Mr Speaker, the west coast main line is one of the most important routes within the United Kingdom to Europe via London. I have set out my position in relation to the EU referendum. If the SNP genuinely wants Scotland to remain in the EU, it is important that, rather than concentrate on process issues, it gets out and campaigns for it.

Thank you, Mr Speaker. We are getting used to interruptions. In the interests of the record, can the Secretary of State confirm that, under the powers that are being devolved as part of the Scotland Bill, the Scottish Government will be able to vary rates and bands of the Scottish rate of income tax, allowing the Scottish Government to make progressive choices on these additional powers, and that the half-baked Labour plan to raise Scottish income tax for everyone before these additional powers are transferred—

As we are driven in the EU vehicle towards ever closer union and political union, how does it help to try to fit a couple of emergency brakes that lie within the control of the EU, not us? Is not the only way to get control of our borders, our tax revenues and our welfare system to leave, be a good European and let them get on with their political union?

May I point out to my right hon. Friend that the former director general of the legal service of the Council of Ministers, Jean-Claude Piris, has said:

“There is no possibility to make a promise that would be legally binding to change the treaty later”?

In fact, he then used a word which one might describe as male bovine excrement. Can the Prime Minister give a single example of where the European Court of Justice has ruled against the treaties in favour of an international agreement, such as the one he is proposing?

When the Prime Minister visits Northern Ireland, which I would welcome, will he visit the devastated fishing villages, the families angered by EU Court rulings on terrorists, the manufacturers smothered in red tape and the haulage companies whose employees run the gauntlet at Calais every week because of the EU’s chaotic immigration policy? Will he explain to them how his red card will prevent further destructive EU legislation, given that it requires him in 12 weeks to get 50% of Parliaments across the EU to oppose proposals backed by their own Governments?

My hon. Friend is absolutely right that, outside the EU, one option would be to take our seat at the WTO. The only problem is that the WTO has not signed many trade agreements in recent years. Those have tended to be bilateral agreements, such as the EU agreement with Canada, which we hope is about to come in, and that with Korea. Of course, Britain could, independently, sign trade agreements, but we have to weigh up how much influence Britain has as a member of the EU—a market of 500 million people—when negotiating the biggest and best trade deals with the fastest-growing countries in the world.

The German Government and the European car lobby see the renegotiation as an opportunity to water down new proposals on emissions standards and type approval. I note that yesterday’s document stated that unnecessary legislation would be repealed. When will the public and our businesses be able to see which legislation is likely to be repealed?

There are any number of instances that we can all point to where the publication of information that the authorities would rather have kept hidden has led to significant public benefits. The expenses affair in this place was one example. I do not know of a single case where the release of information through the Freedom of Information Act has caused any significant public damage. Does the Minister agree that any change to the Act should be designed to make it easier, rather than harder, for citizens to find out what the Government are doing?

The hon. Lady will know, because the Public Accounts Committee, which she chairs, recently questioned the Infrastructure and Projects Authority, that we do publish the information she mentioned. She should be excited by the new Infrastructure and Projects Authority, because it brings together the experience of the Treasury and the Cabinet Office, it saves taxpayers’ money, in the light of spending review priorities, and it brings under one roof support for major projects such as Crossrail and the Thames tideway tunnel, as well as major transformational projects such as universal credit.

Q5. Since the Chancellor of the Exchequer took control of the public purse, he has utterly failed to get the deficit under control. To date this year, he has borrowed over £74 billion to plug the gap or—to use the vernacular his party is fond of using for a hypothetical independent Scotland—the monumental financial black hole in his books. Is he now likely to breach his own deficit reduction target for the year by somewhere in the region of £9 billion? Will the Prime Minister finally concede—

My right hon. Friend the Chancellor, and the economic strategy the Government have pursued, has cut the deficit in half from the record level we inherited. Soon it will be down by two-thirds. We are meeting what we want to see in terms of debt falling as a share of our GDP. What a contrast with the situation Scotland would be facing if it had voted for independence. In just six weeks, we have seen a 94% collapse in oil revenues. Because we have the broad shoulders of the United Kingdom, the collapse in the oil price and taxation will not affect people in Scotland. Had Scotland been independent, it would be a very, very dark day indeed.

Thank you, Mr Speaker.

I recognise the initiatives the Government have taken, but the Prime Minister will know that many coastal towns, such as Cleethorpes, suffer from poor educational standards. We have many high-performing academies trying to reverse that and ensure that our young people have access to sport, arts and culture at the highest level. The council is preparing a report with the private sector. Will he commit the Government to working with me and the council to deliver regeneration to Cleethorpes?

No one, Mr Speaker, could silence the voice of the Humber. That was not going to happen.

My hon. Friend is absolutely right, and I am happy to look at the proposal with him. We have to make sure we tackle both failing schools and coasting schools, and there are some in coastal areas of our country. One issue is making sure we get very talented teachers and leaders into those schools, and that is what the national leaders of education service is all about, but I am happy to talk further with him.

Déjà vu.

Rathlin island is the only inhabited coastal village or town in my constituency. No British Prime Minister has ever had the honour to visit that part of Ulster. When does the Prime Minister plan to visit this remote location, which has considerable economic needs and could generate more employment and tourism?

With this it will be convenient to discuss the following:

New clause 2—Disposal of assets

“The Charity Commission shall ensure that independent charities are not compelled to use or dispose of their assets in a way which is inconsistent with their charitable purposes.”

New clause 3—Power to make representations

“(1) A charity may undertake political campaigning or political activity in the context of supporting the delivery of its charitable purposes.

(2) A charity may campaign to ensure support for, or to oppose, a change in the law, policy or decisions of central government, local authorities or other public bodies.”

New clause 4—Power to hold hearings on fundraising regulation and charity activity

“(1) The Commission has the power to hold public hearings with representatives from charities, charity trusts and other relevant bodies on fundraising regulation and charity fundraising activities.

(2) Representatives appearing at the public hearings specified in subsection (1) are protected by legal professional privilege.”

This amendment requires the Charity Commission to hold annual hearings on fundraising regulation and the workings of charities and provides participants with the protection of legal professional privilege.

New clause 5—The Charity Commission as primary guarantor of the regulatory system for fundraising

“(1) Section 69 of the Charities Act 2006 (Reserve power to control fund-raising by charitable institutions), which inserts section 64A into the Charities 1992 Act (Reserve power to control fund-raising by charitable institutions) is amended as follows.

(2) In subsection (1) for “Minister” substitute “Charity Commission”.

(3) After subsection (8) insert—

“(9) The Charity Commission shall report annually to the Minister on the exercise of its powers under this section.

(10) On reviewing the annual report or if the Secretary of State considers the Commission is not effectively exercising its function as guarantor of the regulatory system the Minister may himself exercise the powers under this section.””

This amendment makes the Charity Commission the primary regulator of charities fundraising activities, requires the Charity Commission to report annually to the Cabinet Office on its regulation of charitable fundraising, and allows the Government to intervene in this regulation as a last resort.

Amendment 9, in clause 1, page 1, line 12, at beginning insert “Subject to subsection (3)”.

Amendment 8, page 1, line 12, leave subsection (2) and insert—

‘(2) The Commission may issue a warning to a charity trustee, a trustee for a charity or a charity in any way it considers appropriate but may not publish a warning to a wider audience.”

Amendment 10, page 1, line 15, at end insert—

‘(2A) If the Commission decides to publish a warning under subsection (2) it must do so in a manner which does not identify the charity, or charity trustee, in relation to which the warning is issued.”

Amendment 11, page 1, line 16, after “give” insert “at least 14 days”.

Amendment 12, page 2, line 6, leave out subsection (b) and insert—

“(b) such advice or guidance that the Commission considers may assist the charity to remedy the conduct which gave rise to the warning, as referred to in (a) above.”

Government amendment 2.

Amendment (a), line 10 at end add—

‘( ) If the Commission publishes notice that a warning has been withdrawn under subsection (2), the notice must state the reasons for the withdrawal.

( ) No record of a warning withdrawn by the Commission should be held on the Register of Charities.”

Government amendment 3.

Amendment 1, in clause 9, page 10, line 2, at end insert—

‘(22) Before this section comes into force, the Secretary of State shall lay a report before Parliament on the impact of the extension of the disqualification framework on—

(a) people with criminal records who are trustees of, or employed by, charities, and

(b) charities which work with, or employ, ex-offenders.

(23) The report shall include, but not be limited to—

(a) an assessment of the number of people employed by charities who will be affected by the extension of the disqualification framework to cover senior management positions,

(b) an assessment of the number of people who are trustees of, or employed by, charities who will be affected by the extension of the list of specified offences for which people will be automatically disqualified from being a trustee of, or a senior manager in, a charity,

(c) an assessment of the impact of the new disqualification framework on former offenders who are seeking, or intend to seek, employment in the charitable sector, including on their recruitment, retention, career prospects and long-term rehabilitation and resettlement,

(d) an assessment of the impact of the new disqualification framework on former offenders who are currently employed in the charitable sector, including on their retention, career prospects and long-term rehabilitation and resettlement,

(e) an assessment of the impact of the new disqualification framework on people with criminal records who are trustees or employees of charities which are partners in, or are contracted by, community rehabilitation companies (CRCs) and its impact on the successful running of those organisations,

(f) an assessment of the effectiveness of the existing waiver process provided for under section 181 of the Charities Act 2011,

(g) an assessment of the impact of the new disqualification framework on the number of applications for waivers to the Charity Commission,

(h) a description of how the working group set up by the Charity Commission on the waiver process will be constituted, how it will be resourced, what timelines it will be working to, its working method and intended outputs, and how it will work in consultation with people with criminal records and charities that work with, or employ, ex-offenders,

(i) a description of the criteria the Charity Commission will adopt in considering applications for waivers, and the weight it will attach to the views of the trustees of the charity or charities concerned,

(j) a description of how the waiver process will operate in relation to prospective candidates for senior management positions in charities, including the timescales for decisions and mechanisms to ensure that ex- offenders do not suffer indirect discrimination as a consequence of delays in assessing applications for waivers while a competitive recruitment process is underway,

(k) an assessment of the impact of the new disqualification framework on the resources provided by the Charity Commission to administer the waiver application process.”

This amendment would require the Secretary of State to lay before parliament a report on the impact of the extension of the disqualification framework on people with criminal records who are trustees of, or employed by, charities, and on charities which work with, or employ, ex-offenders before the section came into force.

Amendment 13, in clause 10, page 10, line 7, after “person” insert “or persons”.

Government amendment 4.

Amendment 14, page 10, line 35, leave out

“(either generally or in relation to the charities or classes of charity specified or described in the order)”

and insert

“, as defined by the Commission in a specific document to be published after consultation and renewed”.

It is a pleasure to speak today on behalf of Her Majesty’s Opposition about this, my first Bill. The Committee process has been excellent, and I welcome this opportunity to revisit the Bill and talk again about some of the issues that were raised.

The main objective of the legislation is to provide a strong regulatory framework to support the charity sector and its trustees. In particular, it aims to strengthen the Charity Commission’s arm by giving it more powers to regulate charities. That is an important objective, which we support, but we are clear that the right safeguards must be in place. The Charity Commission is the guardian of public trust and confidence in charities. On the whole, it does an excellent job, particularly in the context of the assault on its budget over the past six years. It is important for the integrity of the charitable sector that the commission should have the tools to do its job properly, and for that reason we support many of the Bill’s provisions.

However, as with any regulator, it is vital to ensure that the commission’s powers are subject to appropriate safeguards. Unfortunately, some of new powers for the regulator introduced by the Bill lack such safeguards and therefore leave scope for the commission to overreach itself. That threatens the independence of charities and the integrity and reputation of the commission, and it could fundamentally change the relationship between the commission and the charity sector.

Our concerns are shared by the sector, its advisers and more widely—the Charity Law Association, for example, has said that the new powers in the Bill need to be balanced by appropriate and proportionate safeguards. It points out that the new powers will apply not only in rare cases of deliberate abuse but to all charities and their many hundreds of thousands of well-meaning volunteer trustees.

A group of sector umbrella bodies, including the Directory of Social Change, the Association of Chief Executives of Voluntary Organisations, the National Council for Voluntary Organisations and the Charity Finance Group, have all expressed serious concerns about the lack of safeguards. The Joint Committee of the House of Lords and House of Commons that scrutinised an early draft of the Bill called for necessary safeguards to be included, and, of course, we pushed for those in Committee.

The Minister may point out, as he did in Committee, that the Charity Commission has a statutory obligation to act proportionately. We acknowledge that, but experience has shown that, sadly, that is not enough. In a recent High Court case involving the commission and the Joseph Rowntree Charitable Trust, the Lord Chief Justice referred to “ludicrous time limits” imposed by the commission in a regulatory situation; he said he could understand why it was felt that the Charity Commission had behaved in an extremely high-handed manner in that case.

The commission should, of course, have the power to do its job, but sensible limits should be imposed on how it exercises its powers. Our amendment would redress the balance.

Regulations under the Charities Act 2011 may require fees to be paid to the Charity Commission in respect of functions relating to charities. The amendment extends this to functions given to the Commission under inserted section 64C in relation to the regulation of fund-raising by charitable institutions that are not charities.

For the purposes of Standing Order No. 83L(2), I have certified that the Charities (Protection and Social Investment) Bill [Lords] relates exclusively to England and Wales on matters within devolved legislative competence, as defined in Standing Order No. 83J. Mr Speaker, I will take dozens of interventions in the time that I have. I am conscious of not taking up too much time as so many people want to speak, but I promise that I will give way a lot during my speech. Let me make a bit of progress at the start.

In moving this motion, I am not pretending that the answers are simple. The situation in Syria is incredibly complex. I am not overstating the contribution our incredible servicemen and women can make; nor am I ignoring the risks of military action or pretending that military action is any more than one part of the answer. I am absolutely clear that we must pursue a comprehensive strategy that also includes political, diplomatic and humanitarian action, and I know that the long-term solution in Syria—as in Iraq—must ultimately be a Government that represent all of its people and one that can work with us to defeat the evil organisation of ISIL for good.

Thank you, Mr Speaker. The Government’s—[Hon. Members: “Answer!”] Mr Speaker, if I could move on with my speech, I would be most grateful. The Government’s proposal for military action in Syria is not backed by clear and unambiguous authorisation by the United Nations. It does not meet the seven tests set down by the Foreign Affairs Committee, and it does not fulfil three of the four conditions laid down in my own party conference resolution of a couple of months ago.

In the past week, voice has been given to the growing opposition to the Government’s bombing plans—across the country, in Parliament, outside in the media, and indeed in my own party. I believe that this is in consideration of all the wars that we have been involved in over the last 14 years. These matters were debated a great deal during my campaign to be elected leader of the Labour party, and many people think very deeply about these matters. In the light of that record of western military interventions, these matters have to be analysed. British bombing in Syria risks yet more of what President Obama, in a very thoughtful moment, called the “unintended consequences” of the war in Iraq, which he himself opposed at the time. The spectre of Iraq, Afghanistan and Libya looms over this debate.

Thank you, Mr Speaker. Sometimes in this House we get carried away with the theatricals of the place, and forget there are millions of people who have sent us to this House to represent them. We should be able to conduct our debates in a decent, respectful and civilised manner. Short as this debate is, given the number of Members who want to speak, I hope all those Members who have applied to speak get called.

I conclude with this point: in my view, only a negotiated political and diplomatic endeavour to bring about an end to the civil war in Syria will bring some hope to the millions who have lost their homes, who are refugees, and who are camped out in various points all across Europe, dreaming of a day when they can go home. I think our overriding goal should be to end that civil war in Syria, and obviously also to protect the people of this country. I do not believe that the motion put forward by the Prime Minister achieves that, because it seems to put the emphasis on bombing now, whereas I think it should be not on bombing now, but on bringing all our endeavours, all our intelligence and all our efforts—[Interruption.] It is very strange that Members do not seem to understand that there are millions who watch these debates who want to hear what is being said, and do not want to hear people shouting at each other.

For those reasons, I urge Members on all sides of the House to think very carefully about the responsibility that lies with them today. Do we send in bombers, not totally aware of what all the consequences will be, or do we pause, not send them in, and instead put all our efforts into bringing about a peaceful humanitarian and just political settlement to the terrible situation faced by the people in Syria?

I absolutely agree that what we need are facts and greater clarity about our capability to take on the task that is ahead of us. Yesterday we were told there were between 20,000 and 30,000 Daesh across Syria and Iraq, but I could not be given a number as to how many Taliban we were fighting in Afghanistan, to get a comparator, when we had 10,000 of our troops and 30,000 Americans fighting them. I could not get that, and I could not get an answer as to how often we had used our Brimstone missiles and how many more planes we would be flying. Don’t we need those questions answered?

May I implore the hon. Lady to appreciate that the search for certainty in the middle east is a vain hope? The watchword I learned 30 years ago when I first went there was, “If you’re not confused, you don’t understand.” It is a very complex world in which we are deciding to act.

Let me move on to my second point. Again, I address this to the Leader of the Opposition: we must not underestimate the extent and nature of the danger we face, and say that because it is all over there, it is not over here. The phenomenon of ISIS/Daesh is not only a vicious force running rampant through that miserable space between Iraq and Syria; it is also fuelling those who would readily walk up the main street of a major city with a suicide bomb or carrying a Kalashnikov. So I urge those who say that air strikes would increase that danger not to give into that narrative: these people are already targeting us now.

Since I was 18, I have spent a large portion of my life as a soldier, television reporter and MP in some of the more unhappy places in the world. What has struck me is the blindingly obvious point that war and conflict are the result of broken politics. Over the past 15 years or so, our country has made some disastrous decisions that have left tens of millions of people in the middle east and north Africa in a very difficult position.

One middle eastern ambassador told me last week on the Foreign Affairs Committee’s trip to Iraq and Turkey, “You have to diagnose a sickness properly in order to treat its root causes. Palliative therapy is not a cure.” So what do we have in Syria and Iraq? When we think of ISIS, we think of Jihadi John, with the terrifying offering in orange in front of him, but the reality is that ISIS is mostly made up of the Sunni populations of those areas. Our challenge, if we ever want to cure this problem, is to separate those disfranchised Sunnis from what we might call core ISIS.

We have got to give the Sunni in the middle east a different choice. At the moment their choice is ISIS and security from Shi’a militias, or Shi’a militias. Of course airstrikes play their part, but to me they are much lower down the “to do” list. We must have a proper political and security strategy so that we can separate those mass populations from ISIS. Those people are ultimately our ground troops against ISIS, and until we realise that, we’re stuffed.

Last week a very senior coalition commander in Iraq told us:

“We have a military campaign. We don’t have a political one.”

Russia, Iran, Saudi Arabia, Turkey and the US are all doing their own thing. Think about that—I do not have time to go through it now.

Politicians in the Chamber this afternoon have given expert opinions on military matters, but we have come up a bit short when talking about the politics. Nevertheless, it is mainly politics that will fix this situation. The biggest thing that the United Kingdom can do right now is to use the influence that we think we do not have to talk to people seriously, so that we have a proper long-term strategy that results in a cure. Bombing can only ever be palliative. [Interruption.] I cannot take an intervention because I’m done.

My hon. Friend is absolutely right and simply reinforces my point. I want to eradicate Daesh. Doing so requires an effective ground force that can co-ordinate with the existing allied airstrikes in Syria—airstrikes that, in the words of Lieutenant General Sir Simon Mayall, are

“not a war-winning…campaign”.

Airstrikes can create a temporary opportunity for territorial gain, but in default of a competent ground force, that opportunity is squandered—and at what cost?

The population of Raqqa who are subjugated under Daesh will not be allowed into the tunnels. They will not be whisked out of the city in armoured jeeps with Daesh commanders. They will remain in the city and wait for British bombs. All military action comes with the risk that innocent lives will be lost; I understand that. Sometimes that risk must be accepted, but only when the military and diplomatic strategy that is put forward is coherent and comprehensive and has a reasonable chance of achieving its objective. The Government’s motion does not.

The Government have argued that it makes no military sense to curtail our pilots at an arbitrary border. They correctly point out that we are already engaged in military action. That is in itself a reasonable argument about the efficient use of military resources—I accept that—but the Government cannot also try to argue that by voting against today’s motion, we are voting to do nothing. We are still engaged in Iraq, where the Kurdish peshmerga and the Iraqi army can provide a limited but credible ground force. The Government have also argued—it is a powerful argument—that in the face of a request from our allies, we should respond. Of course we should, but we should not respond by doing just anything. We should respond by doing something that is effective, and what the Government propose is not. I will vote against the motion tonight.

Finally, Mr Speaker, I applaud the fact that you have spent the entirety of this debate in the Chair. I also admire your bladder.

The hon. Gentleman said that we all want to see the end of Daesh. I invite him to join us in the Lobby to agree the motion. Our position is that airstrikes can destroy Daesh supply lines and, more importantly, the terror training facilities, which are a danger to his constituents in East Dunbartonshire, as they are to South Leicestershire and the whole United Kingdom. Why does he not support that?

If bombing could destroy Daesh, surely the dozen countries that are already bombing it would have succeeded in that aim.

Without a blush, the Government, who 24 months ago wanted to bomb President Assad, now want us to bomb his enemies. As Members, we are offered ever more florid claims by Ministers and their Labour allies. Perhaps the most absurd that we have heard today is that 70,000 fighters, spread across Iraq, consisting of disparate groups and with no central command or shared vision, will march collectively thousands of miles to support a British bombing mission. It is utterly absurd, and that argument has fallen apart during today’s debate.

Let us examine whether UK bombing would make a difference, as the hon. Member for South Leicestershire (Alberto Costa) contends. I do not think so. Between August 2014 and August this year, 17,000 bombs were dropped on Iraq. Twelve countries are bombing Syria, including Russia, the United States, Canada and France. It is reported that 2,104 civilians have been killed as collateral damage in 267 separate bombing incidents in the past year alone. It is a disgrace, and further bombing will not help.

The UN envoy to Syria says that

“all evidence shows that the overwhelming majority of all the civilian victims in the Syrian conflict have been caused so far by the use of aerial weapons.”

Daesh is not a Napoleonic army standing out in the open waiting to be attacked. It wants to draw us into the conflict. It hides in civilian areas, and it uses human shields. It relies on our folly, our arrogance and our lack of cultural understanding. Dr Shuja Shafi of the Muslim Council of Britain says:

“As more innocent people die from air strikes, the appeal of Daesh will strengthen. Daesh craves more Western military intervention in the region. We urge MPs to learn lessons from the past, and not to vote for extending”

bombing. Let us not repeat the mistakes of the past. We will kill numerous civilians. We will radicalise the bereaved survivors. We have no credible peace plan in place. We are being fed ludicrous statistics, and on a wing and a prayer we are hoping for better luck this time.

That is right. The hon. Member for East Dunbartonshire (John Nicolson) described as a disgrace the operations that are taking place. However, it was not a disgrace to liberate Sinjar. [Hon. Members: “Hear, hear.”] The action has been effective, proportionate and is not leading to the loss of civilian lives. The grim reality, the horrors in Sinjar were revealed: the mass graves of older women who had been butchered by ISIL.

We should stand four-square behind these operations, which should be extended. Along with the hon. Member for Barrow and Furness (John Woodcock), I wanted the motion in 2014 to go further. Like him, I recognise the important international principle of a treaty to protect people from genocide. That is what we were seeing in Iraq and Syria. The duty to authorise force extended logically both to Iraq and Syria. So I wanted us to go further then. To be consistent with the decision in 2014, I want us to extend our operations to Syria. As I said to the Prime Minister then, the genocidal actions of ISIL jihadists have no borders. We need to understand that ISIL has the same intent now as it did in 2014. The right to defend Iraqis and the right to defend our UK citizens means that there should be no border in our operations between Iraq and Syria.

We have heard many Members offer their expert opinion about the effectiveness of the operations. We must be careful that we do not become armchair—or Bench—generals. Surely we should accept the evidence from the armed forces, security services and the Joint Intelligence Committee that we have a very clear and imminent threat to our citizens, and that we have a proportionate response to it. My question to my constituents is this: if one of those seven planned attacks on the UK in the past 12 months had not been thwarted and had got through, what would I have done? I would have had to look my constituents and their families in the eye and say that we must tackle the threat by going—

Yesterday I was accused by certain people on social media of having no care for my children and no thought for people in Syria. Nothing could be further from the truth. Our families and our children, and those families and children from the middle east and north Africa, whether in their homes or displaced, are the future of our world. We want them to play and grow without fear in that world, to see good and beauty in it, and to see the point of trying to make it better. When they ask what I did today, I want them to know that I stood up for them.

We want to make life on the ground better for people, and to protect them from indiscriminate and summary injustice. We want to allow humanity, to restore normal life and to offer better ideas. Our involvement can make a positive difference and we must not shirk it. Militarily, we can take out targets that threaten us, or those on the ground, with more precision, so saving lives. We are not bombing Syria in the way that some allege.

Diplomatically, our involvement will give us the best chance to shape efforts towards a lasting political settlement. If we want to be able to negotiate sometimes very firmly, as we should, with Russia, Iran, the Syrian establishment and our allies in the Gulf states and beyond, we have to be credible. We cannot expect to have influence with them and to shape our world if we are unwilling to use the powers we have, when asked, to make the transition to a political solution less painful than it otherwise might be.

We want the civil war in Syria to end and for hope to return. I am persuaded that there is right here, in Vienna and in our firm diplomatic strategy backed by action tonight a real chance that we can help that to happen politically. I commend what is, in fact, a comprehensive strategy to the House.

Thank you, Mr Speaker. I was about to say that it is always a pleasure to have an accompaniment.

Whatever comes out of the Vienna negotiations, the one solution that would be unacceptable is that Daesh should carry on to have a role in the future Government of Syria. Daesh will not be cleared out by warm words or by hopeful diplomacy. Part of the solution is a military intervention, and it is right that we should start to degrade Daesh now while we work to build up the coalition that will clear it out permanently. We cannot just say that this is too difficult.

My hon. Friend is absolutely right, as are a number of Members on all sides of the House. I agree with the hon. Member for Chesterfield (Toby Perkins) that there is no certainty in this. We have all come under a huge amount of pressure from constituents—90% of mine who have emailed me are opposed—but I rely on Edmund Burke, who said in 1774—[Interruption.] This is as true today as it was then—[Interruption.]

Burke said, “Your representative”—that is, one’s Member of Parliament—

We are here to exercise our judgment, and in my judgment the wording of the motion covers all the bases, all the challenges and all the tests that Members of this House have set the Prime Minister.

We are not the policemen of the world, but we find nothing splendid in isolation. What we do reflects on our values, and the value we place on our strategic and political partners. “Je suis Parisien” has to be far more than just a Twitter tag. It is time for action.

We have not seen enough on the forward planning and the long-term planning, which is a cause for concern for me, as I know it is for other Members. We need ground troops, but we have not heard enough about how we have got them; where did the 70,000 come from? I raised this with the Foreign Secretary back in July, and this was something that we included—

In that case, Mr Speaker, let me just touch on a couple of points. We are often accused of using the tactics of the past, and the criticism is made that we are fighting the last war, rather than a current war. We do not want to do that. I give credit to Members across this House when I say that we want the same thing: to put an end to Daesh for good. It is my view that taking the same old route of bombing without a long-term strategy will lead only to failure, which is why I will back the multi-party amendment tonight.

I listened with great care to what the Prime Minister said because I wanted to hear about the strategy and the plan, but I am disappointed because I fear it is very thin. I have many questions, but I will ask just one about the military strategy. I know the Prime Minister agrees that we cannot bomb Syria into a western-style democracy from 30,000 feet, and that there must be much more. I want to focus on ground troops. The 70,000 moderate Sunni ground troops that the Prime Minister mentioned seem to be in the wrong place, and there is some question about whether they really exist. Most importantly, given that the Russians are supposed to be some form of ally to us on this matter, I imagine that we will be taking co-ordinated action with them. The Russians will surely continue to bomb those moderate Sunnis, so we will have chaos on the ground.

As I explained in my statement, the military strategy is to take out the terrorist targets that we can, as that will help to degrade and dismantle ISIL in Syria. It is to deflate and ultimately destroy the caliphate, which is a radicalising force around the world. We do not agree with the Russians in every regard, for the clear reasons that I have given, and we want them to focus on ISIL and not on the Free Syrian Army. We need to have that discussion with them, but as I said, I believe the gap between us is getting narrower.

I am prepared to support the Prime Minister in military action against Islamic State, which poses a severe and direct threat to us, but not against Assad, who does not. I want an ISIS-only strategy, rather than an ISIS-first strategy. Will the Prime Minister confirm that the motion he brings forward will be tightly defined and will include military action only against Islamic State, and that it will not give him wiggle room to go ahead and attack Assad on the back of that?

My hon. and learned Friend asks a very good question, which goes to this moral point: is it really a moral stance to say, “Our allies are taking the action that protects us, so therefore we don’t need to act”? Without getting too deep into moral philosophy, if we take the Kantian imperative, we should be following them rather than standing away from them, because otherwise no one would take the action.

The hon. Gentleman makes a very good point. As I have said, there is no 100% certainty; there is no perfection here. When we talk about winnability, I think about the dangers to us right now. I am talking about losability to our people, our country and our safety. We have to think about the danger of inaction, as well as all the uncertainties of action.

The whole concept of ceasefires has come a lot closer because of the Vienna process. Frankly, those ceasefires between moderate Syrian opposition forces and Government forces would be helped by a more concerted effort to degrade and destroy ISIL in Syria. In answer to the hon. Gentleman’s main question, I am not arguing that there is a military-only solution to this conflict. There needs to be political, diplomatic, humanitarian and post-conflict reconstruction action. I come to the House with a strategy for all those things. I say to Members of the Scottish National party that I hope that they will give this matter their fullest possible thought. They do not have to vote as one block; they can think about these important issues and come to a considered opinion.

I thank you, Mr Speaker. The exercise has done me a lot of good, too. I thank the Prime Minister for taking so much time to talk to us as parties and give us all a chance to ask questions. We want to see Daesh totally defeated, but I wish to frame my question in this way: will we see more aid—military, medical and humane—on the ground as soon as possible, and given to those whom we trust? We need to work with Baghdad to make sure that the aid gets to them accurately, particularly to the internally displaced persons who are not getting all that has been passed over to them.

Yes, I can certainly give the hon. Gentleman that assurance. There is a plan already in place for putting in the aid and the assistance, and particularly the military assistance to the Iraqi Government. Over time, there is more that we can do for the moderate Syrian opposition. All of that is part of a strategy that can keep us safer here while building a more secure and stable middle east. In the end, that is what this is about. I hope that the clear sight and clarity of argument that the Ulster men and women bring to this argument will find them in the right Division Lobby at the end of the process.

I thank the Prime Minister for his statement.

As I said last week in the House, the first duty of a state is to protect its own citizens. At the moment, this country’s overwhelming focus is on the threat we face from terrorism and how we can best ensure the defeat of ISIL. Labour supports the increased expenditure to strengthen our security services that the Prime Minister has announced to protect against the threat of terrorism. However, faced with the current threat, the public will not understand or accept any cuts to front-line policing. Everyone will be very concerned about the warnings we know that he has had from security officials and the police that the cuts will reduce very significantly the ability to respond to a Paris-style attack. Cuts affecting neighbourhood policing will damage the flow of vital intelligence that helps prevent such attacks. Will the Prime Minister give an undertaking now that police budgets after the spending review will be sufficient to guarantee no reductions in police or police community support numbers and to protect areas such as helicopter cover?

Will the Prime Minister also confirm that the Government will meet in full the request from the Metropolitan Police Commissioner and his advisers for the further resources they say are required to counter attacks such as those in Paris? The public, quite rightly, expect that.

We are naturally focused on the immediate threats today, but it is disappointing that there is insufficient analysis in the national security strategy of the global threats facing our country and people around the world, including inequality, poverty, disease, human rights abuses, climate change and water and food security—[Interruption.] I have no idea why Conservative Members find food security such a funny subject. The flow of arms and illicit funds enables groups such as ISIL to sustain themselves and grow.

Let me join the Prime Minister in paying tribute to the men and women who serve in the services. We must look after their interests in the decisions we make and pay particular attention to their welfare while serving and, just as importantly, when they have retired. Is the Prime Minister concerned that the latest Ministry of Defence survey showed that 25% of those serving plan to leave as soon as they can or have already put in their notice, and that the number dissatisfied with service life has risen to 32%? Does he think it is a coincidence that those results come at the same time as the Government have capped armed forces pay and changed pension arrangements?

Although the Prime Minister is talking tough about defence spending today, the facts are that under his Government it has fallen in real terms by 14% and we saw many soldiers with many years’ operational service putting their lives on the line being sacked days before becoming eligible for full pensions.

Does the Prime Minister not agree that changes proposed by the Chancellor to tax credits breach the spirit of the armed forces covenant? Will he confirm that the plan to cut the annual income of a corporal with two children by £2,300 a year will now be reversed and that such a family would not be made worse off by any other welfare cuts the Chancellor may be planning? What damage does the Prime Minister think will be done by the big cuts being planned to the civilian support of the armed services?

The country is united in its respect for those who serve, but there is widespread concern about how far lessons have been learned from recent military interventions. Will the Prime Minister confirm that he will update and revise the review in the light of the forthcoming findings of the Chilcot inquiry into the Iraq war? What is his response to this month’s United Nations report that all sides in the continuing conflict and anarchy in Libya are committing breaches of international law, including abductions, torture and the killing of civilians, and that ISIL militants have consolidated control over central Libya, carrying out summary executions, beheadings and amputations?

Last week, the right hon. Member for Sheffield, Hallam (Mr Clegg)—the former Deputy Prime Minister—wrote:

“Britain failed to provide meaningful backing to Libya in the wake of our air strikes there…We must learn from our mistakes.”

What lessons has the Prime Minister learned from the intervention in Libya in 2011, which, regrettably, has been followed by appalling chaos, persistent violence and the strengthening of ISIL?

Does the Prime Minister believe there is any prospect of Afghanistan maintaining its own security in the near future? How does he see Britain’s role in helping to ensure that that happens, given the huge commitment made over the past 14 years and the ultimate sacrifice paid by 456 members of the British forces? How will he apply lessons learned in Libya, Iraq, Afghanistan and elsewhere to Britain’s role in the escalating war in Iraq and Syria, ensuring that further disastrous mistakes are avoided?

Britain does need strong military and security forces to keep us safe and to take a lead in humanitarian and peacekeeping missions, working with and strengthening the United Nations. I recognise the increased commitment to the UN in the Prime Minister’s statement. There is no contradiction between working for peace across the world and doing what is necessary to keep us safe at home—in fact, the very opposite is true.

My hon. Friend the Member for Garston and Halewood (Maria Eagle) will be leading a review about how we deliver that strong, modern protection for the people of Britain. Our review will seek to learn the lessons from Iraq, Afghanistan and Libya, and look at our military capabilities and requirements in that light. We owe it to the members of our armed forces and to the country as a whole to engage in the kind of review which is sadly lacking today.

The review will consider carefully and fully, on the basis of evidence and with the widest consultation and expert input, whether it is right for the UK to commit so much of the defence budget to continuous at-sea nuclear patrols, and if not, what alternative investments in our security and military capabilities would be required to meet the threats we face and ensure skills and jobs in our defence industries are fully protected. It will focus on the failure of the last Government to replace the Nimrod MR4A, leaving Britain to rely on asking for French planes for its airborne maritime capability. Why have the Government now chosen a replacement with virtually no UK defence content when it is in service?

Will the Prime Minister confirm—he was just talking about this—that the reduction in the number of Type 26 frigates we are procuring from 13 to eight will not impact on the Navy’s ability to protect the carriers? Can the Prime Minister give some reassurance to the workers on the Clyde? Last year, they were told that 13 ships would be built; now it is eight. Can he confirm this is simply a first batch and the commitment of 13 frigates still stands?

Our review will question the wisdom of British arms sales to repressive regimes with links to the funding of terrorism, and be firmly founded on the importance of human rights across the world. It will recognise that security is about much more than defence, and look to fulfil the huge potential this country has to lead the way in peacekeeping, conflict resolution and peace building.

We have a highly professional and experienced diplomatic corps—some of the best diplomats in the world—as well as world-class peace and conflict research academics. Does the Prime Minister not agree that the severe cut in the Foreign Office budget is clear evidence of the Government’s determination to sacrifice our place in the world on the altar of misplaced austerity? Will he commit to a human rights adviser in every embassy?

I ask the Prime Minister to think very hard about the remarks made to him by senior police officers and the Commissioner of the Metropolitan Police in this respect, and to assure the House today that those cuts in policing services will not go ahead.

As the Prime Minister has already recalled, owing to the dire economic straits in which our country found itself thanks to the present Opposition, the 2010 review was a pretty bloody and painful exercise. I warmly welcome today’s announcement, which has been delivered partly by the Prime Minister and partly by the Defence Secretary, but may I ask some specific questions about the strike brigades, which I also welcome? I understand that they are additional to the three brigades that we established in the 2010 defence review. Can they be delivered within the constraint of 82,000 regular Army personnel, and why will it take 10 years to deliver them? Can the Prime Minister expedite their creation?

A regional solution involving all means at our disposal underpinned by the United Nations is essential if we are to defeat ISIS in its heartland. So too is the taking of all steps necessary in our homeland to protect the security and safety of British citizens. Will the Prime Minister think again, therefore, before proceeding with major cuts to front-line policing, because neighbourhood policing is the eyes and ears of the counter-terrorism effort?

I thank the hon. Gentleman for what he says about Syria. It is about bringing together the United Nations, the aid and development efforts that we can make, the political solutions that we want to pursue and diplomatic efforts, together with the military action that we want to pursue. I have said what I said about counter-terrorism policing, and the hon. Gentleman will have to wait for the statement on Wednesday to see the overall settlement, but I am in no doubt that all our police play a role in keeping us safe, and in the last Parliament we demonstrated that, with efficiencies, we can get more for less out of our excellent police force.

As the hon. Member for Ribble Valley (Mr Evans) said, there is a close link between our defence and security capability and our research, innovation and manufacturing capability. Yet the Prime Minister will know of the problems in the UK steel industry which show how vulnerable we are to losing for ever large chunks of our manufacturing supply chains—chains that could be used for defence and security purposes. Will the Prime Minister outline to the House how he expects the defence growth partnership to evolve with the SDSR, and what steps he is taking to ensure we can maintain the skills, capability and competitiveness in our industrial supply chain so that we can meet our future security and defence requirements with British industry and British innovation?

Along with my right hon. Friend the Member for Moray (Angus Robertson), I am delighted to hear about the MPA programme, which is a new and welcome asset to the fishing fleets of Fraserburgh who for the past five years have been doing the job with regard to the submarines from Russia.

On page 3 of his statement the Prime Minister says: “to meet these priorities we will continue to harness all the tools of national power available to us”. Does he accept that nowhere does he mention the Government’s reliance on the reservists and failure to meet reservist recruitment numbers? Does he therefore agree with the Defence Committee that the structure in Future Force 2020 is

“manifestly the wrong structure for this new environment”?

We are very much targeted on getting the 35,000 reserves that we need. This has been a huge programme to turn around the performance on encouraging people to stand up and join, but it is now working well, and if we keep going with it, I am confident that we will get to 35,000.

I can confirm that the DFID budget will go up. Of course, if one is spending 0.7% of gross national income on aid in a growing economy, one does not have to be Einstein to work out that the aid budget will go up. It is absolutely right that we use some of the aid budget for the conflict, stability and security fund, which is allowed under the overseas development aid rules. It is also right that we spend some of our aid budget on vital science and research, which, again, is allowed under the rules. We were very clear about that in our manifesto and that is exactly what we are delivering.

Along with the hon. Members for Ilford South (Mike Gapes), for South Antrim (Danny Kinahan) and for Barrow and Furness (John Woodcock), I was on the frontline against ISIL/Daesh south of Kirkuk in Iraqi Kurdistan last weekend. Indeed, we saw the amazing work that the peshmerga are doing in taking back territory and communities from that evil existence. We also visited some refugee and displaced persons camps, and saw the families affected. Does my right hon. Friend the Prime Minister agree that we need to ensure that we are protecting those minorities in the middle east?

I agree with all the comments about the Government’s No. 1 priority being to safeguard the national security of those we represent, but that actually extends to every Member of the House. With regard to the use of lethal force by intelligence and police forces abroad and at home, it is of course important that they have the powers necessary to act, but it is also important that they act within a clear legal framework. I welcome the Prime Minister’s agreement to publish the advice on which he intends to act in Syria. Will he also ensure that the basis on which the police act on our streets is published and made known to those we represent?

Has my right hon. Friend the Prime Minister heard anything about the possibility of partition as a settlement, along the lines of Cyprus, leaving an Alawite, five-tribal area in the south and a free Syria in the north?

My hon. Friend makes a good point. We have announced additional funding for our security forces, and I have said what I said about counter-terrorism policing. We must continue to work on the Prevent programme, and I am sure that that will be addressed by the Home Office in its spending review.

May I raise with the Prime Minister disturbing reports of the firebomb attack that took place in the early hours of this morning against the Al Sarouk cultural centre in Bishopbriggs, which is used by my Muslim constituents? May I also alert him to the grotesque racist attack faced by my colleague, Humza Yousaf MSP, on social media? Will he join me in condemning some of the inflammatory statements in the press that attempt to link innocent Muslims with extremism?

Order. I am sorry to disappoint remaining colleagues, but the statement has lasted for an hour and a half. I thank the Prime Minister for his brevity, and I say gently to colleagues who did not get called that if their colleagues who did get in had been a bit briefer, they would have been called.
