In order to ensure our education system drives social mobility, it is imperative that the vast majority of pupils—whatever their background—have the opportunity to study the suite of academic subjects that make up the EBacc. These subjects—English, maths, science, history or geography, and a language—are the core of a rounded and well balanced education that should be the entitlement of the vast majority of pupils. According to the Russell Group, studying these subjects at A-level opens more doors to more degrees.

A recent study found that pupils in a set of 300 schools that increased their EBacc entry, from 8% to 48%, were more likely to achieve good English and maths GCSEs, more likely to take an A-level, or an equivalent level 3 qualification, and more likely to stay in post-16 education.

Since 2010, we have increased the opportunity for pupils to study this combination of GCSEs, with 40% of pupils now being entered for this combination of subjects at GCSE, up from 22% in 2010. However, there are still too few pupils studying these subjects, with pupils from disadvantaged backgrounds disproportionately less likely to be studying these subjects.

Research suggests that lower participation from disadvantaged pupils in these core academic subjects can negatively affect social mobility. Yet overall, disadvantaged pupils remain half as likely to be entered for the EBacc subjects as their non-disadvantaged peers, and the gap in EBacc subject entry persists even among the most academically able disadvantaged pupils.

There is no doubt that studying the EBacc subjects up to the age of 16 is right for the vast majority of pupils. As a Government we are committed to unlocking the potential of all pupils regardless of their background and this is why, as set out in our manifesto, we would like to see 90% of year 10 pupils starting to study GCSEs in the EBacc combination of subjects by 2025.

Through our consultation on implementing the EBacc, we sought to understand the barriers schools face in increasing EBacc entry. Having carefully considered the consultation responses, it is my view that we need an approach that is both pragmatic, stretching, and one that takes into account the challenge involved in meeting this ambition.

While some schools are already responding to this challenge by significantly increasing the number of pupils studying the EBacc suite of GCSEs, some schools have more to do to reach our ambition. It will take time to build the right capacity across the whole school system and ensure that schools have access to high quality staff in EBacc subjects, so that all pupils have the best chance of success in their studies.

Taking this all into account it is our ambition that 75% of year 10 pupils in state-funded mainstream schools will start to study GCSEs in the EBacc combination of subjects by September 2022. This will mark an important milestone in driving towards the Government’s ambition that the vast majority of pupils—irrespective of background—have access to this core academic suite of GCSEs, which is central to a broad and balanced curriculum.

The Government response being published today considers and responds to the issues raised in consultation responses, and outlines the steps we will take to support schools to deliver the EBacc subjects to the vast majority of pupils.

It is a pleasure to serve under your chairmanship, Mr Gray. I congratulate the hon. Member for Nottingham South (Lilian Greenwood) on securing this important debate, and I congratulate her and the hon. Member for Nottingham North (Alex Norris) on their contributions to it. I acknowledge the successes in school improvement in Nottingham that the hon. Lady highlighted. If we look at the data, we see that there have clearly been improvements in phonics results, EBacc results and in key stage 2 results.

The Government want to ensure that every pupil receives a world-class education, regardless of their background or where they live. We have made significant progress. England outperformed the rest of the United Kingdom in the OECD’s most recent PISA science assessments. The attainment gap between disadvantaged pupils and their more affluent peers has shrunk by 7% at key stage 4 and by 9.3% at key stage 2 since 2011. There are now 1.8 million more children in schools that are rated good or outstanding than there were in 2010. In Nottingham, that translates into nearly 8,000 more children in good or outstanding schools than in 2010.

However, the pace of improvement in some parts of the country, including Nottingham, is still not good enough. Only 80% of schools in Nottingham are rated as good or outstanding, compared with the national position of 89%. There is still underperformance in some schools in Nottingham compared with the rest of the country.

For example, in 2016, 75% of Nottingham’s pupils reached the expected standard in phonics, compared with 81% nationally and 87% in Newham—one of the most deprived parts of the country—but I am pleased that the phonics results in Nottingham have increased year on year, with 48% passing that check in 2012. In Nottingham, 50% of primary school children in key stage 2 achieved the expected level in reading, writing and mathematics, compared with 53% nationally and 62% in Newham. At key stage 4, 16.8% of secondary school pupils in Nottingham achieved the EBacc combination of GCSEs, compared with 24.7% nationally and 31% in Newham.

I remain as concerned about school standards in Nottingham as I was when I met the directors of education for Nottingham City Council and the regional schools commissioner in November 2015 to discuss how they intended to raise standards. Our ambition is for a school system that prevents underperformance, helps all schools to improve and extends the reach of high-performing schools and headteachers. That is the key to delivering more high-quality school places across the country and accelerating the pace of improvements throughout the country, including in Nottingham.

To succeed in that, we have targeted investment in the school system to support those schools most in need, and to support the development of teachers and school leaders, particularly in the most challenging parts of the country. For example, we have established a new fund, the strategic school improvement fund, which provides £280 million over two years to target resources at those schools most in need of support. That will help those schools that are struggling to improve to drive up standards and improve pupil attainment. Working at a local level, key partners will bring together local intelligence to help inform applications and ensure that funds are directed at identified improvement priorities that meet local needs.

Working with schools at a local level is also an important part of our strategy to deliver more good and outstanding school places. Our eight regional schools commissioners are pivotal to driving up standards locally, brokering schools into strong multi-academy trusts, and challenging and supporting those trusts to raise standards where they are not performing effectively.

Multi-academy trusts play a key role in harnessing the support of our system leaders and are helping to turn around some of the more challenging schools right across the country. Bluecoat Beechdale Academy, which serves a deprived community in the Bilborough part of Nottingham, was judged good by Ofsted in February this year. Ofsted noted that pupil progress is now improving rapidly. Djanogly Strelley Academy in Nottingham was also judged good by Ofsted in February this year, which is a significant turnaround from 2013, when its predecessor school was judged inadequate.

When we are not satisfied that the progress an academy is making is good enough, we will take decisive action, including re-brokering it to a new sponsor.

One of the things that causes me great concern is the time that it can take to re-broker a school and the difficulties that then creates when a new academy comes into place. That was certainly the experience at Victoria Primary School. It has now been re-brokered, and I am very supportive of the headteacher and the multi-academy trust, but the truth is that for a long time—I discussed this with the previous regional schools commissioner—that school was left without good leadership. That is not good enough. I know that in some cases there is a struggle to find academy chains to take on schools in order for them to make that sort of progress.

I share the hon. Lady’s impatience. We need to find more good school sponsors to take on underperforming schools. It is an iterative process; we are seeing more and more academy chains being formed and more stand-alone academies taking on underperforming schools and helping them to improve. For example, Riverside Primary School in Nottingham was not performing well. In 2016, it was transferred to the NOVA academy trust, which is a strong sponsor operating in the city. We need more strong sponsors in Nottingham and throughout the country to drive up standards. We are seeing that the system of using leaders in the education system—a school-led system—is driving up standards. It has resulted in 1.8 million more pupils in good and outstanding schools than there were seven years ago.

The local examples I have cited demonstrate that the combined effects of targeted funding to the system to drive school improvement and action taken at a local level are continuing to deliver more good and outstanding places for children. However, underpinning all the support we are putting in to the system to help drive school improvement is the need to ensure that we have fair distribution of funding to schools, which properly reflects need.

I listened to the contributions from the hon. Members for Nottingham South and for Nottingham North, as well as the intervention from the hon. Member for Nottingham East (Mr Leslie), on school funding. I have spent a lot of time in the past few months, during the election and during the extensive consultation, meeting schoolteachers, parents and governors from across the country. From those conversations, I have never been more convinced that our current funding system is broken.

The data that we use to allocate funding to local authorities are more than a decade out of date. For example, over that period the free school meals rate has almost halved in Southwark and more than doubled in Dorset, but the funding each local authority receives has not responded to that change. It is not right that local authorities with similar needs and characteristics receive very different levels of funding from central Government. That unfairness is exacerbated at individual school level, because local authorities make very different decisions in designing their local formulae. For example, a school in Barnsley would have 50% more funding if there were no other change to its circumstances but that it was situated in Hackney instead. The system by which we distribute money to schools is unfair and anachronistic.

That is why the Government have gone further than previous Governments in reforming school funding. Our manifesto committed to making funding fairer and we will do that by introducing a single national funding formula, so that all schools in England are funded on a consistent and transparent basis that properly reflects needs. In March 2016 we launched our first stage of consultation on the formula. We asked for views on the principles that should underpin it and its overall design. The principles included using robust data to ensure that funding is matched to pupil characteristics, such as deprivation, and the importance of transparency in the formula. More than 6,000 people responded and there was widespread support for our proposals.

In December last year we launched the second stage of our consultation on the detailed design of the formula. As part of that consultation, and to ensure maximum transparency, we published detailed illustrative impact data for all schools and local authorities, which enabled us to hold a truly national debate for more than three months. The Government response will address all the issues and concerns raised throughout the consultation and by hon. Members in debates such as this—we have had several over the past few weeks and months. We will respond to the consultation in due course.

Not only do we want the system for distribution to be fair; we also want to ensure that every school has the resources it needs to deliver a world-class education for every child. In order to achieve that, we have protected the schools budget in real terms since 2010, and the Government have committed to increase the school budget further, as well as to continue to protect the pupil premium to support those who need it. The Queen’s Speech was clear that the Government are determined to introduce a fairer distribution of funding for schools. We will set out our plans shortly and, as outlined in our manifesto,

“we will make sure that no school has its budget cut as a result of the new formula.”

We know that how schools use their money is also important in delivering the best outcomes for pupils, so we will continue to provide support to help them use their funding cost-effectively. The Government have produced tools, information and guidance to support improved financial health and efficiency in schools, which is available in one collection on the gov.uk website.

Will the Minister confirm whether he is saying that no school will lose, in real terms, per-pupil funding? That is a really important point. Protection of cash is not a protection given the current level of inflation and the cost pressures. Will he protect per-pupil funding for schools in Nottingham?

What I have said is that no school will lose per-pupil funding under that new national funding formula. The issue is that once the money has been allocated to the local authority, what the local formula can do—as advised by the school forum—is to redistribute that money in a different way. What I can say is that the commitment in our manifesto was that no school will lose money as a consequence of moving to a national funding formula.

I conclude by thanking the hon. Member for Nottingham South on securing this important debate. Accelerating the pace of school improvement across the country is a shared priority and we are committed to ensuring that, regardless of where they live, all young people have equal access to a high-quality education. Targeted support at a local level, as I have outlined, will help us to deliver that, and a national funding formula also underpins it. For the first time we would have a clear, simple and transparent system that matches funding to children’s needs and the schools they attend. It will enable all schools to provide a high-quality, knowledge-rich education for their pupils.

This Government are determined to ensure that all pupils regardless of where they live receive a world-class education. Over the past seven years, we have made significant progress. There are now 1.8 million more children in schools that are rated good or outstanding than there were in 2010. Today, we saw an eight percentage point rise in key stage 2 results, as pupils and teachers rise to meet the challenge of the new, more demanding, curriculum and assessments.

Looking beyond schools, the Government have prioritised funding for all phases of education. At the spending review, we announced that we will be investing an additional £1 billion a year in early education entitlements, including funding for the new 30-hours’ entitlement and funding to increase the per child rate that providers receive. We protected the national base rate per pupil for 16 to 19-year-olds in sixth forms, sixth form colleges and further education colleges in England. In the spring Budget, my right hon. Friend the Chancellor announced new investment in technical education for 16 to 19-year-olds, rising to an additional £500 million per year.

We have maintained funding for the adult education budget, which supports adult skills participation, in cash terms at £1.5 billion per year. We have implemented reforms to higher education to drive greater competition and teaching standards. Together that adds up to a comprehensive package of support for education at all stages of life.

We want to ensure that every school has the resources it needs, which is why we have protected the schools budget in real terms since 2010. We set out in our manifesto our intention to increase funding further as well as to continue to protect the pupil premium to support the most disadvantaged pupils. We recognise that schools face cost pressures beyond the total amount of funding going in and we know that there are two crucial questions. First, we know that how schools use their money is important in delivering the best outcomes for pupils, and we will continue to provide support to help schools to use their funding effectively. Secondly, we know that how funding is distributed across the country is anachronistic and unfair and that the current system is in desperate need of urgent reform.

We have gone further than any previous Government in reforming school funding. The second stage of our consultation on a national funding formula for schools closed in March and I am grateful to the 25,000 people who responded, as well as to hon. Members who contributed during the more than 10 hours of parliamentary debates on school funding and during many face-to-face meetings over that period. It is important that we consider carefully how to proceed and, as outlined in our manifesto, we will make sure that no school has its budget cut as a result of the new formula. We remain committed to working with Parliament and introducing proposals that will command consensus. We will set out our plans shortly.

I thank the Minister, but there is no sign of the Education Secretary. And where is the Prime Minister? She isn’t running her party any more, Mr Speaker —she is running away from her party. The Education Secretary put in a bid for extra money for schools this weekend, not at Cabinet but on the front page of the Torygraph, and no wonder when Arlene Foster got £1 billion—she must be the most expensive right winger since Cristiano Ronaldo. Will the Minister confirm that that was an increase in school funding of £150 per pupil in Northern Ireland? And is there any extra Treasury funding for education in the rest of the country, or not?

The Minister has said that the new funding formula will avoid cash cuts, so where is the funding for that coming from? New money, or just cuts elsewhere? When he says that no school will lose out, can he confirm that that is in cash terms, not real terms? The Conservatives promised an extra £4 billion for schools in their manifesto. Is that now Government policy, and how much of that is for each year? They were going to raise the money by scrapping infant school meals. Is that still policy? Will the Minister provide universal free breakfasts in primary schools, and does he finally have proper costings for that? Is he still planning to fund new and expanded grammar schools, or has that now been abandoned as well?

The Education Secretary was not the only one haggling with the Chancellor in the Sunday papers. Her predecessor, now the Environment Secretary, said that he always listened to public sector pay bodies. He must have forgotten that he actually abolished the school support staff negotiating body. Will the Minister now look at reinstating a pay body for support staff, and does he support lifting the 1% pay cap in education?

The First Secretary of State also called for a national debate on tuition fees, so will the Minister give us one on the Floor of the House on the Government’s latest fee hike, which they sneaked through during the election campaign? Finally, will he centrally fund any safety measures for school buildings, and update the House before the recess, as well as looking at student halls? Just two years ago, the Government were elected on a manifesto that promised no cuts to the funding of any school or any pupil. Will they finally meet that promise?

We are spending record amounts on school funding: £41 billion this year, rising to £42 billion in 2019-20 with increasing pupil numbers. We will respond to the consultation shortly, but the public can be confident that what we promise in our response will be deliverable and will be delivered.

Most economic commentators know that the wild promises made by Labour during the general election to spend billions of pounds a year of taxpayers’ money nationalising the energy industry, the water industry and the rail industry, and billions of pounds on promises across a range of spending areas, will simply add more than £50 billion a year to our annual deficit, leading to a crisis of confidence among those who Labour expects to lend the Government that money. That in turn would lead to catastrophic damage to our economy, an economy that today, under this Government, has produced strong economic growth, record numbers of jobs and the lowest level of unemployment for more than 40 years. A strong economy funds public services; economic chaos leads straight to the International Monetary Fund and to emergency cuts.

The hon. Lady asked a number of questions. The School Teachers Review Body has submitted its 27th report to the Secretary of State, and it makes recommendations for the 2017 pay award for teachers and school leaders. We continue to consider the report carefully, and we will publish it, together with our response and a draft revised schoolteachers pay and conditions document, as soon as possible. The hon. Lady asked about universal infant free school meals. We have listened carefully to the sector’s views on the proposal to remove infant free school meals, and we have decided that it is right to retain the existing provision. Universal infant free school meals ensure that children receive a nutritious meal during the day, which saves hard-working families hundreds of pounds a year and boosts educational achievement, especially among children from the most disadvantaged backgrounds.

The hon. Lady also asked about fire safety in schools. We are conducting a survey of all schools to find out what cladding they have on their buildings. For schools over four storeys or 18 metres that have cladding we are asking fire inspectors to conduct an urgent inspection of fire safety.

While appreciating the fact that the Government have done more to address the fair funding formula, the Minister knows from his own county, which is the worst-funded shire county in the country, that heads face urgent decisions. In view of the fact that the consultation has been put back a year, can we have an urgent steer on whether the formula is going to be resolved before the recess, because these challenges face heads now?

I welcome my hon. Friend’s question, because it was precisely to deal with historical underfunding of counties such as West Sussex and other f40 counties across the country that we went ahead and consulted on a national funding formula. Other Governments who were in office before us should have done that. I accept his concerns. We have made announcements about 2017-18, and we will respond to the second phase of the consultation shortly. We will have a response to that in the normal course of events.

The Queen’s Speech has seen U-turn after U-turn, with flagship policies ditched, including the policy on grammar schools, to appease Back Benchers. Those U-turns make an absolute mockery of the Prime Minister’s “strong and stable” mantra. We welcome the U-turn on the decision to scrap free school lunches but, again, we regret that the decision was made not with the interests of pupils at heart but to protect a fragile Queen’s Speech from a weakened Government.

In their manifesto, the Tories planned to save £650 million from ending free school meals and use it in the schools budget. It is now incumbent on the Government to provide an urgent explanation of how they will stand by their manifesto pledge to make sure that no school has its budget cut. Where will the £650 million come from, or have they decided to scrap that additional funding?

I have already responded to that point. We have made a commitment that no school will lose funding as a consequence of moving to the national fair funding formula. We will respond in due course to the consultation, and then the hon. Lady will find the answers to all her questions. I would tell her, however, that today we have published key stage 2 results that show an eight percentage point increase, based on a new, more demanding curriculum that is on a par with the best curricula for primary schools in the world. I urge her to look at where the Scottish education system is compared with what is happening in England.

The solution to this is fairer funding. Does my right hon. Friend agree that those who argue for greater funding must be honest about where it is coming from? Every five minutes that our proceedings continue, national debt, already at £1.7 trillion, increases by £400,000. People who argue for more funding are arguing for more debt being loaded on to children in our schools.

When we came to office in 2010, we inherited an annual budget deficit of £150 billion— we were spending £150 billion more in that year than we were receiving in income, and that £150 billion is equal to about 9.9% of the total income of the country. Due to the hard work of the Government and the people of this country, and the sacrifices people have made, we have reduced that deficit to about 2.5% of GDP—about £50 billion a year. Notwithstanding those efforts, we have managed to protect core school funding in real terms, and we are spending record amounts on schools—£41 billion this year.

I invite the Minister to come to Huddersfield to look at per pupil funding and to hear what teachers, headteachers and support staff think of what he has said today. Morale is very low indeed in the teaching profession, and that is largely down to him and his Government.

As I said, we are spending record amounts on our schools—£41 billion this year. We do understand that schools are having to face cost pressures, with higher employers’ national insurance contributions and higher employer contributions to teacher pensions, as well as having to fund the 1% pay rise. But we would not have had to make those sacrifices and deal with those efficiencies if we had not inherited a record budget deficit in 2010. If we had not dealt with that record budget deficit, we would not have the strong economy we have today, with record levels of employment and the lowest unemployment in 40 years.

Will the Minister protect the budgets of schools such as Helsby High, in my constituency, in real terms? Helsby High faces a £700,000 shortfall because of his so-called fair funding formula. It is not fair, and we need increases in real terms.

The new national funding formula comes in in 2018-19. As I said in my opening comments, no school will see a cut in funding as a consequence of moving to the national funding formula. What the hon. Gentleman is alluding to is the cost pressures on schools that occurred between 2016 and 2017 and that will occur over the next four years. We have already incurred about 3% of those cost pressures, and we will incur between 1.5% and 1.6% of them over the next three years—those are figures from Institute for Fiscal Studies. We are helping schools to tackle those cost pressures, but there would not be those pressures if we did not have to deal with the historic budget deficit we inherited in 2010. Those cost pressures are being borne right across the public sector, but because we are prudent with our public finances, we have record employment numbers and record opportunities for young people when they leave our school system.

The Minister is rapidly becoming my favourite Minister. At the beginning of the consultation period, every school in Southend was going to lose out, but he listened, and that is no longer the case—there is more funding overall. However, will he look specifically at bulge funding where there is a need in the medium term but not the long term to provide extra places?

I am grateful to my hon. Friend for his kind comments. I hope the same response will come from Opposition Members. [Interruption.] Perhaps in due course. He is right that we have to deal with growth in pupil numbers, and there are provisions in the new funding formula for growth, but we will take his views into account when we respond to the national funding formula.

I congratulate my hon. Friend the Member for Ashton-under-Lyne (Angela Rayner) on tabling this urgent question. Once again, we are seeing delusion from Ministers and Conservative Members. This discussion, and the warnings from headteachers this morning, are not about the way in which the cake is being cut, but about the size of the cake per pupil. The size of the cake is being reduced year on year because of increased costs. When will Ministers actually meet the shortfall from the real-terms cuts in schools so that headteachers do not have to cut back on teachers and teacher support staff?

I am grateful to the hon. Lady for her question, because she has said something we have been trying to make clear for a long time—that there is a distinction between the national funding formula and the overall level of school funding. She was being honest and making that distinction very clearly. The national funding formula is a way of distributing our funding across the school system in a fairer way, based on the first-stage consultation, which allocates significant funding on a per pupil basis for deprivation and low prior attainment—all principles that were universally agreed on when we consulted on the first measure. I have accepted that there are cost pressures facing our school system, arising from things such as increased pension contributions, general inflation and higher employers’ national insurance contributions. We have already said that no school will lose funding as a consequence of introducing the national fair funding formula, and we will respond to the consultation in due course.

I thank the Minister for recognising that the current system is flawed, and funding should be focused on where the need is. Will he assure me that funding will also go to places such as Medway, which will need further school places because it has been charged with delivering an historic number of new homes over the next 15 years?

My hon. Friend takes a great interest in education, and she is very experienced in the field. She is right that, as pupil numbers increase, so we are increasing the number of school places. Over the last Parliament, we created over 500,000 new school places to deal with the increasing population of primary school pupils. We intend to create another 600,000 school places over this Parliament. That is in direct contrast to the last Labour Government, who cut 200,000 primary school places at a time when we knew there was an increase in the birth rate.

May I take the Minister back to the question from my hon. Friend the Member for Manchester Central (Lucy Powell), because it is absolutely the crux of this? If we introduce fair funding at a time when there are greater cost pressures on schools, those that lose under the funding formula will lose doubly because of the cost pressures. May I urge the Minister to lobby the Treasury to get the extra money to grow the cake? He will have the support of the Opposition if he does.

I hope we will have the hon. Gentleman’s support for the new funding formula, because we have said that no school now will lose under it. Hon. Members should not forget that we were very clear and transparent: we showed the effects of the national funding formula on every school’s budget, based on 2016-17, to show people how it would affect them. It was axiomatic that there had to be losers and winners when we applied the formula to that current year. But now we are saying that no school will lose funding under the formula, even if they did when we produced the spreadsheet showing how the formula would apply. The hon. Gentleman is right that we could have decided not to introduce the new funding formula at a time when schools were facing cost pressures, but we took the view that it was more important to address the unfairness in the way school funding was distributed at a time of fiscal constraint than at a time of more ample school funding.

The Minister knows that Bradford district has some of the lowest outcomes in the education system, yet the Government planned to cut funding for the district in their original proposals. That included funding to every school in my constituency, leading Cottingley Village Primary School to say a week before the general election that it was considering closing on Friday afternoons—I am sure the timing was entirely coincidental. Will the Minister therefore confirm that no school in my constituency or the Bradford district will lose out on funding and that there is no need for any school to close on a Friday afternoon? That proposal is causing a great deal of angst and concern among the parents at Cottingley school.

I am happy to give my hon. Friend that confirmation. As we said in the manifesto, and as I have confirmed today, no school will lose funding as a consequence of moving to the new fairer national funding system. We are helping schools to tackle the cost pressures they face. We are helping them with how to manage their budgets. We are introducing national buying schemes to help schools to spend their non-staff spend in a more efficient way. We expect to save about £1 billion across the school system as a consequence of the national buying schemes we are introducing.

No doubt the Minister agrees that given the financial pressures, all policy decisions should represent clear-cut value for money, and I therefore welcome the reported U-turn on grammar schools. Given that the financial case for free schools is iffy, at best, will the Government put a stop to their expansion, especially in areas with surplus places?

The free schools programme has been hugely successful, with 29% of those inspected rated “outstanding” by Ofsted. Of the mainstream free schools approved since 2014, 86% have been in areas where there was a need for more schools, and the remaining 14% in places where parents are unhappy with the quality of the school places.

The independent PISA––programme for international student assessment—results show that England has the best educational outcomes in the United Kingdom, and Wales, which has been run by Labour for nearly 20 years, has the worst. Is it not about time that Labour Members started to celebrate our policies, which are working, and look rather more critically at their own?

My hon. Friend is absolutely right. As I have said, the key stage 2 results published today show an increase of eight percentage points in standards of reading, writing and maths. We have also seen an increase in the proportion of children passing the age-six phonics check, with 58% passing it in 2012 and 81% passing it last year. That means that as of last year 147,000 more six-year-olds are on track to becoming fluent readers than would have been the case had we not introduced our phonics policy.

My right hon. Friend will recall, probably with gloom, my question to him two or three weeks before the general election, but, as Arnie Schwarzenegger would say, “I’m back,” and I want to ask him the same question. He told me that in Staffordshire the new funding formula would mean that two thirds of my schools would benefit but one third would receive a cut. Is he now saying that that is not the case and that all schools in Staffordshire will benefit?

Could the Minister stop playing games? What schools care about is the total amount of money they have to invest in their pupils, so will he just level with the public and admit that he has not protected per pupil funding? It is insulting to constituents to pretend otherwise. What will he say to children in my constituency who are facing a 10% cut in their funding by 2021?

They are not receiving a cut in funding. That is the whole essence of this debate, which, in my view, has not been fairly conducted. As we have said, we are spending record amounts of money on school funding—£41 billion this year rising to £42 billion next year—and we are moving to a fairer way of distributing that funding. We said in our manifesto that even where the new fairer funding system would have resulted in a cut in funding to some schools, that will no longer be the case, so no school will see a cut in per pupil funding under this Government.

It must be wrong, historically, that children in Gloucestershire receive almost half what the highest-spending London authority receives. Will the Minister therefore tell us, so that I can reassure my local parents and governors, when we are likely to see the fair funding formula announced?

Erdington is rich in talent but one of the poorest constituencies in the country, and yet under the Government’s own conservative figures, 32 out of 33 schools will suffer a per pupil funding cut of £115. What does the Minister have to say to despairing headteachers facing desperately difficult decisions as to which teachers and which teaching assistants they sack, holding back the life chances of children who deserve the best possible start in life?

I have enjoyed visiting schools in Erdington with the hon. Gentleman. I have seen some very good practice in the schools that he took me to. As I have said, under the new national funding formula no school will lose funding on a per pupil basis. I have given that commitment in response to this question and I will give it every time an hon. Member asks me. I have acknowledged that there are cost pressures facing schools. Those cost pressures start in about 2016-17—the year that has just gone. That was about 3% of cost pressures, and the figure will be roughly between 1.5% and 1.6% per year for this year and the next two years. We are helping schools to deal with those cost pressures, which apply right across the public sector, in terms of how to manage staff budgets but also how to manage non-staff spend. That is why we are introducing national buying schemes and school hubs to purchase products and services such as energy and water together to help them deliver efficiency.

When we consulted on the national fair funding formula, we said that we would limit gains to 3% in order to ensure that any schools that were losing funding did not lose more than 1.5% per pupil per year, so I cannot give my hon. Friend that reassurance, but we will respond to the consultation shortly.

As I have said, we are spending record amounts of money on school funding, but there are cost pressures. One of those cost pressures, which the hon. Gentleman has identified, is the increased employer contribution to the teachers’ pension scheme. That is part of a range of measures that are helping to tackle our historic budget deficit, which we have reduced from 9.9% of national income to 2.5% of national income, and which we have to eliminate if we are to keep the economy strong. We are determined to continue with that.

I represent Crewe and Nantwich, where Cheshire East Council is the worst-funded in Cheshire. My concern is that a primary school in Crewe is cutting six teaching assistants, including the only teaching assistant who can speak Polish. We have a new reception class starting in September with 23 EAL—English as an additional language—children who will have no support. I would like to invite you to come to Crewe and Nantwich and speak to headteachers, because they really are very, very concerned.

I would be delighted to visit the school with the hon. Lady, and you are very welcome to join us, Mr Speaker. It was precisely to tackle underfunding in schools in areas such as her constituency that we introduced, and consulted on, a national fair funding formula. For too long, too many areas have been underfunded. That is what the new national funding formula is designed to tackle. Now, on top of that, we have said that even where schools in other parts of the country would lose under that formula, they no longer will.

We are determined to press ahead with the national funding formula. There has been widespread support for the principles underlying the operation of the new funding formula. Deprivation and low prior attainment are key factors, and a large element of per-pupil funding is the same right across the system. We want to go ahead with the new formula, and we think that it attracts widespread support. We have announced that no school will lose funding under the new formula, and it is being introduced precisely to help historically underfunded areas.

Will the Minister stop using this Orwellian double-speak about an increase in the budget? We know what we are talking about. In real terms, and per pupil, the budget has not increased in the last seven years, teachers have had a £3-per-hour cut in their wages and morale is at rock bottom. Will the Minister at least admit that we need urgent action to increase funding and reverse the cuts that have already taken place?

What we are doing is helping schools to manage those cost pressures, which exist because we are having to tackle an historic budget deficit. That is imperative if we are to maintain a strong economy that delivers record numbers of jobs. Yes, I can give my right hon. Friend that assurance. Certain local authorities, from up and down the country, have suffered from underfunding for more than 12 years, and their funding formula is based on out-of-date data. The schools funding formula is a total red herring. Before it has even come in, schools are having to lay off staff, increase class sizes, cut back on the curriculum and cut back on enrichment opportunities; and headteachers are struggling to recruit and retain good staff. Instead of talking about a formula that is yet to come in, when will the Minister tell us what he is going to do about the cuts that are already being made, and when will he recognise that education is the best economic policy that there is?

We do believe that education is the best economic policy that there is. That is why we are improving standards in our primary schools. We have improved the curriculum and the teaching of reading and mathematics. We have revised, reformed and improved GCSEs, so that children leave our schools with qualifications and an education on a par with the best in the world.

Whatever the hon. Gentleman likes to say, we have protected school funding in real terms. I do acknowledge that schools face cost pressures over a four-year period from 2016-17, and we are helping schools to deal with those cost pressures. Those pressures are being faced right across the public sector, and they are there because we have to deal with the economic mess left by the last Labour Government.

Yesterday, parents of pupils at the Kingsway Academy received a text message referring them to the website of the Northern Schools Trust, where they were told that their school would be closing. The Northern Schools Trust says that the school is not financially viable. Its sudden closure leaves a black hole of a quarter of a million pounds in the local authority’s financing, and there is great disruption across the area. Is that any way to run a school system?

It is not just about money, though, is it? The Labour party thinks that it can throw money at the problem, but that did not work when they were in government, when the number of pupils studying the core subjects necessary to get a good job fell by half. Eighty-nine per cent. of my primary schools and all my secondary schools have told me that they are planning for real-terms cuts over the next five years. In one school the nurture unit, where children who are under pressure can take some time out, is threatened with closure. How will that help children’s mental health in schools?

We take mental health in our school system extremely seriously, and we will publish a Green Paper on young people’s mental health before the end of the year. We want to ensure that every child is taught about mental wellbeing and the mental health risks posed by things such as the internet. We take the matter very seriously, but, as I have said repeatedly in my response to this urgent question, no school will lose funding under the national funding formula.

It was notable that the shadow Education Secretary did not mention standards in schools once. In the county of Nottinghamshire, which is one of the worst funded in the country, standards are rising and 90% of my young people now go to good or outstanding schools; that figure is 30% higher than it was in 2010. Thousands of young people come out of the city of Nottingham, where pupils receive 25% more funding, to go to school in the county, because standards there are higher despite schools receiving less money. Will the Government continue to focus relentlessly on standards in education?

My hon. Friend is absolutely right. Academic standards are key in our schools, and standards of behaviour are hugely important in underpinning a rise in academic standards. That is why we have focused on improving the curriculum in both the primary and secondary sectors.

The Government’s current plans mean cuts of over £600 per head for students in Liverpool’s schools. Is the Minister now saying that schools will face no cuts at all, in real terms, in any aspect of Government funding?

What we have said is that there will be no cut in per-pupil funding as a consequence of moving to the national fair funding formula. I have acknowledged that cost pressures—equivalent to 3.1% of the total schools budget in 2016-17, and to between 1.5% and 1.6% of that budget over this year and the subsequent two years—will affect schools in the hon. Lady’s area and in other parts of the country over a four-year period, as a result of higher employers’ national insurance contributions and teacher pension contributions. Those cost pressures, which are replicated across the public sector, exist because we are having to deal with the budget deficit. It is imperative that we do so if we are to continue to have a strong economy. [Interruption.] The shadow Education Secretary suggests from a sedentary position that we have had seven years to deal with that deficit. It was an historic deficit, and it will take as many years as it takes to get it down to zero.

May I begin by congratulating the right hon. Member for Twickenham (Sir Vince Cable) on his first speech in this Parliament and welcome him back to the House of Commons?

The Government want to ensure that all children, regardless of where they live, receive a first-class education. Over the past seven years, we have made significant progress. There are now almost 1.8 million more children in schools that are rated good or outstanding compared with 2010. Thanks to a curriculum that ensures that all children are taught the core knowledge that they need to be successful, to the promotion of evidence-based teaching practices such as Asian-style maths mastery and systematic synthetic phonics, and the hard work of hundreds of thousands of teachers, standards across England are on the rise. According to the latest international figures, secondary school pupils in England outperform pupils in the other nations of the United Kingdom.

The anachronistic way in which funding is distributed across the country is not fair and is in need of reform, so over the past six months I have spent a lot of time meeting teachers, headteachers, parents, governors and hon. and right hon. Members to discuss fairness in the school funding system. As a result of those conversations, I have never been more convinced of the need to grasp the nettle and address the unfairness of the current funding system. The data that are used to allocate funding to local authorities are over a decade out of date. Over that period, for example, the free school meals rate has almost halved in Southwark and has more than doubled in Dorset, but the funding that each local authority receives has not responded. It is not right that local authorities with similar needs and characteristics receive very different levels of funding from central Government. That results in a situation where, for example, a school in Barnsley would receive 50% more funding, with no other change to its circumstances, if it were situated in Hackney. That is not a rational, fair or efficient system for distributing money to our schools.

That is why the Government have gone further than any previous Government in reforming school funding, and why the Queen’s Speech made it clear that we are determined to introduce a fairer distribution of funding for schools. In doing so, we will ensure that all schools in England are funded on a consistent and transparent basis that reflects local needs. We will set out our plans shortly, and, as outlined in our manifesto, we will make sure that no school budget is cut as a result of the new formula. That will be particularly important for six schools in the right hon. Gentleman’s constituency. The other 23 schools would all see a rise in funding as a result of the national funding formula. I hope that that addresses one of the concerns that he expressed.

In March 2016, we launched the first stage of our consultation on the national funding formula. We asked for views on the principles that should underpin it and its overall design. Those principles included using robust data to ensure that funding is matched to pupil characteristics and the importance of transparency in the way in which funding is allocated. Over 6,000 people responded and there was widespread support for reforming the current system and for the principles that we set out, including the issue that the right hon. Gentleman raised of low prior attainment, which he queried. Allocating extra funding for pupils who begin school behind their peers is, I believe, absolutely right. There is no perverse incentive, because it is the child’s attainment in the predecessor school that is relevant: nursery school if they are going to primary school, or primary school if they are going to secondary school.

It is absolutely right, of course, that we should invest in pupils with low prior attainment, but does the Minister agree that that should not be at the expense of schools that, for whatever reason, do not hit the criteria on low prior attainment, English as an additional language or free school meals? They should have the funding they need to provide a full, rounded, liberal education.

I accept my hon. Friend’s point. We have had many discussions on these and other issues—regarding not only schools in his constituency, but f40 schools across the country. I feel strongly that schools with children who come from deprived backgrounds, with all the challenges they bring, should receive extra funding through the formula in addition to the money that comes through the pupil premium. I also strongly believe that we need to ensure that children who start school behind their peers catch up. Funding, I hope, will help ensure that they do. My hon. Friend is right, however, that we want to ensure that schools without any of those characteristics are properly funded. We can do that when a strong economy is generating the revenue to pay for those funds.

One of the issues that the right hon. Member for Twickenham (Sir Vince Cable) did not raise was rising rolls, particularly in London. The birth rate and the influx of people coming to London with young children require schools to accommodate more children, but the money lags. Will the Minister consider that aspect? If schools are not going to lose out over all, the per-pupil funding will be crucial in London to make sure that money goes to the schools as rolls rise.

My hon. Friend is absolutely right: as pupil numbers rise, so funding for schools will rise as well, because it is based on a per-pupil approach. We are spending record amounts on school funding—£41 billion this year—and that is set to rise further as pupil numbers rise.

In December last year, we launched the second stage of the consultation on the detailed design of the formula. As part of the consultation and to ensure maximum transparency, we published detailed illustrative impact data for all schools and local authorities, and that enabled us to hold a truly national debate during the three months of the consultation. During that period, as I said, I met parents, teachers and governors. Both the Secretary of State and I met hon. Members from across the House. We received more than 5,000 letters on the national funding formula and held more than 10 debates in the House. We received more than 25,000 responses to the consultation itself.

I thank the Minister for meeting me and the heads of Wilson’s School and Carshalton High School for Girls a few months ago. As my right hon. Friend the Member for Twickenham (Sir Vince Cable) said, irrespective of what the Government do about the funding formula, significant funding pressures come from the apprenticeship levy, pensions, national insurance and the additional recruitment costs that schools face because of the shortage of teachers. How will the Minister address those cost pressures?

The right hon. Gentleman has anticipated my comments, as he did his right hon. Friend’s. I will come to those issues. On the apprenticeship levy, schools can use apprenticeship levy funds not only for training support staff, but for training teachers. We are developing a teacher apprenticeship and the Government have asked Sir Andrew Carter to help develop a high-quality teaching apprenticeship to enable schools to draw down funding available through the apprenticeship levy.

We will publish our response to that consultation in due course. We will build on the strong support for the basic objective of reforming the current system as well as addressing the detailed issues and concerns raised throughout the consultation. We remain committed to working with Parliament and bringing forward proposals that will command consensus.

The right hon. Member for Twickenham raised the issue of introducing a national funding formula at this moment. We felt that at a time of constraints on budgets it was even more important to introduce such a formula to ensure that the unfairnesses are ironed out—more important than when budgets are rising.

Not only do we want the system for distribution to be fair; we also want to ensure that every school has the resources it needs to deliver a world-class education for every child. We have protected the core schools budget in real terms since 2010. We have given record levels of funding for our schools, and we set out plans to increase funding further in our manifesto, as well as continuing to protect the pupil premium to support the most disadvantaged pupils in our schools.

We recognise that schools are facing cost pressures and we will reflect on the message that people sent at the election about the funding of our schools. We also know that how schools use their money is important in delivering the best outcomes for pupils. We will continue to provide support to help schools to use their funding in cost-effective ways. The Government have produced tools, information and guidance to support improved financial health and efficiency in schools. Those tools are available in one area of the gov.uk website.

I am a school governor at a local primary school in my constituency. You say that we need help to find efficient ways of spending the money in the school. I have to tell you, from personal experience, that, as a group of experienced governors, we have done absolutely everything we can to be as efficient as we possibly can. The next thing to go will be teaching assistants and teachers. I have respect for what you say but—I am sorry—I just do not think that any more tools will help. What would help is more money. That is what we need.

I understand the hon. Lady’s point, but there are ways in which we can help schools to become more efficient with the available tools such as reviewing the level of efficiency, investigating levels of expenditure against other similar schools and other benchmarking tools that are on the website. The best way for schools to know what is effective is to share best practice. There are case studies on the gov.uk website, showing, for example, how a school in Leicestershire supports other local schools to develop a strategic three-year budget plan and thinks through its staffing model to best meet the curriculum. It also shows a school in Barnsley that has made significant savings by introducing a more efficient working pattern for support staff, and a school in my county of West Sussex that used a data-led approach to designing its curriculum and strategic staffing plans.

Earlier this year, we introduced a schools buying strategy to support schools to save more than £l billion a year by 2019-20 on their non-staff expenditure. The strategy includes the introduction of school buying hubs, which are regional units designed to communicate with and provide procurement support to all schools in the area. The hubs will provide expertise and specialist advice on procuring and managing catering and cleaning contracts, for example, to help to deliver better value in school buying. Alongside procurement advice, they will provide market intelligence, help with complex contracts, and promote local collaboration and aggregation.

The Government are building a digital buying platform to enable schools to compare prices more easily and to access a wide range of suppliers. School business management is an important and increasingly skilled profession. To support school business managers and help them to share their market knowledge, we will provide support to create new school business manager networks in areas of the country where they do not already exist. We will also create a network leaders forum to bring together leading members of the many networks, creating face-to-face opportunities to share knowledge and best practice on a national basis.

We will also provide schools with more access to better national deals. We have introduced a new deal on multifunctional devices—printers and photocopiers—this year. On average, schools could save more than 40% by using this arrangement, and up to 10% by making use of our national energy deal. The Department will work closely with schools—including the school the hon. Lady is a governor of—and suppliers to ensure that deals are easily accessible to schools and tailored to their needs.

Improved procurement will help free up resources available for teaching pupils, but to maximise these resources, it is also essential for schools to deploy their staff effectively and efficiently. This can be achieved through reducing unnecessary workload—that is where the Government have a key role to play—and making use of the full set of resources on the gov.uk website that support schools’ efficiency and financial health.

We are continuing our extensive work with the profession, teaching unions and Ofsted to challenge unhelpful practices and reduce workload, so that teachers can concentrate on teaching, not bureaucracy and paperwork. In February, we published the findings of the 2016 teacher workload survey, an update on how we are meeting our commitments to tackle workload, and details of further steps we will take, including an offer of targeted support. Earlier this year, we also published the school workforce planning guidance to help schools to make well-informed decisions about their staffing structures, and schools should always carefully consider their individual context and the mix of staffing roles they require.

In summary, this Government will continue to support England’s schools by providing more funding than ever before, by making sure that the funding is distributed fairly and to where it is needed most, and by helping schools to achieve more with that funding, with a focus on sustaining and improving the rapid progress our children and young people are making under this Government.

Introducing fair funding will be an historic and necessary reform—the biggest change to school funding for well over a decade. Thanks to the determination of this Government to address issues of unfairness in our society, we will have a clear, simple and transparent system that matches funding to children’s needs and the schools they attend. It will enable all schools, regardless of where they are situated in the country, to provide the very best education for pupils and an excellent education system.

It is a pleasure to serve under your chairmanship, Mr Betts. I congratulate my hon. Friend the Member for Washington and Sunderland West (Mrs Hodgson) who secured this important debate. I pay tribute to my hon. Friends the Members for Middlesbrough South and East Cleveland (Tom Blenkinsop) and for Hartlepool (Mr Wright), who will be leaving our ranks. I am sad to see them go. They are both friends of mine and I know they have been excellent representatives for their constituencies over the years.

“Education, education, education” was the mantra of the previous Labour Government, but we do not hear that now. That mantra is finished and no longer there under the current Government. On funding for schools, we need only look at what Durham County Council said about the effect the cuts will have on schools in the county: the funding formula is likely to lead to redundancies with small schools becoming financially unviable; 50% of primary schools will see cuts and 68% of secondary schools will also lose funding; 111 primary schools will see a reduction in funding of about £10,000 on average; and 21 of 31 secondary schools will see a loss of funding of about £48,000 to £50,000.

The National Union of Teachers and the Association of Teachers and Lecturers have surveyed schools about the funding required from parents, who are being asked to pay for school plays and sports events, and to help fill the funding gaps. One in six parents are being asked to fund their children’s schools; 76% of schools said their funding has been cut; and 93% of schools have said they are pessimistic about future funding. Some parents are paying on average £20 a week to their local school to keep it going.

Parents are being asked to fund sports events, school concerts, arts and design materials, text books, library books, IT and sports equipment. Some 44% of schools are renting out buildings and some are renting out their car parks. That reflects something that happened before. I remember the 1990s when my children were at school under a previous Tory Government, when the schools used to ask for help with funding for text books, pens, pencils and equipment. We have come full circle, but this time it is even worse.

Sedgefield Comprehensive School, which I attended quite a while ago, has been rebuilt under Building Schools for the Future. It is a fantastic facility, with fantastic teaching staff and fantastic children who want to learn and get on, and who aspire to do the best they can in their lives. It was recently named one of the top 50 state schools in the country by The Sunday Times. That is fantastic news. That was established through what the previous Labour Government did. When I compare the school today with what it was like all those years ago, I would say that it has been transformed. The previous Labour Government helped to achieve that. I am proud of our record and of what we have done for that school.

The headteacher, David Davies, has said that

“schools face the prospect of being unable to heat classrooms”

and of being unable to ensure that all the subjects that need to be available can be available. He is the head of one of the top state schools in the country. He has said that it is a “complete and utter myth” that the Government are protecting school budgets:

“In recent years, we have seen pension contributions included as well as moderate pay rises and there has been no increase in the budget”.

Schools NorthEast says that schools in the region would have £42 million to spend on education if they were funded at the national average, and more than £320 million if funded at the London rate. The National Audit Office has said that the cuts will be the equivalent of £3 billion by 2020—£119 million in cuts in real terms for the north-east, which is equivalent to 3,200 teachers. It says that the north-east faces an 8% real-terms reduction in its education funding. Sedgefield comprehensive’s headteacher, Mr Davies, has said:

“This will mean schools having to reduce…services, which could include only heating classrooms for part of the day, reduced investment in school buildings, IT facilities being stretched beyond their usable life and expensive subjects being cut such as music and design technology. It is our responsibility to provide the best possible education, but ultimately parents need to be aware that the future of their son or daughter is at risk with these cuts.”

I am a great believer in aspiration, but it is not achieved with the kind of cuts faced not just in Sedgefield, but around the north-east. When headteachers such as David Davies are coming out and passing those remarks to the local newspaper, we know we have a problem that the Government need to address.

The data for the comprehensives and secondary schools in my constituency show that Ferryhill Business and Enterprise College will have a £253,000 cut through a change in the budget by 2019, which is equivalent to six teachers. Greenfield Community College will have a reduction of more than half a million pounds, which is equivalent to 14 teachers.

It is not semantics. Actual income to schools in Sedgefield goes up under the national funding formula by £300,000, which is a 0.7% rise in income. So that we can have a transparent, honest debate about school funding, is the hon. Gentleman talking about the cost pressures?

The figures have been quoted by headteachers. They know what the budget pressures are and they say that the budgets are being cut. They say that they are under pressure and are losing funds to the equivalent of the number of teachers I mentioned.

Woodham Academy will lose the equivalent of five teachers. Hurworth School, another excellent school in my constituency, will lose the equivalent of nine teachers; Sedgefield comprehensive will lose 11 teachers; and Wellfield Community School will lose nine teachers. The cut in the budget and the pressures that they have to face is equivalent to £2.2 million.

Part of my constituency takes in the rural aspects of Darlington. Every headteacher from primary and secondary schools in the Darlington borough—39 of them—has written to all parents to point out the dangers to the education of their children because of the changes to formulae and the cuts and pressures on budgets between now and 2020.

I will not. The Minister will have plenty of time to make his comments at the end. I want to get through my speech as other people want to make their comments.

There are also cost pressures and budget changes for the primary schools. For Heighington School in Darlington, which is in my patch, that is £125,000. The primary schools in Sedgefield—Sedgefield Primary School and Sedgefield Hardwick Primary School—will see £120,000-odd changes in their budgets. The Minister can shape it any way he wants, but this is affecting schools, teachers and pupils. Headteachers are coming out and saying that, so there is obviously a problem. We can trade figures left, right and centre, but the headteachers are those who know what is happening on the ground.

I want to raise another issue, which is not related to funding but is important to me. It is so important to pupils Christina Davies, Aidan Wong and Melissa Foster from Greenfield School that they came to see me recently. They are concerned about the new GCSEs, where they are treated differently to those in public schools. Only 7% of pupils are in public education—93% are in state schools.

There is an element of truth in that, and it comes down to the core of my next point, on which I would love to hear the Minister’s comments. In state schools, 40% of coursework used to go towards a final GCSE mark, and there was a chance to sit it in January or June. That cannot be done now. If someone does an IGCSE in a public school, they have the chance to do that, and the result is still recognised by employers.

The pupils from Greenfield school who came to see me are asking why they cannot have a level playing field. If they cannot have 40% of their coursework counted towards the GCSE, why is it not the same in public schools or vice versa? They just want a level playing field and for everybody to be treated the same. Why is it that, just because someone can afford to pay for their child’s education, they have a better chance in life than those children of the 93% of parents who do not have the chance and opportunity to send their children to public school? I am not saying do it one way or the other, but let us have a level playing field. It affects the aspirations and social mobility of our children and is fundamentally unfair.

It is a pleasure to serve under your chairmanship, Mr Betts. I start by congratulating the hon. Member for Washington and Sunderland West (Mrs Hodgson) on securing this important debate. I, too, will be sorry to lose the hon. Members for Middlesbrough South and East Cleveland (Tom Blenkinsop) and for Hartlepool (Mr Wright). I have enjoyed debating and sparring with the hon. Member for Hartlepool over many years, both in his role as a Minister for Education and in his more welcome role as a shadow Minister for Education. He carried out both roles with intelligence, humour and application, and I know that I shall miss those debates in the years ahead.

I trust that the hon. Member for Washington and Sunderland West agrees that we share the ambition to see a country that works for everyone and where all children have access to an excellent education that unlocks talent and creates opportunity, regardless of where they live, their background, ability or need. We are introducing the national funding formula in order to tackle the unfairness in the current funding system, using up-to-date data rather than 10-year-old data. That is why, contrary to what has been said today, under the national funding formula hon. Members will see increases in their funding.

I accept that schools face cost pressures, and I will come to those issues in a moment, but let us get the facts clear. Schools in the constituency of the hon. Member for Newcastle upon Tyne North (Catherine McKinnell) will see a £1.6 million increase in funding overall as a direct consequence of the national funding formula. That is a 3.6% increase—85% of schools in her constituency will see an increase in funding. Funding to schools in the constituency of the hon. Member for North Tyneside (Mary Glindon) will increase by £0.8 million, which is a 1.4% increase in spending. She mentioned Holystone Primary School. That school’s funding will rise from £1.43 million in 2016-17 to £1.47 million, on the basis of the new national funding formula—a 2.7% rise. That is a direct consequence of the national funding formula.

As a direct consequence of the new national funding formula, funding to schools in the constituency of the hon. Member for Stockton North (Alex Cunningham) will rise by £0.6 million—a 1.3% increase—and schools in the constituency of the hon. Member for Sedgefield (Phil Wilson) will see an increase in funding of £0.3 million, which is a 0.7% rise. He mentioned Sedgefield Community College, where he went to school. That school’s income will rise from £5.332 million to £5.384 million—a rise of 1%—as a direct consequence of the national funding formula. It is important to distinguish the national funding formula from other cost pressures affecting schools, which I will come to in a moment. Those cost pressures are being absorbed across the public sector.

He talked about funding increases in general terms, which is true, but we are also seeing record pupil numbers. Will he pledge that, as part of the national funding formula, we will see a rise in funding per pupil in the next Parliament? Just to clarify, I am not dead—at least, not yet.

I did not say that there are no issues. I said that there are cost pressures facing schools, but I want to get the factual basis of the issues on the record, so that we know what we are debating. It appears to me that hon. Members in this debate are opposing the national funding formula. The national funding formula is designed to address iniquities in the system and will do so. As a consequence, schools that have been historically underfunded on the basis of their intakes will no longer be so, if and when we implement the national funding formula.

School funding in the constituency of the hon. Member for City of Durham (Dr Blackman-Woods) will rise by £0.4 million—a 0.9% increase—as a direct consequence, again, of introducing the national funding formula. School funding is at its highest level on record, at almost £41 billion this year, and it is set to rise to £42 billion by 2019-20 as pupil numbers rise.

However, the current funding system is preventing us from getting that record sum of money to where it is needed most. Underfunded schools do not have access to the same opportunities to do the best for their children, and it is harder for them to attract the best teachers and afford the right support. That is why we are reforming the funding system by introducing a national funding formula for both mainstream schools and the high-needs support provided for children with special educational needs. It will be the biggest change to school and high-needs funding for well over a decade.

Such change is never easy, but it will mean that, for the first time, we have a clear, simple and transparent system that matches funding to children’s needs and the school they attend. In the current system, similar schools and local areas receive very different levels of funding with little or no justification. Those anomalies will be ended once we have a national funding formula in place, and that is why we are committed to introducing fair funding. Fair funding will mean that the same child with the same needs will attract the same funding regardless of where they happen to live.

We launched the first stage of our consultation on reform in March last year. We set out the principles for reform and proposals for the overall design of the system, and more than 6,000 people responded, with wide support for those principles. Last month we concluded the 14-week second stage consultation, covering the detailed proposals for the design of both the schools and high-needs formulae. Our proposals would target money towards those who face the greatest barriers to their education.

In particular, our proposals would boost the support provided for those who are from deprived backgrounds and those who live in areas of deprivation but who are not eligible for free school meals—those ordinary working families who are too often overlooked. We propose to put more money towards supporting those pupils who have fallen behind, in both primary and secondary school, to ensure that they have the support they need.

Overall, 10,700 schools would gain funding under the new national funding formula, and the formula will allow those schools to see gains quickly, with increases of up to 3% in per-pupil funding in 2018-19 and 2.5% in 2019-20. Some 72 local authority areas are proposed to gain more high-needs funding, and they would also do so quickly, with increases of up to 3% in both 2018-19 and 2019-20.

We have listened to those who have highlighted the risks of major budget changes in our first-stage consultation, which is why we have introduced a floor of a 1.5% minimum funding guarantee per year, and no school can lose more than 3% overall per pupil as a consequence of these changes.

Schools in the north-east would, on average, see a 1% increase in funding as a result of our proposals, and 60% of schools in the region would see an increase in funding, compared with 54% nationally. Schools in the north-east are doing well: 68% of pupils in key stage 2 SATS reached the expected standard in reading in 2016, compared with 66% nationally, and 82% of children are passing the phonics test, compared with 81% nationally.

Of course, the picture would not be uniform across the whole of the north-east. I recognise that the proposals would result in budget reductions for schools in the local authority of the hon. Member for Washington and Sunderland West and no real overall change in funding to schools in her constituency. However, I believe that the formula we have proposed strikes the right balance between the various competing considerations for funding, such as the balance between the core funding that every child attracts and the extra funding targeted at each of the additional need factors. We propose to use a broad definition of “disadvantage” to target additional funding at schools most likely to use it, comprising pupil and area-level deprivation data.

I want to turn to the issue of costs. We recognise that schools are facing cost pressures, including salary increases, the introduction of the national living wage, increases to employers’ national insurance pension scheme contributions and general inflation. From the start of 2016-17 to the end of 2019-20, we have estimated that those pressures will amount to approximately 8% per pupil, on average. To be clear, that is not an 8% pressure in a single year, nor is it an 8% pressure that is all yet to come. In fact, some of those pressures have already materialised and been absorbed in the past financial year. Over the next three years, per-pupil pressures will, on average, be between 1.5% and 1.6% each year. The current, unfair funding system makes those pressures harder to manage, and introducing a national funding formula will direct funding where it is most needed.

We have published a wide range of tools and support to schools, available in one place on gov.uk. That includes tools to help schools to assess their level of efficiency and to find opportunities for savings; guidance on best practice, including on strategic financial planning and collaborative buying; case studies from schools themselves; and support for schools to acquire greater financial skills. We have launched a school buying strategy to support schools to save more than £1 billion a year by 2019-20 on their non-staff spend. That will help all schools to improve how they buy goods and services.

I am grateful for today’s opportunity to debate school funding. A fair national funding formula for schools and high needs underpins our ambition for social mobility and social justice, and it will mean that every pupil is supported to achieve to the best of their potential, wherever they are in the country.

It is a pleasure to serve under your chairmanship, Mrs Main. I think it is the first time I have done so, but I hope that it will not be the last such occasion for either of us.

I listened very carefully to the hon. Member for South Shields (Mrs Lewell-Buck)—I assume she learned by heart the quote she just gave. I congratulate the hon. Member for Warrington North (Helen Jones), who is the Chair of the Petitions Committee, on opening this debate and on doing so articulately, with fluency and a strong use of language. Perhaps that is the consequence of her immersion in the great canon of English literature. I share her ire about some people saying that some literature is too difficult for children from poorer backgrounds.

The hon. Lady cited Morecambe and Wise, and their wonderful and hilarious use of language. Who can forget Ernie Wise’s catchphrase about

“The plays what I wrote”?

We remember them fondly.

I am aware of the comments that have been made and the concerns that have been raised about the new English literature GCSE, notably the claim that exam boards will not provide pupils with any extracts from the novels, poems and plays that they have studied, as well as the expectation that pupils will have to memorise large amounts of text. I reassure the hon. Lady and all hon. Members that that is not the case. Pupils do not have to reproduce word for word what they have read to pass the GCSE. The examination is not about testing a pupil’s ability to recall specific portions of the texts they have read; it is a test of how they understand and can interpret the literature they have studied.

It is also not the case that pupils have to memorise “250+ quotes”, as reported in the petition. I am not clear where that figure has come from, but neither the Department for Education’s GCSE subject content nor Ofqual’s regulations contain any requirement that suggest it will be necessary to learn such a high number of quotes, or indeed any specific number. Ofqual does not prohibit access to texts during an exam and exam boards may give pupils extracts from works, such as an extract from a novel, a scene from a play or a poem. Such extracts form part of the exam materials. What is not allowed is for pupils to have copies of the full play, novel or set of poems to take into the exam with them.

Before I go on to explain the assessment approaches of the new English literature GCSE, I will say why English literature is so important, although the hon. Lady has already said it. We want all pupils to develop a love of literature by reading widely for enjoyment. Reading is the cornerstone of education. Ensuring that all pupils, whatever their background, are taught to read correctly, and that they develop a love of literature, is key to social mobility.

It is important that pupils have access to qualifications that establish expectations matching those in the highest-performing countries in the world. The reforms to the English literature GCSE are part of a wider drive to restore rigour and confidence in our public exam system. International tests indicated that the increase in the proportion of pupils achieving top GCSE grades had overstated actual performance. That is why we overhauled a curriculum that was denying pupils the core academic knowledge, and why we reformed the examination system, breathing confidence back into our national qualifications.

Previously, English literature GCSE pupils were examined on four texts at most, and some on only three texts—two texts and poetry anthologies. There was no requirement for pupils to be asked questions on texts that they had not previously studied—what are called “unseen texts”. The remaining texts were covered through controlled assessment, which is a form of coursework. Ofqual decided that new English literature GCSEs would be assessed entirely by exam because that is a fairer and more reliable method.

The subject content for the new English literature GCSE was published in 2013, and the rules about open texts were announced by Ofqual in 2014. Teaching of the new GCSE began in September 2015, which is why we will see the first exams in the new subject this summer. The new English literature GCSE requires pupils to study a range of high-quality, challenging and substantial texts, including at least one Shakespeare play, one 19th-century novel, a selection of poetry since 1789, including representative Romantic poetry, and fiction or drama from the British Isles since 1914. The specification for poetry and a novel from the 1800s is new, and we believe that it adds more depth and rigour to the qualification.

There is also a requirement for pupils to study no fewer than 15 poems by at least five poets, and a minimum of 300 lines of poetry. That element is designed to reward pupils who have gained a deep understanding of literature and have read widely enough throughout the course—it is not about memorising poems word for word. It is interesting to note that the views of the English subject community are mixed, with many not agreeing with the views expressed in the petition. For example, a 2015 blog by the English and Media Centre’s co-director, Barbara Bleiman, put memorisation and learning by heart into context. Focusing on poetry, she wrote:

“It doesn’t seem to us to be unreasonable, in a Literature exam, to ask pupils to choose one poem to talk about that isn’t there in front of them, nor does it necessitate rote learning or wholesale memorisation. Being able to recollect some details from their chosen poem...and give a few examples, using quotation or not, doesn’t require learning by heart or massive taxing of the memory.”

The introduction of closed-book examinations triggered the debate. What that means in practice is that pupils are not provided with copies of the novels, plays or poems they have studied during the course. The expectation is that pupils read widely and deeply during their studies to prepare them to answer questions in the exam about the books and poems they have studied. That means that they will be able critically to compare and contrast a range of literature using relevant quotes and text references to demonstrate the depth of their understanding. Additionally, pupils need to answer questions about unseen texts—texts they have not studied and are unlikely to have read before. These unseen texts might, but do not have to be, by authors whose works pupils have studied as set books. Pupils may have to compare an unseen text with one of the texts they have studied.

We do not expect exam boards to give pupils, or allow them access to, copies of the whole texts they have studied during their exams. Boards can, however, provide relevant extracts, and they are already including examples of such extracts in their sample assessment materials. Pupils will therefore be familiar with the types of extract they will be given. It is important that pupils are not misled into believing that they will get good marks simply by memorising and writing out the poems or texts they have studied. They will not be marked on their ability to learn and remember the exact words of poems or texts by heart. They may gain extra marks through the intelligent use of quotations, but the requirement is about illustrating pupils’ interpretation and understanding of the text, and hence demonstrating their understanding of the question. Quotations can be part of that. Each exam board will have guidance for its examiners for each specification that covers expectations of the mark scheme, the aim of which is to ensure standardisation when examiners are marking. It may include guidance on how examiners should approach textual references and quotes.

To gain good marks, pupils will need to show that they are familiar with the texts they have studied and, in some questions, that their understanding is sufficiently developed to compare them either with each other or with unseen texts that have been given to them in the exam. Pupils will need to write about a poem they have studied that is not given to them in the exam, but that will not require them to reproduce the text in full. Rather, it will require pupils to recollect aspects about the poem, such as themes, issues and the way in which language is used to create particular effects, so as to compare it with one provided in the exam.

In the past, pupils have been able to take either annotated or clean copies of the studied texts into the exam, but that risks undermining the requirement for them to have studied in detail the whole text as part of their course. That requirement is important, and it is particularly relevant in poetry. If pupils know they will be given access to the whole text of a poem as part of their exam, they may feel they do not need to study the whole poem, or the whole array or anthology of poems, as they can do the reading during the exam. In addition, if pupils had the text available to them, it would shape the expectations of the exam. For example, if they can refer to the text, exam questions and their mark schemes would expect a much more detailed and extensive use of quotes and references. As it is, questions and mark schemes for the new qualifications are written in the knowledge that pupils will not have access to the text, and the expectations are moderated accordingly. The same relates to questions in which extracts are provided. For example, if an extract from a novel or a Shakespeare play is provided, clear and detailed references and quotes may be expected, and papers marked accordingly.

The e-petition notes that pupils

“are expected to remember…themes and context that are incorporated within these texts”.

That is true, but it is not clear that providing a copy of the text would represent an advantage to a pupil. If a pupil is not already aware of, or able to recall, broad issues such as the themes and context of the texts they have studied, having a copy of the text with no notes or annotations will not help them. Indeed, Ofqual has pointed out that pupils might in fact be disadvantaged if they were provided with the text. A comparatively short exam does not give time for pupils who are unfamiliar with, or who have forgotten, the themes or structure of the text to use the text in the exam to demonstrate the understanding expected. Additionally, even if pupils have a good understanding of the text prior to the assessment, there is a risk that they might spend significant portions of the exam searching for quotes or references in the mistaken belief that that will secure them high marks. Again, unless the text is provided, the mark schemes for the reformed qualifications do not expect extensive quotes from memory.

Finally, the practice of pupils taking copies of texts into the exam creates practical problems for exam boards and centres. The majority of text editions come with an introduction, notes and a glossary. These annotated texts are immensely helpful in the classroom and would be the most obvious choice for an English department budget. However, such texts would not be appropriate in the exam room, and centres would need to purchase an extra set of texts free of textual additions. Not only is it difficult and, in some cases, impossible to source text-only editions, it would also be a major expense.

The hon. Member for South Shields raised the important issue of children with special educational needs. Students with disabilities are entitled to reasonable adjustments and schools will be in touch with the exam boards to request them. She asked for examples. Typical adjustments are the use of extra time, scribes and readers and, depending on the disability, different fonts, coloured paper, enlarged papers and so on can also be made available. We consulted specifically on access to texts last year as part of a wider consultation on the specifications on the use of reasonable adjustments.

This summer, pupils will not only take the new English and maths GCSEs but will also receive a new grade. The new qualifications will be graded from 9 to 1, instead of from A* to G, with 9 being the highest. The new scale is intended to recognise better the achievements of high-attaining pupils and ensure that parents have greater clarity about how well their child performs in the exams. It will also clearly distinguish the new, more challenging GCSEs from their predecessor qualifications.

I hope hon. Members are reassured that passing the new English Literature GCSE does not require pupils to memorise vast amounts of texts and that our reformed GCSEs will provide all pupils with the qualifications they need to progress to further education and employment.

I agree with my right hon. Friend entirely. The level of pressure our schools are being asked to bear would be unacceptable in any circumstances, but in order to understand exactly how damaging the proposals are, and why parents in my constituency and across London feel so strongly about them, the Government must understand the journey that London schools have travelled in the 14 years since the Labour Government introduced the London challenge programme of improvement for London schools in 2003.

I moved to London in 1996. At that time, parents in the same situation as I am in now, with their oldest child approaching secondary school age, were often trying to do one of three things: move close to a high-performing state or church school; move out of London to a part of the country where schools were better; or educate their children privately. Children whose parents were unable to make any of those choices often attended local schools, which despite the best efforts of their teachers substantially failed generations of children. In my constituency at that time, we had William Penn boys’ school and Kingsdale school, both of which were failing schools that became notorious. William Penn subsequently closed and successfully re-opened as the co-educational Charter School, and Kingsdale was completely remodelled under a change of leadership. Those are now outstanding and good schools respectively.

I have spoken with many parents in my constituency who attended failing schools as children. They remember the crumbling buildings, leaky roofs, shortages of books and materials, very large class sizes and poor discipline. They tell me that any success in their educational outcomes was due to the hard work that they and their teachers put in and happened despite, not because of, the funding and policy environment in which the schools were operating.

The situation could not be more different across London now: 94% of London schools have been judged to be good or outstanding by Ofsted. While London schools were the worst in the country in the 1980s and 1990s, they are now the best. That transformation was achieved through a combination of political leadership, appropriate resourcing, stringent accountability and—most importantly—the hard work of teachers, governors, support staff and parents. I think I speak for all London MPs from across the House when I say that we are deeply proud of our schools and everything they deliver for London children.

Our schools in London deliver for every child. They are not reliant on selection, and as a consequence London children also benefit from being educated in a diverse environment, which helps to build understanding and community cohesion. My children are receiving an excellent education alongside children from every possible walk of life, and their lives are enriched as a consequence. It is that approach, not grammar schools, that delivers the social mobility the Government say they want to see.

London schools are the best in the country, despite having the most complexity among their intake. They have the highest levels of students with English as an additional language, special educational needs and children from deprived households, and they have very high levels of churn, in part due to the large numbers of families now living in the private rented sector, who often have to move when short-term tenancies come to an end.

London schools are able to deliver in that context when they have the teaching and support staff to provide the help and support that every child needs, so that those who need extra help in the classroom can receive it, those who need to be stretched more to fulfil their potential can thrive, and a rich, imaginative curriculum can be offered to all students. The headteachers in my constituency increasingly talk about the new challenges their students face. Chief among them are mental health issues, which are growing in part as a consequence of the pressures children face on social media. They feel the need for additional support in school that students can access, but they are already unable to afford that.

I wrote to every headteacher in my constituency to ask about the impact that they anticipate the national funding formula will have on their school. I want to share just two examples of their feedback today. A primary head wrote to me and said,

“in order to balance the budget this year we had to lose six members of staff. Prior to this academic year we employed one Teaching Assistant per class. This year we have a Teaching Assistant per year group. I can see a time when schools will not be able to afford Teaching Assistants at all. Our building is shabby because we cannot spare the funds to redecorate and carry out minor repairs. Cuts in funding will mean that Headteachers will become more and more reluctant to accept pupils that put a strain on the budget.”

I am listening carefully to the hon. Lady and, as I did at the meeting with her and her colleagues, I have paid careful attention to what she is arguing. Is she interested in knowing that in Lambeth, under the new national funding formula, the funding per pupil is £6,199 and in Southwark it is £6,271, whereas in Waltham Forest it is £5,129 and in Surrey it is £4,329? It is that discrepancy that the national funding formula tries to go some way to dealing with.

I thank the Minister for his intervention. If he bears with me a little longer, he will hear that I am not arguing that schools elsewhere in the country—or indeed in outer London—should lose out as a consequence of the funding formula; what I am interested in is a funding formula that is fair for all schools.

A secondary headteacher wrote to me and said:

“Effectively our budgeting will be reduced by £500,000 in real terms in the next three years...it will make it very difficult for us to continue to provide a high quality education for our students, and will undoubtedly affect our ability to support student achievement and wellbeing. It will also have a negative impact on the workload of our staff who already work incredibly hard day in day out to support our students.”

Those are experienced headteachers, looking at a spreadsheet in the cold light of day and working out the choices they will have to make to accommodate the Government’s funding cuts.

My argument is about the cumulative impact of unfunded cost pressures in recent years, and some still to come because of the apprenticeship levy, in addition to the impact that the new funding formula will have.

Seventy per cent. of schools’ budgets are spent on staff, so it will be teaching assistants, speech and language therapists, learning mentors, family support workers, school trips, sports clubs, music specialists and teachers that will have to be cut. Heads across my constituency say that the formula does not work. London schools also face a recruitment crisis, fuelled by the high cost of housing and childcare in the capital, as well as the Government’s failure to meet teacher training targets. More than 50% of London heads are over the age of 50, and the current budgetary pressures, combined with the new inspection regime and changes in the curriculum, are making it harder and harder to recruit. Further reductions in funding will only exacerbate the situation, making it harder for schools to retain experienced teachers and creating a level of pressure in the profession that will cause many hard-working teachers to look elsewhere.

The Government’s stated aim in revising the schools funding formula is fairness. I agree with that aim. There are problems with the current formula in some parts of the country, because of the embedding of resourcing decisions made by local authorities many years ago and their use as the basis for calculating future increases. However, there is nothing fair about a proposal under which funding will be cut from high-performing schools in deprived areas. A fair approach would take the best-performing areas in the country and apply the lessons from those schools everywhere. It would look objectively at the level of funding required to deliver in the best-performing schools, particularly in areas of high deprivation, and use that as the basis for a formula to be applied across the whole country.

London schools should be the blueprint for education across the whole UK, but school leaders in London are absolutely clear that quality will inevitably suffer as a consequence of the funding changes that the Government are implementing. It is simply irresponsible for the Government to put the quality of education in London at risk. Children are growing up in a time of great global change and uncertainty. We feel that today perhaps more than ever, as article 50 is triggered. They need to be equipped with the knowledge, skills and confidence to navigate and compete in a post-Brexit economy. Our schools are essential to that, and to ensuring that children make the maximum possible contribution to the economy and public services in the future.

I ask the Minister this morning to think again and, as he reviews the 20,000 consultation responses that have been submitted, to consider the impact that the changes will have on London schools. I have two specific asks. When I met the Minister last week, it was not clear from what he said that he had recently visited high-performing London schools, so I invite him to visit a primary school and secondary school in my constituency to see at first hand the great work that our local schools do and to understand the current financial pressures that they face.

I thank the Minister; I would dearly love to welcome him to high-performing schools in my constituency, so that he can hear at first hand about the pressures that headteachers are talking about.

Secondly, I ask the Minister to go back to the Treasury and to negotiate again. Spending on schools is an investment that the Government make in the future of our economy. It would take just 1% of the education budget to ensure that no school loses out through the introduction of the national funding formula. I ask him please to think again and not to put the success of London schools and their ability to deliver for future generations of London children at risk.

It is a pleasure to see you presiding over us this morning, Mr Hanson. I am not sure I have had the privilege of serving under your chairmanship before. I congratulate my hon. Friend the Member for Dulwich and West Norwood (Helen Hayes) on securing this debate and commend her for her excellent speech, which detailed the problems we all face.

I do not have a long record of speaking in education debates over the years. As the Minister knows, my main engagement with his Department has been about fire sprinklers in schools and trying to improve the guidance on their installation. We have not cracked that yet. However, I have been contacted by a number of primary school heads in my constituency. Their comments need to be registered not only with me but by me in this debate. I will do so briefly, in line with your request, Mr Hanson. I have also written to the Secretary of State.

Heads from Cubitt Town Junior School, Mayflower Primary School, Cyril Jackson Primary School, Lansbury Lawrence Primary School, Arnhem Wharf Primary and St Peter’s London Docks Primary School, as well as constituents, have contacted me on this issue. One letter said:

“the national funding formula has the potential to make school funding fairer, but it will fall short unless it is given sufficient resources to succeed. School budgets are being pushed beyond breaking point.”

That brief quote says a lot. Given the pressures faced by schools, the writer of the letter is still able to see the positives in the funding formula, but refers to how it is let down by the sheer lack of resources. In her letter to me, the headteacher of Cyril Jackson Primary School listed 12 ways in which the school was forced to act to reduce overheads in 2015-16, meaning reduced staff numbers, less guidance, less encouragement and fewer opportunities to see new things, and experience other environments and be inspired by them.

My hon. Friend the Member for Dulwich and West Norwood has previously said, and may have said again this morning:

“The government is putting our excellent local schools at risk, with a change in the funding formula which will see money taken away from our local schools to give to schools in other parts of the country.”

Neither I nor any other colleague, I am sure, would wish to see schools in other parts of the UK short-changed, but giving them what they need to deliver a great education service should not be at the expense of London schools. Children everywhere should have and must enjoy an equally high standard of education. Whether they live in Dulwich, Docklands, Dudley or Droitwich, children deserve well-funded schools that enable them to reach their potential. It is as simple as that.

Those on the ground are telling me that school budgets are being pushed beyond breaking point. One of our local representatives in Tower Hamlets, Councillor Danny Hassell, recently tweeted that he had just seconded a Labour motion at the council against Government plans to cut funding in our schools that will mean a staggering loss of £511 per pupil in Tower Hamlets. Children such as those at Cubitt Town Junior School cannot afford the Government’s proposals. Their headteacher tells me it is calculated that Cubitt Town pupils will lose up to £746 per pupil.

Does he acknowledge that Tower Hamlets was the highest funded local authority in the country on a per-pupil basis before the national funding formula and remains so, even after the national funding formula is implemented, with funding of £6,718 per pupil, compared with £4,329 in Surrey and £5,129 in Waltham Forest?

I am grateful to the Minister for citing those statistics. I was citing one myself from the headteacher of Cubitt Town Junior School, who said that Cubitt Town pupils will lose up to £746 per pupil. I do not doubt that Tower Hamlets’ schools are well resourced and well funded by the Government, but the cuts being introduced will be unsustainable. The headteacher says that it could mean the school losing up to six teachers. How will that Isle of Dogs school withstand such a reduction without significant negative consequences for the quality of education it can give to local children?

Along with parliamentary colleagues, I urge the Government to acknowledge that their funding plans do not work for Cubitt Town, for the other schools I have mentioned or for all those left unmentioned. They certainly do not work for Tower Hamlets.

I congratulate my hon. Friend the Member for Dulwich and West Norwood (Helen Hayes) on her brilliant exposition of the issues currently facing London schools.

In May, I will have been the MP for Mitcham and Morden—the place of my birth—for 20 years. One of the biggest and most satisfying things during those 20 years has been seeing the blooming of our schools. Schools that were universally performing so poorly have been transformed into schools that, in the main, although not exclusively, are doing really well. School buildings are now places that people would want to enter, rather than fearing to enter. I want to see that continue, and I want to see that mostly for those who have least. What concerns me is the number of teachers who come and see me at my Friday advice surgery from schools where children are in temporary accommodation and finding it difficult to get to school. As has been mentioned, more children than ever suffer from mental health problems and are self-harming. These demands on schools at this time make it difficult for them to cope from where they are, let alone if they lose any funds at all.

Let me gently point out to the hon. Lady that 96.2% of the schools in her constituency, Mitcham and Morden, gain funding under the new national funding formula. That amounts to a 6.6% increase once the formula is fully implemented, and that is £3.5 million. Schools should not be coming to the hon. Lady to talk about cuts in funding, because 96% of her local schools will see an increase in funding under this formula.

I invite the Minister to come to William Morris Primary School, in Pollards Hill, which is going to lose £487 per pupil, which is the equivalent of four teachers, or to Singlegate Primary School, which will lose £424 per pupil; or perhaps he would like to go to Morden.

Again, the hon. Lady takes the misleading figures from the National Union of Teachers, which is conflating the cost pressures that all of the public sector is incurring over this year and the next three years—amounting to 8% in total—with the national funding formula. The national funding formula is good for schools in the hon. Lady’s constituency. I hope very much that her local headteachers and she herself will support the new national funding formula, because it is fairer, and fairer for her schools.

I congratulate my hon. Friend the Member for Dulwich and West Norwood (Helen Hayes) on securing this debate. I think that the tone has been very measured, but I say to the Minister that back in communities across London there is tremendous fury, frankly, at what the Government are proposing. I really want to warn him. I went to school in the 1970s in London; I have seen schools in the 1980s in London, and I am deeply worried that we will be returning to that story in this city. When London slips back, as night follows day, the nation slips back on education. London’s contribution to our GDP is bigger than at any time since 1911. In the Brexit environment that we are now going into, this is a very dangerous move. The Government simply cannot talk about social mobility and about families that are just getting by, and see the sorts of devastating cuts that we are hearing about right across the city.

I think of the Willow Primary School on the Broadwater Farm estate—no one at that school is well off—and of the six teachers and all the learning mentors that it might have to lose. I ask the Minister, with all sincerity, how he can stand by the cuts. When he says to my hon. Friend the Member for Poplar and Limehouse (Jim Fitzpatrick) that Tower Hamlets is the best-funded local authority in the country, has he knocked on doors in Tower Hamlets? Has he seen the deprivation that exists in Tower Hamlets?

The Minister knows, as we all do, that the education debate in this country is not between state schools in deprived areas of the country, but between the state schools and private schools. That is the big gap, and that is what any Government with any ambition to raise the standards of children across the country should be seeking to match, not cut. Let us not have this fake debate about redistribution across already deprived constituencies, when the real debate is how we level up to the standard of private schools. When he says, “Look, you are getting just under £7,000 in Tower Hamlets,” let him remember that a child that goes to Eton means £33,000 a year. That is the debate. If he is sincere about social mobility, he will go back to his friends in the Treasury and ask for more.

I have been asked by this Government to do a review into the disproportionate number of black and ethnic minority young people and adults in our criminal justice system. I have to warn the Minister that this situation will lead to more young people in our pupil referral units, and more young people in our young offenders institutions and prisons as a direct result. That is because teaching assistants help to keep the peace and order in our schools, and help with kids with special needs, and they will have to go. It is because a class size of 30 or 32 kids is hard on one teacher. I commend all teachers committed to teaching in deprived constituencies; it is a vocation that none of us should forget about in this debate.

I say to the Minister, do not just interrupt Members and quote the figures blindly at us. We know what this is about. This is a direct cut of the education budget. The Government are turning their back on a commitment they made when they first came into office, and we must and will hold them to account.

I congratulate the hon. Member for Dulwich and West Norwood (Helen Hayes) on securing this important debate. I trust that she would agree that we share the ambition to have a country that works for everyone, where all children have the opportunities for an excellent education that unlocks talent and creates opportunity. That should be regardless of their background or where they live, which is why today 1.8 million more pupils are in good or outstanding schools than was the case in 2010, and why 147,000 more six-year-olds are now reading more effectively this year compared with 2012 as a result of our reforms.

The Government are prioritising spending on education and have protected the core schools budget in real terms so that, as pupil numbers increase, so will the amount of money for our schools. School funding today is at its highest level on record at more than £40 billion in 2016-17, and is set to rise to £42 billion by 2019-20. However, the current funding system is preventing us from ensuring that the money is allocated fairly. In the current system, similar schools and similar local authority areas receive very different levels of funding with little or no justification. For example, a secondary school in Wandsworth that is teaching a key stage 3 pupil with English as a second language and low prior attainment would receive £7,699, but if that same pupil were in a school in the neighbouring Borough of Lambeth, the school would receive £10,263, which is a difference of more than £2,500. There is no reason why moving just a single mile should lead to such a change in funding.

Opposition Members complained about the debate. They do not like their figures being challenged, but I am afraid that I am going to do so, because they repeatedly cite misleading campaign data from the National Union of Teachers. First of all, let us take the hon. Member for Nottingham—

Allocations are based on 10-year-old data—2005 data—but during that 10-year period deprivation in London has been reduced. In 2005, 27% of pupils in London were eligible for free school meals; today, that figure is 18%. By ensuring that we allocate funding on the basis of up-to-date data and fairly, we can allocate £5 million more to boroughs such as Merton, the funding of which will rise from £114 million a year to £119 million a year, reflecting the fact that Merton has been underfunded in the past. Member for Mitcham and Morden (Siobhain McDonagh) did not acknowledge that, directly as a consequence of this fairer way of allocating funding—this new funding formula—her schools are receiving £3.5 million more.

The hon. Member for Ilford North (Wes Streeting), who is itching for me to give way, said that his borough of Redbridge was seeing a reduction in funding. I am afraid that that is simply not the case. Redbridge’s school funding will increase from £201,600,000 to £209,859,000, a 4.1% increase, as a direct consequence of the introduction of a national funding formula.

Thank you, Mr Hanson; I want to respond to all the points that were made in the debate.

We launched the first stage of our consultation on reforming the schools and high needs funding systems in March last year. We set out the principles for reform and proposals for the overall design of the funding system. More than 6,000 people responded to that first stage of our consultation, with wide support for those proposals. I acknowledge the support that the hon. Member for Wythenshawe and Sale East (Mike Kane) has given to the principles of this formula.

We have just concluded a 14-week second stage consultation, covering the detailed proposals for the design of both the schools formula and the high needs formula. Our proposals will target money towards pupils who face the greatest barriers to a successful education. In particular, our proposals will boost the support for those from disadvantaged backgrounds, and for those who live in areas of deprivation but who are not eligible for free school meals—those ordinary working families who are too often overlooked. We are also putting more money towards supporting those pupils in both primary and secondary schools who have fallen behind in their education to ensure that they have the support they need to catch up.

Overall, 10,740 schools would gain funding under our proposals, and the formula will allow those schools to see those gains quickly, with increases of up to 3% per pupil in 2018-19 and of 2.5% in 2019-20. Seventy-two local authority areas will quickly see an increase in their high needs funding, and no local authority will see a fall in its funding.

As well as providing those increases, we have listened to those who highlighted in our first stage consultation the risks of major budget changes for schools. That is why we have proposed to include significant protections in both formulae. No school would face a reduction of more than 1.5% per year or of 3% overall per pupil and, as I have said, no local authority will lose funding for high needs. The proposals will limit the otherwise quite large reductions that some schools, including many in London, would see as the funding system is brought up to date.

The real-terms protection of the core schools budget underpins these proposals. As a result, we are able to allocate some £200 million to schools in both 2018-19 and 2019-20, over and above flat cash per pupil funding. That will combine significant protection for those facing reductions with more rapid increases for those set to gain under the fairer funding formula. High needs funding will see an equivalent real-terms protection.

London will remain the highest-funded part of the country under our proposals. Schools in inner London will attract 30% more funding per pupil than the national average, which is right. Despite the city’s increasing affluence, London schools still have the highest proportion of children from a deprived background and the highest labour market costs, as has been acknowledged in the debate.

We are using a broad definition of disadvantage to target additional funding to schools, comprising of pupil and area level deprivation data, prior attainment data and data on English as an additional language. No individual measure is enough on its own. Each factor reflects different aspects of the challenges that schools face, and they work in combination to target funding. Where a child qualifies for more than one of those factors, the school receives funding for each qualifying factor. For example, if a child comes from a more disadvantaged household and they live in an area of socioeconomic deprivation, their school will attract funding through the free school meals factor and the area-level deprivation factor—the income deprivation affecting children index.

The additional needs factors in the formula are proxies for the level of need in the school. We are not suggesting that the funding attracted by an individual pupil must all be spent on that pupil, but that schools with high numbers of pupils with additional needs are more likely to need additional resources. Using the proxy factors helps us target funding on schools that are more likely to face the most acute challenges. I will give way to the hon. Very good. In addition to the formula, schools will continue to receive additional funding through the pupil premium to help them improve the attainment of the most disadvantaged pupils. We have also included a mobility factor in our formula to recognise the additional costs faced by schools, many of which are in London, where a high proportion of pupils arrive at different points through the year. We were influenced by the right hon. Member for East Ham (Stephen Timms) in making that change. London schools will receive additional funding to reflect the higher cost base they face from being in London, which is particularly important given that so much of schools’ spending goes on staffing costs. The higher funding for London schools will support them to continue their success in recent years, particularly for children from disadvantaged backgrounds.

I understand the reactions of those Members who are disappointed by our formula’s impact on their constituencies. The formula is not simply designed to direct more money to historically lower-funded areas or areas with the highest levels of deprivation. It is designed to ensure that funding is properly matched to need using up-to-date data, so that children who face entrenched barriers to their education receive the support they need. That includes pupils who do not necessarily benefit from the pupil premium but whose families may be only just about managing.

The debate is about schools funding in London and the Minister is almost exclusively talking about the formula. Does he not understand that the additional cost pressures talked about by my headteachers in the letter they sent to the Secretary of State are having an effect on all schools in addition to the funding formula? It is that combination that is causing these difficulties.

I recognise that schools are facing cost pressures, including salary increases, the introduction of the national living wage, increases to employers’ national insurance and pension scheme contributions, and general inflation. We have estimated, as has been acknowledged in the debate, that national pressures will add about 8% per pupil between the start of 2016-17 and 2019-20, but it is important to note that some of those cost pressures have already been absorbed, and 8% is not an estimate of pressures to come. Over the next three years, per pupil cost pressures will on average be between 1.5% and 1.6% each year.

The current unfair funding system makes those pressures harder to manage. We felt very strongly that introducing a national funding formula will direct funding where it is most needed. That will help schools that have historically been underfunded to tackle those cost pressures more easily. We will continue to provide advice and support to schools to help them use their funding in cost-effective ways and improve the way they buy goods and services so that they get the best possible value for their pupils. We have published a wide range of tools and support, which are available in one place on the gov.uk website and include tools to help schools assess their level of efficiency and find opportunities for savings, guidance on best practice, including on strategic financial planning and collaborative buying, and case studies from schools. We have launched the school buying strategy to support schools to save more than £1 billion a year by 2019-20 on their non-staff expenditure.

In addition to those pressures, I appreciate that schools will be paying the apprenticeship levy. As my hon. Friend the Member for Sutton and Cheam (Paul Scully) pointed out, the apprenticeship levy comes with real benefits for schools. It will support schools to train and develop new and existing staff. It is an integral part of the Government’s wider plan to improve productivity and provide opportunities for people of all backgrounds and all ages to enter the workplace.

In conclusion, I am grateful for this opportunity to debate school funding in London. I hope Members are reassured to some extent that the Government are committed to reforming school funding and delivering a fair system for children in London and across the whole country—a system where funding reflects the true level of need of pupils in schools.

If I may, I will take a moment to express my personal gratitude to all the brave men and women who work here every day to protect us, showing immense bravery—they run towards danger to keep us safe. Our thoughts are with those who were injured yesterday, and with the families of those who tragically lost their lives.

I congratulate my right hon. Friend the Member for Loughborough (Nicky Morgan), the right hon. Member for Sheffield, Hallam (Mr Clegg) and the hon. Member for Manchester Central (Lucy Powell) on securing this debate. I agree with all the speakers in this debate about the importance of improving social mobility in this country, which is why the Secretary of State has demanded that social mobility should sit at the very heart of everything the Department for Education does.

The Government have already done a huge amount in our determination to achieve that. The pupil premium ensures that schools are given additional funds to support disadvantaged pupils. We are delivering 30 hours of free childcare for three and four-year-old children of working parents. We have begun our pioneering work in 12 opportunity areas, where we will partner with local communities to drive social mobility. Teach First is now sending even more high-quality graduates to work in areas of high deprivation. We have introduced a £75 million teaching and leadership innovation fund to improve professional development for teachers in disadvantaged areas. Our school reforms have led to 1.8 million more children having a good or outstanding school place than in 2010, helping to ensure that they get the education they need and deserve. The number of children studying the combination of academic subjects that make up the English baccalaureate has risen from just over one fifth to nearly two fifths, ensuring that more pupils have access to the broad academic education that they need. The Government are transforming technical education, with new T-levels adding prestige and raising quality for students.

I listened carefully to what the right hon. Member for Sheffield, Hallam said about early years. The Department’s ambition is to ensure that the circumstances of a child’s birth do not determine what they can achieve in life. We are delivering 30 hours of free childcare for three and four-year-old children of working parents. We have laid out our strategy to improve the quality of the early years workforce by improving access to high-quality professional development. We have introduced the two-year-old offer to allow disadvantaged two-year-olds to attend early years. I pay tribute to the right hon. Gentleman with regard to that policy.

Crucially, the introduction of systematic synthetic phonics and the accompanying phonics screening check have seen a dramatic rise in early literacy. This year, 147,000 more six-year-olds are on track to becoming fluent readers than in 2012. Phonics is our most potent weapon in our fight to close the intolerable gap in literacy between the most disadvantaged children and the more affluent.

The Government have been unapologetic in their unrelenting push to raise educational standards. Nearly nine in 10 schools are rated by Ofsted as good or outstanding, but there is still more to do. More than 1 million children still attend a school that is not yet rated good. The Government want every parent in the country to have the choice of a good school place for their child. That is why we will create more good school places, harnessing the resources and expertise of universities, faith schools and independent schools, and lifting the ban on selective school places.

We do not think it is fair that children have the opportunity to go to an academically selective school only if they live in a particular county in England, when 98% of grammar schools are good or outstanding. We know that selective schools are vehicles of social mobility—I accept that that is for those pupils who attend them—and almost eliminate the attainment gap between pupils from disadvantaged backgrounds and their peers. That is one argument, but there are many others. Pupils in grammar schools make significantly more progress than their similarly able peers, with Progress 8 showing an aggregate score of plus 0.33 for grammar schools, compared with a national average of 0. The House will also be aware that 78% of high-ability children who leave primary school with a level 5 in their SATs go on to achieve the full EBacc suite of GCSEs if they go to a grammar school, but only 53% achieve that if they go to a comprehensive. That is why we want to ensure that children from disadvantaged backgrounds and ordinary working families have the opportunity to benefit from selective schools. We also want to ensure, as we set out in the consultation document, that selective schools work with neighbouring primary and secondary schools to the benefit of all pupils.

As the Social Mobility Commission report sets out, there are “social mobility coldspots” across the country that are falling behind. Twelve of those areas have been designated as opportunity areas by the Secretary of State, building on the work of my right hon. Friend the Member for Loughborough. We will target interventions in those areas that are designed to improve opportunity and choice for pupils. Those opportunity areas will enable us to identify new approaches to tackling the root causes of educational disadvantage. We will build an evidence base of what works so that we can transfer those approaches to other areas to remove the barriers to social mobility.

As the Social Mobility Commission recognises, the single biggest educational factor that improves social mobility is the quality of teachers, so we intend to invest in the profession. We will invest a substantial proportion of the £70 million for the northern powerhouse schools strategy in piloting new approaches to attracting and retaining teachers in the north of England, and we will target the £75 million teaching and leadership innovation fund at improving professional development for teachers where that can make the most difference.

Thanks to the academy and free schools programme, teachers and headteachers have enjoyed greater freedoms to tackle poor behaviour and raise expectations in the curriculum. Teachers have been instrumental in setting up some of the highest performing and most innovative free schools in areas of disadvantage.

Last month, I visited Reach Academy Feltham, run by Teach First ambassador Ed Vainker. I was struck by his passion as he explained the lengths to which he and his school go to ensure that they attract as many pupils from disadvantaged backgrounds as possible. Reach Feltham’s determination to do everything it can to admit pupils from disadvantaged backgrounds is an example of a school with a mission to drive social mobility. That free school and other innovative schools show what it is possible to achieve.

Whether it is Reach Feltham, Michaela Community School, City Academy Hackney, King Solomon Academy, which my right hon. Friend the Member for Loughborough mentioned, or Harris Academy Merton, which the hon. Member for Mitcham and Morden (Siobhain McDonagh) mentioned, where 39% of pupils are entered for the EBacc suite of GCSEs, they all understand the importance of knowledge and teach a stretching, knowledge-rich curriculum. Each of those schools has clear routines that are consistent in all classrooms. They understand the importance of a strong approach to behaviour management. They all serve disadvantaged communities, demonstrating that high academic and behaviour standards are not and must not be the preserve of wealthy pupils in independent schools or socially selective comprehensive schools.

Is not my right hon. Friend demonstrating in the second half of his speech why the first part about reintroducing selection is a red herring? He has just given examples of several hugely impressive schools, with pupils from disadvantaged backgrounds who are achieving excellent results. Does he not agree that we want more such schools rather than accepting that schools cannot always achieve that and therefore taking pupils out to put them into selective education?

We want to leave no stone unturned. The purpose of the Green Paper that we published in September is to ensure that we harness all the expertise and talent in this country, whether in universities, independent schools, faith schools, outstanding comprehensive schools or selective schools to ensure that we have more good school places. There are still problems that we have to address.

According to the Sutton Trust, just 53% of high-ability children who are eligible for the pupil premium take triple science GCSEs, compared with 69% of non-free-school-meal children. Some 20% of high-ability free school meal children are at schools where triple science is not even offered. We are trying to tackle those issues, and we are leaving no stone unturned.

We are also addressing technical education. We are spending £500 million a year on improving technical education and we will deliver the recommendations of Lord Sainsbury’s review in full. Those new T-levels will replace 13,000 or so different qualifications.

As right hon. and hon. Members argued in their article, our country and economy are changing fast. We must ensure that all pupils, irrespective of background, receive an education that gives them opportunity and choice in their adult life. We should all be able to agree that social mobility should be about not where a person starts, but where they end up.

A few weeks ago, I visited Michaela Community School in Wembley, a new free school committed to improving the education of those from the most disadvantaged backgrounds. Every day at lunch all the pupils recite in unison one or two of the poems that they have learnt by heart. When I was there, they recited William Henley’s “Invictus”, which reflects the determination and stoicism that is fostered at Michaela Community School:

“Out of the night that covers me,

Black as the pit from pole to pole,

I thank whatever gods may be

For my unconquerable soul.



In the fell clutch of circumstance

I have not winced nor cried aloud.

Under the bludgeoning of chance

My head is bloody, but unbowed.”

That this House notes the contents and recommendations of the annual State of the Nation report from the Social Mobility Commission; notes that despite welcome measures by successive governments to improve social mobility the Commission warns that social mobility is getting worse, the reasons for which are deep-seated and multi-faceted; and calls on the Government to lead a renewed approach in the early years, in education, skills and housing, to improve social mobility.

The £4.4 billion priority school building programme is rebuilding and refurbishing those schools in the very worst condition. There are two phases covering 537 schools. Phase 2, which runs to 2021, sought bids from schools by the deadline of 21 July 2014, and is designed to improve the fabric of specific buildings in 277 schools.

The Marjorie McClure school in Chislehurst is a special school that deals with young people with some of the most profound and complex disabilities. It is a magnificent school, but every year it has to turn applicants away because it simply does not have the size to cope with the numbers, and neither do the other two special schools in the borough. The school was delighted to be successful in its application, which was announced in 2015, but the first visit from anyone from the Education Funding Agency to the school was only in February of this year. Will the Minister see what can be done to expedite this particularly special and unique set of circumstances?

I pay tribute to my hon. Friend for the way in which he has fought for improvements to the Marjorie McClure school, which was visited by my hon. Friend the Minister for Vulnerable Children and Families. It was successful in its bid, and it is already in the feasibility phase. The Education Funding Agency has started to identify the options available to address the condition of the building, so that we can say that we do know where and we do know when.

Headteacher Steve Campbell, who runs The Hollins, a fantastic state school with great results in my constituency, has had problems trying to provide better sports facilities. He was supposed to have Better Schools for the Future funding in 2010, but that was pulled. It now seems that there is no hope of the children in this outstanding school getting decent sports facilities. Why is that?

There is £420 million available under the healthy schools capital programme. That is all part of £23 billion that we are spending between now and 2020-21 to maintain, rebuild and replace buildings in the worst condition. None of that would be possible if we did not have the strong economy that we have today and that we did not have when the hon. Gentleman’s party was in power.

I thank the Government for the new fund that has been made available for capital projects on special schools, £2.5 million of which is coming to Nottinghamshire to help rebuild the Newark Orchard school in my constituency. Will the Government go to greater efforts to publicise that fund so that colleagues and constituents across the country who are worried about special schools in poor condition know that it is there for them?

I am grateful to my hon. Friend for his question. This is a £250 million package that was recently announced, and it is part of a capital spending commitment by this Government to ensure that we have the right fabric of schools in our system. Again, that was possible only by our having a strong economy.

Has the removal and treatment of asbestos been prioritised within that programme? Many buildings of the ‘60s and ‘70s are riddled with asbestos, and we do not know the exact extent yet.

The hon. Gentleman is right. In March 2015, we published a comprehensive review into how asbestos is managed in schools. In February, the Department for Education published revised guidance on how to manage asbestos in schools, and it is our aim, over time, to eliminate asbestos in schools as schools are replaced or refurbished. In the meantime, schools need to ensure that asbestos-containing materials are undamaged and not in locations where they are vulnerable to damage.

In London, 70% of schools face cuts, yet we have the highest child poverty in the country. This is dangerous and divisive, and a cap on aspiration. Is it not time we had another U-turn this week?

The EPI has said that the national funding formula is broadly welcome. David Laws, its executive chairman, said that

“the department is right to pursue a formula which targets a significant proportion of funding to disadvantaged pupils”.

The hon. Lady will know that inner London remains the highest-funded part of the country; it is 30% better funded on a per-pupil basis than the national average.

It might be International Happiness Day, but I can tell my right hon. Friend that parents in Staffordshire are pretty unhappy, actually, because they are in a county that is in the bottom 15 of funding throughout the UK. Fairer funding must not just be open; it needs to be fair, too, and Staffordshire schools are losing out. That is unacceptable.

I am sure that my hon. Friend will be making representations through the consultation process. The consultation closes on Wednesday, and we will listen to and read very carefully all the contributions. Funding in his constituency rises by about 1.2%, equal to about £600,000, and 65% of his schools will see an increase.

Heads in my constituency have told me that they are already having to cut teachers, teaching assistants, key courses and even school hours, and from Friday’s EPI report we find that there are unlikely to be any schools in England that will avoid per-pupil funding cuts. Does the Minister recognise that the Government are breaking yet another manifesto promise?

No; 54% of schools in this country will gain funding under the national funding formula. The hon. Lady will be aware that her local authority, Hounslow, will see overall funding for schools rise from £170.7 million to £171.2 million as a result of the national funding formula.

My right hon. Friend will know that I am the only Member of Parliament in England and Wales who can say that every school in their constituency will either hold steady or see a rise. May I thank him for looking at a funding formula that has for too many years disadvantaged some schools? This goes to show how extraordinarily hard it has been for some of our schools to deliver quality education.

I am grateful to my hon. Friend for her support for the national funding formula. It is a fair funding formula that gives priority to disadvantage and to low prior attainment. For too long, too many parts of the country have been underfunded, and this will remedy that.

20. How will the new national funding formula help students at Paxton Primary Academy in Thornton Heath, which is now in its third year in portakabins piled up in the back yard of a rugby club? Because work still has not started on its permanent school, it is now looking at its fourth, and possibly even fifth, year in portakabins. It is unacceptable that this should continue. Will the Minister meet me and parents to discuss how to resolve the situation?

Yes, I am happy to meet the hon. Gentleman. Ninety-six per cent. of schools in temporary accommodation have a permanent site, and in the vast majority of cases they are on temporary sites for just one year. These are exceptional circumstances where it is more than four years.

My right hon. Friend knows how dealings with the Treasury work; one has to justify every penny. We managed to secure a very good deal with the Treasury, and we have the highest level of school funding— £40 billion, rising to £42 billion by 2019-20, as pupil numbers rise—at a time when we seek to continue to tackle the public sector deficit that we inherited from the Labour party.

Earlier, I set the Secretary of State a simple maths question on free schools, but I do not think we had a clear answer. So let me set her one on verbal reasoning. If David promised to protect school spending per pupil and Justine’s new funding formula cuts spending per pupil in more than 9,000 schools, what does that make Theresa?

In our manifesto, we said that we would protect school funding in real terms. We have protected school funding in real terms. It is at £40 billion—the highest level on record—and it will rise to £42 billion by 2019-20, as school pupil numbers rise. Given the way in which the Labour party managed our economy in the past and the way in which it intends to do so in future, I do not believe that if the party ever got into power, it would be able to match that level of funding.

I do not think I heard an answer about the promise that the Conservative party made. At this rate, the Conservative manifesto will turn out to be the greatest work of fiction since Paul Nuttall last did his CV. We are in favour of fairer funding, but this is not fair and it is not funded, either. Will the Secretary of State finally tell us whether the Conservatives are going to keep the promise made by the last Prime Minister that not one pupil would lose one penny in school funding throughout this Parliament?

We made it clear that we would maintain the funding of schools, in real terms, and that is precisely what we are doing. At a time of fiscal constraint, when we have to tackle a £150 billion public sector budget deficit inherited from the Labour party, we have still protected school funding in real terms. At the same time, we are introducing a fairer funding system—something that the Labour party failed to do in all the years that it was in office.

I am happy to join my hon. Friend in commending schools that teach subjects well, such as Rainham School for Girls. Good-quality teaching is vital to encouraging more students to study STEM subjects. We are spending up to £67 million over this Parliament to recruit and train more maths and physics teachers, and we are funding programmes, such as the Stimulating Physics Network, which seek to improve the engagement of girls.

I have no doubt that the Secretary of State is well aware of the importance of EU nationals to the higher education community, but we now have an urgent situation whereby some world-class researchers are leaving the UK and others are failing to take up positions in the first place. Will she act now by giving clear unilateral guarantees to those EU nationals that they can remain here post-Brexit, and in doing so reduce the damage currently being caused by Brexit?

It is deeply shocking that in the 21st century, some girls, including in Leeds, are not going to school because they cannot afford sanitary products. Will the Secretary of State eliminate the problem by introducing free sanitary products for all girls receiving free school meals?

In Knowsley metropolitan borough, part of which is in my constituency, there will be no academic A-level provision later this year. What is the Secretary of State doing to ensure that many of the young people who live in Halewood can aspire, and afford, to take A-levels? At present they have to travel so far, and they have no money to do so.

As the hon. Lady will know, because we have had meetings to discuss this very issue fairly recently, we are working with the regional schools commissioner to ensure that there will be provision in Knowsley for those who want to study for A-levels without having to leave the borough.

The Government are tomorrow publishing subject content for AS and A-levels in a range of languages with smaller cohorts. This fulfils the commitment made in 2015 to work with the exam boards to ensure the continuation of these qualifications.

The reformed GCSE content for modern foreign languages, published in 2014, is suitable for all the modern languages which have been redeveloped as part of the GCSE review process. These are: Arabic, Bengali, Chinese, French, German, Italian, Japanese, modern Greek, modern Hebrew, Polish, Panjabi, Russian, Spanish and Urdu. The exam boards have either already developed specifications for these GCSEs, or are currently doing so.

At A-level, we have worked with the exam boards to develop specific content for modern languages with smaller cohorts. These languages are named in the content as follows: Arabic, Bengali, Gujarati, modern Greek, modern Hebrew, Japanese, Panjabi, Persian, Portuguese, Polish, Turkish and Urdu.

The content for modern languages with smaller cohorts is largely identical to the reformed A-level (and AS) content which applies to French, German, Spanish, Chinese, Italian and Russian. This was developed by the independent A-Level Content Advisory Board (ALCAB), appointed by the Russell Group to meet the expectations of higher education, and was published in 2015.

This content for modern languages with smaller cohorts addresses the risks associated with examinations for smaller numbers of candidates, including the challenges of recruiting specialist examiners. The requirement to demonstrate speaking skills is not included in the content, which is consistent with current AS and A-level qualifications in the relevant languages—with the single exception of Urdu (in which speaking skills are currently examined). We have, however, included a clarification that specifications should encourage the development of speaking skills, although those skills will not be formally examined. To secure a level of rigour which is comparable for all modern languages, the Government are introducing a new requirement for modern languages with smaller cohorts. The proposed content requires students to apply language skills (reading, writing and listening) in combination, by responding to spoken and written sources addressing common subject matter.

The A-level (and AS) content for modern languages with smaller cohorts will apply to courses beginning in September 2018. The current specifications for these languages will remain available for courses beginning in September 2017.

The Government are also publishing tomorrow revisions to the ancient languages subject content, at both GCSE and AS/A-level. This was first published in 2014, to apply to all ancient languages. For Biblical Hebrew, however, it has become evident that certain aspects of that content could not apply directly, or would be inappropriate at this level of study. To clarify how particular requirements will apply to Biblical Hebrew, and whether any requirements will not apply, we have worked with independent subject experts and others with a close interest in the subject. The revised content maintains the overall level of demand of the content while ensuring clarity as to how certain requirements should be met in Biblical Hebrew specifications.
