My Lords, we will do whatever we can to ensure that no child, whatever their background or location, falls behind as a result of coronavirus. We have so far committed over £100 million to boost remote learning. We are working at pace with experts to understand and address the immediate and long-term impacts of school closures. This includes considering a targeted online tutoring offer and the feasibility of support over the summer.

My Lords, I thank the Minister for her Answer and for her personal commitment to this issue, but she will be aware that the vast majority of vulnerable children across all four nations of the UK have missed out on the home-schooling operation and the availability of school-based learning over these recent weeks. There is therefore a need for a national action plan in all four nations to ensure that these vulnerable children are not left behind. Will the Minister commit the Government to bring about the same level of effort as we have seen in the health service and in supporting businesses and jobs during the lockdown period, to make sure that these children recover their learning and deal with the trauma—and, potentially, abuse—that many of them will have suffered during the lockdown period?

My Lords, since schools closed to most pupils, teachers and support staff have been working hard to keep schools open for vulnerable children. However, as the noble Lord makes clear, only 15% of vulnerable children were taking up this offer. Yes, we are keenly looking at all the options to ensure that particularly disadvantaged children are given an opportunity to catch up on their learning; those in year 10 who are disadvantaged will have access to a laptop or device as part of the £100 million package that I outlined earlier.

My Lords, a lot of schools have gained considerable expertise in online education and are keen to pitch in to help provide that over the summer holidays and in after-school hours. Will my noble friend commit resources to ensure that this help is efficiently organised and delivered, perhaps through the good offices of regional school commissioners?

My Lords, as part of that £100 million, the Oak National Academy was set up as a result of 40 teachers putting 180 video lessons per week online. Some 2.3 million users have accessed that service and 8.6 million lessons have been viewed. We are pleased to see how online learning may perhaps be changing education provision for the future, but we will look at all options to support children—not just for the summer, but into the autumn term as we know that there is a lot to catch up on.

My Lords, according to a report from the Public Accounts Committee published last month, many of the 1.3 million pupils in England with special educational needs and disabilities are not getting the support that they need and end up being excluded from school, damaging their education, well-being and future life chances. What are the Government doing to remedy this situation for vulnerable children?

My Lords, in relation to the situation at the moment, we have of course made school places available to those with special educational needs who have an education, health and care plan, and we encourage them to attend school where the risk assessment shows that that would be best for them. In relation to those from disadvantaged backgrounds, the Family Fund will provide £37 million over the next year to support disadvantaged families who need extra money, and £10 million has been allocated to cover the pandemic response.

Since the schools closed, children from better-off families have been spending 30% more time on home learning than poorer children, and the learning time gap between better-off and worse-off children is widening markedly. What specific further targeted support for disadvantaged students is the Minister suggesting to the Chancellor be included in his economic stimulus in July?

My Lords, since 2011 it was good to know that the attainment gap between disadvantaged students and their peers had narrowed at every level, but of course we are acutely concerned at the moment about the widening of that gap due to those students perhaps not accessing as much learning, despite the efforts of many teachers who, for instance, even drop printed worksheets at their door to enable them to catch up. I assure the noble Lord that in addition to the potential targeted online support, we have also made available this year a further £9 million for the holiday clubs during the school holidays. Those are important in terms of activities but they also provide meals during the school holidays. He will be aware that during this period we have had a voucher system, and over £100 million-worth of vouchers has been redeemed by families who qualify for free school meals.

If there are local or regional outbreaks of Covid-19 and an area has to be shut down, what plans are in place for the continued schooling and learning of those children, particularly those from vulnerable circumstances or with learning difficulties?

Regionally, the react teams—Department for Education staff along with Ofsted inspectors—work closely with local authorities in looking at the situation for vulnerable children as well as for education in the area. Obviously the scenario for such schools reopening would be dependent on Public Health England guidance at that time, so unfortunately I cannot predict what a response would be to a local lockdown. That will have to be viewed on the scientific evidence at the time.

My Lords, I want to highlight another example of educational institution closures affecting the educational attainment of young people, particularly those aged 16 to 19. I refer to the report published recently by the Sutton Trust highlighting the impact of lockdown, with 36% of apprentices having been furloughed and 61% of apprenticeship providers saying that their apprentices had lost out on work and learning. What assessment have the Government made of the impact on apprentices unable to continue on-the-job training, particularly those from more disadvantaged backgrounds? What additional support will Her Majesty’s Government offer to these individuals?

My Lords, it is not possible at the moment to assess the full impact of coronavirus on the apprenticeship scheme, but significant flexibility has been introduced so that any training can be delivered online. If, in accordance with PHE guidance, apprentices can return to work, there is flexibility to allow them to have that training in the workplace. From 15 June, training providers have been asked to provide some face-to-face training to 16 to 19 year-olds if possible, and there has been a comprehensive package of financial support for independent training providers. We are aware of the issues facing the sector and realise that entry for young people into work is a particularly acute issue for them in these situations.

My Lords, when some children go to school, they may experience anxiety, distress or low moods because of lockdown, which may affect their studies. Have teachers been trained to look at these issues? Will the children receive any counselling and will advice be given to parents?

My Lords, we have updated the guidance specifically in relation to mental health and safeguarding to say that mental ill-health symptoms that children exhibit might be connected to a safeguarding issue. Of course in every school there is a safeguarding lead, but there are currently 59 mental health support teams in our schools. There are 123 more in the pipeline, and we aim to train those to enable them to take their place as soon as the situation allows. However, schools are acutely aware of these issues for their children as they return and readjust to learning.

My Lords, I am concerned about the potential for discrimination against pupils who have been studying at a supplementary school for a GCSE in a less-taught heritage or community language. Will all students be able to sit their exam in the autumn, whether or not they were withdrawn on or before 15 May? Will Her Majesty’s Government endorse Ofqual’s proposal that exam boards be required in the autumn to provide exams in all the languages that would have been provided this summer?

My Lords, it is anticipated that the calculated grades that students receive in the summer will enable the majority of them to progress to the next stage as they had hoped. The noble Baroness is correct that the Ofqual consultation proposal reflects the Government’s intention that, for those students who do not believe the calculated grade reflects their attainment, all subjects should be on offer for examinations to be taken in the autumn.

My Lords, the Education Policy Institute has called for a catch-up plan to prevent a significant widening of the attainment gap between poor children and the rest of the pupil population. Does the Minister support a one-year doubling of pupil premiums for poorer pupils entering years 1, 7 and 11 and a doubling of the disadvantage funding made available for students set to enter year 13? If not, why not?

My Lords, the Government give £2.4 billion a year at the moment in the pupil premium. As the noble Lord will be aware, there was the announcement of an additional £14.4 billion to schools over the next three years, which will begin to feed its way into the system. He is correct: we are aware of the need for catch-up and for targeted support, including over the summer, but there is no intention at the moment for schools to be open throughout the summer.

My Lords, the coronavirus outbreak has caused disruption to young people’s education, as teachers and parents have had to adapt to remote education. We are working at pace with partners to look at what additional measures may be required to ensure that every child has the support they need to deal with the impact of coronavirus on their education. We will do whatever we can to make sure that no child falls behind as a result of coronavirus.

Has my noble friend the Minister seen Monday’s statement by the Children’s Commissioner that schools should remain open in the summer to enable children to catch up with their studies? In view of the fact that 70% of teachers have not been giving lessons online and hundreds of schools are still refusing to open, will my noble friend take powers to ensure that schools remain open during the usual summer holiday period so that children are not disadvantaged any further?

My Lords, the Secretary of State has made clear that schools will not be expected to be open throughout the summer holidays. That is not to say that there will not be specific, targeted interventions to help young people who have lost out due to the interruption of their education.

I refer your Lordships to my interests in the register. We certainly need action to tackle the widening of the attainment gap during the crisis, and summer schools can work if the targeted pupils attend, but those same children also need well-qualified teachers. How is the department planning to ensure that newly qualified teachers, who have been denied classroom practice this year due to lockdown, have a successful induction in September?

My Lords, the attainment gap between disadvantaged students and their comparator group has narrowed at every level since 2011, and we are keen to ensure that that is maintained. Of course, the role of teachers is vital to that. We are aware that initial teacher training has been interrupted and that there will be certain challenges for newly qualified teachers teaching for the first time in classrooms in the autumn. We are developing the early career framework and are looking to that to support these newly qualified teachers and deal with the challenges that they face.

My Lords, the Prime Minister often mentions that he is indeed the Minister for the Union and his Government talks about their desire to adopt a four-nation approach to tackling Covid-19. What discussions has Mr Johnson or his Ministers—perhaps even the noble Baroness herself—held with their Stormont counterparts about how children in Northern Ireland can safely return to schools in August?

My Lords, education is a devolved matter and it is therefore up to each jurisdiction. There are also certain differences in term dates and, in Scotland for instance, different examinations are taken. It is therefore appropriate, looking at the disease in each of the four nations, for those jurisdictions to make detailed decisions based on the information on the ground. However, at both ministerial level, including the Secretary of State, and official level, there are regular meetings between the four nations on education.

My Lords, I declare my interest as chairman of the Baker Dearing Educational Trust, which supports university technical colleges. I am concerned about disadvantaged students, of which there are many. Some 300,000 students a year fail to get above level 4 in maths and English. They have lost 10 weeks of education and will be out of school for nearly five months of the year. To expect them to take a GCSE next summer would be very unfair. The Government have two alternatives: either reduce the content in the GCSE exams next year or suspend them for a year, which they have done this year and is the preferable solution.

My Lords, we are acutely aware of the gap in education, particularly for disadvantaged students but, throughout this period, vulnerable children have been eligible to attend school and that group of course overlaps significantly with disadvantaged children. On the examinations next summer, Ofqual is currently consulting over the impact on those examinations.

My Lords, in the specific provision for disadvantaged children, one of the main initiatives has been to increase the number of devices, so that they can access online learning. The criteria for distributing the 200,000 laptops and tablets purchased include whether they are care leavers, children in contact with a social worker or disadvantaged students currently in year 10.

My Lords, so many individuals in the department and within schools are working positively and enthusiastically to ensure that children will be not only safe but educated. Sometimes, I wish the teaching unions would be as positive and enthusiastic. Can my noble friend the Minister confirm that the department has worked closely with the sector, including the unions, throughout the period of partial closures and during preparations for wider opening?

My Lords, I join the noble Lord in paying tribute to all the teachers and support staff who have, during this period, kept most of our schools open for vulnerable children and the children of critical care workers. The department has indeed, at both ministerial and official levels, been consulting and engaging with the unions, mostly on a daily basis, to ensure that their views are put forward in the difficult decisions that we have to make about reopening schools.

My Lords, government statistics show that 75,000 vulnerable children were at school on 21 May, yet 80% of schools were open, so we know that not all places that have been on offer have been taken up. We also know about the distribution of tablets, but what plans do the Government have to ensure digital interconnections for pupils over the summer, particularly those who live in poverty or are in rural areas, where there is real difficulty with some broadband connections?

My Lords, the noble Baroness is correct that about 15% of vulnerable children were in school at the end of that half-term and the numbers had been rising. On the provision of laptops, for those who do not have connectivity they will come with 4G wireless to try to get over some of those issues. All schools have been offered free expert technical help to enable them to access Google Classroom or Microsoft 365 Education, but of course we have also worked closely with the BBC for those children whose only access might be through the television. BBC Bitesize has been hugely successful, with more than 2 million households visiting that service in the first two weeks. In discussions with leaders of academy trusts, it is clear that many teachers and support staff have been delivering printed worksheets to students to ensure that they can access education.

My Lords, if there has been any upside to this crisis, it is perhaps the newfound concern of many in the Conservative Party for disadvantaged pupils. I do not include the Minister in that category, but it has become clear that the demotivating terminology—[Inaudible.] It is surely not a positive approach. We agree with the Children’s Commissioner that—[Inaudible.] Will the Minister say what additional support the Government will provide to schools to enable that to happen? What efforts will be made to encourage schools in the independent sector to allow access to their premises and resources over the summer?

My Lords, I did not catch all the detail of that question, but I believe the noble Lord was asking what support we can give schools during the summer. We are specifically looking to see what interventions we can make, including interventions particularly targeted at disadvantaged young people, and I can assure him that this is a focus; the attainment gap is so important for those young people. I am pleased to tell him that holiday clubs, which are so vital to disadvantaged young people because they also provide food during the school holidays, will take place this summer and a further £9 million of funding has been given to that initiative. I apologise if I missed some of the detail of that question.

My Lords, the first two batches of SAGE papers were released on 20 March and 5 May. Further batches will be released shortly. From the week commencing 1 June, we hope to welcome back more children to early years, schools and further education, provided that the Government’s five key tests justify the changes at that time.

My Lords, I thank the Minister for her reply, but I have to say that it is somewhat vague. This is National Thank a Teacher Day: a national campaign to record our gratitude to teachers and school support staff. This year, it also embraces the millions of parents and carers thrust into the role of temporary teachers during school closures. The Minister will have seen today that various local authorities across England are now advising schools in their area not to open. With Public Health England having said that R values vary across different regions, it is difficult to understand the logic of the Government’s decision that schools should reopen nationwide on 1 June. Will the Minister reveal to noble Lords what the Government’s scientific evidence says about reopening schools in communities which have an R value that is closer to 1 than the average?

I join the noble Lord in thanking all of our teachers and draw attention to the fact that 80% of education settings are open for vulnerable children and the children of critical workers. I applaud their hard work. The R rate is not broken down regionally and is not published in that form. It is a UK-wide estimate range which is published each week. The individual modelling groups include epidemiological information on the intensive care unit rate of admissions, the death rate and the rate of hospital admissions. It is an average value that can vary across communities, but it is not published on a regional basis.

My Lords, in order to assist local authorities that are reluctant to reopen schools, will my noble friend consider publishing the Government’s assessment of the effects of a prolonged school lockdown on the emotional, educational and economic chances of disadvantaged children?

My Lords, it is obvious that the good and protective factor that a school provides to children cannot be replaced. I assure my noble friend that in making this decision, consideration was given to the future education and social outcomes for children, alongside the health and epidemiological information and data. We are deeply concerned about the effect of continued school closures, particularly on disadvantaged pupils, and are looking at a range of interventions to help them catch up.

My Lords, did the Minister agree with the Government’s Deputy Chief Scientific Adviser when she added another condition, saying that Ministers have been told that changes to lockdown would require an effective system for tracing and isolating to be in place? She went on to say that changes should be based on observed levels of infection, not a fixed date. How does this affect schools?

When the Government announced the five tests to be satisfied to plan for reopening on 1 June, we also included the enabling programmes mentioned in the road map. This includes the contact-tracing system. Testing has been ramped up, with a view to being able to introduce a “track and trace” system. This is in accordance with the scientific advice we have.

My Lords, I refer the House to my entry in the register of interests in relation to the National Education Union. Speaking in another place on 13 May, the Secretary of State said he was happy to share all advice received from SAGE. The National Education Union has analysed the SAGE evidence and papers available on GOV.UK. Most of the evidence explicitly relating to children and education—80% of it; nine out of 11 papers—is unpublished. SAGE has not published any evidence for over a week, at a time when critical decisions are being taken, and there is no record of SAGE papers for the last month, published or unpublished. Will the Minister urge the Government to expedite the publication of all scientific advice and evidence, in particular relating to “test, track, trace and isolate”, to try to build confidence among the public, parents and the education workforce in how schools could open to more children and students safely, bearing in mind that, as she said, schools are generally open for vulnerable children and the children of key workers and that teachers not in schools are at present teaching their pupils both online and through a variety of means?

My Lords, the Secretary of State outlined that the evidence will be published. As I have said, the latest updates from SAGE have been published; the latest was on 5 May. We are committed to transparency and enabling access to the evidence on which we rely. On that evidence, Public Health England’s guidance to us is that there can be a hierarchy of controls in schools, beginning with nobody symptomatic being in schools. Once those controls are in place, we can substantially reduce the risk of transmission in education settings.

My Lords, Germany closed its schools within three weeks of its first case being identified. This and its very early “test, trace and isolate” strategy appear to account for its remarkable success in controlling deaths from Covid. Does the Minister agree that schools should reopen only in areas with a capacity to test, trace and isolate absolutely fully across the community, so that if a child in a school is identified as having Covid, the school could close for 14 days, then reopen and press on with its wonderful work?

My Lords, we are seeking to learn from the experience of other countries but this is a disease and it is affecting populations in different ways so we will be introducing a track, trace and test system in the UK that is specific to our community and to the NHS. Indeed, if any child or staff member becomes symptomatic they are to go home and isolate for seven days, and they and their families will be able to get a test. If that proves positive then, with the reduced class sizes of 15 who are not intermingling in the school, or at least not intermingling as much as possible, the disease can be contained. If there is an outbreak within a particular setting, the Public Health England local health planning scheme will be advising schools on that issue.

My Lords, as with many schools, Church of England schools have remained open during the lockdown for the children of key workers and vulnerable children. Our teachers are working extremely hard to provide educational and pastoral support to our students at this time of unprecedented challenge. Can the Minister confirm whether school leaders will be granted the discretion to reopen at a pace dictated by their local circumstances and context, considering the significant mental, spiritual, physical and social impact that the current situation is having on children, especially those from the most disadvantaged and vulnerable families?

My Lords, school leaders, teachers and support staff are indeed concerned about the education of their children and have been undertaking risk assessments in relation to whether vulnerable children are better off at home or in a school setting. We are of course aware that each school building, as well as each cohort of students, is different, so in the current plans we have enabled head teachers and school leaders to have the discretion to include a child that they view as vulnerable who might not be in the categories that the Government have outlined, and indeed it is they who will be doing the risk assessments of their buildings. We trust those professionals to do this job, relying on the guidance that we have given them. Away from the headlines, many teachers, head teachers and support staff are planning in anticipation of being able to reopen on 1 June should the five tests be satisfied.

Will my noble friend confirm that the Government will issue some guidance next week on how and when boarding school pupils may safely return to school, on permitting boarding schools to quarantine themselves—that is, running quarantine facilities for pupils who are returning from overseas—and to cover the measures that are being taken to avoid visa delays for overseas pupils?

My Lords, I have been in touch over this period directly with the head of the Boarding Schools’ Association to talk about their specific issues. We will shortly be issuing guidance to them, particularly in relation to year 6 international boarders. At such a time as international travel resumes, we will of course expect them to abide by the guidance that is in place in relation to self-isolation or quarantine, depending on what is in force at that time. Obviously we will be advising them on what constitutes a household or isolation of a household for those purposes. The guidance will be out shortly.

The Science and Technology Committee of your Lordships’ House heard yesterday in its evidence session from the science community that there is not yet sufficient scientific evidence about the transmission rate of COVID-19 by children, many of whom are asymptomatic, to adults, including teachers. The reliance that the Government are putting on the test, trace and isolate system means that it must be reliable, but it rather begs the question whether they are satisfied with the scientific advice that they are getting on the infectivity of children. And why is the R number not published regionally if the test, trace and isolate system is showing that action will have to happen regionally?

My Lords, this is a new virus and the scientific understanding of it is developing. The current understanding is that there is a high degree of confidence that the severity of the disease in children is lower and there is moderate to high confidence that the susceptibility to clinical disease of children up to the age of 11 to 13 is lower than for adults. Hence, this is forming the basis, along with Public Health England guidance on the hierarchy of controls in schools, of the plans to reopen schools in the week of 1 June, assuming that the five tests are satisfied at that time.

Every school can have an elected trade union health and safety workplace representative with statutory powers to carry out risk assessments. How many have done so?

My Lords, I am not aware of how many health and safety officers have performed such risk assessments, but I will seek to obtain the information for the noble Lord. It is the responsibility of school leaders to carry out those kinds of risk assessments in the course of planning to reopen on 1 June.

My Lords, I am pleased that my noble friend has emphasised the number of schools and multi-academy organisations that say they want to go back. I welcome the efforts of the teaching professions over the past few weeks where schools have remained open. However, is there a final date by which a decision has to be taken, which should apply to all local authorities, as to whether schools reopen on 1 June or some other date?

My Lords, this two- to three-week period is vital for schools to plan for reopening, but the tracking of the disease in the population will not be static during this period. My noble friend is correct that there is a notice period in the road map by which the Government will tell schools the position of the scientific data at that point.

My Lords, of course I wish for schools to open, but I was in a meeting yesterday where I met the UN Secretary-General’s special envoy on Covid-19. He emphasised that the seriousness of this virus cannot be underestimated, nor can its uncertainty. He said that we should have “a comprehensive defence everywhere”. Can the Government guarantee that every school that opens will have a full operational defence plan that protects staff and children?

My Lords, I am grateful for the noble Baroness’s acknowledgement that the population is having to deal with a time of great uncertainty around the disease. The department has published detailed guidance, including a planning framework for schools to be able to reopen. If they enact the hierarchy of controls when they reopen we can substantially reduce transmission of the disease in those settings.

My Lords, we all want schools to reopen and children’s education to resume, but the primary consideration before that can happen has to be the safety of pupils, their families and all staff. Yesterday, in the Commons Science and Technology Committee, the Department for Education’s own chief scientific adviser revealed that he had not made an assessment of plans to begin reopening English schools from 1 June and had not been asked to. So much for the Government’s mantra about following the science. Does the Minister now accept that instead of asking schools to implement a hasty and unrealistic return by a specific date, they should be asked to meet certain conditions that, when completed, would signal that it was safe to reopen—a subtle but important change of focus?

My Lords, it has always been made clear that the decision to reopen schools on 1 June is contingent on five tests being satisfied, including a decrease in transmission of the disease, and that once schools reopen there is a hierarchy of controls for them to put in place to lower the rate of transmission of the disease. It has been made clear by the Prime Minister and the Secretary of State in the other place yesterday that the opening date on 1 June is anticipated on the basis of the scientific evidence, but matters are under constant review.

As has been said—the Minister will agree—we all want schools to reopen as soon as possible. Disadvantaged children, particularly those with special educational needs, are finding their learning getting further and further behind. But can the Minister understand how parents feel? Young children cannot be put in a bubble or socially isolate. They touch each other and play. It takes just one child or adult to pass on the infection and you have another care-home situation ripping right through our school system. Does she agree with the director of children’s services in Liverpool, who has said that no schools will open in Liverpool until the most rigorous risk assessment of the safety of children in those schools has been carried out? What is her view on that? Finally, will she publish the scientific evidence that shows it is safe to open schools?

My Lords, the Secretary of State made clear in the House of Commons yesterday that scientific evidence will be published, and the minutes of SAGE up until about mid-April are currently available and will be updated. Of course, schools will do risk assessments on pupil safety, but the noble Lord is correct that early years and primary school children cannot be expected to socially distance in the way that adults and older children can. Public Health England’s advice is that the five steps of the hierarchy of control—such as regular cleaning of tables, regular hand-washing and children being in distinct groups of up to 15 with the same teacher and kept separate from other groups in the school—can limit and lower the rate of transmission.

The Government are completely right to invite students at years 10 and 12 to attend school on 1 June this year, because they will be taking GCSE and A levels next summer, but they have lost a whole term’s teaching and disadvantaged students will never be able to catch up on that time. Will the Minister ensure that Ofqual and the examining boards reduce the content of those exams next year to ensure fairness for all students, particularly disadvantaged students?

My Lords, disadvantaged students, particularly those in year group 10 that the noble Lord mentioned, are specifically targeted for the computers that the Government have spent more than £100 million on, so that they will be able to catch up on their studies. Obviously, we have asked schools to have some contact with them before the summer holidays.

My Lords, the guidance surrounding the return of schools relates to early years schools and colleges. The colleges the noble Baroness mentioned are out-of-school settings, and as many of those are community places—places of worship, et cetera—they are currently not expected to reopen on 1 June, on the basis that in such settings the rate of transmission can often not be lowered in the way it can with the hierarchies of control that can be applied in schools.

I am grateful to the Minister and the Secretary of State for meeting myself and the Church of England education team earlier in the week. The longer that children are learning from home, the wider the disadvantage gap that may well be developing. Does the Minister agree that the risks of not reopening schools in a managed and phased way are actually greater than the logistical challenges presented by reopening?

I am grateful to the right reverend Prelate for his assertion. We in the department are particularly aware of the risks for disadvantaged students and the attainment gap the longer that schools remain closed. I have to say that the teachers and the heads of trusts that I have spoken to are keen to reopen schools because they are particularly concerned about the learning loss for disadvantaged students and the challenges they face to re-engage them in school.

My Lords, ONS data published a few hours ago shows that the level of infection among two to 19 year-olds is equivalent to that of other parts of the population. Will this information influence the decision to reopen schools on or about 1 June?

I can assure noble Lords that all scientific information is being considered by SAGE. In particular, there is a sub-group in relation to children and its advice has obviously been essential in informing the decision. Of course, it is anticipated that the scientific evidence will allow us to reopen schools on 1 June in that phased manner, but it has been clear that if the scientific advice moves, or if the rate of transmission is not decreasing, that position could change. However, a reopening on 1 June is anticipated, and schools should plan for that.

Does the Minister agree that the priority going forward must be those children, especially in deprived areas, who have received little or no education, whether at school or at home, over the last few weeks? Will she look in particular at ensuring the best possible experience for such children when they are leaving primary and transferring to secondary school in September? To this end, will the Government arrange, fund and consult on the provision of additional summer schools and extra classes to aid this transition, because those children who do not settle well into secondary school will lose out completely on their life chances?

The noble Baroness is correct and that is why the transition year of year 6 is one of the priority years to bring children back into school. Of course, we are also looking at the moment to expand the 880 breakfast clubs that we have around the country, and £70 million is being spent on free school meals at the moment. She is right that we need to look at all options to help these children catch up on education. I am grateful for her suggestion and welcome suggestions from any other noble Lords. There will be many parents and teachers awake at night, worried about these disadvantaged children, and I can assure her that Ministers too are concerned about those children.

My Lords, I should declare that I have the honour to be chairman of the Plymouth diocese Catholic Academy Schools Trust. Our 36 schools, as well as most other schools in the country, have been open throughout the crisis for vulnerable children and the children of key workers. All teachers and all staff of schools throughout the country have been hard at work, both with their pupils at school and, in addition, by preparing, delivering and supporting home learning, organising and—often themselves—delivering free school meals, and doing many other tasks. I hope that the Minister will join me in congratulating and sending our profound thanks to all teachers and school staff throughout the country.

As has been said, we want all children back at our schools when it is safe. Parents, staff and governors are concerned. Internationally, eminent medical practitioners, scientists and educationalists have counselled caution. Can the Minister confirm that each school will receive for circulation to parents and staff as soon as possible sourced, independent, expert medical, scientific and educational opinions and advice on the safest and most effective way of building from our current position to the point where all our pupils are safely back at all our schools?

Noble Lords will be aware that the scientific evidence we rely on comes from the SAGE committee. Obviously, I join the noble Lord in paying tribute to the hard work of so many parents, teachers and support staff who have not only delivered school meals but printed out worksheets and delivered work to people’s doors. We will move toward the reopening of all schools but this is contingent on scientific advice, which is the best way forward.

My Lords, the Government have worked extensively with schools, teachers and experts throughout the development of these subjects. This has included working with over 1,500 early adopter schools to support their journey, learn lessons and share good practice. The department also conducted an impact assessment as part of the consultation. We are committed to supporting teachers, which is why we are investing in a programme of support featuring training materials, case studies and support to access resources.

I thank the Minister for that reply. Does she agree that relationships and sex education fosters self-esteem and social skills in children and young people as well as enhancing academic performance, and that those skills will be important when pupils return to school after a long absence? I welcome the Government’s decision to include RSE in the compulsory curriculum, but how is this commitment supported precisely with resources and training? Could she give an example?

My Lords, I agree with the noble Baroness that health and relationships education will be an essential part of re-socialising children as more go back to school from 1 June. A central school support package will be on offer, which will include training materials—both online and face-to-face where appropriate—and will be based on the “train the trainer” model. Schools can also access additional training support if they need particular help.

My Lords, I declare my interests as stated in the register as chair of the National Society. In November, the Church of England produced a charter to support schools in preparing for the new compulsory elements of RSHE. It is important to us and our schools that we consult parents on how best to deliver this new material, to ensure that we provide a sensitive education enabling all pupils to flourish. Will Her Majesty’s Government reassess the delivery date of the new elements of RSHE to accommodate the current constraints on schools’ time and energy due to Covid-19?

My Lords, three issues greatly concern me, which I have spoken about in the United Kingdom and during my visits abroad: FGM, forced marriages, and honour abuse. Can my noble friend say whether schools in certain areas will be able adequately to discuss these issues and whether teachers have appropriate knowledge and sufficient training to do so? Furthermore, what support is available centrally to assist them?

My Lords, all aspects of safeguarding are covered in the statutory guidance, Keeping Children Safe in Education, and issues to do with violence are considered, particularly within health education. We have also given specific guidance about sexual violence between young people to assist schools with that very delicate matter.

Yes, indeed, the attitude of the department is to embed SEND in every strand of the RSHE work, and we are working closely with the Sex Education Forum and NASEN to ensure that. We have also employed SEND experts to help with the development of the curriculum so that there will be specific resources in the school support package that I have outlined to assist teachers, most of whom have a child with SEND in their classroom.

My Lords, the guidance issued by the Department for Education last year stated that relationships and sex education should be

“part of the basic school curriculum … which allows schools flexibility in developing their planned programme”.

But last week the Schools Minister, Nick Gibb, stated that the department was giving due consideration to the implementation of the statutory relationships and sex education curriculum in the context of Covid-19. That suggested the possibility that implementation could be delayed due to the coronavirus, even if schools have returned by September. What process of due consideration was the Minister referring to and what additional support will the Government explore to ensure that RSE can be taught online if schools have not returned by September?

My Lords, I commend the department on producing sensitive and helpful guidance. The guidance makes it clear that from September, schools, in consultation with parents, will determine what is age-appropriate. Thus teaching explicitly about LGBT+ matters is not mandatory for primary schools. But current Ofsted guidance and the practice of inspectors does not reflect that. Numerous primary schools have been downgraded in at least one category for not teaching LGBT. Will my noble friend confirm that Ofsted will inspect in line with DfE policy and not its own self-generated policies, and that primary schools will not be penalised if they do not teach LGBT, according to the wishes of the parents of a particular school?

My Lords, Ofsted has welcomed the department’s guidance on RSHE and, when it is implemented in the next academic year, Ofsted will use it as a guide for assessing part of the personal development section of inspection. As my noble friend outlined, the guidance is clear that secondary schools should include LGBT content but,

“primary schools are strongly encouraged and enabled”,

when teaching about different types of relationships within families, to include families of same-sex parents. That is clearly a move from mandatory to permissive language. Obviously, the Equality Act is also enforced in schools and schools are required to take into account the other protected characteristics, including of course the religious background of students in the school.

Does the Minister share my anxiety that the opting-out provisions of the new law are so wide that children in faith schools may well be taken out of the sex education classes that they sorely need? All children need to learn to respect a variety of lifestyles, and learn how to look after themselves and avoid harmful practices such as FGM. Children in very religious schools are the ones most vulnerable to ignorance and prejudice. What steps will the Minister take to avoid large numbers of parents removing their children from this education, and how will the Government help teachers contend with protesting parents?

My Lords, as relationships education in primary schools does not usually include sex education, there is no right to withdraw your children from that provision. However, at secondary school, when sex education is part of the content, parents have the right to withdraw their child from that education up until three terms before the child is 16, and the school is required to outline that right to parents. The balance is struck by allowing this only until three terms before the child is 16. Obviously, at that stage, when approaching the age of legal consent for sexual relationships, it is appropriate to provide some sex education if the child wishes to have it. The balance is between supporting parents’ rights and giving children their own right to request sex education as they develop.

My Lords, all registered providers must comply with the Office for Students’ conditions for quality and access. We are protecting the interests of students by stabilising the admissions system, bringing forward £2.6 billion of forecast tuition fee income to help universities’ cash flow, and providing students with more support. This includes help for universities to reprioritise spending to increase student hardship funds, to support students to continue to access their university education.

My Lords, I draw attention to my declaration of interests. Will the Minister kindly confirm that the definition of the 5% uplift on student numbers is forecast and not any historic benchmark? Will she confirm—perhaps not today, but in writing—an urgent timeline for the publication of the work of the research sustainability task force in respect of the likely catastrophic loss of income from overseas students and the urgent need to underwrite research funding, should cross-subsidy be no longer available?

My Lords, as the noble Lord, Lord Blunkett, said, higher education is profoundly affected by loss of income from overseas students. This will compound the loss of research income from Horizon 2020 and other EU participation programmes, which have long been a critical part of our research success and indeed our cultural richness. What steps are being taken to encourage overseas students to come to the UK and how much further funding can be supplied to replace the substantial money, if not the collaboration, which is desperately needed for our research programmes?

My Lords, in relation to international students, the department is working with the Department for International Trade to amend the international education strategy. The clear message is that the UK is open for business and for international students to come at the start of the academic year, but we recognise that different arrangements may need to be made. Those arrangements are in train—for instance, with different visa situations—so that students can begin their courses remotely overseas. We are keenly aware and are doing all we can to support the sector at this difficult time.

My Lords, I am concerned about the potential disparity in support across the United Kingdom. Can my noble friend the Minister outline the measures to be taken by Her Majesty’s Government to ensure equity of support across Scotland, Wales and Northern Ireland, as well as England? My Lords, as I have outlined, the Government’s resource task force is specifically including the devolved Administrations. The changes to student finance affect students in Northern Ireland and Wales as well. We are in close touch with colleagues in Scotland, particularly in relation to English students who will study there and Scottish students who will come to the UK.

My Lords, I declare my interest as a recently appointed member and vice-chair of GB MET, a local FE college. The Government are allowing universities to charge students the full £9,250 annual tuition fee while our campuses remain closed—as long as there are “highest standards of online teaching”. Does the Minister accept that many courses are simply unsuitable for online learning? Students cannot access studios, laboratories, libraries and placements during the current pandemic. The market-driven higher education system has forced students to see themselves as consumers, and they are not getting what they have paid for. It is not fair on students nor on the university institutions.

My Lords, most universities have adopted online provision. The Office for Students has been very clear to the sector that the quality of provision that is being offered should be maintained during this period. If a student has any complaints about the quality of what they are being offered, they should deal with it first with their university—but, as the noble Lord will aware, the Office of the Independent Adjudicator for Higher Education can adjudicate on the quality of student provision at a university.

What steps will the Government take to ensure that disabled students are not further disadvantaged as a result of the Covid-19 pandemic; for example, by exempting them from the student number controls?

My Lords, the Office for Students has been very clear that the quality of provision for all students should be maintained. There has been particular advice in relation to disabled students and their access to online provision. A letter from the Minister to the sector has highlighted the need to make sure that, where online provision cannot meet the needs of students, they are able to access all the support that they need remotely, including the non-medical help that they are often entitled to. The Equality Act is still in force in relation to the provision of higher education.

How will the Government’s bailout measures and future policies help universities move away from the wasteful commercial model, where they see themselves as competing businesses, towards a more co-operative model of communities of scholars working for the common good? The kind of waste that could be eliminated is, as the Augar report highlighted, the £500 per student that is spent on marketing. Does the noble Baroness agree that universities cannot afford such sums?

My Lords, I am grateful to the noble Baroness. The £700 million is the estimate of the Office for Students for the specific access of higher education to all the schemes that have been outlined. Noble Lords spent many days debating the Higher Education and Research Act, and the Office for Students is a modern regulator, encouraging greater innovation and putting student choice at the centre of our system.

My Lords, does the Minister agree that certain practices will have to change in lockdown? One of them is that anybody who needs an assessment of a disability can do that online as opposed to doing it the traditional way, face to face. I remind the House of my declared interests.

The noble Lord is correct; where an assessment is needed for disability support allowance, it needs to be done remotely. We are seeing that in these difficult circumstances there are situations where the use of remote technology has proved to be advantageous, and it might end up being a change or an option in any current system.

May I congratulate the Government on increasing the number of extra graduates this year? The number amounts to about 34,000, and the Government will insist on certain courses for 10,000. I suggest that they should insist only on courses for the entire number that are related to improving the British economy. We need more technically trained people: more doctors, dentists, midwives, nurses and medical workers. We also need more technicians, engineers and computer specialists who understand cybersecurity, artificial intelligence and virtual reality. We do not need more humanities students—they can learn from home virtually—but the physical presence of all those other students at a university will be needed in September this year.

My Lords, in addition to the forecast numbers and the 5% uplift, 10,000 places are reserved, and I am pleased to be able to tell my noble friend that half of them will be in the healthcare sector. Further details on the allocation of the 10,000 additional places will be released in due course.

The measures are a welcome step for cash flow but do not avoid the projected fall in income of £2.5 billion and the cost to the economy of £6 billion and 60,000 jobs. What is the Government’s response to this assessment from the UCU/London Economics report?

My Lords, the package that has been announced will stabilise the sector and give all the clarity that can be given at the moment. As I have outlined, the forecast is that the sector will be eligible for £700 million as regards loans and the job retention scheme. However, we are working with and keeping in close touch with the sector. The Office for Students has an individual contacting every provider so that we are in touch with their financial situation going forward.

My Lords, the interests of vulnerable children are this Government’s top priority. The recent changes to secondary legislation are intended to help children’s social care to respond to this unprecedented situation. We have not changed the overarching responsibilities for the protection of vulnerable children. The measures, which are to be used only when absolutely necessary, will help to maintain safeguards while providing services with additional flexibility, allowing them to focus on those children needing the most support.

My Lords, I thank the noble Baroness for her response, but it does not square with the clear impression within the child care sector. At this time of national crisis, it should be expected that the Government would seek to ensure the protection of every child in care by strengthening safeguards, not removing them. Yet through these regulations, the Government have decided to weaken the support offered to some of the country’s most vulnerable children. No evidence has been produced to back up the Government’s claim that changes to existing regulations are in response to the pressures of lockdown. There has been no statement from the Government about the proportionality of the changes or how they sit beside human rights law and obligations under the Convention on the Rights of the Child. Can the noble Baroness point to any new protections for children resulting from these regulations?

My Lords, these regulations are intended to be a temporary measure to enable the limited flexibility that local authorities need at this time so that, where there are limited resources in some circumstances, services can be directed to ensure that the children most in need get the support that they need. To give an example, we hope that extending the time that a local authority has to respond to an Ofsted inspection from 70 days to when is “reasonably practicable” will be used by some local authorities to ensure that front-line services are maintained.

My Lords, the noble Lord, Lord Watson, has raised an important point, but I hope that local authorities looking after the precious children in their care will continue to act so far as possible in the best interests of the children in accordance with the Children Act as it is. Have the Government given special attention to the position of foster parents, who often have children of their own? These are difficult days for families, so the responsibilities of foster parents for the care of children under the care of the local authority may be made more difficult.

My Lords, I assure noble Lords that the primary legislation in relation to the duties on local authorities to safeguard the welfare of children in care remains unchanged, and that decisions still need to be made in accordance with the best interests of children. I am grateful to my noble and learned friend for raising the vital role that foster carers play. Many of them are within the older cohort and therefore may be more vulnerable to this disease. Some of the changes to the procedure in these regulations have been made to ensure that we have enough foster care placements so that, if an emergency call comes from a family in a lockdown situation where unfortunately the local authority may need to remove a child, there is capacity among other foster carers to ensure that places are available for such children to move to. That is the spirit and the purpose behind these regulations.

My Lords, we are only too well aware of the problems of older people in care homes, but young people in care are also facing the risk of losing their carers to Covid-19 or through self-isolation. They are therefore more likely to suffer during the lockdown than other young people. What education provision is being made available to these young people, including suitable computer equipment to enable them to take part in virtual lessons?

My Lords, I assure noble Lords that the recent £100 million computer and access to wi-fi provision that has been offered by the Government includes provision of laptops and tablets to vulnerable children who are included in the Children Act need group. They will have access to online facilities to ensure that they do not miss out on their education.

I declare my interest as a governor of Coram. Has the department issued clear guidance to local authorities as to how they should interpret and apply this new lessening of the regulations, or will each local authority be allowed to interpret and apply them as it sees fit? Does the Minister acknowledge that there are substantial areas of best practice in the way local authorities are applying these regulations? Will she make sure that those are identified and notified to those authorities that are not following best practice, to ensure that what the sector is best at is being applied as widely as possible?

I assure noble Lords that these regulations were made in close consultation with local authorities about the situation they face. We have a partnership of 17 local authorities—Partners in Practice —which we use to ensure that best practice is spread across the country.

What consultation on the proposed changes actually took place in March with our excellent children’s voluntary sector? I know that the Explanatory Memorandum to Statutory Instrument 445 stated that the department needed to consult with the sector in order to understand any difficulties. I am assured that this consultation never took place. Why not?

My Lords, unfortunately there was not the usual 12-week consultation period due to the particular circumstances that we were in. The department consulted the Association of Directors of Children’s Services, as I have said, and local authorities’ principal social workers. There is always engagement with stakeholders. Ofsted was also closely involved, because routine inspections of local authorities have been paused but risk-based inspections will continue. They are an important safeguard for local authority practice during this period.

My Lords, last month’s figures show that some 2,100 people with learning disabilities are living in assessment and treatment units. Families have expressed concern about the impact of this crisis on their care, including suspension of quality inspections, cancelled family visits, increased use of solitary confinement and excessive restraint. How many planned moves of children and young people with learning disabilities from those units back into supported living environments have been delayed by coronavirus? What steps are being taken to ensure their complex needs are being met while they wait?

My Lords, Transforming Care activity oversees such situations to ensure that there are not unnecessary in-patient admissions and that quality of experience while people are in-patients is maintained, subject of course to safety and the need to self-isolate. The chief executive of NHS England wrote to NHS trusts yesterday to say that care and treatment reviews should carry on and should be on a digital platform. I shall write to the noble Baroness regarding her request for statistics.

My Lords, aside from the recklessness of deregulating the children’s care sector at a time when need is sharply rising, is it not a constitutional abuse for the Government to have used the emergency coronavirus legislation to make a major and highly controversial policy change of a nature which was previously explicitly rejected by Parliament in 2017 and to do so by way of statutory instrument without proper consultation—as my noble friend Lady Massey said; I understand that the Children’s Commissioner for England, with her statutory responsibilities, was informed but not consulted—and without parliamentary scrutiny?

My Lords, I can assure noble Lords that this is a minimal change to the procedural requirements in relation to children’s social care. The Coronavirus Act has not been used in this regard; we did not take powers under that Act because it was clear that the secondary legislation could be amended to ensure that there was limited use of the extensive powers granted by Parliament in the emergency legislation. The legislation is under review. The regulations will fall on 25 September if they are not renewed by Parliament. There is scrutiny in the Commons as well as in the Lords in relation to the new regulations.

The Newlife foundation provides specialist equipment for 22,500 disabled children and spends £3 million a year. Unfortunately, because it provides statutory services supplementing those carried out by local authorities, it does not qualify for UK charities funding from the likes of Comic Relief or Children in Need. Will the Minister undertake to ask the Chancellor to widen the criteria for eligibility for emergency funding to include the Newlife foundation charity to help it protect the most vulnerable children in society, the severely disabled and the terminally ill?

My Lords, 27% of pupils in PRUs, alternative provision academies and AP free schools are BAME, compared with 32% in all schools. There is variation among different groups, however, and it is important that we seek to understand those differences. We are committed to improving outcomes for all pupils in alternative provision and will build on the good practice identified by our £4 million AP innovation fund. Three of the projects focus specifically on reintegration into mainstream education.

I thank the Minister for her Answer. In the last few months, the Evening Standard has been running a campaign to raise funds for young people who have been excluded from school, so that the school can keep them and educate them within its premises instead of sending them off into PRU units. As we all know, young people are very vulnerable and are exposed to gangs once excluded from school. We know that the trap exists for young people who are not in mainstream schools. Do the Government have any policies for reducing the numbers of pupils in PRUs and getting them back into mainstream schools? As we all know, the majority are young black boys. Also, with the partial closure of schools that we have now, are there any thoughts on excluded children?

I am grateful to the noble Baroness for raising a number of issues there. If I may begin with the current policy, yes, AP is included within the request to schools, so that, if at all possible, head teachers should keep that provision open. We believe that about half of the pupils within AP will qualify under the definition of “vulnerable” but we trust that the head teachers will make the correct decisions on the ground. It is of course correct that education is one of the strongest protective factors for young people, and it is this Government’s ambition that there should be an expansion of alternative provision and that being excluded from mainstream education settings should not be an exclusion from excellent education. We have the same aspirations for those in the AP sector as we do in other educational settings.

My Lords, Diane Abbott said many years ago that once you have excluded a black child from school you can almost put a time and date on when they will turn up in prison. That is still true today. According to the excellent coalition of BME education practitioners, there should be no more exclusions. School exclusions cost the taxpayer an eye-watering £2.1 billion a year. Many children go to pupil referral units, but only 1% of them go on to achieve good GCSEs. However, two-thirds of pupils in PRUs will at some point go to prison. Clearly PRUs are not fit for purpose. Does the Minister agree that we should stop all school exclusions, as some places do, such as Northampton? I witnessed that when I was a children’s commissioner. Given that BME and other disadvantaged children are more likely to be excluded, I say, as I did last week, that we must recruit more black teachers and teachers from other disadvantaged backgrounds, including Roma, Gypsy, Traveller and white working-class. I apologise for going on.

The noble Lord makes an important point. We are aware that educational outcomes for students in alternative provision are not high enough, but last year 85% of all state-funded schools did not permanently exclude any pupil. The Government support head teachers having the power, as a last resort, to exclude pupils, but that should not be a ticket into education that is less than excellent. In fact, 83% of alternative providers were judged by Ofsted to be good or outstanding. That is only slightly less than overall for schools, which is 86%, and more than for secondary schools. Although there are issues, I pay tribute to the workforce in the alternative provision sector who are doing an excellent job dealing with behavioural and educational issues.

My Lords, is the Minister willing to consider a mandatory physical check-up—particularly of teeth, eyes and ears, for example—for excluded students, not only BME ones? I speak as a former foster parent of a BME student. I recall well the wish not to be difficult and therefore not to talk about having, perhaps, a simple pain which could be sorted out.

The noble Baroness raises an interesting issue. Children in AP settings will often have been placed there by the local authority, which has various safeguarding duties. If a student in its care cannot be educated due to health reasons, I would expect it to take the appropriate course of action.

My Lords, does the Minister accept that certain hidden or non-obvious conditions, such as dyslexia, tend to be even slower to be picked up among the BME community than in others, usually due to things such as it being more commonly working-class, and that many of these conditions are seen to be white, middle-class problems which are identified by the parents and then fought through the education system? When are we going to get better provision in schools to sort this? Having more working-class and black teachers would help.

I am grateful to the noble Lord. On the recruitment of teachers, a £2 million project with the diversity hubs is aimed specifically at increasing the diversity of the workforce, which is an important factor. On non-diagnosis, for every child who is not meeting the requisite attainment standards, graduated action on their attainment gap should be taken by teachers and SEN co-ordinators, regardless of a diagnosis. We are aware that 81% of the children in alternative provision also have special educational needs and disabilities, so we need to intervene earlier. That will be part of the SEN review, to avoid this correlation.

My Lords, I am not clear on what the Minister said in response to my noble friend Lady Lawrence. Can she make it clear whether, in the current circumstances, all pupil referral units will remain open and take in all the children who have been to referred to them for treatment, care and education? If not, will those children be admitted immediately to mainstream schools to ensure that they are not left out, because they are among the most vulnerable?

The noble Baroness will be aware that some pupils who are in a pupil referral unit are still on the roll of a mainstream school and are in alternative provision on a part-time basis. We expect alternative providers to remain open because we are aware that just under half of their cohort will qualify under the definition of vulnerable. We trust head teachers presented with somebody who might not technically be within the letter of “vulnerable” to make that decision, and we will support them in doing so if they view the young person in front of them as vulnerable; for instance, if they had contact with them two or three years ago, they can make that decision.

My Lords, in the other half of the statistic mentioned by my noble friend Lord Woolley and the noble Baroness, Lady Lawrence, lie numbers of Muslim young boys, in particular, as well as those who are autistic. That statistic makes them vulnerable students and pupils. Some of them may be vulnerable to county lines, about which we heard last week, and sexual exploitation, about which we have heard many times. Given the crisis that we face, what will the Minister do to ensure that local authorities take seriously the gaps that may begin to emerge, with these young people falling through the system because they are not classified as vulnerable children?

My Lords, any child who is not in an educational setting should be. We do take action. We recognise that they are particularly vulnerable to the phenomenon now called “county lines”. The Government have provided £20 million to fund more national co-ordination on county lines. Since September 2018, four weeks of criminal justice interventions have led to 2,500 arrests; more importantly, they have resulted in more than 3,000 people being identified as having safeguarding concerns. We are doing what we can and taking action to deal with these issues.

My Lords, with the leave of the House, I shall now repeat a Statement made yesterday in the other place by my right honourable friend the Secretary of State for Education. The Statement is as follows:

“With permission, Mr Speaker, I would like to make a Statement regarding changes to the operations of educational settings as a result of the coronavirus pandemic. We are facing increasingly difficult challenges, and once again I express my extraordinary gratitude to staff in all our schools, colleges, nurseries and universities who are doing so much.

I know that the situation has become increasingly challenging. I said before that if the science and the advice changed, such that keeping schools open would no longer be in the best interests of children and teachers, we would act. We are now at that stage.

The spike of the virus is increasing at a faster pace than anticipated, and it is crucial that we continue to consider the right measures to arrest this increase and relieve pressure on the health system. The public health benefits of schools remaining open as normal are shifting. It is also clear that schools are finding it increasingly difficult to continue as normal, as illness and self-isolation impact on staffing levels and pupil attendance. I want to provide parents, students and staff with the certainty they need.

After schools shut their gates on Friday afternoon—tomorrow—they will remain closed until further notice. That will be for all children except those of key workers and the children who are most vulnerable. The scientific advice shows that these settings are safe for this small number of children to continue attending, but asking others to stay away will help us to slow the spread of this virus. Examples of key workers include NHS staff, police and delivery drivers, who need to be able to go to work. Vulnerable children include those who have a social worker and those with education, health and care plans. Looking after these children will enable schools to support the country through this incredibly difficult and extremely challenging time. We are expecting early years providers, sixth forms and further education colleges to do the same. We are working with Her Majesty’s Treasury on the financial support that will be required. I am also asking that independent schools and boarding schools follow the same approach.

We will give schools the flexibility to provide meals or vouchers to children eligible for free school meals. Some schools are already doing this, and we will make sure that those costs are reimbursed. As soon as possible, we will put in place a national voucher system for every child who is eligible for free school meals. I know that all this will not be easy. I am asking nurseries, schools and colleges to be at the forefront of our national response to this crisis.

Given the unprecedented asks that we are making of all those working in educational settings at this time, I recognise that we are asking so much of them. We will be asking them to provide for these settings to be open to children of key workers and to vulnerable children during the Easter holidays as well.

I recognise that what schools will be doing in these circumstances will look very different from the normal state of affairs, and we will ensure that leaders have the flexibility that they need to face this challenge. To allow schools and other settings to focus on this new operational model and the support they can give to these young people, we are removing various duties. Ofsted has ceased all routine inspections of early years, schools, colleges and children’s social care services. I can confirm that we will not go ahead with assessments or exams, and that we will not be publishing performance tables for this academic year. We will work with the sector and Ofqual to ensure that children get the qualifications that they need.

My department is working closely with local authorities, representatives of early years, schools and headteachers, regional school commissioners and bodies such as Ofsted and Ofqual on how to deliver this change as effectively as possible. We will do whatever is necessary to support local authorities, schools and teachers through the weeks and months ahead.

I know that many universities and other higher education institutions are already taking necessary steps to keep their staff and students safe and, where possible, keep providing education. I am confident that vice-chancellors are making the right decisions and my department continues to support them in doing so.

This is a testing time for the whole nation, but by asking schools and other settings to look after the children of key workers and the most vulnerable, we will be directly saving people’s lives. Whether you are a parent or a teacher, I want you to know that your well-being and that of your children is the absolute priority for me and my department. We are completely committed to ensuring that every child receives the best education possible, and we will be working with the BBC and others to provide resources for children to access at home.

I am deeply grateful for the civic spirit and selfless dedication that has been, and continues to be, shown by teachers and other school workers every single day. I am committed to giving my full support throughout every stage of this crisis to those who are doing so much for all of us. I know that our teachers and those working in education have the full support of the House and that honourable Members will do what they can to support schools and other providers in their constituencies through this period of great change. I wish to thank them in advance for all the work that they will do. I would also like to take the opportunity to thank the party opposite, particularly the honourable Member for Ashton-under-Lyne, for their co-operation, advice and thoughts at this time.

Our headteachers and teachers are central to the country’s response to the current crisis, and I am reassured by their readiness to step up and take the lead in supporting families through this most incredibly difficult time. All of those who work in our schools, colleges and universities rightly take their place next to our NHS staff and other key workers as central to our efforts as a country in battling this virus, and I want to thank them from the bottom of my heart for all of their support and all they do. I commend this Statement to the House.”

My Lords, I associate myself with the last few comments made by the noble Lord, Lord Watson. This is an unprecedented time and an unprecedented challenge. However, we still need a bit more clarification. If we are going to hear later on today about who are the key workers and the categories, can the Minister give us more of a hint about which groups they will go into? Delivery drivers would probably not have been regarded as key workers before this occasion. Where exactly will this go? If a little more guidance could be provided today on the categories of people, if not the exact job descriptions, that would help the situation.

Then we come on to the list of those who will be going to school. I and the Minister have had, shall we say, a bit of cut and thrust already on education, health and care plans, although she has not been in post that long. This is probably an occasion where, to be perfectly honest, the health and care part of that plan is probably more important. Are all people with the plans to be treated in exactly the same way? When I listened to the Commons yesterday, people in special schools was a particularly popular topic of discussion. Will all special schools with a residential capacity automatically be gathered in? Is there any categorisation within them, and so on? The plan seems nice and comprehensive, but it covers a great deal of things. For once, I do not think that dyslexics are a special case here. My group is not the highest priority. Can we make sure that we look at this so that we get practical solutions? It might be a little bit too soon to do this, but then again it has to start functioning by Monday. What will happen there?

The Government seem to have gone to the BBC, saying “Give us a hand”. Have not times changed a wee bit? However, it has a huge resource available to it via iPlayer to enable large numbers of students to continue their courses and study. Will the Government work with the BBC to get particular packages together to help people? For instance, I think you can probably do it at the moment off the top of your head with history programmes for history and English language, and there will be other subjects which I do not bother looking at, so I do not know about them. What are the Government doing there? Also, surely the other public service broadcasters should take this up as well. Is there a co-ordinated approach coming so you have this available? A large amount of support is actually almost at our fingertips here. How are we going to use it? That would be valuable to know.

On free school meals, once again, as the noble Lord, Lord Watson, said, how will this work? The voucher system, again, has to be functioning by Monday. What is happening there, and when will the general public know what is happening? They have to know. It is no good us finding out and then finding out in a week or two. They have to find out what is going on by Monday. Could we have a bit more guidance on that?

Nobody wanted to do this, but if the Government feel that this is the correct thing and they have the advice, we can only go with them. However, we need to know how it will work. Clichés come to mind, but the one about the road to hell being paved with good intentions is nagging at the back of my head here.

My Lords, I am grateful for the support from both the noble Lords. This action has been taken primarily to protect the public from the spread of this disease. I am grateful to the noble Lord, Lord Watson, for accepting that some of his questions I will have to answer by letter. Registered childminders are covered by our request, and during the Easter holidays, school leaders—including those from independent schools —and local authorities will work collaboratively on the ground to deliver this. That is not just an expectation; we know it will happen. We expect that during the holidays they will be pooling so that staff can get a break as well, because the provision for key workers and this vulnerable group of children is significantly less than for a normal pupil cohort.

Eligibility for free school meals was dealt with directly by the Secretary of State yesterday afternoon, and included those who have or will become eligible for free school meals. I had to read out yesterday’s Statement verbatim, but the voucher system is sorted out and schools will be reimbursed. Certain schools have already been purchasing supermarket vouchers and will be reimbursed for those costs, while others are continuing to provide food. We are leaving to the discretion of head teachers which they choose to do.

Today, the Cabinet Office will issue a list of what are key workers in relation to school attendance. Regarding disadvantage to students, I say that the system for awarding examination grades will be fair to all. A proper and fair qualification will be awarded. We will know tomorrow what it will look like, as a lot of consultation and engagement was needed with Ofqual, universities and head teachers, about how to handle fairly and justly a situation that is unprecedented, trying to honour, respect and award properly the work that these students and young people have been putting in. It is taking some time to work out.

Every child with an EHCP is covered in the definition of a vulnerable child. The noble Lord, Lord Addington, referred to this. There will be guidance regarding atypical settings, including the special schools that are residential. There are issues around keeping children in those environments, and around what household isolation means when you are in a boarding school, because we are aware that there will still be young people in those boarding houses, particularly looked-after children within that education system. The guidance will, I hope, be the practical solution that the noble Lord was talking about, and will think through all the detailed implications of the decisions.

This is a time of national unity. Everyone is being engaged, including of course the BBC, which, along with other providers, will use its iPlayer system to broadcast educational material, enabling children to still learn while they are at home. Guidance will be going out to teachers about remote teaching. Some have a lot of experience of this and some do not. We are trying to give them the best help that we can. At a time when we are prioritising the curtailment of this disease—trying to stop its spread—it is important that we all work together. We are seeing that on the ground between different schools and with local authority staff, particularly in adult and child social care, who are working above and beyond the call of duty at the moment.

My Lords, in the light of these Covid-19 emergency measures, which are entirely understandable, what help will the Government provide to our excellent universities, which, as we heard earlier, are contributing significantly to our understanding of this emergency and to its solution? We need to recognise that those universities now face the triple whammy of uncertainty over A-levels and admissions for the autumn, and therefore fees from UK students, the loss of overseas student fees and other income—for example, from residencies—and, in the light of the falls in stock markets internationally, a potential emergency revaluation of the USS pension scheme.

Universities are separate to this Statement. It is down to the discretion of vice-chancellors following the Public Health England guidance, but we are working with universities and the Treasury in relation to the financial implications. The Secretary of State mentioned particularly the anticipated drop in international students later on in the year, so we are working closely with them and anticipate that on a case- by-case basis they will keep some of their accommodation occupied along with some of their boarding houses. Looked-after children, estranged students and students who are care leavers will potentially need to stay on campus. We are dealing with those issues, and I will write with any further detail to the noble Baroness.

My Lords, following on directly from that question, is there any clarity at this stage about predicted grades and university entrance for those currently doing A-levels or equivalent qualifications? As my noble friend will be aware, many schools and colleges predict grades that end up being higher than the actual grades received by students. Universities such as mine—I declare an interest as the pro-vice-chancellor of a university—will often take on children who have not attained the grades that they were predicted, so a large amount of our intake and that of other universities lower down the league tables, if you can say “down”, is during clearing. Has any consideration therefore been given to those universities that will be oversubscribed based on predicted grades, if that is what the requirement will be, and those that will clearly be undersubscribed? What financial packages will be put in place to ensure that we do not lose any university during this time?

My Lords, I have to say that in the 33 years I have sat in this House this is by far the worst education Statement that I have ever listened to. It is wholly inadequate. As the National Association of Head Teachers has said, far more questions arise from it than answers. Before a Statement of this sort is produced, the work should have been done. The Department for Education and the Government have had plenty of time; they have been considering this issue for some weeks yet have come up with something that leaves parents, teachers and pupils in disarray.

I shall just give two examples—I would like to give many others but I must not take up too much of the House’s time. First, the Government have said that schools are going to be kept open for people in the workforce who are in key jobs, not only in the National Health Service but in many other areas. There is absolutely no clarity about how these schools will be chosen. The schools are closing tomorrow night, so what happens on Monday morning when a nurse who works in a crucial ICU does not know what to do or where to send her children? This preparation should have been done properly and it has not. How does the Minister think the system is going to work from Monday when there are so many uncertainties?

Secondly, there is the cancellation of GCSE and A-level exams. Any Minister who has been responsible for this area knows that you cannot play about with the exam system until you have done the necessary preparation so that pupils’ and teachers’ questions can be answered. We have a generation of young people now whose mental health is being jeopardised by the fact that they have not a clue what is going to happen to them regarding their university or job applications—or their college applications, if we are talking about GCSE.

Does the Government agree that it is vital that there is clarity about university entrance? Does the Minister agree that the simplest system would simply be to take the predicted grades, which are all centrally collected and every university has them for the applications they have received, and that any young person who has been made an offer at those predicted grades or below should be told within the next fortnight that their place will be guaranteed? If not, they will be left in extreme uncertainty and misery.

I agree with the noble Baroness that this is the worst Statement, but considering the situation the country faces, if it were possible to provide all the certainty with one click, it would be done. However, parents can be certain that, under the announcement, all schools will be open on Monday, but only for key workers and vulnerable children. In her example, that mother or father needs to go to school as normal if they are a key worker or their child is a vulnerable child. There could not be more consideration and importance being given to the disruption that we are aware will be caused to families as of Monday and to this generation of young people. As the noble Baroness accepted, it is not simple to work out a fair and just qualification for students, but if students are unhappy with the grade that they have been given in whatever the system that will be announced tomorrow is, there will be a way for them to have some form of redress. I assure her that all our education professionals, local authority professionals and central education staff are working as quickly as possible to provide accurate guidance, which, unfortunately, takes some time.

My Lords, I declare an interest: I have two grandsons about to take A-levels and one about to do music exams, all of which have been cancelled, and a granddaughter about to do GCSEs. There is very little reassurance in this Statement about what the Government intend to do for the thousands of young people who will see all their hard work being done for nothing at all. They need some solid measures about their futures urgently. The noble Baroness said that something is coming tomorrow that will provide a fair and just solution, but what are the Government planning to avoid mass distress and demotivation among our teenagers? Finally, there has been very little mention of further education and what is happening with technical qualifications. Are they equally going up in smoke?

The noble Baroness is correct: the reassurance that we need to give will be given in the guidance regarding exams tomorrow. All the qualifications, including, for instance, the independent training providers and the apprenticeship training that goes on, are up for consideration and we recognise that they are all affected in the same way.

My Lords, I declare an interest as the mother of a teacher at Graveney School, a secondary school in south London. She is working hard with her A-level students to see that they get the best support possible. However, she and other teachers I know well have expressed concern that the IT equipment they have to provide distance learning if they have to work from home is not necessarily of the order that you would expect, for example, a university lecturer to have been given. Will the Government consider emergency help for schools to purchase up-to-date IT equipment for teachers to work effectively, certainly over the next six months?

Is my noble friend aware that the 1,300 independent schools belonging to the Independent Schools Council want to do all they can to assist their local communities? I declare my interest as a former general secretary of the council. Has my noble friend noted in particular that they are anxious to help with childcare? To that end, they are getting in touch with their local authorities to concert practical plans. Finally, I ask the Government to bear carefully in mind the grave difficulties that independent schools will suffer if they are unable to secure help from insurance companies for business interruption.

I am grateful to my noble friend for that question. Yesterday afternoon, I had the pleasure of speaking to the heads of both the ISC and the Boarding Schools’ Association. They passed on that message, particularly in relation to looked-after children who are in their care and will remain in their care for the moment. We are grateful for their offer of support, which I have passed on to the Secretary of State. When we talk about collaboration locally, that means all schools and colleges, including the independent sector.

My Lords, I welcome the assurance that we will hear more tomorrow about the future of exams, particularly A-levels, but I want to return to the issue. I cannot see the building blocks that are in place for a good decision to be arrived at. Given the move to end-of-course assessment, were we not to have exams, there is no national, universal, commonly agreed coursework that has been assessed and moderated and could be put towards the final grade. I would guard against using predicted grades as a decisive factor in determining whether a child goes to university. All the evidence shows that children from working-class backgrounds are constantly underpredicted in their A-level grades. I want the noble Baroness to address this question in particular: when the decision arrives tomorrow, what are the building blocks on which the Government are trying to make a vehicle for us to go forward? I just cannot see them, which concerns me the most.

My Lords, I declare an interest as a chair of governors at an inner-city primary school. I want to share some of the questions that my head teacher seeks clarification on.

First, only in the last hour have we had a communication from a social worker who is now working from home; they are attached to a vulnerable child but will be unable to see them. They are therefore asking the school to be the lead player in this relationship, rather than them. If the Minister does not have answer on this, it would be very helpful to have clarification soon on who leads in such a relationship. Whether people are working from home, or vulnerable families are self-isolating at the moment, who is the key worker who owns that relationship? If it is the school, then by all means it is the school, but we lack clarity on that at the moment. We already have a specific problem there.

My second question is about those families who are not in the free school meals category but are in-work poor. What are we going to do about them? For instance, would the Minister allow a head teacher discretionary powers to determine which families should get additional support, rather than the statutory voucher version of free school meals? Where is the ability for a head teacher, who knows the community well and can identify the children they know will not have a decent meal during this period, to use their discretion?

My Lords, I first commend my noble friend and her department on the heroic efforts they are clearly making to deal with the consequences and complexities of this difficult decision. I would like to ask a slightly different type of question. As an economist, I have seen so many times that models based on extrapolations or assumptions can turn out to be incorrect. Should we find ourselves in the fortunate position in a few weeks’ time that the predictions have turned out to be less dire than we might currently expect, is there some leeway to look at reviving the examination prospects for this younger cohort with respect to either GCSEs or A-levels, albeit perhaps a bit delayed, so that the knock-on consequences for universities might not be so significant and we might be able to pick up through the summer?

My Lords, on the latter part of the noble Baroness’s question, we are acting on the scientific evidence; that is what has informed this decision. It would be utterly inaccurate of me to speculate at all about the future; we are making decisions on the basis of the scientific information that we have. I agree with her that there are heroic efforts happening on the front line as we speak, for schools and local authorities to prepare for what will happen on Monday. I welcome the comments of all noble Lords. My Lords, clearly the educational world is working extraordinarily hard—one welcomes that—in its determination to deal with an extraordinarily difficult situation very quickly and under huge pressure. If we follow the Imperial College analysis model that was recently published, we can see in certain circumstances the repeated waves of Covid-19 going on for 18 to 24 months. At what point will we begin to move towards a longer-term view of what needs to happen? Clearly, schools cannot be closed for two years. I wonder whether the Government have in their mind the planning for the eventuality of longer-term infectious prevalence in this country.

I am grateful to the most reverend Primate. At the moment, the Government are responding step by step to the scientific evidence that we have. Unlike in many situations, it is not possible for us to predict what might happen in the medium and longer term. We have only the scientific information to hand at the moment. I add to the tributes paid when I say that I had the pleasure yesterday of speaking to the head of the Church of England Education Service and the right reverend Prelate the Bishop of Durham, who are leading on Church of England schools, and the Catholic Education Service. We are going to need all their assistance. In particular, these groups have a lot of DBS-checked people who can give further assistance to our schools, and they are sometimes geographically placed right next to the local school.

My Lords, as a non-affiliated Member, I would like to raise a special plea with the Minister. Parents will be forced to make very difficult choices between care provisions for their children and work. This will have dire economic consequences, particularly for those on zero-hour contracts and the self-employed. The hospitality sector, where a lot of these people work, is decimated, including theatres, art establishments, cinemas and other associated venues. Therefore, I plead with the Minister, to make the case to the other departments that it is absolutely vital that we have employment protection, as well as access to benefits, for the self-employed and those on zero-hour contracts.

My Lords, the Government are keenly aware that, in taking the decisions that we have in relation to movement of the public and schools to suppress the peak, there are massive implications for the economy, and a raft of measures have been introduced in relation to that. We have made changes to arrangements for statutory sick pay: it is now payable on first day off, and self-isolation is viewed as a sickness. The minimum income floor has been lowered in relation to self-employed people. But, yes, there is much work still to do on alleviating the effects on the economy for us all.

My Lords, I am sure that the Minister recognises that it takes quite a while to get an education, health and care plan in place. I have been approached overnight by a number of teachers who are very concerned that there are children who are half way through the process and who will not yet have a plan, but who are vulnerable. Schools would definitely want to welcome them in. Can she confirm that it will be for the schools to decide which children come into the vulnerable category? Can she further confirm that the vouchers, which have been put in place very quickly, will actually be redeemable and that there will be somewhere for them to be redeemed, and that schools which want to keep their kitchens open will in some way or other be assured of food deliveries?

As the Minister said, local authorities will have a role in ensuring that all schools, whatever their governance, type and style, are encouraged to work together through the local authority to make provision in the most effective way. Can the Minister confirm that teachers are also key workers in these circumstances, and that their children have to go to school so that they can be at work providing a place for other people’s children to be looked after and, we hope, in some measure educated?

My Lords, on vulnerable children, the EHC plan process and the needs assessment, we expect head teachers to collaborate with the local authority. There will be discretion for them on who is considered a vulnerable child. We trust them to make the appropriate decisions.

It has been clarified by the Box that the vouchers we are talking about are supermarket vouchers. Some schools have already been purchasing supermarket vouchers, which is why we say that they will be reimbursed for that cost. I know that all schools, including those in the independent sector, and childcare providers will be working closely on the ground to ensure that we can deliver this change in education to enable key workers to keep the services going that we need to protect us from the disease. As I said, the list of key workers will come out today, but I can confirm that teachers are key workers.

My Lords, I have considerable sympathy for the Minister, because she has not been dealt a particularly strong hand. Perhaps I might ask her a question which appears to raise a slightly improbable issue: security. As I understand it, head teachers will be receiving on Monday those children who are qualified to be admitted. May I put the scenario of a desperate parent whose job may be on the line if they do not go into work? If such a person, through perfectly good motives, feels determined to press the issue, there is a severe risk of unpleasantness, if not something more. What consideration have the Government given to the notion that there will be a division between, if you like, sheep and goats, and that those who fall on the wrong side may, to put it mildly, cut up rough?

My Lords, all I can say to the noble Lord is that it is for head teachers, in collaboration with the local authority, to be making these decisions. Obviously, we do not expect hordes of parents to be presenting at school when this information will have gone out. But there may be isolated cases, which we know and trust the head teacher, in collaboration with the local authority, will deal with—safely and respectfully, I hope.

My Lords, I would like to ask my noble friend the Minister about childcare funding. Can she confirm that the Government will continue to provide the funding for the free hours of childcare, even if children are not attending? Given that nurseries often rely on additional hours and private funding to keep going, what further support might the Government provide to those nurseries so that they remain a going concern during this time?

I am grateful to my noble friend. We are aware of the situation for early years funding. Yes, all the three and four year-old entitlements and disadvantaged two year-old entitlements that the Government pay will continue to be paid regardless of who walks through the door. As of yesterday, the early years providers were included in the business rates exemption. We are working closely with Her Majesty’s Treasury because we are aware of the mixed model of free entitlements funded by the Government and private income from other parents that is used by most early years providers.

First, can the Minister tell us the legal basis under which the Government are acting? She will have picked up the concerns around the House about what happens when people feel that their livelihoods are at stake if they cannot place their children in school. If they do present on Monday and head teachers seek to turn children away, what is the precise legal basis on which they will be acting? Is there one? Secondly, on the issue of social equity, year 11 students’ whole future is at stake—whether they can go on to sixth form or college next year. I do not think that they or their parents will find it satisfactory that the arrangements for tomorrow are being put in place on a hit-and-miss basis. Would not the fair way of doing this be to guarantee that all year 11 students who wish to study in the sixth form of their school should have the right to do so, and the department should make that clear to schools, and that where their school does not have a sixth form, they should have the right to study at the local FE college? If not, there will be a massive sense of discontent and inequity in the country.

My Lords, in relation to the sixth form issue, I will have to come back to the noble Lord. In relation to the legal power, obviously the Bill in relation to the coronavirus will be published today. As a lawyer, I will have to write to the noble Lord in relation to the precise legal basis that head teachers will have. But they will have protection to make the decisions that we have asked them to make.

We are told that very few children get infected. This has been proven in other countries as well. So why are we panicking so early and closing the schools when we were going to have the Easter holidays in about two weeks’ time anyway and they would all be revising at home? In which case, we would not be possibly ruining the potential future careers of this generation of children. Some children perform much better in exams, some on coursework, so we are now going to bias it towards those pupils who have a good relationship with their teachers rather than a bad relationship and who perform well on coursework. There are gender issues in that as well.

My Lords, there is no panic in relation to this. As the Statement said, the spike of the virus is increasing at a faster pace than had been anticipated. If it had been possible to introduce this later, coinciding with the school holidays, obviously that would have been ideal, but that is not the situation that we have. We have a disease that we are trying to protect the public from and that is our absolute priority. We are aware, as I say, of all the issues in relation to having a model that will give students a fair and just qualification but which is not based on their having sat an exam.

My Lords, as a former Schools Minister and Minister for Higher Education, I can begin to imagine the immense pressures under which officials and Ministers labour as they seek to find practical solutions to the myriad difficulties that become apparent in this crisis. I thank the Minister for her candour in her responses. My question to her is about the Government’s plans for communication. She has kindly said that she will write to my noble friend Lord Watson; I am sure she has more ambitious plans for communication than that. Can I urge the Government to err on the side of excess in their communications? Will she, for example, ensure that we receive emails containing detailed answers to all the questions that noble Lords today have put and to the other questions that are being asked across the country, so that all of us can assist the department in this very important challenge of communication?

My Lords, we want everyone to benefit from a fair chance, and no part of the country should be left behind. Anyone with the potential to succeed should have the opportunity to benefit from high-quality university education, regardless of their age, background or, importantly, the part of the country they grew up in. We plan to expand technical and vocational provision at higher levels through the institutes of technology, of which there will be 20 spread across all regions of England.

My Lords, I thank the Minister for that response, because there are a significant number of further and higher education cold spots in England, including coastal regions in the east and north and rural areas of the south-west. According to the Social Mobility Commission, those areas have little or no sixth-form provision within a commutable distance, which—predictably—means they have significantly lower percentages of pupils than the national average going on to higher education. That is leading to a poorer qualified, less well-trained, lower aspiration workforce in these areas. Will she explain what additional sustainable support the Government will provide for further and higher education institutions in the seaside towns and other left-behind parts of the country, to redress the education inequalities they experience?

My Lords, the Social Mobility Commission made mention of the Government’s opportunity areas. That programme has been extended; there will now be a total of £90 million. Many of those areas, including Blackpool, Hastings and Whitby, are part of that programme. We are pleased to know that that programme is also in Opportunity North East, where there is specific funding. A number of factors affect access to the best education provision, and we are particularly looking at the transport offer. A discounted rail ticket has been introduced for 16 and 17 year-olds. From 2021, apprentices and jobseekers will benefit from discounted bus travel as well.

Might the Minister look into coastal towns provision for disabled students? It may not be a question of the provision from the Government; universities may not be implementing the law. I give the example of Anglia Ruskin University, which has superlative education provision access for disabled students—compared with Hull University, which is more than inadequate; I believe it is actually breaking the law. Might the Minister be willing to have a word with me sometime on this?

My Lords, my noble friend is correct that universities are bound by the Equalities Act and should make provision for students with special education needs and disabilities. Funding is available for them to do that, but I am happy to meet her at an appropriate time.

My Lords, while I applaud the Government for doing all they can for further and higher education in coastal and rural areas, we are seeing a mass exodus of young people from those areas because, even if they get the education, there are no jobs. Are there any initiatives under which we are incentivising businesses to establish themselves in those areas? Could Civil Service relocation plans look at coastal and rural areas as well?

To ensure job opportunities for young people, skills advisory panels have now been set up that bring together the HE and FE provision in the area with an employer, specifically to make sure that the training is there for young people to remain and to keep the supply of relevant skills in the local area.

My Lords, following on from the previous question, can the Minister say what provision the Government are making to ensure that disadvantaged students from rural and coastal areas have access to the work experience that is a key part of the untried and untested T-levels?

The first three T-levels will be introduced later this year. There has been specific investment of capital to ensure that these will be basically 80% classroom and 20% work placements. Providers have been given the money to establish good-quality work placements, which are an essential part of T-levels.

My Lords, I wonder whether the House will indulge me. Will the Minister have discussions with her Secretary of State and perhaps come back to the House in relation to the survival of these further and higher education institutions across the country, which may be affected detrimentally in the months ahead by the final incremental payments of fees, leaving them with a considerable shortage of funds? Can she also find out whether the Secretary of State will discuss with the Office for Students the way in which it approaches this as a supportive mechanism, not as a critic?

My Lords, I understand that matters to do with education are being addressed. The issue of early years providers and further education colleges—they are similarly funded, by the activity through the door—is keenly on the department’s radar at the moment.

My Lords, ed tech and the new systems and opportunities provided by distance learning, without the need for major infrastructure projects, are obviously an important way forward. In addition to the advantages that my noble friend the Minister has already outlined, would she not say that ed tech gave a valuable opportunity for international co-operation between institutions in other countries? I declare an interest as the honorary president of BESA, the British Educational Suppliers Association.

Ed tech is literally just beginning to show us what is possible in relation to education—in international collaboration, yes, but particularly in flexible and distance learning, which can help students from disadvantaged backgrounds to access education further away from home, if they have caring responsibilities, and particularly in relation to special educational needs. We are having a rapid evidence assessment, because teachers need to understand fully the technology now available to best apply it to the students they are trying to teach.

My Lords, transport costs are often a barrier to students living some distance away, especially from FE colleges. It was gratifying to hear that some consideration is being given to support students with transport costs. Can the Minister say a little more about that, particularly in relation to students over the age of 19, and whether part-time students will be included in any support planned?

Yes, what I have outlined covers both bus and rail, but the noble Baroness will be aware that the bursary funding given to institutions can also be given to disadvantaged students. I will have to come back to her about the part-time comment.
