance of the existing company and structure, and we will make a judgment about that. I have said that no option is off the table if TPE does not deliver improved services. I listened carefully to what she said, and I will bear it in mind when we make a decision.

I thank the Secretary of State very much for his statement. For able-bodied people like us, travel can be a problem, but it is even more of a problem for disabled people. Will he outline whether improvements to disabled access will be extended to rural locations, which, although small in nature, are vital and pivotal to connectivity, especially for disabled people, who wish to be—and must be—fully considered and included in this statement and, indeed, in the delivery of services?

The hon. Gentleman will know that, in a previous life, I served as Minister for Disabled People, so I take accessible transport very seriously. That is why one thing that I did when I became Secretary of State was to make all my Ministers clear that, in all their decisions, they had to think about how disabled people could have access to all modes of transport. He will know about the services that we have to improve station accessibility. I will make sure that, as we think about rural services, the Rail Minister thinks about access for all, because that is incredibly important, as the hon. Gentleman says.

The Government are committed to a strong planning regime for nationally significant infrastructure which properly takes into account impacts on the natural environment, air quality and valued landscapes, and the views of local communities affected by development.

The National Policy Statement for Ports was published in 2012. While the statement continues to provide an appropriate framework for planning decisions in relation to ports infrastructure development and associated development, such as road and rail links, it is important to ensure the statement continues to support decision making effectively.

In the Freeports Bidding Prospectus, the Government set out their intention to review the National Policy Statement for Ports in 2021. I am today announcing a review of the National Policy Statement for Ports under the provisions of the Planning Act 2008. This review will include a thorough examination of the modelling and forecasts that support the statement of need for development, and the environmental, safety, resilience, and local community considerations that planning decisions must take into account. Reviewing the National Policy Statement for Ports will ensure that it remains fit for purpose in supporting the Government’s commitments for appropriate development of infrastructure for ports and associated road and rail links.

For the avoidance of doubt, the existing National Policy Statement for Ports will remain in full effect during the period of the review. Any current or upcoming applications for development consent will be assessed under the current National Policy Statement for Ports.
