I wish to inform the House that I am laying before the House today the second report from Her Majesty’s inspectorate of constabulary and fire and rescue services (HMICFRS) inspection of the Royal Air Force Police (RAFP).

The Armed Forces Act 2011 places a duty on HMICFRS to inspect and report to the Ministry of Defence on the independence and effectiveness of investigations carried out by each service police force, and this is HMICFRS’s second statutory inspection report on the RAFP.

I consider this report to be a very positive endorsement of the RAFP providing assurance from an independent civilian authority that the RAFP has a strong performance management process for investigations. No recommendations were necessary although a number of areas for improvement have been identified. The Royal Air Force accepts the report’s findings and work is already under way to address the areas for improvement.

With permission, Mr Speaker, I would like to make a statement on the progress of our defence estate optimisation programme.

Let me first pay tribute to those who have worn and who wear the uniform both as reservists and regulars, as well as their families and loved ones, who provide them with so much support.

Today marks the start of the countdown for the 100 days leading up to the 75th anniversary of more than 130,000 troops landing in Normandy on D-day—a critical turning point in world war two and a reminder, if ever one was needed, of the importance of co-operation and collaboration with our allies. It also reminds us that Britain should retain its own full-spectrum, hard-power capabilities if we wish to play a continued role as a force for good beyond our shores.

With a forthcoming spending review looming, I make no apologies for raising the issue of defence spending. The world is getting more dangerous and complex, and threats are increasing and diversifying. We now live in a multipolar world with competing powers and diverging views on how the world should look, and we are one of a few nations willing to have the desire and ability to step forward as a force for good.

Discussions about defence spending often focus on equipment, training and operations. I do not deny that these areas require investment, but I would not be doing my job as portfolio holder for defence people if I did not publicly make the case for looking after our armed forces community when they are away from training or the frontline. That means providing them with suitable, modern accommodation and basing requirements that will meet the changing needs of our armed forces community. The defence estate is the rock around which our armed forces revolve. It is the place where our brave men and women work, train and deploy from. It is where they are educated, where they exercise and where they rest.

As I have said in the House before, the defence estate has grown so large over many decades that it now accounts for 2% of the UK’s land mass. This means that it is unwieldy and too expensive to retain in its entirety, and parts of the estate are often in the wrong place so they are no longer fit for purpose. That is why, back in November 2016, this Government launched the defence estate optimisation programme—a long-term plan to modernise our facilities and bring them into the 21st century. It has involved investing £4 billion to create a smaller, more modern and more focused estate. However, the complexities of regrouping air, sea and land assets and upgrading and building new facilities does take time, so this is a 25-year project. This statement provides an update relating to just 30 sites.

Last July, in a written statement, I updated the House on nine sites that had been disposed of. Since then, we have delivered a further three: the Defence Infrastructure Organisation at Aldershot; Fitzwygram House—the Royal Army Veterinary Corps Centre—in Hampshire; and Joint Supply Chain Services in Longmoor. In parallel, our military and infrastructure experts have continued to be busy conducting the necessary site assessments and consulting the local community to support the next phase of delivery and provide greater clarity for the next five years and beyond.

Today I can confirm to the House that over the next five years nearly £1.5 billion will be invested in our estate. This will help us to create regional clusters bringing people and capabilities closer to their training estates in new centres of specialism. In doing so, we will open up fresh opportunities for military families to find work, lay down permanent roots, and organise more stable schooling for their children. I can also confirm the updated status of 33 sites across our establishment. Since time does not permit me to go through the arrangements for each exhaustively, we have placed a table and timeline as an annexes to this statement in the Library of the House.

However, hon. Members will note that several significant adjustments have been made to the original programme. First, we have decided that five sites will be part of a phased withdrawal and disposal. They are Prince William of Gloucester Barracks, Venning Barracks, RAF Henlow, Chilwell Station, and RAF Halton. These facilities will now close several years later than originally stated, with, in some cases, units staying in place throughout that period. Next, we have assessed that five further sites originally earmarked for disposal will now be retained. They are Norton Manor Camp; Royal Marines Condor Airfield; Royal Marines Chivenor; MOD Woodbridge—Rock Barracks—and RAF Molesworth, which will continue to be used by United States visiting forces. The Secretary of State will visit Royal Marines Chivenor and Norton Manor Camp later today to meet local personnel. Finally, the closure of HMS Sultan, the home of the Defence School of Marine Engineering and the Royal Naval Air Engineering and Survival School, will now be delayed. These decisions have not been taken lightly but after months of rigorous analysis, and they reflect a clear-eyed assessment of the rapidly changing threats facing our nations.

We will continue to work closely with local authorities, the devolved Administrations and Members of Parliament to explore the best ways in which vacated sites may be used. We will do all we can to take into account local plans, infrastructure requirements and the environment. Hon. Members can rest assured that we will continue to keep Parliament fully apprised as our plans mature. At all times, our objective has been to strike the right balance between working with the community, achieving value for money for the taxpayer, and making sure that our armed forces’ operational requirements are met and that they can do their duty to protect our people and advance our prosperity into the future. I believe that the defence estate optimisation programme is getting that balance right and that we are on track to create the world-class bases that our nation needs. With that in mind, I commend this statement to the House.

I thank the Minister for advance sight of his statement. I would like to wish the House and all members of our armed forces a very happy St David’s Day for tomorrow.

We all recognise that as time passes there is a need to modernise and adapt our defence estate to ensure that it is fit for the 21st century. It is now more than two years since the MOD first announced plans to close some 91 sites across the country. While Members in all parts of the House will want to consider today’s update in more detail, this statement does provide some additional clarity.

MOD facilities are not simply places where our armed forces work and train. Many are home to service personnel and their families, and many have proud histories and a special significance in their local area. The visibility that barracks and other sites provide is important in maintaining buy-in from the local populations, who are always immensely proud of their military heritage.

Given that so many sites act as a clear symbol of the armed forces in their local areas, has the Department considered the effect that these closures could have on recruitment? That is particularly true for reservists, who rely on facilities being within a reasonable travelling distance of where they live. Is the Minister concerned that closing sites that host reserves training could cut off opportunities to recruit and retain those personnel?

MOD sites also support local economies and provide employment to a large number of civilian personnel, many of whom have personal circumstances that would not permit them to commute long distances to work. Can the Minister set out what redeployment opportunities exist for civilian personnel who will be affected by these closures and what discussions he has had with the relevant trade unions?

I turn to the disposal of sites. The Government have previously proposed using more public land for affordable housing, and yet their record in that area is incredibly poor. Clearly this will not be an option for every site, but where it is, what discussions has the Minister had with colleagues in the Ministry of Housing, Communities and Local Government?

Has the Department implemented the recommendations made by the Public Accounts Committee, which advised the MOD to avoid

“enabling private sector providers to earn excessive profits”,

when companies such as Capita are involved in this process? What work has the Department undertaken to ensure that public money is not spent paying rent on a large number of empty properties when sites close, as has happened in the past?

Finally, the House will recognise the Minister’s commitment to

“continue to keep Parliament fully apprised as our plans mature.”

Given that the delay in closing sites will cause added uncertainty for many, when does he next expect to update the House?

I welcome the hon. Lady’s tone and her general support in this area. She is right to talk of the bond that exists between any unit, garrison or base and the local community. Many of those bonds go back decades and even centuries. We are very conscious that upheaval will provide change and a little bit of instability and hence needs to be managed.

The hon. Lady touched on the fact that the plan for these 90 sites started two years ago and almost suggested that she wanted answers for the 90 sites in two years. It is a 25-year programme. There are lots of pieces to the jigsaw—for example, troops returning from Germany. When we vacate one location, we move personnel somewhere else. We need to ensure that all those parts are in place, which is why there are sometimes delays, but those delays must be kept to a minimum.

The hon. Lady mentioned the housing targets. She is right to say that our Department can contribute to the challenge of meeting Britain’s housing needs. In many cases, it is not the MOD that is the reason why the right houses are not being built, but the chronology of events. We announce an area to be liberated for housing, but if the local authority has not included that in its housing plan, it takes some time for that to happen. She is right that we should not renege on our duty to expedite this.

I want to stress that we are looking at not simply providing housing but building communities. Wethersfield is a great example. In many of the areas we are looking at, I am encouraging local authorities to look at providing jobs too. It is about a dual purpose—housing as well as areas for businesses, schools or academic facilities. We should not have a knee-jerk reaction and say, “Let’s build houses for the sake of it.” The hon. Lady mentioned the role of trade unions, which are an important part of this. The Defence Infrastructure Organisation works closely with trade unions, along with other stakeholders, to ensure that their voices are heard.

The hon. Lady touched on recruitment and retention. One reason that we are investing £4 billion over this period is to ensure we have places that are attractive to the next generation, who will look at them and say, “That’s the sort of place I want to work, train in and live in.” However, she is right to imply that there have been some challenges. I do not think this debate is so much about Capita itself, but it would be a missed opportunity for her not to mention that, and it has certainly been taken into account.

The hon. Lady touches on the issue, which I can add to, of where reserves will continue to train. Many of our reserve regiments and so forth use the regular facilities for their own purposes—I could add the cadets to that as well. It has very much been at the forefront of our minds to make sure that we do not lose the important asset of our reservist capability and our cadets simply because of the defence estate optimisation programme.

I would be more than delighted to meet the hon. Lady to discuss this in detail. I do not know when I will next update the House, but I assure her that when the next batch of changes is to take place, I would be delighted to come here and answer questions. I should add that, for right hon. and hon. Members who are affected by today’s events, a letter to them has been placed on the letter board with details of what is happening in their constituencies.

May I welcome what the Minister said about the upcoming 75th anniversary of D-day? Are he and right hon. and hon. Members aware that the Royal British Legion is looking for veterans to make a trip to the Normandy beaches in honour of that anniversary? I hope right hon. and hon. Members will alert veterans whom they know to that opportunity.

May I ask the Minister what sort of financial model he anticipates for the development of some of these bases? Questions have rightly been raised in the past about the adequacy of the private finance initiative model. The legendarily close relationship between the Treasury and the MOD should be bringing forth something typically productive, and I wonder how we are doing in that respect.

Let me take this opportunity, if I may, to say that if there are veterans wishing to participate and to return to Normandy for this incredible anniversary, a facility has been made available by the MOD, working with Royal British Legion, and we very much look forward to it.

My right hon. Friend touches on the financial packages. He is aware that the PFI model is being moved away from. We do seek recognition from the Treasury that, if it is not a financial vehicle that it wants to continue to use, we will need other support, and I hope that will be forthcoming in the spending review.

I agree with the Minister on the D-day landing commemorations. It would be remiss of me if I did not mention yet again during a defence statement the civilians who died in my home town in the Clydebank blitz. It is the 78th anniversary next week, when I will be joining my community at the mass grave in Dalnottar cemetery—one of two.

I am grateful to have had early sight of the statement. I am delighted, as I am sure other Members in the House will be, about the commitment to RM Condor. I know that my colleague Graeme Dey, the Veterans Minister in Scotland, as well as the local MSP, will be delighted as well.

Yet I have to say that we need to look at the recommendations in the National Audit Report, and the statement is less a commitment than an ostrich with its head stuck in the sand, given the complexity of the issues—not only housing and the estate, but the equipment plan—faced by the Ministry of Defence. In reply to the Opposition lead, the Minister mentioned communities, and communities being able to inform the debate on policy is also about being able to hear directly from members of the armed forces.

The issues that the estate has faced are complex, as the Defence Committee knows—the Chair is in their rightful place—because the Service Complaints Ombudsman for the Armed Forces raised these issues before the Select Committee this week. The biggest issue that members of the armed forces face relates to terms and conditions—money and the way in which they live. That is profoundly disappointing, as I know that last week the Minister stated in response to a question from me that he does not see members of the armed forces as employees. Will he reconsider the Government’s position on the ability of members of the armed forces to engage with the Government, and on whether an armed forces representative body should be set on a statutory footing?

There is grave concern that, although some of these measures are welcome, numbers of armed forces personnel in Scotland are still 25% below the commitment made in 2014. Can the Minister say how this issue will lead to an improvement in the terms and conditions of the armed forces, for example in housing? If housing is to be brought to the fore, I hope that at least in Scotland it will meet the Scottish housing standard. If it does, we might find an improvement across the rest of the UK.

I noted that the Minister made no commitment about Fort George, and there was a lack of commitment to Rosyth, as well as the continued diminution of the RAF footprint in the highlands. Why are the Government opposed to an armed forces representative body that would assist them in understanding the terms and conditions that the ombudsman highlighted in the Defence Committee? Will the Minister guarantee the future of the RAF footprint in the highlands and Fort George as well as in Rosyth, and will he commit, as I asked earlier, to ensuring that housing for the armed forces in Scotland meets the 2015 Scottish housing quality standard ?

I welcome the hon. Gentleman’s questions and his party’s interest in these matters—perhaps we could meet and discuss them in more detail. He raised issues of representation that he has raised before, and our views on that issue have not changed. I will say that Scotland fares well from our defence posture as a representative nation. Our fast jets will continue to operate from RAF Lossiemouth, and the P-8As are being moved there as well. The Army is well represented at Leuchars Station, and there is Her Majesty’s Naval Base, Clyde—the hon. Gentleman will be thrilled to know that our nuclear deterrent continues to be operated from that neck of the woods, and indeed, all submarines will be moving to those quarters. He welcomes the continuation of 45 Commando at Condor, and if my hon. Friend the Member for Angus (Kirstene Hair) is able to catch your eye, Madam Deputy Speaker, I hope that she will give her views on that. She has campaigned hard on that issue, and it was a huge pleasure to visit the marines there, and to see the real estate and its importance. I am pleased that we are able to retain that asset for the Royal Marines.

Will my right hon. Friend confirm that all the money released from the disposal of any defence estates will be reinvested in the defence budget? At the beginning of his statement he mentioned the spending review and defence spending. On the off-chance that the Treasury is listening, what message would he send it?

I am sure that Treasury Ministers are glued to the monitors as we speak. My hon. Friend is right—everybody knows that I am very much in favour of collective responsibility and not speaking outside my brief, but I would not be doing my job in the forthcoming defence spending review if I did not mention the pressures on defence spending. The first line of the strategic defence and security review states that our economic security is dependent on our defence, and if we do not get our defence right we will have no economy or future prosperity. It is important that we continue to invest in security for air, sea and land, as well as in the new dimension of space and cyber-security.

The Minister knows that I have grave reservations about the consolidation of the estate, not least because it could take a military family away from other communities across the country. That presents challenges in recruitment and in the general understanding of the military. How is the Minister engaging with communities and the wider military family, given that we have delayed some of these proposals yet again and are just providing more uncertainty?

First, I pay tribute to the hon. Lady for the detail and energy with which she pursues these matters. It is important that we scrutinise these issues carefully. As I have said, there is huge engagement, not just with unions and so forth, but with other stakeholders, including the families federations. Operational requirements are hugely important, but we must also recognise the impact on local communities. We are moving towards more of a hub perspective so that we can consolidate our assets, save funds and liberate spaces for the necessary housing commitments, but we should not lose sight of what we are offering and of the need to ensure that it is practical and welcoming so that it encourages the next generation to step forward. I was privileged to speak in front of her all-party group on the armed forces covenant a few days ago, and I would be delighted to sit down with her and discuss these matters in more detail.

I warmly welcome the announcement from my right hon. Friend that RM Condor will remain an integral part of the defence estate. Securing its long-term future was one of my election campaign promises, so I am especially delighted with this result. When he replied to my recent Westminster Hall debate, he hinted that this might be the outcome, and it has been received incredibly warmly by both my constituents and the armed forces personnel at RM Condor. Will he commit to coming back up to Angus to hear about that positive result and to see the day-to-day work that goes on within the base, and may I encourage him to invest further in the base?

I pay tribute to my hon. Friend for the energy and determination that she has put into retaining this asset. It was a huge pleasure to visit Condor a couple of months ago. If I was not here making this statement, I would be there with her to celebrate the news that we are keeping this important asset in Scotland. If there is an invitation there, I would be delighted to take her up on it.

In my debate on 9 January on the long-term basing of the Royal Marines, I called for certainty for the Royal Marines in Plymouth—not only certainty for after the Government close Stonehouse barracks, the spiritual home of the Royal Marines, but certainty around where and when the new super-base for the Royal Marines will be built. Now we are not having that super-base in Plymouth, can the Minister set out why more uncertainty for the Royal Marines in Plymouth is a good idea, and when will he tell us when the new base will be built, where it will be built and what units will be based there?

I welcome the hon. Gentleman’s support for the Royal Marines as a whole—we have had a series of debates on these matters—but I should make it clear that there is certainty around where the 40, 42 and 45 Commandos will be. He is focusing on 3 Commando Brigade. I can assure him that it will remain in the Plymouth area—detailed analysis is being done on where—but I am conscious that it cannot remain in Stonehouse, which, as he appreciates, is no longer fit for purpose, much as there is a historical connection to the first purpose-built garrison headquarters in Britain. Its departure is a sad moment, but a decision has been made, and it is partly operational. I can give him a commitment, however, as I can to my hon. Friend the Member for Plymouth, Moor View (Johnny Mercer), that 3 Commando Brigade will remain in the Plymouth area.

I very much welcome the fact that the sale of Middlewick Ranges will be delayed by at least 12 months. Will the Minister commit to working with me and local stakeholders to see if, alongside some housing, an innovative approach that secures a significant part of Middlewick Ranges for a new country park could be explored?

My hon. Friend is right to highlight, as I did earlier, that this is not just about housing—I saw the Housing Minister here earlier; it is important to remember that we are building communities, rather than simply houses. There has been a delay—I appreciate his understanding—because we need to keep the ranges open for operational reasons, but it is only for one year. I would be more than delighted to meet him to see what more we can do to help him realise the vision of securing the proper offering that his community seeks.

I echo the Minister’s praise of armed forces personnel and their families. Does the estates strategy go beyond the United Kingdom to look at bases such Cyprus, which clearly, with Brexit, is particularly affected? Would he be willing to comment on that? Closer to home—I am briefly wearing my invisible House of Commons Commission hat now—is he aware of the issue of the MOD car park and the important role it might play in relation to restoration and renewal? We are quite keen to get our hands on it.

I will resist the temptation to reopen the Brexit debate again, but the right hon. Gentleman is right to raise concerns about future confirmation of what is happening to our sovereign bases in Cyprus—I could add Gibraltar to that, as well. I served in both localities and I assure the right hon. Gentleman that all the necessary details have been addressed to make sure that they are not affected by any outcome of Brexit.

I note the Minister’s statement that the programme will allow the MOD to maximise the amount of land that could be used to build more homes and help more people on to the housing ladder. As the Minister is aware, the REEMA sites in Carterton already provide land for hundreds of homes.

I also note the Minister’s comment that in some areas local authorities are the block to development; that is certainly not the case in West Oxfordshire, where planning permission for these sites was given some 10 years ago. What is awaited is the money for the MOD to redevelop those sites. Can the Minister tell me whether West Oxfordshire, Carterton and the Royal Air Force can look forward to some of the proceeds from this announcement being invested in the REEMA sites in Carterton or whether there is a blockage elsewhere in the system that I need to explore?

First, I pay tribute to the work that my hon. Friend has done in liaising with the local authorities and in representing Brize Norton, one of the most significant RAF garrisons across the country and dealing with the heavy lift. He is absolutely right to point out various plans to build extra housing. That has been delayed—not because of the MOD, but because the money was taken away from us, given changes to the private finance initiative. That is why I was surreptitiously hinting that I hoped that in the spending review another solution would be provided that allows any PFI project that has been removed to be put back in place, so that we can build the houses that my hon. Friend wants.

Although it is welcome that the closure of Towthorpe and the state of the art medical training facility have been delayed and also Strensall because of the Natural England report saying that the site is not suitable for development, it is disappointing that Imphal barracks is not on the list. That will have a major impact on the local economy in York; it is due to close in 2031. Will the Minister set out what steps he is taking to ensure that there is a proper economic assessment of the impact of the closure of the barracks?

I have had the pleasure of visiting the units in the Yorkshire area. I visited 1st Division and the 4th Infantry Brigade. There will continue to be a huge military footprint in the area that the hon. Lady speaks of. She also mentioned the long-term plan—something that is going to happen a decade away. There is a reason for that: if they are to be moved, those assets need to be housed elsewhere. If that other place has yet to be built, or confirmed, there is a knock-on process. I hear what she says about wanting to expedite the process. [Interruption.] Whatever her long-term view is, I will be more than happy to meet her and discuss the issue in more detail.

My constituents will be sad and disappointed that our friends the 30 Signal Regiment and the Queen’s Gurkha Signals will move from Gamecock barracks to Stafford. But equally, they will very much welcome the Royal Engineers and a number of medical regiments that are coming to the barracks. Will my right hon. Friend say more about what we are doing to improve accommodation for our armed forces personnel? When significantly more people are stationed at barracks, what more can we do to support local areas with provision such as school places?

My hon. Friend touches on two issues. First, there are the complex movement patterns when some assets move from one location and others move in. I am pleased that the overall position is neutral. He also touches on the standard of accommodation that is now expected. One of the reasons why recruitment will improve is that we are building accommodation that youngsters today expect. When I joined the armed forces, someone could end up in a place with eight or 20 people in one room; now people want their own accommodation, cooking facilities and wi-fi. They expect those sorts of things: if they are not there, they will not sign up. That is the standard accommodation that we are now building for our armed forces.

I thank the Minister for the information about the updated disposal date for Redford cavalry and infantry barracks in my constituency. I also join my hon. Friend the Member for West Dunbartonshire (Martin Docherty-Hughes) in commemorating the imminent anniversary of the Clydebank blitz.

Although I am glad to get an updated date for Redford, I have written to the Government a number of times about the consequences of the disposal of Redford barracks. I was pleased to hear the Minister talk about consulting local communities. Will he meet me to discuss the need to release the land at Redford to the local authority for community benefit?

I have written to the hon. and learned Lady and other hon. Members as well—there are letters on the letter board—but I will be more than delighted to meet her. She is absolutely right that there is a delay of three years in the disposal of Redford cavalry and infantry barracks. That has been to do with the complex sequencing and plotting that we are doing. There have also been some local planning issues.

I commend the Minister for his comprehensive statement this morning and his handling of this whole defence review. It is absolutely right that we should have a defence review, get good value for the taxpayer and have an estate fit for purpose for our armed forces.

My right hon. Friend will not be surprised that I am going to thank him in particular for his change of mind in keeping open Norton Manor camp in Taunton, home to 40 Commando, and for listening to the case that I have put, with others, in changing his mind. That means a very great deal to the whole community of Taunton, who are celebrating as we speak. Will my right hon. Friend join me in thanking all those involved but particularly 40 Commando for all the great work they do in keeping us safe? What they need to do that is the best facilities for themselves and their families. Keeping the camp open should help to do that.

I very much welcome my hon. Friend’s comments. I am really pleased that 40 Commando will remain in the locality. I pay tribute to her hard work and dedication and the campaign that she has put forward as well. If the community are celebrating now, I hope she will soon be on a train to go down and join them. The Secretary of State is heading that way as well, to see what more needs to be done.

The camp needs some work, so I make clear my hope that the necessary funds will be provided to upgrade the camp. When diplomacy fails, we count on our elite forces such as our Royal Marines. We need to look after them, and that is why it is good that the camp is being invested in.

Bearing in mind the concerns of the communities who are losing these facilities, will the Minister assure us that the closures are operationally led rather than cost-cutting as a result of the Treasury’s handing the MOD a pensions bill that the Library estimates at £3 billion over the next spending period?

I did mention that the closures were operationally led, but there are cost savings to be made. The huge pressures on the defence budget mean that we have to find better ways to make efficiencies. As I said before, 2% of UK land is owned by the MOD. Much of that is surplus to requirements: we do not need it. We have duplicate assets in different places. It is best to try to bring those together and hub them, but without losing sight of the fact that in some places assets need to be kept for reservist and cadet functions.

May I ask for a meeting with my right hon. Friend to discuss the release of the MOD land at Forthside in Stirling, earlier than the planned 2022? My right hon. Friend will be aware that the land is of absolutely vital importance to the Stirling city deal for development, both commercial and residential. Would he consider, for example, releasing the decontaminated land in parcels?

I will be more than happy to meet my hon. Friend. I should stress that the future use of any land is not for the MOD to determine. That is first handed to the local authorities, but there is a desire and certainly support from the MOD to make sure that whatever use is made is in the interests of the local authorities themselves and also governmental intentions in building housing.

The Minister is absolutely right to talk about the importance of links between local communities and their service personnel. Nowhere is that more true than in Chester. I welcome the delay in the proposed closure of Dale barracks. Will the Minister use that time to bear in mind the facts about Dale barracks in Chester: retention rates are higher; accommodation is of a higher quality: social infrastructure—for example, schools—is well built up to support our service personnel; and the operational footprint in the north-west needs to be maintained to maintain operational efficiency? Will he bear those in mind and see whether we can perhaps push that date back even further?

The hon. Gentleman, quite rightly and eloquently, describes the pieces of the jigsaw that make a successful garrison or Army unit in any locality: links with the community, operational purpose, and recruitment and retention. If we have areas that are high in those across the country, we certainly need to leverage that.

We very much value the presence of three regiments, the Royal Signals, the RAF’s tactical supply wing in Stafford and other units. I have not yet seen the details, as the letter about further changes has not reached me, but can the Minister assure me that the Ministry of Defence will work very closely, as it has done very well in the past, with Stafford Borough Council and Staffordshire County Council to ensure that the integration of any new units is conducted in the best possible manner?

I thank the Minister for his statement and for his very clear commitment to addressing many of the issues facing service personnel, including accommodation and finding work. I put on record my thanks to the service personnel of all three services for all they do. The Minister stated that employment for personnel and their spouses will be offered. We have had the opportunity over the past few years to speak to some of those families, so we know what the issues are. There are only so many job opportunities, however. Will personnel families be given priority? Will those jobs be in MOD camps or in local communities? Will there be local government involvement? Will efforts be made to place them where their camp can benefit both themselves and their local community?

The hon. Gentleman raises a very important point about what happens in succession and the support we need to provide. I can write to him in detail on what we are doing in Northern Ireland. He is aware that I have visited Northern Ireland on a number of occasions to ensure that the more nuanced approach we have to take there, because of the sensitivities, is conducted carefully as it continues to have an important military footprint with Aldergrove, Palace and Thiepval barracks, and 38 Brigade, which I know he supports.

May I say how refreshing it is to hear my right hon. Friend speak so knowledgeably to his own brief and say how genuinely pleased I am that he is remaining in government, because, without a dose of sarcasm, Madam Deputy Speaker, he is an excellent Minister and I want him to stay in post to do the valuable work he is doing? How does this strategy tie in with the need to provide affordable housing to our veterans?

I hear the message first, but my hon. Friend raises an important aspect of looking after our veterans. I hope the whole House will join me in paying tribute to those who have worn uniform. Our duty of care does not simply end when they depart. We must make sure that they are looked after for the rest of their lives. There are charities and there are initiatives being looked at to see whether the new batches of housing coming online because of areas being liberated can be focused on providing housing for veterans. I think that that is well worth pursuing.

May I first say how much I welcome the Minister’s comments with regard to the 75th anniversary of D-day? It is fantastic that Portsmouth will be the national home of those commemorations. I am especially proud that my grandfather was a veteran from Portsmouth and left Southsea on his 17th birthday for Operation Overlord. The MOD’s recently published quarterly personnel statistics reveal a further decline in personnel numbers of all services for the eighth consecutive year. Can the Minister be more specific about how he is looking at the impact of the closures on recruitment?

First, on the hon. Gentleman’s particular area, I think the whole House supports the fantastic events that will take place in 100 days’ time, and I join him in saying that Portsmouth can be very proud of the role it played in putting together such a fleet that participated in the event itself. On HMS Nelson wardroom, which affects his constituency, there are some issues to do with the masterplan for the Portsmouth naval base which we hope will be resolved. I hope that he will welcome that update. He talks about recruitment. We must conduct these changes with recruitment in mind. As I have stressed, we must make the kind of 21st century high-standard accommodation that youngsters expect. When they go to university, they see the sort of environment they expect to live in. We need to provide them with that. The hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) is no longer in his place, but in Stonehouse, for example, we still have British marines living in eight-man accommodation with a very lousy shower. That is not acceptable in today’s modern age.

May I, too, associate myself with the Minister’s comments about the service of uniformed personnel and with the comments made by my hon. Friend the Member for West Dunbartonshire (Martin Docherty-Hughes) on the anniversary of the Clydebank blitz?

The Defence Secretary stated that Russian submarine activity in the north Atlantic has increased tenfold in recent years. It currently takes 24 hours for a ship to be scrambled to Scottish waters, which account for approximately 60% of UK waters. Will the Minister therefore commit to opening a permanent surface vessel base in Scotland, particularly given the increasing importance of north Atlantic security?

The hon. Lady is right to touch on the activities of Russia. It is investing hugely in all three arenas of operations, air, sea and land, but especially submarines. By investing in submarines, there is far greater submarine activity. We do not monitor the north Atlantic on our own; we do it as part of the NATO alliance. She is right, however, that we need the correct assets, which is one reason why our P-8 maritime patrol aircraft will be based at RAF Lossiemouth. I hear her call, and I would be delighted to meet her to discuss her ideas further.

More than 4,000 of my constituents signed a petition opposing the closure of Woolwich barracks, evidence of precisely the bond that the Minister and other hon. Members have mentioned. The Minister knows that the decision to dispose of the site was finely balanced. In the light of the decisions he has announced in his statement today, may I urge him to consider another adjustment and revisit the decision to sell off Woolwich barracks?

That the draft Armed Forces Act (Continuation) Order 2019, which was laid before this House on 24 January, be approved.

It is a pleasure to seek the support of this House for the order. In doing so, may I immediately begin by paying tribute to those who have worn the uniform and who wear the uniform, both as reservists and as regulars? I also pay tribute to those who support those in uniform; it is those in the armed forces community that we must also pay respect to, and we should be thankful for the sacrifices they make in supporting those who serve in the Army, the Air Force and the Royal Navy.

In Defence questions, we spoke about the duty of care—something that is critical to making sure we continue living up to the standards we have shown over the years. We have an enormous standard of professionalism in our armed forces, as a deterrent. Our allies revere us and want to work with us, and our foes fear us because of who we are.

I entirely support what the Minister says about our recognition of those who support members of our armed forces; the armed forces community is very important. I know the Minister has that community very much in his heart and has their best interests in his mind, and he will be as concerned as I am that satisfaction with pay and pension benefits is the lowest ever recorded. What is being done in armed forces legislation and in the policies of the Government to try to increase morale and satisfaction among the people the Minister paid such warm tribute to?

I am grateful to the hon. Gentleman for highlighting that important point. I will be honest with the House and say that pay is becoming an issue. It was not before—people signed up because of what lay ahead of them, not because of the money. Today, however, the competition that we have in civilian life is such that when people make the judgment as to whether to step forward or not, pay is becoming an issue. We do not want it to be a deterrent to people joining the armed forces.

We are going through the armed forces pay review process, as we do every year, and I will do my utmost to make sure that we are able to pay our service personnel what they deserve, so that it does not become a reason for people not to step forward. I can say the same about accommodation. The reason I articulate these points is that we are shortly to have the spending review. When we talk about the spending review and the armed forces, the immediate assumption is that we are talking about equipment, training and operations. I do not take away from the fact that they must be invested in, but for my part of the portfolio it is critical that we look after the people, and pay is one aspect of that; accommodation is another. I am not able to build accommodation fast enough because of limits in funding.

As we make the case to the Treasury for further defence spending, I simply say that welfare issues must be considered in addition to the other big-ticket items that are normally discussed. Is the hon. Gentleman content with that answer?

It is the first time I have ever been positively encouraged to intervene—it could catch on.

I share the Minister’s views about the wider issues alongside pay. One of the other issues raised with me by members of the armed forces community is the sense of strategic vision on what the Army is for now. I challenged the Minister on this in Defence questions an hour or two ago and he said that there was a strong strategic vision for the Army in 2019. Can he tell us a bit more about what that is, because it is not entirely understood by some people who serve?

Before my right hon. Friend gets on to defence posture, can he tell us whether he has taken note of the Army Families Federation’s recent report, which suggests that the future accommodation model is a major cause of concern among Army families, and a disincentive to remain in the armed forces?

I pay tribute to my hon. Friend’s service and the work that he has done in this area. I would not go so far as to say that the new FAM is causing the problems that he suggests. It needs to be rolled out faster. Those who are serving want to be able to get on the housing ladder, for example, and perhaps invest in a property outside the wire. We want to give individuals three options—to stay inside the garrison, which they might want to do when they sign up; to rent a property outside the wire; or to invest in a property, perhaps using the Help to Buy scheme, for example. My hon. Friend is right that it has taken longer than we wanted to roll out the pilot schemes to test the model, and I hope that will happen in the near future.

My right hon. Friend is right to talk about improving pay, conditions and accommodation. In addition, it is important that we collectively continue to say thank you and appreciate the work that our armed forces do. Will he join me in thanking the Royal Anglian Regiment, which happens to have the freedom of the town of Basildon, and all my constituents who serve in the regiment and across our armed services more widely?

I am more than happy to pay tribute to the Royal Anglian Regiment. I served in the Royal Green Jackets, which was another infantry regiment—it is now the Rifles, I say to my hon. Friend the Member for Aldershot (Leo Docherty), who served in the Scots Guards. The Anglians show the benefit of having a local relationship and recruiting from the community. That is how the Army has developed in strength, with reservist communities and so forth. I am very happy to join my hon. Friend in paying tribute to that regiment.

My right hon. Friend will be aware that the Society of Conservative Lawyers recently published a pamphlet on the decision to go into a conflict situation. In its foreword, General Lord Houghton makes the point that it is very important for Army morale that a decision made by the Government can be implemented immediately, that the element of surprise over an enemy can be garnered in that way, and that therefore it should not always be necessary to have a parliamentary vote before committing armed forces. What does my right hon. Friend think?

I agree with my right hon. and learned Friend. I am probably going to get into trouble by saying that—thankfully the Whips are not listening at the moment, so I can get away with much. I absolutely agree. The main example in my lifetime is August 2013, when we invited Parliament to make a judgment on whether to send in troops. One MP—I will not say who it was—did not feel qualified to decide and so invited members of the public to inform them of which way to vote. We should be able to make such a judgment—an Executive judgment—ourselves. Sometimes the delay in making a judgment on whether to step forward allows the adversary to regroup, hide or move on.

Does my right hon. Friend also agree that we might want to commit forces for something like a hostage rescue, in which case it would be ridiculous to have to telegraph our plans in advance through Parliament?

I say this out of interest, rather than because it is where I want to go, but the United States has the War Powers Act, which obliges the President to go to Congress to seek to continue any campaign that he or she might implement. I think it is absolutely imperative that we get back to that point. It is almost a matter of opinion; I appreciate that. However, if we are to become less risk-averse, we often need to move very quickly. As I will say shortly, there are ever fewer nations that are ready to stand up and protect our values in a fast-changing world. We are one of them, and we should not be held back by having to go through a parliamentary process.

I would just like to dispel some of the gloom that has been spread by the Opposition in relation to the morale of our armed forces. I frequently meet members of the armed forces in my constituency of Aldershot, which is the home of the British Army. I meet fine young men and women from 1st Battalion the Scots Guards, 1st Battalion the Grenadier Guards, 4 Rifles and the Queen’s Gurkha Engineers, and their morale is extremely high because they are involved in an array of operational engagements overseas, and soldiers like to be busy. Young people watching this debate should be reassured that there is no better time to join the British Army, because they will be operationally deployed and morale is extremely high.

I am pleased to hear that, and I pay tribute to my hon. Friend for the work he does in his constituency—I have joined him there and am aware of those important contributions. I also speak to the families federations, who ensure that my feet are kept on the ground and that I understand the reality of the challenges. Youngsters joining today expect different standards from those that he and I experienced when we joined—they want single-living accommodation and wireless internet access, for example. They want a different set of standards from those that we appreciated in our time. My hon. Friend makes a very valuable point.

I thank the Minister for what he has said. We are fortunate to have a Minister who has a heart for his job, understands the job and responds to the issues that Members across the House bring to his attention; he does that extremely well. He mentioned accommodation. I gently remind him of the issue of recruitment and the fact that Northern Ireland was able to recruit a greater percentage than the rest of the United Kingdom, which may be an opportunity. Some of the soldiers joining up tell me that they would like the opportunity to train overseas. I want to ensure that that opportunity will be in the strategy, as well as help for the families.

I pay tribute to those who serve and step forward in Northern Ireland. The hon. Gentleman knows that I have visited his neck of the woods a number of times, and I am very grateful for what they offer. He touches on our important commitment to improve accommodation. We have a £4 billion process of upgrade. That requires tough decisions to relinquish some of the armed forces’ assets that we have accumulated over the last couple of hundred years, but it also means that we can regroup and consolidate into super-garrisons, which are fit for purpose and, I hope, will attract the next generation to serve their country.

I thank the Minister for giving way, and it is welcome that we are talking about the armed forces on the Floor of the House. We have heard in some remarks a focus on how we can encourage people to sign up, but does he agree that it is more about how we retain people, particularly when they get to the stage in their career when they have a family and perhaps need property beyond the barracks accommodation that they were happy with when they signed up?

My hon. Friend makes an important point. The chances are that when someone joins the armed forces, they are single and have little responsibility. As they move ahead in life, they are likely to develop a family and so forth, and therefore their accommodation requirements will change. The armed forces must accept and be ready for that. That is the single issue that the families federations state as the reason for people choosing to leave, and it needs addressing; there is no doubt about it.

Seeing as we are discussing this important issue on the Floor of the House, it might be worth speaking to a wider audience and reminding people that when they join the armed forces as a young person, the training they receive is often through the formal provision of an apprenticeship. Our military services are one of the biggest providers of apprenticeships in the country, and people leave the services with full and proper qualifications.

I am looking around the Chamber, and I see that there is life after the armed forces, with so many characters who have served and ended up here. That is fantastic. On a more serious note, the skillset that people develop in the armed forces arguably is second to none, compared with other areas of life. Grit, tenacity, determination, leadership skills, commitment and team-working are all transferrable skills, and it is so important to recognise that. If we have a challenge, it is the fact that the cohort of people who are familiar with what the armed forces have to offer is getting smaller, because the armed forces do not have the same direct exposure. Our challenge is to ensure that every HR director, personnel officer and person charged with recruitment in a business is aware of what our brilliant armed forces can offer.

It is worth spelling out the wider aspects of what our armed forces do, because we are here to give consent to their continued existence.

My right hon. Friend is being very generous in giving way. Does he agree that the real significance of the order is that it continues the system of command and of justice that applies through command in the armed forces? It is therefore crucial that we renew for another year, so that the system of command and discipline can continue.

I do agree, and that goes to the heart of what we are debating. It is important that the disciplinary aspects of the armed forces continue; because they change, we are obliged to come back to the House and re-confirm them.

It is important to recognise that our armed forces do much more than what we see day to day in the newspapers. As Operation Telic and Operation Herrick are removed from the frontlines, and we see less about this on the front pages and hear less and less about these issues, we should recognise what amazing work our armed forces do in keeping UK citizens safe in this country and, indeed, abroad. We play a leading role in NATO, providing collective assurance and deterrence in the posture that we build. Along with our international partners, we are also conducting and targeting counter-terrorism activity.

We support multinational peacekeeping operations and build stability overseas, which ensures the freedom of navigation and the UK’s access to global resources. We safeguard strategic choke points and protect essential lines of communication, not least across our oceans. We also keep the skies safe—not just in the UK, but in Europe and beyond. Newer to the portfolio, we are ensuring we monitor movements in outer space. The House will be aware of what we do to tackle piracy on the seas and high seas, and to reduce poaching in Africa—we have done much to tackle the illegal wildlife trade in Africa—and we of course assist in delivering overseas humanitarian aid relief during emergencies and disasters.

All that involves a wide variety of skillsets, which our armed forces are expected to understand and execute. It is important that we recognise that these are not things we see every day in the newspapers, but they are things that this House expects them to do when a crisis happens. It is to them that we turn when diplomacy fails and when this country faces challenges.

My right hon. Friend is being extremely generous with his time. In describing the expansive nature of our military presence globally, does he agree with me that the new naval facility in Bahrain, and the activities and patrolling carried out by the Royal Navy there, are an important demonstration that we are committed to the security of the Gulf and to providing reassurance about the free passage of trade around the peninsula?

My hon. Friend cites an acute example of exactly what we are doing. HMS Jufair is a fantastic illustration of our having permanent exposure, with a permanent facility, and of our working not just with the Bahrainis, but with others in the middle east. We set standards and values and share tactics and operational capabilities, and we improve governance, the rule of law and so forth in doing so. I pay tribute to those who have made that facility work. If memory serves, I actually visited the facility with my hon. Friend in the recent past.

We have touched on the long-established reputation of our armed forces in defending not just our shores, but our values. At this juncture, I would comment on how the world is changing rapidly. It is getting more dangerous and it is getting more complex. The threats are more diverse than ever before. I would argue that if the instability we are seeing is unchecked, it will become the norm. These are threats not just from a man-made perspective—extremism and resurgent nations, as well as cyber-security—but from climate change. We are reaching or testing the limits of what our fragile planet can actually do, and if we do not act soon, there will be huge consequences with migration, the movement of people and so forth, as well as the stockpiling of food and a threat even to our ability to grow the crops we actually need.

The world is changing fast and it requires a collective effort if we are to meet some of these challenges. Britain has been a nation that again and again steps forward to lead the way—not always to do the heavy lifting, but certainly to show leadership. I certainly believe that, as I say, this is an important juncture at which to regroup and look at the rules—established mostly through Bretton Woods, after the second world war—that are now out of date. They need to be reviewed to recognise the new world that we actually face, before this becomes the norm and we are unable to change and set the standards for the next number of years.

The rate of change and level of uncertainty are outpacing governance and unity. The old rules need to be updated, and, because of human empowerment, it is easier for individuals to have greater access to means of causing harm, through computers and so forth.

My right hon. Friend is painting a picture of the complexity and severity of the challenges we face. That threat has changed over the years, to the point at which the level of skill required across a broad range of disciplines is growing. I was fortunate enough to be the envoy for the Year of Engineering last year and saw how our armed services use engineers both on the ground and behind the scenes to tackle some of those threats, particularly on cyber-security. Will he therefore join me in promoting engineering within the armed services as a way of meeting and tackling the challenges that he is talking about?

I fully concur. It was a pleasure to participate in the Year of engineering last year. It is important that we encourage STEM subjects—science, technology, engineering and maths—and we are doing that, as was mentioned earlier, through our apprenticeship schemes. The skillsets that even the basic infanteer requires from a technology perspective are enormous, and so different from when I served. It is absolutely important, through schooling, apprenticeships and all aspects of our armed forces, that we encourage these things.

I was talking about the fact that the tried and tested diplomatic instruments and conventions that we have relied on are no longer fit for purpose and about the importance of the fact that we are now threatened with greater human empowerment through technology.

It used to be said that atomic weapons were the biggest threat we faced. I was moved by a book written by David Sanger, a New York journalist and a specialist in cyber-warfare. He now says that cyber-warfare has taken over as the biggest threat that we face, because attacks can be conducted state on state and there are no repercussions and no rules. There is no Geneva convention to say, for example, that elections or hospitals are out of bounds for a cyber-security attack. There are no repercussions or recognition above board of what the penalty or punishment is, or even of what rules a cyber-security attack breaks.

This is more dangerous because, unlike with nuclear weapons, it is not just states that use such attacks—any individual can. That shows the requirements and the pressures of what our armed forces are up against in today’s changing world, with accelerating technological advancement, the increasing environment of stress that I mentioned and, of course, the change in population growths and habitats.

When it comes to cyber-security, both in terms of defence and offence, is he confident and reassured that cyber-capability will be front and centre in the modernising defence programme as it moves from adoption to reality?

My hon. Friend makes an important point. As we discuss upgrading and recommitting the existence of our armed forces, it has traditionally been around those conventional capabilities of Army, Air Force and Navy, and now it must expand to this fourth dimension, which includes cyber and space. These are the volatile and vulnerable areas that we absolutely need to invest more in, and I am pleased to say that that is exactly what is happening.

Does he agree that although we are committed to paying 2% of our GDP on defence to make sure that these international threats are adequately attacked, other countries also need to make similar commitments?

I am on the record as saying that we need to spend more than 2%, as that is a very arbitrary target. Ultimately, the important thing is whether people turn up for the fight as well. If we take Operation Ellamy, which was in Libya, as an example, many NATO countries did not bother turning up even though they were NATO signatories. I appreciate the 2% and, yes, we want countries to pay, but ultimately they need to be ready to fight as well.

I am very grateful to the Minister for allowing me to intervene again. I just want to take him back to the comments he was making a moment ago about cyber-warfare and hybrid warfare. Does he consider cyber-warfare to be warfare? If so, who are we at war with?

The hon. Gentleman makes my point for me. There are no accepted rules, and post Brexit Britain and the rest of world collectively need to recognise that. From a NATO perspective, article 5 does not apply. If there are no rules, how can we punish anybody? How can we identify who is responsible for what? This is a whole world that we need to address very soon indeed.

That point allows me to move on to a point about having an honest conversation with the public—this touches on the 2% issue. The general public have a huge admiration for our armed forces, who are the most professional in the world. However, I would also say that there is a collective naivety about what we can actually do. We are facing some very real threats that we need to wake up to.

I do not mean to digress too much, but because this place made so much noise about potholes, which was because local government made so much noise about potholes, the Chancellor then provided the money to address the problem of potholes. We are not making enough noise about our capabilities and where we are versus the threats we actually face.

Our main battle tank is 20 years old. It has not been replaced in that period. Meanwhile, France and Russia have upgraded their tanks two or three times over that period. We have some fantastic kit coming on board, but there are other areas where we need investment. We need to tell the public that if they want Britain to be able to step forward when it is required, we need to pay for that. That is the conversation we need to have, as well as talking about the threats we have touched on and have articulated quite adequately today. As I say, ever fewer nations are willing to step forward.

I will not give way. I need to make progress because I am getting that look from Madam Deputy Speaker—other hon. Members want to participate as well.

It is important to recognise where we are and to have a more real debate with the public. There is a Russian proverb that says that it is better to be slapped in the face by the truth than kissed with a lie. Without being too provocative, I believe that we are trying to sell a capability of the armed forces, which we are very, very proud of, but that the nation is in denial about the real threats appearing over the horizon. It is our duty as the Executive, as the Government and as parliamentarians to express that to a nation that, if it fully understood the picture, would be more willing to say, “Yes, let’s spend more money.” I hope that message will come through in the spending review.

I turn to the Armed Forces Act (Continuation) Order 2019. We seek the consent of the House through the annual consideration of the legislation governing the armed forces: the Armed Forces Act 2006. The draft order we are considering this afternoon is to continue in force the 2006 Act for a further year, until 11 May 2020. This reflects the constitutional requirement under the Bill of Rights that a standing Army, and by extension now the Royal Navy and the Royal Air Force, may not be maintained without the consent of Parliament.

I am sure the House will be familiar with the fact that the legislation that provides for the armed forces to exist as disciplined bodies is renewed by Parliament every single year. That is what we are doing here today. The requirement for annual renewal can be traced back to the Bill of Rights 1688. Time prohibits me, Madam Deputy Speaker, from going into detail on that, but I am happy to write to hon. Members if they would like further information on that front.

Every five years, renewal is by an Act of Parliament. The most recent was in 2016 and the next will be in 2021. Between each five-yearly Act, annual renewal is by Order in Council. The draft order that we are considering today is such an order. The Armed Forces Act 2016 provides for the continuation in force of the Armed Forces Act 2006 until the end of 11 May 2017 and for further renewal thereafter by Order in Council for up to a year at a time, but not beyond 2021. If the Armed Forces Act 2006 is not renewed by this Order in Council before the end of 11 May 2019, it will automatically expire. If the 2006 Act expires, the legislation that governs the armed forces and the provisions necessary for their maintenance as disciplined bodies will cease to exist. Discipline is essential. It maintains the order necessary for the armed forces to accomplish their mission to serve our country, whether at home or abroad.

The Act contains nearly all the provisions for the existence of a system of command, discipline and justice for the armed forces. It creates offences and provides for the investigation of alleged offences, the arrest, the holding in custody and the charging of individuals accused of committing an offence, and for them to be dealt with summarily by their commanding officer or tried in a court martial. Offences under the 2006 Act include any criminal offence under the law of England and Wales and those that are peculiar to service, such as misconduct towards a superior officer and disobedience to lawful commands. We should not forget that the Act applies to members of the armed forces at all times, wherever they are serving in the world.

If the Act were to expire, the duty of members of the armed forces to obey lawful commands, and the powers and procedures under which this duty is enforced, would no longer have effect. Commanding officers and the court martial would have no powers of punishment for failure to obey a lawful command or other disciplinary or criminal misconduct. Members of the armed forces would still owe allegiance to Her Majesty, but Parliament would have removed the power of enforcement. Service personnel do not have contracts of employment and so have no duties as employees. Their obligation is essentially a duty to obey lawful commands. The Act also provides for other important matters for the armed forces, such as their enlistment, pay and redress of complaints.

In conclusion, the continuation of the 2006 Act is essential for the maintenance of discipline. Discipline, in every sense, is fundamental to the existence of our armed forces and indeed, to their successes, whether at home in supporting emergency services and local communities and protecting our fishing fleet and our shores; playing their role in counter-terrorism or in combating people and drug smuggling; distributing vital humanitarian aid; saving endangered species; or defeating Daesh in Iraq and Syria.

We owe the brave men and women of our armed forces a sound legal basis for them to continue to afford us their vital protection. I hope that hon. Members will support the draft continuation order.

I rise to support the motion, as my hon. Friend the Member for Llanelli (Nia Griffith) did. While this is a motion that many might have expected was limited in scope and was likely to be passed without much comment, the Minister, of whom I am a big admirer in the job he does, has broadened its scope and other Members have taken him up on the challenge he posed. He made a remarkable speech; I cannot think of many times where a Minister has stood at the Dispatch Box and been so implicitly critical of the Government they speak on behalf of. I entirely support his call for greater investment in our armed forces and will expand on some of the arguments he made about our investment in equipment.

I would not want the hon. Gentleman to mislead the House and say I was somehow not supportive of the Government. I am absolutely, of course, supportive of the Government—a loyal Minister. I am simply encouraging the advancement of policy; I think that is how I would delicately put it.

People will read the right hon. Gentleman’s speech and make up their own minds on whether he was urging the Government to take action in a different direction, but if he wants the advancement of policy, he is in exactly the right place to do that as a Defence Minister. He was right to say that we absolutely recognise the professionalism of those who serve and to point to the admiration he has—and I have, and Members right across the House have—for people who dedicate their lives to our armed forces, but we must also ask ourselves some serious questions about the way in which we support them, and I will come to those in a moment.

If I was to have an area of disagreement with the Minister, it would be on his challenge to the public about the fact that we need to have an honest conversation with them. It does not seem to me that it is the public who are preventing the Government from spending more on our armed forces or meeting greater than the 2% spending commitment. We had a debate here about having greater spending on our armed forces and there was widespread agreement across the House that that should happen. I have never had a member of the public say to me in my surgeries or when I am out door knocking on a Saturday that they disagree with greater spending on the armed forces. I do not think that we need to convince the public of the need to spend more; in fact, it is the Chancellor of the Exchequer and the Prime Minister who need to be persuaded to spend more money on our armed forces.

The Minister spoke about his commitment to the armed forces community and his disappointment that there was such low morale on pay and pensions. He introduced accommodation as another real bone of contention, and I support him entirely on tackling those issues. He and the hon. Member for Torbay (Kevin Foster) both said that we should not regard a job in the armed forces as being similar to any other job, and I agree with them. Of course there is a level of commitment required from members of the armed forces that is not present in other jobs, but that does not let the Government off the hook when it comes to pay and pensions and to treating people who serve with the respect that they have the right to expect. When it comes to saying to the loved ones of members of the armed forces that we value their support, pay and pensions and accommodation are among the ways in which we can show that we recognise their commitment. I absolutely recognise that working in the armed forces is not the same as any other job, but that does not let the Government off the hook when it comes to ensuring that the pay for members of our armed forces keeps pace with inflation and that they are no worse off at the end of the year than they were at the start of it. That is a very basic commitment.

Another very basic commitment is that we make the necessary investment in equipment, in training, in deployments and in the commitment that we expect of members of the armed forces. We need to pose some serious questions to the Government about those things as well. The Minister said that we had the most professional armed forces in the world, but it is important that we should not be complacent. As he mentioned, the battle tank is 20 years old. As a member of the armed forces parliamentary scheme, I have had the privilege of speaking to members of the armed forces, and they absolutely want me to hold the Government to account over investment in equipment. They share many of the reservations that he has. They also share reservations about the level of experience of some of the people in our armed forces. Huge numbers are leaving, many of whom had been through engagements in Afghanistan and Iraq and were absolutely match fit. The people who are now in those roles, while well trained, are much less experienced than the people who would have been in those arenas eight or nine years ago. I absolutely express our admiration for the people in our armed forces, but we must never be complacent about what we actually have on the ground.

I had the pleasure of going over to Kenya as part of the armed forces parliamentary scheme to visit the British Army training unit Kenya—BATUK—but I know that many training courses have been cancelled over the past year or so and that that facility is being used a lot less than it was previously. That investment in the training of members of our armed forces to ensure that they are used to the different theatres they might face is incredibly important.

My hon. Friend the Member for Llanelli (Nia Griffith) mentioned the Tory manifesto pledge for the Army to be 82,000 strong. Will the Minister give us absolute clarity on whether the Government still consider themselves bound to that commitment, or whether, as it was not featured so explicitly in the 2017 manifesto, it is now more of an aspiration than a commitment? Either way, it is a commitment that is not being met. I entirely support the motion, but I also share many of the concerns that have been raised today. I absolutely pledge my support to the Minister in his campaign to persuade the Treasury to give our armed forces the support that they need and deserve.

This has been a far more thorough and wide-ranging debate than I imagined it would be, and I welcome that. I hope that in future years, when we come to update the House on the continuation of the armed forces, we can have the debate in the main Chamber.

I hear what the hon. Member for Llanelli (Nia Griffith) says about recruitment and Capita—she raised the point in Defence questions, too. The Minister for the Armed Forces is better able to respond, so I will ask him to write to her with more details. The future accommodation model is about choice, and I have touched on that.

The hon. Lady also mentioned the Defence Safety Authority and its report, which I take very seriously. I stress to the House that there have been fewer fire issues than in previous years, but the issue is about management, and every effort is being made to make sure we honour the report’s recommendations. Again, I will write to her with more details on how that will be achieved.

My good and hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan) made a wide-ranging speech. She underlined the importance of the bond between US marines and the Royal Marines and their work to create a formidable relationship, which has developed over the years. She also praised the Secretary of State for jumping into the Norwegian sea—he is doing a fantastic job. She also touched on the Kessler effect, and a spiral of junk satellites bumping into each other is a huge concern. It would take us back to the 1950s, and we are working on it.

The hon. Member for West Dunbartonshire (Martin Docherty-Hughes) mentioned peacekeeping, and anyone in uniform will recognise its importance. It is not so much about defeating the enemy as enabling the local population, and nowhere is that more pertinent right now than in Iraq and Syria. Murders are happening every day, and ISIL is still active. ISIL is not in our headlines, but that is not to say it has dispersed. We need to make sure that we help with stabilisation, peacekeeping and rebuilding those nations in whatever way we can, obviously with their agreement.

The hon. Member for Chesterfield (Toby Perkins) spoke about being honest in our conversation with the public. I make it clear that France is about to overtake us in defence spending. We have to make the case to the nation, because we queue up with every other Department in asking for more funds from the Treasury. If we take the nation with us in calling for it, we are more likely to get where we want to go.

I have mentioned tanks, but we had 30 RAF squadrons in Operation Ellamy, and we are now down to seven. We cannot build two new aircraft carriers without extra money and not have an impact on the rest of the surface fleet. These are important issues, which is why the Defence Secretary and Defence Ministers are all making a potent case through the defence modernisation programme, which my hon. Friend the Member for Aldershot (Leo Docherty) mentioned, to say that we need to upgrade the defence budget. I am pleased with my hon. Friend’s contribution; he touched on the importance of cyber. If we think the last 10 years have seen a change in our world, wait for the next 10 years. Artificial intelligence, 5G and the internet of things will change our world fundamentally, and I am not quite sure whether we are ready.

My hon. Friend the Member for Braintree (James Cleverly) speaks with such experience. He talks about our offer—what is our offer to our armed forces?—and that is so important for us to recognise and understand. More than 20 operations are taking place around the world, and Operation Toral, the continuation in Afghanistan, is just one of them. They do not make the headlines, so they are not the recruitment sergeant that Iraq and Afghanistan have been. Because of the greater employment rate, it is a testing environment to let people recognise how the armed forces can be a fantastic career. He also touched on flexible working, which is important, and how roles have been opened up to women right across the piece.

Following this full debate, I hope the House will support the draft order and recognise its contribution to upholding the constitutional position that the armed forces may not be maintained without the consent of Parliament.

My final words are to anyone thinking of signing up. I could not encourage you more. You will learn things about yourself that you did not know, you will do things that you never thought possible, and you will visit places that you never thought you would be able to visit. When you finally march off that parade square, after you sign up, you will not only be serving your country but you will be making your mum and dad so proud of you.

I am pleased to say that there is broadening support for the armed forces covenant, which is a priority for the Ministry of Defence. We now have over 3,300 organisations participating in it, and the veterans strategy consultation, which was launched in November, is looking at further ways in which we can expand its support.

May I too associate myself with your comments, Mr Speaker? Any budding politicians out there should read the part of Paul Flynn’s book where he describes setting on fire his oven’s cooking instructions five years after moving into his flat.

On a more serious note, with an estimated 58 veterans’ suicides last year and the charitable sector saying that it is struggling to cope with demand, does the Minister agree that there is too much reliance on the sector to support personnel leaving the service with mental health disorders?

The hon. Gentleman raises a very important issue. We should not make the automatic assumption that because there is a suicide and the person is a veteran, it is because he is a veteran that there is a suicide. However, that should not prohibit us from understanding more about what is actually happening to those who serve and have served. We are working with the coroner’s department to get better data on this, and we also have a new programme to make sure that people are aware of the mental health support that they can gain once they leave the armed forces.

The Minister will know that there are few very reliable statistics on veterans who are homeless. What does he intend to do to improve that?

This goes to the heart of what the covenant is all about. I want to see all homeless people looked after, and I want to make sure that if they are veterans, the covenant is recognised and enforced. However, if we are to do that, it is not the MOD that needs to do it; it is actually local government. Thanks to the veterans board, we are now enforcing the covenant and encouraging Government Departments to ask, “Are you doing enough?” Each local authority has an armed forces champion, who should be looking at these issues to make sure that the authority is tackling homelessness issues in its area. If there are any areas where there is a problem with that, please let me know.

It is anecdotally alleged, although not necessarily backed up by statistics, that a disproportionate number of prisoners are veterans. What consideration has my right hon. Friend given to making better use of the MOD prison estate—particularly Colchester Prison, for example, which I understand is relatively empty at the moment? Would that not be more appropriate housing for soldiers and veterans who are in civilian prisons?

A recent investigation has revealed that black African soldiers in the East Africa Force, formed in 1940, which encompassed thousands of troops drawn from the British colonies and current Commonwealth countries, were paid only a third of the wage received by their white counterparts. Will the Minister tell the House whether there will now be a full and comprehensive Ministry of Defence investigation of this issue, and whether such an investigation would consider granting appropriate compensation to all surviving veterans?

I thank the Minister for that answer. The Covenant Fund Trust will play a vital role in providing important organisations such as the Shropshire armed forces community trust with additional resources to help veterans with mental health problems. The Covenant Fund Trust has increased, but my hon. Friend is absolutely right that it forms a wider package of measures. I join the Secretary of State in saying that we would like to see the defence budget increase not simply because of procurement or training, but because we need to look after our people. This is an illustration of that. We introduced the mental health and wellbeing strategy a year and a half ago. This has helped armed forces personnel to be more aware of what mental health support is available.

There is still confusion among clinicians and veterans over how the armed forces covenant guarantee of priority treatment for conditions related to the veterans service is applied, so what discussions has the Minister had with the Health Minister in Wales to support our veterans there?

The Defence Secretary co-chairs the veterans board, which looks at precisely this. We need to make sure, no matter whether it is in England or in the devolved Administrations, that no veterans are left without the support that they need. It is important, no matter which hospital or organisation it is, that they are aware of their covenant responsibilities in looking after our brave service personnel and veterans.

As the Minister knows, RAF Scampton is very close to my constituency. It employs more than 600 people, many of whom live in Lincoln and contribute to the local economy as well as to our communities. What specific assurances can the Minister give MOD workers in Lincoln, and throughout Lincolnshire, who fear that they will be made redundant or forced to relocate should the closure go ahead?

The hon. Lady is right to wish to ensure that we look after those workers—who are committed to the RAF—and, indeed, their families. However, as I mentioned earlier, Lincolnshire does well from an RAF perspective. It has RAF Waddington, with its intelligence, surveillance, target acquisition and reconnaissance capability, and RAF Cranwell, with its training capabilities, not to mention RAF Coningsby, with its fast jet capability. I hope that most of the people who are transferred or moved will be able to remain where they live now, although their work will take them elsewhere in the county.

As a Member of Parliament representing RAF Scampton, I thank my right hon. Friend for the work that he has done in trying to secure a future for it with our district council, West Lindsey. May I urge him, however, to consider the desire of all Lincolnshire people, which is based not on emotion but on sound, grounded fact, that the Red Arrows should stay in Lincolnshire? We can provide good employment for those 400 people. The three bases that he mentioned are within 15 or 20 miles of each other. We have superb airspace and a great RAF history, so please can we keep the Red Arrows in Lincolnshire?

I pay tribute to my right hon. Friend’s determination to ensure that this place recognises the work, the heritage and the history of RAF Scampton, which will, I think, be noted by his constituents and others. It is important for the museum there to continue.

As my right hon. Friend will know—[Interruption.] Is that okay Mr Speaker? As my right hon. Friend will know, the location of the Red Arrows is partly due to an operational capability to ensure that they are serviced. The airspace is run by the Civil Aviation Authority, and that is the subject of a separate discussion to be had with them.

Some 15,000 armed forces personnel leave the Army, Air Force and Navy every single year. We have invested significantly in resettlement provision, and the two key organisations that help provide that are the Career Transition Partnership, which helps individuals in that preparation, and the Defence Relationship Management organisation, which partners with businesses to make them aware of what skill sets are available.

I am grateful to the Minister for that answer. Copernicus Technology, based in Moray, was set up in 2008 with ex-RAF engineers and it provides excellent work for the US Department of Defence on an intermittent fault device. Will the Minister consider looking at the benefits of this in the UK, because it increases the availability of the elements that it is used on and reduces support costs for the US, and we could surely do with that here in the UK?

I pay tribute to the charity my hon. Friend mentions. There are over 400 service-facing charities out there providing support for ex-service personnel. It is important that those who require support know where it is to be found, and I am pleased that more charities are working through the Veterans’ Gateway, the single portal that allows veterans to know where help can be found.

T3. Suicide claimed the lives of 71 military personnel and veterans last year, and mental ill health is a clear and present danger to our servicemen and women and to our veterans. What assessment have Ministers made of making an automatic link between those leaving the service and their local Royal British Legion to help them to ease their way back into civilian life?

I am grateful to the hon. Gentleman for raising something about which we all need to be concerned because the numbers are worrying. We do what we can to offer a far greater relationship as people depart the armed forces. There is a cohort of veterans who served around the Falklands era who are not benefiting from the education that people receive as they leave the armed forces today. We need to do more, and the hon. Gentleman provides an example of one thing that we can do.

I will do my best to impress, Mr Hollobone. As is normal practice in these debates, I start by thanking my right hon. Friend the Member for Gainsborough (Sir Edward Leigh) for his very kind words in recognising the issues I have to deal with—providing the news and dealing with the real estate—and for his courtesy in our discourse about this very delicate matter.

I also take this opportunity to welcome back the Tornado pilots who have returned from their duties in Iraq and Syria for the last time. The Tornado is an incredible aircraft, which came into service in 1979. It has now returned to RAF Marham and will be replaced by the F35 and the Typhoon. That demonstrates the advancement of our incredible capabilities, which were reflected across the nation in the 100th anniversary last year. I think that was a welcome reminder to the nation of just how important our armed forces are. We as a nation step forward when perhaps other countries do not. That is part of our desire and appetite to help to shape the world around us, as a force for good. The RAF has played, and continues to play, an important role in that.

Before I discuss RAF Scampton in detail, I want to put into context the wider picture of defence real estate optimisation that we face. My right hon. Friend touched on that a number of times in his speech. We must recognise that a base or a garrison is not just an operational locality; it is also a place for families and friends, where children grow up. It is part of a community and forms a bond with the society in which it is embedded.

We must also recognise that because of decades—indeed, centuries—of development of the armed forces real estate, the country is peppered with little localities, from Dad’s Army operations to huge bases. Some 3% of the UK is MOD land. Owing to the reduction in the size of all three services, some of that is surplus to requirement, and that means that we must make tough decisions.

I am sure the Minister will agree that the presence of the Red Arrows makes Scampton more important, because they are such an iconic institution in the United Kingdom. We associate them with the commemoration of important events and anniversaries, and particularly the 100th anniversary of the RAF. We have an important event coming up on 29 March this year. Does the Minister think it might be possible to arrange for the Red Arrows to fly over Parliament so we can properly celebrate that important historic event?

I am tempted to say so many things. My hon. Friend, for whom I have huge respect, knows that we were on different sides of the argument. To be clear, where we are is not where I would want to be. However, I am committed to democracy and I recognise the process that we have undergone, so I respect the fact that, if there is a deal, we will depart from the European Union on 29 March. I hope he will forgive me for saying that although 17 million people may be shouting for joy on that day and may demand that the Red Arrows participate, the nation as a whole—43 million voters—must come together, put aside their polarised views and the gridlock we have faced, and move forward.

My right hon. Friend the Member for Gainsborough touched on the challenges we face, including what Russia is doing. China is tasking us in another void. We must work with our European partners to meet the threats and challenges we face in a diverse, very complex, changing and threatening world. I hope my hon. Friend the Member for Ribble Valley (Mr Evans) will understand if I do not jump at the opportunity to stand with him on the point that he made.

I return to the subject of the debate. To conclude my point about the defence real estate optimisation programme, we must reduce the size of the footprint of the estate and drive down the running costs.

We must invest heavily in the core sites where our personnel will be based. That is the focal point. As we reduce the size of all three services of our armed forces, we are building up super-garrisons where we can invest in the long term to improve the accommodation and training facilities, but that means that we must take difficult decisions to close bases.

Has the MOD had any discussions with other Departments about whether it should be funding the cost of the Red Arrows, given that their great value is not to war fighting and defence, but to UK plc’s influence around the globe? Scampton is now a historic education centre, and that is not the MOD’s core business.

No. We are jumping into discussing one of the assets that is based at RAF Scampton. Given the time, I might as well throw away my speech and just go for it, because I will not be able to get through the points. The RAF Red Arrows are critical to our capabilities in a number of ways. They allow our pilots to develop skillsets that they would not get in any other forums. They do much to promote Britain’s activity, soft power and so forth. They do outreach—for example, at Scampton and the Bournemouth air show. They reach out to youngsters and invigorate them to think about potentially serving in the armed forces, or at least to support and have reverence and respect for what our armed forces do.

There is no threat to the Red Arrows, but we must ask two questions. First, where can they be based? The RAF itself must make a judgment call on that operational decision.

I will finish this point, if I may.

Secondly, where do the Red Arrows train? They spend some of their time training, and some of their time doing display work. The training area is not necessarily right on the doorstep of where they are based, but the training must be done with the permission of the Civil Aviation Authority, so there are many factors that must be taken into account when allocating where the Red Arrows will be. The Red Arrows have moved regularly since they were created. They have never been in one place for any huge length of time.

My understanding is that, as my right hon. Friend the Member for Gainsborough (Sir Edward Leigh) said, the Red Arrows have been in Lincolnshire since 1983. I was a hospital doctor before I came to Parliament, and I remember the joy that many local patients would get from watching the Red Arrows practise outside the window.

I wonder whether the Minister has given consideration to a couple of points. First, RAF Cranwell will soon have a special G-force training facility, which the RAF Red Arrows will use—they are, obviously, local. Secondly, has he had any discussions with the Department for Business, Energy and Industrial Strategy about contributing to the Red Arrows?

I will not answer those questions here because, with respect, this is the debate of my right hon. Friend the Member for Gainsborough. I will write to my hon. Friend the Member for Sleaford and North Hykeham (Dr Johnson) with the answers.

On the Red Arrows and Lincolnshire, I have had the good fortune to visit many of the bases. I was in RAF Marham on Thursday, which is to be the home of the new 617 Squadron in tribute to the Dambusters, which my right hon. Friend the Member for Gainsborough mentioned. Lincolnshire does incredibly well, given that ever fewer runways and airbases from the second world war survive. It is the home of the RAF. I have mentioned Marham, and Coningsby is also based there, with our quick reaction force. My hon. Friend the Member for Sleaford and North Hykeham mentioned Cranwell, where officer training takes place. She is right that there is a new state-of-the-art facility there for F-35 training, which involves a simulator that allows pilots to experience not just taking off and landing, but other moves; it gives them the exact experience of being in the aircraft. Then there is Digby, and not least Waddington, where our star capability is. As a county, Lincolnshire does incredibly well.

I will not give way again. I literally have two and a half minutes left, and I am on page 2 of my speech. I might as well give up.

As my right hon. Friend the Member for Gainsborough said, some of the assets at RAF Scampton—the bases and buildings—are exactly the same as they were in the second world war. We have not invested in the site for some time. The runway itself requires huge investment because of the weight of the aircraft, the distance and the runway systems. The cost of bringing all that up to the standards we expect would be prohibitive. There is huge recognition of the history of that important site, given the role of the Dambusters, which my right hon. Friend touched on. We do not want to lose sight of that. I am pleased to hear that the museum is going well. In our private conversations, I have said that I would like to speak to the Secretary of State for Digital, Culture, Media and Sport to see what more we can to do invest in that site.

I make it very clear that we do not take these decisions lightly. Through the full scoping of the RAF real estate, we must make tough judgments about where we will invest in the long term. I am very sorry that Scampton was not one of the sites chosen, but we need to work with those who will be based there to ensure that, as the relocation takes place, they and their families are looked after.

Ultimately, this is an operational decision made by the RAF itself. I promise my right hon. Friend that Lincolnshire will continue to play the most significant part in the air contribution to our military capability.

In conclusion, I simply say that I understand hon. Members’ passion. It is important that MPs come here to support their communities and recognise the value that RAF personnel and their families bring. I recognise that, and I recognise the difficult decisions that must be made. I stand here as a pilot and as somebody who served in the armed forces. It is important, given the complexities and challenges we face, that the RAF continues to advance. We will continue to invest in the people, the real estate, the training and the airbases.

Before I answer this question, Mr Speaker, may I join you in welcoming our overseas guests here today? They are strong, important and valued Commonwealth allies. In particular, I thank our Australian representative: Sydney hosted the Invictus games in October and did an absolutely fantastic job in reminding all of us that there is life after injury, and that, through sport, people can develop a new chapter as they advance.

On the Royal Marines, I hope, Mr Speaker, that you will join me in congratulating the Royal Marines as they celebrate 355 years since their formation. They have a fantastic history: helping Lord Nelson secure victory at Trafalgar; ensuring that we secured The Rock in 1704; enabling us to land at Normandy with 17,500 Marines; and, of course, helping in the liberation of the Falklands. We all owe those who earned the coveted Green Beret a huge debt of gratitude.

Since my Adjournment debate on the Royal Marines’ basing arrangements last week, I have received lots of feedback from those who have served in the Royal Marines. It is clear that the association between the Royal Marines and Stonehouse is a bond worth preserving. Will the Minister consider extending the closure date of Stonehouse barracks in Plymouth from 2023 to 2025 or later to allow enough time to build the state of the art Royal Marines superbase in the city that our Royal Marines rightly deserve?

I join the hon. Gentleman—I hope the whole House will agree with me—in saying thank you to all those who have served and who are serving in the Royal Marines. He is aware that we had a series of debates last week supporting the Royal Marines and confirming an important continued presence in the south-west. He will be aware that 3 Commando Brigade will remain in the Plymouth area; 29 Commando Royal Artillery must move from the Citadel, which is no longer fit for purpose; 40 Commando will move from Taunton; 42 Commando will remain in Bickleigh; 45 Commando will remain in Condor; and our close protection unit looking after our nuclear assets and Lympstone will continue as well.

I can confirm that Plymouth will remain the centre of gravity for the Royal Marines commandos. As I just said, 3 Commando headquarters will remain there. Confirmation of our commitment to the Royal Marines was made this year when the Defence Secretary was able to confirm the continuation of Albion and Bulwark, those stalwart workhorses required for amphibious capability.

The hon. Gentleman will be aware that the better defence estate programme is a 25-year programme to rationalise the defence estate, which is far too large for our present circumstances. We need to look at our training areas and our garrisons, and we need to provide places for civilian housing too. He will be aware that Chester is involved in that programme.

Does the Minister share my concern that reducing the number of barracks and concentrating them in one place—for example, in the north-west, at Weeton in Preston—reduces the operational footprint of the Army in the north-west or elsewhere in the country and therefore reduces operational effectiveness? Might it not be better to keep open some barracks, such as the Dale barracks in Chester, to maintain a better operational spread?

It is interesting that the hon. Gentleman raises our footprint in the north-west of England, which is a very large recruitment area, because the Defence Secretary was talking about that this morning. The hon. Gentleman will be aware of the decisions that have been made concerning the Dale barracks. The 2nd Battalion Mercian Regiment and the Royal Logistic Corps units will be moving. The Fox barracks will remain, and the Army Reserve will be there, but his point is well made, and we will try to act upon it.

Millions of pounds have been invested in the Norton Manor site, where 40 Commando is based, in Taunton Deane. It is ideally located for the marines, and more than 150 people aside from the marines work on the extensive site. This place has a great deal to recommend it, so will my right hon. Friend give a commitment that all those aspects will be assessed in the overall plan to rationalise the defence estate?

The hon. Lady is right to raise concerns about morale in our armed forces. The continuous attitude survey is critical for us to understand the views of our armed forces personnel. We often talk about training, exercises and operations, but the welfare of our personnel and their families is critical.

I thank the Minister for his response. A recent survey of armed forces personnel found that only two in five are satisfied with service life in general. That has been linked to low pay and poor-quality accommodation. What are the Government doing specifically to reverse the decline in our armed forces’ morale?

As I mentioned in my opening remarks, that is a concern, and we must address it. Pay has never been an issue in the armed forces. When I joined up, it was not an issue. People do not join the armed forces for the money, but we do not want it to become an issue. I was pleased that the pay freeze was lifted last year, with a 2% rise. Effort is also being made to improve accommodation and provide flexible working, which is the main ingredient that forces people to depart, because they are unable to spend enough time with their families. Those changes have been introduced, and I hope they will affect the morale of our armed forces.

I am pleased to say that the majority of people make the transition into civilian life without a problem, but there are those who require our support, and we have provided a new programme through the mental health and wellbeing strategy to emphasise this approach. We are also focusing on the veterans strategy, which will provide for a consultation on what more we can do to support those affected by PTSD.

Further to the question from my hon. Friend the Member for Lincoln (Karen Lee), may I press the Minister on recruitment? MOD figures reveal that in the first quarter of last year, Capita failed to bring in 90% of the recruits that the British Army needs. When I wrote to the Minister about this issue, he simply referenced old data. When will the Government recognise the crisis of failed privatisation and bring recruitment back in-house?

I was not sure whether we would reach this point, given the proceedings earlier today, but I am very pleased that we have.

Let me begin, as is customary, by congratulating the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) on securing this important debate. It has been quite a week for parliamentary interest in the Marines. That, I think, is absolutely fair and understandable, and reflects Members’ active interest in and passion for supporting our armed forces and the communities in which they sit. The hon. Gentleman is no exception, as he has illustrated in his powerful and passionate speech tonight.

I can say—and I could then sit down, but I will not—that answers are coming. The hon. Gentleman hinted at the fact that there will be a major statement on the rationalisation of our real estate and some of our assets in the very near future. I hope he recognises the importance of our carrying out due diligence correctly. As he mentioned, many stakeholders are involved. It is important for us to do our homework correctly and then make our announcements accordingly, because so many factors are involved.

The hon. Gentleman touched on the importance of what our military bases represent. They are not just defence assets. They provide homes, jobs and a way of life, and are sizeable communities in their own right. They often have a significant input into the local economy. They are, in essence, living organisms that have a symbiotic relationship with the wider community. Many of our military establishments—Stonehouse is a fantastic example, having been the first purpose-built garrison in the country—have been there for so long that they help to define the areas in which they sit, and add to their reputation.

Members will, however, be fully aware of the wider need to rationalise our defence real estate. It has grown over literally hundreds of years, and now represents 3% of UK land. We do not need it. It is superfluous to requirements, and indeed some of it is required for other purposes, such as housing. We need to use our defence budget wisely. It is simply not possible to retain huge defence real estate in the way to which we have been accustomed in the past—the legacy of sea, air and land assets that were often required and used during two world wars. We have therefore been obliged to conduct a wide-ranging study of Ministry of Defence land, with a view to transforming our estate into one that better supports the future needs of our armed forces.

With that, however, comes more bespoke investment. The hon. Gentleman suggested that Stonehouse was no longer appropriate. I visited that location; the shower units do not work, and Marines are living in eight-man accommodation. That will not attract the next generation of potential recruits. It is important that we build for the future, which is why we are investing £4 billion over the next 10 years to create a smaller, more modern and more capability-focused estate.

Before I turn to the UK Marine footprint, I hope that the hon. Gentleman will not mind if I echo some of the words used in a Westminster Hall debate earlier today, which focused specifically on RM Chivenor. The Royal Marines play a critical and unique role in the wider spectrum of our armed forces capability. This year they celebrate their 350th anniversary. They have much to be proud of in their long history, including a vital role in Lord Nelson’s victory at Trafalgar, securing and defending the Rock of Gibraltar in 1704, the infamous raid on Zeebrugge in 1918 that earned two of them the Victoria Cross, and the D-Day landings in Normandy, where 17,500 of them took part in the largest amphibious operation in history. More recently, in 1982, they were essential to the recapture of the Falkland Islands.

Today, the Royal Marines are the UK’s specialised commando force—our elite unit, held at high readiness, trained for worldwide rapid response and able to deal with a wide spectrum of threats and security challenges. They often operate in dangerous and extremely difficult circumstances, from amphibious operations to littoral strikes and humanitarian operations. They are specialists in mountain and cold-weather warfare and jungle counter-insurgency. When diplomacy fails, the Royal Marines provide the UK Government with an impressive spectrum of hard power options with which we can respond. To every one of those Royal Marines, and to the veterans who have earned the coveted green beret, I say thank you on behalf of a grateful nation.

The 2015 strategic defence and security review confirmed our commitment to the Royal Marines. I am sorry that there was much speculation about the future of assets and locations and about the size of the Royal Marines. I hope that the publication of the modernising defence programme has put some of those concerns to bed, with the confirmation that the futures of HMS Bulwark and HMS Albion have been secured.

The House will be familiar with the family of units that make up the Royal Marines Orbat, which is heavily weighted towards the south-west: 3 Commando Brigade is headquartered at Stonehouse in Plymouth, which it is expected to vacate by 2023; 40 Commando is based at Norton Manor Camp in Taunton and is earmarked for a move; and 42 Commando is based at Bickleigh barracks in Devon. In addition, Lympstone is home to the amazing commando training centre. The hon. Gentleman said he had visited the centre, and I have visited it too. It is an incredible place that not only trains UK commandos but attracts trainers from other parts of the world, who come to see our standards of professionalism. The hon. Gentleman also mentioned 29 Commando Royal Artillery, which is based at the Royal Citadel. Again, that accommodation is no longer fit for purpose. We cannot even get the artillery vehicles through the front doors any longer, so we cannot stay in that location. The Commando Logistic Regiment is based at RMB Chivenor, which was debated at length in Westminster Hall this morning. At the other end of the country, 45 Commando is based at Condor, which was also the subject of debate this week. Finally, there is 43 Commando, the Fleet Protection Group, which looks after our nuclear assets.

Turning to the policy surrounding the future basing arrangements, the Government made a series of announcements following the 2016 basing review, with a view to delivering a more efficient and sustainable defence estate. Subsequent feasibility work has revealed that the original plan needs further technical and affordability assessments to ensure that it delivers the Navy’s capability requirements while ensuring value for money for the taxpayer. That work has been under way for some time, and as I said earlier today, further announcements will be made in the near future.

The MOD remains acutely aware of the impact of the uncertainty around the final decision, of which the hon. Gentleman spoke, on our service personnel and their families. The principles underlining the future of the Royal Marines basing plan include maintaining operational capabilities, which is first and foremost. Much though any Member would like assets to remain in their locality, we must recognise the duty laid out in the 2015 SDSR, and that operational commitments must come first. The provision of modern, enabled and co-located command and control facilities to manage small and medium-scale enduring amphibious operations is at the core of what our Royal Marines do. They must also have the ability to generate the force, so we must be able to maintain the Royal Marines in the south-west, which will provide easy access to specialist amphibious shipping and land and sea training areas that will enable the Royal Marines to generate the force and deliver the primary amphibious outputs that we expect of them.

Turning to estate optimisation, the Royal Marines will, over time, reduce their overall infrastructure asset base to focus available resources better into a smaller footprint that will be fit for purpose, efficient to operate and sustainable. Of course, the morale component of garrisoning units and their provision of domestic stability must also be protected. The hon. Gentleman touched on that. The morale of our armed forces is important, and co-locating units into smaller geographical areas allows them to support each other and focus on the collective operational output. It also provides opportunities for families to move, but not too far from each other, so that they can invest in a single home rather than constantly having to move. All of that helps to recruit and retain people into the Royal Marine family.

This consolidation has not just taken place over the past couple of years; it has been part of a 25-year package, which will see the Royal Navy focus more on centres of specialisation. In the long term the aim is to rationalise the number of Royal Marine barracks in the south-west, as I think the hon. Gentleman understands, but also to combine military and infrastructure expertise in order to transform the places where the armed forces live, work, train and operate.

The part our Royal Marines play in fitting into the wider jigsaw of the UK defence posture has come up in all the debates on the subject, and I stress that point because from where I sit the world is changing fast and becoming more dangerous and complex. The threats are diversifying and intensifying. We are a nation that for so long has retained an ability, and indeed a desire, to help shape the world around us as a force for good, but I believe we will soon reach an inflection point beyond which our role on the international stage will be permanently diminished unless we invest more in defence. We will not be able to assist our allies who look to us for international leadership, we will not be able to defend our existing and new trade routes in a post-Brexit world, and we will not be able to robustly defend ourselves in the new arenas of conflict such as cyber and space if we do not invest in defence, and that includes investment in our brave Royal Marines.

I thank the hon. Gentleman for raising this issue and allowing us to debate it, and for giving me the opportunity to underline the MOD’s commitment to our Royal Marines and our armed forces in general. We are committed to their capabilities and to their families, whose support is critical. That is why their interests and needs must be a factor in the estate equation.

As I said this morning, the rationalisation of more than 90 military locations continues, and I look forward to making a statement in the next round—in the very near future—with a detailed announcement of the number of locations.

It is a pleasure to respond to the debate. As is customary, I congratulate my hon. Friend the Member for North Devon (Peter Heaton-Jones) on securing the debate in Westminster Hall and on what he has done to represent his constituents and the armed forces by passionately making a case, lobbying and campaigning to get answers and discover what will happen to an important asset for our defence posture. He will be aware that the base sits in a wider frame of more than 90 sites that are being considered, and that there is a programme—a timetable—for us to release the news, for understandable commercial reasons. I will expand on that later. I pay tribute to my hon. Friend’s work and I thank him for the invitation to visit Chivenor. I was hugely impressed by what I saw there and that has very much influenced the decisions that I hope to expand on later.

My hon. Friend spoke about the role that military bases have, not just as important defence assets but as sizeable communities that provide homes, jobs and a way of life, and whose supply chains link with the local economy. They are a living organism that has a symbiotic relationship with the wider community. The base—the garrison or whichever military establishment it sits in—develops a bond with the local community, as is the case with Chivenor, as he described.

Many of our military establishments have been in a place for so long that they help to define the area and add to its reputation, so it is always with some trepidation that any Defence Minister would try to tamper with or affect the size or longevity of a garrison, fully appreciating the strength of feeling and pride that local communities have for our military. A local bond is developed with service personnel and it is understandable that hon. Members would wish to ensure the long-term future of military bases in their constituencies, but hon. Members will also be aware of the wider need to rationalise our defence real estate.

The MOD owns 3% of the UK. We need to spend our limited defence budget—as much as I would like it to rise—wisely. It is simply not possible to retain in perpetuity that huge defence real estate, which is a legacy of the sea, land and air assets required to fight two world wars. We have been advised to conduct a wide-ranging study into MOD land, with a view to transforming our estate into one that better supports the future needs of our armed forces. With that comes more bespoke investment. We will be investing more than £4 billion in the next 10 years to create smaller, more modern and capability-focused bases and garrisons. I hope that hon. Members understand that it is important for such studies to be led by the armed forces, taking into account the issues and views of stakeholders.

The Minister has done more than most to flag up the need for more investment in defence. Can he assure us that, where contraction takes place for the reasons that he has explained, contingency plans are in place so that, if this country should regrettably ever find itself involved in a major conflict, expansion could equally easily occur?

My right hon. Friend, who is the Chair of the Defence Committee, makes such an important point. That is why Chivenor is interesting, because it has an airstrip, which is built on a flood plain. Do we want to lose that asset? We saw what happened at Heathrow yesterday. If things actually go in the direction that he suggests, it is important that we choose wisely which parts of our real estate that we close down and which parts we might need in the near or long-term future.

I will be very brief. One of the reasons the bases are really important in the south-west, and it is a reason they should not all be moved to Plymouth, is in attracting personnel to work for the Royal Marines. In Taunton and Chivenor, we draw from the midlands region, and much as we think Plymouth is a great base, is it potentially too far away and may therefore detract?

I will not get into a debate about various aspects of the estate. The south-west does very well from the Royal Marines’ perspective and indeed from the armed forces’ perspective as well. I go back to the point that we have to make these difficult decisions on the basis of what is best for the armed forces, as well as for the wider communities. However, I have heard my hon. Friend’s point, and no doubt we will discuss it further in tonight’s Adjournment debate in the main Chamber.

Before I turn to the base at Chivenor itself, as I did in yesterday’s debate about RM Condor I will first pay tribute to the Royal Marines as a whole, because I would like to acknowledge their critical—indeed, unique—role, which my hon. Friend the Member for North Devon also acknowledged, in the wider spectrum of the armed forces’ capability.

The Royal Marines were formed in the reign of Charles II in 1664; they will celebrate their 355th birthday this year and they have much to be proud of. They played a vital role in Lord Nelson’s victory at Trafalgar; earlier, in 1704, they had secured and defended the Rock of Gibraltar. Of course, there was also the infamous raid on Zeebrugge in 1918, in which two Royal Marines earned the Victoria Cross; and the Royal Marines were there at the D-Day landings, when 17,500 Royal Marines took part in the largest amphibious operation in history. More recently, in 1982 they were essential in the recapture of the Falkland Islands.

Looking to the future, the strategic defence and security review 2015 mapped out our commitment to the Royal Marines themselves, and I am pleased to say that, following the recent modernising defence programme, the future of HMS Bulwark and HMS Albion, which have been the subject of many Westminster Hall debates, has now been confirmed; the Royal Marines’ winter deployment programmes in Norway will continue, as will their training with their US counterparts; and shortly we will see women joining the ranks of the Royal Marines in close-combat ground roles for the very first time.

RMB Chivenor is located—as my hon. Friend the Member for North Devon said—on the beautiful north Devon coastline between the town of Barnstaple and the village of Braunton. It started life as a civilian airfield in the 1930s. It then became RAF Chivenor in 1940 and was used as a coastal command station. After the war, the station was largely used for training, and that training role continued until the 1960s. In 1974, the RAF formed 2 Tactical Weapons Unit, flying BAE Hawks from Chivenor until 1994, when the airfield was handed over to the Royal Marines, although the RAF presence continued for a number of years, as RMB Chivenor was also the base for search and rescue flights.

As my hon. Friend also highlighted, today RMB Chivenor is home to over 1,200 personnel from all three services, who make up the Commando Logistic Regiment Royal Marines. It is also home to 24 Commando Regiment Royal Engineers. Those based at Chivenor provide the second-line combat support to the force, which is a critical role. They provide invaluable support—the constant re-supply chain that is needed for any final phase of an operation. For the initial 30 days of any operation, they are able to provide essential supplies for the frontline commando units by the transfer of stores from ship to shore, making the force totally self-sufficient. That is what is so unique about 3 Commando Brigade. It is widely acknowledged that a force’s combat capability and ability to achieve its commander’s objectives are defined by its ability to support itself logistically on operations. That is exactly what the base achieves.

At RMB Chivenor, we have been studying how best to ensure that the base is able to continue to have access to the facilities that the personnel there require to live, work and train. However, we have also been investigating the opportunities to make best use of the Royal Marines bases and Royal Navy bases across the south-west, which my hon. Friend mentioned earlier, to ensure that we make the most of our facilities to create the best possible future for base laydown for the Royal Marines across the country. Our intent remains to rationalise the number of Royal Marines barracks that we have in the south-west, but we recognise that the Ministry of Defence does not exist in isolation. As we continue with our plans, we will engage with relevant stakeholders at every level to ensure that sites are considered for use in a way that benefits defence and the surrounding local communities.

With regard to RMB Chivenor, we recognise the benefits of retaining a Royal Marines presence there. I make it very, very clear that RMB Chivenor will continue to have a role to play. However, I invite my hon. Friend to listen to the next oral statement on the MOD’s defence estate plans, which is coming round the corner very soon.

I know that my hon. Friend wants answers, as do the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) and, no doubt, my right hon. Friend the Member for New Forest East (Dr Lewis), the Chair of the Defence Committee. However, I ask him to appreciate the process that we must go through in the MOD as part of the wider rationalisation of over 90 sites, to ensure that we are able to move assets around the country, and so that we know which assets are best to continue and which are best to close, which are best to endorse and which are best to amalgamate. These are very tough decisions indeed.

Although my hon. Friend has said that in more than two years no answer has been given, we need to get this process right and we must ensure that the right decisions are made. I hope that he can read between the lines of what I am saying, but I can provide no further details today. I simply say now that more details will be coming in the next few weeks.

I will end by underlining a point that has been made a couple of times in this short debate. Our world is getting more dangerous and more complex, and ever fewer nations have the ability and desire to help to shape the world on the international stage. When it comes to hard power, it is the people in our armed forces who allow our Government to step forward and stand up to those who wish us harm. Critical to that is the role of the Royal Marines, and critical to the work of the Royal Marines is their logistical capability. I hope that my hon. Friend is as satisfied as he can be at this stage by the response that I have given him today. Again, I invite him to listen to the next oral statement on the defence real estate, when I will be able to expand in more detail on the formal future of RMB Chivenor, an important asset to Britain.
