Commons ChamberThe preventing sexual violence in conflict initiative remains a top Government priority. The UK is recognised as a global leader on the issue. We have committed over £46 million across 29 countries since 2012 and deployed the UK PSVI team of experts over 90 times. We are currently reassessing potential dates for the PSVI international conference in the light of developments on coronavirus, but we are committed to progressing conference ambitions of strengthening justice for survivors and holding the perpetrators of these horrific crimes to account.
I thank the Minister for his response. In 2019, 14 million women were subject to gender-based violence. We know that this figure rises during conflicts and crises. Will the ministerial team work with international groups and make representations at the UN later this year—presuming that the conference goes ahead—on preventing sexual violence in conflict and ensuring that we keep a firm eye on gender-based violence?
I thank my hon. Friend for his question. I know that he takes a keen interest in this area, given his previous work for Lord Hague, the former Foreign Secretary.
This is a big year for gender equality, as it includes the 25th anniversary of the Beijing declaration and platform for action, and the 20th anniversary of UN Security Council resolution 1325 on women, peace and security. The UK is proud to be a global leader in efforts to eradicate gender-based violence, and this year we will launch a new £67.5 million multi-country programme to prevent gender-based violence. We have expressed a strong interest in leading the Generation Equality action coalition on ending gender-based violence, and we will announce plans for the proposed UN General Assembly summit in due course.
The aforementioned Lord Hague—the architect of the preventing sexual violence initiative—recently said that if the UK was not prepared to take effective action in this area,
“it would be better to let another country take the lead”.
Does the Minister agree, or will he listen to Lord Hague and give this vital initiative the funding and political leadership it deserves?
We are wholly committed as a nation to ensuring that all efforts to tackle conflict-related sexual violence are survivor-centred, in line with UN Security Council resolution 2467, and that this policy and practice avoids the re-traumatisation of survivors.
Some appalling incidents of gender-based violence occurred during the Sri Lankan civil war. Will the Foreign Office do everything in its power to persuade the Sri Lankan Government to live up to the commitments they made in sponsoring resolution 30/1 in the UN Human Rights Council?
We certainly will. My right hon. Friend raises an important point. We are in regular contact and will ensure that, through our network and all channels, we discuss this with our Sri Lankan friends.
The UK is committed to the promotion and protection of human rights worldwide. We are one of the longest standing members of the Human Rights Council, and we are committed to maintaining that record when we stand for re-election this year. The UK’s autonomous global human rights Magnitsky-style sanctions regime is due to come into force in the coming months. That will allow us to impose sanctions in response to serious human rights violations or abuses around the world.
Since June 2019, when the UK became co-chair of the Equal Rights Coalition to defend LGBT communities around the world, no additional Commonwealth countries have joined. Even now, there are no Commonwealth members from Africa, Asia or the Caribbean. What can the Minister do to improve that dire situation?
We must tackle all human rights issues through multilateral organisations wherever possible. The UK Government will continue to make that case through our networks and ministerial team, and the hon. Gentleman raises a serious point.
University professor Chan Kin-man said about the 2014 Umbrella protest in Hong Kong:
“The reason we had this protest is that China did not honour a promise to Hong Kong to let it have democracy.”
He now faces seven years in jail for leading that protest. Will the Government stand up for him, or was Chris Patten right to describe their policy towards China as simply “craven”?
I met the Chinese ambassador in the past 10 days, and raised the issue of Hong Kong. We remain concerned about the political situation in Hong Kong, and believe that the underlying causes of the protests have not been addressed. We welcome the peaceful manner in which so many Hong Kong people have expressed their views, and we will continue to call for a robust, credible, and independent investigation into the events in Hong Kong between June 2019 and last January.
I was interested to hear what the Minister said about multilateral institutions, because the European convention on human rights was the brainchild of Winston Churchill. It was drawn up by British lawyers, and the UK was the first country to ratify it in 1951. Instead of being proud of that achievement, why do the Government now want to stand alone with Belarus, Europe’s last remaining dictatorship, in refusing to support the convention?
We continue to work with regional organisations, including the European Union, the OSCE, the Council of Europe, and the Commonwealth, to strengthen their democracy work. Most recently we have offered support for election monitoring in North Macedonia and Serbia, and we are supportive of the work that human rights defenders do across the world by promoting and protecting democratic values as well as human rights.
Our consistent top-table ranking in numerous soft power indices makes the UK’s strengths clear, from our diplomatic network to cultural institutions and leading scientific research. The Foreign and Commonwealth Office enhances the UK’s soft power overseas by investing in international future leaders through the Chevening and Marshall scholarship programmes, supporting the BBC World Service in its biggest expansion in 70 years and, this year, showcasing our creativity alongside the British Council as part of the UK-Japan season of culture, as well as taking a leading role on climate ahead of COP26. Through our actions, we continue to have a positive influence in the world.
I recently visited Union Papertech in my constituency with Britain’s high commissioner to Pakistan to see how its innovations in paper technology are leading the way in booming consumer and green economies in the subcontinent. Does the Minister agree that some of global Britain’s best advocates and ambassadors open our markets for our values as well as our products?
My hon. Friend is spot on. I agree that British innovation is a key soft power asset. We recognise the importance of innovation and technology for global Britain, which is why the Prime Minister has committed to the UK being a global science superpower by increasing investment in R&D. My hon. Friend’s example of the high commissioner’s visit to Heywood and Middleton shows that our diplomats are committed to supporting innovative British products, as they do throughout our global network.
My hon. Friend is right to raise that issue. I have had the pleasure of visiting studios in Wales. I agree that our creative industries are at the forefront of the innovation I have mentioned. They put the UK’s skills and expertise on a global stage, about which we can all be proud. People who work in those areas, including in Bridgend, are an asset to our influence around the world.
The British Council is an important institution. My constituent, who remains its employee, is still in Evin prison in Iran. What assessment has the Foreign and Commonwealth Office made of this morning’s announcement that some prisoners have been released? Is Aras Amiri, or indeed Nazanin Zaghari-Ratcliffe, among them?
My right hon. Friend the Foreign Secretary raised that issue with his Iranian counterpart yesterday. We are deeply concerned about both the individuals the hon. Lady mentions. We are liaising constantly with the Iranian authorities whenever possible and keeping in touch with family members to ensure that they are let out as soon as possible.
In what way is continuing to disregard the advisory opinion of the International Court of Justice and the resolution of the UN General Assembly on the future sovereignty of the Chagos Islands a diligent exercise of the UK’s soft power?
We are confident in our position on the issue the hon. Gentleman mentions. We are more than happy to talk to him following the session so we can discuss it further one to one.
The events in Delhi in February were very concerning, and the British high commission in New Delhi is monitoring the situation closely. The death of one protester is one too many. India’s strength, like that of the UK, is in its diversity. We trust the Indian Government to address the concerns of people of all religions. Where we have concerns, we raise them directly with the Indian Government. Most recently, my colleague Lord Ahmad of Wimbledon raised concerns about the impact of recent judicial and legislative measures on minorities with a senior official from India’s Ministry of External Affairs on 25 February.
The violent riots that took place in Delhi have resulted in 1,638 arrests, 14 damaged mosques and 10 damaged Hindu temples, and more than 50 Hindus and Muslims have been killed. After 330 community meetings, however, places of worship are being repaired and business is being restored. Can my hon. Friend confirm that business is returning to normal in India, with peaceful protests allowed but not violent ones?
I know that my hon. Friend takes a keen interest in this issue. We welcome the fact that there have been no new reports of rioting since February, although we are sure that tensions remain. Now, as ever, we support Prime Minister Modi’s call for peace and harmony. India’s strength, like that of the UK, is in its diversity, and we trust that the Indian Government will address the concerns of people of all religions.
On 25 February the Minister for South Asia and the Commonwealth, my noble Friend Lord Ahmad of Wimbledon, met the Sri Lankan Foreign Minister in Geneva to express the UK’s serious concerns about the new Sri Lankan Government’s announcement that they no longer support UNHRC resolution 31 and subsequent resolutions. Lord Ahmad urged the Foreign Minister to reconsider.
Human Rights Watch has this month chronicled Sri Lankan security agencies stepping up surveillance, harassment and threats against human rights activists and journalists. Great as it is that Lord Ahmad is raising concerns, as his ministerial colleague has just set out, is it not about time that Britain got a little more robust with the Sri Lankan authorities?
The hon. Gentleman is right to raise this matter. In a statement on 27 February we raised our serious concerns about those reports of surveillance and harassment of human rights defenders. We have raised those concerns directly at senior level with the Government in Colombo, and I can assure him that we will continue to urge the Sir Lankan Government to fulfil commitments made in the resolution; to deliver truth, accountability and meaningful reconciliation; and above all, to ensure the protection of human rights for everyone in Sri Lanka.
I know that my hon. Friend has been working very hard, because I have been in contact with him over the weekend on behalf of his constituents who have been affected by the outbreak. I can assure him that our consular staff in London and worldwide are working around the clock to ensure that British nationals affected by the epidemic, including those in hospital, quarantine or isolation, are safe and have access to healthcare whenever necessary. As Members know, in some cases that has included repatriation, although it remains a last resort.
David Miliband and David Cameron demonstrated the importance of leadership from the top in the context of human rights in Sri Lanka. In that spirit, would the Foreign Secretary be prepared to meet me, and other members of the all-party parliamentary group for Tamils, on a cross-party basis to discuss the leadership that we now need from him in the light of the events and developments at the United Nations Human Rights Council?
We are extremely concerned about the issues in Sri Lanka, to which I referred earlier in response to the question asked by the hon. Member for Harrow West (Gareth Thomas). As the Minister responsible for that region, I should be more than happy to meet the hon. Gentleman to discuss those issues further.
We all have constituents who are stranded overseas because of the lack of flights. I have five nurses who are stuck in the Philippines, and the consular advice from the embassy has been for them to get on a flight as quickly as possible. First, there are no flights back to the United Kingdom. Secondly, there is no way for them to get to the airport. What help is the Foreign Office giving UK nationals across the world who are stuck despite being advised to get home?
The hon. Gentleman is absolutely right to raise the issue that his constituents face in the Philippines. Travel advice is changing hourly—we have made over 100 changes in the past 24 hours. I would urge him to wait for the Foreign Secretary’s statement on the issue, which will come after this session.
My hon. Friend is right to raise this issue. The UK and Ireland are in regular contact at the highest levels to discuss our respective responses to covid-19, and we will continue to work closely together. On Saturday, at a meeting of the North South Ministerial Council in Armagh, the First Minister, the Deputy First Minister and Northern Ireland’s Minister for Health met the Taoiseach, the Irish Health Minister and the Irish chief medical officer to discuss the issue. The Secretary of State for Northern Ireland is also in regular contact with his counterpart. Obviously, health is devolved in Northern Ireland, but my hon. Friend can rest assured that we are in regular contact with our Irish friends.
I have four constituents stuck in Vietnam after discovering that they were on flights with somebody who had coronavirus. Two of my constituents are young women who are stuck in an overcrowded hostel, which is filthy and has limited running water. They are fit and healthy, but they might not be for much longer. What support are the Government providing in terms of Government-sponsored flights home? Will the Minister meet with me to discuss these cases and how we can help those women get home, please?
The hon. Lady is absolutely right to raise this issue. I know of the particular problem. I have spoken to other hon. Members about constituents who are probably in the same accommodation. I spoke this morning with the Vietnamese ambassador, with a request that the British nationals are moved urgently into hygienic conditions, so we are working on that and I will have an answer from the ambassador. Rest assured, we are doing our best to improve the treatment for those individuals.
Although the immediate focus of our interests in south-east Asia rightly has to be the safety of British citizens and how we can get them back home, which no doubt will emerge shortly in the statement, I know that the Secretary of State shares my huge enthusiasm for the potential in south-east Asia for greater trade, investment and, indeed, much wider partnerships. Will he say today whether the idea of having an Association of Southeast Asian Nations investment forum, which would be as good and possibly even better than the Africa investment forum, is one that he supports?

I congratulate the hon. Member for Strangford (Jim Shannon) on securing this incredibly important debate, and I commend him for his long-standing commitment to this issue. I also thank the other hon. Members present for their contributions.
I will try to respond to all the points that were raised, but first let me thank my hon. Friends the Members for Henley (John Howell) and for Gillingham and Rainham (Rehman Chishti), and the hon. Members for Leeds North West (Alex Sobel) and for Manchester, Gorton (Afzal Khan). I commend my hon. Friend the Member for Wakefield (Imran Ahmad Khan) in particular for his personal and touching short intervention regarding the Ahmadi community. I have witnessed at first hand the charity work the community does; I had the pleasure of visiting the Ahmadi mosque in south London, and the Ahmadi community came together in our hour of need during the floods in 2015 and 2016. I am extremely grateful for their support, as are the people of Tadcaster.
Let me start by reaffirming the Government’s unwavering commitment to freedom of religion or belief. The hon. Member for Leeds North East (Fabian Hamilton) just reaffirmed the words of my colleague Lord Ahmad of Wimbledon. That commitment was further underlined by the Prime Minister’s appointment last year of my hon. Friend the Member for Gillingham and Rainham as his special envoy on this subject. I thank him for his contributions to the debate and for the hard work he puts into that important role; I know the Prime Minister and the whole Government are very appreciative. He succeeded Lord Ahmad, who ably held the role along with his ministerial duties at the FCO and continues to champion the subject in his role as Minister for human rights.
In addition to appointing an envoy, we have demonstrated our strong commitment to defending the right to freedom of religion or belief around the world. In delivering on that commitment, we work closely with like-minded partners such as the United States, Canada and our European friends. By standing together and sending a unified message to those who fail to respect religious freedom, we become stronger agents of change.
We have used our influential voice at the UN, the Organisation for Security and Co-operation in Europe and the Council of Europe to raise awareness of the scale and severity of persecution. We have also built strong and lasting relationships with non-governmental organisations, experts, faith leaders and academics, and with grassroots organisations and parliamentarians. That network of allies keeps us closely informed, acts as a critical friend and demonstrates the importance the UK attaches to respect between communities.
That ongoing conversation is important, but does it create the change we need? To evaluate the impact of our work, the then Foreign Secretary, my right hon. Friend the Member for South West Surrey (Jeremy Hunt), commissioned an independent review of the scale of Christian persecution globally and the support the Foreign and Commonwealth Office offers to persecuted Christians and, indeed, all persecuted religious communities around the world. The review produced a set of challenging recommendations on what more the FCO could do to support people of all faiths and none in every part of the world. The Government accepted all the recommendations. As we have heard, my hon. Friend the Member for Gillingham and Rainham is overseeing their implementation and reported back on progress to the Bishop of Truro a couple of days ago. My hon. Friend asked officials to categorise the recommendations into short, medium and long-term priorities. Under his oversight, 11 recommendations have been implemented or are on their way to being implemented.
To give an example, work is under way to ensure that British diplomats and officials in relevant roles receive enhanced religious literacy training, to help them understand the role that religion plays in many people’s lives and in the decisions they make. We are also working to establish the UK’s first autonomous global human rights sanctions regime, which will aim to deter individuals from committing serious human rights violations or abuses and to hold those who do accountable. Our commitment has also led us to agree to work towards tabling a UN Security Council resolution on the persecution of Christians and people of other faiths or beliefs in the middle east and north Africa region.
Overall, the UK is working harder than ever to support those who are persecuted on account of their religion or belief and this excellent debate highlights why our efforts are so badly—and sadly—needed. As we heard from various hon. Members, in Pakistan, the members of minority communities, including Christians and Ahmadi Muslims, are suffering terrible discrimination and abuse. We continue to urge the Government of Pakistan, both bilaterally and through our partners and international channels, to ensure that all citizens enjoy the full range of human rights as laid down in Pakistan’s own constitution and enshrined in international law.
In India, we are closely monitoring developments following the passing of the Citizenship (Amendment) Act, mentioned by the hon. Member for Manchester, Gorton. We raised our concerns about the impact of that legislation with the Indian Government. The recent violence in Delhi is concerning, and we trust that the Indian Government will address the concerns of residents of all faiths. We continue to engage with India at all levels, including union and state government.
The Opposition spokesman, the hon. Member for Leeds North East, rightly raised the situation in China. We are deeply concerned about the persecution of minorities, and particularly of Uighur Muslims in Xinjiang. We have repeatedly raised our concerns, including in a statement by my colleague Lord Ahmad at the last UN General Assembly and at the most recent Human Rights Council. We had an opportunity yesterday to debate the plight of Uighur Muslims in this Chamber.
In Nigeria, where I know my hon. Friend the Member for Henley has great experience as one of our envoys, we are encouraging the Government to do more to reduce conflict. Last month, the FCO hosted a conference on fostering social cohesion, which looked at the complex drivers of conflict in Nigeria. We began to identify solutions that meet the needs of all communities.
In Iran, which again was raised by the Opposition spokesman, we remain deeply concerned about the treatment of minorities, including the Baha’i community. We continue to take action within the international community to press Iran to improve its poor record on human rights. We did so most recently this month at the UN Human Rights Council.
I will take this opportunity to respond to right hon. and hon. Members’ contributions. The hon. Member for Strangford asked about progress on the Truro review recommendations. We have heard about some of that from my hon. Friend the Member for Gillingham and Rainham. We have accepted the 22 recommendations and work is ongoing to ensure that we implement them. We are committed to implementing the recommendations in full.
The hon. Member for Strangford also asked about progress on the recommendation to ensure that mandatory religious literacy training is available to staff. We are working to ensure that such training is available to all staff and, indeed, across Government. He also asked about tabling a UN resolution to send peacekeeping forces to Nigeria. As he knows, for more than a decade, Islamic insurgents including Boko Haram—Islamic State in West Africa—have caused immense suffering to the Muslim and Christian populations. We have made clear to authorities at the highest levels in Nigeria the importance of protecting civilians and we regularly raise our concerns about the increasing violence.
The hon. Member asked about our efforts to rescue Leah Sharibu. We remain deeply concerned about her case and those of all individuals who have not returned home. We will continue to work with the Nigerian Government, non-governmental organisations and civil society to improve the security situation and human rights for all people in Nigeria.
The UK Government will continue to show global leadership in encouraging all states to uphold international human rights obligations and in holding human rights abusers to account. As the Prime Minister announced in his Greenwich speech on 3 February, the UK will also be a global champion for free trade, which is a force for good that underpins stable, open and prosperous global economies.
The hon. Member asked whether we would provide direct aid to vulnerable communities in Nigeria. We are working closely with the Department for International Development—in fact, all FCO Ministers are also DFID Ministers—on freedom of religion or belief. Humanitarian assistance is provided on the basis of need, irrespective of race, religion or ethnicity, and we work to ensure that aid reaches the most vulnerable, including those from religious minorities.
The hon. Member asked how we are helping women from minority faith groups, who suffer from double persecution. We acknowledge the double vulnerability facing women from minority religious communities. Our human rights policy work considers the intersectionality of human rights, and the UK defends the full range of human rights as set out in the universal declaration of human rights.
I turn to my hon. and gallant Friend the Member for Beckenham (Bob Stewart). He described his speech as a ramble and as twaddle; I could not disagree more. He described what he witnessed and had to deal with alongside his men and his wife Claire, whom I know. He believes she is the bravest person he has ever met. His was one of the most moving and passionate speeches heard in this place, based on true personal experience. I take this opportunity to thank my hon. and gallant Friend for sharing his experience of the brutal attacks on religion that he witnessed. I also thank him for his outstanding service to his country and the international community. [Hon. Members: “Hear, hear!”]
The SNP spokesman, the hon. Member for Glenrothes (Peter Grant) was absolutely right to raise, in his calm and rational way, a number of important points, including the fact that freedom of religion or belief is the choice of the individual, not a view that should be imposed by the state. He brought the Chamber together with his point that true religion is based on making things better for humanity.
The Chamber will be aware that Christians and other minorities have suffered terribly through the conflict in Syria, particularly at the hands of Daesh. We are working for a political settlement that protects the rights of all Syrians, regardless of ethnicity.
I will conclude to give a minute to the hon. Member for Strangford. While taking action to tackle religious intolerance abroad, we must recognise that it is not just a foreign problem or one that blights countries suffering conflict. It also happens here in the west, where we have seen attacks and antisemitic graffiti. In New York, five people were stabbed as they celebrated Hanukkah. Those attacks show that no country is immune to intolerance and hate.
I assure the House that the Government will continue to be a long-standing champion of human rights and freedoms. We have a duty to promote and defend our values of equality, inclusion and respect, and we will stand up for minority communities around the world and defend the right of freedom of religion or belief for everyone, everywhere.

I commend my hon. Friend the Member for The Wrekin (Mark Pritchard) on securing this important debate and on his excellent, well-informed speech. I thank hon. Members for their contributions, which included some powerful and well-informed interventions from my hon. Friends the Members for Henley (John Howell), for Wycombe (Mr Baker) and for Broadland (Jerome Mayhew)—he brought his own personal perspective to the debate—and from the hon. Member for Poplar and Limehouse (Apsana Begum).
As hon. Members know, the UK’s relationship with China is a long-standing one; we work together on many areas, including trade and climate change. However, as we have heard in the debate today, ethnic and religious minorities in Xinjiang are continuing to experience significant and indiscriminate restrictions on their basic freedoms, including their freedom of religion or belief, speech and association.
The intense crackdown we see today has its roots in China’s “Strike hard against violent terrorism” campaign, which began in 2014, following a series of terrorist attacks in the region. In Xinjiang, Chinese officials seek to disrupt what China calls the “three evil forces”—separatism, extremism and terrorism. That includes restrictions on religious freedom. Chinese authorities have banned traditional, unexceptional expressions of religious observation, from giving children religious names to having what is described as an abnormal beard or wearing a veil, to attending a mosque under the age of 18—bans that we in the UK find deplorable. There are also credible reports to suggest that Chinese authorities use a highly sophisticated central database to flag individuals deemed as suspicious. Such individuals, if identified, are likely to be detained.
Our diplomats most recently visited Xinjiang in May and November 2019. Their reports, much like some of the experiences of hon. Members here, paint a bleak picture of the oppression suffered by millions of Uighurs and other minorities. Their observations supported much of the recent open-source reporting on the region, reports by non-governmental organisations and leaked documents from the Chinese Government.
We have also seen credible evidence to suggest that Uighurs are being used as a source of forced labour in Xinjiang and across China, and that if individuals refuse to participate, they and their families are threatened with extra-judicial detention.
I am sorry to put the Minister on the spot, but we are not here to play games. These are serious issues. As I am on my feet, there are currently men, women and children illegally incarcerated in China. Will he commit today that the Government, through their procurement office, will write to all the suppliers to Her Majesty’s Government that I have referenced today in this Chamber, to seek assurances that they are not using slave labour or forced labour to manufacture their goods?
Our concerns about this area and the report that my hon. Friend refers to are very well known. The research in the report, and the potential use of forced labour, gives us a better understanding of the situation. We contributed a small part of the overall funding to that research, although we did not play a part in the drafting of the report. It helps to inform us, and my hon. Friend raises a very good point.
I will move on; I do have to finish, and I hope to give my hon. Friend the Member for The Wrekin a couple of minutes at the end. I hope the hon. Gentleman will understand.
Our intelligence is that families are also obliged to host Chinese officials in their homes for extended periods, to demonstrate their loyalty to the Communist party. On the streets, Uighurs and other minorities are continuously watched by police, supported by extensive use of facial recognition technology and restrictions on movement.
Of all the severe restrictions, our greatest concern is that more than 1 million Uighurs and other ethnic minorities—more than 10% of the Uighur population—have been detained in internment camps. The deputy party secretary of Xinjiang stated in December that all detainees have been released from the camps. We have not seen sufficient evidence to support that statement and assess that a significant proportion remain in detention. It is unknown how long each individual is detained, what chance they have of release or whether they can appeal their detention. Clearly, detentions have split families, left children effectively orphaned and created a culture of fear.
China’s initial response to allegations of human rights abuses in Xinjiang was to deny the existence of the camps, but after a significant amount of evidence was reported and international attention increased, that position became untenable. China now describes the camps as education and training facilities. We recognise that Xinjiang is of significant geopolitical importance to China, both as an economic corridor to markets in central Asia, the middle east and Europe, and as home to large gas fields, half of China’s coal deposits and an estimated 20% of its oil reserves. However, although that may partly explain China’s strong security interests in Xinjiang, we believe, based on all available evidence, that its actions are disproportionate, systematic and counterproductive.
Innocent citizens have suffered greatly under the policies. We have been calling, via the UN, for China to close the camps, cease indiscriminate surveillance and restrictions on religion and culture, and allow UN observers unfettered access to the region. China is contravening its own constitutional provisions on freedom of religion and its obligations under the 1948 universal declaration of human rights. I reassure my hon. Friend the Member for The Wrekin that the human rights situation in Xinjiang remains a priority for me, the Foreign Secretary and the UK Government as a whole. We strongly believe that everyone, everywhere, should enjoy equal rights and protection under the law.
My hon. Friend the Member for The Wrekin and the hon. Member for Rhondda (Chris Bryant) made the sensible point that China’s actions could be counter- productive in terms of the potential for being a breeding ground for terrorism. That argument is difficult to disagree with. My hon. Friend the Member for Gloucester (Richard Graham), who knows the region incredibly well, made a similar point. China has some genuine terrorism concerns, but as I said, its actions are indiscriminate and disproportionate, and will be counter- productive in the long term.
My hon. Friend the Member for Congleton (Fiona Bruce) talked about the rights of children. I share her deep concern about the impact of the policies on children in particular. She also mentioned sanctions, as many Members did, including the hon. Member for Rhondda. The Foreign Secretary has announced that the UK will establish a global human rights sanctions regime under the Sanctions and Anti-Money Laundering Act 2018. We will lay secondary legislation to establish that regime in the coming months.
It would be inappropriate to comment on potential designations before the regulations come into force.
The reality is that, now we have left the EU, designing the first piece of UK autonomous sanctions legislation will be complex, and it is worth taking the time to get it right. The hon. Member will have to have some patience, but the matter is very much on our radar and we will do it.
That is absolutely right. Members have my commitment that we will introduce our own sanctions regime, but we have to put the secondary legislation in place to ensure that we get it right.
The hon. Members for St Helens South and Whiston (Ms Rimmer), for Bolton South East (Yasmin Qureshi) and for Manchester, Gorton (Afzal Khan) mentioned the allegations of organ harvesting. We have been in touch with the World Health Organisation on that issue. We note the publication of the findings of the report on forced organ harvesting from prisoners of conscience in China. We are reading that report very carefully and considering it alongside all possible evidence. Our position is quite simple: if this is true, the practice of systematic state-sponsored organ harvesting would be truly horrifying.
The hon. Member for Bolton South East asked what we are doing to ensure that people are released. I assure her that all our diplomatic activity is focused on urging China to end the policy, including closing the camps and releasing those detained. My hon. Friend the Member for Rutland and Melton (Alicia Kearns) asked about international engagement. I assure her that lots of our engagement includes Muslim-majority countries, which is crucial. She rightly talked about the Human Rights Council action, including a resolution. I hope to set out the extensive UK activity and leadership in the area.
We have repeatedly raised Xinjiang in our national statements, and most recently in the current human rights session yesterday. The Opposition spokesman, the hon. Member for Manchester, Gorton, raised CCTV and the company Hikvision. He may or may not be aware that, in the last few days, the Home Secretary cancelled the invitation for Hikvision to attend a security conference in the UK. That is very important.
We condemn the actions of the Chinese authorities in Xinjiang in the strongest possible terms. China is pursuing policies that prevent people in Xinjiang from lawfully practising their rights to freedom of religion or belief, speech and association. More than a million Uighurs and other ethnic minorities have been extra-judicially detained. We continue to urge China to end those policies. It is in the interest of China’s international reputation and the long-term stability of Xinjiang that China honours its commitments to its own constitutional provisions on freedom of religion or belief and the universal declaration of human rights. I assure all Members that we will continue to urge the Chinese Government to change course and to do so.

(Urgent Question): To ask the Foreign Secretary if he will make a statement on what representations the UK Government have made to EU counterparts regarding the situation at the Turkish-Greek border and the refugee crisis in Greece.
With your permission, Mr Speaker, I will answer the urgent question, because the Minister for the Middle East and North Africa is currently travelling back from the middle east.
The Government are very concerned by the situation on the Greek-Turkish border, but we should not allow the crisis to detract from the reality that has created it. Continued brutal violence, particularly in Idlib, by the Syrian regime and its Russian supporters, has driven millions of refugees into Turkey and beyond.
On 3 March, both the Prime Minister and the Foreign Secretary discussed the situation with their Turkish counterparts, and we have also discussed it with the Greek Foreign Minister. Dialogue is key, so we welcomed yesterday’s talks between President Erdoğan and European Council President Michel on the 2016 EU-Turkey migration deal. We will continue to support the implementation of that deal, as it is crucial to the effective management of the migratory flows and to preventing people from risking their lives by attempting to cross the Aegean. At the same time, we recognise Turkey’s generosity, and the burden of supporting millions of refugees who have fled the civil war in Syria.
Both Greece and Turkey face additional challenges as a result of increased migrant flows, and we are providing support for their response. As well as providing humanitarian assistance in Syria, the UK is providing interpreters in the Greek island hotspots and search and rescue operations in the Aegean, and we are taking part in a range of capacity-building projects with Turkey’s Directorate General of Migration Management. We are also working across government to explore where the UK can provide further support to improve the conditions for migrants, especially the most vulnerable.
As I have said, the principal cause of the migration situation is the reckless and brutal nature of the Syrian regime and the Russian offensive in Idlib. The Syria conflict has been one of the most destructive in recent human history, and we want the war to end as quickly as possible. We very much welcome the recent ceasefire between Turkey and Russia, but it cannot stop there. We also continue to support efforts to renew political dialogue to bring a lasting end to the Syrian conflict. We support the constitutional committee in Geneva as a first step towards obtaining the peace that the Syrian people so desperately need, and we regret that those talks have broken down. The regime and its backers must now demonstrate commitment to resolving this conflict by engaging in good faith with the constitutional committee and with the UN’s efforts. Preventing a further worsening of the humanitarian crisis is imperative, and the UK will do all we can to support those in need, while pressing for an end to the Syrian conflict that has impacted so many around the world.
I thank the Minister for his answer. Last Friday, I met my constituent Sally Wainwright to hear about her experiences as a volunteer helping refugees and migrants on the Greek islands. As tensions have risen, mobs have attacked press and aid workers, refugee facilities have been set on fire and non-governmental organisations have had to pull out.
It is clear that the 2016 deal between the EU and Turkey is breaking down. Last week, Turkey decided to open its borders with Greece, and it even bussed migrants close to the north-western border. We have seen the troubling pictures of hundreds of refugees or migrants attempting to land small boats on the Greek islands. Tens of thousands of people have headed for the land border and become trapped between Turkey and Greece. Greece has halted all asylum claims for a month and sent riot police and border guards to turn people back, to deter them from entering the country. Aggressive measures have been employed, and we have seen migrants stripped naked and beaten before being sent back across the border. We have had reports of a refugee being shot dead by live ammunition and of a child dying at sea.
Yesterday, as the Minister said, President Erdoğan visited Brussels for talks, and there have been reports that the EU is considering taking up to 1,500 child refugees from the Greek islands to ease the pressure on the overwhelmed camps. My constituent tells me that hundreds of those child refugees are unaccompanied. In the Prime Minister’s Greenwich speech on 3 February, he said that
“the UK is not a European power by treaty or by law but by irrevocable facts of history and geography and language and culture and instinct and sentiment.”
British citizens such as my constituent Sally have lived up to that sentiment and done what they can. I want to know what the UK Government are going to do on the ground to ease this humanitarian disaster.
The Government have also spoken about protecting vulnerable children and said that that will remain a priority after Brexit, so may I ask the Minister three specific questions? First, can he tell us what the UK is going to do to ease the plight of child refugees, particularly the unaccompanied ones, on the Greek islands? Secondly, what representations have the UK Government made to Greece and Turkey to end the human rights abuses that have been reported and to ensure that Greece follows the rule of law in relation to asylum applications? Thirdly, how will the UK Government assist the British non-governmental organisations that have been forced to suspend their operations amid concerns about the safety of their staff and their volunteers?
I thank the hon. and learned Lady for bringing this question to the House this morning. Clearly, we are extremely concerned about the pressure that the changes at the border have caused. This has put the Greeks in particular under great pressure. We are encouraged by the words of President Erdoğan yesterday, and we hope that the EU-Turkey migration plan can be put back on track. She is absolutely right to say that that has been brought under pressure. We remain absolutely committed to supporting Greece’s efforts to manage the migration effectively, but it is imperative that we urge all sides to avoid any actions that may endanger human life. We fully support the rights of states to control their borders, but we expect them to fulfil their international obligations under the 1951 refugee convention. It is also imperative that the human rights of migrants are protected and promoted.
On resettlement, as the hon. and learned Lady will know, we work closely alongside the United Nations High Commissioner for Refugees. Our resettlement programmes resettle more refugees than those of any other EU member state. In 2018, almost one quarter of all resettlement to the EU was to the UK. We also aim to resettle in the region of 5,000 of the world’s most vulnerable refugees in the first year of our new UK resettlement scheme.
First, may I place on record the thanks I think we should all give the Turkish Government for their work in hosting so many refugees out of Syria? May I also pay huge tribute to the Department for International Development, which I believe is still the largest contributor of aid to the region, contributing more than the whole of the rest of the European Union combined?
What are the Government doing to help the Greek Government not just to guard one of Europe’s borders—the hon. and learned Member for Edinburgh South West (Joanna Cherry) put it with perhaps a bit more force than some might feel necessary—but to empty the camps, manage the flow of people and offer a proper asylum process?
We continue to work across government to come up with a plan to explore what further assistance the UK can provide to improve the conditions for migrants. The EU has pledged all the support necessary, including €700 million, half of it immediately. We continue to have dialogue. We are talking not just with our Greek friends, but with the Turkish. The Prime Minister and the Foreign Secretary have raised this issue in the past week.
Thank you, Mr Speaker, for granting this urgent question, and I also thank the hon. and learned Member for Edinburgh South West (Joanna Cherry) for securing it. As she has rightly said, the behaviour of both Greece and Turkey towards the refugees stuck on their mutual border is utterly shameful—Turkey for wilfully putting them in that impossible position in the first place, knowing that there is nowhere for them to go; and Greece for its unacceptable, heavy-handed response, including the use of tear gas and water cannon, even against people in flimsy dinghies in treacherous conditions.
Much as the self-interested sympathies of Germany and other neighbouring EU countries may lie with the Greek Government, there is no right or wrong in this crisis. Turkey is using the threat of a refugee crisis as leverage to scare up EU and NATO support for its disastrous intervention in Idlib, and Greece is ignoring its obligations under the refugee and human rights conventions by responding with such brutality. Both are equally in the wrong and should stand equally condemned, both legally and morally. The question is: where do we go from here? While there are no easy answers, there are, as ever, two starting points.
First, is the welfare of unaccompanied children and adolescents at severe risk of exploitation, neglect and abuse? Can the Minister give us his estimate of how many children and adolescents are affected? He has been asked this question several times by several Members, so I will ask again: will the UK be joining Finland, France, Germany, Luxembourg and Portugal in offering these children help?
Secondly—again, as always—we must address this crisis at source and stem the increasing outflow of refugees from Idlib. We therefore urgently need an internationally agreed political solution to end the war in Syria, with the safe and peaceful resettlement of refugees at its heart. May I therefore ask the Minister, in closing, what action is currently being taken towards that end?
The right hon. Lady is right to raise those points. We are absolutely focused on supporting the response of the Governments in that region. We continue to provide support to Greece in the migrant camps, with half a million pounds of funding for humanitarian supplies for those hotspot islands that have been affected, as well as crucial search and rescue operations in the Aegean sea. Key to this is the EU-Turkey deal of 2016, which has reduced the pull factors and led to a significant reduction in the number of people attempting that dangerous crossing. We are very keen, and will support all efforts, to ensure that those talks land in a satisfactory conclusion.
The whole House will be grateful to the hon. and learned Member for Edinburgh South West (Joanna Cherry) for raising this matter and to the Minister for his measured statement and for pointing out that Britain has been by far the largest contributor of humanitarian relief. Will he bear in mind two specific points? The first is that Turkey has been fantastically generous in its support for refugees and migrants. Indeed, there are many who have faced the dreadful misery of all this who owe their lives to the Turkish support. Secondly, Europe—and that must inevitably mean the European Union above all—has failed to come up with the right solutions and, in particular, to forge a comprehensive approach to tackling the migratory crisis and misery.
There is not a lot to disagree with in what my right hon. Friend says. The European Union has very much pledged all the support that is needed, and that includes the rapid border intervention team. We are committed to providing at the root source of the problem, and let us not forget what the root cause of the problem is: the Syrian regime and the Russian forces, in particular their actions in Idlib. Last week, we announced a new package—a further £89 million in humanitarian aid—to help save lives and protect those Syrians who are at an increasing risk of violence in Idlib.
I commend the Minister on his statement as far as it went. It is right that we were focusing on the talks in Brussels with President Erdoğan and the EU Ministers. It is a matter of great sadness to me that the UK was not in that room and was not in those talks. Can the Minister assure us that the UK will continue to act in concert with the international community? I likewise pay tribute to the Turkish Government for the major humanitarian efforts they have undertaken to date. The UK is in a position to influence the Turkish Government on this. As a NATO ally and as a major donor, we are in a position to make a difference.
To pick up on the point we have heard already about unaccompanied minors, the organisation Safe Passage estimates that there are 1,800 unaccompanied children right now on the Greek islands, and the international community has pledged, as we have heard, to look after them. But the UK is in a position to act right now. Can the Minister again give us some information about how many children in the UK will take?
What I can tell the hon. Gentleman is that we are pushing for a more co-ordinated global management of migration that promotes greater responsibility at source. As I mentioned in one of my earlier responses, in the new UK resettlement scheme, we are aiming to settle in the region of 5,000 of the world’s most vulnerable refugees. Previously, we have helped more than 22,800 refugees: our initial target was 20,000. The vast majority, as he will know, were Syrian refugees, and clearly, if they are the most vulnerable, that is likely to include high numbers of children.
A lasting political settlement in Syria is key to addressing this tragic issue, but meanwhile there are so many people who are stranded and struggling in Greece and on Greek islands. I welcome the Government’s commitment to look at more ways to help those migrants in the situation they find themselves in. Meanwhile, there are a lot of aid agencies and local agencies who are working—in my constituency, Hope and Aid Direct volunteers are going to the Greek islands to help people there. Will my hon. Friend join me in commending the wishes of so many people to help out during this time of need?
Absolutely. NGOs, volunteers and support organisations are crucial in helping those who are in difficulty in the camps. We continue to be focused on supporting the Government’s responses in the region, and I join my hon. Friend in commending all those organisations that are putting the work in.
My right hon. Friend the Member for Islington South and Finsbury (Emily Thornberry), the shadow Foreign Secretary, and the hon. and learned Member for Edinburgh South West (Joanna Cherry) have already asked about child refugees, who are vulnerable by any definition. Can the Minister please confirm that the Government are joining the coalition of the willing led by the German Government to relocate 1,500 child refugees to try to help with some of the pressures in this crisis?
The hon. Gentleman raises an important point. He will be aware that this matter has to be discussed with Home Office representatives, but I repeat the fact that our resettlement programmes have resettled more refugees than any other EU member state. Under our new scheme, at the risk of repeating myself, we aim to resettle in the region of 5,000 of the most vulnerable refugees in the first year.
I spent a few months volunteering on the island of Lesbos at the height of the crisis in 2016. We worked to pull refugees out of the ocean, and we worked with unaccompanied minors who were deeply traumatised. Will my hon. Friend please confirm that we will always be on the side of humanitarian workers who simply want to save lives? Will he raise with his Greek and EU counterparts the abuses by Greek forces and Frontex, the EU force, against refugees, which I personally saw at first hand?
Indeed. I commend my hon. Friend for her work on Lesbos, which is one of the islands that is very much under pressure. As she will know, we are one of the largest donors to the crisis in the region. We will continue to provide assistance in the affected area, as well as in Syria, and it is not just the Foreign Office. The Department for International Development, in particular, has been a significant donor and is committed to pushing projects inside Syria, as well as in the affected area.
In many ways, the EU-Turkey deal of 2016 has allowed the EU to bury its head in the sand on this situation. We know refugees will flee wherever they can through whatever method they can, so a lot of refugees are not in established or recognised refugee camps but on the islands, not because they have chosen those places but because they were the first place of safety. What are the UK Government doing to rehouse, move and take responsibility for these refugees, not just those in recognised camps?
The United Kingdom is doing a significant amount. We are supporting Turkey to implement the EU-Turkey statement, and the United Kingdom has made €483 million of bilateral and EU budget contributions towards the €6 billion facility for these refugees.
Have the Government formed a view on what Turkey is doing on the ground inside Syria, other than suppressing our allies, the Kurdish-led Syrian Democratic Forces, and supporting Islamist fighting groups?
We keep such matters under constant review, and the Foreign Secretary is due to meet Foreign Ministers from the region shortly. I am sure there will come a point when an update to the House will follow.
The Minister has mentioned resettlement, and I am glad to hear the commitment to 5,000 places under the resettlement scheme, but I have two questions. What are his Government currently doing to improve access to the resettlement scheme on the ground? I have heard from refugee NGOs that it can be very difficult to get on to the scheme. Also, has the Home Secretary continued negotiations with the EU on the unaccompanied children about whom we have heard so much? We have heard about a letter, but what else has happened?
Progress is being made with participating states. We are working very closely with the UNHCR on the referral and transfer of more eligible children, and those transfers continue.
I join others in commending Britain’s work. The aid package we have provided is incredible, but that effort is undermined by the fact we have been unable to find a long-term political solution to Syria. Britain, Europe and the international community—the west—must take some blame for that. Turkey has raised NATO article 4, and the UN Security Council is paralysed because of the Russian veto. Brexit is now done, and we are not distracted by that. May I urge the Government to play a more influential role on the international stage in standing up to state-sponsored aggression?
Absolutely, and I am sure all of us in this House condemn the actions we have seen in the region, particularly by the Syrian regime. Let us not forget why we are in this position and why these people are in this position: it is because of the behaviour of the Syrian regime, supported by the Russians. We continue to support efforts to renew political dialogue, and we want a political end to this conflict. Syria, above anybody, needs a negotiated political settlement to end the conflict and to ensure the rights of all Syrians. We support the constitutional committee in Geneva as a first step towards obtaining that peace.
No matter how much money we put into the efforts of Greece and Turkey in the region, all we are ultimately doing is sustaining a situation that creates an environment in which the people traffickers and others involved in organised crime can flourish. If we are serious about treating refugees with the respect and compassion they deserve, we need to work with our European neighbours to devise safe and legal routes to sanctuary. What are the Government doing to achieve that?
Supporting the EU-Turkey managed migration process is key. There is huge pressure on Turkey, and we must thank it for its efforts thus far. It is a matter of regret that the borders were opened in this way 10 days ago, and we want to see this resolved. We are encouraged by yesterday’s talks, in which President Erdoğan was involved. We will continue the dialogue with Turkey and hope the process moves on.
Does the Minister agree that those who are so quick to lay into Turkey would be well advised to visit the Syria-Turkey border, as I did recently, to see the work Turkey has been doing on the part of refugees? Is it the Government’s intention to continue with the facility for refugees in Turkey, the EU programme, or will they be funding refugees through another vehicle, perhaps the German housing initiative, which plans to provide temporary housing for Syrian refugees who want to return and whose return can be guaranteed to be safe and dignified?
I am not as familiar with that particular programme as my right hon. Friend the Minister for the Middle East and North Africa, but I am sure we will be able to find a full response to that question.
What specific assessment have this Government made of the situation and the number of children caught up in this crisis? The Minister has just said that the UK will do all we can to support those in need, and we have heard repeatedly about hundreds of unaccompanied child refugees, so what specific additional measures will the UK Government put in place to protect those most vulnerable children?
As the hon. Lady will have heard, we are putting significant amounts of humanitarian aid into those border areas, and we are committed. Over 22,800 refugees have already been resettled under UK schemes, and we aim to resettle a further 5,000. Of course, immediate humanitarian aid is required, and we are providing that support—£89 million was committed last week—so I can assure her that the UK has stepped up to the plate in this regard.
As a nation, we can be incredibly proud of the support and generosity we have shown towards Syrian refugees and others in the region. I am somewhat concerned about the role of the EU in these recent challenges on its border. Can the Minister say a little about the strategic involvement of NATO in these geopolitical matters?
My hon. Friend raises an important point. Standing NATO maritime group 2 is deployed in the Aegean sea to support all international efforts to cut the lines of human trafficking and illegal migration. Everyone knows that has been happening and that people are being exploited. Additionally, NATO ships are providing real-time information to the coastguards and the relevant national authorities of Greece and Turkey, as well as to Frontex, which will help them in their efforts to tackle the crisis.
My constituent Joanna Hudak is working on the Aegean islands with Action for Education, and she points out that 42,000 asylum seekers currently reside there, whereas there is capacity for only 6,000. So further support for these reception centres is welcome, but that is not the comprehensive response needed. Surely the comprehensive response must include the relocation of some of these asylum seekers around Europe, and the UK should be part of that process as well.
The hon. Gentleman is spot on, and I could not disagree with him. However, we have to ensure that this process is done in a managed way, which is why we are supporting Turkey, bilaterally, in particular. We have been very proactive in providing significant levels of bilateral support to Turkey and Greece, because it is very important that we manage these migration challenges in a much wider and much more managed way.
I, too, have visited refugee camps in Turkey, on the Syrian border, and it is incredible the amount of aid that Turkey has been giving to refugees, as has the UK. We have provided more humanitarian aid to Syrian refugees than the whole of the European Union put together. Is it not clear that a large share of responsibility for the misery and chaos that has been caused falls to the European Union, which needs to step up to the plate, not only on humanitarian aid, but in sorting out the chaotic asylum in Greece and in securing the external EU border?
My hon. Friend raises a good point, but we should not allow that to detract from the reality that has created this situation, which is the continued brutal violence, particularly in Idlib, of the Syrian regime and its Russian supporters, which has driven millions of refugees into Turkey and beyond. He is right to say that the UK as a whole should be proud of the part we have played thus far.
Some 5.5 million people have been forced to flee brutal war in Syria, with more than 3.5 million fleeing to Turkey. The European countries have refused to do their fair share and instead have built a fortress to keep out people in need of safety. That is what we are witnessing at the Greek border. In the light of that, will the Government finally do what is right and significantly step up efforts, including by opening up safe and legal routes?
I am sure the hon. Lady will agree with my earlier point that we should absolutely condemn the offensives in Idlib. We must also welcome the ceasefire. We have repeatedly called for an immediate end to this, but preventing the further worsening of the humanitarian crisis is a key priority for us. Much more must be done to bring forward a lasting political settlement.
I am not sure that the Minister responded to the question put by my right hon. Friend the shadow Foreign Secretary about whether the UK will be joining countries such as France and Finland in the commitment they have made to these vulnerable children.
I have made the commitment that under our new resettlement scheme we aim to resettle 5,000 of the world’s most vulnerable refugees. On the agreement that the hon. Lady refers to, I am more than happy to get her a detailed response.
The Minister will be as worried as everybody else about the reports of the refugee camp being burned and of the vigilante groups on the ground. What support are the Government giving, particularly to NGOs, to help to de-escalate the situation out there?
The hon. Gentleman is right to mention the incidents that have been reported. It is fair to point out that the Greeks are under considerable pressure. We remain committed to supporting their efforts to manage migration effectively, but we would say to Greece and to all sides that they must avoid any actions that may endanger life. We continue to support the humanitarian work in the area. I mentioned the half a million-pound funding for humanitarian supplies for islands that are particularly affected—the hotspots—by the current crisis.
The situation on the border in Turkey is appalling, and a meaningful ceasefire and lasting peace are badly needed. When will the UK Government finally step up to the plate and use their influence to end this abhorrent conflict?
The hon. Gentleman brings, at the end of this session, the most sensible question about the root cause. We want a lasting ceasefire. We welcome the announcement that Turkey and Russia have agreed a ceasefire in Idlib. We have consistently called for such a lasting ceasefire. Preventing a further worsening of the humanitarian crisis, however, is our priority. On 3 March, the Prime Minister spoke to President Erdoğan to express condolences for the deaths of the Turkish soldiers in Idlib and support Turkish efforts to negotiate a cessation of hostilities. As I have said, the Foreign Secretary conveyed those messages to the Turkish Foreign Minister and President during his visit to Ankara on 3 and 4 March.

(Urgent Question): To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on recent violence in India and the Citizenship (Amendment) Act.
With your permission, Mr Speaker, I will respond to this urgent question as the Foreign Secretary is in Turkey today.
The British high commission in New Delhi and our extensive diplomatic network of deputy high commissions across India are monitoring closely the recent violence in India and developments around the Citizenship (Amendment) Act 2019. The events in Delhi last week were very concerning, and the situation is still tense. The death of one protester is one too many. We urge restraint from all parties and trust that the Indian Government will address the concerns of people of all religions in India. We also condemn any incidents of violence, persecution or targeting of people based on religion or belief, wherever it happens in the world.
India has a proud history of inclusive government and religious tolerance. Its secular constitution, which guarantees equality before the law, has been an exemplar of inclusive democracy. After his re-election, I note that Prime Minister Modi promised to continue this under the guiding principles of
“together with all, development for all and trust for all”.
These shared strengths and values are central to the governance of both our countries. It is a central message of our foreign policy that societies are stronger and safer when we embrace our diversity rather than fear it.
Related to this, many people have made it clear that they have concerns about the Government of India recently signing into law the Citizenship (Amendment) Act, which expedites the path to citizenship for Hindus, Sikhs, Buddhists, Parsis and Christians, but notably not Muslims or minority sects. The UK Government also have concerns about the potential impact of the legislation. It is because of our close relationship with the Government of India that we are able to discuss difficult issues with them and make clear our concerns where we have them, including on the rights of minorities.
Most recently, my ministerial colleague Lord Ahmad of Wimbledon raised these concerns about the impact of the CAA with a senior member of India’s Ministry of External Affairs on 25 February. Officials from the British high commission in New Delhi also raised our concerns about the potential impact of the CAA and the police response to the protests with the state government of Uttar Pradesh on 7 February. Our former high commissioner in New Delhi, Sir Dominic Asquith, also raised the issue with the Government of India in January, as did Foreign and Commonwealth Office officials with the Indian high commission in London.
More broadly, the UK engages with India at all levels, including union and state governments, and with non-governmental organisations to build capacity and share expertise to promote human rights for all. We will continue to follow events closely and to raise our concerns when we have them.

I assure the hon. Gentleman that we deplore what we have seen over the last few weeks, and we condemn the violence that has been recorded and broadcast. We have raised, and do raise, concerns with the Indian Government, especially over matters such as this. As I said, we have concerns about the impact of the CAA, and my colleague, Lord Ahmad, has raised them with the Ministry of External Affairs. We continue that dialogue. As recently as mid-February, officials from the British high commission raised our concerns about the impact of the CAA, and particularly about the police response to those protests with the state government of Uttar Pradesh. I assure the hon. Gentleman that our dialogue with the Indian Government is ongoing.
I commend my hon. Friend for his responses so far, particularly his remark that one protester who is killed is one too many. He will be aware that it is not just Muslims who have been killed; Hindus have also been killed as part of the riots. Will he confirm that there have been 514 arrests following those riots, and that the police have organised 330 separate meetings with different communities to bring them together and calm the situation down? Will he commend that action to restore peace and tranquillity to Delhi?
My hon. Friend takes a keen interest in these affairs. I would commend and applaud any action that attempts to take the heat out of the severe tensions over the CAA that currently exist in parts of India.
There is a lot of agreement across the House, and I commend the Minister on his statement, with which I agreed, as far as it went—we need to be clear that we can go a lot further. The situation has been, as we have heard, occasioned by a deliberate Indian Government policy of targeting Muslims with the Citizenship (Amendment) Act. In the short term, there is a real role for the UK Government—this was not mentioned in the statement—to build on the RESIST Government communication framework, as it is obvious that online disinformation is being used in India to inflame tensions. I commend the Government Communication Service and the Cabinet Office on this work. I think that the UK is in a position to undertake a real assessment of the online actors, including malign actors—this is aside from Indian Government policy, which is another issue, and I urge the Minister to step up efforts on dialogue regarding that—as there are online efforts that could be made against that sort of disinformation, as people are at risk of further violence.
The hon. Gentleman makes a sensible and important point. I am pleased that he welcomes the report. Any measures, whether attempting to clamp down on online disinformation or those that my hon. Friend the Member for Harrow East (Bob Blackman) raised, are welcome. We are in constant contact on these issues, and we know how important this is to Members of Parliament and their constituents, who may have family in the area. I appreciate the hon. Gentleman’s comments.
I welcome my hon. Friend to his new position. Will he confirm that he will use his high office and every power that he has to make sure that Members’ concerns are relayed to the Indian authorities, particularly given that the brutality seems to have been meted out by those who should enforce the law, as was recently shown in BBC coverage.
My hon. Friend makes an important point. I alluded to our concerns about some of the police brutality that was meted out. We have long regarded protest as a key part of any democratic society. Democratic Governments must have the power to enforce law and order when a protest crosses the line into illegality, but we also encourage all states to ensure that their domestic laws are enforced in line with all international standards.
In the past five years, Narendra Modi’s BJP Government have chosen a path of systematic discrimination, whether the abrogation of article 35A in Kashmir or the citizenship law. Calling the recent violence “community clashes” seeks to normalise far more sinister events. India is now controlled by a Hindutva supremacist Rashtriya Swayamsevak Sangh ideology, with strong historic links to the Nazi party. The current Prime Minister of India was a member of the RSS. What steps is our Prime Minister taking to call out that discriminatory practice at the heart of the Indian Government?
The hon. Lady makes a powerful point. We are in constant contact with the Indian Government. I mentioned in my statement that we have concerns about the impact of the CAA legislation, particularly on Muslims, and she is right to raise that. Rest assured that, through our close relationship with India, we are able to raise those concerns with that Government, especially in a live situation.
The United Kingdom can be justifiably proud of being a world leader in matters relating to freedom of confession. Can the Minister confirm that Her Majesty’s Government will call for a thorough investigation of all and any abuses that have been perpetrated, and use their influence to call for restraint?
My hon. Friend makes a sensible point, and it is because we have influence with the Indian Government that we are in a good position to do that. We have close contacts, and we actively promote—I think we are a world leader in this—matters relating to freedom of religion and belief. Ministers and senior officials raise individual cases, and highlight practices and laws, that discriminate against people on that basis.
Incited mob violence in Delhi on the basis of someone’s faith brings back painful personal memories, as a religious minority, of the 1984 genocide of Sikhs while I was studying in India. We must learn from history, not be fooled by those whose insidious aim is to divide society and are hellbent on killing people and destroying religious places in the name of religion. What message has the Minister given to his Indian counterparts that the persecution of Indian Muslims, many of whom who have protested peacefully against the Citizenship (Amendment) Act, is utterly intolerable; that the police cannot stand idly by or, worse still, be complicit, as is alleged by many victims and social activists; and that the perpetrators must feel the full force of the law?
The hon. Gentleman speaks very powerfully from personal experience. It is absolutely essential that we speak up when we believe that abuses have taken place. When protest crosses the line into illegality, as I mentioned, the Government need to act within all domestic and international laws to make sure that those laws are enforced. He is absolutely right to raise these issues, and we are constantly talking at ministerial and official levels with the Government of India about our concerns, particularly regarding the CAA.
I am speaking on behalf of a great number of constituents who have presented me with very grave concerns about what is happening in India. Does my hon. Friend agree that clamping down on any human rights abuses will always be a central part of UK foreign policy?
That is absolutely right. We take the lead on this issue around the world and we are well regarded. This is a core part of our foreign policy, and my hon. Friend is absolutely right to raise that in the House on behalf of his constituents.
We know that there is a pattern of behaviour and that this is just the latest example of religious intolerance in India. When Prime Minister Modi welcomed Donald Trump a couple of weeks ago, we saw the two of them embracing each other and scrambling to do a trade agreement. In the scramble for a post-Brexit trade deal, what reassurances can the Minister give that we will not be doing the same, and that we will raise these cases at the highest levels of Government and not ignore human rights when it comes to doing trade deals?
While trade is vital for our economy and future prosperity, this in no way compromises the United Kingdom’s commitment to holding human rights at the core of our foreign policy. I guarantee the hon. Gentleman that we will not pursue trade to the exclusion of human rights.
The United Nations High Commissioner for Human Rights recently introduced an intervention plea in the Supreme Court of India about the CAA; she has been given a brush-off by the Indian Government. What are we doing to bolster the position of the UN commissioner?
I am aware of the intervention to which my hon. Friend refers. I assure him that we raise our concerns privately and regularly with the Government of India. We will continue to engage with them on a full range of human rights matters and we raise our concerns when we have them, particularly at the current time.
As the BBC recently reported, the latest outbreak of violence in Delhi is very worrying, as there is evidence that the police are complicit in and, indeed, encouraging violence against Muslims. What are the Government doing to make sure that they are talking to their counterparts in Delhi to ensure that Muslim’s lives there are safe?
The hon. Member raises a very good point. Any allegation of human rights abuses is deeply disturbing, and the violence that we saw was incredibly concerning. I assure the House that we have made it clear that those incidents must be investigated thoroughly, promptly and transparently.
The fact that the Indian Government have felt able to pass this law and some of the responses that we have seen to it are deeply distressing. Will my hon. Friend not only confirm that he will continue to raise this at the highest level but make a commitment that Foreign Office staff will now start planning how we can act to raise the pressure on this issue before there is any further escalation, rather than reacting in response to it?
I know that my hon. Friend has great experience of foreign affairs, having worked in the Department, and she raises a very good and crucial point. Because we have that close relationship with India through our officials and at a ministerial level, we can have that dialogue. She makes a very sensible point about being pre-emptive rather than reactive.
The Citizenship (Amendment) Act and the violence it has precipitated would be concerning enough if it was a single isolated act, but we all know that it is not; it comes on the heels of Modi’s Government’s actions in relation to Kashmir and the implementation in Assam of a national register of citizens. It is beginning to look like part of a course of conduct designed to marginalise the Muslim population in India. India is part of the Commonwealth. What are we doing through that forum, alongside the bilateral representations that I trust we are making?
The right hon. Gentleman rightly mentions the NRC in Assam. I know that there are concerns in that area as well. Through our network of high commissioners, we continually assess that situation. I can get back to the right hon. Gentleman in writing on action through the Commonwealth.
On the intervention application to the Indian Supreme Court by the United Nations High Commissioner for Human Rights, does the Minister believe that this is an internal sovereign issue, or does he believe that it is an international issue, given that India is a signatory to a plethora of international law obligations?
We raise these issues directly and have done so privately. I am aware of what the United Nations High Commissioner for Human Rights has filed, but the UK Government intend to pursue our policy of raising issues directly with the Government of India.
In October 1984, Delhi witnessed the genocide of Sikhs in their thousands under Congress rule. What steps is the Minister taking to ensure that all ethnic and religious minorities in India can feel safe, secure and free from persecution?
All minorities in India deserve that protection, and I can assure the hon. Lady that we constantly remind our counterparts at official and ministerial levels of their responsibilities in that regard.
In my constituency, families of Indian origin have wonderful relations with each other, whether they are Hindu, Sikh or Muslim, so it is heartbreaking to see the violence in India. Is the Minister thinking about how we can use all our policies, including our aid policies, to encourage equally good relationships between communities in India itself?
My hon. Friend will be aware that the UK Government have several projects in India, though we do not provide funding directly to the Government of India. I know that this can be helpful and that our intervention is appreciated in many areas.
I echo the Minister’s tribute to the constitution of India. Since it was drafted under the leadership of Dr B. R. Ambedkar after independence, it has been admired around the world for its commitment to equality irrespective of religion. Does he share my sadness that the Citizenship (Amendment) Act is such a decisive move away from that principle because, as he has explained, for some it makes citizenship dependent on their religion?
I do share the right hon. Gentleman’s concerns. The UK Government have broad concerns about the Act, which is why we are engaging directly with the Government. He is right to raise this matter because it is a huge concern.
Those of us with significant Indian Muslim communities will have seen videos showing shocking orchestrated sectarian violence. Can I encourage the Minister to invite the Indian high commissioner to his office to share with him the deep concern of many of our constituents about their families and friends in India? If there is one silver lining in this very dark cloud it is what one Gujarati Muslim said to me, which is that he and his family now value more than ever the pluralism and safety across faiths that this country provides.
My hon. Friend speaks with great knowledge and passion on all these matters and is right to raise this issue. I will speak to my ministerial colleague, Lord Ahmad of Wimbledon, who I know has a close relationship with the high commissioner. I am sure that this matter has been raised, but on behalf of my hon. Friend and his constituents, I will ensure that Lord Ahmad has a meeting with the high commissioner shortly.
Many of my constituents have raised concerns about the ongoing situation in India and Jammu and Kashmir. There is something the Minister could do to be of assistance. There will be many people within the UK Visas and Immigration system awaiting a decision, including people who have been through religious persecution already. What advice would he give to his colleagues in the Home Office on how those cases should be dealt with and will he ensure that the advice on India and Jammu and Kashmir is updated to reflect the ongoing situation?
We regularly update our advice on Kashmir via the FCO website and we encourage people to take close notice of that. I am sure that my colleagues in the Home Office will have noted the hon. Lady’s question and will make sure she gets a follow-up.
Our close relationship with India will ensure that our concerns on this matter are heard. What representations have the Government made to the Government of India to ensure that they, their states and their agents always act in compliance with international law?
My hon. Friend raises a good point. It is because we have a close relationship with India that we can raise our concerns at all levels with the Government of India. Most recently, just over a week ago, Lord Ahmad of Wimbledon raised our concerns about the CAA directly with India’s Ministry of External Affairs.
In August 2019, the Indian Government stripped Muslim-majority Jammu and Kashmir of its autonomous status. In December, it passed the Citizenship (Amendment) Act, which provides a path to citizenship for all migrant minorities except Muslims and creates a national register of citizens, forcing Indians to provide documents to prove their citizenship, which many poorer Indians do not have and many Muslims will not be able to get. Does the Minister accept that the recent violence in Delhi, which has been whipped up by BJP politicians and has led to dozens of deaths, is just the latest targeted assault on Muslims by the Modi Government?
The UK Government have deep concerns about the escalation that the hon. Lady refers to. She mentioned the NRC, which is currently enacted in the state of Assam. We have not received any confirmation from the Government of India that it will be expanded India-wide, but she is right to raise concerns, because millions of people could be affected and will be very concerned about this policy.
Does my hon. Friend agree that the UK leads the way on the global stage on freedom of religion and belief?
I do indeed. We actively promote the importance of freedom of religion and belief and we combat discrimination on the basis of religious identity through our diplomatic activity and through the UN and the Organisation for Security and Co-operation in Europe.
Recently, delegates from Nottingham’s Indian diaspora came to see me and challenged me—quite legitimately—over our special connection and relationship with India, which they said gave us a responsibility to speak out against what we have seen in Kashmir and with the CAA. The Minister has talked about the contact between our Government and the Government of India, but he has not said what impact that has had. He has detailed his strategy. What evidence does he have that it is working?
As I have said numerous times, we are constantly making representations where we believe there are human rights abuses. On Kashmir, as is well known, our position is that it is for India and Pakistan to find a lasting political resolution while taking into account the wishes of Kashmiri people. The Indian Government take notice of what the UK Government say, and that dialogue will continue.
The situation in Jammu and Kashmir is of particular concern to my constituents, many of whom have family and friends in the region. This is obviously a complex issue, but will my hon. Friend agree to put more pressure on the Indian and Pakistani Governments to take action to find a resolution that results in peace in Jammu and Kashmir?
Indeed. My ministerial colleagues talk to their colleagues in not just the Indian but the Pakistani Government. I can assure my hon. Friend and his constituents that that dialogue continues, and that we consistently press for channels of dialogue to remain open. We believe that it is for India and Pakistan to find a lasting political resolution, and we want to encourage the pace and scope of their dialogue.
Will the Minister join me in rejecting the language of riots, clashes, protest and communal violence? This is, in fact, a continuation of sustained and systemic Hindutva violence waged on the Muslim and many minority ethnic communities in India that is sanctioned by Modi’s BJP Government.
The UK Government have long regarded protest as a legitimate means of raising issues and as part of democratic society, but any allegations of human rights abuse are very concerning, and we believe that they should be investigated thoroughly, promptly and transparently.
Can the Minister share with us the reason why the Indian Government have excluded Muslims from the Citizenship (Amendment) Act? Does he agree that legislation should never discriminate on the basis of faith?
I can assure the hon. Lady that such legislation does give us cause for concern, especially for the Muslim community, and we make those points very clearly when we meet our counterparts.

(Urgent Question): To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on British citizens who are imprisoned abroad in countries where coronavirus is spreading rapidly.
With your permission, Madam Deputy Speaker, I will respond to this urgent question on behalf of the Foreign Secretary, who is travelling in the middle east.
Protecting British citizens at home and abroad is a top priority for the Government, and amid the outbreak of coronavirus, known as covid-19, the UK is leading the response. First, we are providing support to British citizens abroad, which includes travellers and their families in countries around the world. The Foreign and Commonwealth Office is closely monitoring coronavirus throughout the world, through its diplomatic network. We are providing travel advice to British nationals, so that they can be sure of the facts before deciding whether to travel, and sure about what to do if they are affected by an outbreak of covid-19 while travelling.
The UK has introduced measures to ensure that travellers returning from abroad do not spread the virus further. We have put in place enhanced monitoring measures at UK airports, and health information is available at all international airports, ports, and train stations. We have established a supported isolation facility at Heathrow to cater for international passengers who are tested, and to maximise infection control and free-up NHS resources.
For British nationals caught up in the initial outbreaks of the virus, we have co-ordinated repatriation for those impacted in Wuhan, and passengers of the Diamond Princess cruise ship. We are working with the Spanish authorities and tour operators to support the return of British nationals affected by the situation in Tenerife.
We also continue to assist our British nationals who are detained in countries such as Iran, which has seen reports of a high number of cases of coronavirus. France, Germany and the United Kingdom have expressed their full solidarity with those impacted by covid-19 in Iran. We are offering Iran a comprehensive package of both material and financial support to stem the rapid spread of the disease. Today, a plane departed the UK with vital materials, such as equipment for laboratory tests, as well as other equipment including protective body suits and gloves.[Official Report, 4 March 2020, Vol. 672, c. 8MC.] The E3, namely the UK, France and Germany, has also committed to providing urgent additional financial support close to €5 million to fight the covid-19 epidemic affecting Iran. This will be through the World Health Organisation or other UN agencies.
We will continue to support global efforts to combat the outbreak of covid-19. Our support is directed to help the most vulnerable across the globe and to strengthen the global health system to protect our own nationals. We have provided £40 million investment into vaccine and virus research, and £5 million to the World Health Organisation. We will continue to do all we can to help to keep British nationals safe and healthy around the world.
I have raised the concerns about the health of my constituent Nazanin Zaghari-Ratcliffe several times in the Chamber, but today the situation is potentially fatal. The prison in which Nazanin is being held hostage has reported cases of coronavirus. She is seriously ill and is displaying symptoms associated with the virus. Her family are desperately worried about her and, Madam Deputy Speaker, I do not blame them.
Coronavirus is spreading through Iran at an alarming rate, as the Minister has just said, and Iran has actually pulled some of its own prisoners out of jails. Britain is pulling its non-essential staff out of the Tehran embassy in Iran. Yet the Iranian authorities are point-blank refusing to test Nazanin for coronavirus or any other British citizens in their jails. The United Nations Human Rights Council has made it clear that, under both Iranian and international law, Iran must provide medical treatment to Nazanin and British citizens like Nazanin.
What representations has the Minister made to Iran to test Nazanin specifically for coronavirus and to provide the full results? What assurances can he give that any results given by the Iranians will be reliable? The key point is that if we leave British citizens in harm’s way for long enough, they will come to harm. The Government face important choices over Nazanin’s case in the coming months. They must do everything possible to secure her permanent release and bring her back home.
Bearing that in mind, what instructions has the Prime Minister given to departmental and Government lawyers to resolve the debt that Britain owes to Iran? I read with interest the Iranian ambassador’s comments this afternoon about co-ordinating with British authorities to purchase urgent medical items—the Minister referred to that in his answer. Will he set out what humanitarian supplies the UK is providing to Iran to help it to tackle its growing public health crisis? Was my constituent’s potentially fatal medical condition mentioned in negotiations?
Nazanin Zaghari-Ratcliffe’s life hangs in the balance. I urge the Government to act and to act now.
The hon. Lady is right to raise this case. Things may have moved on a little bit today in terms of the testing with Nazanin Zaghari-Ratcliffe. The hon. Lady will appreciate that we are unable to comment on any medical assessments without the permission of Mrs Zaghari-Ratcliffe. We are in touch, and have been in touch today, with her husband. I can assure the hon. Lady that we are in close contact with the Iranian authorities to urge them to secure a temporary release for Nazanin Zaghari-Ratcliffe on medical grounds. We clearly do not think she should be in prison in Iran in the first place.
The hon. Lady referred to the debt. We do not share the view that the IMS—International Military Services—debt, or any other bilateral issue, is the reason for Mrs Zaghari-Ratcliffe’s detention. We expect Iran to live up to its responsibilities under international human rights law and the Vienna convention on consular relations, and to release Mrs Zaghari-Ratcliffe and all other dual nationals that are in Iran.
I know that the whole House will be thinking about the British diplomatic staff in Tehran. What they are doing now is a reminder that it is not just the military, but our diplomats, who put themselves in harm’s way in the national interest, and we are all very grateful to them for that.
Does not what is happening now highlight the moral bankruptcy of Iran’s position? It has taken a British citizen hostage and put her in jail completely wrongly, where she is then subject to catching, potentially, a very dangerous disease. My simple question is, has the Prime Minister called the President of Iran to make representations that Nazanin should be tested alongside the other dual nationals in Evin prison, or has the Foreign Secretary called his counterpart in Iran to insist on that happening? If they have not, it is absolutely essential that they do.
My right hon. Friend makes a fair point, which I agree with. On the point about our consular staff, we reduced the number of staff at the embassy in Tehran on 1 March. Some staff were temporarily withdrawn due to the ongoing outbreak, but essential staff needed to continue this critical work will remain. I assure him that we have been engaging—today, in fact—with the deputy Foreign Minister and that our ambassador is working on behalf of all our dual nationals in that country.

In the short time that I have, I want to make a heartfelt plea to the Government of Iran. We all have long memories in this House, and if I was to mention certain Iranian place names, such as Manjil, Rudbar or Bam, they would conjure up images of people diligently digging through rubble, searching for surviving earthquake victims. Among them were British firefighters, doctors and aid workers, supported by donations from the British people. They were all desperate to do their bit and were moved by nothing but mercy and love for their Iranian brothers and sisters. They never stopped to think about politics, sanctions or diplomacy; they just saw a humanitarian need and acted—acted on the common bonds of kindness and compassion that unite our two peoples.
When we address Tehran today, we can only ask it to do the same. For once, do not see Nazanin as a political football. Do not see Nazanin as a bargaining chip. Instead, see Nazanin the way the rest of the world does, particularly facing this new and terrifying threat to her health. See Nazanin as the loving mother desperate to get back to Gabriella. See Nazanin as the devoted wife in need of Richard’s care. See Nazanin as we saw those innocent people lying helpless in the rubble of a humanitarian crisis. You today have it in your gift to save her. Nazanin does not deserve this fresh suffering. She deserves only to come home today.
I hope that the Minister will join me in that plea and make a solemn commitment that if Tehran acts with compassion and generosity today, we will not forget our obligations to act with fairness and justice in resolving the other issues of dispute between our two countries.
The right hon. Lady makes a very heartfelt plea, which Government Members will find it difficult to disagree with. It is important that we continue the dialogue. That is incredibly difficult because the Iranian authorities do not recognise Mrs Zaghari-Ratcliffe’s dual nationality, so we do not get full consular access, but I assure the right hon. Lady that we continue to lobby on behalf of Nazanin and all other dual nationals. In a spirit of cordiality, I agree with everything that the right hon. Lady said.
I, too, welcome the words of the shadow Foreign Secretary, who is right to talk about Nazanin being a mother and wife, not a political football, but could we not extend that to the Iranian people, who for too long have been the victims of this tyranny and in many instances incarcerated by these theocratic despots, much like Nazanin? Would this not be a good moment for Her Majesty’s Government to reach out and offer assistance and care to the ordinary people of Iran? We have seen the deputy Health Minister in Iran fall ill with coronavirus and the Ayatollah’s chief medical adviser allegedly die of it. Surely this is the moment for the UK to reach out and say, “We are with the Iranian people, and always have been, and they will always be our friends.”
My hon. Friend the Chair of the Foreign Affairs Committee makes a very good point in the best of terms. He will no doubt have been encouraged by what I said in my answer to the urgent question about how, alongside France and Germany—the E3—we are providing almost €5 million of support directly to the people of Iran. From the UK, that means up to £2 million of financial aid and funding for technical expertise to UN agencies. I am very glad he would support that.
I commend the Minister on the statement outlining the international efforts the United Kingdom is taking part in to combat this outbreak —now is the time for us all to work across party boundaries and international borders—but can I reiterate the question about Mrs Zaghari-Ratcliffe? Will he respond to the question about the Prime Minister’s involvement? Will he reassure the House that he will urge the Prime Minister, if he has not done so already, to intervene in her case directly to make up for his earlier interventions?
As I just explained, it is very difficult when the Iranian authorities do not recognise dual nationality. The Prime Minister has met Nazanin’s family, as the hon. Gentleman will know, but we do not have full consular access; we use our people on the ground instead. The ambassador and the staff there are doing a fantastic job in trying circumstances. We are intervening: not only have we spoken to Mr Ratcliffe today—the Foreign Office is in regular contact with the family—but we have made very strong representations today on behalf of Mrs Zaghari-Ratcliffe stating that she should get the right treatment and indeed be released from that prison.
The hon. Member for Hampstead and Kilburn (Tulip Siddiq) is right to raise the plight of her constituent and other dual nationals wrongfully detained in Evin prison. Can the Minister say how the welcome €5 million pledged by the E3 will be spent and indicate whether the authorities in Tehran are prepared to accept it?
I can. I know that my right hon. Friend and former holder of my post takes a keen interest in this area. We are offering Iran a comprehensive package of material and financial support to halt and combat the rapid spread of this disease, and this support is being delivered through the World Health Organisation and the UN. I am pleased to report that I understand that the Iranian ambassador to the UK has tweeted his support for our support.
I thank my hon. Friend the Member for Hampstead and Kilburn (Tulip Siddiq) for asking this urgent question and for the great support she has shown to the family. Is the Minister aware of how many dual UK-Iran nationals there are in Iran and in Iranian jails, and whether any of them have compromised immune systems? I know that is very technical, but it does matter. Could he also give any advice to dual nationals or UK citizens in Iran about how they should go about contacting consular staff if they are concerned?
I am not in a position to the give the hon. Lady those full details, as she will appreciate; it is certainly not right for any Minister to comment on anybody’s medical situation. I can say, however, that our consulate in Iran is there and able to telephone and email. I hope people have access to the internet. We have a team there and they are very much prepared to help. We are also offering help to dual nationals in the UK and advising Iranian-British dual nationals not to travel to Iran. That is a bit of advice we have updated in recent days.
May I underline the positive suggestion made by the Chairman of the Foreign Affairs Committee, my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat)? We have a very large overseas aid budget. Surely the foreign affairs ministerial team should see this as an opportunity to offer practical medical assistance to the country, and, in so doing, improve the relationship, with beneficial consequences for the prisoners who are being held, justifiably or, more probably, not.
My right hon. Friend has made a fair point. We are doing an awful lot in terms of support. As I said in my statement, we have provided £45 million in aid thus far, on top of the €5 million through the E3. We are taking our responsibilities very seriously. The sheer fact that the ambassador has reached out in the way that he has is very encouraging.
Even allowing for probable under-reporting, the rate of death from coronavirus in Iran is probably the worst in the world, currently running at about 7%. Of course, our concerns are primarily with Nazanin and her family, but they must surely reach all the people of Iran as well. In expressing those concerns and in seeking to find a way to bring those people some relief, will the Minister undertake to work not just through the normal channels of diplomacy, directly and bilaterally, but with our many other friends in the Gulf region who are well suited and well placed to assist?
The right hon. Gentleman makes an important point. I am sure that, as the Foreign Secretary continues his travels in the Gulf this week, the question of how Iran’s neighbours, along with us, can provide that support will be very much on the agenda.
Can my hon. Friend confirm that, while dealing with Nazanin’s case, Her Majesty’s Government will continue to advocate the release of all our dual nationals detained by Iran? Will he also update the House on the welfare and security of Her Majesty’s ambassador, and of all Crown servants and other British embassy staff and their dependants who are in Tehran?
As I mentioned in my statement, we have reduced the number of staff in our embassy in Tehran. That was a precautionary but very much a temporary measure. Our essential staff will continue to do their critical work, and they will remain in post.
I am sure the Minister will agree that this coronavirus is a dreadful thing. It will probably come here much more than it is doing at present, but the people of Iran are suffering greatly, and we should do everything that we can for them during this crisis because that is the right thing to do—not as a quid pro quo, but in building a better relationship with Iran. Will he please push this as hard as he can? We want to be generous to the Iranian people, and to rebuild trust with that nation.
The hon. Gentleman is spot on. That is exactly what we want to do, and it is why we have reached out with assistance today, alongside France and Germany. At a time of global crisis such as this, it is incredibly important for countries to come together to support the most vulnerable. Given the number of cases and the number of deaths experienced by Iran, we will of course take that into consideration, and that is why we are offering our support.
May I associate myself with the comments of the right hon. Member for Islington South and Finsbury (Emily Thornberry)? Using mothers as political footballs is rarely a good look, but she finds herself in a difficult position, in part because of the failure of some of the medical staff and the overview that the Iranian Government have. Does the Minister agree that Professor Chris Whitty, the chief medical officer, and his team have done the most wonderful job since before Christmas, and we should be very grateful that we have them as part of the British association?
Indeed so. This is the most challenging health issue that this country—and in fact the world—has faced for as long as I have been in this House, and the pressure on our chief medical officers and all our professionals must be immense. But, having attended the Cobra meeting this morning, I can say that we are very well served by some absolutely professional, superb civil servants.
What reassurance can the Minister give me that my constituent, an employee of the British Council, which is part of the Foreign Office, will have care that is just as good as that of anyone else in Evin prison? I commend the fact that the Government have given extra money to the international effort to tackle coronavirus.
I can absolutely give the hon. Lady that assurance. We are aware of the additional number of dual-national prisoners, including the constituent to whom she refers, who was an employee of the British Council.
I am sure the Minister will agree that a huge part of containing the virus internationally is quick decision making at the Foreign Office, so what organisational changes has he made at the Foreign Office to monitor and protect British nationals overseas who are at risk of getting coronavirus, and to act quickly once they are identified?
The Foreign Office has not been slow to respond to this threat. I can assure my hon. Friend that the crisis response team, which is headquartered in the Foreign and Commonwealth Office, has been working round the clock with our teams and embassies throughout the world. We are providing consular assistance to British nationals affected in areas that have the virus and, crucially, we are working with our partners across the world to co-ordinate those responses.
May I first commend my hon. Friend the Member for Hampstead and Kilburn (Tulip Siddiq) for securing this urgent question today and for her persistence on behalf of her constituent? I also want to ask the Minister what direct briefings he has had from the Department of Health and Social Care about the advice that it has been able to give to British citizens who are imprisoned abroad on how to protect themselves from contracting coronavirus.
When prisoners abroad fall under the jurisdictions of the countries where they are, our embassies and our consular network stand ready to give support to those who are imprisoned. It is important that we keep up that dialogue. It is irrelevant whether the people in prison are British nationals or otherwise; they are still entitled to support, should they request it, and in some cases they have been requesting it.
There have been great concerns about Nazanin Zaghari-Ratcliffe’s health over the years. Could the Minister just tell us: when was the last time the Government specifically asked for her release on humanitarian grounds?
Those requests happen on a regular basis, I can assure the hon. Gentleman. Given the concern over the potential health of Nazanin, we have been asking for her to be released on medical grounds, but the point remains that we do not believe she should be there in the first place, and she should be released forthwith.
What assessment has the Minister made of the sanitary conditions inside Iranian prisons, including Evin prison, where Nazanin Zaghari-Ratcliffe is being held at the moment?
As the hon. Lady will appreciate, it is impossible for consular staff to gain access to the prison. We are in contact with Nazanin’s family and the families of other detainees at Evin prison, so we get reports back from the families and they provide incredibly useful intelligence when we are making our representations to Foreign Ministers from Iran.
Considering the serious nature of the outbreak of coronavirus and the deterioration of the health of my constituent, Mr Ashoori, who will soon turn 66, what will the Government’s response be, should there be a serious risk to his health because of coronavirus and to the health of other British nationals because of this outbreak?
I am not sure that I picked up where the hon. Lady’s constituent is imprisoned.
As I mentioned previously, we continue to have dialogue with the Iranian authorities. We have been speaking with them today. Under any international rules system, prisoners should be afforded the best possible treatment. We are in constant contact with the Iranian authorities and I can assure the hon. Lady that her constituent will be getting equal attention in terms of our consular efforts.
