Commons ChamberI welcome the hon. Member for Stoke-on-Trent Central (Tristram Hunt) to his place as shadow Secretary of State. It is a pleasure to have a historian representing the Labour party on this issue and it was a joy for me to hear him talk about Hobhouse and Keynes, Owen and the mechanics institutes. It is marvellous to have a historian there. However, when he was asked by one of my hon. Friends about more recent history, to wit the Labour party’s record on teaching, his mind was a curious blank. He said he was focused on the future. What a pity that when he was asked that first history question, he passed.
No. What a pity that when the hon. Member for Stoke-on-Trent Central was asked about one of his former history teachers—Mr Morris, I believe—like Peter, he denied him thrice, and when he was asked to stand up for Mr Morris, who has done so much for this young lad to help him into the position he now enjoys, he refused to stand up for him. When he was asked by my right hon. Friend the Member for Bermondsey and Old Southwark (Simon Hughes) about Labour’s record on education, once more he declined to answer the question. He may have a PhD from Cambridge, but one thing he has to learn about education in our state schools today is, “You do not pass if you don’t answer the questions.” He did not answer the questions; he has failed his first test in the House of Commons.
No, thank you. [Interruption.] The hon. Gentleman has not even asked a question, but I will answer all his points in due course.
As the hon. Member for Stoke-on-Trent Central knows, we are fortunate because under the coalition Government we now have—[Interruption.] I will answer the question; he did not. We now have the best generation of teachers—
In a moment; all in good time. [Interruption.] I know the hon. Gentleman is impatient; he is a young one as well.
We have the best ever generation of teachers in our schools. Gerard Kelly of The Times Educational Supplement has said:
“Contrary to most reports, teaching in Britain has never been in better health”
and it
“is a more respected profession and a more attractive graduate destination than it has been for many years.”
We are also fortunate that we have, as the OECD has reminded us, the best generation of heads in our schools, and more and more of them are now enjoying the autonomy from bureaucracy and freedom from micro-management that the coalition Government have brought. They need that freedom because of the problems we inherited in our education system. As the OECD reported just last month, our 16 to 25-year-olds—those who were educated under Labour—have some of the worst levels of literacy and numeracy in the developed world. We are the only country in the developed world whose oldest citizens are more literate and numerate than our youngest adults, and what makes matters worse is that educational underperformance under Labour was concentrated in the poorest areas.
I thank the Secretary of State for giving way. It seems to me that his maths is not quite adding up, because surely those teachers who are coming into our schools now, and who are, as he just said, the best teachers that have ever come through, will have been educated under a Labour Government. Why is he running down the profession and why does he not agree that those teachers who are qualified should be joined by the other teachers becoming qualified?
How could I be running down the profession when I have just applauded this generation as the best ever? Why is the hon. Lady so ungracious that she does not acknowledge that under this coalition Government we have the best quality of teaching ever?
Let me answer the question that the hon. Member for Stoke-on-Trent Central failed to answer. He has one sole criterion by which a good teacher will be judged: the possession of a single piece of paper which entitles someone to QTS. That is all he talked about in his speech. [Interruption.] He cannot have a second bite at the cherry. No resits for the hon. Gentleman. That was his case. But the truth is that under Labour the number of unqualified teachers rose and under the coalition it has fallen. When we came to power there were 17,800 unqualified teachers in our schools. The figure decreased to 15,800 and is now 14,800. Under Labour, the number of unqualified teachers rose to a high point of 18,800, so by the criterion that the hon. Gentleman applies the last Labour Government were a signal failure and this coalition Government have been a resounding success.

Interestingly, the hon. Member for Stoke-on-Trent Central called Teach First “Labour’s Teach First”. That will be a surprise to Brett Wigdortz, who set it up; it is a charity. It is wholly contrary to the co-operative spirit that the hon. Gentleman lauds that he instantly nationalises every worthwhile initiative. Let us not forget that when Teach First was launched, the National Union of Teachers, which seems to be writing Labour’s policy these days, accused “Teach Firsters” of being unqualified. One teacher at the time said:
“When I first”—
heard about—
“Teach First I just thought ‘no way’…My fear was that they were totally untrained teachers.”
But Andrew Adonis, someone who does know something about state education, pressed ahead and backed, as we back, Teach First, and “Teach Firsters”, who were damned as “unqualified teachers” at the time, are now responsible for securing an improvement in every school in which they operate. They were damned as “unqualified” and introduced by a charity, and they are driving up standards. That proves that we have the best generation of teachers ever in our schools, and it is all a direct result of the initiative of individual teachers and the generous support that we have given, because Teach First has expanded as never before under this Government.
Will the Secretary of State confirm that it was the Labour Government who supported the introduction of Teach First and supported its expansion? Will he also confirm that the figures he quoted on an increase in the number of unqualified teachers, which were in a parliamentary answer to me from the Minister for Schools, include people undertaking Teach First who are on their way to qualified teacher status?
I will happily acknowledge that there are fewer unqualified teachers now, under the coalition, and that it was we who expanded Teach First. What the hon. Member for Stoke-on-Trent Central failed to acknowledge when he was asked a direct question by two of my colleagues is that Labour’s record on teacher qualifications was weaker than ours.
Will the Secretary of State also confirm that the situation is worse than those figures on unqualified teachers would suggest, because we also saw a massive increase then in the use of cover supervisors, who were often used for very long periods to teach GCSE courses that they had never passed the exams for?
As ever, my hon. Friend is absolutely right. He speaks with experience from the front line and he knows that it was under Labour that, unfortunately, there was a growth in the use of cover supervisors in a number of schools. Unfortunately, in tough schools such as the one he helped to turn round we did not have people with the qualities needed to hold the attention of a class and to transform young lives. That is changing now, and one reason for that, which the hon. Member for Stoke-on-Trent Central failed to acknowledge, is that we are introducing a raft of reforms that are helping to improve teaching in all our schools.
May I, for a moment, just raise the level of debate, rather than have this ding-dong? We all want well-qualified, well-motivated teachers who are continuously professionally developed—that is the truth. We should agree on this across the Benches and get on with it, rather than raking over daft stats from the past.
I am only too happy to agree with the hon. Gentleman, who, as ever, speaks sense. However, it was not the Government who brought this motion and it was not me who failed to answer the question politely put by my right hon. Friend the Member for Bermondsey and Old Southwark. I am enlightening the House in a way that, I am afraid, the hon. Gentleman’s Front-Bench team failed to do. I agree with him about continuous professional development, which is why we are changing the way in which we support teachers, through the establishment of teaching schools. We have 357 teaching schools that have been established. I presume that the hon. Member for Stoke-on-Trent Central supports that initiative, applauds the teachers who are involved in it and believes it is the right thing to do. It will be interesting to see whether the hon. Member for Cardiff West (Kevin Brennan) backs it when the opportunity comes.
We are also changing the way in which teachers are trained. The Times Higher Education has reported that under its new inspection regime Ofsted pointed out that school-centred initial teacher training—SCITT—is in many cases better than higher education initial teacher training. According to Times Higher Education, 31% of the school-centred initial teacher training centres inspected were outstanding whereas only 13% of higher-education institution centres were. So we are moving teacher training from those institutions that are performing less well relatively—some of them are still “outstanding”—to those that are performing better. That is a real improvement in the quality of teacher training and professional development.
We have also introduced tougher standards, by which all teachers are judged. We got rid of the fuzzy standards that used to prevail under the previous Government and we have drawn up new, professional standards. They were drawn up by Sally Coates, the head teacher of Burlington Danes academy, in alliance with Joan Deslandes of Kingsford community school, Patricia Sowter of Cuckoo Hall and Sir Dan Moynihan of Harris academies. Again, the question for the hon. Member for Stoke-on-Trent Central and his Front-Bench colleagues is: do they believe that the introduction of these new teacher standards was the right thing to do? Do they support them? Do they back them? Do they recognise that they drive improved performance in the classroom? Do they also recognise that as a result of our changes the quality of teaching is higher than ever before?
My hon. Friend the Member for Beverley and Holderness (Mr Stuart) rightly pointed out that we have a tougher Ofsted regime and a more rigorous accountability regime than ever before; it is tougher for someone to prove that they are outstanding. Under Labour 13% of teaching at primary schools and 11% of secondary teaching was outstanding, whereas the latest figures show that under the coalition Government those proportions have risen. The number of outstanding primary lessons has increased by 12% and the number of secondary lessons judged “outstanding” has gone up by a third. So more quality teaching is benefiting more students in more schools as a result of the changes we have made.
I also hope that the Opposition will applaud the increase in the number of highly qualified graduates from our top universities in our schools. When we came to power only 62% of those entering the teaching profession had a 2:1 or better, whereas the figure now is 71%. So we have a prestigious profession attracting more highly qualified people and transforming more lives.
Not only do I have the privilege of being the Member of Parliament for Bermondsey and Old Southwark—the MP for Teach First—but I am still a chair of a primary school governing body and a trustee of Bacon’s college. As such, I can confirm that the view of the head teachers and the governors in my constituency is that the quality of teachers now is better than it has ever been, across the board, and that Teach First has contributed hugely to the inward pressure of new people—although, of course, with educational qualifications they would be better still.
As is so often the case, my right hon. Friend strikes a balanced and sensible note. He has made the point that under the coalition Government education has improved, and that teachers once damned as “unqualified” by the trade unions and others are driving improvement in our schools. If only we could hear more of him on education and rather less from some in the Labour party.
It is not just the quality of teaching that has improved; attainment has improved for our very poorest. One of the starkest problems in the education system that we inherited was the gulf between the achievement of the wealthy and that of the poorest in our schools. That gap has narrowed thanks to the teachers in our schools, to whom I, once again, wish to pay tribute today. At key stage 4 we inherited a gap of 27.6 points in exam performance, but that has been reduced to 26.3. At primary we inherited a gap of 21.3 points between the poorest and the rest, and that has closed to 16.8. I hope that everyone in the House would applaud that movement towards helping the poorest children do better.
To truly tackle the social mobility crisis that exists in our country we need much more radical action than the schemes, no doubt well intentioned, that the Secretary of State is talking about. Will he examine the open access scheme championed by Peter Lampl of the Sutton Trust and consider introducing it for the 100 leading independent schools in our country?
The hon. Gentleman—I hesitate to call him that because he is increasingly becoming my hon. Friend; he knows what he is talking about and is the son of a head teacher—is absolutely right to say that we need more help from independent schools in improving the state sector. I think that Peter Lampl is a hero, but one of the things that the hon. Gentleman and I both believe in—independent schools helping state schools—would be more difficult as a direct result of official Labour party policy, as it would ban teachers in independent schools who do not have qualified teacher status from helping out in the way we would both want. His aim is noble and his heart is in the right place but he is on the wrong side of the House. I hope he will come over to our side, where logic will inevitably lead him.
May I correct my right hon. Friend, because the policy is worse than that? The net effect of this highly scrutinised system of sacking people who do not have QTS will be to take high-quality teachers who make such a difference to the lives of the poorest children out of the classroom. To maintain their living, these teachers will be sent to the independent sector, where doubtless they will educate the children of people such as the shadow Secretary of State.
The Chairman of the Select Committee is right once again. This is a policy for generating unemployment for excellent teachers in the state sector and giving the wealthy—those who have the advantage of the cash that enables them to pay for an independent education—the freedom to benefit from them. It is also important to recognise that the freedom to employ whoever a head teacher believes to be important and capable of adding value to education is essential to the academies and free schools programme.
It is important that Opposition Members are not selective in their use of evidence when they talk about academies and free schools, because academic results are improving faster in sponsored academies than in other schools, and the longer schools have enjoyed academy freedoms, the better they have done. In sponsored academies, open for three years and taking advantage of the freedoms we have given them, the proportion of pupils who achieve five good GCSEs including English and maths has increased by an average of 12.1 percentage points. Over the same time, results in all state-funded schools have gone up, which is good, but only by 5.1 percentage points.
We are clearly seeing academies and free schools generating improved results for the students who need them most. More than that, free schools, overwhelmingly in the poorest areas, have been backed by Andrew Adonis and Tony Blair. Andrew Adonis said that free schools were essentially Labour’s invention and Tony Blair, the former Prime Minister, backed them, saying that they were a great idea, explicitly because they were
“independent schools in the state sector”.
He backed them because they had all the freedoms of great independent schools, like University College school and others, to do the right thing for their students.
Not for the first time, there is a lack of logic in what the Secretary of State is saying. If unqualified teachers are doing such a good job and are so able, why would they find it so hard to achieve formal qualifications?
If they are doing such a good job, why would the hon. Gentleman want to see them sacked? As far as he and those on his Front Bench are concerned, the only way in which someone can be a good teacher is if a single piece of paper is conferred on them. We believe that the right person to decide who should teach in a school is the head teacher, not the bureaucrats.
Another point that it is important to remember—I shall be explicit about this point, which was hinted at by the hon. Member for Stoke-on-Trent Central—is that there is a difference of opinion between the two coalition parties about the future of the policy on academies and free schools. It has been a success so far, one in which we share, and I pay tribute to the Liberal Democrats for supporting it.
In a second.
The difference between Liberal Democrat and Conservative policy, however, is not as big as the difference between those on the Labour Benches. In particular, I mean the difference between the hon. Member for Stoke-on-Trent Central on one side and the hon. Member for Stoke-on-Trent Central on the other. We all know that the hon. Gentleman is a distinguished historian of the civil war, and he knows all about a body politic being racked by internal division. What a pity that it is his body politic that is being so racked.
Let us listen to the cavalier Tristram, talking to Conservative-supporting The Mail on Sunday. He said:
“What I am saying is if you want to do that”—
that is, set up a free school—
“when we are in government we will be on your side. There has been this perception that we would not be, and I want people to be absolutely clear that we are…putting rocket boosters on getting behind parents and social entrepreneurs…We are not going…back”—
no turning back—
“to the old days of the local authority running all the schools—they will not be in charge.”
Three cheers for the cavalier.
Then the puritan—the roundhead—Member for Stoke-on-Trent Central suddenly popped up a few hours later on the BBC talking about the free schools that he had been lauding just a few hours earlier. He said that
“you have…a system which allows…irregularities”
and
“allegations…because there’s no oversight there.”
He said that it was a “dangerous ideological experiment”, yet only a few hours before, it was an ideological experiment with which he had fallen in love. One of the flaws in this ideological experiment, he said—
In a second—[Hon. Members: “Give way.”] No, I think that the House is enjoying this section of my speech. I will conclude it in just a moment.
The hon. Gentleman said:
“We are not going to go back to the old days of the local authority…they will not be in charge”,
but then on Thursday he said that the problem with free schools was that local education authorities had no role in monitoring those schools. Within four days there has been a complete U-turn, a reversal, as the civil war in the Labour party between those who believe in excellence and those who believe in the unions is embodied in one man. In four days there has been one U-turn and no answers. I am very happy to give way now.
I am delighted that the Secretary of State has finally given way. Let me be clear that the difference between our policy and that of the Government is that we believe in social enterprise and innovation but also believe in having qualified teachers in the classroom and systems of financial accountability and transparency, so that we do not end up with the chaos that we saw at Al-Madinah and Bradford. Let me go back to his earlier point, however. When did the division in the coalition between the Liberal Democrats and the Conservatives on qualified teacher status first emerge? Can he talk us through the history?
Order. Interventions must be brief, however important the point might be to the person who is making it.
I know that the hon. Gentleman is interested in splits, because he embodies one. He is a one-man walking split-generating machine. On the one hand, he is determined to remove schools from the hands of local authorities, whereas on the other he wants to impose them on them.
I fear that one thing the hon. Gentleman does not appreciate is the fact that academies and free schools face a greater degree of scrutiny than local authority schools. He has argued that we need local authority oversight because the current regime is not enough, but is he aware that academies face an annual audit from the Education Funding Agency? They must have independently audited financial accounts. They must appoint an accounting officer who has personal responsibility to the National Audit Office and, through that office, to Parliament. Those accounts must have a regularity opinion from external auditors that sets out how regularity over income and expenditure has been obtained. Free schools must also undergo their own financial management evaluation, which is counter-checked by the Education Funding Agency. That is regulation.
What about local authorities, by contrast? The National Audit Office has said:
“Local authorities do not publish systematic data to demonstrate how they are monitoring schools’ financial management and that they are intervening where necessary.”
There we have it: academies are properly regulated whereas local authority schools are not, according to the National Audit Office, regulated with anything like the same degree of intensity.
As laid out in the academies financial handbook, if there is any problem with their finances academies must ensure that they comply with the financial notice to improve and seek consent to any non-routine financial transaction. Local authorities, of course, have similar powers to suspend delegated financial functions, but there is no central record of their doing so in local authority schools, whereas there are many records and examples of academies and free schools being subject to precisely the sort of regulatory oversight that local authority schools lack. For that reason, academies and free schools are better regulated and better protected.
The hon. Member for Stoke-on-Trent Central mentioned one particular free school, the Al-Madinah free school, and there were certainly grievous problems there. However, that is just one school with problems; a number of local authority schools, unfortunately, also have the same ranking from Ofsted and have been graded as 4—inadequate—in every conceivable area. He has not mentioned them because he is entirely selective in his use of evidence. He has not mentioned Hawthorn primary school, Oakhill primary school, Newtown primary school, Doncaster Road primary school, St John’s primary school, Stanhope primary school, Long Cross primary school, Wellfield, Roydon, Rosebrook or a number of others. He has not done so because his selective use of evidence has been designed to discredit a programme under which, just a few weeks ago, he said he would put rocket boosters. The problem, I am afraid, is that those rocket boosters have blown up in his face.
As a historian, the hon. Gentleman should know that excessive reliance on just one source leads to errors. Of course, there have been other historians whose selective reading of evidence has allowed them to make a splash at times in the past, such as Hugh Trevor-Roper, for one, with the Hitler diaries. But although he caused a stir, he also sacrificed his credibility permanently. That is what the hon. Gentleman has done by refusing to acknowledge the brilliant record of free schools overall. He has refused to acknowledge that 50% of new local authority schools have been rated good or outstanding in the latest Ofsted ranking, whereas 75% of free schools have been ranked good or outstanding. The evidence overwhelmingly shows that where it counts, free schools are outperforming local authority schools.
I thank the Secretary of State for giving way. I have forgotten why I wanted him to give way earlier, but on his last point, how many of those free schools are teaching less pupils—[Hon. Members: “Fewer pupils.”]—fewer pupils because they have not filled all their places? My local free school has far smaller class sizes because it cannot fill those places.
Order. Before the Secretary of State replies to that intervention, may I gently remind him that the Speaker asked for brief opening speeches? There are many Members on both sides of the House who want to participate, so I am sure he is keeping that in mind as he comes to the conclusion of his speech.
I am bearing that in mind, Madam Deputy Speaker, but I thought it was important that the House was acquainted with evidence, there being a distinct lack of it in the speech from the hon. Member for Stoke-on-Trent Central.
One of the things that I wanted to stress is that if the Labour policy is enacted, that will mean that there are people currently teaching in the state sector in academies and free schools who will lose their jobs—people like Anita Zarska, who is a chemistry teacher at the new East London science school, who has a PhD in molecular biology. She would lose her job. Howard Bowden, a graduate of Trinity Cambridge, the same college as the hon. Gentleman went to, is teaching at Batley grammar and has won national awards for teaching. He would lose his job. Jane Macbride at Priory community school in Weston-super-Mare, former head of an Asda sales team, who teaches—appropriately enough—business studies would lose her job.
In the week when we have discovered, as the Sharon Shoesmith case shows, that when Labour politicians start sacking people in a knee-jerk fashion, the courts can intervene and cost the taxpayer thousands, has the hon. Gentleman consulted his lawyers? Is his policy compliant with the European convention on human rights? Will he ensure that those outstanding teachers who are in our schools now will not be sacked arbitrarily as a result of a policy drawn up simply to appease the teaching unions? The consequence of his policy would be to sack them.
The consequence of the hon. Gentleman’s policy would also be that independent schools that have joined the state sector through our free school programme would be barred from opening their doors, as the hon. Member for Dudley North (Ian Austin) wants, to every student who wants to join them—schools such as Chetwynde in Barrow, Liverpool college in Liverpool, King’s school in Tynemouth, all of them independent schools and all with teachers who do not have QTS. All of them would be barred from opening their doors to every child as a result of Labour policy.
What of the contribution of outstanding head teachers from the independent sector who are also helping state schools? What about Richard Cairns of Brighton college, who set up the London Academy of Excellence? What about Stephen Spurr, the head teacher of Westminster school, who is opening a new free school with Harris to help the poorest children? Neither of those has QTS. Both of them are outstanding. Both of them would be barred from helping poorer children under the hon. Gentleman’s policy.
The policy of the Labour party in the past prevented many intellectually gifted educators from helping children in need because those people were imprisoned in ivory towers. Take a chap I know called Tristram. Tristram was an Oxbridge man; he had a top degree; he was universally lauded by everyone in his field. He was a celebrated media figure. [Interruption.] No, I am not talking about the hon. Gentleman. I am talking about Tristram Jones-Parry. I know the hon. Gentleman thinks it is all about him, but this is not about him. It is about the children who will be denied the chance to get a fantastic education because Tristram Jones-Parry, who has a Cambridge degree in mathematics, was barred from teaching in state schools under Labour and is able to teach in state schools under our policy.
As a result of our policy, we now have support from Richard Cairns, the headmaster of Brighton college, the best independent school in the country. Katy Ricks, the head teacher of Sevenoaks, has said that recruiting staff, the job of any head teacher, is quite simply about getting the best possible person for the job. FASNA, the organisation that represents those teachers who are most keen on freedom and autonomy in driving up standards, says that head teachers should be trusted to hire the right people for the job.
Everyone who knows anything about how to improve state education, everyone who backs greater autonomy, backs our Government’s policy. The one person who does not, unfortunately, is the hon. Gentleman. He benefited from great teaching at his private school. It allowed him, as we heard, to make it to Cambridge, but he would deny that teaching to poor children. He got to Cambridge with the help of men and women who did not have QTS, but who had a great degree and a passion for learning, and now he wants to deny that same opportunity to poor children. He knows directly what great teaching in an independent school is and he says that poor children should never have the opportunity to enjoy the same privileges as he did.
It is the same old Labour party—“Do as I say, not as I do”—a Labour party willing to pull up the ladder from the next generation, a Labour party that has benefited from all the advantages that money can buy and then, when the poor come knocking on the door, saying, “Liberate us from ignorance,” says, “Sorry, no. We’re with the unions. We are not on your side.” It is shameless and that is why I hope everyone on the Government Benches will vote against the Opposition motion.

Written StatementsI am proposing an amendment to the Children and Families Bill that will place a clear requirement on all types of state schools to make arrangements for supporting pupils at the school who have medical conditions. This will not apply to early years provision as there is already sufficient coverage of this issue in the statutory early years foundation stage. In meeting the new requirement, schools must have regard to statutory guidance. This amendment will be considered during the House of Lords Committee stage of the Children and Families Bill.
Throughout the passage of the Bill, there has been much debate about the needs of children with long-term medical conditions, such as diabetes and epilepsy. There is cross-party support to ensure that children and young people have their health needs met in schools. My Department has also met with various health organisations and charities and parents and children (with long-term medical conditions) to listen and discuss this issue. While a vast majority of schools take these issues seriously, it is clear some families have had poor experiences. This new duty, underpinned by statutory guidance, will help schools to ensure that they are taking reasonable action to support children with medical conditions, where necessary. It will also give parents of such children confidence that support should be in place while they are at school.
It is our intention to work with health organisations, parents and the school work force on the drafting of the statutory guidance (building on existing good practice) which will also be subject to a public consultation in the new year.
Through this amendment to the Children and Families Bill we believe we will achieve the following: better educational outcomes for children with long-term health conditions; greater reassurance to parents that their children will receive the support they deserve in the school setting; and clearer guidance on what we expect of our schools.

Written StatementsIn line with normal practice I would like to inform the House that while in the summer recess, my Department provided an indemnity to the Church Commissioners for England, in order to secure a lease arrangement on its site for CET primary school, Westminster, from September 2013 until 31 March 2017.
Such an indemnity would normally be notified in advance to Parliament but since the need was identified during recess, officials wrote to the right hon. Member for Barking (Margaret Hodge) as Chair of the Committee of Public Accounts, copied to my hon. Friend the Member for Beverley and Holderness (Mr Stuart) as Chair of the Education Select Committee on 21 August 2013, informing them of the proposed indemnity.
I inform the House today of the indemnity provided and a departmental minute, which sets out the detail of the indemnity, has been laid in both Houses.

This is in line with the commitment made on Commons report by my colleague the Under-Secretary of State for Education, the hon. Member for Crewe and Nantwich (Mr Timpson) to look at how the legislation for young carers could be improved. This amendment will be considered during the House of Lords Committee stage of the Children and Families Bill.
Improving outcomes for carers is a priority for this Government as we said in 2010 when we published “Recognised, valued and supported: next steps for the carers strategy”. We are clear that effective whole family approaches to assessment are essential to improving support for adults and young carers alike. My Department has been working with voluntary sector partners for several years to encourage local services to adopt “whole family” approaches to supporting young carers and their families. In that time we have funded and shared some excellent good practice examples and delivered numerous workshops and seminars. While we have seen plenty of appetite for working in this way and some changes to the way local services are designed and delivered, change has been slow. Meanwhile, data from the national census show us that the number of young carers is rising.
Recent evidence from the Children’s Society’s Hidden from View report indicates that young carers are no more likely to be in contact with support agencies than their peers. Carers trust found that the majority of those that are identified as young carers still do not get an assessment of their needs or access to the support they and their families need. The consequences can be serious and long lasting. Hidden from View also found that young carers achieve on average nine grades lower than their peers at GCSE which can have consequences for their long-term economic prospects and life choices.
It is clear therefore that we need to do more to support young carers. With the Care Bill also under consideration by Parliament, this is an ideal opportunity to ensure that young carers get equal consideration and protection. That is not to say that they should be treated the same as adult carers. We are committed to ensuring that young people are protected from excessive or inappropriate caring responsibilities. The best way to achieve that is to ensure that the person being cared for, whether that is an adult or a child, is assessed and has all their eligible needs met first. To do this effectively requires local services working together across the statutory and voluntary sectors to consider the whole family’s needs. Edward Timpson has worked and will continue to work closely with the Minister of State, Department of Health, the Member for North Norfolk (Norman Lamb) who is responsible for care and support to ensure that that our respective pieces of legislation and associated guidance work together to deliver support to the whole family.
Both Departments have worked closely with interested parties over the summer, including the Association of Directors of Children’s Services, the Association of Directors of Adult Services, the National Young Carers Coalition, the Local Government Association, practitioners and young carers themselves. Our proposals reflect these discussions. We have also identified key principles to consider in the drafting of regulations and statutory guidance about a whole family approach to assessment of adults under the Care Bill. Draft regulations and guidance will be published for consultation in the spring.
Through this amendment to the Children and Families Bill we believe we have arrived at a solution that will deliver four things: it will consolidate and simplify the legislation relating to young carers’ assessments, making rights and duties clearer to both young people and practitioners; the right to an assessment of needs for support will be extended to all young carers under the age of 18 regardless of who they care for, what type of care they provide or how often they provide it; make it clear to local authorities that they must carry out an assessment of a young carer’s needs for support on request or on the appearance of need, and provide the appropriate links between children’s and adults’ legislation to enable local authorities to align the assessment of a young carer with an assessment of an adult they care for.
This amendment will work with provisions in the Care Bill that also support the combining of assessments, and the forthcoming regulations on a whole family approach to assessing and supporting adults. Together they will provide a clear legislative framework that will support local authorities to consider the needs of the whole family, deliver co-ordinated packages of support and protect children and young people from excessive or inappropriate caring roles.

Written StatementsOn 8 July 2013, I launched a statutory one-month consultation seeking representations on the draft legislative order—The Education (National Curriculum) (Attainment Targets and Programmes of Study) (England) Order 2013—required to bring the new national curriculum into effect from September 2014.
The consultation was accompanied by the publication of final proposals for the new national curriculum for all subjects and key stages (except for key stage 4 English, mathematics and science). A further consultation on the programmes of study for key stage 4 English, mathematics and science will follow, in line with the timetable for the reform of GCSE qualifications.
Officials in the Department for Education have received 750 responses to the consultation which have been carefully analysed. Yesterday we published a summary of the responses received.
The new national curriculum that we published yesterday has been developed with due regard to the views of subject experts and teachers and to the findings of international best practice comparisons. In response to representations made during the recent consultation period, changes have been made to improve clarity, precision and consistency of the content.
The new national curriculum will provide a rigorous basis for teaching, a benchmark for all schools to improve their performance, and will give children and parents a better guarantee that every student will acquire the knowledge and skills to succeed in the modern world. It has been significantly slimmed down and will free up teachers to use their professional judgment to design curricula that meet the needs of their pupils.
This new national curriculum represents a clear step forward for schools, ensuring that all children have the opportunity to acquire a core of essential knowledge in key subjects. It embodies rigour, high standards and will create coherence in what is taught in schools. It sets out expectations for children that match the curricula used in the world’s most successful school systems.
The majority of the new national curriculum will come into force from September 2014, so schools will now have a year to prepare to teach it. From September 2015, the new national curriculum for English, mathematics and science will come into force for years 2 and 6; English, mathematics and science for key stage 4 will be phased in from September 2015.
Copies of the new national curriculum have been placed in the Library of the House.

Commons ChamberThe first 24 free schools to open have been inspected by Ofsted and three quarters were judged to be either good or outstanding. One school was judged to be inadequate and we expect it to take urgent action to bring about rapid improvement. It is being closely monitored by Ofsted and the Department.
What advice has my right hon. Friend given to Ofsted on the assessment of free schools, such as the Discovery New School in my constituency, given that they do not always meet the rigid national criteria of other schools?
I am grateful to my hon. Friend for raising that issue. Ofsted has, in its new revised handbook, taken account of the fact that more parents are exercising choice in a way that inevitably compels Ofsted to review its guidance, and explicitly it says:
“Certain types of schools (such as faith, Steiner and Montessori schools) exist as maintained or independent schools. When inspecting such…provisions, inspectors should familiarise themselves with the background information to these types of schools”.
We heard at Prime Minister’s questions last week about the impact of free schools on the cost of school uniforms. Whatever the rights and wrongs of free schools or uniform policy, may I give the Secretary of State a second chance on this, and will he explain what steps he has been taking, in relation to free or other schools, to keep the cost of school uniforms down for parents?
This is an important issue. Parents need reassurance that we are doing everything possible to keep down the cost of school uniforms. Clear guidance is issued by the Department for Education on how costs can be kept down. I subsequently read the report that was mentioned at Prime Minister’s questions last week and it referred to 13 schools, a small sample, but there were one or two worrying cases. I believe that those worrying cases may well be voluntary-aided schools rather than academy or free schools, but we shall keep the issue constantly under review.
During the past 20 years, many Ofsted inspectors have required schools to adopt particular teaching methods, which some would call progressive, but which the evidence suggests have failed. The new Ofsted inspection framework now makes it clear that
“Inspectors must not advocate a particular method of teaching or show preference towards a specific lesson structure.”
Will my right hon. Friend ensure that that message is heard loud and clear by both inspectors and teachers, as he did in his excellent Policy Exchange speech on Thursday: that teachers who want to adopt a more effective teacher-led approach to teaching are now free to do so?
My hon. Friend is right. One of the many reasons why Sir Michael Wilshaw is proving an outstanding chief inspector is that he has moved away from the rigid prescription that forced methods of teaching on schools which were not in the best interests of children, and he has ensured that we now have an approach that encourages teachers to teach, and that once more says that direct instruction, and the pedagogy that concentrates on knowledge, should be at the heart of what happens in our schools.
It has been reported that the Durham free school has nine staff for 30 pupils. Does that, in addition to its unlimited capital, represent good value for the taxpayer or is it an act of political folly?
I think it represents excellent value, because for far too long, as the hon. Gentleman knows, schools in County Durham, particularly in the east of the county, have not been good enough. The fact that parents at last have a challenger school, helping to raise standards in an area where, frankly, working-class children have been let down for far too long by a complacent Labour party, is to be welcomed. A genuine progressive would welcome it instead of carping and reading from the NASUWT National Union of Teachers hymn book.
One in a Million free school opened last week in Bradford and was over-subscribed. I am sure that it will have excellent Ofsted inspections in the future. May I thank Lord Hill for the work that he put in to ensure that the school opened successfully, and will the Secretary of State confirm that either he or another Minister will visit One in a Million free school in the very near future?
My hon. Friend has been a great champion for the school. I will do everything possible to ensure that I or another Minister visits Bradford as soon as possible. It is instructive that in Bradford politicians of every party—including Respect—apart from Labour are backing free schools. Why is it that Labour stands out against them?
5. What his policy is on the use of unqualified teachers in schools.
Head teachers are best placed to make staffing judgments in individual schools.
Under Government changes, more than half of all secondary schools can now employ unqualified teachers on a permanent basis, yet the Tory manifesto of 2010 stated:
“The single most important thing for a good education is for every child to have access to a good teacher. We will take steps to enhance the status of the teaching profession”.
Is it not now clear that the Government are going in precisely the opposite direction?
I am grateful to the hon. Gentleman for giving me the opportunity to point out that the proportion of postgraduate trainees in every subject, including non-target subjects, who have a 2:1 or higher degree, or a comparable overseas degree, has risen in each of the last three years. Teachers in our state schools are better qualified than ever.
The hon. Gentleman’s natural modesty prevents him from pointing out to the House that he is himself a distinguished mathematician, but that is now a matter of record.
My hon. Friend is a very distinguished mathematician and Member of this House, and he is absolutely right: we need to ensure that gifted mathematicians, both recent graduates and those who are changing career, have the opportunity to ensure that the next generation are introduced to the wonder and beauty of mathematics.
Does the question the hon. Member for Canterbury (Mr Brazier) just asked not emphasise the point that we need highly trained teachers? We need to get the best out of teachers. They might be good at their academic subjects, but I believe that teachers are made, not born. Is that not right? Will the Secretary of State disassociate himself from the statement by the head of Brighton college, who thinks the reverse?
It is difficult for me to disassociate myself from anything the headmaster of Brighton college says, because he was at the same college as me, in the year ahead, and is a much smarter guy. I owe almost everything I learnt at university to cribbing off him. However, the hon. Gentleman makes a valid point. The whole point about teacher training is that it is not just a matter of one year of postgraduate study; it is a matter of continually refining one’s craft and profession collaboratively with other great teachers.
I recall enthusiasm being expressed in the past for retiring members of Her Majesty’s armed forces being recruited as teachers. Can the Secretary of State indicate how many people retiring from Her Majesty’s armed forces have become teachers?
I do not have the numbers in front of me, but I will write to the hon. Gentleman with the exact figures. Our Troops to Teachers initiative has ensured that a growing number of those officers, both non-commissioned and commissioned, who have left the armed forces are now entering teacher training.
I can assure the Secretary of State that I wish him no harm, but if later today he was taken ill and rushed to an accident and emergency department, would it be enough for him that the doctors and nurses were outstanding and talented individuals? Would he not expect them also to be qualified?
I am grateful that the right hon. Gentleman wishes me no ill. The one thing that I would take comfort from would be if the school had been ranked good or outstanding by Ofsted. I am pleased that the national health service is adopting our method of grading schools and applying it to hospitals, and I am pleased that under this Government, according to the chief inspector today, we have seen an unprecedented rate of school improvement.
6. What assessment he has made of the 2013 GCSE results in the south Essex area.
7. What his policy is on academies; and if he will make a statement.
I welcome the Secretary of State’s comments. Academies have had freedom over the curriculum that they teach for some time. When is he going to extend that to all schools—and if he is not going to, why not?
It is perfectly possible for any school to apply for academy status, but we need to make sure that the leadership team are capable of taking advantage of all the freedoms. I am grateful to the hon. Gentleman for endorsing academies; I wish that more of his colleagues, such as the hon. Member for Easington (Grahame M. Morris), who is no longer in his place, would do so.
I hope that the hon. Member for Middlesbrough South and East Cleveland (Tom Blenkinsop) will recognise, as I and academy sponsors do, that it is not only freedom over the curriculum that matters, but freedom over staffing and freedom to pay good teachers more. I hope that the hon. Gentleman will join me in condemning the strike by the NUT and the NASUWT, which his Front-Bench colleagues have so conspicuously failed to do.
Academy sponsorship is transforming education in Hastings. The Hastings and St Leonards academies have just been rated good by Ofsted, which represents the long journey they have been on. Will the Secretary of State join me in welcoming ARK, which has taken over the sponsorship of two of our other secondary schools in Hastings?
I am absolutely delighted that the number of sponsored academies is increasing in areas where educational performance has been too low for too long. I am particularly grateful to my hon. Friend for being such a doughty champion of the children of Hastings, who were let down under the last Government and are being rescued under this one.
Further to the Secretary of State’s response to my hon. Friend the Member for Wirral South (Alison McGovern) earlier, I put it to him that the reason for the spiralling costs of school uniforms is that new free schools and academies are requiring branded items available only from special shops. That is the problem.
At one Manchester academy, the back-to-school costs were £302. I should say to the Secretary of State that, following last week’s question to the Prime Minister, I received feedback from all across the country that the issue was a problem. It could become a barrier to parents’ choice of schools. What action is the Secretary of State going to take?
I am grateful to the hon. Lady for directing me towards the Family Action report, which I found interesting and sometimes sobering reading. The report identified 13 schools; they are not a representative sample. Those with the most significant additional costs for uniform tended to be voluntary aided schools rather than academies or free schools. There is no evidence that academies or free schools impose any additional uniform costs over maintained schools and there is no evidence that the overall increase in uniform costs has run out of kilter with other costs that families face. However, the Department is renewing its guidance to make sure that schools make the right choice for parents.
Does the Secretary of State agree that it is particularly exciting for the academy programme when primary and secondary schools are brought together in the same academy structure, such as the Montsaye academy in Rothwell and the Kettering Buccleuch and Kettering Science academies in Kettering itself?
My hon. Friend is absolutely right. Northamptonshire has been one of the counties most transformed by academies involving a range of sponsors. I thank my hon. Friend for the energetic work that he has done on behalf of the children of Kettering, making sure that standards and expectations are increased.
8. What proportion of 16 to 18-year-olds were not in education, employment or training in (a) the UK and (b) Isle of Wight constituency in the latest quarter for which figures are available.
9. How many free schools are open in England.
My right hon. Friend is aware that I am a huge fan of free schools, which not only offer extra school places but massively increase choice. As he will also be aware, there is great pressure on school places in Ealing. This week an application is going to his Department for a new free school, Ealing Fields, which has the support of the parents of 1,200 pupils, and counting. Does he agree that that application should be considered positively and favourably? We are all keeping our fingers crossed.
Of course we will look at this application as we look at all applications. Every time my hon. Friend has recommended that I meet a head teacher from Ealing, whether Lubna Khan or Alice Hudson, I have been overjoyed to do so. I am delighted that outstanding head teachers working in our schools are being celebrated by my hon. Friend, and that people such as Alice Hudson are providing the opportunity to open new free schools so that more children can benefit.
The Secretary of State and the shadow Education Secretary have visited and praised Cuckoo Hall academies in Enfield. Does my right hon. Friend share the frustration felt by me and by parents in my constituency that when there is the opportunity to spread the excellence of free schools in my constituency—for example, in the old Southgate town hall—it is repeatedly blocked by the Labour council?
I do share my hon. Friend’s frustration. It is incumbent on Labour Front Benchers to show leadership and to call out the local authorities, from London to the north-east, that are standing in the way of opportunity. Until they do so, I am afraid that we will have to conclude that Labour is still too weak to govern.
11. What recent assessment he has made of the relative achievement levels of boys and girls.
T1. If he will make a statement on his departmental responsibilities.
Today Her Majesty’s chief inspector of schools reported that his inspectors have recorded a rate of improvement in our schools that was “unprecedented” in Ofsted’s 21-year history. He said figures show that 600,000 more children
“are now getting at least a good standard of education”
when compared with the beginning of the last academic year. He records his thanks to the best generation of head teachers ever for that improvement in our schools, and I would like to record my thanks as well.
I am grateful to the Secretary of State for that answer. To give
“every parent access to a good school”
was the Tory party manifesto commitment to parents, but the reality could not be more different for many of those parents, given the Secretary of State’s crisis in primary school places. Given his obsession with spending money on free schools in areas where there are already enough school places, meaning that class sizes are at bursting point in other parts of the country, does he accept that that policy is denying many children the good start they deserve?
The chief inspector’s words stand by themselves. Never in the history of Ofsted over the past 21 years have so many children been enjoying a good education. I hoped that the hon. Gentleman would have wanted to congratulate teachers on that.
The other point is that we are spending more than twice as much on providing new school places in primary schools as the previous Government. They were warned repeatedly by Conservative Members of Parliament, but they did nothing because they were recklessly committed to a programme of spending and borrowing in a wasteful fashion, which betrayed a generation. Now Opposition Members may mewl and puke as they wish, but I am afraid the guilt is written all over their faces and is there in the National Audit Office report.
T2. I was shocked to learn that the London School of Economics made only four offers to students in the entire borough of Dudley this year. Does my right hon. Friend agree that secondary schools should be doing more to encourage students with academic potential to choose courses at GCSE and A-level that will enable them to apply to our top universities with a reasonable chance of success?
My hon. Friend is absolutely right—I was delighted to visit an outstanding sixth-form college in her constituency that is leading the way. In a spirit of bipartisanship, her commitment to higher standards in education is shared by the Labour Member of Parliament for Dudley North, Mr Austin, who has worked hard with her and with Chris Kelly to ensure that we can persuade children to read the subjects in university that will give them a better chance to get great jobs. That is why the English baccalaureate, which Labour Front Benchers so denounced, has been such a good thing.
Order. The Education Secretary’s study will be complete when he recognises that it is not appropriate to name Members in the Chamber. I know he has been here only eight years. He will get there eventually.
May I give the hon. Gentleman some careers advice? When his boss’s job is under threat and in jeopardy, asking a question of that kind is ill-advised. The truth is that more young people than ever before are studying subjects—physics, chemistry, biology and mathematics—that guarantee a great future for them. The single most powerful intervention to ensure that young people are studying the right subjects was the introduction of the English baccalaureate, which he supported, but which all the other Labour Front Benchers opposed. They are divided on aspiration and, I am afraid, weak when it comes to rigour.
T3. The Government have introduced a variety of initiatives to support small and medium-sized enterprises to take on apprentices, which are welcomed by Lowestoft college in my constituency. However, there is a concern that a postcode lottery is developing, in that a number of different schemes and levels of support are available across the college’s catchment area. Is the Minister aware of that, and does he agree that local enterprise partnerships could have a role in co-ordinating such schemes?
T4. In the past four years, Windsor high school, Earls high school and St Michael’s high school in my constituency have opened excellent sixth forms, adding to the excellent work done at Ormiston Forge academy and the local further education college. What is the Secretary of State doing to allow high- performance schools to set up sixth forms and to give them the necessary resources to expand?
I welcome all schools that wish to set up sixth forms. One of the easiest ways to do so is to acquire academy status.
T5. It was recently reported that the Government taskforce on tackling extremism was looking at encouraging Muslim soldiers to visit schools to improve community cohesion. How far has the scheme got?
This is an excellent idea put forward by my noble Friend Baroness Warsi. We want to ensure that we use the commemorations of the beginning of the first world war, in which so many empire and Commonwealth soldiers fought so bravely, and other opportunities in which we can affirm the strength of modern multicultural Britain, to do what she has outlined.
Further to the questions from my hon. Friends the Members for Wirral South (Alison McGovern) and for Worsley and Eccles South (Barbara Keeley), and the recent report that one in four parents are having to borrow to pay for school uniforms, the Secretary of State will be as shocked as I was to learn today that food banks, including in Liverpool, are now having to distribute uniforms to parents who cannot afford them. I listened carefully to his responses earlier concerning the report and guidance, but what more can he and his Government do to ensure that no students turn up to school embarrassed because they do not have the right clothes?
The hon. Lady and her colleagues raise an important point. I had a look at the Family Action report, which details some of these concerns. As I said, the examples it used were not entirely representative. I had the opportunity to visit a food bank in my constituency on Friday. I appreciate that there are families who face considerable pressures. Those pressures are often the result of decisions that they have taken which mean they are not best able to manage their finances. We need to ensure that support is not just financial, and that the right decisions are made.
T6. I listened carefully to the answer given by the Under-Secretary of State for Education, my hon. Friend the Member for South West Norfolk (Elizabeth Truss), in response to a question from the hon. Member for Washington and Sunderland West (Mrs Hodgson), who raised the issue of Sure Start children’s centre closures in Kent. One of those centres is Woodgrove children’s centre in one of the most deprived areas of Sittingbourne. Will my hon. Friend take steps to reassure herself that Woodgrove’s closure is justified, and will she persuade Kent county council to change its mind if it is not?
How many civil servants at the Department for Education are working on the free schools programme?
More than 100 civil servants are working on the free schools programme—a testimony to its popularity. Last Thursday, I had the opportunity to talk to them and share a drink—in my case, apple juice—to congratulate them on their work. I was overjoyed to discover that this has been one of the most successful and inspiring things they have done in their distinguished careers in public service.
T7. My right hon. Friend the Minister will be aware of the extra costs of funding rural school places. Will he tell the House what steps the Government are taking to ensure that school places in Lincolnshire are adequately funded?
The Secretary of State said last week that poor children who do not have their own room to do their homework in do not achieve their full potential. Can he explain the policy implications of that statement, and can we assume that he will be arguing against the bedroom tax?
The policy implications are clear: every Member of this House should support the Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Grantham and Stamford (Nick Boles), in his planning reforms, which will ensure that the price of houses falls and that more big family houses are built. It is shameful that the shadow Secretary of State for Communities and Local Government has taken the Labour party into a position where it is the party of nimbys, the party opposed to opportunity and the party opposed to growth and development. That is an example of how weak the Labour party is: it blows with every wind instead of standing up for the next generation.
Last week, I had the pleasure of welcoming to Parliament Brad Hodgson from BAE Systems, who is currently north-west young apprentice of the year. Does the Minister agree that driving up the quality of apprenticeships is every bit as important as increasing the numbers, if they are truly to have parity with universities?
The youth service has always been the fourth arm of education. Now that responsibility is transferred to the Cabinet Office, how will the Secretary of State ensure a robust educational curriculum in the youth service and youth work?
I am absolutely delighted that my gifted colleagues, the Minister for the Cabinet Office and Paymaster General and the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Ruislip, Northwood and Pinner (Mr Hurd), are now leading on youth policy. The huge success of the National Citizen Service, which has seen more and more young people from every community working together in the spirit outlined by the Prime Minister, shows that the right men are leading the right policy for our country. What a pity that Labour will not back it.

Commons ChamberWith permission, Mr Speaker, I should like to make a statement on the future of the national curriculum.
Our children are growing up in a world where the pace of change—economic, social and technological—is constantly accelerating. These changes promise wonderful new opportunities for future generations, but they also create immense challenges.
We are learning more every day about how our world works and how our minds work, how we can develop our civilization and extend opportunity, and how we can improve learning and extend knowledge. At the same time, however, we are also discovering just how competitive the new world is. As other nations modernise their economies and education systems, we cannot afford to be left behind in the global race.
That is why, when the coalition Government was formed, we asked officials in the Department for Education to analyse the best-performing education systems in the world. They examined the curricula used in the world’s most successful school systems, such as Hong Kong, Massachusetts, Singapore and Finland. Informed by that work and in consultation with subject experts and teachers, the Department produced a draft revised national curriculum, which we put out for public consultation five months ago. We received more than 17,000 submissions in our consultation and we have given them careful consideration. Today we are publishing a summary of the comments received and the Government’s response.
The publication of our proposals has provoked a valuable national debate on what is, and what should be, taught in our schools. I have very much enjoyed this debate and the passionate engagement of so many great teachers and concerned parents. It is absolutely right that every member of society should care about the national curriculum. It defines the ambitions that we set for our young people, and I, like the overwhelming majority of parents, want us to be more ambitious than ever before.
That is why we are demanding that children be taught how to write computer code, how to use 3D printers, how to handle more complex mathematical processes, how to appreciate a wider than ever range of literature, and how to speak, read and write in more than one language.
The updated national curriculum framework that we are publishing today features a number of revisions to the drafts published in February. The revisions have been made on the basis of evidence and arguments presented to us during the consultation period. In particular, we have revised the draft programmes of study for design and technology and for history. We have included more detail on modern design processes and more coverage of world history.
Other significant changes include the inclusion of a stronger emphasis on vocabulary development in the programmes of study for English and greater flexibility in the choice of foreign languages, which primary schools will now be required to teach.
Perhaps the most significant change of all is the replacement of ICT with computing. Instead of just learning to use programs created by others, it is vital that children learn to create their own programs. By demanding that children learn computational thinking and Boolean logic, we are determinedly raising the bar, but by equipping our children with the tools to build their own algorithms and applications we are also helping to foster a new level of creativity in our schools.
It is my hope that these changes will reinforce our drive to raise standards in all our schools. I hope that they will ensure that the new national curriculum provides a rigorous basis for teaching and a benchmark for all schools to improve their performance, and I know that it gives children and parents a better guarantee that every student will acquire the knowledge to succeed in the modern world. That is why I commend this statement to the House.
I thank the Secretary of State for notice of his statement. The national curriculum should be a vehicle for raising standards, promoting innovation and strengthening great teaching.
Let me first pay tribute to the teachers, parents and pupils who have campaigned hard for changes to the Secretary of State’s original proposals. When did he come to the conclusion that it might be an idea for pupils to study climate change as part of the geography curriculum? When did he realise that speaking skills should be an integral part of the English curriculum? When did he decide to listen to business leaders, who warned him that the D and T curriculum did not include a focus on computer design and electronics? When did he decide that it might be an idea for children to study the history of China and India as well as that of our own country? Finally, when did he realise that it made no sense to limit the number of foreign languages that could be taught in primary schools? Surely it would have been a lot better if he had got his proposals right the first time round.
The Secretary of State’s new curriculum will apply to fewer than half of all secondary schools. Academies have the freedom to innovate. If that freedom makes sense for academies, surely it makes sense for maintained schools as well.
Why has the Secretary of State decided to abolish the levels by which teachers assess pupils’ progress throughout their school life? The levels system is well used, particularly in primary schools. May I urge him to think again about that?
The Department’s own impact assessment of today’s announcement warns of the risks for lower attainers and pupils with special educational needs or disabilities. How will the Secretary of State ensure that they, too, are challenged and supported and that their progress is measured effectively?
The changes are due to be implemented in just one year’s time. How will the Secretary of State ensure that teachers are qualified to teach to the new curriculum when he is letting unqualified teachers into our classrooms? Is it not time for him to reverse the decision to relax the rules on unqualified teachers? What support will there be for continuing professional development and training on the new curriculum ahead of its introduction in a year’s time?
The curriculum matters, but I am sure the Secretary of State agrees that what matters more is that we have a teaching profession that is high in quality and has high status and high morale. Does he accept that as a result of his policies and his rhetoric, teacher morale is at an all-time low? His divisive approach means that we have curriculum freedom for just some schools. Is not the time right for a reformed national curriculum that allows teachers in all schools the freedom to innovate, and therefore prepares young people for the challenges of the modern economy?
I am grateful to the hon. Gentleman for his questions. He asked me first when I realised that we should have climate change in the geography curriculum. I actually realised that before we published the first drafts in February. If he had looked at those drafts, he would have seen that we said that people should understand
“place-based exemplars at a variety of scales”
and
“the key processes in physical geography pertaining to…weather and climate”.
In fact, the draft curriculum that we published in February contained more detail on the scientific processes behind climate change than the previous national curriculum, over which he presided. [Interruption.] All you need to do is read it, Stephen.
Secondly, the hon. Gentleman asked about speaking. In the English curriculum as it was drafted in February, it was perfectly clear that drama, poetry and other forms of speaking were in it. If the Labour party does not believe that drama and poetry require speaking, I would be interested in its perspective on what exactly does.
The hon. Gentleman asked about world history. It was perfectly clear that there were all sorts of examples of world history in the first draft, from decolonisation, invoking the spirit of Kenyatta and Jinnah, through to the impact that this country has had on the middle east, India and north America.
In all those areas, we have listened and made revisions. My mother always said that self-praise is no honour, so I shall not lavish any praise on myself—I will instead lavish it on my fellow Ministers at the Department for Education. They listened extensively to the best in the field, and we have revised the curriculum. Judging from the fact that the hon. Gentleman did not take exception to anything in the current draft, I presume that he thinks it is an A* curriculum. I will take his comments as an endorsement.
The hon. Gentleman asked about level descriptors. They are widely mistrusted by the very best in the teaching profession, which is why outstanding teachers are moving away from them and why the very best academies, such as ARK and Harris academies, are developing their own methods of internal assessment. It is why Dame Reena Keeble, at Cannon Lane First School in Harrow, has her own method of assessing how children are making progress, which is far more popular and rigorous than anything that we used to have.
The hon. Gentleman asked about the risks for lower attainers. We are absolutely clear that because there will be higher expectations than ever before, lower attainers will learn and achieve more in school and be happier and more fulfilled later. Instead of the culture of low expectations that prevailed in the past, we will have a culture of higher expectations that values every child.
The hon. Gentleman asks about curriculum support. Not only will the National Centre for Excellence in the Teaching of Mathematics be funded to provide improved mathematics teaching, but our national support schools will receive millions of pounds of extra money to ensure the required professional development. I have every confidence that teachers in our schools—the best generation of teachers ever—are up to the challenge. Whenever I visit schools, they say to me, “We want to ensure that our curriculum, like our teaching, is world class.” That is what we have delivered today, and I am delighted to have the, albeit grudging, endorsement of the hon. Gentleman.
I congratulate the Secretary of State on the statement. Some critics suggest that if someone goes out with an idea, listens to feedback, thinks and goes out again, that is a weak form of policy making, but I say the opposite. As we have seen with qualifications, so with the curriculum—it is important to listen and this is a strong set of proposals. Will the Secretary of State identify all the risks concerning the time scale and scheduling of the proposals, and say what the Government are doing to ensure that implementation is as smooth as possible?
I agree with my hon. Friend. It is right to put forward a proposition, consult on it and amend it when good advice is given. That seems exactly how the Government should operate. On the implementation timetable, as I alluded to briefly in my response to the hon. Member for Liverpool, West Derby (Stephen Twigg), we are supporting a number of centres of excellence, not just in mathematics and science but also in outstanding teaching schools that are doing much to raise standards across the country and help deliver change. If evidence suggests that additional support is required in any area, of course we will provide it.
Both you, Mr Speaker, and the Secretary of State now have a vested interest in all things John Clare, and the more John Clare on the curriculum the better as far as I am concerned.
On a more serious note, the proposals look encouraging. I like the consultation process that the Secretary of State has gone through, but I hope it can be further refined because some statements we have heard recently, including over the weekend, seem to suggest that he puts so much emphasis on the very brightest students, rather than on the broad panoply of students. We need the right teaching and curriculum for all our children, not just some of them.
I could not agree more with someone who is increasingly my honourable Friend. First, the more we can do to support the work of the John Clare Trust in bringing that fantastic working-class poet to wider attention, the better. Secondly, the English literature curriculum includes for the first time a requirement to study the romantic poets, which I hope will be broadly welcomed. Thirdly, the hon. Gentleman is absolutely right, and although we expect our brightest children to do even better, I hope the new method of secondary accountability—on which we are still consulting—will make it easier for all schools to recognise their responsibility and obligation to less able students.
Liberal Democrats welcome the introduction of a slimmed-down curriculum, and the emphasis on teachers being able to teach and use their expertise. On continuing professional development and support for schools, there will now be a period in which teachers get ready to implement the new national curriculum. Will resources be in place, and will the Department do everything it can to give teachers confidence to move from one curriculum to the next?
I am grateful for my hon. Friend’s support. What we sought to do is similar to what was argued for in the Liberal Democrat manifesto at the last general election: a core entitlement in foundation subjects and a far greater degree of freedom elsewhere. I am grateful to Liberal Democrat colleagues across the Government for the positive way they have engaged and the helpful suggestions they have made at every turn. It is right that my hon. Friend underlines the importance of ensuring we move speedily to get the right level of professional support. In particular, teaching schools—outstanding schools across the country—are generating networks of support and could not be more important. I want to do more to help them in the year ahead.
The vast majority of parents and young people want a curriculum that is fit for life, including building life skills around self-esteem and confidence that will protect them from predators such as Jimmy Savile and Stuart Hall. I would be interested to know why the Secretary of State turns his face against introducing that to the national curriculum.
The hon. Lady is a passionate campaigner on ways we can better protect our children, and there are a number of things we can do. As she may know, I had the opportunity to talk to a group of outstanding young people last week at the Stonewall conference on fighting prejudice in education and empowering young people. They made some important points about the best of personal, social, health and economic education, and we must learn from the best schools and ensure that others follow their lead.
As someone who has campaigned for some time for a greater narrative approach to history teaching in schools, may I thank the Secretary of State for retaining the chronological focus of the history curriculum, rather than the current “Doctor Who” style, time-travelling fantasy, in which pupils study the Romans, the Tudors and then the Victorians? What does he envisage happening to key stage 4 and the dovetailing with key stage 3, so that pupils will have the chance to learn narrative British history all the way up to 16?
I thank my hon. Friend for his support. Several distinguished historians, from David Abulifia at Cambridge to Professor Jeremy Black at Exeter, have joined him in welcoming this curriculum. May I also congratulate him on the fantastic review of his new book on the battle of Bosworth in the books section of The Daily Telegraph on Saturday? I recommend it to everyone. The GCSE criteria on which we are consulting are designed to achieve exactly what he sets out.
The Secretary of State will be aware that my constituency sends the fewest number of young people to university or college of any in the UK. One of the ways we are tackling that is through innovative early intervention, and by making great use of continuous assessment, which allows children from under-privileged backgrounds to gain the confidence to take some serious examinations at the end of the national curriculum. Would he meet with the six very hard-working head teachers in my constituency to understand how any changes to continual assessment will undermine their pupils’ prospects of going to university?
I would be delighted to meet head teachers from the hon. Gentleman’s constituency.
May I commend the Secretary of State for his determination to reverse this country’s slide down the international league tables? He is right to ensure that his expectations for English children are no lower than other countries’ expectations for their children.
I am grateful to my hon. Friend for his comments. It is vital that we assert, across the political divide, our determination to ensure that our country becomes a world champion in English, maths and science, alongside generating world champions in tennis, rowing and other great activities.
May I warmly welcome the remark that the Secretary of State just made? Instead of just learning to use programs created by others, it is vital that children learn to create their own programs. Where else, apart from computing, will that be the approach in the new curriculum?
I should say that, in both art and design and music, it is clear that students will be encouraged to create—there is an emphasis on drawing at an earlier stage in the art and design curriculum, so that people can become familiar with one of those foundational skills. It is also the case that the design and technology curriculum will include everything from the use of 3D printers to the most sophisticated methods of contemporary design. I was inspired visiting a school in the hon. Lady’s constituency to see exactly how high-quality computer science can be delivered to a range of students who were enjoying their teaching, thanks to the support that she has consistently championed.
The main complaint from local engineering businesses in my constituency is that too many young people leave school and college with good GCSEs, and sometimes A-levels, in maths and sciences, but do not have the deeper understanding of the subject to be able to pursue a career in engineering. What do these reforms do to ensure that we are growing the engineers of the future?
I am delighted that the changes that we have made to the design and technology curriculum have been welcomed by James Dyson, one of the most authoritative and persuasive voices when it comes to design and engineering. The new approach that we are taking, specifically in design and technology, will complement the essential skills of maths and science that engineers need.
What assessment has the Secretary of State made of how well suited the new curriculum will be to closing differential educational outcomes between, for example, boys and girls or different ethnic groups?
The hon. Lady raises an important point. One of the biggest problems in the English education system is the structural inequality, which we have inherited and which the previous Government worked hard, in their own way, to try to overcome. One of the things that is clear about those countries that have successfully managed to reduce educational inequality is that they have maintained high expectations for all students, and that is what this curriculum embodies.
I thank the Secretary of State and his Ministers for bringing financial education into the school curriculum, following our campaign, so ably led by my hon. Friend the Member for North Swindon (Justin Tomlinson). Does the Secretary of State agree that, as well as better equipping young people for the decisions that they will make in adult life, the relevance of these questions may also improve their interest in and appetite for learning maths?
My hon. Friend makes a typically acute point. The two things reinforce each other: an appreciation of financial education and mathematics and mental arithmetic all go together.
In Darlington, we have done a good job over the years to improve the performance of the worst-performing schools. One of the ways we have done that is through tracking students on an individual basis and challenging where need be. I am deeply concerned about the proposals to remove assessment levels, because tracking is so important in governors and parents, and young people themselves, challenging teachers and schools. How will tracking be done when the Secretary of State removes assessment levels?
The hon. Lady makes two important points. First, by removing the current national curriculum levels we create space for more sophisticated methods of tracking. One of the problems with current level descriptors is that they are opaque and confusing, and sometimes different schools register different levels of achievement at different levels. The new method we propose will mean that there is far greater rigour in how assessment is carried out. Secondly, Darlington is a model local education authority, because it has encouraged more and more schools to take on academy freedoms. I hope that more Labour local authorities follow where Darlington has led.
Carrying on with the subject of financial education for young people, I am grateful for my right hon. Friend’s comments. He will be well aware that the Parliamentary Commission on Banking Standards also endorsed putting financial education on the curriculum. Does he agree not only that that will reinforce mathematics as a relevant subject, but that a good grounding in financial literacy can prove to be a major engine for social mobility?
My hon. Friend is absolutely right. The more confident every student is with the increasingly sophisticated range of financial temptations they face, the more that social mobility and resilience can be built in.
I echo those comments on financial education. I also congratulate the Secretary of State on the improvements to the computing curriculum, which will be warmly welcomed by businesses, such as Postcode Anywhere and those in the growing cyber-security cluster in Worcestershire, that have long been arguing for a more computing-focused and less IT learning-focused approach.
My hon. Friend is absolutely right. Industry has been clear that the changes we have made from information and communications technology to computing are exactly what industry needs to ensure that young people are prepared for the opportunities that await them.
The Secretary of State says that changing the curriculum is essential if we are to catch up with the rest of the world. I agree that that has to be the priority, but if it is so essential why is he not applying it to academies, which make up the majority of secondary schools?
Academies do make up the majority of secondary schools. At the moment, academies make up only 10% of primary schools, and the curriculum is of course more specific when it comes to the foundation subjects at primary level. The curriculum generates a sense of expectation and lays the foundations for the new GCSEs, which we expect to be the principal benchmark for accountability at the age of 16 for all schools.
Did the Secretary of State notice Professor Black’s comments today? He said:
“You can’t debate our sense of national identity and our national interest unless you understand our national history. This curriculum put British history first as well…It kicks out woolly empathy”.
Does he agree that that is the right way forward in the longer term?
I am grateful for my hon. Friend’s point. Professor Jeremy Black is one of the finest and most productive historians working in academia today. He is also one of the most engaging of teachers.
There is only one constituency in the land where Winston Churchill was never welcome, including after the second world war: the Rhondda. I am therefore delighted that this curriculum, which bizarrely insists on only one politician—Winston Churchill—being studied in the whole of the history of the 20th century, will not apply in Wales or in the Rhondda. Why will the Secretary of State still not make clear his position on sex and relationship education, which is the one thing that can make a dramatic difference to the number of teenage abortions and teenage pregnancies?
My position on sex and relationship education is that I am in favour of it.
What emphasis will there be on spelling in the national curriculum, and by what age will primary school children be required to learn their 12 times table?
The 12 times table will be required by the end of year 4, which is a significant advance on where we are at the moment, and there are indicative tables as part of the national curriculum document that lay out how we can ensure that students can spell. I should also say that, on a recent primary school visit that I undertook, I asked the students whether they had enjoyed their national curriculum tests. The universal view was that the tests were fun, but the most fun were the spelling, punctuation and grammar tests that this Government have introduced.
The changes to the history curriculum are often presented in a binary way, as a choice between endless facts and “woolly empathy”. Can the Secretary of State explain the wise logic behind the value of children learning a basic chronology of British history before they are asked to think about what it felt like to live a long time ago?
My hon. Friend makes an absolutely central point. Every country that teaches history well insists on the history of its own nation being taught. Even the progressive Administration in Holyrood make a point of stressing the importance of Scottish history—I can see the hon. Member for Dundee East (Stewart Hosie), for the Scottish National party, nodding—from which other things flow. I recognise that all nations should in this respect, if in few others, emulate what Alex Salmond has done.
I am delighted at the inclusion of financial education and computer programming, both of which are essential skills for our children. Does the Secretary of State believe that they will also help to encourage young children to engage in traditional mathematics, through real-life work and tangible examples?
My hon. Friend is absolutely right. One of the key things about his successful campaign on financial education is that he always made it clear that it was about reinforcing the importance of rigour in mathematics, not simply meeting the needs of a vocal lobby outside. The way he ran the campaign is a model of how a Back Bencher can shape the education of millions for the better.
Can my right hon. Friend reassure me and the House that he has rooted out all the woolly thinking that pervaded the curriculum as drafted by the previous Government?
To root out all the woolly thinking that used to pervade the curriculum would have been like cleansing the Augean stables. There may well be a piece of fluff in some corner of the curriculum that we did not manage to get to, but I hope we have managed to hose down the stables effectively.
Since becoming an AET academy—under the Academies Enterprise Trust—Eston Park in my constituency has gone from good to special measures in less than two years. I welcome today’s proposals, but how can the Secretary of State ensure that free schools and academies benefit from all the excellent thinking that is going on in his Department?
One of the best schools I have ever visited is in my hon. Friend’s constituency—Nunthorpe academy, which is run by Debbie Clinton, a school that has gone from special measures to outstanding in the last couple of years. However, he is right that one or two academy chains have not done everything they promised. In the case of the organisation he mentioned, we have taken steps to deal with that.
The Secretary of State will know that the Royal Academy of Engineering has stated that we will need at least 100,000 graduates in maths and engineering to compete with the rest of the world. This is something that informed my decision to hold a festival of engineering and manufacturing in my constituency. [Hon. Members: “Hear, hear.”] Thank you very much. Does he agree that firm leadership will be required from schools to ensure that we get the best teachers in the right place to deliver on the need that the Royal Academy of Engineering has outlined?
I completely agree with my hon. Friend. It is a pity that, in one of our best universities for engineering—University college London—fewer than half the undergraduates enlisting in that course are from the United Kingdom. We need to do more, and my hon. Friend is leading the way.
The Secretary of State referred to more coverage of world history. On the assumption that the 20th century will include the holocaust, will he give me an assurance that the life of Palestinians since 1948 will be given equal attention?
These are delicate waters, into which I fear to tread too definitively. One thing I would say is that there has been near universal welcome and support for the centrality of the holocaust and the unique evil inherent in the holocaust being in the national curriculum. Once one gets on to the position of the state of Israel after 1948, it is probably better if I step back. I have strong views on the matter and I would not wish to impose them on the curriculum.
I hope colleagues, including the hon. Member for Colchester (Sir Bob Russell), are aware of the event taking place in Speaker’s house tonight under the auspices of the Holocaust Educational Trust.

Written StatementsOn 7 February this year, I made a statement outlining the next stage in our programme of raising standards in schools. I outlined draft programmes of study for a revised national curriculum, a new approach to qualifications for secondary school students and also a new and fairer way of holding schools to account for the quality of their teaching.
No national curriculum can be modernised without paying close attention to what is been happening in education internationally.
Officials in the Department for Education have spent years examining and analysing the curricula used in the world’s most successful school systems such as Hong Kong, Massachusetts, Singapore and Finland.
Informed by that work and in consultation with subject experts and teachers the Department produced a draft revised national curriculum, which we put out for public consultation five months ago.
We have given all the submissions we received during the consultation period close and careful consideration, and today we are publishing a summary of the comments received and the Government’s response.
We are also publishing a revised national curriculum framework for all subjects except key stage 4 English, mathematics and science.
Copies of each of these documents have been placed in the Library of the House. A consultation on key stage 4 English, mathematics and science will follow in the autumn, once decisions on GCSE content for those subjects have been taken.
The publication of our proposals provoked a vigorous and valuable national debate on what is, and what should be, taught in our schools. We have welcomed this debate.
It is right that every member of society should care about the content of the national curriculum, not only because it helps to define the ambitions that we set for our young people, but because of what it says about the knowledge that we, as a society, think it is essential that we should pass down from one generation to the next.
The updated national curriculum framework that we are publishing today features a number of revisions to the draft made on the basis of evidence and arguments presented to us during the consultation period. In particular we have revised the draft programmes of study for design and technology to ensure that they sufficiently reflect our aspirations that it should be a rigorous and forward-looking subject that will set children on a path to be the next generation of designers and engineers.
We have also revised the programmes of study for history. We have given teachers a greater level of flexibility over how to structure lessons and we have increased the coverage of world history, while also requiring all children to be taught the essential narrative of this country’s past.
Other significant changes include the inclusion of a stronger emphasis on vocabulary development in the programmes of study for English and greater flexibility in the choice of foreign languages which primary schools will now be required to teach. And perhaps the most significant change of all is the replacement of ICT with computing. Instead of just learning to use programmes created by others, it is vital that children learn to create their own programmes.
These changes will reinforce our drive to raise standards in our schools.
They will ensure that the new national curriculum provides a rigorous basis for teaching, provides a benchmark for all schools to improve their performance, and gives children and parents a better guarantee that every student will acquire the knowledge to succeed in the modern world.
Having confirmed our intentions for the new national curriculum we are, in accordance with the legislation that underpins it, commencing a one month consultation on the legislative order which will give it statutory effect. Subject to the outcome of that consultation, we intend to finalise the new national curriculum this autumn so that schools have a year to prepare to teach it from September 2014.

Written StatementsToo many academies are paying significantly higher local government pension scheme (LGPS) employer contributions than they did as local authority-maintained schools. This is having a detrimental impact on academy budgets; reducing the level of funding available for school improvement and in some cases preventing schools from converting to academies.
LGPS administering authorities have told us that they view academies as higher risk as they no longer have the financial backing of the local authority. They have asked that we provide a guarantee that the Department will meet any pension liabilities should an academy close. I can inform the House today that we will provide such a guarantee and a parliamentary minute, which sets out the detail of the guarantee, has been laid in both Houses.
We now expect all administering authorities to review academy risk assessments and to treat academies equitably when setting employer contribution rates.
In addition, DCLG will be launching a consultation on proposals to amend local government pension scheme regulations requiring administering authorities to pool academies should they wish to do so. I would encourage both academies and administering authorities to take part in this exercise.

Written StatementsThe “22nd Report of the School Teachers’ Review Body” (STRB) is being published today. The report contains recommendations on how to apply the pay award that is due to be implemented from September 2013.
I am grateful for the careful consideration which the STRB has given to this important matter. Copies of the STRB’s 22nd Report have been laid before Parliament today and are available in the Vote Office, the Printed Paper Office and the Libraries of both Houses, and online at: www.education.gov.uk and www.ome.uk.com.
The STRB has recommended that a 1% pay award should be applied equally to all salaries and allowances in payment, and to all points on the pay scales contained in the School Teachers Pay and Conditions Document (STPCD). This includes an increase of 1% from September 2013 in the values of:
All points on the unqualified, main and upper pay scales for classroom teachers;
The minimum and maximum of the pay range for leading practitioners and all pay ranges for individual posts set before taking account of the September 2013 uplift;
All points on the leadership pay spine;
Any individual allowances in payment and to the minima and the maxima of the ranges for all teacher allowances.
I am grateful to the STRB for these recommendations and, subject to the views of consultees, I intend to accept them in full.
My officials will shortly write to all of the statutory consultees of the STRB to invite them to contribute to a consultation on my acceptance of these recommendations, and on the text of the 2013 STPCD. The consultation will last for four weeks.
