The UK has committed more than £50 million in support to victims of Typhoon Haiyan, helping to get shelter, clean water and emergency supplies to up to 800,000 people. The UK is also expanding the international effort through the deployment of HMS Illustrious, carrying aid and medical assistance to remote communities.
I am sure that Members across the House can be proud of the UK’s contribution to the relief effort in the Philippines. Alongside the UK Government, UK charities are also playing an enormously important role. Would my right hon. Friend commend the efforts of small local UK charities such as New Hope in my constituency, which has donated all the proceeds of its Christmas party to the typhoon appeal?
I certainly would. The generosity of the UK public has been astounding. I am particularly touched by small local charities such as New Hope in Worcester that have shown their support to those affected by the devastating typhoon.
More than £13 million has been donated by the British public, who have once more demonstrated that we are a small nation with a very big heart. Will my right hon. Friend join me in recognising the extraordinary compassion of this country?
I certainly will. I think that to date the Philippines public appeal has raised well over £65 million, which shows that the British public are incredibly generous in reaching out to people who have been affected by disaster. That generosity is appreciated by people in the Philippines, and when I visited the Philippines its Foreign Minister underlined his heartfelt support to the British people.
Like Worcester’s New Hope, mentioned by my hon. Friend the Member for Worcester (Mr Walker), the Filipino Association in Hampshire is also making this year’s festive party a fundraiser to send money back home. What is the Department doing to help developing countries build resilience to natural disasters?
We had already commenced work with the Government of the Philippines, in particular, on disaster resilience. For some time now, the country has done work in preparing itself to cope with these natural disasters, because it is in a part of the world that is particularly prone to them. The size of the typhoon would clearly pose challenges for any country, however prepared it was. There are still lessons to be learned about better preparation, not only at national level but at local level too.
The transition from temporary shelter to permanent, well-built, robust homes can take time and cause hardship, so what is the Secretary of State doing to make sure that the process is completed as quickly and as efficiently as possible?
The hon. Gentleman is right to raise that point. It may be some time before homes that are able to withstand such natural disasters are built. In the meantime, the United Nations, working alongside the Government of the Philippines, is co-ordinating an effort to make sure that we can provide shelter for people who need it. I should also say to him, as I have been clear with the House, that this is a real challenge because many of those people live in incredibly remote communities.
May I begin, Mr Speaker, by conveying the apologies of the shadow Secretary of State, my right hon. Friend the Member for East Renfrewshire (Mr Murphy), who, as he has already informed you, is in the Philippines today? The Government have rightly activated the rapid response facility to commit funding to organisations working to help the population of the Philippines. It is now the 26th day since the typhoon hit, so what proportion of this funding has already been paid out?
As the hon. Gentleman will be aware, we allocated £8 million to a variety of UK non-governmental organisations who, as part of the facility, quickly responded with what they felt was needed. We have allocated all the money that they have requested so far. Clearly, they will then go through the process of making sure that the supplies that the money purchases get out to people on the ground. At this point, I would expect and anticipate that those supplies are largely there. In fact, as he will also be aware, we have since sent many other cargo flights of supplies which have superseded them.
Turning to another issue related to the Philippines, alarmingly the United Nations has predicted a spike in the trafficking of women and girls for sex in the areas heaviest hit, fuelled by the inevitable collapse of civic society and the widespread displacement of people following a disaster of this magnitude. What is the Secretary of State doing to protect the 65,000 women at risk of sexual abuse?
First, we are highlighting the risks to women and girls in emergencies, which is why I held an international call to action summit the very week, as it turned out, that Typhoon Haiyan hit. In respect of the particular crisis mentioned, we have sent two of our specialist humanitarian experts who are particularly specialist in this area to work with the UN and the clusters that are providing support on the ground, to ensure that not only direct, but indirect support is provided across all the work that happens.
Given the call on British development funds from the Philippines and the Central African Republic, and following the outfall from the conflict in Syria, how will the Department budget for what are, by definition, unpredictable disasters, given that it has now reached its budget ceiling?
The right hon. Gentleman is right to reflect on the number of different parts of the world facing crises of one form or another that the Department for International Development is trying to play a role in assisting. As he will know, that is just part of the uncertainties we have to deal with as a Department. We have a budget set aside for humanitarian response, and ultimately it is a flexible budget. As the right hon. Gentleman will have seen over recent days, we announced additional support for the Central African Republic, because we felt it was appropriate.
Will the Secretary of State continue to encourage DFID to work with organisations at a national level so that they can benefit from local knowledge and expertise, both in this period of reconstruction and—I am sad to say—in the event of a reoccurrence?
That is a very important point. To return to the earlier question about protecting women and girls in emergencies, working with local, community-based organisations can be the most effective way of reaching into communities and getting support to them quickly. The right hon. Gentleman is absolutely right to raise that issue, and that is one of the things we look to do.
2. What steps she is taking to ensure that the interests of girls and women are central to the UK’s development programmes.
I have made girls and women a key priority for the Department. Investing in girls and women, giving them a voice, choice and control, has a transformative impact on poverty reduction and is critical to freer and fairer societies and economies. I also pay tribute to my hon. Friend the Member for Stone (Mr Cash), who is currently taking through the House his private Member’s Bill on gender equality in international development.
The Secretary of State has touched on this point already, particularly in her response to the shadow Minister, the hon. Member for Luton South (Gavin Shuker), but will she elaborate further on humanitarian cases and how women and girls in particular can be protected in future?
That was the subject of the “keep her safe” call to action event that I hosted just a few weeks ago. Pledges of more than £40 million were made to that event. The focus is on going beyond the obvious things we can do to create safe spaces for girls and women, such as making sure that when we deliver food aid we do not increase risk to women. Simple things include lockable toilets so that women are able to go out safely, lit areas and solar panels that also act as mobile phone chargers so that girls can stay in touch with their families. It is a very practical agenda, but unfortunately it is not sufficiently delivered when we respond to crises, and that is why I am highlighting it.
The Secretary of State will be aware that the International Development Committee recently visited Burma. I was very concerned about the lack of involvement of women in the peace process there. What is the Secretary of State doing to ensure that women are part of making and keeping the peace in Burma?
I discussed that subject with Aung San Suu Kyi when she visited the UK a few weeks ago. Clearly, she is an incredibly important woman who can be involved in that peace process. Beyond that, much of the work the Department has done has been to reduce some of the ethnic tensions in various parts of Burma. The role that women play in that is obviously critical.
May I congratulate my right hon. Friend and the Under-Secretary of State for International Development, the hon. Member for Hornsey and Wood Green (Lynne Featherstone) on all the work they have done in this area? May I also pay tribute to Opposition Members of all parties who have given such enormous support to my private Member’s Bill, which will be debated in Committee on 11 December?
I am very happy to take that praise. It is an important Bill. It reflects the fact that no country can develop effectively when half of its population is excluded from that development. It is a matter not just of basic rights, but of ensuring that our Department and country have sustainable development approaches.
We have many cultural differences with some of the nations that are recipients of assistance. What pressure is the Secretary of State applying to them to ensure that females are not systematically disadvantaged, despite getting aid from this nation?
We can do a variety of things. First, we can pursue grass-roots programmes, as we do in many countries, that are aimed at improving women’s chance to get a job, to be educated through the girls education challenge, and to be able to have control over their sexual and reproductive health. We need to complement that with advocacy at domestic and national Government level, but also at international level, and that is one of the things on which I have worked alongside the Foreign Secretary in raising the issue of women’s rights.
In times of disaster, women and girls are particularly vulnerable to exploitation. According to the non-governmental organisation World Vision, in Bangladesh, for example, 62% of marriages of under-18 girls between 2007 and 2011 took place in the 12 months after the disaster there. What is the Secretary of State doing to build that sort of protection into our UK development programmes and disaster planning?
That is an excellent question, and it is why we have decided to raise this issue more internationally. We need to start from the right basis to respond to crises more effectively. Protecting women and girls should not be an afterthought when a crisis hits, such as Typhoon Haiyan in the Philippines; it absolutely should be one of the core priorities considered from day one. If we can do that, I believe we dramatically improve the chances of making sure that we protect girls and women over the course of a crisis as it evolves.
4. What assessment she has made of the role of economic development in ending aid dependency.
The best way to end aid dependency is through creating jobs, raising incomes and generating tax receipts. Since coming into the Department, I have ramped up our focus in this area and encouraged UK businesses to join the development push. Earlier this month, I took 18 companies to Tanzania to showcase development-focused opportunities for investment, and a number of significant partnerships emerged as a result.
A key sign of economic development is when a country can afford a mission to Mars. Will the Secretary of State confirm that the important projects that UK aid has funded in India will come to a natural end in 2015?
My hon. Friend is right to say that countries that are transitioning: development is taking place and, as it does, we too need to develop our approach on how we work with countries such as India. That is why I announced last year that we will move to a new type of development relationship with India, running down financial grants that are under way so that they finish by 2015 and, following on from that, having a relationship based on trade and technical assistance.
What steps is the Secretary of State taking following the Science and Technology Committee’s report on sustainable scientific aid? In particular, what is she doing to support great institutions, such as the Liverpool school of tropical medicine and the London school of hygiene and tropical medicine, that are helping with the aid programme, and to follow up our recommendations?
We have put substantial investment into research, which is sensible for understanding what works and making sure that the UK can really be at the forefront of understanding how to use technology to drive development. The hon. Gentleman will remember that the G8 particularly focused on nutrition. Many of our best institutions were involved in that event precisely because of the science and technology expertise that they offer.
The Secretary of State has done a very good job in putting sustainable development at the heart of her approach to economic development. What steps is the Department taking to promote clean energy in developing countries?
We work hand in hand with the Department of Energy and Climate Change, and the international climate fund gives us a resource base with which to help countries develop the sustainable energy system and approach they will need in the years to come. We have a real chance to make sure that we start them off on a firm footing, and that is precisely what we intend to do.
Does the Secretary of State agree that it is very difficult to have economic development if it is not possible to import and to export? In Gaza, that has left more than 1 million people on food aid, while fuel shortages mean that 3,000 people are affected by raw sewage running into the streets. What is Britain going to do in practice to end the blockade of Gaza?
We are deeply concerned about the constraints that have been placed on the Gazan economy that prevent it from creating the wealth and prosperity that would put it in a position to support public services without foreign assistance. The hon. Gentleman will be aware that there will be a Westminster Hall debate on this matter tomorrow evening. I am sure that he will want to debate it more fully with the Minister of State.
6. What steps she is taking to increase the capacity of developing countries to collect tax.
T1. If she will make a statement on her departmental responsibilities.
Since the last oral question session in October, I have visited the Philippines, where I witnessed at first hand the impact of Typhoon Haiyan, and to Afghanistan, where I met President Karzai. Earlier this month, I took an 18-company delegation to Tanzania to showcase the opportunities for development-focused investment. On 13 November, I chaired the call to action on protecting women and girls in emergencies. Today, I have issued a written ministerial statement that announces tough new controls on the Department’s programme management. Finally, I returned from Washington this morning, where I saw the successful replenishment of the Global Fund to Fight AIDS, Tuberculosis and Malaria.
I thank the Secretary of State for that.
In the light of the Secretary of State’s decision today to shut the TradeMark Southern Africa programme due to very poor performance, what action is she taking to ensure that all programmes either deliver or, if they do not, are swiftly remedied or closed?
I have set out today in my written ministerial statement ways in which we have significantly strengthened DFID’s programme and financial management procedures. I am taking further significant steps to strengthen our approach to value for money, including on procurement and ministerial oversight of new business cases. As I inform the House in my statement, weak governance in TMSA resulted in payments amounting to £80,000 via ring-fenced accounts held by the Ministry of Agriculture in Zimbabwe from 2011. That money was used appropriately, but the payments were in contravention of Government policy, so my statement today sets out that I am expanding our internal audit capability and ensuring that when programmes fail to deliver we can spot them, take decisions on them and, if they fail to get better, stop them. [Interruption.]
Order. These are extremely serious matters affecting some of the most vulnerable people on the face of the planet. May I appeal to Members on both sides of the House to attend to the exchanges?
Last week, the Deputy Secretary-General of the United Nations described the suffering of the Central African Republic’s population as “beyond imagination”. He said that the use of child soldiers and sexual violence was growing, and that the danger of a full-scale catastrophe was real. Has the Secretary of State met Ministers from the Foreign and Commonwealth Office and the Ministry of Defence to plan conflict prevention, and will she look to use resources from the conflict pool’s early action facility to help head off a horrific civil war and the inevitable threat to human life?
We share the hon. Lady’s concern about what is happening in the Central African Republic. We have worked with the Foreign Office to examine what further steps we can take, and, as I said earlier, we have increased by £10 million the level of humanitarian assistance that we can immediately provide to that region. We will continue to consider what more we can do over the coming weeks. I also discussed the matter in Washington yesterday with the United States Agency for International Development.
T2. What more can Britain do to improve research into and diagnosis of autism spectrum conditions in developing countries?
DFID is committed to investing in education in developing countries to support all children’s learning. As our programmes on inclusive education mature, we are looking for new partners to work with us to develop innovative and effective strategies for supporting children with learning disabilities in mainstream education environments.
T4. Nearly 3 million civilians are cut off completely from aid in Syria. What is the Secretary of State doing to help those starving and desperate people?
First, the right hon. Lady will be aware that shortly after the UN General Assembly, there was finally a presidential statement on humanitarian access in Syria. It is incredibly important that we now see those commitments fulfilled. My discussions with Valerie Amos, who heads up the humanitarian arm of the UN, show that we are making progress, but the right hon. Lady is right to point out that it is a continuing challenge. If we cannot reach people in Syria, that is a breach of international humanitarian law.
T3. Many of my constituents are concerned that we still have an aid policy judged by how much we spend rather than by what the money actually delivers. Although I welcome the Secretary of State’s decision finally to end aid to India, a country that has more billionaires than Britain, will she now go further and abandon the arbitrary 0.7% of GDP target, which is equivalent to an increase of £100 a year for every family in Cannock Chase?
I think the Government have been right to honour their promise on providing 0.7% of gross national income. The challenge that we have is to ensure that it represents 100% of our national interest. That is precisely what I am doing, working with the Home Office and the MOD on stability in countries and with the Department for Business, Innovation and Skills and the Foreign Office on economic development. That makes sense to me.
T6. In Sierra Leone, good administrative arrangements are in place to combat corruption. What can the Secretary of State do to assist with political momentum to improve governance and root out corruption among politicians there?
The hon. Gentleman is right to highlight corruption as it is something for which the Department for International Development has zero tolerance. When I was at the World Bank in October I had the chance to meet briefly the Finance Minister of Sierra Leone. We are planning to work together, not least on the corruption agenda, and more broadly to ensure that we increase oversight of public finance management.
T5. The Government have a commitment to stabilising “fragile and conflict-affected states.” What is the Department doing to support the people of Kashmir in one of the most difficult and long-standing conflicts anywhere in the world?
The tri-departmental conflict pool funds joint programmes in Pakistan and India-controlled Kashmir that support human rights, conflict prevention and peace building. That is administered by the Foreign and Commonwealth Office, and the UK also provides aid to Kashmir through national programmes operating in Pakistan and India.

Commons ChamberWith permission, Mr Speaker, I would like to update the House on the United Kingdom’s response to Typhoon Haiyan. Three weeks after Typhoon Haiyan made landfall in the Philippines, its full effect is becoming clear. The impact has been devastating. As of today, the UN reports that more than 14 million people have been affected, with 3.5 million displaced. The official death toll stands at 5,500.
I visited the Philippines last weekend. The devastation the typhoon has wreaked was clearly evident as I arrived in Tacloban in a RAF C-130 that was carrying a cargo of UK supplies. Many of the outer parts of the town have been flattened and debris from the typhoon litters the streets, but aid is now getting through at scale. In Tacloban, clearance work is well under way and reconstruction efforts were evident throughout the town, with small businesses getting going again and activity on the streets. The Philippines Health Secretary told me that 90% of health facilities in the affected areas are now operational, although many had suffered damage, but there is still huge need, particularly in the outlying islands and more remote areas. I heard from non-governmental organisations that only 20% to 30% of those people in need of shelter kits had so far received them.
Through our rapid response facility, the UK was one of the first donors to get relief to the worst-affected areas. The UK has so far committed more than £50 million of support, which is helping to get shelter, clean water and emergency supplies to up to 800,000 people. Our logistical support has helped to transform the relief effort. Aircraft handling equipment provided by the UK to unload supplies from planes has doubled the airport capacity at Cebu. The UK has also extended the reach of our overall humanitarian response through the deployment of the Royal Air Force, HMS Daring and now HMS Illustrious. That military support has been crucial in delivering relief to more remote islands, including the provision of emergency medical assistance through the UK international emergency trauma team. I pay tribute to the outstanding servicemen and women of the RAF and Royal Navy for their tireless efforts to help those hit by Typhoon Haiyan, and to the NHS personnel who are working to take care of those injured and in need of medical assistance.
I believe that the cross-Government nature of our effort, involving the Ministry of Defence, the Foreign and Commonwealth Office and a range of home Departments, has hugely enhanced our effectiveness, allowing us to combine a range of assets that is greater than any other country’s response. The British public have shown, and continue to show, overwhelming generosity in response to this crisis, with contributions to the Disasters Emergency Committee appeal now standing at £65 million. It is an incredible display of support to help to maintain the momentum of the relief effort, getting lifesaving supplies to those who need them most.
It is clear that the people of the Philippines face a long road to recovery in the wake of this disaster. During my visit to the Philippines, I met Foreign Minister del Rosario and other members of the Philippines Government, and I gave our commitment that the UK would continue to support their Government as they begin reconstruction and seek further to improve preparedness against future disasters. There is much that the international community can do in support of that goal, and I have already agreed to dedicate £5 million from a regional programme to strengthening the resilience of four Filipino cities to natural disasters.
While in Manila, I met the United Nations, the Asian Development Bank, the World Bank, other donors and NGOs. I heard about their experience of the response so far and discussed with them plans for the longer-term recovery and reconstruction effort. The Government of the Philippines have been clear that they will be leading the reconstruction effort, and the UK will support that work. I raised my serious concerns about the particular vulnerability of women and girls suffering deprivation, a lack of protection and the threat of abuse and trafficking. I hosted a high-level meeting on this issue with many heads of UN agencies in London on 13 November, when a commitment was made to ensure that protection was a core element of the response. We are working with the Philippines Government, the UN and NGO partners to ensure that this important issue is prioritised, and I have deployed UK specialists in this field to the Philippines to help to ensure that the risks that women and girls face are fully addressed.
The Government of the Philippines expressed their heartfelt thanks to the UK Government and the British public for their response to the typhoon. We should be proud of the generosity of the public, including that of the Filipino community living in the UK, and of our medics and military personnel, and Department for International Development and consular staff, who have worked tirelessly over recent days in the humanitarian effort. In addition, we should be proud of the efforts of UK NGOs in delivering so much so quickly. This response—the public’s response—truly represents the best of Great Britain. Our thoughts continue to be with the people of the Philippines, particularly those who have lost loved ones. The dire humanitarian situation and the ongoing recovery effort deserve the continued attention and support of this Government, and I commit my Department to leading that effort. I commend the statement to the House.
I thank the Secretary of State for her statement and for advance sight of it. It is three weeks since Typhoon Haiyan, and our thoughts remain with those who have lost loved ones, those still searching for bodies and those seeking to rebuild their homes, lives and businesses. I will be travelling to the area this weekend. The situation on the ground remains desperate, but it is now clear that this was one of the strongest typhoons ever to make landfall and that many of the communities closest to the shore were ill-equipped and too poorly constructed to deal with the brute force of the barrage. Typhoon Haiyan has obliterated whole towns, destroyed communities and shattered lives. Although many will rightly ask questions about climate change, this is also a story about poverty. The poorest and most vulnerable were hit hardest, the worst quality homes were those most likely to collapse, and families living in some of the poorest provinces in the Philippines are now left with no homes, no assets and no savings to fall back on. I would also like to join in the praise of our aid charities operating there, of DFID staff and Ministers, and of the members of our armed forces who will now, unexpectedly, be separated from their families over Christmas.
Another thing is clear regarding this tragedy: the British public should never be underestimated. Their generosity, through their emotional concern and financial contribution, is a further brilliant reminder that we are not and never will be a nation that looks the other way. The Disasters Emergency Committee public appeal has now topped £65 million. Let us think about that. It is £1 for every person in our country, or an astonishing average of more than £3 million every day since the disaster struck, and all that at a time when many at home are struggling. The appeal started on the same weekend as the separate Children in Need appeal to support families in the UK which, too, broke new records.
So absolute was the destruction that the UN compared the scene on the ground in Leyte island to the devastation of the Boxing day tsunami of 2004. Although the destruction was similar in nature, we can at least be thankful that it was different in scale. Yet lessons, of course, must be learned by the international community about its response to that previous tsunami.
Let me now deal with some specific questions. The Department has not yet briefed the Opposition and, because of that, the time available today does not allow me to ask the full list of questions that I still have. As a former Secretary of State, I have always held the view that the political relationship between the two Front Benches is largely set from the Government Dispatch Box. I hope that I am not going to have to adjust, on this or any other issue, to the fact that even my request for a telephone conversation with the Secretary of State was refused—[Interruption.] It is not weak; it is a fact.
Will the Secretary of State say what assessment she has made of how the response to Typhoon Haiyan has been informed by the experience of the relief efforts following the tsunami? How much UK aid has been delivered and what materials have been sent? What is the plan to help the Philippines Government to ensure that all donations that arrive in the country are of use in that country? The previous Government published plans to ensure that 10% of all disaster relief was directed towards work designed to ensure better preparedness for future disasters. Will the Secretary of State update the House on the progress and delivery of that approach?
The United Nations has said that rehabilitation costs will be more expensive for Haiyan than was the case following the tsunami. With officials on the ground warning that it may take as long as 10 years to rebuild, it is vital that we get this right. What assessment has the Secretary of State made of the Philippines’ capacity to return to growth in the coming years and of the impact of this disaster on the regional economy? I want to conclude on climate change. It is neither wise nor accurate to attribute any specific weather event to climate change, but we do know that climate change is real. Due to the nature of what we are discussing today, I shall make this observation gently: there are worrying noises from parts of the Government regarding renewed scepticism about taking action on climate change. Will the Secretary of State put it on record that she is determined to take renewed action on climate change, which is one of the most pressing developmental and poverty reduction priorities for the Government, I am sure, and certainly for the Opposition?
Typhoon Haiyan is not just a disaster today, but an echo of our future tomorrow. The Philippines will continue to need our support long after our shock has subdued. As the Government set out their plans in the coming months, we will rightly scrutinise them, but we will instinctively support them.
Disappointingly, the right hon. Gentleman has shown that the tone of the relationship can be set by his side as well as by ours.
The right hon. Gentleman asked what we have delivered. The UK has delivered support to around 800,000 victims of Typhoon Haiyan, which has included 12 flights. Two RAF C-17s have landed in Cebu so far, with a third rotation planned. We have also delivered more than 17,000 shelter kits, 38,000 tarpaulins, 16,000 hygiene kits and 1,500 tents, as well as water and sanitary equipment, buckets, jerry cans, 4x4 vehicles and JCBs. We have provided heavy-lifting equipment at the request of the World Food Programme to help to load and unload aid at Cebu airport, and also debris and road-clearing equipment to unblock roads so that we can get aid through. As everyone is aware, we also sent over HMS Daring, which has now been relieved by HMS Illustrious, which enabled medics and supplies to get to isolated and devastated communities. We have also had an RAF C-130 plane in the region shuttling supplies between Cebu airport and the people who need them in Tacloban, for example.
The Government have carried out significant work on disaster preparedness. Through the UN, we are involved in the work of Political Champions for Disaster Resilience, which works with the Government in Haiti. I have invited the Philippines Government to become involved so that they can be better prepared for disasters and better able to respond to them.
The right hon. Gentleman asked what we were specifically doing in the Philippines. As I said in my statement, we have earmarked £5 million for four main cities in the Philippines that can benefit from better disaster preparedness. In 2010, the Philippines Government passed a law setting out a framework for them better to respond to disasters. As I am sure the House is aware, that part of the world is particularly prone to natural disasters. The challenge they faced was simply the scale of the typhoon, which was possibly the largest ever to make landfall. We will work to help them to improve their ability to withstand such disasters. Part of that will involve looking at how buildings are constructed and helping local government to improve its capacity to work with communities and evacuate people.
The right hon. Gentleman asked me about my assessment of the Philippines Government’s capacity to deliver the reconstruction effort that is needed. They are today and tomorrow looking at the initial needs assessment on infrastructure. I have spoken to the World Bank and the Asian Development Bank, which are likely to mobilise some of the financing that is needed for the reconstruction effort. There is a general willingness on the part of the Philippines Government to drive forward the work and on the part of the international community to support that effort over the coming months and years. Indeed, it is already projected that UN work will take place over the next 12 months as a minimum.
The Government have always made it clear that we want an international agreement on climate change—it is vital that that is tackled. The right hon. Gentleman should remember that it was the Conservative party in opposition that proposed a climate change Act and his Government ultimately took the idea on board. I assure him that we remain resolute in prioritising tackling climate change, as he will see over the coming months.
We are increasingly seeing disasters occurring around the coast and in island states. We have also seen the enormous role that HMS Illustrious has played. Will my right hon. Friend consider whether, when Illustrious retires, we might convert it into Her Majesty’s relief ship, which could be based somewhere such as Gibraltar?
That is an interesting suggestion. It might prove to be an expensive way of ensuring that we can reach people quickly, but we are always open to ideas. I should say that the medical team on Illustrious has already treated two children with infected wounds who unfortunately needed to have limbs amputated. That saved their lives, so we can see how our Royal Navy provides support to people who are in desperate need, and we should be proud of the work that it is doing.
I am glad that my right hon. Friend the Member for East Renfrewshire (Mr Murphy) will be going to the Philippines this weekend to see the situation for himself. Perhaps he will find out how far the Secretary of State’s £5 million will stretch in helping those four cities to prepare to defend themselves in the future. The most shocking fact in the Secretary of State’s statement was that, three weeks on, three quarters of the people who need shelter do not yet have it. Will she tell the House what she is doing to overcome that disastrous situation?
I mentioned that fact in my statement because it is shocking and sets out the scale of the challenge facing us. The typhoon hit a country that has a lot of disparate communities on outlying islands. One of the reasons why we sent out Daring and Illustrious was to get to those western islands in the Philippines that would otherwise not be reached. Obviously, there has been significant focus on Tacloban, but less focus on the area to the west of Tacloban. A lot of work is under way. I flagged up the issue of shelter because it is one of the main things on which we are working with the UN. We have sent significant numbers of shelter kits and six flights will be going out to the region this week. The very generous response of the UK public to the DEC appeal will mean that our leading NGOs will also have the resources to provide the critical shelter about which the right hon. Gentleman talks.
I congratulate the Secretary of State on her announcement and the hard work that is being undertaken. On behalf of the people of South Derbyshire who have written to me—this is reflected in what has been said by Government and Opposition Members—may I say that the great contributions made by the public have been astonishing? I put it on record that it is not just a matter of the Government doing something, because the people are doing something, too.
My hon. Friend is right. People’s generosity is staggering. Some £65 million—that amount is rising—has been delivered to the Philippines appeal. We can be really proud of the way in which our country has responded to the crisis. When I met the Philippines Government over the weekend, their thanks to us were heartfelt. They were really staggered by the response from our country, which they will remember for a long time. In the meantime, we will continue to play our role as one of the leading nations providing humanitarian support in their time of need.
What discussions has the Secretary of State had with her colleagues in the Home Office about trafficked people, particularly women and children, who might try to get entry into the UK? What measures are being put in place to deal with that?
I am interested in working more closely with the Home Office on trafficking. It is a key area with an international aspect in which we can up our game as part of the solution. We were concerned by what we came across in the Philippines. One fact that has been less discussed is the significant displacement of people. Many of them turn up in Manila and although they might perhaps get initial support for the first few days they are there, it is easy for them to become lost after that. They are at serious risk, particularly women, girls and children, of becoming involved in all sorts of situations, including trafficking, over the coming weeks and months. That was why I issued my call to action a couple of weeks ago to raise international awareness of the issue, at an event attended by the former Foreign Secretary, David Miliband. On the practical side of things, I sent over two of our experts from DFID to work across the UN effort and ensure that we are doing all we can to co-ordinate and prioritise the protection of women and girls through the crisis.
I thank my right hon. Friend for her statement. I am proud of the contribution we are making both as a Government and as a people to the Philippines. Will my right hon. Friend pay tribute to the Harlow Filipino community, who held a special fundraiser last Thursday night following the tragic death of the Harlow Princess Alexandra hospital nurse, Jeffrey Ducusin, and his son Jairo? Will she express condolences to the family and visit the Filipino community in Harlow sometime in the future to give them support at this difficult time?
I express my deep condolences to the family and to all those people who have lost loved ones in the crisis. I would be happy to meet the Filipino community and I had the chance to meet some of them a couple of Fridays ago when we had a special mass at Westminster cathedral. I have been in close contact with the Philippine ambassador to London since the crisis hit and I saw him this weekend in the Philippines. I would be happy to meet my hon. Friend’s local community.
Others on both sides of the House have emphasised how the UK and the British people have shown great generosity to help out in the Philippines, but what discussions has she had with her international counterparts to ensure that all nations pull their weight and help out?
Those discussions are now well under way. I spoke yesterday with Baroness Valerie Amos, who leads the UN humanitarian effort. It is clear to me that although the UK can play and is playing a leading role in responding to the crisis, it is important that other countries continue to play their role. We have seen massive generosity from across the international community, but there will be a further UN flash appeal in December. I encourage the whole international community to respond to that flash appeal positively so that we can ensure that we keep the humanitarian effort going.
Mountainside mobile signal enabled my constituents Marcus and Ellen to determine that a family of seven of their relations survived the storm on the island of Samar, but none of the homes in the community of Bakhaw withstood the storm. They report that today still no aid workers or representatives of the Philippine Government have been to the island to bring help and assistance. Is the Secretary of State satisfied that there is no unnecessary delay in the distribution of aid by the Philippine Government?
The nature of the storm and the part of the Philippines it hit—the middle third of the country—have made it incredibly challenging to get to all the communities people have wanted to reach. I know that when the UN first arrived at Tacloban airport immediately after the storm had hit, it was initially impossible even to get into Tacloban, just 10 km down the road, because of the debris. Even on the mainland, reaching people was challenging. One reason we have sent our Royal Navy vessels is to reach such communities and the Illustrious significantly steps up the capacity beyond that which the Daring was able to provide to reach more of those islands. As the hon. Gentleman sets out, it is a continued challenge to reach those communities and to ensure that the supply lines that will support them over the coming weeks remain open and are established in the first place.
There has been much rightful praise for the work of the British public in donating to the appeal, but it has involved a younger generation of donors, some perhaps donating for the first time, most of whom will have donated by text. Is the Secretary of State satisfied that we are doing enough to ensure that donations made by text receive gift aid so that more can go towards this important appeal?
I take the hon. Lady’s point on board. There are established processes to ensure that gift aid happens when it is meant to happen and that people have the choice—and are pressed when they are given the option—to sign up for gift aid. In my former role in the Treasury, I did a lot of work to ensure that it became easier for people to get gift aid, whether in the workplace or elsewhere, and I am very happy to follow up her point with the Treasury.
As we have heard, there has been a tremendous amount of support from the British people for those affected by the typhoon in the Philippines and the UK Government have also given £50 million. How confident is the Secretary of State that that money will reach the 800,000 people who need it as quickly and effectively as possible?
We launched the rapid response facility, which meant that over that weekend we were able to start working with huge NGOs as well as smaller ones to get aid out to the people who needed it. We are using trusted NGOs, we have due diligence and I am satisfied and confident that we will ensure that the investment that goes in, whether from the British public or the Government, reaches the people it is intended to reach.
Has the Secretary of State had the opportunity to review our immediate response to the disaster to ensure that the right sort of support was prioritised, given the unfortunate reports of aid sitting on the tarmac?
Lessons can be learned from every single humanitarian or disaster response. For example, this was the first time we had used our NHS emergency trauma list of NHS professionals, so we will absolutely ensure that we learn the lessons. One reason we sent the loaders and rubble and debris clearing equipment was that we found that planes could land in the nearby airport, whether that was Cebu or Tacloban, but there were then two problems. Either they could get supplies off the plane but not down roads as they were not clear, or the supplies were so huge that there was no equipment to get them off the planes as that had been damaged by the typhoon. My Department sourced from the Netherlands a massive piece of equipment that could clear the biggest loads off planes. We got it from the Netherlands to Tacloban and Cebu airports to double the capacity of what we could offload from planes. The hon. Lady is absolutely right: this was a big logistical effort and as we encountered various bottlenecks they had to be removed.
I, too, thank the Secretary of State for her statement. She highlighted that NHS personnel and staff are doing quite a lot of work in the Philippines. Will she elaborate on the expertise that they are bringing and the good work they are doing on the ground?
I had the chance to meet some of those fantastic people and one was from my local hospital, St George’s in Tooting. There were surgeons, anaesthetists and doctors who were working alongside other international medics, such as those from AusAID, to provide support. Some of the stories of what they have done are phenomenal, particularly those about dealing with the initial casualties who came in following the typhoon. They have latterly been dealing with some of the broader issues, such as the fact that shelter is limited, which means that we are starting to see challenges with pneumonia in children. The work those people are doing is evolving over time. Our support is now principally being delivered through HMS Illustrious and health care is being provided by the NHS people on board.
Following on from the answer to my hon. Friend the Member for Kingston upon Hull North (Diana Johnson) about the measures being taken by DFID to protect vulnerable women and girls from being exploited and trafficked, can the Secretary of State tell us which NGOs she is working with in the Philippines so that the great British public, who have already been so generous and who may want to donate directly to those NGOs or even offer time and expertise to help those women, girls and families rebuild their lives, can do so?
We are working with so many that it is difficult to give a complete list. Save the Children, Plan International, Christian Aid—a range of fantastic NGOs are now involved in the effort. One of the things that we are rapidly setting up is women-friendly and child-friendly spaces so that women and children at risk have safe spaces to go to. I heard reports today when I spoke with our DFID team on the ground of children being offered for sex trade sale to aid workers in Tacloban, which of course is absolutely disgusting and unacceptable. It is why we are right and working so hard to minimise the risks to vulnerable people.
I thank the Secretary of State for co-ordinating so successfully the fast and wide-ranging response of our Government to this enormous disaster, which is especially sad for those of us who have lived in the Philippines and travelled in this part of the Visayas. I also share the feelings expressed by several hon. Members about the generosity of the British people to the tragedy. I highlight the response in my constituency led by Raymond Padilla in the Gloucestershire Filipino Association, the headmaster and staff of St Peter’s high school, including Dan Hudson, who has organised a 24-hour basketball session this weekend, both the Anglican and Catholic Churches, Gloucester Rotary and many others, including the Philippine Community Fund, which was founded by my constituent Jane Walker. Does my right hon. Friend agree that, as the emphasis in due course moves from saving lives to rebuilding communities, there will be an opportunity for DFID to highlight specific needs for goods or equipment to which our wide-ranging civic society organisations could respond?
My hon. Friend makes an excellent point. Although the focus has initially been on providing life-saving support, going forward that will gradually evolve into the reconstruction effort, including people’s longer and medium-term needs. The Government of the Philippines are working on shaping what that response needs to be, and the UN is there to support them. I shall be interested to hear from my hon. Friend what he thinks his local community could do. I pay tribute to them for all the work they have already done. It is outstanding, and it is a tribute to the generosity and selflessness of people in this country that they respond so generously.
How much of the initial £30 million that she announced in response to the UN’s $300 million appeal has gone through the UN and how much has been allocated through other routes, and which routes?
About £23 million of the £30 million went to the UN flash appeal. A further £6 million or so went to the Red Cross movement in one form or another. In addition, we had set aside £8 million for the initial response through the rapid response facility. We spent £2 million on getting equipment and supplies out there. So we are now at just over £50 million. A UN flash appeal will be coming out in the next couple of weeks, once the latest needs assessment has been done.
The Prime Minister made it clear to the president of the Philippines the weekend the storm hit that we would continue to look at what more we can do as a country to help his country respond to this crisis.
I pay tribute to the Secretary of State and her Department. She has responded outstandingly to this crisis. Like many colleagues, I pay tribute to the British public. In Eastbourne alone the response has literally bowled me over. More than £5,000 has been raised on an Eastbourne typhoon appeal JustGiving site. Ocklynge school raised £1,600. The Rotary raised £1,500. The list goes on. It is absolutely fantastic.
I grew up in Africa and I know that after very heavy floods, or in this case a typhoon, waterborne diseases are a real threat. I would appreciate it if the Secretary of State gave some detail about what vaccines have been provided. Is there a recognition that this could be a real issue?
Picking up on my hon. Friend’s first point, I pay tribute to the officials in my Department, who have been working around the clock since the crisis began both in the Philippines—we had people who went out there that very weekend—and the whole team back in Whitehall, who have been co-ordinating with the Philippine team. These are people who literally drop everything and head over to a place to be part of the humanitarian support at the drop of a hat. We should pay tribute to their creativity, their effort and their relentless good humour in dealing with a challenging situation. They are flying the flag for our country and working alongside our fantastic MOD and NHS colleagues to deliver a cross-government response.
My hon. Friend is right to raise the generosity of the British public and I am delighted to hear that his own community have been so generous.
The hon. Member for Gloucester (Richard Graham) rightly raised the importance of the reconstruction phase. I know from previous disasters that, whereas the international community has responded generously and quickly to the immediate disaster, it is sometimes difficult to get a full response to international appeals such as that from the UN. What is the Secretary of State doing to focus attention within the UN and EU on preparing for the fundraising for the reconstruction phase?
It is one of the reasons why I met with the World Bank and the Asian Development Bank when I was in Manila over the weekend. The effort on setting out the infrastructure and longer-term reconstruction need is rightly being led by the Government of the Philippines. It will cover a number of areas, including housing, building and building standards, water and drainage and community resilience. Over the coming days and weeks we will have a clearer sense of the Philippine Government’s assessment of future need. That will feed into a World Bank or Asian Development Bank trust fund of some sort, and the UK stands ready to be supportive of that approach.
I congratulate my right hon. Friend on her personal energy and commitment in co-ordinating the UK aid effort, alongside her excellent Minister of State. Does she recognise the welcome but late response of the Chinese Government in increasing its aid and sending a hospital ship. Will she put it on record that the Chinese Government should not ruin that by politicising its aid and relief effort?
I agree. I do not think that humanitarian effort should be politicised. It is about helping the people who have been put in so much need by the typhoon that hit, and getting support to them. That surely has to be the most important thing. I hope that all countries, including China, will respond positively and generously to the next UN flash appeal.
People in Kettering and across the country have been incredibly generous in contributing £65 million to the financial appeal. It shows that this is the sort of international aid that everyone can support. The United Kingdom was already one of the world’s most generous donor nations, and the contributions from the NHS, the Royal Navy and other parts of Her Majesty’s armed forces will not have come cheap. How are those contributions counted against DFID’s aid target, and how are those costs reimbursed to both the Ministry of Defence and the national health service?
I hope that I can provide my hon. Friend with some assurance. Where International Development spend and effort takes place in other Departments, it is classified as official development assistance and is part of the UK’s 0.7% commitment, which this year for the first time this Government are reaching. Part of our just over £50 million response is the money that we have spent sending HMS Daring and HMS Illustrious. We will fund the marginal costs that the MOD has incurred to get those vessels into the area and do the work that they have done, which I think is quite right.
My question builds on that asked by my hon. Friend the Member for The Wrekin (Mark Pritchard), while the British public have been responding generously to the appeals for the victims of Typhoon Haiyan, China has been seeking to extend its air right, raising concerns in the Philippines about its claim over the Spratly Islands. As the Prime Minister is shortly to visit China, will my right hon. Friend the Secretary of State put a note in his bag outlining the United Kingdom’s outstanding and selfless response to the tragedy as an example of how China should respond in future?

Written StatementsI would like to inform the House of the outcomes from the high level event on protecting girls and women in emergencies, which I co-chaired with the Swedish Minister for International Development Ms Hillevi Engström in London on 13 November 2013.
The high level event was attended by senior Government, UN, NGO and civil society representatives and its purpose was to agree a fundamental new approach to protecting girls and women in emergency situations, both man-made and natural disasters. It is part of my call to action to protect girls and women in emergencies which I launched in March this year, working closely with the Foreign Secretary’s preventing sexual violence initiative.
Crises leave girls and women more vulnerable to violence, including sexual exploitation and abuse, sexual assault, early and forced marriage, and trafficking. Targeted interventions are often not prioritised in the first stage of an emergency because the violence is not considered life-threatening. The UK is leading efforts to make sure such support is prioritised right from the start in crises such as the response to typhoon Haiyan in the Philippines, as well as in Syria.
The high level event endorsed a communiqué underlining the importance of such early action to protect girls and women in emergencies. Participants agreed to act, or fund action, to prevent and respond to violence against women and girls from the first phase of an emergency, without waiting for evidence of specific instances of violence to emerge. They further recognised the need for comprehensive sexual and reproductive health, psychosocial and mental health services for women and girls affected by crises. Participants also made commitments specific to their own agencies.
These included pledges to increase levels of expertise, and to share best practice and conduct gender disaggregated reporting in humanitarian situations.
In response to typhoon Haiyan in the Philippines, the UK is ensuring that its partners have included protection of girls and women as part of its overall response. We have deployed violence against girls and women technical specialists to support the UN effort. We are also supporting specialised programming. Key UK support has included both anti-trafficking programming, and the distribution of equipment to ensure girls and women are better protected. For example, we have supplied solar lamps to ensure they are safer when moving around at night and, because the lamps contain a mobile phone charger, are able to maintain communication with family members.
At the high level event I announced £21.6 million in new funding to help protect girls and women in emergencies, including support for the United Nation’s Population Fund work to protect girls and women in Syria; assistance to help vulnerable girls and women in Lebanon and Jordan; funding for the International Committee of the Red Cross to help survivors of sexual violence; and support to the International Rescue Committee for its work with adolescent girls in Pakistan, Democratic Republic of Congo and Ethiopia.
Other funding commitments totalling £20 million were also made by the United States, Switzerland, Japan and Humanitarian Aid and Civil Protection (ECHO).
I am determined to ensure that the commitments from all participants, including the UK, are monitored and reported upon over the coming year. The US Secretary of State, John Kerry, has agreed that the US will take on the leadership of the call to action in 2014 and will promote accountability amongst the humanitarian community for the agreements reached on 13 November. The US will host a follow-up event next year.

Written StatementsI would like to update the House on the UK’s response to typhoon Haiyan in the Philippines.
Typhoon Haiyan made landfall in the Philippines on 7 November and was one of the strongest storms on record. It has caused widespread devastation. Current estimates suggest that 10,000 have been killed in Tacloban alone and over 4.3 million have been seriously affected by the storm. These numbers are likely to increase as those responding to the aftermath of the typhoon gain greater access to affected areas.
The Government of the Philippines ordered mass evacuations in advance of the storm and pre-positioned some humanitarian assistance around the country. However, the needs in the country are overwhelming and additional assistance has been requested in order to reach those in desperate need. The situation is also compounded by the residual impact of previous crises in the Philippines, such as an earthquake in October and the ongoing conflict in Mindanao. The Government of the Philippines accepted an offer of assistance from the UN Humanitarian Coordinator.
Typhoon Haiyan has caused significant infrastructural damage. Major roads have been affected and some remain impassable, hampering rescue and relief operations. Thirteen airports across the country have suspended operations. The main seaports remain closed. Power outages and communication interruptions are being experienced across a number of provinces which has raised concerns over access to water as pumps are now ineffective. The UN Office for the Coordination of Humanitarian Affairs has indicated that critical needs include shelter, food, health, WASH (water, sanitation and hygiene), camp management and logistics. The UN World Food Programme estimates that 2.5 million people may be in need of emergency food aid.
The Prime Minister spoke with President Aquino of the Philippines on 10 November to offer UK assistance with the humanitarian response. DFID currently has a team of seven deployed to Manila with three more arriving today. I approved a £6 million aid package on 9 November for immediate life-saving humanitarian support. This included a £5 million allocation to DFID’s rapid response facility which channels funding at speed to pre-registered non-governmental organisations (NGOs) and includes the bulk purchase of humanitarian kit with pre-approved suppliers. This will provide humanitarian aid for up to 500,000 people, including temporary shelter and clean water. The additional £1 million is for in-kind support including the provision of urgently-needed shelter and household items from the UK’s humanitarian stockpile. Five aircraft have been chartered from Dubai in order to transport this support. The funding will also fund the deployment of two public health specialists to work with the World Health Organisation to prevent the spread of infectious diseases.
On 11 November, the Prime Minster announced that the UK would increase its assistance to a total of £10 million. This includes a further £l million for aircraft handling and airlift of humanitarian supplies, as well as the provision of 4x4s and mobile deployment kits, and an additional £3 million allocation for the rapid response facility. As a further part of the UK response, HMS Daring will also redeploy to the affected region and will provide drinking water and a team of trained medics, as well as serve as a UK operating base, bringing helicopter airlift capacity.
The Philippines Department of Health has made it clear that there is an urgent need for extra medical assistance and as a result yesterday I activated the UK International Emergency Trauma Register (UKIETR). We are mobilising a 12 strong medical team of UK surgeons, doctors and paramedics.

Commons Chamber1. What recent steps she has taken to improve the humanitarian situation in Democratic Republic of Congo.
May I take this opportunity to welcome the right hon. Member for East Renfrewshire (Mr Murphy) and his colleagues to their Front-Bench roles in International Development? I also offer the apologies of my hon. Friend the Parliamentary Under-Secretary of State, who is unable to be here today. She is visiting Uganda to see what more DFID can do to improve the lives of the millions of people living with disabilities in the developing world.
I am deeply concerned by the ongoing conflict in eastern Democratic Republic of Congo. For that reason, last week DFID agreed an additional £5 million of UK funding. That funding will provide life-saving interventions to more than 130,000 people and support protection for girls, women and children affected by the conflict.
I thank the Secretary of State for her answer. The UK is the second largest bilateral donor to the DRC. Does she agree that the UK should therefore seek to play a leading role in the humanitarian effort, including the opening of a DFID office in the east of the country?
The hon. Gentleman may be aware that we are the single largest contributor to the common humanitarian fund, which does precisely what I think he wants us to do—provide the humanitarian support needed by so many people affected by the conflict. Alongside that work, we have an additional fund for emergency response; that focuses particularly on providing for people’s health and sanitation needs. As I have explained, I have extended that by a further six months. I assure the hon. Gentleman that we are absolutely playing a leading role in that regard.
A large amount of money is involved and a significant amount is, rightly, being spent on the crisis. Does the Secretary of State agree that it is essential that her Department gets the full support and co-operation of the DRC Government? Does she also agree that it is equally essential to have the total engagement and commitment of the President of the DRC? In the past, that has not been fully forthcoming.
My hon. Friend is absolutely right. Ultimately, we need a political solution to the conflict, and that has to be led by President Kabila. The solution also has to be regional if it is to be sustainable. Furthermore, Mary Robinson, the special envoy appointed by the United Nations Secretary-General, can have a key role in bringing together the various countries that must be brought together if we are finally to achieve long lasting and long overdue peace.
Has the Secretary of State had any discussions with the mobile phone companies that source some of their rare minerals in Democratic Republic of Congo, thereby financing the warring parties? If she has not, may I suggest that she does?
I very much take the hon. Lady’s point on board. A lot of DFID’s work is in addressing corruption, and that includes illicit flows of money. As part of the G8 this year, for example, we led the way on challenging the leading economies of the world to up their game on tax, trade and transparency. Illicit flows of money were a core part of that. I assure the hon. Lady that I take her point on board and will follow it up.
Is it not the case that diarrhoea caused through poor sanitation is one of the leading causes of infant mortality in the developing world, and that in the Congo it results in the second highest rate of infant mortality in Africa? How many people will benefit from Britain’s investment in the water and sanitation system in that benighted country?
We have delivered life-saving support to 2.1 million people in DRC. My hon. Friend is absolutely right. If we look at the millennium development goal on child mortality, we see that one of the reasons it has not had more success is the continued fatal effect of diarrhoea. He is right to highlight that. It is one of the things we particularly work on in DRC, and it is why sanitation is so key.
The Secretary of State will know that 46% of people in DRC are under the age of 14, and reports say that youth unemployment is nearly 90%. Will she say a little more about the long-term plans for DRC? What conversations has she had with colleagues in the international community about getting those children to school and giving those young people a future?
I very much welcome that question. The hon. Lady is absolutely right to say that one of the key challenges in DRC is to blend together what we are doing from a humanitarian perspective with the country’s longer-term development needs. That is why we are keen to see a long-lasting peace settlement there. I can assure her that alongside the work on the humanitarian effort we are looking at what we can do with partners on the development effort, including in education.
2. What recent assessment she has made of the humanitarian situation in Syria. [R]
The humanitarian crisis in Syria has reached catastrophic proportions. Since the start of the conflict, over 100,000 people have been killed, 2.1 million have become refugees, and nearly 7 million people within Syria are in need of urgent humanitarian assistance.
Let me declare an interest as a member of the International Rescue Committee’s policy and advocacy committee. Given that 60% of Syrian refugees are living outside refugee camps, what steps are the Department taking to ensure that there is adequate support for urban refugees and the communities that are supporting them?
My hon. Friend is absolutely right. I think that for some countries the total is possibly in excess of 70%. In Jordan, for every refugee who is in the Zaatari camp, there are four outside it. We are therefore working very closely with Governments such as Jordan’s through the World Bank trust fund that we helped to set up—we launched it when I was at the World Bank just a couple of weekends ago—to make sure that we have the investment in infrastructure and public services that the host communities need to be able to support not only their own day-to-day lives but those of the many people who have arrived in their midst.
In order to try to reduce the terrible humanitarian crisis not just in Syria but throughout the region, with the prospect of conflict in Lebanon, does the right hon. Lady agree that the non-governmental organisations are right to seek to work with local organisations, and will she encourage them in that objective?
We are encouraging NGOs to work with grass-roots organisations, and they, too, understand that they need to do that. This is vital if we are to maintain the support of the host communities, who have been incredibly generous in accepting refugees. I should also point out to the right hon. Gentleman that one of the challenges is making sure that we can work with NGOs, which have the breadth and capacity to be able to work across the piece and across communities but are absolutely working on the ground with existing civil society organisations.
May I thank the Secretary of State for the comprehensive evidence session that she gave to the International Development Committee yesterday? I welcome the leadership role that the UK has played in committing these funds, but will she urge other countries such as those in Europe and the middle east also to step up to the plate and ensure that the UN appeal is fully funded and Britain is not left in front without followers?
I could not agree more with the right hon. Gentleman. Britain has done exactly the right thing in playing a leading role in the humanitarian response. It is absolutely right for the Syrian refugees, but right for us too, to try to do what we can to keep stability in the region. However, we cannot do that on our own, and it is now time, in the run-up to the next donor conference in January, for other countries in the international community to ask themselves what more they can do alongside the UK in making sure that the next UN donor appeal, unlike the last one, is fully funded.
Some 58,000 Syrians have sought refuge in Jordan since the onset of the civil war. Organisations such as the International Committee of the Red Cross are aiding those displaced individuals with the basics to live. What more can Governments do to help charities such as the Red Cross?
We need to do a number of things. First, we need to make sure that the financing and resources are in place so that not just the life-saving work, but the broader work on educating the 1 million children who are now refugees can take place. As I have said, we also need to work with host Governments—such as the Jordanian Government, who have been incredibly generous—to make sure that they are well placed to be able to cope with this huge, unprecedented number of refugees.
9. Mindful of the impact on Jordan, Lebanon and Turkey, and mindful of the fact that this is an international humanitarian crisis, what international co-operation are we receiving with regard to the refugees in those countries?
As I have said, it is deeply concerning that the United Nations donor appeal is only half funded. Having said that, as a result of the Prime Minister’s leadership, since the G20 we have managed to get an additional $1 billion of funding. The key test for us all will be whether the donor conference in January can be successful so that we can meet the needs of the UN agencies that are working so hard.
This refugee crisis is the greatest since that in Rwanda and the Secretary of State has our support in trying to get aid to those civilians, including 1 million refugee children. If the violence continues at its current ferocity, what is her Department’s assessment of the likely refugee numbers by the end of this year and of the capabilities of neighbouring nations to absorb them without destabilising their politics and economies?
Some non-governmental organisations would assess that the number of refugees could reach the 3 million mark by next spring. That is deeply concerning and it is one of the reasons why, alongside all the humanitarian work we have done on the ground, the UK has brought together top donors and UN agencies to make sure that they can work together effectively as a single team on a single strategy for not just supporting refugees outside Syria, but, critically, reaching those in need in Syria.
We look forward to the Department’s assessment of possible refugee numbers by the end of the year. Refugees are not just scampering across borders; they are also clambering on to small boats in order to seek safety by travelling across the Mediterranean. The tiny dot of an island, Lampedusa, has become a checkpoint for people seeking refuge from north Africa and Syria. Sadly, 300 people have drowned on that journey. Does the Secretary of State accept that the international community has to do more to prevent those desperate people from dying in such dreadful circumstances as they flee civil war only to drown in the Mediterranean?
What we have seen is shocking and it is one of the reasons why international development is so important. We need to make sure that we can work with developing countries so that they can provide people with opportunities, prosperity and a future so that they can pursue their lives with their families where they grow up. Surely that has to be the best thing and surely it is sensible to help Governments tackle instability and conflict on their own territory, rather than allow it to spread to ours.
3. What plans her Department has to assist with elections in Nepal in November 2013.
4. What contribution her Department is making to the implementation of the Government’s preventing sexual violence initiative.
The UK will co-host a call-to-action event in November with Sweden, which will focus on protecting women and girls from all forms of violence in emergencies. That work builds directly on the G8 Foreign Ministers’ declaration on preventing sexual violence in conflict, which was led so ably by the Foreign Secretary.
I am grateful for that response. In Burma, reports of rape and sexual violence against women by the army have increased. Given the level of aid that we send to Burma, will the Secretary of State encourage the Burmese Government to sign our declaration and ask her colleagues to raise the matter in Europe and at the United Nations?
The hon. Lady makes a powerful point about what is happening in Burma. Aung San Suu Kyi is in the country and I will be meeting her today. I will be sure to raise those issues with her. I am sure that she takes them as seriously as this House.
As a means to encouraging the wider implementation of the convention on the protection of children against sexual exploitation and sexual abuse, the Council of Europe launched a campaign in February to encourage its member states to have their municipal and regional authorities sign a pact to stop sexual violence against children. Will the Secretary of State say whether she is aware of that campaign and what contribution her Department can make?
I am not aware of that campaign. The Department sets a lot of store by the work that it does to protect children, whether in Syria or Democratic Republic of the Congo. Only today, I announced £2 million to take care of the Syrian children who are turning up in Iraq unaccompanied. I will write to my right hon. Friend to respond more fully on the campaign that she mentioned.
5. What assessment she has made of the adequacy of the levels of food, fuel and medical supplies entering Gaza each day.
T1. If she will make a statement on her departmental responsibilities.
During the past month I have attended the UN General Assembly, meetings at the World Bank and I have put in place a new £30 million “Lost Generation” initiative to provide protection, counselling and basic educational supplies to children affected by the Syrian crisis. I have announced a £1 billion commitment to the Global Fund to Fight AIDS, Tuberculosis and Malaria, and the Department is committed to transparency, results and value for money. I am proud that in procurement in DFID, despite competition from the public and private sectors, my departmental procurement team recently won the annual award for best international procurement from the Chartered Institute for Procurement and Supply.
I assure the hon. Gentleman that I will look into the specific point he raises. Human rights run through all DFID programmes, and when dealing with Governments we have partnership principles that also include human rights.
T3. What is my right hon. Friend’s Department doing to promote the business skills of developing countries so that they can promote their own economies?
I know that my hon. Friend was involved in excellent work on business mentoring in Burundi over the summer, and last week I met the Institute of Chartered Accountants—of which I am a fellow—to discuss accounting and auditing standards in the developing world. I hope the UK’s excellent professional services will play a role in driving standards and skills in the developing world over the coming months and years.
T2. What progress has been made since the G8 in curbing illicit financial flows from developing countries by revealing more information about the beneficial ownership of companies?
I am pleased the hon. Lady raises that issue. This country played a leading role in using the G8 to raise the issue of illicit flows, and ensure transparency alongside our efforts on tax and trade. The Department for Business, Innovation and Skills is now consulting on beneficial ownership, which the hon. Lady referred to, and that is a key route through which we can help developing countries ensure they get the tax takes they are due.
T5. When I visited India two weeks ago with my local gurdwara from Hounslow, I had a useful discussion in the Punjab with ActionAid and other organisations about female feticide, which I am sure my right hon. Friend agrees is a disgrace to humanity. What can she do through her Department to improve the way that women are valued, so that they are protected worldwide?
My hon. Friend raises an important issue. Female feticide is shocking, and I pay tribute to organisations such as ActionAid, and others that work and campaign on that issue. In too many parts of the world, women are treated as chattels or assets and are bought and sold, often through early forced marriage or trafficking. The lack of basic human rights for women underpins much of what my Department works on.
T4. Many billions of pounds of taxpayers money have rightly been spent investing in schools and community centres in Afghanistan. What proportion does the right hon. Lady believe will remain open after the departure of our troops next year?
The hon. Gentleman is right to point out that a huge amount of work through the Afghanistan Reconstruction Trust Fund has gone into education and building schools, including in Helmand. Given the work that is taking place in the run-up to the troop draw-down and beyond, I hope not only that those schools will continue, but that more schools will join them and extend education to more Afghan children.
T6. Will the Secretary of State tell the House what progress has been made since the G8 on cutting illicit financial flows from developing countries, and on setting up a public register of the beneficial ownership of those companies?
I reiterate that a consultation on beneficial ownership is under way. Since taking up this role I have increased the amount of funding that my Department gives to the Met police to track down and prosecute those involved in illicit illegal flows, and they are doing an excellent job.
T8. Will the Secretary of State say what discussions she has had with the Israeli Government about the price of petrol for the Palestinians?
T7. What steps is the Department taking to ensure that ethnic conflict in Burma is brought to an end? Otherwise, it threatens both the stability and the development prospects of that country.
The Department is working hand in hand with the Foreign Office to play its role in improving governance and accountability, not only at regional and governmental level, but at community level, where, clearly, so many of the root causes of that situation lie.

Commons ChamberWith permission, Mr Speaker, I will make a statement on the Government’s progress in Afghanistan.
First, may I welcome the right hon. Member for East Renfrewshire (Mr Murphy) to his new role? I very much look forward to his contribution to the important area in which we both now work.
Secondly, I pay tribute to Lance Corporal James Brynin of 14 Signal Regiment, who was tragically killed in action in Afghanistan on 15 October after coming under enemy fire during an operation in Nahri Sarraj. My thoughts are with his family and loved ones as they come to terms with their terrible loss. Four hundred and forty-five members of the UK armed forces have died on operations in Afghanistan since 2001. Their bravery and commitment to our nation’s security will never be forgotten.
Our objective in Afghanistan has not changed since the Prime Minister’s statement to Parliament in July. We are protecting the UK by ensuring that Afghanistan is not used as a base for terrorism against our country and our allies. We are helping the Afghan Government in three main ways: to increase the capability of Afghanistan’s national security force; to make progress towards a sustainable political settlement; and to build a viable state that helps meet the needs of the Afghan people. Progress has been made on all three fronts. This summer, through the fiercest months of the Taliban fighting season, Afghan national security forces led the security response to the insurgency threat for the first time. That followed President Karzai’s milestone announcement in June that the ANSF has assumed lead responsibility for security throughout the country.
The ANSF has now reached its temporary surge strength target of 352,000 army, police and air force personnel, and today leads 93% of all operations across Afghanistan. Those numbers are having an effect on the battlefield. Despite an increase in violence levels and high-profile attacks in June, the ANSF responded effectively to the majority of security incidents, and launched several proactive operations to disrupt planned attacks in Kabul and elsewhere. That resulted in just one high-profile attack taking place in the capital since July, and an overall reduction in violence levels throughout July and August. Crucially, the ANSF is succeeding in keeping the insurgency out of the protected communities, and the majority of violence is now taking place away from populated areas.
There have been several successful operations in recent months, which were notable not only for their size but for their complexity and degree of co-ordination. For example, the ANSF launched Operation Seamough at the end of July—a combined clearance, security and international aid mission to secure the main supply routes south of Kabul. That operation involved more than 1,300 Afghan security personnel, working alongside other arms of the Afghan Government, as well as humanitarian organisations. In line with the clear progress of the Afghan national security forces, the UK and our international security assistance force partners are continuing the process of draw-down and redeployment. Today we have four UK bases in central Helmand as well as Camp Bastion—down from 137 UK bases at the height of the conflict. On 9 August the military headquarters of the UK’s Task Force Helmand moved from Lashkar Gah to Camp Bastion, symbolising the changing UK military profile in central Helmand. We have also reduced the total number of UK armed forces personnel in theatre from 7,900 in May, to currently around 6,800. By the end of the year we will have reduced that even further to 5,200 personnel, notwithstanding occasional fluctuations due to temporary surges into theatre.
We must not forget the challenges that still remain, and throughout all this the insurgency has remained a determined and resilient enemy. However, as we approach the final year of the ISAF campaign, we can be optimistic about Afghanistan’s future. Encouragingly, recent Afghan polls show that 90% of Afghans feel that security in their area is fair to good, and 80% of Afghans say they feel safe travelling outside their area during the day. Such perceptions in the minds of ordinary Afghans will ultimately determine the country’s fate. The ANSF is an essential component in achieving that, and in building a secure and viable Afghan state that can provide long-term security and governance for its people.
Progress has also been made in securing a sustainable political settlement for Afghanistan ahead of presidential and provincial elections in 2014. Afghans want and deserve the right to decide the future of their country, and we are committed to helping them achieve that. A constitutional, peaceful transfer of power from President Karzai to his successor will be a significant milestone for the Afghan people, yet we cannot underestimate the challenge of holding those elections. We are working hard to support the Afghan authorities to make them as credible, inclusive and transparent as possible, and we very much welcome the fact that two vital pieces of electoral reform were passed by the Afghan Parliament and signed by President Karzai in late July. That was an historic moment and the first time that Afghanistan has had laws of that kind debated and voted on by Parliament, rather than adopted by decree.
DFID has given £12 million to support the Independent Electoral Commission. The IEC has recruited and trained more than 5,600 officials for voter registration, including almost 2,000 women, as well as encouraged people to vote through public service announcements on TV and radio. So far, it has helped to ensure that more than 2 million Afghans have registered to vote—as of mid-October—of whom around 31% are women. Efforts to encourage women to participate in the electoral process will increase in the coming months. DFID’s programme to support women’s political participation will build the political capacity of female political candidates through training and mentoring. That is part of a wider DFID programme to strengthen political governance in Afghanistan and has been fast-tracked so that our support for women’s political participation is embedded long before the elections. Ahead of the election, the Afghan Government must continue to meet the needs of their people. DFID is taking an active role in supporting the lives of ordinary Afghans, be it to improve their livelihoods or exercise their rights.
Our support for the HALO Trust in removing landmines and unexploded ordnance from land in Herat province in western Afghanistan continues to deliver excellent results. Reporting from the HALO Trust and the United Nations High Commissioner for Refugees shows that, thanks to UK aid, more than 20,000 families, many of whom are internally displaced people, have benefitted from the return of land to productive use in the Jebrail township in Herat. Hazara refugees returning from Iran also benefit. Between April and June this year, HALO cleared more than 1.6 million square metres of land in Herat province and disposed safely of two anti-personnel mines, 10 anti-tank mines, 63 unexploded ordnances and 1,609 small arms ammunitions. The UK has committed to making the whole of Herat province free from mines and unexploded ordnance by 2018.
Elsewhere, UK support for the Afghan Government’s comprehensive agriculture and rural development facility continues to help farmers in four provinces across Afghanistan to improve their livelihoods by increasing the value of agricultural crops and building better links to markets for their products. In Helmand, UK support for technical and vocational education and training has helped more than 15,000 graduates to secure employment, already exceeding the programme’s 2014 target. DFID is looking at how best to strengthen the programme further to ensure that graduates get the best out of their training.
We believe that DFID’s support for Afghan civil society through the Tawanmandi programme is having a lasting impact. One of Tawanmandi’s core partners, the Community Centre for the Disabled, has successfully worked to improve the welfare of disabled people. As a result of its efforts, the Government of Afghanistan have passed legislation to enshrine the rights and active participation of disabled people in society. The second call for Tawanmandi grant proposals has recently closed, and we look forward in the near future to being able to extend our support to more Afghan organisations, including those supporting women and youth groups.
We are determined to support women in Afghanistan, who continue to face severe challenges in their daily lives, including the regular threat of violence. We are already providing support for girls’ education and women’s empowerment in addition to working with the Government of Afghanistan to ensure they uphold their responsibilities and commitments to protect women. Earlier this year, I said I wanted to go further and make tackling violence against women a strategic priority for DFID’s work in Afghanistan. My officials have consulted experts, non-governmental organisations and Afghan women to ensure that our implementation reflects their needs. I will announce our revised approach in due course.
In July, DFID and Foreign and Commonwealth Office officials took part in a senior officials meeting in Kabul, where donors reaffirmed their aid commitments of more than $16 billion until 2015. However, the international community also delivered a clear message that existing levels of aid will be at risk if the Afghan Government fail to take forward their reform commitments. As well as ensuring credible and inclusive elections, we are particularly keen to see progress on tackling corruption, upholding women’s rights and managing the economy. Failure to deliver those reforms could jeopardise the stability of Afghanistan. During the recent World Bank annual meetings in Washington, I met Finance Minister Zakhilwal and reiterated the importance of Afghanistan continuing to make credible progress on agreed reforms, including the International Monetary Fund programme.
Finally, the UK Government look forward to co-chairing with the Afghan Government the 2014 ministerial meeting to assess further progress against the Tokyo mutual accountability framework. We expect that that will take place three to six months after the formation of the next Afghan Government. Working together, the Afghan Government and their international partners have a unique chance to set the conditions for political, security and economic transition. We must continue to focus on that over the coming months, and I commend this statement to the House.
I thank the Secretary of State for her statement and for advance sight of it. I also thank her for her warm wishes. I look forward to shadowing her, supporting her where possible and scrutinising when necessary, in particular when the Government seek to forge a domestic and global consensus on the post-2015 agenda for international development.
We meet amidst myriad security challenges, and while countless countries and communities seek UK support. For all the conflicts and the contest for resources, our commitment to Afghanistan must remain a constant beyond the 2014 military draw-down. Our safety at home is in part dependent on the security and stability of that country.
We reflect on the fact that Afghanistan cannot become a forgotten conflict in the knowledge that British men and women are risking their all for our security. That was brought home to us with the news of the death of Lance Corporal James Brynin of the 14th Signal Regiment. His family and friends, and all those lost, are in the thoughts of all of us and in the prayers of many of us.
The Opposition support the Department for International Development’s work in Afghanistan and we recognise that progress has been made. More children are attending school, access to health care is improving, the economy is growing and, for the first time, Parliament-approved elections are forthcoming. Progress, however, is not irreversible. Afghanistan remains one of the poorest and most fragile countries in the world, progress on the millennium development goals is slow, violence and corruption persist and, while the courage of many individuals in the Afghan security force is not in doubt, the resilience and capacity of that force remains uncertain.
I would like to ask the Secretary of State questions about four areas. I start by asking whether she agrees with the recommendation of the Select Committee on International Development that
“the UK Government reconsider DFID’s focus on creating a ‘viable state’, giving greater emphasis to the provision of services and alleviating poverty”.
It would appear that the two are symbiotic and that, should the alleviation of poverty be sustainable and services locally responsive, credible Afghan institutions and a viable Afghan state are prerequisites.
The enabling of such a state, however, is, as the Secretary of State herself alluded to, dependent on a reflective and genuine political settlement. These issues will come to the fore at next year’s Tokyo review conference, but the Secretary of State said that existing levels of aid will be “at risk” if the Afghan Government fail to take forward their reform commitments. Will she say which specific reforms she is referring to, and give an assessment of current progress and what is required to preserve current levels of aid? More immediately, what has been the impact of the arrest of senior Pakistan Taliban leader, Latif Mehsud, on establishing a post-2014 security agreement?
A political settlement is vital outside as well as inside the country. Will the Secretary of State tell the House what discussions have taken place with the Government of Prime Minister Sharif regarding NATO convoy routes, transportation of British equipment from Afghanistan through Pakistan, and Pakistan’s support in the run-up to Presidential elections?
It was a shared belief of the international community that female advancement was vital to delivering a secure society across Afghanistan. It was concerning, therefore, that the International Development Committee recently stated that “the situation for women” had “deteriorated in some respects”. The Secretary of State rightly talked about wider research and work. I invite her to update the House on progress on the implementation of UN Security Council resolution 1325 relating to the role of women in conflict, and on whether members of the Afghan civil service and military are being educated in the terms of that resolution.
We on the Opposition Benches are committed to effective delivery of aid. We know that that means that expertise on the ground is essential; but it is also compulsory in Whitehall. I pay tribute to the many civilian staff whose integrity and ingenuity is so central to our nation’s proud development record. Reports of high staff turnover and loss of capacity in DFID, however, are a worry. Can the Secretary of State say, therefore, how the numbers of individuals working on Afghanistan in her Department have changed since 2010? Specifically, how many staff have Afghan linguistic skills?
Finally, this is the UK’s fourth military campaign in Afghanistan. We have no intention of there ever being a fifth. In a conflict that has never had a purely military solution, the success of the DFID mission will be increasingly crucial in building the lasting stability that our armed forces have fought so tenaciously to secure.
I thank the right hon. Gentleman for those comments and questions. He is quite right that our Afghanistan programme needs to take a balanced approach. Alongside our work on livelihoods, it needs to focus on basic service provision. In fact, as he will know, much of the work done through the Afghanistan reconstruction trust fund has focused very much on that—on schools and health. Particularly in places such as Helmand, the UK has played a leading role in the provincial reconstruction team to ensure that those things happen on the ground.
The right hon. Gentleman asked about the challenges and risks around donors’ support for Afghanistan going forward. What the donors want, including the UK, is for people to stick to what was agreed in Tokyo and the mutual accountability framework. It is very important that we see the progress that ultimately can only be made by the Afghan Government, particularly by passing the necessary laws through Parliament. The law on the elimination of violence against women, for example, which has passed through Parliament, must now be seen to be implemented. We also need to see action taken to bear down on corruption and a successful outcome to the appeal process in relation to the Kabul bank corruption. We want to see the Afghan Government continue to make significant progress in several areas, alongside the work that donors are doing on their behalf.
The right hon. Gentleman also asked about the post-2014 security agreement and was right to point out that the bilateral security agreement under discussion between the US, predominantly, and Afghanistan is yet to be finalised. Ultimately, that is a matter for the US Government, but clearly we are committed to playing our role in a NATO-led process after 2014, and as he will be aware, to date, we have been very clear that that will focus on our work with the Afghan national army officer academy. In addition, alongside that support, we will provide security and support for any UK personnel involved.
The right hon. Gentleman rightly flagged up the massively important relationship between Afghanistan and Pakistan, and of course he will know that the UK has played a key role in brokering the so-called trilateral talks, which have seen the UK bring together Afghanistan and Pakistan. At the World Bank meetings at the weekend, I met both Ishaq Dar, the Pakistan Finance Minister, and Minister Zakhilwal, the Afghanistan Finance Minister, both of whom made it clear that they saw as key the need to grow economic links, in particular, between Pakistan and Afghanistan. I was encouraged by their enthusiasm to work together and follow up those initial discussions between their respective Governments with meetings over the coming months. As I told them, the UK stands ready to play its role in helping that relationship to grow and become a positive one.
The right hon. Gentleman rightly flagged up the challenge of ensuring that we do not lose the gains we have seen on women and girls. This is a massively important point. I have elevated the issue of violence against women and girls to a strategic priority for my team to ensure that it never gets lost within the work that we do. It is worth bearing in mind the context. For a start, life expectancy in Afghanistan is 49, while 87% of women can expect to suffer violence during their lives. Under the Taliban, they faced the worst prospects of any women in the world. We are quite right, therefore, to focus on this issue, and Parliament is right to send out a message that we believe this matters massively. I wanted to take this opportunity to thank colleagues from across the House for enabling us to speak with one voice on this agenda over the past 12 months. I spend a lot of time talking with women in Afghanistan—I had a chance to meet parliamentarians there—and I know that it makes a difference to them. I can assure him, therefore, that this will remain a priority, and over the coming weeks I will set out how we will up our game.
Finally, the right hon. Gentleman talked about staff in Afghanistan with linguistic skills. Obviously, the UK Government work closely, including on development, with many locally employed staff, which helps to ensure that we have the right skills in place. We recognise that it is an incredibly dangerous and challenging place for anyone to work in, which is why we have been clear that we want to be responsible and help those people in danger after working for the UK Government. That is why we have been clear about a repatriation package where we think those risks are significant.
Ultimately, it will be having successful elections that can deliver a leadership in Afghanistan able to create a state that can keep itself secure. Without security, all our development work, including that on women and girls, will be undermined. Ultimately, what matters is having strong leadership in Afghanistan, which we hope to get following the 2014 elections.
Does the Secretary of State agree with the secret Ministry of Defence document, published in response to a freedom of information request, advising the Government to conceal the news of deaths in Afghanistan and elsewhere in order to make future deaths more palatable? I do not know whether she has visited the facilities at Brize Norton, but it is clear that there are no facilities there to express grief, as there were on previous bases. Is it not right that the public understand the full effect of the grief of the relatives—a wound of grief that will never heal—rather than have a Government who try to conceal the true cost of war?
I do not believe that there has been any such attempt. The UK has played a major part in the international security assistance force campaign and has played a correspondingly high price through the tragic loss and injury of UK servicemen and women. I know that my right hon. Friend the Secretary of State for Defence is committed to ensuring that their memory will live on and that they can be commemorated appropriately.
Next Tuesday, at a slightly earlier time than normal—3.15 pm— 120 soldiers from 1st Mechanised Brigade, returning from Afghanistan, will arrive at the north door of Westminster Hall, where right hon. and hon. Members will have the option to thank them for all they have done. Does my right hon. Friend agree that their legacy—the legacy of the 445 people who have died and the others who have been injured—will be a relatively stable and peaceful Afghanistan, and that the legacy of her work and that of other Departments will be to continue that good work?
Yes, I absolutely pay tribute to the work of those soldiers; they have put their lives on the line, and many have lost their lives, in order to create a more stable Afghanistan that can be part of how this country remains secure in the future. The contribution they have made to our nation is incalculable, and we should recognise that, honour it and never forget it.
The Afghan security forces cannot be sustained financially by the Afghan Government, certainly not in the short to medium term. What discussions have the UK Government had with their counterparts in the USA about post-2014 funding for the Afghan security forces?
The hon. Gentleman will be aware that under the Tokyo mutual accountability framework and the summit that saw it emerge, donor countries committed to giving, on average, about $4 billion of annual support up to 2017. As I pointed out to the right hon. Member for East Renfrewshire (Mr Murphy), that is a contract between ourselves and the Afghan Government that needs them to deliver on the part of the framework relating to progress that only they can make. There is, however, a commitment and will to ensure that funding is in place for the Afghan national security force. I should also say, briefly, that we are working to help the Afghan Government to increase their tax base, so that they do not need to rely so much on the donor community. In fact, tax receipts have risen from $200 million several years ago to more than $2 billion, in part thanks to DFID’s work with the tax revenue authority to help it do a better job.
Is my right hon. Friend aware that the loss of British servicemen’s lives in Afghanistan is more than double what it was in Iraq, which was only 179—I say “only”!—and that the cost of operations in Afghanistan has so far been double what it was in Iraq? Given that we established the Chilcot inquiry to look into lessons learned from Iraq, what consideration are the Government giving to having a similar inquiry, once we have withdrawn, into what lessons can be learned from this long and bitter campaign?
My hon. Friend makes an interesting point. Obviously we have yet to go through the draw-down process, between now and the end of next year. His point about the lessons we can learn from this conflict and the UK military role in it is well made and will certainly be considered at the highest level in Government.
The Secretary of State’s commitment to dealing with violence against women is extremely welcome. One thing we have found in this country is that it is helpful for women who want to report violence to have women to whom they can report it. Only 1% of the Afghanistan police force is female. What can the UK Government do to improve on that?
We can continue our work with civil society, other donors and women’s groups across Afghanistan to encourage and help women to become part of the national police force. We can also continue DFID’s work as part of the Tawanmandi programme, which has seen legal aid centres established in several districts, as well as mobile legal aid centres, so that the availability of justice for women goes well beyond having women in the national police to having a justice system that they can rely on. Clearly that is a huge challenge, and I do not underestimate how far we are in Afghanistan from having the kind of justice system that people rely on and need here in the UK.
Can the Secretary of State reassure the House about the future, after 2014, of the vital work that her Department is doing for Afghan women and girls, including through the girls education challenge fund, the grants to War Child, Save the Children and Afghanaid, and the work with the Independent Election Commission, which is improving the visibility of women in the electoral process in that country?
Yes, I can. I think of the women and girls agenda very much in terms of ensuring that women and girls have a voice and are participating in communities and national societies at all levels, and ensuring that they have a choice over how they run they lives and have control over their lives and their bodies. They should not have to live in fear of violence. DFID will continue to work across those areas and play what I would like to be a major role in the Afghan donor community to ensure that we push this agenda.
Let me associate myself with the remarks about Lance Corporal James Brynin, who makes me think of Corby’s own Victoria Cross hero, Lance Corporal James Ashworth, and the Ashworth family’s worry about the future of our troops in Afghanistan after 2014. Given that they will be operating under a NATO mandate, can the Secretary of State tell us who will be responsible for their safety after 2014?
There is a NATO command structure in place, but perhaps I should take this opportunity to reassure the hon. Gentleman that the draw-down will take place in a co-ordinated and agreed fashion within ISAF. We will ensure that our troops continue to have in place not only the security to keep them safe and secure, but the logistics needed to do their job effectively.
On the draw-down of Her Majesty’s armed forces, may I encourage my right hon. Friend to discuss with the Defence Secretary returning as much kit and equipment as is practicable and practical back to the UK and, in particular, hosting it at RAF Cosford and MOD Donnington in my constituency, where there is lots of space?
I am sure that the Secretary of State for Defence will have heard that kind offer. The redeployment of equipment is driven by operational requirements predominantly and, then, an assessment of what is value for money. I can assure my hon. Friend that the first desire is to see equipment redeployed or, if not, sold, or otherwise gifted or destroyed.
May I ask the Secretary of State how the repatriation of kit is going? Is the timing on schedule or are there any major problems? Given the choice of what we leave behind, I hope we are also being sensible and making the right choices, with a view to minimising the risk of kit perhaps being used against us in, heaven forbid, any future conflict.
Perhaps I can take this opportunity to welcome my hon. Friend back to the House. It is great to see him in his place. To answer his point about progress on redeployment, we have got about a third of the way through so far, in terms of equipment such as motor vehicles and major equipment, but also some of the smaller matériel that we need to bring back from Afghanistan. We are on track to bring back all the equipment we want to between now and the end of 2014. As I have said, we will take a close look at value for money as we take those decisions.
In the summer of 2008, 16 Air Assault Brigade transported a massive power station turbine through hostile and difficult terrain to the Kajaki dam. Five years later, may we have an update on the Kajaki dam mission?
That is a specific project that for some reason is not in my briefing, but I will write to the hon. Gentleman and give him an update on progress.
Does my right hon. Friend agree that we must do all we can ahead of next year’s important provisional and presidential elections to support the election commission to register voters, particularly women?
I very much agree with my hon. Friend. We are working in three areas: combating fraud, which we know was a feature of previous elections, registration and ensuring that women go out and vote. We are working hand in hand with the United Nations Development Programme on the latter.
May I thank the Secretary of State for paying tribute to Lance Corporal James Brynin, who was from Shoreham in my constituency? He was bravely serving his country on his second tour of Afghanistan and was helping to defend civilians and ISAF personnel when he came under attack. He was described by his family as having the “heart of a lion” and by his commanding officer as
“immensely popular and an outstanding soldier in every respect.”
Lance Corporal Brynin was fighting for the safety of people in Afghanistan. When I visited Tajikistan a while ago, I taught in a school of Afghan refugees, who spoke well of their education in Afghanistan—they spoke excellent English—and the support for their schools, but had been driven out of their country by threats of kidnap and non-military violence from the Taliban and others. What is being done to stem the flow of people out of their country, so that we can look after them safely in their own country, where they belong?
At the heart of all this is the work we have done to staff up and help to improve the Afghan national security force, which includes not only the army and the police but latterly the air force as well. As I said in my statement, they are now conducting 93% of operations and 90% of their own training. The draw-down takes place against the backdrop of our continuing work to ensure that they can play the role that my hon. Friend describes in the coming years. That role is vital, because as I said earlier, without security Afghanistan will not develop in the way that the people there and we want it to.
In my experience of being on operations in Bosnia and working with aid workers, it was crucial that they were able to work in a secure environment. After December 2014, it will be much more difficult. May I ask for my right hon. Friend’s assurance that as much effort as possible is made in DFID to ensure the security of the large number of our aid workers left in Afghanistan when British soldiers are largely withdrawn?
I hope I can reassure my hon. Friend that that is a constant preoccupation of mine, not just in Afghanistan but in all our country programmes where DFID staff are working. As we have seen in a different place, with the kidnap and, luckily, the subsequent release of Red Crescent workers in Syria recently, we often carry out work in dangerous places. We should never forget that when we put in the resources to keep our staff safe, and I can assure my hon. Friend that that is uppermost in our minds.
The UK has been given the task of taking a lead in reducing the narcotics trade and the growing of poppies in Afghanistan, which is essential if the country is to become a viable state subject to the rule of law. What ongoing role will the UK have and how do we intend to transfer the responsibility to Afghan agencies?
The principal route for DFID, aside from our strengthening of institutions in the security and policing spheres, has been the focus on livelihoods, particularly in the agricultural sector. The reality is that we simply must give Afghan farmers an alternative to cultivating poppies. That has clearly been a real challenge. We have seen some significant progress, but the challenge remains, which is why DFID’s livelihoods work will continue.
I was delighted to hear the Secretary of State mention the HALO Trust which, along with MAG, is helping to de-mine large areas all over the world. When the Select Committee went to Afghanistan, I noticed that women were employed to de-mine areas, which helps to raise their status in the country. I hope that we will be able to continue to fund that in the future and the wonderful ICRC-funded hospital—everyone who works there is at least a single amputee if not a double amputee, providing fantastic role models for disabled people.
I am very grateful for that question. As I have said, we want to allow HALO to continue the important work it does and clear Herat province of mines by 2018. I can assure my hon. Friend her that this work on health, and particularly improving the access of pregnant women to health facilities, will continue to be one of our key priorities.
Following my right hon. Friend’s reply to my hon. Friend the Member for Brecon and Radnorshire (Roger Williams), how effective does she think the comprehensive agriculture and rural development facility really is?
I think it has been effective, and the main challenges in getting it to work effectively have been to do security, which has fluctuated from month to month. We face a constant challenge in being able to work in the communities in Afghanistan. It is a challenge that we meet, and I am proud of DFID’s work, particularly with respect to livelihoods. As I have said, we will continue that work.

Commons Chamber1. What priorities her Department has in Bangladesh for the next 12 months.
The Department for International Development has three key priorities in Bangladesh between 2011 and 2015: improving the provision of basic services, supporting private sector development and helping to reduce risks to development, including from natural disasters. Over the coming year, DFID will also focus on improving working conditions in the garment sector and supporting free, fair and credible elections.
I am grateful to the Secretary of State for that answer. Will she add to it by saying what our Government might be able to do to help people in Bangladesh achieve decent basic minimum wages for work and safer working conditions, and to enable poor people to receive the finance they need, either for their families or to start businesses so that they can succeed?
We have a range of programmes to help improve livelihoods. Most recently, when my right hon. Friend the Minister of State visited Bangladesh, he announced an £18 million UK-funded programme to help people, particularly factory workers, to develop skills. We are taking a range of measures. I should add that we also work with international organisations such as the International Labour Organisation to improve workers’ standards and drive workers’ conditions upwards.
As the Secretary of State may know, the Prime Minister of Bangladesh was in London last week. I discussed with her the high level of diabetes in Bangladesh, which has one of the highest levels of any country in the world. What health projects do we have in Bangladesh specifically to help to reduce diabetes?
I am grateful for the right hon. Gentleman’s question. DFID has health programmes and general programmes to lift people out of poverty, but also to ensure that they have access to services like health care that can help them get on with their day-to-day lives. I will write to him with a fuller update on whether we engage in any direct diabetes-related programmes, which I hope will be helpful to him.
What is the total size of our aid assistance to Bangladesh and how much of it goes on ameliorating the appalling environmental conditions, given that Bangladesh is situated on the Delta?
The overall programme is about £200 million a year, which is split across a range of activities. Part of it is for basic services like health and education, as I have said; part of it is for economic development; and part of it is to address humanitarian conditions and disaster prevention, readiness and resilience. The final part of the programme is for governance programmes, as I said in my initial answer—these support the Electoral Commission and free and fair elections in Bangladesh—and supporting people so they can access the services and the welfare protection that they deserve.
2. What steps she is taking to improve the co-ordination of humanitarian support for Syria and the surrounding region.
Humanitarian actors are working tirelessly throughout the region, dealing with 1.7 million refugees now outside Syria and 4 million internally displaced people still inside Syria. Improving co-ordination and access is absolutely critical, which is why on 3 July I hosted a meeting with donors and key UN agencies in London to map out some steps on how we continue to up our game. Last week I also visited Lebanon.
Does the Secretary of State agree that an enormous burden is being placed on the countries that neighbour Syria, and that the international community must help them so that they can be fully supported?
Yes, I do. It is projected that Lebanon, a country with a population of 4 million, will have 1 million refugees by the end of the year. If the same proportion of refugees were to arrive in the UK, the figure would be upwards of 15 million. We need to do everything we can to support not only the refugees but the host communities that they are going into.
The UNICEF ambassador Eddie Izzard recently returned from Syria. He said that
“missing from these discussions are the Syrian children, who are not made of steel, and who are facing desperate and harrowing conditions.”
He specifically drew attention to the lack of education for children there. What conversations has DFID had about providing schooling for children in Syria?
This is something that DFID has particularly focused on. We have given funding directly to UNICEF to support educational facilities—when I was in the Zaatari camp in Jordan, I saw school facilities that had recently been built—and to support counselling. I would like to look more carefully with the United Nations agencies at what we can do to provide trauma counselling for children and their parents, because many of them have gone through awful experiences before ending up in the refugee camps.
When King Abdullah of Jordan was in London recently, he told us that there was a massive problem with crime, violent assault, rape, prostitution and trafficking involving women who had been displaced by the violence in Syria. What action are we taking to ensure that those women and girls can be protected, because currently they are not?
We do our best work with the UN agencies, which are co-ordinating much of the relief to ensure that the most vulnerable are protected. The right hon. Gentleman will be aware that about 75% of the refugees leaving Syria are women and children, so this is incredibly important. Alongside that work, we clearly need to work in the host communities in places like Jordan to ensure that they are able to cope with this huge influx of people who are placing added pressure on their services, which can often cause tension leading to the kind of trouble that he has mentioned.
The United Nations reports that the refugee crisis in Syria is the worst since that in Rwanda, and that 6,000 people—over half of them children—are fleeing the country every day. What does the Secretary of State intend to do to protect the health and education of those children in what is becoming a catastrophic humanitarian disaster?
The hon. Gentleman is right to point out the comments of António Guterres, who is heading up the refugee operation. As I said earlier, we are particularly focused on what we can do to support the most vulnerable, and that includes children. We are doubling our support to over £300 million in the coming months, and I can assure him that we will put the appropriate amount of that into helping children cope with what is happening to them and ensuring that they are still preparing for the rest of their lives through education.
14. Britain is leading the way in providing humanitarian relief, but some of our international partners are perhaps doing less well. Given that many refugee camps are still suffering desperate shortages of basic amenities, will the Secretary of State apply more pressure on her international partners and encourage them to step up to the plate?
My hon. Friend is absolutely right. We played a leading role in galvanising donors at the Kuwait conference earlier this year, and I regularly raise this issue with donors and with the UN. I will continue to do that at the UN General Assembly in September. It is critical that, when countries come to a donor conference and make pledges, they should honour them. It is also critical that the region itself should take steps to ensure that it, too, is playing its full role.
The UN emergency relief co-ordinator, Valerie Amos, has highlighted the need for cross-border access for international agencies so they can provide appropriate medical and other help to refugees. What progress has been made in the UN Security Council towards obtaining such access without requiring the consent of the Syrian Government?
The short answer is not nearly enough. Access to Syria is still overly restricted, particularly by the regime, and we are seeing attacks and violence against humanitarian workers and convoys. That is totally unacceptable, and we will continue to raise our concern about it at the highest levels of the UN.
3. What support her Department provides for the Global Fund to Fight AIDS, Tuberculosis and Malaria; and if she will make a statement.
4. What plans she has to support the application of agricultural science, research and innovation in developing economies.
DFID is scaling up its agricultural research work in developing countries, particularly programmes that address the slow pace of agricultural innovation in sub-Saharan Africa.
I thank the Secretary of State for that answer, and congratulate her on the recent announcement of the £7 million international trade centre and the £57 million trade support package for Kenya and Uganda. Does she agree with me that trade is the best form of aid and that integrating our aid and trade missions, particularly in the field of agricultural technology, is the best way to drive really sustainable development?
My hon. Friend is right, which is why I am very pleased that DFID is a central part of the agri-tech strategy that is shortly to be set out by the Government. It is absolute clear that we have an important role in helping poor countries to improve their agricultural systems and, in doing so, to help develop trade both domestically and internationally.
Will the Secretary of State also commit to working with the scientific community in this country and abroad to explore the myths on both sides of the argument about the use of genetically modified food and agriculture in developing countries so that the UK can take an evidence-based position?
The hon. Lady will know that ultimately it is up to each individual country to work out how it wants to deal with the issue of GM foods. She will have been pleased to see that at the recent G8 event on nutrition, science and accessing scientific experts was a key part of our nutrition push over the coming months and years.
5. What steps her Department takes to reduce the impact of natural disasters by increasing the resilience of communities.
I am ramping up my Department’s economic development efforts to ensure that we adopt a more systematic and structured approach in order to unlock more trade and investment. That includes embarking on a new relationship with the CBI, meeting representatives of the extractive industries and engineering companies, and starting to work with United Kingdom retailers to drive up standards.
Does my right hon. Friend agree that poverty can only be reduced in the long run through economic development, and that DFID can play a major role in helping companies to grow and get people into work so that they can raise their own tax revenues to fund their own services?
My hon. Friend is absolutely right. United Kingdom companies also have a key role to play, and companies in his own constituency, such as Taylors of Harrogate, demonstrate how that can be done.
T1. If she will make a statement on her departmental responsibilities.
Last week, I visited Lebanon, where I announced that the UK will allocate a further £50 million to help Syrian refugees in Lebanon and Lebanese people in host communities. I also visited Tanzania and Pakistan, and hosted donors and United Nations agencies in London to map out steps on aid co-ordination. Following my visit to Rwanda last month, I would like to inform the House that although the latest assessment of the partnership principles has shown some welcome progress, our overall assessment remains that it is not right to release general budget support, and we will re-programme the payment of £16 million to support specific education and poverty alleviation programmes.
In 2010, the UK provided much-needed help to the people of Haiti following the outbreak of cholera. However, an NGO has recently raised concerns that five of the seven recommendations of a UN report on the epidemic have been either only partially implemented or not implemented at all. Will the Secretary of State urgently investigate those concerns?
I had the chance to visit Haiti earlier this year, and I understand my hon. Friend’s concerns. The report he is talking about has not yet been formally endorsed by the UN or peer-reviewed, but I can assure him that the UK’s contribution to tackling cholera in Haiti has been substantial since 2010. We have provided support for more than 1.3 million people.
Members on both sides of the House will be extremely concerned at the latest outbreak of violence in eastern Democratic Republic of the Congo. The DRC needs better political leadership, and an army and police force worthy of the name. It also requires the Secretary of State to provide effective leadership, so will she confirm to the House that UK budget support will be reinstated to the Government of Rwanda only if they cease all support for the M23 and militia activities in eastern DRC?
The hon. Gentleman obviously was not listening to my opening statement in topical questions, so I refer him back to that.
T3. What indications has my right hon. Friend received from fellow G8 development Ministers that they will also meet their commitments on providing 0.7% of gross national income, given that the money is also needed to maintain the impressive gains made in tackling the scourges of maternal and child mortality?
I pay tribute to some Scandinavian countries that have also reached the 0.7%—indeed, they have exceeded it. I regularly raise this issue with other EU development Ministers and with other donor countries.
T2. HIV/AIDS is a devastating illness affecting 34 million people worldwide, 69% of whom are in sub-Saharan Africa. This week, the White House published its HIV/AIDS strategy, so when will the Government commit to publishing one for the UK?
T6. The Secretary of State will be aware that there is a new Government in Pakistan. Will she update the House on how she plans to co-operate with and support Pakistan to bring stability to the region?
I was in Pakistan last week, when I had the chance to meet senior members of the Government and at the provincial level. We will be—[Interruption.]
Order. The Secretary of State is answering questions on extremely important matters, which have an impact on some of the most vulnerable people on the face of the planet. We ought to do her and the House a service by preserving some calm.
Thank you very much, Mr Speaker. We will continue to work with the new Government on stability in border areas. I am sure the House will be delighted to hear that I agreed a tax package with Pakistan’s Government that will see Her Majesty’s Revenue and Customs going in to help them broaden their tax base and improve their tax collection.
T4. Will the Secretary of State tell the House what assurances the Burmese President has given the UK about respect for human rights in Burma, and, specifically, the treatment of Rohingya community, during his recent visit to Britain?
I had a chance to meet the Burmese President earlier this week, when I did raise those issues, particularly the importance of access for humanitarian support. I hope I managed to get his assurances that the Burmese Government will work with us as we try to improve the lot of those people and will play a leadership role in reducing ethnic tensions.
I might tell the hon. Gentleman that I met the President here yesterday and I conveyed some of those messages on behalf of colleagues.
T5. In a Westminster Hall debate on 4 July, the Minister of State, who has just left the Front Bench, said that he would take on board my concerns about workers in debt bondage in Pakistan. Will he undertake to get the DFID office in Pakistan to write a plan of action over the summer and then to make a written statement when the House comes back in September?
I am sure that I can speak on my right hon. Friend’s behalf by assuring the hon. Gentleman that we will follow up his comments in that Westminster Hall debate. We have a close working relationship with the new Pakistan Government and it will involve improving the lot of workers.

Commons Chamber2. What steps she is taking to help developing countries improve their tax systems.
The UK Government are committed to ensuring that developing countries have the ability to collect the tax that they are owed. The UK is using our G8 presidency to promote tax transparency, tackle tax avoidance and ensure tax compliance.
The Secretary of State will be aware that developing countries lose more than £160 billion each year through tax avoidance, more than one and a half times what they receive in aid. What is she doing to ensure that we get country-by-country reporting so that we see how much those multinationals are taking from developing countries?
Addressing tax avoidance and encouraging tax compliance will be one of the key elements of the G8 agenda, and transparency sits alongside that. We will look at how we can obtain more transparency, including sectoral transparency through measures such as the extractive industries transparency initiative. All those measures together have the potential to ensure that we can help developing countries to collect the tax they are owed.
Does my right hon. Friend agree that developing countries will be able to end their dependence on aid only if they can raise enough revenues through the tax system?
My hon. Friend is absolutely right. If we are to have sustainable development and developing countries are to have the tax revenues to fund and invest in their own public services, we need a thriving economy that creates those revenues. That is why economic development is such a key part of what my Department is now focusing on. Along with Her Majesty’s Revenue and Customs, we are investing to ensure that developing countries have the tax expertise they need to collect the taxes that are due.
I back the call from my hon. Friend the Member for North Ayrshire and Arran (Katy Clark) for country-by-country reporting by all multinational companies. Can the Secretary of State guarantee that no money from DFID goes to any organisation or company that is not fully tax transparent?
We are very clear that we want companies to behave responsibly across the board, including on tax, and I can assure the hon. Gentleman that there is such due diligence. We cannot simply ignore those problems, and if we are to shape private sector investment in the developing world so that it can help drive development, as I think we should, we will have to engage with the private sector more in the future than we have in the past.
The Secretary of State will know that the OECD has been charged with coming up with a scheme to tackle base erosion and profit shifting and to consider corporate taxation. Last week in a meeting with the organisation it confirmed to me that it is working to a timetable of just two years. Does she agree with that timetable, or does she agree with me that it is an over optimistic timetable for trying to get a multilateral convention to replace 3,000 tax treaties?
My right hon. Friend is right that the timetable is ambitious and that is why we need to put the political momentum behind it that the G8 meeting can bring. The work that the OECD is doing has been commissioned by the G20 and it shows that if we are to reach a sustainable solution, leading economies and world leaders must come together. That is precisely why we have put the subject on our G8 agenda.
The Prime Minister and the Secretary of State have said that the main objective of this weekend’s summit on tax and transparency and next week’s G8 meeting is for G8 countries to put their houses in order. That would strengthen the moral authority of the G8 and send a strong message to the rest of the world that the time has come to get serious about tax dodging. Will the Secretary of State ask the Chancellor today to bolster the Prime Minister’s moral authority and undertake an urgent review of the changes he made to the UK’s controlled foreign company rules, which are estimated to have cost developing countries £4 billion in lost tax revenue?
I should have thought that the hon. Gentleman would ask me about the success of the G8 event on nutrition we held last Saturday, which saw huge progress on providing funding for that issue. Let me answer the question he has asked, however. I reassure him that we are taking a structured approach to the discussions at the G8. We are looking at addressing tax avoidance—in other words, dealing with the problem. We are looking at developing better approaches to tax evasion—in other words, once the problems happen we need to ensure that we can sort them out. We are also looking at how we can ensure that developing countries, once they have made progress, are in a position to collect tax. Our Government has put the question on the agenda and I think the hon. Gentleman should congratulate us on that.
I do not know about tax dodging but the Secretary of State is getting a reputation for question dodging—we will try this one, Mr Speaker. The Government have identified the public registration of beneficial company owners as one of their top priorities for the G8. There can be no excuse for this basic information about company directors being shrouded in secrecy. Does that remain the Government’s priority? Will she confirm that if they are unable to secure agreement, the UK will take unilateral steps on the issue of public registration?
We have made beneficial ownership one of the key elements of our G8 agenda, and it is right to do so. I do not recall the hon. Gentleman’s Government particularly pushing on the issue during their 13 years in office. I can assure him that the best way to make a difference for developing countries is to get international agreement. That is what they want and that is why we are trying to get it.
In the light of the Select Committee on International Development’s recent report, and following the election, will the Secretary of State engage with the Government of Pakistan to ensure that Ministers, MPs and the leaders of the community there pay their fair share of taxes to match the contribution that British development aid is making to Pakistan?
We have a question on the Order Paper later about Pakistan, Mr Speaker. I have already spoken with Ministers in the Pakistani Government, and the Committee’s report was right to highlight this issue.
4. What recent assessment she has made of the humanitarian situation in Syria.
The humanitarian situation in Syria has now reached catastrophic proportions. More than 80,000 people have been killed—that is nearly 1,000 a month—6.8 million are in need, including at least 4.25 million internally displaced persons, half of whom are children, and a further 1.6 million refugees are in the region, of whom 75% are women and children. UK support is providing food, health care, water and shelter for refugees, both inside and outside Syria.
I thank the Secretary of State for her answer, and I am pleased to see that she is well up with what is happening. She will also be well up with what is being done by the UN commission of inquiry, which mentioned the killing of 13 children because of lack of food and medication. Will she confirm that the Government will press for an agreement at the G8 summit on improving humanitarian access for the estimated 4 million people who need it in Syria today?
I am sure we will be raising those issues at the G8, as I did when I was at the UN a couple of weeks ago. It is simply unacceptable that the Syrian Government continue to refuse to allow humanitarian deliveries across the border from Turkey, and we need all sides in this conflict to agree to give unfettered access to humanitarian agencies and to do that free from violence.
The number of refugees coming across the border from Syria into Turkey is way beyond Turkey’s ability to provide for them. Has my right hon. Friend had any discussions with her counterparts in Turkey, the European Union or the wider international community on how these refugees might be catered for?
My hon. Friend is right to recognise the impact that refugees are having on several countries in the region. Some 370,000-plus refugees have arrived in Turkey, and we have spoken with the Turkish Government about what we can do to provide support. They have played a leading role in providing humanitarian support to those refugees, and that should be acknowledged, too.
In addition to the information that the right hon. Lady has just given the House, is she aware that World Vision estimates that 1.5 million people are displaced? Does she agree that in the event of any removal of arms embargoes, there will be no less emphasis on the crucial need for humanitarian aid?
I think I can absolutely reassure the right hon. Gentleman on that point. My Department is looking at what needs to happen in not only the immediate time frame, but the far longer term. We know that more than half the hospitals in Syria have been damaged, and that the water and sanitation systems are essentially no longer working. There needs to be not only a short-term plan to examine humanitarian needs in all circumstances—he is right about that—but a longer-term plan to examine what Syria’s needs will be afterwards.
With the Council for European Palestinian Relations, I recently visited Palestinian refugees in Lebanon who had fled from Syria. Is the Secretary of State satisfied that the United Nations Relief and Works Agency is doing all that it can to help those people, who are living in miserable conditions?
I thank my hon. Friend for that question, because that important aspect of the crisis is often not recognised. We have provided £5 million to UNRWA particularly to support its work with Palestinian refugees. That will support more than 350,000 Palestinian refugees in Syria, and will go on food parcels and other relief items.
I wish to declare an interest: I have just returned from a visit to Lebanon, courtesy of World Vision, on which I witnessed at first hand the impact of the heavy influx of Syrian refugees on that country. The number of refugees in Lebanon has reached half a million and is set to reach 1 million by Christmas. Last week, the UN appealed for £3.2 billion to deal with the humanitarian emergency. Will the Secretary of State tell the House how much the UK Government will contribute to this appeal?
I thank the hon. Lady for that question. We are looking now at what we can do to continue playing a leading role in providing humanitarian support, but I think that all Members of the House would agree that we need to put pressure on other countries in the region, and the international community more broadly, to step up to the plate and provide support, and we need to make sure that they fulfil commitments that they have already made.
5. When the Government plan to bring forward legislative proposals to enshrine in law their commitment to spend 0.7% of gross national income on official development assistance.
6. What her Department’s spending priorities are for 2012-13.
In 2012-13, the Department focused its investment on poverty reduction through improving the lives of girls and women, boosting economic development and creating jobs, building open societies and institutions, combating climate change, responding to humanitarian emergencies, and building peaceful states and societies.
The Government have rightly prioritised money for some of the most deprived people around the globe, but can my right hon. Friend reassure me that the Government will also prioritise the ungoverned states in the conflict-affected areas around the world?
I can; 30% of our bilateral aid by 2014-15 will be invested in precisely those states. When the multilateral investment is added, that comes to about half the Department’s budget.
As the Secretary of State will be aware, the Nutrition for Growth event in London last weekend highlighted the importance of investing in nutrition. The Secretary of State will also know that in the countries with which DFID has a bilateral relationship, only about half have an investment in nutrition programme. Will the Department be expanding its commitment to invest in nutrition in developing countries?
We made our own commitments, alongside those of many other countries last Saturday. In total that brought in $4.1 billion of investment between now and 2020, and we will be looking to work with developing countries to develop nutrition plans where there are none, but interestingly, last Saturday we saw many countries with existing plans in which they are already investing.
In the year when we will achieve the historic 0.7% target, does the Secretary of State agree that her Department can get more bang for its development bucks by also championing development right across Government—for instance, with the Department for Business, Innovation and Skills, on tackling the issue of modern-day slavery in the business supply chain?
We need to make sure that all Departments are pulling in the same direction on this agenda, as I am trying to do. The hon. Gentleman is right. Modern-day slavery is a disgrace and my Department will look at what role we can play in relation to human trafficking.
7. What recent contact she has had with the Pakistani Government about UK aid.
Following Pakistan’s historic elections on 11 May, I have spoken with incoming Government Ministers about their priorities, as have my officials. The federal and provincial governments made clear manifesto commitments to reform and now have a clear democratic mandate. The people of Pakistan have put their faith in democracy and they now want to see Governments delivering on those promises.
Tax collection is very weak in Pakistan, with apparently 70% of its MPs not even filing a tax return. Given that Pakistan promised back in 2008 to close its tax loopholes as a condition of an International Monetary Fund loan, why should we believe Pakistan on this occasion that it will be better at collecting the taxes due to it?
My hon. Friend is right to raise the issue, as the International Development Committee did. The incoming Government have a clear-cut manifesto commitment to increase the proportion of GDP from tax collected. We support that, and we hope and expect that they will get on with it.
There have been reports from Pakistan of Christian groups who say they have not had access to the aid coming from the United Kingdom Government. What steps have the Government taken to address that issue directly with the Pakistani Government to ensure that Christian groups get the aid that they should get?
We intend to make sure that our aid reaches all the people who need it, irrespective of ethnic background or anything else. We raised all such issues with the Pakistani Government in the past and will continue to do so with the new Government, now that they are in place. I hope I can do that when I visit Pakistan in the coming weeks.
8. What research her Department has undertaken into the humanitarian effects of the occupation of the west bank.
T1. If she will make a statement on her departmental responsibilities.
Since the last International Development questions, I have attended the high-level panel meeting in New York, met the CBI to discuss how DFID can work with business on development and attended the G8 social impact forum last Thursday. You, Mr Speaker, will recall the parliamentary reception we held last weekend in advance of the G8 Nutrition for Growth event, where we secured commitments of up to £2.7 billion to tackle under-nutrition between now and 2020.
Last year the Secretary of State said that her top priority was women and girls. What steps is she taking to tackle violence against women and girls, especially in the Democratic Republic of the Congo?
My hon. Friend the Under-Secretary of State visited that region comparatively recently. We are looking at how we can scale up our work on tackling violence against women and girls. The hon. Gentleman will be aware that we are also working hand in hand with the Foreign Office on tackling violence against women and girls in conflict.
T2. In recognition of her achievement in securing the 0.7% of gross domestic product target, will the Secretary of State indicate just how many of her investments are leading to improved trade opportunities for the United Kingdom?
We invest around £1 billion in wealth-creating projects, but I would like us to do more in the area of economic development. We need only look at the increase in our exports to China to see how other countries developing their economies will ultimately benefit us, too.
T9. Following the excellent WaterAid campaign on world water day earlier this year, what progress has the Secretary of State made on ensuring that access to clean water and sanitation remains a central part of the post-2015 development goals?
The hon. Lady will have been as pleased as I was to see that sanitation and water feature strongly in the high-level panel’s report passed to the UN Secretary-General a couple of weeks ago. It is really important that we keep that proposed target, which is precisely what the Government will be pressing for.
T3. May I commend the Secretary of State and the Prime Minister for last Saturday’s Nutrition for Growth summit, which showed that improving nutrition is not only about state aid, but about bringing the private sector and philanthropists together to solve the problem of over 1 billion people going hungry?
I am grateful to my hon. Friend for that question, because it shows that if we are to make a real difference, we need ultimately to see Governments working in partnership with business and encouraging responsible investment. If we can work together and bring in the best science, we will have a real chance of tackling under-nutrition.
T10. A member of my staff, Lee Butcher, recently visited Palestine. He was shocked and stunned to see how Palestinians are treated by the Israelis, for example having no water for weeks on end. What can the Government do to help those Palestinians who are suffering such pain?
T4. What discussions have been had with the Government of Pakistan to tackle the issues of population growth, lack of family planning and high maternity deaths?
This Government have focused on family planning; indeed, we hosted a conference on it last year. As regards Pakistan, we have a successful programme in relation to health workers. Of course, the ultimate way to tackle the issues that my hon. Friend talks about is through education. If girls stay in school longer, they get married later and have fewer children and, indeed, healthier children.
On a recent delegation to the west bank, we met President Abbas, who confirmed that the Palestinian Authority pays the families of convicted criminals a salary dependent on the length of time they spend in prison. Since DFID provides direct budget support which is indivisible from the Palestinian Authority’s funds, will the Minister explain and justify how British taxpayers’ money can be spent on paying criminals?
T5. Does my right hon. Friend agree that it would be possible to link our large aid presence in the British embassy in Jakarta more effectively with our trade presence in order to promote new energy solutions like the first biodiesel plant in the country from Gloucestershire’s Green Fuels?
That sounds like a very sensible thought. We work closely with UK Trade & Investment in Whitehall, and I would like that to happen more on the ground in developing countries such as Indonesia.
