Commons ChamberI am grateful to my hon. Friend the Member for Harwich and North Essex (Sir Bernard Jenkin) for securing the debate, and congratulate him on that and on his very well-researched and well-delivered speech. He made many points, but one theme that I spotted—and have spotted throughout the various briefings I have had during my two weeks in my current role—is that the west seems to operate in the relatively short term, while Russia, as has been demonstrated by its actions in Georgia and Crimea right up to now, operates in the long term. That is something that we really need to think about.
Like the right hon. Member for Tottenham (Mr Lammy), I feel that this is one of the best debates to which I have ever responded in this place. I thank all Members for their contributions, especially the Opposition spokespeople, both of whom made mostly elegant and excellent speeches. The hon. Member for Stirling (Alyn Smith) may not remember that we served at the same time in the European Parliament at the beginning of his and the end of my career there. It was good to hear him speak so widely about this subject. I will try to respond to as many of the points that have been raised as I can in the time available to me.
As this debate has highlighted, recent actions by the Russian state are of significant concern. Indeed, as the integrated review made clear—and while, as so many Members have said, we have no issue whatsoever with the Russian people—Russia itself currently poses the most acute and direct threat to the UK’s national security. As most Members probably know, we set up a cross-Government Russia unit in 2017, bringing together the UK’s diplomatic, intelligence and military capabilities to try to achieve the maximum effect, and we are working closely with our partners to address the threats from Russia and hold it to account. The UK has demonstrated international leadership on this, for instance through our G7 presidency. Following the appalling attack in Salisbury in 2018, we expelled 23 Russian intelligence officers, and the international community joined us in solidarity. That resulted in the collective expulsion of more than 150 Russian intelligence officers.
Obviously, the current relationship with Russia is not the one that we want, but unfortunately it cannot be normalised until Russia stops its many and various irresponsible and destabilising activities. We are seeing a very concerning pattern of Russian military build-up on Ukraine’s border and in illegally annexed Crimea. We have repeatedly made clear to Russia than any incursion into Ukraine would be a huge strategic mistake, and would carry severe costs. The Prime Minister delivered this message himself when he spoke to President Putin on 13 December, as did the Foreign Secretary when she met Foreign Minister Lavrov on 2 December. The Russian Government need to de-escalate their activities and engage in serious discussions.
As well as speaking directly to Russia, we are working with our allies and partners to address the challenges to our security. The Foreign Secretary led G7 Foreign Ministers and the High Representative to the EU in a joint statement on 12 December:
“We call on Russia to immediately de-escalate, pursue diplomatic channels, and abide by its international commitments on transparency of military activities.”
Four days later we joined our NATO allies in a joint statement from the North Atlantic Council emphasising that we are
“ready for meaningful dialogue with Russia”.
We are firm in our position that NATO will remain the foundation of collective security in the Euro-Atlantic area, and we will continue to make our position clear at every opportunity in the coming days and weeks.
I assure the House that we remain unwavering in our support for Ukraine’s territorial integrity. Both the Prime Minister and the Foreign Secretary are in close contact with their Ukrainian counterparts. Most recently, the Prime Minister spoke to President Zelensky on 17 December to reiterate the UK’s support, and the Foreign Secretary spoke to Foreign Minister Kuleba on 4 January.
The Foreign Secretary further demonstrated our support by hosting the first ever UK-Ukraine strategic dialogue on 8 December, and we announced a huge range of commitments, including UK support in the face of Russian aggression and steps to build stronger trade links. This includes increasing the amount of support available through UK Export Finance for projects in Ukraine to £3.5 billion. These announcements complement our existing security, economic and political support to Ukraine, which includes: defensive military training for 20,000 members of Ukraine’s armed forces through Operation Orbital; a package of £1.7 billion to enhance Ukrainian naval capabilities; and vital support in fighting corruption and strengthening the judiciary.
I am delighted to congratulate my hon. Friend on his new role, and I am delighted that we are doing all that, but it is a bit late. The time to make a difference when training and supplying an army is one, two or three years before the army needs to use it. If the Russians are intent on invading sooner rather than later, does he agree that it is all far too late in the day?
I hope it is not. I have been in post for only two weeks, so I am doing as much as I can as quickly as I can.
Sadly, we know all too well that Russia has a record of flagrantly violating international law. We are at the forefront of efforts to end Russia’s illegitimate control of the Crimean peninsula, and Crimea is, of course, Ukraine. We used our G7 presidency last year to maintain a high level of international engagement on that, and the UK also supports the international Crimea Platform in its work to hold Russia to account.
Meanwhile, as my right hon. Friend the Member for Beckenham (Bob Stewart) mentioned, Russian interference in the western Balkans threatens to undermine the region’s hard-won security. We take this extremely seriously and will continue to work with our partners to strengthen stability, democracy and the rule of law. To demonstrate this commitment, the Foreign Secretary brought together the Foreign Ministers of the six western Balkan countries on 13 December. Our new special envoy to the western Balkans, Sir Stuart Peach, visited Bosnia and Herzegovina on 16 December and will be back in the region soon.
I welcome my hon. Friend to his post. Given the challenges and threats to our national and international security, does he agree it is now time to increase defence spending to 3% of GDP?
I will arrange a meeting for my right hon. Friend with the Chancellor so he can press that point.
I am also grateful to my predecessor, my hon. Friend the Member for Aldridge-Brownhills (Wendy Morton), who visited the region and built strong relationships. She was instrumental in demonstrating our commitment in this area.
I am wary of the time, so I will move on to a major concern that most Members articulated. The Government, like most hon. Members, are deeply concerned about the forced closure of human rights groups such as Memorial, which was closed down in the past few days. The work of this particular internationally respected group of historians and human rights experts is vital to defending human rights and preserving the memories of victims of political repression in Russia. The group has worked tirelessly for decades to ensure that the abuses of the Soviet era are never forgotten, and its closure is yet another chilling blow to freedom of expression in Russia. That demonstrates what my right hon. Friend the Member for Maldon (Mr Whittingdale) said about the gradual and ruthless suppression of dissent, human rights and media freedoms in the country.
The UK has been at the forefront of calling out Russia’s malicious cyber activity, in solidarity with our international partners. In 2020, in tandem with the European Union, we announced sanctions against the Russian intelligence services for cyber-attacks against the UK and our allies. Last month, we set out our new national cyber strategy, backed by £2.6 billion of funding, to help to protect the United Kingdom and our international partners. We are developing an autonomous UK cyber sanctions regime. Our sanctions are carefully targeted to respond to hostile acts, and to defend freedom and democracy. That includes sanctions on 180 individuals and 48 entities for the destabilisation of Crimea, Sevastopol and eastern Ukraine. We also announced asset freezes and travel bans against 13 individuals and an entity involved in the attempted murder of Alexei Navalny, the Russian Opposition politician.
We have taken multiple other actions to address the Russian threat in recent years. As we set out in our response to the Intelligence and Security Committee’s Russia report in July 2020, this includes new legislation to stop individuals at the UK border to determine whether they are, or have been, involved in hostile state activity. We have provided the security services and law enforcement with additional tools to tackle evolving state threats.
We take the threat from Russia extremely seriously. We are working closely with our allies and partners to set a strong, united, consistent signal that Russian aggression will have severe consequences. We will continue to engage with the Russian Government on matters of international peace and security, to address global challenges facing the world, including climate change and the coronavirus pandemic. We will also use these channels to raise any wider issues of concern to us.
Forgive me, but I must allow my hon. Friend the Member for Harwich and North Essex some time to conclude.
For us to work together, Russia must de-escalate its activities and engage seriously with the international community. Ultimately, we are all better in co-operation than in opposition, but I must underline what the Foreign Secretary said to this House earlier today. Our commitment to Ukraine is unwavering. Any Russian military incursion into Ukraine would be a massive strategic mistake and come at a severe cost, including co-ordinated sanctions.

Through our restoring your railway programme—a £500 million fund—we remain committed to reopening lines and stations, reconnecting communities across the country.
Mr Speaker, a merry Christmas from me, too, to everybody.
Devizes is of course the jewel of Wiltshire. It used to have, according to medieval chroniclers, the finest castle in Christendom, until Cromwell pulled it down. It also used to have a very fine train station. Beeching closed it. The Victorians rebuilt our castle. I hope the Government are going to rebuild our station. Can the Minister tell us when he is likely to announce the successful award of restoring your railway funding to Devizes?
Can I thank my hon. Friend for his question and congratulate him on obviously being a huge champion for his constituency? His knowledge of the history of the railways in his locality and beyond is second to none. As he will know, we have now received the business case for that particular scheme, and we will be considering the next steps for a tranche of projects, including Devizes gateway, in the new year.

Along with my hon. Friend the Member for Rotherham (Sarah Champion) and the hon. Member for North East Derbyshire (Lee Rowley), I am supporting the opening of the Barrow Hill line, which goes from Sheffield to Chesterfield through my constituency, hopefully with new stations at Beighton and Waverley. The real advantage will be if we can get people out of their cars on to the new line so that we avoid the congestion in Crystal Peaks and Handsworth in my constituency, and on the Sheffield Parkway. We have more chance of doing that if, rather than a heavy rail service going into Victoria that puts people in the middle of nowhere, we get a tram-train on the line going into the centre of Sheffield, which would have a much better chance of encouraging people out of their cars. Will the Minister seriously look at that option?
I thank the hon. Gentleman for his question. I actually know the project very well—I have participated in a deep dive on it—and I think he is completely right. There are now many more light rail and very light rail products out there, which would be very suitable for this scheme. The whole point of the restoring your railway scheme is to help people find the right product to deliver the right scheme for them in their locality. If he would like a meeting on this, I would happily meet him.
As well as wishing you a merry Christmas, Mr Speaker, I thank you and all the staff in this place for everything you do for us. May I extend that to the ministerial team and say thanks for all the evidence they have given to the Transport Committee?
With regard to restoring our railways post the pandemic, it is essential that we give passengers the confidence to get back on board. I welcome the proposals announced this morning to allow compensation to be easily applied for. Will the Minister consider looking at automated and automatic compensation to allow the money to come straight back into bank accounts even if passengers do not even know they were late?
I thank the Chair of the Transport Committee and wish him a merry Christmas too. I know for a fact that he is very interested in this subject, because he introduced a ten-minute rule Bill on this very point a while back. He has been ahead of the curve, and certainly ahead of the industry, on this issue for quite some time. Great British Railways will almost certainly be doing this sort of thing. We are trying to make sure that we go faster, so what he will have seen in the story today is our direction of travel. We want people to have every confidence when they return to our railway that, should they be significantly delayed, it is a very simple process to claim their refund.
The Department for Transport has had several meetings with Midland Metro Ltd to discuss the suspension of tram services and the impact that has had in the west midlands.
When a similar problem occurred in Sydney with the same type of trams, built by the same company, CAF, the trams were off the tracks for 18 months. With the Commonwealth games due to begin on 28 July next year—I am sure we all hope they will be a huge success—the west midlands obviously needs a full and efficient public transport service. Will the Minister keep tabs on this issue and offer whatever assistance he can to ensure that the problem does not adversely affect the games?
We have been monitoring the situation since Midland Metro Ltd first informed us of the problem back in June. MML then informed the Office of Rail and Road of the failure and the intended repair method. At that point, the cracks, and the risk they posed to long-term service disruption, were highlighted as minor, but as things have gone on, the situation has obviously become more serious. MML is reviewing the condition of its trams and reopened a reduced service yesterday. I guarantee the hon. Gentleman that we will continue to engage with MML and ensure that people can get to the Commonwealth games and celebrate the fun that everyone can have.
Of course I can give my hon. Friend that assurance, and I thank her for raising the topic.
Following the Chancellor’s U-turn on sector-specific support, the sector hardest hit by covid is aviation, with the UK sector’s uneven recovery being the slowest in Europe. Understandably, omicron may now wipe out Christmas travel, so does the Secretary of State agree that the sector needs support now, whether it through furlough, grants, or route development funds? We need to see that the Government understand the urgency of the situation, including by their extending the terms of the coronavirus large business interruption loan scheme so that it covers aviation and travel businesses.
I wish my hon. Friend a happy birthday, and look forward to sharing his birthday cake later and discussing these matters. He is a persistent campaigner for better rail services for his constituents. The constructive manner in which he goes about his business on behalf of his constituency will pay dividends for him. Future services will depend on demand, but of course I will continue to work with him on how we can get the best out of our rail plans, including the £96 billion integrated rail plan, for Burnley.
Will the Secretary of State assure the House that when he meets and gets into discussions with Transport for London, hopefully today or tomorrow, he will take into consideration the effects of rising fares, reduced services and possible closure of lines on the environment, job opportunities and air quality for the people of London? Will he also consider the effects on the mobility of young and older people who have campaigned for years for the ability to travel around their city, which has a higher use of public transport than many other places around the world because of progressive transport policies?
York has not had a local plan for 67 years and has not had an upgrade of its local transport plan for over 10 years. I hear that the Liberal Democrat-Green council is now kicking proposals into the long grass. York Civic Trust is now grasping the nettle, but wants to know when the new instructions on local plans will be coming out, and what focus there will be on decarbonisation.
The hon. Lady will have to forgive me, because I do not know the answer to that question, but I will happily write to her with it.
Like everyone else, Mr Speaker, I wish you and your team a merry Christmas.
Do Ministers agree with me that the proposed Beeching reversals could be transformational for some of our communities? Ferryhill station is an obvious example. The Stillington line could connect communities on Teesside with jobs and days out on the coast, but also with the newly introduced Middlesbrough to London service. That could not only stimulate economic growth but, more important, give hope to our young people. When will it be given final approval?
In the traditional way, I could “refer my hon. Friend to the answer I gave some moments ago”—to my hon. Friend the Member for Devizes (Danny Kruger)—but we are assessing all the schemes in the new year, and there will be answers then.

The integrated rail plan was fantastic news for the people of Ashfield. Not only did it scrap the eastern leg of HS2—which created havoc and devastation in my constituency—but it allows for the investment of £12.8 billion in the east midlands. However, my priority now is the Maid Marian line, which will bring rail services to Selston for the first time in 60 years. Will the Minister meet me to see what a good case I can put for the return of that service?
The Christmas and new year periods typically see significant work on our rail network. Will my hon. Friend tell us what is happening this year, perhaps with particular reference to the east coast main line?
I am grateful to my hon. Friend, a former Rail Minister, for his question. It gives me an opportunity to thank all the rail workers who will be out over the Christmas period delivering £131 million-worth of value with more than 370 projects, including—because we need to get ready for the trans-Pennine upgrade—nine days of major work in Leeds and a number of days’ work at Manchester Victoria, as well as renewal work at Skelton, near my hon. Friend’s constituency. So a huge amount is being done.

It is a pleasure to serve under your chairmanship, Sir Gary. I am not sure I have served under your chairmanship before. You might recall that I am a football referee in my spare time, and it feels as though we have had a bit of a derby between Stockton and Darlington this afternoon. Before I respond to the various points made by hon. Members, I want to thank my hon. Friend the Member for Darlington (Peter Gibson) for securing this debate and putting across his points so forcefully and politely, and also for allowing his colleagues from across the Chamber to contribute. He is a very good parliamentarian and conducted this debate excellently.
Only a couple of weeks ago I was in this Chamber debating the merits of York as a potential headquarters. It is genuinely heartening to see right hon. and hon. Members doing outstanding work up and down the country, preparing bids for their cities and celebrating the rich railway heritage of this country, no matter where it may be. It is equally heartening to see all the Tees valley MPs working together—and a bit apart, but mainly together—to put forward the case for the Tees valley, and I thank the hon. Member for Stockton North (Alex Cunningham) for his contributions. He has announced that he might be leaving this place at the next election, which would be a tremendous loss, but the way he has conducted himself in this debate shows that he is doing the best for Tees valley, and should be commended for it.
We are all aware of the important role that Darlington and County Durham played in the formation of the railways, with that county deserving the name of “the cradle of the railways”. It was the home of the world’s first public railway to run steam locomotives, as we have heard: the famous Stockton and Darlington Railway—I am quite sure that is the right way around, but I am very careful about what I am saying now—which opened in 1825. As my hon. Friend the Member for Darlington said, when designing the route for that railway George Stephenson at one point suggested that it bypass Darlington altogether. That was when Edward Pease, a local Darlington manufacturer and main promoter of the railway, replied,
“George, thou must think of Darlington; remember it was Darlington that sent for thee”,
securing its position in the rich railway heritage of this country.
Today, Darlington houses the Head of Steam railway museum in the historic North Road station building, which opened in 1842. That museum is home to several locomotives, including the replica of Locomotion No. 1, which appropriately was the train that connected the two great towns that have been the subject of a minor debate here today. I am sure it went from both Stockton to Darlington and Darlington to Stockton with equal gusto.
A place as steeped in the history of this country’s railways and, indeed, the world’s railways as Darlington and County Durham will always have an important role to play. As evidenced by my mailbox, there are a few other places across the country that have played an important part in our proud railway heritage, and which right hon. and hon. Members are proud to represent. I look forward to the next debate in this Chamber in which I get to learn about the railway history of another place, but it has been a delight to hear celebrated all that is good about Darlington’s rail past, rail present and, as my hon. Friend said, rail future.
I do not want to bore Members with a repeat of the speech I gave in the York debate—although I am very good at doing choruses and am available for karaoke at Christmas parties if they are allowed. However, I think it is important that we remind ourselves of the Government’s aim, which is a world-class railway that works seamlessly as part of a wider transport network, delivering opportunities across the nations and regions of Great Britain. In the Williams-Shapps plan for rail, published in May this year, we set out the path towards a truly passenger-focused railway underpinned by new contracts that prioritise punctual and reliable services, the rapid delivery of a ticketing revolution with new flexible and convenient tickets, and long-term proposals to build a modern, greener, and accessible network.
There is a bypass around Darlington at the moment, all the way to Stockton, which the Minister may like to bear in mind. He might have enjoyed the small spat between the Tees valley MPs as we bid for the headquarters, but I wanted to tease him a little and ask him how he is going to ensure that Great British Railways is in fact British, particularly given that much of our railway sector is run by foreign companies, the latest example being that Chiltern Railways is now run by a company owned by German state railways.
I say to the hon. Gentleman that those private operators are great innovators in our rail market. Rail privatisation has doubled the number of passengers being carried on our railways over the course of the past decade or so. That is something to be celebrated, because it took place at a time when the view that we need to decarbonise our transport network—which all parties now share—was not quite so widely held. Innovation that has been brought in by private operators should be celebrated, no matter where in the world they come from.
Just to pick up on a point made by the hon. Member for Stockton North (Alex Cunningham), the bypass at Darlington needs a bit on the top as well. Perhaps we could make that point to the Roads Minister. In terms of rail, where better to put the home of Great British Railways—[Interruption.] I shall ignore the barracking from Members in a sedentary position. Where better to put it than right next to Hitachi, one of the foremost railway manufacturing companies in the UK and which is based just along the road in Newton Aycliffe?
I thank my hon. Friend for that point. Hitachi is a Japanese company, but the intellectual property, huge number of jobs and innovation that it brings to our rail market are fantastic. Those are British jobs, in Britain, and we should welcome that. We should not be afraid of what international investment can bring to our rail market, or indeed any other market, and to the supply chain, as my hon. Friend quite rightly says.
Central to the Williams-Shapps plan for rail is the establishment of a new rail body, Great British Railways, which will provide a single, familiar brand and strong, unified leadership across the rail sector—something for which the rail sector has been calling for a decent time now. GBR will be responsible for delivering better value, flexible fares and the punctual and reliable services that passengers deserve, but it will also bring the ownership of the infrastructure, fares, timetables and planning of the network all under one roof. It will bring today’s very fragmented railways under a single point of operational accountability, ensuring that the focus is on delivering for passengers and freight customers.
GBR will be a new organisation with a commercial mindset and strong customer focus, and it will have a different culture from the current infrastructure owner, Network Rail, and very different incentives from the beginning. This new body obviously needs a new headquarters. GBR will have responsibility for the whole rail system, and needs a national headquarters as well as regional divisions. I am very happy to confirm that the national headquarters will be based outside of London, bringing the railway closer to the people and places that it serves and ensuring that skilled jobs and economic benefits are focused beyond the capital, in line with the Government’s commitment to levelling up.
My hon. Friend the Minister has confirmed that he is aware of Stockton’s amazing historic links to the railway—it is the home of the railway—and of the incredible and improving transport links from Stockton. However, is he aware of the incredible, committed, hard-working, high-skilled, dedicated, dynamic workforce that the Department for Transport could be lucky enough to employ should it bring Great British Railways to Stockton?
The honest answer to that is yes. The competition to find the national headquarters will recognise that. Indeed, it will recognise the towns and cities with rich railways histories that are strongly linked to the network, ensuring that the headquarters will take pride of place at the heart of a new era for British railways.
Sir Gary, thank you very much for the reminder about time. I shall wind up by saying that the reforms proposed under the Williams-Shapps plan for rail will transform our railways for the better, strengthening and securing them for the next generation. The reforms will make the sector more accountable to taxpayers and to Government, and will provide a bold new offer to passengers: punctual and reliable services, simpler tickets and a modern, green and innovative railway that meets the needs of our nation. Although transformation on this scale cannot happen overnight, the Government and the sector are committed to ensuring that benefits for passengers and customers are brought forward as quickly as possible. We have done this with flexible season tickets, and the transition from emergency recovery measures agreements to the new national rail contracts is under way, with the first tranche delivered in July 2020. GBR will be in a place to continue to move fast in delivering reform.
The Government and the GBR transition team welcome everybody’s interest in the competition and their advocacy for their respective cities and towns, and we invite participation in the forthcoming competition, which I have yet even to announce but which has engendered great initiatives of debate in this place. I look forward to seeing the visions put forward by Stockton and especially Darlington, which I am sure will be heard by those who will make a judgment on this competition.

It is a pleasure to serve under your chairmanship, Mr Efford, especially in a debate on a subject that I know you will follow with great interest in the future.
I have learned a great deal today. Before I respond to the various points that my hon. Friend the Member for York Outer (Julian Sturdy) made, I thought that I should respond to a couple of other points. I have had a history lesson. I did not know that the Treasury was moved to York by Edward I. Obviously, this Government have moved part of the Treasury to Darlington, so it must have been a good idea then that we are repeating now.
I have also heard a great deal about the merits of Derby from my hon. Friend the Member for Mid Derbyshire (Mrs Latham). She says that it is in the centre of the country, but if you were to take England and put a pin in the middle, you would find that the best place to put Great British Railways would be the village of Hellidon in my constituency. I am not convinced that there will be a great campaign for such a development, but I thank my hon. Friends for their contributions so far. I know my hon. Friend the Member for York Outer is a tireless advocate for his city. He is to be commended for promoting an understanding of what a wonderful place it is.
I completely understand that York is a city famed for its rich railway heritage. The first direct train ran between York and London in 1840. By the 1850s, there were 13 trains a day between the two cities, carrying 341,000 passengers a year. As the centre of the railway network along the east coast, York played a major role in the management and development of Britain’s railway network. For more than 120 years, York was the base for the construction and servicing of steam locomotives and rolling stock.
Fast forward to today and some of the remaining buildings used during the construction and servicing of the locomotives and rolling stock have become part of the wonderful National Railway Museum, which was mentioned by my hon. Friend the Member for York Outer and my right hon. Friend the Member for East Yorkshire (Sir Greg Knight).
Today, York is home to Network Rail, LNER, Northern, Grand Central, the Siemens train servicing and cleaning depot, and many varied rail consultancy businesses, contractors and specialists, from signalling and electrification experts, to civil engineers and railway operatives, as the hon. Member for York Central (Rachael Maskell) has told me a number of times and I am sure, based on this debate, will continue to do so for quite some time to come.
Since 1877, York railway station has helped to transform the city, connecting York to the rest of the United Kingdom and the wider world. At one time, the biggest railway station in the world, it remains today an important transport hub for the north and the United Kingdom as a whole. During the autumn of 2019, there were approximately 20,000 daily passengers on London to York services, and there were more than 10 million passenger journeys from York station over the course of that year. From the very earliest days of the railways, through to the modern day, York has played an important part in the history and future of the railway in this country, and it will continue to do so. I thank my hon. Friends the Members for Harrogate and Knaresborough (Andrew Jones) and for Thirsk and Malton (Kevin Hollinrake) for their contributions today to emphasise the importance of this great city.
Of course, there are other towns and cities across the country that have played an important part in our proud railway heritage and that right hon. and hon. Members are proud to represent. It is good to see one of them, my hon. Friend the Member for Mid Derbyshire, here today.
The Government’s aim is to have a world-class railway, working seamlessly as part of the wider transport network and delivering opportunities across the nations and regions of Great Britain. The Williams-Shapps plan for rail, published in May this year, sets out the path to a truly passenger focused railway, underpinned by new contracts that prioritise punctual and reliable services; the rapid delivery of a ticketing revolution, with new flexible and convenient tickets; and long-term proposals to build a modern, greener, more accessible network that delivers the Government’s priorities to level up and decarbonise our transport system.
Central to the Williams-Shapps plan for rail is the establishment of a new rail body, Great British Railways, which will provide a single familiar brand and strong unified leadership across the rail network, as was described by my hon. Friend the Member for York Outer. It will be responsible for delivering better value and flexible fares and the punctual and reliable services that passengers deserve, and it will bring the ownership of the infrastructure, fares, timetables and the planning of the network under one roof. It will bring today’s fragmented railways under a single point of operational accountability and ensure that its focus is to deliver for passengers and freight customers.
Great British Railways will be a new organisation with a commercial mindset and a strong customer focus, and it will have to have a different culture from the current infrastructure owner Network Rail and use very different incentives from the beginning. As we have heard, it will also have to have a new headquarters. Indeed, Great British Railways will have responsibility for the whole railway system, with a national headquarters as well as regional divisions. I can tell my hon. Friend the Member for York Outer that the national headquarters will be based outside London, bringing the railway closer to the people and places it serves, and ensuring that the skilled jobs and economic benefits are focused way beyond this great capital city, in line with the Government’s commitment to levelling up.
The competition to find the national headquarters will recognise towns and cities with a rich railway history and that are strongly linked to the network, ensuring that the headquarters will take pride of place at the heart of a new era for British railways. The Great British Railways transition team is in the process of designing the selection process for the national headquarters, and the Secretary of State is setting up a panel of experts to assess the various locations. We are, therefore, right at the beginning of the process and I hope that Westminster Hall will continue to see celebrations of great cities and towns and their railway heritage as the bids develop.
The Minister clearly understands and appreciates the value of York and all that it will bring. Does he agree that the partners, including the business community, City of York Council and North Yorkshire County Council, will have an important role to play in signing off the bid?
It is vital that there is buy-in from all local stakeholders for such a big new headquarters. When I met the hon. Lady and City of York Council, railway skills were mentioned in passing. I completely understand and agree with her point.
I very much appreciate the Minister’s comments. Does he know how many people will be located at the Great British Railways headquarters?
I am afraid that I do not because it is an organisation that is yet to be set up. The legislation has not even gone through the House yet, so I am afraid that I cannot answer that question at this time. However, given that it will be a coming together of so many different parts of the railway, I would expect it to be a large number of people and for it to involve new jobs as well as existing ones being relocated. It will be a very important heart of our railways for the future.
The Minister has talked about the decision-making process, which is helpful. Could he talk a little more about the criteria for the location decision at this stage?
As I have said, we are at the very early stages. I can probably say that it will be outside London, but that is about as good as it gets at this point in time, I am afraid. However, the Secretary of State will detail the criteria in the not too distant future. We hope to set that out before the new year, if not first thing in the new year. Clearly, a number of strong candidates will come forward once the competition is launched, and I truly hope that this will be a moment when, through these bids, we can celebrate the rich railway heritage of our country, its towns and cities, and its rich railway future.
I feel that I should come to an end at some point quite soon—at least in the next 90 seconds—so I will finish by saying that I look forward to building this new vision for British railways and to collaborating with the sector and communities at the launch of the Great British Railways headquarters. That launch will be one of the many steps we are taking to achieve the transition from the existing mindset of the railways, which perhaps does not put passengers and freight customers first, to the new mindset that we want to instil. I know from my mailbox and from conversations in the House that a large number of towns and cities are eyeing up a bid to have the Great British Railways HQ in their area.
I very much welcome the interest expressed by my hon. Friend the Member for York Outer and his advocacy on behalf of his city. I thank him for his speech and his pitch, as it were. It is the first formal one I have received, and I know that it will have been listened to by all the partners involved. I will certainly make sure that it is made available to the panel when it is set up to assess the criteria.

Commons ChamberIt is slightly ironic, is it not, that the question is about cycling and walking, and how we can decarbonise transport. While I am sure that those people outside have decent intentions, the way in which they are going about their business is completely unacceptable.
We need to continue our business here, so I can happily update the House with the information that my Department is investing an unprecedented £2 billion in active travel over the course of this Parliament, which is the biggest ever boost for walking and cycling.
My hon. Friend the Member for Broxtowe (Darren Henry) would have asked a supplementary question, and I know that he wanted to talk about areas in his constituency, because that is all he ever does. [Laughter.] He wanted to talk about Mini-Hollands and how they can change people’s behaviour when it comes to cycling, and to mention the town of Stapleford. The Department’s publication “Gear Change”, which could be described as a manifesto for cycling, refers to Mini-Hollands. Expressions of interest have been received from more than 30 local authorities wishing to build them—including Nottinghamshire County Council—so they are clearly remarkably popular. We are working on a list in order to progress to the next stage, and will receive a feasibility study in the next financial year.

Scotland’s active travel budget will soon amount to 10% of the transport budget, which means that at least £320 million a year—nearly £60 per person in Scotland—will be spent on walking and wheeling. The Department for Transport plans to spend less than £7 per head. When my hon. Friend the Member for Paisley and Renfrewshire North (Gavin Newlands) put that to the Secretary of State, he was disbelieving. Now that he has seen the proof, why is the Department short-changing active travel in England?
I am sure that the hon. Gentleman is very pleased about the amount of money that the Scottish Government are receiving for cycling and walking in a devolved settlement via the Barnett formula, but the figures that he has given are not correct. Spending on cycling and walking in England has doubled from a paltry £3.50 per head in 2010 to about £10 per head now, and obviously, given the massive increase in spending on cycling and walking—the largest that we have ever had in this Parliament, as a result of the Prime Minister’s “Gear Change” plans—that will continue to increase.
Does the Minister, who is also the Rail Minister, agree that a key element of any cycling and walking plan should be better parking provision for cycles at railway stations?
I thank my right hon. Friend—a former Transport Minister—for his question. That is absolutely the case. One of the best gala dinners I have ever attended was the “cycle to rail” gala dinner, where awards were given for the best schemes of that kind. We are investing a huge amount of money in new, secure cycle parking around the country, and I went to see some of it not so long ago in the great city of Hull.
We are reforming rail guided by the “Great British Railways: Williams-Shapps plan for rail” White Paper. This will improve services for passengers and drive taxpayer value for money at the same time.
After many years of waiting, we have seen the electrification of the Manchester to Liverpool and Manchester to Preston railway lines. We are now looking forward to the electrification of the line between Bolton and Wigan. Can my hon. Friend confirm that this is going to go full steam ahead?
Stepping back in time at the Dispatch Box, Mr Speaker. Steam is not necessarily an option for that particular line, but I am pleased to confirm that on 1 September this year, £78 million to electrify the route between Wigan North Western and Bolton was announced. It will enable greener electric trains—rather than Thomas the Tank Engine—to run along that route, with more seats to serve passengers across Greater Manchester. The scheme is on track and targeted for completion by 2024.
In Bath, we are still waiting for the full electrification of our lines, so perhaps the Minister will take that on board too. The direct line from Oldfield Park station in Bath to London Waterloo will be cancelled in December. Will the Minister reconsider these service cuts, which will make travel into south London nearly three times more expensive for my constituents and force them to use the underground while covid cases are rising?
On the hon. Lady’s last point, using the underground—and other trains—is one of the safest methods of transport in the covid pandemic. I believe that the air on the underground is exchanged every three minutes, and on trains every six minutes. They are perfectly safe. She referred to the consultation that has just finished on South Western Railway services, and she is quite correct: passenger numbers on that service are remarkably low. I will happily meet her to go through that, and we can talk about how we can improve those services.
There are a whole host of massive improvements going on across our railways. I will happily meet the hon. Gentleman to talk about individual diesel multiple units around the Stockton area and how they can be improved. The massive increase in new rolling stock on our railways is extraordinarily good for all passengers up and down the country, and helps with our decarbonisation targets.
I would be delighted to visit. I am sure that the Secretary of State would as well; he definitely does not need a harness to visit places. We are well aware of the opportunities that exist in this area and the importance of the National Memorial Arboretum to so many people. I look forward to continuing conversations with my hon. Friend in due course.
My inbox—and, I am sure, those of many other Members—is mounting up with complaints from constituents who have been waiting months for responses from the Driver and Vehicle Licensing Agency about drivers’ applications. Many of them are professional drivers, of whom there is a shortage at the moment. One of my constituents who was renewing his licence has not had a reply in time and now cannot work. Will the Secretary of State assure us that something is being done to catch up with the backlog?
I will try to amend my answer from earlier. I am very pleased to see my hon. Friend in his place, as he should be, representing his constituents despite the Tarquins in the world outside. I can honestly say to him that “Gear Change” is an extremely important document that has a whole host of pledges that we would like to happen, Mini Hollands being one of them. Where they have been introduced before—Waltham Forest in London is a good example—we are getting towards nearly 50% of all journeys taken within the area being by active travel. That is a massive change in how people go about their business, and indeed massive acceptance by communities that might have been sceptical about them beforehand. They are really valuable schemes.
The Secretary of State and the Chancellor press-released that the Budget would invest in northern transport, but once again the north-east was entirely overlooked. It costs more for a Geordie to go four stops up the West Road on a bus than it does for a Londoner to traverse the whole of London city, so when will the Secretary of State level down bus prices?
Since City of York Council barred blue badge holders from accessing our city centre, it seems also that the Government are delaying implementing fully accessible transport. We heard earlier about the five-year delay on audio-visual for buses, but also, in commissioning active travel schemes, the Government are not making them accessible either. Will the Minister talk to the companies that are putting in place e-travel active travel schemes to ensure that they have an accessible form of vehicles as well so that we can increase motability for disabled people?
I thank the hon. Lady for her question. I think I completely understood it, but in case I have not, perhaps it is worth us meeting to clarify this. Yes, we are spending a huge amount on active travel. Another pledge in “Gear Change” is to have e-bikes going out across local communities, and they are being rolled out now, as they should be. This is determined by local authorities, and perhaps it is a question of localism, but let me meet her to work out what the problem is and rectify it, because we should be able to give it a good nudge from the centre.
The new agreement between the Department for Transport and Greater Anglia on running the railways in East Anglia has omitted the previous commitment in the franchise to reinstate through-services from Lowestoft to Liverpool Street. Greater Anglia has agreed that it will look at that over the next six months. Will my hon. Friend work with it and me to see whether it is possible to do that?

Commons ChamberLast evening, there was a terrible train accident near Salisbury. Earlier today, two people were still in hospital, one of whom is a member of the railway family. I thought it would be appropriate for the House to send our best wishes to those who are injured and affected by what happened. I am sure that plenty of lessons will be learnt, but we are at the very early stages of the investigation. I am sure I will get the opportunity to inform the House about that later, but it would have been remiss of me not to say something at this point.
I congratulate my hon. Friend the Member for North West Durham (Mr Holden) on securing the debate on an issue that I know is of great importance to him and his constituents. When I visited him a few months ago to see the line for myself, I could detect the huge community pride in the railway and what it could be, and just the sense of community itself. I know that his constituents would be proud of him for what he has managed to achieve so far. I also thank for their kind words my hon. Friends the Members for Darlington (Peter Gibson) and for Sedgefield (Paul Howell). I often jest with my hon. Friend the Member for Sedgefield about his wisdom—I call it age, but he calls it wisdom—but it is not a joke to say that he has done more for Sedgefield in less than two years than many previous incumbents of that seat did in a generation. He is to be commended for that. I also congratulate my hon. Friend the Member for Bishop Auckland (Dehenna Davison) who cannot be here tonight. I thank my hon. Friend the Member for West Bromwich East (Nicola Richards) for her interest in these matters and the shadow Minister, the hon. Member for Slough (Mr Dhesi), who is omnipresent in these debates when he does not have to be. That shows in a very good light the seriousness with which he takes these matters and I appreciate his scrutiny.
I was pleased that last week the Budget confirmed the importance of this amazing local commitment, which has secured initial funding from the restoring your railway fund to develop the proposal and see if it stacks up for potential future delivery. I have heard the phrase “shy bairns get nowt”—I spent some time in the European Parliament and my then flatmate was Lord Callanan of Low Fell, as he is now, who used the phrase quite a lot. He indoctrinated me into terms that, as a midlander or someone from further south than him, I might not have known. I know that a number of not-so-shy bairns have been doing a huge amount of work to try to get more than nowt out of the Government, and I think it is paying off for them. I look forward to working with all the hon. Members concerned, Durham County Council and the Auckland Project, which my hon. Friend the Member for North West Durham mentioned, as this proposal develops.
The Government are committed to levelling up the country, and reconnecting communities to the railway is central to that ambition. As part of our levelling up agenda, in January 2020, the Government pledged £500 million for the restoring your railway programme to deliver on our manifesto commitment to start reopening lines and stations. That investment is reconnecting communities across the country, regenerating local economies and improving access to jobs, homes and education—all things that my hon. Friend knows and campaigns on.
More than five decades ago, the Beeching report led to the closure of one third of our railway network, with 2,363 stations and 5,000 miles of track identified for closure. Many places lost their railway connection and really have not recovered since. It is sometimes easy to forget, however, that some communities, rather than being cut off as a result of the Beeching axe, were the victims of decisions taken even earlier. Those communities, which include those that are the subject of today’s debate, feel the difficulties of being cut off from the rail network just as keenly as those that lost their lines and stations in Dr Beeching’s infamous “reshaping” of Britain’s railways.
For the towns and villages left isolated, no matter when they were cut off, restoring a railway line or station has the potential to revitalise the community. It breathes new life into high streets, drives investment in businesses and housing, and opens up new opportunities for work and education. That is why we set up the restoring your railway fund, and that is why the Government are investing across the country right now to progress work on restoring those connections. The Dartmoor line will be the first to reopen, later this month.
Part of the restoring your railway programme is the ideas fund, which provides development funding for early-stage proposals to help communities to develop strategic outline business cases. In three rounds of bidding, the fund has received 199 applications, including a successful application in the most recent round for the Weardale railway. Every bid has been sponsored by at least one Member of Parliament, and often several. In fact, 320 Members of Parliament have supported one or more bids to the fund.
I pay tribute to all hon. and right hon. Members from across the House who have sponsored bids to restore rail lines and stations in their constituencies. They have given us an amazing choice. It is a rich mix of choices; a rich tagine, if you will—a proper dish from which I can sample and choose wisely how to spend taxpayers’ money in the best and most appropriate way. I really do appreciate the amount of work that goes into formulating a bid, and I am aware of just how much these proposals mean for local communities. Those Members who have taken the time to work with their local communities and put forward a proposal are great advocates for their constituencies, as demonstrated here this evening.
I was pleased that as part of the Budget last week, my right hon. Friend the Chancellor was able to announce 13 more schemes from the third round of the ideas fund that have been successful in their bids for funding. Of course, one of those schemes was the proposal to reopen the Weardale line to passenger services. That scheme and 12 others from the third round join the 25 projects already being supported to develop their own proposals in order to get a step closer to reopening lines and stations.
During the assessment process, I had the pleasure of reviewing all the proposals and of seeing what a difference reopening those stations and lines could make to those communities. Obviously, as we have heard from my hon. Friend the Member for North West Durham, the Weardale line is no different. Seeking to join the existing 18-mile heritage railway in the Weardale area of outstanding natural beauty, which closed to passenger services in 1953, to the Bishop line and create one continuous travel corridor connecting to the east coast main line, the proposal has the potential to transform the region. An individual in Eastgate would be able to get a direct train into Darlington, accessing all the opportunities available there, and go further to all the places up and down the east coast main line. It would allow isolated communities to access employment and educational opportunities and encourage inward investment and economic regeneration across the area.
I am well aware that, for the past nine years, the Auckland Project, a local regeneration charity, has sought to create opportunities and investment in Bishop Auckland and the surrounding area, and this project has the potential to bring tourists into the area to appreciate the many attractions on offer. If someone wants to know what a difference restoring a lost rail connection will make, and what it will look like, they really do not have to go much further than speaking to my hon. Friend the Member for North West Durham.
The restoring your railway programme is already connecting communities, and not all that far from Weardale, £34 million for detailed development and early construction activity has already been funded to rapidly progress plans to reopen the Northumberland line between Ashington and Blyth, which closed to passengers in 1964 as part of the Beeching cuts.
Slightly further afield—as I have mentioned—but displaying our commitment to level up communities across the country, the Dartmoor line, between Okehampton and Exeter in the south-west, will officially reopen for year-round services on 20 November this year, thanks to £40 million of investment. This will mark the first reopening under the restoring your railway manifesto commitment. We are getting our manifesto delivered. The route will connect Exeter St Davids, Crediton and Okehampton, providing a hub for visitors to explore Dartmoor and regional links for local commuters. It has been very well received by local people.
Based on what my hon. Friend said, I should take a moment to recognise this country’s heritage railways. The UK is a true pioneer in the history of railway development, nurturing and benefiting from the talents of Brunel and Stephenson, among others. Heritage railways are major contributors to the UK’s visitor economy, attracting about 13 million visitors pre-pandemic and bringing in an estimated £400 million to the economy annually.
There are over 150 operational heritage railways, running trains over 600 miles of track between 460 stations. They perform a variety of important functions across the country, from transportation to leisure and entertainment, tourism, education and community projects, and as symbols of our country’s rich industrial heritage. This Government, led by my colleagues in the Department for Digital, Culture, Media and Sport, are working to ensure the continued success and growth of this important component of the heritage sector.
I can assure the House that a tremendous amount of work is being done in this area—in restoring your railway—to reconnect smaller communities, larger communities, towns with cities and villages with towns, and to regenerate local economies and improve access to jobs, homes and education. I really look forward to seeing the proposal to reinstate passenger services on the Weardale railway develop through the ideas fund.
Finally, I thank all right hon. and hon. Members who took part in the first three rounds. I say to those who were not successful: please keep the faith, because this is a very popular policy, and I expect to see it rear its head again.

Commons ChamberI congratulate the hon. Member for Richmond Park (Sarah Olney) on securing this important Adjournment debate, and I thank her hon. Friend the hon. Member for Twickenham (Munira Wilson) for contributing. Lots of hon. and right hon. Members have made me aware of their interest in this subject, including my right hon. Friend the Member for Epsom and Ewell (Chris Grayling). I would not say he is constantly talking to me about it, but every time I see him he does mention this particular subject. I do know how important it is to Members affected by the consultation.
Thank you, Madam Deputy Speaker, for keeping us to time today, which is an excellent reminder that Parliament, much like the railway, functions at its best only when things run smoothly and efficiently. That is really the crux of the matter today—the need to make sure that our railways do actually run smoothly and efficiently, and put passengers first.
Let me put try to put this debate into some sort of context. In February 2020, before the pandemic, our railways had one of their busiest months on record, and the commuter services in the morning from the constituency of the hon. Member for Richmond Park were busier than ever, too. It was standing room only on nearly all—or, in fact, on all—early commuter, morning peak services into London, and indeed on the vast majority of morning peak services around the country.
However, there were issues, too. The lines into Waterloo, for example, were at capacity, and any delay in the morning would cascade through the services for the rest of the day, often creating delays on other services, as well as having staff and trains in the wrong place at the wrong time, or where they crossed lines and all things got excited. Huge amounts of delay minutes, which is how the industry measures these things, were created by those issues.
Indeed, in May 2018, the whole system nearly keeled over. Unachievable timetables bid for in very complicated franchise competitions combined with infrastructure not being delivered on time and industrial action created a toxic mix and delays up and down the country, where millions of journeys were disrupted. Action was called for in this Chamber very loudly, and indeed by consumers, punters, passengers up and down the land, and a comprehensive review was started, led by a gentleman called Keith Williams.
Going back to my story, the pandemic followed that very busy February on our railways. In April 2020 passenger numbers were down to 4% or 5% of what they had been a year earlier—almost Victorian levels of carriage. When Keith Williams’s work came to fruition in the “Great British Railways: Williams-Shapps plan for rail” White Paper this May, we not only had to take account of the issues that were there pre-pandemic but obviously had to have an eye on what had happened over the previous 15 months. I am very pleased to say that the White Paper received cross-party support, and I thank the hon. Lady and her party for being so positive about the need for reform.
Everyone in politics and across the rail industry realises that, with passenger numbers still stuttering, these reforms were required more than ever, and we needed to ensure that our national timetable is reliable and fit for the future. It had to be an integral part of those reforms to ensure that passengers get the reliable, clean trains they deserve—that is a key reform.
Ensuring we have a timetable that allows freight operators to take lorries off our roads, helping to decarbonise journeys and get goods to places in a much more environmentally friendly way, is also part of those reforms. That is why this debate is so timely and so important.
The challenge for the railways is not an easy one. The industry must rethink its offer to passengers and to freight while carefully balancing the need to preserve the excellent performance that the hon. Member for Twickenham talked about. It must deliver reliable passenger services and provide good value for money for the hard-working taxpayers who use it, and for those who do not. The industry needs to ensure that timetables are attractive, efficient, reliable and fit for purpose.
South Western Railway routes have historically seen very high patronage. I used to commute on those lines, and this House will be aware that SWR and Network Rail have historically responded to ever-growing customer demand by increasing the number of trains on the network, often at the expense of the performance and reliability of the services and the infrastructure on which they run. I am sure the hon. Member for Richmond Park would agree that it is no use having frequent services if they do not run reliably because the network is too busy, and it is no use advertising trains if they have to be cancelled to recover time in the timetable. It is infuriating when something is promised to passengers that cannot be delivered. I am keen to ensure that any future timetables do what they say they will do and can be completely relied upon.
As we all know, passengers are slowly returning to the railways, but behaviours have changed. The morning peak hours are back to being the busier trains of the day. I was shown data earlier this week demonstrating that only one train coming into Waterloo on a new normal midweek day was at or over capacity.
Will the Minister reflect on what I said about how we are not yet over the pandemic and how we cannot start measuring what post-pandemic behaviour will be like? As I said, we are starting to see another quite large increase in cases, which will have made people nervous about coming back to work and coming back into their offices. It is therefore too soon to start measuring how many people are on the trains and whether we can expect the number to be constant in the future.
I agree with the hon. Lady, but we need to have timetables on which to base things. We also need the flexibility to respond to demand.
As the hon. Lady describes, the pandemic has changed how people use our railways, and the railways need to respond. As I have said to industry audiences many times, the rail industry has never had to compete for its market, which has always come to it. Lots of commuters in her constituency and mine will have stories about having to stand for long distances on journeys because there was no alternative. Now, however, trains are having to compete to win their market back for the first time ever. We need to get it right, but it is a time of flex. We need the certainty of timetables so that people come back to rail as and when they feel comfortable, which I hope and expect they will in big numbers.
SWR and Network Rail have started to plan for a baseline timetable that can balance three important considerations: the performance of service, the attractiveness of offer, and the efficiency of cost. It is right and proper that they should have consulted stakeholders when embarking on such an ambitious endeavour.
On the question I asked in my speech, what cost savings are the proposed cuts expected to deliver?
I am not sure that I have the exact figure in pennies. If I have not, as I flick through my notes at the same time as reading my speech, I shall respond to the hon. Lady in writing.
Working in partnership with Network Rail, SWR is proposing changes that will deliver 89% of pre-covid levels of service and 93% of capacity. That is an uplift from today’s 85% of pre-covid service levels and 85% of capacity, against a backdrop of a forecast 76% of pre-covid passenger footfall returning by December 2022. To put that in a different context and perhaps give it some colour, there are currently 1,164 trains departing Waterloo on a normal weekday, but if the plans in the timetable consultations go through, that will rise to 1,338.
I am sympathetic to the concerns of both hon. Ladies about the level of service on public transport, especially from an environmental perspective. We had a conversation earlier about air pollution and the consequences of more car journeys. That is why having a high-performing railway is important, because only by ensuring that the rail offer is a quality one that is as reliable and attractive as possible will we get passengers back on to the railway, which we all know is one of the greenest ways to travel.
SWR tells me that the service levels set out in the consultation leave enough flexibility for it and Network Rail to introduce additional services in future as and when demand returns. I cannot stress enough that I am keen to see that that level of flexibility based on demand is ensured and can be articulated and demonstrated in some way to hon. Members so they can see what is going on with services.
I am sure that the hon. Member for Richmond Park will agree that reliability is the most important aspect of a good timetable, which is why I am keen for SWR to introduce the new class 701 Arterio train at the earliest opportunity. That new fleet of trains will offer even greater capacity than we have now and a promise of even better reliability, which will mean an even more robust train service.
Consultations are an exercise in gathering thoughts from stakeholders. They are only the beginning, not the end of the process. SWR and Network Rail will continue to work with stakeholders to make sure that their passenger offer is fit for purpose. If it is not, I will ask them to adjust it.
On the point about being flexible in response to demand, will the Minister commit to publishing passenger figures as the new timetable is implemented?
That is a sensible idea. It is not something we do regularly, so I will endeavour to make sure that we publish passenger figures as quickly as possible so that people can see the level of demand as it, hopefully, increases massively and services can therefore be brought back.
I will ensure that SWR and Network Rail continue to work with customers, communities and stakeholders. Where the business cases stacks up and there is a need for additional capacity, I will ensure not only that those arguments are carefully assessed but that the railway is flexible and responds to demand.

Written StatementsAs part of the Government’s EU transition programme, the Department for Transport, working with other Government Departments, has been negotiating bilateral arrangements with France to support the continuation of cross-border rail services, which provide significant economic and social benefit to the United Kingdom. The purpose of these draft regulations, which are being published today, is to provide for the continued recognition of EEA issued train driving licences (“European TDLs”) in the UK section of channel tunnel cross-border area, so that a bilateral agreement—currently agreed in principle at a technical level—for the mutual recognition of British and European TDLs will be able to be ratified once in place. Without making these regulations, and the proposed agreement they will implement, European TDLs would cease to be valid in the channel tunnel border area from 31 January.
These regulations will provide for the continued recognition of European TDLs only in the UK section of the channel tunnel fixed link up to Ashford International Station and Dollands Moor freight terminal in Kent. This will be reciprocated in France with respect to British train driving licences up to Fréthun freight and passenger terminals in Calais.
The draft regulations make the necessary amendments to domestic train driving licensing legislation to support the implementation of the proposed bilateral agreement. This will be achieved by amending the Train Driving Licences and Certificates Regulations 2010.
The agreement, and by extension these regulations, are fully compatible with our fundamental red lines in these negotiations, which are to support the continuation of cross-border services, which provide economic and social benefit to the UK, while conferring no role for the EU courts or the European Union Agency for Railways in UK territory and avoiding dynamic alignment with EU law.
The bilateral agreement has now been agreed in principle at a technical level and is expected to be ready for signature soon. Subject to approval by Parliament, the intention is that the regulations will be made and come into force after the bilateral agreement has been signed. In the unlikely event that France is not subsequently able to ratify the bilateral agreement, we will look to revoke the changes and recognition of European TDLs put in place by these regulations.
The regulations are being published in draft 28 days before they are due to be laid for affirmative debate. This is required under the paragraph 14 of Schedule 8 to the European Union (Withdrawal) Act 2018 because the Train Driving Licences and Certificates Regulations 2010 were made using powers under the European Communities Act 1972.

Commons ChamberI congratulate my hon. Friend the Member for Darlington (Peter Gibson) on his success in the private Members’ Bill ballot, on bringing the attention of the House to the important issue of unsuitable people obtaining licences to drive taxis and private hire vehicles, and on the excellent way in which he introduced the debate. Let me point out to some Members that my hon. Friend is in charge of this legislation. Private Members’ Bills are a wonderful thing that we have in this House; I was fortunate to get one through myself a number of years ago. It means that many of the questions raised are actually for my hon. Friend, but I will try to answer some of them.
There have been some excellent speeches in this debate, including 11 interventions, which shows just how important the subject is. There was a speech from the hon. Member for Cambridge (Daniel Zeichner), who is not only supportive, but who has driven this debate previously as best he can to try to get to a resolution. He also kindly mentioned the hard work of previous incumbents in the Department for Transport ministerial team, including my right hon. Friend the Member for South Holland and The Deepings (Sir John Hayes) and my hon. Friend the Member for Wealden (Ms Ghani).
We heard excellent speeches from my hon. Friends the Members for Workington (Mark Jenkinson), for West Bromwich West (Shaun Bailey), for Keighley (Robbie Moore), for Guildford (Angela Richardson), for Vale of Clwyd (Dr Davies), for Clwyd South (Simon Baynes), for Great Grimsby (Lia Nici), for Heywood and Middleton (Chris Clarkson) and for Montgomeryshire (Craig Williams), who mentioned Elwyn the Taxi.
We also heard from my hon. Friend the Member for Barrow and Furness (Simon Fell)— I am always happy to meet him, but he might want to go first through my hon. Friend the Member for Darlington; perhaps if that was done over a beverage in Strangers, I could join them—as well as my hon. Friend the Member for Hastings and Rye (Sally-Ann Hart), and indeed the hon. Member for Ilford South (Sam Tarry), who made some important and valid points, which I am sure we will take on board in due time. I wanted to say one thing to him, though: he called for “proper legislation”, but as someone who got a private Member’s Bill on to the statute book—a journey that I hope this Bill will make—I know that private Members’ Bills are important and proper legislation.
The Government attach the utmost priority to passenger safety in taxis and PHVs, so we are happy to support the Bill. The licensing process gives the travelling public confidence that the vehicles in which they travel are safe and that drivers have had proper background checks. We have had a really positive debate on that basis.
As we have heard, taxis and PHVs provide valuable services, particularly to vulnerable and disabled people and those without personal transport, and do so at times when there are fewer alternative public transport options. The vast majority of taxi and PHV licensed drivers are entirely trustworthy, of good character and a credit to their trade, but the system must not allow those who are not to obtain or keep a licence.
Last year, the Government published the statutory taxi and private hire vehicle standards, outlining how licensing authorities should carry out their licensing function to safeguard children and vulnerable adults, although the recommendations will obviously benefit all passengers. The Department is working with licensing authorities to monitor implementation and good progress is being made.
I could say a whole host of things, but my hon. Friend the Member for Darlington covered the subject in great detail. I am told that the database about which many Members were talking is already actively engaged in Wales and, to a lesser extent, Scotland. The points made by my Welsh colleagues are well founded, and I shall make sure that they are reflected on in the proper fashion.
There is no denying that the proposals in the Bill will impose additional responsibilities on licensing authorities. Although I would prefer that such burdens were not needed, they are small compared with the benefits they will provide.
The Bill does not seek to address every issue that has been raised today. Members have expressed concerns about whether allegations or vexatious campaigns against drivers could lead to a driver losing his licence unduly; if I may, I will reply to those concerns in writing, through my hon. Friend the Member for Darlington, to give Members the assurance they seek.
I assure the House that the Government remain committed to introducing legislation, when parliamentary time allows, to introduce national minimum standards, national enforcement powers and a national licensing database. That database will build on the proposals in the Bill by extending the database to include the details of all driver, vehicle and PHV operator licences, as well as information on refusals, revocations and suspensions.
We support the Bill and wish it well in Committee and as it travels through the House. I congratulate my hon. Friend the Member for Darlington.

Commons ChamberOver the last three years, £24 million of capital investment has been provided from Network Rail at Kettering station, with £1.13 million provided by East Midlands Railway.
I thank the rail Minister for visiting Kettering station in May to see all the improvements that have been made. How many permanent jobs have been created by that investment, and when does he expect the historic canopy renovation works to be completed?
I thank my hon. Friend and neighbour for that question and for allowing me to visit this wonderful station in his constituency. Network Rail’s canopy works—the canopy is truly beautiful, Mr Speaker—are planned for completion by the end of November this year. Network Rail’s works at Kettering, including the mainline route enhancements, have created 16 jobs, while East Midlands Railway has created 70 jobs there.
There is a consultation, which the hon. Lady well knows about, at this point in time. I am told that South Western Railway intends to provide 93% of its pre-covid capacity should that consultation be agreed to. I continue to monitor the situation.
It is clear that SWR’s proposals to slash services by about half from busy stations in my constituency, such as St Margarets and Whitton, is being driven by the demands in its contract with the Department for Transport. So will the Minister intervene and review his contract with SWR to avoid these drastic cuts to services on which local residents rely and for which they pay a very high price? It is far too soon to be making decisions about post-pandemic services.
I am watching the situation and looking forward to hearing back from SWR about the consultation. I have been talking about this very much with my right hon. Friend the Member for Epsom and Ewell (Chris Grayling), who has a similar campaign to that of the hon. Lady on behalf of his constituents. SWR has sent the consultation out to more than 3,500 stakeholders—MPs and other elected representatives, passengers and so on. Everybody knows that the number of passengers is still very much below the pre-pandemic level. We are relying on the results of that consultation to try to determine what future services need to look like.
The formation of Great British Railways is still in its early stages. The location of its headquarters will be considered in due course.
The Minister will be aware of the central role that Derby has played in the history of British rail transport. Derby has also invested in the future of the industry, with local businesses helping to develop the UK’s first hydrogen trains. Does he agree that that combination of pedigree and potential would make Derby an excellent location for the new headquarters of Great British Railways?
My hon. Friend knows my affection for Derby, which I represented for 10 years in the European Parliament. She is right that Derby has played an important role in the history of rail in this country. I have heard her sales pitch this time and previous times loud and clear, but I have to say that the location of GBR’s headquarters will be considered in due course.
The current timetable structure and track capacity on the Great Eastern line south of Ipswich have not allowed any new direct services to be implemented to Liverpool Street at this time. I am aware of the problem; my officials have asked Greater Anglia to continue to see whether there might be opportunities to introduce direct services between Liverpool Street and Lowestoft, as I very much recognise the importance of the direct service.
As the hon. Lady knows, I am very fond of her city, which is very near my own. I do not know much about this particular project, so I am very willing to meet her to go through it and see how we can take things forward.
My hon. Friend will know that there is a bid in at the moment for the shovel-ready scheme to convert the freight-only railway line from Lichfield to Burton into a regular passenger service. It is backed, in a personal capacity, by his fellow Minister, the roads Minister, my hon. Friend the Member for Pendle (Andrew Stephenson), by my hon. Friend the Member for Burton (Kate Griffiths), and—most important of all!—by the West Midlands Mayor, because of the connectivity. It will be driven, incidentally, by a hydrogen-powered locomotive if it is given the go-ahead. Will my hon. Friend come up to Lichfield to see for himself how vital this rail service will be?
In his normal shy and retiring way, my hon. Friend has given me an invitation that I simply cannot refuse. As he knows, we have received a bid for the restoration of passenger services between Lichfield and other places in round 3 of the restoring your railway ideas fund, and I look forward very much to my forthcoming visit.
I thank the hon. Lady for her very good question. As I mentioned earlier, Great British Railways is in its formative stages, but I will happily work with her and the accessibility groups that she mentioned so that we can help to guide people through any new systems that come forward.
Antidotes and doctors! Following his question to one of my colleagues yesterday, I was not sure that my hon. Friend was all that keen on vaccines—or vaccine passports, at least.
I am obviously well aware of my hon. Friend’s bid for the Ashton-to-Stockport line, including the Rose Hill connection, which is in round 3 of the restoring your railway ideas fund. He has kindly given me a great deal of information about the bid, and I have met him and the other proponents of it. I promise him that we are assessing the bids, and expect to announce outcomes very shortly.
Our very popular rail Minister is aware of the excellent work being done by the North Cotswold Line Task Force. Could he update colleagues and councils along the North Cotswold line on his conversations with the Treasury about doing more business casework on redoubling a stretch of the North Cotswold line?
I had a recent meeting with the taskforce, and I am due to have meetings with Treasury colleagues at which I have said I will raise this issue. I believe I am waiting for a tiny piece of work from the taskforce, so I look forward to receiving that and trying to move the project forward with my hon. Friend.
Does the Secretary of State agree that as London returns to work and commuters begin to get back on the trains and into their cars, it is important that we encourage people, as much as possible, back on to public transport? In my constituency we expect the construction of some 1,500 flats over the next few years. Does he agree this is no time to be cutting South Western Railway services to North Sheen, Mortlake and Barnes?
As I said to the hon. Member for Twickenham (Munira Wilson), South Western Railway is undertaking a consultation that will shape the future of services. It is important that that consultation is viewed as one that we will listen to, and we will listen to it. The hon. Member for Richmond Park (Sarah Olney) will have seen that recently, following consultation, we decided not to proceed with the east coast main line proposals because of stakeholder reaction, among other things, so it is vital that the consultation is replied to in great detail, and I hope she will do that.
