Commons ChamberI thank my hon. Friend for his independent report, “Power To The People”, which focuses on competition in the regulated sectors. Through our strategic policy statement, we have instructed Ofwat not only to put the environment at the top of the agenda but to promote competition where that would benefit consumers. This year, we also instructed Ofwat to produce a competition stocktake. It published that in July and we are reviewing it.
I thank my hon. Friend for her kind words about my report on competition in all utilities, including the water sector, which was commissioned by the Government but, as she says, is independent. I am pleased to hear that we have now got a statement or a request—a demand, I suppose—that Ofwat introduces more competition. It is essential that we get dates and deadlines on introducing more competition and reducing the regulatory burden. Will she promise me that the Government’s response will aim for those dates and deadlines, so there can be no backsliding in progress towards helping my constituents with their water bills?
By putting competition on the agenda for Ofwat, we have already demonstrated that we mean business on this issue and we will respond to that report. Ofwat has already put an outcomes-based approach in its 2024 price review and it is already enforcing competition for the procurement of infrastructure. That demonstrates that we are going in a direction that I think my hon. Friend may be pleased with.
South West Water, which covers both my constituency and that of the Minister, has been given a one-star rating by the Environment Agency because of water pollution. It is clear that Ofwat cannot properly regulate some of the wayward companies that continue to pay out huge sums in dividends while failing our communities. Does the Minister agree with me that Ofwat should be abolished so that we can create a new regulator that actually has some teeth?
The answer to that is no. We are working very constructively with Ofwat. It can fine a water company that is found to be in breach 10% of its turnover. It has used fines, and Environment Agency fines have significantly increased over the last year as well. I am certain that working with Ofwat, so that it works with the water companies to bring them into line, is the right way to approach the issue, and that is what Ofwat is doing.
We are investing £5.2 billion over the next six years in flood protection to better protect communities across England. Some 35,000 properties have been better protected since April last year. Last week was Flood Action Week and we encouraged many communities to take note of whether they are in a flood area, as many people do not realise that; they can check that on the Environment Agency website. There are steps that we can all individually take. The EA has also taken on more staff, who are all funded and ready to respond whenever necessary.
In the last few weeks, with the weather getting wetter, I have been contacted by anxious farmers and residents in the Winmarleigh, Pilling and Hollins Lane areas of my constituency, all of which fall within the catchment of the River Wyre. What steps is the Minister taking to protect my constituents in Wyre against flooding before it happens and devastation is caused?
Our flood funding is funding 2,000 infra- structure projects across the country. There are three already in the hon. Lady’s constituency: two are about to get under way and one we do not yet have the date for, but all the work has been done. One of the key ways that we work with farmers is on nature-based solutions, so that they can take flood water if they have to do so. I am working closely with the Minister responsible for farming, my right hon. Friend the Member for Sherwood (Mark Spencer), on the environment and land management scheme, so that farms are also catered for to deal with water issues as well as food production.
Residents near Sleaford were horrified to find out that Anglian Water plan to flood a large area near Scredington, flooding their homes, their farms and their businesses. Apparently, this is to create a reservoir to provide water in the south-east of England. It is an entirely unsuitable place for such a reservoir: it is a large concrete-bunded, unnatural-looking structure. Will the Minister meet me so that we can ensure that this reservoir does not happen in this location?
We have already had a conversation on that and I am really happy to follow it up. We need water infrastructure in the right place, but we do need new water infrastructure, because we have to increase our water supply. We also need to tackle leakage and water efficiency. DEFRA is working hard on a combination of measures to make sure that people have the water that they need. I am happy to meet my hon. Friend to discuss that proposal.
I feel a bit like a jack-in-the-box this morning, Mr Speaker.
Environment Agency enforcement is at a record high, and its funding is closely monitored to ensure that it can continue to hold polluters to account. Last year, record fines were handed to water companies, making it clear that polluters will pay. The EA’s total budget this year is £1,650 million. I am always bad at reading out numbers and putting them into words. That is nearly 20% of DEFRA’s entire budget, including new ringfenced money for special enforcement activities, such as 4,000 more farm inspections and 5,000 more sewage treatment works inspections.
I have been dealing with an Environment Agency complaint from residents near a pig farm in rural Wakefield, which has been operating without the necessary licence for more than a year. However, I have seen delay after delay, with residents getting no anticipated timelines and no commitments to resolve the problem, leaving them none the clearer about when life can go back to normal. Can the Minister set out how she will ensure that the Environment Agency’s enforcement actions are fit for purpose so that it can protect our communities?
I have already heard about that particular incident, but I do not have all the details. I would be very happy if the hon. Gentleman would like to meet me. It has been conveyed that the farm is operating illegally, that the EA is involved, and that he has already met the EA and will meet it again, but I am very happy to have the details.
I understand that there are pressures with the prioritisation of any kind of enforcement, but in my constituency, in the village Borstal, we have been blighted with an illegal waste dump for a number of years. It is totally illegal, causing distress to residents and a blot on an area of outstanding natural beauty. Will my hon. Friend meet me to discuss how we can get the Environment Agency to take really swift action for something that has gone on for too long?
One never wants to hear examples such as that. Of course I will meet my hon. Friend to see what more can be done. We need to work constructively with the Environment Agency, because there is a protocol for what it does, and to get it involved with practical actions that can help.
It is a pleasure to welcome the Under-Secretary of State for Environment, Food and Rural Affairs, the hon. Member for Taunton Deane (Rebecca Pow) back to her place.
The Environment Agency has a heavy responsibility for environmental protection, especially investigation and enforcement of pollution incidents such as sewage dumping. However, the Government more than halved the agency’s environmental protection budget from £170 million in 2009-10 to £76 million in 2019-20, and that included the three years in which the current Secretary of State was a Minister. Last year, the budget was only £94 million. I know that the Minister had some issues with the number, but that number was mainly around capital spending on flooding, and we have seen a fall in the budget for environmental protection, which is hugely important to people around the country, especially those who live near rivers and seas.
Morale is at rock bottom at the agency, and vacancy rates are as high as 80% in some teams, with many breaches not being investigated or enforced. How does the Secretary of State and the Minister plan to resolve crippling staff shortages and get us back to where we should be?
First, I would like to put on record that we must stop doing down our Environment Agency, which does a great deal of really exceptional work, particularly on the areas I have already mentioned such as flooding. Its staff numbers have been consistent for the last three years at around 10,700 and enforcement is funded from the EA’s environment grant, which the 2021 spending review almost doubled to £91 million.
I am still bobbing; I feel as if I am back on the Back Benches.
We are the first Government to tackle storm overflows through the storm overflows reduction plan. We recognise the importance of bathing waters to the economy of coastal areas, with each visit adding approximately £12 to the local economy. Our strict new targets will see £56 billion-worth of capital investment over 25 years and we will eliminate ecological harm from storm sewage discharge by 2050. Our impact assessment on the storm overflows reduction plans provides evidence of the benefits to businesses and society of cleaning up the water.
People in coastal communities have seen for themselves the increasing sewage on beaches during 12 years of Conservative Government. Business owners have faced the consequences, with tourists less likely to visit. Will the Minister admit that cutting the Environment Agency budget was a mistake, and perhaps apologise to Environment Agency staff for those cuts and for making it harder for them to do their jobs? While she is apologising, will she also apologise to coastal communities for the damage done and tell us what the plan is to stop sewage discharges on our beaches?
I take issue with that question. Our bathing waters in England are a massive success story, with almost 95% achieving good or excellent status last year, the highest since the stringent new standards were introduced in 2015. I accept that there are issues, and the hon. Gentleman will know how hard we are working—harder than any Government ever before—to tackle storm sewage discharges, hence our reduction plan and all the targets we are setting the water companies. We will do it.
The Minister will be aware that two or three weeks ago there was a well-publicised spillage at the beach at St Agnes in Cornwall, where a large volume of brown material was expelled into the river. Many campaigners immediately leapt to the assumption that it was a sewage discharge and became very voluble about how disgraceful it was. Had it been sewage, it would have been disgraceful, but it was in fact soil erosion. That is in itself another problem, but we need to urge moderate language when we manage these issues. People should not immediately leap to a conclusion, but allow the Environment Agency and the water company to be clear about what has caused the incident.
I thank my right hon. Friend for raising that particular issue. Everyone jumped on the bandwagon, assuming that it was sewage, and it was proven not to be. That is why monitoring is so important and why this Government have set in place a comprehensive monitoring and data-gathering programme and project. We need that to sort out those issues, as well as all the other measures we have put in place.
Following consultations on the two schemes my hon. Friend mentions, intensive work is going on in the Department for Environment, Food and Rural Affairs to make all the schemes link up, because these are complicated issues. I can assure him that we are aiming to publish our responses to the outstanding consultations by the end of this year.
I hear that it was a lively debate, and I congratulate my hon. Friend on his campaign. We are actively encouraging more applicants for bathing water status, and I look forward to receiving the application for the River Nidd and discussing it with him. As I think my hon. Friend the Member for Copeland said in that debate, it is time to get your Speedos out.
There have been many warm words from successive Secretaries of State on saving nature. Many species may soon be extinct, including the red squirrel, the water vole and even the hedgehog. Two years ago, I was on the Environment Bill Committee, and much was made of new targets. The 31 October date for those new targets was missed. Can the Secretary of State be clear today: what is the date for publishing those targets and taking action on saving nature?
I welcome the Secretary of State to her place and, hopefully, will welcome her soon to Newcastle-under-Lyme to see Walleys Quarry for herself. As she knows, that major issue has been blighting the community for some time. Although the odour is getting better, we still have no accountability. There are two investigations going on—criminal and regulatory. Does she agree that it is imperative for the Environment Agency to bring those investigations to a conclusion as soon as possible so that my constituents can have justice and accountability?
As my hon. Friend knows, I cannot comment on an ongoing investigation, but I can confirm that the EA is continuing to work closely to regulate the operator and to consider appropriate action in compliance with the enforcement and sanctions policy. That includes ensuring that the operator continues to implement all the 20 or more measures that were recommended, which, I think he will agree, are starting to have a real effect.

Public Bill CommitteesI also congratulate the hon. Member for Neath on bringing forward this long-overdue piece of legislation. It fills in part of a broader plethora of animal-welfare issues, following, for instance, the Ivory Act 2018, which has started to roll back some of the ivory trade. We have lots of those practices globally, and it is important that both individual Members—such as the hon. Member for Neath—and the Government bring forward legislation to resolve them. The Labour Front-Bench team fully support this Bill.
One of the best tools we have in preserving animal welfare is the red list used by CITES—the convention on international trade in endangered species of wild fauna and flora—to identify animal species most at risk. The last three sharks and rays added to that list were all added due to the removal of fins. The silky shark, the thresher shark and the devil ray are all at complete risk of extinction due to the practice.
Hopefully, the UK passing this Bill will start to roll back some of that and can protect those three—and many other—shark and ray species. Once again, I thank the hon. Member for Neath and I commend the Bill.
It is a pleasure to serve under you, Mrs Cummins, and it is a pleasure to be back. What a wonderful first Bill to be back for; it is always great to be part of a Bill Committee where there is a general consensus—even with our Scottish friends—because we all agree that it is a good thing to do. It is exactly the sort of thing that we should be leading the way on.
I must thank the hon. Member for Neath for bringing forward the Bill and for all her work on this. Indeed, I thank the whole Committee, because I believe that its members all have some reason for being on it. Possibly they have had their arms twisted, but, individually, each of us has some feeling, experience or knowledge on the issue, and I genuinely think that that is very helpful. It just goes to show that we mean business.
Nobody disagrees that shark finning is a gross practice. It is cruel and unsustainable. In fact, listening to some of the comments this morning makes my stomach turn; it is pretty grim. In the UK, shark finning has been banned for nearly 20 years, but this Bill goes an extra step to ban the import and export of the detached shark fins and shark-fin products. It is the only way that we can be sure that we are not inadvertently fuelling unsustainable practices abroad. The Bill is fully supported by Government, and we will do all we can to support its swift passage.
I am proud of our strong marine track record internationally. I went to the UN ocean conference in Portugal just a few months ago, and it was clear that the UK is considered a world leader on a lot of this conservation action. I do not think that we talk about that enough at home—how we are really seen as leaders. I think that this Bill will be another example; people will be watching us and what we have done.
We have committed to the protection and management of shark species, and the Bill is another step towards that. To reiterate, when we say sharks, that also includes rays and skates. I went to the Birmingham National Sea Life Centre not long ago; I do not know if anybody here has been there but it is a wonderful place to see those creatures. The skates and rays were enormous creatures; they were sort of like underwater flying machines, really. To think that we cause them such damage really brings home why we need this Bill to protect them. As my hon. Friend the Member for Torbay so ably described to us, pulling off a creature’s fins inflicts a gross, cruel, painful and slow death. Sharks produce very few young compared with other fish, making them even more vulnerable if people carry out such practices on the scale mentioned by the hon. Member for Bootle. It affects their whole life cycle.
As we heard on Second Reading, the International Union for Conservation of Nature states that over 25% of sharks, rays and skates are threatened with extinction. Removing these top predators would have a catastrophic impact right the way down the food chain. This what my hon. Friend the Member for Chatham and Aylesford was really referring to. She has a great deal of knowledge in this area, particularly on dolphins. This is impacting the whole food chain.
We have heard some statistics. Something like 73 million sharks are caught I think annually—the exact sum is up for debate. A huge proportion of those—not all of them—would be affected by this, but a great proportion of them would have had their fins ripped off, so this is a really important step on our global journey on shark conservation. It will help us to consolidate our position as world leaders.
I want to touch on the point that was raised ably by the hon. Member for Leeds North West. CITES is holding its 19th meeting of the conference of the parties right now. I spoke to our team out there—it is in South America—and we are co-proponents of a proposal to list a further 54 shark species in the requiem shark family. The hon. Member named some previous species to be listed, and that group of sharks accounts for 85% of the global shark fin trade. I will name a few of them—I do not want to keep us here for hours—because includes sharks most of us never even think about, such as the tiger shark, the bull shark, the lemon shark, the spinner shark, the blacknose shark, the blacktip shark, the grey reef shark, the silky shark, the dusky shark, the blue shark, the copper shark. There are loads of them, and 54 species will now be on the list. That means they have to be controlled much more closely, and people will be given a permit to catch them only if that would not be detrimental to the survival of the species, so that is a really good move that our own Government are involved in right now.
I am grateful to the Minister for giving way and, through her, also thank the hon. Member for Neath for introducing this Bill.
That is indeed very good news. Will the Minister confirm that the Government will keep the level of the fines in this Bill under review because enforcement of this Bill will be important to deter the practice from happening altogether? Will the Minister assure me that enforcement against the import and export of shark fins will be important in the Government’s application of this Bill?
Of course, and I thank my hon. Friend for that good point. We have a paragraph in the schedule about the way the penalties work and the appropriate authority can revoke the exemption certificate if the right information is not supplied. The penalties are up to £3,000—actually, that is for providing inaccurate information about what they are doing. Of course, the whole system will be enforced by ensuring that Border Force and others know what to look for.
I want to highlight that it is leaving the EU that has enabled us to have this opportunity, and we have probably moved much more quickly than we might have done because, had we been in the EU, we would have had to get the agreement of all member states. That would potentially have been slow, so at least we have been able to get this matter taken forward in an individual Bill.
We have had widespread support for the Bill from non-governmental organisations. Organisations such as the Shark Trust, Shark Guardian, the Blue Marine Foundation and the Wildlife Conservation Society have done a great deal of work, for which I thank them. They have spoken to many of our MPs.
To wind up, I am so grateful to the hon. Lady for her work on this important Bill and, of course, to the Committee. The Government will do all that we can to support the Bill’s passage through both Houses and get it on to the statute books so that we can protect this iconic and critical species for generations to come.
I am blown away, as they say. Committee members cannot know how much their support means to me—I am getting quite emotional.
I will go through the greatest hits of thanks. I want to thank everyone present for their contributions and interventions. I also want to thank the Members who are not present but who spoke on Second Reading and enabled us to get to Committee. I will get straight to the point. For the record, this Government did not vote to allow raw sewage to be discharged into rivers. On the contrary, it was this Government, through a whole range of processes—in particular, six pages of clauses in the Environment Act 2021, which I was proud to bring through with the support of many hon. Members here—who put in place a comprehensive system for dealing with our sewage once and for all. We also set targets to reduce storm sewage overflows via the storm overflows discharge reduction plan, announced by the other former Minister, my hon. Friend the Member for St Austell and Newquay (Steve Double). We hope the current Minister—I welcome her to her place—will make sure we keep to the targets. In 2025, the Government have to report on progress. I agree with my hon. Friend the Member for Bexhill and Battle (Huw Merriman): I think we can bring forward the 2050 target and get rid of the impact of these overflows quicker.
We have to make sure that Ofwat, the independent regulator, does its job. It has had new guidance from the Government through the strategic policy statement to put the environment at the top of the agenda and reduce storm sewage overflows. It has to use its tools better than it did before. Water company executives should not be taking large salaries unless they reflect environmental improvement.
I welcome the new fines for polluting—that is great—but please could we make that money available, via a third-party organisation such as the National Lottery Heritage Fund, to communities and farmers in the catchments where the pollution occurred? I think that would be very popular.
Finally, this is much bigger than just sewage; we have loads of other things to deal with. The cocktail of pollution in our rivers is shocking, but the Government are on it. We have set new targets for nitrogen and phosphorus soil run-off. The Minister has to report back on those targets by 31 October, so no pressure. We agreed as a Government to publish those targets, and we would like to see them come to the fore.
Can we please deal with fatbergs and bring through mandatory clear labelling on what things are flushable? The hon. Member for Putney (Fleur Anderson) will probably comment on that. Finally, we need a more holistic approach to dealing with water: supply, demand, abstraction—bring it all together, Minister.

Our Environment Act addresses all the substantive points that the hon. Gentleman raised. As I said in my statement, Ofwat is currently consulting on an ability to regulate the dividends that companies pay and to link that to their environmental performance.
I would simply repeat that this is the first Government to prioritise this issue. These are long-term challenges. We could argue that the coalition Government, and Governments before them, could have acted on this issue and had a different strategic policy statement. There were Liberal Democrats in that Government. They chose to prioritise other issues, such as the alternative vote and Lords reform.
I will cry in a minute! Does my right hon. Friend agree that it is this Government who have prioritised this issue of tackling sewage discharges, with the monitoring, the reporting and the big investigation under way; and that, contrary to what we have heard from some Members, the Liberal Democrats actually voted against all those measures in the Environment Act? So they could have helped.
Crucially, would my right hon. Friend, who has himself done so much on this issue in the Department, agree that what is important now is that the regulator uses the power it has and uses its new directions; that the EA takes forward prosecutions following this intensive investigation; and that the water companies do not pay huge salaries if they cannot demonstrate that their house is in order?
I commend my hon. Friend for her role in progressing this agenda and for the work that she did on the Environment Act, which sets out all the new powers that we need to address this challenge. She is absolutely right: we introduced powers under the Act to give Ofwat new abilities to scrutinise and to change dividend awards. It is consulting on measures to do that now. It is because of the work of my hon. Friend and others in government and in the Department that we have the powers under the Environment Act to finally tackle this long-standing challenge.

Commons ChamberLike the hon. Member, I am determined to tackle the issue. We have already run a call for evidence to explore policy options for tackling wet wipes, including a possible ban on those that contain plastic. We have also sought views on mandatory flushability standards, mandatory labelling and an extended producer responsibility scheme.
I welcome the Minister’s response. Billions of wet wipes containing plastic are still being used across the country, causing environmental damage and blocking our sewers. The consultation finished in February and there is still no ban in sight. Will the Minister meet me to discuss the next steps towards achieving a ban?
There was a huge response to the call for evidence, and we are working our way through the details. We have to make sure that if a ban is brought in, it does not have knock-on effects that will cause similar problems. Even though other wet wipes might be deemed suitable to flush, they still get stuck in sewers, so we have to be mindful of that. I say to everybody, “If you don’t need to use a wet wipe, don’t—and don’t chuck them down the loo.”
Could the Minister expand on that answer? When are the results of the call for evidence on the proposals to ban single-use plastics likely to be published?
My hon. Friend’s question demonstrates the interest in the issue. I am just as interested myself, but we have to get the science right. We must not jump out of the frying pan into the fire, so we are exploring all options and the science behind them before we make an announcement, but I assure him that it will be made shortly.
My constituent Stephen, who is blind and partially deaf, has an assistance dog called Jodie. Stephen has told me that he is required to pay £160 for an animal health certificate and vaccines each time he takes Jodie to an EU country—
Anyone who has visited a sewage works such as Budds Farm in Havant or Bishop’s Waltham, as I have, can see the impact of wet wipes on the sewerage system. What more can we do now to raise awareness of the issues among the public so that only the three Ps are flushed down the loo?
I am a mother who did not use wet wipes. It is all about comms and education. If one has to flush, one should look for the flushability logo. My hon. Friend is so right, because 93% of sewerage blockages are caused by wet wipes, which then get fat stuck around them, causing fatbergs. The more we talk about not using them, the better.
The Minister will know that when there are overflow discharges into rivers from water treatment works, wet wipes are not filtered out. She will also know that the River Tame has a very high concentration of microplastics. It is of massive concern to me, as secretary of the Friends of the Tame Valley, that the trees along the riverbank are littered with wet wipes. What is the Minister doing, not only to get the message out about not flushing wet wipes down the toilet, but to clean up our riverbanks so that they do not look like a horrific scene from “The Nightmare Before Christmas”?
I can only agree that it is revolting. We are getting sewage overflows more frequently than we need because of blockages with wet wipes. It is slightly extraordinary really, but that is why we are doing all the work and that is why we have done the call for evidence. We will come up with some suggestions for what we propose to do very shortly.
We have a genuine focus on protecting and enhancing our peatlands, because that helps to tackle net zero and add to wider ecosystem services. We have an England peat action plan and a nature for climate fund, £4.8 million of which is to restore 3,500 hectares of blanket bog in the Pennines. That forms part of a bigger initiative working with the great northern bog.
I thank the Minister for that answer. The North Pennines area of outstanding natural beauty contains some of the largest areas of blanket peat bog in the UK. Peat can trap up to four times as much carbon dioxide as woodland. The peatland code provides a real opportunity for the voluntary carbon market to show it has quantifiable and additional benefits for the environment. What are the Government doing to highlight that and enable more environmental opportunities for areas of blanket bog peatlands, and ensure that environmental schemes are concentrated on where they can do the most good and not taking up—
My hon. Friend is absolutely right about the value that restoring peat can bring to us. That is why we have nearly 100 restoration projects across the UK registered with the peatland code, which he referenced, enabling the restoration of nearly 14,000 hectares of peatland. Through the natural environment investment readiness fund and the peatland grant scheme, we are also developing a lot of pipeline investing projects that will bring forward all the things he is highlighting.
Village halls are at the heart of so many rural communities, and I am absolutely delighted that we have launched the platinum jubilee village hall improvement fund. Just as a mark of how important I think village halls are, let me tell Members that, when our own village celebrated 50 years of its village hall, I wrote a song about it, which I am still being teased about.
I thank the Minister for not sharing that song with us.
As a former chair of my local village hall, I know how important village halls can be in connecting people of all ages. That was particularly evident during the pandemic. Village halls are generally run by small dedicated teams of volunteers who, unfortunately, are continually scraping around for the cash to keep them open. What more can we do to give easier and more sustainable funding to ensure that as many of these vital community hubs as possible can stay open?
My hon. Friend makes such a good point. I congratulate him on his former role, and all those who have been on village hall committees. That included my husband who regaled me with many tales of what was said at the village hall committee. Our platinum jubilee village hall fund will provide for many halls the support they need to modernise, upgrade, and put in new internet and so forth. We also have a grant to support Action with Communities in Rural England to provide support for village halls across the whole country with advice, including on other sources of funding.
This Government are the first to set out our expectation that water companies must take significant steps to reduce storm sewage overflows. Through the Environment Act 2021 we have set a legal duty on water companies to reduce discharges and enhance monitoring, and we have just consulted on the largest programme in history to tackle storm overflows. Sadly, the hon. Gentleman’s party voted against these measures in the Environment Bill.
The Environmental Audit Committee recently recommended that Ministers tackle water pollution by setting a stretching timetable for progressive reduction in sewage overflows. However, under the storm overflow discharge reduction plan, half the storm overflows would still be spilling untreated sewage in 2040. This is totally unacceptable to my constituents, who have every right to expect clean and healthy waterways. Will the Government show some ambition and commit to a target of 100% of sewage outflows in priority areas not causing ecological harm by 2030?
The hon. Gentleman has referred to the storm overflow discharge reduction plan, which we will publish in September. A huge amount of scientific research is informing this, and we have set a revolutionary system in place that will tackle these storm sewage overflows. We also have to be mindful of the cost of this on water bills, but we are certainly tackling the worst areas first—bathing waters and protected sites. We have a very sound system in place to deal with this once and for all, and the water companies have to clean up their act.
Windermere is England’s biggest lake, and the beautiful weather this week has attracted huge numbers of swimmers to its shores, but people are being advised by conservationists not to swim or let their dogs in the water due to the amount of raw sewage being pumped into it by United Utilities. However, the official figures report that the Environment Agency claims that the amount of untreated sewage has reduced and there were no spills last year. Will the Minister admit that the reporting system is broken and take urgent steps to ensure that there is reliable monitoring so that people can enjoy beautiful Lake Windermere?
I thank the hon. Gentleman for raising this issue, but that is why we have a very sound system in place through the Environment Act and through our directions to Ofwat, the regulator, to tackle this area. It is why event duration monitoring will be in all storm overflows by 2023. It is why we have such an important and comprehensive system of monitoring and reporting back on when these storm overflows are being used. It is why we are tackling the water quality above and below storm sewage overflows so that we can demonstrate what is happening and action can be taken—and action will be taken on the water companies; we make absolutely no bones about that at all.
Our landscape review highlighted that areas of outstanding natural beauty are often just as important as national parks to their local communities, as my hon. Friend is demonstrating. We will be working with the National Association for AONBs to better reflect AONBs’ significance through their name and their purposes, and we have allocated additional funding to support that this year. In terms of new AONBs, we are always happy to consider applications from interested parties.
With prices spiking for fertiliser and vital fuels such as tractor diesel, farmers in Lincolnshire face extreme pressure on cash flow. Does my right hon. Friend agree that giving farmers the support and confidence they need to plan for the future is vital to our food security?
Last Friday I was able to celebrate with the Environment Agency the investment of £45 million into flood resilience in York and the £38 million on the completion of the flood barrier. However, that came with a 17-year warning that unless investment is put upstream we could be here again by 2039. What steps is the Minister taking to address the upland resilience we need for the future?
I am pleased that the hon. Lady welcomes that funding on the Foss barrier; it is a tremendous project and well done to everyone involved. She also mentioned upstream work: we are investing £200 million in projects to investigate innovative and creative ways to deal with upstreams so we can stop the water before it gets to where it is causing the problem.

Commons ChamberI stand here not in my algal bloom dress but in what I think of as my biodiverse dress. I congratulate my right hon. Friend the Member for Ludlow (Philip Dunne) on securing the debate and thank him very much for all the work that the Environmental Audit Committee did during its inquiry into river quality. It is a very popular Committee of which both the shadow Minister, the hon. Member for Leeds North West (Alex Sobel), and I are former members. When the Committee comes out with a report such as this, it makes one sit up and take notice.
I am grateful to my hon. Friend for taking such an early intervention, but as she has mentioned the Committee’s popularity, it would be remiss of me not to point out to the House that, as a result of the election of our right hon. Friend the Member for Scarborough and Whitby (Sir Robert Goodwill) as Chair of the Environment, Food and Rural Affairs Committee, there is a vacancy.
I thank my right hon. Friend for pointing out the opportunity to do a little canvassing.
The report from the Environmental Audit Committee is extremely comprehensive. As my right hon. Friend said, we took careful note of it and took on board a great many of the recommendations made, which shows what a role a Select Committee can play when it is working constructively and well, and we are singing from the same hymn sheet of wanting to improve the quality of our water. We are taking extremely strong action on that agenda and this Government will not stand still. I expect to see change and to see it happen very quickly, and judging by the consensus on both sides of the House today, I believe we all share that view. This Government will not hesitate to take action if the measures we put in place do not happen.
I made water quality a priority when I became an Environment Minister. As the Environment Bill went through, we really strengthened it, with lots of input from Members on both sides of the House. We now have some really strong measures to tackle the unacceptable situation that has come to light. I make absolutely no bones about that. It is this Government who have, for the first time, set out in the strategic policy statement to Ofwat, the regulator, that water quality is a priority and the regulator must hold water companies to account for delivering affordable, secure and resilient water services. This Government have also made it crystal clear that water companies must significantly reduce the frequency and volume of discharges from storm sewage overflows, to the point where the Environment Act 2022, which is an exceedingly weighty tome, now has six pages on tackling storm sewage overflows alone. If hon. Members and hon. Friends have not looked at it, they should do. We have set out a plan that will revolutionise how water companies tackle the number of discharges of untreated sewage.
I thank the Minister for referring to the Act, but for the purposes of Hansard and the debate, can she say exactly where the stormwater will go if it does not go into the sewage works because the sewage works are overflowing into the river courses? What are the proposals for the excess flows into sewage works, because that is why they are discharging dilute sewage into water courses?
That would be a very long answer—I could write to the hon. Lady with all the detail in the Environment Act, because the whole system is geared up to reduce the sewage going into the pipes in the first place. The clean treated water from sewage works does get released back into the water course, which is why it is important to set targets on a whole range of aspects to do with water; we are not just talking about sewage and how that gets treated. Ultimately, that water goes back into our water courses and channels, which is why it is critical to look at every angle of it and every source of pollution, not just sewage, to stop that going into the water in the first place. All the measures that we have put in place will tackle that from all sides, but I am happy to send her more info on that if she would like.
What we are doing with the storm overflows plan is a game changer that will overhaul our whole sewerage system to tackle those overflows. We heard some great criticism, if I might say so, from the hon. Member for St Albans (Daisy Cooper) on behalf of the Liberal Democrats, but they voted against the amendments in the Environment Act that will improve water quality. Those amendments require the water companies to invest more in improving the infrastructure to prevent all that sewage pollution occurring, so it is a pity that they did not support them.
The hon. Lady mentioned a lot about monitoring, but she seems unaware of all the monitoring procedures and reporting procedures that are being put in place, such as the event duration monitoring, which was picked up by my right hon. Friend the Member for Ludlow. I urge the hon. Lady to look at what is being put in place, much of which is already starting. Indeed, all event duration monitoring will be in place by next year—it is happening now and it will happen increasingly. We are working on that and all the measures to make sure that it occurs. Water companies will also face strict limits on when they can use overflows, because they must eliminate the harm that any sewage discharge causes to the environment.
The Minister will be aware that our concern is that we should be banning those companies from allowing raw sewage into our rivers, not just asking them to reduce the amount. Where we have 2,300 hours of raw sewage discharge, reducing it by one hour does not achieve a huge amount. She has talked about the measures that she has been trying to take to encourage companies to invest, so does she agree that a sewage tax is precisely the kind of measure that her Government should consider?
Of course, we are hoping not that sewage discharges will be reduced by one hour, but that they will be reduced pretty much all the time, unless there is an absolute emergency. That is what the storm sewage overflows are there for and that is why they were put in in Victorian times, but they are simply not fit for purpose. That has come to light particularly through the investigation that the EA instigated, which is how we discovered lots of water companies putting up their hands and saying, “Actually, ooh, we’re not adhering to our permits.” We are now on their case, as are the EA and Ofwat the regulator, as a result of that detailed investigation. Certainly, there is a whole raft of measures that will tackle that.
Water companies also need to play their part in reducing nutrient pollution in rivers, which was mentioned by a few colleagues. Through our landmark Environment Act, we propose to set a legally binding target to reduce phosphorous loadings from waste water by 80% by 2030 against the 2020 baseline. That target will provide a legal driver to require water companies to further reduce phosphorous in the water environment, which will protect rivers and our precious habitats. We are also supporting farmers to reduce the nutrient pollution from agriculture.
My right hon. Friend the Member for Ludlow mentioned that all of our policies in DEFRA and, I would say, even more widely across Government—for example, the Department for Levelling Up, Housing and Communities forms part of this through its housing policies—need to link up. However, I believe they do, because there are measures in our environmental land management scheme and our flooding policy statement that all link to the water landscape, as they need to do.
We have almost doubled our funding for the catchment-sensitive farming programme, which provides farmers with advice on how to reduce pollution. We have increased that budget to £30 million from £16.6 million, and that will cover 100% of England’s farmland, up from 40% of its current coverage, with more catchment-sensitive farming officers.
We must recognise that the water environment faces many other pressures. I was pleased that the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) widened the debate, which is so important. Yes, we have worked very closely together, and I acknowledge that he, with an understanding of the whole landscape, has been supportive of many of these measures. Climate change and a growing population, especially in dryer parts of the country, are increasing constraints on our water supply. The Government have been clear in our statement to Ofwat that water companies and Ofwat must take a long-term and strategic view of the challenges ahead. Meeting our future needs must not come at the expense of the natural environment, and that includes reducing unsustainable water extraction from chalk streams and aquifers.
We will need a twin-track approach to secure resilient water resources. On the one hand, water companies will need to invest in new supply infrastructure where it is needed, and on the other, we will need to reduce demand for water, use water more efficiently and reduce leaks. We will actually need to secure an additional 4 billion litres of water a day by 2050, and half of that will need to come from reducing demand, as the hon. Member mentioned. By 2050, we expect to see leakage halved, because that is a big part of this, and to see average daily consumption at 110 litres per person, which is actually 30 litres less on average than we are each currently using.
My hon. Friend the Member for Wantage (David Johnston) mentioned a potential reservoir. I will not comment on that particular reservoir, but we will need—and we are putting in place—a whole raft of such measures. We will need new infrastructure, including new reservoirs to reduce leaks, and to use less water overall. Through the Environment Act, we propose to set a legally binding target on the Government to reduce use of the public water supply in England per head of population by 20% by 2037. This will be supported by mandatory water efficiency labelling and building regulations, and water companies must play their part in helping us to achieve that target.
Delivering on these ambitions does not come without costs, and my hon. Friends will be rightly concerned. A number of Members, particularly the hon. Member for Blaydon (Liz Twist), have raised the effect on the cost of living and how critical this is—and she is going to intervene on me.
I thank the Minister for giving way, and she has quite rightly picked up that I have referred to the single social tariff on a number of occasions. In February, she kindly wrote to me, as co-chair of the all-party parliamentary group on water. Can she tell us where we are on the proposal to develop a single social tariff?
I thank the hon. Member, and I did write to her; that is right. Obviously, the Chancellor has already announced a whole package of measures to help households with the cost of living, and we do expect the water companies to play their part. All water companies actually have social tariffs in place, as she will know, to support customers who struggle to pay their bills, and close to 1 million customers currently receive that help. My Department is exploring other measures that we may look at to improve this whole sector. I cannot give more detail now, but we are very aware of it.
I want to refer to some of the other excellent contributions to the debate. I am so pleased that my hon. Friend the Member for Southend West (Anna Firth) mentioned wet wipes. Shockingly, wet wipes make up 93% of the material that causes sewerage blockages. That is partly why storm sewage overflows are used so often: they are blocked up by wet wipes which have been chucked down the loo. [Interruption.] Yes, and there are horrified looks; I am sure Madam Deputy Speaker does not do that. The cost of dealing with that to the water industry is £100 million a year. We are considering options and we have consulted on what action we might take. It is also important to remember that wet wipes contain plastics.
The Minister is right about the scourge of wet wipes: they are plastic and they cause damage to ecosystems in our rivers and seas. Thames Water tells me that one of the costs to water companies is caused by the wet wipes in many of the sewers in our cities and towns combining with the fat illegally discharged into the sewerage system to create fatbergs. What is the Minister doing to stop the discharge of oil into our sewerage systems, such as incentivising caterers?
That is a horrible, graphic description, and we also need to make people aware that they should not pour fat down the drain; that causes huge disruption and cost. We have consulted on wet wipes: we put out a call for evidence and are now looking at what further action might be taken. Also, water companies are indeed raising the issue of illegally discharged fat.
It was great that my hon. Friend the Member for Devizes (Danny Kruger) talked about how wetlands and nature-based solutions are critical to cleaning up our water. We are increasingly using those solutions; the Government are encouraging that.
My hon. Friend the Member for Broxbourne (Sir Charles Walker) was as ever the angler extraordinaire—the canary in the coalmine as he calls himself—and I always listen when he speaks. Along with many others, he mentioned supporting a river recovery fund. My right hon. Friend the Member for Hereford and South Herefordshire (Jesse Norman), who has left his seat, also mentioned that, as did my right hon. Friend the Member for Ludlow, who raised as well the idea of pollution fines going to solving problems relating to water. We are working on a holistic plan for water; it is an interesting concept, and I hear what he says on that. He also talked about development consents and local authorities having no power to include infrastructure relating to water. Again I hear those comments; that is another valid point which I am happy to discuss further with him. In short, he has raised some important points in addition to the inquiry’s recommendations and, as ever, the door is open for us to consider them.
I thank all Members who have participated in the debate. I honestly believe this is a turning point for water. We have all had enough, and water companies must put the environment first—that is what the policy statement to Ofwat says. The message has been clearly sent that Ofwat must reduce the harm from storm sewage overflows. We will no longer stand poor performance from the water companies.
Almost everybody raised the issue of the enormous salaries and the dividends taken. It has been made very clear to Ofwat that that is no longer acceptable, and it has already started measures which came through in 2019 to make information on salaries and what they are based on more transparent. I think many colleagues commented that, actually, it is great to take a dividend or a big salary, but something must be shown for it. Our water is a precious thing and, without a shadow of a doubt, we should not be abusing it. We should be cleaning it up, and that is what the Government intend to do. I thank all colleagues for taking part in this extremely constructive debate.

That the Committee has considered the draft Agriculture and Horticulture Development Board (Amendment) Order 2022.
As ever, it is a pleasure to have you in the Chair, Sir Gary.
This statutory instrument, a draft of which was laid before the House on 29 March, will deliver a reformed and more accountable Agriculture and Horticulture Development Board, which will play an important role supporting farmers through a time of significant transition. While the instrument marks an end of the AHDB’s levy work in the horticulture and potato sectors, it also marks an important new beginning for how the AHDB engages with and delivers for other sectors, including cereals, oilseeds, beef, sheep, pork and dairy.
The draft instrument respects the outcome of the recent ballot of levy payers in the horticulture and potato sectors, in which more than 60% voted to end the AHDB statutory levy. It is clear from the ballot and industry feedback that the statutory levy mechanism is not meeting the diverse needs of horticulture and potato businesses, and a different approach is needed going forward.
It is important to highlight, however, that although the overall result of the horticulture ballot supported an end to the statutory levy, there are diverse views, with some subsectors such as soft fruit, tree fruit and mushrooms voting to keep a levy. I recognise the concerns of some growers about losing investment in important research and crop-protection activities that the AHDB levy traditionally funded. Therefore, while the draft instrument respects the ballot by repealing the statutory levy provisions, it also ensures that the horticulture and potato sectors remain in scope of the Agriculture and Horticulture Development Board Order 2008.
This means that any parts of the industry that want to continue to work with and fund the AHDB are able to do so on a voluntary levy or commercial basis in future. That enables the AHDB to continue to deliver legacy research and plant-protection services to those sectors during a transition period. I assure hon. Members that the Government continue to engage proactively with the horticulture industry to develop alternative industry-led funding models for research and development activities.
The Minister for Farming, Fisheries and Food, my hon. Friend the Member for Banbury (Victoria Prentis), who should have been moving consideration of the draft SI but was unable to do so, recently chaired a roundtable with industry to discuss that issue. She was pleased to hear that the industry is coming together to formulate new funding models, such as grower-led syndicate funding for priority crop research and development activities, and the potential for a voluntary levy to fund activities that require a more co-ordinated and long-term approach, such as for crop protection, pesticide application or horizon scanning for sustainable alternatives.
The draft instrument also marks the beginning of a new direction for the AHDB: an AHDB that is more accountable to levy payers in other sectors, including beef, sheep, pork, dairy, cereals and oilseeds. It also delivers a new duty on the AHDB, giving levy payers a regular vote on sector priorities. That is something that people particularly requested—they wanted a more regular say, and that will happen every five years. In future, therefore, levy payers will have more influence over AHDB sector programmes, and over how much levy will be raised and what it will be spent on. The whole thing will be more focused on what those paying the levy say they want.
The AHDB has been working hard to deliver that already through its “Shape the Future” campaign. That is where levy payers vote—as they have just voted—on the priorities that they want the AHDB to deliver over the coming months and years. That is a momentous step forward for the organisation, marking a turning point by putting levy payers right at the heart of everything it does.
I draw the Committee’s attention to a technical drafting point. As a consequence of removing the horticulture levy provisions, the draft instrument will broaden the definition of the horticulture industry in the AHDB order. The definition will now include the growing of a wider range of horticultural products by way of business. That will deliver more flexibility in future as it will enable more businesses in the horticulture sector to work with the AHDB on a voluntary levy or commercial basis if they wish to do so. To support such flexibility, the draft instrument also includes provisions to clarify that the AHDB can charge to cover the cost of services that it may deliver in future to any agriculture or horticulture business that is in scope of the AHDB order.
Those legislative changes sit alongside significant governance and cultural changes that the AHDB has already put in place to deliver a more inclusive democratic organisation that is in a stronger position to meet the needs of farmers. We all know how important that is, particularly right now, and the changes should set them up well for the future.
I thank those who have made an input to this debate. I very much welcome the support of both shadow Ministers—from Scotland and from the Labour Bench—and I agree that it is absolutely right that we respect this democratic vote. The Government said that we would, and we have done so. It is the right way to proceed, as is listening to the views of our farmers. That is critical, and one good thing about this tweak is that the farmers themselves will be much more involved in the research and the requirements they want from the levy, which, after all, they are paying.
I also agree that it is important that we equip our farmers—particularly in such times as we are facing—with the very best research, data and scientific advice. I believe that the AHDB has in the past done a great deal of that, but it will now be even more tailored towards our farmers so that they will get what they need and want to keep them in the globally leading position that they already hold. However, we must work on going forwards.
I recognise that there are concerns regarding the loss of £14 million of the annual levy funding for horticulture research and the need to retain skills and research capabilities in these sectors. We must recognise, however, that the one-size-fits-all approach—that is, the previous mechanism—is not working for the diverse needs of these sectors. That is why it is clear that we must listen, and their view in the ballot was to end the statutory levy contribution.
As I have previously highlighted, new approaches to funding horticultural research and crop protections are being worked on, including voluntary levies, subscription or membership models, and commercial agreements with the AHDB or other suitable organisations capable of co-ordinating and delivering applied research services for the industry. Obviously, many bodies do such work, such as the amazing UK Centre for Ecology and Hydrology, which I visited just this week. The work it is doing for a wide range of different industries in the farming and environment space is phenomenal, and East Malling and all the other research centres, such as the James Hutton Institute in Scotland, will all have their place.
The shadow Minister, the hon. Member for Cambridge (Daniel Zeichner), raised the issue of whether pooling the money would help the bigger industries, such as the beef and sheep sectors, more. I believe that the new approaches that are being worked on for horticulture and the potato industry will get around that, with smaller groups of individuals, such as those in the horticulture sector, able to get what they need out of the research. Voluntary levies have some advantages over statutory levies, which are classified as public money and are therefore bound by tighter rules and restrictions, as was outlined in the other place yesterday. Funding from voluntary levies can be used in a much more flexible way—for instance, to lever in match funding from other investment. Discussions with industry on those options are ongoing, with the aim of agreeing new industry-led funding models over the coming months.
I recognise the increasing importance of supporting our horticulture sector, particularly as we face the challenges of rising input costs. We are all looking at the opportunities and barriers that the horticulture sector faces in supporting sustainable growth and increasing productivity, especially given that sustainability, food security and so forth play such an important role. That includes looking at innovative ways of doing so, such as vertical farming. I have seen some of that myself; what can potentially be achieved is phenomenal, and we are looking at powering some of that with solar panels. The world seems to be really accelerating, with greater automation and other technologies that can help maximise crop growth and increase productivity, but we are also working hard to tackle the labour supply challenges that the sector faces.
I expected the shadow Minister to mention the seasonal worker visa, but he did not do so. That visa will be extended through to 2024, allowing overseas workers to come to the UK for up to six months to harvest both edible and ornamental crops. Some 30,000 visas will be available this year to cover this harvest period, which will be kept under review.
I am sure she will do that, but we will now go back to the order, if that is okay.
Thank you, Sir Gary, for keeping us absolutely on track. Of course, we are dealing with horticulture, and I hope the shadow Minister is pleased that there will be 30,000 visas to help that sector. I am absolutely sure that that case is being made for the whole horticultural industry.
I understand the frustrations expressed about the fact that reforming the AHDB has taken some time and has potentially come too late for people in the horticulture and potato sectors who have voted with their feet. There were delays, but those were due to the inevitable reprioritisation of work because of covid-19. Before the ballots were triggered, the AHDB had already started that journey of reform, including engaging with the horticulture and potato sectors on options for modernising the levy mechanism. Views across the sector on the statutory levy have, however, been very polarised, and agreement on a new statutory structure was not forthcoming before the ballot was called.
I will answer a couple of further questions. A point was made about the ongoing blight service and the aphid monitoring service, and I note that Scotland already has an arrangement to keep those going. We are in discussion with the Scottish Government and key bodies, such as the James Hutton Institute, on the impacts of the potato levy ending and on how Scottish potato businesses want to find key services. We will provide more detail when those discussions have concluded. I hope that answers the shadow Minister’s questions. I will be happy to write to him if there are any further details, but I think that covers it for now.
The shadow Minister also asked whether the draft order covers the devolveds as well. It has been made quite clear that it does, but there are varying degrees of involvement, depending on the sectors.
I would like to give assurances that the AHDB is fully committed to putting levy payers at the heart of its operations, and a significant change programme has now been implemented. A new skills-based board is in place, and at least 50% of its members are current or recent levy payers. Levy payers can now vote on the membership of the AHDB sector councils, making them more representative and accountable—that was raised and has now been dealt with. Additionally, the results of the AHDB’s Shape the Future campaign have just been published and can be assessed on the AHDB website. I think they came out yesterday, and they give important levy payer feedback. It shows that farmers value the work that the AHDB does to open new export markets, to educate consumers, to promote UK produce, to provide reliable independent data and market intelligence, and to provide products and services that help farmers to be more efficient, more profitable and sustainable. All the detail of what came out of the recent assessment is on the website.
This instrument provides much-needed certainty on the end of the statutory levy in horticulture and potatoes, enabling the industry to move on and develop new funding models that are better suited to their needs. Importantly, it also underpins the beginning of a reformed and more accountable AHDB to other levy-paying sectors, delivering value for money and supporting our precious farmers, whether they are in Wales, England, Scotland or Northern Ireland. We are making the whole system more accountable and delivering what our farmers really want and need. On that note, I commend this instrument to the Committee.

I commend the St Thomas More primary school pupils for going out, and it is wonderful to get our children out in the environment. It is interesting and perhaps disappointing that they found pollution, but the message to them is that this Government are absolutely on water and river pollution. Indeed, our new proposed target to reduce the amount of pollution in rivers such as the Wear in old abandoned mining areas by 50% by 2030 will make a genuine difference, as will our raft of other measures to tackle storm sewage overflows.

Commons ChamberThe Environment Agency routinely assesses pollution levels in the River Wear, and it is working with the Coal Authority and Northumbrian Water to reduce pollution. The EA will take the strongest enforcement action, where necessary, and improving water quality is a Government priority. Conservative Members voted in favour of a whole range of packages and measures to improve water quality; sadly, the hon. Lady and her colleagues did not.

The Government are investing a record £5.2 billion in a six-year flood defence investment programme running from 2021 to 2127. This will be invested in about 2,000 new projects and schemes to better protect 336,000 properties. In terms of the effect on the economy, it will save about £32 billion, which is really significant. Our 2015 to 2021 programme exceeded its expectations and better protected 314,000 properties.
I welcome the Government’s commitment to improving flood defences. I pay tribute to the work of Councillor Chris Sizeland, who has been working with me and local residents to tackle flooding around Chinley and Whitehough. In 2019 the town of Whaley Bridge was evacuated following a structural failure in the dam wall of Toddbrook reservoir. I am pleased to report to the House that the construction on the £16 million restoration of the reservoir is due to start next month. Will the Minister update the House on progress in implementing the recommendations of the Balmforth report on that incident so that we can get the tougher oversight needed to ensure that such incidents never happen again?
We all remember that event well, and I am pleased to hear my hon. Friend’s report that the reservoir has been made safe. Works were completed in 2019 and the long-term plan is under way. Actions to address 15 of the 22 recommendations made in the independent review after the incident are complete. In order to address the remaining recommendations, the EA will shortly publish guidance for reservoir owners.
The Minister will recall that earlier this year we launched “Connected by Water”, an innovative flood strategy for South Yorkshire that will protect thousands of homes and businesses. I am grateful to the Minister for her support. Will she commit to working with my successor as Mayor, whoever they may be, so that together we can draw down all the investment needed to deliver the plan in full?
We have been in regular touch about this, and this much wider approach to tackling everything connected with flooding is absolutely the right way. It is the direction that the Government are taking, including many nature-based solutions, and my door will always be open to speak to colleagues.
I agree that that is completely unacceptable, which is why the Government are absolutely on it with all the new duties under the Environment Act 2021 and our direction to Ofwat. We have just launched the storm sewage discharge reduction plan consultation, which will set out how we will revolutionise how water companies tackle sewage discharges. I must also mention the Thames tideway tunnel, which is due to complete.
I have been working closely with my hon. Friend the Minister for Farming, Fisheries and Food on this issue. I can confirm that Blackwater, in my right hon. Friend’s constituency, is one of 96 designated shellfish waters, which are designated to protect economically significant shellfish production.
Further to the questions from my hon. Friend the Member for Southend West (Anna Firth) and my right hon. Friend the Member for Maldon (Mr Whittingdale), the Environmental Audit Committee published its report on water quality in rivers, which was widely well received across the House. The Government are supposed to respond to a Select Committee report within 60 days. I granted an extension to 90 days. I think we are now at 105 days. Can we please have this report today?
I am well aware of that issue, as my right hon. Friend knows—indeed, I have discussed it with him—and I absolutely am chasing this up. If I could, I would get the response to him today, but it will come very soon.
Input costs in agriculture are at a tremendous high, including for feed, fuel, fertiliser, energy and wages. On that last point, the Home Office’s pernicious surcharge on growers of £10.10 an hour has no basis in reality. Will the Secretary of State explain what the Home Office is thinking, and will he come to speak to my local growers to see how they can make their way through this unnecessarily difficult situation?
Further to the questions about sewage, there are fears that dogs swimming in rivers will be poisoned by sewage. Will the Secretary of State make it mandatory for water companies to report on the number of dogs and animals poisoned in their rivers and name and shame the worst offenders?
We have been clear about our work to crack down on pollution in rivers. We have just launched our targets, which have all the details, and our storm sewage overflows discharge plan consultation. I recommend that the hon. Lady looks at and puts her views in.
Kingfisher Seafoods in my constituency is one of the largest producers of cockles and mussels in the UK. It has been awarded a grant by the Marine Management Organisation to move into depuration, but unfortunately, the equipment that they need to buy will not be available by the time the grant expires. May I urge the Minister to apply some of her good sense to the MMO to get it to work with Kingfisher on a solution to that?
