In May 2012 the Prime Minister was invited by the UN Secretary-General to co-chair the high-level panel on the post-2015 development agenda, alongside the Presidents of Indonesia and Liberia. The panel was tasked with providing recommendations on successor goals to the millennium development goals (MDGs).

The high-level panel concluded its work last week and I represented the Prime Minister at the final meeting in New York. The 27-member panel included representatives from Government, business and civil society from all regions of the world. Their bold and optimistic report states clearly that we can and must eliminate extreme poverty by 2030. The Prime Minister helped steer the panel to a consensus on the five transformational shifts required to achieve this visionary aim:

1) Leave No One Behind—The MDGs aimed to halve extreme poverty (defined as people earning less than $1.25 a day). The high-level panel report proposes ending poverty by 2030. It also proposes eliminating preventable infant deaths and reducing maternal mortality even further.

2) Put Sustainable Development at the Core—For decades, the environmental and development agendas have been separate. The report brings them together. This means tackling climate change, and making patterns of consumption and production more sustainable.

3) Transform economies for jobs and inclusive growth—Growth is the only long-term solution to end poverty, meaning a much greater focus on promoting jobs through business and entrepreneurship, infrastructure, education and skills, and trade.

4) Build peace and effective, open and accountable institutions for all—Peace and good governance are not optional extras. Responsive and legitimate institutions should encourage the rule of law, property rights, freedom of speech and the media, open political choice and access to justice.

5) Forge a new Global Partnership—Poverty eradication is not just about national Governments. Businesses, community groups, donors, local governments and others all need to work together to see the eradication of extreme poverty.

The panel proposed 12 measurable goals and 54 targets for the international community to rally around to implement these five big ideas.

The final set of post-2015 goals will be negotiated between Governments in the UN over the next two years. The high-level panel’s report provides a bold and practical illustration of how an ambitious and wide-ranging agenda can be brought together in a simple and compelling set of goals. The UK will work with others to ensure that the messages contained in the high-level panel report are reflected in the final set of UN development goals for post-2015, and have a lasting impact for the poorest people in the world.

The Department for International Development (DFID) will shortly commence the triennial review of its oversight arrangements for the Independent Commission for Aid Impact (ICAI).

The Government made a commitment regularly to review public bodies, with the aim of increasing accountability for actions carried out on behalf of the state.

The ICAI’s strategic aim is to provide independent scrutiny of UK aid spending, to promote the delivery of value for money for British taxpayers and to maximise the impact of aid. In accordance with the DFID-ICAI memorandum of understanding, a robust and rigorous review of ICAI must take place by the end of 2013 to assess the continuing need for an independent scrutiny function and the associated governance arrangements.

The review will be conducted in line with relevant Cabinet Office guidance, in two stages. The first stage will:

Identify and examine the key functions of the ICAI and assess how these functions contribute to the core business of DFID;

Assess the requirement for these to continue;

If continuing, assess how the key functions might best be delivered; if one of these options is continuing delivery through the ICAI, then make an assessment against the Government’s “three tests”: technical function; political impartiality; and the need for independence from Ministers.

If the outcome of stage one is that delivery should continue through the ICAI, the second stage of the review will ensure that it is operating in line with the recognised principles of good corporate governance, using the Cabinet Office “comply or explain” standard approach.

Full terms of reference for the review will be placed in the Libraries of both Houses and will be available on the DFID website: www.dfid.gov.uk.

The outcome will be announced in Parliament by the end of December.

More than 430,000 people have been displaced by the conflict in Mali. Access is improving to conflict-affected areas, but the humanitarian response remains challenged by insecurity and sporadic violence. UK humanitarian aid is supporting more than 400,000 Malians with food, medicine and support to refugees in neighbouring countries.

I thank the Secretary of State for her response. More than 250,000 people have been displaced inside Mali and 170,000 Malians have fled to neighbouring countries. What additional assistance will her Department be providing to internally displaced people and refugees?

To date, we have provided about £13 million of overall assistance and we will work with agencies such as the UN, the Red Cross and the World Food Programme to ensure that we have a balanced approach to dealing not just with people in Mali who need our support but, as the hon. Gentleman points out, with the refugees who have fled to neighbouring countries.

Given that the humanitarian situation is likely to get worse until there is a framework of peace, does the Secretary of State support steps towards a UN peacekeeping mission? If so, what does she make of its mandate and the proposed time scale?

My hon. Friend is right that discussions are under way on whether a UN peacekeeping mission can be put in place. Ultimately, if it can sit alongside a political process of reconciliation, that might be one way of starting to create the space not only to get security back into Mali but to provide the conditions for the country to develop in the longer term.

The Office for the Co-ordination of Humanitarian Affairs estimates that 4.3 million people in Mali are in need of humanitarian assistance. Will the Secretary of State update the House on what her Department is doing to ensure access for humanitarian agencies in Mali and in neighbouring countries?

The best thing we can do is work through independent, impartial humanitarian organisations and, through the UN, continue our lobbying work to ensure we have access. Access is a real challenge in places such as Mali and is also, of course, a particular challenge in places such as Syria. Without access, we cannot get humanitarian support to people, and that is why we focus on it.

Last week saw the terrible landmark of 1 million Syrian refugees registered or awaiting registration in the region. A further 2 million people are displaced within Syria. Last week, I raised with the UN the issue of preventing violence against women and girls in this and indeed other humanitarian situations and ensuring that funding supports this.

I welcome the reply from the Secretary of State and the UK’s commitment, but World Vision tells me that counting those unregistered as well as registered there could be as many as 1 million refugees in Lebanon alone. Does she agree that if catastrophe is to be prevented for those people and their host countries we need to make sure that donor countries such as the Gulf states play their part and that assistance reaches unregistered as well as registered refugees?

My hon. Friend is absolutely right. When I visited Jordan earlier this year, I saw for myself how many refugees were not in the camp. Indeed, the majority are in communities outside the camp, which is one reason why we have earmarked specific funding to support, both in Jordan and Lebanon, those refugees who are not in camps. Clearly, as the crisis continues, the pressures on neighbouring countries will grow. The Government are deeply concerned about that, which is why we have urged members of the international community to work together to take action.

Keeping in mind the fact that more than half the refugees in Syria are children, will the Secretary of State tell the House exactly what the Department is doing to support child health, protection and education in this humanitarian disaster?

The hon. Gentleman is absolutely right to raise that issue. About 75% of the refugees are women and children. As I said in my opening answer, we are formally pressing the UN to make sure that the most vulnerable refugees are taken into particular consideration in the construction of plans to support them. We have worked with UNICEF, for example, to provide not just medical assistance but care and counselling for many families, including children who have been through utterly traumatic events.

Will my right hon. Friend outline what steps we can take to protect refugees trying to get from Syria into Turkey? At present, they face fire from Syrian forces.

As my hon. Friend points out, the journeys that many people make en route to refugee camps are fatal in some cases or near fatal in others. It is extremely worrying that, for example, the Syrian Government continue to refuse humanitarian access from Turkey into Syria. We have to work through political and diplomatic routes, but I can assure him that the Government are playing a leading role in making sure that when refugees get out of that country we support them and that, through impartial, independent humanitarian organisations we are still getting support to people who remain in Syria too.

Will the Secretary of State outline what aid has already been granted by her Government to help the refugee crisis in Syria? Is it her intention to increase that aid to alleviate this human tragedy?

We have so far earmarked £140 million of aid overall. That is split partly as support for refugees outside Syria but, as the hon. Gentleman points out, a substantial portion is aimed at supporting people within Syria. It provides support in the form not just of food and shelter but of medical assistance.

As the hon. Gentleman will be aware, the conflict pool is a relatively new mechanism to ensure that the Foreign Office, the Ministry of Defence and my own Department work more closely together in fragile and conflict-ridden situations where we know that partnering up can make a difference. We look with interest at the reports from ICAI and the National Audit Office, and we are looking in the next spending review to see how we can strengthen the process and the effectiveness of the way in which the conflict pool works.

Will the Secretary of State welcome the comments by the Prime Minister that ODA funding can, in some dangerous environments, be used by the military to provide overseas humanitarian aid and development assistance and begin the process of stabilisation?

My hon. Friend raises an important issue. The Prime Minister is right to say that we should be open to new ideas about how my Department and the MOD can work more closely together. As my hon. Friend will be aware, the existing ODA guidelines clearly set out what spend can be counted as ODA and what cannot be, but things such as peacekeeping fall within the ODA definition and we should look at how we can work more closely with the Ministry of Defence.

Since the last oral questions, I have updated the House on the Syrian humanitarian conference in Kuwait and on the Department’s work to support girls and women. This week I made a speech to the London stock exchange and answered in the House on how my Department will up its game on driving economic development in new and emerging markets. I attended the informal meeting of Development Ministers in Dublin in February and the high-level panel meeting on the millennium development goals after 2015 in Monrovia at the end of January, and I look forward to attending the next high-level panel and global partnership steering committee meetings in Indonesia at the end of this month.

It will feature technical assistance to help the Indian Government get the most out of their own £50 billion investment in health and education. My hon. Friend is absolutely right. It is critical that efforts to end FGM are evidence-based, which is why we are investing in research to build the evidence base on what is the most effective approach to ending FGM. FGM is unacceptable wherever it happens in the world, including the UK, and we should never turn a blind eye.

On Monday I asked the Secretary of State whether private companies receiving DFID support will have to demonstrate transparency on their tax arrangements and good practice with regard to employment practices, including pay, throughout their supply chain. She did not give me an answer. Will she now put that right?

The hon. Gentleman seems to have failed to listen to the speech I made and the answers I gave to his urgent question earlier this week. The bottom line is that we know that economic development is ultimately the way to end aid dependency. We want to see an end to aid dependency through jobs. He is writing off the contribution our companies are making, which I think is wrong. Ultimately, he sees only the risks of business, which of course we want to work to mitigate, but we also have to see the opportunities.

No answer, yet again. Turning to another private sector issue, the Secretary of State has refused to publish the findings of the report she commissioned into the use of private consultants. Can she explain why in October last year, three months after the £90 million Growth and Employment in States project in Nigeria was assessed as having produced virtually no results at all, Ministers authorised the payments of an additional £7 million for GEMS 3 to the consultant responsible? How many other consultants have received further funding despite extremely poor performance?

I will take no lectures from the hon. Gentleman on how we use consultants. He never signed off a single consultancy contract when he was a Minister in the Department. The reality is that I have brought forward clear expectations and guidelines on how we work with suppliers. Ultimately, I sign off on the contracts. I will take no lectures from someone who spent £7,000 in his constituency using consultants to help organise public meetings. [Interruption.]

Will the Department ensure that it considers the position of the Berber people in Mali and the surrounding countries, because those who feel that their culture and language are secure are far more likely to want to be part of a lasting peace and development for the region?

My hon. Friend is absolutely right to point out that reconciliation will ultimately come from all the parties around the table having a clear understanding of one another. Mali is an incredibly large country, which is one of the reasons we need to work hard on the process. Ultimately, we need to seek a political resolution; a military one is only a short-term option.

We have had many, many discussions. The hon. Lady will be delighted to hear, I hope, that tax avoidance and tax evasion will be one of the agenda items that this country will put on the table when we host the G8 this year as part of our presidency. I am grateful to my hon. Friend for that question. The UK welcomes the successful global negotiation of the voluntary guidelines on land tenure and is now pushing for their national implementation, including through the G8, so that we can help share best practice and improve land governance.

The hon. Lady will know that this is an issue about which I am particularly concerned. It is vital that we do not lose the gains that have been made in women’s rights in Afghanistan as we see troop draw-down. That is one of the reasons why I have made the issue of women and girls and, in particular, violence a country-strategic priority for our work in Afghanistan.

(Urgent Question): To ask the Secretary of State for International Development to make a statement on her Department’s policy on tied aid, and the criteria applied to private sector contracts in the light of briefings over the weekend and her recent speech to business leaders at the London stock exchange.

I am delighted to update the House on my speech today. There is no change on the Government’s policy on tied aid. I was clear in my speech on 7 February, and again this morning when I said:

“I am not talking about tied aid. I do not believe that is the way to achieve good, sustainable development...It’s the wrong way to go about things.”

That answers the hon. Gentleman’s first point.

Department for International Development contracts are awarded in line with EU procurement regulations. The vast majority are subject to competitive tender. The evaluation process for large contracts includes an assessment of technical and commercial criteria, which are published at the outset of the tender. That answers his second question.

In relation to today’s speech on pursuing poverty reduction and an end to aid dependency through jobs, it is clear that economic growth is vital in developing countries. Wherever long-term per capita growth has been higher than 3%, we have seen significant falls in poverty. Sustainable public services in the developing world, as here in the UK, need a funding stream of tax receipts, and that means a thriving private sector. Today, therefore, I have been discussing how DFID will put increased emphasis on economic development, including through reducing overall barriers to trade and investment; unlocking the ability of entrepreneurs and business people in developing countries to drive economic growth through their own businesses; and fostering greater investment by business in developing countries and those in the UK. I want more businesses, including those in the UK, to join the development push with DFID. We all have the opportunity to help build up responsible trade with developing countries.

Finally, may I welcome the positive response from organisations such as CARE International and the Overseas Development Institute? The former said that

“it’s no longer an option for development agencies to view business as operating in a parallel universe”.

I would say to the Secretary of State that economic growth matters in all countries, although I thank her for her response, despite the fact that these policies should have been announced to the House first.

This year should have been a source of unity and pride for decent Members on both sides of the House and many campaigners across the country. This year, Britain should once again have been a light unto the nations, with the Government honouring Labour’s historic 0.7% commitment. Instead, over the past fortnight, we have seen two cynical interventions that threaten to undermine the UK’s global reputation for progressive development: first, the Prime Minister’s suggestion that holes in the defence budget would be plugged by aid money; and, secondly, the Secretary of State’s ill- advised briefings over the weekend, ahead of her speech today.

We support the private sector’s central role in stimulating jobs and growth in developing countries and welcome the fact that UK companies are seeking to access growing markets, but we are vehemently against tied aid, trickle-down economics and growth that has no focus on inequality or sustainability. I have several questions for the Secretary of State, therefore: first, why did she brief a return to tied aid over the weekend yet deny it today? Secondly, will she assure the House that no company engaged in tax dodging will receive any funding or support from DFID? Thirdly, will she confirm whether companies that are to receive DFID support will have to demonstrate decent employment practices, including acceptable levels of pay to workers in developing countries, throughout their supply chain? Fourthly, under what circumstances does she think that a British company should be awarded a contract in a developing country without having to compete in a fair and transparent tendering process?

As a substantial increase in the DFID budget is set to take effect, these interventions have nothing to do with the national interest or our commitment to the world’s poorest, but are an act of desperation by a Prime Minister who once earned cross-party respect for making the moral case for aid. He is now so weak that he is reduced to misleading the British people that UK aid in the future will largely be devoted to defence and UK business. The big society is gone, the green agenda is gone and now sound development policy has been undermined to satisfy the Tea party tendency in his party. It is the same old Tories.

The Member asking an urgent question normally has some additional questions, but I do not think the hon. Gentleman asked any. He talked about the Daily Mail. We know from his time with the shadow Culture, Media and Sport brief that he is keen on muzzling the press. I noticed that, in spite of all his rhetoric, ultimately he supports what I am saying about getting business more involved in the development push. I must remind him, however, that it was this Government, not the previous Government, who set up a private sector department within DFID. He had 13 years to do that, but failed.

I also noticed how quickly the hon. Gentleman turned to highlighting the risks of businesses getting involved in development. The Government seek to mitigate those risks and are working hard on initiatives on transparency and governance. He will be aware of the ethical trading initiative, which looks at how we can ensure that companies get involved responsibly. I want to set out today not only how we can take steps to mitigate those risks, but how we can tap into the huge opportunities that business, particularly UK business, can offer developing countries to help them develop and, in doing so, lift the poorest people out of poverty. I believe that is not just in the UK national interest—although frankly it is in our national interest to be market-making and to see more economies in this world that we can trade in—but in those people’s interest too. Men or women in developing countries say they have one top priority: to get a job. We can work with business on that.

I welcome my right hon. Friend’s statement this afternoon, but given that the £11 billion that she will have at her disposal this year comes entirely from the pockets of her, my and our collective constituents, is it not right that, wherever possible, it should be returned to British companies that offer first-class equipment and services to overseas countries, which are the beneficiaries of British taxpayers’ aid?

UK companies have a key role to play. In fact, my hon. Friend will be interested to know that, in terms of their value, more than 90% of the contracts awarded by the Government go to UK companies. That is probably because those companies out-compete other companies, but also because we have a strong corporate governance structure, which many other countries seek to emulate.

But is the Minister aware that there are genuine concerns that the objective of 0.7% of gross national income is being swallowed up—or might be—by it being diverted to the Ministry of Defence or some other Department? Does she not agree that development is about removing poverty and ensuring sustainable development? If we are to be convinced that the Government are on the right road, can we have some of the transparency that was promised, for example, in the International Development (Reporting and Transparency) Act 2006?

On the right hon. Gentleman’s last point, we do have transparency. In fact, I think I am right in saying that my Department was rated as the most transparent organisation in the series of stakeholder organisations involved in development. In answer to his earlier question, he will be aware that the definition of official development assistance—as set out by the OECD and monitored by the development assistance committee, or DAC, the organisation that brings together donors—is clear cut, and we will stay within it.

The Secretary of State may wish to correct the record on the private sector team: there has been one in DFID for a number of years. After the Budget next week, will the proportion of the 0.7% commitment spent by Departments other than DFID—if they meet it—be increased, and if so by how much? Will she also confirm that all our spending will be in line with the terms of the International Development Act 2002?

Our spending will be in line with the International Development Act 2002 and the ODA definition. The split of ODA across Departments can change. As the hon. Gentleman knows, we have done a lot of work with the Foreign Office and the Ministry of Defence in conflict and in fragile states. We will continue to look at how we can do that effectively, but I think I am less interested in where ODA sits than I am in the impact it has on the ground. If he really cares about getting the most out of the budget we have got, I hope he will prioritise that over taking cheap political shots.

I agree with my hon. Friend about the impact that economic growth and jobs can have on reducing recipient country dependency. The President of Liberia, Ellen Johnson Sirleaf, has said that aid should not be an alternative to self-sufficiency. Developing countries want to plough their own furrow and take control of their own destiny. We want to reach out beyond the large companies with which we are already working, such as M&S, Diageo, Tesco, Sainsbury’s and other stock exchange-listed companies, to the small and medium-sized companies in Britain, to see whether we can get a broader base of companies to join the development push.

Along with other members of the International Development Committee, I have just come back from Ethiopia, and I can tell the Secretary of State that DFID staff are already working with colleagues in other Government Departments to try to involve British business in development. There is nothing wrong with that, but will she accept that there is no easy line to be drawn between tied aid and untied aid? We have only to look at the way in which the United States’ development efforts work to understand the truth of that. The Tea party tendency that my hon. Friend the Member for Bury South (Mr Lewis) referred to is alive and well in her party, so how will she prevent her announcement today from being used in some quarters to—

The US Agency for International Development—USAID—would accept that part of its development spend takes the form of tied aid, but I have made it very clear that that is not what I am talking about here. I know that the hon. Gentleman finds this issue complex, and I accept that there are risks that we will need to manage, but they can be managed. Instead of seeing only the risks, we should see the opportunities too.

I commend my right hon. Friend for her patience when listening to such sanctimonious drivel from the other side. Does she agree that while well-targeted aid from agencies can alleviate poverty and suffering in the short term, it is only through private business helping to eliminate poverty through micro-finance and through using private ownership, private innovation and private employment that we can achieve a long-term solution to the poverty that she and I are both striving to eliminate?

My hon. Friend is absolutely right. There is another reason that the involvement of the smallest companies in developing countries is so important. Many of them are agricultural smallholdings run by women, and we know that if they can invest in and grow those businesses, 90% of the income will be reinvested in their families and communities, providing a double bonus.

The hon. Lady might have seen that I have today set out our plans to work with Her Majesty’s Revenue and Customs to set up a tax capacity-building unit, which will provide tax expertise to developing countries to help them to broaden their tax base and improve their tax collection. The Chancellor has made it clear that we want to see real progress on tax and tax transparency at the G8, which is why they are on the agenda.

The hon. Member for Birmingham, Northfield (Richard Burden) and I came back from Ethiopia last week. A company called Pittards is investing money from this country to upskill people there—it has helped 1,500 so far and it wants to get up to 5,000. It is paying more than the minimum wage. Does the Secretary of State agree that that is the best way for companies to invest, to get the right products coming back to this country and exported all over the world, and to get women into better jobs?

I completely agree. My hon. Friend has provided a really good example of how this can work in practice. Another good example would be Taylors of Harrogate, which has worked to improve its tea collection and tea capability in Rwanda. It has not only improved things but brought about new products that benefit us all. This is a really practical way of lifting the poorest people in developing countries out of poverty—not just through cash transfers, but by genuinely providing them with what they want: a job.

In my answer to the shadow Secretary of State, I set out the criteria we use for giving out contracts. We need to engage with the CBI—we have already had initial meetings—on how to get a more structured approach to responsibly engaging business in the development push. It is right to point out that there is a good way and a bad way of doing this, as the hon. Member for Denton and Reddish (Andrew Gwynne) says. The key thing for today is to engage in a process, working with the CBI, industry federation bodies, non-governmental organisations and stakeholders, business schools around Britain and other communities, about how to develop a proper strategy for getting business involved in the development push. That is what I want to see happen. To date, we have done a number of ad hoc projects, but now we need to pull them together and develop a more holistic strategy.

Contrary to some of the rhetoric we have heard from the Government on immigration, the vectors that lead to people from these countries coming to this country and elsewhere in Europe are not the benefit system, but poverty, famine, war and insecurity in their own countries. Surely, then, part of our argument to people who are worried about our spending money on development must be that it is in our best interests to enable people to live a decent, healthy life in their home and stay there.

Does the Secretary of State agree that it is somewhat surprising to see the Opposition Front-Bench team being so negative, because this project builds on the good work done not just by this Secretary of State and the previous Secretary of State, my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell), but by the last Labour Government? In fact, the best example I can find of this succeeding was started by the last Labour Government, so perhaps they should be praising us. I refer to the Vodafone and M-Pesa deal—the type of deal we should do a lot more of, yet exactly the type of deal they are criticising today.

Ensuring that we understand the impact of our programmes on women and girls is increasingly dependent on our obtaining good facts—in other words, gender-disaggregated data. All our country programmes involve thinking about how the work that we do affects women and girls. When discussing our economic development strategy with business leaders this morning, I made it clear to them that the issue of women and girls is perhaps the most powerful in driving changes on the ground, not just short-term changes through the alleviation of poverty but changes in attitudes towards women.

I believe that the current millennium development goals expire in 2015, and that—as discussed in Liberia—economic development may be one of the new goals. In my view, the public sector does not have all the answers and neither does the private sector. Before entering Parliament, I worked for one of many good private sector companies, the John Lewis Partnership, which, through both John Lewis and Waitrose, does terrific work with suppliers overseas. Does my right hon. Friend agree that it is rather depressing that the Labour party has so little faith in the ability of such private sector companies to do good in relation to this agenda?

My hon. Friend is very well placed to ask that question, and she is entirely right. I think that we should be proud of the work of companies such as John Lewis and Waitrose, which not only makes business sense for them but makes a huge difference to the thousands of young people whom they are not only employing but “skilling up” in countries such as South Africa. We are delighted to be working with Waitrose. It is projects of that kind that have led me to announce today that I want to do more, and to do it in a more structured way.

Let me also thank my hon. Friend for the incredibly important work that she has been doing in raising awareness of female genital mutilation.

Does my right hon. Friend agree that the public sector is often too large in the poorest countries in the world? My hon. Friend is right. Part of DFID’s work involves helping to create developing-country environments that are, as it were, “investable in”. That means pursuing the Prime Minister’s “golden thread” agenda in relation to the rule of law, the ability to set up contracts and the establishment of the right legal base. Those will all be key ingredients if we are to see business flourish in developing economies.

I believe that this country has more natural links to many of these developing economies than almost any other country in the world. I do agree and, for example, we are talking with Pearson about how we can work more closely with it in places such as Pakistan. A number of sectors in our country’s economy have real value to add. We have talked a lot about retail today, but education is yet another sector where we have so much knowledge and so many skills. We can pass those things on to developing economies, and it is in everybody’s interests to do so.

I congratulate the Secretary of State and the Prime Minister on their continuing commitment to standing by our international obligations to United Nations targets. Does the Secretary of State accept that it is crucial to focus on effectiveness, flexibility and value for money in each situation? Does she agree that that will be done sometimes through supporting security and sometimes through humanitarian aid, but always by using the dynamism of the private sector to maximise the long-term impact?

My hon. Friend is right. Even when we are building up core basic services, the innovation of the private sector has a real role to play, and my Department has sought to tap into that. Will my right hon. Friend use her position to encourage both her Department and the many aid organisations that it supports and funds to start buying more British-manufactured vehicles? Far too often we see foreign-manufactured vehicles being purchased by aid organisations, even though we all know that the best 4x4s are manufactured in the midlands and have a Land Rover badge on the front of them.

Fifty years ago, South Korea had the same GDP per head as Ghana and now its figure is about the same as the UK’s. This has been achieved by trade, not principally aid. What more could the Department do to ensure that there are more South Koreas—we hope in sub-Saharan Africa—in the next 50 years?

In the past decade, sub-Saharan Africa has probably had one of the fastest growth rates in the global economy. As my speech set out, and as my hon. Friend rightly says, we need to do more work in this area and to work in the business environment to really drive economic development and jobs.

With permission, Mr. Speaker, I would like to make a statement on the UK’s international development work to support girls and women.

Tomorrow, we will mark international women’s day, which takes place amidst the negotiations of the UN Commission on the Status of Women in New York. The focus of this year’s CSW is on eliminating all violence against women and girls and sending the strongest international signal that the routine, everyday violence perpetrated against girls and women globally must end. The outcome of this year’s CSW is by no means assured, however, and last year’s meeting failed to reach any conclusions, so the UK Government have been working tirelessly to avoid a similar outcome this year.

This week, the Under-Secretary of State for International Development, my hon. Friend the Member for Hornsey and Wood Green (Lynne Featherstone), has been attending the meeting in New York, and last night I spoke to our ambassador to the United Nations to identify what more the UK could do. Both I and my hon. Friend have been playing our role in making the case for significantly upping our work in this area. We have also been making the necessary calls and co-ordinating supporters to get a successful outcome. We cannot afford to repeat the failure of last year.

Alongside that key opportunity at the CSW, I want to inform the House of my intention to step up the UK Government’s support for girls and women in the world’s poorest countries. We have already helped to make great strides globally. Since 2011, our country has supported more than 2.5 million girls to go to primary school and a quarter of a million to make the transition to secondary school. We have helped nearly three quarters of a million women to access financial services, helped to secure property and land rights for nearly a quarter of a million women, and supported 1 million additional women to use modern methods of family planning.

It is also appropriate this week to underline how urgent and great is the need for further sustained action. Around the world, one in three girls and women will be beaten or raped in their lifetime. Fewer than 20% of girls in sub-Saharan Africa have the chance to go to secondary school. A third of girls in the developing world marry before the age of 18, some as young as seven. Despite performing two thirds of the world’s work, women earn only 10% of the income and own only 1% of the property. Women represent only 20% of the world’s political leaders. I do not believe that there can be sustained development when only half a country’s population is involved.

The evidence shows that when the potential of girls and women is unleashed, there are incredible returns for girls and women themselves, and for whole societies and economies. Investing in girls and women is the smart thing to do. An extra year of primary schooling for girls increases their wages by up to 20% and the return is even higher for secondary school. Such education means that women marry later and have fewer children, and that there are better health outcomes for the children they do have.

Investing in women and girls is also the right thing to do. It is a matter of universal basic human rights. I believe that it represents the greatest unmet challenge of our time. The challenge is about three things to my mind: choice, so that girls and women can choose when they have children and how many; control, so that women and girls are free from violence and can take control of their working lives and incomes; and voice, so that girls and women can be heard and are able to speak out safely in their communities and at the national level. I intend to target DFID’s efforts relentlessly on improving the lives of the poorest girls and women in those crucial areas.

On choice, we will honour the commitment that my right hon. Friend the Prime Minister made at the London summit on family planning last year. In addition, this week DFID is releasing funding for contraceptives that will help avert about 2.6 million unintended pregnancies, prevent the deaths of more than 4,500 women during pregnancy and childbirth, and avoid almost 65,000 infant deaths, and we will look to do more still.

On Afghanistan, I have decided that the UK country plan will include tackling violence against women and girls as a country strategic priority. As troop draw-down takes place, gains must be built on and not lost.

DFID is developing an ambitious new £35 million programme to combat female genital mutilation and cutting—the biggest ever investment in eradicating the practice. We want to help end the practice in a generation.

I have established a research and innovation fund to drive forward successful initiatives to tackle violence against women and girls, and new programmes that respond to the specific needs of girls and women in the Democratic Republic of the Congo and Syrian refugees.

Later this year, I will launch an international call to action on violence against women and girls in humanitarian emergencies. An event in the autumn will bring agencies, donors and advocates together to ensure that we all collectively up our game. I have written to the UN emergency relief co-ordinator, Valerie Amos, and the UN Secretary-General to call on them to put the needs of women and girls clearly at the heart of humanitarian programmes, including in Syria, where the number of refugees has passed the terrible 1 million landmark.

Finally, on control, the ability of girls and women to earn an income and control how they spend it is also essential, but the evidence on what works in this area urgently needs building. That is why I have just launched a new partnership with the World Bank for a “gender innovation lab” to test what works in terms of giving girls and women control over their economic lives. On participation, research clearly demonstrates that women’s political participation achieves real changes. So I have agreed funding for a new leadership for change programme, supporting the leadership skills of girls and women and the opportunities for them to make a difference in their local communities and nationally.

As we continue our work on those issues, we will also reach out to new partners. I know that we cannot simply preach to the converted; we need to do what works, working with whoever we can to make it work on the ground. I am therefore establishing an expert advisory group on girls and women, involving people from different worlds and including leaders from the human rights community, the private sector and civil society to help shape my Department’s work in this area.

During our G8 presidency, we are working across government in support of the Foreign Secretary’s vital preventing sexual violence initiative to ensure that G8 members sign up to pledges on this unacceptably neglected issue. On the post-2015 agenda, we will work to ensure that issues of voice, choice and control for girls and women are central in the new framework. I believe that is critical if we are to become the generation that eradicates absolute poverty.

Britain needs to play a leading role globally, not just by effort but by example. We must all ask the searching questions and never turn a blind eye to women treated unacceptably in our own country. Yesterday’s shocking EU report highlighted that there are 65,000 victims of female genital mutilation in the UK and a further 30,000 at risk. I pay tribute to the work that my ministerial colleague the International Development Under-Secretary has done, not just at home, but abroad, in tackling this issue. However, we have to be prepared to fight that battle here in the UK as well as internationally. So I believe that today, the day the before international women’s day, is a key opportunity for the House to come together in support of seeking irreversible gains in rights for girls and women and an end to violence for girls and women. I know that hon. Members will wish to send a collective signal of support for this goal—they will want it to come not just from the Government, but from Parliament as a whole—and I commend this statement to the House.

I thank the right hon. Lady for advance sight of her statement, and from the outset may I make it clear that we support the important work that she and the Foreign Secretary are doing on the crucial issues of the rights of girls and women, and tackling violence against women?

It is an indisputable fact that there is a direct correlation between women’s rights and progress in developing countries, especially in conflict-ridden and fragile states. Of course, sustainable investment matters, which is why I want to begin by asking the Secretary of State how she can justify the Tory-led Government’s consistent failure to enshrine the UK’s 0.7% commitment in law. Last Friday, a Tory Back Bencher once again blocked the progress of the private Member’s Bill of my hon. Friend the Member for Preston (Mark Hendrick). May I remind the right hon. Lady that her party’s election manifesto promised to legislate on this in the first Session of Parliament? Is it not time she reminded her Back Benchers —left, centre and Tea party—that they each stood on that manifesto at the last election? If the measure is not in the Queen’s Speech, that will be not only a broken promise, but yet more evidence that although the Prime Minister may still be in office, he is no longer in power.

On the eve of international women’s day, it is right that we think about how UK aid can be focused to address the scourge of violence against women and girls. On my most recent visit to eastern Democratic Republic of the Congo with World Vision, I saw for myself the terrible impact that sexual violence has on the lives of women, their families and their communities. One woman told me how three soldiers from a militia group had gang-raped her and left her for dead. In the same attack her husband and three children were taken away and she never saw them again. Every day, that woman and many like her cope with emotional and physical scars that may lessen over time but will never heal. It is essential that we tackle the culture of impunity, as well as the underlying causes of violence against women. More needs to be done to help women whose lives are blighted by violence and conflict. Will the Secretary of State say what her Department is doing to encourage the involvement of women in peacemaking and political reconciliation design and processes, and in bringing to justice those who use rape as a weapon of war?

International co-operation and co-ordination to prevent sexual violence in conflict on the ground is central to any response. What are the Government doing to address the fact that action against gender-based violence internationally remains chronically underfunded? Will she join me in expressing support for the One Billion Rising campaign led by Eve Ensler? Organisations such as UN Women have great potential but they do not have the long-term financial support required to fulfil their important mandate. The aim is to join up the work done across the UN on gender equality and women’s empowerment, pooling resources to increase its impact and reach. As a member of the UN Women executive, will the Secretary of State tell the House what steps the UK Government are taking to encourage other donors—private or public—to help ensure that UN Women has the core funding it needs to continue its work and support women’s empowerment and gender equality?

I am reassured to hear that the Under-Secretary of State for International Development is taking a leading role in UN negotiations on the UN Commission on the Status of Women in New York. Will she please clarify what specific outcomes she is seeking to achieve and what criteria she will use to judge success?

The Secretary of State is right to focus on giving women choice through quality educational opportunities and access to essential family planning and education programmes that will help avert unintended pregnancies and prevent deaths. As she is aware, however, US restrictions specifically related to abortion mean that humanitarian aid managed by the International Committee of the Red Cross cannot be used—shamefully—for victims of rape. Norway has made a bilateral request to the US that it lift the abortion ban on humanitarian aid for women raped in war as a matter of US compliance with the Geneva conventions. Will the UK follow Norway’s example and make similar representations to our US allies?

I welcome the Secretary of State’s announcement of a new programme to combat female genital mutilation. Like I and every Member of the House she will have been horrified by the statistics that were revealed this week. I pay tribute to the Under-Secretary of State for International Development who has worked over a long period to highlight an issue that has not been given enough attention in the past. In that context, what steps is the Secretary of State taking to end the practice in the UK, working with colleagues across the Government, and how can we go further and provide protection against forced marriages and domestic abuse?

Finally, I am reassured to hear that the Secretary of State is prioritising women’s rights and empowerment in discussions on a new post-2015 development framework. Does she agree that only a clear focus in that new framework on inequality and human rights will ensure an end to the exploitation of women across the world?

I am sorry that the hon. Gentleman started his remarks in a tone that did not particularly fit my statement, but in response to his question, it is the Government’s intention to enshrine the aid target of 0.7% in law. I emphasise, however, that we have already been getting on with that this year.

I am pleased that the hon. Gentleman had a chance to visit the Democratic Republic of the Congo, and he rightly spoke about the need to tackle some of the underlying root causes linked to attitudes and social norms. Such factors are one reason why it is particularly challenging to make progress in this area. We cannot have a one-size-fits-all approach and our work must be country-specific and tailored to the needs of that country. That is precisely what we do, and we are working in about 20 countries. A good example of such work is the Tawanmandi programme that the Government have supported in Afghanistan. It works with a number of community groups but sits alongside work nationally to strengthen women’s participation at a political level.

We must also work—as we do—to strengthen justice systems so that when crimes take place there is no sense of impunity for those crimes, and steps can be taken to bring the perpetrators to justice. We have all seen the shocking statistics about the lack of justice for women who suffer sexual violence during conflicts, which is why the Foreign Secretary is right to champion this issue.

My Department has supported the One Billion Rising campaign, and I am delighted to say that the online petition on our website has been signed by nearly 30,000 people. It is an important matter, which is why the CSW is right to focus this year on eradicating violence against women.

The hon. Gentleman asked about the role of UN Women. It is still a relatively new organisation, having been set up in 2011. It is an amalgamation of some existing UN agencies that have worked in the area of women’s rights. I have spoken with Michelle Bachelet on a couple of occasions about the work that UN Women does. She is clear that the organisation needs to reform in order to be able to work more effectively at the UN level and in terms of its programmes at country level.

As the hon. Gentleman will be aware, the Government have introduced the multilateral aid review, which systematically looks at the effectiveness of taxpayer money as used via multilateral organisations such as UN Women. That organisation was not in existence the last time we carried out that review, but I hope that it will get a good score in the next MAR. We are working with UN Women to ensure that it can achieve that.

The hon. Gentleman asked about our aspirations for the CSW. If he has read the draft conclusions being debated in New York this week and next, he will see that they are strong conclusions and we should resist any watering down, although we should also recognise the element of negotiation in the process. I can assure him that the work that we have done in public and private includes lobbying; cajoling countries that often stay silent to speak up; and encouraging like-minded countries that are in favour of the CSW’s conclusions to work together. That work has seen a significant increase this year compared with previous years. It would be a significant backward step for women’s rights if we were to fail to reach good, strong conclusions at this year’s CSW, and we are working towards reaching those conclusions.

Finally, the hon. Gentleman asked about abortion. We all recognise how sensitive that issue is, but the UK has often been one of a handful of donors who are prepared to fund work to ensure that women can have safe abortions, especially when they have become pregnant through violence and in conflict situations. We recognise that this is a sensitive area for other countries, but I can assure him that we raise our concerns. It is an important area, and the UK can be proud that in spite of it being a sensitive issue we have ensured that we provide support to women who need it in that situation.

I warmly welcome the Secretary of State’s statement. It is incredibly heartening and we are all very encouraged by it. I especially welcome what she said about female genital mutilation. In the last few years through the all-party group, I have had the privilege of meeting some fantastic grass-roots campaigners from Africa. Can my right hon. Friend confirm that we will support these amazing people—mostly women—working in country and with diaspora communities, to find out what really works on the ground and to back them up in their brave and important fight?

We are supporting the UN joint programme in work in this area. My hon. Friend is right: some of the strongest advocates in ending FGC are those people who have themselves suffered. It is a terrible practice. Interestingly, it is not a religious practice, and we can enlist the support of religious leaders in making the case in their communities about why this practice should end. It is worth saying that the EU report published yesterday confirms that work remains to be done right here in the UK, and we must not shy away from that.

I welcome the Secretary of State’s statement, but a lot of the aims are being put at grave risk by continuing sexual violence in conflict situations. Strengthening the terms of the draft arms treaty is one thing that could make a difference. What discussions is the Department having with the Foreign Secretary on this important matter?

I assure the hon. Lady that the Department has discussions with the Foreign Office, and my right hon. Friend the Minister of State leads that work. She is right that the focus on women and girls, particularly in relation to the prevention of sexual violence in conflict, must run through the Government’s work, not just in DFID but in other Departments too, and that is why I welcome the Foreign Secretary championing the initiative. It will also be on our G8 agenda; we will be beating the drum to ensure that other G8 members sign up to that effort and join us.

I wholeheartedly welcome the statement. I am proud of the work that the Government are doing to lead the world on gender equality, and in particular I commend the Under-Secretary of State for International Development, my hon. Friend the Member for Hornsey and Wood Green (Lynne Featherstone), for her work in New York. However, we must ensure that other countries play their part. The Prime Minister is co-chairing the high-level panel to devise the next set of millennium development goals in Bali later this month. Will the Secretary of State urge him, in that leading role, to press for a stand-alone goal on gender equality and women’s empowerment?

I have been clear that I believe we need a stand-alone goal, and that we need to see these issues right the way through any new development framework. As my hon. Friend knows, the debate on what the new development framework should be once the millennium development goals come to an end in 2015 is at an early stage, but I can reassure her that, having been to the first two meetings in London and with the Prime Minister in Liberia, there is an understanding that it is vital for the issue of gender, which was in one of the MDGs in the first development framework, to be in the next framework.

I would like to press the Secretary of State a little further on the issue of Syrian refugees, which she touched on in her statement. The number of refugees has now hit the 1 million mark, and two-thirds of them are women and children. The UN has said that it lacks the funds necessary to deal with the crisis. Yesterday, the Foreign Secretary said that the UK

“will seek new ways to relieve the humanitarian crisis”.—[Official Report, 6 March 2013; Vol. 559, c. 962.]

Will she elaborate a little further on what that will involve? Does she anticipate the UK increasing its financial contribution to the aid effort?

The UK has played a leading role not only in providing financial and humanitarian assistance to help alleviate the suffering of the 1 million refugees and, in addition, the many displaced people within Syria, but in beating the drum for other countries to step up to the plate. The Kuwait conference I attended a few weeks ago saw Arab nations, in particular, begin to put in significant funding. The hon. Gentleman asks what more we can do. I am prepared to do more. Unfortunately, if we continue to see refugees streaming across the Syrian border into neighbouring countries, it is likely that we will need to do more. As I said in my statement, I raised formally at the UN the issue of how we deal with women and girls. That needs to be carefully thought through and never missed in our humanitarian work. From looking at similar situations, such as in Haiti, we know that it is easy for the plight of women and girls to be missed. They are never more vulnerable than in such situations. The hon. Gentleman is right to raise the issue, and I assure him that we are raising it in the UN to ensure that the risks are mitigated wherever possible.

I congratulate the International Development Secretary on her statement, which clearly demonstrates the UK’s commitment to women’s rights around the world. I particularly welcome her commitment to tackling violence against women as a strategic priority for Afghanistan. Does she agree that we should ensure that human rights defenders and women in public office in Afghanistan are protected? They are particularly targeted for abuse and violent intimidation when they stand up for women’s rights. These women are our allies in ensuring and improving women’s rights in Afghanistan and we should be doing more to protect and support them.

In short, I agree with my hon. Friend. Some of the most courageous people I have met during my time in this role were the women I met when I went to Afghanistan at the end of last year. They are amazing women who are literally putting their lives on the line to stand up for women’s rights in Afghanistan. They should be supported in doing that, which is precisely why I believe it is now time to make this issue a more strategic priority in the work DFID does in Afghanistan.

Last Friday I took part in an event at Aberdeen university which showed a moving film called “Sister”, which highlighted the reality for pregnant women in developing countries. The film was a graphic demonstration of why millennium development goal 5, on maternal health, is still some way from being met. What action are the Government taking to improve maternal health in developing countries and increase the survival rates of women and their babies?

Interestingly, in spite of all the progress that has been mentioned, there is a huge issue, with issues in childbirth and pregnancy still representing the largest reason for death among girls aged 15 to 19 in developing countries. We are addressing that through a range of health interventions in many programmes, but also through family planning, as I have said, and, critically, education. We know that the better educated women become, particularly if they not only get to primary school, but go on to secondary school, the later they start their families and the healthier those families will be. However, there is still a huge amount of work to be done in this area, and that is what we are getting on with.

I think the whole House will welcome my right hon. Friend’s statement. Does she agree that all the millennium development goals are important in supporting women and girls? For example, on water and sanitation, if girls have appalling sanitation when they go to school, they will be less inclined to stay there. They will drift away from school and remain illiterate. Some 40% of girls in countries such as Ethiopia are illiterate; therefore, our family planning and other initiatives tend to fall on deaf ears and those girls miss out on life chances. When we look at post 2015, we need to ensure that we take all the millennium development goals forward and not cherry-pick one or another. They are a comprehensive set that all need to be taken forward if we are to support women and girls.

My hon. Friend is right. Recently I saw some research showing that while men in developing countries viewed water and sanitation as their seventh highest priority, for women it was number two. Interestingly, I think I am right in saying that the No. 1 priority for both men and women was getting a job. I will be making a speech next week about how DFID can help to make that happen.

When I asked about the arms trade treaty at Foreign Office questions on Tuesday, I was assured that although no DFID Minister was going to the talks later this month, they were very much taking an interest in it, working the phones and so on. I was therefore concerned by the Secretary of State’s response to my hon. Friend the Member for Edinburgh East (Sheila Gilmore), which implied that the issue is simply not on her radar at all, when it is so important to the matters addressed by her Department, such as poverty among women and gender-based violence. Can I urge her to give it real priority?

I can assure the hon. Lady that I do give the issue priority. I am making a statement today precisely because I think that the issue of women and girls is so important in all aspects. I hope she can welcome that. To reiterate, I take her point on board. I regularly meet the Foreign Secretary to discuss the work our two Departments do together and I can assure her that this is precisely the sort of issue I discuss with him.

I congratulate the Secretary of State on the excellent job she is doing and on today’s statement. On the issue of abortion, although I completely understand that women who are subject to sexual violence and other issues that bring about unwanted babies might want access to abortions, will the Secretary of State assure the House that there will be strict criteria for the use of British taxpayers’ money for abortions and that it will not be for abortion on demand?

I think I can provide that assurance. Our involvement has not been about the rights and wrongs of abortion. In countries where abortion is permitted, and where we can support programmes that make safe abortion possible rather than allowing unsafe abortions, that is what we have focused on.

I very much welcome today’s statement. Earlier this week, I chaired a joint meeting of the all-party parliamentary groups on international development and the environment and on water and sanitation in developing countries. We learned that, notwithstanding the huge progress that has been made on access to water, sanitation and hygiene, women and girls are consistently and substantially left behind when we measure success, not least because of the taboos around menstruation and childbirth. Are the Government confident that the ways in which they intend to measure the effectiveness of their new initiatives will fully capture their impact on women and girls and uphold their basic rights and dignities?

I am confident, but there is a lot of work to be done. At a basic level, we are now focusing on gender-disaggregated data, so that we can understand the impact of our programmes in terms not only of overall value for money but of how they impact on men and on women. That is a significant programme of work for us. The hon. Lady is right to highlight this point, and we are increasingly starting to look at how our programmes affect women and girls explicitly.

With the support of DFID, ShelterBox, a very good charity based in Cornwall, is delivering practical support to refugees in Syria and Lebanon. What more can be done to support the women and girls who are fleeing from the dreadful atrocities in Syria—particularly the sexual violence that is being committed against them?

There are a number of things. First, we must ensure that we have human rights monitors who are able to go into Syria so that we can find out for ourselves what is happening on the ground. Secondly, many of the women who are leaving are by that stage the head of their household as their husbands are no longer with them, and we must ensure that they get not only the care, often medical care, that they need but counselling for the trauma that they—and, often, their children—have gone through in order to make it to the refugee camps.

I welcome every word of the Secretary of State’s statement, but I want to dispute one letter. She spoke of setting up an expert advisory group on girls and women. Will she also ensure that it is an expert advisory group of girls and women? Perhaps it could include people such as my constituent Samira Khalil, a young woman from an Afghani family who was educated in Brent North and is now studying at Cambridge, or Faisa Mohamoud, who works for the Help Somalia Foundation and who could tell the right hon. Lady a thing or two about female genital mutilation and how it affects that community. Let us make sure that it is a women-led group with women’s experience at the heart of it.

Yes, I was delighted by that. It was very good of Amnesty to allow me to make my speech at its headquarters here in London. Amnesty has been pressing us for some time to focus more strategically on the work that we are doing, particularly on women and girls in Afghanistan, and I was pleased to be able to set those policies out to Kate on Monday.

I welcome the priority that the Secretary of State is giving to women and girls, and I hope that she welcomes the work that the International Development Committee is doing on the subject at the moment. I once asked the noble Baroness Afshar, before she was appointed to the House of Lords, what would make the most difference to British development policy in supporting women and girls. She said that it would be to ensure that there always had to be a woman’s signature on the cheque book. When the Secretary of State is talking about budget support, will she seek to ensure that, when decisions are taken by the Governments to whom we give money, women Ministers in those Governments are required to sign off any decisions before they are made?

I am not sure whether we can go quite that far in practice, but I can assure the hon. Gentleman that the focus on women and girls will become a more hard-coded bit of our Department from now on. For example, our multilateral aid review is currently under way, but when we do our next one in 2015, the way in which multilateral agencies look at the issues of women and girls will be one of the factors that we use in assessing their performance. He is right to say that we want to see countries moving in the right direction on this agenda. The debate that is happening in New York, in which the Under-Secretary of State for International Development, my hon. Friend the Member for Hornsey and Wood Green (Lynne Featherstone), has been involved this week, shows that that is a challenge, but it is one that we need to meet head on.

I thoroughly commend my right hon. Friend for her powerful and moving statement. Will she commend the work of the Global Poverty Project, which has done so much to promote the empowerment of women as one of the five principles that are absolutely essential to rescuing societies from poverty and despair? Can she tell us what support she is giving to the project in order to help it in this important work, which is winning the argument?

I will write to my hon. Friend about the precise support that we are giving to the project, but I can say that some amazing work has been done by such organisations. In the UK, Emmeline Pankhurst was being arrested for fighting for votes for women 100 years ago. It is staggering that in so many other countries, women’s rights are still at such a basic level and still having to be fought for. I said this week that the issue of women’s rights remains one of the greatest unmet human challenges that the world faces, and it is incredibly important that we do anything we can to work with those organisations to raise the issue and do something about it.

Last April, members of the associate parliamentary group for the Republic of Sudan and South Sudan and I visited Lakes state in South Sudan and saw for ourselves the enormously empowering effect that smallholder agriculture projects can have on women’s economic rights in sub-Saharan Africa. Will the Secretary of State tell us what investment plans her Department has to support women’s economic development in that region during the remainder of this Parliament?

I know that my hon. Friend the Under-Secretary of State for International Development has looked at this area. Sudan and South Sudan are among the most challenging areas in which we carry out our work, and women’s economic empowerment in the region is incredibly important. In countries such as Kenya, women have access to only 1% of land titles, and without collateral, women cannot get a loan. Without a loan, they cannot develop their businesses. Much of our work is related to access to finance, as well as to allowing and helping women to grow the small businesses that they want to run, many of which involve agriculture and farming.

In recognising international girls’ and women’s day, may I say how sad it was that the Opposition opened up by complaining about the 0.7% of GDP official development assistance spending? They had 13 years in which to correct that position, and this Government are already spending that amount. It was sad that they had to open up with those comments.

I commend my right hon. Friend’s powerful statement, from which I will take away some stark statistics. Women perform two thirds of the world’s work, but they earn only 10% of the income, own 1% of the property and hold 20% of the leadership positions. That suggests that there is much more work to be done. She mentioned that there had not been a good outcome at the UN talks last year. Will she tell us what needs to happen this year to ensure that that outcome is not repeated?

All countries that have been keen to see the strong draft conclusions agreed have been lobbying furiously behind the scenes and in public. I have had two conversations with Michelle Bachelet, and my hon. Friend the Under-Secretary of State has done some excellent work this week in New York on behalf of the Government as the cross-government champion on violence against women. At EU level, we have encouraged a unanimous EU approach to the issue. However, there is no doubt that those countries that do not want to see progress have also been getting organised, and there is no guarantee that we will be able to avoid a repeat of last year’s outcome. That would be a tragedy, and it is one that we are desperately trying to avoid.

I was disappointed with the last speaker’s remarks, as it has been demonstrated here that there is a lot of support across the House for what the Secretary of State has done. I, for one, welcome her statement. Will she tell me what progress has been made to stop the trafficking of women?

The hon. Gentleman will be pleased to hear that we are nearing completion of a programme that will up our game in combating human trafficking. We have done a lot of work on it, although it is not quite finished in the sense of us being able to roll it out. We want to do more work on the subject. I have met the head of the all-party parliamentary group on human trafficking, my hon. Friend the Member for Wellingborough (Mr Bone), who has campaigned tirelessly on the issue himself. One of my Department’s roles is not just to focus on countries in which we see women’s rights being eroded, but where aspects of that relate to the UK, to see what we can do by working with UK Government Departments to stop this terrible trade.

The Secretary of State rightly makes a lot of empowerment, and I commend the work of her Department in Nigeria, particularly on the development of school-based management committees and girls’ clubs in primary schools. Solidarity is an important facet of dealing with the problem and the Department has gone a long way to achieving it, although there remains much to do. Also critical is the need for more women teachers.

I thank my hon. Friend for those words. Nigeria is a huge country, and we have a very large education programme—two programmes, in fact—that can be a real challenge to deliver, particularly when we are often working in remote rural areas. As he says, part of our work is to make sure that we have a programme that sees girls able to talk about issues and to get educated at the same time. The issue of women teachers is a particularly important one. We often see—not necessarily in Nigeria, but across the world—women teachers being intimidated not to get involved in teaching. The earlier little girls can see role models of women doing jobs, having successful careers and earning income, the better. That is why the issue is so important.

My wife grew up in Kenya and now sponsors a family there through Plan UK. Has the Secretary of State had a chance to speak to Plan UK about its assessment of how we can help women and girls in Kenya?

I have not met Plan UK explicitly, although I know it is coming into my Department in the next few weeks. Its work in Kenya has, I think, been transformational. Real progress is being made in Kenya generally. Where I would like to see my Department doing more is in helping the country’s economy to develop. Ultimately, alongside developing public services and improving basic services, Kenya needs economic growth and jobs. Interestingly, UK companies did £1 billion-worth of trade with Kenya last year. I have no doubt that companies will have a role to play in joining the development push where Kenya is concerned.

I welcome the Secretary of State’s statement. She will know that Pakistan will be one of the largest recipients of UK aid by 2015. One of the biggest problems facing Pakistan is population growth and lack of family planning, which has led to about 80% of maternal deaths. What discussions has my right hon. Friend had with the Government of Pakistan to address these issues?

I was in Pakistan a few weeks ago, and I had the very same discussions that my hon. Friend mentions. Interestingly, much of the work we do for girls in Pakistan is focused on education. We have a huge programme, focused particularly on states such as Punjab, that provides young girls with the chance to go to primary school and then on to secondary school for the very first time. We know statistically that when girls spend more time in school, they are less likely to start a family quite so early. Alongside direct family planning and access to safe family planning, that is one of the best ways of tackling these issues in the long term.

All who believe in fairness through gender equality will welcome the Secretary of State’s statement. Does my right hon. Friend agree that if we are to maximise the British voice on the international plain, we must focus absolutely on gender mutilation and other abuses here in Britain, as well as on other equality issues such as the continuing wage gender gap?

My hon. Friend is right; in a nutshell, we have got to walk the talk. However sensitive and difficult it can sometimes be to discuss what is happening in our own country on women’s rights, particularly regarding FGM or forced marriage, I think we have to have that debate. It is time that we did. I hope we can lead by example. I pay tribute to the work that my right hon. Friends the Home Secretary and the Secretary of State for Culture, Media and Sport are doing in this area. If we are to be credible, that work is vital and it must go on alongside the work my Department is doing.

I congratulate my right hon. Friend on her statement and on all the work she is doing as Secretary of State for International Development. She quite rightly mentioned in her statement that she will apply special measures to the Afghanistan programme, but which other countries that are recipients of UK aid have most to do to improve their record on women and girls?

Unfortunately, it is quite difficult to single out any particular countries, but we know that when we invest £35 million to tackle female genital cutting, we are aiming to eradicate the practice in 15 countries. In some communities, however, this practice is starting up, so we are not necessarily combating a problem that has reached its zenith so that we are trying to get it down to zero. We are working against the tide in some places, so I am not going to single out particular countries, not least because we want to hold out a hand to them to get them to move along the path we want. We are careful about how we manage to achieve that.

I warmly welcome my right hon. Friend’s statement. Yesterday, I attended a meeting hosted by Raja Najabat Hussain, the chairman of the Jammu Kashmir self-determination movement, and met the head of the women’s wing of that organisation to mark international women’s day. Kashmiri women and girls have been deeply affected by the dispute in the region and have been denied their basic human rights for far too long. I welcome what my right hon. Friend has said about her work in areas such as Afghanistan and Syria, but what more can we do to support the women and girls of Kashmir?

We have talked a lot about education and health today, but some of the work on justice and strengthening justice systems is also important alongside that, as is ensuring that the right laws are in place at the legislative level, so that women and girls have recourse at the national level. Those are the other building blocks that we should try to ensure are in place. Part of what DFID does is to work with institutions to strengthen them so that they are better able to deal with these issues—from a top-down basis, as well as from a grass-roots programme bottom-up basis. My hon. Friend mentioned the particular area of Kashmir, which is representative of the fact that in many of the places where DFID does its work, the circumstances are incredibly challenging—so much so in some cases that it is quite hard for our staff practically to get out and deliver the job and the programmes. Yet that is what they do, and I would like to take this opportunity to pay tribute to all the DFID staff in all those countries whose living conditions are incredibly challenging. They get on with their jobs and make a huge difference to the people they help.

Raising my daughter over the last 10 years has been one of the most important roles I will ever carry out. I seek assurances from my right hon. Friend that when it comes to DFID projects, fathers and responsible male role models are, wherever possible, made part of the upbringing of disadvantaged girls?

I can give my hon. Friend those assurances. We are funding programmes in Nigeria, for example, which do just that. Part of the research that we are conducting on violence against girls and women and how it can be tackled relates to how we can change attitudes and involve boys and men in the eradication of such violence.

It is very sad that some people are suggesting that there are more slaves in the world than there have ever been before. As a delegate to the International Committee of the Red Cross, my wife watched slavers moving across south Sudan towards the middle east with girls, boys, women—mainly—and a few men. What measures can my right hon. Friend take to try to stop this abominable trade?

My hon. Friend is right to raise that issue. It is 180 years since the House passed an Act abolishing slavery, but in reality, as he says, that is the day-to-day life that many people face. I assure him that I work tirelessly with the Foreign Secretary to combat it.

We must tackle the problem at national and international levels and at the grass roots, but if we are to tackle some of the root causes, we must also enable people to be more valuable if they stay where they are, which means ensuring that they are educated and have skills. The biggest value that they have should lie in their staying put and doing a job domestically. In future, the economic development aspect of what DIFD does will need to constitute a far bigger part of its overall work than it has in the past. Ultimately, trafficking and slavery are about money, so we need to change the money argument if we are to see a real change in outcomes.

Last week I was a member of a Conservative Women’s Forum panel discussing sanitation and water. A representative of WaterAid said that some of schools that are now being built—and it is fantastic that girls are getting into schools—do not have bathrooms. Can we do anything about that? Should we not take all possible opportunities to achieve the millennium development goals referred to earlier by the hon. Member for Moray (Angus Robertson) and my hon. Friend the Member for Banbury (Sir Tony Baldry)?

My hon. Friend is right. It is often not good enough just to establish the infrastructure. We need to ensure that we have looked at every aspect of the barriers that prevent girls from going to school.

When I was visiting family members back in Rotherham the other day—I will keep it brief, Mr. Deputy Speaker—I opened the Rotherham Advertiser to see the headline “Knickers for Malawi”. Two women in Rotherham are collecting knickers and sending them to little girls in Malawi, because, as we know, one of the reasons parents are reticent about sending their girls to school is their worry about the girls not having the appropriate underwear —and who can blame them? We need to remove some of those unusual and unpredictable but important barriers, as well as investing in the obvious infrastructure.

On 30 November, I released a written ministerial statement outlining my decision not to release general budget support to Rwanda at that time. That decision was made on the basis of a breach of the partnership principles which underpin the disbursement of general budget support.

At that time I signalled my commitment to continue with the successful development partnership with Rwanda, and initiated work to look at how we could protect the poorest groups in Rwanda through reprogramming funds that were no longer disbursed as general budget support.

The work I requested has now been completed and I have agreed to the reprogramming of £16 million support to Rwanda. This reprogrammed development spend will be channelled through projects that directly reach and protect the poorest people in Rwanda. In line with my earlier decision regarding the breach in the partnership principles, it is not appropriate to release any of these funds as general budget support.

The funds being released will be used to provide cash transfers and cash for work opportunities for around 545,000 of the poorest individuals and to support non-governmental organisations in Rwanda to provide essential services. We will also pay directly for 1.8 million textbooks for primary and secondary students. A further £2 million will support up to 20,000 refugees in refugee camps on the Rwanda side of the border with DRC.

Additionally, since November I have released funds for a social cash transfers programme, a scholarship scheme which focuses primarily on women and girls, and support to continue a highly successful lands registration programme.

The UK Government remain fully committed to supporting long-term solutions which bring stability and resolve the causes of conflict in eastern DRC, and will continue to work with our international and regional partners to achieve this goal.

With your permission, Mr Speaker, I would like to update the House on the United Kingdom’s response to the humanitarian crisis in the Syrian region. On 30 January, I attended the UN high level humanitarian pledging conference on Syria in Kuwait. The conference was co-hosted by the Emir of Kuwait and the United Nations Secretary-General, and had two objectives. The first was to raise the international profile of the deepening humanitarian crisis unfolding across the Syrian region. The second was to secure $1.5 billion of urgently needed funding requested by the UN to meet the humanitarian needs it has seen until June 2013—that represents the largest ever short-term appeal by the UN.

The pledging conference took place at a critical point in the Syria crisis. The humanitarian needs across the region are immense and show no signs of decreasing while the fighting continues. I would like to set out some of the numbers for the House, which illustrate the severity of the situation: 743,000—nearly three quarters of a million—is the number of Syrians who have had to seek refuge outside their country; 4 million is the number of people still in need in Syria; 2 million is the number of people displaced in Syria; 60,000 is the number of Syrians killed in the conflict so far; and 26 is the number of aid workers who have been killed in Syria while helping those in desperate need.

During my visit to Jordan just over a week ago, I was able to meet some of the people affected by the crisis. Walking through the Za’atari refugee camp and meeting families who had welcomed refugees into their homes, I was heartened by the scope of the humanitarian response, and by the resilience of mind and spirit shown by the people I met. The people of Lebanon, Jordan, Turkey, Iraq and now Egypt are showing tremendous generosity, supporting the hundreds of thousands of people who have fled the violence. It is essential that the Governments of those countries receive adequate support for their efforts from the international community.

I also commend the UN for its strong leadership of the international humanitarian response and the partnerships it has built. Its efforts have kept thousands of people sheltered and fed every month in contested, Government and opposition-held areas in Syria, and more than a million children protected against life-threatening diseases such as measles and polio. Those achievements are a reminder of the UN’s capacity and reach, if given adequate political and financial support, and demonstrate that the UK’s confidence in the multilateral aid system has not been misplaced.

At the Kuwait conference, I announced another £50 million of new UK aid towards the UN appeals. That was in addition to the £21 million that I announced on 26 January during my visit to Jordan—£10 million of which was specifically for Jordan— and brings the UK’s total humanitarian support for the response to the Syria crisis to £139.5 million. I am very pleased to report the successful outcome of the conference. As well as the UK, more than 60 countries participated in the pledging conference and raised over $1.5 billion, exceeding the UN’s target. I welcome the generosity that was shown by donors, particularly those from the Gulf region; Kuwait, Saudi Arabia and the United Arab Emirates together pledged $900 million. I should take this opportunity again to thank the Emir of Kuwait for hosting such an important conference.

I also commend my right hon. Friend the Foreign Secretary for the support provided by his Department in lobbying donor countries to attend and pledge funds at the Kuwait conference. The next priority for my Department is to see that those pledges are turned into tangible commitments so that the humanitarian agencies can scale up their activities and provide the food, shelter, health and medical care that are so urgently needed by the millions of men, women and children affected by the crisis. However, although the Kuwait conference was a success, we must be realistic. The more than $1.5 billion raised, although a great sum, will support the humanitarian response only until June. The Syrian people will still need help long after that, and the shocking level of human suffering inside and outside Syria will keep rising while the conflict continues.

A political settlement is sorely needed. The UK remains steadfast in our support for the joint UN and Arab League special representative, Lakhdar Brahimi, in his work towards a political settlement and transition process. It is also vital that the UN-led humanitarian response be given agreement for increased access to all areas of the country, including the ability to reach people in need across conflict lines and from neighbouring countries if necessary. Until this happens, pockets of need will persist despite the UN’s best efforts. The dire humanitarian situation deserves the continued attention and support of this Government, and I commit my Department to that effort. I commend the statement to the House.

I thank the Secretary of State for advance sight of her statement. The right hon. Lady and I differ on many things, but I begin by paying tribute to her for the good and important work she has done to galvanise an international response to the grave humanitarian crisis arising from the conflict in Syria. She deserves support from both sides of the House for her efforts.

Although the international community has largely focused on the political and security aspects of the conflict, the scale of the humanitarian impact in Syria and across its borders has been enormous. As the right hon. Lady highlights, more than 700,000 people have fled unrelenting violence, 2 million Syrians are internally displaced and 4 million people are in desperate need of basic assistance.

The situation inside Syria is abysmal. One quarter of schools and one third of public hospitals are not functioning, there are shortages of bread and medicine, and critical infrastructure has been destroyed. The UN estimates that 2 million people who have fled their homes are living without the most basic services: clean water, sanitation and electricity. The harsh winter has compounded their suffering and many are living in shelters lacking adequate insulation with no winter clothes and no blankets. Even those who still have homes are suffering from the cold, unable to heat their houses owing to shortages of fuel and electricity. With the UN estimating that the number of refugees will surpass 1 million by June, no end to their suffering is in sight.

The success of the UN pledging conference in Kuwait last week will provide much needed support for the millions of Syrians affected by this growing crisis. I welcome the Secretary of State’s announcement of an additional £71 million of UK aid to Syria. Will she clarify where she expects those additional resources to be focused? As she has acknowledged, aid to Syria is a question of not only funding but humanitarian access and respect for international humanitarian law. Donors have repeatedly raised concerns about support reaching all areas of the country. There is limited capacity and expertise in both Government-held and opposition-held areas, with the conflict’s front lines constantly shifting.

The right hon. Lady has said that we must ensure that co-ordinated aid reaches people across Syria, including agreed cross-line and cross-border work. Will she elaborate on how the Government are assisting NGOs and UN agencies to provide humanitarian access in the area? Is she suggesting that the UK would be open to funding projects outside the UN’s direct response plans?

Questions are also being asked about a strategic response to refugees. As the right hon. Lady has acknowledged, thousands of Syrians are arriving in neighbouring countries every day, yet the humanitarian system does not have the capacity to keep up with the growing demands on registration, co-ordination or shelter. The UN estimates that only 20% of Syrian refugees are in camps. What steps is the Department taking to develop a strategic plan with the United Nations High Commissioner for Refugees that ensures that the needs of all refugees are being met?

The conflict has taken a brutal toll on Syrians, more than 60,000 of whom have been killed. Those who have fled report stories of ongoing violence and human rights violations, including sexual abuse, arbitrary detention and indiscriminate shelling. A report by the International Rescue Committee identifies rape and sexual violence as primary factors in the decision of many Syrians to flee. Given that disturbing revelation, will the Secretary of State assure the House that UK aid will focus on the protection of women against sexual violence? Crucially, the humanitarian crisis will not be resolved until the conflict in Syria is resolved, and we must continue to push for a ceasefire.

On international efforts to bring about negotiations to stop the fighting, what assessment have the Government made of reports that the head of the major opposition coalition, Moaz al-Khatib, is willing to talk to Government representatives? Will the Secretary of State update the House on what progress the Government have made in encouraging the Syrian national coalition to accept the Geneva plan as the basis for transition? What were the objectives and impact of the reported recent Israeli air strikes in Syria?

The brutality of the Assad regime is clear for all to see, but as we seek change in Syria through a ceasefire and political process, it is essential that we do not forget the here and now suffering of the Syrian people. That is why I welcome today’s statement, and I hope that the Secretary of State will keep the House informed of developments on a regular basis.

I very much appreciate the way in which the shadow Secretary of State approached his response. There was a huge effort across the international community to make sure that the donor conference was a success, and the UK certainly did as much as it could to try to make sure that that was the case. The hon. Gentleman asked how the funds would be spent. The £50 million that we donated at the conference will sit alongside the UN co-ordinated response to the humanitarian crisis. Of the requested $1.5 billion, about $1 billion goes to helping refugees outside Syria, and about half a billion dollars of that is planned to help people still suffering inside Syria. In relation to how we can make sure that we reach the many parts of Syria that are difficult to get to, we have to take the opportunities, and we work through humanitarian partners all the time. They are neutral and impartial but nevertheless have the ability to go into parts of Syria that are often contested. Some of them are Government-controlled, some opposition-controlled, but others are still contested, and as I said in my statement, they are dangerous places. We therefore support those humanitarian agencies. When I talk to the people who head up the World Food Programme, for example, they are clear that they have to take opportunities when they arise. They often find a contact whom they believe is trustworthy, and through them can gain access to a new area, and they will take that opportunity. They have to be prepared to act very quickly and flexibly. We support them in doing so, and the main concern for them in recent weeks has been funding, which is why the donor conference was so important.

As for what the UK has done directly in Syria, we have provided medical support. We have trained—I think I am right in saying—250 health workers, and we have helped open about 130 mobile medical units that provide care. We are also providing food and shelter wherever we can. The UN Security Council has called for the Syrian authorities to provide full, immediate and unimpeded access to all areas of Syria so that humanitarian support can get through. That is absolutely vital, and we urge the opposition forces to allow unimpeded access for humanitarian actors. It is critical, if we are to be able to use that $1.5 billion effectively, that we make sure that we have the routes to get through to the people who need our support.

The hon. Gentleman asked about the strategic response, and he is quite right to flag up the fact that this humanitarian crisis is perhaps different from many others with which the Department deals. Often we are dealing with a natural disaster, and people act to tackle the aftermath. This is a humanitarian crisis that has unfolded over many months and seems likely to continue to unfold over a prolonged period. It may be that we have not seen the worst of the humanitarian crisis in relation to Syria, which is why it is vital that Assad goes, and goes now, so that the work to rebuild Syria can begin.

We are talking with the UNHCR and other humanitarian bodies about how we can make sure that we are set up to deal with a crisis that could become significantly worse in the coming months if the violence continues. As I said in my statement, there are 2 million internally displaced people within Syria. Many of the refugees with whom I spoke a couple of weekends ago had tried their best to stay in Syria. They had moved from Homs to a different place, to a different place again and so on, but were finally left with no choice but to leave Syria. If just a fraction of the 2 million internally displaced people end up having to leave Syria and become refugees, we will see a dramatic increase in the humanitarian problems outside Syria. That is why the donor conference was so important.

I can assure the hon. Gentleman that we are looking at how we can make sure that we are positioned to take care of those people. For neighbouring countries such as Jordan, Lebanon, Iraq and Turkey, the strain and the pressure put on them are immense. We should always bear that in mind when we are looking at the support that we provide. As he rightly pointed out, most of the refugees in Jordan, for example, are not in camps but in host communities. When I was in Jordan I was told that the local education system has had to absorb 22,000 children who arrived with refugee families. There are significant challenges ahead, which is why we need to continue to keep international attention focused on a very grave humanitarian situation.

The hon. Gentleman asked about women and girls, and he is right to do so. We have been particularly concerned to make sure that we have supported children. One in five of the people turning up at the Za’atari refugee camp that I visited was a child aged four or under. Nearly 60% of the refugees who have turned up at that camp were 30 or under. Alongside others, we are providing clinical care and counselling to women and we are helping to provide education to children. We are also providing specific support to about 1,800 women we believe are at risk of possibly being coerced into marriage. We are therefore providing support to them to ensure, wherever possible, that that does not happen. The hon. Gentleman will be aware that my right hon. Friend the Foreign Secretary is raising on the international stage the broader issue of preventing sexual violence in conflict, and it will be one of the subjects that we try to push internationally at the G8.

The hon. Gentleman asked about coalition talks. There is a general recognition in the international community that the solution in Syria is a political one, which will involve talks, including between the coalition and the Government. It is clear from talking with the coalition that any future transitional Government must be one that has no Assad as part of it. I therefore come back to my earlier comments that for things to move forward, it is time for Assad to go so that the rebuilding of Syria can start.

Finally, the hon. Gentleman asked about Israeli air strikes. It is too early to speculate on exactly what happened, but we can see that ensuring stability in that region is critical. It is why the donor conference was so important, so that in the short term we have the funding in place at least to deal with the humanitarian crisis. More broadly, we need stability in the Syrian region. That will mean a political solution to the challenges and to the civil war that is under way in Syria.

Once before, in another crisis, we made the terrible mistake of arming rebels—in Afghanistan. Can the Secretary of State give an absolute commitment that in no way, either directly or indirectly or through surrogates, are we giving any aid to Syria that can be used for any offensive purposes, for military purposes or to take life?

I can certainly be clear with my hon. Friend that DFID support is non-lethal: underpinning absolutely everything we do is the fact that it has to be humanitarian-focused. He is therefore right that we are not in the business of arming to perpetuate this violence. We want to see an end to it, and that will require a political solution.

I welcome the Secretary of State’s statement and the work that she has done in this regard. There are 150,000 Syrian refugees in Turkey. So far, 23,500 have claimed asylum in the EU, mostly crossing the border between Greece and Turkey, and that is the pressure point as far as the EU is concerned. She mentioned many countries in her statement, but what support is being given to the Greek Government to help them to deal with this problem, which will eventually become a problem for the United Kingdom?

I will need to write to the right hon. Gentleman to give him further details on that. He is right to point out that a number of countries in the EU have taken in Syrian refugees, including Sweden, which has a substantial Syrian diaspora. We need to make sure that we deal with the totality of this humanitarian crisis, and that involves making sure that when refugees end up in the EU we provide the support they need.

I strongly welcome the Secretary of State’s statement, particularly the confidence that she expressed in the UN-led multilateral response. She is right that this intolerable situation needs a regional political solution. I can confirm that Russia was at the donor conference. We have pressed the Russians to work with us to get a UN Security Council resolution that will start to put in place the building blocks for a political settlement and a political solution to Syria. As the hon. Gentleman will be aware, that has proved to be beyond reach to date. We very much hope that through continued discussions with the Russians and, to a certain extent, with the Chinese, we will be able to make progress at some point, but thus far the signs have not been positive.

In recent months I have been able to visit camps in Turkey and Jordan for people fleeing Syria. May I endorse what the Secretary of State said about the efforts of the Governments there and elsewhere and of the international agencies, but also mention the incredible generosity of ordinary people in taking Syrian refugees into their own homes? Last night it was estimated that over 2,000 Syrians crossed the border into Jordan. Winter is now coming on, and the Za’atari camp that she mentioned faces exposure. The donor conference decisions are great, but the UNHCR co-ordinator in Jordan makes it clear that it is not the pledges of money that make the difference but the money actually getting in and being translated into action. What can we do to ensure that aid gets in and that we do not just have pledges?

The hon. Gentleman is absolutely right. The UK will certainly be doing our bit to make sure that the pledges made at the donor conference translate into real money that can make a real difference on the ground. Probably about half the $1 billion set aside to help refugees will go to those who are in Jordan. It is worth pointing out that well over 200,000 refugees have arrived in Jordan, and the total population of that country is 6 million, so in the context of its overall population it is a significant influx. It is therefore right that we look at what we can do to help the Jordanian Government, but also the UN agencies there, to deal with that.

The savage brutality of the Assad regime is plain for the world to see. I congratulate the Secretary of State and the Government on the work that they are doing to assist with much needed aid for people in the region. Will she join me in welcoming the fact that as a result of the conference, some of that aid that will now be coming from, and has been pledged by, the region itself, including from the Gulf states, which is particularly important in this crisis?

My hon. Friend is absolutely right. I sensed at the conference that one of the most important aspects was not just the fact that the United Nations put out a call for funds that was met—it was its largest ever call for short-term funds—but, critically, that there had been real ownership of making sure that target was met by Gulf nations. Not only did Kuwait generously host the conference but key Gulf nations such as the United Arab Emirates and Saudi Arabia and Kuwait itself made substantial donations. That was welcomed throughout the donor conference and I think it shows not only that the region itself recognises the gravity of the situation, but that it is prepared to step up to the plate and be a key partner in delivering the humanitarian aid.

I do not believe that Russia made a significant contribution at the donor conference. The most important thing that we would like to achieve with Russia and China is a breakthrough that would enable us to have a UN Security Council resolution, which would be similar to the approach taken in Mali, where it was possible to take action as a result of a consensus across the international spectrum. That UN Security Council resolution cannot be passed at the moment, which, critically, makes it much more complex for us to be able to reach people inside Syria with humanitarian aid. It also makes it much more complex to start the political and diplomatic dialogue needed to reach a long-term settlement. That is what is needed and I am absolutely clear that, although we are providing humanitarian support, the UK has not ruled out any action. Ultimately, however, we want to press forward on a political and diplomatic route.

I was at a conference over the weekend with both Turkish and Jordanian representatives, both of whom said, independently, that the international community could do more to help with the refugee problems in their respective countries. I say to my right hon. Friend that simple things, such as blankets to keep children warm, are needed now in the camps in Jordan. Could they not be delivered quicker bilaterally—that is, we give directly to the country rather than through the UN mechanism?

That is something that I have also considered, but it is clear that the UN process and logistics are well set up. The road block over recent weeks has been in funding. The channels and the people are there, but we have not been able to scale up support because the money has not been in place. The donor conference means that that money is now in place and the scale-up can take place. My hon. Friend is right to say that basic shelter is one of the key aids that we have given many of the refugees. It is freezing over there and they need to be protected from the cold.

The UNHCR estimates that there could be more than 430,000 refugees from Syria in Jordan by the end of this year. Will the Secretary of State tell the House how the money provided by this Government will help the condition of children who have had to flee appalling conditions in Syria?

One of the key things that can now happen is that the Za’atari camp itself can grow in a more structured way. That includes the establishment of a school and the development of education for children in that refugee camp. I can therefore provide the hon. Gentleman with some assurance that there is now a structure plan in place to grow the camp in order to accommodate more refugees as they turn up. That is about providing not just shelter but other things that they will need, such as education for the children and medical support.

I wholeheartedly support the Foreign Secretary’s preventing sexual violence initiative. Can my right hon. I certainly can. My right hon. Friend the Foreign Secretary has a long-standing interest in preventing sexual violence against women and girls during conflicts. It is right that he is now pursuing that issue on the international stage. As I said earlier, we have provided specific support to ensure that there is not only clinical care but counselling for the many women and children who have been through horrific experiences as they have fled the violence.

The right hon. Lady deserves gratitude for her statement and for her work in relieving suffering in Syria. Is she concerned about reports that the most merciless slaughter of women and children has been carried out by the al-Nusra Front, which is linked to al-Qaeda? Given that that group is part of the opposition, will she do all she can to ensure that the al-Nusra Front does not receive arms, comfort or support from us?

I hope that I can provide the hon. Gentleman with that reassurance. We have been careful to ensure that the humanitarian agencies with which we work that offer support within Syria go through the appropriate due diligence to ensure that they are working with non-extremist groups. That is one of the complex factors that have made delivering support within Syria even more challenging. As he is aware, the opposition have been quite fragmented, so humanitarian agencies have had to assess whether they can work with individual groups on a case-by-case basis.

Having visited the refugee camps, does my right hon. Friend agree, as she has just indicated, that the aid is getting through to the people who have fled Syria, but that the big challenge now facing the world community is getting aid through to Syria itself? Did Russia or China indicate that they would be willing to get humanitarian aid into Syria?

I do not believe that Russia was explicit in saying that it supported humanitarian aid getting into Syria. However, we have been clear, as has the international community, that the Syrian authorities and opposition should ensure that humanitarian workers have totally unimpeded access to help the 4 million people who are still in Syria. Many of those people are in areas that are still contested. It has been very challenging to ensure that there is coverage across the entire country. There are times when the humanitarian agencies have made progress and then, owing to the conflict, have had to pull back. The situation is challenging, and we need the international community to speak with one voice to urge those actors in Syria to allow humanitarian support to get through.

Gentleman may be aware that in January we hosted a conference with the Syrian National Coalition to talk about how the political transition might work and the challenges that Syria will face when we get beyond the current crisis. The short answer is yes. We want to use only agencies that we can absolutely rely on. Many of the agencies that we are using have done fantastic work around the world and we know them very well. What assessment has the Secretary of State made of the number of Syrian refugees going into Iraq and how they are being treated compared with refugees in Jordan and Turkey? She will know that Iraq initially closed its border to refugees, but then opened it shortly afterwards.

We know that several thousand refugees have fled across the border into Iraq. In fact, the British Government have directly provided about £2 million of support to refugees who have fled into Iraq. That is a good example of some of the challenges that we face. Iraq is itself in a reconstruction phase, yet it is now also having to cope with additional refugees fleeing from Syria. That is precisely why we should never forget just how important it is for the region to ensure that neighbouring countries that are having to take in refugees are provided with the support that they need to cope.

I understand the real dangers faced by people trying to get humanitarian aid to those inside Syria, which my right hon. Friend has mentioned. In my experience, the only way in which that can be done safely in such circumstances is for some kind of security organisation to be set up on the ground. I totally understand why a mandate from the Security Council is not possible, given the Chinese and Russian attitude, but would it be possible for a grouping from the region to get together and put troops on the ground, to provide security for the brave people who are trying to get to parts of Syria where others do not want them to get? Are we working towards that?

The short answer is that we do not anticipate that at this point. We are focused on ensuring that the humanitarian agencies that we are using to help to get support into Syria have unimpeded access and channels to get support through. It is absolutely clear-cut in international law that humanitarian actors should be allowed access, and that is the route that we are using.

I welcome this international aid to Syria on a combined basis, but following on from the good colonel from Beckenham, may I invite the Secretary of State to address the issue of safe havens in Syria or on the edge of it? What prospect is there of such safe havens being established in the absence of support from Russia and China, which thus far have not been of assistance?

In practice, the prospect of safe havens is virtually nil, because of course we do not have a request from the Syrian Government for any kind of military intervention. That is an incredibly important point. That country is at civil war, so it is extremely unlikely that we will be able to assure people of any kind of safe haven in a way that is realistically enforceable in practice. We must therefore ensure that the humanitarian channels are open to reach people where they are, and that when people flee Syria and seek refuge in neighbouring countries, we provide humanitarian support for them there.

My hon. Friend is absolutely right to point out that we need to consider as many options as we can to provide help to people in their home country of Syria, and that is what we are trying to do. There is no doubt that it will be incredibly difficult as the crisis unfolds, but we are all trying our level best.

We currently have an aid programme of around £270 million a year. After we complete our transition to technical assistance, we expect to spend approximately just under £30 million from 2015 onwards, to help the Indian Government to get the most out of the £50 billion a year they spend on things such as health and education.

I appreciate that the Secretary of State has negotiated the changed arrangement with the Indian Government and the state governments, but does she not acknowledge that India still has more poor people than sub-Saharan Africa? Is she prepared to consider not only technical assistance, but perhaps changing the relationship to soft loans, so that India can accelerate poverty reduction using the substantial pro-poor measures it is already adopting?

The right hon. Gentleman is right that our relationship with India will go beyond technical assistance. It will include us helping with investments in small and medium-sized enterprises, particularly in rural and poorer areas of India, so that we not only help them to get the most out of India’s development spend, but drive economic development too.

I am extremely concerned about the humanitarian situation in eastern DRC. Some 130,000 people in and around Goma have been displaced by the recent violence. Elsewhere in DRC, armed group activity continues to displace large numbers of people, and attacks on civilians are common. There are now 2.4 million displaced people in DRC, up from 1.7 million at the end of 2011. The hon. Lady might be aware that last month I announced an additional £18 million to address humanitarian needs in DRC.

The Secretary of State will be aware that when NGOs had to evacuate their personnel from eastern DRC, priests remained. Churches were often the only source of support for the victims of violence. Will she undertake to work with those churches in the distribution of aid to ensure that it gets to those who are most in need?

The hon. Lady raises an important point. I have had the opportunity to meet many of the organisations working on the ground, particularly in eastern DRC, to protect and help civilians. They have a range of needs, from security and medical assistance to food and shelter. She is right to flag up the fact that, in many cases, when people are at risk of violence, the place they go is their local church. We are working on the ground wherever we can to ensure that we do our bit to improve the situation.

It is important that we take all the steps we can to apprehend all those people who have been involved in atrocities in that region. There is no doubt that achieving stability in the DRC needs a political solution, but such a solution has to mean that people who have committed offences do not have impunity.

As a Government, we have a number of discussions with leaders in that region. Both the Prime Minister and the Foreign Secretary have spoken to the Presidents of the DRC, Uganda and, indeed, Rwanda. I spoke to Baroness Valerie Amos only on Monday about how we can work together to tackle the humanitarian situation. The hon. Gentleman is absolutely right that, over time, we need to see some real progress on the ground.

There are worrying reports from NGOs operating in the eastern Democratic Republic of the Congo that the M23 is talking about imposing taxes on NGOs working in the area, effectively diverting humanitarian resources from the affected populations to the M23. What can the Government do alongside international partners to try to protect the humanitarian space?

If the situation the hon. Gentleman described were to arise, it would obviously be totally unacceptable. We are providing humanitarian assistance in order to get to the people on the ground who need our help. We are working not just with the UN, but with a range of NGOs, as I said, to make a difference on the ground. The issue needs to be tackled not just by us working on the ground with humanitarian support, but politically. I can assure him that my colleagues in the Foreign Office raise all those sorts of issues with leaders in the region on a very regular basis.

I thank my right hon. Friend for her answer. Is she aware of a recent report by the Independent Commission for Aid Impact, which suggests that the EU aid budget—to which her Department, and the UK taxpayer, contribute £1.4 billion a year—lacks an effective oversight regime, and will she therefore consider removing the discretionary element of our contribution to it if the Government cannot secure strong assurances that the money is being spent effectively on the ground?

My hon. Friend will be pleased to know that I am already pressing the EU on that issue. In fact, one of my first trips in my role as Secretary of State for International Development was to meet EU Commissioners, and I have been back to Brussels since to continue those discussions. I hope we can make progress on this matter, but, as my hon. Friend points out, if we do not, I have choices about where our multilateral aid goes.

The Secretary of State has made great play of the fact that her accountancy background will help her deliver better value for money and greater transparency than her predecessor, so why will she not publish the findings of her Department’s review of the vast amounts of DFID money being paid to private consultants? How many consultants are there? How much are they being paid? Do they have to compete in fair and open tendering processes? What assessment is made of the results they deliver? Publish the findings, Secretary of State.

We are getting on with improving how we work with suppliers. I met our top suppliers only a couple of weeks ago at DFID, and they told me it was the first time they had been invited in en masse to talk to the Secretary of State about how we can work more strategically with them to get better value for taxpayers’ money. I therefore suspect that I do not need to take any lectures from the hon. Gentleman about getting better value for money.

In the course of carrying out my departmental responsibilities, I have announced to the House that I have moved to a new relationship with India; announced decisions on Uganda and Rwanda; announced humanitarian assistance to the Democratic Republic of the Congo; travelled to India; been to Brussels to meet the EU Commissioners; and co-chaired a global partnership meeting in the UK. Of course, a couple of weekends ago I had my first chance to visit Afghanistan to see the work my Department is doing out there.

Those of us who strongly support Britain’s moral and strategic duty to get money through to the poorest and most needy people in the world are none the less concerned that on occasion that money can be diverted to improper purposes in one way or another. Does the Secretary of State agree that one of the best ways of getting the money through to the most needy people in the world is by making use of non-governmental organisations, thereby avoiding passing the money to corrupt dictators?

My hon. Friend is right to highlight the fact that many of our NGOs do excellent work, often in very challenging circumstances. He will be pleased to know that we now provide budget support only in countries where we are completely satisfied that the funding will be used for its intended purposes—when it is not, we stop, as has been seen. Just 6% of the Department’s bilateral aid budget is provided in the form of general budget support.

I wish to declare an interest: I have just returned from a visit to Burma with the Burma Campaign UK, where I had the privilege of meeting Aung San Suu Kyi, whose courageous leadership is a source of inspiration and hope for a better future, and I saw for myself the challenges that ethnic communities continue to face. Will DFID Ministers work with the Foreign Secretary to apply maximum pressure to the Burmese Government to protect the Rohingya community from violence, create an urgent and transparent process to establish their citizenship rights, and begin a serious political dialogue with all ethnic communities? T2. This year marks the 20th anniversary of the formation of the Westminster Foundation for Democracy, under a Conservative Government. Does the Minister agree that the work it does is extremely valuable in building democracies and is a good use of taxpayers’ money?

I do. The work that the Westminster Foundation for Democracy does is extremely valuable in helping to promote democratic governance around the world. I know that the WFD is also working to strengthen further the value for money it provides to the taxpayer, and to change and modernise, and I fully support that work.

The hon. Lady is absolutely right to raise that issue. I am determined to ensure that we provide fair aid, but I think that fair trade is incredibly important, too. We are discussing with BIS how we can work more effectively with that Department in developing our trade links, and I think that fair trade is an excellent way in which we can see the shift from aid to trade take place.

Given the austerity measures being implemented domestically, what assurances can the Secretary of State give me that international aid is provided only to those countries and projects where genuine need has been clearly established, as opposed to countries that can and should be doing more to help themselves?

I think my hon. Friend will have seen from some of the decisions I have taken in the short time I have been in this role that I am determined to ensure that our spend on behalf of the taxpayer goes where it can make the biggest difference. Whether we are dealing with countries that are better placed to help themselves, such as India, or countries where we are concerned about how our aid money is being spent by the Government, such as Uganda, we are prepared to take decisions and we will see improved value for money over time.

On 30 November DFID closed its office in Kosovo. This is DFID’s last bilateral programme in Europe and hence it is a symbolic moment for the UK’s relations with the countries of the former eastern bloc. It is also evidence of how DFID’s assistance is changing.

The UK commenced assistance to the former communist countries of Europe in 1989. It has since operated programmes in central and eastern Europe, the former Soviet Union and former Yugoslavia to build the foundations of democratic societies and free markets, helping improve living standards for millions of people.

While much remains to be done, progress has been undeniable. The World Bank estimates that between 1998 and 2003, for example, 40 million people in the region left extreme poverty (defined as living on less than $2 per day) as a result of rapid growth and narrowing inequality. Twenty-three years after the fall of the Berlin wall, 12 former communist countries are our trading partners in the European Union, democratic elections are the norm, and many countries which previously received aid are now donors themselves.

The UK has progressively reduced its aid programme in response to this progress. Assistance for 10 central European and Baltic countries ended when they joined the EU in 2004. Assistance to Romania and Bulgaria ended on their accession in 2007, and programmes were closed in Albania in 2008 and Bosnia and Herzegovina, Moldova and Serbia in early 2011.

We are therefore at the end of a significant period, in which the UK can be proud of its contribution. In future, DFID’s engagement will be through the multilateral system, which we believe is now better placed to respond to the region’s emerging needs.

We will work with the European Union to ensure their assistance through the instrument for pre-accession (IPA) and European neighbourhood partnership instrument (ENPI) is focused on appropriate priorities, monitorable results, and value for money. We believe these instruments can be made significantly more effective.

We will use our position on the boards of the World Bank and IMF, the European Bank for reconstruction and development and the European Investment Bank to promote high-quality investments in infrastructure and private sector development, where significant needs remain.

Finally, we recognise that in some regions, particularly the western Balkans, the threat of conflict remains. We will continue to contribute to the UK conflict prevention pool alongside the FCO and MOD. The CPP has allocated £16 million for programmes in wider Europe this financial year, which will support projects in areas such as security sector reform, rule of law, training for peacekeepers and support for political settlements.

I wish to inform the House that, further to the oral statement by my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs launching the review of the balance of competences in July and his written statement on the progress of the review on 23 October 2012, Official Report, column 46WS, the Department for International Development (DFID) has published its call for evidence for the development co-operation and humanitarian aid report.

This report will be completed by summer 2013 and will cover the ways in which the European Union uses its powers to act in the sphere of development co-operation and humanitarian aid. Nearly 20% of DFID’s budget is managed through the European Commission, making the EU our biggest multilateral partner in terms of aid volume.

The report will deal with the range of development co-operation and humanitarian aid issues. The call for evidence also outlines the interdependencies between the development and humanitarian aid report and other related reports in order to clarify as far as possible the range of evidence we will be considering. A legal annex outlines the legal base for the current balance of competences, drawing chiefly on articles 208 to 214 of the treaty on the functioning of the European Union (TFEU).

The call for evidence period will be open for 12 weeks. DFID will draw together the evidence and policy analysis into a first draft, which will subsequently go through a process of scrutiny before publication in summer 2013.

DFID will take a rigorous approach to the collection and analysis of evidence. The call for evidence sets out the scope of the report and includes a series of broad questions on which contributors are to focus. Interested parties are invited to provide evidence relating to issues of competence in the fields of development co-operation and humanitarian aid. The evidence received (subject to the provisions of the Data Protection Act) will be published alongside the final report in June 2013 and will be available on the new Government website: www.gov.uk.

DFID will pursue an active engagement process, consulting widely across Parliament and its Committees, the devolved Administrations, multilateral organisations such as the UN, and civil society in order to obtain evidence to contribute to our analysis of the issues. Our EU partners and the EU institutions will also be invited to contribute evidence to the review. We aim to reach a wide range of interested parties to ensure a high yield of valuable information.

The result of the report will be a comprehensive, thorough and detailed analysis of how the EU’s actions in the fields of development co-operation and humanitarian aid impact the UK and our development objectives. It will aid our understanding of the nature of our EU membership; and it will provide a constructive and serious contribution to the wider European debate about modernising, reforming and improving the EU. The report will not produce specific policy recommendations.

I am placing this document and the call for evidence in the Library of the House. They will also be published on the DFID website and accessible through the balance of competences review pages on the Foreign and Commonwealth Office website.
