Commons ChamberIf I may, I first want to thank the workers and emergency responders across Wales for all their work over the weekend to protect people and property during Storm Darragh. I am sure the whole House will join me in sending condolences to the families of the two people who lost their lives.
The autumn Budget delivered for Wales for the first time in a generation, and the Welsh Government have received the largest settlement in real terms since devolution, at £21 billion. That includes an additional £1.7 billion through the Barnett formula, providing a spending boost to public services such as the NHS.
I associate myself with the words of the Secretary of State about all those impacted by Storm Darragh and all those working hard to restore power.
The Welsh Government’s draft Budget yesterday noted that the UK Government will be providing additional support to mitigate the cost to public organisations of the additional employers’ national insurance contributions. However, the details remain to be published. Given that many of these organisations will soon be setting their own budgets, could the Secretary of State urge the Treasury to bring forward clarity urgently so that local authorities and public organisations in Wales can have the clarity they need to set their budgets?
The Welsh Government will receive additional funds to help with the cost of national insurance contributions, on top of that record Budget settlement of £21 billion—the biggest since the dawn of devolution. However, that critical funding and all the investment announced in the Budget yesterday by the Welsh Government will only get to where it is needed if the hon. Gentleman’s party colleagues in the Senedd vote for the Budget.
The Budget commitment of £80 million for the Tata transition board was indeed welcome, but Thrive, the domestic abuse organisation in Neath and Port Talbot, is concerned that since the Tata announcement there has been a rise both in reported incidents of domestic violence and in demand for prevention services for perpetrators. Can the Secretary of State provide assurances that the transition board will look at this as a priority funded project?
I pay tribute to my hon. Friend for all her work to tackle domestic abuse. She is such an effective advocate for the people she campaigns for. I also want to thank Thrive for all the work that it does in Neath and Port Talbot. I want to assure my hon. Friend that one of the transition board’s aims is to support the wellbeing of workers and their families in our steel communities, and we are studying the data closely to target future releases of funding in the most effective way possible.
First, my sympathies go out to all residents and businesses impacted by the weekend’s storm. I also thank Andrew R. T. Davies for his leadership of our party in the Senedd, and I wish Darren Millar well.
The UK Labour Chancellor has plummeted business confidence through the floor with her Budget actions on the family farm tax and the new jobs tax, and by whacking the hospitality sector with an £8 billion bill, according to UK Hospitality. Will the Secretary of State confirm that there is no benefit for Wales, despite her figures, and that this is simply a money merry-go-round taking from Welsh businesses, destroying jobs in the meantime, and squashing growth, meaning poorer public services as the frontline remains squeezed?
I appreciate that the hon. Lady, representing a constituency on the south coast of England, may not be familiar with the landscape of businesses in Wales. In Wales, 94.6% of small and medium-sized enterprises are microbusinesses, and 3.8% are small businesses. We protected the smallest businesses and more than doubled the employment allowance to £10,500 in the Budget, meaning that over half of small and microbusinesses will pay less or no national insurance contributions at all.
The Secretary of State celebrates funding for Wales yet fails to mention that, outside of the NHS, the Welsh Government Budget is 10% lower in real terms compared with—wait for it—2010. This falls far short of fixing the foundations of collapsing public services. Does she believe that a Budget that leaves Wales with less compared with 14 years ago is really a Budget worth celebrating?
I think someone should get the right hon. Lady a calculator, because the Plaid Cymru asks for the Budget would create at least £5 billion a year in unfunded bills for the taxpayer. Its plans for HS2, the winter fuel allowance and the two-child benefit cap would mean significant spending cuts in Wales. We are not prepared to subject the people of Wales to that. If she wants further investment in Wales, her party needs to vote for the Welsh Government Budget in the Senedd.
I am glad that the Secretary of State has mentioned HS2, because her Government’s Budget confirmed that HS2 will run to Euston, and that stretch alone will cost £9.4 billion. HS2 construction work also means that passengers from Wales will face disruption, as trains will be diverted away from Paddington for seven years. She previously said that HS2 is “no longer in existence.” Does she stand by this statement, given that Welsh passengers will bear the huge costs of this project?
The right hon. Lady knows that I was referring to the second phase of HS2, which the Conservative Government cancelled. And she knows, because I have said it before and will say it again, that I remain very angry about the previous Government’s broken promises on rail and on HS2.
I am working in partnership with the Welsh Government to develop a long-term, sustainably funded package of much-needed rail infrastructure improvements. I met Great Western Railway with the Under-Secretary of State for Wales, my hon. Friend the Member for Llanelli (Dame Nia Griffith), just last week to discuss mitigations in relation to Old Oak Common.
This Government are supporting clean energy projects in Wales. Seven tidal, solar and onshore wind projects were successful in the recent contracts for difference round, and we have given the Celtic and Anglesey freeports the green light, which will enable green industries to grow, creating new jobs. I am also delighted that 13 projects have been successful in the first round of the Crown Estate’s £50 million supply chain accelerator fund, which will support the delivery of floating offshore wind in the Celtic sea.
The Under-Secretary of State for Wales, my hon. Friend the Member for Llanelli (Dame Nia Griffith), was recently with me in Llandudno at a roundtable with the main stakeholders in floating offshore wind in the Celtic sea. This project is ready to go, and it will bring massive benefits through cheaper, more secure energy for everybody across the UK. What are the Secretary of State and the Wales Office doing to ensure that the contracts are signed, sealed and delivered as quickly as possible? We want these benefits to come via Wales, not via other regions or countries.
I thank my hon. Friend for her question. We know that floating offshore wind will be critical to delivering our clean energy mission, and Wales has a huge part to play in that. The UK Government, jointly with the Welsh Government, recognise these opportunities and what they present for Wales, and we are determined to take full advantage of them. My colleagues in the Department for Energy Security and Net Zero are working to move the process forward as quickly as possible, noting the need for certainty and a tight timetable so that we can get on with it.
Steel is a key component of developing clean energy projects. In response to my written question, the Government confirmed that they have estimated the cost of nationalising British Steel to safeguard the plant’s future. Can the Secretary of State explain why the Government did that for British Steel but dismissed nationalisation in the case of Port Talbot?
The Welsh Government have introduced a Bill in the Senedd that will give local authorities in Wales the choice to introduce a levy on overnight stays in visitor accommodation. It will be for individual councils to decide whether they will introduce a small charge paid by people staying overnight in commercially let accommodation in Wales to help support a thriving tourism industry.
I thank the Secretary of State for her response, but has she assessed the regional impact of this levy? Although the impact can perhaps be levelled out and absorbed across the whole of Wales, some communities are clearly going to be hit harder than others. How will they be compensated for the impact?
More than 40 countries and holiday destinations around the world have introduced a form of visitor levy, including Greece, Amsterdam, Barcelona and California, and many of us have paid such levies abroad without noticing. The money will help to support a long-term thriving tourism industry in Wales. I am confident that the Welsh Government will work with businesses and tourists alike to get this right.
Does the Secretary of State agree that the successful introduction of similar schemes in places such as Manchester, and indeed in successful tourist destinations around the world, shows that the Conservatives should stop fear-mongering and support something that could really boost Welsh tourism?
My hon. Friend is absolutely right. As I said, such levies are already the norm in more than 40 countries and holiday destinations around the world. Manchester shows it can work, so why can Wales not show that?
Tourism is vital to the Welsh economy. However, Labour’s new tourism tax has merely created attraction closures and strikes, from the zoo in Ynys Môn to the cliff railway in Aberystwyth. The Welsh Government proposal will put more jobs in jeopardy, leave hotel rooms empty and simply send Welsh families across the border on to flights for their trips, treats and holidays. Does the Secretary of State really agree with her colleagues in Cardiff Bay that the potential price of 700 tourism jobs and the loss of tourism to Wales, together with £40 million of revenue, is worth paying?
I am afraid I do not recognise any of those figures from the hon. Lady. As I say, in Manchester, a similar scheme has been introduced; it has been highly successful and has raised £2.8 million in just one year. She should be more ambitious for Wales.
Both the UK and Welsh Governments are seized of the need to drive down waiting lists. The spending review provided the Welsh Government with an additional £1.7 billion for next year to invest in public services such as the NHS. The Welsh Government recently announced an additional £50 million in this year to reduce the longest waiting times by increasing capacity for more people to be seen and treated.
The disastrous record that the Labour party has in healthcare in Wales over the past 25 years is cold comfort to residents in South West Hertfordshire if that is the template the party intends to use across the whole of the United Kingdom. Does the Secretary of State agree that the key to reducing waiting lists in Wales and South West Hertfordshire is investing in our healthcare infrastructure and particularly new hospitals?
If I were the hon. Gentleman, I would be a bit embarrassed about raising the subject of new hospitals given his Government’s record. The Welsh Government have just had a £21 billion record settlement, £1.7 billion of Barnett consequentials and, with the Welsh Government’s Budget yesterday, £610 million for the NHS and social care to bring down waiting lists and increase capacity. The Welsh Government are focusing on the priorities of the Welsh public.
The Labour party has been in charge in Wales for 25 years. The percentage of patients in Wales waiting more than a year for treatment is 22.5%, compared with 4% in England. Why, in 25 years of being in charge, have you not reformed the NHS in Wales and brought down waiting lists?
I am not sure Mr Speaker is in charge of reforming the NHS in Wales. I say to the hon. Gentleman that under the previous Conservative Government, waiting lists increased by a larger percentage in England than they did in Wales.
As the Secretary of State has just said, it was under the last Prime Minister that waiting lists increased faster in England than in Wales. Does the Secretary of State agree that recent Budget announcements by both the UK and Welsh Governments demonstrate that both Governments understand the importance of fixing our NHS and delivering for the people of the whole United Kingdom?
I could not agree more with my hon. Friend. As I say, there was a record settlement from Welsh Government yesterday, with £610 million announced to bring down waiting lists and increase capacity in the NHS and social care. If the parties on the Opposition Benches want more money and more investment in the NHS, they need to tell their colleagues in the Senedd to vote for the Budget.
The Welsh Budget yesterday announced significant extra funding for the NHS in Wales. I am surprised: why are the parties on the Opposition Benches voting against it?
I think their stance on the Welsh Government Budget says it all. They are more bothered about scoring cheap political points than they are about delivering services and investment for Wales.
The NHS in Wales is broken. Under Labour, waits continue and no family, it seems, is without somebody waiting in an ever-growing queue. It is the highest on record, with one in four of the Welsh population on a waiting list. In September, 801,000 people were in need of treatment. If someone has lost their winter fuel allowance, along with any hope of seeing a GP or consultant and getting social care, what does the Secretary of State really have to say and do to reassure older people that the Labour Government here and in the Senedd have the ability to tackle that disgrace of a backlog?
I say to the hon. Lady that both the Welsh and the UK Governments are looking after pensioners in Wales. We made the tough, but right, decision on winter fuel payments, given our economic inheritance from the previous Conservative Government. We are focused on delivering funding and support to the people who need it most. There has already been a 152% increase in pension credit claims since July’s announcement, and those people who receive the winter fuel payment will get, on average, an extra £1,900 a year in pension credit.
Residents in rural Powys are suffering as a consequence of delays to ambulances turning up, or, in some cases, of those ambulances not turning up at all. In one recent example, the family of a stroke victim in my constituency had to drive their paralysed and vomiting mother in a car to a hospital in Hereford, after being told that there would be a four to seven-hour wait for an ambulance, and that was after they had already been waiting two hours for an ambulance to arrive. Shockingly, that is not an isolated case; it is an experience to which many people across rural Wales can relate. Will the Secretary of State tell me what action she is taking to reassure my constituents that an ambulance will turn up in their hour of need?
I am very sorry to hear about the experience of the hon. Gentleman’s constituent. Yesterday, the Welsh Government announced £610 million additional funding for the Welsh NHS and for social care. I hope that his colleagues in the Senedd will vote for the Welsh Government Budget so that we can see that investment go into the NHS to deliver the improvements in waiting times that we all want to see.
I have regular discussions with Cabinet and Welsh Government colleagues on economic growth. I recently had the pleasure of visiting Airbus in Broughton alongside the Prime Minister, and I addressed CBI Wales members alongside the First Minister. Since coming into government, we have worked to drive over £1 billion in private investment from Eren Holding and Kellogg’s into north Wales, creating and sustaining over 400 jobs.
Cross-border co-operation and investment by north Wales and the Mersey Dee region of north-west England is essential to maximising growth on both sides of the border. Key to achieving that will be improved railway connectivity. Will the Secretary of State meet me and the cross-party, cross-nation Growth Track 360 group to explore how we can make that happen and help the economies on both sides of the border prosper?
I know the key role that good cross-border transport plays in strengthening economic and social ties across north Wales and the north-west of England. I was pleased to join the Welsh Government Cabinet Secretary for Transport at Flint and Chester stations recently to announce a 40% increase in rail capacity, with 50% more timetabled services on the north Wales main line. I would be delighted to meet my hon. Friend, representatives from the Mersey Dee region, and Growth Track 360.
Today, thousands of farmers have descended on this place in a further bid to get the Government to listen and to realise the consequences of their actions. Is it not time to do the right thing by those who feed our nation and stop the family farm tax grab, which will see our farms decimated and our food security put in jeopardy? That certainly will not help economic growth.
The UK Budget delivered £5 billion for farming over the next two years, and I was pleased that this Government were able to protect Welsh farm budgets for the next financial year. Yesterday’s Welsh Budget allocation confirmed protection of the basic payment scheme funding for the next year, and provided additional revenue and capital funding to help the sector transition to the new sustainable farming scheme. That has been welcomed by farming unions across Wales.

Written StatementsToday I can confirm that on 16 November, I announced a £13 million business start-up, growth and resilience fund to support businesses and individuals affected by Tata Steel’s decision to transition to greener steelmaking.
This is the next announcement of funding from the £80 million transition board fund, further displaying this Government’s commitment to support those impacted within Port Talbot and the wider community.
This fund will have three parts. This includes a start-up fund aimed at helping former employees of Tata Steel, former contractors and close family members who wish to set up their own businesses. Grants of up to £10,000 are available.
The second part is a business growth fund for local businesses to grow and expand with grants between £25,000 and £250,000.
The third part of this fund is the business resilience fund for businesses that are not in the direct supply chain of Tata Steel, but are still impacted by the changes, like local shops and cafés. Grants will be between £2,500 and £25,000.
This funding will be delivered in conjunction with the Welsh Government and Neath Port Talbot Council, ensuring that businesses within the area are able to survive the shock to the local economy.

Commons ChamberSteelmaking is key to our missions to grow the economy and deliver clean power by 2030. We are committed to providing up to £2.5 billion for steel in addition to the £500 million already earmarked for Tata to build its electric arc furnace at the Port Talbot steelworks. I was pleased to reaffirm at the Budget £80 million of funding for the Port Talbot transition board, which I chair. We will continue to deliver this money to people and businesses affected.
Unlike the previous Government, this Government are fully committed to enabling the £800 million transition fund to support former steelworkers. I recently visited the steelworkers’ support centre in Port Talbot, in the constituency of my hon. Friend the Member for Aberafan Maesteg (Stephen Kinnock). In its opening four weeks, it has helped almost 600 individuals, many of whom will be from Neath and Swansea East. Will the Secretary of State join me in thanking Community union and the other organisations that have set up the centre, and provide an update on the transition fund?
I completely agree with my hon. Friend that the hub is great. I opened the hub last month, and Community union and others have done a fabulous job with this one-stop shop to help support workers affected by the changes at Tata. This Government are determined to do everything we can to support workers and businesses. That is why this renewed partnership of Governments, unions and the local council is working together to ensure that the town gets what it needs. Funding from the UK Government is already making a difference via the transition board. We know that there is a huge amount of work to do, but we are already seeing people successfully placed in new jobs as a direct result of the £13.5 million that we have made available so far.
I thank the Secretary of State for her hard work to support our steel industry and our general steel communities, including in Port Talbot, since she has been in post. I was pleased to see the Chancellor confirm in the Budget £80 million of funding for the transition board, which the Secretary of State chairs. Will she tell the House why that was necessary?
In my first week as Welsh Secretary, I discovered that the £80 million promised by the previous Conservative Government for the transition board was part of the £22 billion of unfunded promises they had made. That shocking dereliction of duty threatened to leave workers and businesses high and dry without the support they needed. I have therefore made it my mission to fight tooth and nail for that money on behalf of our steel communities, and I would not have left them unsupported. I am pleased to be able to confirm that under this Labour Government the transition board is fully funded, and we are getting on with the delivery.

At the outset, as I come to the Dispatch Box for the first time in this role for Wales questions, may I please pay tribute to my former private secretary in the Wales Office, Debbie John, who was taken at a tender age due to pancreatic cancer? She and her family are in my thoughts today as I take up this role. She is much missed and very fondly remembered.
The right hon. Lady clearly needs to acknowledge to the House that the deal for Tata steel recently re-announced by her UK Government is identical to the one negotiated by my right hon. Friend the Member for North West Essex (Mrs Badenoch), who is now Leader of the Opposition.
I welcome the hon. Lady to her place and join her in her comments about her former private office secretary.
I think the hon. Lady needs to read the deal reached by the Government. The £1.25 billion transformation project at Port Talbot will deliver a state-of-the-art electric furnace, the contract for which has just been signed. In just under 10 weeks, without providing any additional funding beyond the £500 million previously announced, we delivered a better deal that secures the immediate future of Port Talbot and lays the foundations for future investment, as well as enhanced protections for the workforce in Port Talbot, Llanwern, Trostre and Shotton.
I am delighted that the right hon. Lady has read the deal that we wrote, but the facts are simple: despite the protesting, this is the same deal that was previously negotiated by the last Conservative Government, involving the same amount of money to build the electric arc furnace and the same cash for the transition board. It is ludicrous for her or others to continue to claim that no support was in place and that it somehow appeared when she found it down the back of the sofa. She is fully aware that the cash had been sitting there the whole time. Perhaps an apology is needed for that, and for claiming that Port Talbot supplies the defence industry with materials.
If an apology is due, it is to the people of Port Talbot for promising £80 million for a transition board that operated for nine months under the previous Secretary of State for Wales, and delivered not a single penny to the people of Port Talbot, and now we know why: the £80 million did not exist.
The closure of the last blast furnace at Port Talbot has resulted in the loss of several thousand highly skilled jobs across south Wales, prompting another economic contraction across our region. The global centre for rail excellence at Onllwyn is one project that could reverse the trend of deindustrialisation and bring back good, well-paid jobs to south Wales. Will the Secretary of State confirm that the UK Government intend to make further investments in that project, and give an update on what conversations she has had to ensure that the project gets going?
The hon. Gentleman will know from both the Budget and the international investment summit that significant investments are being made in Wales as a result of this Government’s work: £63 billion was announced at the investment summit, £1 billion to Shotton Mill in north Wales—the biggest investment in Wales for decades. That will secure 300 jobs and mean that we will have the largest UK paper manufacturing site in the whole United Kingdom. We are growing the economy, creating jobs and delivering significant investment. I will write to him about the rail project.
We have reset our relationship with the Welsh Government. Our approach is based on trust and mutual respect, and is spearheaded by the new Council of the Nations and Regions, which met for the first time last month. My regular meetings with the First Minister of Wales are also driving forward our new partnership, which is already delivering for Wales. That was evident in the biggest ever real-terms Budget settlement delivered for the Welsh Government last week.
The Secretary of State has been clear that this Labour Government will build a new partnership with the Welsh Government based on co-operation, respect and delivery. Will she say how the Government will give meaning to the manifesto commitment to strengthen devolution?
The previous Conservative Government ran roughshod over the devolution settlement, including by legislating in devolved areas without consent on numerous occasions. This Government will respect the devolution settlement and work in partnership with all devolved Governments. We will honour our manifesto commitment to do that by strengthening the Sewel convention, including a new memorandum of understanding between our Governments, ensuring that the petty squabbles of the past are confined to history and we can focus on delivering for the people of Wales.
The Secretary of State has been very clear about the much-needed reset between the Welsh and UK Governments. Can she also make clear how the recent Budget has contributed to that reset?
Our Budget delivered for Wales for the first time in a generation, because the £21 billion settlement announced last week is the largest settlement in real terms since the dawn of devolution. It will provide a record boost for the Welsh Government to support vital public services in Wales, such as the NHS. It includes £25 million to maintain work to keep coal tips safe, and £320 million for investment zones in north and south Wales to power our sector strengths, which include the creative industries, life sciences and advanced manufacturing—for example, our world-leading compound semiconductor cluster. That shows the difference of Labour Governments working together.
First, may I pay tribute to my hon. Friend the Member for East Grinstead and Uckfield (Mims Davies), who has just taken on the role of shadow Secretary of State for Wales? It is a fantastic opportunity for her to champion a vital part of our Union. Secondly, may I ask the Secretary of State, who is newly in her post, what she will do to ensure that the power that brings our Union together comes out of Ynys Môn—that is Anglesey to her—so that she can ensure that the nuclear projects that keep us safe are properly invested in and not dropped, as they have been by this Labour Government? Labour Governments control both sides of the M4 now, and it is about time they delivered.
I wonder whether the right hon. Gentleman has ever been to Anglesey—or Ynys Môn, as he describes it. I am eager to see new nuclear developments in north Wales that will provide high-quality jobs across the region and drive economic growth. We recognise that a nuclear future at Wylfa could help to deliver several of our strategic objectives, achieving net zero energy independence and restoring economic prosperity across our nations and regions. Great British Nuclear completed the purchase of the site in June this year, and we will make further announcements about it very soon.
Could the Secretary of State explain how it is possible to strengthen the Union while maintaining a partitioning border in the Irish sea at the behest of a foreign jurisdiction and under its laws?
I refer the hon. and learned Gentleman to my previous answer about the resetting of the relationship with the Welsh Government, and about working together and respecting the devolution settlement with all devolved Governments.
The Secretary of State talks about respecting the devolution settlement. Mark Drakeford wrote to the Chancellor before the Budget asking for a review of Wales’s Barnett formula for transport funding, which had fallen from 81% in 2015 to 36% in 2021. However, the Budget revealed a further cut in the Welsh transport comparability factor, which is now down to 33%. How come strengthening the Union under Labour means that every major rail project in England results in Wales losing out?
We are having ongoing discussions with the Welsh Government about funding flexibilities and their fiscal framework. We will deliver our manifesto commitment to work with the Welsh Government to address the outdated fiscal framework. As the right hon. Lady knows, heavy rail infrastructure is not devolved in Wales as it is in Scotland and Northern Ireland, and the Department for Transport settlement provides a £1.1 billion cash increase to total budgets in 2025-26 compared to 2024-25.
I have regular discussions with the First Minister of Wales on a range of topics, including, of course, the autumn Budget. This Budget has delivered for Wales for the first time in a generation. The Welsh Government are receiving the largest settlement in real terms since devolution, to support public services such as the NHS. More than 100,000 workers in Wales benefit from increases in the national minimum wage and the national living wage each year.
In the Budget, the Chancellor announced that the Barnett formula would apply to funding for agriculture, rather than the devolved Governments receiving a ringfenced amount. The Farmers’ Union of Wales says that the Barnettisation of funding could lead to a cut of £146 million a year, or more than 40%. Can the Secretary of State say whether that figure is correct, and whether she believes that her Government’s Budget has shown any consideration at all for our farming communities?
I was very pleased that the Budget was able to protect the current farming budget for the next financial year, despite the difficult decisions that we had to make because the Conservative party had trashed our economy. [Interruption.]
Order. Mr Griffith, you are continually being a nuisance on the Front Bench. I want you either to restrict it or to go and get yourself that cup of tea.
Thank you, Mr Speaker. Obviously, farming is devolved in Wales, and the decision on how to spend that budget will be up to the Welsh Government.
I welcomed last week’s Budget announcements about improving rail transport, and I want to bang the drum for a most excellent project in Monmouthshire, the Magor walkway station, which is ready for investment—indeed, we might even call it oven-ready. Will my right hon. Friend commit to working with the Rail Minister and me, and Welsh Ministers, to deliver the five Burns stations, and will she meet me to discuss progress?
My hon. Friend is a wonderful advocate for her constituency and for the Burns commission’s recommendations for her constituency, and I would be very happy to meet her to discuss them.
Will the Secretary of State express her regret about the impact of Labour’s Budget on Wales? It will undoubtedly make the people of Wales poorer. Pensioners have been left wondering whether they should turn on their heating this winter, and family farms will be destroyed. The Budget is affecting business confidence and employment across the nation.
The Budget provides the biggest ever settlement in real terms since the dawn of devolution, a protected £80 million for steelworkers and businesses, £88 million for city and growth deals, £320 million for funding through investment zones, £25 million for coal tips and a protected £440 million for local communities— I could go on. It was a great deal for Wales.
The growth mission is the central priority for this Government. Our new industrial strategy and national wealth fund will boost economic growth across Wales, creating jobs and driving up living standards. Working alongside ministerial colleagues, I was pleased to confirm £320 million of funding for two investment zones in Wales, the green light on the freeport in the Celtic sea and protection for local community growth funding across Wales.
I thank the Secretary of State for her answer. Universities in Wales, such as Wrexham University in my constituency, are crucial not just for the educational and research outcomes they provide, but for the economic opportunities they give our towns and cities, with a recent report by Universities Wales showing that their contribution to the economy stands at £11 billion. At a time when we are firmly in pursuit of economic growth, can the Secretary of State tell me what conversations she has had to ensure that universities in Wales are partners in this mission? Will she agree to visit Wrexham University with me to see at first hand the brilliant work that it is doing in collaboration with local businesses?
I would be delighted to go back to Wrexham and visit the university with my hon. Friend. Welsh universities will benefit from record levels of investment in research and development, which will be worth over £20 billion next year. The Budget confirmed £160 million of funding for the Wrexham and Flintshire investment zone, which was chosen due to the presence of world-renowned research institutions such as Wrexham University and Bangor University.
We say the phrase “no farmers, no food” so often, but never has there been a need for such emphasis as in the wake of the autumn Budget. Farmers in Wales, in Northern Ireland and right across this United Kingdom are reeling from the change in agricultural property relief and the impact it will have on the future of family farms. What is the Secretary of State doing to support farmers and make this case to the Treasury?
This Government continue to provide significant tax relief for farmers. For example, farming parents are able to pass up to £3 million to their children free of tax. They then pay half of the normal inheritance tax rates on anything over £3 million, and they have up to 10 years to pay it. The vast majority of farms will be unaffected by the changes in the Budget and will continue not to pay inheritance tax.
Cutting waiting lists is a top priority for both this Government and the Welsh Government. Last week’s spending review provided the Welsh Government with the largest real-terms settlement since devolution, including an additional £1.7 billion for 2025-26, enabling them to spend more on public services such as the NHS. I continue to collaborate with ministerial colleagues in both Governments, with the aim of driving down waiting lists.
I welcome this new partnership between the Welsh and UK Governments, which represents a real opportunity to share best practice and help to cut NHS waiting lists in England and Wales. Will the Secretary of State expand on how she will ensure that patients on both sides of the border get access to the best healthcare possible in a timely matter?
Both Governments are working collaboratively to make the NHS fit for the future. We provided a £1.75 billion boost for the Welsh Government to spend on public services such as the NHS, and the Welsh Government have just announced £28 million to cut NHS waiting times. Both Governments are sharing best practice and will consider more cross-border arrangements where capacity allows. The Welsh Government’s ministerial advisory group on NHS performance and productivity has been established to support improvements and bring down long waiting lists.
The Secretary of State will know that health is devolved across all the nations. Can she reassure me that the Secretary of State for Health will work with all the devolved Health Ministers to make sure that we can truly engender a national health service for the likes of mental health provision?
I know that the Health and Social Care Secretary wants to ensure that the national health service across all of our four nations is fit for the future.
The British Medical Association in Wales says that GP funding has decreased as a percentage of the Welsh Government’s budget by over 2.6% since 2005. Treflan surgery in Pwllheli cannot afford to fill key staff roles, and Budget measures will cost it an extra £19,000. The Secretary of State for Wales knows the state of the NHS in Wales, so why is she instrumental in Labour at both ends of the M4 threatening GP surgeries?
We are not threatening GP surgeries. If the right hon. Lady does not think that the £1.7 billion additional funding to spend on the NHS in Wales as a result of the Budget is a great idea, she needs to say what she would do instead.

Commons ChamberThis is my first oral questions session as Welsh Secretary, so I congratulate and welcome all Members elected to represent Welsh constituencies, particularly the 84% of those Members who sit on the Labour Benches. I also welcome the shadow Secretary of State for Scotland, the hon. Member for Berwickshire, Roxburgh and Selkirk (John Lamont), to the Front Bench—for Wales questions. Finally, I pay tribute to our fantastic Welsh Olympians and Paralympians, who have brought home a record medal haul to a very proud nation.
I recently met the Energy Secretary and visited the energy cluster in Pembrokeshire with the Deputy Prime Minister. The Government have established Great British Energy to drive down bills, create jobs and deliver energy security. Its new partnership with the Crown Estate will boost new green technologies, such as floating offshore wind in the Celtic sea. That will supercharge the work already undertaken by the Welsh Government, which the Prime Minister saw at first hand in west Wales with the new First Minister.
I support my right hon. Friend’s sentiments, and wish her well in her job. In advance of the statement, what can she say about jobs and investment in this crucial sector?
I am delighted that seven Welsh tidal, solar and offshore wind projects were successful in securing contracts in the Government’s main scheme for supporting low-carbon electricity generation. Those projects will support the Government’s mission to deliver clean power by 2030, as well as creating high-quality green jobs and attracting private investment. I look forward to further Welsh projects coming through in future rounds.
I thank my right hon. Friend for her answer; I am delighted to see her in her place. I am pleased to say that the development of the skills needed for such projects is well under way in Clwyd North. Creating Enterprise in Rhyl works with local social housing providers to develop energy-efficient housing solutions, and has partnered with Rhyl College to train local people in renewable energy, green heating and solar technologies, giving them the key skills needed for the green energy sector, and us the local trained workforce that we need. Does my right hon. Friend agree that green energy offers huge growth and employment potential for areas such as Clwyd North, and will she join me on a visit to Creating Enterprise the next time she is back home in north Wales?
I congratulate my hon. Friend on winning her seat. The Government have a clear mission to make Britain a clean energy superpower by investing in home-grown energy to grow the economy, create jobs, boost skills and strengthen our energy independence. In Wales, we have the resources and skills to be a leader in cutting-edge energy technologies, creating high-quality jobs right across the country, including in north Wales. It would be a pleasure to visit Creating Enterprise with my hon. Friend.
My right hon. Friend mentioned the exciting opportunities from offshore wind for the people and economy of Wales. Can she tell the House about the discussions that she and her Cabinet colleagues have had with the Crown Estate about maximising the benefits from those opportunities?
We believe that the new innovative partnership between Great British Energy and the Crown Estate will leverage up to £60 billion of private investment into the UK’s drive for energy independence. I am delighted that the Crown Estate has today published plans to bring an additional 20 GW to 30 GW of offshore wind to market by 2030. That is excellent news for Wales’s clean energy ambitions, particularly for floating offshore wind in the Celtic sea. I recently met the Energy Secretary, and separately the Crown Estate, to discuss how this new industry can deliver jobs and growth across Wales.
Will the Secretary of State set out how Great British Energy will deliver benefits to the port of Milford Haven and to families across my constituency?
I welcome my hon. Friend to his seat. I had the privilege of visiting the port of Milford Haven energy cluster in Pembrokeshire with him and the Deputy Prime Minister in August. I really value the critical role that the port plays in securing the UK’s energy supply, and I am proud that the region is pioneering new green technologies. We have established Great British Energy to drive investment in those technologies, which will deliver sustainable skilled jobs in Pembrokeshire and across Wales.
Ynys Môn has a long history of clean energy production, but Tory delays on Wylfa have cost the island over 400 jobs since 2010. In March, the Secretary of State urged the UK Government to get on with delivering new nuclear power. Now that she is in power, will she back those words with a concrete plan?
I welcome the hon. Lady to her place. Our manifesto commitment to delivering new nuclear in places such as Wylfa still stands—we will do that. The Government have now completed the purchase of the Wylfa site, as she knows. We will end over a decade of inaction by the previous Government on nuclear power, as part of our wider plans to get Britain building again.
I congratulate new Ministers on their appointments.
The last Conservative Government spearheaded various clean energy schemes for Wales, including the Celtic freeport, which has the potential to create more than 10,000 green jobs. Will the Secretary of State join me in recognising that the last Conservative Government led the way in delivering clean energy projects for Wales? Does she recognise that the Welsh Government also have to play their part, and what discussions she has had with them about their own plans to support clean energy projects in Wales?
I thank the hon. Gentleman for his remarks. My colleague the Secretary of State for Business and Trade said immediately after the election that we do not intend to make any changes to existing freeport commitments. I am backing the delivery of the two freeports in Wales, and I am very pleased that, with the involvement of the Welsh Government, we have fair work elements in those freeports, which I fully support.
Under my chairmanship, the transition board has moved from discussion to delivery. Last month, I announced £13.5 million for supply chain, skills and employability funds. I also announced our business and community pledge scheme, bringing together over 50 organisations in support of affected workers.
I thank my right hon. Friend for beginning to deliver funds to support business confidence and provide a safety net for workers. Will she explain how that will support workers who are dealing with great uncertainty?
The two funds that have been announced are specifically for people in businesses and in the supply chain, because we know that they have already been affected by the uncertainty of the situation at Port Talbot. They will help people to retrain and reskill into new employment, and will help businesses to diversify and go into new markets if they are a primary customer of Tata Steel.
I know that my right hon. Friend will serve Wales admirably in her new role.
Llanwern steelworks in Newport is a key strategic site that manufactures world-class automotive steel and more, and it has so much potential. We all await the statement later, but can she outline what she has been doing, alongside the Department for Business and Trade, to secure future investment in Llanwern as part of ongoing discussions with Tata?
The Government absolutely understand the importance of Llanwern as a key manufacturing facility for steel products. We have worked with Tata Steel UK to ensure that Llanwern is clearly considered in plans for the future of steel in south Wales. My hon. Friend is a dedicated advocate for the workers at Llanwern, and I know that that she will follow closely the upcoming statement from the Secretary of State for Business and Trade.
Today the Government are expected to unveil details of their steel plan for south Wales. From what has been briefed to the press, it seems that the new deal is, at its core, the same deal—worth hundreds of millions of pounds—that was agreed by the last Conservative Government. At the time, the Secretary of State and the Welsh Labour party appeared to rubbish the deal, and suggested that a better one was possible. Does she now regret the Labour party’s previous criticism of the deal?
I do not recognise that characterisation of the deal on which the Business Secretary will make a statement later. He will make that statement to the House—I do not want to pre-empt it, because we are a party and a Government who will always come to the House first to make major announcements—but I am confident that he will set out a sustainable future for steelmaking in Port Talbot, in Wales and across the UK.
The fact remains that key parts of the deal, as it appears in the press, appear to be largely unchanged from what was agreed before, including almost £100 million to help steelworkers who might lose their jobs. In its negotiations with the last Government, Tata Steel was crystal clear that no other deal was possible. Moving forward, it is crucial that funding to help retrain those who will lose their jobs reaches them swiftly, so will the Secretary of State lay out the detail of how and when the money will be sent to those impacted?
I refer the hon. Gentleman to my previous answer. We had the transition board in place for nearly 10 months under the last Government and not a single penny went out the door to businesses or workers affected. Within weeks of my taking over chairmanship of the transition board, £13.5 million has been released to help supply chain businesses and workers. That is the first tranche, with further funds to come.
I welcome the Front Benchers to their places. They will know that the steel industry in Wales is just one of a number that have suffered in recent decades. Last year, the Industrial Communities Alliance said that tackling the effects of deindustrialisation in Wales has been hampered by competitive bidding, which forces local authorities in deprived areas to bid against each other, preventing partnership working and a more strategic approach. Will the Secretary of State confirm whether future rounds of the UK shared prosperity fund allocated to Wales will no longer be subject to competitive bidding?
This Government were elected on a manifesto that stressed a partnership approach with local authorities and an intention to stabilise the funding system, moving away from wasteful competition. Those are the principles we will seek to apply as we think about the future of local growth funding. As with all Government decisions regarding funding beyond March 2025, it is ultimately a matter for the spending review.
Under the previous Government, the transition board met six times and formed two sub-committees, but did not distribute a single penny of the funding that was promised to support businesses and workers in south Wales. Will the Secretary of State provide an assessment of how the transition board has changed under her leadership?
I congratulate my hon. Friend on her election as Chair of the Welsh Affairs Committee, and I look forward to engaging with her and her colleagues as they take on their important work.
As I set out, we have released £13.5 million as the first tranche of funding from the transition board. That has changed the situation radically from discussion to delivery. That is what we promised; that is what we have delivered.
Last week, I met the Transport Secretary to discuss rail infrastructure and steps to improve cross-border connectivity. I also joined the Welsh Government Cabinet Secretary, Ken Skates, to announce the joint Network Rail and Transport for Wales programme that will increase rail capacity by 40%, with 50% more timetabled services on the north Wales main line.
It a real delight to see my right hon. Friend in her place.
The train line from Aberystwyth to Birmingham International via Telford is critical to the university, and to the economies and connectivity of mid Wales, Telford and wider Shropshire. What conversations has my right hon. Friend had with the Welsh Government, Transport for Wales and the Department for Transport about improving that line and the rolling stock?
I agree with my hon. Friend that the Cambrian line provides an important connection to and from Aberystwyth University, and it plays a key role in supporting cross-border connectivity for the people of mid-Wales and beyond. In recent years, Network Rail has undertaken work to improve infrastructure on the Cambrian line to support the introduction of new trains. Enhancements to the railway in Wales that deliver passenger benefits, including proposed electrification, are being considered by the Wales Rail Board.

On-the-day cancellations on the north Wales to London lines stood at 15.4% in August. We consistently have the highest on-the-day cancellation rates for the entire Avanti network, three to four times higher than the next worst part of the network. How will the Secretary of State use her role to stop Avanti punishing Welsh travellers?
I thank the right hon. Lady for her question, and concur with her remarks. The Government are clear that the performance of Avanti West Coast has not been good enough. Many times in this Chamber, we have heard about the appalling service—too many cancellations and too many delays. This Government have required Avanti West Coast to improve its performance on services, and I discussed this matter with the Transport Secretary last week. Ministers and officials are holding regular performance reviews with Avanti West Coast and Network Rail to hold them to account, closely monitoring compliance with contractual obligations and driving improvements using the contractual mechanisms.
Sadly, it seems that between the Welsh Government and Labour in government here in the UK, that service in north Wales is not a priority—we see that in the rate of on-the-day cancellations. The truth is that the railways are broken, and Labour’s plan fails to address the chronic underfunding that is the cause, particularly in Wales. In 2022, the Secretary of State—then shadow Secretary of State—said that it was “utterly illogical” to designate HS2 as an England and Wales project, and called on the Conservatives to “cough up” the billions owed to Wales. Will she cough up now?
We cannot go back in time and change the way that project was commissioned, managed and classified by the previous Conservative Government. They need to accept responsibility for the chaos, delay and waste on their watch. What we can do, though, is work closely with our Senedd and local authority colleagues to develop and invest in transport projects that improve services for passengers right across Wales.
I was pleased to meet with the Transport Secretary last week to discuss our approach to rail in Wales. She is reviewing the previous Government’s transport infrastructure commitments and will report in the autumn. We will deliver rail improvements that will make the services more accountable to the people who use them through the Passenger Railway Services (Public Ownership) Bill, which completed its Commons stages last week, and Great British Railways, which was launched in shadow form earlier this month.
It is great to see my right hon. Friend in her place. Connections between my constituency of Wirral West and north Wales are many, they are deep, and they are valued on both sides of the border. Sadly, though, our transport connections are lagging behind. Could she please set out what conversations she is having with Ministers and stakeholders to improve those connections?

In my meeting with the Transport Secretary last week, we discussed a range of issues, including connections between Wales and Merseyside. I recognise the importance of cross-border travel for people across the region. The UK and Welsh Governments are committed to strengthening those connections, which are vital to unlocking economic growth and employment opportunities for people and businesses. I know that rail enhancements are required to improve services on the Wrexham to Bidston line, and will work across Government to drive progress.
We recognise that the NHS in Wales faces unique challenges, and we are committed to working closely with the Welsh Government to improve NHS waiting times. Our approach is grounded in the belief that public services, such as healthcare, should not just be fit for purpose today, but be robust and resilient for the future.
Treating cancer early is critical for survival rates. In England, the target is to have 85% of patients treated within 62 days. In Wales, that target is more generous; it is just 75%, yet it has never been achieved. The current rate is an appalling 56.7%, much worse than the equivalent figure in England. Why is it that Welsh Labour is underperforming England? Is it really still the blueprint for Government?
More people in Wales have been told that they do not have cancer than ever before, and that is good news. Performance increased against the 62-day target for treatment in June compared with the previous month, and over the past two years, the number of patients waiting longer than two years has reduced. Average waits for treatment remain steady.

Written StatementsToday I can confirm that on 15 August I announced the release of £13.5 million in funding to support supply chain businesses and individuals affected by Tata Steel’s decision to transition to greener steelmaking.
This initial tranche of £13.5 million in funding demonstrates that this Government will act decisively to support workers and businesses in Port Talbot, working with Welsh Government, unions, and the wider community.
This funding, which is the first release from the Tata Steel/Port Talbot Transition Board fund, will target local businesses that are heavily reliant on Tata Steel as their primary customer, allowing them to turn towards new markets and customers where necessary.
The funding will also be available to workers affected by the transition, allowing them to retrain or to learn new skills for the employment market. We are also harnessing the generosity of the local community, with 50 employers so far pledging practical support for affected workers.
Negotiations with Tata Steel on the future of the site will continue separately. But this Government will not wait for a crisis to overtake us before acting. We are putting a safety net in place now to ensure we can back workers and businesses, whatever happens.
We have reset our relationship with the Welsh Government and will continue to work closely with them and other partners to ensure we are delivering support on the ground.

Written Statements The Government’s legislative programme for the first session was outlined at the state opening of Parliament on 17 July 2024. This statement provides a summary of the programme and its application to Wales. It does not include draft Bills, Law Commission Bills or finance Bills.
This Government will match the ambitions that working people across the UK have for their families and communities. At the heart of our plan are our five national missions, and this legislative programme delivers some of our first steps to begin the journey of rebuilding Britain. The programme will deliver economic stability and kickstart growth, including through a new national wealth fund which will make transformative investments across every part of the country. The clean energy transition represents a huge opportunity for generating growth and tackling the cost-of-living crisis for people in Wales and across the UK. We will establish Great British Energy to capitalise on this opportunity. We will end the requirement to franchise rail services, bringing greater certainty over the operation of publicly owned Transport for Wales by confirming it can remain as the default operator of rail services across all of Wales. And we will also create Great British Railways, focused on improving services and ensuring better value for money for passengers. We will also take back our streets by improving policing and criminal justice, and prevent ill health by passing landmark legislation to pave the way for a smokefree UK.
The Government will unleash Wales’s enormous untapped potential and place it front and centre of powering the UK’s national renewal. We will also reset the relationship between the UK and Welsh Governments, building a true working partnership based on mutual trust and respect to stabilise the economy, drive investment and create jobs in Wales. Stronger intergovernmental working, spearheaded by a new Council of the Nations and Regions, will boost collaboration and support delivery across the United Kingdom.
In this spirit, we will work in lockstep with the Welsh Government to secure the legislative consent of the Senedd for bills in this programme which make provision in devolved areas. The Sewel convention will also be strengthened through a new memorandum of understanding, outlining how the UK and devolved Governments will work together for the common good.

Commons ChamberIf you will indulge me, Mr Speaker, I would like to acknowledge the 25th anniversary this week of Welsh devolution—delivered by a Labour Government. It has helped to nurture a confident, modern and outward-looking Wales, and Labour Members are proud of it.
Not a single one of the hon. Members who have raised questions on this issue lives in Wales, and the speed limit is not blanket, as the Secretary of State well knows. It is a bit like the Conservative councillor in Sunderland who set up anti-20 mph Facebook groups while campaigning for the limit in his own area. Meanwhile, a mother whose 11-year-old son was hit by a car near his school in Flintshire said that the 20 mph speed limit likely saved his life. Does the Secretary of State agree that her intervention represents an important endorsement of the Welsh Labour Government’s policy to protect lives, especially children’s lives?
I, too, acknowledge the 25th anniversary of devolution. We were promised that it would deliver better schools, hospitals and public standards. What we actually have are the longest waiting lists and the worst educational standards in the United Kingdom, and a First Minister who is willing to take a £200,000 donation from a twice-convicted criminal. That is the record of 25 years of Labour-run Government in Wales.
I said straightaway that I am in favour of 20 mph limits outside schools, hospitals and other places where there are vulnerable pedestrians. I do not like the blanket ban that has been imposed as part of the anti-motorist agenda of the Welsh Labour Government.
It is rich of Government Members to chunter about donations. How much of Mr Frank Hester’s millions is bankrolling the Conservatives’ general election campaign? This is a man who said that a black woman MP in this House “should be shot”.
On roads, does the Secretary of State agree with his own association deputy chairman, writing in ConservativeHome this week, that politics in Wales is a “cul-de-sac” for the Tory party? The Welsh public do not like divisive politics, and they do not like Wales being constantly talked down by the Tories. Is that why they have not won a domestic election in Wales for over a century?
I remind the hon. Lady that we just got more votes than the Labour party in my constituency of Monmouth in the police and crime commissioner elections. What people in Wales want is public services, waiting lists and education standards that match what is being delivered by this Conservative Government in England, and standards in public life that reflect what we expect from Members of Parliament in the United Kingdom. That is not what we are getting under the Welsh Labour Government.

(Urgent Question): To ask the Secretary of State for Wales if he will make a statement on Tata ending the statutory consultation on redundancies at Port Talbot steelworks.
On 25 April Tata announced its strategic direction to proceed with its Port Talbot transformation, following the launch of the formal national consultation with the unions on 6 February. Technically, the consultation has not concluded at national or local level. The statutory consultation remains under way, and I understand that the company intends to move to local consultation with staff who may be affected.
This is a deeply concerning time for the Tata workforce and the wider community. I hold regular conversations and meetings with the unions and management, and will continue to do so as we develop interventions to build a brighter future for Port Talbot. On 15 September we announced an unprecedented £500 million Government grant as part of the £1.25 billion investment by Tata Steel to build a new electric arc furnace. Tata Steel employs more than 8,000 people, including at Port Talbot. All those jobs— along with many thousands more in the supply chain—would be under threat were it not for the agreement that we struck. The transformation will be difficult but the funding has saved 5,000 jobs in the company. It is not the case that we have paid money to put people out of work—we have paid a lot of money to save 5,000 jobs. We are also looking to modernise production and ensure that steelmaking in south Wales can continue for generations to come.
Going beyond that, to support those affected by Tata’s decision we have put £100 million towards the creation of the transition board, which I chair, and which includes representatives of the UK and Welsh Governments, local authorities and industry. The funding includes £80 million from the UK Government and £20 million from Tata—nothing as yet from the Welsh Government, but we hope that there will be some. It will be used to achieve the transition board’s priorities, the first of which is to support those affected employees to find new, well-paid jobs. The board’s priorities also include supporting businesses in the supply chain and the longer-term regeneration of the region.
In its most recent meeting last week the transition board endorsed a local economic action plan, which will act as a road map for how best to use the funding to support those affected. While the ongoing consultation is a matter between the trade unions and the company, we will continue discussions with all parties. We hope a resolution is found that avoids industrial action. The Government will continue to work closely with industry to secure a sustainable and competitive future for the Welsh steel sector.
I am confident of a good future for Port Talbot and the region, with the UK Government progressing the bid by Associated British Ports to the next stage for up to £160 million of funding to support our nascent floating offshore wind industry, and our progress towards establishing the Celtic freeport, backed by £26 million of UK Government funding.
Last Thursday’s news was a gut punch for workers in Port Talbot, with economic consequences that could reverberate across south Wales for decades. Last month, I met workers at the plant. The sense of the threat to nearly 3,000 people’s livelihoods was all-consuming. The wider supply chain in Llanwern, Shotton and Trostre is vulnerable, too. We again urge Tata not to make any irreversible decisions before a general election.
My hon. Friends the Members for Aberavon (Stephen Kinnock), for Newport East (Jessica Morden), for Newport West (Ruth Jones) and for Llanelli (Dame Nia Griffith) have been proud vocal advocates for their constituents. In contrast, the Government have forked out £500 million of taxpayers’ cash for the loss of 3,000 jobs. That is their deal and they own it.
In addition, the loss of sovereign steelmaking is a fundamental threat to our UK economy and security. It will constrain our ability to build the floating offshore wind we need to lower energy bills, deliver energy security and create the jobs of the future.
We are now around a month away from blast furnace No. 5 potentially closing, so what assessment have the Government made of the impact of the closure on job losses at the plant and in the supply chain across Wales? With the talks ongoing between unions and Tata this week, does the Secretary of State, like me, want to see an agreement from Tata that compulsory redundancies will be avoided? What steps will he take to encourage such an agreement? He has said that no one will be left behind if they lose their jobs. Will he publish the local economic plan that the transition board has agreed as the basis for its investment decisions?
With Labour’s national wealth fund, the future of UK steel will be fuelled by the skills, talent and ambition of Welsh steelworkers, but until the country is given the chance to have its say at a general election, I want workers across Wales to know that Labour Members have their backs.
Let me take the hon. Lady’s points one by one. First, the £500 million investment will save 3,000 jobs. We are not paying money to throw people out of work; we do not want to see anyone thrown out of work. Tata has made a decision to close blast furnaces based on the losses it is making. When it came to us, we said, “What can we do to keep people in work?” This was the plan it came up with.
Secondly, the plan will have no impact on sovereign steelmaking. The hon. Lady, if she talks to Tata, will understand—[Interruption.] She is chuntering, but all the iron ore that goes into the blast furnaces comes from abroad, all the coal that is turned into coke comes in from abroad, and all the limestone comes in from abroad. It therefore has no impact whatever on our sovereign steelmaking ability. In fact, we have 8 million tonnes of scrap steel in this country, much of which has been exported abroad. We are going to use that scrap steel and put it in the electric arc furnace, which will increase our sovereign ability.
The hon. Lady says that the plan will have an impact on our ability to create floating offshore wind. Last time, she said it would have an impact on our ability to create battleships. She needs to understand that battleships are made using steel plate and that floating offshore wind turbines are also made using steel plate. Steel plate is not made by Tata at Port Talbot. Tata at Port Talbot produces coil, which is thin and not strong enough to make either battleships or floating offshore wind turbines.
The hon. Lady asked about the number of people affected. We have been very clear about that from the start. [Interruption.] I am trying to answer the hon. Lady’s questions. She asked the questions; I listed them and I am answering them. She asked about the number of jobs affected. We have said all along that we expect it to be around 2,800, but it is for Tata to confirm that once it has gone through the statutory consultation procedure.
The hon. Lady asked whether we would encourage Tata to come to an agreement so that there are no compulsory redundancies. Of course, we would. We do not want anyone to be made redundant against their wishes. We did not want this process to happen in the first place, but as I said to her several times, Tata came to the UK Government with a threat to pull out, which would have cost 8,000 jobs and the entire supply chain.
The hon. Lady asked if the local area action plan can be published. It is not fully finalised yet—it is a road map—but she will surely be aware that the current First Minister was sitting on the board as the economic development Minister. The Labour economic development Minister in the Senedd is on the board. The local Member of Parliament is on the board, as is the local Senedd Member, the chief executive of the local authority, and the representatives of three trade unions, so it is hardly a secret document. It is not as if the transition board is meeting in conditions of great secrecy.

Commons ChamberThe impact of the Conservatives’ cost of living crisis on people in north Wales has been exacerbated by their dither and delay on new nuclear at Wylfa. The previous project, which Ministers abandoned in 2019, could have been 50% completed by now, and would have created up to 8,500 jobs. Some 900 permanent jobs would also be well on the way, adding a total of almost £400 million a year to the local economy in wages. What does the Secretary of State say to people across north Wales who are still looking for good jobs because of his Government’s failures?
The last Labour Government certainly did not build any nuclear power stations. The UK Conservative Government are getting on with Hinkley, and we are sorting out small modular reactors. There is a process going on, in which six companies with an SMR model will be reduced to two, and one will be selected by the end of the year. We have provided £160 million to buy the Wylfa site. That will ensure that there is a nuclear industry in Wales—a result of the policies of this Conservative Government.
It is a stark admission of the Government’s failure that the Secretary of State boasts, after 14 years in government and doing absolutely nothing for five years, of acquiring a site at Wylfa. His Government’s inaction has cost people money, and still does. In nine years, all but one of our current reactors will be offline, which will weaken our energy mix, risk higher prices, and again leave us vulnerable to energy tyrants such as Putin. Will the Secretary of State make an explicit commitment today to backing new nuclear in places such as Wylfa, as Labour has done, in order to unlock jobs, investment and cheaper bills—issues that his party has ignored for so long? Or is this another never-ending Tory fiasco, like High Speed 2?
The last Labour Government were not in the least bit supportive of nuclear. What this Conservative Government have done for energy is increase to 50% the amount of electricity that comes from renewables. We are the first advanced economy to halve our carbon dioxide emissions, and we are pushing forward with floating offshore wind and SMRs. All we get for business from the Welsh Labour Government is a block on new roads being built, 20 mph speed limits, and legislation to charge people for driving to work.

Commons ChamberI congratulate my right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb) on securing the debate and mildly support his criticism of its attenuated nature; it is really not acceptable.
Last Saturday, I had the great pleasure of hosting the Secretary of State for Levelling Up, Housing and Communities, my right hon. Friend the Member for Surrey Heath (Michael Gove), as he visited the town of Ruthin in my constituency. Ruthin is—I apologise to the hon. Member for Gower (Tonia Antoniazzi)—arguably the finest, most beautiful small town in the whole of Wales. It is benefiting from a levelling-up award of some £11 million. The Secretary of State was very impressed with the levelling-up proposals for Ruthin and he received a warm welcome.
That was in contrast with what happened two days previously, also in my constituency, when the Welsh Government’s First Minister decided to cancel a visit to Colwyn Bay, having received a warm welcome of a rather different nature from farmers in Rhyl the previous day. The farmers were protesting about the Welsh Government’s sustainable farming scheme, which they consider detrimental to their interests. I fully share their view. The Welsh Government’s proposals, which as we have heard are currently subject to a consultation, would require farmers to set aside 10% of their land for tree planting and another 10% for wildlife habitats to qualify for subsidy payments. The Welsh Government say that the aim of the scheme is
“to secure food production systems, keep farmers farming the land, safeguard the environment, and address the urgent call of the climate and nature emergency.”
It is hard to see how reducing the productive land available to each farmer by 20% will either “safeguard food production systems” or “keep farmers farming the land”, and it is impossible to see how any measures introduced by the Welsh Government, in almost any context, will make any appreciable difference to the climate emergency.
The Welsh Government’s plans, quite simply, will damage agriculture in Wales, and that is not just my view. It was also the conclusion of the Welsh Government’s own impact assessment, which predicted that the policies would result in
“a 10.8% reduction in Welsh livestock numbers; an 11% cut in labour on Welsh farms; and a £125.3 million hit to output from the sector and a loss of £199 million to farm business incomes.”
Given that their own impact assessment has predicted such dreadful consequences, it is almost impossible to understand why the Welsh Government think it is a good idea to plough on, so to speak, with what is clearly a catastrophic policy.
There is no doubt that climate change is a reality, which needs to be addressed and, indeed, is being addressed very effectively by the Westminster Government. However, when deciding whether the Welsh Government’s proposals are sensible or proportionate, we should take into account the fact that Welsh greenhouse gas emissions are already very low indeed. In 2021, the United Kingdom contributed only 0.77% of global greenhouse gas emissions. Of those emissions, Wales was responsible for just 7.5%, and the Welsh agricultural sector was responsible for only 15% of those Welsh emissions. Welsh agricultural greenhouse gas emissions therefore constitute just 0.008866% of the global total. Nigel Lawson famously observed that to govern is to choose. It is clear that the Welsh Government have deliberately chosen to penalise Welsh agriculture, damage Welsh farming incomes and decimate the ranks of those employed in the rural economy in order to achieve a reduction in greenhouse gas emissions that will, in global terms, be wholly insignificant.
May I suggest, very respectfully, that rather than winding up the rhetoric, the right hon. Gentleman should encourage his constituents to respond to the consultation? There is still a whole week to go.
I can assure the hon. Lady that my constituents have responded to the consultation, both on paper and physically. Several of them were in Cardiff yesterday, objecting to this ludicrous proposal.
If large numbers of Welsh farmers are forced off their land, which the Welsh Government’s own impact assessment predicts that they will be, the consequence will be increased rural depopulation. Welsh culture will be undermined, the Welsh language weakened, and it will be another nail in the coffin of the Welsh rural way of life—but that, it would appear, is entirely acceptable to the Welsh Government, provided that it results in a pitifully small reduction in emissions.
Of course, it is not just the farming community that is being damaged by the disproportionate pursuit of reducing greenhouse gas emissions. Reducing emissions was used to justify the ludicrous 20 mph speed limit that now prevails across built-up areas in Wales—a measure so hated that nearly 470,000 people have signed a petition calling for it to be scrapped. The same justification was given for last year’s decision to abandon all major road- building projects in Wales, including the desperately-needed third Menai crossing.
When he announced the policy, the Welsh Government’s Deputy Minister For Climate Change—yes, they apparently have a Deputy Minister as well as a Minister—acknowledged that
“None of this is easy.”
He was quite right in that respect. It is not easy for farmers, for commuters, for business people or for families. Livelihoods are being put at risk and lives are being made miserable by a Welsh Government who are putting dogma ahead of common sense. Let me repeat that to govern is to choose. The Welsh Government could, and should, make a new choice. They should recognise that they are the Administration of a relatively small, lightly populated part of the United Kingdom, and that they should be serving its specific needs and addressing its priorities in a proportionate manner. Wales needs better health care, better schools, better roads, a better economy and a better quality of life, and those needs are not well served by the dead hand of climate change fanaticism.
It is good to see you in the Chair again for this annual debate, Mr Deputy Speaker. I also thank the Chair of the Welsh Affairs Committee, the right hon. Member for Preseli Pembrokeshire (Stephen Crabb) for securing the debate, and I gently echo his sentiments about the time we have for this debate today. I thank the Backbench Business Committee for granting it and all colleagues present for their contributions to what is always a wide-ranging debate on Welsh affairs.
I will mention just a few contributions. My hon. Friend the Member for Gower (Tonia Antoniazzi) talked about rugby and cockles. My hon. Friend the Member for Llanelli (Dame Nia Griffith) gave a great speech about rail infrastructure, renewable energy, offshore wind delays and steel. My hon. Friend the Member for Swansea East (Carolyn Harris) is formidable, and she spoke about her “Everyone Deserves” campaign. If she asks you to help, you dare not say no, Mr Deputy Speaker. My hon. Friend the Member for Cynon Valley (Beth Winter) talked about our proud industrial past. My hon. Friend the Member for Newport West (Ruth Jones) talked about music and culture in her constituency, and I am very much looking forward to visiting the Corn Exchange this weekend. My hon. Friend the Member for Merthyr Tydfil and Rhymney (Gerald Jones) talked about two very important issues: post office closures, which I entirely recognise from the experience of my constituents in Cardiff Central, and the Government’s poor roll-out of pension credit.
St David’s Day is a time to celebrate Welsh heritage and national identity, and the Labour party is fiercely proud of our Welsh heritage. Ever since devolution, delivered by a Labour Government, Labour-led Welsh Governments have delivered positive change for the people of Wales: free prescriptions, free school lunches for all primary schoolchildren, the highest number of nurses and consultants in the Welsh NHS for a decade, the protection of the NHS bursary, unlike in England, and a ban on fracking, unlike in England, and those are just a few. Labour is the party of devolution. We are committed to reinforcing the status of the Senedd.
The right hon. Lady has made several contributions, so I will carry on, if she does not mind. We are committed to reinforcing the status of the Senedd, strengthening intergovernmental working and pushing power out of Westminster and into the hands of our communities.
Wales is brimming with potential. Yesterday, pupils from my constituency from St Philip Evans Catholic Primary School in Llanedeyrn came to Parliament, and I met them and their teachers at the end of their day here. They were fascinated by what they had seen and they gave me quite an enthusiastic grilling, with excellent questions, but they, like all children from across Wales, including those who visit Parliament’s wonderful education centre—I thank all the staff there for the tremendous job that they do—are our future. We all have a responsibility to make sure that they have a good future, full of the opportunities that they deserve.
I am ambitious for a future fuelled by the talent and innovation I have seen up and down Wales. I am proud of our roots in industry. Industry has been our history, and it can be our future, too, but the chaos and failure of the Government risk squandering that future. My hon. Friends have rightly mentioned steel several times today. Steelmaking is the lifeblood of communities across Wales, the backbone of our local economies and the foundation of our manufacturing capability, and that is why the deep cuts to jobs mooted at Port Talbot are a kick in the teeth.
Instead of having a proper industrial strategy like Labour, Conservative Ministers have compounded the risk to likelihoods, forking out £500 million in taxpayers’ money to see up to 3,000 people made redundant and forfeiting our ability to make virgin steel. The Secretary of State for Business and Trade—not known for diplomacy, I might add—said that Wales should consider it a win, and the Welsh Secretary said that it is mission accomplished on saving Welsh steelmaking. I am afraid that that attitude shows casual indifference to the thousands of people across Wales who have so much at stake here, and it shows a fundamental misunderstanding of our Welsh economy and a total disregard for the need to preserve the UK sovereign steelmaking capability.
However Conservative Ministers try to spin it, the loss of sovereign steelmaking is a fundamental threat to our UK economy and security—[Interruption.] The hon. Member for Workington (Mark Jenkinson) can chunter as much as he wants. However Tory Ministers try to spin it, that is the truth.
The floating offshore wind in the Celtic sea that we have heard about this afternoon and the new nuclear power plant at Wylfa that the hon. Member for Ynys Môn (Virginia Crosbie) has been begging for year after year, and which Labour Members want to see, will need significant quantities of steel. Where is it going to come from? In an increasingly uncertain world, the Government are surrendering our sovereign capability to build the Royal Navy ships we need to keep our shores safe and our shipbuilding industry strong.
The Secretary of State has said on numerous occasions that no one will be left behind. He talks about his role as chair of the transition board—a monument to his party’s failure to secure the future of sovereign steelmaking in Wales. I want to put a marker down here and now. If these job losses go ahead, I will be holding him to account every single step of the way.
I have seen this happen before. I grew up just take a few miles from Shotton steelworks, which in 1980, under a Tory Government, became scarred by its closure. The resulting loss of 6,500 jobs remains the biggest industrial redundancy on a single day in western Europe. It totally decimated the area. Nearly everyone at my school had family who worked in the steelworks or in the supply chain. The impact of those mass redundancies in our area was felt for years: all those skills and the potential of my generation wasted—the rug pulled from under our feet. I am deeply concerned that we will see that again, but this time in Port Talbot and right across our steel communities.
It is not just steel. On nuclear at Wylfa and on Newport Wafer Fab—the jewel in the crown of our high-tech south Wales cluster—the Government drag their feet while workers and their families nervously wait, jobs and investment go and opportunity withers.
Labour has a different view of how things could be, and we have set out our plan. A UK Labour Government will invest £2.5 billion in the UK steel industry by the end of their first term—that is on top of the Government’s earmarked £500 million. We will increase domestic demand for steel by more than doubling onshore wind capacity, tripling solar power and quadrupling offshore wind. We will get Britain building again.
A general election is coming. It is an opportunity for voters to make their voices heard. My pitch to them after 14 years of Conservative Government is this: if people feel it is no longer true that when they work hard they get on, if people are bored and frustrated with watching a chaotic, failed Government more focused on holding their party together than on governing, and if people feel like it is time for a change, they should look to Labour. We can build the economy of the future, create good-quality jobs, drive down energy bills and provide energy security, and we in Wales will play a critical role in powering the whole UK through a decade of national renewal, rekindling Wales’s proud industrial roots with the industries of the future.

Friend the Member for Preseli Pembrokeshire (Stephen Crabb), the Chair of the Welsh Affairs Committee, for bringing forward the debate.
Let me turn straightaway to the comments made by the hon. Member for Cardiff Central (Jo Stevens). First, on what has actually been delivered by the Welsh Labour Government in Wales, with due respect, she left a few things out. She did not want to mention that the Welsh Labour Government have delivered the longest waiting lists in the whole of the United Kingdom. She did not want to mention that the Welsh Labour Government are now having to build air filters to blow away the diesel fumes from the ambulances that wait for nine, 10, 11 or 12 hours at a time outside Welsh hospitals. She did not want to mention that the Welsh Labour Government, after more than 20 years of devolution, have delivered the lowest educational standards in the whole of the United Kingdom—that is according to the OECD. She did not want to mention that the 20 mph limit is causing extra congestion in Wales. She did not want to mention that the Welsh Labour Government are damaging the economy by bringing in a ban on any new roads being built.
Can I correct the right hon. Gentleman? He keeps repeating this ban on all road building, which he knows is not correct. If hon. Members on the Government Benches want to complain about 20 mph zones, they might want to look at their own Department for Transport, which promotes them, and the Tory-run councils that have introduced them. The right hon. Gentleman wanted 20 mph in his own constituency. The organisers of the anti-20 mph social media groups in Wales are run by a Conservative councillor from Sunderland who—wait for it—has supported the measure in his own patch. You could not make it up!
Like all Members of Parliament, I support a 20 mph limit outside schools, hospitals or other places where there are vulnerable people. What I have never done—and neither have the Conservative Opposition—is to support a blanket 20 mph speed limit. What I would never support is a suggestion of bringing back Severn bridge tolls, which was put forward by a Labour council in Monmouthshire—it is in its own leaflet. What I would never do is bring forward a tax on the tourism industry, which will destroy more jobs in one of the most important industries in Wales.
What I certainly would not do is to tell farmers that they have to put aside 20% of their land for planting trees and other wildlife schemes dreamed up by people who do not know what the countryside is all about. What I would not do is spend over £100 million on just about the only effective job creation scheme the Senedd has ever come up with—to create dozens of extra Senedd Members. The hon. Lady and various others, including the hon. Member for Gordon (Richard Thomson), mentioned the independent commission, which frankly was not that independent. The commission itself expressed grave reservations about the closed list voting system brought forward by the Welsh Labour Government without any proper discussion with the public upon whom it will be visited.
The hon. Lady wanted to talk about steel, so I suggest that she stop giving false hope to steelworkers in Port Talbot, or suggesting that this has come about as a result of a Government decision. The hon. Lady made a few comments that were simply factually incorrect; I might need to educate her a little about how steel is produced. First, there is no sovereign capability to make steel in a blast furnace, because every single bit of iron ore is bought in from abroad, as is all the coke, not least because the hon. Lady’s party wanted to shut down all coalmines because of concerns about the climate emergency. There is no possibility of virgin steelmaking because all the ingredients come from abroad. Secondly, as far as I am aware, none of that steel is being used by the Royal Navy, but steel is being produced for the Royal Navy in the United Kingdom—from Sheffield Forgemasters, and it comes out of an electric arc furnace.
Labour says that it has a plan for steelworkers in Port Talbot. I actually visited Mumbai about two weeks ago and spoke to the global head of Tata, and the head of Tata Steel. They made it very clear that no such plan was put to them by the shadow Front Bench team. There is no plan that they are looking at. The reason that they are shutting down those two blast furnaces is that they are losing over £1 million a day. The only plan that they were going to consider was insolvency, and pulling out of steelmaking in the United Kingdom all together.
The plan that the Government came up with was not a plan of giving half a billion pounds to fire 3,000 people; the Government were presented with a situation where Tata came in with insolvency practitioners and said, “We are pulling out of the United Kingdom.” Had it done so, it would have cost 8,000 jobs and 12,000 more in the supply chain. The Conservative Government, which I am proud to be serving, came up with a scheme whereby we put half a billion pounds towards building an arc furnace—a scheme that will save 5,000 jobs and a supply chain. It is absolutely wrong and misleading to suggest that we have given a steel company half a billion pounds to fire 3,000 people, when we have given them half a billion pounds to save 5,000 jobs, and to ensure that steel continues to be made in Wales.
The danger is that the hon. Lady’s words are being heard by Tata in India. Many people there will be thinking to themselves, “Do we actually want to continue investing in the United Kingdom if we can’t be certain that any deal we have will continue if there is a different Government?” The hon. Lady’s words are also going to be seen by workers in Port Talbot, who may be thinking to themselves that there is some secret plan that could save their jobs. There isn’t. If the hon. Lady does a little bit of research, she will find out very quickly that there is no plan C. There was a plan A, which would have shut the steelworks and cost every job, or a plan B, which saves 5,000 jobs.
The hon. Lady did not mention anything about the £100 million transition fund. The Government are not going to turn their backs on workers in Port Talbot. The Government have £100 million set aside to make sure that every single person who loses their job has access to the training they need to get further employment. The Government have saved jobs and are standing by the people of Port Talbot. I really hope she will find out a little bit more about it before trying to comment further.
I am also very proud of the work that the Government have been doing to level up across the rest of Wales. Under this Conservative Government, we have been responsible for four growth deals, three rounds of levelling-up funding, two investment zones, two freeports—including one in Port Talbot, which will encourage more industries to come in—the electric arc furnace, and the £1 billion project to electrify the north Wales coast main line. The Government have been doing an enormous amount to put money into Wales.
Following Brexit, the Government promised that farmers would not lose out by one single penny as a result of our leaving the European Union. We calculated what agriculture was getting during the last control period—it was about £337 million a year—and we made sure that that money continued to be delivered. It is very disappointing, therefore, that the Welsh Government have decided to take that money and plough it into a scheme that will reduce the amount of land available for growing agriculture, increase food miles, and throw 5,000 people out of work. Yes—there will be 5,000 job losses on the Welsh Government’s own figures as a result of the agricultural scheme that the hon. Lady’s party’s Government are planning to bring in.
I will just mention one or two other points in the last minute or so I have left. The hon. Member for Ceredigion (Ben Lake) mentioned gigabit connections. I agree with him that we need certainty on where they will be and that there are challenges in rural areas, but I would point out that in 2019 about 11% of properties had a gigabit connection and that has now increased to 69%. The work is going on at pace.
The hon. Member for Merthyr Tydfil and Rhymney (Gerald Jones) made a very good point, as did the hon. Member for Swansea East (Carolyn Harris), about the cost of living. I am not decrying anything the hon. Lady has done, because she does do a lot of good work, but I again point out that this Government have ensured that pensions and benefits have all gone up in line with inflation. The living wage has gone up in line with inflation. There have been extra payments to pensioners and to those on benefits, and also to those in houses with a disability. That is not to say that that solves all problems. The hon. Member for Merthyr Tydfil and Rhymney also rightly drew attention to the fact that some companies are perhaps not behaving as they should on petrol prices. I agree with him. The Government are following up the recommendations of the Competition and Markets Authority to bring forward a scheme to provide extra transparency.
I think I have only about six seconds left, unfortunately; hopefully, a little more time will be allocated to us next time.
