Commons ChamberI also support the Prime Minister’s efforts in continuing to seek a resolution to this problem, and I share her concerns about being where we are, but I am concerned that the next time we seek an extension it may not be there. In order to avoid the dramatic consequences of that, and in addition to pursuing the withdrawal agreement as she rightly should, will she be as flexible as possible in relation to the alternatives and, if she is to get a true reflection of the House’s view, allow free votes on those alternatives to ensure that we can get an agreement over the line, leave the EU and have the future relationship with the EU that we want?

Commons ChamberThe Global Fund plays a critical role in the fight against AIDS, tuberculosis and malaria, having helped to save 27 million lives to date. The UK is considering the Global Fund’s investment case ahead of determining our contribution to a successful sixth replenishment, and senior UK attendance will be determined in due course.
I saw the devastating impact that HIV/AIDS, TB and malaria can have on communities during the four years that I led health services on the Uganda-Democratic Republic of the Congo border. Although the UK’s contribution has saved 2.3 million lives, progress is stalling, and the Global Fund is asking countries to increase their contributions by 15%. Will the Minister meet the all-party parliamentary groups on HIV and AIDS, on malaria and neglected tropical diseases and on global tuberculosis to discuss the UK’s response?
First, the House should pay tribute to the hon. Gentleman, who is one of a number of Members who have a background in that sort of work. We are in the hon. Gentleman’s debt for the experience that he has brought to the House’s discussions on the work that needs to be done. We recognise the need to keep the fund at a reasonable level, but we want to do even more, and I will of course meet him and other colleagues to discuss the matter.
If the Minister does go to the replenishment conference in France, will he share with other donors the excellent new UK initiative of an unlimited small charities challenge fund, which is a very real way to tackle some of these preventable and challenging diseases?
My right hon. Friend the Secretary of State has done invaluable work in boosting the small charities fund. It will indeed be more accessible for charities around the country that are doing great work in these fields, and we see it as a valuable addition to the work of DFID and the UK’s international contribution.
The hon. Lady is absolutely right. It is very important that HIV/AIDS is not seen as an issue of yesterday. I was present at the Amsterdam conference last year to make the case that there are still target groups that need more support. Sustaining and ensuring that countries’ local health systems have sustainable methods of dealing with this is a fundamental of DFID’s global health work, and it is essential that this work continues.
As chair of the all-party parliamentary group on malaria and neglected tropical diseases, I have seen the excellent work that the Global Fund has supported over the years, but local contributions from endemic countries are incredibly important. Will the Minister enlighten on whether those contributions have increased over recent years so that they can be put alongside the contributions through the Global Fund?
My hon. Friend is correct that national Governments have a significant responsibility regarding their contributions. Those contributions are increasing, but the question of mainstreaming that support so that it comes into their sustainable health systems naturally has to be considered. We will be working with other donors to boost the fund, and national Governments will have an increasing responsibility as time goes on, but they will not be left to deal with this situation alone.
There is some concern that the figure set out in the investment case by the Global Fund may not represent what is actually needed to get the world back on track, to meet sustainable development goal 3 and to end the epidemics of AIDS, TB and malaria. What avenues are the UK Government exploring ahead of the next replenishment conference to ensure that the global response meets what is actually needed?
We are the second largest donor to the current replenishment, and this is having a significant impact. We are conscious of the need to review the investment case carefully, and we are working with other donors to ensure that it does meet the challenges. Given that a number of different replenishments are going on at the same time, we are bringing our thinking together this year to ensure that United Kingdom support is well spent and covers the replenishments appropriately.
We can all agree on continued UK support for tackling the world’s deadliest diseases, but with so much Brexit uncertainty, the sector is rightly concerned about the future of UK aid and our role as a world leader in global health. I am sure that those in the sector have taken some reassurance from the Secretary of State’s comments on Monday that they should
“calm down and chill out”.
With almost weekly attacks on the Secretary of State’s Department from her own colleagues, and the Department losing 170 staff due to Brexit chaos, it is difficult to know what would be a bigger danger to UK aid—a no-deal Brexit or a Tory leadership challenge. Perhaps the Minister can dissociate himself, once and for all, from attempts to water down the 0.7% of UK aid from public funds.
Good try, Dan. It was the Conservative party that brought forward the 0.7% commitment, and it is a Conservative Government who have worked it through. I entirely understand the hon. Gentleman’s point; it was a good try. The Government are enormously committed to the delivery of aid, to ensuring that aid is constantly reviewed and does the job, to the 0.7% and to the independence of the Department for International Development, so that it remains a self-standing part of the Government. The hon. Gentleman need have no fears. If we wants to avoid the worries of Brexit, perhaps he might vote for the deal.
My right hon. Friend is absolutely correct—no, there is not. He speaks of the Gavi replenishment, which is again important this year. That refers to global vaccination, which we will of course maintain our support for and position on. I hope that the whole House unites in combating the anti-vaccination campaigns that are taking place in too many parts of the world. As someone who had the benefit of my father’s own polio vaccinations to me as a child, vaccination is very personal to me. We all need to keep it up—and thanks, Dad.
First, I congratulate Ellington Primary School on its work in joining the Department’s mission to help save the world from landmines, and in joining leading UK non-governmental organisations such as the Mines Advisory Group and the HALO Trust, which do fantastic work in this space. We constantly go to those who are not yet signed up to the Ottawa convention to ask them to do so. I hope my hon. Friend will take even further interest in this, and perhaps do some visiting, as I have done in the past.
Last week, I held a telephone conference call with Lise Grande, the UN co-ordinator on Yemen, and a number of UN agencies. We are looking at everything we can do. This morning, I met humanitarian workers—women workers—from Yemen themselves. We will of course work even more closely with all our partners there and support UNICEF in all its work.
The UN Human Rights Council will vote this week on a one-sided motion that minimises Hamas’s role in the violent Gaza border protest last year. Will my right hon. Friend assure me that the UK will continue to oppose one-sided resolutions, particularly given the horrifying scenes this week in Gaza, with brutal beatings of journalists and academics by Hamas?
The UK made clear some time ago that we would oppose matters under item 7 of the Human Rights Council’s determination, and we expect to do that. On Gaza, the international commission was unable to investigate non-state actors, but there is no doubt that the situation was serious, as Israeli authorities have also determined. The UK will maintain its position in relation to that.
In the case of a no-deal Brexit, the Secretary of State has given some limited assurances to NGOs accessing funds from the EU’s humanitarian fund that the Government will underwrite them in future. Are they prepared to do the same for NGOs that access funds for broader humanitarian work?

Commons ChamberYemen remains the world’s largest humanitarian crisis, with nearly 80% of the population requiring humanitarian assistance. The UN is set to launch a new $4 billion appeal for 2019 later this month, at a pledging conference at which I hope to represent the UK. The UK is providing £170 million this financial year, including enough food for the equivalent of 4 million Yemenis for a month.
More than 3 million people have been internally displaced and thousands killed in Yemen, mainly as a result of the Saudi coalition bombing campaign. Last year, the cholera outbreak affected 200,000 people. More than 22 million people are reliant on humanitarian aid and millions of children are unable to go to school. When will the Government stop selling arms to Saudi Arabia and work towards an end to the conflict?
The situation in relation to the conflict has moved on a degree with the fragile peace agreed in the Stockholm agreement. That fragile ceasefire and redeployment of forces continues, as a result of which the humanitarian situation is improving. The latest figures I have show that in January commercial and humanitarian imports via sea, over land and via container met 94% of monthly food requirements and 83% of monthly fuel requirements. The situation in Yemen was caused not by the Saudi coalition but by a Houthi-led insurgency.
Before Christmas, there was much discussion about the ceasefire around the port of Hodeidah and the prospects that it would bring for improving the humanitarian situation in Yemen. What further progress does the Minister expect to be made in helping those who have suffered for so long in Yemen?
The ports of Hodeidah and Salif are open and they are taking in more ships. My hon. Friend is absolutely right that the test of whether the political agreement in Stockholm is having an impact will be measured by success on the humanitarian front. We will continue to do all we can to support the UN efforts to find peace in Yemen.
The Stockholm agreement is indeed very welcome, but the Minister is right that it is also fragile. One of the features is the World Food Programme supplies, to which it is hard to get access. Will he update the House on the prospects of getting that access because the head of the Office for the Co-ordination of Humanitarian Affairs has said that there is a risk that the food will simply rot and therefore not be available for consumption?
The hon. Gentleman is right. I spoke to the World Food Programme director, David Beasley, last week. The situation is that it has been difficult to get to the Red sea mills because of mining. There is a concern that some food not only has rotted, but has been stolen by illicit elements, so we have to find out what is there. The continuing progress in relation to peace will make access to those mills more likely, and we will continue to press for that.
I welcome what my right hon. Friend and his Department are doing in this tragic situation. What more can the UK do to make sure that children in particular who are suffering so much are helped more?
I am grateful to my right hon. Friend for his words. The best thing that we can do is, first, support the negotiations to ensure that the conflict comes to an end—that is the best thing. Secondly, we should keep up our support for humanitarian aid and assistance, which has been significant. In relation to the children, we should back things such as a nationwide measles and rubella vaccination campaign, which is under way and which will target 13.3 million children in Yemen between 9 and 14 February. That demonstrates how much we owe to the aid workers who are involved there and also the contribution that the UK is making.
There is no doubt that the Minister has done a huge amount of work on this issue, but the key is the resumption of the peace talks. The parties last met on 18 December. When will they meet again? That will unlock the corridor and unlock the humanitarian needs.
The right hon. Gentleman of course knows as much about Yemen as anyone in the House. The peace talks are built on confidence, and the next round will take place when UN envoy Martin Griffiths believes that there is sufficient confidence for those talks to proceed. At present, the ceasefire, although fragile, has held. Confidence is building up between the parties, and when the time is right, we will be able to move forward to the next stage.
Infectious disease surveillance is vital to global health security. The UK supports global, regional and national efforts to strengthen surveillance, including through the World Health Organisation, the global fund and the global polio eradication initiative. The Department for International Development’s tackling deadly diseases in Africa programme and Public Health England are helping to strengthen regional and national surveillance capacity.
The eradication of polio in the next few years represents an incredible achievement of both vaccination and international co-operation, but the infrastructure and staffing of the global polio initiative has provided a lot of the surveillance that helped to detect epidemics such as Ebola. How does the Minister plan to replace the polio resources and ensure that both vaccination and surveillance continues?
The hon. Lady, who understands this issue very well, is right to point to the importance of the global polio eradication initiative, which has been the bedrock for disease eradication efforts. Innovative approaches have helped to provide timely and high-quality surveillance. What we need to do is ensure, through both in-country programmes and the work being done through WHO, that surveillance on polio does not slacken off because of potential eradication, and we will continue to do that.
What potential is there for the work that the Department did last year with the Met Office, NASA and other US scientists on cholera in Yemen to be scaled up and used in other crisis situations to prevent the spread of disease?
My right hon. Friend points to a remarkable innovation that, recognising the importance of wet and damp weather for the spread of cholera, used the resources of the Met Office to ensure that accurate support was provided in areas of risk. It is a very good use of modern technology, which we intend to see replicated elsewhere.
The Minister will be aware of some of the excellent work done by researchers in universities across the UK, including the University of St Andrews and the University of Dundee, in tackling illnesses such as AIDS, TB and malaria. Given the drop in aid to health spending recently, will he commit to ensuring a fully funded global fund?
We have been one of the leading donors to the global fund, and there is no suggestion that that should end. My father was a graduate of St Andrews and was also at Dundee, and we will be making sure that good research facilities remain key to the United Kingdom’s support efforts.
I associate the Labour party with the Secretary of State’s comments in respect of DFID staff in Nairobi.
We in the United Kingdom are rightly proud of our publicly run national health service, and it is thanks to our incredible NHS staff that we are able to effectively tackle the causes and symptoms of infectious diseases here. Does the Minister agree that this experience should underpin the Department’s work on health and that our overseas development work should therefore focus explicitly on supporting Governments and citizens to invest in their own universal healthcare systems?
Absolutely. Much of our work in global health is designed to support particular projects to eradicate individual diseases, but it is also crucial that we support and sustain health systems where they are. These health systems will do an incredibly valuable job in looking for the sort of illnesses and infectious diseases, such as antimicrobial resistance, that could spread around the world.

Commons ChamberThe United Kingdom is at the forefront of the humanitarian response and has been providing life-saving support to millions of people across Syria from the start of the conflict. To date, we have committed £2.71 billion, our largest ever response to a single humanitarian crisis. This includes the provision of more than 27 million food rations and 10 million relief packages since 2012.
I thank my right hon. Friend for that answer. Just before Christmas, I had the rather humbling honour of meeting two Syrian families who fled the horror of that country to find sanctuary in Shaftesbury in my constituency, where they are making their new home. The pictures that they showed me and the stories that they told were indeed horrible. Will my right hon. Friend assure me that, notwithstanding everything else that is going on, Her Majesty’s Government has not forgotten Syria and the underlying and ever pressing need for peace?
I can assure my hon. Friend that no one in the Foreign and Commonwealth Office or the Department for International Development has forgotten Syria. We are all shocked and moved by the plight of those who have suffered so much, and I am familiar with some of the pictures that my hon. Friend describes. We are engaged diplomatically and in humanitarian terms every day in relation to Syria.
Although Daesh is significantly weakened in Syria, a US departure could leave a vacuum that could cause more misery. Does the Minister expect the focus of humanitarian assistance in Syria to change as a result of the withdrawal of US troops?
The full details of the impact of the US withdrawal have yet to be worked through. Our focus on humanitarian aid will not be changed, and we continue to monitor the situation closely as it develops. Our focus on providing humanitarian assistance to millions of people displaced both externally and internally will remain.
The possibility of a US withdrawal raises serious concerns about civilian protection. Will the Minister tell us what the Government are doing to work with agencies on the ground to ensure that, particularly in the Kurdish-controlled areas and in Idlib, as much as possible is done to protect civilians?
Yes indeed. To reassure the hon. Gentleman, who is the Chair of the Select Committee, we are very concerned about the potential implications, particularly on the Turkish-Syrian border. We are in constant contact with our partners in relation to this and with humanitarian agencies, which are fully abreast of the consequences of actions that have not yet happened. Everything is being done to try to encourage a peaceful resolution of the political conflicts there.
Are any plans in place to deal with what will be, I suspect, the increasing humanitarian needs of Syrian Kurds in particular, especially if they are attacked by the Turkish military?
As I indicated to the Chair of the Select Committee, we are all extremely concerned about the potential implications of US withdrawal and what it might mean on the Turkish border in relation to Kurdish areas. Humanitarian agencies are very alert to this, but politically we are doing what we can with partners to minimise any risk of confrontation there.
What assessment is it possible to make of the number of lives that have been saved in Syria as a result of the historic financial contribution to the aid effort by the United Kingdom?
It is difficult to put full figures on this, to be honest. We believe, as I indicated earlier, that we have provided 27 million food rations, 40 million medical consultations, 10 million relief packages, and 10 million vaccines. If we look at all those whose lives have been protected—the 3.5 million in Turkey, the 1.5 million in Lebanon and the 1 million in Jordan— we can see that United Kingdom aid has played a significant part in that.
Last year the UK Government cut funding to aid programmes in rebel-held Syria, instead shifting focus to this valuable humanitarian work in the region. None-the-less, groups such as the Free Syrian police, whom we supported throughout the conflict, continue to face a number of threats from the regime as they continue their valuable work. Will the Secretary of State assure me that her Department has not simply abandoned these people and that their ongoing protection is still a matter of serious concern for the UK Government?
DFID’s aid has always been focused on humanitarian need, regardless of who has been in control of territory. Provided we can be assured that aid and support are not diverted for terrorist or extremist purposes but get through to those who are in need, that is the guiding principle on which we work, and will continue to be the principle on which DFID will provide humanitarian aid.
The United Kingdom is a world leader in efforts to end the AIDS epidemic, including through our major investment in the Global Fund, which provided 17.5 million people with treatment in 2017. We are working to expand access to treatment while reducing new infections, particularly among adolescent girls, women and other groups who face stigma and discrimination.
I thank the Minister for his answer. Along with medication, education has been transforming the spread of HIV in the UK, with infections falling by 28% since 2015. In sub-Saharan Africa, however, three in four new infections among 15 to 19-year-olds affect girls, and globally young women are twice as likely to be infected with HIV as men their age. What steps is my right hon. Friend taking to curb HIV infections within the most vulnerable and susceptible groups?
I am grateful to my hon. Friend for that question. Women and young girls are indeed a vulnerable group in relation to AIDS. Ending AIDS as a public health threat by 2030 is a priority for the UK, which I was able to re-emphasise when speaking at the International AIDS Conference in Amsterdam earlier this year. Tackling AIDS is possible only if we target the most vulnerable populations, which we are doing by focusing on adolescents in the sexual and reproductive health programmes that we support.
Analysis from the STOPAIDS coalition shows that, despite increased funding to multilaterals, overall DFID funding for HIV programmes has been falling, with bilateral funding for HIV programming falling from £221 million in 2009 to just £13 million in 2017. What steps is the Department taking to fill the funding gap created by that cut? If the Secretary of State is to shift spending to multilateral mechanisms, will the Minister confirm whether the Department will continue to invest in the Global Fund at the sixth replenishment conference in October 2019?
I am grateful to the hon. Lady for her questions. There is sometimes a difficulty with comparing spending when taking a snapshot, because programmes last for different lengths of time, but she is right to recognise our strong commitment to the Global Fund. We invested £1.2 billion in the current replenishment process, and we also provided extra assistance to the Robert Carr civil society Networks Fund during the course of this year. We will ensure that funding continues to go to programmes, and we do our best to track it when it goes into the wider programmes where the AIDS spending will actually happen. That remains a priority for us.
I am grateful to my hon. Friend for mentioning that programme. In fact, my hon. Friend the Minister for Africa visited the programme recently and was able to see its valuable work on both AIDS and Ebola. That sort of ministerial commitment demonstrates our support on the ground, which will continue and intensify.
Our commitment to global health is designed to ensure that focus is placed on the most vulnerable, and our support for sustainable health systems ensures that the work that is going on to improve maternity and pregnancy services in so many parts of the world is supported and bolstered by the work that we do both in country and multilaterally.
The US decision to stop funding the United Nations Relief and Works Agency support to Palestine risks vital education and healthcare services there. I welcome DFID’s decision to increase funding in the short term, but is that sustainable in the longer term?
We and other donors have moved very rapidly this year to seek to cover a shortfall in UNRWA funding. Work is going on to ensure that, in the long term, UNRWA is sustainable. Ultimately, though, the issue is not UNRWA, but the unresolved situation of refugees.

Commons ChamberThe United Kingdom has prioritised protecting and safeguarding women and girls in the speed and scale of our response to the Rohingya crisis. Our latest funding to the crisis will reach over 250,000 people affected by sexual and gender-based violence with targeted training, psychosocial support, and sexual and reproductive health treatment.
Hundreds of incidents of gender-based violence are being reported each week in Rohingya refugee camps. In line with the recommendations in the 2015 global report on Security Council resolution 1325, will the Minister guarantee that all future funding for the Rohingya response allocates at least 15% to gender in the emergency programming?
We have given ring-fenced funding to protect women and girls—indeed, over and above the recommendation that the hon. Gentleman has raised—which forms part of our latest £70 million of support. We have provided 30 children-friendly spaces, 19 women’s centres and case management for over 2,000 survivors of sexual and gender-based violence. The hon. Gentleman is absolutely right to raise this. We share his concern, and we are—practically—doing something about it.
What practical action is being taken to ensure that the infrastructure at Cox’s Bazar improves the safety of Rohingya women and girls?
My hon. Friend will know that if someone goes there and sees the nature of the camp, they will realise that over a period of time improvements have been made to ensure better safety. Practical issues such as lighting, making sure that people are safe at night, is an important part of that. However, there are always concerns that there is more to be done. We have directed our efforts not just to supporting infrastructure, but to practical work with clinics and safe spaces for women and girls. Above all, this is about making sure that people have somewhere to go if they fear there is any risk, but sadly, too many people in the camps report that, as time goes on, this will still be something they need help to counter.
Last month, I attended a fundraising event held by the North East Rohingya Solidarity Campaign, which raised over £7,000 to help establish a centre for women and girls to protect those refugees from trafficking, abuse and forced prostitution. Will the Minister outline what more the Government could do to support our local communities across the UK who are standing so much in solidarity with the people described as the “most persecuted on Earth”?
First, I thank the hon. Lady for her questions and comments, and I very much support what she has been doing in her local community. With our small charities fund, Aid Match, this all goes to work to support local communities who are doing what they are doing, and to support the charities that are engaged with the work, where the United Kingdom is also providing the funding. All these things make a contribution to safe spaces, and to giving those who are running the camp the support they need to counter what they fear will be continuing issues of domestic violence and attempted trafficking in the camps the longer they are there.
The UK has made official-level representations to the EU and World Bank over the past three months on the position of UNRWA. We will continue to work with UNRWA and our international partners to help ensure essential services are maintained, despite the United States’ withdrawal of funding.
Given that President Trump can now in no way be considered an honest broker in this matter, is it not time that Britain stepped up to the plate and led? Will the Government consider hosting a donor conference to make up the shortfall in funding? Further, will they support my Palestinian statehood Bill, which I will be introducing to the House later today?
On the hon. Lady’s second point, she will be aware that the recognition of Palestine remains a matter for the United Kingdom’s judgment in the best interests of peace and the peace process, and we hold to that. On support for UNRWA, we continue to work with other donors and urge them to step in to assist in filling the gap in funding. We have done that with other states and we are doing that with the EU and the World Bank. We will continue to do so. We have increased our contribution this year to £57.5 million to help vulnerable Palestinians in relation to health and education. We will continue to support UNRWA.
In June last year, UNRWA discovered a major terrorist tunnel under two of its schools in Gaza. What support can the UK give to UNRWA to ensure that its neutrality is not violated and that its resources do not get misappropriated?
Bearing in mind UNRWA’s particular position, particularly in Gaza, we know—I have discussed this with senior directors at UNRWA—it is absolutely essential that it maintains the integrity of its operation. When others have abused that in trying to disguise schools as places where terrorist activity could be hidden, it is essential that it deals with that. We will continue to give it every support in finding that out.
Last year, Members across the House welcomed DFID’s £3 million of funding aimed at bringing Israelis and Palestinians together. Will my right hon. Friend update the House on the allocation of the funding for those projects to help to bring these groups together?
This invaluable programme is now up and running. It is working in Israel and the Palestinian territories to bring together young leaders and connect them, to work together on reducing tensions on inter-religious sacred sites and to help to tackle a neglected tropical disease, leishmaniasis, by working co-operatively together.
The situation in Libya remains extremely difficult. These abuses that come to light remind us all that Libya cannot be forgotten and that the efforts to reduce conflict and create peace must continue, as happened in Palermo last week. We are spending £75 million on safer migration routes to help tackle some of these crises, and we continue to do all we can to get people out of the difficult areas, but it requires international co-operation.

Commons ChamberPerhaps, Mr Speaker, on behalf of those who were in the Chamber a moment ago, you might convey to the Chaplain our thanks for her preface to her prayers today. Let us hope that that spirit goes with us during what could be quite a turbulent term. Her words were well chosen.
Some 20.2 million Yemenis are estimated to need humanitarian assistance, with 8.4 million facing extreme food shortages. Insecurity and bureaucratic constraints complicate the diplomatic response. We continue to work with partners to reach the most vulnerable, and we urge all parties to ensure unhindered access through Yemen. Only a political settlement can end the humanitarian crisis.
The Minister knows that I respect him, and I am grateful to him for that answer, but the United Nations says that we are losing our fight to save lives in Yemen. Some people are so desperate that they are eating leaves, and there have been more than a million cases of cholera in the past 18 months alone. What urgent and immediate action can we in this country take to prevent such huge loss of lives?
The truth is that the Security Council has invested all its authority in the special envoy to seek the political negotiation that will end the conflict. We should all be fully behind that. When I was in New York for the recent General Assembly week, I hosted a special meeting on nutrition in Yemen. We continue to work to try to make the negotiations a success. That is where we have to put all our effort, because it is only with the end of the conflict that we can fully tackle the humanitarian crisis.
Some 17.8 million Yemenis have no reliable access to food and, as the Minister just told us, 8.4 million of them face extreme food shortages. What steps is the Department taking to ensure that vital UK aid can reach Yemenis in distress?
The £170 million that the United Kingdom is putting into Yemen in this financial year is currently feeding around 2.2 million people, including children. We continue to work on nutrition and sanitary issues, and on making sure that clean water is available. I repeat to the House that the most important thing is that the humanitarian support and efforts to gain access are only a sticking plaster for the wound; if the wound is to be fully closed, every effort must be made on the political track to end the conflict.
The UK can indeed be proud of our efforts on the humanitarian side, but I agree with the Minister that we need to do more on the political track. What are we actually doing now to sustain pressure on all parties to the conflict? In particular, what are we doing to build the coalition that we need in the Security Council to secure a new resolution that is relevant to the circumstances in Yemen today?
The consensus in the Security Council is that the best thing we can do is support the envoy, because a new resolution would either not get through or not be relevant. We do not want to waste any time on efforts away from the special envoy. While we were in New York, my right hon. Friend the Foreign Secretary had a meeting with the relevant parties, and separately I met those in the coalition, as well as people representing those who have influence with the Houthis, because this is not a one-sided issue.
The biggest tragedy of Yemen is that ultimately it is a man-made disaster that is having this appalling impact on the local population. Will the Minister confirm how the UK Government will support efforts towards a political solution, which is the only solution to these issues?
We were very supportive of the efforts of special envoy Martin Griffiths to bring the parties together in Geneva recently, and we were very disappointed and concerned that the Houthi component did not attend those negotiations. Until the negotiations are fully engaged with by all sides, we cannot proceed. All efforts must be made to support the special envoy and get the negotiations back on track.
Yemen is bleeding to death. This could be the first time in modern history that an entire country has been reduced to famine and poverty by the actions, in part, of our allies. One hundred Members have signed a letter to the Prime Minister asking her to condemn further attacks on the port of Hodeidah. Will the Minister repeat today the Government’s commitment that they do not want to see any further action taken against the port, which would cause the death of a further quarter of a million people?
We have always been clear, first, that there is no military solution in Yemen, and secondly, that the port has to be kept open. There should not be action in relation to the port, either by those who might have mined the approaches to it or those who might seek to attack it, because humanitarian access remains crucial. Yemen is a tragedy of significant proportions, as the right hon. Gentleman knows. We are doing everything we can to find the political solution to end the conflict.
One of the major issues is access to finance and the soaring cost of basic commodities in Yemen. The UN special envoy, Martin Griffiths, has said that the best way to resolve Yemen’s humanitarian crisis is to fix the economy and stem a slide in the riyal. Are the UK Government participating in action on that matter?
Since July, the riyal has depreciated by some 20%. That, as the hon. Lady says, is putting up the prices of basic foodstuffs, which had already increased in recent years. Of course, in a war economy, people have made money: the Houthi have taxed goods and taken money from people instead of supplying goods. We are doing what we can to support the riyal, because some stability in the currency is essential. The UK is supporting that process, too.
Save the Children is warning that 5.2 million children in Yemen are at risk of famine; meanwhile, an estimated 350,000 children caught up in the conflict have contracted cholera since April last year. I am sure the Minister agrees that urgent action is needed. Will he inform the House what urgent steps his Department is taking to ensure that delivery of food and medicine is not hindered by warring parties for strategic gains, but instead reaches those who are in desperate need of it?
My right hon. Friend the Secretary of State has met and spoken regularly with the Minister in the United Arab Emirates responsible for coalition efforts to ensure humanitarian access. We have spoken to those who have access to the Houthi and the areas that they control to make sure there are no blockages there. It is a conflict, and it is a tragedy that access to humanitarian aid is used as a weapon in that conflict. Only a negotiated solution can end the conflict and enable the humanitarian efforts, and we are making every effort to ensure that.
DFID supports organisations that help Rohingya women and has committed £129 million to the crisis overall. A third of our recent £70 million allocation is being spent on protection services, including women’s centres, emergency nutrition and midwifery care and support for survivors of gender-based violence. We will continue to explore additional funding options.
Following what the UN referred to as a “frenzy of sexual violence” against Rohingya women and girls, surely the Secretary of State will agree that it is wholly unacceptable that protection services for gender violence have received only one third of the required funding under the UN’s joint response plan. What steps is his Department taking to fill this funding gap?
I have two things to say in response to the hon. Lady’s most appropriate question. First, we recognise that this appeal is underfunded. We are in the lead in relation to this and we urge other donors to come forward. Secondly, she should be aware of the care with which United Kingdom money has been used to support women in the circumstances that she has described: 30 child-friendly spaces; 19 women’s centres; and 19 sexual and reproductive health clinics. I have seen these at Kutupalong camp and I know how well used they are by women who need counselling and support. The United Kingdom has been very clear about the importance of this as part of the support that we have provided. [Interruption.]
Order. I remind the House very gently that we are discussing the plight of Rohingya women, which is one of the most egregious plights of any people anywhere in the world and should be treated with appropriate respect.
Hundreds of thousands of people have died in what has been widely regarded as ethnic cleansing. What assurances have the UK Government sought from the Myanmar Government that the Rohingya women who return will be safe, following the memorandum of understanding with the United Nations High Commissioner for Refugees, and should they not include a promise of citizenship?
When we talk to any of those in the camps, it is quite clear that they will return to Myanmar/Burma only when they feel that it is safe to do so and when they are citizens and their citizenship has been accepted. At present, I do not think that we have any confidence that any women returning to Burma under any memorandum would be in that position. Until that situation changes, the refugees will need to stay, but it is essential that those issues are dealt with in time.
The fact-finding mission found that this was ethnic cleansing and sexual abuse. Rape was widely found. I thank the Minister for promising to seek assurance that that is being taken care of and that those women are being supported. Is there any more detail available on that, please?
The International Development Committee, which is led by the hon. Member for Liverpool, West Derby (Stephen Twigg), questioned me about that just a few weeks ago. We have details on the counselling and support that is being provided. The tragedy is that this will need to go on for some time. It seems likely that those in the camps will not be able to return soon. What is essential—the hon. Lady’s question is helpful in relation to this—is that the eye of the world does not go off this matter. The funding for the support that is needed must not be lost and people must not forget the Rohingya who are in the camps.
A large number of vulnerable Rohingya women and children still live in Rakhine province. What humanitarian assistance are the Government providing to those vulnerable women and girls?
My hon. Friend is correct: there is difficulty in gaining access to the Rakhine province. It has been possible for humanitarian agencies to get into only some of the province. We have sought to reshape our programme to make sure that more support is available to those who are still in Rakhine, and it should not be forgotten that they remain in a very vulnerable position.
These vulnerable Rohingya Muslims may be destined to spend many years as refugees in camps. In addition to the aid that has already been given, has there been any consideration of a diplomatic solution involving substantial up-front international support for refugees and for the wider region in Bangladesh to pump-prime economic and political stability?
We should always preface any remarks by expressing gratitude to the Government of Bangladesh for what they have been able to do for these most vulnerable people. Every effort is being given to the sort of diplomatic solution that will provide an answer, but it is clear from the actions of the Burma Government that this will take some time. My hon. Friend is right: we need to make sure that we keep caring for those in the camps for some period of time, because the very length of their stay will mean that they face new problems, rather than those from which they fled.
What support does the Department provide for Rohingya refugees who have suffered gender-based violence?
The support that we have provided has included counselling and making available people who are able to deal with children who have been traumatised over time. It is quite clear from talking to the aid agencies on my visit that there has been an improvement in people’s condition, but of course the true horror of what they have experienced can never truly be removed until they return home.
Nutrition remains at the heart of the concerns that we have for feeding the most vulnerable. I had meetings in New York with those responsible for looking ahead to the next replenishment. The United Kingdom has always been a leader in this matter and we will remain so.
Once again in New York, I took part in a special session at the United Nations devoted to the pressures on journalists, led by Amal Clooney and others. We were able to state very clearly our support for those Bangladeshi journalists. Representations have been made, and will continue to be made. I met the family, who were there.
Does my right hon. Friend welcome the fact that our Prime Minister is the first Prime Minister to visit Kenya in over 30 years? She committed to help to support the next generation of energetic, ambitious young Kenyans as they seek to build a more prosperous country in the years ahead.
Does my hon. Friend share my concern about the Palestinian Authority’s continuing naming of schools after terrorists and the payment of salaries to convicted murderers? Can we be sure that UK taxpayers are not facilitating payments?
My hon. Friend can be absolutely sure that we share his concern in relation to this. The matter is continually raised with the Palestinian Authority. There should be no incitement to terror and no incitement to violence. We make rigorously sure that no UK taxpayers’ money is spent on this.

Commons ChamberWe are deeply concerned by the worsening crisis in Venezuela. Too many Venezuelans are suffering the consequences of the Maduro Government’s mismanagement. While we are urging the Venezuelan Government to accept humanitarian aid, we are deploying two humanitarian advisers to the region in support of the Foreign and Commonwealth Office’s efforts to push the Government of Venezuela to meet the needs of their population.
The Minister will be aware of the United Nations human rights report that details the complete erosion of the rule of law and human rights in Venezuela. Will he explain to the House what the UK is doing to support economic reform and stability in the region, to ensure that the money is spent in the right place while the Venezuelan Government still refuse to acknowledge that there is a humanitarian crisis?
We are providing support in the crisis and to the region through the funding of key UN and humanitarian agencies, but, as my hon. Friend says, this is limited because of the Venezuelan Government’s refusal to admit the seriousness and reality of the situation. We are urging them to address the most urgent needs of their own population.
Very large numbers of people are fleeing the situation in Venezuela, particularly into neighbouring Colombia. Will the Minister tell us what the Government are doing to address that situation, and what opportunity the Government see for the proposed UN global compact for refugees to address crises such as this one?
The hon. Gentleman is right to highlight the regional crisis and the growing global problem of refugees in relation to the length of time they stay in host states and their prospects of returning. Venezuela is not the only affected area. We continue to support UN agencies in relation to this, and we are playing a leading part in creating the new compact for refugees.
The UK has helped to lead the international response to the crisis. We are working with the Government of Bangladesh and humanitarian partners to improve shelters, provide water and sanitation, vaccinate against deadly disease and pre-position emergency supplies.
Save the Children reports that just over 70% of school-age Rohingya children in Bangladesh are currently out of school. Will the Department help to lead a significant scale-up of education programming in the refugee camps?
Save the Children has warned that not only are powerful storms affecting the Rohingya refugee camps, but such storms are likely to become more frequent. What are the Government doing to ensure that global action is taken to address flooding issues? [Interruption.]
I understand the sense of anticipation. I just remind the House that we are discussing the plight of Rohingya refugees, whom we owe some empathy and respect.
My right hon. Friend the Minister for Asia and the Pacific was at Cox’s Bazar last weekend. He raised issues of global support with the UN Secretary-General, António Guterres, who was also there. We are working with global partners to do all we can to meet the needs of those in such difficult circumstances.
The Red Cross has announced that conditions are not ready for Rohingya refugees to return to Myanmar. This will be a protracted crisis, with up to 200,000 Rohingya being affected by the monsoon season. This was not a surprise. Where was the Government’s disaster relief plan?
The hon. Lady is right, and we are already working with other agencies on the fact that the refugees are likely to be there for much longer than people would originally have expected. It is still important that they are safe to return to Myanmar, but if that is not possible, we will indeed be working with others to make sure they are as safe as possible where they are.
We are giving every support to the work of the UN special envoy, Martin Griffiths, who, almost as we speak, is in Sana’a and talking to the coalition parties. Only through this UN negotiation might we get a resolution of the conflict.
Tackling modern slavery is a priority for the Department. Last year, my right hon. Friend the Secretary of State announced £40 million of new funding that aims to reach at least 500,000 people at risk of slavery. We will continue to work on this as a priority.
I will be answering an urgent question on this matter shortly. We have taken a great deal of interest over many years in the affairs of those Bedouins at Khan al-Ahmar. I visited them just a few weeks ago, and this remains a matter of great concern to the UK.
We have many discussions with the Government and state of Israel about the issues recently in Gaza. Although it is right for Israel to protect itself, aid workers and medical workers should never be a target for attack.

Commons ChamberUp to 200,000 Rohingya are living in areas at risk of flooding and collapse during the rainy season. We are working with the Bangladesh Government and humanitarian partners on preparedness, including improved shelters, water and sanitation, vaccination campaigns and pre-positioning of emergency supplies.
Last August, Myanmar soldiers systematically brutalised and raped young Rohingya women. Nine months on, and in the middle of the monsoon season, many of those young girls are now giving birth to babies conceived as a result of rape. As these girls are often shunned by their communities, what support is the UK Government providing to these vulnerable girls and their babies?
The hon. Lady is right to raise this issue. Some 16,000 women may be caught up in this. We have deployed a specialist maternity worker to be there. In addition, we are working with our partners to support Rohingya women who were raped and are pregnant. The deployment includes training of medical specialists, psycho-social support, clinical management of rape and emergency obstetric care. This is all being provided despite the difficulty of the monsoons and other circumstances.
Given the greatly increased risk of waterborne diseases facing the Rohingya during the monsoon season, what steps is the Department taking to make sure that as many people as possible are vaccinated?
There are two issues here: first, work needs to continue to ensure that latrines and waters are as safe as possible, and secondly, an extensive vaccination campaign is already being undertaken. The United Kingdom is a major contributor to the vaccination programme.
When the International Development Committee visited the refugee camps, we were told that non-governmental organisations had identified land that could be made available to them for the safety of the Rohingya refugees. What representations have the Government made to the Government of Bangladesh to ensure that that land is released and that refugees are not put on an unsuitable island?
Regular representations are made about this. The hon. Gentleman is right: a certain amount can be done at Cox’s Bazar to strengthen fortifications in relation to the forthcoming cyclones, but the land itself is difficult. Some have already been moved out, but we do make representations as well about the unsuitable nature of the island that is sometimes proposed.
Now that the UK is providing 10.5% of the total budget set out in the humanitarian joint response plan, will my right hon. Friend advise and update the House on what he is doing to get other countries to step up to do their bit?
First, may I congratulate my old friend on his recent award, which will please all of us, for his long service and devotion to this House and its duties? We are very proud of our record in relation to being a major donor. My right hon. Friend the Secretary of State announced a further £70 million on 7 May to help with the current crisis, but my right hon. Friend the Member for Bexleyheath and Crayford (Sir David Evennett) is right: we need to make sure that we continue to ask other donors to step up, and it is a regular part of our briefings and contact with other donor nations.
We witnessed the precarious conditions in which many of the refugees are living in Cox’s Bazar; it was quite appalling. If the monsoon is devastating for the region, will my right hon. Friend redouble his efforts to ensure that land is made available, as well as emergency housing? Pushing them on to an island is totally unacceptable.
To answer my hon. Friend, our sense is that as far as possible, preparations are being made both by the Bangladesh Government and the international community to meet the anticipated and expected conditions. Bangladesh has an excellent record on dealing with emergency crises caused by weather. No one can say, if something exceptional happens, what the response will be, but all preparations have been made. However, he is right: the nature of the land is extremely difficult and we must continue to try to urge that as many people as possible are moved to the safest possible areas.
The hon. Member for Glasgow North West (Carol Monaghan) was right to raise the issues of pregnant women, new mothers and small babies, who are particularly vulnerable to issues of hygiene and sanitation, so will the Minister assure me that those will be key priorities for aid spending in this area?
I can reassure my hon. Friend that as much as possible is being done in relation to this. UK-supported cholera, measles and diphtheria vaccination campaigns will help to provide protection against some of the most common diseases in the camps, and this is very much on people’s minds at such a vulnerable time.
Both the Foreign and Commonwealth Office and DFID are acutely aware of the degree of concern about the situation in Yemen, and we are in regular contact with all parties there. The only answer is for the work of the United Nations envoy, Martin Griffiths, to be successful through negotiations, but we have already made clear that we do not see a military solution to the conflict.
One of the main areas of focus at last week’s United Nations Security Council meeting was to accept special envoy Nikolay Mladenov’s persuasion that Gaza does indeed need more direct assistance and support to ease the circumstances there. Israel will be involved, as will other international donors, working in a very complex situation. The relief of humanitarian issues in Gaza is essential.
The UK is well aware of the circumstances surrounding the issues in Gaza and calls for a transparent and independent inquiry, but we are providing humanitarian aid through UNRWA to the Palestinian people and looking at further possibilities of providing direct aid to the medical situation in Gaza.
The horn of Africa has been hit by a devastating tropical cyclone and Somaliland has been particularly hard-hit, with devastation to lives and livelihoods. Somaliland is already a progressive democratic country in an otherwise very troubled part of the world and, as a former British protectorate, it has strong ties to the UK, but because we do not formally recognise Somaliland, any aid we provide must pass through Somalia, which is much less stable. Will my hon. Friend reconsider that policy and consider working directly through Somaliland?
The excellent work of the Westminster Foundation for Democracy and those who have taken part through the British Council in encouraging the development of democracy are playing an important part in Tunisia, but the hon. Gentleman is absolutely right to draw attention to a good move forward for Tunisia, which we hope foreshadows other things to come in the region.
My right hon. Friend may be aware of the Dalitso project in my constituency. It involves more than 500 volunteers in Scotland and Malawi, and they have collectively generated funding for over 300 orphans in Malawi and employ 30 people. What is the Department doing to support such small charities that contribute so much to our overseas aid?

Commons ChamberThe UK has led the call for unhindered humanitarian and commercial access to Yemen, including through the UK co-ordinated Security Council statement of 15 March, the Secretary of State’s visit to Riyadh in December and lobbying from the Prime Minister. DFID is also providing expertise and funding to UN shipping inspectors to facilitate import flows into Yemen.
Cholera is currently a massive problem in Yemen, so getting medicines in is, of course, crucial. Hodeidah port is still only open on a month by month basis, so what is the Department doing to keep it permanently open?
I am conscious of both aspects on the hon. Gentleman’s question. Just the other week, on 3 April, I was in Geneva, where I co-hosted a discussion on cholera with Sir Mark Lowcock, the UN Under-Secretary-General for humanitarian affairs. We had a roundtable of all the major agencies involved in dealing with the cholera outbreak, including the World Health Organisation and others. We are doing as much as we can to encourage preparation for dealing with that outbreak. Of course, we continue to work on ensuring that there is as much access as possible through any of the ports, although the hon. Gentleman is right that the lack of commercial shipping now coming into Hodeidah by choice is an extra burden.
Given the scale of the humanitarian crisis in Yemen, I welcome the role that the UK is playing in funding the global relief effort. Will the Minister confirm what more work his Department plans to do to ensure that we can get the aid to where it is needed within Yemen?
I am grateful to my hon. Friend for his comments. On 3 April, DFID announced an additional £170 million for the new financial year in response to the humanitarian crisis in Yemen. We work with all partners to ensure that there is greater access and a greater prospect of resolution of the conflict through the new UN special envoy Martin Griffiths.
I welcome the steps that the Department is taking to secure continued humanitarian access to Yemen, and urge Ministers to do the same in Syria in the light of recent events. Does the Minister foresee humanitarian grounds for military intervention in Yemen, as those were apparently the grounds for action in Syria? In any event, will he confirm—unequivocally and without exception—that none of the 0.7% aid budget, which is for the world’s poorest and most vulnerable, will be used to fund military activities?
There is no prospect of United Kingdom military action in Yemen. The humanitarian efforts are going on at the same time as seeking to resolve the complex political difficulties there. I remind the House of the exceptional difficulties of access in the northern areas controlled by the Houthis.
The Minister’s Department assured the public at the start of March, following the Secretary of State’s trip to the region in December, that humanitarian access in Yemen had been restored. However, fuel imports are estimated to be just 30% of what is needed, with food imports at just 9%. Bombing of port areas also continues. Why did the Secretary of State sign a £100 million aid partnership with Saudi Arabia in March, without insisting on full, permanent aid access in Yemen?
In March, imports met 61% of monthly food needs and 60% of monthly fuel needs. While we recognise, of course, that the level of access is not as great as we would wish, we are working hard with coalition partners to make sure not only that there is increased access but that the issues concerning the smuggling of weapons into Yemen, which has been a principal cause of the restricted access, are being dealt with as well.
Tackling modern slavery is a priority for DFID. We are expanding our work in developing countries through £40 million of new programming that will reach at least 500,000 people at risk of slavery. Today, my right hon. Friend the Secretary of State is announcing £3 million of new funding to tackle child exploitation in the Commonwealth.
Libya has become a hub for human traffickers who exploit migrants and refugees attempting to make their way to Europe. That has left thousands of women the victims of horrendous abuse. What discussions has my right hon. Friend had with the Libyan Government of National Accord to bring traffickers to justice and to end that abuse?
As good fortune would have it, the recess took me to Libya, to Tripoli, where I met the Prime Minister, the Minister for Justice and the Minister for the Interior. We did indeed discuss the difficulties relating to trafficking that my hon. Friend mentions. We are supporting the Libyan Government with capacity building. We are also working on a £75 million programme to try to deter migrants from moving from sub-Saharan Africa where they might be at risk on that route. It remains an important issue for us and the Government of National Accord in Libya.
Section 54 of the Modern Slavery Act 2015 requires British companies with a turnover of £36 million to make declarations of actions that they are taking to reduce modern-day slavery, yet by their own admission, the Government neither keep a record of companies that should make a declaration nor monitor those that have done. What action is the Minister taking with his Government colleagues to make sure that British companies are not unwittingly perpetuating modern-day slavery?
I thank the hon. Gentleman for his question. We are setting up a new business hub to try to ensure that companies accept their obligations in that regard, and we will be working hard with them to make sure that they do.
The hon. Gentleman is right—I have indeed visited the school and the village. The UK has made repeated representations on this particular possibility of demolition and I assure him that we will continue to do so as a matter of urgency.
I call Richard Graham. Where is the fella? He is not here, but he ought to be. What a shame.
We are well aware of this threat. We support the materials monitoring unit of the Gaza Reconstruction Mechanism, which oversees the approval, entry and use of materials for reconstruction. We regularly audit spending to ensure that there is no diversion in the manner that my hon. Friend raised.
We are proud to be a global leader in tackling malaria and we have committed £500 million a year until 2021 to that fight. We will work with global partners to spend that effectively. We particularly appreciate the efforts of Bill Gates and the foundation, and we thank him for his kind words this morning about the British Government’s contribution to that.
We are very proud to be a founding supporter of the Robert Carr civil society Networks Fund. So far, the United Kingdom has committed £9 million to it. We will make our decision on future investments to the fund later this year and I hope to attend the international convention on HIV/AIDS prevention in Amsterdam later this year.
Given the Government’s wretched treatment of the Windrush generation and the loss and destruction of paperwork, will the Secretary of State talk to her colleagues about introducing an amnesty?

Commons ChamberWe are concerned about the impact on UNRWA’s activities whenever unexpected reductions or delays in predicted donor disbursements occur, and I raised that with a senior US official last week. Our officials are collaborating with the US and other donors to maintain UNRWA’s vital services across the region.
The Minister will be aware that half a million Palestinian children attend schools funded by the UN Relief and Works Agency—schools that should really be funded by Israel as the occupying force. Has that been explained to the US Administration, as well as the impact of the loss of $65 million of funding? Is it not time that Palestine was independent and controlled the resources?
It has been clearly explained to US officials what the impact of the funding decision may be, particularly in Jordan, Lebanon and other places where Palestinian refugees are supported. We have provided £50 million to UNRWA in this financial year, which assists in the provision of education and other needs, and we will continue to provide funding.
Does my right hon. Friend agree that while the agreement between the Palestinian Authority and Hamas about resuming electricity supplies to the people of Gaza is to be welcomed, the key to resolving the infighting and improving the lives of all Gazans is the disarmament of Hamas and the renunciation of terror and violence?
Yes. One cannot take the situation in Gaza away from the administration of Hamas and their failure to resolve issues in relation to Israel and to meet the Quartet principles. The people of Gaza have suffered from a number of different things and we continue to believe that only an overall settlement will assist their needs. We will continue to work for that.
In 2016, the International Development Committee saw the brilliant work of UNRWA on education in Jordan. Will the Government work with other countries to make up the funding shortfall as a result of this outrageous cut by the Trump Administration?
We are working very keenly with other donors to get them to step up. I saw Commissioner-General Krähenbühl just last week in the UK and again at a recent conference. We know how much good work UNRWA does in the area. The education project the hon. Gentleman mentioned is particularly valuable. Other donors need to step up as well, and we will continue to be generous in our support for the needs of UNRWA.
I thank my right hon. Friend for his answers. What representations has he made to UNRWA to make sure that it conforms to what the US Government wish to see, so that the funding can be restored?
I have spoken with US officials recently and other officials in relation to this matter. It is important that UNRWA’s work continues. It needs to be done and it does deliver good quality services. We will continue to provide as much as we can to meet those needs.
United Kingdom aid to the Palestinian Authority goes only to the salaries of vetted health and education workers in the west bank. Our memorandum of understanding with the PA includes a commitment to tackling incitement. I recently urged Palestinian Ministers to remain focused on that. President Abbas recently reconfirmed his commitment to peace and rejecting violence.
I welcome the Minister’s reassurance and the Government’s commitment to peaceful co-existence projects that bring Israelis and Palestinians together. However, last year the Palestinian Authority reportedly paid more than £250 million in monthly salaries to terrorists in Israeli prisons, which is worth 7% of their budget and an astonishing 50% of their foreign aid receipts. Those salaries directly reward terrorism. Does the Minister agree that those payments are abhorrent and must cease?
We have made constant representations to Palestinian authorities about the impact of any incitement to terror and payments to terror. The Palestinian authorities are well aware of our views and opinions on this matter. That is why no UK aid money goes to support terrorism or the families.
Is the Minister aware of the 2014 initiative in which a tripartite committee was recommended, involving the Palestinians and the Israelis and chaired by the United States, to identify incitement from whichever quarter it comes and to tackle it? That was accepted by the Palestinians and the United States, but rejected by the Government of Israel. Does the Minister agree that that rejection was not in the interests of peace?
I am aware of the proposal and the possible initiative. In the region there is much need to do whatever is possible to bring people together to examine these areas. States have their own reasons why they may or may not agree to do so, but making sure there is more work on co-existence will help on this. We will therefore continue our work to make sure all parties know how important it is to resolve their issues, so that many of the things that have occupied this House over a lengthy period can be brought to a conclusion, in the interests of peace and justice.
We have no direct contact with the Southern Transitional Council. We do work through coalition partners who are closely involved with the south of Yemen. Importantly, we hope that the appointment of the new UN special envoy, Martin Griffiths, with his contacts right through Yemen, will help the peace process, which is necessary to end the conflict in Yemen for both north and south.
