This update follows from my oral and written statements to the House in September.

An updated list of schools and colleges with confirmed cases of RAAC in England has been published today. As of 16 October, there are 214 education settings with confirmed RAAC in some of their buildings. Thanks to the hard work of school and college leaders, 202 settings (94%) are providing full time face-to-face education for all pupils. 12 settings have hybrid arrangements in place. This may involve some remote learning on some days as not all pupils can currently receive full-time face-to-face education. There are no education settings with confirmed RAAC where all pupils are in full-time remote learning.

Last year we issued a questionnaire asking responsible bodies for schools and colleges to identify whether they suspected they had RAAC. Responsible bodies have, as of today, submitted responses to the questionnaire for 99.9% of schools and colleges with blocks built in the target era. We are in contact with responsible bodies and education settings to resolve the 17 remaining responses to the questionnaire and ensure any required surveys of potential RAAC cases are carried out imminently by one of eight professional survey firms. The vast majority of schools surveyed to date have been found to have no RAAC.

Every school or college with confirmed RAAC is assigned dedicated support from our team of 80 case- workers. Project delivery teams are on site to support schools and colleges to implement mitigation plans. They will work with them to put in place a bespoke plan that supports face-to-face education for all pupils as soon as possible based on their circumstances. Mitigation plans include other spaces on the school site, or in nearby schools or elsewhere in the local area, until building works are carried out or temporary buildings are installed.

The Government are funding the emergency work needed to mitigate the presence of RAAC, including installing alternative classroom space where necessary. All reasonable requests for additional help with revenue costs, like transport to locations or temporarily renting a local hall, are being approved. The Government are funding longer term refurbishment or rebuilding projects to address the presence of RAAC in schools. Schools and colleges will either be offered capital grants to fund refurbishment work to permanently remove RAAC, or rebuilding projects where these are needed, including through the school rebuilding programme. We are working closely with responsible bodies to assess what the right solution is for each case.

I want to reassure pupils, parents and staff that this Government are doing whatever it takes to support our schools and colleges in responding to RAAC and minimise disruption to education.

The Prime Minister has announced that we will introduce the advanced British standard (ABS) for 16 to 19-year-olds. This will bring together the best of A-levels and T-levels to form a single, overarching qualification. The advanced British standard will remove the artificial choice between academic and technical education, placing them on an equal footing, presenting a clear offer to young people while ensuring that every student studies some form of maths and English to age 18.

Since 2010, we have transformed the education children receive. We have relentlessly focused on improving the quality of our knowledge-rich curriculum and qualifications and have put in place the measures to raise standards. Eighty-eight per cent of schools are now rated good or outstanding and, thanks to our phonics reforms, we now have the best primary readers in the western world. We have introduced T-levels as new, high-quality technical routes for young people and reformed apprenticeships to raise their quality and prestige.

We now need to ensure that our 16 to 19 education system is fit for the long term and aligns England with countries across the OECD in terms of teaching time, breadth of study and parity between technical and academic routes. For example, young people in OECD countries typically study seven subjects post-16 compared to students in England who study around three. Students in OECD countries also generally receive more teaching time and study maths and their native language up to 18. We will align with some of our international competitors by increasing teaching time and bringing academic and technical pathways together into a single qualification with full parity of esteem. Within this framework, students will be able to study predominantly technical—including an occupational specialist route—or academic components, or a blend of both.

This reform draws upon the consistent principles that have underpinned our successful reforms by using the best available evidence, investing in teaching quality, and developing a knowledge-rich and broad curriculum. We will build on the knowledge-rich content and depth of A-levels and the high-quality, employer-led occupational standards of T-levels. The introduction of bigger and smaller subjects—called majors and minors—will give students greater breadth, while still maintaining depth of study in the subjects they are most passionate about and require for progression to higher education and employment. Students will typically choose five subjects, or a minimum of four if they are focused on preparing for a specific technical occupation. Given that we know that time with a good teacher is the single most important factor in improving learning outcomes, we will also increase the number of taught hours by 15% for most 16 to 19 students which will particularly benefit disadvantaged students.

This reform will take time and extra funding to deliver, including extra funding for the additional taught hours the advanced British standard will involve. We are providing £600 million over the next two years to lay the groundwork for the ABS and invest in the teachers and institutions that will be vital to delivering it. This comprises:

c.£100 million each year, doubling the rates of the levelling-up premium and expanding it to cover all further education (FE) colleges, disproportionately benefiting disadvantaged students. All teachers who are in the first five years of their career, teaching key STEM and technical shortage subjects and working in disadvantaged schools and all FE colleges, will be paid up to £6,000 per year tax-free.

c.£150 million each year to support those students who need the most support such as those who do not currently achieve a good pass—above grade 4—in maths and English GCSE at age 16. We will also invest in English and maths for all post-16 apprentices who have not gained their level 2 qualification, uplifting the funding rates to match the adult education budget.

c.£60 million over the next two years to expedite evidence-based techniques for maths teaching, including in post-16.

£40 million to the Education Endowment Foundation to expand its post-16 work and embed evidence-based approaches in 16 to 19 teaching.

This is an ambitious, long-term reform programme which will take a decade to deliver in full and require careful development and partnership working with the sector. We will therefore consult extensively, and in detail, over the coming months on the design of the new qualification. The results of our consultation process will inform a White Paper, which we will publish next year setting out our plan for delivery.

Meanwhile, students preparing to take A-level and T-level exams over the coming years should not doubt the value of their qualifications and be confident that high quality pathways remain open to them. T-levels will be integral to the vocational route within the advanced British standard and more T-level courses will be rolled out.

The ABS will ensure that all young people receive an education that is of the highest quality and prepares them to enter the changing workplace where digital transformation, AI and net zero will drive productivity. We will raise the floor and extend the ladder of opportunity for everyone, providing more breadth, increased teaching time, and a greater focus on technical education.

That is how we will give our children the brighter future they deserve, by ensuring that they are equipped with the knowledge and skills needed to succeed in the modern economy.

This update follows from my oral statement to the House on 4 September.

On 6 September we published the list of 147 education settings known to be affected by RAAC. Thanks to the hard work of school and college leaders, all of these settings are offering face-to-face education, with 126 settings offering full time face-to-face education for all pupils.

An updated list of schools and colleges with confirmed cases of RAAC has been published today. As of 14 September, a further 27 settings have confirmed RAAC in some of their buildings. Of the 174 confirmed cases, 148 settings are providing full time face-to-face education for all pupils.

Last year, we issued a questionnaire to responsible bodies for all 22,000 schools and colleges in England to ask them to identify whether they suspected they had RAAC. Since 4 September we have been working with responsible bodies to confirm the remaining responses to this questionnaire. Responsible bodies have, as of today, submitted responses to the questionnaire for 98.6% of schools with blocks built in the target era. We are now working through all of these responses, and I continue to encourage all responsible bodies with outstanding responses to send these to the Department as soon as possible.

In my 4 September statement I also committed to complete outstanding surveys among schools within a matter of weeks. Due in part to the additional surveying capacity we have procured, I can confirm that every school that was awaiting a survey on 4 September has now been visited or will be visited this week.

Every school or college with confirmed RAAC is assigned dedicated support from our team of 80 caseworkers who work with them to assess what support is needed and implement mitigation plans that are right for them. Mitigation plans could include other spaces on the school site, or in nearby schools or elsewhere in the local area, until structural works are carried out or temporary buildings are installed. A bespoke plan is put in place to ensure that each school and college receives the support that suits their circumstances.

Project delivery teams are on site to support schools and colleges, whether that is finding short-term accommodation options or designing and putting in place structural solutions for affected spaces.

The Government will fund the emergency mitigation work needed to make buildings safe, including installing alternative classroom space where necessary. Where schools and colleges need additional help with revenue costs, like transport to locations or temporarily renting a local hall, this should be discussed with their caseworker and we expect all reasonable requests will be approved.

The Government will fund longer-term refurbishment or rebuilding projects to rectify the RAAC issue. Schools and colleges will either be offered capital grants to fund refurbishment work to permanently remove RAAC, or rebuilding projects where these are needed, including through the school rebuilding programme. We will set out further details in due course. We will work closely with responsible bodies to understand and assess what the right solution is for each case.

I want to reassure pupils, parents and staff that this Government will do whatever it takes to support our schools and colleges in responding to RAAC and minimise disruption to education.

As I said in my statement to the House on 4 September, this Government are supporting affected schools and colleges to minimise disruption to education. I thank headteachers, staff, local authorities and trusts who continue to provide face-to-face education to their pupils.

Two weeks ago, we published a list of education settings with buildings affected by RAAC. Before I provide an update, I want to reiterate that our view is that parents and children should find out from their school, not from a list on a Government website or from the media. Our approach has always prioritised that, giving schools and colleges the space to focus on what is important: minimising disruption to education.

None the less, we recognise the public interest. On 6 September we published a list of 147 education settings known to be affected by RAAC. Thanks to the hard work of school and college leaders, all of those settings are now offering face-to-face education, with 126 settings offering full-time face-to-face education to all pupils. We have today published an updated list including a further 27 settings with confirmed RAAC. Of the 174 confirmed cases, 148 settings are providing full-time face-to-face education to all pupils.

As I have said before, we will do everything in our power to support schools and colleges in responding to RAAC in their buildings. Every school or college with confirmed RAAC is assigned a dedicated support from our team of 80 caseworkers. A bespoke plan is put in place to ensure they receive the support that suits their circumstances. Project delivery teams are on site to provide support, whether that is ordering or finding alternative accommodation options or putting in place structural solutions.

We will fund these mitigations, including installing alternative classroom space. Where schools and colleges make reasonable requests for additional help with revenue costs, such as transport to locations, those will be approved. We will also fund longer-term refurbishment or rebuilding projects to permanently remove RAAC, through capital grants or rebuilding projects through the school rebuilding programme.

I want to reassure pupils, parents and staff that this Government will do whatever it takes to support our schools and colleges, to keep everybody safe, to respond to RAAC and to minimise disruption to education.

Thank you for granting this urgent question, Mr Speaker.

Before I go any further, let me emphasise that the safety of children should rightly be the priority of every Member of this House. However, the question today is not simply about whether that should be our priority, but about the colossal shambles of a Secretary of State who, as we learned from the Education Committee this morning, did not merely sit on new advice about the safety of school buildings, which she received on 21 August, but did nothing for four days. And then she acted decisively—she went on holiday for the best part of a week. Some 10 days passed from the day she received the crucial advice to the day the headteachers were told to close their schools, causing chaos for parents.

Just a fortnight ago, the Secretary of State’s response to questions about the management of the Department’s own building was simple and proud, the motto she has made her own:

“nothing to do with me”.

She had done a “good job”, while others had been sat on their backsides. Does the Secretary of State still think that is good enough? More simply, even under this Prime Minister, weak as he is, and this Government, how on earth did she think she could get away with going on holiday rather than taking any form of action at all? Will she at last take responsibility for 13 years of failure, three weeks of chaos and the years stretching ahead of the children who are sitting under steel girders? When will all our children be back in their own schools and classrooms? Parents, families, staff and, above all, our children deserve answers, and they deserve better from this Government and better than this Secretary of State.

I thank the hon. Lady for her questions. As soon as we had information, we took a decision in every case. When we first saw the incident in 2018, we took a decision and we put out new guidance and warnings. We put out new guidance in 2021-22. We started surveys directly in 2022, when the previous Secretary of State started to get more concerned about RAAC in our school estate. We then sent in surveyors directly, because the responsible bodies were not moving quickly enough.

Let me turn now to the initial advice. Three new cases emerged over the summer, and some were subject to advice, as the hon. Lady says, which came on 21 August. I instructed those involved to get more technical information. The last case is really what tipped us into making a decision. It was a very difficult decision—I am not sure the hon. Lady would have made it because Labour do not tend to make these difficult decisions, and the Labour Government in Wales have still not done so—because of the impact on children and because of the impact on our school leaders and teachers. The last case, which was in another school setting in England, took place on 24 August. We went to investigate that to see what had happened.

On my own decision, I went abroad because that was the first time that I could go abroad. I went abroad for my father’s birthday, knowing that I would still be chairing the meetings, which I did on Saturday, Sunday and Monday, and then I made the decision—as we had now made a decision— to come back from holiday immediately. My return was delayed by one day because of the air traffic control incident, so I got back to announce the decision on Thursday.

When I looked at the new case, I said that we needed to get technical evidence. The second thing I said was that we needed to operationalise this. I knew that this would be difficult. I did not want to put schools in a position where, if I put out a notice via the media or directly, they would be left with the problem. I wanted to stand up caseworkers. I wanted to stand up portacabins. I wanted to speak to utility companies to make sure that everything would be in place so that we could minimise the length of time that it took to put up those portacabins. I wanted to put more structural engineering companies in place, because I knew that we would do more surveys. I also wanted to make sure that we had a nationwide propping company, so that we could put the largely horizontal structural solutions in place to fix everything.

When we have to make a major decision, there is no point creating more issues than we need to. We need to operationalise that decision, which is what I decided to do. The time from the last case to the announcement was one week. That is probably one of the quickest decisions that most people have made in this House and we operationalised it, all while I was still working, as I always do.

I am grateful to the Minister with responsibility for the schools system and the permanent secretary for spending two hours this morning with the Education Committee on this issue. They were able to provide a number of useful answers, including on the provision of temporary classrooms.

I have to say that I was very disappointed last night to receive what was a non-answer on that question about temporary classrooms, which had already been asked at the Public Accounts Committee. I am glad that Baroness Barran was able to go further with the Select Committee today. The information that she provided us with was that there were seven cases from before the summer requiring temporary buildings. The Department is now aware of 29 schools that will require some form of temporary accommodation. Eleven have that temporary accommodation in place. As of Friday, there is the potential for as many as 180 single classrooms and 68 double classrooms to be needed as temporary accommodation.

I urge the Secretary of State to ensure that those are provided as swiftly as possible and that schools and responsible bodies have certainty about when those will be in place, so that we absolutely do what she said—to minimise disruption of children’s education. A key concern of the Select Committee is children not in school, and anything that can be done to minimise that disruption, to create greater certainty for the teachers and the leaders who have done such an amazing job of responding to this, will certainly be welcome.

I thank my hon. Friend, the Chair of the Education Committee. I apologise about the written answer the previous night; we had more recent information at the Education Committee. The cases are always being assessed and the numbers are always being updated, which is why we choose a date to publish the latest information. The numbers are moving very quickly. He is absolutely right: 11 RAAC schools already have temporary buildings that are installed or in use. There is a further 28 sites, I think, that have made inquiries and requested potential orders. As he rightly said, there are 180 single classrooms, 68 double classrooms, plus a mixture of toilet provision.

On the portacabins, I would just like to say that I have been to a number of these schools and met the children. At the first school I visited, the children were all petitioning me to stay in the portacabins, because they actually preferred them to the classroom. The portacabins are very high quality—[Interruption.] That is true. I advise the shadow Secretary of State to visit some of them herself.

Perhaps the Secretary of State could clarify whether it is 18 or 28 schools that still need temporary classrooms, because we have heard different figures from her and from her ministerial colleague at the Education Committee earlier. Something headteachers have said to me is that they do not just need the temporary classrooms, but they need some of them kitted out as science labs or design and technology classrooms, for example. There is a cost to doing that. It is not just a question of chairs and tables; it is much more. What is her Department doing to make sure that children have the right classrooms so they can do their assessments, which are already ticking along towards next year’s exams?

I confirm that the project directors and caseworkers have made inquiries requesting potential orders for a further 28 sites. There are some specialist requirements for science labs or other specialist equipment, and there are a number of things taking place on that. Schools are sharing science lab equipment in the short term, either with another school or with another part of the school. We are also looking at mitigations. In the school I went to see where the children were very happy in their portacabin, they had horizontally propped and mitigated the science labs first, so they were able to use the science labs in combination with the portacabins. There are also specialist portacabins available, which are being looked at in specific circumstances.

I thank the Secretary of State and the Minister for Schools for all their hard work, but I ask the Secretary of State to do something from the Dispatch Box. Haygrove School in my constituency is a disaster of construction. It is a Caledonian Modular construction and it has gone badly wrong. Will she please reiterate from that Dispatch Box that this is nothing to do with concrete, but is rather about bad construction? Children and parents are still worried that there is concrete in the school, and there is not. Could she please reconfirm that?

I confirm that Haygrove School is not subject to RAAC. It is a Caledonian Modular build, and we are looking at the quality of a small number of those schools. We are working right now on what solutions we can put in place. There is another such school in the constituency of my right hon. Friend the Minister for Skills, Apprenticeships and Higher Education, and we are putting temporary school structures in place for those schools.

The crumbling concrete crisis has been years in the making, exacerbated by the catastrophic failure of the Prime Minister, when he was Chancellor, to sign off on the school rebuilding programme that Department for Education officials requested. Yet the current Chancellor, as we have heard today, will not give the Department any new money to fix the roofs. So what does the Secretary of State say to the hundreds of schools currently managing asbestos, leaky roofs and cold classrooms, which will be put to the back of the queue for a rebuild yet again because the Treasury still does not understand the importance of investing in our children and education?

As someone who has been the Secretary of State since October and has secured record funding for our schools—going up to £60 billion a year next year, which is higher than it has ever been by any measure hon. Members wish to use—I feel that the Chancellor and the Prime Minister very much invest in our schools.

There has been a lot of nonsense talked about Building Schools for the Future. Opposition Members consistently claim that that would have fixed the issue. I know they are not normally across the details, so I thought they might be interested in a few facts. Park View School in Tottenham, which was recently visited by the Leader of the Opposition, Hornsey School for Girls in Hornsey and Stepney All Saints School in Stepney Green were all refurbished or rebuilt under BSF, but all three are still suffering from RAAC. The Opposition do not even know how to solve the problem when it is right in front of their nose.

My right hon. Friend has been absolutely right to act decisively to put the safety of children first. As the list of affected schools has grown today, what reassurances can she give us on the number of schools still awaiting expedited surveys and the absolute cut-off point by which those surveys will be completed?

Last time I was at this Dispatch Box, 95% of all questionnaires had been responded to. Now it is 98.6%, so the publicity has really helped to drive people who had not already responded, and we are grateful to them. I also committed that all the schools that were waiting to be surveyed would be surveyed by the end of this week, and I can confirm that that will absolutely be done. We have a good rate of surveys; we have eight companies doing them and we now have a process that means that as soon schools come in, we will get to them very quickly to survey.

I have a straightforward question for the Secretary of State that I hope she will answer clearly. Will she guarantee that the cost of all the repairs will be funded by new money from the Government, not the current education budget, which is not enough anyway?

As I think I have explained before, there are different parts to the funding. Initially, the surveying work, the mitigations work and the temporary accommodation will all be funded by the DFE’s capital budget—we have a budget for that work. There is also revenue budget for additional things such as transport, hiring a village hall and so on—that will also come from a building fund within the DFE. We have already announced some of the school rebuilding projects, but we have spaces left and some are still to be announced, so some of that will be utilised. Beyond that, as the Chancellor says, we will do everything needed to keep children safe in our schools.

I put on record my admiration for Mrs Sudworth, Tania Lewyckyj and Canon Slade School for their monumental effort to ensure the smooth running of the school since the RAAC announcement. Will my right hon. Friend outline how the Department can encourage surveyors who have concerns about buildings containing asbestos to help avoid delays in the installation of temporary classrooms?

I join my hon. Friend in praising the team at Canon Slade School, who have all pupils in face-to-face education. The vast majority of schools identified as having RAAC have all pupils in face-to-face learning, and that is down to the dedication of our school leaders. All schools have an asbestos plan, but if there is asbestos that needs to be moved as part of the mitigation works, it will be safely removed.

I do not recall making any particularly party political broadcasts. On the day when we made the announcements, I did the evening round and the pooled clip and recording, and the Minister for Schools, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb), then did the morning round. That was the focus of our attention in terms of publicity.

The National Audit Office report of 28 June was, of course, agreed with the Department, as all NAO reports are. Given that that report identified that up to 700,000 children were in schools where there were critical safety issues, what was the technical evidence that the Secretary of State said she required some two months later, when that final school collapsed in the way it did?

I thank the hon. Gentleman for that very good question. The NAO report addressed bids to, and demand for, the school rebuilding programme. On the technical information, what we have done during the surveys—[Interruption.] If he cares to listen, there is an important distinction. The surveys that we started conducting from September 2022, when we sent our own surveyors into schools, looked at RAAC and whether it was critical or non-critical. That is why 52 schools had already been closed immediately: they were seen as critical. What changed was that there were three instances where the ceilings had been assessed as non-critical but had failed. I wanted structural engineers—I am not a structural engineer—to go in and tell me whether something assessed as non-critical had failed for another reason. Could they say why it had failed, or did I need to look at every non-critical roof and change my understanding of how we wanted to treat them? I wanted to be cautious. Half an hour ago, I came from a meeting with London fire chiefs, who were calling for a national register of buildings containing RAAC. That is a practical ask—will the Secretary of State work with other Departments to ensure that it becomes a reality?

If I may, Mr Speaker, I will put four questions to the Secretary of State, because the pupils, parents and staff of St Leonard’s Catholic School deserve answers. First, can we confirm that the planned rebuild of St Leonard’s will now be accelerated? Secondly, when will the venues for rehoming St Leonard’s be confirmed and the finances approved? Thirdly, what additional financial and practical provisions will be in place for the most vulnerable pupils, particularly those with special educational needs and disabilities and those receiving free school meals? Fourthly, what options for special consideration will exam boards apply to year 11 and year 13 students this year?

I am delighted that St Leonard’s now has a mix of face-to-face and remote learning—it has done a fantastic job to enable that, working with local partners. On school rebuilding, we are making those decisions with the project directors we have on site at St Leonard’s. We will consider first the short-term and medium-term mitigations, and then when we should do the rebuilding. We have an MPs surgery later for anybody in the House to raise specific cases that they are interested in; I shall be there with my Ministers and officials, and we are happy to go into detail on any case and give Members the latest. It is still an evolving situation, but we will be there and will support St Leonard’s as much as possible to ensure that children are safely educated there.

I am sure that all the people the Secretary of State told to get off their backsides will be very sympathetic to the fact that she needed to go on holiday while this crisis was in progress.

On revenue and costs, the Secretary of State has itemised a number of things that the Government will cover, but schools face a vast range of potential revenue costs, including surveyors and other costs. Is she saying that all costs relating to RAAC will be covered?

Yes, all the costs that the hon. Gentleman mentions are reasonable costs. Also, I am sure that he is delighted that all the pupils at St Thomas More Catholic Comprehensive School are in face-to-face education.

Ellesmere Port Catholic High School has huge challenges: five classrooms, the chapel, two corridors, changing facilities, kitchens and canteens have been closed, meaning that a number of technical lessons cannot be taught and no hot food can be served. I have a direct plea from the headteacher, who says:

“I cannot understate the urgency of this situation, particularly with the temporary accommodation. We are having real issues getting the Department to approve mitigations so that we can operate for all our students in the short term.”

After this statement, will the Secretary of State have a look at this case and talk to officials about getting the approvals that that headteacher needs?

May I press the Secretary of State on the source of the funds needed to rebuild the RAAC schools? I ask because repairs to RAAC hospitals are coming from delaying indefinitely other hospital rebuilding schemes, including two in my constituency. Will any future schools capital projects be similarly rescheduled?

Colyton Grammar School in my corner of Devon is one of the 27 schools added today to the list of 147 schools already known to have RAAC on site. The National Association of Head Teachers has pointed out that propping up ceilings with metal poles is clearly not a serious option. I want Colyton Grammar School to be able to open up the small part of its estate that has had to close, but if there is new money, and works will not impact on the existing school rebuilding programme, what impact can we expect them to have on funding pledged last year to schools such as Tipton St John Primary School and Tiverton High School?

I can assure the hon. Gentleman that we are doing a very professional job. There is no intention of propping schools up with metal poles; they will largely be horizontal props involving tempered beams, which is how buildings are built in the first place—[Interruption.] The hon. Member for Houghton and Sunderland South (Bridget Phillipson) shows her absolute ignorance of this. They will be either steel structures or wooden structures that will then have another roof underneath. I urge everybody to go and look at these classrooms, because they will see that there is no vertical propping—not in any of the schools that I have seen so far—and that is certainly not a long-term solution. The hon. Gentleman will be satisfied that these are very high-quality solutions for our children.

While the dust has settled on media coverage at this time, I thank the Secretary of State for her clear commitment and positivity today in finding a way forward. We understand that there might be some online learning, as experienced during covid, but that can lead to detrimental effects on learning given the importance of face-to-face engagement. What discussions has the Secretary of State had with the Department in Northern Ireland to gauge the depth of the concrete problems? There is a school in my constituency, but I understand that it has been able to sort out the problems and teaching in school has continued. It is important to know whether any extra funding is available, however, and if so, would that be subject to the Barnett consequentials so we can also get some benefit?

Immediately when we had more information we shared it with the devolved nations. We had been conducting surveys for over a year at that point but it was clear that that was not happening in the devolved nations so they are still not able to identify where the RAAC is and go on to take the action that we took very decisively at the end of last month. We will continue to work with them and support them, and to share evidence, including on how to mitigate in a way that makes good solutions for our children.

This Government are committed to making sure that every child in this country gets a first-class education and every opportunity to make the most of their abilities. More than that, underpinning that commitment is a deeper one: to ensure that children are safe and secure in the places where they learn. I am glad that the hon. Member for Houghton and Sunderland South (Bridget Phillipson) has chosen to raise the issue of the safety of school buildings and investment in the school estate. Nothing is more important than the safety of children and staff in our schools, and no issue could highlight more my willingness to take the right decisions, even if they are politically difficult. The country, and the children in our schools, deserve nothing less. As I set out in the House on Monday, the Government will not shy away from that responsibility, no matter how much the Labour party descends into the political gutter.

I understand that parents, schools and this House are concerned about the issue of RAAC; we are acting responsibly and moving decisively to address it, and minimising disruption to education. [Interruption.] The right hon. Member for Islington South and Finsbury (Emily Thornberry) is shouting from a sedentary position, so I will answer her question: £34 million was signed off for a Government building for the Department for Education. That was signed off by the Department’s commercial director, and was nothing to do with me. That was based on a decision made in 2019, before I was Minister. The right hon. Lady is very experienced, so I am sure that she will understand that Ministers do not sign off on Government buildings. It was the commercial director of the DFE who signed that off in 2019.

To go back to the issue in this case, because that was very misleading, we are dealing not with an issue caused in the last year, the last five years, the last decade or even the last 20 years, but with a legacy issue dating back to the 1950s. As the Chancellor set out, we will not shirk this responsibility and we will spend whatever it takes to keep children safe.

In Leeds, our school repair backlog is over £66 million, and the council is given £6 million a year by the Government to tackle that. The lead councillor for education, Councillor Jonathan Pryor, has written to every single Secretary of State for Education since 2018. Eight letters have been sent to raise school condition funding, but all pleas have been ignored. Does the Secretary of State really think that is acceptable?

I am sorry. Unlike the hon. Gentleman’s Government when they were in power, we actually did a conditions survey. We have done two conditions surveys and we have done a full RAAC survey, which we are now finishing with the responses that are coming in. St Francis’ primary school in my constituency identified RAAC problems way back in 2019. It had to fund its own survey to do that. Since 2019, St Francis’ has submitted two bids to make its roof safe, and both were rejected. They appealed both times, and both appeals were rejected. Can I ask the Secretary of State how she can justify the rejection of those bids, and how can she justify the potentially much higher costs that must now be paid from the public purse to make St Francis’ safe?

The hon. Lady raises a good point, because of course the responsible body, St Francis’, has done the right thing by doing its survey. That is what everybody was asked to do in 2019 and in 2018, and in guidance since then. There are conditions and condition-based requests, and if the school wants to get in touch and give us the details, I am very happy to look at that case. I am very serious about making sure that we get rid of RAAC in our schools.

The school estate consists of over 22,000 schools and sixth-form colleges, with over 64,000 blocks. Of course, the condition varies across the estate, and a number of buildings are reaching the end of their useful life. That is why we have a 10-year rebuilding programme, and why the spending reviews in 2020 and 2021 allocated more than £7 billion for maintenance allocations for schools on top of that programme.

I should make a bit of progress, because I do have an awful lot of this in the speech. I really do want to satisfy people with detailed information because I have a lot of it.

Although local authorities, academy trusts and other bodies are directly responsible for school buildings, we support them by allocating significant capital funding each year, delivering major rebuilding programmes and providing guidance on effective estate management. Responsible bodies’ local knowledge of their estates and their work to maintain their estates make them much better placed to ensure that school and college buildings are kept safe, compliant with regulations and in good working order. However, the Department always stands ready to provide additional support on a case-by-case basis if we are alerted to a safety issue by those responsible bodies. This is the normal pattern of maintenance—a careful and calibrated local response.

However, we judged in this case that the issue of RAAC required us to take a much more proactive and direct approach. This approach is unprecedented across the UK, where England is leading. Sensing the scale of the potential challenge, we improved our surveying so that we had the capacity to act, even if we did not need to do so. Our condition data collection, which ran from 2017 to 2019, visited nearly all 22,000 schools and sixth-form colleges, and is one of the largest data collections of its kind. It helps us to understand what is needed in schools and to target our efforts in the way that best meets needs. In contrast, over the 13 years of the last Labour Government, there was not a single comprehensive review of the school estate. Yes, that is right: they were simply in the dark. As we became aware of the specific issues with RAAC, we supplemented the data collection with more targeted surveys especially for RAAC. That was done so that when we made decisions, we would be able to act. I will leave colleagues to draw their own conclusions from the fact that Labour-run Wales is now playing catch-up to identify where RAAC is in its school estate. On the question from the hon. Member for Arfon (Hywel Williams), we briefed Wales verbally on new technical guidance on 1 September and we shared visual information on three cases over the weekend.

None of us should be here to criticise the scrutiny of safety in schools, so can I thank the Department for dispatching fast, as requested, two surveyors to look at the one school in my constituency of Gloucester that is potentially affected? I also thank them for completing their mission fast, so that the head could today confirm to his teachers, parents and pupils alike that there is no RAAC in the school whatsoever.

By the same volition, a school in my constituency sent in the results of the survey on 14 July and was promised by the Department that it would be contacted on Friday or Monday with the report, but it has heard from no one and it was given a telephone number that gets it through to the wrong department. We now have children out of school as a precautionary measure, which is surely unacceptable. Will the Secretary of State look at this case, but will she also say how many other schools are in this position?

I will definitely look at that case, because that sounds as though it took place before the decision I took and also before I stood up the caseworkers, proppers, cabinets and portacabins. If the hon. Lady will give me the details of that case, I will look at it, because that should not be happening. What should be happening is exactly the same as what my hon. Friend the Member for Gloucester (Richard Graham) laid out.

The Secretary of State is confident, it seems, that there are enough surveyors to do this work, but since she made this decision about schools, questions have been raised about many other public buildings and I suspect structural surveyors are now in much shorter supply. Is she still confident that structural engineers and surveyors will be available to do this work, and is she sticking to her timetable of having answers by the end of next week?

I am confident that, because we started early, we have done a lot of these surveys already. Quite a lot of the schools were involved at the beginning, so I am confident of that. I am also confident that the NHS has conducted surveys of its main buildings, and I think the courts have also done surveys. However, we have now increased the number of surveying companies from three to eight to make sure that we can get through all the cases, including any that Members are concerned about, as soon as possible.

Back in January this year, I submitted a written question to the Government about the number of schools in my constituency of Wirral West that had buildings rated as very likely to collapse. In the response I received, the Schools Minister said:

“Department officials are clear that there are no areas within schools open to pupils where there is a known immediate risk of collapse.”

Presumably those buildings would be evacuated if that was the case—

Order. I appreciate that the Secretary of State has been very generous in giving way to Members, but she will not be as aware as I am that there are 22 people who wish to speak this afternoon. The Secretary of State is very politely giving way to Members who are not going to take part in the debate, and if we have long interventions from those Members, people who are waiting to speak will not have the chance to do so when we come to the end of the debate. I am trying to get some fairness into this, but I do appreciate that the Secretary of State is being polite and I will allow her to respond to the intervention.

Friend the Schools Minister said is absolutely right: any time there is an immediate risk, action is immediately taken. However, what we were doing was more preventive than that: finding out where everything was, so that we could act. When the three new cases happened over the summer, that is when I made a decision to be very cautious, because I did not want to take any risk whatsoever. I knew exactly where to go, because I knew exactly which schools were judged as non-critical. I knew exactly what we needed to do.

I am sorry but I will not give way. I know I promised the hon. Gentleman, but I will see if I can make a bit more progress.

We deposited copies of the school condition data in the House Libraries on 20 July this year, in advance of the summer recess. It is also available on the Parliament website, and I am sure that many Members who are interested in this subject will be interested in seeing it. The successor programme, CDC2, is now under way. Early indications from the programme, which has been under way since March 2021 and will finish in 2026, and feedback from the sector suggest that in almost every case where a D grade—a bad condition—was identified in CDC1, it has since been addressed. We are getting on with the job. That is a demonstration of the approach that I and my Department are taking: we identify where the issue is and how severe it is, then we take the right corrective action. That is what our children deserve and what our schools deserve. When we have data, we can act to improve our schools.

The 2021 spending review announced a total of £19 billion of capital funding to support the education sector between 2022-23 and 2024-25, including £5.4 billion for school condition allocations. That includes £3.6 billion announced in allocations for the first two years of the period to improve the condition of the school estate. That is in addition to the school rebuilding programme, which is rebuilding 500 schools over 10 years. That builds on nearly £30 billion of capital between 2016-17 and 2021-22, including over £13 billion for improving or replacing buildings.

Improving education is this Government’s mission. Ensuring that our education settings are safe is a key part of that, and we therefore prioritise it as part of our capital funding, and actively manage funding and support for the school estate to stay open and safe. I also note the distinction between our targeted approach and what came before. The system we inherited was found by an independent review of capital to be poorly targeted and wasteful. We on this side of the House have acted to protect children, while others have ignored problems for decades. School building is more effective and efficient than ever before. The significant investments made in education in recent years by this Government, coupled with essential reform, have raised standards for our children and given them a better chance of success in life.

Since 2010, we have reformed our capital programmes to bring down the cost of school building. The James review of education capital in 2011 found that Building Schools for the Future, the programme that the hon. Member for Houghton and Sunderland South is proud of, was overly bureaucratic and did not deliver outcomes that were good or affordable. Just as the people of Birmingham are finding out so heartbreakingly today, and as I saw as a young girl growing up in Liverpool, the consequences of Labour always see things worse off than when they started. By contrast, at the 2020 spending review we announced our 10-year school rebuilding programme, which will transform buildings at 500 schools across England. We have already announced 400 of those schools, including 239 in December 2022, prioritising those in poor condition and with evidence of potential safety issues.

Perhaps I could make a little more progress, as I feel I will not have been fair if I don’t.

We currently have a further 100 places on the programme, and the Government will continue to focus on investing in the school estate. We strive to deliver value for money—it is easy to spend money, but getting value for money is what the people of this country expect—and ensure that our capital funding is spent as efficiently as possible. As the National Audit Office concluded in 2017, the priority school building programme, the predecessor to our school rebuilding programme, replaced schools more efficiently, costing approximately a third less per square metre than the previous capital programme, Building Schools for the Future.

We committed to 500 schools over 10 years through our rebuilding programme, with an average of 50 schools entering delivery every year. That is in line with the scale of projects delivered every year since the start of its predecessor. There has been some debate about the scale of rebuilding in recent days, but the level of our ambition is unchanged. We have not scaled back our ambitions for school rebuilding, and we will not. Although the school rebuilding programme is in its initial stages of delivery, it is ramping up as more projects begin construction. The exact amount that rebuilding programmes spend will differ year on year, based on the stage of delivery that projects are in at any given time. That is the norm for significant capital projects, which means that when we try to make comparisons, a lot of cherry-picking goes on.

Overall since 2012, 524 schools have been rebuilt or refurbished through our central rebuilding programmes, and a further 408 are in the pipeline. We are building schools more quickly, more efficiently, and better targeted on condition and need than ever before. Sometimes, however, there will be issues that we have to deal with outside the normal processes. The role of Government and of Ministers is to respond to that, and to take ownership and full responsibility.

When new information about RAAC crossed my desk over the summer, I understood that the buck stopped with me, even if the problem was 50 years in the making. As I set out in my statement to the House on Monday, the safety of pupils and staff is this Government’s absolute priority. We have regularly and swiftly updated our guidance in line with the latest technical advice, to ensure that responsible bodies are aware of the risks and able to act. In light of the three new cases over the summer, and given the disparate nature of the schools estate and, most importantly, the fact that children were involved, we made the difficult decision that it was no longer reasonable or safe for spaces known to contain RAAC to be used. That was a very difficult decision, because there were operational implications for others, and an impact on parents and children.

It is important to note that the technical advice on RAAC does not say that we must put mitigations in place in all buildings—that is not what the RAAC advice says. Where RAAC is present, we can keep it as long as we manage it well. We have acted with the utmost caution to reassure parents and teachers, and to establish a comprehensive plan to mitigate and resolve settings with RAAC, because we know where they are. Let me be clear: we were able to do that only because we had prepared for this eventuality. I had hoped that that preparation would be unnecessary, but sadly it was not and I had to take a decision. I am grateful to previous Secretaries of State who made decisions to ensure that we were able to establish where RAAC was present, and to act rapidly. We could show leadership, we could show direction, and we could tell people exactly where to go with their portacabins and with their propping.

Professional advice from technical experts on RAAC has evolved over time, and the question of how to manage its risks has spanned successive Governments since 1994.

Nobody is blameless in that, including Labour Members, who were warned in 1999, 2002, and 2007 alike. Unlike them, I am interested in keeping our children safe and improving learning. They try to play politics, and they can play politics all they like, but as they are finding in Wales, the public can smell opportunism and recoil at politicians who fail to show leadership.

We on the Government side of the House saw the risk and decided to prepare. My Department alerted the sector about the potential risks of RAAC in 2018, and in February 2021 we issued guidance. We were concerned that not all responsible bodies were acting quickly enough, so we decided to take a more direct approach, as I laid out on Monday, ensuring that we got all the surveys. We found out where RAAC was and we took action.

The vast majority of schools will be unaffected, as we have set out in information published today, and 104 of the affected settings are offering face-to-face education for pupils. Each impacted school and college has a dedicated caseworker to help implement a mitigation plan. For the past few days that has been my main concern—operationalising this, and ensuring that we can establish and scale up a programme to give schools the support they need due to the decisions I had to take. Most people will receive little disruption to their education, but that could include using other spaces on the school site, or in nearby schools or elsewhere in the local area, until structural supports or temporary buildings are installed. Project delivery, property and technical experts will be on hand to support schools to put face-to-face education measures in place as quickly as possible. We have published the list of schools that we know to be affected by RAAC, and we will be publishing an update in two weeks. It was important to give those affected schools and colleges time to focus on mitigations with support from my Department, and to inform parents directly. Thanks to the hard work of education leaders and local councils, 104 settings are providing face-to-face learning for all pupils this week. A further 20 settings have hybrid arrangements in place, with some pupils learning off-site, while 19 have delayed the start of term by a few days to ensure that pupils can start attending face-to-face learning safely on site. Only a very small number—four—have needed to move to remote learning. We anticipate that the majority of those will be able to offer pupils face-to-face learning soon, ensuring that disruption to education is kept to a minimum. Nine settings have since been found not to have RAAC after being reinvestigated.

I want to be clear that we will spend whatever it takes to keep children safe, with extra funding coming from DFE capital budgets to fund mitigations. That includes paying for emergency mitigation work needed to make buildings safe, including alternative classroom space where necessary. Where schools need additional help with revenue costs, such as transport to other locations, we are actively engaging with every school affected to put appropriate support in place. We will also fund longer-term refurbishment projects, or rebuilding projects where needed—taking responsibility, taking action and showing leadership.

As all Members know, the spending review is the process that determines how the Government will spend money over the course of a Parliament. It would be inaccurate, incomplete and inappropriate to disclose the details requested of the sensitive negotiations between His Majesty’s Treasury and individual Departments—inaccurate, because it would show only part of the picture of a complex decision-making process that takes place between multiple Departments, Ministers, officials and other individuals with varying priorities; incomplete, because such a process has to look across the board at priorities and trade-offs for all Departments to ensure we can deliver for everyone, yet this motion focuses on only one; and inappropriate, because it would be categorically in breach of the long-standing traditions and expectations that confidential and often commercially sensitive information is not disclosed into the public domain and that officials can give full and frank advice to Ministers.

Some Labour Members present have themselves served in government. They know that those in the civil service use every ounce of their professional skill to help them as Ministers and deliver the objectives of the elected Governments they serve. I have to ask: what would those Members say to those officials about a motion that might result in the making public of the advice of civil servants—people who can never answer back themselves—which they had thought was being given to Ministers in confidence? We know that they would not want that to be done.

It is vital to the conduct of good government and very much in the public interest that officials and Ministers in Departments and across government have a safe space to provide free and frank advice to inform policy and spending decisions. I note that such an exemption is one of the bedrocks of the freedom of information laws that the Labour party introduced. In the case of the spending review and related discussions, anything else would undermine that position and make it harder for Governments—now and in the future—to make the right balance of decisions and to maximise value for money for the taxpayer. That cannot be right, regardless of party, colour or the political events of the day.

I repeat what I said at the start of this speech: nothing is more important than the safety of children and staff in our schools. We are investing billions of pounds rebuilding our schools and providing the funding and support that academy trusts, local authorities, dioceses and schools need to manage the school and college estate effectively. As the Prime Minister and Chancellor have said, we will spend whatever it takes to keep children safe in our schools. After this debate, I will return to that work and to overseeing the operational response that ensures we are keeping children safe and protected and their education ongoing. In the meantime, I urge all colleagues to vote against this motion this evening.

With permission, Madam Deputy Speaker, I would like to make a statement about the steps that my Department is taking to support education settings to respond to the risk of reinforced autoclaved aerated concrete, commonly known as RAAC.

Before I go into specifics, I want to be clear that absolutely nothing is more important than the safety of children and staff. It has always been the case that where we are made aware of a building that poses an immediate risk, we have taken immediate action. Parents and children have been looking forward to starting the new term, and I understand that the timing of this change in guidance to schools and colleges will have caused concern and disruption. However, faced with recent cases, including one that emerged right at the end of the school holidays, I believe 100% that this is the right thing to do. That is why we have taken such rapid steps to support our schools and colleges.

There are over 22,000 schools and colleges in England, and the vast majority are unaffected by RAAC. Local authorities and multi-academy trusts are responsible for those buildings, but we have been supporting schools and colleges to ensure that risks resulting from RAAC are mitigated. To date, 52 schools and colleges have those mitigations in place. The majority of those settings will remain open for face-to-face learning on their existing sites, because only a small part of each site is affected. A minority of pupils will be fully or partially relocated to alternative accommodation to continue face-to-face learning while mitigations are put in place.

I want to reassure parents and children that we are taking a deliberately cautious approach to prioritising children’s safety. Because of our proactive questionnaire and surveying programme, we have a better understanding of where RAAC is on the school estate than in most other countries. All schools and colleges that have advised us they suspect they might have RAAC will be surveyed within a matter of weeks—in many cases in a few days. Most suspected cases will not have RAAC. So far when we have surveyed schools, around two thirds of suspected cases do not have RAAC. We will follow the same approach with any new cases through the professional surveying programme.

The vast majority of schools will be unaffected and children should attend school as normal unless parents are contacted by their school. As my right hon. Friend the Minister for Schools explained on Friday, we will publish a list of schools once mitigations are in place. It is right that parents are informed by schools if they are impacted, and that schools have time to work with their Department for Education caseworker on those mitigations.

I am confirming today that we will publish the list of the 156 schools with confirmed cases of RAAC this week, with details of initial mitigations in place. After that, we will provide updated information as new cases of RAAC are confirmed and existing cases resolved. This will include updates on the impact on pupils, such as how many are learning face-to-face and how many are receiving short periods of remote education. Once again, we are doing everything in our power to minimise disruption and avoid remote learning.

I must thank the professional response of leaders, teachers and support staff in the sector, who have acted swiftly to deliver contingency plans. Each impacted school and college has a dedicated caseworker to help implement a mitigation plan. This could include other spaces on the school site or in nearby schools, or elsewhere in the local area, until structural supports or temporary buildings are installed. We have increased the supply of temporary buildings, working with three contractors, and accelerated the installation of these. We have the support of our leading utility companies to ensure that those classrooms can be opened. In the small number of schools with confirmed RAAC, disruption to face-to-face learning has usually lasted a matter of days.

With regard to funding, as the Chancellor said, we will spend whatever it takes to keep children safe. That includes paying for the emergency mitigation work needed to make buildings safe, including alternative classroom space where necessary. Where schools need additional help with revenue costs, such as transport to other locations, we are actively engaging with every school affected in order to put appropriate support in place. We will also fund the longer-term refurbishment or rebuilding projects, where these are needed, to rectify RAAC.

Professional advice from technical experts on RAAC has evolved over time. Indeed, the question of how to manage its risks across all sectors has spanned successive Governments since 1994. My Department alerted the sector about the potential risks of RAAC in 2018, following a sudden roof collapse at a primary school. We published a warning note with the Local Government Association, which asked all responsible bodies to

“Identify any properties constructed using RAAC”

and to

“ensure that RAAC properties are regularly inspected by a structural engineer”.

In February 2021 we issued a guide on how to identify RAAC. Concerned that not all responsible bodies were acting quickly enough, in 2022 we decided to take a more direct approach. We issued a questionnaire to responsible bodies for all 22,000 schools to ask them to identify whether or not they had, or suspected to might have, RAAC. Responsible bodies have submitted responses to the questionnaire for 95% of schools with blocks built in the target period.

In September 2022 we started a programme where the DFE sent a professional surveyor to assess whether RAAC is present. If RAAC was present, the previous DFE guidance was to grade it as critical or non-critical, and only take buildings out of use for critical RAAC cases. Such was the level of our concern, however, that I asked officials to seek evidence of risks, including to non-critical RAAC. It is because of this proactive approach that we discovered details of three new cases over the summer, where RAAC that would have been graded as non-critical had failed without warning. The first was in a commercial setting. The second was in a school in a different educational jurisdiction. In that instance, the plank that failed remained suspended, resting on a steel beam. As the plank was fully intact, DFE engineers were able to investigate the situation. In their professional judgment, the panel affected would have been previously rated as non-critical, but it had failed.

Ministerial colleagues and I were already extremely concerned, but then a third failure of RAAC panels occurred, at a school in England in late August. This was a panel that had previously been graded as non-critical. Because children’s safety is our absolute priority, it was right to make the difficult decision to change our guidance for education settings, so that areas previously deemed to contain non-critical RAAC are now being closed.

I want to set out why we are taking this more cautious approach with the education estate in England. Professional guidance is clear that wherever RAAC is found, it needs to be monitored closely. The school estate is very disparate, consisting of 22,000 settings with more than 64,000 individual blocks. Monitoring RAAC closely is therefore very difficult on the estate, and many responsible bodies do not have dedicated estates professionals on all school or college sites at all times. That is why the approach we are taking is the right one for our schools and colleges. My officials have worked closely with experts in this field. Chris Goodier, professor of construction engineering and materials at Loughborough University, has said:

“DfE has been employing some of the best engineers on this and have consulted us and the Institution of Structural Engineers”.

The Government’s priority is for every child in the UK to go to school safely. My officials have been engaging urgently with the devolved Administrations to discuss our findings and offer support in order to understand the situation in relation to RAAC on school estates in Scotland, Wales and Northern Ireland. Last week I wrote to offer my support, including further official or ministerial-level engagement, and to facilitate discussions between our technical experts.

I am aware that this policy change occurred during the recess, and that I was therefore unable to notify the House in advance. For that I apologise, Madam Deputy Speaker, and I hope you understand why I felt that I had to take the decision when I did. We are taking an extremely cautious approach to the issue, but I believe that this is the right thing to do when it comes to the safety of children. I commend this statement to the House.

I thank the Secretary of State for advance sight of her statement.

I will turn in a moment to the sorry story of how we got here, but let me first ask the House to reflect on two things. First, the safety of children and staff in schools today should be our highest priority, and while the voices of children are rarely heard in this place, it is their welfare, their hopes and their fears that should be uppermost in our minds today. Secondly, the mark and measure of each of us as politicians is our willingness to take and to accept responsibility: collective responsibility, not just for our own actions but for those of the Governments in which we serve—and this week, as the school year begins, there is an awful lot of responsibility for Ministers to take.

What an utter shambles this is. The defining image of 13 years of Conservative Government is one of children cowering under steel props, there to stop the ceiling falling in on their heads. Thirteen years into a Conservative Government, the public realm is literally crumbling around the next generation. The Education Secretary said this morning that in her view it was not the job of her Department to ensure the safety of our children’s schools, and that she was doing a good job. Schools are literally at risk of collapse. She is the Education Secretary, so whose responsibility does she think it is?

This is the tragic endgame of the sticking-plaster politics of the last 13 years. Children have been failed by this Conservative Government. It is RAAC that is our focus today, but the issue is wider and deeper across our schools and across our country. It is deeper because school buildings are only part of the wider failure in our education system, over which Ministers have been presiding for 13 long years. It is wider because thousands upon thousands of schools and other public buildings were built in the last century, and were not intended to last for more than a couple of decades. This was system build—quick, cheap, too often involving asbestos, and not expected still to be there in 30 years’ time. That is why the previous Labour Government took responsibility and began rebuilding them, the length and breadth of our country. That is why we launched the Building Schools for the Future programme, to give our children the start they deserved. That is because then—as now and as always—Labour puts children first.

The Schools Minister today is the same Schools Minister who scrapped Labour’s plans as one of his very first acts back in 2010. In 2010 the Conservatives scaled back plans to just 150 school rebuilding projects each year, slowing the pace of renewal. In 2021, when their then Chancellor—now the Prime Minister—delivered a spending review, he cut the pace again to just 50 a year, and today the previous permanent secretary at the Department for Education told of the Department’s bid to double the schools rebuilding programme in 2021 being knocked back by the then Chancellor, who instead of doubling it, almost halved it.

I spoke earlier of responsibility. The Secretary of State was clear just a few hours ago that she refuses to accept any responsibility, so who on the Government Benches today will take responsibility for decision after decision to slash spending on school safety? I thank the Secretary of State for having addressed some of the questions that families across this country will have, but I am afraid that there are many, many more. Time is short, so I will ask many of them in writing, but I hope that she will be able to answer these questions now, and to answer all my questions in full.

Why is the Secretary of State still refusing to publish the list of affected schools, promptly and in full, today? Why did the condition data collection survey between 2017 and 2019 not look in more detail at these issues? What strategy does the Department have right now for the wider condition of system build schools and other educational premises that are long past their design lifespan? How many other educational settings are currently believed, or suspected, by the Department to contain RAAC where that is yet to be confirmed? Do emergency services have the information they need, should something go wrong? What is the estimated timeline for completing the necessary repairs in affected schools? How long will students face disruption during this process? Which capital budgets are being raided and which priorities are being downgraded today to fund the works that are happening now? What assessment has been made of the risks of a RAAC failure in the context where asbestos is also present? There are many more questions I could ask, but the most important is this: who in this Government in the months ahead will take some responsibility for sorting out the chaos that our children face?

I thank the hon. Lady, and of course that is me, but what matters is what you do. When I was given new information and had to consider the impact that this would have on our schools and children, I took action even though it was politically difficult. Yesterday, when the hon. Lady was asked about Wales and RAAC, she waved away concerns and said that there was no problem. Why? Because it involved a Labour Government with Labour policies. Today, two schools closed in Wales just as they start their surveying programme. We started our surveying programme in March 2022. One of these involves taking decisions and being honest with the public; one is trying to score political points. I answered her question: the information will be provided this week—[Interruption.]

Thank you, Madam Deputy Speaker. I think I answered the hon. Lady’s question. The information will be published this week. Everything will be fully funded: the mitigation, any revenue that is required on a case-by-case basis, and also the rebuilding of the schools.

When it comes to doing a good job, I make no apologies for praising the work of the Department for Education. Not my work, no, but the work of colleagues, of schools and of professionals who have helped to ensure that we are not sending children back to school without the guarantee that they will be safe. I have had teams working for weeks and all weekend to get portacabins, to find alternative sites and to help put in place urgent mitigations. Those people are doing a brilliant job and I want to thank each and every one of them.

My right hon. Friend is absolutely right to put the safety of children first and to take a cautious approach, but I know from speaking to headteachers in my constituency that her Department has been speaking to schools about RAAC and how to mitigate it not just for weeks or months, but for years. One of my schools, in Cranbourne in Basingstoke, already has in place a plan with her Department for how to resolve that problem, but the new technical guidance has thrown up two suspected cases of RAAC in my constituency. Could she outline for parents how quickly those suspicions will be either confirmed or negated, so that those schools can continue to function fully in the future?

I thank my right hon. Friend, her local authority and her responsible bodies for responding to the questionnaire. Ninety-five per cent. have done so, which is why I am really worried about the 5% that have not. We will survey those with suspected cases in the next few weeks—we will probably get to them in the next two weeks. About two thirds of those surveyed turn out not to have RAAC, but we want to know exactly where it is. We want to make sure we completely mitigate all those cases.

Obviously, the safety of children is paramount and urgent actions have to be taken to resolve this situation. The Chancellor said yesterday that the Government will “spend what it takes” to sort out this problem, yet Treasury sources have admitted that there will be no new money to pay for the remedial work, with the cash instead coming out of the Department for Education’s existing capital budget. Can the Secretary of State give us some clarity on that? Given that existing budgets are already extremely stretched, what discussions is she having with Treasury colleagues to access additional funding?

The Secretary of State mentioned the devolved Administrations, and clearly this affects buildings across the UK. The Scottish Government’s budget has already been cut, so can she confirm that there will be additional funding for the devolved Administrations to carry out the remedial work that will have to take place in those jurisdictions?

The Sunday Mirror has reported that up to 7,000 schools could be at risk but have yet to be assessed, and a National Audit Office report in June found that 38% of English school buildings had passed their recommended RAAC lifespan. This means that around 700,000 children in England are being taught in schools that require major rebuilding.

The Secretary of State mentioned the questionnaire that has been sent out to 22,000 schools. Can she give some clarity about the responders? What expertise do they have to make the assessments to which she refers? Given the figures I have just quoted, it would be good to know the number of schools affected, as a number in the hundreds seems unrealistic. Can we have a more realistic figure for the number of schools that are likely to need work to be done?

Finally, can the Secretary of State guarantee that children in schools that have not been closed are absolutely safe to return to lessons?

I do not know whether we can believe everything we read in the press, but I have read that Scotland does not plan to close schools with RAAC, which is a bit worrying. We will continue to share technical information with our counterparts, and we have offered meetings.

When we receive new information and new evidence, we sometimes need to take a new approach. That is the decision I took very recently, and I think it is the right decision. I would be very happy to work with the hon. Lady and her colleagues to share more information.

Every year we have a capital budget, and we are investing significantly in our schools. The overall capital budget in the 2021 spending review was £19 billion, of which £7 billion is allocated for 2023-24. When we come to the next phase, we have allocation to rebuild some of our schools, but we will look in detail at what more will be required.

The Secretary of State will know that St Andrew’s Junior School in Hatfield Peverel is now closed, and other schools in my constituency, including two large secondary schools, are experiencing partial closures. They have mitigations in place, and there is a lot of work under way. I hope she will join me in thanking Essex County Council, in particular, for the extraordinary leadership it has shown in working with schools. I also put on record my thanks to the noble Baroness Barran, who has been supporting Essex MPs and families.

I have some specific questions. Promises have been made on capital costs, but will there be support for revenue impacts such as travel, switching to remote learning and, in particular, children with special educational needs? Our county has a very high level of pupils with special educational needs and disabilities, and we need to understand that.

If I may, Madam Deputy Speaker, let me ask about caseworkers, who have been mentioned. We need to know whether or not they are going to engage with MPs; my experience to date has been that they are not prepared to speak to MPs about what is going on in schools. Finally, what is Ofsted’s role in this? If it is going to be looking at schools, will it account for disruption caused by this issue and for the impact it will have on school exams, particularly for children who are being examined this year?

I thank my right hon. Friend for that, and I very much join her in praising Essex County Council. There are a lot of cases in Essex—there is a concentration there—and it has done an amazing job. It has answered all the questionnaires in great detail and it is very much gripping the issue, and we are working very closely together.

On revenue, we have said that on a case-by-case basis, if the school will come to the Department and tell us what revenue impact there is, we will make sure that it has the support it needs. Caseworkers are currently focused on working with the schools; it is very early in this process. We are mitigating a lot of the work, but not everybody is as far ahead as some of the schools to which my right hon. Friend referred. We have opened a hotline—a helpline—for Members of Parliament. We extended the hours so that it was open at the weekend. I know that some people got their “Dear colleague” communication and did not notice it until the helpline had closed, so we had that open at the weekend—it will be open all through the week as well. They will be getting the same information from the caseworker system, and that is how it will work.

When the Prime Minister, as Chancellor, slashed the schools repair budget, despite being warned of the danger to children, how big a factor in that decision was the fact that neither he nor most of the Conservative Cabinet actually use state schools for their own children?

It is simply not correct to say that the size of the school rebuilding programme has been cut in recent years; it is currently at the same scale as was announced in 2020, which is roughly in line with the scale of rebuilding projects being delivered per year since the start of the previous programme. [Interruption.] So, if Members want to listen, it is the same scale of rebuilding projects being delivered per year as since the start of the previous programme. The priority school building programme will continue and we will continue to fund the schools.

Thank you for calling a state-educated Conservative Member, Madam Deputy Speaker.

May I, through the Secretary of State, thank Baroness Barran, who reached out immediately to me, together with a highly competent senior official, when this problem arose in one of my local schools this March? Not only did they do that, but they seized the opportunity to encourage a resending of the questionnaire to the network of schools, through the contact that I had with one of my local headteachers. I have rarely, in 26 years in this House, seen a Department so proactive on an issue as this Department has been on this one, and I thank it for that.

I thank my right hon. Friend, from one state-educated person to another. It is true that we have taken action quickly, but Baroness Barran, in particular, has been working on this since way before I was in the Department and has done an amazing job. I thank him for recognising that. She has really pushed us to make sure that we get additional information, get the evidence and have all the surveys back, so that we know, unlike most other places, where RAAC is in our schools. When I was tasked with the new evidence, I could identify exactly which schools were impacted immediately because of all the work that she had done.

As we have heard already that the capital budgets for this year are going to be raided to pay for the Government’s failure and incompetence over the past 13 years on maintaining and rebuilding our schools, can the Minister just explain to me what will happen to schools, such as Hall Road Academy, in my constituency, that are desperately in need of a rebuild? Will that school get the rebuild now? Finally, if she is really short of cash in her Department, perhaps one option might be to bring in a swear box to raise a few bob. [Laughter.]

I thank the right hon. Lady for her joke, but as a Scouser I have a bit of a higher bar, I think.

In addition to our targeted work on RAAC, we have continued to invest in improving the condition of the school estate, with over £15 billion allocated since 2015, including £1.8 billion committed for 2023-24. That is informed by the consistent data on the condition of the estate. By the way, the Labour programme, about which there were scathing reports, did not even look at the condition—it was not a factor or a criterion. On top of that, we will transform 500 schools through our school rebuilding programme, prioritising those buildings in the poorest condition and those where there is evidence of safety issues.

We have put a caseworker in place so that each school can work with that caseworker, as well as having access to the temporary accommodation and the company that can do the propping work, which we have already secured, or to additional surveying, if required. We are working closely with local authorities, but I urge the 5% of local authorities that have not responded to the questionnaire to respond—that is more important than ever.

I thank the Secretary of State for her statement, but I urge her to do two things. First, will she impress on the Prime Minister that this is a national-scale problem that will reach across all Departments, as we know there are other affected public buildings? She mentioned putting children’s safety first, and I am sure we all agree with her, but in her discussions with the devolved authorities, will she impress upon the Scottish Government the need for urgency? As she mentioned, they are still saying, as of today, that the buildings are safe. Two primary schools have been named in my constituency and I am concerned that perhaps the Scottish Government are not acting with the urgency that is necessary.

There are two ways of going about this. The first is to go through the responsible bodies. To be fair, that was what we were doing until 2019, but then we did not think that we were being quick enough. We did not have a good enough picture of where RAAC was and what state it was in. That was why we started the direct questionnaire and surveying programme that has enabled us to have the data to take quick action when we got new evidence over the summer. We will continue to share that new evidence with the devolved Administrations. I believe that sometimes it is right to take a direct approach. That is not typical for a Government Department in Whitehall, but sometimes it is the correct thing to do. That is what we have done, and I think that will put us in good stead for being decisive about keeping pupils safe.

The three schools known to have RAAC in my constituency have all opened safely to all students this week. I particularly thank the headteacher and team at Springfield primary school. They had to close their year 5 and 6 classrooms last term, but immediately, within a week, the students were found accommodation in other schools. All the building work has been completed over the summer and the prefabs that had been ordered just in case are now being released to other schools.

It is right that children’s safety comes first, but it is also right that we are mindful of the language that we use towards children and do not make them more frightened than they need to be. I would encourage colleagues not to exaggerate or generalise the risks, but to work with each affected school calmly to get the issue resolved for children.

My right hon. Friend is absolutely right. We are working proactively. We have the information, the skills and the people who are going to support us. What is most important is that we minimise the disruption to children. As my right hon. Friend points out about her own constituency, in most cases there is minimal impact, but we have to work together to ensure children are back in school as soon as possible.

I was a teacher at a secondary school when the Building Schools for the Future funding was cut by the Conservative-led Government in 2010. Has the Department for Education carried out an assessment comparing schools that had their BSF funding cut with those that have RAAC?

Yes, I have, and there are not very many. There are two things that we need to know about Building Schools for the Future. The first is that it was not based on condition, and the second is that it did not include a single primary school. Many of the schools that we have identified—156 of them—are primary schools. I was not involved in the Building Schools for the Future programme, but I have looked at it in great detail. I remember it from growing up in Knowsley. The schools that were built did not contain a single classroom wall. Known locally as the “wacky warehouses”, they cost a fortune and then cost millions to put right afterwards. I point the hon. Lady to the James review, which was pretty scathing about the programme, saying that it was bureaucratic, that it failed to deliver—I think it delivered 180 schools—that it was not based on condition and that it built wacky warehouses in Knowsley.

As the MP with eight identified schools with RAAC issues and two others under investigation, which is more, I think, than in any other constituency, may I thank her for her exemplary statement? It was perfectly rational and demonstrated that she personally has taken on her responsibilities despite the political dangers that she has put herself into. May I just ask about the caseworkers? Is there one caseworker for each school? If not, how many schools is each caseworker having to deal with? It would also be helpful if we could contact the caseworkers, as my right hon. Friend the Member for Witham (Priti Patel) said.

Finally, may I ask about the school buildings that have already closed? Mistley Norman in my constituency, for example, was closed in July, and the Secretary of State will know that I had a meeting with Baroness Barran about that in July, which means that we have been working on this long before the issue blew up last week. Will the capital funding be made available to rebuild Mistley Norman School?

My hon. Friend is right that he has many impacted schools in his area. On capital funding, the Chancellor was very clear that we will do whatever is necessary to keep children safe. There are three stages. The first is the funding to make sure that we put all the mitigations in place. The second is to look at revenue funding if that is required on an ongoing basis, and the third is the rebuilding programme. On the caseworkers, there are just over 50 of them, so they are more or less dealing with two schools each. On the matter of access to the caseworkers, as I have said, right now they are focusing on the schools, but the helpline is supposed to have access to the same information. Perhaps we will consider a specific approach for Essex MPs, so that we can go through the work in detail with some of the caseworkers, because I think that could be helpful.

After Grenfell, many of us raised concerns about the risks to buildings from other materials, but they fell on deaf ears. This morning, the Prime Minister said that some 900 schools could be affected. Warnings were made to the Government many years ago, but they fell on deaf ears. Can the Secretary of State explain to the British people—parents who are rightly concerned about whether their kids and their kids’ schools could be affected—that their children will be safe and that she will put in place the support and resources that are urgently needed to respond to this crisis, which has been brought about by the negligence and incompetence of her Government?

The hon. Lady needs to know that the Labour party was also warned about this issue in 1999, 2002 and 2007, and what did it do? Nothing—not a single survey. Yesterday, the shadow Secretary of State dismissed concerns about RAAC in Wales, because the Government there were following Labour policies. As soon as a school collapsed in 2018, we issued a warning to all responsible bodies that they were the ones that were responsible. We also issued guidance on how to identify RAAC, and, in answer to the hon. Lady’s question, instructed them to use structural engineers to do that. We also thought that we needed to go further, which is why we are probably the only country in the world that has a good understanding of where RAAC is in all our schools.

Obviously, this is a very serious issue, but when I talked to the chief executive of a large, multi-academy trust at the end of last week and over the weekend, he said that the Government had absolutely made the right decision in the guidance that they had given. As we have heard, we are particularly affected in Essex—about half the schools are in Essex. Indeed, Madam Deputy Speaker, I believe that you are very concerned about six schools in your own constituency. While we are working through those, one issue that has been raised with me is that of ongoing funding. I know that the Secretary of State has already addressed this, but can she again confirm from the Dispatch Box that any additional revenue costs—reasonable revenue costs—will be met so that budgetary concerns will not be a barrier to delivering face-to-face education that our children so richly deserve?

I am glad that my hon. Friend used the word “reasonable”, because the reason we have asked for the revenue to come on an individual basis is that they will all differ. Obviously, we need to ensure that it is reasonable, and that it is put in place. We will certainly support any school with additional funding as is required. Due to the fact that, as he mentioned, almost half the cases are in Essex, it probably warrants setting up a working group with the Essex MPs, so that we can work through them in great detail.

I believe Birmingham is quite badly affected, if the Secretary of State would like to come and hang out with us. I have a number of schools in my constituency that have RAAC confirmed, and some where it is suspected. One particular concern of the headteachers is that they are this week expecting Ofsted to come in, having had to completely redo all their timetables and change all their teaching arrangements over the weekend. I wonder whether the Secretary of State can give some assurances that that will not be allowed to happen where that is the case for any of these schools.

On timing, the Secretary of State said earlier that she had teams working for weeks on procuring portacabins, which suggests that she knew before 31 August that more schools would need to close all or part of their building. Can she explain why she had people procuring portacabins for weeks?

Very happily. The hon. Lady might work out that I do know this in great detail. The portacabins that we were procuring for weeks were for the 56 buildings that we had already identified with RAAC that were critical. We took those immediately out of use, so we had that need for those 52—it was actually 52. The 104 that were non-critical are now deemed critical because of this new evidence, so we will continue to do that. We have contacted more suppliers already and we have that in place, because we do not want to have a delay there.

I am always happy to visit the hon. Lady in Birmingham. In terms of the particular Ofsted case, if she wants to give me the details we will see, if it is appropriate, whether we can delay it. Ofsted usually delays if there are some specific issues within a school, so we can raise that with it.

Putting the safety of children first is obviously right, but the Secretary of State will know that Kingsdown School, a special school in my constituency of Southend, houses some of the most vulnerable children in Southend and indeed the south-east, and is currently closed due to RAAC. The headmistress, Louise Robinson, and the new cabinet portfolio holder Helen Boyd at Southend City Council have been brilliant, working around the clock—I thank the Schools Minister too for his support last week—but they need three things. They need the result of a risk assessment, some demountable classrooms and some structural remediation measures. Will the Secretary of State please write and tell us exactly when those will materialise?

I am very happy to. I know that Kingsdown was one of the first identified, and obviously has additional special needs as well. A caseworker is looking into that. Also, just so that it is clear why we made the decision not to publish all the names initially, Kingsdown’s name was published by the council and it was inundated by media, which made it incredibly difficult. The school asked for our help in ensuring that it did not have too much of a media distraction, so we really needed to be conscious of that as well.

The Department for Education itself assessed in 2020 that it needed around £7 billion a year for capital funding for schools. The Department bid, after some negotiation, for £4 billion in the 2020 spending review but was allocated only £3.1 billion. That was after over a decade of underinvestment in capital and maintenance in school buildings. Can the Secretary of State not acknowledge that some of these things are chickens coming home to roost?

As I said in answer to an earlier question, we are investing significantly in our schools. The overall capital budget of the 2021 spending review was £19 billion, of which £7 billion was allocated to the year 2023-24.

I commend the work of Baroness Barran and county councillor Tony Ball and all his team at Essex County Council, who have worked their socks off ultimately to keep children safe, but I regret to tell the Secretary of State that, having now managed to speak to all the heads of affected schools in my constituency, there are a number of differences between what I have been told by her Department and the ground truth that I have been told by the headteachers. For instance, back in July Hockley Primary was promised eight relocatable classrooms ready to go by today; they now will not be available until mid-November. When the list is published later this week, can the Secretary of State please ensure that the information in it is absolutely accurate and up to date, because that is the best way to reassure parents, staff and pupils, not least those parents who will be very upset if they hear with virtually no notice that they have to take weeks off work because their children cannot go to school?

My right hon. Friend raises one of the challenges that we face. In the case of Hockley, soft ground has meant that we have to put footings in place before we can put in the temporary accommodation. Each site is different to some degree. That was one reason we were taking time to ensure mitigations could be put in by school. It is difficult because each school could have specific circumstances. I am afraid that the list and the information will evolve over time as we get more and more details, and the caseworkers will keep us up to date on that.

Today the Secretary of State has proved the value of having media studies on the curriculum.

On the serious point, I have been notified by both my local education authorities, Tameside and Stockport, that no schools under their control are affected. What they cannot tell me is whether any of the voluntary-aided, academies or free schools within their areas are affected. I would like to know how soon we will get those assurances. On Russell Scott Primary School in the Denton part of my constituency, which we have battled to get successfully added to the Government’s school rebuilding programme—it has its own issues, not associated with RAAC—can the Secretary of State assure me and the headteacher that it will not be bumped down the programme to patch up this mess?

If the hon. Gentleman has schools impacted in his area—multi-academy trusts—they will have heard directly from us and he should have a “Dear colleague” letter with the details. Then he can contact the helpline to get more information, if he wants to. I thank him for his kind comments about media studies; I think it proves that that is not what I did before I became a politician. In terms of Building Schools for the Future, it will be based on condition and need, but of course we will work with him and his school and tell him its condition and need and whether it is prioritised.

The Secretary of State is absolutely right to prioritise the safety of our children and to close schools where necessary. Will she now give the House an assurance that those 600 priority schools will be surveyed as quickly as possible? Then we can move on to all schools and find out where RAAC is present, and take the appropriate remediation for every school that has it.

I assure my hon. Friend that it is already below that number because we have been surveying every day. We have now contracted eight building surveying companies—we had three; we now have eight—to ensure that we have sufficient capacity to do that as quickly as possible. We will do a survey for all the ones that are suspected to have RAAC—as I said, most of them will probably not go on to be confirmed to have it—and we hope to get through them all in the next couple of weeks.

As one of the Ministers who came into the DFE back in 2010, we found that, contrary to some of the claims made by those on the Opposition Front Bench, Building Schools for the Future was hugely expensive, hugely bureaucratic, involving elaborate quangos, with most of the money being spent before a single brick had been laid, and mostly built with private finance initiative funding, saddling schools with interest payments for 30 years. How many of these schools may have been PFI-funded, and who will pick up the remedial work bill for them?

My hon. Friend reminds us all of the other legacy of the Building Schools for the Future programme: the PFIs that probably they are still paying for today. The Department has taken a different approach and has reduced costs by simplifying the design and construction, with more standardisation of design, and finding economies of scale by offering central procurement, and we have reduced the cost significantly of each school. On PFI, I will have get back to him, because I do not know how many of these, if any, have any remaining PFI—certainly not under our watch.

In Newham, we have 8,363 children in temporary accommodation thanks to the Government’s housing policies. That is more homeless children in one borough than in three whole English regions combined. At the moment, we have one primary school confirmed with RAAC and several others, including a very large secondary school, still in limbo. School closures may therefore be a problem for thousands of children who, as during covid, will not have access to remote learning. Can I at least be assured today that, this time, this Government will prioritise children without access and provide particular and individual resources to support their education, so that they do not endure yet another blight on their life chances due to the continuing incompetence of this Government?

I assure the hon. Lady that this is nothing like covid; it is going to be much quicker. We will reduce the impact on face-to-face learning as much as possible and of course we will prioritise getting children back and making sure that they are in school. On Newham, I am sure she is absolutely delighted that, due to the reforms of the Conservative Government, it is now one of the best-performing areas in the country.

I am not aware of any RAAC schools in Stoke-on-Trent, but we have a number of schools with wider serious structural and safety issues, particularly Trentham Academy in my constituency, which we hoped would be included in the school rebuilding programme, but that was stopped because of the PFI agreements. Will my right hon. Friend ensure that, just as with all the RAAC schools, we assess schools for wider structural and safety issues and look at how we can ensure that the schools that are part of PFI agreements can have those issues addressed as well?

At least three schools in Somerton and Frome may have this weak concrete. Will the Education Secretary apologise for all the stress that this Government have caused families because they have slashed repair bills and sat on their hands for months?

I thank the hon. Lady for her maiden question. It is a little ill-informed. If the schools in Somerton and Frome are identified, she will have a “Dear colleague” letter; I will just check that has happened, because I know she is new to the House. If the schools are suspected, as long as her local authorities or multi-academy trusts have responded, we will be coming to do the surveys as soon as possible and then we will have mitigation actions in place to make sure that there is minimum disruption to children in Somerton and Frome.

The Chair of the Public Accounts Committee rightly drew attention to the National Audit Office report that highlighted the serious underfunding of the capital programme in the Department for Education, which is the real cause of these problems. That report also said:

“DfE currently lacks comprehensive information on the extent and severity of potential safety issues across the school estate”.

That is a damning indictment. The Secretary of State cannot stand up in this House today and say that our children are safe, because she does not know whether any more systemic failures of schools presenting safety problems are going to occur.

We have done three building and conditions surveys, plus we have had the RAAC surveying and questionnaire programme, so we know a lot more than anybody has ever known, including everybody on the Opposition Benches.

It seems that the risk of RAAC being present in two of my South Leicestershire schools is very low, but as yet it has not been ruled out. Would my right hon. I am not sure of the status of those two schools, but if their questionnaires have been provided and they are on the suspected RAAC list, there will be surveyors going in in the next couple of weeks. At that point, if they are identified as having RAAC, we will immediately take action similar to what we did last week with the 104. Parents will be informed immediately if that action has to be taken, but, as I said earlier, two thirds of schools that are suspected do not turn out to have RAAC.

Seven Mills primary school in my constituency was found to have RAAC following an inspection earlier in the year. It is a small school and has had to close its main hall, which is its biggest space. I visited the school last Friday and saw for myself the logistical challenges that the school leadership have had to overcome at such short notice to ensure that they can deliver teaching, school lunches and physical education from other spaces. While the school is not one of those most severely impacted by RAAC, I am concerned that schools in this category, which at present are able to remain open, will be left behind in capital works and in receiving the associating DFE funding and support for those works. Every school impacted by RAAC needs to be remedied as quickly as possible, so what assurances can the Secretary of State provide that schools that are currently able to remain open will not have to endure disruption for a longer period because they may be deemed a lower priority?

It is our intention that all the schools remain open as much as possible and we expect that most of them will. I thank the headteacher and all of the staff at the hon. Lady’s school, because they have worked very quickly, they have done a lot to make sure that they move things around within the school system so that they can keep children learning and they have been flexible. If there is disruption that is incurring costs, or if they wish to access temporary accommodation or other costs, they can talk to the Department for Education and see whether they are eligible for that programme.

Thank you, Madam Deputy Speaker—my question will be short. Multi-academy trusts are not getting in touch with MPs. Could the Secretary of State please ensure they do? I have two that are not in my constituency. That brings me to another problem: as the Minister for Schools, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb), is aware, Haygrove School in my constituency is a brand-new building that has now basically been condemned. The problem is that people think it is the cement. That building is two years old. I am afraid, Secretary of State, that decisions need to be made now about the building being re-done as soon as possible.

One positive from this farce is that we should hear no more lectures from Conservative Members about us not fixing the roof when the sun was shining. How detailed and accurate will the list be when the Secretary of State produces it? I ask because she emailed me on Friday night saying that no schools in my constituency were affected—one may be a possibility—but on Sunday I heard from a headteacher who has had to make arrangements because RAAC had been discovered in their school. The Secretary of State tells me that no schools in my constituency have a problem, but I know for a fact that that information is incorrect, so can she give an assurance that, when it comes out, the list will be 100% accurate?

May I thank the Secretary of State for giving such a measured and reasonable statement in these very trying circumstances? The timing is terrible, as she acknowledged, but it is right that we put children’s safety first. Can she confirm that the reason the timing is terrible is that new facts have come to light, and that is why we have had to make the decision that we have?

Yes, I can confirm that those that have been identified as having RAAC—there are two types: critical and non-critical condition—will have had action. We changed the action for the non-critical. Those that may be waiting are those with suspected RAAC, for which we will be doing surveys in the next two weeks. I am not sure whether the hon. Lady has a school in mind, but it could be in either of those categories.

The information that I have from my right hon. Friend the Secretary of State is that there are no confirmed cases of RAAC in Stroud schools, but three schools are taking surveys as a precautionary measure, and those surveys will be accelerated. Will she take this opportunity to reassure parents and schools? If they listen to the media or to those on the Opposition Front Bench, they will think that every school in the country is crumbling, which is absolutely not the case. Will she also talk to the Department about ensuring that headteachers get information ahead of the public and the media, because we know that that has not always happened, and it is important to families?

My hon. Friend makes an excellent point. To put the scale into context, there are 22,500 schools in the country and 156 have been confirmed with RAAC. Of those that are suspected, which will go through the survey process, probably a third or less will be confirmed with RAAC. So it is important that we put that into context. We have taken tough decisions and the right action. The vast majority of parents, teachers and children will not be impacted by RAAC in our schools.

What has been exposed is how close the Government were prepared to go to catastrophe in one of our schools before they took last-minute action this summer, just before schools went back. A school in my constituency has had to close substantial parts of its buildings. A letter from the DFE, following their discussions, says:

“As officials discussed with”

the trust

“the immediate actions should be treated as a short-term measure and you should already be developing a long-term plan for remediation of RAAC panels in your building.”

The next paragraph goes on:

“Please note the building survey in June 2023 was carried out as part of the DFE’s central RAAC Assessment Programme. As such, it should be considered in addition to, rather than in place of, any professional advice that you seek.”

Just exactly how will the Government determine what they will pay for? What work will they accept? Will it be the professional judgment of the people the schools engage, or will it be the surveyors from the eight companies that the Secretary of State has just spoken about? How will these matters be resolved going forward, because the devil in these things is always in the detail?

The Secretary of State knows that in July I met the Minister for Schools, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb), when St James’ Primary School in my constituency was found to have RAAC. The headteacher Mr Tutt and his staff and governors have done a heroic job in finding space for the children and having works done during the summer to restore the classrooms. Will the Minister meet me straight after this statement to confirm that they now pass muster so that the school can reopen as planned?

There are conflicting reports about William Cassidi Primary School, St Michael’s Catholic Academy and Frederick Nattrass Primary Academy. The Secretary of State told me in her letter that they may have the dodgy concrete and that it could take weeks to survey them, but Stockton-on-Tees Borough Council says that no schools in the borough are affected and all remain open. How can school leaders reassure parents and the children themselves that they are safe in school when there is such conflicting information, and who is right?

In the face of changing evidence, the cautious approach is clearly the right one, but, as has been acknowledged, that leads many pupils, including some at Waddesdon School in my constituency, back into receiving online learning rather than the face-to-face classroom learning that they deserve, which, equally, has a knock-on impact on a small number of children when it comes to safeguarding.

Over the weekend and today, I have been in close contact with headteacher Matthew Abbott and his team at Waddesdon School, and so far, as of their call at 2 pm, they have not been offered direct assistance in getting temporary classrooms. Rather, they have been given the impression that they are to be left to their own devices in procuring their own under the usual public sector procurement rules, which are very onerous when it comes to renting things such as village halls or the Methodist church. Will my right hon. Friend intervene to ensure that Waddesdon School does get support on temporary classrooms, or, if it is left to its own devices, that the public sector procurement rules are made more lax when it comes to getting those facilities?

I fear that the Secretary of State will rue her boasts about her good understanding as a hostage to fortune in what is going on today. Late on Friday evening, she wrote to me to say that Walthamstow School for Girls was being surveyed for suspected RAAC. That was a source of deep frustration to my local authority, which, when it saw that there were national incidents, spent its own money surveying every school in our borough and then paid for the remedial works. It has told the Department for Education about that not once, not twice, but three times. When there is this little grip on what is going on, how can any parent, pupil or school staff member have any confidence? If the Secretary of State wants to know why people are laughing rather than saying that she is doing a good job, she needs to look in the mirror.

I will take the hon. Lady’s advice and look in the mirror later. It is the responsible body’s job. If it has already gone ahead—as per the warnings we issued in 2018; we told everybody what they needed to do—I am delighted that it got on and did that work.

I thank my right hon. Friend the Secretary of State for the hotline that she set up. I am pleased to say that it has informed my office that no RAAC has been found in my constituency, but I welcome the work she has done to keep children safe where it has been found. The Sir William Robertson Academy in my constituency does not have RAAC, but it does have other structural issues and is in the school rebuilding programme. The Chancellor has said that the money required to repair the concrete will be available. Can my right hon. Friend confirm that that is new money, and that the rebuild of Sir William Robertson Academy will still go ahead?

I received an email from the Secretary of State at 7.15 pm on Friday, the weekend before schools were due to go back, advising that a school in my constituency might be affected, so the truth is that the Secretary of State does not even know. Can she advise when parents will know whether or not their children are safe at school, because this is not good enough, is it?

They are safe in school. When I say that a school might be affected, that means it has been identified as containing suspected RAAC from the questionnaire that the responsible body has sent back. Those are the ones we will be doing the surveys on in the next two weeks. As I say, usually two thirds of them are not affected, but it sounds to me like the hon. Gentleman’s school is in that category, and we will be getting to it in the next two weeks.

When the issue of RAAC across the whole public estate was raised, I asked the Department what estimate it had made of the implications of its policies on the use of that material. On 25 July, I was told:

“It is the responsibility of those who run schools and who work with their schools day to day to manage the safety and maintenance of their buildings…The Department provides support on a case by case basis if it is alerted to a serious safety issue which responsible bodies cannot manage independently.”

Can the Secretary of State tell me who the responsible body was before this issue was brought to her attention? Was it the headteacher and the governing body, the local authority or the Department for Education?

The responsible bodies are typically the local authority or the multi-academy trust, but it is fair to say that we have recently changed our approach to become more directly involved, to make sure we help schools and responsible bodies to move quickly on this issue.

I put on record my thanks to Hornsey School for Girls and the local authority, which do have a plan for students to return safely to school. My question is whether the money that was intended for the neighbouring schools—Fortismere, which is riddled with asbestos, and Highgate Wood School, which is desperate for a new sports hall as its current one is crumbling and Dickensian—will be used for Hornsey School for Girls? Is one part of the budget just going to be raided so that it can prop up a failing Government, a failing education service and a failing Education Department?

Of course, education is devolved in Wales, but as the Secretary of State has rightly said, this is not a time for political point scoring, nor is it really a time for jurisdictional squabbling. Given that this issue predates devolution by several decades, will she confirm that, should the situation arise in Wales, any remedial funding required to repair the buildings will still be provided by the UK Government?

As the hon. Member for Delyn (Mr Roberts) has just said, the schools that are suffering from RAAC were built before devolution and the advent of the Welsh Government and have been inspected properly by the local authority. The Secretary of State has said to the Welsh Education Minister,

“I stand ready to support you”,

yet the Chancellor has said that there is no new money. Might not the people of Wales, and the people of Holyhead and Menai Bridge in particular, feel her words as an empty political gesture?

The Secretary of State will know that people go into teaching because they have a passion for educating young people and giving them a brighter future. They do not go into teaching to become building managers, and given that over the past 13 years lots of caretakers and school building managers have been cut because of school budget cuts, what confidence does she have that the information she is getting from these questionnaires is accurate?

It is the responsible body, not the schools, that is responding to the questionnaires. As the hon. Lady says, the schoolteachers are there to teach the children, but the responsible body will be responsible for filling in the questionnaires.

I welcome the Secretary of State’s commitment to publish the list of impacted schools as soon as possible. She is urging responsible bodies that have not responded to the questionnaires to fill them in and return them, and she said that 5% had not done so. Could we not make it a statutory requirement for responsible bodies to return those questionnaires, and will she think about publishing a list of those responsible bodies that have not done so?

I spoke with the chief exec of a local trust earlier today, and that trust’s top priority is how it is going to fund this work. I was worried to hear the words “reasonable costs” from the Secretary of State just now. Can she confirm that a list of what is considered reasonable costs will be published as soon as possible, and would that include heating, for example? Clearly, heating a portacabin over winter is going to be much more costly than heating a well-insulated classroom.

Actually, the portacabins of today are very well insulated, but I would advise the hon. Lady that any particular case should be referred to the Department. The school can come directly to the Department with its revenue requests, and we will look at each one on an individual basis.

Last year, it was announced that Wales High School, one of the largest secondary schools in Rother Valley, was part of the school rebuilding programme, with an investment of tens of millions of pounds to improve conditions for children. Does the Secretary of State agree that this Government have invested in rebuilding our schools, so that all of our children across the country have a better standard of education?

Yes, I absolutely agree. Our school rebuilding programme is much more efficient and much cheaper. It comes complete with classroom walls, and it is definitely much quicker to build as well.

How many of the schools affected are academy schools? Are any of them free schools or stand-alone academies? For those schools that are not directly accountable to the Department for Education, what support are the Government giving to local authorities and diocesan authorities? In cases such as that of the school affected in my constituency, it is the Church of England that is on the frontline, so it needs extra help as well.

The Church of England is the responsible body for some of the schools as well. The schools affected were built between 1950 and the mid-90s—it is only schools built during that period—and we will work with all the responsible bodies.

If an expert in concrete advises that a building might collapse, it is an obvious call to say that children should not be taught in it, so the Secretary of State was absolutely right to make the decision she made last week. When it comes to ensuring timely and accurate information for local authorities and local representatives, how does she propose to make sure that local councils and local diocesan boards of education are kept fully updated, particularly as the results of surveys come forward?

St James Catholic Primary School in my constituency had critical RAAC identified in June. Despite what the Secretary of State told the media this morning, this has not been immediately fixed, and the school is now closed. Ministers and the DFE guidance have been contradictory on funding temporary costs, and the school has been told to fund travel and temporary arrangements itself. This is not acceptable. Can she confirm a timetable for works to make schools safe, and that all costs will be fully funded? Finally, she made it clear earlier today that she does not consider this situation to be her fault or her responsibility, so maybe she can tell us who she thinks has been “sat on their arses”?

I made the point to a journalist earlier— an off-the-cuff remark after the interview had finished—but I was responding to the fact that, in effect, the journalist had interviewed me in a way that suggested everything my fault; saying everything in 1994 was my fault, when I was working elsewhere. I pointed this out to the journalist, off the cuff—[Interruption.] No, I am not thin-skinned at all. It was something I said off the cuff.

On that school, which is a much more serious issue, some of the schools on the critical list were closed if they had a large degree of RAAC. Those children should be being accommodated, but if they are not and there is no plan to do so, the Department for Education will be paying for the mitigations that will be put in place.

May I offer some reassurance to the House and to parents in Nottinghamshire? The county council has been working with the Department and schools for many months to get surveys in place to make sure we have an accurate picture of our school estate. As a result of that work, for which I am very grateful, the sum total of disruption in Nottinghamshire this week is the return of one primary school being delayed by a couple of days. That is a good result in the circumstances of this late change of guidance, so I am really grateful for that work and the support of the DFE.

There will no doubt be a massive run on the procurement of temporary buildings in the coming days and weeks, but there will also be existing temporary buildings on school estates that are underused or unused. Academy trusts will not naturally talk to each other about that, so would the Department consider helping to ensure that existing buildings end up in the most appropriate places at the right time?

In 2016, the Levelling Up Secretary admitted that his 2010 ditching of Labour’s Building Schools for the Future programme was one of his worst mistakes. In 2011, a High Court judge said that the cancellation of the programme amounted to an abuse of power. Despite years of warnings, the Government have done very little to ensure that our public buildings are safe. Is the Secretary of State ashamed of this record, and will she apologise to taxpayers, who want to know why they have to pay so much for so little?

Absolutely not, and I would just like to point out to the hon. Gentleman that the Priority School Building programme schools were one third cheaper per square metre than those built under Building Schools for the Future, and that is a fact from the National Audit Office in 2017.

A new and much-needed special educational needs and disability free school for the East Riding was announced in March 2023. I wish to impress upon the Secretary of State the fact that repairs must not come from current education budgets, since in Scotland these budgets are already reeling from Labour’s appalling private finance initiative legacy, which sold out the taxpayer. Can she offer me an assurance that the UK Government will provide all necessary additional financial support to all affected schools in Scotland, such as the PE block in Ardrossan Academy in my constituency? While she is weighing up the funding issue, can I ask her to bear in mind that, in the last financial year, Scotland’s capital budget was cut by £185 million in the face of soaring inflation?

I have two schools that are affected: St Bede’s in my own constituency; and St Leonard’s in the City of Durham constituency, to which a lot of pupils travel from my constituency and which has been closed. Parents I was speaking to over the weekend are both concerned about their education, and frustrated and angry, frankly, at the way the Government have dealt with this.

The Secretary of State said in her statement that her Department had been working all weekend. I spoke to one of her civil servants this morning—a very nice gentleman, I have to say—and he told me nothing, frankly, because he had nothing to tell me. I also spoke to the head of St Bede’s school this morning, who made sterling efforts on Friday to try to get alternative provision in community centres and other buildings in the area, only to be told that the Department has to sign these things off. It is chaos, the way this is being dealt with in County Durham.

Can I just say something about St Leonard’s? If the funding earmarked for the rebuilding of St Leonard’s had gone through and not been stopped by this Government, who instead made the ideological decision in 2011 to bring a free school to the City of Durham, which then closed three years later, costing £4 million, that £4 million could have been spent on education in Durham.

We have got the contracts for the portacabins. In a few days, we have actually stood up a helpline system and a caseworker system. I think the schools, working with the caseworker, will be getting all the mitigations in place, but it is a policy that was announced last Thursday.

What happened last Friday was an absolute disgrace. My constituents were thrown into disarray when St Leonard’s school had to close. Is the Secretary of State aware of the difficulty and distress this has caused? Childcare and work had to be rearranged, all at the last minute and all against the backdrop of a cost of living crisis, so what support will be offered to those vulnerable pupils and families, especially those on free school meals? Will there be a promise of financial support for repairs to the school, and when can the school expect a timescale to make the school safe? I must say that the local authority and the Department for Education have been pretty useless, and I want to put on record my thanks to Durham University, which is stepping up and trying to be as proactive as it can to help solve this situation.

Of course, for parents and for children this was very difficult. I have said that if I could have done it any other way, I would have done so. But faced with the information I had, I thought that was the best thing to do to keep children safe in our schools. I know the timing was very difficult. On the repairs, yes, I can assure the hon. Lady that there will be support, first, to mitigate whatever the situation is at St Leonard’s, and then in future when we look at whether it is refurbished or repaired.

Thousands of parents will be concerned, at the start of a school term, at their children once again being locked out of school and not getting face-to-face teaching, because they know the consequences of this policy. We saw that during covid, when schools were closed down, and we are still living with the consequences for educational achievement, the disproportional impact on the poor, long-term school absence, mental health problems and so on. I hope this is not going to be the default position of the Department for Education every time it identifies risk in a school. Could the Secretary of State tell us what discussions she has had with Northern Ireland officials, whether a number of schools have been identified in Northern Ireland and whether the approach in Northern Ireland is going to be that if the schools are identified, then they will be closed?

We have written to Northern Ireland officials and offered support. It is absolutely our priority to minimise remote learning as much as possible. The right hon. Gentleman is absolutely right: we still see the impact on our children today. For the critical 52 schools that were mitigated, remote learning was needed for, on average, six days, but we are trying to minimise that as much as possible.

I have 40 schools in my constituency, which is one of the poorest in the UK; they simply cannot afford another crisis. They have faced austerity, coronavirus, energy bills and strikes. What support can be offered to schools and parents in Erdington who will be affected by this? Also, we have talked about other public buildings, so how will the right hon. Lady work to ensure that what has been learned from this will be passed on to other areas so that the same mistakes are not made again?

Lady’s area, they will have been identified and we will be working with a caseworker to mitigate those as soon as possible; if there are suspected schools, we will be working to ensure that we survey them as soon as possible. On the point about the wider public realm, schools are obviously quite specific as there are many buildings—64,000 blocks—and most of them do not have an estate manager, so they are managed in different ways, but every Department has their own programme.

Thank you, Mr Deputy Speaker. I was waiting for other hon. Members to hop in ahead of me, but there we are.

I thank the Secretary of State for the answers she has given. In her introduction, she referred to England, Wales and Northern Ireland, because there are issues in Northern Ireland as well. I understand that education is a devolved matter, but according to media reports at the weekend, Saintfield High School in my constituency is having some of the repair work done. What discussions have taken place in Cabinet to ensure that schools in Northern Ireland have the help and assistance they need to make safe their buildings? The restricted budget must take in the increased cost of these works in Northern Ireland due to the logistics of this very specialised work?

We have all listened carefully to what Ministers have been saying. The Prime Minister said it was “completely and utterly wrong” to blame him for failing to fully fund a programme to rebuild England’s schools when he was Chancellor. But is it not in fact the case that what was truly completely and utterly wrong, and what is completely and truly wrong, is for this Prime Minister and this Government to pursue an ideological fixation with austerity, which has caused the lives of children in this country to be put at critical risk?

I can give the hon. Gentleman some good news. We are going to be funding schools more than ever before: £60 billion a year, and the overall capital budget, as I have said, is £19 billion, and that is from the spending review in 2021, of which £7 billion is allocated to 2023-24. We have been building to continue at the same building rate of new schools for a long time.

At least four schools in my constituency have been affected by the RAAC issue. The Secretary of State will be aware that Willowbrook Mead Primary Academy had to close without notice, with children being taught online. The Secretary of State’s letter warning about the danger arrived after children and staff had been back in dangerous buildings in Leicester for three days because schools there reopened a week earlier than most—the start of the school term in Leicester was last week. What does she have to say to the parents, carers and guardians in my constituency whose vulnerable children were put at risk by the Government’s lack of prompt action, investment and care?

I am aware that, as the hon. Lady says, Leicester’s schools start a little earlier. However, the information on which we based our decision only really came forward at the end of August, so when we acted we had to act on new information, and that is what triggered the change. Of course, I am very sorry to parents and children because it has caused disruption to the start of their year, which was the last thing I wanted to do, but my priority is keeping them safe in school.

I have been working closely with my right hon. Friend the Minister for Women and Equalities on guidance for schools and colleges when a child is questioning their gender.

We have always said that this is about safety for children. It is a difficult and sensitive area and more information is needed about the long-term implications of a child acting as though they are the opposite sex. We also need to take care to understand how such actions affect other children in the school or college. These decisions must not be taken lightly or in haste.

It is vital that the guidance we publish gives clarity for schools and colleges and reassurance for parents. So we have made the decision to allow more time—to speak to teachers, parents, lawyers and other stakeholders —in order to ensure this guidance meets the high expectations that these groups rightly have for it.

In the meantime, schools and colleges should proceed with extreme caution. They should always involve parents in decisions relating to their child, and should not agree to any changes that they are not absolutely confident are in the best interests of that child and their peers. They should prioritise safeguarding by meeting their existing legal duties to protect single sex spaces and maintain safety and fairness in single sex sport.

I want to give reassurance of how seriously we are taking this issue, and will endeavour to keep the House updated ahead of any developments.

There is nothing that would make me give such drastic advice. The truth about the apprenticeship levy is that 99.6% of it will be spent this year. We can look in the rear view mirror, and there are some reports going back over time that show some underspend in the levy, but they are back over time. We are now spending 99.6% of the levy. Perhaps what the hon. Gentleman has not appreciated is that some of the funding goes to the devolved Governments.

With permission, Mr Speaker, I would like to announce the publication of the Government’s higher education reform consultation response. This country is one of the best in the world for studying in higher education, boasting four of the world’s top 10 universities. For most, higher education is a sound investment, with graduates expected to earn on average £100,000 more over their lifetime than those who do not go to university.

However, there are still pockets of higher education provision where the promise that university education will be worthwhile does not hold true and where an unacceptable number of students do not finish their studies or find a good job after graduating. That cannot continue. It is not fair to taxpayers who subsidise that education, but most of all it is not fair to those students who are being sold a promise of a better tomorrow, only to be disappointed and end up paying far into the future for a degree that did not offer them good value.

We want to make sure that students are charged a fair price for their studies and that a university education offers a good return. Our reforms are aimed at achieving that objective. That is why the Government launched the consultation in 2022, to seek views on policies based on recommendations made by Sir Philip Augar and his independent panel. The consultation ended in May 2022, and the Department for Education has been considering the responses received. I am now able to set out the programme of reforms that we are taking forward.

I believe that the traditional degree continues to hold great value, but it is not the only higher education pathway. Over the past 13 years, we have made substantial reforms to ensure that the traditional route is not the only pathway to a good career. Higher technical qualifications massively enhance students’ skills and career prospects, and deserve parity of esteem with undergraduate degrees. We have seen a growth in degree-level apprenticeships, with over 188,000 students enrolling since their introduction in 2014. I have asked the Office for Students to establish a £40 million competitive degree apprenticeships fund to drive forward capacity-building projects to broaden access to degree apprenticeships over the next two years.

That drive to encourage skills is why we are also investing up to £115 million to help providers deliver higher technical education. In March, we set out detailed information on how the lifelong learning entitlement will transform the way in which individuals can undertake post-18 education, and we continue to support that transformation through the Lifelong Learning (Higher Education Fee Limits) Bill, which is currently passing through the other place. We anticipate that that funding, coupled with the introduction of the LLE from 2025, will help to incentivise the take-up of higher technical education, filling vital skills gaps across the country.

Each of those reforms has had one simple premise: that we are educating people with the skills that will enable them to have a long and fulfilling career. I believe that we should have the same expectation for higher education: it should prepare students for life by giving them the right skills and knowledge to get well-paid jobs. With the advent of the LLE, it is neither fair nor right for students to use potentially three quarters of their lifelong learning entitlement for a university degree that does not offer them good returns. That would constrain their future ability to learn, earn and retrain. We must shrink the parts of the sector that do not deliver value, and ensure that students and taxpayers are getting value for money given their considerable investment.

Data shows that there were 66 providers from which fewer than 60% of graduates progressed to high-skilled employment or further study fifteen months after graduating. That is not acceptable. I will therefore issue statutory guidance to the OfS setting out that it should impose recruitment limits on provision that does not meet its rigorous quality requirements for positive student outcomes, to help to constrain the size and growth of courses that do not deliver for students. We will also ask the OfS to consider how it can incorporate graduate earnings into its quality regime. We recognise that many factors can influence graduate earnings, but students have a right to expect that their investment in higher education will improve their career prospects, and we should rightly scrutinise courses that appear to offer limited added value to students on the metric that matters most to many.

We will work with the OfS to consider franchising arrangements in the sector. All organisations that deliver higher education must be held to robust standards. I am concerned about some indications that franchising is acting as a potential route for low quality to seep into the higher education system, and I am absolutely clear that lead providers have a responsibility to ensure that franchised provision is of the same quality as directly delivered provision. If we find examples of undesirable practices, we will not hesitate to act further on franchising.

As I have said, we will ensure that students are charged a fair price for their studies. That is why we are also reducing to £5,760 the fees for classroom-based foundation year courses such as business studies and social sciences, in line with the highest standard funding rate for access to HE diplomas. Recently we have seen an explosion in the growth of many such courses, but limited evidence that they are in the best interests of students. We are not reducing the fee limits for high-cost, strategically important subjects such as veterinary sciences and medicine, but we want to ensure that foundation years are not used to add to the bottom line of institutions at the expense of those who study them. We will continue to monitor closely the growth of foundation year provision, and we will not hesitate to introduce further restrictions or reductions. I want providers to consider whether those courses add value for students, and to phase out that provision in favour of a broad range of tertiary options with the advent of the LLE.

Our aim is that everyone who wants to benefit from higher education has the opportunity to do so. That is why we will not proceed at this time with a minimum requirement of academic attainment to access student finance—although we will keep that option under review. I am confident that the sector will respond with the ambition and focused collaboration required to deliver this package of reforms. I extend my wholehearted thanks to those in the sector for their responses to the consultation.

This package of reforms represents the next step in tackling low-quality higher education, but it will not be the last step. The Government will not shy away from further action if required, and will consider all levers available to us if these quality reforms do not result in the improvements we seek. Our higher education system is admired across many countries, and these measures will ensure that it continues to be. I commend this statement to the House.

I thank the Secretary of State for advance sight of her statement.

Today’s statement tells us several stories about this Government. It tells a story about their priorities: why universities, and why now? It tells a story about their analysis: what they think is wrong and what they think is not. It tells a story about their competence: why these changes, when their own regulator has used a different approach for so long? It tells a story about their prejudice, about why they continue to reinforce a binary choice for young people: either academic or vocational, university or apprenticeship. Above all, it tells a story about values—about the choice to put caps on the aspirations and ambitions of our young people; about Ministers for whom opportunity is for their children, but not for other people’s children; about a Government whose only big idea for our world-leading universities is to put up fresh barriers to opportunity, anxious to keep young people in their place. It tells you everything you need to know about the Tories that this is their priority for our young people.

This is the Tories’ priority when we are in the middle of an urgent crisis in this country; when families are struggling to make ends meet; when patients are facing the biggest waiting lists in NHS history; when children are going to school in buildings that Ministers themselves acknowledge are “very likely” to collapse; and when a spiral of low productivity, low growth, and low wages under the Tories is holding Britain back. It is because the Prime Minister is weak and he is in hock to his Back Benchers that we are not seeing action on those important priorities. Instead, after more than 13 years in power, the Government have shown what they really think of our universities, which are famous across the world, are core to so many of our regional economies and were essential to our pandemic response: that they are not a public good, but a political battleground.

The Government’s concept of a successful university course, based on earnings, is not just narrow but limiting. I ask the Secretary of State briefly to consider the case of the right hon. Member for Richmond (Yorks) (Rishi Sunak). The Prime Minister has a degree in politics from one of our leading universities, yet his Government lost control of almost 50 councils this year, he was the second choice of his own party, and now he is on track to fail to deliver on the pledges he set himself publicly. Does the Secretary of State believe that the Prime Minister’s degree was in any sense a high-value course?

Let us be clear what today’s announcement is really about. Many of our most successful newer universities—the fruits of the determination of successive Governments, Labour and Conservative, to spread opportunity in this country—often draw more students from their local communities. Many of those areas are far from London, far from existing concentrations of graduate jobs. Many of those students come from backgrounds where few in their family, if any, will have had the chance to go to university. Many of those young people benefit from extra support when they arrive at university to ensure they succeed. We on the Labour Benches welcome the success of those universities in widening participation and welcoming more young people into higher education, yet today, the Secretary of State is telling those young people—including those excited to be finishing their studies this year—that this Government believe their hard work counts for nothing. Can the Secretary of State be absolutely clear with the House, and tell us which of those universities’ courses she considers to be of low value?

The Secretary of State is keen to trumpet her party’s record on apprenticeships, but let me set out what this Government’s record really is. Since 2015-16, apprenticeship starts among under-19s have dropped by 41%, and apprentice achievements in that age group are down by 57%. Since the Secretary of State entered this place, the number of young people achieving an apprenticeship at any level has more than halved, failing a generation of young people desperate to take on an apprenticeship.

Lastly and most importantly, the values that this Government have set out today are clear: the Conservatives are saying to England’s young people that opportunity is not for them and that choice is not for them. The bizarre irony of a Conservative Government seeking to restrict freedom and restrict choices seems entirely lost on them. Labour will shatter the class ceiling. We will ensure that young people believe that opportunity is for them. Labour is the party of opportunity, aspiration and freedom. Let us be clear, too, that young people want to go to university not merely to get on financially, but for the chance to join the pursuit of learning, to explore ideas and undertake research that benefits us all. That chance and that opportunity matter too. Our children deserve better. They deserve a Government whose most important mission will be to break down the barriers to opportunity and to build a country where background is no barrier. They deserve a Labour Government.

As usual, the hon. Lady has more words than actions. None of those actions was put in place either in Wales, where Labour is running the education system, or in the UK when it was running it in England. We have always made the deliberate choice of quality over quantity, and this is a story of a consistent drive for quality, whether that is through my right hon. Friend the Schools Minister having driven up school standards, so that we are the best in the west for reading and fourth best in the world, or through childcare, revolutionising the apprenticeship system—none of that existed before we put it in place—and technical education and higher education.

I was an other people’s child: I was that kid who left school at 16, who went to a failing comprehensive school in Knowsley. I relied on the business, and the college and the university that I went to. I did not know their brand images and I knew absolutely nobody who had ever been there. I put my trust in that company, and luckily it did me very well. Not all universities and not all courses have the trusted brand image of Oxford and Cambridge, which I think is where the hon. Lady went, along with my right hon. Friend the Prime Minister. I have worked with many leaders all over the world in my many years in business, and the Prime Minister is a world-class leader.

On apprenticeships, it is a case of quality always over quantity. What we found, and this is why I introduced the quality standards, is that, yes, the numbers were higher, but many of the people did not realise they were on an apprenticeship, many of the apprenticeships lasted less than 12 months and for many of them there was zero off-the-job training. They were apprenticeships in name only, which is what the Labour party will be when it comes to standards for education.

I thank the Secretary of State. Those of us with long memories know that we either ration places by number or we give people choice. If she is giving people the choice of being able to discriminate between the courses and universities on offer, I congratulate her, as I do especially on the lifetime learning and the degree apprenticeship expansion, which has already happened, with more to come.

However, can I also speak up for those who either got fourth-class degrees or failed to take a degree at all, including two of the three Governors of the Bank of England who went to King’s and who came out without a degree? Rabi Tagore left university, and many other poets, painters, teachers or ministers of religion—whether rabbis, imams or ministers in the Christian Church—do not show up highly on the earnings scale, but they might show up highly in their contributions to society. Can my right hon. Friend please make sure that she does not let an algorithm rate colleges, courses or universities?

I thank my hon. Friend for his remarks, and I very much agree that this is about choice—the lifelong loan entitlement, degree apprenticeships and all of the other choices—and about people understanding that there are many different routes to success in life. We have asked the Office for Students to look at earnings, because I realise that is difficult and that some jobs will not earn people more. However, for his information, five years after graduating from some courses, people are earning less than £18,000. That is less than the minimum wage, and it is not acceptable.

In relation to low-value degrees, an example of the quality provisions we have introduced for the Office for Students is B3, which is about: whether students continue in their degree, because clearly if they drop out, it is not of much value; whether they complete their degree, because clearly if they do not complete it, it is of zero value; and whether they get a job or progress into higher education afterwards. Those are the three quality measures we look at. Right now, the Office for Students is looking at 18 providers and two specific areas—business and management, and computer science—because there is a massive range in what people can expect to earn from jobs having followed one course or others, all of which seem to have the same name. There are quality issues, and we want to make sure that they are thoroughly investigated. The Office for Students is doing that.

I welcome the focus on both choice and policy that my right hon. Friend has focused on in her statement. The Education Committee will want to look at the detail of the proposals, and at the kind of courses that are affected. It is crucial that in launching this approach, she recognises that all our universities are selling a premium product. All our universities are high-quality institutions, and it would be wrong to discriminate against different universities in the system when, after all, they are all funded on the same fundamental basis.

I agree with my hon. Friend and I am proud of our university sector. It is much admired all over the world, but we must ensure that specific courses in all institutions offer the quality that people expect. When people invest in these degrees they will come out with £40,000 or £50,000 of debt, and it is important first that they know that, and secondly that they know what they are investing in, and what return they will get on that investment.

May I beg the Secretary of State not to throw the baby out with the bath water? Everybody wants good-quality degrees, and we all want degrees to lead to good, fulfilling occupations, but some of us are worried about the comments that were made in an interview this morning by the Secretary of State’s ministerial colleague that we have four or five of the best universities in the world, as if all the other 120 universities were rubbish. That is not the case. We have diverse universities and great courses. I ask her please not to throw the baby out with the bath water and do great damage to our higher education system.

I agree with the hon. Gentleman. We have an excellent university system with excellent universities. Four out of the top 10 are world-class, but if we broaden that to the top 100, many others would appear in that list. We have a good university sector, which is why it is most important that we protect the brand image. It is also very popular abroad, and every year more than 600,000 students choose to come here, which is more than to almost every other country in the world. Why? It is because they know they will get quality, and it is very important for the sector that that quality is maintained.

I know the Secretary of State takes a more than purely transactional view of higher education, and I am with the Father of the House in hoping that in her reforms there will be protections for degrees that do not offer an immediate commercial advantage, such as theology, philosophy or the study of poetry. I also hope that within her reforms there will be protections to allow universities to innovate and introduce new courses. Our university sector has obviously been at the forefront of driving forward British intellectualism and thinking, and not allowing universities to experiment with courses that may not immediately fulfil the criteria that she is proposing, or indeed forbidding or deterring them from doing so, would set us back in world terms. Will she reassure us that innovation will still be encouraged?

I thank my right hon. Friend for all the work that he did in this area. Yes, I understand the difficulty of choosing a blunt number or tool. That is why I have asked the Office for Students to consider how such things could be used and what approaches we need to ensure that we do not throw the baby out with the bath water, or end up with unintended consequences. On innovation, I am absolutely encouraging all our universities to innovate, working with businesses. The pace of technological change across the world and what is to come in the future is immense, and I want our universities to work with our further education colleges, training providers, businesses and others, to ensure that we innovate and give everybody the best opportunities for the future.

There is no clearer sign of a Government who are out of ideas and have run out of steam than when they re-announce policies and badge them as new. The Office for Students already has these powers, and has already capped four specific providers. Rather than putting down our universities and capping our young people’s aspirations, why does the Secretary of State not invest in them by restoring maintenance grants, and finally signing the dotted line on Horizon membership?

Not all the things I have brought forward today have already been announced. The information on foundation degrees is new, and the work we are doing with the OfS is also new. We have asked the OfS to consider the impact of recruitment limits, and how those can be introduced. I personally think this is an important set of reforms. We need to make sure that we have access to these fantastic courses at our universities so that through programmes—such as Horizon, when we complete those negotiations—we can continue to offer the very best in science from this country.

I very much welcome this statement to limit the number of students that universities can recruit to courses that are failing. The Secretary of State has my full support. Can she tell me whether this measure will also apply to foreign students? At the very least, will foreign students be barred from bringing dependants with them to do these courses?

The quality of the courses on offer applies to everybody. If we change the quality for domestic students, it will then be the same quality for international students, which is important because of the size of the international student sector, which brings about £25 billion to £30 billion to our economy every year. We have already addressed the issue of dependants for taught master’s courses in our recent changes to migration visas.

The Secretary of State has confirmed that the Office for Students already had the powers to enforce on student outcome provisions, so this announcement is just narrow politicking. Hidden in the UCAS figures last week was the fact that home student applications are falling in this country. Can the Secretary of State confirm that this Government’s policy is now one of narrowing participation?

Absolutely not, no. I am delighted that the hon. Gentleman has asked this question, because our policy is about widening participation and making sure that education is high-quality. It is also about making sure that there are more degree apprenticeships. There are now 180,000, which did not exist before. There are now 180,000 more people who can do what I did, as the only degree apprentice in the House of Commons. It is a fantastic route into the workplace. We also have higher technical qualifications and boot camps. There is so much investment that has all happened under this Conservative Government.

It is important. Young people have suffered already a lot during covid. They have invested in their degree and put all the hard work in. It is only right that they should have their degrees marked. This is a dispute between universities and their lecturers, but we are urging them to make sure they prioritise all those who will be graduating this year.

I welcome the announcement today, because for far too long, some universities cynically sold courses to students even though they knew the outcomes were poor in qualifications and employment opportunities. Does the Minister accept that it was her party that allowed the increase in fees, was aware of the mismatch sometimes between courses and the needs of the economy, and did nothing to cap those courses? Does she not recognise that some people will be rather cynical that the tsunami of announcements we are getting now is more to do with the by-elections, rather than the ability to deliver between now and a general election?

Absolutely not. I have been working on this policy with many former Ministers, even since I was the Apprenticeships and Skills Minister. We have been working on this for a long time to make sure we get it right. When a working-class kid who will come out with £50,000 of debt puts their trust in an institution, they have to put their trust in the system and it is vital that the system delivers for them. If they have £50,000 of debt and no better job prospects, that is not a system delivering for them.

I have been around the block—Oxbridge, red brick, ex-poly—long enough to know that this statement reeks of academic snobbery and desperation. In cultural studies, people can legitimately analyse Mickey Mouse as a subject of academic inquiry—I have ex-students who did that who are now earning more than any of us in here. When will the Government address the things that our constituents really want to be dealt with, such as crippling student debt and the massively reduced and minimal contact hours that the covid generation got?

The hon. Lady will be delighted about the data that we now have. If students having done those courses go on to earn more—I do not know what her judgment is on those institutions—that will be absolutely fantastic; that is all that we expect. I have two business and management degrees and know business well, having spent 30 years in it, but if people cannot get a good business job after doing a business and management degree, I would suggest that was not a good-quality degree. One must recognise that.

My hon. Friend makes an excellent point, and I know that he is a big champion of the University of Bolton, which I was delighted to meet recently. It is quite interesting that a lot of former polytechnics and newer universities are working and collaborating so well with businesses, offering more degree apprenticeships and more flexible courses, and storming up the league tables.

I am concerned that many university degrees that lead young people into the creative sector will be squeezed under the Government’s plans. Industry leaders have warned that limiting student numbers based on graduate earnings fails to account for the working patterns of graduates in the creative industries, and particularly the arts, where people do not immediately earn high salaries. The salaries in those professions do not reflect their importance to national wellbeing and the contribution that the arts make to our national income. What assessment has the Department for Education made of the damage that this latest policy will do to those arts and humanities subjects that have already been relentlessly cut back under Conservative-led Governments?

I am a huge supporter of our creative and arts industries, which are among our largest, and we are very successful in them. I work with them a lot to ensure that we can deliver even broader apprenticeship routes, because they are difficult industries to get into. I have asked the Office for Students to consider how to do this reform to ensure that we consider things like the creative arts and other routes, which sometimes take longer to get into but offer a different aspect of learning. That is why we have not just introduced a blunt tool. I will continue to work with our fantastic creative sector.

I congratulate my right hon. Friend and the Department on their focus on excellence. This morning, I attended the graduation ceremony of students from Anglia Ruskin University in Chelmsford. It was so moving, because, for the first time in history, students graduated as medical doctors in Essex. Our investment five years ago in five new medical schools across the country is a shining example of a Conservative Government investing for future needs. Will she work with me to try to double the number of medical students and encourage a degree apprenticeship for doctors, and will she congratulate our new doctors?

I know that my right hon. Friend is a huge champion of Anglia Ruskin University. I am delighted about the number of medical doctors and the new medical schools, which, as she said, were introduced under this Government. When I was the Apprenticeships and Skills Minister, one of the last things I did, and which I am most proud about, was to get a medical doctors apprenticeship standard built, and I am delighted that that is being rolled out from September. I look forward to Anglia Ruskin offering that as well.

No, I think that the hon. Member has got it completely wrong. Under the Conservatives, an 18-year-old from a disadvantaged background is 86% more likely to go to university than they were in 2010. Under Labour, the richest students were seven times more likely to go to university than the poorest 40% in society.

I welcome the Secretary of State’s plans, but I want higher education reform to go further. A recent paper by the New Conservatives included an excellent suggestion to extend the closure of the student dependant route to students enrolled on one-year research master’s degrees. Would she support that?

Of course students deserve high-quality education at university. They also deserve to be cared for during what is, for most of them, their first time away from home. Does the Secretary of State agree with me, and with the families of young people who have tragically taken their own lives at university, that higher education institutions should do more to look out for and protect those students, including by having a statutory duty of care?

A key stakeholder is the British taxpayer, who ends up picking up a £1 billion bill for people who cannot pay back their student debt. Bricklayers, roofers and carpenters—there are not enough people in Britain to do those jobs. Does the Education Secretary agree that we should promote those opportunities and routes in our school system? No one should turn up their nose at those jobs; they offer a good pathway to a good wage, and we should promote them.

My hon. Friend makes a very good point. Lots of people are surprised by how much they can earn in some of those trades, whether welding, bricklaying or plumbing. There have been, and there will always be, fabulous apprenticeships and full-time courses to make sure everyone can reach those careers.

The most important factor in determining graduate outcomes remains the student’s socioeconomic background. The average student from a working-class background goes on to earn less after graduating than their wealthier peers with the same degree. Does the Minister concede that the Government’s insistence on degrading the value of degrees and restricting access to higher education will only compound those deep structural inequalities that define our education system? Does the Minister accept that many young people in my constituency will consider those plans an attempt to put them back in their place and out of university?

I was in exactly the same place as the people in his constituency—in fact, in the same city—so I do not accept that at all. We are upgrading the options for people from working-class backgrounds and upgrading the quality of degrees. I would not be here if I had not had the options I had, which included an apprenticeship, FE college and a part-time degree at Liverpool John Moores University. That was high quality. Everybody who puts their trust in the system should get the same.

I support my right hon. Friend’s comments on the UCU marking ban, which is so hurtful to students. The latest UCAS data shows a record number of 18-year-olds from the most disadvantaged areas accepted on to a course, and that the entry rate gap between the most advantaged and disadvantaged areas now stands at 2.1, a record low. That is great, but there is more work to be done. Will my right hon. Friend continue to focus on closing that gap?

The Government should address the reasons why some courses are struggling, not the consequences. Higher education funding is in crisis, and that is having an impact on the function of universities, not least the post-1992 universities. Will the review by the Office for Students look at the higher education funding model? How will it address the real symptoms that she is talking about?

The hon. Lady makes an interesting point, but at the moment the OfS has 18 providers under investigation for poor quality. There are many more providers, and we have a standard fee. It will look at contextual aspects such as demographics, socioeconomics and mature students. It looks at all that in context, but there are 18 providers out of a much larger number.

The Secretary of State has my full support for the measures she has announced this afternoon. On that key mission of ensuring that students pay a fair price and get a good return for their university education, does she agree that more institutions should follow the example of the University of Buckingham, which offers fantastic two-year undergraduate degrees with staggered start points throughout the year?

Yes. The University of Buckingham has taken an excellent leadership position and its two-year degree is very much welcomed by many people. We will introduce the lifelong learning entitlement, which will revolutionise how and when people go to university, what type of courses they take, for what period of time, and how they make those decisions over their entire career and lifetime.

Many of my constituents study or have obtained degrees from Harper Adams University, just up the road. Those degrees are at the cutting edge of agriculture and the key challenge facing all of us, which is how to feed the planet in a sustainable way. Their degrees and the likely careers they go into are classified by the Office for National Statistics as “unprofessional”. Will the Secretary of State consider reviewing the data and taking a really hard look at how those occupations are classified, because some of my constituents would miss out on a really important opportunity to do a high-class and important degree?

I thank the hon. Lady. Harper Adams University is a fantastic university. It does a fantastic range of courses, more and more looking at agri-tech, the technology within agriculture. I am sure it offers fantastic high quality to its students. There have been discussions about the professions and how the data is organised, so I will look at that. A number have raised that concern, not just those in agriculture.

It seems absolutely right to me that those who choose to go to university should expect a good-quality, good-value education they can put to good use throughout their lives. My right hon. Friend mentions apprenticeships. Will she say a little more about what we can do to ensure parity of esteem between degree and apprenticeship routes?

I thank my hon. Friend for all her support and I know she is a keen proponent of apprenticeships in her area. A lot of it is now about awareness—the apprenticeships are fantastic; I knew 35 years ago that they were fantastic, but I think now everybody knows how fantastic they are—through putting them on UCAS and, from next year, having people able to apply through UCAS. We will also have a centralised site, so that all the apprenticeships are together and people can look at the vast array of careers they can access—670 different routes into pretty much every career you can think of. It is about awareness. I thank all my hon. Friends who have apprenticeship fairs and do a lot to make people aware of these fantastic choices.

I thank the Secretary of State for her statement outlining that university courses which fail to deliver good outcomes, with high dropout rates and poor employment prospects, will be subject to strict controls. That is great news for families who struggle to pay the money for courses which end up with no benefit. What discussions has she had with the universities in Northern Ireland, Queen’s University Belfast and Ulster University? Will she confirm that this approach will be UK-wide, and that the postal and trade sea border will not extend to an education sea border?

I whole-heartedly support what the Secretary of State said today. Does she agree that degrees should provide value for money and lead to better employment prospects and career development, as thankfully happened with my studying politics at Nottingham Trent University, not just a certificate and a debt, as developed under the previous Labour Administration who introduced fees and then did their best to devalue them?

My hon. Friend is right. Labour has flip-flopped on fees, with several different policies in that area. We are fully committed to building up our university higher education sector and we continue to do that. It is admired across the world, but it is most important that every degree is a quality degree that leads to good outcomes.

The Secretary of State is right: the Labour party has not just flip-flopped on its position on tuition fees, but is now coming across as not wanting parents and young people to have the best possible information about their options. I am working with the think-tank Policy Exchange on reforming the apprenticeship levy. As it has identified, if the public sector apprenticeship target of 2.8% was met in all areas, we could create 25,000 additional apprenticeships. Will my right hon. Friend look at that and at whether we can change the procurement contract rules, because we will need these new opportunities as we go forward?

As my hon. Friend knows, I fully support giving more and more people access to apprenticeships. We are currently spending 99.6% of the budget, which does not leave much room for further flexibilities over and above what we have already introduced. The Labour party’s policy of halving the apprenticeship levy will result only in fewer opportunities: it is a terrible policy and they should flip that policy, because it is a flop.
