As the hon. Lady will recognise, the UK’s long-standing position is that it is for India and Pakistan to find a lasting solution to the situation in Kashmir, taking into account the wishes of the Kashmiri people. It is not for the UK either to prescribe some sort of solution or to play a mediation role.

In the context of continued reports of human rights violations in Kashmir, will the Minister commit to placing human rights and a peace process for Kashmir firmly on the table as part of any new trade and labour market negotiations with India and Pakistan?

I am very happy to do that. I visited India only last month and was able to discuss the Kashmiri situation. I am hoping to go to Pakistan in the next few weeks, and I will do likewise there. I think all of us in the House recognise that there are human rights concerns throughout both India-administered and Pakistan-administered Kashmir. We continue to encourage all states to ensure that domestic laws are in line with international standards but, as the hon. Lady rightly says, those human rights issues need to be taken into account when it comes to trade and all the other important work that goes on.

There have been threats from both sides to target nuclear facilities, and talks at the South Asian Association for Regional Co-operation have broken down, so what exactly will the Government and the Foreign Secretary do to defuse those tensions and promote dialogue?

Obviously we will do our part within the international community—as a member of the P5 at the UN, for example—to encourage all sides to maintain a positive dialogue, but the pace and scope of that must be for India and Pakistan to determine. We cannot insist on that. As I have said, we will continue to discuss the Kashmiri issue at every opportunity, both here in London, and out in Islamabad or New Delhi.

The Foreign Secretary spoke to Aung San Suu Kyi on 7 and 17 September. I met her in Naypyidaw in Burma on 27 September, and the Deputy Foreign Minister at the UN General Assembly on 20 September. We called for an end to the violence in Rakhine state, a safe return for refugees, full humanitarian access, and, most importantly, implementation in full of the Annan Commission’s recommendations.

We are seeing the heartbreaking pictures and hearing the tragic stories of the plight of the Rohingya people on a daily basis now. Will the Minister increase his representations? Specifically in the light of the evidence of the atrocities by the Myanmar armed forces, does he feel that the decision to lift the EU sanctions against the military regime was premature?

I thank the hon. Gentleman for his thoughtful question. What is going on in Rakhine is a human tragedy and a humanitarian catastrophe. When the UN lifted sanctions in 2011, it was trying to encourage a road towards democracy, which has obviously happened with the election that took place only 18 months ago. With hindsight, one might argue that these sanctions were lifted prematurely. However, a lot of Burma watchers would say that the sanctions did not have a huge effect. There was not a great deal of money from the Burmese military in western bank accounts in the way that applies, for example, to sanctions for Russia, China and elsewhere.

The United Nations High Commissioner for Human Rights described what is happening in Myanmar as

“a textbook example of ethnic cleansing”.

As I said, it is a humanitarian catastrophe out there. Sadly, this increasingly appears to be an accurate description of the situation. It is now essential for the Burmese authorities to enact the positive measures that were announced by the State Counsellor, Aung San Suu Kyi, on Thursday evening. They include the establishment of a new civilian-led body to oversee refugee returns and the development of Rakhine into a state in which all communities can live together sustainably.

Terrible acts of brutality and violence have been carried out against the Rohingya people. Is it the Minister’s intention to ensure that the Burmese army will be charged with war crimes for what they have done?

That is a matter for the UN. The issue of genocide is a legal one and it will be determined at UN level. I understand that there is some frustration and a perception that diplomatic advancement has been slow. We have taken a lead in this. There have been two closed meetings and an open meeting of the UN Security Council. The truth is that a headlong rush to get a Security Council resolution along these sorts of lines would most likely end up being vetoed by the Chinese or the Russians. We need to move together as an international community, recognising that these serious crimes must be properly dealt with.

We encourage all countries, including Malaysia, to conduct open and transparent election processes. Naturally that should include external observation missions, which I believe—and I am sure the hon. Gentleman believes—are important to achieving a legitimate democratic outcome.

I welcome the Minister’s statement. Election observers can help to check that electoral registration in constituencies and districts, campaign finance and polling day are all above board. Will the Minister do what he can to help our friends in Malaysia show the entire world that these elections can be free and fair?

I very much hope so. As the hon. Gentleman points out, Malaysia is an important partner for the United Kingdom, with co-operation across a range of areas, including security, prosperity, education, foreign policy and Islamic finance. We are, of course, supporting the UK Commonwealth Parliamentary Association’s plans to hold a detailed forum for Commonwealth parliamentarians in February 2018, before CHOGM. As my hon. Friend will know, we intend to have a range of contemporary issues discussed, including security, prosperity, climate change and all aspects of human rights, ahead of the national debates that will take place at the Commonwealth summit in April 2018.

I thank the Minister for that reply, specifically because it advertises an event this afternoon offering colleagues the opportunity to find out more about the forum. What specific opportunities will there be for parliamentarians at CHOGM and in the two years after CHOGM, when the UK is in the chair?

My hon. Friend, a former Minister, makes a valid point. There is no point having large-scale meetings such as CHOGM if we see them as an end in themselves. We need to have plans for the future, and I think those plans are afoot. Let us be honest: there has never been a more important time for us to be networked in, whether with the Commonwealth or a range of other international institutions, on all the issues—particularly around security and prosperity—that should be close to the hearts of all British parliamentarians.

The nation of Sudan may have expressed its interest in joining the Commonwealth, but will the Minister make it clear that, despite Donald Trump’s recent lifting of sanctions on Sudan—a decision welcomed by this Government—there is no way we will allow into the Commonwealth a Sudanese regime that continues to brutally persecute ethnic and religious minorities and to perpetrate the most outrageous abuses of human rights?

I very much understand the shadow Minister’s concern. My hon. Friend the Minister for Africa made it clear in meeting Sudan people only yesterday that we are pushing for further reforms. As she rightly says, it would be very premature at this juncture for there to be any application to join the Commonwealth, and it would obviously be a matter for other Commonwealth members to approve.

It is also important to point out that the Commonwealth, as a body, is much respected, particularly in Africa. One looks at countries such as Rwanda and Mozambique, which were never part of the British empire, but which have joined the Commonwealth. That is a big sign of approval for it, but obviously these things need to be done in a properly concerted manner.

Do Ministers share concern about the apparent continuing erosion of the one country, two systems principle in Hong Kong following the disappearances of booksellers, the recent imprisonment of a democratically elected representative and, last week, the refusal of entry into Hong Kong on a purely private visit by UK citizen and human rights campaigner Ben Rogers, who is watching our proceedings today? If so, what action is the Foreign Office taking?

I thank my hon. Friend for her question. It is fair to say that broadly UK-Hong Kong relations remain strong, and there is bilateral work. However, I very much accept her position. We are very concerned that Ben Rogers, a UK national, was denied entry into Hong Kong on 11 October in absolute disregard of the one country, two systems principle. The Foreign Secretary has issued a statement, and the Foreign Office director-general for economic and global issues summoned the Chinese ambassador on this issue over the past few days. We have also made representations to Beijing, and I shall write to Carrie Lam in Hong Kong in the days ahead.

I thank the Minister of State for what he said, and the Foreign Secretary for issuing that statement. Ben Rogers is an outstanding and articulate champion of freedom, democracy, human rights and the rule of law in Asia and elsewhere, well known to Members on both sides of the House. His treatment was utterly scandalous, and those responsible have certainly not heard the last of it—of that we can be sure. I call Paula Sherriff.

Further to the questions about Kashmir, we are talking about two states with nuclear arms possibly edging towards a conflict, and we should all take that seriously. Given our unique historical relationship with both countries, cannot pressure be brought to bring the two sides together to engage in some sort of meaningful dialogue?

It is the 14th minute of injury time already —unlucky for some, I think. I refer the hon. Gentleman to my earlier answers on this issue. We understand that clearly there is a worry: as the hon. Gentleman rightly said, both India and Pakistan are nuclear states and the world can ill afford this flashpoint. From my own discussions in India and Afghanistan—I am going to Pakistan next month, as I said—there seems to be a lessening of some of the tensions. We can take nothing for granted, but ultimately this must be an issue for India and Pakistan rather than anyone else.

Much as I would like my hon. Friend to take over this particular matter, I will answer.

I know that this case, which my right hon. Friend raises with me whenever I see him on the parliamentary estate, is very close to his heart. I raised it this month during my visit to India and spent a day in Chennai, when I had a chance to visit the men in prison. It was heart breaking, but the determination of those men and their families is to be much admired. I also saw the families in my office at the Foreign and Commonwealth Office. I should take this opportunity to thank my right hon. Friend and other MPs across the House who represent the Chennai Six. I know that a huge amount of work has been done. I cannot make any promises, and I do not want to raise expectations that we cannot meet, but we are doing our level best here and in India to bring them back as soon as possible.

That is the perversity of the situation, and we have our eyes wide open.

The Secretary of State for International Development has said that children are at risk of “sexual violence and trafficking”. The International Rescue Committee said that there are

“reports of girls in Rohingya camps being raped or abused when going to the toilet or collecting firewood.”

There are those who suggest that there are two sides to this story, and that paramilitary attacks mean that the Rohingya are to blame for the violence. Nothing can ever justify the horrors that innocent Rohingya are suffering. The UN report contains a witness statement of a 12-year-old Rohingya girl. She told the UN team:

“They surrounded our house and started to shoot. It was a situation of panic—they shot my sister in front of me, she was only seven years old. She cried and told me to run. I tried to protect her and care for her, but we had no medical assistance on the hillside and she was bleeding so much that after one day she died. I buried her myself.”

That was a 12-year-old girl. If a proportional response existed, that could never be it. The UN also said that

“security forces targeted teachers, the cultural and religious leadership, and other people of influence of the Rohingya community in an effort to diminish Rohingya history, culture and knowledge.”

This is planned and co-ordinated ethnic cleansing. I am pleased and relieved that the Secretary of State has echoed the UN High Commissioner for Human Rights in describing it in that way, but we need not only strong language, but strong action. The director of International State Crime Initiative has called ethnic cleansing a “euphemism for genocide”. She adds that genocide is a process that takes place over many years. In 2015, the organisation described the violence towards the Rohingya as

“highly organised and genocidal in intent.”

The Bangladeshi Government have already called this genocide so I ask the Minister, if the UN finds that genocide or other violations of international law have been committed, will the British Government support a referral to the International Criminal Court?

It goes without saying that genocide is a legal term at the UN. If the UN goes down that path, of course the UK Government will be the first to be supportive of taking these matters to the International Criminal Court.

I am hugely grateful for that intervention.

Yesterday, the Foreign Secretary had the opportunity to lead on this in a meeting of the EU’s Foreign Affairs Council. Sadly, the Foreign Secretary’s eagerness to lead at home is not matched by an eagerness to lead abroad. The only action from that meeting was the suspension of invitations to senior Burmese military officials to visit the EU. I agree with Burma Campaign UK that this is absolutely pathetic.

We must do everything in our power to protect the Rohingya and pressure the Burmese Government to immediately cease military operations. We must ensure the implementation of the recommendations in the Annan commission, particularly on the matter of citizenship rights. We must listen to aid agencies and ensure that resources are available to distribute food, reduce the threat of disease and help establish protection services for women and children. We have to remove the red tape so that that can happen. We must pressure the Burmese authorities to allow immediate unimpeded humanitarian access to Rakhine state. Fundamentally, we must no longer turn a blind eye. I urge this House to act now, before it is too late.

Some years ago, I secured a Westminster Hall debate in which I said to the Government that although we had been told that there had been a transition to democracy in Burma, its military and junta were still carrying out rapes, murders, systematic discrimination and persecution against the Rohingya people. I said then that we should not have lifted sanctions and been supplying arms to Burma; we should have waited until the Myanmar Government started treating people—especially the Rohingya people—fairly. Sanctions should not have been lifted, and development funds and military assistance should not have been given.

I am afraid that the Government did not listen. Nobody paid any attention. Unlike some Members, I do not accept that the Government have done enough. This issue has been pointed out for a number of years and nothing has happened. After we came back from the recess in September, I raised an urgent question about the current crisis, and I was very disappointed when the Minister for Asia and the Pacific effectively said that what had happened was the fault of the Rohingya. At that time, Human Rights Watch and Amnesty reports showed satellite images of Rohingya villages being systematically burned. Even at that point, more than 100,000 Rohingya people had fled as refugees into Bangladesh. I am afraid that the ministerial response was not good. Madam Deputy Speaker, you are looking a little puzzled, but I can refer in Hansard to the Minister’s suggestion.

This is a very serious issue. It is fair to say that the latest element of the crisis, triggered on 25 August, came about when the Arakan Rohingya Salvation Army killed a dozen of the security forces. At that time, I made it very clear how massive was the overreaction of the security forces. However, it is also worth pointing out that at the UN, as I shall discuss in my speech, the President of Turkey and Head of State of Malaysia also made the point that this latest element of the crisis had been triggered by ARSA, a paramilitary group.

But there has been systematic abuse of the Rohingya people for years. The fact is that Governments around the world—not just ours—and also the UN have been approached about this issue, but nobody has taken any notice.

More recently, things have gone to the extreme. More than half a million people are now in Bangladesh. The situation in Myanmar is such that those people will not be able to come back. We have heard real, cogent evidence of children being raped and murdered in front of their mothers’ eyes. I do not know what proof the world needs that genocide and ethnic cleansing are taking place right now. I am afraid that the international community seems not to have done enough, if anything, to deal with the issue.

It is all very well people saying, “We’ll give you more money,” or, “We’re going to provide money for the people in Bangladesh,” but that is not enough. Loads more money is needed, but the Rohingya people still in Burma now need to be looked after, and what is happening to them needs to be stopped. The powerful nations of the world need to get together and tell the Burmese to stop. Only when they do so will the Burmese actually do that.

I remember the Libya debate in this House. There were fears then that people might get killed. The world came together: we were able to get a UN Security Council resolution and bomb the place. I am not necessarily saying that we should start bombing, but there seems to be a complete lack of action compared with what happened in Libya, although the Foreign Affairs Committee found that the threat there had perhaps not been as imminent as everybody had suggested. Over there, we did not even know who the good guys and the bad guys were; in Burma, it is clear who is carrying out the ethnic cleansing: the Myanmar Government, the army and the military junta. One general clearly said, “This is unfinished business,” so we know what they want. They want to prevent the Rohingya from going back to Burma, where they belong and have lived for centuries.

I thank my constituency neighbour, the hon. Member for Bethnal Green and Bow (Rushanara Ali), for initiating this debate. I think all of us admire her heartfelt dedication and commitment to the Rohingya, and I appreciate the strength of feeling shown in the House during the debate. Given the constraints of time, I hope hon. Members will forgive me if I deal in writing over the next few days with some of the specific issues that have been raised.

I very much welcome this opportunity to update the House on the Government’s actions to address the appalling situation facing the Rohingya in Rakhine state. This has of course been a fast-evolving crisis over recent weeks. I pay tribute particularly to the hon. Lady, but also to my hon. Friends the Members for Colchester (Will Quince), for St Albans (Mrs Main) and for Sutton and Cheam (Paul Scully), who have been there recently, for what they said about what they saw, at least from the Bangladeshi side of the border.

As many hon. Members will know, the recent and continuing violence in Rakhine is, tragically, only the latest manifestation of very long-standing hostilities. The Rohingya have suffered terrible persecution over several decades. Their already very limited rights, if we can call them that, have been eroded by successive military Governments, and as people without citizenship—stateless folk—they have become increasingly marginalised in Burma and, indeed, at times in Bangladesh as well.

The Rohingya have previously been victims of outbreaks of sustained violence and displacement, including in 2012 and as recently as October 2016, but the movement of people since 25 August and the violence by the security forces have been on an unprecedented scale. Deadly attacks on Rohingya communities by vigilante groups have also been reprehensible, and it is deeply concerning that these incidents have reportedly been carried out in collusion with the Burmese security forces.

As I have said, the consequences of this violence are appalling. I saw that for myself when I travelled there at the end of last month, as the first western Minister to visit Burma since the crisis began. What I heard in Sittwe, the capital of Rakhine state, was truly heartbreaking. When I visited camps in Burma, the descriptions of murder, rape and other human rights violations and abuses that I heard about—they had taken place only a matter of weeks earlier—were horrifying. Over half a million Rohingya refugees have fled their homes and crossed into Bangladesh. Others, including members of other ethnic communities, have been internally displaced within Rakhine in recent times. This is a human tragedy and a humanitarian catastrophe.

I want to say something slightly personal in relation to the issue of ethnic cleansing. Many Members recognise that we are reluctant to use that phrase. There is a personal reason for that and a broader reason. We have been trying diplomatically as far as possible to secure movement from the Burmese Government. In fact, there has been quite significant movement by Aung San Suu Kyi, which I shall come on to. There is also a more personal reason, which goes back to the rather provocative statement from the hon. Member for Oldham West and Royton (Jim McMahon). My mother was ethnically cleansed as a German national in the early months of 1945. She moved from the part of Germany in which my forefathers had lived since the 1720s, and to which she was able briefly to return as a visitor in her 50s. I have never seen that part of the world.

It is because the phrase “ethnic cleansing” is loaded with great emotion and a sense of finality that I have been relatively reluctant to use it. That is not in any way to disrespect the Rohingya, but we still maintain hope that many of them will be allowed to return safely to Burma—it may be a forlorn hope. However, I accept that the UN High Commissioner for Human Rights has said that the situation seems like a textbook case of ethnic cleansing. I conclude, I am afraid, that that appears to be an increasingly accurate description of what has happened.

What is essential now is that the Burmese Government and the security forces enact the positive measures announced by State Counsellor Aung San Suu Kyi on Thursday evening. That includes the establishment of a new civilian-led body to oversee the return of those who have fled and the development of Rakhine into a state, perhaps with martial aid, in which all communities can live together sustainably. The security forces should ensure that the Rohingya feel safe to return. They must, in my view, permit a massive upscaling in international humanitarian relief in Burma that is desperately needed to reach those who remained in Rakhine or, we hope, will return there.

Within the international community—I am glad to say that most Members, although I accept not all, recognise this—the UK is playing a leading role, and it is right that we should do so for historical reasons, in seeking a solution to this political, diplomatic and humanitarian crisis. We continue to engage extensively with the Burmese Government to seek an end to the violence, and to secure full humanitarian access to Rakhine and the return of those Rohingya who have fled. My right hon. Friend the Foreign Secretary has spoken to Aung San Suu Kyi twice in recent weeks, and I held face-to-face negotiations and discussions with her in Nay Pyi Taw, the capital of Burma, on 27 September. During my visit I pressed civilian and military officials to stop the violence, to allow humanitarian access without delay, and to commit to the safe return of the Rohingya.

Ministerial colleagues across Government have been putting pressure on the Burmese Government and military. We have suspended military visits from Burma as well as our defence education co-operation. We are calling on the EU to do likewise. In response to the terrible humanitarian situation across the border in the refugee camps in Bangladesh, DFID is providing extensive assistance, and I want to thank my colleagues in that Department for playing an important role in mobilising international support. Bangladesh, as we know, faces an almost insurmountable challenge in providing genuine assistance to those refugees. Within days of the latest outbreak of hostilities, the UK Government, as has been pointed out, pledged an additional £30 million in support. Those funds are providing essential shelter, food and water to those in desperate need. We want to do more—far more—and the message from the House today will be heard loud and clear in that Department.

I visited Bangladesh after Burma last month, together with the Minister of State, Department for International Development, my right hon. Friend the Member for North East Bedfordshire (Alistair Burt). We met Bangladeshi Ministers and senior officials, the UN and other development officials, and expressed our appreciation for the support that they were providing. In turn, they appreciated the UK’s leadership in providing humanitarian aid on the ground. We have also been working tirelessly to focus international attention and pressure on the Burmese security forces. We have raised the subject of Burma three times at the UN Security Council, and convened an international meeting in New York with Kofi Annan only last Friday. The Foreign Secretary also convened a meeting of Foreign Ministers at the UN General Assembly in New York on 18 September, and I was the only European Minister to address a meeting on Burma organised by the Organisation for Islamic Cooperation the following day, at which the UK Government were specifically singled out by the OIC’s secretary general, a Saudi Arabian gentleman, for our diplomatic, political and humanitarian leadership in response to the crisis.

Through that engagement, we have galvanised the international community around a five-point plan: the security forces must stop the violence—no major violence has been reported since 5 September; full humanitarian access within Burma must be secured; refugees must be allowed to return to Burma in a voluntary, safe and dignified manner; the recommendations of the Advisory Commission on Rakhine State, chaired by Kofi Annan, must be implemented rapidly and in full; and above all, Burma must grant access to, and fully co-operate with, the UN Human Rights Council’s fact-finding mission.

Although the civilian Government have started to make progress on these points, the Burmese security forces have not yet heeded the call. We are discussing the next steps in the Security Council to increase the pressure. However, as the right hon. Member for Tottenham (Mr Lammy) discussed, getting a UN Security Council resolution requires the co-operation of both China and Russia, which we reckon would be likely to veto any such resolution.

My noble Friend Lord Ahmad of Wimbledon has made our concerns clear at the UN Human Rights Council, where we have mobilised the UN’s human rights machinery to address the situation. We have helped secure a six-month extension of the UN fact-finding mission to Burma so that it can properly examine the serious reports of human rights violations coming out of Rakhine, as well as the other conflicts in Kachin and Shan states. The role of neighbouring countries in restoring peace and security will inevitably be vital. That is why we continue to talk, despite our differences, with China, and with India and other regional states, to encourage them to play their part in resolving the crisis.

As I mentioned earlier, I also held talks with State Counsellor Aung San Suu Kyi when I was in Burma. I very much understand the criticism and grave disappointment felt by many in the House, who previously regarded her as a heroine. However, if we fail to acknowledge—in part, at least—the pressures she is facing, that does not help us move towards solutions. She is walking a very fine line between international condemnation and Burmese public opinion, which, as my hon. Friend the Member for Sutton and Cheam (Paul Scully) pointed out, overwhelmingly supports what the security forces are doing, terrible as that may sound.

Weakening Aung San Suu Kyi strengthens the military’s hand. Given how the security forces have attacked and persecuted the Rohingya in recent weeks, that is a terrifying thought. We must all help make a better future for the Rohingya still in Burma and for those who return. We also want to represent all the other people in Burma—there are many from all communities—who yearn for the human rights and democratic freedoms that we all enjoy. During our talks, Aung San Suu Kyi reiterated her pledge for a transparent process to allow for the return of all Rohingya who have fled to Bangladesh. She pledged to me that she would start immediately to implement the recommendations of Kofi Annan’s Advisory Commission on Rakhine State.

As I mentioned, in the past week Aung San Suu Kyi has publicly outlined a plan and vision for resolving the crisis, including the establishment of a civilian force to deliver humanitarian assistance, the resettlement of refugees, and long-term development. The UK Government are watching closely to ensure that her positive words translate into swift action. We will keep challenging her to ensure that our five-point plan is implemented. I think I can speak for everyone in the House when I say that we stand ready to ensure that she gets whatever international political and technical support that is required to put the plan into place.

It was all too clear from my heartbreaking meetings in Rakhine with Rohingya Muslims, ethnic Buddhists and Hindus—civilians who had been forcibly displaced from their homes and had witnessed almost unspeakable atrocities—that communities in Burma remain deeply polarised. A palpable sense of mutual fear and mistrust remains.

The terrible events in Rakhine have been the saddest of reminders of these divides and of just how far Burma still has to go to become an effective civilian democracy. Resolving the current crisis and helping democracy truly take root will require sustained diplomatic and humanitarian engagement. Ultimately, however, only a democratic transition can embed any long-term progress and rights for the Rohingya. We will continue, through diplomacy, slowly but surely to press the civilian Government for rapid progress.

As my hon. Friend the Member for Sutton and Cheam said in his wise speech, the UK is unpopular in Burma for its activism on Rakhine, but there is much that the UK Government have already done and much that we shall continue to do on the humanitarian front. I must add in conclusion, however, that we also have vital diplomatic and political work to carry out. We cannot allow the humanitarian issue to crowd that out. If we do, future military dictatorships will believe that they can act with the same impunity in similar circumstances.

I congratulate the hon. Member for Arfon (Hywel Williams) on securing this important debate and on all his work as chairman of the all-party parliamentary group on Catalonia. The Minister for Europe and the Americas is travelling on ministerial duties, which I am afraid is why I am responding on behalf of the Government. I am delighted to do so for a number of reasons. I have a holiday home in Majorca, in the Balearic Islands, where some of the issues are also playing out, so I am not entirely unaware of them.

Hon. Members, in the course of speechettes or interventions, have made several points and there is understandably strong feeling across various shades of opinion about what is happening in Catalonia. It is entirely right and understandable that this place should have a keen interest in Spain, which is after all one of our closest and strongest European friends and allies. As many hon. Members know, we have a significant expatriate population living in Spain, including a significant number in the Catalonian region.

To be clear, while we must defend important principles brought into question by developments in Catalonia, we should remember that Spain is a sovereign nation and that ultimately—as my hon. Friend the Member for The Cotswolds (Geoffrey Clifton-Brown) rightly pointed out—the situation in Catalonia is a matter for Spain to resolve, in accordance with Spanish law and democratic principles.

Tonight at 5 o’clock, the Catalan Government will make a statement on how they see their future and whether they are to go for independence or another way. That is a decision for them. Given that to date Spain has been unwilling to talk or to accept mediation, and indeed is still issuing threats to Catalan parliamentarians, how does the Minister think that the British Government will react this evening? What kind of discussions do the Government hope to have with the EU and the Spanish Government, to use our influence in the region to ensure that mediation takes place and that there is a peaceful settlement rather than anyone resorting to the recent levels of violence that were totally unacceptable?

It is important to recognise that this is a fast evolving situation, as everyone has said. Let me confirm, in answer to the direct question from the hon. Member for Arfon, that over the past year the Spanish Government have made no attempt to ask our advice, nor have we solicited to offer any advice, about the conduct of the referendum or anything else. The one thing we can do, as a member of the European Union and as a sovereign nation and friend of Spain, is to make the relevant point that we want to dampen down some of the high spirits and passions that are understandably being experienced on the issue.

In reality, as many will recognise, there is a risk that the Spanish Government will trigger article 155 of the 1978 constitution, to take away elements of Catalonian self-government. At the moment, that would not be a desirable state of affairs, so we all await the events of this evening. There is clear strength of feeling on both sides of the argument, as the hon. Gentleman rightly pointed out.

I have a set text and am aware of the potential for running out of time, but if I can come back to the hon. Gentleman I will do so.

The Catalan regional Government are meeting today and, as has been pointed out, the possibility of some unilateral declaration of independence hangs in the air, despite the low turnout in last week’s vote and recent broader polling—if one believes opinion polling in politics these days—to suggest that a majority of Catalans would oppose independence. The decisions that the Catalan regional authorities take today and their consequences will affect the wellbeing and prosperity of not only all the people they represent, but all those throughout Spain. I hope, therefore, that they will consider very carefully the decisions that they take tonight, and the implications for the future.

As the hon. Member for Arfon rightly pointed out, the debate was initially to be about the effect of the Catalonia referendum on the EU, but events have moved on. President Juncker, in common with many European partners, shares the analysis that Catalonia is an internal matter for Spain. He has made clear the EU’s legal position that Catalonia would have to leave the EU if it became legally independent, which would have consequences for the people of the region, including visitors and businesses, some of whom are already considering their future, given the actions of the Catalan regional Government over the past couple of weeks.

Legal independence, however, is a hypothetical scenario not related to recent events, but where the hon. Gentleman is right—he recognises this—the sensitivities around the issue are profound in many European states, not only here in the UK but throughout Europe. That is one of the many reasons why it is probably sensible to look at the Swiss playing a mediating role, given the temptation for a number of separatist groups to draw a direct parallel with the situation in Catalonia that may not necessarily exist for their own part of Europe.

I know the Minister is running out of time, but may I caution him and anyone else about Swiss mediation, because we would not want them to mediate in the matter of Gibraltar?

That would obviously be an approved mediation in so far as both sides were keen and accepted that that should happen. Otherwise, as I said, it is an internal matter.

We should be clear that the purported referendum held on 1 October was illegal. On 7 September, almost a month before the vote took place, the Spanish constitutional court suspended the legislation calling for a referendum, making it clear that such an act would be illegal. None of the Opposition parties in the Catalan Parliament, which represent 51% of the Catalan electorate, considers that referendum to be valid. The vote was knowingly held in breach of the Spanish constitution and was therefore an attempt to undermine the rule of law. Not only that, it was a breach of the law of Catalonia itself, which is something that has been largely overlooked, but its importance must not be understated. The reason that that must not be understated is that the rule of law is the essential foundation of any democratic society. The issue is not hypothetical but of tremendous importance to the EU and to us all.

Will the Minister give way?

Forgive me, I will not, because I am running out of time.

The rule of law underpins all the values, rights and freedoms that are fundamental to our way of life. The UK Government feel strongly that it is in the interests of the UK and of the EU to defend that principle robustly. Failure to do so would diminish us all. What example would we be setting if we encouraged Governments around the world to embrace the rule of law, but did not uphold or defend it close to home?

For the people of Spain—there is a lot of history in this, as we all know about that country—the 1978 constitution has a particular significance. It was a key moment in the country’s peaceful transition to democracy after decades of dictatorship. The constitution was approved by the whole of Spain, including Catalonia, and it does not permit the Government to authorise the secession of any region of the country. That is the very basis on which the Spanish constitutional court deemed the referendum illegal. When supporters of the referendum speak of the democratic rights of or self-determination for the people of Catalonia, we should remember that the Spanish constitution has protected the rights of Catalans and all Spaniards for several decades in Spain’s modern democracy. Those are the very rights that the Catalan regional Government seek to flout.

I have said that developments in Catalonia are a matter for Spain and Spanish constitutional law and democracy. Nevertheless, it is incumbent on the UK, European partners and like-minded democracies—I accept this—to stand up for the principles on which our own liberty depends. That is why the UK Government will continue to make it clear that we support the rule of law and respect for the Spanish constitution. Failure to do so risks undermining the cornerstone of any functioning democracy and European values.

I very much appreciate the concern expressed by many hon. Members about the actions of the Spanish authorities and the alleged excessive use of force. All of us who watched the television coverage were shocked by the events. No one wants to see violence on the streets. The role of the police is to uphold the rule of law, which must be respected by us all. The Spanish Government have apologised for what took place, which I hope will be helpful in finding a constructive way forward.

Aside from matters of principle, it is important to say that Spain is a great friend and ally of the United Kingdom and a key player in the EU. Its strength and unity matter to all of us. In July this year, Her Majesty the Queen hosted King Felipe and Queen Letizia on the first state visit to the UK by a Spanish monarch in 30 years. That visit was a great success and showed off our deep economic, political, cultural and academic ties.

Democracy is about more than just voting. Every democracy has its own rules, laws and procedures, setting out both rights and responsibilities. The ability of the UK and the EU to promote fair and free societies elsewhere in the world would be significantly affected if we compromised our commitment to those principles here in Europe. This Government continue to support a strong and unified Spain as a key partner for the UK and an influential actor in the EU now and in the future.

FCO Services operates as a trading fund of the FCO. I have set it the following performance targets for 2017-2018:

A return on capital employed of at least 3.5% (statutory commitment);

An in-year surplus before financing and dividend costs;

A productivity ratio of at least 80%, measuring actual billable hours vs. available billable hours;

A customer satisfaction result of at least 80%;

An overall improvement on the average 2016 index Your Say score for “Employee Engagement” measuring above 58%; and

An overall improvement on the average 2016 index Your Say score for “My Manager”, measuring above 62%.

FCO Services will report to Parliament on its success against these targets through its annual report for 2017-2018.

I am grateful to the hon. Member for Bolton South East (Yasmin Qureshi) for raising this matter and giving the Government the opportunity to detail the significant action we have taken. Overnight on 24 August, members of the Rohingya militant group the Arakan Rohingya Salvation Army—the ARSA—attacked numerous police posts in northern Rakhine. Even in the days prior to that escalation of hostilities, our embassy in Rangoon had been monitoring the situation very carefully, including travelling to the Rakhine state capital, Sittwe. We understand that tens of thousands of people have crossed the border into Bangladesh.

Kofi Annan’s Rakhine advisory commission report was published immediately prior to the attacks. The Minister of State, Department for International Development, my right hon. Friend the Member for North East Bedfordshire (Alistair Burt), and I issued a joint statement at that time welcoming the report, but also condemning the attacks by Rohingya militants on Burmese security forces. At the same time, the UK strongly urged the security forces in Rakhine to show restraint and called for all parties to de-escalate the tensions.

On 30 August, at the UK’s request, the UN Security Council discussed the situation in Rakhine. Our UK representative in New York led the condemnation of attacks by Rohingya militants, and urged a measured and proportionate response from the security forces. We also called for humanitarian aid to reach those in need as soon as possible and offered UK support for the Rakhine advisory commission, encouraging the international community to do likewise. The recent violence serves to underline how important it is to address the long-term issues in Rakhine and deliver for all communities; it should not deflect the Burmese Government from the key task of addressing the underlying issues that have caused people to flee. As my right hon. Friend the Foreign Secretary has said, it is vital that the civilian Government of Burma receive the support of the Burmese military, and that Aung San Suu Kyi is not thwarted in her attempts to stabilise the situation.

Along with de-escalating the fighting, our immediate priority is how urgent food and medical assistance can be provided to displaced citizens from all communities. Our ambassador in Rangoon has rightly been lobbying the Burmese Government on that, and they have confirmed that they are trying to get humanitarian aid through to communities most in need. As many will know, that is being hampered by the security situation and by inter-communal tensions.

Our high commissioner in Dhaka, Bangladesh, has also discussed the increasingly acute humanitarian situation with the Government there, and I discussed the situation with the Bangladeshi high commissioner last week. I look forward to discussing these issues further tomorrow at a meeting arranged some weeks ago with my hon. Friend the Member for Sutton and Cheam (Paul Scully), the co-chair of the all-party group on Burma, as well as to paying a ministerial visit to Burma in the near future.

Thank you for granting this urgent question, Mr Speaker. I am a little disappointed by the Minister’s response, as he started by suggesting that somehow the Rohingya Muslims and these people had caused this to occur. He must be aware that for a number of years there has been the systematic rape, murder, burning and beheading of people from the Rohingya community. If it is suggested that there may have been some attacks on the police stations, that is not a sufficient reason to attempt almost to explain away what the Burmese Government are now doing to these people. Everyone knows that for years now that the Government, the security forces and the Buddhist monks have been ransacking and killing people—murdering and raping women and children. This is only a climax to the brutality that the Burmese have been carrying out against these people.

Is the Minister aware that because of what has happened recently, many young children have been beheaded and civilians have been burned alive by the military forces? Is he aware that 120,000 Rohingya have fled for their lives to Bangladesh? Will he actually condemn this campaign of ethnic cleansing of the Rohingya Muslims? Is he aware that Human Rights Watch has satellite imagery showing the destruction of entire Rohingya villages, and that there are reports of people there being rounded up into huts and burned alive? Recent reports also show a massive cover-up by the soldiers who have carried out massacres of Rohingya, by gathering their bodies up and burning them.

This is one of the worst outbreaks of violence in decades, yet the international community is, in effect, remaining silent as we watch another Srebrenica and Rwanda unfold before our eyes. Does the Minister agree that the situation requires urgent intervention? What concrete action have the Government and the Prime Minister taken to date to deal with it? Is he aware that UN aid and monitors have not been allowed in? Will the Government make further representations to the UN Security Council about the ethnic cleansing now taking place? Can consideration be given to an immediate intervention by the UN Security Council to deal with this situation? As journalist Peter Oborne said in this morning’s Daily Mail:

“The Rohingya people were loyal allies of Britain in World War II. Now they face their darkest hour.”

We must take immediate action to help them, and I am very sorry about, and disappointed in, the Minister’s starting response.

I am sorry that the hon. Lady is so disappointed; had she heard what I had to say, it would have been clear that we have been monitoring this situation for some time. Indeed, through diplomatic sources, we have made sure that our heartfelt concerns have been heard. It was thanks to a British lead that the issue was discussed at the UN over the past week. One has to remember that obviously a huge amount of attention has been given to issues relating to the Democratic People’s Republic of Korea, which the House will discuss later.

The hon. Lady asked precisely what we are now doing. It is worth pointing out some aspects of the humanitarian aid we are going to put in place. As she is well aware, the UK has rightly and proudly been one of the largest development and humanitarian donors to Burma, and particularly to the Rakhine state, over many years. Since 2012, the Department for International Development has provided more than £30 million in humanitarian assistance, including for food and sanitation, for more than 126,000 people. More important, given the unfolding situation, the UK is the largest single bilateral donor supporting displaced Rohingya refugees and the vulnerable communities that host them in Bangladesh. DFID has allocated some £20.9 million for humanitarian aid responses between 2017 and 2022.

Because of the acute nature of the problems, to which the hon. Lady referred, we will keep an eye on exactly what happens. Please rest assured that the Government will do all they can to condemn when condemnation is the right way forward, but she is well aware that the politics of Burma are incredibly tense and difficult. We have hopefully moved away from a 55-year period of military rule. As far as we can, the international community should support civilian rule under Aung San Suu Kyi.

How is my right hon. Friend’s relationship with China going? As we all remember, the Chinese influence in the seeking of a peace agreement in some of the northern areas of Burma was instrumental in delivering humanitarian effects like those we wish to achieve in the Rakhine state. Will he say a little more about the Bangladeshi Government, and perhaps praise them for their extraordinary work in welcoming so many Muslim Rohingya people? I welcome the Foreign Office’s efforts in supporting that work.

I thank my hon. Friend for his kind words. I was in Beijing only 10 days ago; he will appreciate that attention was focused largely on the DPRK and, to an extent, issues relating to Afghanistan and Pakistan. I suspect we will have a chance before too long to discuss the issues relating to Burma with counterparts in China. I echo my hon. Friend’s words about the Bangladeshi authorities, with whom I had a strong relationship as a member and officer of the all-party group on Bangladesh for some seven years before I took up ministerial office. He is absolutely right that a terrific amount of work has taken place, and it will continue to take place in what is a fraught situation.

The vast majority of Rohingyas want nothing but peace, but it is they who have suffered most as a result of the violence committed, supposedly in their name, by a small number of armed militants. Because of so-called collective punishment for such attacks, more than 100,000 innocent Rohingya men, women and children have been forced to flee their homes in a campaign that UN officials say may amount to ethnic cleansing. Many displaced Rohingyas have ended up in squalid camps, and, according to UN figures published today, some 35,000 have fled across the border to Bangladesh in the past 24 hours alone. There, and in Myanmar itself, these families are in desperate need of our aid.

I am sure the Minister will share the deep disappointment of many Members of this House at the failure of Aung San Suu Kyi, the de facto leader of Myanmar’s civilian Government, to speak out more forcefully against human rights abuses in Rakhine. It is, though, General Min Aung Hlaing, commander-in-chief of Myanmar’s armed forces, who of course bears ultimate responsibility for the army’s atrocities. It is he who ultimately must be held to account.

The Minister must do more than express disappointment, important though that is. The Government must do everything they can to help to bring an end to this senseless violence. Ministers must set clear and unambiguous red lines for Myanmar’s authorities—civilian and military—when it comes to respecting human rights. If those red lines are crossed, there should be consequences. For instance, in the light of recent events, it seems wholly inappropriate that in the past three years this Government have sold weapons worth more than half a million pounds to the Government of Myanmar.

Will the Minister now accept that his colleagues in the Ministry of Defence demonstrated shockingly poor judgment in spending a quarter of a million pounds—from the aid budget no less—on training members of Myanmar’s army? Will he also accept that it was a serious error of judgment for the Minister of State for Defence, the hon. Member for Milton Keynes North (Mark Lancaster), to say by way of explanation that such programmes ensure that other countries learn about British values and human rights?

Does the Minister agree that it simply cannot be right for Britain to continue to provide military aid to a country where human rights abuses are so rampant? If he accepts that, will he demonstrate his Government’s commitment to the Rohingya people by immediately suspending military aid until Myanmar’s army can demonstrate that it is both able and willing to protect the rights of all the country’s citizens?

I thank the hon. Lady for her heartfelt comments. Those issues, which are clearly for the Ministry of Defence, will be under review, and I will ensure that her comments are passed on and that she is kept up to date. Contrary to some of the press reports, I think it is important to clarify precisely what the UK does provide. We do not provide any form of combat training to the Burmese military. The UK provides vocational courses, focused on language training, governance, accountability, ethics, human rights and international law. The UK rightly believes in using elements of our DFID money on programmes of real and lasting change. Such change will only come about from engaging with the Burmese military. Exposing them to how modern militaries operate in a democracy is more effective than isolating them. The content of the educational courses that we provide—the hon. Lady referred to a quarter of a million pounds—complies entirely with the UK’s commitments under the EU arms embargo.

There is more that the Government can do as a convening force, bringing together the countries that are involved with the Rohingya. There are problems not just in Rakhine or in Cox’s Bazar in Bangladesh, but with the hideous trafficking of the Rohingya people down through Thailand and into Malaysia. Given the goodwill that we have in Bangladesh and Burma and, to a lesser extent, in Thailand and Malaysia, will the Foreign Office consider convening a meeting to look at this issue and at how we can improve the lives of these people?

I thank my right hon. Friend for his words. I know that he, having held the post that I now hold, has a lot of knowledge of the area. As I pointed out in my initial comments, after the violence broke out on 25 August, the UK, as a matter of urgency, spoke out and took a lead not just in issuing statements but in ensuring that we had a UN Security Council discussion on 30 August—at a time when the UN was looking at other matters. He is absolutely right to suggest that this situation must be looked at in the context of Malaysia and of other neighbouring states in the region, and not just in the context of Bangladesh. Our ambassador has lobbied the Burmese Government, and our high commission in Dhaka has also discussed the situation with the Government of Bangladesh. We will continue to keep a close eye on developments. I hope that we can do that partly through the UN and other international bodies. My right hon. Friend’s suggestion that the UK brings things together is something that, uniquely, we have some authority to do. I hope that we shall do so if there is any escalation of the situation in the weeks ahead.

The recent violence in Rakhine state and the long-standing persecution of the Rohingya are appalling and must end immediately. In the past two weeks alone, some 120,000 refugees have fled the violence in Rakhine state, and the two main UN camps in Bangladesh are now overflowing. We ask the Government and the military of Myanmar to remove all restrictions on entry to Rakhine state for the media, aid agencies and non-governmental organisations, as the world must be allowed to see what is happening and to help people in need.

While attacks by Rohingya militants are not to be condoned, the Government and military of Myanmar have a responsibility to protect civilians in all communities from violence and displacement, and they must begin to do so immediately. Will the Minister therefore make a commitment to work immediately with the UN and the Bangladeshi Government to provide urgent aid, food and water to refugees both inside and outside the camps?

I thank the hon. Gentleman for his words. He will appreciate that I have already touched on some of the issues in relation to Bangladesh.

I, too, am concerned on behalf of the UK Government that Burma has dissociated itself from elements of the fact-finding mission to which the hon. Gentleman referred. Following the last set of attacks in October 2016, the UK co-sponsored a resolution at the Human Rights Council setting up a fact-finding mission to look into the human rights situation in Burma. We will continue forcefully to urge Burma to co-operate with the mission and its mandate, and as the hon. Gentleman rightly said, the more the world sees what is going on, particularly on the border of Bangladesh and Burma, the more urgent attention we can give to the Burmese authorities to ensure that this terrible humanitarian crisis comes to a close at the earliest opportunity.

We must acknowledge the wrongdoings of the minority armed group, the Arakan Rohingya Salvation Army, but the disproportionate response has escalated violence and enflamed a long-running human rights problem. It has also left other states such as Bangladesh, as we have heard, to carry a significant burden. Does the Minister agree that we should recognise the pivotal role that Aung San Suu Kyi plays in bringing democracy to what remains a fragile country, but if we are ever to get back to talking about democratic structures, trade, healthcare and education in that country we need a long-standing solution that will work to bring the human rights crisis to an end, so that the Rohingya Muslims can live peacefully? Will the Minister outline what we are doing, so that we can cope without UK aid for the increasing numbers of people who are fleeing to Bangladesh?

I thank my hon. Friend for all the work that he does, both as an officer of the all-party group on Burma and for Bangladesh. He will be aware that the 2008 constitution in Burma grants the military 25% of seats in Parliament as well as control of defence, border affairs and home affairs Ministries. That situation has entrenched the role of the security forces since the coup in 1962 and makes it difficult for life to have any normality as we understand it. In that context, we have to recognise the amazingly courageous behaviour of leader Aung San Suu Kyi. I can understand the disappointment of the hon. Member for Heywood and Middleton (Liz McInnes), but we have to look at this in the context of Aung San Suu Kyi trying to play a role that has made life better for many Burmese citizens—not, I accept, for the Rohingya population down in the south-west.

Imagine the situation if there were another coup d’état and Aung San Suu Kyi was removed from the scene, and we went back to fully fledged military rule. That would be a calamitous outcome for the Burmese people. We need to do all that we can to support the moves, slow as they are, towards some sort of democracy as we would understand it in Burma. As my hon. Friend the Member for Sutton and Cheam (Paul Scully) rightly said, the role of Aung San Suu Kyi and her international standing is critical in ensuring that some sort of normality comes to pass in the years to come.

I welcome the Minister’s remarks, because it is incongruous and incomprehensible that Aung San Suu Kyi, for so long a beacon for human rights, has not stepped in to intervene in the face of an horrendous military crackdown that has burned down 17 villages and left 250,000 people without access to food. What is his assessment of the power struggles between the Burmese Government and the military, and how can we best help those who wish to uphold human rights to gain the upper hand?

I thank the hon. Lady for her words. As she says, the one person many British folk with relatively little knowledge or experience of Burma remember is Aung San Suu Kyi, so they are dismayed. It is worth pointing out the sectarian complexities of Burmese society, along with the lack of democracy as we would understand it for over five decades, as that plays an important role in the concerns that the hon. Lady has expressed.

After the most recent escalation in Rakhine state, a number of statements were released by the Burmese information office. I have to say that these were not released with the consent of, or directly by, Aung San Suu Kyi. The information office is run by a former military officer. We understand that the State Counsellor, Aung San Suu Kyi, has now removed her name from that office. That gives some indication of the level of tensions and the complexity of what is going on in Burma.

May I congratulate the hon. Member for Bolton South East (Yasmin Qureshi) on the tone and manner of her question, associate myself with the direction of her interrogation of the Minister and gently say how disappointed I was with the Minister’s tone, which sounded pretty close to dumping the blame for this ethnic cleansing on the victim community? Will he say a little more about our expectations of Aung San Suu Kyi, who is leading a Government and military forces who are associated with behaviour that is utterly unacceptable by any standard at all?

I am sorry that my hon. Friend chooses to use the opportunity to grandstand in the way that he does—[Interruption.] The House has voted on that matter already, as we know. As far as this matter is concerned, we have made it very clear that we feel that Aung San Suu Kyi and her Government need to step up to the plate. We are not in any way forgiving or understanding of the terrible violence and its impact. It is worth pointing out that the entrenched security forces, including the army, police and border guard force, are responsible for the security operations that are currently under way in Rakhine state. We have made that absolutely clear. We will support Burma’s ongoing transition from military dictatorship to a civilian-led democracy. This is very much an ongoing process, led by the democratically elected Aung San Suu Kyi.

The appalling persecution of the Rohingya is long standing and well documented. I concur with the remarks of the former Chair of the Select Committee on Foreign Affairs, the hon. Member for Reigate (Crispin Blunt); I was very disappointed with the statement made in response to the urgent question.

I have two questions for the Minister. On aid, reports today suggest that 30,000 Rohingyas are stranded in the mountains between Bangladesh and Burma. What is being done to address that in practical terms? There has to be a political solution in the long term. Does the Minister agree with the Nobel laureate, Malala, who yesterday appealed to Aung San Suu Kyi, saying that the citizenship of Myanmar has to be given to the Rohingya, so that they cease to be stateless people?

The hon. Gentleman will recognise just how complicated the situation with the Rohingya is. I suspect that the matter has been in his in-tray throughout his time as Chair of the Select Committee on International Development. In fairness, we are trying our best to get reliable information on the ground, which is difficult, as he will appreciate. We understand that 123,000 people have fled from Burma into Bangladesh. He may well be right that there are tens of thousands more in some halfway house, not able to make their way but desperate to do so.

I have tried to point out that we are not standing by innocently. We are doing all we can. In many ways, Britain has taken a lead at the UN, which will ultimately be the body that will have to deal, to a large extent, with elements of this humanitarian crisis. It is also worth pointing out that we have to be realistic about the manner in which the UN operates. The Security Council will require a unanimous vote or at least no veto. It is very difficult to see how, even within the P5, we would be able to get that for the reasons alluded to by my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat).

These are difficult issues. We have done all we can and will continue to do so on the ground in Rangoon and—probably even more importantly in the months and years ahead—in Dhaka. We will do our bit and more to ensure that the humanitarian aspects of this crisis are kept to an absolute minimum.

I thank my hon. Friend for her comments. I have tried to explain the situation as it applies to statements that were put out in Aung San Suu Kyi’s name that did not reflect her views on these matters. As I have said, there is disappointment for many people; there was a sense that the moment Aung San Suu Kyi came into office—only a year ago—somehow everything would be transformed. The issues in Burma are, I am afraid, considerably more complex than that. It is vital that we do as much as we can to support Aung San Suu Kyi and the transition—slow as it may be—towards a fully fledged democracy. There remains a huge amount of good will for her work, which will be critical if we are to get any sort of resolution to these terrible events in the months ahead.

I thank the hon. Lady. Yes, I did. Obviously, this is a fluid situation. The trade envoy will be heading out to Burma again before too long, as well as to other parts of the world. Let us be honest about it: as far as Burma is concerned, the issues around trade are entirely secondary to the humanitarian issues to which she referred. It is perfectly legitimate for those on the Opposition Front Bench to make the statements they did about past trade in weaponry and the like, but, equally, we are now in a very different, much more critical humanitarian situation. The hon. Lady can rest assured that, as far as our diplomats on both sides of the Bangladesh-Burma border are concerned, the focus will be exclusively on humanitarian rather than trade issues.

I raise this as a genuine point to the Minister. Having looked at civilian transitions from military Governments in other parts of the world, will he say today whether, according to his moral conscience, Aung San Suu Kyi has done enough to challenge the mass murder of Rohingyas in Burma?

I thank my hon. Friend for his comments. The truth of the matter is that we do not know precisely what is going on. That is one of the difficulties about Burmese society and the complexities around the Burmese political and military situation. Just what is happening out there is difficult to gauge. I have obviously spoken to our ambassador in Rangoon. He has reassured me that representations are being made on a regular basis. My understanding from what he has said is that the concerns my hon. Friend pointed out are being felt in the very highest ranks of the Burmese Government. So there is no suggestion, to my mind at least, that Aung San Suu Kyi has been guilty of anything other than keeping a very close eye on what is a desperate situation. However, the notion that she has full control over what happens in the military, particularly down in Rakhine, is, I am afraid, a long way from the reality of the situation in Burma and Burmese politics.

I participated in the induction programme for the new Parliament last year, and I appreciate the challenges facing Burma as it transitions towards democracy. I also appreciate the efforts made by the UK Government and Parliament—let us not overlook its role—in supporting that democratic development. Surely, though, it is vital that the UK Government and this Parliament continually restate their belief that citizenship for the Rohingya is an essential part of that transition.

I thank the hon. Lady for her words. Prior to taking on this role, I was vice-chairman for international affairs in the Conservative party and worked with the Westminster Foundation for Democracy, and although I did not specifically do work myself in Burma, I am well aware that a lot of work goes on in a cross-party, integrated programme. Yes, I accept that the citizenship issue is live. As the hon. Lady will be well aware, the sectarian divisions are very pronounced in that part of the world. As many will know, there was a suggestion that when Burma was formed in the aftermath of the second world war or when Bangladesh was formed in 1971, the Rohingya, as ethnic Bengalis, should have been in that part of the world. I fear that all those are very live issues in Burmese politics. They are very complicated issues for us to entirely make a judgment on, but that is not to say that there will not be an open debate on them from our diplomats on the ground.

My right hon. Friend the Minister is right to say that it must be difficult to get reliable and accurate information on the ground, in which case his offer of a ministerial visit should come sooner rather than later. When he goes, will he make sure that he visits both sides of the border, with a particular emphasis on following the DFID aid stream to satisfy himself that our aid is getting to where it is needed?

Yes, I am obviously keen to see on the ground what is happening throughout Burma and also Bangladesh, which is a country I know well. I should perhaps point out that the Minister of State, Department for International Development, my right hon. Friend the Member for North East Bedfordshire (Alistair Burt), is the Minister with DFID responsibilities in this regard. He visited only a matter of a few weeks ago and saw what was happening before the latest outbreak of inter-communal ethnic violence. He has been confident that there has been a positive flow of DFID money for a whole range of different projects, both in Bangladesh and in Burma. A lot of the DFID money that is spent, and will continue to be spent, in that regard is on much broader infrastructure and other projects that are going to make life better for all Burmese. That is not for one minute to say that we should not be focusing attention now on some humanitarian aid, but there is a huge amount of aid that this country can rightly be proud of in that part of the world that is making life better, and will do so for all citizens, for the decades to come.

Despite the extensive support— economic, cultural and political—that we have given to the Myanmar Government, we are now seeing that the Rohingya community is in danger of genocide. Does the Minister agree that we need to ask that Government for three things? First, the Government security forces need to be brought under control. Secondly, the aid organisations need to have free access there. Thirdly, the key thing is that the Rohingya need to be recognised as full citizens of Burma.

The hon. Gentleman’s comments will be passed on; they will be heard not just here but in Rangoon. We are making representations at a diplomatic level. It is difficult, given the political situation there, to make demands, in the way that he perhaps suggests, about the role or otherwise of the military, or indeed any demands about Rohingya citizenship. However, he can rest assured that the concerns addressed to this House today will be made very clear.

You will be aware, Mr Speaker, of the Burmese army’s six-year campaign against the Rohingya Muslims in Kachin and Rakhine provinces, during which 100,000 civilians have already been forced to flee their homes under very repressive laws and are unable to work freely. The UN has said that war crimes have been committed, yet nobody has been held accountable. This looks like the ethnic cleansing that is the precursor to genocide, with stateless citizens who cannot be counted, meaning that their bodies cannot be counted either. We need our Foreign Secretary and the Minister to say unequivocally that we want full humanitarian access, that we want the violence to end and that we want to end the culture of impunity that allows these people to be murdered and nobody brought to justice.

I concur with the hon. Lady. As well as the condemnation to which she refers, we will do our best to get that message across through the international community. One hopes that not just British Ministers but Ministers from across the globe will make that clear, on a bilateral basis but also at the UN. Any judgment on whether crimes under international law have occurred is evidently a matter for judicial determination rather than for Governments or non-judicial bodies. We will continue, however, to call for an end to the violence and to prevent escalation, irrespective of whether incidents fit the definition of specific international crimes to which she referred.

We work in partnership through the UN and through other international bodies. It is worth pointing out that we should be proud of our own expenditure, particularly in that part of the world. Bangladesh is a member of the Commonwealth and Burma was at one time part of India, so there are long-standing connections between our countries. Although one hopes that the international community will also take on some of the burden, we recognise through our DFID commitments that we have particular responsibilities and connections in that part of the world. Although I hope that we will do a lot on an international basis, I do not think we should be frightened by the fact that Britain may well, initially, very much take the lead in humanitarian aid.

We need to appreciate that the sustained discrimination against, and killing of, Rohingya Muslims has been ongoing for years. To their credit, Bangladesh and other nations have attempted to accommodate and assist Rohingya refugees. Surely, the de facto leader of Myanmar, Aung San Suu Kyi, of all people, should respect the rights of all, especially minorities. Extraordinary respect and honour were accorded to her by our Parliament for her own long struggle for democracy. Has the Minister reminded her of this, and of the urgent need to stop the ethnic cleansing of the Rohingya in her country? Will the Minister also confirm whether the Myanmar Government will be taking any positive steps openly to encourage the Rohingya back to their own country?

I thank the hon. Gentleman for his heartfelt comments. He will appreciate that the diplomatic process means that a lot of attention is being paid in Burma to the nature of the debate; that is probably unique among other Parliaments in which there is a passion for issues concerning Burma. To be fair, it is too early to talk in terms of commitments about the Rohingya being brought back to Burma at any point. One issue will be whether many of them wish to return to Burma, even once the situation begins to stabilise. He will forgive me if I say that this is something to which we will return at a future stage.

This is a live debate, and we will continue to make representations such as that which the right hon. Gentleman has made. He is well aware of the difficulties that face us in our relationship with Burma, which will regard this as largely an internal matter. It is not for us to dictate that on an international agenda, but his voice has been heard loud and clear, and this is not the only time that such an issue has been raised. We will do our level best to make sure that, apart from anything else, Bangladeshi citizens who live on the border are properly represented.

Some 90,000 Rohingya are estimated to have fled to Bangladesh. What help can the Minister give to the displaced who now live in the open and in forests, without tents or food? Bangladesh cannot afford to keep them and wishes them to leave.

The hon. Gentleman will be well aware that DFID is already the biggest single donor of bilateral aid to Bangladesh. We will continue to do as much work as we can, without in any way prejudicing important existing projects, particularly infrastructure projects, which have been under way for some time. He can rest assured that we have significant equities and significant expertise on the ground, particularly around the Cox’s Bazar area, which is the district adjacent to the Burmese border. I very much hope that those will come into play, and I suspect that that work is already going on as we speak.

May I press the Minister further on his answer to my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg)? The Minister says it is very difficult to find out what is going on in Burma, but is it so difficult or is it that we do not believe the reports? I have a report from the Burma Human Rights Network, which specifies that 30,000 Rohingya are trapped on the hillsides in Tha Win Chaung and Inn Din near Maungdaw township. These people are trapped without food, water and medicine. What is the Minister doing to find out what is going on? Frankly, if 30,000 people are trapped in such a situation, they cannot await a ministerial visit.

No one was suggesting that knowing about such a situation would be dependent on a ministerial visit. We are working on the ground, but we do need to verify the facts. I accept what the hon. Lady says and there is no sense of disbelief in what an NGO says—NGOs on the ground are working hard, including with DFID and other parts of the UK Government apparatus—but we need to verify the facts before making such statements. However, she should rest assured that a significant amount of work is going on, on both sides of the Burmese-Bangladeshi border, as we speak.

When the Minister has finally clarified the facts, will he condemn as genocide what everybody else believes to be genocide? What is the value of having a democratic dialogue if the result is the persecution and massacre of a whole group of people?

As the hon. Gentleman rightly points out, our immediate priority has been to establish the facts, but it has also been to ensure that we provide urgent food and medical assistance to as many displaced citizens as we can. As I say, we are at the forefront of that.

On making any judgment about whether crimes have occurred under international law—this goes back to the issue discussed earlier—that is really a matter for judicial determination, not something that we should condemn here as politicians. Whether that is done through the UN—through a UN Security Council referral to the International Criminal Court, for example—lies some steps ahead. None the less, this must ultimately be a legal, rather than a political, intervention. As a P5 Member of the United Nations, we have obviously taken that particular aspect very seriously. As I pointed out in my initial comments, over a week ago we began the process of asking the UN to take seriously the issues that I fear have only deteriorated further in the past few days.

The Minister keeps repeating that the situation in Burma is very complex; I think we know that. What is really disturbing for those of us who went to listen to Aung San Suu Kyi and were so moved by her speech is that it seems that not only is she not doing anything, but she is not actually saying anything. In view of our relationship with the country and with her, does the Minister not think that someone should pick up the phone and speak to her? Has he done so? Has the Foreign Secretary spoken to her? Has anyone telephoned her and had a conversation in which they have repeated what some of us are saying in the Chamber today?

I believe that my right hon. Friend the Foreign Secretary has spoken to Aung San Suu Kyi in recent weeks, when the situation was obviously already beginning to deteriorate. I know that he has regular conversations with her, and I am sure he will be on the phone to her again in that regard.

I am sorry if my constituency neighbour, the hon. Member for Vauxhall (Kate Hoey)—the Thames lies between our constituencies—feels that I am repeating myself. It has to be said that there are only so many ways in which I can answer the same questions from Opposition Members. I do understand the heartfelt concerns expressed by Members on both sides of the House. As I say, I think the message will go out loud and clear to Rangoon and, indeed, to other parts of Burma.

I heard the Minister’s statement, and to be honest, I am quite disappointed. It is a really big issue, and he has mentioned a number of times that the Government are working on the ground. What exactly does he mean by “working on the ground”? What exactly has he been doing and what exactly has he done during the past few weeks? Will he please explain?

To be fair, the nature of diplomacy is to try to keep open lines of communication as far as possible. We obviously have connections at a ministerial level and also, and probably more importantly, through our embassy on the ground in Burma.

Above all, as I have said, there is the humanitarian aid that we are putting in place—a huge amount of work is going on—for the displaced communities that have been leaving. It is a massive humanitarian problem. At one level, it is clearly a problem for the international community, but vast amounts of DFID money—not least because of our expertise on the ground in that part of Bangladesh—are being put to good use to meet this humanitarian crisis.

I am sorry if the hon. Gentleman feels that not enough is being done. The reality, however, is that if 25,000 or 30,000 more people are pouring across the border daily, that is amazingly difficult to deal with. I do believe—I am confident and satisfied—that Britain is doing all we can in the current circumstances, and as the situation unfolds in the weeks ahead, I hope that we can redouble our work. It is unrealistic to think anything else.

Over the past six years, the British public have witnessed the murderous persecution of the Rohingya in Rakhine province. At the same time, they have turned on their television screens and heard some of the Burmese Buddhists using language that suggests that the Rohingya are almost subhuman. We have seen that persecution going on. Given that we have given some £80 million a year in DFID aid over this period, the British public will want to know why the Foreign and Commonwealth Office has no influence over the situation at all.

I appreciate that the hon. Gentleman seems to think that we have no influence. The reality is that even in the past six years, when I accept some terrible things have gone on for the Rohingya population in Burma, there has been a move towards some sense of democracy. There was an election of some sort and Aung San Suu Kyi came into office, albeit with the constitutional constraints she is under and the difficulties brought by the civil war that is going on.

Nothing could be further from the truth than the idea that we have done nothing. There has been a huge amount of energy, particularly from the UK Government. Sometimes that has happened quietly behind the scenes. We shall continue to do that on behalf of the many tens of thousands who find themselves displaced.

The Minister started his statement by talking about a Rohingya attack on the Burmese military. That flies in the face of what is an emerging genocide. When will the Government take a much stronger line with the Burmese Government, which in spite of the election of Aung San Suu Kyi are allowing the military to continue as it did before?

As I said to the hon. Gentleman earlier, the constitution unfortunately constrains that to a certain extent. The military have essentially been in control for most of the time since the successful coup of 1962. The moves towards democracy have, by British standards, been relatively small. The constraint we are under is that the hand of the military still plays a very important role from day to day.

I started my statement with that issue simply to say that the escalation we have seen in the past 10 days came about as the result of a terror attack and the reaction of the security services to it. That is the moment at which things reached the crisis point that we have seen over the past 10 days. However, I accept what has been said by many Members of the House: this is not something that has come out of the blue sky; the persecution of the Rohingya population has been a profound issue for decades.

The Rohingya were the loyal allies of Britain in world war two and now they face their darkest hour. Will the Minister give us a clear answer? Will the Government make representations to the UN Security Council, calling for its immediate intervention to protect the Rohingya?

The Newcastle in solidarity with the people of Rohingya group meets on Monday. Does the Minister recognise that many people there—and there will be many people there—will take his word as evidence that he sees the ethnic cleansing of the Rohingya people as collateral damage in the establishment of democracy in Myanmar and, therefore, that the Rohingya people have no friend in this Government?

I really think that that is a very partisan view of the situation. I have tried to explain the constraints that the Government in Burma find themselves under. That is not to say that the Rohingya are collateral damage. We want to see democracy and, as has been pointed out by many Members, the persecution of the Rohingya minority is not something that has come out of the blue in the last year or two; it has been going on for some considerable time. I refute the analysis that the hon. Lady has put into play. We are doing our level best to ensure that this issue is dealt with and she should feel proud, as a UK parliamentarian, that it is the UK Government and our permanent representative in the UK who are taking a lead in raising the profile of this issue in international quarters.

Over the weekend, I met members of the Rohingya community in my constituency. They told me horrific stories of some of the most grave crimes against humanity. They did not even know whether their friends and family were dead or alive. They told me horrific stories of women and children being burned and tortured. They also told me that during her time in custody, they had led some of the biggest campaigns in this country for the immediate release of Ms Suu Kyi. Now, in their hour of need, they hear a deafening silence. Why will the Minister not condemn this grave crime against humanity; why will he not condemn the persecution and ethnic cleansing; and why will he not condemn the deafening silence of Ms Suu Kyi?

I will not condemn an elected politician who, in my view, is doing her level best in the most incredibly difficult circumstances. I have pointed out that we condemn violence, and we have done our level best to ensure that tensions are defused as far as possible. That is the position that we will put across to all sides in Burma. We want to see the tension reduced, not raised to a higher level as the hon. Gentleman perhaps suggests, in his passionate plea, would be the right way forward. I do not think that it would be.

The Minister may struggle with identifying the situation as genocide, but systematic rape, massacres and the burning of buildings of a minority community amount to ethnic cleansing to try to force it out of the country, if not out of existence. That is genocide. When can we expect an appropriate response to that effect from the Minister or the Government?

As I have said, that is a legal issue that has to go through the United Nations. It is not for the Government to make such a condemnation or to grandstand, either in the Chamber or elsewhere. The issue will need to be dealt with through the United Nations if it is to go to an International Criminal Court action, and at the moment we judge that it would be unlikely to get through the UN because at least one of the permanent five members of the Security Council would look to impose a veto. We will do our best to make the statements that we need to make in the international community, but this is ultimately a legal rather than a political matter. It would be easy for me to say words from the Dispatch Box to satisfy the hon. Lady now, but it makes much more sense to do things in a systematic manner.

The Department for International Development can and will do excellent work, but there are reports that authorities are restricting access to international aid. What will be done to ensure that the most vulnerable get the aid that they so desperately need? What political steps will be taken, and will the Government condemn those who will not allow access to aid in this humanitarian crisis?

The hon. Lady makes a fair point. Particularly on the Burmese side of the border, it is desperately difficult to get our DFID representatives the access that we would like them to have. By contrast, once people have crossed that border and are in refugee camps just inside the Bangladeshi border—I accept that that is by no means an ideal situation—we are able to do terrific work on the ground, and will continue to do so, to try to ensure that a looming humanitarian crisis is kept at bay.

One issue inhibiting the UN’s work is the almost complete absence of in-country staff of the United Nations High Commissioner for Human Rights. Will the Minister urgently raise that with his counterparts to ensure that the commissioner’s staff are granted regular visas?

The message that seems to be coming over loud and clear today, as it has in the Foreign Secretary’s comments in recent days, is that the British Government are most concerned about defending the de facto leader and the worthy pursuit of democracy, at the expense of the suffering of the Rohingya Muslims. We have heard talk of getting the UN to take the situation seriously, but when are we going to escalate that? Given that children are being beheaded, villages burned and people raped in huge numbers, how serious does it have to get before we escalate our action?

I understand the upset that the hon. Lady feels. Anyone watching the desperate scenes unfold out in Burma and Bangladesh can only be moved by them. The truth is that if Aung San Suu Kyi were removed from office and Burma’s road towards democracy were closed off, it would be a calamity not just for the Rohingya but for every Burmese citizen, so we should not support that. We must work towards getting Burma on the road to democracy as much as possible rather than trading one off against the other.

I think the hon. Lady makes an unfair interpretation of the British Government’s position. We want to do our level best with what we have in place, but we recognise that things would be even worse if there were not some semblance of democracy in the Burmese Government.

Over the past five years, the UK Government have allocated over half a million pounds towards the provision of educational training to the Burmese security forces, which, among other things, aims to promote awareness of international humanitarian law, ethics and leadership. What assessment has the Minister made of the efficacy of such training, and, if it has been found wanting, will the Government divert such military aid towards humanitarian efforts?

I am not sure whether the hon. Gentleman heard my words earlier on this issue. We are providing the money for educational courses, not military training. Their content complies with the UK’s commitments under the EU arms embargo. The UK is, and will remain, a very strong supporter of continuing the EU arms embargo. We will continue to comply with it as it applies to Burma.

We have a strong and wide-ranging relationship with the Philippines on prosperity, education and security issues. Ministerial visits to the Philippines and annual high-level talks between officials help to progress that co-operation—my hon. Friend the Member for Reading West (Alok Sharma), the former Minister for Asia and the Pacific, was there as recently as last December—which enables us to discuss human rights concerns while pursuing closer diplomatic and trade links.

My constituent Kevin Taylor has been held in the Philippines since 2008. The Filipino authorities continually delayed his case, held him in unsafe conditions and, finally, sentenced him to 12 years for an employment offence. They have now failed even to acknowledge a clemency request, despite his very poor health. With his health failing further and amid concerns about the safety of the institution, and with his parents worried that they will not see him again, will my right hon. Friend set out what is being done to support the family’s efforts to bring him home?

I thank my hon. Friend for all his assiduous work over many years on behalf of Mr Taylor’s parents, his constituents in North Swindon. We have been providing ongoing consular and welfare support to Kevin Taylor since his arrest almost 10 years ago. Most recently, he was visited in prison, and we liaised with his parents only yesterday. Our consular support has also extended to delivering funds and vitamins. Most recently, we requested additional medical appointments after Mr Taylor brought his health concerns to our attention. A clemency request was made as recently as 2015, but I reassure my hon. Friend that we will do our level best to continue that work. I will be in touch with our department in Manila to ask it to redouble those efforts in the days ahead.

In the year since Rodrigo Duterte became President of the Philippines, 13,000 people have been killed. He has threatened to extend martial law across the entire country, and last week he said that he would eat the livers of terrorists with salt and vinegar, but the Secretary of State for International Trade claims that Britain has “shared values” with President Duterte. Can the Minister tell the House which values we share with the President?

The hon. Lady will recognise that there are shared values on international trade, and it is not an issue of ditching anything else. I, like her, am very concerned by the high death toll in the war on illegal drugs that has come to a head under President Duterte. We have been urging much more thorough and independent investigations into all violent deaths, and the Foreign Office has repeatedly raised, and will continue to raise, human rights concerns with the Administration. I hope to visit Manila at some point to make precisely the case that the hon. Lady has made.

Like many in the House, I am concerned that democratic freedoms continue to face restriction in the Maldives. Pressure on Opposition politicians, including arrests and prosecutions, has grown. Human rights activists, civil society and the media are under increasing threat. Her Majesty’s Government, I assure the House, raise these issues frequently with the Government of the Maldives, and we led the recent UN statement in the June Human Rights Council.

Apologies, Mr Speaker; I am new to the House.

My right hon. Friend the Minister will know that a coalition of opposition parties in the Maldives, led by former President Mohamed Nasheed and committed to democracy and to improving relations with this country, has secured a majority in that country’s Parliament. Does my right hon. Friend share my concern that the regime of President Yameen might resort to illegal means to prevent Parliament from functioning properly in that country?

I am very concerned about that prospect. In recent years, in any part of the political environment in the Maldives, no one’s hands have been entirely clean—it has not been a happy situation across the board. The Government’s biggest regret is that the Maldives unilaterally left the Commonwealth in 2016, and I very much hope that a new regime will bring them back into the international regime.

In Jammu Kashmir yesterday terrorists brutally murdered seven Hindu pilgrims, including five women, as they undertook amaranth yatra. What action has my right hon. Friend taken to condemn that terrorist outrage, and what support will he give to recovering and bringing to justice the terrorists, who, we believe, emanate from Pakistan?

I thank the hon. Lady for her question. She can rest assured that a huge amount of work is going on, partly on the security side, with my right hon. Friend the Minister for Security, but there is also, very importantly, as she rightly says, the sheer organisation. We are working closely to make sure there is seamless progress between 2012 and 2020, albeit that we have had Rio in the meantime. I think the Paralympic games in Tokyo are going to be a great success.

I hope my hon. Friend will be assured that the UK has been very active in emphasising the significance of the Sino-British joint declaration—a legally binding treaty registered with the UN that continues to be in force today. During my meeting with the Chinese ambassador on 5 July, I stressed the UK’s strong commitment to that joint declaration. We urge the Chinese and the Hong Kong special administration Governments and all elected politicians in Hong Kong to refrain from any actions that fuel concerns or undermine confidence in the one country, two systems principle.

The Foreign Secretary has rightly underlined the importance of US-UK relations in this new world, but that relationship is kept alive by cultural and exchange programmes such as the Fulbright programme, which is now imperilled by President Trump’s proposal to cut 47% from its budget. Will the Foreign Secretary make representations to underline the fact that we think programmes such as Fulbright should be expanded and not pushed to the point of extinction?

I congratulate the hon. Member for Stretford and Urmston (Kate Green) on her heartfelt and powerful contribution to this timely debate. It was also interesting to hear interventions from the hon. Members for Strangford (Jim Shannon) and for Birmingham, Northfield (Richard Burden), and I will try to address some of the points they raised.

As has rightly been pointed out, the genocide committed in and around Srebrenica some 22 years ago undoubtedly represents one of the darkest chapters in the post-war history of our continent. Because of my family background, I had more reason than many, perhaps, to have hoped that genocide had been consigned to the history books. My late mother was from Silesia in Germany; she was born in November 1939 and was forcibly removed—a phrase that later became “ethnically cleansed”—in the early part of 1945, towards the end of the war, as the red army advanced. Unspeakable atrocities took place, as many hon. Members will know; perhaps there was less sympathy for the civilian population of Germany at that time, but none the less those episodes were something that I was brought up with and told about as a young boy.

I was 30 when the terrible events in Srebrenica took place. There was a sense that we were seeing them with our very own eyes; in many ways, they seemed more horrific because there were live TV broadcasts. Many of us will remember how the Dutch UN peacekeeping force was pushed to one side by Mladić. The bellicose rhetoric of Milošević and others in that part of the world, in the years before and immediately afterwards, was close in our minds.

I want to address a number of issues that the hon. Member for Stretford and Urmston raised. I am proud, as she is, that the United Kingdom takes the matter seriously; I hope we will continue to do so, and to fund it accordingly, in the years to come. It is difficult to talk about lessons being learned. The evil that man does, has done since time immemorial and will probably do in future, in a whole range of different ways, is a terrible thing. Clearly we need to try to educate young people about the precise aspects of what has gone on, whether in the holocaust in the 1940s or in this important genocide in our backyard in the western Balkans. However, I am always a little concerned about that easy phrase that politicians use—“lessons will be learned”. That is not to say that we should not address these issues fundamentally, in historic terms, but ultimately I fear that there will always be people with evil in their heart and evil in their mind.

When one looks at the collapse of Yugoslavia, it is very easy to blame it on forces that go back many hundreds of years or on the actions of particular politicians in the early 1990s. There were a number of decidedly evil people who held their sway because of the power that they had, military and politically, in that region at that time.

I very much appreciate the tone that the Minister is taking in responding to the debate and I absolutely understand that the history of humanity is littered with evil and genocide; as I said, there has not been just one genocide even in our own living memory. However, one of the interesting things that Remembering Srebrenica and other campaigners have drawn attention to is the staged process that begins with low-level prejudice and can ultimately lead to the type of terrible atrocity that we saw in 1995. Does the Minister agree that that staged process at least offers some sort of structure for trying to prevent such evil from completing its journey and, if so, can he say whether it is informing the Government’s thinking in relation to counter-extremism strategies?

I very much hope that it is; the hon. Lady made her point very powerfully. Of course, trying to break the process down so that some concerted strategy can apply across the board does not necessarily bear with the facts, but the hon. Lady has certainly referred to one of the most important strands of the broader counter-terrorism strategy.

The hon. Lady is right that this anniversary is a moment not only to remember those who died but to reaffirm our own determination to prevent genocide in the future. I take this opportunity to pay tribute to the work of the International Commission on Missing Persons, which was mentioned earlier. It has identified over 70% of those who were missing at the end of the Bosnian conflict, as the hon. Member for Birmingham, Northfield made clear. That work includes identifying the remains of some 7,000 of those who were killed at Srebrenica. In a way, that is a remarkable achievement, but I accept that for many hundreds, even thousands, of relatives there is still a lot of work to be done. I take very much on board the suggestion that we remember those who are still missing and stand in solidarity with their families.

In March, the Foreign and Commonwealth Office welcomed some of those who are still searching for their loved ones, including people such as Nura Begovic, whose brother is of course still missing. We had a meeting at that time that was jointly organised with the ICMP. The hon. Lady rightly talked about the ICMP’s work. This Government—like, I hope, all UK Governments of whatever colour in the future—will continue to provide resources for that work. We have provided some £3 million overall since 2000, a period that obviously extends across the political divide. I am delighted that my FCO colleague, the Minister for the Middle East, my right hon. Friend the Member for North East Bedfordshire (Alistair Burt), remains a commissioner for the ICMP.

The Government have been a strong supporter of the Srebrenica commemorations, both in Bosnia and Herzegovina and in the UK. On the 20th anniversary in 2015, Her Royal Highness the Princess Royal represented the UK at the Potočari memorial site. Representatives of the British embassy in Sarajevo attend commemoration events every year and in their doing so I hope that we are playing our part in demonstrating that the United Kingdom stands together with Bosnians in expressing our horror at the crimes committed in Srebrenica. Those representatives show our continued support for justice and reconciliation.

As has been pointed out, we also rightly commemorate Srebrenica here in the United Kingdom. Last year, the erstwhile Foreign Secretary, now the Chancellor, hosted a memorial event in the FCO. Her Majesty’s Government support this year’s commemoration at the Guildhall here in London; we will, of course, be represented at it.

We are also giving some £1.2 million to the Remembering Srebrenica project, which works to ensure that this appalling episode in European history is properly commemorated. The project itself aims to bring together people from all walks of life, from all cultures and from all faiths to highlight the destructive nationalism and hatred that lay at the heart of the Srebrenica massacre. In my view, one way of doing that is through raising awareness of genocide by taking people out to Bosnia. I appreciate that the hon. Lady and the hon. Member for Birmingham, Northfield have already been a part of that process.

I know that the hon. Lady has been there and I hope that many other MPs will go out to the western Balkans, not only to commemorate Srebrenica but to see some of the positivity in other parts of that region. Croatia, which is next door, is a member of the European Union, while other nations in that region seek to join the European family. We are rightly very proud in this country of our role in this valuable project.

The United Kingdom also strives for Srebrenica to be remembered around the world. In 2015, we drafted a United Nations Security Council resolution marking the 20th anniversary of Srebrenica; as was rightly pointed out, it was disappointing, but perhaps not entirely surprising, that both Serbia and Russia objected to it and ultimately Russia, which has the power of veto, vetoed it. I hope that we will continue to make similar efforts for similar anniversaries in the future and hopefully we will eventually have a unity of purpose within the UN.

Of course, we wanted at that juncture in 2015 to remember all the victims of the Bosnian conflict, to show solidarity with survivors and to reflect on the UN’s failure to stand up and be counted on that very dark day in Srebrenica in 1995. Of course, that failure is recognised as one of the organisation’s darkest moments. As I have said, sadly Russia vetoed our resolution in 2015, but we remain committed to working through the international organisations to prevent genocide, crimes against humanity and war crimes.

The theme of the Srebrenica commemorations this year is “Breaking the Silence: Gender and Genocide”. As the hon. Lady rightly pointed out, it is important to remember that while those killed in Srebrenica were almost exclusively men and boys—they were very deliberately chosen to be killed—many, many thousands of women and girls suffered appalling sexual violence and of course were left behind after the Bosnian conflict came to an end.

The FCO has been at the forefront of international work to tackle this issue since we launched our preventing sexual violence in conflict initiative in 2012. Our current focus is on ending the stigma associated with sexual violence. Last Thursday, the Inter-Religious Council of Bosnia and Herzegovina signed a declaration against that stigma. The UK had a hand in that declaration, because the text was brokered by the United Nations Population Fund as part of a UK-funded project. It is just one example of our work to end such stigma, which obviously applies well beyond the issues in Bosnia and Herzegovina; it really applies across the world, with elements of sexual violence in areas where there has been a major stigma associated with it. We fully support the decision by Remembering Srebrenica to highlight the issue of stigma in this year’s commemoration.

As the hon. Member for Strangford will know from his part of the world, it is also important that we look to and build for the future. It is vital that, in looking back, we remember the victims and try to do our best to prevent anything like Srebrenica from ever happening again. However, we also need to look forward, to build for the future and to ensure that Srebrenica is not forever defined by the terrible episodes in 1995 or indeed by the past in general.

As has rightly been pointed out, reconciliation is a vital step on that road, which is why tackling stigma is so important. It is also why the UK has funded projects to help displaced people returning to the Srebrenica area; those projects have helped to create some 90 new jobs for young people in the region.

I conclude by saying that we must never forget the terrible events in Srebrenica 22 years ago. Remembering is important, not only to honour the dead but to remind ourselves that even in these modern times—civilised times, as we like to think of them—such horrors definitely remain possible and we must try to prevent them from ever happening again.

The UK can be proud of what we have done to ensure that the victims of Srebrenica are never forgotten and I very much hope that we continue that work in a similar vein. We can also be very proud of the work we are continuing to do to help the people of Bosnia and Herzegovina to look forward to the future and hopefully to build a more prosperous, harmonious and stable nation for the future. However, I fear that such work will come to nought unless, as my right hon. Friend the Foreign Secretary made clear during his own visit to Bosnia and Herzegovina as recently as April, the present-day leaders of Bosnia and Herzegovina deliver much-needed reforms. It really is time for the politics of hope to prevail over those of division.

I thank the hon. Member for Heywood and Middleton (Liz McInnes) for giving me plenty of time to address the important issues that have been raised today.

First and foremost, let me congratulate the hon. Member for Strangford (Jim Shannon) on securing this debate. I am pleased to announce that his tie will be going into cold storage for the next 366 days, because next year is a leap year, but we look forward to seeing it in future. There is some relevance in his wearing that tie. Although many of us in the Chamber may feel that the ideals behind the United States of America are not as strong today as they have been at some point in the last 250 years, those ideals have been a fundamental approach towards freedoms that should be promoted across the globe. I pay tribute to the hon. Gentleman for his important work and his consistent and persistent commitment to the freedom of religion or belief, as chairman of the all-party parliamentary group on the issue.

I hope that Opposition Members will allow me to quickly mention two former Members of the House who are not here because they lost their seats, David Burrowes and Caroline Ansell, who I think would have been here, playing an important part in this debate. We very much miss them, but I know that their commitment to Christianity means that they will play their part.

Like all hon. Members here today, I am appalled by the persecution suffered by countless millions of Christians across the world who seek only to practise their deeply held beliefs openly, in peace and safety. Here in the west, as has been rightly pointed out, those freedoms are all too often taken for granted. We need to utilise this opportunity, particularly on such a robust all-party basis, to make the case that has been referred to.

I agree wholeheartedly with the sentiments of my hon. Friend the Member for South West Bedfordshire (Andrew Selous) and the right hon. Member for Warley (John Spellar). Here in the UK, we rightly recognise that we have a special responsibility for protecting and upholding the rights of Christian communities across the globe.

My right hon. Friend the Member for Meriden (Dame Caroline Spelman) is absolutely correct that Her Majesty’s Government should redouble their efforts to work on a cross-departmental basis. My hon. Friend the Member for Congleton (Fiona Bruce) rightly pointed out that there has been improvement, but Members can rest assured that I regard it as an important priority to ensure ever closer work between DFID and the Foreign Office in this area and, indeed, a number of other areas where there should be closer co-ordination.

I welcome that. The Foreign Office and DFID work closely together, so will the Minister kindly assure us that he will refer his ministerial colleagues at DFID to the comments made by many Members in the Chamber today? DFID needs to follow the FCO’s lead in addressing the human rights issue of freedom of religion and belief in a much clearer, more comprehensive and structured manner than it has done to date.

I entirely understand that, and I will come on to the comments made by my hon. Friend and my right hon. Friend the Member for Meriden about that issue. They can be assured that there is, in ministerial terms, rather more co-ordination now between the Foreign Office and DFID, given that two Ministers are double-hatted. That will assist particularly in parts of Africa and the middle east where there is a part to play. I also will ensure that in the most evident problem hotspots, we make clear to our embassies the expectations about what we need to work towards.

My right hon. Friend the Member for Meriden asked how much is spent on freedom of religion projects. We shall, during this tax year, spend some £758,000 on such projects worldwide, including in Pakistan and Iraq. We also lobby Governments across the globe on a regular basis. She rightly pointed to the case of Taimoor Raza in Pakistan—which has already come across my desk in the two and a half weeks since I took on ministerial office—and the appalling death sentence that has been passed after his blasphemy conviction. The reality is that more often than not, or almost invariably, such a sentence is commuted to life imprisonment—bad though that is.

We need to have a debate about the issue that my right hon. Friend raised. She is quite right that Pakistan is the second largest recipient of aid from the UK Government through DFID. I have some sympathy with her view that we need to, in some diplomatic way at least, link the two. However, I also have some sympathy with what the hon. Member for Rhondda (Chris Bryant) said. I would be very reluctant to withdraw from any ongoing aid or development projects on the basis that there were concerns here. We should openly try to suggest, in a cross-departmental way, that a number of Her Majesty’s Government’s priorities, particularly in relation to freedom of religion, need to be an integral part of any ongoing aid and development work. We are spending significant sums of money, but a number of projects could happen in various other parts of the globe.

I very much take on board what my right hon. Friend said, and she can rest assured that through diplomatic channels, in our work between London and Islamabad, we will ensure that the Pakistani Government are made well aware of what we regard as being not just our priorities but their responsibilities in relation to DFID expenditure.

I want to touch on the issues raised by the hon. Member for City of Chester (Christian Matheson) about Colombia and Mexico and by the hon. Member for Glasgow East (David Linden), whom I congratulate on his debut on the Front Bench, about Tanzania and the terrible plight of Zanzibar. I have to confess that I have no data to hand about issues of freedom of religion in those areas or the particular issue referred to of organised crime, but I will write to both hon. Members once I have been able to get more information from our embassies.

I am particularly concerned currently about the plight of Christians in Burma, Iraq and Syria, where the Christian population has fallen dramatically, from 1.25 million as recently as 2011 to approximately 500,000 today. I recall my parliamentary visit 14 years ago to Aleppo, Palmyra and Damascus in Syria. We drove for a mere half an hour from the centre of Damascus to visit some of the ancient Christian villages where St Paul proselytised some 1,900 years ago. I shudder to think what has become of those ancient Christian communities today.

The right to practise one’s religion peaceably—or, indeed, to follow no religion at all—is and must remain a fundamental entitlement, and the UK Government will continue energetically to defend and promote it. As a number of hon. Members pointed out, it is a sad indictment of our 21st-century world that we still have to defend that right, but we do have to, because, as we have learned, it is increasingly being violated.

In 2013, I spoke from the Back Benches in another debate, which I think was led by my hon. Friend the Member for Congleton, about the persecution of Christians. The fate of Christians and other religious communities in the middle east and the north Africa region is complex and often compounded by their minority status. In Syria, Assad’s actions have helped to fuel the worst sort of sectarian violence. Although at one point he was perhaps seen as someone who could stand up for minorities, the truth is that he has now shown himself incapable of maintaining control of his country or of effectively countering the threat from extremists. In so doing, he has put at risk communities including Christians, Mandaeans, Yazidis and all other minorities, as well as the interests and safety and security of the Sunni majority.

The UK Government remain determined to promote and defend human rights more generally. Failure to do so has an impact on Christian and other religious minorities. As the hon. Member for Rhondda powerfully reminded us, where freedom of religion or belief is under attack, other basic rights are threatened too. It is in all our interests to promote religious freedoms and human rights more generally, so I welcome this opportunity to set out briefly what the Government are doing to promote freedom of religion or belief across the world.

Our activity is both multilateral, through institutions such as the United Nations and its Human Rights Council, and bilateral with individual countries. In the multilateral sphere, we strive to build and maintain consensus on this issue by lobbying other countries and supporting UN resolutions such as the one recently sponsored by the European Union. We also engage closely, through our extensive diplomatic network, with individual countries. We promote the right of freedom of religion or belief and we raise vigorously—if often, for obvious reasons, behind the scenes—individual cases of persecution.

In relation to Pakistan, which we have discussed, my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs continues to raise the rights of all Pakistani citizens, including religious minorities, and did so very robustly during his visit last November.

In relation to Iraq, we remain deeply concerned about the atrocities committed by Daesh or ISIS against individuals and religious communities, including Muslims, Christians, Yazidis and others. We continue to engage closely, and with a specific cause in mind, with religious leaders both in the UK and in Baghdad and beyond. In the last financial year, we have provided £90 million of humanitarian assistance to Iraq alone. That takes our total commitment to £169.5 million since June 2014. A significant, ring-fenced element of that support will help to protect displaced religious minorities. I take to heart some of the criticisms by the former Archbishop of Canterbury, Lord Carey, about the Government’s approach to religious minorities in the middle east, but it is the case, as has been pointed out in this debate, that an avowed policy of giving preferential assistance to any single religious group might make it more vulnerable to discrimination in some of the more ungoverned spaces of the world.

In Syria, Christians, Mandaeans, Yazidis and other minorities, as well as the Sunni majority, as I pointed out, have all been victims of Daesh atrocities. Ultimately, as I think we all know, the only way to stop that abuse is to defeat Daesh, and we continue to play a leading role in the 67-member global coalition in that regard.

The hon. Member for Strangford and my hon. Friend the Member for Bolton West (Chris Green) were right to highlight the plight of the Coptic Christians in Egypt. They are a minority, but a very significant minority—some 8 million to 9 million out of an overall population of 90 million.

We have touched on Yemen and the treatment of the Baha’i community, and on the treatment of Jehovah’s Witnesses in Russia, which the hon. Gentleman rightly pointed out. Officials from our mission in Moscow attended the various court hearings there, and members of the Jehovah’s Witnesses in the UK noted that the presence on the ground of diplomats from the UK had a positive effect on how individuals were treated and how the process was undertaken. We shall continue to monitor that case particularly carefully.

More generally, our project work overseas is an important part of our effort to promote and protect religious freedoms. One project is helping to develop lesson plans for secondary school teachers in the middle east and north Africa. The aim is to teach children about religious tolerance, religious acceptance, and the absolute right to freedom of religion or belief. We strongly believe that teaching children in that way is a vital part of promoting tolerance and respect at grassroots level and of helping to build future resilience against extremism.

Yes. The hon. Gentleman will forgive me, but we are talking about a different debate, and I am sure that we will have plenty of debates on Saudi Arabia. It is also not within my responsibilities in the Foreign Office. I will therefore try to address the issues in writing and get my right hon. Friend the Minister for the Middle East to do so.

Our staff in embassies across the globe are essential to the success of our work, and I hope that the debate today will help to redouble some of their efforts. It is important that we make clear the strength of feeling across the party political divide. We need to promote religious tolerance, human rights and religious rights, which are an integral part of our work. To support those staff, we provide training in religious literacy and have created a freedom of religion or belief toolkit, which was referred to earlier and provides useful information on addressing freedom of religion or belief.

In conclusion, I assure the hon. Members present of the Government’s and, moreover, my personal determination to continue supporting, defending and promoting the right to freedom of religion or belief. We will use our influence to promote that fundamental right across the world and to support Christian minorities, including in the middle east, through our engagement in multilateral institutions and with individual Governments and civil society.

I thank all hon. Members for their contributions today, but I hope that the House will indulge me if I single out my hon. Friend the Member for Hornchurch and Upminster (Julia Dockerill) for her first contribution in the House. My hon. Friend is also my very good friend, having worked in my private office, most recently as my chief of staff. She has worked with me for 11 years and learned about all the bad habits of politics from me, and I hope that learning from those mistakes will mean that she has a far more meteoric career in this place. It is a pleasure to be able to mention that.

I also take this opportunity to thank all hon. Members here. Their often unsung work is an important signal of the UK’s determination to stand up for religious freedoms and in particular for Christian communities in some of the most politically unstable and unpredictable corners of the globe.

I beg to move,

That this House has considered the security and political situation in the African Great Lakes region.

This is the first opportunity that the House has had since the general election to discuss the great lakes region. I shall curtail my remarks somewhat to allow sufficient time for Back Benchers who wish to speak, as we have already lost 12 minutes or more of the debate.

The first three countries I am going to mention are countries where things have gone better in recent times. I start with Rwanda, which has a booming economy and has moved on from the genocide of 1994 in the most admirable ways. In November 2015, the White House put out a statement saying:

“President Kagame, who in many ways has strengthened and developed Rwanda, now has an historic opportunity to enshrine his legacy by honouring his commitments to respect the term limits set when he entered office...any move to prolong his hold on power would be to the detriment of Kagame’s legacy”.

On 1 December, Samantha Power called for Kagame to step down in 2017. What is the UK Government’s position on this?

Secondly, in relation to the UN rapporteur’s report on freedom of association and freedom of expression, has the UK been making representations—for example, in the Minister’s meeting with the Rwandans in December 2015 —to ensure that those in other political parties are not being labelled as enemies of the state and that the plurality of democracy becomes a key part, alongside a booming economy, of building this country as one of the great powerhouses of Africa?

The third issue is the function of non-governmental organisations, which is another big worry in Rwanda, not least in relation to appointments to the leadership of NGOs through the Rwanda Governance Board, whose role should be regulatory—it should not interfere and control. What is our Government’s position on that, and what representations are being made on those three issues?

I will move on from Rwanda. It would have been good to say more, but I am sure that others will do so. I suspect that less will be said about the Central African Republic, which is not mentioned or visited much by anyone. It has been too unsafe to visit, but the Pope has now demonstrated that it is moving on. The turnout at the last election in 2016 was an impressive 79%, and with democracy comes the possibility of stability, peace and development, but that is tempered by this week’s report by Amnesty International. What is the Government’s response to that report?

What assistance are the Government giving to help that country to move out of its dark years, or are we standing on the sidelines? The remnants of the Lord’s Resistance Army are causing turmoil at every opportunity in the east of the country. What assistance are we giving to CAR to help it become a more normalised and stable country that can grow democratically and economically with a significant level of peace?

I wish to turn to the Congo, by which I mean not the Democratic Republic of the Congo, which I will come to and which I am sure will be the main issue of concern —it is a major country where we have a lot of relationships—but Congo-Brazzaville, which is also hardly mentioned. What are we doing there to ensure that its political stability is acknowledged and strengthened?

As an important aside, given the work of the World Wildlife Fund and Tusk with Prince William and others, it is a significant country in terms of the preservation of forest elephants and lowland gorillas. It seems to me that there is huge potential for boosting tourism; whether one welcomes or regrets that, it is a significant part of maintaining those critically endangered species. The issue is also relevant to CAR, whose national park borders Congo-Brazzaville. What practical assistance are we giving to help that develop? This country has a great interest in that area, not least through Prince William’s exertions. We will host a major conference in 2018. We have great expertise and there are opportunities do something hugely significant in a country that is rarely mentioned in this House.

The all-party parliamentary group on the African great lakes region intends to make a proposal relating to the delegation to the Inter-Parliamentary Union Assembly—Members may be interested in participating—and both CAR and Congo-Brazzaville may well be part of that. The Foreign Office in Kinshasa would certainly be keen on delegations visiting areas with which we need to build relationships and whose gains we can consolidate. Things have improved significantly in those countries in recent times, which is welcome. We should temper criticism and provide support for improving their democracy. We should continue to press them on that, while acknowledging their progress.

In Burundi, which I visited two years ago, there is a less happy state of affairs. The Department for International Development has pulled out and we do not have an embassy there. I pressed Ministers in the last Government on that issue. It was a mistake for us to withdraw from Burundi—and that has proven to be the case—because it is becoming increasingly anglicised in its approach to the world, as part of the east African community. It has followed many others by going its own way. Some Presidents seem to think that they ought to be there for life. In this case, there has been significant turmoil and a lot of violence, not least from the acolytes of President Nkurunziza and his entourage. There are huge dangers in the country, but what are we doing to assist and intervene? Do we support the use of chapter 7 of the UN charter to deploy a police force, in accordance with UN resolution 2303 of July 2016? What will it take for the UN Security Council to make that decision, and are we working to that end? What other leverage are we using on the President to ensure that the country moves on?

Burundi is hardly spoken about, but its genocide compares with the worst in Africa in recent and historic times. An extraordinary level of genocide was hidden away in the ’70s and ’80s. From 1972 onwards, the country experienced the biggest single proportionate dislocation of people anywhere in the world. The displaced population moved across the border to Tanzania in dramatically large numbers, and they have been reassimilated extraordinarily successfully. Yet we stand aside from all that, and from the needs of the country. Its democracy is under threat and violence has broken out repeatedly. The country carries the legacy of the hidden genocide, which has been highlighted by the discovery in the last 24 hours of 1,000 bodies in a mass grave in the Rusaka district. What are we doing, and why are we not properly engaging?

What about the NGO situation? The Iteka league was banned on 3 January. What about malaria? The country—the second-poorest country on the planet—is not really moving forward in tackling malaria. When it comes to human rights, what are we doing in Geneva with the Human Rights Council to ensure that Burundi is not given a soft option and that it is tackled about what it is doing, so that it can become a great success in Africa rather than regressing into dictatorship and the ensuing violence?

The final country I shall mention is the seventh poorest on the planet and the biggest—the DRC. It is a country of extraordinary size, with a population of 60 million, high levels of displacement and wars on its eastern side for a long time. Again, the opportunities are great, but what are we doing? An agreement was reached on 31 December on progression to enable the President to stand down. He has not yet signed the agreement, although most observers seem to think that he will. What are we doing to ensure that democracy prevails in that huge country? We have a significant aid programme in the country. What are we doing to ensure that the move on of Kabila is seen as a starting point for significant change, not a silver bullet?

What are we doing to ensure that our efforts are not concentrated entirely on the conflict areas of the east, but that they reach the whole mass of the country? The largest amount of—I am not sure that illegal is the right term—ad hoc land mining anywhere in the world has taken place across the western borders, and a huge chunk of the country has the most extraordinary health and safety conditions, deaths and lack of regulations. Our expertise could play a significant role.

I understand the plaintive cry of, “What are we doing?” This country can do a lot only through working with others, but we are doing a significant amount in our own right at Foreign Office level, through DFID, and, as the hon. Gentleman knows, even at party level. In my role as vice-chairman of international affairs in the Conservative party, we work, along with the Westminster Foundation for Democracy, on democracy building in several of those states. The Conservative party has a project, and I suspect that the Scottish National party and the Labour party have projects too, in the great lakes region. There is one pivotal country to which the hon. Gentleman has not referred—Uganda. The security implications of what is happening in Uganda will be gravely important for the whole region in the years to come.

I have some practicalities for the Minister. The electoral commission in the DRC has no money and no capacity. Our expertise in elections is huge, so could we provide expertise and support? Are we considering how our aid programme can assist in trying to ameliorate some of the conflicts—for example, that in Katanga with the Bantu and the competition for land? How do we see the MONUSCO force developing? Many perceive it as highly ineffective in recent times. What is our approach to ensuring that that force is effective and that our expertise is brought to bear as part of it?

Alongside our aid programme, we have huge interests, such as mining companies, which are heavily involved in the DRC. The minerals are without question the reason for so much continuous war in the east and the south-east. People are battling for minerals, or groups are funded by minerals. What are we doing to ensure that we, with companies in this country, are not responsible? Indeed, when we consider the bribery and the payments to military groups, how do we know whether we are responsible?

Do the Government not see the importance of the proposals on beneficial ownership in places such as the British Virgin Islands? That directly connects to the conflict in the DRC through mineral companies that are based in offshore locations such as the British Virgin Islands. The New York Times recently revealed a series of suspicious bank transfers totalling around $100 million to Mr Kabila’s adopted brother. That is only one example. It is clear from the way in which the Serious Fraud Office has had to be involved that that is only skimming the surface. We could do a significant amount if we simply clarified and confirmed beneficial ownership of the moneys and the mining interests and held people to account. Some people believe that the various military forces battling illegally in the DRC are using mining money through bribery and direct extraction. We therefore have a huge responsibility to the region as well as to the DRC. What are we doing about that?

I pay tribute to Carole Velasquez and Noreen Kassam—two volunteers who have assisted the all-party group; in Carole’s case, for many years—for their support, and to CAFOD, which has been hugely influential in supporting and assisting the Catholic Church in getting the breakthrough in the DRC. There are many other great players in the aid world in this country, and they should be congratulated on their work. I could say much more but I will not; I hand over to others.
