This Government have been clear that sewage discharging into our rivers is completely unacceptable. In August 2022 this Government published the “Storm Overflows Discharge Reduction Plan”, with an accompanying impact assessment. It is a plan that sets stringent targets to protect people and the environment. This will require water companies to deliver the largest infrastructure programme in water company history, totalling an estimated £56 billion.

Today we are announcing plans to enshrine the plan further in law. Through the Environment Act 2021, we will legislate for a clear target on storm overflow reduction in line with our plan. A clear, credible, costed and legally binding target will add to our transparent and determined approach to solve this issue, while keeping consumer bills low. This will also be backed by existing separate interim targets for bathing waters and our most precious habitats. This will build on the direction we placed on water companies to introduce monitoring in 2013, which will reach 100% by the end of this year. We will also deliver our commitment to further reform penalties to make them easier to apply, including proposing an unlimited penalty. We have also demanded that water companies provide action plans on every storm overflow by the summer.

I beg to move an amendment, to leave out from

“an impact assessment of sewage discharges;”

to the end of the Question.

The public are rightly disgusted by the excessive sewage discharges from storm overflows, and so am I, my colleagues on the Government Benches and hon. Members across the House. So are this Government. That is why we have taken more action than any other Government on the issue.

We created our storm overflow discharge plan, with an impact assessment showing that it will require the largest ever investment by the water industry, up to £56 billion. Last month we set out our new comprehensive, integrated plan for water. That will deliver a clean and plentiful supply of water for people, businesses and nature, building on the significant investments and progress already made in cleaning up our waters since 2010.

Nearly three in four beaches are rated excellent for bathing, which is up from just half in 2010, when Labour left power. We have taken on the micro and single-use plastics that are a plague for marine life; we are supporting the super-sewer in London, which is taking over 10 years to construct; and there is consistent action, right across the country, on cleaning up our waters. That is why we are seeing much-loved species, such as seahorses, otters and seals, returning to our rivers and seas.

By requiring water companies to start monitoring, we unveiled the scourge of sewage. It was a Conservative Minister, Richard Benyon, who ordered that. By the end of this year, not by 2030, all combined sewer overflows will have monitors. Informed by monitoring, we are now in the situation where the water companies are under active criminal and civil investigation by the Environment Agency and by Ofwat, which is the largest investigation ever. That is why I move the amendment in my name and that of the Prime Minister, because this Government have already taken action.

With regard to this motion, we already have a target for a reduction in sewage discharges, which we will put into law; we have already consulted to remove caps on financial penalties; and we have already undertaken an assessment of sewage discharges. However, unlike the Opposition, we have a credible, costed plan to stop the scourge of sewage.

Today we have already heard a barrage of blame and finger pointing, but we have not heard a credible, costed plan to tackle the issue. I am used to the personal attacks, the diatribes and the cheap shots, but I can tell hon. Members that Labour’s plan is not cheap. My parents lived in Frodsham for some time, so I am very conscious of the River Weaver, and I grew up in Liverpool, so I am very conscious of the River Mersey, which has got cleaner and cleaner over time thanks to ongoing continued investment.

Frankly, we should be having a grown-up debate about the issue. A lot of the plan set out by the shadow Secretary of State is pointless because it is already being done. We were talking about food, and I guess the hon. Gentleman has taken up growing magic mushrooms: the Opposition did not publish the data, they were not monitoring it, they kept people in the dark and they fed them BS for all the time they were in government.

Is my right hon. Friend slightly surprised by the tone that has been struck by the Opposition? Does she agree that they need to show a bit more humility, because if they were serious about these proposals being their official party policy, would we not expect to see some evidence of that being implemented in a part of the country where they are in power—namely, Wales—where there are no targets and no credible plan for tackling the issue?

My right hon. Friend is absolutely right. The shadow Secretary of State is ambitious to take my job in the future, but I am confident that the Conservatives will win the next election, partly because we are used to cleaning up this sort of rubbish when Labour leaves office.

I gently say to the shadow Secretary of State that Ofwat is a non-ministerial department and the Welsh Government provide a strategic policy statement to Ofwat for matters in Wales. It is a devolved matter. The hon. Gentleman is dragging the Welsh Government into the debate today, but he should be aware that in 2022 Wales had, on average, 38 spills per outflow, whereas in England it was down to 22 spills. Tackling the issue is not straightforward, but Wales is not doing well. I am not going to blame the Welsh Government out loud, but I am conscious that they would be better following us and having a credible, costed plan, instead of looking away from Westminster.

The complacency that the Secretary of State is displaying is frankly shocking. Not one English river is classed as being in a healthy condition, none meet good chemical standards and few meet good ecological standards. The Conservatives have been in power for 13 years. That is a record of failure. In addition, dividends now average £1.6 billion a year, which is money going out of the system altogether. Why will she not accept that privatisation has been a complete failure, put water back into public hands and make sure the investment goes where it is needed?

The hon. Lady should be aware that during the last decade we put in place legislation that made it tougher to meet ecological status. That includes taking on the monitoring of certain chemicals, which is not done by the Welsh or Scottish Governments. That is why we will continue to work on this issue in a specific way. We are leaning into the issue.

I genuinely wish that Labour had started to sort out the issues when in office. I am not saying that the Labour Government did completely nothing, but they were certainly not clear with the public about what was going on. In 2010, we knew there was no money left after Labour’s damage to the public purse. Indeed, the former Labour Chief Secretary to the Treasury was honest enough to tell us that in his own writing. What we did not know was quite how much mess was left behind for a Conservative Government to clean up yet again, which is what we set about doing.

My right hon. and learned Friend is absolutely right. We are talking about sources of financing. Do the hon. Member for Brighton, Pavilion (Caroline Lucas) and Opposition Members want to see fewer hospitals and schools being built, or less going towards all the other ways in which we are spending taxpayers’ money?

I listened to what the hon. Member for Oldham West and Royton (Jim McMahon) had to say, but under the last Labour Government the pumping of raw sewage into our waterways was unregulated, unmonitored and completely unrestricted. Since 2010, this Government have increased the monitoring of outflows, which will be at almost 100% next year. They have imposed £150 million in punitive fines on water companies. They have sponsored investment of more than £56 billion, over decades, into the water network. They are the first Government to tackle the issue for many decades. Does the Secretary of State agree that the Labour spokesman was talking poo?

I think that is a polite way of describing what we heard.

Sewage overflows are not new. They are the result of Victorian plumbing infrastructure combining waste water and surface water pipes, and they were designed to act as a safety valve so that the impact of heavy rainfall would not lead to sewage backing up into people’s homes. That was more than 100 years ago; since privatisation, we have seen much-needed investment into our leaking water network. More than 30% of pipes, if not close to 40%, have been replaced in that time.

It was in Labour’s time in government, back in 2003, that the EU took the Government to court in relation to sewage discharges from overflows. In 2009, it was a Labour Government who introduced operator self-monitoring, allowing water companies to mark their own homework. After the minimal progress under Labour, it was a Conservative Minister who recognised the problem and recognised that we needed an objective means of measuring discharges. That is why water companies were instructed in 2013 to monitor when and for how long their storm overflows operated. That data is published online; thanks to our Environment Act, it will now need to be provided in near-real time. As I have said, all storm overflows will be monitored by the end of this year.

It is the monitoring and opening up of information that has exposed the scale of the issue. It is why we have already had successful criminal prosecutions, it is why we have an unprecedented criminal investigation under way right now, and frankly it is why we are seeing a Labour party that is desperate to make up for its failures in office.

Would my right hon. Friend be kind enough to clarify to the House that in most cases, and certainly in my constituency, storm overflows are over 95% rainwater? Certainly, at no point is raw sewage being dumped on our beautiful beaches.

I agree. Facts are our friends in these matters, and it is important that we continue to ensure that our constituents are well informed.

I agree with the shadow Secretary of State that there is a massive difference between a press release and a plan. We have already set out our plans and are delivering them: the environmental improvement plan; our integrated plan for water, which is tackling all forms of water pollution from transport and metal mines to forever chemicals and farming; and our storm overflow reduction plan, which I am pleased to announce today that we are planning to enshrine further in law. Through the Environment Act 2021, we will legislate for a clear target on storm overflow reduction in line with our plan. That clear, credible and costed legally binding target will add to our transparent and determined approach to solving the issue, while being careful with consumer bills.

The Secretary of State will know, having grown up in Liverpool, how beautiful the coastal constituency of Wirral West is. The Rivers Trust found that a sewer storm overflow in Caldy spilled 75 times in 2022, for a total of more than 1,700 hours, discharging directly into the Dee estuary. It is a very beautiful part of the world, where people go to enjoy the beach, let their children play, enjoy water sports and so forth. It is also very important environmentally—

I share with the hon. Lady a love for that part of the north-west. I grew up there, and I used to cycle down to the River Mersey regularly on the Otterspool prom. I was not quite so much a visitor to the other side, apart from when I was visiting family elsewhere.

It is thanks to the openness of this Government in getting the monitoring done and publishing it that the scale of the scourge of sewage has been unveiled. The hon. Lady should welcome that. She should also welcome the active plans that we have been undertaking, with investment, so that even more action will be under way to reduce that sewage, if not eliminate it.

The constituency that I have the privilege of representing has the River Itchen and the River Hamble. Last week I met Southern Water, which now has an investment plan, purely because of the 91% of monitoring that this Government have put in place. Would that infrastructural investment have been able to go ahead if just 7% of our rivers were being monitored?

Quite clearly, the answer is no. There would not have been the scrutiny that there is today, nor would there have been the investigations that are already under way. The Hamble is a very precious sailing river that goes out into the Solent, so it is important that people can have confidence. That is why our plan has investment behind it so that we can continue to ensure that our waters are cleaner than ever before.

No, I will try to make a bit of progress.

After the many press releases, it is good finally to see a little bit of detail about what the Labour party would do about sewage, but to some extent it is already being done. Frankly, today feels like another gimmick, if not a sham, from the Labour party.

I understand that the shadow Secretary of State’s Bill, which has been hastily prepared—I believe it was published last night—is pulling Wales into this. We have already somewhat covered that issue, but based on his logic, I am not surprised that he is embarrassed about the Welsh record. Of the longest sewage discharges in Britain in 2022, the top two were in Wales. Three of the top five constituencies for hours of sewage discharged were in Wales, according to Top of the Poops. In 2022, the average number of spills per outflow in England was 23; in Wales it was 38. As I say, I am not seeking to blame the Welsh Government, but—speaking candidly—facts are our friends. Instead of fudge and obfuscation, we will keep going with our credible plans, because we are determined to clean up our waters.

Does the Secretary of State agree with Law Wales, which states that

“Senedd Cymru generally has legislative competence in relation to all aspects of water quality, water resources and water industry”?

Contrary to what the shadow Secretary of State said, this is the responsibility of the Welsh Government.

My hon. Friend is absolutely right, as is the person he quoted. This is a matter that is dealt with by the Welsh Government, who issue the same strategic policy statement to Ofwat that my Department delivers. Indeed, a price review is under way right now.

When my right hon. Friend introduced legislation, it was clearly aimed at England, but did she give the Welsh Government the option of extending those tighter restrictions to Wales to ensure a tighter and more uniform structure across both nations?

Understandably, the Environment Act principally addresses England. It is important that we respect devolution to the Welsh Government, who have it in their power to act and who do different things. I do not think they shy away from the fact that this is a difficult challenge. I commend them on the many beautiful beaches in Wales, which I have visited many times, including in my right hon. Friend’s constituency and in that of my right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb). However, this is not straightforward and there is no overnight fix. Credible plans are needed, so this Government are right to be making progress.

East Devon residents are rightly disgusted by sewage in our waters, and so am I; I am glad that the Secretary of State agrees. I live by the sea in Sidmouth, and I have repeatedly called on South West Water to clean up its act and our water. It has been fined millions thanks to this Government, and it should never reward failure for bonuses. Does my right hon. Friend agree that if it does not clean up its act, it must face the full force of the law, including unlimited penalties?

I absolutely agree. We exercised the necessary foresight in drawing up the legislation that became the Environment Act. We listened to the regulators, because we wanted to understand what was happening. Ofwat asked us to give it powers that would allow it to link dividend payments to performance, including environmental performance, and that is being done. We have completed the consultation, and we now need to review it, but we intend to ensure that the Environment Agency can impose unlimited penalties, which I think will be welcomed by my hon. Friend’s bill payers.

I have been listening intently to what the Secretary of State has had to say, and I admire her confidence, but that confidence is not shared by my constituents and many other members of the public when it comes to the condition of our rivers. May I invite her to come to my constituency and look at the River Avon? Perhaps she will don a cozzie, do a Gummer, and get in the water and see just how terrible it is.

I think I will be in Stratford-on-Avon in a few weeks, and I may well be able to find time to visit the hon. Gentleman. I have a lot of rivers, and of course the sea, in my own constituency, Suffolk Coastal, which stretches from the River Orwell in the south to the Hundred river in the very north, with many rivers in between. I am very conscious of the importance of this issue to our constituents, and I am proud of the fact that beaches in Felixstowe have had excellent bathing water status pretty much since the qualification arose. I am also aware that the Denes beach in Southwold lost that status, which is why, as a local Member of Parliament, I intervened, along with Anglian Water, to clean up the treatment works in Southwold. I am delighted to say that the beach is now back to a three-star rating. There is a case for ensuring that we have targeted activity, but overall, what I expect as Secretary of State is to receive the plans for every storm overflow that I have requested from the water companies by June.

My father is a civil and structural engineer and I have engaged with him regularly on the subject of sewage pollution, but I think that one of his more familial aphorisms is particularly important: “To fix a problem, you have to know about it.” Does my right hon. Friend agree that the fact that we now have the 90-odd per cent. knowledge of what is going on that allows us to prioritise plans is one of the Government’s key achievements?

My hon. Friend is wise in her years, and she is absolutely right. It is a case of trying to ensure that we have the necessary information. I repeat that the process of getting the information out there began a decade ago, and the Environment Act allows us to ensure that near-real-time information is available as well.

I listened closely to the speech from the shadow Secretary of State, which I have to say was pretty poor—and given that I have listened to quite a few Labour speeches in my time, that takes some beating. Can the Secretary of State shed any light on why a Labour party that hates privatised utilities would allow the self-monitoring of water quality unless it was intended to hide a problem?

What can I say? When the right hon. and learned Member for Holborn and St Pancras (Keir Starmer) ran for the leadership of the Labour party, he suggested that there should be common ownership, which I would describe as nationalisation. We are seeing yet another flip-flop from the Labour party when its members realise that it is one thing to get into power and another thing actually being in it.

We need to continue with what we are trying to do to cut sewage discharges. We have heard about the target of 90% by 2030, and it is a headline-catching figure, but there has been no credible, costed plan in any previous media scrutiny or, indeed, today. That is why I suggest that the hon. Member for Oldham West and Royton is detached from reality and trying to pull a fast one with the public.

Our storm overflows discharge reduction plan outlines the largest infrastructure programme in water company history, and will deliver the toughest ever crackdown on sewage spills, transforming our Victorian sewerage infrastructure. The plan sets targets that will be underpinned by legally binding changes to company permits, designed to front-load action in particularly important areas such as bathing waters. To ensure that these ambitious targets are realised, I have also asked the water industry to produce a detailed action plan for every single storm overflow in England by June.

A critical element in the development of these targets and our plan was an assessment of technical deliverability and cost, which is why the Government published a full impact assessment and an additional report on the costs of eliminating discharges from storm overflows. If the shadow Secretary of State wants to deliver a 90% reduction by 2030, it would have been helpful for him to inform the House how he plans to practically deliver £56 billion worth of capital projects in the next seven years, let alone separate enough combined pipes to go almost two and a half times around the earth in those seven years, or indeed build the equivalent of 40,000 Olympic-size swimming pools of additional storage capacity. What will the Labour party’s proposals really mean for customers’ bills? Even the hon. Gentleman is not naive enough to think that there is a magic money tree to pay for this.

The Secretary of State has just mentioned the important issue of water companies producing plans. Can she reassure me, and all the people of the south-west and south Devon in particular, that those plans will have to be enforced, and that we will be keeping a very close eye on their implementation?

I can indeed give my hon. Friend that assurance. We will continue to ensure that the licence fees and the costs of permits cover inspections, and we will consider further what additional funding changes might be needed for that purpose.

Perhaps Labour intended to introduce a sewage tax or something similar, as proposed by the Liberal Democrats, although it would take such a tax some 500 years to fund the level of investment required. That is, dare I say, another classic Liberal Democrat policy—all soundbite but detached from reality. Meanwhile, we have an ambitious, credible and realistic plan.

As for mandatory sewage outlet monitoring, the Government are already doing that; 91% is already in place, and the rest will be completed by the end of the year. The Environment Agency will also ensure that water companies carry out monitoring in line with their permit conditions. The monitoring requirements introduced by the Government have been instrumental in enabling the regulators to undertake the largest criminal and civil investigations of sewage discharges in water company history, covering more than 2,200 treatment works. Through powers in our landmark Environment Act, we are also making it a legal requirement for the near real time data on discharges to be available to the public, and the consultation on those regulations is live now. We are going even further by placing a duty directly on water companies to monitor the water quality impact upstream and downstream of all their assets—not just storm overflows but wastewater treatment works as well.

This is not just the responsibility of the water companies, because it is not just water assets that discharge into our rivers. Within a short section of the River Tame in Greater Manchester there are three water assets, but there are also Johnson brook and Wilson brook. Johnson brook regularly discharges raw sewage into the Tame because of a misconnected sewer somewhere along the reaches of that brook, and Wilson brook regularly discharges chemicals into the Tame because of industrial processes. The Environment Agency’s actions are appalling. What more is the Secretary of State doing—

The hon. Gentleman has raised a very specific constituency matter. I am sure that if he were to write to me or to the Water Minister, my hon. Friend the Member for Taunton Deane (Rebecca Pow), we could follow it up.

I am conscious that a great many Members have applied to speak today, but I want to make a few more points clear. I have been advised by my officials that issuing automatic penalties could actually limit subsequent liability for more serious enforcement action and higher penalties when an investigation found that an incident was more severe than was initially thought. When a pollution incident occurs, the severity of the incident and the degree of culpability need to be properly investigated. It is through such proper investigation that the Environment Agency can determine the most appropriate response, including criminal prosecution for the most serious incidents.

I am sure that the policy is well intentioned, but it strongly risks making enforcement weaker and potentially letting the most serious polluters off the hook. Water companies must be liable for any illegal activity: polluters must pay. That is why, since 2015, the Environment Agency has carried out more than 50 prosecutions, securing court fines of over £140 million, including the record-breaking fine of £90 million handed to Southern Water. Again, we are going further to ensure that water companies face substantial penalties, which are easier to deploy than going through the courts. We are consulting on reforms to the civil penalties that the Environment Agency can issue to make the process quicker and easier. As I have said, the Government’s preferred option is to remove the cap on penalties entirely, which would pave the way for unlimited penalties for water companies that break the rules.

There is a great deal more that I could have said, but we listened to the hon. Member for Oldham West and Royton for more than half an hour, and it is important for other Members to be able to contribute to the debate.

It is the role of Ofwat to scrutinise proposals from the water companies to make sure that customers get good value for money. We will try to carry out other activities such as trying to reduce the cost of these new projects overall, but I also want to flag up that we will continue to ensure that we deliver our integrated plan for water. It is a blueprint for a truly national effort to meet the stretching targets that we set through the Environment Act 2021, and it includes actions to tackle every source of pollution, including sewage discharge and pollution from agriculture, plastics, road run-off, chemicals and pesticides. The plan is underpinned by significant investment. Its scale and deliverability, plus the detail of it, mean that it will go further and faster than anything we have ever done before, and it is certainly going further and faster than most developed nations have ever gone before.

In summary: Labour wants monitoring; we have already delivered it. Labour wants fines; we have delivered record fines. Labour wants larger penalties; we are making them unlimited. Labour says that it wants stronger sanctions, but it would in effect weaken them. Labour wants a plan; we have already published one. Ours is fully costed and credible. Labour says that its plans will not impact household bills, but it cannot say how much they will cost. It was a Labour Government who were taken to court by the European Union for allowing the discharge of sewage, and 13 years later in Wales, where Labour is actually in government, they are discharging sewage almost twice as often as in England. That is not a plan; it is an uncosted political game and a recipe for tripling the average water bill. Following a Department for Environment, Food and Rural Affairs-led multi-agency investigation last year, I commissioned a further review, which reported in January, regarding the issue that affected crustaceans. It ruled out some of the prevailing theories, including the role of pyridine, and the view of the independent expert panel was that finding something to which we can attribute the cause with certainty is unlikely. However, we have continued to monitor this. In Hartlepool this month there have been anecdotal reports of sudden drops in the number of prawns and Norway lobster. The scale is unknown, but the Centre for Environment Fisheries and Aquaculture Science has undertaken precautionary sampling and testing for disease and pathogens.

“The year is 2019 and our beaches have just received the Blue Flag meaning our beaches are some of the country’s best. Fast forward two years to beaches knee deep in dead, twitching crabs—a die off that was a never before seen phenomenon.”

Will the Minister tell Erin-Rose what the Government are going to do to ensure our dead sea is brought back to good health?

CEFAS has not received any reports of similar crab or crustacean mortality events since what happened in 2021, and a significant review—[Interruption.] A significant review has been undertaken already. I really do not think it is in the best interests to continue to challenge expert scientists who have undertaken that review and ruled out the theory that the hon. Gentleman has been pushing for some time now.

I sat with fishers a few weeks ago, alongside my hon. Friends the Members for Stockton North (Alex Cunningham) and for Middlesbrough (Andy McDonald), to hear about the impact that the Teesside crustacean die-off has had on the livelihoods of local fishers. Let me tell the Secretary of State what they said:

“We’re finished. There’s nothing left to catch.”

“No-one listens. We’re just fishermen!”

“We’re not asking for a handout. We’re asking for a roadmap to get back on track.”

“Levelling up? They’ve levelled Teesside down”.

Working people—the grafters of this country and the foundation of our food security—are being ignored. It is wrong that public figures, instead of stepping up like true public servants, are acting like Houchen’s henchmen and pound-shop goons, closing down debate and legitimate challenge. Well, it will not work—this is not going away. Will the Secretary of State take a different course and meet Stan Rennie and the North East Fishing Collective with me to finally get to the bottom of this and give them the answers they deserve?

The hon. Gentleman has just, with his words, done that, and I am really concerned about that. This issue is very important. That is why we undertook a further independent review. The chief scientific adviser of DEFRA brought in more people.

The shadow Secretary of State talks about the people who are affected, and I understand that. The impact is such that the fishermen are having to go out to about 9 miles compared with the normal 2 to 3 miles. The inshore fisheries and conservation authority has reported to the Department that there is no particular change in the levels in that area. I am conscious that that may not be the impact for those individuals there. I have met other MPs in the area, and there are funding opportunities available, which might be for reinvestment in equipment to help them go further afield more regularly.

I am pleased to say that today, alongside the launch of our net zero strategy, we are launching the nature markets framework. We need a healthy and thriving natural environment to meet our net zero goals and build our resilience to climate change. The announcement today on the investment we are seeking, alongside the £4 million we will use to boost that private finance, sends a signal that the opportunities for investing in our farmland, forestry, peatlands and marine areas are great and can offer long-term rewards for both people and nature.

We are very proud that the Canal & River Trust has its headquarters in Ellesmere Port, but like everyone else it has been struggling with increasing costs relating to covid and energy. It is waiting for an answer from the Government about what will happen with its grant funding, so will the Secretary of State give us a date by which a decision will be made and guarantee there will be no cuts to its grant funding?

T2.   Earlier this week, the Secretary of State said that she likes information and facts, so here are a few statistics for her: the Dogs Trust alone has cared for 250,000 illegally imported puppies. If sold, those puppies would have netted £3 million for criminals. More than 40,000 people have written to the Government asking them to fulfil their manifesto commitment and pass the Animal Welfare (Kept Animals) Bill. Will she tell me how many more days they will have to wait for an answer?

My first rescue dog was from the Dogs Trust, which is a very important charity. On animal welfare, the hon. Lady will be aware of our good record, including Bills that have been going through this place. Business managers are aware of the manifesto commitments that we want to fulfil, and they are in charge of scheduling Government business. T3. Wakefield suffers from the second and third most polluted rivers in England. I was really concerned by reports this week that the Environment Agency still does not have a full-time team dealing with this crisis. It is clear that the Government are all talk. This is not a part-time issue, so when will the Government finally give this crisis the dedicated attention that it desperately needs?

The hon. Gentleman is right to be concerned about the quality of rivers. The Environment Agency is funded through its licensing in order to do the necessary inspections. The Government increased the amount of money available to the Environment Agency to undertake criminal investigations. He should be aware that there is a live criminal investigation right now into water companies and what is happening to sewage.

I was appalled to read in this week’s Farmers Weekly that food labelled as British has actually come from South America or even Africa, and that meat not fit for human consumption has been going into the food chain. The Food Standards Agency’s report makes it clear that it has been misled and hoodwinked by these operators. Is there a case to bring the FSA within DEFRA rather than the Department of Health and Social Care, where it is now?

As my right hon. Friend the Minister for Food, Farming and Fisheries said, the investigation is under way. It is true that the Food Standards Agency is a non-ministerial Department and is accountable to the Department for Health and Social Care, but as my right hon. Friend said, there is active engagement. The machinery of government change that Select Committee Chair proposes is of interest, and I will consider it with the Prime Minister.

I would like to add that in my comments to the Select Committee the other day, I said that I do not read editorials in some of the magazines. I really enjoyed the article in this week’s Farmers Guardian about Angus herd fuel efficiency gains of 41p per kilo, and in Farmers Weekly about the trials of replacing insecticides, a Scottish pilot that was very interesting indeed.

T5. When my constituents do their food shopping they are faced with price increases of between 10% and 15%, or even more, compared with last year. But farmers in my consistency are certainly not getting paid 10% or 15% more for their produce—they are lucky to even get paid the same as last year. If the farmers who produce the food are getting ripped off, and the customers who eat the food are getting ripped off, who is doing the ripping off? What are the Government going to do to stop it?

I assure my hon. Friend that I see my role as Secretary of State as ensuring that we have productive trade agreements, which include exports as well as potential imports. It is important, and it has been a key part of our negotiations, that we not only protect our sanitary and phytosanitary and animal welfare standards but ensure that any impact on the domestic market is sufficient that British farmers continue to grow, and rear, their brilliant British food and livestock.

I know the Government and the Minister, in particular, take a deep interest in fisheries issues, specifically about spurdog fishing; I asked the Minister a question about that some time ago. Will the Minister confirm that the total allowable catch for spurdog will be announced? That will create a significant boost for all local fisheries, especially those in Northern Ireland.

Today the Office for Environmental Protection (OEP) is publishing a report, the post-implementation review of environmental law. This report highlights that over 40 post-implementation reviews of regulations required by statute have either not been undertaken or have not been published.

We are committed to delivering high standards for environmental protection and meeting the legal duties in this area. After prioritising resources to deliver a successful EU exit and supporting the country’s response during the pandemic, we recognise that we have not yet met all our obligations to deliver post-implementation reviews to time. My Department acknowledges this is unacceptable and is working to continually improve our mechanisms for capturing and delivering these requirements.

Steps are under way to address the post-implementation review backlog by the end of next year and prevent any further significant backlog occurring, including undertaking a Department-wide review, devising action plans with clear timescales for completion, accompanied by regular monitoring and reporting to the permanent secretary.

We will respond formally to the OEP report and will share our response with the lead Select Committees in each House.

I am announcing my intention to designate the first Highly Protected Marine Areas (HPMAs) - North East of Fames Deep, Allonby Bay and Dolphin Head. These will contribute to the Government’s vision under our UK Marine Strategy for

‘clean, healthy, safe, productive, and biologically diverse ocean and seas’.

They will increase the scope and protection of protected areas at sea and will allow sites to fully recover, increasing resilience to climate change. This forms part of our commitment to deliver 30by30 under the Global Biodiversity Framework.

Between 6 July and 28 September 2022 my Department led a public consultation on five candidate HPMAs. The sites included two inshore: Allonby Bay (located in the Irish Sea) and Lindisfarne (Northern North Sea). The other three were offshore: North East of Fames Deep (Northern North Sea), Inner Silver Pit South (Southern North Sea) and Dolphin Head (Eastern Channel).

Over 900 responses to the consultation were received, and after carefully considering these and further evidence, including economic impacts, I will proceed with designating North East of Fames Deep as set out in the consultation. For Allonby Bay and Dolphin Head, I will designate modified areas.

I will not designate Lindisfarne, owing to the impacts on the local community raised during the consultation, nor Inner Silver Pit South, owing to the high costs to fishers identified during the impact analysis.

The revised Allonby Bay HPMA boundary allows for an area of recreational angling, including access for disabled anglers, and for other activities to continue due to its importance to the community and takes account of the needs of Maryport Harbour and the Port of Silloth while still delivering important biodiversity benefits. The revised boundary for Dolphin Head is to improve compliance and enforcement. The new boundary still provides high ecological benefits, whilst straightening the western most point of the site boundary.

These HPMAs will be designated as “Marine Conservation Zones” under the Marine and Coastal Access Act 2009 by 6 July 2023.

I have asked officials to explore additional sites for consideration this year.

The United Kingdom has a highly resilient food supply chain, as demonstrated throughout the covid-19 response, and is well equipped to deal with situations with the potential to cause disruption.

In the last few days, we have seen Asda, Morrisons, Aldi and Tesco apply item limits to a small number of fruits and vegetables in response to issues with supply from Spain and north Africa caused predominantly by seasonal weather hampering production and harvest during December and January. The nature of horticulture and the effect on production of short-term events such as weather can create some volatility, and any growing forecast is subject to short-term alterations. We know that Ireland and other parts of Europe are facing very similar supply issues.

Industry has the capability, levers and expertise to respond to disruption and, where necessary, my Department will further support and enable that. I wish to reiterate that UK food security remains resilient, and we continue to expect industry to be able to mitigate supply problems through alternative sourcing options.

In 2021, we imported over £1.5 billion-worth of fruits and vegetables from Spain and £340 million-worth from Morocco. We consistently import over 30,000 tonnes of fresh tomatoes every month of the year. Through the winter months, the majority of imports are from Morocco and Spain, but in the summer months, as more production comes online, we also import from the Netherlands. In 2021, our home production accounted for around 17% of tomatoes.

We are working closely with industry bodies across the horticulture sectors to better understand the impacts. Officials have already met retailers, and there will be further meetings to understand their plans to mitigate current pressures. The Minister for Food, Farming and Fisheries will be convening a roundtable of retailers to explore with them their contractual models, their plans for a return to normal supplies, and contingencies for dealing with these supply chain problems.

We know that farmers and growers around the world have been facing significant pressures caused by the invasion of Ukraine and the historic outbreak of avian influenza in Europe. We also recognise the impact of rising food prices as a result of global shocks including the spike in oil and gas prices, exacerbated by the conflict in Ukraine. That is why the Government have taken steps to offer support with energy costs. We cut tariffs to reduce feed costs, we improved avian influenza compensation schemes, and we have taken a range of measures on fertilisers. Indeed, UK growers were able to access the energy bill relief scheme.

The Department for Environment, Food and Rural Affairs will continue to keep the market under review through the UK agriculture market monitoring group and other engagement forums.

Thank you, Mr Speaker, for granting this urgent question. You will have seen coverage of this issue all over the front pages of the papers and all over the TV, because there is genuine public concern about the availability of food. Given her responsibility for our food security—let us bear in mind that food security is national security—this is mission critical for the Secretary of State. Frankly, I found her response to be completely detached from the reality being faced on the ground, whether in our supermarkets or by our farmers.

There is this idea that, somehow, the issue is all down to external forces. Of course, we understand the impact of covid and the spike coming out of that, we understand the impact of Brexit, we understand the impact of Ukraine and we understand the impact of energy prices. We understand all that. The question is, what is in the Government’s control? What levers do they have to make the situation better today? They did not have to make changes to direct payments that undercut farmers. They did not have to agree to international trade deals that undersell UK farmers. They could have made sure that farmers and food producers had access to the energy-intensive support scheme, but they decided not to do that. They could have made sure that the labour quotas were sufficient to ensure that food was not rotting in the fields. All those levers were available to the Government.

When I met Lancashire farmers who had fallen victim to avian flu and were struggling to find ways of recovering and rebuilding their businesses, they told me that there was not a single DEFRA scheme to help them restart. There are 1 billion fewer eggs on our shelves this year than there were before the pandemic. On pancake day earlier this week, people could not buy eggs to make their pancakes.

This is the result of the Government’s indifference and dithering. If they do not understand that food security is national security, and that we need to end sticking-plaster politics and have a long-term plan, there is no hope for the nation.

I think I set out pretty clearly what is going on right now. [Hon. Members: “Nothing is going on!”] It sounds to me as if the shadow Secretary of State has abandoned the agricultural transition plan, which conflicts with what the Leader of the Opposition said the other day. That is interesting: we are seeing a Labour split already, within 48 hours. I am slightly surprised that the hon. Gentleman is trying to play politics with such a serious situation.

The House should bear in mind some of the support that has been provided, such as the changes that we made to the avian influenza compensation scheme. It is true that the number of hens fell by about 4 million last year, but there are still between 36 million and 38 million laying hens in this country. It is important that we continue to have that discussion.

The retailers have had a pretty reliable supply chain, but what has happened in southern Spain and Morocco is unusual, which is why we need a resilient farming industry and a resilient supply chain. [Interruption.] I hear someone mention greenhouses. We are seeing the industry evolve, but I am not aware that any greenhouse owner benefits from any basic payment scheme. The energy bill relief scheme continues to be available to various parts of the sector, although I am aware that that will not necessarily be the case from April onwards, and that there may be a significant reduction.

I think the hon. Gentleman needs to be careful when it comes to the question of ensuring that we retain confidence in the food supply chain. Supermarkets have decided to stop a lot of the buying so that everyone still has access to enough fruit and vegetables. I am led to believe by my officials, following discussions with the industry and with retailers, that this situation will last for another two to four weeks. We must try to ensure that there are alternative sourcing options, which is why the Department has had those discussions with retailers, and there will be further discussions led by Ministers so that we can try to get over this and to avoid similar situations in the future. Even if we cannot control the weather, we can and must try to ensure that the supply is not frustrated in quite the way it has been owing to these unusual weather incidents.

One of the joys of being the Secretary of State for this Department is having the environment and agriculture in the same portfolio, which leads us to take a sensible, careful, long-term approach to considering the factors that can help both our farming sector and the environment. We took that approach when designing the environmental land management schemes, and we are now on a careful journey as we move people away from a very rigid element of what was the basic payment scheme under the common agricultural policy, when more than half the subsidy went to just 10% of the farmers in this country. [Interruption.]

The hon. Member for Cambridge (Daniel Zeichner) wanted to go back into the European Union, I believe. That decision was made by all the EU countries, so he clearly does not know his history or know anything about the CAP. What he should be doing—unlike the shadow Secretary of State, who now seems to be undermining the environmental land management schemes—is recognising some of the initiatives we have been funding, the various grants we have provided, and the way in which we have tackled, for instance, tariffs on imports. It is by adopting approaches of that sort that we can help our farming industry.

Importantly, the retailers are working to provide alternative sourcing so that those restrictions on consumer consumption will not be in place for much longer.

The Secretary of State’s response shows that she and her Government refuse to take any responsibility for their own shortcomings. Farmers across the UK have been warning of the risk of food shortages for some time as a result of rising costs and Brexit trade barriers. Why did the Government not heed those warnings? Who would have thought that, in 2023, the UK would be facing the problem of food shortages which, despite what we have been told, is uniquely affecting the UK? We are the only European country with empty supermarket shelves. The reality is that food shortages are due to low food production, which is in serious decline under this Government’s watch.

In addition, the supermarket sector has been “hurt horribly” by Brexit, according to the chief executive of Sainsbury’s. The chair of Save British Food has accused the Government of “absolute negligence”, of not caring about food production and of shattering food security. In all honesty, is the Secretary of State not embarrassed and ashamed that, under her and her Government’s watch, the UK is poorer, has less food, and has a declining agricultural sector and higher food costs because of Brexit failure and the empty rhetoric of taking back control?

I do not recognise a lot of what the hon. Lady said about food production. It might be true in Scotland, but that is a devolved matter—she might want to take a look. [Interruption.] The hon. Lady does not seem to take any ownership of what the SNP Government are doing in relation to farming policies. As we set out in the Government’s food strategy last year and in our manifesto, we want to maintain, if not increase, our domestic food security, which is what I said to the NFU yesterday. However, as she will know, there are a number of products that we cannot grow in this country and we also have a season. One of the main differences between our supermarkets and those in Europe is that our supermarkets often have a fixed price contract. In other countries, there is often a trend towards variable price contracts. We recognise that and will be going into that in detail with the supermarkets.

As I have said, there has been unusual weather in Morocco and south Spain, which has led to a temporary restriction—[Interruption.] The hon. Member for North Ayrshire and Arran (Patricia Gibson) continues to chunter from a sedentary position. As I have said, it is for her and her Government in Scotland to decide what they are doing about food production. This Conservative Government back our farmers. We want them to grow food—that is the main purpose of farmers—and to make a good living out of it, and we will continue to support them in that. The £2.4 billion a year will go towards a combination of basic payments and the initiatives to make sure that we have a resilient, sustainable and profitable food industry for many generations to come.

Does my right hon. Friend agree that the supermarkets are still importing far too much produce for us and that we should be eating more seasonally and supporting our own British farmers. If we were to move to a seasonal way of eating, many of these problems would be avoided. Great food products are available from local farmers at this time. May I take the opportunity to thank the Ministers from the Department for Environment, Food and Rural Affairs for joining me yesterday at the Taste of Exmoor event where we met some of those farmers vital to our food supply.

As ever, my hon. Friend shows that she is a great champion for her constituents by bringing the Taste of Exmoor to Parliament. I do not know whether you had the opportunity to attend that event, Mr Speaker. I am afraid that I did not, because I was returning from the NFU conference. It is important to make sure that we cherish our specialisms in this country. Many people would be eating turnips right now rather than thinking necessarily about lettuce, tomatoes and similar. However, I am conscious that consumers want a year-round choice, and that is what our supermarkets, food producers and growers around the world try to satisfy.

I always knew that the Conservatives were a bunch of bean counters, but this is off the scale—our supermarkets have had to impose a form of food rationing, while the chief bean counter comes to the Dispatch Box and says, “Crisis? What crisis?” Does the Secretary of State agree with the president of the National Farmers’ Union, Minette Batters, who has accused the Government of a “dereliction of duty” for failing to ensure that we have a fit-for-purpose post-Brexit set of border checks on agricultural imports? That was not what we were promised before the Brexit vote?

I think the hon. Gentleman should withdraw the words and phrases he used, because I did not use those words at the Dispatch Box. We recognise this particular issue, right now, which is why the Department is already in discussion with retailers, and why the Minister will meet retailers. This incident is driven by aspects of the supply chain, and the primary source for goods right now is an area that was affected by very unusual weather before and after Christmas. To have snow, and the amount of heat that was there, and adverse weather, is pretty unusual and something that the supply chain has to try to manage. Right now supermarkets have chosen a particular way. That is why we will continue to meet them, and I am hoping that this will be a temporary issue. This volatility is unwelcome, but I am conscious that our supply chain is resilient and that we will continue to invest in our farmers for generations to come.

The Secretary of State is absolutely right in pointing to the factors that she has in answering this urgent question. May I push her a little further on the question of energy, and urge her to work more closely with the Secretary of State for Energy Security and Net Zero to see whether we can reclassify what is energy intensive industry within our support schemes? Agriculture and horticulture are incredibly energy intensive, yet they have not had the same support as some manufacturing sectors. That could revolutionise British farming and keep businesses afloat.

I am conscious of what my hon. Friend says. Industrial glasshouses in particular are an emerging industry, not a long-established one, and my right hon. Friend the Secretary of State will always be looking to consider who should be eligible. We will continue to make the case for why we think this is an important sector. I am conscious that there is a significant scaling back, recognising other issues, such as the wholesale price of gas which has fallen, and we expect to see a reduction in energy prices coming through.

Free school meals is a policy for the Department for Education. I am conscious that due to the Barnett formula, the Administrations of Northern Ireland, Scotland and Wales get a lot more funding per head. I do not anticipate that will change, but those Administrations have the freedom to make policies that are relevant to their local demographics. We want more people to be in good profitable work so that they do not need to rely on free school meals, and that is the intention of the Government going forward.

Does my right hon. Friend agree that retailers have taken the right strategy to avoid panic buying? As we know from a couple of years ago, any perceived or real shortage leads to panic buying—we recall the situation with toilet rolls a couple of years ago. Fruit and vegetables are perishable and have a short shelf life, and panic buying would not only exacerbate the shortage but would lead to a lot of food waste.

The hon. Gentleman is knowledgeable in this area, and consumers must be able to buy the products they want to buy. Supermarkets normally have a very resilient supply chain, but we have a particular issue right now, which I believe they are trying to fix, and some supermarkets are taking that approach to ensure that every customer can access those products. It is important to reflect on the fact that sometimes words are said—before Christmas a particular industry person talked about a shortage of free-range turkeys; consumers heard, they moved their things, and we ended up with a glut and prices fell. People need to be careful when we are talking about the resilience of the food supply chain—we have that confidence. I know this is temporary—I believe it to be temporary—and I am confident it will be fixed within the next two to four weeks.

The Secretary of State will have heard the leader of the Labour party announce at the NFU conference this week that he wants 50% of all public food procurement to be locally and sustainably sourced, as France has done for a long time. DEFRA had a consultation on public sector food procurement that closed on 4 September, nearly six months ago. I have not heard any Minister mention it since. Is the consultation still live? When will we have a response? This will be hugely influential in supporting food sovereignty in this country.

We set out our commitment to British food in our food strategy and our manifesto. It is a welcome compliment that the Leader of the Opposition is following a Conservative Government policy. We will act on the response to the consultation, and the hon. Member for Bristol East (Kerry McCarthy) will be aware that we need careful consideration across Government of how to take certain policies forward. We also need to be mindful of things like World Trade Organisation rules, but I will continue to champion British produce and local procurement. The public sector can make those choices now if it wishes; it does not need Government clearance.

It is very important that consumers have that choice, but we are also committed to trying to reduce the amount of food waste. It is a shame for any food to be wasted. We are also concerned about the carbon emissions that arise from food waste, and we are trying to reduce them on our pathway to net zero.

It is 2023, and there are crops rotting in the fields because there are not enough people to pick them, there are kids going hungry in all our communities and now we have rationing in our supermarkets, and it is not because people are stockpiling and panic buying salad, although a lettuce lasted longer than the last Prime Minister. I want the Secretary of State to have more grip, control and leadership on this issue. Her responses so far have been complacent. Unless she wants to go down as the Secretary of State for sewage, food shortages and rural poverty, what is her plan to properly address the food shortages we face? This is a serious issue for families across the country.

This is a serious issue, but I am afraid the hon. Gentleman’s question shows his lack of knowledge and his bandwagon jumping. He suggests that there is nobody picking vegetables in our fields, but that is not the case right now. We have a supply chain that brings in food from around the world. I would love to hear about the farms in his constituency that are short of people to pick tomatoes or lettuces. It is probably as rare as—[Hon. Members: “As what?”] I was about to say that it is as rare as his wanting us to be successful. [Interruption.] What is the best way to put it? It is as rare as gold at the end of a rainbow. Perhaps he believes in fairy tales. He certainly does not know how the food supply system works. He jumps on a bandwagon, and he must be embarrassed. I hope his constituents reflect on the fact that he knows nothing about how their daily lives are affected by this.

I know the Secretary of State to be a decent, good-hearted woman, but I say to her that this is a national emergency. Lower-income children and families in my constituency are struggling to afford basic food such as eggs and milk—all the basics a family have to have. This urgent question is about food shortages and I have set out pretty clearly to the House what has happened in the supply chain, what the Department is doing about it, what the sectors are doing about it and my expectation that this will be a two to four-week element.

The hon. Gentleman talks more broadly about food prices. This country has for a long time enjoyed the competitiveness provided by the supermarkets, but I am conscious of the fact that that has also had impacts on some of the contracts that have been signed by farmers; a lot of them have involved fixed prices. However, it is important that we continue to support our domestic food production, which this Government clearly do. It is important that we continue to try to support people with the cost of living, which this Government are absolutely doing. It is important, as the Prime Minister set out in our top priorities, to be halving inflation. We are taking short, immediate approaches as well as longer-term approaches, such as getting energy security. Those are the ways not only to get sustainable inflation, but to act on the food strategy we set out last year. We will continue to make sure that farmers produce in this country and that there is no reason why people do not have food on their dinner plate every night.

Declining self-sufficiency over the past 30 years has left the UK increasingly exposed to shocks to global supply chains. Brexit trade barriers hinder attempts at sourcing alternative supplies and the Government’s own food security report identified that climate change is likely to have a significant impact on production in the countries from which we import a lot of our fruit and veg at present. What are the Government going to do to support and incentivise greater domestic production to avoid a repeat of these shortages?

The UK Government have already set out their approach. We also have a strong trade agreement with the EU. I am very conscious that some of this is connected to a particular shortage of supplies that come into most of our supermarkets, in a part of Morocco and southern Spain. I am also aware that the hon. Gentleman represents a Welsh constituency and this is a devolved matter, so he might want to ask the Labour Government in Wales what they are doing to provide support.

The Secretary of State was booed this week by farmers at the NFU conference for talking down to them and claiming that she knew better about the cause of food shortages. She is telling us today that this is an EU-wide problem, but we can see that there are not the same shortages EU-wide, including in other European net food importers. Does she think that adverse weather really only affects the sunny uplands of Brexit Britain? Does she not see that her continuing to be wedded to the failure of Brexit is one reason why we are seeing less food, a poorer country overall and higher food costs?

No, that is not the situation. [Interruption.] The hon. Member for Paisley and Renfrewshire North (Gavin Newlands) could have been in the Chamber earlier if he wanted to ask a question. What we have particularly now is an issue that has affected a supply chain of certain products and the supermarkets are acting. It is happening in other European countries, although not in all of them. As I have explained to the House on more than one occasion, sometimes, the contracts are different, which is why my right hon. Friend the Minister for Food, Farming and Fisheries is convening a meeting with the retailers directly. We have already been doing that as a Department and we will continue to do so.

As I said to the NFU yesterday, farmers are here to feed the country. That is why we support them and will continue to support them in a number of different ways. We are going through a transition away from a financial support system of direct payments, the basic payment, where more than half the money was going to just 10% of farmers because it was based on how much land people had. That is part of the journey we are on, but there are still significant amounts of basic payments going in. That is why we still want, as our manifesto set out and as I said to the NFU yesterday, to at least maintain the amount of domestic food production, if not increase it. We will continue to try to support that, to ensure that our farmers are there for generations to come.

I thank the Secretary of State for her answers and for trying to be constructive in those answers, as always. Having heard examples of shoppers turned away from shops for trying to purchase vegetables for their family of seven—I was told that story just yesterday—it is clear that steps must be taken to secure our produce. Can she outline the steps being taken to ensure that paperwork for importation is a smooth system, allowing new suppliers to be found and easily facilitated at this time of shortage and need?

I am conscious that, as the hon. Gentleman will be aware, we are still working on issues involving the Northern Ireland protocol in terms of exchanges between parts of the UK. It is important to recognise that suppliers are proactively working with supermarkets—that is what we have been told. We have been told there is an issue for potentially up to four weeks, and I am keen that the sector gets on with alternative sourcing options. Meanwhile, we will continue to encourage and boost food production. That has always been set out in our food strategy and our manifesto commitment, and I am determined we will try to deliver it.

My hon. Friend will know, regrettably, of the poor environmental performance of South West Water, with the second highest number of pollution incidents in the country. That is completely unacceptable for his constituents, and South West Water can, and must, do better. Meanwhile, it is subject to an ongoing criminal investigation led by the Environment Agency, which must be allowed to run its due course.

The Conservative party and Government have brought in the toughest ever crackdown on sewage spills. We are holding failing water companies to account, including the one-star rated South West Water, which was fined £13 million last year, and rightly so. Does my right hon. Friend agree that South West Water must clean up its act and our water?

My hon. Friend is absolutely right. South West Water continues to be a poor performing company, which is unacceptable. That is why I called in the worst performing water companies at the end of last year, including the chief executive of South West Water. Those companies must take urgent steps to significantly reduce their pollution incidents, and we will ensure that they continue to be held to account. That is why I have asked water companies to provide individual reduction plans for each of the combined sewer overflows.

Sewage discharged into the River Otter flows through east Devon and my neighbouring constituency. The Government have adopted a Liberal Democrat amendment to the UK Infrastructure Bank Bill, which will make water companies produce costed, time-limited plans to stop sewage discharges before they can borrow taxpayers’ money. Although I am pleased that the Secretary of State and her colleagues have adopted my amendment, I wonder why they did not think of it themselves.

I do not think it is the intention of the UK Infrastructure Bank to be investing in the water companies —that is not expected to be its purpose. The amendment—dare I say it?—was perfectly nice, and of course the Government were happy to recommend it. This is important. It has been an ongoing issue for some time, and Liberal Democrat people have been water Ministers as well. We need to face these issues, and the fact that stuff has not been tackled. I am pleased that this Conservative Government are getting a grip and making a much harder effort to ensure a reduction in sewage pollution incidents.

The Environment Secretary first said that it was not a priority to meet water bosses, and then she said that it was and that she really did care—or words to that effect. She then said that she would come forward with a plan and big fines, but there were no plans and no fines. She then said that there would be a plan, but that the water companies will do it, not the Government, and that there might be fines, but only if the water companies agree to that. We now discover that Ofwat has watered down the rules intended to hold water companies to account, actively removing any reference to the consideration of local communities and local economies. On a scale of one to 10, how does the Secretary of State rate her Government’s record on ending the Tory sewage scandal?

I have great confidence in the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Taunton Deane (Rebecca Pow), who continues to meet water companies, as do I. If the hon. Gentleman goes back and looks at the record of the Labour Government, he will see that they failed to deal with the urban waste water initiatives. The European Commission contacted them, took action against them, and took the Labour Government to court for failing to deal with sewage. That is what happened; that is the real history. When the Conservatives and the coalition Government came into power, we started working on leaks and making strategic policy statements, and we started the monitoring. None of that happened under a Labour Government. The hon. Gentleman can spew out as much rubbish as he wants, but the reality is that the Labour Government did nothing about it. This Conservative Government are fixing it, making it harder, and that is what we will continue to do.

Oh my God. I have confidence in the Under-Secretary of State for Environment, Food and Rural Affairs, the hon. Member for Taunton Deane (Rebecca Pow), who is doing a good job in very difficult circumstances to try to make progress, but I do not agree with the Environment Secretary passing the buck to a junior Minister, which is not on. Ultimately, those at the top take responsibility. It is high time the Secretary of State did just that.

I am proud of the Labour Government’s record. We had the cleanest water and the cleanest air since the industrial revolution. That is the Labour record, and it is a scandal that it was not built on further. The abuse of water does not stop there. Let us hear from the North East Fishing Collective, which had the door slammed on it on the scandal of crustacean die-offs on Teesside. It is concerned that livelihoods, jobs and generational pride have been impacted by the Government’s indifference:

“The entire fishing fleet in Hartlepool is finished. There’s no business left. They failed us when we begged them to listen, so now we will have to fight”.

I ask the Secretary of State, for the second time, to rate her Government’s performance on the water scandal that is polluting our country.

The hon. Gentleman should withdraw his earlier comments, because he has, perhaps unintentionally, misled the House. I hope he has the grace to withdraw.

Leading scientific advisers reviewed the crustacean die-offs, and it was published to the Environment, Food and Rural Affairs Committee and the House. We understand that a novel pathogen is the most likely explanation for what happened in the north-east. I continue to work with the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Taunton Deane, and I take this matter very seriously, but I am conscious that, unlike the Labour Government who in their responses to the European Commission denied that there was a problem and were successfully taken to court, this Government have continued to act and will continue to do so.

Farmers from across the country met in Birmingham this week—the right hon. Gentleman and I sat on the same table for dinner—at an unprecedented time, with pressures seemingly coming from every direction to create a perfect storm. Although there might have been differences about the scale of the impact, there was consensus that the Environment Secretary had a pretty bad day at the office. Some described it as a “slow-motion tractor crash” or “calamity Coffey.” Joking aside, it was an insult to the very foundation of our food security and hard-working British farmers.

Everyone has the right to have a bad day at the office —I have had a fair few myself—but we have a responsibility to reflect on it and to right the wrong. Will the Environment Secretary, not the Farming Minister, use this opportunity to apologise?

The 2021 commitment to tackle puppy smuggling via the Animal Welfare (Kept Animals) Bill was welcomed by a number of my constituents, but many of them are now concerned, because the secondary legislation being considered under the frozen Bill includes provisions to restrict the movement of heavily pregnant dogs, young puppies and dogs with cropped ears, and the level of puppy smuggling continues to rise. Can the Secretary of State provide assurances that the Government will continue to work towards ending this horrible practice and the movement of these poor animals across the border?

Yes, I can give the hon. Lady that assurance. It is our intention to deliver the manifesto commitments, and we are doing that in a number of different ways and have provided legislation to support a number of those commitments through private Members’ Bills. The Department for Environment, Food and Rural Affairs leads on food supply and we are working closely with the Cabinet Office to ensure that food supply is fully incorporated into emergency preparedness. The UK has a highly resilient food supply chain that is well equipped to deal with situations with a potential to cause disruption. Our high degree of food security is built on supply from diverse sources, strong domestic production and imports through stable trade routes. DEFRA has a collaborative relationship with industry, which allows us to effectively respond to disruption, should it occur.

With the Office for National Statistics highlighting a 16.8% increase in food prices in the year to January, the Government have built their food poverty infrastructure on dependency on voluntary donations and retail waste donations. However, due to demand, food banks in York are running out and are eking out their food supplies. For my part, I am holding a city-wide donation day so that those who can give do so and those who are in need receive. We call it York Together, as we support one another. What are the Government doing to ensure that no one goes without?

The hon. Lady is right to praise the initiative with her constituents in York. That is very welcome, and it is an element of what can be done locally. We have talked about aspects of food pricing, and there is no doubt that inflation is really tough at the moment, but I am conscious that we still have a situation in which, generally across Europe, we have one of the lowest proportions of incomes being spent on food. Supermarkets have been very competitive, and we may discuss some of that later. I encourage her to also support of the household support fund, which is intended to go to people who are particularly in need. However, we know that one of the best ways for people to boost their income is not only to get into work if they are not in work already, but to work more hours or get upskilled to get a higher income. The local welfare grant, which was given some time ago by central Government to local councils, is there for them to use as well.

In the Secretary of State’s first answer, she talked about domestic security and domestic growing, but it is being made clear across broadcast media this morning that the UK Government have refused to give support to greenhouse growers across the winter season, which has added to the shortages we are seeing and the restrictions in supermarkets. Why are the Government refusing to help those farmers, and to ensure that we have domestic food security and do not have these shortages across the supermarkets?

The hon. Gentleman raises an important point. At this time of the year, we normally import about 90% to 95% of our food, because we cannot grow it in our soils, although I appreciate that there are industrial greenhouses that could grow some of these materials. We do know that energy prices have been going up, and the Government have been supporting businesses. It is when the change happens in April that I understand there may be an impact on greenhouses, which is why we will continue to work with the industry. However, we have always been a significant importer, particularly of things like tomatoes, recognising that farmers will choose to use the land in the way that they think is best to have a sustainable farming business in the UK.

I am aware that many Members will be concerned by the reports about the availability of various horticultural products right now. As my right hon. Friend the Minister for Food, Farming and Fisheries said earlier, DEFRA is working closely with the industry to understand the issues with that supply chain, in which there was a particular issue in Spain and north Africa before Christmas and shortly after. Officials are already working with food retailers, and I think the Minister will be meeting them very early next week specifically to talk through certain aspects for supermarkets.

I look forward to visiting my hon. Friend’s constituency on 17 March, where I will enjoy some of the racing. It is important that we have high standards of health and welfare for thoroughbreds. The Government are close to publishing our target operating model proposals, which will take a proportionate, risk-based and technically advanced approach to future sanitary and phytosanitary controls. We are still considering the approach specifically for live animals, particularly high-level equines, to understand how protecting biosecurity and minimising trade burdens can be carefully and safely managed.

Indoor air pollution is an increasing problem that poses health risks, but the Tories have no plan to tackle it. But do not worry, Mr Speaker, because help is on the way. Labour will have a standalone clean air Act in our very first King’s Speech. Before we get there, will the Secretary of State share what specific action she has taken to tackle indoor air pollution? What discussions has she had with other Departments, and what other actions will she bring forward in the coming months? In other words, where is the plan?

The clean air strategy of 2019 specifically identified indoor air pollution. Ongoing ventilation, and advice on that, is the standard approach. That is true of things such as scented candles and cleaning products. Although the chemicals are changing, a lot of the chief medical officer’s fairly recent report is already contained in the strategy. It is important that we tackle air pollution in all sorts of ways, but the best advice to improve indoor air quality is to keep windows open for five to 10 minutes a day to allow fresh air in. That will significantly help to reduce some of the impacts, and that is needed.

T2.   I thank Ministers for their continued support on coastal flooding, including the £10 million allocated to upgrade flood defences in Fylde, which is a low-lying, largely flat coastal peninsula, meaning that even inland areas remain vulnerable to flooding. The Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Taunton Deane (Rebecca Pow), visited Fylde and saw that for herself, but will she join me for a further visit to the affected areas, and commit to producing a long-term plan to relieve the issues?

T3. The hon. Member for Ogmore (Chris Elmore) mentioned the lack of Government support for greenhouse producers. Energy costs are having a great impact on farmers, but they are not included in the new business scheme coming into place at the end of March. Given that we are about to have an urgent question on food shortages, will the Government reconsider that decision?

The UK Government have already been helping households and businesses with the significant rises in energy costs. We are now starting to see a reduction in wholesale gas prices, and the Government are confident that that will start to feed through to electricity prices. We will remain focused on energy-intensive sectors that need ongoing support, but the scheme is much more restricted, and the hon. Lady will be aware of the reasons why.

T4.   Jarrow constituents face a rise in water bills from Northumbrian Water—a company owned by Cayman Islands-registered Hong Kong CK Hutchison Holdings. It underspent its budget for repairs by 48%, yet took profits of £2 billion a year, awarded millions to shareholders and pumped sewage into north-east waterways. Will the Secretary of State commit to fining water companies up to £250 million for dumping sewage?

Northumbrian Water is also the parent company of the water company that services my constituency. I am conscious that dividends were not paid out during covid, but the point stands that we need improved environmental performance from water companies. We are doing that, and it is why we have given Ofwat powers, which they have been consulted on, to link dividend payments to things such as environmental performance. I hope that Ofwat will come forward with final proposals shortly.

T5. Child hunger has a significant impact on a child’s ability to concentrate, as well as on their behaviour and attainment. Labour has set out that it will provide breakfasts for children in school, and where Labour is in power it is providing lunches as well. What discussions is the Secretary of State having with the Education Secretary to ensure that children do not go hungry?

This is similar to the question the hon. Lady raised earlier. The Department for Education has responsibility for free school meals, and many millions of children benefit from them in this country. I am conscious that we want to ensure that food is affordable. Food price inflation is very challenging right now, and that is why we have acted to help with aspects of food production. We continue to try to ensure that we get through this challenging time. That is why there is support through things such as the household support fund, as well as other opportunities, to make sure that no child needs to go hungry.

Friend the Member for Taunton Deane (Rebecca Pow) to Manor Farm in Chearsley last month, to see how farmer Rose Dale, the River Thame Conservation Trust and the Freshwater Habitats Trust have created new floodplain freshwater wetland habitats. Will she congratulate everyone involved in this hugely successful project? What steps are being taken to create further such wetlands?

T8. The Government’s 25-year environment plan aims to deliver cleaner water for our communities. However, recent statistics show that the River Calder and the River Aire, which run through the Wakefield district, are the second and third most polluted waterways in England. The Office for Environmental Protection, the Government’s own regulator, has said that progress has fallen far short. After 13 years in power, what steps is the Secretary of State taking to clean up the waterways for the people of Wakefield?

We are picking up after the inaction of the previous Labour Government—that takes time. That is why we will continue to do the work. I say to the hon. Gentleman that it is important that we work on a catchment-based approach, which is the approach that is being taken. It is important that we focus in on those rivers, which is why I am asking Natural England to make progress with assessments of sites of special scientific interest around the country, thinking particularly of rivers. It is important that we continue to work together with the people who have the rights and responsibilities of owning those waterways at a local level to make sure that the hon. Gentleman’s rivers are cleaner than ever before.

Polling commissioned by the Dogs Trust found that the biggest worry of almost a quarter of dog owners is the rising cost of dog food, causing deep concern and issues of abandonment. My hon. Friend the Member for Glasgow East (David Linden) raised at the previous DEFRA questions the campaign to remove VAT from pet food. What discussions has the Secretary of State had with the Treasury, and will the coming Budget introduce measures to reduce or remove VAT from dog food?

Pets are, of course, very precious to people and, after children, are often their No. 1 priority. It is important to try to make sure that people are generous. I make a plea to dog and cat food manufacturers to help their customers at this challenging time. The Budget will take place soon, but I want to manage expectations. I do not expect changes to VAT rates for specific products, but let us do what we can to make sure that our pets get fed.

Are you aware, Mr Speaker, that Shannon and Sheerman are going on a world tour shortly?

Many of us think that the tyres on our vehicles are made wholly of rubber, but research that I have come across recently shows that that is not true. There is rubber but there are also 72 chemicals, many of which have a link to cancer. That waste goes on our roads and flows into the gutters and into our streams and rivers and the sea. What are we going to do about this ghastly poison?

That is why we have increasingly high environmental standards, considering the different chemicals that are used in products every day. We have some challenges with the recycling of certain products, such as sofas and chairs. These are ongoing issues. I am not aware of the science that the hon. Gentleman has commissioned, but I am aware of how the Government have stepped up and supported companies such as Michelin with the circular economy. We made sure that it kept its factory here so that we could have retreading and remanufacturing. It is with that sort of approach—making sure that we really promote the circular economy—that we can try to tackle some of the issues that arise from plastics.

I would like to update the House on the next steps that the Government are taking to help nature recover through our new environmental improvement plan. It is a delivery plan setting out how we will achieve our ambitious, stretching environmental targets, the most critical of which is to halt the decline of nature by the end of this decade. We can and must achieve that, both here in the UK and globally.

We are already under way. In this Government’s first 100 days, we have already delivered with legally binding targets to halt nature’s decline, clean up our air and rivers and support a circular economy; playing an instrumental role in a new global agreement for nature at the UN nature summit COP15; enacting the legal duty on Government, national and local, on considering biodiversity; publishing our environment principles policy statement; setting out in detail our transformational farming schemes with the full range of actions we will pay farmers and land managers to do to restore nature; announcing we will ban the most commonly littered single-use plastic items from October 2023; agreeing to enact mandatory sustainable urban drainage systems for new development, which will reduce the risk of surface water flooding and pollution; putting in place the plant biosecurity strategy for Great Britain, a five-year vision for plant health to protect native species, with plants providing an annual value of £15.7 billion to the UK; and agreeing with the devolved Administrations our approach to managing fisheries. There is much more I could add.

Nature is a crucial part of our islands’ story and our shared future. We know what is special with our rare habitats and our iconic species, and we also know the pressures it is under. We rely on our natural capital for a secure supply of food, for clean air, and for clean water, as well as for leisure and genuine joy. However, nature has been taken for granted for too long and used freely as a resource with little thought for the consequences. We have to reverse that and respect nature.

Seventy years ago, people were waking up to the devastation of the great flood of 1953, in which more than 300 people died, reminding us that the full force of nature can bring us challenges. We took action then and it is why we have continued to invest billions of pounds in protecting people’s homes and in better protecting more than 100,000 local businesses to safeguard around 100,000 jobs. However, nature can also help us to tackle some of our great challenges, so we need to help protect nature too. Undoubtedly and understandably, the pandemic set us back in some areas, as we responded to the emergency at hand. A silver lining to that experience, if any is to be had, was the opportunity for us to reconnect with nature, and I am particularly pleased by our pledge in this plan to bring access to a green or blue space within a 15-minute walk of everyone’s homes, be that parks, canals, rivers, countryside or coast. 

Our focus is on picking up the pace and scaling up at home, and around the world, and that is why we are putting nature top of the international agenda as well. We brought nature into the heart of our collective response to climate change under our presidency of COP26 in Glasgow. At COP27 the Prime Minister said that

“there is no solution to climate change without protecting and restoring nature”.

The House may have heard me before extol the marvel of mangroves as the ultimate example of how investing in nature is an essential, effective and cost-effective way to take on a multitude of challenges. The key achievement of 2022 was the agreement reached at the UN nature summit, the Convention on Biological Diversity COP15 in Montreal.

To level with the House, there is much, much more to do to restore the natural world. Some of the challenges are not always so easy or so quick to fix as we might all hope, yet I assure hon. Members that with our new legal duty to consider biodiversity, guided by our environmental principles policy, we are embedding nature in the heart of every decision that Government will take for the long haul. We have a plan for the whole of Government to support this national endeavour and we have already started the journey with a great many improvements.

We are replacing the EU’s bureaucratic common agricultural policy, which did so little for farmers or nature, and rewarding our farmers for taking action to help nature retain and regain good health, reduce emissions and produce food sustainably. Those things are absolutely symbiotic and we are leading the way in making this essential transition. We have cleaner air, with major decreases in all five major pollutants. Emissions of fine particulate matter, PM2.5, the most damaging pollutant to human health, decreased by 18% between 2010 and 2020. I want our air to be even cleaner. That is why we are working with farmers to tackle ammonia emissions.

Councils ask for a lot of powers, but I need them to use the powers they already have, including on tackling litter and fly-tipping, rather than just asking for more. I will be publishing what they are doing and seeking to share best practice across the country.

We are accelerating the rate of tree planting. The Forestry Commission will start growing its estate and increase planting, fulfilling its original statutory obligation to help to rejuvenate the forestry and timber industry. We have strengthened the financial support through our environmental land management schemes and we will continue to promote urban tree planting so children everywhere can enjoy their local woods.

On the chemical status of our water bodies, the science and modelling are clear that it will take decades to recover and heal completely, but we are keeping a spotlight on water quality and getting industry to clean up its act. We are restoring 400 miles of river through the first round of landscape recovery projects and establishing 3,000 hectares of new woodlands along England’s rivers, as well as doubling funding available for the catchment-sensitive farming programme to £30 million in each of the next three years, to cover all farmland in England. We have already seen a huge improvement in our bathing waters. Last year, nearly three in four beaches were deemed excellent—only about half of them were back in 2010—but I share people’s concern about sewage in our waters. That is why we, a Conservative Government, turned on the monitoring, and why we are holding industry to account on fixing this issue. Through our storm overflows discharge reduction plan, we are requiring water companies to deliver their largest ever environmental infrastructure investment, an estimated £56 billion of capital investment over 25 years. We have set clear expectations on improvements on which we will track performance. The next formal review will be in 2027, so if we can go further and faster, that is exactly what we will do.

This issue remains an international endeavour as well. We have a globally recognised track record of action, helping communities protect and restore their national treasures. Reinforced by our science expertise and financial support, we are helping nature around the world. That is the right thing to do and it is absolutely in our interests as well. Having committed to doubling UK international climate finance to £11.6 billion, and to spending at least £3 billion of that on nature, we are building on decades of action, backing efforts to take on the whole host of threats that now face the world’s flora and fauna well beyond climate change alone. We are doing that through the blue belt programme, protecting an area of ocean larger than India around our biodiverse overseas territories, through our world-renowned £39 million Darwin initiative, and through the illegal wildlife trade challenge fund. We are ploughing all that expertise and experience into our newly established £500 million blue planet fund, and our £100 million biodiverse landscapes fund, to help some of the world’s poorest and most vulnerable communities restore, protect and connect globally important but fragile habitats.

I am so proud that the UK is leading, co-leading and actively supporting the global coalitions that are committed to securing the maximum possible ambition and achieving the greatest possible impact on everything from taking on the scourge of illegal, unregulated and unreported fishing, to persuading countries to agree a new, legally-binding global treaty to end plastic pollution by 2040, to supporting efforts to establish a global gold standard for taking nature into account across our economies.

I could spend hours talking about nature, about our mission, about what we have already achieved. As the Member of Parliament for Suffolk Coastal, I am blessed to represent a very special part of our country, with many precious habitats and protected sites, on land and offshore. I always said it felt like I had had six years of a perfect apprenticeship before I became the Environment Minister in 2016. There are many more parts to the plan that we published yesterday. I recognise that we have work to do, and our aim is to catalyse action across Government, across the economy and across the country, with the whole Department for Environment, Food and Rural Affairs family, our agencies, including Natural England, the Environment Agency and the Animal and Plant Health Agency, our delivery partners and regulators, the whole of Government, and individuals, communities and businesses, from farms to finance, all working together to bring this to life.

Nature needs us to accelerate and scale up our help if we want to enjoy nature and have its help for generations to come. Together, we can achieve it. Whether someone lives in a city or town, in the countryside or on the coast, we all have a part to play in the truly national endeavour and the decade of global action that we need now to see this through. I commend this statement to the House.

I thank the Secretary of State for advance sight of her statement. I am pleased that on this occasion we are actually getting an oral statement, rather than a DEFRA Minister having to be dragged to the House for an urgent question or sneaking something important out as a written statement. However, even on this occasion, she made a speech announcing this plan outside this House yesterday. Unfortunately, my hon. Friend the Member for Oldham West and Royton (Jim McMahon), the shadow Secretary of State, is unable to be here, as he has a pre-arranged medical appointment. I am glad the Secretary of State is here to be held accountable, but it must be difficult for her to continue to try to defend her Department’s record.

The Conservative Government are big on promises but little on delivery. The proof is in the pudding, and the Secretary of State’s own appalling environmental track record speaks volumes. As water Minister, she presided over a new sewage spill every four minutes—321 years’ worth of sewage was spilt in just three years; and she cut the resources of regulators that are there to protect the environment by a third. Her three months as Environment Secretary have not been any better. First, she broke her own statutory deadline for publishing environmental targets. Then she told Parliament that meeting polluting water bosses is not a priority, before announcing measures that inflict more sewage dumping and toxic air on our country. [Interruption.] She can correct the record when she responds. Even her Department’s own regulator, the Office for Environmental Protection, gave the Government “nul points” on their 25 year environmental goals. On chemicals, the Government are missing in action. Their UK REACH system is evidently not working properly. Never mind Dr Dolittle, it is Dr Damage—a lot.

Let us look at this latest plan, as I have questions. Why will our sites of special scientific interest, which have been so neglected, not be assessed for five years, until 2028? Why is there no mention of reintroducing species to help nature recovery, aid flood management and increase pollination? Does the Secretary of State agree that she is betting the house on environmental land management schemes—ELMs—by relying totally on take-up and farmer co-operation? She had the opportunity to come to Parliament to say, or to outline at the National Farmers Union conference in Oxford, that she is on the side of farming communities, but she failed to do so. Where is she on the Dartmoor issue, and the increasing threat to access to nature? How does she plan to deal with the 1,781 retained EU environmental regulations we are going to have to deal with this year?

Trust is an important word in politics, and it is clear that there is very little trust in this Government to get anything done. Actions speak louder than words. The environmental improvement plan is full of praise for the action the Government have taken since 2018 to deliver improvements in our air quality, but light on detail on the actions they will take over the next five years to deliver change. That is why when Labour plans to introduce a stand-alone, ambitious, effective and comprehensive clean air Act, it will do what the Minister will not: save lives, save money and clean our air. Labour will expand meaningful access to nature and clean up the Tory sewage scandal. We will hold water bosses to account, not just pay lip service, and ensure that regulators can properly enforce the rules.

This environmental improvement plan, which was so long in gestation, still has glaring omissions, and there is no evidence on how it will be delivered. Tony Juniper, the chair of Natural England, said at the plan’s launch yesterday:

“It’s now all about delivery”.

Yet, DEFRA has continually failed to deliver. How can we trust this failed Government to deliver for our natural environment? Only Labour will deliver a fairer, greener future.

Well, what can I say? I am not sure how much that deserves a response, but out of respect for the House I will say that it is important to make sure that these long-term environmental plans are in place. We brought in legislation saying that we would refresh them every five years, and that is exactly what we have done.

If we are talking about track records, of course the Labour Government never did anything about sewage. They did not know anything about it. [Interruption.] They did nothing—nothing. I am used to the usual spew coming out of those on the Labour Front Bench and, frankly, it is not good enough.

Let us go through some of the questions on which the hon. Member wanted some updates. On chemicals, we still have the system in place, and as is set out in the environment improvement plan, we will be publishing a chemicals strategy this year.

On SSSIs, I am very conscious of the risks that exist. There are variations in what is going on around the country, which is why I have asked for an individual plan to be put in place for every single SSSI. Natural England will be going through and making the assessments of what is there and what needs to be done, and we will get on with it.

I think environmental land management schemes have been transformational. This is a journey for those in the farming industry, who are the original friends of the earth—the people who want a very special countryside—and that is why we have brought forward measures, as my right hon. Friend the Minister for Food, Farming and Fisheries laid out to the House when he came here to talk about this transition last week. We will be working with farmers, and indeed I will be at the NFU conference next month. There has not been any NFU conference since I have been in the Government, but we make sure that we continue to speak to farmers and others.

On retained EU laws, I have already told Parliament the approach we have set out. Where there is legislation that is superfluous, we will get rid of it. We will be looking carefully at all the regulations that are in place, and that is what we are going through. It seems to have escaped Opposition Front Benchers’ attention that we have of course already repealed 146 regulations. They did not even notice, so there we go.

In the meantime, we want to make sure that we are holding different people to account, but there is an individual endeavour, a local endeavour and a national endeavour. That is why provisions such as those on biodiversity net gain, which will be coming into effect later this year, will start to help local nature recovery strategies. It is why we have announced extra funding for more projects, with second rounds of things such as the landscape recovery scheme. There are also species reintroductions happening in different parts of the country.

I am very pleased we have published our environmental improvement plan. I think it shows a clear path for how we will get nature recovery, recognising that this has been going on for centuries. Finally, I am delighted to say that we in the UK Government should be proud of getting nature very much at the forefront of international thinking. We are leading the way on that, and we are doing our bit around the world. I trust that we will continue to be the Conservative party because we believe in the conservation of our precious land.

Goal 5 of the plan aims at eliminating waste, and while we have made great progress—for example, in phasing out single-use plastics and substituting more sustainable materials for plastic in packaging for foods—the sad fact remains that our local authorities are very good at collecting waste, but the majority of our plastic waste is exported overseas.

Will the Secretary of State look at two things she could do to improve that situation? First, will she look at the operation of extended producer responsibility, and maybe look at what is being done in Belgium to make sure there is work with industry to incentivise investment in our plastic waste recycling here? Secondly, will she look at setting a date, as my Committee has suggested, for the phasing out and elimination of plastic waste exports to countries such as Turkey, where standards are not as good as ours?

On exports of plastics, we have recognised this issue and want to make sure that we are not exporting to non-OECD countries, but that does not mean that we give a blank cheque when there are exports to member countries of the OECD. That is why we have a rigorous process in place, but we will continue to investigate, through the Environment Agency, where issues arise and get them fixed.

On our thinking more broadly, one of our sadnesses during covid was of course the explosion in single-use plastics and the throwaway elements that were necessary for public health. We also had a reduction in our recycling rates. We do want to turn that around, and that is why we will continue to work on the important EPR reforms to which my right hon. Friend referred.

At yesterday’s launch of the plan, the Secretary of State claimed that

“we are embedding nature in the heart of every decision that government will take”.

That is a very worthy aim, but how on earth does it square with the action we see from her Department? Just last week, the Department gave the green light to an authorisation of the pesticide neonicotinoid, which we know kills bees. I hope she will not tell us that this was just an emergency authorisation; this is the third year in a row that the Department has ignored its own expert committee on this issue, so this is now becoming routine. How can she reassure us that when she says words such as, “We are going to put nature at the heart of all our environment policy making”, she means it? Where is the consistency?

I thank the hon. Lady for that question. We commenced the legal duty on public authorities, at national and local government level, to consider biodiversity from 1 January, so that is already in place. The environmental principles policy statement was published yesterday. It will take some time for the Government to bring that in, and it will come into effect formally from 1 November this year.

My right hon. Friend the Minister for Food, Farming and Fisheries went into considerable detail in the consideration of the decision about neonicotinoids. Every year, if an application is made, it has to be considered separately. From discussion with our chief scientific adviser, my understanding about what happened in that process—[Interruption.] That is not true. We increased the threshold for usage and we set a bar, to be decided by Rothamsted Research, for how much of the crop has to be at risk. Only when those thresholds are reached can the neonicotinoid be applied to the seed. That is further strengthened by a prohibition on the planting of flowering crops for, I think, 36 months—it may be 32 months, but certainly between two and three years—after the use of the pesticide. Very careful consideration has been given to the matter, and we continue to consider these applications with a great deal of care. I am conscious that with the sustainable farming initiative, for example, we have brought forward eligibility for integrated pest management grants so that we can continue to try to accelerate away from using pesticides routinely.

I warmly welcome the incredible amount of work that the Secretary of State and her team, fresh into post, have put into the five-year environmental improvement plan. This is a holistic, comprehensive update of the 25-year environment plan, and it introduces for the first time a whole slew of targets and interim targets on the journey to where we wish to get to in the next 20 years.

Looking at goal 3 on clean and plentiful water, a topic that has been of great interest to Members across this House, I ask the Secretary of State to take this opportunity to help Opposition Members who seem to have deliberately confused what we voted for in this House in trying to introduce targets, particularly in connection with persistent chemicals. They are substances such as flame retardants that are banned from use, but that exist in sediment on our riverbeds and other places and are being released through the natural process of decay. This is not something that this House has voted to continue for 40 years, as some Opposition Members have tendentiously claimed.

I thank my right hon. Friend for that. He is absolutely right to say that a lot of effort has gone into this review. That is quite right, because nature matters so much, not just to those of us who have a passion for it, but because it is critical to the global web of life.

This is not the first time that Liberal Democrats have put stuff out and it has been a complete load of the proverbial. I will make a point to the House more broadly about the chemical status of water. In the last decade, while we were still a member of the European Union, we added a particular type of chemical—it includes elements such as mercury—to the list of those to be considered in assessing the chemical status of water bodies. Before that, nearly every one of our water bodies had good chemical status. When that provision came in, none of our water bodies had good status. Exactly the same thing happened to countries such as Germany. This is a natural process, and we now need nature to heal and recover before we can get that status changed.

On the other aspects that are more within our control, we have pressed the case through our strategic policy statements and things such as the water industry national environment programme. We are getting water companies to really tighten up and clean up waste water treatments.

Yesterday I introduced the Clean Air Bill, which would require us to reach World Health Organisation air quality standards for PM2.5 of 10 micrograms per cubic metre by 2030, in alignment with the ambition of the EU, which is achievable. Yet today, five years into the 25-year plan, the Secretary of State comes along, on the 10th anniversary of the death of Ella Kissi-Debrah, and extends that another 10 years to 2040. How many thousands of extra avoidable lives will be lost due to that? How many millions of children will have to go into hospital with asthma attacks because of that delay? What will she do to bring forward that target to 2030 in alignment with the EU? If we were still in the EU, thousands of lives would be saved, instead of which she is ensuring that thousands will die.

I am conscious of the hon. Gentleman’s passion on this and know that he has a long-standing interest in air quality, as do I. I seem to recall that, when I was first in the Department, the focus was on NOx, because we were in legal breach, but we are not in any legal breach now. [Interruption.] That is not the case either. It was I who pointed out to the various groups at the time that the thing that we should worry about is PM2.5 because it affects everybody. I have long been passionate about this matter, which is why, with me in post, we introduced the ban on the sale of smoky coal and we got rid of wet wood as best we could, because that was the principal source of what was happening with PM2.5.

As I have said publicly, I would have loved for the target to be 2030, but the powers of the Environment Act 2021 require me to believe that it is achievable. I am very sad that, in London in particular, we do not seem to be able to fix the problem. Many issues need to be addressed; we still have a problem in 14 out of 21 London boroughs. That is why I am very keen for the Mayor of London not to be doing all sorts of tokenistic things that make a marginal difference, such as the expansion of the ultra-low emission zone, but to be encouraging the councils to use their powers to inform people of the issues, so that we can really tackle that PM2.5. If we can go quicker, the next time that we review the targets I will make sure that they are changed.

I thank my hon. Friend for his question. I would be delighted to meet him. Hopefully I can bring along the farming Minister and the water Minister, because this is a good example of where we need different agencies to come together, as well as our farmers. We need to think through how we can improve the capture of run-offs and other elements. That is why we have made sure that money is available to farmers for slurry storage, for example, so that we can try to trap ammonia, as well as for some of the other activities that they can undertake. That is how we can help them to do the right thing.

I want to declare an interest: I am a trustee of the small charity, Fields in Trust, that works with some local authorities in trying to achieve the target of no household being more than 15 minutes away from green space.

The Secretary of State said that this was about the whole of Government. Before Christmas, the Secretary of State for Levelling Up, Housing and Communities introduced a consultation on changes to the national planning policy framework, which required the 20 major urban areas in this country to have a 35% uplift to their house building targets. On 9 January, the permanent secretary and his officials came to the Levelling Up, Housing and Communities Committee, and Emran Mian, the director for regeneration, said that that uplift had been plucked out of thin air and that it did not have to be followed if it meant building on the green belt, but if it meant building more homes on green spaces, the uplift would have to be implemented. So, if in implementing that uplift—the 35%—authorities find that they cannot deliver the Government’s target of everyone being within 15 minutes of green space, do they follow the uplift or follow the aspiration on green space?

I hold the Chairman of the Select Committee in high regard. As he will be aware, we do need to build more homes in this country, and while we of course want to prioritise brownfield sites, I am also very conscious of some of the changes that may be needed in different parts of the country. While I of course regret, as Secretary of State for DEFRA, the loss of any good farmland—although protections are already in place, and my right hon. Friend the Member for Sherwood is further consulting on aspects of that—it is important that we can design in great green space access. That might be something as simple as community woods. I grew up in Liverpool—I was very aware of what was happening in relation to the urgent question—and Liverpool City Council has some of the best tree programmes. I think we can design with nature in mind. That is why biodiversity net gain, which this Government have introduced, will come into effect later this year. Those are the sorts of important changes that we can make in order to ensure that people have access to green space.

I thank my right hon. Friend for her statement. As I have mentioned in this Chamber before, in my constituency we have already seen a dramatic reduction in the number of storm overflows released on to our beautiful beaches. Analysis has shown that the only way to completely eliminate sewage overflows is to dig up and replace 60,000 miles of old pipes with two separated systems, or to build the equivalent of 40,000 Olympic swimming pools of storage. Does my right hon. Friend know which option the Lib Dems claim they would deliver?

My hon. Friend is a very good champion for her constituents and for nature, and so she should be. I recall going to the beautiful Croyde beach and doing litter picking, which brings joy in terms of the beauty of nature. She is right to champion our improvements on sewage. As she will know, the Liberal Democrats will often say one thing to get elected and do the complete opposite when in power.

The Government’s own regulator, the Office for Environmental Protection, has found that this Government are seriously failing on every one of the goals set out in their own 25-year environment plan. What are the Government going to do differently in order to deliver these commitments, or is this yet another case of the Government talking the rhetoric of meaningless words and not delivering?

I recognise what the hon. Lady has said. I was disappointed by the OEP, given that it had put out statements that we were getting cleaner air and making progress on all these things. I was a bit surprised by the headlines that came out of that. Of course, to some extent, one of the issues with the goals, which are complementary goals, is that targets had not been set at that point. I am very confident. This is a delivery plan.

As the hon. Lady will be aware, it is available—it was available yesterday. I am conscious that it does not cover Wales, where her constituency is, so I do not know what the Welsh Government are doing in that regard. [Interruption.]

I am not decrying them. This is the Parliament of the United Kingdom, so I am very happy to take questions from Welsh MPs and have already done so. But what I am keen to say is that we have already delivered. I have already shared information on how bathing water has got much cleaner under this Administration, and we will continue to do a number of activities. What we have done, and what the Welsh Labour Government have not done, is transform farming funding to make sure that we have sustainable food production, but that we also protect and enhance the environment.

There are very many farmers in my constituency who love the Kentish countryside and are proud to be custodians of it for this generation. At the same time, they have to run profitable businesses, producing and selling good, healthy food. Can my right hon. Friend assure me and them that the new scheme has enough strength behind it to enable them to run viable businesses and to continue to protect and, indeed, enhance Kent’s beautiful countryside?

I congratulate my right hon. Friend, who is right to stand up for his farmers. Kent is the garden of our country and the producer of many fine foods, fruits and, of course, wines. The same amount of money is being dedicated to supporting our farmers and landowners. I am conscious that we are on this transition journey, and that is why I wanted to offer people opportunities to get Government funding as we reduce the guaranteed BPS. We are in a good place whereby farmers have a genuine menu from which to choose—a lot of this was informed by a practising farmer, my right hon. Friend the Minister for Farming—and, as well as saving the planet, the farmers in the constituency of my right hon. Friend the Member for Ashford (Damian Green) will have opportunities to have a viable, sustainable and profitable business.

As my hon. Friend the Member for Cardiff North (Anna McMorrin) highlighted, the Office for Environmental Protection put out its report last week. It talked about the need for

“better alignment and co-ordination at all levels of Government, local and national, with actions that extend beyond Defra”.

Two years ago, the Public Accounts Committee published a report, which the Secretary of State’s Department agreed with, in which we described that simply as a lack of clout across Whitehall. Further to the question from my hon. Friend the Member for Sheffield South East (Mr Betts), how will the Secretary of State ensure that these plans are actually delivered across Whitehall? Does she have the clout and the backing of the Treasury?

It is the first time that anyone has ever accused me of not having heft. Since the hon. Lady’s report came out—I am sorry to say that I am not aware of it—we have passed the Environment Act 2021. That included a biodiversity duty, which we have commenced from 1 January. We have set out the environmental principles policy statement. The hon. Lady does make an important point: it has to be done with local government, with individuals and with businesses. That is why I am keen for councils to use the powers that they have asked for in the past yet are still not using. It is for them to decide, with local nature recovery strategies, how they can best make nature improvements. Of course, we want to help them achieve the best outcomes possible.

I welcome this hugely important plan for the potential that it has to protect nature and the environment. Now, we need to see it delivered. With that in mind, I urge the Secretary of State to ensure that we are meeting our manifesto target of 13,000 hectares of tree planting every year. That is a crucial means to meet our target of halting species decline by 2030.

As a former Secretary of State, my right hon. Friend knows how important our Department is in ensuring not only that we are champions for nature but that we deliver for nature. We are trying to ensure that we increase the opportunities to plant trees. We have had the woodland creation offer already. Some of the changes that we are bringing through, as well as the targets that we have put in law, will help us to accelerate that tree planting.

These environmental targets will be a complete waste of paper if there are very few farmers left to put them into practice. Farmers have had their basic payment cut by 5% in 2021 and by 20% in 2022, and it will be cut by 35% later in 2023. Farmers are struggling to access schemes to supplement their income, and they are struggling to meet the inflated costs of feed, fuel and fertiliser. When I was walking down a lane in Devon a few weeks ago, a farmer in a 4x4 wound down the window and asked me, “Do you know what DEFRA stands for under this Government? The Department for the Extermination of Farmers.” Can the Secretary of State explain how the Government will support those farmers who are being forced out of business to deliver the environmental improvement plan?

I am not surprised by the quality of that question. The hon. Gentleman represents a very rural constituency in Devon. He should see this transition in farming as a positive action about having sustainable production as well as saving the planet. It is absolutely vital that our farmers are supported to do that. That is why we have continued the £2.4 billion of available funding. And yes, there will be a transition as the guaranteed payments start to decrease, but we will be able to target the money and pay the farmers for eco-services. That is critical to making sure not only that they can have a sustainable business, but that they work they do will enhance the nature that we all enjoy and that they need in order to make sure we have future harvests.

I, too, congratulate the DEFRA team, particularly my right hon. Friend the Secretary of State, for bringing forward the environmental improvement plan, which is full of deliverable plans with real action. As she knows, I am a passionate user of the River Medway in my constituency: I sail in it and swim in it. I have the misfortune, however, of living not far from a storm overflow, so it gives me great pleasure that, because of her Department’s actions, 98% of all storm overflows on the River Medway are being monitored and tested regularly. Will she outline how the actions she has taken will further reduce the sewage and dangerous chemicals that are pumped into our river?

My hon. Friend is clearly a champion of her special part of Kent. The best way I can put it is that a plan was set out and monitoring is taking place. We are not trying to hide anything—far from it. We have opened up to the problem and have a laser-like focus on tackling sewage. It is imperative that we continue to hold the water companies to account. In that regard, the investment will start flowing. That is all part of the impending price review.

I have had a pretty good read of the plan, and it is disappointing that there is not more about the urban environment and the contribution that it can make, particularly in terms of the nature section. As the parliamentary species champion for the swift, I am keen to see more swift bricks installed in buildings. A lot has been said about trees, hedgerows and so on, but when it comes to reversing the decline in swifts, we need to look at buildings. Is that something that the Secretary of State can go away and look at, and perhaps introduce it, despite the fact that it is not in the plan?

I am very aware of swift boxes. There has been successful awareness raising in my constituency. Indeed, I think the guidance from the Department for Levelling Up, Housing and Communities talks about what can be done to make safe spaces for nature in our urban environments and in future buildings. That is, of course, important. Our Department is not just for the countryside—far from it. We can touch everybody’s heart when they think about how they can reconnect with nature.

I will continue to try to make sure that prominence is given to urban areas. I grew up in a city, and over 80% of people live in urban settings. That is one of the reasons why the pledge is very clear about people having access to a green or blue space within a 15-minute walk. It is also why we will continue to focus on air quality, which is of course a particularly prevalent issue in urban situations.

I warmly welcome the statement. My right hon. Friend made an important point when she said that the proportion of excellent bathing water quality beaches has increased from about half to nearly three quarters. That is very positive, but 98% of our waters with bathing water status are coastal, and inland waters with that status are mainly lakes. Does she agree that improving river water quality is an important priority, too, and will she back my campaign for the River Nidd to be given accredited bathing water quality status at the lido in Knaresborough?

My hon. Friend is absolutely right to say how important this issue is. It is not just about the coast. Traditionally, bathing water statistics have focused on coastal areas, because that is where the majority of people go to enjoy that leisure, so that is vital. More broadly, the quality of water matters dramatically. I think of our chalk streams, which are so precious.

Let me tell the House a little anecdote about an occasion when I went to see the River Itchen. The landowner in front of me, having spotted a bottle of dog shampoo, started to cry and said, “This person may not have realised that they have just ruined the chemical status of this river for about the next 25 years.” That will not have been done deliberately, so we need to ensure that everyone is more aware. I understand why my hon. Friend is campaigning for his local river to be brought into the bathing water statistics, and I am sure that his case will be considered very carefully indeed.

While I note that the plan applies to England specifically, the protection of 30% of land and sea, including through marine protected areas, must apply equally to the Irish sea. What discussions have taken place with officials from the Department of Agriculture, Environment and Rural Affairs in Northern Ireland to ensure that Northern Ireland Water does not drop the ball, and that that protection is fully extended?

The hon. Gentleman has made a strong point. In preparation for the CBD COP15 in Montreal, we brought back together the four nations of the United Kingdom that we are proud to represent. We have the Joint Nature Conservation Committee, which is a body that covers the UK. Last year, wearing a different hat, I visited the Giant’s Causeway, which is, of course, extraordinary.

We want to ensure that there is more access to Northern Ireland in this regard, and I know that that has been an important part of the discussions that have taken place. However, we will also continue to work closely with officials—although we all want the Executive to be re-formed so that we can really make progress in Northern Ireland, which is a fantastic part of the United Kingdom.

The quality of the water off the new city of Southend-on-Sea is fundamental both to our world-famous cockling industry and to our swimming group, the Bluetits Chill Swimmers, who swim all the year round. I welcome the statement, but does my right hon. Friend agree that claims by the Opposition parties that Members have voted for 15 more years of sewage dumping are totally false, and a bit rich coming from Labour, which ignored sewage discharges when it was in power, and from the Liberal Democrats’ Minister for water in the coalition, who did nothing?

My hon. Friend has been in the House for a relatively short time, but she has shown how savvy she is in standing up for her constituents in Southend. Where we identify issues, we put the spotlight on them and try to fix them. We do that because we are Conservatives: we want to conserve, and we want to enhance. I assure my hon. Friend that I will continue to support her in what she is trying to do for the great people of Southend, and try to ensure that our beaches are as clean as ever.

I warmly congratulate my right hon. Friend and her team on today’s announcement of the plan. Devon’s farmers produce some of the best food and drink in the world; I should know, having sampled a fair bit of it. They are custodians of our countryside and have been for generations, and we owe them a debt of gratitude and certainty. Will my right hon. Friend explain how this plan will help them to go on producing fantastic food throughout the south-west?

There is great food in a number of counties, and I do not want to come between Devon and Cornish MPs about who has the right pasty or where cream should go on a scone, but I will say to my hon. Friend that it is very important for us to involve farmers and landowners in improving our natural environment. I think that, by default, most of them are already doing that, but I am very conscious of the challenges they face. The Minister for Food, Farming and Fisheries has been very active, in a number of ways, in responding to the issues that they have raised. I am convinced that what we are doing, and what we did last week, is opening up many more activities that will allow us to pay farmers to improve, for instance, the quality of soil and integrated pest management. We will help them not only to farm more sustainably, but to enjoy the extra benefit of ensuring that the quality of Devon’s food is the best it can be.

I thank the Secretary of State, and the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Taunton Deane (Rebecca Pow), for the tremendously hard work they have put into developing this world-leading environmental improvement plan. Local residents in the Kettering constituency are keen to support any measures to protect, preserve or enhance our natural environment. Does my right hon. Friend agree that (a) nature has been neglected for far too long, (b) environmental and agricultural policies were returned to this country as a result of Brexit, and (c) she is drawing on (b) to fix (a) so that we can clean our waters, tackle air pollution and increase biodiversity?

We have been able to develop a policy that, certainly in England, will translate into sustainable food production and improving the environment. The Lords are about to pass the Genetic Technology (Precision Breeding) Bill—another Brexit freedom—which will allow us to develop climate change-resilient wheat. We can use the best of technology and our freedoms to do what is right for the farmers and people of this country, ensure that we have a healthy and wealthy farming community, and continue to enjoy all the fabulous produce for generations to come.

Going back to the Victorian era when the water companies were putting in their pipes, they did not take action on sewage overflow. Perhaps they should have. In the 13 years that the Labour Government were in office, they took no action on sewage overflow. Perhaps they should have. This Government are taking action on sewage overflow, but doing so will cost tens of billions of pounds of investment. Therefore, does my right hon. Friend agree that it is right to work within the constructs of this environmental plan and other environmental plans to achieve that long-term change?

My hon. Friend is spot on. We identified the issue—indeed, it was Lord Benyon who spotted it early on as a DEFRA Minister. He got on with it, and that is what we are dealing with. The monitoring will be in place completely by the end of this year, so we can have that laser-like focus on sorting out the unacceptable sewage problem. My hon. Friend is also right to point out that it will cost tens of billions of pounds. Some of what was proposed before was going to cost hundreds of billions of pounds, which would have added at least £800 to people’s water bills. We need that balance and to focus on where we can make the most impact right now. That is what we will continue to do.

I draw attention to my entry in the Register of Members’ Financial Interests. The Secretary of State will know that the packaging sector and its customers welcome the measures in the plan to reduce littering and increase recycling rates. Does she agree that they will be at their most effective if they are introduced consistently and at the same time across all countries of the UK?

I understand the point that my hon. Friend is trying to make. We have to make progress in this country. We are trying to get consistency in the recycling process alongside the introduction of the EPR, but although there are many things that we and other parts of the UK agree on, we need to ensure that we have a plan that will deliver our recycling targets that we have set in law. We want to make this straightforward for our manufacturers. We need to press on with the important targets that we have passed into law in the past few days.

I was pleased to see that the environmental improvement plan included the Lapwing estate near Bawtry, which is on the border of Rother Valley, as a case study. This 5,000-acre piece of land will abate emissions, store carbon and produce food. It is funded partly by the Government. Can the Secretary of State confirm that she will continue to fund such projects across South Yorkshire and in Rother Valley to store our carbon, secure our food supplies and support our local rural communities?

Indeed, there are a number of funding streams, of which our nature for climate fund is a key element. My hon. Friend will be aware that as we make the transition to environmental land management schemes, we will continue to ensure that activities that do good things for the environment will be rewarded. Indeed, we will be going further by giving a premium where there is greater connectivity, so that the opportunity is enhanced. Improving the quality of our land is a symbiotic relationship. That will have results in improving the biodiversity we all enjoy.

This Government are committed to leaving the environment in a better state than we found it. Five years ago, the 25-year environment plan—25YEP—set out our vision for a quarter of a century of action to help the natural world regain and retain good health. We said we would refresh the plan every five years, a commitment we set into law in the Environment Act 2021.



Today I am publishing that revised plan: the “Environmental Improvement Plan 2023”— EIP23. The 25YEP set out 10 complementary goals. This improvement plan sets out the interim targets and our plan to deliver those goals, including measures such as:



A comprehensive delivery plan to halt the decline in nature by 2030.

A commitment to creating and restoring at least 500,000 hectares of wildlife habitat, with 70 new projects, including 25 new or expanded national nature reserves.

A new pledge on access to nature with everyone to live no more than a 15 minutes’ walk from a green or blue space.

The species survival fund for domestic species at risk, such as the red squirrel.

Five-year interim targets to drive progress towards our long-term targets. I will look to provide the House with further details shortly.



We also included in the Environment Act a requirement to publish a statement explaining the changes made through our review of the 25YEP.



These changes can be grouped into two themes: content updates where scientific understanding and new policy has developed over the last five years; and structural changes that build on the 25YEP.

Content updates:

EIP23 brings more specificity to our 25YEP goals by incorporating long-term and interim targets in the four priority areas—air quality, water, biodiversity, and resource efficiency and waste reduction, as required under the Environment Act. Also included are woodland cover and marine targets. These targets will drive environmental long-term improvement to protect and enhance our natural world.

The delivery plans for each 25YEP goal incorporate the previously published environmental land management priorities—climate change mitigation and adaptation; species abundance; water quality; and soil health.

EIP23 shows how our goals are interconnected, recognising the environment as a system. This includes including cross-cutting themes such as green finance and highlighting how actions in one chapter’s delivery plan drives progress towards other goals’ targets.

EIP23 sets our domestic framework in the context of our wider international commitments. COP15—the 15th conference of the parties to the convention on biological diversity—in December 2022, was an important moment for progress on biodiversity. It was agreed that parties would update their national biodiversity strategy and action plan—NBSAP—by COP16. EIP23 fulfils that commitment for England in setting out actions we are taking nationally to contribute to our global commitments, with further detailed policy commitments published separately and in discussion with devolved colleagues.

EIP23 outlines how driving progress towards the goals will contribute to growth in green jobs, as well as supporting employers across England to create a pipeline of skilled people to fill those jobs. Tree planting, for example, can support job creation and deliver associated economic benefits. Our new target to increase tree canopy and woodland cover to 16.5% of total land area in England is expected to support an additional 1,400 jobs by 2035. This equates to approximately one job being supported for every 5 hectares of new woodland creation.

Structural changes:

Each 25YEP goal has its own chapter and delivery plan in EIP23. Our Environment Act targets are linked into their relevant goal chapter, showing how they have been designed to fill gaps to complement our broader environmental commitments.

Improving our natural environment requires action from across Government and the wider public and private sector. EIP23 provides that strengthened approach to cross-Government action by including specific actions and commitments across relevant Government Departments within the delivery plan for each goal. Implementation will continue to be managed by cross-Government governance. Specific roles for the public and private sectors and the general public are also accounted for in delivering environmental improvement.

This revised plan makes clear what the Government want to achieve, as well as when and how we will achieve it, and how we will measure progress. This sets the direction for action both in the short term and the long term.

Today I am also publishing the final environmental principles policy statement, setting out how the principles are to be interpreted and proportionately applied, as well as the significant improvement test review report, both on www.gov.uk and laid before Parliament.

Today I am publishing the independent expert assessment of unusual crustacean mortality in the north-east of England in 2021 and 2022 on gov.uk.

The report documents the findings of the independent crustacean mortality expert panel convened by our chief scientific adviser, Professor Gideon Henderson.

The panel was convened in December 2022 to provide an independent scientific assessment of all the possible causes of the mass mortality incident using all relevant available data. I would like to thank the members of the panel for their work.

The independent panel concluded that pyridine or another toxic pollutant as the cause was very unlikely as was any link to dredging for the freeport.

A novel pathogen is considered by the independent panel to be the most likely cause of mortality because it could explain the key observations including mortality over a sustained period and along over 40 miles of coastline, the unusual twitching of dying crabs and the deaths being predominantly crabs rather than other species.

I will consider carefully if further analysis by the Centre for Environment, Fisheries and Aquaculture Science can ascertain conclusively the cause of this unusual mortality.
