Thank you, Mr Hollobone, for your chairmanship today. My sincere thanks go to my hon. Friend the Member for Kingswood (Chris Skidmore) for introducing the debate on this important issue and to all hon. Members for their valuable input and contributions. My hon. Friend the Member for Kingswood is, as has already been said, a world-class expert in this area. His opinion is extremely authoritative; of that there is no doubt.
As the Minister responsible for arts, heritage and tourism, I am always heartened to see the passion and vigour that our nation’s heritage evokes. England—in fact, the whole United Kingdom—is fortunate not to have borne frequent witness, if one can put it that way, to the many pitched battles that have marked so many other landscapes worldwide, but that means that our historic battlefields are all the more precious and unique. Wherever they are located, historic battlefields provide an important anchor to the evolution of this country. They are a reminder of our past.
The conservation of historic battlefields is therefore integral to understanding this country’s heritage. They are currently conserved, of course, through our planning system. Their significance is highlighted by their inclusion in the register of historic battlefields, maintained by Historic England. For inclusion on that register, an historic battlefield must be historically significant and its location and boundaries should be well attested and beyond reasonable doubt. The determination of planning proposals that may impact on registered battlefields is the responsibility of local authorities across the country, unless, of course, the decisions are called in by my right hon. Friend the Secretary of State for Housing, Communities and Local Government. It is imperative that local decisions and solutions, tailored to the unique circumstances, are reached in a way that is accountable and accessible to local residents. It is a local issue prima facie and one that local authorities should be accountable for.
Any appeals to the planning process are made to the Planning Inspectorate and the Ministry of Housing, Communities and Local Government. While I am extremely interested in the future of our registered battlefields, it would be inappropriate for any Minister to comment on individual planning decisions at this stage. None the less, I want to assure hon. Members that the current scheme for registered historic battlefields is robust and affords these battlefields a good degree of protection.
The national planning policy framework indicates that local planning authorities should give great weight to the conservation of heritage assets of the highest significance, such as registered battlefields. Any proposals there may be should seek to avoid or minimise, wherever possible, any conflict between conservation and development. The NPPF indicates that substantial harm or the total loss of registered battlefields should be wholly exceptional. Where a development proposal involves less than substantial harm to such a battlefield, the relevant local planning authorities should weigh that harm against any public benefit of the proposed development. We have heard different viewpoints in the debate, which exemplify the issue of harm and benefit. Short-term benefits are not, were not and will never be an acceptable reason to damage our national heritage.
The aim of the register of historic battlefields is to ensure that reminders of our past are sustained and enhanced, to preserve them for generations to come. I am therefore delighted to report that, of the 47 registered battlefields, the vast majority—43—are not deemed to be at any risk at all. I am proud to say that, in the past two years, two battlefields have been removed from the list of those at risk, due to the diligent and effective collaboration between Historic England and local authorities.
I appreciate the Minister is delivering a speech. He had my speech in advance so that he was able to reflect on my points. I would be grateful if he would address some of the specific questions I asked of him in terms of being able to look at the expertise, because it is clear from my speech that Historic England does not have that expertise and that we need to restore the battlefield committee.
Given the allotted time, I will address those points in a moment.
Historic England offers its expertise pre-application and once a planning application has been made. In all instances, it ensures that a thorough and complete assessment of any risk to the battlefield is made and provides that advice to the local planning authority. It then lies with the local planning authority to make a decision.
My hon. Friend the Member for Kingswood spoke about the recent application to expand a test centre for autonomous vehicles near Bosworth battlefield. I reiterate that, while it is inappropriate for me to comment on local planning matters, I trust and expect that, in every case, the local planning authority will carefully balance the benefits of development against the harm. That said, I hope he will be pleased to hear that Historic England and Leicestershire County Council were able to agree a comprehensive new conservation management plan in 2013, which has helped to ensure development with limited public benefit has been avoided, while allowing improvements to the visitor centre and other features that enhance the historic appreciation of the battlefield.
I fully understand the concern hon. Members have for the other battlefields deemed at risk by Historic England. I want to reassure the House that Historic England has engaged with local authorities wherever our national heritage is under threat and continues to do so. While it is ultimately the decision of local planners, I commend the collaboration between Historic England and local partners that resulted in two of the at-risk battlefields—Stamford Bridge and the site of the first battle of Newbury—being removed from the register in 2016.
I note my hon. Friend’s comments on a possible review around the future preservation of historic battlefields, which I aim to discuss with my officials and Historic England. On his point about the previous existence of a register, the panel was amalgamated some years ago, which is why we are where we are now with the register of historic battlefields. So I think that issue is covered, but we will continue to look at it.
I will talk to my officials about my hon. Friend’s request concerning the Battlefield Trust’s role as a statutory consultee and ask them to discuss the proposal with colleagues in the Ministry of Housing, Communities and Local Government. Additionally, I am happy to look at the proposals for areas of national historic importance, and I will write to him about that.
I am conscious of my hon. Friend’s point about incremental change causing harm to battlefields and the point made by the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) about other sites. It is crucial that sites, including maritime sites, are respected, cherished and revered. While my hon. Friend is right to be concerned about incremental harm, the scale of proposed development does not mean that its impacts are downplayed.
I thank all hon. Members who have contributed to the debate. I have every faith that our historic battlefields will continue to be conserved in an appropriate and steadfast manner. Where issues arise, I expect local authorities will seek to conserve our treasured national assets and ensure they are protected for future generations to enjoy. I hope we can work together to conserve and advocate for these important, cherished reminders of our national heritage.

Commons ChamberIt is of course for each local authority to decide how to use the funding it receives to deliver its local services, including a public library service that meets local needs. We work across central and local government to encourage investment in sustainable library services so that they can continue to support local and national priorities and needs.
As the chair of the all-party parliamentary group on libraries, I have spoken to many stakeholders who are concerned by the lack of statistical clarity on libraries. Does the Minister agree with the research analysis published by his own Department that the most complete data on the state of the nation’s libraries—the Chartered Institute of Public Finance and Accountancy statistics—is flawed, and if so, what does he intend to do about this?
The issue of data as regards libraries is affected by the fact that libraries are the responsibility of local authorities—[Interruption.] Of course we still have a lot of data available, because local authorities continue to invest in their library services and their net expenditure has been more than £640 million. We continue to look at the data and at how we compile it with the assistance of local authorities.
Public libraries are community hubs and engines of social mobility, but book stocks in libraries in England have fallen by 15.1 million since 2010. What recent assessment has the Minister made of the effects of the Government’s cuts to local authority budgets on public libraries?
In fact, hundreds of millions of pounds are spent on libraries every year by local authorities. I have seen examples of this, including at the Halifax central library, the Storyhouse in Chester and the Oxfordshire county library. I have been travelling the country visiting libraries, and local authorities in many areas are investing large sums in their libraries because, as the hon. Gentleman says, they are centres of social activity. We do look at the quantum of books, but it is for the local authorities to ensure that their libraries are providing a comprehensive and efficient library service.
Will my hon. Friend join me in congratulating libraries across the country which, with the support of the Reading Agency and other partners, delivered another successful summer reading challenge? Does he agree that that initiative is a great way of encouraging young people to build their reading skills and to become regular users of their local libraries?
I join my right hon. Friend in support of that initiative. In fact, I went to the offices of The Beano, and I was given a few free copies that I am putting in the Library for colleagues. I helped to launch the annual summer reading challenge in July, and library services have encouraged children aged between four and 11 to develop their reading skills and their confidence, which is really important.
Due to the high costs of social care in East Sussex, we lost many of our libraries but, rather than having no plan B, a community group took over the running of the library in Pevensey Bay. Will the Minister do more to support community groups across the country, such as the one in Pevensey Bay, and would he like to bring his library card down to Pevensey Bay to check us out?
I congratulate my hon. Friend and the volunteers in his area on the work that they have done. The reality is that that is exactly what our civil society strategy is all about, and there are areas around the country that are doing just that.
The Minister has apparently been doing a tour of various areas, but has he been to Derbyshire? Has he had words with the Tory-controlled county council? Almost its first decision was to close 20 libraries in the county—a Tory-controlled council. Get something done about it.
I thank the hon. Gentleman for his question. The fact is irrefutable that Government support for libraries includes funding for the libraries taskforce and Arts Council England, and the Arts Council has made seven library bodies national portfolio organisations. The fact is that they receive—[Interruption.] The hon. Gentleman is asking me for dancing lessons, but that I cannot offer. However, that raises the point that libraries across the country offer a wide variety of activities. It is not just about loaning books; many social activities are taking place. We support libraries, and each local authority has the responsibility to maintain a comprehensive and efficient library service.
Northamptonshire faces the closure of 21 libraries, including well-supported libraries in Desborough and Rothwell. Will the Minister send in the Department’s libraries taskforce to give the county council the best advice on how those libraries might be saved, perhaps through the creation of a libraries trust?
As my hon. Friend knows, the matter is currently subject to judicial review. In respect of Northamptonshire, it would potentially be a conflict of interest for me to have responsibility for that situation, so the matter has been passed to the Secretary of State. However, I note, as my hon. Friend will know, that the council recently decided to pause its proposed library changes to give further consideration to its proposals for the service, and I am glad about that.
Given the announcement last week that RootsTech will hold a global event next October at the ExCeL in London—the first time the event has been held outside North America; it will be attended by 10,000 enthusiastic family-history professionals and so forth—what is the Minister’s estimation of the value of family history to the UK and to Scotland’s cultural economy?
As heritage Minister, I think family heritage is extremely important.
I thank the hon. Lady for her question. Wakefield has a thriving cultural and museums sector. I am looking forward to visiting the Hepworth, Yorkshire Sculpture Park and the National Coal Mining Museum. I am looking forward to a visit to Wakefield soon.
When it comes to superfast broadband, Scotland still lags behind the rest of the UK. Will my hon. Friend update the House on plans to allow Scottish local authorities to bid directly for UK Government funding?

Commons ChamberMuseums play an important role in our lives and in society. The Mendoza review of museums was published last November, and my Department is implementing its recommendations to improve support of the sector. The sector continues to be supported by more than £800 million of public funds.
Will the Minister do all he can to support my campaign to encourage national cultural institutions to engage with the Island, for education and regeneration purposes? Does he agree that the Island, with its unique relationship with the arts and sciences over the centuries, should be a perfect partner for many of those institutions?
I very much agree with my hon. Friend about the benefits of the Isle of Wight. I visited it last year, and Osborne House is just one of its many attractions. Arts Council England South West has identified the cultural development of the Isle of Wight as one of its key activities for 2018 to 2020, and we support that.
Happy midsummer’s day to you, Mr Speaker, and to everyone else.
It is wonderful that we have free museums, but is it not a fact that not enough kids from lower income families go to them? Is it not time we did something about that? The school holidays are nearly here, and most of the things that kids want to go to in London are very expensive.
Of course, it continues to be our policy that museums are free to enter. People of all backgrounds can and do visit them, and they are very busy during the holiday period. We always want to do more to increase access to museums, and that is a constant focus for me and my Department.
What are the Government doing to help the Glasgow School of Art, following its terrible fire?
I was struck by the awful tragedy of the fire at the Glasgow School of Art, and my heart goes out to everyone affected. It is my intention to visit it as soon as that can be arranged, and we are in constant discussions on the subject of how and if we can help.
I declare an interest as chair of the all-party parliamentary group on industrial heritage. I thank the Minister for meeting me to discuss our recent report. Does he agree that our museums need to give greater attention to the Royal Ordnance munitions factories in world war two, where so many women, including my grandmother, worked and made such a contribution to the war effort?
I enjoyed my meeting with the hon. Gentleman. Yes, indeed: there is a great deal to be gained by visits to ordnance museums and many other areas where women played an integral and key part during both world wars, and before and since.
The Minister’s meeting with the hon. Gentleman must have been a culturally up-market affair indeed.
The issue of where Channel 4 goes is of course a matter for it. Glasgow’s iconic landmark is well recognised. I know about Mackintosh’s work because there is a Mackintosh property in Northampton that is highly regarded. We will be looking at this. All options are open with regard to the hon. Lady’s point.
I call Andrew Rosindell. [Interruption.] Oh, what a shame—we were going to hear about more international sport being played in the UK. I hope that the hon. Gentleman is well, but I am afraid he is not here and we must move on.
The Government have secured hosting rights, I am pleased to say, for a number of major sporting events. That includes the cricket world cup next year, Euro 2020 matches and the Birmingham Commonwealth games in 2022. We will use national and local tourism agencies to ensure that we take advantage of all opportunities.
Rugby, the birthplace of the game, is proud that its visitor attraction, the World Rugby Hall of Fame, not only hosts an annual ceremony to induct the greats of the game but is a popular attraction for visitors from both home and rugby-playing nations around the world, with 18,000 visitors already. How is the Minister’s tourism strategy supporting such attractions? Will he accept an invitation to visit the World Rugby Hall of Fame?
I would be delighted to do so. My hon. Friend is quite right to draw the House’s attention to the World Rugby Hall of Fame, which is one of the many excellent attractions in the United Kingdom. There was William Webb Ellis, of course— no relation, which may surprise you, Mr Speaker. The Government are committed to boosting UK tourism, particularly outside London, and the Discover England fund does that. I would be very happy to visit or to meet my hon. Friend at any time.
The sports Minister, the Under-Secretary of State for Digital, Culture, Media and Sport, my hon. Friend the Member for Chatham and Aylesford (Tracey Crouch), and I do care a great deal about this, as does the Secretary of State. The reality is that we want to get as many events as possible outside London and across the country. We are always looking to do that, and we continue to do so.
Mr Speaker, if you were to attend the Astwood Bank carnival on 15 July, you would see the sport of Viking fighting and horseman stunts being contested on the field. This brings in 5,000 people from all over Worcestershire. Does the Minister agree with me that these local events are very important for our communities? Will he congratulate the organisers, and what more will he do to ensure their success?
I certainly congratulate the organisers of that event, and of course those of the many other events that take place around the country. I cannot accept every request to take part in all these events; nevertheless, I will do my very best.
It sounds like a most magnificent event, but I should gently point out to the hon. Member for Redditch (Rachel Maclean) that it is the men’s singles final at Wimbledon that day.
Actually, huge investment—an unprecedented amount—has gone into the railways. Our tourism figures are up—they are up vastly on previous years—and they continue to rise, so I do not accept the premise of the hon. Lady’s question. We work very hard to encourage as much tourism as possible, including sports tourism.
Wakefield has a flourishing cultural sector, which is reflected in the high-profile work of local heritage arts and museum attractions, such as the Hepworth and the Yorkshire Sculpture Park. My predecessor, the Economic Secretary to the Treasury, my hon. Friend the Member for Salisbury (John Glen), visited Wakefield in December 2017, some six months ago.
That is very good news, but may I encourage the Minister and his colleagues to make either a ministerial visit or a family visit to the Coal Mining museum, which celebrates its 30th birthday this year; the Hepworth, which is launching its new surrealism exhibition by Lee Miller this evening—I will be hot-footing my way up there after these questions; or to the Yorkshire Sculpture Park, where Her Royal Highness Princess Anne has just launched “The Coffin Jump” by Katrina Palmer, which celebrates the heroism of the women volunteers of the first aid nursing yeomanry in world war one?
What a walking, living advertisement the hon. Lady is for her constituency and her area. I know that my right hon. Friend the Secretary of State visited it with his family recently.
That’s because there is nothing to see in Suffolk!
I did not hear that! We certainly value Wakefield and everything it has to offer. We will certainly keep it in mind for future visits.

Two fires in the last three months have destroyed three listed buildings in Glasgow, and over 100 listed buildings in Glasgow are at risk, so will the Minister engage with the Treasury and ensure they restore VAT relief on the renovations of listed buildings in this country?
Of course tax is a matter for the Treasury, but we are always looking at ways to protect and conserve our historic and heritage buildings; they are crucially important to all of us and we will always look to do that.
Redditch is only about 20 miles away from Coventry which is due to be the city of culture. What are the Government doing to ensure that Redditch also benefits from this fantastic event?
The UK city of culture, Coventry 2021, is going to be a fantastic thing for Coventry and also for its environs, including my hon. Friend’s area, and we know from Hull, and we will see in Coventry, the tremendous effects of the UK city of culture.
Fewer than 2% of people who have a problem with gambling receive help, yet this industry is worth £13.8 billion and only £10 million of it went into helping them. Is it not time for a levy?

It is a great honour and pleasure to serve under your chairmanship, Sir Graham. You may be forgiven for thinking that you have been presiding over a constituency candidate selection process, with everybody speaking so eloquently and passionately about their own area, but at least it was not a beauty contest, because that would have been very difficult for you indeed.
The first thing I want to do, of course, is to thank the hon. Member for Glasgow South (Stewart Malcolm McDonald) for introducing this debate on Channel 4’s relocation proposals. He spoke eloquently, as he usually does, and passionately about his constituency and his home town, where he was born and brought up, as did all the other Members who spoke about their own local areas this afternoon.
That includes the hon. Member for Birmingham, Northfield (Richard Burden), who powerfully extolled the virtues of Birmingham and the west midlands, including the impressive transport links, and the hon. Member for Liverpool, Riverside (Mrs Ellman), who is always very persuasive. She asked questions that I will come to in more detail in a moment. However, this is of course a matter for Channel 4; it is Channel 4’s process. It is not a matter for Ministers. It is an ongoing process, it is well-publicised and we will work to ensure that Channel 4 delivers on it.
The Government were very happy to reach an agreement with Channel 4 earlier this year for it to increase its regional impact. As Members from across the House have said, that is very important. We also want to protect and enhance this important public asset, to make sure that it has a bright and sustainable future in a fast-changing broadcasting landscape. We are conscious of that and it is what we want to do—to support Channel 4 in that endeavour.
The Government have long been clear that Channel 4 should have a major presence outside London and should increase out-of-London commissioning. There is an awful lot of talent out there, outside London as well as in it, and as a publicly owned public service broadcaster Channel 4 should do more for the entire nation, and should represent and reflect the voices of those who live outside the capital city. The Government are committed to that aim and to spreading opportunity throughout the United Kingdom, and we want Channel 4 to be a part of achieving it by stimulating creative and economic activity right across the country.
Last year, we ran a public consultation on the future of Channel 4. An overwhelming majority of respondents agreed that Channel 4’s regional impact would be much enhanced if more of its activities took place outside London and more of its staff were based outside London. I think we can all agree that it is not right that at the moment only 3% of Channel 4’s staff are based outside London. Public service broadcasting should mean serving the whole of the United Kingdom, not just those in the capital or indeed those in the bubble of Westminster.
Channel 4 spends around twice as much on programming made in London as it does on programming made in the rest of the United Kingdom combined. Its physical concentration in London is reflective of a wider trend in the broadcasting and production sector, where we have not hitherto seen an even distribution of growth. Although only 20% of the population of this country live in London and the south-east of England, over two thirds of UK producers are based there. It goes without saying that that limits the spread of jobs, prosperity and opportunity outside the capital in all our wonderful geographical locations, and also limits the representation of local views and local interests on television. People seeking to work in the media should not feel that they have to move to London to do so.
Channel 4’s series of proposals, announced in March, will help to reverse that trend. Channel 4 agreed to establish a new national headquarters in the nations and regions, with 300 staff outside London, including key creative decision makers. That number will also rise over time. Moreover, Channel 4 will establish two other smaller creative hubs across the UK. As a consequence, its London footprint will reduce and its headquarters in Horseferry Road will become its London HQ.
Channel 4 will also increase its out-of-London commissioning—this is very important—to more than 50%, stimulating the creative economy across the country. Channel 4 estimates that this will lead to £285 million more in spending out of London than is required by Ofcom. Channel 4 will strengthen its regional impact on screen by becoming the first channel to co-anchor its evening news bulletin from a new regional studio, which is also symbolic and important. It will help to provide a gateway for journalistic talent in the nations and regions to reach “Channel 4 News”. Channel 4’s proposals will mean visibly reflecting the regional diversity of our country, both on and off screen, and according to economic analysis that my Department has commissioned these measures could support an overall redistributive regional impact of close to 2,700 regional jobs.
Channel 4 launched its pitch process, as it is called, in April, inviting bids from cities across the United Kingdom to find the locations for its national HQ and creative hubs. This process is currently ongoing and will allow Channel 4 to carefully consider a range of different cities across the nations and regions. Following the completion of that bidding process, Channel 4 will look to announce its decisions by the autumn of this year and will be moving staff by the end of 2019.
I am sure that Channel 4 is paying close attention to the debate—during it, people have been doing some showreels to get on “Channel 4 News” tonight—and to all the pitches that it receives from across the spectrum, including, of course, from outside this Chamber. I am confident that it will receive impressive bids from across all of the United Kingdom.
This historic deal marks the start of a bright future for Channel 4. Since its establishment over 35 years ago, and I am old enough—just—to remember its opening day, Channel 4 has had an enduring impact on UK culture and UK society. I am sure that we will see it go from strength to strength under the imaginative new leadership of Alex Mahon. Channel 4’s remit includes requirements to be distinctive, to innovate, to promote alternative views and new perspectives, and to appeal to a culturally diverse society. As a result, it has often led the way in areas of diversity and in representing different communities, with groundbreaking shows, including some that have been mentioned today, such as “Queer as Folk”, “The Last Leg” and many others.
Channel 4’s regional proposals show that it is now leading the way in regional representation and that Channel Four Television Corporation is indeed a public service broadcaster that truly provides for the entire country that owns it, which is crucial. This deal will have far-reaching implications for the entire broadcasting sector—it is groundbreaking in that sense—and I hope that others will look to follow Channel 4’s bold lead.

Commons ChamberWith the benefit of advice from Historic England, the Government protect nationally important heritage assets in several ways, including by conferring statutory protection through the designation system and regulating change through planning policy. In addition, more than 400 buildings and sites in the National Heritage collection are managed on behalf of the nation by the English Heritage Trust, including iconic landmarks such as Stonehenge and Hadrian’s Wall.
With only two remaining wrought iron viaducts in England, Bennerley viaduct is a grade 2 listed structure, which spans the Erewash valley, linking my constituency with that of my right hon. Friend the Member for Broxtowe (Anna Soubry). The community group, the Friends of Bennerley Viaduct, wants to see it restored and linked to the National Cycle Network, but as its most recent heritage lottery bid failed, it fears that the revised plans from Sustrans and Railway Paths Limited appear to lack ambition. Will the Minister look at what more his Department can do to support this community group and help save Bennerley viaduct for the nation?
I am aware of the project to which my hon. Friend refers. It was previously funded by the Heritage Lottery Fund, and a bid for further funding was made last year. Our arm’s length bodies, including Historic England and the Heritage Lottery Fund, provide tremendous support to those looking after local heritage. In this particular case, I know that both organisations are keen to work with the owners and the friends groups to develop a successful scheme.
I declare an interest as chair of the all-party group on industrial heritage. That group has recently published a report on how best to utilise our industrial heritage for the economy of the future. Will the Minister meet me to discuss its many recommendations?
I thank the hon. Gentleman and his group for the work that they have done on that report, and I am very happy to meet him at our earliest convenience.
The Government’s tourism action plan outlines the way in which we support tourism throughout the UK, namely by investing in product and transport, improving skills, introducing common-sense regulation, and providing the great welcome that we do in this country. We also provide £19.6 million to VisitBritain and nearly £7 million to VisitEngland each year to promote the UK as a tourist destination. They also receive £22.8 million of GREAT funding to support promotion.
The first stop for overseas visitors is so often London, but it is important that the economic benefits flowing from overseas visits are spread throughout Britain, and particularly to Wales. What steps is the Minister taking to ensure that visitors are encouraged to visit what Wales has to offer, including Powis castle in my constituency?
I recognise that tourism in Wales is important to my hon. Friend, who previously had a tenure on the Welsh tourism board. I am very keen to see visitors to the UK explore as much of the UK as possible. In fact, I recently held a roundtable with the Under-Secretary of State for Wales, my hon. What assessment has the Minister made of the effect of leaving the EU on the skills base particularly of EU citizens in the hospitality and hotel sector?
Fortunately, we have a very robust hospitality sector in terms of skills. Indeed, we have confidence in our sector to support the huge demands that there are for tourism and people coming to this country.
The Government are deeply committed to supporting our world-leading museum sector. The recent Mendoza review of museums in England found a thriving sector, supported by more than £800 million of public funding.
Local museums have an essential part to play. Central Government work with a range of bodies to support local museums, including Arts Council England. This year, Arts Council England will spend more than £35 million on museums, including the Museum Development Network.
Ministers will know that Cleethorpes is the premier resort of the east coast, and we much appreciate the support that has come through the coastal communities fund, but what policies do Ministers have further to enhance the support for seaside resorts?
We are supporting seaside resorts—in fact, we are supporting locations all around the country—because tourism is a vital asset for Cleethorpes and many other areas.
Will the Secretary of State join me in visiting the D-Day Story, a fantastic new museum that is opening in Southsea tomorrow?
Will the Minister join me in congratulating AFC Corsham, which battled the heat on Saturday to play a 12-hour football match in aid of the wonderful charity Scotty’s Little Soldiers?

It is a pleasure to serve under your chairmanship, Mr Bone. We probably have about four or five minutes before the Division bell goes.
I thank the hon. Member for Edinburgh West (Christine Jardine) and congratulate her on calling this important debate. I do not think I can do as well as the shadow Minister in name-dropping various pop groups and organisations that the hon. Member for Perth and North Perthshire (Pete Wishart) might have been a member of in his earlier and current days, but I can certainly say that Brexit is happening. The people have spoken in the referendum.
I am much more optimistic than the hon. Member for Edinburgh West and many in the Chamber at the moment. We have heard a good deal of negativity and pessimism this afternoon, but I much prefer the view taken by my right hon. Friend the Member for Belfast North (Nigel Dodds), who is no longer in his place, who spoke about the opportunities and the optimism. It is always helpful to see glasses as half full rather than half empty.
I welcome the contributions from right hon. and hon. Members, and thank them for stimulating a lively debate in which the crucial role of the UK’s creative and tourism sectors has been recognised—I think that on that subject we are all in agreement. My right hon. Friend the Member for Wantage (Mr Vaizey) made his address to the Chamber—with his usual charm, if I may say so. He is certainly missed in the sector, contrary to his self-deprecating remarks. He was Minister for some six years, and I think I am right in saying that the industry wrote a group letter to a national newspaper saying just how very much he would be missed. Frankly, his departure provoked an extraordinary letter of appreciation.
My right hon. Friend and others mentioned supporting arts in the regions. In this coming financial year, 75% of Arts Council England’s funding will be going outside of the London area. The Department is supporting the cultural development fund and the northern cultural regeneration fund. A lot of money—rightly so—is going out of London and into the regions.
As the Minister for the arts, heritage and tourism, I am responding to this debate on the effects of the UK leaving the EU on the tourism and creative industry sectors. We have created the best in this country, as many Members from all parts of the House have mentioned. In my view, we had the best before 1973, and we will have the best after we leave. I am also happy to say that my Department already works across Government, including with civil servants at the Department for Exiting the European Union, and there is no reason to think that we will not continue to do so. In fact, we always look to work together.
I will make some overall points about the sectors and the challenges of EU exit, and I will then respond in turn to some of the key issues raised by colleagues. I recognise that there is particular interest in the devolved arrangements for both sectors following EU exit. I am keen that the future arrangement works for all sides. I am particularly looking forward to meeting colleagues from the devolved Administrations this Thursday in Edinburgh to discuss their particular concerns about tourism in more detail. I want it to be an ongoing discussion. If I do not have time to talk about that ongoing discussion in the limited time available this afternoon, I will be pleased to follow up in writing.
Members will be aware that the Digital, Culture, Media and Sport Committee recently published its report, “The potential impact of Brexit on the creative industries, tourism and the digital single market”. Some of the points raised in this debate echo the conclusions of that report. I have noted those conclusions, and the Government will submit our response in due course in the normal way.
To set the scene, Members will be aware that the sectors that DCMS represents are an absolutely huge success story for the UK—there is no doubt about that—and tourism and the creative industries are no exception. To a large degree, their success has gone hand in hand: tourism helps the creative industries thrive, as the shadow Minister mentioned, and vice versa. As an example of the close relationship, UK Music’s “Wish you were here” report for 2017 stated that there were 12.5 million music tourists in 2016—that is music tourists alone—and nearly 50,000 full-time jobs were sustained by music tourism. It is huge. In 2016, tourism was worth more than £65 billion to the economy, and it is still growing every year. In fact, it is growing exponentially. Provisional figures suggest that 2017—we have most of the figures—was a record-breaking year, with just under 39 million overseas visitors to the UK. That was an increase of 3% on 2016, which was itself a record year. The situation is extremely promising. The creative industries are also a major cultural and economic success for the UK. It is a high-value, high-growth sector that was worth nearly £92 billion to the economy in 2016.
These sectors play an important role in showing the world the very best of Britain and in strengthening global relationships. We are No. 1 in the world for soft power. There are many reasons for that, but one of the main ones is the strength of the sector. The sectors also play a role in demonstrating that we are open for business.
I am sorry, I do not have time.
We are not resting on our laurels. As Members will be aware, DCMS recently published its sector deal for the creative industries. That important piece of work sets out an ambitious proposal on how Government and industry will work together to accelerate growth and productivity. The sector deal is a landmark document, and I urge Members to look at it if they have not already. It recognises the critical importance of the creative industries to the UK’s economy, society and global influence. We intend to publish a similar deal for the tourism sector in due course.
I would now like to focus on the freedom of movement point that was raised by one or two Members, as it is a key issue that colleagues and stakeholders have raised. The UK tourism and creative industry sectors have strong ties with the European Union. There are a large number of international workers in both sectors and they regularly move across the EU. EU nationals form a significant proportion of the domestic tourism market.
As I was saying, the UK’s creative industries likewise require access to skilled workers from the European Union. It is important that UK and EU workers can quickly and efficiently transfer across member states on time-limited projects such as film co-productions, or as touring musicians and performers.
I have spoken to a number of tourism industry leaders since taking on this role, to build a strong understanding of the challenges and opportunities on freedom of movement and to ensure that the sector can continue to have access to the necessary skills. We are working closely with the Home Office, Revenue and Customs and the Department for Exiting the European Union to ensure that they are well informed of these issues. The new immigration system will not come into place until 2021, following the agreed implementation period. During that time, existing arrangements will broadly continue to apply to EU citizens coming to the UK to visit, work or study.
I turn now to the UK’s reputation as a tourism destination. Tourism continues to be a significant success for the UK. In 2017, the World Economic Forum found that the UK had the fifth most competitive tourism market in the world. Europe is our key market. The projected figures for 2017 are that, of the 39 million visits to the UK, nearly two thirds were by EU residents. Outbound as well as inbound visits are important and, similarly, of the 71 million visits overseas by UK residents, it is projected that three quarters were to other EU countries. Clearly, it is in both the UK’s and the EU’s interests to maintain this ease of travel and smooth entry at the border. We are also working closely with industry partners to promote transparency for consumers, and internationally to promote open global markets.
We are pressed for time, but another matter that I want to mention is access to EU funding streams for tourism and the creative industries. To provide some certainty for our sectors in the near future, Members will know that at the joint press conference between the Secretary of State for Exiting the European Union and Michel Barnier on 19 March this year it was confirmed that UK organisations could continue to bid for EU programmes until December 2020. Details of the next multiannual financial framework are expected later this year, and that will provide greater clarity on our position. We will seek to stay beyond December 2020 in programmes that are mutually beneficial to the UK and EU and will continue to actively investigate the funding streams that support our sectors.
On the regulatory framework, the UK and EU already have close regulatory alignment built on trust in one another’s institutions. That co-operation will continue. Discussions include European legislation on consumer protection as well as regulations on temporary working arrangements.
Brexit presents both challenges and opportunities for these sectors, as it does for the whole of the United Kingdom. Although much of the public debate focuses on the challenge, I have huge confidence in the tourism and creative industry sectors and in their abilities to capitalise on the exciting opportunities. I am keen that the Government should continue to support tourism—they will, so long as I am Minister for tourism, and beyond—and the creative industries at this very important time, listening to the views of our stakeholders. I would likewise be pleased to stay engaged with parliamentary colleagues on this topic. I firmly believe that tourism and the creative industries will continue to be a major economic driver for the UK and will only grow in importance in the years ahead. There is no reason to believe that the upward trends will not continue as we exit the European Union. Our culture and creativity play a huge role in making the UK a highly attractive place to visit and work.

The Government’s tourism action plan outlines the ways in which we support tourism, both domestic and international, throughout the UK, and VisitBritain works hard to promote Britain as both an international tourist destination and, of course, one for domestic visitors.
I thank my hon. Friend for that answer. As this is English Tourism Week, may I draw his attention to the wool towns project in Suffolk, where five of our beautiful medieval wool towns—Sudbury, Hadleigh, Long Melford, Lavenham and Clare—are joining together to draw more tourists to the area? I send him a warm invitation to visit the wool towns and to meet the stakeholders who are working so hard to make this happen.
Yes indeed. I thank my colleague for his interest in this area, and I will always support my colleagues in their efforts to improve the visitor economy in their constituencies. I hope that we can indeed organise a visit to the wool towns. In the meantime, I advise him in the first instance to look into the Discover England fund, which is a great fund. Also, the Ministry of Housing, Communities and Local Government has the Coastal Communities fund, and sources of funding for initiatives that support the local visitor economy.
I thank the Minister for his answer, but this question is on tourism throughout the UK. Earlier this month at the Welsh tourism awards, the Brecon Beacons in my constituency was announced as the best tourist destination in Wales—[Hon. Members: “Hear, hear!”] I knew that, and the Secretary of State knew that, and evidently many Members in this House knew that as well, but how can we tell the rest of the world about it so that they will come and visit?
The Parliamentary Under-Secretary of State knew that as well, and I certainly want to congratulate the Brecon Beacons national park on its award. We are working closely with our national parks, which are real jewels in our tourism crown, to ensure that visitors enjoy our beautiful countryside, and thanks to Members of Parliament such as my hon. Friend, that message is being well and truly transmitted.
I declare an interest as the chair of the all-party parliamentary group on industrial heritage. Our history is of course about beautiful stately homes, but it is equally about the history of working people. What steps can we take to ensure that our industrial heritage gets its fair share of advertising space in our ports and airports, where it can be seen by tourists visiting the UK?
The Black Country Museum and other heritage sites are very important to our economy. The heritage aspects of this country are one of the principal reasons that people within the United Kingdom visit sites around our country, and we value them greatly. In fact, a recent report has indicated that UK hotels, including those around heritage sites, received some £5 billion of investment in expansions and openings last year. That is driven by record tourism figures, and it is thanks to our heritage sites that we can promote that tourism.
Will the Minister explain why lottery funding, which supports tourism, is so unequal? Since 1995, the Secretary of State’s West Suffolk constituency has received more than £22 million, compared with just £13 million in Barnsley East.
It is arm’s-length bodies that allocate that funding, and the reality is that 70% to 75% of all funding goes outside the London area. Of course we want to encourage as much funding throughout the United Kingdom as possible.
The merits of rural tourism are well understood by the Minister. May I also urge him to join up the dots and use the opportunities to promote rural tourism, and to offer those who visit rural areas a better understanding of food, agriculture and food production?
Yes, indeed. The Prime Minister herself acknowledges the wonderful aspects of our rural tourism through the walks that we know she enjoys. Our rural economy benefits hugely from tourism.
Great Grimsby is of course known for its fishing heritage, and it has the wonderful National Fishing Heritage Centre in its town centre, but our history goes far beyond that. Grimsby has its very own original seal from the signing of the town’s charter in 1201. Will the Secretary of State and his Ministers assist me in promoting this important part of our history, perhaps starting with a display in this place?
Of course a document dating from 1201 is very much worth visiting, and we would encourage visits to the hon. Lady’s constituency in order to do that. It is a matter for Parliament whether documents are hosted here, but we would certainly encourage as many people as possible to visit her constituency to see the wonderful things on offer.
Dance is at the heart of our UK creative industries, a sector worth £92 billion and growing at twice the rate of the economy. We are incredibly proud of the UK’s dance sector, which includes ballet. It is a flagship UK creative industry, boasting world-class companies such as The Royal Ballet, the English National Ballet, Scottish Ballet, Northern Ballet, the Akram Khan Company, Ballet Black, Rambert and many, many more.
Does my hon. Friend agree that the UK ballet companies bring a lot of tourism to this country, and that touring abroad is a fantastic showcase for our talented companies, which represent very good value for money?
My hon. Friend is the prima ballerina assoluta of the House. I very much agree with her that ballet companies from throughout the United Kingdom are a tremendous asset to our nation, for tourism and other reasons. They continue to be a significant draw for tourists from around the globe.
I am very lucky to have Scottish Ballet based in my constituency. What can the Minister do to reassure Scottish Ballet, the ensemble of which includes several European artists, that post-Brexit it will continue to attract talent and will be able to tour as it currently does?
I have no doubt that the wonderful Scottish Ballet will continue to draw tourists and specialists in dance from around the world, and that there will be ever-increasing interest in Scottish ballet.
Newquay is Cornwall’s premier tourist resort, attracting hundreds of thousands of people a week in the summer. However, too many families have the shine taken off their holiday when they get home and find a penalty charge notice from an aggressive parking firm on their door mats. Does the Minister agree that these firms should take more responsibility for the impact their actions have on the tourism industry?
I understand that my predecessor went to Newquay and did some bodyboarding, but I cannot guarantee the same activity from this Minister for tourism. All local authorities should think carefully about the impact of parking penalties on tourism generally.
York—the second most visited city in the country—is a centre of tourism for visitors from across England. However, the hotel and hospitality sector is really struggling to recruit staff, given the European situation. What is the Minister doing on recruitment and retaining skills in the sector?
I visited the city of York just a few weeks ago. It is a beautiful site that clearly attracts large numbers of tourists because of its facilities. As far as staffing is concerned, hotels and other holiday destinations will want to consider carefully how much they pay their staff. With regard to the European situation, I am confident that things will continue to progress in the right direction.
The Secretary of State and the Minister will probably be bored of me lobbying them about the Bradford Odeon being a recipient of the northern cultural regeneration fund but, if I may, I will test their patience once more. The project has widespread support across the Leeds city region and among many people in the cultural sector, and it will do a massive amount to regenerate the Bradford district, so can the Bradford Odeon be a recipient of the fund?
What help has the Secretary of State’s Department given to Coventry to promote itself as city of culture?
I visited Coventry just a short time ago. The city has a wonderful opportunity as city of culture 2021. The tremendous success of Hull as city of culture brought huge sums and huge numbers of visitors to that city, and I am confident that Coventry will benefit in every way, shape and form.
Will my right hon. Friend set out what progress the UK Government have made on ensuring that mobile coverage notspots in rural areas such as my constituency are a thing of the past?

Thank you for your chairmanship, Mrs Main. It is a pleasure to follow the hon. Member for Cardiff West (Kevin Brennan). I thank my hon. Friend the Member for Stirling (Stephen Kerr) for introducing this debate on a subject that is very important to us all. I commend all hon. Members for their valuable contributions. Even greater congratulations are due to my hon. Friend for helping, with his constituents, to save the museum in Stirling.
I was delighted to be appointed Minister for the arts, heritage and tourism earlier this year. It is a great privilege to be the Minister responsible for part of this country’s world-leading museums sector. Local authorities will note that cutting culture, museums and galleries is a false economy. The United Kingdom’s museums are hugely popular: more than half of the nation’s adult population visited a museum in 2016, and three of England’s national museums were in the top 10 most visited attractions in the whole world in 2016.
I congratulate hon. Members on both sides of the Chamber for their enthusiasm and affection for their local museums, including the D.H. Lawrence Birthplace Museum in Ashfield, the wonderful Argyll and Sutherland Highlanders Regimental Museum in Stirling and many others. In the past few weeks, I have visited the National Railway Museum in York and seen the wonderful work that the Science Museum Group is doing there. My hon. Friend the Member for Ayr, Carrick and Cumnock (Bill Grant) mentioned Dumfries House, which is a wonderful example of work that has been done in the national interest and has helped the local community. We are lucky that His Royal Highness the Prince of Wales has done an enormous amount of work.
Local authorities still spend more than £200 million annually on culture and museums. Her Majesty’s Government have maintained cash levels of funding for the museums sector, and we are introducing new sources of funding, such as tax relief for exhibitions. The local government funding settlement is worth more than £200 billion between 2015 and 2020. Locally elected councils decide how to spend money in their area. I reiterate the message that it is a false economy to cut culture. Local authorities have that responsibility.
The hon. Member for Edinburgh North and Leith (Deidre Brock) mentioned royalty. I believe that Her Majesty’s yacht Britannia is based in the hon. Lady’s constituency. It brings in hundreds of thousands of visitors to her constituency, so she should be very grateful for that royal connection for that and many other reasons.
I am proud that free entry to museums remains Government policy. There is a wide variety and a huge number of museums in the United Kingdom. There are more than 2,000 museums in England alone. The Government provide more than £800 million through grants from the Arts Council, the Heritage Lottery Fund and others, which helps museums to protect their collections and keeps them accessible to as many people as possible. The VAT 33A scheme allows eligible museums to claim back VAT that is incurred when putting on free exhibitions, so that is something to bear in mind.
The Heritage Lottery Fund continues to be a major funder of museums under Sir Peter Luff. My Department will work very closely with it to implement the recommendations in the Mendoza review, which several hon. Members mentioned. In 2018, HLF will invest substantial sums—in the region of £190 million—in arts and heritage in the UK. It will also consult on its future priorities, and it will announce new funding in the autumn of this year. That is something to watch out for.
Museums are a vital part of Britain’s tourism offer: 40% of visitors to all parts of the UK cite culture as the reason for their visit. Furthermore, the high profile of our museums helps to build international relationships. As we all know, culture is a bridge between nations and peoples, and it helps to promote Britain to the world. It helps to put us top in soft power.
The British Museum, as has been alluded to, is already sending around the country items that are linked to different parts of the country. That helps local museums, as we heard, and at a local level museums can play a vital role in their communities, telling the story of a place and its people and helping to shape it. They develop and showcase great British talent, from architecture and design to portraiture and ceramics, and world-class curatorial skills.
Museums are vital to our economy. Research by the Arts Council suggests that museums in England alone generate £2.64 billion in income and £1.45 billion in economic output each year—so they make money for the country—and that funding for the arts brings in up to £4 for every £1 invested. Museums are very good value for money.
As for Scotland, cultural policy is, of course, a devolved matter. I may therefore be unable to comment on questions that relate to the specifics of devolved policy, but I assure all Members that I am a keen admirer of Scotland’s rich cultural heritage, which is astounding in its breadth and depth. It is important to note that there are also some excellent cross-border partnerships between museums. That happens between Northern Ireland and the Republic of Ireland, as well as between Scotland and England, and elsewhere. For example, the recent critically acclaimed exhibition of works by British realist painters at the Scottish National Gallery of Modern Art brought together more than 80 paintings by some 50 artists, loaned from museums throughout the nation.
I am also really excited about V&A Dundee—recently, by the way, I met the leader of Dundee City Council, who was very impressive—which is due to open in September this year, in a stunning new building on Dundee’s waterfront that will provide a venue to share the V&A’s collection and exhibitions more widely across the UK; it has an extraordinary collection. The museum will also showcase Scotland’s exceptional and creative heritage as its first museum dedicated to design.
Hon. Members have alluded to the Mendoza review of museums in England, which was published a few months ago in November. The review looked at how museums operate today, what the public want from them, and how Government can best support them. It makes a number of recommendations to Government and government agencies, asking us to work closely together to help our museums flourish. I commend Neil Mendoza’s review, which is very good.
The review’s focus is restricted to the museums sector in England, but many of the themes that emerge from the report are relevant to institutions across the entire country. In the course of the review, Neil Mendoza and his team visited museums the length and breadth of the country. I am pleased to say that he found a thriving sector, supported by more than £800 million of public funding from a variety of sources each year.
There have been challenges for the sector in recent years. It is true that some smaller museums have had to change the way in which they work in order to adapt to reductions in local authority funding. Many museums, however, have successfully adapted to that new climate. I should point out that the review team found numerous examples of museums taking a more commercial approach and thinking imaginatively about how to care for their collections in such a way as to continue to allow as many people as possible to experience them.
My hon. Friend the Member for Stirling and other colleagues asked about the availability of funding, particularly from philanthropic sources, for smaller museums. Philanthropic giving, alongside public funding and—equally important—commercial revenue generation is a key source of income for museums. The Mendoza review found that museums tend to raise less through philanthropy than do other parts of the cultural sector, such as the visual arts, and that museums outside Greater London appear to be particularly affected. However, there is some evidence that parts of the sector are growing in confidence when asking for and receiving donations from visitors. I encourage that; philanthropic giving is very important, as other parts of the sector know well.
One of the priorities to emerge from the review is adapting to today’s funding environment. As my Department works with key agencies and the wider sector to implement the review’s recommendations, we expect that larger and national museums will share learning—they have learned a great deal about this—and good practice to support others to access philanthropic sources of funding.
My hon. Friend also raised the issue of loans from the national collections to smaller museums—I have touched on that, as other colleagues did, with the British Museum—and some of the barriers, such as indemnity, insurance, and security, that may occasionally frustrate efforts to lend valuable items to local venues. I cannot comment on the Scottish national museums, but those sponsored by my Department have a strong track record on loans: in 2016-17 the national collection was lent out to more than 1,300 venues throughout the United Kingdom, from long-term loans and partnership galleries to multi-object exhibitions and one-off, so-called “star” or special loans.
Through loans and partnerships the national museums have extensive UK and international reach, but the museums review found that such work could be better joined up. Therefore, my Department will collaborate with the museums and the wider sector on a partnership framework, working to simplify regional programmes and loans, formalise skills and knowledge exchanges, and share best practice in a more consistent and sustained manner. I am pleased to confirm that the partnership framework will also encompass cultural collaboration with museums in the devolved Administrations. In addition, to help to encourage loans, Arts Council England has provided £3.6 million to regional museums to help them to improve their galleries to protect and display borrowed objects through the “Ready to Borrow” scheme, and the Museums Association has published “Smarter Loans”, a helpful good practice guide.
The Government indemnity scheme, which is administered by the Arts Council for museums in England, has been very successful. It is estimated to save museums at least £15 million annually on insurance premiums. As recommended in the Mendoza review, Arts Council England and my Department will continue to work closely together on the Government indemnity scheme, to promote it internationally and to clarify and simplify the process for applying for commercial insurance where required.
My hon. Friend the Member for Stirling raised further questions about the Scottish treasure trove rules with my Department and the provisions relating to collections of national significance and the museums in his constituency. He will appreciate that I am not responsible for matters that fall within devolved competence, but I am sure that officials from the Scottish Government and the Scotland Office will be happy to discuss those points with him in further detail.
I am delighted to have had the opportunity to champion museums in my first debate as arts Minister in this Chamber. The breadth and depth of the contributions to this afternoon’s sitting demonstrates just how valuable, treasured and beloved our museums are. I look forward to working with everyone in this important role.

I believe that he and I are in agreement about the vital role that the arts can and do play in binding local communities together and about the sense of pride—and enthusiasm, for that matter—that engagement with the arts can bring to individuals and to places; we are certainly in agreement about that. The Government truly believe in and recognise the power of the arts to transform places and, indeed, people’s lives. I passionately believe that and know it to be true.
As the hon. Gentleman will know, Arts Council England rightly operates at arm’s length from the Government. In those circumstances, it would be wrong for a Minister of the Crown to intervene in, or comment too specifically on, individual funding cases. I shall therefore begin by discussing the Arts Council’s role and the support that it provides at a broader level.
The Arts Council’s mission is “Great art and culture for everyone”, which it seeks to achieve through advocacy and investment in line with its 10-year plan. It works to make the arts, and the wider culture of museums and libraries, an integral part of everyday public life, accessible to all and understood as essential to the national economy and the health and happiness of society.
On the hon. Gentleman’s specific point, the Arts Council has worked very hard in recent years to ensure that investment outside London has increased as a percentage and in cash terms. He will be pleased to hear that last year some 70% of Arts Council funding was awarded outside London. Between 2018 and 2022, an additional £170 million will be invested outside London. The Arts Council is also on target to spend 75% of national lottery money outside London by April this year—that is expected in the next couple of months.
The Arts Council recognises that more can be done to ensure that more people have access to great art and culture. Its flagship Creative People and Places programme, for example, was set up to focus on the least-engaged parts of England. Current investment in that programme is more than £53 million. The scheme allows local people to have a say in the art that they want locally. It is about taking art and culture to the people. Through that programme alone, the Arts Council has reached 1,450,000 people who would not ordinarily participate in art and culture.
There are some great examples of Creative People and Places schemes working in former coalfield areas, such as St Helens in the north-west, where Heart of Glass was set up in 2015. The evidence shows that that has made a difference. Heart of Glass and St Helens library service will join the Arts Council’s national portfolio of organisations for the first time in 2018 to 2022—congratulations to them for that achievement.
The statistics the Minister has given would be reasonable if between a quarter and a third of the British population lived in London, but they do not. Moreover, although the Arts Council is at arm’s length, the Minister has under his own control a significant budget that he could use if he wished to make up for the deficiencies in Arts Council distribution.
The fact of the matter is that the Arts Council has made significant progress, as I have outlined, in delineating moneys outside the London area. It is also important that my Department and I access all people throughout England. Arts Council England is focused on that too.
I should like to take this opportunity to congratulate Sue Williamson, who joins the Arts Council as director of libraries from St Helens library service, which I referred to a moment ago. She most recently delivered its award-winning cultural hubs and arts in libraries programme, and oversaw the successful application to the Arts Council’s national portfolio.
Another Arts Council-funded scheme is First Art, which is a collective of four cultural and community organisations working within former coalfields in north-east Derbyshire and north-east Nottinghamshire. It aims to bring inspiring cultural experiences within reach of everyone in Ashfield, Bolsover, Mansfield and north-east Derbyshire over the next two years. It is a very exciting programme.
The hon. Member for Bassetlaw raised the issue of funding for coalfield communities at Prime Minister’s questions a few weeks ago, when he alleged an inequality of funding by comparing funding for coalfield communities with funding in the London Borough of Islington, which he mentioned again this evening. I am happy to correct that assertion on the record. Having read his letter to me following Prime Minister’s questions, I see that his figures are based on the Arts Council’s national portfolio funding only, which led to the conclusion of a discrepancy in funding. In actual fact, although the national portfolio organisation funding is an incredibly important part of the Arts Council’s work—it provides regular funding over a set period to some of England’s most vital cultural institutions—it is by no means the only form of funding it distributes. The Arts Council has established various funding streams to tackle different issues across the nation. Many of those funding streams are heavily focused on supporting areas outside London. Some 80% to 90% of the funding for the Ambition for Excellence scheme, which supports talent, leadership and ambition, will be spent outside London. Recent research showed that 91% of touring activity funded by the Arts Council strategic touring fund was spent outside London. Some £35 million will be invested in the scheme between 2015 and 2018.
I fear that the Minister is not quite getting it. Yes, touring people come through the wealthy villages in my constituency—I live in one—and good people like me pay good money to see these productions. But that is not in the former mining communities. In most of the former mining communities, there is zero going on. The Arts Council could not even manage to agree to fund an artistic director in my constituency and others for the 400th anniversary of the Mayflower pilgrims in 2020. We are getting zero into the coalfield areas. Let us not confuse constituency and coalfield area, as I fear the Minister is being hoodwinked into doing by the Arts Council.
No, I certainly would not wish to conflate any of those issues. As I have already delineated, the fact is that there are several examples of coalfield areas that have benefited from Arts Council funding.
As I was saying, £35 million will be invested in the strategic touring fund between 2015 and 2018. The Arts Council is continuing to work hard to create a fairer balance to its funding outside of London. It is no part of my suggestion that there is not more that needs to be done; of course there is. This is something to which the Government are fully committed. I consider that the Arts Council is doing a very good job, and Sir Nicholas Serota is doing very well. I understand that there are currently no national portfolio organisations in the hon. Gentleman’s constituency, although I am sure that the Arts Council would be willing to discuss how that could be addressed in future. I know that, as he loves the arts and supports the priority that culture should and does have in our society, he will want to engage and be willing to discuss how the situation can be addressed.
I emphasise that there is investment through the national lottery grants for the arts scheme, most recently awarded to the Harley Gallery and the artist Anthony Cropper. The hon. Gentleman’s constituency has seen an increase in funding of 269% taking into account all Arts Council funding, when comparing data for 2012-13 with the current financial year.
May I just make a wider point?
In many cases, the perceived lack of funding in certain areas is due to the limited number of applications for funding that the Arts Council receives. This is the case in the hon. Gentleman’s constituency, where the Arts Council has only received 17 applications through its grants for the arts programme since 2014.
That rather sums up the problem across every coalfield community. Of course, there is the Harley Gallery. Prince Charles has been there on several occasions, which is not surprising given that he is directly related to the family who own the estate. It is a great investment. People come to the Harley Gallery from all over the world. If we could get people to go there from my constituency as well, it would be even better. But let us not confuse that kind of high-end art work—as important and valuable as it is to the nation—to working in coalfield communities.
I want to do everything I can to support all parts of society to access all forms of art. The Harley Gallery is doing wonderful work, and it is open to all. I know that the hon. Gentleman will join me in encouraging people to visit that gallery and any other galleries nearby that people wish to visit.
The Arts Council recognises the need to increase levels of ambition and interest at the local level. This, of course, cannot be done in isolation. Partnerships are vital. They often extend beyond culture and tourism to include businesses, the local authority in a given area, schools and higher education establishments. In places where that co-operation exists, great things can happen. I know that, as a supporter of the arts, the hon. Gentleman will be a leader in Bassetlaw in working to make these things happen. Clearly, things do not change overnight. It is important that this House devotes time to discussion of the arts, given their importance to so many people in our country.
I again congratulate the hon. Gentleman on enabling this discussion to take place.
Before the Minister concludes, we know what the problem is, and we know it is difficult, but we want to know what he is going to do about it.
Well, this Minister is deeply supportive of our arts, our culture, our galleries and our museums—our entire sector. This Minister is going to give every ounce of support to ensuring that we support the Arts Council and other arm’s length bodies in the important work that they are doing to make sure that the widest section of society has access to the arts, crucial as we know that to be in broadening the horizons and vistas that the hon. Member for Bassetlaw has spoken of. As I have said, there is work to be done, but it is wrong, in my submission, to characterise the Arts Council in the way that it has been characterised, because it is working very hard on this, and 75% of its funding is now outside of London.
As we all know, arts and culture help to remind us of where we come from. They bring incredible stories to life and help us to step into someone else’s shoes and see the world through their eyes. This country is a world leader in culture and the arts and the Government are committed to supporting that. By continuing to inspire people through the arts, we can continue to create the practitioners of the future. With the leadership—the good leadership—of the Arts Council, the House can see that this Government are paving the way for a bright cultural future right across the nation.

Commons ChamberThe Government’s tourism action plan outlines the ways in which we support tourism, both domestic and international, throughout the UK. The £40 million Discover England fund supports projects throughout England and aims to encourage visitors to spread beyond London and experience more of the country’s tourism offering. Visit Britain and Visit England work hard to promote the United Kingdom as a domestic and an international tourist destination.
I am grateful to the Minister for that answer. I am sure no one in the Chamber will need persuading that Dorset is a beautiful county. It is an excellent place in which to live and work, and of course to visit, but it is a significant distance from London and the tourist attractions there. What more can he do to ensure that Dorset and constituencies such as mine benefit from increasing tourist numbers?
Dorset is a beautiful county. The Department for Digital, Culture, Media and Sport manages the £40 million Discover England fund with Visit England, one key aim of which is to encourage visitors to explore all over England and experience the wealth of attractions we offer. There are many projects in rural and coastal destinations, including the seafood coast and the south west coast path.
Bearing in mind what my hon. Friend has just said about Dorset, may I say that tourism is also incredibly important for the Peak district? We get more than 20 million visitors each year. What is Visit England doing to support tourist attractions in those areas and to show what is available?
My right hon. Friend is absolutely right: the Peak district and our other national parks are real jewels in our tourism crown. We are working closely with Visit Britain and the GREAT campaign to draw attention to our amazing countryside. I mentioned the Discover England project a moment ago. In the Derbyshire area, it is supporting projects based around our great walking trails and England’s national parks.
As St Helens celebrates its 150th anniversary, Ministers, those on the Front Benches and perhaps you, Mr Speaker, might like to visit at some point this year. Will the Minister’s Department and tourist authorities help us to use this special year to show that, with our fantastic arts and culture programmes, rugby league and horseracing, historic sites and proud industrial heritage, we are much more than a place to pass by—we are a place to go to?
I agree. St Helens is very much a place to go to. I wish it very well with its 150th anniversary.
The Minister will know that Discover England does a wonderful job in England, but one of the best things it could do is encourage people to visit Northern Ireland. Given that the question is about what we can do to promote tourism across the United Kingdom, does he recognise the unique attributes of many and various parts of the United Kingdom and does he encourage people to go there?
Indeed I do. Northern Ireland has seen a great increase in attractions, with the “Game of Thrones” activities and the set there. There is more to come.
The Government are deeply committed to our world-leading museums sector. The recently published Mendoza review of museums in England looked in depth at museums and the challenges and opportunities they face. The review found a thriving sector, supported by more than £800 million of annual Government funding from a variety of sources.
South East Cornwall has wonderful heritage and fascinating museums, supported by amazing staff and volunteers. More visitors are always welcome, so will my hon. Friend encourage loans of national importance to smaller museums, such as those in Liskeard and Saltash in my constituency?
Before I do just that, may I take this opportunity to congratulate my hon. Friend, because I understand that she has just got engaged? I also understand that it was her birthday in the last few days, so double congratulations.
It is Valentine’s day next week as well. To answer the question, the national museums have a strong track record on this issue. Last year, the national collection was lent out to more than 1,300 venues, with long-term loans and partnership galleries, multi- object exhibitions and one-off star loans. To help encourage further loans, Arts Council England has provided £3.6 million to regional museums to help to improve their galleries to protect and display objects.
I join in congratulating the hon. Lady and say to her: engagement, birthday and a tribute from the hon. Gentleman on the Treasury Bench—her cup runneth over! It does not get any better than this.
Burton Latimer, Desborough and Rothwell are small towns in the borough of Kettering that all have excellent local heritage centres run by volunteers. In small communities that are going through rapid change, is it not more important than ever that we encourage such heritage centres?
It is extremely important that we do that, and my hon. Friend is a doughty champion for his constituency. He is absolutely right about the importance of the work that our volunteers do to encourage footfall.
