Written StatementsI am pleased to announce that the Prime Minister has approved the appointment of Mr Rick Haythornthwaite to chair an independent review of our service personnel’s terms and conditions.
The review, which will be known as the Haythornthwaite review of armed forces incentivisation, is a commitment published in the Defence Command Paper (March 2021). It aims to modernise financial and non-financial elements of the offer to service personnel so that these are commensurate with the ways in which the armed forces are expected to change and operate in future, as set out in the integrated review of security, defence, development and foreign policy. By modernising both elements of the offer, the review aims to improve how defence recruits, incentivises and retains the skills it requires, and to better reflect people’s changing expectations of work and ways of living in the 21st century. The review is expected to conclude by spring 2023, when a report will be submitted to the Secretary of State for Defence, who will determine the Government response in due course.
Rick has established an impressive executive and non-executive career across a diverse range of businesses within the private and third sectors. He has a variety of experience as a chair and a highly tuned strategic perspective. I look forward to working closely with him on his review.

Commons ChamberI am very grateful to the hon. Member for Midlothian (Owen Thompson) for securing this important debate. I thank him for the words he spoke about his constituent, and we thank his constituent for his service; I look forward to continuing that correspondence, which I know to be of long standing.
The hon. Gentleman rightly pointed out that this is a relevant debate, given events in Ukraine, and pointed out that wars are fought not by armies, but by individuals. That is a very good point, and I agree that we must show compassion, recognition and respect. I must say that I do not concur with his overwhelmingly damning indictment of the system as it stands, but it is important that we are always seeking improvement. We are seeking improvement first in the speed of a claim, but also in customer service. However, I reiterate that this is not about saving money.
The Minister is talking about constant improvements. I rise on behalf of my constituent, who in 2018 received a pension benefit forecast with an annual Army pension and a terminal benefit. In July last year he was told, in a letter from the Ministry of Defence, that he was no longer eligible for an Army pension. I wrote to the Minister in July last year on his behalf, but I have had neither acknowledgment nor reply. I have tried on many occasions to raise this matter, and I am now doing so in the Chamber. Will the Minister commit to meeting me to discuss my constituent’s case?
We will pursue that immediately. I am grateful to the right hon. Lady for the opportunity.
We will seek to improve speed and quality. We will not be just tinkering in the way we improve things; we are serious, because we know that we will be judged on our failures in this regard. I will briefly mention contributions by other hon. Members before I get on to putting some of the broader issues in context.
I was grateful to my hon. Friend the Member for Bracknell (James Sunderland), who has a long-standing interest in this field. He talked about our moral responsibility to veterans—I agree with him—and his interesting ideas about the role of the VAPCs offer food for thought. The hon. Member for Airdrie and Shotts (Ms Qaisar) raised the very concerning case of her constituent, and mentioned the good work of the Scottish Veterans Commissioner. I join her in commending that role.
The hon. Member for Ellesmere Port and Neston (Justin Madders) also raised a constituent’s case, and spoke about the convoluted nature of the process. I accept that that is the case, and that is exactly what we want to change by moving away from the paper process. The hon Member—my honourable friend—for West Dunbartonshire (Martin Docherty-Hughes) mentioned the important role of service charities, but I would argue that they augment the role of the state rather than replacing it, and we should be very proud of that.
The hon. Member for Strangford (Jim Shannon) rightly highlighted his concerns about his constituents in Northern Ireland. I look forward to visiting him there soon. The hon. Member for Glasgow North West (Carol Monaghan) called for the reformation of the war pensions system, and that is exactly what we are getting after. I was grateful for the variety of comments made by the Opposition spokesperson, the hon. Member for Barnsley East (Stephanie Peacock), who made a range of points, some of which I will address now.
First, I must set the context. We must bear it in mind that Veterans UK makes 106,000 monthly payments to recipients of the war pensions scheme and the armed forces compensation scheme. Those payments are tax free and linked to inflation through the consumer prices index. There are around 6,500 applications and 1,000 appeals and reconsiderations currently being processed. I am just trying to give a sense of the scale.
All that costs Her Majesty’s Government £736.3 million a year, £652 million under the war pensions scheme and £84.3 million under the armed forces compensation scheme. It is an operation of huge scale, and justifiably so, because it recognises the scale of the service of our magnificent veterans’ community, which comprises more than 2 million people, but in an organisation of that size there will of course be some cases that do not get the appropriate level of service.
Will the Minister find time to update the House on the progress of a small-scale matter but an important one—the cohort of about 250 war widows who lost their pensions on co-habitational remarriage and did not get them back when the law changed?
My right hon. Friend has been a long-standing campaigner on this. I hope we are making progress and I look forward to meeting him soon to update him.
Of the 106,000 awards, 154 complaints were received, so that is a 0.1% failure rate. Of course any failure is unsatisfactory and we want to reduce that number to absolutely zero, but I am just trying to give a sense of the scale of the system. The staff at Norcross are working their hardest in difficult conditions, and they do receive significant numbers of thank-yous, so I should put that on the record. It is a real problem that they are working with an antiquated system of paper records from many different sources of information that they have to bring together. The armed forces compensation scheme now has an average target time to resolve cases of 90 days, which is being met, and the war pensions scheme has an average target time of 127 days, which is falling short, but that is because they are trying to get rid of the backlog, which we all seek to clear, as the hon. Member for Ellesmere Port and Neston asked. We should do that with empathy and thoroughness. The future will be better. We recognise that we can do more. That is why we are injecting £40 million into digitising both schemes, which will result in a quicker process. The pilot that has just taken place resulted in something that previously took six weeks with the paper system now taking six hours. We hope that the new digital system will launch at the end of 2023.
In tandem with those mechanical and procedural improvements, we are cognisant that we must inject more empathy into the process. Veterans UK is therefore conducting lived-experience roundtables bringing together veterans directly with its staff to hear about their service and adjusting their customer service style accordingly. On that note, I invite the hon. Member for Midlothian, on the back of this debate, if he would like to engage with the staff at Vets UK to try to be a part of the solution. We would be very grateful and I would look forward to affording that opportunity.
We are determined to improve the service to all those in receipt of payments from both schemes because they deserve nothing less than a first-rate service, as they deserve the gratitude and respect of the whole nation.

Commons ChamberOf course, we have a zero-tolerance approach to violence against women across Defence, and our actions across education, training and the service justice system reflect that. Women can and do have brilliant careers right across Defence, and the role models of senior women leaders across all three services reflect that.
My constituent had been living in the armed forces base in my constituency with her partner and her children, for whom she was the primary carer. During that time, she experienced continued domestic abuse and when she took the brave step of leaving her partner, she was told by the base that she would be required to leave. As a result, she was made homeless and, concerningly, she has had to leave her two very small children with her partner at the base. Although commitments to end violence in the first place are of course crucial, there will always be circumstances where it takes place. So what support can the Department put in place for those who suffer domestic abuse, and their dependants, while living within the armed forces community?
I am very moved to hear about the experiences of the hon. Lady’s constituent, and if she would like to approach me with more details, I would certainly be happy to look at that case again. I reassure her that we have had a countering domestic abuse strategy across Defence since 2018, and I look forward to updating the House in due course about our strategy for tackling rape and serious sexual offences across Defence.
Does the Minister agree that we train all our military personnel to be able to be extremely violent when the situation requires but we also train them to have the self-discipline to control that aggression and that any breach of that discipline, whether perpetrated against male or female victims, needs to be dealt with expeditiously and seriously through military law?
I absolutely agree with my hon. Friend, and this is all the more the case given that women occupy every role right across Defence, quite rightly.
I am pleased to have regular discussions with colleagues across Government on our veterans’ strategy action plan, which contains more than 60 policy commitments amounting to £70 million of additional investment on priorities, including employment, data, skills and healthcare. We continue to work closely with other Departments, research academics and service charities at all levels to deliver its commitments.
Just under 10% of the working-age population of Gosport are veterans, so we take a keen interest in this excellent action plan. However, although 96% of our veterans make a successful transition to a civilian career within six months of leaving the forces, it is not until page 32 that the plan talks about promoting a positive image of them. Can we change the headline here to “Service veterans are excellent people to employ”?
My hon. Friend has afforded me a useful opportunity to make exactly that point, but I must first thank her for the magnificent work that she does in support of her armed forces community and veterans in Gosport. The reason there is such high demand for veterans in all sectors is that they make brilliant employees: military service does indeed give members of the armed forces skills for life.
I am sure that pursuing a Commonwealth veteran for 36 grand in NHS costs is not part of the MOD’s strategy. Does the Minister agree that it is wrong for someone who has served our country and risked his life in Iraq and Afghanistan to be treated in this way and, if he does, will he work with me and with others to put it right?
I do agree that it is wrong and I look forward to updating the hon. Gentleman personally about that case in particular.
The veterans strategy commits the Government to ending veteran rough sleeping by the end of 2024. Can the Minister tell the House how many veterans are currently sleeping rough and, if he cannot, how does he intend to meet that target with no plan, no resources and no data?
We do have a plan and it is reflected in the fact that the armed forces covenant is now deliverable by all local authorities. It has teeth as a result of the statutory guidance that we have delivered, and for which we have legislated for the first time ever. At local authority level, which is where these services are delivered, we have brought real, tangible change of which we can be very proud.
Joram is a veteran and constituent who came to Britain in 2001 and served in the armed forces, with tours in Afghanistan and Iraq. That left scars: he suffered from post-traumatic stress disorder and took to drinking, and as a result served time in prison. He turned his life around and is now a painter and decorator and a father of two, but the Home Office is seeking to deport him to Zimbabwe, where he has no connections and where, when he was last there 15 years ago, he was tortured for having served in our armed forces. That risks happening again. Will the Minister intervene to stop Joram, a veteran, being deported?
I would be very pleased to review the details of the case and correspond directly with the hon. Lady.
We are grateful to all veterans of Operation Banner and seek to give them closure with honour and finality. I am pleased that the Secretary of State for Northern Ireland will in due course bring forward the requisite Bill.
The most effective deployment of our submarine forces in response to Russian deployment is surely intelligence-dependent. Membership of the joint expeditionary force is not synonymous with that of NATO. I press the Minister: are we making every effort to glean intelligence on Russian naval deployment from those other countries?
The veterans strategy action plan includes a commitment to address the historical hurt or disadvantage that sections of the veteran community have experienced. Will that include compensation for LGBT veterans?
I look forward to announcing further progress on the review in due course. I do not want to pre-empt the terms and conditions of the chair, but I think that they will be reassuringly broad.
While it is perfectly true that any sensible person in the west would rather President Putin were not the President of the Russian republic, does the Minister agree that it is vital that we reiterate at every second that we can that NATO is a defensive alliance among 30 members and that we will react if one boot goes over the line on to NATO land, but the presidency of Russia must be a matter for the Russian people, not for us?
At the last Defence questions, I got what I hoped was an encouraging answer on behalf of the nuclear test veterans for what will be the 70th anniversary of the first nuclear tests. Will the Minister update us on where we are in recognising those veterans and their families for their sacrifice?
This continues to be under review. I look forward to updating the hon. Member in due course.
Ministers have said that we have supplied 4,000 NLAWs and other equipment and deployments, and that we are supplying 6,000 more. Meanwhile, Germany says that it will supply 1,000 and France has not stated what it will supply—as far as I know, nothing has been supplied—so what advice do we give to our colleagues in Europe about how to get their equipment into Ukraine?

Commons ChamberThe Ministry of Defence puts diversity and inclusion at the heart of everything we do: we regard it as mission-critical. Our ambition is a 30% inflow of women by 2030. Army recruitment for ethnic minorities is currently at 11.7%. We know that we must build a diverse force to tackle the diverse threats that our nation faces.
Improving recruitment in areas such as Wolverhampton would really help diversity in the armed forces. Wolverhampton also has a very high rate of unemployment. What more can the Department do to ensure that every young person in Wolverhampton is aware of the fantastic opportunities open to them in the armed forces?
I should put it on record that Wolverhampton has a long and very proud tradition of people in the armed forces. What we can do is point out that recruiting is undergoing constant improvement. I invite my hon. Friend to visit her Army recruitment centre on Queen Street in Wolverhampton to celebrate the amazing careers on offer for young people.
Improving diversity and inclusion in the armed forces must also mean supporting disabled veterans. The veterans mobility fund closed last year, passing the financial burden to charities such as Help for Heroes to fund essential mobility equipment that is not available on the NHS. As forces charities face funding pressures, does the Minister feel that that decision is fair?
Of course we face constant pressures, but I should put it on record that we have doubled the amount that normally goes into supporting our magnificent armed forces charities. It is only right that we work in partnership with those magnificent people.
On inclusion, the Defence Secretary will be aware that several parliamentarians have been lobbying hard, but privately, to get visa fees abated or preferably culled completely as a function of service. Please may I ask where we are with the consultation and with any announcements that may be forthcoming?
We acknowledge with gratitude my hon. Friend’s active role in the debate. He should wait for news this week on that issue.
We are proud that the armed forces are one of Britain’s biggest providers of apprenticeships. Since 2014, we have enrolled more than 96,000 apprentices, and there are around 21,000 apprentices at any time. I was honoured recently to meet apprentices from across all three services who are doing qualifications from level 2 all the way to degree courses.
I want to thank the Secretary of State and his team for the dignity that they have shown in the recent affairs with Ukraine and Russia.
The Ministry of Defence is doing a huge amount of work with apprenticeships, which other Departments should follow. Harlow has a remarkable cadet programme in the Navy, RAF and Army. Will the Minister look at whether cadets who would like to stay on in the armed forces can then progress into a military apprenticeship, and will he come and visit the remarkable cadet scheme in my constituency?
Of course all young people should be aware of the amazing opportunities for apprenticeships and careers in the armed forces. I would be honoured to visit my right hon. Friend’s constituency to see that scheme at first hand. The bottom line is that military service gives people skills for life.
Several years ago, a young man came to see me. He was about to leave school and he was as keen as mustard to join the armed forces. However, he had been diagnosed as being on the spectrum, and although I wrote to the then Defence Minister, he fell at the first hurdle and could not join and have the career that he wished for. Is the possibility of recruiting people who are on the spectrum being considered? It could be fantastically useful in terms of the cyber threat that we clearly face.
The hon. Gentleman is absolutely right. We are actively considering recruiting people with neurodiversity, because of their capacity for working in the cyber sphere. I am pleased that he has raised this issue, and I can confirm that we are actively looking at it.
The new Army Reserve under the future soldier programme will improve recruitment and retention across the whole reserve force. We are doing that by improving the offer and giving young officers and reserve soldiers the opportunity to train and deploy with regulars, globally and nationally.
Does my hon. Friend accept that reserve officers join in order to have opportunities to deploy and train, commanding in formed units? Why does the future soldier narrative prioritise individual augmentation over deploying formed bodies for overseas roles short of all-out war?
I agree with my hon. Friend that reserve officers seek to deploy in formed units, and we are in agreement with that. That is why it is in black and white in the future soldier programme. We should not deny the opportunity for individuals, whether they are officers or enlisted people, to deploy on operations or training to gain valuable experience.
The Ministry of Defence leases 37,500 homes from Annington Homes, of which 7,230 are vacant, while 12,000 Afghan refugees have been in bridging hotels for more than six months. This just cannot be right, so what is the Minister going to do about it?
We have made 550 service family accommodation units available. All questions on this issue should be directed at local authorities, but we are doing everything we can to ensure that Afghan families are settled in the way they deserve.
Last week, I had the pleasure of visiting Watford’s ex-servicemen’s club, where I met the fantastic staff during an evening of darts. While I was there, I met the founder of the Official Minds at War charity, Norman Mcguigan, who works closely with local resident Liz Burns and many great volunteers throughout the country to provide mental health support for veterans. Good jobs help to deliver good mental health; what is being done to ensure that service personnel can take up jobs in our thriving defence industry?
We are fighting over the privilege of answering my hon. Friend’s question. As my the Minister for Defence People and Veterans, my hon. Friend the Member for Aldershot (Leo Docherty) said earlier, there are 21,000 apprentices in the armed forces at any one time. Also, we are committed to lifelong learning: for five years after people leave the services, they can apply for and get support to retrain. It is a great opportunity for our service personnel, who have terrific skills.
Support for defence jobs is important, but so is support for veterans. Does the Minister agree that the armed forces charity SSAFA—the Soldiers, Sailors, Airmen and Families Association—which does a particularly excellent job on Anglesey, plays a vital role in the support of veterans?
I do agree that SSAFA does an absolutely magnificent job, as I have seen at first hand in Aldershot. I put on the record my thanks for everything that my hon. Friend does for veterans in her constituency.

Commons ChamberMay I open by associating myself with your remarks, Mr Speaker, about the hon. Member for Birmingham, Erdington? We express our deepest sympathy to the right hon. and learned Member for Camberwell and Peckham (Ms Harman) and their entire family.
Armed forces pay remains competitive. Indeed, in 2021 approximately 35,000 service personnel earning less than £24,000 received a £250 consolidated pay uplift because, despite the public sector pay freeze, we are mindful of protecting the lowest earners in the armed forces during the public sector pay pause.
May I start by offering my condolences to the family of our hon. Friend, Jack Dromey, and in particular to our colleague, the right hon. and learned Member for Camberwell and Peckham? Our thoughts are with her at this time.
Since 2010, many armed forces personnel have experienced a dramatic real-terms decrease in pay, some by as much as 6.5%. With the cost of living increasing dramatically and personnel struggling to stay afloat financially, will the Minister now lift the pay freeze and restore pay to at least the levels of a decade ago, when his party came to power?
When considering armed forces pay, it is very important to look at it in the round. Service personnel benefit from subsidised food and accommodation, a fantastic non-contributory pension, and allowances on top of basic pay. If I may say, it is a little bit rich getting lessons on armed forces pay from the SNP, given that it has hiked tax on service personnel in Scotland to the tune of £580 per person. It is just as well that the Ministry of Defence is making up the difference.
I am very sad about the loss of Jack. I had known him since we both served together—him for the unions, me for the military—in Northern Ireland a long time ago.
Private soldiers, able seamen and aircraftsmen, after six months’ training and in accordance with the Armed Forces’ Pay Review Body, get roughly £3,000 to £4,000 less than a policeman who is also trained for about six months. That seems weird and I ask the Minister if he might slightly account for that.
As I said, we have to take note of the fact that service personnel benefit very significantly from subsidised food and accommodation, a non-contributory pension and allowances. Many young soldiers are also taking advantage of the opportunity to get on to the property ladder through the Forces Help to Buy scheme, which has been a great success.
I thank you, Mr Speaker, for what you said about Jack Dromey; his loss is felt by all of us across the House.
I take on board what the Minister said about pay below £24,000, but being as tough as it is for all those people, we think that that is inadequate. Moreover, is he aware that there are huge pressures in terms of the retention of more senior staff, particularly in the Royal Navy and the Royal Air Force? The gap between what they can earn in the private sector and what they currently earn in the Navy and Air Force, and how much their skills are in demand, are really affecting the ability to retain important members of staff.
The hon. Gentleman makes a good point, and that is why we offer some technical bonuses. We are also initiating a strategic review of terms and conditions and reward and incentivisation to ensure that we can compete with the private sector.
Since the veterans strategy was published in 2018, we have been delivering for our veterans, including Op Courage in the NHS to support veterans with their mental health, the veterans’ railcard, and a national insurance holiday for those employing veterans. We continue to drive forward that agenda, with our publication soon of a veterans strategy update, which will recognise what a fantastic asset our veterans are.
In north Staffordshire we are very proud to house the Tri Services and Veterans Support Centre led by Geoff Harriman and supported by John Painter and Kathy Munslow, all of whom served themselves and do a range of work to support our local veterans—for example, the new veterans’ retreat set up in Kidsgrove parish, bringing veterans together to take part in archery, construction and even bee-keeping. I want to personally thank Ron Jeffries, a local businessman who kindly donated some of his land for this vision to become a reality. Will my hon. Friend therefore applaud the work of Geoff, John, Kathy and Ron in supporting our veterans and commit to visiting later this year to show us his skills in the field?
I would be delighted to learn about the work of those people in the parish of Kidsgrove—it sounds fantastic. I absolutely join my hon. Friend to thank Geoff Harriman, John Painter, Kathy Munslow and Ron Jeffries for their military service and all they continue to do for veterans in the community. I also thank my hon. Friend for the work he does to support our armed forces personnel. If possible, I would be delighted to visit.
Last month the President of the United States signed off the National Defense Authorization Act, which will ensure that US atomic veterans receive a medal and an official day of recognition for their service. Does the Minister agree that it is time to end the UK’s shameful position as the only country not to provide official recognition or compensation for nuclear veterans, and to mark the 70th anniversary of Britain’s first nuclear test by finally rewarding our courageous nuclear veterans with the medals they so highly deserve?
We will keep this under review but we regard it as a matter for the advisory military sub-committee on medallic recognition.
I am pleased to confirm that all the other nations of the United Kingdom do indeed have veterans commissioners.

Commons ChamberThe Ministry of Defence was delighted to support the Royal British Legion’s poppy appeal, in its 100th anniversary year. Members of all three services took part in Poppy Day activities the length and breadth of the United Kingdom, selling poppies and collecting donations. I was delighted that all the members of the ministerial team were able to join in acts of remembrance throughout the weekend, demonstrating the central and cherished role of remembrance in our national life.
Will the Minister join me in thanking and congratulating the many volunteers, organisations and veterans across Clwyd South who have worked so hard to raise money for the poppy appeal, including Broughton community council, whose act of remembrance I had the honour of attending yesterday, laying a wreath at Brynteg Memorial Hall?
I do indeed join my hon. Friend in thanking everyone in Clwyd South who took part in those activities, particularly the team at Broughton community council and Brynteg Memorial Hall. I am sure that theirs was a fitting tribute to those who have served.
The fantastic work of the poppy appeal, which raises millions every year for our veterans, is only possible thanks to the hard work of the volunteers and armed forces who take part, giving up their time to ensure that the Royal British Legion’s fundraising efforts succeed. Will the Minister join me in thanking the volunteers and organisers of the Bedworth Armistice Day parade in my constituency, chaired by Ken Whitehead? It celebrated its centenary this year, being the only parade outside London to have taken place every year on 11 November.
My hon. Friend is right to refer to the central role of the Royal British Legion volunteers. They are a magnificent bunch of people, and I particularly commend Ken Whitehead and all the Bedworth Armistice Day team. I also want to record my thanks for all my hon. Friend’s work to support our veterans and forces people in his constituency.
I thank the many Carshalton and Wallington residents who volunteered to raise money for the poppy appeal this year. The appeal helps to fund the Royal British Legion’s work in raising funds for the armed forces covenant, providing support for thousands of service people and their families. What consideration has the Minister given to the Legion’s recent report on the impact of the covenant over the last 10 years?
I have given deep consideration to that excellent report, which I think is a hugely important piece of work. We have come a very long way in the last 10 years, but there is still more to do, and that is why we are putting the covenant into law in the Armed Forces Bill.
Over the past couple of weeks, people across Keighley and Ilkley have been working hard to raise funds for our veterans through the poppy appeal, including Jackie McGinnis and her team at the Keighley branch of the Royal British Legion. Will my hon. Friend join me in thanking all my constituents who have worked so incredibly hard to raise money for the appeal, and use this opportunity to reiterate the importance of such funds being raised throughout the calendar year?
I absolutely join my hon. Friend in thanking Jackie McGinnis and the Keighley branch of the Royal British Legion. They have done terrifically good work. It is indeed an all-year-round challenge, and that is why we are pleased to have invested £25 million this year in third sector charities that support our veterans and armed forces. I am very grateful for the work that my hon. Friend continues to do in his constituency.
I speak as a great admirer of the poppy appeal. However, when the Minister next meets the national leadership of the Royal British Legion, will he point out that effectively closing down a branch and expelling its officers, as they have done in Leyton, is not the best way to promote the appeal, and nor is sealing and shutting the building so that its members have no access, and removing the base for the appeal in years to come?
I regularly meet the magnificent team of the Royal British Legion. If the hon. Gentleman can give me any particular details of that case, I should be pleased to raise it with them.
I had a friend who signed up at the age of 16 and served for eight years in the Balkans, Northern Ireland and the first Gulf war. About 10 days ago we lost him, after he had battled with mental ill health for perhaps 20 years. The Government talk a great deal about the programmes to help veterans with their mental health, but there does not seem to be anyone who is really reaching out to them. I wonder whether, through the poppy appeal and the Royal British Legion, more could be done to try to reach out to veterans so that they do not feel cast adrift once they leave the services.
I entirely agree with the sentiment expressed by the hon. Lady. We are trying harder than ever before and investing a huge amount of money in Op Courage, which is the bespoke mental health pathway for veterans in the national health service, but really this is about a broader challenge of reducing the stigma of mental health challenges. That is why we are ensuring that, during the time people serve in the armed forces, they see it as their professional responsibility to see mental good health as a question of resilience and capability, not something of which to be ashamed.
This Remembrance Sunday was the first time that LGBT veterans were invited to lay a wreath openly at the Cenotaph. While the route to equality is something we all welcome, can the Minister detail the steps the Government are taking to provide compensation to all LGBT veterans who suffered a loss of earnings and pension as a result of the historical ban?
I am pleased to be able to put on record my acknowledgement of the injustice suffered by gay people who were unjustly thrown out of the military. I have met Fighting With Pride and others, and we are doing good work on this, which will be formally announced as part of a review. I hope to be able to provide further details to the House in the coming weeks.
Lady Haig’s Poppy Factory in Edinburgh has been in operation since 1926, employing ex-soldiers since the very beginning. Over the years it has grown considerably, and now it employs 41 veterans. Will the Minister join me in thanking them for their hard work and dedication in making beautiful poppy wreaths, and encourage other organisations to support veteran employability in the same way?
I am delighted to put on record my thanks to the Poppy Factory, which I have visited: it does magnificent work, and the wreaths it creates are a moving and important part of the Festival of Remembrance. I am also grateful that the hon. Lady picked up the theme of employability, because we will focus explicitly on that in the forthcoming veterans strategy.
As you know, Mr Speaker, the Royal British Legion and the poppy appeal have supported veterans over the decades and over a number of conflicts, not least the Falklands campaign, which my constituency has such strong links with. Can the Minister talk a little about plans to commemorate the 40th anniversary of the Falklands campaign next year?
I am grateful to my hon. Friend. This is of particular interest, because my Aldershot constituency was formerly the home of the Parachute Regiment and one of my first engagements as a new MP was to attend the 35th anniversary of Op Corporate. There are significant plans under way, and I look forward to sharing those with her and her Gosport constituents in due course.
The Government are committed to delivering a gold standard of care for our veterans. We have made huge progress in recent years, with tangible benefits such as the veterans railcard, the bespoke mental health care pathway, tax breaks for those employing veterans and guaranteed job interviews for veterans applying to join the civil service. But there is more to do, which is why we are putting the armed forces covenant into law and why I will be announcing the veterans strategy next month.
The Veterans Charity, which is based in North Devon, helps hundreds of veterans across the UK each year, and would like to thank the MOD for supporting its routes of remembrance event, which involved many veterans and service personnel around the nation. The Veterans Charity received many referrals from the excellent Op Courage teams. Will the Minister clarify what plans there are for more comprehensive coverage from this service across North Devon and the south-west, where there are many veterans living in remote areas who need and deserve greater mental health support?
I am pleased to put on record my thanks to the Veterans Charity for its amazing work. I was pleased to contribute to the routes of remembrance event and to dispatch a wreath from Aldershot along with the mayor and garrison commander. We are rightly increasing the budget for Op Courage to more than £20 million this year. An important component of that healthcare is the accreditation of local GPs, so I hope that my hon. Friend is exploring that prospect in North Devon.
Last week it was revealed that hundreds of veterans face pension cuts of up to £600 a year due to computer error, with no right to appeal. As the cost of living rises under this Government, what is the Minister doing to support those ex-forces personnel who now cannot afford basics like heating and food due to administrative incompetence?
I have absolute responsibility for that, and I am liaising closely with Veterans UK to ensure that those people who have served us get the support and encouragement they need.
We are committed to providing veterans with a gold standard of support. This year we increased the budget of Op Courage from £17.8 million to more than £20 million. We are committed to supporting third-sector armed forces charities. That is why this year we are putting a record amount of money—£25 million—into that sector.
Yesterday we honoured our armed forces and their incredible service, but we know that this service comes at a cost. Over the past five years, the number of personnel medically discharged due to mental health issues has doubled. We are not offering them enough support. On the commitment of just £20 million a year, Labour has pledged to increase that by £35 million. Will the Minister match that commitment today?
I think we are putting our money where our mouth is, but I make the broader point that it is about reducing stigma around mental health and ensuring that, during service, service people understand that dealing with their mental health is a professional responsibility. That is why we have introduced an annual mandatory mental health care brief. It is very important that service people see mental health as resilience and professional capability. We are trying to change the entire culture around it.
The Government are currently missing a range of targets for the mental health care of veterans, and sadly veterans continue to face a postcode lottery when accessing services. We know that veterans face a wait of 37 days for face-to-face appointments offered through the transition intervention and liaison service, against a target of 14 days. The average wait time for treatment is 70 days, a jump from 57 days in 2018-19. We also know that there was an increase in the wait time for appointments through the complex treatment service—now at 33 days, up from 18 in 2018-19. The Government have missed targets on mental health care for veterans across all services in England. In light of that, will the Minister commit to reviewing these services to ensure that our former serving personnel get the best standards of care?
I do not accept that characterisation from the hon. Member. Op Courage is very successful. Clearly there is always more to do, which is why we are putting more money into it. Importantly, we are putting veterans themselves at the heart of Op Courage as peer support workers.
Veterans mental health services in Wales could be greatly improved if we had a veterans’ commissioner. We are the only nation in the UK not to have one. The UK Government have agreed to create and fund the post, but the Welsh Government have not yet agreed to recognise it and work with it. Will the Minister join me in urging them to do so, so that veterans in Wales can benefit from the same support as their counterparts in the rest of the UK?
I am delighted that we will have an independent veterans’ commissioner in Wales, and I thank my hon. Friend for the campaigning she has done on this. We look forward to positive working with the Welsh Government to ensure a very positive outcome for veterans in Wales.
I certainly do congratulate the Royal Marines on this magnificent new facility. I am delighted that this 181-bed block for the rehabilitation of trainees was completed on budget and ahead of schedule. I am really impressed, and I think that does real justice to the magnificent fighting spirit of the Royal Marines.
This June, in Swansea, the British Training Board opened the national armed forces training hub, supported by the Welsh Government, the local authority and the University of Wales Trinity Saint David, which provides a full career development programme to veterans, with university qualifications. Does the Minister agree that, thanks to organisations such as the BTB, the majority of service personnel go on to fantastic careers in civilian life? What more can be done to provide our personnel during their military training with the complete range of universally recognised life skills that they need?
What we can do is ensure is that when someone gets a military qualification, it has civilian equivalents. We are doing that, and that is important because military service does give people skills for life.
I would be delighted to meet my hon. Friend and Veterans into Logistics. He is right: military service does give people skills for life, and I was very pleased recently to announce an increase in the number of HGV licence places for service leavers.
Prior to entering Parliament I worked for the Career Transition Partnership at its Scottish resettlement centre and saw the vital work done in assisting service personnel prepare for civilian life through training, needs assessment and care support. Will the Minister commit to ensuring that funding for such resettlement programmes does not fall in the period covered by the spending review?
We provide support for resettlement for two priors to the end of people’s service and for two years after. That is a very important component of our offer to service people.
Does my hon. Friend agree that the new AUKUS partnership will not only help keep our people safe by preserving security and stability in the Indo-Pacific but will also help deliver this Government’s ambitions to level-up across the whole United Kingdom, including through the creation of hundreds of jobs in Scotland?

The additional £5 million announced on 6 September followed a meeting of the Defence Secretary, the Secretary of State for Health and Social Care, me and the service charities to discuss measures to mitigate the impact of events in Afghanistan. That is on top of the £20 million already going to armed forces charities this year.
Sadly, some veterans end up living on our streets. The solution is not just to give them a bed, a job or a roof over their head; what they need is real, targeted mental health support. Will my hon. Friend please advise me what the Government are doing to make sure that our brave veterans get the targeted mental health support they richly deserve?
I am pleased to confirm that, in the form of Op Courage, we have bespoke mental health provision in the NHS, now running at £20 million this year. But this is not just about money; it is about ensuring that veterans are part of that care, and as peer support workers in Op Courage, they are.
Will the Minister explain specifically how these announcements will help the veterans community hub recently opened in Newton Aycliffe by the lord lieutenant, Sue Snowdon, and veteran Scott Robertson? That fantastic facility provides mental health support, occupational rehabilitation and sports therapy. Will the Minister commend all those involved with the project, but specifically veterans Scott Robertson and Tommy Lowther? While I am about it, will the Minister also thank 100-year-old RAF veteran William Cooksey, who completed a 100-mile walk—10 miles for each of 10 days —to support County Durham and Darlington NHS Foundation Trust, raising over £3,000? If the Minister would like to come and visit, he would be very welcome.
I am delighted to put on the record my thanks to veterans Scott Robertson and Tommy Lowther, and to the 100-year-old RAF veteran William Cooksey. They are clearly the best of us. If the Newton Aycliffe hub needs support, it should consider applying to the armed forces covenant trust fund. Of course I would be delighted to visit.
I know that my hon. Friend’s top priorities are the health and wellbeing of those people who have sacrificed so much for our country, especially in respect of mental health. Can he confirm that, if people who require specialist help were to reach out to NHS Operation Courage, they would get the bespoke care packages that they need and desperately deserve?
I can confirm that, and I am pleased to do so. The provision is first class. However, we are also after a change in culture, so that those who have served know that it is the soldierly thing to do to ask for help.
The Minister must know that 79% of charities believe that the responsibility to support veterans should lie more with the Government and the armed forces themselves. Will he commit to looking in detail at Labour’s proposed duty of care amendment to the Armed Forces Bill, which aims to do precisely that?
I actually commend the long and noble tradition that we have of armed forces charities assisting the Government in their response to supporting veterans, and I am pleased that our support to them this year will top out at more than £20 million.
The Ministerial Covenant and Veterans Board is supposed to drive forward and co-ordinate better Government support for members of the armed forces, their families and veterans. The Scottish Government have asked repeatedly for that group to be reconvened. When can we expect its next meeting to take place?
I am happy to confirm that that meeting will take place within the next couple of weeks.
Combat Stress, a charity supporting veterans’ mental health, has seen its income fall by £6 million in the current financial year. Will the Minister therefore accept that the Government’s recent announcement of £5 million for the entire sector is simply not enough to support veterans’ mental health?
That is a top-up; the provision is more than £20 million. I look forward to discussing that in detail when I visit Combat Stress tomorrow.
The whole Government are committed to ensuring that those Afghan nationals evacuated under Op Pitting are properly supported in the UK. Defence is supporting the cross-Government effort, Op Warm Welcome, and we are extending a hand of friendship in the spirit of compassion, comradeship and community.
I welcome the incredible efforts of our troops undertaking one of the largest evacuations in modern history and now working to extend that hand of friendship to those brought back. Will my hon. Friend join me in thanking them all for responding with such professionalism to the challenges faced?
Absolutely; I am delighted to put on the record our thanks. Amid the tragic scenes in Kabul, the bravery, professionalism and compassion of 16 Air Assault Brigade, the Royal Air Force and others was a light amid the darkness.
For those eligible for the Afghan relocations and assistance policy scheme, arriving in the UK under Operation Warm Welcome has left friends and colleagues of our armed forces stranded in hotels without contact, support and help at the very time they need it. In the light of the outstanding skills of our armed forces, will the Minister talk to the Home Secretary about how his Department can lead on Operation Warm Welcome for those arriving under the ARAP scheme, so the right connections are made with those who served alongside these brave men and women to build vital bridges at each stage of the resettlement journey?
We are extending that warm hand of welcome. Of course, there is the requirement for some people to be in quarantine, but I can assure the hon. Member that a very thorough effort is being put in place to ensure that that hand of friendship is extended to all who have arrived.
Mr Speaker, thanks to your very kind invitation, 120 members of the armed forces who served will be welcomed to Parliament on 20 October, immediately after Prime Minister’s Question Time. I hope all Members of the House will be there to give them a very warm welcome. I very much hope we are giving just as warm a welcome to all the refugees coming back from Afghanistan. There are 100 in my constituency. How can we find a way to give them a warmer welcome? Could local communities, for example, find ways of welcoming them to barbeques or other ways to make them feel at home?
I am grateful for that question. I would like to put on record my thanks to my hon. Friend’s good offices for making that happen. Of course, there will be a very significant role for the wider community and the third sector to play in welcoming our Afghan friends. I recently visited an Afghan cricket team that had been put together by a local pastor. The whole community is quite demonstrably coming together.
The Scottish Refugee Council recently called for the UK Government to extend Operation Warm Welcome to Afghans who are still stuck in the asylum process waiting on decisions or who have previously been declined protection. Can the Minister confirm what discussions he has had with colleagues across Government on extending the programme in such a way?
I will, of course, pass that question on to the Home Office, but my expectation is that Operation Warm Welcome will run for as long as is necessary.
The armed forces are one of this country’s biggest providers of apprenticeships. They have around 21,000 apprentices on programmes at any one time, ranging from engineering and digital to construction and driving, showing that if you join the armed forces, you get skills for life.
I thank my hon. Friend for all the work that the Ministry of Defence is doing on apprenticeships. Can I confirm that his Department will continue to meet the public sector target of 2.3% for the hiring of apprentices? Will he also ensure that any company that gets a procurement contract with the Ministry of Defence employs a significant number of apprentices, and that otherwise it will not get the contract?
I am delighted to confirm that. Over 90% of recruits are offered an apprenticeship, and I am pleased to confirm that recent statistics show that 7.9% of our headcount are new apprentice starts, exceeding the Government public sector target of 2.3%. We have ongoing discussions with the Department for Education to increase that figure.
The Defence Medical Services provides a responsive and comprehensive treatment service for personnel requiring medical intervention. We have improved access to mental healthcare and given armed forces personnel greater choice with the introduction of new ways of working, including digital triage and remote video consultation.
As the Minister knows, the armed forces covenant states:
“Those injured in Service, whether physically or mentally, should be cared for in a way which reflects the Nation’s moral obligation to them”,
but the Government have missed targets on all mental healthcare for veterans across all services in England. Unless that changes, does it not risk rendering the covenant, which I know the Government want to strengthen, meaningless? They need to get their act together on mental health services for veterans and the armed forces.
On the contrary, we are giving teeth to the armed forces covenant by passing the Armed Forces Bill, and we will ensure that no veteran, in whatever circumstances, is ever disadvantaged.
As we know, charities across the UK, including many that have supported veterans, have been hit hard during the pandemic, impacting on the services they provide, so what additional support are the Government offering charities, in order that they can cope with demand? What more can the Government themselves do to support veterans, given that their record so far is pretty poor?
On the contrary, we are putting an additional £3 million into Op Courage, which makes a total of more than £20 million this year, and an additional £5 million into armed forces charities, which means that more than £25 million will go to them this year. That shows that the Government are putting their money where their mouth is.
As a veteran, I know of the hard work, dedication and often sacrifice of our great armed forces. There are many families in Wolverhampton who live and support what the great armed forces do. Will the Minister do everything that he can to ensure that all serving and former service personnel have all the support they and their families need?
I agree entirely with my hon. Friend. Service families are at the heart of the defence community. Our assistance to them includes wraparound childcare, which is currently being piloted, and support for partner employment. We will shortly bring forward the armed forces families strategy, which will deliver choice and flexibility to service families, because people must be able to serve their country while also supporting a family.

Commons ChamberWe are always striving to improve transition, but it is a success story. In 2019-20, 84% of service leavers were employed within six months, which is higher than the UK employment rate of 76%. We offer support through the Career Transition Partnership. We have also introduced a national insurance holiday for employers of veterans and a guaranteed interview for those applying to the civil service. This acknowledges that veterans bring discipline and huge employability to the workplace.
The average unemployment rate across the general population in this country is 4.8%, whereas for veterans the rate is a very concerning 7%. Can the Minister say why the Armed Forces Bill does not include employment within its scope?
In contrast to what the hon. Lady says, in reality the statistics show that the picture is very positive. If we compare like for like, veterans are overwhelmingly in good employment, which reflects an overall demand in the civilian sector to take on veterans, especially in growing sectors such as a telecoms and construction, because of the magnificent skillsets they bring to those jobs.
I welcome the work of the Career Transition Partnership, but the Minister must be aware that some estimates suggest that unemployment among ex-service personnel aged 18 to 49 is double the national average. Has he asked his Department for Work and Pensions colleagues to consider the simple suggestion of the Centre for Social Justice to include an obligatory question on initial Jobcentre Plus registration: “Have you ever served in the UK armed forces?”?
I am grateful for the hon. Gentleman’s question. I am content—I have seen it for myself—that the DWP is now very much veteran-aware. I have been very impressed with its veteran-friendly approach; 10 days ago, I saw an armed forces champion in a DWP Jobcentre Plus office. Government’s joined-up response in ensuring that every Department makes itself aware of veterans is already bearing fruit.
The Ministry of Defence is determined to provide the best possible mental health support and care for members of the armed forces. We have introduced a 24-hour mental health helpline for service personnel and families in tandem with Combat Stress. We have also introduced HeadFIT, a training website for mental health, and, from September, all serving personnel will receive a mandatory annual briefing on mental health awareness. All of this must be underlined by a cultural shift in which it is okay to say that you are not okay.
I am grateful to the Minister for that answer and for the work that has been done, but he must also know that Government targets on mental healthcare have been missed for veterans across all services in England, including a wait of 37 days for face-to-face appointments through the transition, intervention and liaison service against a target of just 14. Will he now commit to reviewing these services to ensure that our serving personnel and veterans absolutely get the best standards of care, which they need and deserve?
We are committed to ensuring that veterans and service personnel receive a gold standard of care. I was with Op Courage clinicians last week and I was pleased to learn that wait times for those seeking high intensity treatment for high intensity and complex problems have decreased. I was also very encouraged to learn that veterans themselves are part of the mental health support in the form of peer support workers. We will always have more to do, but good progress is being made.
The armed forces covenant states:
“Those injured in Service, whether physically or mentally, should be cared for in a way which reflects the Nation’s moral obligation to them”.
However, the Defence Committee’s 2019 report on mental health suggests that there was a 50% shortfall in both uniformed and civilian psychiatrists’ posts. Can the Minister set out an updated estimate, and what he is doing to ensure that staffing meets the demand from service communities?
We will always go after any gaps in provision, but I am confident that progress is being made. When it comes to delivering on our obligations on the covenant, which is to ensure that no serving personnel or veteran is disadvantaged in any way, I am very proud that we are right in the middle of taking forward the Armed Forces Bill.
Government figures show that the number of service personnel being seen by the MOD’s specialist mental health services for initial assessment has fallen by 36% since 2013 to an all-time low. That is despite personnel being more willing to seek help for mental health issues. Will the Minister commit to reviewing all current mental health provision for our armed forces personnel?
I welcome that question because, as I mentioned, apart from the physical provision, we are seeking a cultural change and an institutional shift across all our armed forces, led by the chain of command, in which people feel comfortable asking for help. We are already seeing a tangible benefit in that regard. I saw some of that up close when I visited the Op Courage clinicians in St Pancras last week.
The Government accept that the historic policy of prohibiting members of the LGBT community from serving in the armed forces was absolutely wrong. Work is under way to understand and acknowledge the wide-ranging impact of the pre-millennium practice of the ban. That will ensure that it is not only through the return of medals that the impacts of this historic policy are addressed. We will be announcing this work in due course.
The ban on homosexuality in the armed forces is expected to have affected upwards of 20,000 veterans, who faced inhumane treatment, from medical examinations to imprisonment, and have lived a life of shame and fear. This historic injustice warrants an apology from the Prime Minister. I wonder if the Minister will seek that on behalf of the nation. These men and women have waited long enough. Will he set out a timetable for righting this historic wrong?
Addressing this injustice will be at the heart of the veterans strategy action update plan, which I will announce in the winter. I thank the hon. Member for his sustained interest in the issue. I cannot pre-empt the findings of this workstream, but I assure him that we will address this matter with compassion, humility and urgency.
I am proud that we are strengthening the armed forces covenant by enshrining it in law through the Armed Forces Bill and issuing statutory guidance for local authorities in the critical areas of housing, healthcare and education. This milestone Bill will deliver on our duty to our veterans and service people, as they have done on their part.
The Government claim that the Armed Forces Bill will enshrine the armed forces covenant into law, yet there is no responsibility for Government Departments, including the Ministry of Defence, to deliver the covenant. The limited focus on housing, healthcare and education risks creating a two-tier covenant that bakes in the existing postcode lottery on access to services. How will the Minister ensure that we eliminate the postcode lottery that our veterans face in accessing vital services?
That is the whole point of the statutory guidance: to ensure that there is a best practice template that every local authority can follow to ensure that veterans and service people in their locality are in no way disadvantaged.
The armed forces covenant is the debt that this country owes to our servicemen and women who have served our country. One such group, whom I met last week, are the nuclear test veterans. They have suffered from cancers, blood disorders and rare diseases as a result of their service. They have been refused support, recognition, compensation and a medal for their service. Will the Minister for veterans today review the Government’s position on this issue and agree to meet the nuclear veterans?
Historic medallic recognition cases are a matter for the independent Advisory Military Sub-Committee. Last year, it considered the case of nuclear test programme veterans and concluded that it did not meet the necessary criteria. This was not the decision that the campaign groups the hon. Lady mentioned wanted or the families had hoped for. I fully sympathise that they would have wanted a medallic recognition for their loved ones, but it is right and proper that this is an independent process and therefore not for ministerial intervention.
The Ministry of Defence is working to raise awareness of financial issues and planning among service personnel across all three services, because we recognise that financial literacy is a critical life skill.
In October 2019, Danny Butcher, a former soldier and the brother of my constituent, Carrie Jones, sadly took his own life after getting involved in an online money-making scheme that plunged him into debt. He was by all accounts an outstanding member of society. He had toured overseas during his time in the British Army and was mentioned by his commanding officer in dispatches, yet after leaving the armed forces he was lured in by a property scheme that offered those involved the chance to get rich quickly.
Following a surgery with Ms Jones, I had the pleasure of discussing with the previous Minister for Defence People and Veterans, my hon. Friend the Member for Plymouth, Moor View (Johnny Mercer), what could be done to provide members of the armed services who are about to be discharged with some financial education, the objective being for them not to be tricked by unscrupulous money-making schemes. In light of Danny Butcher’s death, what steps is the Minister’s Department currently taking to ensure that all those departing the forces have adequate financial literacy skills, so that they know how to spend their money wisely and become integrated fully in civilian life?
My thoughts are with the family of Danny Butcher. Every veteran suicide is an absolute tragedy and we must seek to learn lessons from this. We are working to ensure that all service leavers have adequate financial educational awareness, and we want to ensure that is the case across all three services, specifically with regard to debt, household financial management and mortgages. I am grateful to my hon. Friend for raising this important subject today.
Let me put on record my thanks for the magnificent work done by my right hon. Friend and the Royal British Legion in Harlow. We are putting millions into that sector every year, which is the right thing to do. I would very much like to visit his constituency and see that up close.
No, I do not agree. The Armed Forces Bill and the statutory guidance focus on the critical areas of housing, healthcare and education. If we need to broaden that statutory guidance in future to include more areas—it is evergreen, much like the Ministry of Defence ministerial team—we will.
I absolutely give those thanks, and I commend the hon. Lady’s work in support of that group. If she would like to send me details of that individual case, I will consider it.
I am delighted to confirm that we have enough people. They are highly motivated and well-trained, and when meeting new draft recruits to the senior service, as I did in HMS Raleigh last week, one gets a tremendous sense of confidence and excitement about the magnificent diversity of opportunity available for those joining the armed forces.

I welcome my hon. Friend to his place. My constituent Mark Roberts was discharged from the Royal Tank Regiment in 2015 on medical grounds. Despite his service to our country, he was on the NHS waiting list for dental treatment for three years. May I ask my hon. Friend to see what more can be done to ensure that our veterans get access to the medical treatment that they deserve?
I thank my hon. Friend for the terrific work that he does to represent the interests of veterans in his constituency. I am concerned to hear the details about Mr Roberts. If my hon. Friend forwards me the details, I will pursue that case with urgency.
On 29 April 2021, we delivered the Overseas Operations (Service Personnel and Veterans) Act 2021, which is a landmark piece of legislation that will mean that our armed forces in the future can deploy with confidence when they are going around the world to do their duty.
I am grateful to my hon. Friend and the Secretary of State for delivering this important piece of legislation, and to his predecessor, my hon. Friend the Member for Plymouth, Moor View (Johnny Mercer), for his important contribution. Will my hon. Friend the Minister outline what work has been done to communicate important changes contained in the Act to servicemen and women and veterans, including those in Hastings and Rye?
I am grateful for the work that my hon. Friend does in Hastings and Rye to represent the interests of veterans. It falls on us all to sing from the rooftops about this landmark Act. We will be communicating it through every channel available to us, and we will look at whether we can include it in pre-deployment training.
I congratulate my hon. Friend on the Overseas Operations (Service Personnel and Veterans) Act, which has provided huge relief to both veterans and serving personnel in my South Derbyshire constituency. Will he reassure me that, on top of improving the treatment of service personnel throughout the criminal and civil claims process, the Ministry of Defence is also improving its own internal investigations process?
My hon. Friend is right to raise investigations, which are a critically important component of the service justice system. It is in the interests of serving personnel that we have a rigorous and transparent system. That is why the Secretary of State has tasked Justice Richard Henriques to conduct a thorough review of our approach to investigations. We much look forward to him reporting in the autumn.
I believe that support for our veterans continues to improve under this Government, but, as the Minister knows, there are two pressing issues that require immediate resolution: Northern Ireland legacy; and the statutory guidance for the Armed Forces Bill. Will he please assure me that both are forthcoming?
First, let me say how grateful I am for the work that my hon. Friend does in supporting veterans, particularly with the all-party parliamentary group on veterans and with other activities; it is appreciated. The statutory guidance will be published shortly. We are cognisant that the Armed Forces Bill needs to have teeth, and that statutory guidance will be part of our approach. When it comes to Northern Ireland, we have a shared interest in ensuring that this is dealt with. The Government will in due course bring forward a package that delivers for veterans, victims and their families.
I welcome the fact that the Overseas Operations (Service Personnel and Veterans) Act will provide vital protections to those who put their lives on the line to defend our country and will introduce a new high bar for criminal prosecutions, but will my hon. Friend assure me that when members of the armed forces or our veterans do face prosecution, they will receive comprehensive support from the Ministry of Defence? Will he also join me on a visit to the Don War Memorial Museum & Veterans Hub to see the incredible work of Julie Cooper in celebrating and supporting our veterans?
I am pleased to confirm that that support is available, and it is only right that it should be. Who could resist an invitation to Teesside? I would be delighted to visit the Don War Memorial Museum with my hon. Friend, and to learn about the magnificent military heritage of which Teesside can be rightly proud.
In 2019-20, 84% of service leavers were employed within six months of leaving—higher than the UK employment rate of 76%. We support people transitioning out of the armed forces with the Career Transition Partnership and Defence Transition Services. We have also introduced a national insurance holiday for employers and veterans and a guaranteed entry scheme for veterans seeking to join the civil service. Veterans’ employment is a huge success. They bring energy, loyalty and commitment to the workplace, and that is something we should celebrate.
In the Jarrow constituency there are many talented and dedicated people who leave the armed forces every year and find it difficult to transition into civilian life and employment. Despite employment not being covered by the Government’s Armed Forces Bill, will the Minister outline what steps he is taking to work specifically with local charities and local authorities to ensure that the talent and the skills of our ex-service personnel are utilised in civilian life?
When it comes to local authorities, we will, when the Armed Forces Bill becomes the Armed Forces Act, issue statutory guidance to ensure that no veteran is at disadvantage. I hope that all local authorities will take that on board and deliver for our veterans in the local community.
Getting a decent job is key to a successful transition to civilian life, but the Armed Forces Bill, as my hon. Friend the Member for Jarrow (Kate Osborne) said, does not include responsibility for employment or transition. Service charities have said that the Bill is too narrowly focused, so why will the Minister not widen the scope of the Bill to ensure that all the promises of the covenant are delivered by it?
When it comes to transition, it starts two years before someone actually leaves the armed forces and lasts for two years after they leave. The support that the MOD provides to service leavers lasts for two years, but we must bear in mind that overwhelmingly the vast majority find gainful employment within six months.
For my constituents in Liverpool, West Derby who have dedicated themselves to working in the armed forces, the transition to civilian life and employment can be incredibly difficult for them and their families. Having a final posting located far from where they plan to resettle can also have a detrimental impact on the whole process. Can the Minister please outline what steps his Department is taking to address this issue and the impact it is having on the wellbeing and outcomes for those affected?
Family life is at the heart of service, and service families are an integral part of the defence community. We want flexibility and choice when it comes to the choices that families make, and that is why we are bringing forward our families strategy, which will include things like wraparound childcare and a range of other initiatives to help ensure that there is choice and flexibility for service families.
Cobseo, the Confederation of Service Charities has noted that there was only one mention of self-employment or business ownership in the 2020 armed forces covenant annual report. With the pandemic making it more likely that veterans will have to explore self-employment as a viable career option, what action will the Minister take to ensure that he supports self-employment within the veteran community?
We support service personnel transitioning out and seeking to start their own businesses and be self-employed through the career transition partnership, which is a hugely successful initiative. We recognise that veterans bring some of the key skills to successful self-employment: initiative, discipline and the tendency to work extremely hard. I think overall the support offered by the career transition partnership is a very positive story.
A survey by the Soldiers, Sailors, Airmen and Families Association has suggested that almost half of recruiters would worry about hiring a service leaver because of concerns around negative mental health. While the Government’s proposed national insurance relief for businesses that hire veterans is welcome, it does not tackle the root cause of the problem. What are the Government doing to address the misconceptions employers may have about veterans?
I welcome the hon. Lady to her place, and I wish her well in her new appointment. The key thing we can all do is to not talk down our veterans, but instead talk them up. Overwhelmingly, there is a mismatch, and a misconception among the public about whether service damages veterans. Service does not damage veterans. Overwhelmingly, veterans leave as better people with terrifically useful transferable skills. That is why overwhelmingly the vast majority get gainful employment six months after leaving. The story of veteran employment is something of which we should be hugely proud.
Service families are an integral part of the armed forces community. We want people in the armed forces to be able to sustain a family, but also a military career. I am grateful to my hon. Friend the Member for South West Bedfordshire (Andrew Selous) for his critically important report “Living in our Shoes”. We look forward to taking the recommendations from his report into our armed forces families strategy as part of our efforts to ensure that defence people can sustain family life.
I thank my hon. Friend for that answer. I think the Armed Forces Bill will be very helpful in ensuring that families receive the same level of consideration from public bodies wherever they live, but may I focus on education? Moving schools when moving postings is a regular part of service family life that can have a disruptive impact on a child’s education. As my hon. Friend takes forward his work, can I ask him to place a particular focus on education for service families’ children?
My hon. Friend makes a very important point. I am pleased to report that there are now changes to the school admissions code in place that will allow flexibility. This will allow service children to join a school during the school year, and I am delighted to be able to report that. As I have already mentioned, that, in tandem with wraparound childcare and the future accommodation model, demonstrates that we are committed to our forces families.
I recognise that this is an important issue. This is taking too long, so I look forward to reporting back to the hon. Gentleman with an update on progress.

Commons ChamberEvery suicide is a tragedy, and the hon. Lady is absolutely right: we need to better understand the numbers that are coming through. I am pleased to say that those who join the armed forces are less likely to consider suicide and to be affected by mental health issues and drug issues and so forth, but if someone goes down that road—if they are affected by those issues—help must be available, and that comes with understanding the situation. We are working with Manchester University to better understand the statistics, and I will also be speaking to Justice Ministers to see how we can get the numbers from coroners, match them with our databases and see for sure the exact background of those who have taken their lives.
Will the Secretary of State join me in thanking the men and women of the King’s Royal Hussars battle group in Estonia for the terrific work they are doing in reassuring our NATO allies of our full commitment to the NATO alliance?
I had the enormous pleasure of visiting that battle group only last week in Estonia and was tremendously impressed not least by the way it is demonstrating our interoperability with our NATO allies.
