Industrial action, today, has had a severe impact on schools across the country and has caused disruption to children’s schooling and to parents and employers. At the same time, we know that many dedicated professionals have worked hard to keep schools open where they could.

The Department for Education has collected data about school closure from local authorities, academies and free schools to assess the impact of today’s industrial action.

There are 21,476 state-funded schools in England (maintained schools, academies, free schools, university technical colleges and studio schools). Some 13,349 (62%) were reported to be closed, 2,951 (14%) were reported to be partially open and 3,351 (16%) were reported to be fully open. The situation with a further 1,825 (8%) has not been reported to us or the local authority did not know.

Of the 20,027 maintained schools, 12,526 (63%) were reported to be closed, 2,536 (13%) were reported to be partially open and 3,140 (16%) were reported to be fully open. The situation with a further 1,825 (9%) was not reported or was reported as unknown.

Of the 1,449 academies (including free schools, university technical colleges and studio schools) 823 (57%) were reported to be closed, 415 (29%) were reported to be partially open and 211 (15%) reported to be fully open. There are 24 free schools, of which four were reported closed, one was reported partially open and 19 were reported to be fully open.

“The Importance of Music: A National Plan for Music Education” has been developed jointly by the Department for Education and the Department for Culture, Media and Sport following a review of music education in England by Darren Henley, managing director of Classic FM, published on 7 February 2011. The Departments intend to publish the plan today.

The plan sets out a vision for music education—to enable children from all backgrounds and every part of England to have the opportunity to learn a musical instrument; to play music with others; to learn to sing; and to have the opportunity to progress to the next level of excellence.

Key announcements are for:

Department for Education funding, to 31 March 2015, available for music education on an area-by-area basis.

Funds distributed to music education hubs following an open application process, conducted by Arts Council England operating as a fund holder.

A new Initial Teacher Training add-on module to boost new teachers’ skills and confidence in teaching music.

Development of a music educator qualification ensuring the wider music work force is better skilled, more professional and recognised for their role in and out of school.

Continued Department for Education funding, matched by Arts Council England, for the successful In Harmony Sistema England programme, targeting children and communities in areas of exceptional deprivation.

A national plan monitoring board, chaired by and answerable to Ministers, to hold those responsible for delivery across the national plan to account.

A national network of music education hubs, building on the existing music education provision, will bring together partnerships between music services, schools, education and arts organisations. Hubs will deliver at least some core roles, which are to:

Ensure that every child aged 5-18 has the opportunity to learn a musical instrument (other than voice) through whole-class ensemble teaching.

Provide opportunities to play in ensembles and to perform from an early stage.

Ensure that clear progression routes are available and affordable to all young people.

Develop a singing strategy to ensure that every pupil sings regularly and that choirs and other vocal ensembles are available in the area.

Copies of “The Importance of Music”, together with funding allocations, have been placed in the Libraries of both Houses.

The report shows that education spending is being reduced dramatically. Head teachers in Rochdale and throughout the country deserve our praise for their hard work in dealing with the cuts that are being made by the Government of whom the Secretary of State is a member. Will he take this opportunity to apologise for describing head teachers as whingers?

I am grateful to the hon. Gentleman for praising head teachers in Rochdale. Head teachers everywhere are doing a fantastic job with limited resources. The one thing that I hope I shall be able to work with the hon. Gentleman to ensure is that head teachers can make those resources go even further by allowing their schools to convert to academy status.

The report shows that capital spending on schools was the fastest-growing component under Labour, but that we shall see the biggest cut under the Secretary of State’s plans. In Barrow, a vital development is currently being upheld at the planning stage by Conservative councillors. Will the Secretary of State guarantee full funding for the project if those planning objections are dismissed?

I think that the hon. Gentleman probably means “held up” rather than “upheld”. However, we shall do everything possible to ensure that not just the planning system but building regulations are reformed so that necessary investment in schools is accelerated, and we shall do everything possible to ensure that resources are there for those in the most need.

In the light of the IFS report and the understandable concerns that it will have raised among my constituents who have children at school, can the Secretary of State assure Harrow schools that have just become academies that there will have been no real-terms cut in direct Government spending by the time of the next election?

All schools that have become academies have the chance to spend their money directly on the priorities that are close to them. Obviously every school will have different funding results over the next four years, but, overall, cash spending on schools is protected, and schools should also benefit from the pupil premium.

The IFS report shows that the Secretary of State is undertaking the largest cut in education spending since the 1950s, and that education capital will be cut by an eye-watering 57%. Can he tell us how that 57% cut compares to the average capital spending cut across all other Departments?

I am reminded by my hon. Friend the Minister of State with responsibility for children and families that it should be “compares with”, not “compares to.” The truth is that under the last Government capital spending was poorly allocated and wastefully squandered, and we are now ensuring that money goes in particular to those primary schools in desperate need that were neglected when the hon. Gentleman, unfortunately, was not in government but so many of his colleagues were.

The right hon. Gentleman’s English may be better than mine, but his maths certainly is not, because, as he knows, the cut is double the average cut—a truly terrible spending settlement for education capital. With youth unemployment now over 1 million, will he join me in pressing the Treasury to bring forward capital investment in schools, as set out in Labour’s plan for jobs? Does he agree that that would not only be good for education, but it would be good for jobs and economic growth?

The hon. Gentleman is, indeed, very good at arithmetic; if only he had been in the Treasury over the last five years when so much money was wasted by a spendthrift and profligate team of Ministers who had not a care for prudence, economy or the next generation. If he believes in a plan for jobs and growth, he should support the deregulation measures that will be in the autumn statement; he should support the Chancellor in making sure our economy is competitive again, and he should support the education reforms we are introducing, which will ensure that our children go on to become the best educated and the most enterprising in the world.

This year, we have made available £1.3 billion to fund school places in England. The London borough of Barnet’s share in 2011-12 is £12.8 million.

I congratulate the Secretary of State on tackling a problem that was neglected by the previous Government and I thank him for and congratulate him on the free schools initiative, which has provided Etz Chaim with an opportunity in Mill Hill. Does he agree that London has always had a problem with school places? Recently, I had correspondence with a constituent who has found that although her son was given a place at a nursery school, he was not given the opportunity to have a place in a reception class. That means that he will have to walk more than two miles even though there are seven other primary schools in the immediate area of Hendon.

My hon. Friend makes a very good point. One of the dreadful problems we inherited from the previous Government was a failure adequately to prioritise capital to ensure that there were new school places in areas of population growth. As we know, population growth is exceeding all expectations, which is why we need to do everything possible to reform planning rules and building regulations to ensure there are more new schools.

I should like to thank the Secretary of State for following up on the grant we got from the previous Government to create extra primary school places in Slough with another grant to create more of the primary school places we need. Shortly, my constituency will face a serious shortage of secondary school places, but many children who live nowhere near Slough are educated in our secondary and grammar schools. Will he consider looking, in the school admissions code, at places that educate children from a long way away but that do not provide places for local children?

It is a great pity that Enfield Labour council is not as supportive of free schools as it should be. Both the hon. Member for Liverpool, West Derby (Stephen Twigg), the shadow spokesman for education, and I have visited superb free schools in Enfield, and I hope the Labour local authority there moves with the times and supports those free schools in doing a fantastic job for children in disadvantaged circumstances in a borough that deserves better.

Inevitably, the provision of school places in neighbouring boroughs such as Enfield will have a knock-on effect in places such as Waltham Forest. The Secretary of State is aware that a quarter of all responses to his consultation on the national schools funding formula came from Walthamstow, from parents and governors in my constituency who are desperately concerned that we are facing a shortage of 1,200 places as a result of the cancellation of the Building Schools for the Future project. Will Ministers agree to meet parents and governors from my constituency to talk about the desperate shortage of places in Waltham Forest and what can be done?

Does he agree that the situation is made considerably worse when the local education authority shows an inability to undertake forward planning? I am pleased that we have got the Secretary of State to answer the question. I am in favour of head teachers, governors and local education authorities having a real debate about how to get primary schools to improve. How will the Secretary of State take account of special educational needs and outstanding Ofsted reports? Would he or one of his Ministers meet me, the local education authority and the heads about the schools which, it seems, will be forced to become primary school academies?

I am grateful to the hon. Lady for her point. As she knows, education standards in Stoke-on-Trent have not been good enough for too long, and we particularly need to tackle underperformance at primary level. We need to find the right sponsors to help those primary schools turn round, but we can do so far better if we collaborate with the local authority and co-operate with local Members like herself and the hon. Member for Stoke-on-Trent Central (Tristram Hunt), who are passionate about change. I will make sure that a Minister makes time to talk to her and her parliamentary colleagues.

The report says that spending on 16 to 19-year-olds’ education has fallen by more than 4%. At the same time, an Association of Colleges report shows that half of all colleges have seen a significant drop in enrolment by 16 to 19-year-olds, including in some cases a drop of up to 15%. Does the Secretary of State think that the two are by any chance related?

I absolutely do not, given that the changes in 16 to 19-year-old funding do not affect colleges. They primarily affect schools, as schools are brought into correlation with colleges. The good news is that the very best colleges—those that are outstanding—are recording an increase in the number of students, and overall that is part of a very happy picture of rising participation.

The Minister of State, Department for Education, my hon. Friend the Member for Brent Central (Sarah Teather), recently announced that we will spend more money to ensure that all disadvantaged two-year-olds have access to 15 hours of pre-school learning. Consultation is now taking place to ensure that the most deserving children get the best possible start in life, and I encourage all Members to contribute.

Over the past year there has been a 10% increase in the number of children in reception classes in the London borough of Croydon, with further increases predicted in September 2012 and September 2013. I warmly welcome the almost £8 million that my right hon. Friend announced last week, but at the risk of sounding like Oliver Twist I also hope that there will be further such tranches of money in future.

My hon. Friend not only sounds like Oliver Twist, but displays a sense of “Great Expectations” about what I can get out of the Chancellor—[Hon. Members: “‘Hard Times’!”] Well, really it is a “Tale of Two Cities”: the City of London under Labour, under-regulated and, sadly, not paying the taxes that it should have; and the City of London under the Conservatives—at last getting the resources into the Exchequer which, I hope, on a serious point we can give to the children in Croydon, who do need more school places.

T2. Leicestershire county council is currently reviewing the availability of school walking routes, including the one to Humphrey Perkins high school from Sileby to Barrow in my constituency. The county council considers that route to be reasonably safe, but the head teacher, the parents, the pupils and I do not. Will the Minister tell me the Government’s view on when safety becomes more important than the simple availability of a route?

T5. Research suggests that continuous teacher training offers the surest route for school improvements. What steps is the Secretary of State’s Department taking in conjunction with the Department for Business, Innovation and Skills to ensure that university departments are opening up to local schools, so that teachers are up to speed with the latest scholarship and can inspire their pupils?

That is a typically acute point from the hon. Gentleman. One of the things we are doing is to invite the new group of 100 teaching schools that we have designated to play a closer role in collaboration with universities. Just last week, I was talking to the Royal Society about how important it is that universities and learned societies ensure that the best teachers can become accredited as masters in their field so that they remain up to speed with developments in their subject.

T3. The Minister has made great headway in ensuring that looked-after children are not sent beyond their local authority boundary. However, 30 children from Greenwich have been placed in South Thanet in addition to the number it has placed before, and the number from Lewisham has increased by 15 in the past six months. I wonder what more we can do.

Schools in my constituency stand to lose 10% of their funding, whereas schools in Buckinghamshire will gain 10%. Why is the Secretary of State so determined to take from the poor to give to the rich?

The Institute for Fiscal Studies projections were based on its guesses. However, something it has said about reality rather than the future is that, at the moment, this Government are ensuring that schools educating the poorest receive the most, because our pupil premium will be worth £2.5 billion by the end of this Parliament. That is something the Government the hon. Lady supported last time round never did.

I am very grateful to my hon. Friend for her point. We need to ensure that all children who have special needs are better educated and we particularly need to ensure that the energy and enthusiasm of people in the third sector are galvanised. At this stage, I cannot give her a firm figure on how many students and schools are involved; all I know is that a small bridgehead will expand over the course of this Parliament.

The Secretary of State will no doubt be delighted to hear that, on Friday, I visited the university technical college in Walsall and, credit where it is due, it was fantastic. He will also be pleased to hear that tomorrow I am meeting Lord Baker to discuss my campaign to bring a UTC to Dudley. Sadly, only one of the 70-odd UTCs that will open nationally is currently in the black country. Will the Secretary of State meet me too, so we can discuss how we can open a UTC in Dudley and deal with the urgent need to drive up vocational standards and bring new jobs and industries to the area?

So many members of the Cabinet, including the Prime Minister and Deputy Prime Minister, owe their start in life to private education. Many other European countries have many more bridges between private and state education, with, for instance, the state paying the salaries of teachers in private schools. Will the Secretary of State confirm that he has not ruled out new, imaginative ways of helping ordinary people to access private education?

I try never to rule anything out; life is too short. To return to the Oliver Twist metaphor that we had earlier, I want to ensure that we do not just save Oliver and leave the Artful Dodger and the rest of Fagin’s gang to the wolves, but ensure that every child in poverty is helped. It is therefore important that we all put pressure on independent schools to live up to their charitable foundation by sponsoring academies and doing more for all children in need.

The findings of the Institute for Fiscal Studies on Rotherham metropolitan borough indicate that secondary school education will take a spending cut of between 11.8% and 13.4%. Given that Rotherham is still in the highest 20% of deprived areas in this country, what has happened to the concept of “We’re all in it together”?

As a deprived area, Rotherham will, over the lifetime of this Parliament, benefit increasingly from the pupil premium. The report to which the right hon. Gentleman refers is a projection—a guess. The IFS is a fantastic think-tank, but it is speculating, not stating.

Let me point out that every single question from Opposition Front Benchers during the course of this Question Time was a plea for more money; not a single question was about the case for reform. In a nutshell, there we have the problem with today’s Labour party: an outstretched hand demanding more cash but not a single thing to say about raising standards.

Here is a question about reform, not extra cash. With early adopter schools that are well equipped to convert to academies already on the pace in becoming free-standing academies, what extra support, advice and guidance can my right hon. Friend give to the middle area of schools that are considering moving to being an academy but have not yet got up the nerve to make that change?

All I would say is this, “Come on in. The water’s lovely.” In Bedford and Bedfordshire, schools that have converted to academy status have already seen their standards increase, and their head teachers have been able to ensure that money is spent on the pupils’ priorities, not the bureaucracies’ priorities. I am looking forward to working with my hon. Friend and all Bedfordshire MPs to ensure that more schools convert to academy status and, in so doing, raise standards for all children.

On academies and capital expenditure, the Secretary of State will recall that I was recently in touch with him, yet again, about Woodlands school in Coventry, which, having narrowly missed out on Building Schools for the Future, has turned into an academy in its desperation for some support from the Government and now finds that it is still not eligible for any further capital expenditure. Will he look at that and do something about it?

The Priority School building programme exists specifically to help schools like Woodlands. At the moment, we are inviting bids from schools across the country and assessing those bids against each other. In due course, there will be an announcement about additional capital support for the schools in the worst condition.

Now that the Education Act 2011 has Royal Assent, the Minister will be looking at criteria for determining whether a school causing concern should be taken over by the governing body of another school. Can he assure me that these decisions will be made on the basis of the most up-to-date assessment of a school’s progress?

That is a very fair point. We want to make sure that we target our attention on schools in the greatest need. If a school has had a historically poor record but, for example, a new head teacher or a new chair of governors has turned it round in the past 12 months, of course we will interpret the criteria flexibly.

The Secretary of State did not answer the question from my right hon. Friend the Member for Rother Valley (Mr Barron), which was about the distribution of funding under the Secretary of State’s direct funding plans. Rotherham secondary schools are set to lose out by £12 million in an area where we already have high and rising deprivation. This is simply wrong. Will he give a guarantee to local parents, students and teachers that they will not lose out like this?

I am grateful to the right hon. Gentleman, but I should say that this matter is under consultation at the moment. I should also say that the Association of School and College Leaders, the National Association of Head Teachers and every representative of head teacher opinion says that the current funding system needs to be reformed. Once again I say to him—now that he is, sadly, no longer in the shadow Cabinet—that it is not enough for Labour Members simply to ask for more; they have to push for reform as well as demanding more cash.

On that note, school children in my constituency of Bromsgrove will receive £1,000 less per head this year than those in neighbouring Birmingham. Does my right hon. Friend agree that that is because under the previous Government school funding was allocated on the basis of party politics and not need?

In an earlier answer, the Under-Secretary of State for Education, the hon. Member for East Worthing and Shoreham (Tim Loughton) again deferred to Magic Breakfast, an excellent charity, to plug the massive funding gap that has been left by the Government taking away extended schools money. Magic Breakfast provides 200 schools with free breakfast, yet 3,000 breakfast clubs have been closed across the country and thousands more are under threat. What are the Government going to do about that?

As the Secretary of State knows, support in the community of Brandon for the Breckland free school is extremely strong. Will he assure me that all expressions of interest from parents, both on official forms and on the forms from the free school, will be taken into account when he makes a decision on whether that free school should go ahead?

A few minutes ago, the Minister for Further Education, Skills and Lifelong Learning talked about the increase in the number of apprentices in various parts of Britain. In Bolsover, that started three years ago when the working neighbourhoods fund was used to increase the number of apprentices in our area. Now, with the 28% cut for the local authority and the working neighbourhoods fund due to finish next spring, there will be a loss of apprenticeships in that part of Britain. Will he have a word with his colleagues to sort that out?

Once again, I am grateful to my hon. Friend. I stress that it is an important civil right to be able to withdraw one’s labour. I also stress that this Government understand the widespread anxiety and anguish of hard-working public sector professionals, who deserve a decent pension. However, let me also make it clear that it is wrong for teachers and head teachers to withdraw their labour, to deprive children of a day’s education and to make life more difficult for working parents—wrong, wrong, wrong.

It is critically important for our nation’s future that we reform our schools system to provide a wide choice for all parents and children. The establishment of over 1,400 academies and 24 free schools has helped drive up standards and create more choice.

Therefore, I am pleased to confirm today that a further three special and five alternative provision free schools have been approved with a view to opening in September 2012.

I am committed to both increasing and improving the provision available to children with special educational needs and those that require alternative provision. I have approved the very strongest applications today. I fully expect some of the groups that are disappointed today to submit even stronger applications in the future and I encourage them to do so.

I am also releasing guidance on the application process to set up new free schools, university technical colleges and studio schools in 2013 and beyond. I want to particularly encourage groups to submit applications to set up new schools in areas of deprivation, or areas where the growth in the pupil population means there is a need for new school places.

Details of the application process and its deadlines can be found on the Department for Education’s website and I will place copies in the House Libraries.

I will make a further announcement on successful applications to set up studio schools in 2012 in due course.

I would like to update the House on my Department’s work to address the shortage in pupil places being experienced by some local authorities, and reduce the level of prescription and unnecessary guidance which are a feature of the school premises regulations and hamper the development of new schools.

I would also like to inform members of my final decisions on the Building Schools for the Future (BSF) programme in the six authorities which mounted judicial reviews.

In July, I announced that an extra £500 million would be made available, this year, to local authorities experiencing the greatest need in managing shortfalls in providing pupil places. This additional funding has been made available from efficiencies and savings identified in BSF projects that are continuing.

I can announce today that over 100 local authorities will receive a share of the funding. The allocations have been calculated using figures provided to the Department for Education by local authorities through the 2011 School Capacity and Forecast Information returns. By using the most up-to-date information available we are making sure the savings identified are being targeted to local authorities experiencing the most severe need.

I understand the economic situation means difficult choices need to be made about how to direct funding but I urge local authorities to target resources at managing the shortfalls in pupil places wherever they are most needed, and taking into account the views of parents. This is especially pertinent in light of the data released last week by the Office for National Statistics (ONS) showing that previous projections for population growth were underestimated and by 2020 there will be around 21% more primary age children than in 2010.

Today’s extra funding means that in 2011-12, a total of £1.3 billion will have been allocated to fund additional school places. The Government already announced an allocation of £800 million funding in December 2010, twice the previous annual level of support. The nature of this funding, (capital grant which is not ring fenced) the nature of the projects it will fund, (mainly small primary school projects) and the readiness of local authorities to get projects under way, means that this money will be spent efficiently. Further, I expect much of it to benefit small and medium-sized enterprises and to stimulate local economic activity across the country.

I would like to reassure those local authorities whose needs were not as severe as others—and which, therefore, did not receive a share of this extra £500 million—that future capital allocations for basic need and maintenance pressures will be announced later in the year.

I am also launching a 12-week consultation on the revision of school premises regulations. The consultation document sets out how the Government intend to deregulate and end the confusion and unnecessary bureaucracy surrounding the current requirements. A copy of the consultation document will be placed in the Libraries of both Houses.

I am proposing to make the requirements for independent and maintained schools identical and to reduce the overall number of regulations. Some regulations are duplicated in other pieces of legislation or are simply unnecessary and I propose to remove these regulations completely. I also think that other regulations can be simplified to remove unnecessary bureaucracy and make requirements proportionate, without reducing the quality of buildings. I would welcome views on my proposals, further details of which can be found on the Department for Education’s website.

Finally, today I am announcing my decision on the schools that are subject to the BSF judicial review proceedings, brought by Luton borough council; Nottingham city council; Waltham Forest London borough council; Newham London borough council; Kent county council; and Sandwell metropolitan borough council.

I announced what I was minded to do in July and have received further representations from each of the claimant authorities. I considered these carefully but I am not persuaded that I should depart from the decision which I announced I was minded to take. My final decision is, therefore, not to fund the schools in the claim but, instead, to fund, in capital grant, the value of the claimant authorities’ proven contractual liabilities.

I thank the Secretary of State most warmly for his personal efforts in trying to resolve this matter and in ensuring that, finally, the diocese caved in last week and a head teacher was appointed in line with parent wishes, but I wonder what lessons can be learned—in particular, to ensure that, in future, education authorities, whether or not diocesan, understand that the whole ethos of our policy is to enable parents, not education authorities, to have the dominant say in the governance of schools?

I thank my hon. Friend for his kind words. The Vaughan is an outstanding school, and the diocese and the Department are determined to do everything possible to ensure that it remains outstanding in the future. One of the changes that is being made in the other place by my noble Friend Lord Hill is a change to the provision that relates to governors, to ensure that parent governors and foundation governors who are drawn from the ranks of parents accurately represent the parents’ wishes, because part of the Vaughan’s success has been the close relationship between the parents who love the school and the teachers who have made it so great.

A survey of nearly 700 schools indicates that the English baccalaureate is having an immediate impact on subject choices. The numbers of students electing to study modern foreign languages, geography, history, physics, chemistry and biology are all up.

Is my right hon. Friend aware that secondary schools report a significant decline in the number of students opting to study religious studies? The reason given is that it is not included in the E-bac. This year, will he at least give thought to whether, in the humanities, there could be a choice of two out of three subjects—geography, history and religious studies? If religious studies is not included in the E-bac, it will be increasingly marginalised.

I am grateful to my hon. Friend for making that point. He is a very effective spokesman for the Church of England, and indeed for the place of faith in the nation’s life. However, the data suggest that the number of people taking religious studies at GCSE is rising. It was up 17.6% to 222,000 in the last set of figures that we have, overtaking history and geography.

My hon. Friend makes a very good point. The English baccalaureate is a powerful nudge to encourage take-up in the sorts of subjects that lead students to be able to progress to good universities and great jobs, but it is important that Ofsted applies a nuanced measurement when it judges how schools are performing, and schools that do superbly in vocational, technical, cultural and other areas should expect Ofsted to applaud them as well.

The Secretary of State will have seen that on Thursday the Skills Commission launched a report on the training of technicians. We desperately need more technicians, and there is great fear that the changes in the curriculum will squeeze out design and technology, which is, for many students, often the bridge to science, technology, engineering and maths subjects.

That is a very fair point, and design and technology has many powerful champions, including the hon. Gentleman, but I would emphasise that the single most important thing that we can do if we are to ensure a generation of not just technicians but manufacturing leaders in future is make sure that we perform better in mathematics and that there are more students studying physics and chemistry. They are the key to success, and one of the reasons why the English baccalaureate has been so successful is that it has encouraged students to study those essential subjects.

Does my right hon. Friend agree that there have always been core subjects and option subjects, and that the value of the E-bac is in signalling the most widely valued core subjects without precluding option subjects? That advice is of most value to the most disadvantaged in our society.

That is a typically acute point from my hon. Friend. The subjects in the E-bac bear a close resemblance to the sorts of subjects in an Arnoldian vision of liberal education but, more than that, they are the subjects that modern universities and 21st-century employers increasingly demand. One of the problems that we have had in the past is that too few students from poorer areas have been able to access and benefit from great subject-teaching in those disciplines.

The first university technical college in the country, the JCB academy, achieved 0% this year in the Secretary of State’s misleadingly titled English baccalaureate. I presume from what he has just said that he regards that as a failure, or are the rumours true and is he just distancing himself now from his Schools Minister’s pet policy?

I was asked last week by the hon. Member for Liverpool, West Derby (Stephen Twigg) about the JCB academy, and by his predecessor, the right hon. Member for Leigh (Andy Burnham), about the JCB academy, so let me repeat once again for the slower learners at the back of the class: I applaud the amazing achievements of the JCB academy. The English baccalaureate is just one measure of excellence and there are many others. As I underlined last week, the success of the university technical college—a school whose success was made possible by a Conservative party donor and whose success is burnished by Conservative party policies—is a success that I am happy to trumpet from any platform.

I thank the Secretary of State for his reply. He will be aware of Plato’s theory of education, which says that musical training is one of the most important instruments in education. Is he aware also of the Institute of Education research which found that one in nine primary schools does not have a piano? Will he take steps to ensure that all primary schools have a musical co-ordinator and, more importantly, a piano?

She is absolutely right that the wider provision not just of trained music teachers, but of musical instruments will ensure not just that more children have access to the greatest of all art forms, but that more children as a result do better in every other subject.

I am sure the Secretary of State is aware of the excellent Blackpool Music Service, which has won national awards for bringing music provision to children who would otherwise not be able to afford it. As we debate the role of local education authorities alongside the new aims of academies, does he not agree that such co-ordination is a role that local authorities can still play, adding value to the work of all schools in their local area?

That is a typically acute point by my hon. Friend; he is absolutely right. In many cases, though not all, county music services do a superb job. One of the reforms that will be central to our national music plan is a way of making sure that the best county music services can do more while those that are weaker can have the service they provide supplanted by someone who is in a better position to raise standards for all children.

I was delighted that last Friday, Her Majesty’s new chief inspector of schools, Sir Michael Wilshaw, was appointed. I am confident that under his leadership, Ofsted will continue to do its fantastic work in driving up standards in state education. May I take this opportunity to pay an appropriate debt of gratitude to his two predecessors, his acting predecessor Miriam Rosen and, of course, Christine Gilbert, who did such a distinguished job as Her Majesty’s chief inspector?

Many mums and dads in my part of Essex would like to see local free schools, but for all their enthusiasm there are still too many obstacles and obstructions. What will the Government do to make it easier to establish free schools? Will they perhaps allow specialist charities and businesses to do so? May I bring a delegation of mums and dads to discuss with officials how it can be done?

We will do everything possible to support the establishment of free schools, but there is one barrier that I can do nothing about—the confusion on the Labour party Benches. Just last Friday, the hon. Member for Liverpool, West Derby (Stephen Twigg) said that he would back the setting up of free schools, but yesterday he said on Sky television that the Labour party opposed the free schools policy. That U-turn within 72 hours leaves parents and teachers in a quandary, which is why so many of them are saying, “Thank heavens it’s a coalition Government in power rather than Labour!”

May I first join the Secretary of State in welcoming the appointment of Sir Michael Wilshaw, who has a fine track record, and in thanking Miriam Rosen and Christine Gilbert for their service?

May I take the Secretary of State back to my earlier exchange with the Minister of State, the hon. Member for Bognor Regis and Littlehampton (Mr Gibb)? I welcome the increase in the number of young people taking history, geography and modern foreign languages, but schools are getting very mixed messages about the E-bac. Will he answer the question that I put to his colleague? Will he look to create a technical baccalaureate, as proposed by many including his noble Friend Lord Baker? If he does not, the UTCs and others will simply be frozen out of the improvements to education that he says he wants to deliver.

It is a curious type of freezing out that has seen the number of UTCs increase by 800% as a result of the changes that we have made. If we are going to talk about freezing out and frostiness, what about the cold shoulder that the hon. Gentleman is turning to the parents and teachers who want to set up free schools everywhere? If we are talking about a chilling effect, what about the chilling effect on all those who believe in education reform, who will have seen his brave efforts to drag the Labour party into the 21st century, only to see him dragged back within 72 hours? We detect the cold and pulsate hand of his leader dragging him back from a posture of reform to one of reaction.

T2. Recently, at the WorldSkills competition in London, Britain came fifth out of 49 countries that were entered, above Germany, France and the USA. However, we still face a skills gap, and in some areas of the country, such as the area just north of Wolverhampton where there are new developments involving, for example, Jaguar and Land Rover, worries are high that jobs will not go to local graduates. What measures are in place to ensure that school leavers are in a position to fulfil the needs of business and manufacturing in the 21st century?

T6. Labour Members believe that the E-bac might be for some, but certainly not for all. Some people are better suited to more vocational courses rather than purely academic routes. Why does the Secretary of State not believe in parity of esteem?

I certainly do believe in parity of esteem. In particular, I think that we should esteem working-class students in the same way that we esteem those from other backgrounds. The fact that under the previous Government working-class students were too often denied the opportunity to study the academic subjects that would lead them to university is a contributory factor in the freezing of social mobility over the course of the past 15 years. A fatal flaw in this country’s approach to education is that we automatically assume that just because children come from poorer backgrounds, they cannot succeed academically. At last, under this coalition Government, that unhappy prejudice is being uprooted from the education system.

T4. Will my right hon. Friend send a message to Enfield council—two days ago, such a message would have been endorsed by my predecessor, the hon. Member for Liverpool, West Derby (Stephen Twigg)—which has a policy of opposing free schools despite a shortage of primary school places, and which decided last week to sell off the old town hall rather than offer it up for a free school?

I am grateful to my hon. Friend for making that point. Just last Thursday, the hon. Member for Liverpool, West Derby visited an outstanding free school in Enfield. I would have hoped that that would have been a powerful signal to the reactionary elements within the Enfield Labour party that they should support education reform in the interests of the poorest rather than stand against it. However, I am afraid that his words on Sky television will have given heart to those reactionary elements rather than put them in their place. He has a direct responsibility to reassure reformers that he is on their side.

T5. My right hon. Friend will be aware that so far two secondary schools in my constituency have become academies, and that a further two are applying to do so. However, one of those schools has run into problems because it runs a nursery. Rawlins college tells me that it has received unclear advice from his Department on the best way for the nursery to be constituted, which must be sorted before the college can become an academy. Will he agree to assist me in finding the most effective solution to this problem, so that Rawlins can hit its preferred conversion date of 1 November?

I have been contacted by parents and teachers about the difficulties of online registration for school milk. There have been reductions in the past year of between a quarter and a third in some schools in Ashfield. Ministers will have been horrified to see that the UK Border Agency is still routinely detaining children, and that it does not know where, for how long or how many there are. In Calderdale, 15% of all schools have now converted to academy status, but that is unique in our region, particularly because of the disinformation that is being peddled on the subject. Will the Secretary of State consider increasing the amount of communication to schools on conversion to academy status to help to dispel many of the myths that are being peddled?

The Association of Colleges has surveyed its members and found a fall in recruitment to colleges this autumn. What steps is the Secretary of State putting in place to monitor and evaluate the effect on student recruitment, retention and achievement of his decision to scrap the education maintenance allowance?

I was interested to look at the Association of Colleges survey, which showed that an equal number of colleges were, in fact, attracting more students. The truth is that there is increased competition among colleges to attract students, with strong colleges, like the one of which the hon. Gentleman used to be the principal, doing a fantastic job, but with weaker colleges—of which, sadly, there are still one or two—having to up their game.

Last week, the governing body of the historic Prince Henry grammar school, which is a comprehensive school in Otley, voted by 10 to nine to become an academy, although one governor, who had made it clear that she was going to vote against it, was away. Regardless of that decision, does the Secretary of State understand the concern that such an important decision has been taken on such a close vote?

When schools become academies, it is important that governors are clear about the advantages and the issues. It is always difficult, when the vote is narrow, to discern what any individual who was not there, having heard all the arguments, might have done when the decision was taken. I would be happy to discuss the pros and cons of this case with my hon. Friend. If the school does become an academy, I am sure it will flourish as one, but if it chooses to keep its current status, I am sure it will benefit as well.

Mr Deputy Speaker, with your permission, I would like to make a statement on the next steps in our school reform programme. Just a few weeks ago, we opened the first 24 free schools—new comprehensive schools free from central and local government bureaucracy, designed to tackle educational inequality, widen choice and raise standards. Those schools have provided great head teachers with a new opportunity to extend educational opportunity, and they have given parents who had been denied a choice the chance to secure educational excellence for their children.

In the most disadvantaged areas of Enfield and Bradford, outstanding state school teachers have opened new schools for children who have been denied the good school places that their parents wanted. In Norwich, the new free school is open from 8 am to 6 pm, 51 weeks a year. In Haringey, Birmingham and Leicester, inclusive schools with a religious ethos, whether Jewish, Sikh or Hindu, now provide parents with more choice. In Hammersmith and north Westminster, outstanding academy sponsors are extending to primary schools the superb education that they have already been providing for secondary school children.

Across the country, new schools, by increasing choice, are forcing existing schools to raise their game. By embodying the principle that every child should have access to a great education, free schools are helping to advance social mobility and make opportunity more equal. It is because we want to make sure that more children benefit that we are today accelerating the pace of reform. The 24 free schools set up in the past year were established in record time. It took the Governments of Margaret Thatcher and John Major five years to establish 15 city technology colleges, and it took Tony Blair eight years from winning office before the first 17 academies were established. The speed with which the first 24 free schools have been set up is astounding, and credit is due to the teachers and parents behind them, and to the superb team of officials at the Department for Education who oversaw the reform.

The establishment of free schools is just one of a series of reforms that we have taken forward explicitly to raise standards in the state sector. We have also ensured that more than 1,000 schools have been able to convert to academy status, each enjoying new freedoms, and each using those freedoms to help other schools. When Tony Blair was Prime Minister, he argued that having 400 academies would be transformational; we now have three times that number.

We are using the academy programme to transform underperforming schools. This year, more underperforming schools than ever are becoming sponsored academies. Outstanding schools that enjoy academy status are increasingly sponsoring underperforming schools. By extending academy freedoms to more great schools, the capacity is created to turn round more disadvantaged schools. We have explicitly targeted those secondaries where fewer than 35% of children get five good GCSEs and those primaries where fewer than 60% of children get to the proper level in English and mathematics. We are targeting those local authorities with the worst concentrations of poor schools, and we will lift the floor standard below which no secondary school should fall, so that schools know that by the end of this Parliament at least half their students must get five good GCSEs. Under this Government, there will be no excuses for underperformance.

Sadly, one area where England has underperformed for years is vocational education, but under our reforms and the leadership of my hon. Friend the Minister for Further Education, Skills and Lifelong Learning, that is being addressed. I was pleased that, this weekend, England came fifth in the WorldSkills championships, outstripping nations such as Germany and, indeed, France and proving that, when it comes to vocational skills, our young people are world beaters. [Interruption.] I am always happy to acknowledge that our United Kingdom is stronger for all its constituent parts.

We are building on that success, because there is a new model of academy whose development has the potential to be particularly transformational—the university technical college. Thanks to the leadership shown by Lords Adonis and Baker, and the vision of Sir Anthony Bamford of JCB, the first university technical college opened its doors in September last year. Educating young people from the age of 14 to 19, with a curriculum oriented towards practical and technical skills, with support from industry and sponsorship from a university, these schools have the potential to transform vocational education in this country immeasurably for the better. They combine a dedication to academic rigour—with the JCB UTC delivering GCSEs in English, maths, the sciences and modern languages—with the adult disciplines of the workplace. Longer school days and longer school terms contribute to a culture of hard work and high aspirations.

The JCB UTC was joined by another in Walsall this September, and three more are in the pipeline. If we are to ensure that the benefits of UTCs, academies and free schools reach many more children we have to up the pace of reform. That is why I am delighted to be able to announce today that my Department has given the go-ahead to 13 new UTCs in Bristol, Buckinghamshire, Burnley, Bedfordshire, Daventry, Liverpool, Newcastle, Nottingham, Plymouth, Sheffield, Southwark, Wigan and at Silverstone race track. This Baker’s dozen of UTCs will specialise in skills from engineering to life sciences, and I am convinced they have the potential to change the lives of thousands for the better.

In addition, I am delighted that today we can more than double the number of free schools approved to go through to the next stage of opening by confirming that 55 new applications have been accepted, including the first fully bilingual state-funded schools—Brighton bilingual primary school and Europa school in Oxfordshire. They include schools set up by existing strong educational providers such as the Dixons academy and Cuckoo Hall academy. They include the London Academy of Excellence—a school for sixth-formers set up by Brighton college with the aim of getting talented pupils from disadvantaged backgrounds into our leading universities. They also include a school led by Peter Hyman, a former Downing Street policy adviser turned deputy head who wants to create new opportunities for pupils in east London. They also include Atherton free school, which has been set up by a community group in the constituency of the right hon. Member for Leigh (Andy Burnham), and they join eight free schools already in the pipeline for opening in 2012.

Altogether, the number of wholly new schools, UTCs and free schools that have been approved to go ahead from 2012 is 79. Once they are open, more than 100 new schools will have been established by the coalition Government to help to raise standards for all. More than 70% of the free schools given the go-ahead today are in the 50% most deprived areas of the country. More than 80% of the schools are in areas where population growth means that we need more good school places. Every single one of those schools was born out of the passion, the idealism and the commitment to excellence of visionary men and women.

The proposer of one of the new schools we approve today, Mr Peter Hyman, explained in The Guardian why he was opening a free school—and his feelings are shared by every promoter of free schools and UTCs:

“There is no cause greater in our country today, no mission more important, than giving all children an education that inspires them to do great things.”

I could not agree more, which is why I commend this statement to the House.

I welcome the Secretary of State’s statement today and thank him for providing a copy of it in advance.

At the Conservative party conference last week, the Secretary of State said:

“We’re fortunate in this country that we have so many good schools. We’re fortunate that we have so many great teachers.”

I agree with that. May I thank him on behalf of the Opposition for his fitting tribute to Labour’s education record?

Like the Secretary of State, I am pleased to echo the words of Peter Hyman in The Guardian, and I congratulate the university technical colleges and free schools that have secured approval today. UTCs are an exciting innovation modelled, as he said, on the highly successful JCB academy in Staffordshire established under the previous Government. However, there is a real risk that the success of the UTCs will be undermined at birth by the stringent requirements of the English baccalaureate. There is a basic contradiction at the heart of Government policy. The rhetoric is often about freedom and autonomy, but the reality is that the Government want to dictate the details of the school curriculum from the Department.

The Government’s emphasis on the central importance of English and maths is absolutely right and I support them in that, but are we really saying to successful schools and colleges such as the JCB academy that they will be punished because they offer engineering rather than the full range of E-bac subjects? In the summer of 2011 this academy, the first UTC and the model for what the Secretary of State is announcing today, scored 0% on the E-bac. How can that make sense? Surely if we are going to increase the status and quality of vocational education, we need a modern baccalaureate, a policy championed by my predecessor and by Lord Baker?

As we showed in government, Labour supports experimentation and innovation in how we set up new schools. Our academies programme proved that good schools can indeed be delivered. The question for the Government’s free schools policy is will the new schools established be good ones. Will they extend opportunities, particularly in deprived areas? Will they drive up school standards in their localities? Will they be based on a fair admissions policy? Most important of all, will they help to close the attainment gap between children from rich and poor backgrounds? That is the basis on which we will scrutinise and challenge the Government’s policy. The Secretary of State’s belief in the programme is ideological. Our scrutiny will be evidence-based.

However, the bigger challenge is the hundreds of schools that need new capital investment and that are not in today’s announcement, including in areas with a severe shortage of school places. Is not the central problem here that the Secretary of State got such a terrible spending review settlement for schools capital from the Treasury a year ago—a cut of 60% in schools capital, compared with a Government average cut of 29%? His failure to persuade the Treasury to give education the settlement given to other Departments means that thousands of children will continue to go to schools with out-of-date facilities, leaking roofs and asbestos.

Today we have an announcement that focuses on just 68 new schools. We wish those schools well, but there are 24,000 schools in England. The Opposition will support reform, investment and innovation that benefit all schools so that we can improve standards for children in all our communities.

May I thank the hon. Gentleman for his generous words and welcome him back to the Front Bench? He was a superb Minister in the Department for Education. Like Lord Adonis and the right hon. Member for Sheffield, Brightside and Hillsborough (Mr Blunkett), he was a reformist in government and I am more than happy to underline my appreciation for the work that he did. He is the third shadow Education Secretary whom I have faced across the Dispatch Box. His two predecessors indulged in raucous opportunistic assaults on our reform programme and were promoted as a consequence. I realise that there is now a battle between ambition and principle in the hon. Gentleman’s breast. I know that he will choose principle, as he always has done throughout his political career.

I am grateful to the hon. Gentleman for the support that he has given to the university technical colleges. They are emphatically a cross-party achievement. Lord Adonis played a part. I think others, including the right hon. Member for Morley and Outwood (Ed Balls), acted as fairy godfathers to the project. I am delighted that UTCs have their support.

It is important to recognise that the English baccalaureate is there to ensure that students pursue the sort of subjects that will get them into universities. The great advantage of university technical colleges is that they also have that link with higher education institutions that help to raise aspiration for all. There is no single tool that will raise aspiration in all our communities. We have to use whatever tools are to hand. I believe that the English baccalaureate, as so many head teachers are demonstrating, helps alongside high quality vocational education, to raise aspirations and increase the number of students going into higher education.

The hon. Gentleman said that when he was looking at free schools, he wanted to apply a series of tests. The tests that he asked me to apply are: will they extend opportunity, will they drive up standards, will they have a fair admissions policy and will they close the attainment gap? Those are four sensible tests, and I would add a fifth—can they ensure that we have a low-cost way of adding capacity to our school system so that exactly the solution to the problem that he alluded to, the need for good school places, was found at the lowest possible cost?

The hon. Gentleman asked me about capital and drew attention to the difficulties that we have with capital in the Department for Education. These difficulties, I am afraid, are a consequence of economic decisions that were taken while he was out of the House by his successors in the Labour Government, and they landed us with a poisoned economic legacy. We are doing our very best to deal with it, and one of the things that we can do is ensure that we get more schools more cheaply. That is why I am so delighted that as well as the additional sums that have been made available for school repair, and as well as the additional sums that we are making available for new schools, the free schools programme has seen schools being delivered at a unit cost lower than was the case under the Labour Government’s school building programme.

Finally, the hon. Gentleman asked me whether I regretted not getting the same settlement for the Department for Education as other Government Departments. No, I do not regret it. I am delighted that we secured the same level of funding in cash terms for education as the previous Government had secured. I am delighted that we had the best revenue deal of any domestic Department, apart from the Department of Health. I am overjoyed that, thanks to the support of our coalition partners, there is £2.5 billion of additional money going in the pupil premium to the very poorest schools. It is additional money being spent in a progressive cause, and it is deliverable only thanks to the leadership shown by two parties working together in the national interest.

The Secretary of State is bringing choice and diversity to our education system while seeing off his shadow at the same time.

For too many 14-year-olds school is an ordeal from which they learn and benefit not at all. I welcome the support for more UTCs, but for those who do not have the choice of a UTC, what steps will the Secretary of State take to ensure that young 14-year-olds can go to college instead of school if they wish?

My hon. Friend makes a very good point, which is that we need to think hard about the paths that those from the age of 14 will follow. One of the things that I believe we can do is ensure that high quality further education colleges make available their resources, whether through sponsoring underperforming schools or allowing lecturers or others from FE colleges to operate in schools. Following on from the Wolf report, we have already changed the law to allow that to happen. But there is more that can be done to integrate the great work that FE colleges and schools do.

May I challenge the slight complacency that I noticed in the Secretary of State’s speech when he referred to UTCs? Is it not true that if we are going to do anything about the competitive position of this country and if we are going to win new markets and offer rising living standards in this country, we do not want a Secretary of State coming to the House offering 13 UTCs? We want a Secretary of State coming and offering 113 such bodies. When does he expect to announce the next round of UTCs? When he does, I hope he will include Birkenhead in the list.

There are few parts of the country that need schools of quality more than the areas around Merseyside. In Birkenhead, the young people who want a better future are lucky to have such a great champion. We will be bringing forward more UTC proposals, but sadly our capacity to invest in schools of that quality is constrained inevitably by the poisoned economic legacy that we were left.

Does my right hon. Friend agree that UTCs are an essential instrument of social justice, that they transform how we look at vocational education and that they provide young people with a conveyer belt to apprenticeships? Will he also confirm that strong bids, such as that from Harlow college and Anglia Ruskin, will be considered in the next round and that there will definitely be funding for the next phase of UTCs?

Absolutely. My hon. Friend, like the right hon. Member for Birkenhead (Mr Field), wants me to go further and faster with reform. If only I could. I can confirm, however, that strong bids, such as those from Birkenhead and Harlow, which have not made the cut this time but which benefit from having very effective constituency advocates and strong backing from an outstanding college or a great university, are bids that we would like to be able to support in the future. We shall continue to work with bidders to try to ensure that they can be agreed.

On a recent visit to the Department by the Education Select Committee, officials said that they were surprised by the rate of applications for academy status. Undoubtedly many schools will be applying for the right reasons—because they want to unleash the educational potential among their teaching staff and youngsters. However, others will be drawn by the financial carrot—capital—or by the fear of being left behind if they do not apply for that status. Is the Secretary of State certain that he has the resources to fund this package appropriately without leaving other schools behind?

Absolutely. That is a very good point. The hon. Gentleman, in local government and the House, has always tried to ensure that we fund schools equitably. We have always sought to ensure that maintained schools and academies are funded fairly. The word “carrot” is sometimes used to describe the incentives inherent in academy status, but I want to make it clear that if a school becomes an academy, it does not receive any additional money. It is just that it can spend money on it pupils’ priorities—money that had hitherto been spent by others on their behalf.

It is right that we ensure, when new schools are established, that they add to the great schools already there—whether through a different type of pedagogy or capacity. I am grateful to the hon. Member for Liverpool, West Derby (Stephen Twigg) for underlining the point that I made at the Conservative party conference—the fact that we need new schools and need to reform should not take away for a moment from the significant achievements that have been made over the past several years by schools and teachers doing a great job in the maintained sector.

My hon. Friend makes my own case better than I could ever make it myself. It is true. We have seen with the academy programme that excellent schools prompt the question, “Why can’t all schools be like that?” As more schools adopt longer school days, longer terms and more personalised learning, parents increasingly ask, “Why can’t more schools offer what these schools are offering?” It is a virtuous circle that raises aspiration and attainment for all.

Seventeen scheduled new academies, including three in my constituency, did not go ahead this September because the Secretary of State cocked up the primary legislation on academies and private finance initiatives. I pay tribute to my right hon. Friend and the parents of Sandymoor on the announcement of the new free school there. I am delighted that one of the first free schools was opened in the hon. Lady’s constituency. I would be delighted to visit it with her. I am also delighted that organisations such as University college London have sought to extend academy provision in Camden. Sadly some small-r-reactionary and small-c-conservative elements in the local Labour party have not advanced that cause. I cannot imagine that she would make common cause with those who put ideology above children’s futures.

I am grateful to be able to confirm that there will be a school that should take students, I hope, from both the constituency of the hon. Member for Ealing North (Stephen Pound) and my hon. I think that I was one of the few MPs who attended the skills olympiad. I was impressed by what British young people could achieve, but I am concerned that the English baccalaureate will reduce the practical skills that young people can learn. Will the Secretary of State think again, as I have asked him frequently to do, about including at least one subject in which young people are making, creating, doing and that will count towards the basic five GCSEs that he expects schools to provide?

I underline to the hon. Lady that the principal accountability measure for schools is five GCSEs, including English and mathematics. Among the other three GCSEs or equivalents, there can be a number of applied, technical and vocational areas. The English baccalaureate is a useful accountability measure and raises aspirations, but it is not the be-all and end-all and it has never been the opinion of the Government that it should be. We recognise achievement in all its forms, and it is incumbent on everyone, on both sides of the House, to celebrate the achievement of those who succeed vocationally, as she did in the first half of her question.

My right hon. Friend will not be surprised to hear that I am delighted that the UTC for new technologies has been approved for Daventry. It is vital for raising aspirations among young people in my constituency and the surrounding area. Part of the vision for the Daventry UTC is to use local procurement solutions for the design-and-build phase. It is envisaged that the lead sponsor, Moulton college, and its partners will be looking for local architects and contractors to assist with the design and build. Will there be flexibility in the procurement phase for UTCs to allow for this, as alluded to by the Chancellor in his previous statement?

The Secretary of State referred to faith schools in his statement. He might not be aware that there are a number of faith schools across the UK, including a couple in my city of Stoke-on-Trent, that, because they are voluntary aided, are having to pay VAT on the Building Schools for the Future money that is being made available to them. Will he meet me to discuss this issue in greater detail, because it is sapping huge amounts of money that should be going to children but is actually going to the Treasury?

In Erewash, we have seen a number of academy schools established over the past year, including two conversions by the Ormiston trust, which stepped forward and opened those two schools during this academic year. The pace of change has already been mentioned, but for me it is the positive response from head teachers and schools coming forward and taking on this programme with gusto and enthusiasm that really shows that the drive for autonomy and excellence must go on.

The Secretary of State will be aware that, as well as new schools, we will have a new chief inspector of schools, Sir Michael Wilshaw, whom I first met when he was head of St Bonaventure’s school in Newham, where he ran an inner-city boys school that was 95% African and Afro-Caribbean and got outstanding results. Does the Secretary of State agree that Sir Michael will bring to the inspectorate the same inspired leadership and emphasis on standards that he had at St Bonaventure’s school and at Mossbourne academy?

My right hon. Friend has shown his concern for the relative disadvantage often experienced by service children by including them in the pupil premium. One of the main problems is that those children, because they move around a great deal, are sometimes particularly disadvantaged when they apply to the best schools. Of the six secondary schools in my constituency, three have been built new and three rebuilt, thanks to the Labour Government, so I am pleased that the Secretary of State and the Government have agreed to a proposed new 800-place academy near Victoria park in my constituency. It has the benefit of being sponsored by Mossbourne academy, which has a strong track record. In his haste, how will he ensure that other new academies meet the same high standards that all Members across the House would like to see?

I know she has returned to the Back Benches, so may I say on a personal note that I thought she was a distinguished member of the shadow Cabinet and that she has fought amazingly hard for her constituency? Her question absolutely gets to the nub of it. I am delighted that we are supporting the new Victoria Park academy and that it is linked with Mossbourne academy. I will continue to work with the Learning Trust in Hackney and will ask the new chief inspector, whoever he or she may be, to keep a special eye on that borough. I, too, attended the world skills event at the ExCel centre—I was supporting my constituent, Andrew Fielding, from MBDA, who was competing in electronics. His employers and others at the event told me how essential it is that young people are taught technology in school. What will the Secretary of State do to ensure that there is good technology teaching with up-to-date equipment for all young people in all schools, not just technology colleges?

Friend’s constituency, he showed me not only a superb existing maintained school that needed additional support, which I was delighted to visit, but the parental campaigners for the Ingleby Barwick free school. The Secretary of State is probably aware that the Greenwich free school, which is one of those approved in his statement, has not yet got premises. The site that the school is looking at is, in my judgment and that of others, including the education authority, very unsuitable for a secondary school. I understand his wish to proceed fast, but he will appreciate that going too fast without suitable premises could be a recipe for disaster for something that ought to be a success. Will he ensure that his officials and the promoters of the Greenwich free school give more attention to finding a really suitable location?

That is a very fair point. I know that some promoters have superb visions for their schools and that there is real demand, but in some areas, such as London, there are difficulties in securing the right site. If we can work constructively, I am sure that we can make it happen.

We are all committed across the House to rebalancing the economy and ensuring that, in addition to our strength in financial services, we recover our strength in manufacturing. If we are to do that, we need to ensure that children acquire the necessary mathematical and scientific skills at the earliest possible age. I think that the involvement of more than 130 companies in the UTC programme, as well as high-performing higher education institutions, will help us to do just that.

I am afraid that I must inform the Secretary of State that the Tory group on Darlington borough council somewhat embarrassed him recently by inviting Lord Baker to Darlington to discuss the prospect of a UTC. I do not think that they fully understood the scheme, because in Darlington we have enough secondary school places. The scheme seems quite inflexible, as a new school would have to be established, rather than an existing one converted. Will the Secretary of State spare their blushes in future by allowing schools to convert, rather than being brand new?

Rather than embarrassing me, Darlington Conservatives have shown that they have exceptionally good judgment by inviting Lord Baker rather than me to address them. I absolutely take the hon. In addition to welcoming the announcements made today, I would also like to welcome the Government’s recent announcement of the £500 million pot for rebuilding the most dilapidated schools in the country, such as Todmorden high and Calder high in Calder valley, which never qualified under BSF because they overachieved and there was no deprivation. Will the Secretary of State look at guidance for those many schools across the country that want to convert to academies but are so dilapidated that the fabric of their buildings is a liability for the people doing it?

Those are two very fair points. I would never want to prevent any school that wanted to become an academy from doing so, nor would I wish to coerce unduly any school that was reluctant to take that step, but it is important that any judgment on capital be made on the basis of need, not on the status or location of any school. That is why schools such as the Duchess’s community high school in Alnwick, a school I visited along with Todmorden high, which were not in the Building Schools for the Future programme, are being judged alongside other schools that were, and they are being done so on a totally equal basis.

Some two hours ago, my right hon. Friend the Member for Rother Valley (Mr Barron) received a faxed letter from the Under-Secretary of State for Education, the hon. Member for East Worthing and Shoreham (Tim Loughton), announcing the opening of a free school in my constituency. It is called Rotherham, not Rother Valley. The proposed head teacher, Miss Charlotte Blencowe, is a failed Conservative municipal candidate who was rejected from a job at Clifton comprehensive and wants to open the school on a disused B&Q site next to one of the busiest and most fume-filled roundabouts in south Yorkshire.

I have had no communication on the matter, and it is going to cause real problems. We have falling rolls in Rotherham, but we had the best GCSE results this year, beating the Department’s own standards, so will the Secretary of State, out of courtesy, meet me to discuss the issue, and will he at the Dispatch Box now guarantee that no money is to be taken from the existing education budget for Rotherham in order to allow Miss Blencowe to award herself, as the Secretary of State said, the salary that she deems appropriate?

The Secretary of State must be heartened by the encouraging words from Members on both sides of the House for his policy announcement today, but, as he knows, there are still Sirte-like pockets of opposition to his policies from stonewalling councils and knee-jerk ideologues in some unions, including unfortunately the general secretary of the NASUWT, who today claimed that for young people UTCs

“could reduce their employment chances later on.”

Does the Secretary of State agree that the best action the shadow Secretary of State can take is to go back to his union paymasters and tell them to drop their opposition to UTCs and free schools and get on board with a policy that is all about social mobility in our country?

May I clarify the Secretary of State’s response to my hon. Friend the Member for Ealing North (Stephen Pound)—that head teachers and teachers in free schools will not be subject to the public sector pay freeze? Will there be any upper limit at all, or will governors and trustees be able to pay those people whatever they want? Will there be a limit so that such teachers cannot pay themselves 20% more than the lowest-paid member of staff?

Not just free schools and UTCs, but all academies have the freedom to depart from national terms and conditions, and, as a result, teachers in academies, even though they are younger on average than teachers in other maintained schools, are paid on average £1,000 a year more. I personally think that, notwithstanding the real problems we have in dealing with the poisoned economic legacy of the previous Government, we should do everything we can to reward great professionals. Paying teachers more at every level is something that we, across the House, should aspire to do as resources allow.

The Secretary of State will know that in West Suffolk we have two proposed free schools at different stages of development to replace closing middle schools. Will he join me in urging parents not only in Brandon, at the Breckland middle school, but in Ixworth and in Stanton to put forward expressions of interest in joining the free schools—whether or not they come through, and I hope that they do—in order to ensure that the project gets off the ground?

Absolutely. One of the great things about Suffolk as a local authority is that its leader and its lead member for education recognise that, at a time of change, embracing academies and free schools can complement the already great state schools for which they are responsible. Will the Secretary of State join me in congratulating the All Saints junior free school, which opened its doors in my constituency in September? The reason why parents pressed for it is quite simple: there is huge pressure on school places in Reading, parents and students are not able to obtain their choice of feeder school, and the school’s opening will help parents and students throughout Reading.

It is only right that free schools and, indeed, academies should follow the school admissions code, particularly in relation to the high priority that should be given to looked-after children. Yet, despite having been given that highest priority for many years, there is still a dearth of looked-after children in our best schools. What can the Secretary of State do to encourage new free schools and academies to play their part in raising the social mobility of, in particular, children in care?

Looked-after children, like children who are eligible for free school meals, are eligible for the pupil premium, which is a strong incentive for free schools either to prioritise admissions or to locate in a way that helps those children. More needs to be done, however, and we will bring forward some proposals, I hope, later this year to help ensure that the whole care and education system is better oriented towards the welfare of looked-after and adopted children.

I am delighted to welcome the news that the Visions Learning Trust’s proposal to create a UTC in east Lancashire has been approved. The bid was sponsored by Rolls-Royce, Fort Vale Engineering, Graham Engineering, Weston EU, Training 2000 and many other significant employers in my constituency. Does the Secretary of Stage agree that, in an area as reliant on manufacturing as Pendle, that is a huge boost to local businesses and jobs?

I was thrilled to receive the letter from Lord Hill stating that the proposed school in Saxmundham has been given clearance to go to the next stage, and I am sure that my right hon. Friend the Secretary of State will join me in thanking parents, community leaders and the Seckford Foundation for taking the scheme further, but what advice does he have for certain head teachers in neighbouring schools who see it as a competitive threat, rather than as a welcome addition to the educational offering in Suffolk?

The experience so far of existing head teachers, where new free schools have been set up, has been in some cases concern before the application has come forward and, afterwards, some trepidation, but after the school has opened there has been a general recognition that wider choice and an emphasis on helping the most disadvantaged students has helped to raise the prestige and reputation of state education overall, so such proposals should be seen as friendly emulation and not as a threat to any school.

Last week, I visited a school in Bradford, you will not be surprised to hear, Mr Deputy Speaker. Indeed, you will know that it was not in Bingley and Ilkley when I tell you that 60% of the children in one year 3 class were not in it in year 1. We have more than 7,000 in-year starters in our schools, and that exceeds the number of children who start in reception class each year. That is the level of mobility and churn, so will the Secretary of State please tell me how on earth the local education authority is to fulfil its statutory responsibility for the strategic planning of school places at the same time as maintained sector begins to fragment completely?

I am grateful to my hon. Friend for his question. I appreciate that one of the challenges in Bradford is that we have not just huge population churn, but different communities with different needs and a requirement to ensure that those communities feel that they are part of one Bradford. It is therefore important that, when we bring forward proposals for free schools and the growth in academies, we recognise the achievement of the local authority and of the leadership of existing maintained schools. I hope that, before too long, I will have the chance to come to Bradford and talk to existing and new head teachers about how we can all work together in the interests of Bradford’s children.

I warmly welcome my right hon. Friend’s statement. I am delighted that the new school that I championed in Reading East is moving towards a 2012 opening. Will he confirm that UTCs are an essential addition to choice in our schools and join me in acknowledging the huge contribution that Lord Baker of Dorking has made to this successful programme?

This morning, I visited Harestock primary school in my constituency, where nearly 20% of pupils have a family member serving our country in the armed forces. The Secretary of State knows how warmly I welcome the new school places that the Government have created, but many of the service parents whom I met this morning are greatly concerned about the availability of school places in the system, as families return from Germany over the next few years. Will the Secretary of State work with his colleagues at the Ministry of Defence to see that those families can come home with some confidence in the next two or three years, instead of feeling fear, as they do currently?

I absolutely will. Of course, it is for the best of reasons that 14,000 service personnel are returning from Germany; thanks to the inspirational leadership of Baroness Thatcher and Ronald Reagan, we won the cold war and are able now to welcome back the servicemen of the British Army on the Rhine.

We need to make sure that those who have worn the Queen’s uniform enjoy the best possible education. The service premium and the additional changes that we are making to the admissions code are part of that. Of course, we have to work with the Ministry of Defence to do so, and I will be delighted to work—for many years to come, I hope—with my right hon. Friend the Member for North Somerset (Dr Fox), who is doing such a great job in championing service families and defending the armed forces covenant.

To finish on a factual note, how many free school applications have been rejected or declined and what percentage is that of the total?

More than 200 have been declined. I should emphasise that some of those were free school applications that had significant merits, but required additional work to take forward. One of the reasons why only some 50-plus were taken forward is that we wanted to make sure that every free school application was meritorious.

The point was well made by the shadow Education Secretary—the quality and performance of charter schools in the United States was variable. However, in states where the performance of charter schools was strong, a filter had been placed by the authorising authority to make sure that only the best applications went forward. Overall, between a fifth and slightly more than a fifth—I do not know the exact percentage—of proposed schools have been approved. One of the reasons for that is that, like the hon. Gentleman, we want to make sure that when we spend public money, it goes to people who are going to use it in the public interest.

I am today announcing that the Standards and Testing Agency (STA), a new Executive agency of the Department for Education, will commence operating on Monday 3 October. The STA will be responsible for the development and delivery of all statutory assessments from early years to the end of key stage 3.

This work was previously carried out by the Qualifications and Curriculum Development Agency, which—subject to the will of Parliament—will cease its final remaining functions in March 2012.

We have had a very good debate today, and the speeches of hon. Members on both sides of the House have been of a uniformly high standard. The contributions made by hon. Friends and other hon. Members have made me proud to be a Member of Parliament. It was a vindication of your decision, Mr Speaker, to recall the House. In the past 15 months, Parliament has resumed its central place in the life of the nation, and the House and its Committees have done superb work. Once again, today, Members have faithfully reflected their constituents’ concerns and spoken in a way that enhances the reputation of the House and electoral politics.

I am particularly grateful to hon. Members from Lewisham, Enfield, Ilford, Ealing, Wolverhampton, Hackney, Tottenham, Battersea, Bristol, Liverpool and Manchester for their speeches, which reflected their direct personal engagement with those who have been victims of this terrible week. The fact that they all spoke with such force and eloquence underlines the fact that we have Members who listen and are in touch, who act and then report back and who analyse what has gone wrong and argue for a better country. In that sense, when I hear calls for a commission of inquiry, I take the old-fashioned view that Members of Parliament are inquiring into the state of the nation, reporting back to the House and arguing passionately for change and that we should always stress that there is no better voice of the nation than this Chamber, and it has never done its job better than at the moment, reflecting the anger but also the hope of our constituents.

Despite what the right hon. Gentleman has just said, does he understand the concern not just in the House but across the nation that a public inquiry should be held into the events that have gone on? This has been a national event; it has affected people in every part of the country, and if it is simply left to a Select Committee, they will not feel that it has been properly addressed.

The point was made constructively, and I hope to respond in a constructive fashion. I will not rule anything out at this stage. We are still in the middle of restoring order. It is vital and appropriate that we show ourselves open to learning lessons, but I absolutely have confidence in the right hon. Member for Leicester East (Keith Vaz). The Home Affairs Committee has done a great job in the past 15 months, and he will do a superb job. The terms of reference of his inquiry seem to be broad and comprehensive. But, of course, lessons will need to be learned, and while we are in the process of restoring order it would be premature for any of us to say that our minds are closed to any constructive suggestion about what we can learn.

Will the right hon. Gentleman give way?

I should like briefly to refer to four particularly outstanding speeches that were made during the debate, the first of which came from the right hon. Member for Tottenham (Mr Lammy). The points that he made resonated. From the moment that Mark Duggan’s tragic death came on to our television screens through to the horrific scenes that we saw over the weekend, the right hon. Gentleman’s voice has been one of common sense and moral clarity at a difficult time. His speech again today was superb, when he pointed out that the vast majority of young men did indeed show respect and restraint through the past week because they have grown up with a male role model, a moral code and a recognition of boundaries. He made the critical point that our great cities of course rely on our police forces, but ultimately order is policed by individuals who show pride, shame and responsibility to others. I could not have put it better myself.

I also agree with the sentiments expressed by the hon. Member for Lewisham East (Heidi Alexander). I share her sorrow at having to come back to this House from her honeymoon, but I have to say that, even though her husband may be disappointed, her constituents should be proud of her for the speech she made today. She pointed out that the riots are a result of disaffected and marginalised youth who have grown up in households where no one gives a damn, where violence is glamorised and where there is real poverty, particularly of responsibility and aspiration. It was a superb speech and she has done a great job for her constituents.

My hon. Friend the Member for Enfield North (Nick de Bois) drew a vivid and affecting picture of how one of London’s most attractive suburbs could be convulsed by violence, as individuals intent on wrongdoing took to the streets in the most wicked of ways. He asked detailed and constructive questions about the roles that the local authority, schools and TFL can play in making sure that our response to future events is sharper. We will write to him to ensure that his constituents’ concerns are addressed.

My hon. Friend the Member for Battersea (Jane Ellison) made a brilliant speech, in which she spoke up with passion on behalf of her constituents, pointing out that, for all those young people who picked up a brick in anger or greed on the night that violence gripped her constituency, there were many, many more who picked up a broom in optimism and hope the next morning. That underlines what the past week has shown: both the worst and the best of our country.

We see the worst when a 31-year-old man who is a learning mentor in a primary school, whose job is to inspire the young, is found guilty of burglary. We see it when a daughter of a millionaire couple who had the best education the state can provide becomes, it is alleged, a getaway driver for two other young criminals. When we watch the video of a young boy, who travelled across the world from Malaysia to study in this country because he saw us as a civilised community and a place of hope and learning, apparently being helped up, only to be robbed, all of us are sickened and ask: how can this happen in our country? When we think about the Sri Lankan couple, who fled civil strife in their own country to come here and build a life and a business, only to see their business trashed by criminals, or when we think of Salford town centre, which has been regenerated by an imaginative town council and a great MP, sent back a generation in one night by the violence of thugs, we all ask ourselves: why has a culture of greed and instant gratification, rootless hedonism and amoral violence taken hold in parts of our society?

Even as we despair, we can hope, because we have also seen the best of Britain this week, such as the volunteers mentioned by many today who took part in the clean-up operation immediately afterward. The hon. Member for Hackney North and Stoke Newington (Ms Abbott) made the vital point that local authority officials, officers and workers have done an exemplary job, not least in her own constituency, where the mayor of Hackney, Jules Pipe, has shown real civic leadership. The way in which people who take pride in their community worked hard the next day to clean up the mess that had been created by an amoral minority was, to my mind, the very exemplar of public service. Also, let us not forget the work of the fire and ambulance services, who, alongside the police, risked life and limb to restore order and to ensure that people were safe.

We should take pride in the way in which multicultural Britain rose to this unique challenge: the Turkish citizens of Dalston who defended their families and businesses; the Sikh citizens of Southall who defended their gurdwara and their families; and the British Muslim citizens of Birmingham who sought to defend their communities. When three of them were mown down by one evil individual, we saw the best and the worst of Britain clash in one moment. All of us were moved beyond words by what Tariq Jahan said about the death of his son and the lesson that we should learn. We have seen modern Britons across this country stand up for old-fashioned British values of decency, solidarity and a determination to protect the vulnerable. If there are examples that we should bear in mind in this House and in our work in the weeks ahead, it is the leadership that those individuals have shown.

As well as seeing the best and the worst, we have witnessed a conflict on our streets between right and wrong. Those who have been committing these acts are individuals without boundaries, respect for others, or any moral sense. Those who were standing out against them and protecting us were the police. Let me pay tribute to the courage that has been shown by ordinary officers in the course of this week. Their leave was cancelled. Many of them have been working with very little sleep, facing the prospect of real violence and damage to life and limb, yet have uncomplainingly gone out there to protect us. We can be proud of those officers and the commanders, who have had to take terrible risks but who have ensured that for the moment order has been restored.

We heard how borough commanders from Hackney to Wandsworth and Ealing to Redbridge have ensured that the reputation of the Met, having taken a battering in recent months, is once again restored as a force that we can all take pride in. The chief constables of west midlands and Greater Manchester, faced with tremendous challenges, have also shown courage and imagination. We should applaud their bravery. Yes, there will be lessons to be learned. Yes, inevitably, in a difficult situation, when there was no intelligence of what was going to happen, mistakes will have been made, but how many of us could show the same degree of courage and resolution, faced with young men bent on violence and determined to cause havoc, when we knew that if we stepped out of line or transgressed the rules, we could find that our own life, livelihood and reputation were gone? Let us remember just how difficult modern policing is, before any of us casts a rhetorical stone at any of those individuals.

There were, across the House, widespread expressions of support for the police and for a more robust stance in the future. Having talked to a variety of police officers over the past week, I know that the sentiments expressed in the House go with the grain of policing opinion. My hon. Friends the Members for Ealing Central and Acton (Angie Bray), for Beckenham (Bob Stewart), and for Ilford North (Mr Scott), the hon. Member for Lewisham East and the right hon. Member for Salford and Eccles (Hazel Blears), all of whom encouraged the police to take a more robust stance, will find and have found a willing audience in those who are responsible for deploying the forces that maintain order.

Both my right hon. Friends the Prime Minister and the Home Secretary agree. I have been privileged to spend time attending the Cobra briefing meetings over the past week, and I have seen the degree of willing co-operation, energy, imagination and determination on the part of both the civil powers and the police to deal with the situation that we faced.

Of course there are suggestions from hon. Members about things that we might consider in the future. I was particularly struck by the powerful speech from my hon. Friend the Member for Kettering (Mr Hollobone) who, speaking as a special constable, made a strong case for the deployment, if necessary, of water cannon. Let me underline to the House that the operational requirements of the police will be met in full by the Government. If they need support or help, they will get it. Yes, it is the Home Secretary’s ultimate decision whether a police force can use water cannon, but if any chief constable considers it appropriate to deal with any aspect of civil disorder, this Home Secretary has made it clear that she is on their side, and I hope the whole House will be. Mercifully, those steps have not needed to be taken, and our tradition of community-based policing by consent has seen our police force restore order to our streets with the help of our communities.

As we look at the way in which the police operate, it is important that we do not back-pedal on reform. Our police are still held back by a legacy of bureaucracy that I know all of us on both sides of the House want to tackle. There are still 1,000 process steps and 70 forms to get through when they are dealing with a simple burglary. Twenty-two per cent. of police time is spent on paperwork. Jan Berry, the former head of the Police Federation, has pointed out that one third of police effort is over-engineered, duplicated or adds no value. We can reform our police force in order to ensure that the officers we have are there on the streets where we need them, and this should be a cause that unites us across the House in a determination to ensure that police professionalism is respected.

But as the right hon. Member for Tottenham pointed out earlier, when we want our streets policed, we need them to be policed as much by the moral self-restraint of individuals as the uniformed presence of officers, and that means that we need to affirm at this time the values that we all know have been overlooked or neglected in the past. We all know that a culture of dutiless rights has led to a generation of parentless children. Being a father means taking on the most important job in the world, and those who are there when a child is conceived should be there when a child is raised. We need to remember: I am my brother’s keeper. We have a responsibility to others, and all of us find a fulfilment in service that is greater than anything that can be found in shallow hedonism or instant gratification. We need to say to the young people of this country—and the overwhelming majority know it and want to hear it affirmed—that hard work, self-discipline, aspiration, respectability and respect for others, the values by which they lead their lives, are the values that we will defend whenever and wherever they come under attack. I am so grateful that so many Members from both sides of the House have affirmed those principles tonight—
