May I add to your embarrassment, Dame Angela, by adding my congratulations to you on your very well deserved damehood, and say what a pleasure it is to serve under your chairmanship this morning? I congratulate also the hon. Member for Warwick and Leamington (Matt Western) on securing this debate.

Education is a national priority for this Government. That is why we have endeavoured to keep schools open throughout the pandemic. The hon. Gentleman is right to point to the inequality in education that existed even before the pandemic. That is why closing the attainment gap has been the driving force behind all our reforms in education since 2010, which had led to the attainment gap closing by 13% in primary schools and by 9% in secondary schools since 2011.

During this period of restricted attendance in schools, early years settings will remain open, as will schools for vulnerable children and the children of critical workers. All schools and colleges in England have switched immediately to remote education for students who do not attend face-to-face provision. Preparations and expectations for that were set out in revised guidance last year.

Despite restricted attendance, lateral flow testing should continue for students and teachers who are attending schools, and from 4 January, rapid asymptomatic testing has been successfully rolled out for secondary schools and colleges, alongside weekly testing of staff and daily testing of close contacts for staff and pupils who test positive. That rapid testing programme will help to identify asymptomatic positive cases, and will further help to break the chain of transmission of the virus and minimise further disruption.

We recognise that teachers are under enormous pressure in dealing with the impact of covid-19 on their schools. I join the hon. Member for Warwick and Leamington in paying tribute to staff in our schools for their enormous efforts since the beginning of the pandemic. We know that significant time in the classroom has been lost already, and that will continue as the pandemic continues. It is critical that we mitigate the impact on students of being out of school, through high-quality remote education. Most pupils are now receiving education remotely, and schools have made huge progress in developing their remote education provision, so it is right that we increase the expectations of what pupils receive.

In October, the Secretary of State issued a direction under the Coronavirus Act 2020, placing a legal duty on state-funded schools to provide remote education. In our July guidance, which was again updated last week, we set out clear expectations, including a requirement that schools provide between three and five hours of teaching a day, depending on the child’s age. Schools are now expected to provide remote education that includes either recorded or live direct teaching.

Teachers and heads have gone to enormous lengths since March to improve the quality of remote education. Ofsted’s report on visits to schools during the autumn term commended the increasing sophistication in schools’ approaches to remote education. I would, of course, be delighted to discuss with my right hon. Friend the Member for Tatton (Esther McVey) and the Blue Collar Conservativism group the future opportunities that online education can bring to our schools.

To support remote delivery, we are investing more than £400 million to support access to remote education and online social care. We have bought more than 1.3 million laptops and tablets, and by the end of this week we will have delivered three quarters of a million devices, more than half a million of which had been delivered by December last year. That has been a huge procurement exercise: more than 1.3 million computers bought to order on the global market.

We have targeted support at those who need it most. On top of the 1.3 million computers, schools already have 1.9 million laptops of their own and an estimated 1 million tablets, all of which can be lent to their pupils. As the hon. Member for Mitcham and Morden (Siobhain McDonagh) pointed out, we have partnered with mobile phone operators to deliver zero rating for the Oak National Academy and BBC Bitesize, and the free data uplifts for disadvantaged families. We are grateful to EE, O2, Sky Mobile, Smarty, Tesco Mobile, Three, Virgin Mobile and Vodafone. We continue to invite a range of mobile network operators to support the offer.

As every child and young person in the country has experienced unprecedented disruption to their education as a result of covid-19, they will need support to catch up, alongside remote education and the delivery of devices. The Government have introduced a catch-up package of £1 billion, including a catch-up premium of £650 million for all state-funded schools. Schools will be able to tailor the funding for specific circumstances and target the pupils who need it most. To support schools in making the best use of that money, the Education Endowment Foundation has published a covid-19 support guide for schools, with evidence-based approaches to catch-up for all students.

All schools should use their catch-up premium as a single total from which to prioritise support for all pupils, guided by individual need. That will often focus on pupils from deprived backgrounds, but will include other pupils, especially those facing challenges, such as those with a social worker, young carers, and those with mental health needs.

Alongside that, we have the £350 million national tutoring programme for disadvantaged pupils, which will increase access to high-quality tuition for the most disadvantaged young people, helping to accelerate their academic progress and tackling the attainment gap between them and their peers. The national tutoring programme for schools was launched in November 2020, and nearly 90,000 pupils are now confirmed to have enrolled in it. It is estimated that, this academic year, approximately 15,000 tutors will support the scheme, offering tuition to more than a quarter of a million pupils. During this academic year, the national tutoring programme is also providing funding to support small-group tuition for 16 to 19-year-olds and the improvement of early language skills for reception-age children.

We know that time out of the classroom affects disadvantaged children and young people most significantly, and the Government remain committed to ensuring that they continue to be supported. In March, we took the decision to continue to provide free school meals to eligible children while at home, and to extend that during the Easter holidays and the Whitsun half term. The national voucher scheme that we introduced has distributed some £380 million of vouchers for families, and with the prompting of Marcus Rashford we extended the voucher payments during the summer holiday, too.

During the current national lockdown, schools should continue to provide meal options for all pupils who are in school. Meals should be available free of charge to all infant pupils and pupils who are eligible for free school meals who are in school. Furthermore, we are providing extra funding to schools to ensure that they continue to support eligible children who are at home. Schools can work with their school caterer to provide food parcels, or they can consider local arrangements, such as vouchers. Schools will be able to claim for reimbursement of those additional costs. The centrally funded national voucher scheme will reopen from next week to ensure that every eligible child can access free school meal support while schools are restricted from opening to all pupils.

The quality of the food in the photographs shared on social media is totally unacceptable and does not reflect the high standard of free school meals that we expect to be sent to children. Chartwells has rightly apologised and admitted that the parcels in question were not good enough. My colleague the children’s Minister met its chief executive officer yesterday, and they assured her that they have taken immediate action to stop further deliveries of poor-quality parcels. Chartwells will ensure that the schools affected are compensated and provide additional food to the eligible children, in line with our increased funding.

Vulnerable children and young people are strongly encouraged to attend their school or college, but where a child does not attend, school absence will not be penalised. We expect schools to follow up attendance where absences are not related to covid-19, as they would normally do when schools are open. We have asked all social workers to strongly encourage those in care to attend school. Children with at least one parent or carer who is a critical worker can go to school if required, and schools should speak to parents and carers to identify who needs to go to school. If critical workers can work from home and look after their children at the same time, they should do so.

We know that every school will have a different number of children of critical workers who need to attend, so it is important that on-site provision is provided for those pupils. There is no limit to the number of those pupils who can attend, and schools should not limit the attendance of those groups. That is because, as the hon. Member for Jarrow (Kate Osborne) said, we are reducing overall social contact across areas and the country, rather than individually by each institution.

The hon. Member for Ilford North (Wes Streeting) raised exams. We recognise that the decision to restrict access to schools means that primary assessment cannot go ahead as intended. We will therefore cancel the statutory key stages 1 and 2 tests and the teacher assessments planned for summer 2021, including the key stage 2 tests in reading and maths. We remain determined to ensure that every young person, no matter their age or background, is provided with the education and opportunities they deserve, despite the challenges faced by schools. We know that schools will continue to use assessment during the summer term to inform teaching to enable them to give the necessary information to parents.

Yes. That will be made clear in the exchange of letters between Ofqual and the Secretary of State this morning. The hon. Gentleman will see more detail of the proposals for private candidates in the consultation document that will be jointly published by Ofqual and the Department for Education this week.

Although exams are the fairest method we have of assessing what a student knows, we cannot guarantee that all students will be in a position to sit exams fairly this summer. That is why GCSEs, and A-level and AS-level exams, will not go ahead as planned this summer. We have confirmed that we will use a form of teacher-assessed grades, with training and support provided by exam boards, to ensure that they are awarded fairly and consistently. This week Ofqual and the Department for Education will, as I have said, publish a consultation document setting out the details of the proposed arrangements for awarding grades. We have been working on those proposals for many months in anticipation that we would be in the position we are now in. There are similar proposals in relation to vocational and technical qualifications, but they are varied and different forms of assessment, and we have a separate consultation on that, to be published this week as well.

To give the hon. Member for Warwick and Leamington time to respond, I will conclude by saying that we have taken the steps I have described to help to mitigate the impact of covid-19 on pupils. The measures will ensure that they can continue to have access to a high-quality education and that we shall continue to close the attainment gap across the country. I again thank and pay tribute to all our dedicated teachers, school and college leaders, and support staff for the extraordinary work that they are doing to help to minimise the impact of this terrible pandemic on the education and life chances of their pupils.

The Department published updated guidance in September 2020 on the admission of summer-born children. The guidance will help ensure that decisions are taken in the best interests of the child concerned. We are making over half a million laptops and tablets available for disadvantaged students across the country by the end of the year. Since September, over 100,000 devices have been delivered to schools, building on over 220,000 delivered in the summer term. Where children lack access to the internet at home, we have also delivered over 50,000 routers.

Knowsley is one of the most deprived boroughs in the country and has had its allocation of laptops cut from 1,065 to 282 since the Government’s 80% cut in allocations. Fifty-six of the 61 schools in Knowsley have at least one bubble self-isolating and one primary school in Halewood in my constituency which currently has 60 children self-isolating has been allocated six laptops. Half the children in that school have no access to technology at home, so how exactly are headteachers meant to comply with the Government’s regulations that schools must provide immediate access to high-quality, remote learning for pupils who are self-isolating?

Any school where pupils are self-isolating, and which has disadvantaged students who do not have access to a computer, is able to contact the Department to acquire extra computers beyond those allocated. I am told that it takes 48 working hours to have those laptops delivered to the school. In the context of significant global demand for laptops and tablets, we have updated the process of allocating those devices to schools to align more accurately with the number of students typically self-isolating. This will help to ensure that those who are self-isolating and need a laptop or a tablet are able to receive one.

Teachers in Coventry South have stressed to me the importance of pupils having access to computers at home, but many children from working-class communities do not have that. One school in my constituency, Ernesford Grange Community Academy, found that 12% of students—101 pupils—struggle to access a device at home. The Government introduced a new duty on schools to provide online learning, but the next day they slashed the allocation of laptops. Ernesford Grange saw its allocation fall from 111 to just 22, so will the Minister today guarantee that every school in Coventry has the laptops that their students need?

The allocation is to schools that are not necessarily sending children home to self-isolate—that is to all schools, whether or not their pupils are self-isolating. We need to make sure that there is a computer—a laptop—for every disadvantaged pupil who does not have one who is self-isolating, and because we made that decision, we are able to ensure that every pupil in those circumstances will receive a computer. All they have to do is phone the Department for Education, and they will have the computer, if they fulfil the eligibility, within 48 hours of putting in that call.

We are working with Ofqual and engaging widely with the education sector to identify risks to examinations at a national, local and individual level and to consider the measures needed to address any potential disruption. GCSEs and A-levels are two-year courses. Most students have missed six months of in-school teaching for these courses. Ofsted has concluded that that has impacted on the disadvantaged the most, and significantly, in the three months since school has started, some students have missed even more, with high pupil and staff absences reflecting the high infection rates. That is particularly the case for the disadvantaged, those in the north and BME communities. How can any form of traditional exams be done on a level playing field, particularly for poorer kids in the north? Will the Minister be happy that the huge attainment gap that follows will be his personal legacy?

Our No. 1 priority is to make sure that we help young people catch up on their lost education. That is why we have allocated £1 billion to schools—the catch-up premium—to help students catch up and, of that, £350 million is allocated to disadvantaged pupils. We have delayed this summer’s exams—GCSEs and A-levels—by three weeks to free up teaching time. Ofqual consulted in the summer on changes to assessment on issues such as science practicals, field trips, spoken language and optionality in history and English literature, again to help reduce pressure on teaching times. We will shortly announce other measures to help to ensure that exams are fair, including the approach to grading to ensure that the 2021 cohort is treated fairly compared with previous years’ cohorts of students.

Secondary heads in my constituency told me last month that it was already too late to plan properly for even the delayed GCSEs and A-levels next summer, and they are still waiting. If the Republic of Ireland Government could give students and teachers a clear roadmap for summer 2021 back in August, and a plan B that went along with it if the situation changed, why can this Government not do the same and give students in years 11, 12 and 13 a fighting chance?

As I said to the hon. Member for Manchester Central (Lucy Powell), everything we are doing is about ensuring that every student has a fighting chance to do well in the exam. There is a broad consensus that exams are the fairest way to judge a student’s assessment. We want to ensure that that fairness is spread right across the country, regardless of the experience any individual will have had as a result of the virus. That is why we are delaying the exams, why there have been changes to the assessment and why we are still working with Ofqual and the exam boards on further mitigations and contingencies to ensure that every student is treated fairly. We will have more to say about those issues shortly.

Young people across this country, including Sophie, an A-level student in my constituency, are extremely anxious about this year’s exams after last year’s fiasco, and due to the precious face-to-face teaching time lost in the first lockdown and to the self-isolations and teacher absences currently. Why will the Minister not, please, listen to Sophie and follow the lead of the Liberal Democrat Education Minister in Wales by providing clarity and certainty now, by cancelling exams and moving to a robust teacher-led assessment? As Sophie said to me: “We are not lazy. We need your help.” Will the Minister listen to her and help her?

We listen to all opinions on this issue, but there is a broad consensus, including among unions and school leaders, that holding exams is the best option for next summer. That is the fairest and best way of judging students’ performance. But as I said earlier, we know that all students due to sit exams next year have experienced disruption to their education due to the pandemic, and that is why we are working closely with the school sector to ensure that clear contingency plans are in place for students who are ill or have to self-isolate. We are engaging widely on contingency plans and other measures to ensure that exams are fair this year.

Yes, I can. We of course look at the decisions taken by the devolved Administrations on such matters, but the broad consensus remains that exams are the fairest and best way of assessing student attainment and of ensuring that young people have the qualifications that they need for the next stage of their education. The £1 billion catch-up fund, £195 million on laptops and computers, the delay of three weeks in the exam timetable and the changes to assessment already announced by Ofqual are all designed to ensure that the experience of students next summer is as stress-free and as fair as possible.

I have received a number of letters from the heads of primary schools in Sittingbourne and Sheppey concerned about the potential further loss of learning time if pupils have to sit standard assessment and other tests. What reassurances will my right hon. Friend offer to my hard-working and valuable teachers that those tests are essential to the future development of children as they are being prepared for future individual and group study later in life?

My hon. Friend is right, as he so often is. The exams, and the preparation for revision, tests and exams at primary and secondary are the best way of ensuring that knowledge is retained, so it can be built on in the next stage of a young person’s education and training. That is why we are determined to do all we can to help young people catch up on the lost teaching time that they may have suffered while schools were closed to most pupils.

Despite the excellent news regarding vaccines this morning—Britain has the largest vaccine portfolio in the world—and despite the millions being put into getting schools on to a level playing field for all students regarding virtual teaching, it is estimated that right now some 80% of schools are disadvantaged when it comes to training their students who are isolating at home. Can the Schools Minister please tell me what discussions he is having with the examining boards? Will he ensure that they take all this into account when they are allocating grades next year?

My hon. Friend will know that 99% of schools are open and that overall attendance is 83% in secondary schools. We are working with the exam boards and with Ofqual on the issue of grading, and we will have more to say on that shortly, but we are also working with the exam boards and Ofqual to ensure that the experience students have next summer is as fair as possible, given all that they have experienced over the last year.

I was recently in touch with schools across my constituency and, other than the money to meet the costs of covid, a common theme was the disproportionate amount of days lost by teaching staff and pupils in towns such as Rochdale and in Greater Manchester across the piece. The Minister says that he will make exams fair, but how can he do that when young people in Greater Manchester have lost more teaching hours than those in other parts of the country? Also, how can it be fair when young people who are at the end of the fourth term of their A-level syllabus still do not know what the regime will be as they approach their exams next summer?

We have been very clear that exams are the fairest and best way of assessing student attainment, but we are also conscious of the fact that a large number of pupils have suffered a different experience from other pupils up and down the country. We want to ensure that the exams are as fair as possible while also being valid qualifications. That is the work we have been doing with Ofqual and the exam boards for several weeks, and we have announced a delay of three weeks to holding those exams to try to free up as much teaching time as possible.

We all agree that exams would be the fairest and best way to assess pupils this year, and given the absolute chaos at the heart of last year’s exams, it would have been reasonable to expect Ministers to have a plan in place by now, yet the Minister’s answers this afternoon have been woefully inadequate, at a time when school leaders, teachers, parents and pupils are crying out for certainty. Given the obvious challenges to ensuring that exams go ahead in a way that is fair to all pupils, and the fact that any delay makes the job harder, when will Ministers present a plan, which teachers and pupils can see, for exams to go ahead in a fair way?

The hon. Gentleman is a serious Member of this House—I was delighted when he was appointed shadow Schools Minister; I congratulate him on that appointment and welcome him to the Front Bench—so I know that he knows that these issues are complex. They need to be thought through and they need to be consulted on, and that is what we are doing with pace, rigour and energy, but I recognise that, in opposition, there is always a temptation to reach for the slogan rather than the solution.

The hon. Gentleman will know that everything we have been doing since 2010 is about closing that attainment gap, and we have closed it by 13% in primary school and by 9% in secondary school. We know that the impact of the covid pandemic has been devastating across all sections of society, but particularly for disadvantaged pupils. That is why we have implemented a £1 billion catch-up fund. We are determined that no young person will suffer in the long term as a consequence of interruption to their education caused by the pandemic.

CAPA College specialises in creative and performing arts. It educates, nurtures and inspires the next generation of performers and creative entrepreneurs, while being the highest-performing free school in the country, with 100% A to C post-16 results—and all this from temporary accommodation. Its new permanent home is scheduled to open in September. However, the current DFE budget does not cover the specialist technology and equipment required. I have raised this with the Secretary of State for Digital, Culture, Media and Sport, who has committed to look at whether funding is available from his budget. Will my right hon. Friend look into CAPA’s situation and work with me and DCMS to raise the additional £800,000 required, to ensure that my young constituents, regardless of background, find pathways to opportunity?

At a time when LGBT+ hate crime is on the rise, it is extremely disappointing that the Government have cut the funding to support education about LGBT+ bullying in schools. Can the Minister assure me that an alternative will be put forward so that this vital training can continue to educate our young people in preventing bullying and achieving better mental health?

This was the Government Equalities Office scheme to support a number of anti-LGBT bullying schemes. I have seen these schemes in action myself, and they are very good indeed. We will be looking at what more the DFE can do after the spending review to ensure that our anti-bullying programmes are LGBT-inclusive.

Before we had even heard the dreaded word “covid”, the excellent headteacher Rob Williams at Malton School had put in place a scheme to provide an iPad to all children, and completely free to children accessing the pupil premium. Would my right hon. Friend agree that this should be a national exemplar and rolled out as best practice to other schools around the country?

It is a pleasure to serve under your chairmanship, Ms Fovargue, for the first time. It is good to be here.

In the light of the coronavirus pandemic, Ofsted’s routine inspections are currently suspended. We have always said that we would keep the resumption of routine inspections under review, and the Prime Minister’s announcement on Saturday about further national restrictions over the next four weeks means that, more than ever, we will need to continue to do that, in collaboration with schools and colleges. We are working through the implications with those affected, and we will have more to say on that. When the time is right, we believe that every category of school and college should be inspected routinely, and that that will contribute to our wider reforms to raise standards.

Inspection is a vital part of our system, and Ofsted was founded on the principle of universal inspection. It was right in 2012 to introduce the exemption, as there was a need to increase the autonomy and freedom of our best schools and colleges, and it meant that Ofsted could focus on excellence and concentrate on where inspection was needed most—to drive up standards in underperforming schools. Standards have risen: 86% of schools are now rated “good” or “outstanding”, compared with 68% in 2010.

Autonomy and trust in our best schools and colleges are important principles that remain relevant, but that must be balanced against the need to ensure that inspection arrangements offer an appropriate level of assurance to parents, students, employers, schools, colleges and the public more generally. Many exempt schools and colleges were judged outstanding under previous Ofsted inspection frameworks, which placed different expectations on them, which is starting to lead to a loss of confidence in the outstanding grade.

Last autumn, following extensive consultation, Ofsted introduced a new education inspection framework. This is a real step forward. It strengthens the focus on having a carefully considered and sequenced curriculum and makes improvements to judgments on leadership, personal development and behaviour. All schools and colleges should benefit from an independent assessment under Ofsted’s new framework and an up-to-date, rounded picture of quality and performance. That is why we should lift the exemption.

I take this opportunity to thank the external organisations, teachers and individuals who took the time to respond to our public consultation at the start of this year. We received strong support: around 90% of respondents agreed with the removal of the “outstanding” exemption for schools and colleges, and around 80% agreed with our proposed approach to doing that.

The draft regulations revoke the current set of regulations that provide for the exemption, meaning that all outstanding schools and colleges will once again be subject to routine inspection. They also introduce requirements on when routine inspections of formerly exempt schools must take place. Specifically, the chief inspector will be required to carry out an initial inspection of all these schools before 1 August 2026, and in some cases, where the initial inspection shows that outstanding performance may not have been maintained, there will be a follow-up inspection before 1 August 2027. Thereafter, subsequent inspections must take place within the five-year window that applies to other schools. The timescales for college inspections are not prescribed in regulations, but as a matter of policy will follow a similar approach to schools.

If hon. Friends and hon. Members look at the explanatory memorandum that accompanies the draft regulations, they will see the policy behind the timing of new inspections of those outstanding schools. There is a difference in approach between schools that were last inspected before September 2015 and those that have been inspected and found to be outstanding more recently than September 2015. Our intention is that the resumption of routine inspections for formerly exempt schools and colleges will align with a planned general restarting of Ofsted’s routine inspections. The regulations do not signal that resumption, but they enable it at the appropriate time. So that all schools and colleges can benefit from having an up-to-date picture of their performance, we must now lift the exemption. I propose that the regulations be approved.

I welcome the hon. Gentleman’s support for these regulations. That is not surprising, given comments made in the other place this week. I agree with the comments of the NAHT that we have to balance accountability and support. As I have said, we have gone from 68% of schools being graded good or outstanding in 2010 to 86% today, but we are not satisfied with that and are focusing on that 14%. We want every local school to be good or better, so that parents can be confident about sending their children there. We have a range of support measures for schools, that require improvement, particularly those that have had two or more gradings of “requires improvement”. A whole range of measures are available if a school is put into special measures following an Ofsted inspection.

The hon. Gentleman spoke about deploying Ofsted staff. Ofsted has been deployed in local authorities during the period of suspended routine inspections, providing important professional support to those authorities in dealing with the consequences of the pandemic at a local level. He also referred to the catch-up programme, and said that Ofsted should focus on monitoring and reporting on that. These are things that will come out of any routine inspection, including how successful a school has been in helping children to catch up.

It is a huge priority for us as a Government to help young people catch up with any education lost due to the pandemic. We have secured £1 billion to help children to catch up; £650 million of that will be distributed to schools on a per pupil basis—£80 per pupil—and £350 million specifically targets the most disadvantaged pupils, through the national tutoring programme organised by the Education Endowment Foundation and the academic mentoring programme organised by Teach First.

These are important programmes, and we share the hon. Gentleman’s objective of ensuring that all our young people can catch up. No young person, no child, should have their long-term prospects blighted as a consequence of this pandemic. That is our overwhelming objective in the year ahead. On that note, I propose that we agree that the regulations have been considered.

It is a pleasure to serve under your chairmanship again, Sir David; I have not kept count like my hon. Friend the Member for Ipswich (Tom Hunt), but I am sure there have been many occasions. I welcome the hon. Member for Ilford North (Wes Streeting) to his position. I look forward to debating with him. If today is an example of the exchanges that we will have in the future, I look forward to them very much indeed. I congratulate my hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis) on the excellent and fair way that he introduced the debate.

To pick up on one or two points made by the hon. Member for Ilford North on the attainment gap, the raison d’être of education policy since 2010 has been to close that gap. That has been the reason for all our reforms in reading, in maths, in the curriculum of GCSEs and A-levels, in the academies programme, and in the school improvement programme—everything we have been doing since 2010 has been about closing that gap, and making sure that those from the least advantaged backgrounds in our country have the same quality of education as their more advantaged peers. Since 2011, we have managed to close the attainment gap in primary schools by 13% and by 9% in secondary schools. We worry about the effect of the pandemic on that success, which is why we have managed to secure £1 billion of catch-up funding, £350 million of which is specifically targeted at the most disadvantaged pupils through the national tutoring programme.

This debate is particularly timely in the light of the Prime Minister’s announcement this weekend of new national restrictions. We are clear that the Government will continue to prioritise the long-term future of young people. We will not ask schools to close. It is vital that as many children as possible attend school, for their education, for their wellbeing and for their wider development—a view shared by my hon. Friends the Members for Stoke-on-Trent North, and for Ipswich, and by the hon. Members for Ilford North, and for Mitcham and Morden (Siobhain McDonagh).

High levels of pupil attendance in school over this period are critical to ensuring that this generation of children reaches its potential, and to preventing a widening of the attainment gap. I pay tribute to the outstanding efforts of teachers, staff and parents across the country, which have meant that pupils continue to receive the education and opportunities that they deserve in the face of this pandemic. I also extend my thanks specifically to the attendance workers in schools and local authorities for their continued hard work in supporting so many pupils to attend.

At the beginning of the outbreak, we made the difficult decision to limit the number of pupils attending school, and we empowered schools and local professionals to prioritise the attendance of vulnerable children and the children of critical workers. Although rates of coronavirus are rising, it is vital that children attend school to minimise as far as possible the long-term impact of the pandemic on their education. We are clear that school attendance is mandatory, and all the usual rules apply, including regarding parents’ duty to secure their child’s regular attendance at school, and the ability of schools and local authorities to issue sanctions and secure attendance.

The Department will shortly issue summary guidance to schools setting out the implications of the new national restrictions. There is a clear correlation, as the hon. Member for Ilford North said, between time absent from school and attainment. Pupils with higher overall absence tend to do less well in their GCSEs. Figures show that as of 22 October, 99.3% of schools were open, excluding schools on half term or inset days, and up to 7 million children and young people were in school; that represents 86% of pupils across the country. We continue to regularly collect and monitor school attendance data, which is published weekly as part of the Department’s commitment to transparency and to supporting local action.

To support high levels of attendance, we have specifically asked schools to continue to communicate clear and consistent expectations about school attendance to pupils and their families. We have asked schools to identify pupils who are reluctant to attend or who are at risk of disengagement, and to develop plans to re-engage them, using the catch-up funding that they will receive.

We have asked schools to work closely with other professionals, including social workers and specialist services, to support pupils’ attendance. There are examples of excellent work to support high levels of attendance across the country, including in the constituency of my hon. Friend the Member for Stoke-on-Trent North. The Stoke-on-Trent opportunity area is funding a project to tackle the underlying causes of unauthorised absence by creating a behaviour and attendance leaders network to establish consistent approaches and shared best practice across all the schools in the city. cannot attend school because they are required to self-isolate, they will be able to learn at home, and that catch-up support will be provided.

Underpinning all this important work by schools are the usual school attendance rules and legal duties. These rules and duties will continue to apply during the forthcoming new national restrictions. Parents have a duty under section 7 of the Education Act 1996 to ensure that if their child is of compulsory school age, they receive an efficient full-time education, either by attendance at school or otherwise.

Schools and local authorities can use a range of measures if a child’s attendance becomes a problem. The law gives schools and local authorities power to offer parenting contracts and obtain parenting orders to improve school attendance. Where a parent has failed to secure their child’s regular attendance, prosecution of a parent is available to local authorities as a last resort, under section 444 of the Education Act 1996.

Of course, now more than ever, we trust schools and local authorities to consider the circumstances of each pupil and family when considering what the appropriate action is to tackle absence and support the child’s attendance, and whether to use those powers. We trust them to do this sensitively, as was pointed out by my hon. Friend the Member for Ipswich. We also encourage parents to work with their child’s school and the local authority, to discuss the reasons behind their child’s absence, and to agree together an action plan, so that the right support can be put in place to help the child return to regular and consistent education.

Where children are not able to attend school because they are following public or clinical health advice related to coronavirus, parents will not be penalised. We will shortly publish updated guidance setting out current attendance expectations for children who are clinically extremely vulnerable. We also recognise that some pupils or families may still be anxious about sending their child to school, especially in the light of the rise in infections. Schools have been discussing those concerns with these families in order to provide reassurance.

To increase support further in the long term, we remain committed to tackling mental health problems and implementing our joint Green Paper, which helps to introduce new mental health support teams, linked to schools and colleges. Those teams will help schools deal with mental health issues, which are as prevalent as, if not more prevalent than, they have been in recent years.

The safety of all children in schools is especially important at present. We have set out a clear framework so that school leaders can put in place protective measures for pupils and their staff. Protective controls include ensuring that people who have symptoms do not attend school, that robust hand and respiratory hygiene measures are followed, that cleaning arrangements are enhanced, that contact is minimised between individuals, and that schools actively engage with NHS Test and Trace.

All four UK chief medical officers have been clear that the risk to children of becoming severely ill from coronavirus is low. Therefore, for the vast majority of children, the benefits of being back in the classroom far outweigh the risks. Nevertheless, access to testing is available for any child, young person or member of staff displaying symptoms, as well as any symptomatic members of their household. Supplies of test kits have also been provided to all schools for those who develop symptoms on site and face significant personal barriers to accessing a test.

The hon. Member for Mitcham and Morden raised the important issue of remote education, as she did in the Adjournment debate just before the recess. I share her genuine passion for ensuring that all children have access to remote education. We are clear that for some pupils who are unable to attend school in person, remote education may need to be an essential component of their education, alongside classroom teaching. In those circumstances, the Government want to ensure that there is no doubt about the roles and responsibilities within the system for providing remote education.

The Secretary of State therefore made a temporary continuity direction on 1 October to clarify that schools have a duty to provide remote education for state-funded school-aged children who are unable to attend school due to coronavirus, in line with our guidance and the law. To support schools and colleges in meeting those expectations, the Department announced a further remote education support package, which includes access to the right technology to deliver remote education, peer-to-peer training on how to use it effectively, and practical tools, guidance and webinars. Alongside that, the Department has made £4.84 million available for Oak National Academy, both for the summer term of the last academic year and for the 2020-21 academic year, so that it can provide video lessons on a broad range of subjects for reception up to year 11.

The hon. Lady also talked about devices. The Government are doing everything that they can to support schools in delivering remote education. Having invested more than £195 million in supporting remote education, the Department delivered more than 220,000 laptops and tablets for disadvantaged children who would not otherwise have access to a digital device, and we are adding to the support by making 340,000 additional laptops and tablets available to support children who might face disruption to their education this term. Since September—the beginning of term—more than 100,000 of those laptops have already been delivered to schools.

In the context of increasing global demand, we are bringing schools’ device allocations more closely in line with the average size of a pupil group that is self-isolating. We recognise that levels of self-isolation may be higher in different areas of the country, and that face-to-face education is being prioritised in all eventualities.

I heard what the Minister said about allocation being based on need for isolation. I represent Stoke-on-Trent and surrounding parts of north Staffordshire. I am sure I know what the hon. Member for Mitcham and Morden (Siobhain McDonagh) was getting at. If we look at deprivation levels, the need will be higher in Stoke-on-Trent than in Kidsgrove, which I also represent and which may be—these are semantics, as I do not have the figures to hand—a statistically more affluent place. I would like us to look more at deprivation, not simply cohort sizes.

My hon. Friend makes a very good point. We recognise that there will be different levels of self-isolation as well as different areas of need in different parts of the country. The more targeted design will mean that as many schools and disadvantaged children as possible benefit from receiving a device in the event of face-to-face education being disrupted.

If I remember the figures correctly, only 10% of households with an income of less than £10,000 have internet access at home, while over 90% of households with an income above £40,000 do, so deprivation is the key.

The hon. Member makes a good point, as did my hon. Friend the Member for Stoke-on-Trent North. That is why a targeted approach is important. The hon. Lady asked why that was not mentioned during the previous debate, but at that time no decision had been made about changes to the allocation of laptops and tablets.

In conclusion, I am grateful to my hon. Friend the Member for Stoke-on-Trent North for starting today’s debate. Securing a high level of attendance for all children remains a priority for the Government. We have put in place a range of measures to support good school attendance, even in these challenging circumstances. It is right that schools and local authorities should have all the necessary tools to secure excellent attendance, which includes measures to support families, and sanctions where necessary.

Where children are not able to attend school because they are following clinical or public health advice related to coronavirus, we have been clear that absence will not be penalised. Given the profoundly positive impact that being in school can have on a child’s attainment and life chances, high levels of attendance in school have never been more important.

I felt a little like a contestant in “Just a Minute”, with two seconds left before the bell went. It is a pleasure to serve under your chairmanship, Mr Pritchard. I congratulate my hon. Friend the Member for Sittingbourne and Sheppey (Gordon Henderson) on securing the debate and for an excellent opening speech.

Covid-19 has affected everyone but, as my hon. Friend says, children and young people in our most disadvantaged communities risk being acutely affected. It has been this Government’s aim throughout the crisis to do whatever it takes to mitigate the impact on communities such as those in his constituency, including by focusing support on schools in those areas. I begin by outlining that support, specifically addressing the points my hon. Friend made just now.

In March this year, the Government took the difficult decision to ask schools to close to most children, remaining open for vulnerable children, those with education, health and care plans, and the children of critical workers. Throughout that difficult time, I was inspired by the many examples of headteachers and teachers going above and beyond to support their pupils, including in disadvantaged areas of Kent. Throughout, schools have supported one another and shared information with the Department for Education. The regional schools commissioner for south-east England and south London hosted roundtable meetings with academy trusts from across Kent in the summer term, and I am also aware that Alan Brookes, who as my hon. Friend mentions chairs the Kent Association of Headteachers, has been active in supporting his association’s headteachers throughout this time and been supportive of the regional schools commissioner and their team. I am grateful for all those efforts.

Ensuring that schools provide high-quality remote education was and continues to be a key part of our work to support schools. We have invested more than £100 million in remote education. We have already delivered more than 220,000 laptops and tablets for disadvantaged children who would not otherwise have access to the internet, supporting disadvantaged children to stay online and connected with their teachers during the summer term. Of those, 3,563 laptops and tablets were delivered to Kent County Council for children with a social worker and care leavers, and 437 for disadvantaged year 10s in local authority-maintained schools, alongside additional devices delivered to academy trusts in the area. I am pleased to see that some schools have supplemented Government support to make devices more widely available. As my hon. Friend said, thanks to the team at the Oasis Academy on the Isle of Sheppey, all pupils in years 10 and 13 have access to a computer.

We are now supplementing that support by making available an additional 250,000 laptops and tablets for disadvantaged children in years 3 to 11 in the event that face-to-face schooling is disrupted as a result of covid-19 outbreaks or local restrictions. As my hon. Friend says, it is not acceptable for a child’s internet connection to determine their educational outcomes. That is why we have also provided more than 50,000 4G routers to help disadvantaged children get online. Of those, 500 4G wireless routers were delivered to Kent County Council for children with a social worker and care leavers, and 255 for disadvantaged year 10s in local authority-maintained schools, alongside additional 4G wireless routers delivered to academy trusts in the area. We are also working with the major telecommunications companies to improve internet connectivity for disadvantaged and vulnerable families. The Department is piloting an approach where mobile networks will provide families who rely on a mobile internet connection with temporary access to free additional data, offering them more flexibility to access the resources they need the most.

The steps taken to provide remote education and initiatives such as the Oak National Academy have helped ensure the continuity of education for pupils during a uniquely difficult time. We know that time out of school will have created gaps in educational attainment. To address that, it was imperative for schools to fully open. The Government have successfully supported pupils in all year groups and from all types of schools to return to school full time from the beginning of the autumn term. Figures show that, as at 15 October, 99.7% of state-funded schools were open, with approximately 89% of all children enrolled in all state-funded schools in attendance.

We are continuing to do everything in our power to ensure that every child can be back in their classroom safely. This is the best place for them to be for their education and their wellbeing and development. This has not been an easy undertaking. School leaders, teachers and support staff have worked tirelessly to ensure that their schools are open and safe for children and young people, and I join my hon. Friend in paying tribute to the very significant efforts during this very challenging time. I know that all schools are working to ensure that remote education can continue for children in the event that they cannot attend school because of covid-19. For example, the Department has recently discussed remote education arrangements with the Stour Academy Trust which operates on the Isle of Sheppey. It is confident that its teachers are prepared to deliver remote education. In the event that bubbles of children need to isolate, live online lessons will be delivered, covering the same content as they would have covered in school. Systems are in place to check the engagement of pupils and to monitor their progress.

The Department continues to work closely with the Department of Health and Social Care to ensure that staff and pupils have priority access to testing, an issue that worries my hon. Friend. We are supplying coronavirus test kits directly to schools for those who develop symptoms and face significant barriers to accessing a test through existing routes. These test kits will help symptomatic staff who test negative and who are not close contacts of confirmed cases to get back to work as soon as they feel well enough. We are also keen to explore new testing technologies as they become available and to understand how those kits could be utilised for the benefits of the education sector. Small-scale pilots are beginning this week to help us better understand how they can be operationalised in schools. Those technologies will form the foundations for delivering mass testing: testing large numbers of people in a short period of time with test results made available quickly so that those tested can be reassured more quickly that they are not infected or will isolate themselves more quickly if they are. This will help to protect those at high risk, to find the virus and to help schools to get back to normal.

The Government have provided considerable support to schools to help them tackle these challenges. We have invested in schools financially in three key ways. First, the Government are providing a package of additional support worth £1 billion to ensure that schools have the support that they need to help children and young people make up for lost teaching time. The figure that my hon. Friend quoted for mainstream school support for schools in Kent is correct, although more than £4.5 million has already been allocated if we include special schools. It is important to remember that this is just an initial allocation with further allocations to come. This is on top, of course, of the £2.6 billion increase this year in school budgets nationally.

Of this package, £650 million is being provided in the form of a universal catch-up premium for all schools. As my hon. Friend acknowledged, all children have had their education disrupted but, as he says, disadvantaged children will have been the hardest hit. That is why, alongside the universal catch-up premium—the £80 that he referred to—we are also launching a national tutoring programme to provide additional targeted support for those children and young people who will need the most support to catch up. All schools should use their catch-up premium funding as a single total from which to prioritise support for all pupils guided by the level of individual need. Even the amount that he referred to as being spread thinly—£80 per pupil and £80,000 for an average comprehensive school—is free to be targeted by schools where they think it is most required.

Secondly, the Government have worked with schools and communities to provide school food vouchers to support families in need. We recognise that there were initial problems with the system but, ultimately, more than 20,350 schools have placed orders for the scheme and more than £380 million has been redeemed into supermarket e-gift cards by schools and families. That included cover over Easter, May half-term and the summer holidays.

Thirdly, the Department has been supporting schools financially with the additional costs they may have occurred between March and July as a result of the pandemic. Schools have already received payments of £58 million in respect of their claims against those expenses, more than £2 million of which has been received by schools in Kent. We have also ensured that the schools in most need have access to expert support. In May 2020, the Department began the school-to-school support recovery offer to any school identified as vulnerable because of the covid pandemic, with up to five days of support from a system leader. In the summer term, the recovery offer supported about 300 schools, helping them to open to prioritised year groups. In the autumn term the offer was extended and a further 100 schools are being supported to reopen effectively. Some 10 schools in Kent are currently receiving support, and we continue to work with trusts and local authorities to identify others that may require support.

My right hon. Friend mentioned schools receiving the same amount of money, which they could spend how they wanted and could channel towards disadvantaged pupils. That does not cover what happens if that same amount of money goes to a school that does not have any disadvantaged pupils. That was the point I was trying to make. We have got to target schools in disadvantaged areas, rather than those in affluent areas.

My hon. Friend makes a valuable and important point. However, the sum of money is very large. We have secured £1 billion for the single task of catching up. In the schools he refers to, even the most assiduous pupil, who is working hard at home, will have lost education compared to being in the classroom. We wanted to ensure that there was money for all schools to address that concern, but I take his point.

While it is right that school leavers are supported, it is also right that parents, such as those in the constituency of my hon. Friend, understand how well their child’s school is serving them. For that reason, it is important that we plan for routine inspections to return from January, although that date is being kept under review. The point my hon. Friend makes is good, and I can assure him that, when they do return, Ofsted inspectors will be sensitive to the impact of the pandemic on schools.

My hon. Friend also raises the important question of exams. Assessment by exam will be part of a normalised year for this year’s cohort. We continue to believe that exams are the best and fairest formal assessment. We continue to work with Ofqual and sector representatives to consider the best approach. Above all, the Government want to ensure that the system is fair and robust.

My hon. Friend is right to raise the important issue of mental health. As well as supporting schools to get back on their feet and supporting pupils to catch up with their education, it is critical that the Government support the wellbeing of pupils and their teachers. The Department has worked with key partners, including the Department of Health and Social Care, Health Education England, Public Health England and voluntary sector organisations to launch the wellbeing for education return project.

The project, which is backed by £8 million, is training local experts to provide additional advice and resources for schools and colleges to help support the wellbeing, resilience and recovery of pupils, staff, parents and carers in the light of the ongoing impact of covid-19. It will give staff the confidence to support pupils, students and their parents, so that they know how and where to access appropriate specialist support, where needed. Kent has been one of the mental health trailblazers. In May 2020, two mental health support teams were established in Thanet and Medway, building on the four existing teams in Kent. That all comes out of the Green Paper on children and young people’s mental health.

Mr Pritchard, I am extremely grateful, as we all are, for the exceptional efforts that schools, academy trusts and Kent County Council have made to support pupils, including those in the constituency of my hon. Friend the Member for Sittingbourne and Sheppey, during this challenging period. We know we have the professional knowledge and expertise in the education system to ensure that pupils and students recover, and get back on track, and help to ensure that this dreadful pandemic does not have a long-term impact on young people’s opportunities and life chances.

I congratulate the hon. Member for Mitcham and Morden (Siobhain McDonagh) on securing the debate. Ensuring that children continue to receive their education during the pandemic is critical, to ensure that this generation of schoolchildren reach their potential and to prevent a widening of the attainment gap; I share her objective.

It is thanks to the outstanding efforts of our teachers and staff that pupils continue to receive the education and opportunities they deserve in the face of the pandemic. We recognise that all children and young people have had their education disrupted as a result of the coronavirus pandemic. The Department is committed to the continuation of high-quality education for all pupils during this period. We know that schools and colleges worked extremely hard over the summer to prepare for a full reopening and to develop remote education contingency plans. That is testament to their commitment to ensuring that any missed education is recovered and that we prevent the attainment gap from widening further. We have a shared responsibility to ensure that this generation of young people do not face long-term disadvantage.

The Government were clear that pupils in all year groups and from all types of school should return to school full time from the beginning of the autumn term. Figures show that, as of 15 October, 99.7% of schools were open and over 7 million children and young people are back in school, representing 89% of pupils across the country. We continue to do everything in our power to ensure that every child can continue to attend school safely, because that is the best place for them to be for their education, development and wellbeing.

The Department works closely with public health bodies to monitor the rate of transmission of the virus. On 15 October, approximately 0.1% of pupils in state schools were self-isolating because they had tested positive for the coronavirus, 0.5% were self-isolating with a suspected case of coronavirus, and between 3.9% and 4.3% of pupils were self-isolating because they had been in contact with a potential case.

We recognise that for some pupils, remote education may need to be an essential component alongside classroom teaching. In those circumstances, the Government want to ensure that there is no doubt about the roles and responsibilities within the system for providing that remote education. That is why the Secretary of State issued a temporary continuity direction on 1 October, to give clarity that schools have a duty to provide remote education for state-funded school-aged children who are unable to attend school due to the coronavirus pandemic, in line with guidance and the law. That links to the remote education expectations that the Department published for schools on 2 July. The direction says that schools must have regard to the guidance, which has been available to schools since 2 July. It sets out clearly the expectations that we have for the quality and breadth of remote education.

Ensuring that schools can provide a high quality of remote education was and continues to be a key part of our work to support schools. Alongside the direction, the Department announced further remote education support intended to help schools and colleges in meeting the remote education expectations. The support package is available over the coming months, and parts of it are available now to support schools and colleges seeking additional support. Information can be found on the “Get help with remote education” page on the gov.uk website.

We have invested over £160 million to support remote education. As part of that, during the summer term, we delivered over 220,000 laptops and tablets for disadvantaged children who would not otherwise have access to the internet. It was one of the largest procurements of computers in the UK. On one single day, 27,000 were being delivered. We are now supplementing that support by making available 250,000 additional laptops and tablets for disadvantaged children in years 3 to 11 in the event that face-to-face schooling is disrupted this term as a result of the pandemic. By the end of this week, we will have delivered, since the beginning of term, 100,000 of those 250,000 computers to schools.

The hon. Member referred to St Thomas of Canterbury primary school, and she sent me a letter today. I checked the status of the school’s order with my officials as a consequence of the hon. Member sending me that letter. According to my officials, St Thomas of Canterbury primary school’s order of 47 laptops was received on Friday 16 October and we expect that the laptops will be dispatched to them tomorrow. The hon. Member has achieved some piece of information by orchestrating this debate this evening.

We are also working with the major telecoms companies to improve internet connectivity for disadvantaged and vulnerable families. The Department is piloting an approach where, for families who rely on a mobile internet connection, mobile network operators will provide temporary access to free additional data, offering them more flexibility to access the resources that they need the most.

I am becoming increasingly aware of the fact that being poor means that people pay their bills differently, whether it is electricity meters or gas meters. They get their data from pay-as-you-go mobiles from providers other than the mainstream ones, such as giffgaff and Lycamobile. What is the Minister doing in those sorts of areas?

With permission, I will write to the hon. Member about that so that I get the facts absolutely right. We are very concerned about these issues, which is why we have provided more than 50,000 4G routers to homes and the other support that I referred to. I will write to her specifically about the point she raises.

We are funding expert technical support and training to help schools and to help set up Google or Microsoft digital education platforms. Schools can also access guidance and training from a network of schools and colleges across the country that are leading the way in the use of digital. They are our edtech demonstrator schools. They have already produced a library of resources and materials to support remote education arrangements, including support for schools that are less digitally able, alongside guidance about how to make use of Department for Education-funded digital platforms and devices. The programme is proving popular: well over 1,000 schools and colleges are receiving weekly tailored support, and more than 5,000 schools and colleges are attending livestreamed webinars.

To support the hard work of schools in delivering remote education, Oak National Academy, which the hon. Member referred to, was very quickly brought together —I think within two weeks of the pandemic leading to schools closing—by more than 40 teachers, and their schools and other educational organisations also helped them. The Department has made £4.84 million available for Oak National Academy, both for the summer term of the last academic year and for the 2020-21 academic year, to provide video lessons for a broad range of subjects for reception to year 11. Oak will remain a free optional resource for 2020-21. Since the start of the autumn term, half a million users have visited the Oak National Academy platform, and there have been 3.1 million lessons.

The Government are clear that the best place for children is in school, where they can be with their friends and teachers and can catch up with the education that they may have lost when schools closed to most pupils, but ensuring that that education can continue when schools are required to send children and young people home to self-isolate because of a confirmed case of coronavirus is also vital. We are providing the support and devices for the most disadvantaged, and we are providing £1 billion of catch-up funding to ensure that the current generation of school students do not have their long-term prospects damaged by the appalling pandemic that the world is confronting.

Teacher Recruitment And Retention Strategy, published in January 2019, committed to a range of measures to help great people become teachers. One such measure is the introduction of a new application system for initial teacher training in England. This system will be easier to use and designed to better meet the needs of potential trainees. The new service will also support universities and schools delivering teacher training in making accurate decisions on whether their applicants are right for their courses.

During the October 2019 admissions cycle, this digital service was piloted by a number of school centred initial teacher training providers and schools across England, and has been designed and improved based on feedback from candidates, universities and schools delivering teacher training.

I can confirm that from October 2020 the pilot will be extended to selected universities that deliver initial teacher training courses in England.

The new service will fully replace the existing UCAS teacher training service for postgraduate applications in England from the October 2021 admissions cycle.

It is vital that students have a spring in their step and that they have access to high-quality remote education, so we have invested more than £160 million in connectivity, devices and support—including more than 980 laptops and tablets to Bolton Council—alongside additional devices delivered to academy trusts. We are now making available 250,000 more devices nationwide in the event of further disruption. My hon. Friend will be pleased to know that Bolton schools and academies have already received more than £1 million in their first catch-up premium payment.

Covid-19 has had a detrimental effect on some of the most underprivileged children in our society. My right hon. Friend will remember a Westminster Hall debate in September 2016 on this issue. A white working-class boy—an example who represents a substantial proportion of pupil numbers in Lincoln—is 10% less likely to participate in higher education than any other ethnic group or gender. What is my right hon. Friend doing, and what has he done, to ensure that we close this gap and that the ongoing pandemic does not make the situation worse?

I do remember that important debate that my hon. Friend secured. I share his determination to see the academic attainment gap between disadvantaged pupils—including white working-class boys—and others closed. That determination has been at the core of all our education reforms since 2010, particularly in respect of the focus on phonics in the teaching of reading, the evidence-based approach to the teaching of maths, and a more knowledge-based curriculum. Since 2011, the attainment gap between disadvantaged pupils and others has narrowed by 13% at key stage 2 and by 9% at key stage 4. The £1 billion catch-up premium, with £350 million specifically targeted towards disadvantaged students, is designed to address the widening attainment gaps caused by measures taken to tackle the covid pandemic.

Schools have continued to receive their core funding and should be using that to support their covid-19 expenditure. They have also been able to claim up to £75,000 to meet certain exceptional costs in that period between March and July. Brixham College and King Edward VI Community College have applied to the exceptional costs funds, and King Edward VI has received payments and Brixham will be receiving payments shortly.

Headteachers in my constituency tell me they are having to invest significantly in extra cleaning procedures and safety measures, as well as extra staff to cover periods of self-isolation. Further, many schools have also lost reliable income streams from hiring out spaces and fundraising events. Even before covid-19, school budgets were already stretched after years of cuts. With the pandemic set to continue, will the Minister commit today to extra funds for schools in the months to come?

This year is the first of a three-year funding settlement for schools. It is the largest increase in school funding for more than a decade, with £2.6 billion more funding for schools this year. In the hon. Lady’s constituency, pupil-led funding will rise by 2.2% this year.

Last week, the Schools Minister told me, as he has just alluded to, that schools have already submitted claims for £148 million for help with the extra covid-related costs they faced between March and July. As he just said, the Government have so far paid £58 million to schools for help during that period. Why is it that the Government accept that schools needed that additional help with covid costs earlier in the year, but are now ignoring pleas from headteachers for the resources they need for covid-related costs from September onwards? When will the Government recognise the significant extra costs of supply teachers required when staff self-isolate?

The hon. Lady is right that schools have been able to claim for exceptional covid-related costs for that period of March to July. Our priority now, as schools reopen to all pupils, is to target the available extra funding on catch-up, supporting schools to help all pupils to catch-up lost teaching time when schools were closed to most pupils. The £1 billion catch-up funding includes £650 million distributed on a per pupil basis to all schools, which means that a typical 1,000-pupil secondary school will receive £80,000 in extra funding this year. That is on top of the three-year funding settlement that I mentioned earlier—the biggest funding boost for schools in a decade.

Maintained schools are required to teach religious education to all five to 18-year-olds. Any concerns that a maintained school is not meeting that duty should first go through the school’s complaints procedure, and if the complaint is not resolved, the issue can be escalated to the Department’s school complaints unit.

Religious education helps children to grow up with an understanding of and respect for people from different religious, ethnic and cultural backgrounds. It is also a statutory requirement, but the Religious Education Council tells me that 40% of all schools give no hours to RE in year 11. Does the Minister agree that the Department needs to better support schools to ensure that they are meeting their obligations to teach RE?

I agree with the hon. Member. Good quality religious education can help to develop children’s knowledge of the values and traditions of Britain and other countries, and foster understanding among different faiths and cultures. At a national level, the proportion of time secondary schools spend teaching RE has actually remained broadly stable. It was 3.2% of all teaching hours in 2010 and 3.3% in 2019.

I welcome my right hon. Friend’s written statement today and thank him for ending the uncertainty that was facing pupils, teachers and parents alike. Please can he reassure constituents such as one of mine, 15-year-old Charlotte, who wrote to me a couple of weeks ago and inspired this question today, that next year’s exams will take into account the disruption there has been to their learning, while allowing them to demonstrate their ability and what they have learned over the past few years, and please will he reassure her that further detail as to how that will be achieved will be coming very soon?

My right hon. Friend raises an important point. We do believe that the subject level changes to the content of assessment that was confirmed by Ofqual recently will reduce the pressure on students and free up teaching time. Combined with the timing changes to exams announced today, this does free up more teaching time to help address any unfairness. On top of that, as I have said before, there is the £1 billion catch-up fund, and we will have more to say later in the autumn about the issue of grading.

Perhaps I could start by asking the Schools Minister a question, since he is here. The Secretary of State has repeatedly said that every child would return to school in September, and I support him in that ambition. Being safely back in school is best for children’s wellbeing and learning. Latest figures show that one in 10 pupils are out of school, as bubbles and year groups are forced to isolate whenever a child or a member of staff tests positive for covid. Worryingly, attendance at special schools is down at just over 80%, and some teachers report that parents are withdrawing their children altogether to home-school them.

We are not even at the start of winter, yet hundreds of thousands of children are already having their learning disrupted. We all agree that a functional test and trace system is crucial to keep teachers and children safely in schools. How many pupils and staff are currently waiting for a test result or are forced to isolate? Why have the Government not included school pupils on the list of priority groups for testing, as the schools Minister promised?

Teachers and headteachers up and down the country have done a tremendous job of getting children back to school, and 99.8% of schools are open in this country. In special schools some 80% of children with education, health and care plans are in school, and we kept schools open for children with EHC plans throughout our tackling of the pandemic. We have a very successful test and trace scheme, which is why we are able to pinpoint local outbreaks, and why we have statistics about outbreaks up and down the country. Some 1.7 million children across the whole of the United Kingdom have no access to a desktop, laptop or tablet devices for learning while away from school. That is the scale of the digital divide in this country. The impact of that will be with us for some years to come. What are Ministers doing, along with their colleagues in the devolved Administrations, to ensure that we close that gap once and for all?

We take this issue very seriously. We have already supplied 220,000 laptops and tablets to schools and local authorities up and down the country—one of the biggest procurements of computer devices in this country. We have plans in place for another 250,000 laptops, and £160 million has been spent ensuring that people have access to the internet should they need to self-isolate. However, at the moment, 99.8% of schools are open and 90% of pupils are in school learning with their teachers.

I certainly will, Mr Stringer. It is a pleasure to serve under your chairmanship, and to respond to the debate initiated by the hon. Member for Gower (Tonia Antoniazzi). I congratulate her on securing the debate, and on the way she introduced it.

Coronavirus has been causing huge disruption to young people and their families, schools and the wider teaching community. The Government have always made the education of young people a priority and, as we all continue to adapt and to progress through the pandemic, we are determined to make sure that, when the time comes, young people are able to take the next step in their lives with the skills and qualifications that they need. At the same time, we must do whatever we can to reduce the pressure on all those studying at school or college during an incredibly stressful time. As many Members have said in the debate, too much teaching time has been lost in the past few months. We are determined that we cannot risk any child’s education being put on hold. Today’s announcement of a three-week delay is only one component, designed to increase teacher time and help students to catch up. The changes proposed by Ofqual to the assessment process, and the £1 billion catch-up fund, are also part of that process.

I stress that I understand clearly that the grading situation in summer 2020 caused great stress and uncertainty. The Education Secretary and I both understand the distress that it caused young people and their parents. We never wanted to cancel exams. They are obviously the best and fairest form of assessment, but we had to take the difficult decision to close schools and colleges, and cancel summer exams, because of the covid-19 outbreak. We were in uncharted territory in devising an alternative system. The overriding aim was to ensure that all students received just recognition of their efforts and that they would be able to progress to the next stage of their lives in the knowledge that their qualifications would have the same value as in previous years.

We worked closely with the independent qualifications regulator, Ofqual, as it developed a process for arriving at calculated grades through a standardisation model, but it became clear that the model was throwing up far too many inconsistent and unfair outcomes for students that might not have reflected their hard work or ability. It was not reasonable to expect all those to be dealt with through an appeals system. The outcomes also severely undermined public confidence in the system, so Ofqual and the Government took immediate action. We announced on 17 August the decision to revert to centre assessment grades for all students, or the calculated grade if this was higher. That was the best outcome in the difficult circumstances we were in, and the fairest for students and their families. GCSE results were recalculated on that basis and returned to schools on time and within 48 hours of that decision being made. A-level results were also recalculated and reissued.

The Minister said that students should receive the fairest grade, but 63% of pupils in Barnsley had their grades downgraded, compared with 40% nationally, while many private school pupils’ grades went up. He says the Government acted quickly, but they saw this happen in Scotland and did not anticipate it happening here; they did not take action and waited days. This is genuinely affecting the future of many hundreds of thousands of young people. We need to make sure it does not happen again.

That is why the decision was taken on 17 August to revert to whichever was highest of calculated grades or centre assessment grades. It is also one reason why we determined that exams will go ahead this year, because as my hon. Friend the Member for Bexhill and Battle (Huw Merriman) said, they are the fairest system of assessing pupils’ ability and the work they have done in the two years of their course. Our priority now is to ensure that next year’s exams proceed fairly and efficiently and that students gain the qualifications they deserve. That is the view of the teacher and headteacher unions, including, I say to the hon. Member for Gower, the NEU, as expressed in its letter to the Department on 2 October, which said:

“The government is right, in our view, to pursue a ‘Plan A’ which would enable all students to sit exams in summer 2021. Students in Year 11 and 13 are already more than halfway through their courses, and must be enabled to complete those courses…As these qualifications are mainly designed to be assessed by final examination, it is right that these exams should go ahead if possible.”

Will the Minister explain the contingency plans in the event that testing and tracing is not as effective as it needs to be and exams are disrupted? What is plan B?

We are working with Ofqual on viable assessment options based on a number of different scenarios, and we will share further details of those in good time. We asked Ofqual to support the Government in developing these arrangements, engaging closely with schools, colleges, teachers, exam boards, unions and universities. The planning and discussions are ongoing, and once we reach a conclusion, we will publish the results.

The hon. Lady also raised issues about remote education. The vast majority of children are back in school, but if face-to-face education is disrupted, we have made 250,000 laptops available, building on the more than 220,000 laptops already delivered to those in need. We have also made resources available to deliver online education and we are funding the Oak National Academy, which provides hundreds of online lessons for schools, as well as webinars and guidance for teachers on how to deliver remote education in the most effective way.

The Minister is being extremely generous with his time. Does he accept that it is particularly difficult for many students on reduced incomes at further education colleges to pay for internet access or devices? It is hard to write an essay on a mobile phone. What does he propose to do in those cases?

As the Secretary of State said today, there is flexibility in the bursaries available to be used for those for those purposes.

We have been working continuously with the exams regulator, Ofqual, the exam boards and groups representing teachers, schools and colleges on the best approach to exams and assessments in 2021, and we will continue to work together to ensure that exams take place next year. However, we recognise that students continue to experience disruption to their education because of covid-19, and we need to take account of that, which we are doing. In July, Ofqual consulted on a range of possible adaptations to GCSE, AS-level and A-level exams and assessments next year on a subject by subject basis, with the overriding priority of ensuring that the exams and assessments are fair. In particular, the consultation proposed a range of ways to free up additional teaching time, including the possibility of a slight delay to the exams timetable, which we have now announced, and to accommodate any public health requirements next year.

On 3 August, Ofqual published its decisions on the changes proposed in the consultation, which include changes to assessments in some subjects: for example, removing the requirement to record the spoken language assessment in GCSE English language, and allowing GCSE students to observe practical science work rather than undertake it. In some subjects with a high volume of content, such as GCSE history, ancient history and English literature, Ofqual has confirmed that exam boards should change how they assess students next year by allowing a choice of topics in the exams. Those changes will reduce pressure on teachers and students in the next academic year; individually, some may appear modest, but we believe they will have a significant impact when combined across subjects, and with the three-week delay and the £1 billion catch-up fund.

As it was this year, the most important principle is that students due to sit exams and assessments next summer should be enabled to progress successfully to the next stage of education or employment. Each of the elements of content that forms the foundation for GCSE, AS-level and A-level qualifications is important, and while the Government were clear that the content of GCSEs and A-levels will not be changed in 2021, allowing a choice of topics in certain subjects with a high volume of content will release teaching time, and support students and their schools or colleges. As the Education Secretary has confirmed, there will be no further subject-level changes to exams and assessments this year. That confirmation gives teachers, school leaders and pupils clarity on what will be assessed in the exams next summer.

My hon. Friend the Member for Bexhill and Battle was right to raise the issue of lost teaching time, and we recognise that students, including those who will sit exams next year, will have experienced disruption. That is why we have the £1 billion catch-up fund, as well as the tuition fund for 16 to 19-year-olds, from which up to £96 million will be allocated for disadvantaged students. To conclude, our approach next year will ensure that young people can prepare for exams with confidence and receive the extra teaching time and support that students need to enable them to do their best in their exams, so that they can progress on to the next stage of their education.

It is a pleasure to serve under your chairmanship, Mr Hosie, for the first time as far as I am concerned. I congratulate the hon. Member for Harrow West (Gareth Thomas) on securing the debate. Education does lie at the heart of our national mission as we recover from the coronavirus pandemic. Helping children to catch up on the time that they lost as we took action to stem the spread of coronavirus is critical, not only for this generation of schoolchildren but for the economic and social health of the nation. It is thanks to the outstanding efforts of our teachers and staff that pupils are continuing to receive the education and opportunities they deserve in the face of this pandemic.

The Government have been clear that pupils in all year groups, and from all types of school, should return to school full time from the beginning of the autumn term. Figures show that, as at 1 October, 99.8% of schools were open and 92% were open to all their pupils. Over 7 million children and young people are back in school, representing 90% of pupils across the country. I am delighted to hear from the hon. Member for Harrow West that the return to school in Harrow has gone relatively well too. We continue to do everything in our power to ensure that every child can be back in their classroom safely, as that is the best place for them to be for their education, development and wellbeing. The Department has published detailed guidance to support schools to implement protective measures that are endorsed by Public Health England and fully informed by evidence from the Scientific Advisory Group for Emergencies. Schools will have access to testing, PPE and advice from their local health protection team where needed.

The Government are supporting schools during the coronavirus outbreak and we are delivering the biggest funding boost in a decade, which is giving every school more money for every child. We are increasing core schools funding by £2.6 billion this year, and £4.8 billion and £7.1 billion by 2021-22 and 2022-23 respectively, compared with 2019-20, including additional funding specifically for children with special educational needs and disabilities. On top of that, we are providing £1.5 billion per year to fund additional pension costs for teachers, contrary to what the hon. Member for Harrow West said in his opening remarks. Overall, that will bring the schools budget to £52.2 billion a year by 2022-23. As the Institute for Fiscal Studies has said—in a report other parts of which were quoted by the hon. Member for Harrow West—that investment will broadly restore schools funding to previous levels in real terms per pupil by 2023.

On special needs funding, high needs funding has increased by nearly 25% over these two years—a rise of £780 million this year and £730 million next year—bringing total high-needs funding to £8 billion. We understand the pressures that schools and local authorities are facing with high-needs and special needs costs, which is why we have introduced such large increases, particularly large increases in the special needs budget. The hon. Member for Harrow West asked about the spending review. That is happening as we speak, so I cannot say what will be in it, but this is a priority for this Government, as we have seen from these two years of spending.

We need to acknowledge that every child and young person in the country has experienced unprecedented disruption to their education as a result of coronavirus, and those from the most vulnerable and disadvantaged backgrounds will be among those hardest-hit. We are hugely concerned about that as a Government, as are the hon. Gentleman and the hon. Member for Putney (Fleur Anderson). That is why, on top of that £2.6 billion increase in this year’s schools budget, the Government are providing a package of additional support worth £1 billion to ensure that schools can help children make up for lost teaching time, recognising the additional work that schools will need to do to help students catch up. Of that package, £650 million is being provided in the form of a universal catch-up premium for schools. The grant recognises that every young person has lost time in education as a result of the coronavirus outbreak. That £650 million—£80 for every child in a mainstream school and £240 per pupil in a special school—will be delivered in three tranches across this academic year.

It is likely that disadvantaged and vulnerable children will have been hit hardest by this outbreak. That is why we have also launched the national tutoring programme, to provide additional targeted support for those children and young people who need the most support to catch up—one-to-one and small group tuition. We have also been providing additional funding to schools on top of existing budgets, in order to cover unavoidable costs incurred between March and July due to the covid-19 outbreak that could not be met from those schools’ budgets. Schools were eligible to claim for increased premises costs associated with keeping schools open over the Easter and summer half-term holidays, support for free school meals for eligible children who were not in school and where schools were not using the national voucher scheme, and additional cleaning costs incurred due to confirmed or suspected covid-19 cases, over and above the cost of existing cleaning. Schools have already received initial payments of £58 million in respect of their claims against those expenses, and those payments have been made to schools that claimed only against their standard expenditure categories. Some schools have made claims outside their standard categories, and we are assessing those claims. If we decide that they are eligible, they will be paid later in the autumn term.

The Government are committed to the continuation of high-quality education for all pupils, and to the ambition—shared by schools—of ensuring that everyone can catch up and reach their full potential. We have therefore invested over £100 million to support remote education, and have already delivered over 220,000 laptops and tablets for disadvantaged children who would not otherwise have access, supporting those children to stay online and connected with their teachers during the summer term. Those laptops and tablets remain the property of the schools and local authorities, so that they can continue to be used to support education, and we are now supplementing that support by making available 250,000 additional laptops and tablets for disadvantaged children in years 3 to 11 in the event that face-to-face schooling is disrupted as a result of covid-19 outbreaks or local restrictions that mean that children become reliant on remote education.

The Department have also made £4.8 million available to Oak National Academy to provide video lessons, for reception up to year 11, for the last summer term and for this coming academic year. That will provide a resource to support teachers throughout this academic year, helping them to transition education from the classroom to online in the event of local restrictions. So we are working to support all children to return and start to reverse the enormous costs of missed education. This will be an important move back towards normal life for many children and families. We are extremely grateful for the exceptional efforts that teachers, headteachers and other school staff have been making to support their pupils during this very challenging period, and we know that we have the professional knowledge and expertise in our education system to ensure that pupils and students recover and get back on track. To help them do so, we are providing schools with the resources they need to get children back into the classroom safely and protect a generation of pupils from the disruption caused to their education by this pandemic.
