Written StatementsThe Department is committed to continuing to deliver for customers, families and the economy, and yesterday announced its strategic ambition for its back-of-house services, i.e. those that are delivered virtually and where customers are not seen face to face. This will not affect any public-facing roles, or any Jobcentre Plus services.
I want to provide reassurance that this is not a plan to reduce our headcount—where possible, our colleagues in offices due to close are being offered opportunities to be redeployed to a nearby site, or retrained into a new role in DWP or another Government Department. That is alongside our effort to utilise our hybrid working policy to help facilitate more inclusive workplaces, which are capable of adapting to the needs of employees and the Department.
The Department’s plans for transformational change will support delivery of the Government priorities for getting people back into employment, deliver long-term savings and meet Government modernisation commitments. The Department has developed a strategy which will, over the next 10 years, reshape how, where and when it delivers its services. Over the 10-year period the Department will transition to an estate that is smaller, greener, and better—making DWP more efficient. By having a smaller footprint, this helps us to be greener. This type of bold modernisation can support efficiencies, create value for money, reduce fraud and error, build resilience and sustainability, and achieve improved customer outcomes and experience.
To ensure that DWP can continue to build on its success, it needs to make progress over this spending review period to set the foundation for more significant changes in the future. The Department needs to take advantage of shifts in post-covid expectations around customer service delivery and ways of working, build on digital transformations of services and make use of estate lease breaks in 2023 to enable the Department to achieve its future service delivery aspirations.
The Department currently operates from over 920 buildings and employs over 92,000 people. Reducing the Department’s estate footprint will deliver value for money for the taxpayer and enable investment to improve the working environment for colleagues in our remaining buildings. Modernisation will enable a customer-focused, digital-first organisation with more self-serve and automation.
That transformation needs to be viewed alongside the massive recent investment in frontline services. Since the start of the pandemic, we have opened over 170 new temporary jobcentres as part of our rapid estate expansion programme. We have also recruited 13,500 new work coaches in order to provide our claimants with the tailored face-to-face support they need.
The plan also supports three other key Government strategies—strengthening the Union—ensuring the Department maintains a footprint in Scotland and Wales; Places for Growth—by committing to move roles out of London; and levelling up, by retaining a presence in some of the most deprived areas throughout the nations and regions.
This change to our estates will have different implications in different places, so I have sent a letter to each MP with an affected site in their constituency explaining what the change will mean in their specific case. The letters include notification of a virtual surgery I will hold on Wednesday 23 March to hear feedback from hon. Members. I have also sent a “Dear colleague” letter to all Members, which includes the detail of the sites affected.

I, too, congratulate the hon. Member for Motherwell and Wishaw (Marion Fellows) on securing this debate on the importance of the United Nations convention on the rights of persons with disabilities. It is a pleasure to respond, and I thank all hon. Members for their insightful contributions. I am here on behalf of the Minister for Disabled People, who is disappointed that she cannot be here today, due to a medical appointment.
The principles in the UN convention are at the heart of the Government’s approach. We remain fully committed to the treaty, which we ratified in 2009, as has been mentioned, and to our obligations under it. No one wants to see any of their constituents held back from fulfilling their potential. I reassure all hon. Members that the UK Government and the devolved Administrations share the common goal to improve the lives of disabled people in the UK.
I will just make some progress, if I may. I would also like to share with the House that for nearly 30 years, my father lived with an acquired brain injury due to a criminal incident at work. It turned us into a family who cared, and I applaud all unpaid and family carers for all they do with the utmost love and care.
First, I will speak to the action we are taking as a Government to improve the lives of disabled people. In July 2021, we published the national disability strategy. Of course, we have sought permission to appeal and cannot comment further on any legal proceedings, but it is really important to highlight the five essential elements of that strategy, which complement those of the UN convention and underpin how we will continue to implement it in the UK. Those elements are to ensure fairness and equality; to consider disability from the outset; to support independent living; to work to increase participation by disabled people in all aspects of society; and to recognise that complex challenges will very often require joined-up local solutions.
I extend my best wishes to the Minister’s father. What she has said about what he went through was very moving, and reminds us that eight out of 10 disabilities are acquired—that most disabled people have lived lives without disability. The Minister started by saying that we want disabled people to fulfil their potential. Do the Government believe that there is a social model of disability, in that society puts up barriers that prevent disabled people from living their lives? It is not up to disabled people to enable themselves; it is also about society, via the Government, ensuring that those barriers are not there.
Just before the Minister responds, I remind hon. Members that interventions should be short and to the point. We have had plenty of time in this debate, but I hope hon. Members will bear that in mind.
Thank you, Mr Stringer, and I thank the hon. Lady for her kind words. It was quite ironic that during his working life, my father was the first person to put in supported disabled crossings for people with blindness, and became blind later in life due to his acquired injury. It is very important for all of us in policy making to understand that people are not necessarily born with a disability or a health condition.
The hon. Lady mentioned her train station. We have similar access issues in East Grinstead in my constituency, and we are trying to improve them. The Department for Transport also has an access programme under way, so she may want to look at that.
I echo the points made by my hon. Friend the Member for Oldham East and Saddleworth (Debbie Abrahams), and commend the Minister for sharing her father’s story. Is the Minister aware, however, that we were supposed to meet our obligation to deliver an accessible transport service by 2020, but we failed to meet that target? The Access for All fund was very welcome, but we are not doing very well when it comes to making our stations more accessible.
The hon. Lady makes an important point: I have not even mentioned my Wivelsfield station, so the reality is that we still have work to do. I know that my hon. Friend the Rail Minister, the hon. Member for Aldridge-Brownhills (Wendy Morton), is very committed to that.
The hon. Member for Motherwell and Wishaw, who opened the debate so eloquently, asked about committing to spending on aid projects, and I will address that later in my speech. I am trying to cover various points, so I hope hon. Members will bear with me while I make progress.
Alongside the Government’s national disability strategy, we have published the health and disability Green Paper and the Government’s response to the “Health is everyone’s business” consultation on minimising the risk of ill health and related job loss. Those publications demonstrate that we are taking a holistic approach to improving the lives of individuals living with disability. I think it is important for anybody listening and engaging with this debate to notice and to know that progress is being made. Of course, there is always more to do.
Significant progress has been outlined in the national disability strategy. At the DWP, we have piloted the adjustments passport, which supports disabled people’s transition into employment. The passport is personalised to the individual and captures in-work support needs, enabling the employer to have an informed conversation with the passport holder—we have just heard about flexible working. In addition, the Department for Business, Energy and Industrial Strategy has launched an online advice hub offering accessible information and advice on employment rights for disabled people.
BEIS has also completed a consultation on making flexible working—we have seen hybrid working too—the default in Great Britain unless employers have good reasons not to offer it, and it is reviewing the responses. I think that consultation is crucial and necessary. The pandemic has given us an opportunity to bust the myth of presenteeism and show that, moving forward, many sectors can be flexible and work in a hybrid way and can absolutely be inclusive of people who are disabled or living with a health condition. That will make opportunities so much more accessible for our constituents, which is what we all want.
I want to turn to the comments made by the hon. Member for Oldham East and Saddleworth on the pandemic. Since the start of the pandemic, the Government have worked hard to ensure that disabled people have access to employment support, disability benefits, financial support, food, medicines and vaccines, as well as accessible communications and guidance. I, like other Members, had constituents asking for all of that and more, and I am glad that we have been able to respond.
Of course, the NHS is offering new antibody and antiviral treatments for people with covid-19 who are at greater risk of becoming seriously ill, such as those who are immunosuppressed or face other risks. There is separate guidance and there will be additional boosters coming forward as well, which many of our constituents may be eligible for. It is important that we let people know, whoever they are and whatever is going on in their lives, that when it comes to the challenges of living well out of the covid-19 pandemic, we recognise that we must understand the impact on those with a disability or health condition. We are absolutely committed to that.
The Prime Minister made clear in launching the national strategy that we fully recognise the need not only to deliver on our near-term commitments but to go further. I can assure the House that we are doing so. As an example, in the autumn 2021 spending review, we provided an extra £1 billion via the Department for Education to support children and young people with more complex needs, including those with a disability. That will bring the total high-needs budget next year to over £9 billion.
It has been mentioned that work is an important part of disabled people’s lives. It is absolutely right that we in the DWP place the emphasis on supporting people into work where possible. Of course, we know how valuable that is. It is more than just a pay packet; it is camaraderie, friendship, and a reason to get up and get going. It makes such a difference to be part of a team and to achieve what we are able to achieve. I am passionate that, whoever someone is, wherever they are and whatever barriers to progression they may face, if they are able to work, they should be well supported to fulfil their potential by the Government, the community and jobcentres.
On that point, it is also important that employers understand their responsibility to ensure that their employee is respected in every way and has the opportunities that every other employee has.
I thank the hon. Gentleman for making that really important point. I recently had some engagement with the construction industry about really good, inclusive work practices, reaching out and being more equal. For example, 50% of the population—females—is under-represented in the sector.
Many employers often do the same recruitment and end up with the same people. They want to be more inclusive; they want the different voices and experiences that we have found so important this afternoon, but unfortunately we end up recruiting the same people because recruitment processes are not open and wide enough. We need to do more.
I wanted to put that on the record because the Minister is right. A recent headline said:
“Swindon man with Down’s syndrome gets scaffolding apprenticeship”.
There is an example of what can happen if you put your mind to it.
I have found this through our 160-plus youth hubs at DWP. Many people have neurodiversity. Young people have been very anxious and nervous. It has been really great to give people that “can-do” experience; it makes such a difference, in terms of being inclusive. People with a disability or a health condition are absolutely perfect for some jobs, and it will be right for them to be in that workplace. Let us challenge employers. Let us not just talk about it, but push for action. I am proud that DWP has led the way in supporting disabled people by recognising what they need in order to get into employment. We are there to help.
The Minister has spoken enthusiastically about employment, and I agree about the value of ensuring that everyone can secure the employment opportunities that they absolutely deserve. Can she shed any light on the employment Bill mentioned earlier, which would assist us?
I thank the hon. Lady. If the Bill fell in my portfolio and that of my Department, I could shed many lights on it, but I am afraid it sits with BEIS. I am sure that it will take note of the hon. Lady’s query.
On levelling up opportunities, the work and health programme offers intensive personalised employment support, and we are working with the NHS to improve access to psychological therapy services across England. There are also measures under the access to work scheme, which provides employees with grants of up to £62,900 a year for workplace adaptations, such as special equipment, support workers and help to get to and from work. Last financial year, almost 36,000 people with disabilities and health conditions received tailored and flexible support to do their job under access to work. Not enough people know that that is out there, and I am pleased to make the point today.
Disability Confident is another really important part of the package. We talked about employers seeing the value of having a mixed group of people in their workplace. It is a voluntary, business-led scheme, designed to give employers the knowledge, skills and free resources they need to recruit and retain disabled people, and to help them to develop their skills. As of 30 September, over 20,000 employers were actively engaged with the scheme, which covers more than 11 million employees. It is right that we push harder on this, and we will do that through our national employer partnership.
The Minister talks about the Disability Confident scheme. More than 4 million disabled people of working age want to work. While she may applaud the 35,000 figure, it is not enough. An employer can be a Disability Confident employer and not employ a single disabled person. What quality assurance and monitoring is there to ensure that the scheme will provide for disabled people? At the moment, I am not confident in it.
I thank the hon. Lady for making that point. If I may, I will let the Minister for disabled people, my hon. Friend the Member for Norwich North (Chloe Smith), pick up on that issue and write to her.
I turn to international engagement—the hon. Lady who introduced the debate, the hon. Member for Motherwell and Wishaw, would be upset if I did not. It is right to emphasise that the UK has a proud record of furthering the rights of disabled people. We have not got it all right, but we are using our overseas development work to go further, and we always have to do more. The UK is a leading global voice on disability inclusion; it hosted the first ever global disability summit, which was mentioned.
I need to make progress. I may try to come back to the hon. Lady.
In the same year, we also launched the disability inclusion strategy, setting out our priorities for social protection, economic development, education and humanitarian action. On our commitments to progress on disability inclusion in the FCDO’s diplomacy, policy and programming—
I am speaking, if I may. The hon. Member for Motherwell and Wishaw will be pleased to know that we are publishing on gov.uk all the details of the ways in which we absolutely are being more inclusive in our aid programme. I hope that is something she will ask for. On our support for global disability rights, we have committed to spending £10 billion in 2021-22, making the UK’s official development assistance, as I mentioned, disability-inclusive. I am very pleased to see that coming forward. We are absolutely committed to implementing the convention through our strong policies. [Hon. Members: “Will the Minister give way?”] I have given way enough, thank you.
On the treaties that were mentioned, the Government are absolutely sure that the substantive provisions are already largely reflected in our existing domestic policies and legislation right across the UK. We note the recommendations, but the Government’s approach is to put in place a combination of policies and legislation to give effect to the UN human rights treaties that we have already ratified.
I need to give the hon. Member for Motherwell and Wishaw some time to respond, so I will try to do that, after making a final point. I would like to underline fully this Government’s commitment to the convention on the rights of persons with disabilities, and to transforming the lives and opportunities of disabled people, both in the UK and internationally. We are unwavering, and I hope that the announcements last week will sit right with those listening today. We will continue with the wide-ranging commitments made in the national disability strategy. We will consider how we can build on that and go further, making sure that disabled people’s lives are better every day, and we will do that in the context of a central goal: to level up, and to create a society that is more positive, more engaging, and fairer for all, where everybody can get on and progress.

Written StatementsThe Government will be expanding the additional training flexibility element of DWP Train and Progress until April 2023.
DWP Train and Progress is a key policy initiative introduced in April 2021 that reinforces the importance of work coach engagement to identify and help address claimants’ skills needs. It is part of the overall support offered to assist in meeting their work and career goals.
It mobilises our network of jobcentres to make best use of existing flexibilities within the universal credit system to deliver the skills interventions designed to help people move into work.
A core element of DWP Train and Progress is to enable universal credit claimants to access and participate in full-time work-related training opportunities for up to 16 weeks such as Department for Education funded skills bootcamps and the equivalent delivered by both the Scottish and Welsh Governments.
It is vital the Jobcentre Plus support offer includes the ability to enable claimants to enhance their existing skills or gain the new skills that local employers need. The recently announced Way to Work campaign will ensure eligible benefit claimants are rapidly supported to take on the many vacancies that remain unfilled in the wider labour market. The Government also recognise that for some claimants and some job roles additional upskilling will be necessary in order to enter and progress in sustained employment.
Through the current flexibilities, UC claimants have been able to access wave 1 of the £540 million Department for Education skills bootcamps and claimants will be able to learn skills in sectors such as construction, engineering, and logistics as roll-out continues.

Commons ChamberToo many women feel forced to leave work, reduce their hours or take a step back in their careers because of the impact of the menopause. That is why I asked my Department for Work and Pensions “50 PLUS: Choices” team to work with employer organisations and produce the “Menopause and Employment” report. I will be responding to the recommendations in the report shortly.
A poll by the Fawcett Society reported that a quarter of employees currently experiencing the menopause said they would consider leaving the workforce. Furthermore, 10% are actually doing so. That is one in 10 experienced and talented women who have symptoms of the menopause leaving their jobs and their incomes, and potentially entering the benefit system. I know the Minister understands the issues that these women are facing, so would she consider creating a resource specific to women and their employers to help them overcome those barriers and keep more women in work?
I absolutely agree about the challenges when it comes to employment. That leads us to the need for a longer-term plan for pensions and everything that comes with it. Indeed, one in 100 women experience menopause by the age of 40. The hon. Lady and I were both in the first cross-Government taskforce, with the Under-Secretary of State for Health and Social Care, my hon. Friend the Member for Lewes (Maria Caulfield), on Thursday. This is a key agenda point, and I look forward to working with the hon. Lady on it.
In April 2021, we updated the offer in our jobcentres, boosting our network of armed forces champions to 50, supported by 11 area leads. They are focused on providing key support to our veterans and other members of the armed forces community to ensure that their talents and abilities are recognised and that they can move quickly on to their next step. I saw that in action on Thursday at the military careers fair in Aldershot with the Veterans Minister, my hon. Friend the Member for Aldershot (Leo Docherty).
As the Minister will know, our veterans have particular skills and needs. Can she confirm that veterans in my constituency in the Scottish Borders, whether they attend a jobcentre in Hawick, Galashiels or Eyemouth, will be able to access the support offered by their district armed forces champion?
Yes, I can confirm that they will. The great work that is being done by our DWP armed forces champions in my hon. Friend’s constituency is playing out, for example, in how the local champion from High Riggs jobcentre has already been working with the local council to secure bus passes for veterans, alongside providing veterans with direct employment support.
With Lincoln and Lincolnshire continuing to have a growing armed forces community—with RAF Waddington playing a national role and the Royal Anglian Regiment 2nd Battalion celebrating its freedom of the city last Friday—delivering the champions scheme along with other important parts of the armed forces covenant is important to my constituents, not least Councillor Bill Mara in Witham ward. What more can be done in respect of the scheme to signpost veterans to these services?
I absolutely agree with my hon. Friend. In Lincoln, the armed forces champion is already receiving good feedback in their role. They work with several councils and local homeless veterans to make sure that those veterans get suitable housing. In fact, in the case of West Lindsey council, they worked with adult social care to get permanent housing for a claimant with a history of alcohol addiction. They are also helping claimants who are veterans back into work, using the flexible support fund and working with local employers and employment agencies.
In theory this should be an excellent initiative, but the Minister will know that the previous veterans action plan, for 2019 to 2021, promised to
“increase the number of Jobcentre Plus Armed Forces Champions and District Leads from the current position of around 45 unfunded, part-time posts to funding an Armed Forces lead in each Jobcentre Plus District and 100 support posts.”
That is not happening, so how can the Minister claim to be supporting the work of armed forces champions, while cutting the number of paid posts?
We have a new model of 11 armed forces champion leads across the DWP districts. We are working with armed forces champions and the covenant locally. We have 50 armed forces champions across the jobcentre network. With covid, of course, some of this upskilling and these add-ons were paused, but we are absolutely committed to making sure that our veterans get the best service at DWP.
I thank the Minister for her response. In Northern Ireland, the role of the armed forces champions in jobcentres and in district councils presents difficulties with the security of some ex-soldiers. What discussions have taken place with the Minister or with jobcentres in Northern Ireland to ensure that veterans in Northern Ireland can access these services?
I thank the hon. Gentleman for raising this issue. Universal credit now has an identifier to help us enhance support for all our claimants who may have a veteran background. Many people do not declare that background and can be working with us for a long time before they recognise that it needs to be understood. Some 83% of veterans are employed within six months, but we need to do better and make sure that all are supported.
Young people claiming universal credit and searching for work are supported through our boosted DWP youth offer. This includes new, dedicated support from youth employability work coaches. Despite the challenges of covid-19, the DWP has opened over 160 new, specialised youth hubs across Great Britain. These innovative and vital interventions contributed to over 130,000 young people starting kickstart roles and, most importantly, to a record low youth unemployment level.
I thank my hon. Friend for her answer. Last week I was fortunate enough to visit the jobcentre in Barrow. It is rare to meet such a dedicated and enthusiastic bunch of people, and they have really been empowered to do their job, working with young people, using the kickstart scheme, and making sure that young people are prepared and have the clothes they need to get to interviews and get to work. It is absolutely fantastic to see. With that in mind, could I invite my hon. Friend to Barrow to see the good work they are doing and hear more about the route into work that they are planning for young people in the future?
I thank my hon. Friend for such warm, generous feedback. That work happens up and down the land in our jobcentres and I hear similar good news stories every day. I invite those on the Opposition Front Bench to actually step into a jobcentre, see what is really going on, meet the kickstarters and see what this has meant to their lives. In fact, at BAE, not far from my hon. Friend’s constituency, one young man has moved into an apprenticeship and is now inspiring people through our youth hubs to do exactly the same by talking about his work journey.
DWP already has a range of provisions in place to upskill jobseekers to take on key roles such as HGV drivers, including through the sector-based work academy programme, which give claimants the skills and qualifications that they need directly to take up local driver roles.
Mr Speaker, may I associate myself with your remarks and thanks directed at Her Majesty the Queen?
I read in the newspapers at the weekend that the Secretary of State is considering resigning over the Prime Minister’s rule breaking and partying. Before she heads for the exit door, given that 550,000 children are destitute, half a million children do not have a suitable bed to sleep in and she has cut universal credit by £1,000, why is she pushing through real-terms cuts to support that mean 10 million households will lose £290? How many more children will be in poverty as a result?
We have seen 130,000 people going into work through kickstart, working with employers. Way to Work is exactly the same, so we can showcase that local talent to local employers at JCPs.
Afghan refugees in north Hampshire have been supported through the hard work of many organisations, including our local jobcentre. Many of those refugees now want to get back into employment. What specific support is my hon. Friend giving to that group?
There is incredible work going on across DWP, including the launch of Jobs First. We are in every bridging hotel, our work coaches are at the forefront of helping people into work, and we have great news and great stories every day.
We have heard on several occasions about visits to jobcentres, and I have had the opportunity to visit Rugby on several occasions to see the excellent work of the work coaches there. Will the Minister thank them for their work, together with the 13,500 extra work coaches that we have provided to deliver the Way to Work plan?
I thank my hon. Friend for highlighting the daily work that is going on in our jobcentres through Plan for Jobs, Way to Work, and our new additional jobcentres—150 more have opened, and 160 youth hubs. They are absolutely changing people’s lives, and we are committed to helping people to progress.
Jobcentre staff across the country are doing excellent work getting people back into jobs, but a team in the east midlands led by my constituent Nicola Brindley are also doing fantastic work on top of their day jobs to spot jobcentre users who are victims of domestic abuse, and connect them to the help they need. The scheme is called J9; it is named after a lady called Janine Mundy, who was murdered by her former husband. Will the Minister join me in thanking Nicola Brindley and her amazing team of volunteers, and will she come to Nottingham to meet with the J9 team and learn more about the incredible work they do?
I thank my hon. Friend for highlighting that brilliant work. It is efforts such as those—the flexible support fund, the trust and empowerment that we have in our jobcentres, and working with the employer covenant on domestic abuse and getting people into work and back on their feet—that are changing lives every day, in Rugby and other local areas. I am delighted by DWP staff across the land, and proud of them.
I recently hosted the first ever jobs fair in Blyth Valley. It was an amazing success, with more than 50 local businesses taking part. Will my hon. Friend join me in thanking the Port of Blyth, the DWP and all the local firms that made it possible?
My hon. Friend, again, raises the work of local DWP teams and jobs fairs, which we have seen in Way to Work. Up to 409,000 more people are on payrolls as a result of the DWP’s hard work in my hon. Friend’s community and more widely.
My disabled constituent Ann’s monthly fuel bills of £95 have now risen to £140 and will rise to £200 in April; she also faces inflation-busting care costs. In her budgeting, she has to choose between heating and eating—exactly the problems that were highlighted in the NatCen report. Who benefited most from suppressing that report: my constituent Ann or the Government?
I recently visited Basildon jobcentre and heard how it is bringing employers in to engage with work coaches and jobseekers. Does my hon. Friend welcome that new initiative, which helps to break the stereotypical view of those who use jobcentres to find work?
As a result of the pandemic, many people who never expected to need help have worked with the DWP, as we have heard. Many Conservative Members have seen just what a change that has meant for people. Again, I invite Opposition Front Benchers to actually go down and see what is happening in local communities.

Commons ChamberThrough our place-based approach, the DWP is working closely with employers, skills providers and other Departments to support people into work. Our jobcentres connect directly with local employers to discuss their recruitment needs and to offer tailored advice and support to help fill vacancies. This includes offering work experience opportunities and increasing the number of sector-based work academy programme places available.
I am delighted that more than 100 young people in the Scottish Borders have already started work through the kickstart scheme. What can the Government do to encourage employers to keep people on after the scheme ends?
I am delighted, too. I am pleased to announce that more than 112,000 kickstart jobs have been started by young people across the UK. Many young people have found permanent jobs through kickstart, and we continue to work closely with employers to help young people find those long-term employment opportunities. We have helped employers to move kickstart participants into apprenticeships more easily by working with colleagues in the Department for Education to ensure employers receive the incentive payments for doing so.
How has the Department worked with DFE to ensure that people on universal credit who are accessing new training and qualifications through the various Government schemes do not lose their universal credit entitlement as a result?
I assure my hon. Friend that we work closely with the Department for Education. With the existing flexibilities in the benefits system for people taking up that training, DWP Train and Progress allows universal credit claimants to participate in full-time work-related training for up to 12 weeks and to attend DFE skills boot camps for up to 16 weeks, including the recently announced HGV boot camps, which have more than 10,000 places available.
In North West Leicestershire, we are fortunate enough to have 1.1 jobs for every individual. However, a large amount of our unemployment is down to gaps in skills and training, so what will the Department do to solve that problem?
Through my hon. Friend’s Jobcentre Plus support and the flexibilities I described in DWP TAP, his constituents can now access level 3 courses for free, skills boot camps and other training opportunities that my Department has ensured all UC claimants can access by extending the length of time they can participate in full-time work-related training. In addition, we are investing £10 million annually over the next three years in the sector-based work academy programmes, delivering those life-changing opportunities in those key sectors.
The Minister talks the talk, but does she walk the walk? In places such as Huddersfield, we are creating a new syllabus for people who are 16, 18 and 21 to get into green jobs and green enterprise, but there is a lack of leadership from the Government and things are fragmented at the local level. Get your act together and do it properly. There is a whole green economy here, where we can save this fragile planet, but we need action now.
I thank the hon. Gentleman for asking me about walking the walk. I assure him that through our national employer and partnership team, NEPT, and the work we do across government and through the green jobs taskforce, we are absolutely tackling that. We have a direct strand of work, which I was engaged with just at the end of last week, that is making sure that those skills, abilities and opportunities in his constituency, and everyone else’s, are there for those who want to go into that bit of the economy.
The first Ways to Work centre opened in St Helens in June, with one to follow in Earlestown in the new year. It is locally designed and has been recently supported by Labour-led St Helens Council and the Liverpool city region respectively. It brings education, employment and training for local people together under one roof. Will the Minister join me in congratulating the project on making 1,300 unique interventions in just six months? Does she agree that this type of local model works? If so, will she help me to ensure it gets the funding it needs to be sustainable?
I thank the hon. Gentleman for everything he has mentioned, because we are doing that across the UK in 150 brand-new youth hubs. If he will listen to my answer, I hope he will understand that we are linked locally to the economy; we are keen for those job outcomes to come to his constituents and more widely, and this is being done through local interventions and local engagement.
The Tory trope is that UC helps people into work, but it has been a few years since the National Audit Office said that there is no way of measuring the outcomes and success of UC. So will the Minister tell me what measures are now in place to measure the outcomes of UC in getting people into work, particularly at the local level?
We absolutely measure the outcomes of all our programmes, particularly the sector-based work academy programmes. Of course, skills are devolved in Scotland. In my recent engagement with the Welsh Government and at the Welsh Affairs Committee, I pointed out that outcomes are not measured in Wales. I think this is a thing we should be doing in all devolved areas.

Thank you, Mr Speaker. People across the country who have had a really hard time at work in the past year need DWP Ministers focused on their jobs. It will not have escaped your notice that it was reported over the weekend that the DWP has joined the last Christmas naughty list of Whitehall lock-ins during lockdown, but it is not me the Secretary of State should be apologising to—it is the more than 100,000 young people who will not be helped by the time the underperforming kickstart scheme comes to a close before Christmas. So may I ask the Minister: when kickstart comes to a halt and thousands of young people still need help, what then?
I thank the hon. Lady for her question and welcome her to her post. I know that she has a strong interest in young people in every constituency doing as well as they can. Kickstart has not underperformed. Let us be honest: more than 112,000 young people have joined the programme. Of course, when we created the programme, we expected an unemployment level of perhaps 12%; it is just over 4%. Let us focus on the outcomes for those young people, which we are tracking carefully. We are linking up with the Department for Education to ensure that the traineeships and apprenticeships are there.
I know that visiting her jobcentre is on the hon. Lady’s to-do list. When she does so, I am sure she will hear amazing stories about what is happening to young people locally.
The Minister mentioned young people. The new inland border facility in Holyhead means that more than 200 jobs are coming to the island of Anglesey. How will the Minister ensure that those new jobs go to local young people?
My hon. Friend is such an assiduous Member of Parliament in standing up for Ynys Môn—I salute her for that. We have been working through the local jobcentre. In fact, she helped reopen the jobcentre and make sure it was safe, alongside the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Hexham (Guy Opperman). Working with local employers and the jobcentre, she has made sure that there are buses and that people can access the jobs that are there. We will continue to work with her and the jobcentre on that.
As announced in the spending review, the DWP will enhance its support for universal credit claimants who are in work. From April next year, they will have access to a dedicated work coach to help individuals remove barriers, enabling them to progress in work. We will be introducing new Jobcentre Plus specialists, known as district progression leads, who will work with local employers and partners to identify progression opportunities, with support from work coaches.
Does my hon. Friend agree that with the introduction of various skills initiatives by this Government and a booming job market, people across the UK, and in particular in Don Valley, will be finding it easier than ever to get on the job ladder and progress in their chosen career?
I agree with my hon. Friend. The extensive support that the Government have offered through our plan for jobs has protected, supported and created jobs in Don Valley and beyond. In his constituency, for example, we have continued funding our successful sector-based work academy programme in new opportunities such as rail, warehousing, care, security and hospitality, where someone gets a guaranteed interview as part of the programme, which is offered to all his constituents.
The Government’s increase in the living wage does not make it the real living wage. It does not reflect the increased cost of living and it does not adequately support young people under the age of 23. Why are the UK Government refusing to increase the national living wage to the real living wage?
I understand that it is around 60% of the median wage. The reality is that through kickstart, there will be young people in the hon. Gentleman’s constituency who will have got on the jobs ladder sooner and earlier than ever before in sectors that one could not have believed, from viticulture to digital marketing to working in architecture—all different areas. That is because of the Government intervening in jobs and opportunities that can lead to apprenticeships, traineeships and progressing in work.
We are investing in tailored work coach support for young people claiming universal credit and searching for work through our enhanced DWP youth offer. As of 5 December, as announced, 112,000 young people have started a kickstart job. Until March next year, young people can start that key six-month placement, which will support even more young people at risk of long-term unemployment.
Whether through the apprenticeship programme run by fantastic businesses such as Byworth Boilers in Keighley or training programmes run by Keighley College, my constituency has no shortage of people who are passionate about getting young people into the workplace. What further work is my hon. Friend’s Department doing to ensure that businesses, colleges and others can work together to create the best opportunities for our young people to get into work?
The opportunity to speak about youth hubs is too tempting. We have 150 new youth hubs across the DWP, crucially bringing together local partners from employment, training and skills to support young people. The Keighley youth hub, based in Keighley College, is a prime example, working in close collaboration with SkillsHouse, One Workforce and the community-led local development programmes. I hope that sells the youth hubs to you, Mr Speaker.
I believe it may be more appropriate for Her Majesty’s Revenue and Customs and the Department for Education to respond to this question, but I will happily flag up to the DfE anything that deters young people from entering apprenticeships and the labour market, and being able to move into long-term work.
We do not talk often enough in society about old-age poverty. Besides the inadequate state pension and the latest triple-lock betrayal, another factor is the low uptake of pension credit: about 1 million pensioners in the UK miss out on £1,600 a year on average, with single women being most affected. We have heard the Pensions Minister say countless times that the Government want to increase the take-up of pension credit, so why is the Department refusing to introduce a proper take-up strategy for pension credits and other benefits, as we have done in Scotland?
The DWP and the Department for Education are working with other Government Departments on priority sector action plans in construction, digital, manufacturing, care and logistics. One example is the DWP national employer and partnership team, NEPT, which also has a dedicated green team rightly focusing on filling vacancies in green jobs here and now.

Commons ChamberOur plan for jobs provides tailored support for people of all ages, helping them to prepare for, get into and progress in work. The additional 13,500 work coaches whom we have recruited are ensuring that people receive the personalised advice that they need, and have access to the employment programmes or training that are right for them.
Research conducted by the End Child Poverty coalition shows that, in my constituency, 25% of children were living in poverty in 2019-20: that is 4,815 children. Since 2015, poverty has increased by 2.2%: that is 482 more children. I want to see the numbers going down, not up. Does the Minister agree that the best way to make that happen would be to reinstate the £20-a-week uplift in universal credit?
I think we have heard across the Chamber that the way out of poverty and the way to make progress is through a pay packet, which gives people so much more than just pay: it gives them the confidence that enables them to make progress and move forward. The hon. Lady will be interested in the report from the in-work commission, to which we will respond shortly. In Scotland, our new programme, job entry: targeted support—JETS—has moved more than 1,500 people into employment since January this year. I think that she has visited her jobcentre, so she should feel confident that there is help out there to ensure that no one is left behind.
I recently received a letter from a local bakery which is desperate for 30 people to come and work there. In fact we have hundreds of jobs, in hospitality, agriculture, social care and food processing. While it is disappointing that the Scottish Administration are not creating jobs for people in Rutherglen and Hamilton West, does the Minister agree that those people should come to places in North Yorkshire, such as Scarborough, where they will receive not only a warm welcome, but a great job and a great future?
Long-term unemployment is a devolved matter for the Scottish Government to attend to, but I am delighted that my right hon. Friend has raised this important matter. We at the DWP are organising Hospitality Rocks events to bring people into the industry. It is possible to earn significant sums in a couple of years with the necessary training and support, and people should definitely be taking those jobs in Scarborough and beyond.
The fact that universal credit is an in-work benefit is commonly overlooked. There will be a great many more claimants in west London, where Ocado Zoom is treating its workforce appallingly. It has not taken them in-house as it promised, and they now have much worse terms and conditions. I know that the Government are ruling out fire and rehire legislation generally, but will the Minister—I know she is a reasonable person, and everyone loved her the other day when she met our all-party parliamentary group on single parent families—look into this case, which the Independent Workers’ Union of Great Britain has been actively pursuing? The chief executive of Ocado Zoom will not even talk to me.
The hon. Lady should raise the issue with the Department for Business, Energy and Industrial Strategy, because employee rights are a matter for that Department. However, she has made an important point. We have an employees’ market, with more than 1 million job vacancies, many of them in London. I hope that her constituents will say to that employer, “We are off somewhere else”. Whether that is in hospitality or elsewhere, they will receive a warm welcome, and so they should. They should be well rewarded for the work that they do, which is why the increase in the national living wage is so important.
A year since the first placements began, almost 100,000 young people have started a kickstart role. I am delighted that kickstart will now continue through to March next year, offering exciting opportunities and crucial experience to even more young people through this extension. We are also extending our enhanced Department for Work and Pensions youth offer, expanding eligibility to 16 and 17-year-olds, so that all under-25s claiming universal credit or searching for work can benefit from more targeted support, through our youth hubs, mentoring circles and tailored support from youth employability work coaches.
I thank my hon. Friend for her answer. She will know, however, that we have a persistent problem with youth unemployment in Clacton, because I have raised this issue frequently. As we level up and build back better, can she assure me that we will not overlook areas of deprivation in the coastal regions of the south, so that we level up not only up and down, but sideways?
We are absolutely determined that no region is left behind, and we have invested in and strengthened our support offer, as I have outlined. My hon. Friend will be pleased to know that on 18 November we are hosting a kickstart employer day at Clacton Jobcentre Plus, matching employers directly with those young people in need to find them suitable roles.
I thank my hon. Friend for coming along to the DWP centre in Worthing and meeting a kickstarter working for the youth hub there, and for joining me in doing a shift working tables at the Fat Greek Taverna afterwards, as a result of which we were both offered jobs—the way things are going, that might come in quite handy. What more can we do to have outreach services, to make sure that young people get into those youth hubs in the first place, where they are given all the support they need on interviews and writing CVs, and that they turn up at interviews when they are given a job prospect?
I like to think it was tenacious Tim and me together working on the hospitality shift. I know my hon. Friend is passionate about youth employment, and we did enjoy that visit. He saw that youth hub just last week, which shows that vital new link in the community, bringing together local partners. That wraparound support is key for the under-25s, particularly those who are not engaged with the Government at any other level; that is where our youth employment coaches come into their own. We have to remove those barriers to work for all.
I am delighted to see a new DWP youth hub open in Eastleigh today. It will make a huge difference to my constituents. Will the Minister set out how youth hubs will help our young people boost their skills and find new opportunities as we recover from the pandemic?
My hon. Friend is right on this. We have one youth hub opening today in Eastleigh and another in nearby Romsey; crucially, they are working in partnership with councils. Along with training, skills and employment opportunities—the DWP train and progress scheme, the sector-based work academy programme and the kickstart scheme—this means that everyone in this Chamber should know that the answer and the way to progress is through work.
What message does the Minister think the UK Government send to young people with wage rates that discriminate based on their age, with a £5,000 gap between the one for an 18-year-old and the one for a 25-year-old?
My daughter started her first job today, on £9.50 an hour. She is delighted and she is doing that alongside her studies. I understand the challenge on different wage rates, but the national minimum wage rise really helps people, alongside the taper rate and the skills and opportunities provided through youth hubs and more widely. So I do not think that young people should feel anything other than that there are great opportunities out there, with more than 1 million vacancies and seasonal work, which can be the first step on to the employment ladder and the next stage in their career.
I recently visited Selly Oak jobcentre and have to say that I was quite impressed by what I saw and what I heard about the kickstart scheme, but one thing that surprised me was the number of students who are taking places on the scheme. Does the Minister share my concern that there might be a slight displacement effect, with the students understandably seeking work experience but thereby taking places on a programme that was conceived for young people with fewer qualifications and less access to the job market? If that is the case, what might she do about it?
I thank the hon. Gentleman for visiting that fantastic jobcentre. We have jobcentres doing that work up and down the country, and it is crucial that 100,000 young people are getting that first step on the employment ladder. He is right to point out that there should be no cherry-picking of the easiest people to move into employment. Kickstart is about getting young people on to the first rung on the employment ladder, which is why we have kickstart quick start and direct meetings with employers, so that nobody is left behind. The flexible support fund will address any barriers and we will make sure that everybody is job ready and nobody is left behind.
In May this year, the then Minister for Disabled People, Work and Health, the hon. Member for North Swindon (Justin Tomlinson), told the Work and Pensions Committee that the Department did not routinely collect information on disabilities from young people who enter the kickstart scheme and that it had no immediate plans to do so. That means it is impossible to monitor how accessible or inaccessible the kickstart scheme is for young people who have disabilities. Will the Minister confirm whether that is still the case? If it is, when is she going to sort it?
The hon. Gentleman makes an important point that will be picked up in the evaluation. The hon. Member for Birmingham, Selly Oak (Steve McCabe) mentioned the fact that we should not be cherry-picking; the kickstart scheme is about people with the biggest barriers and the highest likelihood of long-term unemployment, and nearly 100,000 young people have got on to the employment ladder because of it. We will look at the issue the hon. Gentleman raised, but the reality is that with the Access to Work programme and all the other interventions that come alongside a kickstart role, if someone has disabilities, that should not prevent them from being on the programme.
Jobcentres work directly with local employers using programmes such as SWAPs to fill those vacancies and gaps. We are providing training and work experience, and a guaranteed interview. The Chancellor has announced £1.3 million investment in new technology to better match claimants and vacancies with a new job-matching tool. I can confirm that that is out to tender and we will update the House shortly.
My hon. Friend will be pleased to hear that the Government will publish the response to that report by the end of the year. It will help his constituents and all those facing barriers to progressing in work. Almost £100 million was announced by the Chancellor to support a new in-work progression programme.
The British Government’s statutory minimum wage is not a real living wage; in fact, it is a sham. It does not meet the minimum income needed for an acceptable living standard, and the differing rates for young people, including in the Secretary of State’s constituency, are wholly unjust and discriminatory. What action will she take to ensure that all workers, regardless of age, get a real living wage, as set by the Living Wage Foundation in April, that actually reflects the rising cost of living, and not the sham supported by this British Government that Scotland did not vote for?
The DWP helps fill vacancies directly with work coach support through our plan for jobs programmes, including via the sector-based work academy programmes, and kickstart. We have doubled the number of our work coaches, particularly to support sectors with shortages, and we have a virtual job help platform with job search advice, a showcase of sectors and signposts directly to those vacancies, including in HGVs and logistics.

Written StatementsOn 23 March 2021, I outlined how, as part of the Government’s commitment to support people back into work, the Department for Work and Pensions (DWP) was expanding its services by introducing additional temporary jobcentres. This expansion of DWP estates is supporting our comprehensive £30 billion Plan for Jobs, helping people back into employment across Great Britain.
As of March 2021, DWP had secured 80 additional temporary jobcentres. This number has now risen to 177. DWP has been opening these temporary jobcentres to the public gradually over the past few months and I am pleased to announce that, on 7 October, Maidstone became the 100th additional jobcentre to open to the public.
These additional, temporary, jobcentres enable DWP to continue to provide the tailored support that claimants need to get back into and progress in work. They also provide space for the 13,500+ new work coaches we have recruited since March 2020.
These new sites provide a high-quality, modern, accessible and digitally enabled environment for both colleagues and customers. Furthermore, as part of our design requirements, we are aiming to reduce the environmental impact per site, for example, by increasing the energy performance certificate rating across sites.
They will enable many more customers to be supported, with work coaches often working with employers directly and using the new premises to hold job fairs which local employers attend.
To highlight just one example, the temporary site in Barking opened in July 2021 and so far the site has hosted over 30 employer events attended by 173 employers conducting over 1000 interviews. This has resulted in 424 successful job outcomes to date, in a range of job sectors, changing the lives of some of our most vulnerable customers.
As the economy recovers we will look to close these temporary sites to ensure that we balance providing essential services for our customers with value for money for the taxpayer. If any of the new sites offer better, more suitable, accommodation than our existing offices we may look to retain them instead and I will update the House accordingly.
DWP continues to update the list of temporary jobcentres regularly on gov.uk and notified MPs of new openings and additional services which cover their constituencies including our new youth hubs.

Commons ChamberKickstart provides exciting opportunities for young people most at risk of long-term unemployment and with the greatest barriers to progress. Young people are commencing roles daily and thousands are starting each week. New Department for Work and Pensions data released to Parliament today confirms that as of 8 September, we have reached more than 69,000 starts, pleasingly, with more than 188,000 roles remaining for work coaches to refer young people to.
While kickstart has been well received by many, there have been frustrations for some. My constituent, Francesca Harding, who runs Butterwick Kennels in Sedgefield, has been particularly disappointed by the performance of Adecco as a gateway provider and the working relationship with Jobcentre Plus. The rules around advertising positions, citing potential age discrimination and all of that, have frustrated the process of getting young people in. It concerns me whether that is a local misunderstanding or whether we need to look at the rules to get even more young people engaged in these schemes.
DWP has worked closely with Adecco Working Ventures to help support young people via kickstart. As a gateway-plus, it plays an important role in allowing sole traders and other small employers to access the scheme. Employers in gateways can promote involvement, including advertising any approved roles, once they have a grant agreement in place. However, referrals of young people to kickstart jobs must be made by work coaches to ensure that candidates are eligible and suitable, but I am happy to look at the case.
My constituent Deb Barrow runs a recruitment agency, and she focuses on employing local young people. Unfortunately, the system of kickstart has let her and the local young people of Gower down. It takes, from the point that she gets the job given to her, nearly four to five months for that person to be recruited. That job has by then gone.
I am sorry to hear about the hon. Lady’s challenges in Gower. We have got 69,000 young people into work, and it is not as simple as getting any young person into any job. We have to work with local people to get the right roles and the right opportunities, so that we get the right outcomes, and I am delighted that her local employer is taking part.
On Friday, in the youth hub in Darwen and Blackburn, we launched the first kickstart programme in that sort of venue. We look forward to sharing our experience with the Department, because as you know, Mr Speaker, where Lancashire leads, many others will follow.
I am delighted about that additional youth hub. We have around 150 youth hubs open. Most of them are now physical, with a few working virtually. The hub will really make the difference in that community, and I was delighted to join the opening. It will make that change locally for young people.
The Department’s focus on 50 PLUS: Choices, alongside our plan for jobs, provides funding to ensure that more people of all ages get tailored support. That includes programmes such as the job finding support service, job entry targeted support and the restart scheme, to help them find work. That is in addition to the Department’s train and progress and sector-based work academy programmes, to help people gain confidence, skills and job-specific qualifications, and to progress into employment.
Bosworth and the east midlands have a fine tradition of automotive logistics. One of the biggest problems is that that is the area changing most rapidly in keeping up to date with skills, which puts pressures on employers to have those skills. What are the Government doing to ensure we are equipped to move into the green era and deal with the automotive nature of the logistics sector, as we go forward over the next 10 years?
A green recovery presents a significant opportunity for UK workers of all ages to benefit from increasing employment opportunities, including those clean growth sectors. The DWP is supporting people into green jobs as the sector grows, through work coach interventions that will ensure that jobseekers are able to develop skills to match the changing needs of the local labour market and their own aspirations.
One thing that concerns me is how we can boost the technical skills that older people learn. What is the Department doing in that respect?
I am pleased to share with my hon. Friend and the House the fact that in May, a littler earlier in the year, I launched a key partnership with Google offering free IT training for jobseekers. That opportunity gives 9,000 jobseekers the chance to obtain a Google career certificate, which is a level 3 qualification and recognised by the industry. As of 3 September, our jobcentres have referred more than 3,800 people to that life-changing employment scheme.
Disabled people face huge challenges when changing careers, partly due to the fact that they often wait for three months to be approved for access to work, even before they receive their first payment. Will the Minister meet me, the Hull-based charity Choices and Rights Disability Coalition, and Disability Rights UK to discuss how together we can look at improving access to work?
I understand that we are working towards 20 days and a transitional programme, but the Minister for Disabled People, Health and Work is keen to meet the hon. Lady and ensure that she understands that fully. This is a priority for us.
For years I have tried to point out that one reason for HGV driver shortages is that people cannot afford the cost of £3,000 to £4,000 to do the training and sit the tests. Is it time for the Government to consider some sort of grant scheme, so that people get their training paid for them, leading to a welfare saving in the long run? It is win-win, so when will the Government step up and do it?
The hon. Gentleman will be pleased to know that the Department has been working on that challenge for some time. On 4 October a new sector-based work academy will commence on that in Truro, in the midlands a pilot scheme has been working directly with Eddie Stobart, and our flexible support fund helps people to go into that sector. Cross-Government work is going on, and we are key to that. We have the people who are keen to be part of this issue, and the programmes to match.
Throughout the pandemic our jobcentres have remained open to support the most vulnerable claimants, as well as those who have been impacted. No assessment has been made of the temporary measure due to the pandemic. Our plan for jobs continues to ensure that people receive tailored Jobcentre Plus support to help them find the work they need and, crucially, to develop their skills.
I thank my hon. Friend for her response. I pay tribute to the local team in Barrow and South Lakes for their hard work in helping people into jobs, and giving them the skills and experiences they need to get into the job market. Indeed, I am looking forward to opening Barrow youth hub on 30 September. That said, many of my constituents are concerned about the changes to universal credit and the potential cliff edge. Will the Minister explain what mitigations are in place to protect those who have concerns about their future?
Youth hubs are crucial; we have heard about one in Darwen and one in Barrow. My hon. Friend will be aware that the DWP is focused on the multibillion-pound intervention that is our plan for jobs, which, crucially, will support people of all ages, with support for new skills and help to increase their hours, understand what their barriers are, and find that crucial new work. That includes youth hubs. My goal is to have 150 open by the end of the year, and the crucial new one in his constituency is part of that.
Through the enhanced Department for Work and Pensions youth offer, we are providing targeted interventions to help young people to gain new skills, build confidence and move into work. Our work coaches are working in partnership to deliver through our new youth hubs, helping young people to access opportunities, including kickstart roles, sector-based work academy programmes, traineeships and apprenticeships.
Jobcentre staff across the country are doing a fantastic job, not least in the Rochdale youth hub, which serves my Heywood and Middleton constituency, but as my hon. Friend will know, getting young people into work is a cross-Government effort. What steps are being taken to work with the Department for Education to ensure that young people have the skills necessary to take on these high-quality jobs?
We are absolutely working across Government; we also have our enhanced DWP youth offer, which is a programme of 13 weeks of intensive support to address key barriers and drive positive outcomes, including kickstart. I know that, as we speak, job offers are being made in my hon. Friend’s constituency and in his jobcentre. Crucially, we have also recruited 150 youth employability coaches who specialise in supporting young people with significant complex needs, to help them into work.

Friend will be pleased to know that we are currently working across Government to understand local labour market needs and opportunities, and to understand how best to support those who wish to enter self-employment and be self-supporting and, above all, self-starting. We have learned from the new enterprise allowance and we also understand the impacts of covid, and we are working on all that right now.
Many pensioners will be relying on pension credit to get by after the Tories’ brutal triple lock betrayal. Will the Secretary of State follow Scotland’s lead and commit herself to introducing a proper take-up strategy for reserved benefits, including pension credit, and will she consider the automation of payments to ensure that more people receive the support to which they are entitled?
I thank the hon. Lady for making that point. The benefit cap is there to provide a strong work incentive, to be fair for those people who are hard-working and tax-paying, and to encourage people to move into work where possible. I understand the point she makes regarding the impact of a partner and their work history in this situation, and I am happy to discuss that with her. I have been talking to other Members on this issue. Exemptions will of course apply to the most vulnerable claimants, and we take this area very seriously.
We have heard a lot from those on the Treasury Bench about how much money will be spent on the plan for jobs and the kickstart programme. Can the Secretary of State set out how she will measure success in this programme, and will she commit to coming to the House regularly to update us on progress?
I am absolutely delighted about the impact of the kickstart programme. I went to an event at the Emirates this week where there were 1,400 people coming to find jobs that simply were not there before the start of the pandemic. It is absolutely right that we focus on the outcomes for young people. We have more than 288,000 roles out there for young people, and there are 69,000 people in those roles. That is success. There are traineeships and apprenticeships, and work through youth hubs, and we will find a path for them.
May I gently say that Members should be addressing the Chair and looking this way?

Written StatementsTo support self-employed universal credit claimants through the pandemic, in March 2020 the Government introduced a temporary suspension of the minimum income floor (MIF), removed the requirement for gainful self-employment (GSE) tests and paused start-up periods.
We have always been clear that these would be temporary measures, keeping them under review in light of the latest economic and public health context; as such, we have extended the MIF suspension on two occasions since March 2020.
With the success of the vaccine rollout and rising demand as the economy reopens, it is right that we now begin to reinstate our normal processes. Therefore, we are reintroducing the MIF, GSE tests and start-up periods when existing regulations expire on 31 July.
To ensure everyone has time to prepare, claimants will be given a month’s notice that the MIF is being applied and no one will see a decrease in their universal credit award before September. As an additional safety net for those whose businesses continue to be heavily impacted by covid-19 restrictions, work coaches will be able to provide a suspension of the MIF for up to two months at a time on a case-by-case basis, for a maximum of three suspensions, adding up to six months in total.
The vast majority of claimants found to be gainfully self-employed will benefit from a one-year start-up period. Anyone who was in a start-up period when the easement came into effect in March 2020 will also not have the MIF applied for the balance remaining on their start-up period at that time.
Claimants who continue to be gainfully self-employed and are not entitled to a start-up period, will have the MIF applied. These claimants will be exempt from having to search for, or take up, any other employment, allowing them to concentrate on making a success of their business and maximising their returns up to and beyond the level of their MIF.
Claimants who are found not to be gainfully self-employed will receive support to move into employment through our comprehensive multi-billion-pound plan for jobs which is helping millions of people across the country. Our specialist work coaches will consider the circumstances of each claimant individually, so it will take time to return to our normal processes.
These new regulations, with the additional protection and support they contain, will be in place for one year, running up to and including 31 July 2022. To prevent there being any further delay to new claimants getting the support they need, all new claims during this period will have a gainful self-employment assessment at the start of their claim in the usual way.

Commons ChamberWe have recruited thousands of new work coaches and expanded our jobcentre network through our plan for jobs. That, alongside our successful vaccine roll-out, means that we are seeing more claimants face-to-face in a covid-secure way. We are also delivering additional provision, including job-finding support, job entry targeted support, our £2 billion kickstart scheme and our restart scheme. We have also opened new Department for Work and Pensions youth hubs, expanded the sector-based work academy programme and increased our flexible support fund. Thanks to our work coaches and the plan for jobs, they now have more tools than ever to support claimants back into work.
I welcome the Minister’s response, but my two local jobcentres are seeing a number of people fail to turn up for their appointments with work coaches. That appears to be driven by the lack of sanctions because of the pandemic, so what is my hon. Friend doing to make it easier for jobcentres to use sanctions?
I am proud that our jobcentres have remained open throughout the pandemic to support the most vulnerable customers. Claimant commitments have continued to be tailored to individual circumstances by work coaches since July last year, meaning that sanctions remain at record low levels as we fully consider individual circumstances before deciding whether to apply a sanction.
It is really important that young people who are looking for that first break into employment do not pay the heaviest price from the pandemic. That is why the youth hubs, including the one in Burnley, are so welcome. I thank all the local jobcentre staff for the work they have done to set that up. To encourage young people to go and use it, will the Minister confirm what support they will get when they go into the youth hub, and would she like to join me in visiting the one in Burnley, so that we can get as many people through the door as possible?
I have visited new youth hubs, both physically and virtually, including in Caterham, Rotherham, Liverpool and Winsford, and I would be delighted to join my hon. Friend and the team at Burnley. I know that they are working in partnership with the council, Calico, Burnley Together, the Prince’s Trust, Active Lancashire and Burnley football club. Our youth hubs tailor their support, alongside local partners, to the needs of the community, and that is why they are so important in helping our young people to thrive.
Last Friday, I was very pleased to see a young apprentice at a local Staffordshire engineering business whom I had met previously when she was studying at Stafford College. Will my hon. Friend explain what she is planning to do to help the jobcentre in Stafford and how the Government will provide more employment opportunities for young people in Staffordshire to help to level up the west midlands?
I know that my hon. Friend takes a strong interest in her Jobcentre Plus, as she updated me following her visit. I remind Members that since September 2020, our enhanced DWP youth offer has provided wraparound support for 18 to 24-year-old claimants, providing a 13-week tailored pre-employment course. I am pleased that Stafford JCP is hosting an interactive kickstart event tomorrow; our JCPs do that kind of event and engagement regularly.
I am grateful to my hon. Friend for all her team are doing to support people back into work. In conversations with my local jobcentre staff this week, they reported very positive progress. They asked what opportunities there might be to consider extending kickstart-style schemes or incentives, so they are able to help out-of-work adults as well as young people. I wonder if my hon. Friend could help me to answer their question.
I am proud that our plan for jobs supports people, at any age and at any career stage, who are looking for new opportunities through, for example, our sector-based work academy programmes, our enhanced “50 PLUS: Choices” offer, and the new DWP “Train and Progress”, through which people can train for longer into a growing sector using the flexibilities built in within universal credit.
I thank my hon. Friend for her earlier answers. Before this terrible pandemic hit, I had the opportunity to visit my local jobcentre in Clacton. Its staff are enthusiastic and devoted to their work, but that workload has increased dramatically as our hospitality and tourism sectors have been hit. These sectors are vital to the Clacton economy. Is the Minister taking account of our often overlooked and deprived coastal areas as the Government continue their important work of helping people affected by this terrible pandemic back into work?
Understanding the needs of every community is key—[Interruption.] I hear the Secretary of State mention Suffolk Coastal. The success of our jobcentres in understanding the local economy and getting local people back into work is key. Our JCPs change lives every day. One recent success story in Clacton was a customer who recently started a kickstart job in wildlife conservation—I am not sure whether my hon. Friend is joining him there at the moment—as a result of the five-week pre-employment course at the DWP.
Disabled people require support to get back into work. Disability is defined in the Equality Act 2010 as
“a physical or mental impairment”
that
“has a substantial and long-term adverse effect”
on their
“ability to carry out normal day-to-day activities.”
Of the 2 million in the UK with long covid, three in 10 have experienced symptoms lasting longer than a year, including fatigue, difficulty concentrating and shortness of breath. This is resulting in widespread disadvantage and discrimination, and is erecting barriers to employment. Will the Minister commit to recognising long covid as a disability from the point of diagnosis to ensure that workers have support and protection against discrimination in the workplace?
We always tailor personalised support to individual circumstances. I am proud of what we have done throughout the pandemic, particularly at our JCPs, to keep them open and keep people feeling safe, and to support businesses and workers to feel safe. I recently joined a spot check at the Bootle HQ with the CEO of the Health and Safety Executive. We have done over a quarter of a million checks to make sure that people feel safe at work.
The most recent publication shows the proportion of capped households remains low, at 2.9% of the overall housing benefit and universal credit case load as of February 2021.
Today is a day of action for the “Right to Food” campaign, which I fully support. I can offer the Minister one possible policy to alleviate food poverty: drop the benefit cap. Food insecurity disproportionately affects families who are also most affected by the cap. The Child Poverty Action Group found that lifting the cap could take 150,000 children out of poverty. Will the Minister please explain her reasoning for not lifting it?
The hon. Lady will be keen to know that, even in these current times, people moving out of the benefit cap and into work is going in the right direction. There are multiple vacancies in the hospitality, construction, care and logistics sectors. The benefits system provides a crucial safety net for people at their time of need and the benefit cap also provides a strong incentive for claimants to get into work and increase their hours so that the benefit cap does not apply.
Last week, former Work and Pensions Minister Lord Freud described the benefit cap, which is now hitting 120,000 more households than at the beginning of the pandemic, as “ghastly”. Efforts to protect incomes during covid have been undermined as increased universal credit and housing allowance rates led to more families being capped, with numbers rising as the grace period for universal credit expires. If the supposed aim of the benefit cap is for families to go into work and to cut their housing costs by moving, will the Minister explain how families have been supposed to do that in the past 12 months, when neither option was effectively possible?
I remind hon. Members that the benefit cap is set at the equivalent annual salary of £24,000, or £28,000 in London, which importantly provides fairness between taxpayers in employment and those with working-age support. Claimants can approach their local authority for discretionary housing payments if they need additional support to meet rental costs, or indeed for hardship grants. The hon. Lady should look out for the forthcoming in-work progression report, which will look at all these matters. We should take all this in the round.
Engaging with charities and training providers is central to our support for young people. This collaborative working includes the co-delivery of our national network of more than 130 new DWP youth hubs, helping us to assist young people to be ready to take up opportunities in growing sectors and move into new kickstart roles.
I am one of those people who do not think it is a good idea for everybody to work from home, because it means that young people do not have older workers that they can observe and chat to, to learn the ropes. However, while a lot of office space sits empty or underoccupied, would my hon. Friend consider encouraging employers to make that space available to charities and training providers in order to train young people in the skills they need?
I very much understand my colleague’s comments. Supporting young people to thrive and find new opportunities is an important priority for me, and I take his comments on board. This is exactly what we are doing with our new DWP youth hubs. Jobcentre Plus works with employers, training providers and charities to identify local training needs and to ensure that opportunities and suitable outreach are available for all claimants, including young people.
Careers fairs can be a fantastic way of promoting opportunity in the local area, which is why I plan to host one in my constituency of Meriden in the coming months. Given the strengths of jobcentres and their local relationships, what support can they provide to help make careers fairs such as mine a success?
Jobcentre staff have a wealth of knowledge of the local labour market, cultivated by working closely with MPs, partners and businesses in their local community. My hon. Friend’s careers fair will be a very welcome addition to the ongoing work of Jobcentre Plus branches in the area, which are inviting employers on a one-to-one basis for kickstart interviews daily. They have virtual group information sessions as well to get young people into work.
The Lakota Training Group, set up by Joanne and Paul in Stockton, does incredible work, helping the long-term unemployed to develop the skills and confidence they need to get great jobs—they go above and beyond to change the lives of so many people. What steps is my hon. Friend taking to help training providers such as Lakota continue to help people find work and unleash their full potential?
I know that my hon. Friend’s local Jobcentre Plus in Stockton has a very important relationship with Lakota and they have been working closely together for a number of years. They are currently offering motivational and employability courses, including “All about you”, which builds on the customer’s skills, confidence and job search techniques and will help us, crucially, to deliver good job outcomes for local people in Stockton.
Through our plan for jobs, we are working with employers to deliver sector-based work academy programmes and swaps, and to provide bespoke training and experience, alongside a guaranteed interview for a real job in growing sectors. Additionally, DWP Train and Progress has provided even more flexibility for universal credit claimants to access training for longer, including new skills boot camps led by the Department for Education.
I thank the Minister for her answer. In Truro and Falmouth, and around Cornwall, hospitality businesses are struggling to recruit staff at the moment. Does my hon. Friend agree that UC claimants could be provided with hospitality sector-specific training, and, potentially, with further incentives, to ensure that these vacancies in this hugely important sector are filled?
I am working strongly with the sector. These are some of the most rewarding, varied and enjoyable roles that there are. It is right that we encourage people to work in hospitality, as well as to enjoy its reopening. In Falmouth, we have created an intensive programme to provide claimants with an interest in hospitality with a set of transferable skills to ensure that they have the skills they need to flourish in this vital sector in beautiful Cornwall.
I hugely appreciate the endeavours of all our work coaches, especially and including those in Bolton and Leigh JCPs. The Office for National Statistics says that our new monthly experimental vacancy data suggest that we are almost back to the pre-pandemic level in terms of vacancies; it was over 800,000 in May. Through our Jobcentre Plus provision, we have a wide variety of support available to help employers to fill those vacancies.
