Commons ChamberThis morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
We have no clarity on access to the single market, huge disadvantages still in energy costs, and foreign steel being used in our key defence projects. We know that the Prime Minister likes to try to channel the Iron Lady, but when will she show some mettle in standing up for British-made steel?
This Government have stood up for British-made steel, and we have taken a number of measures that have improved the situation for the steel industry. The hon. Gentleman says that there is no clarity in relation to Brexit. I am very clear that what we want to achieve is the best possible deal for businesses in the United Kingdom, so that they can trade with, and operate within, the single European market.
I am grateful to my hon. Friend for his question and for recognising the contribution that the Government have made in increasing investment in infrastructure, and the importance of that investment. We have consulted on proposals around a lower Thames crossing. There were more than 47,000 responses to that consultation. Those are now being considered, and my right hon. Friend the Secretary of State for Transport will respond to that consultation in due course.
May I take this opportunity to welcome Neasa Constance McGinn? I hope that the evidently effective crash course in midwifery undertaken by my hon. Friend the Member for St Helens North (Conor McGinn) is not a sign to the Government that we believe in downgrading midwifery training.
Just a few months ago, on the steps of Downing Street, the Prime Minister promised to stand up for families who are “just managing” to get by. However, we now know that those were empty words, as this Government plan to cut work allowances for exactly those families who are just getting by. Is it not the case that her cuts to universal credit will leave millions worse off?
First, may I congratulate the right hon. Gentleman on the birth, I understand, of his granddaughter? [Interruption.] No? I am sorry. In that case, I am completely mystified. [Interruption.] In that case—[Interruption.] Wait for it. In that case, perhaps one should never trust a former Chief Whip. [Interruption.]
On the point that the right hon. Gentleman raised in relation to universal credit, the introduction of universal credit was an important reform that was brought about in our welfare system. It is a simpler system, so people can see much more easily where they stand in relation to benefits. Crucially, the point about universal credit is making sure that work always pays. As people work more, they earn more. It is right that we do not want to see people just being written off to a life on benefits and that we are encouraging people to get into the workplace.
It is a bit unfair to blame a former Chief Whip for some little bit of confusion—very ungallant. Can we not just admire my hon. Friend the Member for St Helens North for his work? [Interruption.] It is extremely rude to point.
The Prime Minister’s predecessor abandoned those same cuts to working people through the tax credit system. Now the right hon. Lady as Prime Minister is enacting them through universal credit. The Centre for Social Justice says that these cuts will leave 3 million families £1,000 per year worse off. Why is the Prime Minister slipping the same cuts in through the back door?
At least my former Chief Whip has a job. On the serious point that the right hon. Gentleman raises about universal credit, I repeat what I have just said. I think it is important that we look at why universal credit has been introduced. It was introduced because, with the benefits system under the Labour Government, we saw too many people finding that they were better off on benefits than they were in work. What is important is that we value work and we value getting people into work if they are able to work, but we want a system that is fair both to those who need the benefits and to those who pay for the benefits through their taxes. There are many families struggling to make ends meet who are paying for the benefits of others. I want a system that is fair to them as well.
This week, an Oxford University study found that there is a direct link between rising levels of benefit sanctions and rising demand for food banks. A million people accessed a food bank last year to receive a food parcel; only 40,000 did so in 2010. I welcome the Government’s promise to review the work capability assessment for disabled people, but will the Prime Minister further commit to reviewing the whole punitive sanctions regime?
It is absolutely right that in our welfare system, we have a system that makes sure that those people who receive benefits are those for whom it is right to receive benefits. That is why we have assessments in our welfare system. But it is also important in our welfare system that we ensure that those who are able to get into the workplace are making every effort to get into the workplace. That is why we have sanctions in our system. What the right hon. Gentleman wants is no assessments, no sanctions and unlimited welfare. That is not fair to those who are accessing the welfare system, and it is not fair to the taxpayers who pay for it.
According to a Sheffield Hallam University study, one in five claimants who have been sanctioned became homeless as a result. Many of those included families with children.
Could I recommend that the Prime Minister support British cinema, and takes herself along to a cinema to see a Palme d’Or-winning film, “I, Daniel Blake”? While she is doing so, perhaps she could take the Work and Pensions Secretary with her, because he described the film as “monstrously unfair” and then went on to admit that he had never seen it, so he has obviously got a very fair sense of judgment on this. But I will tell the Prime Minister what is monstrously unfair: an ex-serviceman like David Clapson dying without food in his home due to the Government’s sanctions regime. It is time that we ended this institutionalised barbarity against often very vulnerable people.
I have to say to the right hon. Gentleman that, of course, it is important that, in our welfare system, we ensure that those who need the support that the state is giving them through the benefits system are able to access it. But it is also important in our system that those who are paying for it feel that the system is fair to them as well. That is right; that is why we need to have work capability assessments—it is why we need to have sanctions in our system. Now, the right hon. Gentleman has a view that there should be no assessments, no sanctions and unlimited welfare. I have to say to him that the Labour party is drifting away from the views of Labour voters; it is the Conservative party that understands working class people.
The housing benefit bill has gone up by more than £4 billion because of high levels of rent and the necessity of supporting people with that. Is that a sensible use of public money? I think not.
In response to the March Budget, I asked the Chancellor to abandon the £30 cut for disabled people on employment and support allowance, who are unable to work, but who, with support, may be able to work in the future—they want to be able to get into work. What evidence does the Prime Minister have that imposing poverty on people with disabilities actually helps them into work?
I am pleased to say that what we have seen under this Government is nearly half a million more disabled people actually in the workplace. My right hon. Friend the Secretary of State for Work and Pensions has launched a Green Paper on work, which is starting to look at how we can continue to provide and increase support for those who are disabled who want to get into the workplace. But the right hon. Gentleman started his question by asking me about the increase in the money that is being spent on housing benefit. If he thinks that the amount of money being spent on housing benefit is so important, why did he oppose the changes we made to housing benefit to reduce the housing benefit bill?
As the Prime Minister well knows, my concern, and that of my party, is about the incredible amount of money being paid into the private rented sector in excessive rents, and that could be brought under control and handled much better.
Many people in this House will have been deeply moved by the article by my hon. Friend the Member for Swansea East (Carolyn Harris) about the tragic death of her son and having to take out a bank loan to cover the funeral costs. The Prime Minister may be aware that the Sunday Mirror, with the support of the Labour party, is calling for an end to council charges for the cost to parents of laying a child to rest. It would cost £10 million a year—a very small proportion of total Government expenditure—to ensure that every council could ensure that those going through the horror of laying a child to rest did not have a bill imposed on them by the local authority to put that child to rest. I hope the Prime Minister will be able to consider this and act accordingly.
I recognise the issue that the right hon. Gentleman has raised. There are, of course, facilities available through the social fund funeral expenses payment scheme for payments to be made available to people who qualify and meet the eligibility conditions. Of course it is difficult for anybody when they have to go through the tragedy of losing a child and then face consequences of the sort that the right hon. Gentleman mentions. We are making sure, of course, in relation to local authorities, that they now have the extra revenues available to them through business rates and other local revenues. It is up to councils to consider what they wish to do on this, but I say to the right hon. Gentleman that there are facilities available through those social fund funeral expenses to deal with the issue that he raises.
We have protected the schools budget in relation to funding paid per pupil, and we are protecting the police budget. But of course, as we look at the various ways—the various funding formulas—through which we are funding public services in my hon. Friend’s constituency and in the county of Northamptonshire, we will be looking at the very issue of what is right in terms of the needs of the local area and the numbers of people there.
It is with sadness that we learned of the death of a serviceman in a live firing exercise at the range in Tain. No doubt the Prime Minister and right hon. and hon. Members across this House will extend their condolences to the family, friends and colleagues of the serviceman who has died so tragically.
The Prime Minister says that she wants to tackle international and domestic tax avoidance and serious criminality. SNP Members support this. If she were told that specific UK financial vehicles were being used for tax avoidance and other serious criminality, what would she do about it?
First, I am sure that, as the right hon. Gentleman says, the whole House would wish to pass on our condolences to the friends and family of the serviceman who has died at the Tain range.
The right hon. Gentleman mentions tax avoidance. Yes indeed, we have done a significant amount in relation to tax avoidance. He asks what anybody should do if they have evidence of people actually avoiding tax. I suggest that he speaks to HMRC.
Scottish limited partnerships were established by this House in 1907, and they are being aggressively marketed internationally, especially in eastern Europe. The International Monetary Fund has warned of the risk posed by SLPs in the fight against global money laundering and against organised crime. It is now a matter of public record that SLPs have acted as
“fronts for websites peddling child abuse images, and…have been part of major corruption cases”
in Ukraine, Uzbekistan, Latvia and Moldova, including in the arms industry. Given the seriousness of this issue and the Prime Minister’s commitment to dealing with criminality, but the lack of progress on SLPs, will she agree to meet me to discuss a joint way forward?
The right hon. Gentleman raises issues around criminality and investigations into criminal activity that is taking place, and talks about the issue of websites peddling child abuse and child sexual exploitation. It is precisely in order to increase our ability to deal with this criminal activity that we created the National Crime Agency and have been ensuring that we are working with the City on other issues such as money laundering. We are looking at the whole question of how we can ensure that we are taking effective action on criminal activity. I am pleased to say to the right hon. Gentleman—[Interruption.] He keeps asking me to meet him. As he knows, I do meet him on occasion—I am always happy to do so—but if he wants to talk to me about dealing with criminal activity, then I will be able to tell him about the work that has been done over the past six years under this Government in terms of the National Crime Agency, working with the City on money laundering, and enhancing our ability to deal with exactly the sort of criminal activity he is talking about.
My hon. Friend is right in two senses. First, it is extremely disappointing that the Leader of the Opposition has not welcomed this, unlike his colleague, the hon. Member for Washington and Sunderland West (Mrs Hodgson), who has welcomed the fact that these jobs have been saved in her constituency and in the supply chain around the country—that supply chain is every bit as important. I know that Automotive Insulations in my hon. Friend’s constituency is receiving money as part of a project funded through the Advanced Propulsion Centre, and I wish it all the very best for the future.
I can absolutely assure the hon. Gentleman that we are determined to get the best possible deal for the British people on exiting the European Union. We are looking at the various sectors and we are very conscious of the importance of the food and agricultural sector across the United Kingdom, particularly in Northern Ireland. We will do everything we can, including listening to representations made by the Northern Ireland Executive, to ensure that we get the best deal possible for our agri-food sector.
My hon. Friend is right to welcome the accelerated access review and to pay tribute to my hon. Friend the Member for Mid Norfolk (George Freeman), who has done so much to place life sciences in the UK on the agenda and to ensure that the UK develops as the best possible place to develop new drugs, which is exactly what we want to see. The Department of Health will look at the review’s recommendations and respond to them shortly. This is an important development in our ability to accelerate access to drugs, which is to the benefit of patients.
We understand the challenges faced by the UK oil and gas industry and we take them very seriously. That is why we established the Oil and Gas Authority and why we have taken action, with the £2.3 billion package of measures in the last two Budgets, to make sure that the North sea continues to attract investment, and to safeguard the future of that vital national asset. We have taken a range of measures. We understand the concerns about the oil and gas industry, which is why the Government have already taken action.
My hon. Friend is absolutely right about the importance of small and medium-sized businesses, particularly in the technology industry. That is why I am pleased that I will take leading small and medium-sized businesses from the life sciences and technology sectors with me on my forthcoming trip to India. It is important to enable them to forge trading links with India, and I assure my hon. Friend that, as we look at the arrangements for leaving the European Union, we will take the interests of all sectors into account.
I can assure the hon. Lady that we recognise both the importance of steel and the importance of Tata in the United Kingdom. That is why, as a Government, we have had discussions with Tata on the future of steel here in the United Kingdom, and we will continue to do so.
My hon. Friend’s invitation to some west country cheese and cider is difficult to refuse, so I look forward at some stage to coming down to Somerset and being able to sample those products. He is absolutely right, as others in this Chamber have been, about the importance of our agricultural sector to economies across the UK. Particular parts of the UK rely heavily on the agricultural sector, and we will be taking their needs and considerations into account as we negotiate and deliver the best possible deal for this country in leaving the EU.
I have been asked about air quality in this Chamber previously at Prime Minister’s questions, and I have always made it clear that we recognise that there is more for the Government to do. We have been doing a lot in this area. We have been putting extra money into actions that will relieve the issues around air quality, but we recognise that the Department for Environment, Food and Rural Affairs now has to look at the judgment that has been made by the courts, and we have to look again at the proposals that we will bring forward. Nobody in this House doubts the importance of the issue of air quality. We have taken action, but there is more to do and we will do it.
The Prime Minister will remember visiting the Witney constituency recently. I am pleased to report that Chipping Norton has been shortlisted for the Great British High Street awards. Will she join me in congratulating the small businesses of Chipping Norton, and can she tell me what support Government offer to the small businesses in our market towns?
May I take this opportunity, which is my first, to welcome my hon. Friend to this Chamber? I congratulate him on his excellent result in the by-election.
My hon. Friend’s question brings back many happy memories for me, because when I was a child Chipping Norton was our local town. I used to go there and spend my pocket money assiduously in the shops, so I have done my bit for his high street in Chipping Norton. We are very clear, as a Government, that the action we have taken on issues such as business rates is there to help to support small businesses.
We are always grateful for a bit of extra information, and we have now had it.
The hon. Gentleman will know that a lot of work has been done by the Government on the whole question of immigration detention, and a number of changes have been made. An independent review took place about a year ago on the whole question of detention of people in the immigration estate. It is important to realise that where people are due to be removed from this country and there is the prospect that they could be lost to the system if they are not detained, there are circumstances in which it is right to detain them in the immigration estate. We need to make sure we have got that estate right, and that is why a lot of work has been done on this. The fundamental point is that I suspect he does not think we should detain anybody in relation to immigration enforcement, but we believe there are those who are rightly detained before we remove them from this country.
When people make fun of Christianity in this country, it rightly turns the other cheek. When a young gymnast, Louis Smith, makes fun of another religion widely practised in this country, he is hounded on Twitter and by the media and suspended by his association. For goodness’ sake, this man received death threats, and we have all looked the other way. My question to the Prime Minister is this: what is going on in this country, because I no longer understand the rules?
I understand the level of concern that my hon. Friend has raised in relation to this matter. There is a balance that we need to find. We value freedom of expression and freedom of speech in this country—that is absolutely essential in underpinning our democracy—but we also value tolerance of others and tolerance in relation to religions. This is one of the issues we have looked at in the counter-extremism strategy that the Government have produced. Yes, it is right that people can have that freedom of expression, but that right has a responsibility too, which is the responsibility to recognise the importance of tolerance of others.
The hon. Gentleman raises an issue that has been raised on a number of occasions in this House. That is why the Government are implementing new guidelines in relation to the operation of these telephone lines. The number of lines that are costing people in the way to which he refers is being reduced, so the Government have recognised the issue and are taking action.
The past 18 months have been hell for commuters in my constituency of Lewes using the Southern rail network. Last night, a journey that should have taken just over an hour took over four hours. May I beg the Prime Minister to intervene on the Southern rail network? While we have a country that works for everyone, in Sussex we have a railway that works for no one.
I feel for my hon. Friend in relation to the journey she had to go through last night and the extended time that it took. My right hon. Friend the Secretary of State for Transport has been taking action in working with Southern rail and Network Rail in relation to the improvements that are necessary. We have stepped in to invest £20 million specifically to tackle the breakdown on the Southern rail network, which is proving so difficult for passengers. I recognise the degree of concern about this. My right hon. Friend the Secretary of State for Transport is on the case, and is working to ensure those improvements.
I think the stance that has been taken by FIFA is utterly outrageous. Our football players want to recognise and respect those who have given their lives for our safety and security. I think it is absolutely right that they should be able to do so. This is for our football associations, but I think a clear message is going from this House that we want our players to be able to wear poppies. I have to say to FIFA that before they start telling us what to do they jolly well ought to sort their own house out.
May I congratulate my right hon. Friend on her recent announcement of a taskforce to stamp out the vile business of modern slavery? Will she join me in congratulating my constituent Mike Emberson and the Medaille Trust on their 10 years of work with the victims and the 70 places they now provide across their homes for these most unfortunate women?
I am very pleased to endorse my hon. Friend’s comments. I have met representatives of the Medaille Trust and talked to some of the victims they have helped. It is absolutely right that we continue the momentum in our fight against modern slavery. This country is leading the world and we should continue the fight because, sadly, too much slavery is still taking place on the streets and in the towns and villages of this country. That is why the taskforce I have set up will continue that momentum. We will be relentless in our pursuit of eradicating modern slavery.
We absolutely recognise the debt we owe to our veterans. That is why, through the armed forces covenant and throughout the work the Ministry of Defence is doing, we increasingly recognise the support that is necessary for veterans. The hon. Gentleman talks about what we can do. One thing we can do is to help people who come out of the armed forces to find their way into the world of work. That is why it is important both that we have a system that helps them to find the support that is necessary to get into the world of work and that we have an economy that is providing the jobs that people need.
This week is Offshore Wind Week. The development of the offshore wind sector is vital to my Cleethorpes constituency. Will my right hon. Friend assure the industry and my constituents that the Government will continue to work with the industry to develop future jobs for young people, with a particular emphasis on training?
I am happy to reassure my hon. Friend that the Government will continue to work with the industry. It has been an important development for the United Kingdom and makes up an important part of the energy we generate from renewables. As he says, it does provide jobs and we need to ensure that we look at the training that will enable people to take up those jobs. That is why skills form part of the work we are doing on our future industrial strategy.
Does the Prime Minister agree that it is highly irresponsible and, indeed, dangerous for people to talk up the prospect of increased violence in Northern Ireland as a result of our leaving the EU, and that people should use the agreed institutions that were set up under the various agreements, not stand outside them or create new ones? Does she also agree that Brexit will not result in any change, alteration or impeding of the way in which the regions, countries and people within the UK connect with one another?
I am very happy to give the right hon. Gentleman that assurance in relation to movement around the United Kingdom. No change will take place. We will ensure that Brexit is a good deal for the whole of the United Kingdom. Those who wish to encourage violence off the back of that should, frankly, be ashamed of themselves. It is essential that we all work together to make a success of this and get the best possible opportunities for people across the whole of the United Kingdom.
Will the Prime Minister join me in praising Henley-on-Thames for receiving its first tranche of community infrastructure levy money at the higher rate because it has a neighbourhood plan? Will she join me in praising neighbourhood planning generally as the best means of giving communities a say over the planning system?
I am very happy to congratulate my neighbouring MP and Henley-on-Thames on that achievement. My hon. Friend is absolutely right that neighbourhood plans are a crucial part of the planning system. That is how local people can have a real say over what is happening in their local area.
May I add my congratulations to my hon. Friend the Member for St Helens North (Conor McGinn)? Moving swiftly from midwives to doctors, is the Prime Minister aware that doctors in Doncaster face a crisis in primary care, because as GPs retire, it is proving almost impossible to get new ones to take over their practices? Because of restrictions in the Health and Social Care Act 2012, NHS bodies cannot take the necessary action, for example putting in salaried GPs. Will she do something about this matter quickly? Otherwise, many of my constituents will be left without a doctor.
After my unfortunate mistake earlier about the right hon. Member for Islington North (Jeremy Corbyn), I failed to add my congratulations to the hon. Member for St Helens North (Conor McGinn), so am happy now to do so.
It is important to have GPs coming through, so that we can replace those who are retiring. Over the past six years we have seen thousands more GPs in our NHS. That is why the Under-Secretary of State for Health, my hon. Friend the Member for Warrington South (David Mowat), and my right hon. Friend the Secretary of State for Health are ensuring that we have a programme to bring more doctors into training, so that places such as the right hon. Lady’s constituency, and those of other Members across the House, have GPs in the numbers needed.

Commons ChamberWith permission, Mr Speaker, I will make a statement on my first European Council.
I went to the Council last week with a clear message for my 27 European counterparts. The UK is leaving the EU, but we are not leaving Europe, and we are not turning our backs on our friends and allies. For as long as we are members of the EU, we will continue to play a full and active role. After we leave, we will be a confident, outward-looking country, enthusiastic about trading freely with our European neighbours and co-operating on our shared security interests, including on law enforcement and counter-terrorism work. That is the right approach for Britain to take. It was in that spirit that we were able to make a significant contribution at this Council on ensuring a robust European stance in the face of Russian aggression, on addressing the root causes of mass migration, and on championing free trade around the world. Let me say a word about each.
Russia’s indiscriminate bombing of civilians in Aleppo and the atrocities that we have seen elsewhere in Syria are utterly horrific. It is vital that we keep up the pressure on Russia and the Syrian regime to stop the appalling actions and to create the space for a genuine political transition in Syria. It was the UK that put this issue on the agenda for the Council. My right hon. Friend the Foreign Secretary made the case for a robust response at the Foreign Affairs Council last Monday, and I spoke personally to Chancellor Merkel and President Tusk ahead of the Council last week. The Council strongly condemned the attacks, called for an immediate cessation of hostilities, and demanded that those responsible for breaches of international humanitarian law and human rights be held accountable—but we need to go further, which is why we agreed that, if current atrocities continue, the EU will consider “all available options”. We also agreed that everything should be done to bring in humanitarian aid to the civilian population.
On Friday in Geneva, the UK secured an extraordinary session of the UN Human Rights Council to press for a ceasefire to enable humanitarian access to Aleppo. There are millions of innocent civilians trapped there and in other besieged locations across Syria in desperate need of food, shelter and healthcare. The UK is already the second largest bilateral humanitarian donor to this crisis. If we can secure the access needed to Aleppo and other besieged areas, we stand ready to accelerate over £23 million of aid for the UN to distribute on the ground to help the most vulnerable in the hardest-to-reach parts of Syria.
Turning to the migration crisis, the Home Secretary will be giving a statement on Calais shortly. At the European Council, I confirmed that the UK will continue to provide practical support to our European partners, including through our naval presence in the Aegean and the Mediterranean. As part of that effort, HMS Echo will take over from HMS Enterprise in the central Mediterranean early next year. However, I also reiterated the case that I made last month at the United Nations for a new global approach to migration based on three fundamental principles: first, ensuring that refugees claim asylum in the first safe country they reach; secondly, improving the way we distinguish between refugees and economic migrants; and thirdly, developing a better overall approach to managing economic migration, which recognises that all countries have the right to control their borders and that all countries must commit to accepting the return of their own nationals when they have no right to remain elsewhere. This new approach includes working more closely with both source and transit countries, and the Council agreed to do more to help those countries prevent illegal migration and to return migrants who have no right to stay in EU countries.
On trade, I am determined that as we leave the EU, Britain will be the most passionate, the most consistent and the most convincing advocate of free trade anywhere in the world, so as we look beyond our continent, we will seize the opportunities of Brexit to forge an ambitious and optimistic new role for Britain in the world. As part of this, I have been clear that the UK is already discussing our future trading relationships with third countries. As I made clear to the other member states last week, this will not undermine the EU’s trade agenda. In fact, it is not even in competition with it, and for as long as we remain a member of the EU, we will continue to back the EU’s free trade negotiations.
I share everyone's disappointment over the stalled talks between the EU and Canada, and we will, of course, do anything we can to try to help get those discussions back on track. I remind those who suggest that these difficulties have a bearing on our own future negotiations that we are not seeking to replicate any existing model that any other country has for its trade with the European Union. We will be developing our own British model—a new relationship for the UK with the EU—for when we are outside the EU, a deal that is ambitious and bold for Britain.
I updated the European Council on our position on Brexit. I have said that we will invoke article 50 no later than the end of March next year, and that as part of the withdrawal process, we will put before Parliament a great repeal Bill which will remove from the statute book once and for all the European Communities Act. The legislation that gives direct effect to all EU law in Britain will no longer apply from the date upon which we formally leave the European Union, and the authority of EU law in Britain will end.
The Government will give Parliament the opportunity to discuss our approach to leaving the European Union. In addition to regular updates from my right hon. Friend the Secretary of State for Exiting the European Union, my own statements following Council meetings, and the deliberations of the new Committee on Exiting the European Union, the Government will make time available for a series of general debates on the UK’s future relationship with the EU. These will take place before and after the Christmas recess, and I expect will include debate on the high-level principles that the Government will pursue in the negotiations.
Members on all sides will recognise that the Government must not show their hand in detail as we enter these negotiations, but it is important that Members have this opportunity to speak on the issues that matter to their constituents as we make our preparations to leave the EU. Although we have not yet formally started the Brexit negotiations, I made it clear at last week’s European Council that my aim is to cement Britain as a close partner of the EU once we have left. I want the deal we negotiate to reflect the kind of mature, co-operative relationship that close friends and allies enjoy; a deal that will give British companies the maximum freedom to trade with, and operate within, the European market, and allow European businesses to do the same here; a deal that will deliver the deepest possible co-operation to ensure our national security and the security of our allies; a deal that is in Britain’s interests and the interests of all our European partners. But it will also be a deal that means we are a fully independent, sovereign nation, able to do what sovereign nations do, which means we will, for example, be free to decide for ourselves how we control immigration. It will mean our laws are made not in Brussels but here in this Parliament, and that the judges interpreting those laws will sit not in Luxembourg but in courts right here in Britain.
The negotiations will take time. There will be difficult moments ahead, and as I have said before, it will require patience and some give and take. But I firmly believe that if we approach this in a constructive spirit, we can ensure a smooth departure. We can build a powerful new relationship that works both for the UK and for the countries of the EU, and we can secure the deal that is right for the British people, whose instruction it is our duty to deliver. I commend this statement to the House.
Indeed, I was listened to very carefully by all those around the table.
I made it clear to the other leaders that Britain should continue to be a full and active member of the European Union until negotiations on our exit are complete. I think the Prime Minister was trying to send the same message, but the manner in which she conveyed it was rather different, as she seemed not to be trying to build the consensus that is necessary or to shape a future relationship with the European Union that is beneficial to everybody. She had a very different approach.
The message that came to me loud and clear from European leaders last week was that the tone taken by this Tory Government since their Tory party conference earlier this month has damaged our global reputation and lost us a lot of good will, not just in Europe but around the world. Although the Prime Minister’s words may have appeased the hard-line voices behind her, the approach she and her party have taken has only spread anger and resentment all across Europe. I do not believe that we will get the best deal for this country by using threats, by hectoring or by lecturing the European Union. For these negotiations to succeed, the Government need to adopt a slightly more grown-up approach. For negotiations to succeed, Britain needs a plan. What is clear to everybody—European leaders, non-governmental organisations and business—is that, quite clearly, the Government do not have one.
Can the Prime Minister tell the House if any progress has been made since the Council meeting last week? Is she willing to tell us whether access to the single market is a red line for her Government or not? She has made it clear that she wants to end freedom of movement, but she has not been clear to business about what will be in its place, causing uncertainty for business and for the many EU nationals who reside in this country and make such a great contribution to our economy. Can she tell us if her Government are supporting moves by senior Conservatives to amend the great repeal Bill by adding a sunset clause, allowing Ministers to strip away EU laws on workers’ rights and environmental protection in the years that succeed the exit from the European Union? Can she also tell us how the Government plan to make up the shortfall in funding to the regions resulting from the loss of structural funding to vital capital programmes all over this country?
One week, the Secretary of State for Exiting the European Union will say one thing; the next week, the Chancellor will say another. Meanwhile, the Prime Minister says very little, other than, “Brexit means Brexit” and “We will not provide a running commentary.” The rest of the world looks on and concludes that Britain has not got a clue. The truth is that this is not a soft Brexit, or even a hard Brexit; it is simply a chaotic Brexit.
With all that uncertainty and all those mixed messages, confidence in the economy falls day by day and the British people become more worried about their future. Two weeks ago, the Treasury said that leaving the single market would lead to a £66 billion loss to the economy. The trade deficit is widening and the value of the pound has already fallen by 18%, resulting in industries, including the auto industry, delaying vital investment decisions and the banking sector looking to relocate. That indecision and poor economic management is starting to hit our economy severely, weakening our hand as we walk into the most important negotiations for many generations.
We on the Labour Benches respect the referendum result and accept that Britain must leave the European Union. We also understand that this will be a monumental exercise, with the decisions made now affecting the lives of British people for years to come. The Prime Minister appeared to make some sort of concession about parliamentary scrutiny. In her reply, I would be grateful if she would explain the exact nature of the debates that will take place each side of the Christmas recess.
We as an Opposition will not just stand by and let this Government choose the terms of Brexit unopposed. It is our duty to scrutinise and to make sure that this Government have a Brexit plan for this country, not just for the Eurosceptics sitting behind the Prime Minister. We will continue to push for this Parliament to have a very full say in the matter, whatever happens in the debates around the time of the Christmas recess.
Today the French authorities begin the formal closure of the Calais camp, and I would like to take this opportunity to welcome those children who have already arrived in this country, as well as others who have family connections. The camp—I have seen it for myself—has become a hellish place where a few of the world’s most vulnerable people have come to try to survive and to call it their home. Yet it remains unclear what process and timetable the Government are working under to bring refugee children who are entitled, under international law and the Dubs II amendment, to refuge in the UK.
I reiterate the urgency in the letter that I sent last week to the Prime Minister, asking her to intervene personally on behalf of our country and to be open and accommodating to those children. I am grateful for the reply that I received an hour ago, but will the Prime Minister be more precise about the timetable for allowing children and others who have family connections to come to this country, and will she ensure that Britain does not evade its responsibility to help those who have suffered from the biggest global displacement since the end of world war two? The displacement is primarily caused by atrocities in Syria, and we utterly and totally condemn indiscriminate bombing. The only solution in Syria is a political one.
These issues are the ones that future generations will look back on when it comes to defining this political generation. If we continue to approach the challenges that we face in a divisive and aggressive manner, they will only grow larger. If, instead, we work together—in this House and with our European partners and the rest of the world—to help those desperate people all around the globe, we may quickly find that the large problems that we face today will appear smaller than we first thought.
The right hon. Gentleman said at the beginning of his response to my statement that he had been over in Brussels last Thursday, meeting various socialist leaders who listened to him. I suppose that, from his point of view, it is good to know that somebody is listening to him.
May I address the last two issues to which the right hon. Gentleman referred? As I said in my statement, and as he knows, my right hon. Friend the Home Secretary will make a statement on Calais and our response to the issue of unaccompanied minors, bringing children to the United Kingdom and the details involved. All I will say now is that we have been working very carefully, for a considerable time, with the French Government, not only to improve matters in relation to Calais, but to ensure that we abide by our requirements, under the Dublin regulations, to bring to the UK children —unaccompanied minors—who have family links here. That process has speeded up. We have put in extra resources from the Home Office and we have seen more children brought here.We have also adopted a scheme to bring 3,000 vulnerable children from the region—the middle east and north Africa—to the United Kingdom, working with the United Nations High Commissioner for Refugees. We are putting in place the Dubs amendment —the Immigration Act 2016 proposals—which require us first to negotiate and discuss with local authorities their ability to receive children in the United Kingdom. The overriding aim of everyone in the House should be to ensure that it is in the best interests of the children who are being looked at and dealt with. It is no help for those children if we cannot properly provide for them when they come to the United Kingdom.
The right hon. Gentleman did not discuss the wider migration crisis, other than to make a reference in which he said it was mainly due to Syrian refugees. What we have seen in the migration crisis is large numbers of people moving, not from Syria but mainly from parts of Africa, which is why the United Kingdom has consistently argued for more work upstream to stop the numbers of people coming through and to ensure that people have opportunities in source and transit countries, rather than requiring to come here to the United Kingdom.
The right hon. Gentleman made a reference to the indiscriminate bombing in Aleppo. I assume that he was referring to Russian action as well as to Syrian regime action. It was important that the UK put that matter on the table for the agenda of the European Council, which made the agreements that it did.
Coming on to Brexit arrangements, the right hon. Gentleman referred to the tone since the Conservative party conference. I have to tell him that when I was in the European Council last week a number of European leaders commended the speech that I gave at the conference, including one or two socialist leaders who may have talked to him.
The right hon. Gentleman says that we do not have a plan. We have a plan, which is not to set out at every stage of the negotiations the details of those negotiations, because that would be the best way to ensure that we did not get the best deal for the UK. He talked about free movement, and I notice that at the weekend the shadow Foreign Secretary once again refused to say what the Labour party’s position on free movement was and whether it would bring an end to it.
The right hon. Gentleman talked about indecision. I have to say to the Leader of the Opposition that he could not decide whether we should be in or out of the European Union, and he could not decide when we should invoke article 50. The only thing we know about his position is that he would have unfettered immigration into this country—the very thing that the British people have told us they do not want. Unlike him, the Conservative party is listening to the British people.
In congratulating my right hon. Friend on her principled stand in implementing the verdict of the British people, despite the doom and gloom that pours out from parts of the media, may I ask whether she is aware that last week the Chairman of the European Parliament’s Committee on Budgets stated that the EU was too intrusive, it broke its own rules, its members did not trust one another and that it needed, as he put it, an electric shock? Does she agree that the EU itself is in deep trouble? It knows it, and the British people got it right.
One of the challenges for the 27 remaining states of the European Union is to decide the shape and way in which the EU acts as it goes forward. They have seen the views of the British people, and that a number of elements led the British people to decide to leave the EU. It is for the remaining 27 to think carefully how they want to take the EU forward in future.
I thank the Prime Minister for advance sight of her statement. As she knows, 62% of voters in Scotland voted to remain in the European Union. Since then, we have heard regularly that apparently Scotland matters to the UK Government. Indeed, we hear that Scotland is an equal partner in the United Kingdom. Given that, I imagine that the Prime Minister must have raised it at the European Union Council meeting, but for some inexplicable reason she has not mentioned it in her statement today, so can she perhaps tell the House which specific issues raised by the Scottish Government she shared at the EU Council meeting?
Today, the Prime Minister held meetings in relation to the Council with the Governments of Scotland, Wales and Northern Ireland. They have reacted since with frustration. The Welsh First Minister, Carwyn Jones, has said:
“If the UK government cannot negotiate an agreed position with the devolved administrations then it has little hope of negotiating a good Brexit deal with 27 EU countries.”
Scotland’s First Minister, Nicola Sturgeon, said that she had received
“no more information or detail”
about the UK’s negotiating position. The Institute for Government has warned that imposing a settlement on Scotland, Wales and Northern Ireland may result in
“a serious breakdown in relations between the four governments and nations of the UK”.
The Prime Minister cannot pretend to take the interests and concerns of Scotland, Wales, Northern Ireland and for that matter Gibraltar seriously. Either she will or she won’t and, if she won’t, Scotland is absolutely right to hold an independence referendum and we will protect our place in Europe.
The right hon. Gentleman asked me to take seriously the views of the Scottish Government and indeed of the other devolved Administrations. That was precisely why we were sitting round in the Joint Ministerial Council plenary session this morning. It is precisely why I have said to the First Ministers of Scotland and Wales and the First and Deputy First Ministers of Northern Ireland that we will have more of those meetings, so that we have a greater level of communication with those Governments.
What I want is for us, in determining the UK’s position—because it will be the UK that will be negotiating with the EU our future relationship—to take into full account and understand properly the impacts and the particular issues that are of concern to the devolved Administrations. That is precisely what we discussed today. It is precisely what we are going to be discussing in detail with them over the coming weeks and months. Of course there are particular positions in Northern Ireland. The issue of the border with the Republic of Ireland is a specific concern that we are aware of and working on, and it is that understanding that we want for the future.
The right hon. Gentleman referred to the possibility of yet another referendum in relation to Scottish independence. I suggest, if he wants to ensure the future prosperity of the Scottish economy, that he just look at the fact that, actually, Scotland has more imports and trade arrangements with the rest of the UK than it does with the EU. Her first and foremost desire should be to remain part of the UK.
I strongly welcome the Prime Minister’s statement. Will she confirm that this Parliament and the last Government gave the decision to the British people on EU membership, so surely it is now the duty of this Parliament smoothly to implement their wishes?
I absolutely agree with my right hon. Friend. This Parliament voted six to one for the British people to decide whether we should leave or remain in the EU. The British people gave their verdict. It is now our job to get on with it and to make a success of it.
In preparation for the Council meeting, did the Prime Minister commission any English regional impact assessments of Brexit? DB Cargo UK, whose headquarters are in Doncaster, last week announced 893 redundancies, stating, and I quote from a letter to the ASLEF trade union:
“The Brexit effect means investment decisions on major infrastructure projects...have been delayed or stopped altogether and customers have decreased or cancelled orders.”
Therefore, will the Prime Minister undertake to publish Brexit regional impact assessments? How will she ensure that the voice of the English regions is heard during Brexit negotiations?
The right hon. Lady makes an important point about the impact that Brexit will have on the economy generally as we go through this period of negotiations. Although people often talk about the impact on Scotland, Wales or Northern Ireland, there will of course be potential impacts on different parts of the United Kingdom. The Department for Exiting the European Union is talking to different industrial sectors and to agriculture throughout the UK precisely to understand what the priorities are and what the impact might be to ensure that when we negotiate the deal we negotiate the best possible deal—one that is right not just for the four nations but for the country and that works for everyone.
I congratulate my right hon. Friend on the very positive message she delivered in Brussels about future co-operation and about free trade, and, in particular, her desire to continue tariff-free trade between us and Europe. Did any of her European colleagues advocate to her the return of tariffs on trade between us and Europe?
I thank my right hon. Friend for his question. I know that he has long been an advocate not only of our leaving the European Union but of the trade possibilities that would be available to us thereafter. We did not have a detailed discussion about the matters to which he refers, precisely because we have not yet started the formal negotiations.
The Prime Minister is about to embark on a very complex set of negotiations with her European counterparts. Everybody recognises that she will not want to reveal the details of her negotiating hand, but that is very different from setting out her objectives, which I hope will contain a lot more detail than just high-level principles. May I ask the Prime Minister to give the House an undertaking that she will publish her negotiating objectives in time for the House and the new Select Committee to consider them before she presents them to the other member states?
I have set out the objectives that we wish to aim for in the negotiation that we will undertake. I congratulate the right hon. Gentleman on having been elected as Chairman of the new Select Committee, and his Committee will of course be looking at a whole variety of issues to do with Brexit. There are in fact already more than 30 different reviews and investigations being undertaken by Parliament into various aspects of Brexit, so Parliament is going to have every opportunity to consider the various issues involved.
Rolls-Royce, a magnificent British company, employs a number of my constituents and offers many of them fantastic apprenticeships. I went to see them on Friday and they told me about their concerns, which are shared throughout the whole of the aerospace sector and other sectors, such as the automotive sector, about the consequences of our nation leaving—if it does—the single market and the customs union. Will the Prime Minister give an assurance to British businesses that she will listen to their needs and concerns as we now move to leave the European Union?
My right hon. Friend makes an important point about the quality of businesses that we have here in the United Kingdom. Rolls-Royce is one of those businesses that sets a fine example, including in the way it takes on apprentices. The way in which it has contributed to the growth of our economy is very important. I and all those involved in the negotiations will be listening to business. That work has already started and my right hon. Friend the Secretary of State for Exiting the European Union has already been holding those discussions. I have held a number of roundtables with business to hear their concerns from them. The overwhelming view that has come to me is that, given that we have taken the decision to leave the European Union, business wants to work with us to make sure that we make every success of the opportunities to us outside the EU.
In her discussions with fellow European Council members, was the Prime Minister able to spell out that despite the complicated negotiations ahead it is quite clear that the British people expect the next general election in 2020 to represent the final vote and say on our immigration policy, the final vote and say on our trade policy and the final vote and say over UK laws?
I have said on a number of occasions that the vote to leave the European Union was a vote to ensure that we can have control over our budget, control over our laws and control over the rules on immigration that we set out.
Since it is clear from the Prime Minister’s welcome endorsement of free trade that she will seek the closest possible engagement for a sovereign country with the European single market, does she agree that this objective would be better served by lobbying our partners than by throwing dust in the eye of the commentariat in this country?
I agree with my hon. Friend that it is important that we recognise that the work that will be done will be done sitting around the table with our European partners and negotiating with them. There will obviously be comments made in the United Kingdom and elsewhere in public about what is happening, but what will matter is the discussions that will take place sitting around that table.
I thank the Prime Minister for advance sight of her statement. It is a sad day when a Government are willing to compromise the safety and security of their citizens to appease the dangerous and irrational ideology of a few, so will she confirm now that we will remain an active member of Europol and that we will urgently opt in to this critical aspect of European cross-border security and policing, for which the regulations were confirmed in May this year, to defend ourselves from terrorists and to combat organised crime, including drug trafficking, paedophilia and people trafficking?
The hon. Gentleman does not need to tell me about the importance of our security and law enforcement co-operation with our European partners. I simply refer him to my statement, where I said:
“After we leave, we will be a confident, outward-looking country, enthusiastic about trading freely with our European neighbours and co-operating on our shared security interests, including on law enforcement and counter-terrorism work.”
I wonder whether the Chair of the Select Committee does not have a point in arguing that we should quite soon publish our objective. Is not our objective that, having adopted every last EU law into our laws, on Brexit day we want to conclude a free trade agreement? That is overwhelmingly in the interests of the rest of Europe and, incidentally, it would do so much for the poorest nations of the world, as we lead the battle in the world for free trade and prosperous world.
Just to be crystal clear about the Prime Minister’s statement and her answers, is it her intention that the UK will be leaving the customs union?
I could give the hon. Gentleman a very lengthy answer about that—[Interruption.] From a sedentary position, the shadow Foreign Secretary talks about “the substance”. The important point about the customs union is that the way in which you deal with the customs union is not a binary choice. There are different aspects to the customs union, which is precisely why it is important to look at the detail and get the answer right, not simply make statements.
As we proceed with new bilaterals, surely none of us wants to see first-class European goods and services becoming uncompetitive. I understood from my right hon. Friend’s answer to my right hon. Friend the Member for Hitchin and Harpenden (Mr Lilley) that there is no proposition to put tariffs between us and our European partners. Will she confirm that she is willing to offer them a free trade deal bilaterally?
At the risk of repeating yet again what I have said previously in this House, we want to get the right deal. I want to get the best possible deal with the maximum possible opportunities for British businesses to be able to trade with Europe: to operate within the single market and to trade with it in both goods and services. That is our clear aim—we want to be able to have that good trading relationship with the European Union—but there are other things that we will be doing at the same time, such as ensuring we can control the movement of people from the European Union into the UK.
We welcome the Prime Minister’s meeting today with the First Ministers of the devolved Administrations, and we hope that that will continue to be a meaningful engagement. It is vital that we do everything we can to support industry. Would the Prime Minister care to comment on speculation that we are considering a cut in corporation tax? We would of course very much welcome that in Northern Ireland.
No, I have to say to the right hon. Gentleman that he should not believe everything he reads in the newspapers.
On migration, on 14 September in a communiqué to the Council the Commission said that we should establish a European travel information and authorisation system by November of this year. Greece is now objecting to the common European asylum system. Where does that leave the proposed agency?
I am happy to say to my right hon. Friend that the European Union has been looking for some time at the proposal for something that it has described as a smart borders system, looking at the model of the system used in the United States. That concerns the security of the EU’s external border. There is a separate issue, namely the arrangements in Greece relating to the asylum system. The Greek Government have made some changes to how they deal with asylum claims in response to the requirements of the EU-Turkey deal.
The Prime Minister is being uncharacteristically coy about the terms of the negotiation to leave the European Union, yet we know that once the papers are given to the Commission they will be shared with the European Parliament. Will she not now undertake to share those papers with this Parliament—the sovereign Parliament—so that we can have a proper opportunity to look at the position that the Government are taking and comment upon it?
I assure the House, as I have before, that it will have a proper opportunity to look at these issues as we go through—and not just a one-off opportunity: as I have set out, there will be a number of debates that will enable Members of this House to give more detailed comments on various aspects of the impact of Brexit on different sectors of the economy, for example.
The Public Administration and Constitutional Affairs Committee is conducting an inquiry and drafting a report on inter-institutional relationships in the UK, so I very much welcome the meeting of the Joint Ministerial Council this morning. Will the Prime Minister say a bit more about that? Will she in future give oral statements to the House on meetings of that Joint Ministerial Council to emphasise the importance of those meetings? Did the other Administrations accept the principle that there should be a sub-committee looking at the particular issue of Brexit?
We discussed having more meetings of the plenary session, which is what I chaired this morning, and those further meetings will take place in due course. We agreed that a Joint Ministerial Council sub-committee will be set up to deal with the negotiations for leaving the European Union, looking at the issues around those negotiations. That was welcomed by all the devolved Administrations. I look forward to that being a constructive discussion around the table. As we put together the UK’s position on these matters, it is important that we fully understand the impacts on the various parts of the United Kingdom.
The Prime Minister spoke in her statement of negotiating to reflect the kind of mature, co-operative relationship that close friends and allies enjoy. With that in mind, if Northern Ireland can quite rightly get a special deal and the City of London is being considered for one, too, why is it so politically difficult for her even to comprehend a deal for Scotland, something supported by the voters, the Scottish Government and the Scottish Parliament?
The deal we will negotiate will be the right deal for the United Kingdom. It will take account of the concerns and the implications for various parts of the United Kingdom—different sectors of our economy, for example. The position of Northern Ireland will be a particular one because it will be the one part of the UK with a land border with a country that will be remaining inside the European Union. Given that, there is good will and a good spirit from both this Government and that of the Republic of Ireland for ensuring that future arrangements do not entail a return to borders of the past.
The Prime Minister has a very difficult job on Brexit, but the Government’s policy of saying as little as possible will become increasingly unsustainable. The vacuum is already being filled by leaks not from the Commission but from her own Cabinet Brexit Committee colleagues. Does she accept that unless the Government can provide at least some clarity about their direction of travel soon, many financial and other businesses, which have been in touch with me about this, will respond to the uncertainty and plan for the worst, and that that will be at a considerable cost to the UK?
I am well aware of the impact uncertainty has on businesses making future decisions about investment here in the United Kingdom. It was in that light that I set out the framework of the timetable for invoking article 50. I have also given clarity to both employers and employees about the legislative position that will apply on day one when we leave the European Union: EU law will be brought into UK law, as part of the great repeal Bill, to ensure that there is no legal vacuum. The Government will continue to speak about these matters. I understand the point my right hon. Friend makes, but I think he knows full well that if the Government were to set out every jot and tittle of our negotiation position, that would be the best way to get the worst deal for the UK.
A few moments ago, the Prime Minister failed to adequately answer the important question from my right hon. Friend the Member for Doncaster Central (Dame Rosie Winterton). Has the Prime Minister carried out any detailed analysis of the impact the harder form of Brexit she seeks will have on the economy in the regions, in particular the north? If she has, will she publish it? If she has not, will she concede that her anti-EU rhetoric, and her talking up of a hard Brexit over the last month, has been deeply irresponsible?
First of all, as I said in response to the right hon. Member for Doncaster Central (Dame Rosie Winterton), we are looking at the impacts on different parts of the United Kingdom. The premise of the right hon. Gentleman’s question is a false one. He talks about the hard Brexit that the Government are going to take the country into. There is no suggestion of that whatsoever. [Interruption.] The right hon. Gentleman seems to think that all of these matters are binary decisions between either being able to control immigration or having some sort of decent trade arrangements. That is not the case. We are going to be ambitious for what we obtain for the United Kingdom. That means a good trade deal as well as control of immigration.
It seems to me that we are much more likely to achieve our foreign policy objectives working together, so I welcome the Prime Minister’s moves to put Russia’s behaviour on the Council’s agenda. She may have noticed the very robust statement at the weekend by the new shadow Secretary of State for Defence condemning Russia’s behaviour. When does she think the Leader of the Opposition will join the shadow Secretary of State in being able to criticise Russia for the indiscriminate bombing taking place in Syria and recognise its part in the Syrian refugee crisis that we are all trying to deal with?
My right hon. Friend makes a very valid and important point. I note that although the European Council discussed the role that Russia was taking in the indiscriminate bombing in Syria, the Leader of the Opposition failed to refer to Russia and its actions in Syria when he came to the Dispatch Box. I hope he will not be too slow in coming forward and making it clear that he condemns Russia’s activities; otherwise people will assume that he does not.
The European Investment Bank provides vital funds for affordable housing, hospitals, investment in new technologies and our utilities. We received £5.6 billion last year for projects up and down the country. Has the Prime Minister had any discussions about our stake in the European Investment Bank—we hold a sixth of the shares—and will she confirm that she will do nothing to put it at risk?
The hon. Lady makes an important point. I can inform her that the Treasury is in discussions with the European Investment Bank. We recognise the important role the bank plays and want to ensure that nobody loses out as a result of the decision taken by the British people. Those discussions are ongoing with the European Investment Bank.
Although a committed European, Tony Blair once said that he faced European summits with a sinking heart, so may I say how pleased I am that the Prime Minister enjoyed her first summit? Does the experience of the Wallonians dictating to Belgium and causing a walk-out by the Canadians not show that Brexit must not only be for England and Wales but for the whole United Kingdom?
My hon. Friend is absolutely right. The decision taken to leave the EU is a decision of the United Kingdom. It will be the United Kingdom that negotiates that deal, and it will be the right deal for the United Kingdom.
Our national health service, universities and businesses are already losing talent because of the uncertainty about the status of EU citizens here in the event of Brexit. It is an uncertainty the Prime Minister could end now. Why won’t she?
I expect to be able to guarantee the status of EU citizens here in the United Kingdom. I intend and want to do that. The only circumstances in which that would not be possible would be if the status of British citizens in the European Union member states was not guaranteed. This is an issue that, as I have said previously, I hope to be able to discuss at an early stage.
As someone who campaigned to leave the European Union, I am delighted to see my right hon. Friend’s incontrovertible commitment to honouring the will of the British people and forging a successful future for our country outside the EU. Does she agree that her starting position in the forthcoming negotiations is a strong one, and that we are beginning to see positive revisions of growth, steadily low unemployment and exports set to outpace imports—proving the scaremongerers who predicted dire recession absolutely wrong?
My hon. Friend has seen that some of the economic data since the referendum have been more positive than was predicted prior to the vote. I will not, however, pretend that it is going to be plain sailing in the future. There will be ups and downs, and there will be difficult moments in the negotiations, as I have said. What is clear is that we will maintain a clear focus on delivering what the British people want, which is to leave the European Union.
In her elliptical words on migration, is the Prime Minister alluding to the UK and EU’s interest in making President Bashir, indicted by the International Criminal Court, a partner in managing migration and countering terrorism? She needs to be more explicit about what she and her colleagues envisage from the Khartoum process, and what it means for the hordes of refugees from Sudan and through Sudan.
The European Union is looking initially at working with a small number of African countries to ensure that support is available to reduce the number of people who wish to move to Europe. The Khartoum process is an important element of the work that is being done. The UK has consistently said that we need to operate upstream. That is about working with source countries, working with the transit countries and dealing with the organised crime groups that are engaged in these horrific crimes of people smuggling and human trafficking which are leading to misery. As I say, the EU is looking at dealing initially with a small number of countries, but of course we recognise that it is difficult to return people to some countries. It is important to accept the principle and start to put into practice the process of working with people upstream.
Technically, it seems that the UK cannot enter into trade deals with third-party countries while we are still a member of the EU. It is also generally acknowledged that we will start to do this at some point before we leave. Is this an issue that my right hon. Friend has looked at? Is there some timetable to work to here? Was it mentioned at the summit?
As far as the summit is concerned, my point was that any discussions on trade deals with third countries are not in competition with what the EU is doing. We continue to press for the EU-Japan deal and we continue to press the benefits of the Transatlantic Trade and Investment Partnership around the European Union table. My hon. Friend is right that there is a limit to what we can do when it comes to entering into a trade arrangement before we have left the EU, but that does not mean that we cannot scope out negotiations and start to have those discussions, which indeed we are doing with a number of countries.
The Prime Minister made quite a revealing statement today when she said that she will not seek to replicate any parts of the Canadian-European Union trade deal. We know that that is stalling over guarantees for labour, environmental and consumer protection. So we know what the right hon. Lady is ruling out; will she now tell us what she is ruling in?
Nice try, but I did not say that I was ruling out bits of the Canadian deal. What I said was that we would not replicate the EU-Canada deal, just as we are not trying to replicate the Norway model or the Switzerland model. What we are trying to do, and what we will do, is to deliver the deal that is right for the UK.
I commend my right hon. Friend for her approach to her first EU summit. Some 61% of people in Kettering voted to leave the European Union and they voted to leave the whole thing, so that we get back control over our laws, our budget, our borders and our trade policy. While there might be 500 Members of this House who were remainers and are now remoaners, she is acting on behalf of the British people in trying to get the best deal for this country.
All I would say to my hon. Friend is that, regardless of which side of the debate Members were on before 23 June, we should all accept the voice of the British people and put that into practice.
I congratulate the Prime Minister on her handling of her first European Union summit. I will not ask her whether she enjoyed it, but does she accept that millions of people who voted to leave—including, let us not forget, millions of Labour voters—will only believe that we are really leaving when we invoke article 50? Will she assure the House that she will not be taken in by those who want to delay and delay and delay in the hope that somehow, somewhere, they will get another referendum?
I have made it very clear that there is no question of another referendum. While I felt that it was right for us to take some time to prepare before the start of the negotiations through the invoking of article 50, it is also true that, as the hon. Lady says, members of the public will want to see article 50 invoked so that they know that this is going to happen. That is why I think that the timetable for invoking it by the end of March 2017 is the right one.
The people of Somerset are rejoicing at the clarity of the Prime Minister’s approach to leaving the European Union. To encourage further rejoicing, will she confirm my understanding that once we have left the European Union, the European Court of Justice will have no jurisdiction of any kind whatsoever as the final arbiter of any UK law?
When we leave the European Union, UK laws will be determined here in the UK. It will be British judges sitting here in the UK who opine on the application of those laws, and it will be this House that determines the legislation that covers the British people.
Given that our European partners have not yet committed themselves to trade negotiations alongside negotiations on article 50, what assurances can the Prime Minister give British businesses that in March 2019, when we leave the European Union, they will not face World Trade Organisation rules and tariffs?
We are seeking not just to negotiate the exit from the European Union, but to be able with negotiate the new relationship with the European Union. As I have said, our ambition and intention in doing that are to ensure that we get the best possible deal in relation to trade with, and operation within, the European market. That is what the whole Government are working on.
The terrible migration problem that we are currently seeing is largely due to human trafficking gangs. One of the great legacies of the former Prime Minister, and indeed the former Home Secretary, is that we now lead the fight against human trafficking. Does the Prime Minister agree, however, that we must build relationships not just with the European Union but with all European countries if we are to deal with this evil trade?
My hon. Friend has taken a particular interest in the issue of human trafficking, and has done excellent work in encouraging activity that reduces and indeed stops it. He is right: there are countries such as Albania where it is important for us to operate, and, indeed, the Government have been working with them to try to reduce human trafficking. It is also important for us to work with countries such as Nigeria, which are often sources for the trafficking of young women, in particular, into sexual exploitation here in the UK, to reduce the number of opportunities for the criminal gangs to ply their horrific trade.
May I pursue the point made by the hon. Member for Wellingborough (Mr Bone)? The situation in Libya is becoming beyond a crisis: 150,000 people have crossed the Mediterranean, and 3,000 have died on the way. Was there any discussion about sending the High Representative, Federica Mogherini—herself an Italian—to Tripoli, perhaps with our Foreign Secretary, to try and work directly with the Libyan Government to deal with human traffickers, but also to prevent people from setting off in the first place?
The European High Representative has been making a number of visits to countries in north Africa that are either source countries or transit countries for the migration crisis that we have seen in Europe. The right hon. Gentleman is right to say that many people are coming across from Libya into Italy. I am pleased that it was the United Kingdom that was instrumental in getting the United Nations Security Council resolution that has enabled action off the Libyan coast to be taken, as well as rescuing thousands of people. Sadly, people are still dying in the Mediterranean, but the Royal Navy has been involved in the breaking up of boats that have been used by the criminal gangs. This is an ongoing activity, however, and we need to take every step we can to stop this terrible trade in human beings that brings so much misery.
The University of Portsmouth in my constituency depends on an interchange of people and ideas with EU countries and other countries around the world. What action will the Government take to reassure students and academics that the UK universities sector will remain open and inclusive?
We want to ensure that Britain is open for business and that our universities sector is open for those sorts of exchanges. This is precisely what we have done in relation to people coming to the United Kingdom from outside the European Union. I hope that we have given some reassurance to the universities in relation to the arrangements that they put in place with other EU member states prior to our leaving. We have made it clear that when funding arrangements are put in place that meet our priorities and provide value for money, they will continue beyond the point at which we leave.
I suggest to the Prime Minister that people believe that she is going to lead this country out of Europe and that they certainly do not judge her on when she is going to activate article 50—if they know what the hell article 50 means. In those circumstances, and given that as time goes on we will realise the enormity of the task, may I suggest that she invokes article 50 by March next year only if it is truly in the interests of this country to do so?
I would simply say to the right hon. Gentleman, as I said in earlier response, that the British people want to see action being taken to ensure that we leave the European Union. We are doing the preparatory work, and although I have not set a specific date in the first quarter of next year, I believe that the decision to invoke article 50 by the end of March is the right one.
I too rejoice that my right hon. Friend’s iron resolve that “Brexit means Brexit” is sending a clear message to the British people. May I invite her to remind the country that, while it is necessary for us to discuss these issues with a number of interested parties, not least the devolved Assemblies, she speaks for 17 million people and that Nicola Sturgeon speaks for 1.7 million?
The important point is that over 17 million people voted to leave the European Union. It was a majority vote here in the United Kingdom to leave, and it is the United Kingdom that will be negotiating the relationship we have with the EU in future.
The City of London is determined to remain in the single market and it wants a bespoke arrangement to enable it to do so, at least so far as financial services are concerned. I understand that the Prime Minister has not ruled that out. Would she consider a similar bespoke arrangement for the financial sector in Edinburgh, which is the second largest in the UK and employs many thousands of my constituents?
As I have said, people talk about being members of the single market or having access to the single market, but what matters is the relationship we have with the European Union that will enable the maximum possibility to trade with and operate within that single European market. We will be negotiating on behalf of the financial sector across the whole of the United Kingdom.
Being in the European Union has been compared with being in the back of a crowded taxi that is heading in the wrong direction. Does my right hon. Friend agree that, if we remain in the single market when we leave the EU, we will no longer be in the taxi but tied up in the boot?
It is important that as we look to get the right deal for the UK, we recognise that what we are doing is negotiating a new relationship with the EU, and that is ensuring our businesses are able to operate and trade within the European market, but that we also put in place the other things I believe were a requirement of the British people in their vote, such as control of immigration.
Does not the decision in the referendum deserve similar respect to the public majority in favour of the name Boaty McBoatface? Does the Prime Minister notice there has been a strong movement in public opinion in Wales against Brexit because people realise the promises of the Brexiteers will not be honoured and they now see the effects on the Welsh economy? There is going to be an awful result in Ireland to fixed, hard borders that will not be enforceable and will be hugely expensive, and the Prime Minister is ignoring the views of the people of Scotland. Does she not think her little Englander myopia will lead to the break-up of the United Kingdom?
The United Kingdom voted to leave the European Union, and this Government are putting that into practice. The hon. Gentleman and others can try all they like to reverse that decision and to delay the implications and the application of that decision—to find ways to weasel around the decision that was taken. The British people spoke. This Parliament said to the British people, “It is your choice.” They chose; we now will do it.
India invests more in the UK than the rest of the EU combined and has spent the last nine years trying to negotiate an EU deal. What plans does my right hon. Friend have to visit India to boost trading links between our two countries, noting that the Confederation of Indian Industry stated that an agreement between us
“would be almost made in heaven”?
My hon. Friend is very perceptive because in fact I will be visiting India in early November, and I am pleased to say I will be taking a trade delegation with me, but it will be focusing on small and medium-sized enterprises to try to ensure we boost the relationships between SMEs here in the UK with the important Indian market.
Russia’s behaviour in Syria has already been utterly despicable, but it was particularly worrying to see the Admiral Kuznetsov sailing through the English channel this weekend probably on its way to smash what is left of Aleppo into smithereens. I am delighted the Prime Minister wants to have a strong position with European colleagues in relation to Russia, but there is one thing we in this country can do ourselves, which the Americans have done as well: to say that anybody involved in the murder of Sergei Magnitsky or the corruption he unveiled is not welcome in this country and will not come to this country. [Interruption.] The Prime Minister is being advised by others and will end up going back to the old Cameron position, but may I suggest to her that this is something we could do and it would make a difference?
This is an issue the hon. Gentleman has campaigned long and hard on. He has asked this question of David Cameron in the past when he was Prime Minister and he has asked it of me as Home Secretary, and I am sure he has asked it of previous Foreign Secretaries. We have our own rules and regulations in terms of how we determine who is able to enter the UK. The hon. Gentleman talks about the old position; it was the position of the UK Government and it remains the position of the UK Government.
There is much to be said for a bit of repetition, which is not a novel phenomenon in the House of Commons.
The majority of voters in South Dorset are also congratulating the Prime Minister on her stance. Does she agree that voters of EU countries will scrutinise their politicians very carefully as we negotiate our exit and vote accordingly at the next opportunity they have if they perceive their leaders doing anything to endanger jobs and prosperity to maintain a flawed political project?
As I said in response to an earlier question, it is important that the leaders of the remaining 27 think about what the nature of the EU going forward should be. But I have also been clear with them that from the UK’s point of view the vote was not an attempt to break up the whole of the EU. We have an interest in seeing a strong EU and in working with it, with the UK continuing to be a strong and dependable partner. But I do think other leaders inside the EU should consider the message given by the British people when they voted on 23 June.
The head of the British Bankers Association, a former adviser to the current Foreign Secretary, has warned that many of Britain’s biggest banks are preparing to relocate in early 2017, putting at risk some 70,000 jobs, many of which are in my constituency. Will the Prime Minister tell us how the Government plan to ensure that the UK-based banking sector retains passporting rights to operate freely elsewhere within the European Union after Britain leaves?
I have been clear in a number of responses this afternoon about the importance we place on being able not just to trade with but to operate within the European market—for goods and for services. I say that precisely because I am aware of the importance of financial services to the United Kingdom, to our economy as a whole and, obviously, to particular constituencies regarding individuals and their employment. Being able to operate within the European Union is important to other parts of our professional services, such as legal services. We are in discussions with the financial sector on the issues that it believes are the priorities for the future so that we can ensure that we are able to get the best possible deal in the negotiations.
Does my right hon. Friend agree that in a free society there is never an obligation on anyone, certainly not Members of Parliament, to change their views just because a majority has voted a different way? However, there is an obligation on all of us, including those of us who voted to remain, to work in the national interest and not to undermine it by tying the hands of the Prime Minister and the Government in a way that would never happen in commerce or in private negotiations.
My hon. Friend speaks with the voice of experience on this matter. That is exactly the point. If we are to get the best possible deal for the United Kingdom, it is important that we are able to enter the negotiations not having set out a whole series of red lines and not having set out our negotiating position in detail. We need to be able to negotiate the best possible deal for the UK. Tying the Government’s hands would be the best way of getting the worst deal for the UK.
I welcome the fact that the Prime Minister met the leaders of the devolved Governments this morning, but uncertainty is what is giving everyone doubt about Brexit, particularly in Northern Ireland where one member of the Executive is for in and one for out—we do not know where we are going. Who do we have on the ground in Europe ensuring that we are gathering intelligence and advice and that we are ready to fight our corner and ensure that we get something in the best interests of the whole UK?
It is important that we understand the possibilities of our future relationship with the European Union. That is why I thought that was important in the negotiations, which will be lengthy. I recognise that there will of course be an element of uncertainty until we have agreed the deal, but that is why I set up an entirely new Government Department to do the work of understanding not just what is important for us here in the UK, but what is of importance for the 27 member states of the European Union. The deal will be not just about the UK, but something that works for both sides.
On Syria, paragraph 20 of the European Council conclusions talks about the
“resumption of a credible political process”.
Is that in line with Geneva I and Geneva II, the peace process and the transition to democracy? We must ensure that the opposition get the right assurances about a fair deal rather than their having to go to the talks and accept a diktat from the Russians because of their upper hand in the aggression and their killing of civilians on the ground.
As my hon. Friend knows, we want the ability to return to talks that can lead to a proper political transition in Syria. The United Kingdom has played an important role and will continue to play an important role in supporting the opposition. Only two or three weeks ago, my right hon. Friend the Foreign Secretary hosted Syria opposition parties here in London, where they set out their future aims and vision for Syria. It was important for us to support them then and we will continue to do so.
The Prime Minister said that she wanted the UK to be the most passionate, consistent and committed advocate of free trade anywhere in the world. Would that not be best demonstrated by the UK remaining a member of the single European market of £9 trillion, protecting the jobs and incomes of my constituents? Does she also agree that following the same process as Canada—seven years to negotiate a trade deal only to see it fall at the eleventh hour because it was rejected by one of Belgium’s seven Parliaments—is not something that we should aspire to?
I understand that although the discussions on the Canadian deal have stalled, attempts are still being made to ensure that that deal can go ahead, and we would encourage it to go ahead. On the wider point the hon. Lady makes, I am sorry but I am going to repeat what I have said previously: people put this purely in terms of some variation of access to or membership of the single market, but what matters is what the trading relationship is. If we make ourselves hidebound, saying that it has to be in this particular form at this stage, it will not be open to us to negotiate the best possible deal. What matters is that we have the maximum possible ability to trade with and operate within the single European market, and to do that across both goods and services. That is what we are aiming for.
Does the Prime Minister agree that when negotiating for Brexit it is important not only to negotiate collectively with the member states, through the European Council, but, equally if not more importantly, to have conversations individually with each member state, as has been shown by the experience of negotiation on the Canadian trade deal?
My hon. and learned Friend makes a very important point. That is precisely why both I and other Ministers are not just interacting with the European Union in its various forms—the Council and so forth; I have made a number of trips to meet my opposite numbers in various members states of the European Union. We will continue those discussions with those countries bilaterally because we want a good, strong relationship with them bilaterally when we leave the European Union, as well as having a good relationship with the EU.
A recent report by Common Vision highlighted that young people are more internationalist in their outlook and, as such, voted overwhelmingly to remain in the EU. What discussions did the Prime Minister have with her European counterparts about protecting the opportunities that the EU provides for young people in my constituency, across Scotland and throughout the UK?
Of course the negotiations have not yet formally started with the European Union, but the sort of deal we are talking about, and the sort of deal we want to get that will enhance prosperity and ensure jobs for the future, will be good for all generations here in the UK.
Have our European partners realised that a new UK-EU free trade arrangement will be good as a positive-sum game for all concerned, given that 22 of 27 of them have a trade surplus with us? Is the Prime Minister detecting that common sense is finally starting to prevail?
I think that member states and the EU are increasingly looking at this in relation not just to what it means for the UK, but what it means for them as well. I have said consistently that this is not just about the UK, in some sense, being a supplicant to the remaining 27 of the EU; it is about us negotiating a relationship that works for both sides.
Article 50 puts any country seeking to leave the EU at a disadvantage, in that if you have not got the deal you want within two years, you could flip on to trading with the EU on World Trade Organisation terms, putting your companies and sectors at huge disadvantage. With that in mind, we need to create a certain amount of good will from our European partners, and making them think that their EU citizens living here are the cause of all our problems is not the way to build good will. I accept that the Prime Minister will want to find reforms to the way that immigration works, but will she guarantee that her Cabinet—I see the Home Secretary sitting next to her—will exercise more care in the language they use on these matters?
The Government, and all Ministers in the Government, exercise every care in the language they use in these matters. I have to say to the hon. Gentleman that the image he portrays of the impression we have given for EU citizens is quite the wrong one; I have been very clear about our expectations and intentions in relation to EU citizens living here in the United Kingdom. But he must accept, as must other Members of this House, that we also have a duty to British citizens who are living in EU member states, and that is why I want to ensure that the status of both is guaranteed.
I am very pleased that my right hon. Friend raised the matter of the crisis in Syria at the European Council, but I am wondering whether any spotlight was put on the crisis in Yemen. Approaching 7,000 people have been killed there, and when 7,000 people were killed in July 1995 at Srebrenica the international community moved into high gear to sort it out. Does the European Union have any plans to try to sort out the appalling crisis that is happening in Yemen?
My hon. Friend is right to draw attention to the problems that are being experienced by many people in Yemen and to what is happening in Yemen. We want to see a political solution there, just as we do in relation to Syria. That is the only way to get long-lasting peace and stability for the country. I am pleased to say that there has been at least a temporary cessation of hostilities in Yemen. Over the weekend, I spoke to the Crown Prince of Abu Dhabi, and among the issues that I raised in that conversation was the importance of trying for all involved to sustain that cessation of hostilities.
The Prime Minister has had a lot of questions about the customs union, because, for exporters into the EU, having to comply with the rules of origin from the outside would raise costs by 25%. She knows that Nissan is one of those exporters. It has an extremely important role in the north-east. When Nissan officials left the meeting with her, they seemed much happier and satisfied with what she had said. Will she share with the House what she said to them?
I am sure that the hon. Lady knows—I said this in answer to an earlier question from a Labour Member—that the customs union is a more complex issue than it at first seems when people describe it in public. We have been discussing this matter with a number of companies, and I am very clear that the intention of this Government is to ensure a competitive market and that people are able to prosper here in the United Kingdom and to add to our economic growth.
May I thank the Prime Minister for her statement and say that I entirely agree with her that, until we leave the European Union, we should continue to play our full part in its affairs, not least because I expect the EU will want us to keep paying our full contributions until we leave. Does she think that her fellow EU leaders understand that if we leave the European Union and have to fall back on WTO tariffs then, according to today’s Civitas report, EU exporters would be liable to pay £12.9 billion a year, which is more than twice the £5.2 billion a year that UK exporters would be liable to pay, and it is therefore very much in the interests of the rest of the EU to agree a tariff-free deal with us?
My hon. Friend makes a very important point. Of course this is not just about the United Kingdom, but about the future impact on the economies of the member states of the European Union. He is absolutely right that, as we go into the negotiations, it will be for member states to recognise that there are implications for them, and those implications could be negative for businesses and jobs in their countries. That is why it is in the interests of all of us to get the best possible deal in relation to trade.
The President of the European Council, Donald Tusk, recently issued a statement in which he said that there will be no soft Brexit; there is either a hard Brexit or no Brexit at all. Given that the Prime Minister was just in Brussels, did she pick up on that hardening political mood music, which makes it absolutely clear that the idea of the unfettered access to the single market that we so desperately need is rapidly becoming a pipe dream?
I repeat what I said earlier, which is that we have not yet started the negotiations, but what I found when I talked to other leaders and colleagues in the European Council at the end of last week was a recognition that this is a complex matter that we have to negotiate, and an increasing recognition that we have to ensure that the deal that we get is positive for both the European Union and the United Kingdom. I got the impression from what was being said to me that we are going to be able to sit down around that table and get the best possible deal for both sides.
During a recent visit to Berlin with Members of the Bundestag, it was clear that there was genuine goodwill towards the United Kingdom, as well as an understanding that there are detailed negotiations ahead. There are clear shared economic interests with member states, but can my right hon. Friend confirm that there are also common security concerns relating to Russia as well as counter-terrorism issues that will help focus the minds of EU negotiators on arriving at a positive outcome in their deliberations?
My hon. Friend makes an excellent point. Much of the discussion tends to focus on the trade relationship that we have, but there are many other areas in which we co-operate with other European Union member states, such as law enforcement, counter-terrorism and security, where we want to have a close and enduring partnership with them once we leave.
I am sure the Prime Minister understands the concerns of the British medical research sector about its continued access to vital European medical research networks post-Brexit. Without revealing her hand, can she give an assurance that she has a plan to protect access for this vital research?
There is an assumption behind the hon. Gentleman’s question that the only way to access such research networks is through being a member of the European Union. Of course, there are those here in the United Kingdom who are members of a number of research networks that operate as effectively but are nothing to do with the European Union. I can assure him that that is another aspect of the future implications that we are aware of and will be taking into consideration.
There is a dangerous political crisis in the Democratic Republic of the Congo, which has seen 6 million people die in the past 20 years. There is a crisis, too, in Burundi with extra-judicial killings happening every week, and there is in effect a bloodbath in South Sudan. All these are of great interest and concern to the European Union and the United Kingdom. Were any of these subjects discussed at the summit?
No. The subjects on the summit’s agenda were Russian action in relation to Syria, migration and trade, so the Democratic Republic of the Congo and South Sudan were not discussed, but I am well aware of the concerns of my hon. Friend and others about what has been happening, particularly in South Sudan recently. This is a matter that my right hon. Friend the Foreign Secretary is looking at closely.
Earlier the Prime Minister assured us that she was looking to raise at an early stage the concerns of UK citizens living elsewhere in the EU and of EU citizens living in the United Kingdom. Can she tell us whether she raised those concerns at an early stage last week and if not, why not?
I have said on a number of occasions, including last week, that I hope to be able to address that issue at an early stage. I repeat my earlier comments in relation to our expectation for EU citizens, and I repeat once again that it is for this House not simply to ignore the interests of British citizens who are living in European Union member states. We must ensure that their rights are guaranteed, as the rights of EU citizens living here will be guaranteed.
I commend my right hon. Friend’s statement to the House. Last Friday evening I held a public meeting in my constituency for EU nationals concerned about the Brexit vote, and was heartened by a majority seeing the opportunities of the UK leaving the EU possibly leading to reform for their home countries in the future. Given Wallonia’s effective veto on the Canada-EU agreement, what discussion was there among other EU leaders about the need for EU reform?
It is up to the 27 member states to discuss among themselves the future shape that they wish the European Union to take once the United Kingdom leaves. I have raised with other leaders the importance of their paying attention to the message that was given by the UK vote to leave the European Union, but I leave it to them to discuss the future of the EU without the UK.
Last week the Treasury Committee heard from the Chancellor. We were told that the Treasury is modelling the range of options and scenarios available to the Government to look at the economic implications of those options. Today the Prime Minister confirmed that the Government are looking at the regional impacts of those options. Given the Prime Minister’s apparent commitment this afternoon to a series of debates in the House of Commons, she must surely agree that that debate will be better informed if we have the evidence before us, so will she give a commitment to publish the various options so that this House and the public may have an informed debate about the options ahead?
I can assure the hon. Gentleman that we want to ensure that debates that take place in this House are as informed as possible. There is, of course, a wide variety of pieces of work being undertaken, not just by Government, in relation to the implications of leaving the European Union in different sectors and different parts of the United Kingdom.
My right hon. Friend was absolutely right to stress that we are not leaving Europe. Indeed, would she confirm that when we leave the European Union, we will continue to play a full and active part in the Council of Europe, working together on the basis of friendship and co-operation, not political union?
Yes, my hon. Friend is absolutely right. The UK will be continuing to play its role in the Council of Europe. I want us to continue to have a good relationship with the member states in the EU and with the EU itself—I think that is in all our interests.
Did the Prime Minister find time in her busy weekend to emphasise to European colleagues how much we value things such as the prisoner transfer agreement, Europol and the European arrest warrant? Will she confirm that, whatever negotiating she does, nothing will lead to the watering down of those commitments?
The right hon. Gentleman will know my commitment to the relationship that we have with other member states of the European Union in relation to justice and home affairs matters. I have had a lot of questions this afternoon about the detail of the discussions that I had on Brexit at the European Council. Of course, the main topics that we discussed at the European Council were Russia, migration and trade. Negotiations and discussions on the detail of our negotiations will be for the future.
The people of Boston and Skegness voted more than any others to leave the European Union, and no constituency, I am sure, approves more of the Prime Minister’s approach, but does she agree that what they deserve is the speedy triggering of article 50, the speedy commencement of trade negotiations, a speedy approach to taking back control over immigration and, while we are at it, a speedy roll-out of the controlling migration fund?
I note what my hon. Friend slipped in at the end of his question. What I would say to him is that it is absolutely right and, as I said in response to a couple of questions from the Opposition earlier, important that people see that we are committed to invoking article 50, because there are those, I fear, who wish to delay the invocation of article 50 as a proxy for not leaving the European Union. It is important that we give people certainty, and that is why I have set out that we will invoke article 50 by the end of March next year.
The Prime Minister said that discussing trade at the European Council was a topic for the future. In relation to lesser duty tariffs, her chief of staff, Nick Timothy, seems to know the Government’s hand very well and has, indeed, declared it. He says:
“We do not have to accept ‘dumping’ by the Chinese steel industry”
and we
“could impose retaliatory tariffs on Chinese steel”,
but it is the UK Government’s policy “to oppose these measures.” Do the Government not have their hands tied behind their back and, indeed, are they not tying the hands of British steelworkers as we speak?
No. The Government have, in a number of ways, been supporting steel production here in the United Kingdom, as the hon. Gentleman will know—both in compensation in relation to climate change and renewables costs, and by the ability to take social issues into consideration when deciding on the procurement of steel. There is a whole range of measures that we have taken. In relation to the action that is being taken by the European Union, we decided at the end of last week that we will modernise the trade defence instruments, but we will do that in a balanced way—balancing the interests of users, producers and consumers. As I am sure he will know, the application of the lesser duty relief has actually meant that, for certain parts of the steel industry, imports from China have dropped by 90%.
Of all the European laws and regulations that the Prime Minister wants to reincorporate democratically into UK law through the great repeal Bill, which does she want to abolish or amend first?
It will be for this Parliament to decide how we deal with the regulations and laws once they have been brought into UK law, but there are two points I would make to the hon. Gentleman. It is right to bring that EU law into UK law at the point at which we leave the European Union, to ensure that there is no legal gap and that everybody has certainty of the legislation that they will be operating under. The second important point is that, once that has happened, it will be for this Parliament to decide, and to be sovereign in determining, those laws.
Will the Prime Minister enlighten us on whether her discussions touched on the subject of higher education? Are there any clues about whether UK universities will retain access to EU research projects after we leave, and about the fees status of EU students in 2018 and beyond? On the first point, we have already heard anecdotal evidence that British researchers are being turned down for Horizon 2020 funds, and my written questions to the Government on both points remain unanswered.
The hon. Lady will, of course, get responses to her written questions in due course. A number of people have raised with me a concern that an approach is being taken, particularly in relation to the university sector, whereby, because we have decided to leave, we should be treated somewhat differently while we are still in the European Union. It is important that we emphasise and ensure that, while we are still members of the EU, we are still treated as full members and therefore have access to those sorts of projects.
And here was me wanting to save the best for last.
Recently the Secretary-General of NATO called the European Union
“an essential partner for NATO”,
and said that NATO has every opportunity to strengthen
“our unity and practical cooperation even further.”
Therefore, how can a newly confirmed Brexit Prime Minister deliver security without even closer military union with the European Union, as accepted by our NATO allies?
In the quote given by the hon. Gentleman, I think the Secretary-General was talking about NATO operating and working with any defence arrangements in the European Union; it was not about the UK being part of stronger defence within the European Union. We will continue to play a leading role in NATO, as we have done over the years. We will continue to have a close relationship with the European Union, and it will be in all our interests to ensure that we work together for the collective defence of member states and of Europe.
Why is the Prime Minister in a position seemingly to offer specific assurances to Nissan Motors on the outcome of article 50 negotiations, but not to the 3.3 million EU citizens who make such a vital contribution to our economy and our communities?
I will repeat this yet again, as the hon. Gentleman does not appear to have heard the answer when it was given previously: I expect, intend and want to be able to guarantee the status of EU citizens living in the United Kingdom, but the only circumstance in which that would not be possible is if the status of British citizens, including people from Scotland, who live in the European Union is not guaranteed in return. It is a very simple position. We cannot abandon British citizens.

Commons ChamberThis morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
Previously, I worked in an NHS service that the coalition Government gifted to Virgin Care, which is now seeking another contract covering my constituency. Among many unethical practices that I witnessed, Virgin imposed a system of double appointments, forcing patients to have unnecessary extra consultations before surgery, boosting its profits at the expense of the taxpayer and patient safety. Is that acceptable? If not, what is the Prime Minister prepared to do about it?
Of course, what we want to see in the provision of local services are the best services possible for local people. The hon. Lady talks about outsourcing of services in the NHS; I have to say to her that the party that put greater privatisation into the NHS was not my party but the Labour party.
The west midlands economy, I have to say, is in a very positive position at the moment. I am very pleased to say that since 2010 nearly 200,000 more people are at work there, and there are 42,000 new businesses. I saw the strength of the economy when I was in Birmingham last week. Of course, we are giving the west midlands new powers with the devolution deal and the election of a Mayor. Andy Street, with his business and local experience, would be a very good Mayor for the west midlands.
On the subject of the NHS, 18 months ago my wonderful doctor, Helen Stokes-Lampard, suggested that I have a general “well man” check-up. It is just as well that I did: the blood test revealed a problem with my prostate, despite the fact that I was symptom-free. I was immediately referred to the Queen Elizabeth hospital in Birmingham, whose staff were simply wonderful. After a period of surveillance, I had a prostatectomy back in June.
But hey—I’m now fine! [Hon. Members: “Hooray!”] I want to thank the whole team at the QE, including my surgeon Alan Doherty and my excellent specialist prostate nurse Richard Gledhill, who gave me practical advice. But, in the next 10 years, there will be a real shortage of specialist prostate and urology nurses, as many are due for retirement. May I ask the Prime Minister what the Government can do to avert a shortage of these much needed specialist nurses?
May I say to my hon. Friend that the whole House is pleased to see him back in his position as his normal exuberant self? He raises a very serious issue. I join him in commending not only those doctors, nurses and other health service staff who treated him for his prostate cancer, but those doctors and nurses who, day in, day out, are ensuring that, as we see, cancer survival rates are at a record high.
The Government are putting more money into awareness of cancer problems. We will look at the training of nurses—50,000 nurses are in training—and continue to make sure that the specialisms are available to do the work that is necessary in the health service.
I, too, join the Prime Minister in wishing the hon. Member for Lichfield (Michael Fabricant) well and obviously hope the treatment he got is the same treatment that everybody else gets, because we want good treatment for everybody in our society. [Interruption.] It is not controversial—I am just wishing him well. Is that okay? I am sorry to start on such a controversial note, Mr Speaker. I do apologise.
At the Conservative party conference, the Prime Minister said she wants Britain to be
“a country where it doesn’t matter where you were born”,
but the Home Secretary’s flagship announcement was to name and shame companies that employ foreign workers. Could the Prime Minister explain why where someone was born clearly does matter to members of her Cabinet?
First, may I congratulate the right hon. Gentleman on winning the Labour leadership election? [Interruption.] I welcome him back to his place in this House as his normal self. The policy that he has just described was never the policy that the Home Secretary announced. There was no naming and shaming, no published list of foreign workers, no published data. What we are going to consult on is whether we should bring ourselves in line with countries such as the United States of America, which collect data in order to be able to ensure that they are getting the right skills training for workers in their economy.
I am most grateful to the over 300,000 people that voted for me to become the leader of my party, which is rather more than voted for the Prime Minister to become the leader of her party. She seems to be slightly unaware of what is going on: first, the Home Secretary briefed that companies would be named and shamed; the Education Secretary clarified that data would only be kept by Government; yesterday, No. 10 said the proposal was for consultation; and the Home Secretary clarified the whole matter by saying,
“it’s one of the tools we are going to use”.
This Government have no answers, just gimmicks and scapegoats.
Yesterday, we learned that pregnant women will be forced to hand over their passports at NHS hospitals. No ultrasound without photographic ID—heavily pregnant women sent home on icy roads to get a passport. Are these really the actions of
“a country where it doesn’t matter where you were born”?
I have made absolutely clear the policy that the Home Secretary set out. The right hon. Gentleman raises issues around the health service. I think it is right that we should say that we ensure, when we are providing health services to people, that they are free at the point of delivery; that people are eligible to have those services; that where there are people who come to this country to use our health service, and who should be paying for it, the health service actually identifies them and makes sure that it gets the money from them. I would have thought that that would be an uncontroversial view. Of course, emergency care will be provided, when necessary, absolutely without those questions, but what is important is that we ensure that where people should be paying, because they do not have the right to access free care in the health service, they do so.
Some of the Prime Minister’s colleagues on the leave side promised £350 million a week extra for the NHS. She does not seem to have answers to the big questions facing Britain. On Monday, the Secretary for Brexit, when questioned about the Government’s approach to single market access, replied:
“We…need hard data about the size of the problem in terms of both money and jobs”—[Official Report, 10 October 2016; Vol. 615, c. 50.]
It would have been much easier if he had simply asked his colleague, the Chancellor of the Exchequer, because he would have been able to tell him that the Treasury forecast is a £66 billion loss to the economy—7.5% of the GDP. Can the Prime Minister now confirm that access to the single market is a red line for the Government, or is it not?
The right hon. Gentleman has asked me this question before. [Interruption.]. He says it is a simple question, and I will give him the simple answer: what we are going to do is deliver on the vote of the British people to leave the European Union; what we are going to do is be ambitious in our negotiations, to negotiate the best deal for the British people, and that will include the maximum possible access to the European market, for firms to trade with, and operate within, the European market. But I am also clear that the vote of the British people said that we should control the movement of people from the EU into the UK, and, unlike the right hon. Gentleman, we believe we should deliver on what the British people want.
Someone once said that in leaving the single market
“we risk a loss of investors and businesses…and we risk going backwards when it comes to international trade.”
That person is now the Prime Minister, and that was before the referendum.
The Japanese Government wrote to the Prime Minister in September, worried about a shambolic Brexit. Many Japanese companies are major investors in Britain—such as Nissan in Sunderland, which has already halted its investment—and 140,000 people in Britain work for Japanese-owned companies. They have made it clear that those jobs and that investment depend on single market access. What reassurance can she give workers today, desperately worried about their future, their company and their jobs?
First, I would say to the right hon. Gentleman that the biggest vote of confidence that we had in Britain after the referendum vote was the £24 billion investment from a Japanese company, SoftBank, in taking over Arm. Secondly, in relation to what we are doing in our negotiations, he does not seem to get what the future is going to be about. The UK will be leaving the European Union. We are not asking ourselves what bits of membership we want to retain. We are saying: what is the right relationship for the UK to have for the maximum benefit of our economy and of the citizens of this country?
The right hon. Member for Broxtowe (Anna Soubry) has said that
“there is a danger that this Government appear to be turning their back on the single market”.—[Official Report, 10 October 2016; Vol. 615, c. 46.]
Staying in the single market was, indeed, a commitment in the Conservative party manifesto. The reality is that, since the Brexit vote, the trade deficit is widening, growth forecasts have been downgraded, the value of the pound is down 16%, and an alliance of the British Chambers of Commerce, the Confederation of British Industry, the British Retail Consortium and the Trades Union Congress have all made representations to the Prime Minister demanding clarity. Is the Prime Minister really willing to risk a shambolic Tory Brexit just to appease the people behind her?
What the Conservative party committed to in its manifesto was to give the British people a referendum on whether to stay in the European Union. We gave the British people that vote, and they have given their decision: we will be leaving the European Union. In doing that, we will negotiate the right deal for the UK, which means the right deal in terms of operating within and trading with the European market. That is what matters to companies here in the UK, and that is what we are going to be ambitious about delivering.
The right hon. and learned Member for Rushcliffe (Mr Clarke) often has a mot juste to help us in these debates. He simply said—[Interruption.]
In his own inimitable way, the right hon. and learned Gentleman said:
“The reason the pound keeps zooming south is that absolutely nobody has the faintest idea what exactly we’re going to put in place.”
Those of us on the Labour Benches do respect the decision of the British people to leave the European Union, but this is a Government that drew up no plans for Brexit; that now has no strategy for negotiating Brexit; and that offers no clarity, no transparency and no chance of scrutiny of the process for developing a strategy. The jobs and incomes of millions of our people are at stake. The pound is plummeting, business is worrying and the Government have no answers. The Prime Minister says she will not give a running commentary, but is it not time the Government stopped running away from the looming threat to jobs and businesses in this country and to the living standards of millions of people?
Unlike the right hon. Gentleman, I am optimistic about the prospects of this country once we leave the European Union; I am optimistic about the trade deals that other countries are now actively coming to us to say they want to make with the United Kingdom; and I am optimistic about how we will be able to ensure that our economy grows outside the European Union. But I have to say to the right hon. Gentleman that Labour did not want a referendum on this issue—we, the Conservatives, gave the British people a referendum; and Labour did not like the result—we are listening to the British people and delivering on that result. [Interruption.] The shadow Foreign Secretary is shouting from a sedentary position. The shadow Foreign Secretary wants a second vote. I have to say to her that I would have thought Labour MPs would have learned this lesson: you can ask the same question again; you still get the answer you don’t want.
I can give my hon. Friend that assurance. What I said at our party conference, and have been saying since I became Prime Minister, is that we want an economy that works for everyone; that means for every part of our country, including areas such as Cornwall and the Isles of Scilly. We have already negotiated a devolution deal with Cornwall, which was signed in 2015; that demonstrates that we recognise the challenges that Cornwall faces. We are open to further discussions on ways in which we can improve Cornwall’s economy for the future.
The European Commission against Racism and Intolerance has found that there are
“a number of areas of concern”
regarding political discourse and hate speech in the UK, as well as violent racial and religious attacks. Police statistics show a sharp rise in Islamophobic, anti-Semitic and xenophobic assaults over the past year. Does the Prime Minister agree that all mainstream Governments and mainstream political parties should do everything they can to oppose xenophobia and racism?
I have been very clear from this Dispatch Box on a number of occasions that there is absolutely no place in our society for racism or hate crime. It is right that the police investigate allegations of hate crime where they occur. I am pleased to say that as Home Secretary I was able to bring in arrangements that improved the recording of hate crime. We also improved the requirement on police specifically to record hate crime relating to faith, so that we can see when Islamophobia is taking place, as well as anti-Semitism and other types of hate crime. There is no place for such crime in our society. With one voice, from across this Chamber, we should make that absolutely clear, and give our police every support in dealing with it.
I remind the Prime Minister that when she was Home Secretary she put advertising vans on the streets of this country telling foreigners to go home. At her party conference we heard that her party wishes to register foreigners working in the UK. The crackdown and the rhetoric against foreigners from this Government have led to even UKIP—UKIP—saying that things have gone too far. Across the length and breadth of this land people are totally disgusted by the xenophobic language of her Government. Will she now confirm that her Government’s intention is still to go ahead with the registration of foreign workers, but that we apparently should not worry, because her Government will keep it secret?
May I say very gently to the right hon. Gentleman that I answered two questions on that earlier? I suggest he should have listened to the answers I gave then.
My hon. Friend raises an important point. The configuration of services in his constituency and others is obviously a significant issue across the House. I am pleased to say that we are now seeing more people being treated in A&E. We will look at the proposals. The point about how this is being done is that local people should be able to have their voice heard and the decisions taken should reflect the needs in a particular local area. We all want to see that. A&E services are vital, and I pay tribute to all those who work in A&E in hospitals across the country.
The Government took a very simple approach. We asked the NHS itself to propose its five-year plan for the NHS. We asked it how much money it required. It said £8 billion; we are giving it £10 billion, which is more than the NHS said. Funding in the NHS is at record levels. The only place where money for the NHS is being cut is under a Labour Administration in Wales.
My hon. Friend campaigned long and hard for Gary McKinnon, and I obviously took that decision. At that time, it was for the Home Secretary to decide whether there was a human rights case for an individual not to be extradited. We subsequently changed the legal position on that, so this is now a matter for the courts. There are certain parameters that the courts look at in terms of the extradition decision, and that is then passed to the Home Secretary, but it is for the courts to determine the human rights aspects of any case that comes forward. It was right to introduce the forum bar to ensure that challenge on whether cases should be heard here, but the legal process is very clear, and the Home Secretary is part of it.
We recognise the concerns of British steelworkers. That is why the Government have worked, under both my predecessor and me, to ensure that we do what we can to promote, encourage and retain a steel industry here in the United Kingdom. A number of measures have been taken. If the hon. Gentleman was in the Chamber earlier for Scottish questions, he will have heard my right hon. Friend the Secretary of State for Scotland setting them out.
As my hon. Friend says, we want to ensure that patients experience the same high-quality care regardless of where they live and wherever they are. That is why, as I understand it, the funding for my hon. Friend’s local clinical commissioning group is being corrected to reflect more accurately the local health need. An investment of more than £757 million will be going into his local area, which shows the Government’s intention to ensure that we see a health service that is working for everyone across the country, but we can do that only with the economy to back up the NHS.
I have been clear, the Secretary of State for Northern Ireland has been clear, and the Taoiseach has also said that, on both sides of the border, we do not want to see a return to the borders of the past. It is worth reminding the House that the common travel area has been in place since the 1920s, so it was there well before we were both members of the European Union. We are working with the Government of the Republic, and I have had discussions on this with the First Minister and the Deputy First Minister of Northern Ireland. We want to ensure that we do not see a return to the borders of the past.
I commend my hon. Friend for taking his opportunity to support the bids from Pendle. He is absolutely right that the money put in has enabled growth in local projects like Brierfield Mill to be unlocked. We have seen £250 million committed to the Lancashire local enterprise partnership, £2.8 billion to the northern powerhouse through the local growth fund, and the latest round of funding is worth up to £1.8 billion, with good bids coming in from local LEPs. We are assessing the proposals, including those from Pendle. They will be looked at with the seriousness my hon. Friend would expect.
I will not comment on the individual case. I know that the hon. Lady sent me the details of this specific case in writing. I will make sure that she gets a full reply from the Immigration Minister. On the broader issue she raises about the income threshold for those wishing to join a partner here in the United Kingdom, the Government asked the independent Migration Advisory Committee to advise on the level of the income threshold. The committee suggested a range of figures and we actually took the lowest figure, £18,600, in that range. It recommended that figure because it is the level at which a British family generally ceases to be able to access income-related benefits, and is able to support themselves and integrate into society. We believe it is important that people coming here are able to support themselves.
I join my hon. Friend in commending all those who have been involved in the bid at Gainsborough’s House. Many people will enjoy visiting Gainsborough’s House in the future as a result of the work that will be able to be done. I know the importance of the Heritage Lottery Fund. It supported the excellent Stanley Spencer gallery in my own constituency, so I have seen the impact it can have. He is absolutely right. The point about devolution deals is people coming together with that ambition for their local area to generate the transformative investment he talks about. Suffolk is looking at the sort of deal it might wish to have locally.
We are very clear that it is for the courts to decide where a war crime is being committed. We co-sponsored a UN Security Council resolution in May 2014 to refer those responsible for war crimes and crimes against humanity in Syria, regardless of affiliation, to the International Criminal Court. Of course, that was vetoed by Russia and China. On the issue of a no-fly zone, this has been addressed. People have looked at this over a number of years. The scenes we see of the indiscriminate slaughter of innocent civilians are absolutely appalling. We want to see an end to that, but there are many questions about a no-fly zone. Who is it there to protect? Would it lead to Assad bombing people in the expectation that they would then move to that zone? How would a safe area actually be enforced there? Who would do that enforcement? There are many questions that need to be looked at in those sorts of issues. What we all know is that the only real solution for peace and stability in Syria is political transition, and it is time Russia accepted that: that the future of Syria is a political transition to a stable Syria, free of Assad.
I thank my hon. Friend for the example she has given of the work that is taking place in her constituency. The whole aim of the Government’s education policy is to increase the number of good school places, so parents can have the confidence that their child will have a good school place and they will have the school place that is right for them. That is why we want to see universities more involved in schools, more faith schools being opened up and the independent sector helping the state sector where that is sensible and its expertise can help. And yes, we do want to lift the ban that currently says that one type of good new school cannot be opened. It is illegal to open a new good school that is a selective school. We want to remove that ban so that pupils of all abilities get the opportunity.
The Prime Minister appears to have made a choice, and that choice is to side with the protectionists and nationalists who have taken over her party, as surely as Momentum has taken over the Labour party. She has chosen a hard Brexit that was never on anybody’s ballot paper and she has chosen to turn her back on British business in the process. As a result, petrol and food retailers have warned of huge price rises at the pumps and on the supermarket shelves in the coming days. When will she put the interests of hard-working British people ahead of an extremist protectionism that absolutely nobody voted for?
The hon. Gentleman asks about who we are siding with. I will tell him who this Government are siding with. We are siding with the British people, who voted to leave the European Union. It is high time the hon. Gentleman listened to the vote of the British people and accepted that that is exactly what we are going to do.
I can say that I believe every effort is being made to fill the vacant obstetrics posts at the Horton general hospital. I understand that those mothers who are having a midwife-led delivery are still able to go to the Horton general hospital, but others have to go to the John Radcliffe hospital in Oxford. Maternity services are important to people and I believe the trust is actively looking to ensure it can fill those posts. What matters is a safe maternity service for mother and baby.
Many people across the House will be reassured that the Government accepted the amendment to the Opposition motion to be debated later this afternoon that guarantees that this House is able properly to scrutinise the plan for leaving the European Union before article 50 is invoked. Can she tell us: will that scrutiny involve a vote?
I have to say to the hon. Lady that the idea that Parliament was somehow not going to be able to discuss, debate or question issues around Brexit is, frankly, completely wrong. Let me provide her with some examples. The Secretary of State for Exiting the European Union has already made two statements—and I believe four hours of questions followed from those. A new Select Committee has been set up, which crucially includes representatives from all parts of the United Kingdom to look at these issues. Only just over a week ago, I announced that there will be a great repeal Bill in the next Session to repeal the European Communities Act 1972. Parliament will thus have every opportunity to debate this issue.
Every year in the UK, 3,500 babies are still-born, and I commend the Government for setting the target of a 20% reduction by the end of this Parliament and a 50% reduction by 2030. Does the Prime Minister agree that in Baby Loss Awareness Week we must do all we can to provide the best quality bereavement care for those parents who sadly lose a baby?
I think my hon. Friend is absolutely right, and I am pleased to say that the Health Secretary will attend the Baby Loss Awareness Week reception, which will be held in Parliament immediately after today’s Prime Minister’s Questions. I encourage other Members to attend it, too. My hon. Friend is absolutely right that the loss of a baby must be absolutely devastating; I am aware that some people sitting in this Chamber have been through that tragedy in their lives. What is absolutely essential is that the best possible bereavement care be given to parents at this tragic moment in their lives when they are at their most vulnerable. That is why we have provided money to introduce dedicated bereavement rooms at 40 hospitals, as well as investing more in improving birthing facilities, which are also important. Care and counsel for people who have lost a baby is essential; I think we all accept that.
On 2 July, the Home Office was given details of the 178 children who are still stuck in the Calais refugee camp, but who had a legal right to be here in the UK with their families to keep them safe and protected. Given the delays in acting, what responsibility does the Prime Minister think this Government have to the 18 of those children who have now gone missing?
Far from not acting, this Government have been working with the French Government on dealing with those who are in the camps. We have put extra resource into speeding up the process of dealing with the claims of the unaccompanied children, making that process faster and quicker, with more children coming here as a result. That is alongside all the other work we are doing in relation to refugees and unaccompanied minors. Crucially, of course, we are also working to ensure that we deal with the traffickers and the smugglers who are often in the camps; we need to make sure that they do not have access to children in the future. We have speeded up the process and more children are coming here as a result.
Tomorrow is secondary breast cancer awareness day, and I would like to ask the Prime Minister to join me in wishing these men and women well. Currently, only a third of NHS trusts collect the data in this area. Does my right hon. Friend agree that better data collection can inform diagnosis, treatment and the use of NHS resources across the piece and give better outcomes for all patients?
I entirely accept my hon. Friend’s point that better information provides greater opportunity to address these issues. I join her in commending and wishing well all those—as she says, both men and women—who have suffered from breast cancer and who have come through that, as I know my hon. Friend has. Other Members and so many people across the country are in the same position; it is important that they receive the right care so that they can come through that and see a bright future.
Last night, a huge number of MPs presented in this House WASPI—Women Against State Pension Inequality—petitions from towns up and down the country, so will the Prime Minister now commit to overturning those mistaken arrangements of 2011 and provide justice and transitional arrangements for WASPI women?
The hon. Lady should know that transitional arrangements are already in place. We did make changes. We committed £1 billion to lessen the impact of the state pension age changes on those who were affected, so that no one would experience a change of more than 18 months. In fact, 81% of women’s state pension ages will increase by no more than 12 months, compared to the previous timetable.
The Department for Work and Pensions informed people of the change in the state pension age after the changes that were made in 2011. Moreover, in the future women will gain from the new pension arrangements that are being introduced. Women’s pensions are a long-standing issue, but there will be better pension arrangements for them in the future because of the changes that the Government have made.
I gather that the Prime Minister made Chancellor Merkel a gift of Wainwright’s “Coast to Coast Walk”, which describes the fabulous walk that runs through my constituency. Is she aware that the “coast to coast” is not, in fact, an official national trail, and will she meet me to discuss my campaign to give this national treasure its deserved national status?
As my hon. Friend knows, I enjoy walking as well. There are some fantastic walks across the United Kingdom. I have not yet done the “coast to coast” myself, however; there is not much time for me to do it at the moment.
My hon. Friend probably knows that the decision about the designation of the “coast to coast” is more appropriately one for Natural England, and I am sure that he will do all he can to lobby Natural England on the issue.

Written StatementsI have today laid before both Houses of Parliament the Intelligence Services Commissioner’s supplementary report on concerns raised by the Intelligence and Security Committee of Parliament (ISC) about the Government’s responsibilities in relation to partner counter-terrorism units overseas. The statutory responsibilities of the Intelligence Services Commissioner, the right hon. Sir Mark Waller, include oversight of compliance with the consolidated guidance to intelligence officers and service personnel on the detention and interviewing of detainees overseas, and on the passing and receipt of intelligence relating to detainees (“the consolidated guidance”). I am grateful to Sir Mark for his detailed examination of the allegations regarding the detention of Michael Adebolajo in Kenya in 2010, which were raised in the ISC’s November 2014 report about the intelligence relating to the murder of Fusilier Lee Rigby. I welcome the fact that he has firmly rejected any suggestion of a conspiracy by the security and intelligence agencies in Mr Adebolajo’s detention and that he has found no evidence to support the allegation that he was subject to mistreatment at the hands of the Kenyan authorities. The Government will look carefully at Sir Mark’s detailed analysis of the handling of this case and will take steps to address the issues where he has identified shortcomings in the response at the time, drawing upon the report’s recommendations. In particular, Sir Mark has noted that the consolidated guidance, though still fit for purpose and carefully followed by intelligence officers and service personnel, could benefit from further clarification in certain aspects. The Government will consider further what changes could be made to the consolidated guidance to address the points Sir Mark raises.

Let me start by paying tribute to my right hon. Friend the former Member of Parliament for Witney, David Cameron. He has been a tremendous public servant both for his Witney constituency and the country as a whole, and under his leadership we saw the economy being stabilised, more people in work than ever before, and people on low incomes being taken out of paying tax altogether, and this Government will build on that legacy by extending opportunity to all parts of the country.
This morning I had meetings with ministerial colleagues and others, and in addition to my duties in this House I shall have further such meetings later today.
Last week, the Prime Minister could not tell us whether she was in favour of staying in the single market. As an Edinburgh MP, may I tell her how important the financial sector is to Scotland’s economy? Will she tell us whether she agrees with her Foreign Secretary that passporting for financial services is guaranteed to continue after the UK leaves the European Union?
I am not going to give the hon. Lady a different answer from the one I gave the House on many occasions last week, which is that this Government will be working to ensure the right deal for the United Kingdom in trade in goods and services. That includes listening to the concerns that the Scottish Government and the Governments in Northern Ireland and Wales might wish to raise with us. We will be fully engaged with the devolved Administrations. As I said last week, the best thing for the financial sector in Edinburgh and for the economy of Scotland is to be part of the United Kingdom.
Q2. Will my right hon. Friend join me in welcoming the figures that show that unemployment in my constituency has halved since 2010 and, crucially, that youth unemployment has fallen by 12% in the last year alone? Will she promote the value of technical skills and of science and engineering in her push for all children to have a good education that enables them to go as far as their talents and hard work will take them? I am very happy to join my hon. Friend in welcoming the very good employment figures that we have seen today. As he has said, unemployment in his constituency has halved since 2010. That is because we have had an economic plan and built a strong economy. He is absolutely right to say that as we look to provide opportunities for young people, we must ensure that we consider those for whom technical skills and a vocational education are the right route, because what we want is an education that is right for every child so that they can get as far as their talents will take them.
I am sure that the whole House will join me, my right hon. Friend the Member for Knowsley (Mr Howarth) and Jane Kennedy, the police and crime commissioner for Merseyside, in paying tribute to the police constable who was stabbed several times yesterday in the line of duty while trying to arrest a rape suspect in Huyton. We all wish him well and a speedy recovery. I also wish the former Prime Minister well on his departure from this House and in his future life. I hope that the by-election in Witney will concentrate on the issues of education and on his views on selection in education.
I want to congratulate the Prime Minister. She has brought about unity between Ofsted and the teaching unions. She has united former Education Secretaries on both sides of the House. She has truly brought about a new era of unity in education thinking. I wonder if it is possible for her this morning, within the quiet confines of this House, to name any education experts who back her proposals on new grammar schools and more selection.
First, may I join the right hon. Gentleman in paying tribute to the police constable who was stabbed in Knowsley? One of the events that I used to look forward to going to every year as Home Secretary was the Police Bravery Awards, because at that event we saw police officers who never knew, when they started their shift, what was going to happen to them. They run towards danger when other people would run away from it, and we owe them a great tribute and our gratitude.
I am glad that the right hon. Gentleman has raised the issue of education, because it enables me to point out that over the past six years we have seen 1.4 million more children in good or outstanding schools. That is because of the changes that this Government introduced: free schools and academies, head teachers being put in charge of schools, and more choice for parents. I note that the right hon. Gentleman has opposed all those changes. What I want to see is more good school places and a diversity of provision of education in this country so that we really see opportunity for all and young people going as far as their talents will take them.
I asked the Prime Minister whether she could name any experts who could help her with this policy. Sadly, she was not able to, so may I quote one expert at her? His name is John and he is a teacher. He wrote to me:
“The education system and teachers have made great strides forward to improve the quality and delivery of the curriculum. Why not fund all schools properly and let us do our job.”
The evidence of the effects of selection is this: in Kent, which has a grammar school system, 27% of pupils on free school meals get five good GCSEs compared with 45% in London. We are all for spreading good practice, but why does the Prime Minister want to expand a system that can only let children down?
The right hon. Gentleman needs to stop casting his mind back to the 1950s. We will ensure that we are able to provide good school places for the 1.25 million children in schools that are failing or inadequate or that need improvement. Those children and their parents know that they are not getting the education that is right for them and the opportunities that they need.
Let us consider the impact of grammar schools. If we look at the attainment of disadvantaged and non-disadvantaged children, we see that the attainment gap in grammar schools is virtually zero, which it is not in other schools. It is an opportunity for young people to go where their talents will take them. The right hon. Gentleman believes in equality of outcome; I believe in equality of opportunity. He believes in levelling down; we believe in levelling up.
Equality of opportunity is not segregating children at the age of 11. Let me quote the Institute for Fiscal Studies:
“those in selective areas who don’t get into grammar schools do worse than they would in a comprehensive system.”
The Secretary of State for Education suggested on Monday that new grammar schools may be required to set up feeder primary schools in poorer areas. Will the children in those feeder primaries get automatic places at grammar school or will they be subject to selection?
We are setting up a more diverse education system that provides more opportunities. The right hon. Gentleman appears to be defending the situation we have at the moment, where there is selection in our school system, but it is selection by house price. We want to ensure that children have the ability to go where their talents take them. I gently remind the right hon. Gentleman that he went to a grammar school and I went to a grammar school, and it is what got us to where we are today—but my side might be rather happier about that than his.
The two things that the Prime Minister and I have in common are that we can both remember the 1950s and can both remember going to a grammar school. My point is this: every child should have the best possible education. We do not need to and never should divide children at the age of 11—a life-changing division where the majority end up losing out.
I notice that the Prime Minister did not answer my question about feeder primary schools. The Secretary of State for Education said on Monday that the Government
“have not engaged much in the reform of grammars”—[Official Report, 12 September 2016; Vol. 614, c. 614.]
but that they would now start the process. Will the Prime Minister confirm whether existing grammars, such as those in Kent and Buckinghamshire, will now be instructed to widen their admissions policies?
The right hon. Gentleman is right that what we are looking at and consulting on is a diversity of provision in education. We want to make sure that all grammar schools actually do the job that we believe is important—providing opportunities for a wide range of pupils—and there are many examples across the country of different ways in which that is done through selective education. He talks about a good education for every child, and that is exactly what our policy is about. There are 1.25 million children today who are in schools that are not good or outstanding. There are parents today who fear that their children are not getting the good education that enables them to get on in life. I believe in the education that is right for every child. It is the Labour party that has stifled opportunity and stifled ambition in this country. Members of the Labour party will take the advantages of a good education for themselves and pull up the ladder behind them for other people.
I am sorry that the Prime Minister was unable to help anyone in Kent or Buckinghamshire in the answer to my question—presumably, she will have to return to it. This is not about pulling up ladders; it is about providing a ladder for every child. Let me quote to her what a critic of grammar schools said:
“There is a kind of hopelessness about the demand to ‘bring back’ grammars, an assumption that this country will only ever be able to offer a decent education to a select few.”
He goes on to say:
“I want the Conservative Party to rise above that attitude”.
Those are not my words, but those of the former right hon. Member for Witney. Is he not correct that what we need is investment in all of our schools and a good school for every child, not this selection at the age of 11?
What we need is a good school for every child, and that is precisely what we will be delivering with the policy that we have announced. With that policy, we will see: universities expanding their support for schools; more faith schools being set up; and independent schools increasing their support for schools in the state sector. A diversity of provision of education is what we need to ensure good school places for every child. That good school place is important so that young people can take opportunities and get into the workplace.
I notice that this is the right hon. Gentleman’s fifth question and he has not yet welcomed the employment figures today, which show more people in work than ever before; and wages rising above inflation. That is more people with a pay packet and more money in those pay packets. What would Labour offer? It would offer more taxation and misery for working families. It is only the Conservative party that knows you can build an economy that works for everyone only when everyone has an opportunity for work.
Of course I welcome anyone who has managed to get a job; I welcome those people who have managed to get jobs, and keep themselves and their families together. The problem is that there are now almost a million of them on zero-hours contracts who do not know what they are going to be paid from one week to the other.
In order to help the Prime Minister with the expertise on the reform of secondary schools, may I quote to her what Michael Wilshaw, the chief inspector of schools, has said? He said quite simply this:
“The notion that the poor stand to benefit from the return of grammar schools strikes me as quite palpable tosh and nonsense”.
Is not all this proof that the Conservative party’s Green Paper addresses none of the actual crises facing our schools system: a real-terms cut in the schools budget; half a million pupils in supersize schools; a crisis in teacher recruitment and retention; a rising number of unqualified teachers in classrooms; and vital teaching assistants losing their jobs? Is this not a Government heading backwards, to a failed segregation for the few and second-class schooling for the many? Can we not do better than this?
The right hon. Gentleman has got some of his facts wrong—plain and simple. We have more teachers in our schools today than in 2010. We have more teachers joining the profession than leaving it. We have fewer pupils in supersize classes than there have been previously. I simply say this to him: he has opposed every measure that we have introduced to improve the quality of education in this country. He has opposed measures that increase parental choice, measures that increase the freedom of head teachers to run their schools, and the opportunity for people to set up free schools. Those are all changes that are leading to improvements in our education system, and we will build on them with our new policies.
I recognise that this may very well be the last time that the right hon. Gentleman has an opportunity to face me across the Dispatch Box—certainly if his MPs have anything to do with it. I accept that he and I do not agree on everything—well, we probably do not agree on anything—but I must say that he has made his mark. Let us think of some of the things he has introduced. He wants coal mines without mining them, submarines without sailing them, and he wants to be Labour leader without leading them. One thing we know is that whoever is Labour leader after the leadership election, it will be the country that loses.
Order. May I just point out to the House that progress today at this Question Time session has been absurdly slow? I ask the House on behalf of our constituents to show some respect for those colleagues who want to question the Prime Minister, and I am determined to get down the list. I call Craig Williams.
Q3. Students from Cardiff schools and UK schools attended the recording of the British holocaust survivors giving their testimony for future generations. It was a deeply moving experience for them and a stark reminder to us to fight racism, anti-Semitism and hatred in all forms. As part of this vital education effort, of which I know my right hon. Friend is a great supporter, is the establishment of a national memorial to the holocaust. Will she update us now on the next stage? (906341)
I am grateful to my hon. Friend for his comments. He is absolutely right that we need to ensure that we never forget the horrors of the holocaust and the lessons that must be learned from that. It is right that we have agreed to this national memorial next to Parliament on Victoria Gardens, which is an important place for it to be. My right hon. Friend the Secretary of State for Communities and Local Government will today launch an international competition for the design of that memorial. The design may include a learning centre, which will ensure that there will be opportunities for young people and others truly to learn the lessons from the holocaust and to learn about the appalling atrocities that took place.
Last week, the Prime Minister was unwilling or unable to give any assurances about remaining in the single European market. Today, she has been unwilling or unable to give any assurances to the financial sector about protecting the passporting of financial services. Meanwhile, millions of people from across the United Kingdom depend on freedom of movement across the EU for business and for pleasure. They face the prospect of having to apply and possibly pay for visas. Is the Prime Minister in favour of protecting visa-free travel—yes, or no?
There was a very clear message from the British people at the time of the referendum vote on 23 June that they wanted to see an end to free movement as it operated and control of the movement of people from the European Union into the UK, and that is what we will deliver.
The Prime Minister and the UK Government are totally unwilling to tell us the true cost of Brexit and what their negotiating position will be. In contrast, there is a different tune from the European Union. The new EU negotiator, Guy Verhofstadt, has said:
“It’s wrong that Scotland might be taken out of the EU when it voted to stay.”
Does she agree with Mr Verhofstadt and the Scottish Government who want to protect Scotland’s place in Europe?
It is all very well for the right hon. Gentleman to ask that question, but only two years ago he did not want to protect Scotland’s place in the European Union, because he wanted Scotland to leave the UK. On all of those questions, whether it is on the referendum for leaving the European Union, the referendum on independence in Scotland, or those in this House, he seems to think that if he asks the question all the time, he will get a different answer. Well, it will not work for me and it will not work for the Scottish people.
Q4. Freedom of speech is a fundamental British value, which is undermined by so-called safe spaces in our universities, where a sense of righteous entitlement among a minority of students means that their wish not to be offended shuts down debate. As students around the country return to their places of learning at the start of this new academic year, does my right hon. Friend agree that university is precisely the place for lively debate, and that fear of being offended must not trump freedom of speech? (906342)
I absolutely agree with my hon. Friend. We want our universities not just to be places of learning, but to be places where there can be open debate which is challenged and people can get involved in that. I think everybody is finding this concept of safe spaces quite extraordinary. We want to see that innovation of thought taking place in our universities; that is how we develop as a country, as a society and as an economy, and I absolutely agree with my hon. Friend.
Q5. Nine-year-old Mohammed is one of thousands of child refugees alone in Syria. His parents fled the country believing he was dead and have resettled in my constituency. In March, Mohammed was identified as being alive, but has since been kidnapped, badly beaten and left for dead, before being found again. He now lives in fear of daily attacks or sexual violence and assault. Will the Prime Minister agree to meet me urgently to review the steps the Government could take to reunite Mohammed with his devastated family and provide him with the support required to overcome his ordeal? Obviously, I am not as aware of the details of the individual case as the hon. Gentleman is. The Home Secretary has heard him, and if he would like to write to her with the details, I am sure this case will be looked at. Of course, there are rules that do enable family reunion to take place, and we as a country have committed to take a number of children who are particularly vulnerable—potentially vulnerable—to sexual violence from the region around Syria to ensure that we can resettle them in the UK and take them out of that fear that they are experiencing. But my right hon. Friend the Home Secretary will look at the case if he cares to write to her.
Q8. What assurance can my right hon. Friend give that, whatever criteria come to guide our immigration system, it will be fairer than the present system—it will no longer discriminate against peoples from outside the EU, as the present system does? (906346)
As I mentioned earlier in response to a question, one aspect of the vote on 23 June was that people want us to control movement from the European Union into the UK, and, of course, we are already able to control movement from outside the European Union into the United Kingdom. The details of the system we will introduce for EU citizens are currently being worked on, but I can assure my hon. Friend that we will have the ability to control movement from the EU and movement from outside the EU, and therefore bring that greater degree of fairness that I think people were looking for.
Q6. How can the Prime Minister try to justify reducing the House of Commons to 600 Members, while the House of Lords now has 820 Members and, certainly by 2020, will have even more? Is this her idea of democracy in the 21st century? (906344)
Of course, the House of Commons voted for that reduction in the number of Members of Parliament—I think people wanted to see that. I would gently remind him that, when he refers to the House of Lords and changes in the House of Lords, it is actually this Government who have introduced the retirement procedures for the House of Lords that have seen a reduction in the number of Members of the House of Lords.
Q9. The NHS “Five Year Forward View” states that, in future, we will see more care delivered locally. Does the Prime Minister think that, in line with that, the Cambridgeshire and Peterborough clinical commissioning group ought to consider the importance of local care when assessing the future of the Princess of Wales minor injuries unit in Ely? My hon. Friend is right: the five-year plan does include that proposal for more local input in care at a local level. It is absolutely right that in looking at, for example, the future of minor injuries units, local people are considered and local concerns taken into account. I understand that there is due to be a meeting in Ely later this month to consider this. I hope that she and her constituents will be able to make their views known at that meeting.
Q7. Tomorrow I will be helping to launch a programme at the engineering company ADI Group in my constituency to boost the interest of 14 to 16-year-olds in engineering skills. No doubt the Prime Minister would like to join me in congratulating ADI Group, but will she take it from me that her words of congratulation would mean rather more if they were not accompanied by cuts of between 30% and 50% in apprenticeships funding—a programme that the Institute of the Motor Industry has described as a “car crash”? I am of course happy to commend the company that the hon. Gentleman has referred to. Of course, the west midlands is an important driver in terms of engineering skills in this country. But I simply do not recognise the situation that he has set out in relation to apprenticeships. We have seen 2 million apprenticeships created over the last six years, and we are committed as a Government to seeing more apprenticeships being created. That is giving young people, like the young people I met when I went to Jaguar Land Rover, opportunities to learn a skill to get into a job, to get into the workplace, and to get on where their talents will take them.
Q10. Does the Prime Minister agree that the life chances of many children, particularly those in our poorest areas, are limited through living in chaotic and unstable households? Will she kindly look at the report recently produced by the all-party parliamentary group on children’s centres, which recommends family hubs in local communities and other solutions to this issue, with a view to considering this further? I commend my hon. Friend for the work that she is doing in the all-party parliamentary group. The stable family background that young people are brought up in is obviously important, and she has been a champion for families and for family life. I have set up a policy group led by my hon. Friend the Member for Mid Norfolk (George Freeman). I will ask him to look very carefully at the report that has come out of the all-party parliamentary group to see what we can take from it.
Q11. On Monday, the parliamentary advisory group on carbon capture and storage published a report about the potential of CCS to create thousands of jobs, save the country billions of pounds, and play a major role in meeting the UK’s emission reduction targets. CCS is critical to Teesside, so will the Prime Minister tell the House when the Government will publish their long-awaited new strategy? (906349)
The issues of climate change, reducing emissions, and our energy policy are very important to this Government. We have a fine record in this area, and we will be continuing with that. The issue of carbon capture and storage has been looked at carefully in the past. One of the key issues is the cost. We will continue to invest in the development of CCS. We are investing over £130 million to develop the technology, through innovation support, with the aim of reducing its costs, and so we will continue to look at the role that it can play.
Q13. As a governor at Nevill Road Infant School in Bramhall, I know that schools have to make the best use of their resources. I was therefore shocked to learn that schools in the north-west are charged £27 million for their water. Does the Prime Minister agree that schools are important community hubs? Will the Government make representations to Ofwat to change the banding guidance so that schools are considered to be community assets rather than classified in the same way as big business? (906351)
I commend my hon. Friend and others in this House who play a role as school governors—a very important role. She is right that schools need to think carefully about how they are using their resources. The approach taken by water companies does vary. However, we are looking at the guidance to water companies in relation to how they can deal with schools and whether they could be looking at using more concessionary rates for schools.
Q12. The Prime Minister may be aware of last week’s BBC “Spotlight” programme on serious allegations of corruption and fraud around the National Asset Management Agency’s sale of properties in Northern Ireland. Will she confirm which agencies will be investigating them, whether the National Crime Agency will be involved, and whether a report will be published in due course? (906350)
On the specific issue raised by the hon. Gentleman, I will come back to him on the details. As he knows, the National Crime Agency operates in Northern Ireland on a slightly different basis from that on which it operates elsewhere across the United Kingdom. Where issues are being looked into, it will be necessary to ensure that the appropriate skills and capabilities are brought to bear. If I may, I will write to him with a detailed answer to his question.
Will the Prime Minister give her full and enthusiastic support to President Anastasiades and Mustafa Akinci as they reach a crucial stage of their negotiations, which we hope will deliver a negotiated settlement for a free and united Cyprus?
I am happy to join my right hon. Friend in doing that. It is important. I think that everybody across this House will wish those talks well and hope that they will have a successful conclusion.
Q14. It has been two years since the Prime Minister set up the child abuse inquiry, which is now on to its fourth chair, and last week the outgoing chair said that it had become inherently unmanageable. Given that the Prime Minister appointed Dame Lowell Goddard to her position, will she insist that she come before this House to explain herself? Surely child abuse survivors deserve an explanation. On the process point, it is not for the Prime Minister to insist who attends before a Committee of this House. I understand that Dame Lowell Goddard has been invited to attend the Committee. I think that the hon. Lady and I share, as do many hon. Members across this House, a desire to see the issues of these appalling crimes of child abuse being properly looked into. That is important. Dame Lowell Goddard has set up the inquiry and the truth project. Many aspects of it are already in place and operating, and I am very pleased that Alexis Jay has taken on the role of chairman of the inquiry. She chaired the Rotherham work, and I think that she will do this work extremely well and we will have answers to questions that so many have been asking for so long.
Child sexual exploitation is an issue that affects many communities. Does the Prime Minister agree that shining a light on the events of the past is the best way to learn lessons for the future, and will she agree to an independent review of child sexual exploitation in Telford?
My hon. Friend has just shown the cross-party concern that there is on the issue of child abuse and child sexual exploitation. It is absolutely right, as she says, that we are able to look into the abuses and crimes of the past. We will need to learn important lessons from that as to why institutions that were supposed to protect children failed to do so. It is for the authorities in Telford to look specifically at how they wish to address those issues in Telford, but I am sure that my right hon. Friend the Home Secretary has heard my hon. Friend’s comments and that she will want to take that up with her.
Q15. Following the successful Hillsborough independent panel, will the Prime Minister consider setting up a similar review of the biggest treatment disaster in the history of the NHS, namely the contaminated blood scandal? Victims are still waiting for answers and justice 35 years on. (906353)
The hon. Lady obviously raises a very important point in relation to contaminated blood. I will take it away and consider it. Obviously, she will know the reasons and background that led to the Hillsborough independent panel, but I recognise people’s concerns about contaminated blood and will consider the point that she has made.
The Prime Minister will be aware of coverage regarding a report to be published by Dame Louise Casey, the Government’s integration tsar. The report will speak of British laws, culture, values and traditions, such as Christmas, being threatened by political correctness from council officials. Will the Prime Minister take this opportunity to send a loud and clear message that the best way to secure a harmonious society is not only for mainstream Britain to respect minority traditions, such as Diwali, Vaisakhi and Eid, but for council officials to appreciate that minority communities should respect the views and traditions of mainstream Britain, which means that Christmas is not “Winterval” and that Christmas trees are not “festive” trees?
I agree with my hon. Friend. I will not comment on or pre-empt the findings of Louise Casey’s review, which is an important piece of work. I will simply join my hon. Friend by saying that what we want to see in our society is tolerance and understanding. We want minority communities to be able to recognise and stand up for their traditions, but we also want to be able to stand up for our traditions generally, and that includes Christmas.
Will the Prime Minister look carefully at the calls from the Royal British Legion and Poppyscotland for new questions to be added to the next census so that we can better meet the needs of our serving personnel in the armed forces, our veterans and their families? In relation to Northern Ireland, where such a massive contribution is made to the armed forces through recruitment and service, will she look carefully at the distribution of funding under the armed forces covenant so that there is equitable funding across all regions and countries of the United Kingdom?
Of course, I am pleased that it was this Government who introduced the military covenant, and who have recognised the importance of that bond and that link with those who are serving in our armed forces and with veterans of our armed forces. I have not seen the specific request from the Royal British Legion and Poppyscotland, but that will certainly be looked at by the Cabinet Office when considering the next census.
Does the Prime Minister agree that the co-operation between Russia and the United States in respect of Aleppo sets a very important precedent, and that it is in the British national interest to redevelop our links with Russia? We may then be able to solve many more problems in that region.
My hon. Friend is right that the agreement that has been reached between Russia and the United States about Syria is an important agreement, and I think everybody in this House will want to see that being put into practice and working on the ground. There have been a number of occasions when we have seen what appear to be steps forward, and sadly it has not been possible to implement them, but I hope that it will be different this time. It would mark an important step. We should have no doubt about the relationship that we should have with Russia. It is not a business as usual relationship. I made that very clear when I was responding to the report on the murder of Litvinenko, and we should continue with that position.
May I join my right hon. Friend the Leader of the Opposition, the Prime Minister and Jane Kennedy, the police and crime commissioner on Merseyside, in commending the tremendous bravery of the police officers involved in the stabbing incident in my constituency yesterday, who nevertheless apprehended the suspect? Will the Prime Minister acknowledge that, often in very dangerous circumstances, the police are being asked to do more and more with fewer and fewer resources?
I join the right hon. Gentleman in recognising once again the work of the individual police constable—[Interruption.] I apologise—the three police constables who apprehended the suspect while being under attack. As I said earlier, our police officers bravely go where others would not go in order to protect the public. They do so much in the line of duty and, for some, when they are off duty as well. They are prepared to go and face danger in order to protect us.
On the issue of resources, I remind the right hon. Gentleman that we have protected police budgets over the period of the comprehensive spending review settlement, in the face of a proposal from his Front Benchers that we should cut them by 5% to 10%.

Written StatementsI have today laid before both Houses a copy of the latest annual reports from the Intelligence Services Commissioner and the Interception of Communications Commissioner. Both reports show the rigour and strength of our intelligence oversight system, a system that will be further strengthened with the introduction of the Investigatory Powers Commissioner provisions set out in the Investigatory Powers Bill. I welcome the unprecedented level of transparency about the authorisation and oversight regimes that both reports contain.
I am pleased that both reports recognise the diligence and rigour of those who use investigatory powers. These are important powers that are used, when necessary, to keep our country safe. Both reports contain details of the recommendations that the Commissioners have made to continue to improve the way that these powers are used. The public authorities who have received these recommendations will be giving careful consideration to them and how to further improve their processes.
I would like to thank both Commissioners, and the staff that work for them, for their continued diligence and the rigour with which they undertake their oversight roles. In particular, I would like to thank Sir Mark Waller for all of the work that he has undertaken as Intelligence Services Commissioner since this is the last full year of inspections that he will undertake.

Commons ChamberWith permission, Mr Speaker, I would like to make a statement on the G20 summit in China.
Before I turn to the G20, however, I would like to say something about the process of Brexit. On 23 June the British people were asked to vote on whether we should stay in the EU or leave. The majority decided to leave. Our task now is to deliver the will of the British people and negotiate the best possible deal for our country. I know many people are keen to see rapid progress and to understand what post-Brexit Britain will look like. We are getting on with that vital work, but we must also think through the issues in a sober and considered way.
As I have said, this is about getting the kind of deal that is ambitious and bold for Britain. It is not about the Norway model, the Swiss model or any other country’s model—it is about developing our own British model. So we will not take decisions until we are ready, we will not reveal our hand prematurely, and we will not provide a running commentary on every twist and turn of the negotiation. I say that because that is not the best way to conduct a strong and mature negotiation that will deliver the best deal for the people of this country. As the Secretary of State for Exiting the European Union told the House on Monday, what we will do is maximise and seize the opportunities that Brexit presents. That is the approach I took to the G20 summit.
This was the first time that the world’s leading economies have come together since the UK’s decision to leave the EU, and it demonstrated the leading role that we continue to play in the world as a bold, ambitious and outward-looking nation. Building on our strength as a great trading nation, we were clear that we had to resist a retreat to protectionism, and we had conversations about how we could explore new bilateral trading arrangements with key partners around the world. We initiated important discussions on responding to rising anti-globalisation sentiment and ensuring that the world’s economies work for everyone, and we continued to play our part in working with our allies to confront the global challenges of terrorism and migration. Let me take each in turn.
Trading with partners all around the globe has been the foundation of our prosperity in the past, and it will underpin our prosperity in the future. So under my leadership, as we leave the EU, Britain will seek to become the global leader in free trade. At this summit we secured widespread agreement across the G20 to resist a retreat to protectionism, including a specific agreement to extend the roll-back of protectionist measures until at least the end of 2018.
The G20 also committed to ratify by the end of this year the World Trade Organisation agreement to reduce the costs and burdens of moving goods across borders, and it agreed to do more to encourage firms of all sizes, in particular small and medium-sized enterprises and female-led firms, to take full advantage of global supply chains. Britain also continued to press for an ambitious EU trade agenda, including implementing the EU-Canada deal and forging agreements with Japan and America, and we will continue to make these arguments for as long as we are members of the EU.
But as we leave the EU, we will also forge our own new trade deals, and I am pleased to say that just as the UK is keen to seize the opportunities that leaving the EU presents, so too are many of our international partners, who recognise the attractiveness of doing business with the UK. The leaders from India, Mexico, South Korea and Singapore said that they would welcome talks on removing the barriers to trade between our countries. The Australian Trade Minister visited the UK yesterday to take part in exploratory discussions on the shape of a UK-Australia trade deal. And in our bilateral at the end of the summit, President Xi also made it clear that China would welcome discussions on a bilateral trade arrangement with the UK.
As we do more to advance free trade around the world, so we must also do more to ensure that working people really benefit from the opportunities it creates. Across the world today, many feel these opportunities do not seem to come to them. They feel a lack of control over their lives. They have a job but no job security; they have a home but worry about paying the mortgage. They are just about managing, but life is hard, and it is not enough for Governments to take a hands-off approach. So at this summit I argued that we need to deliver an economy that works for everyone, with bold action at home and co-operation abroad. That is why, in Britain, we are developing a proper industrial strategy to improve productivity in every part of the country, so more people can share in our national prosperity through higher real wages and greater opportunities for young people.
To restore greater fairness, we will be consulting on new measures to tackle corporate irresponsibility. These will include cracking down on excessive corporate pay, poor corporate governance, short-termism and aggressive tax avoidance, and giving employees and customers representation on company boards. At the G20, this mission of ensuring the economy works for everyone was echoed by other leaders, and this is an agenda that Britain will continue to lead in the months and years ahead.
Together, we agreed to continue efforts to fight corruption—building on the London summit—and do more to stop aggressive tax avoidance, including stopping companies avoiding tax by shifting profits from one jurisdiction to another. We also agreed to work together to address the causes of excess global production in heavy industries, including in the steel market, and we will establish a new forum to discuss issues such as subsidies that contribute to market distortions. All these steps are important if we are to retain support for free trade and the open economies which are the bedrock of global growth.
Turning to global security, Britain remains at the heart of the fight against Daesh, and at this summit we discussed the need for robust plans to manage the threat of foreign fighters dispersing from Syria, Iraq and Libya. We called for the proper enforcement of the UN sanctions regime to limit the financing of all terrorist organisations and for more action to improve standards in aviation security, including through a UN Security Council resolution which the UK has been pursuing and which we hope will be adopted later this month. We also agreed the need to confront the ideology that underpins this terrorism. That means addressing both violent and non-violent extremism and working across borders to tackle radicalisation online.
Turning to the migration crisis, Britain will continue to meet our promises to the poorest in the world, including through humanitarian efforts to support refugees, and we will make further commitments at President Obama’s summit in New York later this month. But at the G20 I also argued that we cannot shy away from dealing with illegal migration, and I will be returning to this at the UN General Assembly. We need to improve the way we distinguish between refugees and economic migrants. This will enable our economies to benefit from controlled economic migration. In doing so, we will be able to get more help to refugees who need it, and retain popular support for doing so. This does not just protect our own people. By reducing the scope for the mass population movements we are seeing today, and at the same time investing to address the underlying drivers of mass migration at source, we can achieve better outcomes for the migrants themselves. As part of this new approach, we also need a much more concerted effort to address modern slavery. This sickening trade, often using the same criminal networks that facilitate illegal migration, is an affront to our humanity, and I want Britain to be leading a global effort to stamp it out.
When the British people voted to leave the European Union, they did not vote to leave Europe, to turn inwards, or to walk away from the G20 or any of our international partners around the world. That has never been the British way. We have always understood that our success as a sovereign nation is inextricably bound up in our trade and our co-operation with others. By building on existing partnerships, forging new relationships and shaping an ambitious global role, we will make a success of Brexit—for Britain and for all our partners—and we will continue to strengthen the prosperity and security of all our citizens for generations to come. I commend this statement to the House.
I thank the Prime Minister for her statement on the G20 statement and for giving me an advance copy of it.
I first went to China in 1998 to attend a United Nations conference on human rights—the same year in which the European convention on human rights was incorporated into UK law in our Human Rights Act. That legislation has protected the liberties of our people and held successive British Governments to account. That is why Labour Members share the concerns of so many at the Prime Minister’s Government’s plans to repeal the Human Rights Act.
On the issues of Brexit and the G20, the Prime Minister said that she was not going to reveal her hand on this subject. Nobody would blame her, because she has not revealed her hand, or indeed any of the Government’s many hands, on this particular thing; they are unclear about what they are trying to do. The G20 met in the wake of the vote to leave the European Union. We have to be clear: we accept the decision taken by the majority of our people. However, we cannot ignore the fact that the outcome has left this country divided, with increased levels of hate crimes, huge uncertainty about what comes next for our country, and an extraordinary lack of planning and preparation on how to navigate the post-referendum situation in relation to Europe.
That uncertainty and division have been made worse by Government Ministers’ political posturing and often very contradictory messages, which do not seem to add up to a considered position. Yesterday the Brexit Secretary said that staying in the single market was “improbable”; the Prime Minister’s spokesperson said that was not the case. It is one or the other; it cannot be both. So can the Prime Minister tell the House what the Government’s policy actually is?
The negotiations for Britain’s withdrawal from the EU must focus on expanding trade, jobs and investment, and on defending social, employment and environmental protections. Many colleagues raised during Prime Minister’s Question Time the uncertainty facing universities, for example. The question asked by my hon. Friend the Member for Bristol West (Thangam Debbonaire) is a very important one. They need certainty about their relationship with European universities immediately—it cannot wait. Parliament and the public cannot be sidelined from this, the greatest constitutional change this country has embarked on for 20 years.
Corporate globalisation is a key issue that has to be addressed, and I am pleased that the G20 did address it—or apparently so. The G20 was formed in response to the global financial crisis of 2008: a devastating event that was triggered by reckless deregulation of the financial sector. It is a model of running the global economy that, as the Prime Minister acknowledges, has produced huge increases in inequality and failed in its own terms. I raised this issue with President Obama during his visit earlier this year. It is clear that rising levels of inequality in all our economies fuel insecurities and pit people and communities against each another.
It has been 40 years since the UK has had to engage in bilateral trade negotiations. The free trade dogma that the Prime Minister spoke of has often been pursued at the expense of the world’s most fragile economies, and has been realised with destructive consequences for our environment. We need a UK trade agenda that protects people and the environment. I urge the Prime Minister to stand with me against the use of Britain’s aid and trade policies to further the agenda of deregulation and privatisation in developing countries. We need a trade policy that values human rights and human dignity.
In particular, could the Prime Minister inform the House about her talks with the Chinese president in two crucial areas, the first of which I raised with him in my meeting last autumn? The UK steel industry continues to face deeply challenging times. A key reason for this is the scale of cheap, subsidised Chinese steel that is flooding European markets. What assurances did President Xi give that this practice will stop, and stop now, because of the damage it is doing to the steel industry in this country, and indeed in others? On the question of Hinkley, during the summer the Prime Minister announced that she was postponing the decision on the new nuclear reactor at Hinkley Point. Could she take this opportunity to explain to the House why she decided to postpone the decision, and also set out which aspects of the contract she is apparently re-examining?
The Prime Minister was involved in discussions at the G20 about global challenges to security. As the complex, brutal conflicts continue across the middle east, I agree that we need a concerted global response to these challenges. The human cost of the refugee crisis, including the thousands drowning in the sea each year, must be our No. 1 concern and our No. 1 humanitarian response. That is why I remain concerned that at the heart of this Government’s security strategy is apparently increased arms exports to the very part of the world that most immediately threatens our security. The British Government continue to sell arms to Saudi Arabia that are being used to commit crimes against humanity in Yemen, as has been clearly detailed by the UN and other independent agencies. Will the Prime Minister commit today to halting the sale of arms to Saudi Arabia that have been used to prosecute this war in Yemen, with the humanitarian devastation that has resulted from that?
The right hon. Gentleman raised a number of issues. First, he referred to the question of hate crimes that have taken place in the United Kingdom. We have a proud history in the UK of welcoming people into this country, and there is no place in our society for hate crime. The Government have already published a new action plan to take action against hate crime. We are concerned about the levels of hate crime that we have seen. My right hon. Friends the Home Secretary and the Foreign Secretary met Polish Ministers earlier this week to discuss the particular concern about some terrible attacks that have taken place on Polish people here in the UK. We are very clear, and the police are very clear, that they will act robustly in relation to hate crime. Anybody who has been a victim of this or who has allegations of hate crime taking place should take those allegations to the police.
The right hon. Gentleman talked about what we will be doing in our negotiations with the European Union. I covered this in my statement, but just to reiterate: what we will be doing as we negotiate our leaving the European Union is negotiating a new relationship with the European Union. That will include control on the movement of people from the EU into the UK—I do not think he referred to that—but it will also be about getting the right deal for trade in goods and services that we want to see. It will be a new relationship. As I indicated in my statement, and indeed in Prime Minister’s questions, I will not be giving a running commentary, and the Government will not be giving a running commentary, on our negotiations. There is a very good reason for that. We want to get the best deal. We want to get the right deal for the United Kingdom, and if we were to give a constant running commentary and give away our negotiating hand, then that is not what we would achieve.
The right hon. Gentleman referred to the issue of steel. I raised the issue of over-production in the plenary session. That was important, because it was not just being raised with the Chinese Government but with all the leaders around the table. Crucially, the G20 has recognised the significant of this and recognised the steps that some Governments are taking, which are leading to some of the problems that we see. That is why the new forum has been introduced, which will be looking at these issues. The Chinese will be sitting on that forum, and they will be part of those discussions.
On Hinkley, I have said it before and I will say it again: the way I work is that I do not just take a decision without looking at the analysis. I am looking at the details and looking at the analysis, and a decision will be taken later this month.
On Saudi Arabia, I met the deputy crown prince at the G20, and I raised with him the concerns about the reports of what has happened in Yemen. I insisted that these should be properly investigated. The Leader of the Opposition referred to our relations with Saudi Arabia, and I think he implied that what happened in Saudi Arabia was a threat to the safety of people here in the UK. Actually, what matters is the strength of our relationship with Saudi Arabia. When it comes to counter-terrorism and dealing with terrorism, it is that relationship that has helped to keep people on the streets of Britain safe.
Finally, I hold the very clear view, as does the Conservative party, that if we are to see prosperity and growth in the economies around the world, the way to get there is through free trade. Free trade has underpinned the prosperity of this country. I will take no lessons from the right hon. Gentleman on action to help developing countries and those who are in poverty elsewhere in the world, because this Government have a fine record of humanitarian support, educating girls and others around the world and helping to give people access to the medical care, water and resources that they need. It is free trade that underpins our growth, and we will be the global leader in free trade. Free trade can also be the best anti-poverty policy for those countries. I will unashamedly go out there and give the message that we want a free trade country, and I am only sorry that the Labour party is turning its back on something that has led to the prosperity of the United Kingdom.
May I congratulate my right hon. Friend on her emphatic support for free trade? In the European Union, according to the Office for National Statistics, we run a deficit with the other 27 member states of £62 billion a year. However, we run a surplus of more than £30 billion on the same goods and services with the rest of the world, and that surplus went up about £10 billion last year alone. Will my right hon. Friend therefore continue her crusade for free trade to develop our world opportunities through Brexit and to make sure that the European Commission and the European Union no longer continue to run our trade policy? We will do it ourselves, and we will do it really well.
My hon. Friend is right. We have an opportunity, and I want to ensure that we are ambitious in seizing that opportunity to develop trade deals around the world. We will be developing the new relationship that I have referred to with the European Union, part of which will obviously be about how we trade with the EU in relation to goods and services, but we have the opportunity to develop trading relationships around the rest of the world. Of course, we cannot formally have those deals in place and operating until we leave the European Union, but we can do the preparation to make sure that they are there when we need them.
May I begin by thanking the Prime Minister for an advance copy of her statement? In one area, I agree with her. The G20 summit was very much cast with the Brexit vote and her Brexit brainstorming from the previous week. I read one report about it, which said that what Brexit appeared to mean at the G20 was the Prime Minister getting shunted to the back of the row of the leaders’ group photo, being briefed against by the Americans and the Japanese and being left to big up the fact that Mexico, Australia and Singapore have expressed a vague interest in doing trade deals. [Interruption.] The Conservatives do not like it, but that is how other people view the United Kingdom internationally at present.
G20 leaders are as keen as we all are to learn what on earth the UK Government’s plans are for leaving the European Union. I asked the Prime Minister twice during Prime Minister’s questions a really simple question. Since then, she has said that she will
“not be giving a running commentary”—
it seems more like she is giving no commentary whatsoever—and that she is not going to comment on “every twist and turn”. Being a full member of the European single market is not a twist or a turn. It is absolutely fundamental to business across the United Kingdom. Does she seriously expect to be able to hold out for years in not confirming whether she wants the UK to remain a full member of the single market? Please can she tell us now: does she want the UK to remain fully within the single market—yes or no? It is not that difficult.
On trade, we know that the United States and pretty much every other country want a trade deal with the European Union ahead of the United Kingdom, and that they want a trade deal with the UK only after the UK leaves the European Union. Can the Prime Minister tell us how many trade negotiators the UK Government have hired since the referendum?
On immigration, we learned that the promise of a points-based immigration system is being ditched. At the same time, the UK Government apparently plan to trail-blaze a policy first mooted by Donald Trump and build a wall. Is the Prime Minister not totally ashamed? Surely she can come up with something better than that.
May I ask the Prime Minister two specific funding questions? Voters were promised that if they voted to leave the European Union, the national health service would receive an extra £350 million a week. Will the Prime Minister confirm that that promise, like the immigration promise made by the leave campaign, is being broken? An important question that really matters to a lot of people in coastal communities in Scotland is about the funding of more than €100 million that they were due to receive from the European Maritime and Fisheries Fund between now and 2023. There has been no commitment whatsoever from the UK Government to honour that funding round. Will she give it now?
It has been very problematic in recent weeks to have to deal with a situation in which the Prime Minister’s party has suggested that EU citizens should not participate fully in Scottish public life. We in the Scottish National party totally repudiate that narrow-minded, racist and xenophobic position.
The Prime Minister is shaking her head, but she should be aware of this. Will she take the opportunity to dissociate her party from this, apologise for it and confirm that we value the contribution of European Union citizens living in this country, and that we are grateful for it? [Interruption.]
That is an extremely important matter, but it is not obvious to me how it appertains to the G20.
I will try to limit my response to the key issues in my statement that the right hon. Gentleman picked up. First, on the issue of immigration, he says that a points-based system has been rejected. What the people of the United Kingdom voted for on 23 June, as part of the vote to leave the European Union, was to have control over people who move from the European Union into the United Kingdom. A points- based system does not give us that control. A points-based system means that anybody who meets a certain set of criteria is automatically allowed to enter the country. It does not give the Government the opportunity to control and make the decisions about who can enter the country. It is that issue of control that we will be looking for as we decide the relationship that we will have with the European Union in future.
The right hon. Gentleman said a lot about trade deals with other countries, about the EU, about opportunities and so forth. What I saw at the G20, in my discussions with a number of other world leaders, was a great willingness to seize the opportunities that come from the UK leaving the European Union and to do exactly the sort of trade deals that my hon. Friend the Member for Stone (Sir William Cash) has just referred to. I think we should, as a United Kingdom, be willing to seize those opportunities. We should be ambitious in the deals that we wish to do around the world. As I have said, we should be the global leader in free trade. We should be taking those opportunities and ensuring that, as we leave the European Union, we are able to have the relationships that will ensure growth and prosperity for the whole of the United Kingdom, including growth and prosperity for Scotland.
At the G20, with the Saudi deputy crown prince, the Prime Minister met the Saudi Foreign Minister, Adel al-Jubeir, who is now in London. Is she as delighted as I am that he made it clear to parliamentarians this morning that we can now add the Gulf Co-operation Council to the list of those parts of the world seeking an early free trade deal with the United Kingdom?
Yes, I echo my hon. Friend’s comments. I am pleased that that has been reiterated. In fact, I discussed the issue with the deputy crown prince, and I am pleased that the GCC is in that position, too.
I thank the Prime Minister for her statement and for early sight of it. Now that Australia has today joined America at the G20 last week in slapping down her Government—telling us that we are in fact at the back of the queue for a trade deal—the plain fact is that this Government are not concealing their hand because they have not got a hand or, it would appear, a clue. Will the Prime Minister take this opportunity to reassure business and confirm that we will remain a member of the European single market? Does she agree with me that we trusted the British people with the question of our departure, so we should trust them with the question of our destination and put whatever deal she negotiates to the British people in a referendum?
The hon. Gentleman refers to the remarks that have been made by the Australian Trade Minister. What the Australian Trade Minister has done is, very simply, to set out the legal position. I mentioned it in response to an earlier point. The legal position is that we are not able finally to sign or put into practice trade deals with other countries while we remain a member of the European Union. That is just the situation. It does not mean we cannot prepare for that. It does not mean we cannot negotiate about and discuss that.
I am also very clear that as long as we are full members of the European Union—until the point at which we leave—we will be advocates for free trade. We will be advocates for the trade deals that the European Union is negotiating with other countries. I have given that commitment to Prime Minister Trudeau in relation to the EU-Canada trade deal. I have given that commitment to President Obama in relation to the Transatlantic Trade and Investment Partnership and the negotiation on it. We will play our full part, but at the same time, we will be looking to have the discussions that will enable us, when we leave the European Union, to have the trade deals that will give us the growth and prosperity we want.
I congratulate the Prime Minister on the way in which she, quite rightly, puts forward the huge benefits of free trade. I know that she will be aware and share the concerns of, notably, the financial and automotive sectors about any consequences of our abandoning our membership of the single market, which of course ensures that we can trade free of customs duties and with all the benefits that the single market confers. Although she is right to say that we do not want a running commentary on what now faces us, may I urge her to consider the fact that we do need some principles? What assurances can she give us about customs duties and tariffs, and about our membership of the single market?
I absolutely recognise the important role that our automotive industry plays in the United Kingdom. I was very pleased to visit Jaguar Land Rover in Solihull a few days ago to see the huge success that has been made of that company, with the extra employment it has brought and, as I say, the growth that it continues to make.
On the issue of the sort of language used about membership of the single market, access to the single market and so forth, I would say this to my right hon. Friend. As I said earlier—I repeat it again—we want the right deal for trade in goods and services for the United Kingdom. This is about saying, when we are outside the European Union, what the right relationship will be with the European Union on trade. That is why it is important for us not simply to think of this as trying to replicate something here or something there, but actually to say, “What is the deal that we want for the future?” That is the work the Department for Exiting the European Union is doing at the moment, looking at and, in particular, talking to different sectors—the automotive industry will be one of those sectors—to ask what they are looking for and what they want to see, so that we can forge the deal and then go out there, be ambitious and get it.
Three months ago, the International Syria Support Group agreed, as a last resort, to back airdrops to deliver much needed humanitarian supplies to besieged areas of Syria, including Aleppo. However, since then, the only things that have arrived from the sky have been Russian missiles and Syrian barrel bombs, including, as was alleged yesterday, those with chlorine, a banned chemical weapon. Will the Prime Minister tell the House, based on her discussions at the G20 about the situation in Syria, whether that commitment still holds, and if so, when she expects humanitarian relief finally to get through by whatever means to the people who have suffered for so long?
I think I can give the right hon. Gentleman the reassurance that there is still that commitment. The situation on the ground has, as he said, made it incredibly difficult for the delivery of that commitment. The issue of humanitarian aid getting into Aleppo was one that I raised directly with President Putin in my discussions with him.
The right hon. Gentleman referred to concern about the sort of weaponry that is being used, potentially, by the Syrian regime. We have been very clear, as he will know, about our opposition to what is happening in relation to that. We are very concerned about the reports that have come forward. Obviously, it is important that those reports be properly looked at. In the longer term, we remain committed to a political transition in Syria, and that will be a political transition to a Syria without President Assad.
I am very pleased to hear the Prime Minister’s full support for free trade as underpinning our prosperity in Britain and across the world. I had thought, until I listened to the Leader of the Opposition, that that was widely shared on both sides of the House. Given that it is not, and given the worrying noises we are hearing from both candidates in the US presidential election—they both sound not terribly enthusiastic about free trade—will she make it a policy of her Government to campaign for free trade in the United Kingdom and to argue for its merits on the global stage?
My right hon. Friend expresses his surprise—I think there was surprise on this side of the House—when the Leader of the Opposition showed his hand in saying that he was not in favour of free trade. Indeed, I suspect many right hon. and hon. Members on the Labour Benches were surprised to hear that that was the policy of the Labour party. We will be advocates—strong advocates—of free trade, as my right hon. Friend suggested, and we will ensure that we send out that message. As he says, free trade underpins our prosperity.
Like the right hon. Member for Broxtowe (Anna Soubry), we all understand that this is an early stage of the negotiations, but it would be helpful to know more about what the Prime Minister values in the negotiations and about her aims. She talked a lot about free trade, but she is still resisting saying what she actually thinks about the ultimate expression of free trade in Europe, which is the single market. Please will she tell us and clear up the confusion from yesterday? Does she value membership of the single market? Does she think it should be an aim or an objective of the negotiations, and that we should be trying to stay in it if we can?
I have to say to the right hon. Lady that I have answered this question on a number of occasions already today. She will find that if people ask me a question, I will give an answer, and if they ask me the same question, they will get the same answer. I think that that is perfectly reasonable and perfectly normal.
Our aim is to get the right deal for trade in goods and services with the EU, but this will be a new relationship. We will be looking to develop a new model of the relationship between the UK and the European Union. As I said earlier, we will not be setting out every bit of our negotiating hand in advance of entering those negotiations, because that would be the best way to come out with the worst deal.
I welcome my right hon. Friend’s statement, not least what she said on the international concern about some of those on the edges of the market economy: it must be made to work for everyone. On global security, will she firmly back and support the attempts being made today in London by the Syrian coalition to bring forward its own proposals to settle the matter? Will she urge the respective powers that have interests—competing interests—in Syria to accept that the longer they go on fighting over the bodies of the people of Syria, the longer the risk to global security will continue, and that this opportunity being presented in London should certainly be taken?
I absolutely agree with my right hon. Friend. Today is an important point, with the Syrian opposition coming together and the meeting taking place here. I also agree that the best thing for global security is to see an end to the conflict taking place in Syria. I continue to believe that that conflict and the actions of the Syrian regime, under President Assad, are what we have seen encouraging people to join terrorist organisations and go out there to fight, and then perhaps to return to other countries and conduct terrorist attacks. We must ensure that we are playing our part—as I believe the UK is today in hosting the Syrian opposition for these talks—in ensuring that we bring an end to the conflict.
I thank the Prime Minister for her statement. I commend her for the common-sense realism of her approach to negotiating our exit from the European Union. Is it not very clear that a lot of criticism and commentary now coming from those who advocated for the remain side—a perfectly legitimate point of view—demonstrates a lack of respect for the decision that the British people as a whole have now made? It is time to get on with making the best of that in the way that she proposes. I offer the support of Democratic Unionist Members and of the First Minister of Northern Ireland to the Prime Minister as she tries to achieve the best possible deal for all of the United Kingdom and for Northern Ireland in particular.
On terrorism, I ask the Prime Minister simply this: will she ensure that more action is taken to put in place greater deterrents for those who go around preaching hatred and the radicalisation of young people in the United Kingdom? More needs to be done to send out a strong message by ensuring that strong sentences are passed to act as a deterrent.
I thank the right hon. Gentleman for his support for the Government’s approach. As he says, that is the sensible way to go forward in the negotiations. I want to ensure that the interests of Northern Ireland are fully taken into account in our work, and that was the message I gave when I visited Northern Ireland shortly after I became Prime Minister. In fact, the message I have given to all the devolved Administrations is that we want that full engagement so that we can ensure that the interests of the whole United Kingdom are taken into account.
On terrorism, it is important that we deal with those who preach hatred. We saw the sentences that were given yesterday to Anjem Choudary and another individual. The whole question of the radicalisation of young people in particular, but also generally, whether online or in other ways, is important and needs to be addressed. As the right hon. Gentleman said, we want sentences that give the clear message that that is not acceptable activity for people to be involved in, but we also need to do the sort of work that is happening through, for example, the Counter Terrorism Internet Referral Unit and within Europe, as well as what we are doing to promote mainstream voices against preachers of hate.
After her discussions with other world leaders at the G20, will my right hon. Friend ensure that small and medium-sized businesses are at the heart of future trade negotiations, including the many successful local businesses that will be attending my jobs fair in Louth on Friday?
I commend my hon. Friend for holding her jobs fair. I am sure that many opportunities will be offered by local businesses and that many people will be able to take up those opportunities and benefit from the jobs fair.
Small and medium-sized enterprises will play an important role. Earlier in the summer I had a meeting at No. 10 Downing Street with a number of small and medium-sized businesses and representatives of SMEs. What struck me was their optimism about the opportunities now available to the United Kingdom and their willingness to play their part in taking up those opportunities and encouraging the prosperity we want for everyone in our country.
Does the Prime Minister accept that, like all developed economies with ageing populations, Britain needs to import labour to thrive? Would it therefore not be an act of extreme self-harm for us to give up our full and unfettered access to the single market out of a dogmatic and arbitrary desire to reduce immigration?
It is not an arbitrary and dogmatic desire. We recognise the impact that uncontrolled immigration can have on people, particularly those at the lower end of the income scale. The right hon. Gentleman needs to consider carefully the message that the British people gave in the vote on 23 June. I think that vote told us that they want to see the Government able to take control of the movement of people from the European Union into the United Kingdom, and that is what we will do.
People coming to my constituency and driving along the A45 will see the Rushden Lakes retail development going up with huge steel constructions—the Leader of the Opposition will be pleased to know that 100% British steel is being used there. Does coming out of the EU not give us an opportunity, if necessary, to deal with Chinese dumping of steel? Will the Prime Minister find time next year to come and see Rushden Lakes, as it has some very good shoe shops?
My hon. Friend may just have sealed the deal. I commend and welcome the fact that the Rushden Lakes development is using 100% UK steel—that is very good. We need to look at the issue of overcapacity and over-production, not simply as an individual country, or indeed as the EU, but globally. That was why it was so important that that was on the agenda for the G20 and that the new forum has been set up, with Chinese representation on it.
I believe in enterprise and wealth creation, but I also believe in fair taxes. The International Monetary Fund and the OECD have both said that if the amount of tax that is owed to developing countries was actually paid, that would greatly dwarf the amount of support they get through international aid. Given the Prime Minister’s statements on tax avoidance, and as we now have public country-by-country reporting enshrined in law, how will she make this issue a priority for the G20?
In my interventions at the G20 I was able to refer to the important issue of tax avoidance and the work that needs to be undertaken. The G20 has been playing a leading role in addressing the issue and galvanising action on it. A number of initiatives have taken place, including on the whole question of those who, as I have said, try to use different jurisdictions to resist the payment of tax due. Action is being taken and I was able to refer to the need to push that particular initiative forward. There are other initiatives, too, such as providing support to developing countries for collecting tax within their countries—that tax is needed and should be collected. Initiatives such as the Addis tax initiative are also important. We have played a leading role in the G20 on this, and the G20 is now playing an important global role.
I congratulate my right hon. Friend on taking the opportunity at the G20 summit to raise the issue of modern slavery. Will she outline what further steps can be taken to engage with countries around the world to eradicate this evil practice?
I am grateful to my hon. Friend for raising the hugely important issue of modern slavery, which is a heinous crime that we need to do more about. I have been encouraging people in other countries to look at the initiative we have taken through legislation—our Modern Slavery Act 2015 is the first of its kind. There is more we can do through law enforcement and other Government agencies working together to ensure that we stamp out the organised crime groups that are behind this terrible crime. In doing that, however, we must never forget that modern slavery takes place here in the UK and that UK individuals are taken into slavery as well. We must not simply think of this as a global issue. We need to act globally, but we need to act locally as well.
Why did the Prime Minister authorise a very public dressing down of the Brexit Secretary merely for telling the House that membership of the single market and free movement of people tend to go together? Is it not possible that the Brexit Secretary, who has believed in this stuff for years, has thought more deeply about it than the Prime Minister, who has been a Brexiteer for a matter of weeks? Can we revert to the traditional practice whereby Ministers are disciplined for misleading the House, as opposed to for the odd occasion when they are caught telling the truth?
First of all, I do not recognise the picture the right hon. Gentleman sets out. The Secretary of State for Exiting the European Union very clearly set out that this is not a zero-sum game. As I have said in response to other questions, the Government are absolutely clear that we will go out there and get the right deal for the United Kingdom and that we are negotiating a new relationship with the EU.
Is it not vital during this Brexit period that we maintain confidence? Is it not the case that with the opportunity to forge new global trade deals, with record low interest rates, and with the opportunity to free ourselves from burdensome regulation, now is a golden time to invest in the United Kingdom? Will the Prime Minister use forums such as the G20 to continue to make that case?
I am very happy to do so—I was doing so in Hangzhou at the G20 summit—but we must also welcome the vote of confidence that has been given in the United Kingdom since the vote to leave the EU. The single biggest vote of confidence came from the Japanese company SoftBank, with the £24 billion investment in ARM, but we have also seen investment from companies such as GlaxoSmithKline. This is a time to be confident about the British economy—the fundamentals of the British economy are strong—and we want to encourage that investment in the UK, which is exactly what the Government and I will be doing.
In July, on the “ConservativeHome” website, the Secretary of State for Exiting the European Union wrote:
“I would expect the new Prime Minister on September 9th to immediately trigger a large round of global trade deals with all our most favoured trade partners.”
Will the Prime Minister confirm that she will be able trigger those deals in two days’ time on Friday, as predicted by her Secretary of State, and which countries will be involved?
I was involved in discussions with countries on free trade deals that we can develop at the weekend at the G20 summit; I listed some of those countries in my statement, but there are others. I am pleased about the opportunities we now have and at the willingness of other countries to sit down around the table and talk to us about trade deals.
Does the Prime Minister agree that for trade to be truly free and to work for everyone, it needs to be free of corruption? Will she update the House on discussions at the summit on tackling corruption and taking forward the actions agreed at the London summit earlier this year? Perhaps she can explain how some of the countries at the summit are a little less keen on taking action and responding to that.
My hon. Friend is absolutely right. It is important that we deal with corruption if we are to have free trade deals and people trading freely around the world but, in addition, corruption sadly gets in the way of the ability of some countries to develop their economies, and of people in them taking the benefits that economic development can bring. The G20 collectively was clear that it wanted to continue that anti-corruption work. I made specific reference to the international anti-corruption co-ordination centre, which we are setting up here in London—a number of countries are joining us in that. That is one part of the action that we need to take, but I can assure my hon. Friend that the G20 was very clear that we needed to continue to press on the outcomes of the London anti-corruption summit.
Many people are not getting a share of globalisation, especially in this country. What specific measures did the Prime Minister and other leaders agree at the G20 to deal with that problem and to ensure that the benefits of globalisation are given out more equally?
The hon. Gentleman is right. As I said in my statement, there was a collective agreement echoing the comments that I made for the United Kingdom that we need to ensure that the benefits of globalisation and economic development are truly shared among people. We need to take a number of steps in order to ensure that. As my hon. Friend the Member for Amber Valley (Nigel Mills) indicated, in some countries, that means dealing with corruption, but there are a number of other areas. I referred earlier to the work we will be doing on corporate irresponsibility, which was picked up and echoed by a number of leaders around the G20 table. Our commitment remains absolutely strong.
I very much welcome the Government’s announcement this week that they plan to ban plastic microbeads in many cosmetic products, including face scrubs and toothpastes. As well as the moral stance that the Government take in forums such as the G20 on anti-slavery and free markets, my request is that we continue to be world leaders in taking forward environmental policies so that we can protect our marine wildlife and the rest of the planet.
I thank my hon. Friend for his comments about our decision on microbeads. They have an impact on marine life and it is clearly right that we ban them in certain products. We are seen to be leading on issues such as climate change, and we can lead on the wider area of environmental concerns.
Public services are exempt from all EU-negotiated trade deals to which the UK is party. Will the Prime Minister commit today to a public services exemption clause in all post-Brexit UK trade deals, which her International Trade Secretary failed to do in answer to written question from me?
I refer the hon. Gentleman to my previous references to our approach. We are not setting out at this stage the details of any particular negotiation in which we will take part on trade deals. We will go out there and get the right deals for the United Kingdom.
I welcome the Prime Minister’s positive statement. The UK, the north-west, Cheshire, Manchester and Liverpool can rightly be proud of our clear strengths in science, with world-leading projects such as the square kilometre array at Jodrell Bank and, more widely, with life sciences. Will she confirm that those sectors will continue to be central to what the Government do with the northern powerhouse and their new industrial strategy, and central to the new trade deals, which are so vital to the future of our economy?
I thank my hon. Friend for that question, which enables me to recall that I did not respond to a point made by the hon. Member for Denton and Reddish (Andrew Gwynne) when he talked about the northern powerhouse. The Government remain absolutely committed to the northern powerhouse. The developments in new industries and new scientific projects such as those to which my hon. Friend refers have been and remain an important part of that. I assure him that, as we look towards those new trade deals, we will also look at the developments that can take place and what innovative decisions we can take. We want to ensure that we are not only looking at trade in traditional goods and services, as it were, but asking what more we can do and what we can develop for the future.
I thank the Prime Minister for clarifying that her Secretary of State for Exiting the European Union was wrong to rule out membership of the European single market, that her Foreign Secretary was wrong to campaign for a points-based immigration system and that her International Trade Secretary was wrong to say that we are leaving the customs union, but is it not the case that, if we want to strike trade deals with non-EU countries—I am someone who appreciates the value of free trade deals—we will have to leave the customs union, which will bring disadvantages for UK businesses and foreign direct investment?
I will not repeat what I said earlier about our stance on the negotiations but, given what the Labour leader said in the Chamber today, I encourage the hon. Lady to take him to one side and point out to him the benefits of free trade.
I am delighted to hear the Prime Minister’s obvious commitment to free trade, but in many respects free trade is on the retreat in the world today. Global trade and investment are on the decline, we have seen a lack of support for it in the United States Congress and from presidential candidates, and, even here, misinformation and scaremongering from some quarters in recent years has led to an erosion of faith in the benefits of free trade among our constituents. Does the Prime Minister agree that, given the centrality of free trade and of signing agreements to the future of our economy, now is the time to put aside that scaremongering, particularly from some parts of the left of British politics, and to believe in free trade and its ability to work for everyone?
It was significant that the G20 was very clear that we wanted to take action on protectionism and we did not want a retreat to it. My hon. Friend makes an important and valid point that was discussed at the G20 about the need for all who support free trade to go out there, make the case for it and show the benefits that it can bring. As I said earlier—this has been universally echoed on the Government Benches—free trade underpins our economic growth and prosperity.
Given, as we understand it, that comments made from the Dispatch Box by the Secretary of State for Exiting the European Union on Monday are to be regarded as personal opinion as opposed to Government policy, and that the remarks made by the Secretary of State for International Trade on the customs union need to be changed and if it is the case that the Prime Minister is to continually amend statements and comments made by her newly appointed Ministers, why did she make the appointments in the first place?
The hon. Lady refers to matters that have been referred to in previous questions. I answered those previous questions and I suggest she takes the answer I gave to them.
The Prime Minister has already referred to the very substantial recent investment by the Japanese firm SoftBank. Will she give the House a little more on the reassurances she is able to give to overseas companies to enable them to continue to invest in the UK, as a centre of excellence in manufacturing?
I am very pleased to say that we encourage companies to invest in the United Kingdom. There are some real opportunities here in the UK. We are a centre of excellence in certain areas of manufacturing. I referred earlier to the visit I made to Jaguar Land Rover. To see the investment coming into the United Kingdom to reinvigorate that company, to create jobs and growth, is a very good example of what can be done. I want to see that happening across a wide range of industries and across the whole country.
May I follow the question from my right hon. Friend the Member for Exeter (Mr Bradshaw) on imported labour and people who come to work here? Some 10% of doctors in the NHS are EU nationals and their position is now very uncertain. We know that since 23 June doctors who are EU nationals have been put off applying to work here. Since then, of course, we have had the vicious attacks and the increase in hate crime to which the Prime Minister referred. We need more doctors in the NHS. We have many unfilled training places. What is she going to say to reassure EU nationals working in the NHS, and to the people who should be looking at coming to work here, that we value them?
I am pleased to say to the hon. Lady that under this Government we have more doctors working in the NHS. The number of doctors in the NHS has increased since we came into government. On the position of EU citizens, I fully expect to be able to guarantee the status of EU citizens. While we are members of the EU their status does not change. I fully expect, intend and want to be able to guarantee the status of those EU citizens. The circumstances in which that would not be possible would be if the status of British citizens living in other EU member states was not guaranteed.
During my right hon. Friend’s bilateral talks with President Putin, did she gently but firmly disabuse him of the notion, put around recently by among others the Leader of the Opposition, that this country is less committed than hitherto to its NATO treaty obligations, in particular article 5, and that on the contrary we remain wholly committed to the autonomy and sovereignty of our partners, particularly the Baltic states and Poland?
The Government and I are absolutely clear about our commitment to NATO and to article 5. As I indicated earlier, that is a central underpinning of NATO and of the joint security we provide for each other as members of NATO. I think many people will have been shocked and deeply concerned by the Leader of the Opposition’s statement, when he suggested that we would not be signing up to article 5. It is an underpinning of NATO that ensures not only our national security but the national security of our allies.
Were there any discussions with the Chinese about the acquisition of the Global Switch data company by the Chinese DailyTech group? If Hinkley Point poses some security questions, would this acquisition not also have some security issues?
I answered earlier, in response to the Leader of the Opposition, on how I am addressing the question of Hinkley Point. We have seen Chinese investment coming into the United Kingdom and we will continue to see Chinese investment coming into the United Kingdom. We have a global strategic partnership with the Chinese and that will continue.
Fortuitously, London is the global leader in international shipping. International shipping law is at the heart of international trade. As a former shipping lawyer, I am proud to know a great many London-based international shipping organisations. May I invite the Prime Minister to ensure that her Government make contact with those organisations based here in London to ensure we get the best international shipping deals with international trade?
My hon. Friend refers to a number of organisations being based here. The International Maritime Organisation, a very important shipping organisation, is based here in London. I assure my hon. Friend that the Department for Exiting the European Union is looking across sectors of activity to ensure that the views of those sectors will be taken into account as we develop our proposals for the relationship with the EU.
On behalf of steelworkers in my constituency, may I reiterate how disappointing it was to learn that the Prime Minister did not raise with the Chinese President specifically the overproduction of Chinese steel? May we have a commitment from the Prime Minister here today that her Government will do absolutely everything now and in the future proactively to raise these issues? We need the Prime Minister to do that to protect our steel industry.
I did raise the issue. I chose to raise it in the plenary session so it was clearly raised not just before the Chinese President but before the other leaders. Crucially, what has come out of the G20 is an agreement to set up a new forum, which will be looking at actions that lead to overcapacity and overproduction. The Chinese will be a member of that forum.
May I first congratulate the Prime Minister on focusing more on policy discussions at the G20 than where she was positioned in the photo-op, upsetting to the Scottish National party though that may be? Will the Prime Minister confirm that, while tackling international tax avoidance through the G20 is vital, there is also a great deal we can do, and indeed are doing ourselves?
Absolutely. My hon. Friend is right. I commend my right hon. Friend the Member for Witney (Mr Cameron) for the steps he took as Prime Minister to encourage not only action in relation to tax evasion and avoidance here in the UK but globally. It is an important issue that we need to address. My hon. Friend is absolutely right: we should always look to see what we can be doing here in the UK.
With Saudi Arabia patently failing to carry out an independent investigation into potential breaches of international humanitarian law, will the Prime Minister exercise global leadership and call for that independent investigation to be held so we can find out what is going on in Yemen?
As I indicated earlier, I raised with the deputy crown prince of Saudi Arabia the importance of ensuring that any allegations are properly investigated. I reiterate the point I made earlier that we have a relationship with Saudi Arabia across a number of issues. The relationship we have with it in dealing with terrorism is important, because it helps to keep the streets of Britain safe.
My constituents and I are enormously encouraged by the international interest shown in signing free trade deals with the UK. Did the G20 discussions confirm my suspicion that interest in doing exactly that is only going to grow? Does my right hon. Friend agree that it is the particular responsibility of every Member of this House to shout from the rooftops for jobs and investment in this country? My constituents’ jobs are, frankly, not a matter of dogma.
My hon. Friend has spoken very well on this issue. I confirm that what was very welcome was the way in which a number of countries were coming up to me throughout the summit to say that they wanted to be sitting down and talking to the UK about trade deals. As he says, this is not a matter of dogma; it is a matter of jobs and people’s security. It is a matter of the prosperity of this country.
In the Prime Minister’s remarks on refugees and migration, she referred to humanitarian efforts but not to human rights. In those words and in her other words today, was she alluding to such things as the Khartoum process, where it is envisaged that refugees in and through the horn of Africa will be concentrated into camps in Sudan, a country whose Government have been bombing their own people and a country whose security forces have been implicated already in nefarious trafficking? Given all that she has said, where is the UK in relation to the Khartoum process? Without it being a matter of commentary on the Brexit exercise, will the UK continue to chair that process on behalf of the EU, pending Brexit?
On the second part of the hon. Gentleman’s question, the chairmanship of the Khartoum process will move away from the UK; I think, from memory, that it will go to Ethiopia. It will not stay with the EU; it will be done on a rotation basis. The UK is part of and has been chairing that process.
We have consistently said as a Government—and I did so as Home Secretary—that it is important for us that, if we are going to deal with the significant movements of people that we have seen, including the significant movements of economic migrants across the world, particularly into Europe, we need to work with countries upstream. We need to deal across the board, ensuring not only that people have better opportunities in their home country so that they do not feel the need to come to Europe to grasp opportunities, but that we work with transit companies to stop the terrible trade that often takes place in organised crime groups encouraging the illegal migration and smuggling of people and human trafficking. We will continue to work across all of those.
As we begin the process of leaving the EU, and given my right hon. Friend’s experience of the G20, particularly in her conversations with the other world leaders, what is her view of Britain maintaining a strong voice on the world stage after we have left the EU, and of our ability to lead discussions on the issues that matter to us?
What I saw in my discussions at the G20 was that our leaving the EU will not have a negative impact on us as a spokesman on the world stage. Indeed, I am very clear that I want the UK to be a global leader in free trade. There are many issues already where the UK has been at the forefront of discussions, including on climate change and tax avoidance and evasion. It is important that we continue to play that role. We are the fifth largest economy. We will be out there as a bold, confident, outward-looking nation, continuing to play a key global role.
Not least in the light of the horrific scenes in Syria over the whole summer, did the Prime Minister have any discussions with others at the summit about how we might better protect civilian areas, particularly hospitals and other infrastructure that has been targeted, perhaps even through using our assets and intelligence, as well as humanitarian airdrops, if necessary? Has she given any further consideration to what we can do?
We are all concerned about some of the activities that we have seen taking place in Syria. That is why, as I indicated earlier, we need to put all our efforts into trying to ensure that we can bring an end to this conflict, because of the horrific impact it has had on millions of Syrian people, including some who have left Syria, some who are still in Syria and some who are living in appalling conditions and are under threat of action being taken against them by various forces. We need to redouble our efforts and we need to look—we have been very clear about this—at how we can increase the ability for humanitarian aid to get through to those who need it. Sadly, it is proving to be very difficult actually to put that into practice, but our desire to continue to try to find ways of doing that is still there.
Did my right hon. Friend the Prime Minister have the chance to discuss the issues of Ukraine and Crimea with the Russian representatives? At the recent Rose-Roth seminar in Ukraine in June, which I attended as part of my NATO duties, much evidence was presented that ethnic cleansing of the Crimean Tatar people is happening on the biggest scale possible, with some horrendous human rights abuses. If the Prime Minister has not had the opportunity to raise the issue, may I ask her to encourage my right hon. Friend the Foreign Secretary to look very closely at it so that she can be prepared at the next G20 to raise this terrible situation, which is happening right now?
The Government’s position on what has happened in Crimea has not changed and I was able to refer to our position on Ukraine in a number of the discussions that I had, but we will continue to return to the subject.
Was the Prime Minister lobbied at the G20 by the Chinese and US Governments about ratifying the Paris climate treaty as quickly as possible?
The Chinese and US Governments did, of course, indicate their intention and their ratification of the Paris agreement shortly before the G20 summit started, and I was clear with everybody that it is our intention to ratify it.
I am encouraged that the Prime Minister has indicated the willingness of countries to instigate trade deals with the UK, but is she confident that we have the correct number of officials, negotiators and people with the correct experience to be able to deliver those crucial trade deals?
Obviously, over the years, because of the position of the UK within the EU, we have not developed negotiators on trade ourselves, but we are developing that within the Department for International Trade. I thought it was important to set up a separate Department that could bring in that expertise. We are looking at how we can ensure that. The Department has been building up, but we will look to increase the expertise within it.
Child refugees face psychological trauma and loss. They are being systematically exploited and abused. What discussions took place to ensure their safety, progress reunification and meet our commitment under the Dubs amendment?
The hon. Lady is right to refer to the psychological impact that being a refugee can have on children. That is why, as part of the support that we give as a country, through our Department for International Development support of humanitarian aid for refugees, we provide support of that sort to children. On those refugees who are being resettled here under our Syrian vulnerable persons resettlement scheme, one of the issues that we look at is the support and counselling that individuals might require. On the Dubs amendment, discussions have been taking place with local authorities. That is, of course, a matter for the United Kingdom; it was not a matter for discussion at the G20.
I very much welcome the Prime Minister’s statement. Paragraph 44 of the communiqué looks at the strategy to tackle forced displacement of people and protecting refugees. On this day last year, I asked the then Prime Minister about the creation of safe havens for the protection of civilians fleeing Syria, and I was told that that was the “right sort of thinking”. Were there any discussions with other countries at the G20 about the creation of safe havens, either now or in future conflicts?
I understand my hon. Friend’s point and the concept he sets out. It is, of course, very difficult to look at some of these issues in practice in terms of what is happening on the ground. He is right, however, that the communiqué refers to mass movements of people and that we need to think very carefully about the support that we can provide for refugees. That is why this country is proud of being the second-biggest bilateral donor of humanitarian aid for Syrian refugees.
Thousands of jobs in north Staffordshire are dependent on international trade. Given the Prime Minister’s reluctance to outline her priorities for future negotiations, will she inform us who she is consulting domestically in our industrial centres to ensure that their views are represented in the negotiations?
As I have indicated, the Department for Exiting the European Union is looking across and consulting different sectors of the economy on their requirements. I am very interested to hear that the hon. Lady is an advocate for free trade. I suggest that she imparts that to her party leader, who has patently set out this afternoon that his policy for his party is not to believe in free trade.
This is the first opportunity I have had warmly to welcome my right hon. Friend to her place, so may I do so? I entirely concur with her comments on a free economy and a manufacturing base in this country that will provide jobs and wealth for all. Will she take into account the effect of green taxes and other restrictions on large manufacturers, to ensure that we can compete properly, on a level playing field, around the world?
I thank my hon. Friend for his welcome. I assure him that what he asks will, indeed, be taken into account. One of the benefits of bringing energy and climate change policy into the new Department for Business, Energy and Industrial Strategy is that energy policy can be seen alongside the requirements of business and our industrial strategy as it develops.
First things first: I believe in free trade. Indeed, Josiah Wedgwood, an early constituent of mine, negotiated one of the first free trade pacts with France in the 1770s, but now many of my constituents are employed at the nearby Toyota plant in Derby and they were very concerned by the Japanese Government’s comments about investment in the UK if we did not have access to the single market. What conversations did the Prime Minister have with the Japanese about their concerns? May I ask her to take control of the Brexit negotiations and make sure that jobs and prosperity in north Staffordshire are not put at risk?
The hon. Gentleman must be the oldest and most long-serving Member in the history of the House of Commons.

Let me reassure the hon. Gentleman that negotiations will look to ensure, as I have said in a number of answers, that we secure growth in jobs and prosperity in the United Kingdom. That applies to the relationship we will have with the European Union post-Brexit and to the trade deals that we will be able to strike around the rest of the world. That is where we are focusing our efforts, and we will continue to do so.
I thank the Prime Minister for signalling to the G20 that free trade will be the core of British strategy as we leave the European Union, and for indicating that substantial progress can be made on country-by-country trade agreements right now. May I add two things to her list? First, can we establish a distinctively British position in the multilateral trade in services agreement? Secondly, will the Prime Minister have a conversation with the Secretary of State for International Development about how to use this opportunity to enhance the trade facilitation agreement, as agreed at the World Trade Organisation in 2013?
My hon. Friend makes a good point. My right hon. Friend the Secretary of State for International Development will certainly be looking at the sort of issues he has raised. I can assure him that, in looking at these trade deals, we will consider every aspect to ensure that what we get is the right deal for the UK. I think that the sort of trade deals we are talking about will be the right deals not only for the UK, but for the countries that we deal with as well.
Given the Prime Minister’s refusal a number of times to answer direct questions from my right hon. Friend the Member for Moray (Angus Robertson), among others, on whether or not we would remain members of the single market, when will this House be presented with any kind of detail—beyond the soundbites—of what Brexit actually means?
The hon. Gentleman is not going to get any different answer from me to the one that I have given on numerous occasions throughout this afternoon. I will simply say this: if we are going to negotiate the right deal for the United Kingdom on trade in goods and services, it would be quite wrong for this Government to give away all our negotiating position in advance of starting those negotiations.
As the Prime Minister knows, about 140,000 workers in the UK are employed by Japanese firms. My hon. Friend the Member for Stoke-on-Trent Central (Tristram Hunt) has mentioned Toyota, but Nissan, Honda and Hitachi all have large manufacturing bases that are vital to local economies and the supply chain. The Prime Minister knows that the huge uncertainty about our future relationship with the EU and the single market is creating difficulties. I want to provide her with another opportunity to say how, in her discussions with the Japanese and others, she tried to mitigate those risks to inward investment and jobs.
I am grateful to the hon. Lady, who reminds me that I did not fully answer the question from the hon. Member for Stoke-on-Trent Central (Tristram Hunt) who referred to the issue of Japanese firms. I was able to sit down and discuss these matters with Prime Minister Abe, and the outcome was a positive desire to take forward further discussions on how we can ensure that we are getting the best possible trading relationship with Japan, and that we can continue to see Japanese investment in the UK. I am pleased to say that the single biggest vote of confidence on investment in the United Kingdom since we had the vote to leave the European Union came, of course, from a Japanese company—from SoftBank with its £24 billion takeover of ARM.
Let me first commend the Prime Minister and her Ministers for the hard and excellent work that has been done to prepare and secure trade deals across the world. An example of a trade deal signed with the United Kingdom of Great Britain and Northern Ireland has just secured us the export of beef to the United States of America for the first time in some 20 years—despite President Obama telling us that we would go to the back of the queue. Does the Prime Minister agree that, for the United Kingdom of Great Britain and Northern Ireland, if the price is right and if the product is of the highest quality, the world is truly our oyster?
I absolutely agree with the hon. Gentleman. We can trade many products from various parts of the United Kingdom very well with other parts of the world. They are quality products, and it is the quality of the product that will lead to people wishing to take them.
Further to her answer to the hon. Member for Selby and Ainsty (Nigel Adams), the Prime Minister will have seen the reports that we have seen that there is a lack of people in the UK with the necessary experience to negotiate trade deals. Is that a matter of concern to her? Are we being forced to employ people from overseas to do that job because they have those necessary skills?
As I said in answer to my hon. Friend the Member for Selby and Ainsty (Nigel Adams), I think it was important to focus the Government’s efforts on trade deals through the creation of a new Department—the Department for International Trade. That Department is building up its expertise and will continue to do so.
I do not know whether there was any discussion at the G20 of America’s greatest cultural export, “Star Trek”, which celebrates its 50th anniversary tomorrow and is commemorated in early-day motion 393, but if any of us want to live long and prosper, we must tackle climate change. Given the commitments of the US and the Chinese at the summit, does the Prime Minister regret abolishing the UK Department of Energy and Climate Change? When will the UK ratify the Paris agreement?
I think I can honestly say that in all the discussions that I had in the G20 and all the plenary sessions that I sat and listened through, “Star Trek” was never mentioned.
Yes, we will be ratifying the Paris agreement. People seem to think that the commitment of the Government to tackling climate change can only be represented by whether or not there is a separate Department devoted to it. That is not the case. The important point is that we have taken energy and climate change and put them alongside business and industrial strategy, and I think that by doing so we will get a better, more strategic approach on these issues. But I repeat the point that I made to the hon. Member for Brighton, Pavilion (Caroline Lucas) at Prime Minister’s questions earlier by saying that if the hon. Member for Glasgow North (Patrick Grady) is interested in climate change, I would hope that he would congratulate the Government on what we have done in relation to climate change, because we have been at the forefront of encouraging others to take action on emissions.
We know the Prime Minister raised the issue of steel at the plenary session, but did she also raise it at the bilateral session? Did she have any discussions with the Chinese delegation about market economy status? What powers will the new forum have? I have to say that when states such as China are communist, when the state owns its own steel industry and when it deliberately uses measures to distort the market and undermine the steel industries of other nations, it is a bit rich to hear lessons from the Tory party about free trade. When are we going to get immediate trade defence measures from this Government? For the last four to five years, we have seen an explosion of dumping into the British market by the Chinese state—with zero action from this Government.
It is absolutely not true that this Government have taken no action. The whole question of global overcapacity is significant in the steel industry, and it is an issue for other industries as well. That is why it is important that this forum, on which the Chinese will be represented, has been set up. Let us look at the various ways in which we have been supporting the steel sector. The industry had certain asks of us. We secured state aid to compensate for energy costs, and flexibility over EU emissions regulations. We made sure that social and economic factors can be taken into account when the Government procure steel. We successfully pressed for the introduction of anti-dumping duties to protect UK steel producers from unfair trade practices. This Government have taken and will continue to take many steps, because we recognise the importance of the steel industry to the UK.
When the Prime Minister was in China, did she have any discussions with the leaders of France and Germany as to which city is likely to replace the City of London as Europe’s financial capital when the City’s current trading relationship with Europe is severed? If she did not, when she does, will she please ask them to consider Edinburgh, which is currently the UK’s second largest financial centre and is the capital city of a country with a Government who are very clear that they intend to remain in the single market?
The hon. and learned Lady raises the issue of Scotland and whether it will be part of the European Union’s single market post-Brexit. The decision that was taken on 23 June was a decision of the people of the United Kingdom to leave the European Union. The best thing for growth and prosperity for Scotland is to remain part of the United Kingdom, and I intend to make sure that when the UK has left the European Union, we will be able to seize opportunities that will be to the benefit of people across the whole United Kingdom, including Scotland.
The Prime Minister is rightly using summits like the G20 to press Britain’s case in a globalised economy. May I press her a bit further on the issue of Manchester’s bid for Expo 2025, which I raised at Prime Minister’s Question Time? Part of the Ashton Moss site is in my constituency.
As the Prime Minister knows, the United Kingdom has not hosted Expo since Dublin in 1907; before that, there was the Great Exhibition in London. The issue is therefore important in terms of national pride. It should also be noted that Expo 2015 in Milan brought 22 million visitors to that city, and a £7 billion investment. Will the Prime Minister meet the Greater Manchester Combined Authority, Tameside Council, myself and other Members, so that she can fully appreciate the benefits of Britain’s putting in a bid for the Expo?
I would just say to the hon. Gentleman, 10 on 10—in fact, I think probably 20 on 10—for effort in promoting Manchester as a potential host of Expo. I will listen very carefully about the proposal that he has made.
I do support free trade, but may I ask the Prime Minister whether her vision of free trade is a vision of Britain as an offshore tax haven with lower health standards, lower environmental standards and lower labour rights? Or will she ensure that any bilateral trading agreement with America and Canada does not contain new powers for transnational companies to sue our Government in response to laws that we pass here to protect our environment, our health and our workers through the investor-state dispute settlement clauses in the Transatlantic Trade and Investment Partnership and the Comprehensive Economic and Trade Agreement?
I think that the hon. Gentleman has misrepresented TTIP, which has, of course, happened before. All I say to him is that we will be going out there to get the right deals in trade for the United Kingdom with other countries around the globe. We have a real opportunity to be a global leader in free trade, and that is what we will be.
I am sure that, on Monday, members of the European Union delegation to the G20 were delighted that the Secretary of State for leaving the European Union stipulated on the Floor of the House that free trade, or free movement of people at least, with one of its member states will exist when the remainder of the United Kingdom leaves the European Union—that is the common travel area with Ireland. Given that the free movement of people through Ireland and Britain is built on equal rights, will the Prime Minister advise the House that there will be no change at all to the Republic of Ireland Act 1948, as amended in 1949, which gives Irish citizens more or less non-foreign status within the United Kingdom?
Discussions were taking place with the Irish Government, prior to the decision for us to leave the European Union, to consider how we could enhance and improve the current arrangements for the common travel area. Of course, those discussions now continue in the future against the background of the different circumstances.

Commons ChamberI know the whole House will join me in congratulating the British Olympic team on a truly magnificent performance in Rio: the record medal haul, second in the table ahead of China and so many memorable moments. We can say they did themselves and their country proud. I know the whole House will wish to give our very best wishes to our Paralympic athletes and wish them the best of success. [Hon. Members: “Hear, hear.”]
This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
May I add my warm wishes to those of the Prime Minister to all Paralympians, in particular Bristolians? I know they will do us proud.
I am sure the whole House will be delighted that this country hosts a disproportionate number of the world’s finest universities. However, some of them are saying that they are already being shut out of important collaborations with other fine universities in the European Union, in anticipation of Brexit. They are very important for scientific, medical, engineering and other research, as well as for our economic prosperity. In view of this, will the Prime Minister please tell us what her strategy is?
May I first of all say to the hon. Lady how very good it is to see her in her place in this House? Of course we agree on the importance of our universities and the work they do and the research collaboration they have with a number of other countries, both within the EU and elsewhere. That is why, earlier this summer, my right hon. Friend the Chancellor of the Exchequer made an announcement giving certain guarantees to universities in relation to funding decisions that are being taken by the European Union. We are standing behind our universities because we recognise the value they bring to the country.
My hon. Friend is absolutely right. The announcements by the Chancellor, to which I referred in answer to the first question, provided guarantees to the farming industry about the support available to it up to 2020. We need to recognise the significant role that the food and farming industry plays in the United Kingdom, and we will of course look to working with the sector—my right hon. Friend the Environment Secretary will be doing this—to see how to develop those industries with a view to the trade deals that will play their part as we look to the future.
May I join the Prime Minister in congratulating the entirety of the Olympic team on their fantastic achievements at the Olympics in Rio and wish the Paralympic team all the very best? Did our Olympic success set off the visit to China in a good way, or was there a bit of tension there, when bragging rights were allowed?
The average house price in Britain is now £215,000—over eight times the average wage. The average price of a first-time buyer’s home has risen by 12% in the past year. Is not the dream of home ownership for many people just that—a dream?
In response to the right hon. Gentleman’s first point, President Xi actually congratulated me on the United Kingdom’s success in the Olympic games.
The right hon. Gentleman mentions housing, which he has raised on a number of occasions both with my predecessor and with me before we broke for the summer recess. Let me simply say this. Of course it is important for us to look at helping people to get their first step on to the housing ladder and ensuring that people are able to have the home that they want. That is why I am pleased that house building has been up under a Conservative Government by comparison with a Labour Government. We are not complacent, however, which is why we will do more to see more houses built under this Conservative Government and continue to provide support for people to ensure that they have the financial support that helps them to own their own homes.
Actually, house building under this Government is 45,000 fewer a year than it was under the last Labour Government, and many people are desperate to get their own place. Let me refer the Prime Minister to a note I received from a lady called Jenny whose partner and herself work in a supermarket earning £7.37 an hour each. They are trying to get a mortgage and have been told that they can borrow £73,000—not much hope for them, then. The former Prime Minister, the right hon. Member for Witney (Mr Cameron) promised a one-for-one replacement for every council house sold under right to buy. Sadly, the reality is that there is only one for every five that are sold. Will the Prime Minister give a commitment and tell us when the one-for-one replacement will be a reality?
Let me first say to Jenny that I fully understand and appreciate the concerns individuals have about wanting to be able to set up and have their own home. I fully recognise the difficulties some people face in doing that. I have to say to the right hon. Gentleman that he is wrong about the figures on council houses. We have delivered on the one-for-one replacement under right to buy.
I noticed that the right hon. Gentleman had asked all his Twitter followers what questions he should ask me this week, so I thought I would look to see what sort of responses he had received. I have to say that the first one was quite good. In fact, he might want to ensure that he stays sitting down for this. Lewis writes, “Does she know that in a recent poll on who would make a better Prime Minister, ‘Don’t Know’ scored higher than Jeremy Corbyn?” What we do know is that, whoever wins the Labour party leadership, we are not going to let them anywhere near power again.
The number of first-time buyers has halved in the past 20 years, and their average age has increased a great deal. There is a housing crisis in Britain. Ten million people now live in the private rented sector, and many are forced to claim housing benefit to cover the costs of rents. Devastating figures released over the summer show that £9.3 billion of public money is paid through housing benefit directly into the pockets of private landlords. Does the Prime Minister think that that £9.3 billion going into the private rental market is really money well spent?
The right hon. Gentleman starts off talking about the importance of people being able to be in their own homes, and then challenges one of the measures that actually help people to get into their own homes, through housing benefit support in the private rented sector. It may be that he just has an ideological objection to the private rented sector, but I say to him that this Government are looking across the board to ensure that more houses are being built. We are seeking to ensure that there is a diversity of opportunity for people who want to be in their own homes.
Everything that the right hon. Gentleman says tells us all that we need to know about modern Labour: the train has left the station, the seats are all empty, and the leader is on the floor. Even on rolling stock, Labour is a laughing stock.
The Prime Minister’s predecessor, when discussing this issue, said:
“The simple point is this…every penny you spend on housing subsidy is money you cannot spend on building houses.”—[Official Report, 10 February 2016; Vol. 605, c. 1569.]
“If landlords rent out houses in a very bad state, such as heavy damp, wet walls, no working toilet…they need to be getting a fine. The government has to regulate”.
That is what Joyce wrote to me. The Citizens Advice Bureau says that one sixth of housing benefit goes to private sector landlords who are letting unsafe homes. Does the Prime Minister really think that that is a satisfactory state of affairs?
If the right hon. Gentleman thinks that housing benefit is such a bad thing, why is it that, when we changed the rules on housing benefit, the Labour party opposed those changes? He talks about bad landlords. We are making changes. We have changed the rules on selective licensing. We think that giving councils free rein to impose burdensome bureaucracy on landlords would cause problems in the market that would actually lead to higher costs for both tenants and landlords. We are introducing new regulations in relation to houses in multiple occupation. We are looking at all those issues. I recognise, as will every Member in the House, the problems that people sometimes experience when they are living in accommodation that is not up to the standard of the accommodation in which we would all wish people to live. That is why we are changing the rules and ensuring that the regulations are there.
That is extremely interesting, because only a year ago the Prime Minister voted against a Labour amendment to the Housing Bill that said, quite simply, that all homes for rent in the private sector should be fit for human habitation. Just over a year ago, the Treasury estimated that it was losing half a billion pounds a year in tax unpaid by private sector landlords. So there we have it: £9.5 billion in housing benefit, half a billion pounds not being collected and a very large number of homes that are not really fit for human habitation. Does that not require Government intervention on the side of the tenant and those in housing need?
The right hon. Gentleman asks for the Government to intervene. The Government have, through the Housing and Planning Act 2016, introduced further tough measures such as civil penalties, banning orders for serious offences and the extension of rent repayment orders. We have provided money so that local authorities can conduct more inspections of people’s homes, and we have seen more properties being inspected. Thousands of landlords now face further action. Far from not taking action in this area, the Government have done so.
But I say this to the right hon. Gentleman: he may have a model of society where he does not want to see private landlords, and where he wants to see the Government owning everything, deliberating on everything and doing everything for everybody. That is not what we want: we want opportunities for people; we want to help them to take those opportunities. That is a big difference between him and me.
Of course we all recognise that there is a mixed housing economy, but we want to make sure that those living in the private rented sector are properly treated and not having to pay excessive levels of rent.
Women’s Aid has said that two thirds of women refuges are going to close because of the benefit cap when it comes into force and that 87% of women and children in those refuges will suffer as a result, and that most of those refuges require an income level that comes mainly from housing benefit—90% of their income comes from it. Does the Prime Minister recognise that the women in those refuges are very vulnerable and that closure of those refuges would be devastating for them—very dangerous for the most vulnerable people in our society? Will she take action to make sure that the cap does not apply to Women’s Aid refuges in any part of Britain?
The right hon. Gentleman raises the very important issue of domestic violence. We should across this House be doing all we can to stop these terrible crimes that are taking place and obviously to provide support to the victims and survivors. That is why we are working on exempting refuges from the cap in relation to what he speaks about, but I would also remind him of the very good record we have on domestic violence. It was a Conservative Government who introduced the new offence of coercive control that put into practice the domestic violence protection orders, who introduced Clare’s law, and who are putting £80 million into support for domestic violence victims in the period up to 2020. We are listening and responding to these problems, and we all take this very seriously indeed.
I say to the right hon. Gentleman as well that it is 50 days, I think, since he and I last met across this Dispatch Box—
Well, it is very good to see him sitting in his place. Let us just look at the contrast in what has been done over this summer. The Conservative Government have been working tirelessly to support everyone in this country: £250 million of loans to small businesses, the introduction of the racial disparity audit looking at public services and how they treat people, and of course setting the groundwork for new trade deals around the world. What a contrast with the Labour party, divided among themselves and incapable of uniting our country. What we do know is that there is only one party that is going to provide a country, a Government, an economy, a society that works for everyone, and that is the Conservative party.
My hon. and learned Friend raises an important point, and there has, I think, been a collective concern about the way in which mental health is dealt with. That is why we have put a record £1.4 billion into transforming the dedicated mental health support that is available to young people across the country. That includes £150 million for services to support children and young people with eating disorders. There are various other things, too: we are publishing a blueprint for school counselling services, because my hon. and learned Friend is right that the role that schools play is very important, and I know that my right hon. Friend the Education Secretary will be looking very closely at the “Good Childhood Report” to see what more we can do.
I join the Prime Minister and the leader of the Labour party in praising all Olympians. This is the first day of the Paralympics, and I wish all Paralympians from all parts of these islands well. They are an inspiration to us all.
There is real concern and worry about the prospects for Brexit, especially in Scotland, where the majority of people voted to remain within the European Union. The UK Government have had all summer to come up with a plan and a strategy, but so far we have just had waffle. I want to ask the Prime Minister a simple but important question. Does she want the UK to remain fully within the European single market?
What I want for the UK is that we put into practice the vote that was taken by the people of the United Kingdom to leave the European Union, that we get the right deal for trade in goods and services with the European Union in the new relationship that we will be building with it, and that we introduce control over the movement of people from the European Union into the United Kingdom. I say to the right hon. Gentleman that we can approach the vote that took place on 23 June in two ways. We could try to row back on it, have a second referendum and say that we did not really believe it, but actually we are respecting the views of the British people. More than that, we will be seizing the opportunities that leaving the European Union now gives us to forge a new role for the United Kingdom in the world.
We on these Benches respect the views of the people of Scotland, who voted to remain in the European Union. The European single market—[Interruption.]
Thank you Mr Speaker. The European single market is the biggest market in the world and it really matters to our businesses and to our economy. I asked the Prime Minister a very simple question, to which there is either an in or an out answer. Let me ask it again. Does she want the United Kingdom to remain fully part of the European single market? Yes or no?
The right hon. Gentleman does not seem to quite understand what the vote on 23 June was about. The United Kingdom will leave the European Union and we will build a new relationship with the European Union. That new relationship will include control over the movement of people from the EU into the UK, and it will include the right deal for trade in goods and services. That is how to approach it. I also say to him that, in looking at the negotiations, it would not be right for me or this Government to give a running commentary on them—[Interruption.]
Order. Just as I said that the right hon. Gentleman must be heard, so must the Prime Minister’s answer be heard, and it will be.
And it would not be right to prejudge those negotiations. We will be ensuring that we seize the opportunities for growth and prosperity across the whole of the United Kingdom, including growth and prosperity in Scotland. As we saw from the figures released this summer, what really gives growth and prosperity in Scotland is being a member of the United Kingdom.
I am very happy to give my hon. Friend that assurance and also to join him in paying tribute to his council and the work that it is doing, and indeed to all those involved in that innovative scheme. High-speed broadband is an important part of 21st-century infrastructure, and we will be doing everything we can to ensure that it is available for people, because that will enable us to develop jobs and to grow prosperity in this country.
Of course, our thoughts are with all the families affected by what has happened to Penman Engineering. The administrator has a role in ensuring that any sale of the business protects the maximum number of jobs, and my right hon. Friend the Secretary of State for Scotland has made it clear that that is his priority. I hope that the Scottish Government will offer their support to this long-standing business. As I said, our thoughts are with all those who have been affected, and the administrator will obviously be looking to ensure that the best possible options are found for the company.
I thank my hon. Friend for his comments. He is absolutely right and the Government’s position is clear. This is a prerogative power and one that can be exercised by the Government. As he alluded to in his question, no one should be in any doubt that those who are trying to prolong the process by their legal references in relation to Parliament are not those who want to see us successfully leave the European Union; they are those who want to try to stop us leaving.
I am interested to hear the hon. Gentleman’s lobbying for Manchester and will of course seriously consider what he says. May I also say how pleased I am that Manchester will host the parade for our Olympic athletes?
I absolutely agree with all my hon. Friend’s points. We must never forget the importance of NATO. It is the cornerstone of our defence and security, and that strength is based on the fact that all NATO partners have committed to article 5 and to operating on the basis of article 5. Anybody who rejects that is rejecting that security and that defence. They would be undermining not only our national security, but the national security of our allies. What we know from the Labour party is that far from delivering stronger defence, it would cut defence spending, undermine NATO and scrap the nuclear deterrent.
The hon. Lady is right: what happened at Loughinisland was a terrible evil. I am sure everybody across the House will want to join me in expressing our sympathies to all those affected by the appalling atrocity. As she has said, and as my right hon. Friend the Member for Witney (Mr Cameron) said, the Government accept the police ombudsman’s report and the Chief Constable’s response. It is important that where there are allegations of police misconduct, those are taken seriously and are properly looked into; if there has been wrongdoing, it must be pursued. Obviously, this is now a matter for the Police Service of Northern Ireland, although I would remind the hon. Lady that the Chief Constable has made it very clear that he is determined to ensure that where there has been wrongdoing, people will be brought to justice.
It is absolutely the point of these plans that they are locally driven. They will be considered locally and should be taking into account the concerns and interests locally, not just those of the clinical commissioning groups, but those of the local authorities and of the public. These plans must be driven from the locality, so I give my hon. Friend that assurance.
Parties from across this House supported the proposal that the Boundary Commission would follow this timetable and would bring forward these proposals, and that by 2018 those Boundary Commission proposals would be put in place. All parties supported that, and I continue to support it.
My hon. Friend has been a passionate advocate for support for his local area, given some of the pressures Dover finds itself under as a cross-channel port. This is an important issue and we are committed to providing support. The money for the lorry park was, of course, announced last November, the site was announced in July and I believe that consultation is now taking place on the potential design for that site. On the possible dualling of the A2, he is right to say that we want to support local infrastructure to be able to handle the growth in traffic, particularly given that there are expansion plans for the port. I assure him that Dover will be considered as part of the planning for the next road investment strategy.
I join the hon. Lady in wishing all those going to school, many for the first time, well in their education. We will be aiming to ensure that every child has the education that is right for them and the opportunities that are right for them. It is right that we look at the national funding formula, but that will be done carefully to see what the impact will be across all parts of the country.
Again, my hon. Friend raises an important point about the relevance and significance of our universities. My right hon. Friend the Chancellor of the Exchequer was able to give confidence and reassurance to universities in the summer about the funding arrangements that will continue while we are still a member of the European Union. While we are a member of the EU, we will maintain our full rights and obligations of membership, and expect others to deal with us on that same basis. Of course, looking ahead, we have a higher education Bill going through this House, which is about how we can ensure that we have the university places available in this country to provide the education that we want to provide. We have a great record on higher education in this country. We want to build on that and develop it for the future.
The right hon. Gentleman’s question tempts me to go down a number of routes in answering him. What I will say is that I recognise the importance of his local hospital trust, and I am pleased to say that, over the past six years, we have seen more doctors and more nurses in that trust able to provide more services and more facilities. Indeed, since 2010, the capital spend in the trust has been £72.7 million. We will be looking to ensure that we provide the health service that is right for everyone in this country.
At the moment, there are 80 vulnerable elderly patients in Kettering general hospital awaiting delayed transfer to social care. The national guidelines say that there should be 25. In the next few weeks, the number is likely to rise to 200—the highest in the country—with a similar number at Northampton general hospital because of proposals by Northamptonshire County Council to extend social care assessments from three days to four weeks. To prevent this crisis, will the Prime Minister authorise a joint meeting of local government and Health Ministers, county MPs, the local NHS and the county council to bang heads together to prevent this crisis from happening?
I will ensure that the Health Department is aware of the requests that my hon. Friend has put forward. I think that everybody in this House is well aware of the challenge that we face in relation to the interaction of social care with hospitals. We have already looked at this issue. We have put money into the better care fund, and we have been considering the better working together of health services and social services under local authorities, but it is one of the challenges that we face. There are some areas where this interaction has been done very well, and it is right that we look at those and try to spread that good practice. I will make sure that the Health Department is aware of his concern.
Nine months after signing the Paris climate agreement, the Government still have not ratified the treaty. According to the Committee on Climate Change, they lack half the policies they need to meet their climate targets. With the delayed carbon reduction plan and the very real risk of missing our renewable energy targets, will the Prime Minister take this opportunity to reassure people that the Government remain committed to climate action? Will they follow the example of the 26 states that have already ratified the treaty, including the US and China? Will they give us a firm date for ratification before the follow-up negotiations in November?
I am happy to assure the hon. Lady that we will be ratifying the Paris agreement. Indeed, it was my right hon. Friend the current Home Secretary who, as Energy Secretary, played a very key role in ensuring that the Paris agreement was achieved. We have been identified as the second best country in the world for tackling climate change, and I had hoped that the hon. Lady would want to congratulate us on that.
Today is World Duchenne Awareness Day, which is designed to draw attention to a terrible muscle wasting disease that affects a small number of young men. On this day, will the Prime Minister join me in welcoming the recent announcement that the drug Translarna will now be available to these young boys in NHS England, and will she congratulate my constituent Archie Hill, Muscular Dystrophy UK, and all those colleagues in this House and some former Ministers who have worked so hard to make this life-changing drug available in this country?
I am very happy to join my right hon. Friend in congratulating all those who were involved in making sure that that innovative drug is available, and I thank her for raising awareness of this very important issue. I know that, as Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) met Archie, the young man with Duchenne muscular dystrophy, and was inspired by him. I am sure that all Members across the House will welcome the fact that this innovative drug is now available on the NHS. We are committed to ensuring that patients with rare conditions get access to the latest medicines and we are taking some bold steps to speed up that process.
Will the Prime Minister join me and, I am sure, the whole House in sending our deepest sympathy and sincere condolences to the family and friends of Rozanne Cooper and her 10-year-old nephew, Makayah McDermott, who were mown down by a stolen car in Penge last week? May we also send best wishes to the three young girls who were involved, all family members? While other inquiries, including those by the police and the Independent Police Complaints Commission, are being undertaken and the matter is before the courts, I shall say no more about the specific case. However, is the Prime Minister aware of the widespread public concern that the law on causing death by dangerous driving is wholly inadequate? Will she undertake a review of both its suitability and its applicability as the courts implement it?
First, I join the hon. Gentleman in expressing our sympathies to all those who were involved in that terrible accident—the terrible tragedy that took place when, as he said, a stolen car mowed down two people and affected others as well. I am aware of the concern that there is about the law on dangerous driving. The daughter of constituents of mine was killed as a result of dangerous driving, and they have raised concerns with me specifically about their case. This is a matter which, I believe, the Ministry of Justice is looking at.
