It is a pleasure to respond to this debate. Although many of the same characters are here from the previous debate, I suspect that the tone will be slightly different. It is a pleasure to respond to a subject on which there is a lot of cross-party agreement. Many of today’s questions relate to our international aid commitments, but I will do my best to answer them. I congratulate the hon. Member for Bassetlaw (John Mann) on securing this debate. He asked a series of pertinent questions, and I will endeavour to write to him and to other Members if I do not get the opportunity to answer them or to pay tribute to the work that is being done.

Many important points have been made. Let me begin by saying that the great lakes has long been a troubled region, and that remains the case today. It faces many challenges: challenges to democracy when those in power seek to hold on to it; challenges to livelihoods; challenges to human rights from armed groups and repressive Governments; and challenges to survival from violence and hunger.

It is also a region of great potential. The rapid development in Rwanda, which I have visited a number of times, is testimony to that. It also shows what can be achieved when regional Governments and the international community work together.

The UK is a major partner for the region, which is why it was part of my first visit to the continent, following my appointment in July as Minister for Africa. The UK is the second largest donor of humanitarian and development aid. We continue to play a key role in promoting sustainable peace and stability. The people of the great lakes region are resilient, and our aim is to work with Governments and the people of the great lakes countries to achieve a more peaceful, better governed, more democratic and more prosperous region.

Before going into the details of the main countries, I shall respond to some of the points that have been made. The hon. Member for Bassetlaw, who introduced the debate, talked about conflict minerals. I can assure him that we take the matter seriously. The Serious Fraud Office is looking into some investigations that are linked to British companies. Again, I can write to him with further details.

I think the hon. Gentleman was the only Member to refer to the illegal wildlife trade. We place importance on that matter and the Foreign Secretary takes it very seriously indeed. He is working with the Environment Secretary, who attended the illegal wildlife conference in Vietnam in November. We offered to host the next event, which will take place in London, as the hon. Gentleman mentioned, in 2018. The Foreign Secretary’s father is very engaged in the matter as well.

Mention was also made of the power that the monarchy can bring to bear. Prince William is a huge driver in raising the profile of this matter and in increasing the understanding of the work that we have done. On a visit to Uganda, I was able to see some of the Department for International Development programmes that are in place, which are providing better intelligence to enable us to understand criminal gangs. Those gangs have no regard for borders. They are moving the ivory and so forth across those borders—looking for markets, getting through customs illegally—and on, predominantly, to the far east, which is the biggest market. That is why the hosting of the event in Vietnam was important in respect of people in the region acknowledging that more needs to be done in that neck of the woods.

The hon. Gentleman also mentioned the Republic of the Congo. I had the experience of crossing the mighty Congo river, in a very small boat, from Kinshasa to Brazzaville. I also had the opportunity to meet the President there, who is absolutely committed to the areas of work that we want to do.

Furthermore, there is more engagement and involvement in honouring the constitution in the Democratic Republic of the Congo: with 80 million people, what happens there can have a spillover effect into Angola and elsewhere, so it is very important that we ensure that there is stability in that part of Africa.

My hon. Friend the Member for Stafford (Jeremy Lefroy), whom I have long known, is an advocate and supporter of and expert on Africa. He made a powerful speech. He knows that my interest in Africa is personal, and we have a connection by way of the fact that my sister was headteacher of the international school at the base of Kilimanjaro, in Moshi. Through that, we recognised our mutual interest in Africa.

The fact that my hon. Friend says he is positive about the region, given the amount of knowledge he has, fills me with a sense of promise that we are going in the right direction. I join him in paying tribute to Tom Perriello, although I have no idea what the American envoy to the great lakes region will do next, as changes are taking place.

I join my hon. Friend in paying tribute to the work done by the Catholic Church to broker the deal, which is so important. I will come to that in a moment. I also pay tribute to the Tanzanians and Ugandans for the work that they have done in looking after so many refugees who have been caught up in the region.

The hon. Member for Hyndburn (Graham Jones)—who, I am pleased to say, has remained stationary since he was last referred to—mentioned the refugee crisis. We should not forget that while we discuss refugee issues relating to Libya, the Mediterranean, the shores of Turkey and Greece, and countries right across Europe, the source of many of those problems is the instability in the heart of Africa. Get the source right and those people will not feel the need to make that terrible journey across Africa to seek a life in Europe.

The hon. Member for Glasgow North East (Anne McLaughlin) made a powerful contribution, as she does on such matters. She reminded us, perhaps less delicately than I would have put it, about our historical colonial links to the country. We cannot deny our history. We have to recognise the role that we have played in the vast continent, but we can use that to our advantage by saying that there is a desire for us to continue our engagement, now working with the countries in the region in a positive way to meet some of the challenges faced today.

The hon. Member for Liverpool, West Derby (Stephen Twigg) mentioned the challenges of the DRC and the number of people that are displaced there. I pay tribute to the work that he and his Committee, which others have mentioned, are doing to focus on the issue. He spoke about the humanitarian crisis there that is shaping the wider conflict. He also touched on something that is so important and that was not yet apparent to me when I visited the DRC. There is vast criminality, particularly in the east of the country, but extremism has yet to set foot there. However, that is exactly where it could go to next, in the same way in which we have seen Boko Haram take advantage of the absence of government in Nigeria and al-Shabaab take advantage of the absence of governance in the southern neck of Somalia. That is why it is so important that we get it right in the east of the DRC.

The hon. Member for Glasgow North (Patrick Grady) made an important point that the many millions of people affected by conflict are those who have not caused it at all. They are in a limited position to influence what is going on, yet they are the ones harmed by the conflict. However, the conflicts and problems are man-made, so they should be solvable. He was the only Member to touch on the issue of climate change. We should not forget that climate change is affecting the ability to grow crops. If it becomes too hot to be able to do so, people will have to move, so migration will be a consequence. He asked me to reiterate our 0.7% international aid commitment. I absolutely stand by it. I would hate to see a Government of any hue challenging our 0.7% commitment, which allows us to stand up with some authority at the United Nations and to call on other countries to do things, act and follow us. I hope that all parties will continue in that vein. The more we make noises about it, the less anybody at the Treasury can sneak anything through on the quiet. We are all in agreement on that.

The hon. Member for Heywood and Middleton (Liz McInnes), the Labour spokesperson, mentioned the challenge and failure to honour constitutions across Africa. I am afraid this is something that we all need to work on. As the mother of all Parliament and a country that supports the idea of democracy, the programmes that we support with that 0.7% must not simply be about infrastructure, or working with NGOs and groups that need support, although that is important. It is also about improving governance, decision making and democratic processes so that when the terms of people such as President Kabila end, they stand down. There is nothing to stop President Kabila in the DRC from standing again in five years’ time, if he wishes to. Such people should not be able to continue on or to tweak and play around with the constitution. We do not want to see that.

The hon. Lady talked about the role of the ICC. I am afraid that there is an issue with a number of African countries choosing to step away from it to protect those who may be up for charge. We are working with our colleagues in the ICC to prevent that from happening further.

I will talk about the countries in a little more detail in the time I have remaining. In the DRC, President Kabila’s mandate ended on 19 December, as hon. Members have reflected. No elections have taken place, yet he remains in power. When I visited last year, I made the point that the UK was deeply disappointed that elections did not take place in 2016 as planned. I do not know whether hon. Members are aware of what happened. The opposition in the DRC also did not want elections to take place because the electoral commission had not upgraded the electoral roll, meaning that many 18-year-olds were not on the roll. There was a disjoint in where things would go and who should be in charge. Thankfully, the new electoral roll is being mapped out—it requires a census—so we are finally moving forward.

The unexpected good news came on 31 December, when talks mediated by the Catholic bishops hon. Members have paid tribute to reached a deal between the opposition and the Government. I join others in paying tribute to the bishops’ work—the fact that they have done that work there means there may be demand for them in other parts of Africa as well. They have achieved what few thought possible: an inclusive deal that, if implemented, will secure the DRC’s first democratic transition of power since independence. I hope to visit the country in the near future to underline Britain’s commitment and to enforce the point that that process must continue.

The two key points in the deal were, first, that assurances were given by the Government that Kabila will step down and elections will be held by the end of this year and, secondly, that the current Prime Minister must be replaced by someone from the opposition majority.

As hon. Members have mentioned, armed groups in the eastern DRC are causing problems in terms of the security situation. We need to work with the United Nations to make sure that the commitment to stability in the east continues.

I want to ask about the situation regarding MONUSCO. There seems to be a failure to resolve the violence. MONUSCO is the biggest UN peacekeeping operation that has ever been undertaken, yet it appears to be a failure.

I raised the point of what more we could do from the international development perspective. Half the problem is actually getting access to remote areas. The roads are extremely poor. A journey from one community to another, which we would normally expect to take 20 minutes, takes seven or eight hours, which is a perfect situation for criminals and insurgents to operate in and perfect for the instability we are seeing. I suggested to the deputy head of the United Nations Development Programme that more effort—this is something the hon. Gentleman may wish to take up—should perhaps be placed within the DFID budget on improving the infrastructure as well, to allow the security forces to get deeper into these areas to provide the security we need. [Interruption.]

It looks like I have one minute left. I have made comments on the other countries, but I will write to hon. Members to clarify where we stand and to underline our commitment. However, let me go back to the beginning and say thank you to the hon. Member for Bassetlaw and, indeed, to the Backbench Business Committee for allowing this debate to take place.

The Government share the grave concerns aired by hon. Members about the continuing violence, the human rights violations and the repression of civil and political rights across the various parts of the great lakes region. I wish to assure hon. Members of the UK’s unwavering commitment to the people of the region. They want and deserve peace, democracy and hope for the future, and we will continue to work hard with regional Governments and the wider international community to make those aspirations a reality.

Yes, indeed. I was seeking to be absolutely balanced in making the point that very serious allegations have been made against the Houthis, and I gave just two examples—one from Aden and one from Taiz—but I reiterate the point of the UN panel that there have been 185 alleged abuses. I very deliberately say alleged abuses; that is why this motion argues for an independent investigation into all of those alleged abuses.

I am concerned that, as usual in these debates, I will not have enough time to answer all the questions asked, although I will do my best. I did not wish to interrupt the hon. Gentleman’s speech, from which the House is learning a lot, and I hope he will concede that we take every report seriously, but the panel of experts that put the report together did not actually visit the country. We need to take account of that context when monitoring and understanding what is going on. I am not saying that we should ignore the report, but it is being used here today as if somehow we should add value to it. They did not enter the country; they were not able to provide the necessary intelligence that we would expect from a panel of UN experts.

Surely they did not enter the country because of the challenges that I have been describing; they did not wilfully decide, “We’re not going to bother going”, and just come up with the figure of 185. This was based on serious research and work done by the United Nations and I am disappointed that the Minister is so dismissive of that.

This is important, because the lines “There are 105” or “There are over 100” do get used. The Ministry of Defence has looked at every single one of the allegations, and we have asked for more information on a number of them. I am sorry to labour the point, but to offer clarification and give information to the House, the assessment was made by aerial photography with months in between, and therefore we cannot ascertain what has happened unless we have more information as to whether these acts of atrocity were caused by the Houthis or the coalition. That is the point I am trying to make.

I agree with that, and that is precisely why the motion says we should have a fully independent international investigation into all allegations against “both sides”. It may well be that some of these violations have been committed by the Houthis. I did not say that there were 105 alleged abuses by the Saudi-led coalition; there are alleged abuses by it, and there are alleged abuses by the Houthis as well.

I will not give way now, because I want to move on to talk about the timeline of the Government’s response on this matter.

The United Nations Human Rights Council discussed Yemen in September 2015. The Government of the Netherlands tabled a motion to the Human Rights Council that would have mandated what today’s motion is proposing. That motion, tabled 16 months ago, would have set up a UN mission to document violations by all sides in the conflict since it began. The Netherlands withdrew the draft on 30 September 2015, and instead the Human Rights Council adopted a resolution tabled by Arab states which deleted calls for an independent inquiry.

On 24 November 2015, the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East (Mr Ellwood), who is in his place today, told this House that Saudi Arabia was investigating reported allegations of violation of international humanitarian law. He said:

“These investigations must be concluded…The situation on the ground is very difficult and, in many cases, we are unable to have access to verify what has happened…We have been wanting to encourage Saudi Arabia and other parties that are involved…and we want these cases looked into efficiently and properly by the country itself.”—[Official Report, 24 November 2015; Vol. 602, c. 1184-5.]

That was 14 months ago.

On 3 February last year—almost a year ago—during Department for International Development questions, the former DFID Minister, the right hon. Member for New Forest West, said:

“We have supported the UN Human Rights Council resolution that requires the Government of Yemen to investigate those matters”.—[Official Report, 3 February 2016; Vol. 605, c. 907.]

He said that the Government of Yemen should investigate alleged violations of international humanitarian law that were happening during the conflict. The following day, during a Back-Bench business debate, the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East said again that he had raised the issue of an investigation directly with the Government of Saudi Arabia. That was almost a year ago.

Then the International Development Committee conducted its first inquiry, and on 8 July last year, the Government published their response to our report. Their response stated:

“The UK Government is not opposing calls for an international independent investigation into the alleged breaches of IHL but, first and foremost, we want to see the Saudi Arabian Government investigate allegations of breaches of IHL which are attributed to them”.

That was six months ago. In August last year, following the ministerial corrections to which my hon. Friend the Member for Cardiff South and Penarth referred, I wrote to the Foreign Secretary regarding the corrections to parliamentary questions and Westminster Hall debates relating to allegations of violations of IHL. The Foreign Office’s response in August reiterated what had been said in response to our inquiry—namely, that the Saudis should be the ones to investigate first and foremost.

Last September, during a debate on an urgent question tabled by my right hon. Friend the Member for Leeds Central (Hilary Benn), the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East said that Saudi Arabia had to conduct thorough and conclusive investigations into incidents where breaches of IHL had been alleged. He praised the fact that Saudi Arabia had released the results of eight reports in the previous month. That was four months ago. Then in October, during an Adjournment debate led by my right hon. Friend the Member for Leicester East (Keith Vaz), the Minister of State, Department for International Development, the hon. Member for Penrith and The Border, who is in his place today, reiterated that Saudi Arabia needed to be the party that investigated violations. He stated that the Government were

“very clear that the investigation needs to be led, in the first instance, by the Saudi Government”.—[Official Report, 18 October 2016; Vol. 615, c. 782.]

So, over the past 14 months, the Government have repeatedly been asked about Saudi Arabia’s own investigations. To my knowledge—the Minister might be able to update us today—Saudi Arabia has produced nine reports on violations, even though there have been many more allegations made. Progress on this matter has been glacial, and I find it remarkable that the Government are still holding the line that Saudi Arabia must take responsibility for investigating its own alleged violations.

I hope that the hon. Gentleman will forgive me for interrupting him again, but I think it will be helpful if I provide further clarity as he develops his argument. First, on the Human Rights Council and the formation of texts, there is the question of consensus, as we have seen more recently in relation to UN Security Council resolution 2334. He knows this from his own experience: it is consensus that eventually leads to the creation of a text that is agreed by everyone so that it can actually pass. I hope that he recognises that fact. My second point—just to test your patience, Madam Deputy Speaker—is that I agree absolutely that the production of these reports has been far too slow. The reason for that is that we are dealing with a country that has never written a report like this in its life and it is having to learn the hard way how to show the transparency that the international community expects.

I thank the Minister for those points of clarification, which I understand and appreciate. Of course I recognise the way in which United Nations bodies, including the Human Rights Council and the Security Council, operate. The point that I was seeking to make is that the original text from the Netherlands would have enabled the independent investigation to begin more than a year ago. Because of the diplomacy involved—I accept some of the realities of that—that did not happen. My argument today is that that has been a missed opportunity and that we could have started on this path at a much earlier stage.

The scale of the humanitarian crisis in Yemen is unimaginable. A number of Members have referred to some of the statistics involved. I would refer only to the fact that 19 million people in Yemen—70% of the population—need humanitarian or protection assistance. This is clearly a huge crisis that the international community is responding to, or at least partly responding to. I hope that the Minister will be able to update the House on the progress being made on the United Nations appeal, which currently, according to the latest figures I have seen, is just under 60% funded.

I want to focus my comments, I am afraid—some Members will feel that this is not the appropriate focus—on the Saudi actions. I do so because the military action that is taken by the Houthis and the Saudis is a major driver of the humanitarian crisis that we see in Yemen. There is no doubt whatsoever that the Houthis are committing serious human rights abuses. The Minister was right to point out to me in a written answer about the attacks on Saudi Arabia that 90 Saudi deaths have been caused by the Houthis through cross-border attacks, with more than 500 people injured. However, it is also right that we in this place focus our attention on the Saudis, because they are our allies and they are using the weapons that we are providing them with.

I will limit my remarks to a few questions on which I hope the Minister will receive some inspiration in responding to the debate. First, do the UK Government know whether UK planes were used in the delivery of cluster munitions? This question has been posed before, but I do not believe that an answer has been given. I take that to mean that they probably have been used, in specific operations. Have the Government looked at whether UK-supplied aircraft have been used to deliver cluster munitions, whether there are any legal obligations under the Cluster Munitions (Prohibition) Act 2010 that would pertain to those activities, and whether the use of UK aircraft in that way would be covered by the UK’s cluster munitions prohibition?

A number of Members have mentioned that cluster munitions have been sold to the Saudis only up to a certain period. We know that 500 cluster munitions were delivered over a three-year period, and that they were safe and suitable for service only until 2008. I hope the Minister can clarify what that means in terms of the increased risk of civilian casualties. Presumably, if they are safe and suitable for service only until 2008, more recent use would increase the risk of civilian casualties because the ordnance would not explode on impact.

Leaning on my previous military experience, as a general rule I would not want to go anywhere near any munition that has passed its sell-by date. I will write to the right hon. Gentleman with a more detailed answer, but I understand that these munitions did not fully blow up as they should have done. The fact that they were so old meant that they failed to work. This serves as advice to any country that has such stocks in their armouries: once the sell-by date has gone, they should clearly be removed. In this particular case, the country is not a signatory to the cluster munitions convention. From that perspective, it is not illegal to use cluster munitions, although we obviously advise against it.

I understand that, but some Opposition Members would challenge the Minister on whether their use, in any circumstances, can be deemed legal. It is regrettable that he is arguing, in effect, that their use can be considered legal in some circumstances, because most people would consider their impact to be indiscriminate.

Let me start by echoing everything that my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg) and Members from both sides of the House have said today about the humanitarian crisis in Yemen. I congratulate him on securing this important debate. Let me also make it clear at the outset that we agree with the principles behind UN resolution 2216. We all want to see Yemen restored to the control of a legitimate, stable and democratic Government, capable of peacefully leading the whole country, and we all want to see the Houthi rebels held to account, both for their illegal coup and for the atrocities they have committed during this war. But with all due respect to those on the Government Benches and to some Members on my own Benches, may I say that it is possible to agree with the principles of the UN resolution while disagreeing profoundly, first, with the way in which this has been enforced and the way alleged violations of international law are being investigated and, secondly, with the abject failure of the British Government to bring this war to an end?

First, let me deal with the investigation of alleged war crimes. [Interruption.] If Government Members will give me a moment, I will be going into details, as I have 10 minutes. First, let me turn to the investigation of alleged war crimes committed by both sides, coalition and Houthi. Labour Members have said many times, just as the UN, all leading human rights groups and a number of Select Committees of this House have, that the only way to ensure the comprehensive, thorough and impartial investigation of those alleged crimes is to commission an independent UN inquiry. In response to our call, the Government have been consistent, saying that the Saudi-led coalition must be left to investigate themselves. Let us see how that is going, shall we?

In October, I revealed at this Dispatch Box that of the 3,158 documented airstrikes against civilian targets up to the end of August 2016, the coalition’s joint incidents assessment team had issued reports on just nine—a pathetic 0.002%. How many more reports has it completed since? It has completed just four. Of that total of 13 “investigations”—I use that word advisedly—there are just three in which the JIAT has found any culpability on behalf of the coalition. In the other 10 cases, comprising 241 civilian deaths and the bombing of four food trucks, three medical facilities, one school, one wedding, one cattle market, one food market and one food factory, the JIAT has found—surprise, surprise—that the coalition has done nothing wrong. This is the investigatory body into which the Government have put all their faith to ensure that the coalition is not violating international law.

Let us look at the man in charge of the JIAT, Colonel Mansour al-Mansour—or, as he is known by some in Bahrain, “The Butcher”. In 2011, while Bahrain’s popular uprising was being brutally supressed and martial law was being put in place, Colonel al-Mansour was the military lawyer who presided over the kangaroo court that was set up to jail and execute the protestors, activists, Opposition politicians, teachers, doctors, religious clerics, journalists and human rights campaigners—in fact, anyone seen as a threat to the Bahrain regime. Hundreds were jailed or sentenced to death under his orders, yet this is the man in whom the Government have put all their faith to investigate alleged war crimes in Yemen. What are we to make of that? The Government are being either extremely naive or extremely negligent, but either way it is not good enough.

I thought it very telling when on Tuesday the Minister said of the Saudi coalition:

“It is having to provide reports when it makes mistakes, and it has never done that before. It has no experience of even writing reports.”—[Official Report, 10 January 2017; Vol. 619, c. 145.]

That much is obvious, given that it has produced only 13 reports in eight months. What is more telling is the Minister’s implication that the JIAT’s role is just to identify mistakes.

The Minister shouts from a sedentary position that that is not its role, but he said on Tuesday—I am simply quoting him—that it is having to provide reports when it has made mistakes. If it has only to identify mistakes, contrary to everything the Government have claimed, the JIAT is not investigating whether international law has been breached; it is just being taken on trust. All the JIAT is doing is looking at a handful of high-profile incidents and in one or two cases saying that a mistake has been made. Again, that is not good enough—[Interruption.] If the Minister wants to intervene on me, he is welcome to, but if he is just going to sit there and heckle, I am afraid he is not doing his cause any good. What I have described is not good enough as an investigation and it is certainly not good enough as the basis for confidence that our arms laws are not being breached. It is not good enough for this to be investigated by al-Mansour in the way that it is being investigated. Thirteen reports in eight months is not good enough.

I turn to the role that Britain must play in bringing an end to the conflict and, again, I go back to what the Minister said on Tuesday. The House may remember that I asked why the UK had not presented its resolution to the Security Council, and the Minister explained that

“we will not get a Security Council resolution passed until we get the cessation of hostilities in place.”—[Official Report, 10 January 2017; Vol. 619, c. 142.]

If that is the case, why does clause 1 of the UK’s draft resolution demand an immediate cessation of hostilities? Why would the very first line of the resolution demand something that is already in place?

Back in October, the UK’s ambassador to the UN said:

“We have decided to put forward a draft security council resolution on Yemen calling for an immediate cessation of hostilities and a resumption of the political process”.

In other words, the resolution was designed to be the driving force behind a ceasefire and peace talks, just as one was with resolution 1860 on Gaza, resolution 2174 on Libya, and resolution 2254 on Syria. For the Minister to claim now that we must have the ceasefire before we can have the resolution makes no sense. So what is the real explanation for the delay?

I do not know where to start with this. Perhaps I should begin by saying that when a draft resolution is put together—when the words are formed and so on—we do not air it in public because it is very likely that the details will change. The hon. Lady needs to hold on until the actual UN resolution comes about, and then we can absolutely debate it. I pose a question to her, as I am supposed to in an intervention: has she read UN Security Council resolution 2216? I ask because it calls for exactly the same thing. She is asking for a ceasefire, but that is already inherent in UN Security Council resolution 2216.

I am very interested to hear what the hon. Gentleman says, and I will listen with some care to his speech. I know that the Government have said on many occasions that the Saudi-led intervention in Yemen is backed by the UN, and that they rely on the same resolution. I would be interested to hear where that is in the resolution, and how it can be claimed that Saudi intervention in Yemen is—[Interruption.]

I respectfully agree. For 50 days, we have all known what is in the draft resolution, and we wait and wait for the British to put the resolution on the table. There is support for it, and it has a number of elements in it. During the rest of my speech, I wish to explain why the British are not putting it on the table. I will take interventions as necessary if the Minister wishes to explain.

I am saddened to hear the comments made from the Opposition Front Bench. I am not sure that they are supported by those who sit behind the hon. Member for Islington South and Finsbury (Emily Thornberry). I am not going to react to anything that she said, other than her final statement: to say that Saudi Arabia is not wanting a ceasefire in the same way that Assad does not want a ceasefire in Syria is absolutely shameful and shows a misunderstanding of what is happening. Let us leave it at that.

I congratulate the hon. Member for Liverpool, West Derby (Stephen Twigg)—let me call him my hon. Friend, as we have known each other for a long time, since the days of being involved in student politics—and my hon. Friend the Member for Warwick and Leamington (Chris White) on securing the debate. The majority of speeches reflected a growing sense of understanding and expertise, and, without insulting anybody, I would say that we have moved on from the Thursday afternoon armchair generals, who often look at things through a particular prism, to understanding that this is a deeply complicated issue and conflict, and that the solutions are deeply complicated as well.

If I may, I shall start with the causes of the conflict, which many have touched on. In 2014, the Houthi forces and those loyal to former President Saleh overran the capital, Sana’a, and forced out the legitimate Government of President Hadi. Those forces have subsequently attacked Saudi Arabia, shelled border villages and killed Saudi civilians.

In March 2015, a Saudi-led coalition of 10 countries started a military occupation to restore the Hadi Government, deter further Houthi aggression—which, otherwise, was likely to have reached the port of Aden—and defend the Saudi border. In April 2015, UN Security Council resolution 2216 condemned the Houthi actions. Paragraph 5 of the resolution called for a cessation of violence. In that context, the UK supports the coalition’s efforts.

UK diplomatic efforts also play an important role here. The Government believe that a political settlement is the only way to find lasting peace in Yemen, and we have been at the forefront of the international diplomatic effort to make progress towards that goal. In July last year, here in London, we brought together the Foreign Ministers of Saudi Arabia and the United Arab Emirates, and the US Secretary of State, to discuss a political way forward and to show support for the role of the UN in mediating a solution to the crisis.

That informal group of key players is known as the Quad, and subsequent meetings have expanded to include the UN special envoy for Yemen, Ismail Ahmed, and representatives from other Gulf countries.

The last Quad meeting I attended was in Riyadh on 18 December, and we agreed to urge all the Yemeni parties to engage with the UN process and put the needs of Yemen’s people first. We will continue to engage directly with the parties and with our partners in the region to support the UN’s proposals for peace. I spoke to President Hadi on 6 January—just a week ago—to emphasise the urgent need to find a way forward in the political process. We clearly have a transition, and in America, Rex Tillerson will take over from John Kerry. He is familiar with the area, having lived and worked in Yemen for about three years during his career.

I am afraid I will not as I am really under pressure. Like others, I wish we had more time. If there is time later, I shall be delighted to give way.

The hon. Member for Liverpool, West Derby touched on the history of the region, and it is worth underlining the fact that there are complex divisions in that country, not simply one between those supporting President Hadi and those supporting the Houthis or Saleh. There have been internal conflicts and power struggles since unification in 1990. There are super-tribes, tribes, militias, family clans, elites, secessionist groups and terrorist organisations—all this leads to instability on a grand scale. Loyalties are not firm. They move and come and go, along with the winds. That is the backdrop against which we are dealing with this matter.

The hon. Gentleman asked the key question as to when we will join calls for an independent inquiry. We have said we will support an independent inquiry, and I shall make the argument to say when that case might come to the fore.

My right hon. Friend the Member for North East Bedfordshire (Alistair Burt) gave a powerful speech, reflecting his understanding and grasp of what is going on in the region. He paid tribute to the work that the Under-Secretary-General for Humanitarian Affairs, Stephen O’Brien, is doing at the UN in exposing what is actually happening and what further work needs to be done. I think the whole House would join my right hon. Friend in that tribute. He also talked about the remarkable visit, which I was pleased to be involved in, of the Saudi Arabian Foreign Minister, Adel al-Jubeir. Had we ever before heard of a Foreign Minister from any of the Gulf nations coming to this House, meeting parliamentarians and answering every question as best as he could? I hope that will happen again.

The Saudi Foreign Minister asked the clear question, “Why would we want to bomb farms and schools in Yemen?”, putting into context the fact that the two countries have a deep history with one another. There is no long-term interest in Saudi Arabia causing damage right across the piece to Yemen in the way in which some Opposition Front Benchers have described. It is not in the interests of Saudi Arabia, especially because of the international condemnation that that brings about. The Foreign Minister admitted that Saudi Arabia is slow in providing the reporting that everybody in this House has been calling for, and he was willing to ask whether we could help him to provide that.

Saudi Arabia is very much a culturally reserved country. It is unused to the limelight that it now has to adapt to live in, and to the sustained warfare in which it is now having to participate. It is also clearly unused to having to provide the reporting and scrutiny required when sustained warfare takes place, in the same way that we have had to learn to have those mechanisms in place to provide the transparency that is now expected on the battlefield.

On the issue of transparency, the Minister says that Saudi Arabia should learn from us, so will he explain something? He said that his Department had immediately decided to correct the mistakes that it had given to this House in debate and in parliamentary questions, but he has just confirmed to me in a written answer at 3.11 pm that, in fact, the Foreign Secretary knew about it as early as 28 June. Why did it take nearly a month to come to this House with the correct information?

No, I will not. I will finish my point. Occasionally mistakes are made, and we put our hands up and say that they have been made. I am sorry that there was a delay. At the time, I think we were in the middle of the Brexit piece as well. As soon as we realised that one error was made, we did an investigation and found that, out of almost 100 parliamentary questions answered, there was one clerical error, which continued on; I think there was a handful of them.

I will not because I want to mention the right hon. Member for Leicester East (Keith Vaz), who made some important points about the conflict being a forgotten war. Today’s debate is doing well to ensure that we have not forgotten about it here. He mentioned the urgency of a ceasefire, which gives me licence to talk about the pending UN Security Council resolution—it has not yet been completely written, but is in the process of being written. It is based on the road map, which was discussed on 19 December, and includes seven steps. I will elaborate a little on those steps so that hon. Members can see how complicated it is to get a consensus on them.

The measures include: the sequence of security steps for the withdrawal of equipment; the agreed roles and appointments of who is going to run a transition process; the resumption of consultations in accordance with the GCC negotiations, the partnership and peace agreement, and UN Security Council resolution 2216; the additional withdrawals; the signing of a detailed agreement; and a potential donor conference, which we need a commitment for. All that leads up to an electoral road map. That is complicated business, and that is why a UN Security Council resolution is not going to be a draft coming straight out, because that one is out of date.

In the last two minutes I have, I wanted to make a point to my hon. Friend the Member for Beckenham, who raised an issue that was mentioned at FCO questions on Tuesday. The fundamental backdrop to this issue is, in essence, a cold war that exists between the Sunni and Shi’ite leaderships. We need to solve that; we need to try to move forward from it. There is actually—technically, theologically—no doctrinal difference between the two faiths. They both believe in the centrality of the Prophet Mohammed; it all actually goes down to the difference in succession in 632—was the successor Ali, the son-in-law and cousin, or was it Abu Bakr, the father-in-law? Since then, there have been varying tensions throughout Islamic history, and peace and prosperity might improve if the two faiths could actually reconcile their political differences. That is at the core of a lot of the challenges we find in the middle east.

Time prevents me from being able to respond to other contributions, although I will do my best, as I have in the past, to write to Members. I will end by clarifying—

I will give way, unless I can answer the hon. Gentleman’s question, as I think I am about to, by talking about when we feel it would be inappropriate to have faith any longer in the Saudi system.

The Government are not opposing calls for an international independent investigation, but, first and foremost, we want the Saudis to investigate allegations of breaches of international humanitarian law attributed to them, and we want their investigations to be thorough and conclusive. The Saudis have the best insight into their own military procedures, and will be able to conduct the most thorough and conclusive investigations. That will also allow the country really to understand what went wrong and to apply the lessons in the best possible way.

That is the standard we set ourselves and our allies. For example, when allegations were made against us in Afghanistan and Iraq, we investigated them. When, for example, the US was accused of bombing the Médecins Sans Frontières facility in Kunduz, it investigated that incident and applied the lessons learned to its military procedures to reduce the risk of such things happening again.

Saudi Arabia has publicly stated that it is investigating reports about allegations of violations of IHL and that any lessons learned will be acted on. It is absolutely right that, to date, only 13 have been reported. The machine is slow in putting these things together. The conduct of the investigations is absolutely new, and the Joint Incidents Assessment Team is learning its way. I keep putting pressure on those involved, and I will continue to do so.

To digress, we should remember how long it took for the Chilcot inquiry to come together, and the machine we have in this country is well versed in the legal parameters we have to deal with. For the moment, we need to have faith in Saudi Arabia to say, “Yes, these reports must be forthcoming.” For the moment, I remain with that and confident it can produce these reports.

In conclusion, this has been a very good debate. I thank the Backbench Business Committee. This is not a forgotten crisis, and we remain fully engaged in securing a political solution. We will continue to lead the way in providing humanitarian support. Ultimately, it is for the Yemenis themselves to reach a compromise, and we stand ready to help them.

The humanitarian situation in Yemen is one of the most serious crises in the world. The UN estimates that 19 million people are in need of help. The UK is providing support, and we are spending more than £100 million to provide assistance. We all agree that a political solution is the best way to end this conflict. I met foreign Ministers from Saudi Arabia, Oman, the United Arab Emirates and the United States on 18 December in Riyadh, along with Ismail Ahmed, the UN envoy, to advance the UN road map, which I hope will bring all parties back to the table.

The humanitarian situation in Yemen is deteriorating, and the UN estimates that 80% of the population are in need of humanitarian aid—about 21.2 million Yemenis. According to the Government’s own figures, British aid, although welcome, has reached less than 5% of the people in Yemen who need it—obviously nowhere near enough for a major emergency that is affecting people not only in Yemen, but in my constituency. What plans does the Minister have to increase the number of people in Yemen who can directly benefit from British support?

The hon. Lady raises an important aspect of this very sad conflict: we are denied a political solution, but it is the people of Yemen who are suffering. The cause of the problem is the inability to get aid into the country. The port of Aden is used as a conduit, but the main access to the majority of the country is through the port of Hodeidah, which unfortunately is currently in Houthi hands. The cranes are out of action, but we must ensure that we can gain greater access through. I spoke with Ismail Ahmed about what we can do to repair the cranes so that bigger ships can get in with equipment and support, which can then be distributed across the country.

I wholly endorse the remarks of the hon. Member for Liverpool, Wavertree (Luciana Berger). The UN reports that there might be up to 370,000 starving children in Yemen, so in addition to our own aid what discussions has my hon. Friend had with Saudi Arabia and other Gulf states about providing significant humanitarian aid themselves?

It is fair to say—this is an important question—that while the headlines are about the military campaign Saudi Arabia and other members of the coalition are doing huge amounts to provide support and humanitarian aid for refugees in their countries. This is often done outside the auspices of the United Nations. During the United Nations General Assembly, my right hon. Friend the Secretary of State for International Development held a conference to bring further countries together to support Britain’s work to get aid into and across the country.

I thank the Minister and the Foreign Secretary for their personal efforts in trying to broker a ceasefire. That is the key: we need a ceasefire in the same way as Turkey and Russia managed to achieve one for Syria. Have there been any further discussions with the United States about getting this back on to the agenda of the Security Council? I know that the Foreign Secretary was in America at the end of last week, so was this issue raised? When can we get this back for discussion at the UN?

A later question on the Order Paper focuses on a UN Security Council resolution, but to touch on it now, yes, it is our ambition to gain a resolution along the lines of what the road map sets out. We met on 19 December and confirmed the direction of travel in which we want to go. The right hon. Gentleman will know from his understanding of the country that it is not so simple as suggesting this is all about the Houthis versus President Hadi and forces on his side. The complex tribal structures that are involved require the buy-in of many parts of the country to ensure that the ceasefire and cessation of hostilities can last.

I can confirm that Yusuf bin Alawi, foreign Minister for Oman, was at the discussions on 19 December, along with Adel al-Jubeir, the Foreign Minister for Saudi Arabia, and Abdullah bin Zayed from the United Arab Emirates. These are the key nations providing support, and I pay tribute to the work that Oman has done through its discussions, bringing the Houthis to the table so that we can get something secure for the ceasefire that we are all searching for.

Inaccurate information has been provided to Parliament a number of times on Yemen and Saudi Arabia. The Minister has said previously that he acted immediately. However, a new freedom of information request reveals that not only the Minister but the former Foreign Secretary knew as early as 28 June last year that Parliament had been misled, but this was not corrected until 21 July. Does the Minister believe that the ministerial code was complied with?

I can only guess that the hon. Gentleman’s question relates to the sale of cluster munitions, because he did not explain its context. Last month the Defence Secretary informed the House that the Saudi Government had given assurances that they would no longer use UK-manufactured cluster bombs. Has the Minister received confirmation from the Saudis that they have now disposed of their stocks of those weapons?

They have confirmed that that is their intention, and I hope to be able to ensure that it has actually happened in time for Thursday’s debate. I can go further, and tell the House that, before the Prime Minister’s visit to Manama for the Gulf Cooperation Council conference, I invited all the GCC nations to sign the convention on cluster munitions so that they could join other countries around the world in condemning those horrific weapon systems.

14. Fourteen million people in Yemen, more than half the population, are going hungry today. In the capital, Sana’a, residents have resorted to scavenging the rubbish dumps for scraps of food. What progress is the Minister making towards brokering a ceasefire so that the Yemeni people can get the help they need?

What the hon. Gentleman has said returns us to the original question. It is vital for us to gain full access to Sana’a, but again, unfortunately, that is in the hands of the Houthis. We are unable to utilise the airport, which would be the best way to get aid into the country, because of disagreements that are taking place. The sooner we can get all parties back around the table—including supporters of Saleh—the sooner we can bring about a cessation of hostilities and get that important aid back into the country, including the capital.

Let me begin by saying that I think it fitting for the House to welcome the fact that, whatever else 2016 brought, it was the first year in nearly four decades in which no member of our armed forces was killed in operations. Sadly, however, that is not because we live in a more peaceful world. In Yemen the conflict remains as fierce as ever, and the suffering of its children is worse than ever. As the Minister himself has said, it is the worst crisis in the world. One child is dying every 10 minutes from a lack of food.

I have here a copy of the United Kingdom’s draft United Nations resolution, which could bring an end to that conflict and allow the delivery of humanitarian relief. There is not a single word in that draft resolution with which any reasonable party could possibly disagree. Let me ask the Minister a simple question. Three months after the resolution’s first appearance, why is the UK still sitting on it?

A UN resolution must be drafted in a way that makes it workable. That means that all parties must sign and agree to it, because otherwise it is just a piece of paper. If we are to ensure that the resolution can stand on the basis of what we are saying and can be enforced, the parties must get round the table and bring about a cessation of hostilities. The hon. Lady is right: we work towards the drafts, but we do not implement them until we are sure that the resolutions can work in practice.

I thank the Minister for his answer, but I must tell him that we have heard all this before. I know that the Ministers do not listen to their ambassadors any more nowadays, but this is what our UN ambassador, Matthew Rycroft, said back in November when he was asked what it would take to achieve a permanent ceasefire:

“The UK will continue to support efforts…including through the use—if necessary—of our draft Security Council resolution.”

That was 50 days ago—50 days of continuing fighting—and we are still seeing the same old delaying tactics on the Government’s part. Let me ask the Minister again: when will the Foreign Secretary pull his finger out, present the resolution, and end what even he has acknowledged is a terrible proxy war?

I think the point has been made, Mr Speaker, and I am sorry to test your patience, but it is important to understand that we take the words of, and work with, our ambassadors very seriously indeed. I spoke to Matthew Rycroft only a few days ago. We are the penholders on this matter at the UN Security Council, and I will make sure there is a phone call between him and the hon. Lady. He can explain the processes of the United Nations so that she becomes aware that we will not get a Security Council resolution passed until we get the cessation of hostilities in place.

The Foreign Secretary raised this consular case in November last year, and our high commission in Nicosia is also raising this delicate matter, including in discussions with north Cyprus. We will continue to push to see those guilty of the murder of George Low brought to justice.

I thank the Foreign Office for its hard work in trying to secure justice for both George Low and Ben Barker. Natural justice demands that people should not be able simply to walk away from custody when accused of murder, yet northern Cyprus has allowed this to happen with one of the suspects and it is feared that the second will soon follow. Please can the Minister reassure the victim’s family that every possible effort will be made to persuade northern Cyprus to allow decency to prevail and for these men to face trial?

The House will not be aware of this, but I know my hon. Friend is. It has been a delicate and difficult case and I commend the work he has done, including in working with the families, and I can assure him that the Minister with responsibility for Europe and FCO officials are fully engaged to provide the necessary support to both families. My hon. Friend will realise that because this involves north Cyprus, we cannot speak too widely about what discussions have taken place, but we are working hard to ensure justice is seen to follow.

The Minister is right that this has been a complicated case, but there have been far too many complicated cases involving British nationals in the various different parts of Cyprus. Does he agree that the truth of the matter is that until we get a proper settlement of Cyprus so we no longer have a divided island and a divided city, there will be no long-term justice either for the people of this country in Cyprus or for that matter for the people of Cyprus?

I hope the former Minister for Europe will join me in congratulating the two leaders, who are coming together this week. My right hon. Despite signing the partnership for peace agreement, the Houthis invaded the capital, Sana’a, placed Ministers under house arrest, took over ministerial buildings and committed extra-judicial killings. The Saudi-led military coalition was formed, following the legitimate request from President Hadi as set out in United Nations Security Council 2216. It is in this context that the UK supports the military intervention.

At a time when millions in Yemen are facing starvation, it beggars belief that the Saudi coalition is routinely targeting airstrikes at cattle markets, dairy farms, food factories and other agriculture infrastructure. Can the Minister explain why the coalition is doing that, and why we are supporting it?

We are not supporting them doing that, as the hon. Lady can no doubt imagine. We are working closely with the Saudi Arabians and the coalition to ensure that the protocols and standards that they are using in sustained warfare meet the international standards that we would expect, were we to be involved ourselves. Much of the information that comes from the battlefield is very unclear indeed, but we are enforcing transparency in a way that the Saudi Arabians and many other members of the coalition have never seen before.

My right hon. Friend knows the region well and he is absolutely right. I want to make it clear, however, that the coalition has made errors. It has made mistakes. It has not endured sustained warfare in this manner before, and it is having to meet international standards as never before. It is having to provide reports when it makes mistakes, and it has never done that before. It has no experience of even writing reports. It wants to meet those standards and to work with the international community. We need to ensure that when errors are made, the coalition puts its hand up in the same way that we do and that the Americans did in Afghanistan only a few months ago.

Given that Saudi Arabia has finally admitted to using illegal cluster bombs in Yemen, what consequence or sanction is being planned by the UK Government against Saudi Arabia for that clear breach of international humanitarian law?

If I may attempt to correct the hon. Gentleman, those cluster bombs are not illegal, because Saudi Arabia has not signed up to the convention on cluster munitions. Therefore it is in its right—indeed, any country’s right—to use cluster munitions should it wish. As I mentioned earlier, I have encouraged Saudi Arabia to make sure not only that it has destroyed all the cluster munitions that we sold it in the past, but that it gets rid of its entire arsenal of cluster munitions and signs the convention.

Has the Minister talked to the Saudi coalition about dealing with the long-standing threat from al-Qaeda and the growing threat from Daesh in Yemen, which threatens not just the Gulf but our security at home?

In all our discussions with the Saudi Arabians and other coalitions that are learning how to conduct necessary warfare to the standards that we expect, we sometimes gloss over the fact that the absence of a solution allows the incubation of extremism in the form of Daesh, which is now present in the peninsular, and al-Qaeda. Until very recently, the port of Mukalla was completely run by that extremist operation. From our security perspective, more terrorist attacks are plotted in the peninsular by al-Qaeda than by any of its wings. Yes, it is very important that we work with our coalition friends to ensure that we defeat extremism in Yemen.

May I endeavour to make a better case for Britain’s policy on the Yemen tragedy than the Minister made in his earlier replies? Will he now make clear the value to our security and to our dynamic aerospace industry of our relationship with the Saudis and the Gulf states? Will he also make clear the concern of the UK and the international community at the expansionist and subversive activities of the Iranian regime?

There is nothing in that question with which I would disagree. Saudi Arabia is an important ally in the region. Its security and the region’s security is our security, too, but as the right hon. Gentleman also articulated, Saudi Arabia is unused to conducting such sustained warfare and it needs to learn. We are standing with Saudi Arabia to make sure it is learning lessons and to make sure that we work towards peace in Yemen, for all the reasons that we have discussed in the Chamber today.

Thanks to our historical connections and our shared economic and other interests, which include foreign policy, defence, security, trade and culture, we have exceptionally strong relationships with the Gulf Co-operation Council nations. That was reflected in the warm reception that the Prime Minister received when she attended the GCC summit in November and established a new UK-GCC strategic partnership.

My hon. Friend is absolutely right. One reason why the Chancellor was visiting the region only a couple of weeks ago was to enforce those exact points. I am sure that once the Brexit discussions have moved forward, one of the first areas with which we will consolidate a trade agreement will be the GCC nations.

In December, the Foreign Secretary accused Saudi Arabia of “playing proxy wars” and destabilising the region. Soon afterwards, a spokesman for the Prime Minister said that that was not the Government’s view. Whose view was the Foreign Secretary expressing?

Let me expand that out further to our relationship with the GCC nations. As I said earlier, those countries are advancing, but they are still very new. Saudi Arabia became an independent country in modern terms only in 1932. It is because of our close relationship with those countries in a wide variety of sectors and the trust that we have in them that we are encouraging them to advance in their governance systems.

The diplomatic stature of the GCC has risen significantly in recent years, not least because of the wise guidance of the GCC Secretary-General, Abdullatif al-Zayani, who is a friend of the Minister and of mine. In view of the impasse in the middle east peace process and the GCC’s relationship with the Arab states and Israel, does he believe that the time is now right for the GCC and the Arab states to take some initiative to move the middle east peace process forward?

I know that that is close to my right hon. Friend’s heart, and that he worked very hard on it when he was Minister for the middle east. He is absolutely right that, as the GCC grows in its prowess, strength and authority, it has an important role to play in what is arguably one of the longest-running concerns, which started with the occupation of the occupied territories more than 50 years ago. In the year that we mark the Balfour declaration, I hope that we will also make progress in this area.

Is not one of the biggest challenges facing the GCC countries the conflict in Yemen, where they have in excess of 100,000 troops? They are up against a rebel group that has been involved in extra-judicial killings, that is trying to overthrow the country, and that is involved in torture. The Library briefing notes put the number of child soldiers in the rebel group at 30%. Is that not a disgrace? Is it not the biggest challenge facing the GCC countries, and should we not be supporting them?

I agree that it is one of the biggest challenges for the GCC. We forget that this is its neighbourhood—its backyard. Those countries want regional security in the same way that we do—we want it near where we live, work and want to raise families. Exactly the same applies to the GCC nations, and it is something that I will explore more in the debate on Thursday.

I have said in this House that I personally believe that acts of genocide have taken place, but it is not my view that counts; it is whether we can legally prove that. As we have debated here before, it is important that we collect the evidence. I am sure that the House will be delighted to know—it has been confirmed already— that the Foreign Secretary joined other countries, including Iraq, at the United Nations General Assembly to launch the work to be done to collect the evidence to make sure that we can hold those who have conducted these horrific activities to account.

My hon. and learned Friend asks a very fundamental question, because in a sense there is a cold war feel to the relationship between the Sunnis and the Shi’ites, yet the doctrinal difference is actually almost insignificant. Both agree on the absolute centrality of the Prophet Muhammad, but the big issue is about the succession—whether the successor was Ali, the cousin and son-in-law, or Abu Bakr, the father-in-law. She is absolutely right that if the two sides can be reconciled, prosperity and security will improve, and I hope Britain can have a role to play. [Interruption.]

My hon. Friend is absolutely right. We did not learn the lessons, or the lessons were not learnt, in 2013 when there was a failure to listen to the moderate Sunni voices. That is what allowed Daesh to develop. Extremism is flourishing across north-east Africa and, indeed, the middle east, and will do so unless we engage with those moderates to ensure that they are brought to the table. That is why planning in places such as Mosul and Aleppo needs to be done at once, before the guns fall silent.

Last month, a UK Government spokesperson told Sky News that the Government are

“aware of reports of an alleged airstrike on a school”

in Yemen

“using UK-supplied weapons and are seeking further information regarding the incident.”

Can the Minister update us today on progress on that?

The hon. Lady knows the country very well indeed. Obviously, our relationship has been strained because of the current leadership. I had the pleasure of visiting the country last year. I was very concerned about the delay to the elections, of which my hon. Friend will be aware, and President Kabila not recognising that his time was up. I am pleased that political dialogue has now been developed between the Government and the Opposition, and that we are now on a programme to ensure elections happen in 2017. I will return to the country very soon to make sure that is enforced, and to offer our support and assistance to this important country.

It is an honour to respond to this important debate, Mr Flello. I welcome all the contributions that have been made.

The debate is important because it has allowed Members of Parliament to express their concerns on behalf of constituents and the families of those affected by consular issues. It is important for Members to be able to raise these matters, but also for the Government to explain in more detail what we can do and are doing, as well as touch on the fact that many things are happening behind the scenes that we cannot share.

As many colleagues have outlined, the contact that Britons experiencing difficulties abroad have with the Foreign and Commonwealth Office may be the only time they have a relationship with the FCO, or indeed the Government as such. They want that support, and they want us to get it right and help them. In any typical year, we deal with more than 310,000 calls for assistance, and around 17,000 cases are running. That shows the scale of what Her Majesty’s Government are doing through our posts, embassies and high commissions around the world, as well as in the Foreign Office, of course. I shall spell out consular policy in general terms and the policy on the detention of Britons by other states, and I will look at the two big cases—the Tsege and Ratcliffe cases—in a little more detail. I do, though, recognise that there are many other cases that MPs may want to raise separately outside this debate.

I do not say this defensively, but simply to try to put things in perspective: I ask for a more cautionary tone from some Members. There has been talk of the FCO doing little, not caring, or not being committed, and I take a bit of offence to that, personally. I understand that that sort of thing is sometimes said because these are passionate issues, and MPs want to be seen to be doing all they can to help the family concerned, but I fully reject the idea that the Foreign Office or Her Majesty’s Government are not absolutely committed to helping every single Briton as best we can, often in very difficult circumstances, and to ensuring that justice is done, and that they can return to the UK as quickly as possible.

I shall not dwell on this, because that would not be appropriate, but my approach is shaped by my personal experience dealing with a very difficult consular case involving the killing of my brother in the 2002 Bali bombing. I think of that every time any family member comes to me and says that somebody is missing, hurt or needs to be brought home. I make sure that I and the team I am working with are able to do everything we can, but I ask Members to understand that a phenomenal amount of activity happens behind the scenes that we deliberately cannot talk about. In fact, talking about it openly could affect the agenda and how things are being interpreted in the relevant country, where they will read the headlines about us shouting from afar, as some Members have said. I know of cases that have been delayed by an unhelpful headline, because the country has taken offence at what they have read in the British press as it is reported back.

I appreciate what the Minister is saying, but he has heard the words of Andy Tsege’s family, who have been left behind. I understand the need to keep some things confidential, but surely the family should not be feeling the way that they are; the Minister heard their words expressed very clearly.

I understand what the hon. Lady is saying, and I shall address that specific case, but I should be clear that, in some cases, we are subject to the wishes of what the family want to do. I make an effort to meet the families, either with MPs, by myself or through our consular staff, and they themselves sometimes do not want things being made public—and sometimes I do not have permission to say what I am doing. Many cases have been brought up, particularly the two that we are focusing on, but I do not have permission to share in public what is going on, or to decide what can be said, because that is in the gift of that family, and we must respect their wishes. I ask Members to recognise that as well.

In these cases, we are often dealing with countries where governance, the rule of law and transparency are not at the levels that we in this country enjoy, defend or promote. We did not always have that right in the 800 years of our history; it took us a long time to get where we are today. Many countries are on that learning curve. It is absolutely right that our international development money goes towards helping to improve their justice systems, so that they have better, more transparent processes for dealing with such cases. That is the reality check—the prism through which we must look at these cases—but it should not deter us from ensuring that we work as hard as possible right across the piece to help Britons abroad.

As I say, consular assistance is at the heart of what we do in the Foreign and Commonwealth Office. Our consular staff give advice and practical support to British nationals overseas when things go wrong. That support, I stress, is not a right or an obligation. We do not have a legal duty of care to British nationals abroad, but this Government are proud, as I think successive Governments have been, of the long-standing tradition of offering British nationals the best consular service in the world.

I will not, because I am running out of time. If there is time at the end, I will. Independent customer feedback is overwhelmingly positive and shows that our staff approach their work with care, empathy and professionalism. As I have indicated, the volume, variety and complexity of cases are staggering. In the last financial year alone, our staff overseas dealt with more than 5,000 detentions, 3,600 deaths and nearly 4,000 hospital cases. We increasingly focus our precious resources on those who need it most: the vulnerable. Some things we do not and will not do, as has been implied by hon. Members today: we do not take decisions for people; we do not interfere in another country’s legal or judicial system, although as I said, we try to advance their systems through our other programmes; and we do not seek to get for British people a better deal than the locals get.

It is important that we use consistent criteria in determining how much support we provide in each case. Our job is to ensure that the public pressure in certain cases does not unfairly divert our attention from the large number of cases that never hit the media. While serious cases have been raised today, 13 British nationals face the death penalty throughout the world. There are more than 2,000 British nationals in detention at any one time, the greatest number of whom, about 400, are in the United States.

We have a clear process for engaging with detention cases. Host Governments notify us when a British national is detained, as long as that person agrees. We then make contact or visit the individual, where possible within 24 hours. Our priority is always their welfare—ensuring that they are receiving food, water and medical treatment, and that they have access to legal advice. In the majority of countries, our staff visit people in detention about four times a year. Some prisoners have described our visits as a lifeline; in some cases, they might be the only ones they receive.

Our assistance does not stop there. If British nationals tell us that they have been mistreated or tortured, with their permission, consular staff express our concerns to the authorities and seek an investigation. Where we cannot provide support, we work through others, such as the charity Prisoners Abroad, and they support detainees and their families and help to provide and maintain contact. If there is no family, Prisoners Abroad can help find people a pen pal or send them books to read or study. It can also help with prisoners’ resettlement in the UK after release.

The death penalty was raised by a number of hon. Members. Irrespective of the charges against any British nationals, we do all we can to ensure that the death penalty is not carried out. Indeed, yesterday, the United Nations General Assembly adopted a resolution in favour of a moratorium on the use of the death penalty. We continue to press countries to advance their systems so as to remove the death penalty, as we did in ours.

I turn to the two main cases that have been mentioned; if there is time, I will progress to others. If I do not get a chance to respond now, I will write to hon. Members on the details of the questions they have asked, as I have done after other debates.

Mr Tsege’s case is well known to me, senior colleagues in the Foreign Office and Members in the Chamber. We are committed to offering the best consular support to him and his family. Since he was arrested and taken to Ethiopia in June 2014, we have worked hard to ensure his welfare, and his access to consular and legal advice. We continue to do so. We take every opportunity to raise his case at the very highest levels in Ethiopia. The Ethiopian Government, whose own difficulties have been touched on today, are in no doubt about our concern for Mr Tsege and the priority that we place on ensuring his wellbeing. The Foreign Secretary and his predecessor have both raised Mr Tsege’s case personally with the Ethiopian Government, and our ambassador takes every opportunity to do so. I will visit the country at the end of January, and I will ensure that the mood and tone of this debate, and our important stress on the case of Mr Tsege, is related to the Government.

As a result of our continued high-level engagement, we have ensured that Mr Tsege is no longer in solitary confinement, and we have received a commitment from the highest levels of the Ethiopian Government that he will be given access to a lawyer. Last Thursday, our ambassador visited Mr Tsege, who appeared to be in good health and good spirits, and she was reassured about his welfare. Mention has been made of a private meeting not being allowed to take place, but the standard rules in Ethiopia are that all visits are accompanied. Those rules are followed by Ethiopians themselves.

I understand why some people have called for the UK Government to advocate Mr Tsege’s release, but we believe that calling for his release would not meet with success; just by shouting out, we would not win his release at this stage. Indeed, to do so could put at risk the progress made so far, including on our access to Mr Tsege. Furthermore, as I said at the start, we cannot interfere in the legal systems of other countries. We have, however, lobbied the Ethiopian Government strongly and consistently against the application and use of the death penalty. They can be in no doubt about our position.

On the case of Mrs Nazanin Zaghari-Ratcliffe, as hon. Members are aware, Iran does not recognise dual nationality—that is not the case in the UK; we consider Mrs Zaghari-Ratcliffe to be a British national—and has repeatedly refused permission for visits to her. We have repeatedly requested the Iranian authorities to grant us consular access so that we may be assured of her welfare. The Foreign Secretary, the Prime Minister and I have raised the matter at our respective levels. I also raised it with the Iranian ambassador only a couple of weeks ago, and I have met Richard Ratcliffe, the husband.

Since we were first made aware of Mrs Zaghari-Ratcliffe’s arrest, we have been supporting her family. I have met the family on three occasions to reassure them that we will continue to press the Iranians for greater consular access. We also stand ready to assist, if requested, with the return to the UK of her daughter, who is not, as has been said in the debate, trapped in Iran. The daughter is allowed to return to the UK at any moment; it is a family decision for her to remain in Iran.

I am obliged to give the final minutes to the right hon. Member for Carshalton and Wallington (Tom Brake), who introduced the debate. In conclusion, therefore, I simply say to all hon. Members that we take the issue of those detained overseas very seriously. I pay tribute to the families and loved ones during distressing times, and I thank consular officers who work every day to support British nationals in their most difficult times. I also thank Members of Parliament for the role that they play in bringing aspects of different cases to the fore and in lobbying me personally. I stand ready at any time to meet them, even away from the Foreign Office.

Supporting British nationals in difficulty abroad is an absolute priority for me and for us at the Foreign and Commonwealth Office. We cannot always do as much as families want, but I assure the House that we do everything we can, and we will continue to work tirelessly to protect British nationals’ welfare and to uphold their rights.

I thank all hon. Members who have spoken, and the Leader of the Opposition, the right hon. Member for Islington North (Jeremy Corbyn), for making time to attend the debate. The Minister has heard the consistent and very strong message from all Members today that Andy and Nazanin’s detentions are unacceptable and illegal, and that their trials have been frankly deplorable. He is also getting a consistent and identical message from their families. If I have concern about what he has said, it is that he is hiding behind family confidentiality. He must respect that, of course, but families are asking him to take the action that has been set out in this debate. We must have public, outspoken action now at the highest level, from our Prime Minister, to secure their release. We demand—

Contagion from the worsening crisis in Syria is having a direct effect on its neighbours, particularly in areas adjacent to Lebanon’s eastern border. The UK remains firmly committed to Lebanon’s stability and security. Our support to the Lebanese armed forces (LAF) aims to minimise contagion from the Syrian conflict and combat the spread of Daesh. As part of this commitment, since 2012 the UK has been assisting the LAF, through the rapid land border security assistance project, to establish and mentor the LAF land border regiments (LBRs). Lebanon faces a number of budgetary pressures, including the cost of hosting 1.2 million Syrian refugees, and would be unable to fund the LBRs without UK support. This project is the main pillar of our defence co-operation with Lebanon and our efforts to protect stability in the region. The mission of the LBRs is to observe, identify, deter and deny activities by illegal armed actors in the near border areas, in line with agreed international human rights standards. Between 2012 and 2016, approximately £38 million of conflict pool and conflict security and stability funds were allocated to provide observation, protection, mobility and communications equipment to 1st, 2nd, and 3rd LBRs, and to establish key elements of a 4th LBR, as well as a programme of training and mentoring.

The command element of the 4th LBR has been established, and is preparing its deployment plan to cover the remaining 25% of the borders with Syria, from Arsal to Masnaa. Recent Daesh actions in the Arsal area pose a threat to UK and Lebanese security, and make it imperative that the LAF completes the expansion of the LBRs southwards. This is part of an overall strategy to bring the entire eastern border with Syria back under the authority of the state.

We intend to provide a package of £4,867,665.18 of observation and operating equipment for the continued development of the 4th LBR of the Lebanese armed forces. It will be funded by the Government’s conflict, security and stability fund. The equipment has been assessed under the consolidated EU and national arms export licensing criteria. There are no objections to the release of these items to the LAF.

The proposed provision of equipment has been scrutinised and approved by a senior, cross-Whitehall conflict, stability and security fund (CSSF) approval board, which has confirmed that it is in line with the Government’s strategic objectives. FCO officials have also assessed the project for human rights risks, using the overseas security and justice assistance guidelines established by the former Foreign Secretary in 2011. They concluded that the risk of human rights violations arising from the project’s delivery could be successfully mitigated.

If, during the period of four parliamentary sitting days beginning on the date on which this statement was made before the House of Commons, a Member signifies an objection by giving notice of a parliamentary question or a motion relating to the minute, or by otherwise raising the matter in the House, final approval will be withheld pending an examination of the objection.

My hon. Friend makes a powerful point that, in many ways, echoes what was said earlier about the importance of allowing aid workers and independent people into the area to bear witness to what is going on.

Secondly, once the fighting in Aleppo has ended—an end might well come very soon—how will we get humanitarian relief to the citizens still in eastern Aleppo and to those who have fled elsewhere, particularly as the temperatures begin to plummet and the need for shelter and blankets becomes as great as the need for food, water and medical supplies? As I have said, there is also a need for witnesses to the aftermath. If Russia and Assad continue to block road convoys into the area, surely the Government must finally accept that we have reached the point of last resort—that point at which the previous Foreign Secretary promised that airdrops would be used. If we fear that manned flights might be too dangerous, as does the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East (Mr Ellwood)—

As the Foreign Secretary made clear during his trip to the region this weekend, Britain supports the Saudi-led campaign to restore the legitimate Government in Yemen. Ultimately, a political solution is the best way to bring long-term stability to Yemen and end the conflict.

We continue to have deep concern for the suffering of the people of Yemen, which is why making progress on peace talks is the top priority. As with all negotiations of this kind, they will not be quick or indeed easy, and a lot of tough discussions will need to be had. The United Nations has drawn up a road map for ending the conflict, which outlines the security and political steps the parties must take. The UK is playing a central role in this process.

The Foreign Secretary hosted the last meeting of the Quad, comprising Saudi Arabia, United Arab Emirates, the United States and the United Kingdom, which UN Special Envoy Ismail Ahmed attended, in London on 16 October. In addition, I travelled to Riyadh on 20 November to discuss the road map with President Hadi and to seek ways to find a political solution to the conflict. Most recently, the Prime Minister and Foreign Secretary raised the issue of Yemen during their visits to the region, and I met Vice-President General Ali Mohsen on Saturday during the Manama dialogue.

As the House will be aware, Yemen is one of the most serious humanitarian crises in the world. So, in addition to our considerable diplomatic efforts to try and bring an end to the conflict, the UK is the fourth-largest donor to Yemen, committing £100 million to Yemen for 2016-17. UK aid is already making a difference there; last year we helped more than 1.3 million Yemenis with food, medical supplies, water and emergency shelter.

The situation in Yemen is indeed grave, which is why we are debating this matter today. There are now plans for the Quad to meet in the very near future, so that we can move this very important process forward.

I appreciate the great pithiness of the right hon. Member for Leicester East (Keith Vaz) in referring to the urgent question of which he had given the Minister advance notice, but in the name of transparency and for the benefit of those attending to our proceedings from outside the Chamber, I should advise that the question is “To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement to clarify the United Kingdom’s policy on the conflict in Yemen.”

I am grateful to you for granting this urgent question, Mr Speaker, and to the Minister for his answer.

Until now, our foreign policy objectives in Yemen have been crystal clear: pursuing a cessation of hostilities and backing a UN mandated intervention. Last week, the Foreign Secretary was absolutely right to speak of his profound concern for the Yemeni people and correct to say that this conflict could not be solved by force alone. However, his words also revealed an inconsistency in our foreign policy, which if not addressed immediately, threatens to wreck everything that we are trying to accomplish.

Will the Minister please confirm that we would never be involved in any puppeteering or proxy wars anywhere in the world, including in Yemen? Our influence and credibility as an honest broker is now being seriously questioned. We criticised Russia’s bombing of Aleppo; the Russians accuse us of supporting the same thing in Yemen.

Further to the Minister’s reply, can he clarify that our objective is an immediate ceasefire, and can he lay out the detail of how we will get to that position? As the Foreign Secretary has said, we hold the pens on Yemen at the United Nations. There is already a draft Security Council resolution calling for an immediate ceasefire, resumption of peace talks and humanitarian access. Where is that resolution now? Will it be tabled before the Security Council before the end of the year? We must not fiddle as Yemen burns. On Saturday, Islamic State bombed a military camp in Aden, killing 35 soldiers. The UN humanitarian co-ordinator, Stephen O’Brien, calls Yemen a “man-made brutal humanitarian disaster”, with four fifths of the population in desperate need of emergency aid.

On Wednesday, the House, including the Minister, will show its support for the incredible work of the humanitarian agencies at “Yemen Day”. Today, the Disasters Emergency Committee announced a long overdue emergency appeal, but if the fighting does not stop that will not be enough. The Government must speak with one voice and with one aim for Yemen, and that should be an immediate ceasefire. Anything else only plays into the hands of terrorist organisations, damages our diplomacy and increases the suffering of the Yemeni people.

I pay tribute to the right hon. Gentleman for his continuing work and interest in Yemen and for bringing it to the attention of the House. I can confirm that we remain resolute in working toward a cessation of hostilities, developing confidence-building measures, working with the United Nations and supporting the UN envoy. I absolutely agree that we will not win by military means alone; we need a long-term political solution for a country that, as he knows, has been fragmented since its beginning.

The right hon. Gentleman is right that as well as a permanent member of the UN Security Council, we are the UN penholder and therefore take a lead on these matters. Humanitarian access is vital. I made it clear that we are investing more funds to support the UN agencies and others. The UN Security Council resolution is being discussed in New York as we speak, and as I mentioned, the Quad meeting that will take these matters further takes place in the very near future.

The right hon. Gentleman touched on a comparison between Yemen and Syria. President Hadi and the coalition that has been created to support him has the backing of the United Nations through resolution 2216, so there is a legitimate call to support President Hadi and the work he has done. Without that, the Houthi advance would have pushed much further, through the capital and down to the port of Aden, and we would have had a full-scale civil war. In contrast, there is no UN resolution to support Russia’s involvement in Syria. The Russians are supporting a brutal regime, which has used chemical weapons and barrel bombs against its own people; they have compounded the situation. The two are not comparable in any way.

Britain remains resolute in its support for President Hadi and for the United Nations and its envoy in bringing the necessary stakeholders back to the table. I hope that we will see some developments in the very near future.

Given that I have only just come down from the Joint Committee on the National Security Strategy, I thank you for calling me, Mr Speaker.

May I ask my hon. Friend the Minister not only to work hard to get the macro-deal on a ceasefire between the competing parties at the top level, but to make sure that the work of all the international agencies is engaged with all the subsidiary interests in Yemen—a nation of enormous complexity? We must not just get a political track at the top level and ignore all the consequences that may flow regionally and more locally in Yemen.

My hon. Friend is right to point to the complexities of Yemen and what is going on there. On the face of it, the Houthis are against President Hadi, but as those who have visited or are familiar with the country will know, there is a complex network of tribal loyalties which are not necessarily supportive of any circumstance at the time, and those loyalties move depending on movements of funds, weapons, interests and so forth. It is a very complicated situation.

The right hon. Member for Leicester East (Keith Vaz), who raised the urgent question, spoke of the attack at the weekend. Reports suggest Daesh was responsible for it, although we still await confirmation. That shows how al-Qaeda, which is firmly based in the peninsula, and, indeed, Daesh, are taking advantage of the vacuum created by the absence of governance. That is all the more reason why we are encouraging the necessary stakeholders to come to the table.

My hon. Friend the Member for Reigate (Crispin Blunt) is right to say co-ordination of humanitarian aid is needed. The port of Hudaydah is currently under Houthi control, and until we can open it up, ships with humanitarian aid will continue to queue up and be unable to get in to provide that important aid for the rest of the country.

Thank you, Mr Speaker, for calling me in the circumstances. I also thank my right hon. Friend the Member for Leicester East (Keith Vaz) for securing the urgent question. The authority and passion he brings to the issue of Yemen is without equal in this House. For the last year and a half my right hon. Friend has been consistent and principled in his advice. Let us be clear that the difference between that and what we have heard this week from the Government could not be more stark. On Yemen, there is no consistency and no principle.

Last Thursday, we heard the Foreign Secretary say that Saudi Arabia was fighting proxy wars in countries like Yemen, and we know the consequences all too well: thousands of civilians killed, the country’s agricultural infrastructure destroyed, millions of Yemeni children facing starvation. Let us be clear: the Foreign Secretary was absolutely right on this, and we say, “Good for you, Boris.” Yet he has still been slapped down by Downing Street and forced to go to Riyadh to “clarify his remarks”—and he has sent his junior Minister here today to support Saudi Arabia’s actions to the hilt. It seems that he will not support our calls for an independent UN investigation into Saudi Arabia’s alleged war crimes, and he will continue selling it arms to prosecute its proxy wars. There is no consistency, there is no principle, there is just more shabby hypocrisy.

There are many questions I would like to ask the Minister today, but let me just ask one. It is the same question asked of him by my right hon. Friend the Member for Leicester East, and he has not had an answer, so I will ask it again. For two months now the UN Security Council has been waiting for the United Kingdom to present its proposed resolution to effect a ceasefire in Yemen to allow access for humanitarian relief. For two months, a draft resolution has been in circulation, so let me ask the Minister again: why has the resolution not been presented and who is holding it up, because the people of Yemen cannot afford any more delay?

I am not sure where to start. I will focus on the serious questions the hon. Lady poses rather than the political point-scoring she tries to involve in all these things, which I am afraid means I take on board less and less the points she actually made. Because she has obviously run out of questions to ask this week, she is regurgitating last week’s questions, instead of focusing on what is needed today.

If the hon. Lady holds on to her seat, I will answer all the questions—not just one question, but all the questions.

First, the Foreign Secretary made it clear—the hon. Lady should read the full passage of what he was saying—that there are concerns about the leadership needed in Syria, Yemen and elsewhere, and that needs to be pushed forward; we need strong leadership in those places. As I said to the right hon. Member for Leicester East, the UN Security Council resolution is being discussed, but the hon. Lady should be aware of the details of how they are put together: we do not simply do it as a paper exercise; we do it by ensuring the work has been done to make sure it can stand. If the homework has not been done to make sure that the stakeholders are supportive of the resolution, what is the point of having the resolution anyway, other than to pat ourselves on the back and make ourselves look good? That may be good enough for the Labour party but it is certainly not good enough for the Government.

The hon. Lady did not mention the challenges we face with the Houthis themselves. I do not dispute that this has been a difficult campaign for the coalition. It has been new to conducting sustained warfare and has had to learn very difficult lessons in how to do that, governed by 21st-century rules. However, I make it clear that the Houthis are causing huge problems in that country. That needs to be acknowledged by this House as well. They have committed extrajudicial killings, unlawful arrests, detentions, abductions, enforced disappearances and the shelling of civilians in places such as Taiz. Landmines have also been used. Those are all things that have prolonged this conflict; the Houthis have not been brought to the table. What is required now is for all sides to work with the Quad and the UN to ensure that we can get the necessary ceasefire in place, which will lead us to the UN resolution that the hon. Lady is calling for.

The President is the legitimate leader of the country at the moment and we have to work with the stakeholders that he is representing to ensure that the road map is compatible with the needs and support of the people he represents. That is why we have had long discussions with him and the vice-president to ensure that we can bring them to the table. I take this opportunity to thank the Omanis, who have played such an important role in bringing the Houthis forward so that they can accept a long-term deal to take us away from military action to a political dialogue.

It is regrettable that the humanitarian situation has worsened to such an extent that the Disasters Emergency Committee has had to launch an appeal. We hope that it will be widely supported so that the people of Yemen do not, as has been predicted, literally run out of food in the coming months.

What more will the Government do to co-ordinate with the DEC and responders on the ground on the humanitarian response? What steps are the Government taking to ensure that that humanitarian response is not undermined by their continued laissez-faire attitude to the behaviour of Saudi Arabia? Calls for arms sales are only getting louder. Although we keep hearing that UK military officials are not carrying out strikes and are not directing operations, it begs the question, what are they doing on the ground to ensure that the coalition respects international humanitarian law? We hear so much about the Government’s positive relationship with Saudi Arabia, although it not clear whether that extends to the Foreign Secretary, but what good is that relationship if the Government cannot or will not use their influence to prevent the killing and starvation of innocent civilians?

Perhaps I can start with the hon. Gentleman’s last point. I would be happy to present to him the speeches that the Foreign Secretary made during the Manama dialogue, which confirmed not only our important working relationship with our close ally Saudi Arabia, but the frank conversations we have with that country and the work we do in stopping terrorist attacks from taking place. The hon. Gentleman could then become familiar with why that relationship is important. If we broke that relationship, the Gulf and, one could argue, the region and the UK could easily become a more dangerous place. That is not something he would advocate.

The hon. Gentleman speaks about the war itself. He has made the point in the Chamber before—he has been consistent on this—about concerns over the errors that have been made. I share those concerns. Forgive me; I did not respond to the point that was made earlier about the call for an independent investigation into the incidents that have taken place, but I have made it clear that I will support the call for a UN independent investigation if it is deemed that the reports—[Interruption.] Would the hon. Member for Islington South and Finsbury (Emily Thornberry) let me finish the point? If it is deemed that the reports that are coming forward—that is the way any country conducting sustained warfare operates—are not worthy, we will call for an independent investigation, but that is the process that we follow, that the United States is following right now on incidents that have taken place in Afghanistan, and indeed that Saudi Arabia follows: they conduct their own investigations. If those investigations are found wanting, I will support a UN independent investigation.

May I ask my hon. Friend what chance he would give President Hadi if Saudi Arabia were to withdraw from its engagement—a proper engagement under UN resolutions—in Yemen?

My hon. Friend is right in implying that, were President Hadi not to receive the legitimate support through UN Security Council resolution 2216, the country would be in full-scale civil war. The complete breakdown in governance would provide incubation for organisations such as Daesh, al-Nusra and al-Qaeda. That would spill out way beyond the peninsula into the region. That is not something that we would want to contest. It is right that the coalition was formed and it is why we support the coalition. However, we absolutely share the concerns raised in the House that the conduct of that war needs to be scrutinised very carefully indeed.

On Saturday, Liverpool Friends of Yemen held our fourth monthly vigil in solidarity with the people of Yemen and for peace in that country. I have spoken to the Yemeni diaspora in Liverpool and their very clear message is that they fear for the lives of people back home. This is a country on the edge of famine. May I urge the Government—it is good to see the Minister of State, Department for International Development, the hon. Member for Penrith and The Border (Rory Stewart), present—to ensure that we do everything we can as a country to relieve the humanitarian crisis in Yemen? And when will we support an independent UN inquiry into alleged violations on both sides of the conflict?

On the hon. Gentleman’s last point, we will not support an independent report until we allow the Saudi Arabians to do their reports. That is the process that we face. They have never actually undertaken such publications and reports, so they are having to learn themselves. As we know, it is a conservative country that is unused to the limelight that is now being thrown on it. They must act responsibly, respectfully and transparently, as we would in the same situation.

On humanitarian aid, the hon. Gentleman is absolutely right. This House and this country can be proud of the work that we are doing, not just here but right across the piece. He is right to say that the DFID Minister and, indeed, the Secretary of State for International Development are very much engaged with that. At the UN General Assembly in September, it was us who held a donors conference to encourage other countries to match our funding so that we can provide support to the people of Yemen. However, it is not a lack of funds or equipment that is the problem—

Charity agencies report that it is very difficult both to get into Yemen and, once there, to get aid out, because of all the bureaucratic challenges, arrests of charity workers, suspensions of programmes and difficulties in obtaining new programmes. Will my hon. Friend bring that up directly with all parties in the conflict, as it is the charity sector that is doing much of the delivery and it should be allowed to have rapid and unimpeded humanitarian access throughout the country?

I think that that is the point that everybody is most concerned about. Although it can take time for both parties to come to the table and work out the details, there is a sense of urgency in making sure that the humanitarian aid can get in as early as possible. That will be the focus of the next Quad meeting. Yes, we want parties to come together, but we immediately need access routes. We need the port to be opened fully so that container ships can go in and equipment can be distributed right across the country, not just through the port of Aden, which is how the material currently goes in.

Now that the Foreign Secretary is encouraging transparency and honesty in foreign affairs policy, does the Minister accept that, by signing up to the convention on cluster munitions, the UK is taking a stance that cluster munitions are always in violation of international humanitarian law owing to their indiscriminate and disproportionate nature? If so, arguing that the Saudi use of them is legitimate, as the Minister does, is completely contradictory and in violation of the convention, which states that the UK should always encourage Saudi Arabia not to use them. Why are the UK Government adopting that position?

To be clear, it is against international law only if the country has signed the convention, and there are countries across the world that have yet to do so. We have signed it and it is our policy to encourage others to do so. I had a meeting last Sunday with all the Foreign Ministers of the Gulf Co-operation Council nations, and I formally invited every single one of the Gulf countries to consider signing the convention. I hope that we will be able to move forward on this.

I welcome the fact that the UK has doubled its humanitarian commitment to Yemen to £85 million. Does my hon. Friend believe that the UN General Assembly can be of more help in actively resolving the situation?

If I understand my hon. Friend’s question correctly, she is asking about the General Assembly, as opposed to the UN Security Council, in which case there is no veto. In this arena, it is not so much about the challenge that we face from other permanent members in getting a UN resolution through. If we are going to draft a UN resolution, the important thing is that it needs to work; otherwise, it is simply a paper exercise. That is the homework that our head of mission is currently undertaking with other nations, to make sure that what we write on paper will lead to the cessation of hostilities, confidence-building measures and access to humanitarian aid, which are important; otherwise, it is not worth writing a UN Security Council resolution.

What representations have Her Majesty’s Government made to the Iranian Government about stopping the flow of arms to the Houthis? At the same time, what representations have been made to facilitate with the Iranians the opening of the ports so that much-needed aid can get through to the Yemenis who are suffering in this civil war?

The hon. Gentleman raises an important point: what is Iran’s involvement in Yemen? Is it helpful or is it hindering events? The Prime Minister made it clear that Iran can play a more constructive role in ensuring that weapons systems are not entering the country, that the Houthis are encouraged to come to the table, that the Red sea remains free of ships that may want to arm the Houthis, and that the port is opened. Those are the messages that we are asking Iran to recognise.

There is no doubt that the conflict in Yemen is a war of proxies, and the Foreign Secretary was absolutely right to criticise Saudi Arabia in the way that he did. However, there had been no mention of Iran until the previous question. The United Kingdom must take some responsibility for the continuing and escalating violence in Yemen, because if we had not agreed to the nuclear deal, the billions of pounds of resources would not have been able to enter this conflict and others in Syria, Lebanon and other parts of the middle east.

The signing of the joint comprehensive plan of action represents an opportunity for Iran to take a more responsible role on the international stage. We know that it has an influence from Baghdad to Damascus to Beirut and, indeed, to Sana’a. We want Iran to step forward and recognise that it is in the region’s interests for it to be more secure and more prosperous. It should elevate itself and rejoin the international community, not continue to hinder the peace process right across the region.

What is particularly pernicious about the use of cluster munitions is that many of the bomblets lie around for a long time, effectively creating minefields where many thousands of innocent civilians, including children, are killed. I am therefore slightly confused by the Government’s position. The Under-Secretary of State for Defence, the hon. Member for West Worcestershire (Harriett Baldwin), who is fortunately still here, said in Defence questions earlier that the matter had been raised with the Saudis, but this Minister seemed to indicate just now that he does not oppose the Saudis’ use of cluster munitions. Surely we are opposed to their using such munitions and surely the Minister will be happy to condemn it from the Dispatch Box.

I think the hon. Gentleman is trying to put words in my mouth. I made it very clear that our policy is to discourage the use of cluster munitions across the world and to encourage people to sign up to and support the convention. In fact, I think I said in my answer that I absolutely condemn the use of cluster munitions. As he said, they are a legacy that lie around on the battlefield long after it has turned back into a civilian arena, and that is why they cause damage. That is why we signed this important convention and why I have invited all Gulf Co-operation Council nations to support its signing.

We need a collective approach to ensure that stakeholders are supported in coming to the table to discuss not only Yemen but stabilisation, which applies to Iraq, Yemen and Syria. That is where the Gulf nations have a responsibility not only to support legitimate governance, but to take an interest in and commit to stabilisation, post-conflict planning and peacekeeping resolutions after the guns fall silent.

The first 1,000 days of a child’s life are vital in their lifelong development. Not only are Yemeni children’s basic human rights not being met now in this awful conflict, but they will not have a chance even when the conflict ends. What are the Government doing to ensure that Yemeni children have access to vital nutritious food for the duration of the conflict?

The hon. Lady is right; the travesty is that the length of this conflict is denying a generation, in terms not only of health but education. This is the generation that needs to rebuild the country in the longer term, which is why, as the Minister of State, Department for International Development, my hon. Friend the Member for Penrith and The Border (Rory Stewart), has confirmed, we are working with UNICEF specifically to make sure that we can provide the necessary nutritional meals to support those infants in the important years in the first 1,000 days of their lives.

Let me congratulate the right hon. Member for Leicester East (Keith Vaz), who asked the urgent question, as I believe the whole House would recognise that he has almost single-handedly kept the issue of Yemen before this House. May I say to the shadow Minister that it was not right to make party political points on Yemen? May I ask our excellent Minister, who has a lot of knowledge of this issue, whether I am right in thinking that the humanitarian aid problem is not the amount—the money for it—but the fact that we cannot get it through? If that is the case, how can we try to open up the blockage?

I am grateful for my hon. Friend’s comments. He is right to point out the difficulties in getting access to these areas. There are a series of checkpoints on roads which mean that humanitarian aid is denied. There are non-governmental organisations and commercial organisations—we are not forgetting those—that do have access in some cases, but some of the aid is taken away as a punishment or penalty, or as the cost of getting into the country. The port is not running properly; the cranes are not working—not one of the old cranes is working there. If we get them working, we will be able suddenly to increase tenfold the aid that can get into the country.

The answer to the right hon. Gentleman is twofold. If what he wants is personal reassurance, I suggest that his appropriate recourse is to sidle up to the junior Minister and ask to have a cup of tea with him. Secondly, if he is concerned for the benefit of the House as a whole and he wants something formally on the record—as a former Deputy Leader of the House, I doubt he particularly needs my advice, but I will proffer it—he should table a written question on this substantive point upon which he requires clarification, and I think he will probably find his salvation coming pretty soon.

I am delighted to be introduced in that manner, Mr Owen. It is a pleasure to respond to this important debate, which reminds me and I think all of us of where we started our own journeys in politics and the fact that we punctured through the veneer of the perception of what it is like to dare to be a politician in this country. We do need a thick skin and to be able to weather the storms of the Chamber or indeed Westminster Hall and, sometimes, the exposure, the intrusion into our private lives and so on.

Every time there is another story—however interesting or appropriate it might be—that somehow has a go at a politician or a Minister, it sends a more negative message to someone else who might be considering saying, “Actually, I’d like to stand in politics, but boy I don’t really want to enter that world.” We have to bear in mind the atmosphere that we create if we want other people who are watching this to be able to be encouraged to say, “Yes, I am happy to step forward into that exposure in order to participate in democracy” at arguably the mother of all Parliaments. That is important to Britain.

As a Minister in the Foreign Office, I spend a lot of my time going around the world underlining the importance of the rule of law, democratic values and human rights. We have 800 years of experience of that ourselves and we cannot expect others to change. However, we in this country must endeavour to underline the standards that we aspire to be achieved in other countries. It is therefore a real pleasure to respond to the debate.

How do we galvanise and inject that seed of aspiration so that people do not necessarily stand in politics but participate in the political debate, which is just as important? I remember that when I was growing up, my school had an opportunity to participate in the UN youth assembly, which was a fantastic introduction for us. It armed us with more knowledge and experience of how decision making took place, which is crucial. I am sure all of us as MPs have visited schools in our constituencies to encourage students to participate in mock elections during the election season, and indeed once they become 18, too. It is tough.

The latest figures I see from Ipsos MORI show that time is arguably better spent targeting over-65s, of whom 78% are likely to vote, than 18 to 24-year-olds, of whom less than half are likely to vote. It is therefore beholden on us to try to change that, to get those youngsters, who are the future—they are the ones who hopefully will step into our shoes—to be involved and understand. Unfortunately, the challenge is that there are a lot of distractions, particularly with the internet and so on. People sometimes do not engage with the electoral process until they start paying taxes and being more affected by policy. We need to make sure that we burst that perception, and ingratiate ourselves and engage with young people to tell them to participate, have a view, share that view and influence decision makers.

I appreciate that this is not the tone of the debate, but I am sure the Minister did not mean to say that young people are too distracted by the internet to take part in politics. I am sure what he meant to say was that young people’s attention might be elsewhere—which is the same for adults. It is not only young people who sometimes look at other things. I do not think it is right for the Minister to say that young people are too distracted by the internet to take part in politics.

No, I did not say that, but I am happy to clarify: the internet and other things that youngsters have nowadays can be, and are, distracting. It is the same for adults as well; there is a lot going on in our lives. We have a duty to make the importance of politics relevant. I hope that clarifies the point that I think the hon. Lady misunderstood.

Focusing on the work of the United Nations is important. Stepping aside from the work that we are doing in this country, we have to make decisions here about our place in the world and where we want to be. That is all part of the political mix, and it is where the public have a chance to influence us, such as in decisions on how much we spend on defence, on the environment or on international aid.

At the local level, age does not matter. People are affected by the character of their communities. It is critical to participate in local debates, whether or not people are old enough to vote. Again, it is important for us to not be distracted by the figures but to see them as a target, and to say, “Let’s change this; let’s engage with the youth and with schools in ways that we have perhaps not done before”.

The debate has certainly drawn attention to the hugely important development of democracy, not just in this country but beyond our shores. The facts are simple: more than half of the world’s population is under 30, yet they provide less than 2% of the world’s elected politicians. That matters, because young people are the future. Each generation brings fresh priorities, different perspectives and creative ideas. A representative democracy can only fully serve the needs of its people when it is truly representative of all of them.

While the situation is easy to describe, as has happened in the debate, the causes and remedies are much more complicated. Young people are less likely to vote and participate in the political process generally, possibly due to the perception that politics is run by an older generation that does not pay sufficient attention to the needs and interests of the young. If there were more young role models in politics, I believe that more people would follow their lead. We welcome the valuable perspective that the hon. Member for West Aberdeenshire and Kincardine (Stuart Blair Donaldson) brings to this debate and the encouraging of greater participation.

Strong external factors can discourage young people from participating in formal politics, such as the disparity that exists in several countries between the age at which people can vote and the age at which they can stand for office, which the hon. Gentleman mentioned. Another barrier has been the failure of political parties to promote enough younger people. Our selection processes all too frequently seek political experience, often at local or regional level, or long-held party membership, before candidates are selected. We perhaps need to update those views. That was reflected in the Richmond Park by-election, although not by my party. The hon. Member for Richmond Park (Sarah Olney) was expedited to become a candidate after a short membership of her party and actually won the election. That shows that the electorate are happy to consider somebody who has not been a party member for goodness knows how many years before having the right to stand as a candidate.

Supporting and promoting human rights, democracy and accountable institutions are key elements of our work at the Foreign and Commonwealth Office. Vibrant, effective and accountable democracies are more likely to create the stable, peaceful and prosperous societies that we seek, and they tend to make for more reliable international partners.

Young people sometimes have to overcome centuries of social stereotyping that can confuse age with qualification. The fact that so much of the planet’s next generation remain so peripheral to representative politics across the globe is certainly worrying for the future of representative democracy, so it is right that we should look at the whole range of ways of encouraging people to participate in politics—particularly the young. The hon. Member for West Aberdeenshire and Kincardine is right to draw the House’s attention to the UN’s Not Too Young to Run campaign, which began on 22 November and aims to raise awareness around the world about the barriers to young people’s participation in public office.

I appreciate the Minister’s response. As a Foreign Office Minister, will he tell us what the UK Government are doing in other areas around the world to promote participation, not only among youth but among genders and minorities to increase participation in politics?

I will certainly come to that in the short time available; I will also write to the hon. Gentleman with more details, if I may. Perhaps after the debate he can tell me which areas he means. We have specific programmes tailored to certain countries in different parts of Africa, which are nuanced to reflect what is actually happening on the ground. Our Westminster Foundation for Democracy and the British Council are engaged on that, and a lot of work that the Department for International Development does through NGOs is directly connected to trying to get greater engagement and greater accountability, which helps to challenge corruption and all of the other issues as well. That is at the heart of what the Foreign Office is trying to do.

Returning to the United Nations’ efforts, the campaign aims to gather ideas for the promotion and expansion of opportunities for young people to stand for public office and to inspire them by showcasing young elected leaders. The campaign fits into a range of existing work by countries across the world to try to increase young people’s participation. I mentioned the work of the Westminster Foundation for Democracy. Educating the next generation about the political process and nurturing their interest is the essential first step. That is why the foundation runs programmes to promote youth participation in politics, including youth networks for political parties in the Caribbean and eastern Europe, with the aim of encouraging young people to engage in political life and become candidates for office.

In Africa, for example, the Nigerian group, the Youth Initiative for Advocacy, Growth & Advancement, which was an inspiration for the Not Too Young To Run campaign, is pursuing projects that support young people’s political participation not only in Nigeria but in other parts of Africa as well. It is also planning to work further afield in east Africa, moving across to Jordan, Lebanon and Morocco, too.

I am delighted that we are able to focus on this issue. It is something that I do not think we spend enough time on in Parliament. We all get elected, we come here, we pat ourselves on the back and then we focus on the big policy issues, but talking about wider participation in democracy is absolutely key. I very much commend the United Nations’ campaign. It is something that is at the core of what the Foreign Office is trying to do, as I said.

On every visit and in all of our engagement with members of Governments, the international, outward-looking Departments—from the Department for International Trade to DFID to the Foreign Office—look to inspire and to make sure that we engage the younger population so that they are involved. When they are not involved and governance is absent, and when there is a vacuum of inclusion, youngsters can be attracted, in the worst case, to forms of extremism, to violence, to crime and so forth. Engagement is critical from an early age. Schools, communities, families, Governments and international organisations such as the United Nations all have a role to play.

In conclusion, I congratulate the hon. Member for West Aberdeenshire and Kincardine on drawing the issue to the attention of the House. I hope I can sum up its importance by quoting the Westminster Foundation for Democracy, which has been mentioned a few times in the debate:

“Young people need democracy—and democracy needs young people”.

We are appalled by the entirely preventable humanitarian catastrophe now taking place in eastern Aleppo and across other besieged areas in Syria. The UN Under-Secretary General, Stephen O’Brien, has described what is happening in Aleppo as an “annihilation”. Over the weekend, Syrian regime forces captured several opposition-held districts of Aleppo, potentially bisecting the besieged eastern part of the city, and there are reports of further advances today.

The regime’s two-week assault on Aleppo has been backed predominantly by Iranian and Shia militias. There have been unconfirmed reports of Russian airstrikes, but our understanding is that since airstrikes resumed a fortnight ago, the vast majority have been by the regime. During that time, hundreds have been killed and thousands more have been forced to flee. The last functioning hospital was put out of action on 19 November. Humanitarian access has been deliberately blocked by the regime and its allies for over four months now, leading to the 275,000 civilians in eastern Aleppo facing imminent starvation. Across the rest of Syria, there has been almost no progress in delivering the UN humanitarian plan for November. The latest UN plan to deliver humanitarian aid was agreed by armed opposition groups last week, but the regime is still blocking it. This is just the latest of many failed efforts.

I make it clear to Russia that using food as a weapon of war is a war crime. So, too, is attacking civilian infrastructure, such as hospitals and schools—another favoured tool of the regime and its backers. We call upon those with influence on the regime, especially Russia and Iran, to use that influence to end the devastating assault on eastern Aleppo and to ensure that the UN’s humanitarian plan can be implemented in full. As my right hon. Friend the Foreign Secretary said this morning, that requires an immediate ceasefire and access for impartial humanitarian actors to ensure the protection of vulnerable citizens fleeing the fighting. All those involved in the siege and assault on Aleppo have a responsibility to change course to protect civilians.

Addressing the dire situation in eastern Aleppo and the wider Syrian conflict is a priority for this Government. I spoke to Britain’s ambassador to the UN this morning to discuss what more we can do in the Security Council to bring diplomatic pressure to bear on the conflict. There can be no military solution to this conflict. What is needed is for the regime and its backers to return to diplomacy and negotiations on a political settlement, based on transition away from President Assad.

The Government stand ready to engage fully in discussions and offer whatever support we can in the quest for a political settlement, working in partnership with the international community, including Russia. We need to maintain international pressure to that end. That is why we are strong supporters of the recent EU effort to extend 28 new sanctions designations against the regime in October and November. In the meantime, we continue to work with our key partners to look at every option to alleviate the suffering of millions of Syrians, especially those in Aleppo.

For as long as the regime and its backers deny humanitarian access, whether by land or air, such options, I am afraid, are difficult to come by. By the same token, the real solution is straightforward: the Syrian regime must simply agree to allow UN aid agencies to access those in need. All that is needed is the decision from Damascus, nothing more.

Last week, I and the hon. Member for Tonbridge and Malling (Tom Tugendhat) welcomed the head of the Syria Civil Defence force, the White Helmets, to Parliament. Raed Saleh told us of the terrible situation in Aleppo: the lack of food, the lack of medical supplies, and the constant bombing by Assad and the Russians. Since then, the situation has worsened. A renewed assault by Assad has recaptured a large part of the city, as the Minister described, forcing thousands to flee with just the clothes on their backs.

This morning, I was sent a statement from the White Helmets, which read:

“Dear Friends in Britain,

Aleppo is in a state of emergency. 279,000 people have been under siege for 94 days. In the last 13 days the Syrian Regime and Russia have launched more than 2,000 airstrikes and unleashed a variety of banned weapons…

We are calling on you, as the friends of the Syrian people to act. The Syrian Regime and Russia are refusing to let aid into the city so we are calling on you to airdrop aid to provide urgent relief to the starving civilians trapped…

We can not believe that one of the world’s most powerful countries, in the full glare of the media, will allow 279,000 people to be starved and bombed to death.”

My question is this: is the counsel of despair that we heard this morning from the Defence Secretary on the radio really all we have left? There is something we can do. We can airdrop aid into the besieged areas, as the White Helmets are calling for and as a cross-party letter signed by 126 Members of this House has demanded. I ask the Minister to respond to that letter to the Prime Minister here. We can renew the push in the UN for the creation of a humanitarian corridor to get help to civilians. Will the Minister confirm that he raised that in his conversations with our ambassador?

The Government have always said that airdrops are a last resort and I understand that, but Gareth Bayley, the UK special representative for Syria, has tweeted about Aleppo today, saying:

“Situation in #Aleppo could not be more dire: every hospital out of service; official food stocks run out; nowhere for civilians to run”.

He called Aleppo “a coffin”. Does the Minister agree that the Government need an urgent strategy to protect civilians? When hundreds of thousands of civilians are being starved and bombed into submission, we must consider airdrops. It is time for the last resort.

What Britain stands for on the world stage is being challenged. This is a test. There is no risk-free course of action left, but I believe there is a right course of action. Let us not stand and watch as one of the great cities of the world is destroyed. Let us not allow 100,000 children to starve in eastern Aleppo.

When Kosovo was under attack, Britain led the response. When people in Sierra Leone cried out for our help, Britain led the way. The people of Syria need us to show that leadership. Jo Cox said that our response to Syria would be “emblematic” of our generation, and “how history judges us”. Her words are ever more true today, so let us not fail.

First, may I say how grateful I am to the hon. Lady for her work in raising this matter in the House through urgent questions and by working with other colleagues as well?

I had the opportunity to meet the head of the White Helmets at the same time as the hon. Lady. He stressed his frustration that the west—indeed, the world—was not doing enough as we saw the annihilation of an historic city. It is a city that goes back to the sixth millennium. It is the financial centre of Syria, its largest city, and now condemned, almost, to ruin.

The hon. Lady touches on the letter, now with 126 signatories. I made it clear in my statement that we are looking at all options, but she must understand that, as has been repeated in this House, unilateral or even multilateral aid drops would place us in harm’s way, in what is already a complicated air environment. The question therefore has to be asked whether that is the best and safest way of getting aid to where we need it to go. We are not ruling out options, but we have to ask ourselves whether introducing British aircraft into that air environment would compound or improve matters, and whether there are other, safer ways of getting the aid in.

The hon. Lady also raises a larger point, namely what Britain and the international community are doing. She also mentioned the work of Jo Cox. We all agree in this House that Britain has the ability and the aspiration to play a significant role on the world stage. In August 2013 we had that opportunity and we blinked. We had an opportunity to hold Assad to account. As a result we have ended up with a situation where both Russia and Daesh have now come in. The question I pose to this House—

The question I pose to this House, and to the right hon. Lady who is screaming from her seat, is that, unless this Parliament gives the Executive the support we need, our hands are tied in terms of what we can do. I therefore turn to the Labour Front-Bench team, who I think are of a different opinion to some behind them, and say that Britain wants to engage on this, but five resolutions have been vetoed at the UN Security Council by Russia, so we need to look at other opportunities. We can do that only if we have the full support of this Parliament. I hope we will get that so the Executive can lean into this challenge in the way Jo Cox would expect.

The whole House will welcome the Minister’s unequivocal statement on behalf of the Government that Russia is committing war crimes in Aleppo and in Syria. The position in Aleppo is unclear today, but there are two things we can surely say. Will the Government put in their undoubted diplomatic efforts and bend every sinew to secure unfettered access for UN and humanitarian support? Secondly, will they also bend every sinew to secure a ceasefire, so that negotiations under UN auspices, through Staffan de Mistura, can begin?

I pay tribute to my right hon. Friend for engaging with this and doing his best to make sure that Parliament is up to date and involved in what is happening in Aleppo. He touches on the issue of war crimes. It is important to understand that it is unlikely that we will be able to hold the perpetrators to account today or tomorrow, but we will hold them to account in the months and years to come. We are keeping lists so as to understand who the military leaders are who are conducting the air attacks, no matter what country they come from, and all those participating in these crimes and supporting the Syrian regime must remember that their day in the international courts will come. We are collecting that evidence to make sure we can hold them to account.

On the important question of airdrops, the UN has tens of thousands of pieces of kit and material that it wishes to get into these areas, but it is being denied access by the Syrian regime. We cannot enter the regime’s airspace, or use its roads, without its permission. If we sought to do so without its permission, we would end up with exactly the situation we had on 19 September, when a UN-led convoy moved into Aleppo and was destroyed from the air by Russian aeroplanes.

Thank you, Mr Speaker, for granting the urgent question from my hon. Friend the Member for Wirral South (Alison McGovern). As she made clear, there is no more urgent situation in the world right now than the humanitarian crisis in east Aleppo. With no functioning hospitals to handle the mounting civilian casualties, food supplies exhausted and tens of thousands of people already facing starvation, we truly have reached the point of last resort, and the Government have previously made it clear what that should mean. The former Foreign Secretary said in June:

“While air drops are complex, costly and risky, they are…the last resort to relieve human suffering across many besieged areas.”

To be clear, nobody in the House underestimates the complexity and risks involved, but with no alternatives and thousands facing death if they do not get immediate supplies of food and medical equipment, these are risks that we must be prepared to take. Will the Minister take the urgent steps required today to agree a plan for airdrops by British planes with the UN and our international partners, as has been called for by the White Helmets, whose representatives I too met last week? The UN’s humanitarian adviser, Jan Egeland, was asked at the weekend what plan B was if Russia and Assad kept up their criminal assault on east Aleppo and continued to block supplies of aid by road. He said:

“Plan B is that people starve. And can we allow that to happen? No, we cannot”.

He is quite right, and I hope that the Minister will agree.

Britain’s humanitarian effort should be praised by everyone in the House. We are providing £2.3 billion—that makes us the second-largest donor— £23 million of which is going directly to UN organisations geared to making sure that the aid gets to where it is most urgently required. We are now debating the tactics of how to get the equipment into place, and the hon. Lady is advocating that British aeroplanes—Hercules aircraft or otherwise—go into Syrian airspace and make those drops.

They would be shot down, as my right hon. Friend says. I am not even aware that the UN has requested airdrops. I am not saying that they will be ruled out or who should do them. It may be that we can co-ordinate and make them happen. They are not being dismissed; I am simply telling the House that it is hugely complicated. I have been in the armed forces and involved in several airdrops, so I know that very often, when the drop zone is particularly small, the kit lands in the wrong place and goes to the very people we do not want to receive it. As I touched on before, the scale of the aid required means that an enormous number of sorties would have to be conducted; but with transport trucks, we could get the aid to the exact locations, if they are given the permissions. I am sorry to labour the point, but were we to conduct airstrikes, it would require Syrian support. If we can get that support, it is better that it be for the trucks, which could get through to the exact people requiring the aid.

I think my hon. Friend meant airdrops rather than airstrikes, but he is right that we can be proud of what we have done as a country for those who are in the camps surrounding Syria. Today’s urgent question is about those who are trapped in the most hideous situation in Aleppo.

What I believe Members are trying to convey to the Minister is that we regard this as possibly one of the most urgent issues in global politics today. We think this is an opportunity for the British Government to show leadership, to convene likely partners, to kick-start the peace process and the peace talks, while at the same time coming to the House with some concrete ideas about how we can alleviate the appalling, biblical suffering of the men, women and children in what remains of one of the great cities of Syria.

My right hon. Friend gives me licence to pay tribute to the neighbouring countries of Syria for the work they have done in taking on board literally millions of refugees—Lebanon, Turkey and Jordan in particular. One reason why we organised the Syrian support conference this year was to make sure that there were funds available so that those countries can look after those refugees, ensure that they are educated and have the health services they need and make sure that they can eventually move back to Syria once the guns fall silent.

My right hon. Friend talks about Britain wanting to do more. I hope that what I said earlier is not being misconstrued. My request is that I want and would like to, but we are at the will of Parliament when it comes to ensuring that it happens. [Interruption.] Opposition Members are shouting, but the Leader of the Opposition had five opportunities to vote on Syria, but we ended up not having the opportunity to check Daesh before it had been created and to hold Assad to account. We cannot afford to go down that road again. If there is appetite in this House, I absolutely welcome it.

I congratulate the hon. Member for Wirral South (Alison McGovern) on securing this urgent question and, indeed, on the work she has done to get cross-party support for calling on the UK Government to authorise the airdropping of aid. A quarter of a million people, including 100,000 children, have been trapped in deteriorating conditions in Aleppo’s eastern district since the summer. There are no functioning hospitals; there is no more food. Independent observers have estimated that yesterday alone, at least 219 civilians were killed.

I understand that finding a practical and political solution to this horrific, almost unimaginable situation is complex and challenging. I say to the Minister, however, that no practical challenge should be too tough and no political obstacles too insurmountable to do the right thing by these people whose suffering is growing day by day. Who could fail to be moved by the seven-year-old Bana al-Abed who was tweeting live from Aleppo, asking for help when bombs were falling on her. That is a serious call for help, and we must act. What discussions have taken place with Russia to demand that it sign up now to the agreement brokered by the UN to provide aid? What practical assistance has been offered by UK forces to support the delivery of aid?

On that last point, as I say, we are doing all our work through the UN agencies, which are best placed and neutral. There is an important difference in that if we start to act as a unilateral operator in this very difficult, complex and multi-sided environment, we could be seen and labelled as some form of antagonist by the Russians and, indeed, the Syrians. That is the main complication. Alternatively, we can do things neutrally through the United Nations and on a humanitarian ticket, which is why we are pushing forward our efforts and our funds to support the work of the UN.

The hon. Lady’s other point has been raised before, and I view it as well summarised by two pictures that I have used before in this House. The first is of Omran Daqneesh, the boy photographed after being bombed. He was alive and hon. Members may recall he was thrown in the back of an ambulance. The other stark image that reminds us of the hell of Syria is that of Alan Kurdi, the poor boy who was washed up on the Turkish beach. Is that the choice that we are leaving the people of Syria? I do not want that. I very much want us to do more, and I hope that—together—we will be able to achieve that.

I have organised airdrops in a benign environment. That is the ideal situation, because airdrops are not high but low, and aircraft carrying them out are very vulnerable. If the House wants airdrops to be carried out in a non-benign environment, it must expect our aircraft to be brought down. If that is the risk that this Parliament wishes to take, let it please, in future, vote for it—and everyone in the House should take responsibility for that vote when an RAF aircraft containing seven or eight people is brought to the ground and everyone is killed: that is the responsibility that the House will have to bear.

My hon. Friend, with the experience that he brings to the House, articulates the challenges that we face. We must work with the United Nations, and receive its advice on how best to get the aid in. I do not rule out the use of airdrops, but it must be a last resort when we are unable to get the trucks in by gaining permissions on the ground.

I think that, in truth, all of us in the House, and in the world, feel ashamed by the fact that we are unable to bring food and medical supplies to the 250,000 people who are trapped in eastern Aleppo, including, as we have heard, 100,000 children. They are in harm’s way today. I understand—we all understand—the difficulties involved in airdrops, such as the one raised by the hon. Member for Beckenham (Bob Stewart), but back in the summer—as we heard from my hon. Friend the Member for Islington South and Finsbury (Emily Thornberry)—the then Foreign Secretary told the House that agreement had been reached for airdrops to be used if necessary. I simply say to the Minister that if this is not the last resort, given what is being reported every day, what on earth is?

I pay tribute to the right hon. Gentleman and the work that he has done in this regard, and I have listened carefully to what he has said. I spent some time discussing what we could do with Matthew Rycroft, head of the United Kingdom Mission to the United Nations in New York. Unless we have permission for aircraft to enter that space—not necessarily British aircraft; any aircraft—the dangers that those aircraft are likely to face will be considerable. We need to weigh up the options to ensure that we are content for those risks to be taken.

I have immense sympathy for my hon. Friend. The people of Syria could have had no better friend than him and the Government over the past few years, and I fully appreciate the difficulty in which he finds himself. Whatever we may have asked of the Prime Minister—I signed the letter as well—it is important for us to remember that the United Kingdom is not the perpetrator here and that we are seeking to do something good in very difficult circumstances.

May I follow up the question asked by the right hon. Member for Leeds Central (Hilary Benn)? In May, the International Syria Support Group, which includes the United States and Russia, agreed that if by 1 June the United Nations had been denied humanitarian access to any of the designated besieged areas, it would call on the World Food Programme to immediately carry out a programme for air bridges and airdrops. If it was possible at that time, in those circumstances, for people to secure the agreement that my hon. Friend is seeking for airdrops, is it not possible—bearing in mind that we are at the last resort—to redouble those efforts to receive the permission that he, and those whom we would be asking to drop the food, require to proceed?

The work of the International Syria Support Group has been difficult, and has been tested. The most recent meeting took place at the United Nations General Assembly, and I attended that meeting with the Foreign Secretary. It was clear that Russia was starting to split away from its intent to provide support and to seek a political settlement, which had been the purpose of bringing the group together. Again, we are left with the problem of gaining the necessary permission for the aircraft. However, I will certainly consider what my right hon. Friend has said, and I will write to him with more details.

I have a lot of time for this Minister, but he should not rewrite the history of what happened in 2013. As one of the Labour MPs who did support action against Assad back then, may I gently point out to him that two of his colleagues who were recently Foreign Office Ministers, a former Secretary of State on his own Benches, the Labour Front-Bench team and Labour Back Benchers are all calling for the Government to bring something back to the House on airdrops, so why does he not just do it?

I will answer that in two parts. First, why do we not just do it? Because of the very challenging issues that we face. We do not have permission to send in aircraft. We saw what happened to the Russian aircraft that wandered into Turkish space. It is a volatile environment and we would need to gain the permissions at this point to make that happen. On the other part, I do not wish to antagonise the House and try to rewrite the history. It is as much the Government’s fault for failing to win across all parliamentarians. For me, that is the biggest error from our Government—we did not take with us Parliament itself. We collectively need to work together to ensure we are all up to date and, in that way, the Executive can be empowered to do such things, whether no-fly zones or airdrops. However, only with the will and support of Parliament can we make that move forward.

Has any estimate been made of the willingness of refugees to return to Syria if the regime prevails?

Yes. My understanding is that the absolute majority wish to return to Syria. That is their homeland, where they grew up and where they want to return to. That is one of the reasons why—this is debated regularly in the House—the amount of money that we spend in taking on refugees in this country, compared with the amount of money we pour into looking after refugees in the region, is not the same—we cannot offer the same support—but the same amount of money goes 20 times further per number of individuals. That is why we invest so much in supporting Lebanon, Jordan and Turkey. Those people want to stay in the region, where the language is similar and from where they can return as quickly as possible once the fighting stops.

The Minister knows that I respect him and I know that he wants to do more, but I have to say that for a Minister of the Crown to stand at the Dispatch Box and effectively read from a Kremlin press release in saying that any aid mission will be shot down is a poisonous and sickening counsel of despair. He has said that he wants parliamentary backing for us to do more—for a unilateral or multilateral mission. He has that, so why do the Government not have the courage of their convictions and make sure that this can be another Kosovo, rather than another Rwanda?

First, in Kosovo, we had troops on the ground. It was a very different situation there. We had control of the airspace—the environment was very different. I will check what I said in Hansard, but there is the possibility that a British aircraft could be shot down. [Interruption.] If I said anything near that, I correct myself and use this opportunity to say that we would be putting British air personnel in harm’s way. I hope that that is something with which the hon. Gentleman would concur. Therefore, it is a point that colleagues such as my right hon. Friend the Minister for the Armed Forces must consider when they make a recommendation to the Foreign Office on whether or not this is practical.

The Minister’s frustration is both palpable and entirely understandable. It goes back to the August 2013 vote. Times are somewhat changed. The parliamentary Labour party is perhaps of a different complexion and others have come into this Parliament since then. Would he think it sensible for the Foreign Office, the Ministry of Defence and 10 Downing Street perhaps to go away and come back in 10 to 14 days with a proposal to put before the House, so that this matter can be fully considered and debated—all the concerns that my right hon. Friend the Minister for the Armed Forces may have and the concerns that other people with military and other experience may have, which have been spoken about this afternoon—so that we can reach a single answer to what is a hugely complex problem?

I concur with my right hon. and learned Friend. It is important that we are able to move forward on this and be aware of the consequences of our doing nothing. I sit here with the briefings I receive and the responsibility I have as Minister for the middle east, and I am very conscious of the comments, the concerns and the anger expressed here today. We have to work with what is the art of the possible and what is the art of the legal as well, but the Foreign Office is looking at various options, and I hope we will be able to advance this, better understand it ourselves, and—dare I say it?—better understand and better educate the British public, so we take them with us, which was a concern back in 2013 as well. We were all haunted by what happened in Afghanistan and Iraq: was this another situation we were going to get sucked into? Things are different now, as my right hon. and learned Friend says, so, absolutely, we should move forward on that note.

My constituency predecessor, Stephen O’Brien, is head of the Office for the Co-ordination of Humanitarian Affairs and has been working hard to call out these war crimes for what they are. Can the Minister reassure me that British air assets—in particular, eye-in-the-sky assets—are being used to gather evidence that can then be available for the international war crimes tribunal, to make sure that, when these people are held to account, we have the evidence to prove it?

My hon. Friend raises an important point. If she will allow me, I will not—especially with the Minister for the Armed Forces sitting next to me—go into the detail of how we are collecting that evidence, as that would probably be operationally unhelpful, but I will say that that is exactly what we are doing. But this may take some time; we are identifying those who are responsible, who are those in leadership positions who are giving the orders for these strikes to take place and for the siege of Aleppo to occur. We will hold these people to account.

I pay tribute to Stephen O’Brien, a former colleague in this House, who is doing a commendable job. We can all be very proud of the work he is doing to highlight the humanitarian plight in what is going on.

I was distressed by the implication in the Minister’s remarks that those of us who voted against airstrikes in Syria were somehow responsible for his decision not to put forward airdrops for aid. Frankly, at that point, we were not convinced that the balance of harms was being sorted in the right way. I think if he was today to call for a vote of this House, those who, like me, opposed military strikes on Syria would strongly support any action that can get humanitarian aid to those starving communities. I know that he is talking about this, but what is he actually going to do to get this aid to the people who are starving?

All actions should be taken through the UN, as it is the conduit that can be deemed as neutral by the Syrian regime and, indeed, by Russia. I hope the right hon. Lady will understand how our turning up and starting to do these airdrops ourselves would change the dynamics of our involvement in the air in a difficult terrain. That is not to say we do not rule it out; I am just saying that it is a more complicated scenario.

The UN does conduct its own airdrops—it has that capability; it has a facility to do so—but it only does that where it has the permission of the Syrian regime for those flights to take place. That is the important point.

On the right hon. Lady’s latter point, I am sorry that this Government did not do more to win people like her across. That was our failure as much as anybody else’s, and that, more than anything, is what we need to learn from what happened in August 2013.

As one of the Members of Parliament who has visited RAF Akrotiri and looked into the eyes of the C-130 crews who would be asked to carry out these missions, I think we should be careful to avoid making a “something must be done” response to a situation that shames humanity and that is on a par with Rwanda, Srebrenica and other events us that have shamed us collectively in the west. Learning from those events, could other actions be taken not only to hold Russia to account but to look at what really hurts that evil regime? London is full of people with connections to that regime who are doing business and educating their children in this country. They need to understand that they cannot behave with impunity and seek to enjoy the benefits that we all take for granted in this country.

I pay tribute to my hon. Friend’s military experience. The role of the C-130 in conducting these airdrops would be exceedingly difficult. As I have said, we do not rule this out, but it would be a huge challenge. He asks what more can be done. At the heart of this is the role of Russia, which is pivotal in being able to exercise influence over Assad, to introduce a ceasefire and to allow access to humanitarian aid. Unfortunately, Russia has vetoed five United Nations Security Council resolutions, thereby preventing even the most basic humanitarian aid from getting through. The Canadians are now seeking to pursue a General Assembly vote, which, if not in an emergency session, would require half the votes. This would be tricky, however, because Russia would use its influence to prevent it from succeeding. We are collectively looking to see what could happen in this dire situation that is reminiscent of Rwanda and Srebrenica. If the UN machine is not working, we have to find ways of circumnavigating it.

Can the Minister confirm that the action taken in Kosovo did not have a UN Security Council resolution? Many of us called on William Hague, when he was Foreign Secretary in 2011 and 2012, to support no-fly zones similar to the ones John Major had established to protect the Kurds in Iraq. Is it not time for us all to recognise that we have allowed Russia to get into this position because we failed to act, not in 2013, but in 2011 and 2012, when Assad started murdering peaceful protesters? Is it not time to recognise that the UN Security Council is hamstrung and that we need to act, even without a Security Council resolution, to save hundreds of thousands of lives?

Following Rwanda, a new international initiative establishing a duty of care was agreed, under which the international community would not stand by when a leader chose to kill his own people. That agreement was introduced so that comments about acts of genocide and other phrases that came out at the time could no longer be used to justify the hesitancy of the international community to step forward. The hon. Gentleman is suggesting that we bypass certain legal processes to move forward. In Kosovo, we had troops on the ground and we had collective international, regional and local support. In Kurdistan, a UN resolution backed the action taken there. He has raised a profound question. Should we go into a situation to do the right thing, even though we do not have international legal cover because such cover has been vetoed by a P5 member at every opportunity?

I am sure that the Minister is right—for the reasons given by my hon. Friend the Member for Beckenham (Bob Stewart)—to rule out unilateral action, but what did he mean by his attacks on the Labour Front Bench and on people like me who refused to support military action in Syria? What could possibly be achieved by more bombs falling on that benighted country? Surely, our priority should be peace. We should condemn violence wherever it comes from, including the terrible violence inflicted by the Assad regime and the attack on a school in western Aleppo, which has not been widely reported. I hope that the Minister will condemn that attack. If our priority is to strive for peace and end violence, we have to accept—whether we like it or not—that the appalling Assad and his Russian backers are going to stay. We must therefore drop our demand for them to go. We have to engage with everyone—Assad, the Russians, the Sunni rebels—to try to get peace, because that is what the people want.

My hon. Friend is familiar with the complex make-up of Syria today given all its history. Once we move forward from this situation, it is likely that there will be a federal model that recognises the country’s differences and groupings. We face a situation today in which Russia is backing and placing all its money on the existing regime. It has a connection and relationship that goes back to 1946, which needs to be honoured and reflected. I say to the Russians—to Bogdanov, to Lavrov and to Putin—that they should have that relationship with the people of Syria, not the Syrian regime. They should have a conversation with Dr Riyad Hijab, the co-ordinator of the free Syrian opposition, and then move forward from there, so that Russia can continue to have a sphere of influence without attaching itself to the tyrant that is President Assad.

I, too, signed the letter in support of airdrops. As a former RAF serviceman, I fully appreciate the concern for our aircrews from not only the Minister, but my hon. Friend the Member for Beckenham (Bob Stewart). Will the Minister tell us whether the Prime Minister had the opportunity to raise airdrops with Jens Stoltenberg, the Secretary-General of NATO, when he was at 10 Downing Street last week?

In the letter of the hon. Member for Wirral South (Alison McGovern), whom I congratulate on her work on this issue, she points out that the Government said back in May:

“preparations for airdrops will now take place and go forward rapidly because there isn’t a moment to lose”.

The situation has worsened significantly since May, so I do not understand what has happened to that enthusiasm. More importantly, my constituents, and those of other Members, are appalled by what they see on the news and do not understand why there is not the same enthusiasm for airdrops as there was for bombing this time last year.

I do not want to get drawn into discussing the hon. Lady’s latter point, which is an unhelpful comparison. The will of the House has been made clear and the Executive are looking seriously at what we can do to support the concept of airdrops, but they involve all the dangers and caveats that have been discussed. We take the lead from the United Nations personnel who are on the ground. If we are to do this in a neutral manner, it must be done through the UN. If we step in and start doing things ourselves, our involvement in the Syria campaign will take on a very different perspective, for which we would need the permission and support of this House.

I share the concern of my hon. Friend the Member for Newbury (Richard Benyon) and point out that the airdrops that are being pushed by many in this House come with huge risks. Does the Minister, who is in a difficult situation, agree that if they are to be done unilaterally we would inevitably need aircraft to deliver, fighter cover above, and helicopters and special forces to pick crews up if they get downed and wounded? We risk the awful prospect of seeing our service personnel being dragged through the streets or killed in some horrific manner by people down there who are behaving like barbarians. Does the Minister agree that there is a lot of concern?

My hon. Friend and Dorset neighbour spells out some of the intricacies involved in airdrops. It is not simply about the Hercules transport or C-17 aircraft that would provide that; it is about the air cover required, the emergency operations in case the pilots have to bail out and the rescue missions that may have to take place. We are also left facing the stark challenge of hostages being taken. All those factors need to be taken into consideration, from an operational perspective, in deciding on the best method of getting our aid to where we want it to go. As I say, the UN conducts airdrops, but only when it has clear permission from the Syrian regime.

Putin’s standard modus operandi is the excessive use of force, as we saw in the Beslan massacre, in the siege of the Moscow theatre, in Chechnya, in Georgia and in Crimea, and as we now see in the complete obliteration of Aleppo. Is not the really worrying thing for the future, even beyond the situation in Syria, that the robust facing up to Putin, in so far as it has existed at all, is now fracturing? How are the Government going to make sure we maintain a steady, robust course?

The hon. Gentleman, who has huge experience and knowledge of Russia, spells out the challenge we face in getting the Russians to come to the table, recognising not only the leverage they can provide, but that there is not a threat in respect of Russia’s continued involvement and influence. He touches on some of the previous events that have taken place, but we could also look at what has happened in the Balkans and the Baltics, and prior to the iron curtain. The sphere of influence that Russia had was enormous. Every time one of these countries then moved forward and swung to the west, Russia lost that sphere of influence, and I believe at the heart of this issue is the fact that the Russians do not want to lose a maritime Mediterranean influence which is so critical to them.

I am sure the Minister will agree that the scenes in Aleppo of civilians being targeted and the use of starvation as a weapon of war bring echoes of some dark periods, particularly in the 1930s, which international law was supposed to try to stop. What lessons for the system of enforcement of international law can be taken from this dreadful situation?

We are looking very carefully at where international law is left after this experience in Aleppo and indeed across Syria. The UN in New York, the international body that builds alliances and that is designed to bring together states—192 of them—to solve the world’s problems, is now kyboshed because a single permanent member is able to veto absolutely everything. How we can circumnavigate that is a huge question for us to answer.

All of Aleppo’s hospitals are out of action, meaning that medics are having to amputate children’s limbs without anaesthetic and to deal with the victims of chemical attacks with just water and oxygen. The Minister asks whether there is a safer way to deliver aid, yet he knows that the Syrian regime has bombed the latest humanitarian convoy which went to the city in September. He knows that there will be no political solution while Assad and Putin think they can win the upper hand through military activity. The residents of Aleppo do not want to die and it is in our power to help them—if not now, when?

The hon. Lady, who has shadowed the Department for International Development portfolio and knows these issues well, mentions the 19 September convoy, and I have taken some notes on that. The convoy was approved by the Syrian Foreign Ministry and comprised trucks loaded by the Red Crescent, with enough equipment for 78,000 people. However, it came to a checkpoint, and the UN was told to leave the vehicles and Aleppo residents were told to jump in them. Russian drones were overhead following the convoy all the way until it got into Aleppo territory and then the aeroplanes came in and bombed every single truck. That happened with Syrian permission—it was with approval and they knew exactly what they were doing. I am afraid that this is the regime we are working on, which is why the challenge of looking after those people who are in harm’s way is so difficult indeed.

On a way forward in Syria and Aleppo, our key ally is the United States and its President-elect has said that Syria represents influence for Russia. As we come to the end of the current Administration, may I pay tribute to the work of John Kerry in trying to bring the various stakeholders and parties together? He has worked tirelessly to make that happen, and I am sorry that there has not been greater progress with the international Syria support group. We wait to see the strategy and approach of the new Administration. I simply say that we need to work closely with our international partners, not least America, to make sure that we can exert greater pressure and influence on Russia.

My hon. Friend the Member for Ochil and South Perthshire (Ms Ahmed-Sheikh) alluded to the words of seven-year-old Bana al-Abed, who said on Twitter last Sunday that her home in Aleppo had been bombed. She went on to say:

“Under heavy bombardments now—in between life and death. Please keep praying for us.”

The Minister will know that there are no fully functioning hospitals left in Aleppo and that food ran out in early November. What recent discussions has the Foreign Office had with the United Nations, the EU and other nations of good will about urgent humanitarian relief? Does the RAF not have a crucial and immediate role to play in easing this humanitarian disaster, albeit with the risks that that entails? Our prayers are not enough: it is time to act, and if the Minister did so, a large swathe of the House would be behind him.

I am grateful to the hon. Gentleman. I do not know whether he is speaking on behalf of all Scottish National party Members in his final phrase, but that would be very welcome indeed. The Prime Minister raised the issue of Syria at the last European Council, and our ambassador in New York is also engaged. Britain wants to make sure that it can keep up the pressure in trying to effect an avenue for the aid to get in. If that is not forthcoming, yes, we will have to look at other options.

People in Kettering, horrified by the news that 250,000 people in Aleppo effectively have no access to hospital care and face imminent famine, are conscious that that population is equivalent to two and half times the number of people in the borough of Kettering. To get a sense of the scale of humanitarian effort required, would the Minister tell the House how many Hercules aircraft, or how many trucks on the ground, would be required to supply the requisite needs of a population of 250,000?

I have a great deal of respect for the Minister, but I am disappointed that there was no statement from the Government today. Does he not believe that it would strengthen the Government’s hand on the world stage in negotiating on airdrops to have the will of Parliament, which should express its view on a Government motion?

If we are to move forward we need to work together. We need to take the British nation with us, and we need to work as a Parliament. I hear what the hon. Lady says. We need to make sure that we debate these matters more regularly so that people are prepared to recognise the danger in which we may be putting our service personnel, as well as the options available for us to lean further forward and get the result that we want.

Without revisiting the question too much, I believe that collectively our inability to secure that vote before Russia moved into this sphere, before we even knew what the word “Daesh” meant, was a missed opportunity to hold Assad to account. For different reasons, we blinked, and Government need to learn what more we can do collectively to work together to make sure that we do not repeat that mistake.

In his initial answer to the urgent question, the Minister rightly labelled the bombing of hospitals and other acts as war crimes by the Syrian Government forces and Russia. With that in mind, what specific measures can the UK Government take with international partners to hold those responsible to account?

A motion was put forward with British support, if not with Britain leading on it, at the United Nations Security Council to slide the matter across to the International Criminal Court, and guess what? It was vetoed by Russia. We are collecting the necessary evidence to make it possible in due course—it may take some time, as I mentioned earlier—to hold to account in the longer term those who are perpetrating the damage and causing the atrocities.

The Minister set out in some detail the difficulties that he and his colleagues face in dealing with this very difficult situation, and I appreciate that. He said, however, that the Government were considering a number of options. Given that 100,000 children are on the point of starving and 250,000 people in total are enduring the conditions in Aleppo, will he undertake to come back to the House with a statement next week about the options that the Government are considering and set out what the Government propose to do? The situation is incredibly urgent.

I thank the Minister for his statement. According to the Syrian Observatory for Human Rights, at least 225 civilians have been killed, including 27 children, since the latest assault started on 15 November. The Government must do all they can to assist those in Syria now. However, they must also do more to help those who have managed to flee the conflict. Will the Minister please commit to pushing his Cabinet colleagues to accept more refugees from that war-torn country?

I touched on that earlier. There is a choice: whether we look after refugees in this country—as we have done for the thousands that are coming this way—or we provide support in the region. The price of looking after one refugee in the UK equates to looking after around 20 refugees in the region. Different standards, absolutely, but I hope the hon. Lady recognises that with £2.3 billion-worth of support, we are playing our part in the region.

Like many colleagues, I pay tribute to all our armed forces in service around the world, and I know that no one in this House would ever put them in harm’s way unless there was no alternative. What alternatives is the Minister considering, such as drones or unmanned aircraft, to carry out airdrops? I can think of few other clear-cut humanitarian crises in my lifetime that deserve intervention by the British armed forces in order to save the lives of innocent children at risk from barrel bombs, chemical warfare and starvation.

We want to use our influence with our allies and others to work across not just the military aspect, if our military were used, to provide the necessary humanitarian relief, but in the diplomatic corridors to get a political solution. It is an operational decision as to how any form of airdrops might be conducted and it must be part of a wider package of humanitarian support for those people requiring aid. I voted against airstrikes in 2013, and I agree with the Minister about the need to deliver aid on the ground, not least because some of the aid that is needed is medical care—physical and mental—which can be delivered only in person. However, I signed the letter that was published this morning, because the people of Aleppo are suffering in the most acute circumstances, and it is no longer acceptable to me or my constituents to stand by. I echo the calls of my right hon. and hon. Friends for the Minister and his colleagues to bring a fully worked plan to the House at the earliest possible opportunity, explaining fully the risks so that hon. Members can take a fully informed decision about the issues we face. I am confident that that decision, reflecting the wishes of our constituents, will be to find a way to alleviate the terrible suffering in Aleppo at the earliest possible opportunity.

When we had a meeting, co-hosted by John Kerry and the Foreign Secretary, only a couple of weeks ago, John Kerry gave a press statement saying that he felt there was no appetite to do more, in a general capacity, in dealing with the situation in Aleppo. That was his observation, having not just visited the country but spoken with leaders across Europe. It is important that the debate that we are having here is also held in other capital cities, because that collective effort is what we need to effect change in what is going on in the country of Syria.

Everyone is rightly concentrating on the worst foreign aggressor, which is Russia, but the Minister’s opening remarks also mentioned Iranian influence. Given that the Iranian nuclear deal was all about bringing Iran back into the international fold, what are the UK Government doing to stop Iran’s influence in this humanitarian disaster?

There was a coincidence in the sense that the opening of our embassy—for different reasons, our embassy was closed— tied in with the signing of the joint comprehensive plan of action. There is much greater dialogue with Iran, so we are able to discuss these issues. Indeed, I spoke to the Iranian ambassador on Friday, covering a wide variety of issues. It is important that Iran is aware that, if it wants to take on a more responsible role in the international community—it has proxy relationships or interests in the region itself—it must advance the way it does business. This situation provides a great example: Iran could show the leadership which, at the moment, we are missing from Russia.

The Minister has mentioned some of the difficulties in dealing with Russia and has pleaded with it from the Dispatch Box about the actions he would like it to take, but he has not answered the question my hon. Friend the Member for Ochil and South Perthshire (Ms Ahmed-Sheikh) posed earlier, so will he tell us what discussions have taken place with Russia to demand that it sign up to the agreement brokered by the UN to provide aid? What more can be done to get the talks back on track?

This is raised on a regular basis. It was raised by the Foreign Secretary with Foreign Minister Lavrov only last week. Russia has a pivotal role in turning the situation round and allowing access for humanitarian aid, allowing a cessation of hostilities—at least a 10-day ceasefire—and allowing political discussions to recommence.

Responsibility for security in the west bank is shared between the Palestinian authorities and the Israeli security forces, depending on whether we are talking about areas designated A, B or C. In my discussions with the Israeli authorities, I have encouraged this area to be transferred from C to B and B to A.

Israel and the Palestinian Authority continue to work together closely to maintain security in the west bank. Last month, however, a Palestinian Authority police-officer-turned-terrorist shot and wounded Israeli soldiers. Does the Minister agree that security co-operation is vital to maintaining stability, and will he join me in condemning the wave of attacks against Israelis that we have seen over the past year?

I join my hon. Friend in condemning those attacks, and I would encourage President Abbas and others in the Palestinian Authority to do so as well. We should not forget that more than 30,000 Palestinian Authority security forces are working with Israeli defence forces to provide that security, and the Israeli defence forces rely on that to ensure that the west bank is kept as safe and secure as possible.

Does the Minister agree that the best way forward for both Israel and the Palestinian people would be a revival of the middle east peace process involving direct talks between the Israeli Government and the Palestinian Authority, and does he agree that all efforts should be directed towards achieving that?

I entirely concur with the right hon. Gentleman. We have done our best to bring the parties back to the table, but, as he will know, there have been a number of difficult months. We need to ensure that there are confidence-building measures, and that people do not incite violence, which takes us further away than the direction of travel that he suggests.

In his lucid way, my right hon. Friend outlines the challenges that we face in Israel and, indeed, the west bank. As we approach the centenary of the Balfour declaration, we must renew our commitment to both aspects of that historic statement: the preservation of the state of Israel as a safe and stable national home for the Jewish people, but also the protection of the

“civil and religious rights of…non-Jewish communities in Palestine”.

With that in mind, will the Minister make it clear today that the United Kingdom Government oppose proposals to legalise outposts in the west bank retrospectively, or to build new illegal settlements?

We had a very frank and thorough debate about the history and context of the Balfour declaration only last week. However, the hon. Lady is right to say that the role that the settlements are playing undermines the message that is coming from Israel, and leads people to ask whether Israel is serious about a two-state solution. The longer the settlements continue to be built, the more difficult it becomes to envisage the possibility of such a solution.

Post-conflict states are potential incubators enabling emerging and existing groups to flourish, so it is important for the international community to work with Baghdad to ensure that the complex and diverse make-up of Iraq is fully represented. I visited the country two weeks ago to see how governance was improving, but also to underline the United Kingdom’s support.

We should not forget that the diverse make-up of Iraq, which I mentioned before, is part of its history, but so, unfortunately, is sectarian violence. After al-Qaeda was flushed out, the answer to allowing best representation in Baghdad in fact allowed Daesh to gain popularity and to dominate Fallujah, Mosul, Ramadi and other places. We must not revisit that by failing to ensure that there is full representation across the piece in Baghdad.

What conversations have the Minister and the Foreign Secretary had with their counterparts in Iraq about a power-sharing agreement in the Mosul region, including Tal Afar, to ensure that we secure the peace after the liberation of the city and the region?

I think the Foreign Secretary touched on this, and it was very much the focus of my attention when I visited the country last week. The way the liberation will move is that the east side of the city, on the right-hand side of the Tigris, will be liberated first, and there are plans for ward breakdowns to make sure the necessary leaders come in to provide that security, improvised explosive devices are removed, the water supplies are working and the place itself safe. It will take time, and this needs to be an Iraqi-led process, but the international community, through the United Nations Development Programme, is working very hard to make sure it is a success.

On 5 October, I issued a press statement condemning the announcement of the proposed settlement in Shiloh. In September, I met Defence Minister Lieberman and raised our concerns about settlements, and made it clear that unless they form part of a land swap anyone living there must live with the knowledge that they will one day have to move. That was accepted by Defence Minister Lieberman, who is living in one of the settlements himself.

Does the Minister not therefore agree with me that a pillar of liberal democracy and the peace it brings is the rule of law, and that by reactively legalising illegal settlements on Palestinian land the Government of Benjamin Netanyahu continue to undermine democracy and progress to a lasting peace in the middle east?

The hon. Gentleman touches on a process in which these illegal settlements become legal, and we have raised concerns about this.

The settlement of Shiloh is significant because it allows an extension of the settlement area east of Ariel, which essentially, between Nablus and Ramallah, cuts off or breaks the west bank from the River Jordan all the way to green-line Israel. That means effectively ruling out the possibility of a two-state solution.

As I mentioned in the Westminster Hall debate on the Balfour declaration, we will be announcing plans as to how we will mark the year. It is also the anniversary of the mandate for Israel and Palestine and the withdrawal of Britain from the area. Also, we should not forget that it is almost 25 years since the Oslo accords, and therefore there is more work to be done. This is an international effort; it is also an effort that requires the Palestinians and the Israelis to work together, and we stand ready to provide support and make this happen.

The Foreign Secretary regularly discusses matters relating to the middle east peace process with the US Secretary of State. At the UN General Assembly in September, I attended the ministerial meeting with other foreign leaders, and this issue came up when I spoke to John Kerry this Sunday evening.

The US election result has created a new sense of urgency in relation to the Israel-Palestine conflict. Will the Foreign Secretary set out what he is doing to secure a new UN resolution before 20 January, and beyond that date how the Government will be seeking to ensure that genuine progress is made towards a two-state solution and real and lasting peace for Palestinians and Israelis?

For all the reasons I have spelled out before, there is a sense of urgency: the people of Palestine, and indeed the people of Israel, want this to happen. However, we have to wait for the new Trump Administration to embed itself, and we also make it clear that of course there is merit at the right moment in a balanced UN Security Council resolution which sets out the parameters for a workable, viable settlement leading to that two-state solution based on the clear and internationally agreed parameters, but it must command the full support of the Security Council.

17. Thed comments in the House make clear the anxiety felt by colleagues on all sides that the peace process should not be allowed to drift still further. The greatest danger is not to keep bringing it forward, and we must keep trying to make sure that the parties most closely involved understand that they have worse enemies than each other now in the region. That is why this time must be taken either to put forward a new resolution or to support the French initiative, but certainly not to give people the sense that somehow this can just be managed and will go away.

My right hon. Friend is wise in what he says. We need to ensure that we grasp this opportunity. President Abbas is actually somebody we can work with, and we should remember that he will not be there forever. What will happen after him is not clear, and we need to ensure that we can work towards a two-state solution, but I want to make it clear that as things stand at the moment, the situation looks very bleak indeed.

Does the Minister agree that a resolution can be helpful only if it leads to direct negotiations between Israelis and Palestinians? Does he agree that it is most unhelpful that the Palestinian Authority has recently named a fourth school after Salah Khalaf, the person who masterminded the murder of 11 Israeli athletes at the Munich Olympics?

I have commented on this matter before, and I absolutely agree with the hon. Lady that this is just inciting hatred and taking us away from the direction we want to go in. It is important that we should be able to get back to the table. We touch on these matters, but they are highly complicated. The role of Hamas in relation to the Palestinian Authority needs to be observed and considered. The other Arab nations can help in that regard. The difficulty is that the position that Prime Minister Netanyahu’s current coalition is working towards is also a consideration. The support of the United States is also critical. These are difficult matters, and I hope that, on the Balfour declaration anniversary next year, we will not be looking back 100 years. Instead, I hope that it will be a marker, and that we will be able to look forward to moving in a positive direction.

Does the Minister agree that the central principle in the middle east peace process has to be direct talks between the Israelis and the Palestinians in order to reach a two-state solution? Does he also agree that those negotiations need to take place on the basis of no preconditions?

I absolutely concur with my hon. Friend. However, there are some Israelis who believe that the Palestinians will never accept the Israelis’ right to live in peace in a Jewish state and that they are teaching hate and glorifying terrorists. They think that the west bank will simply be turned into Gaza. On the other side, there are Palestinians who believe that the Israeli Government will never give them the state that they are working towards. We need to bury those myths. That is not what the people of Israel or the people of Palestinian actually want.

I met my counterpart, the Foreign Minister Khalid al-Khalifa, this weekend, and our ambassador in Manama raised the case of Ebrahim Sharif on 16 November. We will continue to monitor the case very carefully indeed.

The US State Department has defended freedom of expression and explicitly called for the charges against Ebrahim Sharif to be dropped, whereas the Foreign Office has merely expressed concern. Does the Minister believe that such prevarication will convince the Government of Bahrain to drop those charges?

The hon. Lady touches on a matter on which I feel I am developing a relationship with the Scottish National party. The United Kingdom and the United States have different relationships with Bahrain in terms of the style, the approach and the strategy that we use to influence countries in the Gulf and to advance the democratic process. We have a closer relationship with Bahrain, in which we can have frank conversations. We might not have put out a press statement on this matter—we might not have made the headlines in that sense—but I can assure her that we are having frank conversations with the aim of improving policing, the rule of law and democratic rights. This is happening; the hon. Lady just does not see it all the time.

This is an important point. President Sisi is very conscious of the challenges that Egypt is facing from its own extremists, and Britain is providing support on that. In the longer term, there will be plans for the border to reopen. Unfortunately, many of the tunnel systems were used to smuggle in to Hamas equipment that was being used against Israel, but the strength of the relationship between Israel and Egypt is allowing them to co-ordinate things to make sure that that is curtailed.

T4. It has been widely reported that the Foreign Secretary had to write to the Culture Secretary after she suggested that the UK should abandon hosting the 2023 European capital of culture. My constituency of Dundee has spent a huge amount of time and money preparing a leading bid for the title, which would bring a multi-million European boost to my city, as well as a major lift for tourism, and for social and economic development. Can the Foreign Secretary confirm whether he has had a reply to his letter? Will he today give me his personal commitment that the competition will go ahead as planned?

T5. The Bedouin village in the Negev of Umm al-Hiran was due to be demolished today, despite the Bedouin having lived there since they were wrongfully displaced from their own land in 1956. That contrasts with the expansion of settlements in the west bank. I worked in Gaza 25 years ago, at the time of the Oslo accord. A quarter of a century on, what is the Minister doing to get us back on track?

It is. The rules are different, depending on whether or not Bedouin camps are in the west bank or in Israel proper. Nevertheless, the necessary support measures must be given to those people if they are going to be moved. I visited a Bedouin camp the last time I was there, and I will be looking at this particular announcement and making a statement on this later today.

In South Africa, black people were not able to vote, all political opposition was outlawed, and different races could not even get married. In Israel, there is freedom of movement, assembly and speech, all governmental institutions are integrated, and all citizens can vote, so is it not a disgrace and an insult to the middle east’s only democracy and to the black people who suffered under apartheid to hear Israel described as that, as we have heard a former Minister do this afternoon?

The hon. Gentleman makes two separate points, and we need to consider both distinctively. I will be visiting South Africa in the new year and I will be looking at some of the election processes that take place. We are supportive of both countries, but in the case of Israel, it is a democratic country in a very tough neighbourhood and Britain stands by our friendship. We are an ally of Israel and long may that continue.

I visited the DRC during the summer, and I pay tribute to the work that my hon. Friend has done in that regard. As in other parts of Africa, there is a president who does not want to honour the constitution and wants to stay on longer. We request that he recognises the constitution and stands back. We need the electoral commission to complete its work so that there is an updated electoral register and fresh elections can take place. We hope that happens soon.

My constituent, Helen Veevers, faces allegations in Kenya that she conspired to poison her father. She is concerned that she could be the victim of police corruption in that country. Can the Minister reassure me that the Foreign Office is making representations and will keep a close eye on the situation?
