Commons ChamberAs I am sure everybody knows, I will never get tired of flying the flag for apprenticeships and skills. This Government are investing record levels of funding, with an additional £3.8 billion in skills over this Parliament. That includes an extra £1.6 billion for 16-to-19 education, and increasing investment in apprenticeships to £2.7 billion by 2024-25. That supports our commitment to create a world-leading skills system that is employer-focused, high quality, and fit for the future.
This Government’s schools, colleges and businesses around the country are working hard to show young people that going to university is not the only route to success, and there are now so many study options, which the RHA, the Federation of Small Businesses, and lots of Stroud businesses are talking to me about all the time. What is my right hon. Friend doing to reform the existing apprenticeship levy to work better for small businesses and students?
I thank my hon. Friend, and I am proud of all the work we have done on apprenticeships. We removed the limit on the number of apprentices that small businesses can take on, and we continue to pay 100% of training costs for the smallest employers, and allow levy payers to transfer 25% of their funds to support small and medium-sized enterprises. We spent 99.6% of the apprenticeship budget in 2021-22, which has helped to support 8,940 apprenticeship starts in my hon. Friend’s constituency since 2010. To continue that progress and ensure that everyone knows what apprenticeship opportunities are available, we are working with UCAS so that for the first time ever, young people will be able to use UCAS to search and apply for apprenticeships alongside degrees, making it easier for young people to find the right opportunity for them.
I thank the Secretary of State for visiting BAE Systems recently in Lancashire. Accrington and Rossendale College in my Hyndburn and Haslingden constituency has been successfully rolling out the T-level programme, but to ensure that young people in my constituency have the skills they need in areas such as technology and engineering, further capital investment is needed to ensure that it can continue to provide state-of-the-art facilities. Will my right hon. Friend confirm whether there will be further waves of the T-level capital fund?
I thank my hon. Friend for her question and for joining me on that visit, which I think was eye-opening for both of us. The Nelson & Colne College group, which includes Accrington and Rossendale College in my hon. Friend’s constituency, has benefited from capital investment of more than £6 million since 2010, including funding to improve the condition of its estate and support the delivery of T-levels and technical education. Most recently, it benefited from further investment as one of our 108 T-level capital projects, working towards delivering engineering and manufacturing T-levels. We will continue to support the roll-out of T-levels.
The Secretary of State will know that levelling up is about not geography but opportunity, and what better opportunity can we give our young people than a first-class education? Southampton has put in a bid for a university technical college. Will my right hon. Friend confirm that she has seen our bid and will look favourably on it, and will she update the House on when we are likely to hear whether we have been successful?
I thank my hon. Friend for his continuous campaigning on this subject. I do not know how many meetings we have had, but I see his passion to get a UTC in Southampton. I recently met Becky Smith, one of the fantastic former students of UTC Portsmouth, who is now a degree apprentice studying mechanical engineering at the University of Chichester in my constituency. She was full of praise for her time at UTC Portsmouth. We are currently considering the applications we have received. I have seen them all, and I have been through them in great detail in the latest free school wave, including Portsmouth’s bid for a new UTC in Southampton. We hope to announce the successful applications very soon.
Hospitality and tourism is an industry worth £3.5 billion a year to Cumbria, and it is our biggest employer. Apprenticeships are an important way into a career within that sector. The problem is that T-levels are a useful stepping stone into apprenticeships, yet the Government have again kicked into the long grass the T-level on catering, having already taken out the hospitality element of that. Will the Secretary of State meet me and representatives from Cumbria Tourism, so we can talk about how she can change that policy, and so that more young people can enter that important profession?
I am happy to meet the hon. Gentleman. As he will know, I always have a laser-like focus on quality, and if the quality is not good enough then I will not release the apprenticeship, the apprenticeship standard or the T-level. Too often we have had low-quality qualifications in this country, and it is important that we work with a vast array of businesses to ensure that we get the quality system that they demand and that will be good for all our young people.
May I beg the Minister to pay attention to the fact that good apprenticeships and good training in any town and city must come from a blend of good universities—I think most of our universities are good—with local further education colleges? Will she take a leaf out of Tony Blair’s book, when he said in a recent important speech that what we need is more high-class universities and more polytechnics made up from the new former FE colleges?
As usual, we are ahead of the Opposition. We have already invested in 21 institutes of technology, which are where a group of colleges and universities work with employers in the area. They are a great addition to the landscape, along with all the other technical qualifications and skills training that we have introduced since 2010.
I welcome the funding made available to the space systems engineering degree apprenticeship and the opportunities that will provide young people in the UK’s growing space industry. What plans do Ministers have to fund similar apprenticeships in other emerging sectors?
It was a great pleasure to go to the space park in Leicester to launch the space systems engineering level 6 degree apprenticeship, on top of the level 4 space engineering apprenticeship, which I launched previously. There are many different routes into the space industry, which is important and something that we are good at in the UK. Any employers or employer groups wishing to develop an apprenticeship standard could work with the Institute for Apprenticeships and Technical Education. We have worked with more than 5,000 employers in the past few years, and we have built more than 670 apprenticeship standards, none of which existed before we started the programme in 2012.
New research from the House of Commons Library has shown that the amount of the apprenticeship levy paid by employers that has been allocated to the apprenticeship budget has fallen from 89% in 2017 to just 77% in the most recent year. The truthful answer to the question from the hon. Member for Stroud (Siobhan Baillie) is that the Secretary of State is doing nothing to reform the apprenticeship levy, as she believes it is working perfectly. Can the Minister confirm that any employer that, like the hon. Member for Stroud, wants greater flexibility in the levy should vote Labour in the next general election?
There is nothing that would make me give such drastic advice. The truth about the apprenticeship levy is that 99.6% of it will be spent this year. We can look in the rear view mirror, and there are some reports going back over time that show some underspend in the levy, but they are back over time. We are now spending 99.6% of the levy. Perhaps what the hon. Gentleman has not appreciated is that some of the funding goes to the devolved Governments. If we examine the apprenticeship system in Wales and Scotland, it is not a patch on what we have introduced in England.
School attendance is important for not just a child’s education but their wellbeing and life chances, and it is a personal priority. We have: rolled out the daily attendance data tool; launched the attendance action alliance group of system leaders, which includes representatives from health, policing and social care; expanded the attendance hub support; and, deployed expert advice to work with local authorities. Termly persistent absence fell by a fifth from summer last year to spring this year, with 350,000 fewer persistently absent pupils, but we know we still have more to do, and it is a top priority for me.
Does the Secretary of State agree that shutting schools during covid lockdowns was a disaster for children and their mental health and has led to an explosion in severely absent rates? Will she make sure that cannot happen again by classifying all education settings, including schools, colleges and universities, as essential infrastructure, to ensure they remain open during national emergencies?
Schools were not shut during lockdown. Many of our fantastic teachers were still teaching key cohorts, supporting our NHS and the most vulnerable, such as those with special educational needs, but I fully share my right hon. Friend’s concerns about the impact that the pandemic has had on attainment, attendance and mental health. She knows we are working hard to recover, making almost £5 billion available for recovery. I can assure her that we will always seek to minimise the disruption to education in emergency situations. We all have a lot to learn from the experience during the pandemic, including the impact on children of all the decisions that we took, which were led by medical advice.
I thank my hon. Friend for his Committee’s work on this issue, which really is important. We have a world-class education system, but we need children in school to be able to take advantage of that. As he knows, my Department remains committed to legislating for statutory local authority registers of children not in school and will do so at the next suitable legislative opportunity when parliamentary time allows. I will work closely with my hon. Friend the Member for Meon Valley (Mrs Drummond) on how we can best introduce that.
I thank the Secretary of State very much for her responses. It is obvious that she is committed to making things better. In the light of the covid home-schooling period during which parents may have forgotten the importance of socialisation as well as academic education, many may need reminding of the legal obligation to educate children. Has the Department considered tidying up the intervention period to allow early intervention and discussion with parents where possible before any action is taken?
We are very much taking a supportive approach. We know that there are complex reasons why some children are missing school—some have lost their confidence and are anxious about school and how far they are behind—so we are taking a focused approach. We have leads in local authorities working closely with schools, and we are measuring the impact of all the things we are doing, which includes attendance hubs, as well as looking to support parents to get their children back into school, where we know their outcomes will be so much better.
Our teachers do an incredible job and inspire children every day. Last week, we accepted the independent pay review body’s recommendations in full, giving schoolteachers their largest pay award for 30 years of at least 6.5%. I also announced funding for the further education sector to address key priorities, including teacher recruitment and retention. To help us get more of the top talent into teaching, we are delivering on our 2019 manifesto commitment to raise the starting salary for teachers to a minimum of £30,000. That is a competitive salary that will help us to continue to build on the record numbers of teachers in our schools in England.
The further education sector is facing a teaching crisis, not fully addressed by the pay review body. In my constituency, East Durham College has had two teacher vacancies in engineering and a computer science position unfilled for 18 months. Barriers to recruitment include high workload, qualification reform, excessive assessment and a huge pay disparity compared with comparable work in industry. Could the Secretary of State tell us what steps she is taking to ensure that further education teaching is an attractive and viable career?
I very much care about further education and ensuring that it has the funding. That is why, as of last week, we are investing an additional £185 million in the financial year 2023-24 and £285 million in 2024-25 to drive forward skills delivery in further education. The Government do not set pay for the FE sector. However, I have been clear that I expect that funding, which is new funding, to go to the frontline. I hope the investment will support the FE sector to address its recruitment and retention challenges. In addition, we introduced bursaries of £29,000 for STEM—science, technology, engineering and maths—subjects, and the Taking Teaching Further programme is working with industry and paying £6,000 to attract those from industry who want to spend their second career in FE teaching.
We have seen a significant increase in the number of teachers leaving the profession in Durham. They are burnt out and their unmanageable workloads are made harder by support staff redundancies in schools where there is an absence of furniture and equipment, with children even carrying chairs between lessons so that there is somewhere to sit. One teacher said to me, “It is like being a baker with no flour, a delivery driver without a van, an IT specialist without a computer.” When will the Department provide the absolute basics for our schools in Durham?
We are going even further than the basics, because we will be funding education higher than we have ever funded it in our history. It will be £60 billion next year. But I do take workload seriously. As part of our discussions with the unions, we have agreed to set up a workload taskforce, which has a target to remove five hours from the school working week in addition to the five hours we have already reduced. Last year, more teachers entered the profession than left it: 47,954 entered the profession and 43,997 left it. If we look at the averages, the leavers rate has been stable since 2010, but we are investing more in our education system than ever before.
One particularly challenging area of work for teachers is special needs education. There are many who want to work in that field, but in Essex our special needs schools are unfortunately already full to bursting. That is why, today, I am launching a campaign for a new special needs school in south Essex. I met the Minister for Schools, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb) in advance and he was very helpful. Will the Secretary of State and the Schools Minister work with me and Essex County Council to try to get us the additional special needs places in Essex that parents and special needs children so desperately need?
I absolutely agree with my right hon. Friend. This is something we have already announced: we will invest £2.6 billion in building more special schools. We are getting another one in Sussex and many hon. Members are getting more special educational needs schools in their areas. We would be very happy to work with him and Essex County Council to ensure the right provision in Essex for all children who have additional needs.
I pay tribute to all the staff and teachers at my local FE college, Basingstoke College of Technology for all the work they do to ensure that young people in my constituency are ready for work. The reform of BTECs is causing some uncertainty when it comes to staffing for the future in the college. Will my right hon. Friend join me and headteacher Anthony Bravo for a meeting to discuss those concerns, so that we can continue to ensure that the young people of Basingstoke are work-ready in large numbers?
Yes, I am always happy to meet my right hon. Friend and her college. I have had many meetings on this subject. We are focused on ensuring that high quality T-levels are introduced across the country in all colleges, so that young people can access them. We are also looking, side by side, to see what BTEC qualifications will sit alongside A-levels as part of our level 3 offer.
This week, I have accepted the independent review body’s recommendation in full, so our fantastic teachers will receive their highest pay award for 30 years—it will be at least 6.5%. From September, we will have delivered on our manifesto commitment by raising teachers’ starting salaries to £30,000. To support our school leaders, we are providing an extra £525 million this year and a further £900 million in 2024-25. This is not just about schools, because we will also be investing £185 million and £285 million in our further education colleges over the same period. All four unions have recommended the pay award, and it is fully funded. I hope that teachers will join them, so that we can bring an end to strike action and get our teachers doing what they do best: teaching the next generation.
UK students who have been offered opportunities to study abroad are waiting for funding decisions under the Turing scheme. Clearly, for students from less well-off families this is tough, as visas and accommodation have to be paid in advance. Will the Secretary of State, out of the kindness of her heart and to a man from the highlands, give a commitment to bring forward these decisions next year, to make the Turing scheme more accessible to all students, regardless of their background?
I thank the hon. Gentleman for his question. The Turing scheme is a great success. Disadvantaged students will take up two thirds of the international study and work opportunities from September, with students going to 160 different countries. It is a remarkable scheme, given that it has been introduced so quickly. It is a new demand-led scheme, but I will work with the sector to make improvements to it and make sure that people are funded in time.
Ministers have known since last year that strike action by teachers was likely, yet after months of refusing to talk, it was only last week that the Secretary of State finally settled the dispute. Will she take this opportunity to apologise to parents for the completely needless and avoidable disruption to their children’s education for which she is responsible?
Since I came into this job at the end of October, the unions asked for an extra £2 billion and I delivered it; families asked for childcare and I delivered it; the School Teachers Review Body asked for 6.5% for teachers and I delivered it; and that had to be funded, and I have delivered it. I have worked to deliver every day in this job, whereas the hon. Lady cannot even decide whether she will accept 6.5% or not.
Last week, the Institute for Fiscal Studies said that ending private schools’ tax breaks will raise up to £1.5 billion in additional revenue, confirming that Labour’s plans are fiscally credible. We would use that money to invest in 6,500 new expert teachers and better mental health support for all our young people. Will the Secretary of State distance herself from the discredited claim of the private schools’ lobby, do the right thing and adopt Labour’s plan to drive up standards in our schools?
Labour has never driven up a standard in our schools. Most of our private schools are nothing like Eton or Harrow; they are far smaller and they charge a lot less. Many cost the same as a family holiday abroad, and there are plenty of parents who choose to forgo life’s luxuries to give their children those opportunities. The IFS also said:
“The effect might be larger over the medium to long run… There is still lots of uncertainty around these estimates.”
Labour’s tax hikes are nothing more than the politics of envy. As Margaret Thatcher once said:
“The spirit of envy can destroy; it can never build.”
I know that my hon. Friend has done a lot of work in this sector. It was wonderful to visit Busy Bees and the fantastic team who work there. As well as the £204 million increase for providers, we have announced a £289 million investment to develop our universal wraparound childcare offer. We are the party of working parents. Labour has flip-flopped repeatedly on childcare, announcing vague policies in the autumn, which it quickly backtracked on. Its new plan, which I hear is to be means-tested, would snatch away childcare from thousands of hard-working parents. We are rolling out the largest investment in childcare in our history; Labour cannot even keep to its word.
I say gently to the Secretary of State that I was very generous at the beginning, but that does not carry on all the way through topicals. I want you to set a good example in this school classroom.
As I have pointed out, we do intend to legislate for the children not in school measures and put attendance on a statutory footing when the legislative timetable allows, looking at the sitting Fridays that are left within this period. The Department is currently running a call for evidence on improving the support for children missing from education, and that evidence will be used to inform future policy.
Does the Secretary of State think that something might be going seriously wrong when children in our junior schools are being indoctrinated by gender ideology at the same time as senior Members of this House appear unable to define what a woman is?
I can assure my hon. Friend that I am more than capable of defining what a woman is. It is true that some schools are asking for guidance in this area, so we intend to bring forward guidance. I am working with my right hon. Friend the Equalities Minister to bring that forward in the near term.
Last week, 14 officers from West Midlands police were recognised at the Police Bravery Awards for forming a human chain and breaking through the ice as Fin, Tom, Jack and Sam fell through in sub-zero temperatures at Babbs Mill lake in Kingshurst. I thank the Minister for his time on this previously. What progress has been made in revising the relationships, health and sex education curriculum guidelines specifically on understanding the implications of cold water shock on the body?
The Secretary of State told the media at the weekend that she had found the money for the pay settlement from an underspend in the Department. Can she tell the House exactly where she found the money and what policies have not been delivered?
I am delighted to. We have a constructive relationship with the Treasury, whether on childcare, school funding or extra budgeting, and in this particular case what we have done, as I have done many times in my 30-year business career, is to go through every line of the budget. We spend £100 billion on education, so there are a lot of things in that budget, and we have gone through it and checked every single assumption. Some are demand led and some depend on the roll-out of certain projects. We have protected the frontline and reprioritised; what has changed is that the Treasury has allowed us to keep that money to reprioritise—[Interruption.] It is an answer. The right hon. Lady may not understand, because she does not—
Order. I am not sure the Secretary of State is understanding me, either. When I say these are topicals, I mean that—[Interruption.] Order. No, I am sorry; if you do not want Members on your side of the House to get in, please say so, because that is what is going to happen, and it is totally unfair to the people who are waiting. Let us play by the rules—that is what we expect from all of us.

Written StatementsThe 33rd report of the School Teachers’ Review Body (STRB) is being published today, setting out their recommendations on teacher pay from September based on evidence provided from statutory consultees, including teaching unions.
I am pleased to confirm that the Government have today accepted the STRB’s recommendations for 2023-24 teacher pay awards in full. This means that teachers and leaders in maintained schools will receive an increase of at least 6.5%, the highest STRB award in three decades. This comes on top of the increases already received last year, and for many teachers will also be accompanied by additional pay rises due to progression, recognising the hard work of our teaching profession. Further information about the implementation of this can be found in the annex to this statement.
These recommendations also include higher uplifts to starting salaries outside London, which mean that as of September, the Government will have delivered its manifesto commitment of starting salaries of £30,000 or more for teachers in all areas of the country.
The award is fully funded, and we will be providing an additional £525 million of funding in 2023-24, and £900 million in 2024-25. That is equivalent to the full costs of the pay award over 3.5% which our evidence states is affordable to schools nationally, and in line with the evidence the Government submitted to the STRB. This Government are committed to living within its means and delivering value for the taxpayer, and therefore we are reprioritising within the Department for Education’s existing budget to deliver this additional funding to schools, while protecting frontline services. The award is consistent with the Government priority to halve inflation.
This support is being provided in respect of mainstream and special schools, as well as school-based early years and post-16 provision. Every school will benefit from this additional funding. We have also published details of its distribution (which can be found at the following link: https://www.gov.uk/government/publications/teachers-pay-additional-grant-2023-to-2024 ) providing schools with the information they need to finalise their budgets. I recognise that this will not mean that no school will face financial challenges and I will also extend the support currently available to individual schools facing the most difficult financial circumstances by up to £40 million.
This support comes on top of the £2 billion a year provided for schools in our autumn statement. As a result, the core schools budget will now total more than £59.6 billion in 2024-2, its highest ever level, in real terms per pupil, as confirmed by the independent Institute for Fiscal Studies.
I am also announcing today other measures to promote recruitment and retention across schools which remains a priority for this Government. We will convene a workload reduction taskforce to explore how we can go further to support trust and school leaders to minimise workload for teachers and leaders. We want to build on previous successes and aim to reduce working hours by five hours per week. We also plan to reinsert a revised list of administrative tasks that teachers should not be expected to do into the school teachers’ pay and conditions document (STPCD).
We know that flexible working opportunities can help to recruit, retain, and motivate teachers and leaders and help promote staff wellbeing. Last month we appointed seven flexible working ambassador multi-academy trusts and schools to offer practical advice to school leaders on implementing flexible working and we are currently in the process of recruiting more. This is part of a wider programme, funded by the Department, to help embed flexible working in schools and trusts.

Commons ChamberAfter an intense negotiation with all four trade unions, we made a fair and reasonable offer, which would have been fully funded through £620 million of additional funding, on top of the additional £2 billion already announced for both this year and next—a cash injection that means that by next year we will be funding our schools at the highest level in history, totalling £58.8 billion. Unfortunately, the trade unions rejected our offer. We are in the process of reviewing the independent School Teachers’ Review Body’s recommendation on teacher pay for 2023-24, and we will publish our response in the usual way.
I thank the Secretary of State for her answer. One issue in the dispute is recruitment and retention. Recent stats show a record number of teachers—nearly 48,000—entering the profession. That means that in Barnet there are 227 more teachers than in 2010. Does she agree that those encouraging figures are another good reason to call off the dispute and end the disruption to children’s education?
I, too, am encouraged by the record numbers entering the teaching profession. We are doing a lot to attract the top talent into teaching through financial incentives totalling £181 million, including bursaries, scholarships and a levelling-up premium in priority areas. We are also delivering on our commitment to raise starting salaries to at least £30,000. We know that there is more to do, but the data shows that the steps we are taking are benefiting children and teachers, in Chipping Barnet and across the country.
It is six weeks until the end of the summer term and headteachers are desperately trying to budget. They need the STRB proposals on pay now, as well as information on how they will be funded. The release of that information could prevent all the strikes, which we know will damage the education of so many. When will headteachers have the information they desperately need, including to help to retain some of the excellent teachers we keep losing?
This is the same process we follow every year. We take the independent pay review body’s recommendations seriously, are considering the report and will publish in due course, just as we do every year.
I met some National Education Union reps in my office for an hour and a half last week, and they were shocked to hear that I was going to say this to the House today. If the STRB has recommended that teachers should get a 6.5% pay rise—it was meant to report in May, something I signed off when I was in the Department—they should be given that pay rise. The Minister will rightly ask where that money is going to come from. I say we take it out of the foreign aid budget, year in, year out.
Following the union’s rejection of the Government’s fair, reasonable and funded offer, the report has been submitted by the independent STRB. I will not comment on speculation or leaks, or indeed on funding, but we will consider the recommendations and publish our response in due course.
The Scottish Government did not stonewall the unions and have not claimed that the unions are responsible for all our social ills. The Scottish Government engaged constructively with unions, in education and elsewhere in the public sector, and have agreed a pay deal that means that Scottish teacher salaries will increase by 14.6%—I will say that again: 14.6%—by January next year. In this tale of two Governments, which Government can teachers trust to look after their interests?
Pay awards for this year needed to strike a careful balance between recognising the vital importance of teachers and the work they do, and being affordable and not exacerbating inflation. We have taken that very seriously. We also take standards seriously, and I am delighted that the standards in England are continuing to rise. The question with teachers’ pay rises is always: are they funded? I am aware that the Scottish Government have had to take the funding from other places, including skills and higher education.
We were all reminded today that the Secretary of State is already keen to move on, yet parents know that it is her ongoing failure to resolve the disputes that is damaging our children’s education. She told us to wait for the independent pay review body’s recommendations. Those have been made and now she refuses to publish them. Will she come clean, allow headteachers to plan for September and publish the recommendations today?
I assure the hon. Lady that I have no intention of moving on—I am sure she will be delighted to hear that. This is the same process that we go through every year. I take the independent teachers review body very seriously. That is why, on my very first day in this job, when I had a letter from all the teaching unions asking for an additional £2 billion to fund the increase for last year that the STRB had recommended, which was much higher than the 3% that schools had budgeted, I took it seriously and got that extra funding. That takes time. I have just received the report. We are considering the recommendations and we will definitely publish it within the same sort of timeframes that we usually publish it.
This is a timely question, as just last Thursday I met representatives from across the UK to discuss that very topic. In England, we have put in place significant support to help students and families alike with the cost of living. This year alone, the Government will spend around £37 billion on cost of living support. We provide free school meals to more than one third of children in education and we have boosted our student premium this year, spending £276 million.
Expanding free school meals to all children in universal credit households is not controversial. New data from the Food Foundation shows that 80% of the English general public support it. The Scottish Government have already committed to providing universal free school meals for all primary children. Why is the Secretary of State’s Department fuelling the poverty cycle and failing to give deprived children the very best start in life?
I take my role of giving children the very best start in life incredibly seriously. This Government spend more than £1 billion annually delivering free school meals to pupils in schools. More than one third of pupils in schools in England receive a free meal, which, incidentally, compares with one sixth under Labour in 2010. We must also ensure that students are supported in school holidays; that is why we have introduced the holiday activities and food programme.
I welcomed my right hon. Friend’s announcement in January that tuition fees would be frozen for the sixth year in a row. That is welcome news for students and the country. Does she agree that that will deliver better value for students and rightly keep down the cost of higher education across the United Kingdom?
We are always committed to ensuring that students get good value for money, that they have a valuable experience at university and that they get the qualifications they need for the future. In addition to keeping tuition fees flat, we have introduced and boosted degree apprenticeships—as my right hon. Friend knows, I am a huge fan of those—where, if people want to earn and learn, they can get their degrees paid for by their apprenticeship.
I am delighted that we will be rolling out the local skills improvement plans from this summer. The LSIPs will put local employers at the heart of developing skills provision to meet the needs of their businesses, ensuring that people get the right skills to get good local jobs. In my own Chichester constituency, the Sussex LSIP is working to meet the needs of many sectors, including our horticultural industry, worth £1 billion a year to the local economy. Other hon. Members in rural seats will understand the recruitment challenges facing agrifood businesses. Our skills plan will bring together providers such as colleges to create more opportunities for people to get the skills businesses need, and that will be going on across the country.
My Southport constituency has a unique seaside heritage and vital industry support. Can my right hon. Friend elaborate on how those steps will specifically support skills in the sectors of hospitality, tourism and coastal conservation?
I know my hon. Friend is doing a lot to support businesses in our great seaside towns. We are increasing collaboration with colleges, employers and the chamber of commerce. The plan has been informed by hundreds of local businesses such as Lattimer, Access Point, EFT Construction, Bulldog Products and Stormspell. The visitor economy has been identified as a priority for the city region, with actions being taken to establish a working group to develop basic skills courses and to increase off-season study and training, management apprenticeships and access to work placements for students in and around the area.
The seaside will be grateful for that excellent response. Denise Rossiter, chief executive officer of Essex chambers of commerce, is working with local businesses such as Adventure Island to come together and deliver a local skills improvement plan that will help my seaside town to deliver a pipeline of talent for all sectors, including digitech, engineering and manufacturing. That will drive the local economy. Will the Secretary of State support the funding bid for that great work and the great city of Southend, and may I invite her to Adventure Island?
That sounds like too good an invitation to miss. I thank my hon. Friend for being such a champion for skills development in Rochford and Southend East. I know that many local employers, including Essex & Suffolk Water, Rose Builders, Ground Control, DP World London Gateway, Adventure Island and Constellation Marketing, are working with the Essex chambers of commerce and South Essex College to steer the LSIP. Many businesses up and down the country will benefit from our £165 million local skills improvement fund that providers, including South Essex College, will apply for. I look forward to receiving the proposal for the Essex, Southend and Thurrock area.
The reality is that almost 4 million fewer adults have taken part in learning since 2010, there are 200,000 fewer apprenticeship starts over the last decade, and part-time undergraduate student numbers have fallen by 50%. What is the Secretary of State doing to reverse the decade of decline in skills and training opportunities that is making Britain poorer?
What I am doing is ensuring that the quality is better. It is very easy to chase numbers and targets. The Labour Government did that a lot—some of the things in which they used to invest for skills were not of any value at all, either to the individual or to a single business in this country. We are ensuring that we work closely with employers. We have worked with them to design the T-levels qualification. We have worked with 5,000 of them to build the apprenticeship standards. We have had 5.4 million apprenticeship starts since 2010, and all of them are of a high quality that will give people the skills they need to get the jobs they want.
The hospitality and tourism industry is the biggest employer in Cumbria and is worth £3.5 billion to the economy every year. Yet those businesses are suffering a huge staffing crisis: 63% of them are operating below capacity because they cannot find enough staff. One solution is to recruit and train our own young people into the industry, and a T-level would surely be one way of doing that, but sadly, the Secretary of State’s Government have decided to kick the catering T-level into the long grass. Will she rethink that and bring it back front and centre of her campaign to ensure that young people get into that important industry with the right qualifications?
I agree with the hon. Gentleman that that is a vital industry, not just in areas of tourism but across the country. We have many full-time hospitality and catering courses at various levels and lots of apprenticeships as well. We will bring forward and look at T-levels and at what more we need in that area, and potentially at management in the sector as well; I know that businesses are looking for more skills in that.
The Secretary of State says that she is listening to businesses, but if she were, she would hear that Labour’s plan to devolve adult education budgets to local communities and directly elected Mayors, and to change the apprenticeship levy into a more flexible growth and skills levy, has won widespread support from across the business community. Why is she so determined to stand against what employers say they want, and to hold learners, employers and our economy back?
That is a good question. The hon. Gentleman is right that employers have often asked for that flexibility in the levy. I do not think that anybody in this House doubts my support for apprenticeships—they were my golden ticket and, I am convinced, are a very good way into the workplace. Labour Members have said that they want to build flexibilities into the levy. The problem with their calculations is that, at this moment, we are spending 99.6% of the levy on apprentices. Their policy is based on levy payer spend, not levy payer budget. That means that the biggest losers from the policy would be small and medium-sized businesses and about half of current apprentices.
The UK is home to some of the world’s top universities, which benefit from strong international ties—so much so that it is impressive that UK universities have educated 55 of the current world leaders. My right hon. and learned Friend the Home Secretary and I are proud of our higher education sector and our commitment to having at least 600,000 international students study here every year. The change we are making will restrict the right of postgraduate students on taught courses to bring in dependants. This decision strikes the right balance to ensure that we have a fair and robust migration policy, and maintain the UK’s place as a top destination for the best and brightest from around the world.
The Higher Education Statistics Authority has shown that 55% of UK universities recorded a deficit in the last academic year. One of the key sources of revenue for universities is international students, who account for almost one fifth of the income of the UK’s higher education sector, and Scottish institutions are paying the price. Does the Secretary of State recognise that her Government’s policy change on student dependants risks jeopardising the key income stream for many financially strained universities across the UK and in Scotland?
No. Our offer to international students remains very competitive, and we are committed to ensuring that the UK remains a destination of choice for international students from across the globe. International students do make a significant economic contribution to the UK economy and to our universities, and they make a significant cultural contribution. These changes will predominantly impact on the dependants of students and, in our view, will not impact on the competitive nature of our university offer.
The Opposition more than recognise the huge value brought to the world-class higher education system by international students. That said, we were clear that we would not oppose the changes the Government have made to student visa rules. However, in responding to a written question earlier today, the Home Office stated that “any indirect impact” of its student visa policies should be “proportionate” to the aims. Will the Secretary of State explain how, given that the Government have failed to conduct an impact assessment, she knows this to be true?
The problem we were trying to solve is that we saw the number of dependants rise more than eightfold from 16,000 in 2019 to 136,000 in 2022, which is an unprecedented increase. Therefore, I fully support the Home Secretary in taking action to reduce the number. From January 2024, students coming to the UK to take postgraduate taught courses will not be allowed to bring in dependants, but students coming for many other courses, such as PhDs or research masters, will still be able to bring in dependants. The international education world is very competitive, which is why we put together an international education strategy—this is the first time we have done it—and why we have somebody working with our universities to make sure that we can attract the best and brightest into our universities, and I am sure we will continue to do that.
As a former teacher, can I just say that I was quite happy to be called “Miss”? I have been called far worse as an MP.
When asked in December about the merits of limiting visas for the dependants of international students, the Education Secretary conceded that, if such a policy was enacted, our ability
“to attract the best students from around the world is going to be reduced”.
This policy is now a reality. It is impacting on our emerging markets in Nigeria and India, and it will skew our market much further towards Chinese students. Does she stand by her initial remarks?
The visas that we were very keen should be available are the two-year graduate route visa, to make sure that all students coming here have two years in which to find a job before they can then apply for a work visa post their study period. That is a very competitive offer and I was very keen to ensure it was in place. We have looked at this very carefully but, as I said to the hon. Member for Warwick and Leamington (Matt Western), we had an unprecedented increase—more than eightfold—in the number of dependants coming here and, bearing in mind our migration figures, we wanted to take action on that.
The eightfold increase happened because of the Secretary of State’s Government’s policies and the collapse of the European market—things that those on the Conservative Benches must be responsible for. The vast majority of international students are temporary visitors, yet they are counted as permanent in the migration figures—a policy the former Education Secretary, the right hon. Member for North West Hampshire (Kit Malthouse), has called “bonkers”. A simple solution to halt the ongoing targeting of the students in this market would be to count only those who stay. Why is that not being considered?
The hon. Lady is right: the vast majority of international students return to their home countries once they have finished their studies. Home Office data show that less than 1% of those granted an initial study visa in 2016 had been granted settlement by 2021, but the Office for National Statistics is responsible for the migration figures.
Teachers are the ultimate opportunity creators, giving all of us the tools we need to reach our potential. I am delighted that new data shows a record number of teachers joining the profession, so today we have over 468,000 teachers in our schools. That is a year-on-year increase of 2,800, meaning that there are over 27,000 more teachers in classrooms since we took office.
The difference that teachers make is almost impossible to measure, but there is no doubt about their commitment to delivering results. The number of schools rated good or outstanding has risen from 68% to 88% since 2010. We have climbed the international league tables in science, maths and English, most recently coming fourth in the world for reading at primary school age in the progress in international reading literacy study. It would be remiss of me not to pay tribute to the Minister for Schools, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb) for his relentless championing of phonics, helping our fantastic teachers to drive up standards. Ahead of Thank a Teacher Day, I want to say a massive thank you to teachers, early years professionals, teaching assistants and all who play their role in helping the next generation reach their potential.
The decision to make it harder for those on postgraduate courses to bring dependants will once again mean that Britain’s universities will be looking to China for international students. At a time of growing tension and concern about Chinese foreign policy, not least on the Secretary of State’s own Benches, is she confident that this is going to end well?
I thank the hon. Lady for her question. We discussed this a little earlier. There is a large and growing desire for the education that our top universities provide and there are many countries in the world where the middle class is developing, so there is a lot of opportunity for our universities as long as they keep on delivering their world-class fantastic quality.
Today’s announcement by Ofsted is a welcome recognition of the need for change, but it does not go far enough. Labour is the party of high and rising standards in our schools, which is why we would give parents a comprehensive picture of their children’s school in the form of an Ofsted report card, rather than a simplistic one-word judgment. Why is the Secretary of State content to sit back, rather than drive improvement in our schools?
The last time I was at the Dispatch Box, the hon. Member for Reading East (Matt Rodda) asked me to meet the family of Ruth Perry and members of the Caversham community following Ruth’s tragic death. I have been honoured to work with Ruth’s family and friends over the last few weeks. I take this matter incredibly seriously. Today, we announced that we are significantly expanding wellbeing support, in addition to announcements from Ofsted to improve the accountability system. Overall grades provide a clear and accessible summary of performance for parents, which is why the vast majority of parents—almost eight in 10—are aware of the Ofsted rating of their child’s school. I encourage parents to read the report narrative alongside the summary grade. The Ofsted grades also mean that we can highlight the success of schools, including the 88% of schools that are now good or outstanding—a much better record than any achieved by the hon. Lady’s Government.

I thank my hon. Friend for her very insightful question. The Labour party’s proposals would, unfortunately, mean that graduates would live unhappily ever after. Either Labour would have graduates pay back their loans at a lower income threshold, impacting people just as they are taking their first steps on the career ladder, or it intends to make graduates pay back their loans well into retirement. That would, essentially, create a graduate tax. Yet again, this is the same old Labour—

This work will inform the Secretary for State for Education’s review of the statutory guidance on relationships, sex and health Education (RSHE), which was announced on 31 March 2023, at https://www.gov.uk/government/news/review-of-relationships-sex-and-health-education-to-protect-children-to-conclude-by-end-of-year.
This is the first review of the statutory guidance since it came into force in 2020. It will provide an opportunity to consider whether the guidance covers the appropriate topics and offers sufficient clarity on how to teach sensitive subjects and engage parents positively, including sharing curriculum materials. The review will engage widely with those working with children across the education and health sectors. In addition to the work of the panel, the review will draw on work led by Ofsted to gather evidence on how RSHE is taught in school.
The panel will bring together expertise on health, teaching, curriculum development, and safeguarding. It will advise on the application of suitable age limits for some topics to ensure pupils are protected from inappropriate concepts they are too young to understand. In doing so, it will draw on wider expertise on specific matters.
The panel members are:
Professor Dame Lesley Regan, professor of obstetrics and gynaecology at Imperial College London and the Government’s first ever Women’s Health Ambassador.
Sir Hamid Patel, chief executive of Star Academies.
Helena Brothwell, regional director of school improvement for David Ross Academy Trust.
Alasdair Henderson, barrister specialising in public law, human rights and equality law.
Isabelle Trawler, Chief Social Worker for Children and Families in England.
The panel will provide their recommendations to the Secretary of State for Education in the summer. These recommendations will inform an updated draft of the statutory RSHE guidance, which will be published for consultation in autumn 2023. It is the intention to publish final guidance early in 2024.

Written StatementsThe Prime Minister has set out a campaign to transform our national approach to maths. We are one of the few countries in the OECD where young people do not routinely study some form of maths up to the age of 18. Without a solid foundation in this subject, our young people risk being left behind and shut out of the careers to which they aspire and the lives they want to lead. We plan to change the way our system works so that everyone will study some form of maths to 18.
So, today I am announcing an expert advisory group to advise the Prime Minister and me on the essential maths knowledge and skills that young people need to study. To support the group, the Government will commission research on post-16 maths provision around the world, ensuring the curriculum in this country rivals that of the highest performing countries. Alongside this, the Institute for Apprenticeships and Technical Education will work with employers to review the maths content in apprenticeships.
Since 2010, the Government have transformed the way maths is taught in schools, based on the best available international evidence, including approaches from the highest performing countries in the world. Supported by 40 maths hubs—exemplary schools in the teaching of maths—and the National Centre for Excellence in the Teaching of Mathematics, mastery-based pedagogy from south-east Asia has been adopted by more than half of England’s primary schools. In the 2019 TIMSS international survey, year 5 pupils in England achieved their highest ever maths score.
To complement evidence-based approaches to maths teaching and content, the Government introduced more challenging assessments at both primary and secondary schools, including the times tables check in year 4, new key stage 2 maths tests, and reformed GCSEs and A-levels. These assessments ensure that children are taught and master the basics of mathematics, before tackling more demanding content. The success of these approaches was reflected in England’s highest mathematics PISA results for 15-year-olds in 2019.
To continue this progress, the Government are today also announcing:
An increase in the number of schools supported by the maths hubs Teaching for Mastery programme to reach 75% of primary schools and 65% of secondary schools by 2025. We will introduce intensive maths hubs support for the schools that need it most. We will also provide further support for teachers of 16 to 19-year-olds who are resitting their maths GCSE or functional skills qualifications.
An expansion of the Mastering Number programme, which helps children in the first years of primary school master the basics of arithmetic, including number bonds and times tables. This programme will be delivered by maths hubs, reaching over 8,000 schools by 2024. We will also expand the programme into years 4 and 5 to bolster fluency in times tables.
An expansion of the Taking Teaching Further programme, delivering funding for further education (FE) colleges to recruit and offer early career support to those with the relevant knowledge and industry experience to retrain as FE teachers. We will launch a financial incentive pilot this year for up to 355 teachers, targeted at some of the hardest-to-fill subjects, including maths.
A new fully funded maths National Professional Qualification for those leading maths in primary schools, teaching participants how to train other teachers to embed mastery pedagogy. We expect to make this available to all primary schools from February 2024. We will offer an updated targeted support fund for the 2023-24 academic year, providing additional funding to incentivise primary school teachers and leaders, including in the smallest schools.
Today’s announcement sets out how we will deliver the Prime Minister’s ambition to see all young people study maths to the age of 18 and ensure they are equipped with the knowledge and skills needed to succeed in the modern economy.

Commons ChamberWell maintained, safe school buildings are essential, and it is the responsibility of academy trusts and local authorities to maintain school buildings and keep them safe. The Government carried out a review of them back in 2014; since then, we have completed one of the largest reviews in the UK public sector, in which we reviewed every state school in the country, and we are undertaking a further survey. We have allocated over £15 billion since 2015 to improving the condition of school buildings. That includes £1.8 billion committed for the financial year 2023-24. Our school rebuilding programme will transform buildings at 500 schools, prioritising those in poor condition with potential safety issues.
I think the Secretary of State is presenting a rather rosy picture, because the Government have admitted that it is now very likely that some school buildings will collapse, owing to a decade of inadequate funding and serious structural issues. She did not say that her Department has failed to publish data on where those buildings are, and what repairs are needed. May I tell her about a school in Kingston upon Hull North, on Hall Road? It has been raising the alarm about its dilapidated state for many years, but so far under the school rebuilding programme it has only been selected to attend a seminar and fill in a questionnaire. Will she tell me when that school in my constituency will be rebuilt, as is absolutely necessary?
I assure the House that there are no open areas in school buildings where we know of any immediate safety risk. If the Department is made aware of any dangerous building, immediate action is taken to ensure safety and remediate the situation. To address the challenges in the school estate, we first needed a true understanding of its condition. That is why it is so disappointing that over the 13 years of the last Labour Government, including when the right hon. Member served as Minister with responsibility for schools, there was not a single comprehensive review of the condition of the school estate, so we had a lot of work to do, but we now have full data.
I thank the Secretary of State and the Minister for Schools for the efforts made when asbestos was discovered in the King Edmund School. I appreciate the work that the Secretary of State is doing. Is she particularly concerned about the impact of aerated concrete on schools, and on children’s education when remedial works are done?
The Department is gathering information from the responsible bodies in all schools, further education colleges and local authority maintained nurseries. We are asking them to complete a questionnaire on the presence of reinforced autoclaved aerated concrete on their premises. That questionnaire covers nearly 22,000 schools, 230 further education settings and 371 nurseries. It is the responsibility of academy trusts and local authorities to maintain those settings and keep them safe, but we want settings to submit a response to the RAAC questionnaire, and I urge all those that have not yet done that to do so, so that we can take action.
One of the first decisions that the Government made on coming to power was to cancel seven school rebuilding programmes in my constituency. Since then, we have seen greater cuts to local government spending, so the buildings have continued to disintegrate. Will the Secretary of State guarantee that some of the resources that she has mentioned will go to schools in Redbridge and Waltham Forest, to stop their further disintegration?
Since 2015, we have allocated over £15 billion to maintaining and improving the condition of the school estate. Our school rebuilding programme will transform buildings at 500 schools; 400 of those have already been announced, including 239 in December, but there are more slots to allocate. We will prioritise buildings in poor condition and those with potential safety issues. The Minister for Schools is always happy to meet to discuss specific schools.
Does my right hon. Friend agree that the school rebuilding programme, which is welcomed by Government Members —it is an innovation that we appreciate—will transform the educational environment of hundreds of thousands of children, particularly those in schools in the poorest condition?
I absolutely agree with my right hon. Friend. I have been to many schools that are not only rebuilding the schools but transforming their facilities, so that children have excellent conditions in which to get the most fantastic education.
The safety and wellbeing of our children is one of our highest priorities. Parents place their trust in teachers and schools and, by extension, in my Department. Those responsibilities are taken extremely seriously, and I pay tribute to all teachers for putting our children’s safety first.
We provide schools and teachers with information and guidance to enable strong safeguarding in schools and colleges. Our “Keeping children safe in education” guidance and our searching, screening and confiscation guidance, updated in the light of recent events involving Child Q, support schools to create a safe environment for children.
The case of Child Q was shocking, but the recent report by the Children’s Commissioner found that 14 strip searches took place either in schools or in a police vehicle, and states that that number could be higher because no location was recorded in 45% of cases. That report recommends changes to Police and Criminal Evidence Act 1984 codes A and C to strengthen the statutory safeguards for children, including excluding schools as an appropriate location for strip searches. Does the Secretary of State agree that that should be implemented as a matter of urgency, and will she press the Home Secretary to get on and implement all the report’s recommendations in full?
I thank the hon. Lady for her question, and I want to be clear that any use of strip search should be carried out in accordance with the law, following safeguarding codes of practice, and with full regard for the dignity and welfare of the individual being searched.
As the hon. Lady has said, the Children’s Commissioner recommended that schools be specifically excluded as an appropriate place to strip search children. That is a recommendation that the Home Office will need to consider, and my Department would need to update any schools guidance accordingly. The Home Office does not hold figures on the number of pupils strip searched by police officers in primary or secondary schools each year, or on how many of those searches were conducted without an appropriate adult present, but it has now introduced a data collection on strip searches to the annual data requirement. That data collection includes details on the age, sex and ethnicity of the persons strip searched by police in England and Wales.
I welcome that there will be a review of the teaching of relationships and sex education—that review cannot come quickly enough. Will my right hon. Friend assure me that the scope of the review will include extracurricular activities and clubs and assemblies, as well as timetabled RSE lessons? I have had quite serious parental concern expressed about both.
As my hon. Friend rightly says, we are undertaking a review of relationships, sex and health education guidance in our schools, and I have asked the Department to look at wider settings as part of that.
Schools promote and support the mental health and wellbeing of their pupils to help them thrive and reach their potential. My Department is helping schools to develop effective approaches to mental health by offering senior mental health lead training. More than half of all state schools and colleges have received that training grant since September 2021. To give children more access to support, we are increasing the number of mental health support teams from 287 in 2022 to 400 in 2023, and the number of teams will grow to 500 in 2024. I recently visited St Wilfrid’s Catholic School in Crawley, where I saw the fantastic work done by that school and West Sussex’s mental health support team to offer one-to-one support and group sessions for pupils who are struggling to prepare for their next steps.
I thank my right hon. Friend for her comprehensive answer. Like a few other colleagues, I recently visited Baton of Hope UK, whose work on suicide awareness and prevention is second to none—it is admirable. Will she commit to meeting Baton of Hope to further its efforts to improve children’s access to mental health support?
Many of us and our families have been struck by the tragic loss of loved ones to suicide, and we must work together to support young people’s mental health and to prevent suicide. A new suicide prevention strategy will be published this year, and we are working closely with the Department of Health and Social Care to drive progress on reducing youth suicides and helping children to access the support they need.
Baton of Hope is a brilliant organisation that does excellent work in raising awareness and on prevention. I met Mike McCarthy, who is the co-founder of Baton of Hope, when I was the Minister for care and mental health, and I am sure that my successor, my hon. Friend the Member for Lewes (Maria Caulfield), would welcome its input to this important work.
An investigation by The House magazine found that a quarter of a million children struggling with their mental health who were referred to the NHS were either denied treatment or redirected elsewhere due to burgeoning caseloads. I am sure that the Secretary of State will agree that schools play a vital preventive role in building children’s resilience and ensuring that the NHS is not overwhelmed, yet the mental health support teams in schools programme is due to end abruptly in 2024. Will the she assure the House that that programme will continue and reach every school in the country?
As the hon. Lady rightly says, the programme is continuing up to 2024. We are evaluating its success, and the early signs are that it is vital in helping more children access lower-level mental health support, such as group and one-to-one sessions. We will certainly be putting the case forward for continuing the roll-out of this successful programme.
The lifelong loan entitlement will ensure everyone has access to opportunities to upskill and reskill to progress in their careers. We have led a huge raft of reforms to the skills system since 2016 to deliver on this ambition, building on the reviews led by Professor Alison Wolf, Lord Sainsbury, Sir Philip Augar and others. Over this time, we have worked with over 5,000 employers to deliver apprenticeships, backed by the landmark £2.7 billion apprenticeship levy. The £3.8 billion we are investing over this Parliament will support more people to benefit from apprenticeships, skills bootcamps, T-levels, free courses for jobs and new returnerships, and will deliver our flagship institutes of technology.
I am most grateful to my right hon. Friend for that comprehensive reply. It is welcome that the Government, in their response to the lifelong loan entitlement consultation, have acknowledged the need for maintenance support. However, so that lifelong loans are available to the many and not to the few, can my right hon. Friend ensure that there is a clear pathway for those who do not yet have level 3 qualifications, such as A-levels, to participate in this vital initiative and ensure that it is the game changer that will unleash the skills revolution?
I thank my hon. Friend, and I agree with him that there should be a clear pathway. That is why level 3 courses are fully funded for a range of individuals through funding streams such as free courses for jobs, the adult education budget and advanced learner loans. The adult education budget allows eligible adult learners aged 19 to 23 undertaking their first full level 3 course to be fully funded, and free courses for jobs gives eligible adults the chance to access high-value level 3 courses—423 of them—for free. The Government aim to support learners building up or stacking up LLE-funded modules on pathways to full qualifications across their working lives.
Building on that answer and on the question from my hon. Friend the Member for Waveney (Peter Aldous), will my right hon. Friend tell the House what her ambitions are for lifelong loan entitlements and when they might come into force, so that older potential learners in Basildon and Thurrock can start to reskill for the 21st century?
The lifelong loan entitlement will radically transform opportunities for people, including the nurse I met outside my local hospital in Chichester, who retrained having worked for years as a domiciliary. Thousands of people like me who look for a change of career later in life have used the apprenticeship system, but now all providers registered with the Office for Students will have the opportunity to deliver LLE-funded courses, which will initially focus on higher technical qualifications, helping to address skills gaps to support learners into jobs where employers have need. The LLE will be introduced from academic year 2025-26.
Learning opportunities should be there for everyone everywhere, yet since 2010 almost 4 million fewer adults have taken part in learning, thus holding back their learning and economic potential and our country’s productivity. It has been a decade of decline, which we cannot afford to continue, so will the Secretary of State back Labour’s plans for a better skills system, working for people and businesses across the country, starting with the urgent reform of the apprenticeship levy, which she will have heard criticisms of, just as we have?
The hon. Lady may have some different figures, because 5.4 million people alone have been trained as apprentices and about half of them have been adults. But we have done a lot to reform our skills system, working with 5,000 employers to make sure that business and education meet. We are very happy with the reforms we are making and think they will offer a lot more opportunity for lifelong learning to support adults with the skills they need.
For many refugees and asylum seekers, access to lifelong learning is all the more important because their learning may have been disrupted. On Friday, my constituent Grace Franklin, a volunteer ESOL—English for speakers of other languages—teacher, and Maryhill Integration Network both raised with me access to ESOL classes for asylum seekers and refugees, which is often hampered by people staying in temporary hotel accommodation. What commitments do the UK Government have to invest further in ESOL in England, so that Scotland can benefit from the Barnett consequentials?
We have the adult education budget scheme, which is often run by local authorities and devolved in some cases to the mayors as well, and that includes ESOL provision.
The Lifelong Learning (Higher Education Fee Limits) Bill could be transformational to post-16 education. However, in annexe 2 to the recent 2023-24 ministerial guidance letter to the OFS, the Secretary of State slashed funding for LLE preparation by £5 million. These are clearly complex and expensive changes for the sector to address, so how does she expect the sector to deliver these reforms without the funds to do it?
The LLE will be available for four full years of study, for higher technical and degree level and, for the first time, for modules of high-value courses regardless of whether they are provided in colleges or universities. Of course this is a big change and we are engaging with a wide range of stakeholders to gather the input to inform policy development, to build further awareness and to inform future budget development.
My right hon. Friend and I are passionate about apprenticeships. We are promoting this excellent route into a career through our apprenticeship support and knowledge programme in schools and our career starter apprenticeships campaign. As my right hon. Friend the Minister for Skills, Apprenticeships and Higher Education mentioned, we are working with UCAS so that people can search and apply for apprenticeships alongside degrees, creating a one-stop shop for young people.
The Secretary of State is a fantastic advocate for apprenticeships. Importantly, she recognises the need to open up training and apprenticeship opportunities for school leavers. We can never forget them. Will she join me in thanking the many local businesses in Witham that supported my recent careers fair held in a local school? On top of that, will she look at how to make the apprenticeship levy much more agile and flexible so that more school leavers participate in the scheme, and look at devolving more skills funding to Essex?
I share my right hon. Friend’s appreciation of the wonderful employers in Essex that are building the next generation—such as Stansted airport, Rose Builders and Simarco—as someone who left school at 16 and started on that route. I know through my right hon. Friend’s work, more than 8,000 apprentices have started in Witham since 2010, many in engineering, automotive and aerospace.
More than 99% of the apprenticeships budget was spent last year, which is a fantastic demonstration of the value that apprentices bring to businesses. We will continue to ringfence the levy to support that demand. Essex Chambers of Commerce are working with employers to develop a local skills improvement plan. We look forward to working more with them and local employers on their needs.
I never thought I would hear myself say this, but I totally agree with the right hon. Member for Witham (Priti Patel), who rightly urges the Minister to support Labour’s policy on greater flexibility for apprenticeships. The Chartered Institute of Personnel and Development described the Government’s approach to apprenticeships as having “failed by every measure”. Alongside starts having fallen by a third, the Government’s own data shows that 47% of apprentices do not complete their apprenticeships. Will the Secretary of State join me, the Labour party and the right hon. Member for Witham in supporting the wide range of businesses and employers that support Labour’s plans for reform of the apprenticeship levy?
I understand that many employers have asked for that, but it is as ill-thought-through and ill-designed as Labour policies such as the tax on private schools and non-dom status. We are already spending 99.6% of the levy, so Labour’s policy would mean that we would have to take some apprentices away from SMEs to be able to create that levy.
This morning I visited the London Screen Academy with the Prime Minister, who described his vision of all young people studying maths until the age of 18. We have set out the next step towards making that a reality and delivering a truly transformational change for the economy and society. As the Prime Minister made clear today, this is not about requiring every young person to study A-level maths but about ensuring that all young people have the skills that they need in order to succeed in a broad range of industries, as well as the life skills that will enable them to deal with the challenges that we all face, from securing the best deal at the supermarket to taking out credit or applying for a mortgage. We are assembling an expert advisory group to advise the Prime Minister and me on what a “best in class” modern maths offer to 16 to 18-year-olds looks like, and we will draw on that updated research, which will help us to learn from the race ahead of our international competitors.
I thank the Secretary of State for the record levels of capital spending that we are seeing in Fylde’s schools, most notably on the rebuilding of Lytham St Annes High School. However, the job is never done. Carr Hill High School in Kirkham, and other schools in my constituency, are seeking funds with which to modernise buildings and facilities. Will my right hon. Friend meet me to discuss the capital requirements of those schools?
I thank my hon. Friend for highlighting the Government’s investment in school buildings. We recently announced the provision of £1.8 billion to fund improvements in the condition of schools in 2023-24, which includes about £15 million for Lancashire County Council, the body responsible for Carr Hill High School. As my hon. Friend said, we have transformed Lytham St Annes High School via the school rebuilding programme—and of course we will be happy to meet him.
As this is the first session of Education questions since the tragic death of Ruth Perry was made public, may I take the opportunity to extend my condolences and those of the entire Labour party to her family, her school community, and everyone who knew her?
Parents know that accountability is crucial for our schools. A year ago I said that as Ofsted turned 30, it was time for it to turn a corner. The former chief inspector of schools, Sir Michael Wilshaw, has now said that the Secretary of State must respond as a matter of urgency to what he describes as
“a groundswell of opinion building up”
that Ofsted is getting some things wrong. Does the Secretary of State still believe that there is no room for improvement in the inspection of schools?
I always think that there is room for improvement in absolutely everything. Ruth Perry’s death was a terrible tragedy, and my deepest sympathies are with her family, her friends, and the whole school community. A shocking event such as this will inevitably raise questions about inspection practice, which is understandable, but the safeguarding of pupils is also vital. I know that His Majesty's chief inspector of education, children’s services and skills has listened to school leaders who have expressed concern about the way in which safeguarding is inspected, and is reviewing the current approach as part of an ongoing process of evaluation and development, and I welcome that.
That is why, as we have said, Labour believes that safeguarding reviews should take place annually. Reducing schools’ performance to a one-word headline means high stakes for staff but a low level of information for parents. The current Ofsted chief inspector has described Labour’s plan to move from headline grades to a new system of school report cards as a “logical evolution”. Does the Secretary of State agree with the chief inspector?
I think the hon. Lady stood on a manifesto to abolish Ofsted in 2019, and now she has said she would remove the grading of schools. I too have a quotation from Sir Michael Wilshaw, who has said:
“This risks lowering standards in schools and is a distraction”.
I would go further, and say that this shows that Labour is happy to prioritise the asks of teaching unions over raising standards and safeguarding our children.
Of course we always take the interests of child protection very seriously. The Home Office has confirmed that the proposals for RAF Scampton are based on the accommodation of single adult males, so there will be no children there. We remain constantly in contact with both the Home Office and local councils as these proposals develop, and my focus is on promoting the wellbeing of all children, including those who are refugees.
High-quality teaching is only possible when teachers feel valued and supported. The Scottish Government have engaged in constructive dialogue with teaching unions and agreed a pay deal for teachers with a 12% salary increase this month. Rather than hurl insults at dedicated teachers, when will this Government come up with a realistic pay offer for their committed teaching staff?
I pay tribute to all our dedicated teachers. All of us across the House will agree that we cannot have a world-class education system without world-class teachers, and I am committed to making sure that we recruit and retain the best teachers. Obviously, we have had intensive talks with the unions and we offered them a one-off payment of £1,000 and an average of 4.5% for the period from September 2023 to 2024, when inflation is expected to be way below 2%. It is really disappointing that they have rejected that offer. It is also disappointing that they claim that it was not fully funded or affordable to schools, because we have confirmed that it is, and the Institute for Fiscal Studies has confirmed that as well.
I pay tribute to my constituent Ruth Perry, the former headteacher of Caversham Primary School. She was a much-loved member of our local community. Will the Secretary of State consider the very serious local concerns when she looks into this matter, and will she agree to meet me, local headteachers and Ruth’s family to discuss this important issue?

Written StatementsToday I am announcing some changes to the roll-out timetable of T-levels in England. We have decided to defer first delivery of three T-levels in hairdressing, barbering and beauty therapy; craft and design; and media, broadcast and production from 2023 to 2024. We have taken the decision to defer the catering T-level beyond 2024, to allow time to consult with employers and sector bodies to ensure that this T-level meets all the needs of the sector, and will provide an update on the roll-out timetable of this T-level in due course. The T-level in legal services will be introduced as planned in 2023, alongside the T-level in agriculture, land management and production which is subject to the usual approval process, and the animal care and management T-level remains on course for first teaching in 2024, and marketing in 2025.
We have a world-class and established academic pathway in A-levels, and we are introducing T-levels to provide an equally high-quality technical option for post-16 students that supports their progression and meets the needs of employers. Now more than ever, as we recover from the pandemic, we need students to finish education well equipped to progress to further training or to get a skilled job, allowing businesses to recover and thrive. As such, quality has been the priority and I am determined that we protect the quality of T-levels to ensure that they continue to lead to great outcomes for all students. T-level technical qualifications will only be approved for delivery where we are sure they are good enough and can be delivered to a high standard. As such, there is more work for awarding organisations to do before the Institute for Apprenticeships and Technical Education and Ofqual can be clear that these T-levels are capable of meeting the high quality bar required by both organisations to enable them to be taken into delivery, and that will not be possible in time for launch this September. This is a decision that has been taken jointly between IfATE and the Department for Education, in consultation with Ofqual and the relevant awarding organisations.
In September, 18 T-levels will be available, being delivered by hundreds of providers. The T-level action plan, which was published today, sets out that T-level starts doubled from around 5,000 to around 10,000 between 2021 and 2022. Most importantly, T-level students, teachers and employers continue to give us great feedback on the quality of T-level courses.
We have backed providers with significant additional revenue and capital funding so they are well prepared and have the resources to deliver T-levels to a high standard. We have made around £400 million available to improve buildings and buy state of the art equipment. We recently announced a short-term 10% uplift in T-level revenue funding to help providers as they transition from study programmes and scale up and a new £12 million employer support fund to help providers deliver quality industry placements. This comes alongside a range of practical support measures we have put in place to support providers to implement T-levels.
As part of the wider qualifications review, we have set out that there will be at least one year between the introduction of a T-level and the removal of funding approval for overlapping qualifications. Qualifications that overlap with the three T-levels moved back to 2024 were already due to have funding removed in 2025 and this will not change; there will still be dual running for one year. We will confirm implications for qualifications that overlap with the catering T-level when we provide an update on the timetable for introduction.
T-levels have been designed together with employers to ensure that they will give young people the skills and experience that businesses need. They remain brilliant qualifications that are transforming technical education in England, giving it the status it deserves, giving students qualifications that will lead to rewarding careers, and giving businesses access to young people with the skills that they need to grow and thrive. I would like to thank all T-level providers who continue to work so hard to make T-levels a success and we remain committed to working closely with schools and colleges as we roll out T-levels. The decision we have taken today will protect the quality of T-levels to ensure that every student taking a T-level knows they are taking a world-class technical course.

Everyone has a different reason for being passionate about education, but most of us can point to that time in our lives which changed our lives: the excitement when maths began to make sense, the thrill when we found a subject that we really loved and were good at, or the pride that came when a life-changing teacher showed that he or she believed in us. I have spoken in this place before about my first moment of that kind, when my teacher, Mr Ashcroft, stayed late after school to help me take extra O-levels in engineering and technical drawing, which he continued to do for two years. His belief in me changed my life. Thanks to Mr Ashcroft, I was able to be accepted for an apprenticeship in a car factory, which was the golden ticket to a different life. But I have spoken less here about the second moment, and the third, and the fourth. I was lucky in that my education started there, but did not end there.
I have been lucky enough to benefit from truly lifetime learning throughout my jobs. I was able to go back and study in both my 30s and my 40s. From that, I have learnt a simple truth: offer people a hand up, and they will take it. However, while we excel at educating people in their younger years, too often we do not offer the same support once they are off the beaten track. Education is an opportunity—it is the ultimate levelling-up tool, the closest thing that we have to a silver bullet when it comes to improving lives—and it is always good to have more than one shot, as many things will change throughout our working lives. We have pledged to level up the country so that everyone gets the education that will enable them to seize the opportunities that come their way. I take that pledge extremely seriously, and that is why I am so proud to present this Bill to Parliament today.
I applaud the Secretary of State for presenting a Bill which I think everyone in the House will welcome as a positive move. The Minister for Skills, Apprenticeships and Higher Education, the right hon. Member for Harlow (Robert Halfon)—who is sitting beside the Secretary of State—has often promoted young people whom I would describe as white Protestant males who do not achieve educational standards. He has frequently said that it is his purpose to make a difference. Is that also the purpose of the Secretary of State?
Absolutely. I can assure the hon. Gentleman of that, as someone who went to a comprehensive school in Knowsley, a deprived white working-class area. Most of my schoolmates did leave school without many qualifications, and this is exactly the kind of opportunity that will be there for them many years later. They will be given that helping hand and, hopefully, take it.
I, too, applaud my right hon. Friend’s educational support for people throughout their adult lives, but does she agree that it should also apply to those who are neurodiverse? People do not stop being neurodiverse when they leave school, which is why this support is needed throughout their adulthood.
Absolutely. It is important that lifelong learning continues to be accessible to many people. Sadly, we have heard of cases where people are not diagnosed during their time in school, and it is even more important that those opportunities are always there for them.
The Lifelong Learning (Higher Education Fee Limits) Bill is one step further in our mission to revolutionise access to higher and further education with the introduction of a lifelong loan entitlement, otherwise known as the LLE. As the Minister for Skills, Apprenticeships and Higher Education, my right hon. Friend the Member for Harlow (Robert Halfon), says, the LLE will ensure that everybody has a flexible travel card to jump on and off their learning journey, as opposed to being confined to a single ticket. It is hard to overestimate the transformative effect that this legislation could have. Through the Government’s wider skills agenda, we have built the engine to help to transform our technical education system. We are doing this by expanding the number and quality of apprenticeships, by growing technical routes into work and by creating innovations such as boot camps. These reforms mean that the engine is ready, but it needs accelerator fuel and that is what the LLE is. It is the way we will deliver on a simple promise: if you back yourself, we will back you.
The Bill will adapt the student finance framework, making different types of study more accessible and more flexible. This is chiefly because it will enable meaningful fee limits to be set on periods of study shorter than a year. It will no longer be the case that the only ticket to further or higher education is through a three-year degree. Money talks, and there is often talk about parity of esteem. This system delivers parity of esteem. What this means in practice is that modules and short courses, as well as traditional degree courses, will be priced according to the amount of learning they contain. This will create a fair, more flexible system and go a long way to encourage more people into post-18 education.
We are talking about lifelong learning, but we are now expecting people to work until they are 67, so is there going to be an age limit on this loan?
Subject to the consultation, there will be. I think that there are some age limits at the top end in the student loan scheme today.
My right hon. Friend was just talking about a fair price and a new method for calculating a maximum level for tuition fees. Does she agree that some people have been receiving higher education that has not been value for money over the past 20 years or so, and that this reform will make sure that people get what they pay for and get value out of their education?
Yes, there have been occasions when some people may have felt that the value of the course they were on did not match the aspirations or expectations they had on their way into it. Obviously it can help if courses are shorter in length and there are more options to get to the career routes that many people are seeking.
As someone who studied part-time at college and at university I really appreciated the flexibility, but too often the system today tries to fit people into a box rather than adapting to their needs. That is why this legislation and the flexibility it brings will be of special benefit to students who need flexible study options—for example, those from disadvantaged groups or those who have caring responsibilities. Let me give some extremely practical examples. Take Alice, who is ambitious and wants to move into management but has not yet got the skills to do so. By using the lifelong loan entitlement, Alice can fund a module of learning to take that important next step, studying part-time so that she can stay in her job, earning while she is learning.
What about Ed? He has worked for the same company for 20 years and feels as though he is stuck in a rut and going nowhere. Luckily, Ed can use his LLE to enrol on a course that focuses on a growth area of the company he works for. He hops in and out of the training when he can and he is eventually able to break out of his rut and get himself promoted. Finally, Amy uses her LLE to study for a three-year degree to build a career in engineering, but because after 10 years in work, new technologies mean that she is not as skilled as she needs to be, she uses her remaining LLE entitlement to do a module that refreshes her skillset. She is then able to get a better job that makes use of that.
What about carers? Will they still be entitled to carer’s allowance while they study?
I am afraid my hon. Friend is a little ahead of me. This is a subject of the consultation, to which we will respond before Report.
Our education system should have this kind of flexibility at its heart, and through the LLE it will. The fee limits for all courses are currently set per academic year of a full course. Without action, the fees for modules or short courses could be set too high, which would put anyone who wants to study flexibly at a disadvantage, wasting our golden opportunity. It is the polar opposite of what the LLE should be trying to encourage.
This Bill addresses the lack of fairness in how learners choose to study, by introducing a new method for calculating fee limits. This Bill will do three key things. First, it will enable tuition fee limits to be based on credits, which are already a popular measure of learner time and will enable fee limits for all types of courses to be set consistently and appropriately.
Secondly, this Bill will introduce the concept of a course year, rather than an academic year. This will allow charges for short courses and modules to be set with greater accuracy. Finally, this Bill will allow the Secretary of State to set a cap on the total number of credits that can be charged for each type of course. This will prevent modules from being premium-priced.
Ultimately, this Bill will help to ensure that everyone, no matter their background or career stage, will have access to life-changing skills and training. The LLE will transform access to post-18 education and skills, and it will provide learners with a loan entitlement equivalent to four years of post-18 education, which is £37,000 in today’s fees. Learners will be able to use the LLE over their working lives. It will be available for both modules and full courses in colleges, universities and institutes of technology.
I welcome the commitment to four years because, to follow up on my earlier intervention, some people may feel that their three-year course did not set them up for the world of work as well as they would have liked. Does this mean such people will be entitled to one further year, with a loan, to reskill themselves to get the job they want?
Yes, absolutely. That is why we sometimes see people take a level 4 or 5 apprenticeship course after completing their degree to get the skills that are useful in the workplace. Both full-time and modular options will be available.
The LLE will help people to get the skills they need for the jobs of the future, to build the energy resources, to lay the broadband fibre, to deliver the high-quality social care and to train the teachers and nurses we need. Some of us were fortunate enough to have the right opportunities at the right time, but others were not so lucky. That is what I want to change, because everyone should get that opportunity, regardless of where they are from, the decisions they have taken or even the courses they have chosen in the past.
We believe that the LLE will create a more streamlined lifelong funding system that benefits everyone—learners, employers and the economy. It is estimated that at least 80% of the workforce of 2030 are already in work today. They will need the opportunity to upskill and reskill over their career to progress and adapt to changing skills, needs and employment patterns. The LLE presents everyone with life-changing opportunities to get the skills training they need to retrain, upskill and progress.
I assure my hon. and right hon. Friends that we have consulted widely on how the LLE will work, who is eligible and how to support them. We are considering the contributions to this consultation, and we intend to publish a full response ahead of Report on the wider policy and design of the LLE. My hon. Friend the Member for Meon Valley (Mrs Drummond) has a great interest in this, I am sure.
As we move forward to delivery from 2025, we will continue to talk to representatives from across the education sector, as well as key delivery bodies, such as the Student Loans Company, to create a flexible and streamlined system that responds to the needs of the economy.
Too many businesses are struggling to find people with the right skills for their job vacancies, while school leavers and learners are often baffled by a skills system that is complex and bureaucratic. That means that companies cannot find the workers they need, people cannot progress and the country is stuck in a productivity quagmire. We have people who want to work and companies that want to hire them, but we need the LLE to ensure that the workers of today have the skills for tomorrow. We need learners to be able to upskill and retrain flexibly throughout their working lives as their circumstances and needs change. By offering funding for shorter periods of study, the LLE will help those who may have been put off studying because they thought the fees were too high or the living costs would be too expensive.
This legislation supports the Government’s pledge to introduce the LLE from 2025, building on the Skills and Post-16 Education Act 2022. It also furthers Sir Philip Augar’s independent review of post-18 education in 2019, which included the recommendation that the Government introduce a lifelong learning allowance. Through the LLE, we aim to introduce a more streamlined, efficient and flexible learning system that is fit for the future and brings further and higher education providers closer together. The LLE will transform access to post-18 education, presenting opportunities to retrain, progress and excel throughout an individual’s working life.
This Bill may seem small and technical, but its impact will be far-reaching. We need more coders, doctors, nurses, teachers, technicians and builders—more of most things—and I am certain the British people will answer the call, if only we give them the tools and training to do so. Establishing the LLE may be one small piece of legislation, but it is one great step for life chances and social justice. I am a Conservative because I believe in equality of opportunity—because I believe that what matters is where someone is going, not where they have come from. For that reason, I commend this Bill to the House.

Commons ChamberI pay tribute to the life of the noble Baroness Boothroyd, who has sadly passed away. As the first and only woman Speaker, she blazed a trail for women, showing us that a woman’s place is not only in the House of Commons but at the top. Her legacy will live on and long be remembered in this place.
I know my hon. Friend the Member for Rutland and Melton (Alicia Kearns) is passionate about ensuring that people with special educational needs and disabilities get the support they need. I completely understand the complexities of a rural constituency, as I represent one myself, and it is why this Government introduced additional payments for small and remote mainstream schools, which are currently benefiting 23 schools in Rutland and Melton. More recently, in the autumn statement, we announced an extra £2 billion pounds for schools next year and the year after, meaning we will be spending more on schools than ever before, including £400 million to support high needs budgets from next April.
I thank the Government for that investment in 23 schools in my constituency. However, the families my team and I support are sometimes waiting 40 weeks for a special educational needs assessment, which is a far beyond the six-week statutory period. So may I invite the Secretary of State to meet my local councils and schools in order to understand why we have so many difficulties in rural and small councils?
I thank my hon. Friend for that. All of us will be aware of the huge impacts that long waiting times for diagnosis for autism and for attention deficit hyperactivity disorder can have on children in our communities; many of us will see such cases in our surgeries. To address this, last year we invested £13 million, with a further £2.5 million this year, to improve autism assessment pathways. NHS England is developing national guidance to improve access to autism assessments and we are also committed to looking at improving data on ADHD assessment waiting times to help improve access. I am sure that she will join me in welcoming my Department’s SEND—special educational needs and disabilities—and alternative provision improvement plan, which we will be publishing within the next week.
A special school in Oxfordshire is one of dozens of schools that in the past few years have had to close because their buildings were deemed unsafe for pupils. Last week, it was revealed that 39 schools have partly or fully closed for that reason since the general election. With the House of Commons Library confirming that money to maintain school buildings has been cut by 4% in real terms, how will Ministers assure parents of children in both special schools and mainstream schools that their children are safe and that buildings are fit for purpose?
Obviously, it is always important that our children are in safe schools, and we always take action as soon as possible if any concerns are raised within a school. £15 billion has been spent on the condition of school buildings since 2015, but there are also additional funds for adding capacity. We have a lot of work ongoing in this area—not only school rebuilding but condition assessments, with structural engineers in some schools right now, to make sure that we have all the information and data we need to ensure that all our schools are fit for purpose.
The NHS long-term plan will give children with special needs in residential special schools access to sight checks. In addition, my Department trialled a new scheme in mainstream schools last year, Glasses in Classes, which provides a spare pair of glasses for every child who needs one. I look forward to hearing from Durham University and the University of Bradford, which will be publishing their findings on that in due course. The Under-Secretary of State for Education, my hon. Friend the Member for East Surrey (Claire Coutinho), who is responsible for children, families and wellbeing, will continue to work closely on this issue with her counterpart in the Department of Health and Social Care.
I thank the Secretary of State for that answer. My recent visit to the Eden Academy in my constituency illustrated the importance of vision to achieving educational outcomes. What plans are there across Government to ensure the availability of sufficient and appropriate eye testing, so that children in SEND day schools are able to achieve the best possible educational outcomes?
I thank my hon. Friend for his question, as this issue is really important. My nephew has Down’s syndrome and wears glasses, so I know of its importance, and it was a privilege for me to support the Down Syndrome Act 2022 when I was in my previous role. Free NHS sight tests are available for all children under 16 or under 19 and in full-time education. Children can be supported to access high-street services or referred to the local eye service. The NHS is evaluating its proof-of-concept sight testing programme in special schools, and that evaluation will inform decisions about the funding and delivery of any future sight testing model.
I thank the Minister very much for that response. I was a recipient of those glasses as a four-year-old—that was not yesterday, of course, as everybody will be aware! I went to school at four and had my eyes tested, and I got those circular NHS glasses that people will remember. The point I am making is that early eyesight testing is important. What is being done with the Department of Health and Social Care to ensure that any glasses prescribed are stylish and able to be worn, and would not in any way disadvantage a person, especially a young person?
I do indeed remember those glasses, which I believe were available in blue and pink at one point. As I said, all children have access to free NHS sight tests, and voucher schemes are in place for glasses as well. In addition, we have Glasses in Classes and the programme in SEND schools, which are being evaluated. It is vital that young people can see when they are trying to learn to read and take in all that knowledge.
The tragic death of Brianna Ghey will be at the forefront of all our minds. An investigation is ongoing and we should not assume the facts of the case. However, I want to take this opportunity to express my deepest sympathy to her family and friends.
Schools should be safe, supportive and calm places where children are taught to respect each other and staff. The Government are clear that bullying is unacceptable. Since 2016, we have provided a total of more than £5.5 million to a number of anti-bullying organisations, including the Anti-Bullying Alliance and others, to support schools to tackle bullying.
I thank the Secretary of State for her response. According to research from Stonewall, students identifying as transgender are more likely to report having a bad experience at school or at college as a result of bullying. Can she commit to ensuring that schools and colleges are obligated to record incidents of transphobic bullying, and providing guidance on how to support students to report such incidents?
All schools are required to have a behaviour policy, which will include anti-bullying, and Ofsted holds them to account on that. We also recognise that issues relating to sex and gender can be complex and sensitive for schools to navigate. I am currently working with my right hon. Friend the Minister for Women and Equalities to develop guidance to support schools in relation to transgender pupils. It is important to consider a wide range of views to get the guidance right and we have committed to holding a public consultation on the draft guidance prior to publication.
May I take this opportunity to add my thoughts and condolences to the friends and family of Baroness Boothroyd? Voting for Betty to become the Speaker was the first vote in which I ever took part in this House. In the five years that that Parliament took up, I think that it was the only vote that we won.
Research shows that LGBT+ young people are twice as likely to be bullied as their peers in school. For trans pupils, this can be even worse. The Secretary of State’s predecessor promised last September to issue draft guidance on supporting trans pupils. It still has not appeared, so can the Secretary of State tell us when this guidance will appear, as pupils need it and teachers are crying out for it?
I thank the hon. Lady for her question. I know that that guidance is very much required and that schools are waiting for it. We are working on it—I am working on it right now with the Women and Equalities Minister—but it is very important that we get it right and have a long consultation on it, because, as we know and as we have seen, this is quite a sensitive topic, and we do need to treat it very sensitively. We are working on it.
At least 80% of schools now have children with trans identities, up from just a handful a decade ago. Vulnerable children, especially those who are autistic, have been abused or are in care, are significantly over-represented among children who report gender distress. But instead of safeguarding these children, many schools continue, possibly unlawfully, to encourage or affirm their transition, leading them down a potentially irreversible path towards sterility and exploitation. This is the safeguarding scandal of our generation, yet the Department still has not produced this guidance for schools, despite the reports of Dr Hilary Cass. What are the delays to this safeguarding guidance being produced?
I would not say that there are delays, but we are working right now to get the guidance right. I am sure that my hon. Friend will also be speaking to the Minister for Women and Equalities to make sure that all the views are represented. It is very important that we protect victims of bullying and hate-related bullying, including those who also have special educational needs. As we know, there are many crossovers between those who are different for different reasons and get an increased amount of bullying, and we must do everything we can to stop that.
Alongside young people’s academic recovery, surely supporting their mental health and wellbeing must be a priority in all of our schools. Can my right hon. Friend confirm that this Government are investing an extra £7 million this year to train senior mental health leads for schools and colleges?
Yes, I can confirm that my right hon. Friend is absolutely right. We have been investing in senior mental health leads in each school. On top of that, mental health support teams are being rolled out across schools. I think it is about 26% of schools at the moment, and the target is 35% by 2024-25.
Last Friday marked one year since Russia’s illegal invasion of Ukraine. All of us in the House should be proud of the support our country has provided to Ukrainians, both at home and abroad. I want to take the opportunity to thank all of our schools, colleges and universities for their steadfast support of children and young people fleeing this horrific conflict. To date, our schools have welcomed over 20,000 children from Ukraine, and in my own constituency we have welcomed over 245 children. By coincidence, one of them won my recent Christmas card competition—a very talented six-year-old called Anastasiia, whom I met along with her mother at St Joseph’s primary school in Chichester. She is thriving, which is testament to the incredible role our schools are playing to support children who have lived through something that none of us could imagine. Our nurseries, schools, colleges and universities have stood up for the people of Ukraine, and this Government and this country—and this House—will always stand with Ukraine.
I recently met students at Manchester University who are deeply concerned about the quality of student housing and, like all of us, are feeling the incredible strain of the Tory cost of living crisis. The Government’s failure to properly manage student maintenance loans will mean that students are £1,500 worse off in real terms. Can the Secretary of State tell me why the Government are punishing students like this?
Of course, we always want to support our students, and we have been increasing the maintenance loan. We have kept the fees flat as well, and we have increased the hardship fund. However, I know this is a concern, particularly in some big cities where housing costs have gone up and where perhaps there is a shortage of housing available for students as well. We do urge universities to act on this, because we have seen some crunch points where there is not enough housing, which can create pressure on students’ budgets.
May I begin by joining the right hon. Lady the Secretary of State in recognising the tremendous contribution of everyone right across education in welcoming Ukrainian refugees to our country, and reiterate our commitment, right across the House, to facing down Russian aggression?
Last week, the Leader of the Opposition set out that spreading opportunity through reform of our childcare and education systems will be a central mission of the next Labour Government. By contrast, the Prime Minister fails to identify education as a priority for his Government. Can the Secretary of State explain why?
I am delighted that the Leader of the Opposition has finally recognised education, because every other speech he has given did not mention it at all. The education of our children is vital, and standards and quality are also important. Since 2010, we have been making sure that the standards of our education for children give them the best opportunity to thrive in life. We have increased access to free childcare, and we have changed school standards, ensuring that all our kids are doing much better in much better schools. We have increased the number of good and outstanding schools, and increased skills training. We have introduced T-levels, we have introduced apprenticeships—we have done endless things, and every one of them has been done to increase quality.
I remind Front Benchers that many people want to get in at topical questions, which are meant to be short and punchy. Can we set the best example?
Will the Secretary of State explain to parents why after 13 years of Conservative Governments, her Department escalated the risk of a school building collapsing to “critical—very likely”?
Absolutely. We take the condition of schools very seriously, and we will be publishing data. We have collected a lot of data on schools—1.2 billion lines of data—and every time a school is identified as having a risk, it is acted on immediately.
Obviously I cannot comment on bids, but I thank my hon. Friend for meeting me to discuss his ongoing campaign to open a new sixth form in Bolsover. I share his passion for wanting every young person to have a wide range of opportunities to fulfil their potential, whether that is through T-levels, apprenticeships or higher technical qualifications. The next generation must have the skills to thrive.
Let me take the opportunity to thank all those working in this sector. I know they do incredible work, and it is difficult with the spike in inflation and the rising cost of energy. We always monitor the situation and sufficiency of places. We have spent £3.5 billion in each of the past three years, and we have provided support with energy bills. We are focused on halving inflation, but we recognise the challenges and will always do more. I am very happy to meet the hon. Gentleman.
Earlier this month, a serious racially aggravated assault took place outside a school in Surrey. Last week, I was informed of a further assault that took place at a school in Kent. Could the Secretary of State say what additional safeguards will be put in place to protect children, and how the senior leadership in schools will be held to account if they fail to protect students from racial discrimination?
The recent violent incident in the vicinity of Thomas Knyvett and the incident in Medway were absolutely abhorrent. Children’s safety and wellbeing is the Department’s highest priority, and schools and colleges have a duty to safeguard. Since the incident, the Department has been in regular contact with the academy trust and local authorities. A police investigation is ongoing in one of those cases, and the academy trust is working with the relevant authorities to undertake a thorough review into what happened.
My staff member Callum Dineen has been campaigning to improve mental health policies at universities following the tragic suicide of his close friend Theo Brennan-Hulme. I thank the Universities Minister, my right hon. Friend the Member for Harlow (Robert Halfon), for meeting Callum on this sensitive matter. Callum has been particularly focused on information sharing in a mental health crisis, which is a policy that Universities UK has recently endorsed and one that we feel would have helped Theo. Can the Minister inform the House of the steps that the Government are taking to ensure that those policies are being adopted in universities?
The Secretary of State will be aware of the tragic incident that occurred in my constituency on the icy lake in Kingshurst, where four children tragically lost their lives. Will she agree to meet me to discuss my campaign to educate children on water safety, to avoid such tragedies in future?
Yes, I am committed to seeing what we can do to improve that, and I will definitely meet my hon. Friend.
I recently had a meeting with headteachers from across north Shropshire, who were clear that they had two top issues: recruitment and retention of staff, and the fact that rural schools receive less funding than their urban counterparts. Can the Secretary of State tell me what she is doing to help schools in rural areas with those two big problems?
Does the Secretary of State agree that early years stimulation is vital? When will she do something about bringing back children’s centres and Sure Start?
I will do even better than that. We are introducing family hubs, which have a lot more utility and will be much more useful to those who need them.
Will my right hon. Friend congratulate Councillor Dave Evans and his team, led by Lisa Lyons, Vonni Gordon and Steven Orchard, for getting Stoke-on-Trent City Council’s children’s services from “inadequate” to “requires improvement”? That is an incredible turnaround, but obviously there is still a way to go.
I am very happy to congratulate Stoke-on-Trent City Council and the many other councils that have made that turnaround possible. That is very important, as we build on the work of Stable Homes, Built on Love.
I am quite surprised that this question did not come up earlier. On Tuesday of last week, the Government made a serious offer to the leaders of the National Education Union and the Royal College of Nursing to pause this week’s strikes, get around the table and talk about pay. This is an offer for talks about all areas in dispute, and we could not have been clearer. It is a serious offer; it was accepted by the Royal College of Nursing, and I urge the education unions to do the same. They have yet to formally respond, although statements have been circulating on Twitter and TV indicating that they are not prepared to pause their plans.

Commons ChamberWith permission, Mr Deputy Speaker, I would like to make a statement about how we plan to reform children’s social care.
My first visit in this role was to a children’s home in Hampshire. The young people I met were full of excitement and enthusiasm for the opportunities ahead. One wanted to be a hairdresser or perhaps a beautician—she was still deciding—and another was set to follow his dreams and join the Navy. They all wanted to have the same opportunities as their friends, and our job is to make sure that all children should have those opportunities. It is why levelling up was the guiding principle of our 2019 manifesto.
On this visit, I could not have seen a more vivid example of how our dedicated professionals can change young lives. I am sure all colleagues will join me in paying tribute to the phenomenal work of our social workers and family support workers, directors of children’s services, foster and kinship carers, children’s home staff and so many others across the country. It is thanks to them, as well as to children’s talent, resilience and determination to succeed, that many who have had a tough start in life go on to thrive.
While the care review, the child safeguarding practice review panel on the tragic deaths of Arthur Labinjo-Hughes and Star Hobson, and the Competition and Markets Authority pointed to some good and innovative practice in children’s social care, they were also unequivocal in showing us that we are not delivering consistently enough for children and young people. These reviews provide us with a vision of how to do things differently, and how to help families overcome challenges at the earliest stage, keep children safe and ensure that those in care have loving and stable homes. I accept wholeheartedly their messages, and give special thanks to those who led and contributed—Josh MacAlister and his team, Annie Hudson and the rest of the panel, and the Competition and Markets Authority. Many thousands of people with lived and personal experience of the system also contributed and told their stories to these reviews, and I extend my heartfelt thanks to them for helping us to reach this point.
My hon. Friend the Member for Colchester (Will Quince) came to this House eight months ago and committed to action from day one to respond to the care review, and I commend him for all his work while he was the Minister for Children and Families. Since then, we have established a national implementation board, with members to advise, support and challenge us on the delivery of reform. We have set up a new child protection ministerial group to champion safeguarding at the highest levels. We have launched a data and digital solutions fund to unlock the potential of technology, and we have started work to increase foster care placements. This work, coupled with the direction of the reviews and successful initiatives such as the supporting families programme and the innovation programme, has provided us with the confidence to go further to achieve our ambitions for children.
I know both Houses and all parties support bold and ambitious reform. This Government are determined to deliver that, and I am pleased to announce that today we will publish our consultation and implementation strategy, “Stable Homes, Built on Love”, which sets out how we will achieve broad, system-wide transformation.
We want children to grow up in loving, safe and stable families where they can flourish. The Prime Minister recently spoke about the role of families in answering the profound questions we face as a country. Where would any of us be without our family? That is true for me and I am sure it is true for everybody. My parents, my brother, my sister and my wider family had a huge role in shaping who I am, and they continue to do so.
When children are not safe with their families, the child protection system should take swift and decisive action to protect children. Where children cannot stay with their parents, we should look first at wider family networks and support them to care for the child. Where a child needs to enter care, the care system should provide the same foundation of love, stability and safety. Over the next two years, we plan to address some urgent issues and lay the foundations for wider-reaching reform across the whole system. Our strategy is backed by £200 million of additional investment, so we can start reforms immediately and build the evidence for future roll-out. We know this is something that partners support, including local government. This investment builds on the £3.2 billion provided at the autumn statement for children and adult’s social care.
After that, we will look to scale up our new approaches and bring forward the necessary underpinning legislation, subject to parliamentary time. We will listen to those with experience of the system as we deliver. This starts today, as we consult on our strategy and the children’s social care national framework. Our strategy will focus on six pillars of action to transform the system. We will provide the right support at the right time, so that children thrive within their families and families stay together through our family help offer. We will strengthen our child protection response by getting agencies to work together in a fully integrated way, led by social workers with greater skills and knowledge. We will unlock the potential of kinship care so that, wherever possible, children who cannot stay with their parents are cared for by people who know and love them already. We will reform the care system to make sure we have the right homes for children in the right places. We must be ambitious for children in care and care leavers, and provide them with the right support to help them thrive and achieve their potential into adulthood. We will provide a valued, supported and highly-skilled social worker for every child who needs one, and make sure the whole system continuously learns and improves and makes better use of evidence and data.
I will set out some of our key activity over the next two years to deliver this shift. On family help, we will deliver pathfinders with local areas to test a model of family help, and integrated and expert child protection to make sure that we support family networks and help them get the early help they need. On child protection, we will consult on new child protection standards and improve leadership across local authorities, the police, health and education through updates to the statutory guidance, “Working Together”. On unlocking the benefits of alternatives to care, we will publish a national kinship care strategy by the end of 2023, and invest £9 million to train and support kinship carers before the end of this Parliament.
For children in care and care leavers, we will deliver a fostering programme to recruit and retain more foster carers, and path-find regional care co-operatives to plan, commission and deliver care places. We will fund practical help for care leavers by increasing the available leaving care allowance from £2,000 to £3,000, and strengthening our offers so children can stay with their foster carers or close to their children’s homes when they leave care. In recognition of the great work that foster carers do and the increasing costs of living, we are raising the national minimum allowance and foster carers will benefit from a 12.43% increase to that allowance. We will consult on strengthening and widening our corporate parenting responsibilities so that more public bodies provide the right support to care leavers.
On the workforce, we will bring forward a new early career framework to give social workers the right start, and support employers with a virtual hub sharing best practice. We will expand the number of child and family social worker apprentices by up to 500, and we will reduce our reliance on agency workers by consulting on national rules related to their use. For this system, we will assemble an expert forum to advise on how we make the most of the latest technology and publish a data strategy by the end of this year. We will introduce a children’s social care national framework to set out our system outcomes and expectations for practice, and align this with the work of Ofsted.
This strategy sets out a pathway towards fundamental, whole-system reform of children’s social care. We are rising to Josh MacAlister’s challenge to be ambitious, bold and broad for the sake of vulnerable children and families. I thank all those who guided us here, including my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton), my right hon. Friend the Member for Chelmsford (Vicky Ford) and my hon. and learned Friend the Member for Eddisbury (Edward Timpson), who contributed so much along the journey.
Too many children and families have been let down, and we are determined to make the changes needed. We must remember the stories and the lives of Arthur and Star and the children who came before them. We must settle for nothing less than wide-reaching, long-lasting change. Today we set the direction of travel and make a pledge on a future system that will help to provide all vulnerable children with the start in life they deserve.
As the Minister for Children, Families and Wellbeing, my hon. Friend the Member for East Surrey (Claire Coutinho), noted in November in the House, our ambition is to lay the foundations for a system built on love and family. I believe that this strategy and the actions we are taking now will deliver that. Family will be central to the way we deliver our ambitions. I commend this statement to the House.
I thank the Secretary of State for advance sight of her statement. The independent review of children’s social care rightly called for a “radical reset” of a system it described as
“skewed to crisis intervention, with outcomes for children that continue to be unacceptably poor and costs that continue to rise.”
The review was necessary because we have had more than a decade of the erosion of services for children and young people in which poverty and inequality have been increasing; preventive services have been stripped away, while the need for crisis interventions has rocketed; and Sure Start centres have closed, while private providers of children’s homes and foster placements have raked in huge profits and teenagers have been placed in unregulated care settings, where 29 have tragically died in the last five years.
I pay tribute to social workers, foster carers, kinship carers, youth workers, directors of children’s services and all who work with the most vulnerable children and their families and advocate for them, especially those who use their own, often painful, experiences of the care system to give voice to the needs of others. Across the country, they will be left asking of today’s plan, “Is this really it?” While some additional funding is welcome, this is not the radical reset that the review demanded and that we need. There is no vision for the direction of children’s social care. There is no ambition for our most vulnerable children. There is no cross-cutting commitment from the top of Government to deliver better for every child and every care-experienced person in every part of our country. This Government have spent months legislating to restrict the fundamental rights to protest and to strike, but they have chosen not to make time to legislate to strengthen protections for children.
The disadvantage and discrimination suffered by care-experienced people is a deep injustice, yet there is no plan of the scale and ambition needed to address the structural issues that fail them so appallingly. Kinship carers have been badly let down by a system that has never properly been designed to support them. While more support for kinship carers is welcome, this plan falls far short of what they need.
There is a workforce crisis in children’s social care, but there is no commitment to a broader workforce plan. Last year, the 20 biggest private providers of children’s homes and private foster placements made £300 million in profits. The Government’s own data shows that six in 10 councils are spending more than three quarters of their funding for residential placements with private providers—providers such as the Hesley Group, where a placement costs £250,000, but instead of high-quality care and support, children were subjected to horrific abuse. I welcome the consultation on national rules for the use of agency social workers, but where is the plan to end the grotesque profiteering in children’s social care and ensure that funding is always spent on the best-quality care and support?
Thirteen years of Conservative Government have been a disaster for our most vulnerable children and their families. Hundreds of thousands of children have grown up in a care system that has failed them. They will not get their childhood back. Does the Secretary of State think that today’s announcements will support improvements in the 43% of children’s services departments currently rated inadequate or requiring improvement? What will the impact be on kinship carers currently gripped by the cost of living crisis? How will the measures announced today deliver meaningful support to 16 and 17-year-olds currently placed in unregulated settings? What meetings has she had with other Government Departments whose policies play a role in the disadvantage and discrimination suffered by care-experienced people?
When will profiteering by providers of children’s homes and foster placements end? How will these piecemeal measures ensure that we see a transformative change in the way we support our most vulnerable children and that the aim of long-lasting, loving relationships for every child is the driving force at the heart of children’s services everywhere? Finally, does the Secretary of State really believe that this is enough?
I think I made it clear that this is the start of the journey, to lay the foundations for wider whole-system reform. Many people have had good intentions in this area. Many initiatives have been started after a review. Many things have been tried, and many things have not worked. We need this to be evidence-led. These are very complex cases and situations, and we need evidence to see what really works, not just good intentions, which everybody has in this area. This is the start of that, through the implementation plan. We must put families at the heart of that and change the whole purpose of the system, which is not really focused on trying to get people the help they need, as opposed to just intervening and telling them what they ought to be doing. We need to help people in the first instance to stay with families.
The hon. Lady mentioned the work that had been done on local authority intervention and improvement. Every local authority has specific needs and circumstances, but we have done a lot of work in this area, including a programme to improve the performance of local authorities, which are key to delivering these services on the ground. Since 2017, the programme has provided immediate support to local authorities. The number of inadequate local authorities has gone from 30 down to 14, and the number of local authorities that are good or outstanding in this area has gone from 54 to 85.
For the first time, there is an investment in kinship carers, specifically in training and help to support them, and of course local authorities currently provide a wide range of support to kinship carers. The hon. Lady mentioned excessive profiteering by some children’s homes. We will be introducing a new financial oversight regime, because we are determined to make sure we cut that out. It is unacceptable.
I welcome some aspects of this, particularly the extension of the ECF to the children’s social care workforce and the trebling of bursaries for apprenticeships, which I know will be welcomed by the John Lewis Partnership; it has been making great efforts in this space and said to me only the other day that the bursary was welcome but did not go nearly far enough. I also welcome the support for kinship carers, but I urge the Secretary of State to go further on this and to use the kinship care strategy to ensure that they have greater legal status.
My Select Committee will want to look into the detail of the financial arrangements announced today, so will the Secretary of State or a Minister attend the Committee in fairly short order to go into more detail on that? In particular, our Select Committee has called previously for greater scrutiny of the finances of some children’s care homes, and after the scandal we have seen at the Hesley Group homes, it is not before time.
I thank my hon. Friend for his comments and for the important work that he and his Committee will be doing in this area. I am sure we will be happy to work with them. I am full of admiration for kinship carers, who step up to provide a safe, stable and loving home for children who can no longer live full-time with their parents. The care review made a series of bold and ambitious recommendations aimed at increasing the number of children who can remain within their family network. We have made a commitment to implement and explore each one of those recommendations, including, as I said, with £9 million to offer support for training in the spending review period and more than £45 million to begin implementing the family network support packages, through the Families First for Children pathfinder. So there will be more work done in this area.
Like my hon. Friend, as I call him, the Chair of the Select Committee on Education, I would welcome seeing the Secretary of State appear before us at her earliest convenience, so that we can talk through the implications of this announcement. As much as I respect and like her, I cannot help thinking that the shackles of the Treasury have been around her while she has made this announcement this morning. Josh MacAlister called for the implementation of his review recommendations, which were costed at about £2.6 billion—I think that was a conservative estimate, given the scale of need that lies before us. The Secretary of State rightly said at the end of her statement:
“Too many children and families have been let down in the past”.
I cannot help thinking that while these pilots play out and while only 75 authorities out of 151 have family hubs, we will be letting down families and children for years into the future until we can fully implement the recommendations of the MacAlister review. Far too many youngsters end up in our care system and far too many of them subsequently end up in the criminal justice system. We have to stop that pipeline, and urgency and resource are much needed; “too little, too late” could be one way of interpreting Josh MacAlister’s view that we need work “faster and more urgently”.
Obviously the size of the investment that Josh MacAlister set out was bolder, but it was a five-year plan. What we are doing is laying the foundations, with two years’ spending, to make sure that we can build the evidence through a test and learn approach. We want to ensure that the interventions are rolled out, and are systematic and system-wide reform. There have been lots of initiatives, but we need to do this right. As the hon. Gentleman says, many people rely on us when we—the Government, the state—are their parent, and we need to make sure that we do a better job. We accept that, but we need to make sure we do this right. Many people have tried, but there have been many, many times when it has not worked, so we need to do it effectively. This is a two-year programme, and we will be coming forward with more after that.

I welcome this policy as far as it goes, particularly the fact that the Secretary of State is not going to rely on excessive legislation, which caused so many problems rather than offering solutions before 2010. She did not say anything about adoption and sibling groups. She is aware that adoption rates have fallen back to near what they were when we brought in the adoption reforms of 2010. What is she going to do to turbocharge adoption levels again?
Secondly, the Children’s Commissioner has revealed that 37% of sibling groups are still split when they go into the care system—into homes or into adoption. A little pot of money and a little creative thinking, for example on providing funding for expanding bedroom space in the homes of foster carers or prospective adopters, could go a long way to preventing an important aspect of stability for sibling groups from falling down. Will the Minister say something on either of those important points?
My hon. Friend has a great deal of experience in this area and he puts his finger on one of the core problems when siblings are involved. It is about trying to ensure that the places fit those with complex needs and wider family groups. That is one thing we will focus on in growing the number of fostering and adoption places.
In July 2020, we published a new adoption strategy, “Achieving excellence everywhere”, to improve adopter recruitment, matching and support services. In March 2022, we announced that the Government were investing £160 million over the next three years to deliver the strategy. The regional adoption agency leaders are developing a new framework of national standards, which will mean that services are delivered to the same high quality across the country. So there is more work to do.

How utterly underwhelming this statement is. We have the usual piecemeal, short-change measures for just a few chosen areas, in the naive assumption that more carers will suddenly become available. Far, far worse than that is the total disregard for those in care aged 16 and above. They are children in care of the state. They are being placed by this Government in unregulated, unsafe hostels, bed and breakfasts, shared homes, caravan parks, tents and campsites on their own. More than 20 of these children have died. Can the Secretary of State explain why these children do not matter to her and this Government?
I regret the hon. Lady’s tone, because everybody cares about children’s lives; everybody in this House cares to do their best for the most vulnerable children in our society. We are bringing forward new national standards to make sure that we have the right type of care homes and the right places that will keep our children safe. We are also investing £30 million in family finding pathfinders. She would do well to follow the progress of that and work with us to make sure that, as all of us want, we do the very best for the most vulnerable children in our society.
I join other Members in welcoming the range of commitments made in today’s statement in response to the care review, not least the £200 million of funding, which I suspect was hard fought for, that will go towards improving family help, family finding, mentoring and other key areas.
May I urge my right hon. Friend, in taking this important work forward, to be conscious of two things? The first is that in 2014 we had another £200 million innovation programme, where a number of important projects, such as Mockingbird, No Wrong Door and Families First, were proved to give positive outcomes for many children, and they are being rolled out across the country. We must not end up reinventing the wheel in the next few months and years in trying to understand what we perhaps already know.
Secondly, the key to this will be leadership, not just in Whitehall but locally. This is an opportunity to try to improve some of the quality of leadership in local councils, at not only director level but team leader level. Some of that funding can go a long way in ensuring that the culture that needs to be prominent in every local authority is being led by the very best.
My hon. and learned Friend makes a very good point, and I know he has a lot of experience in this area. He is absolutely right to say that the evidence- led trials that were done in the innovation programme, the Mockingbird programme, have delivered fantastic results. We will be rolling that out further, and there is investment behind the retention and recruitment of foster carers of £25 million—that will include Mockingbird.
The children who end up in our social care system are, of course, some of the most vulnerable children in our society. It is incumbent on all of us to put the utmost protection and care in place for them. The Secretary of State says that she is
“rising to Josh MacAlister’s challenge”.
He recommended a fundamental reset, but her announcements are a piecemeal approach that barely commit one tenth of the money that he was suggesting is needed. So I am afraid that although there are good intentions behind these announcements, they barely scratch the surface. Politics is about choices, and I am deeply saddened, and I suspect that in her heart of hearts the Education Secretary is also saddened, that the Treasury has bound her in this way.
Kinship carers will welcome the new investment in training and the promise of a national strategy, but will the Secretary of State explain how exploring the case for a financial allowance is any different from the usual Government line of keeping policies “under review”, when a third of kinship carers cannot even afford to clothe their children and they are struggling to put food on the table? How is a national strategy and some training going to help those kinship carers?
I assure the hon. Lady that we will report back within a year on the pathways that we are exploring; that is a priority. I welcome her words about how we all care about doing this. It is not that people have not tried before, but I am proud of our work because this is the first time that we have had a whole-system reform of our children’s social care service. That was in our manifesto, and we are intent on doing it properly. It is very complex, it requires lots of people to work together, and we have to ensure we do it right. This is a two-year programme; Josh MacAlister set out a five-year programme. We are at the start, laying the foundations for the further work that we will bring forward.
I thank the Secretary of State and the Children’s Minister—the Under-Secretary of State, my hon. Friend the Member for East Surrey (Claire Coutinho)—for all their work. There is a lot in it that will help to protect children, keep families together where possible and support social workers. I specifically welcome the increase in the apprenticeship bursary for care leavers. Does the Secretary of State agree that we need more universities and employers to take on care leavers? Although they may have had a very difficult start in life, they have huge potential, but it often goes unfulfilled.
Absolutely. It is vital that we support care leavers as they journey into adulthood. We are increasing bursaries for care leavers from £2,000 to £3,000 and increasing the apprenticeship bursary that my hon. Friend mentions from £1,000 to £3,000. That comes on top of the existing bursaries for further education and university. It is also very important that we support access to work. We have a care leavers board, and we will be working to ensure that many more businesses take their duties to care leavers as seriously as the excellent businesses that have been mentioned, such as John Lewis.
Bristol City Council, with the help of funding from the Department for Education, is setting up two new care homes: one for children with complex mental health needs, and another for adolescent boys with challenging behaviour who are involved in the criminal justice system and are at risk of exploitation. That will ensure that they do not end up being placed outside the city. It is obviously a very good move, but the number of young people in care in Bristol is predicted to rise by 5% next year alone, so we know that needs will increase. What are the Government doing to support local authorities to expand in-house provision even further and to tackle profiteering by private providers so that we can ensure that children are safe in our hands?
The hon. Lady makes a very good point. Bristol City Council is obviously doing a good job of using the funding. We have £259 million in funding to build more children’s care homes and make sure that they meet area-specific needs—more complex needs, in some cases—and that they are closer to home. We are also encouraging local authorities: we will be working on a pathfinder for regional co-operative boards, because we recognise that it is sometimes easier to get a number of local authorities to work together on more specialised provision.
I thank my right hon. Friend for her statement and all those who work in the children’s social care sector for their incredibly important work. My right hon. Friend knows that many of the failings in children’s social care, including in my area, are a result of a lack of political leadership. Will her reforms go further and hold local political leaders to account?
My hon. Friend always champions the cause of improvements in his local area and to his local council. We will work with poorly performing councils through our regions group. We have done a lot of that work, which since 2017 has more than halved the number of inadequate children’s services from 30 to 14. Where services are poor, we will continue to act until we get them up to the standards required.
The proposals include a significantly increased focus on early intervention and prevention so that young people can stay in their family home for as long as possible. That may well be a noble endeavour, but it raises questions about the pressure that it will put on frontline social workers to leave potentially vulnerable children in their home for longer. What additional training will there be for frontline social workers to ensure that robust and appropriate decision making is in place around intervention thresholds, so that any child who is too vulnerable in their family home will be placed into safety?
The hon. Gentleman makes an excellent point. We need to focus on families and ensure that we give them every opportunity to stay together, so we will have family hubs, the Supporting Families programme and a real focus on early help, but he is absolutely right that the decisions that social workers have to make are immense. We want to give them more support, so we will bring forward an early career framework. We will also work in a multi-agency way so that police, education professionals and many others are always there to help with the difficult decisions and make sure that the data is shared more effectively.
I warmly welcome the Secretary of State’s statement. She made a point about the importance of prevention and early intervention; does she agree that what those things demand is good-quality joint working between children’s social services and local health services, particularly on mental health provision? We have family hubs and we have relationships with child and adolescent mental health services, but we need to do a lot more to get joint working to work locally.
My hon. Friend is absolutely right; that is one of the real focuses of family hubs. I have seen a number of family hubs that do a great job of offering support to anybody up to the age of 19 and to any families eligible. They have all the services there, from midwifery services to mental health services, addiction services and domestic abuse services, and that is absolutely the focus. [Interruption.] An Opposition Member says, “Like Sure Start.” The main difference between Sure Start and the family hubs is that Sure Start went up to the age of only five, whereas family hubs go up to the age of 19 or, for those with special educational needs, 25. They are also a universal service: anybody is eligible. Anybody can need help at any time when they are bringing up a family, from the start of their journey to the teenage years and beyond. The family hubs will do a much broader job and make sure that our interventions work.
I am interrogating the new document, which is hefty. The MacAlister review was explicit that children’s social care was spiralling “out of control”—it was that stark. The report makes a clear case for wholesale reform, costed at £2.6 billion, as the Secretary of State knows, so today’s £200 million falls a long way short of what it says is required.
Children cannot wait. The Secretary of State spoke about a kinship care strategy, but those proposals could have been in her document today. She says that it is a priority, but it will be almost a year before we see any meaningful proposals in that space. Will she rush them through so that we can get allowances and other measures in place for families as soon as possible? Will she commit central Government to directly funding all the new measures announced today so that the costs do not fall on cash-strapped councils? Why have the Government not accepted the recommendation to make “care leaver” a protected characteristic?
Just so that everybody is clear, the actual amount that we spend on children’s social care is £10.8 billion—a lot of funding goes into children’s social care. As I said, Josh MacAlister has welcomed today’s announcement and the foundations that we are putting in place, but this is a two-year pathfinder to lay the foundations; his recommendations cover a five-year period. We intend to bring the recommendations forward quickly, and kinship carers are very much a priority.
I very much welcome my right hon. Friend’s statement, particularly the focusing of the Government’s efforts on what will make the biggest difference to the largest number of children. The Government’s intention is to go with the grain of the work done in the sector, which has led to the vast majority of English local authorities getting an above-the-line judgment from Ofsted. Does my right hon. Friend agree that one of the most important things we can do is use the evidence, particularly from Government-funded What Works centres, so we know that money is being spent on things that will definitely make a difference in the lives of the most vulnerable children? With Sure Start, for example, a great deal of money was unfortunately squandered on things that did not make a transformational difference in children’s lives.
My hon. Friend makes an important point. There have been many attempts to do this, but the evidence gathered from Sure Start showed the programme was not always well directed and its interventions did not work very well. The What Works programme is important because it is not just about spending money or about buildings. It is about being led by the evidence of what works, and that is what we will be putting together.
There is no reason why the Secretary of State would know, but I am the chair of the all-party parliamentary group on kinship care. More importantly, I am a kinship carer for my four-year-old grandson, Lyle. My wife and I are his special guardians, so kinship care is a subject very close to our hearts. I thank Josh MacAlister for engaging with the all-party parliamentary group as part of his review.
The strategy recognises that there are variations between local authorities in their financial support for kinship carers, and that it is unfair and inadequate. Too many families who have stepped up to raise children who would otherwise be in the care system are missing out on vital support. What steps will the Secretary of State take to ensure that practice for assessing the needs of carers is both fair and consistent, irrespective of the local authority in which a kinship family live? As she brings forward proposals on kinship care, will she work with me, with colleagues on both sides of the House and with the all-party parliamentary group so that we get this right?
I am grateful to the hon. Gentleman for his question and for the role he plays in his family, which I am sure is greatly appreciated by everyone.
We have written to councils today to ask them to review their kinship care arrangements, and to make sure they know we will be looking to ensure that we have the right support for kinship carers. They have the most invaluable role, and we want to grow and support that role. I look forward to working with the hon. Gentleman on that.
Joanne Strickland and Maxine Wainwright are kinship carers in Ashfield. They put their lives on hold to provide stable and loving homes for their child relatives, but they have come across many barriers to getting the benefits to which they are entitled. Will this social care strategy help to stop this jobsworth mentality and red-tape nonsense, to help families get the financial support they deserve much quicker?
We are grateful to people like my hon. Friend’s constituents for all the work they do. Indeed, we want to make it possible for more people to take on this vital role. In our strategy, we have committed to exploring the implementation of a financial allowance for kinship carers during the next Parliament but, working with local authorities, we will make sure it is much easier to be a kinship carer and that kinship carers are better supported.
I thank the Secretary of State for her statement. As she said, it is important to remember that kinship care is built on love. Funding for kinship carers has reduced by a fifth in recent years, and there has also been covid-19. Will she make investment available to keep families together? Such investment will always pay dividends because healthier, happier children become functioning, happy adults.
The hon. Gentleman is absolutely right, and it is why our focus is on early intervention through the supporting families programme and family hubs. We will continue to roll them out, and we will continue to make sure that we test what works. We will make sure we do everything we can to keep families together.
Being a children’s social worker is a challenging job. Identifying signs of abuse or the needs of a family are very difficult, so building a relationship over a long period of time is vital, but vulnerable children often live in chaotic households. They often move home, frequently between boroughs. It is vital that data is passed from one borough to another, but the relationship and knowledge that have been built up cannot be passed on. How will my right hon. Friend make sure these chaotic families and vulnerable children get the support they need?
My hon. Friend makes a good point, and it is what makes this area difficult. Certain aspects of complex cases can be concealed, so it takes the skill and experience of our fantastic social workers. We also need to do a much better job of sharing information between agencies. Different agencies will often have different pieces of the puzzle—data that may be concerning —but the picture becomes much clearer when the whole thing is put together. That is why we are making sure that multidisciplinary teams continue to develop so that they work even better together and share more data.
