What a treat it has been for the MOD to have had the opportunity to debate defence matters so many times in Armed Forces Week. Of course urgent questions are not necessarily of our choosing, but it is important that those who serve our nation have seen the matters that concern them, their careers and their families debated so keenly in this week of all weeks. I thank also the right hon. Member for North Durham (Mr Jones) who I believe was assisted by my right hon. Friend the Member for New Forest East (Dr Lewis) in securing today’s debate, and I thank them, too, for their contributions. Listening to the right hon. Gentleman’s speech and his many interventions thereafter, it was almost as if my Minister’s box had become an audio book as the parliamentary questions were all read out loud. The only problem is that all his PQs will be waiting for me in my actual box when I get back to it later today. I make light of this, but as other Front-Bench spokespeople have rightly said, the forensic way in which he holds us and our Department to account makes us better, and we are grateful. [Interruption.] Well, we are being nice to each other.

My right hon. Friend the Member for New Forest East gave us a tour de force on the importance of maintaining our nuclear deterrent. I started today at 3 am in the former bunker in Corsham, where constituents of the hon. Member for Strangford (Jim Shannon) and many other of his countrymen were fighting their way through the mine system as part of their final exercise. The importance of that deterrent was made vividly clear to me, as was the tremendous warrior spirit of the Ulster fighter. My right hon. Friend will appreciate that I cannot say which if any of the first three hypotheses he offered are the right ones for changing our stockpile, but I can absolutely confirm, as he suspected, that the fourth of his hypotheses is not the case.

The Chairman of the Select Committee, my right hon. Friend the Member for Bournemouth East (Mr Ellwood), eloquently paid tribute to our armed forces in his speech. Of course, it will come as no surprise to anybody in the House that Defence Ministers will always take more money for defence, but we cannot ignore the fact that the settlement that the MOD received from the Prime Minister—a multi-year settlement, which we have been asking for for many years and have now got—is a big deal. It puts the MOD finances into a place that they have not been for a long time, and while of course tough decisions remain, the reality is that for the first time the budget looks like it can be balanced and choices can be made based on military need, not because of accounting issues.

I commend to my right hon. Friend the experience of the 3rd Division, who have recently returned from the United States where they have been participating in Exercise Warfighter. The feedback from that exercise is a powerful demonstration of how the land battle is changing and has validated many of the decisions in the integrated review around trading mass in the close fight for more capability with precision deep fires.

My hon. Friends the Members for Yeovil (Mr Fysh) and for West Dorset (Chris Loder) extolled the quality of helicopters made in Somerset. They will get no argument from the MP for Wells. My hon. Friends the Members for Bracknell (James Sunderland) and for Filton and Bradley Stoke (Jack Lopresti) made fine speeches on the benefit of the generous defence settlement and extolled the virtues of the new technologies that area emerging and the requirement to employ them in our armed forces. Like so many hon. Members across the House, they also rightly championed the UK defence industry.

The hon. Member for Yeovil (Mr Fysh) would have difficulty intervening because of the current arrangements. If the Minister thinks the products from Yeovil are so worthy, why are they not being bought?

I expect the right hon. Gentleman knows that he puts me in a tricky situation as an MP from Somerset and a Minister in the MOD. You will not be surprised to hear, Mr Deputy Speaker, that such decisions are ultimately not for me. However, we can all be clear that the options for a helicopter made in the UK are keenly in the minds of Ministers.

My hon. Friend the Member for Aylesbury (Rob Butler) spoke up strongly for the Royal Air Force and the amazing transformation we have had in our combat air forces. The hon. Member for Strangford asked a number of questions seeking reassurance about the shape and size of the Army and, therefore, its resilience going forward.

At the Army board yesterday, many innovative ideas were brought forward by the Chief of the General Staff for how we can get combat personnel from the back office and into the frontline. He asked me specifically to confirm that 72,500 is for trade-trained strength, and that is indeed the case. He is absolutely right that we must get after chronic undermanning and lack of deployability. That challenge has been set to the Army. This is a moment to get those things right.

Mr Deputy Speaker, I am not sure whether you were in the Chamber for the joy of the speech of the right hon. Member for Islington North (Jeremy Corbyn). I am afraid that it was remarkable only in that it stood out from the sensible and balanced contributions from everybody else who participated in the debate. Rather unsurprisingly, he was unwilling to support freedom of navigation in the south China sea or freedom of navigation in the Black sea; indeed, he was critical of the UK and our allies for seeking that. Of course, he was entirely mute on the Russian build-up of troops, combat aircraft and warships in the Black sea earlier this year. Unfortunately, his contribution was typically tone deaf in what was otherwise an excellent debate.

A number of issues have been raised, but first I want to say that the first duty of any Government is the defence of the realm and I know that Governments of all colours ensure that that is their priority. We may disagree on how it is done, but I do not doubt the motives of those who served in the Ministry of Defence before us, and those who will serve after us will always be keen to ensure that our brave armed forces have the resources that they need to do increasingly demanding jobs. However, with the constraints on resources growing, not least due to the pandemic, it is imperative that we deliver more punch for our pound and, indeed, that we become more relevant in an ever-changing battlespace. Even casual observers of defence will know that previous Governments of all colours have not necessarily always got that right. Our integrated review and the Command Paper that followed represent a radically different way of dealing with the defence budget and I welcome the opportunity to explain our thinking in more detail.

The approach is threefold. First, in the short term, it is about upping our spending. The threats to our nation are growing and they come in all shapes and sizes, ranging from a resurgent and increasingly more malign Russia to a rising China, and from global terror to the acceleration of a whole range of threats through climate change. Our adversaries are operating below the threshold of conflict and taking advantage of exponential advances in new technologies. We must invest to stay ahead of the curve. Recognition of the dangers that our nation faces prompted the Prime Minister last November to announce the biggest investment in the UK’s armed forces since the end of the cold war. In the next four years, we will inject more than £24 billion into defence. In total, we will spend in excess of £190 billion on equipment and equipment support in the next decade, including at least £6.6 billion on research and development.

I know that my right hon. Friend the Member for New Forest East thinks that the ratio between defence spending and health spending is out of kilter—especially now that we are in the company of the Secretary of State for Health and Social Care. However, I know he will agree with me that the contribution the Prime Minister has made to the defence budget is none the less hugely significant and to be welcomed.

Will the Minister give way?

If the right hon. Gentleman will indulge me, I will make some progress, not least because he has intervened quite a few times in the debate already, but I will come back to him, I promise.

As I was saying, our defence spending will enable us to continue to meet our international obligations and remain a leader in NATO. Notably, we are one of 10 nations not just meeting but exceeding the alliance’s 2% target, reaffirmed at the recent Brussels summit. Separately, the International Institute for Strategic Studies places the UK fourth in the table of strongest military capabilities and defence economies, behind the USA, China, and India, but ahead of France, Japan, Germany, Saudi Arabia and Russia. Thanks to our boosted budget, we have been able to plug a potential black hole of some £7 billion on projected equipment spend. Some Members have already pointed out that last year’s National Audit Office report suggested the deficit could be deeper still, but that reflected the situation as it was then, not as it is now, following a multi-year settlement, new investment and the defence Command Paper. Together, those have allowed us to redress the imbalance of previous spending reviews.

That brings me to my second point. We have achieved this outcome only by taking tough choices, by refocusing defence on the threats, by honestly assessing what we can and will do, and by retiring legacy capabilities—our ageing tanks, oldest frigates and dated early-warning aircraft—to make way for new systems and approaches. I say in all honesty to colleagues across the House, as somebody who has knowingly served on operations on an outdated platform, that you take no solace from how many of them are in the MOD inventory if you know that they are out of date, you are not properly protected and they lack the lethality for the modern battle space. Coincidentally, there often appear to be the same voices criticising us for retiring legacy platforms as saying we are not doing enough to balance the books or eliminate the so-called “black hole”. You can’t have it both ways. President Eisenhower, no stranger to the military, put it well when he said there is

“one sure way to overspend. That is by overindulging sentimental attachments to outmoded military machines and concepts.”

So, yes, we have taken hard decisions, but they will enable our armed forces to make that rapid transition from mass mobilisation to information-age speed, readiness and relevance.

Those decisions will give us a force fit for the future, equipped with an advanced arsenal of capabilities across sea, land, air, space, and cyber. On the ground, our Army will be leaner but it will be more integrated, active and lethal. It will have revamped attack helicopters, brand new Boxer armoured fighting vehicles, state-of-the-art air defence, long-range precision artillery and new electronic warfare capabilities. At sea, our Royal Navy’s fleet is growing for the first time in years. It will have world-class general purpose frigates—to add to the Type 26 world-beating anti-submarine frigate—air defence destroyers, hunter-killer submarines and a new multi-role ocean surveillance capacity to safeguard our underwater cables in the north Atlantic. In the air, our RAF will benefit from updated Typhoons, brand new F-35 Lightning stealth fighters, new unmanned systems capable of striking remotely and a massive investment in next generation fighter jets and swarming drones. Meanwhile, our growing National Cyber Force will blend the cyber skills of the MOD and GCHQ to counter terror plots, disrupt hostile states or criminals, and support military operations, and our new Space Command will be able to defend our interests beyond our atmosphere.

Of course, we can have the best kit in the world but it counts for little unless we have the best people. Our military and civilian personnel have always been our finest asset and they must be looked after accordingly. That is why we are putting aside resource to help them, whether by investing around £1.5 billion in improving single living accommodation or by spending £1.4 billion over the next decade to provide wraparound childcare.

The Minister has kindly drawn attention to the fact that he is sitting alongside the Health Secretary, so will he take the opportunity to get him to cut through all the bureaucratic nonsense and make sure that our troops on deployment get their jabs?

As we heard at length when I was answering the urgent question yesterday, and as my right hon. Friend the Defence Secretary said in the Select Committee meeting thereafter, when we made the case to my right hon. Friend the Health Secretary for jabs for missions that we felt could not be administered in line with age priorities, we were given them without question and we are grateful for that support. However, the judgment was made that we should not be prioritising fit, healthy young men and women in the armed forces at the expense of more elderly and vulnerable people and communities across the country. As I said many times yesterday, and as the Secretary of State said, we in the ministerial team stand behind that decision.

The challenge that the Minister is setting is that he will get things right for the people, as opposed to focusing just on the platforms. That is good. There is currently a £1.5 billion backlog of repairs in armed forces accommodation. Will he commit to a quarterly update on where that figure stands, to give a level of transparency that we do not currently have and to ensure that he delivers on the promises he is making at the Dispatch Box?

There is a term popular among those of us who have served in the military: volunteering a mucker for the guardroom. The Minister for Defence Procurement, my hon. Friend the Member for Horsham (Jeremy Quin) will, I am certain, have heard that request and he will no doubt write to the hon. Gentleman in due course to agree with him a mechanism for ensuring that progress is reported to him.

It is not enough to spend money wisely now; we must manage our money for the long term. In the past, over-ambitious and underfunded reviews led to successive years of short-term settlements, followed by short-term savings measures, funding pressures deferred and poor value for money for the taxpayer. However, by agreeing to a long-term multi-year settlement, we are redressing the balance. We are carving out space to deliver capability and drive commercial outcomes, commit investment in cash, fund transmissional activities and set a clear headmark for policy. We can at last tackle the root causes of some of the endemic and systemic problems faced by Defence, such as unwieldy procurement, and we can start to develop a sustainable plan for equipment.

Spending on defence is no different from any other large organisation. We must learn to live within our means. That is why the Department has taken the hard decisions to balance our spending plans, rationalise the estate and reduce operating costs as we modernise our equipment. That is also why we have been busy strengthening our financial capabilities. We are currently three years into a five-year programme to enhance the skills of our finance staff, improve cost forecasting and adopt a more realistic approach to risk. But our plan is not just about what we do internally. It is also about augmenting our relationship with industry.

Does the Minister agree that the ability to write contracts, particularly within the MOD and the DE&S, is fundamental for giving the best possible value to our taxpayers?

I very much agree with my hon. Friend. That is why the training and education programme within our workforce is so important. I do not think anybody in the House would argue that, in the past, MOD contractual negotiations have not gone swimmingly.

Our defence and security industrial strategy, published in March, is the first critical step in achieving all of this. It gives our sector partners more transparency and more clarity on our requirements, and provides for a more co-operative approach. Meanwhile, we will be bringing out a refreshed shipbuilding strategy to supercharge the sector. We are making sure that shipbuilding investment will double over the life of this Parliament to more than £1.7 billion a year. Our spending reforms are signalling that we are ready to create the jobs and skills that will help to level up our country, and ready to build on the talents of different areas—frigates in Scotland, satellites in Belfast, armoured vehicles in Wales and aircraft production in the north of England—to strengthen our Union.

In a competitive age, it is vital that we get our defence spending right. Failure to do this in years gone by has often cost our country dear, but we have upped our spending, transformed our approach and put in place a plan for the long term. We have aligned our resources and our ambition, and by giving our great men and women the tools they need to succeed, we are helping them to focus on what they do best: safeguarding our shores and advancing our interests throughout the world.

This week as we celebrate Armed Forces Week and look forward to Armed Forces Day, the Royal Navy has three capital ships at sea: HMS Prince of Wales in the Atlantic; HMS Albion returning from the Baltic; and HMS Queen Elizabeth in the Mediterranean. The Royal Navy is forward present in the south Atlantic, the Mediterranean and the Caribbean, and our submariners are maintaining the continuous at-sea deterrent beneath our oceans. The Army is part of NATO in Estonia and Ukraine, fighting violent extremism in Mali, Somalia, Nigeria and Ghana, and doing the same against Daesh in Iraq and against the Taliban, as well as keeping the Falklands secure. Our Air Force has our quick reaction alert pilots at high readiness to protect UK airspace, while Typhoon pilots in Cyprus participate in Operation Shader. As well as that, we have more Typhoon pilots in Romania on Op Biloxi and, of course, those on board the carrier with F-35.

I do not wish to inject a depressing note into proceedings, but the Minister mentioned the Taliban in Afghanistan. There are many of us who are very concerned about the announcement of a specific end date without a clear military support plan for the Government for which our troops have sacrificed so much. It does not sit well with the objectives that we set ourselves all those years ago in intervening in Afghanistan. I wonder whether he can say anything about that.

That could be the subject of an entire Backbench Business debate and I know, Mr Deputy Speaker, that you are keen to move the business on. I will say two things in response to my right hon. Friend’s point. First, he gives me an opportunity to mark the enormous sacrifice of all British service personnel who have served in Afghanistan since 2003. They have done amazing things in an extraordinarily challenging country, and I know from my own experience soldiering there just how grim the grimmest days of that campaign were. He also rightly makes the point that Afghanistan has reached a crossroads. I stand by the argument that I made during the statement on our withdrawal from Afghanistan three or four weeks ago. I believe that it has forced a moment of political decision making in Afghanistan that would not otherwise have come, and I think it is right that the international community has done that, but we all, of course, share his concerns about what the future of the country might hold.

Yesterday, I had a number of opportunities to meet reservists who have been serving in the civil service throughout the last year. People have been involved in certifying vaccines and as part of distributing it around our country. To think that people have been doing that as their day job and then still finding time to serve in our armed forces at the weekend is the most amazing demonstration of just what wonderful people our reservists are. This morning, in the dead of night, in the land beneath Corsham in Wiltshire, I saw— in this case, men of Ulster, but they were representative of all our armed forces who are hugely professional—do the most incredible and amazing things in pitch black.

Being the Minister for the Armed Forces, is, in my view, the best job in Government. It is an honour to associate myself with these extraordinary people, especially as a veteran. I wish them all a happy Armed Forces Day and thank them for their service.

A new order has been made under section 56(1 B) of the Reserve Forces Act 1996 to enable reservists to be called into permanent service to support HM Forces in connection with military operations in support of summits, conferences or events.

The Ministry of Defence is regularly tasked to support summits, conferences or events. As part of this support, reserve forces will be on standby, as part of a whole force approach with regular forces, to deliver a range of defence outputs such as, but not limited to, the reinforcement of regular units, provision of specialist knowledge, skills and experience, and support to partners across Government.

The order shall take effect from the day on which it is made and shall cease to have effect 12 months from the date on which it is made.

(Urgent Question): To ask the Secretary of State for Defence if he will make a statement on the vaccination of UK military personnel serving overseas.

As soon as our hugely successful covid vaccination programme was launched, I wanted to ensure that our armed forces would have access to vaccines as quickly as possible, so we tasked the Department with ensuring that nobody would be disadvantaged by serving our country abroad. This means people would be offered vaccinations no later than they would have at home, and that those who needed to would be vaccinated before they left the UK.

Our critical outputs, including the continuous-at-sea deterrent crew and the quick reaction alert air crew, have rightly been prioritised. We have also in recent days completed 100% vaccination for our carrier strike group. I can confirm today that sufficient vaccines for all of our people in all overseas locations have now been dispatched. We are in the process of getting the few remaining people who are awaiting their vaccines their jabs. For those on active operations overseas, we have administered first doses of vaccine to 95% of those eligible and 61% of them have had their second dose. I can assure the House that every single eligible person across Defence, at home or abroad, will have been offered at least their first vaccine dose by 19 July, in line with the national programme.

I am grateful for that reply but it does miss out a lot of detail. It gives me no pleasure whatsoever during Armed Forces Week, when we celebrate the military’s invaluable contribution to our nation, to raise this urgent question as to why we do not have a bespoke vaccination programme for our personnel who are deployed overseas.

In our national battle to tackle covid here in the UK, we have relied on our military from the start—in building Nightingales, driving ambulances, mass testing and, of course, running hundreds of vaccination centres across the country—and yet, when we ask them to return to their day job, those deployed overseas are not fully vaccinated. A reported outbreak of 80 cases in our recent UN mission to Mali illustrates the dangerous consequences. This outbreak would have devastated our operational capability and, indeed, the safety of the mission.

It is standard protocol to inoculate prior to deployment. If we protect our troops against yellow fever, anthrax, malaria, typhoid and a host of other infectious diseases, why not covid when we have these vaccines now? Our NATO allies are doing just that. The USA, France, Holland and Germany all have fully vaccinated their deployed troops, so why have we not? I understand that our NATO partners have in fact expressed concern that the Queen Elizabeth battle group departed without all personnel having received two vaccines and, indeed, our Gulf allies have also registered their concern that our personnel based in their stations abroad are without the vaccines.

This is an easy call to get right, but it is also an irresponsible one to get wrong and arguably a potential breach of the armed forces covenant and our duty of care to our valiant armed forces. However, the picture would be incomplete without registering the MOD’s internal attempts to address this. We must make that clear, but I hope that Whitehall is now listening, and I am sure that the country would want to see key worker status granted to all personnel currently overseas. That is what would resolve this issue. With this challenge now out in the open, in supporting this call, can I ask the MOD to fully vaccinate all our sailors, soldiers and air personnel as a matter of urgency?

I thank my right hon. Friend for asking the urgent question. I have not had any representations from NATO partners or Gulf partners sharing any concerns over our vaccination programme, so he may wish to share with me or my right hon. Friend the Secretary of State any such representations that he has received so that we can discuss those with our colleagues in other Ministries of Defence. I am also slightly surprised that the MOD’s vaccination programme has become such a matter of urgent attention for him and others in the House, because we have had a series of parliamentary questions on this matter over the last six months, and in all of them, we have been very clear that the MOD’s position is that people would receive their vaccinations overseas in line with their age cohort here in the UK.

Whether that was right or wrong can be a matter of debate, but the MOD position has been very clear throughout. I happen to believe that it is the right decision, because there was no decision to prioritise other professions beyond those within the NHS—military medics, it is important to say, were all vaccinated as a matter of priority alongside their NHS colleagues while they were working in high-risk covid environments.

The other thing that I would just pick up on in my right hon. Friend’s response to my initial answer is his assertion that 80 people on our deployment to Mali had covid. That is simply not the case. The correct figure, as was answered in a parliamentary question last week, is that cumulatively, since the deployment began, 24 people have tested positive for covid. If you will indulge the detail of that, Madam Deputy Speaker, there were six positive tests in March, two in April and one in May for the Chinook detachment, and two in December, six in January, one in February and six in March for the long range reconnaissance group.

This is frankly shocking. Defence Ministers have failed in their first duty to our armed forces, which is to ensure that they are properly trained, equipped and protected when they are deployed overseas, especially in conflict zones such as Mali. Six months ago, when Labour called in this House for Ministers to ramp up testing and to set out a clear plan to vaccinate our troops, the Defence Secretary said:

“We are working on a list right now of who we can prioritise”.—[Official Report, 12 January 2021; Vol. 687, c. 189.]

Why was it not done? Why was top priority not given to troops sent overseas?

The Minister has just said it is only being done in line with the national programme. The MOD has been clearer, saying recently:

“UK personnel have been vaccinated in line with national priority guidelines…which saw vaccines rolled out to priority groups in order of age and risk.”

These are guidelines for civilians in Britain, not for troops fighting terrorists, 3,000 miles from home, in countries with jab rates among the lowest in the world— it is still at only 0.2% in Mali. I say to the Minister that that is wrong. How on earth did the Defence Secretary not stand up for the forces he deployed to Mali, Kenya, Oman, Afghanistan and elsewhere? These troops train together and fight together; they should be jabbed together.

How many and what proportion of UK military personnel deployed abroad, country by country, have contracted covid? How many have now been double jabbed, and when will all of them be done? Have all those deployed on core defence tasks, such as the continuous at-sea deterrent, now been double jabbed?

Will the Minister comment on the circumstances of HMS Defender in the Black sea today?

Finally, will the Minister now make full vaccination mandatory before overseas deployment? The Australians made that commitment in February, and it is high time British Ministers now did the same.

The detail of vaccines and positive tests by country is held, Madam Deputy Speaker, but I am not sure you would indulge me if I were to go through the spreadsheet. Perhaps the right hon. Gentleman would accept it if I were to write to him and place a copy in the Library, so it can be a matter of record.

The headline stat, as I said in my answer to a parliamentary question last week, is that 98.6% of people deployed overseas have had their first dose, and 56% have had their second dose. I accept that there could be a debate on all professions, whether they be clinicians in the NHS, teachers or members of the armed forces. We made a judgment that, where the medical facilities are sufficient to safely administer the vaccine in a deployed environment, those people would receive their vaccine in line with their age cohort in the general UK population. Where it is not possible to do that, such as with the continuous at-sea deterrent, they were fully vaccinated before deployment.

I am also grateful to the right hon. Gentleman for raising the activities around HMS Defender in the Black sea earlier today. No warning shots have been fired at HMS Defender. The Royal Navy ship is conducting innocent passage through Ukrainian territorial waters, in accordance with international law. We believe the Russians were undertaking a gunnery exercise in the Black sea and provided the maritime community with prior warning of their activity. No shots were directed at HMS Defender, and we do not recognise the claim that bombs were dropped in her path.

While it is, of course, welcome that 98.6% of our service personnel overseas have been vaccinated, just for reassurance, of those men and women serving overseas and their families back here in the UK, can my hon. Friend confirm that it is now and will be a priority of the Ministry of Defence, if it is not already, to ensure that all those serving overseas in our name, for this country, have access to both their jabs as a matter of urgency?

First, let me just correct myself for fear that I have inadvertently misled the House: the figure for all overseas deployments is 95%; 98.6% refers to the deployment in Mali. I apologise for that inaccuracy.

My hon. Friend makes a valid point. Given where we are in the national vaccination programme, one might argue that that is now the case, as everybody is within days of receiving their first jab. In fact, the way that the vaccination programme was administered whereby everybody over 50 received their jab in one go towards the front end of the priority groups at home meant that many in their 50s and 60s overseas—although in the defence population that is not very many—ended up receiving their jabs ahead of their age group in the UK. Likewise, for those under 40, jabs were effectively being rolled out in line with people in their 40s here in the UK. That means that many of our soldiers, sailors, airmen and airwomen who were in their late teens or 20s were getting their jab well ahead of their contemporaries.

I think many of us are shocked to hear some of the Minister’s comments today. He seems proud of the numbers testing positive in Mali. We should not have any testing positive at all because they should have received a double vaccination.

When we are sending troops into a conflict situation, they must be given appropriate personal protective equipment, including vaccination against whatever the threat is, and clearly covid is a big threat at the moment. The Government have a duty of care to those in the armed forces to ensure that they are able to carry out their duties and that operations are not threatened by illness. There is a potential threat to national security as well. Why have the Government not prioritised the armed forces for vaccination, regardless of whether they are serving at home or abroad? Can the Minister assure me that from this point on, personnel will not be deployed overseas without receiving both doses of vaccine? How many Royal Navy ships have had to restrict their operations due to covid outbreaks?

First, I would like to challenge the hon. Lady: I am not sure that correcting the assertion that there had been 80 positive cases with the fact that there had been 24 shows pride in that fact; it is just correcting the record in response to the question from my right hon. Friend the Member for Bournemouth East (Mr Ellwood) in the first place.

It is certainly the case that everybody who is deploying on operations now has been jabbed. That goes without saying given that we are now at the stage where everybody under the age of 40 has had their jab. It is not necessarily the case that everybody has had two jabs and not necessarily possible to accelerate that. The Royal Anglian battlegroup, for example, who have just deployed to Mali, have had their first jab. They will receive their second when the appropriate period of time has passed between jabs. Otherwise there is no point in jabbing them because the effectiveness of the vaccination will not be as high as it should be. However, we have certainly reached a point in the vaccination programme where everybody who is being deployed has been vaccinated.

Clearly we must make sure that there is availability of vaccinations, and we must do everything we can to build public trust right across society, including our armed forces, in the effectiveness of the vaccinations. There has recently been some press comment about what the Government might do with those in the armed forces who refuse to accept the vaccine. I seek two reassurances from the Minister: first, that the maximum will be done to persuade them of the advisability of having a vaccination; and secondly, that they will not have their careers damaged because of their refusal to accept the vaccine.

The hon. Gentleman makes a very important point. It is not in our gift to order people to take a medication should they not wish to do so. Prior to deployments where we have been seeking to fully vaccinate beforehand, we have been having a conversation with those who have expressed concern to try to reassure them that the vaccine is entirely safe and that it is in their interest to take it. I can absolutely assure him that anybody who needs to be removed from an operational deployment because of their unwillingness to take a vaccine is not in any way career fouled as a consequence.

The reports of events in the Black sea remind us of why families worry when they have serving personnel at sea or serving abroad. Can my hon. Friend reassure the constituents who have contacted me on this issue that the vaccine roll-out programme to our brave men and women is going well and will hit the targets he has outlined?

I certainly can. The second doses will all be deployed so that everybody overseas gets them as soon after their first dose as is medically advisable. Achieving that is not without challenge: getting these doses forward can require quite a logistical effort given some of the locations in which our people serve, but that has gone well and it is testament to military planners in the Ministry of Defence and the Defence Medical Services that that is the case.

It is obviously deeply troubling, no matter how many service personnel who have been deployed have now got covid—whether the number is 80 or 28 or whatever the clarification the Minister has given—that there are also media reports that those personnel did not have enough test kits or enough space in order to self-isolate. Can the Minister clarify that he is doing all he can to get test kits out to those service personnel who are defending us, as it should be the first duty of Ministers to protect service personnel who are protecting us, and can he ensure that any troops deployed in the coming months on operations will have everything they need in terms of testing and space to self-isolate if, unfortunately, they contract covid-19?

We do not recognise the reports in the press about lack of access to testing equipment; I have been assured that testing equipment was available in all theatres. The article to which I think the hon. Gentleman refers was about Mali, and there was certainly sufficient testing equipment in Mali at the time the article refers to.

The ability to self-isolate is slightly more challenging in some military settings than in others; in submarines, for example, it is quite hard, but in many other deployments it is perfectly possible. We do our best to make such provision available, but obviously field conditions are at times a slightly austere environment, in which case that is not always possible.

I welcome the update on vaccinations for our forces. While the MOD has a clear responsibility to protect its people, does the Minister agree that our forces will always get on with the task in hand and will generally be comfortable with risk in the face of adversity, a lesson that can perhaps be extended more broadly to our fight against the pandemic today?

My hon. Friend is right of course that people in our armed forces do accept a heightened risk. However, the risk that they offer to accept is ordinarily one that is posed by the enemy, and we in the MOD certainly do not assume that they are willing and able to accept a higher risk of infection from a virus. The judgment that was made was not around their acceptance of risk; it was made around the fact that military personnel are invariably young, fit and healthy, so when decisions were made about the prioritisation of vaccine it felt correct—and I stand by this now—to prioritise the vaccination of those who were more elderly and vulnerable at home rather than those who were younger, fitter and healthier and serving overseas.

We are all aware of the rigid, dogmatic vaccination policies of the Health Department bureaucrats and the utter failure of the Health Ministers to inject some common sense—they really are hopeless—but the Minister’s pitiful response today shows that Defence Ministers have meekly gone along with this. So the real question is why did our Defence Ministers not show some backbone by standing up for our troops and insisting on vaccines before deployment, if necessary forcing a decision for the Prime Minister? Can the Minister explain that failure?

I think I have answered the question already. We made the case for priority vaccination for those whom we felt needed to be vaccinated because it was unrealistic to vaccinate them other than as a priority right at the start of vaccination programmes—the nuclear deterrent quick reaction alert aircrew for example. Thereafter it was perfectly possible to safely vaccinate members of the armed forces in line with their age cohort, and the correct judgment was made in prioritising those who were more elderly and vulnerable at home.

We now have a clear position whereby two vaccinations are required, with a period of time obviously required between those vaccinations to maximise the efficacy of the vaccine. Will my hon. Friend give me an assurance that when we are vaccinating our armed forces, we are ensuring not only that the intervals between the jabs are maintained, but that we are allowing a period of time after the second jab is provided before our armed forces are sent on deployments, so that they are given the maximum possible protection from covid-19?

I cannot do that, because we have made sure that our forces have received their first jabs in line with or ahead of their contemporaries in the general population. They will receive their second doses at the appropriate time thereafter—once deployed, in the case of those recently deployed to Mali. I think that is an appropriate way of doing this. These are young, fit and healthy people, and they will get both their first and second doses well ahead of their contemporaries at home.

Can I say to the Minister that there is a clue in his title: Minister of State for the Armed Forces? It is about standing up for our armed forces. Like my right hon. Friend the Member for Warley (John Spellar), I find it astounding that the Minister has just followed Department of Health guidance, rather than saying that there is a priority need, as the right hon. Member for Bournemouth East (Mr Ellwood) said, for people to have been vaccinated before overseas operations.

Let me ask the Minister directly about the 28 personnel —or whatever the number is, because he gave me a different one in a written answer about Mali the other day. What operational effect did that actually have on our contribution to the multinational force that is out there, because that is the key test? I just find it unacceptable that we did not vaccinate people against covid before they went.

First, there is an important point of fact: the battle group to which the right hon. Gentleman refers deployed in December 2020, before any vaccine had been certified. It would have been impossible to have vaccinated the Light Dragoons battle group before they were even deployed.

It is true; they deployed in December 2020, and I believe that the first vaccination of a civilian in the UK was in December 2020. I do not see how the right hon. Gentleman could expect that to have been the case. He also asked a question about operational output, which is the right question to ask. As the right hon. Member for Wentworth and Dearne (John Healey) and others who were briefed by the commanding officer of the Light Dragoons last week will perhaps be able to reassure him, there was no impact on operational output.

Although this is a question about defence personnel overseas, it would be remiss of me not to take a moment to thank the members of the armed forces who have helped with vaccine roll-out at home, including those from Leuchars, based in my constituency. May I ask the Minister, what discussions did the MOD have with deployed military personnel—such as the British Armed Forces Federation and other associations for military personnel—before deciding on the strategy that has clearly been the subject of this urgent question?

I echo the hon. Member’s thanks to all those military personnel who have been involved not just in the vaccine taskforce, but in all other parts of the response to the covid pandemic, particularly those in her constituency. Clearly, decisions such as this are initially decisions for policy makers in Government. I think that I have been very clear about our willingness as a ministerial team to own the decision that we took; I think it was the right one. I know that the chain of command have every confidence that the vaccination programme that we have set ourselves to deliver is indeed delivering. There were no conversations beyond that with any of the agencies or organisations that she mentioned.

My hon. Friend will be aware that there are a good number of British troops deployed in the Kurdish region in northern Iraq, training the peshmerga in their ongoing military fight with Daesh, and we know that Daesh seeks to capitalise on some of the chaos of the pandemic to make advances. I understand that our deployment in Iraq will be growing slightly over the next year, so will my hon. Friend assure me that anybody deployed there will be fully vaccinated, and that the troops who are training and who are still engaged in military operations have equal access to the vaccine?

I can reassure my hon. Friend that 96% of people currently serving on Op Shader—that will include those who are based in Cyprus as part of the aircrew—have been vaccinated, and 31% have had their second dose. I can assure him that they will receive their second doses as soon as it is medically advisable for them to do so. I cannot, however, tell him that it is policy to vaccinate the troops with whom they are partnering.

Look, this is just wrong and the Minister should admit it. Our service personnel deserve full vaccination before deployment on overseas missions. When the US, France, Germany and others have fully vaccinated their forces, it does not seem right that we are behind the curve on this. He says that all personnel are now single-jabbed but there is no point in providing second jabs unless the required time has elapsed for them to be effective. I get that, but can he make it clear to the House whether that is the 12-week extended gap that the public have to wait for, or the three-week gap that the vaccine manufacturers recommend?

I thank the Minister for his reassurance that HMS Defender was not coming under fire earlier today in the Black sea. In Armed Forces Week, when we thank and celebrate our whole armed forces community, will the Minister join me in thanking all who were involved so invaluably in the vaccine roll-out in all four nations of the United Kingdom? Will he reassure me that, from the youngest recruit to those approaching retirement, all our armed forces will be prioritised for vaccinations?

I certainly join my hon. Friend in celebrating all who serve and have served in our nation’s armed forces, and in thanking them for doing so. She will have heard in my responses to previous questions that we are vaccinating the vast majority of the armed forces community, with the exception of those involved in nuclear deterrence and other niche tasks, in line with wider priorities. In reality, the way that delivery has taken place means that the vast majority of our armed forces, who are in their late teens and 20s, are being vaccinated ahead of their contemporaries in the general population. The decision was taken some months ago that we would not vaccinate the armed forces ahead of the general population, and that we would instead prioritise those who are more elderly and vulnerable.

Thank you, Madam Deputy Speaker. I saw you looking around, and I wondered whether you would look for me in my usual spot.

We have so much to thank our service personnel for, and they put a lot on the line to serve, in terms of their family life. Those families back home have grave concerns about their service personnel who are serving overseas, and those who are serving overseas have concerns about their families back home. What has been done to assure the members of those families, both at home and away, that they will be safe and sound and will see each other again?

The hon. Gentleman was probably waiting for you to start the Adjournment debate before he intervened, Madam Deputy Speaker, as is his normal fashion. He raises an important point; as someone who served overseas on operations, I knew I was okay until I was not, but for those who are left behind—the families of our serving personnel—there is a daily worry about their safety and the threats they are facing. Indeed, many colleagues in the House have written to me on behalf of parents and loved ones of people deploying to seek reassurance about the vaccination programme, and we have made sure that that has been given to them, so that families understand that their loved ones will be vaccinated while in theatre. The families of our armed forces are as vital a part of the armed forces community as those who serve, and the hon. Gentleman has given me an opportunity, in Armed Forces Week, to remark on their steadfastness and the important role they play in maintaining the fighting power of our armed forces.

As we shape the open international order of the future and promote our interests globally, we are investing an additional £24 billion in active and modernised armed forces. That will not only place defence at the heart of global Britain’s protection but project the UK as a force for good in the world—from our work to build democratic institutions to the building of capacity in our partners’ armed forces and the delivery of an expanded defence diplomatic network, alongside historic investment in research and development. Perhaps nothing better embodies our ambition than the deployment this weekend of the carrier strike group, which will be working on all those things over the next six months.

In the past few weeks the carrier strike group has participated in Exercise Strike Warrior and in the next few weeks it will participate in Exercise Steadfast Defender, but that is not the totality of the Royal Navy effort in the Euro-Atlantic in the next few weeks. Indeed, the littoral response group north is sailing for the Baltic, where she will participate over the next few weeks in Baltops. This is not a flash in the pan: the Royal Navy and the rest of our armed forces are committed all year round to showing that Euro-Atlantic security is the absolute bedrock of the United Kingdom’s security.

I welcome what the Minister has said and wish well all the sailors, soldiers and air personnel who have set sail as part of the carrier strike group’s maiden deployment. Does my hon. Friend agree that the deployment, which will visit more than 40 countries and undertake more than 70 engagements, will deliver our ambition to increase our interoperability and burden-sharing with our allies around the world?

Over the weekend my right hon. Friends the Prime Minister and the Secretary of State for Defence visited the carrier strike group, as did Her Majesty the Queen on Saturday, and I know that the carrier strike group personnel will be further delighted by the good wishes sent by so many in the House today. Over the next six months they will fly the nation’s flag in all corners of the world and I am sure they will do so with great style and skill. My right hon. Friend is absolutely right to highlight the deployment as the embodiment of so much of what is in the defence Command Paper. Over the next few years we all look forward to this being not the first but the latest in a sequence of events of similar importance that project global Britain around the world.

Does the Minister agree with his former colleague?

No. As the carrier strike group sets sail and the littoral response group sets out for the Baltic, as our soldiers in Mali and Afghanistan show what great jobs they have been doing there, and as our Air Force continues to contribute to NATO air-policing missions, alongside the fantastic work it does to support the rest of our deployments around the world, I can see a rapidly transforming set of armed forces that are better equipped and better able to meet the needs of the United Kingdom by responding to threats when they emerge upstream, rather than sitting in the United Kingdom contingent for the fight when it eventually comes.

The Army has organised and conducted more than 74,000 tests, 11,000 ambulance responses and almost 70,000 covid vaccine inoculations in Wales over the past year. As we build on our close relationship with Welsh society, we remain committed to relocating a major regular Army unit to Wales, and the Ministry of Defence continues to examine the options to locate a second major unit to Wales as well.

The Welsh element of Operation Rescript, the Army’s response to the covid-19 outbreak, was stood up from Brecon barracks, as the Minister has described. From there, in conjunction with a large family of defence partners, Brigadier Andrew Dawes has overseen more than 1,200 service personnel across the three services who have been working tirelessly in support of the NHS in Wales. I particularly want to thank the members of the RAF who joined us at the vaccination centres in Builth Wells and Bronllys. Does the Minister agree that this recent activity serves to underline the operational importance of the barracks and further weakens the case to close it in 2027?

Brecon and, indeed, the 160th Welsh Brigade are fortunate to have such an outstanding local representative making their case in Parliament. My hon. Friend is absolutely right to pay tribute to all the amazing work that they have done in supporting the covid response in Wales. I know that, as a result of all her hard work campaigning on this matter, she was delighted to hear confirmation from my hon. Friend the Minister for Defence Procurement that the brigade HQ will remain in Brecon.

The Ministry of Defence is committed to continuing to ensure that regular Army units are retained in Wales, alongside what is a fantastic and well-used training estate, including that in and around Brecon, and I know that her constituents can have every confidence that she will continue to make that case should we ever forget it.

Thank you Mr Speaker. I welcome the recent deployment of Royal Navy offshore patrol vessels to Jersey, to conduct maritime security patrols. Does my right hon. Friend agree that that quick response demonstrates the importance of having our Royal Navy vessels more continuously deployed at sea?

I certainly do. Offshore patrol vessels are an extraordinarily versatile platform. Batch 1 OPVs, which are mostly responsible for homeland defence, are at high readiness and are called out for all sorts of reasons, from Jersey, to escorting vessels from other nations through our waters. Batch 2 OPVs, a precursor to the arrival of the Type 31, already operate in the south Atlantic, the Mediterranean and the Caribbean. They will soon be joined by further vessels in the Indo-Pacific, demonstrating the forward presence concept, which will have huge utility in the years ahead.

With UK forces leaving Afghanistan, it is all the more important that we do all we can to stand up for those Afghan interpreters, and others, who put their lives on the line for our troops. I have Afghan interpreters in my constituency who have not seen their wives and children for years, due to ongoing issues with the MOD resettlement scheme. Will the Minister admit that that is an issue, and work with the Home Office to sort it out?

(Urgent Question): To ask the Secretary of State for Defence if he will make a statement on Afghanistan.

Following the shocking attacks of September 11 2001, NATO allies invoked article 5 of the Washington treaty. An attack on one was an attack on us all. In Afghanistan over the two decades since, NATO has shown extraordinary resolve in a country where the soldiering is tough and operational success is very hard won. Some 150,610 UK service personnel have served in Afghanistan over the last 20 years. Hundreds of our troops have suffered life-changing injuries, and 457 of our young men and women have made the ultimate sacrifice in the service of our country. I pay tribute to their service and their sacrifice. They will not be forgotten.

I served in Afghanistan on two tours—the first, to Kabul in 2005; and the second, to Sangin, in 2009. My battalion lost 13 men on that second tour, with many more killed in our wider battlegroup. I have friends who will walk on prosthetic limbs for the rest of their lives, and I know people who suffered severe mental pain that tragically caused them to subsequently take their own lives. Like every other Afghanistan veteran, when I heard NATO’s decision last week, I could not help but ask myself whether it was all worth it.

We went into Afghanistan to disrupt a global terrorist threat and to deny al-Qaeda the opportunity to use that nation as a base for mounting further international attacks. In that mission, we were successful. By fighting the insurgency in its heartlands in the south and east of the country, NATO created space for the machinery of the Afghan government to be established and strengthened. Afghan civil society flourished. Schools reopened and girls enjoyed education just as boys did. There is a vibrant and free media. Women are not only valued and respected but are working in Afghan academia, healthcare and politics. Over 20 years we have developed and then partnered the brave men and women of the Afghan national security forces. They are now a proud army with the capacity to keep the peace in Afghanistan if empowered to do so by future Governments in Kabul.

Those of us who have served very rarely get to reflect on an absolute victory; only in the most binary of state-on-state wars can the military instrument alone be decisive. But two generations of Afghan children have now grown up with access to education. The Afghan people have tasted freedom and democracy, and they have an expectation of what life in their country should be like in the future. The Taliban, apparently, have no appetite to be an international pariah like they were in the late ‘90s. Our endeavours over the past two decades have created those conditions and have given Afghanistan every chance of maintaining peace within its own borders. We will continue to support the Afghan Government in delivering that, but our military could not stay in Afghanistan indefinitely, and so we will leave, in line with NATO allies, by September. Nothing in the future of Afghanistan is guaranteed, but the bravery, determination and sacrifice of so many British soldiers, sailors, airmen and airwomen has given Afghanistan every possible chance of success.

Sending our troops into conflict is the biggest decision that any Prime Minister has to make. The strategic objective must be clear, yet we now withdraw from Afghanistan, after enormous cost and human sacrifice, with the country heading towards another civil war and the Taliban on the ascent. I have visited the country many times. This cannot be the exit strategy that we ever envisaged.

Our nation and our military deserve answers. I request a Chilcot-style inquiry so that we can learn the lessons of what went wrong. How did we squander the relative peace of the first four years? Why were the Taliban excluded from the peace talks in 2001—a fundamental error that could have brought stability early on? Why did we adopt an over-centralised western model of governance? Why were we too slow in building up Afghan security forces, up to a paltry 26,000 five years after the invasion? Why was Pakistan allowed to harbour and train the Taliban for so long? More widely, did the ease of the initial Afghan invasion lead to an over-confidence by the US for it to then invade Iraq, meaning that we had to fight on two fronts? Should we take responsibility for the Taliban’s emergence in the first place after the US abandoned Afghanistan once the Soviets had left? Where was the British thought leadership—our situational awareness that might have influenced US strategic thinking? As we have learned in Northern Ireland, you cannot defeat the enemy by military means alone.

If we depart completely, a dangerous part of the world becomes more dangerous as the Taliban assumes control of the bulk of the country and once again gives sanctuary to extremist groups. Our brave military served with honour, but they were let down by poor strategic judgments that if politicians today do not understand and learn from, will impede our confidence to step forward and stand up to extremism and authoritarianism in the future. There are so many questions and it is the Government’s duty to respond.

I thank my right hon. Friend for calling for this urgent question. I do not entirely share his analysis of what would have happened next. The relatively benign, by Afghan standards, security situation in the country at the moment is not the norm; it is the consequence of the accommodation that the US and the Taliban had come to last year. That means, in effect, that there are three options for the international community. One is to prepare for a fighting season this summer once the 1 May deadline expires. The second is to come to a new accommodation with the Taliban that effectively removes all of the political imperative to reaching a solution. The third is to agree that, effectively, the military mission is done and that what remains now is a political one, and the way to accelerate that is to force the hand and agree to leave as we have done.

My right hon. Friend asks some great questions about the route to being in Afghanistan and the prosecution of the campaign thereafter. I think that those of us who have served, as he has done, take some solace from the way that these things are considered deliberately after the event. It is not for me to agree to such an inquiry right now, but one would hope that the lessons would be learned. I do not necessarily accept all of his analysis of how the campaign has played out, but obviously we have reached the point where the military mission has effectively culminated and what remains is a requirement for politics. To keep our people there indefinitely with 1 May approaching does not seem to me to be the right use of the military instrument.

The House will appreciate the Minister wanting to respond to this question himself. He saw two tours in Afghanistan and I know that more than 50 from his regiment were among the 454 British personnel who lost their lives there. We honour their service and their sacrifice.

There certainly have been some gains in governance, economic development, rights for women, education for girls and in ending Afghanistan as a base for terrorism abroad, but Afghanistan is more failure than success for the British military. Now, with the full withdrawal of NATO troops, it is hard to see a future without bloodier conflict, wider Taliban control, and greater jeopardy for those Afghanis who worked with the west and for the women now in political, judicial, academic and business roles. The Chief of the Defence Staff has said that this was

“not a decision we hoped for”.

Did the UK Government argue against full withdrawal? What steps will NATO allies take now to ensure that Afghanistan does not become a breeding ground for terrorism directed towards our western democracies again? There is US talk of over-the-horizon operations and of building anti-terrorist infrastructure on the periphery of Afghanistan. Will Britain play any part in this, and where?

The Minister said that Britain’s remaining 750 troops will be out by September. When will their withdrawal begin? How many UK contractors helping Afghan forces to maintain equipment are in Afghanistan? Will they withdraw at the same time as UK troops? How many Afghanis who helped British troops are still in Afghanistan, in danger and in need of the special scheme to settle in the UK? Ending military deployment should mean expanding diplomatic and development support, yet Britain cut direct aid to Afghanistan last year by a quarter. This year, will the Government reverse that cut?

Finally, where does this withdrawal leave the Government’s strategy of forward deployment in a region that sits between the three main state threats identified in the integrated review? Does this cause the Secretary of State to reconsider his decision to cut Army numbers by another 10,000?

First, I am grateful to the right hon. Gentleman for his reflections on the service and sacrifice of the UK armed forces. I am not sure that I accept his characterisation of the situation as defeat. Many members of the armed forces will reflect, as I do, on their tactical and operational successes in their individual tours and in the districts for which they were responsible. If they arrive in a district and the school is shut, but when they leave, it is open; or if they arrive in a district and the market has six stalls, but when they leave, it has 20—those are the sorts of successes that show them with their own eyes that their service has been worth it and they have done good.

The shadow Secretary of State picks up on what the Chief of the Defence Staff said in his interview on the “Today” programme last week, and I do not think that anybody in the UK Government would shy away from his very honest assessment of what happened. I think we should be clear that the disagreement, to the extent that there was one, was over a matter of months, rather than over staying there for four years more.

As I said, there is a logic to this, because we were at a decision point no matter what. On 1 May, the accommodation would run out and we would be preparing for a fighting season; or we would need a new political accommodation with the Taliban, and that would remove the political imperative altogether; or we would take the decision, as the President did, and with which NATO subsequently agreed unanimously, to leave and, in doing so, to force the pace of the political process. I think that is the right thing. The opportunity to prosecute counter-terrorism missions from the wider region into Afghanistan is something that we are working up with our NATO allies and the Americans at the moment. I am sure that the UK will have a role in that.

The exact withdrawal timeline is not one that I intend to share publicly—I am sure the right hon. Gentleman will understand the operational security reasons why that is the case—but a withdrawal from Afghanistan this year is not unexpected. It was completely within our planning last year and over the winter. We can achieve the timeline that is required without any cost to our other planned military activities this summer. I can reassure him that my right hon. Friends the Defence Secretary and the Home Secretary are working with all appropriate haste to make sure that those who have served alongside us in Afghanistan are looked after in the future.

I was in Afghanistan with the Afghan resistance, and I know that when the foreigners leave, the theological justification for jihad finishes. The problem we have is that Afghanistan still faces attack from the Taliban, fully supported by Pakistan’s Inter-Services Intelligence, with the simple aim of conquering the country. Given the success since 2015 when the coalition moved into an advisory CT mode, what is the coalition’s plan now to prevent even larger swathes of the country from falling to the Taliban—indeed, to prevent Kabul itself from falling? If it does, I would call that strategic failure.

I share my hon. Friend’s assessment of the requirement for regional partners not only to step up and take a stake in Afghanistan’s peace, but to behave responsibly in the way they go about their diplomatic affairs in the region. His characterisation of what remains of the coalition is, if he does not mind my saying so, somewhat out of date. We have been down to a residual counter-terrorism mission for some time. For five years or more, the coalition has not extended its writ across the whole country. Actually, the Afghan national security forces have done a good job of maintaining security within the borders of Afghanistan since the NATO mission stepped back towards the current CT mission. I am full of optimism for what the Afghan national security forces could achieve. It depends, of course, on their being empowered to do so by a future Government in Kabul.

Like the Minister and the shadow Secretary of State, I pay tribute on behalf of the Scottish National party to all those who served, and of course, we remember all those who sadly lost their lives in Afghanistan.

All of us want the Government to get this right. I accept that there are no easy, clearcut, black and white ways forward, but I share some of the concern at the somewhat over-optimistic assessment that the Minister comes to the House with today. There is no absolute victory, of course—there is victory of sorts—but the peace is unstable. Governance is better, but it is still unstable, and the Taliban are not the outfit they once were, but they still pose a threat. The Chair of the Select Committee, the right hon. Member for Bournemouth East (Mr Ellwood), made some excellent points on how lessons are learned about what went wrong, because some things did. I return to the question he asked, which the Minister was not quite clear on: what is the Government’s view of a Chilcot-style inquiry? If we are all committed to getting this right, that is the kind of thing that surely needs to happen.

This might be the end of one of America’s forever wars, as it is sometimes known, but for Afghanistan, it remains immensely uncertain. What does the post-September relationship look like with the Afghan Government? I say this to the Minister on foreign aid. We can either have peace and stability in countries such as Afghanistan, or we can have foreign aid cuts; we cannot have both. If the Government are committed to a stable future for Afghanistan—which, in fairness, I believe they are—they need to reverse not just the cut that the shadow Secretary of State mentioned but the cut in its entirety across the foreign aid field.

The hon. Gentleman is entirely right to ask what the mechanism is for solidifying the peace within Afghanistan, but I am not sure that I see what the international military presence would do to solidify that peace any further. What needs to happen now, as we have seen in Northern Ireland and many other conflicts in which we have been involved in the past, is this deeply imperfect and—for those of us who have served —uneasy reality that all parties, irrespective of the role they played in the conflict, need to come together and make the politics work. I think that the conditions are right for that to happen now.

I do not mean to sound over-optimistic. My eyes are wide open. I said in my answer that the future for Afghanistan is uncertain—of course it is. But there is a set of Afghan national security forces in place now that are capable of maintaining the peace, and I genuinely believe that there is a political will to achieve that and an expectation within the Afghan public that their politicians will achieve that.

How the lessons are learned from this campaign, as they were with Iraq, is for my right hon. Friends the Prime Minister, the Foreign Secretary and the Defence Secretary to decide in due course. Of course, in everything we do in the Ministry of Defence, we look at what we have done, and where it worked, we reinforce, and where it did not work, we change. Within the integrated review, there is already a recognition that the way we have done our business in the last two decades may not be the way that we do it in the next.

On the hon. Gentleman’s final point about the relationship with the Afghan Government and the need to financially support them, as the Secretary-General of NATO said, this is not the end of our involvement in Afghanistan; it is just the start of a new chapter. That new chapter is one that remains every bit as committed to supporting the Afghan national Government, and this year alone the UK will spend up to £70 million on supporting the Afghan security forces. Such support—both diplomatic and financial—is key to ensuring the future that we envisage for Afghanistan in the absence of a military contribution.

Alongside its regular colleagues, the Territorial Army has served with distinction in Afghanistan, not least 21 Special Air Service Artists Rifles, which, as a formed unit, demonstrated its extreme gallantry by winning three Military Crosses in the fighting in Nad-e Ali in Helmand in 2008 as well as a Conspicuous Gallantry Cross at a later date. On the back of that highly distinguished record, will my hon. and gallant Friend retain the option to deploy the Army Reserve on live operations abroad, both as attachments to regular forces and in their own formed units?

Within the 150,000-plus service personnel who have served in Afghanistan, there will be many thousands of reservists who have mobilised and answered their nation’s call, and they have done so with great distinction, as my hon. Friend describes. He will be pleased to hear, I am sure, that the design of our armed forces for the next decades recognises absolutely the importance of the role that reservists play both as individuals, with the expertise that they bring to the force, and as formed units. There is every intention of building on their success in Iraq and Afghanistan as we look at how we use the reserves in the future.

Let us be quite honest about this: we are where we are today because the United States is going to do what it is going to do. Some of us will remember the scenes of Saigon in 1975, with people who had helped the US forces scrambling desperately to get on board the helicopters. Those who were left faced imprisonment and in some cases execution. So my question is very clear: the Minister and the shadow Secretary of State have touched on the fate of those Afghanis who have helped us—the translators and the like—but will we give them asylum and will we give them residency in the UK to thank them for what they have done? Let me go further: will we extend the same offer, because there is interchange, to those who helped the US forces if the United States refuses to do so?

The hon. Gentleman asks me a very straightforward question, and I hope I can give him a very straightforward answer. Between 1 May and the completion of the withdrawal in September, any attack on NATO troops will be responded to robustly. The withdrawal will happen in good order; there will be none of the scenes that he evokes from previous conflicts. The plans are well established, and I have every confidence in the ability of our military and the militaries of our allies to deliver them. He is quite right to raise our responsibility to those who have served alongside us. It is not for me to pre-empt the decision that is yet to be made by the Defence Secretary and the Home Secretary, but I can reassure him that they are both seized of our responsibility, and I know they are working with all appropriate haste to make sure that a solution is put in place.

I pay tribute to the service of my hon. Friend the Minister, with whom I served a lot in Afghanistan and a lot in the Ministry of Defence. May I just say that the work the NATO troops are currently doing in Afghanistan is hugely important—not because they are in combat operations, as the Minister rightly says, but because they are enabling the Afghan troops and supporting them with medical aid, logistics and so on? So while I recognise that this withdrawal cannot be avoided by the UK, because fundamentally it is a US decision, what assessment have he and his Department made of the implications for the responses of others? He will know that the perception that we may not endure on an operation, even when we are no longer in combat, will weaken the way we are seen by our enemies and may lead our allies to doubt us.

I think that our resolve has been tested and demonstrated by the longevity of the mission. We could arbitrarily say, “Well, if we were to stay for another 10 years or 20 years, that would even further show our resolve”. I think the alliance set itself a set of military objectives, which were broadly achieved. It is clear that the politics must now take over. My hon. Friend is entirely right to point, however, to the wider range of effort that goes on and the degree to which that underpins the operational effectiveness of the Afghan national security forces. Clearly the military presence within Afghanistan itself will come to an end, but our ability to remain connected to the Afghan military academy remotely is undiminished, and likewise our ability to host Afghan officers and NCOs on military courses in the UK. All of that will I think, first, help to strengthen the connections between the Afghan and UK armed forces, but secondly, help to continue to develop their capacity so that they sustain their own operations and ensure that there is a lasting peace within Afghanistan.

I do believe that the decision by the United States, ourselves and NATO to pull out military personnel at this stage will be wrong. I think it only gives succour to the Taliban. We do not have a stable situation in Afghanistan yet. Can I ask the Minister what support is being given to women during the peace process? He knows the importance of women within Afghan society, and their advancement is so important. What is he doing to give support to women to ensure that they have a strong platform and to ensure that things such as girls’ education are protected?

The hon. Gentleman picks up on one of the great successes of the intervention in Afghanistan: for 20 years schools have been open to girls, and the education of girls remains one of the Government’s key foreign policy aims. Around the world seldom are those aims underpinned by military effort, however, and there are two things from which we should take heart. First, there are now so many women, relatively speaking, within the Afghan institutions—its Parliament, academia and media—that there is an expectation within Afghan civil society that women and girls will have more rights than what they had to endure under the previous Taliban Government. Secondly, the Taliban want legitimacy within the international community if or when they become a part of a future Afghanistan Government. Therefore it is reasonable to expect that they will not want to be the international pariah that they were, so they will be responsive to the diplomatic efforts to promote opportunities for women and girls that we are pursuing bilaterally and through the United Nations and our alliances. I wholly expect that future Afghan Governments would not want to reverse all the great progress that has been made in this important area over the past 20 years.

My hon. Friend speaks with great experience and knows of what he talks, but I am still struggling to understand precisely what the NATO strategy or plan is here. In addition to the great bravery and sacrifices of our own military, some very brave Afghan leaders, including women, believed that NATO would stay the course and will now feel very let down while the Taliban have little need to negotiate but increasingly will be in a very strong position. Does this not underline the very real limits of hard power and the importance of using soft power judiciously?

I thank my right hon. Friend for his question. He is of course correct that the military could underpin an accommodation of sorts almost indefinitely, but that is not an enduring solution for any country. The decision NATO took last week recognises that we are at a moment of decision. The accommodation with the Taliban is coming to an end, so the decision is to extend the deal, which removes the political imperative, to fight this summer, and who knows where that would have gone—and from a position of having far fewer troops in Afghanistan than has been the case since five years ago—or to force the pace of the political settlement. All those options are imperfect, but what matters now, exactly as my right hon. Friend says, is that the Governments who have formed the alliance now use their soft power to ensure that the parties come round the table and an enduring peace is found.

Our withdrawal from Afghanistan was announced without a peace-day deal in place and with the security situation continuing to deteriorate. Many who fought in, and are still affected by, the conflict are wondering just what it was all for. We cannot allow either the Afghan security forces to be completely overrun or terrorist groups to re-establish training camps, so what operational capability will the Government make available to prevent this from happening?

The decision to draw down our military presence within Afghanistan has been announced, and I know that the hon. and gallant Member will appreciate that we will need over the next couple of months to work through the intricacies of what capabilities may endure in Afghanistan. However, it is clear that the United Kingdom will not tolerate an ungoverned space in Afghanistan from which international terrorism can find a base and from which attacks on the UK homeland or those of our allies can be mounted. A CT effort within the wider region will be required to counter that, and of course the alliance reserves the right to go back in if the security situation deteriorates to such an extent that our national security is threatened.

As we have heard, 457 brave men and women of our armed forces have paid with their lives to protect us here at home, and countless others have been wounded. I sincerely hope that their sacrifice has not been in vain. I seek my hon. and gallant Friend’s assurance that this withdrawal will not see a reluctance on our part to combat terrorism in the future, for, as Edmund Burke said so succinctly, the only thing necessary for the triumph of evil is for good men to do nothing.

My hon. Friend is entirely right. I should be clear that, as I hope the integrated review made clear, the UK has an ambition to be a force for good in the world and that where terrorism threatens the UK’s interests or those of our allies, we will be present, building the capacity of partner forces and helping to remove that instability and insecurity around the world. What we have learnt over the past 20 years is that there are ways of doing that, and the vision we have set out in the integrated review is for a far more intelligent way of doing that: developing capacity, tackling insecurity and being a force for good around the world.

I am sure that we all pay tribute to the service and sacrifice of all those who served and of those who, sadly, lost their life. General Sir Nick Carter, Chief of the Defence Staff, said in a recent interview that although he respects the decision of the Biden Administration, it was

“not a decision we hoped for”.

Will the Minister confirm whether the MOD feels confident in the ability of the Afghan national security forces to defend the Afghan Government and their people without the current NATO presence in Afghanistan?

I fear that that question invites a reprise for all the answers I have already given, but, yes, the Afghan national security forces have the capacity to maintain peace within Afghanistan. The key is whether they are empowered to do so by a future Government in Kabul.

Does my hon. Friend agree that the United States should be a global neighbourhood watch in the middle east, not just a superpower that draws down the blinds? Does he share my grave concern, and that of many colleagues, that the withdrawal of troops will boost Sunni extremism, not just in Afghanistan, but in Iraq, where the Sunni ISIS death cult threatens Iraq and Kurdistan? Will he consider gifting surplus military and medical kit to the Iraqi Kurds in Kurdistan, rather than leaving it in Afghanistan?

IS and the Taliban are no friends, and I suspect that that will moderate the march of IS in Afghanistan. My right hon. Friend invites me to set out how we might gift the equipment we have been using in Afghanistan. Some of it will be gifted to the Afghan national security forces. Where we have critical capabilities that we want to recover to the UK, we will of course do that. Whether or not those are in due course re-gifted in other theatres is a decision for us to take over the next few months, but I note his suggestion.

I think we are all aware that the risks in Afghanistan remain and are significant, and although over the past decade they have metastasised through different iterations and dispersed through the region, they still have significant roots in Afghan territories. So how will the Minister ensure that the strategic expertise brought by our armed forces’ soft power can be utilised to reduce the risk of the resurgence of violence and to support the Afghan security forces for as long as they require us?

The institutional connections between the UK Ministry of Defence and our armed forces, and the Afghan Ministry of Defence and armed forces are as strong as one would expect them to be, given that those relationships have been forged in combat over the past 20 years. As I said in response to an earlier question, there is every intent to continue to mentor the Afghan national security forces and MOD remotely, and to continue our involvement in the Afghan national military academy remotely, and of course to give the opportunity to Afghan officers and non-commissioned officers to attend courses in the UK that will maintain those connections and develop their capability.

I pay tribute to my hon. and gallant Friend for his service. Some three years ago, I had the privilege of visiting Kabul and seeing the Welsh Guards serve in Afghanistan and contribute to the building of a civic and civil society in the community. Given the fragility of that society, what tangible steps does my hon. Friend propose to take, as we leave Afghanistan by September, to ensure that the steps taken in recent years are not lost?

My right hon. Friend has seen with his own eyes the good work that has happened. As I said in response to the hon. Member for York Central (Rachael Maskell), there are opportunities to maintain those connections even without a physical presence on the ground. I have every confidence that we will do so. This is not just about politics and ministerial decision making; there are friendships between our armed forces that mean that the UK armed forces and UK MOD want to see the Afghan army, the Afghan security forces and the Afghan MOD succeed in the future. We will do everything we can to maintain those connections and develop capabilities so that the green shoots that my right hon. Friend saw can grow.

May I add my tribute to all those who served and those who tragically lost their lives? I visited Helmand in 2009, when I believe the Minister was on his second tour, and I saw at first hand the bravery, dedication and professionalism of our armed forces and all those who worked with them in extraordinary circumstances. That will never be forgotten. They did make a difference.

The Minister mentioned those who are living with life-changing injuries, including some of those he served with. Of course, those injuries are not just physical; tragically, there are mental health consequences for many, and there are also issues with housing, access to public services and so on. Will he give a cast-iron guarantee that we will continue to meet our debt of obligation to all those who served in Afghanistan, whether it is with respect to their physical health, their mental health, their housing or other needs, for as long as that is necessary?

I thank the hon. Gentleman very much for his question. Yes, the Ministry of Defence and Her Majesty’s Government will continue to meet that obligation. One of the things that came out of the conflict in Iraq and Afghanistan was huge public recognition of the debt that we owe to our armed forces, and a recognition of the sacrifice and the commitment that they make on behalf of our nation. It is absolutely incumbent on those of us who now have the honour of making policy in Government to ensure that we live up to those obligations and that our veterans of Afghanistan, Iraq and all other conflicts are properly looked after.

I pay tribute to my hon. and gallant Friend and, indeed, all those who served with distinction in Afghanistan. Clearly, the economy of Afghanistan—in particular the farming community—will be vital to preserving peace and security in the region. Will my hon. Friend update the House on what will be done to encourage farmers to develop products and crops rather than feeding the illegal drugs trade, which has caused so much damage not only to the region but to the rest of the world?

I, too, pay tribute to all the veterans of the Afghanistan conflict, a number of whom are residents at the Cranhill Scottish Veteran Residences complex in my constituency. My hon. Friend the Member for Glasgow South (Stewart Malcolm McDonald) was right to link this issue back to the decision to cut foreign aid. The Minister should not just listen to him; James Cowan, the chief executive officer of the HALO Trust and a former commander of British troops in Afghanistan, said:

“I have seen first-hand the importance of foreign aid. But the prime minister has announced a £4 billion cut in UK aid – money that is vital not only to the wellbeing of vulnerable people worldwide, but also British national security”.

He is not wrong, is he?

This issue has been touched on in previous questions. There is a commitment to spend up to £70 million in Afghanistan this year alone in support of the Afghan security forces, and of course there is an aid package beyond that. Very obviously, the end of our military contribution in Afghanistan does not mean the end of our wider diplomatic and development agenda in the country, and I fully expect that the UK Government will maintain that commitment so that we can do our bit in helping Afghanistan to succeed in the future.

This nation has a proud record, as indeed do many Members of this House, of responding to need around the globe. Decisions to get involved are not taken lightly. Questions of purpose and measures of success are rarely clearcut, and they always come at a cost. We have already heard that, for 454 British troops in Afghanistan, it was the ultimate sacrifice. For many more, including veterans and families that I have met here in Aberconwy, it is something they continue to carry day by day. Will the Minister join me in paying tribute to the veterans of the conflict in Afghanistan and their families? What assurance can he give them that their work and their sacrifices will be remembered?

This Government, and indeed our nation, place huge importance on our duty to remember the sacrifice of those who have given their lives in the service of our nation around the world. I have every confidence that we will continue to do so, and when we reach remembrance events in the autumn I think people will be particularly focused on the end of our military operations in Afghanistan and the sacrifice made there.

Beyond that, I hope that Afghanistan veterans such as myself and six other Members of the House will reflect on their personal experiences in that country and on the good that they know they did and that they saw with their own eyes. Cumulatively across the whole country over 20 years that amounted to an environment in which the Afghan Government could establish itself and grow and in which civil society could flourish. We have set the conditions within which Afghanistan has the chance of a peaceful and secure future.

I join the Minister in paying tribute to all those who were deployed to Afghanistan, and it is right that we remember today the 457 who paid the ultimate price, as well as those who are now living with life-changing injuries. I first visited Afghanistan in 2003, and then on numerous occasions up until 2010, and the Minister is correct to highlight the success stories. One of those is the Afghan security forces, and Britain can be quietly proud of the work it did at the Kabul officer academy in developing that force. However, operationally, the Afghan security forces are dependent on allied air power, so will Minister highlight whether there are any plans to give that air support once we withdraw?

Clearly, the announcement was that there will be no military presence in Afghanistan. Air support can come from outwith Afghanistan, and I suspect that decisions on that would be based on the security situation at the time. However, I think that the priority of all in NATO is to force the pace of a political settlement, which our departure does. What we should all hope for is a successful political outcome, where the capabilities that the right hon. Gentleman draws our attention to would not be required.

Will my hon. and gallant Friend tell the House how confident the Government are that the peace negotiations will bring the right governance and security to Afghanistan by September and, in particular, that women will continue to have rights under a future regime? Only in the last few months, several women have been targeted for assassination, apparently by the Taliban. The treatment of women under the Taliban was totally unacceptable, and as the co-chair of the all-party parliamentary group on women, peace and security, I do not want to see any reversal of women’s rights in Afghanistan, but I am afraid I do not share the Minister’s optimistic outlook on this issue.

I thank my hon. Friend for her question and for her work in chairing the APPG, to which I think my right hon. Friend the Minister for the Middle East and North Africa and I will present the annual report in the coming weeks. The work on this issue is important and characterises so much of our contribution to conflicts. My hon. Friend will be aware that 3.7 million girls are now in school—a huge step forward from zero, which was previously the case. There is an expectation in Afghan society that is far more powerful than any military stick that may be wielded, and one can only hope that that is irreversible. The genie is out of the bottle, and once women and girls have that expectation and it becomes the norm in society, it is awfully hard—even for the Taliban—to reverse it.

The allies’ withdrawal from Afghanistan is causing deep concern for those who placed their lives on the line as invaluable interpreters for British forces. We know that the Taliban will exact revenge on those who supported the alliance, so what steps are Ministers taking now to fulfil our responsibility and our promises to ensure that the remaining interpreters and the families of those who are already here—I still have ongoing constituency cases where there are problems—are rescued? This is about honouring our promises.

Will my hon. Friend join me in paying tribute to the locally employed civilians throughout Afghanistan, who were a vital help during our deployments? Colleagues have asked questions about interpreters and their safety, and I was pleased by his answer that, during the drawdown, people who had helped our forces will not be abandoned. However, once we have left, will he give us some assurance that all the many hundreds of locally employed civilians and the interpreters—the people who have risked their lives, their family’s lives and their safety—will not be abandoned?

There are no easy answers in Afghanistan and I pay tribute to the service of personnel who have worked so hard to bring peace to the country. I reiterate the SNP’s strong support for a Chilcot-style inquiry into our engagement in Afghanistan to learn the lessons. On aid, we regret deeply the cuts to the aid budget, but I do not doubt the Minister’s sincerity and commitment to Afghanistan. Would he accept and agree with our call to exempt Afghanistan from any cuts to the wider aid budget, because now is precisely the time to step up that support, not scale it back?

I know that the hon. Gentleman will forgive me if I refrain from making policy on the hoof at the Dispatch Box, but the suggestion is noted, and, as I have made clear in previous answers, it is clear that the removal of the military instrument does not bring with it an end to our commitment in Afghanistan. I am confident that my right hon. Friends the Foreign Secretary and the Defence Secretary will be listening to the contributions about the importance of making sure that we continue to support an Afghan civil society and military to underpin the peace that we all hope for.

Improvements in Afghanistan’s society, such as to girls’ education, are welcome and, as the Minister said, show signs of an improved future for Afghanistan’s people. Afghanistan is a deeply Islamic and conservative country. As my hon. Friend will know from the amazing work that she does as the Prime Minister’s special enjoy for freedom of religion or belief, those countries are hard ones in which to espouse the values that she so enthusiastically campaigns for. I know that she will keep all the pressure that she can on the Prime Minister and my colleagues in the Foreign, Commonwealth and Development Office. She is absolutely right that this is a very important hallmark of a free democracy, and we should have every expectation that the sort of things that she would want to see are things that we are comfortable and enthusiastic about discussing with Afghan Governments in future.

Can the Minister give specific examples of actions that the Government now intend to take as we withdraw from Afghanistan to support and ensure that all the improvements that have been taking place over the past 20 years in the human rights of women and girls, such as access to education and healthcare, will not be reduced or reversed?

I can. The bilateral relationship between the UK Government and the Afghan Government will endure, and so, too, will our engagement through multilateral forums such as the UN. These are hard-won steps that have made Afghanistan a better country. Our expectation must be that nobody involved in the peace process would want to row back from those, and the international community must be united in ensuring that they do not.

As we draw down our forces in Afghanistan, the United Kingdom can look proudly at the contribution that we have made to supporting and developing the local security forces. Because our military contribution ends, that training and assistance need not, so will my hon. and gallant Friend confirm that, moving forward, we will continue to offer support and training to the Afghan security forces, including, for example, by posting cadets at Sandhurst?

That is exactly the sort of support that we envisage. The agreement is that there will be no military presence within Afghanistan, but that does not diminish in the slightest our ability to continue to have a strong relationship with the Afghan national security forces and to develop their capability either from the outside in or by bringing them to study and train in the United Kingdom.

I congratulate the Chair of the Defence Committee, the right hon. Member for Bournemouth East (Mr Ellwood), on securing this question and on his excellent contribution, because whatever way the British Government try to present it, the unconditional withdrawal from Afghanistan is a humiliation. No parliamentary vote was held to authorise the invasion 20 years ago, nor was democratic endorsement sought for the disastrous escalation of UK involvement in Helmand province. Is it not time that it was enshrined in law that major military engagements and significant escalations of conflict must be endorsed by this House and, I would argue, when Welsh troops are involved, by the Senedd as well?

That last point is clearly somewhat problematic. People from across the United Kingdom serve in our units and they serve as the UK’s armed forces. I suspect that the hon. Gentleman knows how impractical his suggestion is, but perhaps he is playing to an audience back home.

As for the hon. Gentleman’s earlier point, it would be impractical in the extreme for all operational decisions, some of which have to be taken with some haste, to be a matter for a vote in this House. The detail that underpins those decisions often cannot be fully shared at the Dispatch Box, for obvious reasons. The Government have, throughout, made every effort to be transparent about the way the Afghanistan campaign has been progressing. I remember there being regular updates to the House on it and the opportunity for Ministers to be held to account, but I am not sure that military planning by parliamentary vote is necessarily the way to show the coherence of the military instrument to our adversaries overseas.

I suspect that I have answered that question a few times over the last hour. This is simply the end of military operations in Afghanistan; it is not the end of the UK’s commitment to that country. Everybody is clear on that. So, too, are our partners and allies around NATO and beyond. The international effort to deliver peace and security within Afghanistan continues; it is just no longer appropriate to seek to achieve that through military means.

There are many who would say that the Taliban control a huge swathe of Afghanistan, and that this decision will mean that the Afghan security forces could be overrun. Will the Minister advise us, as an Afghan veteran? I pay tribute to that service, as I do to all the other veterans, including my own brother, Ronnie, who served two tours in Afghanistan. Can the Minister answer the question that many of them will be asking today: why oh why were they there in the first place, if we have not achieved what we intended to?

I do not accept that we have not achieved what we were there to do in the first place. We went into Afghanistan as a direct consequence of what happened on 11 September 2001. Article 5 was invoked because an attack on one was an attack on us all, and that attack originated in Afghanistan. Since then, there has been no international terrorist attack launched from Afghanistan on the UK, the US or, indeed, any other NATO ally, so in that sense the mission was achieved.

Actually, the mission has gone far further, as we have explored in our exchanges on the urgent question: in the 20 years that we have been there, we have given the opportunity for the Afghan Government to establish and strengthen and for an Afghan civil society to flourish. I truly believe that we have set the conditions within which a political process now has the best chances of success.

I know that the Minister will take back the very strong feelings expressed on both sides of the House that interpreters and other locally employed civilians must not be abandoned to a terrible fate at the hands of our enemies.

When the Minister says that the military process is over, does he not realise that the only thing that will prevent the Taliban from going back to the position they were in before we intervened 20 years will be the threat that if they try to overthrow the Government, they themselves will face a military consequence—if necessary, from outside the borders of the country? If he rules that out, he is basically giving them carte blanche.

As my right hon. Friend will know from his extensive experience of peace processes around the world, it is very likely—indeed, almost certain—that a lasting peace settlement in Afghanistan will involve the Taliban as part of the Afghan Government. It is in all our interests to support the political process as it plays out, but if there is a return to an ungoverned space that gives succour to international terrorism that is a threat to the UK homeland or the interests of our allies, we of course reserve the right to protect our interests, both unilaterally and multilaterally through NATO.

I thank the shadow Secretary of State for the tribute he paid to the Duke of Edinburgh—one with which I very much agree, and I know all of my colleagues in the Ministry of Defence do too. The military are taking great pride in their preparations for his funeral on Saturday, where they hope to give him the send-off he deserves.

I welcome this debate. We live in a new age of systemic competition where information, data and technology shape conflict every bit as much as ships, tanks and fighter jets. Military hardware can be undermined by cyber-attacks or by the severing of undersea cables, while the use of proxy forces and other covert and deniable activities makes it harder to determine when the threshold of war has been crossed. So we have to think about defence differently.

“The Integrated Operating Concept 2025”, published last year, changes the way we think about our response to conflict. No longer can we have a contingent force sat in the UK waiting for the fight. Instead we must be operating persistently around the globe in forging partnerships, building capacity, tackling insecurity and competing with our adversaries. Make no mistake, however: we recognise that we cannot be upstream of every potential conflict and that we must therefore not only be able to operate but able to fight.

We can all be nostalgic over the force structures that won the wars of yesteryear. Undoubtedly there is a comfort in looking out of the window and seeing row upon row of the capabilities that have kept us safe in the past. But as surely as hoof became wheel and sail gave way to steam, we should all be clear that technology is moving on quickly and industrial capabilities will no longer get the job done alone. We have a duty to the British men and women of our armed forces not to indulge in a game of military bingo, obsessed with the metrics of previous conflicts. Instead we must keep adapting to the threat, because the reality is that if we fail to change, we will be defeated.

My hon. Friend talks about adapting to the threat. We have the technological advantage in Afghanistan, yet Afghanistan has been seen as a failure—something he is more familiar with than many in this House. Now that the United States has declared that it is going to withdraw its troops, could he confirm what will happen to the British troops that are based there?

As the shadow Secretary of State noted, my right hon. Friend the Secretary of State is not able to respond to this debate in person because he is at the meeting of the North Atlantic Council, along with my right hon. Friend the Foreign Secretary. The decisions on this are being taken this afternoon in Brussels. I hope that my right hon. Friend will forgive me if I do not pre-empt that, but I am certain that either the Defence Secretary or the Foreign Secretary will want to notify the House with appropriate urgency if and when such a decision has been made.

The Minister was slightly dismissive of looking at the arrays of traditional vehicles. What does he think is now massing on the borders of Ukraine as a direct challenge to NATO?

If the right hon. Gentleman will allow, I will make some progress with my speech, because I had foreseen that such challenge may come.

Over the past 20 years, as we have been engaged in Iraq and Afghanistan, our adversaries have been watching and learning from how insurgent forces, hopelessly over- matched in a conventional sense, have still been able to impose enormous costs on our military and the militaries of our allies. There has been no sentimentality in the way that they have accelerated into new domains and experimented with new technologies.

The Defence Command Paper captures that reality. Last November, my right hon. Friend the Prime Minister laid the groundwork for the modernisation of our forces by granting defence the most generous settlement since the cold war, with a commitment to spend £188 billion on defence over the coming four years—an increase of £24 billion. Our Command Paper has taken that investment and used it to deliver a more technologically advanced, better integrated and therefore more deadly force that will underpin our nation’s firepower in this new age of systemic competition. Inevitably this has meant some hard choices, but it is worth reminding ourselves, especially given the rather pessimistic view of the inventory set out by the shadow Secretary of State, what is actually still in the inventory.

At sea, we have the best carriers, air defence destroyers and hunter-killer submarines in the world, and our Navy will be enhanced further by the best anti-submarine warships and new general purpose frigates already under construction at Rosyth and on the Clyde. The Royal Navy’s fleet is growing for the first time since the cold war and, with the renewal of our continuous at-sea nuclear deterrent, makes us the foremost naval power in Europe.

In the air, we will have updated Typhoons, brand-new F-35 Lightning stealth fighters, new unmanned systems capable of striking remotely and massive investment in the next generation of fighter jets and swarming drones.

On the ground, while our Army will be leaner, it will also be more integrated, more active and more lethal—pound-for-pound the most innovative and effective in the world, able to make the most of new Ajax vehicles, revamped attack helicopters, brand-new Boxer armoured fighting vehicles, state-of-the-art air defence, long-range precision artillery and new electronic warfare capabilities. It has taken far too long to get these updates, but we are going to have the best-equipped Army in Europe by the end of the decade.

I know that the Minister is a friend of Northern Ireland, but recruitment in Northern Ireland has been at its highest level and recruitment to the Territorial Army has maxed out at this moment in time. Can the Minister give an assurance that extra recruitment and places will be made available for Northern Ireland, because more TA soldiers could be recruited?

The hon. Gentleman is entirely right that Northern Ireland is a rich recruiting ground for people wanting to serve in our armed forces, and especially our reserve. The reserve has an important part to play in the plans the Army, Navy and Air Force have for the future, and I have every expectation that we will be able to extend increased opportunity to Northern Ireland. The detail of that has yet to be confirmed, but I hope that within the next couple of months the hon. Gentleman will get a more detailed answer to his question.

The Minister has outlined a concept predicated on the armed forces fighting an all-out war—a war where no holds are barred and we use everything. I get that; I understand grey-zone thinking—I am a strategist, too; I read it in great detail at university. However, for 70 years we have never fought anything like such a war; instead, we have had limited operations, we have had counter-insurgency operations, and we have had peacekeeping and peace- making, and this Government are preparing to cut the very people—the lifeblood—that carries out such operations, and that really worries me.

In this part of my speech I am setting out the conventional war-fighting capabilities because the shadow Secretary of State set out a very pessimistic view of what they would be, but the reality is that the key change being made through the integrated review and Defence Command Paper is to enhance the capabilities my right hon. Friend rightly stresses will be in most demand as we address the challenges of tomorrow, and they are the ones that exist below the threshold of conflict. If he will indulge me, in a couple of minutes he will hear some of the things that I think might answer his question in more detail.

That is why we are investing heavily in the national cyber force, bringing together the resources of the Ministry of Defence and the intelligence community to deceive, degrade, deny, disrupt and destroy targets in and through cyber-space. It is also why we have established a new space command that will enhance our military surveillance and communication capabilities from space, assist in the co-ordination of commercial space operations and lead the development of new low and high orbit capabilities.

Moreover, we know that the threats to UK interests, both in space and in cyberspace, are not just from ones and zeroes. Our adversaries are investing in capabilities that put our undersea fibre-optic cables and our satellites at physical risk as well, so we need the ability to protect and defend our interests in the depths of the oceans and in the heights of space.

Nor are we alone in seeking to modernise. Our adversaries as well as our allies are making rapid headway, and some of the most cutting-edge capabilities are now commercially available, meaning that the highest grade technology is no longer the preserve of the best resourced militaries. So we are investing to stay ahead of the curve and recover our technological edge, putting aside at least £6.6 billion for research and development to supercharge innovation in the next generation of disruptive capabilities, from directed energy weapons to swarming drones.

But it is not just about what you’ve got; it is what you do with it. I have already set out the vision of the integrated operating concept, and over the next year or two the Ministry of Defence will be expanding our forward presence around the world as we shift from a contingent force waiting for the fight to one that operates and competes constantly. In the land domain, some of our most effective work is with small specialised infantry teams developing the capacity of partner forces in the parts of the world that cause us concern. We are reinforcing that success through the creation of the special operations-capable rangers and thus doubling the size of our partnering force. Our fighting brigades, meanwhile, will move to higher readiness so that they can deploy and operate more quickly. They will also gain capabilities that allow them to engage their enemy at greater range, thus reflecting the lessons on close combat learned from recent conflicts in northern Syria and Nagorno-Karabakh.

I need to clarify the difference between what the rangers will do and what our Royal Marines do, because the Royal Marines are concerned that they are being put out of a job. Everything that my hon. Friend has just described could be done by the Royal Marines. Let us take an example in Mozambique. Were we to put this rangers brigade in, who would replace them after five or six months? Where is the endurance capability that our armed forces need to provide?

I am afraid that my right hon. Friend is not right in what he thinks the rangers will do. The distinction is that 16 Air Assault, the Parachute Regiment and 3 Commando Brigade, as high-readiness contingent forces who are there to fight at short notice in hostile contested environments such as the ones he describes, still do exactly that from the air or the sea, depending on whether it is 16 Air Assault or 3 Commando. The rangers will be a special operations-capable partnering force designed to train, advise, assist and accompany partner forces in conflicts around the world, not to be a fighting force in and of themselves. That distinction is one that we have observed from the success of the US Green Berets, which have been very successful, and we are looking forward to having that as part of the toolkit for the UK armed forces in the future.

Needless to say, in increasing readiness and being able to operate more quickly, there is still a requirement for war-fighting mass, and that leads to a long overdue revisiting of what we ask of our reservists. I am very much looking forward to the publication of the reserve forces 2030 review, and I am confident that in the discussion that follows we will come out with an exciting proposition of what it means to serve in the reserve and what value that can add as we generate war-fighting mass.

In the air, we have created a joint squadron with Qatar, and we are looking at how this concept can be extended further with other partner air forces, as well as offering world-leading flying training to helicopter and fast jet pilots from our allies around the world. Meanwhile, investment in the P-8 maritime patrol aircraft, in the E-7 airborne command and control, in the Protector uncrewed surveillance and strike platform and in a network of airfields from which we can operate the full range of RAF capabilities, enhances our capacity to understand our adversaries, find them quickly and strike them wherever they are, all around the globe.

At sea, we have had forward deployed ships in the Caribbean and the Falklands for a number of years, and I can announce to the House that last week HMS Trent arrived in Gibraltar, where she will now be permanently based in order to service the UK’s interests in both the Mediterranean and the Gulf of Guinea. Later in the year, a further offshore patrol vessel will sail for the Indo-Pacific, where she will also be permanently forward based. The maritime forward presence is further enhanced by the restoration of our high-readiness global carrier strike capability and the new littoral response groups providing an at-sea high readiness amphibious response force on NATO’s northern and southern flanks.

However, let there be no misunderstanding: we are clear-eyed on the realities of geography. We are a Euro-Atlantic power and deeply invested in the security of Europe. NATO is the cornerstone of our national security, so our priority is our partnership with other Euro-Atlantic nations and the security of our own backyard, but it is naive in the extreme to think that that means we can ignore insecurity and instability on Europe’s southern flank in sub-Saharan Africa and the middle east.

The UK interest is threatened by violent extremism in the Sahel, the Lake Chad basin and the horn of Africa, and so too is it threatened by Russian proxies massing in Libya and Syria, but those are not problems that would be solved by 10,000 troops on the ground in any one of those places. The lessons of the last two decades show that we must work intelligently to tackle instability upstream and through regional partners. We simply cannot muscle our way to a solution in those places with all-out hard power. Our contribution on those conflicts in the future must be smarter and must develop a capability that will endure even after our mission is inevitably over.

We should also be clear that meeting our global trading ambitions requires both the capacity and the will to protect our sea lines of communication and the wider UK interests in the Indo-Pacific. The Opposition have wrongly characterised that as a switch in emphasis from the Euro-Atlantic to the Indo-Pacific. Instead, it is a recognition that we have the capability, the capacity and the political will to flex hard power into a part of the world where the UK’s strategic interest is growing quickly, so that we can strengthen our alliances, protect our interests and promote adherence to a rules-based international system.

The integrated review and the Defence Command Paper represent the boldest change in foreign, defence and security policy for 30 years, and it is entirely right that we are here debating them today. I know that there is disagreement on both sides of the House about some of the judgments that we have made, but the requirement is to produce a force that is credible: one that can actually fight in the complex and highly digitised battlespace of tomorrow. Some capabilities have run their course, and there can be no room for sentiment in keeping them when they simply are not relevant any more.

Ultimately, this all comes down to two key questions: first, are we offering the men and women of our armed forces exciting opportunities and the equipment they deserve; and secondly, and most important, does all this make the UK safer? I have already looked servicemen and women in the eye and explained to them our vision for our armed forces and the way they will operate, and so too have my ministerial colleagues and the senior military leaderships of all three services. Our people get this: they understand the need for change, and they want it. The reality is that they can see, and I can see, that because of this transformation, our armed forces will be stronger, more capable and therefore better able to protect our country in the decades ahead.

The work of our armed forces in supporting the covid response is popular around the country and popular in Parliament, too. Defence has supported the NHS through the construction of Nightingale hospitals, PPE distribution, planning and logistical support, scientific advice, testing and vaccine delivery. Currently, the Ministry of Defence is providing 199 medical personnel to regional NHS trusts, and 321 general duties personnel are providing a range of support tasks, including support to the ambulance services. Some 1,600 defence medical professionals are also embedded in the national health service.

I would like to pay tribute to the armed forces personnel in Carshalton and Wallington for all they have done to help tackle coronavirus. Will my hon. Friend join me in thanking the hundreds of defence personnel across London who have been seconded to hospitals throughout the duration of the pandemic, fulfilling medical and general roles? I certainly join my hon. Friend, as I hope will the rest of the House, in thanking defence personnel for supporting the NHS across London over the past year. Those thanks should also recognise the NHS and frontline workers whom it has been our great privilege to work alongside at the strategic level here in Whitehall, all the way down to those in wards and in the back of ambulances across the country throughout the pandemic.

Besides MACA—military aid to the civil authorities—support for specific tasks, Defence has an enduring presence within the NHS for training and personnel placements. Work is being done to expand that for future opportunities, given the experience of our people working alongside the brilliant NHS clinicians throughout the pandemic.

I absolutely join my hon. Friend in praising the fabulous work of the 35 Engineer Regiment and the Kent resilience unit, which supported Kent County Council to deliver its community testing programme and to establish the Sevenoaks asymptomatic testing site. Armed forces personnel have been working tirelessly across the United Kingdom to help tackle this pandemic, and I know she is not alone in wanting to pass her thanks on to all those who have done such amazing work.

In times of crisis, such as foot and mouth disease 20 years ago, flooding catastrophes and now the coronavirus pandemic, the armed forces have been deployed effectively to keep us safe by working closely with the emergency services, the NHS and local authorities. Will my hon. Friend join me in paying tribute to the thousands of UK armed forces personnel who, aside from keeping us safe, are ready to be deployed in national times of crisis and have bolstered the vaccine effort, supported hospitals, assisted with covid testing and much more?

I thank my hon. Friend for his comments, and I wholeheartedly join him in recognising the consistency and excellence of the support that the armed forces have provided to the United Kingdom both in the past and throughout the covid-19 pandemic. It is worth mentioning that, throughout times like this, they are not just working on homeland resilience but continue with the many jobs they have to do overseas to keep countries safe. It is an extraordinary effort, and it is right that they should be recognised in this way in the House.

Last summer, I met members of our armed forces in my constituency of Morley and Outwood who were undertaking tests for people who may have covid. These brave men and women are British heroes, and throughout the pandemic, they have done everything possible to keep the people of our great nation safe. Will the Minister detail the steps that are being taken to strengthen support services for our armed forces and their families so that we can show them the same support that they have shown us?

My hon. Friend is right to notice just how extraordinary the work of our armed forces has been. They have accepted great risk during the pandemic in doing the things we have asked them to do, which will have been of some concern for their families. While they have often been deployed at short notice, we have tried to make sure that the welfare provisions for them are as good as they can be. We also recognise the demands of service life and the impact that they can have on the lives and careers of family members. My hon. Friend the Member for South West Bedfordshire (Andrew Selous) has done excellent work on the armed forces families’ strategy and action plan, and we are looking to develop those ideas fully over the next few months.

We have established a support package of 14,400 personnel who are on stand-by to support covid-19 and winter resilience tasks. Those personnel have a range of diverse capabilities, including planning, logistical and medical. Approximately 700 personnel are currently deployed in support of the covid-19 vaccine roll-out.

I would like to give my massive thanks to all the military and defence personnel who have done such a fantastic job in establishing our field hospitals and in the vaccination programme; they certainly deserve a pay rise. Of the 250 teams of vaccinators promised in December, how many have now been deployed, and how many in Wales?

I thank the Minister for that answer. For years, the Ministry of Defence has staggered from one recruitment crisis to another as it has struggled and failed to meet its personnel targets, including the broken promise of 12,500 personnel to be based in Scotland by 2020. The Government are now set to cut a further 10,000 soldiers. Can the Minister confirm whether any regiments are due to be disbanded completely and whether these further cuts will pertain to Scotland, which was promised thousands more personnel, not thousands less?

Defence remains able to assist other Departments where appropriate and, through prudent planning, has continued to provide support when required throughout the pandemic. Mitigation measures such as testing of key personnel and adaptation of working practices have ensured that Defence has maintained both its UK operational and contingent readiness, as well as being able to generate the forces we require for our commitments overseas.

I very much welcome the Government’s efforts to forge new trade links with India. However, given we share many common security threats and the fact that it is a key strategic ally in the Indo-Pacific region, can my hon. Friend outline what efforts are being made to better strengthen our defence relationship with India?

The UK Government are committed to working with the Government of India and increasing our efforts to combat shared threats. In particular, the UK is focused on increasing bilateral maritime co-operation in the Indian ocean and on ensuring a closer defence industrial relationship in line with Prime Minister Modi’s made in India policy. We are also committed to uplifting our defence education and training relationship to enable us to work together more effectively. I am certain that my hon. Friend and our friends in India will be hugely excited by what may follow in the integrated review.

The MOD itself estimates that its equipment plan is underfunded by about £8.3 billion in its first five years. We also know, for example, that the MOD will need to spend perhaps billions of pounds to bring its single-person living accommodation up to even a basic minimum tolerable standard. Will the Minister tell us how much of the additional money that the Prime Minister trumpeted at the spending review in November will be genuinely new money and how much of it will be swallowed up to fill these and other existing black holes in the defence budget?

The International Criminal Court’s announcement that it is opening an investigation into Israel sets a precedent, potentially opening the door for non-state actors in Afghanistan or Iraq to initiate proceedings against our armed forces. My hon. Friend is right to ask about the actions of the ICC. We of course respect the independence of the ICC, but we expect it to exercise due prosecutorial and judicial discipline. We continue to engage with the ICC and international partners to make those points.

The Veterans Minister will recall that in defence questions in November, I raised the concerns that I have about veterans’ mental health. Since then, I have been made aware that demand for services has increased 74% during lockdown. Does he think that the funding that goes into veterans’ mental health is enough, and because waiting times have continued to be longer for veterans, what more can we do to support veterans with mental health difficulties?

The Biden Administration have halted the sale of arms to Saudi Arabia, with many Democrats citing the killing of civilians, including children, by Saudi forces in Yemen. A freedom of information request by The Guardian revealed that the Government provided training on UK soil for Saudi military. Will the Minister ensure that the Government expose the widely documented crimes committed by Saudi personnel with US counterparts as they undertake this review? Will he take a leaf out of the American book and reassess whether we should be enabling the Saudi regime, given the awful crimes it has committed?

The hon. Gentleman will know from the many parliamentary questions that have been asked on this that much of the information relating to licensing is subject to ongoing legal proceedings, but our defence relationship with Saudi Arabia on training includes courses, advice and guidance. This supports the efforts of Saudi Arabia to protect national and regional security, as well as its military’s compliance with international humanitarian law. The UK is not a member of the Saudi-led coalition and we played no role in setting Saudi-led coalition policy.

As part of the national covid-19 response, Defence has been active in all regions of the UK, providing support in a variety of ways, including through the distribution of personal protective equipment and diagnostic equipment; the planning, construction and staffing of Nightingale hospitals; conducting school and community testing; and providing military support to NHS trusts and support to the vaccine programme. As of 27 January, there are approximately 14,500 personnel committed or at readiness, and service personnel are deployed in every region of the UK.

In the south-east, we are lucky to have more than 300 defence personnel working in a mixture of medical and non-medical roles in our NHS. On Friday, I heard directly from my local trust about how important that has been as a boost to our NHS workforce. Does my hon. Friend agree that we should extend our deepest gratitude to the hard-working men and women who have been working on the frontline of this pandemic?

I certainly do. I am delighted that defence personnel have been of such use to the local authorities in the south-east. Personnel from all three services are employed in a range of roles to support frontline NHS services, both providing direct clinical care and undertaking support roles to free up NHS staff. I know from everything that I have heard from nursing directors and clinicians across the country that their contribution has been of enormous benefit and we are very grateful to them all.

Having volunteered at a new local vaccine centre in Bishop Auckland, I have seen the looks of joy and relief on people’s faces. I was pleased to hear that the Ministry of Defence is standing up more than 40 vaccine quick reaction forces, ready to help ensure that the vaccine roll-out reaches even the most remote areas of the UK. Could my hon. Friend update the House on how many of these teams have been deployed and to where?

With pleasure: 42 vaccine quick reaction force teams comprising 252 defence personnel are deployed across seven NHS England regions to locations determined by NHS priorities. As my hon. Friend says, their primary effort is to ensure that the roll-out of the vaccine is equally paced across the country. Where we can reinforce the efforts of local NHS trusts, that is exactly what these quick reaction teams are there to do.

I have been speaking to our joint military commanders in every region and they have all been clear about the value that these planners and their liaison officers have brought in helping the local authorities to understand what it is that the military could do and in helping us in the MOD to get ahead of that demand so that we can get troops lined up. It is clear that, whatever the lessons learnt about the covid response more generally, one of the biggest lessons for the Ministry of Defence is that those relationships at local level are of huge importance and I hope that we can institutionalise them as we go forward.

May I also put on record my best wishes, and those of my party, to Captain Sir Tom Moore and wish him a speedy recovery?

I have mentioned before that we are extremely grateful for the effort of the armed forces in Scotland, but I must mention the effort that they are making in my constituency at the Castlemilk vaccine centre. It is so good that it even managed to bring the Prime Minister out of Downing Street to my constituency—against all advice, but there we go. What plans does the Minister have to recognise the extraordinary effort and the extraordinary work of those in the armed forces working on the pandemic alongside such brilliant NHS staff up and down the country?

I am not sure whether I agree that the Prime Minister of the United Kingdom visiting the United Kingdom armed forces hard at work in all parts of the United Kingdom is in any way an inappropriate activity for him to undertake. The great thing about our nation’s armed forces is that they get on with the job at hand and do not seek any recognition at the time. This is their priority; it is our priority. Of course, we have an eye on how we might recognise their contribution when all this is done.

I can tell the Minister that my inbox tells a rather different story. What they want is to be paid properly, to have decent working conditions and employment conditions, and their families to be supported better. But let me ask this. All those NHS and social care workers they are working alongside in Scotland will receive a £500 thank you payment from the Scottish Government. Will he match that for all UK personnel working here and abroad to help fight the pandemic in the upcoming Budget—yes or no?

The armed forces have provided a range of support to the British overseas territories throughout the covid-19 pandemic where it has been requested. That has included support to local government and civil authorities in their response, through the provision of defence planners, the deployment of critical care teams, the provision of food and medical supplies, and, more recently, logistical support with vaccine delivery.

I was pleased that in January the Royal Air Force made two deliveries of life-saving covid-19 vaccines to Gibraltar. Can my hon. Friend confirm how many doses our armed forces have helped deliver to the British overseas territories so far?

Defence has to date delivered 10,725 doses of the Pfizer vaccine to Gibraltar, as mentioned by my hon. Friend. Further deliveries are planned to the Falkland Islands and Gibraltar by the end of today, of 6,825 Pfizer doses and 3,000 AstraZeneca doses respectively. Defence is scoping the delivery of 65,850 further vaccine doses to Ascension Island, Gibraltar and the Falklands throughout February, and of course we stand ready to support vaccine delivery to all the British territories overseas.

The Government remain committed to ensuring that the professional development of our armed forces personnel continues during this difficult time. The safety of our workforce and their families is paramount. Measures including social distancing and, where appropriate, testing regimes have supported the continuation of prioritised face-to-face training. Alongside that, innovative ways of working and use of virtual platforms has enabled remote delivery of other professional development activity, including for those transitioning to civilian life or undertaking professional qualifications.

More and more women are pursuing careers in the armed forces. Will my hon. Friend look at how their personal development can be encouraged by ensuring that the remaining gendered rank titles are updated to reflect the modern make-up of the services?

My hon. Friend makes a very valid point, and this former rifleman rather agrees. The issue of gendered rank titles is something that the chiefs have been considering. Diversity and inclusion leads are working collaboratively across the services to develop an inclusive language guide for release in the spring. That guide is informed by the wider work that NATO has done to produce gender-inclusive language manuals.

On behalf of everyone in Bolton, I would also like to wish Sir Tom a speedy recovery. I was heartened to hear that many soldiers have been deployed to set up 80 new covid-19 vaccine centres for NHS Scotland. Can my hon. Friend confirm how many have now opened as a result of this military support?

We are very proud of the fact that military planners and advisers are embedded in so many Departments of the Scottish Government, just as they are down here in Whitehall with the UK Government, helping to make sure that the response of the Scottish Government is properly resourced with military expertise and planning horsepower. At present, 70 vaccination centres have been identified in Scotland as a result of the support from the United Kingdom’s armed forces, with 11 of those now open.

Our impressive vaccination programme has been bolstered by the extraordinary efforts of our armed forces. The Royal Marines’ commando training centre in Lympstone in East Devon is playing a vital part in this national effort, with Dr Ross Hemingway and Diane Young volunteering at vaccination centres in Exmouth and Westpoint. Will my hon. Friend explain the steps that have been taken to train non-medical personnel to vaccinate?

We have many team medics, who are trained in advanced first aid and are well used to injecting morphine with some urgency on the battlefield. We are looking at how we might train them to be part of the vaccination process. There are 275 of them currently undertaking training, and clearly, the more of them we can make available, the better we will be able to support the NHS in vaccine delivery.

I can confirm that that is very much the requirement, and we would fully expect all those whom we send out to support local authorities to be properly catered for. There have been one or two instances —one was reported to me by my hon. Friend—in which the service has fallen short. That is not good enough; we are investigating.

The Royal British Legion estimates that between 3% and 6% of homeless people are from an armed forces background. It is an unspeakable injustice that we are not safeguarding and protecting our veterans in the midst of a global pandemic. My constituents in Coventry North West and I would like to ask the Minister what support his Department is providing to homeless veterans in my city and across the country during the covid-19 outbreak.

With permission, Mr Speaker, I would like to make a statement to update the House on UK support for the UN stabilisation mission in Mali, which supports the peace process, helping to counter the spread of instability in the Sahel.

This month, 300 United Kingdom troops led by the Light Dragoons battlegroup will complete their deployment into the United Nations mission in Mali, known as MINUSMA. Over recent years, Mali has become one of the most unstable countries on the African continent. Terrorist aggression and conflict between communities have been on the rise and the United Nations Multi- dimensional Integrated Stabilization Mission in Mali is mandated to support the Malian people in their effort to secure sustainable peace, to support the re-establishment of state authority, to protect civilians and to promote and protect human rights in Mali.

By 22 December, the majority of our 300 UK armed forces personnel will have deployed to MINUSMA and completed quarantine. Our contingent consists of 250 troops from the Light Dragoons, the Royal Anglian Regiment and other attached personnel, and a further 50 forming a national support element. They will soon begin operations in Mali, joining some 60 other nations contributing to the UN mission.

The UK has committed to a three-year deployment to MINUSMA, with a review to be held at the 18-month point. UK personnel will deploy on six-month operational tours. Accordingly, the first deployment, led by the Light Dragoons, will be replaced by a second contingent, led by the Royal Anglian Regiment, in the summer of 2021. This Government take their responsibility as a permanent member of the UN Security Council seriously. Our deployment to MINUSMA reflects our continued commitment to, and growing leadership in, multilateralism and international peace and security. Our nation has a proud peacekeeping track record, as we demonstrate global Britain in practice. This deployment builds on a successful multi-year commitment to the UN mission in South Sudan, where UK peacekeepers were responsible for building hospitals, bridges and roads.

In the Sahel region, more than 15 million people need humanitarian assistance. Some 11 million are food insecure and more than 3 million are displaced because of the conflict. As with many conflicts around the world, women and girls in Mali are disproportionately affected by the continuing instability. The Sahel is the worst region on earth to be an adolescent girl seeking 12 years of quality education, as it accounts for an astonishing 7% of the world’s population of primary age girls who are out of school. By 2030, almost one in five women aged 20 to 39 in the continent of Africa who have no education will be living in the Sahel.

Mali is at the forefront of countries in the Sahel affected by instability. Terrorism and conflict are sharply on the rise. Mali has already registered more deaths due to violence this year than any previous year in the past decade. This violence is costing lives, hindering development across one of the world’s poorest countries and spreading instability to the wider region.

International action is the right thing to do from a humanitarian perspective, but history shows us that international efforts to restore law, order and security are also the best way to prevent unstable regions from becoming safe havens for terrorist groups. It is in the UK’s interests to act.

Terrorist violence and conflict have risen sharply over recent years, and the permissive environment provided by the current instability in Mali and the wider region creates the space for developing threats. That harms UK interests and also those of our allies and partners, especially France and others in Europe. It is in all our interests that we work together to protect civilians and help build a safer, healthier and more prosperous future for the region.

Our contribution will provide critical capabilities to the UN mission at a vital time. We can have genuine impact on the mission’s overall approach. To help reduce the spread of conflict and insecurity contributes to the protection of civilians and supports Mali’s pathway to sustainable peace. This deployment is a vital part of our work in the Sahel to build stability, bolster conflict resolution, improve the humanitarian response and strengthen partnerships between the international community and regional governments in responding to the crisis.

We will be joining a UN mission led by a civilian special representative of the UN Secretary-General and an international peacekeeping force of over 60 nations, led by the Swedish UN mission force commander Lieutenant General Dennis Gyllensporre. It is a truly global collaboration, with contributions from our western allies, including Germany and France, and African nations contributing large contingents to support their regional stability.

The initial objective of the first rotation of troops will be to understand the operating environment so that they are best placed to support the UN mission going forward. The UK taskforce will be under command of the Light Dragoons’ commanding officer. Armed with cutting-edge technology, our troops will provide a specialist reconnaissance capability, which aims to improve the mission’s overall performance, particularly in protecting civilians. Our contingent will offer crucial support to the mission to better understand threats and to shape the mission’s response, enabling intelligence-led operations across the mission’s mandate.

Our MINUSMA deployment complements existing commitments we have in the region, including helicopter support to Operation Barkhane, the French-led counter-terrorism initiative in the Sahel region. Although the two missions are complementary, they are distinct in their objectives and tactics. Our experience in Mali will also help to develop our world-class training for peacekeepers that we provide each year in Africa. Our aim is that the response to more security challenges in Africa will be African-led, and we are mentoring and training others on the continent to help us achieve that goal.

The UK believes in peacekeeping as a way to stabilise and contain conflict. Our contribution to MINUSMA, alongside our enduring commitments to the UN peace- keeping operations in Cyprus and Somalia and the staff officers we have deployed to six other UN missions, is the UK playing its part in a multinational effort to contain the worst consequences of violent conflict and to help build confidence in the political process under way supporting longer-term peace and reconciliation.

UN peacekeeping operations are currently protecting more than 125 million of the world’s most vulnerable people across 13 different missions, consisting of more than 98,000 troops, police and civilians. Combined, they provide a critical tool in containing and reducing conflict in the world’s most fragile environments.

To function effectively, UN peacekeeping relies on contributions from its members, especially more experienced militaries such as the UK’s. Our deployment is a highly capable contingent able to support stronger mission performance and longer-term reform. The UK’s military contribution to UN peacekeeping in Mali is a clear illustration of how our defence and security capabilities can contribute to the UK’s role as a force for good in the world, working hand in hand to support the Government’s development and diplomatic agenda.

It is important to stress that deploying to MINUSMA does not come without risk. However, our forces are world-class and we have provided them with the right training, equipment and preparation to succeed in a complex operating environment. We have taken steps to mitigate the risks, and I am confident that our troops will make the UK proud by having a strong impact on the ground in Mali. They will bolster our standing in the United Nations and will help us in our endeavours to make the UN and its peacekeeping missions as effective as possible.

As a permanent member of the United Nations Security Council, we are fully committed to supporting the UN’s peacekeeping missions around the world and to encouraging them to be as effective as possible. Our MINUSMA deployment is a key part of that commitment and, as the Prime Minister recently noted, our uplift in defence spending should allow the UK to shape international security and provide a stronger contribution to global Britain.

Finally, may I thank all those serving in Mali and around the world this Christmas for their service to our nation and extend that gratitude to their families, friends and loved ones who will be celebrating Christmas in their absence? I know everyone in all parts of the House will want to wish all our service personnel serving over Christmas a safe tour and as merry a Christmas as they can manage.

I thank the Minister for advance sight of his statement. It was good to have the written statement last Thursday, as troops began to arrive in Mali; it is better still to have his oral statement today, with the Minister ready to answer the range of questions that arise from this new deployment.

Let me say at the outset, as I said to the House on Monday, that Labour strongly supports this commitment of UK troops to the UN peacekeeping mission in Mali, and we do so with our eyes wide open to the risks they face. The public expect Ministers to be open about this too, so I hope the Minister will undertake to give regular reports on progress to Parliament during this deployment.

The Minister rightly said today that deploying “to MINUSMA does not come without risk.” The UN has described this as its most dangerous mission, with 227 personnel killed since 2013, so what assessment has he made of these risks and what specific steps have been taken to reduce them? Last week the French base in Mali at Gao was attacked; where will our troops be stationed and how secure will the British base be?

The Defence Secretary has told us:

“This deployment reflects our continued commitment to multilateralism and international peace and security”.—[Official Report, 3 December 2020; Vol. 685, c. 14W.]

As a permanent member of the UN Security Council, Britain does have this special responsibility, which we in Labour also take seriously; too often, however, there has been a view that, somehow, peacekeeping is beneath Britain, so I hope to see confirmation in the integrated review that this has changed as part of the Government’s plans for a post-Brexit global Britain.

Certainly, as with Mali, where Britain has special military skills we should step up, and the Light Dragoons and the Royal Anglian Regiment are filling a capability gap in Mali as long-range reconnaissance specialists. Since the Government first announced the intention to deploy these troops in July 2019, however, Mali has become more complex, less stable, more violent. This deployment is rightly limited; what measures must be met for the Government to judge it a success, are there circumstances in which the Government would widen the scope or increase the size of this UK military mission, and could troops in this UN deployment also serve in the distinct and complementary French-led Barkhane mission?

The Government have said that

“it is stepping up its engagement in the Sahel across the development, diplomacy and defence pillars”.

The Minister says that there is, rightly, very significant development interest in Mali, with 6.8 million people in need of humanitarian assistance. There are also significant security concerns, with drugs cartels, arms traffickers, and al-Qaeda and Islamic State terror groups all active in the region. When co-ordinated action and help are clearly needed, the deep cuts made in the spending review to the conflict, stability and security fund could not have come at a worse time for the Sahel. Will the costs of this Mali deployment be met from that fund? How much in development aid is planned for Mali and the other Sahel countries over the three-year period of this military deployment, and how are Britain’s development, diplomatic and defence activities being co-ordinated within Government?

Finally, Britain’s responsibilities as a leading UN member are being met with this Mali mission, alongside our continuing commitment to peacekeeping operations in eight other countries around the world. I pay tribute to our armed forces personnel who serve in these missions. They will, as the Minister says, continue to make the UK proud.

I thank the right hon. Gentleman for his positive response to the statement. As we were saying in the Remembrance Day debate a few weeks ago, as people deploy on missions such as this it matters enormously to see support on both sides of the House for what they are going out to do. He rightly asked some questions that I will do my best to answer, starting with, of course, an intent to regularly update the House either verbally—although that met with no support from my hon. Friend the Member for Beckenham (Bob Stewart)—or otherwise on the progress of the mission and the threat as it evolves.

The right hon. Gentleman is absolutely right to pick up on the line in my statement that says that this mission is not without risk. This is a dangerous part of the world in which to be operating. It is because it is such a dangerous part of the world that the case for being there as part of a peacekeeping force is so easily made. We should be clear that, despite all the training, all the equipment and all the mitigations that we will put in place—I will explain some of those in a second—our troops are accepting a risk to life and limb in serving in the Sahel, and we thank them for that. We genuinely believe that it is in the interests of the UK and the people of Mali that we contribute to that mission.

We have recognised that in previous deployments perhaps there has been a gung-ho willingness to expand the mission quickly and get on with things without fully understanding the realities of the threat on the ground and how that manifests itself in relation to military operations. In this first rotation—the first six months—we will be expecting the Light Dragoons battle group to deploy and to find its way in the immediate vicinity of Gao, the city in which the UN camp where they will be based is. If, over time, we come to understand that they can operate at range, we will consider that on its merits, depending on the mission design from the UN force commander. Our intention is to find our way slowly, to build our confidence and our understanding, and then to grow the mission, within the confines of MINUSMA. It is important to stress that there is no UK agency in being able just to decide what we do; we are under the command of the UN force commander.

The right hon. Gentleman asked me about the camp. It is a brand-new camp, and it is indeed in the UN super-camp at Gao. That camp is protected by a German early warning system called MANTIS—the modular, automatic and network capable targeting and interception system—which picks up the IDF, or indirect fire attack, which the right hon. Gentleman mentioned in his reply. That allows people in the camp to take cover and adopt all of their drills when there is incoming indirect fire. Sadly, as a veteran of Iraq and Afghanistan, I know that that is just the reality of being in camps in those places, but these early warning systems give people great confidence that they can find cover before the rounds start landing.

This is, indeed, a complex mission. The UN’s mission is made all the more challenging as a consequence of the changing political tides in Mali—there was a coup only four months ago—and that means that the military mission, as designed by the UN force commander, and the political mission have some work to do to evolve and to react to those new political realities in Mali, hence our caution over the speed at which we unleashed the Light Dragoons on their mission. We want to see how things develop, and we will update the right hon. Gentleman and colleagues as that happens.

There is no scope to widen the size of our force; we are limited by what the UN requires of us. There is also no scope for us to decide unilaterally, as the United Kingdom, that we want to do more; we are within the UN’s mission. MINUSMA and Operation Barkhane are entirely separate; there is no opportunity to flex one from the other, as to do so would be to break the rules on UN peacekeeping contingents. In any case, the missions are so different; Barkhane is a more offensive, counter-terrorism operation, chasing both JNIM—Jamaat Nusrat al-Islam wal-Muslimin—and Islamic State in the Greater Sahara around not only Mali, but Burkina Faso and Niger. MINUSMA is a Mali-only peacekeeping operation led by the UN.

Finally, the right hon. Gentleman asked me about funding. We are talking about £80 million over three years, which is indeed funded by the conflict, stability and security fund. It will matter enormously to people deploying on this operation to see the tone of these exchanges. Our intention is to keep the House informed as best as we can. This is a dangerous mission, but our people are well-trained and well-equipped. They are ready and they are up for it, and I wish them a good tour.

I join the Opposition and our Front-Bench team in wishing our forces well and a very safe tour. The Minister speaks about wanting to increase our profile in the Sahel. The west has been without resolve in that area; this has been a hidden conflict. I am pleased that we want to close down this permissive environment, which he spoke about, of extremism, criminality, human trafficking and regional conflict spilling out beyond the Sahel. However, I hope that that commitment is matched by a greater western resolve to tackle the underlying causes of those issues, because we will not solve the challenges there through military means alone.

I must tell the Minister—I am pleased that the Defence Secretary is in his place— that I am sorry to learn that as we have in the Sahel taken a step forward with greater resolve, here we are taking a retrograde step with talk of reductions to our reserve forces and to their training. They are the very people who are the in-fill to the regular forces that go out to these places; I have not been on an operational overseas tour where I did not have reservists under my command as well. I say to the Minister that I hope that as we step forward with greater resolve on the international stage we will think more carefully about these cuts to our reserves.

I am delighted to say that there are a number of reservists within the deployment to Mali. Their skillset is well valued and they will do a great job. The Secretary of State and other Ministry of Defence Ministers have, like me, all served alongside our fantastic reservists in various theatres over the course of our military service. Their value is undeniable and they are an integral part of the force. My right hon. Friend the Member for Bournemouth East (Mr Ellwood) is right to say that to some degree this is a hidden conflict, although with the drawdown of troops in Afghanistan and Iraq we now have the largest western troop deployment on earth in the Sahel. However, it is incomplete, no matter what the size of the force, unless a political and diplomatic effort goes around that response. He is right to encourage, not just here in our diplomatic and aid effort, but within the UN and across all the troop-contributing nations, the political effort to match the military one.

I thank the Minister for advance sight of his statement. It is important that the House is kept fully informed on issues such as this. The Scottish National party firmly supports the deployment of UK personnel in supporting the UN mission in Mali. It is important that the UK continues to promote global justice and peace. I support the Minister from a humanitarian perspective and echo his point that international efforts to support law, order and security are also the best way to prevent unstable regions from becoming safe havens for terrorist groups. Many areas of concern in Mali need to be addressed by this international action, including food security, health and child protection. This conflict has led to displacement and death, and most disturbing are the UN reports that rape is being used as a weapon of war, with both women and young girls the target of these attacks. It is therefore conspicuous that while the UK is sending personnel to the area, which of course is most welcome, it is also cutting aid by 30%. These two issues cannot be considered separate when we are looking at the humanitarian response.



The Minister stated that the UK troops will support the Government’s development and diplomatic agenda

“as a force for good in the world”.

Will he explain how the cuts to aid described could impact the UN mission in Mali? Will he detail whether any civilian support has been cut on the ground, including to those working with victims of sexual violence? Given the increase in terrorist activity and instability in the region, what safeguards are being considered for the personnel who are being deployed? At what point will our troops be withdrawn, and what are the success criteria for that to happen?

Finally, I would like to pay tribute, on behalf of those on the SNP Benches, to all those serving in such missions, especially all those personnel who will be away from their loved ones over the Christmas period.

On the official development assistance point, rather a lot of MOD activity, which has huge humanitarian advantage, was not counted under the ODA definition. We are rather proud of the amount that we do that does not make it into the accounting against that budget.

I thank the hon. Lady for raising the importance of human security as part of this mission. I had the pleasure the other week of doing a roundtable with the Countess of Wessex and the vice-chief of the defence staff, using Mali as a case study for exactly how the UK should lead in human security, and the role of the MOD and our armed forces in that leadership. The hon. Lady will be pleased to know that within the deployment to MINUSMA are specialist human security officers, who will add immeasurably to the emotional intelligence of the deployment and a recognition of the needs of women and other minorities in the community, so that human security can be integral to the UK’s effort within MINUSMA.

The hon. Lady asks about the term of the mission and the success criteria. This is very different from Iraq and Afghanistan, where the circumstances for our withdrawal were principally around political intent in London. We have signed up for a three-year commitment to the UN MINUSMA mission. We have said that we will review that commitment after 18 months to check that we still think it is the right contribution for us to be making. It is a time-limited commitment to the UN and we leave at the end of it, just as we did very successfully from South Sudan earlier in the year.

By way of a declaration, I am a reservist. I welcome the Minister’s statement. Terrorists and insurgents are exploiting open borders in this region to smuggle weapons, arms and drugs. Do the British Government support the French initiative to increase regional co-ordination through the G5 joint force to deploy 5,000 personnel from five neighbouring states? With France’s key role in intelligence in the Sahel region, what does the Minister make of the point made by some that France should be included in the Five Eyes intelligence-sharing system?

My hon. Friend’s last point may require a statement entirely in its own right. France is clearly an important partner in the international activity in the Sahel. It is really important, however, to note that the French-led Barkhane mission is entirely separate from MINUSMA. The Secretary of State and I both participate in conferences with other NATO Defence Ministers and Defence Ministers from across the Sahel, so we are aware of and support what France is doing to generate more mass to its Barkhane mission, but it is really important to note that that is separate from what we are doing with MINUSMA.

I thank the Minister for providing such a comprehensive statement this afternoon, so soon on the back of last week’s written ministerial statement. That is deeply welcome, and I want to place on the record our support for our service personnel as they deploy. The Minister will know through correspondence from the Defence Committee and media reports that there are some concerns about the availability of the appropriate equipment for the circumstances, so may I ask him to place it on the record publicly this afternoon that those who are prepared to put themselves in harm’s way will have adequate and appropriate protection for the situation in which they will find themselves?

I thank the hon. Gentleman for his question. The environment in Mali requires a balance between ballistic protection against the threat of improvised explosive devices, and an environmental challenge where heavy rain and mud can easily lead to heavy vehicles getting bogged in. It is our assessment that Foxhound, Ridgeback, Coyote and Jackal—all of which were purchased for the Afghanistan deployment, have proved themselves against a far more severe IED threat than the one in Mali, and have been upgraded in the decades since—achieve that balance between the ballistic protection required against an IED threat such as this and the environmental challenge of such weather as is likely to be experienced in Mali.

Yes, I do. This is in addition to Defence’s contribution to the life of the United Kingdom this year, of which we are very proud. Within the next week or two, our armed forces will be actively involved in peacekeeping operations in Mali, in addition to all that Defence is doing at home in response to covid, in addition to all that the Royal Navy is doing to protect the UK’s interests around the world, and what we are doing in Afghanistan, and what we are doing in Iraq, and, and, and, and, and. Our armed forces are a fantastic example of the very best of British and we in this Government are delighted to be supporting them in their endeavours.

May I too pay tribute to the troops involved in this deployment and others globally at this time? Reports from the United Nations High Commissioner for Refugees that 230 children were recruited by armed groups in Mali in the first half of 2020 alone, compared with 215 cases in the whole of 2019, are deeply concerning. What steps are the Government taking with international partners to help to protect vulnerable children who have been taken advantage of in this way and to ensure the sustainability that the Minister referred to in his statement?

The hon. Lady makes a very important point. The recruitment of children to the conflict is something we abhor. I refer her to the answer that I gave to the SNP spokesman on our enthusiasm for growing our human security capability. Those human security officers are within the force to deliver exactly this sort of thing—to recognise the needs of women, protect vulnerable children and ensure that the needs of the whole community are considered as we go through peacekeeping missions such as this.

I can, and what we aim to do, through a more forward presence of our armed forces around the world, is find ourselves in a position whereby we can more easily respond to the needs of different regions where there are UK interests or where the UK simply needs to be a force for good, alongside friends and allies in the international community. This integrated review gets after exactly the problem my hon. Friend describes, and we are excited about what the opportunities in the IR mean for us to do the right thing in different parts of the world in future.

Mali is one of the world’s poorest countries, but it seems to be the vast network of small gold mines that is attracting jihadist and other terrorist organisations there. What can be done as part of this international effort to try to get those gold mines put to use in getting the country out of poverty, rather than funding terrorism?

If I am honest, the hon. Gentleman raises a point that I have not come across in all the briefings I had before the deployment. I will of course look into that dimension, but I am not sure that those terrorist groups are motivated simply by any pecuniary advantage arising from securing the mines that he mentions. These people are ideologically opposed to any sort of religious freedom or social freedom, and I fear that their determination to disrupt and to be violent would endure irrespective of what natural assets lay beneath the earth, but I will of course go and inform myself on that point.

The Minister says that this force of 300 will form a specialist reconnaissance capability. To do that, the troops will have to speak to the local people. Some 5% to 10% of the local people speak the official language, which is French, and the rest do not. When I took 900 soldiers to Bosnia, I required 20 interpreters—minimum. I suspect we will need at least seven for this force. May I ask my hon. Friend whether there is an ability to recruit interpreters locally, and whether interpreters in both French and local languages—there are quite a few of them—have been thought about? I am sure the answer is yes.

I thank my hon. Friend for his question. He is absolutely right: interpreters are an essential part of any population-centric military mission. There are French-speaking personnel within the force itself and we will be recruiting local interpreters to join the force. Crucially, they will not just be male interpreters who stand on the shoulder of the male platoon commander but female interpreters who work alongside human security officers, so that we are able to engage with all parts of the community in the course of our mission.

We all send our best wishes to our troops on this mission. The Sahel is a complicated place. It has a lot of long-term problems in terms of both security and long-term development and governance. I appreciate that the Minister says this is a three-year deployment, but is he confident that the UN has criteria and definitions of success in which we can be confident, and an exit strategy for the mission?

The Algeria accords still set the conditions for the both the political and military response of the United Nations. I do not think anybody involved in the UN political mission in Bamako would dispute that the coup and political instability in Mali over a number of years have made the political mission very challenging, but that does not affect, necessarily, the duration of this military commitment. The way that UN peacekeeping missions work is that you sign up to do your turn, and we have done so. That notwithstanding, we of course want to see greater success from the political mission and an enduring political stability in Bamako, so that the UN mission can succeed.

There speaketh a voice of great experience. My hon. Friend’s caution is well noted. He will be reassured to know that, as I said in my statement, we will start with the first rotation focusing on understanding the ground immediately around Gao. As we develop that understanding, grow in confidence and develop our in-country ability to support ourselves at greater range, then we will expand the mission as the UN mission commander requires.

I very much welcome this deployment, as I think everyone here does. In the ’90s, Britain was one of the largest troop-deploying nations for UN peacekeeping forces and now we are not. This is 5% or thereabouts of what Bangladesh, the largest troop-deploying nation and one of the poorest countries in the world, contributes. While the money the Government have agreed to invest in our armed forces is welcome, it does not include an increase in personnel and it does not include an increase in reservists—in fact, the opposite. Will the Minister look at changing some of that, and will he consider the fact that troops might help to stop violence but they do not bring peace? Development does, so what are the Government doing to make sure development money pours into this country so that our troops can leave it stable?

On the last point first, I do not think that anybody in uniform within the Ministry of Defence or even MOD Ministers would pretend that a military solution uniquely is the answer to any of the world’s problems. Of course, the military sets the conditions within which prosperity and a political process can succeed. The hon. Gentleman also makes the excellent point that the campaigns of the past few years in the Balkans, Iran and Afghanistan have consumed UK military effort to the detriment of our contribution to peacekeeping missions. One of the great opportunities afforded by the end of major combat deployments to both Iraq and Afghanistan is that we now have the mass available to support very worthwhile missions like this one in Mali.

In order to ensure that this peacekeeping mission does not become permanent, may I ask my hon. Friend what steps he is taking in conjunction with our partners in the UN to support the Government and armed forces in Mali with investment, equipment and training so that they can tackle the jihadist threat in the longer term?

It is not part of the UN MINUSMA explicitly to be developing the capability of the Malian armed forces, but that clearly has to be a part of delivering a lasting peace in Mali, and the political mission does, of course, have within it security sector reform. I have said that our exit from Mali is time-limited, based on the three-year commitment, but what we hope to do as part of the MOD’s wider effort in west Africa is to develop during that time the capability of other west African states, so that they are better able to replace us in three years’ time as the troop-contributing nations in Mali. We think that that is the right way both to deliver success within the mission itself and to ensure that the mission continues to succeed in our absence, after we have gone.

I would like to extend my wishes for a successful deployment to everyone involved in what is seen as the UN’s most dangerous peacekeeping mission. According to the UN, about 12.9 million people are affected by the crisis in Mali, with 6.8 million in need of humanitarian assistance. Does the Minister agree that the situation highlights a strategic weakness inherent in the UK’s cutting international aid budgets?

No, I am not sure that I do. I think it highlights the success of being a part of a successful UN mission that is resourced in terms of its ability to make political progress, and that it is adequately resourced to make military progress. I am confident that the military part of MINUSMA is well resourced, and the UK will play an important part within it. As I said in response to a number of hon. Members’ questions about the political mission, we just need the politics in Mali to stabilise so that the UN political mission can gain traction too.

It is absolutely right that the UK should play its part in this, but MINUSMA is the most costly of the UN’s peacekeeping missions, it is the most dangerous, and it is arguably one of the least successful. Furthermore, Mali can hardly be said to be a country of primary interest to the United Kingdom. Can the Minister assure me that our involvement will be largely technical and logistical in nature, that it will be modest, rather like our engagement with Operation Barkhane, and that we will not be subject to mission creep?

I can reassure my right hon. Friend that there will be no mission creep. This is a UN mission and our role is confined to that. I cannot, however, tell him that it is limited to logistical and technical involvement. This specialist reconnaissance force has been committed to MINUSMA precisely to provide an ability to understand where the threat is and to deliver a population-centric peacekeeping mission. This is time-limited and necessary. I accept that there is no obvious UK interest in Mali itself, but there is a great deal to be said for being there: first, because the humanitarian situation requires it; and, secondly, because the Sahel is a huge space on Europe’s southern flank in which violence is flourishing, and it is in the interests neither of countries in Europe nor of countries in coastal west Africa, where the UK has more obvious interests, that we do not work against the violence in the Sahel, but see it exported to places where the UK has more obvious interests.

As part of the national covid-19 response, Defence has supported NHS trusts in a variety of ways, including the distribution of personal protective equipment and diagnostic equipment; the planning, construction and staffing of Nightingale hospitals; conducting testing; and supporting the vaccine taskforce. We have established a winter support package of 13,500 personnel with specialist capabilities to ensure our continued support to the NHS and other civil authorities throughout the winter period.

I would be delighted to. There are currently 2,600 personnel committed to covid-19 tasks. The number of tasks is too numerous to list in full in the Chamber, but personnel are deployed on everything from mass testing to the deployment of vaccines and just about everything else besides. The body of the deployment at the moment is in planning, logistics, support to local authorities and ensuring that Defence’s planning and delivery expertise is shared as widely as possible around Government, so that we can ensure that we are poised to respond to whatever else comes during the winter.

Defence is working closely with other Departments, particularly the DHSC and the Department for Business, Energy and Industrial Strategy, to assist on vaccine roll-out plans. Some 60 military planners are integrated within the vaccine taskforce, and Defence has deployed 56 personnel to assist in constructing vaccination centres. Defence stands ready to provide further support to the NHS in meeting the challenge of vaccinating the UK against covid-19.

The professionalism and logistical support of the Army have already proved vital in our country’s ability to respond to this pandemic. That was seen most recently in Eastbourne’s mobile testing unit, which allowed key workers to return to work. I was most interested in my hon. Friend’s remarks about how the Army might help to roll out the vaccine, having performed various other important tasks. Could he tell the House how many military liaison officers have been deployed to date to help with these very localised planned operations?

My hon. Friend is right to single out the military liaison officers who have been working alongside local authorities across the country throughout the year. There are 350 of them currently deployed. I know from speaking to my own council chief executive in Somerset, and I have heard from colleagues around the country, just how much their expertise has been valued by local authorities, assisting them with their preparations initially for the distribution of PPE, then for testing and now for vaccines.

There are welcome reports that our armed forces are to support the NHS with the roll-out of the coronavirus vaccine, performing vital work to transform sites across the country into distribution hubs. However, personnel are already stretched, and resourcing is a key concern after a decade of defence decline. Will the Minister update the House with real detail on the steps he is taking to ensure that they have the resources needed to perform their vital work safely?

There are 2,600 service personnel deployed right now. The winter preparedness package is 13,500 people at readiness. We are confident that in generating that package, we have not in any way damaged Defence’s ability to prepare for operations that are required currently or in the next six months. We are very proud of the 13,500 that we have been able to generate. Everything that Defence is doing, we are able to do without threatening defence outputs, and we are delighted to be playing the part that we are in supporting the country at this important time.

As the Minister knows, it is the OECD’s Development Assistance Committee, or DAC, that sets out the guidelines for development spending, and it states that spending

“promotes and specifically targets the economic development and welfare of developing countries.”

As the MOD explores new areas, such as cyber-technologies and space-based assets, will the Minister ensure that any development spending by his Department is DAC-compliant and continues to focus on helping the world’s poorest?

I think that the answer to the hon. Lady’s question is that we will do our best, but of course what matters is that we are doing the right military things in order to create the right situations for prosperity and security wherever we are serving around the world. If the activity is not directly compliant, I am not sure that should stop us doing it. The reality is that there are many things that Defence does, not least the forthcoming deployment to Mali, where we will set the conditions for security in a very troubled country, which does not meet the definition, but is a very worthwhile thing to do and has real positive humanitarian effects.

As part of the national covid-19 response, the Ministry of Defence has, as we discussed earlier, 13,500 personnel to assist in winter resilience operations, including the response to the current pandemic crisis. People in Chesterfield have had cause to be grateful to members of our armed forces, who helped to erect the coronavirus testing station at the Technique Stadium in Chesterfield. Of course, the armed forces would have been better placed to support the effort if we had not seen service numbers cut by 46,000 under this Government over the past 10 years, but can the Minister tell us whether the armed forces stand ready to offer mass testing in all tier 3 areas should the Health Secretary request that they do so?

First of all, I am grateful to the hon. Gentleman for his kind words about the service personnel who have been at work in his constituency. Defence will generate as much as we can possibly generate to meet the needs of the Government. At the moment, 13,500 personnel are in readiness. We are looking at how we might generate more if required. No such demand signal has yet come from the Health Secretary, but if it did we would see what we could do. Of course, we have the opportunity, given that we have placed the mobilisation orders in the House, to look at how we might generate our reserves to participate in the response as well.

Our armed forces have helped to deliver successful whole-town testing in Liverpool, and we have heard today that the Ministry of Defence plans to use MACA—military aid to the civil authorities—support for more testing and preparations to roll out covid vaccines. Can the Minister indicate whether good quality local accommodation, together with extra funds, will be provided to the armed forces to help them with this vital work?

The hon. Gentleman tempts me to give him a lecture on the intricacies of the MACA process, which I have come to love over the last nine months. The reality is that if he feels that his local authorities would benefit from military support, he should ask them to put in a MACA request, and the MOD would look to resource that, as we have done on hundreds of others over the course of the year thus far. If he feels that the chief executive of his local authority would benefit from assistance in generating that MACA request, he can write to me and I will be delighted to help.

Given that military aid is not eligible for the OECD’s goal of ODA, although a stable and peaceful Government is surely helpful for the economic development and welfare of developing nations, is it time for our military aid to be included in the many exceptions list, or is it time for a review of the OECD definition so that the good work of our armed forces can be recognised and accounted for as part of the Government’s aid commitments?

My hon. Friend is right to acknowledge the important contribution that defence activities make in helping to create the secure conditions essential for sustained economic development. As he may have heard me say to the hon. Member for Oxford West and Abingdon (Layla Moran), to be constrained by the definition would do a disservice to our freedom of manoeuvre as the Ministry of Defence, but we very much hope that ODA rules could be changed to reflect the very wide range of activities that defence is involved in but that currently are not accounted for as part of our ODA spend.

As the hon. Lady says, the MACA request for Hull was approved on 1 December, and four military planners have been provided to support the Humber local resilience forum until the end of January with specific areas of covid-related planning. If that planning reveals a demand for further military resource, I am sure that a further MACA request will be forthcoming, and we will consider it on its merits.

The tradition of military service runs deep in County Durham, with young people from my constituency currently going through their training. Their parents are rightly proud of them and their achievements. When will parents’ physical attendance at passing-out parades be able to resume? May I also reiterate my previous invitation for a departmental Minister to come to visit suppliers in my county and constituency as soon as possible?

I know that the Minister for Defence Procurement, my hon. Friend the Member for Horsham (Jeremy Quin), is itching to visit the company in my hon. Friend’s constituency. As for attendance at pass-out parades, I know how much my own family enjoyed my pass-out parade at Sandhurst. These are big, big moments in the lives of soldiers and the families who support them. We have to work within the Government’s guidelines, but as soon as we can get parades open to family and friends again, we will do so.

We are hearing about some of the great work that our armed forces are doing to respond to the pandemic; why do the Government allow a shadow to hang over them by reneging on the promise of a public inquiry into the murder of Pat Finucane, through which we could all be reassured that they have addressed the practices that led to collusion with paramilitaries? How do I answer my constituents who ask me whether the Government have something else to hide?

The men and women of the Defence Medical Services have been real heroes throughout the pandemic, working in hospitals throughout the country. Many of them already have jobs in the NHS, which means they are not ours to flex in response to MACA requests. However, other military medics have been used in response to MACA requests from health trusts, and I am sure that if such a request was to come from my hon. Friend’s local authority, we would be happy to look at it.

The Prime Minister has said that he is ending the “era of retreat”; presumably, that means an end to the retreat in armed forces personnel numbers that we have seen over the past decade—yes?

Will my hon. Friend comment on and commend the contribution made by armed forces personnel in Clwyd South and across Wales to the national effort during the coronavirus crisis?

Defence personnel have assisted across Wales during the pandemic, including in Wrexham and Clwyd South, by supporting the Welsh ambulance service, the planning and staffing of Nightingale hospitals and mobile testing. Currently, defence is supporting whole-town testing a little further south in Merthyr Tydfil. I am sure that the whole House will join me in commending the contribution of our armed forces, who have worked tirelessly to tackle covid-19 in Wales and across the United Kingdom.

According to the latest figures released by the Ministry of Defence, four in 10 of our service personnel have actively searched for a job outside the service in the past 12 months. What does the Secretary of State think is driving that trend—is it low morale, low wages or poor accommodation? Or is it the fact that the Ministers over the past decade have not been on top of their brief?

When we look at retention in the armed forces we are never complacent. We take continuous attitude survey responses very seriously indeed. Clearly, there are things we can do to improve the life of our service personnel, but the hon. Gentleman is wrong to suggest that retention is a problem; in fact, retention is improving quickly.

What steps is the Department taking to ensure that the UK can properly defend itself from cyber-attacks?

In line with the national cyber strategy, the Ministry of Defence works closely with the National Cyber Security Centre in support of national objectives to protect and defend critical infrastructure. The MOD has funded programmes to mitigate cyber-risks against our platforms, weapons systems and core digital infrastructure, and we are developing a cyber-aware workforce to embed cyber-security into our business and operations.

Commonwealth War Graves Commission staff have been forced to decide by today, with only three weeks’ notice, where they will work and live in the new year. That is terrible treatment, as usually they have a minimum of three months, and support from the commission. Will the Secretary of State intervene to ensure that the commission upholds its values by stopping this action, holding a meaningful review of the situation, and allowing unions to negotiate with it?
