Highways England’s delivery plan sets out how it will deliver the Government’s £15 billion road investment strategy. Work on site is already under way on 19 major schemes, seven of which have started this financial year, as planned.

Chronic congestion causes delays to thousands of commuters on the M27 at junctions 9 and 10. With Fareham set to see 6,000 new homes at Welborne and thousands more at North Whiteley, what steps is my right hon. Friend taking to ensure that vital upgrades to that piece of infrastructure are carried out as a matter of priority?

I know that particular scheme is of great interest to my hon. Friend. The Department is working together with Highways England and Hampshire County Council on a way forward for improvements to junction 9 of the M27. I will ensure that my hon. Friend is kept fully informed of progress. A separate scheme to improve junction 10 of the M27 is being funded by a private developer and the local enterprise partnership. It is for them to progress it with the local authority, but I am more than happy to continue to update her on the matter.

As the Secretary of State will know, junctions 12 to 14 of the M56 have seen a significant increase in accidents in recent years, and there is an urgent need for some form of managed motorway there. Does he share my disappointment that the northern transport strategy published this week by his Department makes no mention of that at all? When will his Department take action?

I will certainly look at the specific point that the hon. Gentleman has raised, but the fact is that we have a road investment strategy far superior to anything that existed before 2010. I would have thought that he would have welcomed that.

Will my right hon. Friend accept that my constituents warmly welcome the investment that is being made in upgrading the A12 to three lanes? Is he in a position to advise me on when he expects phase 1, from the M25 to Margaretting on the southern border of Chelmsford, to commence and progress?

I am grateful to my right hon. Friend for making that point. In December 2014, the Government announced a scheme to widen the A12 from junction 28 of the M25 to the Chelmsford bypass. The scheme will be developed in the first roads period from April 2015 to March 2020, to be ready for construction in the next roads period. We expect the next roads period to run from April 2020 to March 2025.

What assessment has the Department made of the M66 and the M60 to the south of it? I believe TomTom said that it was one of the busiest, or the busiest road in the UK. It is jam-packed from about 6.15 to about 10 am—every morning, it is gridlocked and cars cannot move. What is being done to resolve that situation?

As I pointed out to the hon. Member for Ellesmere Port and Neston (Justin Madders), investment is on a far greater scale than ever imagined by the Labour party that the hon. Gentleman supported in government. It is a simple fact that we are talking about £15 billion for the road investment strategy, which is a greater investment than we have seen in our roads network for a number of years.

One critical part of the road investment strategy is to improve safety. On that note, may I ask my right hon. Friend to look at safety, particularly over the last few months, at the junction of the A303 and the A34, where a number of accidents have happened recently? In my view, safety could be improved there.

The road investment strategy is really important, but we know that every journey begins on a local road and that the vast majority of journeys are made on local roads. Some of them are in quite a state. Last November, to great fanfare, the permanent pothole fund was announced—we hope that means permanent action on potholes, not permanent potholes. How much has been drawn down by councils from that pothole fund, and how many potholes have been filled in so far?

The hon. Gentleman wants devolution, but he also wants the Government to tell local authorities exactly what to do in every set of circumstances. The simple fact is that, for the period 2015 and 2020, £6 billion has been allocated to local authorities for road maintenance. Between 2010 and 2015, the figure was £4 billion. Between 2005 and 2010, the amount allocated to local authorities was £3 billion. That shows the significant increase in the amount that this Government are giving for local road maintenance, and I would have thought that he would welcome that.

Will my right hon. Friend acknowledge the urgent need for clarity about the capacity of junction 8 of the M11 motorway and the possibility of there being a junction 7A, as these matters have a bearing on decisions having to be made against a deadline by local authorities on their local plans?

Telford serves more than 1 million passengers each year, and I was pleased to negotiate services with Virgin Trains in 2014 from Shrewsbury to London via Telford and Birmingham.

We are currently running a public consultation to help to specify the next west midlands franchise and will launch a public consultation on the new west coast franchise in June. I encourage my hon. Friend and her constituents to make their views known through that process.

I thank the Secretary of State for his reply, for which my constituents will be grateful. Telford is a rapidly growing new town that is 26 miles from Birmingham, yet it takes 51 minutes to get there. Will he continue to work with me to ensure that we have a 21st century rail system for Telford?

I most certainly will. I recognise the growing importance of connectivity between cities. My hon. Friend’s point about Telford and its relationship with Birmingham is important.

The Secretary of State knows Wolverhampton well because of his youth and his fighting a parliamentary seat there, so he will know that trains from Telford to Wolverhampton to Birmingham to London are far slower than trains from Stafford to London because of the bottleneck in the urban west midlands. When will the Government get around to quad-tracking the Coventry to Stafford corridor?

The hon. Gentleman is right that I know the area incredibly well, but we have seen major investment in the west midlands, including the re-establishment of the service from Shrewsbury via Telford, to which I referred in answer to my hon. Friend the Member for Telford (Lucy Allan), which has been welcomed. He is right that there is always demand for extra investment, but that must be measured against the record investment that we are putting into our railways.

Cannock Chase, like Telford, is connected to Birmingham via a local line. It is a service that my right hon. Friend knows incredibly well. Unfortunately, users of the Chase line report multiple issues, such as late, overcrowded and cancelled trains. Will he confirm that the electrification project, which will mean that users will have a much better and frequent service, is on track for completion by the end of 2017?

I am grateful to my hon. Friend for her question. I was in her constituency just a few weeks ago and noticed that electrification work had already started on the line that runs through Hednesford to Cannock, not least at Stafford Lane and down by Brindley Heath where new bridges have been put up. I happen to know the area very well; it is where I grew up.

9. What steps he is taking to tackle the use of laser pens to target aircraft.

There is already legislation prohibiting the use of lasers on aircraft. It is an offence to direct or shine any light at any aircraft in flight so as to dazzle or distract the pilot of the aircraft. Anyone found guilty of this offence could be liable to a fine, up to a maximum of £2,500. Anyone found guilty of endangering an aircraft, could be liable to up to five years imprisonment. We will keep this under review.

I welcome the previous changes, which I backed, but more needs to be done. Half of pilots have reported a laser pen attack in the past 12 months, and it is a particular problem around Leeds-Bradford airport. What measures such as licensing or classification of laser pens as offensive weapons could be considered to put a stop to this dangerous practice?

Following my conversation with the Secretary of State for Justice, I tabled a private Member’s Bill to prohibit certain high-powered laser pens. Will my right hon. Friend speak to the Secretary of State for Justice to see whether the Bill can be taken forward? As the hon. Member for Leeds North West (Greg Mulholland) says, access to certain types of laser pens needs to be controlled.

I am aware of my hon. Friend’s Bill. I can assure him that not only will I talk to the Secretary of State for Justice, but we are talking across other Government Departments as well. As I say, the issue is taken extremely seriously. I will also listen to the representations that have been made to the Department by the British Airline Pilots Association and the Civil Aviation Authority.

As we have just heard, the issue has had much coverage in the media over the past few months. The number of incidents has rocketed, no more so than in Glasgow, the area neighbouring my constituency, where more aircraft were targeted in the first two months of this year than in the whole of last year. Has the Minister made any representations on the matter to the Scottish Government and, if so, can he share those with the House?

The Secretary of State will be aware that the Treasury-backed Shaw report, the final version of which is due to be published next week and which looks at the future financing of railways, has made it clear that full privatisation of Network Rail is on the table. I am sure the Minister would agree that we do not want to go back to the dark and chaotic days of the private management of our rail system under Railtrack. Beyond having no plans, will he commit himself today to rejecting any recommendations that lead to the privatisation of Network Rail?

I congratulate the hon. Gentleman on seeing a report which I do not think has been published yet. How he knows what the contents are is beyond me. I am very proud of what we have achieved with the railway industry. It has been a fantastic success, with the franchising that takes place. I am sorry that that is being put at risk, not by the Government, but by the Opposition.

Does my right hon. Friend agree that the evidence from other sectors shows that privatisation has the potential to increase efficiency and improve performance?

I do agree, but there is obviously responsibility for a system of railway maintenance and improvement, which is very important. Through the private sector we have seen vast improvements in our railway service. At the time of privatisation of our railways, there were 750 million people a year using trains; last year there were 1.6 billion and that figure is growing year on year. So I do not have to be convinced about the advantages of a system that has evolved over a number of years, using the private sector. I will consider any other ways in which we can involve the private sector in providing better railway services for our constituents.

22. Network Rail has confirmed that it has considered selling up to 18 major stations and a number of other assets as it struggles to plug a £2.5 billion budget black hole. Would the Secretary of State like to comment on that?

The hon. Lady talks about a £2.5 billion black hole. We are investing over this railway period some £38 billion in Network Rail. If Network Rail is sitting on certain assets, should it consider disposing of some of them so that we can carry on improving the overall system? Yes, it should. I do not see anything wrong with that. Indeed, a number of asset sales took place under the previous Government too.

When the Secretary of State reads the Shaw report, I hope he will recognise the relevance of the words of the great rail manager Gerry Fiennes, who said that

“when you reorganise you bleed. For many months the few top people who keep the momentum up are distracted from their proper job. Punctuality goes to hell. Safety starts to slip. Don’t reorganise. Don’t. Don’t. Don’t.”

There is broad cross-party support for investment in the railways, for maintaining our outstanding safety record, and for delivering major projects such as HS2, so will the right hon. Gentleman give me an assurance that the progress that has been made will not be jeopardised by pursuing unneeded, unwanted and dangerous plans to privatise Network Rail?

I can tell the hon. Lady with absolute certainty that there are no plans to continue a disastrous policy of nationalising the railways, which is one that she and her party leader put forward. She just talked about all the investment that is going on, and, indeed, she has seen quite a bit of it in her own constituency, not least in Nottingham station. She welcomed that investment—of course she welcomed that investment, and I welcome investment in our railways too. However, it is worth asking how we carry on that level of investment—investment at a level she would only ever have dreamed of when Labour were in government.

In the north-west, the first ever electric trains are now running between Liverpool and Manchester, and between Liverpool and Wigan, and the Farnworth tunnel is now open, further proof of this Government’s commitment to electrification—part of the biggest rail investment since Victorian times.

Last month, Network Rail marked a significant milestone in the introduction of the brand-new IEP trains by completing all 1,377 foundations needed for the overhead line electrification between Tilehurst and Didcot.

I thank the Secretary of State for that answer, but I have to note that, in the Transport for the North document, all the focus is on the large cities. To ensure that the fast-growing regions of Cheshire and, indeed, north Wales are not to be squeezed out by the large cities, will the Secretary of State look again at the possibility of better east-west electrification programmes that include parts of those areas, which he has not mentioned?

I thought I had mentioned quite a few areas. The truth is that the investment taking place in the northern hub, including the redevelopment of Manchester Victoria station, does a lot to increase connectivity right across the north-west. That links a number of the places the hon. Gentleman mentions directly into our northern cities.

20. Rail commuters in my constituency have been putting up with severe overcrowding for many years. The electrification of part of Bolton’s network is welcome news, but it has been delayed by a year. Will the Government therefore examine whether rolling stock is available to alleviate that overcrowding?

We are looking at all problems with rolling stock as a result of any delays in the finalisation of electrification. There is a large amount of new rolling stock coming on to our railways over the next five years, not least the new IEP trains, but also the new trains on Thameslink—the Siemens contract, which is being developed at the moment and coming into operation later this year.

There is still an awful lot of engineering work to be carried out around Manchester Piccadilly and Oxford Road, and that work will almost certainly require the re-routeing of trains through to Victoria while it takes place. When that happens, can we please consider using the line through Reddish South and Denton stations, which are currently served by one train a week in one direction only? If trains can be re-routed on to that line, can they please stop at those stations so that we can start to assess the passenger demand that there really is there?

If it is such a bad experience, I am sorry that the hon. Gentleman and his predecessor have been so bad at getting better services, but I am always willing to look at any suggestions. However, the hon. Gentleman’s first point, about the problems with major re-engineering work being carried out on the railways, was actually very serious. That work does lead to inconvenience while it is being carried out, and that is something that we do try to address. It is also something that I regularly talk to the chief executive and the chairman of Network Rail about.

Clearly, good work is being done throughout the network, although I have to report that no progress is being made on electrification in northern Lincolnshire, which is probably one reason why the recent edition of Rail Magazine had a headline saying, “Rail service is truly grim for Grimsby”. Added to that, the Transport for the North publication this week does not even include northern Lincolnshire routes on its map. Will the Secretary of State assure me that more will be done to improve services to my constituency?

After my hon. Friend’s very successful campaign, we managed to protect the services in his area when we renegotiated the franchises. He has always pressed for greater services to his constituency. I will look at the issue, particularly when the new franchise starts operating later this year.

We have continued to make progress on transport infrastructure schemes across the country. In the north, the “Northern transport strategy: spring 2016” report has set out more details of how we are building the northern powerhouse. In the east, we are working hard on evaluating bids for the East Anglia franchise, which will start this October, while in the south- west, Highways England has started local community engagement on the work on the A303 and A358 improvement plans. Connecting the country together, the HS2 phase 1 hybrid Bill Select Committee has published its final report after 17 months of hard work. I would like to thank all Members who were involved in that work for their significant time and effort over the course of those hearings.

The businesses and residents of the St Austell area have longed for a new road linking the town to the A30 for many years. A new road would also provide relief for the villages of Bugle and Roche. Yesterday, Cornwall Council’s cabinet voted to approve the development of a business case for the new road. Will the Secretary of State confirm the Government’s continued support for that new road, and will his Department continue to work with me to make sure that it is delivered as soon as possible?

My hon. Friend has made the case for that road to me on many occasions, not least when I was in Cornwall and he took me around the area that we are talking about. The Government are making funds available through the local road fund for local schemes that support economic growth. It will be up to Cornwall Council to prepare and submit the bid for funding in the normal way, but Cornwall has a very successful history of obtaining funds through that grant, and I wish it well with that scheme.

The UK Airprox Board investigated 23 near misses between aircraft and drones in six months last year. Of those, 12 were deemed to involve a serious risk of collision. The British Airline Pilots Association wants the Government to run tests on what would happen if a drone were sucked into an engine or hit a windscreen, and the Government have had a working group on the matter since 2013. So why is it only this summer that Ministers will say anything? Should we not know by now what tests have already been done, what regulatory and other options are being considered and when Ministers expect any agreed option to be put into practice?

With an estimated skills gap of some 50,000 HGV drivers predicted by the end of this Parliament, does the Minister agree that it would make sense for the Government to contribute towards the £3,500 training fee required for licences? Not only would that help to plug the skills gap, but it would mean more people working and paying tax, and it would reduce welfare.

Will the Minister join me in welcoming the report published earlier this week by the Independent Transport Commission, which sets out ways in which the environmental impact of expansion at Heathrow can be mitigated? Given the increased confidence that it can be mitigated, and given the weight of opinion included in the Davies report, when can we look forward to a statement and progress on the matter?

I have noted the publication of the report by the Independent Transport Commission, which will obviously feed into our wider considerations. On the wider issue of airport capacity and when we will be able to make a decision on the location, I hope, as I have previously said, to be able to do so later this year.

I have been contacted by one of my constituents, Fiona Brice, who describes the impact of late running trains on her job and her income. She says:

“Please understand that I am self-employed and cannot just phone in sick”

if I am late for work and the

“service fails me. This meeting was for a job worth £5,000 to me personally. Turning up 30mins late may well cost me this work.”

Does the rail Minister accept that late running trains and the lamentable performance of Southern rail are having an impact on the productivity of the south of England?

What actual progress has been made with the top three projects recommended by the northern electrification taskforce, which was chaired by the Under-Secretary of State for Transport, the hon. Member for Harrogate and Knaresborough (Andrew Jones)?

The report was a cross-party report from the taskforce, which was chaired by my hon. Friend. Much has obviously been learned about electrification since then, but the report forms part of the foundation for deciding how we will move forward with further electrification and how we will prioritise those particular schemes.

I visited that site with my hon. Friend not so long ago, and that major piece of new infrastructure will serve his area incredibly well. The question of trunking the road has not previously been raised, but I will obviously consider it. I am pleased that my hon. Friend and his constituents will see the benefit of our massive road investment scheme in the near future.

When my hon. Friend the Member for Penistone and Stocksbridge (Angela Smith) and I raised some time ago the need for a road tunnel between Sheffield and Manchester, many thought that we were just kite flying. Even when the Government agreed to carry out a review, some thought that it would be only a desktop study. Will the Secretary of State confirm that that road tunnel is a real possibility, and that it might even become a reality before some of us depart this world and fail to get the benefits of it?

I am not sure whether the hon. Gentleman is asking me to comment on his demise at this stage, but I will resist doing so. He may be right to say that when past Governments have raised this issue, it has been a desktop job. It is not a desktop job; it is a proper, serious piece of work. Importantly, such infrastructure would not be just for 30 years; it will be around for the next 100 years and very important to the area, and it would therefore probably see the demise of both of us.

I am sorry that the Secretary of State did not think much of the second part of my earlier question, but it was deadly serious. The re-routing of services because of the work at Piccadilly and Oxford Road will use the line though my constituency. The proposed trans-Pennine tunnel mentioned by my hon. Friend the Member for Sheffield South East (Mr Betts) would be transformative, not just for congestion in my constituency, but for our local economy. Yes it is ambitious, but I say that the north is worthy of that level of ambition. Will the Secretary of State reiterate what he has just said, and urge the Chancellor to show his support next week?

I do not think I need to encourage the Chancellor on infrastructure spending. I have been incredibly successful in securing funding for infrastructure from the Chancellor, who certainly gets the importance of infrastructure investment, not least in the north. Indeed, it is his policy to pursue the northern powerhouse and to take forward transport for the north. That will have a transformative effect on transport between our northern cities and is something other parts of the country are looking to follow.

The Secretary of State will recall the Shoreham airshow crash, which tragically claimed the lives of 11 men in my constituency last August. I just received a call from the media asking for my comments on the air accident investigation board report on the air crash, which apparently is being published today. Why was I not aware of that and what plans do the Government have to respond to it?

I am not sure we do pre-notification of air accident investigation board reports before they are published. I think it is part of the report that is being published later today. I do not think it is the full report, but a part of its investigation. It is taking the opportunity to update people on where it has got to so far.

May I associate myself with your remarks, Mr Speaker, to both members of staff who are retiring and wish them well in their retirement? I am sure they would be welcome to come back and observe us in a different role, if they so wished.

In November last year I confirmed plans for accelerating the construction of phase 2 from the west midlands to Crewe so that it opens in 2027, six years earlier than planned. We are developing our plans for the rest of phase 2 and I intend to make decisions on the rest of the route by the autumn at the latest.

The Secretary of State will be aware that HS2 Ltd is currently evaluating a proposal to extend the line north of Manchester to Wigan. The cost of that is around £1 billion but as yet no incremental business or economic case has been produced. Will my right hon. Friend undertake that, before a decision is taken to extend the line north of Manchester, a business case will be laid before this House so that it can be reviewed?

When we come forward with proposals, they will receive the same scrutiny as those for the earlier part of the line. I believe that high-speed rail is essential for the long-term economic future of the United Kingdom. It gives us the increased capacity that we so desperately need on our railways, and that is a whole other scheme.

The hon. Lady, as Chairman of the Select Committee, is absolutely right that that is part of what needs to be done. It is part of what is being addressed by David Higgins as chairman of HS2 in his designs for the routes. Also, we wait to see what the National Infrastructure Commission led by Lord Adonis comes out with on the east-west link on HS3.

Will the Secretary of State give close consideration to how Middlewich railway station can be reopened to passengers? That would facilitate much increased use of the rail line right into Manchester from Crewe and relieve considerable congestion on the M6, which has the support not only of local residents, but of a number of surrounding Members of Parliament.

I am not sure that comes into the HS2 line route development, but I am more than happy to discuss these matters with my hon. Friend, as is the rail Minister, the Under-Secretary of State for Transport, my hon. Friend the Member for Devizes (Claire Perry). One of the reasons for developing a high-speed rail link is that we need to find a lot more capacity on the existing rail network, and one of the ways we do that is by providing the extra capacity that HS2 will give.

I share the concerns of the hon. Member for Warrington South (David Mowat). Is not it poor that there are no plans for any HS2 rail service north of Manchester, particularly to Wigan? The 530,000 people in east Lancashire will be completely disconnected from phase 2 of HS2. Will the Secretary of State look at that?

The simple fact is that from day one I see HS2 serving areas wider than just those in which it is built. When we start the service from Birmingham, it will be possible to link with conventional rail routes, rather as high-speed trains currently run from St Pancras to Ashford and then beyond. I hope that the northern parts of the United Kingdom will be served by HS2 straightaway.

This is one of the largest and most expensive Government projects on the table. Just before Christmas the Public Accounts Committee heard from the Secretary of State’s permanent secretary about the evaluation of High Speed 1, which was two years late and was therefore not included in the evaluation for the early stages of High Speed 2. How can he convince us that he really has a grip on the costs of this project and that the House will have proper, full scrutiny of that challenge?

The hon. Lady represents a London constituency and will therefore get the benefit of Crossrail, which is a very expensive scheme—the expense is not dissimilar to that of the first part of phase 2 of HS2. We are evaluating the project very carefully indeed, and we look very closely at anything the Public Accounts Committee tells us—of course, it always tells us in hindsight; never in advance.

If the Wigan spur proceeds, does that mean that when it comes to extending the HS2 line up to Scotland, it will go up the west coast, rather than the east coast, thereby missing out the north-east and Newcastle?

No, I very much want to see Newcastle served. Those decisions are yet to be taken in full, but there is no reason why Newcastle should not be served on the east side of the HS2 spur.

We welcome the decision to accelerate HS2’s construction to Crewe. However, the whole of phase 2 is crucial for the midlands and the north. We were told that Ministers would confirm the route by the end of 2014, but that target has now slipped by at least two years, prolonging blight for residents, creating uncertainty and scaring off investment. Does the Secretary of State agree that there must be no doubt about the Government’s commitment to phase 2? Does he further agree that were a Chancellor with a Cheshire constituency to terminate the route south of Manchester, that would be an abject betrayal of the northern powerhouse?

I agree with the first part of the hon. Lady’s question, but I have had no stronger support in promoting this scheme from any member of the Government than I have had from the Chancellor of the Exchequer, even though it affects his constituency. He has been very clear about the benefits it will bring not only to the north, but to the whole of the United Kingdom. To intimate that he is somehow against the scheme is wholly wrong. I said that I hoped to have the full scheme announced by the end of this year, but I left a bit of leeway in order to make announcements sooner if I possibly can, to alleviate the blight of certain areas affected, which might not be affected under the proposals now being worked on.

The Government believe that franchising is the best way of delivering benefits for both passengers and taxpayers. The proof of that is in the benefits we gain for passengers and taxpayers on the open market, such as new trains, new services, more frequent services and improved stations. As my hon. Friend is aware, we are currently consulting on the specifications for the next south western franchise. I hope that she and her constituents are fully engaged in the process.

Southern rail allegedly serves Fareham, Swanwick and Portchester stations in my constituency, but commuters are fed up with the cancellations and severe delays. I am glad that the Secretary of State acknowledges that the service is not good enough, but will he reassure me that the mainline west and coastway west routes will be considered as part of the future improvement plans? Will the franchise be withdrawn if no improvement is shown?

We are seeing unprecedented growth in rail traffic and transport. Importantly, the Government have matched that by increasing the investment for Network Rail over the next control period. Some of the improvement that my hon. Friend talks about needs to take place. I say to my hon. Friends, however, that there will be disruption while some of this improvement is taking place. Sometimes that will be because of the train operating companies, but sometimes it will be because of the failure of previous Governments to invest properly in the railways and upgrade them.

There is unlikely to be much UK steel used in the train contract that has just been awarded to the Spanish. What can the Government do to use franchising and other measures to ensure that their new procurement guidelines, which are a big step in the right direction, begin to have some purchase to ensure that steel content is included in such contracts?

First and foremost, I would point out to the hon. Gentleman the amount of money that is spent by Network Rail in purchasing steel from his constituency or thereabouts. That is an important movement in the right place. It would have been a bigger betrayal to the people of the north had we not said that we need new rolling stock to replace the Pacers. I am pleased that the Government will replace the Pacers. The very fact that our train builders in this country—Bombardier and Hitachi—are busy is because of the record investment the Government are putting into the railways.

For many years, commuters in Bolton West have found that the trains and carriages at rush hour are heavily overcrowded—we have about the third worst overcrowding in the country. Will the Secretary of State assure me that the new franchising will deal with that problem?

Yes, but the new franchising could lead to more passengers on that track and the problem might grow. I am very pleased with the investment taking place in and around my hon. Friend’s constituency, not least the work on the Farnworth tunnel, which will increase the capacity and availability of electric trains to eventually serve his constituency.

In 2011, FirstGroup, which runs Great Western, avoided paying contractual premium payments to the Treasury by choosing not to take up its option of a three-year extension, but in January 2013, the Secretary of State abandoned the competition for a new franchise and simply agreed a renewal with First until 2015, and subsequently announced a second direct award running till 2019, thereby avoiding the inconvenience of a competitive bidding process. Have not the Government made a mockery of free market franchising?

I welcome the hon. Gentleman to his post. As I said last week in a transport debate, I hope he lasts longer than his predecessor—[Interruption.] I think there was somebody in between. The contract to which he refers did have a break clause for First, but it was negotiated by the Labour Government. Therefore, they caused that break and it was part of their contract.

I am pleased to be able to remind the hon. Gentleman of the words of the right hon. Member for Tooting (Sadiq Khan), who I believe has an important role in the Labour party—I hope it is a very unsuccessful one in a few weeks’ time. He said that:

“one reason we are able to invest record sums in our railway service is the revenues that the franchises bring in and the premiums that they pay”.—[Official Report, 1 July 2009; Vol. 495, c. 430.]

He said that when he was in a position of responsibility: that of Transport Minister.

I pay tribute to Network Rail and its hard-working orange army of more than 20,000 staff who successfully delivered £150 million of essential improvements to the network over the holiday period, as part of our record programme of investment in the railways. Planning for Easter is well advanced, and the good practice demonstrated over Christmas is being embedded in the planning process for Easter and beyond.

This has been a very difficult time for the communities of the north of England. I have enormous sympathy for those flooded out of their homes. I am determined that we will continue to stand shoulder to shoulder with local communities as they strive to return to business as usual. That is why I have commissioned the highways agencies and Network Rail to work particularly closely with the local authorities directly affected by flooding.

Unsustainable cuts by the Department for Communities and Local Government have left Lancashire County Council able to provide only statutory services across the county. This has led to an end to fare box subsidies. Some 2,400 bus routes have been cut or downgraded by this Government nationally. Why is it that this Government are leaving bus users without services?

Gentleman needs to question Labour-controlled Lancashire County Council about how it provides its services, along with those local authorities that have managed to enhance their bus services. I well remember my hon. Friend campaigning for c2c to keep the franchise for that particular line. Obviously any changes early on in a franchise sometimes lead to difficulties, but I am concerned to work with him. c2c is improving the service. It has one of the highest reliabilities among train operators across the country and I know it is going to bring in additional rolling stock in late spring.

In last week’s Opposition day debate on the cost of public transport, Government Members seemed reluctant to say anything about buses and particularly fares, which is no great surprise, because the Department keeps hardly any information on the issue. Others tell us that fares have risen by 26% since 2010—three times as fast as wages. What does the Secretary of State think about that and when is he going to start collecting and publishing the data—or would he rather the public did not know?

Oil prices are now low, but we have not seen bus operators passing on the savings to passengers. It was very different when oil prices were going up: fares quickly went up too. What has the Secretary of State been doing to put pressure on the operators to cut fares? When is he going to start standing up for hard-pressed bus passengers?

I hope that bus fares come down as a result of falling fuel prices, but I would also point out to the hon. Gentleman that fuel prices are only one part of the industry’s costs—I think they represent about 40% of the costs. Another part is investment in new buses, which I very much welcome—I have seen many examples of that. Quite often the oil is bought in advance, but I agree with him that the bus companies should look to see whether there is room to reduce the cost of using buses.

My hon. Friend should know that this franchise was last let in 2004 on a nil-growth exercise—quite the reverse of what we have done. What will happen with the new franchise is that we will see the complete removal of the outdated and unpopular Pacers by 2019; £400 million of investment in 281 brand-new air-conditioned carriages; more than 2,000 extra services provided each week, including around 400 on Sundays; space for an extra 31,000 passengers; and £45 million invested in stations. Yes, my hon. Friend’s constituents will see a major improvement.

This morning my train to London Bridge got me in on time. Does the Minister agree that, as well as being negative when things do not work, we should adopt a positive attitude to our rail franchises when they get it right, as they do on most days?

My hon. Friend is absolutely right. Trains to London Bridge, and other Thameslink trains, are benefiting from a massive upgrade costing some £6.5 billion. Obviously there will be difficulties at certain stages of the line’s reconstruction, but once it is finished it will be a far superior line, and it will benefit from the new trains that will come into service in the spring.

The proposals on emissions standards that were published yesterday by the European Commission give us a real opportunity to turn a corner and get to grips with an industry that has been circumventing environmental regulations for too long. Will the Secretary of State assure us that those proposals will not become a bargaining chip in the Prime Minister’s renegotiation, resulting in watered-down outcomes?

Ten days ago a group of us visited Cairo, where everyone from the Prime Minister downwards impressed on us the devastating impact of the suspension of flights to Sharm el-Sheikh on the Egyptian economy. Has my right hon. Friend any plans to reinstate those flights so that the 1 million British visitors to Sharm el-Sheikh can resume their holidays there?

I cannot yet say when the resumption of flights might be possible, but the agreement that was reached with the Egyptian authorities in December on a joint action plan was a significant and welcome step forward. Since then we have had an ongoing presence in Sharm el-Sheikh, working with the Egyptians on the implementation of that plan, and I think that good progress is being made. I fully understand the importance to Egypt of the resumption of flights to destinations in the country.

Leeds City Council is currently consulting on road options for leaving Bradford airport, but it is ignoring the obvious solution of a rail link to the railway line, which is 1.1 miles away. Why is the council considering those options, given that they are based on flawed assumptions in a flawed report from the Department for Transport?

I warmly welcome the prospectus offering new rail passenger services in London and the south-east. It states, on page 26, that

“Crossrail 2 would move inner suburban services onto new tracks”,

thus improving those services. However, there is no plan to try to run this enhanced metro on the current rickety two-track system, which means further delays in train services from outer suburban stations. Can my right hon. Friend reassure me about that?

The main platform at Mirfield railway station in my constituency is only accessible via very steep steps, which can make it very difficult, and sometimes impossible, for the disabled and the elderly or infirm to access the station. Will the Minister agree to meet me or perhaps visit Mirfield to see how we can facilitate much needed improvements to the station?

The hon. Gentleman should think about the powers that local authorities have to enable them to make effective choices on behalf of passengers, and that is what I intend to talk about.

While fares continue to rise and routes are cut, some of the biggest bus operators report profit margins of 13% or more on their operations outside London. What was the response of Conservative Ministers? For four years they ignored the calls for reform from Labour Members. I am proud of the fact that Labour has consistently championed the case for bus tendering, but Ministers rigged funding awards to exclude local authorities that pursued regulation, and, shamefully, they remained silent when councillors were subjected to appalling abuse and called “unreconstructed Stalinists” just because they were trying to deliver better services.

While the Treasury’s decision to accept the case for bus tendering is welcome in principle, as is the Transport Secretary’s Damascene conversion, we must question the sincerity of that commitment, and the test will come in the forthcoming buses Bill. Will the Bill make those powers available to all areas that want them, not just to authorities that have reached a devolution agreement? Will it contain measures to protect rural bus services, which are particularly important to those communities, and which have been hit by some of the highest fare rises in the country? Will it protect transport authorities from crippling compensation claims?

The Nexus quality contract scheme boards said that the authorities should have set aside up to £226 million to compensate existing operators for the potential loss of business. If those payments were replicated in Greater Manchester, the Sheffield city region and the north-east, a key northern powerhouse commitment would never get on the road—not to mention the effects on Cornwall and other areas that have sought bus-tendering powers.

The bus market is costing too much and is not delivering for passengers, and we have seen the same trend on our railways. Commuters’ fares have gone up by a quarter since 2010, with season tickets costing up to £2,000 more. Ministers restored the loophole known as flex, which gave the train companies the right to vary prices by up to 5% a year, meaning that the cost of some season tickets has risen by up to 38%, and evening fares in the north have been hiked by up to 162% at the direct insistence of the Department for Transport.

Will the hon. Lady remind the House how many years flex was not available for when the last Labour Government were in office? Am I correct in thinking that it was just one year—the year of the election?

The Labour party scrapped flex permanently, and it was the Secretary of State’s Department that chose to reinstate it, as well he knows. It was only as a result of concerted pressure by Labour Members that this Government dropped it over the past two years.

As I was saying, evening fares in the north have been hiked by up to 162% at the Secretary of State’s direct insistence. The Department’s own McNulty review has warned that our fragmented railways have a ticketing system that

“is complex, often appears illogical and is hard for the uninitiated (and even the initiated) to understand.”

There is also an efficiency gap of up to 40% compared with the best performing European operators, which is wasting money that should be used to address the rising cost of travel and to fund investment.

At the last election we were promised part-time season tickets, and a pilot by Southern Railway found that they could save some commuters 50% of the cost of their travel. However, the smart ticketing programme that underpins the system is 78% over budget and delayed by three years, and there are rumours that it could be cancelled. Will the Secretary of State tell us today whether the south-east flexible ticketing programme is being dropped?

Ministers might claim that services are getting better for everyone, but I urge them to mind the gap between their rhetoric and reality. We all remember the Under-Secretary of State for Transport, the hon. Member for Devizes (Claire Perry), saying that rail passengers had to realise that they were paying

“fair fares for a comfortable commute”.

I welcome the debate and I know that the hon. Member for Nottingham South (Lilian Greenwood) cares very much about the subject. She has worked with us on the Bill for HS2, which is making good progress, and I thank the Opposition for their support on that vital project.

I also thank everyone in all parts of the transport industry who has been out this winter responding to the floods. It has not been easy, but good progress is being made. I was in Cumbria for the second time last week to see it at first hand. Over the Christmas period, Network Rail also successfully carried out its biggest ever works as part of the railway upgrade plan that is so essential to the future of the British rail industry. I pay tribute to the thousands of staff who gave up their Christmas to improve our railways.

Today, the hon. Lady asks about transport costs, and I am pleased she does. After all, the Opposition should know all about them, because when they were in office rail fares soared. In their last full year, regulated fares increased by up to 11% and between 2004 and 2010 they went up by about 4% a year—a total increase of some 26.4%. We have kept increases down. They have dropped steadily over the past five years and we have frozen increases at inflation for the whole of this Parliament, a promise made in our manifesto and kept in government, saving more than a quarter of a million season ticket holders an average of £425 over the next five years.

The Opposition should also know about the cost of driving. Fuel prices are down by almost 16% in real terms since 2010 and we abolished a number of the increases that were going to take place under the Labour Government.

Does the Secretary of State think that the cost of £964 for a season ticket from Streatham Common to London Victoria is good value for money in the light of the recent service that my constituents have been subjected to by Southern Railway? Will he give serious consideration to the breakup of the Govia Thameslink Railway franchise, which is clearly too big and too complex?

I will want to say something about the works on the rail network. The amount of work that is taking place will lead to some disruption but eventually will lead to a much better service for the hon. Gentleman’s constituents. The huge investment in London Bridge, for example, will cause disruption while it is taking place. I wish that that was not necessary, but people will get a much better service than they had before those improvements.

I want to make some progress.

Fuel prices are down by nearly 16% since 2010. The cost of driving licences has been reduced, the cost of the theory test is being cut and we have taken action to bring down the cost of car insurance as well.

There is another thing that the Opposition do not like talking about—the cost to our country of lost investment when they were in office, and the cost to jobs, businesses and growth. Britain slipped from 7th to 33rd in the World Economic Forum’s infrastructure league table when they were in government. They cancelled more than 100 major road improvement projects and did not invest when they had the chance. They electrified just 10 miles of railways, less than one mile a year. I was going to say that it was a snail’s pace electrification, but I have checked, and that would be unfair to snails. They go faster than the previous Labour Government went on electrification. No Conservative Member will take lectures from the Opposition about electrification. They did not invest, and they made the task of rectifying their mistakes much more of a challenge. The real benefit cannot be felt until all this vital but disruptive work is completed. No wonder Labour has been so reluctant to debate transport in this House. The shadow Secretary of State’s immediate predecessor did not even have a debate on transport. In fact there have been only three debates on transport since 2010. That is obviously because the Opposition are so embarrassed by their own record, and so impressed by our record.

The shadow Secretary of State has served on the Opposition Front Bench on transport since 2011. She is the fourth shadow Secretary of State I have faced across the Dispatch Box, and in that time there have been about as many changes in opposition transport policy as there have been shadow Secretaries of State.

I thank the right hon. Gentleman for giving way; I notice he has been avoiding me for the last five minutes. Will he have a look at the use of senior citizens cards, particularly in respect of certain rail companies? As I said in an intervention on my hon. Friend the Member for Nottingham South (Lilian Greenwood), some people badly need them; they do charity work and they need to come to London, but not at the times when senior citizens cards can be used. Will he have a look at that, and the different franchises and different uses?

I know the hon. Gentleman will want to support me wholeheartedly on creating more capacity. One way we are going to do that is by building HS2, which in the past he has not been quite so supportive of. I really do need to make progress.

The shadow Secretary of State used to be in favour of rail franchising, but now she seems to be against it, although it is interesting to note that her party’s candidate for Mayor of London is apparently so keen on it that he wants Transport for London to bid for contracts in the private sector. In 2014, the shadow Secretary of State got one of our great private companies, Stagecoach, to sponsor her Christmas cards. I did not get one in 2015. Maybe this time it was sponsored by the RMT instead, because these days Labour has only one policy on transport: turn all the signals bright red—a policy that is going nowhere from a party that is getting nowhere.

Now of course the Labour party wants to impose yet another cost on hard-working people: the cost of strikes. We heard not a single word from the hon. Lady in her speech about the planned strikes next week on the underground—a party that will not even stand up for Londoners when the unions carry out a selfish and irresponsible strike. Well, this Government clearly stand on the side of Londoners and those who work in London. Will the hon. Lady condemn the planned strike on the underground? I will give way to her if she will. Will she condemn it? Silence. She is probably under orders from the shadow Chancellor to join the picket line, or does she agree with the Labour peer Lord Mendelsohn? My hon. Friends may not have heard this: Labour peer Lord Mendelsohn said strikes would be “economically efficient” because some travellers would discover better ways into work. That is Labour’s new policy: a strike that aims to stop Londoners getting new and better services.

Transport is central to Britain’s economy, and because we are dealing with the decline and deficit the Labour party left behind, we can afford to invest for growth. That means more jobs, more homes, and more businesses using our transport system, and more people too. Last year it carried more people than ever in its history: there were 1.65 billion journeys on the railway network, 316 billion vehicle miles on our roads, and over 1.3 billion journeys on the tube. This year, it will break that record again. That is why we are widening roads, building railways, opening up opportunities: a massive programme is under way now that means building Crossrail, completing Thameslink, electrifying the northern hub, starting HS2, record investment in local roads, setting up an independent National Infrastructure Commission under Lord Adonis, and getting on with the £15 billion road investment strategy, including the A358 and A27 that Labour pledged in its manifesto to cancel. There is £38.5 billion of investment in our railways, and 30% more on enhancements than Labour spent previously.

May I remind my right hon. Friend that, during the election, the Labour party said it would cancel the A359 work? I did not hear how this would all be paid for, which I was told clearly to listen out for.

Indeed, the Opposition said they would take those roads out of the roads investment strategy.

Through our careful custodianship of the economy, we can afford to invest in the future. That is why some 4,000 new rail carriages for the national network are now on order, with most being built in Britain.

The hon. Member for Nottingham South talked about the need to help people up and down the country with transport costs, and I agree with her. That is why we are investing. In Nottingham, we have spent £150 million widening the A453, speeded up trains and rebuilt the station at a cost of more than £100 million, and extended the tram with a contribution of more than £370 million. That is more in six years for the people of Nottingham than in the previous 13 years of Labour government.

I welcome the hon. Member for Middlesbrough (Andy McDonald) to the Opposition Front Bench. I hope he lasts longer in the job than his predecessor, which will let him see the benefits of our investment in his constituency, including new intercity express programme trains, direct services from London on Virgin Trains East Coast, the removal of Pacer trains from the network and an upgrade to the A19 close by. I could go on. Other members of the Front-Bench team will benefit, too, with a £1.5 billion investment for the A14 and new Thameslink trains serving Cambridge, while Birmingham already has the upgrade to New Street station, services on Sunday from Longbridge and the M5 smart motorway programme.

That is the choice: under Labour, the cost of travel goes up and the cost of lost investment goes up too; under us, rail fares are capped, fuel prices go down and investment goes in.

My right hon. Friend knows that we in the Humber got the fluffy end of the lollipop under the last Government. The Humber bridge toll has been halved and we have got rail electrification and a number of road projects. On the subject of the cost of bus passes, will he acknowledge the incredible work done by Conservative North Lincolnshire Council, which reversed the 500% increase in the price of post-16 bus passes, cutting the cost from £180 under the Labour party to £30 under the Conservatives?

If my hon. Friend will forgive me, I am mindful of the time. I know other hon. Members wish to speak, and I understand that there is to be a very important maiden speech.

On the east coast line, Virgin is bringing 23 new services a day from London, with more than 70 extra stops at stations. The hon. Member for Nottingham South is against that. There are plans for new direct services to Huddersfield, Sunderland, Middlesbrough, Dewsbury and Thornaby, and more trains to London from Bradford, Edinburgh, Harrogate, Leeds, Lincoln, Newcastle, Shipley, Stirling and York. That is our plan to build for the future and support our great cities, too. Under this Government, that means city deals, new mayors, growth, a northern powerhouse and a transformation of the railways in the north.

In 2004, when Labour was in charge, it let the franchise for Northern rail on a zero-growth basis. That meant no investment, while fares were allowed to rise. It was a disgrace. Perhaps the hon. Lady would like to apologise for the consequences. The cost was no new trains and massive overcrowding, with people expected to travel on worn-out Pacers. Just before Christmas, the Government let new franchises for Northern and TransPennine that will result in a £1.2 billion boost to rail services, 500 new carriages, 40,000 extra spaces for passengers and free wi-fi on trains and in stations. No wonder local Labour politicians in the north were lining up to praise the move. Liam Robinson, chairman of Merseytravel, said it was a “big step forward” and would “drive up standards”. Labour councillors including Peter Box, Richard Leese, Keith Wakefield and Nick Forbes praised the impact of devolution to Rail North. The RMT commented too, describing it as a “bitter blow”. Who does the hon. Lady agree with? Would she have signed that franchise contract—yes or no? Would the Opposition have walked away, leaving the north with nothing, just like they did last time? We bring the private and public sectors together in partnership, backing better services and growth.

The hon. Lady mentions buses. I am not clear what she wants. Does she want to nationalise them too? We are going to legislate so that cities can help shape their bus networks, working with the private sector. While her party was in office, bus use outside of London fell by 8%. In 2010 only 25% of buses outside London could take smart cards; now 89% can. Compared with 2010, buses are safer, with more CCTV, and they are busier and more accessible. The Government are supporting the vital work done by community transport organisations with a scheme to help them buy new minibuses. We have taken tough decisions on the economy, but protected concessionary travel across the country.

On road travel, we have reformed Highways England and set out the first-ever long- term investment programme. We are investing in local roads, with a record £6 billion of funding to tackle the menace of potholes, and a further £475 million for the larger road schemes that some towns so desperately need. On cycling, which the Opposition did not even mention in today’s motion, we have increased spending from the £2 a head that we inherited in 2010 to £6 a head today, and we will go further still.

That is the investment we need to help cut the cost of transport. We are getting on with Crossrail, which is on course to open two years from now. We are getting on with HS2, with construction starting in less than two years from now. A new National Infrastructure Commission has been established. Record investment is taking place and rail fare increases have been frozen in line with inflation. Transport is transforming our country, whereas Labour wants to go back to an age when train use fell, fares went up and investment was cut. This Government are optimistic about rail, roads, buses, cycling, and more importantly the British people. We are going to be trusting. We are going to see investment at a record level, which will be good for our cities and for our country right across the transport network. I urge the House to reject the motion.

I echo the sentiments of the Secretary of State regarding the staff who worked in the floods and the inclement weather over the Christmas and new year period on all networks to keep us moving and to help passengers as they travelled.

A debate on public transport is welcome. People need effective, regular and affordable public transport. In a debate such as this, they would expect the issue to be moved forward, although I am not sure they would have had that impression from the opening exchanges. Public transport is close to my heart and that of many of my hon. Friends. My constituency, in common with many of theirs, is mostly a rural community. Scotland has diverse public transport needs. Some places in Scotland and in other nations of the UK have no public transport—people can only use their cars, so it is not just the cost of public transport that matters to them, but the cost to the public of transport.

The motion could have benefited from the inclusion of other forms of transport that people need—and, indeed, rely on—in Scotland. For example, we do not see aviation as anything other than public transport. That is what it is. Marine transport is very important to us, and ferries are public transport too. As the Secretary of State said, the motion could have included public cycling schemes and public costs in relation to roads—tolls, for example. The need for major UK infrastructure projects to give proper consideration to Scotland could be debated. The debate could have been more inclusive and served a common purpose. It could have been more positive, seeking to benefit people.

Many local bus services in Scotland receive subsidies to ensure that uncommercial services can continue to operate as a public service. Figures from the House of Commons Library show that from 1995 to 2015, Scottish bus fares went from being 10% higher than those in England to being lower. Since 2007, bus fares in Scotland have risen by 5% less than in England. Since 2010, bus fares in Scotland have risen by 4.6%; in England over the same period, they have risen by 7.0%. The Scottish Government have invested a quarter of a million pounds every year through the bus service operators grant and concessionary travel scheme. That has helped 1.3 million older and disabled people to live more connected, healthier lives.

In aviation, there are direct flights to over 32 countries, and we have the successful ongoing work to improve long-haul connections to Scotland and connectivity through world hubs. We plan to use changes to air passenger duty to improve the situation for the travelling public by reducing their costs, and to help businesses, including in tourism and food and drink, by growing key sectors of our economy and giving better choice to our people. This is all for the people of Scotland. We are working to achieve guaranteed levels of access between Scotland and London. The Scottish Government acquired Glasgow Prestwick airport to safeguard 3,200 jobs and to secure vital infrastructure as an asset that contributes more than £61 million annually to the Scottish economy.

We have invested in roads to ensure that Scotland has a modern transport infrastructure for the 21st century. The SNP Scottish Government have a clear policy against the use of road pricing and tolls, now and at any time in future, and we have abolished all road tolls on bridges in Scotland. We are delivering the £1.4 billion new Forth crossing at Queensferry, which is on track to be completed by the end of 2016—again, with no tolls for the public.

In marine transport, Ministers in the Scottish Government have invested more than £145 million in piers and harbours, with £8.6 million going to Stornoway harbour to accommodate the new Ullapool-Stornoway vessel, MV Loch Seaforth. Since 2007, we have invested almost £1 billion in ferry services, including the road equivalent tariff and six new ferries. That is investment of over £100 million. We have introduced into the network of services operated by CalMac a third hybrid—MV Catriona, which was launched at Ferguson marine shipyard in Port Glasgow in December 2015. On 16 October 2015, Ferguson Marine Engineering Ltd was awarded contracts worth £97 million to build two £100 million ferries with a delivery date in 2017-18. The First Minister of Scotland confirmed just yesterday that Dundee’s central waterfront infrastructure would be the latest Scottish Government project to be delivered on budget and ahead of schedule. This includes a re-rationalised road layout and is part of the £1 billion, 8 km Dundee waterfront project, which will create 7,000 new jobs.

Let me come to the interesting one: rail franchising. On this important issue—the public outside this Chamber will not understand this—Labour Members have chosen to attack the Scottish Government, not the UK Government whom they are supposed to be opposing. Every time they take a wee excursion up the branch line, they end up embarrassing themselves and the branch office in Scotland. Frankly, they are embarrassing everyone. The purpose of opposition, surely, is to build alliances to hold the Government to account. What a missed opportunity! The SNP is the effective Opposition in this Chamber. The Government realise that, which is why they are going at us day after day, every day—they spend more time on us now. Labour Members have deliberately inserted a line in this motion—a complete falsehood, by the way—that makes it impossible for us to support them in the Lobby tonight. Imagine that! People are looking on, and they see this shambles for what it is. They are switched on like never before, and they are continuing to lose respect for Labour, given stunts like these.

Let me tell the House about the Scottish Government and rail policy. The UK Government oversee a perverse system that forbids publicly owned UK bodies to bid on rail franchises while having overseas nationalised services such as Deutsche Bahn or France’s SNCF running franchises in the UK. We believe that public sector organisations should be able to bid to operate rail services, as allowed in EU law but currently prevented by UK legislation. That is a lesson for Labour Members. That approach would enable us to ensure the delivery of all rail services in Scotland and to deliver maximum economic and social benefit for our people.

Labour has used this motion to attack the SNP Government for awarding the ScotRail franchise from 2015 to 2025 to Abellio. Labour knows very well that the Railways Act 1993, enacted by John Major’s Government, specifically forbids UK publicly owned companies from bidding. It is a matter of rhetoric versus record.

The Labour party has put me in the position of having to agree with a member of the Cabinet. Imagine that—what an absolute shambles!

The Labour party spent 13 years in government without ever changing the situation, even though it heavily amended the 1993 Act with the Transport Act 2000 and the Railways Act 2005. Even though it had the power, it did absolutely nothing to repeal the 1993 Act.

This is not the first time we have heard such nonsense from the Labour party. Its leader is not so new to his position now, but not long after taking the leadership he told Marr:

“Listen I’ve been in Scotland a lot of times during the leadership campaign…I’m going to be in Scotland a great deal as leader of the party.”

We shall see whether that happens. He went on to say:

“Yes the SNP have a headline of being opposed to austerity—fine. The SNP are also privatising CalMac, also were behind the privatisation of ScotRail”.

What a pile of nonsense! Like successive Scottish Executives before them, the Scottish Government were simply following the tendering process that they are required to follow in EU law.

With permission, Mr Speaker, I would like to make a statement about airports policy.

Aviation is a British success story. Today we have the third largest aviation network in the world, second only to the US and China. But with that success comes challenges. Heathrow is full; Gatwick is filling up. If no action is taken, the entire London system will be full by 2040. Yet we need new connections to new cities in new economies. There are other challenges too. Airports create jobs and opportunities. Technology is changing. Planes are becoming quieter and more efficient, but there is still inevitably an environmental impact. For some, the argument seems simple: oppose all expansion anywhere, or back it, but always somewhere else. Yes, there are opportunities in the network of national airports, with global connections from cities such as Birmingham, Edinburgh, Glasgow, Manchester and Newcastle, but growth there will come alongside growth in the south-east, not instead of it.

That is why in September 2012 Sir Howard Davies was asked to lead a commission on the issue. The Airports Commission’s final report was published less than six months ago. It made a strong case for expansion in the south-east, and we have considered that evidence. The Government accept the case for expansion, and the Government accept the commission’s shortlist of options for expansion. We will begin work straight away on preparing the building blocks for an airport national policy statement in line with the Planning Act 2008. Putting this new framework in place will be essential groundwork for implementing the decisions we take on new capacity, wherever it is to be built.

Sir Howard Davies and his team produced a powerful report. The Heathrow Airport Ltd scheme was recommended by the commission, but all three schemes were deemed viable. We are continuing to consider all three schemes, and we want to see action, but we must get the next steps right, for those keen to push ahead with expansion and for those who will be affected by it.

We will therefore undertake a package of further work. First, we must deal with air quality. I want to build confidence that expansion can take place within the legal limits, so we will accept the Environmental Audit Committee’s recommendation to test the commission’s work against the Government’s new air quality plan. Secondly, we must deal with the concerns about noise. I want to get the best possible outcome on this for local residents, so we will engage further with the promoters to make sure that the best package of noise mitigation measures is in place. Thirdly, we must deal with carbon emissions, so we will look at all measures to mitigate carbon impacts and address the sustainability concerns, particularly during construction. Fourthly, we must manage the other impacts on local communities. I want people who stand to lose their homes to be properly compensated for the impacts of expansion, and I want local people to have the best access to the opportunities that expansion will bring, including new jobs and apprenticeships. We will therefore develop detailed community mitigation measures for each of the shortlisted options.

We expect to conclude that package of work by the summer. Critically, that means ensuring that delivery of the timetable for the additional capacity set out by Sir Howard does not alter. The commission reported that an additional runway would be required by 2030, and we intend to meet that requirement. In saying this, I am fully aware that some will wish that we would go further, and others will wish we were making no such progress at all. We are prepared for that, because I want to get this decision right. That means getting the environmental response right and, in the meantime, getting on with the hard work to build the new capacity to the timetable set out by Sir Howard in the commission’s report. I commend this statement to the House.

I find it rather hard to accept from the hon. Lady that we are somehow taking too long over this matter. I will go over a little bit of the history. In 2001, Labour Ministers were reported to be seriously considering building a third runway at Heathrow, to relieve the increasing congestion in London. In December 2003, the then Transport Secretary, Alistair Darling, published a White Paper on plans for a third runway and a sixth terminal at Heathrow, to be completed within 12 years. In 2007, the then Government published a public consultation document weighted firmly in favour of Heathrow to accommodate a new runway and 220,000 extra flights a year. In 2009, the then Government approved a third runway, taking the number of flights handled by the airport from 480,000 to more than 700,000 a year. It is not worthy of the Labour party to complain about the time we are taking to come to a decision on a very thorough report.

Indeed, the Leader of the Opposition seems to think so as well. He gave an interview on Sky Television last Thursday, during which the correspondent asked him:

“I think people are a little confused at the moment about exactly though what Labour’s policy on Heathrow specifically is. Can you clarify it for us, what is Labour’s position?”

The Leader of the Opposition answered:

“The position is that we’ve put these questions on how we go ahead with airport expansion on the basis of capacity across the south-east, on the basis of the need for a hub and of course the effects on neighbouring communities and the environment and noise. Those answers have to be given before any decision can be taken about where the expansion should take place.”

It gets better. The correspondent said:

“So, at the moment you do not have a position on Heathrow specifically?”

The Leader of the Opposition replied:

“At the moment that is our position”.

I do not think I will take too many lectures about getting the timescale right.

I stand by what I said in my statement, which is that Sir Howard said there needs to be a conclusion and a runway available for operation by 2030. Even on the timetable I have announced today, that is well within the range of possibilities of the programme about which we are talking, particularly in the light of the Planning Act 2008, which was of course passed by the previous Labour Government.

Does my right hon. Friend recall that the recommendation of a previous commission, led by Lord Justice Roskill, was not accepted by the Government of the day? Is it not right to take time to consider two aspects of Davies? One is the very weak section on the environmental aspects of developing Heathrow, and the other is the need to address the fundamental contradiction that if it is right to have a hub airport in London, three runways simply do not suffice.

My right hon. Friend has covered and followed this issue for a lot longer than anybody else in the House. He makes valid points that we need to address. There is no doubt about what is happening to overall capacity as far as aviation and aircraft movements are concerned. I am incredibly grateful not only to Sir Howard Davies but to the rest of the members of the commission for the work that they have done to produce a very valuable report, on which we will be able to reach conclusions in due course.

As my hon. Friend says, he was in a holding position, because one thing he did not tell us was which scheme, or indeed which airport, he supports. He failed to do that. As I have said, it is right that this is a very big issue, and it has dogged Governments for many years. We will take a decision, but we want to do some further work on some of the environmental impacts, bearing in mind some of the recent developments. Bearing in mind the report published on 26 November by the Environmental Audit Committee, which has just looked into this issue, saying that we should take a fresh look at certain issues, I would have thought that the House accepted that that is what we will do before we come to a decision in the summer.

Does my right hon. Friend accept that there is a need to reach a decision on airport expansion, but that it should not come at the expense of environmental considerations? We have to get it right. As he said in his last answer, even Sir Howard Davies has accepted that since he published his report, the issue of air quality has moved on and that those changes must be examined to ensure that our decision is based on a like-for-like comparison and that we are not just hoofing it on the wing.

I thank my right hon. Friend, who took a great interest in this issue when he was in the Department. He is right that we have moved significantly further by accepting the case for more airport capacity in the south-east and the three recommendations in the report. That enables us to look at the specific issues that have come about as a result of events since the publication of the report, as well as at how the decision will affect communities and what kind of mitigation we can put in place for those who will be affected to make the decision more acceptable in the longer term.

More than two years ago, the Transport Committee supported the expansion of hub capacity in the national economic interest and backed Heathrow, with environmental safeguards. The Davies commission, which reported six months ago, came to very similar conclusions. It appears that the Government have done no work or very little work since that time. We are six months on and, according to the CBI, the UK economy is losing out to the tune of about £1 billion a year because of the lack of long-haul hub capacity. Will the decision ever be taken?

In fairness, the hon. Lady, who chairs the Transport Committee with distinction, was part of a Government that failed for many years to take a decision on where the extra capacity should be. Sir Howard says that it is very important that the new capacity is available by 2030. What I have talked about today will be within that timetable. We are just taking a little longer. If we had not done the work on air quality that we are embarking on, we might have slowed the process down, rather than sped it up.

I remind my right hon. Friend, in all possible friendliness, that what the Labour party may or may not have done is completely irrelevant. It is of no interest to any of us and is unlikely to be so. Does he agree that this decision not to make a decision is truly lamentable? This is absolutely no way to run what he is pleased to call

“a world-class transport system to support a world-class economy.”

As the Davies commission reported absolutely clearly what its preferred decision was, without any prevarication, what exactly was the point of it?

I will make a number of points. I am very sorry that my right hon. Friend thinks that the fact that there was no action from a previous Government is completely irrelevant to the situation we find ourselves in. I do not accept that. The simple fact is that the Davies commission has identified, in a thorough report, that extra capacity is needed. It has said that three options can be considered, and we are right to consider those three options. I hope very much that, by the summer, we will be able to tell the House which one carries the most favour with the Government.

The Secretary of State knows that I hold him in high regard, even when I heckle him, but it took the Conservatives 18 months to get past the Liberal Democrats’ red line on increases in aviation capacity, they used the Davies commission to buy three more years to get them beyond the general election and they have bought another six months by avoiding making a statement until today. Why does the Secretary of State not just admit that this is a political fix to get us past the mayoral election in London? Given his integrity and honesty, why does he not own up to the fact that this has nothing to do with the national interest?

I do not mind the occasional heckle from the hon. Gentleman—indeed, I am quite used to that by now. He says that this is just a fix to move past the mayoral elections, but we have always known when those elections were, and if it had been a fix we would have simply said when the Davies report was published that we were not going to respond for 12 months. My hon. Friend the Member for Richmond Park (Zac Goldsmith) has been perfectly clear about where he stands on this matter, unlike the right hon. Member for Tooting (Sadiq Khan) who, when he was Minister of State and attending Cabinet in 2009, said that he was firmly in favour of Heathrow expansion.

My right hon. Friend has held office since the Airports Commission received its instructions in September 2012, so he will know that the foreword to its report states:

“The Commission urges the Government to make an early decision on its recommendations. Further delay will be increasingly costly and will be seen, nationally and internationally, as a sign that the UK is unwilling or unable to take the steps needed to maintain its position as a well-connected open trading economy in the twenty first century.”

My right hon. Friend is a decent and loyal team player, and he is loyally presenting the team position today. Does he understand that when the Conservative team imitates the Labour candidate for Mayor of London by putting personal and party interests ahead of the national interest, we all lose?

As a distinguished Chair of a Select Committee, my hon. Friend expects his Committee to be listened to with the respect that should be given to a Select Committee. The Environmental Audit Committee recommended that the Government take more time to address air quality, and stated:

“On air quality, the Government will need to re-examine the Commission’s findings in the light of its finalised air quality strategy.”

That report was published on 26 November. Today is 14 December, and even with the best will in the world, it would have been impossible to have read and responded to all the points in that report in those few weeks. I am giving another Select Committee the kind of respect that my hon. Friend would expect for his own Committee.

The Government have made one hell of a mess of this, which does not bode well for a swift resolution for this or any other future infrastructure decision. In many respects, the Davies commission was a template for the National Infrastructure Commission, and the Government have completely ridden roughshod over it. What reassurances can the Secretary of State provide that in matters of airport capacity and other infrastructure, the NIC will be able to take essential long-term decisions for the competitiveness of our nation, and not be thwarted by short-term, partisan considerations?

Even the National Infrastructure Commission will be subject to decisions taken in this House and by the Government of the day—that was even the case in the way the NIC would have been set up by the Labour Opposition, had they been successful at the general election. The hon. Gentleman is right to say that these are big issues, and setting up the NIC is a fundamental way forward that will help to address some of them. It will still be for the House and the Government to ensure that other legal requirements—such as those on air quality—are abided by, and we must consider other issues when making such decisions.

I commend the Secretary of State for his statement and I applaud the Government for making the environmental impact an important issue. As part of that work, will the Government also investigate current noise and air pollution problems with two runways at Heathrow?

I understand the conditions faced by my hon. Friend’s constituents. I mentioned in my statement that noise is one of the considerations we have to get right. The advance of technology means that planes are becoming quieter, but she is absolutely right. She represents a constituency very closely affected by this decision. It has to be taken after looking at all mitigation measures expected to be put in place by any of the three promoters of the scheme.

The Secretary of State is a very honourable gentleman, particularly as he is my constituent. I am sure that deep down he is not particularly happy today. In his statement, he talked about the best possible outcome for local residents. Does he accept that my Vauxhall constituents may not be considered as local residents to Heathrow, but that it is crucial that their views are taken into consideration? They live under early morning noise pollution that is absolutely shocking. An extra runway at Heathrow will make it much worse.

One suggestion for alleviation in the commissioner’s report is an end to night flights and the flights to which the hon. Lady refers. These things always have to be taken into account. Although I live in her constituency, I do not exercise my vote there.

Either the Government have decided to go ahead with Heathrow expansion but are delaying the announcement to avoid embarrassing their candidate for London Mayor, or they need more time to massage Heathrow’s terrible record on noise and pollution. If it were to be Gatwick, we would have been told today. Is this not a cowardly and pathetic way to decide an issue that will blight the health and lives of millions of Londoners?

The hon. Gentleman has taken a view on the Government’s decision before the Government have made the decision. That is fairly typical of what he does. I have been very open with the House on the reason for the extra work that needs to be done. There are people on the Government Benches who have been incredibly consistent on this matter and there are people on the Opposition Benches who have been less consistent. I went through the whole programme of where we got to on the timetable, and if there has been a deliberate wasting of time, it was by the previous Labour Government.

Does my right hon. Friend understand the dismay and frustration in the south-west as a result of this latest delay? Our infrastructure comes to the west of London. He himself has been responsible for massive rail investment, including electrification and the spur line to Heathrow. As this latest delay will have an impact on potential inward investment in our region, what confidence can we have that a decision will finally be arrived at next summer? This is not a London issue; this is a national issue.

I agree with my right hon. Friend that this is a national issue. I am grateful to him for pointing out the amount of infrastructure investment the Government can proudly point to. We are increasing investment in infrastructure by 50% in this Parliament, something I am immensely proud of. He says that the delay will not allow us to meet what the commission report says, but I disagree with him. Even on what I am saying at the moment, which is that there will be a decision by summer next year, we will be in a position to meet the timetable for extra capacity by 2030, which is when Sir Howard says it is desperately needed by.

This dithering is disgraceful. It puts the political career of the hon. Member for Richmond Park (Zac Goldsmith) above the national interest, and he could not even be bothered to be in his place for the Secretary of State’s statement. [Interruption.] He was not in his place at the beginning; he came in late. I do not believe—perhaps the Secretary of State can tell us—that there are any new environmental considerations that were not known to Davies and have not been known to the Government over the past 10 years or so.

I very much regret the position the hon. Gentleman takes. He served on the Transport Committee for a considerable time. The position of my hon. Friend the Member for Richmond Park (Zac Goldsmith) on the expansion of Heathrow has always been perfectly clear. I do not think anybody can be in any doubt about it.

The hon. Gentleman said that my hon. Friend was not in the Chamber, but of course he is, which is more than can be said of the right hon. Member for Tooting (Sadiq Khan), who said in 2009 in the Evening Standard that he was firmly in favour of Heathrow expansion. At that time, he was a Transport Minister attending Cabinet. At least my hon. Friend has always been very specific about where he stands. I think the hon. Gentleman’s question was unworthy of him.

My right hon. Friend is right to seek to nail down the environmental issues first, because, as the House knows, if he does not, we will be in judicial review for the next generation and nothing at all will happen. That said, last week on BBC radio, the chief executive of Heathrow Airport Holdings Ltd clearly indicated that he thought Heathrow was full for freight purposes. Even today, we are losing business to Schiphol, Frankfurt, Charles de Gaulle and Dubai. We have to take action now. It will be 15 years before there are wheels on new tarmac anywhere in the south-east. Will my right hon. Friend do his utmost to get Manston airport open again so that we can turn it into a freight hub, relieve the pressure on Heathrow and take Britain forward?

My hon. Friend has led this campaign and never misses an opportunity to mention Manston airport, not only in the Chamber but every other time I meet him. He mentioned John Holland-Kaye’s comments on the “Today” programme last Friday which I think were about current capacity for flights from Heathrow for the movement of freight, but my hon. Friend is talking about setting up a completely new operation at Manston, and I wish him well in his campaign.

I believe that the delay is not merely political expediency; I believe that the Secretary of State has come to realise something I have known for 15 years: expansion at Heathrow is just too difficult. As well as air quality and noise, will he address the business case, over which the Airports Commission’s economic advisers seem to differ? Will he properly assess the ground-based security and crash risks of the different options—they were not so assessed in the commission’s report? Will he force Heathrow airport to declare where the flight paths will be, particularly the approach paths, and the differences between what the commission recommends for Heathrow and what Heathrow is prepared to accept?

As one who publicly supported increased air transport movements in Farnborough in my constituency, may I ask my right hon. Friend to confirm that the Government have not ruled out additional runways at both London Gatwick and London Heathrow, given the importance of this matter to the entire economy? Does he think that the Heathrow hub proposal by Jock Lowe, which would be far less destructive, stands a much better chance than it previously did?

As I have said throughout my answers, all three options—a third runway at Heathrow, a Heathrow hub and a second runway at Gatwick—are under consideration. That remains the position, but my hon. Friend, who is a keen aviator himself, will know of the difficulties that have to be addressed. That is the right thing to do.

I admire the Secretary of State’s chutzpah in explaining that the Prime Minister has decided to be indecisive, but if he is keen to give further consideration to the serious environmental considerations of air pollution, why have the Government been lobbying heavily in the European Commission against the air quality package?

The hon. Gentleman tells us that we have been indecisive, but he was a member of a Government who could make no decision whatever on this matter. As for where we stand on various things in the European Commission and the European Parliament, this is about a whole range of issues, not necessarily one individual, small item.

My right hon. Friend justifies the additional delay by saying, quite rightly, that he wants to get the decision right. It just occurs to me that if we had done the same with HS2, it could have been cheaper and less environmentally damaging. May I say that that is an observation and not a question? It is like something straight from “Yes Minister”. “What do we want?” “Airport expansion!” “When do we want it?” “At the appropriate juncture, in the fullness of time” —after umpteen inquiries, reports and working groups, and a cost of millions of pounds to the taxpayer, all for a by-election in Richmond Park. “He used to be indecisive, but now he’s not so sure.” Will the Government get on with it, as the country expects us to?

I am still waiting to hear—it should be such a simple, easy answer—what the SNP’s position is on this matter. Which scheme do SNP Members support? They are silent on it. They want everybody else to give their answers, so that once the decision is made they will attack it and say they would go down a different route. That seems to be the only point of the SNP in this Chamber: to wait for a decision to be made, then attack it. No wonder SNP Members are in such a difficult position today.

The effect of a hub airport in the United Kingdom stretches to all parts of the United Kingdom, including up in the Leeds area. Those travelling transatlantic who want to get airside at Leeds cannot do so because the first flight out of Leeds is around midday, so capacity is vital to the economy. However, I believe that all the options before us are wrong and I would like my right hon. Friend take to this opportunity to look further at what I think is a better option, a fourth: two more runways at Stansted.

Given the high risk that the work that the Secretary of State has announced today will not bring the Heathrow plan any closer but will just reinforce the idea that it is far too hot a political potato, why does he not revert to the Gatwick option, safe in the knowledge that, under his stewardship, HS2 will be ready well before 2030, thus allowing Birmingham to complement Gatwick?

I mentioned in my statement the importance of seeing other airports in the United Kingdom grow and offer more services. I think I mentioned Birmingham, Manchester, Newcastle, Edinburgh and Glasgow—I will be told off for the ones I failed to mention—but the point is well made by the hon. Gentleman: services from other airports are also very important indeed.

The Secretary of State said that the Government accepted the case for expansion. Presumably that is why they set up the commission in the first place, so it did not need three years to tell them that. He also said that the Government accepted the Airports Commission’s shortlist of options. Increasingly, he presents the case as though there are three equal options from the Airports Commission, but has the commission not made an unequivocal recommendation? Should not the Government at least be open about that? Is he aware that last week the chief executive of International Airlines Group, Willie Walsh, while expressing concerns about the cost of Heathrow, said that there was

“no business case for expanding Gatwick,”

and:

“Very few airlines support the proposal and no one would move there while Heathrow remains open”?

I could also cite quotes from Willie Walsh which would put a question mark over the Heathrow proposals. If we are getting into the game of quoting Willie Walsh, we will find many that could be cited on this subject. The correct thing for the Government to do is to look at all three options in light of the environmental work and the mitigation circumstances that we would like to see, and then return to the House once we have decided with which option we will go forward.

The Secretary of State has let himself down in the way he has responded to questions, making it an issue of party ping-pong and who is responsible for what delay. Let us be absolutely clear. I welcome his remarks about air quality, which is very important for Heathrow. However, he has heard me speak about the fact that there are more European headquarters of multinational companies in Slough than in Scotland, Wales and Northern Ireland put together. What research has he done on how few such companies will remain in the UK—anywhere in the UK—as a result of the ongoing delays in making this decision?

I am sorry that the right hon. Lady was so disappointed with the way I have responded. I responded partly in view of the way in which the Labour Front-Bench team attacked the Government for their indecision. I realise that the right hon. Lady has presented a petition to No. 10 Downing street in support of the expansion of Heathrow airport. This is an issue that divides colleagues in political parties, and I think it right for the Government to make sure that the proper environmental work is done before any move forward is taken.

As a member of the Transport Select Committee, I have to observe that the Government have got themselves into a rather big hole on this issue. At least, however, they have my right hon. Friend the Secretary of State for Transport, a former miner, to dig them out of it. Can my right hon. Friend assure me that this decision will be taken in the early summer and that it will look favourably at the Davies commission, which made a clear recommendation to build a third runway at Heathrow?

As for the point made by my hon. Friend the Member for Fylde (Mark Menzies), the important part of the Davies commission recommendations was having the extra capacity in place by 2030. I believe, given what I have said today, that we are on schedule to be able to deliver that extra capacity by 2030.

As somebody who supports the expansion of Heathrow, let me indicate my frustration that progress has been caught up in an internal Conservative holding pattern. The Secretary of State has on three occasions this evening reiterated the commitment to the 2030 timescale. Will he assure us that in six months’ time a decision will not be taken to kick the can further down the road?

I have said that I hope to come back to the House in the summer. I am not going to say exactly when that will be from today’s date, but I fully accept the point that services to Northern Ireland are incredibly important. Northern Ireland is already well connected to London. There were around 17,000 flights between Belfast and London in 2014, of which about 6,000 were to Heathrow. I do not underestimate the importance of connectivity to London for Northern Ireland or indeed for Scotland.

If the decision on the new runway were made on the basis of environmental data that are seen not to be robust, it would lead to delays and legal challenges that would last far longer than if we waited for more reliable data. London Gatwick has already briefed me on its concerns about the quality of the Davies commission data. Will my right hon. Friend ensure that he will look at all the data over the next few months and get them as robust as possible, so that when a decision is made, it can be enacted straight away?

My hon. Friend is absolutely right. If any lesson has been learnt from the preparations for HS2, it is the need to ensure that all the processes are gone through diligently and properly. There were a number of attempts to secure judicial reviews in relation to HS2, and nearly all of them failed.

The Secretary of State has come to the House today to try to hoodwink us all into thinking that he is the most incompetent and indecisive Secretary of State that there has ever been, but no one is fooled by his attempt to take a hit on behalf of the hon. Let me say to the hon. Member for Eltham (Clive Efford)—who has been present for all the exchanges—that it is not my hon. Friend the Member for Richmond Park who has changed his position on the question of Heathrow, but the right hon. Member for Tooting (Sadiq Khan), who, when he was a transport Minister, said that he was firmly in favour of its expansion. As for the date of the mayoral election, if we had initially wanted to put off the decision until after the election, we would have simply said that there would be no decision for 12 months, and would then have considered it for 12 months. The fact is that we are making progress. It is important that we make more progress by 2030, and that is what we shall do.

No matter how skilfully the Secretary of State tries to pretend otherwise, we all know that this rather grubby little announcement—if I may say so—is all about trying to get the Conservative party and my hon. Friend the Member for Richmond Park (Zac Goldsmith) over next May, and to cross that particular line. This is no way for the Government to make decisions and announcements. They talk about the northern powerhouse as if they really believed in it—which, indeed, I am sure that they do—and the Secretary of State must know that expanding Heathrow is essential for the northern powerhouse, so will he please act in the national interest rather than just making a grubby little announcement to benefit London and our excellent mayoral candidate?

I am glad that my hon. Friend is showing support for the northern powerhouse. It is very important to me and very important to the Government, and we are backing it with huge amounts of investment in electrification and new train services. The two new franchises that were announced last week will have a very beneficial effect on transport connectivity between our major cities in the north. That is vital, as is getting the whole question of future aviation capacity right.

My hon. Friend is absolutely right. While he talks about Manchester, I also talk about Birmingham, Newcastle, Edinburgh and Glasgow. I think it is absolutely essential to try to get more connectivity from airports so that people do not necessarily have to travel to Heathrow or to Gatwick to get the flights they want. That is very important.

I like the Secretary of State, so I feel for him, as he is like a sheep snagged on barbed wire: the harder he tries to extricate himself, the more firmly entangled he becomes. To help the Secretary of State, may I suggest he takes this opportunity—no ifs, no buts—to abandon environmentally unsustainable plans for a third runway at Heathrow and pledges instead, first, to improve surface access to Luton and Stansted airports to make better use of spare capacity there, and, secondly, to deliver HS2 on time so that we can see far more people travelling by rail, instead of taking short-haul flights?

I thank the right hon. Gentleman for his question, and remind him that the Davies commission was set up by the coalition Government to make and examine the case fully for what we should do for the future. I was proud of serving in that coalition Government, and I was proud of a lot of the things they achieved. The Davies commission and setting it up was just one of them, and now the right hon. Gentleman is wanting us to back away from the difficult questions it poses to us.

Can my right hon. Friend confirm that the independent and impartial Airports Commission clearly stated that Heathrow was the best option? If Governments in the future decide against that and wish to expand Gatwick, may I have a guarantee that the significant investment that will be required in housing, highways, the rail network and healthcare and all other public services will be forthcoming?

There are already significant commitments with regard to Gatwick; improving the infrastructure for Gatwick is already taking place and further such schemes will be coming on board over the next few years. It is vital that we get the surface access to our airports correct. That is something we are dealing with over a period of time. My hon. Friend asks whether there would be other consequences if the decision should go towards Gatwick. That will be the case for any option we choose, and of course we want to look at those options and see which ones we would want to take forward.

In order to demonstrate that this is not a political fudge, can the Secretary of State clearly state what additional work is going to be undertaken to refine and reassess air quality and noise considerations, who is going to do that work, who is going to assess it, and how the final decision is going to be made? Lastly, as a Scotsman, can I just ask the Secretary of State please to explain exactly at what time of year is summer? I would also point out that not once today has the Secretary of State said in which year—which summer—he is going to report, so can he pin down the year, or is that another fudge?

I normally try to support my right hon. Friend, but I must admit that I am struggling somewhat on this occasion. Can he give an absolute assurance that if results of the further work on air quality and noise were to go against Heathrow, the default position would be to accept Gatwick and not waste more years by setting up yet another commission?

If my hon. Friend looks at my statement, he will see that I made it quite clear that the Government accept that the three options put forward by the commission are the right ones for providing extra capacity, so the answer to his question is that I do accept that.

I did not fully answer all the questions that the hon. Member for Kilmarnock and Loudoun (Alan Brown) asked. I meant to say that the work will be done by the Department for Transport.

We all accept that we find ourselves in a difficult political spot, but the Secretary of State is right that we are talking about a national infrastructure project that will affect runway and aviation capacity throughout the country. Will he commit to meeting me and representatives of regional airports—he did not mention East Midlands, Speke and Durham Tees Valley, so perhaps he can squeeze them in as well—to ensure that we plug the 15 to 20-year gap before we get extra capacity in the south-east?

I did not mention every airport in the country, but I tried to mention the bigger airports outside London—I will get in trouble for saying that—such as Manchester, Newcastle, Edinburgh, Birmingham and Glasgow. I did not mention East Midlands, which is just down the road from my area, but would I like to see more services from East Midlands airport? The answer is clearly yes.

I welcome the decision to delay the final decision until the environmental concerns have been resolved. Colleagues and I are in negotiations with the Civil Aviation Authority and NATS to control noise from aircraft coming in to Heathrow over the Thames valley. Does my right hon. Friend agree that the resolution of that issue is crucial to our future support for Heathrow?

In light of the Paris conference, which we have just heard a statement about, what recent discussions has the right hon. Gentleman had with the Secretary of State for Energy and Climate Change and the Committee on Climate Change about how increased airport capacity will affect the UK’s ability to meet its emissions reduction targets?

One of the people who served on the Airports Commission was a member of the Committee on Climate Change, Dame Julia King, who has since been ennobled, so we and the Davies commission took that matter into account. There have obviously been further developments since then, such as the Volkswagen scandal. As the Environmental Audit Committee said, it is right that we should judge our response based on the new information that has become available. Sir Howard Davies also said that in his evidence to that Committee, and I want that to be done. As I have said, I still believe that we can deliver on the 2030 timetable set out in the commission’s report.

Does my right hon. Friend agree that the decision is important for our regional airports, such as Birmingham International airport, which I recently visited to see its increased capacity and success? I thank my right hon. Friend for confirming that the Government will not outsource key policy decisions to unelected commissions and will not be rushed into making a decision about a runway that will not be operational until 2030. Will he confirm that if the third runway is still to be considered, it will only be with the three caveats that Davies placed on it, about a fourth runway, night flights and meeting EU air quality limits?

My hon. Friend is absolutely right, in that whatever decision is finally taken—three options are still being discussed—we must get the best mitigation deals possible for the people affected. The three points he mentioned would certainly be important considerations in any decision, including if the decision should be taken for Heathrow. As I say, we are looking at three options.

The Government seem to have one of two positions, and I would be interested to understand which one it is. Either we have accepted the Davies commission, subject to sorting out these environmental issues, and therefore we will go down that route if we are able, or we have now decided that there are three equal options and we are looking at all three from scratch. In the Secretary of State’s defence, we have not built a full runway in the south-east of England since 1946 and so I am not sure whether another six months will make so much difference—so long as he does make the decision in the summer of 2016. When he decides, will he make his decision in the interests of the whole country, including the 9.5 million residents of the midlands, whom he and I represent, and not just in the interests of the denizens of west London?

If one looks as the record of this Government, one sees that we have always acted in the national interest. We have done that on extra railway capacity and we are going to do it on the other big infrastructure investment proposals. They are always controversial and it is right, in this day and age, that we take every measure we can to mitigate the environmental impacts of any decisions we take.

Job prospects in the south-west and in the rest of the country outside the south-east would clearly be best enhanced by an expansion at Heathrow, but it needs to be legally secure. Does my right hon. Friend agree that sometimes it is best to have a thorough look at these things and that a stitch in time might in this case save nine?

What drives air quality is car emissions. Heathrow has far superior and far more rapid public transport links, including four rail links. Gatwick has the one rail link, which, as the Secretary of State is well aware, is not the best one in the country. Will he assure us that in any analysis of air quality, a full understanding will be taken of the impact of the extra car journeys that would inevitably result from the vast increase in passengers and from the employees required, none of whom would be local, were Gatwick to be chosen as the option?

Those are all points that have to be put forward and addressed in the work that we are going to do in the coming months on air quality. As I say, a lot of this work has been covered by Davies, but a lot more is still to be done. My hon. Friend is right to show his concern and also to point out that there is no easy or straightforward answer on aviation capacity. We must also accept that aviation is a very important industry for this country, employing many thousands of people, including right across the supply chain and the delivery chain. On that basis, I hope that he will accept my assurances.

HS2 has been very effective in doing a number of presentations to businesses, right across the country, on the opportunities that will arise from one of the biggest construction projects the country has seen. I hope all companies, be they in England, Scotland, Wales or Northern Ireland, have the opportunity to apply for some of those jobs and contracts. There is no doubt that the first stretch of HS2 phase 1 will bring reduced journey times to Scotland. The announcements I made last week will add to that.

As the wonderful people of Scotland eagerly anticipate the announcement on the high-speed rail network, they will become ever more reliant on air travel. Labour supports the extension of high-speed rail services to Scotland. To get there, however, we will have to get to the north of England first. Why are we still waiting for Ministers to confirm the route and the stations for HS2 north of Birmingham, and does the Secretary of State understand that this lack of progress is placing their commitment to HS2 in the midlands and the north in doubt?

With the greatest charity, I do not think the hon. Gentleman can get away with that. We have been making progress on HS2. In 13 years, Labour only woke up to the HS2 project in year 13. The progress we have made far outstrips the progress the Labour party ever made.

The coalition Government spent £41 billion on transport infrastructure between 2010 and 2015. On an equivalent basis, this Government plan to spend £61 billion on transport infrastructure between 2015 and 2020—an increase of 50%. This includes £15 billion for the biggest road improvement programme seen in Britain since the 1970s, and the electrification of 850 miles of railway—the biggest rail modernisation since Victorian times.

My right hon. Friend will know the importance I attach to the north-west relief road—the final bit of the road around Shrewsbury, which has a cost-benefit ratio of 5:4. He says that the project is going to be the responsibility of the local enterprise partnership. How will his Government work with LEPs to ensure that they have adequate funding and logistical support to carry out and implement these vital schemes?

Funding for the major LEP schemes has been set aside and was agreed as part of the spending review. Details on how to bid to the fund will be announced shortly.

With no news on the privately financed electrification of the line between Selby and Hull, and with yesterday’s announcement on the TransPennine franchise failing to give additional services to Hull for city of culture 2017 and providing only refurbished, not new, trains, can the Secretary of State understand why people in Hull were rather taken aback by the comments of the Under-Secretary of State for Transport, the hon. Member for Harrogate and Knaresborough (Andrew Jones) on “Look North” when he said that investment in northern transport is about to overtake that of the south? Do not those words show that the Under-Secretary is away with the Christmas fairies?

I do not know whether I would want to go into Christmas fairies so far as the current Labour party is concerned, as Labour Members might be seeing fairies in many places. I believe that the Department for Transport has been helpful to Hull in its preparations for the city of culture, not least with the improvements at Hull station and the proposals I have worked on with the hon. Member for Kingston upon Hull East (Karl Turner) to ensure that the footbridge project is brought forward much more quickly to provide access to the Hull dockside. I am sorry that the hon. Lady cannot welcome that.

Will the Secretary of State consider reviewing his spending priorities? Is it not true that billions of pounds would be available to spend on transport infrastructure across the whole country between 2015 and 2020 if the current plans for HS2 were replaced with a conventional high-speed line running at 155 mph? Money would be available to pay decent compensation, provide improved environmental protection and faster investment in HS3 and HS2 phase 2, which should be a much greater priority than cutting 10 minutes off the journey between Birmingham and London?

I have to say that I do not think I will ever convince my right hon. Friend on this particular subject—so I am not sure I am going to try. Let me simply say that the investment in HS2 is not just about speed—a point that I cannot get over enough—but about capacity and the huge increase in people travelling on our railways. [Interruption.] My right hon. Friend says that we could just build another conventional line, but that would cost 90% of what HS2 is costing in any case, so there would be no significant savings. I make no apology for being part of a Government who are investing for the future of the nation.

The future infrastructure project on which the Government have to make a decision that is of most interest to most people is that of airport expansion. People of all positions on the issue are interested to know when a decision will be made. On 1 July 2015, the Prime Minister said in response to a question:

“What I can say to her is that we will all read this report and a decision will be made by the end of the year.”—[Official Report, 1 July 2015; Vol. 597, c. 1474.]

On 5 October this year, the Secretary of State said at the Conservative conference:

“The Davies commission has produced a powerful report, and we will respond by the end of the year.”—

and he repeated that in an interview on 30 October. Will the Secretary of State therefore confirm that a decision will be made on airport expansion by the end of the year, or will party politics and the London mayoral elections come before a decision for the nations of the UK?

I am sure that my hon. Friend the rail Minister would be more than happy to meet the right hon. Gentleman. The simple fact is that, in London and, indeed, throughout the country, we are seeing an ever greater demand for transport, and we are doing all that we can to meet those requirements. As a result of huge investment, the Victoria line now offers some 37 trains an hour, and there have also been upgrades on the Northern line. However, the pressure for further upgrades is an important issue.

I welcome what my right hon. Friend says, but is he aware that there are many ways of reducing congestion that are not anti-motorist? Has he read “Green Light”, a report by Councillor Richard Tracey, which concludes that most traffic lights could be turned off between midnight and 6 am, and that that would reduce both congestion and pollution? Why should a motorist have to sit at a red traffic light when there are no pedestrians in the vicinity, and no vehicles are seeking to use the junction? Will my right hon. Friend persuade local authorities to review their policy on traffic lights, and get them to turn some of them off?

I rather thought that at this time of year people were turning lights on rather than off! I know that my right hon. Friend feels strongly about traffic lights, and I should be more than happy to look at Richard Tracey’s report, but, in the main, this is a matter for local highway authorities. Perhaps my right hon. Friend could exert some influence on those in his constituency.

The pinch-point scheme at junction 24 of the M60 in Denton has been a great success in tackling congestion. Unfortunately, however, one of its unintended consequences has been the increased motorway noise experienced by nearby residents of Thompson Close. Highways England has promised to introduce noise reduction measures, including new road surfaces, in the next financial year; will the Secretary of State please ensure that that happens early in the next financial year?

19. One of the key campaigns in my constituency to reduce road congestion is for an M4 link to the Avon ring road, which would involve an extra junction, 18A, on the M4. Next year the joint transport study commissioned by the local enterprise partnership and the surrounding councils will look at how to reduce road congestion in the area, and I hope the M4 link will be an integral part of that. Will the Transport Secretary meet the LEP, the local council and me to discuss this?

I am more than happy to meet my hon. Friend to discuss this. As I have said, a huge amount of investment is being made available to Highways England. I visited the site with my hon. Friend earlier this year, and it would open up a large area of potential development, which is very important for his constituency.

Over the summer, roads to the channel ports ground to a halt, lorry drivers who were stuck in their cabs needed emergency water to drink, and local businesses were hit as Kent villages near the motorway network were cut off. The Chancellor’s announcement of a new lorry park may be a step in the right direction, but it will not keep the traffic moving of itself and it falls well short of highways management road improvement works that local partners tell me are needed if Kent is going to be protected from similar snarl-ups in future. Does the Secretary of State consider his lorry park “job done”? If not, what else is he going to do before, rather than after, the people of the south-east go through the same thing again?

I do not regard it as “job done” but I regard it as a great step in the right direction to find that level of resources available to solve what was an unacceptable situation for people in Kent last summer. It is definitely a step in the right direction, but I will obviously keep every other option under review.

I have received a number of representations from those in Scotland with an interest in the future provision of the emergency towing vessel operating from the northern isles. The Government fully recognise the importance of ensuring shipping activities off the coast of Scotland remain safe. To that end, the Maritime and Coastguard Agency will consult interested parties shortly on the need for and scope of putting alternative towing arrangements in place beyond April 2016.

The Secretary of State will remember the interesting and lively discussions we had leading up to the decision to retain that emergency towing vessel in 2011. He will recall that the people in the MCA and in his Department who wanted to remove it then argued that cover could be provided by the offshore oil and gas industry working in the region. He will also be aware that the price of oil has fallen sharply since then and that there is now much less activity in the north North sea. May I gently say to him that the case that led to the right decision in 2011 is even stronger today than it was then?

I can promise you, Mr Speaker, that my tie was not based on the original design for Spaghetti junction.

Much of the infrastructure that will be built as part of the plan will also benefit my constituents, because most of the lime that will be used will come from the High Peak quarries, hugely benefiting the supply chain and the wider economy. Does my right hon. Friend agree that, when we look at the Glossop spur, which we are promised as part of the infrastructure plan, the biggest gain will be to my local companies as they can get business in and out of the area? Furthermore, if that work was extended around Tintwistle, as I would like, it would further help and encourage my local businesses and local economy.

I am grateful to my hon. Friend for pointing out the opportunities for firms in his constituency, which I know incredibly well. Indeed, I have visited Tintwistle with him on numerous occasions and he has pointed out the improvements that he wishes to see. The road investment programme will, in part, help us to move towards those improvements, but the work that Colin Matthews is doing on the wider issue of a tunnel will also be important for his area.

Since I last addressed the House at Question Time, Cumbria, Lancashire and the north-west have experienced record-breaking rainfall, which has led to the worst flooding since 2005. It closed the west coast main line, but Network Rail’s orange army has worked tirelessly to restore the service and I am pleased to say that at 14.00 on Tuesday 8 December trains were once again running from London to Glasgow via Preston. Since then, rail services have restarted on all the affected routes. This Christmas, Network Rail will undertake a significant programme of work, delivering the Government’s record £38 billion investment in the railways.

The closure of roads and rail lines in recent days is a timely reminder of the strain extreme weather events place on transport networks. We all remember the flooding at airports in 2010 and 2013, the loss of the Dawlish seawall and, as the Secretary of State said, the heroic response of Network Rail’s orange army. So will the Secretary of State explain why the Dawlish resilience options report, due last month, has not been published? What assurance can he give that the lessons of previous periods of disruption have been learned?

We always look to learn from experience and that is the case with the Dawlish repairs and the work that has been done by Network Rail to ensure that the line is secure for future use. Excessive weather conditions such as those that we saw last weekend put extra pressure on the network. One of the most important things, however, is ensuring that the network continues to operate safely.

I hope that we do learn from experience. The hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry) had a little go at this, and I am going to give the Secretary of State another chance. On airport expansion, the Prime Minister told this House in July:

“The guarantee that I can give…is that a decision will be made by the end of the year.”—[Official Report, 1 July 2015; Vol. 597, c. 1473.]

Employers have been clear that the Government should bring forward the decision they promised, but fear a further politically motivated delay. Was the Prime Minister making a clear pledge—no ifs, no buts—or are residents who live near Heathrow and Gatwick about to be subjected to yet more blight and uncertainty?

I will not take any lectures from the Labour party on planning infrastructure. Labour was woeful at it and did very little of it. The simple fact is that we now have a Government who are more committed to infrastructure than the Labour Government were for 13 years. The simple fact is that when an announcement is to be made, I will make it in the House.

I was very pleased to visit my hon. Friend’s constituency with him last Thursday, as well as other areas in Wales. I believe that the upgrades—the new inter-city express programme trains—will be very important because of their bimodal nature. They are undergoing testing at Melton Mowbray and they are very impressive indeed. They will lead to a much improved service for his constituents and those people who live toward Swansea, as well.

T3. Disabled people—particularly wheelchair users and those with sight loss—are finding it increasingly difficult to access public transport, particularly buses. Will the Secretary of State consider encouraging bus companies to give their staff more disability awareness training, and will he also consider the statutory introduction of audio-visual announcement systems in the upcoming buses Bill?

I will certainly give encouragement—not that they should need it—to the bus companies to make sure that facilities for disabled people are available and that their staff know the right way of making those facilities available to them. That is incumbent on all bus companies. As for a future bus Bill, the hon. Gentleman will have to wait until it is published.

The committee on the medical effects of air pollution estimates that 60,000 deaths a year occur in Britain because of the effects of air pollution. That is 20 times the number killed in all road traffic accidents. The Government state that they will not achieve their legal limit on nitrogen oxide pollutants until 2030. Is this not a disgraceful situation? What will the Government do to take on Volkswagen, which has been accused of causing 12,000 avoidable deaths in Britain alone by gross deception in relation to its vehicles? What is the Minister doing to accelerate the clean-up of NOx air pollution in this country?

I am sure the hon. Gentleman has not forgotten that the biggest increase in the use of diesel vehicles took place between 2001 and 2010. As I have said in the past, the behaviour of Volkswagen is a disgrace. It must put right what it got wrong. I am having further meetings later today to discuss that with Volkswagen.

One of the consequences of the catastrophic floods in Cumbria has been the near-disappearance of the A591 between Grasmere and Keswick, which in effect cuts the Lake district in two. Will the Government consider applying for EU solidarity funding to make sure that we reopen or replace that road imminently so that the Lake district, which continues to be the most marvellous place to spend Christmas and new year, can be reconnected?

I well understand the hon. Gentleman’s concern and the way his constituents have been affected. I am sure the feelings of the whole House are with them and those in neighbouring areas who are facing chaos in their homes and who, in some cases, will not be able to get back into them before Christmas. We discussed EU funding on Monday and said that we would look at it. I will be looking for more immediate help for his area, and my hon. Friend the Minister of State will be in Cumbria tomorrow.

I was so encouraged by yesterday’s announcement that two Northern Rail franchises were to receive a massive £1.2 billion boost to rail services, with 500 brand-new carriages, that I would like to ask my right hon. Friend whether that was intended as a signal to the three bidders for the Greater Anglia franchise as to what is expected of them if we are to help the Anglian region to—in the words of the announcement—“realise its full economic potential, ensuring it has a modern 21st century transport system”?

The Secretary of State will be aware that under the current proposals for HS2, although the overall journey time to Scotland will be reduced, the journey time north of Crewe to Scotland will actually increase, owing to changes in the stock used. Will he therefore commit to bringing forward a definitive timetable for the proposed further upgrade works discussed with the Scottish Government for north of Crewe?

Some of the issues to which the hon. Gentleman refers will obviously be taken into account at the next planning round for Network Rail, but we are making upgrades on the line now. In fact, over the Christmas period I hope to see some of the improvements being made at Stafford, which will help to increase capacity further up the line.

T8. The creation of the west midlands combined authority provides an opportunity to take a strategic views of the region’s transport needs. If a foreign company was to set up in the hon. Gentleman’s constituency, would he be complaining about the jobs it brought? I am very pleased that British companies are winning rail contracts to provide services in Germany. I believe that the marketplace works. The announcements we made yesterday represent a seismic change in the service for both the Northern and TransPennine franchises, which I would have thought he would welcome, as nearly every local government leader in the area has, most of them being Labour.

As the Secretary of State will be aware, on 29 November 2013 a police helicopter plunged through the roof of the Clutha bar in my constituency. The air accidents investigation branch published its report on 23 October this year and made a number of recommendations, including installing black box recorders in helicopters. When will the Government respond to the report?

The air accidents investigation branch was able to answer these specific questions—indeed, Keith Conradi was in Scotland on the day the report came out—and show that there is nothing to prevent police authorities and local authorities from already including that equipment in helicopters. I am working with the Civil Aviation Authority to determine the next steps in relation to the report, which has to be taken very seriously.

The Secretary of State has already mentioned visiting Stafford, no doubt to see the work at Norton Bridge, excellently undertaken by Network Rail. With the advance of the first stage of phase 2 of HS2, there is the question of the impact on infrastructure, particularly on roads in the area around Stafford and mid-Staffordshire. Will he kindly meet me to discuss that?

The creation of the local majors fund in the autumn statement is very much to be welcomed. The much needed third crossing in Lowestoft will look to bid into that fund early in the new year. Can my right hon. Friend the Secretary of State confirm that the fund will be up and running as quickly as possible after Christmas?

I most certainly can confirm that the fund will be up and running after Christmas. I remember visiting the site with my hon. Friend on a couple of occasions earlier this year. I think the scheme he mentions is a very strong candidate.

I am pleased to inform the House of the award of two new passenger rail franchises. Following separate, rigorous competitions I intend to award the Northern franchise to Arriva, and the TransPennine Express (TPE) franchise to First. These awards will be confirmed subject to successful completion of a standstill period of at least 10 days.

Both franchises are due to start on 1 April 2016. The Northern franchise will run for nine years, until 31 March 2025, with an extension of one year callable at my discretion. The TPE franchise will run for seven years, until 31 March 2023, with an extension of two years callable at my discretion.

My Department set out ambitious plans for the new franchises in our invitations to tender earlier this year and both Arriva and First have gone well beyond them, exceeding our requirements. This means that these franchises will oversee the biggest transformation of rail journeys in the north of England in decades, with an unprecedented package of improvements for passengers.

Together, these operators will oversee a massive £1.2 billion boost to rail services with brand-new modern trains, more seats, more services and a host of improvements to deliver a modern, 21st century passenger experience. This one nation Government is committed to closing the economic gap between north and south, and these new franchises will help to bring the northern powerhouse to life. They will play key roles in rebalancing the economy, creating jobs, opportunity and growth, and will provide significantly better journeys across the region. Crucially, in a key step towards full devolution, these contracts will be managed in Leeds by a joint team from the Department for Transport and Rail North, which represents the region’s 29 local transport authorities.

Across both franchises, Arriva and First will provide much needed new-build trains, with the introduction of more than 500 brand-new carriages. They will also remove the outdated and unpopular Pacer trains from across the north. These plans will create space for more than 40,000 extra passengers at the busiest times across the north and bring in thousands of extra services a week for passengers. Alongside these investments the franchises performance will be improved to meet challenging targets to reduce cancellations and short-formations.

There will also be significant improvements for passengers’ experience, with the roll out of free Wi-Fi on trains and at stations and the installation of on-board media servers providing on-train entertainment and real-time passenger information to smartphones and tablets. Automatic delay compensation for season and advance purchase ticket-holders will be introduced across the region. First and Arriva will also invest more than £55 million in improving stations and bring them into the 21st century.

The new franchises will also mean significant returns to the Government and better value for the taxpayer. On TransPennine Express, First will pay premium to the Government of around £400 million over the life of the new franchise, taking the franchise out of subsidy for the first time. On the Northern franchise, Arriva will reduce the amount of annual Government subsidy required by around £140 million over nine years.

The award of these franchises is a hugely positive story for rail in the north of England. They are further proof that private sector competition is good for passengers, local communities and taxpayers. This Government promised passengers we would give them the premium-quality rail services that a northern powerhouse deserves. I am delighted that these awards will deliver exactly that.

(Urgent Question): To ask the Secretary of State for Transport if he will make a statement on his latest decision on the route and station choices for High Speed 2.

The Government are getting on with building HS2. Legislation to build the first phase to Birmingham is progressing well, and last week the Chancellor confirmed the funding. Today we are responding to the report published last year by Sir David Higgins, chairman of HS2. He recommended building the line to Crewe more quickly, so as to bring the benefits to the north sooner. I have therefore announced my decision on the section from Fradley in the west midlands to Crewe, now referred to as section 2a. We intend to accelerate the building of that section so that it opens in 2027, which is six years earlier than planned. That will bring faster journeys to Crewe, Manchester, and other cities in the north and Scotland, thereby supporting growth, jobs and the northern powerhouse. I have set out those plans in the Command Paper and supporting documents, copies of which have been placed in the Library.

The remainder of phase 2 will see the full Y-route built to Manchester and Leeds by 2033, and today I have set out my plans for the rest of the Y-route, ahead of a route decision next year. I am also asking HS2 to explore how we might best serve Stoke, including via a junction at Handsacre. Handsacre junction will be part of phase 1 and will allow trains to serve stations on the existing line through Staffordshire.

I want to ensure that those affected by the scheme are properly compensated. The Government are committed to assisting people along the HS2 route from the west midlands to Crewe. Today I am launching a consultation on a proposal to implement the same long-term property assistance schemes for phase 2a as we have for phase 1. As with phase 1, the Government propose to go above and beyond what is required by law, including discretionary measures to help more people. HS2 will deliver economic growth for this country, not just in the immediate future but for the long term, and that is why we continue to commit to this essential project.

I thank the Secretary of State for his response. Today marks a sad day for Stoke-on-Trent as our campaign for “Stop in Stoke” as part of phase 2 of High Speed 2 hits the buffers. We have long argued that the rail line from London to Manchester could have been achieved more quickly and cheaply with a route through the potteries, and as we seek to mitigate the blow I have some questions for the Secretary of State.

The initial modelling for High Speed 2 suggested a downgrade of services to Stoke-on-Trent based on £7.7 billion of cuts to existing inner-city services to cities such as Stoke, Leicester and Wakefield. Will the Secretary of State confirm that that is no longer the plan? The Department for Transport document published today speaks of working to retain

“broadly comparable services to today”,

but my constituents are not interested in the expenditure of billions of pounds just for similar services. Will he confirm that the Government are committed to running classic-compatible trains via the Handsacre junction, with equal regularity and faster speeds, so that Stoke-on-Trent maintains its vital connectivity?

Finally, with Crewe rather than Stoke benefiting from this massive investment, plans for a northern gateway partnership between Stoke-on-Trent and east Cheshire become even more important. In the previous Parliament, the city of Portsmouth had a dedicated Minister for regeneration. I am not saying that we necessarily want the right hon. Member for West Suffolk (Matthew Hancock), but it is right that we should have the same support to co-ordinate cross-departmental strategy in the region. High-speed train lines work for the country when they focus on growing the economies of regional and second-tier cities as much as major metropolises. In Britain, Stoke-on-Trent will be the litmus test for the success of such a strategy, and we will be watching it closely.

First, there has been a positive case made and a good dialogue between Stoke-on-Trent and Sir David Higgins about the way HS2 will serve the whole region. I was a member of Staffordshire County Council for seven years so I know Stoke-on-Trent incredibly well, and I fully accept the importance of the high-speed train link, which I think will come to the whole region. The hon. Gentleman talks as if Crewe is 100 miles from Stoke-on-Trent, but it is literally just up the road and on the other side of the M6, given where the station may well go. I very much look forward to the advantages of it serving not only Crewe but Stoke-on-Trent too.

The hon. Gentleman asks about classic-compatible trains, which are not dissimilar to those serving Kent. Handsacre junction is important in serving not only Stoke-on-Trent but Macclesfield and Stafford, so they will benefit sooner from faster services. I fully accept his point that nobody wants a diminution of services to Stoke-on-Trent, or to anywhere else for that matter. One reason for this huge investment is to have more services and more freight options. The west coast main line is one of the busiest lines anywhere in Europe, so it is right we focus on how to have the relief and extra capacity it needs. I am more than willing to continue conversations with Stoke-on-Trent about the best way for the whole region to move forward.

Despite the documents published today, in the past week alone we have seen the ombudsman find HS2 guilty of a maladministration over communications, the Standing Orders (Private Bills) Committee (Commons) describe its supply of information as an absolute shambles and a freedom of information request from the Chesham Society reveal a massive inaccuracy in basic track assessments in my constituency. What confidence can we have that today’s announcement of a speeded up timetable for phase 2a of HS2 will not lead to an increased catalogue of mismanagement, mistakes and more misery for people along the route?

The truth is that anything I say about HS2, as far as my right hon. Friend is concerned, will not be met with any kind of favour whatever. She has made her opposition perfectly clear. I believe HS2 is absolutely essential for the long-term economic interests of the United Kingdom, particularly our northern cities, and that is why it is right to go ahead. I do not dismiss those people directly affected and who, as a result, have trouble with a major infrastructure project taking place, but I am aware of no major infrastructure project that has received universal support at the time of its construction. That support is usually found afterwards. In fact, plans for the very first railway line to be built between Birmingham and London were defeated in the House of Commons because the canals were considered to be perfectly adequate.

I congratulate my hon. Friend the Member for Stoke-on-Trent Central (Tristram Hunt) on securing the urgent question. He has campaigned constantly to secure benefits from HS2 for his constituency, and I echo his statements on the importance of Handsacre junction and the existing network.

Labour supports HS2, and we want to make sure that sections of the route can be delivered ahead of schedule, including to Crewe, especially after Ministers’ delays have left the Bill running 18 months late. However, the paper published today raises new questions, alongside some belated answers. Will the Secretary of State explain why Manchester Airport station has still not been fully confirmed? Does he agree that it would be a body blow for the northern powerhouse if Manchester airport was not served by HS2? Why will HS2’s exact route and station locations, including in the east midlands, not be finalised until late 2016? To put it another way, why will it have taken the Government over six years to confirm their plans for high-speed rail in the midlands and the north?

The Government previously said that they would consider accelerating construction of the Leeds to Sheffield part of the eastern leg. Is that still on the table, and what consideration, if any, has been given to accelerating the west midlands to east midlands section of phase 2?

On cost, an increase was announced in the comprehensive spending review from £50.1 billion to £55.7 billion. Will the Secretary of State confirm that this increase is simply a result of recasting HS2 from 2011 prices to 2015 prices, or are there other components to the cost rise?

Finally, Labour amended HS2’s planning legislation to ensure that cost increases or underspends are reported. The Secretary of State’s Department had said that the first such report was due in autumn 2015. Why has that report now been delayed? When will we see it? Does he agree that the Government must keep the costs of this vital project under constant scrutiny?

I shall answer the hon. Lady’s last question first: I have published the documents today. She pointed out that HS2’s cost has risen to £55.7 billion, which, she is absolutely right, is the costing at 2015 prices, whereas the other costing was at 2011 prices. That is the reason for the increase. During this spending review, HS2 will equate to 0.14% of GDP, so it is not over-burdensome on the Government’s overall spending.

The hon. Lady asked about the other stations. I am pleased that there now seems to be a consensus, which was lacking until fairly recently, on where the east midlands station should go. I hope to say more about that next year, but points raised in the consultation have thrown up issues that need to be addressed, which is why I have said today that I hope to confirm the rest of the route for the east side by late 2016. Manchester Airport station comes under the qualification I just made about the consultation, but these issues are discussed in the document I have published today.

The hon. Lady also said that the Bill was 18 months late. The people serving on the Bill are doing an exceptionally good job, and I do not regard it as 18 months late; I regard it as on time, according to the timetable set out by the former Secretary of State under the last Labour Government, who published their plans only nine months before the general election.

Does my right hon. Friend agree that the most important thing about HS2 is not improved journey times per se, but creating the capacity we need on the west coast, where the conventional line will be full to capacity by 2024? Will he please tell the House whether phases 1 and 2 are still on time and confirm that his announcement about Crewe means that it will be built six years prior to the original deadline?

I thought your birthday present, Mr Speaker, was your granting this urgent question, to give me an opportunity to speak at the Dispatch Box today.

My right hon. Friend is absolutely right that one of the key reasons for the whole HS2 project is not just to have faster journeys but to increase capacity. We have seen a huge increase in the number of people using our railways over the last 20 years—from 750 million to 1.6 billion—and we are seeing continuing growth in our railways, not just in passenger numbers, but in freight. I am pleased to say, therefore, that the project is on time. It is a huge project, and I understand that some people will be disrupted by it, but it is in the long-term economic interests of the UK.

The Chancellor’s announcement that high-speed rail will reach Crewe six years earlier than planned is to be welcomed, as it should lead to reduced journey times between Scotland and London, but the UK Government now have an opportunity also to accelerate planning to extend high-speed rail to Scotland. Will the Secretary of State reaffirm their aspiration for a three-hour journey time between the central belt in Scotland and London and turn this aspiration into a firm commitment?

I thank the hon. Gentleman for welcoming my statement. It is true that phase 2a will give Scotland even quicker journeys to London sooner than was originally planned. The journey time between London and Glasgow will be three hours and 42 minutes, when phase 2a opens, which is an improvement. The full Y-network will deliver London to Glasgow journey times of three hours and 38 minutes and London to Edinburgh journey times of three hours and 39 minutes. Overall, HS2 will bring huge benefits to the Scottish economy. The UK and the Scottish Governments are working closely together to consider options to reduce journey times further, and HS2 is doing further work on that. I hope to make a statement on the next steps in the new year.

Handsacre 2, which has been mentioned a number of times, is in my constituency, and I am afraid that, once again, my constituents are faced with some anguish as they have already faced phase 1, and phase 2a starts in my constituency as well. I ask my right hon. Friend two specific questions. Will he give an indication of the timetable for the publication of the proposed route, so that my constituents can look at it and come up with suggestions, and when does he think the Committee stage and the petitions might begin? Is the Handsacre junction—the one that connects with the west coast main line, which also goes through my constituency—really necessary now, given that the connection to Crewe will happen six years earlier than planned?

The plans that I have announced and the maps that have been published today will enable my hon. Friend and his constituents to examine exactly where the proposed route will go. That was part of the announcement made in a written ministerial answer this morning. I appreciate that there will be disruption in certain parts of his constituency, but he will know from his experience with phase 1 that beneficial changes can be made if a case is argued and the engineering is possible, as indeed has happened in and around Lichfield.

I welcome the announcement that the benefits of High Speed 2 will come to the north sooner than previously planned. However, I emphasise a point made by my hon. Friend the Member for Stoke-on-Trent Central (Tristram Hunt) that Stoke-on-Trent and indeed other areas not directly on the line should benefit through improved connectivity, and it is very important to arrange things so that that indeed happens. Is the 37% cut to the Secretary of State’s departmental budget announced last week compatible with delivering this important project on time?

The hon. Lady, through her work as Chairman of the Transport Committee, has always been supportive of the overall objective of greater train capacity, and she has made the case for a more direct service to Liverpool, which is part of what I will be considering when I address the full route towards the end of next year. I have to say that my hon. Friend the Member for Crewe and Nantwich (Edward Timpson), who has joined me on the Front Bench, has also made the case as to why he believes that the announcement I have made today is the right decision. However, it is not just my decision. It is based on the overall structure reports produced by Sir David Higgins, the chairman of HS2. It is important how this feeds in to the rest of the question about national infrastructure, on which we have asked the National Infrastructure Commission to advise us, as far as the future of HS3 or indeed Crossrail 2 is concerned.

The hon. Lady asked whether this will be deliverable within the departmental spending changes announced last week, and the answer is yes.

What are the forecast revenues and losses on the Crewe to west midland section when it opens in the first couple of years, and what are the consequentials on revenue and subsidies on the existing railway?

We believe that the benefit-cost ratios for the lines that I have announced today are positive and will bring a return for the country. I say to my right hon. Friend that it is not all about BCRs. If only BCRs had been taken into account, the Jubilee line would never have been built, Canary Wharf would never have been opened, and the Limehouse link tunnel, which had a BCR of 0.4 or 0.7, would never have been built, yet they have made huge differences. Infrastructure is sometimes expensive, but we should judge the BCRs not on the next 30 years, but on the next 100 years.

Given that, unlike Network Rail, HS2 Ltd is not devolved to any part of the United Kingdom, will the Secretary of State explain why the statement of funding policy for the devolved institutions, which was published along with last week’s comprehensive spending review, provides for a 100% Barnett consequential from HS2 to Scotland and Northern Ireland, and one of 0% to Wales?

The Secretary of State is well aware of my views about HS2. Two weeks ago, when the Under-Secretary of State for Transport, my hon. Friend the Member for Scarborough and Whitby (Mr Goodwill)—who is responsible for HS2 phase 2—visited my constituency, I explained to him, and showed him, the devastating effect that the current route would have on the village of Measham. It will remove the major employer at the southern end of the constituency, halt a new housing development, and require the building of a new piece of the A42, which will cause huge disruption. When will we have a definite route for phase 2, and when will my constituents receive the compensation that they deserve?

My opposition to HS2 will not come as a surprise to anyone. It will blight the lives of thousands of residents of Hampstead and Kilburn. Will the Secretary of State make clear whether what he has announced about the line to Crewe will affect the line of route into Euston station, the rest of Camden, and the vent shafts in Brent?

I note today that Leeds City Council has been successful in lobbying for the “T” station in the centre of the city, and also that the concerns expressed by my constituents in Woodlesford and—as my right hon. Friend knows, by me—have led to options being at least considered in regard to the route to Leeds. I hope that they will include the tunnel idea. May I urge my right hon. Friend to put pressure on HS2 Ltd to publish the route as soon as possible, in order to avoid circumstances such as those experienced by one of my constituents, who tried to remortgage his house last week and found that the mortgage company had given it a £0 rating?

I am incredibly sympathetic towards cases of that kind, and my Ministers and I are always willing to look into individual cases. This is a huge project. As I have said, I regret not being able to say more and confirm the rest of the route at this point, but that is still being studied, and all the options suggested by Members are being examined. Once we have announced the route, there will come a time for legislative changes to be made in the House of Commons. I am afraid, however, that part of the difficulty with planning long-term infrastructure projects is caused by the fact that they are long term, and they do take a long time.

I echo everything that was said by my hon. Friend the Member for Stoke-on-Trent Central (Tristram Hunt). The Secretary of State will also know—happy birthday to him, by the way—that, while Crewe may look as though it were next door to Stoke-on-Trent on a map, it takes a good hour for my constituents to drive there. I know that, because I have done it many a time. If they travel by train, once they have got into Stoke, the Crewe-Derby line is appalling, as the Secretary of State will know very well. I think that he needs to look carefully at the line, and bring that work forward by six years.

All these points need to be considered, but I think it essential for Stoke-on-Trent to benefit from HS2, along with the whole area of north Staffordshire and the southern part of Cheshire. It is a very important area, and we need to ensure that it has the necessary connectivity. Any other issues of connectivity that can be dealt with during the planning process should also be considered.

I entirely endorse the comments of the hon. Member for Stoke-on-Trent Central (Tristram Hunt). It is vital for Stoke-on-Trent—and, indeed, Stafford—to have that connectivity. I welcome the Secretary of State’s comments about a generous compensation scheme; it needs to be both generous and swift. May I ask him, however, whether there will be opportunities to look again at the alignment, or at least the elevation, of the route through my constituency, given that every single point that we have made has been disregarded?

What I have announced today is a line extension of 37 miles between Fradley in the west midlands and Crewe. Of those 37 miles, 1.1 miles consist of three tunnels, and there will also be 4 miles of viaduct. Of course I am always willing to listen to representations from my hon. Friend and others who wish to make them, and once the Bill has been published, people will be able to petition as well.

I very much welcome the fact that there is now a common agreement between the east midlands councils as to where the site will be. On my hon. I have constituents who live just outside the catchment area for compensation, but he has said that he intends to extend that area. Can he give me some good news on that now?

The announcements that I have made today will make no difference to the route that is already before the House or to the scheme being investigated by the Committee that is dealing with the route from London to the west midlands. However, we have improved the compensation arrangements for the whole of the route.

As my right hon. Friend will be aware, a number of my constituents and businesses in Long Eaton will be bitterly disappointed that, as of today, they still do not know what the route will be. Will he use his influence with HS2 Ltd to bring forward early compensation, so that those people can move on with their lives?

My hon. Friend should be pleased to note that the new consensus in the east midlands has removed from her constituents in the Breaston area the possibility of a station being located there. I will obviously listen carefully to what she says, however. We have the exceptional hardship payments for certain cases, and I am always willing to look at any individual cases.

I endorse the comments made by my neighbours, my hon. Friends the Members for Stoke-on-Trent Central (Tristram Hunt) and for Stoke-on-Trent South (Robert Flello) and the hon. Member for Stafford (Jeremy Lefroy). I share their dismay that we are not going to have a station at Stoke-on-Trent. Having said that, I welcome the announcement on Handsacre. Will the Secretary of State give me details of the timing of the consultation and of a final decision on Handsacre?

The provisions on Handsacre are partly covered by the Bill that is before the House, which is being studied by the special Committee that is looking into the first part of the route. On the hon. Lady’s other point, I refer her to what I said to the hon. Member for Stoke-on-Trent Central (Tristram Hunt), which is that I am keen to see Stoke-on-Trent and Stafford benefiting from the new train services. As I said earlier, capacity is one of the most important reasons for this project.

The statement is as follows.

HS2 and the northern powerhouse

Good strategic transport links are central to the success of our country. This Government, more than any before, committed to making sure we have the infrastructure we need to deliver economic growth and rebalance the country’s economy, not just in the immediate future, but for the long term.

I am therefore making announcements today on how transport is continuing to deliver the northern powerhouse through HS2 and the northern transport strategy.



HS2

HS2 is a key part of the future of our country’s railways. Last week’s spending review announcement confirmed the Government’s commitment to the scheme. This is a big step forward for HS2 and the creation of a northern powerhouse. This gives funding certainty to HS2. It also gives more certainty to the towns and cities that would be served by HS2 that they can plan for its arrival, and to the private sector that there will be future investment opportunities.

HS2 will not be a separate, standalone railway. It will be the new backbone of our national rail network, with HS2 services running from London and Birmingham to cities in the north of England including Manchester, Leeds, Liverpool, Newcastle and on to Scotland. It will not only deliver significant journey time savings, but also much needed additional capacity and increased connectivity. Private sector companies will be able to bid to run HS2 services, and will also be able to use this capacity to offer a wider range of services.

We are making good progress with HS2 phase 1, from London to Birmingham. The hybrid Bill for this part of the railway is proceeding through Parliament and we are aiming to achieve Royal Assent by the end of 2016, so that construction can begin in 2017.

In his reports, “HS2 Plus” (March 2014) and “Rebalancing Britain” (October 2014), Sir David Higgins recommended that we seek to build the section of the route to Crewe more quickly to deliver further benefits to the North sooner. We agree that we should realise the benefits of HS2 as soon as possible. I am therefore announcing today my decision on the section of the route from Fradley in the West Midlands to Crewe, now referred to as “phase 2a”. We intend to accelerate phase 2a so that it opens six years earlier than planned, in 2027. This will bring more capacity and faster HS2 services to the north west of England, including Crewe, Liverpool, Manchester and Scotland much sooner than originally planned. Our plans will help to support growth and deliver jobs more quickly.

Powers to build this section of the route will be sought through a separate hybrid Bill which I intend to introduce to Parliament in 2017. HS2 Ltd has now procured professional services consultants (PSCs), for the purposes of supporting the hybrid Bill development.

In the light of my decision on the HS2 route from the West Midlands to Crewe, I am also today issuing safeguarding directions for that part of the route, having considered responses to the November 2014 consultation on this. The directions will ensure that new developments in this corridor do not affect the ability to build or operate phase 2a or lead to excessive additional costs. Safeguarding also triggers the statutory blight regime. Qualifying owner occupiers whose property is within the safeguarded zone will have the right to ask the Government to buy their property by serving a blight notice. We are committed to assisting people affected by HS2. All those living within the safeguarding zone will receive a letter informing them about potential entitlements. I am also today launching a consultation on a wider package of assistance measures for owner occupiers, which go well beyond what we are required to do by law, for those living along this section of the route, as we have already done for phase 1.

We set out our initial preferred route for phase 2 of HS2 in January 2013 and later that year conducted a public consultation exercise seeking the public’s views on the route. Today, we have published the independent analysis by Ipsos MORI of all the responses to the 2013 phase 2 route consultation. My route decision on Phase 2a takes account of the consultation responses regarding that section of the route; and the Command Paper also responds to the cross-cutting issues raised.

We continue to progress plans for the rest of the HS2 Phase Two route. I welcome the way local authorities, most recently those in Leeds, the Northern Gateway Partnership and the East Midlands, have come together to support HS2 plans in their areas. Further work is needed on the remainder of the Phase Two route before a decision can be taken. I intend to make a decision in autumn 2016, but today I can update the House on my thinking as follows:

Leeds: We have now received Sir David Higgins’ report on Leeds station, which is also published today. It recommends an integrated design for the HS2 station, while maintaining a southerly route into the city. I am minded to agree with Sir David’s proposal.

South Yorkshire: Sheffield Meadowhall was the Government’s preferred station location in the phase 2 route consultation. The evidence continues to suggest that this is likely to be the best way of serving the wider South Yorkshire region and we are working with the National Infrastructure Commission and Transport for the North on the possible interfaces with northern powerhouse rail. However, we acknowledge there are arguments in favour of a city centre location and continue to examine relevant analysis.

East Midlands: Sir David Higgins has confirmed that HS2 Ltd recommends a hub station should be located at Toton. Toton is also supported by the East Midlands local authorities who are united behind this proposed location. The Government therefore continues to support Toton as the best location for an East Midlands hub. Last week the Chancellor announced growth funding to allow the area to start its planning for HS2. Part of this will be released this year, and the remainder would be released when a decision is made.

Manchester: Manchester Piccadilly continues to look like the right location for HS2’s Manchester terminus. To maximise its potential to support economic growth in the region, it will be important to ensure effective co-ordination with the development of northern powerhouse rail to transform east-west links across the north of England. We are continuing our work through Transport for the North, and with the National Infrastructure Commission, to explore synergies and integration between the schemes, in order to develop the right rail infrastructure that delivers growth across the whole of the north of England.

We also remain of the view that a Manchester Airport station is likely to be the right option, subject to agreeing an appropriate third party funding contribution to the costs.

In 2014, Sir David Higgins recommended that HS2 serve a north-west hub station at Crewe. While I am not taking decisions on Crewe hub today, I do support the vision for a Crewe hub. Work is ongoing. I intend to make further announcements in 2016, and any Crewe hub scheme will be subject to consultation. To support the work that the Northern Gateway Partnership is doing to develop growth and regeneration plans ahead of a decision I am releasing part of this funding this year.

I have asked HS2 Ltd to explore options for how we might best serve Stoke and Macclesfield, including through classic compatible trains via Handsacre Junction. Handsacre Junction is part of phase 1 and will allow HS2 trains to serve Stafford.

Scotland will benefit from reduced journey times as soon as phase 1 opens, 3 hours 56 minutes from London to Glasgow, compared with a typical journey time of 4 hours 31 minutes at present. Accelerating delivery of phase 2a between the West Midlands and Crewe will further reduce the journey time from London to Glasgow to 3 hours 43 minutes. The full “Y” network will provide faster services from London to both Glasgow, 3 hours 38 minutes and Edinburgh, 3 hours 39 minutes. The UK Government and the Scottish Government are working closely together to consider options to further reduce journey times. We hope to make a statement on the next steps in the new year.

I have not taken any decision on the remainder of the phase 2 route. We will respond in full to consultation responses relating to the rest of the phase 2 route when a route decision is taken in 2016.

The cost of HS2 has not changed since the spending review 2013. The spending review 2015 confirmed an overall budget of £55.7 billion in 2015 prices. This is consistent with the £50.1billion, in 2011 prices, set in 2013, but has been uprated to take account of inflation.

Transport for the North and the Northern Transport Strategy

Today, jointly with Transport for the North, we are publishing a progress report on the northern transport strategy, which includes updates on our progress across the full range of the strategy, including international connectivity, freight, smart and integrated ticketing, strategic roads and northern powerhouse rail. The fast, frequent, reliable and comfortable rail service we plan will underpin the northern powerhouse economy. Copies of the report “The Northern Transport Strategy: Autumn Report” have been placed in the Libraries of both Houses and can be found on the Department’s website at: https://www.gov.uk/government/organisations/ department-for-transport

The Government have also taken steps to support the development of Transport for the North as an organisation that represents the whole of the north of England and can speak to Government with one voice on the region’s transport priorities.

Last week’s spending review committed £50 million of funding over this Parliament to help Transport for the North drive forward plans to transform the north’s transport links and build a single regional economy.

Today, I am delighted to announce, jointly with Transport for the North, the appointment of John Cridland as the new independent Chair of the Transport for the North Partnership Board. Together with his Chief Executive, David Brown, John Cridland will have the responsibility for delivering the northern transport strategy, working closely in partnership with Lord Adonis and the National Infrastructure Commission.

Following advice from the National Infrastructure Commission in March 2016, schemes such as northern powerhouse rail will have access to a brand new £300 million national transport development fund.

I wish to inform the House of the latest developments on rail investment and the recent publication of Sir Peter Hendy’s re-plan in resetting the rail upgrade programme, which can be found on the Network Rail website.

In June, I announced that important aspects of Network Rail’s investment programme were costing more and taking longer. I also announced the appointment of Sir Peter Hendy as the new chair of Network Rail, and asked him to develop proposals for how the rail upgrade programme could be put on a more realistic and sustainable footing.

Sir Peter Hendy has now provided me with his proposal for how to re-plan our rail upgrades, following his advice to un-pause works on TransPennine and Midland Main Line in September. I have accepted his recommendations, subject to a short period of consultation with relevant stakeholders. His report was published on 25 November as part of the spending review announcements. I placed a copy of his report in the Libraries of both Houses yesterday.

Firstly, I want to be absolutely clear that no infrastructure schemes have been cancelled. Flagship improvement works to build a Northern Powerhouse in the north and the midlands are under way, helping to rebalance our country’s economy by creating an engine for growth. Electrification of the TransPennine and Midland Main Line has already resumed and will completely transform the railways by improving city to city connectivity.

Radical schemes such as Crossrail, Thameslink and works on the Great Western will make journeys better, simpler, faster and more reliable throughout the south-east and south-west. Britain’s railways are truly on the road to recovery, despite years of underinvestment by successive Governments.

Sir Peter and I are both absolutely resolute in our drive to fix the problems in the planning process for rail enhancements. That is why I asked Dame Colette Bowe to look at lessons learned from the planning processes used for the 2014-19 enhancements programme, and to make recommendations for better investment planning in future. I published her report on 25 November, which I have laid as a Command Paper in the House and copies of the report have been placed in the Libraries of both Houses.

I have accepted all of Dame Colette Bowe’s recommendations. My Department, together with Network Rail and the Office of Rail and Road, are taking urgent steps to develop and implement a number of actions following her recommendations. These will ensure that an improved approach to planning and delivering rail infrastructure enhancements are put in place. I have placed a copy of my response to the Bowe report in the Libraries of both Houses and on my Department’s website.

Building the infrastructure our country needs is incredibly challenging. It depends on hard work and good design and thousands of people working night after night, sometimes in very difficult conditions. Over Christmas and new year alone, over 20,000 members of Network Rail will be working to deliver the railway upgrade plan. This is a £150 million investment, which will provide new station facilities, longer platforms, extra tracks, new junctions and thousands of pieces of new, more reliable equipment to make journeys better.

We must continue to invest. Our railways matter, not just helping people get around, but helping them get on. It is absolutely crucial that our infrastructure is delivered efficiently and continues to represent the best value for money.

Vehicle Emissions Testing Programme: Government Action

I wish to inform the House of the latest developments on vehicle emissions testing, following the revelations that Volkswagen Group had been fitting so-called defeat devices to some of its vehicles.

The Government take the unacceptable actions of Volkswagen extremely seriously. Our priority is to protect the public and I have taken a number of steps to investigate what went wrong and what we can do to stop it happening again.

I have been clear that I expect VW to do everything necessary to protect its UK customers, but it is right also that the Government carry out their own thorough and independent investigation to:

establish whether the use of defeat devices goes wider than the VW Group; and

gather much-needed evidence to restore public confidence, improve our understanding of the real-world emission performance of vehicles, and strengthen our ambition and influence in pushing the EU to move to a comprehensive real-world testing regime.

We have already taken a range of actions.

The UK testing body, the Vehicle Certification Agency, has secured assurance from all automotive manufacturers outside the VW Group for whom it has issued emissions type approvals that defeat devices have not been used. We will of course be testing this for ourselves. We have already retested VW Group vehicles for which the UK provided type approval. These initial tests provide valuable information, improving our ability to detect a defeat device and strengthening our understanding of the impact it has on vehicle emissions, including CO2 and NOx.

We have also begun a wider testing programme to understand the real-world emissions performance of a broader selection of vehicles in the UK. This is crucial to improve the accuracy of environmental assessments—used for both air quality management and infrastructure investment. This programme will test a representative selection of vehicles used on UK roads, including a sample of the newest and the UK’s top-selling vehicles.

I have secured agreement from my opposite number in Germany that our technical teams will work co-operatively together. This will enable us to reduce duplication and ensure a wide range of vehicles are tested. My officials will continue to look for further opportunities for collaboration with other European partners with a view to securing additional efficiencies.

This investigation is vital in restoring public confidence. We will look at vehicles from across all main brands sold in the UK—manufacturers will be treated equally. We must act urgently to remedy wrongdoing but we must also ensure that the results from this investigation are viewed fairly and in the context of the completed work. A report will be prepared at its conclusion and I will provide an update on progress by the end of the calendar year.

Alongside this, we have succeeded in reaching an agreement with the European Commission and member states that represents a real step change in the way in which testing is carried out—for the first time real-world testing will be part of the regulatory regime from 2017. This is an important milestone, but we will continue to press for EU-level action towards a comprehensive approach to emissions testing, to restore consumer confidence and deliver our wider air quality and climate objectives.

We have a major work programme under way and I will continue to inform the House of developments.
