Commons ChamberYesterday, I welcomed the Union connectivity review interim report. It marks an important moment in looking at how transport can bring people together across our United Kingdom.
Transport infrastructure is one of the most vital areas of development needed in my constituency. I was delighted to see that improvements in connectivity to the north Wales coastline and the A55 featured strongly in yesterday’s interim report. Can my right hon. Friend confirm when he expects the review to publish its final report, and that there will be funding available to implement its recommendations, even though some cases were not mentioned specifically in the Budget?
The interim report did, of course, mention the A55, which my hon. Friend has campaigned hard for. I have released £20 million to carry on further work and studies on some of these routes and the final report will be released in the summer.
The Government have launched the global travel taskforce mark 2 in order to help facilitate international travel as we deal with this virus.
My right hon. Friend will be aware that thousands of manufacturing jobs in my constituency are reliant on the aerospace and aviation sector. What those people need more than anything else is aircraft in the air, flying again. Will my right hon. Friend set out what steps he is taking with global partners, including looking at schemes such as the International Air Transport Association’s travel pass, to get aircraft flying again in a way that is safe and sustainable?
My hon. Friend is absolutely right. He will recall that mark 1 of the global travel taskforce introduced test to release to assist with this. Mark 2 will introduce travel certification by using schemes such as IATA’s travel pass or the World Economic Forum’s CommonPass. He will be interested to know that I have been having conversations with my US counterpart and many others around the world to get that travel going again. The report will be on 12 April.
The Secretary of State just mentioned 12 April for the global travel taskforce recommendations. Is that the date on which the public and the aviation industry will know what the rules will be, or is it just the date when the recommendations will be given to No. 10?
The Chair of the Transport Committee is absolutely right; 12 April is the date that we will report back, and we will make it public on the same day. Travel for leisure or other purposes will not resume or be allowed until 17 May at the earliest. It is important that people realise that that is the earliest date, but we are very keen to get the aviation sector that many Members across the House have talked about back in the air, and this is the route to get it there.
The Government regularly engage with Transport for London on the impacts of covid-19, and—dare I say?—the Mayor’s management of Transport for London.
My right hon. Friend will be well aware that the current Mayor has increased council tax by 30%, brought TfL to the brink of bankruptcy with £12 billion of debt, even before the pandemic struck, and now wants to charge motorists for coming into the outskirts of London. Does he agree that it is time for a fresh start?
I cannot have my hon. Friend be unfair to the London Mayor; we do have to consider that covid has been a part of that. This Government have stumped up £3.4 billion to assist TfL so far, and we are talking to the Mayor and TfL again. But my hon. Friend is absolutely right to say that there was already a £494 million on-year deficit. Now the Mayor, through not having collected or raised the price of fares over the years, is considering a boundary tax to tax people without representation to enter London. It is appalling mismanagement of our rail services.
Highways England is delivering its plan for 2020 to 2025, with sets of all-lane running motorway schemes being delivered over the current road investment period. We have committed £500 million to ensure these motorways are as safe as possible.
Since its conversion to a smart motorway, the 10-mile stretch of the M1 between junctions 32 and 35A has seen an average of 68 breakdowns a month in live lanes. Each of these incidents has the potential to end in a tragedy. By contrast, in the three years prior to its conversion, not a serious incident occurred in which a vehicle was struck on the hard shoulder. When will the Government stop gambling with the lives of motorists and abandon these dangerous, ill thought out death traps?
I congratulate the hon. Lady for all her campaigning on this subject, and she knows that I share her passion. When I spoke to her a year ago today to explain the 18 different steps involved in the smart motorways stocktake, she warmly welcomed that work. Smart motorways have been under development since 2001 under the Blair-John Prescott Government. I think I am the first Secretary of State in 12 to carry out the stocktake and review, and I will not rest until these motorways are as safe as possible.
We aim to please, Mr Speaker.
Schools are reopening this week, and many more people, including students and parents, are therefore making essential journeys, so I am delighted to announce that today we have released another 150,000 Fix Your Bike vouchers, helping people to get on to their bikes and back into active travel. Each voucher is worth £50 and will help more people get their old bikes fixed and roadworthy again—all part of our unprecedented £2 billion of active travel funding throughout this Parliament.
I welcome the news that Transport for the South East has submitted its ambitious 30-year transport strategy, and my right hon. Friend is to have regard to that in setting policy and investment decisions. Decarbonisation is vital, and as Transport for the South East has shown, its ability to bring together local authorities, Network Rail, Highways England and others and act at scale with six other sub-national transport bodies puts them in a perfect position to help deliver our decarbonisation initiatives. What role does my right hon. Friend have in mind for STBs to help bring about the interventions needed to meet our climate goals?
My hon. Friend is absolutely right: sub-national bodies are extremely important in helping to bring together what can be quite different, disparate systems within a sub-regional area, to ensure that the transport is effective but also, as she rightly says, decarbonised. I see their role as being pivotal to delivering not only good transport but our transport decarbonisation plan.
Last week, I met some of the families of those who have died on smart motorways. I heard the pain and the devastation of those who have been affected by all-lane-running schemes. We last had an update on the number of deaths on smart motorways a year ago. Will the Secretary of State set out what the most recent number of fatalities on smart motorways is?
The hon. Gentleman is absolutely right about public concern about smart motorways, which, as I mentioned before, I very much share. I was the first Transport Secretary to order a review and a stocktake, which published a year ago yesterday with an 18-point plan. Tomorrow, I will have an update on my desk that I have ordered from Highways England, which will give me all the latest data. The last information I have is the 39 deaths between 2015 and 2019.
I appreciate the answer, but I do not think it is acceptable at all that the data appears to be at the very least a year out of date about a scheme that has significant public interest and when there are grieving families who want to know the true impact. I ask the Secretary of State to improve and to press Highways England to improve its data collection on that issue.
Yesterday, Highways England launched a campaign that encourages drivers to sing a Pet Shop Boys song as a reminder to pull into a refuge. That reduces it down to an insult, insinuating that drivers who became stranded were somehow careless. They were not. They were the victims of an ill-conceived scheme that still leaves people at risk today. What the families really want to know is, what is being done to ensure that there are no further fatalities? At the last Transport orals, I asked the Transport Secretary to pick up the phone and to reinstate the hard shoulder. Did he do that, and if not, why not?
First, the figures to which I refer are national statistics. My understanding is that they have to be quality assured, and it is beyond the control of the Secretary of State to quote figures that have not yet been checked. In answer to the hon. Gentleman’s last point about why we do not simply reinstate the hard shoulder— and I know that is his policy—I know from the work that has been carried out that the statisticians, who have worked very hard on this, tell us that per 1 billion miles travelled, which is the way roads are measured, there are about a third more deaths where there are hard shoulders, because one in 12 fatalities actually takes place on a hard shoulder.
As I mentioned before, I am the first Secretary of State to undertake a full stocktake and review. Tomorrow, I will have a report, and I will come back to this House and report on it very quickly afterwards. These are not new things; they were introduced in 2001 by John Prescott. However, I do absolutely agree with the hon. Gentleman’s desire to see the problem resolved. It is important to know that, while I mentioned the 39 deaths on so-called smart motorways, at the same time there were 368 deaths on regular motorways, so it is very important that we take all of these steps.
On an education campaign so that people understand how to use all motorways, not just smart motorways, the £5 million campaign was one of the calls of the stocktake. Many of the victims’ families, including Meera Naran, who lost her eight-year-old son, have welcomed the fact that the Government are spending a record £5 million to ensure that people know what to do when they do break down.
I know from our many conversations of the hon. Gentleman’s enthusiasm to get greater control of bus services in his area. I can reassure him, exactly as he has just asked, that not only is that our intention, but—and this will interest other Members of the House who have asked about it today—he will not have to wait very long at all for the bus strategy.
The £2.8 billion referred to earlier is designed to do exactly that—for example, investment in a megafactory or a gigafactory to produce those batteries, which is one of the largest components of bringing down the price so that cars are affordable. It is also worth considering that we already have more rapid chargers per 100 miles driven than any country in the EU.
I thank the hon. Gentleman. I am not familiar with that situation, so I am grateful to him for bringing it to my attention, and I assure him that I will look into it this afternoon. On the wider point, he is right to say that right now people are being told to stay at home and avoid travelling. We must do a lot of work to encourage people back on to our public transport—it is important we do that—and as I have hinted to others, he will not have to wait long for a national bus strategy, which I hope will answer all his questions.
I am very sorry to hear about what the hon. Gentleman’s local Labour council has been doing with the traffic situation there. I will ensure that the Roads Minister meets urgently with Ealing Council to try to address his concerns, and those of other Ealing Members, over their traffic process.
Driving tests are among the many things for which there is a big backlog due to the pandemic. I know that because my children are desperate to take their driving tests—or will be shortly. We are doing everything we can to bring them forward, particularly so that people who have already taken their theory test do not end up in a position where they have to pay again. We are doing everything we can. We have already extended the period of time. We have an issue in that we do not want people to take their practical test with a theory test that is so old that it would create new dangers on the roads, but I will look carefully at what the hon. Gentleman has to say.
On 12 April, my hon. Friend can look forward to seeing that report published. We will ensure that it contains a route not only out of lockdown for travel but, all being well, and as long the vaccination programme is going as it is at the moment here and internationally, for international travel. I stress to the House that while we are in control of our vaccination programme—44% of our adult population are now vaccinated—we do not have control over other countries’ vaccinations. That is why we think we will require a combination of vaccination and testing for international travel to work again. There is a lot to be done. We are working hard, along with my hon. Friend the Aviation Minister, and we will report back to the House on 12 April.

Written StatementsThe Government are committed to the deepest possible integration of the four nations of the United Kingdom, so that businesses and individuals have the infrastructure they need to trade, travel and do business across the whole country. To that end, in June, Sir Peter Hendy CBE was tasked by the Prime Minister with exploring ways in which transport can better connect the four nations of the United Kingdom, levelling up all parts of the country and helping us build back better from the pandemic. The Government are also announcing that the consultation on aviation tax reform, announced at Budget 2020, will be published in spring 2021.
The consultation will include options to change the APD treatment for domestic flights, such as reintroducing a return leg exemption or creation of a new lower domestic rate. In addition to looking at the case for increasing the number of international distance bands, we will continue to decarbonise domestic aviation as part of our ambition to reach net zero, including through mandating the use of sustainable aviation fuels. All domestic aviation emissions are captured in carbon budgets.
The Government welcome the “Union Connectivity Review Interim Report” published today by Sir Peter. The report marks a key step in looking at whether and how connectivity across the UK can be improved in order to support this Government’s aim to build a stronger and fairer economy for the future. To support this, we are making £20 million development funding available to begin assessing options on road and rail schemes which have been identified by the review as crucial for cross-border connectivity. To achieve the aim of better connecting the UK, the report has considered the creation of a new UK strategic transport network that will allow people and commerce to move freely by road, rail, sea and air, spreading ideas and investment to all corners of this country.
This network of improved routes, which will now form the main focus of Sir Peter’s continuing investigations, would form the transport spine of the country, facilitating quicker and easier travel and trade between all corners of this country, levelling up communities and maximising national potential.

Emergency recovery measures agreements with the train operating companies; the covid-19 bus services support grant; safeguarding critical ferry freight routes; and supporting regional transport networks such as Transport for London and light rail networks.
Parliamentary approval for additional resource of £4,000,000,000 will be sought in a supplementary estimate for the Department for Transport. Pending that approval, urgent expenditure estimated at £4,000,000,000 will be met by repayable cash advances from the Contingencies Fund.
The cash advance will be repaid upon receiving Royal Assent of the Supply and Appropriation (Anticipation and Adjustments) Bill.

Ministerial CorrectionsMore needs to be done to create jobs in decarbonised transport. I have three asks of the Secretary of State: introduce mandatory e10 fuels; provide funding for sustainable aviation fuel plants; and provide a bus strategy that copies the combined Scottish Government-EU initiative that saw the world’s first hydrogen double-decker buses in Aberdeen. The bus strategy needs to include orders for Scottish and UK manufacturers. Will he confirm dates and funding for these initiatives and in writing as well, please?

Commons ChamberThe Mayor of London is responsible for Crossrail’s costs and completion through Transport for London, although the Government have offered an additional £825 million in borrowing to meet Crossrail’s funding shortfall.
Does my right hon. Friend agree that the Mayor of London has monumentally mismanaged the Crossrail project, which is over budget and several years delayed, and that it is ordinary Londoners who are having to pick up the bill with a 10% increase in the share of council tax for the Mayor?
My hon. Friend is of course correct. We have had the failure to deliver Crossrail on time, £5.2 billion; higher pensions at TfL, £828 million; the fare freeze, with £640 million of fares not collected; and fare dodging, £400 million. I know that that is all just millions and billions to us, but it all adds up.
Thank you, Mr Speaker. Instead of levelling up the north, where this Government have cut £4 million from Transport for the North, the Minister and his Government clearly intend to level down London’s transport network. This is not the first time we have had to come to the House to ask about the Government’s support for TfL because it did not go far enough in the first place. At a time when public transport ridership has collapsed and we are still a long way off recovering to pre-pandemic ridership levels, we must think about redistribution. That is clearly the right approach. Vehicle excise duty, which raises £500 million from drivers who live in London, is invested almost exclusively in roads outside the city. Keeping it in the capital would enable TfL to continue to be a world-class transport provider and boost our nation’s economy, so will the Transport Secretary commit to looking at this as a way to support TfL?
I welcome the hon. Gentleman to his position, warmly congratulate him and look forward to many exchanges. He asks about TfL. The Government have provided £3.3 billion and counting to TfL to keep it afloat. I just listed some of the moneys that had not been collected in by the Mayor, and I hear that the hon. Gentleman now wants to give the Mayor responsibility for the collection of vehicle excise duty in addition. Londoners will be interested in this. The Mayor is already planning an over £31 band D increase in council tax this year and now he has this new boundary tax, which might be £3.50 or £5.50—we await to hear—for entering London from certain locations. Where does it end?
My Department is at the forefront of delivering plans and detail for the national infrastructure strategy, and we are using Project Speed initiatives and my acceleration unit in the delivery of infrastructure.
Duffield railway station in my constituency is expected to become busier during the next few years, as work on improvements to the A38 will make driving from Duffield to Derby very difficult. I am concerned that the platforms are not accessible for mothers with children in pushchairs, the elderly and the disabled, as the steps are steep and narrow and there are no lifts. Will the Secretary of State inform me of what plans there are to improve accessibility at Duffield railway station in the immediate future, because work on the A38 is starting very soon?
I am delighted that we are upgrading the A38. I know that my hon. Friend is a regular user of Duffield railway station. She will be pleased to know that there will most likely be further rounds of the Access for All funding, which has done so much to improve access to railway stations throughout the country. I look forward to receiving an application from my hon. Friend.
My right hon. Friend is used to me bending his ear about the Toft Hill bypass, but today I am mixing it up. Last week, I held a call with residents of Whorlton, Wycliffe and the surrounding villages about the full closure of Whorlton bridge. Durham County Council has funding available for the necessary testing of the bridge’s components, but there are concerns about funding availability for the full repairs, so will the Secretary of State meet me and council officers to help to find a funding solution for the repairs of this nationally significant bridge?
I came armed to the teeth with information about Toft Hill bypass, so I am disappointed. None the less, my hon. Friend’s concerns about Whorlton bridge sound like they would be well addressed by the £4 billion levelling-up fund that we recently announced. We look forward to hearing from her when that fund becomes available. Of course, I would be happy either to meet my hon. Friend myself or to arrange for my roads Minister to do the same.
I am delighted that the progress on my bid for the restoring your railway fund means that feasibility studies at Ansdell station are soon to begin, bringing the doubling of services on the South Fylde line closer than ever before. With more passengers on the line ending their journeys or transferring at Preston, which is already a busy station, what plans are in place to increase platform capacity at Preston station?
I know that my hon. Friend has been campaigning tirelessly on this issue. It is fantastic that these Beeching reversals, with the restoring your railway bids, are helping to improve Ansdell. Increasing platform capacity is part of the proposals for Preston, which include extending platforms 3 and 4 and removing platforms 3c and 4c. I know my hon. Friend already knows that, but it is very exciting and I congratulate him on all the work that he has done to bring the issue forward for his community.

In fact, I have ridden on the HydroFLEX train. We have also announced the country’s first hydrogen hub, which happens to be in Teesside. Mr Speaker, given the Prime Minister’s 10-point decarbonisation plan from last month, you will not find a more pro-decarbonisation Government than this one. I look forward to working with the hon. Gentleman on many more measures, including in Scotland.
I do not know about you, Mr Speaker, but I cannot wait to read the Secretary of State’s speech to Davos. As he very well knows, Scotland is more ambitious in this area and is world leading in its pursuit of rail electrification, with the editor of Rail magazine saying last week that Scotland has made big progress here, all while the major English electrification projects got cancelled by his Department. Moreover, in our electric vehicle industry alone, domestic charge point funding and e-bike loan schemes have also been deemed world leading. When will the UK Government match their climate emergency rhetoric and decarbonise transport and improve transport sustainability?
The audio was not perfect there, but I got the bit where the hon. Gentleman was saying that he is very enthusiastic about zero carbon and getting to the point where the UK Government are the first major economy in the world to legislate for net zero by 2050. I am pleased that he is so enthusiastic. He will no doubt be backing the UK Government’s plan to get to zero carbon cars, starting with the end of the sale of petrol and diesel cars by 2030. I know that he will be welcoming the enormous sums of money that will have gone right the way across the United Kingdom, which has enabled—credit where credit is due—the Scottish Government to roll out an impressive number of charging stations for electric vehicles. Let us work together to get this job done. It seems that we are better when we do these things together.
The 2020 spending review provided a total of £10.1 billion of confirmed funding for the Department for Transport to support passenger rail services in England during the covid outbreak.
The service on both the Greater Anglia and c2c lines has been significantly cut during the latest lockdowns. Many constituents have contacted me to tell me that social distancing is near impossible on the few trains that are being run. Will my right hon. Friend assure me that enough money is being given to allow train operators to run a safe service?
My hon. Friend from nearly the city of Southend is absolutely right to mention the importance of keeping the right level of trains running. I mentioned that we funded £10.1 billion—an unprecedented amount—to keep these trains running during the covid crisis to make sure that essential workers can get to work. Of course people should not be travelling to work unless they cannot do that work from home. He will be interested to know that there have been discussions with Build UK and the Construction Leadership Council, particularly on that c2c line and concern about those trains coming into Canning Town. We will keep a close eye on this, and I have asked Sir Peter Hendy, the chair of Network Rail, to also work to ensure that we are alerted as soon as there are any signs of congestion and make sure that these lines can operate safely.
We are working to support all those in Kent with traffic management, including the Kent Resilience Forum and the local authorities. I also pay tribute to the military and to NHS Test and Trace for the way that they helped to get things going again after the Christmas lorry crisis.
Having worked so positively with my right hon. Friend and with the Under-Secretary, my hon. Friend the Member for Redditch (Rachel Maclean), over so many months on the Keep Dover Clear strategy, it was extremely disappointing that Dover came to halt and a standstill and faced gridlock following France’s unreasonable closure of the border. Will my right hon. Friend reaffirm the Government’s commitment to keep Dover clear so that whatever happens at the port of Dover or is done by the French, people can get around to work, to school and in their daily lives?
My hon. Friend is absolutely right, and I pay tribute to her for the way that she has campaigned to keep Dover clear. She is right also in saying that before Christmas, President Macron decided to close the French border with no notice, meaning that we ended up with thousands of lorries gridlocking Kent. We had to put in place emergency measures, which have included at this stage having provided lateral flow tests to 120,000 hauliers in order for them to cross. I can report to the House that once they have crossed to the other side, the French have also been carrying out some tests. No one has come across with coronavirus as a result of the enormous programme we have put in place, none of which would have been possible without my hon. Friend’s tremendous assistance during those few days before Christmas while the military, NHS Test and Trace, the police and, not least, the local MP worked to clear the problem.
On Saturday, I was delighted to announce £34 million to help to reopen the Northumberland rail line between Newcastle upon Tyne, Blyth and Ashington. Restoring many of the lines closed during the 1960s is an important part of this Government’s mission to level up the north when it comes to transport. I can announce today that, since the creation of the northern powerhouse in 2014, this Conservative Government have spent more than £20 billion on the region’s transport, delivering roads, rail, and cleaner and better transport, including 168 miles of rail electrification.
The Committee on Climate Change has reported that aviation accounted for 8% of UK emissions in 2019, before the pandemic stopped flights. I am pleased that the Government have finally indicated that they will bring forward a support package for aviation this autumn, but will this be conditional on action to tackle emissions in the climate crisis?
Mr Speaker, do not think that I did not hear that plea for a rail station.
I want to address the hon. Gentleman’s point about aviation. Again, without sounding like a stuck record, I must refer him to my World Economic Forum discussion and announcements on this just yesterday. Of course, we have COP26 coming up at the end of this year, where the whole world will come together to try to tackle some of these aviation emission problems, and the UK is taking an absolute leading role through the Jet Zero Council. I welcome the hon. Gentleman’s interest in this subject, and indeed extend an offer to work with him to progress it.
I welcome the decision to have evidence-based enhancements to control covid at our international borders, as opposed to a blanket approach. Would the Secretary of State agree with me that a blanket approach could see essential goods and services failing to come into this country from countries where the covid risk is perhaps less than our own, because those delivering are currently enjoying a 10-day stay in the Holiday Inn? Can I ask him, in particular, to ensure that he publishes the criteria for countries that will go on to the red list or come off it, so that the aviation industry in particular has the chance to plan ahead?
I think my hon. Friend, the Chair of the Transport Committee, is absolutely right. This has required a proportionate and science-based approach to where people for quarantine in hotels should come from, and that includes a red list of countries. I can tell my hon. Friend and the House that that list is available on gov.UK—it contains 30 countries. South America, South Africa and Portugal are primarily the areas and countries involved. I think it is very important that we do make this science-based, and this adds to the pre-departure testing and, of course, all the other measures we have put in place. We will hear from the hon. Member for Oldham West and Royton (Jim McMahon) shortly, and I know he is going to explain why he called for quarantine to be lessened.
I am very disappointed that the Secretary of State would go so low as to repeat an untruth that was made by the Prime Minister yesterday, and a point of order has been submitted on that matter.
Thank you, Mr Speaker. As we all know, 500 covid cases have been recorded at the DVLA offices in Swansea. There have also been worrying allegations that employees were coerced into turning off their track and trace apps or given warnings for taking time off sick, and those must be fully investigated. The evidence offered by the chief executive of the DVLA to the Transport Committee has, I am afraid, turned a crisis into a political test. Will the Transport Secretary explain why he ignored warnings about that issue, and why he essentially allowed a Government office to become a covid-19 superspreader? Will he confirm whether the chief executive of the DVLA still enjoys his full support?
I would like to clear up this confusion, because I do not think that a mis-statement should stand. I will quote from the hon. Gentleman on 3 July:
“Labour, like families and businesses up and down the country, are keen for the Government’s quarantine measures to be lessened,”.
That was the precise quote.
On the DVLA, I share the hon. Gentleman’s concern about the stories we saw in the newspapers this weekend, and I have investigated fully. Only one-third of the staff are currently working at DVLA. He might ask why any staff are working there, and the simple answer is that there are paper-based forms and submissions that are not being made online, and without them key workers and others would not be getting their licences. There are databases that, for privacy reasons, cannot be connected to from home, and that requires some people to go to the offices. A number of important steps have been taken, including work with Public Health Wales and setting up a new office for people to work in. No requests to turn off test and trace have been made by either DVLA or the Department for Transport. DVLA works under strict civil service guidance on sick pay and leave, and it must not diverge from that. I take the matter extremely seriously, and I will provide further written reassurances to the hon. Gentleman.
That opportunity for the Transport Secretary to confirm his support for the chief executive was not taken, which is interesting in itself.
Let me turn to smart motorways. This month, a coroner concluded that the lack of a hard shoulder on the M1 in South Yorkshire contributed to the deaths of two men, making a total of nearly 40 lives lost as a result of smart motorways and the absence of a hard shoulder. Even the former roads Minister, the right hon. Member for Hemel Hempstead (Sir Mike Penning), who introduced the programme in 2010, admitted that it was a gross public policy failure. Enough is enough. Will the Secretary of State commit, the minute this session finishes, to pick up the phone and issue an instruction to reinstate the hard shoulder on smart motorways? God forbid we will be here again reviewing more deaths if action is not taken.
It is tragic that anybody ever dies on our roads, and it is worth recalling that motorways in general are safer than most roads overall. Smart motorways were, and are, an issue that sparked a great deal of interest from me, and as the hon. Gentleman may recall, before he was in post last year I set up a review, a stocktake, which recommended 18 different measures, including spending more than £500 million to put in a whole series of measures to ensure that smart motorways are not just as safe, but safer than conventional motorways. That stocktake is now one year through, and I will soon return to the House to report on its progress. I know there is a lot of interest in that.
On the very day that the Prime Minister shamefully sets a terrible example by making a completely unnecessary cross-border campaign trip, which by my reckoning is against the law in Scotland, will the Secretary of State say what steps he is taking to ensure that the impact of border disruptions, which have hammered important Scottish industries such as seafood and fresh food, is reduced, and that hauliers are able to take more return loads than the scarce amount they can take at present?
The House will know that, through a process called the Brexit operations committee, there were over 180 meetings, which have ensured that, with regard to the routing that those lorries take—typically down to Kent and through the so-called short straits—we have seen no queues at all thanks to that planning. There have been some issues with paperwork. I know that that has impacted Scottish fish. I know that Scottish fishermen are celebrating the fact that they can catch and keep a quarter more—in five and a half years’ time there will be no requirement to give any of it away, subject to the discussions then—and I know that additional money and assistance is going to both the Scottish Government and Scottish fishermen in order to resolve any outstanding problems with paperwork, which I trust will be concluded as quickly as possible.
I do agree with the hon. Lady. It is right that only essential work should be taking place at DVLA, and I will check the reports she mentions. It is absolutely critical. I pay tribute to the people ensuring that essential work for key workers, for example checking databases for the police, has been able to continue. I appeal to the public to please use online facilities wherever possible, because that prevents people from needing to go into the office. I should mention that the UK Government have provided 2,000 lateral flow tests. That is now being expanded to every single DVLA worker, something the Welsh Government were not providing, and is helping to protect people now.

Pending that approval, urgent expenditure estimated at £5,808,000,000 will be met by repayable cash advances from the Contingencies Fund.
The cash advance will be repaid upon receiving Royal Assent of the Supply and Appropriation (Anticipation and Adjustments) Bill.

Commons ChamberOur forthcoming transport decarbonisation plan will set out a credible pathway to achieving net zero emissions across transport by 2050.
One of the most effective and impactful ways of helping the UK to achieve its decarbonisation goal of net zero is the electrification of transport. Against a backdrop of austerity and a global pandemic, the Scottish Government have a proud record on delivering rail electrification across Scotland. The majority of such works in Scotland’s central belt are now complete, with work beginning on extending this programme both north and south. Does the Minister agree that the Department for Transport should be following the Scottish Government’s lead in this area if the UK’s long-term goal of net zero is to be realised?
The hon. Gentleman is absolutely right. It is probably worth the House reflecting that in the 13 years of the previous Labour Government, 63 miles of electrification took place, compared with 1,110 miles during our tenure.
The energy from major offshore wind farms will flow ashore into my constituency, but few jobs will currently be created. Hydrogen schemes offer opportunities not just for transport, but for tackling global warming and creating employment in East Lothian. What resources will the Minister commit to ensuring that hydrogen schemes are part of Britain going forward, and that East Lothian gets its fair share of onshore employment?
The Government are committed to hydrogen as a technology. I recently announced the Tees valley as a hydrogen hub. We have invested £121 million into hydrogen innovation, including the hydrogen buses that are currently running in Glasgow.
The pandemic has understandably dominated the headlines, but we cannot forget that we are still in a climate emergency and that green, efficient transport must be the future. Transport is now the largest contributing sector to UK emissions, and air pollution contributes to upwards of 36,000 deaths a year. How we move goods in and around the country—from international incoming freight moving around our national network, to local deliveries—is important, particularly as last mile deliveries have boomed during the pandemic. But even before the pandemic hit, the number of diesel vans had doubled over two decades. What is the Government’s plan, above what has already been announced, to get air pollution down and to address the growing impact of last mile deliveries?
The hon. Gentleman makes an excellent point, which is that 28% of all CO2 now comes from transport, and it is critical that we get it down. I thought he was going to go on to mention that since we last stood at these Dispatch Boxes, we have said that we are going to have a 2030 target for the end of sale of petrol and diesel cars, which will obviously help tremendously. That also includes diesel vans, which will be a very big contributor to assist in this, alongside the £2.8 billion we are putting in to help that switch take place.
With respect, that is just not ambitious enough. There are organisations that have really boomed in the pandemic. Online retailers—the big giants—are part of that, and they should be required to do far more to make sure that they bring down air pollution.
In a written parliamentary question to me, the Government admitted that the comprehensive spending review cut Network Rail’s enhancement budget by £1 billion—10%. At the same time, the order books for new greener aircraft have stalled. This all adds up to a very dismal approach as we get towards COP26 in Glasgow next year. Before that embarrassment comes, will the Secretary of State come forward with a comprehensive plan to decarbonise freight, which starts with reversing the cuts to Network Rail?
Right at the beginning of the pandemic—I can understand if the hon. Gentleman missed it—we published the document “Decarbonising Transport: Setting the Challenge”, which will lead into a transport decarbonisation plan that we will publish by the spring. In that, we will describe the many measures that we are taking to make the UK a global leader in cutting carbonisation and decarbonising the economy, not just through the 2030 pledge but through, for example, introducing 4,000 zero-emission buses, and much else besides.
The Transport Secretary was right to reference COP26.
Last year, sales of ultra-low emission vehicles grew by 46% in Scotland—40% faster than in England—in large part due to the enhanced home charging point grant and the interest-free loans, both provided by the Scottish Government and unavailable in England. Does the Secretary of State agree that he too should adopt the success of Scotland’s electric vehicle strategy and learn the lessons that are needed to ensure that England is not being left behind?
The hon. Gentleman and I share a very keen interest in these matters. I remember that when I got my electric car, 1% of cars sold were electric. The figure now across the UK is 6.5%. There have been tremendous advances in the number of electric charging points available. The £2.8 billion that we pledged at the spending review will help that to happen, with more money going into charge points and into the infrastructure investment as well. I am pleased that Barnett consequentials are being sensibly spent to increase charging in Scotland.
I am grateful for that response. I should say, for the record, that my household has come down from a two-car household to one car, and we are hoping to switch to an electric car in the new year as well. [Interruption.] It is a bit too far out for an e-bike.
The Prime Minister announced in February that £5 billion was being made available for 4,000 zero-emission buses, which the Secretary of State mentioned, but to date we have not seen much evidence of that money being spent, and jobs continue to haemorrhage in the bus production sector. So how many of the promised 4,000 zero-emission buses have actually been delivered thus far?
The hon. Gentleman is absolutely right to point that out, but he will recall that the pandemic in between has created problems not just for the bus sector but for the entire economy, which has, by necessity, meant that a huge amount of money—hundreds of millions of pounds—has gone into supporting buses operating at all. The pledge for 4,000 buses remains, and £120 million was announced at the spending review to get on with the first several hundred of them.
With permission, I will set out briefly to the House the plans for Christmas travel. A lot of families will be getting together for the first time, with a maximum of three households mixing. Christmas journeys are likely to be more difficult than usual this year as a result, and passengers will want to plan their journeys carefully.
To help passengers prepare for travel, we are putting in place a number of different plans, including clearing 778 miles-worth of roadworks; ensuring that 95% of the rail network will be unaffected by engineering works, either by postponing or altering them; lengthening trains and adding additional rail services; trebling the number of coach services available; ensuring that lateral flow testing is available at six different sites for transport workers to ensure that they are available and healthy to work; and many rail companies, including Avanti, LNER, CrossCountry, EMR and others, relaxing their peak fares. I have also appointed Sir Peter Hendy to look after this period of time, to ensure that people can travel as smoothly as possible while it will be exceptionally busy.
The funding announced in the spending review for a feasibility study on improving the South Fylde line was warmly welcomed by commuters in Blackpool. Creating a passing loop on the line will double the number of trains per hour into my constituency, helping to boost tourism and to deliver jobs and growth. Following the outcome of the next stage of the process, will my right hon. Friend meet me to discuss taking the project forward to completion?
I pay tribute to my hon. Friend for his relentless campaigning for things like the South Fylde loop. I, or my hon. Friend the Rail Minister, will be delighted to meet him to assist. We are putting in a lot of investment, including £10 million to tackle the Manchester bottleneck and, as the Minister with responsibility for the northern powerhouse, I intend to go much further.
We face a climate emergency and urgent action is clearly needed to tackle greenhouse gas emissions. That is why the Prime Minister promised to invest in 4,000 zero-emission buses. Given the seriousness of the issue and, indeed, the Prime Minister’s promise, why has the Government’s own spending review reduced the number of buses to which they are committed to just 500?
We are absolutely committed to introducing those 4,000 green buses. The hon. Gentleman will have noticed that, because of the pandemic, a large part of the industry has had to come to a standstill while the passenger numbers have not been there. The money in the spending review is a welcome start on that programme. It does not in any way remove the intention to produce all 4,000 buses. To expand, we have to start somewhere, and that is what the new money will do.
We are investing record amounts in better battery technology, including the Faraday Centre research, for example, and money to build a gigafactory in this country—£1 billion, including cash to go towards that. I have met recently with all the manufacturers as well, and they are very much signed up to the Government’s new 10-point plan.
I certainly can. I have just approved the safeguarding of the land to ensure that it can happen.
I know just how difficult the traffic is at the Thrasher’s roundabout on Nacton Road and how hard my hon. Friend has campaigned on this. The pinch point fund or, more likely, the levelling-up fund, would be the way to proceed with this. That is the new £4 billion fund to resolve problems exactly like the Thrasher’s roundabout.
This bridge belongs to Hammersmith and Fulham Council. It is the council’s responsibility. Secondly, it is TfL’s responsibility. But the hon. Gentleman is absolutely right: I had become fed up waiting for something to happen between the council and TfL, and when nothing was happening I wrote into the agreement with TfL for funding the other week that it must spend money both getting the ferry service going and starting the actual work. I am pleased to say that, despite the inactivity of his local authority, something is now happening thanks to our taskforce.
Yes, absolutely. It is crazy, the number of different cards people have to carry around and the membership schemes they have to join. It makes it very difficult. We have more charging locations than petrol stations, as I often say at this Dispatch Box, but people have to be able to drive up to any of them and use them. Contactless will be the way to do that, and we are acting on exactly that proposal.
The Secretary of State may know that last month, unfortunately, the bridge in Hinckley won the accolade of the most bashed bridge in Britain, having been hit 25 times in a year. This causes a huge problem, with delays of more than six hours, on average. Colleagues and I have raised this issue, and we are pleased to have received £20 million in road investment strategy 2—RIS2—funding in March. What can he do to expedite the improvements on the A5, solve problems such as the bridge and make sure that we jolly well do not win that accolade next year?
I am sorry that my hon. Friend has the most bashed bridge in Britain, and the Government want to take that accolade away from him. That bridge at Hinckley has benefited from the £20 million that he mentions. The office of the traffic commissioner has also written to all goods vehicle and public service vehicle operators warning them of regulatory action that will be taken if they fail to stop bashing into the bridge. I can also assure him that Highways England is working on measures to reduce the number of strikes to the most bashed bridge in Britain.
The Clockfields estate in my constituency has long suffered from poorly maintained roads, owing to a complicated legal situation. Will my right hon. Friend join me in encouraging all parties involved to work harder and faster to bring a conclusion to this matter, which has caused my constituents to live with such poor road surfaces for so many years?
My hon. Friend is absolutely right to raise this issue. I am not sure whether this is one of those situations where the road has not yet been adopted and that is part of the problem.
My hon. Friend is nodding her head. I have had a similar constituency experience of that, where roads for estates built 15 years ago still have not been adopted. I do think that it is an issue, and I undertake to work on this complex legal issue with my right hon. Friend the Housing Secretary, because it is a joint transport and housing problem, and I have seen how much difficulty it can create for all of our constituents.
Aylesbury has recently begun a trial of e-scooters, and I have been lucky enough to try one myself. However, at the same time that I was sticking to my cycle lane, others were trying to pull wheelies in the middle of the road, which is quite a feat, let me tell you. Will the Secretary of State consider requiring registration plates on all scooters, if legislation is introduced to permit them, so that irresponsible riders can be identified and punished?
My hon. Friend is absolutely right; while we are very keen to see the roll-out of e-scooters, and about 20 communities are already enjoying the benefits, it is also the case that we want to ensure that the regulation is right and that every single e-scooter is properly insured and built to the proper standards. That is why we are carrying out a very careful and cautious programme to roll them out, thanks to the Under-Secretary of State for Transport, my hon. Friend the Member for Redditch (Rachel Maclean), and we will be reporting back to the House what we learn from those trials and ensuring that the problems that my hon. Friend the Member for Aylesbury (Rob Butler) raises are not experienced elsewhere.
On a point of order, Mr Speaker. We have had—not for the first time—a statement being offered during topical questions on a matter that should have been brought forward as a statement to allow proper scrutiny, in particular on the plan for Christmas. Although it nods to many proposals that Labour has put forward, we have not seen the detail and we have not been given the opportunity to scrutinise. May I have your advice, Mr Speaker? Is it not more appropriate for the Government to bring forward a statement that we can have a proper debate around?
I do not know whether anyone on the Government Front Bench would like to answer that.

Written StatementsToday, we are announcing that £825 million of additional borrowing will be made available to the Greater London Authority (GLA) for the purposes of Crossrail. The GLA intend to repay this loan via London’s business rate supplement and from the mayoral community infrastructure levy. This agreement will ensure that the project continues to be funded.
The Government remain committed to the rapid completion of the project, in a way that is fair to UK taxpayers, and have committed to financing the completion of Crossrail. However, London—as the primary beneficiary—must ultimately bear any additional costs. Crossrail Ltd is committed to reducing its funding shortfall, and will take all necessary steps to complete the project without requiring further additional funding. TfL is ensuring that further independent analysis of costs are carried out.

Written StatementsThe Government and the Mayor of London have agreed a second extraordinary funding and financing package for Transport for London for the period to 31 March 2021. It replaces the agreement signed in May. It will ensure the continued operation of public transport services in London and is proof of our commitment to supporting the capital and the transport network on which it depends.
As with the national rail network, the Government will make up the revenue which TfL has lost due to the covid-19 pandemic over the period. The new package comprises a central funding scenario of £1 billion—made up of £905 million grant funding and £95 million borrowing—with flexibility for changing the grant payment in response to changing passenger demand. Actual payments are likely to be greater than £1 billion because of the move to national covid-19 restrictions.
TfL continues to need substantial support due to the significant fall in revenue caused by covid-19. However, choices made in the preceding four years have made TfL less resilient to the impacts of the pandemic and this is why it is of vital importance that the Mayor brings forward plans to re-establish a trajectory to financial sustainability as soon as possible.
As well as the conditions in the package agreed in May, the new agreement therefore sets out further measures to put TfL on a sustainable financial footing as soon as possible. Over the next six months, the Mayor will impose fare rises of RPI plus 1% on all modes from January 2021; maintain the central London congestion charge at the hours and level to which it was increased in June; maintain the withdrawal of 60-65 Pass and 66+ Freedom Pass concessions in the morning peak; and make a further £160 million in year savings, additional to those already planned, with the exception of active travel, which will remain as in the first half of the year. TfL will co-operate with a Government-led review of driverless trains. The two Government special representatives will continue to attend TfL Board and panel meetings. A new Government-led working-level oversight group will be created. By 11 January 2021, TfL will produce a single, comprehensive management plan with options as to how a trajectory to financial sustainability by 2023 can be achieved.
Any grant from Government to support London must be fair for UK taxpayers. If the Mayor wishes Londoners to continue to benefit from travel concessions and or other benefits above those typically available elsewhere in England, he and TfL have recognised that the costs of these additional benefits will not be met by the Government and that they will meet these costs themselves, without recourse to additional borrowing, savings, service changes or deferrals. TfL and the Mayor have proposed that this could be done by an increased council tax precept from April 2021. They will submit their proposals by 11 January 2021, alongside the fiscal sustainability plan. The Government will take all steps necessary at the appropriate times to enable this proposal.
Extending the congestion charging zone to inner London has been ruled out by both the Government and the Mayor. National travel concessions including free travel to school for those who qualify under the 1996 Education Act will continue to be funded by the Government. The Freedom Pass for pensioners and the disabled will continue as now. It is not funded by TfL or the Mayor.
