Yet again, the hon. Member for Kirkcaldy and Cowdenbeath (Neale Hanvey) has decided to use valuable debating time in this place to focus on the constitution. Yet again, this time could have been used to raise issues of immediate importance to Scotland’s future. Yet again, his constituents, and my constituents in the Scottish borders, will be disappointed.

The Government’s position on a further independence referendum is well known.

I want to make some progress, and I will give way another time. [Interruption.] The hon. Member has only just sat down, and I will deal with his points in due course.

People across Scotland rightly expect to see both their Governments working together. Our relentless focus should be on the issues that matter to them, their families, and their communities. Scotland’s bright future as part of the United Kingdom is better served by focusing on tackling the cost of living, and on growing our economy so that everyone has access to the opportunities, skills, and jobs that they need. [Interruption.] Hon. Members on the Opposition Benches shake their heads, but I know that those are the priorities of my own constituents in the borders. It is disappointing how disconnected those Members are from the priorities of the constituents they represent.

When it first came to power, the SNP set out to emulate the Labour party of old, and it certainly has succeeded. The nationalist movement is now even more divided than the far left. The SNP and Alba compete to see who can be the most reckless in their demands. They are constantly trying to get one up on each other on independence. But it does not matter who is pushing separation—Humza Yousaf or Alex Salmond. Scotland does not want it.

Unlike the divisive nationalists, we Unionists on the Government Benches are all about bringing people together. As hard as it might be, let me try to find a point of unity with the hon. Member for Kirkcaldy and Cowdenbeath. Perhaps we can agree that Scotland wants to be free—free of the SNP. As a member of the Alba party, surely he can agree that we are fed up with Humza Yousaf, Michael Matheson’s ever-changing stories and their endless incompetence and deceit.

While Scottish Conservative MPs are securing millions of pounds-worth of investment in our constituencies through UK levelling-up funding, elected members of the hon. Member’s party want a giant independence thermometer to be constructed somewhere in Scotland. I wish I was joking. The independence thermometer is the brainwave of the Alba party’s most recent recruit from the SNP, Ash Regan MSP. Personally, I would rather see taxpayers’ money spent on schools and hospitals, but if the hon. Member insists, will he tell us where he wants the independence thermometer to be located? Has he lobbied the Chancellor for funding for this ridiculous proposal? Will the thermometer be made of mercury, or is that where he got the idea from—another planet?

I thank the Minister for giving way. However, I need to go back to my first request for an intervention. He was complaining about using valuable time in the Chamber for a debate on the constitution, but it is his Government who are finishing early! It is his Government who have just launched a new King’s Speech and cannot fill the parliamentary programme with enough business to keep the Chamber going. I hope he will correct the record that it is not me who is impeding Parliament doing its business; it is a lack of action from his own Government.

What a load of baloney! This Government have an action-packed programme set out in the King’s Speech. We have an ambitious programme for Scotland and all parts of the United Kingdom. We are focused on the issues that matter to the communities we represent, not on endlessly debating another independence referendum.

The UK Government remain as determined, focused and committed as ever to getting on with the job for the people of Scotland. That is best demonstrated by what we are doing on the ground. The UK Government are delivering £2.7 billion of levelling-up investment across all parts of Scotland. As hon. Members on the nationalist Benches know, that investment includes: £1.5 billion for 12 Scottish city and regional growth deals; £160 million for two investment zones in the Glasgow city region and north-east Scotland; £52 million for two freeports, focused at the Inverness and Cromarty Firth and Firth of Forth regions; and £817 million for locally-driven plans and priorities, regenerating town centres, improving vital infrastructure, supporting businesses, and spreading skills and opportunities to communities everywhere.

I thank the Minister for giving way. He mentioned the Unionists on the Conservative Benches. I am a Unionist on the Opposition Benches, as are my party. It is clear that the polls in Scotland are indicating less of an interest in independence than there was. Is that because the realisation of those in Scotland is that they see their future within this great United Kingdom of Great Britain and Northern Ireland—better together? Is it because the financial benefits of Westminster and the Government here to Scotland, and indeed to Wales and Northern Ireland, are so good they would never really want to leave?

The hon. Member makes very valid points, but the key point is that support for independence and another independence referendum in Scotland is falling. The voters in Scotland, certainly in my constituency in the Scottish Borders, are getting wise to the failures of the Scottish SNP Government in Edinburgh, and they recognise the benefits of remaining part of a strong United Kingdom. That is because the UK Government and the Scottish Government are working together on so many areas to make our communities better—driving economic growth, supporting the Scottish economy and delivering for Scotland.

I can give some further examples. We can see it through the Scottish Seafood Industry Action Group, where the UK Government regularly engage with the Scottish Government and the Scottish seafood industry to consider a range of important issues, including access to labour, energy costs and export opportunities. We see it through the fiscal framework review, where the UK and Scottish Governments reached a fair and responsible agreement. Both Governments reached a compromise for the benefit of the Scottish economy, while keeping us on track with our fiscal objectives. And we are investing more than £100 million in Scotland’s innovation economy through the strength in places fund and Glasgow innovation accelerator. Our close collaboration with the Scottish Government in this area was further underlined by the agreement signed between UK Research and Innovation and Scottish Enterprise earlier this month, which aims to streamline innovation support for Scottish businesses.

Levelling up is already making a real difference to all regions of Scotland. It is bringing advanced manufacturing jobs to the Glasgow city region, data driven innovation jobs to south-east Scotland, and life sciences jobs to the highlands and north-east Scotland. It is saving the community on Fair Isle with a new ferry, bringing Clydesdale horses back to Pollok Country Park, and revitalising town and city centres from Greenock to Aberdeen, and Cumbernauld to Elgin. It is helping communities to protect and restore their treasured buildings and facilities, whether it is the last pub in Lochranza on Arran, or a permanent home for St David’s brass band in Gorebridge. [Interruption.] The Members on the nationalist Benches shout those initiatives down. This is funding from the United Kingdom Government going into communities the length and breadth of Scotland—something that they seem to strongly oppose. I am disappointed by that and I know the communities they represent will be disappointed by it too.

Before the Minister gets down to the mugs and glasses that we provide for the cub scouts, along with any other crumbs from the table, let me make this point. He mentioned “two Governments” in Scotland. What inefficiency! Norway, Ireland, Iceland and Denmark have one Government each, and they are outperforming Scotland in the United Kingdom. If Scotland is doing so well in the United Kingdom, why do Norway, Ireland, Iceland and Denmark not want to join the UK? It is because they know that it is not a good place to be. They look at Scotland and Wales and they see places that are doing better, just as they are doing better. If the campaign for Scottish independence is doing as badly as the Minister says, why not hold your referendum now? You’d win, surely, wouldn’t you? But you know full well that when the Scottish people engage, independence will happen!

The hon. Member speaks of “crumbs from the table”, but this is significant investment going into communities across Scotland. Scotland is receiving hundreds of millions of pounds through our levelling-up agenda and a record block grant amounting to more than £40 billion, but SNP Members oppose and fight every bit of the investment that this United Kingdom Government are making there. I am saddened by that, and I know that the residents and communities that the hon. Member and his colleagues represent will also be disappointed by the hostile and negative response to investment that has been used to improve the communities that we represent.

Together, the UK Government’s interventions will drive innovation and long-term economic growth, restore pride in place, and help cities, towns and villages in every part of Scotland to flourish. The hon. Member for Kirkcaldy and Cowdenbeath referred to

“the sovereign right of the Scottish people”

to determine their future, and I suppose that that reference to self-determination gets to the nub of the debate that he has initiated. In 2014, the year of the referendum on Scottish independence, there was consensus between the UK Government and the Scottish Government—both Scotland’s Governments—and there was consensus in civic society in Scotland and consensus across the population of Scotland, which is why both Governments agreed to the referendum. The ultimate act of self-determination, of course, came in September 2014, when, in record numbers, the people of Scotland turned out to vote to remain part of the United Kingdom.

My hon. Friend has given a strong defence of the Union, as he always does in his ministerial role and on behalf of his constituents. Would he agree that the nationalists have had more plans for Scottish independence than Michael Matheson has had excuses for his £11,000 iPad bill? And just like that £11,000 iPad bill and their different plans, none of them are honest, none of them are convincing and none of them have the support of the Scottish people.

My hon. Friend is absolutely right. We hear about plans for referendums endlessly from SNP Members. I just wish they had a clear plan for ferries in Scotland or a clear plan for Scotland’s NHS and Scotland’s schools, but no—referendums, referendums, referendums are all we hear about and all they talk about.

I would like to finish by reminding those on the nationalist Benches yet again that our different views on the constitution should not distract both of Scotland’s Governments from working together to tackle the sheer challenge of delivering growth, easing pressures on the cost of living and supporting the NHS. The Scottish Parliament is one of the most powerful devolved Parliaments in the world, and we believe that the devolution settlement strikes the right balance. This United Kingdom Government are committed to devolution, and we are working collaboratively and constructively with the devolved Administrations, including the Scottish Government, to deliver better outcomes for the citizens of Scotland and the entirety of the United Kingdom.

I beg to move,

That the Committee has considered the draft Carer’s Assistance (Carer Support Payment) (Scotland) (Consequential Modifications) Order 2023.

The draft order was laid on 16 October 2023. I am grateful to have the opportunity to debate it. The order is the result of collaborative work between Scotland’s two Governments, and it supports the Scottish Government’s decision to introduce the carer support payment in Scotland.

The Scotland Act 2016 devolved responsibility for certain social security benefits and employment support to the Scottish Parliament. The introduction of carer support payment in Scotland under the Social Security (Scotland) Act 2018 exercises that responsibility. The draft order is made under section 104 of the Scotland Act 1998, which allows for necessary legislative amendments in consequence of any provision made by or under any Act of the Scottish Parliament.

Scotland Act orders are a demonstration of devolution in action. I am pleased to say that this draft order is the result of close working between my office and the Scottish Government, the Department for Work and Pensions, the Ministry of Defence, His Majesty’s Revenue and Customs, and Northern Ireland’s Department for Communities. I thank all involved for the collaborative approach taken to progress the order.

The draft order makes amendments to relevant social security legislation as a consequence of the Carer’s Allowance (Carer Support Payment) (Scotland) Regulations 2023, which I shall refer to as the 2023 regulations. Those regulations replace carer’s allowance with carer support payment for individuals ordinarily resident in Scotland.

The 2023 regulations introduce carer support payment in Scotland in a phased approach from November 2023, beginning with a pilot in three local authority areas and to be available nationally by autumn 2024. The carer support payment will initially operate in a broadly similar way to carer’s allowance. Like carer’s allowance, it will be an income replacement benefit, a payment of £76.75 per week for unpaid carers providing 35 hours or more of care a week to someone receiving certain disability benefits.

I will now explain the effect that the draft order will have and the provisions that it will make. The order will ensure that those receiving carer support payment in Scotland are treated the same as those receiving carer’s allowance. The order ensures that carer support payment is a qualifying benefit for the Christmas bonus. It ensures that those eligible for carer support payment are treated as qualifying carers and are eligible to receive the additional amount for carers in an award of state pension credit. It also ensures that recipients are not disadvantaged in relation to compensatory payments as part of the HMRC tax-free childcare scheme.

The draft order ensures that it is not possible for any one person to receive both carer’s allowance and carer support payment at the same time. Similarly, no more than one person would be able to receive a carer’s benefit for care provided to a single individual. Some benefits administered by Veterans UK overlap with the carer support payment; the order makes provision to ensure that an individual cannot receive those overlapping benefits at the same time.

The draft order makes equivalent provision in Northern Ireland in respect of those policy areas that are transferred to Northern Ireland. That is because, when a claimant moves to Northern Ireland, they will continue to receive carer support payment for 13 weeks from the date that they moved while they apply for carer’s allowance. In that time, their carer support payment benefit will continue to attract the related entitlements. The 13-week run of support will also be available when carers move from Scotland to elsewhere in the UK.

In summary, the draft order makes amendments to UK legislation to support the introduction of carer support payment in Scotland. It ensures that the new Scottish benefit is able to operate effectively and that its recipients are treated equitably. I commend the order to the Committee.

I will start with an apology: I should have said at the start of my contribution what a great privilege it is to serve under your chairmanship, Mrs Harris.

I thank Members for their various remarks and welcome the support of Labour and SNP Members. On the various points raised by my right hon. Friend the Member for North West Hampshire, the broader point is that we have to recognise that this Parliament legislated for additional welfare powers to be delivered to the Scottish Government, which I and the current Government fully support. Others have said that a consequence of that will be differing types of system, including social security, being delivered on either side of the border. That is something which I also support and which we have to recognise is in the nature of devolution. That is how devolution in these islands works. The key for us is making sure that it works well.

As other Members have said, there have been delays in terms of the Scottish Government’s capacity to take up these additional welfare powers. We have worked with them to delay, transfer, or ensure that their delivery has been done in a practical way to make sure that the people in need of those benefits are receiving them in a timely and straightforward manner. I do not necessarily agree with the thrust of some of the remarks by the hon. Member for Glasgow East. As I said at the start, it is important for us to recognise that devolution results in these variations, and this Government have to ensure that we work with the Scottish Government to deliver these benefits effectively.

My right hon. Friend the Member for North West Hampshire raised a number of points and questions, which I will try to answer. For example, what will happen if the claimant is a recipient of the UK Government’s carer’s benefit and then moves from England to Scotland? There will be a case transfer process from carer’s allowance to the carer support payment. When a carer who is getting an equivalent benefit in England moves to Scotland, the reward will transfer automatically—there is no need to apply, and the DWP will continue to pay that for 13 weeks from the date of their move. Following the completion of that case transfer, alternative arrangements will be made to minimise the risk of claimants who are continuing to provide care experiencing a break in payments when they move.

My right hon. Friend asked a number of other questions. We will write to him on those, if that is okay, rather than go into some of the granular detail. However, at the interministerial level, the interministerial group on welfare, on which I sit, deals with many of those points and has dealt with many of them in readiness for this order. That includes work on the sharing of data and ensuring that both the new social security system in Scotland and the DWP are working in partnership to ensure that the types of points that my right hon. Friend raised are addressed properly. That will ensure that nobody is left without the benefits that they are entitled to or the support that they need, and that people are not claiming wrongly when they should not be.

I am confident that the working relationships that we have, at both the official and ministerial levels, will deal with those concerns and questions raised by my right hon. Friend. However, I do undertake to write to him on the detail.

I wonder how much the Minister is willing to wager that he will not be back at some point in the future to correct anomalies in this legislation. If, as he is saying, the approach is, “Well, we’ll try it and see, and we’ll talk about the problems that may emerge and try and tease them out,” is he saying that the legislation is likely to change, and therefore is not comprehensive for some of the anomalies that may occur?

I know that I raised a number of questions about the operation of the scheme, but could the Minister just answer the question about cross-border carers? There will be a number of cross-border carers who, as we speak, will be wondering where they sit and would be grateful to have some clarity on that pretty quickly.

I am not a betting man, so I will not enter into a wager with my right hon. Friend. However, as I alluded to earlier, there will be differences between how the social security system works in Scotland and in the rest of the UK. That is simply a reflection of the devolution settlement. I do not doubt that there will be anomalies that will have to be fixed and addressed, regarding both social security and other devolved policy areas. Again, that is just the nature of the constitutional settlement that we live with, and that is something that I just think we have to accept will be a reality, moving forward.

Far be it for me to be of assistance to the Minister, but of course social security policy is devolved in Northern Ireland and there are similar cases with people moving cross-border between the Republic and the north of Ireland, and there has never been a question raised about that before.

Indeed. I think that there has to be a recognition. I repeat what I said: this Government absolutely support the devolution settlement and support the creation of this order. This order demonstrates the collaboration between both Governments to deliver. I will write to my right hon. Friend on the questions that he has raised, but this instrument demonstrates the continued commitment of the United Kingdom’s Government to work with the Scottish Government to deliver for Scotland and maintain a functioning settlement for Scotland.

The United Kingdom Government are committed to a sustainable approach to tackling poverty and supporting people on lower incomes. We have made substantial investment to help to mitigate the worst of the cost of living impacts, including welfare spending of around £276 billion. The best route out of poverty, of course, is through work. Therefore, our focus remains firmly on supporting people to move into and progress in work.

Scotland has the lowest rates of child poverty in the UK, with the game-changing Scottish child payment helping more than 300,000, and lifting 50,000 of them out of poverty. Why do the UK Government continue to refuse to follow such a successful example?

The UK Government have ensured that the cost of living challenges have been tackled by working in tandem with the Scottish Government and using reserved and devolved levers to get the best outcomes for everybody across Scotland. The benefit cap levels have been increased by 10.1% from 1 April. The national living wage has increased by 9.7% to £10.42 an hour for workers aged 23 years and over. Overall, this Government are working to deliver for the most vulnerable in society, and will do so in conjunction with our partners in the Scottish Government.

After 16 years of SNP Government and 13 years of the Tories, one in four children in Scotland lives in poverty. There are 40,000 more children in poverty compared with a decade ago, and this week it was revealed that three members of the Scottish Government’s own Poverty and Inequality Commission had resigned. Does the Minister agree that both the Scottish and the UK Governments should be working more urgently and more effectively to tackle child poverty?

I welcome the hon. Gentleman to his new position. The UK Government are committed to protecting the most vulnerable in our society and we have taken decisive steps to do that, including UK-wide additional spending of £137.5 billion in benefits for pensioners, £67.9 billion in benefits to support disabled people and people with health conditions and £114.3 billion in working-age benefits and child welfare. We have also uprated benefits and pension credit in line with inflation and have raised the national living wage to help to protect the most vulnerable. We will continue to keep the situation under review, but this Government have continually demonstrated our commitment to the most vulnerable across Scotland.

Carbon capture, utilisation and storage will be essential to meeting the UK’s 2050 net zero target, playing a vital role in levelling up the economy, supporting the low-carbon economic transformation of our industrial regions and creating new high-value jobs across the United Kingdom. In Scotland, the Acorn cluster has been allocated more than £40 million in development funding by the Government and has been selected, subject to final due diligence, for track 2 CCUS cluster sequencing.

According to Office for Budget Responsibility and UK Government projections, the UK will see between £50 billion and £80 billion in revenue from North sea oil and gas over the next five years. While it is welcome that the Acorn project can now bid for funding, it is important to know that not a penny has been committed. Can the Minister tell me what discussions the Secretary of State has had with Government colleagues to secure at minimum a share of those revenues—say £1 billion over five years—to rapidly accelerate Scotland’s carbon capture industry? If not, does that mean he is content to see Scotland’s people stripped of their vast natural resources without a single penny of that £80 billion being invested in Scotland’s carbon capture ambitions?

I am not sure whether the hon. Gentleman actually listened to my first answer, but more than £40 million has been allocated by the United Kingdom Government to the development of this technology. The Government will commence engagement and assessment of delivery plans and due diligence on the Acorn and Viking transportation and storage systems and will engage with them directly in respect of the next steps to develop those. We will set out the process by which capture products in track 2 will be selected to meet the stated ambitions in due course.

When it comes to growth, the hon. Lady will have noted that the economic data shows that we have recovered better from the pandemic than France, Italy or Germany. Supporting economic growth in Scotland remains a core priority of the Scotland Office, exemplified through our work in investing in the city and regional growth deals and in delivering freeports and investment zones in Scotland, which has brought tens of millions of pounds in investment and has created highly paid jobs.

There is huge potential for offshore wind in Scotland and it is an important part of the transition to a green economy there. What conversations will the Minister be having with the offshore wind sector following the absolutely disastrous contracts for difference round last week?

I join the Secretary of State in saying how gutted we are about the football result last night—but mark my words, we will be seeking revenge in Germany at the European championships next year.

I take this opportunity to thank my hon. Friend the Member for Blaydon (Liz Twist), who was in the shadow Scotland team but has moved on to do new things after the reshuffle, and to welcome to the Scotland team my hon. Friend the Member for Keir Hardie’s old seat, Merthyr Tydfil and Rhymney (Gerald Jones). He is very welcome.

Last week, it was revealed that the former Prime Minister, the right hon. Member for South West Norfolk (Elizabeth Truss), had secured a book deal. Her book is titled “Ten Years to Save the West”, but it might have been better focusing on the 44 days it took her and her Government, with the support of the Scottish Secretary, to crush the economy. Does the Minister accept that Scots will be paying the price for years to come for the Tories’ kamikaze handling of the economy?

As the hon. Gentleman well knows, the economic challenges we face here in the United Kingdom are no different from those faced by other economies around the world. They have been entirely caused by the illegal war in Ukraine and the covid pandemic. Thankfully, due to the decisive action of this Conservative Government and Prime Minister, the evidence suggests that the UK is recovering from the economic shock far better than France, Italy and Germany.

Ukraine and covid did not crash the economy; this Government did. The truth is that, after 13 years, we have a low-wage, low-growth economy. Let me take the example of residents in a random Scottish constituency, Rutherglen and Hamilton West. Behind every door we knock on, the story is the same: the cost of living. Those voters are paying the price for two bad Governments: the UK Government, who crashed the economy and are asking working people to pay for it, and the Scottish Government, who mismanaged the economy and are also asking working people to pay for it. There is a Tory premium on everyone’s mortgages and rents, alongside the highest tax burden on working people in 80 years, and the SNP wants to increase income taxes further and is proposing eye-watering council tax rates for those residents. Do the people of Rutherglen and Hamilton West not deserve a fresh start with Scottish Labour’s Michael Shanks?

It was not so long ago that Scottish Labour was calling for even higher taxes on the people of Scotland. When Scottish Labour leader Anas Sarwar stood for the leadership, he said:

“I actually think our tax policies will be even more progressive and radical than even John McDonnell’s or Jeremy Corbyn’s tax policies or manifesto”.

Mr Sarwar has now U-turned, of course, but maybe the hon. Gentleman can explain how much Scottish Labour secretly wants to put up taxes in Scotland.

Ministerial colleagues at the Department of Health and Social Care have written to the Scottish Government inviting them for talks on how we can work together to tackle long-term waiting lists in all parts of the United Kingdom.

The hon. Member makes an extremely important point—that is something about which I am acutely aware as a Borders MP. Indeed, I have a constituent who lives in Foulden who has been told that they will need to wait over three years to have their cataracts seen to in Scotland. Meanwhile, their neighbours, who are registered with a GP in England, are being treated by NHS England within six months. My constituent simply does not understand that discrepancy. The SNP Government in Edinburgh should be doing much more to drive down NHS waiting lists and engage with colleagues in Westminster to ensure that all people across these islands get the best possible NHS services.

The United Kingdom Government are providing a record settlement of £41 billion per year—the largest since devolution. In fact, the UK Government are providing the Scottish Government with over 20% more funding per person than the equivalent UK Government spending in England. With the generous fiscal framework agreement, the Scottish Government have the certainty and flexibility to manage their budget and deliver high-quality public services across Scotland.

The SNP’s programme for government was a complete and utter missed opportunity: rather than focusing on Scotland’s NHS and schools, and our economy and transport links, the SNP is too busy planning independence rallies. This Government are committed to working with other Government Departments and the Scottish Government on our shared ambition to protect the marine environment and ensure that the increasing spatial squeeze on our sea is managed effectively. However, we also note the legitimate concerns of the fishing industry and continue to engage with stakeholders, other UK Government Departments and the Scottish Government through the Scottish Seafood Industry Action Group. Our Government have taken assertive action on the cost of living. UK-wide support for households to help with higher energy bills is worth £94 billion, or £3,300 per household on average. The United Kingdom Government’s focus has been on supporting everyone with the cost of living with specific targeted support and tailored interventions for the most vulnerable.

He will know that, like his constituents, my constituents in Edinburgh West still face the impact of food inflation, higher energy bills and unfair standing charges for electricity. However, we also now face the potential bombshell of a council tax hike by the Scottish Government, which will affect 14,500 households in Edinburgh West that will have to pay more than £2,000 a year. Will the UK Government be speaking to the Scottish Government—[Interruption.] If SNP Members do not mind! I share the hon. Lady’s concerns about the SNP-Green Government’s bombshell tax plans to hike up the tax burden for many households, with people already facing pressures on their household budgets. As she will know, along with the record block grant, the spring Budget provided the Scottish Government with an extra £320 million over the next two years, on top of the £1.5 billion of additional funding that we provided in the autumn statement of 2022. Our economic priorities of halving inflation and growing the economy are the most effective way of supporting her constituents.

On St Andrew’s Day in 1872, players from Queen’s Park football club represented Scotland against England in the world’s first international football match at the West of Scotland cricket club in Glasgow’s west end. That 0-0 draw sparked international football into life, and 115 official men’s matches have since been played between Scotland and England. Tomorrow evening they will meet at Hampden Park in a special 150th anniversary heritage match to mark the historic first meeting between the two sides. The match will also celebrate the establishment of the Scottish Football Association, which formed in March 1873 to provide a formal structure to the game of football across the country, where it had experienced a rapid growth in the previous decade.

I pay tribute to my hon. Friend the Member for Moray (Douglas Ross) for securing this debate so that the House can also celebrate those significant anniversaries. As a registered match official in Scottish football, he is possibly the only person who has ever endured the—what can I say—“accolades” that come from being both a politician and a linesman. I can think of no better colleague to have secured the debate.

When Scotland played that first fixture against England, Queen’s Park provided not only the players but the dark blue kits, which it then donated to the team for future use. Queen’s Park is Scotland’s oldest club. It was established in 1867 as an amateur outfit and remained so for 152 years. The club introduced new concepts to the game such as crossbars, half-time and free-kicks, all of which were later incorporated into the modern game.

Queen’s Park was at the forefront of developing the game, so it was no surprise when Andrew Watson, one of the most exciting talents of the 1880s, joined the club. Born in Guyana, Watson moved to England to attend school, and then completed his education at the University of Glasgow. Having represented various teams across Glasgow, Watson attracted the attention of Queen’s and signed in 1880. After domestic success at Queen’s, Watson was selected to captain Scotland against England at the Oval in 1881. Watson’s achievements and influence as the first black international footballer are celebrated at the Scottish Football Museum and on a mural near Hampden Park. When Watson was captain, the Scotland team won by the margin of six goals to one—one of the biggest ever victories between the two sides and England’s heaviest defeat on home soil.

In the early days of the fixture, Scotland were very successful: until 1890, we dominated, and it was rare that England won. These days, of course, things are a bit different. A Scotland win against the auld enemy—our vaguely affectionate term for the English team—has become much more seldom. Indeed, we have not managed to pull off a win in this century, although we have come close in recent years. We have not forgotten that Harry Kane had to score an injury-time equaliser to rescue England at Hampden six years ago, when the game ended in a 2-2 draw. More recently, I was delighted to attend the European championship game between the two sides, which ended in a very nervy 0-0 draw at Wembley. That was the first European championship for the men’s team since 1996, and the first major international competition since France ‘98. The atmosphere that night was electric as a tough Scotland side fought hard against an English team filled with household names, who would of course go on to reach the final of that tournament.

The Scotland-England matches in recent years have been very close, as a resurgent national team under Steve Clarke have grown to become one of the most promising Scotland teams in decades. We currently stand top of our European championship group, having racked up huge wins over Spain and Norway this year. We are starting to dream that this golden generation of Scottish players can go further than any other in history and make it out of the first round of the Euros, or even the World cup—although I have probably just jinxed any chance of that happening.

Tomorrow night at Hampden, in the 150th anniversary game, we are hoping that this Scotland team can replicate the success of the side captained by Andrew Watson long ago. Naturally, we would not dream of a 6-1 victory: these days, given the quality in the England team, a 1-0 win would be celebrated just as loudly and proudly. However the game goes, we are surely in for a great night of football.

Over the years, these clashes have produced moments of magic on both sides. We cannot forget the 1996 European championship, when Gazza knocked the ball over Scotland’s defence and scored one of the most memorable goals—and did one of the most memorable celebrations—of the tournament, or the famous 1967 game at Wembley, where an England team filled with World cup winners such as Bobby Charlton, Geoff Hurst and Bobby Moore lost 3-2. Scottish legends including John Greig, Jim Baxter, Billy Bremner, Denis Law and Bobby Lennox were crowned the unofficial world champions that day.

Of course, we should also celebrate the great successes of our women’s team. They missed out on qualifying for this year’s World cup, but they did make it to the world stage in 2019 and qualified for their first major tournament in 2017. The women’s team provided a new group of heroes for the modern era; some also featured for Team GB at the Olympic games, including Kim Little and Caroline Weir. Scottish players are at the peak of the game across Europe. Weir currently plays for European giants Real Madrid, and other players in the current Scotland set-up include Bayern Munich’s Samantha Kerr, West Ham’s Lisa Evans, Sophie Howard of Leicester City, Chelsea’s Erin Cuthbert, Martha Thomas of Manchester United, and numerous players for Rangers, Glasgow City and Celtic.

As we heard from my hon. Friend the Member for Moray, the women’s team are flourishing, and we look forward to seeing the prominence of women’s football continue to grow in the years to come, as future generations are inspired by the examples they see of women competing at the highest levels of football. On the 22nd of this month, the women’s team will also take on the auld enemy, and we will be cheering them on just as enthusiastically. There is a rich history of Scotland-England fixtures in women’s football too, of course: the first official international women’s game in the UK took place 51 years ago, when England narrowly defeated Scotland 3-2. The women’s game did not receive the support it deserved in those early days, but thankfully, that has changed in recent decades.

At club level, Scotland’s teams have also punched well above their weight. Celtic’s achievement in 1967, becoming the first British side to win the European cup, is made all the more historic by the fact that all members of the “Lisbon Lions” were born within 30 miles of Celtic Park. Rangers lifted the European cup winners’ cup in 1972, and have made two remarkable runs to the Europa League finals, the most recent being just two years ago. To this day, Dundee United are the only side to enjoy a 100% win record against Barcelona in competitive European ties, winning four games out of four, and 40 years ago, the Aberdeen side led by Sir Alex Ferguson beat the mighty Real Madrid to clinch the European cup winners’ cup.

Such successes are definitely harder to come by in the new age of football, where money matters more than the passion of the fans, but this United Kingdom Government are committed to providing support to the grassroots game in Scotland as we look to inspire the next generation of footballers who will create their own legacy. In his speech, my hon. Friend emphasised the importance of investment in grassroots sports—a point well made. From 2021 to 2025, the UK Government will provide the Scottish Football Association with over £20 million to build and improve grassroots football facilities across the length and breadth of Scotland, from Stornoway to Annan and from Kilwinning to Moray, and of course we are very excited about our UK and Ireland joint bid to host Euro 2028. It would be the biggest sporting event our islands have jointly hosted, and Hampden Park would play a starring role. It is also a really positive example of how Government partners can work together to deliver for communities across every part of the UK, and Ireland too.

A passion for football is ingrained in Scottish society, and I thank my hon. Friend for securing this debate so that we can all join together in wishing Scottish football well for its next 150 years. I am confident that we will all wish both Scotland and England well when both the men’s and women’s teams face each other over the next two weeks.

I welcome the opportunity to pay tribute to Winnie Ewing in this House today. I want to start by thanking the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) for securing the debate, and I also want to express my deepest sympathy to Winnie’s family, particularly Fergus Ewing MSP and Annabelle Ewing MSP, alongside whom I worked during my time as a member of the Scottish Parliament in Edinburgh.

Although our politics could not be more different, I recognise the enormous contribution that Winnie Ewing made to public life in Scotland. The excellent contributions we have heard this evening from Members on both sides of the House are testament to her extraordinary life of public service. Her place in the history of Scottish politics, going back nearly six decades, is secure and very well deserved.

As others have already noted, Winnie Ewing served twice as a Member of Parliament: for Hamilton, after her famous by-election victory in 1967 until 1970, and for Moray and Nairn between 1974 and 1979. She was also a member of the European Parliament for two decades from 1979, earning her unofficial title as Madame Écosse. From 1999 to 2003, she served as a member of the Scottish Parliament. As we have heard already, her words at the opening of the new Parliament have gone down in Scottish history. It is truly a remarkable record of service, with more than 30 years in total as an elected politician. As Members have highlighted, Winnie Ewing was also a dedicated servant to her party as president of the SNP for 18 years from 1987.

I thank the Minister for giving way and for his very generous opening remarks. It is also worth putting on the record that Winnie’s late husband Stewart was a councillor in the Summerston area of Glasgow, which I currently represent in this place. Winnie, her husband and her children have between them represented Scotland and the people of Scotland at every conceivable level, which really is a tremendous legacy. I echo the condolences paid to all those who survive her and her family.

I am grateful for that point. I think it is fair to say that the family are a bit of a dynasty in Scottish politics.

All those dates of her terms in office and the various Parliaments tell only a fraction of the Winnie Ewing story. We have been reminded very clearly this evening how she approached politics with intelligence, warmth and wit.

I want to pick up on a couple of points made in the debate. The hon. Member for Central Ayrshire (Dr Whitford) made a very important point that Winnie’s family are grieving and we should not forget that. A number of Members spoke of Winnie’s humour and wit, and we heard about her passion for Europe. Personal family memories were shared by the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone), as well as memories of the friendship that Winnie offered and, clearly, very fond memories of the Jolly Judge pub in Edinburgh at the top of the Royal Mile, which is one of my favourite pubs as well.

The hon. Member for Arfon (Hywel Williams) pay tribute from a Welsh perspective and the hon. Member for Perth and North Perthshire (Pete Wishart) spoke of memories of Winnie during his maiden speech as well as her various contributions to the SNP campaigning machine.

Winnie Ewing brought a winning combination of charisma and commitment to everything she did throughout her long and distinguished career. Members have reflected on her by-election victory in Hamilton and what that meant to her party and the constitutional ambitions of the Scottish National party to break up the United Kingdom. As I said, our political views on such matters were and remain very different, but I think we can all agree on the huge significance, back in 1967, of the arrival at Westminster of a young and dynamic Scotswoman. Her driving up in a Scottish-built Hillman Imp to the sound of bagpipes set the tone. She was here to make an impact, and there is no doubt that is what she did.

There is no doubt that Winnie Ewing was a trailblazer and a strong role model whose high profile made it easier for other women on all sides to follow in her footsteps. Parliament is a much better place today for the example she set more than half a century ago.

Winnie Ewing was an inspiration to many, and her voice was truly unique. Since her passing was announced last week, we have heard numerous tributes in news reports and obituaries, in speeches at Holyrood and now here today. We have heard many warm and fitting words from across Parliament to remember Winnie and to celebrate her life. I hope Fergus and Annabelle Ewing and her whole family will take comfort from that.

Over the winter, too many have had to make the decision whether to heat or eat—in fact, too many could not afford to do either. With food inflation well in excess of 15%, and much higher on specific staple items, people simply cannot afford to eat. What advice does the Minister have for households in Scotland, and those in Sunderland who I represent, who are worried about being able to provide food for their families?

Inflation is a problem affecting many western economies, particularly those in Europe, and it is right that this Government continue to provide cost of living support while sticking to our plan to avoid adding unnecessary inflationary pressures. The average household in Scotland receives £1,850 from the UK Government, with the poorest households receiving £2,445. About £5.2 billion was spent in 2022-23, which is more than the Scottish Government’s entire annual welfare budget.

We do not accept that analysis. We recognise that this is a worrying time for homeowners and mortgage holders, but we cannot ignore the fact that interest rates have risen across western economies as a result of the pandemic and the impact of the war in Ukraine. The Government remain committed to responsible economic management to bring inflation back under control, which is the only way to achieve sustainably lower interest rates and mortgage rates.

It is not just homeowners who are affected by spiralling interest rates; they also contribute to an average rent increase of over 8%. The Scottish Government are doing their bit, using the limited powers they have. They have extended the rent cap and extended the evictions freeze into March, so that nobody in Scotland will be thrown out of their house because they are poor; and of course in Scotland, thanks to the Scottish National party, we are not selling off council houses but building more of them. What exactly are his Government doing to protect tenants in Scotland and to prevent an increase in homelessness?

I thank the hon. Gentleman for his question. I know he recently announced that he will be standing down at the next election, and while he and I clearly do not agree politically, his eight years of service to the people of Glenrothes is worthy of recognition.

As I said previously, tackling inflation is this Government’s priority. It is the best way to support mortgage holders and the people who rent accommodation.

Is the Minister aware of the recent YouGov survey commissioned by Feeding Britain, which shows that, in May, almost one in six adults in Scotland reported that they or someone in their household had accessed food aid in the previous three months? Does he agree that it is now time for the Government to launch a food poverty strategy? Will he support the principles outlined in my private Member’s Bill to end food bank use by 2030?

This United Kingdom Government remain absolutely committed to supporting the most vulnerable in society during these difficult times. That is evidenced by our providing support to people who need it the most: for example, over £137.5 billion to pensioners on benefits, £67.9 billion on benefits to support disabled people and people living with health conditions, and a further £114.3 billion on welfare benefits for working-age adults and children. In addition, since April, benefits and state pensions have been uprated by 10.1%. This Government are taking the action that is most required to support the people in most need, and we reject the hon. Gentleman’s analysis that we are doing nothing.

Under the last Labour Government, absolute child poverty levels in Scotland fell from 40% in 1997 to 20% in 2007, but that has been all but reversed. The SNP Government are not on track to meet their own goal of lowering child poverty to less than 10% by 2030—[Interruption.] SNP Members shout, but there is a reason why they do so. What steps are the UK Government taking to ensure that child poverty returns to the low levels last seen under the last Labour Government?

The hon. Lady is right to highlight the failures of the Scottish Government, and SNP Members’ reaction shows that they do not like being challenged. They shout, heckle and try to shut down any contrary argument.

As I said, this Government are absolutely committed to supporting the most vulnerable in society. We will continue to support all parts of our society—children, householders and anyone else who needs support during these cost of living pressures.

Last year, £4.2 billion in balancing costs was added to our energy bills. That means paying wind farm operators to turn off their turbines and at the same time paying gas operators to fire theirs up owing to grid constraints and a lack of storage. However, pumped-storage hydro schemes in Scotland could create 15,000 jobs and lower bills, so why are this Government not fighting tooth and nail to put in place contractual arrangements that would get these schemes up and running?

In relation to the cost of living—the theme of these questions—the energy price guarantee will save households £160 for the period until July, bringing the total Government support for energy bills to £1,500 for a typical household since October 2022. We are also ending the premium paid by more than 4 million UK households for prepayment meters, bringing their charges into line with those paid by comparable customers using direct debit. This Government are absolutely committed to supporting people who face cost of living pressures.

I know that the Prime Minister and the Government are entirely focused on helping people to deal with those pressures. However, the focus of the SNP Government seems to be elsewhere, as we saw last weekend when the First Minister announced that the next election would be entirely focused on yet another independence referendum. Does the Minister agree that that is the wrong priority for Scotland, and that Scotland’s two Governments should be working together to improve the delivery of public services and help people with the cost of living?

Both of Scotland’s Governments—the UK Government and the Scottish Government—should be focused on delivering better public services and supporting people with the cost of living, but instead we hear the SNP cheering about another independence referendum. Let me join the Secretary of State in his earlier tributes to Winnie Ewing and Craig Brown, both of whom passed away last week, and both of whom will be sadly missed. I hold Craig Brown personally responsible for moments of completely unbridled joy and total heartbreak.

Let me also wish the Secretary of State a happy birthday—a significant birthday—for next week. [Interruption.] Whoever shouted “80” from the Back Benchers is not far away from his age, so happy birthday to him.

Nearly five months ago, the Secretary of State promised to arrange a meeting for David Williamson, a Scottish terminal cancer patient, but neither his Department nor the Secretary of State for Health and Social Care has been able to do so. I wonder whether that could be sorted out as soon as possible.

Millions of people across the country are facing spiralling mortgage rates and rents. Statistics released by Citizens Advice Scotland this week show that the number of Scottish mortgage holders searching for advice on repossession is up by 341%. Does the Minister agree with the insightful advice from the Prime Minister that worried mortgage payers hit by a Tory mortgage premium should just “hold their nerve”?

I can confirm that the Scotland Office did write to the Department for Health and Social Care about the case of David Williamson, and I will undertake to ensure that we pursue that.

As for mortgage rates, the Government recognise that this is a very concerning time for homeowners and mortgage holders, but we cannot ignore the fact that interest rates have risen across western economies as a result of the pandemic and the impact of the war in Ukraine. Of course, the Bank of England sets the base rate, which has an effect on mortgage pricing—as the hon. Member will recall, it was the Labour Government who made the Bank independent of Government. As he will also know, last week the Chancellor agreed with mortgage lenders a brand-new mortgage charter, which will hopefully provide some protection and reassurance for mortgage holders.

The Scotland Office is saying that Scottish mortgage holders should just “hold their nerve”. What the Minister did not include in his list of excuses was the fact that the Tories actually crashed the economy, which has resulted in some of these mortgage interest rates. Is it not incredible that during the worst cost of living crisis in living memory the Prime Minister’s entire approach is to tell people to hold their nerve, while the approach of the First Minister in Scotland is to launch proposals for a de facto referendum and a written constitution—something that he himself admits Scottish voters do not want? Scotland has two Governments so out of touch with the priorities of the Scottish people that polling shows that 70% think they are doing little to help with the cost of living. Does the Minister agree that what Scots need and deserve is a UK Labour Government focused solely on delivering the priorities of Scottish voters?

I thank the Secretary of State for his kind words about Winnie Ewing and Craig Brown. Let me pay my own personal tribute to Winnie Ewing, who was such an icon for our party and, almost uniquely, served in three Parliaments—our own Madame Écosse.

At over 19%, food inflation in the UK is 50% higher than among our EU neighbours, yet both the Government and the Labour party seem to be in complete denial about Brexit’s contribution to this cost of eating crisis. With 28% of the UK’s food coming from Europe, how will the UK Government prevent a new surge in food prices next winter, when extra post-Brexit checks are introduced at the border?

As the Chancellor has said, food price inflation has been a problem in many parts of Europe. In Germany, Sweden, Portugal and Poland, food price inflation is around 20%, so this is not a UK-only problem. The Government are doing everything they can to deal with Putin’s invasion of Ukraine and the aftermath of the pandemic. We have one central focus, which is bringing inflation down. We are ensuring that is this Government’s one priority.

The London School of Economics has shown that a third of food inflation in the UK is due to Brexit. With the loss of freedom of movement and European workers, Brexit has also caused £60 million of Scottish fruit and veg to rot in the fields, threatening farms and further increasing the cost even of domestic produce. As a Brexiteer, should the Secretary of State not apologise to the Scottish public, including his own constituents, for driving up food prices, and maybe explain why he still supports the proven liar who was one of its main architects?

We do not accept the SNP’s analysis. As I have already explained, food inflation is an issue in many parts of Europe. It is a bit rich for an SNP Member to bring up food price inflation and rising costs, especially when leaked papers this morning revealed that SNP Ministers in Edinburgh are discussing raising council tax by up to 22.5%, meaning that some people will end up paying £751 more per year. Under the SNP in Scotland, local government funding has been gutted, forcing councils to slash local services and impose large tax hikes. I will take no lessons from the hon. Member about bringing prices down for households in Scotland.

This Government are committed to tackling child poverty and protecting the most vulnerable in society. In the recent Budget, the Chancellor announced additional support measures for households and families across Scotland and, indeed, across all parts of the United Kingdom. A further example of support for families was announced earlier today, with the UK Government making childcare more affordable.

Almost 90,000 food parcels were given to children in Scotland last year, and the Trussell Trust’s “Hunger in Scotland” report shows that single parents make up only 2% of the population but 17% of those who have gone hungry. This is about insufficiency of income. The adult rate of benefits should be restored to single parents under the age of 25 on universal credit, which would be a practical way for the UK Government to support them. Does the Minister agree?

I recognise the work that the hon. Lady undertakes with the all-party group on food banks. The Government are protecting the most vulnerable, with a £94 billion support package for households, and we have helped nearly 2 million people out of absolute poverty, after housing costs, since 2010.

My constituency is not among the poorest in Scotland, but we already have one in 10 children there—in some areas, one in three—living in poverty, with two thirds of them in working families. With the soaring food prices, sky-high mortgage rates and Edinburgh having the highest increase in annual rents in the UK, families are struggling. We know that our Scottish Government are only interested in independence, so will the Minister tell me what the UK Government are going to do for those families?

The Government recognise the anxiety that people feel about rising mortgages, which is why the Prime Minister’s priority is to halve inflation this year. That is the single best way we can keep costs and interest rates down for people, and we have a clear plan to deliver that. The Chancellor also met mortgage lenders last week and has agreed a mortgage charter, covering 75% of the market. We hope that that will provide reassurance to mortgage holders and others affected by this.

I am grateful to have the opportunity to speak in the debate this afternoon. Cost of living increases are impacting households and businesses right across the country. It is right that this Parliament should be concerned about how we mitigate those impacts to ensure that the people of Scotland thrive. However, a debate that starts from the unfounded position that the UK’s exit from the European Union is to blame for any and all woes is not the best use of this House’s time. Putin’s illegal invasion of Ukraine coupled with the economic aftershocks of covid have caused huge disruptions to the global economy. No country is immune from that. However, we are benefiting from the swift action taken by this United Kingdom Government to mitigate the worst of those impacts. [Interruption.] I will make some progress if I may.

Announcements made at the spring Budget 2023—[Interruption.] Madam Deputy Speaker, this is a serious subject, but SNP Members laugh and shout down the Government’s representative as we try to respond to some of the points that they have made.

I will make some progress. Rather than shouting and laughing, I encourage SNP Members to listen to the points I am making. We are benefiting from the swift action that this United Kingdom Government are taking to mitigate the worst of these impacts. Announcements made at the spring Budget 2023 bring the UK Government’s total cost of living support to £94 billion over the current and next financial year, averaging at more than £3,300 per UK household. Those interventions will not only help ease some of the pressures on those most in need, but stimulate the economy and contribute to our long-term recovery from these unprecedented global challenges that we have faced in the past few years.

As has been said in the House previously, Government Members would warmly welcome a serious debate on ways to build on those foundations and to improve Scotland’s economy, because Scotland’s economic growth has lagged behind that of the UK during the SNP’s time in Holyrood.

The Minister knows that he and I will never agree on Brexit and its impact, not just on Scotland—[Interruption.] We do not agree on that. Does he share my amusement that the SNP cannot see the irony in complaining that Scotland was dragged out of the European Union—a successful political and economic union—yet wants to drag Scotland out of an even more successful and economic Union?

Indeed, there is little consistency in the SNP’s position, particularly given the importance of the rest of the UK market to Scotland’s economy. We cannot blame the poor performance of Scotland’s economy on our departure from the EU. Export figures from the Scottish Government show that the rest of the UK remains by far Scotland’s most important market. Around 60% of total exports are destined for the rest of the United Kingdom, accounting for approximately three times the value of exports to European Union countries. In the opposite direction, around two thirds of Scotland’s imports originate from the rest of the UK.

The Minister will know as well as I do that, looking at the figures from the Scottish Government, the vast majority of Scotland’s manufactured goods—the things we make in Scotland—are exported outside of the UK to the US, European markets and other places. The figure is some 63%. He will also know that the vast majority of exports to the rest of the UK are financial services, insurance and things such as gas, oil, water, renewable energy and so on—things that people down here would not like to do without if they were taken away.

I am very disappointed that the hon. Member is belittling these important parts of the Scottish economy and how much they contribute to the economic growth of Scotland through trading with and importing from the rest of the UK. More than half of Scottish firms sell to other UK nations, compared with a UK average of just a third. The success of the Scottish economy is dependent on the rest of the UK market.

Clearly Scottish businesses value seamless access to the UK market too, but that could not be guaranteed under the SNP’s plans to attempt to rejoin the European Union. Make no mistake, Madam Deputy Speaker—I do not underestimate the challenges facing the people of Scotland, but it is simply outrageous to suggest that leaving the EU is responsible for driving those challenges.

To give another example, Germany, Sweden, Portugal and a number of other countries in Europe have all seen food price inflation of more than 20% recently. That is driven by global factors, such as the loss of grain supply from Ukraine and unseasonable weather in places such as Spain and Morocco. Do SNP Members really want us to believe that Brexit is responsible for bad weather, too?

Coming back to the Minister’s opening comments, he complained yet again about the SNP bringing forward a debate. He never seems to agree, whatever debate topic we bring forward. If it is independence, he stands up and says, “Why are we debating independence? We should be debating the cost of living.” Now we are debating the cost of living and he is complaining about that. If he fundamentally disagrees that Brexit is having a negative impact, will he start explaining the benefits that Brexit has given us?

I have not complained about the SNP bringing forward this debate. The cost of living is an issue facing every single one of us in this House and each one of the households and residents we represent here. What I am complaining about is SNP Members laughing and trying to shout down Government Members just because they do not agree with the points we are making. I also disagree with the fact that, when we should be talking about the measures that both Governments in Scotland are taking to address the cost of living, SNP Members choose to talk about independence, rather than anything else. Thank you, Madam Deputy Speaker. My frustration is with SNP Members’ continual focus on independence, rather than on the measures that both Governments of Scotland—the UK Government and the Scottish Government—should be taking to address those challenges that all our constituents are facing. Yet again, SNP Members focus on independence.

The SNP argues that the Scottish Government do not have the financial powers required to mitigate the increases to the cost of living. I strongly suggest that that is simply not the case. The UK Government are providing the Scottish Government with a record block grant settlement of £41 billion a year. In real terms, that is the highest settlement since the start of devolution for Scotland. The spring Budget provided the Scottish Government with £320 million over the next two years, and that is on top of the £1.5 billion of additional funding we provided at the autumn statement in 2022. This funding is still set to grow in real terms over the spending review period.

Going back to the substance of the motion we have brought before the House, can the Minister briefly outline the Government’s objection to each of the eight paragraphs of the proposed new Standing Order?

If the hon. Member shows a little patience, I will deal with those points head-on further on in my speech.

People in Scotland benefit from being part of a strong United Kingdom, with the pooling and sharing of resources that that brings. The strength of the United Kingdom, and Scotland’s place within it, is even more important during these challenging times. The UK Government will continue to support Scotland and the rest of the UK as we recover from the economic shocks I have mentioned.

The UK Government are also directly investing in Scotland through programmes such as the city and regional growth deals, the levelling-up fund and the UK shared prosperity fund. That is on top of the £52 million of UK Government funding for the creation of two freeports centred on the firth of Forth and the Cromarty firth. Together, these two freeports aim to attract over £10 billion in public and private investments, and to create an estimated 75,000 jobs. I am also pleased to report that I am seeing great progress on investment zones, with our two Governments working together to co-create an approach in Scotland. Each zone will be backed by £80 million of UK Government funding.

Will the Minister explain to my constituents in East Dunbartonshire, who voted overwhelmingly to remain in the European Union, what sum of the £40 billion Scotland’s economy has lost he thinks they should be grateful for?

The hon. Lady’s constituents also voted overwhelmingly to remain part of the United Kingdom, and I suspect they are very frustrated that the SNP Government and the SNP continue to push for further division, rather than focusing on dealing with the cost of living pressures that households are facing. All the initiatives I have outlined will help stimulate growth and ensure Scotland’s economy is more resilient to future shocks, whether they stem from overseas conflicts or global health crises.

The SNP likes to claim that the Scottish Government do not have the policy levers required to mitigate the impacts of the cost of living increases. I would suggest otherwise, and I respectfully ask what the SNP Government have been doing to grow the Scottish economy, with Holyrood’s extensive powers on education and skills, economic development, transport and planning. Instead, SNP Members continue to talk down Scotland and the United Kingdom and to talk up their own separatist ambitions with our European partners, which only damages investor confidence in Scotland. Despite what the SNP says, Scottish exports and foreign direct investment continue to increase to above pre-Brexit levels, during which time the UK Government have secured trade agreements with 71 non-EU countries and the EU worth £808 billion in 2021. Surely that demonstrates the advantage of Scotland being an integral part of the UK market, with the trading power that that creates for the entirety of Scotland.

I have a challenge for SNP Members: would any of them like to tell us what the impact of splitting Scotland from the rest of the UK would be on the cost of living crisis? How would prices be helped by a hard border at Berwick? How would mortgage rates fall if a new untested currency was introduced? How on earth would energy prices be brought down by closing down development in the North sea sector, as Humza Yousaf, the First Minister of Scotland, seems to want to do?

One impact is that in a normal independent country, we would not have more food banks than branches of McDonald’s. That is precisely why we want to ensure that our constituents are not going to food banks as a result of a cost of living crisis on which the UK Government are asleep at the wheel.

Scotland is already a normal country, despite what the hon. Member for Glasgow East might suggest. Talking down Scotland is not something I am here to do; I am very proud to promote Scotland. If the SNP Government in Edinburgh perhaps used some of the powers they are responsible for, then some of the challenges in the Scottish economy and in other aspects of Scottish society that we are dealing with would not be as great as they are. I am very clear that what this Parliament should be focused on is how the Scottish Government, along with the other devolved Administrations, could and should work with this United Kingdom Government to build a better future for the people of Scotland.

The SNP motion to establish a Select Committee to look at the cost of living crisis is not only unnecessary duplication of other work by this Parliament, but a complete waste of taxpayers’ money. The total anticipated cost to the House of Commons of this crackpot idea is in the region of £463,000 per annum. In addition, there would be extra costs to adapt Parliament’s Committee Rooms to accommodate this massive new Committee. I suggest that that would be a complete and utter waste of taxpayers’ money.

My hon. Friend makes an excellent point. Thankfully, it is not my job to defend the decisions of the SNP Government and the huge mistakes they have made in relation to ferries. What I do know is that this is having a huge impact on many of our island communities in Scotland and on economic development in those communities, because of a complete cock-up by the Scottish Government in delivering those ferries.

I notice that the memorandum by the accounting officer that was released for this motion states at paragraph 3:

“Current select committee meeting rooms are not equipped for a committee of the proposed size and would need to be adapted to accommodate the Committee. The costs stated in this memorandum do not include the additional costs associated with such adaptation.”

Do the Government have any idea how much this adaptation would cost, or perhaps someone from the SNP could intervene and say?

My hon. Friend is absolutely right to highlight that. As I have pointed out, the estimated cost simply to set up this new Committee is almost £500,000 per annum. As he has correctly identified, there is the additional cost of adapting the existing Committee Rooms. I know many of my constituents in Berwickshire, Roxburgh and Selkirk will be asking why on earth the SNP are proposing this when there are so many pressures on budgets for households and businesses. The SNP is proposing to spend more taxpayers’ money on this crackpot idea, which is a complete and utter nonsense.

The people of Scotland want their two Governments to be focused on tackling the cost of living, ensuring our future energy security and investing to support growth, and they want us to work together to do so. I therefore respectfully suggest that the SNP motion before us is not what we should be focusing on, and I urge right hon. and hon. Members to reject it.

It is a pleasure to follow the hon. Member for City of Durham (Mary Kelly Foy). I agree with what she says, and she certainly gave the hon. Member for Banff and Buchan (David Duguid) a lesson in what “relatively brief” actually means. I am still reeling from his zinger accusing the SNP of pushing a political agenda. Who knew that politicians advance their own arguments and beliefs? It is news to me.

As always, the Minister said that Scotland has all the powers we need—the typical Unionist mindset. Will he explain to me why Northern Ireland has powers over energy, pensions, the civil service and the welfare state, but Scotland is somehow blocked from having these powers? Why is that? Why does Scotland not have better borrowing powers? There is no way that we have the powers we need. It is a weak Unionist argument.

It is unfortunate that the hon. Gentleman is making comparisons with Northern Ireland, which clearly has a very difficult and very different history compared with Scotland. The history of Scotland cannot be compared to the history of Northern Ireland, thankfully. The point I was making in my opening remarks was that, despite all the levers they have, the SNP Scottish Government are failing to expand economic growth or to look after the most vulnerable in society. They continually blame Westminster and ask for another independence referendum, which frustrates me and my constituents.

Of course I recognise the difficulties caused in Northern Ireland by the Democratic Unionist party, his brothers in arms. It would be good if it helped to get the Northern Ireland Executive up and running.

We might have thought that Brexiteers, who claim that Brexit is a good thing, would welcome this motion to set up a new Committee. When the Committee looks at the impacts of Brexit, perhaps it will unearth the Brexit dividends that the Minister and the hon. Member for Banff and Buchan have not been able to explain.

We know that Labour and its Front Benchers are not in favour of the motion, hiding behind the fact that the Committee would be too big for a room in Parliament and would cost too much money—the Minister said that, too. Well, I have an idea: we could abolish the House of Lords and the Committee could sit in there. That would save money, too.

As for the omission of the Education Committee, perhaps we should accept members of the Education Committee—Labour could have tabled an amendment—because that would allow greater insight into the impact on higher education in Scotland of the Tories’ student visa rules and of not being in Horizon for two years. Having members of the Education Committee on a cost of living Committee might be quite helpful.

Labour obviously does not support the Committee because it would expose Labour’s mantra of making Brexit work without rejoining the internal market, rejoining the customs union or restoring the free movement of people. Their mantra is a vacuous statement. Their position, like the Tory position, means continuing labour shortages in the health and social care sector. It means crops continuing to be left unpicked, and it means the home-grown food stock will shrink because farmers will plant less in future. It means continuing rules of origin issues that affect manufacturing in the automotive industry. And it will mean food prices increase further, given the imminent checks that will be made on food imports.

Shane Brennan, the director of the Cold Chain Federation, has said:

“It is crazy that one week the government is holding a crisis meeting in Downing Street to discuss out-of-control food inflation and the next is willing to nod through a multimillion new import tax on EU food imports.”

Meanwhile, despite what Conservative Members have said, farmers will have to compete with Australian and New Zealand lamb imports, thanks to the deal that a former Secretary of State for Environment, Food and Rural Affairs has said was an absolutely duff deal pushed through by the former Prime Minister.

The biggest issue created by Brexit and Tory Government policy is the cost of living crisis, which has too many aspects to quantify and discuss. That is why a cross-party Select Committee would be kept meaningfully busy.

Another great Brexit lie is that energy bills would be cheaper if we left the EU. That one has aged as well as Scotland being told in 2014 that our energy bills could only remain as they were, or be lowered, by staying in the UK. We have acknowledged that the Russian invasion of Ukraine is, of course, the main factor in soaring energy bills, but there is a quantifiable Brexit impact. By leaving the single electricity market and creating a standalone trade and co-operation agreement, the post-Brexit cost of trade in electricity is higher. Energy UK estimates that these arrangements cost more than £1 billion a year, which is added directly to our electricity bills. There is a so-called Brexit dividend: higher energy bills. We were promised that VAT on our energy bills would be cut post Brexit, which is another broken promise that has not materialised.

This is in stark contrast to the 2016 Vote Leave briefing on taking control of energy, which said:

“Because of silly EU rules”—

Vote Leave loved that phrase—

“EU energy regulation will cost the UK economy about £90 billion… Instead of spending money on patients, the NHS has to instead spend millions every year on energy costs.”

Can anybody with any credibility tell us that, post Brexit, the NHS is saving money on energy and other matters? And where is the mythical £90 billion saving we are supposed to see?

Another Brexit dividend and cost impact on both energy and wider goods comes from the drop in the value of the pound. This means higher costs on imported goods, and the fact that oil and gas are traded in dollars means another financial hit for the UK. The EU is moving much quicker to decouple gas and electricity prices, to bring down the cost of electricity, and it has also taken much stronger action to try to combat the US Inflation Reduction Act.

And what do we hear from the Energy Secretary? “Oh, everyone else is 10 years behind the UK, so we do not need to do anything because the US is playing catch-up.” The reality is that investors are looking at moving elsewhere. If the Government will not do anything about it, it will have another long-term impact on the green transition.

The Government argue that they have led the way on renewable energy, and they have been a leading light at some points in the deployment of renewable energy, but the reality is that there have been so many missed opportunities in supply chain development. We are always told that it was the EU that prevented contracts for difference auctions from incentivising UK and local content in the supply chain, which is, frankly, utter rubbish. Over the years, their narrative was always that EU procurement rules meant lowest price only. People said that other countries did not stick to the rules, unlike the good old Brits, and that that hampered us.

We are talking about the same leavers who now want to break international treaties. The reality is that tender assessments can consider wider impacts and quality. More than 20 years ago, I was procuring civil engineering contracts under EU laws, so I have always been well aware that if a robust scoring assessment system is in place, the argument that we need to go only for the lowest price is false.

The notion that the EU is forcing imports from the far east because of competition laws is also palpable nonsense, because that is where so many of the components come from. So it is high time that the procurement process for the contracts for difference auctions suitably incentivises the creation and establishment of a UK-based supply chain. What is the point of talking about energy security when so much of the renewable energy deployment and so many of the ongoing grid upgrades depend on imports and there are waiting lists of years for some of the components?

The UK Government have at least finally acknowledged the need for some change in supply chain development, but they have cut the overall CfD budget for allocation round 5 by 30%, at a time of rampant inflation. That is happening with projects already struggling to hit allocation round 4 strike prices. That is further proof of their saying one thing and doing another. Tidal stream technology needs to be backed; with 80% of its supply chain content being UK based. However, the ringfencing for that has been halved.

The future for Scotland’s offshore wind sector is bright. As part of our “Powering up Britain” package, the floating offshore wind manufacturing investment scheme is currently open to applications. Through the scheme, we will distribute funding to support critical port infrastructure that will enable the delivery of floating offshore wind and provide quality employment opportunities for years to come.

It is not just in employment, but in community benefit that we are losing out. Ireland has ensured that €24 million per annum will go to coastal communities hosting offshore renewable projects. In the UK, there is a legislative gap, where onshore wind is providing benefits for communities but there is no provision for offshore wind and the communities onshore. In East Lothian, we have Cockenzie and Torness where the energy will come ashore, and on the horizon there will be turbines. Where is our share, if Ireland can see €24 million per annum going to its communities for far less hosting?

The growth of our green industries will lead to new jobs and many benefits for our communities, whether they be in East Lothian or in other parts of Scotland. To support this transformation and help people take advantage of the opportunities that the transition will bring, we will be producing a net zero and nature workforce action plan in 2024. We are starting with a set of initial proposals and actions from the net zero power and networks pilot working group, followed by a suite of comprehensive actions from those sectors by summer 2023, to ensure that communities such as those in East Lothian and across Scotland can take full advantage of the benefits of these projects.

Thank you, Mr Speaker. Of course, equally important to offshore wind and the expansion of renewable energy in Scotland is marine energy, particularly from tidal stream. The Minister will know the importance of the European Marine Energy Centre in Orkney. Does he agree that the whole process, and the special pots arranged for marine energy under contracts for difference, could be improved if Marine Scotland increased the speed at which it approves sites for future tidal stream development?

My hon. Friend is very knowledgeable on such matters affecting Scotland. Scotland has indeed benefited significantly from the contracts for difference scheme, which is the Government’s flagship support scheme for large-scale renewable projects—some 27% of all CfD projects and around 23% of total CfD capacity. In relation to tidal, the contracts for difference round 4 awarded over 40 MW of new tidal stream power, and I think there are great opportunities going forward for Scotland to benefit further.

With the energy crisis, the importance of developing Scotland’s renewable energy sector has never been higher. The UK Government have no energy strategy—indeed, it is a sticking-plaster approach to the energy crisis, all paid for by the taxpayer, of course. In the 16 years of the Scottish Government, they have regularly launched glossy policy documents on renewables but have never delivered, especially on jobs. A scathing report from the Scottish Trades Union Congress said of the Scottish Government that “with energy bills soaring, climate targets missed and job promises broken, more targets without the detail of how they will be realised is unacceptable.” Does the Minister agree that only Labour has the solution to this crisis, creating high-quality, well-paid renewable jobs so that bills can be lowered, energy can be secured, and Britain can be an energy superpower?

I do not agree that Labour has any answers to any of the challenges facing our country, but the hon. Member is correct to highlight the targets missed by the SNP Government in Edinburgh. More than a decade ago, the SNP promised to turn Scotland into the Saudi Arabia of renewables, but just like the SNP’s promises to close the attainment gap, build ferries and create a national energy company, that promise has been broken and quietly abandoned. The growth of Scotland and the UK’s renewable sector will generate many new jobs across our country, and this United Kingdom Government are determined to maximise the opportunities for the Scottish workforce.

This UK Government want only to turn the UK into Saudi Arabia—never mind the Saudi Arabia of renewables.

It is critical to develop green energy jobs, but we also have to protect our environment—that is crucial. Unfortunately, waterways and coastal communities across the UK are being polluted by this Government’s refusal to stop pumping the equivalent of 40,000 days’ worth of raw sewage into them every year. It is little wonder that the SNP did not support Labour’s Bill to stop this disgraceful practice, as the Scottish Government do exactly the same. It was recently revealed that the equivalent of 3,000 swimming pools’ worth of raw sewage was dumped on Scottish beaches, waterways and parks last year. With both Governments allowing that sewage scandal to go on every day, and promises about green jobs and renewable industries broken, why should the public believe a word that the Scottish and UK Governments say about the environment?

This UK Government have a proud record of tackling sewage discharges. As the hon. Gentleman highlights, the policy is devolved to the Scottish Government. The SNP has a truly appalling record on allowing sewage to be dumped into Scotland’s waters, including at many environmentally protected sites. Recent press reports suggest that 7.6 million cubic metres of sewage were released into waterways of significance last year, including award-winning beaches and the River Tweed in the Scottish Borders. This is yet another example of where the SNP needs to clean up its act.

The UK Government remain firmly committed to the renewables industry across the United Kingdom, including the leading role that Scotland can play in delivering energy security and jobs. It costs an electricity generator almost £7.50 per megawatt-hour to connect to the national grid from the north of Scotland and £4.70 from the south of Scotland. That compares with 50p in England and Wales. Indeed, generators in the south of England are paid to connect to the grid. Does the Minister recognise that these unfair transmission charges—the highest in Europe—penalise investment in Scotland’s renewables sector and, if so, what is he doing about it?

By law, transmission network charging is a matter for Ofgem as the independent regulator. Transmission charges are set to reflect the costs imposed on the grid by generators and demand in different locations. That means that generators in Scotland pay higher charges than counterparts in England and Wales, reflecting the higher levels of transmission investment they drive. Ofgem recognises the importance of transmission charges to the deployment of Scottish renewable generation and the current concerns over the viability and cost reflectivity of charges. That is a key reason why Ofgem announced a programme of transmission charging reforms. I can confirm to the right hon. Gentleman that I recently met the Under-Secretary of State for Energy Security and Net Zero, my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie) to discuss what more the UK Government can do to address the concerns he has highlighted.

Billions of pounds of renewable energy projects are currently stalled because there is no capacity to connect to the national grid. Some companies have been told that it will take 15 years. The Government’s failure to invest in interconnectors and grid capacity is not only hindering investment, but is harming the achievement of net zero. Given this failure, on top of the failures with connection charges and with hydrogen, does it not make a compelling case to transfer responsibility for energy supply and distribution to Scotland, where we can get the job done?

The answer is certainly not independence. The answer is ensuring we are doing all we can to reduce connection timescales as a priority. As well as accelerating the timelines for building new network infrastructure, that is also about the process for new projects to connect to the grid, such as how the connection queue is managed. To address that, we will be publishing a connections action plan in the summer, setting out actions by the Government, Ofgem and network companies to accelerate connections for renewable projects and other energy network providers.

According to the Chancellor, the UK Government’s windfall tax is set to generate £40 billion over six years, and the Minister for Nuclear claimed that taxes on Scotland’s oil and gas sector covered half of the UK energy bill last winter. Until now, however, this Government have failed to support the Acorn carbon capture and storage project in north-east Scotland. Do the Secretary of State and his Minister accept that windfall taxes from Scottish oil and gas should be used not just to pay short-term bills, but to invest in Scotland’s transition to net zero economy?

The energy profits levy strikes the right balance by funding the cost of living support while encouraging investment in order to bolster UK energy security. The levy is helping to hold down people’s energy bills right across the United Kingdom, including in Scotland, by partly funding one of the most generous cost of living packages in the world, worth around £96 billion or £3,300 per household. The hon. Lady shakes her head, but I know the benefits of the package for households in my constituency, across Scotland and in the rest of the United Kingdom. We want to encourage the reinvestment of the sector’s profits to support the economy, jobs and our energy security, which is why the more investment a firm makes into the UK, the less tax it will pay.

I absolutely share my hon. Friend’s belief that nuclear plays an important part in the UK’s energy strategy. This UK Government’s “Powering up Britain” strategy is a blueprint for the future of energy in this country. We will diversify, decarbonise and incentivise new energy production by investing in both renewables and the nuclear sector. By setting Britain on course to greater energy independence, “Powering up Britain” will deliver energy security, of which nuclear will be a key part.

Energy storage is vital to managing demand as we switch to green electricity, and pump storage hydro is the most efficient large-scale storage method. Scottish Renewables has called for UK capacity to be more than doubled by investment in six shovel-ready projects across Scotland. Why are this Government refusing to support investment in infrastructure that is critical to future energy security?

Pump storage hydro is hardly new technology. It has been around since the ’60s and lasts a long time, but it needs time to get built. Despite planning to take £40 billion in windfall taxes from Scotland’s oil and gas sector, neither this Government nor Labour have committed to invest in Scotland’s carbon capture, pump storage hydro, tidal stream or hydrogen potential, or to reform the situation whereby Scottish generators pay the highest transmission charges in Europe. Is it not clear that Scotland’s immense renewable resources would be better in the hands of the Scottish Government?

Absolutely not. At the Budget, the Chancellor announced £20 billion of funding to store as much carbon and create as many jobs as possible through track 1 and beyond—unprecedented investment in the development of carbon capture, usage and storage. The Government have also announced around £2 billion in investment for CCUS, hydrogen and industrial decarbonisation technologies. We have already confirmed that the Acorn project in the north-east of Scotland seems to meet the track 2 criteria, and we look forward to working with the project to ensure that we get some good news as soon as possible.

Scotland Office Ministers and officials have regular discussions with colleagues across Government about Lord Hendy’s Union connectivity review. I recently met stakeholders to discuss cross-border rail services between Scotland and England, and to learn more about a range of transport connectivity projects. We are also engaging with the devolved Administrations and other stakeholders to consider Lord Hendy’s recommendations.

I agree with my hon. Friend’s enthusiasm for such rail links. The Department for Transport is developing a new cross-country national rail contract that is expected to commence in October 2023. As part of timetable development, officials recently met representatives from Transport Scotland. The connectivity and other benefits of providing through services between Scotland and Torbay can be looked at during the development of the new cross-country contract.

The main artery between London, Edinburgh and Scotland is the east coast main line, on which run the fantastic Azuma trains that are built in Newton Aycliffe in my constituency. However, that line in north-east England is severely hampered in both capacity and resilience. Has the Minister spoken to the Department for Transport about supporting the Leamside line project, to add both of those?

Proposals to reopen the Leamside line were carefully considered as part of the development of the integrated rail plan. On the basis of available evidence and value for money analysis, the Government believe that the case for reopening the route would be best considered as part of any future city region settlement. The Department for Transport will continue its engagement with local stakeholders as any proposals are developed further.

The Government are tackling geographic inequalities across the UK through their ambitious levelling-up agenda. We are investing almost £2.3 billion in levelling up across all parts of Scotland. Without the leadership of the UK Government, there would be no long-term investment in the Scotland-wide city region and growth deals, which are putting investment in the hands of local leaders, nor would there be investment in transformational local projects, such as a new ferry for Fair Isle or the restoration of Kilmarnock’s historic Palace Theatre, through the levelling-up fund.

The all-party parliamentary group on new towns, which I chair, has completed a report on the specific infrastructure needs of new towns such as my constituency of East Kilbride, which was built after the second world war. Many specific infrastructure and investment needs have been established, so will the Minister encourage new towns in Scotland, such as my constituency, to apply for levelling-up funding to address those important needs?

Yes, is the short answer. The Government’s levelling-up agenda is benefiting communities right across the UK, including new towns. It allows communities to address local needs in order to create jobs and boost economic growth. For example, the new town of Cumbernauld in North Lanarkshire successfully secured over £9 million in the first round of the levelling-up fund recently, which will enable transformational developments of the town centre. I would be very happy to meet the hon. Lady’s group to discuss how we might support new town investment.

It has been a momentous week in Scottish politics, and I am sure the whole House will want to wish Nicola Sturgeon all the best in whatever she does next in politics. I also pass our deepest sympathies on to everyone at Hibernian football club, who lost their owner, Ron Gordon, suddenly yesterday.

According to the Together Through This Crisis initiative, which is a coalition of charities, almost a quarter of people across the country regularly run out of money for essentials. At the same time, BP and Shell have made more than £1 billion a week in profits, while avoiding a proper windfall tax because of the loopholes the Prime Minister created in his scheme. Will the Minister listen to those charities, recognise the impact the cost of living crisis is having on working people and put in place a proper windfall tax to help them?

As the hon. Gentleman well knows, the cost of living support provided by the Government is worth over £26 billion in 2023-24. As a compassionate Government, we have taken appropriate steps to support the most vulnerable households across the UK through additional cost of living payments, including £900 for households on means-tested benefits, £300 for pensioner households and £150 for disabled people. When it comes to taxing energy companies, the Government have raised the rate of tax on companies such as BP and Shell to 75%, which we consider fair, given the current circumstances.

The Minister says he runs a compassionate Government. He should tell that to the parents who are going without food to feed their children. Scots are being hit hard by the cost of living crisis, which has been made worse by the state of Scottish public services. The NHS is on its knees while the Cabinet Secretary for Health is focusing on other things and Scottish local government is having its funding decimated again by the Finance Secretary, who is seemingly intent on offending every minority group in Scotland. Does the Minister agree that, in the midst of such a serious crisis, it is frankly absurd that failed Scottish Ministers are fighting among themselves for the top job, when too many Scots are worrying about how to pay their bills?

It does seem that the SNP has decided to provide the country with compelling drama now that “Happy Valley” has ended. However, there is a serious point here. While the SNP indulges in the most savage infighting since Labour’s Blair-Brown civil war, Scotland is crying out for attention to be given to things that really matter: the economy, the health service and the education system. The people’s priorities are the priorities of the United Kingdom Government. We can only hope that the new First Minister will move away from the SNP’s obsession with independence and focus on the things that really matter to the people of Scotland.

Like many countries around the world, the UK faces the challenge of high inflation, which is why the Prime Minister has made tackling inflation a key immediate priority. As was outlined in the Chancellor’s autumn statement, the Government are committed to supporting the most vulnerable households across the UK with £12 billion-worth of direct support in 2023-24. Alongside that, the energy price guarantee is saving a typical household in Scotland about £900 this winter.

The former viceroy made reference earlier to social security powers. The current deputy assistant junior viceroy will be aware that we have the best start grant in Scotland, whereas it was reported at the weekend that in England baby formula has been put behind the tills in Co-ops. Will the Minister outline what has gone wrong with the UK welfare state, when we have got to a stage where baby formula has to be put away because of fears of theft?

As the Chancellor set out in the autumn statement, we have taken the appropriate steps to help the most vulnerable households in Scotland and across the UK. I have set out already some of the payments being made to support households this winter. The Government continue to explore new ways of tackling poverty and helping to protect the most vulnerable, and we will continue to do so.

Scotland is a net energy exporter, but, as a consequence of being in the UK, people in energy-rich Scotland face electricity costs that are 30% higher than those in the Netherlands and Germany. Does the Secretary of State think it right that Scots face the highest bills in Europe while the UK Government allow energy companies to make billions in profit?

As I have set out during this session, the Government are putting in place tax arrangements to ensure that excessive profits made by BP, Shell and others are taxed at 75%. I do not accept the hon. Gentleman’s further analysis about the situation in Scotland; this Government have put in place measures to support households during this difficult winter period and we will continue to assess what other measures we can take to do so.

The UK Government are fully committed to supporting Scotland to realise its significant renewable energy potential. Scotland has benefited greatly from the contracts for difference scheme, the Government’s main mechanism for supporting new low-carbon electricity generation projects in Great Britain. Indeed, Scotland has received 27% of all contracted projects to date.

I thank the Minister for his response. Scotland has huge potential for green investment, but all that is being put at risk by an exodus of capital, given what Joe Biden is doing with the Inflation Reduction Act 2022 in the US. What is the UK Government’s response to the Inflation Reduction Act so that we can secure investment in Scotland and in the rest of the UK?

I agree with the hon. Lady’s comments about Scotland’s potential in the renewable sector. I will allow my colleagues in the Treasury to respond to the point that she made about the US policy. In relation to other opportunities for Scotland, I am very keen to work in my role in the Scotland Office to develop that. If the hon. Lady wants to join me in doing that, I would be very happy to engage with her further.

This Government provide wide-ranging support to Scotland’s fishing industry. The processing and preserving of fish was recognised as an energy and trade intensive sector in the Government’s energy bill discount scheme, and almost half the £20 million already awarded through the UK seafood fund for infrastructure projects will be spent in Scotland.

I welcome the response of my hon. Friend. I also welcome the UK Government’s decision to include seafood processing in ongoing energy support beyond April. However, even before last year’s increases in energy costs, brought on by Russia’s invasion of Ukraine, there was already support for energy intensive industries to other food processors, such as pork, poultry and milled grain, but not fish. Will my hon. Friend agree to join me—ideally in my constituency of Banff and Buchan—to meet representatives of the seafood processing sector to discuss this shortfall?

May I first pay tribute to my hon. Friend’s work in championing the seafood sector in Scotland? I look forward to visiting his constituency next month to chair the Scottish Seafood Industry Action Group where I will meet industry representatives. The UK Government’s energy intensive industries compensation scheme supports industries exposed to significant risk of carbon leakage and is targeted at the most electricity-intensive sectors that are competing in international markets. Any industries not included in this scheme can still benefit from the Government’s energy bill relief scheme and the energy bill discount scheme.

To progress the structure for fisheries in Scotland, surely we have to move on from devolved Scotland to independent Scotland? I am sure the Minister can see that in Ireland there is independent Ireland in the Republic, and devolved Ireland in Northern Ireland. Which does he think is delivering better economically and for fisheries in Ireland: the devolved version or the independent version? Across Europe and across the world, everybody knows the answer—does the Minister?

I am very confident that for all fishing communities across the United Kingdom it is this Government who are delivering best. I am clear that none of the fishing communities in Scotland wishes to go back into the common fisheries policy, which the SNP advocates.

A short time ago, the Secretary of State for Scotland made a statement to the House regarding the Government’s decision to exercise a power under section 35 of the Scotland Act 1998 with regard to the Gender Recognition Reform (Scotland) Bill. For the benefit of Members who were not present at that statement, I shall summarise what action this Government are taking and why.

Today, the Secretary of State is making an order under section 35 of the Scotland Act 1998 preventing the Gender Recognition Reform (Scotland) Bill from proceeding to Royal Assent. As the Secretary of State said, this is the first time the power has been exercised, and it is not a decision that has been taken lightly. However, it is a decision based on the legislation’s consequences for the operation of reserved matters across Scotland, England and Wales, including on equality legislation.

The Scottish Government’s Bill would introduce a number of changes around gender recognition in Scotland. They include reducing the minimum age at which a person can apply for a gender recognition certificate to 16, and removing the need for a medical diagnosis and evidence of having lived for two years in their acquired gender.

The Bill would also amend the UK-wide Gender Recognition Act 2004, which legislated for a single gender recognition system across the entirety of the United Kingdom. It is this United Kingdom Government’s assessment that the Bill would have a serious adverse impact on, among other things, the operation of the Equality Act 2010. The effects would include impacts on the operation of single-sex clubs, associations and schools, and on protections such as equal pay. There are also significant complications from having different gender recognition regimes in the UK and a danger of allowing more fraudulent or bad-faith applications.

If the Minister has regard to paragraph 15 in what purports to be the statement of reasons, he will see that it states:

“It is practically and legally undesirable for all, including in particular the individual holder of the GRC, that a person will have one legal sex in Scotland and a different one in England, Wales and Northern Ireland.”

Is he satisfied that this test of practicality and legal desirability or undesirability is sufficient to meet the tests set out in section 35?

We do have concerns. We believe that the creation of the two different processes for legal gender recognition in different parts of the UK will cause complications, which is why we have taken this action. If the right hon. Member does not agree with that assessment—if he disagrees with the reasons set out in our reasons paper—there is the opportunity to pray against the order, the opportunity to vote it down, and the opportunity of a judicial review of the decision-making process. Other options are open to the right hon. Member, enabling him to raise his concerns. The Government have taken their decision on the basis of the legal advice we have received, and we stand by that decision. The Secretary of State stands by that decision, and if Opposition Members disagree, they too have other options if they wish to challenge it.

I believe, and this Government believe, that transgender people deserve our respect, support and understanding. We have a long-established, world-leading equality framework that protects everyone, including transgender people, from discrimination, harassment and victimisation, and advances equality of opportunity for all. The section 35 power has always been part of the architecture of the devolution settlement because it is an integral part of the Scotland Act, which, as we have already heard, was supported at the time by all parties in the House. It provides a sensible measure to ensure that devolved legislation does not have adverse effects on reserved matters, including equalities legislation. As the Secretary of State has said, it is open to the Scottish Government to bring back an amended Bill for reconsideration in the Scottish Parliament that would deal with the concerns raised by this Government and many others about the impact this legislation would have.

The Minister has given it away: the Government have concerns. Well, there we have it. The Conservatives had their objections voted down in the Scottish Parliament, so the Minister is using the device of section 35. The statement of reasons is not worth the paper it is written on. The Minister knows that he can use his parliamentary majority in any praying motion to strike down an Act of the Scottish Parliament. What price Scottish democracy? What price the right of the Scottish Parliament to enact legislation based on the majority in that Parliament, based on a mandate given by the people of Scotland, which this Government are going to throw away because this Government and this Parliament know better? A Union of equals, Madam Deputy Speaker? You have to be joking.

As I have made clear repeatedly, it was always intended that at moments such as this, when unintended consequences of legislation being passed by the Scottish Parliament would have an impact across the United Kingdom, section 35 of the Scotland Act would give us the opportunity to act in this way. The letter from the Secretary of State to the First Minister is clear about the amendments that can be made to the Bill to allow it to be approved by the Scottish Parliament and to meet the concerns about the impact it will have on other parts of the UK. We want very much to work with the Scottish Government constructively to secure those amendments so that legislation that meets our concerns can be passed, and we hope that the First Minister and the Scottish Government will bring back the amended Bill for reconsideration by the Scottish Parliament.

I hope that Opposition Members will acknowledge that the United Kingdom Government have set out their desire to work with the Scottish Government to find a constructive way in which to amend this Bill so that it can be passed by the Scottish Government and given Royal Assent.
