The UK and the international community are committed to Afghanistan for the long term. As part of our enduring legacy in Afghanistan, UK troops will support the continuing development of the Afghan national security forces by mentoring trainers at the Afghan national army officer academy. In addition, it is likely that some troops will remain in a non-combat role after the end of 2014 to complete the recovery of our equipment. Beyond that, no decisions have yet been made about any longer-term UK mission in Afghanistan, but detailed planning with NATO and other allies is ongoing. We are clear, however, that we will not be involved in a combat role after 31 December 2014.

Does my right hon. Friend agree that international support for Afghanistan beyond 2014 must be sufficient to send a clear message to insurgents that they cannot wait us out?

There are two audiences in this matter: the Afghan national security forces, to whom we need to send a clear signal that they will have the continuing support of the international community as they take over responsibility for security in their own country, and the Taliban—the insurgents—who need to understand that they cannot simply adopt a policy of trying to wait us out, and that we will not abandon Afghanistan but will support it as it takes over responsibility for its own security and for containing the insurgency beyond the end of 2014.

Will the Secretary of State join me in congratulating 12th Mechanized Brigade on the degree of transition that it achieved over the summer? He will know that it will be marching to Parliament later today. How far are we are down the road to the total transition that we need to achieve by the end of 2014, and what impact is the current spate of “green on blue” attacks having on our ability to carry out that transition?

I am happy to join the right hon. Gentleman in congratulating 12 Mechanized Brigade on the considerable advances that have been made over the past six months. For all that we read in the media, and for all the siren voices attempting to tell us something different, the evidence on the ground is that steady progress is being made. Incidents of violence continue but are increasingly outside the population centres, and life in much of Helmand is increasingly returning to normal, with bazaars reopening, schools operating and health centres being constructed. Of course, the current spate of “green on blue” attacks has a significant impact, but I am confident that we will not allow it to deter us from our mission.

The Royal United Services Institute reported in September, after it had met some senior Taliban people, that the Taliban were prepared to do a deal for the continuing presence of American troops after 2014, but not prepared to do a deal with Karzai because they regard him as weak and corrupt. That would mean a return to Taliban rule in parts of Afghanistan. What is the Secretary of State doing to prepare the British public for that eventuality?

The hon. Gentleman will know, having been present at most of these exchanges, that in the 13 months for which I have been in this job I have repeatedly said that although the military dimension is important, a lasting solution in Afghanistan necessarily involves political reconciliation. As we in this country know perhaps more than anyone else in the world, reconciliation in war-torn, strife-torn countries invariably means some compromise with the people we have been fighting. There will have to be a compromise in Afghanistan if we are to get a sustainable solution.

Further to the question asked by the right hon. Member for Coventry North East (Mr Ainsworth), the Secretary of State has already reflected on the ugly and demoralising nature of so-called “green on blue” attacks. What else can be done to minimise them over the years that lie ahead?

Our commanders on the ground have already taken a significant number of steps to reduce the risk of “green on blue” attacks—to reduce the number of opportunities for the perpetration of such attacks. As we go through the cycle of transition, we will expect there to be mentoring and assistance at increasingly higher levels of command. There will be fewer and fewer instances of mentoring at tolay and even kandak level as the situation proceeds, which will in itself reduce the opportunities for such attacks.

10. What recent progress there has been on security transition in Afghanistan.

Transition of security to Afghan control, as agreed at the Lisbon conference in 2010, remains on track to be achieved by the end of 2014. The Afghan national security forces are taking an ever greater role in their domestic security. They now have lead responsibility in areas that are home to three quarters of the population, including all 34 provincial capitals and the three districts that make up Task Force Helmand’s area of operations. We expect that by mid-2013 all parts of the country will have entered the process and that Afghan security forces will be in the lead for security nationwide. The progress of security transition will allow ISAF, gradually and responsibly, to draw down its forces to complete its combat mission by 31 December 2014.

I thank the Secretary of State for that response. He will know that, to date, not one senior official or political figure in Afghanistan has been successfully prosecuted for corruption or other abuses, despite the many major scandals that have taken place. Does he agree that governance and the rule of law will be more, rather than less, critical to progress in Afghanistan after the security transition, and how does he propose to ensure that it is at the heart of our engagement post-2014?

I am glad to be able to say that I absolutely endorse the hon. Gentleman’s view. As I said a moment ago, what happens in the military space is only one part of the overall equation. There needs to be political reconciliation, progress on building good governance, particularly on the eradication of the extreme corruption that is still prevalent in Afghanistan, and progress on developing relationships with Afghanistan’s neighbours.

Given the limited capacity of the RAF airbridge and the difficulty of transporting stuff overland to seaports in Pakistan, how much equipment do we expect to leave behind when we finally exit Afghanistan?

Our intention is to extract all equipment whose value to the armed forces is greater than the cost of extraction and recuperation. We hope to be able to use the southern route overland via Pakistan and we are also negotiating northern lines of communication through Uzbekistan, Kazakhstan and Russia, but in extremis we have the capacity to bring equipment out by air.

One of the key factors in ensuring a secure Afghanistan is, of course, the position of Pakistan, whose security services have given help to the insurgents and the Taliban over recent years. Will the Secretary of State update the House on what he thinks the latest position is with regard to the help and support given to the Taliban and insurgents by Pakistan’s intelligence services?

I am glad to say that relationships between Afghanistan and Pakistan are improving significantly. The recent visit of the High Peace Council to Islamabad marked an important step forward in building collaborative relationships in the region. Both countries understand the threat that the Taliban and other insurgent organisations pose to their security, as well as the benefits of collaboration in dealing with that threat. We are making significant progress, but the hon. Gentleman will know that Pakistan is not a simple country, that the situation is complex and that the issue will require a lot of effort for many years to come.

The Secretary of State will be aware that British troops preparing for deployment to Afghanistan undertake important training at the British base in Laikipia in Kenya. Will he join me in paying tribute to those who make sure that those troops receive the necessary training for Afghanistan? Will he also look into the absence of navigation aids at Laikipia air base, which means that British troops are prevented from flying directly to the training area and instead have to travel the long route via Nairobi?

My first priority is, and will remain, the success of the operation in Afghanistan. Beyond that, my priority is to deliver the military tasks for which the Ministry of Defence is mandated.

The MOD is also engaged in a major project of transformation to ensure the behavioural change needed to maintain the budget in balance and deliver the equipment programme so that our armed forces can be confident of being properly equipped and trained. With the benefit of a balanced budget to build on, we now need to focus on the future, and in particular on building the trust and confidence of the people who make up defence. Over the next few weeks, we will publish—jointly with the Foreign and Commonwealth Office—the defence engagement strategy, and I will announce the decisions emanating from the review of Army basing in the UK as we bring our troops home from Germany.

Has my right hon. Friend received any evidence from the Scottish Government on the economic and employment prospects of people in Gairloch if Scotland becomes independent and if a non-nuclear defence policy is announced?

I have received no evidence whatever, but this is not simply about people in Gairloch: the impact of the 6,000-plus jobs at Her Majesty’s naval base in Clyde is felt throughout the entire west of Scotland. The removal of those jobs or any erosion of their numbers would be a devastating blow to the Scottish economy.

The veterans interview programme aims to get private sector employers to guarantee job interviews for unemployed veterans. This scheme was designed by the Labour Opposition and is today being rolled out nationally by Jobcentre Plus. For months, Ministers have been asked to do something similar in the public sector. Will a Minister—any Minister—update the House on the progress made in getting public sector employers to guarantee job interviews to suitably qualified unemployed veterans?

I am not sure from the right hon. Gentleman’s tone whether he is pleased or saddened by the news today. He does not sound very joyous about it. The Department for Work and Pensions is rolling out a programme to ensure that veterans leaving the services are guaranteed interviews. I should have thought that he would be rather pleased about that.

Let me make a further point. Any suggestion that people leaving the services are unable to get work would not do them any favours. More than 90% of people leaving the services have found work within six months, and more than 97% within 12 months. I would have thought that that was rather a good record to build on.

I can tell my hon. Friend that our policy in relation to Syria remains that we believe that a diplomatic and political solution is necessary to deliver a sustainable solution to the crisis. While we pursue such a solution, we will not rule out any option that is in accordance with international law and might save innocent lives in Syria and prevent the destabilisation of a region that is of critical importance to the United Kingdom.

T2. Given the Government’s plans to impose the bedroom tax on the parents of serving soldiers, will the Secretary of State at least undertake to invest the Department’s forecast underspend in forces’ welfare, rather than returning it to the Treasury?

I, too, have seen speculation in the media that the Department will be underspending and returning money to the Treasury. It is our policy to operate a prudent approach to our budget, but—unlike the previous Government—it is also our policy to work closely with our colleagues in the Treasury to ensure that we deliver the equipment programme and support the armed forces in the most cost-effective way possible, and over a number of years, not just over a single year.

In his exchanges with my hon. Friend the Member for Barnsley Central (Dan Jarvis), the Secretary of State agreed about the need to deal with corruption in Afghanistan. I understand that the first prosecutions in relation to the Kabul bank scandal are taking place. Is the Secretary of State convinced that there are any prisons in Afghanistan at the moment that would be secure enough to hold anybody convicted?

Strictly speaking, this is not a matter for the Ministry of Defence. However, the working of the Afghan justice system does concern us, not least because our normal practice until recently has been to transfer UK detainees into the Afghan justice system to allow them to them to be processed. There is a great deal of work to be done to get the Afghan justice system into a satisfactory state.

Some weeks ago in Prime Minister’s Question Time I raised an issue relating to my constituent Emma Hickman, whose fiancé had died in Afghanistan and who was having difficulty determining a paternity because a DNA sample had not been released by the MOD. May I thank the Minister of State for the work he has done on this case, which is almost resolved? Will he consider asking the Army to hold DNA samples routinely for those on active duty, as happens in France and the United States?

We certainly support the expansion of cadet forces. Earlier, a colleague talked about the programme already in place to deliver an additional 100 cadet forces. I cannot give the hon. Gentleman a commitment at the Dispatch Box that we will be able to go beyond that, because of the resource implications. However, we are certainly reviewing it all the time, with my right hon. Friend the Secretary of State for Education.

T8. In Harlow, we are fortunate to have a strong Royal British Legion that has raised more than £45,000 for ex-servicemen so far this year. Harlow and Essex have now signed up to the Royal British Legion’s community covenant, but 200 local authorities have not done so. Will the Minister urge them to sign up today and back the Royal British Legion?

With permission, Mr Speaker, I would like to make a statement on the Government’s consultation on reserve forces.

On 5 July this year, I announced to the House my intention to publish a consultation paper setting out our detailed proposals for the future of the reserve forces, in response to the recommendations of the Future Reserves 2020 commission. The Green Paper, which I am publishing today, marks the beginning of a formal consultation period, and a significant step forward in our plans to build the reserves of the future.

Reserve forces play a vital role in delivering Britain’s defence capability. In the last 10 years, more than 25,000 reservists have deployed on operations overseas, and more than 2,000 deployed in support of the Olympic games this summer. Sadly, 29 have paid the ultimate price while on operational service over this period. The whole House will want to join me in saluting their sacrifice.

As well as delivering a range of combat capabilities, reservists have provided numerous specialist functions, from nuclear, biological and chemical protection in Iraq, to deployed medical support, saving the lives of our injured troops in Afghanistan. Whether at home or abroad, we should be proud of the dedication, determination and courage with which so many of our reservists serve this country.

Last year, the Future Reserves 2020 commission reported that, in spite of that service and sacrifice, our reserves—particularly the Territorial Army—were in decline. Their numbers were getting smaller, the full range of their capabilities was not being used, and they were not being used in a cost-effective manner. In the Territorial Army, we still have major units configured as they were when the task was to provide mass reinforcements to counter a cold war era Soviet threat, and we remain unable to mobilise reserves to assist our regular forces on their vital standing tasks, such as the defence of the Falkland Islands.

The commission found that those deficiencies, when taken together, were contributing to an erosion of the effectiveness of the reserves and of the links between our armed forces and wider society. We cannot allow that to continue. The 2010 strategic defence and security review called for a transformation of our armed forces to meet the new security challenges and threats of the 21st century while addressing the deficit in the defence budget. In Future Force 2020, we are building an adaptable whole force to meet those challenges and threats, with our Army, Air Force, maritime and marine reserves at the heart of that force. The reserves of the future will be integral to, and fully integrated with, our regular forces, capable of being deployed as formed sub-units and units—as well as continuing to deliver individual augmentees—together providing an agile, high-tech capability, which is able to defend our country, project power abroad and respond to diverse contingencies.

Historically, mobilisation of the reserves has often been seen as indicative of an emerging large-scale crisis for which the numbers of regular forces would be insufficient—a view reinforced by the current legislative framework, under which reservists cannot be mobilised to support standing military tasks—but in future, as an integrated element of our armed forces, the reserves will be a part of almost every type of operation that our armed forces conduct, whether in combat, capacity-building or fulfilling more routine standing commitments. Indeed, some very specialist capabilities, such as cyber, media operations and medical capability, cannot cost-effectively be held in the regular forces, and we will rely upon the reserves to deliver them.

The routine delivery of the nation’s security will broaden from being the sole preserve of the standing regular forces into a responsibility that is shared, through the role of the reserves, much more widely across society. To deliver it, we are investing an additional £1.8 billion in our reserves over the next 10 years, enabling us to increase their size to a trained strength of approximately 35,000. For the first time in 20 years, our reserves will be on an upward and not a downward trajectory. By 2018, we will have grown the trained strength of the Army Reserve to 30,000, the maritime reserve to 3,100, and the Royal Auxiliary Air Force to 1,800.

Reserve units will be paired with, train with, and achieve the same standards as, their regular counterparts. They will use the same equipment and the same vehicles, and wear the same uniforms as the regulars, and they will deploy routinely, together with regular forces, on major overseas exercises. This year alone, reserve units will conduct some 22 overseas exercises, with probably twice that number next year. Integrated regular-reserve overseas training exercises are being developed and will become routine. Already, the additional investment we have put in place is making a difference. As I saw for myself last night at the Royal Yeomanry Territorial Army centre in Fulham, Territorial Army units are taking delivery of WMIK—weapons mount installation kit—light reconnaissance vehicles, Bowman radios and new Regular Army uniforms and weapons.

As by far the largest element of our reserves, the changes will be felt most keenly by the Army. To reflect the significant change in the role of Army reservists, I propose that the name of the Territorial Army should become the Army Reserve. We will consult on that proposal. Vital to delivering this transformation will be offering a new proposition to our reserves: if they make the commitment, turn up regularly to train and are prepared to deploy, in return, we will make the commitment to equip, train and fund them properly. In the future, we will give reservists much better defined, more fulfilling roles, properly resourced and with adequate training, underpinned by a balanced package of remuneration and support for them and their families, much more closely aligned to the pay, allowances and welfare support provided to the regulars. In return, we will expect them to commit to required levels of training, to meet the same exacting standards as the regular forces and, crucially, to be available to deploy alongside them.

National emergencies apart, we will provide greater predictability about periods of liability for deployment for our reserves. That will mean, typically, a deployment of no more than six months in a five-year period for Army reserves, although total mobilisation could be up to a year to cover operation-specific pre-deployment training and post-operation recuperation. This predictability will help those who serve our country, and their families, to plan their lives, and it will also help employers of reservists to plan their work forces, because, crucially, to achieve our aims we need to develop a new relationship with civilian employers. Too often in the past, that relationship has only started at the point at which reserves have been mobilised. That has got to change. It is vital that we create a much more open and collaborative relationship with employers, including: providing greater certainty about reservists’ liability for deployment, with advance warning of when their call-up liability period will be; giving confidence to employers that the skills and aptitudes reservists develop in training and on deployments will be of benefit in their civilian careers; and recognising that the relationship will need to be tailored to different types and size of employers.

I fully accept that it may be large public and private sector organisations that are best able to offer, absorb and manage periods of employee absence, and I am delighted that companies such as BT, the AA and BAE Systems have shown their support to our reserves and this consultation process. With the growth of statutory leave provisions and flexible working practices, however, employers of all sizes are more accustomed than they used to be to managing periods of absence. Further, in a modern, dynamic economy, increasing numbers do not pursue conventional careers, creating a sizeable pool of self-employed people from which to recruit.

I look forward, in the consultation process, to exploring further with businesses of all sizes how we could better recognise the support they give to our armed forces, perhaps through a kitemark-style national recognition scheme for reserve-friendly employers, or possibly through the use of targeted financial incentives for smaller employers.

Taken together, the proposals in the Green Paper point to a new strategic direction for our reserve forces. They are challenging, requiring the support of both reservists and employers to succeed, but they are also deliverable. Reserve numbers in 2018 will still be less than half the size of the Territorial Army in 1990, and recruitment levels are now starting to rise after a long-term downward trend.

Too often in the past, our reserve forces have been neglected and taken for granted—an afterthought when it came to investment and training and a soft target when it came to last-minute in-year budget cuts. That will no longer be the case. Under our proposals, with a balanced defence budget and an additional £1.8 billion of investment, our reserve forces of the future will be better trained, better equipped and better resourced than ever before. Collectively, they will take on greater responsibility, and benefit from greater reward and greater respect.

In the years to come, we will have Army, Navy and Royal Marines reserves, and a Royal Auxiliary Air Force, sitting at the heart of the defence of our national security —reserve forces of which we can be proud, supported by employers to whom we will owe a deep debt of national gratitude. I commend this statement to the House.

I thank the Secretary of State for his statement, and for advance sight of it and the Green Paper.

Our reserve forces can make an enhanced contribution to our regular forces and UK force projection capability. In recent years, reservists have operated in the Balkans, Iraq, Afghanistan and, most recently, in Libya. We remember each who has been lost or injured, and pay tribute to their courage and their sacrifice—a comment that is more pertinent in this Remembrance week. We, like the Government, support the modernisation of the reservists and support a name change to reflect their contemporary composition.

Today’s plans build on the last Government’s record of support for reserves, but when the Government announced deep cuts in the regular forces of 30,000 and a doubling of reserve numbers to compensate, many would not have known that the cut in regulars would go ahead regardless of whether the target for reservists is met. Given that it is the Government’s policy to rely on reservists to meet the defence planning assumptions, surely it would make more sense to make the cut in regular capacity contingent on growth in reservist capability. The Secretary of State’s comments today will be checked to some degree by concerns that he has announced a policy without yet having a clear idea of how it will be achieved, and today we have a new list of unanswered questions. Concerns will be heightened by the criticism, made by the Green Paper’s co-author, of a backlog of applicants. Will the Secretary of State reassure the House and others on whether he has increased the number of medical officers and computers available to applicants?

In the limited time available to me, I want to ask specific questions and look for specific answers in five areas. On employment, the Secretary of State announced that three companies are supporting his consultation, and we look forward to more being announced. Support from employers is vital, and we therefore welcome the approach outlined, in particular the consideration of a kitemark. Does the Secretary of State envisage such a kitemark being taken into consideration in decisions on defence procurement? Will he also say what specific incentives there will be for private companies, and whether those already taking on reservists will be recognised? It is vital, in our view, that legislation is now considered to protect reservists against discrimination in employment interviews, pay and career promotion.

On the nature of deployment and integration with regular forces, it is our judgment that reserves should not form stand-alone units on operations, and that the present system of integrating individually into infantry companies should remain. One great strength of the reserve force is its local identity, so will the Secretary of State say a little more and offer clarity on the fate of existing TA units?

On training, an enhanced front-line role must be matched by a proportionate improvement in pre-deployment training. The integrated concept should extend beyond tours of duty to preparation too, so we recommend that reservists train alongside regulars with more advanced equipment. What is the Secretary of State doing specifically, in addition to what he has already commented on, to enable such a change of practice to take place?

On mental health, reservists’ new role comes at a time when medical analysis shows us they are more susceptible than regulars to post-deployment mental health problems and post-traumatic stress disorder. Many reservists return to civilian life without decompression with those who share their experiences, and do not have access to military medical services. What improvements are being made to post-deployment care?

On benefits, our support for reservists should extend to those signing up while they are signing on for benefit. Greater mandatory training requirements for reservists could, it has been reported, lead to individuals not meeting claimant eligibility criteria. A condition of claiming must be about consistent search for employment, but someone who has lost their job should not lose their benefit because they volunteer. I hope the House agrees that no one who fights for their country should be made worse off. I have asked a number of questions of the Secretary of State, but I would like clarity and an absolute guarantee on the record that no one will be affected in that manner.

In conclusion, it is in our nation’s interest that, at a time of enormous uncertainty across the world, a greater degree of clarity is provided on how we recruit and retain a new generation of reservists. We will support and continue to scrutinise the Government’s actions, because it is now clear that our nation’s security will depend on the professionalism of our reservists and on the Government’s ability to get this right. We wish them well in that endeavour.

I am grateful to the right hon. Member for East Renfrewshire (Mr Murphy) at least for the very first and very last sentiments he expressed. I am grateful for his broad support for reform of the reserves and for the name change, which might seem trivial but is hugely symbolic of our intentions. I am also grateful for his good wishes at the end.

The right hon. Gentleman tells the House that what we are doing builds on “the last Government’s record of support for the reserve forces”. That would be the proposal to cut their funding by 30%, slash their training days and stop live firing of ammunition, I suppose! He asked me about the balance of regulars and reserves, but he was quoted this morning on the BBC website as saying that we need a smaller but stronger armed forces. That is the first time I have heard him admit that our armed forces have to be smaller, as we cut our coat to fit the budgetary cloth that we have inherited from Labour.

The right hon. Gentleman made a fair point about the backlog of applicants in the system following the move to common selection in April 2012. We are aware that we must deal with this issue before we publish the White Paper next spring. Steps are in hand to deal with his points about medics and computer access. The Army is acutely aware that it has to get people quickly from the point of application into the reserves, and not keep them hanging around, as I am afraid has happened in some cases over the past few months.

The right hon. Gentleman asked me about the kitemark proposal and whether it would be taken into account in the awarding of defence contracts. I do not believe that that is the appropriate way to award contracts. Where those contracts are subject to competition under European competition directives it would be illegal to offer priority to an accreditation that is only available to UK companies.

The right hon. Gentleman asked about specific support for employers. He will see, when he reads the Green Paper, a number of questions about the nature of the support that we should give. Financial support is already available to employers when reservists are called up for deployment. We have not closed our minds to the possibility of further financial support, but there is a fixed pot of money available to support this initiative— £1.8 billion—and, if we use it to pay employers, we cannot use it for kit and equipment for reservists. I want to ensure, therefore, that where we offer financial incentives, they are precisely targeted—at the smallest employers, I would expect—where they will do the most good. We have some excellent large companies supporting the initiative, but, with the greatest respect to them, I do not want to hand them a wodge of taxpayers’ money to recognise the excellent work that they are already doing. However, I am much more open to the idea of financial support for smaller companies.

The right hon. Gentleman asked about discrimination. We make it clear in the Green Paper that if there is evidence of widespread discrimination against reservists and if we cannot find an effective way of dealing with it without legislation, we will not hesitate to legislate.

The right hon. Gentleman asked about the existing basing lay-down. We cannot set out now the future basing lay-down for the Army Reserve, because we have not yet set out to the House the Regular Army basing lay-down. I expect to be able to do that before Christmas so that, when we publish the results of the consultation and our White Paper in the spring, we will be in a position to set out the planned lay-down of TA units around the country. Those will have to reflect the population centres where we expect to be able to recruit in the future, and we must be hard-nosed about ensuring that our limited resources are deployed in the areas where we can expect to recruit reservists.

The right hon. Gentleman asked about training alongside regulars. As the White Paper makes clear, that will be standard practice in the future. He also talked about mental health. I completely accept his point. One issue that the Green Paper raises relates to full access to the military mental health support system, both for serving regulars and reservists, and for regular and reservist veterans, and the assurance that reservists will be offered decompression time after operations. The lessons learned as a result of the Murrison report—the work done by my hon. Friend the Under-Secretary of State, who has responsibility for international security strategy—will be transferred to the reservists.

The right hon. Gentleman also raised the issue of jobseeker’s allowance. I have just asked for this to be checked, and I can confirm to him that jobseeker’s allowance is preserved for reservists and is not removed. That is an important point. People who find themselves facing a period of unemployment have an excellent opportunity to undergo their basic reserve training.

I want to finish by remonstrating with the right hon. Gentleman on one point. I do not know whether he realises the significance of what he said about deployment as formed units and sub-units, but for people in the reserve forces that goes to the very heart of this question. If we cannot support them to be able to deploy in formed sub-units and units, they will regard this as a pyrrhic victory indeed. I urge him to look carefully at what he said on this matter and consider the Opposition’s position, because the Regular Army and the reservists, to a man—

I very much welcome the creative and supportive way in which my right hon. Friend set out the Government’s approach to the reserves. Will any legislative changes be required to guarantee that reservists can be used for the full range of military tasks? As part of the consultation, will the Government make available to the House the experiences of how other countries incentivise employers? Other countries, particularly the United States, have a much better record than most of being able to use reservists in a full range of tasks and ensuring that they have a full range of promotional opportunities.

I can tell my right hon. Friend the Member for North Somerset (Dr Fox) that legislation is already in place to protect the employment position of reservists who are mobilised. He will also see when he reads the Green Paper that we are proposing legislation to extend the circumstances under which we are able to mobilise reservists, so that they can be mobilised not only for operational service overseas, but for homeland resilience and routine operations, such as the crucial defence of the Falkland Islands. He will also see that the Green Paper contains a section setting out some examples of practice in important allied nations. I am sure he already knows this, but what others will learn from that section is that at present we have a disproportionately low percentage of reserves in our total force mix compared with most of our comparable allies. What we are doing will move us back a bit further towards the average force mix of our normal allies.

The medical reserves, such as those from the Territorial Army unit in Ellesmere Port, contain a lot of extremely highly skilled people who are necessary to the advancement of safety in the field. They have done a fantastic job in the recent past under both Administrations and are drawn largely from a much more devolved health service. What discussions is the Secretary of State having with his colleague the Secretary of State for Health to ensure that proper mechanisms are in place for reservists coming from the health service?

The Department of Health, along with a number of large companies, is one of our key partners in the current partnering arrangement. Many NHS trusts that I have spoken to are acutely aware of the benefits to them of properly managed reserve service. Those returning from the role 3 hospital in Camp Bastion have without doubt the best trauma training available anywhere in the NHS.

If the hon. Gentleman reads the Green Paper, he will see that, as well as appeals to corporate social responsibility and collective responsibility for the national defence, there is a strong strand of mutual benefit between the reserves, the Army and employers. We need to draw out and develop those mutual benefits, and I am sure that we will be able to do that in the case of NHS trusts.

I congratulate my right hon. Friend on this statement, and I know that he will agree with me that the House will also wish to congratulate my hon. Friend the Member for Canterbury (Mr Brazier), without whose persistence this statement would not have taken place. I declare an interest, in that my daughter is a reservist second lieutenant.

Will my right hon. Friend confirm that it is so important that this proposal succeeds that it deserves a campaign led by the Prime Minister and, I suggest, the Leader of the Opposition, as well as the Secretary of State for Business, Innovation and Skills and the Secretary of State for Defence, to encourage employers to recognise the enormous benefits that they will get from employing people with the work ethic and the discipline that reservists show every day?

I am grateful to my right hon. Friend and I am very happy to acknowledge the role of my hon. Friend the Member for Canterbury (Mr Brazier), who has played a crucial part in developing this agenda.

Yes, my right hon. Friend is right: it is essential that we achieve success in this regard. I do not regard this as a partisan issue, and I hope that the right hon. Member for East Renfrewshire (Mr Murphy) will think carefully about the point about deployed formed units and sub-units. I would be happy to arrange for him to have some briefing on this matter, if necessary, from the relevant people in the Army and Army Reserve. I hope that we can take this forward not only on a cross-government basis but on a cross-party basis.

My right hon. Friend the Member for North East Hampshire (Mr Arbuthnut) has hit the nail on the head in talking about the benefits to employers. If we are going to make this process work, we must draw out the benefits for employers, in the general management and personal skills that reserve service will bring to their work force, and given the specific vocational training that the Army can give to reservists. One proposal in the Green Paper is to use civilian-recognised qualifications in the armed forces, making it easier for members of the armed forces—regular and reservist—to use the skills that they have acquired during service to enhance their careers in the civilian economy.

What will be the mandatory annual training period for reservists?

It will vary between the services, but for the Army, which will be by far the biggest part, it will increase from 35 to 40 days a year, of which it will be expected that 16 days are delivered as a continuous period of training deployment—the same as now. The additional days will be delivered through weekend and evening training sessions, to minimise any additional burden on employers.

Mr Speaker, may I thank you for the contribution that you are making by giving a party for employers in a fortnight’s time?

I congratulate my right hon. Friend the Secretary of State on his really excellent and thoroughly thought through statement. I should like to underpin what he said by making a further point. The shadow Secretary of State made what was otherwise a rather well thought through response, and it was a pity that the point came up about formed units. The plain fact is that, since 2009, the reserve forces have been used as a part-time personnel unit organisation, and that does not appeal to high-quality leaders. We must have formed units and sub-units in the picture.

I thank the Secretary of State for giving me early sight of his statement. I welcome the intention to increase the number of reservists. However, the reserve forces will need to be reconfigured to meet his objective of integrating with the regulars. May I ask him about the Royal Marines Reserve in particular? Will he ensure that the reconfiguration is done sensitively, and that the modern, fully equipped bases around which recruitment is now good are protected wherever possible to ensure the broadest possible geographical spread of the specialist skills? This would help to achieve the Government’s objective of an overall increase in numbers.

One wonders whether the hon. Gentleman could be referring to any particular base. Yes, he is absolutely right. First of all, we have to fix the lay-down for the regular forces; and then we have to make sure that the location of reservists is appropriate, both from a recruiting and a training point of view. Our intention is that reservist units will be paired with specific regular units, so they will work with them on a routine basis. There are obviously issues of geography that need to be taken into account. We will set out the regular basing plot before the House rises for the Christmas recess—with your permission, Mr Speaker—and I then expect to be able to set out the reserve plot and the pairing pattern when we deliver our response to consultation conclusions and the White Paper in the spring.

I congratulate my right hon. Friend on his statement and commend his approach to this ambitious project—taking it steadily, consulting widely and not looking for a quick fix. Has he, like me, detected great enthusiasm on the part of our reserve forces for this new and ambitious programme, a determination to make it work, and an eager anticipation for what he has promised—equivalent training, equipment and remuneration to the regular Army?

My right hon. Friend talked about rebuilding the relationship particularly with smaller employers. In doing that, will he give consideration to those smaller employers, perhaps paying their national insurance as a way of supporting the ongoing relationship between smaller employers and their employees who are members of reserve forces?

I am grateful to my hon. Friend for his comments. It is probably fair to say that we can rely on our hon. Friend the Member for Canterbury to speak for the reserve forces. The response I have heard from reservists has been as enthusiastic as my hon. Friend’s response would suggest.

What we are asking of reservists in the future is a bigger commitment: to turn out for the training on a mandatory basis, and to be available for deployment on a more regular basis than in the past. Perhaps somewhat counter-intuitively, every reservist I have spoken to welcomes that greater rigour and discipline. They want to be part of a serious disciplined military force, and they want also the recognition that will come with that greater level of rigour and discipline. The new kit is already being rolled out. As I said, I saw some of it last night, and some more of it last Friday in Corby—[Interruption] —a random Territorial Army depot that my office chose for me to visit.

My hon. Friend asked me about smaller employers, and he will see when he reads the Green Paper that we looked at the possibility of making some kind of national insurance rebate, but concluded that it would be very complex to administer and that if we are to target financial assistance at smaller employers, it would be better done in the form of cash payments.

Given the new commitment to reservists, can I assure the personnel serving in that Royal Marine detachment that their future is secure?

I warmly welcome what the Secretary of State has announced this morning about rebuilding our reserves. I suggest, however, that central to that will be a deal between those who are leaving the regular forces whom we will ask to remain in the Army Reserve, and others thereafter. That demand on them needs to be coupled with a satisfactory financial settlement in order that they will stay for a number of years.

Ex-regulars are an important potential source of reinforcement for the reserves. About 18,000 people leave our armed forces every year: that is the normal turnover outwith any specific redundancy programme. At present they are required by statute to be available in the regular reserve for a time-limited period, but in practice that arrangement is defunct. We considered whether we should seek to use the legislative powers to enforce it, but concluded that it would be better for us to approach the matter through incentivisation —incentivising ex-regulars to bring to the reserves the fresh skills and training that they have so recently received. I am confident that we shall be able to reinforce the volunteer reserves significantly with immediate ex-regulars.

I do not want to be parochial, but, while I welcome the broad thrust of the Secretary of State’s announcement, may I ask what it means for squadrons in Cardiff and Swansea? I am thinking of 223 Transport Squadron’s medical unit—which has served on the front line, and on which I served very briefly as a teenager—of 580 Transport Squadron, and of the medical squadron detachment 144. Can the Secretary of State assure me that sensitivity will be applied, and that their historic identity as well as their long-term future will be guaranteed?

As I think the hon. Gentleman will understand, I cannot give him specific assurances about individual units, but I can say this to him. We are expanding the reserves. We are experiencing a period in which the trajectory is upward. When units do not have just a nominal strength but are well recruited, with people who turn out regularly for training, they can expect a positive future.

Mindful of the fact that the Army Reserve—soldiers, sailors and airmen—must be as up to par as regular soldiers, sailors and airmen, can my right hon. I have set the likely training requirement for the Army Reserve at 40 days a year once basic training has been completed. The experts—the professionals in the Army on whom I must rely when it comes to these matters—tell me that that will be sufficient for the tasks that we will ask reservists to perform. Clearly there will be some tasks that we will not ask them to perform; similarly, there will be some tasks for which we will rely on them entirely. However, I am confident that the training offer, and the funding to support it, will give us a reserve that is capable of deploying effectively with the regular Army, delivering the high-quality military output that we require.

The key to all this will be recruitment: finding the 30,000 and, subsequently, the 35,000 reservists who will be needed. Can the Secretary of State tell us a little more about the role of the current Territorial Army centres? When I go down to Cobridge barracks, as I will on Remembrance Sunday, what assurances can I give all the people who are based there? Without the necessary recruitment—and given that the Secretary of State is also privatising recruitment—we shall not have the whole of the country and the local centres to produce the 35,000 whom we shall need by 2020.

Let me be clear about the numbers. The 30,000 figure represents the total trained strength of the Army Reserve in 2018. We currently have a trained strength of about 17,000. In the other two services, the current numbers are not far short of the targets. The big increase must be in the Army reserves. The challenge is to find about 13,000 more reservists over the next six years. I think that that is achievable, especially bearing in mind that in 1990—just 20-odd years ago—the Territorial Army was 72,500 strong, and that it was even stronger than that in earlier days.

However, the hon. Lady has identified what will constitute a tension. On the one hand, we want reservists to be close to regular Army units, because that facilitates training; on the other hand, we recognise that reserve units will need to be based in the recruiting areas within the centres of population, because the part-time training that reservists undertake requires them to be able to reach TA centres relatively easily. In the spring, we will set out a basing plan which I think will effectively manage that tension.

Does my right hon. Friend agree that the level of awareness and positive attitudes to the reserves among the regular forces is increasing massively, partly owing to the integration of training that has already taken place under the present Government?

I congratulate my hon. Friend, who, I believe, has just completed her reserve training. She, at least, is helping me to meet my targets.

My hon. Friend is right to point out that a key measure of success is the attitude of serving regulars to their reservist colleagues. Training together, working together and deploying together is crucial. I have asked regulars in Afghanistan privately, in the canteen, how they work with their reservist colleagues, and the universal answer is “They are no different. When we are out here, we are all doing the same job.” We need to ensure that that ethos is spread throughout the whole force, and I am confident that we shall be able to do so.

That is a very good question. We want to segment the market, to consider the different needs of different types and sizes of employer, and to tailor the package in order to deliver something usable to them. Our approach to a company with a personnel department will be entirely different from our approach to a small company in which the boss does all the personnel work himself. During our consultation, we shall look for feedback from businesses of all types on how they can best be supported when they employ reservists.

In my experience, when a soldier was made redundant or reached the end of his service, he would be greatly reluctant to become involved with the Territorial Army. Will the Secretary of State expand on the incentives that will be offered to former regular soldiers, male and female? I think that any dependence on large numbers of ex-regulars will be difficult to meet.

That may have been my hon. Friend’s experience, but it is not the advice that I have received, including advice from reserve units that already contain significant numbers of ex-regulars. When I visited a reserve unit last night, a significant number of ex-regular officers and NCOs were on parade.

We will, of course, have to ensure that moving to the reserves is not only financially attractive, but a smooth process. I know that there has been a problem with ex-regulars encountering delays and being required to jump through unnecessary hoops, but we should be able to deal with that, given that these are people who, by definition, already have the skills and the training that we are seeking in the reserve forces. The question of how we can deliver financial incentivisation is one of the issues for consultation, and I should welcome my hon. Friend’s input.

The north-east provides a higher proportion of recruits to the armed forces than any other region in England, but all too often they find their return to civvy street very challenging, particularly when it comes to unemployment. Will the Government consider widening the kitemark to include employers’ records on hiring veterans and military spouses?

That would be a separate issue, and I do not want to confuse the two issues. It is an important area, however, and, as the hon. Lady will know, the Prime Minister has recently appointed Lord Ashcroft to act as a champion for veterans’ transition, focusing in particular on how we support veterans out of the service and into employment. I would not want the House to have the impression that large numbers of ex-service people are unemployed, however. Some 90% of those service leavers who are seeking work have found employment within six months of leaving. Given the economic backdrop, I think that is quite a reasonable achievement.

When I joined the TA, there was no difficulty in getting recruits. There was Monday night in the drill hall with one’s chums, the occasional weekend on Salisbury plain, and two weeks’ camp in Germany. Is there not a real problem now, however, in that the Secretary of State is asking people to devote perhaps one year in five to being in a very challenging and dangerous environment such as Afghanistan? What will happen if we simply do not get the recruits? Does that point not underline the importance of maintaining the standing regular Army, rather than relying on future projections of TA numbers that may not materialise?

There are different types of recruits and, to put it frankly, I say with the greatest respect to my hon. Friend that someone who is looking to join up in order to prop up a bar on a Monday night and have an occasional outing on Salisbury plain is probably not the person we are looking for. All the discussions I have had with reservists suggest to me that they want to be taken seriously, and they know that a higher training tariff, a greater focus on skills and much more working together with the regular Army—sharing the burden of routine tasks and routine deployments with it—is the way to increase the esteem in which the reserve is held.

What we are doing on the size of the regular Army is determined by the budgetary envelope we have as a result of the black hole in the defence budget that we inherited. The exercise announced today is about ensuring that, notwithstanding that necessity, we maintain the military capacity we need in the future.

This Government are determined to undermine and weaken employee rights. What assurances can the Secretary of State give to reservists that he will protect and strengthen their rights at work?

I am not quite sure what that question was all about. Under the Reserve Forces Act 1996, reservists’ employment rights are protected when they are mobilised—employers are required to keep their workplace open for them. As I said in my statement, however, our Green Paper addresses the issue of discrimination. We have not ruled out the use of legislation if there is evidence of systematic or widespread discrimination against reservists, if that cannot be tackled in any other way, just as we have legislation preventing employers from discriminating against someone who might be likely to take maternity leave, for example.

Notwithstanding the bar talk, my hon. Friend the Member for Gainsborough (Mr Leigh) made a serious point about the synchronisation of the draw-down or reduction in regular forces and the uplift in reserve forces. Can the Secretary of State assure the House that there will be enough flexibility in the emerging policy, consultation and Bill—which it is hoped will be introduced before the new Session—for us to be able to take steps to ensure there will be no reduction in regular forces unless we are completely confident that they are back-filled with the new reserve forces?

The trajectory for moving to the planned size of the regular Army of 82,000 is set. That is driven by our determination to maintain a balanced budget and to avoid the chaos under the previous Government when every year—sometimes twice a year—and at enormous cost, budgets for equipment had to be reset and projects were cancelled or delayed. A number of levers will be available to us in recruiting reservists, including the recruitment of ex-regular forces reservists. We will retain enough flexibility to be able to use those levers if we are not getting the result we want over the next six years.

Given that defence procurement is exempt from the normal rules of preferential treatment, will the Secretary of State expand on why he said he thought it would be illegal to give such preferential treatment to firms kitemarked under the scheme for employing reservists?

I specifically said that that was where the procurement is not exempt from European Union procurement rules. Not all defence procurement is exempt; only the procurement of warlike supplies is exempt. Some of the strongest and most effective corporate supporters of the reserve service are the big defence contractors. I therefore think the hon. Gentleman is looking to pursue a contractual solution to a problem that does not exist, because they are already among the best in this regard.

I welcome the statement, and in particular the comments about additional engagement with employers. Does my right hon. Friend agree that the best way to get greater backing from employers is to give them greater certainty over the level of reservists’ deployment so that they can plan ahead?

Some communities where bases will close have long-standing historical ties with the military, such as Kirton-in-Lindsey in my constituency. Will the Secretary of State work with such communities to ensure that they can take advantage of the opportunity presented by the new plans for reservists, so that they can maintain their ties even though bases may close?

I congratulate my right hon. Friend on his statement, as the measures announced should mean that reservists will not again go unprepared into a warzone, as they did in Iraq under the previous Government. I have many ex-Gurkha soldiers and others of Nepalese heritage living in my constituency. Does my right hon. Friend know of any initiatives to raise a Gurkha reservist unit so as to take advantage of the loyalty, courage and skill of these brave men and to protect their proud history and distinct character?

Battersea has the great honour to be the home of the London Regiment of the TA, and many of its members have given very distinguished service in Afghanistan over the period of our combat operations there. They have told me about the high level of integration between regulars and reserves. Does my right hon. Friend agree that it is vital that we maintain that as we draw towards the end of these combat operations?

Does the Secretary of State agree that one of the opportunities arising from his plans is to bring into the reserves people who have specific skills in cyber and advanced telecommunications, which are importantly placed in the civilian population? We need to get them into the reserve forces.

Yes, my hon. Friend makes a good point. Certain skills needed in modern warfare are found in the civilian sector, with cyber and advanced IT skills being obvious examples. How we use reservists who have those skills does not necessarily require them to undertake the same type or level of training as, for example, an infantry reservist; in practice, their daily civilian job is giving them the on-the-job training they need. We will seek to be flexible in how we use and train reservists who have specialist skills.

In 2003, nearly 4,000 Territorial Army soldiers were rushed to Iraq even though their level of training did not qualify them to be sent to rifle ranges in the UK. As a direct consequence of being deployed without being fully trained, one of them died. Will the Secretary of State confirm that under the scheme he has announced there will be no short-cuts on reservists’ training?

I take on board entirely what my hon. Friend says. The significance of my statement today is that the training that has become, in effect, optional over the past half a decade will become mandatory once again; people will have to do the training tariff they are required to do, and they will be recognised for doing so. People will not be able to remain in the Army reserve if they do not do the training they are required to do.

May I use this opportunity to pay tribute to those reservists—and more regulars, especially those from 3 Commando Brigade—who have lost their lives while defending our country? Will my right hon. Friend confirm that the armed forces covenant will certainly cover those people, that we will ensure that we have a structure in place to look after service families when reservists go off on operations and that we share information on the reservists with organisations such as the Royal British Legion, the Soldiers, Sailors, Airmen and Families Association, and Combat Stress, so that they are in a position to deal with those people as and when they come back and need help?

As my hon. Friend will see when he reads the Green Paper, it contains a section that talks about extending the armed forces covenant appropriately to cover reserves. On supporting families, he is absolutely right, although we face a different challenge because reservist families, by definition, do not live in military communities and are dispersed, so this has to be done in a different way. Access to the regular military support apparatus, for example, the military health care, dental facilities and mental health facilities, is a crucial part of the package.

I acknowledge the broad support of the Federation of Small Businesses and the massive contribution made by large employers, but may I ask the Secretary of State to reflect on the situation of micro-businesses and businesses that have between five and 10 employees? It is crucial to develop a realistic package to provide the incentives for business owners to release their staff to participate, particularly in areas such as Salisbury, where there is great enthusiasm to do so.

My constituents are very proud of the Royal Electrical and Mechanical Engineers Territorial Army units, which will be on parade as part of the Crawley remembrance services taking place this Sunday. My hon. Friend rightly points out that many of our reserve units will be on parade this Sunday, taking a full and active part in the commemorations. As he will know from comments I have already made, I cannot give unit-specific assurances, but I can say this to him: in the restructuring of the Regular Army, a deliberate decision has been taken to reduce manpower disproportionately in logistics, engineers and REME, which will require a disproportionate growth in the reserve strength in those three areas. I think he can probably work out the rest for himself.

As someone who ran a small business, I can tell the Secretary of State that there will be strong support on this from small businesses, but they will need to plan for the absence of people, many of whom will be key members of staff. Businesses will be looking for a lengthy period of notice about planned deployments, so can he reassure the House as to his proposals on the matter?

I welcome my hon. Friend’s comments. Yes, we are saying the period of liability for deployment will be determined in advance and will be of broadly fixed duration. There will be a broadly fixed period of immunity before deployment again, and there will be longer periods of specific notice of any given deployment.

In my previous career, I came across instances where being a reservist did adversely—wrongly—affect someone’s promotion opportunities. One way of balancing that would be to go down the procurement route in respect of the kitemark. I believe that other countries in the EU would do this in terms of local content, so are we not dismissing it too easily?

There are a number of ways in which we can address discrimination. As I said, I have not ruled out the use of legislation, but I also believe that the package we have set out today will make it less likely that employers will feel the need to discriminate against reservists, because we are making their liability for service more predictable and more well understood in advance. I do not believe that using things such as the kitemark scheme as a way of conveying a privileged position in a bidding process is compatible with our overall objective of achieving best value for money for the taxpayer in the procurement of military equipment.

Our reservists are some of the best informed about what works and what does not work currently, and about the challenges they have faced. So how will the Secretary of State ensure that our reservists, particularly those serving abroad, in Afghanistan and elsewhere—I have a very good friend who is serving with the United Nations in Cyprus—are able to contribute to the consultation?

The consultation is being made available online. Indeed, it is being published in electronic form only, apart from the requirement of the House to deliver hard copies here. If it were not for that, this would be an all-electronic consultation. It will be given publicity through the chain of command. Furthermore, the responses that we receive will be processed by an independent contractor and anonymised before we get them, so reservists may feel confident that they can respond anonymously with their views.

1. What recent assessment he has made of the support given to service leavers when re-entering civilian life.

Providing transitional support to service leavers is a high priority. Those who have completed a minimum duration in the armed forces are offered a framework of support services. Of those who make use of this framework, over 90% of those seeking work find employment within six months of leaving the armed forces. However, we believe we can do more, and I announced in September the appointment of Lord Ashcroft as the Prime Minister’s special representative for veterans’ transition. He has a long-standing interest in the armed forces and a track record of support for veterans’ charities. He will review the support available to service leavers making the transition to civilian life and make recommendations for improving that support and for better co-ordination across Government and with service charities. We look forward to receiving his recommendations in due course.

I am grateful to the Secretary of State for that reply. Over the next two years, 9,000 brave men and women who have put their lives on the line for our country will be coming home from Afghanistan. They will need help to find a home and retrain to find a job, and support for their families. At the moment, they are often pushed from pillar to post around local authorities. If there were a veterans champion in each local authority who could co-ordinate those services, they could make the system work effectively for those veterans coming home. Will the Secretary of State consider the campaign for veterans champions in each local authority area and give it his support?

I am pleased to be able to tell her that more than 150 local authorities so far have signed up to the community covenant. I am grateful to my hon. Friend. He is absolutely right. As we build our Army reserve to a level of trained strength of 30,000, it will be essential that we capture the skills of regular Army leavers, not just to help us with the numbers but because of the resilience that they will give to reserve forces. One of the tasks that we have asked Lord Ashcroft to undertake is a discussion across Government and the wider public sector to see what more we can do to ensure that service leavers have the very best opportunities in relation not only to employment but access to benefits and social housing—all the other things that they need. My right hon. Friend knows very well, not least from the excellent report produced by the Under-Secretary of State for Defence, my hon. Friend the Member for South West Wiltshire (Dr Murrison), that one of the biggest problems facing returning servicemen is mental health problems, not only when they first get back but for very many years thereafter. What extra steps can the Secretary of State take to make sure that we alleviate the worst effects of these mental disturbances?

May I congratulate the new ministerial team who have found their places on the Front Bench today? It is only a shame that that comes at the expense of their dedicated and highly effective predecessors, who deserve the thanks of everyone in all parts of the House.

Many of our armed forces are currently being made redundant. One of the worries is that the Ministry of Defence seems to be trying to save money by sacking experienced people very close to their full pension entitlement. I have been contacted by angry and disappointed family members who feel very let down by this approach. Will the Secretary of State confirm that in future rounds of service redundancies he will take into account proximity to pension qualification when deciding whom to make redundant?

I am extremely grateful to the right hon. Gentleman for his generous comments on the retiring ministerial team, and I am sure that he will appreciate that my new Front-Bench colleagues will give him an equally hard time in future.

As the right hon. Gentleman knows, proximity to pension point is not and cannot be a determining factor in selection for redundancy. Wherever we set the bar—we have made some reductions in the immediate pension point for those being made redundant—some people will, unfortunately, fall just short of it and it is inevitable that they will feel a sense of injustice. The legal advice that I have received is that it would not be appropriate—we would be subject to challenge—if we used proximity to pension point as a criterion in redundancy selection.

There will be disappointment at that answer, not least in the pension justice for troops campaign, one of whose high-profile supporters is Sergeant Lee Nolan, who served our country in Iraq, Bosnia and Kosovo, and who was sacked just 72 hours before qualifying for his full pension. So disgusted is he that he has returned all six of his medals to Downing street in protest. Will the Secretary of State at least enter into all-party talks, with the aim of guaranteeing that no one currently serving in Afghanistan will be affected in this way? It is simply wrong and not good enough for someone who has served our country bravely and for many years in Iraq, Afghanistan or any other theatre to be sacked so close to qualifying for their full pension entitlement.

Before the right hon. Gentleman climbs any further on his high horse, I remind him that we are having to make reductions in the size of our armed forces to deal with the legacy that we inherited from the Labour party. Nobody who is serving on operations or who is on post-operational leave is eligible for selection for redundancy. The right hon. Gentleman knows that we are deeply sympathetic with regard to those very difficult cases in which people missed their immediate pension point by a very short period, but I assure him that the legal advice is unambiguous on the issue.

I first pay tribute to the former Minister with responsibility for procurement. When we had problems and needed meetings to resolve difficulties, he was one of the very first to arrange such meetings. We never had a problem. Having said that, why did the Secretary of State not take into consideration the shareholding issues experienced by BAE and its associates? Does he not understand that this has caused a lot of unease among them?

I am not quite sure what the hon. Gentleman means by saying that I did not take account of shareholding issues. The Government made it clear that we understood the reasons why the companies were attracted to a possible merger and that we were willing to listen to the arguments for it, subject to setting out clear red lines about the UK’s national interest with regard to national security, our technology base and protecting jobs. It subsequently became clear that the UK’s red lines could not be satisfied while simultaneously satisfying those of the French and German Governments. It also became clear—I think that this is the point of the hon. Gentleman’s question—that not all the shareholders on either side of the transaction were satisfied that it made sense.

I strongly support my right hon. Friend’s red lines, but I put it to him that the palpable failure of BAE’s business model—which, basically, focused only on defence—and the shortcomings in its current management should not be allowed to drive us into an unsatisfactory situation, and that, such is the value of the assets that it controls, we may in the long run have to take a less than entirely hands-off approach to the company.

As my hon. Friend would expect, the Ministry of Defence has a close working relationship with BAE Systems as our largest supplier. The company has a substantial order book, a profitable business and strong cash flow, and it will continue to operate as an independent British business. Clearly, it will face challenges as its principal customers shrink their budgets, and it will need to adapt its business model for the future.

Just under 2,000 UK military personnel in the Gulf region are serving on current operations, of whom the majority are royal naval personnel. Reserves could be made available to support the full range of military activity in any operation. The decision to employ reserves is taken by Ministers and subject to a 28-day notice period for individuals.

The UK, together with the international community, remains committed to a negotiated diplomatic solution with Iran on its nuclear ambitions. The Government are pursuing a strategy of pressure and engagement to persuade Iran to negotiate seriously, and to allay the legitimate concerns of the international community. However, we have made it clear that if Iran makes the wrong choice, all options remain on the table.

The Iranian armed forces have a significant capability. We do not, at the moment, advocate a military solution to this crisis. We advocate a solution based on pressure and engagement, and on persuading the Iranians to engage with the legitimate concerns of the international community. Should the situation evolve, it is certain that, if the UK took part in any action, it would do so as part of an international coalition.

The ramifications of any military action against Iran are enormously unpredictable, not only for our forces in the middle east but for the wider region, so I am glad to hear the Secretary of State confirm that our main thrust is diplomacy. Although we are enormously worried about Iran’s intentions, I hope he can tell the House that we will do everything we can to avoid any military dimension.

The right hon. Gentleman is absolutely right. Because of the strategic position occupied by Iran and the vital nature of the strait of Hormuz to the world’s economy—oil supplies transit that waterway—any action, or even suggestion of action, will be deeply destabilising and debilitating. We remain committed to the process of engagement with our European allies and others, which includes the use of economic and financial sanctions to bring pressure to bear on the Iranian regime. There is very significant evidence, particularly the declining value of the Iranian currency, to suggest that such sanctions are beginning to have an effect and to cause fracture within the Iranian leadership.

I commend my right hon. Friend and the Government for the policy they are pursuing towards Iran. Will he continue to ensure that the policy serves to divide the Iranian Government from their people and does not inadvertently unite them?

My hon. Friend makes a good point and is absolutely right. I have quizzed many of our allies in the Gulf who have an intimate knowledge of what is going on in Iran on the ground. We do not want those sanctions to unite the Iranian people with their oppressive regime; we want to wake the Iranian people up to the cost of this madcap dash for nuclear capability.

16. Does the Secretary of State agree with the Israeli Prime Minister that the international community must draw a “clear red line” over Iran’s nuclear programme? If so, where would that be?

The Israeli Government have their own well known position on the issue. The UK Government believe that engagement and continuous ratcheted pressure on the Iranian regime is the best way to proceed. We have also made it very clear to the Israelis and others that we do not believe that a pre-emptive military strike is the right way to proceed or the best way to resolve the situation.

UK forces will continue to mentor and train the Afghan army and police as they progressively assume responsibility for security operations over the next two years. The Government are clear that our support to Afghanistan will endure long after the end of our combat operations in 2014. That is in our national interests and in line with the long-term commitment made by the international community at the Chicago summit in May.

NATO is currently working to refine the detail of its training, advisory and assistance mission in Afghanistan after 2014, but the UK has already committed to lead the new Afghan national army officer academy near Kabul, which is under construction.

One of my constituents, Private Thomas Wroe, who was just 18, went to the aid of an Afghan policeman last month but was murdered in a cowardly way. Will my right hon. Friend ensure that during the draw-down our troops are protected as much as possible from these green on blue attacks? Will he also join me in praising the hundreds of people from Kirklees and Huddersfield who turned out last Thursday to pay tribute on the homecoming of Corunna Company, 3rd Battalion the Yorkshire Regiment?

I know that every Member will join me in condemning these attacks and those who perpetrate them in the strongest possible terms. We were all deeply shocked by the cowardly act that resulted in the death of Private Wroe and his colleague in 3 York, Sergeant Gareth Thursby. I know that the thoughts of the whole House will be with their families and friends.

We continue to work with our ISAF and Afghan partners to reduce the risk to an absolute minimum, but I am clear that we will not allow these cowardly attacks to deter us from our strategy or our commitment to the mission in Afghanistan. I am sure that all hon. Members will join me in congratulating the people of Kirklees and Huddersfield on turning out in strength to demonstrate their support for the units of the armed forces that are particularly connected with those communities.

As long ago as 2006 I saw on a visit to Afghanistan some of the excellent work our forces were doing to train the Afghan army. Given that six years later we still appear to have more work to do, how confident is my right hon. Friend that the transition of security responsibility to Afghan forces will be completed by 2014?

Commanders on the ground are confident that it will be completed by 2014. Yes, we still have more work to do, because Afghan security forces have been expanding dramatically since the time six years ago to which my hon. Friend refers. Afghan forces are taking more initiatives on their own. They are planning their operations, leading on almost all operations and acting alone or as the primary force on many of them. They have recently started to conduct much more sophisticated operations—for example, flying raids using night vision goggles. This is a very important step for them and we are very confident that by the end of 2014 Afghan national security forces will be capable of containing the insurgency as ISAF forces withdraw.

Families who suffer bereavement or veterans who suffer injury in Afghanistan know that when they return local authorities currently have the power completely to exempt war disablement pension and war widow’s pensions when means-testing for council tax benefit. Does the Secretary of State agree that under the new system local authorities should continue to ensure that the full disregard is given for those benefits in England and Wales?

I agree with the hon. Gentleman in principle, and will look into his specific question, although I doubt whether we have the power to direct local authorities in Wales. I suspect that is a matter for the Welsh Assembly Government, and I know that he will take it up with the relevant authorities.

The RAF tactical medical team provides the only consultant-led, blue-light rescue service across ISAF. It is highly regarded, giving those whom it rescues and treats a 25% greater chance of survival. Will he ensure that at least a basic capability is passed on to the Afghan national security forces, so that they too will have the confidence of knowing that they have rescue services that can support them?

I cannot give the hon. Lady any specific assurances about the form of continuing enablement post-2014, but I can assure her that ISAF commanders are acutely aware of the effect on Afghan morale of having high-quality medical support services available. One issue that will be addressed over the next two years will be how best to deliver that in a way that is sustainable post-2014.

When my right hon. Friend made his welcome comments last week about reducing the number of British troops in Afghanistan next year, was he signalling a change from the agreement at the Lisbon NATO summit of “in together, out together”? Or will he confirm that decisions will continue to be taken with our key allies, most notably the US, which is a little preoccupied at the moment? How soon does he expect the US to make the decisions, and will those not be all-important?

I can reassure my hon. Friend that there is no change in policy. Over the last couple of weeks, I have been able to pass on the rather good news that commanders in theatre now believe, given the situation on the ground and the role that Afghan security forces are increasingly playing, that it should be possible to achieve a further significant draw-down in forces before the end of 2013. I can assure him, however, that the principle of “in together, out together” remains. ISAF will take these decisions together, and I expect them to be made once the new US Administration is formed early in the new year.

My departmental responsibilities are to ensure that our country is properly defended, now and in the future, through delivery of the military tasks for which the MOD is mandated. My first priority is and will remain the success of the operation in Afghanistan. The Ministry of Defence has also embarked on a major project of transformation to ensure the behavioural change needed to maintain the budget in balance and deliver the equipment programme, so that our armed forces can be confident of being properly equipped and trained. With many of the most difficult decisions needed to put our defences on a sustainable basis having been taken, and with the benefit of a balanced budget to build on, we now need to focus on the future, and in particular on building the trust and confidence of the people who make up defence.

Small and medium enterprises such as Aircraft Maintenance Support Services in my Bridgend constituency provide invaluable support and enablement to combat troops. They send their employees out to ensure that equipment is available for troops to use outside the bases. Does the Secretary of State agree that we owe a huge debt of thanks to those private sector companies that ensure that our troops are appropriately equipped to take part in active service?

I absolutely agree. I always make the point clearly that there are three legs to our defence: the armed forces, regular and reserve; the civilians who support them; and the contractors—the hundreds of thousands of people working in the defence and defence support industries who provide and maintain equipment so that our troops can do their job.

I, too, welcome the new Front-Bench team. Two and half years into this Government, there is a hiatus in the decision making on Defence Equipment and Support. Ministers’ views seem to ebb and flow, and indecision is rampant. We need clarity, so when exactly will the Minister set out plans for a Government-owned contractor-operated body—a GoCo—or whatever other body he intends to bring forward?

The 2012 armed forces continuous attitudes survey provides some very concerning information, particularly in respect of the Army. Only 52% of soldiers are satisfied with service life; the trend of declining morale has continued, with only 18% reporting high morale across the Army; and only 33% of soldiers questioned felt valued. Does the Secretary of State share my concern at these figures, and, if he does, what is he going to do about them?

Yes, of course we are concerned about morale in the Army, which I have previously described as “fragile”. We have been through a period of enormous change—budget retrenchment, necessary redundancies, reorganisation and rebasing. What we can do now is try to get this process completed as quickly as possible, so we can return to some certainty whereby people are able to plan their personal futures. As I said just a few moments ago, we have the challenge of starting to rebuild the trust and confidence of people in the armed forces around the armed forces of the future. I am confident that, despite being smaller, our future armed forces will be highly capable, valued and very well respected.

We do not discuss in this Chamber matters relating to intelligence. I can tell my hon. Friend that there is a need for effective action in the Pakistani tribal areas and that there is a need for that action to be owned by the Pakistanis. The United States operates in Afghanistan under a different basis of law from the one under which we operate. I can assure my hon. Friend and the House that everything we do complies with the law under which we operate.

One of my constituents served on the Arctic convoys during the second world war. Like many others, he has been advised not to accept a medal offered by the Russian Government. I was heartened by the Minister saying that this matter would be reconsidered and a decision taken by the end of the year. May I ask him to reflect on the fact that other British Commonwealth countries—Australia, New Zealand, Canada—have advised that this medal can be accepted and that it is hardly surprising the offer was not made earlier when there was a communist Government in Russia?

It is not for the Government to pursue arrangements for the future of BAES, EADS or any other company, but we will of course listen carefully with an open mind to any proposals brought to us by any of these companies. Where we hold a golden share—a veto share—we will allow any such transactions to proceed only where the United Kingdom’s vital national interests can be protected.

Given the Secretary of State’s past comments about the failure of the private sector to fulfil its obligations in regard to Olympic security, does he have similar doubts about the outsourcing of procurement at Defence Equipment and Support, which is based in my constituency?

I think that my hon. Friend is referring to comments about the security arrangements for the Olympic games. Let me say this: there are things that are best done in the sector, and there are things that are better done in the private sector. Our proposals for DE and S are an attempt to get the best of both worlds by bringing in private sector management expertise to work alongside highly skilled civilian and military professionals who have specialist knowledge of military procurement.

On 31 July 2012, I published the outline scheme design of the new armed forces pension scheme and invited comments from service personnel and interested external organisations by 7 September. This followed an initial consultation exercise between March and May. Over 25,000 members of the armed forces have participated overall in the consultation process, which included presentations, focus groups and questionnaires.

Having considered the response to both periods of consultation, I am announcing today the final agreement on the new armed forces pension scheme. This sets out the Government’s final position, which will form the basis for detailed implementation. The new pension scheme will remain among the very best available in either public or private sectors.

The main parameters of the new scheme design are set out below:

a. Members will continue making no contributions;

b. A pension calculated on career average revalued earnings (CARE);

c. An early departure payment (EDP) scheme, available to members who leave before normal pension age (NPA), on completion of 20 years service having reached a minimum age of 40 years, comprising an annual income of at least 34% of the value of the deferred pension and a tax-free lump sum of 2.25 times the value of the deferred pension service personnel will also have the option to convert their total EDP lump sum into additional monthly income payments.

d. A NPA of 60 and a deferred pension age (DPA) linked to the state pension age (SPA);

e. A pension accrual rate of 1/47th of pensionable earnings each year;

f. Revaluation of active members’ benefits will be in line with average earnings;

g. Pensions in payment and deferred benefits to increase by CPI;

h. The option to convert pension income into a tax-free lump sum at transfer rate of £12 lump sum for £1 per annum pension income up to HM Revenue and Customs limits;

i. The option for scheme members to pay additional voluntary contributions calculated on an actuarially fair basis;

j. Abatement will not apply to service in the new scheme. Abatement rules for the current scheme will remain unchanged;

k. No maximum service and no upper age limit for the earning of benefits;

l. Members transferring between public service schemes to be treated as having continuous service;

m. Members rejoining after a period of deferment of less than five years can link new service with previous service;

n. Early retirements from age 55, with benefits to be actuarially reduced;

o. EDP monthly income ceases at the deferred pension age, when it will be replaced by the deferred pension in full;

p. Ill-health, death and survivors’ benefits (ancillary benefits) based on those currently provided in AFPS 05;

q. No additional transitional arrangements beyond the Government’s 10-year promise; and

r. An employer cost cap to provide backstop protection to the taxpayer against unforeseen costs and risks.

There will be full protection for accrued rights for all members as follows:

a. All benefits accrued under final salary arrangements will be linked to the member’s final salary when they exit service, in accordance with the rules of the members’ current schemes as follows:

The armed forces pension scheme 2005:

The armed forces pension scheme 1975;

The reserve forces pension scheme;

The full-time reserve service pension scheme 1997 (Full commitment and limited or home commitment);

The non-regular permanent staff pension scheme.

b. Members will be able to access their benefits from these schemes when they expected to do so based on current rules.

There will also be statutory-based transitional protection for those closest to retirement in these schemes:

a. All active scheme members who, as at 1 April 2012, had 10 years or less to their current normal pension age, will see no change in when they can retire, nor any decrease in the amount of pension they receive at their current normal pension age. This protection will be achieved by the member remaining in their current scheme until they retire or leave the armed forces.

There is a requirement for further work on accrued rights and transitional arrangements for the Gurkha pension scheme and Gibraltar regiment pension scheme.

The design of the new scheme has been the subject of an equalities impact analysis and equality issues will continue to be considered as the implementation details are progressed.

I believe this final agreement represents a generous outcome for service personnel and a fair solution for the taxpayer and meets the operational requirements of the armed forces. In particular, the EDP will continue to meet the need for a predominantly young work force. The new scheme will remain among the very best available in the public or private sector in recognition of the unique commitment which the armed forces make to the defence of the nation.

Copies of the final agreement, the scheme costing and the equalities impact analysis have been deposited in the Library of the House.

(Urgent Question): To ask the Secretary of State for Defence if he will make a statement on the change in NATO’s strategy in Afghanistan.

There has been no change of policy in Afghanistan. As I told the House yesterday, the security of our deployed forces in Afghanistan or anywhere in the world remains a defence priority. The safety of our service personnel is an issue that all in government and in the military chain of command take extremely seriously.

In respect of the international security assistance force fragmentary order issued on Sunday, not for the first time the media have become a little overexcited. It might help the House if I quote a press release issued by the commander of ISAF forces in Kabul this morning. He stated that

“recent media coverage regarding a change in ISAF’s model of Security Force Assistance is not accurate. ISAF remains absolutely committed to partnering with, training, advising and assisting our ANSF”—

Afghan national security forces—

“counterparts. The ISAF SFA model is focused at the battalion level and above, with exceptions approved by senior commanders. Partnering occurs at all levels, from Platoon to Corps. This has not changed.

In response to elevated threat levels resulting from the ‘Innocence of Muslims’ video, ISAF has taken some prudent, but temporary, measures to reduce our profile and vulnerability to civil disturbances or insider attacks…The SFA model is integral to the success of the ANSF, and ISAF will return to normal operations as soon as conditions warrant.”

The commander of ISAF Joint Command has effectively directed a change to the level at which partnering and advising are scrutinised and authorised. Most partnering and advising was already at the kandak, or battalion, level and above. The change does not mean that there will be no partnering below that level. The need for that will be evaluated on a case-by-case basis and approved by the regional commanders in theatre.

The regional commander in Regional Command Southwest, where British forces are based, is Major General Mark Gurganus, a US Marine Corps general. He has endorsed the approach currently being taken by the UK-led Taskforce Helmand, including mentoring and partnering at below kandak level. That means that the UK partnering and mentoring operations will continue substantially unchanged by this order. It is normal practice that all elements of our operations are subject to oversight by the chain of command, and operations will continue to evolve and risk assessments will continue to be updated. The ANSF capability for independent operations is, in any case, steadily increasing, and our level of partnering activity on the ground has therefore been steadily decreasing.

The personal safety of our deployed personnel remains a defence priority, and we will take every step necessary to minimise the risk to them. We have always kept the level at which we mentor the ANSF under review and will continue to do so through the process of security transition. British commanders on the ground retain the flexibility to mentor at the appropriate level in consultation with the regional commander. We have a strategic plan that takes us to the end of combat operations in 2014 while strengthening the ANSF to take over security responsibility from us. I have every confidence in the way Com ISAF is executing that plan.

May I thank you, Mr Speaker, for granting the urgent question?

At the very least there is confusion with regard to this issue. A NATO statement has made it clear that joint on-the-ground operations have been suspended until further notice. The decision announced in Afghanistan by General Allen has appeared to take the UK Government by surprise. Only yesterday, in Parliament, the Defence Secretary was rightly defending NATO’s continued work with Afghan troops on the ground. When did the Government know of this decision, and were they consulted on the matter?

This announcement threatens to blow a hole in our stated exit strategy, which is heavily reliant on these joint operations continuing until Afghan forces are able to operate independently and provide their own security following ISAF’s withdrawal. As a soldier myself, I know the real value of mentoring—coaching and training—at ground level, and there is no substitute for that. Anything else above battalion level is very much theory. If these operations are not going to take place at ground level, where does that leave our exit strategy? Will our soldiers be coming home early? The announcement adds to the uncertainty as to whether Afghan forces will have the ability to keep an undefeated Taliban at bay once NATO forces have left.

This, in a way, goes to the very heart of what our mission is in Afghanistan. For those of us who opposed our involvement in Afghanistan, there appears to have been confusion from the start. Al-Qaeda was driven from the country in the early stages. The mission has now morphed into one of nation building, human rights and democracy. Laudable though those aims are, they are very different from our original mission. I suggest that we need to be clear about this. Last week, the International Development Secretary talked of nation building. At the same time, the Defence Secretary, when visiting troops in Afghanistan, talked, rightly in my view, about it being wrong to risk the lives of our troops for nation building when they should only protect our vital national security interests. The importance of that distinction is that nation building requires defeat of the Taliban, whereas protecting our national security interests in preventing al-Qaeda from returning does not necessarily require their defeat, given their differences with al-Qaeda.

What is our mission in Afghanistan? Clarity is required. If we are remaining true to our original mission of eliminating al-Qaeda from Afghanistan, should we not now be doing more to encourage the Americans to conduct non-conditional talks with the Taliban in order to explore possible common ground?

There were a lot of questions there. First, my hon. Friend talks about consultation with Governments. This is not a strategic initiative; it is a tactical initiative, taken by commanders in theatre, operating within their delegated responsibility. We would not seek to interfere with the military judgment of commanders on the ground.

On information, I can tell my hon. Friend that this FRAGO was issued on Sunday evening. I was told about that during a meeting on Monday, along with information about several other measures that ISAF has taken. No particular significance was attached to it.

My hon. Friend talks about partnering at below kandak level. I should stress to him that US forces have not routinely partnered below kandak level. It has been the practice of the British-led Taskforce Helmand to partner and mentor Afghan units at tolay—company—and even platoon level. That is not a practice used by the Americans, so the impact of the announcement will be far less significant than he suggests. As I made clear in my opening remarks, General Gurganus, Regional Commander of RC Southwest, has this morning confirmed that he is happy for Taskforce Helmand to continue in its current mode of operations. In other words, he has endorsed the risk assessment and management approach that we have been using. We will continue our operations as we were carrying them out last week in Helmand.

My hon. Friend asks, at the more strategic level, about our mission in Afghanistan. I touched on that yesterday, and he knows my position very well: we can ask British forces to place themselves at risk for the defence of Britain’s national interest, and legitimately for no other reason. I am clear that the mission we are carrying out in Afghanistan is to protect Britain’s national security by denying Afghan space to international terrorists. That is our mission, and that is the mission we will complete.

The Government’s priority in Afghanistan is, rightly, to achieve the mission while protecting our forces and those of our ISAF allies. In that, as in Afghanistan policy more generally, our approach is to support and scrutinise the Government’s actions. While the details of today’s announcement are still not clear, it appears to mark a significant change in the relationship between UK, ISAF and Afghan forces.

May I ask questions about three areas? First, on the training of Afghan forces, if the approach is that we will not automatically and routinely partner with smaller Afghan forces at company level, what impact will that have on the training of individual Afghan recruits by UK forces and on the safety of UK forces, which will increasingly be patrolling without Afghan partners?

Secondly, on the ISAF announcement, the Secretary of State did not even refer to this new ISAF approach yesterday when he made his statement. I know him, and I know that he would not want to keep Parliament in the dark, so many are now assuming that the UK was not fully sighted yesterday on the ISAF announcement. What changed between his making his Commons statement on the UK’s approach and ISAF announcing a different approach just hours later? Did he discuss that with the US Defence Secretary and the Secretary-General of NATO?

The Secretary of State said in response to an earlier question that he knew about the new approach on Monday. Did he know about that before the statement was made? If he did, why did he not share it with the House? If he did not know before the statement, why was he not sighted on it?

Thirdly, on progress towards a 2014 timeline, today’s announcement will undoubtedly have an impact on combat operations and security, so how is ISAF adjusting its assumptions on what can now be achieved by 2014? Yesterday, the Secretary of State announced increased patrols outside the wire of Bastion. How, if at all, will the ISAF announcement impact on his announcement?

To lose a loved one in Afghanistan is heartbreaking. To do so in a cowardly insider attack multiplies that hurt. In dealing with that threat, we rightly seek continued consistency from the Government in their policy in Afghanistan. Our forces and our nation deserve nothing less.

I appreciate that the right hon. Gentleman may not have seen General Allen’s press release, and had to write his speech before he heard what I had to say, but frankly he has completely ignored the information that I have given the House. I thank him for his support for the overall policy and strategy in Afghanistan, but I repeat that this is not a significant change. There is no change of strategy. We will continue, in Taskforce Helmand, routinely to partner at tolay level. The United States has never, or not in recent years, routinely partnered at levels below the battalion or kandak, so there is no practical impact on operations. [Interruption.] I will answer the right hon. Gentleman’s chuntering question in just a moment. This is not a different approach.

The right hon. Gentleman asked me specifically when I became aware that this approach had been implemented. It was during a routine meeting in the Ministry of Defence on Monday afternoon, after I had made my statement, when I was in a video telephone conference with the deputy commander of ISAF in theatre. We went through some of the measures that had been put in place. No significance was attached to this particular measure at that time. It is a tactical measure, decided on by commanders in theatre. UK commanders in theatre were aware of the measure and were involved in the discussions, but we do not engage in debate with commanders about tactical military measures; it is not appropriate. It is not a strategic change.

To answer the right hon. Gentleman’s last question, there will be no impact whatever on the additional patrols that I mentioned yesterday around Camp Bastion. This will not make any difference at all to them.

My hon. Friend makes reference to the widely held view that US policy favours the retention for the long term of a small number of US strategic bases in Afghanistan. That will be an issue for the United States. I can tell the House that the UK Government have no appetite for a long-term combat role in Afghanistan, and have made it very clear that we will be out of the combat role by the end of 2014.

I do not think that I have ever seen a Defence Secretary so humiliated. Twice he has had to be dragged to the House, instead of having decided to make a statement—first to talk about the original problem, and now to discuss the change of policy. Either his officials are informed but do not tell him things, or he is not in charge of his officials. It is time for this Government to get a grip, and to start telling the generals what to do, instead of re-reading generals’ press releases at the Dispatch Box. The fundamental problem remains the same: I do not believe that our country is willing to accept any more blood sacrifices, now that the strategy of fighting, training and patrolling with the Afghans has been blown away by Washington and the generals in the field. The Prime Minister announced today that the Cabinet will re-examine the policy. I say: the quicker the better.

On the humiliation of Defence Ministers, the right hon. Member for Rotherham (Mr MacShane) might want to have a look at the experience of many of his right hon. Friends under the previous Prime Minister who routinely humiliated his Defence Ministers by ignoring them and passing over them. It is very clear to me that politicians and the military have a role. I do not seek to involve myself in the tactical decisions that military commanders make; it is wrong for us to do so. There has been no strategic change whatever. This is a tactical decision for a short period of time; it will be reviewed and reversed, as General Allen made clear, as soon as the situation has stabilised.

The Secretary of State made the welcome comment that the international forces wished to lower their profile at a time of trouble, but then he seemed to imply that that applied only to American forces. What action has been taken to protect British forces? What is the approach to their having to co-operate with people who may intend their death, and would he not move more quickly to Afghans policing dangerous places in Afghanistan?

As I said yesterday, a number of measures have been taken by ISAF and British commanders to improve our own force protection. I cannot go into all the details, but I shall give an example. There is much evidence that there is a much lower risk where long-term partnering arrangements are in place—in other words, where a group of troops are working with a group of Afghan troops on a daily basis—and much more risk where these partnering and mentoring activities are on an ad hoc basis, so that relationships are not built. We have moved to make sure that the overwhelming majority of our contacts with Afghans are on the basis of long-term partnering where relationships are built, and thus greater safety is ensured.

Mentoring is one of the most important ways in which we have increased the capability of Afghan forces, and the Secretary of State has made it clear today that the instruction from ISAF in Kabul will not alter the British relationship to partnering. Does he not recognise, however, that the nuances between tactics and strategy can be lost on insurgents, and that the timing of this is unfortunate, so we must redouble our efforts to make it clear to the forces of terror that they cannot push our strategy off course?

Of course my right hon. Friend is absolutely right: this is the crucial message that needs to be sent to the insurgents. As I said yesterday, the stepping up of these insider attacks is, in fact, a reflection of the success of partnering and mentoring operations. The insurgents’ key fear is that as we withdraw from combat operations we leave behind competent and capable Afghan national security forces who will continue to contain their ambitions. That is what they fear, and that is what they seek to attack in mounting those types of attack, and that is what we will continue to resist.

I am afraid that the muddled response to this fits in with the muddled strategy on Afghanistan. May I ask the Secretary of State a clear question? What advice has he received from commanders on the ground and in this country about whether the level of partnering should be reviewed, reduced or kept the same?

As I said in my statement, the amount of partnering will steadily reduce with the transition to Afghan lead, then Afghan sole control. As a matter of fact, it has been reducing. [Interruption.] I can tell the hon. Gentleman that over the past few days, before that ISAF order was issued on Sunday, UK commanders had already reviewed—I discussed this with them when I was in theatre on Thursday—the activities of British forces to make sure that any unnecessary contact with Afghans was withdrawn during this sensitive period. We are flexible and cognisant of the broader atmosphere. We will take all steps necessary to minimise the risk to our forces consistent with maintaining the key strategy of partnering and mentoring to build up ANSF capability.

Many families in my constituency in the Rhondda watch events in Afghanistan closely because they have sons and daughters out there. The Secretary of State would have inspired a great deal more confidence in the mission and in the work of his Department if he had volunteered to come to the House and make a full statement yesterday or, for that matter, a full statement today, which would be printed and available to the Opposition before he appeared at the Dispatch Box, rather than simply being dragged here to answer an urgent question. It just feels, hideously, as if he is not in control of his brief.

Will my right hon. Friend comment on the fact that American soldiers who are mentoring seem to be slightly safer than our junior NCOs, young officers and soldiers, because they are not right on the front line? It worries me a great deal that we continue to allow our solders to go right to the front line, where they are seemingly in greater danger than their American colleagues.

I do not accept that our soldiers are in greater danger, but it is the case that our model differs from the American model, in that it includes routinely mentoring at company, or tolay, level. That is the model that we have deemed most effective. We have in place measures to minimise the risk to our forces, and those measures are continuously reviewed. As I said earlier, there is clear evidence that where that partnering is on a continuing basis and relationships are built, risks are minimised, and that is what we seek to do.

The role of our brave soldiers at the moment is to act as human shields for Ministers’ reputations. The danger to our soldiers has been prolonged by those on the Front Bench who have the power to stop it. Other countries have removed their soldiers from this dangerous area, and they are not doing what we are doing, which is arming and training our future enemy. Is this not similar to the end of the first world war, when it was said that politicians lied and soldiers died, and the reality was, as it is now, that our brave soldier lions were being led by ministerial donkeys?

The Secretary of State has made it commendably clear that it is in our vital national interest to stick to the strategy that has been set in Afghanistan. When it comes to the security of British troops, does he take comfort from the words of Brigadier Bob Bruce, who will be leading the 4th Mechanised Brigade in its forthcoming tour of Afghanistan, who has said that we are sending to Afghanistan

“the best prepared and the best equipped…Task Force”

I am most grateful to my hon. Friend, who has been a stalwart supporter of the policy and the strategy, which, as I have emphasised this morning, has not changed. I am grateful to him for those words. It seems to me that although the Opposition protest their support for our policy, they are desperate to try to read into this ISAF operational notice a strategic change when there is no strategic change. It could not be clearer.

As I have said to the House before, this is not a major strategic decision. I will answer the hon. Lady’s question directly. I was given the information, along with quite a lot of other information, during a meeting yesterday. I did not remark upon it, and when the BBC reporting was brought to my notice this morning, it was not immediately clear to me that the matter was something we had discussed the previous day. I was reminded that it had been among the measures that was mentioned to me during the course of the meeting yesterday afternoon. We are talking about one of a number of measures. It is not a strategic change; it is an operational matter being reported from theatre, alongside many others.

I am grateful to the hon. Gentleman. I think we might get further if we listened to the military advice, and in this case that is exactly what we have done. General Allen has made a tactical decision, which he is absolutely entitled and right to do, and we should allow military commanders in theatre to execute our strategic plan in the way that is best at the time and that best protects the safety of our troops.

Will the Secretary of State concede, hand on heart, that within two years he will have to bring the British troops home? They cannot be expected to remain in that situation for two years, under attack from the Taliban and completely unconfident of the loyalty of their supposed allies. Is he really going to allow more troops to die for a war that has not been won and cannot be won, and that will become increasingly unpopular with the public in this country?

I do not agree with the hon. Gentleman on many things, but I will say this. I recognise, as does everybody in ISAF, along with President Karzai, that the incidence of insider attack is sapping public morale in the ISAF home countries. That is why we are determined to solve the problem—to nip this trend in the bud and ensure we get on top of it. Huge resources have been put in by both the Afghans and ISAF to address the problem, and I am confident that we will see a significant improvement over the coming months.

It has taken a long time to get on top of, and to minimise, the IED threat to our forces in theatre, but it has been done, often with some of the best ideas coming from the squaddies on the ground. In minimising green-on-blue attacks, will the Secretary of State ensure that every squaddie, of whatever rank, is encouraged to come forward with ideas, so that it is not just left to the commanders?

The Secretary of State says that the operational model under which troops work with Afghani forces has not changed, and he recognises that there are differences with the American model. What reassurance can he give the House that our operational model is not placing our troops in unreasonable danger?

I can reassure the House again that everybody, both in the Government and in the military chain of command, is focused on force protection—that is, protecting the security of our service personnel. We do indeed have a different model from the Americans, and if I may say so the British Army is very proud of the fact that it does things differently from our larger American cousins. We pride ourselves on finding different ways to tackle the problems we face, with different levels of engagement. If I may make a generalisation in characterising the way the British Army tries to do things, we try to get closer to the people and lower down the command structures, and we try to be more embedded than the Americans sometimes appear to be. That is our special niche approach and capability, and we have shown time and time again that it can be effective.

The Secretary of State mentioned earlier that a motive for the attacks was the despicable video that was published on the internet. Does he agree that another motive, which I have mentioned to both him and the Secretary of State for International Development, is the use of drone strikes, which have killed nearly 1,000 civilians in Pakistan and a higher number in Afghanistan? Does the Secretary of State not agree that we urgently need to look at reviewing the use of drone strikes, which is considered on the front page of The Times today?

The use of unmanned aerial vehicles to carry out strikes is continuously reviewed, but I do not believe there is any need for a wholesale change to the current approach, which is that UAVs will be used where they are the most appropriate way to execute a particular operation. However, this question came up yesterday as well, and I would just say this to my hon. Friend. We all regret civilian casualties, and ISAF takes huge steps to avoid or minimise them; but when we are talking about civilian casualties, the overwhelming majority that are incurred in Afghanistan are inflicted by Taliban insurgent action. It is defeating the insurgents that will reduce the number of civilian casualties.

Will my right hon. Friend confirm that troops from 3rd Battalion the Yorkshire Regiment will be continuing their partnering and joint operations with the Afghan police and Afghan army this week, this weekend and over the next few weeks, before they are returned to the United Kingdom next month?

They will indeed be continuing partnering operations. However, in order not to mislead the House, I should say that at the patrol base where the incident took place on Friday, the local Afghan police have been disarmed as a precaution and the 3 Yorks troops are occupying the base on a sole occupation basis for the time being.

(Urgent Question): To ask the Secretary of State for Defence if he will make a statement on the security of UK soldiers in Afghanistan.

I know that the House will wish to join me in paying tribute to the bravery of those who have been killed in action over the past few days in Afghanistan: Lance Corporal Duane Groom of 1st Battalion Grenadier Guards, who was killed in action on Friday 14 September by an improvised explosive device; and Sergeant Gareth Thursby and Private Thomas Wroe of 3rd Battalion the Yorkshire Regiment, who were killed in action on Saturday 15 September 2012. I know that the House will also want to send its collective best wishes to those who were wounded in the actions over the weekend.

The security of our deployed forces in Afghanistan, or anywhere in the world, remains a defence priority. The safety of our service personnel is an issue that all in the Government and the military chain of command take extremely seriously. In recent days, we have again been reminded of the difficult and challenging environment in which our armed forces operate.

Our servicemen and women are doing vital work protecting the UK from the threat of international terrorism. Our strategy is clear. We are mentoring and training the Afghan army and police to deliver security to their own people. This will allow our forces first to withdraw into a support role and then to come home. The Taliban hate this strategy and seek to wreck it through insider attacks. They aim to disrupt the collaboration with Afghan forces, which is at the heart of our strategy. We cannot and will not allow the process to be derailed.

Our partnering with the Afghan national security forces involves risk, but it is essential to success. At 15.45 local time on 15 September, an Afghan local police patrol returned to their checkpoint in Nar-e Saraj from an independent patrol, with an extra trooper who they apparently believed belonged to a neighbouring checkpoint. The UK “guardian angel” conducting overwatch at the checkpoint stopped the extra man, who claimed to have injured his foot and requested medical assistance. A medic was duly called. Unfortunately, the ALP trooper then fired a burst of small-arms fire, resulting in the two UK personnel killed in action. All our losses in Afghanistan are tragic, but the pain feels all the more raw when the incident undermines the trust our forces have built with the Afghans as they work towards our common goal.

I was in Afghanistan last week, and the insider threat was at the top of my agenda in meetings with Afghan leaders and with UK and international security assistance force commanders. I recognise that we cannot eliminate the risk entirely, but I was reassured that President Karzai and the rest of the Afghan Government and military hierarchy clearly recognise that confronting and defeating this threat is pivotal to the future success of the campaign. The Afghan Government, ISAF and the UK national contingent commander have taken significant steps to tackle the threat. We are all united in the view that we cannot let these few terrible incidents derail the steady progress in preparing the Afghans to take responsibility for their own security and thus secure our long-term objectives.

The weekend also saw a significant and well co-ordinated attack on Camp Bastion. The base is one of ISAF’s main sites in southern Afghanistan and acts as the main UK operating base in Helmand. It is a base the size of Reading with a perimeter fence nearly 40 km long. It is difficult to defend a site of this size—a challenge made all the harder when faced with a suicidal enemy. The attack began just after 10 pm local time on Friday night, when approximately 15 insurgents penetrated the camp at one point of the perimeter fence to the eastern side of the main runway. They were dressed in US army uniforms and armed with automatic rifles, rocket-propelled grenade launchers and suicide vests. They attacked coalition fixed and rotary-wing aircraft parked on the flight line, aircraft hangars and other buildings. Six US Marine Corps Harrier jets were destroyed and two were significantly damaged. However, at no stage did the attackers get near to the accommodation areas where the vast majority of the international forces reside.

UK and US forces responded to the incident. The UK Force Protection Wing quick reaction force, which is made up from 51 Squadron the RAF regiment, deployed immediately and engaged the insurgents, killing 14 and wounding one, who has been taken into custody. Two US Marine Corps service members were killed and 13 coalition personnel—12 military and one civilian—were wounded in the attack. None of the injuries is considered life-threatening. There is no denying that this is a significant incident. Immediate measures have been taken to enhance protection of the base and a full investigation is under way, led by the deputy commander of ISAF, UK General Adrian Bradshaw, to ensure that lessons are learned and that such a perimeter breach does not happen again.

Our force protection posture, including the protection of our bases, is routinely assessed and kept under constant review by military commanders to reflect the situation on the ground. I am sure the House will understand that for operational reasons I am unable to discuss force protection measures in fine detail.

Thank you, Mr Speaker, for granting this urgent question, which has allowed the Secretary of State to make a full statement. Since last the House met, as the Secretary of State has recorded—I exchanged some words with him about my question before asking it—two men from the Yorkshire Regiment and one from the Grenadier Guards have died.

My question is simple: why, why, why are we still allowing our soldiers to be sacrificed to no evident purpose? Just after the Prime Minister entered No. 10, he went to Afghanistan and reported to the House. I urged him then, and I think he agreed, that elected Ministers had to take back command and control from the unelected military-Ministry of Defence nexus that had dictated policy. Since then, 146 British soldiers have died, more than one for every week for which he has been in office. They have died in an unwinnable conflict for an unattainable end, to no strategic benefit for our country. It does no honour at all to those who have sacrificed their lives to heap more bodies on the funeral pyre. Dulce et decorum est pro patria mori—or pro Britannia mori—is, again, the old, old lie.

I am not urging scuttle. I am urging a drawback to a position in which our men will no longer be killed before they can come home. We have done all the good that we can do. It is time to say, “It’s over.” Frankly, if any more of our brave young boys of barely 20 die, their mothers, fathers and families will ask, “Why, why, why?” The Secretary of State is an honourable man, as are my Front-Bench colleagues. None of us wants to be where we are, but it is over, and we will have no answer if any more of our people are sacrificed.

I thank the right hon. Gentleman for his question and for the measured way in which he has made his point. I remind him that we went into Afghanistan to protect our own national security and ensure that the territory of Afghanistan could not be used by international terrorists to mount attacks on our towns and cities and those of our allies and partner nations. We have announced our intention to end our combat role in Afghanistan at the end of 2014, but to protect our legacy and ensure the continued achievement of our goal of denying the territory of Afghanistan to international terrorists, it is essential that we complete the task of training the Afghan national security forces and increasing their capability so that they can take over the burden of combat as we withdraw. That is what we intend to do, and we will not be deterred from it by these attacks.

It has been a terrible weekend indeed, and all our hearts go out to the families and comrades of the people who have been killed. None the less, I stood in mourning as 300 bodies were carried down the high street of Royal Wootton Bassett in my constituency, and it seems to me that we would dishonour their memory if we were simply to say that because of this terrible weekend, we must now pull out somehow or other. We have been sent there to do a job, and we must do that job and leave with our heads held high.

I completely agree with my hon. Friend. I think none of us disagrees with the proposition that we now need to extract ourselves from the combat role in Afghanistan. We have set out a timetable for doing that and a clear strategy for replacing the role that our forces play with ever more competent and capable Afghan national security forces. That is the strategy, and we will continue to deliver it.

I begin by joining the Secretary of State in paying tribute to Sergeant Gareth Thursby and Private Thomas Wroe, both of 3rd Battalion the Yorkshire Regiment, and Lance Corporal Duane Groom of 1st Battalion the Grenadier Guards. Our thoughts and prayers are also with those who were wounded over the weekend. Although we in this House take decisions concerning national security, it is the actions and bravery of such people that determine the safety of our country.

Labour Members have been consistent in our support for the mission in Afghanistan, and we will ensure that the best course of action is taken for our forces and for the stability of Afghanistan. The increasing frequency of green-on-blue attacks demands a response of proportionate strength. I start by saying, then, that we welcome the measures that have already been announced regarding recruitment and vetting, and agree that Britain’s resolve should not be shaken by recent events. Green-on-blue attacks are not new, and it is a concern that additional measures were not put in place earlier. When the issue was raised in March, the then Minister for the Armed Forces, the hon. Member for North Devon (Nick Harvey), said that

“we have changed our procedures in the light of events”.—[Official Report, 26 March 2012; Vol. 542, c. 1148.]

Events have proved that any changes that were made were clearly insufficient. I therefore invite the Secretary of State to confirm that he has confidence in the new measures, and that they are making a lasting difference.

What does the Secretary of State consider to be the principal motivation behind the attacks? To what extent does he believe that they are co-ordinated by the Taliban? That is not to be taken as a given, but it should be taken into consideration as we advance the political process. Do recent events change the Secretary of State’s view that it may be possible to draw down further troops in 2013, as he articulated in recent press articles? When will he be in a position to give the House the details of those withdrawals?

The House will want to know if there has been an assessment of the security lapse at Camp Bastion, and the measures that have been taken to enhance security there and at bases throughout Afghanistan.

As ever, we offer our support to our armed forces and the Government’s mission, which remains a national priority.

I am grateful to the hon. Gentleman for the Opposition’s continuing, unstinting support for the strategic objectives in Afghanistan, which are very much in the UK’s national interest.

I should make it clear that, as we understand it at the moment, the attack on Camp Bastion was not an example of a green-on-blue attack. Our current understanding is that Taliban operatives dressed in US army uniforms were responsible, so that attack should be distinguished from the earlier attack, which killed the two members of the Yorkshire Regiment at the Afghan local police base.

The hon. Gentleman asked about my confidence in the new measures that have been taken. I have confidence in them, but they will not all have an immediate impact. The ANSF has grown quickly and it is clear, with the benefit of hindsight, that some of the vetting processes that were used during that fast expansion phase may not have been entirely adequate, so a re-vetting process is now being carried out. Sixty individuals have already been expelled from the Afghan national army, and hundreds more are under investigation.

The hon. Gentleman asked about the motivation for the attacks. I believe that there are four groups of attack motivators. Infiltrations, which the Taliban organise, are certainly going on. There is radicalisation, and last week’s events, with the distribution of the inflammatory video across the Muslim world, did not help. Some attacks are clearly motivated by personal or cultural factors in a society where relatively petty disputes are routinely resolved by resort to violence. Some of the attacks are by Taliban operatives, who have stolen or obtained uniforms.

The hon. Gentleman asked about my comments in Afghanistan about draw-down profile. Military commanders on the ground are telling me, in sharp contradistinction to what I was hearing from them only four or five months ago, that they now believe that their force requirements during 2013 will allow scope for draw-down from current numbers in 2013 on our way to our objective of complete draw-down by the end of 2014.

Several immediate actions have of course been taken on Bastion security: increase of patrols in depth outside the wire; full manning of all watchtowers; increased patrolling inside the base; and additional deployment of intelligence, surveillance, target acquisition and reconnaissance assets. Notice has also been given to a number of settlements that have grown up close to the wire that they will be removed so that we have a clearer field of fire outside the base perimeter.

If additional equipment is required, commanders will ask for it; they are never backward in coming forward when they think they require additional equipment. My initial assessment is that the issue is not one of resources but about rethinking our posture to deal with the enemy’s change in tactics, which is itself a response to the success of the partnering programme with Afghan forces.

Does not this terrible tragedy reveal a central fault line in the Government’s strategy, the same one that was apparent in the Government whom I served—namely, the inability to engage beyond President Karzai’s Government to the wider fiefdoms at local and regional level, and to the Taliban themselves? Until that is done—until a political strategy is successfully pursued—our forces will continue to be attacked, killed and maimed in this fashion, and that cannot be right.

I agree with the right hon. Gentleman that the long-term solution to the problem in Afghanistan must involve a political solution, and the pressure is very much on Afghan political leaders, and those in neighbouring countries, to bring that progress about. In the meantime, our task is to ensure that Afghan national security forces provide the security envelope within which any such political settlement can be deployed.

My right hon. Friend is ignoring the realities of the situation on the ground. UK trainers and mentors have a dual role with Afghan forces. Not only do they enhance the preparedness of those forces, they act as a bridge to enablers such as indirect fire, and helicopter and medical support, which are still necessarily provided by ISAF forces. We have a clear plan to draw down our engagement over two years, and we are steadily withdrawing from combat. To give my right hon. Friend an example, at the beginning of the current six-month tour, we operated 81 separate patrol bases, checkpoints and forward operating bases in Helmand province. That number is now down to 34. We are withdrawing quite quickly from the combat role, but we have a job to do and we will carry on doing it.

There is no evidence of inside support, but the insurgents clearly had knowledge of the lay-out of Camp Bastion and its flight line area, and that will be one of the key issues that the inquiry under General Bradshaw will be pursuing.

The soldiers are indeed brave and I pay tribute to those who died. Is the Secretary of State aware that hardly any Members on either side of the House believe that the security of our country depends on military involvement in Afghanistan? It is an unwinnable war. The Taliban will not be defeated and the troops should come home as quickly as possible.

I disagree with the hon. Gentleman’s analysis. When we end our combat role in Afghanistan at the end of 2014, it is likely that it will not be an entirely peaceable country. The point, however, is that ISAF and Afghan national security forces are containing the insurgency and, critically, denying the use of Afghan territory to international terrorists. That is the bottom line for the UK’s national security. If we turn the clock back 10 years, Afghanistan was the principal base for international terrorists who sought ungoverned space from which to plan their attacks on the west.

Last Thursday, in a statement on Afghanistan by the Secretary of State for International Development, the importance of nation building was stressed. When visiting troops in Afghanistan, the Secretary of State for Defence rightly made the point that our troops’ lives should be put in danger not for the sake of nation building, but only to protect British security interests. Which is the Government view? The importance of the distinction is that the first requires defeat of the Taliban, whereas the second does not.

I am not sure I agree with the last part of my hon. Friend’s analysis. Building the capacity of the Afghan state is and has been an important part of winning the overall battle. Afghans in Helmand in particular are now enjoying substantially better health, education and transport services, and access to justice, than they enjoyed a couple of years ago. There is lots of evidence to show that that reinforces their tendency to support the Government and diminishes their tendency to support the insurgency. It is clear to me that building the capacity of the Afghan Government is an important part of the overall equation, but our forces are there to protect our national security. That is their principal task and the basis on which we should judge the wisdom of their engagement.

The hon. Lady will know that we have not yet made any commitment beyond the commitment to lead the Afghan national officers academy just outside Kabul. We have made no further commitment to troops beyond 2014. The National Security Council and the Cabinet will reach that decision in due course. There is no need for us to make a decision at this time.

I should also say that there are a significant number of green-on-green incidents as well as green-on-blue incidents. Afghan national security forces—this is partly a cultural issue—regularly turn their guns on one another. It is not clear that this is entirely about ISAF forces being singled out; a cultural issue is asserting itself.

The Secretary of State knows my concern that, after the end of the combat role, any mentoring teams left in Afghanistan will become top targets for the enemy. Is this vulnerability one of the reasons that the US is beginning to take seriously the idea of long-term containment using strategic bases? Clearly, the US is looking at long-term containment using strategic bases precisely because it recognises the importance of denying Afghan territory to international terrorists. As I said in reply to the hon. Member for Birmingham, Edgbaston (Ms Stuart), we have made no decision yet on a post-2014 presence in Afghanistan. Clearly, one factor that will influence us is decisions taken by other ISAF member states.

Congratulations to the Minister, who is saying that there is no way we can allow our soldiers to risk their lives when there is no British interest involved. That is the situation since al-Qaeda was defeated in Afghanistan. When our soldiers are killed by their allies, it is not warfare, but murder. We should take the decision to bring our troops home, as the Canadian and Dutch Parliaments have—their troops have been home for two years. The French are going home early, as are the New Zealanders. There is absolutely no reason we should not do what the country wants and bring our brave soldiers home by Christmas.

There are lots of reasons we should not and could not bring our brave soldiers home by Christmas. We have a legacy in Afghanistan, and it has been won at a great cost. Can we not just be calm and rational, and concentrate on our national interest, which is our own defence? Given that the old Liberal Imperialist dream of making Afghanistan safe for democracy is dead and that, after 2014, the Taliban will be in control of large areas of the country, why do we not concentrate on our national security, on the use of special forces and drone attacks to keep the heads of the Taliban down, and not pretend that we are in there to fulfil our national destiny of promoting democracy in Afghanistan? It will not happen.

I have said very clearly that the role of British forces there is to protect Britain’s national security interests. In my judgment, and that of the Government and the military command, that will best be achieved by ensuring the capability of what is now a substantial Afghan security force to hold the ground after 2014, and to contain the insurgency—I do not live in a world where I imagine the insurgency will be defeated by military means—and to create the space for an inclusive, or semi-inclusive, political solution.

I send my condolences to the families of the fallen soldiers from the 3 Yorks.

Will the Secretary of State give an assurance that all possible measures are in place to ensure the most effective vetting of those who seek to serve in the Afghan national security forces? I appreciate the difficulties and complexities of this specialised work but seek his assurance that sufficient resource has been made available to ensure that, where possible, those intent on causing our soldiers harm are not given the opportunity to do so.

I can give the hon. Gentleman that assurance. The Afghan Government have doubled the number of National Directorate of Security investigators assigned to the Afghan national army and introduced processes of re-vetting Afghan soldiers returning after going AWOL and of re-vetting soldiers when they return from prolonged periods of leave. Our commanders in theatre tell me that, on every occasion, they have accepted concerns expressed by allied commanders about individuals and have, without hesitation, detained them and begun an investigation. We are satisfied that the Afghans are doing everything that needs to be done on their side; we are taking further measures on ours.

In his statement, the Secretary of State suggested that we were rethinking our posture. Could we rethink our posture towards those responsible for the mentoring, reduce the number of young officers, non-commissioned officers and soldiers at the front line involved in mentoring, and restrict it to command and control at kandak—battalion—level? That would, at least, stop some of our men being put into danger?

I understand my hon. Friend’s point. One of the issues that will be considered is the appropriate level at which to do it. At the moment, we are mentoring at kandak and tolay company level. We certainly keep these issues under constant review. I remind him, however, that we are not only mentoring army units; Afghan local police units also have to be trained. The Afghan local police and uniformed police units constitute an extraordinarily effective force against the Taliban. He has my assurance, however, that we keep these matters under constant review.

Can we do more to protect those working with British forces? Twenty one Afghani interpreters have been killed in the past five years, and 90 seriously injured. Can we better protect not only those in Afghanistan but those who come to this country, such as Mr Hottak, a constituent of mine, who should not have to wait a year and a half for his asylum claim to be considered?

The Afghans are developing capabilities such as counter-intelligence, but they are still, at this stage, heavily dependent on ISAF support for technical advice and technical enablement. The attack on Camp Bastion showed a new level of sophistication and skill on behalf of the Taliban. May we have an assurance that there will be close monitoring of Taliban infiltration of our security forces, so that access to uniforms, for example, is protected in order to prevent this sort of attack from taking place in the future?

The attack was a sophisticated one, but I have to say to the hon. Lady that it is not that difficult for someone to cut through a fence and attack what is on the other side of it when they have absolutely no intention of getting out alive. Most of the sophisticated operations that we are involved in are based on protecting our own forces. All these people clearly expected to die; there was clearly no plan for extracting them after the attack.

On the question of uniforms, I believe that the people involved in the attack on Friday night were wearing US army uniforms. It is probably fanciful to suggest that we can create a situation whereby US army uniforms or a passable imitation of them are not fairly freely available.

Eighteen-year-old Private Thomas Wroe attended the high school in my home village of Honley, and I pass on my sincerest sympathies to his family and to that of his Yorkshire Regiment colleague, Sergeant Gareth Thursby. Will my right hon. Friend assure me and all the families that everything is being done within the Afghan high command to change its recruitment procedures in order to eradicate these cowardly insider attacks on our forces?

As I have said, we believe that the Afghans are doing everything that is appropriate. They have done everything we suggested that they should do, so we have no complaints at all. I can tell my hon. Friend that President Karzai has made it clear at the highest level to his military commanders and his Cabinet that this is a pivotal issue and that they have to resolve it and step up to the plate.

Is it not the case that in every military campaign where the departure of troops has been preannounced, it has been as dangerous to leave as it was to arrive in the first place? Will the Defence Secretary make it absolutely clear to military leaders in the field that they need to do everything in their power to ensure force protection as we leave?

Of course. Our military commanders are absolutely clear that force protection is our No. 1 priority and that it will remain so during the draw-down. As the hon. Gentleman rightly suggests, during the draw-down of a force there is a very careful balance to be struck between the speed of extraction and maintaining adequate force protection. Much of the debate taking place inside the military about the trajectory of draw-down is about how to maintain adequate force protection during that period.

Our military are doing an incredible job, which is being made all the more difficult by these insider attacks, which have increased from three ISAF deaths in 2008 to 51 this year. Will the Secretary of State comment on reports that suggest that the policeman who killed the two British soldiers was actually related to a Taliban leader? What is being done by the Afghan recruitment process to make sure that this does not happen in the future?

I have seen no intelligence myself to suggest that the policeman in question, who was killed, was related to a Taliban leader. I am afraid that the facts of life in Afghanistan, with its huge extended families, mean that we will often find that members of the security force are distantly related to people who are on the other side of this fight. That is just the nature of the country.

The indications are that the Afghan strategic plan is to hold the ground in the crucial areas—the major towns, the major routes of communication and the major economic areas, including the Helmand valley. The assessment of our military commanders on the ground—I have no better information than that—is that they are likely to be able to do so, with some compromises at the margins.

I can understand hon. Members wanting to bring our troops home, but does the Secretary of State agree that those who have given their lives have not done so in vain? They have protected our national security, as is their prime purpose, and enabled an entire generation to access education for the first time, giving that country the best chance of peace and prosperity. Given its history, that is in our national interest.

The presence of our troops over a prolonged period has done two things. It has stopped international terrorists using Afghanistan, and has thereby protected our homeland security. It has also created the space in which the Afghan Government have begun to deliver the kind of services that a civil Government are expected to deliver in the 21st century. Helmandis have enjoyed better health care, better transport systems, better justice and better education. That is a major step forward and will stand Afghanistan in good stead for the future.

I thank the Secretary of State for his statement. I associate myself and my party with the expressions of sympathy for the families who have lost loved ones in Afghanistan. Early indications show that the weapons used by the terrorist insurgents were proximate to the fence that surrounds Camp Bastion. Will the additional measures that he mentioned include the introduction of CCTV cameras, so that security can be improved around Camp Bastion?

A number of sophisticated surveillance devices are in operation and additional surveillance capabilities have been deployed over the weekend. I cannot comment, for obvious reasons, on the detailed nature of those surveillance methods, but I assure the hon. Gentleman that additional surveillance of the perimeter fence is now in place.

Does the Secretary of State agree that the use of drone strikes, which has killed many civilians, needs to be reviewed?

The use of unmanned aerial vehicles to conduct strikes is always the subject of careful scrutiny before it is authorised. There are circumstances in which that is the most appropriate way of executing a target in Afghanistan. I agree that it is better to use manned aircraft or ground forces when it is practical and can be done without undue risk to coalition forces.

On 26 March this year, my constituent, Lance Corporal Michael Foley, was killed in a so-called green-on-blue incident in Helmand. I was observing a training exercise with British troops over the weekend when the latest tragic news broke. Although public respect and support for our armed forces are possibly at an all-time high, many soldiers feel that there is a lack of understanding among the public of the dangers that they still face. Will the Secretary of State say what he is doing to increase public understanding of the varied and vital role that our armed forces are still performing in Afghanistan, especially as we move away from combat operations?

I wish to inform the House that one element of the current Framework Agreement for Technical Support (FATS) contract signed in April 2012 will need to be re-competed.

The Ministry of Defence (MOD) uses FATS to procure specialist technical support to its defence equipment programmes and it is also used on a limited basis by other Government Departments. Suppliers compete to become members of the framework; users then place specific tasks through the framework, as and when they arise, preferably by running further competitions between member suppliers. The first iteration of FATS was instituted in 2006.

The fourth iteration of the framework, FATS4, was competed and companies selected to be members, with the framework commencing on 26 April 2012. The framework is broken into two lots. Lot one covers general support relating to materials, electrical/mechanical, power plants, IT, health, medical and transport requirements. Lot two relates to safety and duty of care areas such as airworthiness management, safety management, maritime safety, and technical support to platforms and weapons.

Technical deficiencies have been discovered in the way that lot two of FATS4 was awarded. Errors have been found in the way the assessment of suppliers’ technical capability, for lot two, was conducted and recorded. Some suppliers are therefore on the framework who should not have qualified and others, who should have qualified, were wrongly excluded from the process.

As a result, I have directed that MOD and other Government Departments must stop using lot two with immediate effect. The current situation is not fair and equitable to suppliers who bid to be included on this framework and, given that the areas affected relate to duty of care and safety, no risk can be taken over supplier capability. Contracts already placed under lot two will remain in place as none has been placed with a supplier in respect of whom any irregularity has occurred. Lot one is unaffected and will continue in use.

Despite this setback, FATS continues to represent a useful and efficient route for procuring specialist technical services and a replacement framework to cover these requirements will be put in place, which we estimate will take around six months. During this time, the MOD and other customers will place their own contracts individually for their specific needs following normal procurement process. This process will be managed so that it does not cause any delay in delivering equipment to our armed forces. The renewed competition and interim arrangements mean that the effect on any one supplier’s business is likely to be negligible.

The MOD has written to all affected suppliers to apologise for this failure of process and to inform them of the action being taken. I have asked the Director Commercial of the Department for Work and Pensions to conduct an external investigation to identify how and why this happened and to make recommendations as to how to prevent similar issues in the future. If evidence is brought to light that proper processes have not been followed, then disciplinary action will be taken as appropriate.

A core element of the transformation process under way in the Ministry of Defence (MOD) is reforming its acquisition system to drive better value from the defence budget. This includes changes to the Defence Equipment & Support (DE&S) organisation to ensure it has the structures, management and skills it needs to provide the right equipment to our armed forces at the right time, and at the right cost. This is essential to tackle the legacy problems in defence acquisition that led to cost and schedule overruns, and which have resisted previous reform. The people at DE&S work hard to provide battle-winning equipment, support and logistics, but the current system does not work for them, does not always support them, and is not delivering value for money for the taxpayer.

Over the last year, Bernard Gray, the Chief of Defence Materiel, has analysed the root causes of the current situation and identified three interlinked issues. These are: a historically overheated equipment programme, where far more projects were planned than could be paid for; a weak interface between DE&S and the wider Ministry of Defence with poor discipline and change control between those setting requirements for equipment and those delivering the programmes; and insufficient levels of business capability at DE&S for the scale and complexity of the portfolio it is asked to deliver. The result has been significant additional costs in the defence budget of the order of hundreds of millions of pounds each year, with money spent managing the consequences of delay rather than delivering maximum capability for the armed forces.

I was able to announce to the House on 14 May, Official Report, column 261, that we had finally balanced the defence budget. The MOD is now engaged in a process of transformation to deliver the behaviour-changing incentives and structures that will maintain the budget in balance in the fixture. The restructuring of DE&S is key to this process.

For decades the Ministry of Defence has wrestled with this issue without success, and it is clear that addressing it within current structures will be extremely challenging. Earlier this year, I therefore asked my officials to focus their efforts on considering the comparative benefits which could be derived from changing DE&S into either an executive non-departmental public body with a strategic partner from the private sector (ENDPB/SP), or a Government-owned, contractor-operated (GOCO) entity. The work done to date, suggests that the strategic case for the GOCO option is stronger than the ENDPB option. Further value-for-money work is under way to confirm this assessment. In the meantime, as resources and commercial appetite constrain our ability to pursue these two options simultaneously to the next stage, I have decided that MOD should focus its effort on developing and testing the GOCO option further.

The work to determine value for money between the options will take place over the next few months, and in parallel we will begin development of a commercial strategy, engaging industry to hone our requirement. This work will support decisions later in the year on whether to proceed with the GOCO option and whether to launch a competition for the private sector management company to run the organisation. Provided that the further work demonstrates that the value-for-money case for GOCO over ENDPB/SP is conclusive, this will be followed by an investment appraisal that will test the GOCO against a public sector comparator, following which a decision on whether or not to proceed will be taken.

The Chancellor announced extensions to public sector pay restraint in the autumn statement 2011. That will impact on armed forces pay. However, my right hon. Friend announced no further changes in relation to pay in the 2012 Budget, but he did announce the doubling of council tax relief for personnel on operations; the doubling of the families welfare fund to support the families of those deployed; and an additional £100 million of spending to improve accommodation for service personnel and their families. In addition, the lower-paid members of the armed forces are benefiting from the changes to taxation announced in the Budget.

Before the 2010 election, in full knowledge of the deficit, Hull Liberal Democrats promised to “raise the pay of our lowest-paid soldiers by as much as £6,000”. Lib Dems now back the pay freeze and the 20,000 redundancies while expecting our troops to sort out the Olympic shambles. Why should our armed forces trust Liberal Democrat promises ever again?

Part of the remuneration package for reservists is the option for them to earn a bounty if they are deemed to be efficient. Territorial Army regulations allow the linking of a compulsion to train on certain days with the award of that bounty. Although that is not currently done, are there any plans to do it in future?

There is all-party concern about forces’ pay during the Olympic games. The Secretary of State is right that there is no exact comparison with other workers, but the country has noticed that London bus and train drivers are getting Olympic bonus payments and that our forces are not. What contact has he had with G4S about it paying bonuses to troops who are called up at the last minute? I do not begrudge the transport workers their bonus, but just because troops rightly cannot go on strike, they should not be ignored by the Government.

Clearly the union got to the right hon. Gentleman and made sure he included that last bit. We are determined to ensure that the welfare of our troops who are engaged in the Olympic project is properly looked after while they are deployed on that operation and that they are properly recognised. I am in discussion with senior members of the armed forces about how best to do that.

The Government do not have a direct contractual relationship with G4S—the London Organising Committee of the Olympic Games and Paralympic Games holds that relationship—but I can assure the right hon. Gentleman that whatever resources we need to ensure we offer an appropriate package to our armed forces will be made available.

This strays slightly wide of the original question. I explained the week before last, I believe, the reason why the decision was taken not to look at removing a Gurkha Rifles battalion—the arrangements we have with the Sultanate of Brunei for the rotation of battalions would have broken down and been inoperable had we removed one of the two battalions.

I expect to be able to make a written ministerial statement about this issue tomorrow that will give further detail. However, in headline terms, the analysis conducted by the Chief of Defence Matériel on the comparative benefits of changing Defence Equipment and Support into either an Executive non-departmental public body with a strategic partner from the private sector or a Government-owned contractor-operated entity suggests that the strategic case for the GoCo option is stronger. More value-for-money analysis is required to confirm that assessment, and the Ministry of Defence will focus effort over the summer on developing and testing the GoCo option further.

I thank the Secretary of State for that reply. Was it not the case that the Government were always in favour of privatising Defence Equipment and Support but found it difficult to find the evidence to show that that provided value for money for the taxpayer? Were the other options under active consideration and in development?

We have looked at all the options, including what we call “DE and S-plus”: keeping an on-vote solution with enhanced capabilities. At the moment, it is clear that the work being done is pointing in the direction of a Government-owned contractor-operated entity, but I will publish further details tomorrow, and further details still as they become available later in the summer and in the autumn.

While welcoming my right hon. Friend’s willingness to be bold in this area, may I suggest to him that one of the key factors to take into account in deciding just how bold to be—the GoCo is the boldest option—will be how many years Mr Gray is willing to stay in the job? We are extremely grateful for the contribution that Bernard Gray is making as Chief of Defence Matériel. He is looking at bold and radical solutions that will allow us to deliver the equipment programme within the budget envelope we have set, and thus ensure that the whole of our programme for the armed forces is sustainable, in marked contrast to what the previous Government managed to deliver.

In selecting infantry battalions for withdrawal, the Army has focused on the major long-term recruiting challenges that it faces in this area. It has looked carefully at historic recruiting performance over a decade, and at demographic projections for the age cohort from which infantry recruits are drawn in the recruiting catchment areas of different regiments. It has also considered regional and national affiliations, the merger and disbandment history of individual battalions, and existing commitments of battalions to future operations. The overriding objective has been to arrive at a solution that delivers a balanced and effective military force and is seen as fair and equitable by those currently serving in the Army.

Although the MOD has not been able to supply the five and 10-year recruitment figures, despite a named-day written parliamentary question tabled the week before last, the three-year figures clearly show that better recruited English battalions, including the 2nd Battalion the Royal Regiment of Fusiliers, are being axed in order to save the more poorly recruited Scottish ones. Will the Secretary of State deny that petty politics in relation to the Scottish referendum has influenced decisions?

My hon. Friend is repeating an assertion that he made when I made the statement. I sat down afterwards with the Chief of the General Staff and went through his process again to reassure myself that I could say with confidence to my hon. Friend that the assertion he is making is simply not correct. Looked at over a decade, the recruitment figures for the Royal Regiment of Fusiliers speak for themselves. I am happy to have a meeting with him and go through the numbers, if he would like to do so.

Three former senior figures from all three services wrote in The Daily Telegraph this morning of “cynical” cuts to our armed forces and described the plans for Army 2020 as “unbelievable”. Does the Secretary of State not think that with a collapse in confidence at such a high level and morale among the ranks in free-fall, along with his risky strategy on the use of reservists, his decision on 2020 should be another candidate for a possible Government U-turn?

As usual, plenty of criticism and no constructive suggestions from the Opposition. In relation to the letter this morning, the key word is “former” senior officers. I take my advice from senior serving officers in the military. This is a plan designed by the Army to secure the future of the Army. They are confident that they can deliver it and I have confidence in their ability to do so.

The Royal Regiment of Scotland, the Duke of Lancaster’s Regiment, the Yorkshire Regiment, the Mercian Regiment, the Royal Welsh and the Rifles were all created in 2006-07. All these regiments have provided battalions for operations in Afghanistan which have been well prepared and which have delivered significant success, as well as all taking significant casualties.

My right hon. Friend will understand the disappointment in Yorkshire at the disappearance of 2nd Battalion the Yorkshire Regiment—the Green Howards—but can he confirm whether his intention is to have a completely merged Yorkshire regiment in its entirety with the two remaining battalions, which I understand is what the majority of those serving would like to see, or to have the two remaining battalions based on their previous regimental backgrounds, which it seems the majority of retired personnel would like to see?

My hon. Friend draws an interesting distinction—not the only one that has been brought to my attention—between the desires of people serving in the Army now and those of former members of the armed forces, because they are not necessarily aligned. I can only repeat what I told the House on 5 July: having announced the changes, we expect regiments to come forward with proposals for restructuring within the boundaries we have announced. We will support decisions made within the regimental families to do that, whichever way they propose going.

My departmental responsibilities are to ensure: that our country is properly defended now and in the future through delivery of the military tasks for which the MOD is mandated; that our service personnel have the right equipment and training to allow them to succeed in the military tasks; and that we honour our armed forces covenant. My first priority is the success of the operation in Afghanistan, followed by the provision of support to the Olympics security plan. The Ministry of Defence has also embarked on a major project of transformation to ensure the behavioural change needed to maintain the budget in balance and deliver the equipment programme.

As a former Territorial soldier, I have every confidence that our reserve forces will rise to the challenge set by the Secretary of State, as they always have done, but when does he expect the order of battle for the Territorial Army to be announced?

I am quite happy to look into the matter and write to him. Depending on the type of contract being let, the MOD is bound by the regulations binding all Departments—European procurement directive regulations—unless it is a contract for war-like supplies, and must conduct its procurement in accordance with them.

On the first point, I take advice from the Army, and that is the correct way for the Defence Secretary to behave in these matters. On the preservation of the name of the Staffords, I am well aware of the concerns expressed by Staffordshire Members of Parliament, and as I said in relation to the Yorkshire Regiment, this is a matter for the regiment. If the regiment comes forward with a proposal to merge the antecedent name into the antecedent names of the 1st Battalion the Cheshires, we will be quite happy to support that arrangement.

I am afraid that the right hon. Gentleman repeats the comments that my hon. Friend the Member for Basildon and Billericay (Mr Baron) made earlier, and that is simply not the case. Looked at over a 10-year horizon, the recruiting figures speak for themselves, and the Army has conducted a rigorous process that resulted in the withdrawal of the 2nd Battalion the Royal Regiment of Fusiliers. I can say no more than that to the right hon. Gentleman.

Significant cuts to the armed forces carry real risk; increased reliance on the reservists carries real risk; and greater emphasis on the private sector for logistical support, again, carries real risk. Will the Secretary of State therefore respond to my concern that the potential cost-saving benefits of the cuts to capability that the Government have announced do not outweigh the risks that they pose to our ability to leverage force in an uncertain and changing world?

As usual, there is no alternative constructive suggestion. We have a £38 billion black hole in the defence budget, and we have to resolve that problem to make our armed forces sustainable in future and to ensure that we can properly equip them when we ask them to put themselves in danger. What we have done is to set out a coherent plan that will deliver smaller but better equipped armed forces that are sustainable in the medium and long term, and I suggest to the hon. Gentleman that that is the best way forward for them.

T7. I warmly welcome the involvement of the armed forces in ensuring that the Olympic games are safe and secure. Will my right hon. Friend explain the role that they will play during the Olympics and, in particular, the various consultations and engagements that have taken place with the community over the use of ground-based air defence systems?

Yes. The armed forces will support the police in the security operations for the Olympics. We will provide the air policing regime, including the ground-based air defence missiles, to enforce the prohibited and restricted zones around London. There will also be Royal Marine activity on the River Thames in support of the police, and of course 11,000 people will be deployed in support of the venue security operation. There has been extensive consultation with local authorities, landlords and Members of Parliament on the proposed location of the ground-based air defences.

My hon. Friend is absolutely right. Contrary to a lot of the noises off that we have been hearing, most people visiting the Olympic games and most people living in London will be hugely reassured by the presence of our armed forces. They bring resilience and reliability to the security arrangements. When a soldier is scheduled to be at place A at time B, you can bet your bottom dollar that he will be there.

What will be the effect of the ludicrously last-minute commitment for our armed forces on post-operative leave entitlement for those returning from Afghanistan?

I have answered that question in the House before. People who came back from Afghanistan in April will have had their post-operational leave scheduled. It is possible that some people who have post-operational leave scheduled for the period of July and August will be asked to reschedule it. However, I can confirm to the right hon. Gentleman that everyone will receive their full entitlement of post-operational leave, or any other kind of leave, and that people who have to change their personal arrangements and incur any financial loss as a consequence will be fully reimbursed for that loss.

Will the Secretary of State confirm that the Scout specialist vehicle will go ahead, giving much needed certainty both to the armed forces and the supplier, General Dynamics, a valued employer in my constituency?

We have announced all the reductions in armed forces manpower required to deliver the outcome of the strategic defence and security review. The changes announced will allow us to deliver the Future Force 2020 structure in 2020.

Will the Secretary of State look again at the cuts to the Royal Regiment of Fusiliers, particularly the impact on Coventry and Warwickshire and the local impact? Can we have an answer without the right hon. Gentleman blaming everybody else? He is responsible for the double-dip situation that we have got.

I am responsible. I take advice from the Army, which is the only responsible way to decide on a restructuring package for the Army. As I said, I have reassured myself since I made the announcement that all of its elements are sound and based on proper evidence provided by the Army.

There is an excellent proposal for 10,000 tickets for the Olympic games to be given to Her Majesty’s armed forces personnel. What procedures are being undertaken for the proper allocation of those 10,000 tickets? Can my right hon. Friend say something about whether, if other tickets remain unsold, it might be possible to give those tickets to armed forces personnel?

We are extremely grateful to the London Organising Committee of the Olympic Games for the help that it has provided in making tickets available through Tickets for Troops and directly to the armed forces. We now have a substantial number of tickets available and we hope there may be still more to come. The detailed arrangements for distributing those tickets will be determined by the commander-in-chief, land forces.

I am sure that the thoughts of all right hon. and hon. Members will be with the families of those who lost their lives in Afghanistan in recent days. What assessment has the Secretary of State made of recent reports that the Taliban believe that the insurgency can no longer be won? Is not this the perfect opportunity to convene all-party talks to bring about a secure peace in Afghanistan?

Indeed. The Government’s policy is to maintain the pressure through the military campaign, while encouraging both sides to come together and explore their tentative early contacts, and also to encourage Pakistan to play a constructive role in this process, because, in many ways, Pakistan holds the key.

A senior military source has told me that many soldiers have been taken off promotional courses as a consequence of the G4S shambles. Will the Secretary of State assure me that they will get back on to those courses and will be fully compensated if their course is delayed by, say, a year?

Further to the previous unclear answer, is the Secretary of State categorically ruling out revisiting the “cat and trap” system for the aircraft carriers?

I do not think that there was a previous unclear answer. We have made a decision to revert to the STOVL––short take-off and vertical landing—solution. We are highly confident of the delivery of the F-35B STOVL variant, which the US Marine Corps depends on. We have had the highest level discussions with the US Administration, who strongly support the programme. I am looking forward to seeing US Marine Corps aircraft flying at Pax River on Wednesday.
