Commons ChamberThe new Equalities Hub includes the Government Equalities Office, the race disparity unit and the new disability unit. Not only does it bring together the parts of Government that lead on gender, race, disability and sexual orientation, but it will use the convening power of the Cabinet Office better to leverage work across Whitehall.
I thank my right hon. Friend for that reply and for putting together for the first time ever an Equalities Hub. How will she make sure that Government Departments still see it as their responsibility to work together to deliver better equalities policies in future? In our inquiries, the Women and Equalities Committee often highlights that as a real problem.
The hub will hold those Departments to account. It will have some new tools to do that: better data and the ability to look at the multiple disadvantages that individuals face. There are also single departmental plans and other methods that the Cabinet Office has. We will make further announcements this week that will provide other means by which we can hold everyone across Government to account.
I welcome the Equalities Hub, but I urge the Government to make hubs available throughout the country. Will the Minister pay particular attention to a group that lobbied me only last week? They were women who have been in prison, come out of prison, and had to return to the atmosphere of bullying and oppression in the home they were in before they served their prison sentence. These women need the full service in the Equalities Hub. They are a very special case, so will the Minister help them?
The hon. Gentleman raises a very good point. My hon. and learned Friend the Minister of State, Ministry of Justice recently visited some women’s prisons and spoke to people there about further things we need to do. Part of the work of the Government Equalities Office is to create better networks across the whole of the UK in all these policy areas.
The cross-Government gender equality road map sets out our plans to address the persistent gender barriers that people face at every stage of their life. It addresses the cumulative impact faced disproportionately by women as a result of gender barriers at every stage of their life.
Will my right hon. Friend join me in congratulating the Ogden Trust, participating businesses, higher and further education providers and John Best on their sterling work in promoting the coastal energy internship programme, which in three years has grown from providing five to 50 internships, and which is ensuring that female interns have every opportunity to work in an industry that has long been male-dominated?
I would be delighted to join my hon. Friend in highlighting that fantastic example and congratulating all involved on its success. In order to improve gender representation in STEM—science, technology, engineering and maths—industries, we are raising awareness of the opportunities that these career paths present, through the Government careers strategy.
All workers should be safe and able to thrive at work. Workplace harassment reflects an unacceptable sense of power, entitlement and disrespect towards others. Today I have launched a consultation on sexual harassment in the workplace. I am seeking views on whether the law is fit for purpose and how we can ensure that we have the right processes in place to keep people safe at work. We want to hear from people affected by this issue and design solutions that work for them. I urge everyone with an interest to go on to gov.uk and help us in this exercise by filling out the consultation questionnaire.
According to the Home Office, only 15 police forces have had training in relation to domestic abuse and violence. What discussions has the Minister had with the Home Office to ensure that all police forces receive that training?
I thank the hon. Gentleman for his question. There is work going on to build further capacity in police forces across the four nations. The UK is also making a major contribution to deliver that capacity in the police forces of other nations. I will get my hon. Friend the Minister for Women to write to him with the specifics.
The consultation has finished, and some funding is ring-fenced as part of the inclusive transport strategy for ensuring that audio-visual equipment is installed on buses. The Department for Transport is in the process of bringing forward regulations and publishing guidance. That will be later this year. In the meantime, we are encouraging operators’ efforts to ensure that there is accessible information on their services.
The Prime Minister cites the race disparity audit and the gender pay gap regulations as some of her proudest achievements, seemingly not realising that they are symbolic of her failures. The report highlighted the systematic institutional racism of her Government’s policies, and we now have the real possibility of a casual racist and misogynist entering No.10—[Interruption.] I am afraid it is true. I hope the Minister will give assurances that the women and equalities agenda—[Interruption.]
Thank you, Mr Speaker. I could go through the list of things that have been said, but we do not have time. I hope the Minister will give assurances that the women and equalities agenda will not go backwards under the new Prime Minister. To adapt Stormzy lyrics:
“We have to be honest
Rule number two, don’t make the promise

Rather, chuck this Government and chuck Boris.”
Although I am sure that there will be a lot of column inches and debate about the Prime Minister’s legacy, one of the things she can be proud of is setting up the Race Disparity Unit and the work she did to shine a spotlight on practices in particular parts of Government and public services. She has also supported me in setting up the equalities hub, which brings together that disparity team with disability, women and equalities and LGBT issues at the heart of Government. She should be very proud of that.
I gently point out to those on the Opposition Front Bench and all Members of the Labour party that they really should have come to the House today with a bit of humility, following the shocking and, quite frankly, chilling things we saw last night. There are Members of the Labour party—a once great political party—who are standing up for the Jewish community, and long may they continue to do that, but those on the Front Bench have to understand the graveness of what we saw. It is one thing to be incompetent and fail to grip a situation. It is quite another to be complicit in it.
I thank my hon. Friend, particularly for the work she has done in focusing both domestically and internationally on this issue. As I said in my opening statement, we are today issuing a consultation, which will apply across every sector, to protect workers against harassment, particularly sexual harassment. Of course, the Department for International Development has done a tremendous amount in the wake of the Oxfam scandal, ensuring that the victims’ voices can be heard, but we are also building the systems we need globally to protect people from predatory individuals.
If the hon. Lady would give me the details of that case, I will be very happy to look at it.
First, I thank the hon. Gentleman for his kind words. It will not be my last Women and Equalities questions; I just may be sitting in a different place. I agree, absolutely, that guidance is incredibly important. The work that the Department for Education has been doing has been making good progress on that. I think we need to have absolute clarity on these issues, and I am confident that the Department for Education is doing that.

Commons ChamberIt is incredibly important to provide support and a route back to work for people who have taken time out to care for others, and we want to find out the most effective way of doing so. Today, I am announcing that, as part of our returners programme, we are awarding grants to the Greater Manchester Centre for Voluntary Organisation; to One Ark in Liverpool; to the Chartered Institute of Personnel and Development, for projects in Yorkshire and Humber; and to Carer Support Wiltshire. These grants will be used for a number of initiatives to make it easier for people to return to the labour market and to discover how best to keep people economically active.
The housing association Habinteg recently launched a new advisory group for disabled people. The group has highlighted the impact that not having an accessible home has on people’s employment, health and wellbeing. Will the Minister agree to meet representatives of the group to discuss their real concerns?
There is no excuse for new build homes especially not to be accessible. The Global Disability Innovation Hub set a challenge and has demonstrated that accessible homes can be built with no greater footprint and at no greater cost, so there is no excuse for local authorities not to do so. I would be happy to meet those representatives, and will suggest that to the Minister for Disabled People, too.
On 22 April, we marked the very first National Stephen Lawrence Day. It has been 26 years since his tragic racist murder. Sadly, as the Prime Minister acknowledged, racism and racial discrimination are still very prevalent in our society.
In 2018, the UN special rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance stated that any measure that directly or indirectly targets and undermines the rights of marginalised groups must be understood as breaking international human rights law. This Government have presided over an immigration enforcement system in which people are being unfairly racially profiled; refused to allow people to bring forward discrimination claims based on more than one aspect of their identity; introduced voter ID, which will disenfranchise marginalised communities; failed to act on the results of their own racial disparity audit; and introduced hostile-environment policies. Will the Minister inform the House whether, as well as breaking the UN’s human rights law, her Government are institutionally racist or just do not care?
The hon. Lady raises some very important issues. I am sorry about the tone of her question, because I do not recognise the attitude that she implies among my colleagues, including the Prime Minister, who has done some groundbreaking work in this area. What I would say to her and other hon. Members who rightly are concerned about these issues is that part of the motivation for moving the Government Equalities Office into the Cabinet Office, so that it can sit alongside the race disparity team, is to look at these things in the round. As well as the issues that she identified, individuals in this country face multiple discrimination. For example, an enormous number of people sleeping on the streets in London are young, gay, black men. Only by working together and looking at the disaggregated data will we really understand how we can improve lives for everyone in this country.
Being part of the LGBT community is not a lifestyle choice and learning about LGBT issues is not what makes someone gay, lesbian or trans. What is being done by the Government to ensure that those outdated views have no place in our future society?
Department of Health guidance in Northern Ireland says that Northern Ireland doctors referring women to GEO-funded free abortions in England could be breaking the criminal law. Will the Minister publish her legal advice to enable the Department of Health to change that guidance, which surely is erroneous? Will she update the House on what she is doing to help women in Northern Ireland, such as Sarah Ewart and others, who are being required by law to continue pregnancies where doctors have already told them that their babies will die before they are born or shortly after?
May I start by thanking my right hon. Friend and the Women and Equalities Committee for an incredibly important piece of work? It not only looked at the legal and human rights issues, but got on record public opinion and the opinion of healthcare and legal professionals in Northern Ireland and showed the complete paucity of care being endured by women in Northern Ireland. With specific regard to the legal advice, I clarified in my evidence to her Committee via a letter that the legal advice that we received when the scheme was set up meant that it would not be a crime to refer to those services and that the issue that she raised in her question does not stand.
I have also met with the Under-Secretary of State for Health and Social Care, my hon. Friend the Member for Thurrock (Jackie Doyle-Price), who looks at health inequalities. She believes that she already has the powers to provide guidance to ensure that no one is deterred from referring someone to a healthcare service that they need, and where their life may be in danger if they do not receive it, because of fear that doing so might be a crime. That is completely bogus, and she has undertaken to do that immediately. However, there is obviously more to do to put right this issue—with apologies for adding to my answer, Mr Speaker—so that every citizen of the United Kingdom can have the healthcare services that they need.
In light of recent objection to the Hereditary Titles (Female Succession) Bill of my hon. Friend the Member for Shipley (Philip Davies) that would address the discrimination against daughters when it comes to inheritance, when do the Government intend to end the practice of male primogeniture?
The Daughters’ Rights campaign was started after one new mum was told that her new arrival being a girl must have been a disappointment to her. This matter and the issue of courtesy titles are complex matters, but we do need to look at them in this modern age. My Department is working on that, and I welcome the Daughters’ Rights campaign.
The Northern Ireland Office has the lead on this issue, and it is waiting on a potential declaration of incompatibility. There has never been a case of such a declaration being issued and the Government not taking action. I alluded earlier to the fact that I am focusing on what we can do with the powers that we have to ensure that, within the current restrictions, every woman who needs particular healthcare services has access to them.
Shared parental leave is a good option for families, but take-up remains low. Will my right hon. Friend join me in urging the Business Secretary to introduce a standalone period of parental leave just for partners, to give families more choices and help women to balance work and family?
I congratulate my hon. Friend on the work that she has been doing to campaign on this issue, along with a number of our Conservative colleagues. We are looking at this as part of the women’s economic empowerment strategy. We want parents to have the choice as to how they share caring responsibilities, and we know that there are practical, as well as cultural, barriers to them doing so.
Can the Minister detail what the terms of reference will be for the period poverty taskforce and confirm how many members will be chosen to ensure diverse representation?
I refer the hon. Lady to a written ministerial statement I tabled this week for an update. The first meeting of the taskforce will be in June, and we will be making announcements about who will be on it, but it will have three co-chairs: one from Government, one from the private sector and one from the charity and social sector.
In the response to the consultation on the Gender Recognition Act 2004, what consideration is being given to the approach of the International Association of Athletics Federations and its use of testosterone levels to determine whether a trans athlete competes in a women’s or a men’s race?
The hon. Lady raises an important issue, although it is slightly separate from the very narrow remit of the Gender Recognition Act. Every Department is facing all sorts of issues in relation to trans people, so we have brought together a team of Ministers and officials across Government to make sure that policy is where it needs to be. I have also had separate meetings with the Minister for Sport to discuss both elite and community sport. Many of these decisions, particularly at the elite level, are for sporting bodies to lead on, although there are safety issues as well. I can assure her that these will be ongoing meetings across all Departments and that we will make sure that every Department provides services and support and has the right policies in place for modern times.
Will the Minister confirm the Government’s position on whether the automatic parental right of men who have fathered children through rape should be removed?

Commons ChamberMy colleagues in the Department for Education regularly meet Ofsted and the Children’s Commissioner, and I will ask them to raise that matter at their next meeting. It is critical to get more women into professions where they are under-represented, not least because that will help close the gender pay gap.
The Minister knows the information and data that those two organisations hold on the fact that so many bright girls are diverted early on away from science and maths, and away from other subjects that have a clear link with progression to high management. Surely that is criminal, and we should do something about it on an all-party basis.
I think the hon. Gentleman for the opportunity to discuss this issue again. He is right, and this is an issue on which Members across the House will agree. Progress has been made, including a clear increase in girls choosing those subjects, which shows that effort does pay off, but there are still too few such cases, and we must not let up in our work to encourage women to have such choices and to go forward in those professions.
Women who enter high-paid professions face blatant discrimination—40% experience sexual harassment, 50,000 women a year feel forced to leave their jobs because they are pregnant, and organisations such as the BBC feel that it is okay for them to break the law by paying men and women differently for the same job. Why is there no mention of enforcing antidiscrimination law in the Government’s “Good Work Plan”, which is their employment strategy? Surely that should be at the heart of what they are doing.
The Department for Business, Energy and Industrial Strategy is consulting on that matter. My right hon. Friend mentioned a list of issues, and it is important to track the impact that policies are having on women and their choices. We will produce measures and metrics to sit alongside the strategy that the Government Equalities Office will produce on women’s economic empowerment, so that we can all see how we are doing.
On 20 February I raised concerns with the Ofsted Chief Inspector that some schools are not following new safeguarding guidance on peer-on-peer sexual abuse, but at best, the Chief Inspector’s response required improvement. Will the Minister meet me to discuss how we can enforce safeguarding in schools?e
I thank the hon. Lady for raising this issue. It is a very serious matter indeed. I will certainly ask the relevant Minister at the Department for Education to meet her, and I will also follow up.
We should accentuate the positive. Last year, 68.8% of those accepted on law undergraduate courses were women. The future for law in this country is bright. Does the Minister agree?
Every human endeavour depends for its success on women’s involvement, so, yes, I am pleased about progress, but more needs to be done.
Further to the question asked by the Chair of the Women and Equalities Committee, the right hon. Member for Basingstoke (Mrs Miller), one of the barriers to women holding highly paid positions is maternity discrimination. What further steps will the Government take to tackle this issue?
The Department for Business, Energy and Industrial Strategy is leading on a number of pieces of work. The women’s economic empowerment strategy is considering all these policies in the round to look at what more we can do to ensure that women are supported and treated fairly, and can have full careers. It will be published later this spring.
I am convening a new taskforce of experts from all sectors to ensure that we end period poverty in the UK. The taskforce will build on good work already being done and recent announcements of funding for sanitary protection in schools and hospitals.
I applaud the Secretary of State for the great work that we are doing in this area in the UK, but we must remember that it is also really important to tackle period poverty abroad, where sometimes women have even more serious problems than we have here.
I absolutely agree. That is why we have also launched a new campaign to step up international action to end period poverty globally by 2030, in line with the global goals. This will be kick-started by £2 million of funding for small and medium-sized charities working in the Department for International Development’s priority countries. We are building on our existing international work, because obviously this is embedded in all our education work.
I thank my right hon. Friend for that answer. Like me, does she look forward with ever-increasing excitement to the day when we finally leave the EU and can set our own VAT rates on all products, including tampons, and end this injustice forever?
I absolutely agree. The Government strongly believe that VAT should not apply to these products. That is why we took the initiative in 2016 to introduce legislation to enable a zero rate to take effect as soon as possible. In the meantime, we currently apply the lowest rate that we can—5%—to these products.
I welcome the announcement this week, but has the Minister considered the provision of sanitary products in the workplace, perhaps starting with her Ministry or here in Parliament?
Yes, we have. I am sure that all Members across the House will welcome the recent announcements on schools, hospitals and colleges, but we want to look at the issue in the round. That is the job of the taskforce, and it will be about Departments, the private sector and the third sector coming together to create ways to sort this for any woman or girl who may find herself in that situation. On other issues such as primary schools, workplace settings and so forth, the taskforce is looking at all those, but I am also interested in ideas that hon. Members have, because I know that there are many great schemes out there in their constituencies.
I thank Amika George, the Red Box Project, the British Medical Association, the Communication Workers Union, Girlguiding UK, Plan International, Bloody Good Period, Beauty Banks, On The Ball, Hey Girls, Bloody Big Brunch, my hon. Friends the Members for Dewsbury (Paula Sherriff) and for Midlothian (Danielle Rowley), and Monica Lennon, the Labour Member of the Scottish Parliament, who helped with the policy on period poverty. I thank the Secretary of State and the Chancellor for the announcement yesterday. I am really pleased to hear that there will be a taskforce, and I wonder whether the Secretary of State would like to work with me and Monica Lennon so that we can make sure that refugee and homeless shelters all have free menstruation products.
Absolutely. This is an issue that can unite the whole House, and we need such issues, especially at times like this. When I launched this, I also paid tribute to many organisations, including those that the hon. Lady mentions, for the fantastic work that they are doing. We do not want to reinvent the wheel. There is great, sustainable work out there, and we want to take those ideas, help them scale up and ensure that we can end this issue for good.
I pay tribute to my hon. Friend the Member for Truro and Falmouth (Sarah Newton)—I am sorry that she is not in her place today and that the sector will be disappointed that it has lost a good Minister. We need to take into account the impact not just of our policies, but of the policies of other areas, such as local government.
Disabled people have been absolutely hammered by this Government, with cuts of £4.8 billion in social security alone, so why was there absolutely nothing in the spring statement yesterday for disabled people, who are at the end of their tether? And please do not say that it was not a fiscal event, because there were spending commitments made yesterday.
The Department for Work and Pensions has been continuing to do the work that was outlined in the health and work review 12 months or more ago and is making progress. The Department is considering how we can ensure not only that the welfare system works better in supporting disabled people, but that it dovetails with other schemes such as Access to Work. I shall make sure that the Department is aware of the specifics to which the hon. Lady refers.
What has happened to total spending on disability benefits since 2010, and what has happened to the employment and unemployment rates for disabled people?
Members will know the figures well. The amount currently spent on disabled people and those with health conditions is £50 billion. We are closing the disability employment gap, but there is still much more to do. One of the things that the Department has been doing well is looking at this in the round, along with other issues such as accessibility. We need to support disabled people in relation to every aspect of their lives and every ambition that they have.
This is LBT women’s health week. We know that lesbian, bisexual and transgender women are less likely to participate in services such as cancer screening, which means that they face a wide range of health inequalities. That must stop. As part of our LGBT action plan, we will shortly announce the appointment of a national LGBT health adviser to help to improve the delivery of healthcare services for LGBT people. We will also announce the membership of the new LGBT advisory panel before the first conference, which will take place next week.
Will the Minister support calls from my hon. Friend the Member for Central Ayrshire (Dr Whitford), other Scottish National party Members and women’s advocacy groups for the introduction of separate payments of universal credit to protect victims of domestic violence and financial coercion?
The hon. Gentleman raises important issues that are being considered by both my hon. Friend the Minister for Women and our colleagues at the Department for Work and Pensions, and the new Secretary of State is particularly attuned to them. I will ask Ministers to write to the hon. Gentleman to update him, and I will pass on his concerns today.
We are proceeding with this as soon as a suitable legislative vehicle is available. However, I can update my hon. Friend and tell him that the guidance that we promised to publish alongside it has now been produced. It is there to help employers, service providers and individuals to understand the context of the Equality Act, and it is going out for consultation with stakeholders this week.
May I ask the Minister for Women and Equalities whether some MPs are more equal than others? Back Benchers—the poor bloody infantry—have to traipse through the Lobby for every three-line Whip, but Cabinet Ministers can sit brazenly on the Front Bench and then slope off in their limousines after betraying the people and the Prime Minister.
All the Ministers on the Front Bench this morning are here and ready for their duties, in particular the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for North Swindon (Justin Tomlinson), who was ironing his shirt 20 minutes before this session started. We are in turbulent times, but we must trust our institutions and trust in democracy. I am also the Secretary of State for International Development, and I will take messy democracy over any other system in the world.
I am a tad taken aback that the hon. Member for North Swindon (Justin Tomlinson) feels it necessary to disclose to his ministerial boss his personal habits in relation to such matters, but there we go.
As the Minister for Women and Equalities knows, the estimated 18% gender pay gap is likely to grow following Brexit as women in public services and retail are disproportionately affected. Does she accept that the women who voted to leave did not vote to leave themselves worse off and that they deserve a final-say referendum on the exit deal?
No. We do not want a second referendum, which would be disastrous. We are doing specific work in those sectors to close the gender pay gap. However, I caution that some companies that are doing the right thing will see their pay gaps widen because they may be recruiting many more young women, so we must look at the figures in detail to see that good progress is being made.
I know that Ministers on the Treasury Bench wish to examine in great detail the work of the Women and Equalities Committee when we issue our reports, but could the Secretary of State perhaps explain to me why it has taken five months for the Government to respond to our very important report on sexual harassment in public places? This issue needs urgent action, not more deliberation.
I am sorry that we have taken a long time over responding to the work of the Select Committee. I would rather publish a response that will actually take the right action than put out something swiftly that is not going to do the job. I hope that my right hon. Friend will understand that we want to be doing things that ensure we address the issues she has raised.
Thank you, Mr Speaker. Will the Minister for Women and Equalities join me in condemning the wording of letter ESA65B from the Department for Work and Pensions—the letter asks general practitioners to cease issuing fit notes to people with disabilities awaiting an appeal for employment and support allowance—and help ensure that such blatant discrimination against disabled people, which resulted in the death of my constituent who was forced back to work against his doctor’s advice, will cease immediately?
It is critical that welfare and healthcare work absolutely together if we are to support people. If the hon. Lady would like to share the details with me, I will certainly get a response from the Department for Work and Pensions.

Commons ChamberIt is the view of Public Health England that a catch-up vaccination programme for boys is not necessary, as evidence suggests that they are already benefiting from the indirect protection known as herd protection, which has been built up from the 10 years of the girls’ programme.
I thank the Minister for her answer, but the boys who will be vaccinated in the first cohort are at the same risk of HPV infection and related diseases as older boys who will not be eligible for the vaccination, and the Government are therefore missing an opportunity to protect more boys. The herd immunity the Minister spoke of does not apply to boys who may go on to have sex with men or with women who have not been vaccinated. Will the Minister therefore urge her colleagues in the Department of Health and Social Care to reconsider this policy on equality grounds?
I thank the hon. Lady for raising this important question. There are additional programmes specifically for the groups that she mentioned. For example, a vaccination programme is being rolled out for men who have sex with men. Obviously the broad principle of the wider screening programme is to do the most good, and not to do any harm. That is the basis on which decisions are being made.
Will my right hon. Friend join me in welcoming the roll-out of the HPV screening test for women? Does she agree that it will increase the number of people who are detected early and reduce the risk of women having cervical cancer?
Yes, and the roll-out has already had a considerable impact. The Department of Health and Social Care will keep these policies under review, but the programme has been an immense success.
Further to the 2018 Joint Committee on Vaccination and Immunisation recommendation for boys to be offered the vaccine, I have been in contact with the permanent secretary of the Department of Health in Northern Ireland. Has the Minister had any opportunity to discuss with him the push for the vaccine to be given throughout all of the United Kingdom, including Northern Ireland?
As the hon. Gentleman will know, the healthcare systems in all four nations are in close discussion about all these things. They are driven by evidence and want to see evidence of what is going on in other nations. So yes, those conversations do take place. I will ask the relevant Minister to write to him on the specific point he raised.
I thank the Minister for what she said about providing the HPV vaccine for gay men on equality grounds. May I encourage her to keep an open mind to extending it to boys, on the same principle?
As I said, these decisions are taken on a clinical basis by people who are looking closely at the evidence, and they keep the policies under review.
Flexible working is crucial to support women and men in balancing work and caring responsibilities. That is why the Government Equalities Office is working with the Department for Business, Energy and Industrial Strategy and the flexible working taskforce in using our research programmes to develop evidence-based guidance for employers.
I thank the Minister for that answer, but the right to request flexible working is not the same as an entitlement to work flexibly. Given that so many of these requests are refused and that the Government have said that they want to encourage flexible working, will they consider placing a duty on employers to advertise jobs as flexible?
We have announced our intention to consult on these very matters, but I would also say that, as that will take a little while, employers should not wait for it. We know that by offering flexible working they are going to have a bigger pool of talent from which to pick their employees.
Shared parental leave is as much about cultural change as it is about legislation. What is my right hon. Friend doing to help parents better understand and access shared parental leave?
We are doing a huge amount of work to look at what additional obstacles there might be, such as the bureaucracy in accessing provision, and we are also looking at the experience of those who have taken up and made use of shared parental leave. It is incredibly important that we change the culture and it will take time, but there are still some further things we can do to encourage that, and we are looking at them.
The hon. Lady is absolutely right that there is some great work out there: 97% of businesses offer some form of flexible working—to tie this back to the original question—but only 68% of employees for whom that situation is available are taking up this option. I think this is changing, but there are further things we can do to encourage it. Sharing good practice is one of those things, and I think the charters have played a good role in that.
I thank the hon. Lady for putting another example of good practice out there. I absolutely would encourage that. It is only by sharing good practice that we are going to be able to encourage employers that are not doing that to raise their game.
I am pleased to announce that organisations supporting people who have been out of work due to caring responsibilities and have additional barriers to returning to work can apply for a new £500,000 fund from the Government Equalities Office. More widely, the GEO is liaising with the Ministry of Housing, Communities and Local Government to support people with little or no work history in the five integration areas. That funding is in addition to the £1.5 million fund launched last year, which will help us to gather evidence of good practice, and reflects the GEO’s absolute commitment to ensuring that all women realise their full potential.
Will the Minister challenge businesses that exclude guide dogs?
Under the auspices of the Office for Disability Issues, and subsequently the assistance dog sector, all those fantastic organisations and charities have come together to harmonise their standards, so that the owner of a café or pub, or a taxi driver, can identify legitimate assistance dogs more easily. There is absolutely no excuse for excluding people who have assistance dogs. We are considering what further measures we can introduce to ensure that that can be enforced, and in particular whether the rules on licensing of venues and premises can help with that issue. The Home Office is setting out its plans for a formal consultation with disabled people’s organisations and other representative groups in due course.
This week I had a phone call with regard to a young man who tried to commit suicide and a mother who felt that she did not want to burden her children any more, all because of the Windrush scandal. They say that to educate a woman is to educate a nation; therefore, to humiliate a woman is to humiliate a nation. Will the Minister assure the House that the Government will provide urgent and necessary help, support and assistance to women and vulnerable people affected by the Windrush scandal?
My answer will be similar to that which I gave to the hon. Member for Washington and Sunderland West (Mrs Hodgson) on Question 1. Clinical decisions are taken with regard to age range, but whatever age is set, there will always be people who fall outside it—in this case those younger than 25. What is critical is that people know what is normal for them and what symptoms they should be worried about. The Under-Secretary of State for Health and Social Care, my hon. Friend the Member for Thurrock (Jackie Doyle-Price), who has responsibility for women’s health issues and inequalities, is doing great work with her new taskforce on women’s health to identify what a safe period looks like and examine issues such as menopause so that women and girls everywhere really understand when they should be concerned about something and seek help.
Local authorities have a statutory duty to provide a comprehensive and effective library service. Libraries are clearly more than a repository for books. They can be community hubs through which services can be provided. I encourage my right hon. Friend to respond to the county council’s ongoing library consultation so that we can connect organisations in his community that could be able to ensure that services are not just maintained, but made better.
The hon. Gentleman will know that we have consulted on this and are acting on the basis of our legal advice and the enormous number of responses to that consultation. We have confidence that those protections are there for individuals, but we also want to ensure that people understand those protections really well. We will therefore issue guidance and consult groups on its production.
I warmly welcome the publication of the draft Domestic Abuse Bill. Will the Minister provide assurance about what the domestic abuse commissioner will do to share best practice across the country?
I thank the hon. Lady for her question and pay tribute to all the work that Sam has done. Many hon. Members will have met her; she has been to Parliament to raise the profile of this issue. The hub—based on the Olympic park—is looking at good design. It has set a challenge to demonstrate that we can build accessible homes for no more cost and with no greater footprint than other homes that are being built. We know that this is possible and we need to do much more to ensure that developers are following the good design guidelines and that we are making housing stock across the country more flexible.
Last week, we saw the first conviction in UK courts for female genital mutilation—a landmark, albeit an awful one, in the campaign to end this abhorrent practice. What steps is my right hon. Friend taking to end FGM in this country and around the world?
I thank my hon. Friend for her question. Indeed, yesterday, I was with the Vavengers, a community group that is doing a tremendous amount in the UK to raise awareness of this issue and tackle it. We are absolutely committed to ending this practice globally by 2030. Both my Departments—the Government Equalities Office and the Department for International Development—are doing a tremendous amount. The advice that our team in Ghana gave was critical to the conviction to which my hon. Friend refers. This is a cross-Government effort and our ability not just to assist the many thousands of girls who are at risk in the UK, but to support the Africa-led movement to end the practice, is a good thing.
I have frequent discussions with the Department for Business, Energy and Industrial Strategy. We are doing further consultative work, but my message to business is, “Don’t wait for that.” An exemplar of flexible working is our civil service, which offers flexible working from day one. As a consequence, it has a wider pool of people to pick from. So do not wait for us, but we are going to do some further things.
Further to the earlier question about caste, can my right hon. Friend confirm that she still intends to introduce legislation to remove caste as a protected characteristic from the Equality Act 2010?
I thank my hon. Friend for his consistency on this issue. Yes, it is, and my timetable has not changed since the last time he asked the question. In addition, as I said earlier, we will be issuing guidance.
On the gender pay gap, I have had discussions with the Equality and Human Rights Commission about how we can ensure that the requirement to report is enforced, but I hope the hon. Lady will welcome the shift we have seen in the GEO. As well as all the things we are known for—women on boards, looking at the FTSE 350—we need to look at women at the other end of the socioeconomic scale. In April, we will bring forward a new cross-Government economic empowerment strategy for women that will consider women who are trapped in low pay, often for decades, and what we can do together to raise their incomes.
One barrier to accessing skills, training and apprenticeships is sometimes just knowledge of them in the first place. What more does my right hon. Friend believe that we can do to help to spread the word so that more people across our country can access those opportunities?

Commons ChamberLast month, I announced the next phase of our returners programme—£500,000 targeted at those with additional barriers to participating in the labour market, including those who speak little English, people with disabilities, and those who are homeless or have been victims of domestic abuse.
Does the Minister think that the fund is resourced sufficiently to help with the huge roll-out of universal credit, which disproportionately impacts on women? That is especially so in my constituency of Glasgow North East, which will have the highest number of universal credit claimants in Scotland: more than 16,000. It is vital that we have a targeted programme to assist women, who will be disproportionately affected. Will the Minister lobby hard for extra resources to focus on the women worst affected by the roll-out of universal credit?
Our returners programme is not designed to do what the hon. Gentleman has asked; it is a distinct fund. We have also announced some additional money to support women facing the greatest barriers to getting into the labour market. We should absolutely be talking to every Government Department, including the Department for Work and Pensions, about universal credit and other policies, to ensure that they are supporting women.
How many women, and how many men, does my right hon. Friend expect the returners fund to support?
The fund is just one piece of work that the Government are doing, but it is focused primarily on women. However, my hon. Friend raises an important point. If he is aware of my recent speech at Bright Blue, he will know that we are also very focused on addressing the barriers that prevent men from taking up the roles that they would wish to do—being prime carers for their children, for example. We are also looking at those issues, and my hon. Friend is right to raise them.
I recently met a group of Somali women in my constituency who are very concerned about the wellbeing and employment of Somali women in our community. They have faced all sorts of barriers, and those barriers appear to be getting worse; the women are now identifying a rise in depression. Will the Minister write to me explaining how the fund she is launching will be able to contribute to the support that the women in my constituency need, so that they can access some desperately needed resources?
Absolutely. I will happily write to the hon. Lady with further details about what we and others in the Government are doing. She is absolutely right to point to this issue. White women have an employment rate of 73.3%; that of women of Bangladeshi ethnicity, for example, is just 32.8%. Bringing my Department into the Cabinet Office, co-located with the race disparity unit, will help greatly in addressing the multiple disadvantages that people face.

The Minister has stated that she hopes that the returners fund will help women trapped in zero-hours contracts and low paid and low skilled work. Will she speak to her colleagues at the Department for Work and Pensions to ask for a review of how universal credit, in-work conditionality and sanctions are damaging the prospects of low paid women?
It will come as no surprise to the hon. Lady that I am already speaking to the Department for Work and Pensions about a whole raft of issues. We need to focus much more on broadening the work of the Government Equalities Office towards addressing the issues of low paid women. Women with low pay will often still be in low paid work a decade later. We need to look at the barriers to their having the career progression and the training that they want, while enabling them to cope with all the other things that women do.
We are undertaking a programme of work with disability organisations to help political parties better support disabled candidates. In the meantime, to ensure that support is in place for the local elections next year, we have launched the £250,000 EnAble fund, which is an interim fund to support disabled candidates.
In May, my right hon. Friend made a commitment to work with political parties to help support disabled candidates. Can she give a further update on how that work is going?
We are making good progress. We have met a number of political parties and disability organisations, including Disability Rights UK and Mencap, and those meetings will continue into the new year. It is very important that political parties support all candidates; by sharing good practice and doing this work in a much more methodical way, I hope that all political parties will be able to do so in the coming years.
The Secretary of State is absolutely right that political parties must play their part in allowing more people with disabilities to run for office. During the Ask Her To Stand campaign, Members took it upon themselves to invite women into the House to be able to understand its functions. Does she think that it could be an option to consider inviting disabled constituents into this place, as well as council chambers and devolved Administrations, so that Parliament can become more open? People could then get a better understanding of this place and not think of it as some sort of isolated institution that they could never possibly serve in.
The hon. Gentleman is absolutely correct. We should be doing that, and I encourage all political parties to do so. People who support various political parties are looking at replicating organisations such as Women2Win, which we have in the Conservative party, and at what further support and schemes can be put in place to encourage people from a whole range of backgrounds and situations to be able to run for office. We need to make the Chamber a much more diverse place.
We do not just want disabled people to stand for election; we want them to be elected to this place, yet this workplace here takes so little account of disabled people’s needs. Would it not be better to have more predictable working hours and voting patterns, similar to practices in other Parliaments, to encourage more disabled people to stand for election and to help all Members with caring responsibilities?
My right hon. Friend is absolutely right. I remember previous conversations I have had with you, Mr Speaker, in a former role I held. It is not just the practice here; it is actually the fabric of the building. With the refurbishments, we have an opportunity to ensure that anyone who has the talents to come and work here is able to do so. I know that hon. Members, including some who are sitting on the Government Front Bench today, have disabled people working in their constituency offices very successfully, but when they have tried to allow people to work in this building, it has proved impossible.
Merry Christmas to all, when it comes. I would particularly like to thank you, Mr Speaker, on behalf of the all-party group for disability, for expanding your internship programme to ensure that people with disabilities gain experience of working in this House and overcome barriers to politics. What more can be done to use this type of excellent leadership to promote internships for people with disabilities internationally?
I thank the hon. Lady for her question. She is right to pay tribute to Mr Speaker for the internship programme, which has been very successful and is very much appreciated. I hold the Women and Equalities brief alongside my role in the Department for International Development. That provides an opportunity, because there is huge synergy between what we in the UK are doing to meet our own global goals and meeting our responsibility to the developing world. The work initiated by the global disability summit is gathering huge pace and momentum around the world to enable other countries, whether through new legislation or sharing best practice and ideas, to make progress for their own disabled communities.
I want to ensure that people across the country have financial independence and resilience, as well as a real choice and influence over the economic decisions in their lives. That means doing more for low-paid and financially fragile women, who face multiple barriers and are currently reaping the fewest economic rewards. I will publish a strategy in late spring, outlining our vision and plans to promote gender equality and economic empowerment. It will outline how the Government Equalities Office, from its new Cabinet Office home, will work across Government and with business and civil society to tackle persistent gendered inequalities that limit economic empowerment at every stage of life.
Mr Speaker, may I take this opportunity to wish you and all Members and staff of the House a very merry Christmas?
The majority of people in insecure employment are women. The right to ask for more hours, which was announced on Monday, already exists, and it is no right at all because the employer can just say no. Will the Minister therefore tell the Business Secretary that if he is serious about making a difference to women in part-time work, he will have to do significantly better than this?
I take a different view and welcome the announcement to which the hon. Gentleman refers, and others that this Government have made on supporting women, whatever stage they are at in their lives and careers. However, I think that we need to do more. That is why I am broadening the remit of the Government Equalities Office and creating an equalities hub in the Cabinet Office, at the heart of Government. We are already working with the Department for Business, Energy and Industrial Strategy, but we do that with every Government Department, because only when we do that will we be able to move at the speed necessary to meet the ambition of women in this country.
My right hon. Friend makes an incredibly important point. The Cabinet Office is doing great work to create more diversity in the honours list, but inequality is baked into the system, including in the use of courtesy titles. It is quite wrong that people are treated differently in this way, so I have written to my right hon. Friend the Prime Minister to ask that it is remedied.
May I take this opportunity to wish you, Mr Speaker, everyone who works here and all Members a very merry Christmas? On the Christmas theme,

I wish those on the Opposition Front Bench a very merry Christmas. The hon. Lady is right to present us with a list. I too have a list—[Hon. Members: “Sing it!”] No, I would not inflict that on Members. She is right to raise those important issues. I certainly wish to ensure that the Government Equalities Office can deliver on those issues, but also on other areas. From April next year, when the GEO will be in its new home, we will be able to do that much more effectively. In the meantime, we will be producing additional work, including the strategy I just referred to in my topical statement, which I think will be of huge assistance to all Government Departments in delivering for women.
I thank my hon. Friend for raising this issue. Carers do a huge amount and are often unsung heroes. Both they and other economically inactive women may be entitled to support of up to 85% of their eligible childcare costs, through universal credit. That is in addition to the Government’s 15 hours’ free childcare entitlement for three and four-year-olds and disadvantaged two-year-olds. Her Majesty’s Revenue and Customs is currently running a campaign to raise awareness of tax-free childcare, including through a new marketing strategy launched in September this year.
I have taken on board your wise words on perseverance, Mr Speaker, so when will my right hon. Friend introduce proposals to repeal the Equality Act 2010, which makes specific provision for caste as a protected characteristic?
My hon. Friend is consistent and persistent, and he is right to be. We obviously need a suitable legislative vehicle and parliamentary time, but our request to proceed with drafting has been cleared by the Parliamentary Business and Legislation Committee. On the guidance that we want to provide, we are confident that we can publish it before summer.
Following the earlier exchange with the Minister for Women and Equalities on disability access, does she agree that one way we can improve access to this place is by Members underlining in the restoration and renewal consultation process, when they are approached, that improving disability access to this place is a priority for all of us?
That is an incredibly good suggestion. I have had discussions with Mr Speaker about the opportunities that the refurbishment of this Palace presents us with. I hope that all Members, who I know care deeply about these issues, with many having signed up to be Disability Confident employers and wanting to help that agenda, will see that that is another way in which we as individuals help to provide support.

Commons ChamberI know my duty, and at 10 am this morning, it was to be in this House answering questions. [Interruption.]
The Government Equalities Office will be holding a conference to celebrate the centenary of the Parliament (Qualification of Women) Act 1918 on 21 November 2018. The GEO is also providing financial assistance to ensure that every MP in this House can invite a woman constituent into Parliament for the day, and I hope that all MPs will be doing that.
I thank my right hon. Friend for her answer. It was great to see female MPs from around the globe pledge to support one another’s fight for gender equality recently. Will my right hon. Friend update the House on that first ever meeting of women MPs from every Parliament around the world?
I thank my hon. Friend for raising that important point. One of the outcomes of that day, alongside the issues that the women discussed, was the desire expressed by me and the other host of the event that those women should form a lasting network to support one another in fighting for gender equality around the world.
As a result of meeting the commitments to raise the personal allowance to £12,500 and the higher rate threshold to £50,000 one year early, 13.6 million women will see their income tax bill reduced in 2019-20 and 1 million women will be taken out of income tax altogether.
Thank you very much for allowing me a supplementary question, Mr Speaker. What steps are the Government taking to address the pensions inequality faced by older women affected by the rise in the state pension age?
I will be making an announcement on this in my topical questions statement. It is important that the Government Equalities Office, which has rightly concentrated on executive women and women in the workplace, should broaden the scope of its work to look at wider issues, including the financial fragility of some women.
My apologies to the hon. Member for Ipswich (Sandy Martin). I was trying to do three things at once, unsuccessfully.
To ensure that the Government Equalities Office is at the heart of this Government’s work, the Prime Minister has agreed that it will join the Cabinet Office from 1 April next year. This machinery of government change will provide a permanent home for the Government Equalities Office in line with the key recommendations of the Women and Equalities Committee earlier this year. It will enable the GEO to have even more influence and leverage within the Government, working with the Race Disparity Unit, the Office for Disability Issues and others to drive meaningful progress on equalities. This will be a step up in the work that the GEO can do to reduce inequality in the UK.
The women’s centenary suffrage fund supports initiatives across England to engage women in local democracy. We will also be funding an Ask Her to Stand event. We funded one in July that was attended by more than 300 women, many of whom were interested in becoming councillors. I congratulate my hon. Friend’s borough on the progress that it has made.
I am pleased that the Minister for Women’s duty was to be here at 10 o’clock. I wonder whether that will still be the case at 11 o’clock. A shocking new report on maternity support for female offenders by Dr Laura Abbott, a specialist midwife and academic, has highlighted a real gap between what is recognised as being needed and what is actually provided for pregnant women in prison. Can the House be assured that specific mandatory provision for pregnant women and new mothers in prison will be included in any future framework?

Commons ChamberThe Government are working with business to encourage more women to consider following a science, technology, engineering and maths career path. We are doing this through a range of interventions, from major communication campaigns like the Year of Engineering to specific in-school activities like STEM ambassadors.
Will the Minister join me in commending the Frances Bardsley Academy for Girls in Romford? Retired engineers go into the school to tutor the young girls, particularly in the STEM industries. Does she agree that that is a great way to help young people, and particularly females, into this industry?
I pay tribute to that specific example and to my hon. Friend, who has championed such work in his constituency. Quite often we need to inform people not just about the career possibilities but about the pleasure those careers have given people. The STEM ambassadors programme, which is a network of 30,000 volunteers from a very wide range of backgrounds and employers, is vital to getting the message across.
Oldcastle Primary School in my constituency holds a STEM week in which it involves all our local businesses in a whole range of activities with its pupils. Last week Oldcastle and Trelales Primary Schools—the right hon. Lady is the most appropriate Minister to appreciate this—attended the RAF presentation team and saw the whole range of STEM activities that are available in the armed forces. Does she agree that we also have an opportunity to highlight STEM by engaging our armed forces’ presentation teams?
I absolutely do, and I thank the hon. Lady for mentioning this during Armed Forces Week. There are fantastic career opportunities in not only the RAF, but other services. Those armed forces are more operationally capable when we have equal numbers of men and women serving.
We are supporting the Hampton-Alexander review targets for women to hold 33% of all senior leadership and board positions in the FTSE 100 by 2020. Some 29% of the FTSE 100 board positions are now held by women, which is up from 12.5% in 2011.
I thank the Minister for that answer, but I am sure that she would agree with me that, lower down the scale, a lot more needs to be done in terms of pay equality for women. Will she also have a discussion with her colleague at the DWP regarding the 11,000 WASPI women in Coventry who were born after 1951 and who are living in poverty to a certain extent because they cannot get their pension?
The hon. Gentleman raises an important point. I am keen to look at a broader range of women than the Government Equalities Office has perhaps previously focused on, including the category of older women. We are really trying to look at everything facing women at that point in their life, including their caring responsibilities, their financial fragility and the options they have to stay economically active.
Everyone should be able to live with dignity and respect, whatever their sexual orientation or gender identity. Forty-seven years ago this week, the first LGBT Pride marches came to London. Those marches are as relevant today as they were then. Pride matters. As we prepare for our soon-to-be published LGBT action plan, Pride events are happening around the country, with Pride in London taking place next week. I would like to thank all those involved in organising the UK’s Pride events this year. I look forward to taking part in some of them myself and ask all Members on both sides of the House to support them.
When a construction company in my constituency recently went bust, the construction workers, who are predominantly men, found support and mainly found re-employment, but the administration staff—predominantly women—did not. What are the Government doing to ensure that women are not disproportionately affected by closures?
The DWP takes such matters very seriously and will often put in a bespoke plan, particularly if there are a large number of redundancies in one location. A lot of work has been going on in the DWP to ensure that that happens across all sectors. I am sure that the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for North West Hampshire (Kit Malthouse), has heard the hon. Lady’s question and will take that back to the Department.
Talking about working across the House, the Women and Equalities Committee’s recent report on the race disparity audit notes:
“The ability to disaggregate is essential for understanding the roles that geography, age, gender, social class and poverty play in creating poorer outcomes for some people than for others.”
The socioeconomic duty would ensure that authorities gather that data and adopt policies to tackle inequalities. Will the Government enact section 1 of the Equality Act 2010 to address the conclusions and recommendations of the race disparity audit and the Women and Equalities Committee?
I thank the hon. Lady for her question. She is absolutely right; we cannot address equalities issues in silos. Much of the work that I have been doing in this new role has been looking at how we get all areas dealing with equalities across Government to become more than the sum of their parts. I am looking at the specific issue that she raises. We are also in discussion with political parties with regard to their obligations on reporting data and raising good practice across all sectors.
Will my right hon. Friend confirm that, when publishing the LGBT action plan, the Government will also publish as much as possible of the survey data on which it is based?
We will certainly do that. We will publish the action plan, the survey results—the results of the largest survey of its kind ever undertaken in the world—and the Gender Recognition Act 2004 consultation. The survey results are important and they give us a good base to work from, but they are also sad reading and absolute evidence that we need to redouble our efforts to ensure that the LGBT+ community can thrive in the UK.
On Tuesday, I attended the launch of the Coventry women’s partnership, which is a brilliant three-year, city-wide programme aiming to improve economic outcomes for women by providing access to skills, training, confidence building and support into employment. Does the Minister agree that this type of holistic programme of support is necessary if we are to empower women and achieve a more gender-equal future?
Taking your sage advice to persist, Mr Speaker, may I ask my right hon. Friend when she will respond to the long-awaited consultation on removing caste from the Equality Act 2010?
I congratulate my hon. Friend on his persistence. I will do that shortly; I know that many Members of this House want that to be done. Since the last Women and Equalities questions, I have met the Dalit community—the meeting was organised by the hon. Member for Stretford and Urmston (Kate Green)—and I am considering their particular concerns. I hope to make an announcement on this in the coming weeks.

Thank you, Mr Speaker. I am delighted to be here in my new role as Minister for Women and Equalities on International Day against Homophobia, Transphobia and Biphobia, and I hope all Members of this House will show their support to that cause today.
The Government have committed in our careers strategy to improving information and guidance on STEM careers. We are also raising awareness of the range of careers that STEM qualifications offer.
I welcome the Minister to her new responsibilities and thank her for her commitment to women studying science and maths.
In Britain the percentage of women doing engineering is the worst in Europe: fewer than one in five of those studying physics A-level are female. I am going straight from here to the Institute of Physics. Will the Minister back up the Government’s words with action: break the deadlock and support prizes and grants for girls studying physics?
I will certainly do that. My hon. Friend can take that message very strongly to the meeting she is about to attend, and I thank her for the work she is doing to promote these careers and qualifications to girls. We fund the Stimulating Physics Network, which provides schools with the means to improve progression to physics A-level. The network provides activities specifically to increase the proportion of girls taking physics A-level.
Of all Ministers, this Minister will be the one who understands the opportunities for girls, particularly those following STEM subjects, in joining the armed forces. The RAF presentation team is coming to my constituency, and I have particularly focused on asking primary schools if they would like to see the opportunity that STEM subjects offer for careers in our armed forces: does she agree?
I agree so much that I signed up myself. I pay tribute to the armed forces for the work they have done in recent years, in particular the RAF, some of whose initiatives have been pioneering. I would like to see more women serving in our armed forces; our armed forces will be operationally better if that is the case.
Our public consultation on how best to ensure that there is appropriate and proportionate legal protection against caste discrimination ran for six months last year. We received more than 16,000 responses, which demonstrates how important this matter is to some groups and communities, and we will respond in due course.
I welcome my right hon. Friend to her post. She is the third Minister for Women and Equalities since the consultation closed, and I have no doubt that she is going to wade through those 16,000 responses, which will overwhelmingly be in favour of caste being removed as a protected characteristic. Will she agree to meet me so that I can brief her on the feelings of the community on this matter?
I understand my hon. Friend’s frustration. He has really championed this issue for a long time. I have already agreed to meet him, and I am very happy to do so, but I can reassure him that previous holders of this post have already briefed me and that this matter is receiving my immediate attention.
The Minister will be aware that the Enterprise and Regulatory Reform Act 2013 requires the Government to amend the Equality Act 2010 to provide for caste as an aspect of race discrimination, and that case law will not be sufficient to do that. In addition to meeting those who advocate removing caste altogether from the legislation, will she also meet the all-party parliamentary group for Dalits, so that we can explain why the will of Parliament must be followed?
I will be happy to do that, and I would like to do it swiftly. I want to ensure that we take absolutely the right decision. The responses to the consultation were heavily weighted towards one outcome, but I want to know the case law and all the arguments before we take any decision.
I have regular meetings and discussions with ministerial colleagues about the UK’s exit from the European Union. As we leave the EU, we are committed to retaining the rights of workers and all the protections of the Equality Acts of 2006 and 2010, including those that particularly benefit women.
Is the Minister aware of how much EU funding specifically focuses on women and addresses the causes of gender inequality? Will she give assurances to the women of Wales and the rest of the UK that they will not pay a higher price when, or should, Brexit spark a downturn in the economy?
I can give them that assurance. Protections will still exist in our law, and we will have a dividend from leaving the EU, so we can choose what to spend that money on. It is wrong to scare people with the suggestion that equalities will somehow be watered down.
The Government Equalities Office will publish a consultation on the 2004 Act shortly. Our national LGBT survey received more than 100,000 responses and we are using the results to shape the questions in the consultation.
I thank the Minister for that answer. On this International Day against Homophobia, Transphobia and Biphobia, what message will her Department give to the Great British media that discrimination against trans people is unacceptable?
I would be very happy to send that message from this Dispatch Box today. It is crucial that as we consult and discuss sensitive issues we do so in a climate of respect, empathy and understanding. Anything that runs counter to that must cease.
I welcome the Minister to her place. May I take this opportunity to recognise the International Day against Homophobia, Transphobia and Biphobia? As part of the consultation, will the Government make the necessary legislative changes to allow non-binary people to record their gender as X on passports and on other UK-wide records and identity documents?
If this long-awaited consultation is to have impact and be of good use, it should consult on a wide range of issues, some of which should be the non-binary issues.
Some 16% of the population is disabled, but their representation in our Parliaments, Assemblies and councils is far too low. It is primarily political parties’ responsibility to support their candidates properly, just as they must also support disabled employees. That is why I am announcing today that over the next 12 months my Department will, with others, undertake a programme of work to help political parties to best support their disabled candidates and to consider how independent candidates can be supported, too. While that work is under way, we will provide up to a quarter of a million pounds to support disabled candidates for elections in the forthcoming year. I shall keep the House updated.
It was an honour and my privilege to have whipped the equal marriage Bill through this House. Will the Minister complete that work by abolishing civil partnerships?
Although the demand for civil partnerships has tailed off since my right hon. Friend’s efforts were brought to bear on that Bill, they are extremely valued by some people, and others would also like the opportunity to have a civil partnership. We are looking into the issue and have commissioned some additional research into opinions on and attitudes towards civil partnerships, but whatever the outcome of that research, I assure my right hon. Friend that they will not be compulsory.
I congratulate the Minister and welcome her to her new role. In the past 12 months, I have congratulated no fewer than three Ministers on their appointment to the role. [Interruption.] “Get used to it,” I hear from a sedentary position, and that is exactly the problem. Responsibility for women and equalities has been passed from the Home Office to the Department for Culture, Media and Sport, to the Department for Education, then back to the Home Office, and now it is with the Department for International Development. To add insult to injury, the Government Equalities Office will see its funding cut by almost half. All that does not really scream a commitment to women and equalities. Does the Minister agree that the Equalities Office needs a stable Department with proper funding?
I thank the hon. Lady for her welcome. We do need to stabilise the work of the GEO and to increase what we are doing on the equalities agenda across the Government. We have done some tremendous things in recent years, and we need to build on that work if we are really to address inequalities, not only in the policy areas for which I am directly responsible but across the Government, including in disability, age discrimination and elsewhere. Since I have taken this post, I have given this a lot of thought, and I will make some announcements in the forthcoming weeks.
I thank my hon. Friend for his question. There are some good tie-ups between the work of the Department for International Development and the Women and Equalities role. I hope that I will be able to help both Departments by being the joint Minister. We spend around £1 billion on education, half of which is specifically to help girls to access good-quality education. Most recently, we announced a further £212 million of funding through the girls’ education challenge, to ensure that almost a million more marginalised girls throughout the Commonwealth can receive good-quality education.
Earlier in questions, the sharing of data and the working together of Departments in relation to domestic abuse and domestic violence was mentioned. Some time ago, I had a constituent whose data was shared, which meant that she had to come out of hiding, where she was being protected, and to move to another place because of that sharing of data by the Department for Work and Pensions. I know that that is something that the Minister is working on, but can she ensure that the highest possible resource and focus is given to this issue, because my constituent’s life was put in danger by the fact that her data was shared with her ex-partner?
The trans community suffers some of the most profound discrimination across the world. Will the Minister advise the House what discussions are being held with her colleagues in the United States of America, where we are seeing an incremental rolling back of the rights of trans American citizens that fundamentally undermines the principles of America’s liberal democracy?
One thing that I have been conscious of is how the progress that we have made on these issues and on wider issues has been a catalyst for change in other countries all around the world. We in the UK have a very important role to play. Let me give Members one example. At the recent Commonwealth Heads of Government summit, our Prime Minister used the key part of her plenary session to champion the rights of lesbian, gay, bisexual and transgender people. We will continue to do that in every nation on earth.
Women used to lag well behind men in terms of workplace pensions. Will the Minister update the House on the current situation?
Particularly given her statement at the start of topical questions, will the Minister for Women and Equalities tell us what progress she has made in getting the position of disability commissioner reinstated at the Equality and Human Rights Commission?
I have been aware of this issue for some time, from a previous brief, and I can tell my hon. Friend that the commission is currently going through a tailored review that will look at the structures it has in place to represent and hear the views of disabled people and enable commissioners to focus on their needs and rights.
