Thank you, Mr Speaker.
This Government are stringing terminally ill people and their families along. They already have the evidence from stakeholders and from what is happening in Scotland. When will they do what they should for these people and their families and scrap the six-month rule, get implicit consent in place, and make the situation one of fairness and dignity for people who are dying?
I call the hon. Member for Easington (Grahame Morris); I am very grateful to him for proffering me a very effective throat remedy on Thursday.
I was recently nearby, at one of our universal credit service centres, with my hon. Friend. It was absolutely clear that opportunities for young people in his constituency and the surrounding area are vital. The Department for Work and Pensions is working with the West Midlands Combined Authority to bring together local skills, employment support and Jobcentre Plus services. We are investing £1.2 million in the west midlands for extra resources, including helping young people to tackle the biggest hurdles to finding employment.
Ah yes, I shall be having a cup of tea or coffee with the mum of the hon. Member for Bexhill and Battle (Huw Merriman) this week, so doubtless we shall compare notes on his inquiry. Huw Merriman.
Thank you, Mr Speaker. Speaking of young people, they will welcome the decision to grant the living wage to people aged 21 to 25 at £10.50 an hour, but are the Government satisfied that there will not be any impact on young people and their job opportunities as a result of their being paid the same rate as those who have more experience in the workplace?
I accept everything that the Minister just said, but does he accept that successive Governments, despite their best efforts, failed to get the message across to enough people that the retirement age for women was rising exponentially? Will the Government try to look at some of the proposals from people such as Baroness Altmann for ways in which alternative schemes could mitigate the problems that have resulted?
I thank the hon. Lady for her question. I know she is passionate about her constituency. It is absolutely right that there is a balance, but to get a universal credit claim right we need to ensure we verify the identities of all vulnerable people. We heard earlier about the challenge if a claim is made fraudulently. We must be able to understand when there is a particular need to intervene. As we heard earlier, home visits are possible in relation to Help to Claim. If she would like to give me the details, I am very happy to look into this matter further.
The hon. Member for Rugby (Mark Pawsey) can legitimately shoehorn his Question 19 into this exchange.
I think that this one has been answered several times already, but advance payments of up to 100% are available from day one of a universal credit claim and budgeting support is available for anyone who needs extra help. The repayment time for the advances has been extended to 12 months and will be further extended to 16 months from October 2021.
There was a discernible world-weariness in the Minister’s reference to this question having been answered several times already. I simply remind those observing our proceedings that repetition is not a novel phenomenon in the House of Commons. It never has been, and I doubt that things are going to change very much.
An article in The BMJ shows that researchers have highlighted a possible link between an increase in the number of babies who die before their first birthday and child poverty. They estimate that there were an additional 570 excess deaths between 2014 and 2017, with 172 attributable to an increase in child poverty, so will the Minister scrap the two-child limit and the benefit cap, which are driving up child poverty?
Childcare provision is far more generous under universal credit than it was under the legacy benefits system. Another recent change is that the flexible support fund can now be used to pay deposits or first month’s payments.
I call Toby Perkins. [Interruption.] I did not call a Conservative Member because I know that the hon. Member for Chesterfield (Toby Perkins) is normally paying the closest possible attention, and none of the hon. Members sitting on the Government Benches wished to contribute to the proceedings. I therefore alighted on the oratorical opportunities offered by the hon. Gentleman.
Why are the Government not tracking young people when they leave the youth obligation? As such, how do they know whether the scheme works? [Interruption.]
Order. This is very unseemly. The hon. Lady was asking her question and there is a lot of very noisy chuntering taking place between the SNP Benches and the Under-Secretary of State for Work and Pensions, the hon. Member for Hexham (Guy Opperman), who luxuriates in the lather of the Treasury Bench. It is very unfair on the hon. Lady, very unseemly and very uncharacteristic of the hon. Gentleman, who is normally a most emollient fellow.
I refer the hon. Gentleman to the judgment given by the High Court on Thursday and, obviously, any individual local authorities that wish to address that point in a particular way.
The hon. Member for Edinburgh West (Christine Jardine) is being addressed by her leader, which is a very solemn matter. Nevertheless, I intrude, in the hope that she still wishes to ask a question.
Further to the points already raised by other hon. Members, there are 6,500 women in Edinburgh West who were born in the 1950s and who have been affected by last week’s Court judgment. Can the Secretary of State assure me that, in the meeting that she has agreed to with the chairs of the APPG, there will be a meaningful attempt to address the poverty that these women face and not just sweep it under the carpet like an inconvenient problem?

Commons ChamberI will always look at evidence, and if the hon. Lady wants to show me any of the evidence she has been on the receiving end of, I would be happy to look at it. I point out to her, as I have done previously, that overall we will be spending more money under the universal credit system by 2023-24 than would have been spent under the previous system, so I am not entirely in agreement with the conclusions she draws, but we will always take an open mind to the facts that she presents.
I am very glad that the right hon. Member for South Holland and The Deepings (Sir John Hayes) has reconsidered his decision to beetle—or, in his case, perhaps to stroll—out of the Chamber, because I note that even as we deliberate on the most serious and solemn matters, not only has he been seated like a dignified Buddha but he has demonstrated that his penchant for alliteration never ceases.
Individuals with a disability premium on their employment and support allowance are still eligible for housing benefit because universal credit does not cater for cases that are out of the ordinary—for example, those receiving recovery services. Since migration, however, many people are not receiving payments because local authorities are not providing the correct information or recognising the special circumstances of such claims. Can the Secretary of State advise what, if any, training is planned for local authority staff, to ensure that they give accurate advice and subsequently provide appropriate and proper payments?

Thank you, Mr Speaker. I seek your guidance on the need for Ministers of the Crown to speak accurately about the actions of Members of this place and the other place in legislative processes and to seek to correct the record as soon as possible when they inadvertently give information that turns out not to be correct.
The Prime Minister has been given several opportunities by me and others to correct the record and clarify that, contrary to what she said in reply to my question and one other last week in Prime Minister’s questions, which must have been misinformation that she had been given, the Labour Lords did not block or attempt to block the statutory instrument for the UK to reach net zero carbon emissions by 2050. Despite emailing the Prime Minister, tabling a written question and asking her again yesterday following her G20 statement, the Prime Minister has chosen not to correct the record, but merely to repeat some of her previous statement.
Mr Speaker, what guidance do you have for the next Prime Minister on the subject of either giving accurate information about the actions of colleagues or, when misinformed and therefore inadvertently saying something that turns out not to be correct, correcting the record as soon as possible? The public deserve to know that all of us here do our very best to uphold the traditions of truth and accountability.
The short answer is: be accurate, and if you are not, acknowledge the fact and make amends. I am grateful to the hon. Lady for giving me notice of her intention to raise that matter and for informing the Prime Minister. In responding to the hon. Lady’s point of order on 27 June, the Deputy Speaker encouraged her to pursue the matter by means of a written question. I note that the answer to her first question was disappointing to her, but that is, I regret to say, not an unusual experience for Members tabling questions to Ministers.
The best advice that I can give the hon. Lady in such circumstances is: persist, persist, persist—note my use of the word three times, its repetition twice. Quantity, persistence and, above all, repetition are at least as important as the quality of an hon. Member’s argument. The quality of the argument, of course, must pass muster, but it is a great mistake to think that if a point is made once and has the advantage of being true, it will be readily acknowledged as such by all colleagues or outside observers. Sadly, in my 22 years in the House, my experience has been that that is not unfailingly the case. It is therefore necessary to keep going—if necessary, on and on and on until satisfaction is achieved. The Table Office would be happy to advise the hon. Lady on further options available to her, and this process can potentially continue indefinitely until she has secured an outcome that suits.
On a point of order, Mr Speaker.
I will come to the right hon. Gentleman, but it would be a pity to squander him at too early a stage in our proceedings. The House will want to savour the experience of hearing him in his characteristically poetic form and mood, so we will come to him erelong. Meanwhile, we will hear a point of order from Marsha De Cordova.
On a point of order, Mr Speaker. Following the High Court ruling in 2017, the Department for Work and Pensions is now reviewing more than 1.6 million personal independence payment cases, to identify people entitled to additional social security support. Today the Department has released an update on its review, and the figures are deeply concerning. The Government had estimated that 14% of cases would see an increase in their award—an estimate that was cited multiple times in this place and outside it. But the figures released today show that just 0.8% of the cases reviewed have led to an increase in award. That is a significant disparity, and given the Department’s shambolic record, we need confidence that it is not yet another error. I seek your guidance, as I believe this is such an important issue that an oral statement should have been made to the House.
I am grateful to the hon. Lady for giving me notice of her intention to raise a point of order on that matter. I am bound to say that I have not received notice of an intention by Ministers to make an oral statement—
Oh! That is very helpful. The relevant Minister is in his place and veritably champing at the bit. Let us hear from the fella.
Further to that point of order, Mr Speaker. I notified the hon. Lady on 24 June about the latest stats publication, with an invitation to meet officials, which, I am pleased to say, has been accepted. We will continue to keep the House updated through regular statistical releases, as is the usual practice.
I cannot be expected to act as arbiter on this matter. What the Minister has told the House is of interest and relevance, and doubtless the meeting, which I assume is scheduled, will go ahead, and it may well provide enlightenment or satisfaction. If not, and the hon. Member for Battersea (Marsha De Cordova) wishes to return to the matter, she can do so in the first instance, having alerted those on the Treasury Bench to her continuing interest, through the judicious use of the Order Paper, upon which she will be advised by the Table Office. It is perfectly possible that these matters will be aired again in the Chamber erelong.
On a point of order, Mr Speaker. I waited in vain during business questions to hear any mention of the plight of those who suffer from spinal muscular atrophy, such as my constituent, 12-year-old Rae White. The National Institute for Health and Care Excellence approved a treatment for this condition in May, yet it now has become clear that the roll-out has been delayed and the allocation may be partial. Quite simply, those who suffer deserve better.
I had no advance notification of that point of order, but the right hon. Gentleman has brought to the attention of the House an extremely serious and pressing matter. I do not know whether he is suggesting that there is any mismatch between a public statement of what would happen and what is now happening. If so, that is a matter of real parliamentary concern.
I hope that the right hon. Gentleman will forgive me if I say that there is some analogy or parallel between what he has just raised and the matter that has been raised on a couple of occasions in recent months by the hon. Member for North East Somerset (Mr Rees-Mogg), in relation to a different but very acute and serious condition and the availability or non-availability of the appropriate drug treatment. If the right hon. Gentleman wishes to raise that matter further in the Chamber before the summer recess, I think I can say with complete confidence that he will have the chance to do so.

Commons ChamberIn answer to the first part of the hon. Gentleman’s question, which is about assistance in getting the applications through, we announced in April this year the help-to-claim arrangements so that applicants who are struggling to apply for universal credit can have the additional support they need from citizens advice bureaux. I hope that he will find that that is working well in his local bureau. On the second part about getting money to people earlier, as he will be aware, we have made advances available and we are extending the amount of time over which people have to repay it and the amount that is deducted from their core amounts so that they do not feel it as badly as they would have previously.
Research released last week from the Child Poverty Action Group and the Church of England shows that women are being forced to choose between poverty and an abortion because of this Government’s two-child cap—that is the reality facing families with three or more children. It appears unlikely that the Secretary of State will face another Work and Pensions Question Time, so will she make it her legacy to scrap the two-child cap and avoid impoverishing half of all children in those families?
And my tie has whales on it, Mr Speaker—Japan comes to mind. The fact of the matter is that the Secretary of State knows that she has some really good people working in her Department—certainly the people working in my patch are very good—but the trouble is that they are not well managed or well led. Splitting is not the answer; the answer is to get in some managers who can tackle things such as the awful situation for people on universal credit who do not have a bank account, because she has still not tackled that.
The right hon. Lady will be aware that this is a matter for the Department for Digital, Culture, Media and Sport. In the 2015 funding settlement the Government agreed with the BBC that responsibility for the concession would transfer to the BBC after June 2020. I reassure the House that the Government recognise the importance of this, but we are very disappointed with the BBC and we expect it to continue the concession.
The hon. Member for Birmingham, Erdington (Jack Dromey), who is a keen young pup in the House, is perched as though he is about to expatiate. However, I had him down as coming in on the next question. [Interruption.] He wishes to expatiate now. Well, our delight is unanimous.
The pensioners who built Britain deserve nothing but the best in retirement, yet there are 1 million households in poverty because, according to research conducted by Independent Age, the Government have held on to a staggering £7 billion since the general election in unclaimed pension credit, increasing to over £17 billion by 2022— £10 million a day. What has been the Government’s response? An online toolkit used by 2,000 people last year. How do the Government begin to justify plunging 1 million pensioners into poverty? What will they do to ensure that all pensioners get the security and dignity they deserve?
It is hard for me to comment on the specifics of the particular case. If the hon. Gentleman writes to me in advance of the forthcoming constituency surgery, I will write back to him and he can hand over the letter.
Disability Confident is a very effective voluntary scheme, so compulsory options have not been discussed with Cabinet colleagues. Public bodies are already subject to the public sector equality duty. All main Government Departments are level 3 Disability Confident leaders, and 80% of local authorities are Disability Confident.
I hope I can be forgiven for saying—because I am going to say it anyway—that the House of Commons is a Disability Confident employer. It is absolutely right that we should be, but in case there are Members here who were not aware of that fact, they are now.
Thank you, Mr Speaker. My Harlow constituent, Lacey-Rose Saamanthy—a deaf lady—had a catering assistant job offer retracted by the Mid Essex Hospital Services NHS Trust on the basis that it could not mitigate against the so-called risks of her employment. This is despicable, so what steps is the Department taking to ensure that all employers, including the NHS, are signed up to the Disability Confident scheme and are aware of the funding available through the Access to Work scheme, as advocated by the National Deaf Children’s Society and others?
Among those who have made the transition from DLA to PIP, an extra 144,000 who did not qualify for the enhanced mobility rate under DLA now do so under PIP. We have continued to work with Motability in respect of the additional transitional support that it has announced, and we will continue to keep a close eye on this important area.
Given the time constraints, it would be helpful to the House if the hon. Member for Mid Derbyshire (Mrs Latham) were to shoehorn her inquiry in the next question into this one.
Will the Secretary of State confirm that, when fully rolled out, spending on universal credit will actually be £2 billion a year higher than is currently spent on the equivalent legacy benefits, and that this will be worth some £300 a year to each recipient family?
Okay, I will take the point of order now. The hon. Gentleman has been jumping up and down like a veritable Zebedee, and so I shall accommodate him on this occasion, but I advise him that in the ordinary course of events points of order tend to be taken after statements. [Interruption.] It is not obligatory, and the Secretary of State for Health and Social Care can wait for his statement. I know he has all sorts of other activities in which he wishes to be busily engaged, but I am afraid he will have to wait.
On a point of order, Mr Speaker. Thank you very much for finding the time for this. I am standing next to the Leader of the Opposition, whose fitness is legendary. I wonder whether you have received an application by a Minister to make a statement to the House on the principle of civil service neutrality. I ask following the undemocratic and unconstitutional public intervention attributed to senior civil servants and based on a falsehood printed in Saturday’s The Times. No doubt you will agree that since the 1854 Northcote-Trevelyan reforms the professionalism and objectivity of our public servants has been admired throughout the world, and it is a cornerstone of our democracy. But there must be no hesitation at all in condemning the kind of behaviour reported, and I would hope that the Government will root out any miscreants who have behaved in this way. Finally, I wonder whether you can do anything to encourage Ministers, if they have not already approached you, to make a statement in the House or arrange time for a debate about this very important principle.
I am very grateful to the hon. Gentleman for his point of order. I have not received any indication that a Minister is planning to make an oral statement in the House on this matter, although it is perfectly open to a Minister to offer to do so. The Northcote-Trevelyan principles are of the utmost importance, and I hope they will be upheld by Governments indefinitely. They have existed for a long time because the principles involved—permanence, anonymity and neutrality—are absolutely sacred. I simply suggest that the hon. Gentleman pursues the matter with his characteristic persistence and vigour, and I feel sure that, using the Order Paper and the resources provided by the Table Office, he will be happy to do so.
Further to that point of order, Mr Speaker. I just want to reassure the House that we have complete confidence in the fairness and independence of the civil service. It has said that it will respond and I frankly question the good judgment of the shadow Minister for bringing this up in the House at this stage, before it has had the chance to do so.
I do not want to dwell on this matter. Suffice it to say that the Leader of the Opposition looks perfectly healthy to me; I have known him a long time and he is a very healthy-living fellow in my experience. On a serious note, I do think that the convention is sacred and it really should not brook of any dispute across the House. It might be best to leave it there. I gently suggest to the hon. Gentleman that he has made his point with considerable lucidity and let us leave it there.
We come now to the statement from the Health and Social Care Secretary, which he has been eagerly awaiting. I know that he will want to deliver his own words with every ounce of aplomb at his disposal. I call Secretary Matt Hancock.

A number of Members are engaged in no doubt stimulating and public-interest-focused discussions, but the said discussions could just as usefully take place outside the Chamber. No names, no pack drill, but I see a number of very senior denizens of the House thinking it proper to chatter away in the Chamber. I am sure they know, say I playing for time, that the courteous thing to do is to sit attentively, as exemplified by our young friend in the Public Gallery who is a model of good conduct and an example to all right hon. and hon. Members. We take our lead from that young citizen.

Commons ChamberI can confirm that employment prospects have never been brighter in Kettering, particularly with the strong advocacy of such an excellent Member of Parliament.
The hon. Gentleman can luxuriate in the lather of the praise conferred on him by the Secretary of State. Make sure it is bottled and keep it for a long time, man.
The question of women’s employment is very important to me. Is the Secretary of State’s Department doing long-term planning? Has she seen the recent research from Sheffield University and King’s College London that says that the very areas that voted leave will be the hardest hit post-Brexit, with a 17% to 20% decrease in GDP? Is her Department getting ready for this terrible situation?
I thank the hon. Lady for her question. Being relatively new in post, I have not had those conversations as yet, but I do work very closely with my counterpart at the Ministry of Justice and will be having such conversations.

Commons ChamberBy his deployment of the words, “Across the country”, the hon. Member for Kettering (Mr Hollobone) has helpfully enabled the hon. Member for Huddersfield (Mr Sheerman) to come in on this question, as it now refers to a wider area, and not simply to Kettering.
The Secretary of State is a fair-minded person. This morning, I have been looking at her constituency stats, the Kettering stats, and my stats in Huddersfield. However, I appeal to her to raise her vision beyond just the stats and the data, and to look at the evidence from children’s charities such as Action for Children, which will tell her that in her patch, in Kettering and in my patch, child poverty has not diminished.
I declare a family interest in the answer to my question. The undoubted problems with health assessments are causing delays in the appeal process right across the board, not just with PIP and others, but with disability living allowance and mobility allowances. Will the Minister agree to see me and discuss how we can accelerate the process, because some appeals take more than 39 weeks to come to fruition, with the effect that children have to wait over a year before they get their proper allowances?
I am sure that the Minister will agree to see the right hon. Gentleman. It would be extraordinarily reckless and foolhardy to refuse to do so, and I am sure that the Minister would never be reckless or foolhardy.
It will be a pleasure to meet my right hon. Friend. We have been working very closely with the Ministry of Justice to improve the capacity within the tribunal system, to speed up the process. The Secretary of State has set out ambitious plans to improve the mandatory reconsideration stage to reduce the number of decisions that are going on to the independent appeal part.
I thank the hon. Lady for raising this issue. She is right and I announced recently that I want to make sure that it is the main carer who receives the benefit. I am working with jobcentres to ensure that we have a new approach so that there is effectively an early question in their process where they find out who the main carer is, who is usually a woman, so that we can ensure that potential victims of domestic abuse are more likely to have access to the overall funds.

Commons ChamberTwenty thousand people have died—that deserves an oral statement.
As I have said, we have repeatedly come to the House and discussed with hon. Members what is happening. It is really important, as I have said, that we do the right thing as urgently as possible.
I will answer directly the question about additional estimates. Because we want to be so thorough in making sure that we are not leaving anybody out of this exercise, we did some additional sampling. We were not satisfied that people had always been given the right benefits since 2015, even though new measures were brought into the Department, and that is why there are some additional numbers. I would have thought that Members on all Benches would welcome the fact that we are being so thorough as to make sure that everybody who can benefit will do so.

Commons ChamberI completely understand why colleagues are asking these questions and why they want answers, but I have to repeat myself at this stage and say that the Department is considering the High Court’s judgment. I hope therefore that the hon. Lady will appreciate that it would not be appropriate for me to comment further.
Very good of the right hon. Member for Carshalton and Wallington (Tom Brake) to join us. He will be pleased to know that he is just in time.
My constituent received an unexpected late payment for temporary work during his UC assessment period, which resulted in a nil award. Surely the time has come to ensure that the assessment period recognises when the money was earned and not when it was received.
I must congratulate the hon. Member for Huddersfield (Mr Sheerman) on his magnificent tie. I had thought that perhaps it depicted fireworks, but I am advised by a scholarly source that it would be more accurate to say that it depicts tropical foliage.
As we know, there are 1 million fewer people and 300,000 fewer children in absolute poverty. The hon. Lady raised that theme at the last DWP oral questions, when she set out the distressing case of a claimant who she claimed was left with just £10 over Christmas because her payment was due on Christmas day. We looked into that case and I took a personal interest in it. The claimant actually received their full entitlement before Christmas, as well as interim support for childcare because they had been able to secure work. I know that the hon. Lady would want everybody in the House to be aware of that.
That is a testament to the effectiveness of repetition. As I have often had cause to observe—I say this as much for the benefit of those observing our proceedings as for Members—repetition is not a novel phenomenon in the House of Commons.
I thank my hon. Friend for the work she does on behalf of her constituents. I can confirm that we will continue to work with community-based partner organisations, including Saffron Walden Town Council, to ensure support and the delivery of outreach. Also, for vulnerable claimants and those in remote areas, alternative attendance arrangements can be introduced.
Just before I call the hon. Member for Dulwich and West Norwood (Helen Hayes), I can tell her that this morning I conducted my usual weekly Skype session with school students, and today it was with students at the outstanding Elm Wood Primary School in her constituency. I engaged with those quite superb, articulate and personable students, and with their class teacher, Stephanie Kamara, and the headteacher, Ms Myrtle Charles, who made a guest appearance. What a credit those students are to their teachers and parents.
I am sure that it was a fantastic interview, which we will all be looking to hear in the archives online. As set out in the earlier questions, we are doing a huge amount to support care leavers. I am very grateful for the support of charities such as the Children’s Society and Barnardo’s, who are helping to shape that. Only last week, I met a group of care leavers from the Big House charity in London, who were able to give me their personal wish list of things that we can do. We will continue to work with care leavers, charities and support organisations so that they can have the maximum opportunities, which many take for granted.
It is always pleasing to see a happy Member. The hon. Member for Bishop Auckland (Helen Goodman) is convulsed with mirth. She is in a state of almost uncontrollable hysteria. Well, I hope she is very happy. I do not know what it is that has amused her, but it is good to know that she is a happy spirit in the Chamber.

That the draft Pneumoconiosis etc. (Workers’ Compensation) (Payment of Claims) (Amendment) Regulations 2019, which were laid before this House on 15 January, be approved.
These two statutory instruments will increase the value of lump sum awards payable under the Pneumoconiosis etc. (Workers’ Compensation) Act 1979 and the diffuse mesothelioma scheme, which was set up by the Child Maintenance and Other Payments Act 2008. Those schemes stand apart from the main social security benefits uprating procedure, and there is no legislative requirement to review the level of payments each year. None the less, I am happy to increase the amounts payable from 1 April this year by September’s consumer prices index of 2.4%.
The Government recognise the very great suffering of individuals and their families caused by the serious and often fatal diseases resulting from exposure to asbestos, coal dust and other forms of dust. The individuals affected may be unable to bring a successful claim for damages, often owing to the long latency period of their condition, but they can still claim compensation through these schemes.
I will briefly summarise the specific purpose of the two compensation schemes. The Pneumoconiosis etc. (Workers’ Compensation) Act 1979, which for simplicity I will refer to as the 1979 Act scheme, provides a lump sum compensation payment to those who have one of five dust-related respiratory diseases covered by the scheme, who are unable to claim damages from employers because they have gone out of business and who have not brought any action against others for damages. The five diseases covered by the 1979 Act scheme are diffuse mesothelioma, bilateral diffuse pleural thickening, pneumoconiosis and byssinosis, as well as primary carcinoma of the lung if accompanied by asbestosis or bilateral diffuse pleural thickening. The 2008 mesothelioma lump sum payment scheme widens the criteria for compensation to those who have contracted diffuse mesothelioma but who are unable to claim compensation for that disease under the 1979 Act scheme—for example, those people who were self-employed or whose exposure to asbestos was not due to work.
Payments under the 1979 Act scheme are based on the age of the person with the disease and their level of disablement at the time of their diagnosis. All payments for diffuse mesothelioma are made at the 100% rate. All payments under the 2008 scheme are also made at the 100% disablement rate and based on age, with the highest payments going to the youngest people with the disease. In the last full year, from April 2017 to March 2018, 3,680 people received payments under both schemes, totalling £49.2 million.
I am aware that the prevalence of diffuse mesothelioma is a particular concern of Members, given the number of deaths from this disease in Great Britain. It is at a historically high level. The life expectancy of those diagnosed with diffuse mesothelioma is poor, with many people dying within 12 months of diagnosis. The disease has a strong association with exposure to asbestos, and current evidence suggests that around 85% of all mesotheliomas diagnosed in men are attributable to asbestos exposures that occurred through work. Our latest available information suggests that there will continue to be around 2,500 diffuse mesothelioma deaths per year before the number of cases begins to fall during the next decade, reflecting a reduction in asbestos exposures after 1980.
