Commons ChamberOrder. I am pleased to advise the House that the rainbow flag will fly above No. 1 Parliament Street and Portcullis House throughout the weekend, and I can also tell the House with some pride that ParliOUT, the workplace equality network based here, will be taking part in the Pride parade.
It is perfect timing to launch the action plan and survey results in advance of London Pride this weekend. It shows that while this country has come a very long way—I am very proud of the fact that it was our Government who brought forward legislation on same-sex marriage—there is still a very long way to go. My right hon. Friend mentioned one of the most shocking statistics, but another is that 70% of respondents still felt that they could not be open about their sexuality or relationship because they were worried about a negative reaction. I know how that feels as I have been part of that 70% in the past, so may I simply welcome my right hon. Friend’s action plan and say that this matters because people can only be at their best when they can be themselves?
I thank my right hon. Friend for her comments and for giving us the opportunity to do this. It is our action plan, and I mean that for every Member of this House. There are some good policies in there that, if implemented, as I hope they all will be by the end of this Parliament, will transform the lives of LGBT people. It is not just about the culture; it is also about the practical access to services that meet their needs. It is an important piece of work and my right hon. Friend should be very proud of her role in it.

Commons Chamber1. What her policy is on the investment case for the replenishment of the Global Fund to Fight AIDS, Tuberculosis and Malaria.
Before I answer Question 1, may I briefly offer my voice to the many tributes that have been made in this place to Jo Cox? I know that I speak for the entire development community when I say that she was an incredibly impressive Member of the House. We also had the chance to work together on Syria. Indeed, the Order Paper does not show it but she should have been asking topical question 5. I believe that the House is a much, much poorer place for not hearing from her today.
I also welcome the shadow Front-Bench team and welcome the shadow Secretary of State, the hon. Member for Edmonton (Kate Osamor), to her role. I wish her well.
In response to the question of my hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile), we welcome working through the global fund. This country has helped to keep 8.6 million people alive with HIV therapy. We have distributed 600 million mosquito nets and have treated 15 million cases of TB. We are actually the third largest funder. The UK is planning to support a successful replenishment of a strong, value for money global fund later this year.
Mr Speaker, as you can see from my entry in the Register of Members’ Financial Interests, I visited Zambia last year with RESULTS UK and saw for myself the excellent work that global fund investment is doing, particularly on TB-HIV co-infection. Will the Minister do everything possible to ensure that the fund’s replenishment target of $13 billion is met as a minimum?
Yes we will. The global fund is a novel but powerful model for delivering improvements on AIDS, TB and malaria at scale. We therefore want to see it do better. It still needs to focus on delivering value for money, but we will be lobbying other Governments, countries and organisations to continue supporting it.
May I press the Secretary of State on whether she accepts the case for a 20% increase in the UK’s contribution to the global fund, something which the global fund has specifically asked us to contemplate and which several other countries are doing? Might she also take the opportunity to make a speech on the continuing worldwide HIV and AIDS crisis?
That is an important question. Following the announcement of the multilateral aid review, which is coming out shortly, we are looking at how we approach the forthcoming replenishment. The key thing is to ensure that we lobby other countries and players to provide support alongside the UK, but, as the hon. Gentleman says, it is important that we show leadership ourselves.
Before I ask my question, may I express our solidarity with the people who were involved in the bombing in Istanbul last night?
The cap is a bizarre self-limitation. If Britain wants to give £1.2 billion to the global fund, why do we set a cap that prevents us from doing so?
It has been done precisely to incentivise others and to make it clear that the fund will work best if it is supported by a broad donor base. While we have always been key supporters of the global fund, it is important that countries such as the UK do not let up on challenging other players and countries to play their role. Although we are a strong supporter of development and can be proud of our work, we want other countries to follow our lead, not lag behind.
I would first like to congratulate the Secretary of State on coming out over the weekend. I look forward to future exchanges across the Dispatch Box.
The global fund replenishment conference in September presents an incredibly important moment for the fund, which provides more than three quarters of all international finance to the fight against TB. Without renewed commitment, we will not realise the global plan’s targets, so when exactly will the UK commit to the global fund?
We will make an announcement following the publication of the multilateral aid review. I can assure the hon. Lady that two things are being focused on: ensuring that the global fund offer is strong so that countries are persuaded to invest in it and having a smart investment ourselves, as we have had in the past, to encourage other countries to join us.
The global fund has a remarkable record, having saved more than 70 million lives and treated over 13 million people for TB. Notwithstanding that record, Canada, Italy and Japan have each significantly increased their contributions to the fund by at least 20%. Will the Secretary of State ensure that the UK also increases its contribution?
As I have said before, we will finally announce what we are doing on the replenishment after our multilateral aid review. I can assure the hon. Lady that we are very keen to see a successful replenishment of the global fund. Our country has supported that for a number of years now. Looking at the progress on malaria, TB and AIDS, it is clear that we need to keep our foot on the pedal if we are to eradicate these diseases, because, in the end, they are holding back their countries from developing.
2. What assessment she has made of the safety of people from Burundi in refugee camps in neighbouring countries.
4. When her Department plans to publish the findings of its bilateral and multilateral aid reviews.
The reviews will ensure that we allocate our budget to the right places and in the right ways based on solid evidence, translating our UK aid strategy into a set of delivery plans for DFID that are ambitious in driving development and tackling poverty, but also deliver value for money. That is in our UK national interest. We are planning to publish the outcome of the bilateral and multilateral aid reviews in the early summer.
May I, too, congratulate the Secretary of State on her recent announcement? In a time of great political uncertainty, surely these reviews should not be delayed any further, so may I ask her what impact she thinks Brexit will have specifically?
Part of our work has been through the European development fund, so work is now under way to understand where the end point of Brexit is and, critically, the transition plan in the meantime. That work is under way, but I emphasise that overwhelmingly our work is not through the EDF, and that, of course, is unaffected.
15. I am proud of our international aid record, but we have to take the public with us. Does my right hon. Friend agree that if the target were to apply over a longer period, thereby allowing for annual variations to reflect need, taxpayers could have the greatest possible comfort that they were seeing value for money?
Value for money comes from how we take decisions and monitor their impact in the Department, and less from how we structure the budget. We have a commitment to investing 0.7% of our gross national income in international development each year, and we are going to stick to that.
Will the Secretary of State reassure the House that following the withdrawal of our overseas aid portion given through the EU, the absolute percentage that we spend on the world’s poorest people will be maintained?
This Government came in on a manifesto of maintaining the 0.7% commitment. Under the coalition Government that we led, it was brought in and achieved for the first time. We legislated for it, and we stand by that.
5. What support her Department provides to projects facilitating peaceful co-existence between Palestinians and Israelis.
T2. If she will make a statement on her departmental responsibilities.
Alongside visiting refugee camps in Kenya, at the end of May I headed the UK delegation at the world humanitarian summit where we helped to secure widespread agreement on the need to reform the humanitarian system. I committed £30 million of support to a new joint fund for education in emergencies to help to make sure that no child misses out on an education. Our commitment to international development is, and will continue to be, firmly in our national interest as well as the right thing to do.
I note we have UK advisers in the refugee camps in Europe. I hope they will remain. What steps is the Department taking to ensure that the best people do this essential work? Will the Secretary of State look into a Teach First-style scheme so that we get the best graduates?
Britain is working with Greece, Turkey and others in Europe. The first UK team has arrived in Greece, and it includes experts in supporting vulnerable groups, such as unaccompanied asylum-seeking children, and those trained to tackle people trafficking. My hon. Friend raises an interesting point, and I will certainly take it up with my colleagues at the Home Office and the Department for Education.
T3. Given what the Overseas Development Institute has called the misrepresentation of its recent report on the state-building grant to Palestine, will the Secretary of State take this opportunity to confirm that UK aid to the Palestinian Authority is for wholly legitimate purposes and is essential to peace-building in the region?
I believe the hon. Gentleman is right in his assertion. Indeed, as my right hon. Friend the Minister of State has just set out, the work we are doing is helping to provide not only health facilities for people in that area but, critically, education for children who so badly need it. [Interruption.]
Order. There are a lot of very noisy private conversations taking place. It is incredibly discourteous to the Secretary of State and discourteous to Members treating of matters affecting some of the most vulnerable people on the face of the planet, and I rather doubt it does much good to the reputation of the House at this important time, so if Members who are chattering away privately could stop doing so, that would help.
T5. Tanzania saw some great progress against the millennium development goals, but areas of the country still lack access to basic services such as water. I am glad that the Secretary of State met Councillor Louise Richardson, but will she comment on how her Department is working with Tanzania on those vital areas?
I very much appreciated the time that my hon. Friend’s local councillor took to meet me and to talk about the work she has been involved in. DFID is helping Tanzania to improve access to clean water in rural areas and rural water sustainability. Alongside that, we have a strong focus on improving electricity access, off-grid energy solutions and, of course, rural road infrastructure, which is so important.
T4. Will the Secretary of State join me in welcoming the appointment of Dr Alasdair Allan as the new Scottish Government Minister for International Development and Europe? As she never managed a one-on-one with his predecessor, will she make it a priority to meet Dr Allan?
I regularly visit our joint headquarters office in East Kilbride, Glasgow. We work alongside the Scottish development programme, which very much focuses on Malawi. I am very happy to meet the new Minister.
T6. Encouraging business growth in developing countries helps to cut poverty and to create new markets for British exports. Will the Secretary of State update the House on what the Government are doing to help entrepreneurs in developing countries?
My hon. Friend is absolutely right: we will end aid dependency through creating jobs. DFID has doubled its bilateral work on economic growth. That includes supporting entrepreneurship through expanding access to finance and easing the cost and risk of doing business.
Given the support that the Government provide to the Government of Sri Lanka for reconciliation and human rights, will the Secretary of State give a commitment that her Department will make the strongest representations to the Government of Sri Lanka that there will be no peace or reconciliation without international involvement in the prosecution of historic war crimes during the Sri Lankan civil war?
The hon. Gentleman makes a very important point, and I will certainly relay it to my colleagues in the Foreign and Commonwealth Office.
T7. Will the Secretary of State update the House on what she is doing to bring economic empowerment to women, especially in the world’s poorest countries?
What a very important question my hon. Friend asks. I am very proud to be a founding member of the UN Secretary-General’s High-Level Panel on Women’s Economic Empowerment, which will report in September. This is central to DFID’s work. Indeed, since 2011 we have helped 2.5 million women to improve their land rights and 35 million women to access financial services. With financial independence comes much broader independence, so this is absolutely vital.
Even in the United Kingdom, adverse childhood experience is a major cause of dysfunction in families. In conflict zones, it will of course be much worse, particularly where a family have suffered a bereavement. Will the Secretary of State look at a package to include mentoring, parenting, and child development, as well as all the other good work that her Department does?
The hon. Gentleman will be aware that in our Syria response we very much focused on children, not least in making sure that there is no lost generation of children out of school. The broader point about understanding the impact of conflict on children in the longer term is extremely important. Mentoring, psychosocial support, and counselling need to be in place to help children get through situations that would be hard for most of us adults, let alone small children.

Written StatementsI would like to update the House on my recent visit to the world humanitarian summit, where I headed the UK delegation.
The world humanitarian summit took place from 23 to 24 May in Istanbul. It was the first global summit on humanitarian issues, and came at a time of unprecedented need: around the world, 60 million people have been forced from their homes and 37 million children out of school in conflict-affected countries.
The summit was truly global, bringing together participants from Governments, the private sector, civil society and non-governmental organisations. Leaders welcomed the UN Secretary-General’s agenda for humanity as well as his five priority areas: global leadership to prevent and end conflicts; upholding the norms that safeguard humanity; leaving no one behind, moving from delivering aid to ending need; and investing in humanity.
It was one of a number of important events this year, including February’s supporting Syria and the region conference in London and the UN Secretary-General’s high-level meeting on refugees and migrants and the Obama summit on global refugees in September. The summit was a key moment following the global goals agreed last year, galvanising political attention on how to better serve those most affected by conflict, extreme poverty and environmental change.
At the summit I was able to demonstrate UK leadership in addressing global crises and advance our UK objectives to:
Secure a new approach to protracted crises, including situations of long-term displacement of large numbers of people. The UK effectively built on the important legacy from the successful supporting Syria and the region conference in February, scaling up the approach that the UK pioneered in the Syria region as a global model for protracted crisis and displacement—going beyond people’s basic needs and investing in education, jobs and livelihoods. As part of this, alongside existing commitments to Syrian children, I committed an extra £30 million of support to a new joint fund for education in emergencies which was launched at the summit to help make sure no child misses out on an education. The Education Cannot Wait fund aims to reach more than 13.6 million young people living in emergency situations with quality education over the next five years, and all crisis-affected young people by 2030.
Strengthen commitment to the protection of civilians in conflict. I reaffirmed the UK’s commitment to compliance with International humanitarian law and ending impunity, galvanising support on protection of the medical mission and preventing sexual violence in conflict. There was strong consensus amongst participants that a lack of compliance is causing significant levels of suffering and displacement, as well as prolonging conflict. There was widespread agreement that conflict resolution and protection of civilians are the only sustainable solutions. We will now need to build quickly on this momentum.
Call for a reformed humanitarian system, including smarter financing. The summit marked the beginning of a new relationship between the humanitarian and development communities, with widespread agreement of the need to work together better. The UK led the way to secure agreement to a “Grand Bargain” on more efficient humanitarian financing. This will change the way donors and agencies do business, including by adopting common standards to put affected people at the centre of the response, streamlining reporting systems and increasing the use of cash-based approaches in crisis situations. UN agencies pledged a more systematic use of shared analysis and planning. The UK, alongside other partners, will continue to drive this reform agenda in the months and years ahead.
Ensure a stronger focus on protecting and empowering women and girls in crises. I also committed to put gender equality at the heart of 21st-century humanitarian action, going beyond protection and making sure girls and women have a voice, choice, and control—even when crisis hits.
Overall, the summit was a success with widespread agreement that the humanitarian system needs to reform and an emerging consensus on the way forward, in particular a renewed commitment to compliance with international humanitarian law. Improving the architecture to tackle forced displacement and migration was a major theme running throughout the summit as was the need to ensure the most vulnerable are not left behind: girls and women, youth and people with disabilities. A more effective and efficient global humanitarian system will help to build global security and prosperity—which will, in turn, help advance the security and prosperity interests of the UK.
The summit provided us with a compelling agenda for change—now we need to deliver. We will hold participants to their commitments, particularly the UN, and renew our efforts to roll out a new approach in crisis-affected countries.

Commons Chamber1. How many countries have had aid suspended for corruption or failure to implement good governance under the terms of the Cotonou agreement in the last five years.
Six countries have faced action: Guinea-Bissau, Zimbabwe, Fiji, Madagascar, Guinea and Burundi.
Does UK overseas aid still include revenue support, and does the Secretary of State not agree that such direct Government-to-Government aid often inhibits good governance? Far from encouraging democracy, it actually encourages kleptocracy.
The hon. Gentleman will be pleased to hear that we have curbed general budget support, which has been reduced by nearly 90% since 2010. There is now one remaining programme of general budget support, which will finish shortly.
I disagree that it is wrong to work with Governments. In the end, one way in which we can tackle corruption is by strengthening public finance management and tax revenue authorities. We need to find a balance and provide earmarked support that actually achieves an impact.
Every year, the Palestinian Authority gives £84 million to convicted terrorists serving time in Israeli jails, out of a general fund to which this country contributes part of its £72 million a year in aid to the Palestinians. Is that not corrupt practice? How is it an example of good governance? Will the Secretary of State consider following Canada’s example and ensuring that our aid goes to specific projects in the Palestinian territories?
My hon. Friend will be aware that the trust fund that we are part of is broadly supported by the international community. It is yet to become clear whether the new Canadian Government will change the country’s approach and go back to working in the same way as countries such as the UK. I should also point out that that support sits alongside direct support on the ground, and I can assure the House that no UK aid funding goes to the Palestine Liberation Organisation.
Will the Secretary of State recognise the important role that faith communities and civil society organisations play in holding Governments to account in developing countries? Will she assure the House that the Department for International Development remains committed to supporting civil society, capacity-building programmes and good governance programmes to help promote stability and tackle corruption?
I can give the hon. Gentleman that assurance. Our work with civil society is not only important for the impact that it can have in driving accountability on the ground, as he mentions, but is one way in which we can tackle corruption. It is also vital in changing attitudes towards women and girls, a matter that I care about and that we must make progress on.
2. What support her Department provides for projects which involve working with young people in the developing world.
With Africa experiencing unprecedented growth in its young population, DFID has prioritised job creation for young people. That is good not only for young Africans but for Britain, because in the end we are tackling a root cause of migration.
Will my right hon. Friend outline what the impact might be on the number of Syrians trying to reach Europe if aid spending in Jordan, Lebanon, Turkey and other neighbouring countries hosting Syrian refugees were cut?
My hon. Friend raises a pertinent question. If the refugee camps that we support in countries around Syria were not funded and were closed, do we think the people there would stay in Syria? They would not; they would almost certainly look to come to Europe. The irony is that parties such as the UK Independence party that want to cut back on aid have, in effect, a pro-migration policy.
Today the Select Committee on International Development publishes its report on the crisis in Yemen, and one issue that we highlight is the impact on children and young people, including the fact that 47% of school-age children are not at school. Will the Secretary of State inform the House of what plans the Government have to use the forthcoming world humanitarian summit in Istanbul to focus on education in emergencies such as the situation in Yemen?
The crises in Syria and Yemen shine a spotlight on an issue that I feel has been missed out of humanitarian responses for too long—the fact that 37 million children around the world are out of school purely because they are in areas affected by either emergencies or conflict. The UK has led the way, with the “No Lost Generation” initiative, in working with countries to get children back into school. We would like to do the same in Yemen, but as the hon. Gentleman will know, the situation in that country makes it extremely difficult to get even the most basic humanitarian support flowing.
DFID funds the International Citizen Service, which helps young people from Britain to help their counterparts in developing countries. Will the Secretary of State join me in encouraging more young people from Havant and across Britain to get involved?
My hon. Friend has asked a really sensible question. More than 20,000 young people have now benefited from the International Citizen Service. It gives them a fantastic experience at a really important stage in their lives. In our manifesto we committed to tripling the numbers of young people able to benefit from it.
Do the Government recognise the important role that young people play in combating global poverty? Will the Secretary of State welcome the commitment in the Scottish National party manifesto to continue funding Scotland’s development education centres, and will she set out the steps that the UK Government are taking to promote global citizenship across the country?
We recognise the Scottish Government’s work in Malawi, which is also very much the focus of UK work. On young people’s role, from my perspective, it is not simply that young people can be, and are, advocates for development but that they are many of the people on the ground delivering. If we look at the response to Ebola in Sierra Leone, young people in communities did the work to help those communities understand how to stay safe.
For young people in countries most affected by the trauma of war and displacement there can be as few as one psychiatrist or mental health worker per 2 million people. How will the Secretary of State ensure that the Department has adequate resources to fulfil its commitment to young people’s mental health, as set out in the disability framework?
We have brought in the disability framework over the past couple of years because we felt that we had not focused on that area in development in the way that we should have. Children’s mental health is incredibly important. We have put in more money through great agencies such as UNICEF to fund psychosocial support. One of the biggest problems we face is making sure that we have Arabic speakers with the right kinds of skills in the right quantity to deal with the scale of the challenge.
3. What recent assessment she has made of the effect of tax avoidance in developing countries involving institutions based in the Crown dependencies and British overseas territories on the economies of those developing countries.
6. What steps her Department is taking to tackle fraud and corruption in developing countries.
Corruption is bad for development, it is bad for poor people and it is bad for business. All our country programmes have anti-corruption strategies. DFID funds units in the National Crime Agency that are dedicated to investigating the money laundering and bribery that affects developing countries.
Corruption is also bad for taxpayers who have a natural concern if they see too much of their money going into the hands of corrupt Governments and other organisations, particularly in Africa. What are peer-to-peer lending and giving doing to tackle this issue?
As my hon. Friend says, platforms are now emerging that allow charitable donations to be sent directly from an individual in the UK to, for example, a remote village in Uganda or an entrepreneur in Kenya seeking to raise money from the UK public directly. Strong regulation is key. DFID is now actively working with the industry to see how this approach can be made better.
Does the Secretary of State agree that one of the best ways we can help developing countries to tackle fraud is to make sure there is no fraud and corruption in the UK? Will she look at whether the murderers of Mr Magnitsky have hidden away something like $20 million or $30 million in the UK? Is that something she would like to investigate?
I am sure I will look further at the case the right hon. Gentleman mentions, but DFID funds and helped to establish the international corruption unit that is now part of the National Crime Agency. It is there specifically to ensure we are able to investigate cases of corruption and fraud that affect the UK system, as well as developing countries.
That was very, very dedicated of the Secretary of State. It was, if I may say so, an elastic—one might almost say a liberal and possibly a democratic—interpretation of the question on the Order Paper.
9. One of the best ways to reassure our constituents that our money is spent wisely is to release as much data as possible about where it goes. Sunlight is the best disinfectant, so can the Secretary of State reassure me that we will go further and release even more data than we already have to reassure our constituents?
I assure my hon. Friend that we will continue to be a leader in global aid transparency. Taxpayers can already see on the web the Department’s projects in every country. Indeed, last month the Department was again rated as “very good” in Publish What You Fund’s aid transparency index.
14. Somalia was recently judged to be the most corrupt country in the world by the independent watchdog Transparency International, yet in 2014 it received £124 million in aid. Does the Secretary of State believe that the entirety of that sum went towards helping the country’s poorest and most needy?
I do. In fact, DFID has a series of controls to manage the inherent risks not just in Somalia but in many of the other countries where we work. We make extensive use of third-party monitoring so we can verify independently that every pound is spent effectively.
T1. If she will make a statement on her departmental responsibilities.
Three weeks ago at the World Bank spring meetings in Washington, we discussed the central role that development plays in tackling the root causes of migration, terrorism and conflict. I should inform the House that no representative I met thought it would be a good idea for the UK to leave Europe. Last week in Kenya, I saw at first hand how our support for refugees and for creating livelihoods for young people is not only the right thing to do for them, but firmly in our national interest, allowing people to stay in their home region.
On my recent visit to India, I saw the fantastic work being done by the World Health Organisation, UNICEF and others to vaccinate children against polio, which has now been eradicated in India. What is the Government’s assessment of the shortfalls of the global vaccine action plan as set out in the 2015 assessment of the strategic advisory group?
We have seen the group’s report, and we think it addresses some key issues and is realistic. It is also worth pointing out that the number of cases of polio in the world this year is down to a handful. We are within touching distance of seeing this terrible disease eradicated from our planet for the first time in history.
Last month, I visited Somaliland in the horn of Africa to see for myself some of the effects of the drought that has swept southern and eastern Africa and some of the 36 million people facing hunger. I met desperate people who need food, water and shelter. What steps is the Secretary of State taking to ensure that this drought does not become a famine?
The hon. Lady raises an important issue, which underlines the fragility of many countries in Africa which, while on the path to development, face challenges such as El Niño. Specifically in Somalia, we have made additional funding available to tackle this humanitarian crisis to try to do precisely what the hon. Lady suggests, which is so important.
T2. Does my right hon. Friend agree with VSO that the generous amount of money that the British people give in overseas aid has transformed the lives of children throughout the world as well as, in particular, in developing countries?
Yes, I do. We have supported 11 million children into school over the last five years and distributed 47 million bed nets, which has seen malaria deaths fall by two thirds over the last 15 years. We are helping 60 million people to get access to better water and sanitation. VSO, of course, is delivering a fantastic project for the International Citizen Service, too.
T3. People are fleeing war zones in developing countries across the globe. Will the Government now heed Lord Dubs and Sir Erich Reich, two prominent Kindertransport children, and think again about providing sanctuary for unaccompanied child refugees from Syria?
The hon. Lady will be aware of all the work that DFID has done in Syria and in the region, and it has been particularly focused on supporting children affected by that crisis. We should be proud of the fact that no member state has done more financially to support refugees arriving in Europe. As she will be aware, we are looking at how to continue to work harder on ensuring that we support children who are in Europe and unaccompanied.
T5. Does my right hon. Friend agree that her commendable efforts to improve sexual equality across the world would be made easier if organisations such as the Blackburn Muslim Association were not putting out information to people that women should not be allowed to travel more than 48 miles without a male chaperone?
I am grateful for my hon. Friend’s question. I had a look at its website last night and, frankly, the view expressed on it is disgraceful and unacceptable. It has no place in Britain, and it is contrary to our British values. I think the Blackburn Muslim Association should very clearly and publicly withdraw those comments.
T4. The Secretary of State may be aware of the brutal murder of LGBT activist Xulhaz Mannanw in Bangladesh last month. He was hacked to death by Islamist activists. Is she aware that Amnesty International says that his was just one of four such murders last month? Will she tell me what we are doing to help the Government of Bangladesh to offer more protection to the LGBT community there?
The right hon. Gentleman has been as concerned as I have been about some of the terrible murders that have taken place in Bangladesh. It is important that we continue to work with the Bangladeshi Government to ensure that there is freedom of speech combined with the rule of law, and that the perpetrators of the murders are brought to justice.
T6. Does my right hon. Friend agree that our GDP would fall by more than 0.7% if we withdrew our investment from various stability projects around the world?
Absolutely. We know that conflict costs tens of billions of pounds of global GDP every year. We also know that simply enabling women to be more economically empowered would add tens of billions to global GDP every year, so what we are doing is not just good for the poorest people on our planet; it is in our national interest as well.

Commons Chamber1. What development support her Department plans to provide to Malawi over the current spending review period.
The UK continues to provide essential support to Malawi in areas including health, education and economic development as well as life-saving humanitarian assistance for food-insecure households. We support increasing access to justice for women and vulnerable groups, increasing accountability and governance reforms.
Does the Secretary of State agree that domestic resource mobilisation is one of the best ways to ensure that poorer countries can fix their own problems? What conversations has she had with the Chancellor of the Exchequer to ensure that the new tax treaty between Malawi and the UK helps the people of Malawi in that respect?
The hon. Gentleman raises an important point, and the UK helped to establish the Addis tax initiative, which will see our country and many others, including in Africa, stepping up their support to develop tax systems. We do that in conjunction with Her Majesty’s Revenue and Customs. One of the first things I did in this role was establish a joint working group between the Department for International Development and HMRC to send HMRC officials out to countries such as Malawi to help with their tax systems. I can assure the hon. Gentleman that we work very closely with the Treasury.
On the tax treaty, may I ask the Secretary of State more broadly what role DFID will play as the tax treaty with Malawi is being renegotiated, particularly as regards supporting Malawi in its efforts to reduce poverty and develop more generally?
As the hon. Gentleman will be aware, HMRC leads on these negotiations, but they are progressing well and the House may be interested to know that the Government of Malawi issued a press statement on how they feel the negotiation is going. They talked about
“fruitful discussions to review and modernize the existing agreement”
and said that in their view:
“These discussions are progressing very well”.
I can assure the hon. Gentleman that we will continue to work alongside the Treasury to ensure that tax systems in the countries in which DFID works are developed so that in time they can self-fund their own development, releasing the UK from doing that.
But the UK’s current tax treaty with Malawi severely restricts the ability of the Government of Malawi to tax British firms operating there. Is this not a case of DFID giving with one hand while UK tax policies take away with the other?
I do not agree at all and, perhaps most importantly, neither do the Government of Malawi, who said:
“Whilst the current agreement is admittedly aged, there is no evidence that the agreement has motivated some British investors to deprive the Malawi Government of its revenues. On the contrary, both the Malawi Government and the British Government, as well as the nationals of the two countries, have evidently acted in good faith to ensure that neither party is exploited on the basis of the current agreement.”
It is time that the international tax system worked more effectively so that countries such as Malawi can mobilise their own domestic resources, including tax. The hon. Lady will know that this particular treaty was last updated in 1978. The Government have taken the initiative to work with the Malawi Government to update this relatively old treaty and, as I have set out, those negotiations are going well. Of course, it sits alongside the rest of the work the Government have done on beneficial ownership and improving transparency in tax so that developing countries can get their fair share.
2. What recent representations she has made to the Israeli government on the effect of home demolitions in the west bank on the humanitarian situation in that region.
3. What assessment she has made of the potential effect on the disbursement of UK aid of changes to the definition of overseas development assistance made by the OECD.
The recent Development Assistance Committee high-level meeting on ODA modernisation was able to agree the first changes in the ODA definition in 40 years and reflect the changing nature of aid delivery. We do not expect a significant shift in the disbursement of UK aid because these changes align well with the UK’s focus on conflict, fragility and economic development.
Given the changes in definition and the increasing proportion of UK aid spent by Departments other than DFID, how will the Secretary of State ensure that UK aid continues to help the poorest in the world?
The hon. Gentleman will be reassured to know that the modernisation of the ODA definition had to be under consensus by a number of countries involved. In addition, the primary purpose that underpins aid—economic development and improving the welfare of the recipient country—remains in place. This was really about modernising the definition to reflect how aid is delivered today.
Given that so much poverty and misery is caused by conflict, is it not about time that the OECD definition of ODA included peacekeeping and anti-terrorist activity at the very least, as that bears down directly on poverty?
I agree with my hon. Friend. In fact, goal 16 of the sustainable development goals agreed in the UN in September 2015 was all about the need to improve not only peace but security. It is nonsensical for us to work so hard on tackling sexual violence in conflict and not be able to use our aid programmes to help work with the military to prevent that.
Given the changes to the definition of overseas development assistance, and given that there are still some 37 million people living worldwide with HIV and AIDS, as well as 2 million new infections each year, can the Secretary of State tell the House whether her Department’s spending on HIV and AIDS will be rising or falling over the comprehensive spending review period?
The hon. Gentleman will be aware that we plan to set out the results of our bilateral aid review over the coming weeks, but I can assure him that our support for multilateral mechanisms, such as the Global Fund, that do so much great work on tackling aid, will continue, and he will obviously be aware that HIV and AIDS particularly affect adolescent girls in a growing proportion, so it is important that we stay the course on this.
It is great to see the Benches so packed for DFID questions. The more money the UK spends on ODA through other Departments, the more pressure there will be on DFID to deliver on its existing commitments. What impact will the changing use of ODA have on staffing numbers and capacity at Abercrombie House in East Kilbride?
As I said to the hon. Member for Harrow West (Mr Thomas), we will set out the results of our bilateral aid review shortly. The point of the new aid strategy is to achieve a cross-Government approach to drive development in the countries that we work with. I did not think it was right that DFID was carrying out all that work on its own. It is important to get other Departments to work alongside us to tackle extreme poverty.
4. What assessment her Department has made of the effect of cost savings in the Global Fund to Fight Aids, Tuberculosis and Malaria on the work of that fund.
T1. If she will make a statement on her departmental responsibilities.
This morning I arrived back from heading the UK delegation at the United Nations for the Commission on the Status of Women. I also took part as a member in the first meeting of the Secretary-General’s high-level panel on women’s economic empowerment. Women’s economic empowerment is the best poverty-tackling and global economy-boosting strategy out there.
Yesterday marked the fifth anniversary of the devastating Syria conflict. Since day one, the UK has been at the forefront of the response, and that has included hosting last month’s conference. [Interruption.]
Order. I understand the sense of anticipation, but I just gently remind the House that we are discussing policy affecting some of the most vulnerable people on the face of the planet, and I think we owe them some respect.
What assessment has the Secretary of State made of the humanitarian situation in Sri Lanka?
As the hon. Gentleman will be aware, the UK has been at the forefront of ensuring that there is humanitarian support in Sri Lanka, where necessary. He will also be aware of the role that the Prime Minister played in tackling the issues faced by Tamil communities in a part of the country where there had been long-standing conflict. Under the new Government, we hope to see Sri Lanka move forward to a more peaceful, democratic future.
T4. How much UK aid is currently given to Turkey, and are Ministers having any discussions to increase that figure?
Since February 2012, DFID has allocated £35 million in Turkey. The country hosts about 2 million Syrian refugees, and we are helping it to support them, and indeed other displaced people, with food, education, and skills training. Looking ahead, we shall also contribute our share of the €3 billion EU-Turkey refugee facility.
Efforts that will address education are welcomed by Labour Members. However, to make substantial progress on achieving a good standard of education for all children in developing countries, we must address the barrier of child labour. In June 2015, UNICEF found that 13% of children aged five to 14 in developing countries are involved in child labour. What progress, therefore, is DFID making to help developing countries tackle the use of child labour?
The hon. Gentleman is right to mention the barriers that keep children out of school. DFID is working on many of them, not least female genital mutilation and child marriage. Many of the children he talks about are girls who often do unpaid work at home and on family farms.
T5. Bangladesh is a significant recipient of UK aid, yet last week the Conservative Party Human Rights Commission heard grave concerns about the shrinking civil society space there. What can Ministers do to help address this?
I can assure my hon. Friend that DFID and Foreign Office officials, together with other donors, raise concerns about the space for civil society with Governments, including the Government of Bangladesh. This is an incredibly important area. Non-governmental organisations funded by UK aid are active in negotiating with Governments to protect the space for civil society to operate.
T2. Over 150 charities have raised concerns about the supposed anti-lobbying clause attached to new Government grants. Does the Minister not recognise that advocacy is an intrinsic duty of charities in raising issues associated with poverty and ill health across the world?
I do not think these changes prevent charities from doing that, and they are often advocating the very same things as the UK Government in my area of international development. In fact, only yesterday I was at an event at the UN with charities combating child marriage.
T7. Senior Palestinian officials have condemned peace-building initiatives between Israelis and Palestinians, with one condemning football matches between Israeli and Palestinian youths as “normalisation of the Zionist enemy”. What representations has my right hon. Friend made to the Palestinian Authority to condemn these moves, and what moves is she making to build peace between Israel and Palestine?
As my right hon. Friend the Minister set out earlier, we deplore incitement on both sides of the Israeli-Palestinian conflict. We monitor allegations of incitement very closely and raise instances with both leaderships.
T6. Has the Secretary of State given, or does she envisage giving, any aid to any country in the European Union?
The hon. Gentleman will be aware that we have played our role in supporting refugees who have fled the Syrian conflict and are now arriving in the European Union, and it is right that we do so. However, he is also perhaps right to say that we should also look to those countries to provide the support that they can, too.
T9. AIDS remains the No. 1 global killer of women of reproductive age. What more can DIFD Ministers do to ensure that tackling this remains a priority for this Government?
My hon. Friend is right. In fact, in 2013 statistics showed that an adolescent girl gets infected with HIV every two minutes. We very much put the empowerment of girls and women at the heart of our development agenda. We are the second largest funder of HIV prevention, care and treatment, and we have pledged up to £1 billion to the global fund.

At the weekend, we saw pictures of a new-born Syrian baby being washed with just a bottle of water outside a crowded a tent in the Idomeni refugee camp in Greece, where more than 14,000 people are trapped as a result of the latest border closures. Will the Government work with other European states to ensure that there are safe and legal routes for refugees to claim asylum?
I assure the hon. Lady that, from an international development perspective, we are working to support people caught up in those situations, and we are, of course, playing our role in resettlement through our vulnerable persons relocation scheme.

(Urgent Question): To ask the Home Secretary if she will make a statement on the developing humanitarian crisis in Greece.
I am delighted to be here to respond to the urgent question.
A situation of humanitarian concern is unfolding in Greece. There are reportedly approximately 10,000 people at the border between Greece and Macedonia. The United Nations High Commissioner for Refugees reports that around 24,000 people—maybe more—are stranded across Greece. Greek authorities have established two camps at the border with a projected total capacity of 12,500, but crowded conditions are putting pressure on delivering essential support to people.
The UK is already providing nearly £55 million to the Mediterranean migration crisis response. This includes essential supplies such as blankets, sleeping mats and tents, as well as support through non-governmental organisations and UN agencies. The UK has established a new refugee children fund for Europe, which will meet the specific need of unaccompanied and separated children.
We should of course remember that the vast majority of Syrians who have fled Syria are in countries neighbouring Syria. That is why the UK continues to be at the forefront of the response to the crisis in the region. The recent London conference on Syria raised more than $11 billion with the Prime Minister announcing that the UK will more than double our total pledge to the Syria crisis from £1.12 billion to more than £2.3 billion. As part of this, we are working in partnership with host countries such as Jordan and Lebanon to help them expand job and education opportunities for refugees in a way that will enable them to better support themselves and give them hope for the future where they are.
The UK is working across the EU to ensure that a humanitarian crisis is averted and that the most vulnerable people are protected and provided with shelter. We are monitoring the situation closely. We stand ready to meet other priority needs and are sending a team to Greece to assess the situation.
I am grateful to the Secretary of State for her answer. We all recognise the important role that the Department for International Development has played in responding to the humanitarian crisis. Sadly, I regret that the same cannot be said of the Home Office, hence my targeting the question at that Department.
Yesterday, the UN High Commissioner for Refugees warned that Europe faces an imminent humanitarian crisis, largely of its own making. As the Secretary of State reported, UNHCR described crowding and shortages of food, shelter, water and sanitation in Greece. I agree with her that, first, we need an emergency aid response, and the £55 million to which she referred is indeed welcome. However, secondly, we need an urgent strategic response from other European states to share responsibility for supporting Greece in processing and hosting arrivals. Does she agree that border closures, tear gas and rubber bullets do not amount to the required strategic response? Is it not obvious, as the UN has pointed out, that Greece cannot manage the situation alone?
Will the Secretary of State please now agree with the UN that it remains vital that the European agreements on relocation are prioritised and implemented? If not, who do the Government think should take on the responsibility? Is it the Government’s position that Greece alone must shoulder it? If she agrees that the challenge of relocation should be shared, how can the UK Government defend not playing their part in that?
Will the Secretary of State also back UN calls for increased regular pathways for the admission of refugees from countries neighbouring Syria? In the light of the unfolding tragedy, will the Government look again at increased resettlement, expanded family reunification, private sponsorship and humanitarian and refugee student and work visas? Surely, in that way, we can reduce dangerous journeys, save lives and support Greece.
I will start with the hon. Gentleman’s final point. He is right that ensuring that refugees can get on with life, even though they cannot be at home, is incredibly important. That is why the London conference focused not just on jobs and work permits so that refugees can work in neighbouring countries such as Jordan and Lebanon, but on ensuring that children are back in school, and looking ahead further than the next few years to their future. Those new, groundbreaking steps are important to understand how we can tackle more comprehensively the sort of crisis that is emanating from the conflict in Syria.
On the hon. Gentleman’s other points, the UK has worked hand in hand with the UN. We hosted the London conference with the Secretary-General, Ban Ki-moon, and I welcome the announcement that has just come from the EU about the step-up in support for refugees who arrive in Europe. I should say that the announcement has just been made, but our initial look at it—we need to examine it in greater detail—suggests that it proposes precisely the response that the UK has already put in place. It focuses on enabling NGOs that are already on the ground to do a better job, and UNHCR to do a stronger job, particularly in processing and registering refugees. Doubtless, as we get into the detail of the announcement, it will give us more of an indication of exactly what the plans are, but they certainly look like ones that we would welcome.
The hon. Gentleman asked about how Europe more broadly is responding to the crisis. Essentially, there are two different aspects alongside the pieces that I have just mentioned. One is sensible border control. The UK is not part of the Schengen area, for reasons that have become clear in recent months. However, it is important that countries such as Greece are helped to ensure that they can manage their borders more effectively. That is why the Home Office has worked with the Greek authorities. Of course, it is also important that, when refugees arrive in Europe, they make use of mechanisms such as the Dublin convention. We have a co-ordinated approach of dealing with refugees in Europe, but the challenge is that that has broken down in recent months. The UK has taken a clear position based on our proud history of accepting people who seek asylum and refugees, but of course the approach needs to be sensibly managed both for those who want to claim asylum and refugee status, and for the countries where people seek safety.
I am very pleased to hear my right hon. Friend recognise that we are talking about refugees, not migrants, that the two are different, and that we are dealing with men, women and children who are fleeing war zones. This country has a proud and honourable tradition, which is being honoured now in our seeking to assist, but the European Union response has been chaotic. The hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald) is right: using rubber bullets and tear gas against children and women is not the answer. When will my right hon. Friend and her colleagues in our Cabinet seek to convene a European meeting to produce a proper and holistic response?
For many months, we have pressed for the comprehensive approach that, as my hon. Friend says, is required. The crisis has not emerged just in the last few weeks. There is an EU-Turkey summit next week, which will give us a good chance to see a more structured response from the European Union. However, throughout the process, the UK approach has steadily emerged as the most sensible. First, it deals with root causes. It helps people where they are in the region, and considers some of the reasons for their loss of hope about staying there, such as lack of jobs and the inability to get their children back into school. Where people need to relocate, we are enabling them to do so safely and securely.
We are working with UNHCR and other agencies on the ground to identify the most vulnerable people affected by this crisis in the region, and we are relocating those who need relocation in a sensible, managed way. That is much better for those people because they do not have to put their lives in the hands of people smugglers, and it is significantly better for the countries that people go to, because it enables them—as in the UK—to work with local authorities and communities, and ensure that they are prepared to take in refugees who are being relocated, and that the right services and provisions are in place when they arrive.
The Secretary of State has spoken again about what the Government are doing for refugees in the middle east, which is wholly commendable, but this urgent question is about the millions of refugees—including half a million Syrians—in Europe, and especially the plight of Greece. I was in Greece last month. The Greek people have been as hospitable as they can be, but their Prime Minister said this week that with the closure of the Macedonian border, and with tens of thousands of people backing up in Greece in the streets of Athens and on the islands, Greece runs the risk of becoming a permanent “warehouse of souls”.
What are the Government doing to get bilateral aid to the Greeks in this crisis, and to encourage Turkey to do something about the thousands of refugees who are being shipped from Turkey into Greece, with some coming increasingly from north Africa? What pressure are the Government bringing to bear on Turkey to put a stop to that and to make it easier for refugees in Turkey to work and get education for their children? Irrespective of the fact that we are not in Schengen, what are the Government doing to work with fellow members of the European family of nations to be more effective against people traffickers and provide safe routes for refugees? Above all, how can we turn our back on the people of Greece, who risk being overwhelmed because of the absence of a strategic and humanitarian approach to this issue from all EU nations, including the UK?
I strongly disagree with the hon. Lady’s last statement, because the UK is the largest contributor to the humanitarian response, including in Europe, and we have provided nearly £55 million to the Mediterranean migration crisis. She will be aware of the work that we have done in the Mediterranean helping to save lives in recent months with our Royal Navy and Border Force cutters. We have provided Greece with around £19 million of support in total, much of that to help the UNHCR, some to help NGOs on the ground and amazing organisations such as the Red Cross, and some to help the International Organisation for Migration. We have also worked with Greece to help it manage its borders more effectively.
The work that Britain is doing is showing the way to other member states in Europe with a sensible, thoughtful approach to this crisis that can help us not only to deal with root causes, which is what we are doing in the region, but to show that we must all provide support to refugees who are arriving closer to home here in Europe. The UK is leading the way in that.
I congratulate the Secretary of State and her ministerial team, who are doing an excellent job in difficult circumstances. The International Organisation for Migration suggests that 97,000 people have entered Greece in the past two months alone, which is eight times more than in the same period last year. Not all of them are Syrian refugees, although the majority are. What more can the Government do to work with the Governments of Iran, Iraq, Afghanistan, Bangladesh and Morocco, who make up the other 17%?
Part of that is ensuring that we consider some of the root causes that make refugees undertake these journeys in the first place. My hon. Friend will be aware of much of the work that we are doing in countries such as Iraq and Afghanistan, and also for people who are shifting from parts of Africa. Much of our aid programme is intrinsically focused on improving opportunities in the countries where those young people grow up. In the end, the only solution to these sorts of crises are peace, for those driven by conflicts such as that in Syria, and development, in the case of migration flows that are due to people feeling that they do not have opportunities on their doorstep, and that they want to find better opportunities elsewhere.
Turkey currently has 2 million Syrian refugees, and we should praise the generosity of Turkey and Turkish communities—many of which I have had a chance to meet over the past few years—for the hospitality that they have provided. We will not rise to the challenge of dealing with this crisis by pointing the finger at other countries, although I know it is tempting to do so. We would like other countries in Europe to contribute more, as the UK has done, but in the end we will rise to this challenge by working more collaboratively together in a thoughtful, evidence-based way that understands the drivers behind what is making people move, while not accepting criminality such as people smuggling.
Like my hon. Friend the Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald), I recognise the role that DFID has already played, but can the Secretary of State confirm that her response today does not include any new announcements of funding or resource? Does that mean that this latest crisis was somehow foreseen in the needs analysis that the Government carried out before the funding announcements that they have already made? What general needs analysis was carried out before the Government decided to double their pledge at the Syria funding conference? The UK Government’s response cannot simply be about funding; at some point we must take our fair share of refugees from Europe to the United Kingdom, and by anyone’s calculation, 20,000 people over four years is not a fair share.
First, our pledge to slightly more than double existing support to the crisis in Syria and the region affected by it was sensible and reflects the situation on the ground and what is needed. If we are to do the right thing, that means going beyond simply providing day-to-day life-saving supplies, because we must also get children back in school. I do not agree with the hon. Gentleman’s characterisation of Britain as not having played its role in helping people more directly in the region to relocate. The Prime Minister has set out what I think is a sensible approach of taking 20,000 people over the course of this Parliament. Those will be the most vulnerable people who would otherwise have absolutely no prospect of getting out of that region. We are working directly with UN agencies and with local authorities around the country to help those people do just that. There will also be people in Scotland who provide a home to those people, and we must ensure that when we bring them to the UK, it is done in a sensible, measured and effective manner.
I thank the Secretary of State and the Minister for coming to the House—I know they care deeply about the plight of refugees, and I do not doubt for one minute that they are working exceptionally hard on this issue. However, given what I saw when I visited Lesbos a month ago, I am not surprised by the chaos that Greece is now in—you could see it coming. The Secretary of State kindly agreed to meet me to hear about what I had seen, and it is my fault that the meeting did not happen, for which I apologise.
I remain convinced that the UK has a greater leadership role to play to ensure that Greece is supported and not left to collapse and be abandoned by the rest of Europe, as is happening now. In the mix of this whole sorry mess, unaccompanied and orphaned—let us call them what they really are—children, are still there and need our care and hope, and I believe that the UK and other countries have a moral obligation to home them. I am being simplistic, but for me, blankets are not enough. Our leadership in the region and in Syria is exemplary and I will not hear a word said against it, but there are orphaned children in Europe now. Can we not take some?
I thank my hon. Friend for her comments. I am still very happy to meet her directly and I am sorry she was not able to make the meeting we had planned. She is right to raise the issue of how children are affected by this crisis. It is why we have put education at the heart of our response.
On children who are arriving in Europe, my hon. Friend will be aware that we have announced a £10 million fund to ensure that we have a much better system of identifying children across Europe, working with UNHCR to make sure children are specifically protected and in safe spaces, and are able to get to where they are trying to get to in a way that does not put them at any more risk. A number of countries across the European Union can help to provide safety for children. That is what we want to happen—we want a more co-ordinated approach. My hon. Friend will be aware that we are extending our vulnerable persons scheme to include unaccompanied children. The one bit of good news in all of this is that, in part because of DFID’s work in the Syria region, children arriving in countries such as Jordan and Lebanon are being reunited with their families.
I can absolutely reassure my hon. Friend that our desire is to make sure that children are taken care of. Implicit in her assumption is that many children want to come to the UK. Under the Dublin convention, if they are able to claim asylum and have links into the UK, we can consider their cases. This is one reason why it is so important to make sure that children are registered and inside the system. We are focusing on making sure that that happens. As she will know, it can be a very chaotic situation. Sometimes one of the biggest challenges we face is that children are very reluctant to come forward to the authorities. That is a problem we are trying to overcome.
The situation in Greece is becoming dangerous and could well implode as the crisis gets worse. I am sure the Secretary of State agrees that the humanitarian aid from Britain and the EU is not yet enough to help Greece to cope with the crisis. Will she agree to look at how many refugees arriving in Greece have family in Britain who could look after them? Will she get that assessment done? Will she consider whether the refugee resettlement programme could be extended not just to cope with young, unaccompanied refugees, as the hon. Member for South Cambridgeshire (Heidi Allen) said, but others with family in Britain who could look after them, so that Britain can do its bit in a fair way?
Today’s EU announcement is possibly one of the first big steps towards ensuring that the level of response in Europe is on the scale required. I agree with the right hon. Lady on that. Countries, including Britain, have stepped forward to do what they can. We work where we can with the Greek authorities, but more is required. It is good that the announcement appears to be scaling up against those needs.
On the right hon. Lady’s second point, I reiterate that we have good and sound processes that sit behind our asylum and refugee system here in the UK—obviously, we are not part of the Schengen area. Those are perfectly sensible approaches to work through the issue of where refugees will finally end up. We will not be a part of a pan-EU relocation approach. We think that that simply plays into the hands of people smugglers, who are perhaps the only people who gain from the present situation. We prefer a much more sensible approach, which is taking people directly from the region.
My right hon. Friend is right to focus on the humanitarian crisis in Greece, but does she agree that the wider region is important? For those who criticise the international aid budget, does she agree that not investing the 0.7% in countries such as Turkey, Lebanon and Jordan, which have taken in millions of refugees, would mean a far bigger reduction in our growth prospects? This is not just morally the right thing to do, but is the sensible thing to do.
I agree very strongly with my hon. Friend. By pursuing the UK aid strategy of doing the right thing by some of the poorest and most vulnerable people in the world, we also do the right thing by ourselves. Perhaps the worst long-term challenge of the many facing Syria is that many of its best and brightest are leaving the region. The more we can help people to stay close to home and close to their families, the more we prepare for Syria to have the people it needs to help it get back on its feet. As it stands that prospect seems a long way off, but that does not mean we should not try to do our best to achieve it.
The hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald) and I were told last Thursday by Europol that 90% of the migrants who enter the EU do so because they are supported by organised criminal gangs. When will we get a statement from Ministers to tell us that there is success against the organised criminal gangs that are doing so much damage to the people of Europe? When is Turkey going to get the €3 billion we promised it to help it to deal with this crisis?
The right hon. Gentleman will see that on the Treasury Bench with me is the Minister for Immigration, my right hon. Friend the Member for Old Bexley and Sidcup (James Brokenshire), who I am sure will respond to his point on progress in tackling organised criminal gangs. Our National Crime Agency works very closely with Europol. He will be aware that we also played our role in saving lives in the Mediterranean with Royal Navy and Border Force cutters. The €3 billion has now been agreed. In fact, we managed to agree it in time for the London conference, which again was a step forward. The key is making sure that it is delivered and that the strategy behind how it is invested is strong. That needs to involve not just the day-to-day support for refugees whom Turkey is very generously hosting—we should remember that Turkey has taken in 2 million refugees—but getting children back into school and progress on effective border control. The package now in place needs to be very carefully delivered not only by the EU, but by Turkey itself in terms of how it uses that investment.
I congratulate my right hon. Friend on the position she has taken in this crisis. I urge her to continue to put the emphasis on the refugee camps, which will have a big destabilisation effect in places such as Jordan. I wonder, given the expertise of her Department, whether she can say a little more about the technical assistance she is providing to Greece.
It is in several different areas. Part of it is more Home Office-related assistance on border management, and part of it is humanitarian, working through UNHCR and, latterly, assisting UNICEF on child protection. Although we often focus on the amounts of aid we are giving, the most effective aid is often technical assistance, which is very cost-effective and highly effective in terms of outcomes.
The Secretary of State is absolutely right. Solving this crisis will require a co-ordinated approach across Europe. Surely, however, it is now apparent that to get that co-ordinated approach, we have to have some acts of political leadership? Last year, 90,000 unaccompanied children registered and applied for asylum in Europe. Does that not demonstrate the modesty of the call for this country to take 3,000? Surely this is a time when the Government should say yes to that very modest call for political leadership.
We have shown political leadership, not just in terms of the scale and the shaping of the humanitarian response in the region but in how we have responded to it closer to home. As I have said, Britain has done more than any country to provide support to refugees more broadly. As I set out to my hon. Friend the Member for South Cambridgeshire (Heidi Allen), we have done a huge amount of work to support unaccompanied children. Many Parliaments across Europe will be debating this issue, but few will be able to be as proud as the UK, given the work across government and the support being provided by so many British people to refugees in the region and to those arriving in Europe. I can reassure him, as I did my hon. Friend, that we are working very hard on the issue of unaccompanied children. We are absolutely playing our role.
I am really proud of the fact that this country is the biggest financial contributor in Europe to dealing with this crisis—a point that is too easily dismissed by Opposition parties. However, the Independent Commission for Aid Impact is far less sanguine about the contribution of the European Union. What can my right hon. Friend do to put pressure on her interlocutors to ensure that some of the money that the EU gives to loony projects is diverted to assist in this crisis within our own European borders?
As my hon. Friend probably knows, I am what I would call an aid disciplinarian. That probably comes from my innate chartered accountant perspective, which means I always need to see effective projects that are well run and deliver value for money. That is absolutely what we have been pressing for and working with the European Union to do. Our push has essentially been to see the EU mirror the UK strategy on doing more effective work in the affected regions and see it step up to the plate on managing this crisis closer to home, which is what today’s announcement seems to be about. It is good to see the EU starting to move in the right direction. Of course, we took further steps at the London conference a few weeks ago, which we also welcomed.
It is hard to overstate the national and regional dangers from Greece becoming a giant refugee camp. That is all the more the case because the refugee crisis cannot be disentangled from the crisis in the Greek economy and infrastructure. When I visited a refugee camp on one of the islands, I found that the island had already lost its healthcare service, as have so many other islands. In addition to the humanitarian assistance, which is very welcome, what discussions are the British Government having within the EU to discuss the state of the Greek economy, which is very heavily dependent on tourism? There is a risk that the Greek economy will implode under the pressure of a growing refugee crisis this year.
At the ministerial meetings I attend as a Development Minister, we discuss the challenges that we face much closer to home. We should learn from what has happened in Jordan and Lebanon—that we should not expect countries to be able to cope on their own when they suddenly see huge numbers of people flowing in that they were not expecting. It is not simply a matter of financial pressures because pressures are placed on local communities. That is why the UK has done a lot and why I welcome the announcement that we think is coming from the EU today. This is the right thing to do for the refugees that are arriving. As has been said, it has taken some time for the penny to drop across Europe about what needs to be done closer to home, but I am proud of the work that the UK has done in trying to make sure that the levels of support that people need are now being put in place.
Does my right hon. Friend agree that the British public want to help and welcome it being provided for genuine refugees, particularly the women and children from minority groups? However, many are concerned at the arrival of large numbers of fit and able young men who have left their families behind, often claiming to be younger than they are, often having cultural attitudes towards women and gays that are unacceptable in Europe and often coming here for economic reasons. Do we not also need to send out a message that those people should not be able to come here in large numbers?
I think there are two elements here. One part is responding to the humanitarian crisis itself. As my hon. Friend says, a number of genuine refugees caught up in the Syrian crisis are coming over, but there is also the crisis in Iraq, particularly with the impact of Daesh in northern Iraq, which has also led to refugees coming over. As he points out, another part of the problem is economic migrants. That is why it is so important to have strong processes in place to deal with refugees and asylum cases, but also with migration. As a London MP, I often deal with immigration casework, so I am perhaps as familiar with it as any other MP in this Parliament. Having strong processes in place to work through those different cases is vital. That is why, despite the emotional pressures, we are right to stick to that plan and stick to our strategy—that Britain should have the ability to set its own rules on migration, which is why we are not in the Schengen area.
Apart perhaps from a couple of contributions from Tory Members, the Secretary of State will have heard a cross-party consensus today that we are dealing with a humanitarian and a refugee crisis. There is a great deal of cross-party support for a friendly reception for the efforts made in region by the Government. Will the right hon. Lady therefore respond by accepting that the scale of the issue we now face requires a re-examination of the scale of the bilateral support to Greece? Secondly, without a meaningful contribution to the resettlement—and I mean a meaningful contribution—will it not be more difficult to get the solidarity across Europe that will be required to deal with this issue properly?
As ever, we will continue to make sure that the support we give to all the countries affected by the crisis is at a level that we think is sensible. As I have set out, Britain has, frankly, done as much as any in helping refugees who are arriving in Europe. That is why a significant proportion of what we provide has been given to countries such as Greece where the refugees have arrived. I do not agree with the right hon. Gentleman’s second point about our approach to relocation. I think our approach is the sensible approach, one that is increasingly recognised across Europe as sensible and pragmatic.
My final point to the right hon. Gentleman is that the people we are able to relocate are the most vulnerable people from the region, those identified by agencies like the UNHCR as needing to be removed from the region in order to get back on with their lives and receive the support they need to do so. I think we are right to focus on the most vulnerable people affected by this crisis; that will continue to be our approach.
I thank the Secretary of State and the Government for the leadership they have shown in making us the biggest donor of humanitarian support in region, after the United States. Does my right hon. Friend agree that the refugees from the middle east are the victims of terrorists and traffickers, so taking into the United Kingdom the refugees who have already reached the safety of Europe is simply playing into the hands of those evil traffickers who are exploiting people so appallingly?
I think my hon. Friend is right. In the end, there is no getting away from the fact that overwhelmingly people want to stay in the region where they had their home and grew up—the area with which they are most familiar and where their closest family is likely to be based. I think the failure of the international community to do enough is what has led to the sorts of flows that we are now seeing. That is why the London conference a month ago was so important. It is also why we need to see more countries doing more in the region. We should not lose sight of the need for more international leadership, matching that of Britain, in the region so that refugees can be supported in countries such as Jordan and Lebanon. They have been generous, but they are saying that this is an extremely difficult situation for them to cope with. Let us not lose sight of that.
Greece is, of course, a great country and an important and long-standing ally of ours. The people of Greece, however, are still suffering badly from the financial crisis, and the refugee and humanitarian crisis is pushing them to the brink. Help from the EU has so far been slow and inadequate. Despite what has been said today, does the Secretary of State truly believe that the EU strategy to give Greece the proper help that is needed is in place? Does she not agree that a lot more needs to be done?
As ever, it is all about today’s announcement, which we understand to be about €700 million for the next three years, and about making sure that that money is invested sensibly. It is important that Greece itself is willing and able to work with NGOs on the ground and with the UNHCR so that the best work can be done. One of the biggest changes affecting Jordan and Lebanon that has enabled us to help to create more jobs was the important decision of those countries to allow refugees to have work permits. That enabled us to do more to help them get the jobs so that they were able to support themselves. It is important that we are able to work effectively with the Greek authorities to make the most of the additional resourcing and investment so that we can help people as much as we possibly can.
I fear that Members on both sides of the House are failing to acknowledge two pertinent facts. Not only has the European Union visited penury and misery on the people of Greece because of its cruel monetary policy, but that has been compounded by the fact that its largest member has completely disregarded, in a high-handed and arrogant way, the Dublin protocols that my right hon. Friend mentioned earlier.
May I ask what efforts the Government are making to distinguish between economic migrants and refugees, and—returning to an undertaking that the Prime Minister gave me before Christmas—what special efforts are being made to target our resources at the persecuted minorities in the middle east, particularly Christians?
My hon. Friend has, in fact, raised three issues. First, we are working with the International Organisation for Migration to secure better data and evidence relating to the flows of migrants and refugees. Secondly, we are not in the Schengen area, which means that we can more readily make decisions on how to deal with the various people who seek to come to Britain, depending on whether they are claiming asylum, seeking refugee status or, indeed, just wanting to come here to work as migrants.
Thirdly, my hon. Friend is absolutely right to highlight the issue of certain minorities. I had a chance to go to Irbil, where I met, among others, Christian minorities who had been persecuted and caught up in the Iraqi crisis and the territorial gains that Daesh was making in Iraq at the time. I can reassure my hon. Friend that we are very conscious of the need not to lose sight of the groups who have been most affected by the crisis. We often talk of its impact on children, but, as he rightly points out, whole communities have been targeted in some areas.
There should be concern about the impact on Greece’s social structure of the double blow that it has experienced: first the effect of membership of the euro on its economy, and now the chaotic immigration policy that is being pursued by the EU.
Many Syrian leaders who are looking to the future are saying that people should be kept as close to Syria as possible, in well-organised camps, and not thrown into the hands of the traffickers who wish to smuggle them into Europe. What discussions has the Secretary of State had with the Governments of Jordan, Lebanon and Turkey about the resources that they need in order to sustain that number of people in their own countries, and what hope has she of persuading her EU partners to join the United Kingdom in stumping up some money to support those efforts?
We have had many discussions with the countries that have experienced the biggest flows of refugees over recent years, particularly the ones that the hon. Gentleman has mentioned.
I think the London conference on Syria was especially important when it came to persuading other countries to step up to the plate alongside Britain, and to do more to help provide the resources that are needed by countries such as Lebanon, Jordan and Turkey. As the hon. Gentleman will know, at the end of last year the United Nations appeal was just over 50% funded, but following the London conference, only five weeks into this year, some 70% to 80% of this year’s needs have already been resourced. Nevertheless, we still need other countries to do more. The crisis will be ongoing for some time, and unfortunately, while I was delighted by the success of the Syria conference—the largest ever amount was pledged in a single day—it should be seen as the beginning, not the end, of the international community’s better response.
Riot police, tear gas and rubber bullets are increasing the risks to lone children, and, sadly, also increasing their price tag for trafficking purposes. I saw that for myself in Calais on Monday, and the situation is the same in Greece. There is no effective identification and processing of lone children, especially those with connections to the United Kingdom. Can the Secretary of State assure me that the welcome 28 January commitment to increase the safety of lone children in Europe, as well as in conflict zones, will help the desperately vulnerable children who have no hope of access to the safe legal routes to which she has referred, and prevent them from getting into the hands of traffickers?
I hope I can provide that reassurance, which is, in a sense, twofold. First, it is about enabling vulnerable children in the region to be relocated when that is necessary, working with UN agencies. Secondly, it is about the £10 million fund that we established to make better and stronger identification possible so that we can get children into the system. We are providing funds to ensure that children receive the kind of specialist protection that they need, can be helped to understand how to deal with the situation in which they have found themselves, and can be given trauma counselling. Even when we have reached an “end point” in our work to help unaccompanied children, they will often need further support in order to be able to get on with their lives effectively because of the experiences that they have been through, and the United Kingdom is ensuring that, whenever possible, we can provide that as well.
The people traffickers are benefiting from a clear Russian policy: to weaken resolve in Syria, to create a crisis in Europe and weaken our humanitarian values, and to weaken neighbouring states such as Jordan, Lebanon, Greece and Turkey. Last week, Saudi Arabia told the Defence Committee that it had offered visas to Syrian families, allowing them to move in with their own family members. It has offered them work permits, and opportunities for education, employment and healthcare. Why can we not do the same for Syrian refugees who have clear links with the United Kingdom?
We have a relocation scheme, and the Dublin convention provides routes enabling people with clear links to the UK to come here. Ultimately, however, we need a co-ordinated and managed approach to migration. We are not in the Schengen area—for all the right reasons, as we can see—and it is right for Britain to have the controls and rules that enable us to manage the flows of people coming into the UK.
The hon. Lady mentioned people smugglers and the impact of bombing. Although we obviously hope that the ceasefire holds, it is important for us not to take steps that would simply play into the hands of the criminals who are gaining from the crisis, and that is why we have taken the approach that we have.
I, too, am proud of the leading role in the provision of aid for refugees that the United Kingdom has played, not just over the last few months but for many years. What requests has Greece made directly to the UK for help? I know that the UK has been seeking a comprehensive EU response for months, but what more can we do to put pressure on the rest of the EU to help with the daily basic needs of the refugees in Greece, and at least try to alleviate some of the burden?
We have humanitarian advisers in Greece who have been helping to ensure that the Greek strategy, including the way in which camps are being set up, is as effective as possible. We have also worked with the United Nations High Commissioner for Refugees. More recently, we have helped to provide child protection officers. The situation on the ground is complex, but I think we should recognise that the UK has helped to provide not only life-saving and core humanitarian support, but the technical assistance that can help the Greek authorities to do a more effective job themselves. I agree that it is welcome that the European Union is now responding with additional resources to mirror the kind of work that the UK has been doing, because that support has been badly needed.
Does the Secretary of State agree that the very last thing that families fleeing beheadings, bombs and barbarism need is to face barbed wire, tear gas and rubber bullets on their arrival in the EU? Will she please, as a matter of urgency, urge her Government to take a much more constructive role within Europe and to help to implement the EU action plan on migration?
We are taking a constructive, proactive approach within the European Union. We are not part of the Schengen area, but that does not prevent us from clearly setting out our views on a more effective way of dealing with this crisis. Speaking in my capacity as Secretary of State for International Development, I think that one of the most important elements to that response has been to tackle the root cause of what is making people feel that they have no alternative to putting their lives in the hands of the people smugglers. That involves doing a better job of supporting those people in the region, closer to home and closer to their families.
We certainly welcome the financial commitments that the UK Government have announced and are already providing. I echo the calls for the rest of the international community to match those commitments, but the fact is that no amount of money will ever provide enough schools, hospitals and homes to enable the 4 million-plus refugees to settle permanently in the small number of countries that the hon. Member for East Antrim (Sammy Wilson) mentioned earlier, given that those countries are already looking after millions of refugees.
Information from Eurostat shows that, relative to the population of each country, Greece receives twice as many asylum applications as the United Kingdom, while Italy receives two and half times the number and the EU as a whole receives five times the number. Some countries, such as Hungary and Sweden, received 30 times as many asylum applications as the United Kingdom does. Does the Secretary of State agree that those figures destroy once and for all the myth that the refugee camps are full of people whose chosen destination is the United Kingdom?
On the hon. Gentleman’s first point, we have an ambition to get every Syrian child who is missing school because of this crisis back into school by the end of the forthcoming academic year. One of the key outcomes of the London conference on Syria was to get the funding for those plans. We know that we can achieve this because we have already helped half the children to get back into school. We now need to finish the job. More broadly, he talked about the intentions of refugees arriving in the EU. The reality is that there are large Syrian diasporas in Germany and Sweden, and many of the people arriving on the shores of Greece might want to join their families in those countries. In the end, however, we need a more co-ordinated approach that recognises that countries such as the UK are not in the Schengen area and that we want to take our own decisions. There is no getting away from the fact that as a last resort people are putting themselves in the hands of people smugglers, but their first choice is almost always to stay in the region. Following the Syria conference in London, we need more action taken internationally to deliver on that.

Commons ChamberWith permission, Mr Speaker, I shall make a statement updating the House on the recent Syria conference, which the UK co-hosted with Kuwait, Norway, Germany and the United Nations last Thursday.
For nearly five years, the Syrian people have suffered unimaginable horrors at the hands of the Assad regime and, more recently, Daesh. Inside Syria, 13.5 million people are in desperate need, while a further 4.6 million people have become refugees. As we have seen over the past 72 hours alone, the impact on the people of the region is terrible and profound. When I was in Lebanon and Jordan last month, I spoke to refugees, some of whom were spending their fifth winter under a tent, and their stories were similar. When they left their homes, they thought they would be back in weeks or perhaps months at the most, but for an overwhelming number it has turned out to be years, and there is no end in sight.
Not only is Syria the world’s biggest and most urgent humanitarian crisis, but its far-reaching consequences are being felt across Europe and touching our lives here in Britain. More than 1 million refugees and migrants risked their lives crossing the Mediterranean last year. Of these, half were fleeing the bloodbath in Syria.
Since the fighting began, Britain has been at the forefront of the humanitarian response to the Syria conflict. Aid from the UK is already helping to provide food for people inside Syria every month, as well as clean water and sanitation for hundreds of thousands of refugees across the region. Our work on the Syria crisis gives people in the region hope for a better future, and is also firmly in Britain’s national interest. Without British aid, hundreds of thousands more refugees might feel they had no alternative but to risk their lives seeking to get to Europe.
Despite all that, more was needed. The UN Syria appeals for the whole of last year ended up only 54% funded. Other countries needed to follow the UK’s lead and step up to the plate. That is why the UK announced we would co-host an international conference in London on behalf of Syria and the region, building on three successful conferences held in Kuwait in previous years. Last Thursday, we brought together more than 60 countries and organisations, including 33 Heads of State and Governments. The stage was set for the international community to deliver real and lasting change for the people affected by the crisis, but in the end it was going to come down to choices.
Could we pledge the record-breaking billions needed, going much further than previous conferences, and commit to going beyond people’s basic needs and delivering viable, long-term solutions on jobs and education for Syria’s refugees and the countries supporting them? At the London conference, the world made the right choices to do all of those things. Countries, donors and businesses stepped up and raised new funds for the crisis amounting to more than $11 billion. This included $5.8 billion for 2016 and another $5.4 billion for 2017-20. It was the largest amount ever committed in a single day in response to a humanitarian crisis, and it means that more has been raised in the first five weeks of this year for the Syria crisis than was raised in the whole of 2015.
The UK, once again, played its part. We announced that we would double our commitment, increasing our total pledge to Syria and the region to more than £2.3 billion. Going beyond people’s basic needs, the world said at the London conference that there must be no lost generation of Syrian children and pledged to deliver education to children inside Syria and to at least 1 million refugee and host-community children in the region outside Syria who were out of school. This is an essential investment not only in those children, but in Syria’s future. It also gives those countries that are generously hosting refugees temporarily the investment in their education systems that will benefit them in the longer term.
The London conference also made a critical choice on supporting jobs for refugees and economic growth in the countries hosting them. We hope that historic commitments with Turkey, Lebanon and Jordan will create at least 1 million jobs in countries neighbouring Syria, so that refugees have a livelihood close to home. That will also help to create jobs for local people and leave a legacy of economic growth. By making those choices, we are investing in what is, overwhelmingly, the first choice of Syrian refugees: to stay in the region, closer to their home country and their families who are so often still in it. If we can give Syrians hope for a better future where they are, they are less likely to feel that they have no choice other than to make perilous journeys to Europe.
I wish to thank all those civil servants from my own Department, the Cabinet Office, the Foreign Office and the Department for Business, Innovation and Skills for working so tirelessly as a team to help us deliver such a successful and vital conference. It is not often that civil servants get the thanks that they deserve, so on this occasion I decided to put my thanks on record.
The world has offered an alternative vision of hope to all those affected by this crisis, but, in the end, only peace will give the Syrian people back their future. The establishment of the International Syria Support Group at the end of 2015 was an important step on the path to finding a political settlement to the conflict. The Syrian opposition has come together to form the Higher Negotiations Committee to engage in negotiations with the regime on political transition, and the UN launched proximity talks between the Syrian parties in January.
The UN special envoy to Syria took the decision to pause these talks following an increase in airstrikes and violence by the Assad regime, backed by Russia. The UK has called on all sides to take steps to create the conditions for peace negotiations to continue. In particular, Russia must use its influence over the regime to put a stop to indiscriminate attacks and the unacceptable violations of international law. Across Syria, Assad and other parties to the conflict are wilfully impeding humanitarian access on a day-by-day basis. It is brutal, unacceptable and illegal to use starvation as a weapon of war.
In London, world leaders demanded an end to those abuses, including the illegal use of siege and obstruction of humanitarian aid. Our London conference raised the matter of resourcing for life-saving humanitarian support, which must be allowed to reach those who are in need as a result of the Syria conflict, irrespective of where they are.
I also want to take this opportunity to provide an update on the campaign against Daesh in Iraq and Syria. Since my right hon. Friend the Foreign Secretary last updated the House on the campaign against Daesh in Syria and Iraq, the global coalition, working with partner forces, has put further pressure on Daesh. Iraqi forces, with coalition support, have retaken large portions of Ramadi. In Syria, the coalition has supported the capture of the Tishrin Dam and surrounding villages as well as areas south of al-Hawl.
The UK is playing its part. As of 5 February, RAF Typhoon, Tornado and Reaper aircraft have flown more than 2,000 combat missions and carried out more than 585 successful strikes across Iraq and Syria. We are also leading efforts to sanction those trading with, or supporting, Daesh. My right hon. Friend the Prime Minister gained agreement at the European Council in December on asset freezes and other restrictive measures.
Since day one of this crisis, the UK has led the way in funding and shaping the international response. We have evolved our response as this incredibly complex crisis itself has evolved. There will be no end to the suffering until a political solution is found. The Syria conference, co-hosted by the UK and held here in London, was a pivotal moment to respond to help those people and countries affected. We seized the chance to offer the Syrian people and their children hope for a better future. The UK will now be at the heart of making that ambition a reality and keeping the international community’s promise to the Syrian people. That is the right thing to do for those suffering and, fundamentally, for Britain, and I commend this statement to the House.
The Syrian crisis is the most pressing humanitarian challenge facing us at this time, and the Government are to be commended on co-hosting an important conference that has raised more than $10 billion for Syrian refugees. They are also to be commended on doubling our own commitment to more than £2.3 billion. The emphasis on education and jobs is entirely correct: we cannot allow a whole generation of Syrian children to be lost.
The Secretary of State will be aware, however, of the report by Concern Worldwide that reveals that a third of the funds pledged to Syria in 2015 had not been confirmed by December of that year. Can she say whether all the money pledged in 2015 has now been confirmed, and does she appreciate the hopes of the entire House that she will get other countries not just to match our generosity but to hand the money over? The wholly commendable efforts on Syrian refugees in the region belie the Government’s wilful myopia on the plight of more than half a million Syrian refugees here in Europe. It is true that the majority of Syrian refugees are in the region, and the situation continues to worsen. We all saw the television pictures at the weekend of tens of thousands of terrified Syrians waiting at the border with Turkey in response to Assad’s bombardment of Aleppo, but will the Secretary of State explain how much longer this country and the EU can expect Turkey to keep its border with Syrian open while at the same time we want to prevent refugees from transiting to western Europe?
The funds raised by the conference are vital, but it is vital, too, that this country shows willingness to take its fair share of refugees, including Syrian refugees. The UK has agreed to take, over five years, fewer refugees than Germany has taken in a month. The Opposition appreciate that this country has not signed up to Schengen, but does the Secretary of State acknowledge that the fact that we are not signatories to Schengen does not remove the moral responsibility that falls on us as part of the European family of nations, and does she accept that many people are surprised and disappointed that the Government have rejected the Save the Children campaign to take in just 3,000 child refugees?
The Secretary of State may well wish that these children had stayed in the region, but the direction in which the children chose to flee does not make them any less vulnerable. These children may not be in the part of the world she might prefer them to be in, but they are still lone children at risk of abuse, sex-trafficking and worse. She cannot behave as if there are two classes of Syrian child refugee: one set who stay in the region, whom she is prepared to help, but another class who have travelled to Europe on whom she turns her back.
The Secretary of State will have heard reports of the German Chancellor’s speech in Turkey today. Does she agree with Angela Merkel that the ultimate solution to the migrant crisis is safe and legal pathways for refugees? On the political process, I am glad to say that the Opposition support calls on all sides in the Syrian civil war to take steps to move towards sustainable peace negotiations. In particular, Russia must use its influence on the Assad regime. We entirely agree that it is unacceptable and illegal to use siege, starvation and the blockage of humanitarian aid as a weapon of war. We welcome the steps taken to freeze Daesh assets and other restrictive measures, for which my right hon. Friend the Leader of the Opposition has called for some time.
All Syrian refugees want to return home. Immigrants and refugees, whether they go home or not, never lose that hope in their heart that they will return to the country in which they were born. But whether the Secretary of State would prefer it or not, there are half a million Syrian refugees here in western Europe. Together with my right hon. Friend the Leader of the Opposition, I visited the camp in Calais and met very many Syrian refugees there, many of whom, it seemed to us, had a legal right to come to this country, and all of whom were living in appalling conditions.
When the caravan of these international events has moved on, there will still be thousands of Syrians and other refugees, including an increasing proportion of women and children, living in appalling conditions in Europe, frightened, terrorised and at the mercy of people traffickers. We may all wish that they had not listened to the people traffickers, but this Government should be doing more not just for Syrian refugees in the region, but for the very many Syrian refugees here in western Europe.
The hon. Lady raises the important point that it is vital that countries that came and made promises at last week’s conference live up to them. Too often at similar meetings in the past, countries have spoken warm words or set out promises that they have not lived up to. The UK will play its role by delivering on our promises, as we have in the past and will in the future, and by putting in place the necessary transparency to enable us to ensure that other countries live up to the promises they made.
It is wrong of the hon. Lady to say that we have not played our role close to home. Our strategy from the word go has been to tackle the root causes of the crisis that we have seen reaching our own shores, which is to make it viable for refugees to stay close to home in their home region as that is, overwhelmingly, the first choice of most refugees. It has been a failure to deliver on such promises and to provide the necessary resourcing that has led them over time to give up on that.
We are playing our role close to home here in Europe. It is the UK that has been working with UNHCR and the Red Cross, making sure that newly arrived refugees are effectively registered—although the hon. Lady will understand the challenges that poses on occasion—and making sure that they have the shelter, clothing, blankets and sustenance that they need, having finally made that often fatal journey. So we are playing our role.
The hon. Lady will know that we are resettling 20,000 refugees from the region directly. That is not only a safer route for people to get to the UK if that is where they need to be resettled, but it enables us to focus on the most vulnerable people affected by the crisis who need to be resettled—people who could never otherwise make the kind of journey we have seen other refugees making across Europe. In more recent days we have set out the work that we will be doing particularly to help children affected by the crisis. I am very proud of the work that the UK has done to put children at the centre of our response to the Syrian crisis. It was at our initiative that the No Lost Generation initiative was set up. It was through our help that UNICEF has been able to put safe zones in refugees camps to help link up children who have become separated from their family. It is the UK that has been ensuring the availability of the psychosocial support that children so often need, having been involved in such crises and undergone the experiences that they have, and we will continue to do that.
More broadly, the hon. Lady’s condemnation of Russia is correct. We can debate whether and how the UK’s support for people affected by this crisis is working, but we should all be able to agree that the routine flagrant, deliberate breaches of international humanitarian law that we see daily in relation to this crisis are unacceptable. A country such as Russia should be playing its role by pressing the Assad regime, which it is spending so much time and resource supporting, to allow the aid that is there in places such as Damascus to get down the road to the people who desperately need it. I believe that in time, as we look back on the crisis in the years to come, that breach of international humanitarian law will be one of the most telling aspects of it. People will ask themselves how it could have been allowed to go on.
May I commend my right hon. Friend for her calm and factual statement on the situation of the Syrian refugees, which contrasted with the rather emotive statement by the shadow Secretary of State, who is trying to whip up emotion about these things? Does my right hon. Friend agree that, actually, we do need peace in the region, we do need to talk to Russia about what it is doing, and somebody needs to tackle Assad? We should also be looking at keeping as many people as possible in the area where they have been brought up, where their culture is correct and where they understand the lifestyle, rather than encouraging them, as the Labour party might choose to do, to come to this country, when we are putting so much money—taxpayers’ money—into helping these people to settle there.
These are two related issues. One, as I have said, is that we are, of course, playing our role close to home—here in Europe—in helping refugees who have finally arrived on our shores. However, my hon. Friend is right to recognise that, overwhelmingly, refugees basically want to stay close to home. I met a lady on my last trip to Jordan whose family were still in Homs, and she had intermittent contact with them. For her, the prospect of even considering leaving Jordan was totally not what she was looking at; what she desperately needed was to be able to work legally to support herself while she tried to get on with the life she suddenly found herself living.
As I said, at the beginning of this crisis, none of the refugees thought that they were leaving Syria for anything more than a few weeks or months, and we should all think about how we would cope with such situations. It is incumbent on the international community, though, to make sure that we now go beyond providing just day-to-day support, so that people are not just alive but able to have some kind of life. That is in their interests, but it is also in the interests of the host communities, which are so generously accommodating them.
I thank the Secretary of State for her statement and for giving us early sight of it. The Scottish National party, too, welcomes the pledges and commitments made at the conference. We recognise the achievement of securing the biggest ever pledges made in one day and particularly the commitments on child education and jobs. However, I echo the concerns about the difference between making and fulfilling a pledge, and it would be helpful to hear what discussion there was at the conference about processes for monitoring and implementing the pledges, bearing in mind the gap between last year’s pledges and the actual assessed need.
There is a feeling in some quarters that civil society—especially local and national Syrian civil society organisations—was under-represented. However, it is those organisations that are often the front-line responders to the crisis and that have the access inside Syria that international counterparts do not. It would be useful to hear what role the Secretary of State sees civil society on the ground having in decision making and implementation as aid is disbursed.
While recognising the role the Government have played, I echo the concerns about the response to the refugee crisis in Europe. Analysis from Oxfam suggests that, rather than 20,000 refugees over four years, the UK’s fair share would be 24,000 this year alone. How will the commitments the UK made at the conference support those displaced by the conflict, especially those already in Europe?
Finally, the only viable long-term solution, as we have heard, must be a negotiated peace. What discussions is the Secretary of State continuing to have with her Cabinet colleagues about the impact of UK airstrikes, and does she believe that the UK’s involvement has helped or hindered its role as a peacemaker; and how can the Government be confident that their bombing is not adding to human misery, and that, while seeking to improve the humanitarian response on the one hand, they are not adding to the crisis on the other?
The hon. Gentleman might win a prize, although it may not be one that he craves, for probably the longest sentence in the Parliament.
Mr Speaker, I shall try to answer briefly the points that the hon. Gentleman raised, which were all important.
As I said, we will do our level best to make sure that the commitments made last Thursday are honoured. The hon. Gentleman is right to highlight the important role of civil society. In fact, we had a day dedicated to that last Wednesday. Seventeen Syrian civil society organisations were represented at that event, and 27 non-governmental organisations overall. The role they have been playing, and can continue to play, is in delivery on the ground. Many of these people put their lives on the line every single day of the week to get into communities who desperately need their help. We have to continue to assess needs, and the information that we get from civil society is often vital in making sure that we target our aid where it can have the biggest impact,.
Looking ahead, perhaps optimistically, but nevertheless importantly, when we finally get to a position where we can see Syria getting back on its feet and rebuilt, civil society will have a crucial role not only in understanding the needs and priorities of local people but in forming networks that can help on the ground to deliver on them. As I said, I believe that we are playing our role, not only, overwhelmingly of course, in the region, but closer to home here in the EU. A pound spent here in Europe does not go anywhere near as far in supporting refugees as a pound that can be delivered closer to home in the region to provide food, water and shelter, or get a child into school who is currently out of school. It is incredibly important that we do not lose sight of the need to tackle the root causes that underlie the refugee flows into Europe over recent months.
The hon. Gentleman will not be surprised to hear that I could not disagree with him more on UK airstrikes. One of the key challenges in ever reaching any kind of peaceful settlement in Syria is the presence of the barbaric Daesh, who, day by day, routinely commit acts of unspeakable brutality—particularly on women, but on people more generally—in the territories they control. These people are not simply going to get up and go home. That is why we need to take military action against them to force them out of those territories. This is already happening in Iraq. They are leaving a wasteland behind them, but at least it is a wasteland that we can start to rebuild in, and we are going to do the same in Syria.
I wholeheartedly support what the Government are doing. A critical part of our strategy is to ensure that the two small nations nearby, Jordan and Lebanon, are able to cope. It must be incredibly difficult, given the huge number of refugees compared with their overall populations. Will the Secretary of State give some detail on the work we are doing to encourage those two nations, particularly in economic terms, through customs unions and the idea of economic co-operation—perhaps not just with the UK but within the EU as a whole—to try to ensure that they do their best in this regard? We must recognise that many hundreds of thousands of these Syrian refugees are likely to be in Jordan and Lebanon for many years to come.
I am pleased that my right hon. Friend has mentioned this historic step forward in getting agreement to start creating jobs for refugees. For many years, they had been unable to work legally, and that forced many into working illegally to try to support themselves. They might have left Syria with some assets, but over the weeks, months and years those assets were depleted, and reaching the end of them led many to decide that they had no alternative but to try find a life somewhere else. This therefore matters. In essence, countries such as Jordan and Lebanon decided to allow work permits so that greater numbers of Syrian refugees can work legally. These were big decisions for them to take, but they were right to do so as they cope, and indeed often struggle to cope, with the refugees who are temporarily, but in large numbers, within their countries.
What are we doing? On the Jordanian and Lebanese side, particularly with Jordan, we are setting up economic zones with advantageous tax rates to encourage investment. Some of this will be, in effect, the Syrian economy in exile. I have met business leaders who are re-establishing their Syrian companies, but in Jordan. That is not just good for Syrians who can get back into work; it is also providing work for local people who are unemployed. This is complemented by the investment coming from the World Bank and the European Investment Bank; and crucially, as my right hon. Friend mentioned, by reform at the European Union level and making our own trade barriers that much more flexible so that countries such as Jordan can more easily sell their goods into the huge market that is the European market.
We should be really proud of the work achieved with both Jordan and Lebanon at the conference. It was home-grown UK ideas that were put on the table and they got international support. Most importantly, they gave us the chance to work directly with the Governments of Jordan and Lebanon to help with the long-term provision of jobs and growth that will be there long after their generous hosting of refugees temporarily.
The lucidity and comprehensiveness of the Secretary of State’s replies cannot be disputed, but I would gently point out that we have got through two Back-Bench questions in seven minutes, so we shall now strive for improvement in productivity.
I strongly welcome the results of the London conference and the leadership shown by the Secretary of State and others in Government. That is immensely important. She said that Britain is also helping refugees in Europe, but the honest truth is that the help being provided to them is tiny. There are refugees in Greece and the Balkans, and close to home in Dunkirk and Calais, who are in worse humanitarian conditions than those in the region and who are being denied support by Governments, the United Nations and aid agencies because they are in Europe. Children are suffering from scabies, bronchitis and cold. How much of the London conference funding will go towards helping refugees in Europe? If the answer is none, what is the Secretary of State doing to hold a similar pledging conference to help the refugees in Europe?
The conference was, indeed, about making sure that we are responding, in the region, to Syrian refugees and host communities affected by the crisis. The right hon. Lady asks about the response in Europe. We are talking about European countries that have the resources to respond to and help refugees who are currently in their own countries, but, as I have said, the UK has played its role in helping refugees who have arrived.
I strongly support the Government’s approach of giving maximum help to refugees near their homeland, as well as the Government’s participation in crucial initiatives for political progress and peace. What impact is the intensification of Russian-supported Assad military intervention having on British Government policy?
The main impact, in the short term, has been the breakdown of any progress in peace talks. In the end, it is a peace settlement that will give people hope for the future and result in their wanting to go back and rebuild their country.
I welcome the Secretary of State’s comments on the positive role already being played by the RAF in the coalition campaign to drive Daesh back from territory in Syria, following the recent vote in this House. Does she agree that the catastrophe, including the humanitarian and refugee catastrophe, will continue as long Daesh controls large areas of eastern Syria and as long as President Assad, supported by Putin, slaughters his own people?
Yes, I agree entirely. As I said in response to the hon. Member for Glasgow North (Patrick Grady), it is critical that we maintain Syria’s integrity as a country, and that absolutely means regaining the territory that has been lost to Daesh. There can be no peace settlement in Syria until we have that territory back under control and it can form part of the peace talks.
I am grateful to the Secretary of State for coming to the House today. She has always been accommodating in updating us on the work of the Department for International Development in the region. Will she confirm that DFID will continue to focus its work and aid on the camps and the region, because ultimately this is about tackling the root cause of the problem, and a political solution is the only long-term solution?
I strongly agree with my hon. Friend. The talks need to get back under way. Of course, UN Security Council resolution 2254, which was adopted at the end of last year, set out a road map for that to happen. It highlighted two key areas. The first was the need for a ceasefire, and the second was the need for free, unfettered access for humanitarian supplies to get through to people, but the lack of progress on them, combined with the intensification of attacks by Assad forces, supported by the Russians, is hindering the peace talks and undermining the process.
Words cannot convey the impotence and the anger that we, as politicians, feel at the lack of progress in the peace process. I understand the contribution made by the Government, but we are seeing an awful humanitarian crisis develop today at the border with Turkey. Mrs Angela Merkel has made quite clear what she feels about it. She says that the Russians are primarily responsible for the bombing and are the reason that people are fleeing in their droves from Syria. Has the Foreign Office called in the Russian ambassador today? Has the Prime Minister called in the Russian ambassador? He should be called in every day until the Russians stop barrel bombing the civilians in Syria.
The right hon. Lady will be pleased to hear that the Foreign Secretary is part of the International Syria Support Group, which will meet in Munich this Thursday, hopefully with the Russians there. That is precisely the sort of message that we will be delivering to the Russians; they have a critical part to play in enabling the peace talks to move forward. At the moment, their actions are taking us further away from a peaceful settlement, because they are bombing the very moderate opposition around which it should be possible to form a transition Government.
The Secretary of State has every right to be exceptionally proud of what was achieved at the conference, but I fear that we need to do more locally in Europe. She will know, I am sure, that I and my hon. Friends the Members for Bury St Edmunds (Jo Churchill) and for Eastbourne (Caroline Ansell) were in Lesbos last weekend, and I can tell her that the Greeks are not coping. Britain needs to lead in Europe, as we have done on the global stage. There are refugees, including children, in Europe who need our help, and Greece is on its knees. Will the Secretary of State meet us to hear our first-hand emotional and factual account of what we saw?
I am very happy to meet my hon. Friend, and I have read reports of her visit. I reassure her that we are playing as much of a role as we can in working with Greece. The UK has worked with the UNHCR, which has registered many of the refugees who have arrived in Greece. In the end, we have to accept that Greece has sovereign control, and it will want to organise how it deals with refugees. Yes, it needs resourcing. The European community is discussing how it can effectively do that, and the UK has been part of that. In the meantime, our focus has rightly been on dealing with the root causes of why those people lost any hope that there was a future for them in the region where they lived and had grown up. That surely has to be the main focus.
The Prime Minister accepted when the House voted to extend the military campaign against ISIS from Iraq to Syria in December that that would extend not only our involvement but our responsibility. May I ask the Secretary of State more about the political peace process that she has touched on? It would be easy to lose faith in it, given the events of recent days, but does she agree that although the aid efforts she talks about are commendable, the only long-term solution for the people of Syria is not aid but a country in which they can live? Is there anything more that she can say about how to get the political process back on track?
The right hon. Gentleman knows that a key next step will be taken this Thursday, when the International Syria Support Group meets. That will build towards the resumption of peace talks, which are having what the UN special envoy Staffan de Mistura described as a “pause” until 25 February. There are two elements to this. One, of course, is the peace talks and the political dialogue that is under way. The second, as I said in response to an earlier question, is the military action that is needed to eradicate Daesh from the part of the country that it holds. Making progress on both of those is critical. The final step, the rebuilding of Syria, will be a chance to put into practice much of the planning that is there already but unable to be got on with.
Tragically, whole generations of children have grown up in refugee camps, such as those in Tindouf in Algeria, with all that that means in terms of education and radicalisation. What can be done to prevent something similar from happening near Syria?
The sort of step forward that we saw last Thursday—the commitment that no child will be lost to the Syrian crisis, and that all children will be back in school—is absolutely critical. If we want them ever to feel that they are in a position to rebuild their own country, they will need at least to be able to read and write, and to have had some sort of education. Too many children have already lost too many days in school, but after last Thursday we have a much better chance of getting them back into the classroom and back learning. That is precisely what we are hoping to do over the next few weeks and months.
May I join other Members in commending the Secretary of State for the success of the donor conference but remind her that, as with the Yemen donor conference six years ago, it is not the pledges but the paying of the money that matters? In that case, only 10% has been paid so far. The key local country is Turkey, to which the EU has pledged €3 billion to deal with this crisis. Has that money been paid at least in part, and can she reassure the House that recent developments are not affecting the processing of the 19,000 Syrian refugees whom the Prime Minister has pledged will come to this county before the next election?
The €3 billion deal was very much reached as part of the Syria conference last Thursday. Like the right hon. Gentleman, I will be very keen to make sure that all the commitments made last Thursday are delivered. That is vital if we are to achieve the results we have set ourselves, including the ambition to make sure that no Syrian refugee child is out of school by the end of the forthcoming academic year. More broadly, he should be reassured that the UK will continue to play a role in ensuring not only that we do a lot in our response to this crisis—we have already done so: we are the second biggest bilateral donor to date—but that we continue to shape the response.
Once people cease to be internally displaced persons and cross an international border, in their minds and in reality they become refugees or economic migrants and it is very difficult—much more difficult—for them to go back to their own country. It would be great if the international community, which has so far failed to stop the war, came to an agreement to set up safe areas close to or on the borders of other countries. We would be able to reach into those safe areas and look after people there so that when the time comes—and politics works—they can go home to their own country.
Following last Thursday’s conference, the hope is that we can better help countries on the border with Syria that are safe for refugees to flee to and that are better able to cope with the refugees who are now there. We all hope that, in time, refugees will be able to go back to their countries. The reality, however, is that the typical time somebody spends as a refugee is now 17 years. That is why the work on getting children into school and on jobs is so important.
What concrete action did the conference agree to take in Aleppo, following the toxic intervention of the Russians and the likelihood that Assad will impose a blockade? Was the subject of either aid convoys or air drops discussed?
The general point that the right hon. Gentleman raises about access and making sure, alongside generating the resources that UN agencies and NGOs need, that we have the ability to get those resources to people in need was a central part of the conference. That is why I set out in my statement how important it was for the international community to reiterate its support for free and unfettered humanitarian access. We should condemn all those who are daily preventing key supplies from reaching people who are often at death’s door and in need of such supplies.
The easiest thing in politics is to say, “Do more”, but may I say how proud I am of the Secretary of State, the Prime Minister and the UK for our response to this humanitarian crisis? I agree with my right hon. Friend the Member for Wokingham (John Redwood), the right hon. Member for Cynon Valley (Ann Clwyd) and many other Members that we must now tackle the issue of indiscriminate bombing by Russian air forces. What can be done to get the UN special envoy back around the table with the Russians and to stop the bombing, which is making the crisis so much worse?
The UK Parliament is playing its own role in highlighting this issue, which has led to the current pause in the peace talks. In Munich on Thursday, it is vital that the Russians take a long, hard look at their role in being able to make or break the peace talks. At the moment, the actions they are taking are preventing progress—it is as simple as that—on two fronts: one is the ceasefire, and the other is their failure to persuade the Assad regime to allow supplies into key areas under its control. Of the many requests that UN agencies have made to the Assad regime to allow access to such areas, just 10% have been agreed, which is a total disgrace. I hope the Russians will raise that with the Assad regime, which they are doing so much to support.
I commend the Secretary of State for the resources that have been allocated to educating children and young people from Syria while they are displaced, which I understand are being channelled almost exclusively through UNICEF. Will she confirm that British aid agencies, which have a lot of experience in this area, are being included in the discussions and that the door to DFID is open so that their expertise can be used and harnessed?
The No Lost Generation initiative was set up with UNICEF, which has done an amazing job in allowing us to scale up this work. Of course, it is now essentially owned by the Governments in Lebanon and Jordan. I have had the privilege to work alongside their Education Ministers to put together the plans that are enabling us to scale up this work to ensure that all children in those countries can get into school. The best suggestion I can make is that those NGOs get in touch with DFID to understand what role they can play in the plans that the Governments of Jordan and Lebanon have to get children back into school.
I commend my right hon. Friend and the Government not only for convening the Syria donor conference but for the significant in-region humanitarian support we are providing. In recent times, Saudi Arabia and the United Arab Emirates have contemplated military action in Syria. Will she say what those countries and similar countries in the region are doing with regard to humanitarian aid?
One big step forward at the conference was the stepping up of the region to provide the resourcing for humanitarian supplies to get through to people. Of course, the last three donor conferences were in the region, in Kuwait. We chose to host the conference this year, but it had substantial and significant support from the region. That is one reason we were able to reach such a record-breaking pledge.
I echo the concerns of my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper) about the squalid conditions of some of the refugee camps not just in Syria and the region but in Europe. What assessment has the Department made of the health risks, particularly the public health risks, arising from those squalid conditions? What more can be done to alleviate the conditions in which refugees are living?
As I said earlier, we have provided key support to refugees arriving in Europe. Most recently, we announced a £10 million fund that will enable us to provide very practical support to refugees who are having to cope with the difficult conditions the hon. Gentleman describes.
I commend my right hon. Friend for ensuring that Britain is the second largest western donor of aid to the region. What are the Turks meant to deliver in return for the €3 billion that the EU is giving them, especially with regard to the latest wave of refugees from the crisis in Aleppo?
My hon. Friend will be aware that there is already a substantial number of refugees in Turkey— 2 million in total. The plan is really about helping Turkey to continue to provide the food, water, shelter, education and, more latterly, jobs programmes that enable refugees to cope with the circumstances they find themselves in.
If Syria is to have a stable and peaceful future, women and girls will have a part to play in it. Will the Secretary of State say why there was no mention of the role of women in the Syrian stabilisation paper that was published last week?
I fully agree with the hon. Lady that women have a key role to play not only in the rebuilding of Syria in time, but in the peace talks that need to happen in advance. She will know that, alongside all the work we have done to help children affected by this crisis, we have focused on women as well. We know that in humanitarian emergencies, women and girls—adolescent girls, in particular—are often the most vulnerable people, so we have worked very hard to make sure that the risks they face are managed. I would be happy to write to her about some of our plans to make sure that women stay at the centre of our thoughts in the international response to the Syria crisis.
The Secretary of State appropriately highlights the work that is done with people immediately on their arrival into Europe, but the key question remains about what happens after that. What do the Government think should happen with the 1 million people who arrived in 2015, and who should do it?
The UK is obviously not part of the Schengen area, but it has played its own role in helping Syrian refugees who need to be resettled out of the region—the Prime Minister has pledged to resettle Syrians over the course of this Parliament, and I pay tribute to the work of the Under-Secretary of State for Refugees, who has overseen that process to date. We met our first timeline of resettling 1,000 Syrian refugees prior to Christmas, and I think we should be proud of that.
Today, up to 70,000 refugees from Aleppo are caught between the al-Assad regime’s advancing forces and Russian airstrikes, and are unable to cross to Turkey. What is being done to offer immediate help to those poor people?
That flow of people is happening because action by the Syrian regime is driving them out of their homes, and we have seen that persistently over the past few years. We have talked directly with our partners on the ground to ensure that humanitarian support is getting through to those Syrian refugees, and more broadly we understand that the Turkish authorities are putting in place the necessary measures to ensure that people are able to cross the border.

Commons ChamberOur country has bold ambitions for the world humanitarian summit, which comes at a critical time given that there are currently more displaced people globally than at any time since the second world war. We are working with a range of partners, including UN agencies, Governments, non-governmental organisations and the private sector, to ensure that the summit delivers transformative change to crisis response.
Child protection has been desperately underfunded in global humanitarian efforts. One in 10 children now lives in conflict-affected areas, and UNICEF warns that at least 3 million children are caught up in emergencies and need psychosocial help. Will the Prime Minister be part of the UK delegation, and will he commit to making child protection one of the UK’s key priorities at the summit?
We have not finalised the UK delegation yet, but I can assure the hon. Gentleman that the issue of child protection has been very much at the core of all our humanitarian responses, not least, most recently, in Syria. The UK worked with UNICEF to put in place so-called safe zones in many of the refugee camps to enable children to be reunited with their families if they had got lost.
What discussions does the Secretary of State expect to take place at the summit on support for those fleeing violence and persecution? Will she support efforts at the summit to ensure that lower and middle-income countries hosting refugees and displaced people have long-term, predictable financing, and that refugees themselves have the right to work and contribute to the society and economy to which they move?
The hon. Gentleman asks a very pertinent question. The Syria conference in London tomorrow will look at this very issue of respecting the fact that refugees are, on average, a refugee for 17 years. We need to go beyond providing traditional lifesaving support to meet such broader needs—not just jobs, as he says, but getting children into schools. The Syria conference tomorrow is a key moment not just to respond to that crisis, but, more broadly, to show a new model of responding to protracted humanitarian crises around the world. I hope we can then take that forward at the world humanitarian summit.
Given that many humanitarian crises are caused by conflict, will my right hon. Friend make sure that the UK delegation presses the United Nations at the humanitarian summit to be more effective in conflict resolution and prevention, thus solving a lot of the problems that many women and children in our world are facing?
My hon. Friend is absolutely right. In fact, when I had the privilege of chairing the UN Security Council last October, the issue we talked about was the need for the international community and the Security Council itself to look at fragile countries before conflict hits and perhaps to have better early warning systems, whether on human rights or any other area, to highlight where we need to do work in advance to keep peace and stability, rather than having the costly after-effects of responding to war.
What work is my right hon. Friend doing to ensure that humanitarian aid is joined up with longer-term development aid?
The world humanitarian summit is a key opportunity for us to knit these agendas together clearly. At the moment, I would describe the humanitarian system as a hospital that only has an accident and emergency department. From the start of such crises, we need not only to think ahead about how we can deal with the day-to-day challenges that refugees and people affected face, but to begin to build in long-term solutions so that they can get their lives back on track. That is why the issues of jobs in particular, getting children into schools and helping host communities—the communities that host the refugees—to cope are so important.
Where is Mr Hendry? The fella has just asked a question and has beetled out of the Chamber. We are still having exchanges on that question. I know the hon. Gentleman is a new Member, but he must learn that a Member must not ask a question and then leave. There are continuing exchanges on the matter, and I am sure the hon. Gentleman is at least as interested in the opinions of others as he is in his own. It is quite extraordinary behaviour.
May I press the Secretary of State to advocate a presumption of denial of arms exports to countries of concern as a UK innovation that could help to save lives around the world?
As the right hon. Gentleman knows, we have one of the strictest arms control regimes in the world. We should make sure that those processes are working effectively. My Department provides leadership in ensuring that when crises hit, the UK plays a leading role in making sure that the affected people have the adequate, long-term support they need. That is important because, as the humanitarian high-level panel said, 125 million people in the world now live through humanitarian support. That is the equivalent of a country, but they do not have a Head of State at the UN speaking up for them. That is why the rest of us need to work as hard as we can to make sure not only that they are listened to but that their needs are met.
The Secretary of State will be aware that the biggest humanitarian crisis we face is the refugee crisis. The House respects the work that the Government have done on the Syria conference and investing in the camps, but what about the refugees, particularly child refugees, who are not in the camps? We heard this week that for the first time since the crisis began women and children make up the majority of the refugees who are travelling to Greece. How many child refugees who are not in the camps do the Government propose to take?
On the broader issue, the hon. Lady will know that the UK and UNICEF set up the “No Lost Generation” initiative, which has enabled half the children affected by the Syrian crisis to be in school. More broadly, on the relocation scheme we have put in place, this is the right way to help vulnerable refugees to relocate out of the region if they need to. We are working with UN agencies to identify the most vulnerable people and are talking to them about how that can be extended to unaccompanied children. The good news is that because of the hard work of agencies such as UNICEF, which are funded by the UK, the overwhelming number of children—more than 85%—who arrive in countries such as Jordan and Lebanon unaccompanied are reunited with their families.
No country can develop while half its population is locked out of that process, which is why I have placed improving the prospects for girls and women around the world at the heart of DFID’s work. I am honoured to have been appointed recently by the UN Secretary General to the new UN high-level panel on women’s economic empowerment, joining leaders of the World Bank, the IMF, the private sector and civil society to drive that agenda forward.
Does my right hon. Friend agree that there needs to be a particular focus in the poorest countries on rural development and agriculture? It is women who produce most of the food and who are responsible for its security. Does she agree that if we can improve the productivity of women and empower them, we can reduce poverty and see growth in the countries that need it?
My hon. and learned Friend is absolutely right. Agriculture is a key economic sector of most of those countries. A recent McKinsey report states that the achievement of gender parity at a regional level, so that each country matches the best progress of the best country in its region, would add 11% of global GDP by 2025—a huge economic lever for all of us to pull.
The Zika virus crossed the Pacific and went from French Polynesia to Brazil in May last year. Since then, 4,000 children have been born with microcephaly. What analysis has the Secretary of State made of the risks to the poorest women and girls in the world if the virus crosses the Atlantic from Brazil to sub-Saharan Africa? Will she promise to keep a very close eye on that and use all British scientific knowledge to ensure that it does not happen?
The hon. Lady is absolutely right. We had an urgent question earlier this week and the Under-Secretary of State for International Development, my hon. Friend the Member for Ruislip, Northwood and Pinner (Mr Hurd), set out the research that we are now kicking off. She will also be pleased to hear that Chris Whitty, the DFID chief scientist who led our work on Ebola and helped us to shape our response to it, is currently in Brazil talking to the authorities there to ensure we manage the various risks she sets out.
Will the Secretary of State commend the work of Tearfund in Bangladesh among women in rural areas, which helps them with business start-ups and works with the Bangladesh Government to provide mobile phone banking to cut out the middle man?
My right hon. Friend mentions a number of very innovative pieces of work. I commend Tearfund for its work. Healthy economies need everybody to be able to be a part of them. That is why women’s economic empowerment matters so much.
What efforts is the Secretary of State making to ensure that other donor countries, the EU, the UN and the World Bank integrate gender into their humanitarian efforts?
The fact that we now have global goal 5 on gender equality means that, for the very first time, this is formally on the world’s to-do list. The world humanitarian summit is a key moment where we can make sure the vulnerabilities of girls and women in particular are properly pulled into the humanitarian system in terms of a response on the ground. The hon. Gentleman will be aware that two years ago the UK held a conference on this very topic to drive that forward.
Two weeks ago at the World Economic Forum, alongside the UN Secretary-General and the president of the World Bank, we launched the UN’s high-level panel on women’s economic empowerment. Last week, I joined my right hon. Friend the Chancellor and Bill Gates to set out our new commitments on malaria, which will save lives and build a safer, healthier world. Finally, tomorrow, the UK will co-host the Syria conference, bringing together world leaders to resource the life-saving humanitarian support, create jobs and provide an education for millions of people and children whose lives have been torn apart by this devastating civil war. All this—women’s economic empowerment, the steady eradication of malaria, supporting Syrian refugees to stay where they want to in their home region—is firmly in the UK’s national interest.
If the refugee crisis in Syria is not to become a permanent exodus, its people must be given hope of a better future. Can my right hon. Friend say what hope she is giving for greater job opportunities in the region?
We hope that we will be able to take a big step forward by announcing agreements with both Jordan and Lebanon that, in return for their taking political steps forward on enabling Syrian refugees to work legally, we will be able to mobilise international finance to create jobs in those countries—not just for Syrian refugees, but for host communities, too. That will be in everyone’s interest.
Malawi is the poorest country on the planet, yet our 1955 tax treaty between the UK and Malawi severely limits the country’s ability to raise taxes on UK companies based there. Will the Secretary of State commit to looking at this issue of the treaty and to making it fit for the 21st century?
This issue of domestic resource mobilisation and taxes is something that we have very much ramped up in DFID’s work over the last few years. I set up a joint unit with Her Majesty’s Revenue and Customs that sees HMRC officials working with countries to help drive their tax revenues up. We will continue that support, particularly in Africa, over the coming months.
We would be delighted to have this group coming to visit us at DFID. As my hon. Friend sets out, we have a big programme with Pakistan, which is steadily enabling that country to make sure that its people are educated and healthy—two of the strongest foundations for aid independence in the longer term.
The right hon. Lady will be pleased to hear that we work directly with the United Nations High Commissioner for Refugees on improving registration, so that we do not lose people, including children, who have arrived. Then, of course, we have done a huge amount of work with the Red Cross to make sure that people have access to some of the basics they need when they make it over to Europe. She can be proud of the work the UK is doing, but the bulk of it is, of course, in the region itself, which is overwhelmingly where people and refugees want to stay—close to home.
The elections are an important step towards greater democracy and provide a chance to support inclusive growth in Burma. We are supporting improvements in the business climate, including in the financial sector, and we are helping to increase agricultural productivity, to diversify livelihoods and encourage more private sector investment in infrastructure.
The hon. Gentleman raises an important point. Having a viable economy in Gaza is one of the best ways to enable people living there to face many of their challenges effectively. In the meantime, the UK provides key support to the United Nations Relief and Works Agency and more directly with the Palestinian Authority. It is critical for those blockades to be removed in the end, so that we can restore a normal situation that would enable the Gaza strip to get back on its feet.
My hon. Friend is absolutely right. People deserve the dignity of work wherever they are, and that goes for refugees. I have met people who were in the middle of studying for economics degrees and then suddenly found themselves living in camps in Lebanon or Jordan. Those people want to support themselves. If we can take a big step forward tomorrow in enabling them to work legally, we shall not only be helping countries such as Jordan and Lebanon, but helping the refugees who are currently in those countries.

(Urgent Question): To ask the Secretary of State for International Development if she will make a statement on the death from Ebola virus disease of a 22-year-old student in Sierra Leone on 12 January 2016.
May I wish you a very happy birthday, Mr Speaker?
Many happy returns to you, Mr Speaker.
The House will be aware that, as my hon. and learned Friend said, a new case of Ebola has been confirmed in Sierra Leone. A 22-year-old female student from the Tonkolili district sadly died on 12 January. This latest case of Ebola in Sierra Leone demonstrates that we need to stay vigilant. Indeed, the news came just as the World Health Organisation formally declared the Ebola outbreak in west Africa over, following Liberia’s reaching 42 days without a new case, but it is not unexpected given the context of this unprecedented outbreak.
The new case was identified from a swab taken after death and is currently being investigated. The Government of Sierra Leone have activated their national Ebola response plan, and rapid work is under way to identify and quarantine people who have had contact with the young woman and to establish her movements in the final few days and weeks before her death. Teams in five districts are acting on that information. No other cases have been confirmed to date.
The speed of the process reflects the work that the UK has undertaken with the Government of Sierra Leone to develop their national response plan. As today’s International Development Committee’s report says, the UK has been at the forefront of the global response to the Ebola outbreak in west Africa and has from the very start led in Sierra Leone, working hand in hand with the Government of Sierra Leone. We took on this deadly disease at source by rapidly deploying the best of British military personnel and NHS and Public Health England staff, building treatment centres in a matter of weeks and mobilising the international response more broadly. We have worked with the Government of Sierra Leone to build up their health systems and strengthen all aspects of society, including civil society, to allow them to be prepared.
We continue to stand by Sierra Leone because, as we have always made clear, there is the potential for further cases. That is precisely why our response now is focused on assisting Sierra Leone in isolating and treating any new cases of Ebola before they spread.
I am grateful to my right hon. Friend for that answer and, indeed, for coming to the House urgently today to answer questions on this subject. I am also grateful to her for the leadership she demonstrated during the Ebola outbreak of 2014-15, as I am to the brave military and civilian personnel who travelled to Sierra Leone to help west Africa during that period.
On 7 November 2015, the World Health Organisation declared Sierra Leone free of Ebola following a period of 42 days during which no new cases had been reported. Just last week, as my right hon. Friend has said, the WHO made a further declaration to the effect that, all reported transmissions having ended, the outbreak of Ebola in west Africa was over.
My right hon. Friend and the whole House will therefore have been dismayed at yesterday’s reports of the death from Ebola of a young woman in the northern Tonkolili district last week, particularly given that she appears to have travelled in three other provinces during the infectious stages of the disease.
What steps is my right hon. Friend taking, together with her colleagues in the Foreign and Commonwealth Office and the staff of our high commission in Freetown, to determine the source of this latest outbreak? Is she confident that the outbreak can be contained, given that the burial customs observed do not appear to have followed the procedures necessary to prevent further contamination? Are the quarantine measures adopted by the Government of Sierra Leone sufficient to ensure that widespread transmission of the virus is unlikely?
The assistance provided by the UK during the last outbreak cost the British taxpayer £427 million. My right hon. Friend will remember that I first asked about that outbreak in the House on 18 June 2014, at a stage when the number of cases was in the tens, rather than the thousands. None of us wishes to see a further significant outbreak, but is she working with her officials, the Government of Sierra Leone and the WHO to ensure that we get on top of the problem at a stage when relatively few individuals are likely to have been exposed?
It is fair to say that the worst epidemiological predictions during the previous outbreak did not materialise, but across west Africa more than 11,300 people died of Ebola in 2014-15. Many more died of preventable disease, which an overburdened and fragile health care system was incapable of addressing at the same time as dealing with Ebola.
What funding will my right hon. Friend make available to the Government of Sierra Leone and non-governmental organisations working in the region to deal with this latest outbreak and to establish long-term resilience in healthcare systems for dealing with a disease that may well now be endemic in the region? Has she held discussions with her colleagues in the Ministry of Defence about the potential for assistance to be given to ensure that the disease does not spread further? Does she have confidence that the failings demonstrated by the WHO in the past will not be repeated? To what extent is she confident that there are no further cases of Ebola present in Liberia and Guinea?
Retesting of samples taken from individuals who died in the 10 years prior to the 2014-15 outbreak indicated that Ebola may well have been present in west Africa for more than a decade. To the extent that Ebola is now endemic, what measures will my right hon. Friend and the Government support leading to the development of an effective vaccine for the virus? When does she expect that vaccine to be available?
The previous outbreak of Ebola and its spread across an interconnected world indicated the threat faced by the United Kingdom from the spread of hitherto unheard- of diseases. Direct flights have recently recommenced from Sierra Leone to London, but my right hon. Friend will know that the previous ban on such flights was unnecessary and, indeed, counterproductive. Will she assure the House and the Sierra Leonean diaspora in this country that the mistake of banning direct flights in the past will not be repeated?
Finally, the long-term prognosis for those previously infected with Ebola is not well understood by the medical profession. From cases such as that of Pauline Cafferkey, we now know that the virus can hide in the body for lengthy periods. Is the NHS aware of the risks of Ebola re-emerging in patients who have previously survived the disease? What assistance are the Government giving to non-governmental organisations and Governments in west Africa to ensure the long-term health of those who have survived Ebola and may still be able to pass it on to others? Specifically, what, if any, monitoring project does her Department intend to fund so that the disease is stamped out both for individuals in the region and to secure the biosecurity of the United Kingdom and those of us who live here?
Order. Before the Secretary of State responds, let me say to the hon. and learned Gentleman that his erudition, which is never in doubt, has been equalled today only by his length. He is a very sophisticated denizen of the House, and he has treated of a very serious matter. I am aware, and the House will also be conscious, that on top of that he is an illustrious Queen’s counsel. Perhaps I can express the hope that he does not charge his clients by the word, for if he does he will be a great deal richer and they, I fear, will be a great deal poorer. From now on, we must try to stick to the time limits allocated for this purpose. I say that in a good spirit, because he has raised a very important issue and done so in an extremely intelligent way. If we operated within the time limits from now on, the House would greatly appreciate it.
I must say, however, that my hon. and learned Friend achieved amazing value for money in the number of questions asked during the time spoken, for which I commend him.
To respond to the very serious issues that my hon. and learned Friend raises, from the very beginning this has been an unprecedented outbreak. We are seeing that even now, given the length of time that the virus appears to stay in the bodies of survivors after they have fully recovered. That is one reason—as we are still learning, frankly, about the implications of the virus’s persistence in survivors—why part of the work we are doing in Sierra Leone is to mitigate the risks of its being passed on. We are doing so through verifying survivor registers so that we know who should be on the list to be tested; offering safe sex counselling; establishing semen testing; ensuring access to free healthcare; and combating survivor stigma. It is critical to working with the people who may be most at risk of passing on a disease that they have themselves have survived. There is now a national semen-testing programme for male survivors aged 15 and above. Indeed, DFID and Public Health England are working with the Government in Sierra Leone to make sure that it works effectively.
We saw the same in Liberia, a country that also passed its 42-day Ebola-free point, but subsequently had other cases. That is precisely why we have been so vigilant. Indeed, it was the processes, systems and testing that we put in place with the Government in Sierra Leone that have picked up this particular case and enabled us to go through the processes of contact tracing and quarantine. As my hon. and learned Friend pointed out, it is known that this student had travelled extensively, which makes our task all the harder. We are therefore working at district level. One thing we have set up is a mobile field hospital that can rapidly get to a particular district if an outbreak takes place. He asked about the quarantine measures. They are indeed being put in place, and the contact tracing is happening.
My hon. and learned Friend asked about funding in relation to the latest outbreak and about how we are working more broadly to help get to what I call “resilient zero”. Having got past the maximum period of the main outbreak, which was incredibly difficult, we all expected that sporadic cases would continue to appear. We are now in that phase. As he says, getting on top of such cases is the way we will reach “resilient zero”, when we can be more confident that there will not be any future cases. There is funding for the latest outbreak, to cover some of the things I have mentioned and for work in schools to make sure that issues of water and sanitation are understood and that the basic steps that can be taken at community level are put in place to minimise the risk of passing on diseases, including Ebola. The district-level response mechanism that we used so successfully to get over the major outbreak when it was at its peak is still there. The London School of Hygiene and Tropical Medicine estimated that we saved more than 56,000 lives through the work that we put in place with the Government of Sierra Leone to get on top of the outbreak.
My hon. and learned Friend asked about the vaccination process. Prior to the crisis, DFID was involved in the development of early stage vaccines, which can now tackle Ebola. He will know that there are some promising candidates, which give us the prospect of being able more readily to clamp down on future outbreaks.
My hon. and learned Friend spoke about health system strengthening. One of the key messages that came out of the Ebola outbreak was that countries such as Sierra Leone and Liberia that, in the scheme of their histories, were newly emergent from civil war, were less able to cope, simply because their health systems were at an earlier stage of development due to those conflicts. Other countries in the region, such as Nigeria, were better able to clamp down on the outbreak simply because they had stronger health systems, although there is some way for even that country to go.
To reassure the House, it is not a surprise to see these sporadic additional cases, but the people, processes and systems are in place on the ground in Sierra Leone to identify them and respond rapidly.
The final thing that my hon. and learned Friend mentioned was flights. We felt that the decision that we took on direct flights was in the interests of our national security. I think that it was the right decision to take.
Critically, the way in which we got on top of the outbreak in the end was by working with our fantastic Foreign Office as one team to bring the best of British—our military, our doctors and nurses, Public Health England—and working hand in hand in partnership with the Government of Sierra Leone to provide a platform that the rest of the international community could work on to combat the disease. I again put on the record my huge thanks not only to the many DFID staff I am privileged to lead, but to all the other people across Government and all the public sector workers who in many cases put their lives on the line to help Sierra Leone get to grips with this terrible crisis.
I am sure that the whole House will join me in paying tribute not just to the British health workers and military who went to help the people of west Africa in the last Ebola outbreak, but to all the local health workers who bore the brunt of the campaign against Ebola and the brunt of the deaths.
The Secretary of State will be aware that the International Development Committee report says that the Government were too reliant on the World Health Organisation, which eventually declared an emergency in August 2014, and should have listened to other groups, such as Médecins sans Frontières, which had been warning about Ebola months earlier. Does she agree with the Committee’s Chairman that
“The international community relied on WHO to sound the alarm for an international emergency on the scale of Ebola. The organisation’s failure to respond quickly enough is now well documented”?
Does the Secretary of State agree that Ebola cannot be seen in isolation and that we have to look at the general issue of access to healthcare in the region and building a resilient health system?
I am grateful to the hon. Lady for those questions. As she clearly sets out, the key to success in tackling Ebola was, of course, the response of the Sierra Leonean people and their willingness to run towards tackling a disease which, instinctively, many people would have wanted to run away from. Many Red Cross volunteers from across Africa also went into the region to help tackle it. They very much led the effort. The UK’s role was to work hand in hand with them and to ensure that our resources and know-how could be brought to bear to finally get on top of the disease.
Everybody recognises that there are serious lessons to be learned by the international system from the response to the crisis. Indeed, WHO reform is taking place. The Secretary of State for Health and I have talked directly to Margaret Chan about that. It is vital that we learn lessons from the crisis so that we understand how the international system can mobilise far more speedily when a crisis hits. This outbreak spread rapidly, but it started in a part of the world that was one of the least able to respond to it initially.
The UK actioned the Ebola response much earlier than the official declaration of the outbreak by the WHO. As early as June and July, we were supporting MSF, which played a key role alongside many other non-governmental organisations.
There are lessons to be learned. Today’s International Development Committee report goes through the initial response and what happened subsequently in a systematic way. It is important that the WHO be reformed. It must not only look at its processes and how it responds, but ensure that the emergency response fund that it is setting up, which the UK helped to fund initially, is adequately resourced so that it has the means to respond, as well as the strategy.
The International Development Committee report, which was issued today, commends the strong leadership of DFID and the UK Government in co-ordinating the response to Ebola in Sierra Leone, but is very critical of the WHO’s delay in designating the outbreak as a public health emergency of international concern. Will the Secretary of State give us more of an insight into her discussions with Margaret Chan and confirm that the Department is ensuring that the WHO treats this matter as a priority among its radical reform needs?
There are various aspects, but one that is particularly key is the regional response of the WHO. It is important to ensure, at that level, that emerging outbreaks be clearly identified in a depoliticised way. They must be identified as outbreaks simply from the facts on the ground, as Governments are sometimes understandably reticent about declaring a health emergency. Those are the key changes that we will steadily see in the WHO over time.
Critically, we need to be able to mobilise people. One aspect of the WHO reform is the setting up of an international register of healthcare responders, much like the one the UK has, which we were able to draw on to tackle Ebola. That will enable us to ensure that we rapidly have the right people in the right places the next time that a crisis hits. Having said all that, this was an unprecedented outbreak. It was the first time that an Ebola outbreak spread across borders. Nevertheless, we clearly need the WHO to reform and to respond far more quickly and effectively in future.
We echo the dismay at the new case and the tributes that have been paid to those involved in the response.
Bearing in mind the International Development Committee report, what more can the Secretary of State say about the steps DFID is taking to monitor the situation in the wider region? What contact does she currently have with service providers such as MSF on the ground to pick up early warnings? What consideration will she give to the recent report from the US National Academy of Medicine’s commission on creating a global health risk framework for the future, which called for WHO reform, including a permanent emergency centre and global investment of £3 billion a year in pandemic response?
The work that is under way on the ground aims to ensure that the whole framework that we put in place to tackle the major outbreak swings into action again at the local level. That means the isolation of potential Ebola sufferers. It sits alongside ongoing surveillance work, which was how we picked up this case in the first place. We must continue to emphasise the need for safe burials so that this case does not spread more broadly, and work with communities to deliver that.
I mentioned the hospital and treatment centres that provide the isolation units we need to treat Ebola sufferers effectively, and the lab testing. Those things are legacies of the UK’s work with Sierra Leone, which means that it is now better placed to deal with this case. I emphasise that as we go through the contact tracing period and the quarantine period for high-risk contact, it is inevitable that further cases may emerge. That is all part of the steady eradication of Ebola, and getting to what is called “resilient zero”. Unfortunately, we do not expect it suddenly to switch off overnight, which is why we were keen to ensure that some of the underlying processes remained, as well as having the right people and surveillance in place to deal with such situations.
The hon. Gentleman asked about WHO reform and the emergency response, and he is right about that. We must ensure that resourcing is funded internationally, to enable the WHO to put into practice the new strategies it is now developing. The UK was one of the initial contributors to a fund that was set up to do that within the WHO, and we are strongly lobbying other countries to join us.
Our thoughts are very much with the people of Sierra Leone. The Secretary of State said last July that the United Kingdom will stay the course until Ebola is defeated. Will she confirm that the UK will stay the course until Sierra Leone, in partnership with its Government, has health systems that are as strong as they need to be to tackle such outbreaks—and indeed all other diseases—in future?
We will certainly stay the course, and my hon. Friend will be aware that part of our work with Sierra Leone over a number of years has been to strengthen healthcare systems. That has been vital for Sierra Leone and in the context of this outbreak, because there was a point at which people were extremely concerned about the potential of the disease to arrive here in the UK. It is not just in Sierra Leone’s interest that we do this work; it is in our interest to have a WHO that is able to respond effectively to international health emergencies.
I congratulate the hon. and learned Member for Sleaford and North Hykeham (Stephen Phillips) on securing this important urgent question, and I particularly welcome the emphasis on reform of the WHO. One of the central recommendations of the International Development Committee report published today is that the UK and DFID take the lead in reform efforts. Will the Secretary of State say more about the timescale for reform, so that we do not lose that opportunity this year?
Reform is under way, and comparatively recently I met Margaret Chan, who heads up the WHO, to speak about that. Changes are already being made across the board, and the key thing that remains to be worked on is bottoming out the overall strategy for improving an emergency response from the WHO, and ensuring resourcing. We must work with the countries that are most at risk if a health emergency occurs, so that they are able to deal with it more effectively. This is not about having better systems and resourcing in place; it is about targeting what we know are potentially the greatest holes in an international response.
The Department, our medical professionals and armed forces can be proud of the assistance they gave to Sierra Leone during the Ebola outbreak of 2014-15. I am a Member of the House with a Sierra Leonean mother, so will the Secretary of State assure the House, my family and the wider Sierra Leonean diaspora that support for Sierra Leone will continue until local facilities are able to withstand further health difficulties such as this? Will she also assure the House that our future economic and diplomatic relationship with Sierra Leone will not be defined by this darkest period in the history of such a wonderful country?
My hon. Friend makes his points extremely well, and the role of the diaspora and the links that people naturally have with Sierra Leone are critical. I remember meetings that I held with the diaspora in this country to ensure open lines of communication between the work being done by DFID and the Foreign Office, and that done by people on the ground. He speaks about the need and hope that Sierra Leone will bounce back from what it has been through. It was a terrible, terrible outbreak, and I visited three times in a short period. Only on my third visit did I feel that I got to see some of the country and its spirit, because the first two times were so embedded in crisis that it was really a different place.
Before this crisis hit, Sierra Leone was one of the fastest growing economies in the world, and our hope and ambition must be that it will now bounce back. The challenge is to bring the same urgency as we saw in the response to Ebola to the rest of that country’s development. We saw in that response that when we work together and there is a country-owned strategy, and when all different stakeholders pull in the same direction—when there is the political will—we can cover a lot of ground quickly. That has much broader lessons for development progress internationally, and we will try to ensure that that momentum is kept up in Sierra Leone, even though the outbreak is steadily being eradicated.
Further to that welcome point, will the Secretary of State ensure that support for resilience will involve not just support for the infrastructure of a fragile healthcare system that clearly needs such support but support for village development committees in Sierra Leone? They have proved themselves to be an effective and important network of mobilisation, and their capacity will be relevant to other challenges, including those diseases that lost priority during the Ebola crisis.
The hon. Gentleman mentions a number of different but related points, and the work that happened at community level proved pivotal in enabling us to tackle Ebola, both by steadily ensuring that victims of Ebola were buried safely and did not pass the virus on, and by improving surveillance. Surveillance is now a key plank of ensuring that no other case of Ebola romps away in the way it did when it took hold in 2014. There is a lot more work to be done, and improving district and community level healthcare is vital. Indeed, the lack of a strong district and community level healthcare system enabled the virus to take hold—I spoke about the legacy of Ebola, and if we were able to put one thing in place, it was good command and control that went from the Ministry of Health and the President right down to the most remote communities. That was put in place to deal with the crisis, but as a structure it can help us to drive improvements in community healthcare, and to build on the back of that framework to improve health more generally in Sierra Leone.
I thank my hon. and learned Friend the Member for Sleaford and North Hykeham (Stephen Phillips) for asking this urgent question, and I congratulate the Secretary of State on the way she has responded. My constituents in Kettering are hugely proud of the fantastic deployment of armed forces and civilian NHS personnel to tackle this crisis, but I do not think that the full extent of the good news about this country’s involvement in the crisis is out there—most people do not know that this country saved 56,000 lives as a result of our intervention. Will she share with the House some more good news about the involvement of this country as the world’s leading responder to this huge crisis?
The number of lives directly saved because of work that the UK was able to do is staggering —we can actually see the epidemic curve bending upwards, and then our steadily working with the Government to wrestle it down over a period of months. It was extremely difficult work that required a huge effort.
As part of our response, we had 1,500 military personnel. We provided six UK treatment centres in a matter of weeks. We trained over 4,000 Sierra Leonean healthcare workers. We deployed 150 NHS volunteers, who worked on supporting over 1,500 treatment and isolation beds. That was more than half of the beds available to treat Sierra Leoneans. As I said, we now have a 36-bed mobile field hospital. One hundred Public Health England staff helped to set up three laboratories. We delivered 28,000 tonnes of aid. We delivered more than 1 million protective equipment suits for people working in the red zone and dealing directly with people who had Ebola. We supported over 140 burial teams. We had RFA Argus, the Royal Navy support ship and Merlin helicopters out there. It was a phenomenal response across government and I am very proud to have been part of it.
I thank my hon. Friend for his question. After a crisis has been responded to, it is easy to move on and lose sight of the important and valuable role we played.
I very much support the Secretary of State’s efforts so far and I agree with her comments about the need for economic reconstruction in Sierra Leone. She will have heard the comments of the chief medical officer of Sierra Leone, who is reported as saying that in the case in Magburaka, the patient showed
“no signs or symptoms that fitted the case definition of Ebola”.
Given that very disturbing fact, what are the wider public health implications for us in the United Kingdom, and what discussions has she had about this specific issue with Public Health England, the Department of Health and the Foreign and Commonwealth Office?
We continue to have a substantial team in Sierra Leone working directly on the ground as part of the response to this latest case. That response is, of course, led by the Government of Sierra Leone. The real test of whether we have worked effectively is if, in time, we can step back and see its health system strengthened and able to take care of these sorts of outbreaks. We are investigating this particular case right now. The hon. Gentleman talks about some of the challenges of identification. This is why surveillance is so important. Indeed, it was the following of some procedures on taking swabs of all deaths that picked up that this was Ebola. At each stage of the response, we have had steadily to work out the most effective route forward. We continue to do that as we confront new challenges, such as the one seen in recent days. The House can be assured that we are working hand in hand and have resources in place. We have fantastic medical experts to help us ground any new strategy in terms of the science and of how we take the facts on the ground and respond to them effectively.
We should be very proud of the role played by the British military, health workers and volunteers, under the leadership of DFID, in tackling Ebola in Sierra Leone. This latest incident, which sadly led to the death of someone in Freetown, highlights the fact that we must remain vigilant in the face of this terrible disease. Will my right hon. Friend assure the House that DFID will continue to press the World Health Organisation and the international community to continue to play a part not just in monitoring but in strengthening and further developing the public health system in Sierra Leone?
I strongly agree with my hon. Friend. We are playing that role already and will continue to do so. Much of it is pushed forward by our Department of Health and its very close working relationship with the WHO. It is vital we fix some of the underlying problems that led to Ebola taking hold in the first place. Essentially, this means strengthening the health system on the ground and having a better international responder system to deal with crises when they inevitably emerge around the world.
Further to the Secretary of State’s comments about supporting Sierra Leone, Hull is very proud to have been twinned with Freetown for over 35 years. There have been many reciprocal visits, especially by teachers. In the light of what has happened recently, is the Department considering what more it can do to strengthen such reciprocal visits to ensure that support, especially for education, is given to that country?
I will take the hon. Lady’s ideas and thoughts away and respond to her following the urgent question today. She is right to highlight education. One of the key issues we now face and are working on is getting children, in particular girls who may have been out of school, back into school. We have to ensure they go back to school, and that is not always easy. There are a number of orphans as a result of the Ebola crisis, too. Education matters not just in terms of broader public health but of schooling for children, many of whom were out of school for a year. I will reflect on the point she makes about the important links between her local community and Freetown.
The Secretary of State’s actions have undoubtedly saved thousands of lives. I pay tribute to the efforts of the UK Government. Kids in Kailahun, a small Pendle-based charity, does fantastic work in the Kailahun district of Sierra Leone and did so throughout the Ebola crisis. It describes the in-country response to Ebola orphans as too patchy across the country. What more can the Secretary of State do to make it easier for small sums of aid funding to be provided directly to charities such as Kids in Kailahun, which can make such a difference on the ground?
We had a particular fund to enable us to provide funding to some of the smaller charities. As my hon. Friend will probably be aware, at the beginning the main challenge was putting in place the key planks of a successful strategy, which we were able to do. Smaller NGOs played a key role and I pay tribute to the charity he highlights. DFID worked to support orphans, many of whom would have otherwise been in an incredibly vulnerable position throughout the crisis. We continue that work because, as he will be aware, many survivors of Ebola suffer stigma as a result of having had the virus, and some of them are children. Work is under way to try to ensure we reintegrate people into their family. Wherever possible, we help orphans to get back in touch with their extended family.
I warm to the Secretary of State’s words about the broad, holistic approach to reconstruction in Sierra Leone. Ebola knows no boundaries, however, and affects the whole of west Africa. That is why reconstruction in that part of west Africa is so important. She paid tribute to our troops and all the efforts they made, but many individuals were involved, too. We all remember the wonderful and moving diary on Radio 4 by the doctor from Huddersfield. The voluntary work of aid agencies, such as Save the Children, Médecins sans Frontières and the International Rescue Committee, where my own daughter works, was tremendous. We have to learn the lessons, however. I used to work for the World Bank. On many occasions, I had deep reservations about the effectiveness of the WHO. This is a time to reflect on whether the WHO is fit for purpose. If it is not, the UK should try to do something about it.
A number of NGOs, many British-based, played a vital role in helping to respond successfully to Ebola in Sierra Leone and in other affected countries and communities. In particular, Save the Children was pivotal in enabling us to open Kerry Town, the first treatment hospital we were able to put in place, and save lives. For many NGOs, it was a step into the dark to have their volunteers working in such a dangerous environment, with all the training that needed to go alongside that. I pay tribute to the volunteers who went out, not just from our own public sector, as I set out, but from all walks of life. They did an amazing job and saved lives. The hon. Gentleman said that the international response and system needed improving, as we have heard in other questions today, and he is absolutely right. We must learn lessons from this crisis. There were some positive lessons about what it took to confront Ebola, but there were also some negative lessons about how a better job could have been done.
Finally, looking forward to reconstruction and recovery, I represented the UK at a UN conference midway through last year, hosted by the Secretary-General, that was all about mobilising resources and the effort around country-owned plans in Liberia, Sierra Leone and Guinea so that we can get behind one strategy that helps them get back on their feet. DFID’s bilateral programme in Sierra Leone is part of delivering that on the ground.
I welcome the Secretary of State’s responses so far. As touched on several times, the work of our armed forces in Operation Gritrock is not just about saving lives in west Africa but about protecting and saving lives in this country, and demonstrates that maintaining military capability and delivering on our international development objectives are complementary, not exclusive, to each other. Given the re-emergence of Ebola, what discussions has she had with the MOD about the potential for further support, if it proves necessary?
We hope that the procedures and framework we have left on the ground will be the most effective way of responding to this latest incident, but we can also learn from Liberia’s experience—it was Ebola-free and then saw fresh cases. I hope we can use the existing structures to respond. If we have learnt one thing over the past one or two years, it is that our fantastic MOD stands ready to be part of the UK humanitarian response, as we have seen in relation not just to Ebola, but to Typhoon Haiyan and Nepal. It plays a unique role in enabling this country to mobilise as effectively as any in the world and to play its part in helping save lives when disaster hits.
I commend the work of everyone involved in tackling Ebola. Given the key issues highlighted in the Select Committee report, will the Secretary of State outline what lessons have been learnt about engaging cultural leaders and working with cultural norms to provide a cohesive and fully implemented response?
The hon. Lady’s constituency is home, of course, to our Scottish DFID headquarters, whose staff played a key role in helping us to shape our response. I would like to say a huge thank you to them.
The issue of social norms and working with communities is vital. We had to work with the cultures already there —we cannot impose on people—and the leadership from the top down, from the President down to district-level community and religious leaders, made a real difference, particularly on safe burials. Only when we got the percentage of safe burials up towards 100% did the number of cases peak and did we stop the onward spread, and only after we got treatment beds in place did we start to improve survival rates. By working with communities, with the assistance of community leaders, we helped people to understand how to stay safe and not catch the virus and how quarantining was in their interest—if difficult—in saving their families. Bringing communities with us and the role of community leaders and mobilisers—often young people going into communities to talk about these issues—were a key plank in helping us turn the corner on Ebola. But it took time.
Does the Secretary of State agree that had it not been for the commitment, initiated under a Labour Government and delivered under the coalition, to the 0.7% GNI target, it might have been more difficult, at the very least, to deliver on the scale and at the speed with which the Government responded to Ebola in Sierra Leone, and that it would have restricted their ability to negotiate with the WHO had we not been able to stand up in front of other countries and say, “We have delivered on our 0.7% commitment”?
There is no doubt that our having finally delivered on the promise we made many years ago to meet the 0.7% commitment gives us huge credibility, but our influence goes beyond that. We consistently help, constructively and positively, to shape the response. Ours is not just a significant but a thoughtful response that helps to shape strategy and ensure that the money, wherever it is from in the world, has the biggest impact on the ground. Whether that is leading on Ebola, our work on women and girls and tackling female genital mutilation, or our work on protracted crises-—most recently, in Syria, shaping job creation, employment and education, which refugees need if staying in the region is to be a viable option—the UK’s work goes far beyond simply doing a lot; what we are doing is also smart and helping to ensure that the international community’s response more broadly is also smart.

Commons Chamber(Urgent Question:) To ask the Secretary of State to make a statement on the current situation in Madaya and other besieged communities in Syria.
Thank you for your kind words, Mr Speaker, which are appreciated. I am very grateful to you, and to the hon. Member for Batley and Spen (Jo Cox), for the chance to discuss this important matter here in the House today.
No one who has seen the pictures coming out of Madaya over recent days can say this this atrocious situation is anything other than utterly appalling. The situation is deliberate and man-made. The Assad regime has besieged the town since July, causing horrific suffering and starvation. I should remind the House that the UK has been at the forefront of global efforts to help ensure, from day one, that people suffering inside Syria have been helped over the past four years.
I would like to update the House specifically on what is happening now. The House will be aware that there are reports that a humanitarian convoy is delivering enough food to all those in Madaya for the next month. In fact, the aid on this convoy is UK funded. We have allocated about £560 million to help people inside Syria. That is partly delivered out of Damascus, which is about 40 km from Madaya, with the consent of the regime, as well as across borders from neighbouring countries, without regime consent. This sits alongside all the work that we are doing to help Syrian refugees across the region and outside Syria. Our overall response of just over £1.1 billion for Syria and the region is our largest ever response to a single humanitarian crisis, and it makes us the second largest donor after the US.
We have lobbied hard for UN Security Council resolutions 2165 and 2191, which has now been superseded by resolution 2258, enabling the UN to deliver aid across borders without the consent of the regime. That is absolutely pivotal for us in order to be able to get to the people we need to get to. We have to remember—this is a very important point for the House—that the people of Madaya are not alone in facing these horrors. In fact, they represent just 10% of those people in besieged areas and just 1% of those living in so-called hard-to-reach areas in Syria. About 400,000 people now live in besieged areas like Madaya, and about 4.5 million in total live in hard-to-reach areas across Syria.
Across Syria, Assad and other parties to the conflict are wilfully impeding humanitarian access on a day-by-day basis. It is an outrageous, unacceptable and illegal mechanism to use starvation as a weapon of war. The most effective way to get food to people who are starving and to stop these needless and horrific deaths is for Assad and all parties to the conflict to adhere to international humanitarian law, so right now I call on the Assad regime and all parties to the conflict to allow immediate and unfettered access to all areas of Syria, not just Madaya.
We will not stop in our fight, whether it be through hard work on a political solution that will deal with the root cause of the problem or through our humanitarian efforts, which provide immediate, life-saving relief. This shocking situation underlines the vital work of aid agencies and shows how important it is that they can have the assurance of knowing that they have the resources to keep going. It also underlines the importance of next month’s Syria conference in London, which we will co-host. I look forward to further questions from Members.
I thank the Secretary of State for her response. I am sure she will agree with the following quote:
“In order to break the siege, you need to first break the silence surrounding it.”
Those words were spoken by an individual in Yarmouk—a camp in Syria’s capital, Damascus—which was besieged for two years by the Syrian Government, causing a reported 200 people to die of hunger. It should not have taken an international outcry on this scale to agree what is a nominal agreement on access to just one small community of 40,000 people out of up to a potential 1 million currently living under siege in Syria.
As we know all too well, it is the Assad regime that is primarily responsible for the policy of sustained, systematic starvation of the population of Syria. Of the areas under siege, 52 are under Assad control, two under rebel control and one under ISIS, so let us be clear: he is responsible for 99% of those areas under siege.
I would be honoured if the Secretary of State could reply to a few questions. First, UN Security Resolution 2165 states that
“United Nations humanitarian agencies and their implementing partners are authorized to use routes across conflict lines”.
Does she agree that, to date, the UN has not pushed the envelope and used that clear authorisation to break the siege not just in Madaya, but country-wide?
Secondly, will the Secretary of State demand answers from the UN on why it is still waiting for permission from Assad when resolution after resolution states that that is not necessary? It has the authority and the mandate to go in right now. Thirdly, will the Secretary of State ask the head of the Office for the Co-ordination of Humanitarian Affairs why certain besieged areas are not yet classified as such? For example, why is even Madaya not classified as besieged in the latest OCHA report to the Security Council?
Fourthly, does the Secretary of State agree with me, Médecins sans Frontières and other aid agencies that one-shot distribution to Madaya and other places will not alleviate the problem in the months to come or deal with the wider issue country-wide? Sustained and ongoing access is needed. What measures will the Government take from today to make sure that that pressure is maintained?
Fifthly, does the Secretary of State agree that, as the second largest donor, we have a critical role to play in making sure not just that next month’s donor conference is successful in raising the significant amount of money needed, but that that aid actually reaches Syrian children? We play a welcome role as the second biggest donor to the country, and it is critical to get access.
Finally, does the Secretary of State agree that, if the UN fails to negotiate and agree sustained, ongoing access to those populations under siege, we should start contingency planning for RAF food drops? It has worked before—we have seen it happen. I was an aid worker for more than a decade and I have seen the difference that airdrops can make. Will she investigate whether that is a viable option at this time?
I thank the hon. Lady for her questions. I underline that all parties to the conflict, including Assad, are besieging various parts of the country, so I condemn all of them.
The hon. Lady mentioned OCHA, which is the UN relief organisation that co-ordinates the overall response of UN agencies on the ground in such situations. I spoke to Stephen O’Brien earlier today to go through the latest UN assessment of the situation on the ground. At that stage, the aid convoy had reached the town lines, as it were, but had not passed the border of the town. There are some reports that the aid convoy has now gone into the town.
As much as anything else, the challenge on the ground is to have a viable UN operation that can be carried out safely. In fact, 42 UN aid workers and people delivering aid on its behalf have already lost their lives in the Syria effort, and 40-plus aid workers and UN workers have lost their lives delivering humanitarian aid in Yemen since mid-December. The reality is that we need some sort of agreement on the ground, because if we do not, it will simply be unsafe to deliver aid. Indeed, if there is no agreement with warring parties on the ground—incidentally, such an agreement is part of international guidelines in this area—there is a real danger that the aid will end up in the hands of the very people who are causing the misery in the first place.
I assure the hon. Lady that everyone working on the crisis—I have been involved with it for some time—has no thought in mind other than to get aid to all the people who are desperately in need. That is why we condemn utterly the fact that international humanitarian law is routinely being broken. We often have challenges in reworking aid access when territory switches from one military group to another, and we have to work through such difficulties on the ground every day. It is important to take safety into account, because if we do not, there is a real danger that any system to deliver aid within Syria and similar countries will break down entirely.
I can assure the hon. Lady that there are such discussions. I have regularly and routinely pushed UN agencies on their need to remain impartial, but not to get into unnecessary and inappropriate negotiations, if I may call them that, with the regime. They should not have to make choices about where they deliver aid; aid should go to where it is needed. I and the UK Government, through me or through officials, reiterate that point virtually daily. The UN system agrees with that, but we also need to make sure that UN workers are safe.
The issue of how to protect people caught up in this crisis will be at the heart of the forthcoming conference. That will sit alongside two other strands: one is to have a pledging conference to make sure that UN agencies and non-governmental organisations can get the significant resourcing they need to deliver aid on the ground; and the second is about education and the kind of jobs needed for the people caught up in the crisis, so that remaining close to home in the region is a viable option for them.
The hon. Lady highlighted the children caught up in this crisis. If there is a face of this crisis, it is one of a child. If we look at the people who are left in Madaya, we can see that they are predominantly women and children, which is why the situation unfolding there is so dreadful. As she pointed out, that situation is one of many in Syria right now that, all too often, are happening away from the cameras.
The hon. Lady was right to raise the issue of ongoing access. Frankly, the transparency of the media reporting about Madaya and the profile that the town has received have helped to ensure that the regime felt it needed to provide access. I condemn the fact that it takes the BBC, Reuters and other news agencies to have to report what is going on there for the regime to respond. Such an approach is outrageous, unacceptable and illegal.
There are many things in this world—including at the UN Security Council, which I had the privilege of chairing in November—on which we cannot agree. Finding a long-term peaceful resolution to the Syria crisis will obviously be complex and require significant diplomatic effort, but one thing on which we should be able to agree is the need for adherence to international humanitarian law. I assure the House that I will continue to press for that right through this crisis until we find a peaceful resolution in Syria.
May I say to my right hon. Friend how glad I am that our country is the second biggest donor to Syria and that Britain has sponsored the aid convoy to Madaya? Does she agree that the appalling and unspeakably cruel acts that have been visited on mainly women and children in Madaya and elsewhere amount to a fundamental breach, even in such a barbaric conflict, of all the laws of war, and are thus war crimes? Does she agree that those responsible will be brought to justice, and that the British Government will see to it?
This is a clear breach of humanitarian law. We cannot see those who perpetrate these sorts of crimes and illegalities go unpunished. The system relies on there being no impunity for people who are involved in perpetrating such atrocities.
Part of the unfolding horror of the Syrian civil war has been the tactic of siege and counter-siege. The Secretary of State will be aware that only 10% of the UN’s requests to deliver aid to people in besieged and hard-to-reach areas were granted, yet that is where 4.5 million Syrians live. The Opposition absolutely support her call for Syria and other combatants to offer humanitarian access and to stop flouting international law. Does she agree with me that while in the short term we have to get aid to these communities and we have to get Syria and other combatants to stop flouting international law, in the medium term there has to be a political solution and an end to the horrific civil war in Syria, and that must involve not just the west and the UN, but the key regional players on the ground?
I do agree with that. If this situation shows us anything, it is that Assad can have no place in Syria’s future. How can people living in besieged areas such as Madaya ever realistically be asked to live under the leadership of a man who is willing literally to starve them to death? The only way in which we will tackle this situation is through tackling the root cause of the conflict. That will require a regionally owned response in the end. Of course, it requires other countries, such as Russia, to be around the table. I want to hear condemnation of these breaches of international humanitarian law from all those people who have stood alongside the Assad regime. They need to play their role in helping us to get aid through to the people who need it.
I congratulate the hon. Member for Batley and Spen (Jo Cox), my near neighbour in west Yorkshire, on securing the question. The horrors of Syria transcend party politics. I am proud that the United Kingdom is taking the lead in delivering humanitarian relief in Syria. I visited Domiz refugee camp on the Syria-Iraq border. Will the Secretary of State continue to rule absolutely nothing out in helping civilians in Syria, even if it means looking seriously at Royal Air Force aid drops?
We do not rule anything out. The key thing that we always consider is what is the most effective way to get to the people in need. The challenge when using military assets, particularly in the context of the airdrops that are being discussed, relates, as much as anything else, to the practicalities of dropping food and water from what would need to be very great heights to do it safely, while targeting them at the people who actually need them, as opposed to risking them ending up in the wrong hands. Additionally, there is the need to make sure that there are the logistics on the ground to get that aid from wherever it arrives to the people who are most at risk of death and starvation.
Right now, what will hopefully be happening, not just in Madaya but in two other besieged communities quite close by, is not only that food has got into the town, but that it will be directed to those—particularly children—who are most acutely malnourished. As the House will start to see, this is not just about how we get food and supplies into a community and area; it is about ensuring that we have people on the ground to distribute that aid fairly.
People in Scotland and across the country have been horrified by the images and stories coming from Madaya, and we condemn the use of starvation as a weapon of war. People are calling for airdrops. We were told about the logistical capabilities of the RAF and the precision with which it could hit military targets, so why cannot those logistical skills and precisions be applied to the dropping of food? Does the Government aid that the right hon. Lady mentioned come from the £1 billion of aid announced by the Prime Minister, or is it from previously committed funds? If we are to rely on land convoys, how can we at the London conference—and, indeed, beforehand—ensure preparation so that as soon as access to those sites is assured, land convoys can be mobilised as quickly as possible?
I mentioned some of the challenges of using different routes, other than those on the ground—as I said, Damascus is literally 40 km from the town of Madaya. The issue is not about whether there is sustenance and humanitarian supplies in the area—it is there—but about ensuring that we get it from the centre of Damascus to those people who are starving. That is why this situation is so utterly atrocious and should be condemned. Food is within the proximity of the people who need it, and it is being prevented from getting there routinely. UN agencies made seven requests last year to get into Madaya, and only one was permitted by the regime.
The money I mentioned is part of how we fund aid convoys such as the one seen today. We fund UN agencies such as the World Food Programme, and the Syrian Arab Red Cross is also part of the convoy that has been organised. We work with the International Committee of the Red Cross on its operations, and the Syria conference in London in February is important because it will give us a chance to discuss some of these important issues and press for better adherence to international humanitarian law. It will also mean that we can replenish the kind of funding that those organisations need to keep going.
I welcome the Secretary of State’s condemnation of those who are refusing to let the convoys through. What action is her Department taking to ensure that there is proper documentation, so that the International Criminal Court can step in and send a clear signal that those who breach international law in this way will be prosecuted?
My hon. Friend raises an important point, and one challenge of these besieged areas is that it is hard to find out what is going on inside them. It is therefore hard for us to understand exactly what the humanitarian needs are. As she says, that makes following up these atrocities all the harder. However, whether for this kind of atrocity or for some of the sexual violence that we see in such conflicts, there is increasing recognition across the international community that such crimes should be tracked, monitored and logged. Those are precisely the discussions that we had with the UN and agencies on the ground, so that when we finally get some kind of peaceful resolution in Syria, these atrocities will not simply be swept under the carpet—they will be dealt with.
I congratulate my hon. Friend the Member for Batley and Spen (Jo Cox) on securing this urgent question, and I welcome the strength of the Secretary of State’s response and the fact that the UK is once against at the top of the queue in providing much-needed aid. I understand that today’s convoys contain food, which is urgent. Will she say what the position will be for medical supplies and medicines for those who are besieged, because that is also of great importance and will make a difference?
It is not only food but nutritional supplements for children, and I understand that there may be some medical supplies as part of the convoy, too, which relates to the point made by the hon. Member for Batley and Spen (Jo Cox) about making sure we have ongoing access to these areas. That is why adherence to international law is so important. In the end, that is the only way we can guarantee reaching people—including the other 360,000 people who are not in Madaya—not just today but in the future.
The House will know—indeed, the hon. Member for Hackney North and Stoke Newington (Ms Abbott) pointed it out—that the UN Office for the Co-ordination of Humanitarian Affairs has said that only 10% of the requests made for the delivery of aid to the besieged areas were granted by the Assad regime last year. As my right hon. Friend has indicated, the Security Council has passed a resolution to authorise the delivery of aid without permission from the Assad regime. Is she confident that the resolution can be effected? What steps can be taken to ensure the convoys can get through, and that those who are in charge of operating them are sufficiently protected?
The Security Council resolution and the discussion around it has been specific about which borders can be used as cross-border aid routes. This means there is accountability and that we can check to ensure those border routes remain open. The critical challenge is that even when convoys are able to leave Damascus and get across the border, will they always be able to get to the place they need to? The reality is that we want them to do that safely and reliably. We do not want to send aid not knowing whether it will get to the people who need it. Possibly the worst thing would be to see scarce resources of UN agencies falling into the hands of the very people who are committing atrocities. We have a structure in place. The key is to make sure it is stuck to by all the warring parties concerned. In the end, the only thing that will really solve the Syria crisis is a political resolution. That is what we all must aim for. What we have seen in Madaya tells us why the sooner we reach a solution, the better.
We all know how many great voluntary aid organisations there are in the UK. One based in Slough that I particularly admire is Khalsa Aid, a Sikh-led organisation that provides aid to people—from the victims of flooding in the north of England to victims of situations like the one we are discussing. Ravi Singh, the founder and chief executive of Khalsa Aid, wrote to the Secretary of State for Defence some time ago requesting that the RAF agree to drop up to £50,000 of food aid that Khalsa Aid is sponsoring. He has yet to receive a reply. The Secretary of State for International Development has argued that RAF drops are not the most efficient way to deal with this, but I am absolutely certain that failing to respond to this kind of initiative is completely unacceptable and makes it less likely that great organisations such as Khalsa Aid will want to step up. What is she going to do about it? Will she speak to her colleague the Secretary of State for Defence?
The hon. Lady makes her point very well today in the Chamber. I will follow it up with the Ministry of Defence. Indeed, the Minister for the Armed Forces, my hon. Friend the Member for Portsmouth North (Penny Mordaunt), who is here today, has said to me that she will follow it up. I pay tribute to the many faith-based charities that are playing a key role in working on the ground with local communities in what is an incredibly challenging situation. We will follow up the points that the hon. Lady has set out.
The Secretary of State will know very well that Madaya used to be a holiday resort for the denizens of Damascus. To see it today is heart-breaking. Will she talk a little about the help being offered by our friends and allies in the region to the communities that are so badly affected? I am thinking in particular of Lebanon, which is barely a few kilometres over the mountains from Madaya, and Jordan. Will she also say a little about the requests made for help from our Gulf allies and the support she has received from the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), the Minister with responsibility for the middle east, who is in his place? Unless we approach this in a more universal fashion, we will struggle to find a solution.
We are supporting countries such as Lebanon and Jordan, which have been hugely generous in accepting millions of refugees—alongside Turkey, Egypt and Iraq, whose contributions have been perhaps less recognised—by helping refugees with food, shelter, medical support, counselling—in some cases—and, in Lebanon and Jordan, with education. Critically, we have also worked with host communities, many of which have seen their populations double in size. Members can imagine the strain that puts on public services, food prices and labour wages, for example.
On our broader efforts in the region with Gulf partners, it is worth saying that Kuwait has hosted the last three pledging conferences on Syria and is co-hosting the one in London next month. It has played a role in marshalling the overall efforts and humanitarian resources in the region. Needless to say, however, we all need to do more. This is a protracted, ongoing crisis, and not only does it require day-to-day lifesaving support of the nature discussed this afternoon; but we need to see children in school and young people with the ability to find work and support themselves. If we cannot deliver those basics, we should not be surprised if people leave the region to try to build their lives elsewhere.
This weekend in The Daily Telegraph, a Mr David Blair made an unwarranted and ill-informed attack on the Royal Air Force, going as far as to suggest that the absence of airdrops was due to the RAF. Will the Secretary of State take this opportunity to pay tribute to our forces and make it clear that the absence of airdrops is due to political and practical problems and nothing to do with the capabilities of our forces?
The hon. Lady has set out very clearly just how much work the RAF has done and the challenges of carrying out airdrops in this particular situation. DFID and the MOD have never had a closer working relationship in providing humanitarian support to those who most need it around the world. Whether in tackling Ebola, responding to Typhoon Haiyan in the Philippines or saving the lives of people on Mount Sinjar by dropping water, the MOD, and the RAF in particular, have played a critical role, and I have no doubt that they will continue to do so.
I thank the hon. Member for Batley and Spen (Jo Cox) for her urgent question and my right hon. Friend the Secretary of State for her answer and all the work she and her Department are doing 24/7. Will she make it a top priority to send food not just to Madaya but to wherever there is the opportunity to do so? Does this not show the importance of the UN system? Whatever its faults—there have been many—it is the only game in town, and the UK must support it in every way possible and encourage our friends, our allies and indeed the whole world community to do the same.
I agree wholeheartedly. It shows that in such circumstances our main leverage is the existence of a rules-based international system. Human rights are universal. It is occasionally argued at the UN that sovereignty is more important than human rights, but human rights do not depend on where someone is; they are universal and apply to people wherever they are, including in Madaya.
Have the UK Government had discussions with Russia about stopping Assad dropping bombs on people in Madaya as soon as aid has been delivered, and about whether it would allow the RAF to drop food supplies in Madaya, the other two places the Secretary of State mentioned and elsewhere, if the aid trucks fail to get through?
The Vienna process at last gives us a chance to get the right people around the table—the people who will need to reach some kind of an agreement if we are ever going to see peace in Syria. Russia clearly has a role to play in helping us to achieve a peaceful resolution to the Syrian crisis. The most important thing that Russia could do right now to help would be to ensure that the Assad regime, which it is propping up, complies with international humanitarian law. That, in the end, is what we need to see happen. Ultimately, no amount of RAF airdrops can make as big a difference, frankly, as getting the Assad regime to comply with international humanitarian law in Syria.
I congratulate the hon. Member for Batley and Spen (Jo Cox) on asking the question and the Secretary of State on her detailed response to it. With our engagement in Afghanistan, this country has very recent experience of driving convoys through hostile territory. If we are to achieve what the Secretary of State wants to achieve—getting aid to where it is needed, not where we are given permission for it to go—there needs to be an element of force protection for the convoys, in terms of a certain degree of hardware and armoured capability within the convoys, to demonstrate that the UN really does mean business. In that respect, may I ask the Secretary of State what negotiations are taking place with the Ministry of Defence and the United Nations to see how we might have a hard convoy of that sort? Following on from the thoughtful question posed by the right hon. Member for Carshalton and Wallington (Tom Brake), were there to be Russian vehicles in some of those convoys, that would seem to suggest an element of protection from the Syrian forces.
I recognise the points my hon. Friend is making; the challenge in what he suggests is that the impartiality of UN agencies is the main reason they are able to get on with the kind of work they do. The reality is that it would be extremely difficult to get any kind of acceptance around the UN Security Council table of a particular military force supporting a particular convoy. There is a security aspect to what we look at in ensuring that the UN convoys can get to where they are going, but as we see with the loss of humanitarian workers on some of those convoys, it is an immensely dangerous role for any of them to play. We should pay tribute to the humanitarian workers who, in spite of those dangers, are out there right now, crossing lines into territories where they may lose their lives getting support to people who need it.
It is a terrible irony that, on the day that the UK Government announce the first use of Brimstone missiles—the ones we are told minimise civilian casualties—we are forced to watch children starve to death in Madaya. If the convoys do not get through, does the Minister agree that if we have the ability to drop bombs, then surely we have the ability to drop bread?
I recognise the point the hon. Gentleman is making, but those operations are very different in nature. One of them can happen from literally thousands of feet up, but if we are going to get bread, water and medical supplies to the right people, that is an entirely different RAF operation, requiring aircraft to fly much, much lower, which is why it is so hard to do effectively. That is why, in the end, we have to get the system that is there to work. That is why we have international humanitarian law. We should not let up on this. We should make sure that the political system that is in place delivers for the people on the ground. As we are seeing, when pressure is brought to bear, that is what happens.
The abhorrent use of siege as a weapon of war is a symptom of Assad’s war without law and a war without end in Syria. He has reduced his economy to a wartime economy, based on disappearances, looting, and arms and people smuggling. The London conference, which the Secretary of State is organising, is an important step in the plan for peace and the economic reconstruction of that country. I wrote to the Prime Minister before Christmas, and copied her in, asking how UK-based people from Syrian civil society could be involved in that conference, so that the voices from Madaya and all the other besieged towns and cities in Syria can be heard in the conference, rather than it just being a top-down process. I wonder whether she has had a chance to look at that.
I did see the hon. Lady’s letter, for which I thank her. I can reassure her that civil society is a core part of the conference; we will make sure that those voices are very much heard when the conference takes place. I will write to the hon. Lady, ensuring that she is responded to formally.
I thank the Secretary of State for her assurances today. However, can she confirm that consideration is actively being given to the use of food drops by the RAF, which we have done before, so that those who are starving—and are just six miles from the border with Lebanon and a 40-second flying time away for the Hercules transport aircraft—can have some hope of aid being delivered to them much more swiftly than it currently is?
I repeat my earlier answer—that convoys are getting into Madaya now and that the key issue is safety on the ground. I am sure the hon. Lady would not want any airdrops to fall into the hands of the people who are besieging the affected communities. It is not a question of just doing an air drop; it is not as simple as that. We need to ensure that we use the most effective route so that we get the help to the people who are starving on the ground. That is why we are using the routes that we are. I can assure the hon. Lady that we of course look at all options. There is no doubt, however, that the most effective option is to enable the UN agencies to get on with the work they are there to do.
The local authority and charities in my constituency are willing, ready and able to take refugees, but they are being told by the Home Office that none will arrive in our region until April. Why that delay, and can she do anything about it?
We are, of course, relocating people from the region, saving them from having to put their lives into the hands of the people smugglers. The hon. Lady raises the issue of her particular local authority. I am not familiar with the details, but I am happy to make sure that the offer made is followed up and responded to.
This is a hugely concerning issue, and the besieged people in Madaya are starving while we talk tactics. What specific action has been taken to secure the agreement of all parties to permit the necessary access for food, medication and other vital supplies by whatever means necessary to reach the residents of Madaya and other places where civilian populations are being besieged?
As I set out earlier, my discussions with Stephen O’Brien, who heads up the UN Office for the Co-ordination of Humanitarian Affairs, are going on daily. Then, of course, we have the London Syria conference in early February, and the issue of the protection of civilians will be a key part of it.
One of the International Committee of the Red Cross reports that I read about the situation in Madaya clearly states:
“we saw pure hunger and despair in people’s eyes…We saw mothers not able to breastfeed their new-born children because they lacked adequate food for themselves to produce milk.”
That was in October, and we now hear of people having to eat dogs and cats, along with all the other appalling things we have seen on the news. As the right hon. Lady says, the Assad regime must bear the brunt of the blame for this situation, but it is also clear that other groups such as Hezbollah are involved in the blockade, too. What would she say about that, and what is being done to encourage those other groups to abide by the very basics of humanity?
The hon. Gentleman is right to point out that it is not the Assad regime alone that is breaking international humanitarian laws. Some areas that we find it hard to reach are held by Daesh, for example. Two of the nearby communities in Fua and Kefraya are not being besieged by the Assad regime, whereas Madaya is. All of this is unacceptable. It all represents a breach of international humanitarian law, which is why I roundly condemn it. There is no place for people who are civilians to be caught up in this situation. It is horrific in the 21st century to see the images that we have seen over recent days. An even more shocking fact than that, if it is possible, is that these cases represent only the tip of an iceberg of the suffering in Syria.
Rather than asking the Secretary of State to waste time explaining to the Scottish National party what would happen to a food parcel if we tried to deliver it via a Brimstone supersonic missile, may I ask her to focus more on the issue of Russia? Specifically, what have the United Kingdom Government done to try to persuade Russia to be a constructive force in this regard, and what more can she do from here?
I think that, for the first time, we can welcome the fact that, as a result of the Vienna talks, Russia is now one of the countries around the table. However, we want to see—I want to see—the actions that have led to the situation in Madaya condemned roundly by all countries. The United Kingdom has condemned what has been happening, and I want countries such as Russia to do the same.
There can be no excuses for what we have seen going on in Syria: none whatever. There can be no excuses for the breaches of international humanitarian law which have been happening day in, day out for the last few years. All countries, but particularly those on the United Nations Security Council and those that have signed the resolutions allowing us to send cross-border convoys, should stand up for the underlying principle of international humanitarian law, and for the free and unfettered access of civilians to life-saving humanitarian supplies.
The horrific events that are unfolding in Madaya are part of a dramatic power shift that is taking place in the region. Russia has carried out more than 60 airstrikes against Free Syrian Army forces in the last 48 hours, and there are huge numbers of Hezbollah and Iranian-backed militias on the ground. Is it not time that we were all very clear about the fact that it is for Russia and Iran to direct their puppet regime in Syria to allow freedom of movement of aid to civilians? There is nothing that the RAF can do when the air is not under its control but under the control of the Syrian and Russian forces, unless they agree to freedom of movement. It is in their hands that the alteration of this crisis rests.
The hon. Lady is right to point out that the countries and regimes that are backing the Syrian regime need to be tough on that regime, and need to call it out for its lack of adherence to basic human rights and international humanitarian law. As a result of the Vienna process, we now have countries around the table that need to be around the table, and that gives us a glimmer of hope for the first time, but I think we should be under no illusion about the challenging nature of the diplomatic process that lies ahead. That is all the more reason for us to have a successful Syria conference in London. We must ensure that the necessary resources are there to support people who have been caught up in the crisis in the meantime. The political issues which can make or break our ability to ensure that humanitarian support gets through absolutely must be resolved if we are to be able to take care of the people who have been caught up in this terrible crisis.
I welcome the statement, and the comments that the Secretary of State has made. She has mentioned the United Nations Security Council resolutions a number of times. Resolution 2258 states that the Security Council expresses
“outrage at the unacceptable and escalating level of violence”,
and that it is
“Gravely distressed by the continued deterioration of the devastating humanitarian situation in Syria and by the fact that urgent humanitarian assistance, including medical assistance, is now required by…13.5 million people”.
That is an enormous number of people. I welcome the contribution that the United Kingdom is making and the fact that it is the second greatest contributor, but many other countries have signed up to those statements. What efforts can we make internationally to ensure that those other countries do more to live up to them, and to help the poor Syrian people?
Security Council resolutions of that kind are important, because they provide a statement of intent in making clear that we condemn what is going on and that we need to act collectively to at least provide humanitarian support for people. As the hon. Gentleman says, and as I said earlier, the countries that are on the Security Council need to back up those words with clear action. I welcomed the renewal, at the end of December, of the Security Council resolution that enables cross-border deliveries to continue. But that is the first step of putting that plan into action. As he says, we now need countries not only to support that, but to be clear in their condemnation of the Syrian regime and of other warring parties that fail to adhere to basic law.
I congratulate the hon. Member for Batley and Spen (Jo Cox) on raising this political issue, and I welcome the Secretary of State’s condemnation of the Assad regime. She said that only one previous request to the regime to allow the delivery of aid to Madaya was granted, suggesting that the international community has for some time known about the potential for a humanitarian crisis and about the actions of the Assad regime. Does it not demonstrate the incoherence of tackling only Daesh without tackling Assad, when Assad and allies such as Hezbollah are so comprehensively breaching international law? To slightly misquote Harry Patch, the last remaining Tommy, surely this is a war that must end around a table.
That is why the Vienna talks are so important. In the end, it will end with talks reaching a resolution around the table, but let us be clear: a resolution needs to be reached for a Syria that has territorial integrity. Daesh is a clear threat to that. That is why this House passed a motion enabling us to take action against Daesh not only in Iraq but in Syria. Unless we tackle Daesh, there will not be a Syria to regain its freedom and to have peace in the medium term. So there are two strands. One is tackling Daesh and the second is reaching a political resolution on Syria itself. In the meantime, I remain committed, as the Government do, to ensuring that we remain a leading partner in the work to help people who are affected by the crisis and need humanitarian support.
