Will my right hon. Friend join me in welcoming the significant investment from the aid budget that the Department has made available to tackle modern slavery in Libya and across all migration routes from sub-Saharan African into Europe, and will he reaffirm his commitment to this work?
I thank the hon. Lady for her remarks about Becky Dykes, who was part of the middle-eastern team in Lebanon. She, like my right hon. Friend the International Development Secretary, spoke for all of us.
The hon. Lady is right to keep the attention on slavery, but I want to do as much as I can to reassure her that we have this very much in focus, although of course there is more to be done. There is a closer connection now between the EU, the UN and the African Union, and we are working with international partners on the whole route and, specifically in relation to Libya, on the criminal aspects. It is complex—Libya is a difficult state to work in; and this is a £150 billion criminal operation moving people around and putting them into slavery. We will continue—
Order. I am sorry, but we must press on; we have a lot to get through. I call Mr Lamont.
I think the hon. Lady for her question because it affords me the opportunity to remind the House what these people have fled. They should have a say in what happens to them, and we absolutely agree that those returns must be voluntary, safe, dignified and sustainable, but those conditions are far from being met.
Order. The hon. Gentleman is asking about the conditions of life for occupants of refugee camps. I know there is an air of expectation, but I just remind colleagues that we are discussing some of the poorest, most vulnerable and most marginalised people on the face of the planet. I ask for due respect.
Thank you, Mr Speaker. Many of my Rohingya constituents have family in the refugee camps in Bangladesh who are fleeing persecution and who wish to join their family in the UK, as they are entitled to do. They continue to face obstacles and unnecessary bureaucracy, however, so what are the Government doing in the refugee camps to help to reunite families?
I speak regularly with the Foreign Secretary about all these issues, and I would be happy to discuss that one. As we look at the footprint we have across this world and wish to do more to engage with more of the world, it is extremely important that we have that oversight of what is happening on the ground. We wish to help developing nations—not just their economies, but their human rights and civil society.
Order. The right hon. Gentleman is extremely alert, and I am alert to what he is going to say.
A question keeps me awake at night: how will companies be encouraged to follow the Prime Minister’s lead in the way that Iceland has done?
I am very pleased to say that this week Iceland has made a commitment to be plastic-free. We have seen other companies make commitments to ensure that any plastics they use are recyclable over a number of years. I am very happy to join my right hon. Friend in saying that we will be encouraging companies to follow Iceland’s lead. We will also be consulting on how the tax system or the introduction of charges could further reduce the amount of waste we create. We are launching a new plastics innovation fund, backed up by additional funding that the Government are investing in research and development to ensure that we really do reduce the amount of plastic that is used and leave the environment of this land in a better state than we found it.
We can all learn about brevity, myself included, from the right hon. Gentleman.

Commons ChamberAs I said in response to my right hon. Friend the Member for Chingford and Wood Green, when the initial situation has stabilised there will be a need to take a fresh look at how the Government go about the contracting process. We will certainly wish to take into account the point that my right hon. Friend the Member for New Forest West (Sir Desmond Swayne) makes.
Order. I am sure that the people of Woodford Green would prefer to be known as the residents of Woodford Green rather than of Wood Green, and it may be that the residents of Wood Green would rather be known to reside in Wood Green than in Woodford Green.
Will the Secretary of State confirm that all annual fee payments made thus far by public authorities to Carillion in respect of private finance initiative contracts will now cease and that the liquidator will not be allowed to sell any of those contracts on to anyone else, so that there will not be a reward in the hands of others for the failures of this company?
Order. This is an extremely important matter, and it is hardly surprising that it has evoked intense interest in the House. As per usual, I am keen to accommodate the totality of the interest if possible, but if I am to have any prospect of doing so without jeopardising the time available for the Second Reading debate, may I advise Members—in respect of both questions and answers—that the abridged rather than the “War and Peace” version is to be preferred?
I will bear that in mind, Mr Speaker. I thank my right hon. Friend for his reassurances, and it is right that this discussion should focus on workers and services, but I am concerned about pensioners. What reassurance can he give existing pensioners about their continuing to receive their payments, as planned?
That may well be so, but I am not offering any assurances to anybody, although the Minister might be able to do so, and we will be greatly obliged to him.
I am advised by the Ministry of Defence that the services provided by Carillion are provided through joint ventures, and therefore the other joint venture partners are required to come forward and shoulder the responsibilities that Carillion was exercising. The MOD is working with those partners to ensure the services continue to run effectively. If the hon. Lady has evidence of things going awry in her constituency or county in this respect, I encourage her to take that up with the Secretary of State for Defence and his team, because they are rightly determined to make sure that things go as smoothly as possible for our servicemen and women and their families.

Commons ChamberIn November 2017, we published the 2015-16 figures for central Government Departments. The Government are fully committed to supporting our small businesses, which are the engine room of our economy, so we are continuing to take action to meet our target of a third of procurement being with small businesses by 2022.
It is good to see the Minister looking in a state of high excitement, as well he might.
The Social Mobility Commission report identified action on education, housing and employment as the key steps needing to be taken, and those are the exactly the things to which the Prime Minister and the Government are giving priority. For example, we have 1.9 million more children in good or outstanding schools than we did in 2010.
I am absolutely delighted to see that the right hon. Member for Bexleyheath and Crayford (David Evennett) has been promoted from the Whips Office and can now speak.

Does my right hon. Friend agree that social mobility is essential to maximise the potential of individuals and our country, and that while the Government have achieved a great deal so far, there is still more to be done?
The National Cyber Security Centre gives direct help and advice to public sector organisations and also offers private sector organisations advice, guidance and help in responding to attacks. I encourage all to use its services. [Interruption.]

Order. There is a lot of noise in the Chamber. The question is about knife crime. This is a matter of the utmost gravity. Please, it is the last question—let us hear it and the answer.

On new year’s eve, another four young people lost their lives to knife crime in London. We have failed to tackle this epidemic because we have failed to recognise that the solutions span health, education, poverty and aspiration. What can the Minister do in his role to get Departments working together to find a long-term solution?
There are many voices across the House, including from the right hon. Gentleman’s party, who have been encouraging me to ensure that we have better integration between health and social care. I am pleased that we have recognised this by making the Department of Health now the Department of Health and Social Care. That has been recognised by Age UK, which has said that this is a
“welcome and long overdue recognition of the interdependence of health and social care”.
I saw for myself last week at Frimley Park the good work that is being done by some hospitals up and down the country, working with GPs, care homes and the voluntary sector, to ensure that elderly people can stay at home safely and do not need to go into hospital, with all the consequences of them coming into hospital beds. That is the way forward, and we want to ensure that we see the integration of health and social care at grassroots level. From the way in which the right hon. Gentleman talks, you would think that the Labour party had all the solutions for the national health service—[Interruption.]
If the Labour party has all the answers, why is funding being cut and why are targets not being met in Wales, where Labour is responsible?
The Prime Minister leads a Government who are responsible for the funding of national Governments, such as the one in Wales, and she knows full well what has been cut from Wales. She is also directly responsible for the NHS in England, and giving the Health Secretary a new job title will not hide the fact that £6 billion has been cut from social care under the Tories. Part of the problem with our NHS is that its funds are increasingly being siphoned off into private companies, including in the Health Secretary’s area of Surrey—[Interruption.]
Order. Mr Shelbrooke, calm yourself, man! You are supposed to be auditioning to become an elder statesman, but on present evidence, there will be many more auditions to come. Calm yourself; it will be good for your health.
Even more money is being siphoned out of our NHS budgets into private health companies. In the Health Secretary’s area of Surrey, a clinical commissioning group was even forced to pay money to Virgin Care because that company did not win a contract. Will the Prime Minister assure patients that, in 2018, less NHS money intended for patient care will be feathering the nests of shareholders in private health companies?
Order. I say to the shadow Secretary of State for Health, the hon. Member for Leicester South (Jonathan Ashworth), that he, too, is supposed to be auditioning for something. He is normally a very amiable fellow, but he is gesticulating in a very eccentric fashion. He must calm himself. It is not necessary and not good for his image.
First of all, we have put more money into Wales, but the Labour Government in Wales have decided to deprioritise funding for the national health service. Secondly, the increase that was seen in private sector companies working in the health service did not happen under a Conservative Government; that was under a Labour Government of whom the Leader of the Opposition was a member.
Order. I gently invite the hon. Gentleman to be sensitive to time. We want not a long spiel, but a short question with a question mark at the end of it.
Jackie Daniel has received a damehood for turning around the Morecambe Bay trust along with the staff, which is very positive. Does my right hon. Friend the Prime Minister look forward to working with Jackie Daniel’s successor to carry on turning the trust around, and will she wish Jackie well?
Order. Let me just say to the hon. Member for Perth and North Perthshire (Pete Wishart), whom I have known for a long time, that when he comes to reflect on his conduct, he will know that he can do better than that.
Thank you, Mr Speaker. I say to the hon. Gentleman that anybody who saw the success we had in negotiating phase 1 of Brexit, and getting that sufficient progress, will say that this Government know what they are doing, and that they are getting on with the job and doing well.
Thank you very much, Mr Speaker. While most of us were celebrating on new year’s eve, the crews of the Poole-based tug, Kingston, and the Swanage and Weymouth lifeboats were battling mountainous seas and 70 mph winds off the coast of Dorset to prevent a cargo ship from being blown on to the rocks. Thanks to the skill of the tug’s crew the tow was fixed and a disaster prevented. Will my right hon. Friend join me in praising the professionalism, courage and determination of all those involved, not least the volunteers of the RNLI?

Commons ChamberThe only shambles is the Opposition’s approach to Brexit. At this time of the year, many people will mark the 12 days of Christmas; we have had at least 12 different approaches to Brexit from Labour. Yes, we will be leaving the common agricultural policy, as the Prime Minister said on Monday, but she also underlined clearly our commitment in respect of those direct payments and, as I say, the transition and the need to provide certainty. The hon. Gentleman’s scaremongering does nothing to add to this—
Order. I will call the hon. Gentleman on the understanding that his question consists of a single short sentence.
Given that the vast majority of trade goes from the Republic to the north in terms of coming to the UK, can my hon. Friend confirm that we will have no need for a hard border and that the only prospect of a hard border is if the EU sets one up in southern Ireland?
To keep the answer short, this should be a shared endeavour to ensure a future trade deal that has benefits for the people of the entirety of the United Kingdom. That is what we want to see.
The simplest thing to say is that we stand fully behind the Belfast agreement. We do have a strong relationship with the Irish Government that we wish to continue. My hon. Friend is right that political stability is required for a strong economy. As I said to my hon. Friend the Member for Bury St Edmunds (Jo Churchill), the Government are committed to building an economy that works for everyone. We would like to see a devolved Administration in Northern Ireland who are able to do the same.

Well, this is all very well, but the Secretary of State referred to yesterday’s statement by the Northern Ireland civil service that is casting a dark pall over Northern Ireland. Will the Minister take this opportunity to say that, when the Government suggest ways of balancing the books by February, they will rule out scrapping the free bus pass, scrapping education maintenance allowance or even—heaven forfend—reintroducing prescription charges?
I do agree in terms of the maintenance of the Good Friday agreement—the Belfast agreement—and, very firmly, in terms of not seeing any hard border re-emerging, and that is what has been reflected in the joint report.
I think we should hear from the former Chair of the Select Committee. The final inquiry in this section today—Mr Laurence Robertson.
I thank the Secretary of State for that answer, but given that the failing of the Executive and the Assembly to exist is detrimental to Northern Ireland, and given that it is only one party in Northern Ireland that is refusing to allow them to function, is it not time to look at the Belfast agreement to see whether we can evolve it so that, in future, the Assembly and the Executive will continue to serve the people of Northern Ireland? [Interruption.]
Order. I am rather disappointed that the former Chair of the Select Committee was not heard in hushed and reverential tones, but we may have to wait until 2018 for that.
The hon. Lady should note that, in fact, this Government have lifted hundreds of thousands of children out of absolute poverty. But it is important for all those who have heard her question to be aware of this: she talks of 2,500 children in Wandsworth waking up homeless on Christmas day; anybody hearing that will assume that what that means is that 2,500 children will be sleeping on our streets. It does not. [Interruption.] It does not mean that. [Interruption.]
Order. Hon. and right hon. Members are accustomed to these exchanges taking somewhat longer. So be it. The questions will be heard, and the answers from the Prime Minister will be heard. I am in no hurry at all.
It is important that we are clear about this for all those who hear these questions because, as we all know, families with children who are accepted as homeless will be provided with accommodation. I would also point out to Opposition Members that statutory homelessness is lower now than it was for most of the period of the last Labour Government.
The decision on individual bank branches is, of course, an operational decision for the bank. The right hon. Gentleman talks about standing up for communities and standing up for people across Scotland. I have to say to him, that is a bit rich, coming from an SNP which, in government in Scotland, is going to increase taxes for 1.2 million Scots. The Conservative Government are reducing tax for 2.4 million Scots. There is only one clear message to people in Scotland: “Conservatives back you; SNP tax you.” [Interruption.]
Order. I wish the hon. Member for Filton and Bradley Stoke (Jack Lopresti) and his hon. Friend the Member for Morley and Outwood (Andrea Jenkyns) all the best for their wedding on Friday of this week, which I look forward to attending.
I think I will be having to resist the temptation to call the goose Jeremy.
On Thursday last week, there was a very important local referendum in Christchurch. The result was that 84% of the people of Christchurch want to keep it as an independent sovereign borough and are against its abolition. [Interruption.]
Order. I cannot understand this atmosphere. I want to hear about the views of the good burghers of Christchurch.
Order. It might be moderately good natured, but nevertheless it is disruptive. The hon. Lady is entitled to be heard. For as long as she is in the House and I am in the Chair, she will be heard, and that is the end of it.
We in North West Durham have some of the very best schools, but whatever the new funding formula, they are dealing with deficits after years of real-terms cuts and feeling the corrosive effect of academisation. On collaboration, school staff are working for longer for less pay. Please, Prime Minister, do not say there is more money in our schools. The fact remains that a significant proportion of schools in North West Durham will see totally unjust reductions in their funding. We have run out of ways to meet the Government’s cuts. Will she tell us what they should do next?
In the 1980s, Mrs Thatcher famously commented to the Vietnamese—[Interruption.]
Order. This is very discourteous, and very unfair on the hon. Gentleman. Let us hear the fella.
Thank you, Mr Speaker. As I was saying, in the 1980s Mrs Thatcher famously asked why, if Vietnam was so wonderful, millions of people were getting into boats to leave it. With that in mind, may I ask my right hon. Friend, as she enters the second phase of the Brexit negotiations, “If World Trade Organisation rules are so wonderful, why do so many countries seek WTO trade agreements?”
What the Scottish Government are proposing means that there are 1.2 million Scots earning over £26,000 who will be paying more tax than people in England. [Interruption.] I was not aware of the fact that my hon. Friend has given this House, which is very important—[Interruption.]
Order. I apologise for interrupting the Prime Minister, but may I ask her to face the House, because some of us cannot hear fully, and I would like to hear fully?
I was making the point that my hon. Friend has made an important addition to the knowledge of this House, which is that if the SNP Government got their own house in order, they could save the same amount of money that they will be raising by raising taxes, and not put that extra tax burden on people earning over £26,000.
I am sorry if I was keeping the hon. Member for Basildon and Billericay (Mr Baron) awake, or perhaps he has some other pressing business. I want to hear the fella!
And a merry Christmas to you as well, Mr Speaker.
The Prime Minister has just given an assurance that amendment 400 will be used only in extremis and for a very short period of time. May I press her to be more specific? Will she assure the House that if the power is used at all, it will be used only for a matter of weeks, or for a couple of months at most? There is a concern that it could indefinitely extend our stay in the EU.
I thank my hon. Friend for seeking further clarification on that point. As I said to my right hon. Friend the Member for New Forest East, we are going to leave on 29 March 2019. That is what we are working to, but we want to ensure that we have the same legal position as the European Union, which is why amendment 400, tabled by my right hon. Friend the Member for West Dorset, has been accepted. I can assure my hon. Friend the Member for Basildon and Billericay that, if that power were to be used, it would be only in extremely exceptional circumstances and for the shortest possible time. We are not talking about extensions—[Interruption.]
Order. We would hear better if the Prime Minister faced the House, but we would also hear better if Members did not keep wittering from a sedentary position. Let us have a new year’s resolution that there will be an end to sedentary chuntering, wittering and hollering.
Mr Speaker, I apologise for not facing the Opposition, but I was hoping to ensure that my hon. Friend the Member for Basildon and Billericay heard my response. I can assure him that we are talking about the shortest possible time, should that power be used. I am clear that we are leaving the European Union on 29 March 2019.
My hon. Friend is right that we need to build more homes and that we need to build them at scale. I am pleased to say that we saw 217,000 new homes built last year, which is a level of house building that has not been seen, apart from in one year, over the past 30 years, but we need to go further. That is why we have proposed several changes in terms of support for affordable housing, for councils and for people trying to get their foot on the housing ladder. We are also working with local authorities in a number of ways to ensure that land is released and that builders build out the planning permissions that they have.

Order. That was not a very seasonal response from the hon. Member for Sefton Central (Bill Esterson) from a sedentary position. I expect better of the hon. Gentleman.

Friend clearly reject the negotiating mandate handed out by the European Council, paragraph 1 of which undermines the principle of nothing being agreed until everything has been agreed, and paragraph 4 of which would make the United Kingdom in the transition phase no more than a vassal state, a colony, a serf of the European Union—[Interruption.]
Order. I want to hear the hon. Gentleman, who is in full flow. I want to hear the fullness of the flow.
I urge my right hon. Friend to model herself on her predecessor, the late noble Baroness Thatcher, and to show real mettle and steel in rejecting the EU’s rather hostile negotiating terms.
Mr Speaker, I am speechless.
Will my right hon. Friend the Prime Minister confirm to me and the country that, when we leave the EU in March 2019—yes, there will be an implementation period; I understand why—we will have left the EU in its entirety?
I know I can be a little slow at times, but I am finding it incredibly difficult to discern what the policy of Her Majesty’s Opposition is to Brexit, as it changes depending on whom I am listening to—
Order. I did not think that the hon. Gentleman, who is a very experienced Member of the House, was that slow, but he knows perfectly well that the policy of the Opposition is not a matter for the Government of the day. [Interruption.] No, no—hopeless. I call Stephen Timms.
Order. Do not shake your head at me, Mr Evans. I have told you what the position is. [Interruption.] Order. You ask an orderly question, or you do not ask a question. Given your long experience, you ought to know better than to start a question inquiring about the policy of the Opposition. Over Christmas, you can rehearse.
To avoid, rightly, a hard border between Ireland and Northern Ireland, the Prime Minister has committed the UK, if necessary, to
“maintain full alignment with those rules of the internal market and the customs union”
that are necessary. Will such full alignment apply just to Northern Ireland, or to the UK as a whole?
I absolutely agree with my hon. Friend. The flip-flopping just this weekend from the Labour party shows that it cannot make up its mind what its view is on Brexit. That is all the more reason why it is a good job we are in government and not Labour.
Ingenuity and good order are not incompatible, as the hon. Member for Mid Worcestershire (Nigel Huddleston), at least, has just demonstrated.
Can the Prime Minister give an example of an EU border with a country outside the customs union where there is no hard border and there are no border checks?
We recognise the importance of this particular industry. Part of the trade talks and negotiations will be looking at the basis on which trade will carry on between the remaining European Union member states and the United Kingdom. That is the same in any trade agreement that a country enters into.
It is no bad thing, either for the hon. Gentleman or for the House, if the Scottish National party Chief Whip is in the guard’s van.
I had the underwhelming experience this morning of visiting the Brexit Reading Room. For each of the 39 documents, I was left with the very clear impression that they do not contain any commercially sensitive or negotiation-sensitive information, so why not share that experience with the country and put them in the public domain?
The papers have been provided for the Select Committee. The formal position is that once the papers are in the hands of a Select Committee, it is up to them whether or not they are published.

Commons ChamberUnusually, I join my right hon. Friend Mr Duncan Smith and my right hon. and learned Friend the Member for Rushcliffe (Mr Clarke)—[Interruption.] Chingford, forgive me. I join my right hon. Friend the Member for Chingford and my right hon. and learned Friend the Member for Rushcliffe in welcoming the Prime Minister’s achievements this weekend. Will she have spent as much time as I have in recent weeks and months speaking to European friends and reminding them that we are leaving the EU, not leaving Europe, and that the next stage should involve our working together to build a prosperous future together?
We should not forget Woodford Green. It would be rather unkind, and probably rather resented by the people of Woodford Green, if they were arbitrarily excised from reference to the right hon. Gentleman’s constituency.
I absolutely agree with my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat) that we are leaving the European Union but not leaving Europe. This is a statement that we have made on a number of occasions. We will continue to work with our European allies in a whole variety of areas in the interests of Europe as a whole. Indeed, just this morning, I had a meeting with my opposite number from Bulgaria to talk about the work we can continue to do with Bulgaria on the western Balkans, where much work needs to be done by us in Europe. We will continue to do that whether we are in the European Union or not.
The Brexit Secretary has captivated the House with tales of regulatory impact assessments that do not exist. The Chancellor has said that the divorce bill will be paid in all circumstances, but the Brexit Secretary contradicted him at the weekend, saying that it would be conditional on a trade deal. The Prime Minister’s deal with the Taoiseach, promising full regulatory alignment, has been dismissed by the Brexit Secretary as a statement of intent. If she cannot even get her Brexit Secretary to agree with her, how on earth is she going to get a good deal that protects jobs, investment and growth in this country?
The hon. Member for Grantham and Stamford looks poised to begin a 100-metre sprint. I call Mr Nicholas Edward Coleridge Boles.
I advise the House that, in the first hour, we have had 27 Back-Bench contributions, but there are no fewer than 57 Members still wishing to participate. The Prime Minister has been commendably succinct in her replies, but some questions have erred on the side of prolixity, so there is now a premium on brevity, which is brilliantly exemplified, on almost every occasion, by Sir Desmond Swayne.
Does any regulatory alignment exclude the possibility of sharing a common external tariff?
Full alignment means that we will ensure that we can operate in a practical sense on a basis that will enable that continued trade to take place between Northern Ireland and Ireland. We have put forward a number of suggestions in relation to the customs union arrangements that currently exist and the customs arrangements that we will have in the future. One of those included different arrangements in relation to the external tariff. We will ensure that there is no hard border, but I think that we can come to a customs arrangement that will mean that we can have that tariff-free and frictionless trade between the United Kingdom and the whole of the EU.
I thank my hon. Friend for the attention that he has given to EU citizens’ rights throughout this period, and for the discussions that he and I have been able to have on the matter. I am pleased that the agreement has been reached, as reported in the joint progress report. I also congratulate my hon. Friend, who has recently been honoured by the Italian Government. Many congratulations.
The Prime Minister must have had a different ballot paper from the one we had in Bristol West last year. There was no mention on mine of the single market or the customs union, nor was there any mention of Euratom, to which item 89 of the report refers. Will the Prime Minister please tell us which other organisations she believes she has a mandate to sweep off the table as we go through the negotiating period?
We are very clear about the fact that we will not see a hard border between Northern Ireland and Ireland. That is what we have put in place, and that is what we will be working to ensure that we deliver.
I am most grateful to the Prime Minister. She was at the crease for an hour and 45 minutes, which was a very substantial commitment, although I am not sure that Geoffrey Boycott would view it in those terms. He would probably think that it was a pretty short space of time for him to get his first few runs on the board.

Commons ChamberThe hon. Lady is, I know, most vexed about the Queensferry crossing, and she is right to be so. It was widely trumpeted by the Scottish Government and the SNP as a great infrastructure success, yet I understand that it is currently partly closed, and is likely to be suffering from closures for many months to come, at great inconvenience to the hon. We are grateful to the Financial Secretary—or at least those of us who could hear him were. We now come to the question of the hon. Member for Fylde (Mark Menzies) who wants to ask about Scotch whisky, so I ask for a bit of order.
Before I call the hon. Member for High Peak (Ruth George) to ask Question 1, I should inform the House that the text of the closed question tabled by the hon. Member for Lichfield (Michael Fabricant) relating to economic performance and public services in the west midlands—Question 5—has, in error, been omitted from the printed copies of the Order Paper. A corrigendum—that is a wonderfully clerkly word—has been made available in the Vote Office and copies are on the Table.
The Prime Minister was asked—
The Prime Minister can always look behind her. She has not succeeded in convincing many people. Yesterday, one Tory donor told the papers:
“Yesterday proved beyond doubt that”
the Prime Minister
“is not only weak but that it’s her incompetence that is hobbling the UK.”
He was not very kind about the rest of her Front Benchers either, describing them as a
“bunch of jellyfish masquerading as the cabinet”.
This is truly a coalition of chaos. At the start of the week it all seemed to be going so well: the Prime Minister had scheduled a lunch with Jean-Claude Juncker, followed by a press conference, and then was to return triumphantly to the House to present her deal. [Interruption.]
Order. Let me make it clear for the umpteenth time—[Interruption.] I know what is going on. I am grateful to the hon. Member for Bolsover (Mr Skinner), but I can look after these matters. No one in this Chamber is going to be shouted down. It will not happen. If people think that they can sit where I cannot see them and make a raucous noise, they are very foolish, because I know where they are and I know what they are up to, and it is not going to work—end of subject.
On the Prime Minister’s way back to Britain, someone forgot to share the details of the Irish border deal with the Democratic Unionist party. Surely there are 1.5 billion reasons why the Prime Minister really should not have forgotten to do that.
Order. I just politely observe that the Front-Bench exchanges have absorbed a disproportionately large share of the time, but I am determined to accommodate Back Benchers who are waiting to ask their questions.

Commons ChamberWill the Minister show the same level of commitment he has shown on the international level to the prevention and eradication of animal and livestock diseases—something that poses a grave threat to very rural constituencies such as mine?
Order. That is scarcely even tangentially related to the matter on the paper. What the hon. Gentleman is implicitly saying is, “I don’t really like this question, and therefore I’d like to propose the insertion of another in its stead.” It is ingenious to the point of being cheeky. A one-sentence reply of no more than 20 words from the Minister.
I will draw the attention of one of my hon. Friends in the Government to the hon. Gentleman’s question.
Order. I hope the Secretary of State heard that question amidst the clubbable hubbub. It is very important that the question be heard, otherwise the hon. Lady will have to blurt it out again.
If this answer is not satisfactory because I did not hear the hon. Lady’s question, please will she let me know? We are looking to refresh a number of schemes, including the International Citizen Service, and at what healthcare professionals and other professions can offer with regard to aid while enhancing their own personal professional development.
I notice that the First Secretary did not want to talk about patient care at his local hospital. Could the reason be that his local accident and emergency department, according to the board’s most recent minutes, has
“Severe staff shortages in medical and nursing staff”,
meaning that patient safety is being put at risk, and the only option to tackle those shortages is to cancel outpatient clinics? And it gets worse: there is to be a public meeting tomorrow to consider closing his local A&E for good—in other words, all the things he has been denying. What are you doing to our NHS? It is happening on your own doorstep. Is it not about time he got a grip?
The right hon. Lady’s grasp of the facts is pretty shaky. The meeting tomorrow in my constituency is about the strategic transformation plan. [Interruption.]
Order. Before the First Secretary replies, I am sure that the—[Interruption.] Order. I am sure that the hon. Member for Mid Bedfordshire (Ms Dorries) notified the hon. Member for Hampstead and Kilburn (Tulip Siddiq) of an intention to refer to her in this question—
She did not? Well, that was disorderly—[Interruption.] Order. Nevertheless, the question has been asked and it would be perfectly proper for the First Secretary briefly to reply.
Mr Speaker, you and the House will be aware that I can speak only on behalf of the Government. I can assure my hon. Friend the Member for Mid Bedfordshire (Ms Dorries) that Bangladesh remains an important human rights priority area for the Foreign Office and that we continue to raise allegations of enforced disappearances at all levels of the Government of Bangladesh. I think I should stop there.
Does the First Secretary agree that we do not need to break into the computer or iPad of the right hon. Member for Hayes and Harlington (John McDonnell) to work out that the half a trillion pounds that he wants to borrow will attract £7.5 billion of interest payments every year?
Order. The one difficulty with that otherwise ingenious question is that it bears no relation to Government policy, for which the First Secretary is responsible, and relates instead to the policies of the shadow Chancellor, for which he is not.

Commons ChamberWe have learnt today that Uber’s suppression of a database hack involving tens of millions of people is to be investigated, but there were 9,000 data breaches by the Government in a single year, according to the National Audit Office, although they notified the Information Commissioner’s Office of only 14 of them. Such contraventions clearly pose questions about our personal privacy and security. Given the scale of what is happening with the internet, action is clearly needed for further protection of the public. But last year the Government spent only—
Order. I am sorry to interrupt the hon. Gentleman, but we are very pressed for time. We need a sentence and a question. We have to press on because we have a lot of people to accommodate.
Last year, the Government announced that they had spent only £230 million of the £1.9 billion allowance that had been made. Will the Minister get on with spending that money to protect our citizens?
Donations to political parties show stark differences between our party and the Government’s. They are dependent on the ultra-wealthy few, while our party is powered by the many. In the light of the revelation in the Paradise papers that key Tory donor Lord Ashcroft was using offshore tax havens to shelter his wealth, will the Minister and his colleagues be accepting his donations to the Conservative party?
That is all very well, but unfortunately it does not in any way appertain to the Queen’s private estate, which is rather a different matter from the Conservative party. We will press on. Well done.
I am as confident as I can be that that is the case. If the hon. Gentleman can contain himself, we will all share in the secrets of the Chancellor’s Budget in about 35 minutes’ time. [Interruption.]
Order. There is far too much noise in the Chamber. The hon. Member for Huddersfield (Mr Sheerman) had to strain to make himself heard. Let us hear the voice of North East Derbyshire— Mr Lee Rowley.
The right hon. Lady’s predecessor blocked EU-wide proposals for a public register of trusts; again, Conservative MPs voted down Labour amendments to deal with tax avoidance.
When it comes to Brexit, this Government are a shambles. [Interruption.]
Order. Far too many Members on both sides of the House are gesticulating in a frenetic and, frankly, outlandish fashion. [Interruption.] Order. I say to the hon. Member for Na h-Eileanan an Iar (Angus Brendan MacNeil) that he should seek to imitate the Zen-like calm and statesmanship of the Father of the House.
I have much in common with Zen, Mr Speaker.
Seventeen months—[Interruption.] I understand that these days the Tory Whips are choreographing who shouts at whom in the Chamber—they are making a very bad job of it.
Seventeen months after the referendum, the Government say there can be no hard border, but have not worked out how. They say that they will protect workers’ rights but then vote against it. They say they will protect environmental rights but then vote against it. They promise action on tax avoidance, but vote against it time and time again. Once again, the Foreign Secretary has offered his opinion, as has the Environment Secretary, saying that “insufficient energy” is going into these Brexit negotiations—their words, not mine. Is not the truth that this Government have no energy, no agreed plan and no strategy to deliver a good Brexit for Britain?
May I take my right hon. Friend back to the question from the hon. Member for Bristol West (Thangam Debbonaire)? Quite apart from commending the quality of the BBC programme she mentioned, may I draw my right hon. Friend’s attention to the fact that global policy on drugs prohibition is beginning to change, in the face of the evidential failure of the policy since the 1961 UN single convention on narcotic drugs? Will she look at the evidence that will emerge from the United States and Canada on the legalisation and regulation of cannabis markets there, as well as decriminalisation in Portugal and elsewhere—
Order. We have heard the gravamen of the hon. Gentleman’s inquiry. We are a little clearer now and are immensely grateful.
When I was Home Secretary, work was undertaken by the Home Office on the experience in a number of countries and the different ways they approached the issue of drugs, but I am afraid that I have a different opinion from my hon. Friend on drugs, as would those dealing with people affected by drugs. I think of my constituent Elizabeth Burton-Phillips, who set up DrugFAM after the suicide of her son, who was a drug addict. I think of the work she is doing with families affected because a family member is on drugs, and of the incredible damage it can do to families and the individuals concerned. I am sorry but I take a different view from him. It is right that we continue to fight the war against drugs.
The hon. Member for Chesterfield has migrated a considerable distance from his usual place, but we look forward to hearing from him anyway.

Commons ChamberI thank the Minister for that answer, but I am afraid it is not very convincing or particularly reassuring. He knows full well that equality impact assessments have been conducted, as the Secretary of State for Scotland told me in response to my letter. The Secretary of State also said in his letter that if I wanted to access that equality information, I would have to make individual freedom of information requests for every single jobcentre. It is outrageous that the Government are covering up this vital information. They claim to value openness and transparency, but they refuse to publish information that should be freely available, no matter how much it shames them. I have in my hand an FOI request—
Order. I am sorry, but I need a single sentence and a question mark at the end of it. There is a lot of pressure on time. I apologise to the hon. Lady, but she is taking far too long. She must be very quick.
The Minister has one more chance to publish the information. Otherwise, here is my FOI request.
The hon. Gentleman will have seen a list of 111 powers and responsibilities—[Interruption.]
Order. Mr Linden, you are a most over-excitable individual. Calm yourself. I understand your interest, but the question has been put—[Interruption.] Order. There is no need for excessive gesticulation. Whether or not you like the answer, Mr Linden, you must pay the Secretary of State the respect of hearing it, preferably with courtesy.
This is all about grandstanding; it is not about the substantive issue of ensuring a transfer of very significant powers from the 111 powers that were listed to the Scottish Parliament. I believe in devolution. I am committed to devolution and I want to see the maximum number of powers transferred. The Scottish National party does not believe in devolution.
I take issue with the hon. Gentleman’s analysis of devolution. I have been in this Parliament to see through both the Scotland Act 2012 and the Scotland Act 2016, which have seen a significant transfer of powers to the Scottish Parliament. I am determined that Brexit will see a further transfer of powers and responsibilities to the Scottish Parliament. Of course, it will need to be done in an orderly way, which will be the purpose of clause 11 of the European Union (Withdrawal) Bill. We will work closely with the Scottish Government and Scottish Parliament to ensure that that transfer of powers is orderly.
We need to speed up a little bit: a very pithy question, I am sure, from Mr Stephen Kerr.
Does the Secretary of State agree that Scotland’s two Governments—the UK Government and the Scottish Government—should work together in co-operation to get the best Brexit deal for the people of Scotland?
The London School of Economics has said that a hard Tory Brexit will cost Scotland £30 billion, the Fraser of Allander Institute has said that 80,000 jobs could go and a former Department for Exiting the European Union official has said that Scotland will be get the hardest impact. The Secretary of State said at the Select Committee on Scottish Affairs yesterday that economic impact assessments are available for Scotland. Will he release them to the Scottish people so that they can examine them and know the full scale of this disastrous Tory Brexit?
Four times the Secretary of State has been asked to name a single power that will be devolved to the Scottish Parliament, and four times he has declined to answer. I see little point in asking him a fifth time, but let me ask him this: when will the Government publish a schedule setting out which powers will be devolved to the Scottish Parliament and which will not? [Interruption.]
Order. The hon. Member for Aberavon (Stephen Kinnock) really should not walk across the line of sight.
I am grateful for the apology. It was unfair to the hon. Member for Edinburgh East (Tommy Sheppard).
If the hon. Gentleman had not prefaced his question with those initial remarks, he would have asked a sensible question. I have set out that there is a dialogue ongoing with the Scottish Government in relation to the 111 powers. I set that out in much more detail at the Committee for which he was present yesterday, so I will not repeat what I said, but I am hopeful that, in early course, we will be able to publish exactly that sort of list.
I absolutely agree with my hon. Friend, and I share his disappointment. Through challenging times, the broad shoulders of the UK Government have supported the oil and gas industry to the tune of £2.3 billion. We have invested in surveying the seabed, established a new independent regulator and invested in developing world-leading infrastructure, research and technology through the Aberdeen city deal. [Interruption.]
These are very important matters affecting the people of Scotland, and I think we ought to respect them by having some attention to our proceedings.
I welcome the announcement last month of the Scottish Business Taskforce. Would my right hon. Friend like to expand on what its role will be with the oil, gas and sub-sea industries, which are predominately based around my constituency?
Only last week I hosted a meeting with local MPs to review progress. I am pleased to report that we are driving forward the innovative, cross-border borderlands deal and hope to agree a deal next year that will see investment to transform the local economies within the borderlands area. [Interruption.]
I want to hear the question and I want the people of Dumfries and Galloway to have the chance of hearing it.
There is a risk that the Secretary of State is prioritising the borderland deal over the Ayrshire growth deal. In a simple written question, I asked how many meetings he has had on the borderland initiative, with who, and on what dates. His answer was that he has had numerous meetings. Will he answer the question directly, or otherwise I will report him to the Procedure Committee again?
As I have said to the right hon. Gentleman, we have been making changes to the implementation of UC as it has gone through the roll-out, but let us be very clear about why we introduced universal credit. It is because it is a system—[Interruption.]
Order. Members are getting rather over-excited. The question has been put, and the answer will be heard.
We introduced universal credit as a simpler, more straightforward system that ensures that work pays and helps people into the workplace. Let us look at what happened in the benefits system under Labour. Under Labour, the low-paid paid tax and then had it paid back to them in benefits. Under Labour, people were trapped in a life on benefits for years. Under Labour, the number of workless households doubled, and Labour’s benefit system cost households an extra £3,000 a year. What the Conservatives have done is given the low-paid a pay rise, given the workers a tax cut and ensured we have a benefit system that helps people into work.
This is the answer that I have given not just three or four times in this PMQs but in previous PMQs: as we look at universal credit roll-out, we look at how we are introducing it. The right hon. Gentleman talks about what happened under Labour, and I am happy to talk about what happened under Labour—[Interruption.]
Order. There is far too much noise and finger pointing on both sides of the Chamber. The responses from the Prime Minister will be heard, as will the questions from the Leader of the Opposition and every other Member without fear or favour.
The right hon. Gentleman is talking about rolling out new benefit systems, but let us think about what happened when Labour rushed to introduce tax credits. I was not the only Member of Parliament who had people in my constituency surgery who had filled the forms in properly and given information to the authorities only for the Government to come back years later and land them with bills for thousands of pounds. That is what happens when you rush into a system rather than introducing it properly, as we are.
I note that the Prime Minister could not say anything about people being evicted from the private rented sector because of universal credit problems. The costs in the benefit system are being driven by low pay and high rents. In 2015, the then Chancellor, her former friend, promised a £9 an hour living wage. However, in the March Budget it was sneaked out that the Government’s minimum wage would reach only £8.75. The welfare state was not created to subsidise low paying employers and overcharging landlords, so will the Budget in November put the onus back—[Interruption.]
Order. Mr Hoare, I expect better of you. You were much better behaved when you were at Oxford University—what has happened to you, man? Calm yourself.
My question is this: will the Budget in November put the onus back on to employers to pay a decent wage so that workers can make ends meet?
The Government’s own Social Mobility Commission reported that low pay was endemic in the United Kingdom. One in four workers are permanently stuck in low-paid jobs. That is why Labour backed a real living wage of £10 per hour to make work pay. The Government do not really know whether they are coming or going. The Conservative party and the Government say they have full confidence in universal credit, but will not vote for it. They say they will end the NHS pay cap, but will not allocate any money to pay for it. The Communities Secretary backs £50 billion of borrowing for housing, but the Chancellor says it is not policy. The Brexit Secretary says they are planning for a no-deal Brexit. The Chancellor says they are not. Is it not the case that the Government are weak, incompetent, divided and unable to take a decision—[Interruption.]
Order. I said that the responses from the Prime Minister would be heard and the remarks of the right hon. Gentleman will be heard. You can try to shout him down and other Members can try to shout the Prime Minister down. It will not work. End of.
There are no systemic problems with UK migration. My right hon. Friend the Home Secretary is happy to meet the right hon. Gentleman to discuss the case he has raised, but it is absolutely right that the Home Office work to ensure that the immigration rules are properly applied and that action is taken according to those rules.
Order. All sorts of very curious hand and finger gestures are being deployed, each trying to outdo the other in terms of eccentricity and, possibly, of prowess, but I am interested in hearing the Prime Minister’s reply.
I say to my hon. Friend that we all recognise the importance of broadband and of fast broadband being available to people in our constituencies. He is absolutely right—the Members of the Scottish National party come down here and spend a lot of time talking about powers for the Scottish Government, but actually it is time that the Scottish Government got on with using their powers for the benefit of the people in Scotland.
