I wish to inform the House that the Foreign and Commonwealth Office, together with the Ministry of Defence and the Department for International Development, is today publishing the 41st progress report on developments in Afghanistan since November 2010.



After a protracted period of negotiation, Dr Ashraf Ghani and Dr Abdullah Abduallah signed the agreement forming a National Unity Government at the presidential palace on 21 September. The agreement committed Dr Ghani and Dr Abdullah to creating a Chief Executive Officer (CEO) position by presidential decree straight after the inauguration and to holding a Loya Jirga within two years to consider amending the constitution to formalise the CEO role into that of an executive Prime Minister.

President Ghani’s inauguration took place on 29 September. The first democratic transfer of power from one elected President to another, marked a truly historic moment in the history of Afghanistan. The Ghani Government signed the bilateral security agreement and the NATO status of forces agreement on 30 September.

The NATO Wales summit discussed Afghanistan on 4 September. The meeting paid tribute to ISAF and Afghan sacrifices, recognised their achievements, and underlined continuing international commitment to supporting Afghanistan. A subsequent ISAF declaration outlined in particular the NATO-led support envisaged for Afghanistan after 2014.

Following the NATO summit, the Prime Minister told Parliament on 8 September, Official Report, column 655:

“We reaffirmed our long term commitment to supporting a peaceful, prosperous and stable Afghanistan, including through our development conference in London in November.”

This is now planned for 3 to 4 December.

The Secretary of State for Defence travelled to Kabul on 23 to 24 September for a visit timed to enable him to deliver the keynote speech at the ceremony marking the graduation of the first Kandak (battalion) from the UK-sponsored Afghan National Army Officer Academy (ANAOA). He was the first international Minister to meet with President Ghani and CEO Abdullah.

5. What recent steps the Government have taken to assist with the reconstruction of Gaza.

On 12 October, at the reconstruction conference in Cairo, the UK pledged £20 million to help kick-start Gaza’s recovery. It is essential that both sides take the necessary practical steps to allow reconstruction. Reconstruction of Gaza is necessary and urgent to get the economy back to business, but progress to a political settlement must follow quickly on its heels.

I thank the Secretary of State for his answer. Many in the House were concerned about the impact on ordinary Palestinians during the 50-day conflict. Of particular concern was the bombing of the hospital in Gaza. Will he advise us what the Government are doing to help rebuild vital medical facilities in Gaza?

My right hon. Friend the Secretary of State for International Development is deeply engaged in that question. As I have said, we have pledged £20 million and we will continue to work with the UN and other agencies, but we urgently require an unsticking of the process that allows construction materials into Gaza so that physical reconstruction can commence. When that process is under way, I am sure there will be significant further pledges of assistance on top of the billions of dollars already available to reconstruct Gaza as a result of the Cairo conference.

Have any arrangements been agreed to ensure that much-needed building materials for hospitals, schools and homes will not be diverted to rebuilding the terror tunnels, which Hamas claims it has started to do?

This is the essential challenge: ensuring that construction materials in the quantities needed can enter Gaza under a monitoring regime that is satisfactory to the Israelis as well as the Palestinians and that they are applied to the rebuilding of homes, schools, hospitals and infrastructure, and not diverted for military purposes. Such a mechanism is in place. There was a temporary glitch—hopefully—earlier this week in its operation, but officials are working flat out to try to resolve it. I hope we see major progress over the next few days.

Does my right hon. Friend agree that, while Hamas continues to rule Gaza with such brutality and to amass missiles—as we have heard, many of them are from Iran—the prospect of a viable and democratic Palestinian state looks ever more unlikely?

The challenge to the authority of the Palestinian Authority from what is happening in Gaza is an impediment to progress on a broader middle east peace settlement, but I am of the view that we must first bring humanitarian relief to Gaza, which means getting started urgently on reconstruction. We then need a sustained ceasefire and settlement around Gaza as a step to proceeding to a resumption of the wider middle east peace process. I hope for significant American leadership to revitalise that process over the coming weeks and months.

I agree with the Secretary of State that the urgent and pressing matter is the humanitarian and reconstruction needs currently faced by the people of Gaza. Is it a forlorn hope—can he give us some hope—for a political solution in the medium to long term that allows the security needs of the Israelis and the Israeli nation to be met at the same time as the lifting of the economic constrictions and the strangulation of Gaza? That has to be the way forward.

The hon. Gentleman is exactly right. All hon. Members would agree that the Gazan economy needs to be reactivated so that people can get back to something like life as normal. The stranglehold imposed by the access regime needs to be relaxed, but it can be relaxed only in the context of Israel feeling safe and secure.

The UK is providing £19 million of assistance to the Ukrainian Government. We are one of the largest contributors of election and border monitors, but most importantly, we are maintaining pressure on Russia through sanctions to withdraw troops, to cease support for separatists and to respect the sovereignty of Ukraine.

I am sure the House wishes President Poroshenko and Prime Minister Yatsenyuk every possible success in resolving their dispute with Russia peacefully. I met the Prime Minister in the summer and he told me that his country was desperately short of resources and equipment. I urge Her Majesty’s Government to do whatever they can to help.

The Government have already made non-lethal equipment available to support the Ukrainian armed forces, and we are working with European Union partners to look at the needs of the Ukrainian economy over the coming winter. Ukraine faces a massive energy crunch over the next few months, and the Ukrainian economy is likely to have shrunk by more than 6.5% since before the conflict began. We are acutely aware—we discussed this at the Foreign Affairs Council last Monday in Luxembourg—of the fact that Ukraine is likely to be looking for further support from the EU this winter.

Can the Foreign Secretary assure us that the Government are doing everything they can to ensure that the dismemberment of Ukraine stays at the forefront of everyone’s mind? Can he absolutely assure the House that there is no intention on our part of allowing this to slip down the agenda, thereby allowing the aggression to stand and the de facto creation of new Russia to become embedded?

The right hon. Gentleman is exactly right. The big risk is of a frozen conflict and people’s attention turning elsewhere, and it would be disingenuous of me not to acknowledge that some of our European partners are more robust on the agenda that he has set out than others. We are determined—and we have some powerful allies in the European Union—to maintain the pressure on Russia, including keeping sanctions in place, until Russia complies with its obligations under the Minsk agreement, in particular: the removal of Russian forces; the proper monitoring of the border between Ukraine and Russia, not the line of control between separatists and Ukraine forces; and an end to active Russian support for the separatists.

Last night I returned from Kharkiv, which, as my right hon. Friend knows, is just to the north of Donetsk in eastern Ukraine. In Kharkiv on Sunday, the situation was calm, peaceful and orderly, and I suspect we will find that the results of the election will prove to be fair and a proper reflection of what the people of Ukraine want. That being so, will my right hon. Friend call the Russian ambassador in and tell him that it is wholly inappropriate for the Russian Foreign Minister to seek to promote unofficial elections in Donetsk and Luhansk?

Sunday’s elections were a clear demonstration of Ukraine’s commitment to democracy. We have made it clear, and the European Union again last week endorsed a collective position, that we will not recognise illegal elections organised by separatists. The only elections we will recognise are those organised by and operating under Ukrainian law.

It is good to be back on the Front Bench after a short absence. I thank hon. Members for their messages of good will, especially those from some Government Members who are somewhat fearful of their own party’s direction at the present time.

In our current debates about the European Union, we should not forget that its expansion to include former Warsaw pact countries was a victory for peace and democracy. It was a foreign policy victory for the west, championed by the Conservative Government at the time, and it means that war between member states is almost inconceivable. However, for countries outside the EU, such as Ukraine, it can be a very different story. Following the elections, what more can we do with our European partners to stop the further undermining of Ukrainian sovereignty and ensure that a newly elected Government there is free to choose its own path for the country’s future?

First, I welcome the right hon. Gentleman’s return to his place on the Front Bench. We look forward to debating all these issues with him.

Of course the election on Sunday was important in underscoring the legitimacy of the Ukrainian Government. I have already set out our demands that the Russians comply with their obligations under the Minsk agreement—withdrawing their troops from Ukrainian territory, allowing proper monitoring of the border and ending their support to the separatists—but it goes further than that. It is about the more subtle forms of Russian control and influence over the Ukrainian economy and political system. We are working closely with President Poroshenko and his Government to ensure that Ukraine has a robust position in response to those forms of pressure. Although the European Union does not agree on all issues in relation to the Russia-Ukraine dispute, it is pretty much clear and unified in its view that Ukraine must be allowed to choose its own future free of external pressure.

EU sanctions are having a clear impact on Russia’s economy. Capital flight has increased, and Russian access to western financial markets is severely constrained. Sanctions are estimated to have slowed GDP growth by 1%, and to have contributed to the rouble’s falling by 20% against the dollar since 1 January. The fall in the oil price is piling further pressure on the Russian economy.

What is the Foreign Secretary’s considered assessment of the relationship between the dependence of some of our European partners on Russian energy supplies, and the effectiveness and robustness of the sanctions that we have pursued against Russia?

The sanctions are robust. I think that the important relationship is between the dependence on Russian energy supplies and the robustness of the position of some of our partners on the question of maintaining those sanctions. Fortunately, the sanctions that are in place will last until March or May, depending on the type of sanction involved, before any opportunity arises to debate their renewal or otherwise. That means that, at the very least, we shall get through the winter with the sanctions in place.[Official Report, 3 November 2014, Vol. 587, c. 6MC.]

We hear that today, having apparently endorsed the main Ukrainian elections, Moscow has yet again reiterated its support for separate elections in Luhansk and Donetsk, thus undermining the peace process. Does the Foreign Secretary think that that should lead the European Union to review the level of sanctions that is appropriate, and, if necessary, enhance it?

I think that the correct response is simply to ignore, and refuse to recognise, the results of any elections that were organised illegally by the separatists.

24. Sanctions should be a means to a diplomatic end. These sanctions are clearly having an impact on the Russian economy, but will the Secretary of State update the House on what diplomatic reaction there has been from President Putin in the light of the pressure on his economy?

I do not think that the phrases “diplomatic reaction” and “President Putin” usually go hand in hand. There has certainly been a reaction from President Putin, but I am not sure whether it could be described as diplomatic.

Channels are open. The Germans, in particular, maintain a close dialogue with the Kremlin. I think that the Kremlin understands, and needs to understand, the determination of the European Union to stand firm, and the fact that Russia must honour its obligations under the Minsk agreement. There is nothing else to discuss at the moment.

The United Kingdom is part of a coalition of more than 60 countries supporting the Government of Iraq against ISIL, and RAF strikes are assisting Iraqi ground forces. A number of strategically important towns in the north have been liberated by the peshmerga, but the scale of the problem remains significant. The coalition’s air intervention has halted the rapid ISIL advance, but it alone is not capable of rolling back ISIL’s gains. Ultimately, the fight against ISIL in Iraq must be led by the Iraqis themselves, with the new Government ensuring that there is an inclusive and unified response.

The Secretary of State has rightly acknowledged that the air strikes are only one element of a wider political and military strategy, including support for the creation of a more representative Iraqi Government. Having just returned from Iraq with the Foreign Affairs Committee, I am aware of ongoing disputes between Irbil and Baghdad, which may well have a negative effect on the achievement of that aim. What progress does the Foreign Secretary think can be made, and what are the implications if the situation cannot be resolved?

There are still outstanding disputes between Irbil and Baghdad, but, if I may say so having been there two and a half weeks ago myself, the mood music between Irbil and Baghdad is much better now than it has been for months, probably years. Kurdish Ministers are now in Baghdad. There is a serious discussion going on about the division of oil revenues, which is one of the crucial outstanding issues. I told the House a week or so ago, and I repeat again today, that I am optimistic about relationships between Irbil and Baghdad at least in the medium term.

Important though air strikes are, of course alone they are not going to defeat ISIL. In his answer to the Member for Ayr, Carrick and Cumnock (Sandra Osborne) my right hon. Friend explained the political progress being made in Iraq. Will he update the House on how he sees the importance of political progress in Syria in also defeating ISIL?

My hon. Friend is absolutely right. In the fullness of time, pushing ISIL back in Iraq, which is our first priority, will not be sufficient to defeat that organisation; there will have to be political progress in Syria as well. At the moment we are focused on ensuring the consolidation of the Syrian moderate opposition and the organisation of the additional training and equipping that the US Congress has now agreed to finance for Syrian moderate opposition fighters.

Speaking of the campaign against ISIL, the US director of national intelligence recently testified that the Syrian opposition is composed of at least 1,500 separate militias, and a recent US congressional report went further in claiming that the Free Syrian Army does not actually refer to any

“organised command and control structure with national reach”,

so can the Foreign Secretary set out whether the Government’s own scoping exercise that is under way is focused on the Free Syrian Army, or whether support for other opposition groups is being considered as part of this exercise?

We will be working closely with our American allies, and General John Allen in his newly appointed role will be the overall co-ordinator of this programme, but the Americans have made it very clear that while the Free Syrian Army will be part of this programme of training and equipping, the whole thing will not operate under the umbrella of the Free Syrian Army; other organisations who are judged to be moderate and share our objectives will be able to participate.

But does the Secretary of State accept that in Syria it is going to be months, if not years, before the Syrian moderate opposition will be strong enough to push back the Islamic State terrorists in the north? Is there not a fundamental gap in international strategy, including that of the British Government, if that is what they are relying on to remove Islamic State in Syria?

My right hon. and learned Friend is absolutely right; it will take time—it will take time to train and organise the force that will be able to do this. In the meantime, we will use coalition air strikes to contain and degrade ISIL, but defeating it on the ground will take Syrian boots, and training those Syrian boots is going to take time.

During a visit by the Select Committee on Foreign Affairs to Iraq and Kurdistan last week we were told of the gratitude of the Iraqis and the Kurds towards the British Government for the help they are giving. We also saw the peshmerga being trained with the new weaponry that has been sent to Kurdistan, but they are taking enormous hits. They are very brave as we all know, but they are taking enormous hits and they need more weapons; that is the message they wanted us to get across.

I am grateful to the right hon. Lady and she will not be surprised to learn that I heard a very similar message when I was in Irbil a couple of weeks ago. The Prime Minister has appointed Lieutenant General Sir Simon Mayall as his security envoy to the Kurdistan Regional Government. Part of his task is to assess the needs of the peshmerga, and their abilities as well—there is no point giving them weapons they cannot maintain or use effectively. We have supplied them with some heavy calibre machine guns, which they are now deploying to good effect, but we are constantly open to suggestions from the peshmerga about any additional requirements they may have.

The point has just been made that the peshmerga are defending hundreds of miles of frontier with just rifles, and what they desperately need is equipment, equipment and equipment. To what extent is the Foreign Office liaising with our allies to make sure there is not a duplication of equipment and to enable us to supply the very important equipment the Peshmerga need?

There is co-ordination with allies. Part of the point of the US appointing General John Allen to act as a co-ordinator for the coalition is to ensure that we do these things efficiently and effectively. My right hon. Friend is right to suggest that the peshmerga are defending 1,000 km of frontier in what is effectively ISIL-controlled territory. They are doing that extraordinarily bravely, but there are still significant deficiencies in their weaponry, and we must look collectively at those and address them as rapidly as we can.

As I have just said, the Prime Minister has appointed Lieutenant General Sir Simon Mayall as his security envoy to the Kurdistan region of Iraq. At the request of the Government of Iraq, we have delivered over 300 tonnes of supplies to Irbil. This includes over 100 tonnes of weapons and equipment from the UK. We are instructing peshmerga soldiers on the operation of the heavy machine guns that we have delivered, as well as on counter-IED techniques.

I thank the Secretary of State for that answer. Does he believe that more could be done by regional states to support the fight against ISIS by the peshmerga? Does he also believe that more could be done to ensure that we retain the support of our constituents who rightly think that more should be done by the regions?

Yes, but let me answer that question slightly more widely. The situation in Iraq, including in the Kurdistan region, is complex. There is a lot of history and a lot of baggage in the region. While the neighbouring states are all—remarkably—aligned in their desire to see ISIL defeated, the historical pattern of relationships and enmities between the different groups means that we have to take care when deciding who does what and how they do it. We need to be sensitive to the context of the region.

This is not just about Iraq and Syria. As the Foreign Secretary knows, ISIL-backed groups have also been successful in bringing Yemen to the brink of civil war. What further action can be taken to help the Governments of the whole region?

Specifically on Yemen, we are very concerned about the security situation there and we continue to support the legitimate Government in Sana’a and to work with regional partners. I had a meeting with Gulf Co-operation Council partners the week before last, at which we considered carefully the options for supporting the legitimate regime in Sana’a against the Houthi coup.

Since the summer, the Foreign Office has responded to multiple crises. The UK has joined the coalition against ISIL in Iraq and Syria, pledged £20 million to help rebuild Gaza, led a tough European response to Russian aggression in Ukraine, and been front and centre of the international fight against Ebola. Beyond those immediate crises, my priority is to put the national interest at the heart of everything the Foreign Office does: to redouble the FCO’s efforts to help British companies abroad; to lay the ground for a renegotiation of Britain’s relationship with the European Union; and to ensure that the Foreign Office builds stability overseas to maintain our security at home.

What steps is the Minister taking to bring more allies to make a significant contribution to the fight against Ebola?

The UK is leading on the Ebola response in Sierra Leone, and the British people should be extremely proud of what we have delivered: we have so far pledged nearly £250 million; we are building 700 beds in the country; we have about 750 service personnel deployed in support of that operation; and we are lobbying furiously for support from both European Union partners and other countries around the world. I am pleased to say that that lobbying effort is beginning to bear fruit, with significant pledges of both money and, more importantly, clinical workers to support the effort we are carrying out in Sierra Leone.

May I welcome, on behalf of the Opposition, the UK’s £205 million contribution to helping tackle the spread of Ebola, and of course the additional EU resources secured at last week’s Council meeting? Will the Foreign Secretary set out how quickly those resources from other EU member states will be utilised? The commitments are important but, as he recognises, it is vital that action is taken on the ground in west Africa.

Many of the financial commitments that have been made are commitments to support the UN fund. The UN recognises that the three framework countries—the United States in Liberia, France in Guinea and the UK in Sierra Leone—are best positioned to deliver an effect on the ground. One thing we are trying to do is get partner countries to plug in to the framework that we have already put on the ground. So we are building these 700 beds, we have a logistics operation in place and where we are told, for example, by Australia, “I can give you 50 clinical staff”, we can plug those in straight away; they do not have to set up an operation on the ground.

Let me ask a little more about the operation on the ground. It is, of course, right that we acknowledge the extraordinary work being undertaken by British aid workers, officials and troops based in the region, who are putting themselves at considerable personal risk. I also pay tribute to the International Development Secretary, who sent an important signal by travelling there with British troops. Of course it is the responsibility of the Government to support their efforts and to take every possible precaution with the safety of British personnel, so will the Foreign Secretary set out what measures are in place to support the diplomatic and consular staff, as well as the military, who are currently based in west Africa?

That is a very good question. I can tell the right hon. Gentleman that we have slimmed down our diplomatic staff, removing from Freetown people who are medically vulnerable and dependants who do not need to be there. We are constructing, and will have in operation within the next 10 days, a dedicated 12-bed unit, run by British military medics, for the treatment of international health care workers and British nationals to a western standard of care. We also have a medevac capability, which has been pretty thin over the past few months but which by the end of this month will have surged in capability so that we would be able to deal with any foreseeable level of medevac requirement from Sierra Leone.

As my hon. Friend knows, an election is taking place in Nigeria next year and, in the pre-election season, it is quite difficult to change government behaviour. We are working closely with the Nigerian security services, military and intelligence services to try to track down the Chibok schoolgirls and other people who have been kidnapped by Boko Haram.

It is vital that the countries affected by Ebola get the right medical, logistical and engineering personnel they need not only to deal with the immediate situation but to rebuild their health systems. The British Army medical corps has established a facility just outside York to train people who have volunteered to work in UK facilities in Sierra Leone. These people have nursing qualifications and experience, but they need training around the specific precautions that are required to be taken in relation to protective equipment to prevent infection by the Ebola virus. Ensuring that people understand how to protect themselves is the key to slowing down the transmission rate of this disease.

T4. There are massive asks on both the Palestinian and Israeli leadership in taking us to a place where we can have meaningful peace discussions. Will the Minister reconsider his earlier comment that the issue of settlement building was something of a distraction, and that we should not be fixated on it. It is no more a distraction than achieving peace in the region and security for the Israelis.

I would like to answer this question, because I know exactly what the Under-Secretary of State, my hon. Friend the Member for Bournemouth East (Mr Ellwood) was trying to say earlier on. The settlements are illegal and building them is intended to undermine the prospects of the peace process. We must not allow that to happen. These are buildings; buildings can be transferred and demolished. Where these buildings are built must not be allowed to define where the final settlement line can go. We must be very clear about that.

T8. I have just returned from Mali, which continues to face real security threats for al-Qaeda and other terrorist groups. The military commander of MINUSMA says that just 30 bilingual English-French speaking staff officers would make a huge difference to the Malian army’s response to these threats, and the EU training mission says that it needs to continue beyond May of next year. What consideration are the Government giving to increasing our support for the Government in Mali?

Will the Government condemn in the strongest terms the current efforts by the Israeli Government and settler movements to divide the area of al-Aqsa mosque, one of the holiest places in the whole of the Muslim religion? Does the Foreign Secretary concur with the US State Department’s statement last week that Israel is poisoning the atmosphere and making support difficult, even from its closest allies?

I share the right hon. Gentleman’s concern. Anything that makes it more difficult to reach a peace settlement is extremely unhelpful and we condemn it. We want both sides to work for a sustainable peace. I think that the degree of frustration now being experienced, even among Israel’s closest friends, is expressed by the response he referred to from the United States, hitherto often seen as an uncritical supporter of Israeli actions.

The Foreign and Commonwealth Office has today laid a departmental minute proposing a gift to the Government of Afghanistan.

The UK is committed to developing counter-terrorism capability in Afghanistan in furtherance of the Government’s counter-terrorism (CT) objectives under CONTEST. As part of this approach, the UK assists key partner nations to develop effective and sustainable counter-terrorism capabilities which operate in line with agreed international human rights standards. By helping countries to undertake CT activities locally, it targets the problem at source and reduces the risk of a terrorist attack against that nation or another.

Afghanistan remains a top priority for the Government. Post 2014 it will remain one of the poorest and most insecure countries in the world. We remain concerned that terrorist groups based in the federally administered tribal areas (FATA) are re-establishing a presence in Afghanistan, and that the threat to the UK mainland will not decrease in the short term.

We have been running three projects which aim to develop the capability of operational units within the Afghan national security forces (ANSF) to tackle the Afghan insurgency by conducting human rights compliant CT operations. As part of these projects the MOD procured equipment over a number of years from 2009 to use with Afghan units. The equipment is currently in Afghanistan.

The proposal is for the MOD to gift the equipment to the Afghan National Directorate of Security (NDS) and Ministry of Interior (MOI) to allow these units to continue to reduce the terrorist threat once international security assistance forces withdraw from Afghanistan at the end of 2014. The package of gifting and training will provide the ANSF with a valuable and sustainable capability to deal with the threat.

The original total cost was approximately £6 million, and an approximate estimate of the current value is £0.4 million.

The proposed gift has been assessed and approved against the consolidated EU and national arms export licensing criteria. The projects, including information on the equipment to be procured, were approved by the cross-HMG programme boards, which confirmed that they fit with the Government’s strategic and delivery objectives. MOD officials also assessed the projects in 2013 for human rights risks using the overseas security and justice assistance guidelines.

The Treasury has approved the proposal in principle. If, during the period of 14 parliamentary sitting days beginning on the date on which the minute was laid, a Member signifies an objection by giving notice of a parliamentary question or of a motion in relation to the minute, or by otherwise raising the matter in the House, final approval of the gift will be withheld pending an examination of the objection.

It is a genuine pleasure to follow the hon. Member for Vauxhall (Kate Hoey), who gave a rare but most welcome dose of common sense from the Opposition Benches on the subject. I congratulate my hon. Friend the Member for Bromley and Chislehurst (Robert Neill) on his speech, on the powerful argument he has made for the Bill and, in particular, on his principled defence of the British people’s right to decide on their future in Europe. We are all grateful to him for taking up the noble cause of getting a referendum on Europe in the next Parliament on to the statute book before the general election.

The hon. Lady speculated in the closing moments of her speech on the Labour party’s tactics on this Bill. Perhaps the Opposition do not know, or perhaps she is just not on the mailing list for such sensitive information. I hope that later the shadow Foreign Secretary will enlighten the House on the Opposition’s precise position. I should make it clear that in making the case for this Bill I am doing so not on behalf of the coalition but as a Conservative. I shall say something about the position of my Liberal Democrat colleagues—although not of the one Liberal Democrat who is in the chamber.

I am grateful that the Foreign Secretary is speaking as a Conservative today, as he always does, but is not the problem that all hon. Members know that this is a very good Bill but that it has no chance of getting on to the statute book because of the parliamentary timetable? Surely the Government should introduce this as a Government Bill, and if the Liberal Democrats want to walk out of the Government, let them do so.

I do not accept my hon. Friend’s premise. We have to give the Bill everything we have to get it through Parliament and on to the statute book, using all the devices and wisdom available to us to make sure that we do so, and as the British people would expect us to do. My hon. Friend the Member for North Thanet (Sir Roger Gale) has already suggested a technique to us this morning.

The case for the Bill is simple. It is right that the British people should make the decision on whether the United Kingdom stays in the European Union or leaves altogether, just as it was right that the Scottish people made the decision about their future in the UK. Every poll shows that whatever their view on the answer to that question, the overwhelming majority want the right to decide. In the 41 years since the United Kingdom joined the European Economic Community, and in the 39 years since we last had a referendum on Europe, the EU has changed profoundly. It has grown enormously in its power and its reach. It has grown in its competences, its legislation has spread, and the role of the European Parliament has increased almost beyond recognition at the expense of the other European institutions. It has morphed from a common market into a putative superstate. Put plainly, Europe today is very different from the Europe that people voted for in 1975, yet the British people have never been asked whether they agreed with any of these changes. So it should be no surprise to us that democratic support for the EU is fragile, to put it diplomatically. Ever-closer union has led to ever-greater disillusion.

The right hon. Gentleman mentioned the Scottish referendum. The difference there of course was that the Scottish Government, the majority party, came to power on a manifesto promise of a referendum. I have just checked the Conservative party manifesto for the last general election and the Conservative party policy was not for an in/out referendum; it was for a referendum if further powers were transferred. So apart from some of his colleagues who may have made individual promises, he has no mandate for this policy. He should put it to the public at the next election, but he has no mandate to bring this forward based on his manifesto.

Does my right hon. Friend agree that it is ironic that already under this Government we have had a referendum in Wales about further powers, as well as the referendum in Scotland, but when it comes to these international matters that affect the whole of the United Kingdom and British citizens beyond our shores, we have yet to give the people the choice? Is it not absolutely right that we should press on with this? If the House had a sense of fairness it would pass the Bill in short order.

I absolutely agree with my right hon. Friend. The future of our relationship with the European Union is surely the most important strategic question facing this country today, and it is a question on which we should trust the instincts of the British people.

We should never forget, nor allow the public to forget, the particular responsibilities of the Labour party in all this. The treaties of Amsterdam and Nice had at least appeared in its manifestos before they were ratified without a referendum, but the Lisbon treaty appeared in no manifesto and was pushed through without the British public ever being allowed to have any say on it at all. Under the Labour Government’s 13 years of misgovernment, as well as letting spending, borrowing and immigration rip, their incompetent mishandling of Britain’s relationship with Europe decisively alienated the British people from the European project that they so cherish. Who, uniquely, among the large countries of Europe, failed to apply any kind of control over migration from the accession countries? Labour. Who signed Britain up for eurozone bail-outs? Labour. Who gave away £7 billion of our rebate with nothing in return? Labour. And who was the Europe Minister responsible at the time? The shadow Foreign Secretary.

Businesses in Rossendale and Darwen say to me that the Scottish referendum showed us that having a decisive choice, where the people are able to speak, will put the question of our membership of the European Union to bed for a generation. Because of the result of that referendum, no business in Scotland is now concerned about leaving that country.

The right hon. Gentleman’s Government, not just the Conservative party, but also the Liberal Democrats, agreed to allow 16 and 17-year-olds to vote in the referendum in Scotland. Why does the Bill not give the same democratic right to 16 and 17-year-olds in an EU referendum?

It is very clear what the Bill provides. It will be the general election franchise that applies. That is the right franchise to use for a referendum of the whole of the United Kingdom.

There are some, on both sides of the House, who may want Britain to leave the European Union come what may. They are entitled to that view, but it is not one that I share. There are others, mainly on the Opposition Benches and the Liberal Democrat party, who want to stay in the EU come what may. They are entitled to their view, but it is also not one that I share. No change is not an option. The status quo in Europe is not in Britain’s interests, or in the interests of anyone in Europe. So what most of us want to see is a radically reformed Europe; a Europe where powers flow from Brussels back to the nations, not the other way round; a Europe of co-operating nations, not a European superstate; a Europe of open markets and free trade arrangements with the world beyond; a Europe that can out-compete the best in the world, without red tape and regulation weighing it down. But most of all we want to see a Europe on which the British people have had their say. Whether we think that the European Union is perfection beyond improvement, like Labour, or irredeemably flawed, like a few of my hon. Friends, or, indeed, capable of the substantive reform that most of us on the Conservative Benches seek, we should all be able to agree that, after all the reform and renegotiation, after everyone has had their say, the ultimate decision on whether to go or whether to stay should rest with the British people.

I agree with everything that the Foreign Secretary is saying on this point of renegotiation. Surely in Europe, particularly in Germany, they are so desperate that we stay in—quite rightly—that we can have a substantial renegotiation, and in particular we can reclaim control of our borders.

That is exactly the message I get as I travel around Europe. Germans, Dutch, Swedes and others understand Britain’s critical role as a balancing weight in the complex structure that is the European Union. They understand that, without Britain, the European Union would change fundamentally, and in a way that would be fundamentally inimical to their national interests. So we can have this negotiation. I am confident that we will be able to have a serious and proper discussion with our European colleagues.

The key point is that, on the basis of my hon. Friend’s Bill, when we have completed the negotiations and brought back the result, the question will not be whether Parliament thinks that the outcome is good enough, but whether the British people do. That will be good not only for our democracy, but for our negotiating position, because our partners in Europe will know that they cannot do deals with politicians in smoke-filled rooms; they will have to come up with something meaty and substantial that will work for the British people.

I absolutely agree. I am only just old enough to have voted in the last referendum on the European Union—my first ever vote. There is a whole generation of people who have never been consulted on this question and who are entitled to have their say.

We should all be able to agree on this question, not least because that is the agreed position of this House in this Parliament, because the Bill we are debating today is, of course, the same as the one introduced in the previous Session by my hon. Friend the Member for Stockton South (James Wharton) and passed unopposed on Third Reading. We are left wondering why it enjoyed such apparent acquiescence from Labour and the Liberal Democrats in this House, only for them to block it in the other place by denying it time for debate. The question is why Labour and the Lib Dems do not trust the British people to have their say on Europe. If Labour and the Lib Dems do not trust the voters, the voters should not trust them.

I understand what the right hon. Gentleman is saying about listening to the British people, but does he understand that if the British people are to speak with clarity of voice, they need the clarity of choice of the Prime Minister’s red lines, and those have not been revealed? Until they are, how can that possibly be the case?

I am grateful to my right hon. Friend for being so generous in giving way. Unlike some of the younger Members of the House, I am old enough to have voted in the last European referendum—[Interruption.] Unbelievable, I know. For me, the European Union has changed fundamentally since I voted for us to join that institution. However, my constituents in Chesham and Amersham often ask me whether I am confident that the Prime Minister, the Foreign Secretary and the Government will have completed those renegotiations by 2017. Would he like to confirm that now so that we know that when we go into the referendum we will definitely have a full agenda for reform on which to vote?

My right hon. Friend is exactly right to ask that question. Of course, the fact of the referendum—the fact of this Bill—will drive the timetable of that agenda in Europe. We are lighting a fire under the European Union by this piece of legislation. We are setting off a process that politicians and Governments do not have the power to stop, and that will give us a very powerful weapon in our armoury.

Every time we have this debate, Labour and Lib Dem Front Benchers simply prove our point, as they are doing today: the one party that can and will deliver a referendum on Europe is the Conservative party. I have to tell them that, as a Conservative, I am very happy to go to the country next year with that message, but I would still prefer, in the national interest and in the interests of our democracy, to move to a referendum as a matter of national consensus.

Does my right hon. Friend agree that this morning we have heard a series of obfuscatory remarks from Opposition Members that have nothing to do with the Bill under discussion? That poses the very simple question of whether we should have a referendum and let the people of this country decide. Why does he think Labour Members are so frightened of letting the British people decide?

I have to say, in all candour, that I do not know why Labour Members are so frightened, but I think that my hon. Friend is absolutely right. The reason they are talking about everything else they can think of is that it is deeply embarrassing for the people’s party to have to acknowledge publicly that it does not trust the people. That is the essence of what we are hearing today.

Further to that last intervention, the Labour party claims to represent the workers, yet the EU has had a hugely negative impact on the jobs and wages of British workers. Why will the Labour party not give workers a say in an in/out referendum on the EU?

The Foreign Secretary said that he has been going around Europe, talking with other partners and setting out his objectives for reform, but he has not yet told the House what criteria he would use to judge whether the resulting package of reforms will be enough for him to recommend yes or no. Will he please now clarify that point?

The hon. Gentleman is wilfully missing the point. I do not have to make that judgment, and neither does this House; it is the British people who will decide once they have looked at what is on offer on the table.

I would rather move forward to a referendum as a matter of national consensus, because I think that would be good for our democracy, so I have to say to my absent Liberal Democrat colleagues—I exclude my hon. Friend the Member for Birmingham, Yardley (John Hemming), who is present—that they need to be consistent in their policy on Europe. They wanted an in/out referendum on the transfer of powers in the Lisbon treaty, and that is what we are offering, so they should vote for it. For the sake of our democracy and their own reputation with the British public, they should support the Bill, give it coalition backing and get it on to the statute book before the general election.

To the Labour party, I say that if ever we wanted a perfect illustration of the Leader of the Opposition’s utter inability to make up his mind one way or another, his European policy is it. It has not been easy for him, because he has been advised that he should hold a referendum, that he should not hold one, that he should make up his mind, and then that it would be better if he did not make up his mind, so he dithered. Now, 14 months after he responded to the Prime Minister’s Bloomberg speech by telling the House emphatically that

“we do not want an in/out referendum”—[Official Report, 23 January 2013; Vol. 557, c. 305.],

he unveils Labour’s new position—perhaps he got a phone call from someone—which is, as I understand it, that they would have an in/out referendum only if new powers were transferred from Britain to Brussels, a situation that the shadow Foreign Secretary has described as “frankly unlikely”, and one that could arise only if the Government agreed to a transfer of powers. In short, he is saying that he would be willing to agree to an in/out referendum in principle, so long as it would never happen in practice.

Just to make sure that people heard what the Leader of the Opposition wanted them to hear, his team spun the message, so readers of the Daily Mirror read that Labour was going to have a referendum, and on the same day readers of The Independent read that it was not. No amount of spin can conceal the reality of his position: no say on Europe under Labour.

The Prime Minister and the Chancellor of the Exchequer have both claimed that treaty change will be required for their reform agenda. Can the Foreign Secretary name one other EU country that supports treaty change by 2017?

The hon. Gentleman makes a perfectly legitimate point. Many countries in the European Union are concerned about treaty change because of the implications for their domestic politics, but the EU may have to embrace treaty change anyway. The EU has to deal with the ongoing crisis in the eurozone, which will require structural change to resolve it. He wants to believe that there cannot be treaty change, but given the structural flaws in the eurozone and what will be needed to resolve them, the European Union may get treaty change sooner than it thinks and whether it likes it or not.

My right hon. Friend is being very generous to Her Majesty’s official Opposition in saying that they do not believe that treaty change is obtainable. I think he is misinterpreting their motives. I think they like the European Union the way it is and the way it is going. Funnily enough, that is creating high unemployment and global financial instability, but they have no intention of changing it because they do not want to change it.

My hon. Friend is exactly right. They think there is nothing wrong with the status quo. Three years ago, the Leader of the Opposition told the BBC’s “Politics Show”:

“no, I don’t think Brussels has got too much power”.

That is his position. By contrast, the Conservative party has a simple plan for Europe: reform, renegotiation, referendum. It is a plan that we are pursuing with the same single-minded determination as our long-term economic plan. After Labour’s 13 years of failure, it is a plan that is already delivering results. Where Labour signed us up to eurozone bail-outs, we got Britain out. Where Labour gave away £7 billion of the rebate, we cut the EU budget for the first time ever. We have agreed new free trade deals and made a start on cutting EU red tape. We have won fundamental reform of the common fisheries policy, for which I pay tribute to my right hon. Friend the Member for North Shropshire (Mr Paterson), my hon. Friend the Member for Newbury (Richard Benyon), and the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Camborne and Redruth (George Eustice). We have even got every country in the EU to accept not only that we are no longer in a one-speed Europe but that we are no longer all committed to going to the same destination. The June 2014 European Council conclusions were the beginning of the end of ever-closer union for the United Kingdom. Those are important achievements, but there is much more to do. The world is changing around the EU, and the status quo is no longer an option. Maintaining competitiveness demands reform. Fixing the eurozone demands reform. Restoring accountability to a disillusioned electorate demands reform. The penny is finally beginning to drop across Europe. Reform and change there will be.

The Bill introduced by my hon. Friend the Member for Bromley and Chislehurst says that when that process is completed, it will be the British people who judge whether the reforms represent the substantial and irreversible change that I judge they will need to see if they are to decide that Britain’s future lies inside the European Union. The Bill will ensure that that decision is made not by eurocrats in expense account Brussels restaurants, not by Ministers in late-night Council sessions, and not even by parliamentarians in this Chamber, but by the common sense of the British people. That is how it should be, that is what the Bill will ensure, that is what this House agreed to when it passed the same Bill last year undivided, and that is why this Bill merits the support of the whole House today.

Well, any reasonable judgment of the budgetary settlement recognised that the budget was going to change as a consequence of 10 new members coming into the European Union. I hope there is common ground on that.

Secondly, if I recollect accurately, as a consequence of those budgetary negotiations undertaken by the then Prime Minister Tony Blair, there is now, for the first time, parity between the contributions of France and the United Kingdom. I would have thought that the hon. and learned Gentleman supported that.

Will the right hon. Gentleman clarify whether he is one of those who believe that the crisis in the eurozone has passed, or does he recognise that there will need to be fundamental structural reform in Europe in order to ensure the success of the euro currency?

Of course there needs to be continuing fundamental and serious change in the eurozone, not least given the challenges that the peripheral countries face in relation to productivity and the frankly worrying current levels of growth across the eurozone. [Interruption.] The Foreign Secretary says it is a fundamental point in relation to treaty change, so I offer him the opportunity to step back up to the Dispatch Box and name one member of the eurozone that is publicly advocating treaty change between now and 2017. [Interruption.] The Foreign Secretary says, “Not publicly.” If it is accepted that there is a need for fundamental reform of the eurozone, what, at this point in the discussions, would be to the disadvantage of any one member of the eurozone—just one, not even two or three—to say that there is going to have to be fundamental treaty change in order to make the eurozone work effectively by 2017? I would be very happy to give way if the Foreign Secretary would like to intervene and name a country. His silence speaks volumes and that explains why, with every passing month, the credibility of Conservative Front Benchers diminishes with that of its Back Benchers.

The confusion of the hon. Gentleman is a much longer topic of conversation, which extends beyond the parameters of this debate. Let us take a step back and recollect how far the Conservative party, of which he is a member, has journeyed. However, I note that he did not confirm that he will take the Conservative Whip, so he might be somebody else the Chief Whip needs to speak to in the coming days, along with so many others.

Back in the days when the Conservative party still believed that it could win a majority, the Prime Minister said that, “for too long”,

“Instead of talking about the things that most people care about, we talked about what we cared about most. While parents worried about childcare, getting the kids to school, balancing work and family life, we were banging on about Europe.”

Let us take this week as an example. On Wednesday at Prime Minister’s questions, Conservative Back Benchers asked more questions about Europe than any other subject, and here we are on Friday morning, once again witnessing the Conservative party banging on about Europe. It is talking to itself and not to the country all over again. It did not have to be like this. The tragedy for the country—this brings me back to my substantive point about statesmanship—is that the Prime Minister is trying to use a referendum Bill to cover over the cracks in the Conservative party, when he should be seizing the moment for reform in Europe.

In his speech in January last year the Prime Minister set out principles for EU reform, but 22 months later what more have we heard? There was a valiant attempt by my hon. Friend the Member for Birmingham, Northfield (Richard Burden) to elicit more information from the Foreign Secretary on that issue, but we heard only the sound of silence. Yesterday, what started as a screaming headline about free movement, became the squeak of “speculation” by the mid-morning Downing street briefing. Old spin techniques in place of new policy—exactly the kind of approach that leads to distrust in politics today.

Two years ago—let us be honest—the Prime Minister set out five principles of reform of such staggering blandness and generality that there was not really anything for any of us to oppose. Since then, however, we have heard absolutely nothing specific. That silence on the specifics—which we have heard again this morning—is not coincidental but utterly calculated, because the Prime Minister understands that the gap between what Europe will deliver and what his Back Benchers will demand remains unbridgeable 22 months on. He is hoping to sustain party unity through the device of obscurity. We are now in a position where, with months to go until the general election, the Opposition have a far more detailed agenda for reform on Europe than the Government.

It is always revealing when those on the Government Front Benches give up an argument and simply go for abuse. If that is the best the Foreign Secretary can do—[Interruption.] I am happy to give way again to hear a single specific example of powers that he will repatriate. Is he prepared to take to the Dispatch Box and tell the House which social, economic or employment rights he is seeking to repatriate? It is unconvincing for Labour Members, but—this is much more worrying for the Foreign Secretary—it is deeply unconvincing for Conservative Members when he pretends that he is having conversations in Europe that he is not willing to tell any of us about. That will not convince the British public, and I do not believe it will convince the House.

With permission, Mr Speaker, I would like to make a statement on Iraq and Syria. I am sure that the House will wish to join me in expressing sympathy and condolences to the family and friends of Alan Henning. Mr Henning arrived in Syria armed only with kindness and compassion. His appalling murder, like that of David Haines, the two American hostages and many thousands of others, has revealed the true, barbaric face of ISIL.

The scale and unity of the international response to the challenge of ISIL is impressive. It involves Muslim countries of the region and the wider international community. The UK is proud to play its part. Working closely with our allies, under a US lead, we have a clear strategy to take the fight to ISIL—a strategy with military, political and wider counter-terrorism components; a strategy that we recognise, at least in parts, will need to be sustained over the long term. We are under no illusion as to the severity of the challenge to regional stability and to our homeland security.

At the heart of our strategy is the political strand. ISIL will not be overcome until Iraq and Syria have inclusive Governments capable of marginalising its appeal and mounting a sustained and effective response on the ground to the military and ideological threat it poses.

Let me first address the situation in Iraq, which I visited this week. I did so to show solidarity with the Iraqi people and the new Government of Prime Minister al-Abadi, to tell them that they do not stand alone in confronting the ISIL threat, and to encourage them as they put together an inclusive Government of national reconciliation. I recognise the concern in this House—shared, I have to say, by many in the region—as to the difficulties of achieving this more inclusive approach. I recognise too the enormous challenges that Prime Minister al-Abadi faces and the understandable scepticism as to his ability to deliver a genuinely different approach from his predecessor. At the same time, however, I am impressed by the commitment of all three leaderships—Shi’a, Sunni and Kurd—to ensure that this time is, and must be, different. All agreed that this is effectively Iraq’s last chance as a nation state.

In talks with Prime Minister al-Abadi, Vice-President Nujaifi, and Foreign Minister Jaafari, each of them reaffirmed their understanding of the need for, and their personal commitment to, a more inclusive approach; decentralisation of power to Iraq’s communities; and equitable sharing of Iraq’s natural resource wealth. I assured Prime Minister al-Abadi that Britain will do all it can to support reform and reconciliation. He, in turn, assured me that he expects to complete the formation of his Government by appointing defence and interior Ministers over the next few days.

In Erbil, I met the Kurdistan Regional Government’s President Massoud Barzani, Prime Minister Nechirvan Barzani, and other Ministers. They likewise assured me of their commitment to work with Prime Minister al-Abadi, and said that Kurdish Ministers would be taking up their positions in the Baghdad Government this week. There was considerable optimism, both in Erbil and Baghdad, that this will allow a much-needed deal to resolve the long-standing issues between the Iraqi Government and the KRG, including oil exports and revenue-sharing.

Perhaps unsurprisingly given the history, there is a deep, and mutual, lack of trust among the different communities in Iraq and between Baghdad and some of its neighbours in the region. However, it is now vital that all parties, having looked at the alternatives, put the past behind them and have the courage to build bridges to each other—in particular, to appeal to the Sunni populations, who are living under, and in some cases acquiescing in, ISIL’s brutal reign, and who must be brought back into the political fold if ISIL is to be defeated in Iraq. For our part, we will do all that is in our power to encourage the different communities and countries involved to reach out to each other in rebuilding an Iraq capable of rolling back ISIL and the poisonous ideology it represents.

Turning to the military dimension of our engagement in Iraq, Britain, alongside the United States, France, Australia and others, has assumed a key role in carrying out air strikes and mounting the sophisticated reconnaissance that enables them. We are in the process of re-deploying some of our Reaper remotely piloted aircraft from Afghanistan to the middle east to add to our surveillance capabilities.

The security situation on the ground remains very serious, with ISIL maintaining control of significant swathes of territory in both Iraq and Syria. ISIL has made advances in Anbar province in recent days, including taking control of the city of Hit and attacking the provincial capital, Ramadi. At the same time, however, Kurdish forces have pushed back ISIL in the north, re-taking several strategically important villages. There will be tactical ebb and flow, but the coalition air campaign has stabilised the strategic picture, and the assessment of our experts is that Baghdad is not in immediate danger.

Approximately 20% to 30% of Iraq’s populated territory could be under ISIL control. Liberating this territory from ISIL is a medium-term challenge to be measured in months and years, not days and weeks. The horrific effects of ISIL on governance, security and the social fabric will be felt for even longer.

Prime Minister al-Abadi outlined to me his plans to reform the Iraqi security forces. He is clear-eyed about the scale of the challenges he faces and the resistance he will face in meeting them. However, reform will be essential if the ISF are to develop the capabilities necessary to defeat ISIL on the ground. The United States and others have committed to providing the necessary training. Britain has funded bomb disposal training for the Kurdish forces, as we did for the Iraqi security forces earlier in the year, and on Monday evening I saw for myself members of the 2nd Battalion the Yorkshire Regiment training peshmerga to operate and maintain the heavy machine guns that Britain has gifted to them.

In Syria, we need to reaffirm clearly, lest there be any doubt, that Assad cannot be part of the solution to the challenge of ISIL: the depravity of his regime was, after all, a driving factor in creating ISIL. Indeed, while the international coalition has been trying to save Kobane, Assad has been continuing his attacks and aerial bombardments on the moderates, including around Aleppo and Damascus. Those close to Assad should be in no doubt that he must be removed to clear the way for a Government in Damascus who enjoy legitimacy in the eyes of the Syrian people, credibility with the international community and who can take effective action against extremism. For as long as he remains in power, there will be no peace in Syria.

Britain will continue to provide strong support to the moderate opposition, including technical assistance and non-lethal equipment. We have recently increased our funding to areas under opposition control and to regional allies, to increase their resilience against the effects of the Syria conflict. Our support, along with that of our allies, is helping the moderates to deliver good governance and strong public services in the area they control, thus relieving the suffering of the civilian population.

Air strikes are being carried out in Syria by the United States, Saudi Arabia, the United Arab Emirates, Bahrain and Jordan. The UK strongly supports this action. No one who has watched a television screen over the past week or so can have failed to be moved by the plight of the defenders of Kobane. Their situation has at times appeared hopeless, yet, supported by coalition air strikes, they are holding on and in some areas pushing back. The moderate opposition has held back ISIL in other parts of northern Syria. Air strikes have targeted ISIL’s headquarters, command and control, and military forces in the eastern provinces of Raqqa and Deir ez-Zor, degrading their capabilities. They have also hit the economic infrastructure that ISIL has been exploiting to generate revenue from illegal oil sales.

The UK Government expect to make a significant contribution to the US-led programme to train the Syrian moderate armed opposition, which is fighting both Assad’s tyranny and ISIL’s extremism. Details of how that contribution will be delivered are currently being scoped.

ISIL represents a threat to Iraq and to the region, but it also represents a major threat to us here at home, particularly at the hands of returning foreign fighters, and to our citizens worldwide. The UK has led the coalition on a number of wider counter-terrorism initiatives, which aim to cut off the flow of finance and fighters to ISIL in both Syria and Iraq.

Through our membership of the United Nations Security Council, we have been instrumental in securing the listings of 20 individuals, including 16 directly linked to ISIL or the al-Nusra front, and two al-Qaeda-related organisations, since the adoption of UN Security Council Resolution 2170 on terrorist financing. We are also working closely with partners to disrupt ISIL’s access to external markets for illicit sales of oil and other goods. Domestically, we are seeking to strengthen the powers of the Charity Commission to counter terrorist abuse of the charity sector. On terrorist recruitment, the UK co-sponsored UN Security Council Resolution 2178 sets out a framework to dissuade, prevent and disrupt travel, to work with communities, to strengthen border controls and to manage the challenge of returning foreign fighters. We will now actively pursue that agenda throughout Europe and the middle east.

As co-chairs of the Global Counter Terrorism Forum’s working group on countering violent extremism, we are looking at new ways to strengthen the ability of partners overseas to counter the terrorist propaganda that contributes to radicalisation, and to the recruitment and mobilisation of individuals into terrorism.

The advance of ISIL and the Assad regime’s continued attrition against its own population have caused a humanitarian crisis in Iraq and Syria no less grave than the political and military one. More than 170,000 people have fled from Kobane, and more than 30,000 people have been displaced from the town of Hit in Anbar province as a result of recent fighting; many of them have ended up in the Kurdish region of Iraq. The need to winterise refugee accommodation is increasingly urgent as the wet weather and then the cold weather approaches. The Kurdish leadership made very clear to me the scale and urgency of the humanitarian crisis it faces in accommodating nearly 1 million refugees—perhaps half Iraq’s total population of internally displaced persons—at the same time as defending its 600-mile front line with ISIL. The humanitarian challenges go wider. In Syria, nearly 14 million people need assistance, with 6.5 million IDPs and 3 million refugees.

My right hon. Friend the Secretary of State for International Development recently announced £100 million in additional funding, bringing the UK contribution to the Syria crisis to £700 million. Our support is reaching hundreds of thousands of people across Syria, Jordan, Lebanon, Turkey, Iraq and Egypt. UK aid is providing water for up to 1.5 million people, and has funded more than 5 million monthly food rations. In addition, we are supporting the Governments of Lebanon and Jordan to manage the impact of the huge influx of refugees to those countries on their host communities. Britain was one of the first donors to respond to the worsening situation in Iraq this summer, and has allocated a total of £23 million to Iraq since 13 June to meet immediate humanitarian needs and to support the UN and other agencies in their response. Aid has been focused on need, mainly in the Kurdish region. DFID has already responded to the urgent needs of the Syrian Kurdish refugees who have recently fled to Turkey, and it is ready to react swiftly to further developments.

We have a wide-ranging and ambitious strategy to confront an evil that is a direct threat to our national security. I pay tribute to the members of our diplomatic service and international development teams in the region, who are working in very difficult circumstances, and, above all, to the men and women of our armed forces who are once again putting their lives at risk as Britain takes its place at the heart of the international coalition in waging a struggle against a barbaric force that has no place in human civilisation in the 21st century. They will always have our wholehearted support. I commend this statement to the House.

I am grateful to the right hon. Gentleman. If he received a copy of my statement only a few minutes before I rose to deliver it—as far as I am concerned, it was delivered to him a good 45 minutes before I stood up—I shall investigate what happened and write to him. Although I am optimistic about the commitment being shown in Baghdad—he mentioned the optimism of my tone—I thought I was frankly rather realistic about the challenges that lie ahead, particularly the time scales. His remarks and questions suggest that he is looking for a degree of instant gratification in response to the international coalition’s engagement that, I am afraid, is unlikely to be delivered.

Let me go through the points that have been raised. The right hon. Gentleman is right to say that there was an important conference of chiefs of defence staff to discuss the operation of the coalition forces, and that President Obama convened a video conference. I am sure the right hon. Gentleman would not expect me to give the House a running commentary on the outcome of either of those discussions, but I can say that the conclusions of the read-outs I have seen were very much in line with what I have said this morning. The coalition intervention has stabilised the strategic picture, and ISIL is no longer making rapid advances, which we saw earlier in the summer. It has been forced into a defensive posture in many areas, and forced to change its tactics and resume the characteristics of a terrorist organisation, rather than operating as a conventional military force. The intervention of the coalition has had a significant impact, but, as I said, that in no way attempts to conceal the fact that there will of course be tactical ebb and flow. Towns will be taken and towns will be lost as the situation stabilises.

The key question, which the right hon. Gentleman correctly identifies, is the capability of the Iraqi security forces. We have always been clear that although airstrikes are an important component, they can never deliver victory against ISIL on their own. That victory will be dependent on boots on the ground, and in southern Iraq those boots must be provided by the Iraqi security forces. In the north the Kurdish peshmerga are doing a good job, and we will continue to support them with training and additional equipment. It is clear—I had this discussion with President Barzani on Monday evening—that the peshmerga will not operate very far outside the Kurdish region. They may be prepared to take part in limited operations in the north outside the Kurdish region, but they will not be operating in the south or west of Iraq.

We are dependent on rising to the challenge of rebuilding, restructuring, re-equipping and retraining the Iraqi security forces, after a period of years in which their capability was degraded by the blatant sectarianism of the Maliki Government, who appointed Shi’a officers, on the basis of tribal allegiance rather than military competence, to command posts that they were not necessarily suited for. There is a major job to be done, and we should be under no illusions about the technical challenge and political hurdles that Prime Minister al-Abadi will face—including resistance from his own Shi’a block in Parliament—to making the necessary changes. The reason for optimism is that the leaders at least understand that that has to be done, and that this is Iraq’s last chance to show that it can operate as a nation state.

The right hon. Gentleman asked about suggestions that 50% of ISF’s brigades were effectively undeployable and inoperable. That is an absolutely fair assessment, and I have heard higher assessments of the percentage of heavy equipment that has either been lost to ISIL or destroyed during fighting. He mentioned the role of the international coalition in Kobane, and I am pleased that the intensification of air strikes appears to have allowed the Kurdish resistance fighters in Kobane to retake some ground and consolidate their defence. Again, we should be under no illusion that we will be able to use coalition air power alone to save Kobane. We can support the forces on the ground, but it is that fight on the ground that will determine the outcome.

The right hon. Gentleman asked about training the Syrian moderate opposition, but I cannot give him detailed plans because the programme is still at an early stage. It is clear that the training will be done outside Syria in friendly regional countries, and that the forces to be trained will be paid on a regular basis from funding that the United States is providing. This will be a trained, disciplined and organised force returning to the fight in Syria under proper command and control.

The right hon. Gentleman detected what he thought was perhaps reticence on my part to talk about the role of Turkey, whose role in this battle against ISIL is indeed complex. Turkey has complex relationships with Iraq and Syria, and the presence of a large Kurdish population spanning the borders of Syria, Iraq, Iran and Turkey is a significant factor in how Turkey relates to this challenge. Turkey has made it clear that since the release of its hostages by ISIL, it is ready to engage with the coalition, but the exact form of that engagement must be sensitive to the historical context in which it sits, and to historical relationships between the Kurds and the Turks, the Kurds and the Iraqis, and the Iraqis and the Turks. To answer the right hon. Gentleman’s specific question, I spoke to my Turkish opposite number on Friday, following discussions earlier last week in the United States on the specific question of Turkey’s role in the coalition. The UK National Security Adviser is in Turkey today for further such discussions, and they are at the forefront of the coalition’s agenda as we take the debate forward.

Finally, let me respond to the right hon. Gentleman’s question about Sunni countries in the region and the regional powers. From a western perspective, we are looking at a Muslim region, and we are asking and expecting Muslim countries in the coalition to do more to lead this fight. I was in the Gulf on Tuesday and I detected a clear willingness on the part of the Gulf Arabs to commit to the fight and to address issues of funding flows, and much has already been done. Again, however, we must be sensitive to the historical and cultural context in which these questions sit. Prime Minister al-Abadi has to take a Shi’a majority in Parliament and a Shi’a majority population with him in the fight against ISIL. In working out how best to utilise the willingness of Sunni Arab countries to become engaged in this fight, he must ensure that he is respectful of the sensitivities of his own Shi’a population, and ensure that this is a fight that we can all deliver together, without trampling on historical sensitivities along the way.

I congratulate the Foreign Secretary on the tone and approach of his statement, but may I press him a little further on the role of Turkey? Will he verify the truth of rather astonishing reports that the Turks bombed Kurdish PKK camps in the last few days, rather than ISIL camps? Can he confirm that the Turks have said that they will not intervene on the ground in Syria unless the opposition is armed? He has spoken about further support for the moderate armed opposition, but will the further support that he says is under consideration include the supply of lethal equipment?

The UK’s position at the moment is that we will not supply lethal equipment to the Syrian armed opposition. We are supplying non-lethal equipment and we will provide training in due course. Although the discussion with Turkey about the role it will play is ongoing, I have not heard any conditionality proposed by the Turks around arming the Syrian opposition as a precondition for Turkish involvement on the ground. There have been discussions on various other issues, but I have not heard that one.

My right hon. Friend asked me about the reports in the media that Turkish forces have attacked PKK bases within Turkey. I, too, have read those reports. There is a historic pattern of conflict between Turkey and armed PKK locations. I cannot verify those particular reports, but it is important to emphasise that the reports relate to PKK positions in south-eastern Turkey rather than in Syria. I hope those responses are helpful to my right hon. Friend.

As a former Minister with responsibility for the middle east, may I express my disappointment at the Foreign Secretary’s failure to answer the pertinent questions put by the shadow Foreign Secretary? In particular, does not the situation around Kobane symbolise the complete failure of this Government’s policy towards dealing with Syria and the wider conflict that it has spawned around ISIL? The truth is that the Turkish Government are unwilling to intervene to stop ISIL—its tanks are literally parked looking down at Kobane—until Assad has gone. Assad is not going to go, however much we all want him to, because he has too much firepower standing behind him, including the Russians and the Iranians. Until there is a serious strategy of engagement and negotiation to bring about the transition, we will continue to pursue this futile policy and we will not be able to defeat ISIL. Does he not agree?

The right hon. Gentleman says that he speaks as a former Minister with responsibility for the middle east, so he will know, perhaps better than most, the complexity of this area. We can only guess at the complex motives and motivations of Turkey in its individual actions, but I am not sure that his analysis of why the Turks have not intervened in Kobane is correct. Frankly, I think this has more to do with intra-Kurdish politics than it has to do with the regime in Damascus, but it is a complex situation. There are many different conflicts wrapped up within this overall battle, many of them deeply historic and with very complex roots.

In the debate a couple of weeks ago on intervention in Iraq, the right hon. Gentleman made very clear, to his credit, his view that we should be further forward- leaning still—that we should be prepared to intervene in Syria. What I would be very interested to hear, and did not hear from the Opposition Front-Bench spokesman’s speech, is an indication whether that is now the Opposition’s view.

I personally find it increasingly difficult to justify the distinction in our policy between Iraq and Syria. If the town of Kobane falls, the outcome for its inhabitants, based on previous experience, could be apocalyptic. In those circumstances, is there not a case for the United Kingdom to join in the air operations in Syria under the authority of not only the right of humanitarian intervention but, perhaps more pertinently, the duty to protect?

I hear what my right hon. and learned Friend says about the distinction between Iraq and Syria. He is absolutely right that in military terms this is a single theatre of operations. The Government continue to review our position with regard to Syria. As we have said before, if we come to the conclusion that there is a military case for Britain taking part in air strikes in Syria, we will come back to the House of Commons and there will be a separate debate on that. What I would say to him is that my meetings in Washington last week left me with the clear understanding that there is no shortage of air power capability in Syria. The targets that are being identified are being prosecuted. What is needed is not more strike power; it is more intelligence, surveillance and reconnaissance in order to generate targets. That does not require UK participation in strike operations.

I want also to respond to my right hon. and learned Friend’s comments on Kobane. Of course it would be a very negative development if Kobane were to fall, but he should be aware that the great majority of the inhabitants have already left that town, many of them crossing the border into Turkey. As we understand it, there is a very small number of civilians left in the town.

The Foreign Secretary referred to the 170,000 people who have left Kobane, but the city has not fallen. It has not fallen because the brave Kurdish Syrian PYD fighters are resisting, but they are outgunned. When he says that we should be supporting the moderate Syrian opposition, is there any suggestion that that should include the Kurdish Syrian opposition, who are fighting hard to protect the civilian population in that part of Syria?

Yes. We would look to work with all opposition groups in Syria who are committed to a democratic future for Syria, but the hon. Gentleman will know, returning to the theme of the complexity of the historic conflicts in this area, that the Turkish Government regard PYD as a terrorist organisation and have said in terms that they regard it as on a par with ISIL. The Turkish Government see what is happening in Kobane as two terrorist organisations fighting each other.

I completely agree with my right hon. Friend that ISIS cannot be defeated by air power alone, and that success on the ground will be required. Frankly, if we cannot get the Sunni tribes in Anbar province to take up arms against ISIS, this is simply not going to happen. What are our Sunni Arab partners in the coalition doing to try to bring those tribes into this situation so that they can provide some of those ground forces? Will he also tell us what our allies in the Arab world believe the endgame to be, politically? Many now believe it is inevitable that the final outcome will have to be a federal Iraq that gives Sunnis the guarantee of some autonomy, having seen how they were utterly betrayed by the Maliki Government?

To answer my right hon. Friend’s last point first, yes, I think there is a widespread realism in Baghdad, not just among the Gulf Arab countries, that a viable future Iraq will have to involve considerable devolution of autonomy to the Sunni areas, as well as to the Kurdish region. The recognition of that by Prime Minister al-Abadi is an important step forward, but he still faces huge challenges in delivering it because not all of his own Shi’a block in Parliament understands the existential need to devolve power within Iraq if the country is to remain together.

My right hon. Friend asked me about the Sunni tribes in Anbar. He is of course right. There are three potential forces in Iraq to fight ISIL: the Kurdish peshmerga; the Iraqi security forces, once they are reorganised and retrained; and the Sunni tribes in Anbar and other western provinces. A significant programme of outreach to tribal leaders is going on, partly led by Sunni Gulf countries that have tribal links to them. Also, we, and our American partners, have significant links to these tribes from our own time operating in Iraq and through key individuals who developed significant personal relationships with tribal leaders and have access to them.

I, too, was surprised at the lack of reference in the Foreign Secretary’s statement to the role of Turkey. May I get a response from him on one point? Will he prevail on the Turkish Government not to attack legitimate civilian protest in locations as far apart as Van, Mardin, Diyarbakir and Istanbul? Up to 9 October, 33 civilians have been killed by Turkish police and paramilitaries, and 336 people, I believe, have been injured, allegedly by Turkish forces chanting, “Long live ISIL”.

May I urge caution on those who advocate increased military intervention, whether in Iraq or Syria? Our track record in understanding the nuances of the region has been poor over the past decade, whether in Iraq in 2003, the disastrous morphing of the mission in Afghanistan in 2006, Libya or, indeed, our differing positions on the Syrian civil war only recently. However, may I turn the Foreign Secretary’s attention to the politics in Baghdad? The layer below the immediate leadership has essentially remained the same, which makes the adoption of a more inclusive form of politics far less likely. That will be an uphill struggle. What are we going to do about it?

I made specific reference to that in my opening remarks. It is true that Prime Minister al-Abadi faces a significant challenge in persuading those on his own side, including a bloc of Shi’a representatives in Parliament led by former Prime Minister al-Maliki, to acquiesce in what will be some very difficult decisions for the Shi’a community to accept. This moment demands great leadership, and we will offer Prime Minister al-Abadi all the support we can to do that. If I wanted to identify a reason to be optimistic, it would be this: the advance of ISIL earlier this summer has shocked the political elite in Baghdad, as well as the Iranian Government, who hold significant influence over the Shi’a bloc in the Iraqi Parliament. There is awareness in Baghdad that something has to change and that if something is not done, the battle will be lost.

I welcome the Foreign Secretary’s support for the peshmerga and the ongoing support of the UK Government, and he was right to recognise the bravery of the defenders of Kobane. However, what detailed conversations is he having about opening up a humanitarian corridor to ensure that the people, including women, who have taken up arms to defend their families are supported and protected and that we avoid the apocalypse mentioned by the right hon. and learned Member for North East Fife (Sir Menzies Campbell)?

I am not sure whether the hon. Lady is talking about Syria or Iraq. In Syria, under the authority of the UN Security Council resolution, of course we are seeking humanitarian access to communities under pressure, and we will continue to assert our right to deliver humanitarian aid and the regime’s obligation under international law to allow the aid to be delivered. As she will know, we are also focusing a lot of aid in the Kurdish region of Iraq. I have not been able to verify this personally, but I was told on Monday by the Kurdish President that many of the Kurds who left Kobane and crossed the border into Turkey have now made their way into Iraqi Kurdistan, because of the relative safety there and the relatively good level of humanitarian provision being delivered under UN auspices.

Will my right hon. Friend join me in thanking the brave aid workers at ShelterBox? It is providing ShelterBox tents and tented medical clinics to the vast numbers of people that, according to those I have spoken to at ShelterBox, are making their way to the relatively safe haven of Iraqi Kurdistan. In the last two weeks, more than 540 tents have been distributed and set up, and I understand that another 1,300 are awaiting distribution.

I am happy to endorse the efforts of ShelterBox, an organisation my hon. Friend obviously knows something about, and commend its efforts. The urgent need in Kurdistan now is for winterisation. Camps have been set up and are accommodating just under 1 million internally displaced persons within the territory controlled by the Kurdistan Regional Government, but as winter approaches, they will face a dire situation if that accommodation is not effectively winterised against the very harsh conditions in that mountainous area.

As far as I am aware, unless policy has changed in the three months since I left the Ministry of Defence, there is no British equipment of any value being abandoned in Afghanistan; the overwhelming majority of Britain’s equipment is being brought back, reconditioned and taken back into use by the British Army.

I do not think we have any shortage of tents. I will talk to colleagues in the Department for International Development, but my understanding is that we have plenty of physical equipment. The problem in the Kurdish region is with logistics, rather than the physical infrastructure of tents and so on, and now the challenge is to make the accommodation appropriate for the harsh winter conditions.

We need to do two things to make this work. First, we need to retrain the basic manpower of the Iraqi army. It can be done, but it will take some time and, in the meantime, we will have to use air power to hold the line. Secondly, we need significant change in the senior command and control structure, including the replacement of essentially political appointees under the previous regime with competent military people. That will be a challenge, because these people will have their vested interests and their constituencies behind them, but it is the challenge that Prime Minister al-Abadi faces.

Returning to the humanitarian issues that the Foreign Secretary raised, I acknowledge the work of DFID, the UN, the non-governmental organisations and the international community, but in the areas of Iraq and Syria under ISIL control, the response to the humanitarian crisis is dependent wholly on local organisations. What help can we give them?

I am grateful to the right hon. Gentleman for his expression of support for DFID and the international community that is trying to deliver aid. He is absolutely right, of course: in the areas controlled by ISIL, informal support to local NGOs is one strand of the work that DFID and the international aid community are doing. The aid community is acutely aware that it needs to work with the grain of the local situation, and where it provides support in ISIL-controlled areas, it has to work with who it can. That will not always be ideal, but it will get as much aid to those areas as possible.

I wonder whether I could press the Foreign Secretary further on the role of Turkey. It is a concern that foreign fighters are still crossing the border from Turkey into Syria to join ISIS. It is also a concern that the Turkish authorities are still equivocal about the use of the Incirlik air base by coalition forces. Will my right hon. Friend say what representations he has made to the Turkish Government on those two matters?

As I mentioned earlier, the national security adviser is in Turkey today and will be talking to the Turkish authorities. For operational security reasons, I do not propose—and, I do not propose as a Government—to give a running commentary on which bases in which countries are being used for which operations. What I can say to my right hon. Friend is that control along the Turkish-Syrian and Turkish-Iraqi border has significantly improved over the last few weeks. We have close contact with the Turks on the movement of British-originating potential fighters across that border, and although there is still more that can be done, we are generally very pleased with the advances that have been made over the last few weeks.

Is the Foreign Secretary not concerned about the apparently very close relationship that exists between some elements of the Turkish Government and forces and the ISIL forces? Does he not think that in the long run there has to be a political settlement? That must include the right of self-determination for the Kurdish peoples all across the region, who have frankly been wronged ever since the end of the first world war on the question of their own identity. It is an issue that will simply not go away.

The hon. Gentleman’s intervention just goes to underline how complex the situation is. We are not dealing with a conflict; we are dealing with a number of conflicts that interact with each other and mean that some of the participants have multiple considerations that they are dealing with when they decide how to act. Progress was being made—has been made—in Turkey over the last couple of years in resolving differences between the Turkish state and its Kurdish population. Significant progress has been made. I am afraid that what is going on now across the region is not helpful to that process and is not taking it forward. I think it is probably premature at this stage to speculate on the end outcome, but clearly the relationship between the different Kurdish groups in the four different countries is a crucial part of the overall conflict.

My right hon. Friend the Foreign Secretary has used strong language in his statement. He says that Islamic State is “an evil which is a direct threat to our national security.” He says that it is possessed of a “poisonous ideology”. He says that it is “a barbaric force that has no place in human civilisation in the 21st century”; and he says that it “represents a major threat to us, here at home, particularly at the hands of returning foreign fighters”. Given that, with the assent of this House, Her Majesty’s armed forces are now engaged in military action against Islamic State, given that we have all witnessed on television the beheading by a British jihadist of British and American aid workers, and given that the offence of treason still exists, but has not been used since 1946, will the Foreign Secretary ensure that British jihadists who return from Iraq and Syria are prosecuted for the offence of treason? Their actions are treachery against Her Majesty, and aiding and abetting enemies of Her Majesty is one of the greatest offences a British citizen can commit. The message should go out from this House—

My hon. Friend makes his point with great passion. He will know that there are a number of offences under English law with which returning foreign fighters can be charged. We have had a discussion about the allegiance question. We have seen people declaring that they have sworn personal allegiance to the so-called Islamic State. That does raise questions about their loyalty and allegiance to this country and about whether, as my hon. Friend rightly says, the offence of treason could have been committed. I will certainly draw his remarks to the attention of the Home Secretary, who ultimately will be the person who needs to look at this.

There are indeed many historic and political reasons for Turkey not to take a more active part in fighting ISIL, but will the Foreign Secretary assure the House that Turkey is not putting anything in the way of those who do wish to take part, in terms of access to air space or land routes, and also say to what extent any negotiations that the United States is having with Turkey at the moment over access and activity include the United Kingdom?

The hon. Lady will know that the Turkish Parliament has recently passed a law that allows Turkish air bases to be used by international forces, allows the stationing of international forces on Turkish soil and allows the passage of international forces across Turkish soil and through Turkish air space, so the framework is now in place to permit a high level of collaboration. What we, the Americans and the French are still talking to the Turks about is how best they can deliver their contribution to the coalition in a way that recognises the historical sensitivities, but none the less makes a significant contribution to the effort against ISIL.

I am probably long enough in the tooth to know that questions asking for categorical assurances of further additional budget resources are ones for my right hon. Friend the Chancellor of the Exchequer. However, it is the case, as my hon. Friend says, that the intelligence and security services are making a huge contribution to the fight against ISIL. Much of the fight has to take place in the intelligence and security space. It is about stopping foreign fighters getting out there, tracking them while they are out there, intercepting them if they try to come back, cutting off funding flows and stopping the supply of illicit equipment and materials. The services have reprioritised—something they do incredibly effectively when they need to—to make this their main effort and they are providing a huge input to the fight.

Further to the contribution from the hon. Member for Kettering (Mr Hollobone), 30 British jihadists have died since the current fighting started, and all the evidence is that the more who die, the more who want to go and fight. Although I obviously accept the package of measures that the Foreign Secretary has set out to the House today, what more can be done to stop people going in the first place—not just to stop them crossing borders, but to stop them boarding those flights?

It is probably worth noting that, as well as the reported 30 dead, there have been media reports of an even larger number of jihadis who, having seen the brutality of ISIL, want to escape from it and return, but are reportedly unable to do so. The kernel of the right hon. Gentleman’s question is about how we stop people getting out there. We have to take a multi-tiered, multi-layered approach. We start by trying to explain to them the reality of what ISIL is about, undermining its narrative and ideology, and explaining to them that it is incompatible with any reasonable and sensible interpretation of Islam. If we do not succeed in dissuading people, we will try to intercept them, and we have an increasing number of tools available to us. If we fail to intercept them leaving the UK, we have the opportunity, through our collaboration with Turkey, to intercept them when they seek to cross the Turkish border. At all those stages, we will do everything we can to prevent foreign fighters from reaching Iraq and Syria.

ISIL swept across northern Iraq and the middle of Iraq in its brutal and bloody campaign of genocide. One thing that concerns many people within and outside the House is the kidnapping and abduction of women, children and families. What steps have been taken to return those members of families to their loved ones, and what can be done to help them?

Gentleman is right: there have, sadly, been industrial-scale organised kidnappings—perhaps not so much kidnappings as enslavement of large numbers of people, particularly of women but people of communities and faiths that ISIL does not recognise or approve of. Sadly, there is little that we, from outside, are able to do to trace what has happened to those people on the ground. Some of them have escaped and turned up as refugees, and their heart-rending stories have been published in some of the newspapers, which the hon. Gentleman will have seen. I am afraid we have low visibility when it comes to what has happened to many of these people.

What is the rationale for proving only non-lethal support to the Syrian moderate opposition?

The Government’s decision to date has been that we do not wish to move to the provision of lethal support to Syrian opposition groups while the opposition remains as fragmented as it is and the intentions of all the groups in it are not as clear as we would like. Some of the groups that might have been considered eligible for support as members of the moderate opposition two years ago have subsequently shown themselves to have little in common with our view of the democratic future of Syria.

The Foreign Secretary has talked a number of times about stopping the flow of fighters going to join ISIL. Is any specific work being done on the very disturbing reports of young women, who are actually children, being radicalised and travelling from this country to the region to become brides of ISIL fighters?

There is. It is an absolutely central strand of the work that the Home Office and the Department for Communities and Local Government lead. The trafficking of any people who are not adults for any purpose is deeply to be deplored—and for the purposes outlined by the hon. Lady, even more so. It is, as I say, an essential strand of the work going on.

In answer to an earlier question from the Liberal Democrat spokesman, the Foreign Secretary seemed to say that there were no grounds for extending British military activities into Syria. If I am right, and on that basis, will he today rule out any such extension of British military action across the border into Syria?

No. To make the position clear, we have always said that we have not ruled out the possibility of extending British military action in the form of air strikes into Syria, but that we would need to see a clear military case for doing so. In other words, we need to be able to make a contribution that would add some significant value to the coalition effort. What I said was that my understanding of the current situation is that there are plenty of strike assets available for use in Syria. The US as coalition lead is not short of ability to strike targets in Syria; what it is short of is properly reconnoitred targets that we can strike safely without fear of creating collateral damage or civilian casualties. The need at the moment is for more ISR—intelligence, surveillance and reconnaissance—not more strike assets.

Returning to the humanitarian crisis in and around Kobane, the Foreign Secretary is right that an estimated 178,000 refugees have crossed the border into Turkey, but many were seeking sanctuary in Kobane and are left there under threat. Given the sensitivities in the relationship between the Kurdish community and the Turkish authorities, can the right hon. Gentleman reassure us that he or other Ministers have had conversations with the Turkish authorities to ensure that they will be up to the problems created by a humanitarian crisis, should it occur?

I understand that an estimated 20,000 civilians remain in Kobane. The Turks have an excellent record of accommodating refugees crossing their border. They have accommodated hundreds of thousands of refugees, and the great majority of the population of Kobane has already evacuated the city, mostly across the border into Turkey. Should the remaining population choose to leave the city, I have no reason to suppose that they would be unable to do so via Turkey.

From the words and tone of the Foreign Secretary’s remarks, it seems that those who have fled the conflict to protect their lives might now find themselves in jeopardy if there is inadequate preparation for the onset of winter. How confident is the right hon. Gentleman that the extensive efforts going on will ensure that people who have saved their lives from conflict do not lose their lives through winter?

The hon. Gentleman asks the right question. People who will have moved to a place of safety, if not one of comfort, now face the real challenges of a mounting winter. I am confident that between the bilateral efforts, the international agency presence and the significant work being done by the Government of the Kurdistan region, we are not talking about placing lives in jeopardy as a result of the onset of winter. I do not think the situation is at that level of extreme, but I do think we face the risk of some real suffering during the winter if we are unable to deliver all the winterisation equipment required before the onset of the really cold weather.

I wish to inform the House that the Foreign and Commonwealth Office, together with the Ministry of Defence and the Department for International Development, is today publishing the 40th progress report on developments in Afghanistan since November 2010.

The announcement of the preliminary results of the second round of the presidential election by the IEC on 7 July triggered a political crisis. Presidential candidate Abdullah Abdullah threatened to pull out of the process. Intervention by the US Secretary of State John Kerry secured the agreement of both Abdullah and Ashraf Ghani to abide by the result of a full audit of the second round vote under a UN supervised process. The Afghan Government are currently facing significant fiscal challenges, exacerbated by the protracted election process.

On 12 July, UNAMA published their mid-year report “Protection of civilians in armed conflict” which recorded a 24% rise in civilian casualties, compared to the first six months of 2013. It attributed 74% of these to Taliban action, undermining their claims that they try to minimise civilian casualties. The insurgent offensive in Northern Helmand that began in June persisted, but reduced in intensity, through July. The ANSF were better prepared compared to last year’s fighting season and resisted Taliban attempts to make significant gains.

In contrast, Kabul has experienced an increased number of insurgent incidents compared with last year, with 52 by 20 August, compared to only 30 incidents in the whole of 2013. Throughout July there were also significant attacks that threatened or struck Kabul International Airport.

On 5 August, at the Marshal Fahim National Defence University in Kabul, Major General Harold J. Greene (US Army), the Deputy Commander of the Combined Security Transition Command - Afghanistan was killed by an Afghan National Army soldier. Two UK personnel were amongst the wounded.

ISAF redeployment continues and the number of bases has now reduced to just 42 locations. There are only 18 locations left to transfer or close before the end of the current ISAF mission.

I beg to move,

That this House has considered Ukraine, Middle East, North Africa and security.

This summer has seen a range and scale of threats to international, and particularly European, stability. If they are not unprecedented, they certainly represent a highly unwelcome escalation from the post-cold war norm. Alongside them, there has been a sharp escalation in the level of homeland security threat. The Prime Minister has made two statements in the past nine days covering those, but the Government believe it is right and proper that Parliament has a fuller opportunity to debate those events, and that the Government have the opportunity to take the pulse of parliamentary opinion on Britain’s response to the challenges we face.

In Syria and Iraq, the advance of the barbaric Islamist terrorist organisation Islamic State of Iraq and the Levant represents not only a severe threat to the stability of the middle east but, through the presence of foreign fighters, some of them British, and the threat of a terror attack against the west, a threat to British national security. In the wider middle east, the recent eruption of violence in Gaza between Israel and Hamas, and the tragic loss of many hundreds of civilian lives, has underlined the need for a lasting settlement to that decades-long source of conflict and human suffering. In eastern Ukraine, the instability and violence fuelled initially by covert Russian sponsorship of illegal armed separatists, and more recently by the active operation of formed military units of the Russian armed forces on sovereign Ukraine territory, have underlined Russia’s rejection of the rules-based international order. In Libya, there has been a sharp deterioration of the security situation. Those multiple challenges reflect an arc of instability, extending from north Africa, through the middle east and along Europe’s eastern border to the Arctic.

Perhaps the most alarming of those developments, because of the clear and immediate risk it poses to UK homeland security, is the rise of the Islamist terror organisation ISIL in Syria and Iraq. In Syria, Assad’s brutal war against his own people has created the conditions for a Sunni extremist group to flourish, and in Iraq, the systematic sectarianism of the previous Government has created a permissive environment in the Sunni heartlands for ISIL to expand. In both countries, ISIL has seized the opportunity to impose its twisted ideology.

Does the Foreign Secretary agree that supporting air strikes in Syria is a higher-risk strategy than supporting air strikes in Iraq?

I agree with my hon. Friend. There is a qualitative difference between any proposition of air strikes in Syria and such an activity in Iraq. The legal, technical and military differences make the proposition of air strikes an order of magnitude more complicated in Syria.

Will the Foreign Secretary elaborate on the military differences, as he said that there were quantitative differences between Syria and Iraq? We are talking about a process. What are the air strikes meant to achieve? Would they achieve something different in Iraq from in Syria, or are we taking this the wrong way round?

When I talked about a military difference between Iraq and Syria, I was referring to the different air defence systems that protect the territory in those two countries. In Iraq, the skies are open over ISIL-controlled territory, whereas in Syria a sophisticated integrated air defence system protects the whole of the country’s airspace and would make air strikes complex and difficult to deliver.

In view of Mr Speaker’s strictures, I must make some progress. I will allow the hon. Lady to intervene later.

Having established a heartland in Syria and advanced into northern Iraq, ISIL is seeking to extend its reach with the openly stated objective of building a so-called caliphate embracing all the Muslim populations of the region in a single fundamentalist state that would subject its population to a brutal and barbaric regime while waging perpetual war against the infidel beyond the caliphate’s boundaries. This is a dangerous force that if left unchecked could transform swathes of the middle east into a haven for international terrorism.

ISIL’s barbaric acts in the areas it controls have included targeted killings, forced religious conversions, abductions, trafficking, slavery and systematic sexual abuse on the basis of ethnicity and religion. It has forced hundreds of thousands of Iraqis of all communities—Shi’a, Sunni, Christian, Yazidi—to flee their homes in fear as its forces abuse, brutalise and kill anyone who stands in the way of their advance. Their actions and poisonous ideology are not only abhorrent to our values and principles and, indeed, to the values and principles of all decent people, including the overwhelming majority of Muslims, but represent a direct threat to Britain’s national security.

There are rumours that the Turks are buying oil from ISIS. Is it not important that members of NATO speak with one voice and is it not an absolute priority for the international community to try to interdict the financial support that ISIS is gaining through illegal oil sales?

My hon. Friend is absolutely right, and that has been precisely the thrust of a British initiative at the United Nations to cut off financial and other lines of support to ISIL. We will continue to pursue that route.

I thank the right hon. Gentleman for his confirmation that we are using the United Nations to point out the importance of cutting off financial support to ISIL. Is he talking to Governments around the world and ensuring that the Treasury is equally engaged in ensuring that messages go out to banking systems and individuals that it is not a good thing to channel funds to ISIL and that, if they are not cut off now, these murderous individuals will come into their countries?

Yes, we are delivering that message and our partners around the world are active. We have seen action over the past few days in many countries, with people providing support networks to ISIL being disrupted, arrests being made and so on.

In seeking to establish its extremist state, ISIL is already seeking to use the territory it controls as a launch pad from which to attack the west, including the United Kingdom. The unprovoked attack on the Jewish museum in Brussels, the brutal beheadings of American journalists James Foley and Steven Sotloff and the explicit threat to the life of a British hostage have made it clear that ISIL will not hesitate to attack western citizens wherever it has the opportunity to do so. As the House will know, our intelligence agencies estimate that more than 500 British nationals have travelled abroad to fight in Syria and Iraq for extremist groups, particularly ISIL. On the face of it, one of those individuals, nominally British although sharing none of our values, was responsible for the beheading of the American journalists. The potential return to the shores of hundreds of these radicalised jihadis, some of whom will have undergone training in the conduct of terrorist atrocities, represents one of the most serious threats to our national security and was directly responsible for the decision to raise the threat level for international terrorism from substantial to severe.

If I may, I will make a little progress.

Our response to that threat is and will remain measured, deliberate and comprehensive. At home, our police and security agencies are hard at work tackling the threat from returning jihadis and intercepting those intent on travelling abroad to join ISIL. Since April 2013, 23 people have had their passport removed and so far this year 69 people have been arrested for terror-related offences in relation to Syria and Iraq.

As the Prime Minister set out last week, we are now urgently considering what more we can do in the face of this unprecedented terrorist threat. Among the measures being actively considered by the Government are strengthening the existing terrorism prevention and investigation measures, including through stronger location constraints on suspects and a requirement on individuals to engage with the Prevent programme; putting the Channel de-radicalisation programme on a statutory footing; introducing temporary powers for police to seize passports at the border while suspected foreign fighters are investigated; creating a discretionary power to exclude British nationals from the UK; and putting on a statutory basis aviation security measures, including no-fly lists and the sharing of passenger information. As the Government crystallise our proposals, the House will have the opportunity to debate them in detail.

Strengthening our defences at home and tackling the movement of foreign fighters are just part of the answer. We must also tackle these threats at source, so we are responding to the urgent humanitarian situation in the region, alleviating suffering in northern and eastern Iraq and helping to ease the growing burden on the neighbouring states that has the potential to create even greater instability. Since the crisis in Syria began, we have committed more than £600 million in humanitarian aid. In northern Iraq, Britain was the first donor country on the ground, but we are clear that alongside the immediate humanitarian response there must also be a coherent political response to delegitimise ISIL, cut off its sources of financial support and create the conditions under which local forces can regroup and tackle ISIL head on.

The UK has already supplied non-lethal aid to the peshmerga. We have transported ammunition from eastern Europe for the Soviet-era weapons that the peshmerga have. Yesterday my right hon. Friend the Defence Secretary laid a departmental minute before the House announcing the initial gifting of lethal aid to the peshmerga in the form of a supply of heavy machine guns, which should be delivered with the accompanying ammunition to Irbil today.

The Prime Minister said that if there was further evidence of a direct national threat and human catastrophe, that would warrant further military action. The Foreign Secretary has spoken about coming back before the House if further action is needed, but have we not reached the threshold at which there is evidence of both a direct national threat and human catastrophe, in terms of the genocide of Yazidis, Christians and others?

The point the Prime Minister was making was that we must reserve our right to intervene at very short notice if an imminent humanitarian catastrophe threatens, but we are also considering the longer-term proposition of how, in coalition with international partners, we can best rise to the challenge presented by ISIL. In Syria, we continue to support a negotiated political transition to end Assad’s brutal rule and pave the way to a political solution to this appalling conflict. To those who ask whether we should make common cause with Assad against the new enemy, ISIL, I say that Assad cannot be the answer to defeating extremism. Working with this butcher would only reinforce the appeal of ISIL and feed radicalisation at home. By contrast, therefore, we are strengthening our support for the moderate opposition, who share our values of respect for human rights, the rule of law and inclusive politics. They deserve our admiration as they take the fight to the extremist terrorists in their country as well as taking on regime forces.

In Iraq, we have strongly welcomed the formation of the new Government under Dr Haider al-Abadi. To be successful in turning the tide against ISIL, that Government must now win the confidence of all Iraq’s communities by turning into deeds the words of the new Prime Minister’s published programme for inclusive Government.

Does he accept that the new Government of Iraq now have to show that they are doing this, and that if they cannot, it will be time for the UK and its neighbours to reconsider what the political structure of Iraq can be to create stability in the region?

The hon. Gentleman is absolutely right. We are clear that ISIL is a threat to us as well as to stability in the region. But we are equally clear that we can contribute to defeating ISIL only through the leadership of the Iraqi Government in Baghdad, and they have to be an Iraqi Government who are credible, inclusive, and command the respect and support of all the people of Iraq. A huge burden therefore rests on the shoulders of Dr al-Abadi as he embarks on this mission with his new Government. We wish him well and will offer him every practical support we can.

On Syria, surely the position must be that, rather than leave Assad out of the process altogether, we should restart the Geneva process in order that there can be a proper deal between our allies in the Free Syrian Army and the Assad Government. They can then be on our side in taking on the fundamental enemy, which is of course Islamic State. That process can engage the Russians as well, but if they are left outside this exercise we are dooming it to failure from the start.

As we have now moved to the welcome state whereby we are providing more than just assistance to the Kurds, would it not now be sensible to do the same thing for the Free Syrian Army, who have themselves been fighting ISIS for over a year?

Our decision at the moment is that we will continue to supply non-lethal aid to the Syrian moderate opposition. Of course, we keep that decision under continuous review. As I said earlier, the situation in Syria is very different from the situation in Iraq. While ISIL is seeking to make it a single theatre, we have to respond to the realities on the ground in both countries.

These are vital steps, but the Prime Minister has made it clear that the political and humanitarian response in Iraq must be backed up by a security response that will defeat ISIL on the ground. The Government’s clear position is that there will be no UK combat boots on the ground in Iraq, but we have given our full support to the targeted air strikes conducted by the United States at the request of the legitimate Government of Iraq. With other NATO allies, and with the consent of the Iraqi Government, we have been delivering arms and equipment directly to Kurdish forces, as I have set out.

I know that many right hon. and hon. Members will, crucially, want to know whether we intend to go further in our security response. As the House will know, Secretary Kerry is currently in the middle east seeking to build a regional coalition of the willing to support Iraqi forces in the battle against ISIL—an organisation which, by definition, represents an existential challenge to all of them. President Obama will speak to the American people later today to set out his wider strategy for dealing with the threat from ISIL, including a possible expansion of US air strikes.

As the global resolve to tackle ISIL strengthens, we will consider carefully what role the UK should play in the international coalition. I should emphasise that no decisions have been made. However, as the Prime Minister set out on Monday, if we reached the conclusion that joining in American-led air strikes would be the appropriate way to shoulder our share of the burden, then, in accordance with the established practice, we would ensure that the House of Commons had an opportunity to debate and vote on that proposition.

May I take the right hon. Gentleman back to his answer to the hon. Member for Reigate (Crispin Blunt) about the position of the Assad regime? The whole House shares his view that this is an odious regime, but surely what has changed is that two years ago it was rational to assess that the Assad regime could be removed. Is that still his view?

Our clear intention is to create the conditions where within the Alawite community and the community around the regime, the pressure builds to change the leadership—to remove Assad and those closely associated with him and replace them so that it is possible for the moderate opposition forces and the international community to envisage a political solution in Syria.

We are facing in our near abroad the most capable terrorist group currently operating anywhere in the world. We cannot underestimate the threat that it poses to regional stability and to our security here at home, and we must be prepared to intensify our contribution to action against ISIL if the situation demands.

In relation to ISIL and the foreign fighters, the Secretary of State will have seen reports from King’s College London, which engaged with some of these fighters in Syria and Iraq. It reports that some foreign fighters want to renounce terrorism and return to their countries of origin. Does the United Kingdom have a position on that, and was it discussed with other NATO members so that there is a combined position?

I too read the reports that my hon. Friend mentions. Clearly, those who have committed terrorist acts must be held accountable for their actions; there can be no general amnesty. Obviously, the Home Secretary will want to look carefully at the situation that we are facing. As I understand it, the Foreign Secretary is saying that our policy is dependent on having a credible, inclusive Government in Baghdad. On what criteria will the Foreign Office assess that Government? What does he make of the appointment of Ibrahim al-Jafari? What about the Interior Ministry? What about the Defence Ministry? What about the position of Qasem Soleimani, the Iranian revolutionary guard commander, in Baghdad? What possible reason do we have at the moment to believe that this Government are inclusive?

I recognise my hon. Friend’s gentle scepticism, shall I call it? Many figures within the newly announced Government are not new faces. However, the programme set out by Dr al-Abadi does represent, on the face of it, an approach that is far more inclusive and far more willing to recognise the aspirations of the separate communities within Iraq than that of the previous Iraqi Government. Of course, the proof of the pudding will be in the eating. We will be looking at this very closely and providing every support we can. We and other allies will be applying all pressure that we can on the Iraqi Government to pursue diligently the course that they have set out in that programme, and we very much hope they will deliver on those commitments.

I must make some progress now because we have a wide range of issues to cover.

While we have been facing an ideological challenge to our fundamental system of values from ISIL in Iraq and Syria, we have also faced a fundamental challenge to the post-cold war system of international relations in Europe.

For more than two decades since the collapse of the Soviet Union, the west has opened a door to Russia and sought to draw her into the international rules-based system, offering partnership, trade, investment and openness. By its illegal annexation of Crimea and its aggressive destabilisation of eastern Ukraine, the Russian leadership has slammed that door shut. It has chosen the role of pariah rather than partner, and in doing so it has undermined the long-term security architecture of Europe.

The tactics that President Putin has adopted—from covert disruption to the first deployment of deniable irregulars and unbadged Russian military personnel to capture sites in Crimea, through to the transfer of heavy weapons and equipment to Ukrainian separatists in Luhansk and Donetsk, and now, more recently, the deployment of formed Russian military units on to Ukrainian soil—reflect a pattern that we have seen elsewhere. However much it is denied, Russia’s direct responsibility for the situation in eastern Ukraine is undeniable.

On 17 July, the irresponsibility of Russia’s behaviour reached its terrible apotheosis, with the shooting down, from separatist-controlled territory with a Russian ground-to-air missile, of flight MH17, with the loss of 298 totally innocent lives. Their blood is on the hands of Russia’s leaders.

The Government, together with our international partners, have been clear from the start: whatever the provocation, there can be no purely military solution to this crisis. The solution must be political, based on negotiations between Moscow and Kiev but upholding the fundamental principles of respect for Ukrainian sovereignty and territorial integrity and of the right of the Ukrainian people to decide their own future. There can be no Russian veto on democracy in Ukraine.

The international community has a clear role to play by exerting the greatest possible pressure on Russia to withdraw its troops from Ukrainian soil, cease its support for the separatists and enable the restoration of security along the Ukraine-Russia border with effective international monitoring.

Russia has used asymmetric warfare to further its ends, exploiting the relative advantages of its ability to act quickly, decisively and without transparency. We must respond to that by using our relative advantages, most notably the enormously greater strength and resilience of our economies compared with Russia’s, with its terrible demography and its structural over-dependence on oil and gas exports.

The UK has been at the forefront of efforts to leverage that economic strength through the imposing of far-reaching economic sanctions. As the Prime Minister announced to the House on Monday, the latest European Union sanctions, building on the previous measures, will make it harder for Russian banks and energy and defence companies to borrow money; prohibit the provision of services for the exploration of shale, deep water and Arctic oil; and widen the ban on dual-use goods such as machinery and computer equipment. Additionally, a new list of individuals to be included on sanctions lists has been agreed, including the new separatist leadership in Donbass, the Government of Crimea and key Russian decision makers and oligarchs.

The situation in Ukraine has caused considerable consternation and concern among our eastern European NATO partners. I am sure that during his speech my right hon. Friend will reaffirm our commitments to them under our NATO obligations, but what is he doing specifically to encourage NATO partners such as Lithuania which are spending less than half the prerequisite 2% of GDP that they ought to be in these circumstances?

I will come in a moment to the measures we are taking to support eastern partners, but my hon. Friend will know that Lithuania, along with all the other 27 NATO members, signed up to the defence spending commitment at last week’s NATO summit. That was a huge triumph for British diplomacy.

Does the Foreign Secretary believe that a man who spent 16 years rising to the top of the KGB and who is currently the President of Russia will be deterred by economic sanctions when it is clear that Russia has territorial ambitions, as we have seen elsewhere in Europe?

These sanctions are having an effect: they are exacerbating an already negative trend in Russia’s economy. Russia’s economy shrank by 0.5% in the first quarter of this year. Its largest bank has downgraded forecasts of growth from 2.3% to 0.2%. Russian sovereign bonds have been downgraded to one notch above junk bond status, and capital flight is continuing, with an estimate that it could reach £80 billion. Although I understand absolutely the hon. Gentleman’s question and his attempt, quite rightly, to analyse the emotional side of Mr Putin’s approach, he will not be able to be blind to the impact these sanctions are having on Russia’s economy.

We have also supported NATO measures to reassure our eastern allies who feel most exposed to Russian pressure, including through the provision of RAF jets to undertake an air policing role in the Baltic area. We are clear about the collective security guarantee that NATO offers to our eastern NATO partners, and Mr Putin should be clear about that, too.

If Mr Putin were to deploy in the Baltic states the same asymmetric and deniable tactics he has used in Ukraine, would that constitute an article 5 moment under the NATO treaty?

The engagement of article 5, which eastern partners would, of course, be perfectly entitled to seek if they felt they were subject to threats, can elicit a response at various different levels. It does not have to involve full-scale armed conflict. The response would have to be proportionate. Although this is in its infancy, there is growing recognition that, in a much more complicated world in which cyber-warfare will have a very large role to play in any future conflict, we need to work out how we would respond proportionately and effectively to any given type of attack.

I must make a little more progress.

We welcome the ceasefire that has been announced between Russia and Ukraine, but, as we agreed with President Poroshenko and key allies at the NATO summit, there must be a proper peace plan that ensures that Russia respects Ukraine’s territorial integrity and sovereign rights—and it has to be delivered, not just written down. Our position remains that flagrant violation of international norms and law will bring long-term costs for Russia, its economy and its standing in the world.

Understandably, the ISIL challenge and the situation in Ukraine have dominated the agenda for the past few weeks, but we are also confronted by a sharp deterioration in the situation in Libya, as rival factions battle for control of Tripoli and the disparate groupings that have been a feature of the violence in Libya have started to coalesce into two main groups. The deterioration of the security situation has required the evacuation of hundreds of British nationals and the relocation of our embassy and staff to Tunis. I want to take this opportunity to pay tribute to the Royal Navy for its excellent work in extracting British nationals to Malta, and to thank publicly the Republic of Korea, which evacuated 47 British nationals on a Korean warship that was in the area.

Finally, I want to turn to the perennial problem of Israel, Gaza and the middle east peace process. Ending the conflict between the Israelis and the Palestinians and seeing a responsible, viable and independent Palestinian state that respects the rights and security concerns of Israel taking its place among the family of nations would be a major step towards restoring stability throughout the region.

Throughout the summer, in my meetings and phone calls with Prime Minister Netanyahu, President Abbas, President al-Sisi and others, I have supported the Egyptian-led talks in Cairo as being the best way to bring a rapid end to the violence, and we warmly welcome the agreement that was reached in Cairo on 26 August, which has, at last, led to a ceasefire that has held. It is now vital that negotiations resume and rapidly agree some practical, deliverable and confidence-building first steps to improve the situation for ordinary Palestinians in Gaza at the same time as reassuring Israel that there will be no further rocket fire against Israeli civilians and no rebuilding of military infrastructure inside Gaza.

Does the Foreign Secretary agree that President Abbas now deserves the opportunity to demonstrate to the Palestinian people that the peaceful path towards statehood, not just the rockets of Hamas, can bring dividends? He needs the opportunity, through diplomatic support, to make the same kind of progress that, unfortunately, Hamas can now demonstrate that it has made in having the blockade on Gaza modified.

My hon. Friend is absolutely right. I shall come to the point about the involvement of the Palestinian Authority in a moment.

The steps we need to take must include measures that will pave the way for the Palestinian Authority to resume control of Gaza and restore effective and accountable governance, which will allow the progressive easing of Israeli security restrictions on Gaza and, in turn, allow the Gazan economy to grow.

Both the Prime Minister and I have expressed our grave concern at the level of civilian casualties and the scale of human suffering in Gaza during the recent violence, but we have also been clear that the indiscriminate firing of thousands of rockets from Gaza into civilian areas of Israel by Hamas was a clear breach of international humanitarian law, and that by launching attacks from densely populated civilian areas—in some cases, from sensitive buildings, such as mosques and schools—Hamas bears a direct responsibility for the appalling loss of civilian lives. We have been equally clear that Israel has a right to defend itself against attack, but that in doing so it, too, must act in accordance with international law with regard to proportionality and the avoidance of unnecessary civilian casualties.

In the light of what the Foreign Secretary has just said, will he please explain why the British Government abstained at the United Nations Human Rights Council on its official call for an investigation into war crimes that have occurred there? Could he not express some regret about Britain’s close military relationship with Israel, which has indeed helped it to kill more than 2,000 people in Gaza during the recent siege?

The hon. Gentleman’s last allegation is regrettable and completely inaccurate. We have looked very carefully at the nature of the matériel and equipment supplied to the Israelis, and we are confident that very little of what we supplied could in any way have been used in equipment deployed during this operation in Gaza.

On the hon. Gentleman’s first point, we chose to abstain on the resolution, along with all our European Union partners, because it was not worded in an even-handed and open way. It was not aimed at getting to the truth of what happened in Gaza, and it was not targeted at possible wrongdoing by both sides. It was heavily lopsided, and made a political point, rather than seeking to get to the bottom of what actually took place. I would, however, say to him that we are clear that, in due course, there must be a proper inquiry into what went on. I shall return to that in a moment.

I will give way again in a moment, but let me conclude this point.

In due course, a resolution of the immediately pressing issues in Gaza and a resumption of Palestinian Authority control in the strip must be steps towards the wider middle east peace process leading to a two-state solution. However, for the negotiations to have the best possible chance of success, both sides need to resist domestic pressures to take actions that could jeopardise the prospects of long-term peace. That is why we deplore the Israeli Government’s provocative decision to expropriate 988 acres of land near Bethlehem. We have unequivocally condemned that move, and we will continue to press the Government of Israel to reverse that decision. The UK’s position on settlements is clear: they are illegal under international law; they present an obstacle to peace; and they take us further away from a viable two-state solution.

I am very pleased to hear the Foreign Secretary condemn the Israeli action, but does he still not see that from the outside it looks as if the British Government are guilty of double standards? When Israel makes a land grab of this type, yes we have some harsh words, but nothing else follows; if Putin does something in Ukraine, things follow much more dramatically. I do not want to see such things, but I do want to see an end to double standards.

I think that the hon. Lady is being a little harsh. The reality is that in the Israel-Palestine conflict, we have a deeply entrenched and largely intractable challenge, which has defeated many people who have tried to solve it over many years. We have to make progress on this issue, but we are not going to make it by wagging fingers; we have to make it by engagement. The situation in Ukraine is different, with a clear violation of the hitherto well-observed principle of international law that we do not resolve border disputes in Europe by force of arms. The fact that Russia has breached that principle has put at risk the whole edifice of European security that has served us so well for many years.

I have been very forward-leaning in saying to my Israeli interlocutors—not only about the policy of settlements, but about the scale of the civilian casualties that occurred in Gaza—that whatever the rights and wrongs and whatever the position in international law when the analysis is done, Israel runs a serious risk of losing the sympathy for it that existed when it came under attack by Hamas rockets earlier this summer. Israel needs to think about its long-term best interests, not just about the short-term reactions that it can deliver. I started this section of my speech by saying that if we are to make progress, both sides need to resist the temptation to react to short-term provocations and to play to domestic audiences. Both sides need to think about the long-term best interests of both the Israeli people and the Palestinian people.

I am coming to the end of my speech, and I know that many hon. Members want to participate in the debate.

The stability of the international order is at risk. Our values and principles—freedom, democracy and the rule of law—are coming under sustained attack, and our homeland security is under threat. Our resolve to meet these multiple challenges is being put to the test. The Government are clear that we cannot shirk our responsibilities in the world. If violations of international norms are allowed to go unchallenged and the spread of terrorist organisations with violent and extremist ideologies is allowed to go unchecked, the future prospects for our own national security and that of the friends and partners who share our values will only get worse.

In standing up to Russian aggression, we must continue to send the clear message to President Putin that his behaviour will not be tolerated, and that the end result will be a weaker, not a stronger Russia. In tackling the terrorist threat from ISIL and in supporting the newly formed Government of Iraq, we must be prepared to use all the means at our disposal to reverse ISIL’s advance, to deny its objectives and to defend ourselves at home. In supporting the resolution of the conflict between Israel and Hamas and ultimately the advance of the middle east peace process, we must be clear with both sides that only a negotiated political settlement can deliver the security guarantees that Israel needs and the viable state that the Palestinian people deserve.

In the face of these multiple threats to our security and our interests, I have no doubt that the British people will rise to the challenge and show the resolve, the courage and the determination that have defined our nation for hundreds of years.

With permission, Mr Speaker, I would like to make a statement on Afghanistan. First, I want to pay tribute to the courage and commitment of our armed forces in Afghanistan, where 453 UK service personnel have been killed serving our country and many hundreds more have sustained life-changing injuries. At the NATO summit in Wales last week, the international security assistance force—ISAF—nations joined together in honouring the sacrifice made by those killed or injured during the mission in Afghanistan. Our servicemen and women continue to risk their lives every day, even at this late stage in combat operations. Just a few weeks ago, on 5 August, an attack at the national defence university outside Kabul cost the life of US army Major General Harold Greene and injured many more, including two UK personnel. I know I speak for everyone in this House when I say that our thoughts go out to the general’s friends, family and colleagues, and to all those who were wounded.

It is a testament to the bravery and sacrifice of our armed forces that Afghanistan is no longer a safe haven for international terrorists of the kind who spawned the 9/11 attacks, and that it now has the tools to maintain its own security. Our troops have helped build the Afghan national security forces from scratch to a strength of approximately 350,000 personnel, capable of battling the insurgency without our help and of sustaining our progress in eliminating the terrorist threat to the UK that once existed in Afghanistan. Afghan forces are now leading 99% of combat operations across Afghanistan and proving increasingly effective. Nowhere is that clearer than in the successful security operations to protect both rounds of presidential elections in April and June. With minimal support from ISAF, they prevented insurgents not just from significantly disrupting the elections, but from prosecuting a single high-profile attack on either polling day.

Significant challenges remain, and it is clear the insurgency will continue to test Afghan forces, particularly in Helmand, but when the Taliban had some short-term success earlier this year, capturing isolated checkpoints and rural areas in northern Helmand, the Afghan national security forces quickly regrouped, reinforced the area and reclaimed much of the lost ground. To maintain this progress, the ANSF needs our sustained support—and they will get it; at the NATO summit, international partners reaffirmed their financial commitment to the ANSF post-2014. At the Chicago summit in 2012, the UK committed £70 million per annum to this crucial activity. In Wales last week, we confirmed that we will continue to fund the ANSF at this level for at least the next three years.

As part of the evolution of our support for security in Afghanistan, we are continuing to draw down our troops. We now have only about 4,000 personnel in theatre, and have redeployed more than 70% of our vehicles and equipment. All UK combat forces will have left Afghanistan by the end of this year. The focus of our assistance is now the Afghan national army officer academy, which aims to provide the professional and effective leaders the army needs to maintain security in the years to come. I would like to take this opportunity to thank our coalition partners—Australia, New Zealand, Denmark and Norway—which are working alongside us at the academy to develop the future leaders of the Afghan army.

Since my right hon. Friend the Secretary of State for International Development made the last quarterly statement to the House on 14 May, the academy has reached full operating capacity. The third kandak of recruits, including the first female blook, have commenced training. That is an important milestone for the academy, and we look forward to continuing to support the Afghans in its development. However, for that to happen, the new Afghan Government will need urgently to agree the US-Afghan bilateral security agreement, and the NATO status of forces agreement.

As well as an effective military, Afghanistan needs political progress and stability to safeguard its future. The elections in April and June were an important step. The fact that they took place in a process managed by Afghan institutions was no small achievement for a people who until 10 years ago had never had the right to choose their leader.

A constitutional, peaceful transfer of power from President Karzai to his elected successor will be a milestone for Afghanistan and a source of pride and hope for its people. The enthusiasm for the elections was demonstrated by the large number of people who participated, with more than 7 million voting in the first round.

The UK continues to provide support to the electoral process and good governance. We have committed £20 million to help Afghan election bodies manage the 2014 and 2015 presidential and parliamentary elections. We are providing £4.5 million for a separate programme to increase women’s participation, and we have made £7.5 million available to help strengthen political institutions and processes.

The presidential election process has been challenging, but we welcome the agreement between the presidential candidates to support a full audit of the ballots cast on 14 June and for the winner to establish a Government of national unity. We welcome the joint statement to NATO from the two candidates on 4 September, which reaffirmed their commitment to a Government of national unity.

The UK helped the audit by providing dozens of observers as part of an international effort, and now that the audit has been completed, we encourage Dr Abdullah and Dr Ghani to continue to work together to build a Government of national unity. We have made it clear that our efforts are in support of the democratic process, and not any individual candidate. The choice of Afghan President must be for the people of Afghanistan to make.

Although there were reasonable and legitimate concerns with the electoral process, they do not justify threats of violence or extra-constitutional measures.  Such measures would only imperil Afghanistan by risking the international community’s future financial and security support for the country. Afghan leaders now need to come together to build on the progress and construct the positive, peaceful future that the people of Afghanistan deserve. I spoke to our ambassador in Kabul just a few moments before coming into this Chamber, and the situation remains unresolved. We continue to use all our influence to encourage both candidates in the presidential race to resolve the impasse over the election; to respect the outcome of the audit; and to engage candidly in the political process towards a deal to form a Government.

We look forward in due course to working with the new Government as they build on the achievements of the past decade. We should be proud of the advances in basic services and economic development that we have helped to bring about. Some 6.7 million children now attend school, almost 3 million of whom are girls—there was virtually no female education under the Taliban. Some 15,000 km of roads have been rehabilitated, and 60% of the population now live within two hours’ walk of a public health facility, compared with less than 10% having any access to health care services in 2002.

There has also been significant progress on human rights, particularly women’s rights, since 2001, but we recognise that the gains made are fragile. We continue to remind the Afghan Government of the need to abide by their international commitments and the Afghan constitution to ensure the equal rights of all their citizens and to respect freedom of worship.

To help safeguard those gains, the UK will continue to support the Afghan Government’s efforts to build on the progress made, to grow their economy and to provide basic services and opportunities to all Afghans, including women. We are providing £3 million to strengthen access to justice for women in up to six provinces across Afghanistan. We contribute to the comprehensive agriculture and rural development facility—CARD-F—programme, which operates in five provinces, including a pilot programme in Helmand and a new intervention in Parwan. The programme promotes sustainable growth in legal rural incomes and employment. We also contribute to the strengthening provincial administration and delivery—SPAD—programme, which helps local government bodies in Bamyan deliver better public services in accordance with communities’ needs and priorities.

We are acutely aware of the challenges that the new Government will face. Although the Afghan economy has improved considerably over the past decade, it still remains extremely fragile. The draw-down of international forces, a continued reliance on a volatile agricultural sector and delays to mining projects all mean that the economy remains vulnerable to shocks. The protracted election process has also affected economic growth.

Afghanistan also faces significant fiscal challenges. The new Afghan Government will need to take urgent steps to manage expenditure, increase revenue collection further, address the fragility of its financial sector and strengthen governance and transparency. We will have an opportunity to discuss those issues when the UK Government co-chair the London conference on Afghanistan with the new Afghan Government in November. That conference will be an opportunity for the international community to reaffirm its support for Afghanistan’s development, to review progress against commitments made at the Tokyo conference in 2012 and to shape our future development partnership with Afghanistan, including the delivery of critical reforms, in the period after combat operations.

This country should be proud of what we and the Afghan people have achieved since 2001. Our focus now is on helping the Afghans to build on the gains of the last decade and, through our enduring commitment to their security, continuing to protect the UK from harm. I thank the Secretary of State for an advance copy of the quarterly statement. Given the scheduling of the statement, as he is aware, I shall be responding on behalf of the shadow Foreign Secretary.

Let me join the Secretary of State in paying tribute to the British service personnel who have served and continue to serve in Afghanistan, to their families, who support them every step of the way, and to the 435 killed serving our country. They are in our thoughts every time we meet to discuss Afghanistan in the House. I join him in offering condolences to the families of the two UK personnel who were injured in the attack at the Fahim national defence university, which took place since the last such statement.

This has been a significant week in securing the future of Afghanistan following the ISAF draw-down by 2015, so we welcome the progress made at last week’s NATO summit, as outlined by the Prime Minister and the Foreign Secretary. It is clear that Afghanistan is a different country from what it was before operations began, and the whole House will agree that the priority now must be to agree a strategy for consolidating the gains achieved through such sacrifice. That strategy must include a political settlement for Afghanistan, a stable security agreement, support from regional allies, the continued engagement of international partners and the defence of human rights. I shall take each of those in turn.

As the Foreign Secretary indicated, progress in Afghanistan crucially depends on Afghan leaders resolving their post-election differences and agreeing to form a unified leadership for their country. As talks and dialogue between Abdullah Abdullah and Ashraf Ghani continue, the internationally backed process still holds the promise of being Afghanistan’s first democratic transfer of power, so will the Foreign Secretary tell the House what progress is being made in the negotiations? Does he agree that the process is particularly important given the need, as he mentioned, for a status of forces agreement to be reached with the Afghan Government, for which, of course, an Afghan Head of State is needed? Both candidates are committed to signing the agreement, but disputes about the results of the election have delayed any signature. Does he agree that an agreement is urgently needed so that the non-combat mission can be officially launched and the vital planning work can begin?

Alongside vital political progress, Afghanistan’s future stability will inevitably require a strong and stable Afghan security force. Despite the important pledges made at last week’s NATO summit, which we welcome, there is still a real risk of there being a shortfall in funding for the Afghan security services after the international draw-down. Does the Foreign Secretary agree that more still needs to be done to ensure that continued resources are available to the Afghan security forces in the long term?

What is his assessment of the Government’s confidence in the internal cohesion of those Afghan forces and their capabilities in the face of sustained pressure in the months ahead?

With the end of the ISAF mission by the end of the year, the nature and scope of our engagement with Afghanistan will change. The Foreign Secretary made it clear that Britain’s post-2014 contribution will be focused on the Afghan national army officer academy, but are there any plans for the UK to contribute to broader non-combat missions in Afghanistan? With those forces remaining in a training role in Afghanistan for some time following the 2014 draw-down, can the right hon. Gentleman reassure us about the levels of force protection that are envisaged?

Alongside our armed forces for many years now have been brave and committed British civilians from NGOs and Government officials, who have worked hard as part of an international aid effort to help to build peace and progress in Afghanistan. Does the Foreign Secretary agree that given events in Afghanistan and elsewhere, threats to their safety could become more significant? What steps are being taken to ensure the protection of international aid workers in Afghanistan?

Recent events across the middle east have highlighted to all of us the effect that outside actors can have on the internal dynamics of a state. In Afghanistan it has long been the case that certain regional players, specifically neighbouring countries including Iran, hold the key to securing the long-term peace and stability we all want to see. There is still a real danger, if the neighbouring countries pursue individual agendas leading to instability in Afghanistan, that all of them, as well as the wider international community, will suffer from the fallout. What is being done to ensure the sustained and ongoing engagement of regional partners, in particular Pakistan?

The progress the Foreign Secretary has outlined is welcomed by the whole House, but the continued commitment of NATO allies to the future security and prosperity of Afghanistan is still the key. Does the Foreign Secretary agree that the protection of human rights remains a cornerstone of Afghanistan's future stability and security, and that the UK, along with allies, has a vital role to play in promoting this? We welcome the Government's hosting the development conference on Afghanistan in November. Can the right hon. Gentleman confirm that the conference will place a significant emphasis on the protection of girls and women in post-2014 Afghanistan? In particular, will Afghan women's groups and activists be appropriately represented at the conference, and can he assure the House that their voices were also heard at the NATO summit?

The Foreign Secretary described the significant gains made by women and girls since the Taliban lost power, but there remains a very real fear that that could be put at risk by the Taliban’s re-emergence at a political level, so will he act on Amnesty’s call for the UK to improve its support for human rights defenders, especially women, some of whom it was my privilege to meet recently? Will he draw up a country-specific plan, including appointing someone as a focal point in our embassy in Kabul? What assurances has the Foreign Secretary sought to ensure that those gains will be protected as part of any future negotiations over a political settlement with the Taliban and other insurgent groups?

I thank the right hon. Gentleman for the constructive tone of his remarks. I am delighted to learn, as I am sure everyone in the House is, that the shadow Foreign Secretary is not abroad somewhere, but working hard in and for the United Kingdom today.

The right hon. Gentleman asked about progress on the presidential negotiation. I think I mentioned in my statement the current state of play there. The audit is complete. I am told that the results of the audit will be made available privately to the candidates on the 11th or 12th of this month; there will then be a 48-hour period in which they can lodge formal complaints with the electoral complaints commission, with a public announcement expected on the 15th of this month. Notwithstanding the result of the audit, we are urging the two candidates to continue to work together on the political process to form a Government of national unity, and that is where we are focusing our effort at the moment.

We have made our commitment on the funding of the ANSF, and many other nations have made commitments. The US, which is leading the funding effort, continues to chase the recalcitrants—those who have not yet signed up. My understanding, though, is that the United States is committed to meeting the funding deficit, if there is one after the hat has returned, having gone around the loop.

The right hon. Gentleman asked about Afghan national security forces’ capabilities. From my time as Defence Secretary, I can say to him with complete honesty that everyone I ever spoke to in the UK military had been positively surprised by the progress that the ANSF made in terms of both quality and the speed with which they delivered. They have continued to surprise us by their capabilities, the rapidity with which they have taken overall responsibility and the enthusiasm with which they have embraced the responsibility for defending their own country.

Regarding the UK mission post-2014, our principal military contribution will be the Afghan national army officer academy. I think the right hon. Gentleman is aware that the level of our personnel contribution there will draw down quite rapidly after 2016, because this is essentially a train the trainer programme: we are building a cadre of Afghan trainers who will be able to staff the academy in the future. I can give him the assurance he seeks that we will maintain adequate force protection levels for our people for as long as they are there. I cannot tell him what that level will be, because to some extent it depends on how many troops other parties, particularly the United States, have in that part of the country, but we will work closely with them. We will also have advisers in Government security ministries—small numbers of high-level people who will exercise a significant influence and help the Afghan security ministries to reform their effort to support the Afghan national army in the field.

The right hon. Gentleman asked about protection for UK aid workers. That is an issue, as we will have a continuing significant aid programme. Most of that will be delivered through Afghan aid intermediaries, but we will have a number of UK aid workers, who will be Kabul-based after the end of this year. We will make sure that proper arrangements are in place for their protection.

The right hon. Gentleman is absolutely right that a key factor in the future stability of Afghanistan will be the attitude of its neighbours, particularly Pakistan but also Iran. We have an ongoing and very close dialogue with Pakistan. We are the sponsors of the trilateral dialogue between Afghanistan and Pakistan, mediated by the UK. Both the Afghans and the Pakistanis have made it clear to us that they find this initiative of the Prime Minister extremely helpful and they want it to continue, so we will continue to facilitate that discussion.

On the NATO ISAF commitment, anyone present at the NATO summit will have been struck by the resolute commitment of the ISAF nations to protecting the legacy in which they have invested so heavily, and the measured way in which the Afghan Defence Minister representing the Afghan Government set out his position and the commitments that were made. Of course there is uncertainty about the outcome of the presidential election. The good news is that both candidates are well known to the UK and the ISAF allies, and their positions on the security agenda and foreign policy are almost identical. We expect to be able to work very well with whichever one eventually becomes president.

The right hon. Gentleman asked about human rights and the conference in November. There will be a significant human rights component to the conference. The Afghan Government made significant commitments on both human rights and anti-corruption at Tokyo, and the western and other financial commitments to support Afghanistan’s development were made in response to those. We will want to remind the Afghan Government of the solemn commitments that they have made and to ensure the mechanisms are in place for monitoring delivery. There will be a significant presence at the conference of Afghan non-governmental organisations, including the human rights activists the right hon. Gentleman mentions.

There are clearly difficulties in the Afghan economy, with revenues down by 30% and civil servants not being paid, and the Foreign Secretary has spoken of difficulties in the agriculture and mining sectors. This will drive young men into the arms of the Taliban, and it would be ironic if the economy undermines the security situation. What progress has been made in offering support or advice, or enlisting international institutions, to help the Afghan economy?

My right hon. Friend makes a valid point. The Afghan economy is fragile, even though it has very significant potential. We all know—perhaps, rather closer to home, we were reminded of it yesterday—that uncertainty is the enemy of smooth economic development and sustained growth. Once the new Government are in place, this will become a major focus for our effort and that of other allies.

When the Foreign Secretary was Defence Secretary, he suggested that if the status of forces agreement was not signed by the end of September, we may consider accelerating the draw-down of our troops. Does he now assess that the outcome of the presidential election, or a dateline for that, is sufficiently certain that that will not be necessary?

We keep this situation under continuous review. We have two candidates who disagree about the outcome, but nobody disagrees that one of them has won. They are both absolutely committed to signing the bilateral security agreement and the status of forces agreement at the very beginning of their presidential term. At some point, this agreement must be signed. Practical decisions have to be taken by the UK and other countries in order to get our forces out by 31 December if an agreement is not in place, but our working assumption for now is that it will be put in place within the next few weeks.

The Foreign Secretary referred to our enduring commitment to the security of Afghanistan. He will know that the former Supreme Allied Commander Europe, Admiral Jim Stavridis, was very keen that the United Kingdom should leave a residual force of 1,000. We will be leaving about half that number. If this commitment is to mean anything, what will be the mix of the residual forces, and is the Foreign Secretary confident that they will be able to do the job?

I should first say that Admiral Stavridis’s comments, as my hon. Friend very well knows, were made in the context of a much higher total number that he was then bidding for to the Pentagon and other ISAF partners. The force that we leave behind will be focused around the training force in the Afghan national army officer academy, the life support troops working with them, the force protection element around that, and a detachment of engineers to support the small helicopter lift capability that we will need to retain in order to get people safely in and out of the officer academy. We are confident that that self-contained force will be adequate for the purposes we have set out.

Yes, I do. When the original announcement of the decision to end the ISAF combat mission in December 2014 was made, lots of people said that the ANSF would never be ready, that we could never build it up to its strength of 350,000, and that we would never be able to maintain stability on the ground. In fact, all those things have been achieved. The ANSF has built up its numbers and has demonstrated capability and commitment on the ground. In a sense, the ISAF draw-down has been a forcing mechanism for the Afghan Government, the Afghan people and the Afghan national security forces, and it leaves them stronger as a consequence.

I am very proud of the achievements of international forces and services in Afghanistan, including those associated with Gloucestershire, such as 1 Rifles, the allied rapid reaction corps, and of course GCHQ. However, with security once supported by international forces in Libya and Iraq threatening to unravel, does the Secretary of State agree that it is as important to the international community as it is to the Afghan national security forces that we deliver all the financial and technical support necessary to ensure their future success?

My hon. Friend is absolutely right—that is of course essential. The analogy with Libya can be misleading, though. The problem in Libya is a power vacuum. In Afghanistan, we have a Government clearly in control of most of the country, we have the basic institutions of civil government in place, and we have the 350,000-strong armed forces who are in control of most of the country. That is a very different situation from the one in Libya.

Prior to the NATO summit, Mr Rasmussen looked forward to a new chapter in our relationship with Afghanistan. What hope is there for that new relationship, with further and continuing Taliban violence and the election result as yet still undeclared?

The situation is not perfect, and I am not pretending that it is. We would have preferred a clear and decisive outcome to the presidential election that was accepted immediately by the losing candidate. That is not what we have, although we are very optimistic that the stalemate will be resolved over the next few days. With regard to continuing Taliban violence, nobody ever doubted that there would be a continuing insurgency. The question is whether we have created strong enough institutions of government, strong enough civil institutions and strong enough armed forces to contain that insurgency and allow the normal life of the country to go on and to function. Of course, once the new Government are installed and foreign forces have withdrawn, thus removing one of the principal bones of contention for many of the insurgents, there must then be a move towards a peace process that reconciles the elements of the Taliban who are willing to give up violence with the existing forces of the Government so that we have long-term and sustainable peace in Afghanistan.

My right hon. Friend has one or two problems on his plate at the moment, as he will be only too well aware. There are now reports of a pan-Islamist fundamentalist link-up between the Taliban and so-called Islamic State. Would he like to share his views on that? Is there any truth in it?

There is some evidence for it. My right hon. Friend will probably have seen evidence on his television screen of individual Taliban commanders. The Taliban are not a monolithic organisation but individual insurgent commanders who have indicated an attraction to the ideology of ISIL. That will be a problem that has to be managed. Everything is relative, is it not? A few years ago, we talked about the Taliban as an extreme Islamist movement. In the light of what we have seen in ISIL, it is probably fair to say that much of the Taliban agenda looks more like a nationalist agenda. It remains our belief that significant elements of the insurgency in Afghanistan are capable of being incorporated into a peace process. There will be small elements that are ideologically opposed to any compromise, and they will have to be dealt with very harshly.

The Foreign Secretary’s welcome admission of the fragility of the situation in Afghanistan was illustrated by the actions of Lieutenant-Colonel Enayatullah Barak, who did not reach Newport, although he was planning to be his country’s standard-bearer, because he sought asylum at Heathrow airport from what he regards as the hell of life in modern Afghanistan. Now that we are faced with many grave decisions on military activity in future, would it not be appropriate that this House looks to the decision that we took in 2006—when only two of our soldiers had died in combat—that led to 453 of them dying? That was the decision on going into Helmand. Should we not now plan to discover what went wrong with that decision?

The military, at least, regularly look at decisions that have been taken and consequences that flow from them, as part of their lessons learned process. We should be proud of what we have achieved in Afghanistan. Notwithstanding an individual who has decided that life in the UK looks more attractive than life in Afghanistan, the fact is that for ordinary Afghans life has got enormously better over the past few years.

This country has been in a state of almost constant war for the past 30 or 40 years, and for the first time in most people’s living memory they have the beginnings of a functioning democracy; a rapidly growing, though still fragile, economy; human rights on a scale that they have never seen before; and access to health care, education and transport infrastructure that their parents could never have dreamed of. That is real and tangible progress, and we should be proud of the part we have played in it.

Nevertheless, I put it to the Foreign Secretary that those of us who are critical of our Afghanistan policy point to the mistake made when we allowed the original, narrowly focused objective of defeating al-Qaeda, which we succeeded in doing and could have sustained, to morph into a much broader mission of nation-building, which we have struggled to sustain and which will ultimately result in the Taliban regaining control over large chunks of Afghanistan. What lessons can the Foreign Secretary draw from this episode with regard to our policy in the region generally?

My hon. Friend insists on looking at this with a glass-half-full mentality. Enormous gains have been made in Afghanistan and I simply do not accept that the inevitable outcome of this process is that the Taliban, as he says, will regain control of large areas of territory. I hope that a process of genuine reconciliation between the Taliban and the Government of Afghanistan will begin as soon as a new Government are in place. If my hon. Friend is inviting me to recognise the risks of mission creep, I promise him that I am up for that. I recognise entirely that when we go into any exercise, political or military, we need to be clear about the objectives we are seeking to achieve and we need to be extremely resistant to the temptation to allow the mission to creep.

What discussions has the Foreign Secretary had, either in his current role or previously, with Pakistan about how to stop the bases in Pakistan being used by elements of the Taliban that may not be reconciled to the new political arrangements? As he knows, the Durand line was drawn by a colonial administrator and does not reflect the Pashtun communities on both sides.

I am discovering in my new role that many lines representing the borders of many countries turn out to have been drawn with a red pencil by somebody in the Foreign Office many years ago. I visited Pakistan in my previous role and had many meetings here with previous Pakistani Prime Ministers and Presidents. Progress is being made along the border. A significant Pakistani effort is going on at the moment to deal with insurgents on the Pakistani side of the border in the North Waziristan agency area. It is essential that we continue to make the case that calming this border is in the interests of both countries. There are insurgents on both sides of the border operating across the border in the other country. The situation has to be a win-win for both countries in order to make it sustainable.

My right hon. Friend might have noted that the Iranian authorities have just arrested a number of Afghan and Pakistani citizens on their way across Iran to join the fight for the Islamic State in Syria. Will he acknowledge the significant number of common interests we share with Iran in combating the Islamic State and on issues such as drug interdiction coming out of Afghanistan, and will he act accordingly?

I recognise, of course, that we have a number of areas of shared concern, the rise of ISIL being one and concerns about the flow of drugs another. My hon. Friend will know that we are on the brink of reopening our embassy in Tehran and we hope that that will be the beginning of a sustained but properly calibrated re-establishment of good working diplomatic relationships with Iran, hopefully on the back of a comprehensive agreement of the outstanding nuclear proliferation issue, which we hope to see later this year.

May I ask the Foreign Secretary for two assurances? First, is everything being done, even at this late stage, to ensure that the Afghan security forces are at the highest level of capability? Secondly, although I completely agree that we should be proud of what we have achieved, will the Government take the opportunity at some point to learn the lessons from our commitment? It is important that we understand what we got right and what we got wrong, to inform the conduct of our foreign policy in the future.

I have some sympathy with that last point, but think that if such retrospectives are to be effective, we need to allow a little air gap so that the dust can settle and we can look at the issues from a proper historical perspective. I think that means that it will be an issue for the next Government to consider in a proper and timely fashion after the general election.

In response to the hon. Gentleman’s first question, even at this late stage we are, of course, still building the Afghan national security forces. The emphasis has moved from the front-line forces—the fighting capability is good—to making sure that their logistics are improving so that those front-line forces get the support they need in the field.

I very much welcome the Foreign Secretary’s announcement about the engagement with Pakistan and the work being done to reduce the porousness of the Pakistan-Afghanistan border. Will he bring us up to date on the latest plans for the ownership and future use of Camp Bastion and Camp Shorabak and whether they might have a role to play?

The state of play when I was last in the Ministry of Defence, which was eight weeks ago, was that Camp Bastion will be transferred to the Afghans. That has been agreed in principle: the Afghans want to take control of it. At that stage, there was an issue about how the perimeter would be secured without stretching the forces of 215 Brigade, which is responsible for that area of Afghanistan. In principle, however, a reduced perimeter Bastion will pass into the control of the Afghan national security forces on 31 December.

The Foreign Secretary has rightly drawn attention to the very difficult and hard-won progress on equal rights and human rights, not least with regard to the 6.7 million people—3 million of whom are girls and young women—who are now in school. Based on his analysis of the fragility of that progress and the fragile economy and politics of Afghanistan, how confident is the Foreign Secretary that it can be protected?

The Afghan constitution guarantees the rights of all Afghan citizens and we have to press the future Government of Afghanistan to ensure that the constitutional rights of all citizens are met. We also, of course, have a crucial lever in the Tokyo agreement, which provides that the substantial international aid support to Afghanistan over the years to come is specifically predicated on Afghan delivery on human rights, women’s rights and anti-corruption. By the way, this is not an agenda that we have to force on senior Afghans—all senior Afghan political players embrace it—but it is a deeply conservative country and they have to push this message down the line and make it work in practice across the provinces, towns and cities of Afghanistan. The conference in November will have a significant focus on how we ensure that the Tokyo commitments are delivered and that we work together with the Afghan Government to make that happen.

From his time as Defence Secretary, the Foreign Secretary will recall the argument that the hard-won gains in places such as Afghanistan could easily be reversed unless a strategic base or bridgehead area was established for the medium to long term in the region. Given what has happened in Iraq, where equally optimistic predictions about the long-term resilience of Iraqi forces were made, what would we expect to see in terms of a long or medium-term American presence if the status of forces agreement is eventually signed?

The US intention, subject to the bilateral security agreement being signed, is to have a continuing presence of US forces on the ground in Afghanistan, both for counter-terrorism activity and for the protection of US interests, but clearly I cannot speak for the US Government beyond the plans that they have already announced.

I just want to pick up my hon. Friend’s analogy, which many other people have sought to draw, between the Iraqi security forces and the Afghan national security forces. Afghanistan is a country of multiple ethnicity; yet we have not seen the kind of ethnic tensions in the Afghan national security forces that have clearly been present in the Iraqi security forces, and which are widely believed by western observers to have been instrumental in the failure of those forces to halt the ISIL advance earlier this year.

I welcome the Foreign Secretary’s information about the £3 million that is being provided for securing access to justice for women. Further to his response to the question from my hon. Friend the Member for Ogmore (Huw Irranca-Davies) about confidence in protecting women’s and girls’ rights and ensuring that they are secured, what are the Government doing and what will they do at the Tokyo conference specifically to make sure that that happens?

I think that the hon. Lady means the London conference; the Tokyo conference took place in 2012, when the commitments were made. At the London conference, we will very much look to reassert and get reaffirmation of those commitments by Afghanistan. We can do two things: we can use the leverage of the very significant aid and support that we provide to Afghanistan, and we can use our direct ability to provide support to the indigenous institutions that monitor and promote such agendas. Many hon. Members who have been to Afghanistan have had the opportunity to meet quite incredibly brave Afghan human rights activists, including women who have come to the British embassy to talk to us about what they are doing. In what is still a deeply conservative country, they take some considerable personal risk to promote the agendas in which they believe.

I am very pleased that the UK Government are still contributing to the comprehensive agriculture and rural development facility with the view to establishing sustainable agriculture, which will make a huge difference to the stability of Afghanistan and to expanding the economy. The UK once had a responsibility for bearing down on poppy growing in Afghanistan. Does it still have that responsibility, and how much progress has been made?

No, that is not our responsibility. An Afghan ministry is specifically devoted to poppy and drug eradication, and various initiatives are going on in different parts of the country. I have to say that the drug eradication programme is not one of the most strikingly successful elements of the package being delivered in Afghanistan. It is clearly an area in which significantly more work is required in the future.

I thank the Foreign Secretary for his statement. Much progress has been made. There is a question, however, about whether the Afghan national army is ready and able to take on the role whenever the UK withdraws from Afghanistan. I ask this question because the Iraqi army was well trained by the US army and the British Army and it was well equipped, but whenever the battle came from ISIS, it evaporated like snow off a ditch when the temperature rises. That prompts this question: what reassurance can the Foreign Secretary give the House that what happened in Iraq will not happen in Afghanistan? Along with the training and the equipment, is there a sincere and deep commitment there, and is the officer training college an integral part of ensuring that the Afghan national army can take on and continue to defeat the Taliban?

The officer training college is clearly vital, because good leadership is the key to an effective fighting force. The answer to the hon. Gentleman’s question is that the Afghan national army has shown itself to be very capable in a fight. There are questions about the sustainability of its logistics, about some of its senior command and control elements, and about the way in which the Ministry of Defence is organised and how it interacts with the army—these issues are all being addressed—but there are no questions about the willingness of Afghan soldiers to engage in combat, or their ability when they do so. If hon. Members talk to any British service people who have served on the front line in Helmand, gone out on patrols with Afghan soldiers or seen them in fire-fights, they will say that there is no doubt about their commitment, bravery and willingness to fight. In Iraq, the situation was exacerbated by a sectarian Government who were clearly not governing on behalf of the whole of the Iraqi people, and by an army that reflected and was fatally undermined by those sectarian divisions. Those conditions do not exist in Afghanistan.

I had the privilege some time ago of visiting Camp Bastion to see the incredible work that our servicemen and women have done there. Given those achievements, is my right hon. Friend convinced that the numbers, with the 350,000 personnel in the Afghan national security forces and those going through the officer academy, are sufficient to maintain lasting peace for the future?

The surge number of 352,000 was not arrived at randomly; it was very carefully calculated, and we believe that it is sufficient. It is not sustainable in the long term, but the US has made it clear that it, along with other allies, is prepared to commit the financial resources to sustain that number at least until 2017. By that time, we hope to be in the position to see a gradual reduction in the number needed to maintain internal security.

Does my right hon. Friend agree that our emphasis must now shift from military involvement towards securing an enduring political settlement by good governance measures, such as encouraging the two presidential candidates to work together, and particularly by providing financial advice on tax-raising powers, as we have for several years?

Good governance is, indeed, one of the essential ingredients. I think my hon. Friend is aware that Her Majesty’s Revenue and Customs has provided advice to the Afghan Treasury on how to improve its tax yield, which is an essential element in stabilising the Government’s finances. We will continue to provide advice and support to the Afghan Government, but we will also continue to encourage the peace process and, once the new Government is in place, to encourage outreach to moderate elements of the Taliban in the hope of reaching a comprehensive peace settlement.

The London conference will be an excellent opportunity to continue to remind the Afghan Government, as my right hon. Friend has said, of their need to abide by their international commitments to ensure the equal rights of all their citizens and to respect freedom of worship. How much success has he had in such discussions so far?

As I have said already, the Afghan constitution guarantees the human rights of the citizens and their right to freedom of worship. The Afghan Government made pledges to respect human rights and freedom of worship at Tokyo. However, we are not naive: we recognise that there can be a gap between what is written on a page of the constitution and what is delivered on the ground, and we will focus on that in the months and years ahead.

The Foreign Secretary has spoken about the future of Camp Bastion. Will he say something about the equipment that may well be left behind and the steps being taken to ensure that it is put to good use by the Afghan security forces?

Most of the equipment in use in Afghanistan—the big kit, as it were, or the serious bits of equipment—will be brought back to the UK. Indeed, the vast majority of it has already been brought back to the UK, rehabilitated and brought back into core for the future use of the British Army as part of its Future Force 2020 posture. If equipment cannot be brought back but is of sustainable use to the Afghans, which means that they can sensibly use and maintain it—it is no good leaving them kit that they cannot service and maintain—then it will, where appropriate, be gifted to them. Equipment that fits into neither category will be destroyed so that it cannot possibly fall into the wrong hands.

By what mechanism can international development assistance from a wide range of nations best be co-ordinated to ensure sustainable economic development for the Afghan economy?

The International Monetary Fund and the World Bank are involved in that process, and the London conference in November will of course be a further opportunity to co-ordinate the actions of the donors.

Six years ago, 16th Air Assault Brigade, with personnel from all four battalions of the Parachute Regiment, undertook an extremely dangerous mission in transporting a huge turbine through hazardous terrain to the Kajaki dam. Will the Foreign Secretary tell us how much electricity it is generating?

As the hon. Gentleman well knows, the turbine has still not been installed. However, the last time I was in Afghanistan, a US team was looking at what could be done to bring it into operational use, because doing so could satisfy the electricity deficit in Kandahar.

I wish to update the House on the progress of the balance of competences review that my predecessor launched on behalf of the Government in July 2012. I am pleased to inform the House that the third set of reports has been published today on the gov.uk website. As per the written ministerial statement of 23 October 2012, Official Report, column 46WS, the reports were written by lead Departments for each policy area. This set of reports covers agriculture, cohesion policy, competition and consumer policy, energy, EU budget, fisheries, fundamental rights, the single market: financial services and the free movement of capital, the single market: free movement of services, social and employment policy, and the single market: free movement of persons.

Calls for evidence for these reports were published in May and October 2013. We saw a high level of interest and received over 800 pieces of written evidence from a broad spectrum of experts and interested parties including parliamentary committees, Members of Parliament, Members of the European Parliament, the devolved Administrations and Crown dependencies, business groups, think-tanks, academics, civil society groups and professional membership associations. The evidence we received was again of high quality and I would like to take this opportunity to thank all those who contributed.

As with semesters one and two, the reports have undergone rigorous internal challenge to ensure they are balanced, robust and evidence-based. Evidence submitted (subject to the provisions of the Data Protection Act) has been published alongside the reports on the gov.uk website to ensure transparency. With publication of the third semester, 25 of the 32 reports are now complete. By bringing all the evidence together in one place, the review enables people to judge for themselves how the current arrangements are working, as well as providing a valuable contribution to the wider debate on EU reform.

Calls for evidence for fourth semester reports were launched in March 2014 and closed in July. Reports in this final semester cover: economic and monetary policy; education, vocational training and youth; enlargement; information rights; police and criminal justice; subsidiarity and proportionality; and voting, consular and statistics. These reports are expected to be published by the end of 2014.

The third semester reports, along with the first and second semester reports and calls for evidence for semester four, are available at: https://www.gov.uk/review-of-the-balance-of-competences. Copies of the reports will be deposited in the Libraries of both Houses and hard copies are available in the Vote and Printed Papers Offices.
