Commons ChamberThe national fostering stocktake is currently under way, and it will report to Ministers with recommendations by the end of the year. It is exploring a wide range of issues, including the recruitment and retention of foster carers, giving us a better understanding of the current situation. The House should be aware that we have invested £900,000 supporting local authorities to develop new and innovative ways to recruit and train foster carers.
I have had the privilege of meeting some of our Nottingham foster carers, and I know what an amazing job they do, often for very little monetary reward. However, local authority children’s services departments are under immense pressure—we have record numbers of young people in care, yet some departments have been forced to cut specialist support staff—and potential foster families are also under pressure, including from Government policies such as the bedroom tax. I welcome the national stocktake, but it is long overdue. What steps will the Government take to address the urgent need to recruit additional carers?
I certainly echo everything the hon. Lady says about the value of foster carers. Indeed, 74% of looked-after children are in foster care, and the stocktake will give us more information on which to base our future policy. I met foster carers last week to discuss some of the problems they face and, indeed, the support we can give them following the stocktake.
Does the Minister agree that, with the care system under increasing pressure, there is now a need for a root-and-branch, fundamental review of the care system in England, in the same way as there has been in Scotland?
Certainly, the stocktake is part of this, and one of the most exciting developments has been the way in which innovation has been brought forward in this area. We have invested £200 million in the innovation fund, and I recommend that right hon. and hon. Members have a look at the No Wrong Door policy, which is working very well in North Yorkshire, or the Mockingbird constellation, which is a hub-and-spoke system to support foster carers dealing with some of the more difficult children.
What steps is the Minister taking to address the 61% decline in total apprenticeships from May to July 2017?
In relation to foster carers, I assume. [Interruption.] Well, it will have to be.
The great thing about someone being a foster carer is that they do not need to carry out an apprenticeship, and I encourage people thinking about applying to do so. Although there is a surplus of fostering places, one of the problems we face is having foster carers with the right type of home—for example, large sibling groups are hard to place—and we have a lack of sufficiency in some parts of the country.
I pay tribute to foster carers for the amazing work they do for our looked-after children nationally. In my experience, foster placements can be challenging for the carers, depending on the needs of the children. Will the Minister outline what extra training can be provided to improve the quality of placements and of decision making?
Good local authorities do give their foster carers the support they need, and I have already mentioned the innovation funding that has helped them to do that more effectively. There are other ways in which we can help foster carers. For example, when an allegation is made against a foster carer, it can be treated it in a different way from one against a social worker or a teacher. I hope that that will be addressed by the fostering stocktake, which is being very ably run by Sir Martin Narey and Mark Owers.
The Children and Families Act 2014 heralded a transformation in support for children and young people with special educational needs. The transition period between the old and new systems, from statements to education, health and care plans, will end in March 2018.
In my area, there is a chronic shortage of special needs school places. In Kent, nearly 7% of students with statements or EHCPs are not educated in the school setting, which is well above the national average. Does the Minister agree that every child in the UK is entitled to a school education, and will he instruct the Department for Education to support local authorities who are struggling to meet that need?
I absolutely agree; we are on the same page on this. In Kent, schools have not been experiencing any reduction in high needs top-up funding in respect of pupils for whom they are receiving funding in the last academic year.
It is over three years since the Minister’s Department introduced significant changes to the special educational needs system. Two reports in the past month provide a damning indictment of how these reforms are going: Ofsted says there are significant areas of concern in one third of areas; and the local government ombudsman says families are suffering long delays in getting the right support. Does the Minister accept that these reforms are not working, and what does he intend to do?
The hon. Lady must have been looking very hard indeed to find a parent who does not welcome these changes. Unlike statements and learning difficulty assessments, the new plans run from ages 0 to 25 where appropriate, and bring together in one place an assessment and details of planned provision for a child or young person’s education, health and social care needs. The plans are driven by outcomes, have a strong focus on preparation for adult life, and include a section describing the views and aspirations of the child or young person themselves and their parents or carers.
One child in 100 is on the autistic spectrum, and 70% of those children will go to mainstream schools. The Government have a proud record in supporting autism; what more can be done to encourage best practice across the mainstream school sector?
Schools receive up to £6,000 for each child as part of their funding formula, and if they need to apply for additional money, that money is forthcoming. We are keen to ensure that children with particular problems, including autism, are quickly identified and given the help they need, and the new scheme does that.
Extracurricular activities including sport ensure a well-rounded education for all our students, and this is particularly important for those with special educational needs. Can the Minister tell me what support schools can get to provide those extracurricular activities?
It is absolutely true to say that all children benefit from better access to sports provision, not only physically but academically. I am pleased that we have doubled the primary sport and PE premium using money from the soft drinks levy. I am also a big fan of cadet forces, and we have used £50 million from the LIBOR fines to fund that activity. I would like to see more state schools with cadet forces.
We all support and recognise the need for additional funding for high needs grants and special needs. In Stoke-on-Trent, we have received £4 million under the review of the funding formula, but Stoke-on-Trent City Council has written to the Secretary of State asking for £3 million of that to be clawed back to fund high needs grants, taking it away from the schools it has been designated for. Will the Minister and the Secretary of State meet me and my hon. Friend the Member for Stoke-on-Trent Central (Gareth Snell) to discuss this? We have both written to the Minister asking him to ensure that the schools that desperately need that money can retain it.
Local authorities, including Stoke-on-Trent, can apply to disapply 0.5% of their funding and deploy it in that particular way.
The early intelligence that we are gathering about the autumn term is very encouraging. More than 216,000 parents have received eligibility codes for this term and more than 90% have found places. Independent evaluation of the early delivery areas found that a quarter of mothers and one in 10 fathers had increased their working hours. Providers are willing and able to deliver the offer to working parents.
I welcome the Minister’s reply, but has he seen the online campaign entitled “Champagne Nurseries on Lemonade Funding”? The truth is that providers are really struggling to provide the 30 hours of childcare that the Government say they should. A woman in my constituency, Claire Gallagher, is rated outstanding as a childminder, but she has faced a 32% cut in her hourly rate from £6.05 an hour to £4.10, despite the Government’s claim that no provider would be more than 10% worse off. What discussions has the Minister had with his colleagues in the Treasury to ensure that this policy is adequately funded in the upcoming Budget? If there have not been any such discussions, when will there be?
I was going to advise the hon. Lady to pursue an Adjournment debate on this matter, until I realised that in fact she had just had one.
We carried out detailed work using Frontier Economics, which reported in July 2017, and we have increased the funding to £4.94 on average from £4.56. I have met a number of nurseries that seem to be outliers that, unlike most, are unable to deliver for that price. We have asked them to supply detailed information to find out why that is. Is it because they are not working to the ratios that others are? Is it because they have high property costs? We would be keen to see that detailed information and to find out why they are outliers, so that we can work with them to ensure that they can deliver within the money, as the majority of providers are doing.
Constituents of mine who use or work in nursery facilities on both sides of the England-Wales border report the capacity issues that my hon. Friend the Member for Liverpool, Wavertree (Luciana Berger) has just mentioned. The Minister says that 90% have found places. Will he tell us how many of that 90% have got the full 30 hours?
Well, it is certainly up to them. The evidence that I get when I visit nurseries up and down the country is that many parents are actually taking extra hours and paying for the wraparound hours. When I was at a nursery in Wolverhampton two weeks ago, parents there told me that they already had their children in the nursery and were having trouble finding the funding for that, but that when their children turned three in January, they would then get access to the 30 hours funding. So the vast majority of parents are accessing the full 30 hours. Also, they can mix and match between childminders, nurseries and other voluntary sector providers.
Last week, I met Cheryl Hadland, the managing director of Tops Day Nurseries, which includes the much-valued nursery at Musgrove Park Hospital, to discuss what the 30 hours of free childcare means for nurseries. The recruitment and retention of nursery workers is that organisation’s ongoing challenge, and staff account for 70% of its costs, which relate to the minimum wage and the living wage. I applaud this Government’s commitment to the 30 hours of free childcare, which has been welcomed by parents. However, will the Minister ensure that any increases in the living wage and the minimum wage are taken into account, so that nurseries can successfully deliver this service in Taunton Deane?
The hon. Lady’s eloquence has ensured that Taunton Deane makes Wavertree look like a model of pithiness.
We are of course well aware of the cost pressures that may fall upon nurseries, and we are keen to work with them to address some of the business management decisions that they may need to make in order to live within the funding that we are making available. As we have discovered, the mean cost of funding is £3.72 per hour, and our funding is £4.94 per hour and therefore allows for adequate funding, as the evidence has shown.
Local authorities make decisions about how best to address the needs of children from underprivileged backgrounds. Much has changed since 2010, including the early years pupil premium and the 15 hours of free childcare for those who would qualify for free school meals, for example. It is up to local authorities to decide how best to deliver that. Indeed, my local Sure Start centre raised with me the issue of the many children who should be at the centre who are not. That is a role for those who are going out to mentor people in their communities.
The Minister’s colleague, the hon. Member for Suffolk Coastal (Dr Coffey), wrote to a constituent stating that the funding of the 30-hour entitlement is based on the premise that 15 hours was for educational provision and the additional 15 hours was just for general care without an educational focus. However, the Conservative party has always promised high-quality early education, so was his colleague correct or not?
No, my hon. Friend the Member for Suffolk Coastal (Dr Coffey) was not correct. Indeed, she made that clear when I spoke to her about it; she had misheard something that was said to her. The hon. Lady keeps falling into the trap of not letting the facts get in the way of a good story. Indeed, she has also lured some journalists into that trap. Will she finally admit that the policy is working successfully and that children are receiving the childcare they need?

Written Statements I am pleased to publish this statement about the safeguarding of unaccompanied asylum-seeking and refugee children jointly with the Minister for Immigration, my right hon. Friend the Member for Great Yarmouth (Brandon Lewis).
Today the Department for Education and the Home Office are publishing three documents relating to the care of unaccompanied asylum-seeking and refugee children.
The new safeguarding st rategy for unaccompanied asylum- seeking and refugee children
This new safeguarding strategy sets out the additional actions the Government will take to safeguard and promote the welfare of unaccompanied asylum-seeking and refugee children that recognise the increasing numbers and specific needs of these children in the UK.
The strategy includes commitments to:
increase placement capacity, improve the skills and confidence of foster carers, and review funding available to local authorities;
improve information and advice available to children and families who are reunited through the Dublin regulation;
support professionals caring and working with these children through revised guidance, information and resources;
improve processes for transfer of children from Europe and supporting local authorities to assess and provide support for both them and their families.
Alongside the safeguarding strategy, we are publishing two related documents: the Government’s response to the consultation to revise the statutory guidance; and the updated guidance, now called: “Care of unaccompanied migrant children and child victims of modern slavery”, for local authorities on the care of unaccompanied asylum-seeking and trafficked children—first published in 2014. This updated guidance acknowledges the safeguarding challenges that local authorities and partners continue to deal with to give these children stability. I will place a copy of these documents in the Libraries of both Houses.
Events around the recent migration crisis have meant that it was necessary to update the guidance to be of maximum use to local authorities who are caring for a bigger and more varied cohort of children. A number of respondents during the public consultation requested that there should also be further recognition of the needs and vulnerabilities specific to unaccompanied children and the measures required to keep them safe, and the guidance has been expanded accordingly. The updated statutory guidance also reflects legislative developments such as the Modern Slavery Act 2015, and policy developments such as the national transfer scheme for unaccompanied asylum-seeking children.
We would like to take this opportunity to thank all the local authorities, non-governmental organisations and carers who have helped us develop the safeguarding strategy. They will play an integral part in delivering its commitments and we continue to be immensely grateful.
We would also like to express our deep thanks and gratitude to Edward Timpson for all of his work supporting vulnerable children. We are pleased that we can fulfil the commitment to publish this strategy, set out in a joint written ministerial statement in November 2016, in our new roles as Minister of State for Children and Families and Minister of State (Immigration and International).

It is a delight to serve under your chairmanship, Mr Howarth. I congratulate my right hon. Friend the Member for Broxtowe (Anna Soubry) on securing the debate. I know that she is passionate about sport and physical activity and is a keen follower of a number of sports teams, including, I understand, the Leicester Tigers.
Like my right hon. Friend, the Government are committed to ensuring that all pupils are healthy and active, which is why PE remains compulsory at all four key stages in the national curriculum. It is also why, through the primary PE and sport premium, we have invested more than £600 million of ring-fenced funding for primary schools to improve PE and sport since 2013 and have doubled that funding to £320 million a year from this September.
My right hon. Friend raises the issue of some Olympic sports not being included in the activity list for PE GCSE. We should all be incredibly proud of the recent performances of our Olympians and Paralympians. At the Rio 2016 Olympics, Team GB became the first team to win more medals at a games immediately after hosting them. They won 67 medals—the most since 1908—and came second in the medal table. ParalympicsGB also finished second in the medal table, winning 147 medals—the most since national lottery funding began. Indeed, I could expand as to where Yorkshire would have ranked in the medal table if it were an independent country—but I will not.
Not all Olympic sports are included in the PE GCSE activity list, but their inclusion or non-inclusion does not represent a view on the legitimacy or value of the activity. The revised PE GCSE was first taught in September 2016, as part of wider Government reforms to ensure that qualifications are high quality, demanding and academically rigorous and prepare students for further and higher education and, of course, employment. For PE, the subject content was revised to address comments that the current GCSE and A-level were not of comparable rigour to other subjects, did not provide suitable progression and had led to inequalities in assessment.
As part of the revisions, awarding organisations proposed revising the list of activities that could be assessed in the practical element of the course. That was to ensure that all the activities reflected Ofqual’s principles that non-exam assessment should ensure sound assessment practice, be manageable and ensure that a qualification is not easily distorted. In determining which activities should be included in the list, awarding organisations considered the range and demand of skills and techniques in the activity; the application of tactics and strategy in the activity; the ability to develop skills over a significant time; whether there were suitable conditions in which to perform; and whether the level of performance could realistically be assessed by PE practitioners—probably the key point in this situation.
I should say for the record that I am a lifelong supporter of Notts County; I watch Nottingham Forest as well; and I enjoy watching Nottinghamshire County Cricket Club. I wanted to put that on the record, but I am very serious about this issue. Does the Minister agree that in the modern world, as Mr Baldwin points out to me, PE teachers are of course perfectly capable, through their knowledge of the subject, of assessing performance in all sports? They particularly rely on videos, and they have those skills, those abilities, so even if it is an unusual sport, they can test someone’s performance. And let me add that as well as judo, fencing, pentathlon, sailing, shooting, archery and many other Olympic sports have been removed from the list.
I hear what my right hon. Friend says, but the feedback from the awarding organisations was that, in some cases, the proficiency was not there across the country to assess some of these sports. When applicants put in for a GCSE exam, they may not necessarily all be of Olympic standard, and it is important that assessments can be made across the ability range in these sports. Often, specialist skills and knowledge are needed for some of the sports to make the assessment.
I understand that for some pupils, such as Kyle, the revisions to the activity list may be frustrating, but in many cases, pupils who excel in sports that are not on the activity list will also be highly proficient in a range of other sports that are included. It is important that GCSE PE can be assessed reliably and that the activities included in the list are of comparable demand among pupils and are manageable for schools to assess. I have discussed the issue with the Under-Secretary of State for Digital, Culture, Media and Sport, my hon. Friend the Member for Chatham and Aylesford (Tracey Crouch), and we agree that it is simply not practical to expect that every sport can be assessed as part of GCSE PE. Indeed, I bumped into her on the way to this debate and mentioned that it was taking place.
As we previously committed to doing, the Government will review the activity list in autumn 2018, following the first examinations next summer. We will agree that process with the exam boards and announce details closer to the time.
In the case of my right hon. Friend’s constituent, Kyle Ross-Waddell, I understand that he is on the short track speed-skating talent pathway. I would like to take this opportunity to congratulate him on the progress that he is making and to wish him the very best for his future development.
I know that my hon. Friend the Minister takes a keen interest in this area, but surely, if Kyle proves to be successful, we will cheer every bit as loudly for his success as we will for anyone in any of the other sports in the Olympics, so we should rightly be celebrating and encouraging sporting excellence in all the sports that count in the Olympics.
Of course we should celebrate sporting excellence, but a number of sports may not be particularly practical for schools to offer. For example, clay pigeon shooting is an Olympic sport, but I suspect that concerns would be raised were it to be a sport taught in schools.
In terms of practicality for teachers, my right hon. Friend the Member for Broxtowe said that the decision was arbitrary. It was not arbitrary: the list has been reduced considerably to ensure that a PE practitioner will be able to recognise the key skills and fluency of movement in the activities proposed. The awarding organisations have removed activities that are so specialist or niche that specific expertise in the activity is required to assess them. An example is martial arts, which have been mentioned. For a number of activities used in previous specifications, experience suggested that teachers and moderators were often unfamiliar and at times uncomfortable with the assessment of them and were relying too heavily on outside expertise to inform assessment decisions.
Again, I thank my right hon. Friend for calling the debate and I reiterate that the inclusion or non-inclusion of sports in the activity list does not represent a view on their legitimacy or value. Today’s debate will be helpful in further shaping our thinking on the activity list, and we will provide further details of the review next year.
I wish Kyle all the best in his PE GCSE and in the other subjects that he is taking. I rather suspect that if he does stand on the podium at a future Olympics, people will not be looking too closely at what grade he got in his PE GCSE, although I understand from his school that he is expected to excel in the sports that he is currently taking.

I accept that a study was done in 2015. That was before we knew the outcome of business rate increases and before we had seen the impact on the sector of the national living wage policy and of auto-enrolment. All those things significantly increased the cost of nursery provision and were not known at the time the study was done, so it is erroneous to use those figures for funding projections up to 2020.
I thank the hon. Lady for giving way. The review of childcare costs was described as “thorough and wide-ranging” by the National Audit Office, so we believe we can base our costings on those figures. Does she disagree with the National Audit Office’s judgment?
In 2015, when those figures were done, they may well have been up to standard, but they do not represent the increase in costs that nurseries have seen in the past two years and certainly will see even more with the increase in auto-enrolment costs and the increase in the national living wage that will be ongoing up until 2020. They figures are utterly at odds with all the evidence that comes from local authorities and from the childcare provision sector, who have given ample evidence about their costs and the amount that they have to pay for the provision. In fact, a provider from the Minister’s own constituency wrote to tell him:
“I ask myself do I really want to continue working as a childcare provider when my wage will now match that of a supermarket worker without the responsibilities of a childcare provider, the paper work, Ofsted and book work. I am sad it had come to this.”
The fact that the Minister claimed he had not heard a peep from providers about their problems, either in the pilot areas, or with the full roll-out, has annoyed many of them. Hundreds of providers have peeped to the “Champagne Nurseries on Lemonade Funding” Facebook group to say that they certainly have peeped.
May I suggest the hon. Lady looks at the record of what I actually said? I was listing the pilot areas and referring to Members of Parliament in the House and the fact they had not raised those issues with me during the period of the trial.
I am afraid I have copies of the emails from the providers in York and Scarborough that were sent during the pilot. They wrote to the Minister about their concerns to do with the pilot that they were participating in, so there seems to be a discrepancy there.
Despite numerous concerns being raised from the pilot areas, national organisations, local authorities and the sector itself, the Government have pressed ahead with the roll-out. My parliamentary questions in July asking for figures on the number of parents registered and on those who had successfully obtained a place went unanswered. Local authorities were forbidden from giving the figures for their own areas, even in response to freedom of information requests, so we had a total lack of information on what was happening up until September, except for reports from parents that they were struggling to register on the website. We heard from nurseries that they were unable to provide the 30 hours and from parents that they therefore could not find places.
In September, in response to an urgent question from my hon. Friend the Member for Batley and Spen (Tracy Brabin), we were told that 152,000 parents had secured a place, 71% of those who had registered. Despite the contrast with the 600,000 places that were promised originally by David Cameron when this vote-winning policy was announced, we were told that this was a great success. But that great success story still involved nearly a third of parents who had registered not having secured a place at the start of term in September. Some 64,000 children missed out on the important start-of- term activities where children learn to settle into their nursery or childcare place. When they start late, they always feel as if they are catching up, as routines are already established and friendships made. I hope the Minister will now update us on how many of those 64,000 children have now secured their place, albeit late.
Nurseries are struggling. They have seen huge increases in costs in recent years, as I mentioned earlier in response to Government Members. Until June I was on the board of a non-profit-making childcare provider, so I have seen the costs for myself. I set up the pension scheme that sees employers making contributions for their full-time staff. Those contributions are just 1% at the moment, but they will increase to 2% and then 3%, on top of wages. As a trade unionist, I also advised on a wages policy to properly reward all the staff and give incentives for attaining extra qualifications as well as making sure we always paid at least the national living wage.
Paying better wages is an excellent policy, but it needs to be funded, and the funding calculations simply do not take into account the fundamental cost and the increases for every childcare provider. That goes alongside the business rates, where most nurseries have seen a huge hike. It is no wonder the National Day Nurseries Association, from its survey in September, said that the 30-hours policy was in chaos. It said more than half of nurseries had had serious worries about having to increase fees for paid-for hours to unacceptable levels, and even about staying in business at all.
Nearly 300 nursery managers and owners completed the survey, which found that four fifths of those offering 30 hours were having to make additional charges for food and special sessions such as language or sports classes, or trips out. More than half of the respondents said parents understood additional services and were happy to pay, but a quarter said they were finding parents did not want to pay.
It is a pleasure to serve under your chairmanship, Mr Rosindell. I congratulate the hon. Member for High Peak (Ruth George) on her heartfelt speech, which was also accurate in highlighting some of the challenges that this project faces.
I put my cards on the table: I think this is a great project. It is something myself and other parties were excited about when it launched, because it is something that myself and my party have been advocating for a long time. I was consequently disappointed that the Government are trying to introduce what is essentially a Rolls-Royce programme, but not with Rolls-Royce-adequate funding. My fear is that, if we do not get this tremendous programme right—it is supported across the piece and across the political parties—for the sake of essentially 42p to 48p per child per hour, the programme could crash.
If the programme crashes, it could be a long time before it is picked up again, not because of a lack of will among the other parties—I know Labour has been pushing for this programme for a long time—but because the industry will be so badly fractured and morale so damaged that I am not sure it will be ready to pick itself up.
I believe that that is quite possible. Recent research shows that 56% of nurseries think they could be out of business in the next 18 months. Let us say, for the sake of argument, that a quarter are affected. If 12%, 15% or 18% of a sector closes its doors and drops out of business, that is a car crash. That is a matter of tremendous urgency, and I urge the Minister to get behind it and to talk to his colleague the Chancellor in the Treasury.
I know the Minister from my previous time in the House, and I have a lot of respect for him. I know that he is passionate about this issue. Although I am sure he will deny it, when he stands up at the end of the debate and says that everything is fine, it is all going to be cushty and nobody is complaining, I know that he will know that is not true. Knowing the Minister from before as I do, my view is that he would support me in the submission that that extra x number of pence—I know it is multiplied many times—would make a considerable difference to this programme.
I know the hon. Gentleman is talking about pence, but is he aware that a 10% increase in funding would be well in excess of £250 million per year?
I am well aware of that. I would say to the Minister that if the whole programme crunches and 20%, 18% or 25% of the providers drop out of the business there will be no business for our children. Truly, I believe that £250 million split across that sector, particularly for something as important for our children and their future, is a price worth paying.
Time is always limited in these debates, so I ask the Minister to consider three proposals seriously. First, will he meet with representatives from the childcare provider and nursery sector, and also from independent providers? In my Eastbourne constituency I know many of the independent providers. They are Ofsted-tested, professional, trained women, half of whom, frankly, I can see pulling out of the industry as independents in the next nine months if the situation is not sorted. Will he meet with representatives from the sector, both nurseries and independent childminders?
Secondly, will the Minister also commit to listen to those representatives and to explore how much additional funding would be needed to just make this programme work? We appreciate that it is early days, but there are always teething problems when things start up—do not even get me going on universal credit, or I will be here all day—and if the Minister met with the people who know how much difference the finances would make, that would be terribly useful.
Last but not least, will the Minister reconsider giving providers flexibility when they make that offer to parents? If they have that little bit of flexibility, they can put on the paper, “This is how much extra we would charge you; you would get this.” I will tell the Minister what happens when they do not have that flexibility: people have to be disingenuous, and I do not like that. I know a lot of the childcare providers and the independents. They are honourable people who care passionately for what they do. If they do not continue being disingenuous, what then? They will go bust—
I will make time for the hon. Member for High Peak (Ruth George) to respond. I congratulate her on securing this important debate and thank her for contributing to the debate on the urgent question on 6 September about the 30 hours of free childcare. I welcome her involvement in the all-party group on childcare and early education, and look forward to attending its meetings in due course.
I almost feel as if I am living in a parallel universe. I spend a lot of time visiting nurseries; indeed, yesterday I met someone who owns six nurseries in the south of England that are engaged with the scheme and delivering childcare on the basis of it.
I think I mentioned the parallel universe to the Minister in the Chamber. The nursery provider in his example has six nurseries and may be able to square the circle, but we are also concerned about the smaller providers.
Precisely. Indeed, the proprietors of many smaller providers often work in their nursery, so their costs are not necessarily higher.
There has been some confusion about the number of children who are eligible. Children become eligible as they turn three. We predicted that there would be approximately 200,000 eligible children in September, followed by another 100,000 or so after Christmas and Easter. Those are the figures that we have always borne in mind. We also estimated that only about 75% of parents would apply for the scheme—a similar figure to the proportion of more disadvantaged families who apply for the free 15 hours of care for two-year-olds.
May I make some progress? A lot of points have been made in the debate, and I would like to answer some of them.
I am sure that all hon. Members present join me in acknowledging that, for many families with young children, childcare is not just an issue, but the issue. In many cases, the costs of childcare are a huge barrier to work, particularly for those in lower-paid jobs. Some parents still spend over a third of their take-home pay on childcare—and when I say childcare, I mean good-quality early years educational experiences. Indeed, 93% of the delivery is good or outstanding.
The Government’s priority is to ensure that parents who want to work after having children can do so, and that the cost of childcare is not a barrier. We therefore delivered in September on our promise to double the free childcare available for working parents of three and four-year-olds. We are also supporting parents with childcare costs, through working tax credits and universal credit—where up to 85% of the costs are covered—and tax-free childcare, which provides a 20% subsidy that is worth up to £2,000 per child per year and up to £4,000 per year for disabled children. That answers the point made by the hon. Member for Stockton North (Alex Cunningham) about particular help for disabled children.
I have very little time left, so I will make some progress now and give way at the end if I have time.
The Government are committed to giving every child the best start in life, whether their parents work or not. The 30 hours of free childcare are helping the lowest-paid working parents to manage their finances and have more money left over for their children’s needs. A lone parent needs to earn only around £6,500 a year to access the 30 hours of free childcare. Parents can apply for the 30 hours if they have a job offer; in answer to the hon. Member for Stalybridge and Hyde (Jonathan Reynolds) and the SNP Front-Bench spokesperson, the hon. Member for Central Ayrshire (Dr Whitford), I can confirm that we can issue a code on the basis of a job offer even when Her Majesty’s Revenue and Customs has no track record of a person’s income.
The problem is that a job may start quite quickly. Having a ticket does not mean that someone has found a place. That is the advantage of already being in a place.
As the hon. Lady points out, we have tranches of entry, so anyone who has an offer in August for a job that will start in September could get a code. The situation is similar for people who want more hours. We have been as flexible as possible in ensuring that those codes can be given. We take people’s word for it that their job offer is real, but when they confirm the code it becomes apparent.
This provision builds on the existing 15 hours a week of high-quality early learning that workless households of two, three and four-year-olds are entitled to. We know that starting education early makes a difference to long-term attainment and earnings, and that work is the best route out of poverty to transform children’s life chances. I heard this week from a school principal who had supported parents of two-year-olds getting the free hours to retrain and take up employment when their child became eligible for 30 hours. That is a fantastic outcome from a programme in its infancy. The 30 hours is making a real difference.
I cannot believe that the Minister is not receiving representations that list the problems with this policy. Let me give him an example that I could not fit into my speech in the time available: my children’s school is ending free provision for under-fours, because the funding simply does not work as it has worked in the past. There is actually a net reduction in provision. Is he honestly saying that he is not receiving messages like that from around the country?
I am surprised to hear that from the hon. Gentleman, because Tameside council in his area received a 25% increase in the hourly rate given after our review. We are putting our money where our mouth is.
As hon. Members will know, we rolled out the policy with a pilot that delivered for 15,000 children, and on 1 September, we rolled it out nationally, so that all eligible parents could join the 15,000 families in our pilot areas already benefiting from 30 hours. As expected, demand for the 30 hours offer has been high, and more than 216,000 parents have successfully received eligibility codes for the autumn term. I am pleased to be able to update the House: 90% of those codes have been checked by a provider on behalf of a parent seeking a 30 hours place. That is up 19 percentage points from 71% when I last reported, which is fantastic progress.
Of course, that figure may still continue to increase slightly, but I want to be clear that I do not expect it to reach 100%, because we cannot predict parents’ choices and situation. People’s circumstances will change. Not every person who successfully applied for a 30-hours code will decide to seek a free place for their three or four-year-old. Some parents will want to stick with a provider who does not offer 30 hours; other parents who applied for tax-free childcare and were eligible for 30 hours and who were issued a code will not want to take up that place because they might use the tax-free childcare offer. The figure may increase slightly, and I will keep the House updated.
Before the Minister concludes, I would like him to return to provision for disabled children. I accept that there is additional money in the system that was promised, but provision simply is not ramping up to the extent needed. What more can the Minister do, beyond funding, to encourage providers to give us facilities for disabled children?
Children with special needs certainly need special provision, and we are keen to ensure that we can continue to deliver that. As we move from the old statements to plans in mainstream education, it is proving an effective way to identify the children most in need. We must also consider how to help those in their early years as well.
No. I have very little time—three minutes—and I need to make a few points.
I am hearing fantastic individual stories showing the extraordinary impact that 30 hours childcare is having on families up and down the country. For example, a local employer in Staffordshire recently told us that parents who work at their factory no longer have to hand over their children in the car park as one parent clocks off and the other clocks on. Families like that are now enjoying family time together, rather than passing each other like ships in the night.
I will quickly cover one or two of the points made in the debate. The hon. Member for High Peak and the hon. Member for Colne Valley (Thelma Walker) mentioned nurseries no longer being able to charge for lunches or additional hours. That is not the case. The early education strategy guidance is clear that providers can charge parents for meals and consumables, and for hours outside the free entitlement. Parents must not be required to pay any fee as a condition of taking up a free entitlement place. Many parents with a long working day need additional hours, and the system includes great flexibility,
I thank the Minister for giving way. Does he intend to cap those costs? Such charges will be what keep nurseries’ lights on and their staff employed. Will there be a two-tier system, and will he cap the costs?
Nurseries are entitled to charge for additional hours and meals, nappies and other consumables, and they are free to charge what they wish, but a parent with a code can shop around and get a place that meets their exact requirements. As I said, 90% of the codes issued have now been taken up by providers. We are seeing many flexible arrangements: for example, a nursery and a childminder may work together to deliver provision.
I must conclude, but there are a number of other points that I would like to have made. I will write to hon. Members to answer their specific points when I get the opportunity. I am proud of how the 30 hours childcare offer is transforming families’ lives. Parents up and down the country are enjoying more time with their children, more money in their pockets and less stress because the programme is cutting the cost of childcare. I hope that the hon. Member for High Peak has a few moments for a winding-up speech.

Commons Chamber4. What assessment she has made of the effectiveness of the roll-out of the Government’s policy on 30 hours of free childcare.
Our assessment has seen great success in the 12 early delivery areas: more than 15,000 children were able to benefit from the 30 hours entitlement ahead of the offer rolling out in full, taking huge pressures off families’ lives and budgets.
Last week, 29% of families with eligibility codes for this term had not yet secured a funded childcare place. Will the Minister update the House on what progress has been made, and will he say whether there are specific parts of the country where securing a place is proving particularly problematic?
I was very pleased that by the third day of term last week—Wednesday, when we had the urgent question—71% of parents had found a place for their child. We are looking at the picture up and down the country, and where there are situations of insufficiency, we have made available £100 million of capital funding, which will fund an additional 16,000 places where we need them.
Parents in Dudley South will welcome the offer of 30 hours of free childcare. With the scheme being rolled out across the country, will the Minister confirm how many applications for places have now been made?
Certainly, 216,384 parents have secured a code. Of those, as I have said, 71% have already found a place, and no doubt more are finding additional places this week.
16. Back in 2015, David Cameron promised that the 30 hours would, in his words, be “completely free”. Every nursery I speak to in Cambridge tells me that it is having to cross-subsidise and often charge for extras, including lunch. Will the Minister tell us in what sense that is completely free?
May I make it clear yet again that the 30 hours entitlement is free? Additional hours, lunch and other add-ons can be charged for, but they must not be a prerequisite for taking up the 30 hours.
When it is fully up and running, how many working families will be able to take advantage of the 30 hours of free childcare, and on average, how much will it be worth per year per child to each of those families?
We saw some—I think, deliberately—inaccurate reporting this week in the Sunday Mirror, which forgot completely that we are going to have three intakes in the year. As I have said, we have had more than 200,000 this time, and we will have a new intake in January and another one after Easter. This offer is worth £5,000 per child, a great fillip for families who want to get more hours at work.
In their manifesto, the Government said that they would deliver high-quality childcare for working families, supported by thousands of new nursery places every year. However, as they roll out their policy of 30 hours of free childcare, Ministers have admitted that 110,000 children of working parents will not be eligible for the extended childcare entitlement simply because their parents do not earn enough, shutting out families who most need the additional support. That strikes me not as high-quality childcare but as another broken manifesto commitment, akin to the Government’s betrayal on working tax credits in 2015. Does the Minister have any plans to deliver for the lowest-earning and hardest-pressed parents?
The hon. Lady will be pleased to know that during the roll-out in the pilot areas 23% of mothers and 9% of fathers could take additional hours. More importantly, people who could not get work at all because of the cost of childcare can now be in work, earn money and supply a better lifestyle for their families.
5. What discussions she has had with the Home Secretary on the financial contribution of overseas students to English universities and the classification of such students in Government immigration statistics.
20. What assessment she has made of the effect of the Government's policy on 30 hours of free childcare on the financial viability of childcare settings.
The provision of 30 hours of free childcare is already working across the country. A recently published independent evaluation of the early roll-out programme shows that more than 80% of providers are willing and able to offer the extended hours. The Department will be investing an additional £1 billion per year by 2019-20 into the free entitlement, including more than £300 million per year to increase the national average funding rates paid to local authorities.
Given that 38% of nurseries have told the Pre-School Learning Alliance that they are unlikely to be financially viable in a year’s time, what urgent action is the Minister taking to help these providers?
As I have pointed out, we carried out a pilot to show that this could work. We also got a review of childcare costs done that was described as “thorough” and “wide-ranging” by the National Audit Office. We have increased the minimum funding rate to £4.30 per hour, which means that £4.41 is paid for three and four-year-olds in Ipswich and £5.20 for two-year-olds.
In Liverpool, Walton, 36% of children are growing up in poverty, and unemployment is twice the national average. Did Ministers give any thought to how this policy would only further entrench the development gap between those most disadvantaged children still just getting the 15 hours a week and those with parents in secure employment getting the 30 hours a week?
The most-disadvantaged children get 15 hours at age two, and we have the early-years pupil premium to help with those children as well. We are closing the attainment gap. The hon. Gentleman talks about worklessness. This funding for working parents means more people getting into work and taking the jobs that this successful economy is creating.
8. What progress her Department has made on giving summer-born and premature children the right to start reception at the age of five.
23. When she plans to publish the Government’s strategy on the safeguarding of unaccompanied asylum-seeking and refugee children.
The safeguarding strategy, bringing together all work in this area and setting out further detail, will be published later this autumn.
This strategy was due on 1 May, so I am keen that we see it as soon as possible. I would like to understand the reasons for the delay and to know whether the Minister has looked at whether independent guardians might work. I was struck when I visited Lesbos and Calais that there is no admin support or signposting at all for unaccompanied children seeking to make asylum claims, so having somebody with them would definitely help.
We had a general election this year, which derailed some of the timetables for these things, but it is certainly absolutely vital that all unaccompanied children seeking asylum have access to independent legal advice and are referred to the Children’s Panel.
Statistics from the organisation Every Child Protected Against Trafficking show that just in 2015, 593 unaccompanied asylum-seeking children went missing from care. Charities such as the Refugee Council and the Children’s Society have recommended that independent guardians be appointed for such children, to protect them in future. Will the Minister consider this in the safeguarding strategy?
I was the immigration Minister until just recently and worked in this area. We were well aware of the fact that some of the relatives who took children in under the Dublin regulation had not had much contact with the families beforehand and that that might not have worked out very well, but I am certainly happy to look at what the hon. Lady is saying, particularly in the light of her experience with Amnesty and Save the Children.
12. What steps her Department is taking to measure the effect of the PE and sport premium on childhood inactivity over the 2017-18 academic year.
The Government want all pupils to be healthy and active, which is why since 2013 we have provided £600 million to primary schools through the primary PE and sport premium, and why we are doubling the funding to £320 million a year from this September. An evaluation in 2015 found that the premium was making a big difference and we are considering how to assess the impact of the newly doubled funding in future years.
Yes, it is making a big difference during school term time, but ukactive’s research shows that children lose a significant level of fitness in the school holidays. Using funds from the premium and the sugar tax, what can be done to open up school sports facilities for local clubs and community groups to provide sporting opportunities outside the traditional school day?
Certainly, it is important to look at every opportunity. I pay tribute to the teachers who work with children outside school hours and to the clubs and other organisations that provide fantastic sporting opportunities for our children.
The Government’s plans to address childhood inactivity should include healthy pupils capital funding. In February, the Secretary of State was clear that the amount schools would receive would not fall below £415 million, but just last week the Minister admitted that more than £300 million has been cut from that very programme, in a desperate attempt to prop up a falling schools budget—another broken promise to pupils across the country. How many projects will not go ahead because of those cuts, and how many children will lose out?
The hon. Lady needs to check her facts, as much of what she said is not borne out in fact. Under the new funding formula, a school will receive £1,000 per pupil for the first 16 and then £10 after that, which means that a school with 250 eligible pupils will receive £18,340.

Written StatementsOn 1 September 2017, 30 hours of free childcare for working parents of three and four-year-olds went live nationally in England, saving families up to £5,000 per year per child. Alongside the childcare support the Government provide through tax-free childcare and universal credit, this additional free childcare is easing working families’ budgets, helping them to balance the cost of childcare with work.
The Government investment programme will deliver a record £6 billion per year in childcare by 2020, which includes an extra £1 billion per year to deliver the free entitlements. In addition, a further £100 million in capital funding has been committed to help providers create additional 30 hours places.
More than 200,000 30 hours codes have been issued to eligible parents wishing to take up a place this autumn, which exceeds our target for this term. These families join the existing 15,000 families who are already benefiting from 30 hours’ free childcare in the 12 early delivery areas.
An independent evaluation of four of these early delivery areas, published on 31 August, found that 30 hours incentivised many parents to increase their working hours or move into work, and parents were overwhelmingly positive about the offer. The report can be found here: www.gov.uk/government/publications/early-rollout-of-30-hours-free-childcare-evaluation. These findings build on the evaluation of the first eight delivery areas, which found that 23% of mothers and around one in 10 fathers are working more as a result. The evaluation also shows that more than three quarters of parents reported greater flexibility in their working life as a result of 30 hours, enabling them to spend more time together at home with their children, reducing stress and improving family finances. Importantly, the report found that more than eight out of 10 childcare providers who are offering the existing 15 hours entitlements also went on to offer 30 hours. This demonstrates that the sector has responded very positively to the additional demand for childcare places from working families.
During the autumn, I will be closely monitoring delivery to ensure continued improvements to the offer for parents and providers. The Childcare Choices website has now received over 1 million visits since launching in March, and the Department for Education will continue to work with local authorities to ensure parents have high-quality information about accessing the offer.
I will continue to work closely with Her Majesty’s Treasury Ministers to ensure that parents are able to access the HMRC-run childcare service smoothly. The majority of parents have successfully applied using the childcare service. Some parents experienced difficulties accessing the service through the system by the 31 August application deadline but those parents who are eligible, and applied before the deadline, will have a code to allow them to access our 30 hours’ free childcare.

(Urgent Question): To ask the Secretary of State for Education if she will make a statement on the implementation of free childcare entitlements.
Thank you very much, Mr Speaker, for allowing this urgent question, which gives me the opportunity to highlight the Conservative Government’s determination to support as many families as possible with access to high-quality, affordable childcare and early-years education. We are investing a record amount: our support will total £6 billion per year by 2020. My Department is committed to ensuring that all three and four-year-olds have access to free childcare. All parents, regardless of their income and employment status, are entitled to 15 hours of free childcare for their three and four-year-olds; take-up of that universal entitlement is 95%. In addition, take-up of 15 hours of free childcare for disadvantaged two-year-olds is rising, and it is fantastic that more than 70% of eligible two-year-olds are benefiting from this.
On 1 September 2017, the Government reached a major milestone in delivering our key manifesto pledge to double the free childcare entitlements for working parents of three and four-year-olds from 15 to 30 hours. Today I have tabled a written ministerial statement updating the House on delivery of the 30-hours offer. By 31 August, more than our targeted 200,000 30-hours codes had been issued to eligible parents wishing to take up a place this autumn; indeed, I can update the House on the figure: 216,384 codes issued. These families join the 15,000 families who are already benefiting from 30 hours of free childcare in our 12 early delivery pilot areas. The independent evaluations of these areas were encouraging, showing that more than three quarters of parents reported greater flexibility in their working life as a result of 30 hours, and more than eight out of 10 childcare providers offering the 15 hours entitlement went on to offer 30 hours.
During the autumn, I will closely monitor delivery of all free childcare entitlements to ensure continued improvements to all our offers for parents and providers. I will continue to work closely with Her Majesty’s Treasury Ministers to ensure that parents can access the HMRC-run childcare service smoothly. The majority of parents have successfully applied using the childcare service, but some parents experienced difficulties accessing the service through the system by the 31 August application deadline. Those parents who are eligible and applied before the deadline will have a code to allow them to access our 30 hours of free childcare. They will not lose out.
I am pleased to report that this is yet another key manifesto pledge delivered for working families.
Last Friday, the flagship policy of 30 free hours of childcare for working parents was introduced. It was a policy shrouded in secrecy, misinformation and mayhem, and now is the time for answers.
From the beginning, the application process was not fit for purpose. Parents were unable to get their code, settings were run ragged trying to help parents, and this afternoon parents who have been waiting weeks are still in limbo. The Minister has told us that 216,384 parents have their codes. Will he tell us what proportion that is of all parents eligible for 30 hours? How many parents received compensation? How many parents does he expect to pay out to in total? How many of those children have secured a funded place and how many have not? This is basic information that we should already know.
Experts, providers and parents are up in arms about this lack of funding. The Pre-school Learning Alliance found a 20% funding shortfall and three-quarters of providers said that childcare funding did not cover their costs. Shockingly, 38% of providers do not think that they will be sustainable in a year’s time. To stay viable, settings will charge for extras such as trips out, nappies and lunches in order to pay their staff and keep the lights on. Can the Minister guarantee that he will not allow a two-tier system to emerge whereby parents who cannot afford to pay the extras do not have access to the policy and those who can do?
Despite the Minister claiming otherwise, Busy Bees and the Co-operative Childcare group have now publicly said the funding rates are insufficient, so what is his strategy to keep experienced and talented practitioners in the sector? The Minister used the pilot evaluations to defend funding rates, but the truth is that 30 hours had a negative financial impact on providers, so has he spoken to stressed-out providers facing closure or parents at their wits’ end?
Finally, this childcare has been advertised as free but it is clear that it will be subsidised by parents or providers. This risks pricing out the poorest and top providers leaving the sector. Will he now listen and commit to re-evaluating the policy’s funding?
I am afraid that the hon. Lady’s rhetoric does not reflect the experience on the ground. I can update her: we predicted that about 75% of eligible parents would apply to the scheme, as there are some parents who for very good reasons, such as family childcare, would not apply. That figure would have been 200,000, so we have exceeded that prediction. I can confirm that only six days into September 152,829 parents have secured a place—71% of those parents. That is a great success story.
We responded to the sector’s concerns about funding; indeed, Frontier Economics carried out some detailed work for us and reported to the Department that the mean hourly delivery cost of childcare was £3.72 an hour. The amount of money that we are providing has increased from £4.56 to £4.94. My experience talking to nurseries up and down the country, including some in London, is that they can deliver for that price. Indeed, the pilot areas have delivered and some 15,000 children have benefited from 30 hours of free childcare, and the lessons learned from those pilot areas are being applied.
I welcome the additional money that the Government are putting into childcare, but may I ask my hon. Friend what help and resource is being given to help childcare providers, particularly the smaller ones that are not part of the bigger chains, that are finding cost pressures difficult with the new policy?
We certainly understand that the sector will deliver this for us, which is why we carried out so much detailed work. Indeed, a survey published on 31 August demonstrated that eight in 10 of those providers will provide 30 hours. If we look at the pilot areas that have been delivering for a year now, including places such as York and Northumberland, we can see that 100% of their providers are delivering and 100% of the parents who wanted a place found one, despite some reservations being put on the record by some of those providers at the very beginning. The pilots have demonstrated that we can deliver and we are delivering.
We of course welcome any changes that increase free early years and childcare entitlements, but it seems as though the Tories’ policies will do more harm than good. In yesterday’s programme for government, the Scottish National party Scottish Government confirmed that the childcare entitlement will double for all three and four-year-olds and eligible two-year-olds to 1,140 hours from August 2020. The Tories have decided to cherry-pick who receives free entitlement to childcare. The Scottish Government will also take action to enable all childcare workers delivering fully funded early years learning childcare to be provided with the Scottish living wage from August 2020, recognising that there are few more important jobs than working with the youngest children, while this Government are restricting which parents are entitled to the 30 free hours, freezing out those on low or unpredictable hours, and have said nothing about those who work in that sector. Should not the Government heed the warnings of the Social Market Foundation and the New Economics Foundation that this version of free childcare is regressive? Will they look towards Scotland’s vision of childcare based on quality, flexibility, accessibility and affordability instead of creating a two-tier system?
I will take no lessons from the Scottish Government, no matter what the hon. Gentleman wishes to read out to us. We have committed £6 billion in this area. We talk about childcare, but this is good quality early years education and 93% of the settings are providing good or outstanding childcare. That is great news for education and great news for those parents who, in many cases, find their working lives transformed by access to 30 hours of childcare.
This is clearly the right policy and has been demanded by working parents and others up and down the country. The shadow Minister talked about the policy being shrouded in secrecy; I do not know where she was in the general election of 2015, but I think that this is an issue that all parties discussed in many different debates.
Let me ask the Minister about the implementation of the policy by Her Majesty’s Revenue and Customs and the operation of its website. He knows that I, as the incoming Chairman of the Treasury Committee, wrote to the head of HMRC over the summer, who replied on 17 August saying that a total of £45,000 or thereabouts had so far been paid in compensation. Can the Minister update the House and will he confirm that, as he said, those parents who had codes by 31 August will be able to access the childcare this autumn?
I thank my right hon. Friend for her question. This is indeed a manifesto pledge that is being delivered. It is no secret that there were some technical problems with the IT system and, indeed, my right hon. Friend the Financial Secretary is in his place listening to what we say. About 1% of cases that applied online were stuck—that is, for a technical reason those cases were not processed. Another group of cases could not have been processed online, and we refer to those as amber cases. Let me give an example: a person who applies for childcare on the basis of a job offer rather than a track record of earning in that job. If we were not to have a manual system as back-up, we would have a Catch-22 situation in which the person could not apply for childcare because they did not have a job but could not get the job because they did not have childcare. In such situations, there is a manual system.
When the Secretary of State wrote to my right hon. Friend, I think 2,200 cases were stuck. The figure I now have is 1,500, but they are many new cases, some of which have only been on the system for about a week. I am sure that the Financial Secretary to the Treasury will write to my right hon. Friend with regards to compensation. A small number of people were affected by the system. The system was operational 93% of the time during which people could apply.
Has the Minister read the report that I published last week with the Social Market Foundation? It shows that, of the extra money that the Government are pumping into early years over the course of this Parliament, 75% is being spent on the top 50% of earners and less than 3% will go towards the most disadvantaged. This comes at a time when the Government’s own evaluation of the two-year-old offer shows that good-quality early education is life-changing for the families who receive it. Is he happy with this distribution of expenditure? What more is he doing to ensure that low-income and disadvantaged families are accessing this high- quality education?
I did read the hon. Lady’s report and some of the press coverage. She is absolutely right that the attainment gap needs to be closed between those from a disadvantaged background and those from other families. We are making progress in closing that gap, which is being closed at a faster rate in London than elsewhere. The 30 hours of childcare is for working families. However, many families cannot get into work because they cannot get childcare, so we will be pulling families out of poverty who currently cannot work because of the extortionate cost of childcare compared to their income. Of course, we still have the offering of 15 hours for the most disadvantaged two-year-olds and the early years pupil premium, which is specifically aimed at helping families most in need—the most disadvantaged families—because we need to close the attainment gap.
When it comes to childcare, parents want affordability and certainty. Many parents listening today will be very reassured by the Minister’s statement, so I thank him for that. Will he take this opportunity to confirm what proportion of childcare providers will offer the new entitlement? I believe it is estimated to be about 80% of providers. Can he confirm that that is still the case?
My right hon. Friend is absolutely right. Not all providers were offering the 15 hours. Of those that do offer 15 hours, about 80% are going to offer the 30 hours. We understand that we might need to increase capacity in some areas, which is why we have made £100 million of capital funding available to provide another 18,000 places for 30-hours placements.
I absolutely welcome the policy. After all, it was a Liberal Democrat policy that we started implementing while in coalition so I would like to see it succeed. However, I invite the Minister to come to Oxford West and Abingdon because I am afraid that the suggestion that the policy is absolutely fine and working on the ground is simply not correct. In my constituency, the places are not available and they are being heavily subsidised by early and late pick-up fees, and extra money for nappies and lunches. Those costs simply were not there before. Please will you look again at the funding in different parts of the country? The total figure does not matter. It needs to be available where parents are. Have you looked at this and what are you going to do about it?
I have not done so and I have no plans to do anything about it, but I have a feeling that the Minister might; we will see. Let’s hear the fella.
When we selected the areas for the early roll-out pilots, we were careful to select places that were representative of different parts of the country. For example, York would have many parallels with Oxford. Indeed, 100% of providers delivered that childcare in York and 100% of families looking for childcare got it. I would be more than happy to visit Oxford and see the successful policy being delivered for parents who need it so much.
I welcome the Government’s extra investment in childcare. The availability and accessibility of good childcare can make a huge difference to working families. Does the Minister think that the introduction of 30 hours of free childcare will have a positive and direct impact on the finances of working families?
My hon. Friend is absolutely right. Evidence from the pilot areas demonstrates that almost a quarter of women and 10% of men are able to take more hours at work. Indeed, the policy has been transformational in some people’s lives. I heard a story the other day of a family who, during the working week, only really met in the car park of the factory where they work shifts. As the husband arrived with the child strapped into the back of the car, the mother got back in the car and drove home, so they were not able to enjoy time together. The delivery of 30 hours’ free childcare will mean that they will be able to enjoy a better family life. The policy will address the situation of people passing in the hallway as one person comes in from work and another goes out.
Is it not clear from the contributions of my hon. Friends and from the experience of Busy Bees, a nursery chain that provides a service in Bromborough in my constituency, that these low rates for childcare mean that the market is now fundamentally broken? What will the Minister do if we find, after years of this Tory Government, that they have reintroduced the scourge of low pay into childcare?
If the hon. Lady had been listening to the Prime Minister in Prime Minister’s questions, she will have heard that we look carefully at the cost of delivering childcare. As I said, that is £3.72 an hour—much less than the funding we are providing. Busy Bees has 267 nurseries across the country, and is delivering 30 hours. Despite the reservations we have heard, the Co-operative Childcare is delivering 30 hours at its 45 nurseries, including 17 in London, which is one of the most expensive places to do that. Bright Horizons is participating in the scheme with its 296 nurseries. The big chains are participating. I go up and down the country talking to small independent and charitable nurseries and other providers including childminders, and they are also delivering with the funding we are putting in.
I congratulate my hon. Friend on delivering on this election promise, but will he keep the funding arrangements under review, particularly those in high-cost areas? Even in these early days, some constituents have complained to me that there is a lack of availability at a local level. That is driven by the money. Will he keep that under review to ensure that the provision is universally available across the country?
My hon. Friend is absolutely right. We are creating a lot more places and that creates demand within the system. I visited a nursery just outside Selby in East Yorkshire that was gearing up to provide more places and hire more staff to provide the availability. We are putting £100 million of funding into the system to provide 18,000 additional places. Many nurseries are investing through their own resources to deliver this policy.
Children in deprived areas of my constituency start school up to 20 months behind where they should be developmentally. High-quality childcare with properly trained professionals can transform their lives. I urge the Minister to take the Opposition’s concerns more seriously. During the general election campaign, I met several providers who will not be able to deliver the policy. Will he look again and ensure that all children get the very best start in life?
I agree with the hon. Lady that it is vital to close the attainment gap between disadvantaged children and other children in our schooling system. Indeed, we have 12 opportunity areas across the country where we are looking at ways of specifically addressing that. One way is better provision for early years, but another is working with parents to improve the home learning environment, which is often so lacking in some families, particularly when they have housing problems to address.
Many parents in Torbay will welcome the availability of up to 30 hours of free childcare to support them going into employment, but, as with all policies, the proof of the pudding is in the eating. Regarding the early delivery areas, what evaluation has been done of the number of parents who have taken on extra hours at work thanks to the availability of increased childcare?
The raw stats indicate that about a quarter of women and 10% of men took additional hours, but I have also heard from people who could not get into employment at all because of the cost of childcare. A lady I spoke to in York said that the fact that she could now work and take up the 30 hours of childcare greatly transformed her family’s finances and life. The system is very flexible. Families can spread the childcare over more weeks or use different providers, including those in the voluntary sector, maintained nurseries or childminders.
The Government cannot hide on this issue. During the Childcare Bill Committee, I and others here and outside Westminster told the then Minister that his plans were full of holes, and so it has been proved. What will the new Minister do to fill the gaps in provision, particularly in deprived areas, where the holes are the deepest and the need is the greatest?
I am not going to argue with the hon. Gentleman that we need specifically to target some of our more deprived areas. This policy is designed to help working families, but I am all too well aware that many children in the most deprived families, with the most needs, are not in working families. That is why we have the offering for two-year-olds and the additional help that is going in. We are working very carefully to ensure that we do not leave that group of children out, particularly in the opportunity areas.
My elder daughter, Daisy, started nursery this week. From speaking to local parents, I know that this policy will, as the Minister says, help hard-working families take up new employment and additional hours, so it is welcome. I am also encouraged that parents will be able to add to the funding the Government are making available through existing schemes, such as childcare vouchers. However, in support of my hon. Friend the Member for Harrow East (Bob Blackman), will the Minister, as he reviews policy in an ongoing way, consider whether flexibility could be introduced for rural or high-cost areas, to make sure those additional schemes can be used to help parents who wish to do so to top up the funding provided by the Government? Instead of always complaining that there is not enough, let us help parents to look after themselves.
I do not want to disappoint my hon. Friend, but we are not in the business of encouraging top-ups. Nurseries are perfectly free to charge for additional hours or for lunch, nappies or other items, but that cannot be a prerequisite to accessing the 30 hours. The Government have a number of other packages, including tax-free childcare and other wonderful policies that the Treasury is making available, to help people afford the cost of childcare. However, this particular policy is great news for parents and great news for children, who are accessing quality childcare and education.
I have a constituent who is struggling to pay for childcare because of the way universal credit works. She is a working single mother and is expected to pay for her childcare up front—it is over £800 in her case—and then to claim it back, which does not make much sense to me. The cost is more than she earns from her job, and she may need to give up working. How does this system help people such as my constituent get back into work?
This system helps people precisely like that, because it is not a system where people pay and reclaim—the money is reimbursed to the nursery by the local authority. Indeed, staff at one of the nurseries I spoke to in York said that one of the best aspects of the scheme is that they would not have to chase parents for money or, on occasion, withdraw childcare because the parent had not paid their bill. This scheme makes the administration easier for nurseries, which are already collecting the 15 hours’ funding from local authorities. That will exactly solve the hon. Lady’s constituent’s problem.
I strongly support the Government’s policy, not least because one of my daughters starts nursery tomorrow. In Nottinghamshire, we have an issue with capacity, and particularly convenient capacity, in rural areas. Parents who commute long distances and who live in villages want childcare close at hand—childminders as well as nurseries. Will the Minister highlight the Government’s childcare business grants of £500 or £1,000, which are available to people who want to set up small businesses as childminders or small nurseries, and will he perhaps consider increasing the grants to a level that enables providers to do more?
We have talked a lot about nurseries, but I must make it clear that there is flexibility in this scheme. Indeed, we have 5,500 dormant childminders, who could see this as an opportunity to get back into that business, although I suspect that a number of them may be working in other jobs, and particularly in nurseries, as jobs are created in them. However, this is a flexible system, and I hope the voluntary sector will also step up to the mark and increase capacity in its nurseries—indeed, we could see a number of new nurseries opening because of this policy.
I welcome the principle of 30 hours of free childcare, but it cannot come at the expense of quality early years education, and that is exactly what is happening. Many children in my constituency from deprived communities currently have access to quality nursery schools employing qualified nursery school teachers, and those schools are doing tremendous work to enhance the life chances of those children. Those schools assure me that they will not be able to fund the continued employment of those qualified teachers. It is important that we make a distinction between childcare and early years education. I note that Save the Children also raised concerns about this issue yesterday, maintaining that 40% of those who took part in the pilot areas actually reported a loss in profits and, therefore, a threat to their sustainability.
I absolutely recognise the importance of the maintained sector. Indeed, many of the small number of maintained nursery schools tend to be in some of the more deprived areas, where needs are much greater. I would just reiterate the fact that 93% of nursery providers are either good or outstanding, according to Ofsted. That is a great sign of the quality that is being delivered on the ground. More hours will mean better quality education, with children starting school more prepared for it. Indeed, a report in the press today showed that children arrive at school without the necessary language skills and simple skills such as picking up a knife and fork. They will learn that at nursery, and that is great news.
Figures produced over the summer show that female employment rates are at a record high, at over 70%. Does the Minister agree that it is important to encourage and support women back into work and that this policy and legislation do that?
I absolutely agree with my hon. and learned Friend, while recognising that some mothers and, indeed, fathers may see caring for their child at home as their priority—sadly, many do not have a choice in that because of the finances of the household. However, this policy is delivering the opportunity for more women to get into the workplace, and I have already heard from women who have taken on more hours or started a job when they could not previously afford to go to work at all.
Last year, in a Westminster Hall debate, the then childcare Minister told me I was scoring cheap political points and should be ashamed of myself when I raised the issue of funding policies and of how nurseries were at threat of closure because of this policy. Recently, a Pre-school Learning Alliance survey said that one in three nurseries fears being driven out of business because of this policy. What action is the Minister taking to ensure our nurseries do not close because of this flagship policy from the Government?
I am surprised the hon. Lady has been accused of making cheap political points. I have known her for some time, and she has never made such points to me. I can assure her that we have looked carefully at the costs of delivery. There will be nurseries that, because of their business plan, are not going to deliver 30 hours, but there are nurseries that were not delivering 15 hours —indeed, there is one in my village, which is connected to a fee-paying prep school, that will not participate. However, there will be choice for parents who might want to go for a different type of nursery education—maybe with longer hours, or with different types of trips and other services—that other families might not wish to choose.
I commend my hon. Friend for the way he is responding to this urgent question. For the thousands of working parents who are taking advantage of the 30 hours of free childcare, how much is it worth to them on average, per year, per child?
All children are entitled to expect the best possible start in life, and parents are entitled to expect help with childcare so that they can go out to work. However, with thousands of parents in Birmingham still in limbo, free childcare that is often not free, providers threatened with going out of business, and the closure of 26 children’s centres in the city, does the Minister understand the grievance expressed by the group of parents I met last week in my constituency, who said the Government are long on rhetoric but are simply letting Birmingham’s children down?
The hon. Gentleman talks about letting children down in Birmingham, but maybe he should look at some of the children’s services there and see how they could be improved. However, this policy has been tested up and down the country, in rural and urban areas, and it is great news for parents and children.
Having listened to the urgent question—I congratulate the hon. Member for Batley and Spen (Tracy Brabin) on getting it granted, and the Minister on doing a written statement—I think there is agreement on both sides of the House that this is an excellent policy, and the issue is just the implementation. If there is one Minister in the whole House who will make sure something is done properly, it is the Minister at the Dispatch Box today. Will he give the House an undertaking that he will come back later in the year to update the House on this policy?
I certainly will. It must be borne in mind that there are three entry times; it is not like reception year, whereby all children start in September. We are already encouraging parents whose children will have turned three by 1 January—and, indeed, those who will turn three after Easter—to apply early to get on the system. Two more tranches of children will come into the system as it builds.
The Minister will be well aware that Northern Ireland has not had a functioning Assembly since January. I want to be reassured that childcare entitlement in Northern Ireland is not falling behind because of the uncertainty over the Assembly, or the lack of it. We have no idea when it will come back. Will the Minister enlighten the House and, in particular, parents in Northern Ireland? Who exactly does he liaise with in Northern Ireland to make sure that childcare entitlement is progressing within the United Kingdom, of which Northern Ireland is a part?
I have to confess that I have not liaised with anyone in Northern Ireland on this issue, but I will certainly have a conversation with the Secretary of State, who is well equipped to report on all issues regarding Ulster.
May I welcome a policy that will assist another 400,000 families and increase the amount of money we are spending to £6 billion? Will the Minister review the position in East Sussex? As a county with a low average wage, we are not receiving as much as Brighton and Hove, which is right on our borders. As a result, there is a concern that staff in the industry will migrate to Brighton. Perhaps in a year’s time, could the Minister assess whether those patterns are emerging and, if they are, commit to look at the issue afresh?
I will certainly keep these matters under review. Indeed, I have a meeting with Suffolk MPs either this week or next week, because their funding is different from that in Norfolk, which is always a matter of contention.
I respect the Minister, who is making a valiant effort to defend an outstanding policy with holes in it, the biggest of which is funding. One group who have not been mentioned in this debate is childminders, including those in my constituency, who are highly qualified, are often women, have a level 3 national vocational qualification and have been Ofsted assessed. I have been categorically told by a number of my constituents that the county council funding provided from money given by central Government is inadequate. Many of them say that unless that is remedied they will have to pull out of the business. Can the Minister at least assure me that he will review the whole funding arrangement in the coming first quarter?
I will certainly continually keep this under review. Councils are encouraged—indeed, they have committed—to pass on 90%. They have some administrative costs, as I am sure the hon. Gentleman is aware, but we will close that gap as the system matures.
I, too, warmly welcome this policy and the fulfilment of our manifesto pledge and commitment. Dorset was one of the pilot areas to introduce 30 hours’ free childcare, and many parents have welcomed the additional flexibility. May I invite the Minister to re-emphasise that message? The policy provides flexibility and gives both parents the opportunity to get back into work or increase their hours of work.
Dorset was indeed one of our 12 early delivery areas, starting in April 2017. I am hearing great news from Dorset and I am sure that my hon. Friend will keep me posted.
Is the Minister not concerned that more than 60,000 children whose parents applied for a funded place do not have one? How is he going to deliver the policy for those parents, who may have been relying on that funded childcare place in order to take up an offer of employment or to extend their hours at work? This is particularly important in rural areas such as mine. The largest chains of nurseries are better able to spread the costs, but three nurseries in High Peak have had to close their doors over the summer. They are all small, independent nurseries that cannot see a way forward on the funding levels that have been set.
That was not the experience in the pilot areas, including areas very similar to that of the hon. Lady. Indeed, we have seen areas where 100% of the providers were delivering and 100% of the parents got places. We are only six days into the school term. I heard that, on Tuesday alone, 8,000 parents got their codes validated with a nursery. Parents will still be looking around and deciding in which nursery to get a place. Indeed, many nurseries will now be considering taking on additional staff to provide more places in those nurseries, given the increased demand.
How many working parents have been excluded from the entitlement because they cannot guarantee that they will work more than 16 hours a week on the national minimum wage? Does he not recognise that the reality of many working parents in my constituency is that their employers will not guarantee them those hours, so nor can they? That makes it even harder for them to earn and work.
I thank the hon. Lady for her question. Before I answer it, may I correct what I said earlier? Ninety-three per cent. of the funding has to be passed on by the local authority in 2017-18, rising to 95% from 2018-19, which is even better news than I gave earlier.
The experience is that someone has to be earning the equivalent of 16 hours a week of the national minimum wage. Many mothers and, indeed, fathers are looking to take additional hours, given that childcare will be available. That is the experience up and down the country.
Will the Minister acknowledge that the commitment given by his predecessor at a meeting I held with independent small nursery owners in Isleworth last November has not been upheld? They warned her that the funding for the scheme would be insufficient and they would have to close, reduce the range of services to children, charge high amounts for lunch or cut the proportion of highly qualified staff in their settings. She said, “Don’t worry,” and implied that she would sort the funding, but does the Minister agree that their predictions have proven to be true?
We did hear what the sector said, which is why we have increased the funding. Indeed, there will be an additional £300 million a year by 2020 as a direct response to those concerns about the funding levels. We have done a lot of work working out what it costs to deliver, and we are confident that the funding is adequate.
In July 2016 I asked about progress, as a member of the Public Accounts Committee, given the Committee’s concerns. I asked in particular about work to ensure that local authorities were managing childcare markets effectively and whether there would be intervention if necessary. The then Minister told me that I had asked an important question and then announced the amount of capital. I was grateful for his kind words. It would be a cheap political point to say, “I told you so,” so I am not going to do that. I will simply ask the question again: what work is the Department doing to ensure that local authorities are managing childcare markets effectively, and will the Minister intervene if necessary?
We are working very closely with local authorities, particularly on the administration. Indeed, we have given very clear messaging to local authorities: if there are parents who have not yet got their codes because of technical or other reasons, they have to show latitude. Of course, it is not the job of the local authority to manage the market; it is the job of the parents to choose the best provision for their child and for the market to respond to that. That is what we are seeing up and down the country, with increased places being provided in existing nurseries, and new nurseries, I hope, being opened, particularly given the grant funding we have made available for another 180,000 places.
Does the Minister agree that some Members seem to be glossing over the fact that this pilot has proved that the policy will empower and enable parents either to go back to work or to extend their working hours, which will transform thousands of lives in this country?
There are colleagues in the House from places such as York, Northumberland, Newham, Wigan, Staffordshire, Swindon, Portsmouth, Hertfordshire, Dorset, Leicestershire, North Yorkshire and Tower Hamlets, which have been in the pilot for a year. I have not heard a peep from anyone saying that the scheme is not working, so obviously the pilot has been successful.
I must confess that I was something of a secret fan of the Minister, because in a previous incarnation he was very helpful to me with an issue my constituents had. No one is arguing against the idea of 30 hours, but if the picture is as rosy as he paints, how come there are allegations of nurseries forced into bankruptcy and a policy on its knees less than a week in? If people such as those in today’s edition of The Times—a friendly Murdoch paper—are saying that it does not add up, surely it is time to reassess the finances and ramp them up so that the policy is properly funded.
We will certainly keep all these matters under review, but the experience from the pilot areas and early deliverers has been that they are delivering on the levels of funding we have put in, and we have responded to concerns by putting in additional funding, with another £300 million by 2020, to make sure that it is more than adequately funded.
What does the Minister have to say to the parents of children with special educational needs who cannot access childcare for their children?
I am absolutely determined to do what we can to help the parents of children with special educational needs. I have had a number of meetings already, despite my short time in the Department, about ensuring that the money that we are spending is spent effectively and ensuring that parents get the support that they need.

Commons Chamber(Urgent Question) To ask the Secretary of State for Education to make a statement on the process for applying for free childcare hours from September 2017.
Thank you, Mr Speaker, for allowing the urgent question. It gives me an opportunity to highlight the Government’s determination to invest a record amount in childcare, supporting early education and helping parents financially. That amount will total £6 billion annually by 2020.
My Department is committed to ensuring that three and four-year-olds have access to free early education. All parents, regardless of income and employment status, are entitled to 15 hours of free early education for their three and four-year-olds, and for parents who are working we are providing access to an additional 15 hours of free childcare from September 2017. Parents who want to take up 30 hours of free childcare can apply through the digital childcare service. They can access the application via the Childcare Choices website, which provides information on all the Government’s childcare offers. The application process takes about 20 minutes. I have recently had a walk-through of the service myself; it is straightforward, and the format will be very familiar to parents who have used other Government digital services.
The childcare service is a complex IT system, which checks parents’ eligibility in real time by interfacing with other Government IT systems. The vast majority of parents will receive an instant eligibility response, but there will be a delay for some parents whose eligibility is not immediately clear—for example, for some self-employed people. The service has also experienced technical issues which have meant that it has been unavailable to parents on a small number of occasions. Her Majesty’s Revenue and Customs, which has developed the service, has been working hard to resolve those issues, and as a result the customer experience has improved.
The application has been open to the parents of under-fours since 21 April, and today my Treasury colleagues will make a written ministerial statement informing the House that the service has been further rolled out to the parents of under-fives, the so-called summer babies. Parents whose application is successful will receive a 30 hours eligibility code to take to their provider in order to claim their childcare place. As of today, more than 145,000 codes have been generated from successful applications. That is an increase of almost 5,000 codes since Friday 14 July and an increase of almost 25,000 since Friday 7 July. Increasing numbers of parents are successfully applying. It is great news that so many families will benefit from 30 hours in September because, as we have seen from our early implementer and early roll-out areas, the support can make a positive difference to the lives of hard-working families.
The hon. Lady asks some reasonable questions. I reassure her that, at the moment, 2,850 parents are registering per weekday and we are on track to reach, we think, about 200,000 by the end of the month. I encourage parents to get on with it. We do not want everyone to leave it until 11.30 pm on 31 August. As I said, the vast majority of cases are processed fairly simply, but because we need to check that the person meets the eligibility criteria on income, sometimes there are complications. I have mentioned self-employed people and people who change jobs, so occasionally it is more complex. I reassure the hon. Lady on the point about people who cannot use the online system. We have an offline process for any parents who experience persistent technical difficulties. I encourage anyone who has those problems to take up the matter.
I congratulate the Minister on his new appointment. What resources are being given to those from disadvantaged backgrounds to ensure that they have access to the 30 hours of free childcare?
Obviously, disadvantaged children are eligible for free childcare at the age of two and that continues for 15 hours through to the age of four. That additional funding and that additional 15 hours are for people in work. Some of those people may be on low incomes. A person who is working 16 hours at the national minimum wage qualifies. I have already mentioned that there is an offline system for people who may have problems and who cannot use the online system because of sight or other difficulties. However, the evidence so far is that the applications are coming in. They are now being presented to their providers and they will come back to us via the local authorities. May I make the point that some local authorities have been a bit tardy in passing the codes back to us? If anyone goes back over the recess, do ask them whether they are getting on with it, because that is another area where we need to see some improvement.
Thank you, Mr Speaker, for granting this urgent question. What a shame it is that, when we could be weeks away from a great breakthrough for providers, parents and most importantly children, we are instead discussing a policy that is riddled with holes—and, my word, are there questions to answer!
Just yesterday the Minister’s colleagues in the Treasury admitted in response to one of my written questions:
“It is not possible to provide a definitive number of applications not completed due to technical issues”.
Will the Minister give us his estimate of just how many parents suffered these “technical issues”? What steps are being put in place to fix the system, and what guarantees can he make to parents that, as the August deadline approaches, the system will work for them?
How many calls has the hotline received? Of the 30,000 people who applied and were rejected, what were the reasons for those rejections and can the Minister guarantee that those rejections were correct and not due to system errors? What about the parents on zero-hours contracts who are simply unable to guarantee that they will work over the minimum weekly hours: how many of them will be refused the childcare they were promised?
Finally, as the Minister will be aware, there are huge problems with this offer and there are many other questions to answer. As the Minister likes to refer my written questions to those at the national provider, Childcare Works, with implementation weeks away will he accept my request to meet them as soon as possible?
In welcoming the hon. Lady to her place, I have to say she is very much not a glass half full person. This is a great childcare offer. Yesterday morning, I was in the city of York, one of the pilot areas, meeting providers and parents who were benefiting, and I heard from people who said, “This is a great offer. It means no longer do I have to pass my husband in the hallway as I go out to my evening job and he comes in from his daytime job.” We heard of eight people in York who are now accessing employment because of the childcare being available. So it is a great offer and I am very proud that it has been delivered. We have ironed out the glitches in the software, and people are registering; as I have said, we are on track for 200,000.
The hon. Lady asked how many people we expect to register, and the short answer is that we do not know, because it is a voluntary system to which people will opt in. Also, of course, there will be three tranches. It will not all happen with a big bang in September; there will be another tranche of parents who qualify in January and another tranche after Easter. It is great news for working families—something this Government are delivering on.
Given the amount of my time that was taken, the amount of time that my constituent had to give up, and indeed the amount of time given by the technical support people in the Minister’s Department, all as a consequence of the fact that my constituent had an apostrophe in her name, can the Minister speculate why on earth we were not told that there was a manual workaround?
I have made that clear today. There have been a number of outages, several of which were to fix some of the glitches to which my right hon. Friend draws attention. The most recent one was due to a power supply issue between 6 pm and 10.20 pm last night, 17 July. That has now been fixed and the system is up and running again.
I congratulate the hon. Member for Oxford West and Abingdon (Layla Moran) on securing this urgent question, and given that this is largely a devolved matter, I will be brief.
Ensuring affordable, flexible and secure childcare is one of the best ways to narrow the gender pay gap, by helping parents back to work when it suits them, and also to prepare children best for school. In Scotland, the Scottish Government are trialling childcare funding following the child by investing £1 million to make sure that, when we expand free childcare to 1,140 hours, parents have the choice to decide what is best for them and for their children. We are also going further than the UK Government by helping the most vulnerable two-year-olds in Scotland, to ensure that all children can have the best start in life. That is quite a contrast to the issues being faced by parents south of the border. If disadvantaged parents are not able to apply for childcare by the deadline due to the Minister’s website problems, how will they will be supported thereafter?
I thank the hon. Gentleman for the party election broadcast on behalf of the Scottish National party. The website is up and running and, as I have said, 2,850 parents per day are registering and getting their confirmation codes; we encourage people to do so as soon as possible, rather than leave it to the last minute. Indeed, I am very pleased that we are now on track. Some 143,000 valid 30 hour contract codes have been generated and we are on track to reach our target of 200,000 by the end of next month.
As a mother with three children, I have been through a raft of different child support schemes. There were none initially, which is why I welcome the fact that this support is in place; we must not forget that. Obviously, it is essential that parents have confidence that they can apply. Will the Minister reassure those who are struggling—not just parents but nurseries; I understand the difficulties—that we will help them? I have met people from many nurseries in my constituency. We are relying on them to deliver this service, so can we have assurances that it will work?
That is why we ran the scheme through 12 development areas. Indeed, 15,000 children are already enjoying it, including those in the families I met in York yesterday. It really is a good offer. Of course there is flexibility in the system: one can use a childminder, a pre-school playgroup, or a formalised nursery setting and mix and match the hours. So it is a great opportunity. Indeed, the hours can be spread over the holidays; currently, 30 hours a week for 38 weeks are available, but that can be spread over the year for those who wish to cover the holidays as well.
The Minister says that 120,000 codes have now been issued and that he expects that to rise to 200,000 by the end of the month, but given that the Government’s own estimate of the number of eligible families is in excess of 390,000, by my maths that means that only just over a quarter of those eligible have now got their codes. Given that we had warning after warning from providers that the scheme would be unaffordable to them and that they worried about there being sufficient places, how are they supposed to plan for September when only just over a quarter of families have registered for this scheme to date?
I am afraid that the hon. Lady is making a fundamental error. The total number will come in three tranches: one in September, one in January and one after Easter, as children reach the eligible age. This will be an ongoing system, and therefore—[Interruption.] The children starting in September need to apply by the end of August. There is no rush for parents whose children turn three in time for starting in January. We are on track to deliver 200,000 by 1 September. Subsequent tranches of children will come in after Christmas and Easter.
A number of concerns have been raised about providers being able to deliver for the funding we have provided, and we have put additional funding in. I am pleased to say that in the city of York, where I was yesterday, despite the fact that some of the private sector providers expressed disquiet, 100% of providers are delivering on the scheme. Indeed, in contrast to the numbers projected, we have 117% delivery.
Dorset was one of the pilot areas for 30 hours of free childcare. Will my hon. Friend update the House on the performance of those pilots, specifically in relation to the online system?
Those in the pilots did not participate in the online system we have in place now; there was an all manually based system. I can assure the House, however, that 4,000 parents were involved in testing the service and valuable lessons have been learned from Dorset regarding the operation of the service and provision of free places.
In light of these additional difficulties in bringing in what is a very welcome policy, what additional support will the Government give to nurseries that are preparing to deliver the scheme? We need to make sure that the resources are there for delivery.
As I have said, we increased the funding to allow for it to be delivered; an average funding of £4.94 for each hour is now being provided. That was in direct response to the concerns of some providers about the level of funding, but I have to say that even the providers who said that the funding was not sufficient have now managed to deliver at this price. Indeed, the nursery I visited yesterday said it had surplus places before the pilot scheme was introduced, but is now full, which is great news for it in terms of its overall funding.
Small, community-led pre-schools, such as the one in Hedge End in my constituency, are not necessarily groups, and they are worried about the process for them and for local parents. Will my hon. Friend tell us what the Government have done to ensure that all early-years providers are able to deliver the 30 hours for those families and to retain the positivity around this programme?
Parents have a choice about where to deploy their 30 hours of care. It can be with a childminder or in a nursery school, but it can also be with one of the many excellent voluntary sector providers, including pre-school playgroups. My wife used to run a pre-school playgroup, so I have been briefed on this issue. It is vital that people have a choice about where to send their children that suits their lifestyle, their work and the logistics of getting their children to that setting.
The Minister will know that I was Chair of the then Children, Schools and Families Select Committee when the Labour Government set us on this path, and I am sure that most Labour Members will welcome this good news. I have a vested interest in this subject, having 10 grandchildren and, I hope, more to come. However, many people in my constituency are struggling with access and are not very computer literate. Will he consider enabling the National Day Nurseries Association, which is based in my constituency, and the other marvellous children’s charities to help by being the interlocutors between the Government and our constituents?
In the short time that I have had this portfolio, I have met a number of organisations and I particularly look forward to meeting the hon. Gentleman’s own locally based organisations. That is very much on my bucket list. We certainly wish to engage as widely as possible with representatives of providers and of the families who are benefiting from this programme. Also, I have to say that we could not deliver this £6 billion a year of funding without the successful economy that this Conservative Government are delivering.
As the parent of a one-year-old, I am very grateful for this scheme as I find my way through the challenges of parenthood. I am sure that many others will feel the same. Will the Minister please tell the House what testing was carried out prior to the launch of the system, and how many parents were involved?
As I have said, there were two aspects to the testing. We had pilot areas in which we tested the delivery, working with the providers, and that was very successful, particularly in the city of York and North Yorkshire, where I was yesterday. In relation to the system, we had 4,000 parents involved. Indeed, I had a run-through to demonstrate how the system works. However, there are sometimes complications when people change jobs or when self-employed people’s accounts have not been submitted. In such cases, the telephone service can be used as a back-up.
It is clearly important to resolve the problems as quickly as possible. My hon. Friend the Member for Oxford West and Abingdon (Layla Moran) asked a number of factual questions, along with some others, which the Minister has not been able to answer directly today. Will he write to all those who have participated in the urgent question by the end of business on Thursday, so that we may have a full understanding of the picture?
I will certainly be happy to give updates. As I have said, we have now passed 143,000 valid applications—not 120,000, as the hon. Member for Manchester Central (Lucy Powell) suggested earlier—and I would be more than happy to give the right hon. Gentleman ongoing updates on that.

My hon. Friend makes a powerful point. Parrs Wood High School, which I attended and which my son now attends, is an outstanding comprehensive school, but it will struggle to continue to be so if those cuts come forward.
I thank the hon. Lady for calling the debate, which provides us with a good opportunity. Will she welcome the fact that in her constituency 29,686 more children are in good or outstanding schools than were in August 2010? Is not that great progress from this Government?
We have seen some great progress and I will come on to that. In my constituency most of that progress has come from local leadership as well, and I will mention that later.
My hon. Friend makes an excellent point. Being in a domestic violence setting at home can have the most profound impact on the outcome of any child. We need to link that with children’s services and other family support services. She is absolutely right.
The Government’s emphasis is now almost entirely on childcare support for working families. That is a laudable aim in itself, but it perhaps focuses huge resources away from social mobility outcomes. Almost all the money for the 30 hours of free childcare for working families and tax-free childcare will go towards better-off families. Those policies are taking the Government’s focus away from other issues. By definition, the most disadvantaged do not get the extra support, and the delivery of the new policies is also having a real impact on quality institutions
The hon. Lady must understand that people working 16 hours on the minimum wage qualify for the additional 15 hours of funded childcare. Indeed, many people who cannot get into the workplace because of the cost of childcare will take the opportunity of 30 hours of childcare from September. That policy is a great achievement and will improve social mobility among people on low wages.
It is a pleasure to serve under your chairmanship, Mr Pritchard. I, too, congratulate my hon. Friend the Member for Manchester Central (Lucy Powell) on securing this debate. It follows a debate in the main Chamber that she, the right hon. Member for Loughborough (Nicky Morgan) and the then Member for Sheffield, Hallam secured from the Backbench Business Committee in the previous Parliament.
The Government’s Social Mobility Commission report, “State of the Nation”, told us the scale of the challenge we face to improve social mobility in Britain. The report told us in no uncertain terms:
“Britain has a deep social mobility problem…We identify four fundamental barriers that are holding back a whole tranche of low and middle income families and communities in England: an unfair education system, a two-tier labour market, an imbalanced economy, and an unaffordable housing market.”
That was also referred to by my hon. Friend the Member for Mitcham and Morden (Siobhain McDonagh).
The report presented the Government with a number of proposals on parenting and early years, schools, post-16 education, jobs and housing, yet there is no evidence that they have yet listened fully to those proposals, let alone made them policy. Will the Minister tell us which of the recommendations his Department will take forward as policy? For example, on early years, the report calls for the Government to:
“Set a clear objective for early years services that by 2025 every child is school-ready at five and the child development gap has been closed, with a new strategy to increase the availability of high-quality childcare to low-income families.”
I welcome the contribution of the hon. Member for East Renfrewshire (Paul Masterton), who talked in particular about early years.
The Minister’s Department has made no indication that it will adopt such plans. In fact, its policies will do quite the opposite. Will the Minister tell us why, instead of directing resources towards those who need it most, his Department will spend around £1 billion a year on a policy of so-called tax-free childcare, which will be of greatest benefit to those who have £10,000 to spend on childcare? Will the Minister tell us which low-income families he knows who have £10,000 to spend, or will this be another ditched policy?
Will the Minister tell us why the eligibility criteria for the 30 hours of free childcare will actually mean that tens of thousands of low-income families are not eligible for the extra childcare? I am sure he is growing tired of being reminded of promises in the 2015 manifesto that are being broken, but the manifesto pledge was clear, promising that his party would
“give working parents of 3 and 4-year-olds 30 hours of free childcare a week.”
On manifesto pledges, will the hon. Gentleman clarify the situation on student debt? On Sunday, we seemed to get a different message from the shadow Secretary of State, the hon. Member for Ashton-under-Lyne (Angela Rayner), from the one we heard during the general election?
First and foremost, that was not in our manifesto. In this country, we have about £80 billion of student debt stored up, and the Department has already estimated that we will not get a third of that back. We already have the most indebted students on the planet, and at some stage the Government will have to tackle that scenario.
The Opposition know the immense importance of intervention in the early years to improve the life chances of children in Britain. That is why Labour opened more than 3,000 Sure Start centres, and increased education spending every year that we were in government. In this week’s spirit of new-found bipartisanship, will the Minister follow our example and support the most disadvantaged children, as we did in the previous Labour Government?
I will briefly address a number of recommendations. First and foremost, I remind the Minister that his own Social Mobility Commission took a clear view on his party’s flagship grammar schools policy going into the election. The commission said that grammar schools would not work. Eventually, however, the electorate sunk the policy, and that was sneaked out in a written statement while the Secretary of State and the Front-Bench team were on the Floor of the House of Commons.
Before the election, we heard a great deal about a White Paper. Will the Minister confirm whether we will be getting an education White Paper in this Parliament? Will he also confirm whether the £500,000 of funding pledged for new grammar schools will now start being put back into the general schools budget, which is under severe pressure, as we all know?
We have reached a point at which school budgets are facing real-terms cuts for the first time in 20 years. The National Audit Office has told us that there will be an 8% cut in per pupil education spending over the course of this Parliament. That will not help social mobility and is flagrantly breaking another clear 2015 manifesto commitment that the funding following a child into schools will be protected. I can see that from the Minister’s own education authority of North Yorkshire, including his fine constituency of Scarborough and Whitby. He pointed out to my hon. Friend the Member for Manchester Central how many children were in better schools, but £28.5 million is being taken out of schools in North Yorkshire between now and 2021.
Will the Minister therefore do what the Prime Minister failed to do when asked about that and explain why the Government are breaking another manifesto pledge? Cuts to school budgets will make it impossible to deliver on many of the Social Mobility Commission’s recommendations, shift resources towards areas that most need them, close the attainment gap and support teachers. Teachers continue to leave the profession in record numbers. My hon. Friend the Member for Manchester Central cited statistics that show that a quarter of trained teachers have gone since 2011. I am a former teacher myself—brilliant colleagues in Trafford, where I worked for many years, are leaving the profession because of the real-terms pay cuts over the years, the increasing pressures on school budgets, and class sizes, which are increasing more and more.
The Government have failed to give even a basic response to the recommendations of their own Social Mobility Commission. I wish that they would do so. I praise my hon. Friends the Members for Ellesmere Port and Neston (Justin Madders), for Mitcham and Morden and for Gedling (Vernon Coaker), and the hon. Members for Edinburgh North and Leith (Deidre Brock) and for Airdrie and Shotts (Neil Gray), for their contributions. The University of Oxford recently published a report about food bank use, in which the Bishop of Durham, the Right Rev. Paul Butler, wrote:
“This report highlights the need for all of us to refocus our efforts on ensuring that every child is able to reach their full potential regardless of their background.”
All Members should make that their motto when talking about this issue.
I certainly agree with the very last thing that the hon. Member for Wythenshawe and Sale East (Mike Kane) said; it seems to me that the entire House could be united around that comment by the Bishop of Durham. I thank the hon. Member for Manchester Central (Lucy Powell) for securing the debate; I am pleased to have an early opportunity to discuss this issue. I will leave a couple of minutes for her to sum up at the end, if she would like to.
Education is fundamental to breaking the link between a person’s background and where they get to in life. It is our primary tool for opening up opportunity and giving people a chance to go as far as their talents and ambitions will take them. The Prime Minister has talked about areas in which we can work together, and I hope that this is one of those. The hon. Member for Gedling (Vernon Coaker) was possibly a little churlish; I was really only trying to correct one or two facts that might have helped the hon. Lady to develop her arguments.
I am grateful to the Social Mobility Commission for setting out its views in its recent “Time for change” report, and I add my personal thanks to Alan Milburn. We welcome the report and recognise its conclusion that life chances are too often determined not by someone’s efforts and talents but by where they come from, who their parents are and what school they attend.
At the start of this year, the Secretary of State set out three priorities for social mobility. They were tackling geographic disadvantage; investing in long-term capacity in the education system, and ensuring that that system really prepares young people and adults for career success. Before I explain how we are delivering against those priorities, I should emphasise that we are driving opportunity through everything we do. For instance, there are now 1.8 million more pupils in good or outstanding schools than there were in 2010, including—dare I say it—11,043 more in Conservative-controlled North Yorkshire, where 73,096 children are in good or outstanding schools.
The Minister mentioned—it was a Minister’s “microphone moment”—1.8 million pupils. May I point out that those exact pupils were identified in 2010 by a Labour Government as being in coasting schools? The resources were put in, and this Government picked the low-hanging fruit. The Government say that more pupils are taught in good schools, but if that is so, why are our programme for international student assessment scores going down in international comparison?
I disagree. As some of the primary school results that recently came out show, we are making real progress, certainly in key subjects such as maths and English. I am sure that we all welcome the tremendous impact that that will have on young people’s life chances.
I could not resist intervening, as my hon. Friend mentioned North Yorkshire schools. As a North Yorkshire MP, he will be aware that the current funding formula disadvantages pupils in North Yorkshire to the tune of hundreds of pounds relative to similar pupils in other areas around the country. Will he urge the Secretary of State to continue her work to correct that unfairness in the funding formula and find a positive solution for students in his constituency, in my constituency and across the country?
My hon. Friend makes a valid point. When I was first elected, I visited a school in one of the most deprived areas of my constituency. The head, who had come from another part of the country, said, “If we were in the middle of Rotherham, Bradford or Hull, we would be getting about 30% more money because of the school funding formula.” People in North Yorkshire certainly look forward to that being addressed.
As well as increasing school quality, we are strengthening the teaching profession, opening up access to higher education, transforming technical education, delivering 3 million apprenticeship places and investing in careers education. Beyond that progress, the Department is delivering against its social mobility priorities in several specific ways. We are tackling geographic disadvantage by focusing efforts on supporting specific areas that face the greatest challenges and have the fewest opportunities. We are investing £72 million in 12 opportunity areas—social mobility “cold spots” where the Department is working with a range of local partners to break the link between a person’s background and their destination. Those areas face some of the most entrenched challenges, as described in the Social Mobility Commission’s index last year.
Our approach goes beyond what the Department for Education and central Government can do alone; it extends to local authorities, schools, academy sponsors, local and national businesses, local enterprise partnerships, further education colleges, universities and the voluntary sector. Through that process, we will not just build opportunity now but lay the foundations for future generations. I was in Oldham on Thursday, and I was particularly impressed by the ambition and motivation in that opportunity area. Indeed, I am no stranger to some of the challenges in such areas—one of them is in my constituency. Hon. Members will note that that opportunity area had already been designated when I took on my current role.
Tackling geographic disadvantage is important, but so is investing in the long-term capacity of the education system. We are absolutely clear that some of the biggest improvements in social mobility can be achieved by deploying high-quality teaching. Contrary to what the hon. Member for Manchester Central said in her opening remarks, we have more teachers in our schools than ever before. There are now more than 457,000 teachers in state-funded schools throughout England, which is 15,500 more than in 2010.
I know that I will have a moment to sum up at the end, but just for the record, although we may have more teachers than ever before, there are also many more pupils than ever before. In relative terms, there is a chronic teacher supply issue.
Order. Just for the record, there is no guarantee that the hon. Lady will have time at the end. The Minister might wish to give her two minutes to wind up, but it is entirely in his gift.
I indicated that I was happy to give the hon. Lady a couple of minutes to get her own back on me if she needs to, Mr Pritchard.
More than 14,000 former teachers came back to the classroom in 2016, which is the last year we have data for. That is an 8% increase since 2011. Although having more teachers is important for everyone, it is also essential to focus on how we support the learning of the most disadvantaged children if we are to improve social mobility. We continue to provide the pupil premium, which is worth around £2.5 billion this year, but we want to ensure that that funding actually benefits the most disadvantaged, so we are also investing £137 million through the Education Endowment Foundation to expand the evidence base for what works for disadvantaged pupils.
I made the point, which was supported by the hon. Member for Gedling (Vernon Coaker) from his experience of teaching and of previous initiatives, that we will see proper social mobility only if we understand and tackle the reasons why children arrive at school impoverished. Does the Minister agree that that is one of the fundamental ways we will change the social mobility crisis in this country?
The hon. Gentleman is absolutely right. That is why the work of the Education Endowment Foundation is so important in determining what early interventions actually work in improving the home learning environment for the many children who, as we have heard, arrive at school without knowing how to hold a knife and fork and, in some cases, not even potty-trained.
We are focusing on geographic inequality and we are building capacity. Our third priority is to ensure that the system prepares young people and adults for career success and encourages them to aim high. As was mentioned, we are taking steps to improve careers education and guidance for all ages. We are investing more than £70 million this year to support young people and adults to access high-quality careers provision. The Careers & Enterprise Company will ensure that every secondary school in each opportunity area has an enterprise adviser and delivers four encounters with the world of work for every young person. That will focus the whole education community in areas of the country where social mobility is lowest. We have also developed and expanded traineeships for under-25s, which give young people the skills and experience needed to progress to apprenticeships or sustainable employment.
We are delivering against our commitment to social mobility, but of course more must be done. We know that too often a child’s life chances are determined by where he or she comes from, and we understand that not everybody can access the opportunities available to them. In the early years, we must continue to work to ensure that all children are school-ready by the age of five. In schools, we must ensure that all children benefit from a rigorous academic curriculum and excellent teachers.
Beyond school, we must ensure that young people have the opportunity to pursue whatever route they choose. We must therefore continue to reform technical education to ensure that people have the skills they need to succeed in the world of work, and we must continue to provide the opportunity for disadvantaged young people to go to top-performing universities.
I am well aware of the point raised in the debate about UTCs taking children at the age at 14. Some children do not want to leave their friends at secondary school, and sometimes schools actively discourage children from leaving to go a UTC, even if the abilities and aspirations of that child would be best served in a UTC. We have a successful UTC in my constituency, working with local employers who are keen to have people leaving the UTC job-ready. Indeed, many see apprenticeships as the fast route into employment without the debt and problems that a university education can bring.
Throughout and after education, we must ensure that we equip young people with a high-quality careers advice offer so that every person can make an informed decision on their future. However, despite its pivotal role, education alone cannot transform social mobility. Improving social mobility requires support from all parts of society, including Government, employers and civic society. Success has the potential to benefit society hugely, as we heard in the debate. Work by Boston Consulting Group and the Sutton Trust suggests that greater levels of social mobility could add £14 billion a year to GDP by 2030 and £140 billion by 2050. That is why we are building much wider collaboration.
On 21 June, my right hon. Friend the Secretary of State spoke at the launch of the social mobility employer index. Employers naturally want the best talent, and the best employers are already taking steps to ensure that they draw their new recruits from a wider pool. That can include engaging young people in schools, introducing recruitment practices that prioritise potential, creating new routes to progression and promotion, and opening up alternative ways in through apprenticeships. The index showcases great work, including from Government and other public sector employers, and we hope that even more firms will sign up next year.
The Government are making significant progress on social mobility. Let me turn briefly to issues raised during the debate before I leave time for the hon. Member for Manchester Central. I congratulate and welcome my hon. Friend the Member for East Renfrewshire (Paul Masterton). I endorse the comments he made in his contribution. My hon. Friend the Member for North Swindon (Justin Tomlinson) made some thoughtful suggestions from experience, and he raised the point I made about UTCs.
The hon. Member for Manchester Central talked about maintained nurseries, which have a vital role. They are often in some of our most deprived areas—there is one in my constituency that does brilliant work—and because of the qualifications of the staff, it is more expensive to deliver such provision. Only about 1% of children attend that type of school, but in many ways they are the most needy children. She asked about how much extra we provided. Average funding has increased from £5.09 an hour to £5.39 an hour, and supplementary funding of £55 million a year has been made available for those schools until 2019-20. We listened to concerns and have responded.
The vexed issue of grammar schools was raised during the debate. As the hon. Lady may have noticed, there is no education Bill in the Queen’s speech, so the ban on opening new grammar schools will remain in place. We were encouraged by the number of selective schools that came forward voluntarily to improve their admissions arrangements in response to the “Schools that work for everyone” consultation. We will continue to work with our partners in the sector to ensure that more children from low-income backgrounds can go to grammar schools.
Points were raised about the attainment gap between disadvantaged pupils and their peers—which, I have to say, has been virtually eliminated in grammar schools. The attainment gap between disadvantaged pupils and their classmates in selective schools is 1.7 percentage points, compared with eight percentage points in all schools. However, I reassure the hon. Lady and the hon. Member for Wythenshawe and Sale East (Mike Kane) that I am no grammar school fundamentalist myself.
I am enormously grateful to the hon. Member for Manchester Central for the support she has given to this agenda today. She raised important concerns, and I hope she is happy that those concerns are at the forefront of our work. Social mobility is vital. We know that education plays a fundamental role in that, and we will continue to build on what we are already doing by working closely with employers and other partners. The benefits to be gained by the agenda are significant, and the more society as a whole can support it, the better.

I am very pleased to serve under your chairmanship, Ms Ryan. I congratulate the hon. Member for Oxford West and Abingdon (Layla Moran) on securing this incredibly important debate.
Tackling inequality is an absolute priority for the Government. I am pleased to have the opportunity to set out our position on the valuable contribution that children’s centres can make to the lives of disadvantaged children. I reassure the hon. Lady that I, too, have a burning desire to help these children. The Government are committed to improving social mobility and extending opportunity to all.
Children’s centres can play a very important role in offering families access to a wide range of flexible local services. I was fortunate enough to visit a fantastic children’s centre in my Scarborough constituency not so long ago, where I saw for myself how important children’s centre services can be to families with young children. Indeed, all three children’s centres in my constituency are still open. I was interested to hear from families and staff there that the people they really want to help are not in the children’s centres—they are the people who do not engage and do not see the advantage of coming. One of my tasks in my new role is to ensure that we can get to those families who are not in the children’s centres and in some cases are not even taking up the free childcare that is available. They are probably at home watching daytime television and do not see the importance of the home learning environment, or indeed the importance of taking up the offer that is there from this Government.
Children’s centre services can include early years provision, child and family health services, information, advice, training and employment services for parents, and social services for those parents who need extra support.
On improving the offer for people who are among the most disadvantaged and most in need of support and help, does the Minister agree that there is a certain fragmentation when it comes to joining up the work of health visitors and family nurses, who support some very disadvantaged families, with the opportunities available in children’s centres, which support some equally disadvantaged families?
My hon. Friend makes a very reasonable point that relates not just to children, but to the elderly: health and social services do not necessarily speak to each other or work together as much as they might want to. However, I pay tribute to the tremendous work of health visitors, particularly when new babies are born and families need assistance.
I welcome the Minister to his role. I do not want to be nasty to him on his first outing, but he mentioned people watching daytime television. I have to say that many of the people we are talking about are trying to keep their lives together by doing three jobs on zero-hours contracts rather than watching daytime television. How many children’s centres are still there? How many were there in 2010, how many were there in 2015, and how many are there now? That is the crucial point: they are closing all over the country, especially in the areas of greatest deprivation. What is the Minister going to do about it?
I should make a particular point about the offer that is available from this Government. We are improving the amount of childcare available. The point I made about daytime television was a point made by the staff at the children’s centre I visited. The issue that the hon. Gentleman should look at, particularly in respect of those working, is the offer coming forward in September for 30 hours of childcare for those in work. It will be a great opportunity for those who have been juggling work and childcare responsibilities. Indeed, many people will now be able to work during office hours, so to speak. Many families have had the problem of the husband and wife passing in the doorway at 6 in the evening when the husband returns from work and the wife has to go out to do additional—
Yes, I will. The position is not as bad as the hon. Gentleman points out. Let me give him some figures on childcare centres. Oxfordshire County Council had to close 41 of its children’s centres in the first quarter, including several in the constituency of the hon. Member for Oxford West and Abingdon. However, according to information supplied by local authorities, there were 2,447 children’s centres and an additional 735 linked sites—a total of 3,182 children’s centre sites—at the end of May 2017. Some 457 children’s centres had closed since 2010, and 14 new centres had opened.
I hope those figures clarify the matter. There had been some confusion in cases where a number of sites had been operated by one provider. Those should not be counted as closures, because those sites are still open.
On a positive note for the provision of children’s services in Oxfordshire, does the Minister join me in welcoming the council’s development of a new service for children that will combine children’s social care and early intervention, so that there is one seamless service?
Yes, absolutely. It is about providing a joined-up service, and enlightened local authorities understand that. They also need to ensure that the additional offer and the additional money going into childcare—more than £6 billion by 2020—dovetail with their own provision.
My next point follows on from that. Children’s services do not have to deliver all their services themselves. Indeed, they deliver many of them through local statutory, voluntary, community and private sector partners. The context in which children’s centres operate has changed since they were established. Funding for children’s services, including children’s centres, gives local authorities the freedom to decide how best to target resources and respond flexibly to local need.
We believe that it is up to local authorities to decide how to organise and commission services from children’s centres in their areas. Local authorities are best placed to understand local needs and how best to meet them, which does not always have to be through a children’s centre building. For example, the Government have established the troubled families programme to support those with multiple problems. Responsibilities around public health for under-fives now sit with local authorities.
The Minister is being generous in giving way. I congratulate him, as I should have done earlier, on his new position. The point about troubled families is concerning for all hon. Members present, given the difficult financial position that local authorities find themselves in. The level of provision is left to local decision making, but local authorities in difficult times often provide only the statutory minimum. There is a real challenge here, so what will the Minister do about it? How will he link up the good work done in early years by health visitors with what happens afterwards? Many disadvantaged families are losing out, which is affecting the children as well as the families themselves.
My hon. Friend makes another very reasonable point. Indeed, one of the challenges in our opportunity areas, where we are particularly focusing on disadvantage and how we can close the attainment gap, is considering how we can make early interventions with those hard-to-reach families, many of whom do not take up the childcare offer that is available— 15 hours of childcare are available for disadvantaged two-year-olds. Indeed, for those in work—many of these families are in work despite having difficulty in making ends meet—the 30 hours available from September will be a great fillip.
Before the Minister moves on from that point, will he allow me to make one more intervention?
The Minister is a good, honest Yorkshireman—I know him to be one—so will he give me a straight answer to a question? He knows that the Children’s Commissioner made that announcement to which I referred. There was no Government Minister at the launch of the commissioner’s report on Monday, and I cannot understand why. Regarding all these vulnerable children, we know that the troubled families programme has been a disaster. What have the Government learned from that and what are they going to do to react to the commissioner’s report, which, as I say, was launched only this Monday?
I met the commissioner the week before and we discussed some of the points that she has made. Indeed, her work is very valuable in feeding into what this Government are doing and will continue to do in future to address the problem. As I have already said, we have introduced 15 hours a week of free childcare for disadvantaged two-year-olds and the diversity of childcare provision means that children’s centres play less of a role in delivering childcare themselves.
I am sure hon. Members agree that it is vital that every child, regardless of their background, is given the opportunity to reach their full potential. We know that the first few years of a child’s life are critical to shaping their future development. We also know that high-quality pre-school education reduces the effects of multiple disadvantage on later attainment, and on progress in both primary and secondary school. We recognise the crucial importance of early years education. With two fifths of the attainment gap embedded by the age of five, improving outcomes for our most disadvantaged children remains a top priority for this Government.
The evidence shows that all children benefit from a high-quality pre-school experience, but disadvantaged children see additional benefits that continue beyond school. Children from less advantaged backgrounds can be up to 19 months behind in their learning by the time they start school. That is simply unacceptable. We want to close this gap. High-quality learning from the age of two can help us to do so.
This Government have invested heavily in childcare and early years education. By 2020, we will spend a record £6 billion per year on childcare. We will also invest an additional £1 billion per year by 2020 in the provision of free childcare entitlements. In response to concerns from providers, we have increased the average funding rate for disadvantaged two-year-olds from £5.09 per hour to £5.39 per hour. The early years pupil premium continues to provide over £300 per eligible child, and we have also committed to provide supplementary funding of around £55 million per year for maintained nursery schools until 2020.
It is fantastic that more and more children are benefiting from that support. Currently, 97% of four-year-olds and 93% of three-year-olds are accessing funded early education. In addition, I welcome the figures that were published just last week showing a further increase in the proportion of the most disadvantaged two-year-olds accessing funded early education, which now stands at 71%. Nevertheless, I am happy to work with the hon. Member for Oxford West and Abingdon to increase that figure, including in her constituency.
That is a deluge of statistics and information, which I very much appreciate—all Members who are here today will be grateful for them and we will all want to trawl through them. However, has the Minister discussed the present situation with the National Day Nurseries Association, which is a very lively organisation that is based in my constituency of Huddersfield? Its staff are very wise, so will he please meet them very soon to discuss early years provision?
The hon. Gentleman is absolutely right—we have a deluge of delivery for our young children. I am very proud that we are stepping up to the mark in that regard. I would be more than happy to meet his constituents in Huddersfield to discuss that. My wife used to run a pre-school playgroup and then went on to work as a classroom assistant, so I know from experience within the family how important this type of provision is—if it helps at all, my mother was a primary headteacher.
What is more, the 30 hours programme, which will roll out nationally in September, will support around 390,000 working parents with the cost of childcare. I am pleased that 100,000 working parents have already registered for this additional childcare. I encourage working parents who have not already registered to do so before the deadline at the end of August.
Although children’s centres themselves provide just 1% of funded early education places for three and four-year-olds, they can help to identify and support families who otherwise would be unlikely to take advantage of early childhood services. In particular, children’s centres often encourage eligible families to take up our offer of 15 hours a week of free early education for disadvantaged two-year-olds. Children’s centres also work closely with local providers, offering funded places for two-year-olds to four-year-olds to ensure that families who need that crucial extra support receive it.
I am pleased that outcomes for children are improving. Early years foundation stage profile results show that, in 2016, 81.6% of children achieved at least the expected level in communication and language, compared with 72.2% in 2013. More children are achieving a good level of development by the age of five, and the gap between disadvantaged children and others continues to narrow, from 19 percentage points in 2013 to 17.3 percentage points in 2015-16. That is encouraging news and I am determined to make further progress.
The quality of early education is hugely important. In December 2016, 93% of providers on the early years register were judged by Ofsted to be good or outstanding. As of January 2016, most two-year-olds benefiting from free early education were doing so in a high-quality setting. We also know that we need to invest in the dedicated people who are responsible for delivering early years education and care including, I suspect, those represented by the organisation that the hon. Member for Huddersfield referred to, which is in his constituency. Earlier this year, we published our early years workforce strategy to help employers to support, attract, retain and develop staff to deliver-high quality provision.
I have a few moments to comment on some of the points made in the debate. The hon. Member for Oxford West and Abingdon referred to the previous commitment to consult on the future of children’s centre services, of which I am aware. The Government are committed to ensuring that all children, regardless of background, get the best possible start in life. I will consider carefully whether we can take additional steps. Indeed, the debate has fed into my thoughts.
The hon. Lady mentioned the closure of Sure Start children’s centres. Children’s centres have an important role to play in tackling disadvantage, but it is for councils to decide the best solutions for their area. Some councils are merging centres to deliver services more efficiently. Where councils decide to close a children’s centre, they must demonstrate first that children and families, and particularly the most disadvantaged children and families, will not be adversely affected. Secondly, they must demonstrate that they still meet the duty to have sufficient children’s centres to meet local need.
I am very grateful to the hon. Member for Oxford West and Abingdon for raising the incredibly important issue of tackling inequality. This Government have made a substantial financial investment in the early years and we want to ensure that it works for everyone, including the most disadvantaged.
