Commons ChamberWe are supporting the Department of Health and Social Care to get personal protective equipment to those who need it. We have expanded both overseas supply and domestic manufacturing and scaled up our logistics network for delivering that PPE to the frontline.
I have been proud to join Carshalton and Wallington residents who are volunteering to deliver PPE, and, thanks to the voluntary sector in my area, St Helier Hospital and GPs are well stocked. What assurances can my right hon. Friend give me that as lockdown measures are eased, PPE will continue to reach the frontline, particularly in care homes and on public transport?
We have 400 officials working on ensuring that we have robust PPE supply chains. I thank my hon. Friend and all those who have volunteered alongside him. That last-mile delivery has been critical in getting equipment to the many hundreds of organisations that have needed it in our constituencies, and volunteers have been critical to doing that.
Will my right hon. Friend join me in thanking all the wonderful volunteers on my patch who have been making scrubs and all the local textile companies that have switched production to help produce PPE, including McNair Shirts in Slaithwaite, which has been producing gowns for my local hospital? It needs help in getting specialist material, which is being bought up centrally by Government and is sitting in a warehouse. Can my right hon. Friend see whether we can get some of that material to McNair so that it can make gowns for the local hospital?
I thank all those people in my hon. Friend’s constituency, no matter which sector, for the work they have been doing on PPE. It just shows what can be done when the private, public and third sectors work together and are facilitated in doing that. If he writes to me with the details of those organisations, I will see what we can do to get them those raw materials.
We recognise the range of emotions that people are feeling about the lifting of restrictions. Tremendous sacrifices have been made to get the virus under control, and incredible patience shown. We published our recovery strategy on 11 May and each day our measures follow the approach it sets out. Protecting public health is, and must always be, our No. 1 priority.
To avoid a damaging second spike to our economy, is not a yard more than sufficient?
We are determined to get the UK economy—including the hospitality sector—up and running again and our schools reopened. Research published in The Lancet last week showed that a physical distance of at least 1 metre—or, if my right hon. Friend insists, 1.09 yards—
I thought he might. That was strongly associated with a lowered risk of transmission, but a distance of 2 metres was likely to be more effective. The advice therefore remains that wherever possible the public should keep two metres from one another, but the Scientific Advisory Group for Emergencies keeps that under review.
Can the Minister think of one specific episode in the past few weeks that might have done more than anything else to undermine the Government’s public messaging on covid? If she is struggling, let me give her a clue: Specsavers.
The hon. Gentleman raises a serious point, but if he thinks that that has undermined public health messages, I would strongly suggest he might like to stop banging on about it.
The failure of this Government to take the Cummings episode seriously has not just compromised the public messaging; it is worse than that for them—it has compromised their credibility and popularity, which have now taken the catastrophic nosedive they thoroughly deserve. The public anger over Dominic Cummings has not abated, as the right hon. Lady will see if she looks at her inbox. The whole battle against covid has been wrecked by the pathetic protection of this odd man. Is Dominic Cummings really worth all of this?
It is absolutely vital in every part of our United Kingdom that people follow the advice of our respective chief medical officers. They should do that not because I, the hon. Gentleman, any politician or any adviser asks them to, but because it is the right thing to do to protect our families, our communities and our NHS and to get the economy moving again. I know that the hon. Gentleman is angry, and many people are angry, but that is what we need to focus on and that is the message we need to deliver. I thank everyone in this country who has followed that advice, because they are beating the virus.
In step 2 of our road map to recovery, we are committed to exploring how we can enable people to gather in slightly larger groups to better facilitate small weddings. My right hon. Friend the Justice Secretary is exploring with ministerial colleagues a range of measures to do that.
Thousands of couples planning to tie the knot this year have had their plans postponed by the pandemic. The next few weeks, as we approach midsummer day, would of course have been peak season. Through no fault of their own, they will have none of the legal protections of marriage until next year—maybe longer—when they can reschedule. Will the Government consider creating a temporary declaration of intent for those couples, backed by the state, so that they are not prejudiced in law or taxation before they finally take the plunge?
May I thank my hon. Friend for the campaign he has been running? I have spoken at length with him on many Cabinet Office calls about the cases he has in his constituency. I know that some of his cases, and those of many hon. Members across the House, will involve older people who are taking greater risks. Many people will have gone back into work for the NHS and are deeply concerned, should they become infected, what that would mean for their fiancé/e. The Justice Secretary is apprised of the issue. I think there are some difficulties with the particular route my hon. Friend sets out, but I know that my right hon. Friend will be bringing forward measures very soon.
Each Government Department is responsible for the resilience of critical national infrastructure in their sectors. They report to the Cabinet Office on their plans through annual sector security and resilience plans. The Cabinet Office co-ordinates the work of Departments where risks require a cross-sector response.
While we welcome investment into the UK, our national security powers on the ownership and control of companies, including national infrastructure, urgently need strengthening. So when the Government bring forward measures, hopefully shortly, will they ensure that telecoms, nuclear and other critical national infrastructure, as well as our technology base, will be protected from hostile states and state-backed enterprises, including protecting assets such as intellectual property?
My hon. Friend raises an extremely important and relevant point. I would expect nothing less from him given his experience in working at the Ministry of Defence. He will know from that time why it is appropriate that we bring forward the national security and investment Bill.
The private sector has been absolutely vital to the covid response and continues to be so. Despite the speed that procurement has had to run at, value for money and quality remains our top focus.
Contact tracing is highly skilled and sensitive work. Does the Minister really believe that recruiting contact tracers to work for little more than the national living wage in call centres run by Serco, which in 2019 was investigated by the Serious Fraud Office, is the best way to deliver it?
If the hon. Lady has concerns about any aspect, whether related to a company or practices within a company, she should please raise it with the Cabinet Office. People have raised questions about Serco which I understand have been answered, and it has self-reported to the Information Commissioner’s Office.
Rather than relying on local authorities and public services, since the start of the covid crisis, well in excess of £1.7 billion of taxpayers’ money has been spent by this Government on outsourcing directly related to coronavirus. Given that normal procurement rules have been suspended by the Government, there is no requirement for companies to go through the usual competitive bidding process to be awarded contracts. But lo and behold, major Tory party donors and prominent Members on the Government Benches—including Ministers, may I add—have major shareholdings in or are inextricably linked to many of these firms. So will the Minister commit to making public details of all negotiations pertaining to those companies?
First, procurement rules have not been suspended. One of the absolute key focuses is to ensure that the very many companies that have stepped forward to help this nation in this response are appropriate. We know that the quality of what they are offering to procure has been absolutely where it needs to be. A huge amount of work has gone into that. I pay tribute to the civil service, and particularly to the procurement team in the Cabinet Office, for the sterling work they have done.
With regard to any allegations the hon. Gentleman might make against Ministers— and if he is referring to my hon. Friend in the other place—the Cabinet Office has confirmed that there have been no breaches of rules, and I would urge caution that, having had those categorical responses, people are very careful about what they say in impugning the character of colleagues.

Commons ChamberI have six minutes or less, so I will do my best to answer the points that hon. Members have raised. I want to thank everyone who has taken part in the debate, and I thank the hon. Member for Sheffield Central (Paul Blomfield) for not pressing the amendment. We stand fully with our commitments in the withdrawal agreement and the political declaration, but it is not possible to conduct a debate based on selective quotes from that long and complex document. The hon. Gentleman raised issues around scrutiny. My right hon. Friend the Chancellor of the Duchy of Lancaster has updated the House at every round of the negotiations—sometimes that has had to be through written ministerial statements—and he has also appeared three times before the Committee on the future relationship with the European Union, on 11 March, 27 April and 28 May, as well as before the Public Administration and Constitutional Affairs Committee.
With regard to the hon. Gentleman’s point on the devolved Administrations, we have worked extremely hard to meet their concerns around ensuring that they are properly briefed and that they can engage directly. There have been material changes to our negotiating position as a consequence of that, and the latest is that we are now, at their request, meeting as a quad as opposed to on an individual basis. We will continue to adapt how we engage, at their request.
I echo the tributes that have been paid to my hon. Friend the Member for Stone (Sir William Cash) and all those involved in the production of the report. There are many reasons for Brexit. The economic benefit is a key one, and he is absolutely right to say that when we deliver on Brexit, we must preserve those economic opportunities. His points on state aid, fishing and no European Court of Justice are well made and well understood. The Government’s negotiating position remains that the mandate is the starting point for the negotiations, and the position outlined in the EU’s mandate is not one that we will ever accept.
The hon. and learned Member for Edinburgh South West (Joanna Cherry) raised concerns about the transition period. We will not extend the transition period. It would simply prolong negotiations and bring further uncertainty to business and the general public. We have all experienced what that is like, and I do not think we want it again. It is perfectly possible to get a deal in the timeframe. We are working on many precedents and many texts that already exist. It is possible to do that, and we are working very hard to do it.
My hon. Friend the Member for North West Norfolk (James Wild) was right to raise the danger of prolonged uncertainty. He is very much across the detail, and I know that he will be fighting to ensure that we deliver on this for his constituents. The right hon. Member for East Antrim (Sammy Wilson) raised understandable concerns around the issue of state aid. I can confirm that we will develop our own separate, independent policy on subsidies, and in doing so, it is one of our key objectives that we will have a modern system for supporting British business in a way that fulfils its interests in every part of the United Kingdom.
My hon. Friend the Member for North East Derbyshire (Lee Rowley) reminds us of the opportunities that our new freedoms will bring and also that democracy matters. I agree wholeheartedly with those remarks. The hon. Member for Bethnal Green and Bow (Rushanara Ali) raised understandable concerns about the pressures that businesses and communities are facing because of covid—
I am afraid I am going to make some progress, I am sorry.
I can reassure the hon. Lady that we very much understand those issues. We are taking an incredibly pragmatic approach to the whole transition process and we will engage with businesses and communities thoroughly. The right hon. Member for Orkney and Shetland (Mr Carmichael) was reminiscing down memory lane, and I fully understand why he may be sceptical about trusting the Government, but I would say to him and the hon. Member for Hornsey and Wood Green (Catherine West) that they should trust the people. The British people are full of common sense. They value rights. They value animal welfare. We should trust the consumer on food standards. There are massive opportunities for our farmers for rest-of-world trade. My hon. Friend the Member for Gloucester (Richard Graham) quite rightly raises the importance of getting a deal, and I can reassure him that we are absolutely working towards that.
The right hon. Member for Lagan Valley (Sir Jeffrey M. Donaldson) rightly raised concerns and the importance of the protocol. Ultimately, it is in Northern Ireland’s hands. Democratically elected politicians will decide its future in a consent vote. Implementing the protocol, therefore, cannot mean a maximalist or an inflexible application of EU law, or new international borders, or unwarranted burdens for Northern Ireland’s people or businesses. I can assure him about the position set out in the Command Paper. We take those obligations extremely seriously.
I am inordinately grateful to the Minister for giving way. In the previous Parliament, it was made clear just how considerable the resource and effort required for no-deal planning was. Can she tell us how confident she is that the Government have the capacity to deal with both the potential of no-deal planning and of covid-19?
I can give the hon. Gentleman those assurances. I will just say, as a quick plug, as it is my Department, that the work that the civil service did last year in terms of those preparations was incredible and has made this country very resilient. We have drawn on much of the work that they did at that time to help us with the covid response. They are stellar individuals and I pay tribute to them for what they did then and for what they are doing now.
Finally, I just want to mention my hon. Friend the Member for Arundel and South Downs (Andrew Griffith), who gave an extremely confident speech and reminded us why all this will come to pass. It is because it is good for us and it is good for our partners with which we are trying to get trade deals, and, as a consequence, I remain optimistic about our future.

Commons ChamberWe have introduced measures to tackle barriers faced by SMEs in the procurement process. In the last financial year, we spent almost £2 billion more with SMEs than we did in the preceding year.
In my constituency of Bridgend in south Wales, the SME market will be absolutely key to making a success of Brexit. Will my right hon. Friend commit to working with the devolved Administrations, so that all parts of the UK will see progress when it comes to SMEs accessing Government contracts?
I congratulate my hon. Friend on all the work that he has been doing to open up opportunities for his constituents, and particularly SMEs and entrepreneurs. I can commit to, and have already had, conversations with the devolved nations. The contract finder that the Department has set up, offering greater transparency about those opportunities, is just one way that we are assisting, and I would be happy to meet him to discuss other ways that we can support his efforts to ensure that all his constituents have maximum opportunity.
I thank my right hon. Friend for her previous answer and it is great to see her on the Front Bench. Ninety-nine per cent. of businesses registered in Guildford are SMEs. What steps is the Minister taking to simplify the bureaucracy involved and minimise the cost to SMEs of quoting for Government business?
I congratulate my hon. Friend on the work that she is doing for all the businesses in Guildford. We have committed to removing barriers to small businesses in our commercial arrangements, and have already removed the complex pre-qualification questionnaires that people used to have to fill out for even low-value contracts. We will continue to look at other ways that we can ensure that SMEs have maximum opportunity to bid for work.
I welcome the Minister’s comments. Does she recognise the role that business support organisations play—such as the Institute of Directors, the Federation of Small Businesses, the British Chambers of Commerce and local enterprise partnerships, which lead on the growth hubs—in helping to bridge the knowledge gap for SMEs that have to deal with such difficult processes?
I thank my hon. Friend for the opportunity to pay tribute to those business organisations, and it is great to see him in this place, with all his expertise in this area. Those organisations play a critical role, and we must listen to what they are saying and look at ways to increase the opportunities for all their members. We want to improve our communications and relationships with those organisations.
Small businesses often tell me that late payments are a significant concern when bidding for not just Government contracts, but all contracts with large companies. What steps can my right hon. Friend outline to ensure that there is a level playing field for small businesses applying for Government contracts?
We want SMEs to have confidence that they can bid for work. The prompt payment measure, which was introduced last September, has been a key part of the Government’s work to focus on breaking down those barriers for small and medium-sized enterprises. Suppliers that do not comply with that will be struck off, and we have done that. There is more that we are looking at; my hon. Friend will know that there is debate about channelling some of the fines for those with poor practice into compensation for small enterprises.
All the friendly questions from the Whips Office do not hide the reality, which is that the Government have had 10 years to get this right. More small businesses than ever have given up trying to win Government contracts, and I am afraid that the figures do not stack up; they are worse now than when the Government came in. When will they stop giving the lion’s share of lucrative Government contracts to the Carillions of this world and start treating our excellent small businesses fairly?
I notice that there were no facts in that question. If the hon. Member looks at the facts, he will see that a greater and growing number of small and medium-sized enterprises are registering to become suppliers. He will see that 12 Departments in particular are massively increasing the amount of work that they are doing with small enterprises. Rather than criticising my Government colleagues, he might like to start standing up for small businesses in his constituency.
I think there is unanimity across the House about the need to improve access to Government contracts for small and medium-sized enterprises, but I would prefer it if they were British small and medium-sized enterprises. What action will the Secretary of State take to amend Government procurement regulations so that Departments can start to prioritise British firms, British products and employment of British workers?
The right hon. Gentleman is absolutely right. He knows this Administration are focused on increasing opportunities across every part of this country. Now that we have left the EU, we will have new opportunities as we design the future procurement rules. I hope that both sides of the House can come together behind that work, so that we have maximum opportunity for every part of the UK.
Can the Minister confirm that post Brexit, contracts’ scoring metrics will be able to add weight for local builders, so that we can keep the money in the local economy?
As the hon. Gentleman knows, we are considering what reforms we can bring in. We have set out clearly the principle that this is not just about the immediate return on investment; it is about the long-term opportunities that procurement would open up for every part of the UK.
The Government are committed to delivering value for money, including from the additional £100 billion of investment in infrastructure that we have recently announced. That means that spending will not just be narrowly focused on where it brings the highest immediate economic return; it will also be focused on where it may unlock productive potential in the future.
In London, under the stewardship of Transport for London and the Mayor of London, Crossrail is £2.5 billion over budget and two and a half years behind schedule. Will my right hon. Friend ensure that those mistakes are not made elsewhere in the country?
I know that this is a frustration for my hon. Friend’s constituents. The Infrastructure and Projects Authority has worked with the Department for Transport and across Government to identify and implement the key lessons to be learned from such major projects, and the IPA provides challenge that is fair and accurate, through an independent assurance review of major Government projects.
Will my right hon. Friend assure me of the Government’s commitment to vital rail infrastructure funding for Dorset and the surrounding counties, given that we have a three-hourly rail frequency in our county and it takes us almost three hours to get to London?
I pay tribute to my hon. Friend for his election and, as the whole House is aware, for going above and beyond the call of duty in ensuring that his constituents could use train services during the recent strikes. As I say, we are investing an additional £100 billion in infrastructure, and we are seeking to ensure that we prioritise the right projects, taking a whole-network and whole-life-value approach. His representations have been well made, and they are being listened to.
Now that HS2 has been approved, how will my right hon. Friend ensure, if necessary working with Ministers from other Departments, that costs are firmly controlled, so that all taxpayers nationwide, including in my constituency, through which this line unfortunately runs, can be confident that they have received value for money?
My hon. Friend makes a very valid point. Obviously, the DFT is leading on the delivery of HS2. The IPA will continue to work with the DFT to support the delivery of this initiative, through expert advice and challenge in independent assurance reviews. The recent review of and recommendations on HS2 are very focused on ensuring that costs are controlled and that there will be no further delays.
The Government have a commitment to pay 90% of valid and undisputed invoices from small and medium-sized enterprises within five days. Departments also have a non-executive director responsible for prompt payment, and suppliers now risk being excluded from winning large Government contracts if they cannot demonstrate prompt payment in their supply chain.
I thank the Paymaster General for that answer. Following on from her responses to my hon. Friends’ questions earlier regarding small and medium-sized businesses, the cash flow of those businesses is the most important factor in their survival, so what assurances can my right hon. Friend give that the timely payment commitment will always extend further down the chain so that small and medium-sized businesses in my Delyn constituency are able to plan ahead with confidence?
I can give my hon. Friend those assurances: we do take those things into account. As far as the Cabinet Office is concerned—of course, it is similar for many other Departments across Government —we are meeting the five-day payment target, and in 99% of cases all invoices are paid within 30 days.
I thank my hon. Friend for that excellent question. She will be aware that leaving the EU is a golden opportunity to reform our procurement rules. We must cut red tape. We must drive innovation and make it easier for small businesses to win those public sector contracts. We will achieve that by creating a bespoke system for British businesses that also complies with our international obligations.
May I ask the Secretary of State, and explicitly him on this question, what role does Dominic Cummings have in the Cabinet Office, and will he outline his professional and personal relationship with him?
Why does my right hon. Friend not prevent enterprises from bidding for Government contracts unless they can demonstrate a record of having paid their suppliers on time?
Companies do have to demonstrate that, and if existing suppliers do not comply with the targets we have set, they will be booted off the supplier list.
Some Welsh companies wishing to bid for public contracts in Wales frequently find themselves unable to do so because of EU procurement requirements. Will my right hon. Friend confirm that procurement regulations will be changed post the implementation period to enable Welsh companies to bid for contracts in Wales?
My right hon. Friend is absolutely right. There are some big opportunities for us to change those procurement rules. I have already had conversations with the devolved nations, and I will visit them shortly to take forward and listen to the ideas of businesses so that we can ensure that the new rules and regimes reflect their needs.
The Chancellor of the Duchy of Lancaster might want to be very careful with the answers he gives to the House about Mr Sabisky in relation to the defence and security review—a point raised by my hon. Friend the Member for Sefton Central (Bill Esterson) a moment ago—because he well knows that teams of civil servants have been working on that review for some time; it did not just start yesterday, when the Prime Minister announced it. Can he answer this question: did Mr Sabisky meet any of the officials working on the defence and security review—yes or no?

Commons ChamberAfter the knockabout of what was described as the last full debate while Britain is still a member of the European Union, we come to the last actual debate under those circumstances. The scandal—and it is a scandal—that I wish to discuss has absolutely nothing to do with the European Union whatsoever; it is entirely self-inflicted.
I am grateful to Mr Speaker for granting this debate about the sickening mistreatment of a group of 200 to 300 of the people whom we in this place above all should hold in the highest honour—namely, widows of service personnel who died in combat defending this country or as a result of terrorist offences against them because they wore the Queen’s uniform.
Yesterday, my right hon. Friend the Member for Bournemouth East (Mr Ellwood) was elected my successor as Chairman of the Defence Committee. He won a worthy victory in a field of five very well qualified candidates, and I congratulate him once again. I take this opportunity to give my thanks to the conscientious Committee Clerks, the gifted Committee specialists and the indispensable Committee administrators, without whom, as he will find, no Committee Chairman could hope to function efficiently.
I should also like particularly to pay tribute to the four Labour members of the 11-person Committee that I last chaired in the previous Parliament who lost their seats: Madeleine Moon, Ruth Smeeth, Phil Wilson and Graham Jones. Like all the other members of the Committee, I never had to give a moment’s consideration to which party they belonged to. All they cared about was their belief in a strong defence for the United Kingdom. They should be very proud of their work on the Committee; I certainly am.
The early general election inevitably left a few inquiries unfinished, but time and again, during the dozens of hearings that we held on two Committees from 2015 right through to the end of 2019, we referred and returned to the atrocious treatment meted out to an estimated 265 war widows who lost their war widow’s pension on remarriage or cohabitation and who still await its restoration.
On 8 November 2014, the then Prime Minister, David Cameron, announced that from April 2015, war widows would be able to continue to claim their war widow’s pension when they remarried or cohabited. That commitment was repeated at Defence questions on 24 November 2014, when I asked the then Minister, Anna Soubry,
“whether it is the case that a war widow who lost her widow’s pension on remarriage but who has subsequently become single again is eligible to have it reinstated and never taken away under any circumstances thereafter?”—[Official Report, 24 November 2014; Vol. 588, c. 644.]
She replied that she thought the answer was yes, but that she might be wrong. I am sure that if Anna is watching this, she will smile when I record the fact that that was probably the only time in her prominent and distinguished parliamentary career that she admitted that she might be wrong about anything.
However, the following day it turned out that the Minister had in fact been right, because she replied in a written answer to two written questions I had tabled on 17 November 2014. She said:
“From 1 April 2015 the spouse or civil partner of all members of the Armed Forces Pension Scheme 75 and any War Pension Scheme widow will retain their pension for life if they have not already surrendered it due to remarriage or cohabitation.
From 1 April 2015 those who have already surrendered their pension due to remarriage or cohabitation can apply to have their pension restored for life, should the relationship end or they cease cohabiting.”
I sent this reply to a remarried war widow, the widow of someone who had been killed liberating the Falkland Islands in 1982, who lived in my constituency. I noted at the time that:
“It seems to me that this will lead to some rather odd situations, given that—once restored—the pension could never again be taken away. Therefore, there may be a perverse incentive for couples to break up in order to have the pension reinstated and then get together again now that it cannot be removed a second time.”
The remarks I am going to make from now on are a continuation of a speech that I made on 22 November 2018. That date in itself signifies how unsatisfactory the situation is. I really should not have to be still banging on in 2020 about the same problem that was fully explored a year ago and more. At that time, I paid tribute to the fact that the Commissioner for Victims and Survivors, Judith Thompson, had—with the assistance of the chairman of the War Widows Association, Mary Moreland, who is present with colleagues today—compiled the testimony of a number of war widows in an attempt to enable me to convey to this House what it really meant to have had their sacrifice acknowledged by the award of a war widow’s pension, only then to have it snatched back on finding somebody with whom to spend the rest of their lives.
I thank my right hon. Friend for securing this debate. Does he recognise that, as well as that terrible slight, many of these women will have made huge financial sacrifices personally so that their husband could serve, making them very fragile financially, and therefore to ask them to choose between their security and a new partner is not just a disservice to them but also, I would say, a breach of the contract we would have had with that fallen serviceman?
May I just say that it is typical of my right hon. Friend, a former Secretary of State for Defence, to make sure that she was present today, as she notified me she would be, to make that very point? Indeed, as I would have expected, she goes to the heart of the matter. As we will hear later, what really needs to be done is to stop looking at this award as the award of a pension or a benefit when in reality it is meant to be recognition of and compensation for a sacrifice, which should be untouchable under any circumstances.
In fact, however, that is not the case because, as Judith Thompson, the commissioner, spelled out at the time:
“If your spouse died or left Military or War Service before 31 March 1973 and you also receive the War Pension Scheme Supplementary Pension you keep your War Widow’s Pension for life.”
So if it is before 1973, they are okay. She went on:
“If you were widowed after 5 April 2005 and receive Survivors Guaranteed Income Payment from the Armed Forces Compensation Scheme you keep your War Widow’s Pension for life.”
In between, however, we have this cohort—now reduced to between 200 and 300—of war widows who lost the pension under a change in the rules and have not had it reinstated. I said in that earlier debate that that basically created a perverse incentive for people who, by definition, have already suffered the greatest trauma and tragedy, to part from the person with whom they have found renewed happiness, and go through a charade of this sort if they wish their pension to be permanently reinstated.
At that time, the hon. Member for Belfast East (Gavin Robinson), who sat on the Defence Committee on behalf of the Democratic Unionist party, pointed out an additional perversity, which was that widows of members of the Royal Ulster Constabulary, who served and died alongside members of the Ulster Defence Regiment and other regiments, had had the issue resolved locally in Northern Ireland. Because members of the Ulster Defence Regiment were in the Army, which is covered by defence and not a devolved matter, their widows had not had that issue resolved, and were still being denied the reinstatement of their war widow’s pension.
I then read extracts from five of seven testimonies—that was all I had time for—from war widows who explained what this issue meant to them. I shall now abbreviate those testimonies, but I urge anyone who is interested in reading the full account of what those five widows had to say to look at the speech from, I believe, November 2018, which can easily be found in the appropriate section of my website—[Interruption.]

Commons ChamberI was waiting for the little green men thing to come out at the end about the trade deal. This is absolute fiction.
But what I will say is that the UK will continue to work for de-escalation in the region. I think we are having a great deal of success in bringing together a European response and in bridging the European response with that, of course, of our American friends, and working both with the Iranians and with the Iraqis to dial this thing down. The right hon. Gentleman should be in absolutely no doubt—this is, of course, a Leader of the Opposition who has famously received £10,000 from the Iranian Press TV—that we are determined to guarantee with everything that we can the safety and security of the people of Iraq, whereas he, of course, would disband NATO. It is this Government who will continue to stick up for the people across the middle east who have suffered at the hands of Qasem Soleimani and the Iranian revolutionary guard Quds force that he has led and whose terrorism he has promoted. I am very surprised at the end of these exchanges that the right hon. Gentleman has yet to condemn the activities of Qasem Soleimani and the revolutionary guard.
I thank my right hon. Friend for the passionate campaign that she wages. I can tell her that the current number is 2,190, which is patently unacceptable, but it is moving down. My right hon. Friend the Health Secretary tells me that the number is coming down rapidly. We have a pledge to reduce it by 50%, and I am sure that he will meet her very shortly.

Commons ChamberTo the best of my knowledge, there are more EU nationals living and working in this country than ever before, and, in many ways, that is a great thing, but we have, as the hon. Gentleman knows, the EU national settlement scheme to encourage people to come forward to register if they are in any doubt about their status. We will bring forward an Australian-style, points-based immigration system to make sure that all sectors have access to the labour they need.
I congratulate the Prime Minister on achieving so many things that the establishment said were impossible. In the light of that, may I ask him to instruct the Cabinet Office to examine how we can bring an end to male primogeniture and the ridiculous rules in the honours system that value women less than men—hopefully before he makes good on his undertakings to my hon. Friend the Member for Southend West (Sir David Amess)?
Speaking as the oldest son who has never seen any particular benefits from that rule, I understand completely what my right hon. Friend says. I will reflect on her request. I think that she speaks for many people around the country who wish to see fairness and equality in the way we do these things.

Commons ChamberThe hon. Lady brings me news about schools in her constituency. What I can tell her and what I think colleagues would like to hear is that we are investing more in every primary school in this country by levelling up across the UK.
One of the greatest acts of patriotism shown over the last few years was not by people like myself, who voted leave, but by those who voted remain and accepted the democratic result. The general public never doubted that we in this place would act on their wishes—that is the trust that they had and, I think, still have in all of us here and this Parliament. Does my right hon. Friend agree that when people trust you in this way, you do not let them down?
My right hon. Friend speaks movingly and entirely correctly about our duty to the people of this country. They are watching these proceedings. They want us to deliver Brexit on 31 October, and I urge colleagues around the House to think of their responsibilities.

Commons ChamberLet me begin by saying that I hope the whole House will join me in wishing good luck to England and Scotland for their world cup matches this Friday.
We have set up a taskforce, which I co-chair with Plan International and Procter & Gamble. It will improve data and evidence on period poverty, and improve access to period products for all women and girls. Internationally, we have committed the United Kingdom to leading a new campaign of action to end period poverty and shame globally by 2030.
Will the Minister join me in celebrating the great work done by the Red Box project, which is helping me to distribute sanitary products to schools across my constituency?
I do congratulate Red Box, and also the many organisations throughout the country which Members will know well in their own constituencies. As well as bringing together the manufacturers, the taskforce brings together a network of all those organisations so that we can combat period poverty across the UK.
The Minister may or may not be aware that Derry City Council is one of the few councils in Northern Ireland that have taken steps to address period poverty among their staff. Has the Minister had an opportunity to discuss these matters with local councils, which have a responsibility to their staff?
The Departments of Health and Education have initiatives involving schools and colleges and people in hospitals, but there are many other settings in which we need to combat period poverty, and the workplace is just one of them. That is the purpose of the taskforce, and we shall be talking to all employers in the public and private sectors.
This year’s Pride takes place at a time when LGBT issues are firmly in the public consciousness. It is a reminder, 50 years on from the Stonewall riots in New York, that Pride is just as important today as it was then. Still today, LGBT couples fear holding hands in public. Still today, LGBT people are the victims of prejudice and violence, and still today, some people think it is inappropriate to teach children that other children might have two mums or two dads. I ask all Members of this House to support Pride in the coming weeks and to continue to work towards equality for all.
Women overwhelmingly bear the brunt of domestic work, spending an average of 10 hours more per week on household work than men. The Office for National Statistics has estimated the value of this work at £1.24 trillion, which is more than the UK’s retail and manufacturing sectors combined. What work is the Department doing to quantify and value this household work?
The hon. Gentleman makes an important point. We have been working on a women’s economic empowerment strategy, which looks at the responsibilities that women take on at every stage of their lives and at the impact of that on their financial and physical wellbeing. We will publish the strategy very shortly.
Earlier, one of the Ministers said that they were unfamiliar with some of the comments made by the Conservative candidates for the leadership, so I would like to do my public duty. The right hon. Member for Esher and Walton (Dominic Raab) has refused to lift non-disclosure agreements that he has entered into with some women, and he wants to abolish the Government Equalities Office. The right hon. Member for Uxbridge and South Ruislip (Boris Johnson) referred to black people as “piccaninnies” and Muslim women who wear the niqab as “letter boxes” or “bank robbers”. The right hon. Member for Tatton (Ms McVey) says that there is a problem with kids learning about LGBT+ issues. The right hon. Member for South Northamptonshire (Andrea Leadsom) said that having children would make her a better Prime Minister. The right hon. Member for Bromsgrove (Sajid Javid) said that he did not condemn all paedophiles. Finally, the Minister for Women and Equalities’ preferred candidate, the right hon. Member for South West Surrey (Mr Hunt), is going to halve the abortion limit to 12 weeks. In the light of all that, will the Minister confirm whether equalities will progress or regress under the new Prime Minister?
On the accusations that the hon. Lady makes against my right hon. Friend the Foreign Secretary, may I gently point out that it was under his tenure that the scheme for Northern Ireland was introduced, funded from England’s NHS budget? I also gently say that the hon. Lady may like to concentrate on her own side’s performance on equalities. The Conservative party has had two female Prime Ministers, and we may have our third in a few weeks, so I encourage the Opposition to get their own act together before casting aspersions on ours.
The Government intend to require businesses to consider whether a job can be done flexibly, but will the Minister argue for flipping that question, so that jobs are flexible by default and that employers must make the case for any job not to be flexible?
There is still a lot more to do on levelling the gender pay gap, and I am delighted to announce today the next round of grants to support women who face significant barriers when returning to work. The Adviza Partnership, the Regular Forces Employment Association, which is the forces employment charity, Mpower People, Westminster City Council, the Shpresa Programme, Beam, and Liverpool City Council are some of the awardees, and they will create opportunities for the most disadvantaged women in our society to achieve their full potential.
Climate change is not gender neutral and will impact the poorest countries most, exacerbating inequalities. Will the Minister for Women and Equalities join me in congratulating the Prime Minister on ensuring that our country is the first in the world to legislate for net zero?
This is an incredibly important issue that plays into all the factors that determine whether women and girls around the world are able to reach their full potential. I am extremely proud that our Prime Minister—a female Prime Minister—has been the UN Secretary-General’s resilience champion on climate change and has taken this proposal forward.
I have committed myself to that cause in ways that previous Defence Secretaries have not by wearing a uniform myself. There has been considerable progress, and I refer the hon. Lady to some statistics that will be published tomorrow that are encouraging in that respect. We now have women on the boards of all three services, and I hope to make some further announcements shortly.
Will the Minister join me in welcoming the fact that the UK was recently announced as one of the best places in the world for female entrepreneurship under the Dell scorecard?
The hon. Lady makes an extremely good point, and I will take it up with the relevant Department.
What steps is my right hon. Friend taking to support women facing multiple barriers on returning to work after taking time out for caring duties?
In addition to the returners programme that we have announced today, we have ring-fenced some of that money and an additional £100,000 of funding to particular areas for women who face immense barriers to getting into work or who may have never worked but wish to do so. That includes learning English for those who have not previously had the chance.

Commons ChamberWith permission, Mr Speaker, I would like to pay a brief tribute to Dr Richard Valery Mouzoko Kiboung, who was working for the World Health Organisation to fight Ebola in the Democratic Republic of the Congo when he was killed in an attack on 19 April. Richard was working in the frontline of the response to save lives, and I am sure that the whole House will want to send our condolences to his family, friends and colleagues at this difficult time and to reiterate that health workers are not a target.
The UK’s humanitarian assistance is underpinned by strict principles of neutrality and impartiality, and it is targeted to meet the needs of those affected by the crisis.
I associate myself with my right hon. Friend’s remarks in supporting all those who are fighting the battle against Ebola in Africa.
After last night’s disturbing scenes on the streets of Caracas, what does my right hon. Friend say to those who retreat to their ideological comfort zone, blaming US imperialism rather than calling out the socialist Venezuelan regime for the humanitarian disaster that it has inflicted on its own people?
I wholeheartedly agree with my right hon. Friend. Let me be clear that this is a man-made crisis, caused by years of reckless mismanagement by the regime. Yesterday evening, while my right hon. Friend and others in this House were watching those terrible scenes of armoured military vehicles slamming into civilian protestors, I understand that the hon. Member for Liverpool, Walton (Dan Carden) was defending Maduro and his regime.
Is it not now clear that there needs to be maximum solidarity internationally—from European Union countries, the United States and Latin American countries—with Juan Guaidó and the people of Venezuela, as the final days of the Maduro regime approach?
I absolutely agree with the hon. Gentleman, who has been consistent in his condemnation of the regime. We are working through the Lima group; it is absolutely right that we should give support to the region as well as Venezuela in particular. I call on all Members to support and call for swift presidential elections so that we can let the country move on.
The emergency £6.5 million UK emergency aid package to Venezuela was announced in February. Will the Secretary of State outline the priorities for that, especially given reports that up to 80% of Venezuelan households are without a reliable food source and the World Health Organisation’s suggestion that there has been a stark increase in maternal and infant mortality, and in malaria, tuberculosis and many other infectious diseases?
My hon. Friend is absolutely right. We are prioritising healthcare and nutrition needs. We will keep monitoring the situation, as those needs will change over time. This is an emergency, and people are in life-threatening situations.
The political declaration recognises our shared commitment to tackling global challenges and achieving the sustainable development goals. We have proposed a future development partnership that allows the UK and the EU to work together to maximise development impact, where it makes sense for us to do so.
I thank the Secretary of State for her response. Bearing in mind that our leaving the European Union could result in fundamental changes to development, is she aware of the concerns of organisations such as Bond, which say that they are not involved enough in what the future arrangements might look like? What more could the Government do to ensure that such organisations are indeed involved?
The EU’s development programmes will be the poorer for not being shaped by the UK and not making use of British and UK non-governmental organisations. I have provided a guarantee to all British suppliers, whether in the private or charitable sectors, so that they can continue humanitarian work on EU programming that has already been put in. I encourage the Commission to lift its eyes and enable us to co-operate on development. That is what we want to do; it is the block to that.
Does my right hon. Friend agree that, when we leave the EU, it will be easier for us to strike trade deals with developing nations around the world—creating jobs for those nations, thus enabling their economies to grow, as well as ours?
I do agree. We should remember that we must ensure that we deliver on the referendum result. It is not just going to offer new opportunities for us and our trading relationships; it could also be a catalyst for changing the way the world trades and helping developing nations trade themselves out of poverty.
The UK has long played a leadership role within the European Union in shaping its development and humanitarian response. Can the Secretary of State reassure the House that even outside the European Union we will maintain close co-operation, so that the world’s poorest do not suffer as a result of Brexit?
I can give the hon. Gentleman those assurances. We want to continue to co-operate with our European partners. We would like to have a sensible development partnership with the EU going forward. Currently, the EU is not as keen on that as us and other nations outside the EU. I hope its programming in the future will be open.
Does my right hon. Friend agree that across the world the UK is seen as a development superpower? Does she agree that our leaving the EU will have no effect on that?
That is quite right; it will have no effect on our ability to be able to do things and to work with partners. I hope that the European Commission, and in particular its legal department, will see sense and recognise that 20% of the non-governmental organisations it currently uses are British because we are world-class. Its programming will be poorer if it does not continue to use world-class organisations.
With time running out, the Government need to arrange a large volume of trade deals in a short period of time—deals they said would be easy but are not. There is a concern that to do so they may promise aid spending as an inducement to a favourable trade deal. Will the Secretary of State today commit to aid spending continuing to be untied and always being based on need alone, rather than for our own commercial and trade ends?
DFID provides funding to the UN Refugee Agency, to prioritise the greatest humanitarian and protection needs of refugees globally. This includes Tibetan refugees in need of urgent life-saving assistance.
I hope to attend the seventh world parliamentary convention on Tibet together with the hon. Member for Dundee West (Chris Law), which will mark 60 years of the invasion and oppression of the Tibetan people, the 1 million lives lost and the oppression of the culture, language and human rights of those people. Many are refugees in Dharamsala and in desperate need of our help to keep the spirit of Tibet alive. Can we do more to help those refugees through the culture and education programmes that they value so much?
My hon. Friend raises an important point. Clearly, DFID’s funding is very much focused on education; but it is also focused on humanitarian assistance and support for refugees. I undertake to talk to my colleagues in both the Department for Digital, Culture, Media and Sport and the Foreign Office to see what more we can do to support culture and heritage for the Tibetan people.
I am very glad that the Secretary of State is taking an interest in Tibet, but can I urge her, reflecting on an earlier question, to look at the impact of climate change on what is often dubbed the third pole—on the melting of the Himalayan glaciers? It is having a huge impact on the Tibetan area but is overlooked when we talk about climate change.
It is absolutely right that the hon. Lady should raise that point. Of the areas where Britain can contribute most to the 17 global goals, I personally think that some really stand out: the key three being healthcare, climate change and partnerships. The hon. Lady knows that the Prime Minister, who is the UN Secretary-General’s climate resilience champion, will be doing much more on this in the coming months.
DFID recognises that restrictions on humanitarian space can impede the work of NGOs in the Occupied Palestinian Territories, particularly Gaza.
I think the Secretary of State will be aware that the Government of Israel are attempting to deport Omar Shakir, the country director of Human Rights Watch, for highlighting the impact on the welfare of Palestinians of doing business with illegal Israeli settlements. I welcome the fact that the UK is a party to a statement made to the UN Security Council on Monday asking Israel to allow Human Rights Watch and Mr Shakir to carry on their work unimpeded. Will she echo that call?
I am happy to echo it. The UK did sign and endorse that statement at the United Nations Security Council, and, as a friend of Israel, we continue to make it clear that a strong, vibrant civil society is in its own interest.
Hamas recently launched a crackdown on dissent against its regime in the Gaza strip. How can we ensure that the human rights of human rights defenders in Gaza are protected?
Both my Department and, in particular, the Foreign Office do a tremendous amount of work to support human rights defenders. At the recent Bonn conference, DFID published a paper on how we can support civil society and the governance that surrounds it.
This is World Immunisation Week, and polio is on the brink of becoming the second human disease in history to be eradicated. The United Kingdom remains committed to that effort, helping countries such as Pakistan to reach every child with life-saving vaccinations. I am sure that the whole House will join me in expressing deep sadness at the recent attacks on polio workers in Pakistan, which resulted in the deaths of two police officers and one polio vaccinator. Those tragic deaths highlight the immense personal bravery displayed by the people who deliver immunisations, and their commitment to ensuring that every child can be protected.
Will my right hon. Friend join me in congratulating my constituent Unathi Ndlwana on setting up the Funda Trust to improve educational opportunities for young people in South Africa, in memory of the loss of her child? Following the excellent meeting with my hon. Friend the Minister for Africa, any help that the Department could give us would be excellent.
I am very happy to join my hon. Friend in commending the work of the trust. My hon. Friend the Minister for Africa has told me about that meeting, and the Department will be in touch shortly to talk to him and the trust about how we can support its ongoing work.
If the hon. Gentleman would like to give me the details of the case I should be happy to look into it—I think it is often possible to resolve such cases by talking to the relevant Minister.
I absolutely agree that supporting culture and heritage matters is incredibly important, not least because it helps generate and support a tourism economy and provides nations with further ways to alleviate poverty and grow their economies. The Department has a new initiative called Great Partnerships, which is pairing British expertise, as my hon. Friend outlined, with those who can benefit from that, and he has given a great example.
The hon. Lady is absolutely right, and I regularly have discussions with counterparts in those nations to encourage them to disburse funds, most recently with my Emirati opposite number; I had discussions with her about precisely that point this week.
A large number of Israeli and Palestinian non-governmental organisations pursue partisan and divisive agendas in the west bank, many of which exacerbate tensions for their own ends. Does my right hon. Friend agree that NGOs that advocate boycotts, divestment and sanctions against Israel, which the Government have taken firm action on, should be opposed?
We want to ensure that any partner we work with is exhibiting all behaviours needed to get good things to happen, so, absolutely, that is our policy and it is the policy of the organisations we work with.
My right hon. Friend the Secretary of State is right to draw attention to the dangers of the anti-vaccination campaigns. In addition to thanking health workers across the world for their bravery in countering them, will she ensure the UK leads a vigorous response internationally to turn back a tide that is threatening not only those who would be vaccinated themselves but the communities around them, as we all depend on vaccination for our common safety?
I absolutely agree with my right hon. Friend and would like to take this opportunity to pay tribute to him for leading the humanitarian work in my Department and for his tenure as Minister for the Middle East. I recently commissioned new programming to look at how we can help communities have trust in immunisation programmes. We are so close to eradicating polio from the earth and it would be appalling if we pulled back and rolled back from that now.
The medieval guardianship system, whereby a woman is owned by her closest male relative, means women in Saudi Arabia cannot travel, play sports or do a whole range of things we take for granted without permission from their male “owners”. Given that women who seek any level of gender equality and human rights face unprecedented danger and abuse in Saudi Arabia, will the Secretary of State condemn Saudi Arabia for treating women as mere chattels?
It is absolutely right that we call out behaviour that does not support or empower women or enable them to make the choices they want to in their lives. I am proud of the work that not only my Department but other Departments have done on that, and we will continue it. I call on all nations to make sure that at every opportunity we ensure women’s rights are in summit communiqués and absolutely everything else, and are a core part of every activity we do.

The students and staff of Fitzwaryn School in Wantage, which I had the pleasure of visiting recently, are attending Prime Minister’s questions today and I feel sure that Members across the House will want to welcome them. Commons ChamberDuring my time in Bangladesh, I met Ministers to discuss the impact of UK aid across the country and reinforced the UK’s commitment to assisting Bangladesh’s efforts to support both the Rohingya and host communities in Cox’s Bazar.
I have visited Bangladesh and saw not only Rohingya refugee camps, but wider UK aid projects. Does the Secretary of State agree that we have a huge role to play, that this is a good use of UK taxpayers’ money and that we should continue to support people in Bangladesh?
I thank my hon. Friend for visiting Bangladesh. It is incredibly helpful for us to get as many reports as possible about the difference that UK aid is making and about the situation on the ground. He is right that we should be proud of helping 1.6 million children to gain a decent education and providing nearly 900,000 people with sustainable access to clean water and sanitation and 3.7 million children, women and adolescent girls with nutritional interventions.
It is clear that the conditions are not in place for the safe voluntary return of Rohingya refugees to Burma. Did the Secretary of State have an opportunity to discuss with the Bangladeshis the possibility of something akin to the Jordan jobs compact that could benefit not only the Rohingya refugees in Cox’s Bazar but, importantly, the local Bangladeshi community?
Although all the people understandably want to return home, it is important to recognise that they can do so only when the conditions are met, which means that we are in a protracted situation. We have to start thinking about better shelter, jobs and livelihoods for both the Rohingya and the host communities.
Did my right hon. Friend discuss with the Bangladeshi Government what was going to happen to the Rohingya refugees who are being moved from their existing camps to some potentially unsafe places in Bangladesh?
I did discuss those things, as my hon. Friend would expect, and we are sceptical about some of the Bangladeshi Government’s ideas. We watched presentations about the island and the investment made there, but that will only take 100,000 people, and there are many more at Cox’s Bazar. We therefore need to consider other options for how to support Bangladesh in managing the protracted crisis.
The United Nations convention on the rights of the child states that every child has the right to an education, but that is simply not the case for many thousands of Rohingya children in camps in Bangladesh. What conversations has the Secretary of State had with her counterparts to ensure that adequate educational facilities and opportunities are available to Rohingya children?
I did raise the specifics. Both Bangladesh and the UK are doing a tremendous amount, but we need other donors to lean in and support such initiatives. However, we are pleased that UK aid is making a profound difference, particularly for children with disabilities.
I am sure the whole House will wish to join me in expressing our concern at the loss and devastation following the deadly cyclone in southern Africa. In Mozambique, Malawi and Zimbabwe, hundreds of people have lost their lives and many more their homes. We pre-deployed aid, and the first UK relief flight arrived in Mozambique yesterday, delivering family tents and shelter kits for those forced to flee their homes. In Malawi, we are working with the World Food Programme to enable 140,000 people to access food, and in Zimbabwe, we are working with our partners to provide hygiene kits and essential medicines.
I congratulate my right hon. Friend on the aid that is being sent to Venezuela, whose people are facing horrendous shortages of food, electricity and medical supplies. Does she agree that, as well as sending aid, we need to send a message from both sides of this House that the failed hard-left socialist policies being pursued by that Government will always lead to economic ruin, wherever they are applied?
This is a tragic situation. It is a man-made crisis, and we are doing everything we can to support the response through the Lima Group. My hon. Friend is right. This is why it is important to remember that keeping economies strong is absolutely vital for human capital and the basics in life, and we must never ever let systems that do not support that take hold—
Yes, I did. We looked at what the authorities were doing with the island and we expressed concerns about that and about the fact that many more people—the island will take only 100,000—need to be taken care of in this protracted crisis.
In both the work we do through the ILO and some new work we are doing to support trade unions in developing countries, that absolutely needs to be at the heart of the agenda. Of course, the work that my right hon. Friend the Prime Minister has led internationally on modern slavery absolutely requires this issue to be at the heart of what we do.
The UK has been one of the biggest donors to the Education Cannot Wait fund since it was set up in 2016. What plans does the Minister have to replenish the ECW, and to maintain UK leadership for children in crises?
We cannot spend any of the 0.7% on military spending. That is the whole point of being in the DAC—Development Assistance Committee—club and committing to 0.7%. We are looking at Her Majesty’s Government maritime capability, which might help other Departments as well as us, but aid money will only be spent on aid.
The Dalitso project in my constituency has been collecting pads to make sanitary products for young women in Malawi. It has had a fantastic response from the community and is doing fantastic work. Will my right hon. Friend join me in celebrating that work to make environmentally friendly sanitary products for those who need them?
I congratulate my hon. Friend and that fantastic organisation on their work. In addition to congratulating them, both my Departments will provide support to make period poverty history in the UK and internationally.
I thank the hon. Lady for that incredibly important question. We have a particular strategy in DFID that is looking at placing the empowerment, especially the economic empowerment, of women at its heart. I pay particular tribute to Lord Bates, who has been considering what more we can do for widows worldwide.
The UN Human Rights Council will vote this week on a one-sided motion that minimises Hamas’s role in the violent Gaza border protest last year. Will my right hon. In the case of a no-deal Brexit, the Secretary of State has given some limited assurances to NGOs accessing funds from the EU’s humanitarian fund that the Government will underwrite them in future. Are they prepared to do the same for NGOs that access funds for broader humanitarian work?
I thank the hon. Gentleman for raising that important point. Yes, we are looking at widening that support. Our NGOs, whether they are humanitarian or work in other areas, are world class and we want them to continue to work in those settings, so we have issued those guarantees. However, I say to the hon. Gentleman that if he ever gets the opportunity, he knows what he can do to avoid a no-deal scenario.
