The business for next week will be as follows:

You may be a tad surprised to see me in this position, Mr Speaker, because for the past 26 years I have been a Back Bencher by choice—not just my choice, but the choice of the past five leaders of my party. Today, however, I am here for very positive reasons, as part of a diversity project in my party at which we have done splendidly. There are now far more women on the Front Bench and in Parliament than ever before—although not enough—and far more ethnic minorities, but there is currently a total absence of octogenarians. I believe that my appointment to this post will be a trailblazer which will lead to an all-octogenarian shortlist in the party, and will make the wealth of experience and wisdom among my fellow octogenarians available to the House. It is important for us to have people here who can remember life before there was a health service.
I note that the Wales Bill will be back in the House on Tuesday, and I hope that the Leader of the House has abandoned his curmudgeonly attitude to it. He has dismissed the idea of allowing both the beautiful languages of the House to be spoken here. Speaking Welsh has the same status as spitting on the carpet: it constitutes disorderly behaviour. However, Welsh has been used in Committees of the House when they have been held in Wales, and, at nugatory cost, it could be used here. There is no reason to obstruct the will of most Welsh Labour Members, and Conservative Members as well. A number of Conservative and Labour Front Benchers are now Welsh-speaking. It is a sign of the great health of the language. It is marvellous to recall that Welsh was an ancient sophisticated language centuries before English existed. In fact it was spoken, as was Gaelic, at the time when the ancestors of those who created English were pagan barbarians who painted themselves blue with woad and howled at the moon from the top of mountains. This really must be taken seriously.
There are also lessons from the football field about leaving Europe that the Government would do well to heed. The English team Brexited swiftly and ignominiously; Wales remain, with honour. I appeal to the Leader of the House for his party not to dismiss the very sensible idea of having a second referendum, which is supported by one of the candidates in his party’s leadership election. There are good precedents for this in the EU, which has a splendid tradition of keeping voting until you reach the right decision. It happened in Denmark and two other countries where they held a referendum and a year later reversed the decision. The reason is that people voted on false agendas. Where is the £365 million for the health service? Where is the emergency Budget?
The public are rightly outraged by the mistruths they were told by the propagandists on both sides. It is not a surprise that we have a petition of historic dimensions—as big as the petitions of the Chartists and suffragettes—put before this House. There are 4 million signatures and counting, of people who say they were deceived by the vote—by the propaganda—and which was largely determined by the proprietors of the daily newspapers, rather than by a sensible realisation of the horrors to come. So it is quite reasonable that, after the issue has settled down and when a new alternative comes along—we have been told it will take five years—the public should have the right to have their views considered.
It is timely now to look at the role of the independent adviser on ministerial interests. This man is virtually unemployed. He has looked at only one case in the past five years, and that involved a baroness who confessed to a minor misdemeanour. There have been six other cases since that have not been reported to the adviser because the only person who can report them is the Prime Minister. Two of them occurred a year ago and involved the Cabinet Office Ministers who gave £3 million to Kids Company in spite of the published advice of civil servants not to do it. Kids Company went bankrupt three days later. That is surely a matter to be considered by the adviser.
Another far more serious matter is of current concern. Some five years ago a Secretary of State for Defence stood down and the then adviser on ministerial interests, Sir Philip Mawer, recommended that the case should be heard by him. The Prime Minister decided it should not be, and the Minister involved achieved absolution by resignation. He left the job and nobody knows what he did—what was so serious that he had to leave office. The problem is that that person is now offering himself not only as leader of the Conservative party, but as Prime Minister, and it is a matter of concern to all of us that we know what happened and why he left that job. The first question one would ask anyone applying for a new job, particularly one as Prime Minister, is “Why did you leave your last job?” and we do not know.
Next week is going to be dominated by one event: the publication of the Chilcot report. The Prime Minister gave no information about that yesterday in his answer to the right hon. Member for Gordon (Alex Salmond). We must remember, as the report comes out, that Parliament is on trial. It was not just one man; it was hundreds of MPs, three Select Committees of this House, the military and the press who were in favour of joining a war in pursuit of non-existent weapons of mass destruction. Those who saw the very moving programme on BBC2 featuring Reg Keys will understand the true cost of war. For the last seven years, he has not been able to—
I am grateful to you, Mr Speaker.
My question is: what is the programme that will allow the loved ones of the 179 soldiers who died to have an opportunity to present their case? We know that those who are likely to be accused by the Chilcot report have already employed lawyers to go over their defences. We want to ensure that Parliament takes responsibility for a decision taken in this place in 2003 that resulted in the deaths of 179 of our brave soldiers, probably in vain, and the deaths of an uncounted number of other people. Chilcot must be debated fairly. What are the arrangements for doing that?
I welcome the hon. Gentleman to his place on the Opposition Front Bench and congratulate him on an extraordinary comeback. Mr Speaker, you might not know that it is 26 years since he last sat on that Front Bench, or that what he has in common with his immediate predecessor—and quite a lot of people on the Opposition Benches—is that when he last sat on that seat, he also resigned from his position. Since then, he has become a distinguished Back Bencher—so much so that he has written a book on how to be a Back Bencher. It contains many words of wisdom. For example, his advice to Ministers in waiting is:
“Cultivate the virtues of dullness and safety.”
There is also some advice for a Speaker in waiting, which might be entirely appropriate for the hon. Member for Rhondda (Chris Bryant), who now has plenty of time to concentrate on preparing his campaign. Although we want to see him in his place for many years to come, we know that he is already getting his campaign team together.
I absolutely agree with the hon. Member for Newport West (Paul Flynn) on one point. This week we are all Welsh. I suspect that that even includes our good friends on the Scottish nationalist Benches. There is regret among the English over the result last week, and perhaps on the Scottish side over the qualification period, but we are all gunning for Wales to get to the final and do us all proud as a nation. We wish the team well, and we are all keeping our fingers crossed. We are all absolutely behind them.
I take the hon. Gentleman’s point about the history and traditions of the Welsh language, although I cannot quite imagine him and his colleagues dancing around covered in woad. I have to say to him that it has been decided many times over the years that the language of this place is English and, as I have already indicated, I do not propose to make any changes to that.
The hon. Gentleman asked about a second referendum. I am afraid that it just does not work like that, just as I am not going to ask for a rematch between Iceland and England. The people have spoken. We have had a referendum and we have the result. That is democracy. If we have a general election and our side loses, we do not get another go a month later. We had a four-month debate, with arguments from both sides and huge amounts of information being set before the nations of this country to enable them to decide one way or the other. They have reached their decision, and it is now our job to follow that decision and to deliver the will of our people. I have to say that, after four months of hedging my bets and not always speaking for the Government on this matter, it is nice to be back and to be able to speak clearly for the whole Government in saying that we now need to get on with the job that the British people have given us.
As for the independent adviser on ministerial interests, the hon. Gentleman wants more investigations, but it could just be that there has been no basis for such investigations. If Members have concerns about the conduct of other Members, there are ways and means available to them within the procedures of this House. If the hon. Gentleman has concerns about what has happened, he can use those channels, but they should be used only when there is a genuine matter to investigate. It is for the Prime Minister and the adviser to decide what should happen. If they choose not to act, it is possible to pursue issues in the House.
Lastly, the Chilcot report is of course a matter of great seriousness. We of course recognise how important it is that we understand what happened and why it went wrong, but no one can say at this stage that the process has not been exhaustive. I wish that the report had been published years ago. I have agreed with the right hon. Member for Gordon (Alex Salmond) on many occasions that I wanted to see the report published and that is now happening—thank goodness—and not before time. There is not a single person on these Benches who does not wish that it had happened a long time ago, but it is going to come out next week. We will shortly set out plans for how it will be debated in this House. It is right and proper that lessons should be learned, what happened should be considered and issues should be fully debated.
I am of course proud to have written the preface and to have hosted the launch of the most recent publication by the hon. Member for Newport West (Paul Flynn). It was a very happy occasion indeed.
The Chairman of the Backbench Business Committee is unfortunately unable to be here, so he has asked me to convey to the Leader of the House that, as a result of our great queue of Back-Bench business, we now how sufficient debates, including those announced by the Leader of the House, for six full days before we rise for the recess. I therefore trust that the Leader of the House will allocate some more time to the Backbench Business Committee so that we can honour all the applications.
This weekend sees the annual Al Quds Day demonstration. It ends in London and has increasingly become anti-Semitic, with some absolutely disgraceful slogans and flags of terrorist organisations being flown on the streets of Britain. It is paramount that the Government ensure that if anyone is guilty of committing a hate crime in that way, those people should be arrested and should face the full force of the law. I want the Leader of the House to ensure that that happens this weekend.
We will do our best for the Backbench Business Committee. It sounds like it is being quite ambitious, but we will see what we can do.
It is important to say that I clearly echo the words of my hon. Friend about hate crime in this country. I campaigned for Britain to leave the European Union, but I did not campaign for Britain to become an intolerant, racist nation. Racist or intolerant comments are utterly unacceptable. I deplore them, and they should be dealt with by the full force of the law.
I thank the Leader of the House for announcing the business for next week. We saw him in front of the cameras just over an hour ago when the whole nation was hoping and praying that he was going to throw his hat into the ring. Instead, he just became a cheerleader for the Home Secretary, who had a friend-winning message about “divisive nationalists”. I presume that she was referring to me and my hon. Friends.
I obviously also congratulate the hon. Member for Newport West (Paul Flynn) on assuming his new position. I am very fond of him and there should be more octogenarians on the Front Bench, but may I say ever so charitably that he was not exactly the first choice for this post? Labour has been scrambling around all week to fill it. However, regardless of what happens in the awful, raging civil war—a parliamentary party versus its membership—I hope that we will still find him in his place when it has all been concluded.
To the Leader of the House, I say well done. This is as much his wee victory as it is that of the hon. Member for Uxbridge and South Ruislip (Boris Johnson) and Nigel Farage and the rest of those UKIP acolytes. “To the victor, the spoils,” and what spoils he has: a divided country, a tanking economy, ugly racist attacks on the streets, a nation baffled and confused by the result, and a Government without an idea or a plan. The nation has every right to feel eternally grateful to the right hon. Member for Epsom and Ewell (Chris Grayling) for his stunning victory last week.
When will we get all the debates? When will we get the debate that clarifies when this £350 million a week will come back to the NHS, as promised by the right hon. Gentleman and his friends?When do we get the debate about the control of our borders—again, about immigration—that was promised by the right hon. Gentleman and his friends? When do we get even the start of a debate that suggests that the Government have a clue about how to take this whole thing forward? We desperately need a debate about the nations of the United Kingdom and how this will all work out. Scotland will not be taken out of the European Union against our national, collective will. We were forced to choose in a referendum that we did not want. We were forced to make a decision. We have given that decision and it is abundantly clear what Scotland wants, so when will the right hon. Gentleman respect the decision of the Scottish people?
I see that the hon. Gentleman is back on form. We did not, unfortunately, have the opportunity of forming the dream ticket to lead this country, since he is so determined not to be part of it. Look, Scotland voted to be part of the United Kingdom. The United Kingdom voted to leave the European Union. That, I am afraid, is democracy and we, as a Government, are democrats. We will listen to the will of our collective people across the United Kingdom of Great Britain and Northern Ireland, as supported in that Scottish referendum. I simply say that we will carry on governing for the whole United Kingdom. We will listen to the people of the whole United Kingdom. We will do the right thing for the whole United Kingdom, and Scotland is a part of the United Kingdom.
I congratulate the hon. Member for Newport West (Paul Flynn) on his position on the Front Bench. There is clearly hope for us all—if the hon. Gentleman can make it on to the Front Bench, anybody can. He is an inspiration to us all.
May we have a debate on the status of the referendum result so that we can find out who in this House is a true democrat and who is not? Before the referendum a Government document stated:
“The result of the referendum on the UK’s membership of the European Union will be final. The Government would have a democratic duty to give effect to the electorate’s decision.”
Will the Leader of the House confirm once and for all for everybody in the country, and particularly for the benefit of the BBC, whose hysterical coverage since the referendum has been nothing short of a disgrace, that we have had the result, that there is no need for any more campaigning, and that everyone must now get together to implement the will of the public? Does he accept that every single member of the Government must accept the result of the referendum and implement the will of the electorate?
It is very simple: we are a democracy; we vote; the result stands. If we have a general election and we are not successful—we Conservatives have experienced a few of them over the years—we sit on the Opposition Benches and do our best to oppose for the country; we do not sit there demanding another general election a month later. That is the way democracy works. The people have spoken; the Government will act.
May I tell the Leader of the House that the contribution of my somewhat younger parliamentary colleague, my hon. Friend the Member for Newport West (Paul Flynn), is an illustration of how the “Dad’s Army” here is always willing to give whatever assistance is necessary when firm leadership is lacking on both sides, as it is at present? On a more serious note that arises from various exchanges about the referendum result since Monday, would it not be useful for us to have an early debate on the alienation and resentment that are felt in so many parts of the country—certainly in the black country boroughs—which led, to a large extent, to the slight majority for leaving the EU? In the past few months and perhaps longer, the House of Commons has not understood sufficiently that feeling of resentment and alienation.
The hon. Gentleman is perhaps being a bit too pessimistic about his prospects. It does look as if there might be a Labour leadership contest shortly. Judging by the commitment coming from the octogenarians on the Labour Benches, one of them should perhaps put their hat into the ring.
On the impact of all the changes in recent years on the economy and on communities up and down the country, one of the Government’s achievements that I am proudest of is the huge fall—more than half a million—in the number of children growing up in workless households. That will transform the lives of those children, with their parents getting up in the morning and going to work with a sense of purpose and direction. I am really proud that my party has contributed to achieving that in government.
I thank the Leader of the House for announcing that we will have a debate on online abuse next week. Does he agree that we all need to accept the result of the EU referendum with respect and good grace? We all need to work together to get the best result for Britain, and we must all stand up against racism, extremism and abuse from all sides of the political divide and the referendum divide.
My hon. Friend’s words speak for themselves. I reiterate that I absolutely, unequivocally condemn any racist attacks, racist abuse and xenophobic abuse in this country. It is not acceptable, it should not be permitted, it is illegal, and it should be dealt with accordingly.
I did not refer in my remarks to the issue of security for Members, but I should do so briefly. I would simply say two things. The first is that, since the tragic loss of Jo Cox, a considerable amount of work has been taking place on this important issue. I and the Chairman of Ways and Means will bring back further thoughts to the House shortly, but I want to reassure Members that this is very much a matter of concern for us and something that we are giving our attention.
Given the comments that my hon. Friend makes, I should say that it is also a matter of concern that Members of the House continue to be subject to some pretty unpleasant abuse on social media. That is being discussed by the police and it is something on which I want firm action. It is not acceptable in any way, shape or form that female colleagues, in particular, get the kind of abuse they have been receiving. It must stop, and we must deal with it appropriately.
Another aspect of the leave campaign, which the Leader of the House was part of, was that it wrongly stated that EU decisions are taken by unelected bureaucrats. Given that attitude to unelected bureaucrats, when will the Leader of the House commit to getting rid of the more than 800 life peers next door who are unelected bureaucrats?
I know the SNP feels deeply committed to abolishing the House of Lords, but right now, I am afraid, we have other priorities as a nation.
As the only Welsh Member in his place this morning—[Interruption.] On this side of the House. May I— [Interruption.] Members evidently missed the last election.
May I offer my congratulations to the hon. Member for Newport West (Paul Flynn) on his great elevation? I wish him many long hours—I am sure they will be long for Government Members—and happy years in his role.
High VAT rates have blighted the tourism industry in our country for too long. Areas such as mine, which recently welcomed large numbers of tourists to the Hay literary festival, and is now looking forward to the world-renowned Royal Welsh show, are hotbeds for that industry, but it is being held back by high VAT rates. Can we therefore have a debate on what could be done to lower VAT rates for the British tourism industry so that it is among the most competitive in the world?
Regardless of what one’s views about the referendum might have been, we will, after the Government fulfil the wishes of the people, be able to make modifications to VAT rates in a way that would not previously have been permissible. The Government then will be able to focus on issues such as the future of the tourism industry to a greater degree than has been the case in the past.
A constituent of mine cares for his severely disabled mother and also works 16 hours a week. Due to the increase in the minimum wage and the freeze on the earnings threshold for carer’s allowance, he is now more than £3,200 a year worse off. He is not alone—many thousands are in the same position. The Government claim to care for the most vulnerable in our society, and they always say that they want to make work pay, but it clearly does not. May we have an urgent debate on this issue?
That is precisely the purpose of universal credit. The hon. Lady is absolutely right that there have been some extraordinary cliff edges in our welfare system. We are now implementing universal credit around the country. It is being rolled out in geographic areas and among different categories of claimants. When it is finished, it will make a transformational difference to precisely the kind of circumstances she has described.
In a week that has seen the start of the Henley regatta, will my right hon. Friend agree to a debate on the important role that rowing plays in our national life, and, contrary to the image that has been created, the contribution that it makes to young people’s sporting activities?
My hon. Friend makes an important point. I commend everybody in his constituency for the work they put into making the Henley regatta such a successful international event. Rowing is a sport we should be proud of, and a sport we have excelled at in Olympic games. When the Rio games start, I hope that we will again be immensely successful, win lots of medals, and be proud of the athletes who make a difference to our country in that sport. I commend those in Henley for the work that they do, because the regatta is a part of the success that the sport has enjoyed on behalf of our country in recent years.
It was with regret that we learned of yet another deferral of the decision about runway capacity in the south-east of England. I understand the context in which this is happening, but surely decisions about the security and defence of the country cannot be deferred. Will the Leader of the House indicate when we are likely to get a vote on the renewal of Trident?
We are considering that at the moment, and I intend to come back to the House to provide more information in due course. However, I understand the concern of many Members and that they want to have that vote. It is certainly on the Government’s mind.
May we have a debate about fair health funding for Enfield? The crisis facing North Middlesex hospital is aggravated by a tale of two health cities within London. Boroughs such as Camden and Islington are receiving the lion’s share, while the gap between the funding and needs of poorer Enfield continues to grow. We in Enfield need fair funding, and we need it now.
As ever, my hon. Friend is a fierce advocate for his constituency. The Secretary of State for Health will take questions here on Tuesday and I am sure he will be very happy to respond to that issue, which I understand is a matter of concern to my hon. Friend.
May I follow up the unanswered question from the hon. Member for Perth and North Perthshire (Pete Wishart) and ask for an urgent debate or statement on when Scotland will get the Barnett consequential in relation to the £350 million that was promised to the English NHS? If that is not coming to Scotland, although it was promised on the side of the leave bus, would the Leader of the House, who I know is an honourable man, like to apologise to the country now?
First, I express my good wishes to the hon. Gentleman after his change of role this week. I am sure that in due course he will return to his position as shadow Scottish Secretary. I pay tribute to him for the bravery he has shown. The Government’s position is that we have to negotiate carefully a way out of the European Union. Of course, until we have done so—until we have left the European Union—we carry on making contributions as normal.
May we have a debate in Government time on the involvement of celebrities in politics? On referendum night a week ago, the pro-remain American actress, Lindsay Lohan, in a series of bizarre tweets, slagged off areas of this country that voted to leave the European Union. At one point she directed a fierce and offensive tweet at Kettering, claiming that she had never heard of it and implying that no one knew where it was. Apart from the fact that it might be the most average town in the country, everyone knows where Kettering is. It is famous as the home of Weetabix breakfast cereal, and Cheaney and Loake shoes, and Kettering Town football club has scored more goals in the history of the FA cup than any other football team in the country. Will my right hon. Friend support my invitation to Lindsay Lohan to come and switch on the Christmas lights in Kettering this Christmas, thus redeeming her political reputation and raising money for good causes?
In my mind, Kettering is principally famous for the hon. Gentleman.
As those of us who have children will know, Lindsay Lohan, a star of child and teen movies, who was a very entertaining actress at the time, has not necessarily fulfilled her professional potential over the years, and perhaps now we know why, because had she visited Kettering, she might have seen her career turn around. She should accept my hon. Friend’s invitation, visit the fine town of Kettering and find herself returned to stardom.
May we have a week-long debate on the subject of political back-stabbing? We will need a week, because all the parliamentary Labour party will want to take part, but they are rank amateurs compared with the right hon. Member for Surrey Heath (Michael Gove)—the Lord Macbeth of this Chamber—who, having dispatched the Prime Minister, is today dispatching the Prime Minister’s greatest rival. What makes the Leader of the House think that Lord Macbeth’s dagger will not soon be turned towards him and the Home Secretary?
My right hon. Friend the Member for Surrey Heath (Michael Gove) was an excellent Education Secretary and Chief Whip, and he is now doing an excellent job in his role as Lord Chancellor, which I used to perform. He has friends on, and the confidence of, this side of the House, and he is a formidable adversary of the Scottish National party.
Will the Leader of the House assure us that two strands that are of particular interest to our business community will be discussed at some length? The first—this has been brought up—is confirmation that we will carry on with our commitment to large-scale infrastructure projects up and down the country to ensure that stability, calmness and jobs continue. The second is that the special Cabinet unit for the EU makes full use of industry experts and leaders in key areas outside the Government to ensure that our negotiators will be fully briefed, will have clear objectives and will be good to go when required.
Let us be absolutely clear that we may be electing a new leader, and hence a new Prime Minister, but this Government’s strategy has not changed and will not change. As well as continuing to pursue a one nation agenda, we will continue the modernisation of our infrastructure, where we have made a real difference. When I was shadow Transport Secretary a decade ago, I remember going around the country and campaigning with colleagues for infrastructure improvements that they said were desperately needed. Now, when I drive around the country, I see that those projects have either been finished or are being built. I am proud of what we are doing for our infrastructure.
On the team negotiating our future relationship with the European Union, it is my and the Government’s view that we should draw from the broadest possible expertise to make sure that our strategy is the right one for this country.
The Leader of the House has said that a huge amount of information was set before the country in the EU referendum. A Vote Leave campaign leaflet said:
“The EU costs us £350 million per week—we could spend that on the NHS instead.”
Is it not the truth that a huge amount of misinformation was placed before the country? When can we debate when we are going to get that £350 million?
Let us be clear: the Government have this week set out in this House the first steps that we are taking towards negotiating our exit from the European Union. The hon. Gentleman will know that, while we remain members of the European Union—as we are today—our normal contributions will continue. When we leave, we will no longer make a contribution to the European Union in the way that we do now.
Given that we have had recess periods over the past few weeks, will a Minister make a statement next week about the steel industry? It is really important that steel workers and Members of Parliament know exactly what is happening and are kept up to date with the situation.
I understand my hon. Friend’s concerns and I will make sure that they are passed on to the Business Secretary today. It would be most helpful for him and other MPs who represent steel-producing areas to get an update from the Department as quickly as possible, and I will see if that can be done.
Chilcot should provide closure for families of armed forces personnel on a sad and murky chapter of our recent history, as well as further vindication of the stance adopted by my then leader, Charles Kennedy. I am convinced that hundreds of Members will want an extended debate on the report. Will the Leader of the House therefore ensure that two consecutive days are made available to debate Chilcot before the summer recess?
I understand the desire to debate Chilcot in the House. We are discussing that at the moment and we will set out plans shortly. I have announced business until only Monday week and I am aware of the issues raised by the right hon. Gentleman.
Last weekend, upwards of 150,000 people visited Cleethorpes for events connected to national Armed Forces Day. That clearly demonstrates our local communities’ commitment to and support for those who have served in the military past and present. Could we have a debate to consider further developments relating to the military covenant and how we support the welfare of those who have served?
I agree with my hon. Friend. I pay tribute to the people of Cleethorpes for organising such an important event last week, and to all those who are celebrating and commemorating, with poignancy, the anniversary of the Battle of the Somme. We should always value the people who serve this country in our armed forces. I hope that the weather brightens up and that the flow of people into Cleethorpes this summer grows rather than diminishes.
Now we know that, according to what he has just said, the national health service will get more money, will the Leader of the House make a statement and tell the Secretary of State for Health that the Hardwick commissioning group in Derbyshire, which proposes to close the Bolsover and Bakewell hospitals, should keep those hospitals open because we have got the money?
Knowing what a formidable campaigner the hon. Gentleman is, I think it would be a bold person who tried to make changes in his constituency. I do not know about the local circumstances, but regardless of the process for the negotiation of our exit from the European Union, we are spending, and will continue to spend, more money on the national health service.
May we have a debate on what we can do to improve the understanding—including, it seems, even among some Members of this House—of how democracy works? It really is quite simple. In a referendum, when one side gets more than a million votes more than the other, that side has won.
My hon. Friend is absolutely right. The important thing now is not to pursue an illusion that one can simply rewrite democracy because one does not like the result. We must get on with the job of doing the right thing for the country, and negotiating and planning our exit in the best way for this country. We must also take real advantage of the opportunity that this brings to our country of forging new trade partnerships around the world. I am very encouraged that only this week the Speaker of the House of Representatives, Paul Ryan, said clearly that he wants the United States to take an early step towards agreeing a free trade agreement with the United Kingdom. That is the kind of opportunity now available to us.
The Care Quality Commission has ordered North Middlesex University Hospital Trust significantly to improve the treatment of patients attending the emergency department. We face the possible closure of the emergency department on safety grounds; we have a shortage of consultants and senior doctors; and, in an unprecedented move, the General Medical Council and Health Education England are threatening to withdraw junior doctors from the hospital because of inadequate support. This is a disaster for the hospital and for everybody who uses it. The emergency department is one of the busiest in London, and probably nationally. Its closure would have a domino effect on all the surrounding hospitals. This is a national situation, because it is due to Government policy and a shortage of doctors. May we have an urgent debate on this crisis?
I absolutely understand the concerns of the right hon. Lady’s constituents, although she will agree that the care that her constituents receive is of paramount importance. The reality is that there are hospitals in the NHS and in London that are doing very well. If there are hospitals that are not doing well, it is not necessarily a national policy issue; it is about sorting out why some are doing well and some are not, and ensuring that best practice is spread across the whole health service.
Even though the right hon. Gentleman and I are on different sides of the referendum debate, I am sure that we both want to move forward in the right way, and to get the detail right. Once the Government have agreed the terms of negotiation, will the Leader of the House at that point give Members enough time to debate those terms in the Chamber, compare them with the promises made by the leave campaign and make sure that what the public voted on was the right thing?
I am absolutely certain that over the next few months, as we prepare our strategy for negotiation and as we begin the negotiations, the Government will wish to provide ample occasion for what is being done to be discussed and debated in this House.
That is why we need an urgent statement on the unit that has been set up following the referendum. We need to know whether there are sufficient numbers of civil servants and sufficient expertise, and what their work programme is. After all, treaties are going to be unravelled.
We will keep the House informed, clearly, but that work has only just started. We are assembling the team at the moment. We have appointed the man who is going to lead it, and the Government will keep this House informed as we move forward. The Prime Minister made a very full statement on Monday—only three days ago—and he will be back in this House next week. Obviously, we will want to make sure that Members have every opportunity to question us about what we are doing.
The Leader of the House has clearly been very busy with his reading—not only of the book by my hon. Friend the Member for Newport West (Paul Flynn), but of H. E. Bates’s “The Darling Buds of May”.
In all seriousness, may we have a lengthy debate in this Chamber about the many concerns of our constituents? Mine voted overwhelmingly to leave—I respect them for that, even though it was not my view—and I will work very hard to make sure that we leave in good order and that it is done properly. May we have a debate about those concerns, such as those of the ceramics industry? We need to air all those concerns and get them out in the open before the unit starts its work.
We also had a debate yesterday about this important matter. We will make sure that there plenty of such opportunities, and more to the point, that we consult extensively. It is really important that we get this right, and yes, that we listen to industries, such as the ceramics industry, so that we can understand how best to look after their interests in the negotiations that lie ahead. I give the House an absolute assurance that every member of the Government and, indeed, the many people outside Government whom we will want to take part in this process will work absolutely assiduously to make sure we do the right thing for Britain.
I note the Leader of the House’s inadvertent honesty in telling the Chamber that we now have “carry-on Government”. He is obviously proud of his role in the referendum and he is also proud of his role in giving us English votes for English laws, but can he marry those two with English votes for English exits?
I know that the hon. Gentleman takes such a view. My view is very straightforward: we are one United Kingdom, we remain one United Kingdom and, given the opportunities in the world, we must absolutely plan our future as one United Kingdom. As we forge new trade deals around the world and businesses take advantage of new opportunities with the countries now telling us that when we leave the European Union they will want to forge new trade ties with us, I have to say that I would be deeply saddened and would hate it if any part of our current United Kingdom lost out on those opportunities.
After the momentous and tragic decision that the British people made last Thursday, are we in a position efficiently to hold to account the people who championed Brexit? The livelihoods of people in my constituency—those who work in the university, the textiles industry or manufacturing—are seriously threatened. In view of its present make-up, is the House of Commons able to assess what the damage is and how we can put it right, and can we hold to account those who made false promises?
I really do not think anyone can say, after the past four months, that inadequate arguments were made to the United Kingdom. People had the opportunity to set out their views, analyses, statistics and reports exhaustively. The British public were not short of information on which to base their decision. They have decided, and it is now our job to make sure that the decision they have taken for our country is implemented in the best possible way for the future of all of us.
May we have a debate in Government time on the impact of leaving the EU on important infrastructure investment in the north, particularly in relation to the northern powerhouse and the devolution agenda? A lot of Labour Members are very concerned that our northern constituencies, which voted to come out of the EU, will now face large gaps in the funding we had been hoping for, particularly for rail electrification in the north.
The Government remain committed to the northern powerhouse and to investing in it. That is an immensely important part of the strategy for us politically, for the country and for the communities that the hon. Lady and others represent in the north.
Today is the deadline for bids to host the Great Exhibition of the North in 2018. My home city of Bradford has already submitted a bid, which I believe, with an excellent vision and venue, is a strong contender. The Great Exhibition of the North will celebrate the huge cultural and economic contributions, past and present, that the north of England has made and is making to the rest of the UK. I urge the Leader of the House to allocate time for a debate on this very important subject.
I wish everyone in Bradford well with that bid. Bradford is a city that feels transformed. The centre has changed and things are happening there to really take the city forward. I am sure that everyone in Bradford is pleased about and proud of that. I hope that the bid does not simply celebrate the past and present, but sets a path for the future, given the contribution that the hon. Gentleman’s constituency and other communities in Yorkshire can make to our country.
Will the Leader of the House arrange for an urgent statement on significant changes introduced by the Department for Work and Pensions to how it deals with MPs’ queries on universal credit? My constituency of East Lothian is one of the first to have the full service roll-out, and there are lots of transitional problems. Unfortunately, the DWP MP hotline no longer takes queries on the full service roll-out, and I am being redirected to a DWP office in Bolton that will handle queries only by mail. That is insufficient.
I was not aware of that. I will have a word with the Secretary of State and see whether we can get a proper response to the hon. Gentleman.
Yesterday the Prime Minister claimed yet again that The Smiths were his favourite band—I am sure he will be hearing from Johnny Marr soon, if he has not already—but his mismanagement of the EU referendum has been less “This Charming Man” and much more “Bigmouth Strikes Again”. May we have an urgent debate on the effect of the referendum result on 16 to 18-year-olds in the UK, who were denied any say in their future and on their place in Europe?
I am afraid that I cannot comment on Smiths lyrics, as I am a Pink Floyd fan—indeed, 30 years on I still spend many happy hours listening to “The Dark Side of the Moon”. I know that the debate on the subject of votes for 16 and 17-year-olds has been a lively one, but it remains Government policy that the right age to begin voting is 18. It will continue to be a matter for debate, and Opposition Members who wish to bring it before the British people will be able to put it in their next manifesto, if indeed they are organised enough to have one.
May we have a debate on palliative care? I recently had the great privilege of visiting the newly opened Kilbryde hospice in my constituency to support its great work. It is extremely important that those in the last stages of their life are able to have their cases heard in Parliament and that we take forward debate on that swiftly.
I welcome the opening of the new hospice in the hon. Lady’s constituency. We all owe a huge amount to those who work in palliative care. It is an enormously challenging but enormously compassionate, kind and caring area of our society. I am sure we all pay tribute to all those who work to make the last days of those suffering from serious illness happy rather than difficult.
Owing to the Government’s misunderstanding of supported accommodation, they have had to launch a review of their own policy on it. The review is being led by a Minister in the other House. While it is underway, councils, housing associations and thousands of my constituents are left in limbo, unable to plan for the future. When will Members of this House get the chance to debate that review in Government time, and when does the Leader of the House expect it to report?
I do not know when the review will report. It is right and proper—all Members would expect it—that the Government listen if the House believes that we have got something wrong. The case the hon. Gentleman raises is clearly one where we have listened, and have looked in more detail at what is being done. We will bring the report back to this House in due course and there will be an opportunity to question Ministers about it.
So as to ensure proper parliamentary scrutiny, will the Leader of the House use his best offices to ensure that there is no invocation of article 50 of the Lisbon treaty unless and until the full proposals that the Government intend to submit to the Commission to activate the process of withdrawal from the EU have been debated in full and voted on by Parliament?
We will have plenty of opportunities throughout the autumn to discuss and debate what is planned. That is something for the new Government and new Prime Minister to decide in September.
I congratulate Wales on getting through in the European championship, and wish them the best of luck. Will the Leader of the House congratulate the Northern Ireland fans and Irish fans, who are being given an award by the Paris Mayor for their behaviour and humour? I hesitate to mention that humour, but when the fans start singing “Away in a Manger”, we might wonder where it is going until they get to the words
“looked down where he lay”
and instead they all chant “Healy”, although David Healy is not even playing; we then realise there is a terrific humour in that. Will he congratulate those fans, and all the other fans from everywhere else who have behaved themselves?
The Northern Ireland team and the Republic of Ireland team both played with great fortitude. Although we are all Welsh now, I have to say, as I believe Chris Coleman said at the end of the match, that Wales did not really deserve the result they got. Wales have played brilliantly in some of their games and made it through to the quarter finals, and we hope they will go much further, but Northern Ireland did the whole of the United Kingdom proud, too.
Much of the anti-immigration rhetoric in the Brexit debate was driven by the lack of availability of housing, in particular secure social housing tenancies that give families security and stability. May we expect a Government statement on their joining the Welsh Assembly Government in removing the right to buy and the right to acquire? Will we have a statement on ensuring an appropriate level of new investment in social housing for the United Kingdom?
There are two separate points here. We believe in home ownership; we believe people should have the right to own their homes. One reason it has for a long time been Government policy to reduce levels of immigration is that it puts pressure on public services, pressure on infrastructure and pressure on housing. First and foremost, we have to make sure we can make the provision we need for the next generation here.
A constituent of mine, who was one of my earliest cases just over a year ago, was despite my best efforts due to be deported on Tuesday morning, after I met her at Colebrook community centre on Monday. The removal did not go ahead as she is now back at Yarl’s Wood recovering from injuries allegedly inflicted by the five guards who travelled with her to the plane. Indeed, this alleged brutality was so severe that passengers on the plane tried to intervene and she was bundled back into the van. In the light of this, will the Leader of the House ensure we have a debate to discuss the treatment of those who claim asylum in this country?
Clearly, I cannot comment on the detail of such a case. I simply say it is obviously right and appropriate that anyone in our asylum system is treated with decency, but it is also the case that if people do not have the legal right to be here it is appropriate that we take them and deport them.
Do the Government really believe that the current private Members’ Bill system is perfect? The right hon. Gentleman has slapped down the Procedure Committee’s recommendations, but will he at least make Government time on the Floor of the House so that the whole House can have its say and have a vote on the recommendations?
My response said precisely that. It is right and proper that it should be a Back-Bench debate, because this is a debate about private Members’ Bills, which are a Back-Bench activity. Of course, the Backbench Business Committee can organise such a debate any time it wishes. My recommendation was that the debate take place before we assess how broadly the proposals are supported.
Between this place, the other place and the European Parliament, about 52.5% of our lawmakers are currently unelected. When the UK leaves the EU, that will rise to 55%. After the boundary review, it will rise again to 57%. May we have a debate on potential reform of our democratic process and reopen discussions on plans for a reduction in constituencies before we slide further into this severe democratic deficit?
The Scottish National party will have a number of days in this Session available to it for debate. It is welcome to bring forward this subject for debate if it chooses to do so. As I said earlier, reform of the House of Lords is not something I regard as a priority for this country.

Let us start with a brief quiz. What is the shortest ever piece of British legislation? Answer: the Parliament (Qualification of Women) Act 1918, which in 27 crisp words enabled women to stand for Parliament for the first time. As we commemorate the 150th anniversary of the founding of the campaign for women’s representation, it is worth remembering that the campaign is often long but the moment of justice is short and very, very sweet.
What a week it has been: torrential rain; floods in the SNP offices; downpours in the lifts; thunder and lightning—very, very frightening. Clearly, God is very angry with the leave campaign. The Prime Minister was on the Terrace on Tuesday evening enjoying a sneaky fag—no, not that kind—and some congenial company, but then he was mostly chatting with Labour MPs because Tories will not talk to him any more. In fact, there has been so much blue-on-blue action this week that the air is getting as blue as the Culture Secretary’s DVD collection.
The Tory Government in waiting, also known as the Justice Secretary and the former Mayor of London, have been touring the kingdom in their blunder bus like Dastardly and Muttley in the mean machine. The special thing about Dastardly and Muttley, of course, is that no matter how much they cheated—and, boy, did they cheat!—they never won a single race. On the one occasion when they nearly won, Dick Dastardly stopped just before the finishing line to pose for his picture, as it was a photo finish. How very Boris! As Dick Dastardly always said, “Drat, drat and double drat!”
When will the Leader of the House publish the Government’s response to the Procedure Committee’s report on private Members’ Bills? The House is hoping that the Government are genuine about reform, because the system, frankly, is a monumental waste of time and a fraud on democracy.
Can the Leader of the House explain something to me? He has announced the 13 days that are for consideration of private Members’ Bills, but the first one this year is not until 21 October. In previous years, it has always been in September—and early September at that. Why so late this year? It makes it virtually impossible before the end of January for any Member to get a Bill through the House of Commons, let alone through the House of Lords. Are the Government deliberately sabotaging private Members’ Bills even before they have started?
On 14 January, my hon. Friend the Member for Clwyd South (Susan Elan Jones) asked the Leader of the House whether the rules of the House could be changed to allow Welsh to be used in the Welsh Grand Committee when it sits here in Westminster. I understand that the language of this House is, of course, English, but Welsh is the mother tongue of many of my compatriots and constituents, so is it not time that we allowed Welsh in the Welsh Grand Committee?
We are about to consider emergency legislation on electoral registration for the referendum. It is obviously a delight that so many new people have tried to register. In the last three months alone, there have been 4.5 million extra attempts. Even allowing for the fact that some of those will be people just checking that they have already registered, that is the equivalent of 63 extra parliamentary seats in areas with high numbers of students and ethnic minorities. Would it not be bizarre in the extreme for the Government to insist on the Boundary Commission using the old December 2015 register to determine the boundaries and number of seats allocated to Northern Ireland, Wales, Scotland and England—or is this just gerrymandering?
Our Opposition day debate, as the Leader of the House announced, will be on the economic benefits of the UK’s membership of the European Union, because the last thing our very fragile economic recovery needs is the prolonged bout of uncertainty and the self-inflicted recession that Brexit would undoubtedly bring. We always achieve far more by our common endeavour than by going it alone. John Donne was right that no man is an island, and these islands are not a hermetically sealed unit. If we want to tackle climate change, environmental degradation, international crime and terrorism; if we want a seat at the table when the major decisions affecting our continent are made; if we want to shape Europe and fashion our own destiny: we have to lead Europe, not leave it.
Is it not fitting that on the Wednesday after the referendum we shall commemorate the Battle of the Somme, in which there were at least 200,000 French, 420,000 British and 620,000 German casualties? The continent that has been at war in every generation and in every century, that has spilt quantities of blood on the seas and the oceans, on the beaches, on the landing grounds, in the fields and in the streets and in the hills is now—thank God—at peace. We should not ever risk our children’s future: remain, remain, remain.
I start by marking the anniversaries of the campaigns to get votes for women and to get women into Parliament, which we are currently celebrating. I commend everyone involved in the art exhibition and new work of art in Westminster Hall and indeed all who came together in this Chamber last night for the photograph to mark the occasion. It is a very important development in our history that we should never forget. It is not so many years ago that, inexplicably, women were not given the vote and did not have the right to sit in this House. To our generation, that is incomprehensible. It is a change that always should have happened, and I am very glad that it did.
With apologies to the Scottish nationalists, I offer my good wishes to the England, Wales and Northern Ireland football teams in the European championship that is due to start this weekend. I very much hope that all of us here will cheer on all the home nations as they play their matches in the weeks ahead. [Interruption.] I am asked what this has got to do with the Leader of the House, but half the things that the shadow Leader of the House mentions have nothing at all to do with the business of the House—talk about pots and kettles, Mr Speaker! [Interruption.]
If I can shut up the shadow Leader of the House for a moment, let me confirm something that he would like to hear. We will be flying the rainbow flag from the top of Portcullis House to mark Pride weekend in London from 24 to 27 June. It looks like that has shut him up, Mr Speaker.
On the boundaries issues, let me remind Members that the current boundaries are based on figures from the 2001 census. In no way is that fair; in no way is it right and proper. In future, the boundaries will be based on figures that are updated every five years, and it is right and proper that, given concerns about the nature of our register, reforms be put in place to ensure that it is robust, appropriate and honest in a democracy.
The hon. Gentleman asked about the private Members’ Bills report. We will respond to it shortly, as is due process.
I have given question of the Welsh Grand Committee careful thought, as I said I would a few weeks ago in the House. English is the language of the House of Commons, and it would cost taxpayers’ money to make a change at this point. I therefore think that English should continue to be the language of the House, although if someone who cannot speak English arrives here, we may need to look at the issue again.
The hon. Gentleman mentioned next week’s Opposition day debate on Europe. I was delighted to see that, notwithstanding the lively debate we are having in this country at the moment, the April figures for our manufacturing sector showed an improvement, which is a sign that the economic improvement over which we have presided since 2010 is continuing.
I am delighted that the hon. Gentleman managed to pay a visit to my constituency this week, and to speak to my local Labour party. He was, and always is, most welcome in Epsom and Ewell. I am sure that, in the event that things become too tough in Rhondda and the threat from Plaid Cymru becomes too great, my local Labour party will be delighted to welcome him as its candidate in 2020.
Given the repeated poor performances by Govia Thameslink Railway, which are adversely affecting thousands of my constituents, will a Minister make a statement on what is being done to improve services on the line?
I am well aware of that issue, which has been raised by a number of other Members on both sides of the House. I know that the rail Minister is concerned about it, and the company should certainly be immensely concerned about it. This is obviously a difficult time because of the improvements at London Bridge, but the Secretary of State for Transport will be here later this month and I shall expect my hon. Friend and others to raise the issue then, because I know that it is causing concern to a great many constituents.
I thank the Leader of the House for his statement, although I suspect that the business on 27 June may be rather more interesting than what is currently billed.
This week, Ministers appear to have been working tirelessly. It is just a shame that they have spent all their energy on attacking each other rather than running the country effectively. That is why we need an urgent debate on the Government’s abject failure to manage the online voter registration system. Amid that embarrassing disaster, the employment Minister has called the Prime Minister “shameful” and “out of touch”, and the Justice Secretary has labelled the Government's own policies “corrosive of public trust”. Imagine what the rest of us think, Mr Speaker.
Let us also have a debate on immigration policy. Some current Tory Ministers have been touring the country declaring that when Brexit is secured Britain will kick migrants from the EU out and pave the way to letting more migrants from the Commonwealth in. Aye, we believe them—not. At the same time, other Minsters are trying to deport people like the Brain family from Dingwall, who are from another Commonwealth country. While all that has been going on, the Justice Secretary has stated that he wants to crack down on immigration to the UK altogether. Ministers are saying one thing to one part of the country, and telling a different tale to another. Just who are people to believe?
You will be aware, Mr Speaker, that the debate on the Investigatory Powers Bill earlier this week featured a range of patronising and condescending remarks by Tory Back Benchers, directed particularly at women on these Benches. That was unfortunately repeated during yesterday’s Westminster Hall debate on the sale of arms to Saudi Arabia, in which I participated. There were continual suggestions that we “don’t understand”. May we have a debate on “mansplaining”, and the fact that male Tory Back Benchers are not the only ones to have been elected to the House with an understanding of difficult and complex issues? The House will then find that women are very good at it too. I shall be happy to elaborate further if the Leader of the House needs any help in explaining that to his Back Benchers.
Let me start by reminding the hon. Lady that, if I am not mistaken, a few days ago the leader of her own party criticised the European referendum campaign of which she was part. I am not certain that the SNP is entirely aligned on this one.
The hon. Lady told us about the work that the House had done this week. Notwithstanding the fact that we are having the most serious debate that we have had in this country for a generation, the House is getting on with the important business of protecting the country from the security threats we face. I was grateful to the Labour party for the constructive way in which it approached that debate, but it was disappointing that, on a matter of national security, the SNP lined up in the Division Lobby against measures that we believe are essential to protect our citizens.
The hon. Lady talks about the legal position of migrants. As we are having this debate and people will be listening to it, it is worth being very clear about what the position is. Under the Vienna convention, regardless of the referendum, the legal position of anyone who lives in another country is that their position is protected if the nature of the residency arrangements in that country changes. I do not think that any of us, on either side of this debate, should give an alternative impression to people who might be worried about their position afterwards.
I would never in any way condone patronising comments towards women in this House. However, it is perfectly fair to say that the Scottish National party does not understand the importance of defence issues to this country. Its policies make no sense. Its arguments would do damage to Scotland, economically and in defence terms, and if we challenge them on them, it is right and proper to do so.
May I come back to the thorny issue of Avon and Somerset police force? The chief constable is under investigation. He and the police and crime commissioner tried to come to see me, and they are trying to influence MPs about what is going on with the serious sexual allegation against the chief constable. He is still in post. It is causing problems with the police force in Avon and Somerset. We really need a debate in this place to find out what is happening. This is a sizeable police force, covering Bristol and the Somerset area. Unless we get to the bottom of what is happening, we may have at least a problem with justice and possibly a travesty of justice.
My hon. Friend makes his point in his customary robust way, and he clearly raises issues that will be of very great concern to his constituents and to others elsewhere in the county. The Home Secretary will be here on Monday, so he will have a direct opportunity to raise this issue with her, and I am sure that he will do so.
May we have a debate in the near future on the political situation in Northern Ireland—thankfully, not because of any crisis, but because we should celebrate the fact that we are now embarking on the third term of uninterrupted devolution in Northern Ireland? We had very successful Assembly elections—certainly as far as our party is concerned. A debate will allow us time to debunk the nonsense being spoken today by the former Prime Minister, Tony Blair, about the peace process and the political process in Northern Ireland being under threat if we vote to leave the European Union. Surely that is the most irresponsible sort of talk that can be perpetuated in Northern Ireland. It is very dangerous and destabilising, and it should not be happening.
I pay tribute to all the political parties in Northern Ireland. The recent elections were characterised by being immensely dull, and that is a real tribute to the political progress that has been made in Northern Ireland. The fact that there was an election campaign based on detailed discussion about detailed issues—
I congratulate the right hon. Gentleman on his success. He will agree that we should be immensely proud of having a routine election campaign about local issues without the controversies of the past. [Interruption.] The shadow Leader of the House cannot shut up and cannot recognise the progress that has been made in Northern Ireland, and I commend everyone who has been involved in it.
Order. All this shouting from a sedentary position is very unstatesmanlike. It is not the sort of thing that I would ever have done.
Child and adolescent mental health must be a priority for local health services and every local authority. May we have a debate on the extra measures that we can implement to ensure that the framework is effective in providing the necessary support for some of the most vulnerable in our society?
The Government can boast of a good record in this area. We are already implementing measures that will deliver additional childcare for very young children, which will give their parents the opportunity to get into the workplace and bring a sense of direction and purpose to their households. We are also bringing forward measures, which are about to be discussed in the other place, that will help tackle issues around the adoption system and the care system. We have a good message to tell about what we are doing, and I hope that every local authority up and down the country will give this issue the importance that my hon. Friend rightly says it should have.
I thank the Leader of the House for the business statement and for the news that there will be a Backbench business day on Thursday 30 June. I also particularly welcome the half-day debate, on the previous day, Wednesday 29 June, on the 100th anniversary of the Battle of the Somme. I shall travel to the Somme on that day to join many members of the Northumberland Fusiliers Association. The Northumberland Fusiliers were heavily involved in the first few days of the battle, with battalions such as the Tyneside Scottish, the Tyneside Irish and the Newcastle Commercial battalion being heavily involved on the front line as hostilities began on 1 July.
I also ask the House to note that the membership of the Backbench Business Committee has now been concluded. The details are in today’s Order Paper. I welcome the new members, the hon. Members for Aldridge-Brownhills (Wendy Morton) and for Hazel Grove (William Wragg), to the Committee. I should also like to place on record my personal thanks to the hon. Members for Kettering (Mr Hollobone) and for Wellingborough (Mr Bone) for their service to the Committee and to the House over the past 12 months.
I echo the hon. Gentleman’s thanks to my two hon. Friends. I wish all the new members of the Committee well, and I congratulate him on returning to his position as its Chairman. There will be many opportunities for Members to seek opportunities for debates from his Committee over the coming months, and I look forward to seeing the range of topics that they bring forward for debate. I also pay tribute to him and to all those who will be going to celebrate the anniversary of the Battle of the Somme. In fact, it is not a celebration; they will be going to mark that anniversary. People are absolutely right to say that we should do everything we can to prevent such a conflict from happening in Europe ever again, and we should particularly note the role played by the NATO alliance over the past 75 years, and the role that our American friends have played in that transatlantic alliance to help us to keep the peace in Europe. Long may that alliance continue.
We know that 76% of all suicides are men. The figure in this country is nearly 5,000 a year and those who are most affected are in the age group between 45 and 59. May we have a debate on what more local councils and local health authorities can do to reduce that alarming rate?
This is a subject of increasing importance. The rise in suicides among young men in particular is deeply alarming. The Secretary of State for Health takes this issue very seriously indeed and he is working on upgrading the national suicide prevention strategy. As a Government, we will do everything we can, and we are already putting additional resources into mental health treatments in the health service to try to tackle this and other problems. We are working immensely hard to tackle this.
In regard to parliamentary representation for women, it is worth remembering that in 1912 a future Labour Cabinet member, George Lansbury, resigned his London east end seat in protest against women being denied the right to vote and to be represented in the House of Commons. He subsequently fought a by-election, which unfortunately he did not win, although he came back to the House in due course. Does the Leader of the House agree that it would be useful to have a debate shortly on what is happening to women abroad? Yesterday, a 17-year-old woman in Pakistan was burnt to death by her family because they disagreed with her marriage, and it is said that 1,000 women a year in Pakistan are murdered in the same way. Despite all the progress we have made in this country, the suffering that goes on and the murder of women should be remembered, fought over and debated, and we should try in every way possible to end it.
It is a great pleasure to find something on which the hon. Gentleman and I entirely agree. The treatment of women in some societies around the world is absolutely atrocious, and we as a leading nation in the world should always seek to improve that situation. We should use what influence we have around the world to change other regimes in other countries and to create a world that is more enlightened and more supportive towards women and that treats them in the way they should be treated.
May we have a debate on blood cancer? Next week, I am pleased to be starting the new all-party parliamentary group on blood cancer—Tuesday at 2 o’clock, room N, Portcullis House—and I would be grateful if the Leader of the House considered granting time for such a discussion.
I wish my hon. Friend well in establishing his new group. The great benefit of all-party groups is the strengthening of ties between this House and those outside who are affected by conditions such as blood cancer. It is an important part of the work of individual Members of Parliament, and I commend him for what he is doing.
When I was a Minister at the Department of Trade and Industry—now Business, Innovation and Skills—I was given a draft of an answer to a colleague’s parliamentary question to sign off that said that they would have a full answer by the end of autumn. The Prime Minister’s long-awaited decision on the Airports Commission is still awaited, but he said yesterday at PMQs that we would get a decision “in the summer”. Can the Leader of the House clarify whether the September fortnight is part of the summer session or the autumn session?
Formally, summer will depend upon the weather, but I assure the hon. Gentleman that the decision will come shortly. We have taken time over the decision because, rightly, Members of the House and on the Opposition Front Bench—[Interruption.] We hear them chirruping yet again. They have asked us to take immense care over the issue of air pollution in the United Kingdom, so we have been careful to consider the impact of nitrous oxide emissions around Heathrow to ensure that we get the final decision between the two choices right.
The Tobacco and Related Products Regulations 2016 were dealt with under the negative resolution procedure. Despite the statutory instrument’s provenance, much of it is commendable and will help in the fight against tobacco-related disease. However, may we have a debate on the paragraphs relating to e-cigarettes and vaping? ASH, Cancer Research UK, the Faculty of Public Health and the Royal College of Physicians are concerned that the paragraphs will be unhelpful in reducing the toll that tobacco takes.
I am very much aware of the issue that my hon. Friend raises. He is right that the measures have been carefully considered by the appropriate Committees of the House and have been debated and discussed in Brussels. I note his concerns and will ensure that my right hon. Friend the Secretary of State for Health understands the concerns that exist on the Government Benches and were raised through the Standing Order No. 24 application yesterday by my hon. Friend the Member for St Albans (Mrs Main).
We are now less than four weeks away from the publication of the Chilcot report and the former Prime Minister is back, haunting the television studios like some unwanted poltergeist, reassembling his old gang and getting his retaliation and excuses in first, all of which should give us some indication and encouragement that the report’s verdict will be damning—he has of course seen it—as indeed it should be. What will the parliamentary response be? Will there be a statement on the day of the report’s publication? Will the Opposition parties get sight of it under secure conditions? Will there be a debate in the following week? Will it be on the Adjournment? Will it be on a substantive motion? The Government have had a long, long time to think about this, and perhaps the Leader of the House can enlighten us on the parliamentary response to Chilcot.
Let me be clear that there will need to be discussions between the parties about exactly how we handle advance sight of the document, but it is of course essential that the House is able to question and discuss the report, even though it is not a Government report. I give the right hon. Gentleman the assurance that such opportunities will be provided.
As for the reappearance of the former Prime Minister in the media, it is noticeable that he has been omnipresent recently. The right hon. Gentleman might have noticed his interesting contribution today, in which he accused the current leader of the Labour party of changing it from a party of power into a party of protest, with which I, and probably even the shadow Leader of the House, agree.
Constituents of mine with relatives who have severe mental health problems often want to be close to them and to support them however they can, but are frustrated by the understandable confidentiality that mental health professionals must observe in relation to their patients. May we have a debate on how we can protect both patient confidentiality and the understandable desire of people to do their best for relatives who are suffering?
It is a really difficult issue and one that all of us have come across in our capacity as constituency Members. A relative who wants to do the right thing may or may not be doing the right thing, and professionals have to make difficult judgments about giving relatives access to information. It is an issue to which there is no right or wrong answer, but I will ensure that the Secretary of State for Health is aware that my hon. Friend has raised those concerns and he will perhaps respond to them directly.
May I remind the Leader of the House that on joining this House some of us took the Oath in both English and Welsh, so will he look again at the proposal to use Welsh in the Welsh Grand Committee? Some of us did not speak English until we were aged five. Most of us are now bilingual, but nevertheless the Welsh language and its status are very important.
I absolutely understand the need to protect the Welsh language, and across different Administrations over the last generation extensive steps have been taken to protect the Welsh language and make it part of routine life in Wales. My question to the right hon. Lady, however, is about whether, at a time of financial pressure, it is really sensible for us to be spending taxpayers’ money in a House where the prime language, the main language, the official language is English and when we have Members of this House who talk in that language. As long as that is the case, although I have considered the matter carefully, I do not believe that we should change things.
The Prime Minister has said that the EU budget has been cut, so I thought that I would check with the House of Commons Library. I do not think that these figures have been published, but according to the Library our net contribution to the European Union will increase by more than £2.7 billion this year—to £2,727,000. That does not seem to be a cut, so may we have a statement from the Government next week explaining the situation?
Fortunately, courtesy of the Opposition’s debate choice next Wednesday my hon. Friend will have the opportunity to ask questions and make a speech about these issues in this Chamber. I have no doubt, given his assiduousness in these matters, that he will ensure that he does so.
As the Leader of the House will know, this Sunday marks the start of Diabetes Awareness Week. Will he join me in congratulating Diabetes UK on this important campaign? Although 3 million people have been diagnosed with type 2 diabetes, including me, 1 million people still do not know that they have diabetes. May we have a statement next week about the Government’s response to Diabetes Awareness Week? Will the Leader of the House personally show his support—this has nothing to do with the excitement of the EU referendum campaign—and visit a pharmacy or GP in his constituency and have a diabetes test to encourage others to do so?
The right hon. Gentleman makes an important point. This condition affects large numbers of people, as he rightly says, and there are people who are not aware that they suffer from diabetes. I will give him that assurance, although probably not over the next two weeks—there is quite a lot on. I will give him a commitment that I will have that test at some point over the next few weeks and months, because that would make an important point. We, as local Members of Parliament, could well follow his suggestion to raise awareness of diabetes in our constituencies.
Will the Leader of the House arrange for a statement to be made urgently by the Prime Minister or the Foreign Secretary about the Government’s position on Turkish membership of the EU? In 2010, the Prime Minister said:
“I’m here to make the case for Turkey’s membership of the EU. And to fight for it.”
In 2014, he said:
“In terms of Turkish membership of the EU, I very much support that.”
Last night, the Chancellor of the Exchequer, who seems to be prepared to say anything at all to secure a remain vote, no matter how ludicrous, was saying that Turkey would never join the European Union. May we have an urgent statement to clear up this difference of opinion between the Chancellor and the Prime Minister and, in the meantime, will the Leader of the House confirm that it is still the Government’s position that Turkey should be able to join the European Union and that British taxpayers’ money is still being used to help Turkey’s accession to the European Union?
I am sure that my hon. Friend’s comments will have been noted by the Prime Minister and the Foreign Secretary and, of course, the Prime Minister will be back in this House next Wednesday before we go into recess. Notwithstanding questions about timing, it is still the Government’s policy that in due course Turkey should join the European Union.
I was recently contacted by several constituents who were looking to purchase the freeholds of their properties, which were built a few years ago. My constituents had found that the developers who originally built the properties had sold the freeholds on to private investment companies, who were now asking for three or four times the original asking price to purchase those freeholds. I know there is a process to resolve these issues, but it is lengthy, complex and expensive, so may we please have a debate on what can be done to simplify that process and give people some comfort that the homes they have bought are not being used by third parties as part of some speculative investment strategy?
This issue obviously affects a great many people and, where there are set processes, it should not be possible for any freeholder to exploit an individual leaseholder by contravening the rules. The amounts payable are calculated according to a formula that is set down in law, and should not be exploitable. If the hon. Gentleman has identified cases where this is not happening and from which there are lessons to be learned, I ask him to write to me, and I will pass the matter on to my colleagues in the Department for Communities and Local Government and ask them to take a detailed look at the concerns he has identified.
May we please have a debate on how this House responds to the very diligent work of the European Scrutiny Committee? At a time when the nation is just two weeks away from taking the most important decision in a generation, it is inexplicable why there are no less than eight documents—
There are no fewer than eight documents covering a range of important topics, such as free movement and the European Union charter of fundamental rights, all of which have been recommended by the European Scrutiny Committee for debate on the Floor of this House.
Mr Speaker, I have a proposal for the House. We know that the shadow Leader of the House is a champion of charities. May I suggest that we all sponsor him in a sponsored silence to raise funds for his chosen charities?
On the subject of European Scrutiny Committee timetables, of course there are opportunities in the next few days, particularly next Wednesday on the Opposition day, to debate many of those issues, but I do understand the point that my hon. Friend the Member for Bury North (Mr Nuttall) makes. We sought in the previous Session to make more time available for debate, and I will ensure that we look again to see that we can do that in the coming Session.
May we please have a debate about the excellent work that charities, such as KIDS in Hull, do, working with children with disabilities and their families? They provide services commissioned by Hull City Council. I am really concerned that, given the cuts to local authorities, great charities like that are now finding that their funding is being cut or reduced and that services to the most vulnerable in our communities will disappear.
It is always a great disappointment when we hear about local authorities—all too often Labour authorities—that are not innovative enough when it comes to dealing with financial pressures. There are some great councils around the country that are dealing with those pressures in a thoughtful way, pooling resources with neighbours and avoiding the cuts to front-line services that the right hon. Lady describes. I would simply ask her to urge her local authority to look for those examples and ensure that best practice keeps those services in Hull.
The Leader of the House has just confirmed that it is the policy of Her Majesty’s Government to encourage Turkish accession to the European Union. Indeed, we are paying £170 million a year to help Turkey and four other applicant countries join. In the borough of Kettering there are about 5,000 migrants from eastern Europe, from a population of 72 million, 12 years after accession. Given that the population of Turkey is 76 million, that means that the people of Kettering face the very real prospect of having at least 5,000 Turkish migrants 10 or 12 years after Turkish accession—something that would transform the borough of Kettering. May we have an urgent statement from the appropriate Minister about why on earth we are spending £170 million a year on promoting this madness?
I know that my hon. Friend feels passionately about these issues and is making these points during the course of the campaign that he is part of. There will be an opportunity next week in this House to debate matters related to the European Union, and I am sure he will also take advantage of that opportunity to raise the issues he has brought up today.
Constituents of mine in Motherwell and Wishaw have waited well over a year for a decision on their asylum applications. In that time, they have placed no financial burden on the UK. May we have a debate in Government time on the length of time still being taken to process and to make decisions on asylum applications?
Of course, it is not true to say that asylum seekers place no burden on the United Kingdom, because we do both provide accommodation for asylum seekers and support poor asylum seekers. That money comes from somewhere; it does not come from thin air.
We are all committed to seeking to get the fairest, speediest possible system for asylum in this country. We have a long tradition of being a refuge—a safe haven—for people escaping persecution, and that should always continue, but it is important that we do not allow our asylum system to become a veil for economic migration. They are different things and they should remain so.
The Humberston Fitties is a unique community in the Cleethorpes constituency consisting of holiday homes. Yesterday North East Lincolnshire Council ruled that residents will be able to occupy their homes for only eight months of the year, rather than 10 months, as has been the case for many years previously. That is partly a result of guidance or rulings from the Environment Agency and other bodies. May we have a debate to clear up the confusion between what is guidance and what is a statutory instruction from such agencies to local authorities?
I sometimes wish local authorities would make that distinction. The intention is to give them options to pursue, rather than telling them exactly what they should do. Local circumstances vary around the country, and when the participation of residents of holiday homes is lost for part of the year, that can have an economic impact. My hon. Friend has made an important point and I hope his local authority will take a long, hard look at what it must do and what is right for its area, and not simply tick a box because it thinks it must.
A number of my constituents have suffered long delays in having their Disclosure and Barring Service applications processed, particularly where those have been processed via the Metropolitan police, and more than one has fallen into serious debt as a result of not being able to take up employment as a result. May we have a statement or a debate on how we can tackle this problem and resource the service properly?
I know that this problem crops up from time to time for all of us as Members of Parliament. I have had experiences similar to that of the hon. Gentleman. The Home Secretary and the Policing Minister will be here on Monday. The hon. Gentleman will have the opportunity to put that question to them and ask what can be done to improve things.
My constituent Susan Fleeting contacted me regarding the tragic case of her son Robert, who died a non-combat death while serving in the armed forces in an English military base. Mrs Fleeting, like many similar families affected, cannot gain closure as there is no automatic inquest by jury into Robert’s death. Families require that we debate this important issue so that Mrs Fleeting, for her late son, and all armed forces personnel are assured of rigour and justice in the face of tragedy.
Of course, anyone who loses a child in unexplained circumstances should have information and should understand what happened. I will make sure that the Secretary of State for Defence is aware of the concerns that the hon. Lady has raised. She might like to write to me or to him giving more details. He will be here on the Monday after the referendum and I am sure he will be happy to take that question and give her a proper response.
The pub code, which is designed to give some measure of protection to pub tenants against the sometimes appalling behaviour of pubcos, was meant to be implemented on 28 May, but so far the Government have put nothing before the House. When will the Government bring forward a statutory instrument so that we can get the code in place to protect tenants?
I believe the answer is very shortly, but I will write to the hon. Lady and give her more detailed information about what is planned.

[That this House notes that Kamuran Yuksek of the Democratic Regions Party was in the UK on 25 April 2016 addressing a meeting in the House of Commons at the launch of the trade union Freedom for Ocalan Campaign; further notes that he spoke eloquently on the need for a peaceful settlement to the Kurdish question and expressed similar views in the Kurdish media; notes that on the evening of 10 May 2016 Mr Yuksek was taken away by Turkish police following an arrest warrant by the Public Prosecutor in Diyarbakir, while his house and office were raided by the police; believes the motivation for Mr Yuksek's detention is purely political; notes that he is the latest in a long list of journalists, lawyers, trade unionists, politicians, academics and human rights defenders who have been incarcerated for having the temerity to criticise the authoritarian regime of President Erdogan who has unleashed a genocidal war against the Kurdish population; believes the behaviour of the Turkish authorities to be outrageous and unacceptable; and calls for the immediate release of Kamuran Yuksek.]
The motion demands the release of Kamuran Yuksek, the leader of the Democratic Regions party, who is currently incarcerated by the Turkish authorities. May we have a statement or a debate in Government time on the outrageous and unacceptable behaviour of the Turkish authorities towards the Kurdish population?
The hon. Gentleman makes an important point. All of us regard with some concern some of the recent developments in Turkey. As a Government we urge the Turkish Administration to follow all the principles of democracy and fair justice in a democratic society. It is in their interests to do so, and if they aspire to join the European Union in future, whether we are in it or out of it, they will have to do that.

[That this House congratulates the BBC for a vivid and restrained account of the suffering of the loved ones of the British soldier Tom Keys who was killed in the Iraq War caused, in his father's opinion, by the lie of the threat from non-existent weapons of mass destruction; looks forward to the publication of the Chilcot Inquiry Report, but is concerned that attempts may be made to invent a fictionalised history of the reasons for the UK's involvement in the second Iraq War; and recalls a letter sent to Tony Blair by the hon. Member for Newport West in March 2003 which warned that the world would be a more dangerous place at the end of hostilities in Iraq than it was before, and that the UK's involvement in President Bush’s Iraq War would deepen the sense of grievance among Muslims that the Western and Christian world seeks to oppress them and that this would provide a propaganda victory to Osama bin Laden that would increase his support and the likelihood of more acts of terrorism.]
When may we debate the motion about the Iraq war, a decision of this House that resulted in the deaths of 179 of our brave British soldiers, and the need for a new and swift inquiry—a parliamentary inquiry—into a decision of this House that resulted in the deaths of 438 of our courageous British soldiers? That was the decision in 2006 where only six of our soldiers had died in combat, and the decision was to go into Helmand province in the belief that not a shot would be fired. In the interests of informing our future conduct, is it not right that we set up that inquiry into the Helmand incursion as swiftly as possible and understand the consequences of that terrible decision?
The hon. Gentleman talks about separate inquiries, but we have the vehicles in this House for carrying out such inquiries; the job of Select Committees is to carry out precisely the kinds of investigations and lesson-learning that he has just described. It is always open to the Defence Committee, and indeed the Foreign Affairs Committee, to carry out such work if they so wish.
Further to the question from the vice-chair of the save the pub all-party group, the hon. Member for Sheffield, Heeley (Louise Haigh), having had a year to get the pubs code in place, the Department for Business, Innovation and Skills then pulled it. Tenants are being denied a legal right that is laid down in the Small Business, Enterprise and Employment Act 2015. BIS is refusing to give a date for when the code will finally come in, so may we have a statement on that? Can the statement also confirm that the code will apply retrospectively to the dates set down in legislation to ensure that those who are currently being denied their legal right get it?
As I said, I will get a proper response to the hon. Member for Sheffield, Heeley (Louise Haigh), and I will ensure that the hon. Gentleman is copied into it. The Secretary of State will be here on the Tuesday after the referendum, when both hon. Members will have an opportunity to raise the matter.
The Leader of the House and the Prime Minister have rightly condemned anti-Semitism, yet under our constitutional set-up a Prime Minister of Jewish or Catholic faith would be expressly forbidden from undertaking some of their duties, and the monarch still has to be of Anglican faith and is expressly forbidden from being of Catholic faith. Is the Leader of the House going to bring forward any plans to change these arrangements, or is he happy with a set-up that is effectively anti-Semitic and sectarian?
I hate to disappoint the hon. Gentleman, but disestablishment is not on the Government’s agenda at the moment; there is quite a lot to deal with, and that is not top of our list.
This week the all-party group on international freedom of religion or belief released a report entitled, “Fleeing Persecution: Asylum Claims in the UK on Religious Freedom Grounds”. It highlights the shortfall in the number of caseworkers who determine asylum applicants on religious grounds and outlines 10 points for improvement. Will the Leader of the House agree to a statement on what steps the Home Office is planning to take to ensure that caseworkers are adequately trained to assess claims by individuals seeking asylum on religious grounds?
This is obviously a sensitive area, and we have to take great care with it. Of course we want to provide refuge to people fleeing religious persecution, but we need to ensure that our system is robust and that the people we are dealing with really are who they say they are. Great care is already taken to do that. The Home Secretary will be here on Monday, so if the hon. Gentleman has further thoughts about what we should be doing, I suggest that he raise them with her then.
I draw the Leader of the House’s attention to early-day motion 175, which I tabled yesterday to mark the fourth anniversary of the Istanbul convention on preventing violence against women and girls.
[That this House notes that 8 June 2016 marks the fourth anniversary of the UK Government becoming a signatory to the Istanbul Convention on violence against women and girls; expresses disappointment that the Government, despite outlining their commitment to do so several times, has still failed to ratify this important convention; recognises that women still face a significant amount of inequality, with one in four women experiencing some form of domestic, sexual or psychological abuse during their lifetimes; further notes that ratifying the Istanbul Convention should ensure that a series of preventative policies will be introduced to help tackle and end violence against women, such as non-violent conflict resolution in relationships and the right to personal integrity being included in school curricula at all levels; congratulates the campaign group ICchange for their continuing work in applying pressure on the Government to ratify the convention; and calls on the Government to accede to this pressure and ensure ratification as soon as possible.]
I have sought debates on the matter through the Table Office, but with no joy. May we therefore have a debate in Government time to get to the bottom of why the Government have failed to ratify this important convention?
The hon. Gentleman has a number of different options for pursuing these issues, such as Adjournment debates or the Backbench Business Committee. I am sure that the Chair of the Committee, who is in the Chamber, has listened carefully to what the hon. Gentleman has said. If other Members share his concern, I am sure that the Committee will consider that possibility.

Commons ChamberWith permission, Mr Speaker, I would like to make a short supplementary business statement.
Thursday 9 June—Motion to approve a statutory instrument relating to the European Union Referendum (Voter Registration) followed by the previously envisaged general debate on carers, as determined by the Backbench Business Committee.
I will, of course, make my usual business statement announcing future business tomorrow morning.
I am very grateful to the Government for doing what we asked earlier. It is obviously important that we try to make sure that everyone who is trying to take part in the referendum is able do so. I am grateful for the consultation there has been between the two Front-Bench teams. I hope that the Leader of the House will be able to confirm that there will be no other extraneous statements tomorrow, but only his business statement. The debate on carers is very important—it is national Carers Week and many people care about the issue.
We will see tomorrow morning, as normal, whether there is other business, but I am acutely aware that the debate on carers is a matter of great importance to people in this House. I thank the hon. Gentleman for his words.
You granted the urgent question earlier, Mr Speaker, and we will have a debate tomorrow morning, so I am sure that if the hon. Gentleman wishes to make points about the process he will have plenty of opportunity to do so.
In order to assist the House in its deliberations tomorrow will my right hon. Friend publish any precedent for any Government of any colour changing electoral law during an election period?
The Chancellor of the Duchy of Lancaster, who will take part in the debate, is sitting alongside me and I am sure will take note of that request, as he will want to do everything he can to keep the House as fully informed as possible.
I entirely support the decision to extend the registration period, but given the shambles that has occurred will the Leader of the House guarantee that everyone who wants to register will now be able to do so? Will he consider looking at automatic registration for the future, so that we can try to avoid these problems?
Those are really matters for the debate tomorrow, but I assure the House that the Government are seeking to ensure that all those who have been attempting to register—that is what this is about—have the opportunity to do so.
Will my right hon. Friend confirm that people have had months and months to register, and that if they left it to the last minute and all tried to register yesterday that is their fault, and we should not change our regulations in the middle of a very important referendum campaign simply to suit those who have not organised their personal affairs well enough to secure their registration in good time?
I know that my hon. Friend feels very strongly about these matters; the benefit of tomorrow’s debate and vote is that he will have the opportunity to participate fully and express his views in both parts of the process.
I can assure the House that that has already happened. Their votes clearly will not count unless the measure is passed, but we continue to encourage people to participate, in case the House decides that way.
Will sufficient time be made available tomorrow to discuss the fact that a number of EU citizens who are ineligible to vote are being sent registration or ballot cards? Will the Government have an opportunity to say what action they are taking to ensure that those people will not be able to register in the first place?
As my hon. Friend will recall, this matter was raised in the urgent question earlier, but he makes an important point. Ministers have already reassured the House, but I am sure they can do so again tomorrow morning, if required.
Will the Leader of the House confirm how long the debate will last tomorrow?
It will be a standard 90-minute statutory instrument debate, as is customary for secondary legislation.
The extension of registration will not apply to Northern Ireland, so will the measure be subject to certification under English votes for English laws?
I can inform the House that the drafting of the SI for tomorrow’s debate will include Northern Ireland.
The ability easily to register online meant that many applications last year were duplicates, which meant that otherwise unnecessary extra work was required from election teams. How many applications were genuine, and how many were duplicates?
My hon. Friend will have an opportunity to raise that and other such important issues in tomorrow’s debate.
I wish to clarify the Northern Ireland situation. It is still subject to discussion, but because Northern Ireland has a different system of registration, we want to make sure it is handled in the appropriate way.

Mr Speaker, you will notice a degree of commonality in the business for next week:
Monday 23 May—Continuation of the debate on the Queen’s Speech on defending public services.
Tuesday 24 May—Continuation of the debate on the Queen’s Speech on Europe, human rights and keeping people safe at home and abroad.
Wednesday 25 May—Continuation of the debate on the Queen’s Speech on education, skills and training.

The provisional business for the week commencing 6 June will include:

Mr Speaker, if only the rules allowed me to take some interventions.
I am sure the thoughts of the whole House will be with the families and friends of those on EgyptAir flight 804, which has disappeared over the Mediterranean. People will want to know what has happened, so I hope that the Leader of the House will be able to tell us and to ensure that the House is updated on any developments, not least because, as I understand it, there is at least one Briton on the flight.
I am delighted that the Leader of the House made a sort of apology for not giving us the statement on Syria which he went out of his way to promise the last time we were here. I note that he says that it will be alongside the foreign affairs debate, but will it be separate?
I am certainly in my last paragraph, Mr Speaker.
Finally, I gather that the Leader of the House is off to the United States of America next week. He is such a close friend and ally of Mr Trump that I am sure Trump tower is preparing the ticker-tape reception for him now. They have a habit in the United States of America of playing appropriate music when important politicians and international statesmen, such as the Leader of the House, appear on stage. The President always gets “Hail to the Chief”. I have had a word with the American ambassador, and I gather that they have got Yakety Sax from “The Benny Hill Show” ready for the Leader of the House.
First of all, on a very serious point, all our good wishes and sympathies go to the families of the passengers on the EgyptAir plane, who must be beside themselves with worry about what has happened. It is a deeply worrying situation. Clearly, if it turns out to be something more than an accident, we will want to discuss the matter in the House, but it is important that we await the outcome of the initial investigations and the search for the plane. All our hearts go out to everyone involved.
On the Syria statement, I reiterate that it will be a separate statement, but we have put it alongside the foreign affairs debate to ensure that those who are most concerned about the issue are likely to be present.
The hon. Member for Rhondda (Chris Bryant) is such an old misery. Yesterday was Britain at its finest: strong institutions, great tradition—things that make this great city one of the finest, if not the finest, in the world—a monarch we should be proud of and a programme for government that fulfils the commitments we made to the electorate at last year’s election which, I remind Labour Members, they lost and we won. We set out 21 new Government Bills. The programme for government completes most of the manifesto on which we won the election. It helps us to achieve our financial targets to balance our nation’s books and complete the sorting out of the mess that we inherited from Labour. It includes measures on children in care and on prisons. It helps to boost our digital economy. It helps to strengthen our ability to combat terrorism.
The hon. Gentleman talks about compassionate conservatism. Let me remind him of three things. First, in the past 12 months we have introduced the national living wage. Secondly, in the past 12 months claimant count unemployment has been at its lowest level since the 1970s. Thirdly, there has been a fall of more than 750,000 in the number of workless households—a change that will make a transformational difference to many of our most deprived communities. Those achievements were made under a Conservative Government, sorting out the mess that we inherited.
The hon. Gentleman started by talking about taking interventions, and here I have some sympathy with him. He did better this morning than the leader of the Labour party did yesterday. I noticed that the shadow Leader of the House yesterday spent 41 minutes trying to look at the shoes of Conservative Members rather than looking at the leader of his party making such an awful speech.
I am not sure whether the shadow Leader of the House raised any other questions. I was grappling with trying to understand what on earth he was going on about in the middle of his contribution. Let me be clear that we are at the start of a Session in which we will deliver before the House measures that will make a transformational difference to this country; measures that will make a difference to our most deprived communities; and measures that will make this country more secure economically and more secure against the national threats that we face.
In the week that the YMCA has named its latest building the Chris Bryant centre—after the famous Chris Bryant, not this one—we should pause for a moment to praise the shadow Leader of the House. He is a great champion of equalities in this place, and he and I share the ambition of wanting more women to be elected to office. I am delighted to see that his constituency has done its bit by electing a woman to represent it in Cardiff, and who knows whether we will see a further step in that direction in this House in 2020. While we are on the subject of the shadow Leader of the House, may I congratulate him on stepping in to save the local calendar competition in Rhondda following the defeat of its founder, Leighton Andrews, in the Welsh elections? Who knows, but perhaps the hon. Gentleman will have his very own calendar girl for the month of May 2020 in the Rhondda—Leanne Wood.
The controversial HS2 project has again been in the media, with talk of further cost overruns and potential cuts to the scope of the project. The announcement of the finalised route for phase 2 will not be made until at least this September—a year late—exacerbating the blight on my constituents. May we have a statement to update the House on the progress of HS2 so that we can know exactly how big the white elephant has grown?
I do understand my hon. Friend’s concerns. His constituency is one of those that faces challenges from HS2, but also in my view benefits from it in the way it will open up parts of our economy, improve infrastructure and make a difference to jobs and business prospects. I understand the concerns he has raised. We have a debate on transport today, but I will make sure that the Secretary of State for Transport is aware of the concerns that my hon. Friend has raised.
I thank the Leader of the House for announcing the business for next week. We, too, pass on our best wishes to all those caught up in the Egyptian airline event. Let us hope that there can be some sort of positive resolution to it all.
What a few weeks we are going to have. We will have to spend most of our time discussing the anaemic, tortured stuff in the Queen’s Speech, when all Government Members want to do is knock lumps out of each other over the EU referendum. The debate in the Tory party is hardly reaching Churchillian standards of discourse. According to the hon. Member for Wycombe (Mr Baker) on the radio this morning, it is apparently all about insults, personal attacks and tabloid smears.
My hon. Friends are already considering our amendments to the driverless cars Bill. Most of them involve locking this Tory Government into the said vehicle and heading it towards the nearest cliff edge. The Scotland bit in the Queen’s Speech yesterday got 22 words, which is actually quite good given what we usually get when we are included in all this. It may be a one nation Queen’s Speech, but one of those nations certainly is not Scotland.
We still have not secured from this Government a statement on all the now quite explosive evidence in the Conservative party submission to the Electoral Commission about the conflict between national and local spending during the last election campaign. Fourteen police forces are now investigating this alleged electoral fraud, yet we have not heard one peep from the Government. They know what they were up to, because a book has been serialised in The Daily Telegraph called, “Why the Tories Won: The Inside Story of the 2015 Election”, which says:
“The buses were critical to moving party troops from where they lived to where the swing voters could be found. The central party paid for all the buses and trains, as well as hotels and hostels.”
We must now have an urgent statement from the Government on what they will actually do about this.
Lastly, may we have a debate on world war two? It would allow senior Labour and Conservative Members to indulge their new passion of talking about Hitler. We could hear about all the dodgy histories and spurious examples, and it might take minds off the raging civil wars within the Labour party and within the Conservative party, which we are immensely enjoying.
I thank the hon. Gentleman for his comments about the EgyptAir plane. We are all waiting with hope, but also with trepidation, to hear what has happened.
I am really not sure that this is the week for Scottish National party Members to talk about stories in the tabloids. I have read the news, and I have to say that there must be something in the water in Scotland. As you will remember, Mr Speaker, I told the House a few months ago that the hon. Member for Na h-Eileanan an Iar (Mr MacNeil) had written to me about recess dates because he wanted to put the ram in with the ewes. At that time, I thought he was talking about sheep.
The Queen’s Speech was a powerful package for this country. It will deliver change for Scotland and the whole of the United Kingdom. It included important measures for our economy and our security. The SNP cannot have it both ways. It cannot, on the one hand, demand and secure far greater powers for the Government in Edinburgh and the nation of Scotland, and then turn around and complain that it has not got a huge range of measures in the Queen’s Speech. We will look at how the SNP uses those powers. Yesterday, its leader in Westminster said yet again that the SNP wanted more powers for Scotland. Perhaps it might like to use the powers it has in the first place.
On the subject of the Scottish Parliament and Administration, I congratulate the First Minister on her re-election. I also congratulate Ruth Davidson, our Scottish leader, on depriving the Scottish National party of its majority in the Scottish Parliament. We will be an effective Unionist opposition to the SNP, and we will hold it to account to use the powers it has been given wisely in the interests of Scotland. If it does not do so, we will then defeat it.
The hon. Gentleman raised election issues. Those are matters for the appropriate authorities: they are not matters for the Government.
May we have a debate on the BBC and its relationship with the European Union, especially in relation to its coverage of the EU? It was revealed in Heat Street magazine this week that the BBC received £2.1 million from the European Union between April 2013 and September 2015. That is on top of at least £141 million in soft loans from the European Investment Bank. On the bank’s website, it says:
“The EIB is the European Union’s bank. We work closely with other EU institutions to implement EU policy.”
That is the only basis on which to get one of those loans. Surely those matters should be declared by the BBC whenever it covers the EU referendum. May we have a debate on that and perhaps the Leader of the House could tell us whether he agrees that the BBC should have to declare that interest during its EU referendum coverage?
My hon. Friend makes his point with his customary effectiveness. I have no doubt that the BBC will be listening carefully to his comments and, if nothing else, the view he has put forward will ensure that it goes even further out of its way to try to make sure that it is impartial in the referendum campaign.
Can the Leader of the House explain the difference—perhaps we could have a statement—between the 1975 referendum, during which Ministers disagreed without bitterness, important arguments were made and personal attacks were not made, and the present campaign, in which Cabinet and other members of the Government and their supporters have such bitterness, strife and rancour between them over the question of remain or leave? It is not very civilised and totally unlike 1975.
Ironically, I wrote a short piece for City A.M. this morning about social reform, alongside my deputy from a different side of the argument. I assure the hon. Gentleman that we are still best friends, unlike most people in the Labour party, who appear to be preparing to knife their leader in the back.
May we have a debate on the important report on antimicrobial resistance that came out this morning? It was initiated by the Prime Minister and the Chancellor, and it is vital. I know that my hon. Friends the Members for Thirsk and Malton (Kevin Hollinrake) and for York Outer (Julian Sturdy) have spoken eloquently on the subject, but we need an opportunity to discuss the terrifying prospect of increasing antimicrobial resistance as soon as possible.
My hon. Friend makes a very important point indeed. We spar on political matters, but this issue affects all of us and should be of great concern to our country and to the world as whole. It is a serious issue. Of course, we will have a debate on Monday on public services and that might be an opportunity for my hon. Friend to discuss the matter in the House with the Secretary of State. If not, it is an issue that we should certainly look to return to.
In the past month, there have been 11 serious stabbings involving young people in my borough. There have been 114 incidents of serious youth violence in Lambeth and more than 2,300 across London. This is a crisis situation and it is nationwide. It has been occurring for several months now, yet it did not merit a single mention by the Prime Minister in his remarks in this House yesterday on the forthcoming agenda of this Government. Will the Leader of the House arrange for a statement on whether the Government will agree to what I and many Members of this House, on both sides, have been calling for—a proper, independent, cross-party commission on this issue—because right now, to many of my constituents, it does not look like this Government care about what is happening on our streets?
First, I absolutely agree with the hon. Gentleman about the seriousness of the issue. I disagree with him that we have not taken it seriously. We have sought both to tighten the law—I did some of that when I was Justice Secretary—and to engage young people. Yesterday’s Queen’s Speech included our plans to extend and solidify the National Citizen Service, which we believe will help to engage young people who might otherwise find themselves in the wrong place in our society. I pay tribute to the work done by the voluntary sector; some fantastic projects in London seek to engage young people and take them away from this. We will come back to this issue, and I will make sure the Home Secretary is aware of the request the hon. Gentleman has made. I can assure him that we take it very seriously indeed.
As you know, Mr Speaker, I am the chairman of the all-party group on south west rail. Earlier this month, the Peninsula Rail Task Force published its initial proposals, which are open for public consultation until 27 May. After that, may we have a debate so that south-west Members of Parliament can make sure that the Department for Transport understands exactly what we want in the south-west?
Obviously, I am well aware of the challenge we face with rail in the south-west. We had the difficult experience a couple of years ago of the line being washed away and having an extended period when it was closed. I know that the Department for Transport takes this enormously seriously, and I pay tribute to my hon. Friend for the work he is doing to make sure it is kept firmly on the desks of Ministers. I remind him that after this morning’s statement there will be an opportunity for him to raise the issue in the debate on transport, and I advise him to do just that.
Last Thursday, after Parliament had been prorogued, the Government published the peer review reports on the deaths of 49 social security claimants who had died between 2012 and 2014—this was after Ministers had denied that they had any records on people whose deaths had been linked to the social security system. Given the gravity of this matter and given that this is the second time data have been released on the deaths of social security claimants while Parliament has been in recess, when will the Leader of the House arrange for a statement to this House on what action has been taken to address the recommendations in these reports?
The hon. Lady will have the opportunity to raise this issue next Thursday, when there will be a debate on work and welfare matters in this House. I am sure she will take the opportunity to do that.
I was pleased to see a higher education Bill announced in yesterday’s Gracious Speech. It will enable more universities to be built, increase the participation of those from deprived families, and increase diversity reporting. Can my right hon. Friend update the House as to when the technical consultation on the teaching excellence framework will be announced, particularly for the universities sector? What will be the timescales for the debate, aside from on Wednesday of next week?
I do not know the dates of the technical consultation, but I can tell my hon. Friend that the higher education Bill will be brought before this House very shortly. It will be one of the earliest Bills to be debated in this Session, and I have no doubt that he will want to make his points in that discussion.
May we have a statement from the Home Secretary next week on the plight of the Brain family from Dingwall, who are ably represented in this House by my hon. Friend the Member for Ross, Skye and Lochaber (Ian Blackford) and who are threatened with deportation? This young family came to Scotland five years ago under the fresh talent initiative. They have contributed massively, of their money and their efforts, to the community. They are self-supporting and contribute to community efforts—I include in that their young, seven-year-old son Lachlan, who has known no other home but Dingwall and whose first language is Scots Gaelic. Does the Leader of the House feel no shame at all that his party’s narrow obsession with immigration statistics could result in a huge injustice being perpetrated against this young family and a huge disservice being committed against the people of Scotland?
First, I do not know the circumstance of the case, but I will draw the right hon. Gentleman’s comments to the attention of the Home Secretary this morning, after the end of this session. However, it is important to remember that, if people come here for a temporary period, it does not automatically mean that they will have the right to stay here at the end of that period. That is important to remember when we are dealing with these cases.
I wish urgently to raise the case of Gloria Calib, a 38-year-old student from Lahore, who proposes to leave her family to do her viva and complete her PhD at the London School of Theology. Her visa has been turned down despite the backing of a former bishop in this country. Will the Leader of the House make time for a statement on visa processes for genuine academic candidates, so that these issues can be resolved? There seems to be a pattern of middle east Christians being put into bad circumstances and not evaluated very well.
Again, I cannot comment on the individual case because I do not know the circumstance. What I can say is that we do not have Home Office questions for a little while yet, because we had them relatively recently, so the best thing for me to do is to draw the attention of the Home Secretary to the case that my hon. Friend has raised and ask the Home Office to deal with him directly on it.
The Leader of the House has said that the Government’s intention is to make the UK more economically secure. In the light of that, can we have a debate in this House on farm-gate prices, particularly in relation to the regional differentials between farm-gate prices in Northern Ireland and those in Britain, because farmers in Northern Ireland are being placed at a severe financial disadvantage?
Again, I do not know enough about the detail of the case. Perhaps the hon. Lady could write to me, and I will ensure that she gets a proper response, but I do not have detailed knowledge of the farm-gate price situation in Northern Ireland.
On the frontline of the security of this nation are our armed police officers, who are often put in very dangerous circumstances and have to make a decision in a split second. If they are forced to make that decision, they then face months of scrutiny over whether that decision, taken in a split second, was right or wrong. Can we have a debate on the process of analysing those decisions and the scrutiny under which those officers are put?
My hon. Friend makes an important point. We are in the process of recruiting more than 1,000 new armed officers as an essential part of the strategy that we now have to combat the risk of terrorism in this country. If an incident does take place involving an armed officer, it is important to ensure that, for the protection of that officer as much as anything else, it is properly checked and investigated. We must not get ourselves into a position where people do not want to be armed officers and are not willing to act because they are concerned about the consequences for themselves.
The Department of Health is due to publish soon the NHS health action plan on hearing loss. Does the Leader of the House know whether there is a date for when that might happen, and whether it will be in the form of a written or an oral statement? A number of us will be bidding for Adjournment debate time to discuss the matter. It is a good news story for the 3 million hard of hearing and deaf people in the UK. A lot of great work is being done in the Department and by the NHS, and it would be really good to see the Government leading from the front on this.
I know that the Government are working on that. I do not have an exact date yet, but I am sure that they will want to update the House fully. I cannot give the hon. Gentleman an undertaking that there will be an oral statement, but I suspect that, when it happens, there will be a desire by the Department of Health to inform the House as widely as possible. I am sure that it is the kind of issue that may well end up being debated either in an Adjournment debate or in a Backbench Business Committee debate once the new Chair is elected. Let me pass on my commiserations to the former—and potentially future—Chair of the Backbench Business Committee, the hon. Member for Gateshead (Ian Mearns), for the events of the past couple of weeks. Who knows, he might bounce back quickly.
The humanitarian crisis in north-east Syria is becoming worse, with international aid unable to reach the region. Food prices have increased severalfold. A kilo of tomatoes is 800 Syrian pounds and a kilo of sugar is 1,000 Syrian pounds. The average wage is a 10th of what is needed to buy food for a family of five people. Although ISIS, or Daesh, is on the back foot, it still controls the only road access to the region. Will the Leader of the House agree to a debate or a statement on this vital issue?
Order. Before the Leader of the House responds, may I say to the former Chair of the Backbench Business Committee that I was cheering for Newcastle on Sunday, and how magnificent it was to see them beat Tottenham 5-1, therefore ensuring that Arsenal finished above Tottenham on the last day of the season.
Mr Speaker, I think you have just made yourself enormously popular with a large part of north London and enormously unpopular with another part of north London, but I suspect you knew that anyway.
We will have a statement on the situation in Syria on Tuesday. If in the eyes of the hon. Member for Strangford (Jim Shannon) certain issues have not been covered satisfactorily, he will be able to raise them in the foreign affairs debate that follows. There will be an opportunity for him to raise these immensely serious issues. They are often difficult for us to address from here, but I remind him that we are the second largest international donor to the different groups that are trying to provide humanitarian and other support to those who have been affected by the Syrian war.
As football seems to be the theme, I am sure that the Leader of the House will want to congratulate Partick Thistle on its 140th anniversary, as noted in early-day motion 001 of this Session.

When will the Government publish their response to the Procedure Committee’s report on private Members’ Bills, and when will we have a debate and a vote on the recommendations in that report?
I am happy to congratulate Partick Thistle on their anniversary. I am sure that the hon. Gentleman is looking forward to a successful season next season, and will probably be in the stands on many Saturdays.
We will respond to the Procedure Committee’s report on private Members’ Bills in the appropriate timeframe, which I think is by 12 June.
According to the Samaritans, 4,722 people took their life in England in 2015. While this trend is in a 30-year decline, in recent years it has worryingly been rising again to the highest level since 2004. May we have a debate on the implementation of the Government’s suicide prevention strategy for England and how the Government might assist further the prevention of suicides?
This is, of course, a serious issue. We have seen an upward trend in recent times, particularly among young men. Suicide prevention is a focus for the Government. It is one reason why we are trying to put more resource into providing proper mental health support. Mental health is a crucial area of our health service, and something that we must do as well as we can. The Health Secretary will be here on Monday for the public services debate, and I would encourage the hon. Gentleman to bring up the subject of mental health then so that it remains very much in the sights of the Department of Health.
Thank you, Mr Speaker. Can we find time for a debate about garden waste collection? In the borough of Harrow, the council has decided to charge residents £40 for six months of collections, and the collections are not even being made. I am receiving complaints on a daily basis about this, and it is time that we raised the issue in the House so that hon. Members on both sides can comment on the calamity of some of the rubbish collections across this country.
I can well understand how frustrating it is for my hon. Friend and his constituents, but with his experience as deputy Chair of the Backbench Business Committee, he is better placed than almost anyone to introduce such a debate, and I am sure that he will do so.
British soldiers are concerned about the safety of the new Virtus body armour they have been issued with. If they fall to the ground, they cannot get up, and they cannot get their armour on in the dark. This is incredibly dangerous. The Ministry of Defence says that it is working with the supplier to make improvements, but why issue kit in the first place that puts soldiers’ safety in jeopardy? May we have a statement on how MOD systems have failed and, more important, how the procurement systems can be changed to stop this happening again?
The hon. Lady raises an obviously serious matter. As I said earlier, apart from the Syria statement, there will be a debate on defence matters on Tuesday afternoon and she may wish to bring the issue to the attention of Ministers then.
I find myself in the curious position of echoing the hon. Member for Shipley (Philip Davies), but I assure the House that it is entirely coincidental. May I ask the Leader of the House for a debate in Government time on the BBC White Paper? The urgent question and the statement took place before publication last week and there remains considerable public disquiet about the Government’s ideological motives, as well as the Government’s ability to pack the unitary board with friends and placemen who could have a direct influence on the editorial policy of the BBC.
Let us be clear: the proposed unitary board of the BBC is not responsible for editorial policy; the director-general remains responsible for editorial policy. The influence of the board is after broadcast, not before it, which is the way it has been in the past with the BBC Trust and the way it should continue. The elements of the White Paper that require legislation will be debated in this House and there will be plenty of opportunities to question the Secretary of State before we get anywhere near the formal charter renewal.
My local authority, Cheshire West and Chester Council, with Warrington Borough Council and Cheshire East Council, is locked in talks with the Department for Communities and Local Government about a devolution deal for the area. I welcome devolution in principle, but there seems to be a strange insistence on elected mayors. The area I am talking about is so broad and large, bordered by north Wales on one side and Greater Manchester on the other, that I question the suitability of an elected mayor. May we have a debate on the necessity of elected mayors in areas outside city regions?
The whole point of the devolution package is that we are offering additional powers to local communities, but we need them to come to use with a credible governance structure for managing those additional powers. A variety of deals are being done across the country. Not all are identical and not all involve the same structures for local government; the one thing they have in common is that to go ahead, we have to have confidence that they can deliver what is necessary. I am sure that is no different in Cheshire.
I have a constituent, Elaine, who has an hereditary muscle-wasting paraplegia condition. Despite being on disability living allowance since she was five years old, Elaine, now in her early 20s, did not qualify for a personal independence payment. That in itself is outrageous, but on looking into the wider issue we find that half of all PIP awards are for three years or less, meaning that people with degenerative muscle diseases undergo continual reassessments, which is not only cruel but a waste of money. Can we have a proper debate on the impact of PIP and the medical assessments in the roll-out of the system?
Clearly cases involving such diseases are immensely serious and immensely problematic for those affected, but I remind the hon. Gentleman that in Scotland these are devolved matters, so perhaps this is the wrong forum for such a debate.

Commons ChamberI am very grateful to the right hon. Gentleman for what he has said. By the way, people periodically irritate other people, but Members hardly ever irritate me. I am always happy to hear Members, and I was very happy to hear his hon. Friend the Member for Westmorland and Lonsdale (Tim Farron) yesterday. In fact, so keen was I to hear the hon. Gentleman that I called him about 10 minutes into injury time. I am sure that the hon. Gentleman will not have any complaints. He is a robust character and can look after himself. In any case, he has a good sense of humour.
I do not think that I can offer the prospect of a statement next Wednesday. That will simply not be practical. I think that we have to balance the understandable disappointment on the part of many Members about the fact that there has not been a statement today with a degree of reasonableness about when such a statement can take place. I do not think that we will serve the House by interrupting the Queen’s Speech debate next Wednesday. I do not think there is a precedent for that, and it is not necessary.
However, I think the Government will be sensitive to the relative urgency of the matter. Certainly, if very disturbing news were to be included in that statement—I hope there would not be—that would, as it were, up the ante and emphasise that there is a premium on the delivery of such a statement at the earliest possible opportunity. I hope in future that, if commitments are made, they can be honoured, and then we will not have to have a re-run of this exchange. I note that the Leader of the House is now in the Chamber; he is welcome to respond to the point of order from the right hon. Gentleman if he wishes, but he is not under any obligation to do so.

Talk of the fag end of a parliamentary session, the business the Leader has just announced is the sludgy, slimy, foul-smelling, trashy, ych a fi dregs of politics.
Yesterday’s Prime Minister’s questions showed me, if nobody else, that there ain’t no gutter low enough for the Prime Minister to slop around in. That kind of despicable smearing of one’s opponents degrades the whole of politics, and I would gently say to the Government that those who live by the gutter die in the gutter. I am absolutely certain that that kind of politics is not welcome to British voters.
What a year it has been! Every single economic target missed. Growth forecasts constantly downgraded. Debt up. Homelessness up. The use of food banks up by 19%. Absolute child poverty set to rise. NHS waiting lists up. Libraries closed. Net migration higher than it has ever been. There has been one Budget in which the Chancellor attacked working tax credits, and another in which he attacked welfare payments. Morale at rock bottom—in the NHS, the teaching profession and the police. Election rules bent to benefit the Tories in marginal seats. Financial rules rigged to give more cash to the richest councils. Standing Orders changed to benefit the Tories in this House. Was it just a cruel joke last year to make Her Majesty say:
“My Government will…adopt a one nation approach”?
Come off it, this is not a one nation Government: it is a nasty, vindictive Tory Government, balancing the books on the backs of the poor and the vulnerable. I hope voters today will say, “Enough! Now go!” and will vote Labour in London, Wales, Scotland and across the whole United Kingdom.
Northern Ireland is in the United Kingdom, in case the hon. Gentleman has forgotten his history.
You can tell state opening is coming. The awnings are going up outside the Lords. The Doorkeepers have been rubbing up their brasses. Countesses have been brushing off their tiaras. The Clerk has had a haircut—you cannot tell, but underneath his wig, he has had a haircut. And I gather you have even had your annual bath, Mr Speaker. [Interruption.] Don’t do that mock outraged look, it doesn’t suit you. Could we introduce an innovation this year at state opening? I know the Leader of the House does not want to listen to the President of the United States of America, but could we have a roll-call of ambassadors and high commissioners, just to check which of our allies want us to stay in the European Union? So far as I can see, they include not just our oldest ally, Portugal, and every other EU country, but the Commonwealth countries of Australia, Canada, New Zealand and South Africa, and doubtless many more. Who knows, perhaps we will be adding Japan later today and of course Norway—so the Norway model is that we should stay in. The only international figure who wants us to leave is Donald Trump—Grayling with a hairpiece. How on earth can the Leader of the House argue that we would increase our influence in the world by leaving the European Union?
May we have a debate about the BBC? The Culture Secretary says he relishes the demise of the BBC. He wants to ban “Strictly” and “The Voice” and to force the BBC to make deliberately unpopular programmes. He has even said that if he does not renew the BBC charter by the end of this year,
“it may be that the BBC will cease to exist”—
something he calls “a tempting prospect.” Now, I do not want to get into the Culture Secretary’s temptations, but when will Ministers get it into their fat heads that the British people love the BBC? They are proud of it and see it as our greatest cultural institution, and they do not want some right-wing Minister pursuing a personal agenda and handing British broadcasting over lock, stock and barrel to his chum Murdoch. Will the Government publish the White Paper next week, stand by the financial deal they signed up to with the BBC last year and guarantee that there will be a new 11-year BBC charter in place this autumn?
In recent years, some of the most destructively powerful people in the land have done their level best to avoid appearing before Select Committees of this House. The Maxwells, Rebekah Brooks, Rupert and James Murdoch, Philip Green, Matthew Elliott—they all initially refused to attend and had to be formally summonsed or persuaded to attend. Irene Rosenfeld, chief executive of Kraft Foods, point-blank refused to appear to discuss the takeover of Cadbury and got away with it. Surely that is not just a clear contempt of Parliament, but a contempt of the British public as well. Our constituents want us to hold the powerful to account, and we should not be shy of doing so. Some people think our powers are unclear, and witnesses are beginning to call our bluff, so we have to do something. In 2013, the Joint Committee on Parliamentary Privilege recommended changes to Standing Orders to make it absolutely clear that Parliament can arrest, punish and fine offenders, saying that
“if the problems we have identified…are not resolved…today’s Parliament should stand ready to legislate”.
The Committee said that doing nothing was not an option, but that is exactly what the Government have done—absolutely nothing. So surely it is time for us to make it a criminal offence to fail to appear or refuse to appear without reasonable excuse before a Committee of this House.
The mayoral election ends today, so will we finally now get a decision on Heathrow? In the words of Bucks Fizz in their epic Eurovision-winning number, “Making Your Mind Up”, just before they so memorably tore off their skirts,
“Don’t let your indecision
Take you from behind.
Trust your inner vision
Don’t let others change your mind.”
Incidentally, good luck to Joe and Jake next week—let us hope the UK agrees with them that “You’re Not Alone” in the European referendum on 23 June.
May I start, Mr Speaker, by congratulating you on your indulgence and your patience? I am sure you have powers that would enable you to take much more robust action against comments such as the ones we have just heard.
What a load of twaddle we just heard from the shadow Leader of the House. Let us be clear: we have spent the past 12 months fulfilling the trust that the public put in us at the general election last year when we defeated the Labour party. Let us look at the things that this Government have done. We have introduced new powers to turn around failing schools. We have paved the way for the northern powerhouse. We have passed the European Union Referendum Act 2015. We have provided substantial new powers of devolution to Scotland. We have paved the way for the national living wage. We have passed English votes for English laws. We have passed a childcare Act that doubles the amount of free childcare each week. We have taken further important steps to consolidate peace in Northern Ireland. These are real achievements that Government Members are proud of.
The hon. Gentleman talks about a one nation party. I am proud to be part of a Government who have seen unemployment fall to its lowest levels since the 1970s. It is worth remembering that there has never yet been a Labour Government who left office with unemployment lower than it was when they started. I am also proud that we are living in a nation where we now have more than half a million fewer children growing up in workless households than there were in 2010—a legacy of poverty that we inherited from the previous Government and that we are turning around.
The hon. Gentleman talks about the language of politics. I hear the language of politics on the Opposition Benches as Labour Members fight like ferrets in a sack, desperately working out how to deal with their leadership crisis and trying to deal with the endemic problem of anti-Semitism in their party.
It is worth saying today that this week marks the 37th anniversary of a great step forward in equality in our society: the moment we elected our first woman Prime Minister. I am sure that everyone, even the shadow Leader of the House, would agree that that was a really crucial moment in our political history that we should mark unreservedly.
The hon. Gentleman mentioned the BBC. Once again, he is making the mistake that I am surprised he does make of always believing everything he reads in the papers. He needs to wait for the White Paper on the BBC, which will be brought before the House shortly. He and his colleagues will have the opportunity to question that White Paper when it appears, but I say simply that Conservative Members expect the BBC to have a strong future in this country.
The hon. Gentleman made a serious point—among others—about attending Select Committees. On this point, he and I do agree. It is essential for the workings of this House that if people are summoned to appear before a Select Committee, they do so. I am very happy that in the new Session we hold cross-party discussions on how we ensure that happens.
The hon. Gentleman asked about Heathrow. I am surprised, because Labour Members have been raising issues about air quality, and the reason we are taking time over the airport decision is precisely to address air quality and NOx emissions around Heathrow. If they were in government, they would be doing exactly the same thing.
As the hon. Gentleman said, today is of course local election day. There are not just local elections—we have mayoral elections and police and crime commissioner elections. I think we should send our thanks from this House to everyone involved in those elections—the officials, the counting agents and the police, as well as every participant, regardless of their political persuasion, because without them putting their heads above the parapet to stand for election we would not have a democracy in this country. Obviously, I want Conservatives to win. We will watch with great interest, though, after the Labour leader said that he was going to lose no seats at all at these local elections, to see whether his forecast is fulfilled. The next few days will be big ones for the shadow Leader of the House, because we know how much disquiet there is among Labour Members about the leader of their party. Members of the Shadow Front-Bench team are seriously considering quitting over the next few days because of their despair about their leader.
The shadow Leader of the House has other targets in mind. He has a campaign group set up, and he has been courting support from Conservative Members for his plan in due course, when you decide to hang up your hat, Mr Speaker, to take over from you. If he has a different goal, if his Front-Bench position does not matter to him and if he really does not approve of his party leader, will he join those who are looking to put principle before career in the next few days and resign after these elections?
Will my right hon. Friend consider allowing a short debate on the Government’s 2014 review of sections 135 and 136 of the Mental Health Act 1983? I raise the matter because I am particularly concerned about the application of section 136 in private premises, where the ability of the police to intervene for the safety of a disturbed individual, even in an emergency, is pitifully limited.
My hon. Friend makes an important point. The issue of mental health causes concern on both sides of the House, and I will make sure that the Health Secretary is aware of the comments that he has made. We have Health questions next week, and I am happy to make sure that the Health Secretary is aware of the matter. It is also a matter for the Home Secretary, and I will make sure that she is aware of the concerns that my hon. Friend has raised.
I thank the Leader of the House for announcing what amounts to, and what is left of, next week’s business. It is great to have such overwhelming support from my Scottish National party colleagues, who are, of course, in Scotland fighting to ensure that we get an unprecedented third term of SNP Government, and that we get a majority SNP Government in a Parliament that is designed to ensure that that prospect does not happen. I echo the thanks of the Leader of the House to all who are involved in today’s elections, and I congratulate them on the efforts they are making.
Our attention now turns to what will happen once the elections are concluded. It is hard to believe, but the Conservatives have been quite constrained, thus far, to try to ensure that they get the best possible result today. After today, I see the prospect of them tearing lumps out of each other. Friendships forged in the playground of Eton will amount to nothing as they get oiled up for this gladiatorial contest. It is going to be the greatest Tory show on earth. Perhaps we should look at getting in the peacekeepers, because Labour’s result tomorrow will result in them tearing lumps out of each other, too.
We need an urgent statement on what is going on with the investigation of the Conservative party for breaking campaign spending rules in last year’s general election. The claims are absolutely extraordinary, and they centre around 28 Conservative candidates failing to register the use of a battle bus for local campaigning and some £38,000 of accommodation for local campaigns. If anybody is found guilty of such a charge, they could face one year’s imprisonment and an unlimited fine. Surely, we must hear the Government’s view on that. There must be no whiff of a suggestion that this Government cheated their way to power.
I think that we in this House all welcome the apparent U-turn on child refugees made by the Prime Minister yesterday in response to sustained questioning from my right hon. Friend the Member for Moray (Angus Robertson). It would be useful, however, to know whether the Government intend to accept the Dubs amendment on Monday without any amendment of their own. It would be good if the Leader of the House announced that today, so that the nation knows whether the Government are going to do the right thing.
Finally, it is worth while, as the Labour shadow Leader of the House said, acknowledging what has happened with our business this year. The biggest innovation in the workings of the House has been English votes for English laws: something so divisive, so useless and so incomprehensible has defined Parliament in the last Session. As we go into the next Session of Parliament, an urgent review is very much required, and I seriously hope that English votes for English laws will be hopelessly consigned to the dustbin of history and that we will become a House that has one class of Member once again.
I echo the hon. Gentleman’s comments about the election in Scotland, and my comments about those who are involved in today’s elections very much extend to those involved in Scotland. We should be grateful to everyone who works hard to make these elections a success. I have a sneaking suspicion that he and I have a shared interest in today’s elections in Scotland, because we both want the Labour party to do badly. I am confident that under the leadership of Ruth Davidson we have every chance of consigning the Labour party in Scotland to third place—frankly, that is where it belongs.
The hon. Gentleman talked about civil war within political parties, but I am afraid he is looking in the wrong direction. It is very clear that, even though the shadow Leader of the House will not put principle before career, many of his Front-Bench colleagues are clearly profoundly unhappy with their party leader. I expect to see all kinds of trouble in the Labour party after the elections, which the hon. Gentleman and I will both watch with interest. He will not see anything like that among Members on our Benches, because the hostility existing between people in the same party in this House is all to be found on the Labour Benches.
On the issues relating to electoral and other activities, I simply remind the hon. Gentleman that it is for the proper authorities to address such issues whenever they arise. I have been very careful to say that that is the case when those issues have affected the Scottish nationalists, as we have seen in recent months. On the subject of child refugees, the Prime Minister set out our position very clearly during Prime Minister’s questions yesterday.
On English votes for English laws, we have had this debate many times over recent months, but I simply remind the hon. Gentleman that people in Scotland are today electing a new Administration that will have more power to govern Scotland than ever before. It is for the SNP to decide how to use those powers if it is successful in today’s elections. I think the Scottish nationalists will find it is much tougher than they expect to take real decisions, rather than simply to talk about things. We stand by our view that it is right and proper to ensure that England has a share in the devolution settlement as well, and that is what we have done.
May we have a debate in this place so that we can be truly obnoxious and rude about the debacle of connecting Devon and Somerset with broadband? It has been an absolute fiasco. The two people who have caused the most trouble—the Laurel and Hardy of this entire affair—are John Hart and Peter Doyle. It is beyond a joke: they are just not connecting Devon and Somerset. May we have a chance to vent our spleen in this place to make sure they clearly get the message that they should just go and should let someone who can actually connect Devon and Somerset get on with it?
My hon. Friend makes his point very succinctly, as is his customary style when he faces challenges in his constituency. He brings a certain panache to his role as the Member of Parliament for Bridgwater and West Somerset, and I commend him for it.
I thank the Leader of the House for announcing the business for next week. Members will have noted that time has been allocated for Backbench Business Committee debates on both Tuesday and Wednesday. Because of the uncertainty of the timing of business for next week, the Backbench Business Committee has had to make contingency plans. We have prioritised outstanding applications for the remainder of the Session for 10 and 11 May, when we hope to secure debates on the effect of the implementation of universal credit on children and on the frozen pensions of UK pension recipients residing abroad. Which debate will be on which day is a matter for negotiation with the primary sponsors of the applications for those debates, but we hope to be able to inform the House about that as soon as possible.
May I thank the Clerk and the support staff of the Backbench Business Committee for their professionalism, patience and, in my case, humour in our dealings with them in the past year and during this Session?
As we near the end of the Session, it is appropriate to thank the Chair of the Backbench Business Committee for the work he has done over the past few months and, indeed, to thank the other members of the Committee for their work. It is also appropriate for me to express my good wishes, because I know that this is a tense and nervous time for the hon. Gentleman. There are a few days left before he learns the truth, but we will keep our fingers crossed. His team is just above the relegation zone, and I am sure he will keep fingers firmly crossed, although perhaps not quite in the same way as his colleague, the former shadow Chancellor, will be doing over in Norwich. It will be a tense few days.
I echo the points that the hon. Gentleman made. I very much hope that, over the coming Session, he will see greater participation by Members in bringing forward ideas for debates. I know that, on occasion, not as many subjects for debate have been suggested as the Committee would wish. My message to the House as a whole is that this involves a large slice of parliamentary time and hon. Members on both sides of the House should try to use it as fully as possible.
May I echo the words of other Members about today’s elections? I of course hope that people will vote Conservative, but given the amount of effort put in, there will be far more losers than winners. I think we should have a statement next week on how well our parliamentary democracy and our local government elections are working.
May I also take this opportunity to thank both the Leader of the House and the shadow Leader of the House for the way in which they have conducted business questions in this Session? I wish the shadow Leader of the House in particular all the best for the future—I am not referring to his alleged efforts to take your place, Mr Speaker, as I hope you will be here for a very long time to come; I was thinking in other directions.
May we have a statement next week on whether we are going to go forward with changes to the relationship between this House and the other place? If we are to go ahead with those changes, can we make sure that we have proper and lengthy consultation first, because it is clearly a constitutional matter?
I thank my hon. Friend for his kind words. I did not actually say this, but because next Thursday is when we are due to prorogue there will be no business questions. I am grateful to him for his comments and for being such an assiduous attender of these sessions, bringing colour to the occasion, if nothing else. [Interruption.] The shadow Leader of the House says that my hon. Friend has not been here for weeks, but you and I will remember, Mr Speaker, that his tie has been a regular attender in recent times; we could not really miss him, could we?
I give my hon. Friend an assurance that changes that have a constitutional impact will never be brought before this House without proper time for consideration of their implications and purpose.
May I say in defence of the shadow Leader of the House that, unlike other Members in this place, he is going to be safe in his constituency for as long as he wishes to stay there, because time after time the Rhondda gives one of the largest majorities in Britain to its MP?
I have been here for more than 30 years, and have never felt so devalued as I did during the vote earlier this week on the Housing and Planning Bill, when I trooped through the Lobby and my vote was not counted in the total. It is an outrageous situation. I hope that the House of Commons will look at this issue again. We have always believed that Members are of equal value, wherever we come from—England, Scotland, Northern Ireland or Wales—but it appears that we no longer are.
If I may stretch your patience a moment longer, Mr Speaker, may I say to the Leader of the House that I do not think that the Prime Minister made the situation about child refugees clear? In fact, all the commentators were saying it was much too vague. Who will the child refugees be, when are they coming, in what numbers, where are they going to go and what preparation will be made on their behalf? I already feel totally distressed by the failure over the past months to deal with the child refugees—in fact, all the refugees—as we should have. This country has always had a proud tradition on this, but I am afraid the present Government have devalued that.
Although I do not doubt, given the popularity of the shadow Leader of the House in Wales, that his position is secure for the foreseeable future, I am surprised that the right hon. Lady seems to be countenancing the idea that a number of other Labour Members will not be here in the future. Perhaps that is what will happen under their current leader.
On the issue of the counting of the right hon. Lady’s vote, it is never acceptable for any Member’s vote not to be counted. Of course mistakes sometimes happen, but I am sure you have listened to her point, Mr Speaker. Within the rules of the House, everyone participates in all Divisions that take place except those in the Legislative Grand Committees.
I have to say that not only do I disagree with what the right hon. Lady said about child refugees, but her actual comments are deeply disparaging to those working in the camps in and around Syria, supported by British money, to help bring refugees from those camps to the United Kingdom. We are doing more than virtually any other country in the world to provide support to those refugees. She should be proud of that.
A criminal in Bradford—who was, incidentally, out on licence from a four and a half year prison sentence—evaded arrest by throwing acid in the face of a police officer and was given only a 20-month sentence for that assault, to the understandable disgust of the Police Federation. That was not, in my view, the fault of the judge, who did his best within the sentencing guidelines. Assaults on police officers and other public servants are aggravating factors in sentencing, but no guidance is given as to how much longer a sentence should be for such an assault. May we have a debate on the topic, so that we can consider the length of sentence that should be added in the case of aggravating factors such as assaults on police officers and other public servants, so that they are treated as seriously as they should be by the courts and so that public servants are given the protection that they deserve?
I have a lot of sympathy with my hon. Friend’s points, and he will remember that I legislated to introduce a mandatory whole-life tariff for those who kill police officers or prison officers in their line of duty. Other issues are related to attacks on police officers, and I am sure that the Justice Secretary will have heard my hon. Friend’s comments. We should always work to provide the maximum possible support for our public servants and give judges the powers they need to deal with appalling situations such as the one he describes.
May I add my voice to those of the many hon. Members who have congratulated Leicester City on their premier league win? To win the title as 5,000:1 outsiders is a truly remarkable achievement. I am a regular member of the parliamentary football team and sadly odds of 5,000:1 are about right for us just to win a match. However, all hon. Members are welcome to come and watch our next match at Millwall on 23 May, when we will mark the 20th anniversary of “Show Racism the Red Card”.
The average age of a premier league season ticketholder is now well into the 40s, and there is a real concern that younger people are being priced out of the game. May we have a debate on what more can be done to enable the next generation of football fans to attend premier league matches regularly?
I echo the hon. Gentleman’s comments about Leicester City’s extraordinary achievement, which will live in the annals of sport in this country for a long time to come. Of course, we will all be cheering them on in the champions league next year. It is also appropriate to express our congratulations and condolences to Tottenham Hotspur. At the start of the season, nobody would have expected the top two in the premier league to be Leicester and Tottenham Hotspur.
The hon. Gentleman makes an important point about premier league prices. I commend those clubs that are trying to make cheaper tickets available to young people. It is of paramount importance that in today’s world football is a family occasion in a way that it was not perhaps a generation ago. If we look back to the terrible events at Hillsborough that were described in the House a few days ago, we can see that it was a different world. Football has become a much more family-friendly and open place. We would not want that to change because of high prices.
May we have a debate on the future of the UK’s military partnerships? NATO has been the cornerstone of our defence since 1949 and has helped to keep the peace in Europe, but now Germany and other members of the European Union want an EU army.
That question gives me an opportunity to speak for both the Government and the leave campaign, which—as people know—I support. It is everyone’s view on both sides in the Government—and I would hope on the other side of the Chamber too—that we do not want the creation of a European army, or our armed forces subsumed into such an army. That is a uniting factor on our side of the House.
Given the seriousness of the election fraud allegations made by Channel 4, the Leader of the House’s response to my hon. Friend the Member for Perth and North Perthshire (Pete Wishart) was just not good enough. Does the Leader of the House not agree that it is incumbent on the Government to take action and work with any investigation, police or otherwise—and if there is none, to instigate one—especially as the allegations have been made against the party in government?
I simply repeat my earlier point: when allegations are made, there are proper authorities to investigate them.
There seems to be some confusion out in the country about whether people need to re-register to vote in the EU referendum on 23 June. I would of course never seek to pass comment on these matters, but I have been led to believe that some of this confusion is emanating from the Government’s pro-EU propaganda. May we have a statement next week to put this matter beyond doubt and clarify the situation?
Let me set the matter completely straight today: anyone who is currently on the electoral roll does not need to re-register for the referendum.
A Kent firm has bought the profitable community pub, the Bull’s Head in Rochdale. Behind the backs of the landlord, landlady and regulars, it is now trying to turn it into a veterinary surgery. I accept the Government have done some good work to protect pubs, but perhaps we need a debate on whether planning powers need strengthening further to protect excellent pubs like the Bull’s Head.
Our changes to planning laws have given local authorities greater control. I understand the hon. Gentleman’s point: we have seen a distressingly large number of pubs disappear around the country. Local authorities and local communities have greater powers than they did. I share his view that it is a great shame if a much loved local pub disappears. One hopes that that does not continue in this country; we have lost too many already.
The Scottish National party manifesto for today’s Scottish Parliament election commits to examining the feasibility of extending the Borders railway, which was opened last year and has proved to be a huge success. I support its extension to Hawick and Carlisle. Will the Leader of the House agree to a debate on this matter, so that we can hear and discuss how the UK Government would propose to support such a significant and exciting national infrastructure project?
The new Administration in Scotland, whatever their political persuasion, will be able to pursue devolved matters, including transport. If the line crosses the border into England, I have no doubt that my right hon. Friend the Secretary of State for Transport will wish to discuss carefully and constructively with the new Scottish Administration how we can ensure that the route is completed.
May we have a debate on the future of the Crown post office network—Post Office Ltd is looking to franchise 39 of the Crown post offices, including Lancaster in my constituency—and the relationship MPs have with Post Office Ltd? Many MPs will agree that they have found Post Office Ltd difficult to work with and to get clear answers from.
I am sure the hon. Lady’s comments will be noted by the Post Office. It has been through big changes in this Parliament, but we have now finally reached a point where it is much less of a drain on the public purse, and we can spend the money on other priorities. I understand the point she makes, but it is in all our interests in today’s world to spend money where it will be most useful.
Last week, we had a 60-minute debate in Westminster Hall on East Anglian devolution. It was massively oversubscribed, reflecting the unhappiness of Members across the House about what has been going on. I suspect we would find similar disquiet in other parts of the country. Thousands of people are standing for election to local councils today. A complete constitutional mess is being created in this country. Will the Leader of the House allow a proper discussion in this House on what we are actually doing?
We just heard from the Chair of the Backbench Business Committee that it does not necessarily have enough applications for business at the moment. That will, of course, carry through into the new Session, when more time will be available. I am sure the hon. Gentleman will find a ready audience for such a debate.

Ed Balls! Do we actually have a Government at all? They are all over the place. We all thought that the referendum was a simple question of “EU—in or out?” but this week it got much more complicated, as we learned it was also about “ECHR—in or out?” The Home Secretary is an “in, out”, but the Lord Chancellor is an “out, in”. The Chancellor is an “in, in”, along with the Attorney General and the Solicitor General, but the Leader of the House is an “out, out”. As for me, I am out for in, but that is more of a gay pro-EU kind of thing.
The Health Secretary says he is in his last big job in politics—hurrah!—and I hear that with an impending reshuffle several Ministers have been scouring the jobs market. I have even heard rumours of new government postings to overseas territories being planned. Boris is off to St Helena to cultivate his Napoleon complex and Whitto to the Falklands, and for the Health Secretary there is Inaccessible Island, in the south Atlantic, which is probably where the junior doctors want to send him anyway.
As for the Leader of the House—this is very exciting news—I gather that he is 33:1 to be the next Chancellor of the Exchequer and 80:1 to be the next Tory leader, but I have a much better idea. On this day in 1789, as I am sure Members know, Fletcher Christian mutinied on the Bounty. Christian ended up on Pitcairn Island, which is 9,000 miles from here. I can just imagine the Leader of the House as the governor of Pitcairn, dressed in his white linen shorts, his solar topee and his white socks and sandals, lording it over all 56 inhabitants. If he wants, I can put in a word with the Prime Minister for him—because I see that the Prime Minister is trying to advance my career.
Can we have a debate on irresponsible politics? I suspect the Leader of the House might never have heard of Arfon Jones, but he tweeted:
“I think we should have a protest where thousands of us send emails containing the words bomb+terrorist+Iran. That should keep GCHQ quiet.”
Now Arfon might be a stupid crank, but he is also the Plaid Cymru candidate for North Wales police and crime commissioner.
Can we have a statement from the Home Secretary on the deeply worrying breakdown of the e-borders system on 14 and 15 June last year? We need to know, first: have there been other breakdowns? Were full warnings index checks implemented and, above all, why did the Home Secretary cover this up for so long? The Leader of the House says that we should leave the EU so we can control our borders, but surely the lesson we should learn is that the greatest threat to our borders is, frankly, Tory incompetence.
The Leader of the House says that we should consider Lords amendments to the Housing and Planning Bill on Tuesday. As I walked into Parliament this morning, the police were moving on two homeless people who have been sleeping on the doorstep of this parliamentary palace for the last week. Under the Tories, rough sleeping has doubled and funding for those sleeping rough has halved. We believe that this Bill will make the housing crisis in London even worse. So will this Government ensure, for heaven’s sake, that for every single social housing unit sold off, at least another is built in its place?
On 29 November 2012, the Prime Minister said of the Leveson inquiry that there would be
“a second part to investigate wrongdoing in the press and the police”.—[Official Report, 29 November 2012; Vol. 554, c. 446.]
I listened to the Home Secretary very carefully yesterday. She made an excellent statement, but she also said:
“We have always said that a decision on Leveson 2 will be made when all the investigations have been completed.”—[Official Report, 27 April 2016; Vol. 608, c. 1441.]
Well, that is not right. Up until now, the Government position and the Prime Minister’s position has always been that Leveson 2 will start—not might start—as soon as the police and prosecuting authorities have finished their work.
Surely, one of the many lessons we must learn from Hillsborough is that when the relationship between the police and the press gets too close, it corrupts them both. After all, some have argued that the law of libel means there is no need for a strong independent press regulator, but the 96 people whose reputation was dragged through the mud by the police, The Sun and The Spectator could not sue for libel, could they? So surely we need Leveson 2 now more than ever.
As Passover ends on Saturday, let me say again as clearly as I possibly can that anti-Semitism is wrong—full stop, end of story. I am sick and tired of people trying to explain it away—and, yes, I am talking to you, Ken Livingstone. Of course the illegal settlements are wrong and the Palestinians deserve a better deal. Of course, too, rocket attacks on Jewish kibbutzim are wrong, and Hamas and Hezbollah must acknowledge the right of Israel to exist. I was taught to judge people not according to the colour of their skin, their race, their religion, their gender or their sexuality, but according to the strength of their character.
Frankly, it is no better when a senior politician looks at the President of the United States and sees only the colour of his skin and his “part-Kenyan ancestry” or when the Tory candidate for the Mayor of London runs a deliberately racially charged campaign against his Labour opponent. It is profoundly irresponsible, and it offends the fundamental decency of the British people. I hope I speak for all Members when I say that racism and racial prejudice are simply not welcome in our political system or our political parties.
I shall come back to that issue in a few moments, but I of course share most of the sentiments that the hon. Gentleman has just raised. Let me deal with other issues first.
I start by wishing you, Mr Speaker, and the shadow Leader of the House a very happy Ed Balls day. I never thought they would come to miss him as much as they apparently do.
I was asked about the European convention on human rights. The hon. Gentleman spoke about in-out policies and out-in policies, but what he did not talk about was all-over-the-place policies, which is the Labour party’s position on this issue. Labour Members do not want prisoners to have the vote, but they do not want to change our human rights laws. They should be smart enough to realise that those two positions are completely incompatible.
The hon. Gentleman raised the matter of the Health Secretary’s comment about his last big job in government. What we would remind the hon. Gentleman of is the fact that he does not see his job as his last big job in government, as the Prime Minister wisely reminded us yesterday. The hon. Gentleman spoke of odds on jobs for the future, but I suspect that the odds on his becoming Speaker of this House are longer than the odds on my becoming manager of Liverpool football club.
On the subject of Liverpool football club and the hon. Gentleman’s comments on Hillsborough, I would like to say a couple of things. First, when we were in opposition, I served as a shadow Minister for Liverpool, and I have enormous regard for that city, its people and their resilience. I would like to pay a personal tribute to all the Hillsborough families and all the people in Liverpool who supported them through their long years of struggle. They achieved justice this week.
I also wish to pay a personal tribute to the right hon. Member for Leigh (Andy Burnham). I thought that what he said in the House yesterday was incredibly moving. It was a fine moment in our parliamentary history, and the right hon. Gentleman deserves enormous credit for what he has done.
The shadow Leader of the House talked about Leveson 2. Let me simply remind him of the Government’s position, which is that we will not move forward until the cases are complete. That is the right thing to do, and we will continue to stick to our position. The hon. Gentleman also made a point about Arfon Jones. Yes, I do know who he is, and I agree with the hon. Gentleman that the views he has expressed are objectionable. It is my sincere hope that he is not elected as police and crime commissioner in that part of north Wales.
I remind the hon. Gentleman that the e-borders programme was supposed to arrive and be put into effect when Labour was in power, but that did not happen, because Labour failed to deliver it. When Labour Members talk to us about what we have done in government, they should bear in mind that they were in power for 13 years, and that they started by dismantling the exit checks at our borders and then completely failed to provide an alternative.
The hon. Gentleman talked about homelessness. Let me just remind him of his party’s record in government. In 13 years, the Labour Government built fewer council houses than we built during the first Parliament in which we were in office.
Let me now return to the question of anti-Semitism, and pay a personal tribute to the hon. Gentleman. When it comes to this issue, his has been a voice of reason, sanity and common sense in the Labour party, and he deserves credit for that. However, I wish that all his colleagues saw things in the same way. What he said about Ken Livingstone was absolutely right. Ken Livingstone’s comments yesterday, suggesting that the matters that were at the heart of yesterday’s controversy were not anti-Semitic, were disgraceful. I do not understand —as, indeed, many Labour Members do not understand—how Ken Livingstone can still be a member of the Labour party today. He should be suspended from the party for the things that he said. I also think, however, that there has been some naivety on the Labour Benches this morning.
The hon. Member for Ealing Central and Acton (Dr Huq) said on the “Today” programme that she regarded these events as “trial by Twitter”, and likened what had happened to the tweeting of a picture of my hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) on a zip wire. It is clear that she does not fully understand the gravity of the situation. We heard wise words from the shadow Leader of the House, and I respect him for them, although I profoundly disagree with what he said about my hon. Friend the Member for Uxbridge and South Ruislip. He made a powerful point, and, in this regard, he is a beacon of sense in his party; but where is the sense on the rest of the Labour Benches in respect of what is a deeply, deeply serious matter?
A number of my constituents have been victims of what appears to be a financial scam, and Humberside police have referred them to Action Fraud. The contact that they have had with Action Fraud is minimal, and they are very dissatisfied. Will the Leader of the House arrange a debate on the work of Action Fraud?
My hon. Friend has made an important point, and I pay tribute to him for raising this issue in the House. We are, of course, aware that a range of different scams are taking place throughout our society, and that the victims are often vulnerable people. The Secretary of State for Business, Innovation and Skills will be here next week, and I hope that my hon. Friend will take advantage of the opportunity to ensure that the issue is on his radar as well.

Let us forget about Ed Balls day. Today is International Workers Memorial day, when we remember all those who have been killed in the workplace. The slogan for this day is “Remember the dead—fight for the living”. I think that those words are very apt, given that we are currently considering the Trade Union Bill.
Will the Government not simply do the right thing, and accept the unaccompanied child refugees who are currently languishing in a variety of refugee camps in southern Europe? When even the bleeding hearts on the Daily Mail are calling for the Government to accept these wretched children, surely the time has come for even this, the most callous of Governments, to reconsider their position and do the right thing. They will have their chance, for it seems that on 9 May, the Lords amendment will return to the House of Commons. Will the Government look on it positively, and, for the sake of the country and all its people—even the right-wing press—will they do the right thing by these children?
When I was growing up in Scotland, a little announcement was sometimes made during previews of the television programmes that people would see on their analogue sets: “not for viewers in Scotland”. It occurred to me that we could resurrect that announcement and apply it to Prime Minister’s Question Time, because most of the last two sessions have dealt exclusively with the academisation of English schools: not for viewers in Scotland, and not for viewers in most other parts of the United Kingdom. The Leader of the Opposition can raise whatever issues he wants—it is up to him to do that—but perhaps the time has now come to review Prime Minister’s questions to see whether we could make them more inclusive for everyone throughout the United Kingdom, particularly as we now seem to have two Labour parties as well. Perhaps the Leader of the House will support that call.
May we have a debate on the Government’s commitments on defence spending in the Clyde shipyards? I remember only too well some of the things that were said during the independence referendum. I particularly remember a leaflet that went round—it was common currency—that had been designed by the Labour and Tory alliance. The suggestion was that “separation kills shipyards”. It was actually quite a neat little slogan, implying that it would be all boom within the Union and doom and gloom if we secured independence. Of course we now recognise that for the nonsense it was. It is not independence that is killing the shipyards; it is this Union that is killing them slowly and painfully by diminishing the orders and delaying the start of the works. The Scottish people feel duped by all the commitments that were made during the independence referendum, so may we have a full debate so that the Government can explain fully what is going on? We need to ensure that the work is started on time and that all their promises are honoured.
I am sure that the right hon. Gentleman, as Leader of the House, has full access to the Prime Minister’s diary, so perhaps he can explain why there will be no prime ministerial visit to Scotland in advance of the Scottish election. In fact, the Prime Minister is probably the last person Ruth Davidson wants to see if she has any ambition, given the likelihood of the Conservatives beating Labour into third place. We would love to see him, however, because every time he appears, the Scottish National party gains an extra two percentage points. Will the Leader of the House encourage his right hon. Friend the Prime Minister to come to Scotland? He could even come himself. The more Tories there are in Scotland in advance of the election, the better it will be for the Scottish National party.
As the hon. Gentleman knows, I have great regard for him as a parliamentary colleague, but sometimes his rhetoric lets him down. He describes us as the “most callous of Governments”, but we are providing the second largest amount of aid to all the refugee camps around Syria and doing as much as any nation in the world bar the United States to help the people affected. We are taking 20,000 people not from other European countries but from the refugee camps where they are most vulnerable. He talked about unaccompanied children, but we are taking unaccompanied children not from other EU countries where they are safe and under the control of the Governments of those countries but from the camps where they are vulnerable. Surely that is the sensible, wise, thoughtful and considerate thing to do. We are not saying, “No, we will provide no assistance.” We are providing assistance to those who have not been able to make it to Europe, and that is a policy that we resolutely stand by.
The hon. Gentleman talked about Prime Minister’s questions dealing with education. I would simply remind him that that is a consequence of devolution. This is a United Kingdom Parliament, but it is true that in his constituency, education is a matter not for him but for the Member of the Scottish Parliament. This is one of the differences that we have debated over recent months. The reality is that this is a consequence of the devolutionary settlement that he has championed from the start.
The hon. Gentleman talked about defence spending in the Clyde shipyards. He is absolutely right to suggest that if Scotland were independent now, it would not be getting big orders from the Ministry of Defence. He wants a debate and a chance to vote on these matters; he will soon have an opportunity to vote on whether to remove from Scotland one of the biggest defence facilities in the United Kingdom, on getting rid of the jobs there, and on removing from Scotland what is an important part of its economy as well as an important part of our nation’s defences. When he can explain his position on that in the context of the welfare of Scotland, I will take him seriously on these issues.
The hon. Gentleman talked about the Scottish election, and about the Conservatives in Scotland. I have been to Scotland since the start of the election campaign and I am delighted to see that the Conservatives are moving up in the polls, although I am sure that there is no connection between the two. All of us on this side of the House believe that we have the best leader in Scotland. We believe that she will play a crucial part in Scotland’s affairs over the coming years as people come to realise that the SNP Government in Edinburgh might make a lot of noise but are actually incapable of getting the job done.
On 12 May, the Prime Minister is hosting an anti-corruption summit in London. That has never happened before, and it will have a far-reaching impact. May we have a debate on the British overseas territories and Crown dependencies, and on our progress towards creating fully open public registers of beneficial ownership information?
That subject is due to be debated in Westminster Hall shortly, but my hon. Friend is right about the role that the Government have played over the past six years—first in coalition, and then on our own. We have delivered more change and progress on such issues than any previous Government, and that is something of which we should be proud.
I thank the Leader of the House for the announcement of the business. With this afternoon’s business, which was nominated by the Backbench Business Committee, the day and half-day next week, and the half-day in the following week, we are inching ever closer to the 27 days to which the Backbench Business Committee and Back Benchers are entitled within the parliamentary Session. I thank the Leader of the House for that.
As has been mentioned, today is International Workers Memorial Day, which is commemorated by the TUC and trades councils all around the country, including at a memorial service at noon in Saltwell Park in my constituency of Gateshead. This day, on which we say, “Remember the dead; fight for the living,” is for those who died in industrial accidents or from diseases contracted due to workplace conditions. Will the Leader of the House consider recognising International Workers Memorial Day in the parliamentary calendar in future?
On the subject of International Workers Memorial Day, may I first say that this country is a better place than it was in the past? Representing an area where there have been large industrial accidents in the past, the hon. Gentleman is right not only to recognise the progress that has been made, but to remember those who died before progress was made. None of us would wish to go back to those days. Even though we often debate the complexity of health and safety regulations, I put it on the record that it is not in the interests of anyone in this country, from business owners to workers to those who are not involved at all, to have an environment in which people are at risk in the workplace. When industrial accidents occur, as tragically happened at Didcot power station recently, we all bitterly regret it. I pay tribute to the hon. Gentleman and hon. Members on both sides of the House for the work that they will do to mark this occasion. Let us never go back to the days when such things were commonplace in this country.
I am sure that the hon. Gentleman, who now dominates the parliamentary calendar, controlling far more of it than the Government, will find an opportunity to recognise this important day and to ensure that Members have the same opportunity in coming years.
Macey, a nine-year-old little girl from my constituency, is not very well at the moment; in fact, I think she was taken into hospital again last night. To make her completely better, she is going to have to go to the United States and the NHS is providing for that. There was a problem, however, because she could not get a passport. She and her mother do not have passports, and it would have taken up to six weeks to get them. Thanks to the intervention of my hon. Friend the Member for Northampton North (Michael Ellis) and the personal intervention of the Home Secretary, the passports will now be sorted out tomorrow. Macey asked whether I could thank the House, and the Home Secretary in particular, for that. Perhaps we could have a general debate some time in the future about how the Government can, at times, work together for common sense.
I think my hon. Friend’s words say it all. We wish Macey all the very best in her treatment and a full recovery. The image of this place is often one of political debate and confrontation, but there are decent people on both sides of the House, one of whom is my hon. Friend, working on the behalf of their constituencies and trying to solve problems such as this, where all of us want the right thing to be done.
The Leader of the House will know that Calvin Thomas is retiring today after 26 years’ great service to the House, including 16 years as a Doorkeeper, working in the Special Gallery since 2009. I know Calvin well, in part because we have sometimes been confused due our similar, if different, names. Calvin has been consistently friendly, helpful and charming in carrying out his duties as a valued member of our staff, so may I ask that the Leader of the House conveys the whole House’s thanks to Calvin and wishes him a most happy and well-deserved retirement on our behalf?
The hon. Gentleman has said it eloquently on all our behalves, so I simply echo his words and not only wish Calvin a happy retirement, but express our thanks to the Doorkeepers, who are great servants of the House, treating us all with great courtesy and good humour and performing enormously valuable work for us. We value what they do enormously.
As my right hon. Friend may know, the UK Sepsis Trust has been working for some time with the Health Secretary to establish a public awareness campaign on Sepsis. Sepsis currently claims about 44,000 lives in the UK every year and the symptoms of the disease are still not well recognised. May we have a debate about what could be done to introduce a sepsis-specific public awareness campaign for both children and adults? I believe that such a campaign would have the potential to save the lives of thousands of people every year.
May I start by congratulating my right hon. Friend on the work she is doing in this important area? I am aware that the Health Secretary is taking this issue enormously seriously and has had meetings with those campaigning for the kind of public awareness work that she is talking about, and I am certain he will wish to take that forward. This is a very serious matter and it behoves us, as representatives of our constituents and as members of the Government, to try to look for ways to deal with challenges such as this.
May I ask the Leader of the House to condemn the Labour police and crime commissioner candidate for north Wales, David Taylor, for appallingly callous Twitter comments that can be interpreted by right-thinking people only as mocking Hillsborough families?
There are growing concerns that Government links with Tata and the Warwick Manufacturing Group will result in the sacrifice of heavy-end primary steel production at Port Talbot. Will the Leader of the House press the Business Secretary to make a statement to assure Port Talbot workers that this Government prioritise their future in deeds as well as words, and that all proposals for a UK steel solution will be assessed based on the evidence and with the interests of UK citizens first and foremost?
I can simply assure the hon. Lady that the Government take this matter enormously seriously, and the Business Secretary will be here again next week. The Government have taken an interest in this from the Prime Minister downwards—he has taken a personal interest in what happens at Port Talbot. None of us wants to see Port Talbot disappear; we want to see it continue to make steel. It is in all of our interests that that happens and we will work as hard as we can to make sure it does.
Will my right hon. Friend find time for a debate on the conduct of the EU referendum campaign thus far? When canvassing in my constituency, I have found that local residents, regardless of their political views, are angered by the intervention of the outgoing President in our domestic affairs. They are also furious about £9 million being spent by the Government on leaflets and they think the Treasury booklet making forecasts for 2030 is crazy, given that, just like weather forecasters, these people cannot even get their projections right for the next day.
My hon. Friend is a vigorous campaigner on these matters and feels passionately about them. As I announced earlier, there will be a Westminster Hall debate on this on 9 May, when he will have the opportunity to express himself as succinctly as he wishes about the booklet that went through people’s doors. The interesting question is whether the factors that he has described will and are having an impact on the polling relating to the campaign.
We have heard from the shadow Leader of the House this morning that a British Airways computer system designed to stop the movement of terrorists crashed for 48 hours last year. Furthermore, I have learned that the British Airways outsourcing programme threatens 800 skilled workers who are working to protect our country. May we therefore have a debate to discuss the role of outsourcing in this event and to stop BA threatening our national security in a bid to save money?
The Government take our national security enormously seriously. While the failure the hon. Lady talks about took place, border control checks remained in place—as they always do and will. People’s passports are checked when they arrive in this country. The e-borders system is mostly about trying to ensure that we check people when they leave the country, which has never happened previously and is very important; we had hoped it would happen many years ago but, for various reasons, it never came to pass under the previous Government.
May we have a debate in Government time on the implications for the United Kingdom of the five Presidents’ report on economic and monetary union? As my right hon. Friend will be aware, under the guise of single market legislation the proposals are to take control over insolvency law, company law and property rights. Do the Government not have a duty to tell those in financial services and the City about the consequences of remaining in the European Union?
The five Presidents’ report, a major document published by the European Union, sets out the vision of those who lead its institutions for the next 10 years. It has provoked—and will continue to provoke—a lively debate about the future direction of this country and of the European Union as a whole. If my right hon. Friend feels that the matter should be debated in the House, I should say that I suspect that the Backbench Business Committee still has time available for a debate in the next couple of weeks. I suspect that this subject might attract fairly widespread participation.
Last week, during business questions, I raised an issue that is very serious in my constituency: the 20% increase in the use of food banks over the past year. That increase is precisely due to benefit delays and, even more criminally, benefit sanctions. I mentioned my constituent Paul who has been sanctioned for three whole years. The Leader of the House told me that that could happen only if three reasonable job offers had been turned down.
I want to return to this issue today to ask another question. First of all, let me point out that Paul is on £36 a week. His three-year sanction was due to his filling out his job logbook incorrectly, turning up 10 minutes late after having problems getting a bus, and expressing dissatisfaction after waiting for an hour at the jobcentre. He has therefore been living on £36 a week for three whole years. Will the Leader of the House consider, as a matter of urgency, a debate on the issue of sanctions, as an increasing number of people are having to depend on the charity of others?
I suggest that the hon. Gentleman goes back and looks very closely at the circumstances of the case. I personally introduced the three-year sanction for people who, on three separate occasions, turn down a reasonable job offer—in other words, people who refuse to work. It remains my view to this day that if people who can work refuse to work and refuse to work again and again, they should not be entitled to carry on receiving support from the benefit system.
Last week came the really welcome news that my right hon. Friend the Secretary of State for Education had safeguarded the qualifications and teaching of community languages. I will list those languages for the benefit of the House: Gujarati, Bengali, Urdu, Punjabi, Japanese, Arabic, modern Greek, modern and biblical Hebrew, Polish, Portuguese and Turkish. That means that we have safeguarded the qualifications and the teaching of those vital languages in the modern world so that everyone can communicate. Unfortunately, the Secretary of State was not able to regale the House with the good news at questions this week. Something such as this should not be left to wither on the vine. Surely we should have a statement on that position, so that we can ensure that everyone understands that, from 2018, those languages are safeguarded in our education system.
Of course that is enormously important. Although we have the benefit in this country of having the nearest thing that there is to an international language in the English language, it is right and proper that, as a cosmopolitan society, we champion languages that not only preserve the culture of the different communities that live here, but open up enormous opportunities for Britain around the world. My hon. Friend makes an important point, and I have no doubt that he will look to the different channels available to him to ensure that these matters are debated and explored more in this House.
Last week, I spoke in the national living wage debate to highlight the potential injustice of the decision to deny the living wage to those under 25. A young person could start work at the age of 18 and be in a role for seven years before being paid the same as their older and potentially less experienced colleagues. Can we have a debate in Government time to give Members the opportunity to persuade the Government to right that wrong and extend the living wage to the under-25s?
It has been the policy of this Government, and indeed of the previous Government, to differentiate in respect of minimum and living wages when it comes to younger workers and older workers precisely because when a young worker enters the workplace the employer is making an investment decision as well as a recruitment decision. The employer takes responsibility for training and developing that young person.
We did not want to see—indeed the hon. Lady’s party previously did not want this—a situation in which it was unattractive to hire a young worker, and we stand by that principle to this day. Of course many young people who start on the national living wage will move up the pay scale either through success in their own workplace or by moving to a different job. I still think it is important to do everything that we can to incentivise employers to take on young people.
As we are talking about the dodgy behaviour of police and crime commissioner candidates, may I say to the Leader of the House that a number of folk standing for election next week are ex-coppers trading on their record as police officers? Does he agree that the Government should bring forward proposals to ensure that ex-police officers standing to be PCCs make their police service record available for public scrutiny?
My hon. Friend makes an important point. I am aware of allegations about the Labour PCC candidate in Humberside. If the stories alleged about that candidate are true, he is unfit for public office, and it is a matter of public interest that the truth should be known before election day.
Back in 1847 when Lord John Russell was Prime Minister, our taxi licensing laws were developed. We now have a problem in the north-west of England, where one local authority is handing out hackney carriage taxi licences like sweeties. The problem is that with a hackney licence a person can operate as a private hire vehicle driver anywhere in the country, so there are now taxis from that local authority operating as far afield as Bristol without appropriate checks and balances. May we have an urgent debate on how we can bring our taxi licensing regime up to date?
The hon. Gentleman makes an important point. I was not aware of the situation that he describes. I will make sure that it is drawn to the attention of the Secretary of State for Transport who I am sure, if he was also unaware of it, will want to look at the matter very seriously.
The Secretary of State for Communities and Local Government has threatened to introduce legislation that would make it illegal for Stoke Gifford parish council in my constituency to charge for an organised sporting event that attracts several hundred people to quite a small park every weekend. Given that the Government have been a champion of localism and passed the Localism Act 2011 in the previous Parliament, that is a tad hypocritical. May we have a debate on the freedom of local councils to charge organisers who run sporting events in their parks?
I am not aware of the proposal that my hon. Friend refers to, but I understand his concern and I can see why he would raise it as a matter of importance in the House today. I will draw that issue to the attention of the Secretary of State. Clearly, we want to encourage local authorities to support, develop and underpin events that bring communities together. My hon. Friend makes an important point about his own constituency; I will make sure that we get a proper response for him.
This week has seen another dispute between the other place and this Chamber. I am sure that instead of leading to unaccompanied child refugees being brought into the country, it will lead to more cronies being appointed to the House of Lords. The Leader of the House has said previously that there is no appetite for proper reform. Where is the public appetite for even more cronies and donors than the current 800, and where is the manifesto commitment to continue stuffing the other place? May we have a statement on the matter?
The hon. Gentleman and his colleagues insult many of the very deserving and effective people who operate in the other place—people who represent the disability lobby, who have serious disabilities themselves; people who represent the arts world, who have long track records in the arts; and people who represent the business world, who have long track records in business. The expertise in the other place brings something significant to our parliamentary system, even though sometimes the two Houses disagree over issues, as we do currently.
Given the delays that a number of my constituents have faced in receiving their basic farm payments this year, may we have a debate on the process for issuing payments to farmers whose land crosses the English-Welsh border or the English-Scottish border so that such delays are not repeated next year? Those farmers always appear to be at the back of the queue.
That remains an issue. I have spoken to the Department for Environment, Food and Rural Affairs about it. It is true that across the country the vast majority of payments have been made, but I hear the point that my hon. Friend makes. I will ensure that the Secretary of State is aware of his concerns. She will be here next week and will be able to respond to him fully.
The Leader of the House will be aware of the emerging crisis at the yard on the Clyde tasked with building the Type 26 frigate. A late start to the project and uncertainty over the future workflow threatens hundreds of jobs at Govan and Scotstoun. May we therefore have a debate in Government time to allow Members to discuss in depth the future of the Clyde shipbuilding industry and give a voice to those workers who are unsure of their future?
The Clyde shipbuilding industry has a strong future for two reasons—first, because it remains part of the United Kingdom and therefore benefits from United Kingdom defence spending, and secondly, because this Government have committed to the 2% spending level as part of our commitment to NATO. If those things were not happening, the future, of course, would be much more uncertain, but I am convinced that the Clyde shipyards have a strong future. They are an essential part of our defence and we need to ensure that they continue to flourish in the years to come.
May we have a statement on the treatment by the House of public petitions that attract a large number of signatures? As the Leader of the House knows, there will be a debate on 9 May about the petition to stop the Government spending public money on pro-remain propaganda in the EU referendum. As of a few moments ago, 217,072 people had signed the petition, but the debate on it, like others of a similar nature, will be held in Westminster Hall, where no vote can be held. Should it not be possible for the Backbench Business Committee to hold such debates in the main Chamber? Otherwise, petitioners will be disappointed to find that, although their concerns are debated, the House is unable to vote on them.
My hon. Friend makes an important point, which relates to not only this subject but others. I would encourage discourse between the two hon. Members who chair the Petitions Committee and the Backbench Business Committee so that they can see how, when a petition reaches a certain number of signatures and clearly commands overwhelming public support, a debate can be brought to the Floor of the House.
For what it is worth, perhaps I can say from the Chair that I think that would be a very, very good thing. I would not dream of taking sides on the issues, but in terms of the link between Parliament and the people, it is very important that it be not just tangible but meaningful, and there is real scope for progress there, so I very much appreciate what the Leader of the House has said.
On the topic of democracy and having votes, the House voted 278 to 0 last week on a motion to ask the Government to bring to the UN Security Council the issue of the genocide against Christians, Yazidis and others. What will the Leader of the House do to bring the Government to account and to ensure they respect the democracy of this place by doing what they have been asked to do and taking these crimes to the UN Security Council so that action is taken?
To reiterate, the Government’s position is one of shock, horror and condemnation regarding what has taken place—that is an unreserved statement. My right hon. Friend the Foreign Secretary is taking careful note of the view of the House, as expressed in the debate the hon. Gentleman refers to.
I recently had cause to write to the President of the European Commission to ask what role he saw it playing in our EU referendum. I have had no answer, but given that the Commission spent £560 million directly promoting itself in 2014 and that it interfered in the Irish referendum in 2009, may we have a statement from the Government on whether European Commission interference in this referendum is welcome? As I understand it, the Electoral Commission has no powers whatever to prevent the EU from being an unwelcome active participant in our democratic process.
I can indeed confirm that that is the case. However, I am sure there will be different opinions in the House on whether such an intervention would be helpful or unhelpful to either side of the argument.
A former Minister, who spoke from the Dispatch Box less than a year ago, is now employed by industry in China—presumably using his insider knowledge—whose firms are in competition with British firms. Some 70% of former senior civil servants who worked on income tax are now working in the tax avoidance industry. When can we debate the need to euthanise the Advisory Committee on Business Appointments, which should be a fierce Rottweiler watchdog, but which is nothing but a poodle without teeth or claws, bark or bite, and is totally and utterly useless?
I am not sure if my memory is correct, Mr Speaker —you may correct me otherwise—but if I remember rightly, the Committee to which the hon. Gentleman referred was set up by the party of which he is part. I remind him that it was a senior member of his own party who described himself after leaving office, and while in pursuit of commercial opportunities, as a “taxi for hire”.
I have had the privilege of visiting the Rugby young carers project, which is based at Hill Street youth and community centre in my constituency, under the inspirational leadership of Annette Collier. It is for amazing young people who play a part in the care of family members. I was deeply concerned to learn that Warwickshire’s young carers project faces losing funding that will affect those under eight years old, as that will have an impact in Rugby. May we have a debate about the importance of properly supporting these young people?
My hon. Friend makes a very important point. One of the most invisible groups of heroes in our society are our young carers. Until we come across them at first hand, none of us really understands how a child can be left, in effect, as a full-time or semi-full-time carer of a parent. I have a young carers group in my constituency that does enormously valuable work. His local group clearly plays a really important role, and I know that he will do everything he can to make sure that its future is guaranteed because it is important to the communities he represents.
I am becoming increasingly concerned about the discriminatory language that has been used in the Chamber recently. The Education Secretary recently called us—the Opposition—“deaf”, using deafness as a pejorative term, which is unacceptable. Yesterday the Prime Minister used the word “poncey”, which many people take to be homophobic. May we have a statement about our duty under the Equality Act 2010, which includes the language that we use in this Chamber?
I think that people will hear in words what they want to hear. The one thing that nobody could accuse my right hon. Friend the Prime Minister of is homophobia. The man who brought to this House and saw through same-sex marriage is not somebody who could ever be described as homophobic.
This morning there has been a very thorough Committee hearing on the UK steel industry, but will the Leader of the House organise a statement next week so that all Members are able to put questions to Ministers on behalf of our steel towns? Despite the commercial sensitivities, it is very important that we and our constituents know exactly what is happening and what progress is being made to secure the future of the industry.
My hon. Friend and Opposition Members who represent steel towns have done a really important job in recent weeks of reminding us of the importance of this industry. I commend him, and them, for that. I am happy to say that I can lay on just such an opportunity, because next week we have Business, Innovation and Skills questions and he will be able to put his point to the Secretary of State then.

That backs up the Bill I introduced on Tuesday to abolish the right of hereditary peers to vote and to speak in the House of Lords. Given that there are currently the same number of Members on the Government Front Bench as voted in the election of a hereditary peer last week, is it not time that we had a debate on ending this farcical process?
What always slightly puzzles me is that although Labour was in power for 13 years and brought through House of Lords reform, it did not address the issue on which Labour Members are calling for change. I think we all admit that there was something curiously quaint about the Liberal Democrat electorate of three, but of course one has to cut them a bit of slack because there are so few of them these days. My view is that there are pressing issues facing this country, and dealing with the Lib Dem electorate of three is probably not at the top of the list.
May we have a debate on the London licensed taxi trade? Black cab drivers in my constituency offer a lot more to London and their community than Uber does.
My hon. Friend makes an important point. Of course, in a free market London taxi drivers do face challenges, but I believe they are the best in the world and bring something of immense value to our city. I do not believe that in anything that any of us does in politics, at this level or at a London level, would we ever wish to jeopardise their future.
Given statements made in the Back-Bench business debate in this House a couple of weeks ago, I presume that last week the Government received for security review the Chilcot report. Will the Leader of the House update us on progress and when we can expect a debate in the House?
The report is now going through what I hope are the final processes before publication. As I have said to this House before, there is no Conservative Member who would not wish to see the report out and published. We were not in power at the time, so the issues do not affect us. We want to see the truth out there and we need to learn lessons about the Chilcot process for the future, in the event of similar inquiries needing to take place. I assure the hon. Gentleman that I would like to see it published and out of the way so that people know what is in it.
May we have a debate on making it easier for metropolitan councils to switch to all-out elections or elections by halves so that councils such as Dudley can cut the cost of local politics?
That is an important issue and, of course, local councils have the freedom to do it: it is for them to decide whether they have elections in thirds, halves or individually. My personal view is that it is a real hike for a local council to be doing elections every year and I prefer all-out elections, but it is, of course, a matter for local decision making.
Every year on the Sunday closest to St George’s day, Enfield scouts and guides organise and take part in a St George’s day parade through Enfield town. I usually accompany them and it is a fantastic day. I pay tribute to the scouts and the guides, particularly to all the volunteer leaders for the good job they do in enabling scouts and guides to happen every week for our young people. I am very concerned that youth services are severely at risk from the cuts that the Government are passing down to local authorities, so may we have a debate in Government time to consider the problem, which is affecting our young people and their families?
May I start by paying tribute to the right hon. Lady for what she said about anti-Semitism in her party? The comments that she and the shadow Leader of the House have made are to their credit.
I absolutely agree with the right hon. Lady about the role played by the scouts and the guides, but what they represent is the best of our voluntary sector. Sometimes we depend too much on Government and the public sector for the best work. That work is happening without any Government involvement, as it has done over the century since the scouts and guides movements were formed, and long may that continue.
The Jewish community has a history with Scotland going back beyond 200 years. I know that Members of this House will want to send a message that we value the Jewish community and the contribution it has made not just in Scotland but across the United Kingdom. With that in mind, and given this week’s events, may we have a debate on the valuable contribution that the Jewish community has made to civil society in this country and, equally important, on how we root out anti-Semitism in this country’s political discourse?
The hon. Gentleman makes an important point, whose sentiments will be shared across most of this House. We have heard some important contributions on the subject today. It might also be appropriate to say that this is not just about anti-Semitism; it is also about Islamophobia and prejudice against other groups in our society. There is no place in our society for racial prejudice. It should not be tolerated and we should unreservedly condemn it whenever we find it.
In the light of the changes to the railways suggested by the Hendy and Shaw reports, may we have a debate on how community groups such as mine in Bury can drive forward local ownership of railway assets that are to be disposed of, so that local people get a say in what happens in their locality?
That is a very important point. We have to be careful about disposing of rail assets, for two reasons, one of which my hon. Friend has just given. The other is that local authorities often have a vision to bring back into use transport corridors for the future, but if they are simply sold off for development, that option is taken away. I am proud that, over the past 15 years, this country has seen the reopening of railway lines and rail corridors. A new service was recently opened from Oxford to London Marylebone and it runs across previously disused lines that have been brought back into operation under Chiltern Railways. My hon. Friend makes an important point, because had it been decided to dispose of some of those facilities, that route would not have been possible. In reopening the line from Oxford to Cambridge, we are already seeing that there are barriers as a result of a previous development. My hon. Friend makes an important point about her own constituency, but it is one that should be learned right across the country.
Last month in business questions I raised the case of my constituent who took the drug sodium valproate, which is an effective treatment for epilepsy but which left her children with birth defects. The Leader of the House recommended that I try to raise the matter at Health questions, but unfortunately I was not successful. Does he have any advice for me on how I can raise the issue of sodium valproate and birth defects?
The Minister for Community and Social Care has just arrived in the Chamber, so he probably heard what the hon. Lady said. I will raise the issue directly with the Department of Health for her at the end of this sitting, and I will ask the appropriate Minister to respond to her. She makes an important point, and we have to be enormously careful about it. There are many drugs that make a big difference to our society, but where unexpected side effects cause the kinds of problems she refers to, it is right and proper that that is looked at enormously carefully.
I am most anxious that the Minister for Community and Social Care should have the opportunity to regain his breath. He is a very welcome arrival. [Interruption.] He has just run the marathon; that might be why he is out of breath.
May we have a debate on the crazy situation I face in Bexhill and Battle? Our local authority is one of only 17 in which parking enforcement is still the responsibility of the police, who have stated that they can no longer do it because—fairly enough—they are required to look after policing matters. The local authority refuses to take it on. The situation is driving our residents and business people absolutely mad. Would it be possible to have a debate on whether the Government should step in and end this madness?
Before I answer my hon. Friend, I pay tribute to the Minister for Community and Social Care, who has just arrived, and to all the Members of this House who ran the marathon last weekend and emerged intact, with medals around their necks—
And in the past, but I will celebrate this year, if I may. The hon. Gentleman always wants to jump in and have his say, but I want to commend all those who ran this year for the valuable work that they have done to raise funds for charity and raise awareness of charities. They deserve a collective pat on the back from people in this House.
My hon. Friend the Member for Bexhill and Battle (Huw Merriman) is right. It is an extraordinary position where nobody wants to enforce parking, and I can understand the frustration of local businesses. I urge him simply to redouble the pressure on the local authority. If he has enough people behind him on what he wants to achieve, in the end, the local authority will have to give way.
I join the Leader of the House in congratulating the Minister for Community and Social Care on running the marathon again and congratulating all other participants in the marathon. What the Leader of the House has said is both right and greatly appreciated by colleagues.
We now come to the first of our two debates under the auspices of the Backbench Business Committee. The precise timings have yet to be determined, but there is a very sharp imbalance in favour of the first debate, as against the second. A lot more people want to take part in this debate, and that will influence the judgment of the Chair as to how long this debate should be allowed to run. In short, there will be an allocation of time for the second debate, but it will, very properly, be a much lesser allocation of time.

Commons Chamber5. What assessment he has made of the effectiveness of procedures for dealing with private Members' bills.
I have now received a copy of the Procedure Committee report, which I shall study carefully. I obviously want to respond constructively to it, and I think the House would expect me to take a little bit of time to consider what it says.
I am grateful to the Leader of the House for his reply. Some of the recommendations in the report are more controversial than others. As my observant right hon. Friend will have noticed, there are 67 private Members’ Bills listed in the future business section of today’s Order Paper that stand no chance at all of being given further time for consideration. As one of the proposals in the report relates to private Members’ Bills, may I urge him to introduce measures to deal at least with the uncontroversial parts of the report as soon as possible?
I have sympathy with what my hon. Friend says. Members of the public looking at that list of private Members’ Bills will believe that those measures could still make progress, but we know that, given where we are in the Session, that is not now possible. There is a lot that is good in the report, and I can give him an assurance that we will respond carefully and thoughtfully to it. I pay tribute to my hon. Friend. I also pay tribute to my hon. Friend the Member for Broxbourne (Mr Walker), who chairs the Procedure Committee, for the excellent work that he and his team have done on the report. I can assure my hon. Friend the Member for Bury North (Mr Nuttall) that it will get a proper response.
