To ask the Secretary of State for Business, Innovation and Skills, if he will bring forward proposals to assist SMEs with higher labour costs by 2020 under the National Living Wage.

The Government is reducing Corporation Tax to 19% from 2017-18 and then to 18% from 2020-21; setting the Annual Investment Allowance at a new permanent level of £200,000; and increasing the Employment Allowance by £1,000 to £3,000 from 2016-17. The increase in the employment allowance means a business could employ four people on the National Living Wage and pay no National Insurance Contributions.

To ask the Secretary of State for Business, Energy and Industrial Strategy, whether it is his policy that the UK will remain part of the European Community Urgent Radiological Information Exchange after the UK leaves the EU.

The Government is assessing the legal and policy implications of the public’s vote to leave the EU. This assessment includes implications for the UK’s membership of the European Atomic Energy Community and participation in the European Community Urgent Radiological Information Exchange.

To ask the Secretary of State for Energy and Climate Change, whether there is any involvement of China National Nuclear Corporation as a stakeholder in the construction or ownership of the Hinkley Point C reactor.

This is a commercial matter for EDF Energy.

Any company involved in the UK civil nuclear sector must meet the robust requirements of our regulatory regime.

To ask the Secretary of State for Culture, Media and Sport, what timetable he has set for commencing the second stage of the Leveson Inquiry.

Criminal proceedings connected to the subject matter of the Leveson Inquiry, including the appeals process, have not yet been completed. We‎ have always been clear that these cases must conclude before we consider Part 2 of the Inquiry.

Work is continuing on the detailed policy design of the Horserace Betting Right.

To ask the Secretary of State for Culture, Media and Sport, what steps his Department is taking to secure a fair contribution from offshore digital betting operators to the 55th levy scheme.

The statutory Horserace BettingLevy Scheme does not cover offshore digital betting operators, although some operators supplement the statutory scheme with voluntarycontributions.

To ask the Secretary of State for Environment, Food and Rural Affairs, what plans she has to issue new guidance to local authority air quality monitoring units after the UK exits the EU.

Defra will continue to provide technical and policy guidance to local authorities to assist them in meeting their air quality management responsibilities, including air quality monitoring. This guidance is kept under review and was last updated last year.

To ask the Secretary of State for Transport, what assessment he has made of the potential merits of establishing an Independent Aviation Noise Authority.

The government is considering recommendations put forward by the Airports Commission for an independent aviation noise body and will consult on these matters shortly.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what reports the Government has received on involvement by the China National Nuclear Corporation in the illegal supply of 5,000 ring magnets to Pakistan of a type suitable for use in gas centrifuges to enrich uranium for nuclear weapons.

There were media reports in the mid-1990s of a transfer of 5,000 ring magnets by the China National Nuclear Corporation to Pakistan. China strongly denied government awareness or involvement. In 2004 China joined the Nuclear Suppliers Group, of which the UK is also a member, which agrees guidelines for the transfer of potentially sensitive nuclear-related technologies and material between states.

To ask Mr Chancellor of the Exchequer, whether his Department plans to investigate reports of misconduct by Royal Bank of Scotland relating to small business finance.

HM Treasury has no plans to investigate these reports. This is a matter for the Financial Conduct Authority, which is undertaking a review.

To ask Mr Chancellor of the Exchequer, when he plans to publish the next national audit register.

We assume that the Hon Member is referring to the National Asset Register. HM Treasury have no plans to publish a National Asset Register. The decision to stop publication of a National Asset Register was made before the first publication of the Whole of Government Accounts for 2009-10. The latest version of the Whole of Government Accounts for 2014-15 was published on 26 May 2016.

To ask Mr Chancellor of the Exchequer, what his most recent assessment is of the effect of the Help to Buy scheme on house prices.

The Financial Policy Committee (FPC) assess the impact of the Help to Buy: mortgage guarantee scheme on an annual basis. The most recent review was carried out by the FPC in September 2015. The FPC’s view was that the scheme has not been a material driver of house price growth.

The Treasury continuously monitors global economic developments, including Japanese inflation developments, and their impact on the UK as part of the normal process of policy development.

To ask Mr Chancellor of the Exchequer, what assessment he has made of allegations of unusual volumes of short selling of RBS shares in the period immediately before the August 2015 share offering by UKFI.

The Chancellor and UK Financial Investments (UKFI) take the allegations of unusual volumes of short selling of RBS shares very seriously. UKFI have analysed the volume of shares on loan in the period immediately before the August 2015 share offering.They have concluded that the increase in the volume of shares on loan ahead of the sale was not material, and did not impact on the final price achieved.

To ask Mr Chancellor of the Exchequer, with reference to paragraph 2.152 of Budget 2015, HC1093, what progress his Department has made on introducing a new Horserace Betting Right.

The Government remains committed to replacing the current levy system to create a level playing field for British based and offshore gambling operators. Responsibility for implementing this policy rests with the Secretary of State for Culture, Media and Sport.

It has always been recognised that more work will be needed on the detailed design of a Horserace Betting Right. This work is now under way and DCMS expect it to be completed later this year. A target date for introducing a bill has not been set as this will depend on both the completion of the detailed design work and the availability of Parliamentary time.

To ask Mr Chancellor of the Exchequer, what recent estimate his Department has made of the level of spare capacity in the economy; and on what analysis that estimate is based.

The Office for Budget Responsibility (OBR) produces the UK’s official economic forecasts. The Bank of England Inflation Reports also publish an estimate of spare capacity in the UK economy.

To ask the Secretary of State for Defence, what steps he is taking to encourage innovation in the defence industry.

With an equipment plan worth £178 billion over 10 years and a rising defence budget, there are great opportunities for innovative suppliers.

We are spending up to 20% of our science and technology budget on game-changing research, creating a 10-year £800 million innovation fund and have established a defence and security accelerator.

To ask the Secretary of State for Defence, what the timetable is for the Boeing P-8 Poseidon aircraft to be brought into operational service.

The first UK Poseidon P-8A aircraft will be delivered in 2019, when it will be subject to trials in America. It is anticipated that this aircraft will begin to operate from RAF Lossiemouth in 2020.

To ask the Secretary of State for Defence, what lessons his Department learned from the Nimrod MRA4 and Chinook HC Mk3 procurement processes; and what procurement projects his Department uses as benchmarks for effectiveness.

The problems that led to cancellation of the Nimrod MRA4 programme and the difficulties with Chinook Mk3 were rooted in the procurement practices of over 20 years ago. Since then a series of procurement reforms, building on an understanding of why projects such as Nimrod MRA4 and Chinook Mk 3 went awry, have produced a more robust equipment acquisition process that has led to improved project delivery performance as set out in the most recent annual NAO Major Project Reports.

Improvements to our procurement processes help to ensure we can maximise investment in the front line. Our Equipment Plan will invest £178 billion on equipment and support over the next decade.

To ask the Secretary of State for Defence, pursuant to the Answer of 2 February 2016 to Question 24080, on immigration: Cyprus, to which third countries representations have been made on accepting the remaining migrants.

No representations have been made to third countries, but the Sovereign Base Areas Administration will continue to support those migrants whose claims for asylum have not been accepted, including where legitimate to do so, assistance to move to third countries.

To ask the Secretary of State for Defence, what representations he has received on the applicability of the 1951 Refugee Convention to the migrants who arrived in the Sovereign Base Areas in Cyprus in 1998.

The 1951 Refugee Convention places no obligation on the UK to consider asylum claims made outside its immediate territory. The Sovereign Base Area is an overseas territory and separate by legal jurisdiction to the UK. The Convention has not been extended to the Sovereign Base Areas. Representations challenging the applicability of the 1951 Refugee Convention are currently being made to the High Court on behalf of a group of refugees who have been resident in the Sovereign Base Areas in Cyprus since 1998.

To ask the Secretary of State for Defence, what assessment he has made of the effect of the 2003 Memorandum of Understanding between Cyprus and the UK on implementation of the Protocol on the Sovereign Base of Akrotiri and Dhekelia in Cyprus in so far as it concerns illegal migrants and asylum seekers on where responsibility for refugees who enter those bases rests.

No assessments have been made.

Under the 2003 Memorandum of Understanding, Republic of Cyprus asylum officials assess asylum claims of migrants arriving directly into the Sovereign Base Areas. If they are granted asylum, they will have the same rights as those granted refugee status in the Republic of Cyprus. These collaborative arrangements between the UK and the Republic of Cyprus on the handling and processing of the migrants are being applied to those who arrived in the Sovereign Base Areas in October 2015 and the process is working well.

To ask the Secretary of State for Defence, what the legal basis is for RAF aircraft entering and transiting Syrian airspace when flying from Akrotiri to bombing missions in Iraq.

RAF aircraft do not enter Syrian airspace when flying from Akrotiri to conduct strike missions in Iraq.

To ask the Secretary of State for Defence, how many requests from local or coalition forces for RAF strike missions against targets in Iraq he has rejected because they were deemed to have been in breach of British rules of engagement or posed an unacceptable risk of civilian casualties.

None because all targets which are put to me for approval are rigorously assessed in advance for compliance with UK rules of engagement, UK law and international law.

To ask the Secretary of State for Defence, with reference to the Answer of 23 June 2015 to Question 3244, what capabilities and specifications have been decided on for the next generation of RAF maritime reconnaissance aircraft; and which specific defence industrial organisations have made representations to his Department on the supply of aircraft or equipment to fulfil that role.

No decisions have yet been taken on the capabilities and specifications of any potential new maritime patrol aircraft. Such issues are typically resolved at a later stage in the procurement process and, as stated in my response to Question 3244, no decision has been taken to acquire an aircraft, this will be decision for the Strategic Defence and Security Review.

I am withholding information on the details of the defence industrial organisations that have made representations to the Department, as it's disclosure would prejudice commercial interests.

To ask the Secretary of State for Defence, what discussions his Department has had with ADG Systems on employing that company's ex-RAF L1011 Tristar aircraft for military contract duties on behalf of the UK Government.

The Ministry of Defence has had no discussions with AGD Systems about a charter arrangement for ex-RAF TriStar aircraft.

To ask the Secretary of State for Defence, what progress his Department has made in seeking a replacement for the Nimrod aircraft for the RAF's maritime reconnaissance capability; and what alternative aircraft platforms are under elevation for this role.

No decision has been taken to acquire a maritime patrol aircraft, and we have been clear for some time that the right point to look again at the requirement is in the Strategic Defence and Security Review, which is now under way. The capabilities required from such an aircraft have been studied by the Ministry of Defence over the past two and a half years, and during that time we have received representations from a number of defence industrial organisations

To ask the Secretary of State for Northern Ireland, with reference to paragraph 2.152 of Budget 2015, HC1093, what discussions she has had with the Chancellor of the Exchequer on the extension of the Horserace Betting Right to Northern Ireland.

I have had no discussions with the Chancellor about the Horse Race Betting Levy because Northern Ireland has its own devolved Horse Racing Fund. This is administered by the Department of Agriculture and Rural Development to assist the maintenance and development of horse racing in Northern Ireland.
