We have no record of having received such a letter. However, having now consulted my right Hon. Friend’s office the Secretary of State for Business, Innovation and Skills will respond to the right Hon. Member shortly.
Business is GREAT Britain is the single brand to be used across Government to promote the wide range of Government products and services for the UK’s 5 million small businesses.
This is an important and very successful part of our long term economic plan. Ultimately, its aim is to make Britain more prosperous by supporting jobs, enterprise and growth.
Posters are used as part of the Business is GREAT Britain campaign, which is managed the Department. Its aim is to increase awareness, and effect significant take up of, Government’s offerings to help small businesses grow. Posters have also been used to increase awareness of the digital opportunities of the internet to help sole traders/micro businesses to market their business online, and to promote broadband vouchers with a potential value of up to £3,000 per business to help businesses access superfast broadband available in 22 cities around the country.
Posters are displayed in print/digital formats in a range of UK cities and digitally across targeted websites. Our media planning /research show poster formats continue to be very effective ways to communicate with small business audiences.

The GREAT campaign has been increasingly successful. It has increased awareness of Government products and services that support small businesses by 45% since it launched in November 2013.
There have been over 2 million sessions on greatbusiness.gov.uk, the website the campaign promotes, reaching over 1.6m users since the site was refreshed in July 2014.
My rt. hon. Friend the Secretary of State replied to the rt. hon. Member for Manchester, Gorton on 7 January 2015. A copy of the reply is attached.
Although the Department has received and responded to earlier correspondence from the Rt. Hon. Member on behalf of this constituent, we have no record of having received the letter referred to. If he could send a copy of this latest correspondence we will deal with it as a matter of urgency.

My Hon Friend the Parliamentary Under-Secretary of State responded to the Rt Hon Gentleman’s letter on 21 November 2014. The Department will forward a further copy of that letter to the Rt Hon Gentleman for his convenience.
The Department for Transport ran a procurement for legal, technical and financial advisers for the InterCity West Coast Direct Award project. The advisers contracted, and the estimated fees to be paid for the work on the project, are shown below:
Legal advisers – Addleshaw Goddard - £204,960
Technical advisers – TRL-Halcrow - £227,607
Financial advisers – PwC - £264,467
As there has been no change of employer under this direct award, our expectation is that the status of contracts, collective bargaining agreements and legal protections are unchanged. However, staffing matters remain an issue between the employer, West Coast Trains Limited, and its staff.
The Department for Transport has contracted a premium payable to government of £433million over the course of the directly awarded passenger rail franchise to West Coast Trains Limited. In addition, the contract includes a provision which will trigger higher premiums to government if GDP growth is higher than forecast and lower premiums if GDP growth is lower than forecast (subject to minimum levels of movements in GDP from forecast). Notice must be provided to West Coast Trains Limited no later than 31 December 2016 of any intention to exercise the up to one year franchise extension.

The agreed targets are contained within the Franchise Agreement between West Coast Trains Limited and the Secretary of State for Transport, which will be published in due course. The contract will be managed and enforced by officials in the Department for Transport.
The core InterCity West Coast Direct Award Team numbered four officials, some of whom spent part of their time on other projects. The core team was supported by finance, legal, technical and economic specialists and received input from officials across the Department for Transport's Rail Executive and wider Department where appropriate.
Staffing levels are a commercial matter for Virgin Trains. The Department has not engaged with trades unions representing staff working on the West Coast Main Line regarding the franchise specification of the recent direct award to West Coast Trains Limited.

Under the terms of the Direct Award to West Coast Trains Limited (a) 41 Ticket Vending Machines will be installed across stations West Coast Trains Limited serve; and (b) 200 Automatic Ticket Gates will be installed across stations West Coast Trains serve, prioritising routes between Euston and Birmingham and Euston and Manchester.
The Direct Award to West Coast Trains Limited contains contracted premium payments of approximately £433 million. No revenue support or public subsidy is included in the franchise. Network Grant is not allocated on the basis of individual franchises so it is not possible to estimate this figure.
