Commons ChamberFirst, it is interesting that the shadow Secretary of State did not bother to share any of that detail with the House in her speech. She was trying to avoid doing so, but I am very pleased that she has put those points on the record. Let us look at the three measures.
The first proposal is to ensure that the building trade pays its fair share of tax, which the hon. Lady said would raise £380 million. In fact, the Government are already cracking down on the use of intermediaries and contrived contracts, including in construction. The changes announced in the autumn statement in 2013 are already saving more than that amount, so the revenue that Labour says it could raise no longer exists.
The second proposal, to reinstate the stamp duty reserve tax charge, would place a £160 million charge on pensions; the Chancellor did not provide a tax cut for hedge funds. That means that the impact of Labour’s tax rise would fall on pension savers and retail investors. That is the same old Labour—balancing the books on the backs of pensioners.
The last proposal, to end the employee shareholder scheme, is even better, and Members will want to listen. Labour has pledged to reverse the removal of the spare room subsidy immediately, but in 2015-16, ending the employee shareholder scheme will raise no revenue for the Exchequer.
The House can see that the three measures are not going to pay for the Labour policy. If the country were unfortunate enough to have the hon. Lady in the position so ably occupied by my right hon. Friend the Secretary of State, I am afraid that when she walked in on day one she would already have a £500 million hole in her funding, and would have to find some other way of funding the payments. The Government have capped welfare, restored fiscal discipline and seen the first real fall in welfare spending for 16 years, in contrast to more unfunded spending commitments and going back to more borrowing, more spending and more taxing once again.
Does my hon. Friend share my concern about Opposition Members’ scaremongering, which may cause so much fear and concern, particularly among parents of disabled children, even though he and his colleagues have already put in place clear provision to make sure that disabled children get the support they need?
My right hon. Friend, who is very familiar with this policy area, is absolutely right. We have put in place clear policies for disabled children. As in the case highlighted by the shadow Secretary of State, discretionary housing payments have been put in place specifically for cases that are complex and cannot be dealt with under the rules. Ample protection is in place for the families who need it.
There is no clearer illustration of Labour’s reckless lack of control than housing benefit. Under the previous Government, housing benefit spending increased by nearly 50% in real terms, from £16 billion to £23 billion. If we had not reformed it, spending would have risen to more than £26 billion this year. We have brought that figure down by £2 billion, and last year saw the first real-terms fall in housing benefit for a decade.

Commons ChamberI will not follow the mixed metaphors about pies and pie crusts in the sky; I usually like them on a plate myself. The hon. Lady has a choice to make. I would much rather make it clear that we want to deliver this thing safely and securely. After all, we have listened to the MPA and we had the National Audit Office in to look at it last year. We took all the advice, and we are rolling it out in the way that it should be rolled out. I have to say—this is not arrogance—that I believe that future Government programmes will be best rolled out using the test-and-learn process that is securing these roll-outs. That is the right way. Let us get this safely and securely rolled out, not smashed to pieces like tax credits on day one.
I thank the Secretary of State for coming to the House to update us and explain exactly what the situation is with universal credit. Four million people spent most of the last decade trapped on out-of-work benefits. Universal credit is already giving people the opportunity to get back into work more effectively. Why on earth would a Labour Government want to halt these vital reforms for three months when a full roll-out has been approved by the Major Projects Authority? Surely we should be hearing from Labour Members how they would help us to support this being brought forward even more rapidly.
Of course it is legitimate, as it always is, for the Opposition to question this. All I am saying is that we have taken the decisions to ensure the security and safety of the roll-out. We will not take any decision unless it is clear that it is the right thing to do, and we want to deliver this safely and securely. The experience of those who are on universal credit is getting better. We now find that word of mouth from those groups is so good that people are going into jobcentres wanting to claim universal credit rather than be on jobseeker’s allowance.

Commons ChamberThe hon. Gentleman is a bit of a glass-half-full person. The 10% of people being helped through the Work programme is a significant improvement, and a significant number of people who go through Work Choice get into work. That is a very considerable record, and 116,000 more disabled people are in work this year than last year.
13. The Minister is right that when it comes to getting a job, personalised support is as critical to people with a learning disability as it is to anyone else. Will he support Basingstoke’s Mencap, which provides training and a jobs club, and in February a jobs fair, to help people with learning disabilities to find the right work for them?
I very much support my right hon. Friend, who is very knowledgeable about these matters, and congratulate Mencap in her constituency on its Aspire project. It strongly supports the work of the Disability Confident campaign in getting more disabled people, including those with learning disabilities, into work, and I commend it strongly.

Commons ChamberIt is a great privilege for me to be able to contribute to this debate, having worked in the Department for a number of years with my right hon. Friend the Secretary of State and the Minister of State, Department for Work and Pensions, my hon. Friend the Member for Thornbury and Yate (Steve Webb). I believe these reforms are one of the most important parts of the plan for this country’s long-term economic recovery, because they are helping to recreate the environment for work and enterprise, rather than disempowering people and writing them off to a lifetime on benefits.
I listened with disbelief to the hon. Member for Leeds West (Rachel Reeves). I expected a slightly more thoughtful contribution from her, so I was disappointed. These reforms were ducked by the Labour party when it was in government for 13 years. It had 13 years to put things right and missed the opportunity. I think it was clear to many Labour Members that things could not continue as they were. Indeed, as my right hon. Friend the Secretary of State has said, the safety net had become a trap. Labour saw that, but it simply did not have the courage to act. My right hon. Friend does have the courage to act and it is he and his colleagues who will make progress.
It is this Government who are creating the environment that has allowed for 2 million more people to be employed in the private sector since the election, but it is the welfare reform programme that has helped to make sure that the jobs that have been created can be taken by the people who were on benefits. Some 3.6 million people have been helped off jobseeker’s allowance, including through the Work programme. The benefit cap has also encouraged more people to take up those new jobs, and universal jobmatch is enabling 4 million daily searches.
The hon. Member for Leeds West is right to say that this Government inherited significant challenges, but if we are going to succeed we have the right team to make it happen. They are not just taking forward a set of practical measures, as outlined by the Chair of the Work and Pensions Committee; they are also overseeing a cultural change. My right hon. Friend the Secretary of State has not been afraid to talk about the role of work and its importance to families, as well as the corrosive effect of unemployment and intergenerational unemployment. The Labour party was perfectly prepared to sit back and see a generation of people trapped on long-term benefits. That is entirely inexcusable. It is this Government who want to consider what people can do, not simply disregard them for what they cannot do.
This debate would benefit from a few more facts being put on the table, particularly the fact that the overall spend on disability benefits will have been higher in every year up to 2015-16 than it was in 2010. My colleagues on the Front Bench are continuing to spend some £50 million a year to support disabled people. Under universal credit, the expenditure will increase by some £300 million. We will not write people off to a lifetime on benefits. We will provide the right support to help them get back into work.
We have not finished the job yet—there is a great deal more to do—and we will always have to make choices about the way that money is used, but we want to make sure that it is used for those who need it most. I am most pleased that that continues to be this team’s philosophy.
I am particularly concerned about the position in which many young people find themselves when they enter the job market. If we look at countries such as Spain, we see that the level of unemployment for many young people is pretty scary. Under Labour, youth unemployment increased by some 24%, but it has fallen under this Government. We should be proud of those figures and we should continue to make sure that they move in the right direction.
The future jobs fund failed so many thousands of young people and cost up to £6,500 per placement, but it simply did not provide young people with the long-term jobs that they wanted and expected. By contrast, when I visited my own local jobcentre recently I heard how, under the Youth Contract, work experience is enabling so many young people to get their foot in the door, to prove themselves and to convert the experience into a proper long-term job. That is the sort of programme we need more of, and I commend my colleagues for the work they are doing.
If the hon. Gentleman will forgive me, I will not; there is a time limit.
I urge my colleagues on the Front Bench to make sure that we do more to support more businesses to take on young people and give them the sort of opportunities I heard about at my local jobcentre in Basingstoke.
Time is far too short for me to make all the points I would have liked to make. The hon. Member for Leeds West said that this debate was about how we treated our fellow citizens, and I agree with her wholeheartedly. It is right that every one of our constituents is valued for who they are. It is important that we view them according to their abilities and do not simply write them off to a lifetime on benefits.

Commons Chamber5. What funding her Department is making available to ensure the final 10% of premises get access to superfast broadband.
The Government have committed a further £250 million to extend superfast broadband to 95% of UK premises by 2017. In addition, we are investing £10 million to find ways to provide superfast broadband to the hardest-to-reach and remotest premises.
I welcome my right hon. Friend’s answer. Many homes and businesses are indeed benefiting from superfast broadband, but important local employers are not, such as the Nare hotel on the beautiful but remote Roseland peninsula. What further assurances can she give such businesses on how they can expect to receive superfast broadband?
I know that my hon. Friend takes a great interest in this. I think she will be pleased that the existing £132 million Superfast Cornwall project is already delivering superfast broadband to 82% of homes in her area, and there will be further opportunities to extend coverage with the additional £250 million that we have announced. Projects in her area will clearly be eligible to bid for such funding.
I thank my right hon. Friend for that answer and for those assurances. In my constituency of High Peak, which is very rural, many farms and businesses are in the last 10%. They have many other below-spec utilities, such as poor electricity supplies, and it is crucial they get good quality, fast broadband. It is as important for the last 10% as it is for the first 10%.
As I am sure my hon. Friend knows, the Government are already investing more than £7 million in superfast broadband in Derbyshire, and the additional money that we have pledged—£250 million—will give further coverage in his area, but it will be up to the local authority to ensure that it is targeted in the right way. I am sure he will work with the local authority to ensure that that is done well.
More than a third of all new properties benefiting from superfast broadband are in Wales. Will the Secretary of State applaud the Welsh Assembly Government for their success in that area, and what does she think she can learn from Wales for England?
I thank the hon. Gentleman for bringing up the situation in Wales. Of course, the coalition Government are proud to have ensured that that funding was in place to make that happen for the people of Wales. As he will know, if it was up to the Labour party, all that the people of Wales would be receiving by now is 2 megabits, which would absolutely not have been right for businesses in his area.
There appear to be a large number of businesses and houses in my constituency, right in the centre of Edinburgh, that will not get superfast broadband in the foreseeable future. I have been in touch with the right hon. Lady’s Department, the Scottish Government, the council and BT, but nobody seems to be able to offer any hope that we will get superfast broadband. What is she going to do about it?
As I am sure the hon. Gentleman knows, it is important for the Scottish Government to address such issues. I was pleased to see BT pledge only this week to put an extra £50 million into exactly the sorts of areas he is talking about—city-centre areas where that is currently not commercially viable. I welcome that extra investment from BT.
18. While I obviously welcome progress on rural broadband, certain parts of my constituency, including the Lenches and Abbots Morton, are really struggling. Will my right hon. Friend meet me and key stakeholders in those areas to try to find some solutions?
My hon. Friend is absolutely right that we have to keep up the pressure to ensure that we have superfast broadband where it is needed for all the different groups that can benefit. Either I or the Under-Secretary of State, my hon. Friend the Member for Wantage (Mr Vaizey), would be delighted to meet her and her constituents, because we want to ensure, working with those providing this vital infrastructure service, that it is getting to the right people in a speedy manner.
The Secretary of State knows that 5 million people in rural areas still do not have broadband connection. Really, she must admit that the £10 million is just a stop—a sop, I mean—to divert attention from the devastating Public Accounts Committee report. Can she guarantee that the £250 million she mentioned will not all go to one provider, and can she explain how it is good value for money to pay £52 for a connection in a rural area but £3,000 for a connection in a super-connected city?
I am not sure that the shadow Minister had a total grasp of her question. Perhaps she needs to catch up with some of her councillors on the ground who have a better grasp than she does. I am particularly thinking of County Councillor Sean Serridge, a champion for digital inclusion in Lancashire—one of her councillors, I think—who has said that the work we are doing in his area
“is a great achievement and shows that we are well on the way to achieving our goal of providing 97 per cent of the county with superfast broadband by the end of next year.”
The difference between the hon. Lady and me is that we are getting on with it, while she is just still talking about it.
The hon. Member for Bishop Auckland (Helen Goodman) is clearly in a very jolly mood, and I hope that it is contagious.
We are all very jolly in Cumbria that 93% of our homes will be connected to superfast broadband by this time next year. The fact that 7% will not be and will have a minimum of 2 megabits per second download speed should trouble us, particularly when we realise that that means an upload speed of only 0.2 megabits per second, which causes serious problems for businesses in areas that are not connected. What can my right hon. Friend do to guarantee that the 7% of businesses and residences that do not have superfast broadband are helped?
My hon. Friend makes a really important point. That is why we have put in place a £10 million fund to look at how we can get to hard-to-reach places with new technology and new ways of doing things. He is right that superfast broadband is one of the most important infrastructure projects that this Government are putting in place. We are doing the hard work that the Labour party did not do when they were in government. The results speak for themselves: coverage in the UK is higher than in Germany, France, Italy and Spain and, what is more, our broadband lines are cheaper as well.
2. What discussions she has had with the Scottish Government on the clustering of betting shops and fixed odds betting terminals.
The UK’s cultural and sporting assets are of enormous value in cultural diplomacy. They enhance the UK’s influence, reputation and soft power around the world.
The 2012 Olympic and Paralympic games and the enduring success of the premier league ably demonstrate how British sport can put us on the world map. Does the Secretary of State agree that more can be done to exploit our sporting reputation through the British Council as a means of extending British influence overseas?
My hon. Friend is right to recognise the valuable role that London 2012 played in taking Britain’s image around the world. It is an enduring legacy. He is also right that we can do more, and the British Council, together with UK Sport and national governing bodies, can certainly do a great deal to enhance and strengthen our influence. The sports Minister, my hon. Friend the Member for Maidstone and The Weald (Mrs Grant), recently met the chief executive officer of the British Council to discuss precisely that.
What assessment has the Secretary of State made of the potential role of the UK’s cultural and sporting assets in advancing human rights, specifically lesbian, gay, bisexual and transgender rights? There is some evidence that in Africa and the Caribbean in particular things are going backwards on gay rights, not forwards. Surely some soft diplomacy on the issue could help.
The hon. Lady raises an extremely important point. We want to increase participation in cultural and sporting activities for all, and that is at the heart of the work that the Arts Council and Sport England are doing. She is also right to say that LGBT rights in particular have a natural partnership with culture, and I have been examining that, particularly in this, the year of culture that we have with Russia.
Does my right hon. Friend agree that soft power is all the more important in increasing understanding between ourselves and countries with which we may have differences of view? She has just referred to the forthcoming UK-Russia year of culture. May I invite her and the shadow Secretary of State to join me at the launch of that event in this place on 24 February, in advance of her attending the winter Olympics in Sochi?
My hon. Friend’s invitation is kind, and I will certainly see whether I am able to attend that event, although I think he will know that the games start next week.
I agree with my hon. Friend that there is a huge opportunity to utilise the role of culture in developing our relations with a whole host of nations. I was pleased to sign a cultural agreement with my counterpart on my recent visit to China, and in the past 12 months we have also signed a cultural agreement with South Korea. He is right that the UK-Russia year of culture will be an enormously important opportunity.
I have been slightly pre-empted by other Members mentioning the UK-Russia year of culture. It was reported in December that Sir Ian McKellen was advised by the Foreign Office not to travel to Russia because he is gay. How does the Secretary of State think we can use cultural diplomacy to overcome some of the issues with LGBT rights in Russia, and should we not use people such as Sir Ian and encourage him to go to Russia to make the case?
I am not aware that the FCO would make that sort of advice available to people, although it is obviously important that we advise people on security issues, as we do in relation to many nations. The hon. Lady is right to say that we can use culture and cultural links to advance many human rights issues. When I visited Moscow and St Petersburg in December to discuss the year of culture, I used that opportunity to meet a wide selection of human rights organisations, including those that support people on issues of domestic violence.
6. What plans she has to bring forward legislative proposals in respect of football governance and finance.
10. What steps the Government are taking to support the arts and culture in the UK.
Over the life of this Parliament, the Government are investing nearly £3 billion of public and lottery funding in the arts in England; £2.3 billion in museums; and more than £2.1 billion in our heritage. We are championing the role that culture plays in the economic, social and cultural life of our country.
Is my right hon. Friend aware that Harlow is the cultural capital of the east of England? [Interruption.] Oh yes. Not only are we officially a sculpture town where the family of Henry Moore reside, we are the birthplace of fibre-optic communications. Will my right hon. Friend come to Harlow to visit the excellent Gibberd gallery, Gatehouse Arts and Parndon Mill, so she can see for herself the excellence of art in Essex?
My hon. Friend is a doughty champion of his constituency. I will do everything I can to come and support the work he is doing to support culture and the arts in his area. We should recognise that culture, the arts and our heritage play an intrinsically important role in all our constituencies. We all have a duty to support them.
May I draw the Secretary of State’s attention to research, published today by the shadow Communities and Local Government Secretary, which shows that the most deprived communities will suffer the biggest cuts to their councils’ spending power? As council funding is even more important for the arts than central Government funding, this will have a massive impact on the arts in those areas, especially as they are the least able to mobilise philanthropy and people have less money in their pockets to spend on participating in the arts. With the lion’s share of Arts Council funding going to London, what will the Secretary of State do to back up councils and support their vital work in trying to ensure that the arts are for all and flourish in deprived, as well as well-off, areas?
The right hon. and learned Lady is absolutely right to say that it is important that every community has the opportunity to appreciate the importance of arts, culture and heritage, and that this is at the heart of the work of the Arts Council. She is right that some, perhaps less enlightened, councils are not investing as they should, and I hope she would join me in encouraging all to recognise the importance of culture and heritage, and support them through these difficult times. I would, however, pick her up on something. We are doing what we can to redress the situation we inherited. Some 70% of the Arts Council’s lottery investment now goes to projects outside London. Sir Peter Bazalgette has made it clear that he will be doing much more on that, but obviously we cannot change overnight the situation we inherited.
In 2004, English Heritage considered the question of disposal of all 44 bishops’ houses by the Church Commissioners and reported that the eight historically most significant, including the Bishop’s Palace in Wells, should be kept in use. Will the Secretary of State meet me to clarify what advice her Department has received from English Heritage on what is meant by keeping a palace in use, and whether, pursuant to English Heritage’s ongoing conversation with the Church Commissioners, that means being used by our bishops?
My hon. Friend raises an important point. The bishops’ palaces are an important part of our cultural heritage. I was in Wells recently meeting pupils of the Cathedral school benefiting from the music and dance scheme funded by the Department for Education. Wells has a proud tradition, and on this matter I will try to support her.
11. What steps she is taking in response to requests from local government for powers to prevent the clustering of betting shops and fixed odds betting terminals.
T1. If she will make a statement on her departmental responsibilities.
There is clear evidence of the huge value of the UK’s creative industries in the updated figures we released earlier this month, which revealed that they are now worth more than £70 billion each year to our economy. British creativity can be seen all around the world; so, too, can British sporting success, and next week I will be travelling to Sochi to support Team GB. I am sure the whole House will want to join me in wishing them good luck.
Given that tourism is vital to north Norfolk coastal communities and given that recent tidal surges have done substantial damage, will my right hon. Friend ensure that her Department liaises and works with the relevant local authorities?
My hon. Friend raises an important point. Tourism is a vital part of our economy. We have invested £137 million in our international GREAT campaign, but we also need to ensure that constituencies such as his, which have been hit by the recent problematic weather, receive support so that they can continue to be attractive tourist destinations.
T2. Will the Minister join me in congratulating Manchester on attracting a world-class game developer to the UK? PlaygroundSquad will train 60 young people a year—some of them from Oldham, I hope—to work in the creative gaming industry. Does he agree that Manchester’s vision to be a digital production hub is helping to establish UK plc as the creative capital of Europe, and that these developments and industries will sustain our economic recovery, not a return to growth based on consumer debt?
T3. Will my right hon. Friend confirm that the creative industries are now worth more than £70 billion to the UK economy, and would she care to comment on the success of the creative industries and what support the Government can provide so that they can continue that success?
I am delighted to say that, as we have already announced, the creative industries are now worth £70 billion to this country. It is one of the fastest-growing sectors. It is a little surprising that the Opposition are launching their second review into the creative industries—industries they said were at risk from global pressures—but I am delighted that the right hon. and learned Member for Camberwell and Peckham (Ms Harman) only last week endorsed our policies when she said that our creative industries were a huge success story. Perhaps that is the result of four years of a Conservative-led Government. We should not return to the idea of—
T5. One of my favourite bands is Muse. When I recently Googled “Muse MP3 download”, nine of the 10 sites listed were illegal. Is there something more that my right hon. Friend can do to encourage companies such as Google and Yahoo to remove those illegal sites from their listings?
I share my hon. Friend’s concern about sites that contain illegal material, and I raised that directly with Google when I visited it last year. The Government are acting decisively, particularly with the police IP crime unit, to remove payment facilities from illegal sites and to prevent advertising from appearing. We think more can be done and we will continue to press Google to play a full role.
T8. Will the Secretary of State confirm that one third of the superfast broadband is now happening in Wales not, contrary to his assertions, due to the Secretary of State for Wales, but due to Ken Skates the Labour Minister there?
I would gently remind the right hon. Gentleman that funding for these projects is distributed using the Barnett formula to make sure that Wales gets the share that it really needs. Of course we continue to work with the Welsh Government to make sure that that is done correctly.
T9. Does my hon. Friend agree that London is the premier tourist attraction for the whole world and, with a massive 63% of visitors to the UK coming to London, that that contributes directly to the UK economy? What more can she do to ensure that that is protected and enhanced for the good of the economy overall?
T10. The Secretary of State will be aware that the England cricket team ran into a spot of bother in Australia, and did not manage to retain the Ashes. Will she join me in congratulating the England women’s team, who did retain the Ashes in Australia this week, and who have given all English cricket fans a team to be proud of?
I welcome my hon. Friend’s question, and join him in congratulating Charlotte Edwards and her team on doing what the men could not do.
Further to Question 11, would it not be sensible to give councils the power to say that there must be no more gambling shops in their areas because saturation point has been reached? That would not mean stopping gambling shops per se; it would merely impose a limit which does not exist in planning legislation at present, whatever the Minister may think.
In Somerset, we now know which areas will not benefit from the roll-out of high-speed broadband. Some of them have been in the news over the past couple of days. When the Secretary of State distributes the funds that she has available for the last 10% of the population in rural areas, will she please not do so on the basis of an elaborate bidding system, and will she please not ask for match funding from rural areas, where it will simply never happen?
My hon. Friend, who speaks with passion about this subject, will know that we have already committed ourselves to spending an additional £250 million on starting to address that last 10%, and to an additional £10 million budget for the hardest-to-reach areas. We must of course ensure that the money is used wisely, but I agree with the hon. Gentleman that we need to use it to fill the gaps that the commercial providers simply cannot reach.
The outstanding Nottingham Playhouse faces threats, if not to its whole future, to its ability to commission and stage new work as a result of the Government’s local authority cuts. What is the Secretary of State doing to support councils such as mine which want to promote new work and new talent in our region?
1. Whether she plans to attend the Sochi 2014 winter Olympic games.
Along with the Under-Secretary of State for Culture, Media and Sport—my hon. Friend the Member for Maidstone and The Weald (Mrs Grant), who is sports Minister—I shall be attending the winter Olympics in Sochi to support our Team GB athletes. The sports Minister and the Minister of State, Department for Work and Pensions, my hon. Friend the Member for Hemel Hempstead (Mike Penning), who is Minister for disabled people, will also attend the Paralympics to support our Paralympic GB athletes.
I share my right hon. Friend’s concern about the protection of human rights for LGBT people in Russia. I have raised the issue personally both with Ministers and with non-governmental organisations, as have my right hon. Friends the Prime Minister and the Foreign Secretary. Over the coming months, Stonewall will be developing a programme of activities which it will seek to deliver to human rights defenders in Russia, to help them to support LGBT people in the country. Stonewall’s work is being made possible by support from our coalition Government.
Charming as the Secretary of State and the sports Minister are—[Interruption.] I did not mean to be patronising; I meant to be rude, actually. Charming as they are, would it not make far more sense to take a leaf out of President Obama’s book, and to include John Amaechi, Nicola Adams, Tom Daley, Gareth Thomas and Clare Balding in the delegation, in order to make the point that those who know what it is to enjoy the freedom to live your life as you want in this country have something to offer the rest of the world in Russia?
The hon. Gentleman will know that it is very important that Team GB see that the British Government are behind them every step of the way. I make no apology for the fact that the Minister for sport and I are going to the winter Olympics. I hope that the hon. Gentleman will join me in saying that the team have our very best wishes.
2. What assessment she has made of the feasibility of issuing non-gender-specific official documents to people who do not identify as a particular gender.
Non-gender is not recognised in UK law. The Equality Act 2010 protects people from discrimination if it arises from their being perceived as either male or female. We recognise that a very small number of people consider themselves to be of neither gender. We are not aware that that results in any specific detriment, and it is not Government policy to identify such people for the purpose of issuing non-gender-specific official documents.
There is a wider point to make. This week, when Hayley Cropper’s funeral takes place on “Coronation Street”, would it not be a good time for the Government to announce that they are taking further steps to reinforce and implement their transgender plan of action, and perhaps to consult on the format of official documents? When can we expect further thought on this matter and a statement?
I am sure that the hon. Gentleman knows that the Under-Secretary of State for Women and Equalities, my hon. Friend the Member for Maidstone and The Weald (Mrs Grant), and I regularly meet many different groups, including those that represent people of transgender. I gently say to him that, in some circumstances, the Government need to collect gender information to ensure that they target resources correctly and fund public services accurately, for example when estimating pensions. Gender information can also help with identification. That is why we continue to believe that it is necessary to collect that information.
Why will the Minister not follow the lead of Germany and Australia and enable parents to register their child as “x” when they are neither obviously male or female? That would remove the pressure to make a hasty decision on gender immediately after birth.
The hon. Lady will know that there are provisions for parents who face such challenges. Her Majesty’s Passport Office carried out an internal review of gender markings for passports. A copy of the review has been laid in the House so that Members may refer to it. It concluded that there would be no significant advantages to including a non-gender specification. Of course, we will continue to look at the matter. I am sure that my colleagues in the Home Office and other Departments that issue such documentation will have listened carefully to the comments that have been made today.

I expect Lord Justice Leveson to deliver his report by the end of the month. The inquiry team will make an announcement about specific times later this morning.
If the Leveson inquiry recommends an end to the current system of press regulation, will the Government rise to the challenge and help to create a system that will quickly gain the trust of the public?
My hon. Friend is right to identify trust as an overwhelming prerequisite for any solution to our problems involving the press. Certainly the status quo is not an option. The principles that will drive any solution are the need for an independent regulator, the need for tough regulation, and the need to do everything possible to preserve free speech.
Given that both the Secretary of State and the Prime Minister, who set up the inquiry, have stressed time and again the importance of giving Lord Leveson space in which to report and not prejudging the outcome, how helpful is it for colleagues of the Prime Minister, in the Cabinet and elsewhere, to make repeated comments in an attempt to undermine the report in advance?
I am grateful to the right hon. Gentleman for endorsing the importance of the report, and I join him in doing so. We must ensure that we look at the facts and the judgment of the inquiry. Comments expressing concern are coming from many quarters, but I urge everyone to wait and not to prejudge the findings of the inquiry, which will be forthcoming very shortly.
Does my right hon. Friend agree that we need to study Lord Justice Leveson’s recommendations very carefully, but that any decision affecting the freedom of the press is so important that it should be made only by Parliament? Does she accept that there is now almost total agreement that we need a new, independent regulator with tough powers, but that the decision on whether there should be any legislative back-up involving statute is of such huge importance that we need to be absolutely certain that there is no alternative before proceeding down that route?
My hon. Friend is right to talk about the importance of the freedom of the press, but we must also ensure that there is robust and full redress for victims. Those are the things that we must balance, and that is why I think that it would be entirely appropriate for us to have discussions, whether in the Chamber or elsewhere in the House.
I agree with Members who have said that this issue is of enormous importance. Like me, the Secretary of State had an opportunity to meet victims of phone hacking and press intrusion yesterday.
The hon. Member for Maldon (Mr Whittingdale) was absolutely right to say that this is a matter for the House. In that context, may I ask the Secretary of State whether she intends to make a statement to the House on the day on which the Leveson report is published, and also whether she will ensure that the Government provide an early opportunity for the House to debate it? I have already asked for cross-party Front-Bench talks, but this is also a matter of great interest and importance for Back Benchers in all parts of the House.
I thank the right hon. and learned Lady for the opportunity to clarify the position. She and I have already had discussions about this very issue. I hope that we will continue to have such discussions, and that they can involve the other parties as well. My right hon. Friend the Leader of the House will be able to make things clearer in his business statement later today.
The Secretary of State will recall that the Leveson inquiry started as a result of the phone hacking scandal. Is she aware of recent evidence that journalists were using information like a trading commodity, one of them picking up the hack and then passing it to another to disguise the source of the hacking? Will Leveson cover that aspect?
Obviously Lord Leveson has been looking at this issue in an enormous amount of detail, and criminal investigations are also in progress. I am sure that the specific issue raised by the hon. Gentleman, and indeed many other issues relating to the prevalence of phone hacking, will be dealt with in Lord Leveson’s inquiry report, which, as I have said, will be available very shortly.
2. When 4G network services will be rolled out in (a) England and Wales and (b) Central Bedfordshire.
3. What plans she has to ensure a suitable commemoration of the centenary of the first world war.
We have announced a series of measures to commemorate the centenary of the first world war. The Government’s programme will focus on the key themes of remembrance, education and youth. It will include national commemorative events, a major remodelling of the Imperial War museum, support for school visits to the battlefields and a special grants programme from the Heritage Lottery Fund to support young people in community projects.
I thank the Secretary of State for that. Does she agree that it is particularly important to support community projects, especially those such as the Step Short project in Folkestone, which is working to commemorate the lives of the 10 million men who passed through the fort, going to and from the trenches, during the first world war?
My hon. Friend rightly highlights the importance of local events, and I urge all hon. Members to examine the connection between their area and the first world war. It is by bringing it to life in this very local and personal way that we can give this commemoration the importance it needs. The Government are investing more than £50 million in projects such as the refurbishment of the Imperial War museum, but we will also be doing an awful lot more at a community level.
4. What assessment she has made of access to the arts in each region.
5. If she will bring forward proposals to reduce the BBC licence fee.
It is right that the BBC should play its part in making savings alongside all other public sector organisations. The Government have delivered a real-term reduction in the BBC licence fee by freezing it at its current level until March 2017.
I do not think the Secretary of State quite answered my question, but clearly we are not going to get a cut in the licence fee, as requested. May I make it much easier for her? The Secretary of State believes that everybody loves the BBC, so why make it compulsory to pay the licence fee? Why not just make it a subscription channel?
I would never want to fall out with my hon. Friend, but I think that is exactly what I did say: we have already brought forward proposals to ensure that the BBC licence fee is, in effect, reduced by freezing it. I hope that he will welcome that and, of course, we will always strive to ensure that the organisation brings forth value for money.
The Secretary of State will know that the BBC World Service is to be funded from the licence fee in due course. Whatever else happens, will she ensure that the World Service is not in any way jeopardised and that its ability to serve our national interest and to provide services to many viewers and listeners across the world is not reduced?
The World Service has a unique role to play in broadcasting on a global level. The hon. Gentleman can have my assurance that we will continue to value that in the future, though the changes to funding that have been made are important.
May I urge the Secretary of State to resist any calls for a reduction in the licence fee? The BBC has already faced significant cuts to valued services, such as local radio, as a result of the budget constraints. Surely this is just yet another attack on the BBC by its enemies, at a time when it should be focusing its attention on getting its own house in order.
There must be recognition of the fact that the BBC received £3.6 billion in licence fee in this year alone. My hon. Friend is right to say that we cannot put the quality and standing of the BBC anywhere other than at the top of the pile, but when it comes to ensuring that we get value for the significant amount of money coming from the licence fee payer, it is right that that pressure should be there.
6. What support her Department is giving to bids for the Tour de France to come to the UK in 2014.
7. What plans her Department has for a gender audit of public spending on sport.
The Department measures sport participation by gender via the Taking Part survey. In addition, Sport England’s Active People survey provides more detailed data on sport participation. Together, those provide a good understanding of the gender implications of public spending on sport. The Department has no plans to undertake a specific gender audit.
I thank the Secretary of State for that answer. The Active People survey shows that more than 2 million fewer girls and women than men take part in sport, at both weekly and monthly intervals, but 12 million say that they want to take part in sport. Is not it time we had a full audit of public spending on sport to find out what it is spent on and why so many fewer women than men take part?
The hon. Lady puts her finger on it. We know that there are participation issues, so rather than simply continuing to audit it, we are taking action. We already have our £1 billion youth and community sports strategy, which is looking at ways of ensuring that girls take part in sport, and the Active Women programme, a £10 million lottery programme aimed at getting women into sport. Of course, the most important audit of all was the Olympic games this summer, in which the very first gold medal was won by a woman, as indeed was the last. That is evidence that things are moving in the right direction, but clearly there is still more to do.
It is important to build on the success of the Olympics, particularly in participation, but the reason a survey is important is that we are seeing a drop in the number of girls involved in school sport, so there is a need to measure what is happening. I think the Secretary of State should speak with the Secretary of State for Education, who does not seem to like sport.
I can assure the hon. Gentleman that I speak regularly with the Secretary of State for Education on this and many other issues and to ensure that we continue the excellent work of the school games, which has done so much not only to improve girls’ participation in sport, but to help more disabled people get involved.
8. What steps her Department is taking to address problems with digital television reception in Baxenden.
9. If she will take steps to accelerate the repayment of moneys taken from lottery good causes funds to support the London 2012 Olympic games; and if she will make a statement.
The Government have put in place a new legal agreement with the Greater London authority ensuring that the £675 million that the lottery will receive from Olympic park land sales will be returned to the lottery earlier than previously planned.
The point is this: when? The Olympic delivery third quarter report stated that the centrally held contingency funding remaining in the package will be transferred to the national lottery distribution fund for the benefit of lottery good causes. Those good causes, which are being hit by Government cuts and squeezes in philanthropy following the recession, want to know when they will get the money and how much interest they will be paid.
I understand the hon. Lady’s concern with the plans that were put in place by the Government of whom she was a part and the timing of the programme we inherited. That is why we have made sure that the money will be repaid earlier. If she wants further details on that, which is quite complex, perhaps I can write to her.
Lottery funding helped the Olympics to generate unprecedented levels of enthusiasm in sport, and was one of the factors that brought together a community sport group, a school, a college, a local residents group and a developer in my constituency to create a sports park for all who live there. Will the Secretary of State agree to meet representatives of those organisations to see how we can make this dream a reality?
My hon. Friend rightly highlights the important role the Olympics played as a catalyst in making people aware of the importance of having the right facilities available in local areas, and we have made it one of the key parts of our legacy programme to make sure those facilities flourish. I would be happy to hear more about the initiative my hon. Friend mentions.
Taking money from lottery-supported good causes was about the worst possible way to pay for the Olympics. The Secretary of State now has the opportunity to put this right. There is a £377 million underspend. Will she now pledge to return that money to good causes as soon as possible?
I have to disagree with the hon. Gentleman. I think the role the lottery played in the delivery of the Olympics was absolutely right. He raises an important point, however, about rebalancing the lottery. As he will know, we have already put measures in place to do that and to bring forward this important repayment.
10. What assessment she has made of the progress of the rural superfast broadband programme.
12. What steps she is taking to increase the effects of tourism on the economy.
Tourism is a key priority for the Government. That is why we are funding VisitBritain’s biggest ever global tourism initiative, the GREAT campaign, which is expected to create 4.6 million extra visitors, £2.3 billion additional spend and nearly 60,000 jobs over the next four years. In addition, a major domestic campaign by VisitEngland is expected to create 12,000 jobs over three years, with £500 million extra spent by tourists.
Recent research has shown that tourism in Buxton in my constituency of High Peak generated a massive £72 million for the local economy. Does my right hon. Friend agree that this demonstrates not only the huge financial and employment benefits of an effective tourism industry, but the fact that these benefits spread out to surrounding areas and all parts of the local economy, even those that would not necessarily be associated with tourism?
My hon. Friend should not be surprised at that level of tourism in his area, given the fantastic international festivals, the wonderful Georgian architecture of Buxton and the way that it has inspired so much creativity over the generations. All Members of the House should be looking at the way that tourism can help to support their own local economies because it has such potential for growth.
What discussions has the Secretary of State held with Ministers in the Department for Transport regarding the needs of coach operators and the vital role that they can play in promoting tourism?
As I said earlier, the role of domestic tourism is more important at present than even international tourism so connectivity through trains, coaches and our road network is a vital part of making sure that we maximise that. I will take a particular look at any issues that the hon. Lady wants to raise with me with regard to coach travel because it is clearly an important part of the domestic market.
14. My constituency is the only place in the world to have given its name to an international game and we are working hard to derive an economic benefit from this by attracting visitors to the town. May I extend an invitation to the Secretary of State to join together her responsibilities for tourism and sport by visiting Rugby as it prepares for visitors during the rugby world cup, which is being held in England in 2015?
Again, my hon. Friend demonstrates the fact that tourism can play a role in a wide variety of towns—Rugby is, I think, the second largest town in the country. I will look carefully at any proposal to come and support the rugby world cup.
If one goes on holiday to Poland, France or Italy, it is nice to be greeted in the hotel by a receptionist who is from Poland, France or Italy. The same does not often happen in the United Kingdom. Is it not time that the British hospitality and tourism industries did more to enable young British people to get jobs in British hotels?
What is important is that hoteliers are able to use people who are best placed to support the visitors who stay in those hotels, whether those are young British people or people from other countries as well. I do not recognise the point that the hon. Gentleman is making.
17. In welcoming the Government’s tourism strategy, may I ask my right hon. Friend to say a little more about how communities who are close to major gateways such as Gatwick airport can benefit from tourism so that people can enjoy, in my local case, the fantastic entertainment and retail facilities in Crawley and the beautiful countryside of west Sussex?
It is right to point out that many areas of the country could be benefiting even more from tourism. That is why we are putting record levels of spend behind our domestic campaign to encourage people to consider Britain as the place for their holidays or short breaks.
T1. If she will make a statement on her departmental responsibilities.
As hon. Members will have noticed, my right hon. Friend the Minister of State is not with us for oral questions. He is currently in Rio de Janeiro leading a delegation to share London’s knowledge and expertise with our Brazilian counterparts, helping them to prepare for the World cup in 2014 and the Olympics and Paralympics in 2016—and, importantly, banging the drum for British business. With £70 million of contracts already won for UK companies in Rio, we are continuing to deliver an economic legacy for the UK from the most successful games of modern times.
Rio in November—it must be a hard life!
There is often lots of conversation about the difficulties of broadband access in rural areas. What can Ministers do to help people in urban areas such as mine, where in Rotherhithe, for example, people are not near the telephone exchange and broadband is therefore very poor indeed?
The right hon. Gentleman raises an issue with which many people in the Chamber will identify. Urban areas by no means always receive the sort of connectivity that our constituents want. That is why it is important that we have put in place not only the rural broadband programme to deliver better connectivity in rural areas but the urban broadband fund for our urban areas, which will ensure that London has some £25 million to achieve the improvements that he talks about.
The “Chance to Shine” survey published this week shows that the majority of parents who were surveyed—54%—said that since the Olympics their children have played less than two hours of sport and PE per week. Participation in sport in school is on the way down. The PE and sports survey published in 2010 told us that over 90% of schoolchildren were doing sport in schools. If we are to have any chance of instilling a sporting habit for life in our young children, we will have to start in schools. Will the Minister tell us what the Government intend to do to monitor what is going on in our schools?
The hon. Gentleman is absolutely right; we have to instil that habit of sport at the earliest age. As I have said before, I share his concern about participation levels among young people. We will be looking carefully at the findings from the “Chance to Shine” survey. I have already talked to him and to other Members about the school games, in which 50% of schools have participated, and through our youth sport strategy £1 billion is going towards supporting further participation. I hope that he will welcome those facts.
T2. The London Olympics and Paralympics were clearly an outstanding success delivered on time and within budget, with an outstanding performance by Great Britain. Now comes the long-term challenge of delivering the legacy. Will my right hon. Friend confirm the position as regards progress in dismantling some of the venues that are due to be moved elsewhere so that everyone can enjoy that success?
The decommissioning of venues is already well under way, with the transference of temporary venues to new owners, whether it is the volleyball courts or the beach volleyball courts that were just round the corner from here, from which the sand has been taken and used to create tens of new volleyball courts throughout London, including one in Wimbledon park.
T3. The Conservative party used to support a competitive telecommunications market. Why on earth are Ministers now establishing a new private sector monopoly in rural superfast broadband by simply handing all the Government subsidy over to BT?
T4. Given the importance of the high standards and diversity in our media, will the communications Bill include any Leveson inquiry recommendations on media and cross-media ownership?
We have always made it clear that we will take Lord Leveson’s thoughts and findings into account as we draw the Bill together.
T8. I recently attended Worcester’s Gheluvelt park for a moving service to mark the 98th anniversary of the battle of Gheluvelt, at which the Worcestershire Regiment stopped the Prussian guard and stabilised the western front. As the 100th anniversary of those heroic actions draws near, what can the Secretary of State do to ensure that local connections with the first world war will be properly recognised amidst the national commemorations?
An important part of the work that we will do to commemorate the first world war will be to ensure that every community, and indeed every individual, has the opportunity to find their own story, whether they have overseas connections or not. The Heritage Lottery Fund will be important in delivering the finances for that.
T5. We have talked in this Question Time about the contribution of schools to developing sporting activities among children. Schools are also key to developing creativity among children, and Britain leads the world in the creative industries. Will the Secretary of State meet the Secretary of State for Education to discuss the effect of the EBacc plans on creative subjects in the curriculum, and to ensure that creativity is part of our children’s education?
The hon. Lady needs to understand that the English baccalaureate has creativity at its heart. It includes English, maths, science, history, geography and languages, and will give students the opportunity to explore the heritage of this country’s literature. Sitting alongside that, the 123 new music hubs that have been established will ensure that creativity is at the heart of our children’s education.
There has been a huge increase in the number of betting shops opening in generic shopping units and the subsequent installation of the high-stake, high-price fixed odds betting terminals, which contribute to gambling addiction. Will the Secretary of State meet the Secretary of State for Communities and Local Government to agree a policy that places betting shops in a specific planning category to stop the increase in betting shops and high-stake machines? Will she carry out an investigation into the impact of those machines on gambling addiction?
On the final part of the hon. Gentleman’s question, we believe that there is a need for more evidence on the impact of gambling within society. We are collecting that evidence now and are looking carefully at all the issues that he raised.
I pay tribute to the Secretary of State, the Under-Secretary of State for Culture, Media and Sport, the hon. Member for Wantage (Mr Vaizey) and Ofcom for the auction arrangements, which satisfy all the mobile phone operators. However, will Ministers reassure the House that planning guidance will be put in place to enable mobile operators to introduce higher masts and bring about 4G roll-out much more quickly?
I was concerned by the Secretary of State’s answer to my hon. Friend the Member for Slough (Fiona Mactaggart). The Culture, Media and Sport Committee has been taking evidence in its inquiry into the creative industries. Every single witness has said that the Government’s plans for the EBacc will be devastating for the arts and culture. The Secretary of State must be the champion for arts and culture in government and must ask the Education Secretary to think again.
The right hon. Gentleman needs to understand that as well as Ebacc’s creative content, many things are going on around that in schools. The issue has been carefully considered by Ofsted, which assesses the cultural development of individuals in schools. That is at the heart of what we are doing.
4. What steps she is taking to ensure that the London 2012 Paralympic games leave a lasting legacy for disabled people across the UK.
The Paralympics were hugely successful. Now, we must ensure that we convert this success into an Olympic and Paralympic legacy that lasts beyond one great summer. The Government are working with Lord Coe so that the legacy programme delivers real and tangible benefits, including for disabled people.
The Paralympic games sent a tremendously positive message across wider society. Does the Minister regret, therefore, that the aim of achieving disability equality has been dropped by the Department for Work and Pensions? Is that not a completely contradictory message to send?
I know from personal experience that at the heart of everything the Department does is giving people an opportunity to play a full role in society and looking at people for what they can do, not what they cannot do. That is exactly what we should be doing to support disabled people into work.

Written StatementsDisability living allowance (DLA) and attendance allowance (AA) are paid to people with extra needs arising from their disabilities. These benefits are administered by the DWP. Where people are of state pension age and are receiving state pension or pension credit, it has become normal practice to combine the payment of AA or DLA with state pension and pension credit so that the customer receives one combined weekly payment of benefit. These combined payments are administered by DWP Benefit Centres and Pension Centres.
In 2007 errors of duplicate payments were found for AA and DLA. Action was taken at the time and assurances given to Parliament that the situation was resolved. In 2011, in support of the Departments strategy to reduce losses to public funds, DWP Accounting Services began running a new scan across its payment systems. This identified that a full solution had not been found in 2007 and as a result duplicate payments continued to be paid in approximately 1,600 cases. The rate of duplicate payment varies from £20.55 to £131.50 a week depending on the award of AA or DLA and the estimated total overpayment is £16 million It is extremely disappointing that this situation was not resolved in 2007 and that thorough monitoring was not put in place then in the light of the fact that mistakes had been identified now.
To rectify this, a monitoring programme has been put in place to ensure that there should be no further duplicate payments occurring in the future, and it is clearly right that these cases should now be corrected. However given the age and disability of the customers affected, we have considered carefully how we carry out recovery. Indeed 60% of cases have an appointee. Each case will be considered on an individual basis and customers will be contacted to explain our error. I will consider making ex gratia payments, in a small number of cases where we consider it inappropriate to withdraw the over provision of benefit. Based on information held by the Department the estimated cost of these payments will be no more than £500. 000 in a full year. I will also be writing to appointees to remind them of their duties to ensure correct payment.

Written StatementsI will shortly lay the 2012 Child Maintenance Command Paper (Cm 8399) entitled “Supporting separated families; securing children’s fixtures”. This paper will set out the details of the Government’s approach to the child maintenance landscape so that it is centred on supporting families.
For too long we have had a child maintenance system in this country that fails children, fails parents and fails the taxpayer. Half (over 1.5 million) of children living in separated families have no effective child maintenance arrangement in place despite a statutory system of maintenance that costs the taxpayer almost £500 million each and every year. There is little support for parents to work collaboratively and the present system provides little incentive for recalcitrant parents to take their financial responsibilities seriously, without the state incurring hefty enforcement costs. This has to change.
In January 2011, we published the Green Paper “Strengthening families; promoting parental responsibility; the future of child maintenance” Cm 7990 (available on the Department’s website at: http://www.dwp.gov.uk/docs/strengthening-families.pdf. The Green Paper laid out our ideas about how the new child maintenance system might look; placing a greater emphasis on supporting parents to make their own arrangements; continuing to provide a heavily subsidised statutory scheme for those unable to do so; and introducing service charges for the use of the statutory scheme to provide a financial incentive to collaborate.
The Command Paper sets out further details on the ideas put forward in the Green Paper and provides more on: services for separated and separating families and how we will support parents to work together including maintenance direct; the new statutory scheme and its revised methods for calculating maintenance; and the programme for closing existing cases and moving them into one of the options in the new approach. Evidence shows that children benefit when parents work together after separation and the Government’s aim, through all of the proposed measures, is to encourage collaboration between parents.
Working with the voluntary and community sector, I am committed to helping ensure better co-ordinated services for separated and separating families so that, where parents decide to separate, they receive the right information and support to help them maintain a collaborative relationship with each other, including agreeing maintenance arrangements, in the best interests of their children. I announced our intention to invest £20 million in this programme in January and today I am setting out details—plans developed with the support of voluntary organisations—of how this money will be used to support families including online, on the telephone and face-to-face.
The new statutory scheme, which will be branded the “Child Maintenance Service”, will be faster and more efficient, using annual gross income reported by HMRC. I am setting out today further details of the new scheme including maintenance direct and collection charges, to encourage parents to pay each other directly within the statutory scheme. I am also setting out the proposed levels of charges where people fail to keep up to date with their maintenance and require expensive enforcement action to secure payments for their children.
All existing Child Support Agency cases will be closed to offer clients the opportunity to think again, with proper support, about whether a family-based arrangement may be best for their children. I am setting out today further details on the proposed way in which this process of case closure will work.
Draft regulations governing charging and case closure will also be published. A 14-week consultation on these will begin next week.
I will place the impact assessments and draft regulations for consultation in the House Library. These documents and the Command Paper will be published on the Department for Work and Pensions’ website shortly.

Written StatementsUniversal credit has been designed to ensure that people are better off in work. The benefit will be for claimants both in and out of work, and will enable a smooth transition into work.
Universal credit will improve work incentives as financial support will be reduced at a consistent and predictable rate for claimants moving into work or increasing their working hours. People will generally keep a higher proportion of their earnings. The intention is that any work pays, in particular, low-hours work. Reducing the complexity of the current system and removing the distinction between in-work and out-of-work support, will make clear the potential gains to work and reduce the risks associated with moves into employment.
The new in-work incentives of universal credit mean that some current measures are not needed. To this effect, I am announcing today that the Government intend to end the following payments to prepare the ground for the introduction of universal credit. The payments will be removed beforehand to aid a smoother migration into the new system.
Job grant; a one-off payment made to eligible claimants who leave benefits to start work. Claimants must have been on benefits for at least 26 weeks.
In-work credit; a weekly payment made to eligible lone parents who leave benefits to start work. Claimants must have been on benefits for at least one year and can receive payments for up to 52 weeks.
Return-to-work credit; a weekly payment made to eligible claimants with a health condition or disability who leave benefits to start work. Claimants must have been on benefits for at least 13 weeks and can receive payments for up to 52 weeks.
Under universal credit, in-work support will be part of the benefit system. In this context, we do not believe that cash payments based solely on the amount of time a person has spent on benefit regardless of actual need make sense. Universal credit will provide in-work incentives to all who receive it rather than these specific groups and allow us to target help more effectively.
These payments will start to be phased out for new benefit claimants from October 2012; payments can continue into 2013 for those eligible. Further information will be made available shortly for those affected.

Written StatementsIn December 2010, the Government announced that the independent living fund (ILF) would not continue to run as a discretionary trust in parallel to the mainstream social care system. The system was poorly structured, leading to unnecessary complexity, duplication of some functions and an unjustifiable geographical variation in take-up. This was followed by the temporary closure of the fund to new users in 2010 when it became clear that insufficient funding had been made available to the fund by the previous Government.
The Government have committed to protect the programme budget for existing ILF users until the end of this Parliament in 2015 and committed to carry out a formal consultation on how support could be made available in the future.
In the care and support White Paper “Caring for our future: reforming care and support”, published this week, the Government have set out their plans for reforming care and support in England. This includes building on the progress that has been made in giving disabled people greater choice and control through the new legal right to a personal budget. It is in this context that we have considered how the future needs of ILF users can be met.
In a consultation document to be published today, the Government are proposing that funding is devolved to local government in England and to the devolved Administrations in Scotland and Wales from April 2015. This will ensure that the needs of all ILF users are met within a single cohesive statutory system in line with local priorities and local authorities’ broader independent living strategies. The Government recognise the role that the ILF has played since it was created for a transitional five year period in 1988, but believe that transformed policy context means that to maintain a parallel funding stream for the provision of care and support for disabled people would perpetuate inequity in the system.
The consultation will last for 12 weeks and be on a UK-wide basis given the implications of the closure of the fund for all parts of the United Kingdom. It will be important that we get the views of as wide a range of interested individuals and organisations as possible, in particular ILF users and their carers, their families, local authorities and the many organisations that support disabled people in living independently.
