Taiwan
Croatia and Taiwan will also be added to the green watchlist, signalling to passengers that these countries are potentially at risk of moving from green to amber at short notice, should swift action be required in order to protect public health in England. Passengers arriving from green list destinations need to provide evidence of a negative covid-19 test result prior to travel and take a further test on day 2 of their arrival in the UK.
The following countries are being added to the amber list:
Balearic Islands
British Virgin Islands
As announced on 8 July, arrivals from amber list countries who have been fully vaccinated under the UK vaccination programme (plus 14 days), will no longer need to quarantine or take a day 8 test if they can provide proof of their vaccination status to carriers in advance of travel to England. This policy will also apply to those on a formally approved UK covid-19 vaccine clinical trial, and children under the age of 18. These changes will also take effect from 04:00 BST Monday 19 July.
Non-vaccinated passengers arriving from amber countries need to provide evidence of a negative test result prior to travel, self-isolate at home for 10 days, and take a test on day 2 and day 8 after arrival. As before, these passengers will have the option to take a further test on day 5 and end their 10-day self-isolation early, upon receipt of a negative test result.
The following countries are being added to the red list as they present a high public health risk to the UK from known variants of concern, known high-risk variants under investigation or as a result of very high in-country or territory prevalence of covid-19:
Cuba
Indonesia
Myanmar
Sierra Leone
Passengers arriving from these destinations, irrespective of vaccination status, will be required to self-isolate in a managed quarantine hotel, provide a valid notification of a negative test result prior to travel and take a test on day 2 and 8 after their arrival.
All arrivals into the UK must continue to complete a passenger locator form.
As health matters are devolved, the devolved Administrations will confirm their respective positions in due course.

Commons ChamberTransport decarbonisation is a dull way of describing something much more exciting and far-reaching, because transport is not just about how we get around. It is much more fundamental, as it shapes our towns and cities and our countryside.
Today we are publishing our transport decarbonisation plan, the first in the world, a comprehensive yet urgent strategy to end transport’s contribution to climate change within the next three decades, showing global leadership as we prepare to host COP26 in November.
It is not about stopping people doing things; it is about doing the same things differently. We still want to fly on holiday, but it will be in more efficient aircraft using sustainable fuel. We will still drive our cars on improved roads, but increasingly with zero emissions. And we will still have new development and additional housing, for example, but through more careful planning we will not be forced into high-carbon lifestyles.
We know the world is running out of time to tackle climate change. Unless we take decisive and radical action now, it will soon be too late to prevent catastrophic damage to our planet, which will also threaten our security and our prosperity. At the same time, terms such as “decarbonisation” and “net zero” seem abstract to many people. This plan argues that transport is not just how people get around but it influences our living standards and, in fact, our whole quality of life.
Transport can shape all these things, for good or for bad. Bad is traffic congestion and pollution, which also contribute to climate change. Indeed, transport is now the single biggest contributor to UK greenhouse gas emissions. Decarbonisation is not a technocratic process; it is how we fix some of that harm. It is how we make sure that transport shapes the country and the economy in ways that are good. It is about taking filth out of the air and creating better places. It is about a second industrial revolution, creating hundreds of thousands of green jobs in places that were the cradle of the first.
Driving all this will be the consumer making greener travel choices informed by better data. The Government will work with industry to meet our carbon budgets and to keep this green transport revolution on track.
What is exciting about the plan is that for the first time we have an opportunity to decarbonise transport without curtailing our freedoms. It will not stop us driving, commuting to work or going on holiday, but we will be using zero-emission cars, motorcycles and trucks. We will be travelling in zero-emission trains, ferries, buses and coaches. We will be cycling and walking much more, and we will be flying in more efficient aircraft, using sustainable aviation fuels.
I accept that, even a few years ago, the vision that we are setting out today would have seemed over-ambitious, but such is the progress that we are making in this country in technology and engineering, in building momentum for the net zero challenge ahead, and in showing real political leadership for the biggest challenge in our lifetime that we can now commit to a bold strategy to help wean transport off fossil fuels and reach net zero in under 30 years. We have already announced that the sale of new cars and vans powered solely by petrol or diesel will cease in 2030, and that all cars and vans will be fully zero emission at the tailpipe by 2035—a commitment that would not have been deliverable while we were a member of the EU, because our own type of proof of framework would have breached the single market had we tried.
To underpin these phase-out dates, today we have published our 2035 delivery plan, which sets out the investment and measures from Government to deliver mass ownership of zero-emission cars and vans. We have published a Green Paper, one of 10 documents that sit alongside the transport decarbonisation plan, which shows our new road-vehicle CO2 emissions regulatory framework, which will be ambitious in decarbonising road transport and tailored to the UK’s needs. This could include a zero-emission mandate for manufacturers, so that they sell an ever-increasing proportion of zero-emission vehicles before they can sell any others.
The decarbonisation plan goes further still. With a commitment to consult on a world-leading pledge to phase out sales of all new non-zero emission road vehicles, from motorcycles to heavy goods vehicles. We believe that that should be from 2040 at the latest, and it is a massive step towards cleaning up road transport altogether. By doing so, we will remove the source of more than 90% of our total domestic transport emissions. We will go further, creating a net zero rail network by 2050 and replacing all our diesel-only trains by 2040 with super-clean technologies such as hydrogen. Hundreds of electric buses are already operating in many UK cities, but soon that will be thousands, which will benefit not just urban areas but the whole country. Remote and rural areas that have not always been best served by such changes in the past will see the benefits this time.
Completely clean buses will form the backbone of our local public transport system, and we will continue to work with industry to roll out a national electric vehicle charging network as I announced at the Dispatch Box. Nearly 25,000 public charging devices have already been installed, including more chargers for every 100 miles of major, key strategic road than any country in Europe. That will include smart vehicle charging to reduce energy bills when demand for electricity in the system is at its lowest. Something that will also benefit will be the Government’s fleet of 40,000 vehicles, which we aim to make fully electric by 2027.
We will consult on phasing out sales of new, non-zero-emission-capable domestic ships too, and we will be a hub for green air travel. Today, we have launched a consultation that sets out how we will deliver net zero aviation by 2050, working with the Jet Zero Council with a target to achieve zero-emission transatlantic flight within our generation. If that seems more like science fiction, it is interesting to know that we have already flown the world’s first zero-carbon hydrogen aircraft at Cranfield airport in Bedfordshire. It took a 20 minute flight—another world-first for Britain.
We will support and incentivise green development by aligning billions of pounds of infrastructure investment with our net zero programme. This includes the billions we are investing to build a thriving electric supply chain, to secure gigafactories here in the UK, to create more efficient aviation engines, lighter planes and sustainable fuels and to develop clean freight transport. Just as green transport will not stop us travelling, it will not hold back industry either. In fact, it will open up unparalleled opportunities for new jobs and enterprise. In recent weeks alone, we have seen both Nissan and Vauxhall commit to massive investments in electric vehicles and battery production in Sunderland and Ellesmere Port. This is the modern-day equivalent of the early investment in our railway 200 years ago or, indeed, in our fledgling motor industry a century later. What we are seeing here is the start of a second greener industrial revolution, which, just like the first, will be driven by transport, but this time delivering triple the benefits: for our economy, for jobs and for the future of our planet.
But we cannot simply rely on technology. Nor can we believe that zero-emission vehicles will solve all our problems, because they will not, especially in meeting our medium-term targets for the 2030s. The pandemic has provided a chance to rethink how we travel and how we do public transport. In fact, we have already seen a 46% increase in the number of road miles being cycled last year, the biggest increase since the second world war. Cycling increased more in a single year than in the previous 20 years put together. With £2 billion of new funding, more than 300 cycling and walking schemes are being delivered, and many more are on the way. We have also pledged £3 billion to revolutionise local buses in England outside London, with London-style cheap flat fares and integrated ticketing. And of course we are creating Great British Railways, to bring the railway network back together and make it easier for people to travel by train. We want to make public transport, cycling and walking the natural first choice for all who can use them.
The year 2050 may seem like a long way into the future, but it is just 29 years away. That is why the pace of change will be unparalleled, and why this new decarbonisation plan is a landmark in the evolution of the way we do transport in this country. We are the first country in the world to do this, taking a firm leadership position as we host COP26 later this year in Glasgow and going from being part of the climate change problem to a major part of the solution. That is the transformation we must deliver by 2050, and that is the transformation we will achieve with this transport decarbonisation plan. I am placing a copy of the plan in the Library of the House, and I commend this statement to the House.
I thank the Secretary of State for giving me advance sight of his statement. We have not yet had the joy of reading the plan, although I look forward to seeing it later in the Library when I get pointed towards the fiction section, as with most of the strategies produced by the Government recently.
We are, I hope, coming through the covid-19 pandemic, but we cannot forget that we are still in this climate emergency, and nor can we miss the opportunity to kick-start a new green economy built on decent, well-paid, highly skilled jobs. With transport now the largest contributor to UK emissions, this should have been the chance for Ministers to set out an ambitious plan that would really lead the way, ahead of COP26—not warm words or reannouncements but a real plan to support aviation, maritime, rail, freight and local public transport alongside active travel.
This climate emergency required urgent action many years ago, but after a decade in office, I am afraid this Government have been found wanting. In the time they have been in office, the number of petrol and diesel vans has rocketed by 1 million. That means more polluting vans on our roads, and much of that increase can be attributed to last-mile courier delivery vehicles. The Government have been silent on an approach to dealing with that. Under these plans, the Government will treat the likes of Amazon, which has boomed during the pandemic, no differently from the self-employed builder who will take their van at the start of the job and often leave it parked outside the house until the job is finished. There will be no differentiation at all between those different uses.
Today the average age of a van on the road is the oldest since records began. Nearly 1 million vehicles on the road are more than 13 years old, yet there is no van scrappage scheme, let alone one for cars. All we have on offer is that the Government have committed to do what they should be doing already, which is to electrify the entire fleet of Government cars and vans by 2027, but how can we trust them to deliver on that promise when their Department for Transport has managed to fully electrify just 2% of its fleet? There is nothing to support backing Britain in the future and the economy by making and buying more vehicles here, as championed by the shadow Chancellor, my hon. Friend the Member for Leeds West (Rachel Reeves).
The Secretary of State knows that smart electric vehicle charging points are important, but he also knows that there is a woeful lack of them across the country. The Government must be ambitious, but they must also genuinely make sure that the investment reaches all parts of the country. Westminster has 390 charging points per 100,000 population, compared with just 5.1 per 100,000 for people in Wigan. There are more charging points in London than in the whole of the north of England and the whole of the midlands combined, so the investment is not being levelled out in an equal way. Where is the plan to accelerate that and to make sure that every part of the country gets its fair share? Although the Secretary of State mentions the zero-emission vehicle mandate, it is only nodded to. There is no strong commitment and no firm plan in place to achieve that.
Aside from the environmental emergency, there is also a clear health emergency. Forty thousand people a year die from air pollution-related illnesses, so we must be leaders in modal shift away from private cars and ambitious on investment in active travel, yet the Government have overseen a reduction of thousands of bus routes. At the same time, ticket prices have rocketed on buses and trains. The Government have not delivered even a single one of the 4,000 green buses that they have repeatedly promised, and even if they were to deliver on that promise, it is a drop in the ocean and would not address the remaining 20,000 buses that will not be replaced under that scheme.
Beyond the bus, the Secretary of State talks about long-promised money for cycling, but when will that money be spent? Will we be here next year hearing the same re-announcement? Unless would-be cyclists feel safe, they will not make that shift. The Government’s own survey reported that 66% of those who responded said that the roads were too dangerous for them to consider cycling on.
Moving on to aviation, the Secretary of State wants to get to net zero international aviation emissions by 2050 and 2040 for domestic flights. Why, then, is his Department planning to cut air passenger duty on those same flights rather than having a targeted sectoral deal to have very firm commitments to decarbonisation built in? As usual, we will get more Jet Zero Council consultations and more meetings will come through the pipeline, but where is the action?
The list goes on and on and on, including the failure to deliver on a genuinely flexible season ticket to get commuters back on our trains. Instead, we see a £1 billion cut from Network Rail’s infrastructure budget and, at the same time, fares for passengers are increasing all the time.
We were promised an ambitious plan to lead the world ahead of COP26. If that was the test, I am afraid the Government have failed.
I am afraid that we have been here before a couple of times of late, and I understand the difficulty for the hon. Gentleman. He freely acknowledges that he has not actually seen or read this document, yet he has a stream of criticism for what is inside it, which I find extraordinary. Rather than taking in what I thought was a quite detailed statement, so that he could hear all the various different points, instead he read from the pre-ordained script, which claimed that none of the things that we were doing was really happening.
Let me remind the House, therefore, what has actually happened. The hon. Gentleman says he does not think we have been moving fast enough. Let us just check the record. While Labour was in power, it delivered 63 miles of electrified track. In just the last three years, under this Government, we have done 700 miles. He points to a lack of charging, although I announced at the Dispatch Box a couple of weeks ago—and I commented on this in my speech—that there are 25,000 public chargers.
I should also say that there are a couple of hundred thousand private chargers on top of that. I am sorry to hear that Wigan’s Labour council does not have enough charging points; I will ensure that I contact the council this afternoon, on the hon. Gentleman’s behalf, to make sure that it applies for the grants that are available so that we can sort that out for residents in Labour Wigan forthwith.
The hon. Gentleman mentioned zero emission vehicle mandates; I am pleased that it sounds as though there is some agreement on them. The decarbonisation plan discusses mandates and we have launched a consultation today. I hope the hon. Gentleman will agree that we cannot simply spring something as important as a zero emission mandate on the entire sector; we have to consult the sector first, so that consultation is being launched today.
Another nine consultations, technical documents or outcomes from consultations are being launched today alongside the plan, which I again invite the hon. Gentleman to read. I accept that he will not have done so at this time, but I think he will find that a lot of his concerns and criticisms are covered. For example, he asked where the 4,000 buses are; I have some good news for him, and it is not just that when one comes along there are three: there are 900 buses in production right now, and 50 are already on the road.[Official Report, 20 July 2021, Vol. 699, c. 5MC.] That puts us easily on track to meet our target to have 4,000 in production by the end of this Parliament. That is good news for the hon. Gentleman.
The hon. Gentleman mentioned the Jet Zero Council, and he is absolutely right. I make no apology for the Government meeting with academia and the sector. We have had our third main Jet Zero Council meeting and there have been dozens of sub-meetings of the technical working groups. What I hear is that the Opposition do not understand. Thanks to our Jet Zero Council work, we have already flown the world’s first hydrogen aircraft in this country. But it is not good enough for them; they still think we are not doing anything. I have some good news for the hon. Gentleman: that aircraft is being upsized to a 19 or 20-seater aircraft that will be flown shortly, so he will not have to wait long for more news on that front, along with the electrification of aircraft with the likes of Rolls-Royce and others.
I heard what the hon. Gentleman had to say about increasing rail usage, particularly coming out of the pandemic—it is a carbon-friendly way to travel—and I heard his party’s previous criticisms of the flexible season ticket. His stats, I am sure inadvertently, are completely dodgy. They failed to take into account the fact that anybody travelling two or three days a week would be at least 20% better off by comparison than if they bought a regular ticket or indeed a season ticket. I saw the hon. Gentleman’s YouTube video on the subject— I invite Members to watch it—and will write to him to explain chapter and verse why he was misquoting stats and information. I am pleased he reminded me of that because it gives me the opportunity to write back to him. For the purposes of clarity, I will ensure that I publish that letter for the whole House so that Members are able to judge the stats for themselves.
Lastly—I know that a lot of Members wish to speak—we are very proud of the transport decarbonisation plan, and I have mentioned the nine or 10 documents that back it up. An incredible level of detail has gone into that work. I ask: where is Labour’s plan? Where are its detailed plans? Where is the technical analysis? Labour has not read our plan and does not have one of its own, but all I ever hear is that Labour is still up for criticising ours.
When I was told that the Secretary of State had sent the final draft plan back because it was not ambitious enough, I harboured hopes that it might well be a serious plan to match the seriousness of our times. It would certainly require investment on a scale to which the Chancellor would not naturally be disposed. Sadly, though, from zero emission cars and buses to rail, maritime, active travel and aviation, the lack of ambition—certainly relative to Scotland—stands out.
Scotland aims to cut car use by 20% by 2030, and we will spend 10% of the transport capital budget on active travel. For the cars that remain, we have twice as many rapid charging points per head, with 60% of them free to use—a proportion three times higher than England’s 20%. Meanwhile, the UK Government have halved the plug-in car grant. Why will the Secretary of State not match Scotland’s ambition on car use? How does he think he will meet his EV targets with poor charging infrastructure and by reducing incentives, and without a scrappage scheme, while a substantial price gap between petrol and diesel cars and zero emission cars remains?
The pledge for 4,000 new buses represents only a 10th of the English fleet. Even now that the ZEBRA—zero emission buses regional area—scheme is finally in place, progress is glacial. By contrast, Scotland plans to remove half its diesel fleet by 2023 and has the equivalent of more than 2,700 buses already on order. Will the Secretary of State confirm when the 4,000 buses will actually be delivered under the current scheme and when the next scheme will begin?
The Secretary of State aims to decarbonise rail in England by 2050, which is 15 years after Scotland aims to do that. Scotland has legged away in a programme of rolling electrification. The Transport Committee recommended a similar programme for England, so will the right hon. Gentleman commit to such a programme matching Scotland’s pace? If so, when will the first schemes be announced?
For decarbonising the maritime sector there is only lip service, but I will try to end with consensus on aviation—something we agree is difficult, and in which hydrogen, alongside sustainable aviation fuels, will play a leading role. Again, Scotland leads the way, with Government investment in decarbonisation programmes and plans for electric and hydrogen test flights, working with partners such as ZeroAvia and Loganair. That is part of our ambition to make the highlands and islands the world’s first zero emission aviation region by 2040. We have a leading position in hydrogen aviation technology, but we must increase investment to ensure we stay that way.
I am always keen to work across the House, wherever we agree, including on that last point about aviation and, indeed, the number of car chargers in Scotland. That is all good, but I cannot understand why the hon. Gentleman is talking about the success of the car charger roll-out while also being anti-car and saying that he does not want people to use a car, or even electric vehicles that are green. I do not understand how he can be proud of both points at the same time.
My main point is that he comes to the Chamber quite often, either remotely or in person, and he sings the praises of the Scottish Government. I therefore thought I would check the facts for the clarity of the House, and time and again, the SNP Government have missed their own statutory target for reducing emissions. That was not for one or two years; it is now for the third year in a row.
I warmly welcome the strategy outlined by my right hon. Friend. Will he reassure rural constituents such as mine in North Devon, where there are fewer buses and longer journeys for even basic amenities, that they will not be left behind?
Yes indeed, and the bus strategy included £3 billion to do a number of things, including getting to a London-style service for other parts of England, and the rural bus strategy. We are currently trialling that in 17 different areas, and my hon. Friend’s area will benefit from the outcome of that work. Her work in championing the bus network for her constituents is welcome, and it will pay dividends.
The Restoring Your Railway fund and the £3 billion bus back better strategy are both vital to levelling up in Stoke-on-Trent North, Kidsgrove and Talke, following decades of local bus and rail decline. Does my right hon. Friend agree that by reopening the Stoke to Leek line, providing access for upgrades at Longport railway station, and ensuring that Stoke-on-Trent secures a major piece of funding to improve our services and roadside infrastructure, we can reduce emissions in our fantastic city?
Nobody—perhaps apart from the other two Stoke MPs—does as much to promote the interests of everybody in Stoke as my hon. Friend, and the Stoke to Leek line is something to be passionate about. I know he has put in a bid to the Restoring Your Railway fund, which will come to a conclusion this summer. I wish him every success in that competition so that we can make active travel as well as railway lines the first choice for everybody in his city.
I looked for a copy of the plan online this morning, but alas I was unable to find it. I see it now, but it is tantalisingly out of reach. I do not know whether to believe what I saw in the press release this morning about the Government’s commitment to achieve net zero aviation in this country by 2040. I saw no mention of that in the statement, but if that is the Government’s commitment—as I say, I do not know—it is not clear that developments in aviation will help us to reach a net zero aviation industry by 2040. I have been speaking to businesses that are doing incredible work on hydrogen aviation, and I am excited about the possibilities. However, if we are aiming for 2040 net zero aviation, there must be a combination of technological development and flight reduction; otherwise, it will not be possible. On that basis, will the right hon. Gentleman confirm that reducing flights will form part of the plan—if it is a plan—to get the country to net zero aviation emissions by 2040, and will he therefore act decisively to stop expansion at Heathrow?
These are good questions. I just point out that the written statement was circulated to the House at 7 am this morning. It does indeed confirm that the plan is for domestic aviation to reach net zero by 2040. The hon. Lady rightly asks a list of questions about whether that is possible. I point out to the House that, with transport itself accounting for perhaps 27% to 30% of total CO2 emissions, roads account for 90% of that 27% and the aviation sector 1.2%, which is a small sliver, but a very difficult bit to decarbonise. Therefore, the answer to her question is emphatically yes, because I have been working with the Jet Zero Council over these recent months. We will, for example, have planes for VIPs returning from COP26 with the offer of sustainable aviation fuel to take them home. That is in 2021. We have until 2040 to develop some of the other great plans, including hydrogen and battery technology. So, yes, I am confident that we can get there and it is very much included in the plan.
I welcome the Secretary of State’s shiny new plan. I, too, hold a shiny new plan from the midlands engine: a 10-point plan for green growth released this month. Point 2 is about net zero transport. I am proud that, as a midlands MP, the midlands has an automotive industry that employs 293,000 people and 16 of the world’s top 20 automotive suppliers. Will he meet me and people from the midlands engine to discuss how Bosworth, Leicestershire and, indeed, the country could benefit from both our plans?
I pay tribute to my hon. Friend for the work that he has been doing with the midlands engine, and I thank him for welcoming the plan as well. I think it would be a great idea if we were to meet up with the Under-Secretary of State for Transport, my hon. Friend the Member for Redditch (Rachel Maclean), to discuss exactly that.
I thought the Secretary of State must have been reading Labour’s manifesto, in which we set out a comprehensive, sustainable transport plan.
I want to ask about the infrastructure that this Government are building, because we need good infrastructure to see that modal shift and to ensure that transport is not polluting our urban centres in particular. May I ask the Secretary of State why London North Eastern Railway and Network Rail are building 1,297 new car parking spaces in the centre of York? Moreover, on the York Central site, which is owned by Network Rail, a further 2,600 parking spaces are being built, which will suck congestion and pollution into the heart of my city. Will he meet with me to discuss this matter?
I hesitate to mention this, because I do not want to embarrass the hon. Lady, but she talks about our reading from Labour’s manifesto, and I can assure her that that is not the case. It was, of course, an “utterly unachievable” manifesto when it came to net zero. Those are not my words, but the words of the GMB union at the time.
We are not anti-car. I cannot get this across enough. We are investing £27.4 billion in building roads. We believe that not just cars but buses and bicycles require roads to get around. We want those roads to be of good quality. We want to reduce the congestion and therefore reduce the environmental damage as well. Quite simply, we are not anti-car. I know that York will have many different attributes, next to that fabulous York National Railway Museum, which I enjoy visiting so much. Who knows, one day York might be home to Great British Railways.
I commend the Secretary of State for today’s announcement. Does he agree that it is the work of business that is providing the solution to these problems, from the fabulous endeavour and effort going into the Jet Zero Council to Electric Avenue, at that former fount of petrol heads that the Under-Secretary of State for Transport, my hon. Friend the Member for Redditch (Rachel Maclean), visited last week to see the new array of electric vehicles that are coming. Finally, does the Secretary of State also agree that it is such a great shame that the hon. Member for Brighton, Pavilion (Caroline Lucas) is not in her place today to hear about the fabulous solutions to these problems?
I pay tribute to my hon. Friend for his work as the UK’s net zero business champion, promoting all these causes. He is absolutely right—I have not been to Goodwin, but yesterday I went to Bedford to see a Formula E car, which is an electric racing car. The technology is moving in about 18 months from the cars to, for example, the Nissan Leaf that I stood next to. It really is a tremendous transfer of technology from one to the other. I think that all his work in encouraging us along, working hard to push for the jet zero, the net zero, the car zero, is doing a fantastic job and holding us on the road to zero.
The Secretary of State is certainly in Duracell bunny mode today. I share the concern of the shadow Transport Minister about the lack of focus in making transport vehicles in Britain. The Minister talked of new buses, but will the hydrogen-powered buses come from Northern Ireland and the electric-powered ones from Scotland and Leeds, or will the British taxpayer once again be subsidising jobs in China and Europe? That is quite apart from trains, cars, vans and trucks. The Government are a massive customer, so will he use that buying power to boost British industry and support British workers?
I welcome the Secretary of State’s statement, but in this day and age it is wholly unsustainable for Shrewsbury to be serviced by diesel trains, and at the last general election I promised many young people that I would campaign for the electrification of the line between Shrewsbury and Wolverhampton. He will be pleased to know that all the MPs between Shrewsbury and Wolverhampton support that vital investment. We are getting great support from Midlands Connect; Mr Paul Butters and others are being very helpful. The electrification of the line would not only massively reduce journey times between Shrewsbury and our regional capital of Birmingham, but massively reduce carbon emissions. So will the Secretary of State join me and support our campaign to ensure that that vital link between Shrewsbury and Wolverhampton is finally electrified?
I congratulate my hon. Friend on his doughty campaign for the electrification of the line from Shrewsbury to Wolverhampton. I know that he has met the Rail Minister, my hon. Friend the Member for Daventry (Chris Heaton-Harris), to discuss this subject and I look forward to seeing further progress. I mentioned that we had done 700 miles of electrification in just three years—over 1,100 since we came to power—and I hope that it is coming to him soon.
As the Secretary of State outlined in his statement, electric vehicles will be key to decarbonisation. What steps is he taking to address concerns about the vulnerability of charging networks to attacks by hackers?
That is an excellent question. I have been speaking to the energy infrastructure, not only to make sure that it is secure against hackers, but also that we are able to ensure provision, as the number of people buying electric cars continues to increase. It is worth mentioning that one in seven people who bought a car this year bought a car with a plug on the end of it, effectively, so electric vehicles are being used in ever-greater numbers. The question of electricity security, and all our infrastructure security, is also wrapped up in the good work that happens throughout government, and I will ensure that I press the hon. Gentleman’s point home as we have those further discussions as well.
I, too, warmly welcome the statement and I look forward to digging in to the plan later. May I pick up on a point around HGVs, because they are incredibly polluting? I have many constituents who live alongside the M25 and the M3, where that is an issue, and they warmly welcome the consultation process in terms of trying to decarbonise HGVs and buses and stop that pollution.
Sustainability has to be sustainable, so I can see why there is a need for consultation to ensure that it works and that we do this properly, but as a result of the consultation, will my right hon. Friend really try to push forward as quickly as possible in getting diesel, getting HGVs, off the roads, decarbonising them and making a huge difference to my constituents, for whom that cannot come soon enough?
A small but important sub-clause to my announcement that we will be consulting to outlaw the sale of diesel HGVs by 2040 is that by 2035—five years earlier—we will already have done that for lorries up to 26 tonnes. A 26-tonner is a very considerable size of lorry, so my hon. Friend’s prayers may well be answered much sooner than he fears.
Poor air quality caused by congestion causes health problems and costs lives. This is a particular problem for my constituents in the village of Galgate, which has the A6 running down the middle of it. Will the Secretary of State look favourably on plans to reconfigure junction 33 of the M6 to create a bypass for the village? Regardless of that, there will still be buses running through the village. I note that the Secretary of State said that some zero-emission buses were in production, but does he admit that his target of 4,000 is unambitious, when that represents only about one tenth of the English fleet?
The hon. Lady will be pleased to hear that, if anything, we are ahead of schedule on the bus target, with 900 already on their way—in production—so I hope that we can go even further.[Official Report, 20 July 2021, Vol. 699, c. 5MC.] Our £3 billion bus strategy is by far and away the largest for generations, and I look forward to it helping her constituents. I will certainly mention her point about junction 33 of the A6 to the Roads Minister and ask her to come back to the hon. Lady.
I welcome my right hon. Friend’s statement. Decarbonising our roads will be greatly assisted if we transfer more freight to rail. What progress is being made on delivering an east-west rail freight corridor from the Humber ports across to Liverpool and the west coast ports? As well as being a boost to the economy of my constituency, that would result in a massive reduction in HGV movements on the M62, resulting in less congestion and the accompanying pollution.
I am very excited about the opportunities to take traffic from ports and put it on to rail. It is known as intermodal, because it requires the delivery of gauge capacity enhancements in order to make that flow. We are spending a lot of time on getting containers, biomass and the like to operate on the trans-Pennine routes, principally between the west and east coast ports of Liverpool, Immingham and Hull, and Tees inland terminal. We are working very hard on exactly my hon. Friend’s suggestion, as we recognise that it can take a lot of traffic off the roads.
Key to the successful decarbonisation of transportation will, of course, be the availability of sustainable fuels. In that regard, in Aberdeen the Scottish Government and the local authority have put their money where their mouth is and backed Scotland’s first commercial at-scale hydrogen production and distribution facility. Sadly, the UK Government have not committed a single penny towards the Aberdeen hydrogen hub. In that regard and in good faith, can I ask the Secretary of State whether he will review that decision—with a view, of course, to opening the cheque book and backing Aberdeen’s renewable future?
I am pleased to say that we have in many senses backed this, because we are of course ensuring that the consequentials from all our decisions, including decisions on the decarbonisation of transport, are made in such a way that the Government in Scotland are able to benefit from them. As I mentioned earlier, it is very good to work closely together on these things. Perhaps in that spirit, I can ask the hon. Gentleman to press the Scottish Government to ensure that they reach their statutory requirements to deliver carbon cuts over the next few years as well.
Does the Secretary of State agree that to tackle climate change, we need to decarbonise—not demonise—cars, vans and taxis? With that in mind, will he talk to the Mayor of London about dismantling some of the schemes that have unjustifiably removed access to those vehicles to so many of the streets of central London?
My right hon. Friend is absolutely right about our stance. We are not against the car. We want people to have access to cars; indeed, in rural areas they are often the only way for people to get around, although obviously we want to improve bus services and the rest of it. We intend to carry on investment to make sure that cars can run without damaging people’s health and the environment. That makes sense.
I am afraid that too often the Mayor of London gets the wrong end of the stick with all this. He seems to spend his time working out new ways to introduce boundary taxes and the like to try to charge people who are not his constituents for the cost of running his administration in London. It is not on.
The Secretary of State probably will not know that I am very much involved in the Optimised Waste Logistics group and the Westminster Commission for Road Air Quality, but does he know, as I do from consultation with the industry, that the people in it think the report is not ambitious enough? Since the report was leaked, or came out, they have had a good idea what is in it, but they want to move much faster. The technology is there, especially for heavy goods vehicles, which are 4% of the wheels on the road but 25% of the pollution. The industry is saying to Ministers, “We can do it faster.” Hydrogen technology is far more advanced than the Secretary of State has been saying today. If he gives industry the nod and the incentives, it can deliver much better targets than 2030 or 2040.
I welcome the hon. Gentleman’s enthusiasm for this agenda and his work on logistics and clean air. As far as I am aware, this is already the world’s most ambitious plan to decarbonise the transport economy. He will be pleased to hear that I will say more about experimentation with things like hydrogen trucks and electrifying trucks, not just with internal batteries but potentially with overhead wires.
I hope he will agree that rather than coming here today to spring an announcement on the HGV sector, it is absolutely right that we make it clear we have a plan and that we then consult on it. That is why Logistics UK, which is far and away the largest haulier logistics representative organisation in the UK, has said that the plan gives
“confidence and clarity on the steps…on the pathway to net zero”.
I warmly welcome my right hon. Friend’s statement. Will he go further on what we will do to ensure a sustainable maritime fleet, for example by ensuring that around our coastal communities there is opportunity for plug-in processes for boats and ships, particularly for fishing around our coastal waters? In the long-term, will he look at alternative fuels that can power the long-distance fleets?
That is very much at the forefront of our mind; I thank my hon. Friend for his comments and for welcoming the statement. We already have plans in place to challenge stakeholders to agree a course to zero in maritime by 2050. The UK has a very rich maritime history. The International Maritime Organisation is based in London, although it is a UN organisation, and we have been working closely with it on developing the shipping route to zero. We look forward to a lot more developments in the area, and I look forward to working with my hon. Friend on them.
We know that the aviation industry has had a very difficult year and that the best way to build back better is to ensure investment into building planes that are greener, cleaner and quieter. Does the Secretary of State agree that for a future that benefits public health, his Department must prioritise reducing noise pollution from major flight paths? It is a real concern for many of my constituents, who live under two flight paths. Will he meet me to look at the issue?
I absolutely agree that reducing noise pollution is critical. We are doing it in several ways. We have just passed legislation that redesigns airspace management and enables aircraft to take off on a steeper climb and come down on a steeper descent, which will help to reduce the noise footprint.
The hon. Lady is also right that as we decarbonise, we will have engines that are not necessarily jet engines, which are notoriously noisy. New technologies are leading to much quieter aircraft. I look forward to working with her and her constituents on the issue. I am very happy to set up a meeting for her with the aviation Minister—the Under-Secretary of State, my hon. Friend the Member for Witney (Robert Courts), who is an expert in the area—to discuss the matter further.
I strongly welcome the range of measures being taken to decarbonise transport. However, in the highly rural areas of my constituency, in some cases there is simply no practical alternative to car use. While the cost of electric vehicles remains prohibitive for many, and as yet there is no infrastructure for charging points locally, many constituents are concerned that they may end up being financially penalised despite having no alternative. What assurances can my right hon. Friend provide that my constituents’ needs and finances have been fully taken into account as we work towards finding solutions for the decarbonisation of transport?
Reassuringly for my hon. Friend, £1.8 billion is the answer: £582 million for plug-in vehicle grants towards her constituents’ needs and £1.3 billion for the roll-out of that charging infrastructure. Often, we seem to have this discussion in abstract, because we do not acknowledge that there are a couple of hundred thousand people charging their vehicles from home, as we get to the point where there are more charging locations than petrol stations. Our job is to ensure that there is sufficient on-street parking and charging locations.
We have some fantastic technology, including wireless technology, which we are trialling, to ensure that cars can charge up even as they drive, and certainly as they are parked. I also point my hon. Friend to the national bus strategy, which could assist in her area. Where buses have not run before, we would like to get them running regularly enough that people have further alternatives.

Written StatementsTransport decarbonisation is a dull way of describing something much more exciting and far-reaching.
Because transport is not just how you get around. It is something that fundamentally shapes our towns, our cities, our countryside, our living standards, our health, and our whole quality of life.
The Transport Decarbonisation Plan that will be published today, the first in the world, is not about stopping people doing things: it is about doing the same things differently. We will still fly on holiday, but in more efficient aircraft, using sustainable fuel. We will still drive on improved roads, but increasingly in zero emission cars. We will still have new development, but it will not force us into high-carbon lifestyles.
Transport is the largest contributor to UK greenhouse gas emissions (GHG), with road transport alone accounting for almost a quarter of our total emissions in 2019. We must deliver a step change in the breadth and scale of our ambition to reduce transport’s GHG emissions to reach net zero. In March 2020, “Decarbonising Transport: Setting the Challenge” committed to bring together a transport decarbonisation plan to deliver transport’s contribution to carbon budgets and net zero across all forms of transport.
The plan published today is genuinely high ambition—technically and feasibly—for all areas of transport and notes that decarbonisation will rely, in part, on future transport technology, coupled with the necessary behavioural and societal change. Because of the pandemic, we are already seeing some of these changes in behaviour happen much faster than expected. We have seen homeworking change traditional commuter and leisure trips, video conferencing has changed business travel and we have seen a rise in cycling and walking all of which could save thousands of tonnes of carbon themselves.
In the 16 months since March 2020, we have published ambitious policies to transform England for cycling and walking with an investment of £2 billion and more than 300 cycling and walking schemes already being delivered. We have published plans to fundamentally reshape our bus network along public service lines and have created Great British Railways to make services easier to use, to grow the network and build on the huge acceleration of electrification we have already seen since 2010.
The commitments set out today include linking local infrastructure funding to solutions that cut emissions—aligning that investment to our net zero programme, improving public transport, increasing support for active travel so mass transit and cycling and walking play a bigger role than ever, a net zero rail network by 2050, net zero domestic aviation emissions by 2040 and leading the transition to green shipping.
The plan also sets out a world-leading pledge to consult on the end of sale of all new, non-zero emission road vehicles by 2040 at the latest.
As a major step towards that, alongside the plan we have published a consultation on phasing out the sale of all new non-zero emission heavy goods vehicles (HGVs) by 2040, demonstrating our commitment to tackle the second largest source of domestic transport carbon emissions and furthering our ambition to decarbonise UK roads.
This comes with a Green Paper, which will set out options for a new regulatory framework requiring vehicle manufacturers to improve the efficiency of new road vehicles. This will allow us to meet our phase out ambitions whilst creating new jobs for the automotive sector and delivering certainty to drivers.
To underpin our petrol and diesel phase out dates and help achieve them, we are also publishing a 2035 Delivery Plan today. This plan brings together all of our committed funding streams and measures for decarbonising cars and vans, from across Government, into a single document. It outlines the key timelines, milestones and how we will monitor progress towards our commitment to deliver mass ownership of zero emission cars and vans.
Leading by example, our decarbonisation plan will increase the level of ambition for the whole central Government fleet, moving the target date for the 40,000-vehicle fleet to be fully zero emission forward to 2027.
Today we are also publishing the Government’s response to the Electric Vehicle Smart Charging consultation. The response commits to laying legislation later this year to ensure that all private EV charge-points meet smart charging standards. The transition to EVs is central to Government’s net zero commitment but will also increase demand on the electricity system. Smart charging can help mitigate these impacts. This legislation will play an important role in driving the uptake of smart technology, which can save consumers money on their energy bills.
We also intend to tackle the challenges of decarbonising the aviation and maritime sectors head on. Today, we are also launching a Jet Zero consultation that commits the aviation sector to a net zero emissions target by 2050 and sets out our approach and principles to achieve this. The consultation focuses on the rapid development of technologies in a way that maintains the benefits of air travel and maximises the opportunities that decarbonisation can bring for the UK.
The decarbonisation plan sets out further commitments for our maritime sector, establishing our ‘Course to Zero’, consulting on how we get more ships plugging in to our decarbonised grid, exploring how we phase out emissions from vessels, and considering how we take advantage of the UK’s strengths in the maritime sector to support growth in green technology and shipbuilding,
The Government are also publishing their Rail Environment Policy statement, which will set the direction for the rail industry on environment issues and inform the forthcoming sustainable rail strategy. The document will look at traction decarbonisation, air quality, decarbonising the rail estate and a range of other environmental-related issues on the railway, including biodiversity and waste.
This suite of announcements marks a major leap forward in delivering ambitions to decarbonise transport and we are the first country in the world to do this, taking a firm leadership position as we host COP26 later this year.
The plan is ambitious, consumer friendly and world leading. It will create economic growth, new industries and jobs and help us build back better and greener.

Commons ChamberI do not underestimate for a second just how difficult the last 16 months have been for those who have not been able to travel to see their families, for travel and tourism and for the aviation sector itself of course, and no Minister, let alone the Transport Secretary, would ever want to curtail our freedom and ask people not to travel, but protecting public health has rightly been, and will continue to be, the overriding priority of this Government, which is why we introduced some of the toughest border measures in the world.
However, thanks to our brilliant vaccination programme, we are now in a position where we can start to think about how we live with coronavirus, while returning life to a sense of normality. Last week, I said at this Dispatch Box that the Government intended to ease restrictions on fully vaccinated travellers returning from amber list countries. I am now pleased to be able to provide more detail.
As one of the world’s most vaccinated countries, we must use these advantages to restore many of the freedoms that have been necessarily lost over recent months. So I can confirm today that from 19 July UK residents who are fully vaccinated through the UK vaccine roll-out will no longer have to self-isolate when they return to England. They will still be required to take a test three days before returning—the pre-departure test—demonstrating that they are negative before they travel and a PCR test on or before day two, but they will no longer be required to take a day eight test. In essence, this means that, for fully vaccinated travellers, the requirements for green and amber list countries are the same. To be clear, a full vaccination means 14 days have passed since someone’s final dose of the vaccine. It is also important to note that health matters are devolved, so decision making and implementation may differ across UK Administrations. We will continue to work with the devolved Administrations to ensure we achieve our shared objectives of a safe, sustainable and robust return to international travel.
The change I am announcing today will prioritise those vaccinated in the UK. However, as I made clear last week, we want to welcome international visitors back to the UK and are working to extend our approach to vaccinated passengers from important markets and holiday destinations later this summer, such as the United States and the European Union. I will update the House in due course on how we approach vaccinated individuals from other countries.
When I highlighted the potential policy to the House last week, I explained that we needed to take some additional time to look at the evidence on children, who will not, of course, have been able to benefit from vaccines, and how they will be treated. I can tell the House today that children under 18 returning from amber list countries will not have to isolate on their return, nor take a day eight test. Children between the ages of five and 10 will only need to take a day two test. As before, children aged four and under will be exempt from all testing and isolation requirements. I know this was a big concern of families. After working with scientists and public health experts, I am delighted to be able to offer that reassurance today.
The success of our vaccine programme has been aided by those selflessly creating the great benefits for society and for the rest of the world by being part of the clinical trials, without which we would not have this vaccine programme. We committed to ensuring they are not disadvantaged as a result of being part of those trials, and I am delighted to announce that those on approved clinical trials in the UK will also not need to self-isolate, or take the day eight test after arrival from an amber list country. Passengers will need to prove their vaccination status, either through the covid pass, which is available on the main NHS app, not the covid app, or via the accessible letter, which can be obtained by calling 119, for those without access to smartphones. Passengers returning to England will be asked to include their vaccination status on their passenger locator form if they wish to benefit from the exemption to self-isolate. Transport operators and carriers will be required to check a passenger’s proof of being fully vaccinated before they are able to get on the form of transport.
The Government have been working closely with international partners on restarting international travel safely through certification. I am pleased to announce to the House today that more than 30 countries and territories are now recognising vaccine certification as part of entry requirements, and either accepting the proof of vaccination letter or the NHS app. We will continue to increase that number, so that the NHS app becomes the natural default. Passengers should of course check Foreign Office travel advice to understand the latest entry requirements and covid-19 rules at their destination.
We know that travel is important and that many people have not been able to travel for the last year and a half. This is not, of course, just about holidays, eager as we are for time in the sun; it is also about reuniting families who have been apart throughout the pandemic. It is about helping businesses to trade and grow and supporting the aviation sector, which hundreds of thousands of jobs rely on. The Government have backed that industry through £7 billion of support through this pandemic. As they tell me, the support is of course very welcome, but the only way to actually recover is to allow them to fly and for travel to resume again.
That is why I am also pleased to announce that, from 19 July, we will remove the guidance that people should not travel to countries on the amber list. That means that people will be able to travel to amber list countries for leisure and business and to see family. I am sure the whole House will welcome that development and our approach to international travel.
However, I want to be clear that, as we begin to ease restrictions, travel will not be the same as it was in, say, 2019. People should continue to check Foreign Office travel advice and, where possible, travel outside busy weekend times. Importantly, they should expect that their experience at the border will be different, because longer waiting times will be necessitated by the risks, even as we introduce and expand the range of e-gates available to read the passenger locator forms. Public health remains our key priority, which is why we will not make any changes to requirements applying to those arriving from countries on the red list, even where they are fully vaccinated.
The measures I have announced today have been designed in close co-operation with my right hon. Friend the Health and Social Care Secretary, along with medical and scientific experts, to ensure we can continue to minimise the risk of new variants. As many of us know from personal travel experience, the Government will not hesitate to act if required and the data suggests that needs to happen. In other words—to put this on the record—an amber list country could still turn red, necessitating a change in behaviour when people return to the UK. Indeed, if a country goes into red, there will be mandatory hotel quarantine.
The UK has achieved many hard-won gains through our successful vaccination programme and the continued spirit and determination of the British people. We continue to encourage people to take up the vaccine when offered, not only to protect themselves but to restore previous freedoms more safely.
19 July will mark the next step of this cautious reopening of international travel. Thanks to the Government’s incredible success with the vaccine programme, people in England will be able to travel more easily to visit family and friends who they have not seen for a long time, and also get business moving again, kickstarting our economy while keeping the UK safe and supporting a wide range of jobs and industries in the process. I commend this statement to the House.

When I questioned the Secretary of State on publishing the data, he said:
“The JCVI and Public Health England do indeed publish their methodology and the data behind it for each of these countries. It is already published.”—[Official Report, 29 June 2021; Vol. 698, c. 141.]
However, the assessment of 15 June has only published limited data on 22 countries and even that very limited data shows absolutely no data on incoming passenger testing and no data for new variant testing for some of the countries that were moved to the green list, including the Balearics.
The debate last time focused on India, Pakistan and Bangladesh, yet none of those countries has had the data published; nor have the countries that are critical to our economy, including the US, Canada and the vast majority of the EU. When the full data is published, will the Secretary of State ensure that it shows a very clear direction of travel for each and every country to instil travel confidence once more? Will he finally allow a full review of the delay in adding India to the red list, alongside Pakistan and Bangladesh, which led to the rapid spread of the Johnson variant, which he knows has delayed the easing of restrictions in the UK?
I also note that, in just a week, the Government have effectively taken our suggestion to scrap the confused amber list, but it is not clear whether some of the countries that are currently on the amber list should be moved to the red list. Can the Secretary of State confirm that a country-by-country assessment was carried out ahead of today’s statement?
As the Secretary of State will know, Labour has been calling for the introduction of an international vaccine passport. He states that an agreement has been reached with 30 countries to accept UK vaccination status. So far, that list has not been published and it is not clear what pre-testing and arrival testing will be needed.
I welcome a common-sense approach that will allow children to travel with their vaccinated parents and carers. Will he confirm that every single one of the 30 countries that he says will now accept NHS vaccination status will allow children to travel without additional restrictions?
The Secretary of State will know that, in addition to the uncertainty around the travel list, the cost of testing is turning away would-be travellers. PCR tests often cost more than £100 a person. The Government could stop the rip-off we are seeing from private testing companies by instead using spare capacity in the NHS testing sites, supported by an updated NHS app, which would confirm testing status alongside vaccination status. We know that testing is a critical element of limiting the spread of covid. Will the Secretary of State take forward these suggestions and finally make meaningful progress?
When I asked the Secretary of State what action was being taken to open up transatlantic routes, he said that a US-UK working group had met the week before “for the first time”, yet no update has been provided on that today. How many more times has the group met since then? What progress has been made?
The international travel community and the tourism sector needed the Government to really step up, but I am afraid that Ministers have found themselves wanting. Labour is clear that the Government must follow the example of other countries by intervening and bringing forward a sectoral deal to protect jobs. Why have the Government still not brought forward such a deal, when the Chancellor promised it nearly a year ago?
When I visited Heathrow last month, it pointed out that more than a quarter of its cost base goes in fees and levies to Government. If Ministers do not want a holistic support package, can they at least look at the fees that are paid directly to the Government? On Eurostar, why has it not had the same business rates support as aviation, as an international travel operator? There should be a level playing field.
The announcement did not cover mask wearing. It is pretty clear that the Government have been all over the place on mask wearing, despite masks reducing the risk of passing on the virus to other people, especially and critically on public transport. Why does the Secretary of State believe that they should now be the subject of personal choice? Like me, will he commit to continuing to wear his mask on public transport?
The hon. Gentleman mentions the JBC data. The methodology is on the website, as I have mentioned before. I am sure it will continue to publish a full range of analysis as more countries are moved about and we have the next review of the green, red and amber lists on 15 July.
The hon. Gentleman brings up India every time we speak. It does not matter how many times that we explain the fact that we put India on the red list two weeks before it became a variant of concern, and a week ahead of it being a variant of interest, he continues to come to the House and make that point time and again.
He mentions the list of 30 locations that are accepting either the NHS app or an NHS letter. That is already published and available on the Foreign, Commonwealth and Development Office website, which gives me the opportunity to stress that when somebody travels to any location, they will want to use the FCDO website as the bible on the requirements on entry and departure from that country.
I want to update the hon. Gentleman and the House on one late change. Not just children travelling with adults, but all children will be exempt in the same way as somebody who is double-vaccinated.
He mentions the cost of tests. I have come to the Dispatch Box before and agreed that the cost of tests was too high. I am very pleased that, since May, costs have continued to be driven down as more than 400 providers have stepped up to the plate to produce tests. I was looking at the detail this morning. There are tests as inexpensive as a tenner, albeit that those tests are in person, but there are quite a number of tests now for much lower prices than previously.
He asks for an update on the US-UK working group that Biden and the Prime Minister announced. That work is ongoing. Those meetings are taking place each and every week. As I have explained to the House before, there are quite a lot of technicalities to overcome, not least an executive order from the previous US Administration—212(f)—which actually bans travel for anyone who has been in the UK or Europe for the 14 days previous. We are working through those issues with them. They are currently being held at official level.
On support for the industry, it is a pity that the hon. Gentleman did not reflect what the industry itself is saying. I noticed that the Airport Operators Association is saying that this is a significant step forward that it widely welcomes, and that people will be able to get away on a “well-deserved break”. Airlines UK, which represents the airlines, says:
“This is a positive move towards the genuine reopening”
of the sector. Once again, it warmly welcomes this move.
The hon. Gentleman says, “Labour have been clear”, but I have to say that it is anything but clear. What is clear is that there is a division between him and the shadow Home Secretary, the right hon. Member for Torfaen (Nick Thomas-Symonds). First, the Opposition wanted quarantine lessened; then they wanted everyone in a hotel; then they wanted it to be done on a case-by-case basis; then they wanted to shut down travel, open up travel, put everyone on the red list and put more countries on the green list. This is not a policy. It is just plain politics.
I welcome my right hon. Friend’s statement. This is the first step in opening up Britain for business. However, I note that in his statement he said that people should expect that their experience at the border may be different, with longer waiting times than before. When queues at the border have been a problem in the past, extra staff have been brought in, including from other Government Departments, to support Border Force. Will my right hon. Friend, on behalf of the Government, guarantee that every effort will be made to bring in extra resources and deploy staff in different ways, including changing staff rotas at Border Force, to ensure that there can be a smooth movement of people through our borders and that we do not see inordinately long queues?
I welcome my right hon. Friend’s question. She is absolutely right. I have been working with the Home Secretary and Border Force on exactly that issue. I should perhaps be a little more specific about where travellers might expect queues. Quite a lot of the checking will be done upstream—in other words, before people board the aircraft, train or boat, at the location from which they are returning. Queues at check-in abroad may, in fact, be the place where those problems most exist. Many airlines are developing systems to further automate that process, but they will be doing quite a complicated job, checking the passenger locator form against the booked test still required on day two and, of course, vaccine status. I think it is fair to warn people who are travelling this summer that it is a process that we have not had to do before. My right hon. Friend is absolutely right to say that it is important that the borders at this end are as smooth as possible. Indeed, a lot of investment is going into automating all that.
I thank the Secretary of State for advance sight of his statement.
I share the concerns of the shadow Secretary of State, the hon. Member for Oldham West and Royton (Jim McMahon), about the lack of transparency in the data, and the Secretary of State’s answers on that were simply not good enough. We need to see more data and more quickly than we are at the moment. Although I welcome the thrust of the statement, I think the Secretary of State is being just a little disingenuous when he said the industry tells him that support is welcome and they need to get flying again. In and of itself, that is of course correct, but what he did not say is that that industry is still crying out for further support, because most of the industry has not had grant support, despite being the hardest hit sector in the economy.
I have said a number of times in the last few weeks that Glasgow Airport in my constituency has lost a third of the workforce that is based on site. That is 2,000 jobs gone locally at the airport and well over another 1,000 jobs beyond the airport that are connected to aviation. The Scottish summer season is already well over two weeks old and by the time this policy kicks in for England, teachers in my area will be back in schools three weeks thereafter, so only a very short window remains. The Government must therefore extend furlough for the sector—no ifs, no buts. Although this announcement will help, the number of passengers will still be significantly down, so the need for a sector-specific support package is still very clear.
From the outset, the Scottish Government have said that caution is required regarding international travel and people should think carefully about travelling abroad, as situations can suddenly change. The Scottish Government will continue to work closely with the other home nations and are cautiously supportive of exploring options for the easing of restrictions for fully vaccinated travellers arriving from countries on the amber list, but only if the clinical advice supports it and the systems are in place to ensure the wider safety of the Scottish population.
Rumours have circulated for months about robust Cabinet discussions on international travel, with, among others, the previous Health Secretary, the right hon. Member for West Suffolk (Matt Hancock), and the Chancellor of the Duchy of Lancaster often on one side, and the Chancellor and the Secretary of State for Transport on the other. One cannot help but note the change of pace in the changes to international travel now that the new Health Secretary, the right hon. Member for Bromsgrove (Sajid Javid), is in place. How can plans for an ambitious return of travel be made if the UK Government’s rush to unlock domestically, with 100,000 cases a day and so on, means that other countries close their borders to UK travellers?
Lastly, as has been said, mask wearing on aircraft and, indeed, all public transport is to most of us a no-brainer. As the Secretary of State did not address the shadow Secretary of State’s question, I will ask it again: will mask wearing on aircraft be compulsory? Will the Secretary of State confirm whether he will continue to wear a mask on all public transport?
I should point out that the change of pace is because we now have a situation in which the majority of adults in the UK are fully vaccinated. That was not the case a month ago, when we postponed step 4; it is the case now. I can confirm to the hon. Gentleman that I was in fact already discussing the changes with the previous Health Secretary.
The hon. Gentleman is absolutely right that I omitted to mention masks; I should bring the House up to speed. We will still provide, in guidance, information about mask wearing. We know that it is sensible in more enclosed spaces, and personally I will wear a mask where it is appropriate to do so. The airlines have already said that mask wearing is a condition of carriage in, I think, all the cases that I have seen, and where it is a condition of carriage, I will of course always wear one. On the other hand, if we are talking about being in an empty carriage on a long-distance train for many hours, people will use their common sense, which is something that we on the Government Benches absolutely applaud and agree with. We are pleased to be able to get back to a guidance situation.
The hon. Gentleman is a doughty campaigner for Glasgow airport and often challenges me on these matters; I have to say to him that he might want to look a little bit closer to home. It is only very recently—in June—that the Scottish Government banned Scots from travelling to Manchester. As a direct result, easyJet cancelled new routes that would have connected a whole bunch of Scottish airports. No wonder the Scottish Passenger Agents’ Association has said that the Scottish Government’s approach to aviation is sacrificing the industry. I am afraid a lot of the answers the hon. Gentleman is looking for are closer to home. Meanwhile, the UK Government have provided £7 billion of support to the sector. I notice that the opening up announced today has so far yet to be reflected by Scottish Government announcements as well. If the hon. Gentleman really wants to help, he can help to move along the policy in Scotland.
Rejoice, rejoice! This is a much-needed shot in the arm for those who have had two shots of the vaccine in their arm, and for an industry and workforce who have been laid low during the pandemic—perhaps more than others—but have always been confident and steadfast in their belief that we can all travel safely again.
In welcoming this announcement, may I ask the Secretary of State also to keep an eye on the testing regime? We know that only 0.4% of those who have come back from amber destinations over the past couple of months have tested positive for covid. Can we perhaps look at the testing costs, which are still a barrier for those travelling? It would be great if, rather than people having to take an expensive PCR test, lateral flow tests could be used instead, and those who do test positive could then take a PCR test. I will look to the Secretary of State to keep on championing those kinds of ideas. Will he also make sure that the Foreign Office advice and website is as up-to-date as he is on this matter?
I thank my hon. Friend, who does a superb job as the Chair of the Select Committee and has been very consistent in his support for the aviation sector. He will be interested to know, as will the whole House, that we will have a further review date on 31 July. That is a checkpoint for the rules themselves. Currently, the scientific evidence is that PCR tests, in addition to being a bit more accurate, are also the ones in respect of which the genomes can be quickly sequenced to look for variants. My hon. Friend’s point about the FCDO and ensuring that all the advice ties together is well understood; we will make sure we work closely on that.
This week, the Prime Minister and the Health Secretary warned of a considerable spike in infections, with perhaps 100,000 positive cases detected every day. That will clearly put pressure on our testing services, but it will also have a chilling effect on inbound travel, as people choose to travel to nations with lower infection rates. What kind of compensation is the Secretary of State looking to bring forward for the travel industry, because many travel companies in my constituency have really struggled over the past year as a result of the lack of Government support? Will he ensure that the support is long term, so that these companies have a bridge into their future?
It is of course true that there is a third wave, given the delta variant. We in the United Kingdom are in the fortunate position of having our exceptional vaccination programme, which will allow us to open up on 19 July—provided that is confirmed on Monday. I have described from the Dispatch Box today how we will allow people who have been vaccinated through the UK vaccination programme to travel to amber list countries and to return, treating those countries as if they were on the green list. On the other side of that, we will work on a second phase to enable people to travel here. I am working closely with the Secretary of State for Digital, Culture, Media and Sport to ensure that that can restart as soon as possible. We need to be able to trust other vaccination programmes and verify that those travelling here have had a particular type of test, of course. That is the best way to help travel firms in the hon. Lady’s constituency. I must point out that £7 billion is not a drop in the ocean. A lot of money has been spent supporting the travel sector, and we are proud to have done that, but the best thing will be to get the sector open again.
This announcement is a big step in the right direction and will provide a much-needed boost for the travel sector, so I welcome what the Secretary of State has said. It also provides a meaningful choice of holiday destinations for families looking to go abroad this summer. However, the Secretary of State will be aware—the Chair of the Transport Committee touched on this—that testing requirements remain costly and burdensome, especially for families. He mentioned 31 July, but will he also commit to keeping the testing under regular review, and can he look not only at the cost but at the bureaucracy that goes with it, because that also has an impact on families going on holiday?
I certainly welcome my hon. Friend’s welcome of the policy. On the cost of testing, the narrative tends to run a little behind what is happening in the real world, so I jumped on the gov.uk website this morning to take a look, and there are some very inexpensive tests available. The cheapest I saw was £4.95, although that was quite specific because it referred to an individual test centre, which might be nowhere near. Let us assume that the costs are higher than that, but recognise that they are no longer the hundreds of pounds quoted in the spring. I want to see the costs continue to be driven down. I give him an assurance that we will carry on working with the scientists and looking at the data. We will not be testing people for a moment longer than is required, but our primary responsibility is to protect people in the UK. We do not want a variant to come in that we simply fail to pick up.
I warmly welcome this statement, which finally restores to us some of the freedoms that our European neighbours and Americans have been enjoying for some considerable time. If I understood the Secretary of State correctly, the green list testing requirements will still leave travel more restricted this summer than it was last summer, when we did not have the vaccines. As he will understand, reciprocity is absolutely vital for travel, and the lack of immediate reciprocity for other countries means that they are less likely to open up to us anytime soon. So why, when many European countries already accept our vaccine passport, are we incapable of accepting theirs now?
Of course reciprocity is very important. I have already explained the situation with the United States, and reciprocity would involve it not having Executive Order 212(f) in place, which would immediately relieve some of the issues. They still have 50 different ways to verify tests, because there is no central system—each state has its own version. The European example is better, as the right hon. Gentleman says. I am working very closely with my European counterparts and in regular contact with them. We wanted to have a first phase in place as quickly as possible—easy to verify through the UK vaccine programme—but we will move as quickly as possible to the next phase, to satisfy his concerns, working with other countries, including on the EU digital passport.
I very much welcome this statement from the Secretary of State and also his restatement of the significant financial support being given to the sector. Is it his judgment that these changes will allow the sector to stand on its own feet from a business viability perspective, or are we still going to have to put significant sums of public money into it? We need to have this debate, because every bit of caution that people advocate comes with a price tag that must be met by the taxpayer, and that debate is essential as we go forward.
It is worth reflecting that this country is leading the way. I was having a look at which other major economies in Europe are going for an unlock as we expect and hope to do on 19 July, subject to confirmation next Monday, and I do not see any other countries that are opening up domestically quite as much. I know my right hon. Friend agrees that it is time to learn to live with the coronavirus. We have many advantages this year that we did not have last year, including easily available testing that is much reduced in price, and vaccination and immunisation that is accessible to all adults. That means that we can move to what will, I think, become the new world of aviation. To answer my right hon. Friend’s question, from my conversations with the aviation sector in particular I know that many of them have downsized but are now ready to start upsizing gradually as we come out of what has been the most horrendous couple of years on record for that sector.
Not only has the Government’s hotel quarantining policy been an utter mess, but the handling of complaints and of the legitimate calls for exemption has been painfully slow by official channels. I have had toddlers left without milk and kids so poorly nourished in these hotels that ambulances have been called out. Some people have been left without access to drinking water, and families in Luton are being charged nearly two and a half grand for it. Can the Secretary of State tell me who is making a profit from these astronomical charges, and why there is no discount for people on low incomes?
The hon. Lady is absolutely right to highlight these cases and fight for her constituents. I just want to point out that the figure that is charged at the moment does not make a profit for the Government. In fact, it is still being somewhat subsidised in the process. I also want to point out that people should not be travelling to red-list countries. The only people who should be coming back to Government quarantine are British or Irish citizens or people with permanent rights of residence, and there should be a limit to the number of people who are still abroad and wishing to return. I sometimes come across cases where people are still using the red list as if it is a case of “It’s okay, I can come back and hotel quarantine.” That should not be the case. However, if the hon. Lady has individual cases, I am concerned to hear about them. The system is handled by the Department of Health and I would be very happy to pass them on.
The Secretary of State has quite rightly sounded a note of caution in saying that anyone who chooses to travel to an amber list country needs to be prepared for the possibility that it could become a red list country before they return. What happens if someone has booked to travel to an amber list country and it becomes red before they travel? Has he had discussions with the travel industry and the travel insurance industry to determine whether passengers will be entitled to a refund in those circumstances, or will they simply have to sacrifice their holiday and lose all their money?
The travel industry has stepped up to the plate, by and large. For nearly everywhere that people can book—I encourage consumers to take a look—people are able to get a guarantee of a refund or a change of date if there is a change in status, and holiday insurance has become quite adept as well. The Government have also tried to assist. For example, under the Air Travel Organisers Licensing scheme—ATOL—people used to be able to get only a cash refund, but we have made those vouchers effectively Government guaranteed, so that people can take them with assurance. That is also helping the travel sector to weigh up its difficulties with cash flow.
To answer the hon. Gentleman’s question, I am working very closely with the travel industry. He is absolutely right to raise the case. The most important thing that people can do is check before they book—particularly now, particularly this year—to make sure that refunds and rebooking are allowed in their contract.
The Secretary of State’s statement will be a lifeline to the aviation industry which he has done so much to try to support throughout the pandemic. Inbound tourism is clearly very important to the economy of the United Kingdom; I therefore hope that he will be successful in swiftly ensuring that overseas visitors, not just returning British passengers, will be able to enter the United Kingdom relatively easily and safely. I hope my right hon. Friend will also be able to work with the FCDO to ensure that all World Health Organisation-approved vaccines are accepted in overseas countries, particularly including European Union countries such as France.
Finally, with reference to the issue raised by my right hon. Friend the Member for Maidenhead (Mrs May), will the Secretary of State ensure that there are facilities not only at airports, but at the channel ports particularly, to ensure the swift flow of passengers?
I absolutely hear the call for inbound tourism, which I have heard from both sides of the House. We are working on that as phase 2; there are some further complications with how to accept different proofs of vaccine, but I absolutely agree with the idea that, as a very good basis, we should accept vaccines that have been approved by the World Health Organisation.
My right hon. Friend makes an excellent point about not just airports but other types of port. Those around the channel tunnel are, of course, some of the busiest in the country. I think that it is right to tell people that the additional checks are likely to cause delays on both sides of the channel this summer. They will want to prepare and plan their journeys with supplies and ensure that they pick the best time of day to travel to avoid such delays. I am already working closely with my French counterpart to minimise any delays as much as possible.
I welcome the Secretary of State’s statement, but the latest stats from the Office for National Statistics on the coronavirus job retention scheme show that 57% of employees in the passenger air transport sector remain on furlough. What discussions has the Secretary of State had with the Chancellor to extend the furlough to avoid a job crisis in the aviation sector before it ends?
As the hon. Lady knows, the furlough scheme is part of a national scheme. UK-wide, it has supported those in aviation and across the economy. Of course, it is starting to wind down through September, which is why today’s announcement is particularly timely: because it gives aviation and travel companies the ability to get going again. I hope that, closer to home, the hon. Lady will put pressure on the Scottish Government to follow. At the moment, it seems that Scottish Members are calling for more support, but the most important thing of all—allowing the airlines to fly—does not seem to be forthcoming from the Scottish Government.
I welcome my right hon. Friend’s statement that not only football, but air travel, is coming home. I will not repeat colleagues’ points about clarity, testing, self-isolation, wearing a face mask and all the rest of it, but will my right hon. Friend please reassure me that as a result of his announcement there is absolutely no need for London Southend airport to stage more night flights? They really do cause a nuisance to local residents.
I congratulate my hon. Friend on shoehorning two things into his question: first, 45 minutes since anyone has mentioned coming home, he got it into aviation, and secondly, he mentioned night flights, which were not entirely part of my announcement today. I know that Southend airport is very important to his local economy. I will not comment on the night flights position specifically, but I was relieved to see that flights will be able to continue there after the operator experienced difficulties recently.
I, too, welcome the statement from the Secretary of State. However, I would like to understand what he is doing to fix the issue with the quarantine hotels. My 34-weeks pregnant constituent who returned to the UK was quarantined in Greenwich at the O2 InterContinental hotel. On days one and two she ended up in hospital, on day six she was denied travel to hospital for a scan, and by day eight she had lost her baby and spent four days in ICU because she nearly lost her life. Will he meet me to discuss getting quarantining right for families, and especially the tragic case of my constituent?
I welcome the hon. Lady’s welcome for the package. I am very, very sorry to hear about the situation that she outlines. Of course everybody in a quarantine hotel should have access to medical assistance. I am not aware of the details but I am happy to help to arrange for the correct Minister in the Department of Health and Social Care to meet her to discuss her constituent’s case.
I very much welcome the announcement from my right hon. Friend, which will make such a huge difference to families wanting to see their relatives, to businesses in my constituency, and of course to people who want to go on holiday.
Can I come back to the point on reciprocity? While we can ease the measures domestically, what happens when people land on the other side also impacts their ability to work, see relatives and so on. Ideally, we want international safety standards and an international approach that is synchronous across all nations. Will he update the House on his discussions on taking that forward?
I pay tribute to my hon. Friend for his campaigning on this subject. He has done a great deal in talking about safety standards and campaigning to get to a situation where we can help to reopen things. He is right to talk about reciprocity. He will be interested to hear that I chaired a meeting of the G7 Transport Secretaries with my equivalents earlier in the year and will do so again later in the year. Our drive is to introduce those international standards, because clearly coronavirus is not going away any time soon and we want to make sure that an internationally recognised system is in place. We are doing our part, since we have been chairing the G7, to make sure that those standards are recognised globally.
We find ourselves in a position where previous failures of the UK Government have left us as a centre for a new variant. How does the Secretary of State’s plan for ending quarantine take account of keeping future new variants out and the consequent impact that this may have on the ability of UK citizens to travel?
First, I do not accept the premise of the hon. Gentleman’s point. We have had one of the most rigorous border check systems in place. When I was in the House only last week, I think that every single speaker in all parts of the House urged an opening up, so I am interested to hear his views. Secondly, the steps in place still require a pre-departure test and a PCR test on or before day two in order that it can be sequenced, and there is all the other guidance that exists as well.
I warmly welcome the Secretary of State’s announcement. These are absolutely the right measures to be taking. However, can I encourage him as soon as possible to go further and look to expand the number of green list countries to which international travel is possible, particularly working in the US-UK travel taskforce? It is estimated that every day we do not have meaningful transatlantic flights is costing the UK economy some £23 million?
I pay tribute to my hon. Friend for all his work and campaigning on this subject; his constituency is greatly impacted by the success or otherwise of aviation. Yes, we will certainly look at which countries fall into the red, amber and green categories. For the purpose of clarity for the House it is probably helpful to say that the next review will take place on 15 July—so there is not long to wait—and there are then two checkpoints, one on 31 July to look at the system and its operation in total and then on 1 October, which are already in the programme going forward.
I thank the Secretary of State for his update, as always. What steps have been taken with the Republic of Ireland Government to ensure that the correct tests are taken as assessments? This was an issue for a constituent of mine and his pregnant wife only on Monday past: a Ryanair-supplied test was deemed insufficient and around 300 people were placed in a quarantine hotel with no idea at all of just what had happened and what had gone wrong. Can the Secretary of State assure my constituents that the right information will be conveyed to the travel sector so as to make international travel as smooth and understandable as possible?
I was not familiar with that Republic of Ireland situation, but I undertake to speak to my opposite number—we do speak regularly—and receive an update, and perhaps write a letter to the hon. Gentleman with information to take the case further.
I welcome my right hon. Friend’s statement. I realise that this is not his decision, but what additional evidence does his statement provide to help the House of Commons authorities in their deliberations on whether my delegation can return to Europe?
Far be it for me to get between my hon. Friend and the House authorities, but I do have to say it is time for those delegations to be able to return.
We have today set out a form of travel where amber can be treated as green and where double vaccination—or I should say full vaccination, because some people will have a single vaccination in the future—plus 14 days provides reason to travel, and I very much hope that that then brings to a conclusion this long-running situation where my hon. Friend and others have not been able to travel to important Council of Europe and other business.
The newly appointed Health Secretary has said that the UK Government’s policy of returning to normal may lead to as many as 100,000 covid cases per day. It is entirely possible that these case rates, uncontrolled by the UK Government, could lead to further curbs on UK travellers abroad. How will the Secretary of State’s plans announced today accommodate these projected domestic case rates?
It is important to know that we are in a different phase of this coronavirus now, as never before have we had the majority of our population double vaccinated, and everyone is welcome to come forward—and, indeed, should come forward—if they have not been for their vaccinations yet. The rest of the world is not quite in that situation as yet but will want to get itself to that position.
For us, therefore, increasingly the focus is not so much on the specific case rates—after all, we are not vaccinating children yet, and we wait for the Joint Committee on Vaccination and Immunisation to let us know whether it is scientifically proven and advisable to do so— but on hospitalisations and deaths. Other countries will experience the same thing, and there is no reason, as we have seen throughout the coronavirus, to think that one country’s epidemiological situation is different from another’s. We know that while we may have been suffering from the delta variant, other countries, sadly, will be in the future; I hope that they can get themselves vaccinated in time.
The whole travel industry will welcome today’s decision, which will help build confidence in the industry and among passengers. Clear and concise guidance will be needed quickly for airports, airlines and travel agents to navigate the additional paperwork required to check passengers’ vaccination status, but given that some people cannot have the vaccine for medical reasons, what can be done to provide confidence that we are not moving towards a two-tier society?
My hon. Friend is absolutely right—the airline industry, for example, says that it is looking forward to working with the Government to continue this momentum and further open up markets—and I welcome his welcome for today’s announcement. He is also right to point out that there are some people who, for various reasons—I mentioned in my statement people who have been on a trial, for example—would not qualify under the normal circumstances. The other set of people, of course, are those who are clinically unable to have vaccinations for various reasons. We will bring forward guidance on all these issues.
My constituent Tracy Crabb has been double-jabbed, but she is one of those who has had the Indian-manufactured Covishield version of the AstraZeneca vaccine, which the EU currently does not recognise in its digital certificate travel scheme. That is absolutely crazy given that that drug is no different from the AstraZeneca vaccine manufactured here. Some European economic area countries have said they will still accept Covishield, but most have not yet, and France apparently considers people with that jab as being unvaccinated. What is the Secretary of State going to do to try to get some common sense on this issue, so that Tracy and thousands like her can enjoy some of the international travel freedoms he has just announced?
The hon. Gentleman is absolutely right, of course. If the vaccine is recognised by the World Health Organisation, there is no excuse not to recognise it. We are working with our friends and colleagues in the EU and elsewhere, and I am pretty certain that this situation will be resolved.
I am grateful to the Secretary of State for coming to the House and making this statement, and for all the work he does behind the scenes to support the travel industry, but I have a concern. If I understand him right, amber countries can now be travelled to; the restriction has gone. However, the FCDO advice for those countries—Germany and Italy, for instance—is still that people should not undertake non-essential travel. Will that guidance be updated now for 19 July, so that people can plan in advance?
My hon. Friend is absolutely right. I should explain two things. First, FCDO travel advice is about the danger for somebody in a country. Of course, that could be about covid, but it could also be about political unrest or some other natural or other crisis going on in that country, so it is by necessity different from the traffic light system. The traffic light system is interested in the risks posed by that person, having visited that country, on their return to the UK. However, my hon. Friend raises a very important point about the travel advice to people going to amber countries, which at the moment says “don’t” for the purposes of holidays, for example. We will be changing that advice for the 19th to make it clear that people can travel for holidays and other reasons.
I confess that I was quite surprised by the response that the Secretary of State gave to my hon. Friend the Member for Glenrothes (Peter Grant) on the issue of travel insurance, given that consumer body Which? has found that many travellers are
“being left with a false impression”
about the travel insurance protection they would enjoy in the event of covid-related disruption to their plans, with less than 1% of UK travel insurance policies providing people with full, comprehensive cover for covid-related disruption. In view of those concerns, will the Secretary of State undertake to have discussions with the travel insurance industry to ensure that consumers can have confidence that they are appropriately covered in the event of disruption to their travel plans?
I want to be clear with the House: it has involved some cajoling—that is what I would describe it as—to ensure that the travel industry is in the right place more times than not. I am aware of the Which? report that the hon. Lady refers to. I am also aware that the competition authorities have been looking at this and, in the case of one or two of the larger airlines, have taken action. It is very important—I hope that she will accept this—that the Government are very much on the side of consumers, and we want to see flexibility in the system. That is why we backed the ATOL system for vouchers to be accepted, to make it easier both for travellers and for the industry, and we will do everything we possibly can to assist. I am very happy to accept the hon. Lady’s offer and arrange for the Aviation Minister, and perhaps the appropriate Ministers across Government, to meet her and discuss this issue with her.
I warmly welcome this announcement. It will bring much relief to companies such as Travel the Globe, a very successful travel business based in my constituency that has struggled over the last 18 months of uncertainty, and to families and individuals hoping to travel and reunite with family. However, given that double-vaccination is key to unlocking international travel, what message does my right hon. Friend have for those who are still yet to book their second jab?
One of the things that is important is that people are fully vaccinated. That means with the vaccines we are using at the moment—two jabs—and then waiting for 14 days, they will be able to use the new dispensation we have announced today on amber list travel and not have to quarantine. The message is simple: if you have not booked your second vaccination and have had your first, please book. If you have not booked your first, book that. We have reduced the waiting time to eight weeks for those under 40. Please use this as the reason to get on the website and get yourself booked in for that second jab.
The Government made some major mistakes on our borders last year, but it is right that we move forward in a pragmatic and sensible way now in light of the success of the vaccine roll-out. I have heard from many constituents working in the travel industry in Cardiff South and Penarth in many small travel companies who have been hit hard by this crisis and want to see international travel resume in a safe way. Can the Secretary of State just be absolutely clear about the situation for residents in Wales? He says that UK residents who are fully vaccinated through the UK vaccine roll-out will not have to quarantine if they come back to England. Obviously, we will expect announcements in due course from the devolved Administrations about their own ports and airports, but is it correct that Welsh residents coming back into a UK airport—Heathrow or somewhere like that—will not have to quarantine?
Yes, I do want to stress that this is an announcement that I am making for England, but we are working closely with the devolved Administrations. There is, of course, only one international airport in Wales, which is Cardiff. I very much look forward to the Administration there coming to their own conclusions. They will also need to describe what happens, as was the case when we had country changes on and off the corridor list, to travellers who come to an English airport and then wish to travel across the border. I am sure that between the hon. Gentleman and I we can convince them to do the right thing, get on board with this, and enable both the English and the Welsh to travel with ease.
I apologise to the Secretary of State if I missed it, but I did not hear one word in his statement about the international cruise ship industry, an industry which has now fulfilled the Government’s request for a crisis workshop with the Foreign, Commonwealth and Development Office and has taken the extraordinary step of agreeing to a memorandum of understanding on repatriation. Can he reassure the international cruise ship industry that, as he talks about increasing traffic between international airports and opening the international economy, he will not neglect that industry and the 88,000-plus UK jobs that are reliant on it?
The hon. Gentleman is absolutely right to stress the importance of the cruise industry and he will be pleased when I tell him that that these moves do include cruises from 19 July. Indeed, we have enabled cruise ships to sail already with up to 50% capacity, where people have been double vaccinated. So yes, they are included, but I do have to say to the hon. Gentleman that it is a frustration that we have been allowing cruise ships in English waters, but that they have been banned from docking at Scottish ports for the past month or two. If he really wants to help those 80,000 people employed by the cruise sector, maybe he can start by talking to the Scottish Government about that.
I warmly welcome my right hon. Friend’s statement today and I am listening very carefully to his answers. May I ask him just to clarify two of those answers? First, in regard to the amber list review, if one country is on the amber list on 31 July, by implication it will still be on the amber list until 1 October—is that correct? Secondly, given that VeriFLY and the EU digital travel passport are already in place, how quickly does he expect the UK to be able to join schemes to allow all foreign fully vaccinated travellers to come to the UK?
I must caution the House and everybody listening that of course it is the case that, while opening up today and making these announcements, an amber list country could in theory switch to being a red list country. I can provide my hon. Friend no such guarantee that from July to October there may not be changes. There could be. None the less, I think most realise by this stage that the path of the coronavirus is unpredictable and I hope that this double vaccination measure provides some reassurance. It can change quickly and I want to reassure him that we will always act to the best benefit of people securing their health going forward.
I very much welcome my right hon. Friend’s statement. Will he consider issuing separate guidance for business travellers who have multiple short visits abroad? It is self-evident that they cannot take a test three days before returning if they have only a one or two-day visit, so given that many business travellers will undertake such visits, will he issue that guidance? Can he also give a commitment to publish the criteria on which the decision to place a country on the green, amber or red list is taken? If the travel industry knew what the criteria were and the methodology, it would have an idea of the direction of travel rather than having sudden events and deadlines imposed upon it.
My right hon. Friend is absolutely right to mention the case of, for example, a business traveller who might go from A to B to C. One of the things that is little noticed is that a test is up to day 2—it is not a day 2 test per se. It might be helpful, though, if I were to write to him in more detail about the application and how that would work under this new system with regard to, for example, somebody travelling for business to many different places.
Finally, I am pleased to tell him that on the gov.uk website, the methodology for the Joint Biosecurity Centre is already set out. It does include subsections of a number of different criteria that apply. I often hear people say, “X country has fewer cases than we do, so why aren’t they on the green list?” The answer is probably that they are not sequencing their genome, they are not uploading it to the GISAID internationally recognised format, and perhaps they are not vaccinating people at quite the rate that we have. There are many different factors, but they are all set out by the JBC.

Written StatementsDuring the pandemic, the Government have provided unprecedented levels of financial assistance to the bus sector through the coronavirus bus service support grant (CBSSG), supporting bus operators and local transport authorities in England outside of London, with up to £1.4 billion in funding since March 2020. With patronage falling and social distancing limiting passengers onboard, CBSSG has funded up to 100% of pre-covid service levels, ensuring key workers have continued to be able to travel easily and safely. Critically, as restrictions are lifted and passengers return, the bus sector is important in helping the economic recovery.
I appreciate that this presents bus operators with a fundamental financial challenge. To encourage passengers back, local bus services should be as available as they were prior to the pandemic. Without support, however, it may not be possible for operators to maintain the services they have provided up until now.
I can therefore announce that a further £226.5 million in financial support in the form of recovery funding has been made available for the bus sector. Funding operators and local authorities from 1 September until the end of the current financial year, this will succeed CBSSG which ends on 31 August. In addition to helping maintain services, recovery funding will support the key aims of the national bus strategy of encouraging local authorities and operators to work together to deliver better bus services. In return for receiving funding, operators will be asked to commit to co-operating with the process for establishing enhanced partnerships or franchising.
With the publication of the national bus strategy in March, the Government set out bold ambitions to address the long-term challenge of providing quick, reliable, simple and affordable bus travel. Local authorities have been asked to develop ambitious bus service improvement plans by this October, outlining what will be done at a local level to make travelling by bus as attractive as possible. The Prime Minister has announced £5 billion for buses and cycling to deliver the strategy and provide vital investment for the sector.

(Urgent Question): To ask the Secretary of State for Transport if he will make a statement on the Government’s plans for international travel.
After 15 months of restrictions and lockdowns, I know that everybody in the House is determined to get this pandemic behind us, so that we might finally begin to think about returning to some sort of normality. Decisions over how to control our borders during these unprecedented times are of course never easy. In everything we do, the overwhelming priority is to protect the public and the hard-won gains that have been made.
Last week, in recognition of the hugely successfully vaccination programme, we were able to confirm that in the future, when I will certainly return to the House, fully vaccinated people will be able to avoid quarantine when they return from countries on the amber list.
I want to be realistic with the House: this is a complicated policy that requires time to work through. First, the Joint Committee on Vaccination and Immunisation has yet to opine on whether children should be part of a vaccination programme. They are not at present, and we must resolve how children would therefore be treated under a programme that enabled people to travel without vaccinations.
Next is the question of what to do for people who cannot be vaccinated for medical reasons or are perhaps on one of the non-standard vaccine trials. That accounts for around half a million people and we need to work out what to do in that respect.
There is also the question of how to recognise vaccine status at ports and airports. That is easier for people who have been vaccinated in the UK, because the main NHS app—I should stress that I am not talking about the test and trace app—can already display a person’s vaccine status, but it is less easy to prove for someone coming from overseas, particularly if their country has a paper-based system.
As a result of all this work, we will announce to the House when we are ready to make these decisions in order to bring this system into place. It will most likely be phased in for UK residents first.
As has been said, we have confirmed changes to the traffic light system, which take place tonight, at 4 am. That will change the countries that are on the red and the green lists. There are some complications with establishing the list on a UK-wide basis, including with the devolved Administrations. Once the decisions have been made, it is also very difficult not to have them escape from the various different Administrations, so I apologise to the House for not always being able to get here first before I start to read of them in the newspapers. In this particular case, I heard them instantaneously—or within an hour or so, I should say—from the devolved Administrations elsewhere in the UK, meaning that the story was already out there. Malta, Madeira, the Balearic islands and several UK overseas territories and Caribbean islands will be added to the green list, while a further six countries will move to the red category, as we continue to adapt our system.
Our border regime is one of the toughest in the world and I know, from chairing meetings of the G7 Transport Ministers, that it is closely tracked and in some cases followed by other countries. We are now focused on the long-term issue of how to keep our country safe while getting international travel back up and running. These decisions are not easy and will not be enhanced by simplistic calls to stick countries on either a red list or a green list without providing the level of detail that the amber list helps to provide. In comparison, this Government are taking a cautious, evidence-based approach. I will return to the House with more information once we are aware of the details.
Thank you, Mr Speaker, for granting this urgent question. As you pointed out, it was unacceptable that the Government were not willing to come to the House to make the announcement when the traffic light system was reviewed last week. Thank you so much for your robust defence of Parliament on this matter.
Passengers and the industry want to see a clear plan of action, supported by transparent data and with measured interventions to balance the urgent need to keep our borders safe with the desire to support aviation and tourism.
First, on data and country-by-country assessment, I urge the Secretary of State to publish not only the decision-making criteria for the traffic light system but, importantly, the analysis that underpins it.
We have been pushing for the Government to show international leadership, but so far they have failed to step up. Why will they not bring forward concrete plans for an international vaccine passport that will be accepted by key destination countries?
International co-operation is key to getting travel back up and running again, yet the Prime Minister missed a golden opportunity at the G7, including with the US. What progress has been made on reaching an agreement to see the safe return of transatlantic travel?
As much as we want to see more countries added to the green list, we also want to see a robust red list. Given that the easing of restrictions has been delayed throughout the country, will the Secretary of State now commit to reviewing the decision not to place India on the red list, so that lessons can be learned?
Labour’s position is clear: we have set out a sectoral deal and a simplified red and green list, supported by clear country-by-country assessment that shows the clear direction of travel. The Government also promised a sectoral deal, so when can the industry expect to see that promised sectoral deal? In the early days of this pandemic the public were willing to support the Government as they learnt on the job but, frankly, patience has run out. It is important that action is taken, and taken now.
First, it is worth saying that I keep hearing the hon. Gentleman calling for the data to be published. For his ease, I have been to the gov.uk website and checked it for him. The JCVI and Public Health England do indeed publish their methodology and the data behind it for each of these countries. It is already published. For the sake of the time of the House, I will not run through it, but it is there for him to see.
The hon. Gentleman calls for a passport that could be used for people who are double-vaccinated, yet at the same time his policy is to put every single country in the red list. That would mean that somebody who was able to visit a dying relative in an amber list country would now have the cost and expense of returning to Government quarantine in order to just go on that mercy mission. I think that what he is suggesting is quite cruel.
The hon. Gentleman asks about the progress on the US-UK working group. I can confirm that it took place for the first time last Thursday and progress is being made. That is an officials-level meeting and they will say more when they are ready to. There is a whole series of complexities to resolve. For example, the US does not currently recognise AstraZeneca because AstraZeneca has not applied for the licence. On the other side, we do not have any particular system to recognise vaccine status from the United States, because it does not have a digitised system, as we do with our NHS—it has 50 separate systems—so there are complexities.
India has been discussed many times, but I remind the hon. Gentleman again that it went on our red list a week before it became a variant of interest and two weeks before it became a variant of concern, so it is simply not the case that it was not already on the red list. Even when it was on the amber list, people had to take a test before they came here. They had to take a test when they got here, on day two and on day eight. They had to quarantine. It is worth looking at those facts.
The hon. Gentleman again calls for the red and green list. He wants to scrap the amber list. He wants to simplify it, no doubt before claiming that we should publish yet more detail, but it simply does not make sense. He cannot stand up and call for further support for airlines and the aviation sector while deliberately trying to ensure that pretty much every person who comes to this country has to go to Government quarantine hotels. It simply does not stack up.
The hon. Gentleman asks about support for the aviation and travel sectors. They have indeed been at the forefront of this pandemic and £7 billion of support is being provided. We are continuing to do our bit. But the best support of all that we can provide is to get international travel running again. That means not taking all the countries in the amber list and sticking them in the red list.
Thank you very much indeed, Mr Speaker, for giving us this opportunity to scrutinise. You have constituents who are impacted and they should know that you have given them a voice in this place.
I also thank the hon. Member for Oldham West and Royton (Jim McMahon) for giving us this opportunity. I disagree with his suggestion that we turn the amber list to red. I believe it should be turned to green, because we have a successful vaccination programme and our NHS app. We know that the Secretary of State is pushing for that to happen later in the summer, and therein lies my question. For the domestic restrictions being eased, we have a road map with data and dates. For international travel, can we have the equivalent—a flight path—so we know what is going to happen, when and by what measure? Perhaps I could ask him to give us a little more detail now, but also consider whether he would be willing to give a little more certainty to industry and passengers alike.
I will certainly be very pleased to return to this House with further details as soon as next month. I explained in my opening remarks that there are quite a number of complexities to do with how we treat children and younger people who have not yet had the opportunity to have two vaccinations. Although we will have everybody on a single vaccination, promised by 19 July, there will still be significant numbers who would not be able to travel under that system, so there are a lot of fairness issues to resolve too. However, like my hon. Friend, I share the absolute desire to return international travel as soon as we practically can to something as close as possible to normality, while recognising that it is important that we ensure that variants of concern are properly monitored and not brought into this country. One of the problems that we have is that no other country in the world sequences the genome at the rate that we do, which means that it is sometimes very difficult to tell what is happening in other countries, so we sometimes have to be cautious, but I will return to this House.
Aviation is the hardest-hit sector, according to the Office for National Statistics. One third of the 6,000 jobs based at Glasgow airport and countless more in the supply chain are gone, a proportion that is common in the sector. In business travel, 60% of workers have gone and of those who remain, 80% are on furlough, and that is the key point: hundreds of thousands of jobs have gone while there is a job retention scheme in place.
This is the 36th time I have asked about support for the aviation sector since the start of the pandemic, back in the day when the Secretary of State was boasting of saving Flybe and the Chancellor was promising a sector-specific deal. With many parts of Europe now wary of the UK delta variant outbreak, five bleak winters in a row beckon for the sector. Are the Government finally considering keeping their word on grant support and extending its limited and capped business rates support to at least match the duration of the unlimited cover in Scotland? Crucially, is the Secretary of State lobbying the Treasury to extend furlough for the sector? Finally, does the clinical advice given to the Government fully support these decisions on double vaccines for travellers and travel to amber list countries?
I pay tribute to the hon. Gentleman, who often speaks up for aviation, given the airport-constituency connection that he has. I point out again that we have provided billions of pounds of support for the aviation sector, including to the Scottish aviation sector, through money that has gone from the furlough programme, for example.
The hon. Gentleman asked a series of questions, and I fear I may have to redirect him in some cases to his own Scottish Government, because I have the Scottish airports constantly on the line to me complaining about the actions of the Scottish Government, who seem to do everything they possibly can to make it harder for airlines and airports to see a route to a recovery. That said, there was a strong degree of work together to bring in the latest changes to the traffic light system.
If we do not have a meaningful summer of transatlantic operations, it will cost the UK economy an estimated £2.5 billion and mean up to 52,000 jobs are lost, so may I encourage my right hon. Friend to make sure that we press for that UK-US taskforce on opening up international travel to conclude as soon as possible?
My hon. Friend, who has done a great deal to support the aviation sector, is absolutely right. The Prime Minister and the President announced the working group. As I mentioned before, it has already met, and it is working on the details of trying to reopen international travel. We are faced with a section 212(f) executive order that was brought in by the previous American Administration and has not been rescinded by the current one. We need to see that removed, in addition to sorting some of the complexities of accepting vaccine status both ways around. Our officials are working on that at pace, and I look forward to further developments.
Does the Secretary of State agree that restrictions on UK citizens’ travel is not just from the rules from his own Department, but from the entry requirements imposed by some of our international partners? Malta, for example, may well be on our green list, but it will not allow in anybody over the age of 12 who has not received both jabs. As he will know, no one under the age of 18 in the UK can receive both jabs yet. There are reports this morning that the negotiations on the UK-US air bridge have faltered because of concerns in the US about rising rates of the delta variant in the UK. Can the Secretary of State confirm what conversations he is having with the new Secretary of State for Health and Social Care about attempts to combat the rise of the delta variant in this country, so that we can give greater confidence to our international partners and enable them to relax some of their restrictions?
The hon. Lady is absolutely right to be concerned about the delta variant, but the reason we know about the delta variant in this country is that we sequence around 50% of all the positive PCR cases we pick up. No country in the world is getting close to that. It is just a few per cent. in, for example, France, Germany and elsewhere, so I suspect that some of the delta variant is simply knowing about the delta variant being present. We are working with partners internationally to encourage more to sequence the variant and then upload it to the GISAID website, which is internationally recognised, so that everyone can see what is going on. By doing so, we will be able to have a more transparent system to get aviation going faster.
The hon. Lady also asked about conversations. I have already spoken to the new Health Secretary. We are both very keen to open this up, but we must do so in a way that is as safe as possible.
This morning I caught up with owners Heidi and Andy from Oasis Travel, an independent travel agent in Tunstall, to hear what they need from my right hon. Friend to help them to recover from the pandemic, and the key thing was clarity. So will he reassure Heidi and Andy from Oasis Travel that we can make the guidance more simple and clear, giving confidence both to travel agents and the residents of Stoke-on-Trent, Kidsgrove and Talke about the rules when going for a long overdue summer break?
My hon. Friend is absolutely right about clarity on this. That is why a traffic light system—followed, as I have mentioned, by other countries; France, for example, has introduced one since we introduced ours—makes sense. Everyone understands red, amber and green. We have talked about the desire to bring in a system that also uses the benefits of double vaccination that will overlay that. For the benefit of his constituents at Oasis Travel, we are looking not only at the country but at individuals’ status in order to provide greater clarity and to be able to open up as much as possible for summer.
The travel sector, particularly the business travel sector, sees the reopening of US-UK travel as vital to being viable. Will the Secretary of State update the House on who sits on the US-UK travel taskforce, when it will publish its recommendations, and whether the reports of concerns over the Oxford AstraZeneca vaccine in the press this week will have any impact?
Yes, I can provide a bit more detail. The group is chaired at Cabinet Office level and the equivalent in the United States. It was, as the hon. Lady will know, set up by the President and the Prime Minister at the G7. There has not been a specific date provided for publishing the group’s work, but it meets on a weekly basis. I urge her and others to discount what they read in the newspapers. I did not recognise the output that I saw in the stories this morning other than that it is true that there are issues that I have mentioned at the Dispatch Box about recognition in both directions. These are very real problems. There are 50 states in America and they all use different systems for showing whether people are fully vaccinated—to throw another one into the pot. However, we are working very closely together and the desire is there between the US and the UK to normalise travel again.
The Government’s intention to scrap quarantine restrictions for fully vaccinated people arriving from amber list countries is very welcome, but can I stress to my right hon. Friend how important it is to have clarity over the timings now instead of later in the summer? Ideally we need this in place at the start of the school holidays to give families the confidence to book and to ensure that it has the maximum impact in helping the travel sector to recover. I do not have to tell him that if it is delayed for too long, the summer for the travel sector will be lost, and that will have huge financial implications for the sector.
I do recognise the desire to see the system clarified. I went to some lengths in my opening remarks to explain that we have some issues that we need to resolve, including what the JCVI is going to recommend when it finishes opining over whether children should be vaccinated, and, without knowing the answer to that, what alternative system would be in place. As Members have mentioned, we have already seen Malta, for example, putting in place its own restrictions on children at the particular age of 12. There are complexities to deal with. However, I hear what my hon. Friend and others have said about the desire for clarity. I will return to this House once we have made progress and make sure that he is here to hear it first.
UK airlines, excluding the wider aviation sector, have announced over 30,000 job cuts so far, and that is before we even consider the wider supply chain in the aviation sector. British Airways and General Electric are based in my constituency and are major employers for Pontypridd and Taff-Ely. Both have had to make significant job cuts in difficult circumstances, and I fear that there could be more on the horizon. Labour has consistently called for a sectoral deal that secures jobs and protects the aviation supply chain. Thousands of jobs depend on it. Why will not Ministers give aviation the support that they promised?
I have to say, we are providing £7 billion of support. The hon. Lady says that the Opposition have consistently called for support, but that is not the case. The former shadow Chancellor, the hon. Member for Oxford East (Anneliese Dodds), said:
“we can no longer accept public funds paying for projects that make the shift to zero”
carbon harder. In other words, she was not prepared to support the aviation sector, as we have done. [Interruption.] It is on record. I understand the perspective of the hon. Member for Pontypridd (Alex Davies-Jones), and I agree with her as it happens, but the Opposition’s policy has been all over the place.
Travel companies in my constituency such as Full Circle and Comfy Class are understandably keen to have more countries on the green list. I appreciate that there is a balance, because I have also had emails from constituents concerned that if we move too quickly, we could end up with further restrictions here. However, will my right hon. Friend reassure the companies in my constituency and elsewhere that it is still his aspiration to get as many countries on the green list as soon as he can, providing it is safe to do so?
That is absolutely the case. I want to reassure my hon. Friend and the whole House that I wish to see travel reopened—I am the Secretary of State for Transport; I want to see transport operating. No one comes into this job to try to close down travel. We have to be realistic about the pandemic, which is global in nature and is still running at record rates around the world beyond our shores. It is tempting to think it is over because we have managed to vaccinate such a high proportion of our own population, but no other major economy has done the same thing. However, I can provide my hon. Friend with the reassurance that we are moving on this as fast as we possibly can. Subject to the expert advice, I am looking forward to working with my right hon. Friend the new Health Secretary to move things along.
What I picked up on a recent visit to Heathrow with the Home Affairs Committee was that the Government always seem to be behind the curve. They always seems to be having to deal with the current crisis and not thinking ahead to what the next crisis will be in travel, particularly at the borders. We have heard lots of reasons today why it is all very difficult for the Secretary of State to come with a plan, but can he give a firm date for when he will have a clear plan, which is what the public are really calling for, along with the travel industry?
I hear the calls for clarity, and I appreciate what the hon. Lady is saying, but is she suggesting that we should leave children behind this summer? Should people who have not been vaccinated be able to travel? How would she know whether an inward traveller coming here from another country had been vaccinated if we do not have a digital certificate from them? These are not abstract questions; they are real questions that have to be added to what the scientists know or do not know about the ability of somebody with coronavirus to get it again and/or carry it—just ask Nick Robinson what happened to him. Make no mistake: I want to get things opened up as quickly as possible—that is my intention and desire—but we cannot throw caution to the wind and risk going backwards by bringing in a new variant of concern because of all the calls to simply ignore the facts.
I thank my right hon. Friend for that last answer, and I accept it. However, I went to Gibraltar for the weekend of 11 to 14 June and was astonished by the hoops I had to go through on return from the green Rock. I had to take three tests and fill out a very complex passenger locator form to come home. Given that nearly 49% of our population have now been double vaccinated, will my right hon. Friend have a look at reducing the cost, the bureaucracy and the time wasting that occurs when people return to the UK from even the safest countries, such as the Rock of Gibraltar, which is a green area?
I am pleased to tell my hon. Friend that he should not have needed to take three tests. Returning from a green country, he would simply be required to fill in his passenger locator form, take a pre-departure test and then a single test on day two. That is used for sequencing the genome, which we have spoken about a lot—I know that other countries are not as interested as we have been in that subject.
My hon. Friend is absolutely right about driving down the cost. I was pleased to see on the website yesterday that there are now costs in the £20, £30 and £40 range, rather than the very high costs previously. We have now organised the website so that people can search by region and cost, in order to buy a package that suits their pocket. I agree with him about driving down the costs and driving out the bureaucracy, linking up the passenger locator form with the gates, so that when he comes through the border, he is not stopped specifically because of his travel.
Mark Tanzer, of ABTA, told the Treasury Committee that 44% of ABTA members anticipate more redundancies as furlough tapers off. This is an avoidable harm, so may I ask the Transport Committee what conversations he has had with the Chancellor on continuing furlough at the full 80% rate, at least for travel and tourism?
I always have ongoing conversations and that is one thing that has led to furlough being available—and not only that, but a scheme that has, in essence, paid the business rates for all the major airports in this country, apart from the very largest two or three. That has been extended again for a further six months as well. The best way we can get this resolved is to get travel going again, and our level of vaccination means that that can happen; thanks to the UK Government, everybody throughout the UK is enjoying the highest level of vaccination of any major economy.
Our historic vaccine programme has meant that we have been able to begin safely reopening international travel, and I must add that my constituency has truly led the way on the vaccination programme lately, and I must thank all those involved for that. Does my right hon. Friend agree that it is right, however, that we take a cautious approach, so that we do not jeopardise the enormous sacrifices and gains made by the British people in the past year? Of course, that will mean that next year we can travel safely for the World cup, as, I hope, the rightful winners of the euros this year.
My hon. Friend is absolutely right, and the only caveat I would add is that I am really keen to see us open up—we want to see it happen and we are going to put all the measures in place to try to do that. One frustration I think we all feel in this House is that because we have managed to get ourselves vaccinated and because we are sequencing the genome to such an extent, it is tempting to think that the entire world is already there. Sadly, that is not the case; we are waiting for others to catch up. So she is right to say that we need to take a cautious approach, but none the less it is one that will start to see benefits for this country and people who want to travel.
The threat to the travel and tourism industry is very real. Just this week, I met constituents who normally work on aircraft but now have either been furloughed or in some cases made redundant several months ago and they are extremely concerned about the ongoing future of the industry. So it is regrettable that the Transport Secretary should seek to misrepresent the position of my hon. Friend the Member for Oldham West and Royton (Jim McMahon) in terms of recognising an increase in the number of nations on the green list, seeking clarification of the system and calling for international co-operation on vaccine passports, which can give real certainty to the industry and confidence to holidaymakers, so that we can try to save some of these crucial jobs in our industry.
On the contrary, I have been listening carefully to what the hon. Member for Oldham West has had to say from the Front Bench. A few days ago, he was challenged about how many countries should go on to the green list and he said, “Well, from our point of view it has got to be about the science.” He said that he cannot give an exact number and that we have to take the expert advice—what on earth does he think we have been doing all these months?
My constituency has a lot of aerospace manufacturing, which is suffering the knock-back from the lack of international travel. At a recent meeting with pilots from my constituency, I was told that the additions to the green list will up their business to only 10% of their capacity, so they really are struggling. They asked whether we could avoid any last-minute changes to policy and give people as much notice as possible. I need to stress that they were asking for a date on which double-vaccinated people would be able to travel a lot more freely. I said I would pass those messages on, which I have done.
I am grateful for the direct message. Sadly, the pandemic and the virus do not give us much advance notice; we often find that a country is on the green list and we need to move it, as we saw with Portugal and Spain with the travel corridors last year. One thing that we have done to provide a little more forward guidance is use the green watch list, the purpose of which is to help my hon. Friend’s constituents to see when a country may be a bit closer to the amber border and when they would therefore want to be more aware. I hope that that provides a bit of additional guidance, but I will return to the House next month with more details of what double vaccination can mean for people and for the travel industry.
The Prime Minister has acknowledged that this summer will not be typical with regard to international travel. Regional airports such as Newcastle International rely on the summer season to generate the bulk of their revenue and tide them over during the quiet periods in the winter. Will the Secretary of State look particularly at regional airports this winter? What support can they be given to ensure that not generating revenue over the summer does not lead them into difficulty later in the year, once international travel has opened up?
The right hon. Gentleman is absolutely right to point out the struggle for regional airports in particular. They do not have pockets as deep as those of some of the very large airports, which of course are also struggling. They have had their business rates paid, as in the case of Newcastle, for the entirety of the pandemic so far; that has been extended for a further six months and they have also had the furlough scheme and various loans available. The best thing that we can do for them is get travel reopened, and that is everything we are focused on now.
Over the weekend, we had the full panoply of the Stasi state with its pettifogging prying into people’s private lives, including show trials, denunciation, hidden cameras and inevitable hypocrisy and rule-breaking. Like the Secretary of State, I would like a lot more international travel and I am very relaxed, but as the Government seem to panic at the slightest rise in infections, when the Secretary of State argues his case in the Cabinet, will he please not put freedom day at risk? Will he please not risk any return to these fatuous restrictions over the winter? There has to be a balance. Better controls at the border than destroying our freedom at home.
I think it is true to say, as I mentioned in my opening remarks, that people are fed up with the restrictions. The good news is that the evidence clearly shows divergence between the number of cases, the number of people going into hospital and—thank goodness—the number of deaths, so I have high confidence that 19 July will be the date. I look forward to people being able to regain some of the freedoms that have been too sadly lost over the past year and a half.
The Secretary of State said in his statement that
“this is a complicated policy that requires time to work through”,
but today he has pointedly and repeatedly failed to commit to additional support for the beleaguered travel sector until the return of free travel can be re-established. Does he understand the disappointment and anger at the failure to extend additional support to the travel industry to prevent the potential loss of tens of thousands more jobs?
The hon. Lady perhaps did not hear me mention that we are paying the entirety of the business rates bill for every airport—I must check the facts here—in England. I hope that the same is happening under the Scottish Government in Scotland. We are paying the bills through the furlough scheme of all the employees in the sector, both in airports and in the airlines. We have been providing financing—billions of pounds, in fact—to enable airports and airlines to keep themselves afloat through this crisis. I have to say that when it comes to these discussions, invariably the people who most do not want to restart travel tend to be the Government in Scotland, so I am a little surprised to hear the hon. Lady’s comments.
The travel sector has had to deal with more disruption from the pandemic than most as countries are added and then taken away from different coloured lists. Travel agents have been particularly affected as customers book, then cancel their holidays. Will my right hon. Friend ensure that they receive the support that they need to enable those businesses to survive at this most difficult time?
My hon. Friend is absolutely right. Businesses across the travel industry have been drawing on the £350 billion-worth of grants and loans, VAT deferrals, the furlough scheme and much else besides. The best thing we can do is get the country flying again and get people moving again. Our exemplary progress with the vaccination roll-out gives us the best opportunity of that happening sooner rather than later.
As the vaccine rolls out and as international travel increases, if we are to prevent new variants from sending us back to square one, there needs to be an effective surveillance system with transparent analysis built in so that there can be swift action. We do not have that effective system at the moment, as we have seen from the fact that the delta variant has whipped around the country and is now closing schools and preventing UK residents from travelling abroad because people do not want it to spread. We must improve that system and not be in a situation whereby so many cases can arrive in a country before preventive measures are taken. Will the Secretary of State agree, as part of improving that system, to finally start publishing the Joint Biosecurity Centre’s analyses—not just the arrivals data, but the analyses of what is happening in other countries? The Scientific Group for Emergencies papers are published. We have been calling for the Joint Biosecurity Centre’s papers to be published for almost a year. Please publish them now. What has the Secretary of State got to hide?
The right hon. Lady is absolutely right about the need to prevent the variants. Our surveillance system, which involves our sequencing the genome more than any other country in the world, as I know she appreciates, is a big part of that. We frequently find that we know about overseas variants before the host country and consequently we often tell them about it first.
I want to ensure that the record of the House is entirely accurate. I talked about the risk assessment methodology that is already published online. The methodology includes variant assessment, triage, risk assessment and outcomes, which inform ministerial decisions. Under each heading, there is tremendous detail. For example, triage includes testing rates per 100,000, weekly instances, test positivity, evidence of overseas variants under investigation and much else. Then we publish the data on both the Public Health England and the JBC websites. I invite the right hon. Lady to look at that data. I think she will also appreciate that there are times when, for diplomatic reasons, it would be difficult to publish other countries’ data before they have done so. However, she will find a wealth of information, which we are already publishing, on the JBC and PHE websites.
I thank my right hon. Friend, who is clearly putting in the effort to try to reopen international travel, but I also echo the comments of my hon. Friend the Member for Bexhill and Battle (Huw Merriman), the Chair of the Select Committee. We need the equivalent of the domestic lockdown road map for reopening international travel. I appreciate that there are complex issues to resolve on opening travel to the amber list for those who have been fully vaccinated, but I am sure he realises that if we take too long to do that, there are travel sector businesses in our constituencies that will not be there to capitalise.
My hon. Friend is absolutely right and I want the issues that he raised to be resolved as soon as possible. Perhaps I should mention that through the G7 and the OECD, we are working to create internationally recognised systems. At the moment, every country is going off in its own direction, even among the EU 27, where there is no agreement on the basic standards for people moving around the world. He is right and I will be happy to return here to provide that further clarity.
May I refer the House to my interest as chair of the all-party parliamentary group on Pakistan? Along with Bangladesh, Pakistan was placed on the red list at the start of April despite a clear disparity in cases with other nations on the green list that had high infection rates and variants of concern. I and other APPG colleagues have requested disclosure of the figures behind that decision, which we have still not received. The coronavirus positivity rate in Pakistan has now dropped to 1.78% and there are no reports of a variant of concern from the nation. Pakistan has also recently developed the PakVac, which will help in the fight. First, will the Secretary of State give me a full answer on why Pakistan was placed on the red list in the first place? Secondly, when will Pakistan be taken off the red list and placed on the amber or—ideally—green list?
The point that the hon. Lady and the whole House will wish to recognise is that last year we were able only to look at the level of infection, which she rightly mentioned, as the indication of a country’s position in what is now the traffic light system. However, as she will see when she looks at the JBC methodology, it is now far more complex. Many more factors are taken into account, including in particular the extent to which a country freely uploads its data to GISAID, the extent to which sequencing is carried out and the extent to which a country has vaccinated its domestic population as well as much else besides. All of that is available on the JBC website. I am happy on her behalf—I make this offer across the House—to put the authorities in Pakistan in touch with our scientists in order to better understand what a country might need to do to find itself back on the amber or, indeed, green list.
I congratulate my right hon. Friend on the efforts he is making to open international travel. However, will he look at the rules associated with passengers entering the United Kingdom from international hub airports and the added complexity that often brings? Doha, and Qatar Airways in particular, support many of the regional airports. He talked about the difficulties in regional airports and the support needed for those without the capacity of some of the larger UK airports. Will he consider the status of passengers who traditionally fly out of those regions?
My right hon. Friend is absolutely right. That follows from the last question, really. It is no longer about just looking at what the infection rate is in a particular country; we need to understand who travels through that country. That can change a country’s rating, even though otherwise it would be perhaps a green list country. I refer him to the JBC’s advice, which sets out in considerable detail the various factors it is looking at. I extend the offer to countries and territories across the world to be in touch with us to better understand how we assess their data. Much of the time, a good hint for them is to be entirely transparent with the data and upload it to GISAID for sequencing so that we know that they know their level of variants of concern.
The communities around Heathrow are hugely dependent on aviation for jobs, so they have been devastated by the pandemic’s impact on international travel. Hounslow borough alone has lost 43,000 jobs, with lower-income communities hardest hit, and 22,000 Hounslow residents are still furloughed and worrying about the end of the scheme in September. Aviation and its supply chain is not in a position to recover by September, and the Transport Secretary repeating figures from the general schemes from which the sector has received support is of no help for the future. When will Ministers announce the specific sector support they promised? Will that include a sector-specific extension of furlough?
I am concerned about the position of airlines and airports and of the aviation sector generally—the House will be interested to know that I track it every single week. I am a little concerned about the hon. Member dismissing £7 billion of support as if it is not a significant figure as well as, indeed, the bespoke work done to help airports in particular to pay their rates. She will appreciate that it is for the Chancellor to come to the House to explain whether further measures will be taken, and I am sure he will return to the House when the next Budget and autumn statement come round.
I refer the House to my entry in the Register of Members’ Financial Interests. As I have the pleasure of chairing the all-party parliamentary group on business travel, I particularly welcome the Department’s recent announcement about quarantine exemptions for business travellers, but my right hon. Friend will know that they are restricted to a very small number of jet-setting multinational executives. The business travel ecosystem is much wider than that, so will he look again at the criteria for significant economic benefit, and instead look at just economic benefit, and set out when he might be able to widen the exemption to all business travel?
I am very happy to take a further look at it, and my hon. Friend is right to point to the exemptions that have been provided for large job-creating travel under very specific and restricted circumstances. To answer his question, we are best to pursue fully vaccinated status in order to open up travel further. Of course, that would apply to businesses as much as it would apply to everyone else. None the less, that is the route to getting business and other travel going again.
From the Secretary of State’s response, it is clear he was not listening to my hon. Friend the Member for Oldham West and Royton (Jim McMahon), who said that Labour supports an expansion of the green list and that we want the rapid introduction of covid passports. The Secretary of State claims that it is complicated, but other Europeans and Americans are already free to travel with a vaccine passport, a negative test or proof of infection in the last six months. Why are we less free than they are and less free than we were last summer, when we did not have the vaccines?
I am tempted to say that we cannot have it both ways. We have to be vigilant and aware of the risks of travelling to every single country in the world. Without exception, other countries do fewer tests of sequencing, so they do not know about variants. I see that the right hon. Gentleman does not agree, which is fine, but because they are not doing the sequencing it opens us up to an unknown degree of risk. [Interruption.] He says “Germany”, but 1.3% of their positive cases are sequenced, whereas we sequence nearly 50% of our cases—that is a good case in point.
Of course we are looking at what other countries are doing. We are also making sure that we are talking to them all; I speak to my counterparts on a regular basis. However, the fact of the matter is that we have a traffic light system. We need those countries to be able, ideally, to get into the green category and, if not, to be able to use the fully vaccinated route in order to open up travel further.
I was a travel agent and tour operator before I came to the House, and I have great sympathy for the industry. The Secretary of State will realise that travel is not just about holidays. I was made aware yesterday of a very sad case of people needing to travel as soon as possible following a sudden death of a young relative in the United States of America. In a state of shock, they wanted to know what they should do. If the Secretary of State can bring forward travel bridges, especially with the United States of America, it would help people in such circumstances.
I want to let my hon. Friend know that, in the very sad case that he talked about, America’s being on the amber list would allow them to travel. There is a wider issue with the United States around executive order 212(f), which prevents travel from the UK, European nations and many other countries within the previous 14 days, so people may well require special arrangements on the US side as well. That is not the British Government’s doing, of course, which is why we are working with the Americans through the working group to try to remove such impediments.
The “wait and see” statement last Thursday just has not given the vision for international travel that many were hoping for, and it is not good enough to leave major airports, such as Newcastle International, in the dark. The outlook looks extremely challenging, and the Government cannot delay their aviation recovery plan any longer. The sector needs a comprehensive package of support to ensure that it can increase global connectivity and drive growth in our region in a planned way, and we need Newcastle airport to thrive for that. The Government say they are committed to global Britain, but when will they start acting like it?
I urge the hon. Lady to talk to her own Front Benchers, who are trying to remove the amber list entirely and chuck all those countries, presumably, into red; the hon. Member for Oldham West and Royton (Jim McMahon) is not able to tell us how many would go into green. Meanwhile, we are supporting Newcastle airport; as I mentioned, we have paid the entirety of its business rates throughout this crisis. The best hope of all for it is to get travel going again.
I have said this several times and I do not want to labour the point, but I will be returning to the House with full details of exactly how a double-vaccinated—fully vaccinated—status could help with international travel. I have also tried to explain why it is not quite as straightforward as the hon. Member for Newcastle upon Tyne North (Catherine McKinnell) might imagine; for example, what do we do about children, who have not yet had their vaccination status confirmed?
I welcome the decision to loosen travel restrictions on double-jabbed Brits, but I also agree with other speakers regarding the need for a clear road map. However, whatever that road map contains, it will take time for passenger confidence to recover. Thousands of jobs in the travel industry are still at stake, so what will my right hon. Friend do to explore all options for further financial support for the travel industry?
My hon. Friend will know that I have been working with the Chancellor throughout this crisis, which is how £7 billion-worth of support has been provided to the travel sector. I also think it is very important, as my hon. Friend and others have said, to be able to set out as clear a path as possible to the reopening of international travel, notwithstanding the fact that, unfortunately, the virus is raging in different parts of the world and new variants of interest, at least, and sometimes variants of concern, are coming about on a monthly basis. We will do everything we can to put in place a system that involves both the traffic lights and the double-vaccinated status in order to provide a sense of certainty—as much as can be done in a global pandemic—for the aviation sector.
With greater restrictions being placed on UK travellers to Spain, Portugal, Germany and Hong Kong, there is no doubt that the aviation and travel sectors are still in a difficult place. We have already heard today the chief executive of the Association of British Travel Agents, Mark Tanzer, tell the Treasury Committee that 44% of ABTA members anticipate more redundancies as furlough tapers off. That is on top of 37% of those jobs already having been lost or being at risk, so action is plainly necessary. Does the Minister agree that there must be a tailored package of financial support, crucially including furlough extension, for the travel sector, as called for by the Travel Day of Action campaign?
I think the hon. Lady is aware that these are matters for the Chancellor, and I know that he will be coming to the House at some point to set out his future plans as we get through this pandemic.
My constituent Tom Williams kindly agreed to participate in the Novavax trial. He was promised that that would not disadvantage him in any way. He is now fully vaccinated with Novavax and, restrictions willing, is hoping to go to France this summer with his family. As the European Medicines Agency has not yet certified the Novavax vaccine, the trip is now at risk. Will my right hon. Friend investigate this case as a priority and do all he can to ensure that Mr Williams can travel with his family?
The changes announced by the Secretary of State will make a properly functioning test and trace system even more important. Last week, however, we saw the damning report of the National Audit Office on the English test and trace system, and just yesterday responses to a series of freedom of information requests made by my friend and colleague the MSP for North East Fife suggested a cover-up by the Scottish Government of failures in their test and protect scheme. What steps are being taken to work with the devolved nations on the functioning of testing regimes, and how will the Secretary of State ensure that those schemes are not overwhelmed as a result of the changing picture?
One of the very important things that we have been doing is automating the process of being able, essentially, to track people no matter where they have come back from. With regard to international travel, for example, the passenger locator form now automatically links with someone’s passport and provides confirmation as they enter, either through an e-gate or through a Border Force inspector, of where they have come from and therefore whether they need to self-isolate or quarantine. Those conversations are ongoing, and I keep in touch with the devolved Administrations about that on an ongoing basis.
The Opposition do not seem to be able to name any countries or destinations they want to add to the green list, but may I suggest a couple—the Greek islands and the Canaries? Both have very low infection rates, they are very popular destinations for UK travellers, and they seem, potentially, to qualify under other criteria. When might they be added to the green list, and will they stay there until a variant of concern has been properly identified?
One thing I know for sure is that it is very difficult to give guarantees about any countries staying on the green list forever. That is how I ended up going to Spain and coming back two or three days later, after I had myself put it in the no-fly category, as it was at the time. However, I can tell my hon. Friend for sure that both the Canaries and the Greek islands were looked at in the last review. The fact that they did not qualify, as my hon. Friend rightly identifies, is a matter not simply of their infection rates, but the other criteria clearly set out by the JBC and available to him and others on the website. It is more likely to be to do, for example, with their ability to sequence the genome. We are working hard with countries across the world, particularly holiday destinations, to let them know what would be required, and we welcome further contact from them for them to be able to understand the system we are applying.
The Secretary of State will no doubt agree with me that the support packages provided by the Government—furlough, grant packages, low interest loans—have been essential in supporting businesses and industry through the pandemic. With the continued impact of covid-19 on the aviation and travel industry, can the Secretary of State outline what representation he has made to the Chancellor on the part of the travel industry for the extension of furlough and a much-needed specific tailored grant support scheme to be provided to sustain jobs and protect the future of this industry?
The hon. Lady is absolutely right about how essential the package has been to date, and my conversations with the Chancellor are of course, as with all Cabinet Ministers, ongoing.
While we all have huge sympathy for travel companies with very little income, what action is the Secretary of State going to take to help people such as my recently widowed constituent who has had no refund for the holiday she was due to have with her husband, and not even an acknowledgement of receipt of her husband’s death certificate?
I am very sorry to hear about that particular case. I have been putting pressure on the whole sector to do the right thing, and to provide either vouchers or refunds where people require them. An essential part of being able to get travel back together is that people feel, when they book, that they would be able to rebook, should they need to do so for coronavirus reasons. I am not familiar with the individual case, but I would be very happy to follow it up for my hon. Friend.
Throughout the pandemic, the Transport Secretary has treated the travel industry as an afterthought—delaying decisions, making vague promises, creating chaos and confusion. Nearly 200,000 jobs have been lost or are at risk, and countless well-established high street agencies are now boarded up. Over a year ago, the Government promised a sector-specific support package. He keeps referring to £7 billion, yet he knows that that was purely for the aviation industry, not for travel agencies. ABTA wrote to him just this week about the lack of support. Why has he failed to deliver for them?
I have to say that that is a rather disingenuous thing to say about a Government who have provided furlough for absolutely everybody in every sector, including the ones the hon. Lady identifies. The support that the Chancellor has provided has been incredibly generous. I keep very closely in touch with travel agents, in my own constituency and across the country, and I understand the pressures they have been under. No one can pretend that it has been easy or straightforward, but I strenuously disagree with the hon. Lady if she is saying that that support has not been there, because the very fact that we are having this discussion demonstrates the extent to which we have been out there working to make sure that people are supported through this crisis.
I know that virus detection equipment from Kromek in Sedgefield is being trialled at both Newcastle and Teesside airports at the moment, and we hope it will be a valuable tool in the future. While I appreciate the sacrifices being made by our whole population to shield the most vulnerable and keep our NHS from being overwhelmed this year, I do not believe that economic growth and business should be held back until every adult is able to travel. Does my right hon. Friend agree that, although those not fully vaccinated may find it frustrating, we need to open up international travel for those who are fully vaccinated and safe to kickstart the rebuilding of the travel economy, for both businesses such as Mel’s Travel, a recently opened travel agency in Ferryhill, and workers in places such as Teesside airport? Where testing is required, the costs need to be reduced very substantially, especially for children.
The good news is that costs have been coming down, really quite dramatically, in the past couple of months. I share my hon. Friend’s enthusiasm and anxiety to get the sector open up as quickly as possible.
Just this morning, the Department for Transport snuck out the news that senior business executives will be able to dodge the quarantine rules relating to the amber list. I am sure the Secretary of State will want to take this opportunity to advise the House of the medical miracle that means that the wealthiest in society are unable to contract or, indeed, transmit covid-19. Or perhaps he can tell us what we already know: that on the watch of the Tories, it is simply one rule for the super-rich and another rule for the rest of us.
What a load of nonsense. I expect that the hon. Gentleman does not want to see—just taking a random example—the thousands of jobs created in car plants, just because of his vindictive and really very narrow view of how the world should operate. It is absolutely ridiculous. Anybody who is able to come to this country, for whatever reason, will be under very strict restrictions. They will require testing and they will be able to carry out only that specific piece of business. To my mind, if this helps thousands of people to keep their jobs and get new jobs, it is well worth while.
I am particularly concerned about travel to France. My delegation to the Council of Europe, most of whom have been double-vaccinated, and despite having diplomatic status themselves, are having to wait to represent the UK in person until France has gone green. What changes does my right hon. Friend anticipate that could make our travel easier?
I am most anxious to enable my hon. Friend to travel to the Council of Europe, and I will undertake to speak to my opposite number, Jean-Baptiste Djebarri, to find out what can be done to encourage a regime that enables travel to take place more easily, but we are having to work with what is available to us at the moment. As France also has a traffic light system in place, I will do my best to ensure that the two of us can help that visit to take place.
I thank the Secretary of State for his responses. It is very difficult to know all the answers to these questions.
There have been mixed messages, with amber or green travel acceptable for some countries in the EU, while Germany says that the EU should get together and prevent UK nationals from travelling. The USA has stated that UK citizens may not travel to the States before August and may not be able to do so for a period of time after that, causing much uncertainty. Will the Secretary of State tell those who book holidays and then have them cancelled, or those who are on holiday and then have to quarantine on their return, just when there will be a direct, honest and clear strategy? With great respect, I have to tell him that, at this moment, my constituents do not know what they can or should do when it comes to booking an overseas holiday.
The reality of the situation is that this virus just does not give us those answers. I wish it would. I hope the hon. Gentleman can see that, through the combination of the traffic light system and the forthcoming double-vaccination system—so that it is not only the place but the individual that can be looked at—we will get to a position where people are able to travel more freely than they have been up to this point. However, I have to remind the House that we are still living through a global pandemic, and things are not quite so straightforward as has been suggested in one or two of the interventions, although not that of the hon. Gentleman.

Written StatementsOn 21 February 2021, the Government announced they intended to remove the effects of the 2014 European Court of Justice’s ruling in the Vnuk case from GB law. The Government have been clear since the ruling in 2014 that they do not agree with it. The decision directed the unnecessary extension of the provisions requiring motor insurance to private land as well as a greater range of vehicles that potentially includes motorsports, agricultural machinery and light electric vehicles. This has led to excessive liabilities on the insurance industry, and to potential increases in motorists’ insurance premiums. Delivering on this commitment is a priority for the Government and we will continue to explore bringing forward the necessary legislation as soon as parliamentary time allows.
My hon. Friend the Member for Wellingborough (Mr Bone) has introduced a private Member’s Bill, the Motor Vehicles (Compulsory Insurance) Bill, which aims to deliver the necessary legislative change. The Government will follow passage of this Bill with interest.
Background
Vnuk is a 2014 European Court of Justice (ECJ) ruling on the case of a Slovenian farmer—Mr Vnuk—who was knocked off his ladder by a reversing tractor trailer on a private farm in 2007.
The ruling directed that the compulsory motor insurance requirement must be extended to include vehicles being used on private land, as well as a greater range of vehicles—potentially including those used in motorsports, agricultural machinery and light electric vehicles (LEV).
This contrasts sharply with the scope of the domestic compulsory insurance requirement (in GB) under the Road Traffic Act 1988 (RTA) which is limited to accidents on roads and other public places and has a narrower definition of “motor vehicle”.
Implementing Vnuk would have been costly, in the region of £2 billion (covering existing motorcars, existing motorcycles, existing business vehicles, motorsports and other business) according to the Government Actuary’s Department (GAD).
Focusing just on existing motorcars, GAD calculate that insurance policyholders could face an estimated additional cost of £1.227 billion if Vnuk was implemented—expressed as a potential increase in individual insurance premiums of c. £50 for 25 million consumers.
In order to remove the impact of the Vnuk decision from GB law, primary legislation is required and a slot to introduce this will be sought at the earliest possible opportunity.

Commons ChamberWe are working with the rail industry to develop a number of recovery initiatives focused on restoring passenger confidence in rail travel.
Given the importance of improving train passenger numbers once the nation has fully reopened, marketing rail travel will be crucial if only to keep the Treasury happy. What support will the Secretary of State give to community rail partnerships up and down the country, which do so much to enhance the quality of local services, not just in planting out flowerbeds and making stations more attractive but in attracting the leisure passengers that we will need to travel on all our railway lines in ever greater numbers?
As a distinguished former Rail Minister, my hon. Friend will be pleased to hear that community rail is very much at the heart of the recent White Paper on rail reform. He can expect to see our commitment to rail community partnerships grow in the years to come, which will, I hope, fulfil the ambitions he set out during his time as Rail Minister.
Alongside the phase-out dates, we have pledged a £2.8 billion package of measures to support the industry and consumers to make the switch to cleaner vehicles. Discussions with my colleagues are ongoing.
The 2030 ban on the sale of new petrol and diesel vehicles is a necessary step to reach our net zero targets, but to enable mass adoption of electric vehicles, we need to fix the issues around charging points. Currently, many in service do not work—or they charge inefficiently—and they are under-provided and excessively priced in some areas. Because they are run by independent providers, there is no joined-up national infrastructure. Given that we need to roll out widespread charging points across the UK and tackle these issues, does the Secretary of State agree that the Government need to invest much more and properly regulate the sector so that it is better joined-up, more reliable and more accessible?
As a driver of an electric vehicle, I have experienced the exact issues that the hon. Lady talks about. There are too many different membership cards, and people have to use too many different forms of payment and sign up to too many sites before they can even pay for the miles that they charge. We have a plan in place, which has included taking secondary legislation action that will require all chargers providing rapid charge to allow contactless payment, which I know the hon. Lady will appreciate.
As a fellow electric car driver, I cannot wait for those regulations to come forward.
As the Climate Change Committee made clear this morning, the Government are not delivering on the policies needed to meet their climate targets. As well as incentivising EV purchases and improving EV charging infrastructure, we need EVs to be built in Britain. What conversations has the Secretary of State had with the Business Secretary about Government support for EV manufacturing at the Ford Halewood plant, which is crucial if we are to secure the future viability of the site, and about saving jobs making vehicle components at the GKN plant in Birmingham?
The hon. Lady will know that the Government have pledged half a billion pounds towards creating factories to produce batteries, which is a very important part of the development of electric cars. I often hear people say that we are somehow falling behind. In fact, we had the second highest sales of electric vehicles in Europe in the first quarter of this year; one in seven cars sold now has plug-in. I cannot comment directly on the discussions that my right hon. Friend the Business Secretary has had about those specific plants, but I can tell the hon. Lady that discussions are ongoing in order to achieve the infrastructure delivery in this country, including the manufacturing base, which will continue to ensure that we lead Europe when it comes to electric car provision.
I am pleased to say that flexible season tickets went on sale on Monday and they will be available for use from next Monday.
Back in 2018, South Western Railway undertook to conduct a review to ensure that we have earlier and later trains on the network. With many of my constituents working in the care sector, often with antisocial hours, and dependent on public transport, will my right hon. Friend agree to work with me and SWR to make the change?
My hon. Friend is absolutely right to raise the issue of flexibility with train travel, particularly as we return post covid, which is why the flexible season tickets are very important. I would be delighted to arrange for him to meet up with the rail Minister, my hon. Friend the Member for Daventry (Chris Heaton-Harris), to discuss the specific issue that concerns him on SWR.
The transformation of our railways has now started and passengers are already benefiting as we are investing billions in rail across the UK, including with the flexible tickets just announced.
Given York’s historic connections and its strategic location, does my right hon. Friend think that it would make the perfect location for a new headquarters for our Great British Railways?
My hon. Friend is absolutely right: it is a stunning location. I launched the Williams-Shapps rail review at the York National Railway Museum. I commend it to everybody in this House and I think he is right that York could provide a very attractive location for Great British Railways, although that matter is some way down the line yet.
The world’s first passenger railway station is located on Liverpool Road in Manchester. As the Secretary of State knows, Greater Manchester has an objective to integrate rail stations and commuter rail services into a single joined-up public transport network alongside bus, Metrolink, walking and cycling. The best way to do that is to devolve the necessary funding and powers for rail, so can the Secretary of State reassure me that Great British Railways, in partnership with places such as Greater Manchester, will not shut down the route to securing this?
Yesterday I was at what will become Great Britain’s biggest ever railway station built in one go—Old Oak Common—so it is fantastic to hear about the railway station in the hon. Member’s constituency, which was the first ever railway station. I think it is now a museum, if I am correct. I know that he has read and studied the Williams-Shapps rail reform and will have taken particular note of page 41, which contains information about that devolution plan. I do not think it will disappoint him when it comes to bringing together those services—a matter that I was speaking to the Greater Manchester Mayor about just this week.
Staff safety is a priority, which is evidenced by the very significant investment that has been made.
Two weeks ago, representatives from the Public and Commercial Services Union and senior management, including the permanent secretary of the Department for Transport, had reached a deal to bring an end to the ongoing industrial dispute over covid safety, but in a development unprecedented in 20 years of civil service negotiations, the Department subsequently reneged on a deal, much of which it had written, with no word of explanation. Is PCS right in believing that the deal was scuppered at the last minute after direct intervention from the Secretary of State? Will he apologise to those members of the public who now face further backlogs as a result of this unnecessary, ideological refusal to find the resolution to this dispute?
With the greatest respect to the hon. Lady, the only thing that is unnecessary is for the PCS union to be continuing a strike that is purported to be about safety when, in fact, £4.2 million has been invested at the DVLA to make it covid- safe. An additional building has been rented. Air conditioning has been changed so that the air comes directly in from outside. Perspex screens have been put in place. Zones and bubbles have been created, and there is a very substantive clean regime. If this dispute is indeed about making sure that the building is covid-secure, then that has been achieved. What we need to know is why the demands then switched to demands about pay and demands about holiday, which have nothing to do with being covid-secure.
I wonder whether the Secretary of State would therefore be willing to accompany me and other colleagues who have constituents working at the DVLA to the site so that he can show us just how safe it is, because our constituents are telling us a completely different story.
It is probably important that we allow those who are experts in these things to follow through. Public Health Wales has signed this off. Swansea Council’s environmental health team has signed this off. The Health and Safety Executive has signed this off. I think we should be listening to all those health experts as they decide what should happen in a site like this and are looking at the data and facts. We can then make the decision from there. I do not think there is any further excuse for preventing vulnerable people from being able to pick up the documentation that they require from the DVLA, which is the only thing this ongoing strike is now achieving.
Following up on the conversations earlier, I am delighted to inform the House that in the next few weeks we expect a milestone in the number of rapid chargers being available, with 3,000 different locations and 25,000 public charging points. That means more charging point locations than petrol stations in this country. As mentioned, that is on top of £2.8 billion of Government support for the transition to zero emissions, with companies such as Gridserve, BP Pulse and Shell committing to significant investment in charging infrastructure and working together to back up the fact that in this country we now have more rapid chargers per 100 miles of major road network than any other location in Europe.
Last week, Oxfordshire County Council, the Vale of White Horse District Council and I applied to the levelling-up fund for the snappily titled B4044 strategic cycle link between Botley and Eynsham. This project would significantly boost sustainable travel between Oxford city centre and the new housing planned around Eynsham, linking through more deprived communities. Does the Minister agree that this is exactly the kind of active travel initiative that we need more of in areas of high housing and economic growth, especially given our desire to achieve a zero-carbon Oxfordshire by 2050?
I have not seen that particular application yet, but we do know that the Government have put in a record amount of more than £2 billion of active travel funding for walking and cycling. I know that the hon. Lady will be delighted that Oxfordshire investment has now reached £355 million in different transport environments, and that is on top of the £760 million for East West Rail, so when it comes to investing in her constituency in Oxfordshire, this Conservative Government are really going for it.
Is the Secretary of State hearing, as I am, that our airports and Border Force are getting people through arrivals more quickly and therefore more safely? Is he confident that we will be in a position to get more people who have been double-jabbed through arrivals with digitisation and the NHS app delivering proof of a double jab?
My hon. Friend is absolutely right. The last few weeks have seen a remarkable digital transformation in the background, which means that people coming in from green-list countries have been going to e-gates that have been updated, both physically and with software, or going to see a Border Force officer and having their passports scanned in one way or the other. That has been automatically linked back to the passenger locator form that they filled out before they left their country of departure, which tells Border Force whether they have had a pre-departure test and whether they have future tests booked. This links the whole machinery together, so yes, the automation is really starting to get into place now.
Yesterday, hundreds of workers in the aviation and tourism industry held a demonstration outside Parliament urging the Government to protect their jobs and those of 1.5 million people employed in aviation and the wider supply chain. On behalf of the countless staff and trade unions I spoke to, will the Secretary of State finally deliver on the sectoral deal that his Government promised but have so far failed to deliver? When he makes an announcement later on the traffic light system, which, it should be noted, is not being made to this House, will he publish the criteria, the country-by-country assessment and the direction of travel for each country, to give travellers confidence to plan for this summer?
I find the hon. Gentleman’s policy confusing, only because, as I understand it, he has previously called for all countries to be put into the red category, meaning that there would be no travel at all. In addition, the former shadow Chancellor has said that Labour would never provide financial support to these companies, yet Labour is now saying that it wants more support to be provided and the hon. Gentleman is saying that he does not want to follow his own policy. Having a red, amber and green list enables people to see which countries are in which category, and the Joint Biosecurity Centre is publishing the data on the website to show why particular countries are in each category.
I can give you an assurance, Mr Speaker, that I have tried my hardest to get the Transport Secretary to fully understand our sectoral deal and the way we have laid it out, but I cannot help the confusion that continues to reign with this Transport Secretary.
Let us now move closer to home. We have had two questions today on the DVLA in Swansea, and the Transport Secretary did not give a convincing answer to either. It was reported last week that a deal had been reached with staff, trade unions and the Government to finally resolve the industrial dispute over health and safety failings at the DVLA in Swansea, but that it was pulled at the last minute by a Minister. Will the Secretary of State confirm whether he or senior members of the Department pulled the deal, and, if so, why? He and his Department are now squarely against the loyal workforce at DVLA Swansea. What will he now do to restore trust and confidence in those fantastic workers?
The Public and Commercial Services Union continues to take industrial action, which is targeting the services and having a negative impact on some of the most vulnerable people in society. The fact of the matter is that the safety concerns have been signed off by Public Health Wales, the Health and Safety Executive, the Welsh Government and the UK Government, yet this strike continues and now is apparently not about healthcare, but about demands over money instead. Will the hon. Gentleman actually ask people to go back to their work in order to help vulnerable people in this country? That is the question and this House needs to know.

I am familiar with that absolutely tragic case. Indeed, I know that my hon. Friend the Rail Minister met the partner of the deceased last week and discussed all of these matters, including the integration of audible announcements, which we consider to be very important indeed. We are speeding up the introduction of tactile pavements on railway stations and, in particular, close to the rail tracks.
The hon. Lady is absolutely right that bus transport has required a huge amount of support. We have put in hundreds of millions during this pandemic. We have also launched the Bus Back Better strategy, which puts a lot of money into buses—some £3 billion. In the meantime, I will ensure that we return to this House to talk about further ways that we can support our bus sector and ensure that those essential local links that she describes are maintained.
Yes, the transport decarbonisation plan is central to our lead-in to COP26 and it is absolutely essential that we get this right and that it is ambitious enough to match the scale of the problem that we face. My hon. Friend will not have to wait long, and I think he will be impressed by the ambition.
First, I welcome the hon. Lady to the House and to her first question at Transport questions. Secondly, may I say that in my household I have two teenagers who literally ask me the same questions every day of the week. There is a very large backlog—about 440,000—due to the pandemic. The agency has a recovery plan to increase the number of tests carried out every day. I will personally be seeing that it keeps on track with that recovery plan because, as she says, young people need to be able to take their tests and pass
Ministers are aware that E10 fuel, due to be introduced from September 2021, is not compatible with all motor vehicles, and that older vehicles in particular can suffer serious damage if they use it. What extra measures do the Government intend to take, therefore, to ensure that motorists are fully aware of these dangers, so that they do not in error fill their vehicles with the wrong fuel? Can the Minister also assure me that the information on the gov.uk website on whether a vehicle can run on E10 fuel or not is completely up to date, comprehensive and correct?
I can reassure my right hon. Friend that that website is already up to date and will be accurate. It is the case that some older vehicles and historic vehicles—the type of cars which I know he is very keen on—cannot run on E10 fuel. It will be clearly marked, and he will be pleased to hear that E5 will continue to be available, so that historic cars can continue to travel on our roads.

Written StatementsThe Government and Mayor of London have agreed a third extraordinary Transport for London funding deal of £1.08 billion for the period up until 11 December 2021. The deal will replace the agreement signed in October 2020, which, following extensions agreed in March 2021 and in May 2021, expired on 28 May 2021.
The funding settlement is further proof of our commitment to supporting the capital and the transport network on which it depends, whilst ensuring that our support is fair to the national taxpayer. The Government will continue to review passenger demand in line with the Prime Minister’s roadmap and will continue to support the fare revenues lost as a result of the covid-19 pandemic.
The funding settlement sets out further measures to sustainably support London’s transport network. Within the next deal period, the Mayor has agreed to; deliver £300 million of savings or new income sources in 2021-2022; deliver £0.5-£1billion of new or increased income sources each year by 2023; prepare a revised medium-term capital investment programme; carry out a review of TfL’s pension scheme; set aside at least £100 million to continue the delivery of active travel programmes; and review options for long term funding reform in partnership with the Government. To help TfL achieve financial sustainability, the Mayor has agreed to prepare a plan to accelerate TfL’s existing modernisation programme of £730 million by April 2023.
The Mayor has agreed to work collaboratively with DfT on a joint programme for implementing higher levels of automatic train operation on the London Underground, as is the case on many metro systems worldwide. Over the course of this funding period, the Mayor and TfL will make progress towards the conversion of at least one London underground line to full automation but with an on-board attendant. This technology has the potential to offer a more punctual, reliable, customer-responsive and safer service that is less susceptible to human error. TfL will also lead market engagement into technology for protecting passengers at station platforms.
London’s underground is the world’s oldest underground railway and the Government are committed to supporting the capital’s transport network, ensuring that it meets the needs of Londoners as we recover from the pandemic and that it is modernised for the 21st century.
TfL and the London Boroughs are responsible for local road maintenance, including bridge repairs. London Borough of Hammersmith and Fulham is responsible for the safety and maintenance of Hammersmith Bridge. However, given the extraordinary circumstances of the pandemic, during the period of this agreement, we expect to draw up a memorandum of understanding between HMG, TfL and the London Borough of Hammersmith and Fulham to fund the reopening of Hammersmith Bridge—initially to pedestrians, cyclists and river traffic and, depending on cost, to motorists. Funding will be conditional on the following:
All parties must scrutinise and agree the cost of the project.
Each party agrees to pay a share of the cost. Repair costs are to be led by the London Borough of Hammersmith and Fulham and TfL; HMG will not directly contribute more than 1/3 of the costs.
That the independent Board responsible for the case for continued safe operation, reporting to London Borough of Hammersmith and Fulham, will conduct a new assessment for controlled and limited reopening of Hammersmith Bridge to pedestrians, cyclists and river traffic once further investigations and report validations are completed at the end of June. London Borough of Hammersmith and Fulham shares the assessment with the Government and TfL.
The Government have repeatedly shown that they are committed to supporting the running of essential services across the capital while we recover from this pandemic, while ensuring fairness and value for money for the taxpayer. The Government continue to work with TfL and the Mayor so TfL can be financially sustainable as soon as possible.
This deal takes Government support to TfL since March 2020 to over £4 billion, while continuing to spend money on vital infrastructure projects to level up the national transport network outside of London.
