I absolutely agree. I would love to join any of those meetings with Mayor Tom to support those efforts in my wards of Wixams and Wootton.

I commend the hon. Gentleman, to whom I spoke beforehand, for securing the debate. A conversation that people sometimes have is about the co-ordination between different departments, as the hon. Member for North Bedfordshire (Richard Fuller) alluded to. If the flooding of roads and housing development areas is known about in advance, could better co-ordination improve things for our constituents? For many people, it might simply be about having a sandbag available. People need to know those things; maybe that would help.

Certainly, one of the lessons that I have learned from the flooding in Mid Bedfordshire is that many statutory bodies are involved in flooding response and resilience. We need to work harder to ensure that those organisations work together. It is so important that the Government, local authorities and others learn the right lessons from those floods, and I hope that this debate can play a role in guiding that conversation.

First, let me reflect on the direct impact on constituents in Mid Bedfordshire. Hundreds of residents have taken the time to describe for me the huge losses that they have suffered, and I thank them for taking the time to do so while trying to recover from flood damage. Emma from Marston Moretaine, who filled in my recent flooding survey, told me:

“Our property was completely soaked front and back. We saw water rise, and beside the path at our house there was gushing water! We had to call for help. Water came in through the sides and foundations, and in the end there was nothing we could do.”

Caroline from Flitwick also took the time to share her experience:

“Severe flooding of my property requiring full water removal from my home and severe repairs. I am currently staying with family but having to relocate for a minimum of 6 months whilst repairs are done.”

Rita from Harlington explained that

“We had internal flooding start at 9.30 am with sewerage coming up from a manhole cover inside our garage. We contacted Anglian water by 10 am. We couldn’t shower or flush the toilet as it was gurgling back up! Then the rains came—the front drive was a deluge. We had neighbours helping with buckets and pumps trying to get the water off our property. It was a fighting battle—the water reached the front door and came into the property.”

Being flooded is not just an inconvenience: it is expensive, and it is heartbreaking for families to see their valuables—some of them irreplaceable—washed away. Shortly after the flooding, I took the time to visit dozens of local businesses, including Disco-licious in Gravenhurst, Maulden Garden Centre and The Dog House day care centre, which is also in Maulden. Those businesses, together with many others, have experienced severe financial losses, and in some cases have seen many years of hard work and investment washed away before their eyes.

Our farmers have been some of the worst hit, with severe and significant flooding reported at several local farms, including at Moreteyne’s Retreat, a smallholding that has been impacted hugely by floodwaters flowing from the A421. In the aftermath of that flooding, I have learned that 74% of the UK’s floodplain is agricultural land. Flooding can destroy whole crop yields, wasting months of work and threatening the livelihoods of our farmers, in many cases at the same time as they see their homes devastated by floodwaters.

It is a pleasure to serve under your chairship, Mr Twigg. I thank the hon. Member for Newport West and Islwyn (Ruth Jones) for leading this debate and for setting out the detail and information so well. She obviously has a passion for animals, which I share.

The RSPCA is celebrating its 200th birthday this year. It is the first animal welfare charity to be founded in the world, so the impact of what it has done over 200 years is incredible. With its network of agencies and branches, it paved the way in tackling animal cruelty and neglect and worked closely alongside Government to change laws and create a better place for all kinds of animals, so it is great to be here to celebrate and support it.

In my area, the Brent Knoll animal centre, a wonderful part of the RSPCA, rehomes dogs, cats, rabbits, ferrets and other small animals, and it is always full, but a lot of people do not understand that such centres are not part of the RSPCA’s main structure and are not funded centrally. Would the hon. Gentleman comment on the fact that they are locally funded through donations and the time and money of volunteers?

I thank the hon. Lady for that intervention. Yes, I am well aware of the volunteers and the fundraising. We attend many events in our constituencies for giving to the RSPCA. My hon. Friend the Member for East Londonderry (Mr Campbell) said that we are often called a nation of animal lovers, and of course we are. In all my life—and it is a pretty long one—I cannot remember not having a dog. I am from Ballywalter, and we had Pekinese, collies, terriers and latterly springer spaniels. It has almost been an evolution from house dogs to dogs that we use for hunting.

The RSPCA has the equivalent of 361 full-time frontline officers, 233 inspectors and 128 animal rescue officers. Many of us have been touched by the advertisements on TV about cruelty against animals; it really breaks our hearts. The hon. Member for Newport West and Islwyn is right that the cruelty is inconceivable. We cannot understand why anyone would want to harm or carry out cruelty against animals.

Would the hon. Member agree that a huge animal cruelty issue in Northern Ireland is badger baiting? Far too often, sentencing for such crimes is too lenient. Does the hon. Member agree that the law and sentencing on animal cruelty needs to be looked at, as badger baiting is a big issue for me and my constituency?

I thank my friend and colleague for that intervention: I am well aware of those issues. The lady in the Police Service of Northern Ireland who looks after animal crime and welfare is Emma Meredith and I have known her all her life. She was a flower girl at my wedding, which was 36 years ago. She is now the police officer assigned to this area, and she is very aware of badger baiting. There is a need to come down hard on those involved. I think there has been some action on badger baiting over the past few years, because it is very much on the radar.

The situation in Northern Ireland is slightly different from that of the RSPCA. We are managed and supported by the Ulster Society for the Prevention of Cruelty to Animals, the second oldest animal charity in the world. It was founded in 1836 by Commander Francis Anderson Calder, a retired navy officer. The charity’s first initiative gives an idea of its history and purpose. It erected water troughs across the city for the sustenance of the heavily burdened working horses in industrial Belfast. That was the purpose of the movement at that time.

The USPCA also supports Northern Ireland schools by bringing the importance of animal welfare to life and understanding the needs of animals within the classroom. It runs an educational programme, although I am not sure whether that is run on the mainland. Many schools in my constituency and others frequently host the USPCA, which comes to them to engage with children. The fact is that children love animals and it is good to engage them, to engender in them an early interest in animals and their welfare. Many young people have a goal to work with animals in future. It is fantastic to offer to teach them how to do so. It instils a love of animals and an interest in animals for years to come.

Ahead of this debate, I read in the Library briefing that there were concerns about kitten smuggling across the UK. The week before last I met with Alice from the Cats Protection Centre in Dundonald. Kitten smuggling was one of the main topics of discussion, and the statistics I was shown that day were incredible. The centre takes in and rehomes a number of cats. It is not just about lost kittens. The purpose of Cats Protection—and all cat charities—is to try to find them another home. They are neutered to ensure there will be no more kittens coming along when they are given out. Some of the cats and kittens there had been badly treated. Again, it is inconceivable to understand how anyone could do that.

There have been significant changes in the cat market in the past five years, as highlighted in the CATS Report 2023 published by Cats Protection. There has been a significant rise in purebred and pedigree cats. In addition, pet smuggling poses risks to both humans and animals. There are risks not just to the cats but to humans, as well, and we need to be aware of those issues. Cats Protection and other charities are very much to the fore on that. Smuggled cats may carry transmissible diseases such as rabies and tapeworm, which can be dangerous.

When I got married 36 years ago, I was not that fond of cats, as I had always had dogs, but my wife was a cat lover. There was a very simple, “Love me, love my cats.” It brought about a complete change and now we have three cats in the house—it might be four cats. One of them stays outside all the time because we live on a farm and it hunts continuously. The other three like the warmth of the Aga cooker. I again make the point about how we have to look at things today.

I very much look forward to the Minister’s comments. Perhaps he can clarify whether he has any plans to engage with the devolved nations, including the Department of Agriculture, Environment and Rural Affairs in Northern Ireland, as I know he does regularly, on what steps we can take to tackle cat smuggling.

There is a need for stronger legislation. We know that the back door to the Republic of Ireland is through Northern Ireland, and that the back door to the United Kingdom is through Northern Ireland. To be fair to the shadow Minister, the hon. Member for Keighley and Ilkley (Robbie Moore), the last Conservative Government were very active in trying to change the legislation and get on top of this issue, so it would be reassuring to hear similarly from the Minister that legislation can be made tighter to ensure that dog and cat smuggling is not taking place.

The Minister will be aware that Northern Ireland still has to follow EU pet travel legislation, which complicates things a bit, and EU legislation regarding the transportation of animals, including pregnant animals. I look forward to hearing about plans that will ensure that Northern Ireland can align with the rest of the United Kingdom, and I hope that what we discuss will be something we can all grasp.

The RSPCA has proven itself in going above and beyond. Last year, it convicted 447 defendants, including two youth offenders, with a prosecution rate of 91.7%—wow. That tells us that when the RSPCA takes on a case, it wants to win it; if it can do it that well, it is worth doing. That rate is even higher than the rate in 2022, and higher again than 2021. The work it undertakes is incredible, and we are grateful for it. I look to the Minister to say how we can further support these societies and charities, because we are truly in debt to their fantastic efforts.

I shall always listen to my hon. Friend’s exhortations to be bold. Watch this space in the coming few months.

Finally on wildlife, significant sanctions are available to judges for those convicted of most wildlife crimes, but there are questions as to why there are different penalties for similarly abhorrent acts against different species. Bringing more consistency seems worthy of closer consideration. The Government will look at how best to deliver nature restoration and enforce animal welfare standards for wildlife.

Moving on to points raised especially by my hon. Friend the Member for Sheffield Brightside and Hillsborough about phasing out the use of animals in experiments, the use of animals in science is a highly sensitive issue. We agree with the RSPCA that it is essential to replace the use of animals with humane alternatives. That is why we made in our manifesto a commitment to partner scientists, industry and civil society as we work towards the phasing out of animal testing. We are engaging with key stakeholders with an interest in animal research as to how we will take that commitment forward. I note that my hon. Friend the Member for Newport West and Islwyn asked for a timetable in her opening statement; I assure her that it will be done in due course.

The UK is world leading in the development of alternative methods to using animals. This Government are keen to ensure that such methods are used wherever possible. However, technology is not quite yet at the stage where animal testing can wholly be replaced. We want to replace the use of animals in scientific procedures where we can, but for now the carefully regulated use of animals in scientific research remains necessary if we are to protect humans and the wider environment.

The use of animals in such testing is limited to specific purposes. Furthermore, the use of animals in scientific procedures is permitted only if no alternative is available, where the number of animals used is the minimum needed to achieve the scientific benefit, and where the potential harm to animals is limited to the absolute minimum needed to achieve the scientific benefit. Those are collectively known as the three Rs of replacement, reduction and refinement.

I also recognise the significant public interest in the welfare of farmed animals, and the immense contribution that the RSPCA has made to help raise farm animal welfare standards through its lobbying and its farm assurance scheme, RSPCA Assured. I heard the comments by the hon. Member for Waveney Valley, but I am confident that the work that the RSPCA is doing will restore confidence in that very important scheme.

I appreciate the strong public demand for clearer animal welfare information on the food people buy, to help them make purchasing decisions that align with their values. The public consultation on fairer food labelling was undertaken earlier this year by the previous Government. That consultation sought views on proposals to extend existing mandatory methods of production labelling. We are carefully considering all the responses to the consultation before deciding on next steps. We will publish a response to the consultation in due course.

On cages and confinement, I am very much aware of the strong public feeling about keeping farm animals in cages and of the recent campaigns, including by the RSPCA, urging the Government to publish consultations on phasing out the use of enriched colony cages for laying hens and of farrowing crates for pigs. I appreciate the RSPCA’s role in leading the way on encouraging high standards when it comes to this issue, with RSPCA Assured not permitting the use of colony cages for laying hens or farrowing crates for pigs.

I am encouraged that the market itself is driving the move to alternative systems for laying hens—primarily free range and barn—away from the use of cages. The transition to non-cage egg production has been supported by the major supermarkets, which have pledged to stop selling shell eggs from hens kept in colony cages by 2025. That shift by retailers has accelerated the move away from colony cage systems. Free-range eggs account for more than 60% of total egg throughput in the UK.

We will not, however, leave the issue to market forces alone. The transition to cage-free systems is being supported by grants in England for laying-hen and pullet farmers with flocks of 1,000 birds or more to refurbish or replace existing housing, including those looking to make the transition from colony cages to higher-welfare non-cage systems.

As with cages for laying hens, the issue of ending the use of pig farrowing crates does not only affect the UK industry, but is something that our European trading partners are also considering.

I know that the Minister and I, and hopefully everyone else in this Chamber, appreciate the efforts and contributions of farmers who, by and large, want their animals to be well looked after and try to achieve that. The National Farmers Union here and the Ulster Farmers Union back home are working alongside farmers to improve things. Sometimes in debates we can get a wee bit lost in these things. It is important to remember that many people are trying their best to make things better.

I absolutely agree with the hon. Member. It is important to make the point that of course all our farmers want to raise their animals to the highest possible standards, but they need the right regulatory frameworks to make that possible, which is what we are working on. As with any change to our farming systems, as I said earlier, we need to consider the implications for trade.

I beg to move,

That this House has considered the matter of tackling sewage discharges in chalk streams.

One Friday evening, I received a text and photos from a desperate resident, Maz, as the numbers cranked up on the sewage discharge map, asking:

“Surely something can be done about our precious chalk stream!”

I had been following the situation, but as soon as I saw the photos of sewage-filled water flooding the roads, I called her straight away, saying:

“I am coming down—can you meet me there?”

Twenty minutes later and my Friday evening started by checking sewage and seeing trails of toilet paper and algae float by the side of the road next to one of the world’s rare chalk streams. The River Ver, one of the four chalk streams in Harpenden and Berkhamsted, had seen more than 1,000 hours of pollution through the sewage discharge overflow. To date, that number has reached more than 2,500 hours. That is just not good enough.

Chalk streams, long described as England’s rainforest, provide a unique environment. The stable temperature from running through chalk, combined with a high mineral content, means that chalk streams are the ideal environment for vegetation to grow and wildlife to flourish. As havens for the natural environment, chalk streams attract a diverse array of flora and fauna. From the green drake mayfly to the kingfisher, the brown trout to the endangered water vole, those precious rivers are home to a whole host of wildlife.

I commend the hon. Lady for bringing the matter forward. We are unfortunate not to have chalk streams in Northern Ireland, but we do have limestone rivers, which are equal in the aqua life they have and the health of the land. Does the hon. Lady agree that when it comes to ensuring that aqua life and the environment are sustained, we need to have short-term action and long-term protection?

Absolutely. The English chalk downland houses 85% of the world’s total. It is a privilege to say that in my constituency we are home to four of those rare and precious habitats: the River Bulbourne, the River Gade, the River Lea and the River Ver.

We know that the availability of sufficiently experienced prosecutors is a problem that needs to be looked at. That is why, in appropriate cases, we are looking at using associate prosecutors to clear the backlog in our courts more generally, but for the most serious crimes of rape and violence against women and girls, we need specialist prosecutors. The Government will be looking closely at both recruitment and retention.

May I welcome the Solicitor General to her place? I wish her well in the role and hope that it goes according to plan. Can she further clarify that funding is available for each branch of the prosecution services to provide the protection and support that helps victims to speak out? Is there any discussion about whether increased funding for victim support could embolden victims and help to facilitate even more safe prosecutions?

It is vital that we place victims at the centre of our justice system, which is why this Government are looking to strengthen the powers of the Victims’ Commissioner. As we announced in the King’s Speech, the victims, courts and public protection Bill will strengthen those powers to improve accountability and ensure that victims’ voices are centred and heard from start to finish throughout the criminal justice process.

I thank my hon. Friend for that intervention. I, too, pay tribute to the organisations in his constituency that do so much important work. I very much like the alliteration of Lichfield Litter Legends, so he can pass our collective best wishes on to them.

Fly-tipping is the top environmental challenge faced by many communities, not least in Staffordshire, as we have heard from my hon. Friends the Members for Lichfield (Dave Robertson) and for Tamworth (Sarah Edwards)—neighbours, in fact. Despite resources going into tackling fly-tipping—education, monitoring, enforcement and removal—incidents of fly-tipping continue to increase. The education point for real people in the real world, as opposed to rich criminals in the waste crime world, is so important. This must be about pride—pride in our communities, in our homes, towns and villages—and this new Government, our Government, must lead by example and help to restore that.

In a previous life, I worked for the then shadow Minister for waste crime, my hon. Friend the Member for Newport West and Islwyn (Ruth Jones). She often raised in debates—I know, because I wrote many of the speeches—the high levels of recycling in Wales, so what discussions has the Minister had with the Welsh Government about best practice, and what lessons can we learn from the Labour Government in Wales? I see that my hon. Friend the Member for Vale of Glamorgan (Kanishka Narayan) is here.

This issue is of particular concern to residents on The Paddocks in Cross Heath in Newcastle-under-Lyme, and I am working with Councillor John Williams and Councillor Gill Williams on how we can hold the borough and county councils to account. Fly-tipping is also an issue for many residents in Bradwell. I thank one particular resident, Jane Rushton, for her tenacity and her commitment to keeping her community clean and free of fly-tips— I was at her house quite recently; she makes a very good cheese sandwich and an even better date loaf. I know that she is working with Councillor Andrew Fox-Hewitt, Councillor Lesley Richards and Councillor Annabel Lawley to do just that.

The Environmental Services Association—the trade body representing the UK’s resource and waste management industry—published back in 2021 a report entitled “Counting the cost of UK Waste Crime”, and these figures are relevant to now. It broke down the estimated financial impact of waste crime in England from 2018 to 2019 as follows: fly-tipping cost £392 million, illegal waste sites £236 million, misclassification £120 million, exemption breaches £87 million, illegal exports £42 million and waste fires £22 million. That was then and this is now. They are extraordinary sums, so can the Minister let us know what assessment has been made of the financial impact of waste crime in the last year, 2022-23? I suspect that she will have to write to me; I do not expect her to have all those figures now, but I will appreciate a written response.

Back in January 2018, the last Conservative Government published their 25-year environment plan, which set an ambition to eliminate waste crime and illegal waste sites over the lifetime of the plan, so by 2043. There is no evidence of that in Newcastle-under-Lyme, and while I urge the Minister to commit to eliminating waste crime and illegal waste sites, I urge her to give us deeds and not just words. Can she confirm that the Government will update the 25-year environment plan to make it fit for purpose?

In 2018, the Environment Agency was given new powers to tackle the problem of illegal waste sites. That included the power to lock up sites, to block access to them and to require rogue operators to clean up their actions, so I ask the Minister the following questions: how many illegal waste sites have been locked up since 2018? How many illegal waste sites have had access to them blocked? What does the requirement on rogue operators actually look like?

Turning to the disgraceful story of Walleys Quarry, I pay tribute to every local who has expressed their concern and tried to fight for the clean air and safe environment that everyone in our country and our constituencies deserves. I thank all who have campaigned to “stop the stink”. I first met Dr Scott, a GP in Silverdale, back in 2021. The situation facing local people has only got worse since then, when he made the health impacts clear, as he did last month at the public inquiry that the council held. I also acknowledge Dr Mick Salt for his tireless commitment and sheer tenacity—the theme here is that there are tenacious people aplenty in Newcastle-under-Lyme—and every local person who cares about getting the issue resolved.

I am pleased to welcome two of my constituents, Sheelagh and John, who made it down from Newcastle-under-Lyme to be in the Public Gallery for this debate. We are also joined by the deputy mayor of Newcastle-under-Lyme—the shadow Minister will be pleased to know that Councillor Robert Bettley-Smith is a Conservative —and Councillor Jacqueline Brown, a good friend of mine and an excellent Labour councillor in Silverdale.

Finding a way through on Walleys cannot be party political. For too long, the previous Conservative Government refused to engage meaningfully with the Labour Opposition— I know, because I worked for the shadow Minister at the time. For too long, in the council chamber at Castle House in Newcastle-under-Lyme, good ideas tabled by Labour councillors were voted down by the Tories purely because they were Labour ideas. That is no way for us to deliver for the people who sent me here. I welcome both members of the council to this debate, and I appreciate their support for my efforts to get the blight that is Walleys closed, capped, and safely and securely restored.

That will not be easy—if it were, surely to God it would have happened already. My constituents have had enough. They want to know what actually has to happen for action to be taken. How bad do things have to get? How many people need to be stuck in their homes, unable to open their windows, sit in their gardens or breathe without inhaling toxic fumes? They want to know why Newcastle feels like a dumping ground for other people’s waste. They want to see real action from those with enforcement powers to clean their air, to hold the operators to account and finally to rid our town of the disgusting, disgraceful and toxic levels of hydrogen sulphide.

My first words in the House after taking my oath were on Walleys. I promised local people that I would hit the ground running and that I would champion their determination for clean air and healthier lungs, heads and hearts. I have tried to do exactly that.

In August, Newcastle-under-Lyme borough council held a two-day public inquiry into Walleys Quarry. I share my opening remarks with the House. These words were said on behalf of those who live, learn and work in my constituency:

“Like so many of the people who live, learn and work in Newcastle-under-Lyme, I am angry—angry that nothing has changed, angry by the failures of the Environment Agency to give local people what they need—which is action not words.

I have been the MP for Newcastle-under-Lyme for almost 6 weeks”—

or had been then—

And hours after the fire, the site was accepting waste again—that is completely and utterly unacceptable in my view. No operator who wants to be a fair and good neighbour, who had regard for the impact on residents would have accepted waste so quickly.”

It is an honour to be here to support the hon. Gentleman; he and I were friends long before he became an MP. I support his actions on behalf of his constituents, with those who are present today. Does he not agree that the complexity of addressing waste crime means that, in situations in his constituency and other parts of the United Kingdom—including my own—urgent action is difficult? We need new legislation and punitive fines that will hit offenders hard. What must be central is that the hon. Gentleman’s constituents and their opinions are key to any change. We must ensure that their viewpoints are not forgotten.

It is not often I get called first after the introductory speech—so thank you, Dr Huq. It is a real pleasure to serve under your chairship. I commend the hon. Member for Hexham (Joe Morris) on setting the scene so very well. I was at the Adjournment debate with him last night and now we are in Westminster Hall together—we are on a roll, and I wish him well.

As Members who have known me for a longer time will be aware, and perhaps those who are new, I represent a fairly rural constituency where farming is a massive contributor to our local economy. I live in a farm down the Ards peninsula at Greyabbey, and I have been steeped in agricultural activities all my life, so I understand the pressures and challenges faced by the farming industry and our local farmers. It is a pleasure to be here to speak on this issue and to give the Northern Ireland perspective. I am so pleased to see the Minister in his place—well done. I look forward to him responding to our questions as much as he can, although I am ever mindful that farming is a devolved matter; a theme of my speech will be how we can do it together across this United Kingdom of Great Britain and Northern Ireland.

I declare an interest as a member of the Ulster Farmers’ Union. I was also at one time, in a very small way, a hobby farmer of sheep. I enjoyed it, but the workload became so great with other activities that it was impossible to look after the sheep, so I sold them to my neighbour up the road. I have fond memories of lambing times and helping all those ewes to lamb.

Sheep farming is a significant part of the UK agricultural sector, shaping both landscapes and rural economies in the four regions of the United Kingdom. There are some 31.8 million sheep in the UK, down from a recent peak of 34.8 million in 2017. This debate is so important, because there has been a decrease in many such sectors.

Sheep are predominantly, but not exclusively, found in the north and west of the United Kingdom. I will share some figures to give a Northern Ireland perspective. The value of output from sheep decreased by 0.5% to £109 million in 2023. The total number of sheep slaughtered increased by 4% in 2023, whereas the average carcase weight decreased by 2% to 22 kg. I have to say that I owe all these stats to the Ulster Farmers’ Union; I thank it for making them available. The volume of sheepmeat produced increased some 2% in 2023, and the 2023 sheep census showed that there were approximately 2 million sheep in Northern Ireland, including almost 1 million breeding ewes. Thirty-eight per cent of farmers in Northern Ireland—quite a large number—have sheep, and the value of the sheep industry output in 2022 was £106 million, so sheep farming plays a critical part in the farming community in which I live and in the Ards peninsula.

Strangford has numerous sheep farmers who farm sheep for meat and wool. Wool has not been getting much of a price over the last few years, but it is all part of farmers’ revenue, albeit a small one, in rural villages like Carrowdore, Ballywalter, Greyabbey—where I live—Kircubbin and Portaferry, across the whole peninsula, across Ards and indeed further out to Comber and Ballygowan in the new constituency, which takes in more of South Down, down as far as the Quoile bridge in Downpatrick. There are numerous sheep farmers there too; countless farmers contribute to the local agricultural economy.

Farming is a huge aspect of the local economy of Strangford. Our sheep and lamb farmers provide high-quality meat to subsidiaries for retail purposes. Numerous local farm shops, such as McKee’s in Newtownards and Harrisons in Greyabbey, provide a farm-to-fork service, showcasing the locality and local restaurants. Doing farm to fork means that the shops get all the revenue from the breeding of the lambs, their sale and ultimately the eating. For McKee’s and Harrisons, it is quite productive.

The United Kingdom imports sheep products under new free trade agreements signed since we exited the EU. The hon. Member for Monmouthshire (Catherine Fookes) spoke about the price of legs of lamb from here and from New Zealand. Agreements include tariff concessions for a range of products, such as lamb meat.

The previous Government set out their priorities for England in the 2023 environmental improvement plan, including the need for more environmentally friendly farming to meet further targets. Although I appreciate that farming is devolved, I believe the UK Government and the Minister here have a responsibility to ensure the United Kingdom of Great Britain and Northern Ireland as a collective has a joint policy on promoting sheep farming and protecting our family industries through future trade deals. The hon. Member for Hexham referred to trade deals, as did the hon. Members for Monmouthshire and for Westmorland and Lonsdale (Tim Farron). They have an effect on farming back home and on farmers in my constituency.

There are environmental factors that will ultimately impact the future of farming. Steps must be taken to protect our sheep numbers through adequate funding. We often come here to ask for funding, but the fact is that sheep farming is such an integral part of my constituency and, indeed, of Northern Ireland. It makes a £106 million contribution to the economy, which is quite significant and cannot be ignored. We sometimes overlook the number of jobs involved and the families that live on those incomes.

When the hon. Members for North Antrim (Jim Allister) and for South Antrim (Robin Swann) speak, they will give their perspectives. There will be three contributions from Northern Ireland, and we will all say the same thing about the importance of sheep farming. The point is that we are here to represent our constituents.

The Ulster Farmers’ Union has called for a sheep scheme in Northern Ireland to improve the welfare of sheep and increase the sustainability of sheep businesses. With the Northern Ireland sheep industry taskforce, it will continue to lobby for a sheep scheme. I therefore urge the Government to engage with officials back home from the Department of Agriculture, Environment and Rural Affairs, including Minister Andrew Muir, to ensure the long-term sustainability of the Northern Ireland sheep industry. If the Minister is not able to tell us today what discussions he has had with Minister Muir, perhaps he can come back to us. I understand the Minister has met him, on probably more than one occasion, so I would be interested to hear what discussions have been had and what that means.

Our farming sector is such an important aspect of our economic success. In this case we are talking about lamb and sheep, but it is also about dairy, beef, poultry and cereals; they are all part of the massive jigsaw that contributes to the economy. What we are debating today is an integral part, and we must do more to promote and expand it. I look forward to seeing the plans of the Minister and our Labour Government, and I have hope that the devolved institutions can play a significant role in our agricultural success.

The Minister told me that he had been in Northern Ireland in my constituency—I was unable to be there at the time. He was there before he was elected as Minister, and I told him, “Minister, last time you were here, you were asking questions; the next time you come back, you’ll have to answer them.” Today, Minister, questions have to be answered.

That is okay—I will keep to the four minutes and I will not take an intervention either. I congratulate the hon. Member for Ealing Southall (Deirdre Costigan) on setting the scene with much information, detail and good ideas. I fully support her idea for a national strategy, which is one of the things I was going to ask for, ever mindful of where we are. It is nice to see the Minister back in her place after a short time away from the House, and I look forward to hearing her contribution at the end.

Very quickly, I want to give a Northern Ireland perspective and to reinforce what the hon. Member for Ealing Southall said—these things are mirrored all across the United Kingdom of Great Britain and Northern Ireland. Fly-tipping has become such a massive issue, including in my constituency of Strangford, where constituents report countless incidents of fly-tipping to my office almost every week. It is time for us to have a debate in Westminster Hall on how we can work together to tackle this issue.

The Northern Ireland Environment Agency has revealed that, from 2018 to 2020, it cleaned up 306 illegal waste sites across Northern Ireland, with taxpayers paying the half a million-pound bill, which is equivalent to employing 15 nurses. That is what we could do with the money if we did not have to spend it cleaning up afterwards. Fifteen nurses would be a big thing for us in Northern Ireland and a big thing in the constituency of the hon. Member for Ealing Southall as well.

Collective action is required to tackle fly-tipping. It is a serious crime, and that is without mentioning its devastating impacts on our environment. In the past, my council—Ards Borough Council, as it was then—used to have a system of skips that went around all the villages. Whenever a skip was filled up, the council brought a new one. Unfortunately, as the years passed, that seemed to fall by the wayside. New councils were amalgamated and that strategy was lost.

In 2023, the then Prime Minister’s antisocial behaviour action plan set out how councils would be supported in taking tougher action against those caught fly-tipping. That included raising the upper limit for on-the-spot fines to £1,000. In 2018, there were 74 cases of fly-tipping in the constituency of Strangford, and many fear that that will increase due to the new recycling centre booking system introduced just recently. There is no doubt that fly-tipping is wrong, and we must have a punitive system in place to ensure that it does not happen. However, we must also ensure that waste centres are accessible to constituents to ensure that fly-tipping does not become more common. If we make it illegal, we have to put something in its place.

It is important for residents to report fly-tipping, but not to touch it. I want to put out this caution: in many cases, there might be contaminated waste, such as syringes—that is the society we live in—broken glass, asbestos, or toxic chemicals and other hazardous substances that can severely harm individuals, and especially young children, or animals. In addition, it is important not to disturb a site in case there is evidence that could identify the fly-tippers and lead to their prosecution.

To conclude, it is an unfortunate reality that there are numerous incidents of fly-tipping and illegal dumping across the UK on a daily basis. Our local councils are working hard to prevent them, so I ask the Minister to do the very thing the hon. Member for Ealing Southall has referred to: introduce a national strategy covering all the United Kingdom of Great Britain and Northern Ireland—because we always do things better if we do them together—and, with that in place, ensure that all councils are given the powers to enforce tougher fines and even prosecute fly-tippers. We can do better, and we will hear shortly from the Minister on how she will do just that.

I will hear nothing negative said about Cambridge, given my connection with King’s College; I have never knowingly been to Croydon, so I cannot comment on it. What is certainly true is that this goes beyond party politics. My right hon. Friend is right to emphasise that any responsible Government would recognise that the salience of the matter has changed, as I have set out. We have been through some difficult times in recent years, and they have concentrated minds in a way that might not otherwise have happened.

I congratulate the right hon. Gentleman on securing the debate. The issues that he has outlined also apply in my constituency, where agriculture is really important: it creates some 3,500 jobs in the factories. I live on a farm—I declare an interest as a member of the Ulster Farmers’ Union—and I well understand farming issues.

Does the right hon. Gentleman agree that the strategy that he hopes to see here at Westminster must encompass all the regions of the United Kingdom of Great Britain and Northern Ireland? If we work together with Scotland, Wales and Northern Ireland, we can make a food strategy that works for us all. Does he agree that that is the best way forward?

This is a kingdom-wide priority, as I have made clear, so the hon. Gentleman is right to highlight the issues in his part of our United Kingdom. However, I will return to Lincolnshire, if I may.

Over 90% of fens farmland is grade 1 or 2 quality. That is interesting in itself, given that grades 1 and 2 cover about 21% of all farmland nationally, while grade 3a covers a further 21%. Disturbingly, since 2010 my region has lost 3,232 hectares of best and most versatile farmland —the greatest absolute loss within a single region. Worse still, the county that I represent is being targeted for large-scale developments, which are invidious in the light of my point that the common good and the national interest are served by protecting our food security. In Lincolnshire alone there are currently applications for large-scale solar developments equivalent to the size of 62 Hyde Parks, totalling 9,109 hectares or 1.3% of the total land across the county.

I congratulate the right hon. Member for Romsey and Southampton North (Caroline Nokes) on being elevated to Deputy Speaker. She is well-respected and her appointment is well-deserved. Everyone in this House is very encouraged to see her in that position.

May I also congratulate the hon. Member for West Worcestershire (Dame Harriett Baldwin) on securing this debate? Is she aware that inadequate flood defences mean an increase in homeowners’ insurance premiums? That increase has been noted in her constituency, as it has been in mine of Strangford. Does she agree that this House and Government must work on a UK-wide approach to ensure that insurance premiums are not hiked because defences are inadequate?

The hon. Gentleman raises an important matter. Indeed, it was after the 2007 floods that the idea of a flood reinsurance scheme came about. It was something that was established when the last Government came into power in 2010. It has now become somewhat easier to get insurance, but it does continue to be a challenge, and I shall highlight examples of that in my speech. It will be interesting to hear if the Minister can confirm from the Dispatch Box whether Flood Re will continue to be a priority for the new Government.

I have campaigned successfully for many flood defence schemes in West Worcestershire over the years. We have made real progress. In particular, the two schemes that protect Upton upon Severn have been deployed year in, year out. In fact, they have successfully protected Upton upon Severn from flooding something like 40 times since they were opened in 2013. We have had a bund built along the Defford Road in Pershore; a flood defence gate installed in Kempsey; a gate barrier installed at Uckinghall; a bund built in Powick; and a community scheme is now in place in Callow End, so there has been real progress.

We have seen the cumulative impact of the many millions that have been spent on flood defences across West Worcestershire in the resilience that the communities showed last winter when it was so very wet. I would like to take this opportunity to put on record my thanks to previous flood Ministers, to the teams at the Environment Agency, to Worcestershire county council and to the regional flood defence committees, which have helped over time to get these flood defence scheme funded and built.

I thank the hon. Gentleman for his kind words, and I recognise the difficulty that these works cause to businesses. That goes to the point that I made to the hon. Member for West Worcestershire: the design has to be right, and works have to be done in conjunction with the community. That is why works sometimes become more expensive. However, I will take away the point the hon. Gentleman makes.

On the funding formula, I said many times in opposition that I was keen to look under the bonnet, and now I am delighted to get that chance for a detailed look at exactly how things work. That is something I am reviewing. As is always the case, pulling one lever can have unintended consequences elsewhere, so I hope the hon. Gentleman will forgive me for not giving the details of exactly which levers I intend to pull. However, I am actively gaining a clear and transparent understanding of how the funding works, who the winners and losers are under the formula that we have, and our priorities.

In my intervention on the hon. Member for West Worcestershire (Dame Harriett Baldwin), I referred to insurance premiums. If we sort the flooding out, insurance premiums will fall and there will be less cost. That must be a factor for constituents and their living costs. Is that something the Minister will look at, please?

It is a pleasure to speak in this debate, and I congratulate the hon. Member for St Austell and Newquay (Steve Double) on securing it.

I understand the title of the debate—it is very clear what it means—and I will pose some questions about how the south-west is treated in relation to this issue, and about the importance of under-10-metre boats. I absolutely appreciate the hon. Member’s desire to make his fleet the centre of debate, but under-10-metre boats need support right across the United Kingdom, not just in the south-west. In his introduction, the hon. Member referred to the 3,000-plus under-10-metre boats in the United Kingdom. I have some in my own constituency, and I will raise a couple of issues. Although the Minister is not directly responsible for fishing in Northern Ireland, he has some responsibility for the allocation of quotas, and I want to put that on the record.

Taking into account the fact that the visa process is costly for skilled workers who are not paid in the highest band, it is clear that we really need support in recruiting and training local crew. I am sure the hon. Member and many others present will agree that the same recruiting and training is important, no matter where we are in the UK. We need initiatives to bring new entrants into the industry, which is as applicable to my constituency in Northern Ireland as it is to the south-west. Fishing is not necessarily top of the careers choice agenda in urban schools, so how do we make it more attractive? The fact is that if we do not begin to attract younger people to fishing, we will not have a secure British fishing future, regardless of quotas.

I urge a note of caution on the under-10-metre quota allocation, to which the hon. Gentleman referred. I know it is important, but there may be a variety of opinions on that. I point out the obvious: any review of quota allocation mechanisms to ensure that under- 10-metre boats get a bigger slice of the cake may be at the expense of existing quota holders. If a UK-wide approach is taken, that could be difficult for the fleet in Northern Ireland, which already struggles to make ends meet.

I did my advice centre in Portavogie last Saturday. Most of the issues from the people who came to see me were about fishing. If at the end of the quarter of the year there is some quota that has not been used, rather than lose that quota it would be appropriate to disperse that among the under-10-metre boats. I must flag this to the Minister: there must be cognisance of the Northern Ireland fishing fleet and the Scots fleet when discussing the allocations. I know the Minister always tries to be helpful in his responses to any questions that I ask in the Chamber. Any sweeping generalised changes might not prove popular with some of my fishermen back home.

I wish to briefly raise the issue of zero-catch advice on pollack, and possibly the recent scallop closures, and encourage the Government to engage early with fishermen. The hon. Member for St Austell and Newquay had an Adjournment debate on this. He spoke extremely well, as he always does, and he got a fairly good response from the Minister. I think he was pleased and certainly I was encouraged by that, but when it comes to engaging early enough with fishermen, the mitigation strategies and alternative management measures might be developed in a more timely fashion to ensure that information and engagement drives our approach in these areas.

I support what the hon. Gentleman says. I will support others who speak as well because they all want the best for their fishermen, as do I. With that, I support what the hon. Gentleman said.
